NEw DElHI, MAY 20 (IANS): An era of responsibility and hope has begun, said PM-designate Narendra Modi who became emotional while addressing the party’s newly-elected MPs after being unanimously elected leader of the BJP parliamentary party Tuesday, a formality that set in motion a constitutional process that will culminate in his forming a new Indian government next week. A door of opportunity has been opened to the Naga women through the platform of Poorna Shakti Kendra (PSK), launched this year by Nagaland Governor, Dr. Ashwani Kumar, along with the rest of the country. Marking the formal start of Mission Poorna Shakti in Nagaland, Social Welfare Secretary, Bei-u Angami inaugurated the Block Convergence & Facilitation Centre (BCFC) and Village Convergence & Facilitation Centre (VCFC) here this morning in the presence of officials from Nagaland State Social Welfare Board (NSSWB), State Resource Centre for Women (SRCW) and several other dignitaries. Chiephozobou block, 26 km away from state capital Kohima has been chosen as PSK pilot project in Nagaland. It will cover 10 villages - Nerhema Model Village, Chiechama, Teichuma, Gariphema, Seiyhama Bawe, Seiyhama Basa, Botsa, Tuophema, Tsiemekhuma Bawe and Tsiemekhuma Basa. Bei-u expressed optimism that the PSK will push womenfolk forward and strengthen their position in the areas of education, socio-economic and health care. Stressing on the need for inclusive growth, he challenged the gathering to have an action oriented approach to translate the mission into a reality. He maintained that dedication, sincerity and loyalty are requisite for successful implementation of this pilot project. oorna Shakti Kendra (PSK) is the focal point of action on ground through which the services to women at grassroot level would be facilitated. The mission aims to provide a common platform to facilitate convergence of benefits under the programmes of the various ministries and departments of the central government. The mission will facilitate synergy in implementation of these programmes through their convergence at the state, district and block levels. The ultimate objective is to achieve inter-sectoral convergence of all pro-women and women centric programmes across various departments of the government and place the women’s empowerment concerns at the heart of public policy and governance. PSK under National Mission for Empowerment of Women (NMEW) was launched by the Government of India in 2010 with the view to empower women holistically.

DIMAPUR, MAY 20 (MExN): Several vehicles from Nagaland were stranded for hours on Tuesday in the Dimapur-Assam border, as Assam Police prevented the vehicles from entering the Assam side of the border. A 72 hour bandh called by the Karbi People’s Liberation Front (KPLT) on May 17 was scheduled to end at 5:00 am, May 20. However it was informed that a “miscommunication” between the KPLT command and its cadres compelled Assam Police to prevent the Nagaland vehicles from proceeding towards Assam due to safety concerns. Sources from Dimapur Police stated that the KPLT General Secretary had previously informed that the bandh would end as scheduled. However, owing to a “communication gap” between the cadres and the high command, the bandh could not be lifted at the scheduled time. By late afternoon, it was informed that the situation was resolved and that the stranded vehicles were allowed to enter Assam. The KPLT had called for the 72 hour bandh as a mark of respect to six of its cadres, who were killed by security forces on May 14.
DIMAPUR, MAY 20 (MExN): Two persons, who were collecting taxes from commercial vehicles, were apprehended by the public at the Merapani-Wokha road, Doyang on May 20. According to reports from Wokha, the duo were assaulted before the police intervened and took them into custody. Two other accomplices are reported to have escaped. But the incident did not stop there as an angry crowd later gheraoed the Wokha Police Station demanding that the duo be handed over to them. The situation calmed after the district administration and NGOs intervened. According to a report from the

It has been a year now since police filed charges in court against nine people accused of complicity in the 2004 Dimapur twin blasts. Initially, ten suspects were rounded up by the SIT probing the blasts. However now, only eight remain. One of the accused passed away in April of this year whereas the other had reportedly committed suicide while in police custody in 2010. The accused who passed away in April 2014, identified as Hukum Ali, died of natural causes in jail, the Jail Authority informed. The officiating in-charge of Jails, Nagaland, ADGP (Ops), Lungriading stated on May 20 that as per the report, Ali died at the Sub-jail
in Dimapur in February following an illness. Post mortem could not be conducted due to his family’s refusal, it was informed. The deceased Ali, according to the report filed by the SIT, was the leader of the group that planted the bomb at the railway station in October 2, 2004. Meanwhile, court hearing of the case is yet to go past the witness examination stage. A hearing on May 20 had the Deputy Commissioner, Dimapur and the Investigating Officer deposing as the prosecution witnesses at the District Sessions court. Prosecution witnesses failing to turn up at hearings are slowing the pace of the trial. As many as 23 witnesses are set to be examined as the trial progresses.
KOHIMA, MAY 20 (NEPS): Newly elected leader of the NPF Legislature Party and Minister for Planning and Coordination, TR Zeliang, who was in Delhi accompanying newly elected Nagaland MP and Chief Minister, Neiphiu Rio since May 17, has rushed to Kohima to allay fear of restless MLAs loyal to him. The concerned MLAs, numbering about 37, have been holed up at Hotel Japfu since then. Apart from 27 NPF MLAs, other MLAs from its allies BJP and JD (U), including NCP and Independent MLAs are also present at the hotel. According to highly placed sources, TR Zeliang, along with MLAs supporting him, may meet the Nagaland Governor, Dr Ashwani Kumar in the next two or three days for formation of the next government in Nagaland state under Zeliang’s leadership. It is also reported that more than half of the current Nagaland Cabinet Ministers may not find Ministerial berths in the next government. However, some senior Ministers, who are key and crucial, may be retained. “This is extremely essential in view of the delicate political situation,” said one high profile legislator, who refused to be named.

