Rio asks Centre to offer a solution NEW DElhi, July 31 (aNi): Nagaland Chief Minister Neiphiu Rio, who met Union Home Minister Sushil Kumar Shinde here on Wednesday, said it is high time the Government of India gives an offer so that the Nagas can take consultations to agree or not to agree. “I met the Union Home Minister with my friends and discussed about Nagaland and its problems, including the ongoing political dialogue between the Government of India and NSCN (IM),” Rio told media here after the meeting. “And I made a request again to the Union Home Minister to given an offer to the Nagas so that the Nagas will discuss with the public and then some concrete decision will come because it’s now 16 years dialogue and it’s a long time,” he added. To a poser on the green signal to the creation of a separate Telangana state, the Nagaland Chief Minister said that he would not like to comment on it.

‘Disturbed Area’ status for Nagaland extended

Kohima, July 31 (DiPR): The Ministry of Home Affairs, Government of India has informed the extension of the notification declaring Nagaland as a “Disturbed Area” under the Armed Forces (Special Power) Act, 1958 in the Gazette of India vide Notification No. S.O. (E) Dated June 30, 2013 for a period of one year, with effect from June 30. This was notified in a circular dated July 29 by the Nagaland Home Commissioner, Temjen Toy.

GuWahaTi/DaRJEEliNG, July 31 (aGENciEs): As Telangana statehood creates ripple effects, the demand for a separate Karbi Anglong state in Assam turned violent on Wednesday and three outfits chalked out agitation plans for separate states of Bodoland, Kamatapur and Gorkhaland in the eastern region. An indefinite bandh has been called in Darjeeling Hills by Gorkha Janmukti Morcha (GJM) from Saturday to press its demand for a separate Gorkhaland state, a day after Congress and its allies unanimously decided to create Telangana state out of Andhra Pradesh. “If there can be a Telangana state then why not a Gorkhaland? We are demanding that our 107-yearold legitimate demand (for a separate state) be fulfilled,” GJM general secretary and spokesman Roshan Giri told reporters after a party core committee meeting here on Wednesday. “Darjeeling was never in West Bengal. It was under Sikkim and Bhutan in pre-independence India. Therefore, there is no question of division of Bengal,” he said. “We are carrying out a peaceful

Karbi Anglong protests turns violent; one killed

DiPhu, July 31 (mExN): Violent protests broke out in Assam’s Karbi Anglong district on Wednesday with hundreds of people taking to the streets demanding a separate state status for the hill district. The protestors included members of student groups and civil society organizations like the Karbi Students Association (KSA) and Karbi Riso Adorba (KRA). They accused the central government of betraying the people of the district by not granting them separate state status. Police said the agitators, numbering over 300, locked the office of the Karbi Anglong Autonomous Council (KAAC) and ransacked the council secretariat. In the ensuing violence the Chief Executive Member’s official quarter and six Executive Member’s quarters were damaged by the protesters. Council Buses, along with many other vehicle were also set afire. They then attacked the houses of Lok Sabha MP from Diphu Biren Singh Ingty, and Diphu legislator Bidya Sing Engleng. As police fired upon the protesters, fourteen people were severely injured and one reportedly succumbed

to injuries sustained during the lathi charge. Out of 14 injured, 6 have been referred to Guwahati due to serious injuries. Rahul Singnar (23), a student at Guwahati S. K. Hazarika College, who was severely beaten by Assam Police personnel, was reportedly declared dead in the Hospital. After the incident, a press conference attended by various organizations was held at 5:30 pm, where it was demanded that Article 244(A) be implement to the Karbi Anglong Autonomous Council (KAAC). It demanded that the MP, CEM, all the EMs and the eight elected members of KAAC should resign from their seats. It has been further informed that National Highway 39 would be blocked on August 1 and that the railway line would be blocked on August 2. Meanwhile an indefinite curfew has been clamped in Diphu town. In another development earlier, the Karbi Peoples’ Liberation Tigers (KPLT) has urged Lok Sabha MP from Karbi Anglong, Biren Singh Ingty, to take up the issue of statehood during the monsoon session of parliament. Petrol price goes up by 70p; diesel by 50p NEW DElhi, July 31 (PTi): Petrol price was today hiked by 70 paisa per litre, the fifth increase in rates in two months, and diesel by 50 paisa per litre on firming international oil prices. The increase in rates, which will be effective midnight tonight, are excluding local sales tax or VAT. The actual hike will be higher and will vary from city to city. This is the fifth increase in rates since June and in all petrol prices have gone up by a massive Rs 6.82 per litre. Oil firms had on June 1 raised prices by 75 paisa, excluding VAT, and followed it with a Rs 2 per litre increase on June 16, a Rs 1.82 increase on June 29 and Rs 1.55 hike on July 15. In a parallel move, they also hiked diesel rates

by 50 paisa, excluding VAT, in line with the January decision of the government allowing them freedom to raise prices in small doses every month to wipe out mounting losses. Today’s hike in the seventh since the January 17 and all losses on diesel sales should have been wiped off by now to make the fuel market priced. But the fall in rupee, 12 per cent since April, has worsened the situation and oil firms are losing Rs 9.29 per litre despite prices being raised by a cumulative Rs 3.75 this year. Announcing the price hikes, Indian Oil Corp (IOC), the nation’s largest fuel retailer, said it will end the fiscal with a revenue loss of Rs 1,28,500 crore on sale of diesel, domestic cooking gas ( LPG) and kerosene.

Kohima, July 31 (PTi): Nagaland Minister for School Education, CM Chang has mooted the idea of introducing photos of government teachers in schools to do away with the menace of proxy and bogus teachers in government schools across the state. The education minister said there have been numerous cases of proxy and bogus teachers in government schools which has hampered quality education in the state. In order to do away with the practice of proxy teachers, Chang proposed to introduce framed photos of the actual teachers in all the government schools.

On the deployment of teachers to government schools which has been highlighted by various student organisations, he said that there is no shortfall of government teachers in the state. Nevertheless, he regretted that it is because of the insincerity of the government teachers as they do not want to be stationed in their places of postings but wants posting in selected schools and districts. He, however, asserted that the department has already taken the approval of the state cabinet for redeployment of teachers and would be issuing the notifications at the earliest. Revealing that the pres-

ent requirement of teachers for the newly upgraded government higher secondary schools is around 300-400, he said, “Fifty percent of the teachers would be appointed through conversion of the available Post Graduate teachers to GHSS teachers and 50 percent through direct recruitment.” On the poor performance of government schools, the minister again blamed it on the insincerity of the government teachers. He said that the performance of the government schools and teachers would be checked regularly and non-performing teachers will be penalized.

They may not look like your average super heroes but they are dedicated to protect the public and to maintain law and order. The sentinels who keep a vigil for the safety of drivers are the Traffic policeman. A cry for the lack of co operation by the public was expressed by I. Zhento Sema, Officer in Charge of Traffic Police Dimapur. “We are trying to curb the traffic problem that is prevalent but our efforts go in vain because some group of the public harass us when we are trying to mend their faults for violating the traffic rules” he said. The Agency also delves in innovations in resources management and capacity building of the people. The project was implemented in three selected districts of Nagaland viz., Phek, Peren and Kohima involving 38 villages. ‘Breastfeeding Support: Close to Mothers’ KohiMa, JuLy 31 (Mexn): This year World Breastfeeding Week (WBW) is being observed all over the country under the theme, ‘Breastfeeding Support: Close To Mothers’, highlighting on Breastfeeding Peer Counselling. NRHM Mission Director, Dr. Khanlo Magh in a write up on WBW stated that even when mothers are able to get off to a good start, all too often in the weeks or months after delivery there is a sharp decline in breastfeeding rates, and practices, particularly exclusive breastfeeding. The period when mothers do not visit a healthcare facility is the time when a community support system for mothers is essential. Continued support to sustain breastfeeding can be provided in a variety of ways. Traditionally, support is provided by the family. As societies change, however, in particular with urbanization, support for mothers from a wider circle is needed, whether it is provided by trained health workers, lactation consultants, community leaders,

or from friends who are also mothers, and/or from fathers/partners.

More power for North East region agarTala, July 31 (IaNS): With the commissioning of new hydel and thermal projects, state-run North Eastern Electric Power Corporation (NEEPCO) is expecting to add over 6,000 MW of power to its current capacity in the coming years. "Many hydel and thermal power projects are now at various stages of commissioning... Completion of the under commissioning and planned projects in different northeastern

states would generate over 6,000 MW in the region," NEEPCO chairman and managing director (CMD) P.C. Pankaj told IANS in an interview. NEEPCO, which got the 'Miniratna' status in April this year, has an installed capacity of 1,130 MW, which is 47 percent of the total installed capacity of the northeastern region. ergy such as solar and wind in the next five years. In the region that comprises eight states and has a population of 45.58 million, the peak hour demand of electricity is around 2,000 MW. According to an official document, 19 power projects, including twelve 3,918 MW capacity hydel power projects and four thermal power projects with installed capacity of 5,595 MW, are now in various stages of commissioning and planning in

the northeastern region by different organisations, including NEEPCO. The power plants would be set up in Arunachal Pradesh, Assam, Meghalaya, Sikkim, Mizoram and Tripura. Three power projects totalling 1,344 MW would also be commissioned by private organisations in Arunachal Pradesh. Pankaj said NEEPCO would sponsor an industrial training institute at Sonamura in western Tripura.

