Facebook to acquire WhatsApp for $19 bn New York, FebruarY 20 (IaNS): In an acquisition move bigger than Google, Microsoft or Apple have ever done, Facebook has announced to buy mobile messaging service WhatsApp for $19 billion. Facebook CEO Mark Zuckerberg, in a statement released Wednesday, explained why his company is paying $19bn - $12 billion in Facebook stock and $4 billion in cash - for WhatsApp. “Our mission is to make the world more open and connected. We do this by building services that help people share any type of content with any group of people they want. “WhatsApp will help us do this by continuing to develop a service that people around the world love to use every day,” explained Zuckerberg.

New DeLHI, FebruarY 20 (MexN): An amount of Rs. 190 crore has been sanctioned for Nagaland State’s first medical college, while another Rs 45 crore has been sanctioned for a tertiary Cancer center. The note stated that Imchen conveyed his gratitude to the Union Minister on behalf of the DAN government and the people of Nagaland state for sanctioning the projects. The Union Minister informed that the central government’s share in the project will be 90 percent, while the State’s share will be 10 percent.
Gegong Apang joins BJP

ITaNaGar, FebruarY 20 (PTI): Congress stalwart Gegong Apang, who served as the second longest serving chief minister in the country with a record 22 years, mostly with the party, has resigned and joined the BJP. Apang, in a letter to Arunachal Pradesh Congress Committee president on February 17 resigned from the primary and active membership of the party, party sources said. He joined the BJP in New Delhi during the day in the presence of senior party leaders, Arunachal Pradesh BJP unit president Tai Tagak said here today.

Parliament approves 29th state
New DeLHI, FebruarY 20 (IaNS): Parliament Thursday gave its approval to carve out Telangana out of Andhra Pradesh as India’s 29th state, with the Rajya Sabha passing the bill for creation of the new state by a voice vote amid bedlam. Intervening in the debate on the bill which was marked by several adjournments and slogan shouting by members opposed to the creation of the new state, Prime Minister
Manmohan Singh sought to reach out to Seemandhra, announcing a special package for the region. Members of Communist Party of India-Marxist and DMK staged a walk out before the bill was passed, while the Shiv Sena, Trinamool Congress and Samajwadi Party were among the parties that opposed the bill. Seemandhra members belonging to the Telugu Desam Party (TDP) raised slogans of ‘Save Andhra Pradesh, Save Democracy’

Ninety two year old Temjenlila Ao squints as she watches blurred images on her television set. Sitting on a stool in her modest living room, she turns away from the screen and looks at a bulky transistor radio atop her dresser. She had bought the radio sometime in the 1970s while working as a nurse in Assam. “This was our only source of information and entertainment for many years;” Temjenlila recalls her family huddling up daily for the evening news and her children listening to songs on it regularly. “I hardly ever turn it on now,” she says, turning her gaze back to the television. In a world where television and the internet have revolutionized participation in public debate, the radio is often ignored by the mainstream. However, this device is not completely exhausted yet. Despite the increasing number of internet users, the United Nations Educational Scientific and Cultural Organization (UNESCO) notes that the radio is still a major medium to reach “remote communities and vulnerable peoples.” Bulky sets have been replaced by mobile phones tuned into radio frequencies and the ubiquity of mobile technology enables even remote communities to interact with radio shows, using a tool already in their possession. While the radio remains an uncelebrated yet significant medium worldwide, Nagaland State continues to lumber in a mono-dimensional existence, as far as radio waves are concerned. All India Radio (AIR) Nagaland dominates the frequencies in the State, leaving no other alternative for the ever decreasing number of radio listeners. On their part, AIR acts as a reliable provider of news and broadcasts frequent entertainment and educational programmes. However, the parastatal aspect of a communication medium, sanctioned and at least partly controlled by the ‘State,’ is a concern for some people. Jacob Yanthan, a teacher from Kohima

near the chairman’s podium during the debate on the bill. Manmohan Singh, who had a protective ring of Congress members around him as he spoke, assured that special status will be given for five years to Seemandhra region - the residual state of Andhra Pradesh following creation of a separate Telangana. Before the passage of the bill, Leader of Opposition Arun Jaitley said that there was need to amend the constitution on pro-
posal of powers given to the governor concerning law and order. However, the government did not agree to his suggestion. Jaitley said that the process of creating Telangana by bifurcating Andhra Pradesh should be “legally correct”. “Law and order belongs to state. Governor is a representative of the central government. Can you do so (give him the powers of law and order) without amending constitution?” he asked. Related story on page 8
koHIMa, FebruarY 20 (MexN): Nagaland Chief Minister Neiphiu Rio has been chosen as the Democratic Alliance of Nagaland’s candidate for the lone Lok Sabha seat from Nagaland State. DAN comprises Naga People’s Front, Bharatiya Janata Party and Janata Dal (United). The Nationalist Congress Party is not a pre-poll partner of the NPF, but is extending outside support to the Government in the 60-member State Assembly while the Independent MLAs are also with NPF. Briefing media persons after a closed door meeting of the DAN Coordination Committee meeting held at NPF central office here today, DANCC chairman Dr. Shürhozelie Liezietsu said that DAN partners have unanimously decided to accept Rio as the consensus candidate. He said following the approval of the NPF Working Committee to clear the candidature of Rio yesterday, the DAN Coordination Committee today held the final sitting endorsing the recommendation of the NPFWC. “The DAN partners - NPF, BJP and JD(U) - are of the same opinion that Rio will be the right candidate to go to Delhi and represent the Naga people,” said Dr. Shürhozelie, also president of NPF. Today’s meeting, furthermore, urged other political parties to extend support to the DAN candidate. The meeting did not discuss who could succeed Rio. Dr. Shürhozelie said it has also been decided that the NPF will now approach the Opposition Congress and Independent MLAs to be in-sync with the decision of the DANCC. However, on the remarks of the State Congress president SI Jamir

says, “While the print media in Nagaland has, for the most part, succeeded in becoming independent voices, the radio airwaves are still dominated by the State.” “I’m not suggesting that there is anything Orwellian at play here. But it is unhealthy and it is time for autonomous views to emerge in Nagaland’s radio waves as well,” he asserts. Spectrum allocation restrictions in “disturbed areas” of India do not help the case either. The World Association of Community Radio Broadcasters, in a 2013 report, noted that “there have been no actual clearances for community radio license applications from certain specific regions of the country.” “This is particularly the case of ‘disturbed areas,’ in spite of the recognized contribution of community radio elsewhere to dialogue and peace building,” the report added. When UNESCO declared February 13 as World Radio Day, it was done to “. . . promote access to information and freedom of expression. . .” It was also done to recognize the radio’s vital role in boosting the entertainment industry, particularly music. Temjen Jamir, a musician from Dimapur, views that independent FM radio stations can provide a major boost to the local music scene. “Many Naga musicians can benefit by getting local airtime, thereby reaching more people with their music,” he adds. Jamir feels that the radio can be a major complementary avenue for local musician, given the ever increasing presence of Naga artists on the internet. The radio acts as a tool to promote industry for some, induces nostalgia in many and appears as hope for a freer and better informed world for others. Fighting for the realization of Africa’s dignity, values and aspiration, the Bamako Declaration (1993) pertinently asserts, “Radio pluralism is an essential component in the deepening of the democratic process now underway: it allows people greater access to a diversity of information, and guarantees increased popular participation for sustainable human development. . .”
DIMaPur, FebruarY 20 (MexN): The GPRN/NSCN has stated that it will demand the “unconditional release” of all its members booked under the National Security Act (NSA) for arms possession if Isak Sumi, allegedly from NSCN (Khaplang), is released from the Dimapur Central Jail where he is currently lodged. A press release from the MIP of the GPRN/NSCN claimed today that the said Isak Sumi had “master-minded” a number of incidents in Dimapur, Kohima and Zunheboto where people and business establishments were threatened with death and bombs. Sumi, according to GPRN/NSCN, is in the Dimapur Central jail “for possession of multiple arms from Zunheboto.” The MIP quoted the example of an IRB personnel sustaining bullet injuries in a shoot-out at a BOC near Chandmari, Kohima, three years ago. Then, a bomb was thrown inside a jeweler’s in Murgi Patti,
Dimapur, injuring two people, where one died. In Zunheboto district, three criminals were “rescued at gun-point,” noted the MIP, from the district jail on October 29, 2013, resulting in the suspension of three police personnel. “There are numerous incidents which occurred, pertaining to the same group of people while nothing is being done about it,” stated the GPRN/NSCN. The MIP, while stating that “such kind of repeated offenders should not be let off scot-free,” also said that “If the district administration and the law enforcing agencies releases Mr. Isak from its custody, GPRN/NSCN shall demand immediate release of all the civil and military members who have been booked under NSA for mere possession of arms. GPRN/NSCN reiterates unconditional release of all its members booked under NSA for arms possession on the day of Isak’s release from Dimapur Central jail.”
that if a consensus candidate is to be sent to Delhi, then there has to be a meeting of all political parties, Dr. Shürhozelie said, “I will approach and request them to accept the consensus because Nagaland has only one seat and whoever goes will represent the Naga people and it will have greater impact in Delhi.” Asked whether sending Rio would hamper the party government in Nagaland State, he replied in negative stating that “even if Rio goes, another leader will take over and we will see that the transition is smooth.” BJP Nagaland unit president M Chuba and State unit JD(U) president Mhonjan Lotha also talked on similar lines expressing that they had been contemplating fielding their own candidates but now, with the approval of the national leaders, they have decided to support Rio as the consensus candidate of DAN. NCP is part of the UPA government at the centre but in the State, the party has been extending outside support to the NPF led DAN government. Former home minister and NCP MLA, Dr. TM Lotha, said they have convened a meeting on February 21 to discuss the issue. “We will extend support to Rio, but we will have to first discuss among ourselves,” he said. Amidst speculations and lobbying for the chief minister’s post, the JD(U) insisted that the next CM should focus more on economic development of the State and welfare of the people. Spokesman for the party, Sushil Kumar, urged that whoever becomes the next CM should give top priority to exploring the potentials of the State and emphasize more on economic development. nttU demands removal of nagaland forest Minister DIMaPur, FebruarY 20 (MexN): The Nagaland Timber Traders’ Union (NTTU) and its district units have once again demanded the “removal/replacement” of the Nagaland Forest Minister, since according to them, “the genuine Naga tree farmers and plantation owners continue to groan under his corrupt practices.” A press note from the NTTU President and timber trader union Presidents of Dimapur, Kohima, Phek and Peren alleged that the “present Forest minister is selling tree felling wagons at the rate of Rs. 3 lakhs (repeat Rs. 3 lakhs) per wagon, thereby depriving the Naga tree farmers and plantation owners of their rights.” They further pulled up the DFO Dimapur for allegedly “collecting money (selling of tree felling wagons) on behalf of the Forest minister.” They added that the “DFO handed over the collected money to the minister on September 18, 2013.” “The DFO is also charging Rs. 10,000 (ten thousand) per wagon as his personal commission,” the unions alleged. The unions questioned as to why the Nagaland state government is keeping silent, “even when it is fully aware of the corruption and malpractices of the Forest minister.” At present, the unions informed, that the rate of timber/wood, which should be sold at Rs.700 per cft, is being sold at one Rs. 380 per cft “due to the heavy commission on wagons imposed by the Forest minister.” This leaves the local tree farmers and timber traders with little room for profit, according to the unions. As such, they demanded that the government remove or replace the Forest minister “before things go out of hand.”
Sumis and Yimchungrus resolve to strengthen ties
DIMaPur, FebruarY 20 (MexN): The Sumi Hoho and the Yimchungru Tribal Council, in a joint meeting today, resolved to “strengthen and uphold the age old relationship between the Sumi and Yimchungru and also stand beside one another at any circumstances in the future.” The meeting further agreed that the two Hohos will hold “brotherhood meetings” once in 3 years at Zunheboto HQ and Shamator HQ alternatively, which will conincide with “cultural exchanges” to further strengthen their relationship. This was informed in

Noke launches sanitation awareness week in Nagaland Our Correspondent
Kohima | February 20
PHED minister Noke Wangnao today formally launched national rural drinking water and sanitation awareness week here at a function held at Capital Convention Centre. Myanmar Nagas have suffered long without development
Dimapur, February 20 (mexN): The Myanmar Nagas cited today that the Myanmar Nagas living in the border areas between Myanmar and India had suffered long without development. However, the Naga Yoeyas and Naga MPs firmly believe that, “if Naga companies from border areas in Nagaland, India take responsibility for border development projects, it will alleviate the suffering of the Myanmar Nagas.” CM of Nagaland, during his visit to Myanmar, met the Speaker of Myanmar Upper House, CM of Mandalay and CM of Sagaiang Region. A press note issued by U Hla Tun on behalf of Myanmar Nagas stated that during the CM’s visit to Myanmar, Naga MPs and Naga Yoeya requested him if some companies who has huge assets and along with the support of the Government of Nagaland could take responsible for the border development projects sanctioned by the Government of India.
Myanmar Nagas and Naga MPs also requested the Republic of the Union of Myanmar and Indian Embassy, Yangon to let the sanctioned developmental projects for border developments to be handled by Naga companies in Nagaland, India as their border areas are developed.
currently procuring such things from Monywa or Mandalay takes a lot of time. “This in turn slows down the developmental works,” the note added. It may be mentioned here that during the tenure of Prime Minister, U Thien Sein, Dr. Manmohan Singh came to Nay Pyi Taw, Myanmar and in their discussion, the PM of India has committed to help US $5 million annually for the development of the Nagas in Myanmar and for Chin state for a period of five years. This developmental project began in 2012-2013 and development began for the first time in a planned manner. For the year 2014-2015, Naga companies on the Indian side were given risk and responsibility for the development of the border area projects. These companies will work based on the international laws and within the Myanmar judicial system. They will register in Myanmar as a company and all works will be done within the provisions of the laws.
Requests Nagaland state government to take responsibility for border development projects The reason is that this approach will bring the developmental works in border areas at a much faster pace. Further, another reason is that Myanmar Naga companies bring machineries and all border developmental accessories from Nagaland, India as