Naga Rice Hotels Union, Dimapur has recently raised this issue that is supported by the Nagaland Hotel & Restaurant Association and urged the DMC to instruct butchers to display the rate fixed by it. In many places outside Nagaland, shops selling pork, beef, chicken etc are required to display the rates outside the shops. JAluKIE, MAY 20 (MExN): Joint Forest Management Committee (JFMC) Old Jalukie village has been selected for India Biodiversity Awards 2014 under the co-management category. The award ceremony is scheduled to be held on May 22 at Port Blair, Andaman & Nicobar Islands. Range Forest Officer, Jalukie Range, Rampaukai Mpom in a press release informed that the India Biodiversity Awards instituted by the Ministry of Environment and Forests, Government of India and UNDP (United Nations Development Programme) recognizes outstanding models of biodiversity governance and importantly the central role played by communities that are at the heart of any effort to conserve biodiversity. The award recognizes people, communities and agencies from across the country who has led effective models of biodiversity governance
including community-run institutions, local self-governance bodies, joint forest management committees and protected area management agencies engaged in preserving designated protected areas. According to the note, JFMC Old Jalukie village was nominated by Peren Forest Division, seeing the committed effort rendered by the community for preservation of their village forest against all odds and against the backdrop of a fast diminishing biodiversity in the district due to over exploitation of forest resources. “In fact, the Old Jalukie community biodiversity reserve was locally declared by a village council resolution way back in 1986 and later on signed a MoU with Forest Department on 15th June 2012, stands tall as one pioneering community conservation initiatives in the region,” stated the release. “During the last few years of its effort, the community had successfully
merged the traditional system with the ethics of conservation, whereby certain governance systems were evolved that blend well with the traditional life of the community and some innovative practices for reduction of pressure on forest and alternative livelihood models were introduced.” The conservation model, it said, has started a chain of policy change at many levels today; where many villages have come forward and set aside conservation areas in their respective villages as well as the District Planning & Development Board (DPDB) Peren successfully imposing total ban on hunting and fishing with poison in the district. Rampaukai Mpom acknowledged that this year’s award to be given to JFMC Old Jalukie is “indeed a deserving case and it surely is going to have a positive impact on run for biodiversity conservation in the State and the world at large.”

WOKHA, MAY 20 (MExN): Legislators’ Forum on AIDS (LFA Nagaland) in collaboration with Center for Youth and Social Action (CYSA, Wokha) conducted a one day advocacy programme on HIV/AIDS at Lotsu village in Wokha district on May 14. The programme was attended by village leaders, church leaders, women leaders and several other institutional heads of seven different villages, informed a press release.

“Satan Worshiping” reportedly rising in NE Newmai News Network Shillong/Dimapur | May 20
Reports of alleged Satan worshiping are increasing by the year in the North East region. It was in Mizoram and then in Nagaland and now in Meghalaya. The East Khasi Hills district administration in Meghalaya has even went to the extent of clamping Prohibition Act such as Section 144 CrPC prohibiting 'devil worship' in the whole district. Last month in Garo Hills in Meghalaya, some residents of Tura had seen young people indulging in Satan worship. Sources said these young people often loiter in the grave-yards
or other secluded places. It can be recalled here that last year, church workers in Nagaland had experienced a harrowing time 'exorcising the devils' from the society. A prominent church leader in Nagaland had commented last year on the purported rising number of Satan worshippers in the state, the alleged distribution of membership forms in the state has even fueled unnerved for many Christians in the state. Early 2013, Rev. Zotuo Kiewhuo, a senior pastor and founder of Koinonia Baptist Church, Kohima had said that there were around 3000 devil worshipers in the state capital Na-
galand alone. Amid intense speculations, a membership form of a group called "Awakening the Horror" was made available to Newmai News Network by a church pastor in Dimapur as recent as in the first week of July, 2013. To be a member of this group, one has to submit the form after necessary descriptions are mentioned in the form along with Rs 20. The form says that the members of "Awakening the Horror" should help each other and fight jointly against anyone who attack any of the members. Meanwhile, the church pastor who did not want to be identified told NNN that
these members of "Awakening the Horror" would meet once a week at a place in Chumukedima in the outskirt of Dimapur just around midnight. However, NNN attempted hard to ascertain the development but to no avail. Meanwhile, to thwart the purported rise in the number of Satan worshippers, a ‘Transformation crusade’ was held last year in April with the theme ‘Arise and shine’ at Khuochiezie local ground in Kohima. Churches across Nagaland are also giving special times to pray so that the supposed Satan worhippers are done away. Also last year in Mizoram sometime in Sep-
tember, one Lalrinmawia of Champhai Kanan Veng of Mizoram who identified himself as a worshiper of Satan and also a swindler, was arrested by Bawngkawn and Vaivakawn police. Sources speculated that the kind of Satan which Lalrinmawia worshiped was much powerful and mightier than the evil worshiped by majority of Mizo youths. According to Lalrinmawia, they had a group of follower called 'DARK OF PRINCE' and there are only around 10 members in Mizoram among them includes female worshipers. They usually worship Satan and practice its cult on first Wednesday of every month.

ItANAgAr, MAy 20 (PtI): Arunachal Pradesh Chief Minister Nabam Tuki has cleared the implementation of the Lokayukta Bill which the state Assembly had passed in March. "This is a gift to the people of Arunachal Pradesh from a responsive government," sources quoted Tuki as having said after he signed the Bill yesterday on his first day in office following Congress's re-election in the state. Passage of the Lokayukta Act was a commitment made in Congress's election manifesto this year, official sources pointed out today. Lokayukta is a quasi-judicial body which would act as a watchdog to pinpoint wrongdoings of the administration, look into complaints of victims of corruption and suggest measures to improve the efficiency of the government.
NPF Manipur submits complaint letter to ECI IMPHAL, MAy 20 (NNN): The Naga People's Front (NPF), Manipur State has submitted a complaint letter yesterday to the Chief Election Commissioner of India (E-ECI) that there were about 40-45 unclosed EVMs since April 9 to May 16 thereby flouting the prescribed norms and procedures of counting of votes by the Returning Officers (ROs) concerned of the Outer Manipur Parliamentary constituency during the 16th Lok Sabha election 2014. The NPF complaint letter mentioned each and every EVM number that were displayed INVALID but counted. The complaint letter signed by NPF Manipur State general secretary Athuan Abonmai said there have been prima facie evidences that EVMs used in the polling of the 16s Lok Sabha election 20L4 of the seven assembly constituency segments of Thoubal district which are included in the Outer Manipur Parliamentary Constituency were found not closed till the morning of May 16 i.e., the counting day. The NPF Manipur State complaint letter to the ECI said that around 40-45 EVMs were found to be in 'abnormal' condition. When the EVMs were opened for counting and we found those EVMs displaying 'INVALID' after the result button was pressed. "On being objected, the RO concerned and his official staff warned our counting agents not to disturb the counting and then they bulldozed the count-
ing and the closed buttons were pressed in the morning of the counting day itself". It said the counting went ahead for more than 40 unclosed EVMs without listening to their objection. "Therefore, we demand the ECI to declare the counting results of those polling stations of Thoubal district null and void, and, revisit those EVMs used during the polling of the 16th Lok Sabha Election 2014 particularly of those seven assembly constituency segments of OuterManipur Parliamentary constituency in Thoubal district and dispense justice in the matter," NPF Manipur unit stated.