BJP national leader appears in Assam court NagaoN, July 31 (PTI): BJP national leader P Chandrasekhar appeared in the chief judicial magistrate Court here in connection with a case filed by Assam Forest minister Rockybul Hussain. The BJP national security cell convenor appeared in the court yesterday following summons issued to him by the CJM. Hussain had filed a case against Chandrasekhar for alleging at a Press meet in Guwahati last year that he (Hussain) was responsible for providing settlement of Bangladeshi nationals in Kaziranga National Park. The BJP leader had also demanded the minister's arrest. Hussain had also filed a case in the same court against a local news channel in Guwahati for it reporting Chandrasekhar's allegation.

Militants throw grenade at a brick farm in Manipur

IMPHal, July 31 (PTI): Unidentified militants hurled a grenade at a brick farm in interior Thoubal district of Manipur but no casualty is reported, police said on Wednesday. The militants lobbed the grenade and also a hand-written note yesterday at the brick farm owned by M R Gopi (43) at Phundrei Kombirei village. The note reportedly written by banned Kangleipak Communist Party-Malemnganba faction, asked Gopi to contact the banned outfit, sources said adding that the incident was connected with monetary demand from Gopi. Meanwhile, police sources said all police and security posts at interior areas have been asked to remain alert and intensify patrolling within their jurisdiction because of frequent incident of attacks at private and public places by militants by hurling grenades in the recent months.

CCI approves 2 Arunachal hydro power projects

New DelHI, July 31 (PTI): The Cabinet Committee on Investment (CCI) is believed to have approved setting up two hydro power projects in Arunachal Pradesh. "Defence and Home Ministries have also given their consent for the construction of two hydel power plants in Arunachal Pradesh," a source close to the development told PTI, adding that the CCI has given approval to the project. CCI is also believed to have cleared three Railway projects. Hydro power contributes 18.6% at 39,416 MW to the overall installed generation capacity of 2,11,766 MW. As per reports, Arunachal Pradesh has the highest potential for hydropower generation in the country at over 50,000 MW. NHPC is constructing hydro power projects of over 4,000 MW which includes 2000 MW Subansiri project at the Assam-Arunchal Pradesh border. The company is facing stiff opposition from locals over the construction of the project. Centre has set up a committee to look into the matter and come up with a solution.

BJP taunts Meghalaya govt on food security scheme

SHIlloNg, July 31 (TNN): The BJP has taunted the ruling Congress in Meghalaya by asking as to how a government, which was unable to streamline the public distribution system (PDS), can possibly implement the Centre's Food Security Bill. "This government could not even implement the much-hyped Aaadhaar card enrolment and so the common people have doubts as to how it can implement Food Security Bill," said general secretary of BJP's state unit Dipayan Chakraborty. Bowing to the diktats of pressure groups, the Meghalaya government has temporarily suspended the bio-metric enrolment of citizens. On the other hand, the state government has decided to constitute a special commission to oversee the implementation of the flagship Food Security scheme of the Centre. "We will soon notify the state Food Security Commission whose mandate is to oversee the smooth implementation of the scheme in Meghalaya," said chief minister Mukul Sangma. The commission will decide on implementation of the scheme as per the guidelines of Food Security Ordinance which got the President's nod recently.

Bodo leaders meet HM; demand separate state New DelHI, July 31 (PTI): Intensifying their demand for Bodoland, a delegation of Bodo leaders on Wednesday met Home Minister Sushilkumar Shinde and urged him to take urgent steps for creation of the new state bifurcating Assam as in the case of Telangana. Led by Bodoland People's Front chief Hagrama Mohilary, the delegation told the Home Minister that their demand for a separate Bodoland state was one of the oldest in the country. In a memorandum, Mohilary said the Bodoland Territorial Council was created in 2003 under the Sixth Schedule of the Constitution and the Bodo leaders were informed at that time that there was no policy to create new state and hence Bodoland could not be granted a full state. "We welcome creation of new state of Telanagana. However, we feel it is discrimination against people of Bodoland. In case Bodoland is not given similar treatment, the Bodo people are likely to start a mass movement," he said. Mohilary said Shinde gave them a patient hearing and assured them to consider their demand.

Mysterious deer spotted in Darjeeling forest KolKaTa, July 31 (TNN): Forests in Bengal, it seems, are full of mystery. If the Sunderbans had its tryst with the mystery last year when a black leopard cat was sighted in the mangroves, a much smaller forest patch in Darjeeling is in the news this time after the camera traps laid there captured four images of a never-before-seen deer. And this could well be a first-time sighting in India, a reason enough for conservationists to cheer. Foresters going through the images taken at the Senchal Wildlife Sanctuary, spread over an area of only 38 sq kms, to ascertain the population status of Asiatic black bear stumbled upon four images of a herbivore that looked like a barking deer but is completely black in colour. Nothing of the sort was seen in the forests of North Bengal before. Though the species is

melanistic barking deer is a common barking deer with the recessive gene deciding the high amount of pigment colouration. Though wildlife enthusiasts believe it can also be a black barking deer, a separate species, foresters are not in a hurry. "We have sent a note to Threatened Taxa, the international journal on conservation and taxonomy. Once they accept it, we can send the images to experts across India for identification," added Pradhan. Experts said if it turned out to be a black barking deer, then it will be its second sighting in India after Arunachal Pradesh's Namdapha tiger reserve. ho is governing the State; the constitutionally elected State government or the de-facto national government? We see off and on, public caution notices issued by one de-facto national government against anti-social/ illegal activities in Dimapur and adjoining areas. The caution notices stated that it was done so on public complaints. Does that

mean the people have lost confidence in the legitimate State government? Anti-social/illegal activities are law and order problem which is a State subject. The will to check anti-social/illegal activities is cause-worthy but the people of the State has the right to know whether the popular government has out-sourced its policing duty to de-facto government or it has allowed

to usurped its authority. The publicity was uncalled for. It can become bad precedence. The State government should show sign of its existence by action to contain law and order problem. The Satanic Worship and Creating Awareness

he rumors about ‘Satanic disciples’ or ‘Satanic worshippers’ are spreading in and around Kohima and Nagaland like a wild fire. It may be because as Venus Williams says, “I guess rumors are more exciting than the truth”. But it is a real disturbing thing for many. In connecting to this, allow me to share a few personal views of mine. I am a Catholic Priest. I do not deny that the evil power can lead people away from God; just as it did to our first parents Adam and Eve. But just merely spreading rumors and teaching about the evil spirits as if one is the right-hand man of the devil or having the hotline connection with the devil or have seen and met the devil face to face and preaching in the same line to the people seems to cause more undue fear psychosis in the mind of many people including some educated ones. The children and the students are the worst victims to these rumors. To my observation, the children pretend to be so called ‘Possessed’ because they want to be out of the schools and classes. And once they are dismissed from the school or class, they become very normal or the devil no longer trouble them, or the devils are out

Instead, we need to encourage our children. “To encourage someone is to help instill courage in them so that they can stand up and keep pressing forward” says Kevin Ngo. It is time to wake up and educate the parents. When talking to the disoriented children I learned that they come from the families where the parents have no control over them. The parents either pampered them or have no time for their children as they have “too many other works”. These children need to be helped properly. One of

the ways may be to instill them with something to hope for in life or help them to pursue in the areas they are interested in, which can serve them as their aim in life. As educators we may need to enlighten and guide our youngsters how to utilize the modern gadgets and facilities such as Mobile Phones, TV, Computer, Internet etc instead of branding these equipments as ‘Satans’. To me, the devil does not come in the form of bats, or with long horns, long nails and tails, black in color with hairy body. But the devil comes to persons as very promising and in pleasing ways just as it came to Eve saying, “Ye shall not surely die:…….. then your eyes shall be opened, and ye shall be as gods, knowing good and evil” (Gen 3:4-5). So trying to create awareness with such pictures is misleading the youngsters. Proclaiming that the devils were seen and were cast out may be misleading too. Another thing, we, the church leaders need to do when we offer prayer for the sick is to educate them to go and seek for proper medical help at the earliest. Yes, Jesus raised the dead saying, “Talitha koum! (Mk 5:41) and he healed “many who had various diseases” (Mk1:34) without the help of any

medicine. But we need to remember that the physicians too are God’s gifts to us for our well being. If someone dies due to delay in receiving the medical aid, because they follow our advice in moving to different prayer centers and neglect to take medicines, you and I can be liable for killing that person indirectly. And worst, if a person dies because he/she follows our words of prophesy and visions and thus disregard the needed medical help, we are guilty; though we may justify saying that he/she has no strong faith or his/her time has come. Praying for the sick is certainly a good thing as it is recommended by St. James who says “Is any one of you sick? He should call the elders of the church to pray over him and anoint him with oil in the name of the Lord” (James 5:14). But helping them to seek the help of medical experts too is our duty just as the Good Samaritan did in the gospel. “He went to him and bandaged his wounds, pouring on oil and wine. Then he put the man on his own donkey, brought him to an inn and took care of him” (Lk.10:34).