72 hours hill bandh in Manipur
IMPHAL, FebruAry 20 (NNN): Two separate 72 hour bandhs have been announced by tribal organisations of Manipur today. Committee on Protection of Tribal Areas Manipur (COPTAM), Kuki Students Organisation (KSO), Tamenglong district, and Kuki Women union (KWU), Tamenglong district, have announced 72 hours Manipur hill districts bandh in two separate periods. The KSO and KWU sponsored 72 hour bandh will begin from the midnight of February 21 in Tamenglong district demanding that no land of Tamenglong district be included in the Jiribam sub-division of Imphal East district. While the COPTAM 72 hour bandh will start from midnight of February 24 in all the hill districts of Manipur in protest against the state government's 'indifferent attitude to the legitimate and rightful demands' of the tribal people. According to COPTAM, since 2010, it has been requesting the
State Government to maintain the original boundaries of all the districts of Manipur, transfer of land records to all respective districts, withdrawal of Panchayati Raj Institutions (PRI) from the Hill areas/districts where ADCS exist and to solve the issue of Police district boundaries/ Police Stations jurisdictions etc. COPTAM demanded the immediate implementation of the Government Order for transfer of land records to the respective districts of Churachandpur and Senapati districts. For Tamenglong and Chandel districts, the yet to be issued orders for land records transfer should be issued without further delay, the organisation demanded. It also demanded the immediate and total withdrawal of PRIs from Saikul Block, Sadar Hills, and Samulamlan Block of Churachandpur District. With regard to Police District boundary/Police Station jurisdiction, COPTAM further that the State Home department’s order
which includes the Hill Villages in Police Stations of Valley Districts should be cancelled immediately and more police stations/outposts in the hill districts should be opened where necessary. According to COPTAM, it had urged the State Government in December 2013 giving a dateline to fulfill these demands within January of 2014. "However, nothing has been taken up by the government till date. In view of the indifferent attitude of the State Government to these legitimate and rightful demands, the COPTAM is compelled to impose 72 hours hill district 'chaka bandh' from midnight of February 24 to midnight of February 27" COPTAM said. Media, religious activities, students appearing board and council exams, and educational institutions, shall be exempted from the purview of the bandh, COPTAM added. Meanwhile, strongly objecting to the perpetual encroach-
ment of the 'tribal lands' in Tamenglong district contiguous with Jiribam sub division of Imphal East district, in connivance with the police and the Additional Deputy Commissioner of Jiribam, KSO Tamenglong district and Kuki Women Union Tamenglong district have announced a 72 hour total bandh on National Highway-37 (NH 37) effective midnight of February 21. According to KSO and KWU, some communal elements from Jiribam town have covertly and overtly encroached into 'the tribal lands' in the past few years. Accusing the Jiribam police of covertly transporting those interlopers to the site, KSO Tamenglong and KWU Tamenglong demanded strong disciplinary action to be taken up upon the Additional SDPO Jiribam for being bias towards one community and for his complicity in the present impasse. A spot inquiry was conducted at Leisangphai village on February 18 by Kuki Inpi
Tamenglong, KSO Tamenglong, KWU Tamenglong, along with KSO General Headquarters leaders. "The team came across 30 to 40 workers including women and children clearing the forest and constructing houses for settlement. On being asked who sent them to the site, one Brojen Singh H/O Bina Devi, a Pradhan member responded that the ADC Jiribam had sent them. This clearly vindicates the complicity of both the Sub Division authority and the Police as well," the Kuki bodies claimed. The other demand includes the immediate payment of all the pending compensation on the bridge construction under the BRTF on NH 37 and clearance of all pending Railway Line compensation within Tousem Sub Division. Meanwhile, KSO-General Headquarters has threatened to join the agitation if the state government fails to address the matter at the earliest.

Should Nagaland Join The North East Council?
I
am not sure whether it was a Cabinet decision or not but it was during Late Mr. Vizol’s time that Nagaland refused to join the North East Council. After that, the infamous Emergency Mrs. Indira Gandhi declared forced Nagaland into the NEC. During the President’s Rule, the Bureaucrats pushed Nagaland into the North East Council against the consent of the State. To go a little deeper into the topic under discussion; we would do well to consider a little more of the ‘Costs/Benefits’ to Nagaland of joining the Council. Firstly, there is the sage saying that: ‘Man does not live by Bread alone’. Economy of our State is a very important question in deed, but we need not worry very much about Nagaland Economy: if there is good Government, there will be good Economy. Therefore the condition of a State’s Economy depends principally on the Government
and the People; not on luck or land Resources alone. It is wonderfully amazing and interesting to read a little into why the Naga Dobahis and some small time Government Servants in the Employ of the British Raj in 19th century refused lumping of the Nagas into the great Scheme of the Indian Sub-continent. None of the Petitioners of the important Petition to the Simon Commission in 1929 are alive today to tell us the reasons why they rejected to join Assam. The reasons for their aversion to join the ‘Indian Arrangement’ were stated in no uncertain Terms in the Petition itself in simple uncomplicated English. In simple language; they cited the treatment they commonly faced from the Hindus and Muslims from India’s mainland: The Hindus: for Nagas eating Beef, and the Muslims: for the Pork. Religious and Racial differences are mental charac-
teristics, very difficult to remove easily from the Public in India despite a constitutional guarantee. It is amazing to imagine today nearly a hundred years after, that the people of the North East face the same problem because of their skin color and the look in their face in the modern metropolitan Cities of India! The Nagas decision not to join India was political and when he saw the Naga Petition, Sir Simon’s Boss in UK is said to have remarked: “the so-called primitive Nagas saw their destiny beyond the wildest imagination of even Simon himself”. ut of respect for Naga traditions of allowing every citizen to freely express one’s individual opinion, the NNC and FGN leaders had on a former occasion invited Khekiye to come to the Transit Peace Camp so that the leaders could clarify his misconceived notions about the national struggle that he had written in the local papers. However, on that occasion too, he had scorned the national government and failed to come. Therefore, much against our normal policy of not replying every self opinionated individual’s write-ups through the press, we have been constrained to openly correct his misconceptions through this press release. 1. In your write-up “The wrath of Indifference” dated Feb. 17, 2014, you have stated that the vision of all the national political groups (NPGs) has been “critically impaired by self seeking priorities and greed as the sole agenda.” The NNC and FGN wish to clearly state that they are not a national political group but the Naga peoples only mandated Political Institution and Government. As such, this government cannot be classified with other self appointed Naga Political Groups that are extorting the nation in the name of Naga sovereignty. The only tax that the Federal Government receives is from free will donations Thepfulhouvi Solo and legitimate national taxes from the
and particularly to Nagaland for its irrefutable Political historic Reasons under a political Agreement between the Nagas and the Government of India- it is unreasonable, if there is no reason, to attempt to Integrate them together again unless the States on their own volition democratically decide to form a Confederate like the European Common Market. As for Nagaland, to seek political or economic aims from a common North East Platform is to negate the special, separate political status for Nagaland enshrined in the Constitution of India. While Nagaland may do many, many things possible to co-operate with other States, the Writer’s view is that Nagaland’s Political Players do not compromise with others, neighbors or not, -the special, peculiar, historical political gains Nagaland already has.

bona fide Naga Villages. 2. You have also alleged that “with the Shillong Accord suicide, the national foundry has been shaken into oblivion”, and that “as long as Madam Adino continues to lead the accordist faction of the Shillong Accord, the fire of betrayal remains burning bright as a living witness…” In response to your allegation, the FGN reiterates that though the Shillong Accord was signed by some “Underground Representatives,” no betrayal of the nation was ever committed by either the NNC or the FGN through the Shillong Accord. On the part of the FGN, the Shillong Accord clause 1 and 3 were rejected by the then FGN President through his letter to the Governor of Assam/Nagaland dated Dec. 30, 1975. As for the NNC, neither A.Z. Phizo nor Adinno, the present incumbent President of the NNC, had ever given recognition to the Shillong Accord as a settlement between the GOI and the NNC/FGN. In fact all Nagas have rejected the Shillong Accord as an invalid document because it was never ratified by either the Parliament of India or the Naga Federal Tatar Hoho. The question of the existence of some “accordist” or “Non-accordist” therefore, is just the fictitious imagination of some people with ulterior motives. 3. As for your desperate opinion that all the various national political groups
Why Facebook is buying WhatsApp for a whopping $19bn
SAN FRANCISCO, FebRuARy 20 (AFP): Facebook is betting huge on mobile with an eye-popping cash-and-stock deal worth up to $19 billion for Internet Age smartphone messaging service WhatsApp. The surprise, mega-deal announced on Wednesday bolsters the world’s biggest social network -- which has more than 1.2 billion members -- with the 450-millionstrong WhatsApp, which will be operated independently with its own board. It fits with Facebook founder Mark Zuckerberg’s focus on being at the center of lifestyles in which billions of people around the world share whatever they wish over the internet using smartphones or tablets. It is Facebook’s biggest acquisition and comes less than two years after the Californiabased internet star raised $16 billion in the richest tech sector public stock offering. Zuckerberg said that WhatsApp -- a cross-platform mobile app
which allows users to exchange messages without having to pay telecom charges -- was worth the steep price because its blistering growth around the globe has it on a clear path to hit a billion users and beyond. “Services with a billion people using them are all incredibly valuable,” Zuckerberg said while discussing the purchase price during a conference call with analysts. The deal came from a chat Zuckerberg had with WhatsApp co-founder Jan Koum, whom he described as a “valuable thought partner” and friend of many years. “Last Sunday evening, about 11 days ago, I proposed if we joined together that would help us really connect the rest of the world,” Zuckerberg said. “He thought about it over the course of the week, came back and said he was interested.” The purchase includes $12 billion in Facebook shares and $4 billion cash. It calls for an additional $3 billion in restricted stock units to be granted to WhatsApp
founders and employees that will vest over four years. Facebook reportedly sought to acquire another hot messaging firm, Snapchat, for $3 billion last year. In 2012 Facebook closed its deal for Instagram, worth some $1 billion at the time based on stock value.
enue, saying the focus for the foreseeable future would be on growth, not making money. WhatsApp software is available free, but after a year, users are asked to pay annual subscriptions of 99 cents each.
Bubble fears The acquisition represents likely the biggest-ever price for a tech startup, trumping the $8.5 billion paid for Skype -- which allows users to make voice and video calls over the Internet -- by Microsoft in 2011. “The size of this deal is really massive and it will get people talking about a bubble,” Greg Sterling at Opus Research told AFP. Sterling said the deal is a risk for Facebook because “in social media you have a flavor of the month, and next year we might have another app with extremely rapid growth.” “I think (the high price tag) comes from the frustration of not being able to buy Snapchat, and then there is the youth factor,” Sterling added. “Facebook really needs to have vehicles to attract
‘Powerful capabilities’ Koum, who joins Facebook’s board under the deal, said: “WhatsApp’s extremely high user engagement and rapid growth are driven by the simple, powerful and instantaneous messaging capabilities we provide.” In a blog post, Koum added: “Almost five years ago we started WhatsApp with a simple mission: building a cool product used globally by everybody. Nothing else mattered to us.” The tie-up gives WhatsApp “the flexibility to grow and expand,” Koum said. Zuckerberg and Koum, who both took part in the conference call, did not discuss details about WhatsApp rev-

younger users, and Instagram is not going to do that by itself.” With this strategy, Sterling said Facebook “is becoming a kind of holding company for different social media properties that appeal to different groups.” Sterling said Facebook may have some ability to “monetize” WhatsApp by delivering ads over the messaging service. Roger Kay at Endpoint Technologies said WhatsApp has become one of the most popular mobile applications worldwide “because it allows you to message anybody anywhere for free.” Kay said the deal makes sense on one level because of Facebook’s record stock run-up. “When you have a stock like that which has run up quickly and created a lot of paper value, it’s good to trade that for other value,” he told AFP. “It’s not obvious how they can get $12 billion out of this but it’s been clear for a while that WhatsApp is very interesting. It reminds me a little bit of Skype.”
must unify under somebody else’s leadership, The NNC and the FGN reiterate that there simply cannot be any unification between those who are defending the nation’s declared independence against foreign invasion and those who are struggling for power through a foreign political ideology called socialism or communism. Our mandated political Institution and Government are simply defending the Naga National rights and territories and not fighting for the establishment of a foreign political ideology in our Land. 4. As for Naga unity and fraternity, if some Nagas (which included your own father), had not signed the 16 Point Agreement with India in 1960, there never would have been a Revolutionary Government surrender in 1973, or a Shillong Accord in 1975 or the barratry formation of the NSCN in 1980 and all the other splits and fratricidal bloodshed that has smeared our beloved Land. This most treacherous betrayal in 1960 gave birth to all the social evils that are plaguing our Land and our society today. So finally, as someone, who has served this Indian puppet State government for all your active years, you are hereby cautioned to desist from writing sweeping statements against our national leaders. Bio-pesticide formulation to benefit agriculturists KOhImA, FebRuARy 20 (DIPR): Bio-pesticides (also known as biological pesticides) are pesticides derived from natural materials such as animals, plants, bacteria, and certain minerals. They are certain types of natural products used to control pests, plant diseases and weeds. They are typically created by growing and concentrating naturally occurring organisms and/or their metabolites including bacteria and other microbes, fungi, nematodes, proteins, etc. The use of chemical pesticides causes reduction of beneficial species, any drift or vapor can cause damage to the environment or water bodies. They can also poison food for animals or people. The chemicals can also sip into ground water and potentially cause harmful side effects such as cancer. Thus, these problems can be overcome by use of bio-pesticides since they are environment friendly and decompose quickly, thereby avoiding pollution problems.
The project co-ordinator, Dr. MS Rao, IIHR, has 24 years of research experience on biological control. He received the most prestigious awards for the contribution in research on bioagents, patented and commercialized many technologies on bio¬pesticides. The Nagaland Science and Technology Council in collaboration with Indian Institute of Horticulture Research (IIHR), Bangalore will distribute the indigenously developed bio-pesticides formulated by IIHR and disseminate the technology of use of these bio-pesticides to the local farmers and agriculturists in Nagaland. During the two-day farmers training programme on application of bio-pesticides to kick start at Nagaland Science Centre, Dimapur and subsequently at various locations on February 21 and 22. The bio-pesticide formulation made of indigenous bio-agents can be active against different types of plant diseases present locally.

PHeD emphasizes on safe NrdWSA week starts in mon drinking water, sanitation
Dimapur, February 20 (mexN): The National Rural Drinking Water and Sanitation Awareness Week, from February 20 to 25, is being conducted by the Public Health Engineering Department in all districts of Nagaland state. The awareness week is an initiative of the Ministry of Rural Health and Sanitation to emphasize on the importance of safe water and sanitation facilities. A press note from the Nagaland PHED stated that across India, especially in rural areas, there is low awareness on safe drinking water, water conservation and sanitation hazards like open defecation, child excreta disposal and hand washing. PHED, through its vision statement, strives to promote sustainable and safe drinking water and environmental hygiene for ensuring the good health of all inhabitants of the state.
The World Health Organisation notes that 80% of all diseases in developing countries are water and excreta related. 1500 children die every day in India due to diarrheal diseases, according to the WHO. It adds that by introducing hand washing with soap before meals and after defecation, diarrhoeal morbidity and child mortality is reduced by 50% and 55% respectively. All districts of the state will conduct awareness programmes during the week to create awareness on safe drinking water and sanitation. The awareness week is striving to create conducive conditions for people, thereby enabling them inculcate the habit of cleanliness as a way of life. It also seeks to provide information on the need to use safe drinking water. The PHED note stated that use of unsafe water, with chemical
and bacterial contaminants can cause sicknesses like diarrhea, fever, typhoid etc., while prolonged exposure to unsafe water can cause immune, neurological, reproductive problems. In order to enable people to test their drinking water, the state PHED has established water testing facilities in all the districts, it was informed. It added that sanitation is not only providing toilet facilities but consists of seven components: safe handling of drinking water, safe disposal of liquid wastes, solid wastes, human excreta, proper hone and food hygiene, personal hygiene and surrounding sanitation. A simple example of hygienic Safe handling of drinking water is to use clean utensil for collection and storage and also covering containers with boiled or treated water meant for drinking, it added.

