new DelhI, May 19 (IanS): Congress chief Sonia Gandhi and her son and party vice president Rahul Gandhi Monday offered to resign for the party’s worst performance in a general election, but the Congress Working Committee unanimously rejected it, senior leader Amarinder Singh said. “Sonia Gandhi-ji and Rahul Gandhi offered to resign, but the CWC (Congress Working Committee) rejected it,” the former Punjab chief minister told IANS. Party sources said Prime Minister Manmohan Singh also said it was not a solution to the problem. “The resignation of Sonia and Rahul is no solution to problems faced by the party,” a source quoting the prime minister told IANS. The sources added that almost onethird of the time of the meeting was taken up by the members urging Sonia and Rahul Gandhi not to press their resignation. A party leader said: “Many members said the party was not able to properly communicate with people. Rahul Gandhi is likely to be given more free hand in organisational affairs in the coming days.” The CWC met here to take stock of the party’s worst performance in the 2014 Lok Sabha elections, in which it won just 44 seats. After the results were announced May 16, Sonia and Rahul Gandhi owned up responsibility for the party’s performance. Party leader Oscar Fernandes said: “There is no question of retreat. his own interest. “There have been enough situations when the NPF party was on the verge of division, but it survived because of me,” the veteran politician said. And unlike the sorts of politicians changing party allegiance like a chameleon would change its color, Noke, who joined active politics in 1974 by contesting from 43 Tapi Assembly Constituency under UDF and reelected seven times thereafter, has never wavered. “I am a Naga and I am no opportunist. My foremost loyalty lies with the well being of the party for which I have dedicated four decades,” the regional strongman in his quiet unassuming manner said. It is this allegiance and the concern that him joining the race for the Chief Minister’s chair could lead to disintegration of the party that made Noke put on
the brakes and opt out of the race. “I withdrew from contesting for the CM’s post in the greater interest of the NPF party. I did not want to see further division among the members,” he said. “I also did not want to involve myself in the ‘nasty politics’ played amongst the NPF members, he revealed further, while candidly pointing out that the way a group of politicians went to Kaziranga at the first hint of him joining the race was ‘unhealthy’ and not with ‘good intention.’ Noke further clarified that contrary to what had appeared in the media, Chief Minister, Neiphiu Rio never approached him personally on the issue. “In the last hour, he (Rio) sent some legislators to enquire if I was interested in the post of the chief minister. As said earlier, I declined because I did not want to bring dissention to the
NPF camp” – which is not a complaint but simple truth offered with a shrug. On the question of capability, Noke shot back whether his 40 years of service to the Nagas is not proof enough. Citing some of his achievements, Noke said it was during his tenure as an elected representative under the chief minister-ship of Vamozu Phesao (NPC government) that policies like LADF, MLA/Minister quota, ex MLA pension, old age pensions were introduced. “Right after we introduced these policies here in Nagaland, they were emulated by the whole of India, I am very proud of that,” he said. He is also credited for bringing the department of Rural Development (RD), introducing customary law, housing schemes and facilitating funds for “backward people.” Apart from being the longest serving politician under the regional party, Noke has also another record of sorts. He is the first man from the Konyak community (read un-administered part of the Konyak region) to attend school in the year 1952 and the first to pass matricin 1967 from Sibsagar after which he went on to pursue higher studies. At 78, for Noke, the question of retirement is not a question. He says,“I will run the next time and the time after that,” as he light up the whole room with his grin.
Nagaland govt issues show cause notice Phek ‘total close Down’
KohIMa, May 19 (DIPR): The Nagaland state government has issued show cause notices to three institutes, with regard to starting various courses in Para Medical Technology. The show cause notice signed by Chief Secretary, Banuo Z Jamir, dated May 16, stated that the Department of Higher & Technical Education had given No Objection Certificates to the Institute of Management and Medical Research Health Science & School of Nursing, Singrijan Dimapur; Para-Medical Training Institute, Industrial Estate, Dimapur and the Indian Institute of Para- Medical Technology, Kohima, in order to start various courses in Para-Medical Technology. However, it added that the No Objection Certificates were given only to facilitate establishment of the institutes. Regarding complaints about lack of proper infrastructure, laboratories and qualified teaching faculty, it informed that the state government had constituted an Inspection Committee to inspect the three institutes, in January,
2014. The Committee consisted of the Additional Director, Health & Family Welfare; Medical Superintendent, District Hospital, Dimapur; Principal, Para Medical Training Institute, Kohima; Pathologist and Medical Officer, in-charge of the Blood Bank, District Hospital, Dimapur; VicePrincipal, Para-Medical Institute, Kohima and the Pathologist, Naga Hospital Authority, Kohima It said that the Committee has submitted its report to the government with the findings that the three institutes lack proper No Objection Certificate from the competent regulatory bodies, sufficient land and infrastructure including administrative blocks, academic classrooms, library, laboratory, conference hall, computer & computer room, basic environment sanitation, safe drinking water, proper power supply, proper hygienic toilets, minimum basic facility for physically challenged people, overhead projector, qualified faculty members and qualified examiners for conducting examinations. DIMaPuR, May 19 (Mexn): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has urged the Government of India to “solve” the Naga Political Issue “at the earliest.” A press note from ACAUT stated that the “Naga people are eagerly awaiting the PM-in-waiting, Narendra Modi to seriously look into the issue taking into consideration the continuous strife affecting peace and prosperity of the Naga people.” It said that “67 years of conflict and militarization affecting millions of people in a democratic India is an aberration which should strike the conscience of any government.” It asserted that the Naga people expect the new government to sincerely pursue the unresolved Indo-Naga problem. ACAUT Nagaland expressed disappointment that the GOI, “under previous dispensation,” instead of addressing the core issues, “seemed to be content putting more division
in Naga society.” Declaring that the ACAUT movement is not against the Naga Movement, it affirmed that “at the heart of the One Government One Tax campaign is the understanding that the Naga Aspiration for Sovereignty is a must and the onus is on the various NPGs to come together under a single umbrella.” It stated that the GOI should understand that One Government One Tax is an “assertion that the Naga movement is legitimate and true; and any divide and rule policy at this juncture is unacceptable to the Naga people.” It urged the Naga Political Groups to understand that factionalism in the movement is “giving more excuses to the GOI not to resolve the Naga issue.” It cautioned Government agencies such as RAW and the Intelligence Bureau not to “aggravate the polarizing situation in the state.” Full text on Page 4

Approval and recognition of the courses offered by these institutes fall within the purview of regulatory bodies such as the AICTE, NU, NCI, MCI, Para-Medical Council of India etc. and the No Objection Certificates issued by the Department of Higher & Technical Education are in no way to be construed as approval or recognition of the courses by the State Government, it added. It informed that the state Department of Health & Family Welfare is the declared nodal department to monitor the proper functioning of the said Institutes and to inspect the necessary approvals granted by the regulatory authorities and to verify whether the prescribed norms are being followed.
Magisterial inquiry to probe April 24 Ghathashi incident Zunheboto, May 19 (DIPR): The Home Department, Political Branch, Government of Nagaland has ordered a magisterial inquiry into the April 24 Ghathashi incident, where two persons were injured, one of whom succumbed to his wounds. The notice, dated May 13, directed the Deputy Commissioner, Zunheboto, L Akato Sema to head the inquiry. On April 24, the notice stated, “due to attack by a group of people, one Hokishe Chishi was injured and one Kuhovi of Ighanumi village was found fatally injured, who later succumbed to injury on the way to Kohima.” It added that there was a “reported attack by a mob from Ighanumi village, vandalizing houses belonging to the family members of the accused Kaito, S/o Asapu of Mukalimi village.” It stated that the matter requires a detailed inquiry to find out the causes leading to the death and the subsequent mob attack, which vandalized properties and injured people. The notice directed the Zunheboto DC to initiate an in-depth inquiry into the causes and circumstances leading to the death of late Kuhovi, S/o Xekiye of Ighanumi village and the subsequent “mob attack.” It further ordered the DC to inquire into the person or group of persons responsible for the incident and whether the incident could have been avoided. The notice gave the DC fifteen days from the date of its publication to submit its report to the Nagaland state government.
Protests against ‘threats’ by Kilonser

PheK, May 19 (Mexn): Businesses in Phek town shut shop today in protest against alleged “threats” meted to the business communities at Phek town by one Thupuvezo Keyho, Kilonser of the NSCN (K). The “total close down” was initiated by the Phek Town Chamber of Commerce and Industries (PCCI), along with the Phek Town Youth Society and ACAUT Phek Unit. The organizations, in a press note, informed that many youths volunteered to ensure success of the bandh. After the bandh, the organizations resolved that in the event of any threats or untoward action by any Naga Political Group, “the NGOs will have no other option but to flush them out totally and no compromise will ever arrive whatsoever.” They further rendered “unwavering support to ACAUT Nagaland.” ACAUT Phek Unit had previously informed that the NSCN (K) Kilonser had passed an order to business communities in Phek town to boycott the ACAUT rally, which was held on May 15. When the rally was held, despite the order, ACAUT informed that the Kilonser “demanded a sum of Rs 10,000 and 5,000 as penalty from certain businessmen on May 17. It further alleged that “Keyho along with his bodyguard even went to the extent of assaulting the shopkeeper and threatened them with gun point.” “He also threatened the public leaders as to why they brought the ACAUT Nagaland team to Phek. He even tried to disrupt the rally but was stopped by the authority,” it added. Meanwhile, ACAUT Nagaland condemned the incident and lamented that “members of the Phek Town Chamber of Commerce and industries (PCCI), Chakhesang elders and right thinking citizens are under tremendous threat from the said functionary and his boys for voicing out against unabated taxation and anti-Naga activities of the Kilonser.”
“It is beyond tolerance that the Kilonser intimidated the PCCI and ACAUT Phek Unit by trying to forcefully restrain the business community from hosting the ACAUT Nagaland rally held,” it stated. ACAUT Nagaland however noted that citizens of Phek “refused to be cowed down and held a successful rally, whereby the people of Phek shouted slogans voicing support for One Government One Tax.” It condemned what it termed as the “anti-Naga activities of the Kilonser,” and called upon the NSCN (K) leadership to “disown such anti-social leaders and apologize to the people of Phek.” It cautioned that failure to do so would cause the NSCN (K) to face the “people’s wrath” and stated that ACAUT Nagaland “shall not be held responsible.” ACAUT Nagaland alleges threat to ACVA members ACAUT Nagaland further lauded the All Commercial Vehicle Association (ACVA) Wokha District for organizing a rally on May 17 to highlight the issue of unabated taxation and for adoption of a four point resolution, including ‘One Government One Tax.’ It, however noted, that “instead of listening to the voices of the people, some of the Naga Political Groups have started targeting the leaders instrumental in organizing ACVA May 17 Rally.” “The NPGs should accept that ACVA has understood that there can be no real peace and prosperity in our land as long as the factions remain divided,” it asserted and cautioned that any form of threats or intimidations against ACVA members “will only worsen and alienate the Naga Political Groups further from the people.” Expressing support to the ACVA, ACAUT Nagaland asserted that it “will not remain a silent spectator when these leaders are under threats.”