Many who have not seen Kohima might be thinking that State Capital is magnificently build. If you think so, I’m sorry friend you are wrong. The roads are in pitiable condition with potholes. We cannot help and simply criticize where the roads are damage owing to sinking or landslides but roads are neglected even where the soil are strong. At least, potholes need to be filled with stone chips and soil but are leave unattended like in a no man’s land. The road between Kohima and Tseminyu are in very pathetic condition. I can’t recollect the name of this highway, but it would be more appropriate if we rename it as ‘Highway cum drainage’ from this day onward. Maybe some portions of the road construction are hamper/halt due to land owner issue but the road is not better where there is no such issue. This road is vital for districts viz, Rev. Fr. George Rino Wokha, Zunheboto, Mokokchung, TuenBishop’s House, Kohima sang and Longleng not forgetting some

sub-divisions under Kohima district. If the government is waiting for mass protest/ agitation for non-construction of road to commence construction of this road, then scores of public are willing to initiate and participate in such protest. When money is sanction for road construction/ repairing and work tender are invited, issue like only local contractor to be allotted for road construction crop up. This issue is a never ending story. Since the centre cannot take back the money, the state government diverts the money for other works best known to them. Skill building training for church leaders in response to HIV &AIDS

kohiMa, July 31 (DiPR): Parliamentary Secretary for power, Kipili Sangtam today said that that the department’s failure rate in both urban and rural sectors are not just high but alarmingly high. He said this is mainly due to the non maintenance and negligence in monitoring load and unbalance load. While interacting with Junior Engineers from Nagaland, at Hotel Vivor, Kohima on July 30, Kipili advised the JEs that service connection should be given and done after properly assessing transformers’ load capacity. He called upon the JEs to display responsibility and accountability in their work and added, “Junior Engineers play the most important role and are the backbone of the department.” Stating that the Power department is a complex department/sector, with its diverse responsibilities; Kipili urged the Junior

Engineers to rise up to that challenge. He advised them to go to the sites along with field staff and thereby check the quality of the projects. With regard to the distribution sector, he compared the Junior Engineers (Electrical) with the OCs in the Police department, where every single case has to be registered, inspected, investigated, pursued and recorded. He maintained that the Anti Power Theft Squad, Dimapur is carrying out raids daily and that reports are being submitted to Head Office on weekly basis. He informed that the reports are under scrutiny and also warned that any lapses and acts of abetting and connivance by departmental officials would be dealt with very seriously. He also called upon the Junior Engineers (Civil and Mechanical) who are in charge of construction, maintenance and running of projects to be sincere and devoted in their duties.

DiMaPuR, July 31 (MExN): A two days skill building training to enhance the skills for church leaders in response to HIV & AIDS started today at AIDA Conference Centre, Dimapur. The two day training will be held from July 31 to August 1, 2013. With HIV/ AIDS posing a serious threat in our society today and having felt the urgent need to empower leaders in our society with accurate information, the NDO (Nagaland Development Outreach) in partnership with LFA (Legislators’ Forum on AIDS) had organised the training. Today’s training was attended by Nagaland state church leaders from all denominations. Keynote address was delivered by Dr. Vinito Chishi, coordinator LFA, on which he gave a brief note of what to understand as a church leader about the threats of HIV & AIDS. “We should not look at the victims in a moralistic and judgemental way which is common in the Naga society; it is a dangerous trend to abstain from the affected by getting into religious entanglement. He stated that today people are aware on how HIV&AIDS

is spread, but that there are many who do not know how HIV&AIDS is not spread. He also stated that many people suffering from HIV&AIDS are still not aware about the various services available in the state. He also underscored the need to free one’s mindset from the social taboos, attitudes and behaviors that fuel these diseases. “The most important role of the society is to take initiative by giving support, care and treatment program which should be comprehensive with holistic approach to meet the need of HIV positive individuals. A new approach from the church to make the people aware and try to incorporate sex education, will be a good step” he said. “A person should get tested as fast as possible and help taken. But most importantly social support should also be extended”, he said. The church leaders were also apprised on “Role of Churches in addressing HIV& AIDS in Nagaland” by Father Chacko, and “Churches and NGO partnership in combating HIV & AIDS” by W.C Humtsoe, chief functionary, Bethesda Youth Welfare Centre.

he District and Sessions Judge of Dimapur observed, while passing a judgment on July 30, that 26-year-old Muinur Ali was almost as guilty as his peers. On February 6, 2012, Ali watched four of his friends rape a hapless Naga woman in Burma Camp, Dimapur. We do not know if he objected, and there is no evidence to suggest he did, as per investigation. Ali did not bother to file a complaint afterwards of the crime he saw being committed. He was found guilty of the same crime as his peers and will serve a punishment five years less than those who actually committed it. We do not know why Ali did not comply with his gang, as individuals often do in a gang—at the final trial he was not asked this crucial question: the four (one remains absconding) remained mute spectators to their trial. They might as well have been deaf as the trial was conducted in English. Their verdict was sounded to them as an afterthought. Ali put up a mumbling defence when he realized he was going to jail for 10 years. No one cared to listen. Perhaps he will be explained in prison over the next 10 years why “common intention” and being witness to a painful crime without seeking justice for the victim is a crime no less. Had Ali been asked why he did not rape the woman finally, or why he did not complain afterwards, perhaps an insight could be had into the workings of the human mind that often plays chicken. Offenders like Ali can be found tucked away in every nook of society. Apart from political offenders whose act of looking the other way has mass-scale implication for citizens, most of us fall prey to “commission through omission” because we are either too scared, too much of a coward or too comfortable to stand up against injustice. There could be several more reasons why we keep quiet when a child is beaten by a bully, or a poor woman is extorted of her day’s income. We could lack empathy, having forgotten what it was like to be a child. Or we have never had to go to bed on an empty stomach—this lot of us do not and will not stand up for those who have. We love to remain silent even when we see this or read it. Women get beaten in a neighbouring household, marginalized communities are murdered, children get used and abused as labour while we sip on our tea. By not acting up, we spread injustice like wildfire. Simple empathy and a spirit of cooperation could take us a long way towards a just society. Ali will hopefully learn this the hard way over the next few years. The rest of us, in that time, could try omitting injustice by committing to justice. For us, the colour red is blood

"F

or us, the colour red is not for roses but for blood." This strong statement from a 23-year-old calls for a patient hearing, especially if he is from the Kashmir Valley. Committed to narrating stories through memoirs and analytical pieces, young and independent journalist Fahad Shah provides a moving account of everyday struggles, emotional turmoil, insecurities and fear of the natives in this anthology. "Memories made us rebellious. They made us angry. What we saw while growing up was uncertainty, chaos, crackdowns and curfews. When you have to live in fear 24X7 and worry about the safety of your family members, what choice do you have?" Shah asked while speaking to IANS. "Military occupation has led to resistance. The turning point was the Amarnath land row. That was the first time everyone came out on streets, to fight, to raise their voices and to say enough is enough," he said of the 2008 mass protest against the Amarnath Shrine Board in which more than 80 people were killed. Divided into three sections - memoirs, resistance and longing - it is edited by Delhi-based Shah, who was born in Srinagar. Hence, stories that touch the core of your heart come straight from people who have lost a near one, or are still waiting for the dear one to come back home, alive. The muffled voices of a photojournalist, to the first rapper from the Valley MC Kashn to a grave-digger, explode in this non-fictional account. "There were no criteria for selecting articles. We wanted every aspect of the conflict to be told, that there should be voices of death and destruction," said Shah who is foundereditor of The Kashmir Walla magazine. Thus, encapsulating the account of a photojournalist who turns into a stone-thrower after a 12-year-old boy who was shot in his chest crumbles in his arms, the frustrations of balancing journalistic ethics and standing for himself comes out well in the story, "The Pain of Being Haunted by Memories." In another account, we are introduced to Fateh Jaan, a 44-year-old half-widow - a unique term that has been coined in Kashmir to categorise the wives of people who have disappeared. The dilemma of that uncertainty is where a woman is patiently hoping her husband will come back alive to her. The possibility of this happening might be remote, as the insightful account by Gautam Navlakha, a writer and democratic rights activist, questions in his piece "The Matter of Truth, Lies and Manufacturing Consent in a Conflict Area", "If the number of militants in Kashmir is now less than 100, why is an Indian military force of 600,000 men still deployed in the region?" Navlakha writes. In a world where the words azadi, crackdowns, identification parades, encounters (shootouts) and grenades have become synonymous with the Valley ever since insurgency broke out in 1989 that led to the displacement of the Kashmiri Pandits from the Valley, Shah feels the only way to end the bloodshed is 'azadi'. "Azadi means freedom from India and Pakistan. This is what we want. This is what we are fighting for," said Shah. Bloodshed and atrocities are like inseparable twins who seem to have developed a liking for Kashmir since the early 1990s. This book might not change the course of events, but it will surely arouse emotions of love, longing and belonging.

More Catholic than the Pope Is Francis too radical for his flock?