Water is an essential part of our lives and the most precious gifts to all living being from Almighty have been contaminated by man for his personal gain. Deforestation has resulted in climate change and shortage of water, while coalmining has contaminated the water and damage the soil leaving it unfit for cultivation, she added. Speaking on sanitation and safe drinking water, Aochuba Longchar, consultant Sanitation & Hygiene appealed to the youths to play a responsive role in bringing above a sanitized society. He challenged the youths to be an ambassador of sanitation and inculcate a sense of responsibility to initiate and carry the message to the people to change our society. He asserted that students are the target individuals and urge them to become a responsible citizens to make Mon sanitized and eco-friendly district.
He also informed that 5 million people died every year from preventable waterborne disease as a result of inadequate sanitation and hygiene practices. Improved sanitation like simple hand wash with soap could save the lives of 1.5 million children who died from diarrhea disease each year. As per WHO, in India 5 of the 10 top killer diseases of children aged 1 to 14 years are water and sanitation related. National Rural Drinking Water & Sanitation Awareness week is to create grass root awareness among the masses about safe drinking water habits generally among the rural populations to ensure proper treatment of water before it is being supplied and also to ensure management of available resources for the better distribution and adequate water supply among the people in the district.

On NPF slams Thephulhouvi’s article
time back it was like taking away the prize bull away from the pasture and the party started some mumbling and fumbling but when some better bargain seems to be in store all the moaning seems to have subsided and now has become fiercely protective of its decision and ready to hit anyone like a killer on the rampage. The party in power is now belittling so much itself that it cannot even take an honest criticism in its stride or show its own maturity by showing some statesmanship or diplomacy. Even many of its own partymen has expressed displeasure over the Press Bureau’s statement of going up to even the extent of saying ‘lost his mental balance’ to one of our Naga’s most prolific and inexhaustible writer ,thinker and a visionary. He is one who is respected by everyone irrespective of tribal, political and denominational lines.
I have never met Uncle Thepfulhouvi personally before (I will address this gentleman as an Uncle rather than a Sir due to my personal admiration for his qualities which any new young Naga would look up to) but I have often read his awesome articles in the press which I admire him very much for his boldness, straight-forwardness, candid writing-skills and personal acumen on social and political issues of our present Naga society. My father had worked under him in the forest department when he was the PCCF and what I heard from my father and all other department staffs, Uncle Thepfulhouvi is known to be a man of principle, a man of integrity and a person of high moral character. I have heard him speak at the ACAUT Rally last October in Dimapur and his words were indeed pearls of wisdom for all and the New Young Naga Generation are all witness to it.

Today any young Naga looks up to leaders like Uncle Thepflhouvi and Uncle Khekiye. The leaders who think out of the box, the intellectual leaders whose boldness, truth and straight forwardness are their hallmark. Today when our people seems to be talking without speaking, hearing without listening and acting without doing and when our people is forgetting to tell the truth with our moral degradation of our Naga society seems to be more each passing day. I always remember this two gentlemen mentioned above whenever I read their write-ups and the definition of George Orwell that aptly suits them which goes ‘In times of an universal deceit, the act of telling the truth becomes a revolutionary act ’ .These two gentlemen have become the torch-bearers of truth and justice for the young Naga generation though
they could have lived a comfortable retired life tugged up in some mansion like any others away from all ills of the society. Yet their love for the Naga people and dream for a better place for our tomorrow’s generation they don’t deserve such harsh comments and descriptions. Today they have the full support of the young Naga generation behind them where our government, churches and our national workers have failed. What baffles anyone and even the people in the NPF party itself is that by the NPF Press and Media Bureau’s lines in the rejoinder that if it did not find Uncle Thepfulhouvi’s opinions worthy to argue over, then why issue a rejoinder at the first instance? Then sure he did not worth to be their mockery and ridicule. Why is it arguing of its own action? Isn’t’ it like slapping oneself when something or
someone angers you? A very popular and winner of several Oscar awards movie, ‘The Gladiator ’ has a remarkable scene in which the slave-master Proximus calls his best gladiator Maximus who was a onetime Roman general before he became a slave due to some conspiracy, and tells him before the slave-gladiators were taken to Rome to fight in the Coliseum either for death or win their freedom. There Proximus tell Maximus the secret of his winning was not because he was the best but because of ability of winning the crowd. If any organization be over-ground or underground cannot win the crowd it spells doom for them. Let us ponder on a short parable. One cold winter evening, a Little Bird was flying south to escape from the harsh cold weather when suddenly snow started falling and became severe with
strong winds. Suddenly the little bird could bear no longer and fell to the ground and started dying .A Cow passing by dropped its dung on the bird, actually the dung was thawing and warming the little bird. The little bird started gaining strength and began singing. Suddenly, a Cat passing by heard the bird chirping caught it, cleaned it and ate it. Moral of the Lesson: 1. Not everyone who throws dirt on you is your enemy. 2. Not everyone who takes you out of your trouble is your friend. 3. Sometimes, it is better to keep silent and come out of the muddle first and start flying home. Now from the above narration, we can comprehend that the NPF has been like the Little Bird here while Uncle Thepflhouvi played the role of the Cow. So don’t let the people become the Cat.
The rejoinder of the party reminded us about the Oliver Goldsmith’s poem in the English literature ‘The Village Schoolmaster’ who can keep arguing and arguing and when cannot win an argument he starts using bombastic words which astounds the villagers and cannot be deciphered by them. Aren’t we living in a democracy to give our own opinion on any political party or any politician guaranteed itself by the constitution? We are judged by how we finish not by how we start. It does not matter where we are running to but what we are running away from too .Some cause happiness whenever they come while others whenever they go, so how anyone takes oneself about our CM venturing into the big wide open fields of India’s great assembly of representatives depends upon oneself and not massacred at their political guillotine for expressing one’s opinion. Wishing our CM the best in all his future endeavours. Jonah Achumi

Election, Parties and Alliances
I
n a recent Times Now-CVoter national projection poll released, the BJP is expected to reach its highest tally ever and the Congress its lowest point. The scenario according to this projection gives the NDA the best chance of forming the government after the Lok Sabha polls, though well short of a majority. The poll projected that "the BJP would win 202 seats if elections were held now and its allies another 25, giving the NDA 227 seats in the 543-member Lok Sabha. The Congress, in sharp contrast, would sink to just 89 and even with 12 seats from its allies the UPA would barely cross the 100 mark", it predicted. Although many people have questioned the credibility of the 'Third Front' idea, and quite rightly so given the disarray of parties and leaders each vying for a national role, one cannot however simply dismiss the presence of smaller parties and what they can do in a post-poll scenario--make or break governments as has happened in the past. This aspect has come to light in the recent Times NowCVoter poll projection, which gives the category of 'others' as likely to get around 215 seats. In fact in terms of vote shares, the NDA is estimated to win 36%, the UPA 22% and others 42%. This also goes to show that India is not about only the Congress or the BJP. Many are disenchanted with the so called national parties and this is seen in the rise of regional satraps across India. As seen by the vote share and likely seats to be won by the 'others' category, there is a big space that remains. It could also indicate that national parties like the BJP and Congress could be losing relevance. And among the parties currently not aligned to either the Congress or the BJP parties, the AIADMK is projected to win 27 seats, the Trinamool Congress 24, the BSP 21, SP 20 and YSR Congress 13. In a country as big as India with all its diversity, there is bound to be many players trying to represent this or that group. There are challenges no doubt in having a multi-party system. The political space is often crowded with several aspirants. This can lead to less stable governments, especially when there is no clear mandate and smaller parties start jockeying for power. All this can have an adverse effect on the quality of governance and policy making, which can often lead to hard bargain and compromise. However, given the pluralitic nature of the Indian nation, one should not be surprised that the 'other' category is expected to do well. But the question really is whether these parties, who could be running their respective governments in the States, can provide a viable alternative at the Centre. There is nothing wrong in having an alternative to the Congress or the BJP. However the main concern is that till today, this so called alternative or third front has not been able to deliver other than to jockey for power. At most the third front has remained an idea, except when the United Front ran two governments between 1996-1998 with Deve Gowda and IK Gujral as Prime Ministers. So doubts remain as to whether a non-Congress, non-BJP government can be formed by the 'others'. Though it may sound radical, one suggestion could be to bring in a law that disallows any kind of post-poll alliances. This will help prevent horse trading or any kind of unholy alliances that may spring up for the sake of power. At the time of elections, political parties may forge prepoll alliances with their common minimum programme and people can vote for their choice. Such kind of arrangement may also ensure a clear mandate for whichever alliances or front. (Feedback can be send to consultingeditormex@gmail.com)

Why WhatsApp is so big in India
W
hile much of India slept Thursday morning, one news of a big-time sale spread in minutes through the country, on Facebook, Twitter and WhatsApp, long before the mainstream media picked it up. Facebook was buying WhatsApp for $16 billion in stock and cash, going up to a likely $19 billion with restricted stock options. That’s a company with just 55 employees. But it has 450 million active users (heading to a billion) resulting in a valuation of over $40 a user -- about the same level per user that Hotmail was acquired by Microsoft in 1997. You might find the level of interest in India in this sale odd, given that no Indians are involved in key positions in either company. The answer lies in what unites the two services -- they’re by far the top two drivers for mobile Internet adoption in India. I first heard the news at 5 a.m. this morning, minutes after it broke, on a WhatsApp group I’m a member of. I switched to Twitter for confirmation, and then to Wikipedia, which of course already had details of the sale 10 minutes after it happened. Facebook has close to 100 million active users in India, and nearly seven out of ten of them are mobile users. It’s been a key driver of mobile internet access -- which accounts for 90 percent of the nearly 200 million internet users reported by the regulator, Telecom Regulatory Authority of India (TRAI), late last year. There are no India numbers for WhatsApp, but based on the number of smartphones in India and a rough sampling of usage, it’s probably at nearly half the Facebook population. One liming factor is that it only works on smartphones, while Facebook cracked that barrier with its ‘Facebook for Every Phone’ app. Meanwhile, WhatsApp has been the top driver for smartphone penetration in India. Together, the two add up to a potent army driving up connected smartphone usage in India. ‘No Ads, Games, Gimmicks’ - Why is WhatsApp so popular in India? The big appeal of this instant-messaging app that works across all smartphones was that it was nearly free - barring the low cost of a basic mobile data plan - unlike SMS text. WhatsApp did to SMS what Skype did to international phone calls. WhatsApp now packs in more features, while remaining clean, fast, simple. It’s the preferred way to share multimedia now -- pictures, audio and video. MMS -- a version of SMS once used for multimedia -- is dead. Its most popular feature today is its handling of groups. That one thing takes it into the realm of social media. WhatsApp groups are the new social groups in India. I’m on ‘only’ four WhatsApp groups -- a family group, a group of parents of my daughter’s classmates, school and college alumni groups -- apart from transient small groups created on the fly (“Friday Dinner Group”). The average schoolkid today -- many of whom are by choice not on Facebook -- belongs to at least a half-dozen WhatsApp groups. WhatsApp is a clear leader in mobile messaging in India, as it is in Europe and Latin America, as Facebook founder Mark Zuckerberg pointed out in a recent investor call. A big reason for this success is the inflexible focus by the two founders of WhatsApp, very much like Google’s focus, on speed and simplicity. The company’s product philosophy, scribbled on a cheap notepaper by its American co-founder Brian Acton and pinned on Ukrainian cofounder and CEO Jan Koum’s desk, says it all: ‘No Ads, No Games, No Gimmicks’. The two were colleagues at Yahoo. India’s many WhatsApp users are hoping that Facebook -full of ads, games and gimmicks -- allows the instant messaging service to stay the way it is: Simple, clean and fast.

Violence as a Virus: The Treatment Following the riots in 2011, the UK government pledged to treat violence as a health issue. Niki Seth-Smith reports on a project that is doing just that, while millions are wasted in public money on surveillance, enforcement and gang crime
A
fter the riots that raged across England’s cities in 2011, Iain Duncan Smith declared a new approach to violent crime. “Violence is a public health issue,” he said, “we must start seeing and treating it as such.” A recent report, Violence Prevention, Health Promotion, shows how widely this approach has been recognized, with health boards including youth and gang violence in their strategies. It is part of a Coalition commitment to combine a strong criminal justice system with a renewed focus on preventing young people from becoming involved in crime. One charity in the UK has been treating violence as a health issue since it launched the same year as the riots. It's called Chaos Theory, and uses a model of violence prevention developed on the streets of the ultimate gun and gang state, Chicago. The model is the brainchild of epidemiologist Gary Slutkin who had worked for a decade in Africa on infectious diseases before developing a theory that violence worked in a similar manner. He founded Cure Violence, which aimed to interrupt incidents of violent crime before they spread, exactly as one might control a virus. Chaos Theory relies on “violence interrupters”, most of whom are themselves ex-offenders, to act quickly once violence occurs, thus catching what they call the “Golden Hour” after an incident. Their base is in Waltham Forest, a borough with a high incidence of youth and gang crime. Pam Hothi, the organisations' founder, became a youth worker following her own involvement with a criminal crew. She became disappointed with the lack of grassroots and community-embedded organizations in London and was convinced that there must be more effective ways of dealing with the problem. She found the answer in Chicago, where she met Gary Slutkin and received training in his method. A murder trial in the UK typically costs the state one million pounds. Chaos Theory runs on around £250,000 a year, and in the past two years has worked with 82 people involved or at risk from violent crime to interrupt the chain of violence and stop it spreading. Julian is one of the violence interrupters who do this job. He took it on initially as a volunteer with no pay. As a black man growing up in North London, he began dealing drugs and ended up serving a 12-month sentence. He decided in prison that he wanted to help others steer clear of crime and today works full time with the charity. He believes that it is all about “breaking the cycle” of violence and changing minds. To do that, violence interrupters have to gain the trust of the community. “It’s about relationship building,” he says “I’ve been in their position… they might not listen at first but they’ll learn that I’m not a bad guy, I’m not trying to set them up.” The group has dealt with four major incidents in the last three years. In 2011, there was a shooting in the borough on a family house with three young children inside. By intervening on the ground immediately after the shooting occurred, the team ensured that the seemingly inevitable – a violent retaliation – never occurred. Most incidents are more banal, although potentially deadly. Julian describes a recent call from a man “talking very erratically” about some-

he world's 85 richest individuals possess as much wealth as the 3.5 billion souls who compose the poorer half of the world's population, or so it was announced in a report by Oxfam International. The assertion sounds implausible to me. I think the 85 richest individuals, who together are worth many hundreds of billions of dollars, must have far more wealth than the poorest half of our global population. How could these two cohorts, the 85 richest and 3.5 billion poorest, have the same amount of wealth? The great majority of the 3.5 billion have no net wealth at all. Hundreds of millions of them have jobs that hardly pay enough to feed their families. Millions of them rely on supplements from private charity and public assistance when they can. Hundreds of millions are undernourished, suffer food insecurity, or go hungry each month, including many among the very poorest in the United States. Most of the 3.5 billion earn an average of $2.50 a day. The poorest 40 percent of the world population accounts for just 5 percent of all global income. About 80 percent of all humanity live on less than $10 a day. And the poorest 50 percent maintain only 7.2 percent of the world's private consumption. How exactly could they have accumulated an amount of surplus wealth comparable to the 85 filthy richest? Hundreds of millions live in debt even in "affluent" countries like the United States. They face health care

