One arrested for theft and assault Dimapur Police in cooperation with Imphal Police on September 18 apprehended one of the three accused in a case of theft and assault, which occurred on September 13 at Pongsang village, near Jharnapani. The arrested was part of a trio from Manipur, who had stolen a JCB from Dimapur and had assaulted the driver and handyman. Police informed that the trio on September 3 hired a JCB excavator and took the excavator along with its driver, handyman and a minor helper towards Jharnapani in the pretext of some construction work. On reaching the spot, the accused persons took

for eight days. The minor was told by the accused that he was in Shillong. On September 11, the minor was sent back to Dimapur in a vehicle arranged by the accused persons. On reaching Dimapur, the minor pointed out the location of the accused to police. After intimating their Imphal counterparts, a team of Dimapur Police led by Sub Inspector, Langhakum Yimchunger proceeded towards Imphal on September 12. The team along with Imphal West Police raided the place, while apprehending one of the accused and recovering the excavator. The accused has been identified as one Thounaojan Ahongjao Singh, who is presently in police custody. While the other two accused are absconding, a case has been registered and further investigation is on, informed police. Two arrested for theft In a separate case, Dimapur Police arrested two persons on charges of robbing a vegetable seller on September 13. According to the OC of Diphupar PS,

One arrested for attempted ATM theft In another incident, police arrested one person, identified as Kevitso Angami, while under influence of alcohol was in the act of breaking open an ATM with a dao (machete) with intention to steal cash. Diphupar Police said the accused was caught while he was attempting to break open the cash machine of the UCO Bank ATM booth located at 2nd Gate, Chumukedima, in the wee hours of September 18. The accused is in custody of Diphupar police station.

KOHIMA, SEPTEMBER 18 (NEPS): Nagaland Minister for Roads & Bridges Kuzholuzo (Azo) Nienu recently met Union Minister for Transport, Road and Highways (MTRH) Oscar Fernandes at the latter’s office in New Delhi and had a detailed discussion on the various road development projects in Nagaland. Disclosing this to NEPS Wednesday, Nienu said he informed the Union Minister on road projects in Nagaland under the Special Accelerated Road Development Program (SARDPNE) and how projects in the State were held up for two

years, while other Northeastern States were benefiting from it. The projects under SARDP-NE for the Nagaland sector include four road projects covering a total of 329 kilometers. Nienu requested Fernandes to expedite the case with regard to resumption of road construction works in Nagaland under SARDPNE, which was executed by M/S Maytas & Gayatri. The Union Minister in turn assured that he would try his best for work to be started again in Nagaland. Neinu also queried the Union Minister on the possibility of the Government

of India handing over the SARDP Projects to the Nagaland state government, as there are hardly 8 to 9 months left for the works. He also requested the Union Minister to take up the state’s Foothill Road Project as a National Project. Fernandes stated that since the Project is very big; a decision at the highest level is required. The Union Minister also asked Nienu to come up with a detailed project report for it to be taken up as a National Project. Other issues concerning the economy, interstate connectivity etc were also discussed in the meeting.

Taking pro-active measures to check the rising crime in the city, the Dimapur Police arrested four persons involved in three separate crimes. The arrests made on September 12, 13 and 18 are all instances of theft and assault.

DIMAPUR , SEPTEMBER 18 (MExN): The Central Naga Tribal Council has extended support to ACAUT in the fight against unabated tax. A press note from the CNTC stated that ACAUT’s initiative and co-operation from all concerned Naga Political Groups have considerably reduced rampant taxation. However, it said that prices of commodities have remained the same or in fact have increased. Therefore, the CNTC implored upon ACAUT to also take up initiatives to work hand in hand with the concerned authorities in controlling and regulating prices of commodities.

DIMAPUR , SEPTEMBER 18 (MExN): The Ao Senden in its mid-term General Conference held on September 17 resolved to issue a ‘No Objection Certificate’ to the Government of Nagaland for exploitation of Petroleum and Natural Gas under the conditions that the Cabinet Committee regulation on Nagaland Petroleum and Natural Gas, needs to be reviewed by honouring the position of the land owners by giving foremost share on revenue ceiling as first party. A press note from the President of the Ao Senden stated that though the state is entitled for royalty that may arrive from the exploitation of oil and its resources, the rightful ownership of the land and its resources (as enshrined in the Art. 371 (A)) should not be altered or nullified at any cost. On the issue of the formation of Nagaland Tribes Council, the Ao Senden resolved to take part as demanded by the mobilization committee by deputing two representatives from the Ao Senden.

Medziphema police along with the village council rescued the driver on September 3 evening and the Handyman the next morning on September 4. They were both admitted at CIHSR, Dimapur. Police informed that the driver is in a stable condition, while the handyman is yet to regain consciousness. NEw DElHI, SEPTEMBER 18 (MExN): The Asian Centre for Human Rights has come up with a report revealing the “discrimination” towards Scheduled Castes and Scheduled Tribes in India’s higher education system. The ACHR report titled ‘India’s Unfinished Agenda for Inclusion: A study on denial of reservation to the tribals in the government services and posts,’ also informed that from 2001 to 2012, one hundred and one crimes were committed every day against SCs and STs in India. The ACHR informed that as per the National Crime Records Bureau, a total of 4,40,691 crimes were

Tensions ran high in Ukhrul district headquarters today as the lifeless body of prominent Naga leader, Jonathan Kashung was recovered and brought to the town this morning. Kashung (49), one of the presidential candidates for the Tangkhul Naga Long (TNL), the apex body of the Tangkhul tribe, was abducted by unidentified armed men from Phungreitang area in Ukhrul town on September 13 at around 9:40 am. His decomposed body was found on September 17 evening at Tolloi Junction, around 4 km north-west of Ukhrul. Early this morning, relatives of the deceased along with police retrieved the decomposed body and brought it to Ukhrul town. The TNL general election which was due to be held on September 18 has been postponed indefinitely. Police sources said that Kashung was killed by suspected militants, but did not mention the name of the group involved. No group has claimed responsibility so far. On enterprise development, Longrineken said technology sourcing and dissemination, capacity building and skill up gradation, infrastructural developments and marketing initiatives are some of the focus areas. He said that the meaning of education is not just a vocation, or to develop a single virtue, but to become a good citizen and teach our children to earn and be self employed. The Director of Higher Education stated this at the 20th Annual Social Day celebration of Immanuel College, Dimapur. Khalong also opined that the education system in Nagaland is guided by reasons other than education itself, with “too many

interferences”. He listed that the problem of Vernacular languages; requirement of language teachers in the primary learning stage, and understanding the subject mater are just some of the problems faced in Nagaland. Khalong also iterated that the young generation has divorced themselves from studies. He said that students do not go to library; but play a lot of video games instead. Pointing out that young students are weak in health, because of consumption of spurious substances, he advised the students of Immanuel College to keep control of their eating and drinking habits, stating “it will have an impact in your life”.