Modi may push ahead with diesel price deregulation
New Delhi, May 20 (PTi): Narendra Modi’s landslide victory gives him the mandate to deregulate diesel prices as well as raise natural gas rates with a clear road map towards free pricing to cut subsidies and shrink the budget deficit. With the biggest election win in 30 years, the Modi-led National Democratic Alliance is expected to maintain the reforms momentum, ICICI Securities said in a research note. While the outgoing United Progressive Alliance government had taken baby-steps towards freeing diesel prices by way of 40-50 paise a litre monthly increases since January 2013, it said “a clear majority should encourage the government to fast forward deregulation process through more frequent hikes (fortnightly or weekly). It can be more or less implied that deregulation is for sure.” The Congress-led UPA had in June 2010 freed petrol prices and rates have largely moved in tandem with costs. Members in their individual capacity will also voice their views before the Reserve Bank of India (RBI). “Five unions will demonstrate across the country Friday against the Nayak Committee recommendations,” All India Bank Employees Association (AIBEA) general secretary C.H. Venkatachalam told IANS Tuesday. The four unions besides
AIBEA are All India Bank Officers’ Association (AIBOA), Bank Employees Federation of India (BEFI), Indian National Bank Employees Federation (INBEF) and Indian National Bank Officers Congress (INBOC). The RBI had constituted an expert committee under the chairmanship of P.J. Nayak, former chairman of Axis Bank, to review governance of boards of banks in India. The committee submitted its report recently and the RBI asked for comments from the public on it by June 12, 2014.
Venkatachalam said the committee recommended reduction of government holding in public sector banks to less than 50 percent, merging government banks, keeping out government banks from the ambit of Central Vigilance Commission and Right to Information Act, transferring government’s holdings to an investment company and repealing the Bank Nationalisation Act. However, memory at best is labile and short. So let us go with the current affairs. Mr. Neiphiu Rio got elected as MP of Nagaland. It was apparently a clear mandate. However, was it all clean? I leave that to God and the people of Nagaland. Manipur outer parliamentary election – NPF candidate Mr. Soso Lorho failed to get elected in spite of sound political logics: 1. Cong (I) fielded a weak and non-performing candidate for whom no grass root workers were enthusiastic. 2. BJP candidate eroded the counter balancing vote bank of the valley and relevant issues pertaining to the Nagas in Manipur could have united the Nagas. 3. Many especially the young generation were itchy/edgy
for change. 4. Nagas had every advantage of geography and size of vote bank. In spite of all these advantages – NPF candidate was defeated. Using simple common sense, the defeat was a good possibility. The NPF leaders in Nagaland who decided the affairs, implicitly and explicitly ignored the groundswell that was developing. The trumpets of the people were ignored and insulted by high command culture/dictator’s hand in the gloves of sham democracy. Well before the voting, I wrote through Morung Express dated 23rd March 2014 under the caption “Naga leadership – where is it heading, where is it leading? “, I did say clearly and loudly – NPF leadership have nominated the “wrong horse” and however good the cart, it will not go/work. I didn’t write that as a prophet but as a laity who glean nuggets of wits and wisdom from the word of God. Above everything else, people
who live in the soil of Nagaland were supposedly giving divine like instructions to vote both for Mr. Mani Charenamai and Soso Lorho – Blindness/Madness? The information flow is such no leave rustles without the wind! Nothing goes unnoticed – even the most humble villagers live abreast of all events, especially emotive electoral issues. This is the second consecutive loss for the Nagas in Manipur. Accountability is called for. Don’t simply rub away by blaming the Naga voters. Learn from the Hindustani Party- Cong (I) Mrs. Sonia Gandhi, the President and Mr. Rahul Gandhi, theVicepresident (being family owned party), solely and completely owned the responsibility for the utter routing of the party in the last Lok Sabha election. Why the NPF top brass – Mr. Neiphiu Rio and Mr. TR. Zeliang passing the bug? Well let us forget the past loss. Let us look forward. Let me quote Psalms 106:15 – So He

Zeliang and his supporting MLAs were picnicking of all the places – in Kaziranga (Christian centre or Hindu Centre?). To my simple mind it was a blatant insult to all the mothers. A press note from the PRO, Assam Rifles informed that on May 18, an operation was launched in the Purana Bazaar area by troops of the 29 Assam Rifles under the aegis of HQ 6 Sector, Assam Rifles. The troops tracked and intercepted one Atoka Zhimomi (30) and recovered three .22 pistols along with magazines. The apprehended individual was later handed over to the East Police Station, Dimapur. Kohima, may 20 (mExN): Gariphema Village Youth Organization (GVYO) has totally banned, within its jurisdiction, usage of air rifles, poisonous chemicals and machines, batteries, generator etc on fishing, burning jungle /forest fire, hunting and collection of medicinal plant in the reserved forest, use of gun by under age (Below 18 years). This was resolved during the first executive meeting of the newly elected GVYO office bearers for the tenure 2014-16. In a release, GVYO Press Secretary Kezhangulie Kire further requested the visitors to the village to seek prior permission and approval while conducting camp from the action committee of the village youth body. The GVYO also vowed to protect the flora and fauna in the village for “our better tomorrow.” The youth organization cautioned that violator(s) of the above mentioned rules will be punished in accordance with the GVYO resolutions.