one who was bad-mouthing him in the community. Julian calmed him down, talked to the guy accused of the insults, and discovered that it was all hearsay. A simple phone call with both parties had averted possible bloodshed. Meditation is central when helping clients in the immediate aftermath of violent or high-stress incidents. This can mean “babysitting” or removing people from the scene of conflict. “Violence interruption” might well have helped to contain the 2011 riots, which spread virus-like from Tottenham and other boroughs around Waltham Forest to hotspots in London and then on to Birmingham, Bristol, Manchester and several other towns. Since then, the Government has been accused of not doing enough to address tensions between black and ethnic minority communities and the police, but Pam Hothi says she has made several attempts at contacting the police, most recently after the Mark Duggan verdict, but received no response. Now one of Duggan’s cousins works with Chaos Theory as a peer mentor. Hothi says the British government is too focused on gangs, and not sufficiently attentive to the majority of young offenders who are not gang members. The cross-government report published after the riots ‘Ending Gang and Youth Violence’ has been criticized for making the same mistake. It states that one in five of the rioters were known gang members, and 22% of all serious violence is carried out by gangs. Yet prominent voices at the Centre for Crime and Justice Studies at Manchester University have claimed to show it “elided gangs, gun and youth crime in flat contradiction to its commissioned work, and committed £10 million to a range of ill-defined projects.” Another study argued that gangs are being constructed as a “suitable enemy… obscuring the wider, structural roots of youth violence.” Last year the Home Office provided £10 million under the ‘Ending Gang and Youth Violence’ strategy to a programme rolled out across 33 areas, one of which was Waltham Forest. Julian was a victim of this kind of elision. At the age of 22 he was called a gang member by the media and police after a nightclub fight in which he was stabbed ten times. That was not a turf war, he tells me, but a commonplace brawl that turned near-lethal because of knife-carrying. Hothi sees the wrongful labelling of young people as ‘gang members’ by the police as a race issue. Waltham Forest is consistently ranked one of the most deprived local authority areas and roughly 40 per cent of residents are black and ethnic minority. "Why are our boys, because they're black and from estates, called gang members?” she asks. “Conflict often relates to criminal behaviour, but much of this is between individuals rather than groups". Another issue is surveillance. Since 2011, Waltham Forest has become a blueprint borough for
the ‘Ending Gang and Youth Violence’ strategy. Rather than favouring the Chicago method, the borough is piloting a “carrot and stick approach to support and enforcement” based on the Boston Gun Project (London Assembly report, 2012). This entails a multiagency approach involving the Met police, Council, probation service and community groups. For example the gang prevention programme Enough is Enough, designed to support and protect young people involved or at risk from gang crime, works closely with Operation Connect, whose aim is intelligence gathering and enforcement. The Evening Standard has recently accused a gang exit programme operating in the borough of refusing to move people vulnerable to attack if they don’t inform on their peers. Hothi believes the Boston model is “ineffective” as it can make support contingent on informing, whereas the Chicago model works separately from the criminal system and refuses to share information belonging to its clients. They say that violence interrupters get such excellent results because the community trusts that they don’t work in this way with the police. One client said: “I trust my violence interrupter and know that they are here to help. This is a great thing, a saving grace that we can turn to someone without worrying about being judged or not supported and the most important thing is we can trust him.” Last month, a report was published on the ‘Ending Gang and Youth Violence’ strategy. British Home Secretary, Theresa May, said the programme was a success as violence by 10-19 year-olds had fallen since 2011, while in the last year knife crime by this group fell by a quarter. However, the report stated that these results could not be “directly linked” to the project, while the government’s former advisor on gangs, Shaun Bailey, said that “violence hasn’t subsided. It’s probably worse”. For Chaos Theory, dealing with violence as a “health issue” means separating it from the criminal justice system, and embedding work deep in the community. While crime stats and arrest figures may be important, the charity focuses on breaking cycles of thinking and acting. The cycle was broken for Julian. He was on an exercise wheel in prison, treading round and round, and he remembered a schoolteacher friend having asked her pupils what they wanted to be. One child piped up: “I want to be like Julian. He has the cars, the watches, the money.” “At the time I was chuffed. But then I thought, where am I now?” He is certain that a Violence Interrupter could have helped him long before. “I wish there had been some-one like me,” he laughs. Someone to empathise, keep his confidences, and not label him as a ‘gang member’. Someone to interrupt the violence.

Common Dreams debts, credit card debts, college tuition debts, and so on. Many, probably most who own homes—and don't live in shacks or under bridges or in old vans—are still straddled with mortgages. This means their net family wealth is negative, minus-zero. They have no propertied wealth; they live in debt. Millions among the poorest 50 percent in the world may have cars but most of them also have car payments. They are driving in debt. In countries like Indonesia, for the millions without private vehicles, there are the overloaded, battered buses, poorly maintained vehicles that specialize in breakdowns and ravine plunges. Among the lowest rungs of the 50 percent are the many who pick thru garbage dumps and send their kids off to work in grim, soul-destroying sweatshops. The 85 richest in the world probably include the four members of the Walton family (owners of Wal-Mart, among the top ten superrich in the
USA) who together are worth over $100 billion. Rich families like the DuPonts have controlling interests in giant corporations like General Motors, Coca-Cola, and United Brands. They own about forty manorial estates and private museums in Delaware alone and have set up 31 tax-exempt foundations. The superrich in America and in many other countries find ways, legal and illegal, to shelter much of their wealth in secret accounts. We don't really know how very rich the very rich really are. Regarding the poorest portion of the world population—whom I would call the valiant, struggling "better half"—what mass configuration of wealth could we possibly be talking about? The aggregate wealth possessed by the 85 superrichest individuals, and the aggregate wealth owned by the world's 3.5 billion poorest, are of different dimensions and different natures. Can we really compare private jets, mansions,
wRiTE-wiNg
landed estates, super luxury vacation retreats, luxury apartments, luxury condos, and luxury cars, not to mention hundreds of billions of dollars in equities, bonds, commercial properties, art works, antiques, etc.—can we really compare all that enormous wealth against some millions of used cars, used furniture, and used television sets, many of which are ready to break down? Of what resale value if any, are such minor durable-use commodities, especially in communities of high unemployment, dismal health and housing conditions, no running water, no decent sanitation facilities, etc? We don't really know how poor the very poor really are. Millions of children who number in the lower 50 percent never see the inside of a school. Instead they labor in mills, mines and on farms, under conditions of peonage. Nearly a billion people are unable to read or write. The number of people living in poverty is growing at a faster rate than the world's population. So poverty is spreading even as wealth accumulates. It is not enough to bemoan this enormous inequality, we must also explain why it is happening. But for now, let me repeat: the world's richest 85 individuals do not have the same amount of accumulated wealth as the world's poorest 50 percent. They have vastly more. The multitude on the lower rungs—even taken as a totality—have next to nothing.

THE MORUNG EXPRESS
21 February 2014
I
n the recent weeks, one news item that caught my eye and attention was the five-day trip of Nagaland Chief Minister Neiphiu Rio to Myanmar. As per the news in the local dailies, Mr. Rio and his delegation began their journey on 3rd February (Monday) and concluded the same on 7th February (Friday). The local dailies also published some photographs of Rio holding discussion with some Myanmar Naga leaders. In making this trip into Myanmar, Neiphiu Rio becomes the first Chief Minister of Nagaland to have visited Myanmar in the 50 years history of our statehood. Rio highlighted that his visit was to promote peace, better understanding and development. No doubt it was the local dailies that acquainted us with this trip of Rio and his delegation. However, I somehow feel that this trip did not get the needed media coverage it should have gotten. I guess this is so because majority of the Nagas living within the 16,579 sq. km of Nagaland have more or less come to accept the notion that the Nagaland of real concern is this Indian state of Nagaland which was born in 1963 and that the so-called Naga tribes living outside the state of Nagaland are of not much concern and utility to them. However, if we really have a heart or at least a soft corner for all Nagas living in South East Asia, then we should also think and consider about the welfare and future of all those Nagas living outside the present state of Nagaland. Therefore, the recent trip of Neiphiu into Myanmar was at least a pioneering endeavor in more ways than one. This trip is a clear indication that Rio thinks and cares about these Naga brothers living beyond the international border. And as such I feel that this trip is worth appreciating and cherishing. In order to have a real understanding and appreciation of the value of this pioneering venture, I guess we need to revisit our history. With the departure of the British from the Indian sub-continent in 1947, the lands of the Nagas here in South East Asia came to be divided between India and Myanmar without the consent and approval of the Nagas. The result being that many Nagas are still living beyond the international border on the Myanmar side under the suzerainty of the Myanmar government. For decades, these Naga villages have been neglected by both the Nagas living on the Indian side of the border and also by the military junta of Myanmar. The result being that the living standard of these Burma Nagas is still very pathetic and nowhere near the standard of the Nagas living in the

Straight From The Heart History, Politics, Culture… 16,579 sq. km Indian state. Therefore, I pay my tribute to Neiphiu Rio for urging the Myanmar government to focus on the suffering of the Nagas living in Myanmar. Recently I conversed with a lady who worked for three years as a missionary in a Naga village situated in Myanmar. Her accounts of the living conditions of the Nagas there are indeed very painful and worrisome. Development of any sort is yet to touch them as the Myanmar government does not even spare a thought for their welfare and development. The result being that while majority of the Nagas living in India are accustomed to the comforts brought forth by the latest technologies, our brothers in Myanmar are still struggling for even the basic necessities of life. Yes, I guess it would not be an exaggeration to say that the Nagas living in Myanmar had been treated like second-class citizens for too long by their own government. This is why I feel that the need of the hour is that even if we are separated by international boundaries, efforts have to be made to emotionally stay together by mingling with each other in whatever way possible. One matter raised by Neiphiu during this visit was that people on both sides of the border should be able to move without needing visas and that confidence building measures must be enhanced. This is a very positive and appreciable issue raised by our Chief Minister. Indeed how wonderful it
would be for us if we can travel to any of the Naga villages in Myanmar without needing any travel documents. In fact, if we really have a concern and regard for our Naga brethrens living on the other side of the international border, efforts should be made so that traveling to these places would become as easy and uncomplicated as traveling to any villages in Mon, Tuensang, Kiphire or Longleng. And thus show the whole world that even if we are separated by administrative boundaries; we refuse to be divided in our spirits, in our thinking, in our attachments and in our emotions. The Myanmar government has already recognized the Nagas of Myanmar in the form of the “Naga Self Autonomous Zone” However, it still remains unclear how far this zone is free from the high command of the Myanmar government. Efforts should be made so that these zones become more and more self-dependent and autonomous not only economically but in other areas also. It is also said that the IndoMyanmar border areas inhabited by the Nagas are rich in natural resources. If this is so, efforts should also be made so that these resources are judiciously explored and used for the benefits and development of the Nagas living on both sides of the border. The potential of trade, commerce and people-to-people contact between the Nagas on both sides of the border is
indeed tremendous. However, in a way, the future of the Nagas living in Myanmar still hangs in the air because they are counted as citizens of Myanmar and the air of democracy is yet to make a full touchdown in Myanmar. Moreover, even if we assume that an agreement is reached in the near future between the government of India and the Naga political groups, even such an agreement may not have any immediate effect on the Nagas of Myanmar as they are on the wrong side of the international border. Through this write-up, let me also convey a message to all those Nagas working as missionaries amongst the Burma Nagas in Myanmar. I would say that you people are doing a great job in the right place at the right time. You are spreading the gospel message of Jesus Christ to the lost souls in that region and as such I believe your reward will be great. And through you, I see immense potential whereby the Nagas living on both sides of the border can stay united and emotionally attached. You are the ones who can take our story to them and bring back their story to us. In this way, we can become not only equal partners and heirs in the kingdom of God but also stay united despite the odds by sharing our stories, joys, hardships and also our assets and our liabilities. And this would be a wonderful way to undo the wrongs, injustices, treachery and perfidy that were meted out to us by the Britishers, Indians and Burmese in the past. On 28th May 2011, Neiphiu and Dr. Shürhozelie personally went to Senapati in Manipur and launched the NPF party there in a fantastic and undeniable manner despite the risks involved. The message that the NPF leaders conveyed that day in Senapati was “we refuse to be divided by these administrative boundaries, we are Nagas and we will always remain one united family”. And now our Chief Minister has taken this mission a step further by traveling deep into Myanmar territory to proclaim the same message even beyond the international border by re-embracing our long forgotten Naga brothers living on the other side of the Indian border. In the summer of 2011, I wrote an article titled “The Masterstroke of the NPF” glorifying the launching of the NPF party in Senapati, Manipur. And now, I do a somewhat similar thing by writing and glorifying this recent trip of Neiphiu into Myanmar and I call it “A Pioneering Venture” ….or for that matter I can call it “The Second Masterstroke” also…….
Money: it’s both ‘beauty and the beast’
P

hilip Larkin’s poetry entered my consciousness during Britain’s “winter of discontent” in 1978, a grim time for those who remember it. Strikes by refuse collectors, nurses and workers in electricity plants brought the country to a halt. Things were so bad that even the gravediggers went on strike. Revising for my English “O-level” exams by candlelight in a home surrounded by piles of rotting garbage, I was drawn, like all my classmates, to Larkin’s judgment on our parents: “They fuck you up, your mum and dad. They may not mean to, but they do.” At least there was something useful to be learned from our syllabus. Now, after 30 years of working with funding agencies like Oxfam and Save the Children, the World Bank and the Ford Foundation, I realize that Larkin got it wrong. It’s not your parents who fuck you up, it’s money. Money separates ‘donors’ from ‘recipients’ and turns activists into beggars. Money eats away at the body politic like a cancer, corrupting the voluntary spirit of civic action and community. For 99 per cent of us money is a source of psychic angst because we never have enough, while the other one per cent suffer their own inner torments because they have too much. Money turns mere mortals into superhuman philanthropists, who aim to save the world but end up destroying public goods like education. Hoarded and adored, money is a worthless measure of true value, turning everything it touches into products to be sold, including solidarity and love. But money isn’t always a barrier to social transformation, just as your parents don’t always fuck you up. Mine didn’t, as things turned out. They took their cue from Friedrich von Hugel’s letters to his niece: “the golden rule,” he wrote, “is to help those we love to escape from us.” And with their encouragement, that’s what I did. It’s the opposite sensibility to the greedy, grasping, control-oriented attitudes that permeate the worlds of foreign aid and philanthropy, and which turn helping others into another form of domination. It’s the same, I think, with money, which can be a powerful resource for social change when liberated from these attitudes. After all, if it weren’t for philanthropy, you wouldn’t be reading this or any of the articles on the openDemocracy website, which is funded by donations from foundations and individuals. If that doesn’t include you yet, please give something here. If it weren’t for money, you and I wouldn’t be able to trade useful stuff with one another, or build a socially productive economy that still relies on a system of exchange. After all, money is just a currency – it’s what gets attached to money that’s the problem: things like influence and value, status and position, and most importantly, power and control. It may be true that “the revolution will not be funded,” as the old social movement saying puts it, but someone still has to pay for it somehow, at least for those elements of social change that create a cost that is too great for people to carry by themselves. That means everything from a decent health care system to an international organization that protects human rights. So money is both ‘beauty and the beast.’ The question is not how to replace it, but how to make it a more positive force in the transformation of society. Over the next few weeks, a range of activists, writers, and philanthropists will explore this question on Transformation. What new forms of currency exist, and why might