Also, congratulating the Chairman, Principal, Management, and Staff of Immanuel College for the excellent educational service rendered, he praised that Immanuel College will not only be a prominent college but be the top in Nagaland. Imkong Lkr informed that all the beneficiaries of various pension schemes under Mokokchung district, who have not drawn their pension benefits during the payment period from August 12 to September 19, 2013 are given a grace period to draw their pension starting from September 20, 2013 to September 26, 2013. GJM talks of a 'revolution' in Darjeeling FCI to increase storage capacity in NE Darjeeling, September 18 (ianS): In a hardening of stand, the Gorkha Janmukti Morcha (GJM) yesterday threatened to launch, after Oct 20, an "intense agitation" that could take the shape of a "revolution" to realise its demand for a separate state of Gorkhaland. The GJM, which has been spearheading the movement for Gorkhaland to be carved out of parts of northern West Bengal, has announced a relaxation in the agitation till Oct 20 in the wake of union Home Minister Sushilkumar Shinde's directive that it should withdraw the shutdown to pave the way for tripartite talks. The central government, the state government and the GJM are to be involved in the discussions. "The Gorkhaland movement cannot be wiped out by any force. Gorkhaland is our 'Constitutional' right and we will achieve it," GJM president Bimal Gurung posted on social networking site Facebook. He also told reporters here that despite his party sticking to a democratic movement, the

central and the state government have not paid any heed. "So long we had said we will stick to a democratic movement. We have never deviated from it. But this state government will not pay heed to such movements." "So from now on we will have recourse to an

The police concluded that it was Mary without even conducting a voice test. “I knew Fortune through a common friend as he often visited the church. As secretary of the choir, I had the numbers of many people whom we used to invite for special programmes. I had his number too,” Mary told The Hindu. Not knowing Hindi or Marathi proved her major disadvantage. “The police said they wanted my help in arresting Fortune and took my signature on a number of papers,” she said. She soon found herself inside the Byculla women’s prison with no idea why she was arrested. Neither the police nor the lawyer they provided for her informed her that she was an accused. It was only two weeks later did Mary come to know of the charges against her through Angela Sontakke, an alleged Maoist, lodged in the same prison. “I was stunned to

know I was accused of financial cheating.” By then Mary’s sisters, who were also in the city, were thrown out of their flat after the landlord had come to know about the police case. Mary had been sharing the flat with her cousin and a younger sister. First among six siblings, Mary first moved to Chennai after graduation from Manipur, and then she came to Mumbai in search of work. “Inside jail, I felt very scared and secluded as Indian prisoners thought I was a foreigner,” she said. She wondered whether she had been subjected to this because she was from Manipur. “People here do not know that we are Indians too. They always look at us with suspicion.” However, the police say they have a strong case. Investigating officer Ankush Katkar told The Hindu that Mary used to help the main accused by calling the victims. “She spoke to the complainant, posing herself as an officer from the Reserve Bank of India.” Katkar said the po-

lice arrested her only after gathering enough evidence. “We have filed a charge sheet and are sure that no mistake has been made in the investigation. We will present the case effectively in court.” Mary was granted bail two months after her arrest in October 2012, but she could not afford the bail bond of Rs. 1 lakh. So she had to stay in jail till March 2013. She had spent Rs. 85,000 on her lawyer but he disappeared. Finally, she got a new lawyer through her friend from the Church. “The judge agreed that the bail amount was too high and lowered it after our request,” said advocate Wesley Menezes. Mary’s discharge application will be heard on October 10. She wants to start her life afresh, without any court case or police inquiry. FCI chairman and managing director C. Viswanath said Wednesday this decision was taken considering the strategic importance of the region, and that FCI has also prepared a special package plan for the north east. He said of the allocated amount, Rs.458.56 crore was earmarked for storage construction during 12th Five-Year Plan. "For FCI, augmenting storage capacity has been a continuous process and primarily financed by planned resources. In 2009-10, Private Entrepreneur Guarantee (PEG) scheme was introduced to engage private investments in storage capacity creation," he said. Viswanath also reviewed the progress of storehouse construction in the region with FCI officials and state machinery Wednesday and expressed his satisfaction over the work. In a memorandum to the Prime Minister yesterday, leaders of various political parties of the state argued that reaching at a permanent solution favourable to the Tibetan people would be most beneficial to India and the security of Asia. "Traditionally, Arunachal Pradesh maintained cordial relation with the then free Tibetan state and trade took place between the two region. Hence, the people of Arunachal Pradesh have a sympathetic and sacred solidarity with the Tibetan people," the memorandum, a copy of which was made available to the press, said. India should undertake the task of promoting dialogue without precondition to advance a solution on Tibet and to press for respect for human rights and the preservation of Tibetan religion, language and cultural heritage, it said. guwahti, September 18 (pti): Journalists’ Forum Assam (JFA) today expressed concern at the helpless working condition of mediapersons, particularly those employed with private television channels. ''Nearly 80% working journalists of the state have to work with pitiable salaries, unlimited working hours without even a break in need and without any insurance facilities'', JFA President Rupam Barua and Secretary Nav Thakuria said in a statement. Working journalists, engaged with satellite news channels of Assam, have to perform their duties in a vulnerable atmosphere with low wages, more than eight hours working period in a day, without appropriate leave days and off-days, and with no facility of life and health insurance coverage. Whenever the demand for higher financial packages for the privately-owned television

channel employees, including the working journalists is put forward, the owners argue that they are running a loss-making business. The JFA has demanded a minimum starting salary of rupees 15,000 for the television media persons, engaged with the satellite news channels of Assam, with a daily working period of eight hours or less, and a dignified leave arrangement. It also stated that all the employees working in newspaper or news channels should get facilities of Provident Fund, ESI according to the Labour Act and also a health and life insurance coverage without discrimination, the statement added.

New Delhi, September 18 (pti): Targeting the youth, domestic handset maker Micromax launched its first tablet PC in the Canvas series for Rs 16,500. The 8-inch device, comes equipped with 1.2 GHz quad core processor, 1GB RAM and runs on Android 4.2 Jelly Bean operating system. “With today’s launch, we aim to extend the Canvas experience to our users on the tablet PCs, supported by an entire ecosystem of applications,” Micromax co-founder, Rahul Sharma said in a statement. He said with the launch of this latest device, the company is looking at consolidating its position in the tablet category. According to CMR’s tablet PC market review, in the first quarter of 2013, over 9,05,000 tablets were sold by as many as 53 domestic and international vendors in the country. New Delhi, September 18 (pti): Industry body Assocham on Wednesday said food prices are likely to ease in the coming months on account of good monsoons and the influx of Kharif crop. The assertion assumes significance as it comes at a time when food prices have soared and are pinching the pocket of most Indians. “We believe that food inflation pressures are likely to soften in the coming months on accord of good monsoons and arrival of the Kharif crop,” Assocham President Rana Kapoor said. Costlier onion and other vegetables pushed up inflation for the third month in a row to 6.1 per cent in August, making it difficult for the RBI to cut rate in the monetary policy review due later this week. Besides, with the August wholesale price inflation being driven by a jump in food prices, Kapoor said the government must take measures to augment investment in the agriculture sector to improve supply chains, warehousing and other related infrastructure. The investment in supply chains must be coupled with a renewed thrust on horticulture products, improvement in irrigational facilities to reduce dependence on monsoon and insurance schemes for agri sector, Assocham said. “This (investment in agriculture) will ensure adequate supplies of essential items at reasonable prices to consumers, since food inflation acts as an inequitable tax on the poor and the Government has to strive to abate prices pressures in the category,” Kapoor said. With the Rupee gradually gaining back lost ground, pressure from currency depreciation on headline inflation will ease going forward. However, risks to fuel inflation remain on the upside, as a sharp adjustment in diesel prices is expected this month, he added. The price of vegetables in general rose by 77.81% making life difficult for the common man.