or much too long, the Nagas have been made to bear the cross of "rampant uncontrolled taxation" of the NPGs and the "unsparing commission regime" of the State Government. The abject fear for the guns pointed at the people by the NPGs on the one hand and the deafening silence of many of the motivated self indulgent NGOs the Churches and intellectuals on the other, completes the decadent canvas of our society. It is this passive silence of the masses that has emboldened the powers that be to openly carry out their illegal money harvesting occupations, casting all caution to the wind. What Edmund Burke said ages ago that "The only thing necessary for the triumph of evil is for good men to do nothing" rings so true today. The time of complaining within the four walls of our kitchen must come to an end. This pretentious shadow of living in the so-called civilised society without the rule of Law must be resisted by all conscience bearing Nagas and say "enough is enough"! Our coming generation must be given their fair share of opportunity to grow in a healthy honest environment. Having returned from a gruelling trip from Pfutsuro, Phek, Meluri, Kiphire and Zunheboto with the ACAUT team bearing the message of "One Government, one tax", it is a heart warming reward to see the exemplified reawakening of the citizens of Phek as an immediate reaction of the masses to tyranny in its aftermath. People of Phek, you have kept your promise! You have affirmed the message of ACAUT by your action loud and clear! Way to go PCCI, PTYS and ACAUT, Phek! Way to go citizens of Phek! You have made the Nagas proud this day! May this little spark, a manifestation of your collective courage, get the fire going and reverberate in each and every town and village across all the Naga inhabited areas! May the NPGs learn the ultimate lesson that their guns will have no effect in the face of a united people standing up together against injustice, extortion and threats. They must instead seriously revisit and reconsider the reconciliation agenda of FNR for one united house of the Naga National
The Impossible Dream Movement. Their unity will surely rejuvenate the Nationalistic spirit that still lives in the hearts of every Naga. Let greed and ego amongst the NGPs not stifle this sentiment. ACAUT has thus far been listening to and clarifying a lot of confused but honest questions being raised by genuinely concerned citizens concerning its slogan "One Government, one tax". Many have said that they have heard and read sketchy information about ACAUT but have no comprehensive idea as to what ACAUT really is and what it wants to achieve. Questions like: Is it an Non Govt. Organization?...One tax for which Government?...If FNR is working for the unification of the NPGs, should ACAUT not join FNR and work together hand in hand instead of running a parallel campaign?... Our District/ our area is paying one tax to only one faction, so is this not what ACAUT is campaigning about? Even the NPGs have not spared ACAUT with their own brand of questioning...Which Faction is ACAUT campaigning in favour of, for the payment of this one tax?... Does ACAUT know the history of the Naga struggle for independence to acknowledge and support the politically correct group who have not surrendered and has been keeping the Naga flag flying high?...Why is ACAUT getting involved in Naga political issue that does not concern them?...Why is ACAUT campaigning against the NPGs with this 'one tax' slogan and strengthening the hands of GoI by diluting and weakening the status of the NPGs?... Does ACAUT have a hidden motivated agenda of acting as the agent of India to undermine the peace talk? A question such as this has been superimposed with a conclusive threat that if the present peace talk fails, ACAUT will be held directly responsible! {Curtsy... NSCN (IM)}. There are questions galore and should we list them all, there would be less space for answers, so let's leave it at this. To begin with, Against Corruption And Unabated Taxation (ACAUT) is NOT an NGO, NOT affiliated to any Political Party and CERTAINLY NOT a motivated group with a 'hidden agenda' as an Indian
Agent. It is simply and uprightly a Movement of the people of Nagaland crying out for survival and justice... that includes every citizen of Nagaland...that includes you and that includes me at the receiving end of a tyrannical oppression in the hands of both the NPGs and the corruptive system of the State Government... nothing more, nothing less...period. It is absolutely transparent without any hidden agenda and stands true to the national cause. The Nagas began their political journey in fear of foreign taxation as amplified by our first generation elders to the Simon Commission in 1929. Late Mr. A.Z. Phizo galvanized this subject into the hearts of every Naga which culminated into the Plebiscite of 1951 on which the legitimacy of the Naga National Movement was founded as free people. This solid house on a solid foundry was hit by the deadly Shillong Accord tsunami in 1975 and the once united house of the Nagas called NNC/ FGN disintegrated beyond honourable recognition. Wisdom seemed to have deserted the Naga leaders at this critical juncture of our history. Late Mr. Phizo played his silent fiddle as Nagaland burned...by failing to condemn the Shillong Accord. Instead of first making a sincere effort to opt for a legitimately available legal course of action by impeaching the NNC President for his phenomenal National failure and condemning the Accord through a decree of an existing Naga National Parliament as the supreme body, (way above the signatories who signed the Accord under duress), which could have kept the Naga House intact and the National Flag flying high, Mr. Isak, Mr. Muivah and Mr. Khaplang unfortunately opted to form a Chinese indoctrinated socialistic parallel organization called the NSCN. It is obvious to all that this laid the foundry for further compounding the Naga problem. A dispassionate, unbiased analysis would render this step taken as another blunder adding to the unfortunate plight of our Naga history because there was a positive choice to right the wrong but was not taken. Population explosion then followed with this NSCN further giving birth to more NSCN siblings, with each of them mercilessly
trampling upon the lives of the common man day in day out with their tax demands at gun point, under the guise of searching for sovereignty in our own backyard,... with the exception of NSCN (IM) engaging the GoI for a solution. The Nagas are paying a high unbearable price for this careless indiscretion today. No faction is completely free of mistake(s)...each have leopard spot(s)...therefore reconciliation should be a possibility if each of the factions acknowledge this fact and place the greater good of the Nagas in the fore in the name of 'Nagaland for Christ'. FNR has been making sincere effort to bring all the NPGs together to form a united house through Christian spirit of forgiveness and reconciliation. However, one gets the distinct impression that MONEY is the most serious distracting roadblock apart from the equally detrimental ego factor. Each NPGs have their independent tax collecting authority they would not to want to compromise by uniting. So the high lofty national and historical principles are invoked as a basis of reconciliation and would rather wait for Zungki river to flow upstream before agreeing to reconcile on a common platform of give and take. The principle of "taking" and "not giving" is a negative attitude of sitting on a reconciliation table and FNR will be hard pressed to achieve the desired end result under these circumstances. FNR's Christianly approach to the subject of reconciliation is the best option by far but ACAUT realises that as long as the NPGs enjoy a fluent independent income through taxation, they would be less inclined to unite. Therefore while the objective is the same...to unite the NPGs... ACAUT has adopted the financial route which FNR cannot technically address. No organization can survive without revenue...neither can the masses be expected to continue to bear the burdened of their uncontrolled irrational self-indulgent taxation forever. Therefore, ACAUT is not campaigning in favour of any one group but has been accentuating the need for a "One House" strategy of all the NPGs. Some Districts had expressed their 'one tax' support for 'one faction only' as an equation to ACAUT's "one Govt, one tax" slogan. This is a gross mis-
conception that does not serve the end result that ACAUT is angling for. As long as each faction continue to get their revenue from one district or the other, each is assured sustenance and therefore would not feel the compulsion for unity. Look at the scenario carefully: even if one district supports only one faction, other districts are also supporting another 'one faction only' which is as good as encouraging factionalism. This being the ground reality, ACAUT is campaigning for stoppage of all revenue resources for all the factions until they unite. Once they do, Nagas would be prepared to pay 'one tax' to this united house of 'one NNM' with complete moral support as a bonus. Both the roads of FNR and ACAUT therefore, lead to the same house of unity amongst the NPGs. ACAUT has been appealing to all our NPG leaders to understand that without the support of the masses, the fragmented NNM will further disintegrate to a vanishing point. The following historical truth is crystal clear to every Tom, Dick, Harry, Khumutsa and Akhakhu ...The Naga political journey that began in fear of 'foreign taxation' has now reverted to a fear of 'domestic taxation' from our own kind instead. The fear for guns in the hands of our aggressors has reverted to the fear of guns in the hands of our own brothers who ruthlessly squeeze out 'national tax' from the common man to quench their 'national thirst' in some dingy 'national bars', for their 'national selfperpetuation' and their 'personal national comfort zones'. Sovereignty is no longer in their sight. There was a time when the National workers were doing a yeomen's service for the community by taking the errant gamblers and drunkards to task. In Zunheboto, a group of young men caught gambling were made to literally eat the cards they were playing with, at gun point...it included the spectators. One of the 'card eaters' was supposed to have commented afterwards that the 'joker' tasted the bitterest of all the cards in the pack he ate. The wheel of fortune has spun a full circle and the pendulum of social indiscretion amongst the civil society in the past, now swing above the heads of battalion after battal-