Expert committee to review work and pogress of NU Kohima, may 19 (Dipr): The Expert Committee constituted by President of India in the capacity of the Visitor of Nagaland University under Section 9 (2) of the Nagaland University Act 1989, comprising Prof. Pramod Tandon and Prof. Mahendra P. Lama, former Vice Chancellor of North Eastern Hill University and Sikkim University to visit Nagaland University including colleges and insti-
tutions from May 20 to 24. According to a notification issued by P.K. Mohanty, Deputy Educational Advisor of Ministry of Human Resource Development, Department of Higher Education, Government of India, the Committee would review the work and progress of Nagaland University and submit its report containing suggestions/ recommendations within three months from the date of the notification for

Far away from their “God’s Own Country” started a tale of culture mix in the Naga valleys. The Malayalis have much to share than mere stories of their settlement in Nagaland. Though the first ever Malayali community in Nagaland cannot be traced back, but the prominent migration of Malayalis was witnessed during the mid 1970’s to early 1980’s. The Gulf loving community (as 88% of the NRI’s from Kerala are settled in Gulf countries) came in huge numbers to Nagaland as teachers, government officers and a few business men. Due to the insurgency problems in Nagaland then, the community kept very quiet until the first ever Kerala Samajam (Dimapur) was formed in 1983, largely as a library club. The Kerala Samajam dealt only with the circulation of Malayalam texts and magazines, so that the community people and the chil-
dren don’t lose touch with their land and language. As time passed, the Malayali community saw many deaths among its members and obstructions came up in sending the bodies to their homes in Kerala. This was when the Malayalis felt an urgent need for a community living and an active Kerala Samajam. Jose, a teacher, says, “Dimapur is the gateway of Nagaland as the existence of both a major railway station and also an airport made it easier for people from Nagaland and Manipur to commute easily. During those times, many bodies of Malayalis were sent down to Dimapur from Kohima and we had to pack the bodies and send them off. The packing of the body mostly happened in church or government office compounds and sometimes even in some stores.” Back then, in many areas of Kohima, where modern education was non existent, a lot of Malayalis worked as compounders. Though their basic occupation was to give away
medicines, many Malayalis also acted as doctors, who were warmly welcomed by the Nagas. This was due to the absence of professional doctors in the interiors of Nagaland. At the same time, many Malayali men married Naga girls, leading to cultural integration. “The Nagas gave Malayalis utmost respect and hence, they didn’t mind marrying their daughters away to Malayali men. Though not much of cultural integration could happen as the cultures vary widely but this resulted in many Malayalis settling in Nagaland permanently. Amalgamation of cultures wasn’t even a question as many a times, these marriages were forced. Sometimes, the man might already have a family in Kerala and he marries to a Naga girl, only to satisfy the Naga customs and traditions and settles down here permanently. But now the scenarios have changed”, said Radhakrishnan, a businessman in Dimapur. At present, there are many young Malayali men
are married to Naga women and are well accepted both in Nagaland and in Kerala. Maintaining a healthy relationship has become much easier between the two communities. The celebration of Onam festival is an example of growing relations between the Nagas and the Malayalis. Ajith Kumar, another business man and an executive member of Kerala Samajam (Dimapur) said, “Onam is not just restricted to Malaylis but to Nagas as well. Mostly we call in Naga government officers as our chief guests and also we see a huge Naga participation in our function. Last year, we not only showcased Malayalam art forms but also displayed various Naga traditional art forms and dresses. This was widely appreciated by the Naga community and gives us more opportunity to mingle with them.” The Kerala Samajam is quite active, providing regular Saturday Malayalam classes for Malayali kids and also meetings held by the members of
the Samajam at their newly constructed buildings on the land they bought years back. Reji Abraham, President of Kerala Samajam Dimapur and Principal of SD Jain HSS said, “Though the inflow of Malayalis have reduced from 2005 onwards as not many non-Nagas are in government jobs and also many jobs have come up in Kerala, but we still carry on our small community and Kerala Samajam with great enthusiasm. In recent past, through our frequent pleas at the centre, we have got a train from Dibrugarh to Kochuveli, avoiding an extra trip to Guwahati to catch a train to our land.” Members of the Malyali community are positive about their lives in Dimapur and look forward to see more Malayalis in the state. Radhakrishnan adds, “Nagaland is a very safe place and the only problems were during the insurgency period. We, as a community have learned a lot from the Nagas and have never been a liability to the Nagas in any terms.”

The Minister said, late Zinyu was a personal friend of mine over a long period of time and served the people of the state as a Doctor, Administrator and a committed social worker after his retirement from government service. He was a straightforward person and never tried to hide anything in his mind as he was courageous and had conviction. “His demise is not only a personal loss to me but the void created by his absence will be felt by all those who knew him closely. While praying for the departed soul to rest in peace, I and my family also pray to the Almighty to give strength to the bereaved family members to overcome from this period of grief,” Chang added.

Lanu said that Alemtemshi Jamir IAS (Rtd) is a bonafide Longsa citizen who has served the Nagaland Government sincerely and dedicatedly for more than 30 years as an astute and honest bureaucrat. Gorkhaland promise helped BJP in Darjeeling DArjeelINg, MAy 19 (IANS): "The dream of the Gorkhas is my dream too" is what BJP's soon-to-be prime minister Narendra Modi had said in one of his election rallies here in the hills of north West Bengal. The Gorkha community is hoping that its dream of a separate state, carved out of West Bengal, would find its fulfilment in the new BJP government. Giving a whopping 488,257 votes to Bharatiya Janata Party's S.S. Ahluwalia, people here clearly showed that they were reposing their faith in Modi to fulfil their long-standing demand. "The first and foremost
thing for us is Gorkhaland. The BJP had promised us this and so we voted for them. 29 houses set ablaze in Arunachal ItANAgAr, MAy 19 (PtI): At least 29 houses were allegedly set on fire at Tezu Kholla in Lohit district by unidentified persons. However, there was no report of any loss of life in the arson which took place on Saturday night. The occupants were mostly daily wage earners, rickshaw pullers and fishermen from Bihar. Most of the houses were empty at the time of the incident as the occupants had already left for their native villages in Bihar after the end of the election, an official report said here today. Some of the occupants, who were sleeping in their houses on that fateful night, have somehow managed to escape from the inferno, the report said. Senior Congress leader Kalikho Pul visited the accident site from Anjaw yesterday and took stock of the situation. Pul urged the Lohit Deputy Commissioner to investigate the matter immediately and arrest the perpetrators of the incident and punish them as per law.
Pawan to take oath as Sikkim CM on Wednesday gANgtOK, MAy 19 (PtI): Having won a record mandate for the fifth time in a row, Sikkim Chief Minister Pawan Chamling, who is on his way to surpass the tenure of the longest serving Chief minister of the country, will take oath on Wednesday. "All the 22 MLAs of Sikkim Democratic Front had a meeting and we have unanimously decided to elect Pawan Chamling as our leader. We will form the government on Wednesday," SDF Vice-President K B Chamling told PTI. Last week, SDF won the assembly polls by a twothird majority with 22 of its MLAs being elected to the 32 member House. In power since December 12, 1994, 63-year-old Chamling has already completed two uninterrupted decades as the chief minister of Sikkim. After this swearing-in, he will be on way to surpass the record of former West Bengal chief minister Jyoti Basu of being the longest serving chief minister of the country. Basu had ruled West Bengal for 23 years from 1977 to 2000.

Indian stocks hit a record high on Friday as investors cheered results showing Modi’s pro-business Bharatiya Janata Party won a clear majority and the mandate to pursue reforms without having to haggle with minor parties. Several brokerages lifted their outlooks for the BSE Sensex and companies were queuing to ride the wave of political euphoria that began to build weeks earlier as opinion polls predicted a resounding Modi victory. “That will spark renewed interest in deals and capitalraising,” Viral Gathani, of CIMB Investment Banking in Hong Kong said, when asked about the impact of Modi’s emphatic victory on India’s moribund market for new share issues. He said many companies that had put share issues on hold would now consider dusting off their plans. On Monday, private sector lender HDFC Bank said it would seek shareholder approval to raise up to 100 billion rupees ($1.69 billion) in fresh equity. Smaller rival Yes Bank, whose stock price has almost doubled since the end of Feb-
ruary, is likely to raise about $400 million in new shares within a month to bolster its balance sheet, sources with direct knowledge of the matter said. Bankers for two separate Indian infrastructure business trusts worth a combined $1 billion to be listed in Singapore decided, after exit polls last week, to kick off preliminary marketing as early as this week, sources said. L&T Infrastructure Development Projects Ltd (IDPL), a unit of engineering conglomerate Larsen and Toubro, plans to raise about $600 million through a Singapore trust listing, while Infrastructure Leasing & Financial Services Ltd (IL&FS) is also planning an offering of around $400 million in Indian wind power assets, bankers said. The bankers declined to be named as they were not authorised to speak to the media about deals and political issues. MORIBUND MARKET A sluggish economy and stalled bureaucratic decision-making for the past two years have battered Indian corporate sentiment and thwarted capital investment. The last large IPO was Bharti Infratel’s $750 million listing in late 2012. For IPOs of $500 million or more to come to market in India, issuers and investors will need to see a quarter or more of stock market buoyancy as well as progress on economic reforms, bankers and fund
managers told Reuters. “IPO revival will take time as the market move and sentiment change has happened very fast. However, secondary sales, QIPs (qualified institutional placements) should start in a big way,” said Sandip Sabharwal, chief investment officer at Sun Capital. IPO issuance in India has almost ground to halt, with last year’s total of $342.7 million the lowest since 2001, Thomson Reuters data showed. In 2010, the last significant year for IPOs in India, the total was $8.5 billion. India ranked 11th in Asia excluding Japan in 2013 for IPO proceeds, lagging smaller economies such as the Philippines and Indonesia. In 2014, new Indian listings have raised just $78 million, compared with $99 million for the same period last year. Money raised in followon sales of new equity and secondary sales of existing shares has totalled $3.1 billion so far in 2014, compared with $9.2 billion for all of 2013, data showed. A revival in equity issuance would bring relief to investment banks such as Bank of America Merrill Lynch, Barclays and Morgan Stanley which have been hurt by weak fee income that in turn has led to banking job cuts. REVIVING GROWTH Overseas investors, usually the biggest buyers of large Indian share sales, have poured $6.5 billion into Indian stocks