Müzilü Vero from Little Flower Higher Secondary School (LFHSS), Kohima today bagged the first position of the state level science seminar on the topic “Water Cooperation: Issues & Challenges” held here at Northfield under the aegis of the Directorate of School Education, Nagaland. Müzilü Vero, who was also the winner of the district level science seminar, Kohima district held earlier this month, will now represent the state of Nagaland at the forthcoming national level science seminar to be held at Nehru Science Centre, Mumbai on October 8 this year. the Himalayan Region has had three major natural calamities starting with the ‘Cloud Burst’ in Leh, Ladakh during 2010, the Sikkim earthquake, which is also known as the 2011 Himalayan earthquake, and the unimaginable flood in Uttarkhand this year. He said that whether these disasters are manmade or acts of God is debatable, but however stated that whatever the debate is, it is crucial to discuss how prepared the mountain people are, in this connection. he last film Moa remembers watching on a large screen in Mokokchung is Qayamat Se Qayamat Tak. There used to be three shows in a day that played at the two theatres in Mokokchung Town. That was in the 1980s. There were times he caught a football match with his friends on the communal screen before his family moved to Dimapur in the early 1990s. Sen also reminisces growing up in the 1980s, quite fondly at that. The experience of watching Gumrah at Cosmos (local film theatre, the other being Eastern Talkies) was as exciting, or perhaps more, as reading Syndey Sheldon—the movie was based on one of the author’s novels, he says, his memory clear. For that inherent Naga affinity to music, Sen cannot get the “music scene” out of his mind. Gigs were commonplace. People could enjoy a drink and the music as well. Locals performed, and bands from the region did. And then, sometime in the 1990s, a strange incident occurred. While the band King Apple from Shillong was in concert, a young man came “looking for” someone at the concert. He had a grenade in his hand, which he threatened to unpin. They said he was from the “underground” but no one was sure. No one cared. The gig went on as the young man and his fellows “picked” someone up and left. Then onwards though, into the 1990s, the entertainment scenario changed. The 1990s were defined as the “dark decade” by Moa and Sen. It put Mokokchung back by 10 years, according to them. The prohibition came into effect, as did armed violence. In 1994, Mokokchung Town was set ablaze by the Indian paramilitary, and obscene incidents of violence were afflicted on the local urban populace this time. People were cautious about building houses anymore due to rampant taxation and the “music scene” of course came to an end. People were scared to do anything anymore. Only since 2000, Mokokchung has begun to stabilize. People are building houses, entrepreneurs businesses, with the theatres being revived, and musicians attempting to bring back the music to town. Institutional support is being attempted to be provided to those talented in the creative arts. It is a difficult task, and Nagaland’s story at large remains insensitive to the creative expression of ideas, especially of the youth. There are few spaces for an informal night of sharing music, if not the forbidden nooks of the hills. There are no movie theatres in Nagaland’s much touted, half-cared-for commercial hub Dimapur. Spaces for communal gathering remain restricted to the high walls of institutions: schools or churches. In villages, the peer group gatherings help but arts get restricted to exhibitionism. Institutions exerting power need to create spaces for collective intermingling, as well as expression, in-sync with the changing urbanscape. Watching Sydney Sheldon’s novel come to life on a large screen, or the creative interplay of dreams through drama, could help children (and adults) generate ideas that steer beyond guns and helplessness that the young Naga today is faced with. They convey the message that thoughts, angst, desire, joy, ideas and a lot more can find a creative niche in the mind, through the voice, through the body or through paint. Naga people deserve these spaces in order to find and explore, through other means than political discourse, how they are situated in today’s world. For creative ideas, write to moitramail@yahoo.com

UILTY, Guilty, Guilty, Guilty” trumpeted a Delhi newspaper after four slum-dwellers were convicted of the rape and murder of a student last December. The case was one of dozens of rapes reported daily. But it sparked mass protests, new laws, months of intense debate, and young, educated types staging mock hangings outside the court. Real death sentences may follow on September 13th. The victim, whose name has been withheld, was from an aspiring middle-class family, and planned a medical career. Instead, one evening she was taken from the roadside after leaving a cinema, then raped and tortured aboard a private bus. She died in hospital. Her assailants came from a slum and had semi-casual jobs. The awfulness of the attack, including assault with a rod, guaranteed the case publicity. It also happened against a backdrop of rising anger over the routine illtreatment of women. Still, the contrasting backgrounds of attackers and victim sustained interest in the case, reflecting wide anxiety over the rapid influx into the capital of rural migrants from other states. It is hard to imagine the level of interest in the case had the victim been a poor migrant girl. Though statistics do not suggest notably high rates of rape in India, the figures are highly questionable. Anecdotally, almost every woman seems to have a story of being accosted, groped or worse. But Ranjana Kumari, of the Centre for Social Research in Delhi, sees progress at least in how attacks on women are discussed. A decade ago, she says, the Hindi word for rape, balatkar, was nearly taboo. Frank discussion is easier now, though she regrets an obsession with seeing young women as “pure”, needing control and protection. Too rarely is the shameful behaviour of men discussed. Strong victims are sometimes misunderstood. A photojournalist gang-raped in Mumbai in August bravely says she will keep on working. Yet politicians are more likely to lament a woman’s lost “honour”, or even blame the victim. In a conservative society, where Bollywood long banned on-screen kisses, talk of sex remains difficult. “Serious fundamentalists won’t allow sex education in school”, Ms Kumari complains. Prominent figures are arrested for sex crimes, yet criticism can be muted. Last month Asaram Bapu, a Hindu guru, was charged with sexually assaulting a young follower. Ms Kumari spoke against him, but says his supporters responded with tirades. The Delhi trial has surely helped move the debate on. Yet it was exceptional. A fast-track court held 130 hearings and saw over 100 witnesses. Other courts in India lack the resources to emulate its speed and efficiency. More typical is what Winnie Singh experiences as head of a charity, Maitri, which helps battered women near a Delhi slum. She is used to trying to register complaints with police. That has grown easier in the past nine months, but beyond that nothing useful happens. Even the most determined victims soon lose faith in the legal process. A young woman who nervously describes her violent kidnap by her brothers last year says she expects no redress. Most women at Maitri give up. Ms Singh points out that it takes at least six to eight years for a case to be completed. Going to court, says one woman, is just “wasting my life”.

As a young Palestinian, I can’t help but reflect on the ‘solutions’ that have passed in my lifetime

his year marks twenty years since the Oslo accords. Yet the world has almost seemed to reshape itself this year. Wars and political differences have spun most of the Middle East into what we know and see today: countries and their dignitaries abroad scrambling to find any sort of solution that may ‘stop the bleeding’ from the bullet hole made in the flesh of the Arab people. As a young Palestinian, I can’t help but reflect on the ‘solutions’ that have passed in my lifetime. I was a young boy when the Palestine Liberation Organisation (PLO), signed the Accords, but old enough to remember the celebrations (despite the Israeli occupation) staged in the streets of the Gaza Strip. We were welcoming and trusting as Palestinians, eager to end the occupation. How beautiful to have our own state! Mothers free to let their children play without fear, without the worry that their husbands might not return home that night. As I watch the international media call for a speedy response to the use of chemical weapons, I cannot help but think that this western world has forgotten about the malaise and Nakba (catastrophe) of the Palestinians caused by Israel. This world has brought us to the cold chopping block that we lie on today. Our Arab brothers, more beholden to the power hungry giants of the world, abandoned us… sold us like property to the highest bidder. The Palestinians were left isolated and alone. Going back to the late 1980’s and the 1990’s, the Palestinian leadership had little room for manoeuvre to deploy in their political struggle. The Palestinians were left paralyzed after refusing many offers. I can say that personally speaking, I too would’ve refused: having lost all of Palestine, how would you feel if someone came to you to bargain with you for the land they have stolen? You would at least wonder if the word ‘negotiations’ had taken on a new meaning. Or would you perhaps ask yourself if this was just the false front Israel wanted the world to see…this pretence that our neighbours wanted a peaceful passage? Whatever, we thought, after being abandoned by our brothers, we were tortured, murdered and transferred from Kuwait and other Gulf countries. We were in Tunisia, conditionally, but we were explicitly forbidden to mount any military activities against Israel. We had no exit…except one, Oslo: as Edward Said said, “We had no alternative because we either lost or

Yes there are many quotes, proverbs and sayings on failure, primarily to encourage those who fail in life not to be discouraged and lose hope. Indeed, failure makes us stronger and more determined to go forward and do greater things in life. Many great people in the world experienced dismal failures in their life. All of us fail in one way or another. It is inevitable in life. Though it is apparent that failure is natural, we should not always compromise our failures in an easy way. There are times we experience failure because of our carelessness, sluggishness, lethargy and negligence. At times we fail as we lack vision and take wrong step. So, there are many reasons that lead us to failure. Out of various reasons that lead us to failure, I would like to deal two simple reasons in this