they be more useful in the pursuit of social justice? What’s the link between race, wealth, inequality and power? Can philanthropic foundations play a useful role, or are they simply symptoms of a bankrupt economic system? Are there more democratic methods of building, holding and using wealth so that more people can share in its benefits and responsibilities? Running through these questions is a common theme: in order to turn money into a support system for social transformation, our relationships to money must also be transformed at both the personal level and the political. This is the only way to free money as a currency from the control and domination that manipulate its use. The problem is that this task is becoming increasingly difficult to accomplish, for two main reasons. The first reason is rising inequality, which accentuates all the negative aspects that money can have. Inequality
reinforces the wealth, power and influence of those who have the most, and further disempowers those who have the least. As a result, the money problem gets even worse. Between 1947 and 1979, the bottom 95 per cent of families in the United States received 79 per cent of the growth in incomes that occurred during that period of broadly-shared prosperity and high levels of civic and political participation. That link was no coincidence. By contrast, between 2009 and 2011, the top one per cent of American families captured 100 per cent of the growth in incomes that took place in those three years. This pattern is mirrored right across the world. Finding ways to ‘level the playing field’ of politics and social change under conditions of rising economic inequality is absolutely vital, which is why innovations like democratic governance in NGOs and foundations, and the self-financing of social activism, are so important. Other articles in this series will examine these innovations in more detail. Secondly, as more and more aspects of life are commercialized, the role of money grows ever more important. When I was revising for my ‘O-levels’ I didn’t face a lifetime of student debt after graduating from college. In fact my education at university was free, thanks to Britain’s welfare state. Nor did I fear the prospect of private health insurance, which is now my preoccupation since I live in the United States. My wife recently underwent a minor shoulder operation which lasted for an hour and a half. The bill? $85,420, thank you very much, which was graciously knocked down to a mere $45,000 when it was paid by our health insurance company. The more things get monetized in this way – like health, education, elder care, and access to knowledge – the more money we need to get by, even if it’s only to pay our health insurance premiums, and the more mental and physical energy we have to expend in earning and fretting about the stuff. Becoming ‘less attached’ to money under these conditions is well-nigh impossible. So a big part of solving the money problem is to take more of life’s essentials out of the marketplace, and put them back into the public and community sectors. Taken together, these two tends - commercialization and inequality – reinforce the power of money as a barrier to positive social change. That’s why reversing this situation requires bold thinking and radical experiments, rather than tinkering around the edges of the problem through social enterprise or new forms of philanthropy. Philanthropic foundations have become the legitimizing device du jour for any socially-conscious billionaire, though in truth the situation wasn’t much different in the last “Gilded Age” of the Rockefellers and the Fords. Philanthropy has always been, in part, a smile on the face of inequality. The continued existence of these foundations – great globs of private wealth with lots of tax relief but little public accountability for how they spend it – seems like an anachronism in democratic societies. So it’s fitting that the next article in this series comes from two foundation leaders who believe that philanthropy has a much more positive role to play - Jennifer and Peter Buffet. Can the wealth that’s created by an unjust economic system be used to make that system just? Is it possible to cleanse ourselves of the psychic pollution that money often causes, so that we can learn to use it in ways that liberate and not enslave? Let’s find out.

OD CREATED the world and we created borders.” That obvious recognition was shared at a recent consultation in Quito, Ecuador, between North American and Latin American churches on “Faith, Economy, and Migration.” Felipe Adolf, president of the Latin American Council of Churches, shared that conclusion on how issues of migration and reform are global and not just local. It’s very easy to see the problems confronting our nation and feel as though the challenges facing the rest of the world are simply too much to bear. Continuing poverty and unemployment, discrimination of all kinds, and wars and rumors of wars fill our newsfeeds, papers, and TV screens. But it’s naïve and narrow to think this way. Many of the threats we face are global We are all in nature and neighbors now, don’t know any boundaries. whether we Through our like it or not economies and consumption habits, media, travels and migrations, and for Christians in particular our faith, we are inextricably connected with men and women around the world. It’s always been important, but now especially so, to think globally when it comes to faith and justice. Sojourners has a long history of doing this very thing. We started as a little group of two kinds of people—those who had grown up conservative evangelicals and were deeply frustrated with the lack of attention to issues of justice and peace, and those who had just come to faith from the student movements and counterculture of the 1960s and ’70s. We met at Trinity Evangelical Divinity School and began to study and pray through the scriptures about injustice, war, and poverty. The Vietnam War was raging, and we were looking for a biblical understanding of the events of our time. The first issue of Sojourners magazine, then called The Post-American, which our small group published in the fall of 1971, was meant to introduce our generation to a Jesus we thought was radical and to a biblical faith that was the foundation for changing the world. Since then, we have aimed to tell the story of U.S. foreign policy through a biblical lens—in the nuclear arms race, in Central America, in South Africa, in Iraq and Afghanistan, and most recently in Syria. For many years, we have turned to trusted people in many parts of the world who have served as our eyes and ears to help us understand what was really going on. I’ve walked with them in their places and met the faces that shape their lives. And they have always taught me much more than what I hear about those faces and places on cable television. GLOBAL PANDEMIC diseases can’t be stopped by the walls we put up. The threats posed by rapid climate change could affect all of us, wherever we live, and particularly those who lack resources to protect themselves. Massive migration caused by poverty, conflict, or environmental pressures creates new tensions and upheavals for new immigrants and for the people who live in places where those immigrants go. And the impact of war and violence in one part of the world usually spreads its costs in both financial and human terms to many other places. We are all neighbors now, whether we like it or not. And as Christians, we are called to live out Christ’s command to love our neighbor, even on a global scale. People across the world make the products we use every day. For example, the money that supports violent militias in Congo comes from the minerals they control and sell to manufacturers who make our cell phones. In places such as Bangladesh, women and children work—and sometimes die—in sweatshops that make the clothes we wear. And very important, the center of the 21st century church has moved to the global South. This past year we welcomed our first Latin American pope, who has held our feet—and consciences—to the fire when it comes to addressing global poverty and inequality. So what does it mean to live globally in this new reality? How do we stand with our sisters and brothers in faith when we may never meet them? How do we love our neighbors as ourselves when our country faces its own set of challenges? I believe that it starts with listening. It’s tempting to go to war-torn countries with our own—often uninformed—ideas about how to solve their problems. But what we’ve always found is that when we go to places to give, we end up receiving, and when we go with the hope of bringing change, we are changed. So here at Sojourners we’re making an effort to ask our brothers and sisters in the global South to help us know how we can better be their brothers and sisters. Those who live in the wealthiest and most powerful nation in the world have a particular temptation to be parochial in our worldview—seeing everything from an American lens. Though we continue to be deeply engaged in the issues that shape our own neighborhoods and nation, it is also necessary to be “post-American.”

‘My parents deserve forgiveness’
NEW DELHI, FEbruary 20 (aFP): Supreme Court on Thursday blocked the release of three of former PM Rajiv Gandhi’s killers after Prime Minister Manmohan Singh denounced their freeing as against all principles of justice. They were among seven Tamil extremists who had been due to walk free from prison by this weekend after the chief minister of Tamil Nadu state on Wednesday ordered their release, sparking political uproar. Announcing legal action against the move, Singh staunchly rejected any right to freedom, saying Gandhi’s 1991 assassination by a female suicide bomber was an attack on the nation’s soul. “The assassination of Shri (honorific) Rajiv Gandhi was an attack on the soul of India,” Singh said in a statement on Thursday. “No government or party should be soft in our fight against terrorism,” he added. “The release of the killers of a former Prime Minister of India and our great leader, as well as several other innocent Indians, would be contrary to all principles of justice.” After agreeing to an urgent hearing, a Supreme Court bench ordered the Tamil Nadu government to maintain the “status quo” for three of the seven until it had a chance to examine the issue thoroughly. The bench headed by Chief Justice P. Sathasivam said although Tamil Nadu in the country’s south had the right to release the prisoners, it was concerned about “procedural lapses.” The court said the Congress-led national government could file a fresh peti-
Upset kin of Rajiv blast victims to implead in case
CHENNaI, FEbruary 20 (IaNs): Upset at the Tamil Nadu government’s decision to release the seven convicts in the Rajiv Gandhi assassination case, the kin of some of those who lost their lives in the bomb blast Wednesday said they would implead themselves in the central government’s petition. The former prime minister was killed by a Tamil Tiger suicide bomber May 21, 1991 at an election rally in Sriperumbudur near here. Along with him some 15 others - among them Congress activists and police officials - lost their lives. Some families lost their breadwinners. Speaking to reporters, S. Abbas, son of a former Congress woman leader, John, brother of police official Edward Joseph, and League Mohan, son of Congress functionary League Munusamy, said they would implead themselves in the case. The central government has filed a petition against the Tamil Nadu government’s decision to re-
tion for the remaining four who are serving life sentences, although it was unclear if this could halt their release by the weekend. Government lawyer Ashok Bhan, who was involved in the case, told NDTV that Tamil Nadu was unlikely to go ahead with releasing the four given the “mood of the court.” In a surprise move, Tamil Nadu Chief Minister J. Jayalalithaa had ordered the seven’s release one day after the Supreme Court commuted the death sentence handed down on three convicted over their role in the assassination in her state. Rajiv Gandhi, whose widow Sonia is now president of Singh’s Congress party, was targeted by Tamil Tiger separatists while
Three girls burnt alive by uncle
HyDErabaD, FEbruary 20 (IaNs): Distressed over not getting married, a man kidnapped and murdered three children of his relatives in Andhra Pradesh, police said. The charred bodies of three girls aged between four and nine years were found on Thursday morning on the outskirts of Nizamabad town, about 175km from here. The girls were kidnapped on Wednesday night allegedly by their uncle Narendra Reddy during a marriage ceremony in the town. Even as the police teams were searching for the missing girls, their bodies were found near an engineering college. The girls identified as Sree (9), Akshya (6) and Khushi (4) were granddaughters of Raghupati Reddy, a local leader of farmers, and had come to the town with their families from Dupalli village in the same district for the marriage. According to family members, 37-yearold Narendra Reddy kidnapped the girls by luring them with chocolates. He later telephoned one of the family members to say that while all the relatives were getting married, he was yet to settle down. He was reportedly in deep depression and had even threatened to commit suicide. Nizamabad district superintendent of police Tarun Joshi told reporters that Narendra Reddy was facing financial problems and was also under mental stress for not getting married. The police official said special teams were formed to arrest the accused.
Indian sentenced to death in Dubai
DubaI, FEbruary 20 (IaNs): An Indian national in the United Arab Emirates (UAE) was sentenced to death for killing his wife last year and dumping her body with the help of a Pakistani national. The Pakistani national, who is identified by his name’s initials RA, 28, was also awarded death sentence by a Dubai court Wednesday for assisting the Indian, identified as AB, 23, in killing his wife, the Gulf News reported. AB is still at large. A Bangladeshi labourer found the body in a garbage bag on the Dubai-Al Ain road. Police got to know the details of the case after the Pakistani national was arrested. The incident happened March 11, 2013. “AB called me to his house and asked me to drop him at the airport. He was acting odd when I got there. He said he had killed his wife and that her body was lying in the bedroom. When I went there, I found that she was still alive. So I strangulated her,” RA was quoted as saying. The duo then dumped the woman’s body near a farm on the Dubai-Al Ain road. Later RA dropped AB at the airport. “He gave me a gold bracelet and asked me to buy an air ticket. They were going through marital problems. He couldn’t divorce her as he couldn’t afford to pay the alimony,” RA told the police. He was not present in the court when the sentencing was pronounced.

India later withdraw its troops deployed to the island after losing 1,200 at the hands of the rebels. Rajiv became India’s youngest-ever leader after his mother, prime minister Indira Gandhi, was assassinated in October 1984. He ruled until losing an election five years later. His son Rahul, who is the Congress vice president and the party’s frontman for the looming general elections, voiced his sadness on Wednesday over Jayalalithaa’s decision. He was only 20 at the time of the suicide bomb attack which