At this point in time the public are thoroughly fed up with the hypocrisies they see in our NPGS day in day out, unlike the days gone by. ACAUT is only focused on unburdening the common man from the clutches of 'out of control taxation'. It can only happen if the NPGS unite. Asking them to harness the strength of unity is not an act of AntiNationalism. ACAUT is not responsible for all the divisions within the NPGs and it is up to them to clean up the mess they have deliberately created. There is no political motivation within ACAUT other than the motivation to create a fair breathing space for the masses. The clarion call is for all the NPGs to unite and streamline the tax collection norm that has crippled every family alive in Nagaland and garner the support of the masses as they did before. Nagas can then address the issue of self-determination together from a position of strength and cause a final solution to this vexed problem. It seems like a tall unachievable, impossible dream...but you do know that the public felt the same when Abraham Lincoln set out to liberate the black slaves in America. You do know that the majority felt the same when Rev. Martin Luther King Jr. set out on a march for civil rights for the American blacks. Above of all, you do know that the most unbelievable miracle was the culmination of Martin Luther King's dream in Obama becoming the first Black American President. Faith can move a mountain, so join the ACAUT movement with your heart and soul and make the impossible happen. May God help us all to do the right thing to achieve this impossible dream.

The Future of the State
n the 21st century, it has become pertinent to dialogue around the future of the modern State. While seeking alternatives, Lisa Schirch points out that control over the state system will be an “ongoing battle between people’s movements who long for real democracy and elite corporate interests who want a façade of legitimacy while they control state structures.” While acknowledging the continuing struggle to redefine what the State is, Schirch pointed out the need to identify the difference between a “citizen-oriented state” and those that primarily serve corporate interests. She notes that “most governments do not want to let people have a robust participation in decisions that impact their lives” as they are made up of an elite group of people “who think they know what is best for others or who deny the interests and needs of some parts of their public.” Hence, the future state needs to involve radical changes in the state structures which facilitate different forms of governance with less absolute boundaries. In this context, the primary value principle is focused on legitimacy. In other words, it needs to include the mandate of the people being governed. After all, the expressed will and desire of the people is fundamental. Therefore, replacing the centralized form of governance which is derived through coercive forms by a different form of governance as a legitimate expression of people’s will is a step towards a future system. This will require considering inclusive orientations that emphasizes human solidarity as desirable and possible. It needs to challenge the present existential limits of human community and to envision a future based on the relevance of dreams that are self-organized and nonhierarchical, which should be based on the principle of free association of individuals and collectives, and to enable and empower the emergence of a just and compassionate order. To further contemplate a shared future beyond the Westphalian perspective of the modern state it is important to think about the concept of common interests, which needs to be conceived dynamically rather than statically. This will require creating, nurturing, empowering and involving the support and critical solidarity of transformative entities. In essence, a critical imagination is needed to realistically analyze the present world realities and stimulate widespread hope to look ‘beyond’ a world shaped that is increasingly being defined by the Westphalian realities. For struggling people like the Nagas, it has become imperative to start an internal dialogue on issues of structures and governance.

Wildfires worse due to global warming
T
he devastating wildfires scorching Southern California offer a glimpse of a warmer and more fiery future, according to scientists and federal and international reports. In the past three months, at least three different studies and reports have warned that wildfires are getting bigger, that man-made climate change is to blame, and it's only going to get worse with more fires starting earlier in the year. While scientists are reluctant to blame global warming for any specific fire, they have been warning for years about how it will lead to more fires and earlier fire seasons. "The fires in California and here in Arizona are a clear example of what happens as the Earth warms, particularly as the West warms, and the warming caused by humans is making fire season longer and longer with each decade," said University of Arizona geoscientist Jonathan Overpeck. "It's certainly an example of what we'll see more of in the future." Since 1984, the area burned by the West's largest wildfires — those of more than 1,000 acres— have increased by about 87,700 acres a year, according to an April study in the journal Geophysical Research Letters. And the areas where fire has been increasing the most are areas where drought has been worsening and "that certainly points to climate being a major contributor," the study's main author Philip Dennison of the University of Utah said Friday. The top five years with the most acres burned have all happened in the last decade, according to federal records. From 2010-2013, about 6.4 million acres a year burned on average; in the 1980s it was 2.9 million acres a year. "We are going to see increased fire activity all across the West as the climate warms," Dennison said. That was one of a dozen "key messages" in the 841-page National Climate Assessment released by the federal government earlier this month. It mentioned wildfires 200 times. "Increased warming, drought and insect outbreaks, all caused by or linked to climate change have increased wildfires and impacts to people and ecosystems in the Southwest," the federal report said. "Fire models project more wildfire and increased risks to communities across extensive areas." Likewise, the Nobel Prize-winning Intergovernmental Panel on Climate Change noted in March that wildfires are on the rise in the western U.S., have killed 103 Americans in 30 years, and will likely get worse. The immediate cause of the fires can be anything from lightning to arson; the first of the San Diego area fires, which destroyed at least eight houses, an 18-unit condominium complex and two businesses, seemed to start from sparks from faulty construction equipment working on a graded field, said California Department of Forestry and Fire Protection spokeswoman Lynne Tolmachoff. But the California fires are fueled by three major ingredients: drought, heat and winds. California and Arizona have had their hottest first four months of the year on record, according to National Weather Service records. Parts of Southern California broke records Thursday, racing past 100 degrees Fahrenheit (38 degrees Celsius). For the past two weeks the entire state of California has been in a severe or worse drought, up from 46 percent a year ago, according to the U.S. drought monitor. "With the drought this year, we're certainly going to see increased frequency of this type of event," Dennison said. "Because of the drought the fuels (dry plants and trees) are very susceptible to burning." Another study last month in Geophysical Research Letters linked the ongoing drought to man-made climate change. Other scientists say that is not yet proven. Scientists will have to do a lot of time-consuming computer simulations before they can officially link the drought to climate change. But Overpeck said what is clear is that it's not just a drought, but "a hot drought," which is more connected to man-made warming. The other factor is the unusual early season Santa Ana winds, whose strength is a key factor in whipping the flames. So far, scientists haven't connected early Santa Ana to climate change, Dennison said.