Great Eastern Energy Corp, a London-listed Indian coal bed methane gas producer, decided over the weekend to proceed with a $50 million India IPO in two to three weeks, a source with direct knowledge of the matter said. The company declined to comment. Others looking to tap the market soon include microlender SKS Microfinance, which aims to raise up to $75 million in a share sale as early as this week, two sources with direct knowledge of the deal said. Spokesmen for L&T IDPL and Yes Bank did not respond to emails seeking comment, while a spokesman for SKS said the company would not comment beyond its February statement announcing plans to raise capital through a share sale. IL&FS officials were not immediately available for comment. “For companies which have been in a state of preparedness, the market rally and all this euphoria around Modi is a nice window of opportunity,” said the equity capital markets head of a large U.S. bank in Mumbai. “Others will now look to put their IPO or secondary offering plans on the fast track and that’s what we are seeing happening on the ground. The Naga people expect Modi’s government, given its huge mandate with an absolute majority in parliament to sincerely pursue the unresolved Indo-Naga problem. However, much to the disappointment ACAUT, and instead of addressing the core issues, the GOI under the previous dispensation seemed to be content putting more division in Naga society. If the GOI of India thinks the ACAUT movement is against the Naga movement it cannot be more mistaken. At the heart of the One Government One Tax campaign is the understanding that the Naga aspiration for sovereign-
ty is a must and the onus is on the various NPGs to come together under a single umbrella. The GOI should understand that One Government One Tax is an assertion that the Naga movement is legitimate and true; and any divide and rule policy at this juncture is unacceptable to the Naga people. The NPGs should also understand that factionalism in the movement is giving more excuses to the GOI not to resolve the Naga issue, period. ACAUT Nagaland warns the Government agencies such as RAW and Intelligence Bureau not to aggravate the polarizing situation in the state which the Naga people are matured enough to resolve on its own. Titus 1:5 Our corporate world is now caught in the web of sin, immorality and corruption. We have witnessed over the past few years about the controversies related with the elite. The truth regarding our generation is that, we are more educated and more sinful and the cultures of sin only seems to be influencing the minds of the young and the old alike. In the past, our innocence had been a gift but sadly many had replaced the virtue with the vices of sin and immorality. The high structured buildings and office complexes only seems to be infested with sinners and as a result the sins of different departments multiplies. The exact realities of the happenings of today are reflected in what you read and in what you see. The sins of the offices only seems to multiply as the workers becomes more sinful. The ways of the sinners are like this: The male sins with the females and the females’ sins with men. Promotions are given on the basis of three issues, sincerity, deception and favors. The first is this : A worker may be promoted because of his or her contribution t the organization. And the second point is, they can be promoted through bribery and corruption. And the third point is: a Worker my be promoted by indulging in wicked acts with their higher ups.( P.S Article of truth ). The officer who sins with their colleagues will one day be cast into the lake of fire because of that very sin. The scripture states: If two men are fighting and the wife of one of them comes to rescue her husband from her assailant, and she reaches out and seizes him by his private parts, you shall cut off her hand. Show her no pity (Deuteronomy 25:11). The truth of God’s Word is actually harsh and it will be used against sinners who are like dogs. To be more direct, I declare that adultery has now become part of the world. The sins of the world worsened as the
world advanced. Sinners should refer to these verses, for it speaks about what they are, and about where they are headed to. The scripture states “Out of the heart comes evil thoughts, murder, adultery, sexual immorality, theft, false testimony, slander (Matthew 15:19). Marriage should be honored by all, and the marriage bed kept pure, for God will judge the adulterer and all the sexually immoral (Hebrews 13:4). Can a man scoop fire into his lap without his clothes being burned? Can a man walk on hot coals without his feet being scorched? (Proverbs 6:27-28 ) (1st Corinthians 6:9-10) (Proverbs 4:13-27) (Proverbs 6:2035) (Proverbs &:1-27) ( Proverbs 22:14 ) (Matthew 5:27-30 ). These verses should be read by all for these are the verses of truth. This culture of sin has now become part of our culture. The office becomes a place for unfaithful wives and husbands to enjoy each other. While they leave their husbands and wives at home, they sin with each other to enjoy each other. They not only defile what is sacred but they also abuse each other by sinning with each other. As long as the phones exist, they perform their secret acts of wickedness secretly. In other words they permit sinners to enjoy with them. The Word of God tells us that the corporate worker who sins will die. The condition of our morality is at its worst because of the influence of the Spirit of the world. The curses of God’s wrath will soon destroy all the enemies of God. Flirt not with sin and disaster. In sin you die, in regret you will suffer for eternity. The Church of Christ appeals to all the elite sinners to mend their ways. The Church of Christ hates the corporate sins as Christ hates sin. ENSUD reiterates on membership/census fee R&B minister flays NSCN (K)
Dimapur, may 19 (mExN): The Eastern Naga Students’ Union Dimapur (ENSUD), while appreciating the Dimapur Naga Students’ Union (DNSU) for its clarification on collection of membership/census fee from the six tribal students members of ENSUD, has stated that the office of the ENSUD had received information on collection of membership/census fee of Rs 1 from its student members by the DNSU through their respective schools.
A press note from the ENSUD informed that the union had visited the schools for verification and that its officials have the copy of the notification issued by the DNSU to the schools, which had also been forwarded to the President of DNSU, on May 16. It also noted that the Dimapur Government College collects a sum of Rs 20 from all the students during admission under “ANCSU/DNSU Fees” (Handbook & Prospectus,
Page-9, Serial No. 16). ENSUD stated that while the union has a “very high regard for the office of the DNSU for their selfless work in rendering service for the students’ community and society,” it reiterated the latter’s former stand and appealed for the DNSU not to collect the membership/census fees from any of its students’ members (i.e., Konyak, Chang, Phom, Sangtam, Khiamniungan and Yimchunger tribes).

Kohima, may 19 (mExN): Minister for Roads and Bridges, Kuzholuzo Nienu has expressed serious concern over the alleged threat meted out to the business community of Phek town thereby inviting the wrath of mass based organizations like ACAUT Nagaland, Phek Town Youth Society (PTYS) and Phek Town Chamber of Commerce and Industries (PCCI) to protest by downing shutters and observing complete closure. The minister has questioned the inaction of the district administration and
the law enforcing agencies against the factions involved in anti-social practices. Pointing out that such inaction in the face of such anti-social elements disrupting the prevailing peace cannot be accepted, the minister has urged the law enforcing agency to bring the culprit to book immediately and award befitting punishment. The minister meanwhile has appreciated the efforts of ACAUT Nagaland for its initiative to promote peace. Peace is what is required for all round development, he stated and encouraged all mass based
organizations to condemn such anti-social practitioners aiming to disrupt the prevailing social harmony. Advocating that the whole Naga populace was in search for peace, the minister stated that no anti-social practitioners can be allowed to take law into their own hands and hold the society at ransom. It may be mentioned that the members of ACAUT Nagaland, PCCI and PTYS called for a complete closure protesting the high handedness of NSCN (K) Kilonser, Thupuvezo Keyho for threatening and assaulting business owners in Phek town.

Prioritize Power supply: NCD Dimapur, may 19 (mExN): The Naga Council Dimapur (NCD) has appealed for the Nagaland state government to give priority importance to electricity supply “as requirement for power is increasing year by year with the growth of population and advancement.” The NCD, in a press note, further expressed concern at the power problems faced by consumers, which have led to upset sections of the public causing disturbances to the Power Department staff within Dimapur. It suggested a few measures for the department to address the cur-
rent situation. Is the Modern State declining?
W
ith the end of the Cold War, the modern states are becoming much more fluid, their borders are blurring, migration is diluting ethnic homogeneity and the growing reality of interdependence has induced a situation of far-reaching international cooperation. This has created a world of multi-lateralism. Strobe Talbott says that the old Westphalian system of nation-states “is giving way to a new system in which nations feel secure enough in their identities and in their neighborhoods to make a virtue out of porous borders and intertwined economies and cultures.” He cites the establishment of the euro as a common currency as an example of the “pooling of sovereignty in certain areas of governance.” Western political commentators have been pointing to a decline in the importance of the modern State and say that humankind is moving towards a more federal world, with the modern state being eroded from below and above. However, on the other hand, struggling people sin Asia and Africa do not share the same opinion. In fact, on the contrary, they hold the view that the state will become more coercive and regulatory in the 21st century. Currently state policies indicate that in the absence of “calibrated and calculated responses” to conflicts arising out of the denial of justice and freedom, States will become more violent and predatory. While the modern State seems to be moving away from the classical understanding of Westphalian State sovereignty and boundaries, it is evident that States are in reality converging to form alliances or supra-states to protect their own interests. The underpinning reality is that the ‘form’ of the State is changing, but its ‘content’ remains the same. In other words, the outer ‘form’ of a State maybe subsumed into larger blocks that will establish new borders while blurring old ones (as in the case of the European Union), but at its core it retains the monopoly to use legitimate force to retain its control and power over the people. In this context, the difficulties around a peoples’ desire to put into praxis their self-determining capacities and to chart their own future has been elevated to a macro level. With the increasing alliances between States that seeks to protect their common interests, the challenge of a people’s right to exercise their sovereignty has increased manifold. For instance, the Kachin people’s right to self-determination will affect not just Burma, but ASEAN as well. Therefore, from a struggling peoples’ perspective, the notion that the State is on the decline is misleading. This amplifies the need to look beyond the State, and hence, beyond the present Westphalian World Order.