We have exhausted all the options within the negotiations for peace, and surely this is a waste of time - a ‘Trojan horse’ with which Israel seizes ever more land from the Palestinians, especially around Jerusalem, as they kick us into the streets without any mercy for children, old people or women. Twenty years after its signature, the Oslo peace agreement clearly has nothing to do with peace. It has become simply the blueprint for the dehumanization of the children of Palestine. Deep divisions through walls and carefully nurtured racism, have only separated the Arab Palestinians from their Jewish neighbours. The agreement has regulated and legitimized the economic and political abuse that is the ongoing deepening of the occupation of Palestine. Best known to the world media was Operation Pillar…white phosphorus rained down as civilians ran for cover in the streets. Atrocities committed by the Israelis include Gaza 2008-09, November 2012, and the continuous killing of the Palestinians in the West Bank, as well as the colonization of my people. Now, as a Palestinian who lives in the Diaspora, I see things differently. I examine Oslo from the eyes of others, picking over the words and promises… but focusing on the excessive failures of the Palestinian leadership. The Oslo accord was engineered in a decisive historical time in the Middle East. With the first Gulf war under way and a troubled Palestinian leadership, it was clearly the intentions of the Israelis to shut down the first Intifada. The lies and traps became very apparent. We quickly realized to our own despair and great detriment that what had been built on a false intention was in fact false. As a young Palestinian writer and thinker in this time, I am convinced that the Oslo agreement was the second victory of the occupation. As the Palestinian leadership fell into the trap of Oslo, their position deteriorated day by day, leaving future generations of the Palestinians with no road map to their future or any true relationship with Israel. We have been failed by the ones we trusted so greatly. Many Palestinians have told me that they feel that Oslo was a foundation good enough to start a new phase of political struggle. I once thought the same. However it is clearer now, what we have lost by signing Oslo, and what the first Intifada could have given us. We stopped short of claiming the prize. What makes matters worse is the great failure of the Palestinian leadership to reform the PLO and PA institutions. They failed to attract skilled Palestin-

ians, not because they cannot, but because they prefer to be corrupt (it is worth mentioning that the EU and its institutions are funding the corruption of the PA and the occupation, simultaneously). Currently, the security agencies of the Palestinian Authority as well as Hamas’s security militias in the Gaza Strip are agents protecting Israel’s interests in the West Bank and the Gaza Strip. The Palestinian leadership (since 1993) is a political prisoner of the Oslo process. The president is controlled by a small office run by a young Israeli officer who decides who can accompany Abbas. In 2008, while traveling through Jordan to Europe, I personally witnessed the PA’s presidential official, Tayeb Abdelrahim arriving at the same time. He took a taxi to cross to Jordan under the order of a 21 year old Israeli soldier. Is it really any shock that Israeli occupation forces invade any Palestinian city at any time without informing Palestinian security? Two weeks ago, Israeli forces invaded a refugee camp in the West Bank, killing three Palestinians. These are refugees, their real homes are in Tel Aviv, Jerusalem, Safad or Haifa…what is the real purpose of such an invasion? To break their will? Add to that the huge bureaucratic apparatus that the Oslo Agreement installed to hinder any democratic aspirations. Despite this, twenty years afterwards, the Palestinians are more patriotic… and cling all the more to their land, past and history. It’s all we have left. The only solution is to rethink the dead Oslo Accords and try again - with a process that eliminates the current apartheid regime and paves the way to coexistence and real peace and not a ‘process of peace.’ In 1990, as Edward Said once argued, the Palestinians were divided into four groups. The first was the biggest, which is the silenced and hopeless: mainly the Palestinians in the diaspora. The second were loyal to Arafat and his military apparatus. The third was the Palestinians in the Gaza Strip and the West Bank: suspicious of what the Oslo agreement would bring but at that time, not decided. The last was the marginalized group of intellectuals, educated personalities and some Islamic factions who were opposed to the Oslo Accords. Since then, we have narrowed ourselves into two groups. Those who defend Oslo and its products, its corrupt institutions, nepotism, patrimonialism and abuse of power. This group is the PA leadership, their families, faithful and those who benefit from the status quo. The second group represents the majority of the Palestinians: those opposing Oslo and all its products, including the ‘so called’ historic leadership of the Palestinians. Of course, they agree that the PLO is the sole legitimate representative of the Palestinian people, but they oppose those who are in power who claim to represent them and who seem to have little or no desire to meet their demands. The Oslo accord has failed to address many important issues... what about the Palestinians who live in Israel? They now constitute more than 23% of Israel’s populations. Oslo ignored them and left them as second-class citizens. Laws against dating between the Palestinian and Jewish people led to kidnap and murder. They have no more rights than they did before... Irrefutably we still struggle jointly with the rest of the Palestinian people against occupation and denial of Palestinian rights to life. To exist. Two months ago, all the Palestinians in historic Palestine, especially our younger generation, stood firmly and actively against the Prawer Plan to annex the Naqv desert. It was a landmark protest and strong message to Israel and the PLO alike that what Oslo has ignored, twenty years later will not be ignored by us. At this time, the Palestinian people still count on the American administration as a third party. Despite all that the west has done and not done, many Palestinian leaders still believe that American money is more important than the needs of the people. It is shameful, but true. I don’t know what our grandfather’s generation, or our father’s generation had in mind…but we, the current generation, have more options than any that came before. We have a one-state solution as a viable alternative, with nonviolent resistance or a third intifada as the means. We will not accept anything more than equality: Palestinians and Jewish people seen as human beings with rights. We will accept nothing less. write-up, which will be like a reminder to most of the readers, because they are known facts. The first reason is, being too independent. I come to learn that we fail several times because we are too independent. To put it more bluntly, we fail because we don’t take others advice, suggestions and help. We claim to know well in certain matters and do things independently, hence we meet failures. In many instances of our failures, we went on our own way, thinking that we could do. There are times we forget that we are social beings and so we need one another’s help. The idea, it’s ok, I can do it dominate us. Many are hesitant to ask other’s help because they consider that it defame their reputation. It also happens because they have, in the past, pretended and acted that they know well or they would do it easily.

So, when they start doing it, failures hit them. We experience failure quite a lot because we consider and claim to know everything, though we don’t. The second reason that leading us to failure is, being too dependent. At times, having very low-self-esteem lead us to the path of failure. Being meek and humble is good, but having very low self-self-esteem is injurious sometime. In many situations, we tend to forget that God has given us talents and potentialities to do certain things. Thus, optimism and hope dwindle gradually, many a time unrecognized, and thus, despondency mounts. We fail to use our mind that God has graciously given to us. Despite of this, we want to achieve what we aim for. Thus we ask others help. We totally depend on others. In fact, there are certain things that others know about us and we don’t,

but there are certain things that we know about ourselves so well and others do not know at all. So there is high possibility that, wrong advices and suggestions are thrown at us. Yet we take it with delight because we think that we don’t have any idea or we cannot do it. The outcome is ‘failure’. We have heard many expressing regrets of their failures, saying, I failed because I took his suggestion, her suggestion or their suggestion. It happens often in students life in choosing subjects/departments or carrier choices. At times this regret can be lasting and injurious. As aforementioned, failure is inevitable. It helps us in many ways. In a way, it is like a teacher. But there are failures that should not have happened or prevented if we have taken right step and acted rightly. Have you failed miserably in your life because you never ask others help? Take the help of others! Sometimes, you cannot do on your own! Have you failed in your life because you always depend on others? At times do things without depending on others! They are not God. They can lead you wrong. So, try to discover your potentialities and do without taking others help! You will be successful.