killed 16 other people. Several newspapers said Thursday Jayalalithaa’s decision was motivated by a desire to woo Tamil voters for her regional party at the elections due by the end of May, with The Times of India declaring in a front-page headline: “Jaya plays politics”. Neelam Deo, director of the Mumbai-based Gateway House think-tank, said Jayalalithaa had been a staunch critic of the Tamil Tigers, but was nevertheless sensitive to the sympathy felt by voters in her state towards the minority Tamil population in neighbouring Sri Lanka. “There is no popular backing for the LTTE (Tigers) in Tamil Nadu. That evaporated after Rajiv Gandhi’s assassination. What
remains is support for the rights and dignity of Sri Lankan Tamils,” said Deo. Amid the growing controversy over the release order, the daughter of two of those who had been due to go free appealed for forgiveness from the Gandhi family, saying she understood the pain felt by Rahul. “I’m really sorry for Rahul Gandhi. My parents have regretted enough, they deserve forgiveness. I can understand losing someone you love,” 22-year-old Harithra Sriharan told India’s NDTV network. “I have suffered the same punishment. I deserve to be with my parents. Though I have parents who are alive, I have never had them,” Sriharan, who lives in Britain, said in a phone interview.
‘Rajiv killing an attack on India’s soul’
NEW DELHI, FEbruary 20 (IaNs): Describing the assassination of former prime minister Rajiv Gandhi as an “attack on the soul of India”, Prime Minister Manmohan Singh Thursday said the government is moving a review petition in the Supreme Court. Attacking the Tamil Nadu government’s decision to free six men and a woman arrested for the 1991 assassination of Rajiv Gandhi by a woman suicide bomber of the Liberation TIgers of Tamil Eelam, Singh said the “proposed course of action to release the killers is not legally tenable and should not be proceeded with”. “The assassination of Rajiv Gandhi was an attack on the soul of India. Release of the killers of a former PM of India, our great leader, and other innocent Indians, would be contrary to all principles of justice. No government or party should be soft in our fight against terrorism,” Manmohan Singh said in a statement issued by the Prime Minister’s Office. “The government is moving a review petition in the SC on fundamental issues of law arising from the assassination of the Rajiv Gandhi,” he added. Tamil Nadu Chief Minister J. Jayalalithaa Wednesday announced that seven people convicted in the Rajiv Gandhi assassination case are to be freed.
SC suspends release of convicts
NEW DELHI, FEbruary 20 (aP): India's top court on Thursday stopped the government of Tamil Nadu state from releasing three of the seven prisoners serving life sentences for the 1991 assassination of former Prime Minister Rajiv Gandhi, a lawyer said. The state ruled Wednesday that the seven should be released because they have served more than 20 years in prison. Critics immediately slammed the decision, calling it a transparent attempt to win over Tamil voters in this year's national elections. The federal government petitioned the Supreme Court on Thursday to stop the state from freeing the prisoners, with Prime Minister Manmohan Singh saying the move was "not legally tenable." The court on Tuesday had commuted the death sentences for three of the convicts, after their lawyers argued that executing them now, after they had already served long prison terms, would amount to an unconstitutional double punishment. Rakesh Dwivedi, a lawyer for Tamil Nadu's government, said the court's order Thursday applied only to the three prisoners whose sentences had been commuted, and that the state was free to release the other four. The court asked the federal government to file a separate petition re-
Seemandhra to get special category status: PM
NEW DELHI, FEbruary 20 (IaNs): Prime Minister Manmohan Singh Thursday announced special status for five years for Seemandhra the residual state of Andhra Pradesh following creation of a separate Telangana. Speaking in the Rajya Sabha on the bill to create a separate Telangana state, the prime minister announced a six-point package for Seemandhra, meeting some of the demands of main opposition Bharatiya Janata Party (BJP). “For purposes of central assistance, Special Category Status will be extended to the successor state of Andhra Pradesh comprising 13 districts, including the four districts of Rayalaseema and the three districts of north coastal Andhra for a period of five years. This will put the state’s finances on a firmer footing,” the prime minister said. Reading his statement amid din and slogan shouting by members opposing the bill, he said the central government would take appropriate fiscal measures, including offer of tax incentives to promote industrialization and economic growth in both the states. “These incentives will be along the lines extended to some other states.” He pointed out that the bill already provides for a special development package for the backward regions of the successor state of Andhra Pradesh, in particular for the districts of Rayalaseema and north coastal Andhra. “This development package will be on the lines of the KBK (Koraput-Bolangir-Kalahandi) Special Plan in Odisha and the Bundelkhand special package in Madhya Pradesh and Uttar Pradesh,” he said. The prime minister assured the house that further amendments, if needed, would be carried out to facili-
Celebrations break out across Telangana
HyDErabaD, FEbruary 20 (IaNs): Celebrations broke out across Telangana Thursday with parliament giving its nod for statehood to the region with the Rajya Sabha Thursday night passing the bill. As soon as Deputy Chairman P.J. Kurien announced passing of Andhra Pradesh Reorganisation Bill by a voice vote, supporters of Telangana took to streets in Hyderabad and nine other districts of the region. “Our dream has finally come true,” said one of the activists, who rushed to Telangana martyrs’ memorial near assembly building here for the celebrations. satisfactorily. As BJP leaders raised concerns about the possible revenue deficit in Seemandhra, the prime minister said the resource gap that may arise in the first year will be compensated in the regular union budget for 2014-15. “I hope these additional announcements will demonstrate our steadfast commitment to not just the creation of Telangana but also to the continued prosperity and welfare of Seemandhra,” he added.
garding the fate of the four prisoners not covered by Thursday's decision, the Press Trust of India news agency reported. Gandhi was killed by an ethnic Tamil suicide bomber in Tamil Nadu in May 1991 as he campaigned for a return to the post of prime minister. He was 47 years old. Seventeen other people, including the bomber, also were killed in the attack. The assassination was orchestrated by Sri Lanka's Tamil Tiger rebels to avenge Gandhi's decision to send Indian troops to intervene in the country's civil war in the 1980s. Mohan Parasaran, the solicitor-general who argued the federal government's petition on Thursday against the release of the convicts, said he told the Supreme Court that the state government had no authority to free the prisoners. "The appropriate government to consider the grant of remission to prisoners is the federal government," he told reporters. The court scheduled further arguments in the case to be heard on March 6, and the state is unlikely to release any of the seven prisoners — six men and one woman — before then. Tamil Nadu's government ruled Wednesday that the seven should be released because they have served more than 20 years in prison.
Lab fined Rs 3.5 lakh for wrong HIV diagnosis
NEW DELHI, FEbruary 20 (tNN): A paediatric specialist who was mistakenly diagnosed HIV positive has been awarded a compensation of Rs 3.5 lakh to be paid by Dr Lal PathLabs. The order was handed down by a New Delhi consumer disputes redressal forum. The forum, under president C K Chaturvedi, came down hard on the laboratory for a wrong report and said it revealed a “shocking state of affairs in the laboratory”, adding that it was “fleecing consumers by false advertisements and use of inefficient medical personnel and staff.” According to the complaint, on May 24, 2003, the doctor who was working with the Army Medical Corps as a paediatric specialist in a military hospital at Kirkee, Pune, had accidentally pricked her finger during a routine procedure on a baby born to an HIV positive mother. “The complainant as per duty code of the armed forces reported the matter to the duty medical officer. It is alleged that she was advised to get herself tested and treated, if required, for post-exposure prophylaxes. The nature of infection being life-threatening, several repeated tests at various intervals had to be done as a matter of procedure till final confirmation by way of a report on HIV detection. The complainant subjected herself to vari-
ous tests from different laboratories to ascertain whether the HIV virus had passed into her at the time of the incident,” said the order. The tests revealed there was no infection, but the doctor went for a final test to Dr Lal PathLabs in Delhi “because it possessed state-of-the-art equipment for various tests and was known for its expertise,” read the order. On August 4, 2003, the complainant received a call from the Pune office of that laboratory which conveyed to her that the report was positive. This traumatized her and her family members and plunged them into gloom and fear. Next day, a second confirmation test was carried out. The doctor alleged that as a result of the initial report and confusion created by it, she got admitted and subjected herself to a series of tests and Army procedures. A court of inquiry way set up on August 6, 2003, and, consequently, the complainant was placed in a low medical category for prospective HIV infection on September 16, 2003. “This allegedly caused grave mental agony, loss of reputation and respect, and stigma and (she) had to undergo a rigorous process of observation and restriction for 12 weeks,” said the court order. The lab argued that test conducted on the complainant was not a diagnostic test.
India’s maids are exploited and abused: ILO
“...lack of legislation and regulation of the domestic labour sector has led to exploitation...”
NEW DELHI, FEbruary 20 (rEutErs): Millions of maids working in middle class Indian homes are part of up an informal and “invisible” workforce where they are abused and exploited due to a lack of legislation to protect them, the International Labour Organization (ILO) said on Wednesday. Economic reforms that began in the early 1990s have transformed the lifestyles of many Indian families, and as people get wealthier
and more women go to work, there has been a voracious demand for domestic workers in urban households. The number of maids has surged by close to 70 percent from 2001 to 2010, says the ILO, adding that there are now an estimated 10 million maids and nannies in the country. “They are such a big informal sector in India, but they are invisible and unprotected,” Tine Staermose, the ILO’s director for South Asia, told a news conference. “Social justice is about basic fundamental rights of all workers. We need to turn around the mindset and look at domestic workers as human beings with dignity, with a life like our own, with the same problems and challenges.”
Activists and trade unionists say despite the surge in women migrating from impoverished villages in states such as Jharkhand and Chhattisgarh to take up jobs in cities like Delhi and Mumbai, there are few laws in place recognising their rights. Unlike other workers, maid and nannies often do not have mutually agreed contracts which provide a minimum wage, working hours or holidays. They are also deprived of social benefits such as access to healthcare and pensions. The lack of legislation and regulation of the domestic labour sector has led to exploitation, not just by employers but also by traffickers working for placement agencies that have mushroomed to service the demand for household help.
The media is full of reports of minors and women lured from their villages by traffickers who promise of a good life as maids in cities. However, in the urban homes where they are taken to work, they often face mental, physical and sexual abuse. In November last year, a parliamentarian and his wife were arrested after their 35-year-old maid was found dead in their home in the capital. Police said the MP and his wife beat and tortured the maid with sticks, iron rods, an iron and the horns of a dead animal. In October, an air hostess was arrested in Delhi after she was found to be employing a 12-yearold girl as a maid, whom she beat with a belt, starved and locked up. The government in 2009 draft-
ed a National Policy on Domestic Workers, which spells out minimum wages, working hours and conditions, social security protection and the right to form trade unions and develop their skills. But the policy has still not been approved by the cabinet. ILO’s Staermose said the draft policy would greatly help to address the plight of millions of maids in the country. “The National Policy is a low-hanging fruit because it has been through a consultative process and it is ready to be passed,” Staermose said. “Once it gets passed, the invisible workforce will become visible. They will have an identity as workers and that means 10 million workers will move into the formal sector.”

Ukraine truce shattered, at least 70 killed kIeV, February 20 (aP): Fearing that a call for a truce was a ruse, protesters tossed firebombs and advanced upon police lines Thursday in Ukraine’s embattled capital. Government snipers shot back and the almost-medieval melee that ensued left at least 70 people dead and hundreds injured. Video footage on Ukrainian television showed shocking scenes Thursday of protesters being cut down by gunfire, lying on the pavement as comrades rushed to their aid. Trying to protect themselves with shields, teams of protesters carried bodies away on sheets of plastic or on planks of wood. Protesters were also seen leading policemen with their hands held high around the sprawling protest camp in central Kiev. Ukraine’s Interior ministry says 67 police were captured in all. It was not clear how they were taken. An opposition lawmaker said they were being held in Kiev’s occupied city hall. President Viktor Yanukovych and the opposition protesters who demand his resignation are locked in an epic battle over the identity of Ukraine, a nation of 46 million that has divided loyalties between Russia and the West. Parts of the country — mostly in its western cities — are

in open revolt against Yanukovych’s central government, while many in eastern Ukraine favor strong ties with Russia, their former Soviet ruler. At least 99 people have died this week in the clashes in Kiev, a sharp reversal in three months of mostly peaceful protests. Now neither side appears willing to compromise, with the opposition insisting on Ya-
nukovych’s resignation and an early election and the president apparently prepared to fight until the end. Thursday was the deadliest day yet. An AP cameraman saw snipers shooting at protesters in Kiev and video footage showed at least one sniper wearing a Ukraine riot police uniform. The carnage appears to show that neither Yanukovych nor the opposition
leaders appear to be in control of the chaos engulfing Ukraine. Dr. Oleh Musiy, the top medical coordinator for the protesters told the AP that at least 70 protesters were killed Thursday and over 500 injured, and the death toll could well rise further. There was no way to immediately verify his statement. Earlier in the day, an Associated Press reporter saw
21 bodies of protesters laid out Thursday on the edge of the capital’s sprawling protest camp. In addition, one policeman was killed and 28 suffered gunshot wounds Thursday, Interior Ministry spokesman Serhiy Burlakov told the AP. A truce announced late Wednesday appeared to have little credibility among hardcore protesters at Kiev’s Independence
Radioactive water leak at Fukushima: TEPCO
Tokyo, February 20 (aFP): A new leak of 100 tonnes of highly radioactive water has been discovered at Fukushima, the plant’s operator said Thursday, after it revealed only one of nine thermometers in a crippled reactor was still working. The toxic water is no longer escaping from a storage tank on the site, said a spokesman for Tokyo Electric Power, adding it was likely contained, but the news is a further blow to the company’s already-battered reputation for safety. “As there is no drainage way near the leak, which is in any case far from the ocean, it is unlikely that the water has made its way into the sea,” he said. The
tank, one of hundreds at the site that are used to store water contaminated during the process of cooling broken reactors, sits around 700 metres (2,300 feet) from the shore. The water it contains is highly radioactive, with a beta radiation reading “at 230 million becquerel per litre”, he said. That contamination level compares with government limits of 100 becquerels per kilogramme in food and 10 becquerels per litre in drinking water. Beta radiation, including from cancer-causing strontium-90, is potentially very harmful to humans and can cause damage to DNA. But it is relatively easy to guard against and cannot penetrate a thin sheet of aluminium. “We are now in
the process of recovering the leaked water and the earth it has contaminated,” the spokesman added. The tank holds water filtered to remove caesium but which still contains strontium, a substance that accumulates in bones and can cause cancer if consumed. About half of the beta radiation from the latest leak is thought to be strontium-90, TEPCO said, meaning its concentration level is nearly four million times the legal limit of 30 becquerel per litre. Japan’s Nuclear Regulation Authority said, however, it sees no serious risks to environment outside the plant at this point.
US warns airlines about possible shoe bombs
waSHInGTon, February 20 (aP): The U.S Department of Homeland Security has warned airlines that terrorists could try to hide explosives in shoes. It’s the second time in less than three weeks that the government has issued a warning about possible attempts to smuggle explosives on a commercial jetliner. Homeland Security said Wednesday it regularly shares relevant information with domestic and international partners, but it declined to discuss specifics of a warning sent to airlines. “Our security appara-
tus includes a number of measures, both seen and unseen, informed by the latest intelligence and as always DHS continues to adjust security measures to fit an ever evolving threat environment,” the department said in a statement. A U.S. intelligence official told The Associated Press that DHS released a notice to airlines reiterating that liquids, shoes and certain cosmetics were of concern, all of which are covered under existing Transportation Security Administration security policies. The latest warning was fo-
cused on flights headed to the United States from abroad. The official said “something caused DHS concern, but it’s a very low threshold to trigger a warning like this.” The official spoke on condition of anonymity because he was not authorized to discuss the issue publicly. Earlier this month, Homeland Security warned airlines with flights to Russia to be on the lookout for explosive devices possibly hidden inside toothpaste. The Transportation Security Administration then banned passengers from bringing any liquids in their carry-on
luggage on nonstop flights from the U.S. to Russia. That warning became public just days before the opening ceremonies of the Winter Olympics in Sochi. It is unclear if the latest warning, first reported Wednesday by NBC News, is related to the earlier threats to Russia-bound flights. Air passengers in the United States have had to take off their shoes at airport security checkpoints since shortly after Richard Reid tried to ignite explosives hidden in his shoes on a Miami-bound flight in late 2001.
Square campsite. One camp commander, Oleh Mykhnyuk, told the AP even after the truce, protesters still threw firebombs at riot police on the square. As the sun rose, police pulled back, the protesters followed them and police then began shooting at them, he said. The Interior Ministry warned Kiev residents to stay indoors Thursday because of the “armed and aggressive mood of the people.” Yanukovych claimed Thursday that police were not armed and “all measures to stop bloodshed and confrontation are being taken.” But the Interior Ministry later contradicted that, saying law enforcers would get weapons as part of an “anti-terrorist” operation. Some signs emerged that Yanukovych is losing loyalists. The chief of Kiev’s city administration, Volodymyr Makeyenko, announced Thursday he was leaving Yanukovych’s Party of Regions. “We must be guided only by the interests of the people, this is our only chance to save people’s lives,” he said, adding he would continue to fulfill his duties as long as he had the people’s trust. Another influential member of the ruling party, Serhiy Tyhipko, said both Yanukovych and opposition leaders had “com-
‘BP medications after stroke not beneficial’
new york, February 20 (IanS): Lowering blood pressure during the first 48 hours after a stroke does not reduce the likelihood of death or major disability, claims research. Blood pressure often is elevated following a stroke. “In most cases, treatment is unnecessary because the blood pressure declines naturally over time and lowering blood pressure may be contra-indicated,” warned stroke specialist Jose Biller at Loyola University Medical Centre. It is important not to overtreat and cause low blood pressure, because the most important objective is to maintain adequate blood flow to the brain, Biller advised. Lowering blood pressure has been shown to reduce the risk of stroke. The study investigated whether there also would be a benefit to lowering blood pressure immediately after a stroke. The study included more than 4,000 stroke patients in 26 hospitals across China who were randomly assigned to receive blood pressure medications or to discontinue blood pressure medications. At 14 days or hospital discharge, there were no statistically significant differences between the groups in mortality or disability, said the study published in the Journal of the American Medical Association. It involved patients who had suffered ischemic strokes, which account for about 85 percent of all strokes. Such strokes are caused by blood clots that block blood flow to a part of the brain.
Missionary arrested for leaving pamphlet in temple
Sydney, February 20 (aFP): An Australian missionary was arrested in North Korea after he left a pamphlet promoting Christianity in a Buddhist temple, his Chinese travel companion has recounted, as his wife says his fate rests with God. Hong Kong-based John Short, 75, was taken from his Pyongyang hotel on Monday by North Korean police officers, two days after arriving from Beijing as part of a small tour group, according to his wife Karen. He is being held for allegedly distributing Korean-language Christian pamphlets and attempting to proselytise, which is illegal in a country that views foreign missionaries as seditious elements intent on fomenting unrest. The Australian Broadcasting Corporation said he was on a two-man trip with Chinese Christian Wang Chong, who has returned to Beijing and said Short left a pamphlet promoting Christianity at a Buddhist temple. “They took us to a mountain to visit a temple and a Buddhist statue was broken or smashed by
someone. The door of this temple was damaged too,” Wang told the broadcaster. “They were not happy for us to see this damage. We took some photos. They asked us to delete them and we deleted them. “Mr Short believes in God. I believe in God too. He didn’t feel comfortable in his heart and he left a pamphlet there relating to the gospel.” Their local North Korean tour guide reported this and security officials found more Korean-language material in Short’s luggage at his hotel, Wang said. The ABC said the Chinese tour company that booked the trip, BTG, was in touch with its North Korean counterparts, and BTG employee Han Weiping claimed Short had admitted he was there for more than just sightseeing. “When we called the DPRK (North Korean) travel agency they said he had admitted that he didn’t go to North Korea only for tourism,” Han told the ABC, adding that the trip was supposed to be for four days. “The pamphlet event happened on the second day,” she said. “And on the third day it was planned for them to visit some sites, but the
Australian man said he didn’t want to go out and instead wanted to stay in the hotel” which may have increased suspicions, she added.
‘God is in control’ Canberra is working on the case via the Swedish embassy in Pyongyang, which represents its interests in the absence of diplomatic relations between Australia and North Korea. Pyongyang had sought to reopen its embassy in Canberra last year but was rebuffed in March after conducting a nuclear test. Prime Minister Tony Abbott on Thursday used Short’s detention to warn travellers they must obey the laws of the countries they visit. “Not all countries have the same legal system or the same laws as Australia,” he said, with Short potentially facing a long jail term. North Korea is also holding US citizen Kenneth Bae, described by a North Korean court as a militant Christian evangelist. He was arrested in November 2012 and sentenced to 15 years’ hard labour on charges of seeking to topple the government. Short has lived in Asia for five decades and runs a