Direct Action Gets Results
n the village of Kalabalge, in the northern Nigerian state of Borno, the people struck back. While politicians dithered and activists twittered, the people of Kalabalge armed themselves and took the fight to their enemies, ambushing a Boko Haram convoy en route to attack their village. At least forty-one Boko Haram militants were killed and ten were captured as the villagers surprised two trucks carrying militants. Armed with rifles, machetes and bows, the brave people of Kalabalge did what the Nigerian military could not and sent Boko Haram off howling. We are conditioned to think of “activism” as getting someone else to do something. We plead with elected officials and bureaucrats, prodding them to take action. But the best and most effective activism is when we take matters into our own hands and solve our problems — or strike at our enemies — ourselves. In Mexico’s Michoacan province, the people rose against the Knights Templar cartel, driving them off with such alacrity that the Mexican government has given up attempts to suppress the vigilantes and now hopes to suborn them, turning them from a natural manifestation of the people’s wrath into another arm of the criminal state. We pray they resist the attempt. And now in Nigeria, the people are rising. While the rest of the world responded to Boko Haram’s vicious crimes with hashtags and selfies, the people of Kalabalge responded with bullets and machetes, taking their lives and their families into their own hands. To defend oneself is to learn to rely on oneself; in self-defense courses, we learn confidence in our own strength and power as much as we learn specific techniques for defeating assailants. Boko Haram reacted the way bullies have reacted from time immemorial to suddenly emboldened victims — they turned tail and ran, leaving their dead and wounded behind like the cowards they always were. In America, the imperial center, we too must learn to act directly against the bullies in our midst, against the forces of the empire. These actions need not be direct, violent confrontation — although those who do choose to engage their oppressors directly deserve our respect. In the anti-war movement over the last fourteen years, many consciousness-raising, fund-raising and feel-good events have been held, but the most effective activism I’ve seen has taken two forms — discouraging enlistment, known as “counter-recruiting,” and encouraging soldiers currently in the military to get out. Both are much more challenging than holding a sign at a rally, requiring us to get to know the people we are trying to reach and to offer them a good alternative to the military, which is one of the last places left in our society where any able-bodied young person can get a secure job with good pay and benefits. But both get results that matter, denying grist to the imperial mill, forcing the managers of the imperial state to spend more time and money on finding and retaining soldiers and less on killing and maiming others. Talking to a classroom in an inner city high school about alternatives to the military is not as dramatic as ambushing a Boko Haram convoy in Nigerian jungle in the middle of the night, but both actions share one key aspect — neither involves begging power for mercy and comfort. Rather, both take on the enemy directly, confronting personally the mechanisms of oppression and violence. If we are going to be saved, we must follow the bold example of the people of Kalabalge, and save ourselves.

Faith in rights: ethics of the public square A
t the corner of a Protestant and a Catholic street in Belfast, goes a joke recounted by the sociologist Olivier Roy in Holy Ignorance: When Religion and Culture Part Ways, a Bangladeshi grocer opens a store to serve both communities. A hooded man storms in, holds a gun to the grocer’s head, and asks, “Catholic or Protestant?” The grocer replies, “But I am Muslim.” Undeterred, the gunman asks, “I mean a Catholic Muslim or a Protestant Muslim?” In principle, as Larry Cox observed earlier on openGlobalRights, rights and religions converge on a “shared belief in what the Universal Declaration of Human Rights calls ‘the inherent dignity’ of ‘all members of the human family’.” But the reality is that states align with orthodoxy for reasons of expediency, as both Roy and openGlobalRights author Nida Kirmani note. Ties that blind Secular and religious activists alike can be so selective in their empathy over rights violations that one must often ask whether the “human” element is even at play. Aung San Suu Kyi won acclaim for standing up to the regime in Burma/Myanmar — yet her silence on the horrendous persecution of the country’s Rohingya Muslim minority is deafening. Western churches voice a litany of complaints on behalf of co-religionists — such as the Nigerian Christian victims of Boko Haram, whose targets routinely include Muslims. Yet not a peep is sounded when Christian militias do likewise to Muslims next door in the Central African Republic. An interesting twist is the unconditional support of American evangelical churches for Israel, against Christian Palestinians whose plight in Jerusalem is perhaps more conspicuous (at least in western media) than the dispossession of the Muslim majority. No better is the selectivity in foreign policy choices on human rights and religious freedom, with a pattern of western support for repressive regimes that preside over strategic assets or espouse convenient ideologies. From the Cold War-era to this day, the list includes South Africa under apartheid, Pinochet’s Chile, Rios Montt’s Guatemala, Saddam Hussein’s Iraq, Saudi Arabia, and Bahrain. In short, the states that championed the Universal Declaration and the ensuing rights regime enjoy little credibility as its global promoters. Civil society actors have significantly more legitimacy, though a fraction of the power that states can exercise. They also tend to be particular rather than universal in what they choose to champion — from gay rights and gender equity to opposing Female Genital Mutilation (FGM), torture and the death penalty. What does all this imply in practical terms today?
Getting to rights What civil society and state actors have come to agree on is that legalizing rights, at home and abroad, gives them potency. It’s a hard-won conviction about responding effectively to human vulnerability. Jack Snyder in openGlobalRights casts it in terms of the “liberalism and individualistic legalism” as doctrines of western modernity. Taking rights seriously is also about moral suasion beyond individual interest; without cogent ties to a sense of justice, even virtue, human rights are no different from rules about traffic or real estate. This is where religions can deliver powerful assets — or liabilities — in their inherent appeal to what is simply right, albeit with varying degrees of inclusivity. It is also where the western modernist turn, with its individualist brand of liberal secularism, is a decidedly mixed blessing. A cursory glance at the daily news will

ot a day goes by without news on the growing inequality that is the telling indicator of the kind of economic model in which we have put ourselves, following the neoliberal binge unleashed by the Washington Consensus. The idea that economic growth is “a rising tide lifting all boats”, as the late Margaret Thatcher declared when she announced war on the welfare state, and its twin “capital will trickle down to everybody”, are now totally discredited. Facts, as it has been said, are stubborn. Over time, the capital of the rich will grow more than everything else, and finally the very rich will see their capital grow continuously, much more than general wealth; those who inherit capital will eventually have the largest part of growth: in other words, they will suck away from the general population its increase in wealth. And this means that we are going back to the times of Queen Victoria. This is due, in fact, to a new reality: financial capitalism is doing much better than productive capitalism. The last issue of U.S. magazine Alpha lists the 25 best paid hedge fund managers. Last year, these managers – all male – earned the staggering amount of over 21 billion dollars. This beats the combined national incomes in the same year of the African countries of Burundi, Central African Republic, Eritrea, Gambia, Guinea, Sao Tomé, Seychelles, Sierra Leone, Niger and Zimbabwe. Or, to stay in the United States, Nobel Prize-winner Paul Krugman writes
Human rights cannot thrive globally without the support of pluralist religious theologies that are in tune with public culture. In Muslim settings, this means that the shari’a free itself from a narrow traditionalism that has displaced a strong heritage of inclusive and egalitarian ethics
confirm that the “illiberal, communal, and exclusionary” elements that Snyder attributes to the traditionalist religions of the global South are fully alive in the North. This is because the liberal individualist model, for all its legal bite, can only whimper on ethical solidarity. Indeed, the ongoing debate on alternative modernities to the dominant western brand is not about the South alone. It is also about what is left out by the dominant brand in treating the particular western encounter with religion as somehow giving us a global recipe for a rational and humane secular modernity. Charles Taylor’s landmark A Secular Age offers a sobering critique, and should inspire humility among those who think it’s a matter of time before the benighted South sees the Northern light. Meanwhile at the political level, the aftermath of the War on Terror, that has been marked by the gravest of abuses by western governments across the panoply of human rights, defies hubris about legalization as a panacea in securing individual and communal freedoms. If the Inquisition was a milestone in the narrative of challenging the legitimacy of the Church’s legal-political powers, the same moment may be on the horizon for the modern State. A symbiosis of civic, state and religious actors — with healthy mutual skepticism — affords the best prospect for advancing human rights. This is not only for strategic but also substantive reasons: the ethical resources for effective suasion do not reside in a single place, but are abundant in faith traditions. The historical trajectory of human rights is enmeshed with religion, and there is nothing rational about the modern secularist rupture. A transnational movement of human rights is of recent vintage and dominated by secular actors; but the idea of entitlements due to humans as such, and of solidarity in their pursuit, has ethical foundations that
stretch far beyond the reach of western modernity.
Theologies of rights None of this makes life easy. Religiously-centred approaches prize civic and kinship networks in advancing rights, as openGlobalRights authors Aminu-Kano, Ali, and Fitzgibbon argue with regard to Islam. Hence, “the government is not the first port of call,” though it remains “the ultimate guarantor of rights.” But they also claim that in campaigns for socio-religious reform by scholars and feminist networks, “Muslim societies have remained relevant, beneficial and adaptive to these changes.” Yet the gap between the former and the latter on a range of issues is enormous. Majorities across the Muslim world hold highly conservative views about the shari’a; large numbers believe, against massive scholarly evidence to the contrary, that it is divine law. This stance bolsters the cultures of patriarchy in rural and urban settings alike. It makes extraordinarily hard the work of reformers like Abdullahi An-Na’im, Zainah Anwar, Abdolkarim Soroush, Mohsen Kadivar, Tariq Ramadan, Riffat Hassan, and Muhammad Shahrur. Even the mildly ambitious reformism of Cairo’s Al-Azhar runs into a popular preference for traditionalist preachers. Generations of poor religious and secular education is not a legacy easily undone. A key obstacle is the prevalence of traditionalism under cover of fidelity to the shari’a — which in its essence is an ethical framework. The drawing out of legal principles (fiqh) from the shari’a was a venture stirred with pragmatism and assorted cultural practices. Yes, having laws was obviously a benefit for public order and private security; but having “religious” laws that many saw as sacred also meant that social change could easily be impeded. Recourse to ethical tools such as maslaha (public benefit) helped navigate back to the shari’a’s higher principles (maqasid), which were about safeguarding basic human values. “There is no religion for one who has no intellect,” affirmed the Prophet’s closest companion, Ali ibn Abi Talib (d. 661); moral reasoning is what bridges faith and the world. To insist as Aminu-Kano, Ali, and Fitzgibbon do that the shari’a amounts to Islamic law as “a complete system” is to steal its ethical thunder and reduce it to a drizzle of legal rules. It is the ethical voice that offers a supporting theology for women’s equality, minority rights within and outside the Muslim umma, and solidarity with humans at large. Leila Ahmed showed this in her magisterial account of the conflictual gender narrative in Islam. The embrace of a legalist traditionalism above ethics is sure to fall short of modern aspirations for dignity to which Muslims are no exception. Yet this trend has taken hold for complex reasons — among which is the perpetuation of self-interest by religious and political establishments. Narrow identities and civic goals are the result, with an upsurge in deadly sectarianism from Nigeria to Iraq, Syria, Pakistan and Afghanistan. Vatican II (1962-5) radically shifted Catholic political theology and brought it into direct conversation with public culture, just as James H. Cone and the civil rights movement came to refashion Protestant theology. Major shifts too are required from rigid Sunni and Shi’a Muslim orthodoxies. It may well be in the diaspora that the tectonic plates move first, given the relatively greater civic as well as religious space available to reformers. But nothing less will do than a retrieval of what a pluralist umma was about at its foundation. And it will require a symbiosis of civic, state and religious actors (with a healthy mutual skepticism) to pull it off.
Global Inequality and the Destruction of Democracy Roberto savio CommonDreams that the 0.1 percent with the most income has gone back to the 19th century. According to the Bloomberg Billionaires Index, a daily ranking of the world’s 300 wealthiest individuals, they increased their wealth last year by 524 billion dollars – more than the combined revenues of Denmark, Finland, Greece and Portugal. Just go to Wikipedia, click on National Budgets around the world, and see how many poor countries you can add, with their millions of people, to reach 524 billion dollars. The same goes for Europe. We have similar statistics from Spain. Last year, 23 bankers received retirement entitlements of 22.7 million euros and salary increases of 27 percent, against a backdrop of deflation. This is a trend which is happening everywhere in Europe, even in the Nordic countries, but also in Brazil, China, South Africa and any other part of the world. Of course, this has come to be considered a normal trend in the “new economy,” where work is now considered just a variable of production, and permanent unemployment’ is considered inevitable and structural. Meanwhile, the United Nations
claims that extreme poverty worldwide has been halved. The number of people living on less than 1.25 dollars a day fell from 47 percent in 1990 to 22 percent in 2010. There are still 1.2 billion people living in extreme poverty, but a new middle-class is emerging worldwide, even if the success in the numbers is due basically to Brazil, China and India. So, the argument from the defenders of the present economic model is “if there are a few super rich, why do we ignore the enormous progress that has created 1 billion new middle-class citizens? This argument has three obvious problems. The first is that this kind of economic growth is already shrinking the middle class in rich countries, and this contraction is bound to have serious effects in the long term. The consumption of the super-rich cannot substitute the consumption of a large number of middleclass citizens. Production of cars is already greater than demand, and this is happening for many products. Global poverty is declining, but in country after country, inequality is on the increase. The second problem is that the