he Brazilian government projects the cancellation of nearly 900 million dollars in debt owed by a dozen African countries as a gesture of solidarity. But others simply see an aim to expand the economic and political influence of South America’s powerhouse. The decision by the left-wing government of Dilma Rousseff, which is now being studied by Congress, will especially benefit the Republic of Congo, which owes 350 million dollars, Tanzania (237 million), and Zambia (113 million). The other beneficiaries are Ivory Coast, Gabon, Guinea-Bissau, Mauritania, Democratic Republic of Congo, Republic of Guinea, São Tomé and Príncipe, Senegal and Sudan. The decision was described by Rousseff as a “twoway street that benefits both the African countries and Brazil.” But it was not interpreted the same way by the opposition, and some lawmakers are seeking to block congressional approval. Cases that have been called into question include those of Republic of Congo, Gabon and Sudan, which are facing international legal action for cases of corruption and even genocide. Authorities in those countries are “corrupt figures who buy Louis Vuitton and Mercedes Benz luxury cars. Writing off the debt of governments that enjoy such privileges sends the wrong message,” said Senator José Agripino of the opposition Democratic Party. A statement issued by Brazil’s foreign ministry says the forgiveness of the debt is based on the rules and principles of the Paris Club of rich creditor nations, aimed at easing the debt burden of poor countries. The communiqué said the move was not just something that occurred to Brazil in a vacuum, but formed part of “an international practice with clear objectives to keep the debt burden from being an impediment to economic growth and anti-poverty efforts.” In an interview with IPS, political scientist Williams Gonçalves at the Rio de Janeiro State University said the argument raised about dictatorships and “supposedly corrupt governments…has nothing to do with international relations.” Gonçalves said the critics “were not scandalised” when the United States and other economic powers “protected and financed dictatorships in Latin America.” “And today they are protecting similar regimes in the Middle East,” he said. “Nor are the defenders of human rights and democracy raising their voices.” Brazil’s foreign policy defends respect for national sovereignty, Gonçalves said. “Attaching political strings and interfering in local political systems is a common practice by the United States and other major powers,” he said. “Just as we don’t want anyone to meddle in our political life, we suppose others feel the same way.” There are other aspects to the controversy. Senator Alvaro Dias of the Brazilian Social Democracy Party mentioned the economic objectives. Cancellation of the debt would reopen credit lines at Brazil’s National Economic and Social Development Bank (BNDES) and bolster the involvement of leading Brazilian business consortiums in the Afri-

can countries in question. Trade between Brazil and Africa climbed from five billion dollars in 2000 to 26.5 billion dollars in 2012, according to foreign ministry figures. In Africa, Brazilian public and private enterprises have invested in sectors like oil, mining and major infrastructure works. Marcelo Carreiro, a history professor at the Federal University of Rio de Janeiro, told IPS that Brazil’s Africa policy has “strategic objectives” such as “the extension of a strategic security area and the expansion of market access.” That is reflected by the selection of countries, many of which are in West Africa, geographically across the ocean from Brazil’s impoverished but fastgrowing Northeast, he said. That could give rise to “the creation of a geostrategic Brazilian sphere in the south Atlantic, responsible for conceptually expanding this country’s frontier towards the African coast,” he said. This would safeguard “not only its strategic presalt area (the ultra-deep oil reserves hidden under a thick layer of salt off the coast of Brazil) but also the vast extension of Atlantic coast, in a ‘mare brasiliensis’,” protecting this country from future access by enemies to its territory. The history professor said “this new carving up of Africa” is indicated by the inclusion of “the only country on the planet governed by a leader facing genocide charges,” the president of Sudan, Omar alBashir, who is wanted by the International Criminal Court. “Sudan is triply attractive for Brazil: it is rich in oil, in need of civil construction, and hungry for industrial and agricultural goods,” Carreiro said. “It is possibly the most advantageous market in Africa, for the Brazilian economy,” he added. Closer ties would bring additional advantages, such as support for Brazil’s aspirations to a permanent seat on the United Nations Security Council. But Gonçalves is not shocked by this interpreta-

tion. “The forgiveness of the debts of small states by large economies is a common thing,” he said. “The technical explanation for this cancellation is clearing the slate for those countries to pave the way for loans from the BNDES that favour the activities of large (Brazilian) companies,” he added. But the political science expert does not see this as running counter to the principles of aid. “Solidarity and cooperation are carried out by means of loans and the implementation of projects,” he said. “International economic relations occur under the capitalist system, which means the aim is always profit,” he said. But the analyst believes that unlike other kinds of aid, “these projects will be carried out under financial conditions and with social objectives that do not awaken the interest of the big industrialised economies.” Investments by South America’s giant also reach Africa through the Brazilian Cooperation Agency (ABC), with a total of 50 million dollars in projects in agriculture, health and education in 2010. Carreiro pointed out that shortly before the debt cancellation plan was announced in May, the Rousseff administration reported that ABC would be overhauled, and its aid would be increased by 300 million dollars, mainly for Africa. “But that was apparently seen as too little, and Rousseff decided to speed up the decision, directly buying influence in key countries in Africa,” he said. “Earmarking 300 million dollars for cooperation projects and writing off some 900 million dollars in debt for corrupt governments are two contradictory practices in a chaotic foreign policy,” Carreiro said. A 2012 study by the Don Cabral Foundation showed that Brazil’s presence in Africa was growing, with 34 Brazilian multinational corporations operating in the continent. In the view of 44 percent of the companies surveyed, the government’s foreign policy over the last decade has fuelled expanding international involvement by Brazilian firms.

The implication is that God has made each person exactly as he willed and that creation is “fearfully and wonderfully made.” God has also blessed each person with certain physical skills, and/or abilities, and that each person participates in kingdom building when those skills and abilities are used to declare Jesus Christ. That means that when the soloist sings, or the pastor preaches, or when the athlete uses his or her platform for serving the purposes of God, each is fulfilling God’s will as it pertains to their kingdom purposes. To fail to use what God has given us through the creation of our physical being denies the order and sovereignty of God. Conclusion; There are many other principles that could also be included as a part of this study. These few, however, will give you a good foundation for the Biblical basis of sports and recreation ministry. I pray that you will take them to heart and consider what you and your congregation might do to use sports to spread the gospel. We know that God desires that “none should perish, but that all should come to repentance 2Pet.3:9.” The only way some people may ever hear about the love of God is through you and through the opportunity and relationship that you build with them as you watch and/or play sports together. When we use sports we may be using a game, but we are not playing a game. Eternity is at stake! So …PLAY ON!!!