publishing house in Hong Kong that distributes calendars, Bibles and tracts in Chinese and other languages, his wife said. Speaking to AFP from the publisher’s offices, Karen Short said she was not worried by her husband’s detention because it would “not help the situation” and she believed “God is in control”. The fervent Christian said the same deep faith had
driven Short to make his second trip to North Korea following a visit he “thoroughly enjoyed” a year ago, and after he was granted a visa without problems last week in Beijing. Her husband wished to “engage people, just look at them, see them, be there”, she said. “He believes doing something is important. To not do anything, he believes, is not right as a Christian.” Although religious free-
dom is enshrined in the North Korean constitution, it does not exist in practice and religious activity is severely restricted to officially-recognised groups linked to the government. Short’s detention comes just days after a hard-hitting United Nations report outlined a litany of crimes against humanity in North Korea, including mass murder, enslavement and starvation.
pletely lost control of the situation.” “Their inaction is leading to the strengthening of opposition and human victims,” the Interfax news agency reported. The parliament building was evacuated Thursday because of fears that protesters would storm it, and the government office and the Foreign Ministry buildings in Kiev were also evacuated. But a parliament session convened in the afternoon, with some pro-government lawmakers heeding the opposition’s call to work out a solution to the crisis. As the violence exploded and heavy smoke from burning barricades at the encampment belched into the sky, the foreign ministers of three European countries — France, Germany and Poland — met with Yanukovych for five hours after speaking with the opposition leaders. The EU ministers then returned to speak again with opposition leaders. The latest bout of street violence began Tuesday when protesters attacked police lines and set fires outside parliament, accusing Yanukovych of ignoring their demands to enact constitutional reforms that would once again limit the president’s power. Prior to the deaths Thursday, the Ukrainian Health Ministry said 28 people have died and 287 have been hospitalized this week. Protesters who have set up a medical facility in a downtown cathedral so that wounded colleagues would not be snatched away by police say the number of injured are significantly higher — possibly double or triple that. The Caritas Ukraine aid group praised the protest medics but said many of the wounded will need
long-term care, including prosthetics. The clashes this week have been the most deadly since protests kicked off in November after Yanukovych shelved an association agreement with the European Union in favor of closer ties with Russia. Russia then announced a $15 billion bailout for Ukraine, whose economy is in tatters. The political jockeying for influence in Ukraine has continued. In Moscow, the Kremlin said President Vladimir Putin was sending former ombudsman Vladimir Lukin to Ukraine as a mediator. President Barack Obama stepped in to condemn the violence, warning Wednesday “there will be consequences” for Ukraine if it keeps up. The U.S. has raised the prospect of joining with the EU to impose sanctions against Ukraine. Russian Prime Minister Dmitry Medvedev said Russia will “try to do our best” to fulfill its financial obligations to Ukraine, but indicated Moscow would hold back on further installments of its bailout money until the crisis is resolved. “We need partners that are in good shape and a Ukrainian government that is legitimate and effective,” he said. At the Winter Olympics in Sochi, Ukrainian alpine skier Bogdana Matsotska, 24, said she will not take part in Friday’s women’s slalom due to the developments in Kiev. “As a protest against lawless actions made toward protesters, the lack of responsibility from the side of the president and his lackey government, we refuse further performance at the 2014 Sochi Olympic Games,” her father and coach, Oleg Matsotskyy, wrote in a Facebook post.

Late goaL gives atLetico win in MiLan MILAN, FebruAry 20 (AP): Atletico Madrid struggled throughout but managed to win 1-0 at AC Milan thanks to a late Diego Costa header in the first leg of their last-16 Champions League tie on Wednesday. Diego Costa headed in Gabi's corner seven minutes from time to secure victory ahead of the return match in Madrid on March 11. "We know that at Madrid it will be another game, which will also be important and very difficult," Milan coach Clarence Seedorf said. "Atletico don't change much whether they're playing at home or away from home. "We have time to prepare the return leg and we'll have more players back. I'm proud of what we did tonight... I saw a lot of positive things on the pitch." Bayern Munich won 2-0 at 10-man Arsenal in the other match of the night. Both teams missed a penalty in the first half, which also saw Arsenal goalkeeper Wojciech Szczesny sent off. Milan had dominated the match with its best performance of the season, hitting the woodwork three times in an entertaining first half hour. "We are a normal team, a very humble one which tries to do as well as we can," Atletico coach Diego Simeone said. "We started better but then Milan caused us problems. "We didn't have many chances but as you know in football what matters is scoring goals and fortunately we scored a goal." Spain's
joint league leader was the overwhelming favorite but Milan was the superior side and had the better chances in Seedorf's first Champions League match as a manager. The Dutchman is the only player to have won the competition with three different clubs. There was more bad news on the night for Milan as star striker Mario Balotelli went off clutching his shoulder 12 minutes from time. The Italy forward will have tests on Thursday. Milan was boosted by key playmaker Kaka recovering from injury in time and the Brazilian was given the captain's armband. Kaka overcame a bout of 'flu to play in Friday's 1-0 victory over Bologna but had to be replaced 10 minutes from time after injuring his right ankle. Stephan El Shaarawy, Valter Birsa, Robinho, Bryan Cristante and Cristian Zapata were all out with injury while Sulley Muntari and captain Riccardo Montolivo were both suspended. New signing Keisuke Honda is cup tied. Milan was the underdog after a miserable season which saw coach Massimiliano Allegri sacked at the beginning of the year. The side is ninth in the Serie A table and had been eliminated in each of its past four knockout ties against Spanish opposition. It appeared as if Milan's fears were to be realized as the players struggled to get out of their own half in the opening 10 minutes. However, Milan was containing Atletico and slowly
began to get into the game. Balotelli had the first real chance of the match with a 30-meter free-kick from roughly the same position that he scored a stunning goal from on Friday. But the Italy forward fired well wide of the left post. Milan went even closer four minutes later with a wickedly swerving shot from Kaka from the bottom corner of the penalty area which crashed off the crossbar. Atletico goalkeeper Thibaut Courtois — who is on loan from Chelsea — pulled off a stunning save shortly afterwards, fingertipping Andrea Poli's header off the base of his right post after a great cross from Adel Taarabt. Tension was beginning to escalate at San Siro and a touchline brawl threatened to erupt following a poor Emiliano Insua tackle on Mattia De Scglio. The Milan defender had to be replaced by Ignazio Abate. Milan again went close on the half hour when Balotelli backeeled the ball to Kaka, whose effort scraped the top of the crossbar. Milan continued to dominate after the break and Kaka again went close with a drive narrowly past the left upright, while Michael Essien headed a corner wide. All Milan's good work was to come to nothing, though, as Diego Costa headed powerfully home at the far post for his fifth goal in four Champions League matches. Milan almost snatched a draw but Adil Rami's free kick whistled wide of the left post.

atletico tie not over: seedorf
MILAN, FebruAry 20 (AFP): AC Milan coach Clarence Seedorf said the Italians' Champions League quarterfinal bid is far from over despite suffering a 1-0 defeat to high-flying Atletico Madrid on Wednesday. Milan had kept Diego Simeone's side on a tight leash throughout a dramatic encounter at the San Siro but paid the price for hitting the woodwork three times in an enthralling first-half. As the Rossoneri tired, Atletico striker Diego Costa headed an 83rd minute winner just inside Christian Abbiati near post after defender Ignazio Abate had headed a corner towards the back post. ecclestone wins damages case over 'corrupt' deal
LONDON, FebruAry 20 (IANS): Formula 1 boss Bernie Ecclestone has won a $144 million damages case against German media company Constantin Medien over the sale of sport in 2005. A judge at the London High Court, however, said the deal was "corrupt". Constantin Medien, a former F1 shareholder, had sued Ecclestone for the multi million amount claiming the sale of F1 shares to investment group CVC Capital Partners was undervalued. The London High Court ruled Tuesday that Constantin Medien did not lose out in the deal but Ecclestone did bribe the now jailed German banker Gerhard Gribkowsky for facilitating the sale with a buyer of the 83-year-old's choice. Ecclestone is also facing a trial in Germany over bribery charges, the BBC reported. Delivering the judgment at the High Court, Justice Newey said: "No loss to Constantin has been shown to have been caused by the corrupt arrangement. That fact is fatal to the claim." On the bribe Ecclestone paid to Gribkowsky, the judge said in a written document: "The payments were a bribe. They were made because Mr Ecclestone had entered into a corrupt agreement with Dr Gribkowsky on May 2005 under which Dr Gribkowsky was to be rewarded for facilitating the sale of BLB's shares in the F1 Group to a buyer acceptable to Mr Ecclestone. "Mr Ecclestone's aim was to be rid of the banks. He was strongly averse to their involvement in the F1 Group and was keen that their shares should be transferred to someone more congenial to him."
second leg at the Vicente Calderon stadium, Diego Simeone's are now favourites to qualify for what would be their first quarter-final appearance since 1997. But Milan refuse to throw in the towel. Former Milan great Seedorf, in his first Champions League game as coach, applauded Milan's efforts and said the tie is not over yet. "On the whole lads showed a lot of spirit and determination and I also saw some great individual performances," said the Dutchman, the only player to have won Europe's most prestigious club trophy with three different clubs -Ajax, Real Madrid and twice with Milan. "At the end we
were tired and we perhaps paid for our efforts. It's a positive result for them but the tie is not over. I know the Vicente Calderon (stadium) well but the stadium also knows me." Milan spurned three chances to score in the first half, the first on 15 minutes when Adel Taarabt's ball was put through for Kaka only for the Brazilian to send a curling left-footed strike off Thibaut Courtois's crossbar. Minutes later Taarabt's cross was met by Andrea Poli but Courtois performed heroics to palm the winger's precision header off the post. After Emiliano Insua saw yellow for a crunching tackle on Mattia De Sciglio
which left the defender hobbling off to be replaced by Abate, a Balotelli backheel on the counter found Kaka, whose latest effort skimmed the bar on its way over. For Simeone, Atletico had a first half to forget. "After a strong start we began suffering down the right and we weren't sharp enough coming out," said the former Inter, Lazio and Atletico defensive midfielder, who steered the Spaniards to Europa League victory in 2012. Simeone boosted his midfield for the second half and immediately began to look the stronger side. Shortly after the restart Costa was allowed space at the back post to attempt a
bicycle kick when a cross was whipped but his effort was off target. Milan created few real chances, a Kaka drive going wide and striker Mario Balotelli being restricted to free kick attempts which came to nothing. Kaka had plenty of reason to bemoan his earlier misses but the Brazilian was defiant. "We created plenty of chances so I don't want to talk about bad luck but it's clear that if we'd had put one of those chances away we'd be talking about a different game," said the Brazilian. "It's not the result we wanted but now we have to turn our focus to the second leg and believe that we can come through it."

Sebastian Vettel says Red Bull face new problems SPAIN , FebruAry 20 (reuTerS): Red Bull's pre-season problems showed little sign of easing in Bahrain testing on Wednesday with four-times world champion Sebastian Vettel managing only 14 laps on the first day. The Renault-powered team, who did the same number of laps over four troublesome days in last month's first test in Jerez in southern Spain, said a mechanical issue sidelined the German at the Sakhir circuit. "Obviously we're not happy with where we are now and we have a long way ahead of us," said Vettel in a team statement. "The first gut feeling from the car is OK but we need
more running. "It's not easy to find a quick fix but I think we understand the problems," added the 26-year-old. "We sorted out the issues from Jerez and we were able to do some laps today. "However, very often you fix one problem and another pops up - which is what happened." Formula One has a new V6 turbocharged power unit with energy recovery systems this year, replacing the old V8s, and Renault have had more problems than Mercedes and Ferrari in getting their teams up to speed. "We all knew this year was a massive challenge and we knew it would be difficult. We obvious-
ly didn't want this but it is what it is and we are working flat out to solve the problems," said Vettel. Renault said ahead of the second four-day test of the year that they were making

Germany's Nico Hulkenberg was fastest on the first day for Force India after putting in 78 laps. He was followed on the timesheets by Ferrari's Fernando Alonso, who did 64, and Mercedes' Lewis Hamilton with a healthy 74 under his belt. "It's been impressive to see us start the Bahrain test with good mileage and reliability especially when you see how difficult it is for everyone with the new regulations," said Hamilton. McLaren's new Danish recruit Kevin Magnussen put in 81 laps and
was fourth fastest. Lotus showed off their new Renault-powered car with a twin prong nose but had teething problems after missing the first test. Frenchman Romain Grosjean managed only eight laps. "It's no secret that we're frustrated as we want to get laps on the board to understand our new car and all the different elements it contains," said trackside operations director Alan Permane. "The power units contain a lot of new technology and certainly we had issues with the energy store unit today." Renault-powered Caterham fared better, with reserve driver Robin Frijns managing 68 laps.
LONDON, FebruAry 20 (AP): Roger Federer could play for another four years and add to his tally of 17 Grand Slam titles, according to former No. 1 Pete Sampras. Speaking ahead of an exhibition match against Andre Agassi in London on March 3, Sampras said on a conference call Wednesday that he is impressed by Federer's longevity. "I'm amazed that he is up for more tennis," Sampras said. "He has done everything in the game and he could walk away tomorrow feeling great about it. But he still wants to travel and compete and I'm in awe of it. He is a true lover of the sport." Following a disappointing 2013 season marred by back problems, Federer started this year on a high. Now working with new coach Stefan Edberg, he reached the final of his first tournament, at Brisbane, and then made the semifinals of the Australian Open for the 11th consecutive year. His run at Melbourne included wins over 2008 finalist Jo-Wilfried Tsonga and Wimbledon champion Andy Murray.
Sampras, who retired after winning his 14th Grand Slam title at the 2002 U.S. Open, said Federer should be comforted by a streak that finally ended with a defeat to Rafael Nadal. "I thought his level was quite good," Sampras said. "When you're playing against Rafa and if you're not quite on your game then it can seem like you're struggling. Rafa is a rock. But I do see Roger building from that, I think he's going to do well this year." Asked if Federer could win another Grand Slam title, Sampras said the Swiss "can do it" if he plays his best tennis. "That's why he's playing, I don't think he's playing for anything else but to win some more majors," said Sampras, adding that Federer's best chance would be on his favorite grass surface, at Wimbledon. Sampras was 31 when he decided to hang up his racket for good, while the 32-year-old Federer has hinted he could keep playing until the Rio Olympics in 2016. "As long as Roger is enjoying it and he's healthy, I can see him playing for another two, three, four more years," Sampras said.
DubAI, FebruAry 20 (AFP): Petra Kvitova, who is trying to work her way back into the top three after illness and injury, suffered a blow when the defence of her Dubai Open title lasted no more than one match on Wednesday. The former world number two from the Czech Republic was beaten by Spain's Carla Suarez Navarro, who spent much of the match trailing but her refusal to give up was rewarded with a 1-6, 6-4, 7-6 (7/4) win and a place in the quarterfinals. Navarro's consistently heavy ground strokes and superior movement prospered more as the conditions grew slower, and she recovered first from a set and 2-4 down, then from 2-4 down in the deciding tie-break. Kvitova made one good recovery herself, coming from 2-4 in the final set to lead 5-4 before attempting to close the match out on her serve. "I started really well, played pretty aggressively, and made a lot of winners, and she didn't have really time to hit well," Kvitova said. "But when I was leading in the second set, I lost very badly my serve, and I think that from that moment I was like a little bit mentally down." That may partly have accounted for the two errors she made with her forehand drive, so often her best weapon, which allowed Navarro to come from 2-4 down to 4-4 in the tie-break and which proved the decisive shift of fortunes. Navarro now plays Alise Cornet, the in-form French number one who followed her conquest of Simona Halep, the seventh seeded Rumanian who won in Qatar last Sunday, by winning 6-3, 6-4 against Kirsten Flipkens. Another seed to fall was Sara Errani, the fourth-seeded Italian, who lost early in the Middle East for the second successive week, beaten 6-2, 5-7, 6-1 by Sorana Cirstea, the world 27 from Romania.