rich are not paying taxes as before, because of a large number of fiscal benefits that were introduced at the time of U.S. President Ronald Reagan – “wealth produces wealth, and poverty produces poverty”. French President Francois Hollande discovered at his own expense that today you cannot tax capital because it is sacred. There are at least 300 billion dollars in tax revenues which are being lost through a combination of corporate tax incentives and corporate tax dodging. Today, there are estimates of 4 trillion dollars in fiscal paradises. And history is not abundant in examples of voluntary redistribution and solidarity by the rich and the super-rich. And the third problem is very serious. It is redundant to quote here one of the innumerable examples of how politics has become subservient to economic interests. An ordinary citizen does not have the same power as a super-rich citizen. It is ironic that the U.S. Supreme Court has eliminated any limits to donations to parties because all men are equal. Now that elections for a U.S. president are in the vicinity of 2 billion dollars, is an ordinary citizen really equal to a Sheldon Adelson, the U.S. business magnate who has officially donated 100 million dollars to the Republican Party? No big effort, his wealth increased last year by over 14 billion dollars! So is this trend good for democracy? Are the super-rich not of concern? Well, this is what we are told, and this is what we are asked to believe…

The three faces of drone war
Pratap Chatterjee nemies, innocent victims, and soldiers have always made up the three faces of war. With war growing more distant, with drones capable of performing on the battlefield while their ‘pilots’ remain thousands of miles away, two of those faces have, however, faded into the background in recent years. Today, we are left with just the reassuring ‘face’ of the terrorist enemy, killed clinically by remote control while we go about our lives, apparently without any ‘collateral damage’ or danger to our soldiers. Now, however, that may slowly be changing, bringing the true face of the drone campaigns Washington has pursued since 9/11 into far greater focus. Imagine if those drone wars going on in Pakistan and Yemen (as well as the United States) had a human face all the time, so that we could understand what it was like to live constantly, in and out of those distant battle zones, with the specter of death. In addition to images of the ‘Al Qaeda’ operatives who the White House wants us to believe are the sole targets of its drone campaigns, we would regularly see photos of innocent victims of drone attacks gathered by human rights groups from their relatives and neighbors. And what about the third group - the military personnel whose lives revolve around killing fields so far away whose stories, in these years of Washington’s drone assassination campaigns, we’ve just about never heard? After all, soldiers no longer set sail on ships to journey to distant battlefields for months at a time. Instead, every day, thousands of men and women sign onto their computers at desks on military bases in the continental United States and abroad where they spend hours glued to screens watching the daily lives of people often on the other side of the planet. Occasionally, they get an order from Washington to push a button and vaporize their subjects. It sounds just like - and the comparison has been made often enough - a video game, which can be switched off at the end of a shift, after which those pilots return home to families and everyday life. And if you believed what little we normally see of them - what, that is, the Air Force has let us see (the CIA part of the drone program being off-limits to news reporting) - that would indeed seem to be the straightforward story of life for our drone warriors. Take Rene Lopez, who in shots of a recent homecoming welcome at Fort Gordon in Georgia appears to be a doting father. Photographed for the local papers on his return from a tour in Afghanistan, the young soldier is seen holding and kissing his infant daughter dressed in a bright pink top. He smiles with delight as the wideeyed child tries on his military hat. From an online profile posted to LinkedIn by Lopez last year, we learn that the clean-cut US Army signals intelligence specialist claims to be an actor in the drone war in addition to being a proud parent. To be specific, he says he has been working in the dark arts of hunting and killing “high value targets” using a National Security Agency (NSA) tool known as Gilgamesh. That tool is named after a ruthless Sumerian king who ruled over Uruk, an ancient city in what is now Iraq. With the help of the massive trove of NSA documents leaked by Edward Snowden, Glenn Greenwald and Jeremy Scahill recently explained that Gilgamesh is the code name for a special device mounted on a Predator drone that can track the mobile phones of individuals without their knowledge by pretending to be a cell phone tower. Lopez's resumé yields more details on what Gilgamesh is capable of. The profile writer claims that he, "supervised a team of four personnel supporting the lead targeting force in Laghman and Nuristan provinces [in Afghanistan]. Assisted top-level commanders with developing concepts, approaches, and strategies to Capture/Kill HVTs [high value targets]." Last year, on completing his time in the military, Lopez says he took a civilian job operating Gilgamesh for Mission Essential, an intelligence contractor providing technical support for Pentagon drones. For that company, he says he conducted, "pattern of life analysis" and provided support for, "targeting and strike operations." Lopez lives in Grovetown, Georgia, home to a joint Army-NSA code-breaking and language translation operation, involving 4,000 personnel that, since 9/11, has taken the lead in analyzing real-time data feeds from Central Asia and the Middle East. Gilgamesh is just one of several NSA tools used on drones to track targeted cell phones. Another program, Shenanigans, was designed specifically for use by the Central Intelligence Agency. According to other documents leaked by Snowden, an operation code-named Victorydance used these tools in March 2012 to map every computer, router, and mobile device in Yemen. What do men like Lopez actually think about the sort of human destruction, not to speak of the destabilization of whole regions, that Gilgamesh and its like help to unleash? In his online job pitch, Lopez indicates straightforward pride in his work: "My efforts, both as a contractor and in the military, yielded success in identifying, locating, and tracking high value targets, and protection of US and coalition forces." It would be easy enough to assume that the kind of analytical work such remote pilots do would result in a sense of job satisfaction and little more. And that, it turns out, would be a mistake.