W

hen an estimated three million enraptured people gathered on Rio de Janiero's Copacabana beach on Sunday, July 28, Pope Francis's pilgrimage to Brazil suddenly went from big news in Latin America to huge news around the globe. The beachside Mass confirmed for the press corps his charisma and sent reporters scurrying for superlatives. The Guardian described the Pope's trip as "triumphant." The Wall Street Journal said he had received a "rock star reception." Al Jazeera's correspondent Lucia Newman declared the scene on the beach in Rio as "extraordinary." Following the Copacabana Mass, Francis flew home to Rome aboard a chartered jet. After the plane leveled off at a cruising altitude, he wandered to the back of the cabin to mingle with reporters and conduct a press conference in the manner of a presidential candidate. The moment was unexpected, especially since the pope had previously declined all requests for interviews since taking office in March. But Francis was buoyant from the reception he had received in Brazil and, perhaps, emboldened to spend a bit of the capital he had accumulated. No question was off limits and the reporters rose to the occasion, inquiring about controversies ranging from the Vatican Bank to gay priests in a Church that condemns homosexual activity. On that subject, Francis said, "If they accept the Lord and have goodwill, who am I to judge them? They shouldn't be marginalized. The tendency [to homosexuality] is not the problem ... they're our brothers." It was the kind of statement -- humble, direct, and friendly -- that makes people feel he's like the priest who asks for second glass of wine at Sunday dinner and encourages you to have one too. Even if Francis's olive branch toward homosexuals in the church falls short of a shift in substance, his words represent a major break with the church's long history of deep-seated social conservatism. While the Church still regards homosexual acts as sinful, no previous pope has offered a "who am I to judge?" response to the question of what to do with gay priests. Indeed, under the reign on Francis's immediate predecessor, Benedict XVI, top church officials frequently blamed gay priests for the terrible sexual abuse crisis afflicting the church worldwide. Cardinal Peter Turkson of Ghana even suggested the church could benefit from the some of the anti-gay prejudice seen in his country, echoing similar sentiments expressed by churchmen in the U.S. In this context, Francis's comments about gay priests mark him as a very different leader who may be heralding the end of an era deep and abiding intolerance of homosexuality. (During his flight home Francis also said that the church needed a new theological perspective on the role and status of women. "Let us remember," he said, "that Mary is more important than the bishop apostles, so women in the church are more important than bishops and priests.") In speaking so boldly, Francis risks alienating Catholics in the industrialized West who have supported conservative theology, doctrine, and leadership. This significant minority is energized by the fight against abortion and resistance to those who would welcome both women priests and an end to mandatory celibacy for clerics. They have loyally supported the church with donations and activism and can be expected to oppose any change in direction of the sort Francis has signaled. With his comments, Francis poses a challenge to those who felt comfortable with the conservative leadership they have known for more than a generation. But this constituency cannot sustain the church in the long term, and the church now needs a figure able to bridge the gap between its rightward movement and the reality that Westerners are leaving

the church in droves. That problem requires a wily pope with the skill and charisma to pull off the high-wire balancing act of unifying these two disparate impulses. Could Francis be that man? Beginning with the election of John Paul II in 1978, the institutional Catholic Church entered a period of conservative theology and politics. Even as he encouraged the flowering of democracy in his native Poland and across Eastern Europe, John Paul II shut down efforts to give national bishops conferences and laypeople a greater role in decision-making. He punished theologians who challenged orthodoxy, delivered searing attacks on the secular world, and filled the ranks of Catholic bishops with men committed to his own brand of orthodoxy -- isolating those who expressed a more expansive view of Christianity. As John Paul II sought to build a stronger papacy, he also allowed problems to fester in the Vatican Bank and in the priesthood. Years passed before he addressed the sexual abuse scandal that has involved thousands of priests and many times that number of child victims. When he finally spoke of it, he excoriated the media for publicizing cases and blamed the mores of the broader society for corrupting clergy. Meanwhile, hundreds of clergymen went to jail, the church spent billions of dollars on settlements of civil claims, and the church's moral authority declined. Upon John Paul II's death in 2005, Cardinal Joseph Ratzinger of Germany became Pope Benedict XVI. He might not have been cut from the same cloth, but he clearly carried on John Paul II's legacy. Ratzinger had been dubbed the "Pope's Rottweiler" in his previous job as head of the Congregation for the Doctrine of the Faith, the powerful arm of the church charged with enforcing doctrine. The CDF, which replaced the office that ran the Inquisition, identified and investigated liberal theologians whom John Paul II disciplined. One was fired from his university job, another was ordered to refrain from writing and speaking for a year. Under then-Cardinal Ratzinger, the CDF (which oversees proceedings against priests accused of molesting and raping children) moved so slowly against officials charged with abuse that some priests served a decade or longer before being defrocked. Others died in good standing, even after their victims had been compensated for being harmed. As Pope Benedict, Ratzinger continued a kind of leadership consistent with his early writings about a future "remnant church" that would be much smaller and less engaged with the world but comprised of true believers. This vision was of a church in a self-protective crouch, waiting for a day, perhaps centuries in the future, when its message would once again be relevant. It is a view which no doubt contributed to Benedict's decision in February to step down from office. The first pope to resign in nearly 600 years, he seemed a discouraged if not defeated man as he spoke of being fatigued by the demands of his office. Francis, the first non-European pope in nearly 1,300 years, is clearly more interested and inclined to engage with the world. Where Benedict

often seemed distressed and uncomfortable with the public, Francis wades into crowds, embraces children, and hugs women. Before he was even elevated, Francis rejected the trappings of his office -- the gold ring, ermine stole, red shoes -- worn by previous popes. He shocked Vatican watchers by refusing to stand above his fellow cardinals after his election and then by visiting the hotel where he had stayed during the conclave to pay his bill and collect his luggage. Even his choice of name, honoring Saint Francis of Assisi, signaled a departure from the regal papacy and an embrace of the poor, the downtrodden, and the powerless. He has declined to live in the official papal quarters, refused to spend the summer at the beautiful Castel Gandolfo, and insists on carrying his own briefcase to meetings. In his first months in office, Francis has reached out to women, Muslims, atheists, and now gays with insistent gestures of humility. He has also promised a dialogue with victims of abuse, reforms at the Vatican Bank, and greater commitment to the poor. Possessing the same singular power as John Paul II and Benedict, he seems to be wielding it without concern for a backlash. His maturity -- he is 76 -- may have something to do with his aura of calm confidence. But he can also draw strength from the knowledge that he was elected by the very men who owed their place in the College of Cardinals to Benedict and John Paul II -- even if the cardinals are now having second thoughts about their pope, there's little they can do to rein him in. On the specific issue of homosexuality and Catholicism, the pope has begun a discussion that will continue in parishes worldwide and may lead, over the long term, to a revision of official teaching. More generally, by enthusiastically wading into controversial issues, Francis is clearly rejecting the "remnant church" approach to the modern world. He's not interested in withdrawing and prefers, instead, to swim in the stream of history. Here, finally, is a pope willing to grapple with the implications of a social trend -- the increasing acceptance of homosexuality -- that threatens to relegate the church to irrelevance. Unlike his predecessor, Francis is not content to wait out the millennia with his head in the sand until Catholic orthodoxy once more becomes in vogue. Rather, this is a pope eager to explain how this ancient church should fit into a changing world. For 30 years, conservative church leaders have stood by and watched as the Church failed to end its sex abuse crisis and the scandal afflicting the Vatican bank. They have watched while the people of the industrialized West, including those in that most Catholic of countries, Ireland, have abandoned the Church in droves. Issues like homosexuality, the status of women, and the desire of many priests to be married, were never going to be addressed successfully by men who could not reach out with authentic warmth. Francis, the man they selected, seems up to the task. As he pursues it, the old guard appointed by John Paul and Benedict may feel he is leaving them behind. But he will be catching up to modern Catholics who believe the equality of persons as well as souls.

Myanmar: bottom-up, not top-down C Stephen Hindes onstant armed clashes in Myanmar, despite continuing peace talks, and rising tensions between Buddhists and Muslims underscore the fragility of President Thein Sein's attempts to bring democracy to the country. For the international community to effectively negotiate these complicated and deeply embedded tensions and effect positive developments it must leverage the knowledge and talent of Myanmar's established network of local nongovernmental organizations (NGOs). Such a process will be instrumental not only in solving such disputes in a much more amicable environment but also serve to sow the seeds for positive change in a country in desperate need of a new direction. Decades of military rule have left an undeniable mark on Myanmar. Corruption and disregard for human rights have for decades been a common factor in the country and have consequently embedded deeply within the nation's political and social culture. Many commentators, particularly from the NGO community, have gone so far as to claim that the current changes are of insubstantial, claiming that they are merely a calculated policy to profit

from international engagement and thus only cosmetic in nature. Even in its current imperfect state, Thein Sein's government will play a pivotal role in developing what has become one of the region's poorest countries. A strictly bottom-up approach, by its nature focused at the community level and therefore a dispersed process, cannot be relied upon to implement the grand infrastructure and other projects needed to help lift Myanmar out of poverty. Yet such grand projects, including road networks, ports and airports, do not guarantee a viable democracy. In fact, such mega-projects can reverse the current path towards better governance by strengthening the old regime's behind the scenes power and hold over increasing sources of wealth. What becomes essential, therefore, is how to best capitalize on this golden opportunity under a quasi-civilian government whose path is far from assured. International engagement from the bottom-up offers the best option to influence and cement positive change. Despite years of repression, Myanmar has remarkably developed a strong network of local NGOs (LNGOs). In 2009, 86 LNGOs were active in the country, according to the Capacity Building Net-

work. Furthermore, these LNGOs have proven time and again that they have the capacity to operate in tough environments, including in the aftermath of the 2008 Cyclone Nargis disaster. While international bodies have struggled to gain access to many areas of Myanmar, LNGOs have been quietly forging relationships with government agencies and local communities. These relationships have in instances helped to deliver humanitarian relief to areas affected by civil war and natural disasters off-limits to international organizations. The international community therefore should focus its attention on further developing the capacity of these LNGOs. Foreign donors should also advocate for the government to improve the environment and loosen the restrictions under which LNGOs operate. Essentially, the focus must be geared towards helping these groups help themselves. Developing Myanmar in this bottom-up fashion ensures that fundamental issues, such as continued ethnic grievances and armed conflicts along Myanmar's porous borders, are addressed at the core by intimately linking those involved and affected to locally driven processes and outcomes.