wenty years ago, South Africa made a peaceful transition from apartheid to democracy, a particularly impressive feat given the contemporary global climate, which included the Rwandan genocide and ethnic cleansing in the former Yugoslavia. At the time, the ‘Rainbow Nation’ was a symbol of hope across the world, reflecting the new democracy’s aspirations for its future. ome dates will forever remain etched in memory. It was around 6.30 p.m. on September 9, 2001, when the first pictures came in of a burning World Trade Centre tower, followed soon after by the image of an airliner crashing into the second tower. Some two hours later, the first of the towers collapsed and then the second came down. In the frenzy that a newsroom is in during such tumult, the total focus is on reporting the event and related issues. It was only past midnight, comfortably ensconced in my sofa at home, a stiff drink in hand and watching the rerun on TV did the reality sink in: The world had changed. And how! A little over a month later, a US-led military coalition swept into Afghanistan, where it still remains. A new expression was coined: Homeland Security. What till then had been FEMA (Federal Emergency Management Agency) in the US transformed into the Department of Homeland Security. The world quickly played catchup and expositions focussed on homeland security quickly blossomed along with the sundry DefExpos that had almost become blasé. India, in no way, lagged behind. Cut to May 13, 2004. The ruling BJP had called general elections a tad early, hoping to cash in on its "India Shining" media blitz. Just the opposite hap-

The Congress stormed back to power after eight years in the wilderness and cobbled together an alliance of 335 of the 543 elected members of the Lok Sabha. Once again, the import of the moment sank in only at home. The world had changed. And how! The true benefits of the economic reforms initiated by Manmohan Singh as the finance minister in 1991 began to be felt by the burgeoning middle class. For once, one felt proud to be an Indian - forget the fact that the global economic slowdown began just four years later in 2008. Now, come to May 16, 2014. For close to two years, it had been widely believed that the Congress-led United Progressive Alliance had little chance of being returned in the 16th general elections. Would the BJP-led National Democratic Alliance return? The answer was extremely iffy and the general feeling was that the verdict would be fractured. In fact, there was even talk that Pranab Mukherjee, then the government's principal trouble-shooter
and the effective No.2 in the cabinet, was elevated to the presidency as the services of an astute politician, acceptable across the spectrum, would be required after the election verdict. Then came the December 4, 2013, elections to the Delhi assembly and the Aam Aadmi Party, whom no one gave a chance, emerged with 28 seats in the 70-member house, just eight short of a majority. Not surprisingly, its government lasted a mere 49 days, but not before it declared its intention of contesting over 300 Lok Sabha seats. This seemingly upset the apple cart - but for just about a month. Till polling began April 7 in the 10-phased general election, the situation remained unclear - remember the talk of a Third Front or a Federral Front - though it was widely believed that the BJP could somehow pull it off. Thus, the exit polls on the evening of May 12, when balloting ended, did little to remove the suspense as the numbers differed widely. Only one got it right. When the verdict came on May 16,

giving the BJP 282 of the Lok Sabha's 543 elected seats, it was clear that the world had changed - due to the sheer scale of the victory and the implications this would have for the Congress dynasty. For the first time since 1984, when the Congress, riding a sympathy wave under Rajiv Gandhi, following the assassination of then prime minister Indira Gandhi, won a huge 414-seat majority in the Lok Sabha, India is looking at a stable government that could govern on its own without having to look over its shoulder due to the compulsions of coalition politics. Does the BJP victory also mean that India, which set the trend of dynastic rule in South Asia, would be one to buck this? What delightful possibilities this raises! Do I detect a skeptical note that there were only three defining moments for me in the 21st century? I never said that. There have been any number of moments when my world changed but that was my world. All too often, as journalists, we tend to take a limited view of things. We tend to forget that we have a larger role to play - that of social scientists chronicling the times. The job of a journalist is not to merely report but record events for posterity. By that yardstick and from the Indian perspective, those were the three days that changed the world.