not only killing thousands in distant lands, but also creating an unexpected kind of blowback among the pilots themselves, provides a curious parallel to the Epic of Gilgamesh, the 5,000-year-old poem about the Sumerian king. In the ancient saga, the gods are said to have sent Enkidu to befriend the cruel king and divert him from the oppression of his subjects. When the pair travel together to slay a monster named Humbaba, Gilgamesh begins to have nightmares about death and war, causing him to question their plan. Today, like Gilgamesh of old, signals intelligence personnel connected to the drone programs have started reporting themselves haunted by the deaths that they have participated in, and plagued by the knowledge that, in the end, they often had next to no idea who they were actually killing. The publicity about a “kill list” in the White House has left the impression that those who find themselves on the other end of a drone-launched missile have been carefully identified and are known to the drone pilots. "People get hung up that there's a targeted list of people," one drone pilot told the Intercept two months ago. His view, however, was quite different: "It's really like we're targeting a cell phone. We're not going after people - we're going after their phones, in the hopes that the person on the other end of that missile is the bad guy." Brandon Bryant, a 28-year-old US airman, whose squadron has been credited with 1,626 kills, was among the first to be openly critical of the impact of remote tracking and targeting, of, that is, robot war. Bryant was a ‘sensor operator,’ which meant that he operated the cameras on the drone aircraft as part of a three-person team that included a pilot and an intelligence analyst. In an interview with GQ magazine last October, Bryant offered a vivid description of a targeting operation in Afghanistan he took part in when he was just 21. "This figure runs around the corner, the outside, toward the front of the building. And it looked like a little kid to me. Like a little human person," he said. "There's this giant flash, and all of a sudden there's no person there." Bryant says he asked the pilot: "Did that look like a child to you?" The message came back from another intelligence analyst: "Per the review, it's a dog." After six years, Bryant couldn’t take it any more. He saw a therapist who diagnosed him with post-traumatic stress disorder. This was a novel, even shocking development for an airman who had hardly ever come close to a battlefield. Bryant was suitably taken aback and, as a result, began speaking out against the system of killing he had been enmeshed in and what it does both to the killers and those killed. "Combat is combat. Killing is killing. This isn't a video game," he wrote in an angry tirade on Facebook. "How many of you have killed a group of people, watched as their bodies are picked up, watched the funeral, then killed them, too?" Killing for the CIA Bryant's campaign against drone war without accountability took on new life in late April when Tonje Hessen Schei, a Norwegian filmmaker, released her film Drone. In it, Bryant reveals that his former colleagues in the Air Force had not just been carrying out drone strikes on the battlefields of Afghanistan and Iraq where the military was involved in open warfare. They were also conducting the strikes in the supposed CIA drone assassination campaigns in Pakistan and Yemen. This was news. The CIA’s ‘covert’ drone wars in those countries were, it turns out, secretly Air Force operations. "The CIA might be the customer, but the Air Force has always flown it,” Bryant says in the film. “A CIA label is just an excuse to not have to give up any information. That is all it has ever been." Schei's film also reveals the name of the US Air Force unit that does the CIA killing - the 17th Reconnaissance Squadron at Creech Air Force Base in Nevada. "From what I was able to gather, it was pretty much confirmed they were flying missions almost exclusively in Pakistan with the intent to strike," Michael Haas, another drone pilot, told Chris Woods at the Guardian. Thanks to the film, Bryant made an unusual connection in the world of drone pilots - to the victims of Washington’s drone campaign, previously just so many pixels on a screen to him. Invited to Belgium and Norway to speak at the premieres of Schei's film, he met with Shahzad Akbar, a Pakistani lawyer who runs the Foundation for Fundamental Rights and has been leading a campaign to put a face - quite literally - on the death and destruction CIA drone strikes have caused in his country.
Faces of the victims Up in the mountains of Khyber Pakhtunkhwa in northern Pakistan, a giant image of an orphan girl is now laid out next to the mud houses of the locals. She is nameless, but according to her photographer, Noor Behram, she lost her parents in a drone strike in 2010 in the village of Dande Darpa Khel. Her picture, the size of a soccer playing field, is a product of Akbar's planning with the help of JR, a French street artist, and Clive Stafford-Smith, the founder of Reprieve, a British human rights organization. Their intent: to create images of the victims of Washington’s drone wars that could be seen from the sky. Smaller images have, in fact, been placed on rooftops in Waziristan. Their target audience: drone pilots like Bryant, Haas, and Lopez who, searching for targets to kill, might just see the Haunted by death In recent months, the first evidence that drones are face of the child of one of their previous victims. he trial of 52 indigenous people that just got underway for a 2009 massacre near the city of Bagua in northwest Peru will test the judicial system’s independence and ability to impart justice. The oral phase of the trial opened Wednesday May 14 in a court in Bagua in the northern region of Amazonas. The next hearing will be held May 26. The defendants are indigenous leaders and residents involved one way or another in the Jun. 5, 2009 clash between security forces and protesters that left 34 people dead – 24 police officers and 10 civilians – and around 200 injured. Indigenous people in that Amazon region had blocked a highway near Bagua for two months, demanding the repeal of decrees passed by the government of Alan García (2006-2011) that opened up native territories in the rainforest to oil, mining and logging companies, violating rights guaranteed in the constitution. Several of the decrees were repealed. But the bloody incident made headlines around the world. The 52 people on trial – a 53rd died last year – are facing anywhere from six years to life in prison, one of the defence lawyers, Juan José Quispe of the non-governmental Legal Defence Institute (IDL), told IPS. The
Bureau of Investigative Journalism, which keeps a tally of drone victims in Pakistan, offers a provisional figure of up to 957 civilians, including as many as 202 children, killed between 2004 and the present day.) For the last five years, Akbar and Smith have worked tirelessly on similar projects. One of their first efforts was to reveal the name of the CIA station chief in Pakistan: Jonathan Banks. In December 2010, they brought a $500 million lawsuit against him in that country, causing him to flee. The next summer they put together a collection of Noor Behram’s photographs of the dead, as well as their relatives and neighbors, that was exhibited in London. Last year, Akbar even made plans to take the relatives of drone victims to testify before the US Congress. Though he himself was denied entry to the country, he succeeded. Rafiq-ur-Rehman and his two children, nine-year-old Nabila-ur-Rehman and 13-year-old Zubair-ur-Rehman, did speak at a special hearing arranged by Representative Alan Grayson. Now, with the unexpected support of a small but growing group of former drone pilots, a campaign against “targeted killings” might well take on a new life in the US. At least six other drone pilots have already spoken anonymously to Woods, largely confirming what Bryant and Haas have said publicly. The strain of long-distance war There is evidence that other drone pilots are also beginning to crack under the pressure of drone war. Two recent studies by the Air Force strongly suggest that Bryant's PTSD diagnosis is no anomaly, that no matter how far you may be from the battlefield, you never quite leave it. Published in June 2011, the first study by Wayne Chappelle, Joseph Ouma, and Amber Salinas of the School of Aerospace Medicine at Wright-Patterson Air Force Base in Ohio concluded that nearly half of the drone pilots studied had "high operational stress." A number also had "clinical distress" - that is, anxiety, depression, or stress severe enough to affect them in their personal lives. The study attributed this to long “flying” hours and erratic shifts, but did not compare drone pilots to those in combat aircraft fighting above the battlefield. A second study by Jean Otto and Bryant Webber of the Armed Forces Health Surveillance Center and the Uniformed Services University of the Health Sciences, published in March 2013, compared drone pilots to those performing standard military missions. The level of stress, it found, was almost the same, a surprising conclusion for those who assumed that drone pilots were essentially video gamers. "Remotely piloted aircraft pilots may stare at the same piece of ground for days," Otto told the New York Times. "They witness the carnage. Manned aircraft pilots don't do that. They get out of there as soon as possible." Some believe that drone stress is significantly related to a major shortage of pilots for such planes. A Government Accountability Office report released in April tersely notes that "high work demands on RPA [remotely piloted aircraft] pilots limit the time they have available for training and development and negatively affects their work-life balance." Speaking from the heavens There is, however, likely to be far more to it than that. After Bryant came forward, for instance, Heather Linebaugh, a former drone intelligence analyst, broke her silence, too. Writing in the Guardian in late December, she summed up the largely unpublicized failure of Washington’s drones this way: "What the public needs to understand is that the video provided by a drone is not usually clear enough to detect someone carrying a weapon, even on a crystal-clear day with limited cloud and perfect light. The feed is so pixelated, what if it's a shovel, and not a weapon? We always wonder if we killed the right people, if we destroyed an innocent civilian's life all because of a bad image or angle." (And she didn’t even point out that, in the areas being attacked in Pakistan and Yemen, carrying a weapon is commonplace and not necessarily a sign that you are a “terrorist.”) Linebaugh explained that, under these circumstances, a “mistake” had terrible consequences, and not just for those erroneously targeted, but even for the pilots. "How many women and children have you seen incinerated by a Hellfire missile? How many men have you seen crawl across a field, trying to make it to the nearest compound for help while bleeding out from severed legs?" She added, "When you are exposed to it over and over again it becomes like a small video, embedded in your head, forever on repeat, causing psychological pain and suffering that many people will hopefully never experience." And don’t count on Linebaugh being the last drone analyst to speak out, either. Whether future Rene Lopezes ever actually look down from the computerized “heavens” and see the picture of that little Pakistani orphan girl, we already know that they will see horrors that are likely to prove hard to absorb. It is this third face of war, along with those of the “enemy” and innocent victims, which provides the crucial evidence that the drone project, Obama’s remote control campaign, is a failure; that it is not clinical but bloody and riddled with error; that it creates enemies even as it kills others; that it is, above all, no more a video game for those who fly the planes and loose the missiles than it is for those who die in distant lands.