Another advantage of this approach are so-called flow-on effects. An educated, healthy, productive and proactive citizenry is a vital component in any functioning democracy. Decades of oppressive military rule in Myanmar have left a tragic mark on its people, with around of quarter of the population living below the poverty line. With Thein Sein's government now loosening its control on society, supporting and developing communities will not only assist in helping them engage the government to forward their respective grass roots agendas, but will also promote democratic governance through greater engagement with an increasingly vocal and informed population. As the violence in Myanmar has demonstrated, the country's path to democracy is far from certain. By opening up his once highly isolated country, Thein Sein has given the international community the opportunity to help bring democracy, peace and prosperity to Myanmar. To help cement recent democratic reforms, the international community should focus its aid efforts in Myanmar at the community level and engage the government insofar as it benefits this bottom-up approach. Such a focus will help to ensure that these changes are long lasting and lead ultimately towards a more peaceful, democratic society.

Human rights and Social Torturers Escape Prison in Argentina Justice: the in(di)visible link Marcela Valente

he progress made by Argentina in trials for crimes against humanity committed by the 19761983 dictatorship has been tarnished by a growing number of human rights violators escaping from prison. Human rights organisations are concerned about the rise in the number of escapes from what they consider lax prison conditions. The number grew from 35 to 40 escapes a year to 54 over the past year, Lorena Balardini, a researcher with the Centre for Legal and Social Studies (CELS), a leading human rights group, told IPS. “The previous number was persistent and steady,” she said. “Some were captured while others escaped… But what caught our attention is that since 2012, the number of fugitives has jumped to 54.” According to figures from the public prosecutor’s office, updated this month, 1,049 people are currently facing prosecution in trials for human rights abuses committed during the dictatorship, when up to 30,000 people were killed or disappeared in the country’s “dirty war”. In addition, 471 have been tried for kidnapping, torture, forced disappearance, extrajudicial executions and other crimes against humanity. Of these, 426 were convicted and 45 acquitted. Meanwhile, 853 are in custody, either convicted or awaiting trial. More than 60 percent of them are in common prisons, 36 percent are under house arrest, and the rest are in security forces installations or hospitals. Balardini, head of research at CELS, said there is no clear explanation for the increase in escapes, although she suggested it could be related to “the flexible detention conditions” that some of the human rights violators enjoy, whether due to a decision by the courts or the prison authorities. The latest case, which gave rise to suspicions of privileged treatment, was the escape of retired army major Jorge Olivera and retired army lieutenant Gustavo de Marchi on Jul. 25. They were found guilty of human rights abuses Jul. 4 in the western province of San Juan. Olivera was sentenced to life in prison and de Marchi was given a 25-year sentenced. Olivera and de Marchi had been transferred from the Marcos Paz prison in San Juan to the Cosme Argerich Central Military Hospital in the city of Buenos Aires, 1,300 km away, for appointments in dermatology, kinesthesiology and psychiatry. The request for the transfer and medical appointments was filed by Olivera’s wife, Marta Ravasi, a psychologist in the military hospital. It was initially rejected by the court where the two men were tried. But another judge, Miguel Ángel Gálvez from San Juan, approved the request. Shortly after they arrived at the hospital, the two men went missing. Interpol immediately issued an international notice for their arrest, and the justice ministry offered a reward of two million pesos (364,000 dollars) for infor-

Total Prohibition initiative was started by the Church way back in 19th century in 1875 and intensified in 1962. The Prohibition Movement was launched in 1974 with the mass involvement spearheaded by the Church and Women and Youth organizations. As a result, Mon District was declared Dry in 1988, Mokokchung District Dry declaration was in January 1989, and Nagaland Dry state declared in June 1989. How effective has this act been in Nagaland? In America Total Prohibition Act was declared from 1920 to 1933 but after several years, prohibition became a failure in North America as bootlegging (rum-running) became widespread and organized crime took control of the distribution of alcohol. Distilleries and breweries in Canada, Mexico and the Caribbean flourished as their products were either consumed by visiting Americans or illegally exported to the United States. Chicago became notorious as a haven for prohibition dodgers during the time known as the Roaring Twenties. Prohibition generally came to an end in the late 1920s or early 1930s in most of North America. Over the years bootleggers have been on the rise. Dimapur the commercial hub of Nagaland have seen a rise in the night clubs and restaurants serving liquors. I went around Dimapur town interviewing people in the streets randomly, the owner of night clubs, restaurants, their customers as well as some church leaders and young politicians about their opinion on the Total Prohibition Act of Nagaland 1989. (Names of restaurants, owners, Church leader and politician’s names have been kept anonymous). A lady in her mid thirties who prefers

mation leading to their capture. The government of centre-left President Cristina Fernández sacked military and prison personnel implicated in the escape, and charges were brought against Judge Gálvez. To prevent future escapes, all transfers of people detained in connection with human rights cases were suspended. And on Jul. 29 the justice, defence and health ministries signed an agreement to review the medical condition of all of the detainees. According to the agreement, the detainees will no longer be taken to military hospitals, but to the health centre that serves each prison. In addition, government officials explained, every transfer of prisoners will be based on symptoms or health problems that have been duly certified, rather than on a simple request from the prisoner, as was the case up to now. The justice ministry’s national programme for the coordinated search for people wanted for crimes against humanity currently has a list of 52 fugitives. Rewards are offered for their capture. “The most difficult case is that of (Jorge) Vildoza,” said Balardini, refer-

ring to the former captain who was one of the heads of the Navy School of Mechanics (ESMA) in 1976 and 1977, when it was the dictatorship’s biggest clandestine centre for torture, killings and forced disappearance. Vildoza and his wife Ana María Grimaldos moved to Switzerland in 1986, taking with them their illegally adopted son, who was born at ESMA in 1977. Two years later, the Argentine courts issued international warrants for their arrest for kidnapping the boy. But Vildoza was never captured. In 1998, the boy, by then a young man, presented himself in court in Argentina and underwent DNA testing to verify his identity. He turned out to be Javier Penino Viñas, the son of Hugo Penino and Cecilia Viñas, victims of forced disappearance. Viñas was seven months pregnant when she was seized in 1977. She was last seen at ESMA. Nevertheless, Javier continued to live with the couple who stole and raised him, until he married. Grimaldos was arrested a year ago in Argentina, after entering the country on a false passport. She is currently under prosecution for theft of children. She claims her husband

Another man while waiting for an auto who seems to be in his mid twenties said, “It is not effective at all because everyone drinks and we go to Assam – Nagaland border to purchase it all the time so it’s best that the Government remove this act”, The night club owner responded, “Business is much higher in the liquor business. With the total prohibition act in Nagaland the state of Assam receives the highest revenue from the sale of liquor to the customers from Nagaland”. Many young entrepreneurs and professionals especially from Hotel Management background studying in India and abroad feel there is less opportunity to come and set up standard quality restaurants and bars on par with the metro cities in India. With the exposure and experience in their field of expertise many come back to Nagaland with a dream to develop the State and give a quality service but their major obstacle remains the Total Prohibition Act. During my visit to the restaurant the owner responded, “Coming from a hospitality and management background it is not easy trying to start a professional work in Nagaland with the Act in placed. Initially I started my restaurant without liquor in the Menu but I have seen my business was not picking well because majority of my customers would demand for wine or scotch so since the demand was high I decided to serve liquor”. Nagaland being a Christian State and Christianity believes that anything that