arendra Modi, the incoming Indian prime minister, has kept his first promise to supporters: win in a landslide victory in Indian general elections and reduce to rubble the majority of the Indian National Congress (INC) led by the Nehru-Gandhi dynasty. With over 330 seats won (272 are enough to win the majority of the 543-seat lower house, the Lok Sabha), the National Democratic Alliance (NDA) coalition led by the Modi's Bharatiya Janata Party (BJP) has secured the best election result of the past 30 years. In contrast, with only about 60 seats, the coalition led by the INC, the United Progressive Alliance (UPA), has recorded its worst electoral performance ever. Only a few people doubted the BJP would triumph in this election. Too little had been done by the INC during the last years of their government to earn a third term. A long series of corruption scandals and the failure to adopt structural reforms have slowed gross domestic product growth to below 5%, a rate insufficient to absorb a labor force in constant expansion. The Congress campaign led by Rahul Gandhi was unable to reverse a "saffron wave" of Hindu nationalism. The decision of the Indian National Congress not to announce the name of a candidate for leadership of the government has been read as an attempt to preserve the scion of the Gandhi dynasty. However, many believe the party will soon task the charismatic Priyanka Vadra, Rahul's younger sister, with reviving its electoral fortunes. The anti-corruption Aam Aadmi Party (AAP), a group led by the activist Arvind Kejriwal, also performed weakly. Founded as recently as November 2012, the AAP has not had enough time to put down political roots within the country and therefore failed to steal support from the two major parties. Well supported by media, the Modi campaign had seemed on an unstoppable ride towards the corridors of power. In recent months, the leader of the BJP has travelled 300,000 kilometers and held 457 rallies across the country to spread its political message, which is the idea that building a new India - less corrupt and more meritocratic - is possible. With a metaphor full of symbolism, Modi has promised the Indians that he wants to restore the purity of the Ganges River just as he will revive a nation sullied by corruption and stalled by mismanagement and bureaucratic sloth. The economy has played an absolutely central role in the election campaign of the nationalist leader, although his program remained, in many cases, built more on a series of slogans able to captivate the population rather than on concrete proposals. Thanks to his long and successful experience at the helm of the state of Gujarat state, Modi has been able to provide a factual basis to his pro-market claims. During his tenure, Gujarat's GDP has grown at an average rate of nearly 10%, consistently above the national average. Counting only 5% of the total Indian population, this state currently covers about 16% of the manufacturing output and 25% of the national total exports. Among the major successes claimed by Modi, is infrastructure development (in par-

hen I was in my 20s, a girlfriend surprised me by saying that we didn't have to worry about overpopulation because technology would make sure we always had what everyone needed. Of course, economists have been saying this for decades. And of course, billions of people today don't have what they need. Because such people as my old girlfriend and economists presuppose that unlimited economic growth is necessary and also believe adding billions more humans to the world is desirable, I would like to share some thoughts about such thinkers, whom I'll call "Growthers." Why do Growthers think we should add billions more humans to the world? Do they want more consumers? Or is it something deeper, more biblical, more fruitfully multiplied? All of the above? Whatever their impulse, compulsive craving for "no limits" to economic growth and human numbers is irrational. A finite planet comes with limits. The United Nations expects the population to grow to about 9.6 billion people by mid-century; that's two more Chinas. That worries me. Yet in The Wall Street Journal on Saturday, April 26, Matt Ridley expressed these views when he reassured us, "There are no limits because we can invent new ways of doing more with less." He doesn't see that this very acknowledgment undermines his premise. If limits don't exist, why would we need to do more with less? He continued: "Oil and gas ... will run out one day, but only in the sense that you will run out of Atlantic Ocean one day if you take a rowboat west out of a harbor in Ireland. Just as you are likely to stop rowing long before you bump into Newfoundland, so we may well find cheap substitutes for fossil fuels long before they run out." Is it possible to think more incoherently about matters of such importance? And as a mariner I must point out -- if only for safety -- that a rowboat far in the open ocean is a frail and vulnerable craft. Another big blind spot in the unlimited growth view is the fact that

hile most exit polls forecast that Hindu nationalist Narendra Modi would become the next prime minister, only one little-known outlier accurately predicted the scale of his overwhelming election victory. The secret recipe of New Delhi-based Today's Chanakya group was careful interview selection, ensuring that its survey accurately represented the demography of any given constituency in the world's largest and most diverse democracy. "In India, when any poll is released, everyone talks about the sample (size) numbers ... no one asks about the quality of the sample," V.K. Bajaj, chief executive officer at the polling group, told Reuters. "Every state has some caste combinations prevailing ... we tried to make the sample as representative as we could." With an electorate of 815 million people, the election was phased over several weeks in different parts of the country, and pollsters released their exit polls after the final phase on the evening of May 12, and the results were announced on May 16. Bajaj's polling group predicted the Modi-led coalition would win 340 of the 543 parliamentary seats, with an error margin of 14 seats, and 291 seats for the Hindu nationalist BJP alone. The alliance won 336 of the 543 seats in the lower house of parliament, with the BJP itself managing to cross the halfway mark with 282 seats. All other post-poll analyses forecast that Modi's coalition would win fewer than 300 seats. Exit polls have a patchy track record in India, exaggerating the BJP's seat share in the 2004 and 2009 elections. In both cases, the Congress party formed coalition governments. Today's Chanakya, part of a family-run research firm started two decades ago, interviewed 38,984 voters. Some 250 field representatives worked with its 175-strong team to arrive at its prediction, Bajaj said. None of the polls taken before and during voting had predicted the scale of the BJP victory. A poll conducted by Hansa Research for the NDTV news channel came closest, predicting BJP and its allies would win a narrow majority of 275 seats.

This is why both the Indian and the international economic community are placing a lot of confidence in Modi. On November 2013, the USbased Goldman Sachs upgraded the rating of Indian bonds from "underweight" to "marketweight", also in view of his possible election at the head of the national government. Between February and March, there has been a significant increase in the stream of foreign investment, which has also favored the gradual strengthening of the rupee. In recent months, the stock indexes showed significant gains, compared to the general weakness of the other emerging markets. Few people would have bet on the rise of Modi at the helm of the national government when, in 2002, in "his" own Gujarat, the death of 59 people (mostly Hindu pilgrims) in the burning of a train triggered the massacre of more than 1,000 people who were mostly Muslims. The train set on fire was returning from the town of Ayodhya, a place where in 1992 militants of the nationalist Hindu group Rashtriya Swayamsevak Sang - an ideological branch of the BJP - demolished the Babri Mosque, a holy place built on the ruins of an ancient Hindu temple. During a press conference, Modi said that the arson represented an act of terrorism, thus contributing with his statements to unleash violence against Muslims. Accused of not having taken the necessary measures to stop the massacre, the leader of the BJP was later acquitted by a special committee appointed by the Supreme Court. However, it was not enough to erase the suspicion that the incoming prime minister of India did not want to act in the interests of a minority that accounts for about 15% of the total population. His harsh words against immigrants from Bangladesh, followed by the murder in May in Assam of 41 Muslims of Bengali origin, have fueled fears of a country increasingly divided on religious lines. Even if similar incidents are quite common in this area of the country, there is the fear that the invective launched a few days before by Narendra Modi against them could have, in some way, galvanized attackers. However, the overwhelming majority of the Indian population has decided to look beyond this, driven by a strong desire to achieve higher levels of wellbeing. There are many obstacles that the government of Modi will have to overcome in order to realize the promises made. The clear mandate delivered by the population will deprive the government of any alibi. However, the upper house of parliament (Rajya Sabha) - still dominated by the Indian National Congress - may try to thwart what has been announced as an unstoppable process of reform aimed at making India more attractive to foreign investors. "India has won. Good times ahead," said Modi on hearing the election results. Of course there will be in the short term a wave of enthusiasm that will bring some benefits to an economy that is currently struggling, but it would be wrong to underestimate the risks that the election of such a controversial figure could entail for the country.