f we look around, we find gloomy pictures almost everywhere. Today, there is trouble in our body- politics, economy and society. Need of good governance has been a recurring theme in our society today. Each of us is part of governance on different aspects and therefore bearing mindset of responsiveness, participation and transparency and accountability ensures reforms of good governance to be undertaken. Mahatma Gandhi rightly said that there is enough to meet out the needs of the people, but not to meet out their greed. Every state in the world initiates series of development activities in order to bring about positive changes in the economy,society and lives of the citizens. However, it has been observed that development initiatives so far had no desired effects. Widespread corruption, inefficiency, lack of responsiveness, accountability, social prejudices and ineffective administration become a source of rising discontentment with the administration among general public. Corruption is so deeply entrenched in the system that most people regard corruption as inevitable and any effort to fight it as futile. This cynicism is spreading so fast it bodes ill for our democracy itself. India is witnessing rapid modernization and robust economic performance, but it is shame that a country has a large majority of the population living without sanitation amenities. It has been more of cliché that in India access to mobile is easier than to toilet. It assures that corruption is minimized but everyday it is published and shown by the media about various scams, delay in legal proceedings(e.g., state municipalities election under reservation scanner in high courts), wasteful expenditure of government funds by elite politicians (chief guest), monopoly of ruling government as service-provider (backdoor) and failure to pay salary to our teachers ( SSA)maker of our children’s future, non-transparent system of command and control, increasing graph of complexities in distribution of various funds and schemes to their political supporters neglecting the opposition, unbiased tax evasions by our visionary groups and the gulf of per capita availability of resources between the responsible elite representatives of the people.Lack of effective and stringentpolicies and laws to curd the growing influx of immigrants in our economy and no strict law for the defaulters of law- crimes, bribes etc…Witness so much instance where large sums of money have been spent on needed development ventures but their costs are much higher owing to contracts which is redirected to those paid bribes. In this connection, it may be mentioned that the much publicized NREGA (renamed into MGNREGA) reflects the disbursement among citizens and households randomly rather than bringing rural development is an excellent example of the importance of critical linkage between government and development. More ever, the level of corruption, bribery, malpractices and other evils practices against social and economic development are being increased due to poor governance in our society. Most of the innovative programs which are seldom replicated across the state remained under the islands of excellence which a common man is not much aware of. Since the innovations were not up sealed therefore their impacts remain limited. In order to assess the effectiveness and impact of administrative reforms finding the right leadership is important but, to the extent one gets internal organization design right and also has clarity on the roles and ensures that the creation of organizations and power of government are well grounded. However, if only we citizen also stop our money-based voting than refined measures can be initiated by our laws. Capturing the incidence in our own capital where our own city buses are being driven by non-locals and also a marginal ratio of non-local earnings in our own unorganized sector. (Source: KCCI – Kohima unorganized sector earns about 238 Crores annually. Out of which 11980 are nonlocal workers earning about nearly 60% of our annual earning,which is mainly been diverted to other states). Former UN Secretary General, Kofi Annan once said, “Good governance is perhaps the single most important factor in eradicating poverty and promoting development”. Good governance should be conceptualized as a goal and as a process that accelerates growth, equity and human development potential for the people and society. It further highlights, good governance need to ensure all, including the poor and other disadvantaged groupand should have the means to influence: - to influence the direction of development, to make contributions to development, to share the benefits of development, to initiates a series of development activities in order to bring about a positive change in the economy, society and lives of the citizens.It is important to place various initiatives in a citizen- centric perspective with social audit mechanisms and with proper RTI legislation to ensure good governance for introducing transparency and accountability that parallels the economy and good governance with growth and development.
Bagua Massacre – A Test for Justice in Peru charges against 12 police officers also implicated in the violence, Quispe said. But it is demanding a life sentence for seven of the 52 civilians, including indigenous leader Alberto Pizango, president of the Interethnic Association for the Development of the Peruvian Rainforest (AIDESEP), which organised the 2009 protest and roadblock. “We follow the people’s mandate,” Pizango told IPS a few days before the start of the oral phase of the trial. After the massacre, Pizango went into exile in Nicaragua. But he returned in May 2010. The other defendants facing a possible life sentence are Santiago Manuim, Héctor Requejo, Ronald Requejo, Danny López, Feliciano Cahuasa and Joel Shimpukat. According to Quispe, there have been irregularities from the very start. For example, he said, the justice system did not accept the defence’s request to interrogate former president García and several of his ministers. “The court told us it was not summoning them because they were not eyewitnesses,” the lawyer told IPS. “But this case has political implications.” One key aspect that

The indigenous leaders say an agreement had already been reached with the police chief that, if the order to dismantle the roadblock came from Lima, the protesters would be warned ahead of time, to allow them to peacefully pull out. But at 5:00 AM the morning of Jun. 5, 600 heavily armed police swarmed in to disperse the protesters on the Devil’s Curve, a stretch of the road that links the main rainforest cities in northern Peru with the coast. When they heard that the police had opened fire at the roadblock and that protesters were being killed, the Awajún native demonstrators occupying a nearby oil pumping station – Estación 6 – decided to take repri-

According to Quispe, the president of the court, Gonzalo Zabarburu, made another mistake when he sentenced one of the defendants, Feliciano Cahuasa, to house arrest in a city different from the one already determined by another judge. “That arbitrary decision affects the defendant, who had already done all the paperwork and taken the steps needed to comply with the order of the other judge, and now has to find a new home, to serve his house arrest,” said Quispe.

The defence finally managed to get him transferred to house arrest. The court also made a risky decision by ordering that one of the defendants, Trigoso, be transferred to a police station during a recess in the trial rather than leaving him in one of the rooms in the court building until the hearings began again. Trigoso was escorted by several police through a large crowd of indigenous family members and supporters anxiously waiting outside the building. “Something regrettable could have happened because of an absurd order by the judges,” said Quispe. But there were no incidents. One of the first lessons that Bagua left indigenous communities was that they needed to move from “the big protest to the big proposal, and from the big proposal to the big action, which consists of the full exercise of the right of self-determination of [indigenous] people,” Pizango told IPS. “The people will never again block highways, because now they know the trap the Peruvian state sets up. If you come out to defend the voice of the people, what you receive is aggression, bullets and

New Delhi, May 19 (iaNS): Known for his “ironfist” governance style, Prime Minister designate Narendra Modi is likely to have a smaller cabinet, which he could then monitor closely, say those aware of his working style. As hectic parleys go on over portfolio distributions, a BJP leader close to the Gujarat chief minister pointed out that it has been clear since campaign days that Modi’s cabinet will be smaller. “He has always said ‘minimum government, maximum governance’, that is the clearest indicator that his cabinet will not be big,” the senior BJP
leader, speaking on condition of anonymity, told IANS. A thumping majority with 282 seats for BJP also means there will be no ally pressure for ministerial berths, points out another party leader. Saurabh Patel, a minister in Modi-led Gujarat government, who is known to be close to Modi, said the BJP leader’s style is of setting up systems and taking complete responsibility. “It is always pleasant working with such a dynamic leader. He believes in taking complete responsibility,” Patel told IANS over phone from Gandhinagar in Gujarat. “He forms a system, makes
transparent policies and ensures that everything is within a framework. It is this discipline that is his speciality,” said the Gujarat minister who holds a number of portfolios including energy, finance, industries, petrochemicals, minerals and civil aviation. Modi “trusts the people he works with”, and has the capability of “getting the best out of people”, noted Patel. “He is not known to give any special favours,” he added. Another BJP leader, who did not want to be named, said Modi would keep a close watch on the key ministries. “A smaller cabinet, and

Celebrated writer on Hindu nationalism Eva Borreguero in her article titled “The death of a dynasty, the birth of a leader” in the leading Spanish newspaper El Pais, writes that Narendra Modi’s victory has been significant in many ways. Most prominently, it has “radically changed the political arena historically dominated by the Gandhi dynasty”, that started with Jawaharlal Nehru and is currently represented by his great grandson, Rahul Gandhi, she writes. The expert points out how this election campaign has seen Gandhi pale into insignificance against “the charismatic figure of the nationalist Bharatiya Janata Party leader who has to his credit the successful transformation of the Indian state of Gujarat” but who also bears the cross of
more control, is what is expected... It is Modi’s governance model. He would have his eye on all ministries,” said the party leader. He also pointed out that former prime minister Atal Bihari Vajpayee monitored all ministries closely. Dinesh Shukla, senior political analyst and former professor of political science at Gujarat University, who also taught Modi in the university, however said that Modi’s “one-man
show” style of functioning may not work in Delhi. “In Gujarat it was a oneman show for Modi, but in Delhi, the situation will be different. It will be difficult to function that way, he will need to change his style a bit,” Shukla told IANS. Modi did masters in political science from the Gujarat University in 1983. “He will have to take everyone along, and it seems at the moment that he is taking everyone along. Whatever will be the situation, it will be clear in a day or two,” Shukla said. “Modi is a seasoned politician, he can adjust well,” he added. While the BJP remains tight-

paTNa, May 19 (ageNCieS): Putting an end to the political crisis in Bihar, Nitish Kumar on Monday announced Jitan Ram Manjhi as the next chief minister of the state. Addressing reporters here, Kumar said, “He (Jeetan Manjhi) is a very experienced leader who has contributed a lot to party.” Reports claim that the Dalit leader Jitan Ram Manjhi along with Kumar went at the Governor’s residence today before making this big announcement. Kumar, who remained firm on stepping down as the chief minister of Bihar, today said that he would take on the responsibility again if he wins the mandate in the 2015 state Assembly polls. “If people give me mandate in 2015 I am ready to take up responsibility again,” Kumar told his supporters gathered outside after the crucial JD(U)LP meeting at his official residence. He said the JD(U) LP had authorised him to choose a new leader which he would convey after meeting with Governor DY Patil. The meet is underway at present. A former junior woman colleague last year accused Tejpal of rape during ThinkFest, a high-profile conference organised by the Tehelka founder in Goa. Model code ceases to be operational
CheNNai, May 19 (iaNS): The Election Commission (EC) Monday said the Model Code of Conduct has ceased to be in operation following the completion of the Lok Sabha election process. The model code is enforced from the date the Election Commission announces the poll schedule, Tamil Nadu Chief Electoral Officer Praveen Kumar said in a statement issued here. “The EC has stated that now the declaration of results in respect of all the parliamentary constituencies has been completed, and the ‘due constitution’ notification has been issued May 18, the model code of conduct has ceased to be in operation with immediate effect,” he said.
UP minister dies at unmanned railway crossing
JauNpur, May 19 (pTi): A state minister and two of his staff were killed on Monday after the car they were travelling in was hit by a train at an unmanned crossing in Linebazar area, police sources said. SP leader Satai Ram Yadav (61), a minister of state was in his car, when it was hit by Jaunpur-Aurihar passenger train at Khalsaha crossing this morning. Yadav’s gunner Bhikhram Verma (27) and driver Rohit Dixit (35) were the other two victims. All three died on the spot they said. As soon as the news of minister’s death spread, his supporters from nearby villages gathered on the spot and started pelting stones on the train, which had stopped after the accident. Government Railway Police (GRP) and local police somehow controlled the situation after which the train could move ahead. The dead bodies of victims have reached district hospital, from where it would be handed over to their family members after postmortem. Senior officers, political leaders have reached the hospital, where a large number of people have gathered.