destroys their body since it is called the temple of God should not be entertained rather abstinence is preached and Since alcohol has adverse effect to the body and causes an individual to lose control after certain amount of drinks therefore it is termed as harmful and sinful. A Church leader response was, “Since it is a Christian state we cannot allow liquor to be sold and spoil the young people because in doing that we are indirectly encouraging them to indulge in wrong behavior which God will hold us accountable”. According to the Nagaland Baptist Council of Churches Oct 30 2011 in defense to the Prohibition Act, The Bible prohibits alcohol; Constitution of India enshrines prohibition of alcohol (Article 47). Accordingly during Congress regime NLTP 1989 was enacted under the leadership of Dr. S. C. Jamir the then Chief Minister of Nagaland. In the recent time, NBCC delegation met Neiphiu Rio the present Chief Minister of Nagaland on September 3, 2003 and he assured the Church that “The Government stands for total prohibition of liquor”. With the act in place and many professionals and entrepreneurs struggling to set up business with quality are we seeing a trend where it is now the professional versus the Act? Or are we seeing here a communication gap between the Church leaders and the citizens of Nagaland? By implementing this Act is it against the principles of democracy or against the fundamental rights in India? ryeh Neier affirms that the pursuit of social justice is not an appropriate goal of a human rights organization, arguing that human rights is concerned with restraints on the exercise of power whereas social justice is concerned with the redistribution of wealth and resources. Human rights and social justice are not synonymous. But the distinction that Neier draws between the two concepts is based on a questionable characterization of both, as well as on a drastically limited notion of what constitutes “power.” Human rights are defined in a way that renders economic, social and cultural rights completely invisible. As the international community marks the 20th anniversary of the Vienna Declaration, which unequivocally affirmed the indivisibility and equal importance of all human rights, there can be little credible basis for asserting that civil and political freedoms are the deserving “core” of the human rights agenda. Since Vienna, outdated arguments regarding the non-justiciability of economic and social rights, their vague or exclusively programmatic nature, and the impossibility of measuring progress have all been significantly eroded through practice. The Center for Economic and Social Rights is part of a generation of international human rights organizations born after the end of the Cold War to challenge injustice in the economic and social sphere from a holistic human rights perspective. Its mission was shaped by the realities of globalization and the chronic persistence of poverty and widening social inequality despite the democratic transitions of the 80s and 90s. In this context, the human rights movement could not just concern itself with constraining abusive interference by the state in individual civil liberties. Protecting human rights involved bolstering the state’s capacity to rein in the unbridled power of market forces, and ensuring its institutions were equipped to protect the enjoyment of human rights from infringements by private actors, such as Chevron/Texaco in Ecuador or Shell Oil in Nigeria, as well as to fulfil a series of positive obligations necessary for people to live lives of dignity. From its inception in 1993, CESR has articulated its mission as promoting “social justice through human rights”, reflecting the goal of transforming the social and international order in which all human rights can be fully realized (in the language of Article 28 of the Universal Declaration of Human Rights). As human rights advocates focusing on economic and social rights, we have had to address the unfair distribution of resources which fuels deprivation and inequality within and between societies, and is doing so all the more blatantly in the wake of the global economic crisis. It is clear to us, as well as to an ever-growing number of people in the human rights field, that human rights advocacy must be concerned with distributive justice, as well as palliative retributive justice, which does not transform underlying structures of power in society. Today, there are powerful reminders all around us that human rights and social justice aspirations are inseparable. From the ongoing turmoil in Egypt, to the protests over public services in Brazil or austerity in Europe, the same frustration is being voiced that democratic freedoms do not in themselves lead to more just societies unless accompanied by fairer social and economic governance. This does not mean, of course, that all human rights organizations should address the full panoply of human rights. It is perfectly valid for organizations to focus on aspects of the agenda suited to their competencies and traditional modus operandi. But methodology can also adapt to mission, rather than vice versa. The experience of organizations such as CESR shows that is possible to develop effective and rigorous methods to document abuses of economic and social rights, attribute responsibilities for specific breaches of human rights standards and press for accountability, much as organizations like Human Rights Watch do in the civil and political rights sphere. Exposing the injustice behind more systemic policy failures – for example, building the evidence that high rates of preventable maternal death in Angola or Guatemala are linked to inequitable allocation of resources, or that post-crisis austerity measures in Ireland and Spain are discriminatory and retrogressive – has required developing new methods for rights-based monitoring and advocacy. These include quantitative tools (marshalling statistical evidence using indicators, benchmarks and indices) and techniques such as budget and tax analysis to assess whether resources are allocated and generated in line with human rights principles. These approaches, which demand a more interdisciplinary range of skills, have been married with traditional techniques of human rights advocacy, as well as with various forms of social mobilization, to powerful effect. There is considerable evidence that human rights research, policy advocacy and litigation, particularly when associated with social movement mobilization, have been successful in many different contexts in challenging economic and social injustices, from the denial of access to life-saving medical treatment to starvation deaths resulting from dysfunctional food schemes. Experience has shown that for human rights advocacy to bring about change in the sphere of economic and social policy, accountability must be pursued in a variety of different forms and venues, from courtrooms to boardrooms, newsrooms, classrooms, living rooms and on the streets. The most durable and transformative change comes about when judicial challenges and policy advocacy aimed at decision-making elites has been part of a broader strategy enabling social justice movements to deploy the tools of human rights advocacy in ways adapted to their particular context. For this reason, economic and social rights organizations have made it a priority to forge links with social movements and grassroots groups, working with them to devise tools and strategies for accountability and to support their efforts to localize and “vernacularize” human rights claims. What this debate drives home is that human rights organizations are far from homogenous. They vary greatly in mission, methods, approaches to partnership and levels of resources. While each organization is at liberty to define its mandate based on where it perceives it can make a difference, those with the greatest reach and profile must guard against undermining the efforts of others to promote a more comprehensive and transformative understanding of what human rights mean.

Anti-Telangana ministers quit

HyDErABAD, JuLy 31 (AgENcIES): The ministers in the Andhra Pradesh Cabinet, who are opposed to the decision of creating a separate state of Telangana, on Wednesday submitted their resignations in protest against the decision taken by the Congress Working Committee (CWC) and the United Progressive Alliance (UPA) coordination committee. Reportedly, at least four ministers submitted their resignations to Andhra Pradesh Chief Minister N Kiran Kumar Reddy, voicing their protest against the bifurcation of the state. The resignations of the Congress ministers came even as normal life was disrupted in Rayalaseema and coastal Andhra regions on Wednesday as a shutdown began in the two regions against the decision to create Telangana state out of Andhra Pradesh. Educational institutions, commercial establishments remained closed and the services of state-run Andhra Pradesh Road Transport Corporation (APSRTC) were suspended in Rayalaseema and coastal Andhra districts like Kadapa, Chittoor, Visakhapatnam and Krishna. Different outfits supporting united Andhra have called for a shutdown in the region against the decision of Congress to bifurcate Andhra Pradesh. The supporters of united Andhra took out rallies and planned to organise other forms of protest during the day in the districts. The protesters squatted on the roads and prevented the RTC buses from plying at different places. The APSRTC has suspended its services at some places as a precautionary measure. However, no major incident of violence was reported from the two regions till the morning hours, though the announcement by Congress met with disappointment across the two regions. In addition to the state police, central paramilitary forces have been deployed in large numbers in the Rayalaseema and coastal Andhra districts to ensure law and order is maintained, also in view of the panchayat polls. The third and final phase of the ongoing gram panchayat elections also began at 7 AM in different districts of Andhra Pradesh and polling has been by and large peaceful barring minor skirmishes, official sources said. Shedding its dithering, the Congress and the UPA yesterday unanimously decided to create Telangana state out of Andhra Pradesh. The Congress Working Committee, the highest decision-making body, decided to recommend to the central government to form the 29th state which will comprise 10 districts. Hyderabad, considered the crowning jewel of the Telangana region, will be the joint capital of the newly-proposed state and the other regions - Rayalaseema and Andhra - for a period of 10 years. A new capital for Andhra will be identified Seemandhra region within this period.

LucKNoW, JuLy 31 (AgENcIES): Welcoming Centre’s decision to create Telangana state, Bahujan Samajwadi Party (BSP) supremo Mayawati on Wednesday reiterated her demand for division of Uttar Pradesh into four separate states. Mayawati wants Uttar Pradesh divided into four smaller units comprising Purvanchal, Bundelkhand, Awadh Pradesh and Paschim Pradesh. She had first made the demand just before assembly elections in 2012. Though her political gamble failed to give her desired result at that time, the former chief minister seems to be still convinced about the saleability of the idea and would look to use the issue to galvanise support in the run-up to the 2014 Lok Sabha polls. “We have always supported smaller states,” BSP chief Mayawati said at a press conference. She said UP should be divided into four smaller states - Purvanchal, Bundelkhand, Awadh Pradesh and Pashchim Pradesh. “When this population is divided between four states, development will increase,” she said. “Ministers in central government who hail from Uttar Pradesh should build pressure on the central government for formation of these states,” she added. Andhra Pradesh sees end of an era after Telangana formation

HyDErABAD, JuLy 31 (IANS): Andhra Pradesh, in the shape it existed for nearly 57 years, will now be cast into history with the centre Tuesday deciding to carve out Telangana state. The state came into being on Nov 1, 1956, with the merger of Hyderabad State, as Telangana was then known, with Andhra State, which was the first Indian state to be formed on linguistic basis. Telangana, a part of erstwhile princely state of Hyderabad, is inhabited by Telugu-speaking people. Andhra State with Kurnool as the capital was earlier carved out from then Madras State in 1953. This followed the sacrifice of Potti Sriramulu, who died in 1952 after 56-

day hunger strike in Madras demanding a separate state for Telugu people. Hyderabad was selected as the capital of the united state of Telugu-speaking people. Despite having a common language, Andhra and Telangana have vast cultural and socio-economic differences. Within Andhra state, the coastal Andhra and Rayalaseema regions have cultural dissimilarities. With its arid land and disadvantages in irrigation, Telangana remained backward. The drought-prone Rayalaseema region, notorious for the killings among factions for several decades, is also backward. The coastal Andhra, with its fertile land and abundant water resources, is prosperous

of all three regions. The industrialization in Visakhapatnam and surrounding areas, development of several ports and the gas reserves in Krishna-Godavari basin in recent years have all made the region economically more developed. All the three regions were part of unified kingdom under Qutub Shahi rulers during 16th and 17th centuries. The Nizams, the rulers of Hyderabad State, ceded Rayalaseema and Circar districts (as the coastal Andhra was then known) to the British. They became part of Madras Presidency during British rule and Madras State after India’s Independence. Spread over 275,000 square km, the present Andhra

NEW DELHI, JuLy 31 (IANS): In a sensational campus crime, a student of Jawaharlal Nehru University calmly walked into a classrom armed with an axe and a pistol Wednesday, asked a girl to walk out with him and, when she refused, drank poison and then slashed her. He died while the girl is battling for her life. The incident took place at around 11 a.m. in the sprawling JNU campus of India’s premier university known for being a hub of radical thinking and leftist ideology.