aving just turned 90, Uri Avnery still finds himself firmly outside Israel's national consensus. For more than six decades, the tabloid publisher, member of parliament, author and peace activist has lobbied for establishing a Palestinian state as the only way to secure peace for a democratic Israel with a Jewish majority. Avnery was perhaps the first prominent Israeli to promote the idea, taking on successive Israeli governments and once, in 1982, sneaking across four battle lines in Israeli-besieged Beirut to talk to Israel's then-nemesis, PLO chairman Yasser Arafat. Avnery's views are a measure of how far Israeli public opinion has come: Palestinian statehood was a fringe idea as recently as a generation ago, but is now a principle accepted by a majority. Yet the nonagenarian renegade with the white beard and full head of white hair still finds himself in a minority because, he says, most Israelis believe reaching a deal with the Palestinians is impossible — in his view, a dangerously complacent and self-serving attitude. Avnery says his job is to persuade fellow Israelis that doing nothing and allowing Israeli settlements to spread on occupied lands the Palestinians want for their state will lead to a catastrophe — either an Israeli-ruled apartheid state with a disenfranchised Palestinian majority or a binational state with equal rights for all where Jews find themselves once again in a minority. "I feel we are on the Titanic, sailing straight toward an iceberg," Avnery said in an interview on the eve of his 90th birthday last week. "We have the chance to change the course any moment, but if we are stupid, if we go on sailing, we shall meet the iceberg, inevitably," he said, sitting in a rocking chair in his small apartment overlooking the Mediterranean and Tel Aviv's sparkling skyline. Avnery's life has been rich in contradictions. Born into a well-to-do bankers' family in Germany, he grew up poor in Tel Aviv after he and his parents left his native land following the rise of the Nazis in 1933. As a 10-yearold immigrant, he eagerly embraced Hebrew language and culture, hoping to eradicate what came before, but remains fluent in German and acknowledges also being shaped by the humanist traditions of pre-Nazi Germany. Avnery is a member of Israel's founding generation, having fought in the 1948 war over its creation, and had the ear of prime ministers, even while shaking up the establishment with his tabloid weekly, Haolam Hazeh (This World), a mix of hard-hitting exposes, gossip and photos of nude women. His unwavering convictions have won him respect from political rivals such as Geula Cohen, a long-time advocate of Jewish settlement in the West Bank, Gaza and east Jerusalem, lands captured by Israel in 1967 and sought by the Palestinians for a state. "He is the political father of the (idea of) the Palestinian state," Cohen, 87, a former member of parliament, said of Avnery. "He is the first one who raised it politically. I don't accept his ideas, but I admire his strength to continue to fight for his ideas." And even firebrand Cohen appears to have budged a bit in Avnery's direction, saying she could now countenance the idea of a Palestinian state, provided Jerusalem remains in Israeli hands. Avnery came by his beliefs early on, saying that even as a young man in pre-state Palestine, during the period of the British Mandate, he was convinced that "the Arabs will never be satisfied with less than we are satisfied with, namely freedom and independence." Last month, Israelis and Palestinians launched a third attempt since 2000 to reach a deal on the terms of a Palestinian state, but Avnery has low expectations. Israeli Prime Minister Benjamin Netanyahu is "a superficial person with superficial ideas," he said. "If he has any principles at all, it's the principle of ... covering Palestine with settlements." Avnery is one of the few constants in Israel's "peace camp," increasingly fractured and politically sidelined since the 1990s when the Labor Party under then-Prime Minister Yitzhak Rabin led talks with the Palestinians on interim peace deals. Peace efforts were slowed by Rabin's 1995 assassination and Netanyahu's first term as prime minister, but Avnery reserved his biggest scorn for Ehud Barak, who succeeded Netanyahu in 1999. Avnery said Barak rushed into an ill-prepared U.S.-hosted peace summit in 2000, made an offer that — while seen by many in Israel as generous — fell short of what the Palestinians could accept, and upon his return claimed that Israel had no partner for peace. "When this is said by the self-styled leader of the peace camp in Israel, it has a destructive effect, from which the peace camp has not recovered until today," he said, speaking English with a German accent. Avnery acknowledged that Palestinian shooting and bombing attacks during the uprising that followed the failed summit created mistrust among Israelis, but stopped short of holding Palestinian leaders of the time responsible, blaming the violence on a lack of serious peace efforts. For the past 20 years since Haolam Hazeh folded after a 40-year run, Avnery has taken his struggle to the streets, as founder of Gush Shalom, or "Peace Bloc," a group of several hundred activists. The movement has staged hundreds of protests, often side by side with Palestinian activists. Photos on the movement's website show Avnery after he was knocked to the ground by an Israeli water cannon at a West Bank protest, and ducking truncheon-wielding Israeli troops in east Jerusalem. Avnery believes that a movement like Gush Shalom can turn the bigger wheel of Israeli public opinion. "We say what we think is right, and then we say it loud and clear, and then we drive bigger things," said Avnery, who writes a weekly column for the Gush Shalom website. Over the years, he has also written several books, including two about the 1948 war, and collected peace prizes and awards, several from Germany. Some of the awards hang on the wall of his living room, next to books and a 1994 photo of him and Arafat in Gaza. His birthday was Sept. 10, but his present to himself is a symposium he is arranging for next month on whether Israel will exist 90 years from now. "It's a great question," he said. "I am the son of a long line of optimists, and I believe we should change course in time, before it is too late. But I am not sure."

‘Half of Jharkhand legislators face criminal cases’

RANchi, SEptEmBER 18 (iANS): Nearly half of Jharkhand’s 81 legislators face different types of criminal cases, and 20 of them face serious criminal cases, says an affidavit filed in the Jharkhand High Court by the state government. “The state government has submitted a list of 40 legislators in the Jharkhand High Court who are facing different types of criminal cases. More than 20 of these legislators are facing cases in which the sentence could be 10 years to life imprisonment,” Rajeev Kumar, a lawyer who filed a petition in the court on behalf of India Against Corruption (IAC), told IANS. “We moved the court pleading there are 59 legislators, who are facing criminal cases. But the state government affidavit says that there are 40 legislators who have different types of criminal cases against them,” the lawyer said “We have demanded trial of the cases in fast track courts,” he added. “The cases against several of these legislators have been pending for more than 20 years, and the police records of many tainted legislators are missing. We requested Jharkhand High Court to constitute Special Task Force (STF) and probe all the cases,” Rajeev Kumar said. “As per records, 30% of the legislators elected in 2005 assembly polls were facing different types of criminal cases, which rose to more than 50% in 2009 assembly polls.” “The law enforcing agencies should act timely so that the number of tainted legislators does not rise in 2014 assembly polls,” said Kumar.

27,488 government posts for SCs/STs/OBCs unfilled

NEw DELhi, SEptEmBER 18 (iANS): A staggering 27,488 government jobs reserved for scheduled castes and tribes and other backward classes are lying vacant with the maximum discrimination against these categories being in the educational sector, an NGO said Wednesday. Of the unfilled posts as of May 8, 2013, 12,195 are reserved for scheduled tribes, 8,332 for other backward castes and 6,961 for scheduled castes, the Asian Centre for Human Rights said. The report titled “India’s Unfinished Agenda for Inclusion: A study on denial of reservation to the tribals in the government services and posts” said central universities were the most discriminatory against these communities. In 2006-07, there were 46 ST professors against the sanctioned posts of 1,187. Their number fell to a mere four against the total posts of 1,667 in 2010-11 in central universities, the report said citing information provided by the University Grants Commission (UGC) under the Right to Information Act. In 2010-11, there were 10 ST readers against the total strength of 3,155, while in 2006-07, 18 readers were employed against 1,744 posts in universities under the central government. However, STs had better representation in the top echelons of the government, it added. “The data provided by the UGC shows that India’s higher educational institutions remain the most casteist, possibly a reflection of the opposition to the reservation policy,” said Suhas Chakma, director of Asian Centre for Human Rights. The population of scheduled tribes in India is over 840 million.

NEw DELhi, SEptEmBER 18 (AGENciES): The government is washing its hands off rising onion prices with union ministers not sounding too sympathetic. After Agriculture Minister Sharad Pawar said rising onion prices were good for farmers, Telecom Minister Kapil Sibal has said the prices have nothing to do with the government. “Why don’t you ask the traders this? The government is not the one selling onions,” is what Kapil Sibal said when he was asked if onion prices will rise further. “There is a lot of talk about the rise in onion prices. However, when prices fall no one shows any concern for the farmers. When farmers are getting more money for their produce we should not complain,” Pawar had said. Earlier on Tuesday, Food Minister KV Thomas had said that state governments must check hoarding. “The state governments will have to take action against hoarders and speculators. The government has already controlled exports,” Food Minister KV Thomas told CNN-IBN. He also said that onion prices are will stabilise by the end of September. “The production of new crops is already coming to the market from Karnataka and Andhra Pradesh. By the end of this month prices will stabilise,” Thomas said. This came as onion prices soared again following an acute shortage in supply. Onion prices are a whopping Rs 70 to 80 per kg in the national capital. In Kashmir too, onions are priced at Rs 80 per kg. Onion prices in the retail market in Navi Mumbai stand at Rs 70 per kg. In Bhopal, onions cost Rs 65 per kg and in Patna Rs 50 per kg. Reports suggest that a hike in fuel prices and rain in Maharashtra in the last few weeks have hit supply and led to a spike in prices. Reports also suggest that hoarding is pushing onion prices up.