The waiter, Molay Baug from JW Marriot Hotel, told the court that he had
served cocktails and white rum to the group, but could not recall whether Khan also consumed the drinks with his friends that night. “It was dark and the lights were dim... I could not see who consumed the drinks... All that I can recollect is that I served the drinks to the group, which came along with Salman Khan,” Baug said during cross-examination by Khan’s lawyer Shrikant
Shivade. The waiter admitted that it would be difficult for him to say whether all the people in that group had taken alcohol that night. Another witness Laxman More, a policeman, who was on guard duty for Salman Khan’s younger brother Sohail Khan said he was posted at the Khans’ residence in Bandra that night. Though Salman and Sohail went together to ‘Rain Bar’ that night, Sohail returned
after midnight. Around three hours later, a man came and informed police posted at the residence that Salman had met with an accident. More said that he, with several others, rushed to spot with the man who informed the police in his vehicle, but did not find Salman at the accident site and waited for two-three minutes. New Delhi, May 19 (iaNS): A decision on the Congress leader in the LS being recognised as Leader of Opposition will be taken by the new Speaker and may require “legal interpretation”, parliament officials said here. The Congress has won 44 seats in the LS, which is less than a tenth of the total strength of 545 of the lower house. The party won the second highest seats in the Lok Sabha behind the Bharatiya Janata Party, which won 282. The officials said there are two laws dealing with the matter and a book “Directions by the speaker of the Lok Sabha” also deals with the issue. The Leaders and Chief Whips of Recognized Parties and Groups in Parliament (Facilities) Act, 1998, defines a “recoginsed party” in the Lok Sabha as “every party which has a strength of not less than 55 members in the house”, said an official. The other law dealing with the issue was the Salary and Allowances of Leaders of Opposition in Parliament Act, 1977, which terms Leader of Opposition in the LS as the member “who is for the timebeing the leader in that house of the party in opposition to the government having the greatest numerical strength and recognised as such by the Speaker”.

New Delhi, May 19 (iaNS): Congress president Sonia Gandhi Monday said the responsibilities of her party “go far beyond winning elections” and expressed apprehension that the party may have lost touch with the youth and the society in general which is “evolving and changing rapidly”. “We should try and understand why our support base has eroded to this extent. Have we fully identified with aspirations of our people?” she asked partymen, while also congratulating the winning candidates and thanking party cadre for their support.
Speaking at the Congress Working Committee meeting here, Gandhi alleged that the message of the Congress was lost in an aggressive campaign of the Bharatiya Janata Party, which also took to polarising voters. “The message of the Congress was lost in the din and dust raised by an aggressive and polarising campaign by our opponents,” she said. She thanked outgoing Prime Minister Manmohan Singh for “stewardship of the government”. She offered to resign as Congress president, but that was rejected unanimously by the Congress Working Committee.

Thai acting Prime Minster rules out resigning BANGKOK, MAy 19 (ReuteRs): Thailand’s acting prime minister on Monday ruled out resigning as a way out of a protracted political crisis that is stunting economic growth, as anti-government protesters stepped up pressure to remove him and install a new administration. Thailand is stuck in political limbo following the dismissal of Prime Minister Yingluck Shinawatra and nine of her ministers on May 7 after a court found them guilty of abuse of power. Six months of turmoil that has included violent protests and a disrupted general election is dragging down Southeast Asia’s second biggest economy, which shrank 2.1 percent in the first quarter of the year. Commerce Minister Niwatthamrong Boonsongphaisan has replaced Yingluck as caretaker prime minister, but the anti-government protesters say he has no legal standing and they want a “neutral” government to push through reforms. Niwatthamrong met members of the Senate, which is trying to come up with a way out of the deadlock, but he told them he would not resign. “The current cabinet is legal in every way ... it must stay until a new cabinet of ministers is elected in. ‘E-cigarettes boost drugresistant bacteria’
WAshiNGtON, MAy 19 (iANs): Despite being labeled as a healthy alternative to cigarettes, e-cigarettes may increase the virulence of drug-resistant and potentially life-threatening bacteria, a study has warned. What is more, researchers found the vapour is also decreasing the ability of human epithelial cells to kill pathogens. Researchers tested the effects of e-cigarette vapour on live methicillinresistant Staphylococcus aureus (MRSA) and human epithelial cells. MRSA commonly colonises the epithelium of the nasopharynx where the bacteria and epithelial cells are exposed constantly to inhaled substances such as e-cigarette vapour and cigarette smoke. “The virulence of MRSA is increased by ecigarette vapour,” said lead investigator Laura E Crotty Alexander, assistant professor of medicine in pulmonary and critical care at University of California, San Diego (UCSD). Exposure to e-cigarette vapour increased the virulence of the bacteria, helping MRSA escape killing by antimicrobial peptides and macrophages. However, the vapour did not make the bacteria as aggressive as cigarette smoke exposure did in parallel studies her group conducted, Crotty Alexander added. To conduct the e-cigarette vapour experiment, the researchers grew MRSA in culture with vapour concentrations similar to inhalers on the market. However, when MRSA is exposed to regular cigarette smoke, their virulence is even greater. Unfortunately, while e-cigarette vapour is increasing bacterial virulence, Crotty Alexander found that the vapour is also decreasing the ability of human epithelial cells to kill pathogens. The study was presented at the 2014 American Thoracic Society International Conference recently.

Libya army orders Islamist-led militias to capital
tRiPOLi, MAy 19 (AP): Libya’s army chief ordered the deployment of Islamist-led militias to the capital Tripoli on Monday in response to the storming of parliament by forces loyal to a renegade general, paving the way for a possible showdown between rival militia fighters. The revolt by Gen. Khalifa Hifter threatens to detonate the long volatile divisions among the multiple militias that dominate Libya amid the weakness of the central government and military. Hifter says he aims to crush Islamists he accuses of seizing control of the country and he appears to have the support of some militias from the eastern half of the country

In the other camp, parliament chief Nouri Abu Sahmein — an Islamist-leaning politician — ordered a powerful umbrella group of mainly Islamist militias known as “Libya’s Central Shield” to mobilize on Monday to defend against Hifter’s forces. His backers also include members of a federalist group that had declared an autonomous eastern government and seized the region’s oil terminals and ports for months, demanding a bigger share of oil revenues. Hifter’s declaration of parliament’s suspension was largely ignored, and his forces pulled out late Sunday. For hours afterward, fighting took place around the road to the Tripoli’s airport and its southern outskirts. By Monday morning, the gunfire died down and a tentative calm returned to the city.

seOuL, MAy 19 (ReuteRs): South Korean President Park Geunhye, tears rolling down her cheeks, formally apologised on Monday for a ferry disaster that killed about 300 people, mostly school children, and said she would dismantle the coast guard for failing in its duties.
Park has been hit hard by an angry nationwide outcry over the government’s response to South Korea’s worst civilian maritime disaster in 20 years and the seemingly slow and ineffective rescue operation. Polls show support for Park has dropped by more than 20 points since the April
16 disaster. “I apologise to the nation for the pain and suffering that everyone felt, as the president who should have been responsible for the safety and lives of the people,” Park said in a televised national address, her first since the Sewol capsized and sank with 476 passengers and crew on board. In an unprecedented show of emotion, tears flowed as she fought back sobs, remembering some of the teenagers who died trying to help one another, calling them heroes. Park, who is serving a single fiveyear term, is the daughter of Park Chung-hee, the former military strongman who ruled for nearly two decades in the 1960s and 1970s. She lost both her parents to assassins. At least 286 people on board the Sewol were killed and 18 remain missing. Only 172 people were rescued, with the rest presumed to have drowned. Of the passengers, 339 were children and their teachers on a field trip from a high school on the outskirts of Seoul. Park vowed sweeping reforms to improve oversight, as well as tough punishment for bureaucrats and businesses whose negligence endangers public safety.
“A 20-year-old vessel was bought and refurbished to add excessive capacity, then it was loaded with much more cargo than allowed with a false reporting on weight, but not a single person in the position to supervise stopped any of it,” Park said. She singled out structural problems within the coast guard as the main reason why there was such a high casualty toll from an accident that played out on national television as the vessel gradually sank with most of the passengers trapped inside. “Had there been an immediate and proactive rescue operation after the accident, we would have been able to reduce the casualties,” Park said. The coast guard’s rescue duties would be transferred to a national emergency safety agency to be set up and the national police will take over its investigative function, she said.

The top-seeded Pacers are ready to use it against the two-time defending champs. They took the first step Sunday, when Paul George finished with 24 points and seven assists, David West added 19 points and seven rebounds, and suddenly surging Indiana led wire-to-wire in a 107-96 victory over the Miami Heat in Game 1 of the Eastern Conference finals. "This is just a fun matchup," George said. "It's one that we've been waiting for all year." For the first time in this year's playoffs, the Pacers won a series opener. And for the first time in their last three playoff battles against the Heat, the Pacers won Game 1. Game 2 is Tuesday night. Britain's Daily Mail newspaper reported Sunday that McCullum told investigators he was offered more than 100,000 British pounds by a former star player to underperform. McCullum is reported to have said he was "really shocked" at

It's an ugly side of the beautiful game and it involves just about every aspect of it: diving in the penalty area, pretending to be mortally injured by a harmless tackle or stealing a few meters (yards) at a throw-in. Count on seeing it all at the World Cup in Brazil; the founders of association football would shudder at how entrenched deception and trickery have become in the modern game. There's cheating in other sports, too. Doping has been a bigger problem in other sports, but when it comes to seeking an unfair advantage by deceiving the referee, football players are in a class of their own. Here are some of the most common ways they do it: DIVING You would think that the penalty area is more slippery than the rest of the pitch because that's where players
tend to fall the most. Despite the risk of picking up a yellow card for diving, many attacking players turn into Bambi on ice when they enter the area, routinely falling at the slightest contact with a defender and sometimes with no contact at all. By the same token, defenders who knowingly foul an attacking player often proclaim their innocence to the referee with one of the following gestures: Waving index finger (nothing happened), extending arms with palms up (I didn't do anything) or cupping hands downward in a forward motion (he took a dive). FAKING AN INJURY This is perhaps the dirtiest trick of all, because it involves appealing for sympathy and concerns over your health when in reality there's nothing wrong with you. Outside of soccer, most people stop doing this at some point during adolescence. The purpose of this con is to delay the game or make the referee