He walked into room number 213 of the School of Languages, in between two classes when not many students were present, and screamed at Roshani, 22, asking her to accompany him. Roshani declined. An incensed Akash tried to fire at her with the locally-assembled pistol. But that did not work. He then drank the poison and pounced on her

KoLKAtA, JuLy 31 (PtI): India leads the world in prison reforms even though the jails here are not as secure as those in the West, former IPS officer Kiran Bedi has said. “India is ahead in prison reforms. I am making a confirmed statement as I visited more than 40 prisons around the world. The reforms which we have been able to do are not seen elsewhere,” Bedi said. In town to promote upcoming Hindi film ‘Calapor’ which is based on prison reforms, Bedi said that the jails in the western countries are very secure as they follow the rulebook strictly. “Jail breaks are therefore impossible there. But in India that is not the case. I think it has got something to do with our culture which believes in reforming criminals and not just punishing them. People in the West believe in punishment but we believe in reforms,” said the first woman IPS officer of the country, who was awarded the prestigious Magsaysay Award for humanely administering Tihar jail. Comparing jails in India with other countries, she pointed out that here we have rightly replaced the word prison with correctional home. Prison reforms work on a PPP model where prison officials, politicians and people represented by the civil society group come together, she said. “I have seen that NGOs are always ready to come. India’s poor drain ‘impure’ blood to cure ills NEW DELHI, JuLy 31 (AFP): Motherof-three Lilavati Devi stands perfectly still in the hot sun in Old Delhi as a practitioner and his assistants check the veins in her hands. Then, armed with razor blades, the practitioner slices neatly into her skin and lets the “impure blood” drain out. Devi suffers from chronic arthritis and firmly believes that her elderly “doctor” or practitioner, Mohammed Gyas, has the skills to cure her and others through the ancient treatment of bloodletting. “Science and modern medicine have failed,” Devi tells AFP, as an assistant pours cold water on her bleeding hands and sprinkles them with a grey-coloured herbal powder. The 82-year-old Muslim man’s treatment “has been the only way to end the severe joint pain,” she says. Doctors used the thousands-year-old practice to treat illness until the late 19th century, when it was mostly abandoned and overtaken by modern medicine. But among a handful of poorer, and sometimes remote, communities in India, where medical services are too costly, waiting lists too long or modern doctors simply not trusted, traditional practices like bloodletting are favoured. About 50 patients queue each day at the open-air clinic in the shadow of India’s largest mosque, the Jama Masjid, for the treatment which Gyas says can cure everything from paralysis to dia-

betes and even cervical cancer. “The basic tenet of the therapy is the belief that impure blood is the root cause of all ailments. Get rid of the impure blood and your health problem is solved,” says Gyas, who learnt the skill from his father and has been treating people here for more than 40 years. “Tracking the flow of impure blood is the biggest skill required. Incisions are not made randomly, every vein has to be checked,” he says. The practitioner finds what he calls blockages, knots, clots and lumps in veins and makes incisions to unclog them, removing blocked blood and improving flow. Before starting treatment, Gyas instructs patients to stand in the sun for about 40 minutes at the clinic, where nearby ducks and goats wander, and Muslim vendors sell mutton curry, prayer beads and skull caps. His assistants tie cloth strips around his patients’ limbs to restrict blood flow, making veins bulge nearer the surface of the skin in preparation for a series of small incisions. Gyas says he does not charge patients, most of whom are poor. However they pay about 40 rupees (67 cents) to his assistants for their work -- about 10 times less than what homeopaths, popular alternatives in India to GPs, charge for a consultation. “When people come to me, they have very little money. WASHINGTON, July 31 (AP): Pressing ahead in a new U.S.-backed push for Middle East peace, Israeli and Palestinian negotiators agreed Tuesday to meet again within two weeks to start substantive talks in hopes of reaching a long-elusive settlement within nine months. Speaking after the two sides wrapped up an initial two days of talks at the State Department and visited President Barack Obama at the White House, Secretary of State John Kerry said Israel and the Palestinians were committed to sustained and serious negotiations on the “core issues” that divide them. The next round will take place in either Israel or the Palestinian territories before mid-August, he said. Kerry said he was aware of the deep doubts surrounding the new peace effort and acknowledged that the road would be difficult. Yet, he said, “While I understand the skepticism, I don’t share it. And I don’t think we have time for it.” All issues, including contentious disputes over the status of the territories and Jerusalem, are “on the table for negotiation, and they are on the table with one simple goal: a view to ending the conflict,” Kerry said. The U.S. had already said the negotiations would continue for at least nine months — roughly until the end of April 2014 — but that had not been set as a timeframe for reaching a deal. Kerry and both sides agreed that neither would walk away from the talks or take actions that could disrupt them for that period, two senior U.S. officials said. And there is not much time to achieve it.” Kerry said the negotiations, to be mediated on a day-to-day basis by his new Mideast peace envoy, Martin Indyk, would be cloaked in secrecy and that the parties had agreed that he would be the only person to comment on them. He quickly added that he would not comment on them now, leaving unclear the framework for the talks that he struggled for six months to get back on track. Despite the secrecy, the broad outlines of an agreement are well known: The Palestinians want a state based on the borders, with agreed land swaps, that existed before the 1967 war in which Israel seized east Jerusalem and occupied the West Bank and Gaza. Israel wants security assurances and a recognition that it is and will remain a Jewish state. Obama laid out those parameters as U.S. policy for any negotiations in a May 2011 speech, but neither the Israelis nor the Palestinians have publicly signed off on them. The two senior U.S. officials would not say if either side had even tacitly agreed to proceed on that basis. Bush initiated in 2008, but she said this time could be different. “You know, Saeb,” she said to Erekat, “we all spent some time in the negotiations room ... but we didn’t complete our mission. And this is something that we need to do now, in these negotiations that we will launch today. Cambodian PM Hun Sen mulls Spain investigators: Train driver was on phone post-poll options in silence

PHNOM PENH, July 31 (AP): After nearly three decades of autocratic rule, Cambodian Prime Minister Hun Sen may be facing his biggest political dilemma in years, with his party’s parliamentary majority vastly eroded in weekend elections by a burgeoning opposition that could block his forming a government. But the farmer’s son whose favorite pastime is chess may still have some unexpected moves in his game. After all, Hun Sen has already successfully bested the communist Khmer Rouge, the country’s king, the international community and all political rivals big and small. Whether Hun Sen prefers the carrot or the stick to break the possible postelection deadlock is not yet clear — since he hasn’t spoken in public since the polls. With unchallenged authority over the bureaucracy and the security forces, he is likely to prevail in the end. But a forcible solution could come at the cost of unrest and violence. Sweeping all the chess pieces off the board would damage the softer, statesman’s image he has been promoting in recent years. Opposition leader Sam Rainsy, recently returned from exile, is demanding an independent investigation of alleged widespread irregularities in Sunday’s polls. Beyond suggesting that it might ask for recounts or a new vote, the opposition hasn’t declared what it might do. But legal experts say it could block the opening of parliament by not showing up and denying the assembly a quorum. The unexpectedly strong showing by Rainsy’s Cambodia National Rescue Party seems to have punctured the aura of Hun Sen’s invincibility. “He is humbled and humiliated,” said Lao Mong Hay, an independent political analyst. “He has lost much credibility and legitimacy. He may put up a brave face, acknowledge his weaknesses

His style was analyzed in a 2009 U.S. Embassy cable released by WikiLeaks. “When CPP leaders perceive a choice between pluralistic liberal democracy and order, stability and economic development, they will exploit that conflict to maximize their own power and pre-empt opposition challenges to their political authority,” it noted. The cable, sent in the name of then-Ambassador Carol Rodley, also pointed to “a familiar pattern of post-election crackdowns seen in 1995, 1998, and 2005,” while noting “much reduced violence, (and) the more sophisticated curtailment of wide-open freedoms.” Hun Sen nowadays harasses his opponents in the courts, which have a reputation for being under the government’s sway. Overt violence has not disappeared, but no major incidents or murders were reported in this year’s campaign. Opposition leader Rainsy was a target of the legal approach, going into exile in late 2009 to avoid a jail sentence of 11 years on charges he said were politically concocted. Hun Sen’s engineering a royal pardon so Rainsy could come back for the last week of campaigning — while remaining off the ballot — shows his touch for the ostensibly generous gesture, though some wonder if his timing was uncharacteristically off, allowing opposition momentum to peak on election day. Hun Sen now finds himself engaged in a game of who blinks first, as the opposition is united in a way it has never been before and can point to the strong support it won from the voters.

MADRID, July 31 (AP): The driver was on the phone with a colleague and apparently looking at a document as his train barreled ahead at 95 mph (153 kph) — almost twice the speed limit. Suddenly, a notorious curve was upon him. He hit the brakes too late. The train, carrying 218 passengers in eight carriages, hurtled off the tracks and slammed into a concrete wall, killing 79 people. On Tuesday, investigators looking into the crash announced their preliminary findings from analysis of the train’s data-recording “black boxes,” suggesting that human error appears to be the cause of Spain’s worst railway disaster in decades. The derailment occurred near Santiago de Compostela, a city in northwestern Spain, late last Wednesday. Some 66 people injured in the crash are still hospitalized, 15 of them in critical condition. The accident cast a pall over the city, which is the last stop for the faithful who make it to the end of the El Camino de Santiago pilgrimage route that has drawn Christians since the Middle Ages. The crash occurred on the eve of annual festivities at the shrine, which subsequently were canceled. The disaster also stunned the rest of Spain, with Spanish royals and political leaders joining hundreds of people in Santiago de Compostela’s storied 12th-century cathedral Monday evening to mourn the dead. According to the investigation so far, train driver Francisco Jose Garzon Amo received a call from an official of national rail company Renfe on his work phone in the cabin, not his personal cellphone, to tell him what approach to take toward his final destination. The Renfe employee on the telephone “appears to be a controller,” a person who organizes train traffic across the rail network, said a statement from a court in Santiago de Compostela, where the investigation is based. “From the contents of the conversation and from the background noise it seems that the driver (was) consulting a plan or similar

Manning acquitted of aiding enemy

FORT MEADE, July 31 (AP): U.S. soldier Bradley Manning was acquitted of the most serious charge against him — aiding the enemy — but his convictions on espionage, theft and other charges in the biggest leak of classified information in U.S. history could put him in prison for up to 136 years. Sentencing begins Wednesday in a case where the 25-year-old former intelligence analyst has been called both an important whistleblower and a traitor for giving more than 700,000 battlefield reports and diplomatic cables to the antisecrecy site WikiLeaks. “We won the battle, now we need to go win the war,” his defense lawyer David Coombs, after Tuesday’s verdict, said of the sentencing ahead. “Today is a good day, but Bradley is by no means out of the fire.” Manning was convicted on 20 of 22 charges, including a guilty plea the government accepted in February. The charge of aiding the enemy had carried a potential life sentence. A charge of aiding the enemy for someone who didn’t directly give an adversary information is extremely rare, and advocates for freedom of the press had warned that convicting Manning would have broad implications for other leak cases and investigative journalism about national security issues. Manning has said he leaked the material to expose the U.S military’s “bloodlust” and disregard for human life, and what he considered American diplomatic deceit.