Centre asks states to check artificial price rise in onion NEw DELhi, SEptEmBER 18 (pti): The Centre has directed all state governments, including Maharashtra, to take action against traders and speculators keeping onion prices artificially high by taking advantage of the seasonal shortage. Onion prices both in wholesale and retail markets in most parts of the country have seen a sharp increase since July. In the national capital, retail prices of onion are ruling as high as 80 per kg on short supply from key growing states. “All states and Union Territories have been asked to take ac-

tion against traders/speculators creating artificial price increase of onion taking advantage of seasonal shortage,” a senior Consumer Affairs Ministry official told a news agency. Maharashtra, where maximum onion is stored for use in lean season, has been asked to ensure steady supply of the staple vegetable in the consuming markets, the official said. The state government has been directed to intimate the Centre if there is any blockage in supply chain as that can cause price rise, the official added. Onion prices are under pressure even in the current

month as 90 per cent of stored onions of last year’s crop are exhausted and there is only 3-4 lakh tonnes available for consumption, the Ministry said in the status report on onion. Around 27.5 lakh tonnes of onion were stored in the country for consumption in 2013. Of this, 15.50 lakh tonnes were kept in godowns in Maharashtra, 1-2 lakh tonnes each in Gujarat, Bihar, Karnataka, Madhya Pradesh, Uttar Pradesh, Rajasthan and Tamil Nadu, it said. Normally, stored onions are consumed during lead period of June-August. The prices con-

tinue to rule high as supply of fresh crops from Karnataka and Andhra Pradesh has not been in full swing yet due to delayed harvesting in the wake of rains. The harvesting of early kharif crop in Andhra Pradesh, Karnataka and Tamil Nadu is continuing. Arrival of fresh crop from these states is expected to increase further in the coming days, it added. The government has taken several measures to check prices of onion and improve its domestic supplies. These include allowing their imports and restricting exports.

Police have said action will be taken against guilty politicians after the probe is over. KOLKAtA, SEptEmBER 18 (iANS): The principal of a school in West Bengal where a minor girl student died after being allegedly ragged by her seniors said Wednesday that she was forced to resign by the police “under instructions from the mob”. Oindrila Das, a Class 5 student at the Christ Church School at Dum Dum in North 24-Parganas district, died Sep 11, a week after she was allegedly locked up inside the school toilet by some of her seniors who demanded money from her as part of ragging. A day after her death, hundreds of people - mostly parents and guardians - ransacked the 131-year-old school, forced the principal and other teachers inside a dark room, and eventually forced principal Helen Sircar to resign. Hours later, she was arrested. Sircar Wednesday virtu-

ally accused the police and the mob of colluding during the rampant vandalism Sep 12 following the girl’s death. “I wasn’t arrested on my own like that. I was forced to court arrest by police and the mob,” Sircar told mediapersons here. “Given the circumstances, considering the safety of my teaching and non-teaching staff I gave in. I didn’t resign voluntarily. The police under instructions from the mob forced me to resign. My staff’s safety was at stake... they were insecure. So considering all these factors I gave in,” Sircar said. A court has granted bail to the principal, who was booked under several nonbailable charges following a police complaint by the girl’s family. Sircar criticised police for inaction and said officers were present during the entire ransacking episode.

“We had called them to offer protection to us but they came after quite a while. They were present during the entire time the vandalism was going on. They acted according to what the mob told them to do. I don’t want to recall the incident. Every moment was traumatic,” said Sircar. Over a dozen people have been arrested so far for the vandalism, which has evoked criticism from political parties and Governor M.K. Narayanan. Two of the arrested were released on bail Tuesday. Ruling out suicide in case of Oindrila’s death, Sircar said the alleged ragging “has not been proved”. “She didn’t commit suicide. Till now, nothing has been proved that such an incident (ragging) happened,” she said. On her reinstatement as the school’s head, she said: “I

think my students and guardians have said it. They have vocally said it. That is the proof of my innocence.” Students of higher classes have been vocal about their wish to have her back as the principal. “The students are not party to this (vandalism). The vandals who have done it are not part of my school. So what does it have to do with my teaching?” said Sircar. Sircar condoled Oindrila’s demise and said she would visit her bereaved parents “when the time is right”. “I will go when the time is right. I was supposed to go Sep 12 but because of the rampage I couldn’t. Very unfortunate what has happened. chENNAi, SEptEmBER 18 (pti): The Union Government is contemplating banning illegal sand mining across the country on the model of Tamil Nadu, Union Shipping Minister G K Vasan said here today. “The Centre is planning to ban illegal (sand) mining across the country”, he told reporters in Chennai and welcomed Tamil Nadu Chief Minister Jayalalithaa’s decision to order a probe into illegal mining in 71 large mineral quarries in Tirunelveli, Kanniyakumari, Madurai and Tiruchirapalli districts. To a query on the Sethusamudram Shipping Canal project, Vasan said the Centre is in favour of expediting the project. Recently, the Centre has brushed aside the objections of Tamil Nadu against the Rs 25,000 crore project by informing the Supreme Court about its intention to go ahead with the project.

Karnataka minister jumps into lake, save 6 in sinking car

BANGALORE, SEptEmBER 18 (AGENciES): At a time when politicians are a vilified lot, a 61-yearold Karnataka minister became a hero on Tuesday morning by jumping into a cold lake along with his guards and saving a family of six trapped in a sinking car. Primary and secondary education minister Kimmane Ratnakar was travelling in his official Innova to Bangalore from his native town of Thirthahalli when he spotted the sinking car and ordered his convoy to stop. Around 7am, the minister’s MUV was near Beguvalli, 20km from Thirthahallli, when a white Maruti Swift car overtook it. About 15 minutes later, as Kimmane’s car approached the Beguvalli lake, the minister noticed the same Swift sinking in the lake. Kimmane, his gunman Halswamy, driver Chandrashekar and escort vehicle driver Krishnamurthy jumped into the water. The four men swam to the sinking car, whose trapped occupants were flailing their hands from the windows. Chandrashekar opened a rear

door and pulled out three children and with the help of his men and brought them safely to the shore. The four then returned to the car, which had by now settled on shallow lake bed, and rescued the other three occupants, including a 55-year-old woman. The man in the driver’s seat by then was unconscious. A doctor called by the minister treated Uday Kumar, 40; his wife Suma, 35; his mother Geetha, 55; sons aged 14 and 8; and a three-year-old nephew of Uday. The minister called his friends and arranged breakfast and medicines for them. He also gave Uday his clothes before resuming his journey to Bangalore. Uday, a native of Bhadravathi and owner of an electrical goods shop, was driving back from Karkala, his wife’s native place. Speaking to TOI from Bhadravathi, Uday said it was a “rebirth” for his family. “I don’t know how to thank minister Kimmane Ratnakar. It’s because of his efforts that we are alive. Or else, all the six of us would have drowned,” he said.