to say I have some Coachella music, I have some R&B, some more Ke$ha talk-y music. ''I wanted there to be a song for everyone I don't want it to just be you hear a song on the radio and say, 'Oh that kinda sounds like Bella Thorne,' like she would sing a song
like that. I want it to be so versatile and different.'' The 16-year-old star has several movie roles lined up for 2014 - including 'Blended' - but she insists every bit of spare time she gets, she spends in the studio. Although, she most looking forward

So I have all these different takes of her saying things, singing things. Then I`d be like, `This is your new ad lib learn it!` I have to make it fun for her, she said. Carey isn`t the first singer to feature her child on a new track. Beyonce`s daughter Blue Ivy, 2, appeared with her on `Blue` in December.

While Jennifer remains in Los Angeles and Justin shoots his new TV show The Leftovers in New York, the duo have not been spotted together since December 30, when they enjoyed a vacation in Mexico. The couple have spent the last 50 days apart, during which time Jennifer celebrated her 45th birthday and Justin attended the funeral of his close pal Philip Seymour Hoffman, both occasions for which they would have been expected to be together. Indeed Justin spent February 11, the day of Jennifer's birthday, with friends in New York, including newly single Orlando Bloom, where they partied at Great jones Café. A source told Life
Make PoP Chart history iN the U.s.
I
magine Dragons have made U.S. pop chart history by becoming the first act to score 77 successive weeks on the Billboard Hot 100 with one hit. The rock group's Radioactive passed Jason Mraz's 76week record on Wednesday (19Feb14), while Awolnation's Sail ties the singersongwriter with 76 weeks on the countdown.
Imagine Dragons frontman Dan Reynolds tells Billboard.com he's stunned by the longevity record It's unbelievable. There are few things more satisfying as an artist than seeing your music have longevity. But, we could never have expected to see one of our songs have legs like this. People seem to be connecting to it in personal
ways, which is exactly what we hoped for. We've been out on the road and focused on touring for a long time. Somewhere along the way, we started to realise the song was taking on a life of its own. Radioactive started its impressive run on the chart in September, 2012. It reached number three - its highest position - in August (13).

he is nominated for an Oscar for her role in 12 Years A Slave. And not only is Lupita Nyong'o a talented actress, but she has emerged as one of Tinseltown's most beautiful and stylish young stars. The 30-year-old looked breathtakingly gorgeous in an array of flattering outfits in a photo spread for DuJour Magazine's Winter 2013 issue. The Mexico-born star showed off her toned figure in a series of racy yet sophisticated ensembles. The actress graces the cover of the luxury magazine's Winter 2013 issue. Lupita told the magazine that she is surprised at how much attention she has been receiving. 'My life changed about three weeks ago,' she said. 'That’s when my schedule went from nil to this. On auditioning for her 12 Years a Slave role, the actress never thought she would get it. 'When I learned Steve McQueen was directing and Brad Pitt was producing, I thought, well, this is huge. 'I had no expectation of getting the role at all; it was just too out there for me to think I had a chance. 'So I approached the audition like a rehearsal. It was my chance to have that role for 10 minutes, and I owned it. Then I got the part and the panic began.' The actress was born in Mexico and was initially raised in the North American country while her parents were political refugees after fleeing their native Ke-

But the thing that’s making everyone think it might be over is that Jen and Justin don’t really seem to care.’ And it has been claimed that Justin’s partying with Orlando was designed to send a message to Jennifer. A pal told Star magazine: 'Justin knew that it would make the news that he was partying with Orlando on Jen's birthday but he didn’t care. 'He did it to send a message that he was done.' Star magazine claims his refusal to attend her birthday bash at Soho House in LA was a direct response to Jennifer not travelling to New York to support him at Philip Seymour Hoffman’s funeral. The source said: 'Justin was completely devastated over Phil’s death and Jen’s reluctance to offer any support really affected him.' Just the week before
on February 6, Justin was spotted with two women at Mercer Kitchen in New York. An insider told Life & Style: 'He was with a blonde and brunette and they were standing at the bar and chatting.' Star magazine claims Justin has gotten cold feet about the wedding and is enjoying his freedom New York. 'Justin was crazy about Jen during the first year they were together but shortly after he proposed, he got cold feet. 'Her constant nagging over getting married and having children made things worse. when I realised I was ageing’
haron Stone says she cried and cried the day she realised she was getting older. The 55-year-old, who has enjoyed a career as one of Hollywood's sexiest vixens for over two decades, recently revealed her struggles with ageing. The Basic Instinct star admitted that when she reached her 40s she locked herself inside a bathroom with a bottle of wine and wept as she examined her 'face in the magnifying mirror'. Gracing the cover of the March issue of Shape magazine, Sharon shows off her seemingly ageless figure in a bright two-piece bikini. Squatting in a sultry pose, the blonde bombshell wears a fishnet top as she seductively pulls her zippered shirt down over her crotch as she balances in a pair of sky high wedges. Explaining how she learnt to accept the effects of time, the Totall Recall star said: 'It hasn't been easy. 'There was a point in my 40s where I went into the bathroom with a bottle of wine, locked the door, and said, "I'm
not coming out until I can totally accept the way I look right now." 'And I examined my face in the magnifying mirror, and I looked at my body, and I cried and cried and cried. Then I said to myself, "You're going to get old now. How do you want to do that?" 'And I thought, "I'd like to age like a dancer." I want to keep my body in shape like that. I want to do the work. I like to dance and stretch. And I like going to the gym.' Stone also talked about some of her other age defying secrets, including swearing off alcohol and engaging in a high protein diet. 'I like porterhouse steak, rib-eyes and New York strip. This works for me because I have very low cholesterol and low blood pressure. It's not good for everyone; you have to talk to your doctor about that. I also eat fish and cheese. I like clean food prepared as simply as possible. 'I used to love wine, but I don't drink at all now. I think, at a certain point, it's better for women not to have any alcohol because it can make your face, breasts and midsection get very bloated.'
Deadline for Submission: February 22, 2014 Date of Publication: March 1, 2014 nya. Explaining her unique upbringing, she said: 'My father is a politician. At the time he was also a professor of political science and he was organizing for democracy in Kenya. 'We were under an autocratic regime and after a series of unfortunate events, including the disappearance of his brother, he went into political exile in Mexico. I was born in his last year there. 'All my
conscious memories are in Kenya until when I was 16 my parents sent me back to Mexico to learn Spanish.' She also revealed it was watching 80s classic The Color Purple that inspired her to take up acting, adding: ‘It was first time I’d seen someone like me on screen. Whoopi Goldberg had my kind of hair and was dark like me. I thought, maybe I could do this for a living.’

Rockets add to Laker’s misery

LOs aNgeLes, February 20 (aP): Dwight Howard thoroughly enjoyed his first road game against the team he left as a free agent after one tumultuous and contentious season, getting 20 points and 13 rebounds in the Houston Rockets' 134-108 rout of the Los Angeles Lakers on Wednesday night that extended their winning streak to eight. The streak is Houston's longest since a franchiserecord, 22-game run in 2007-08 under coach Rick Adelman. James Harden scored 11 of his 29 points in the final 1:25 of the third quarter and added 11 assists. Wesley Johnson scored 24 points for Los Angeles, and Kendall Marshall had 20 points and 16 assists. The injury-ravaged Lakers remained tied for last place in the Western Conference with Sacramento at 18-36 and are 5-23 since Dec. 20, when they beat Minnesota to get back to the .500 mark at 13-
13. It was Howard's third game against the Lakers since leaving the organization to sign a four-year, $88 million contract with the Rockets in July. Los Angeles offered him a five-year, $118 million deal to stay. The eight-time All-Star and three-time Defensive Player of the Year played 76 games last season, averaging 17.1 points and a league-best 12.4 rebounds despite residual pain from back surgery - compounded by an torn labrum in his right shoulder. Howard's only season in Tinseltown ended with a whimper - a four-game sweep by San Antonio in the first round of the playoffs, when he was ejected from what would turn out to be his final game as a Laker for protesting a non-call. The sellout crowd booed Howard every time he touched the ball. It began during warmups about 45 minutes before the game, after a few of his exteammates came over to
say hello at midcourt. The fans then drowned out public address announcer Lawrence Tanter before he could get Howard's name out of his mouth during the introductions. Less than 90 minutes before tipoff, the Lakers dealt guard Steve Blake to the Golden State Warriors for reserve guards Kent Bazemore and MarShon Brooks. Coach Mike D'Antoni was still talking about Blake in the present tense during his pregame session with reporters before the deal was consummated, and the trade left him with only eight players in uniform and his 28th different starting lineup due to injuries to Kobe Bryant, Pau Gasol, Steve Nash, Xavier Henry and Nick Young. Jordan Farmar returned to the lineup after missing four games because of a sore hamstring, and Jodie Meeks was back in action after sitting out five games with a sprained right ankle.
KiNgstON, February 20 (iaNs/CMC): The world Twenty20 champions West Indies crashed to a shocking six-wicket defeat against Ireland in their first T20 International at Sabina Park here. Ireland easily chased down the West Indies' sub-par total of 116/8
from 20 overs to win their first T20I against the Caribbean side Wednesday, reports CMC. A brilliant performance in the field by Ireland ensured none of the West Indies batsmen reached 20 runs. A 31-run opening stand between Chris Gayle and Dwayne Smith was bro-
ken and both batsmen departed in the space of seven balls. Smith (14) was caught in the deep after hitting two sixes and Gayle, who has just returned from injury, top scored with 18 before chipping Alex Cusack to long-on. The West Indies, scoring at less than a run a ball, slid
Bayern sink 10-man Arsenal
LONDON, February 20 (aP): Second-half goals from Toni Kroos and Thomas Mueller gave holder Bayern Munich a 2-0 victory over 10-man Arsenal and a firm grip of their last 16 Champions League tie on Wednesday. Kroos scored in the 54th minute with a stunning strike, curling the ball past Arsenal goalkeeper Lukasz Fabianski, who came on after Wojciech Szczesny was sent off for fouling Arjen Robben. An unmarked Mueller scored with a powerful header from close range in the 88th. Both teams missed penalties in the first half, with Arsenal playmaker Mesut Ozil shooting straight at Manuel Neuer, and Bayern midfielder David Alaba clipping a post. Szczesny was sent off in the 37th minute for following through on Robben. Arsenal manager Arsene Wenger was clearly frustrated by the sending off, saying it was a great game until halftime. "It killed the game," Wenger said. "The game until then was top quality. The second half was boring. It was one-way traffic." He said Szczesny went for the ball and suggested the decision would have been different had it been a Premier League match. Bayern coach Pep Guardiola disagreed with Wenger, saying he thought it was a penalty and a sending off. Guardiola acknowledged, however, that Arsenal were the better team in the first 15 minutes and that the sending off worked to his side's favor. "The game changed completely," the former Barcelona coach said. "They had nine players in the box and we had to wait patiently." With the odds clearly stacked against the London side, Arsenal can only hope it repeats last year's 2-0 win at Bayern in the second leg

on March 11. In the night's other match, Atletico Madrid forward Diego Costa scored a late winner to beat AC Milan 1-0 at San Siro. At Emirates Stadium, the match was breathless until the sending off, with both sides attacking and trying to gain an advantage. Kroos nearly opened the scoring for Bayern in the third minute when he forced Szczesny to make a flying save with his fingertips. Arsenal wasn't unnerved and starting to dictate play with chances for surprise starter Yaya Sanogo and Santi Cazorla. Bayern's defense started to panic and Ozil won a penalty in the eighth
minute when center back Jerome Boateng clattered into him as the German swiveled past. However, the playmaker failed to convert the spotkick and Neuer palmed the ball to safety. It was Ozil's second penalty miss in the Champions League this season, after misfiring against Marseille in the group stage. Alex Oxlade-Chamberlain created problems down the right for Bayern, but the five-time European champion settled down and started to stretch Arsenal's defense as the first half wore on. Robben won a penalty in the 37th, when he jumped to control a ball, which bounced
off his knee and appeared to be going out of play. But Szczesny was sent off when he clattered Robben's shin on the follow-through. Fabianski came on and Alaba's spot kick clipped the outside of the left post. Bayern dominated the second half and despite resolute defending from Arsenal, the home side finally caved in. The first goal came out of nowhere with a simple exchange of passes on the right, but Kroos was given too much space and he unleashed a shot from about 20 yards (meters). A tired Arsenal back line switched off late in the sec-
ond half, with Philip Lahm finding Mueller whose header bounced into the ground past Fabianski. Kroos nearly made it 3-0 with a low shot that struck a post in stoppage time. Bayern won the treble last year under Jupp Heynckes, and his successor, Guardiola is on course to replicate the team's domination of European football. The Germans are unbeaten in the Bundesliga this season, winning 19 of 21 league matches, and are 16 points clear at the top. Guardiola was without injured attacking midfielders Franck Ribery and Xherdan Shaqiri.
further to 58/3 after losing Samuels for 16, stumped. Dwayne Bravo and Lendl Simmons then put on the second biggest partnership of the innings, 20, for the fourth wicket before the former was caught at third man for eight. Simmons then left, caught in the deep for 16 while Tim Murtagh yorked Andre Russell for 15. Murtagh, Alex Cusack, Kevin O’Brien, one of two survivors from the team that beat Pakistan here during the 2007 World Cup, picked up two wickets each. Ireland, too, were in trouble early in their chase as openers William Porterfield and Paul Stirling left inside eight balls. But Ed Joyce, the only other player apart from O’Brien from this side to play the 2007 World Cup, led the way with an unbeaten 40 and shared in two important partnerships to steer Ireland to victory.