He said he chose information he believed would not the harm the United States, and he wanted to start a debate on military and foreign policy. He did not testify at his trial. His supporters included Pentagon Papers leaker Daniel Ellsberg, who in the early 1970s spilled a secret Defense Department history of U.S. involvement in Vietnam that showed that the government repeatedly misled the public about the war. Ellsberg said Manning’s acquittal on aiding the enemy was more significant than his convictions on the other counts. He said a conviction would mean that most people wouldn’t want to risk life imprisonment, or even execution — a permissible penalty under the law — for exposing government secrets. “American democracy just dodged a bullet, a possibly fatal bullet,” Ellsberg said. “I’m talking about the free press that I think is the life’s blood of the democracy.” Prosecutors had argued that Manning knew the material would be seen by alQaida — a key point they needed to prove to get Manning convicted on the charge of aiding the enemy. Even Osama bin Laden had some of the digital files at his compound in Pakistan when he was killed. Manning’s supporters believed a conviction for aiding the enemy would have a chilling effect on leakers who want to expose wrongdoing by giving information to websites and the media. A Pentagon assessment determined in August 2010 that

the leaks had not compromised intelligence sources or practices, although it said the disclosures could still cause significant damage to U.S. security interests. WikiLeaks founder Julian Assange criticized Tuesday’s verdict and the Obama administration, calling it “dangerous national security extremism.” “This has never been a fair trial,” Assange told a press conference. Manning pleaded guilty earlier this year to lesser offenses that could have brought him 20 years behind bars, yet the government continued to pursue the original, more serious charges. Coombs portrayed Manning as a “young, naive but good-intentioned” soldier who was in emotional turmoil, partly because he was a gay service member at a time when homosexuals were barred from serving openly in the U.S. military. Coombs said Manning could have sold the information or given it directly to the enemy, but he gave them to WikiLeaks in an attempt to “spark reform” and provoke debate. A counterintelligence witness valued the Iraq and Afghanistan war logs at about $5.7 million, based on what foreign intelligence services had paid in the past for similar information. Coombs said Manning had no way of knowing whether al-Qaida would access the secret-spilling website, and a 2008 counterintelligence report showed the government itself didn’t know much about the site.

because court regulations bar her from identifying herself by name. Garzon was provisionally charged Sunday with multiple counts of negligent homicide. He was not sent to jail or required to post bail because none of the parties involved felt there was a risk of him fleeing or attempting to destroy evidence, according to a court statement. Investigators from the court, forensic police experts, the Ministry of Transport and Renfe examined the contents of the two black boxes recovered from the lead and rear cars of the train. But the investigation is ongoing and could last several more weeks. Zawahri vows al Qaeda to free Guantanamo inmates

DuBAI, July 31 (REuTERS): Al Qaeda leader Ayman al-Zawahri slammed U.S. treatment of hunger striking inmates at Guantanamo Bay and said the group would spare no effort to free them, according to an audio recording posted on the Internet on Wednesday. Zawahri also said Shi’ite Hezbollah’s intervention in the conflict in Syria was an attempt to promote Iranian hegemony over the country. “The (hunger) strike by our brothers at Guantanamo unmasks the true ugly face of (the United States of) America,” Zawahri said in an audio recording posted on an Islamist website and whose authenticity could not be verified. “We pledge to God that we will spare no effort to free all our prisoners, on top of whom are Omar Abdel Rahman, Aafia Siddiqui, Khaled Sheikh Mohammed and every oppressed Muslim everywhere ...,” he added, referring to prominent Islamist militants held by the United States. He did not elaborate on what al Qaeda intended to do, but militants have in the past kidnapped Westerners and sought to trade them for jailed comrades. Al Qaeda has also claimed responsibility for simultaneous raids on two Iraqi prisons last week in which they said more than 500 inmates had been set free. And in Pakistan, Taliban broke 250 prisoners out of a jail on Tuesday. Some 166 men, most of whom were rounded up in counter-terrorism operations since the September 11, 2001 attacks on the United States, are currently being held at a U.S. military base in Guantanamo Bay in Cuba. Many have been on hunger strike to protest their indefinite detention, with some being force-fed. Zawahri also denounced Washington’s use of drone strikes targeting Islamists, saying it was a sign of the defeat of U.S. campaigns in Afghanistan, Pakistan and Yemen. Kohima, July 31 (mExN): A total of 274 teachers from seven schools and 98 students from one college run by the Salesian Family in Nagaland region of the Salesian Province of Dimapur, took part in a series of three oneday seminars on Don Bosco’s educational method. A press note issued by Jonas Kerketta SDB, Christ King Higher Secondary School, Kohima stated that the seminars, entitled “Educating Don Bosco Way”, were ably animated by Fr. Peter Gonsalves SDB, faculty member of the Salesian Pontifical University, Rome, from July 25 to 27, 2013. Fr. Peter took the participants on a guided tour of the whole gamut of Don Bosco’s educational system, explaining its aim, its key principles the values underpinning it, and the attitudes and skills required of the educator. He stressed particularly the three key elements of the system namely, ‘Reason, Religion and Rapport’. Sonakshi Sinha’s latest item jig, for the Akshay Kumar-starrer Boss, is being touted as the most expensive song ever shot in Bollywood with an estimated budget of Rs 6 crore. A dance number, ‘Party All Night’ features rapper Yo Yo Honey Singh and will see Sonakshi shake a leg with Akshay and in all probability, dancer extraordinaire Prabhudeva. In addition, as many as 600 foreign models were hired as background dancers for the song, choreographed by Sumit Dutt (of ‘Dhinka Chika’, ‘Character Dheela’ and ‘Desi Beat’ fame) and Raju Khan. The second half of the song will be shot at a pub in Bangkok. ‘Party All Night’ is Sonakshi’s third item song. The actor, who is said to have shed a lot of weight for the song, will be seen in a sequinned little black dress in the song - a far cry from her sariclad look in her recent hit, Lootera.

India says shift in F1 dates a scheduling issue NEW DElhi, July 31 (aP): Indian Grand Prix organizers say the removal of the race from next year's Formula One calendar is part of a switch in schedule and not because of teams' unhappiness with the country's taxation regulations. The third edition of the Indian Grand Prix is scheduled for Oct. 27 at the Buddha International Circuit near New Delhi but organizers have been told there will be no race in 2014 as part of an expected switch to being an earlyseason race in March 2015. Jaypee Group spokesman Askar Zaidi told The Associated Press on Wednesday that the change was required as new races are added in 2014, with the inaugural Russian Grand Prix mooted to take India's date in October. "This is a scheduling matter and these kinds of adjustments take place all the while. There are new destinations that are being considered and this is the time of the year when the schedules are worked out," Zaidi said. Zaidi said the Jaypee Group had been informed of the change by F1 boss Bernie Ecclestone, with next year's calendar to be formally announced in September.

Kohima, July 31 (DiPR): Two veteran Nagas, including the Former Director General of Police Nagaland, K. Kire and Bendangnukshi, the reigning veteran Nagaland champion in doubles are scheduled to participate at the 5th Badminton World Senior Championships to be held at Ankara, Turkey from September 9-14. The two veteran shuttlers from Nagaland have been selected by the Badminton Association of India (BAI), in view of their commendable performances and achievements at the National level during the past years. BAI is the administrative body entrusted with the responsibility of managing the game of badminton in the country. Kire and Bendang will be part of the Indian Team numbering 156 players of all age groups comprising of both male and female players. Speaking to DIPR at the Indoor Badminton Stadium Kohima during a break from the ongoing practice session, Kire disclosed that he and his partner have been selected to play in the 55 plus singles and also in the 60 plus doubles event. The former DGP, who is also the President of the Nagaland Badminton Association (NBA) said that while exhibiting their sporting spirit they would give their best and expose the identity of the Nagas to the world. He also informed that out of the total of 5 players selected from the North East, 2 will

Kire was crowned the badminton champion (singles) in the 55 plus category at the All India Police Badminton Championship held at Delhi, conducted by the ITBP. At present, Kire (63) and Bendangnukshi (67) are physically building up to be fit and also undergoing regular coaching under the guidance of the State Coach Tali Jamir. Secretary, Parliamentary Affairs, Benjamin Newmai who was also present in the stadium playing his regular games, said that he was delighted for the fact that some of the best senior players of the State will be participating in the international arena. The Badminton World Senior Championships are held every two years with men’s and women’s singles and doubles and mixed double events. The age categories are divided as +35,+40,+50,+55,+60,+65 and +70. The winners of each category is awarded a gold medal and crowned with the title of World Senior Champion in various age categories. The runner-up gets a silver medal while the third place winner gets a bronze medal.