BEIRUT, SEpTEmBER 18 (Ap): Syria has turned over materials to Russia which aim to show that a chemical weapons attack last month was carried out by rebels, a top Russian diplomat visiting Damascus and a Syrian official said Wednesday. The Aug. 21 attack precipitated the current high tensions over Syria’s chemical weapons and sparked a plan under which it is to abandon them. A report by U.N. investigators confirmed that chemical weapons were used Aug. 21 but did not say by which side in Syria’s civil war. The report did however provide trajectory data that suggested the chemical-loaded rockets that hit two Damascus suburbs were fired from the northwest, suggesting they came from nearby mountains where the Syrian military is known to have bases. New York-based Human Rights Watch also said in a separate report that the presumed flight path of the rockets led back to a Republican Guard base in the same area. “Connecting the dots provided by these numbers allows us to see for ourselves where the rockets were likely launched from and who was responsible,” Josh Lyons, a satellite imagery analyst for Human Rights Watch. But, he added, the evidence was “not conclusive.” However, the ITAR-Tass news agency on Wednesday quoted Deputy Foreign Minister Sergei Ryabkov as saying that Syria told Russian officials the material it handed over shows “rebels participating in the chemical attack” but that Russia has not yet drawn any conclusions. He also told broadcaster Russia Today that Russia has submitted to the U.N. Resveratrol in red grapes and pterostilbene from blueberries could work with vitamin D to raise the activity of a gene called human cathelicidin antimicrobial peptide, or CAMP gene, which is involved in immune function, Xinhua cited researchers from the Oregon State University as saying. “Out of a study of hundreds of compounds, just these two popped right out,” said Adrian Gombart, an associate professor in the university’s college of science. “Their synergy with vitamin D to increase CAMP gene expression was significant and intriguing. It’s a pretty interesting interaction,” Gombart said. Resveratrol has been the subject of dozens of studies for a range of possible benefits, from improving cardiovascular health to fighting cancer and reducing inflammation. This research is the first to show a clear synergy with vitamin D that increased CAMP expression by several times, the researchers said. The CAMP gene itself is also the subject of much study, as it has been shown to play a key role in the “innate” immune system, or the body’s first line of defense and ability to combat bacterial infection. The innate immune response is especially important as many antibiotics increasingly lose their effectiveness. A strong link has been established between adequate vitamin D levels and the function of the CAMP gene, but the new research suggests that certain other compounds may play a role as well, the researchers reported in the journal Molecular Nutrition and Food Research. However, they cautioned that the findings were made in laboratory cell cultures and do not prove that similar results would occur as a result of dietary intake.

World failing over climate change, says UN official

LONDON, SEpTEmBER 18 (Ap): International leaders are failing in their fight against global warming, one of the United Nations’ top climate officials said Tuesday, appealing directly to the world’s voters to pressure their politicians into taking tougher action against the buildup of greenhouse gases. Halldor Thorgeirsson told journalists gathered at London’s Imperial College that world leaders weren’t working hard enough to prevent potentially catastrophic climate change. “We are failing as an international community,” he said. “We are not on track.” Thorgeirsson, a senior director with the United Nations Framework Convention on Climate Change, was speaking with two years left to go before the world powers gather in Paris for another round of negotiations over the future of the world’s climate, which scientists warn will warm dramatically unless action is taken to cut down on the emission of greenhouse gases such as carbon dioxide. One of the main points of contention is how to divide the burden of emissions cuts between industrialized nations and emerging economies such as India and China, the world’s top carbon polluter. The lack of progress in recent years has fueled doubts over whether a

binding deal is possible at all. Thorgeirsson seemed to strike a pessimistic note Tuesday, talking down the idea that Paris — or any other conference — would produce a grand bargain that would ensure the reductions needed to prevent a dangerous warming of the Earth’s atmosphere. Brazil leader postpones US trip over spying RIO DE JANEIRO, SEpTEmBER 18 (Ap): Brazilian President Dilma Rousseff on Tuesday postponed a state visit to the U.S. to protest an American spy program that has aggressively targeted the Latin American nation’s government and private citizens alike. Rousseff was to be honored with a state dinner next month, an event meant to highlight strengthening ties between the Western Hemisphere’s two biggest nations. Instead, revelations of the National Security Agency’s spy program and Rousseff’s dissatisfaction with the U.S. response to questions about the espionage made it impossible to continue with that trip for now, her office said in a statement. “Given the proximity of the scheduled state visit to Washington and in the absence of a timely investigation ... there aren’t conditions for this trip to be made,” the statement read. “The Brazilian government is confident that when the question is settled in an adequate manner, the state visit can quickly occur.” The decision comes after a series of reports on Brazil’s Globo TV gave details about the NSA program’s efforts in Brazil.

American journalist Glenn Greenwald, who is based in Rio de Janeiro and broke the story of the NSA espionage program after obtaining leaked documents from Edward Snowden, has worked with Globo on its reports. They have included revelations that Rousseff’s communications with aides were intercepted, that the NSA hacked the computer network of state-run oil company Petrobras, and that the NSA scooped up data on billions of emails and telephone calls flowing through Brazil, an important hub for trans-Atlantic fiber optic cables. Rousseff has crafted a pragmatic foreign policy more in line with U.S. views than that of her predecessor and political mentor Luiz Inacio Lula da Silva, She has distanced Brazil from sticky issues such as the Middle East peace process and the Iranian nuclear program, and has shown renewed interest in making a lucrative fighter jet purchase from Boeing rather than the company’s French or Swedish rivals. However, Rousseff is facing a re-election fight next year that became more competitive after nationwide anti-government protests in June, with Rousseff draw-

Free from the uncertainty of the offseason when he was constantly linked with a move to Chelsea, Rooney was the star at Old Trafford after opening the scoring in the 22nd minute, grabbing United's crucial third and then setting up Antonio Valencia to complete an impressive Group A victory. "I've concentrated on working hard to get my head down, to get myself fit and ready for the season," Rooney said. "I'm delighted with the way I've come back and delighted I'm back playing and scoring goals. "It's great the reception I get here and hopefully I can repay (the fans) with performances and goals like tonight." Simon Rolfes equalized against the run of play for Leverkusen in the 54th, but Robin van Persie regained the lead for United five minutes later before his strike partner came into his own. Omer Toprak poked in a close-range consolation in the 88th for Leverkusen, which failed to reproduce the form it has shown so far in the Bundesliga where the team has won

four matches out of five. Leverkusen hadn't come up against such a potent combination as Rooney and Van Persie, though. "It looks so easy the way he is playing," Leverkusen coach Sami Hyypia said of Rooney. "He is still scoring goals and he will continue to score them." Moyes was taking charge of his first group-stage match in the Champions League and saw his team hit the ground running in its record 18th straight season in Europe's top competition, producing a performance that was much improved from its underwhelming start to the Premier League. The margin of victory should have been even larger, with Rooney and Van Persie both missing open goals. Van Persie's effort was particularly remarkable, sidefooting wide from barely a yard out. Rooney can still look back with much fondness on an evening when he reached another scoring milestone for United. Only three other players — Bobby Charlton (249), Denis Law (237) and Jack Rowley (211) have scored more than 200 goals for the club and Rooney is still only 27. Wearing a thick headband to cover a deep gash to his forehead sustained in training 2½ weeks ago, the England striker looked sharp and full of running in the hole behind Van Persie, underlining just why United fought so hard to keep him this summer. "If we are going to win the Champions League, we need to have several world-class players and Wayne comes into that category," Moyes said. "I remember coming here and saying he has the chance to become one of the all-time leading goal scorers at this club. If he keeps playing like he did tonight,

he'll get there." Rooney and Van Persie were also both on target in a 2-0 win over Crystal Palace in the league on Saturday, and it is a partnership that Moyes is clearly banking on in his first season at United. The opener — Rooney's 199th in all competitions for United — had a hint of fortune about it, though. Rolfes made him pay two minutes later by bending in a shot from the edge of the area with Leverkusen's first real chance, but the lead was restored in the 59th. Valencia raced to the byline and crossed for Van Persie to send a flying volley toward Leno, who could only bat the ball into his own net. Rooney then pounced on Toprak's poor headed clearance to beat Leno at his near post in the 70th, before slipping a ball through to Valencia following a quick counterattack for the winger to fizz a low shot in at the near post. She had suffered a stroke just days before the fourth anniversary of her son's September 14 death and was recovering at her Simi Valley, California home when she passed.