Would farming Africa like we've farmed the Plains solve Africa's problems? Food isn't Africa's only problem. Already, Ethiopia's planned dams threaten the nation's own people and Kenyans who rely on Lake Turkana for water and food. Competition and conflict always shadow the broad edges of humanity's tent, and a bigger tent tends to inflame tensions. Like all continents, Africa focused on growth would still have poverty, hunger and conflict. Better to focus on reducing poverty, hunger and conflict. Growthers and I agree that it's great that farmers can grow more food on fewer acres than in the past. We disagree utterly on why it's great. Growing food with increasing efficiency could solve human hunger and the need to give space back to other animals who need it -- if humanity doesn't continue to grow. But no-limits people want more food to feed more mouths. That keeps civilization on an endless Red Queen treadmill of running faster to stay in place. It means that more efficient food-growing accomplishes nothing. It means that more food will not end hunger.

Technology is forced to keep up with the pace at which we are running out. That you still have some checks left doesn't mean you're not going bankrupt. Fracking is postponing the switch to clean energy while the planet warms and oceans acidify. Shouldn't we work now on what's needed next? Digital tech saves us time. It doesn't save elephants and apes, lions and tigers, bears and eagles, salmon and rivers, orchids and forests, giraffes and pandas, coral reefs and turtles. And what are the accomplishments of growth? Has the doubling of world population in my lifetime caused the world to become more peaceful and secure, kinder and more humane? Do we have computers and digital cameras and smartphones and Ibuprofen because there are billions more people than half a century ago? No. We have them because engineers improve technology over time, not because the population has doubled. Quantity isn't the same as better. Life improves with qualities such as health, safety, love, family, community, and compassion. More stuff, more crowding, more competition, more profiteering -- and let's be plain, profiteering is what economists' growthmania is always about -- isn't what makes life worthwhile. It's only fair to poor people to let them in on the main secret of wealthy, educated and successful people: smaller families mean larger lives. In the happiest of coincidences, the thing that brings fertility down fastest happens to be the same thing that brings down poverty: educating girls. Illiterate women bear three times as many children as do literate women, and their children tend to stay poor. Meanwhile, each year of schooling raises women's earning power by 10% to 20%. And when people are a little better off, they desire fewer children. Gender and justice is always a good combination. For any pie, the biggest slices get cut at the least-crowded tables. The easiest, least expensive and most efficient way to have a bigger slice of the pie is to limit the number of guests you invite. Most of us know that the secret to a big life is a small family. It works on a global scale, too. If you love your children, humanity and the world, you want to take the best possible care of them, not crowd them out of the house. Growth for the sake of growth? I

Our Naga people adapt quickly and the way we work, the way we dress is changing drastically. Our identity as a people is changing and it is having a cascading effect in the way we do a lot of things and even seems to be changing things politically in some respects. ulture is about the ordinary things of life. No other culture is greater or higher than any other culture. Popular culture, as we know it, is the culture of the masses. It is a mass culture like theatre, music, fashion, food, and so on where there is a popular participation of people. Popular culture was created to entertain the masses while the elite ruled. The idea of a mass culture is evident from the 1920s and 1930s onwards. Popular culture means seeing things from the point of view of the people rather than from those who have power over them. Popular forms of entertainment always existed which is very popular with the common folk. The consumption of popular culture is going around us every day. In our Naga society, popular form of culture is not a new phenomenon. In fact, it seems to be playing an important role in creating an identity of the people. So, why is popular culture so popular? And what happened to the so called ‘high culture’? It is so popular because it connects the people under one platform. It gives a sense of belonging to the common folks. When popular culture began to spread and grow, those people who were the torchbearers of the high culture started to follow and participate in the so called ‘popular culture’. Along with the canonical text they began to read comics, novels etc. From listening to the classical music they shifted their taste to rock and roll, rap music and so on. According to Alan Bloom, a patron in the field of popular culture studies, this change from a liberal-arts tradition of Culture to the adoption of popular culture marked the end of Western dominance in the world. Although, in the case of the Nagas, it is the western influence that marked the beginning of popular culture. Today, social media and advertisements have both redefined the way we connect and reshape our identity. Almost everything in this century that people come to know is through some form of mediation. Television, internet and other modern technologies offered a new public domain that could reconnect people to some form of culture. Celebration of high culture (traditions) is not at odds with the culture of the people and that could go hand in hand with youth culture of its time. Style choices can be looked upon as a message about ourselves that we send to others and to ourselves to help establish an identity. In our Naga society, looking at the present scenario, the Korean as well as the Japanese wave have become an influential element of our identity. Korean popular culture has taken such a hold in our society that young people throughout the region started sporting Korean hairstyles, makeup, and fashion. In a land of rich folk songs and music, rock music is gaining more popularity and the people, especially the younger generations seem to enjoy it more than the traditional songs and music. Contemporary festivals such as Hornbill festival is bounded by the processes, patterns and actions of social change. Contemporary cultural diversity like non-indigenous cultures of Nagaland such as rock contest, selling of foreign goods, fashion night, beauty contest, etc. as displayed in Hornbill festival are gaining more popularity and they represent an important image and appear to contribute to a sense of Naga identity. Today, with all the major forms of mass communication; entertainment, leisure activity and hobby have become a part of our culture. This dominant culture is now the popular culture which is also called the ‘youth culture’, as this culture is well- liked, especially among the younger generations. With the transformations and rise of popular culture in our Naga society, the younger generation seem to first take in the change and only then go back to their roots. The contemporary Naga society today presents a highly westernised culture in appearance, and at this pace it would be more difficult for the future generations to remember their past cultural traditions. Society is a process rather than an abstract system. And with the rise in popular culture, it is a challenge for our culture and tradition. At the same time, traditional cultures are not wholly dismissed or ignored by the Nagas. There is a mixture of tradition with the notion of popular cultural forms. Looking at the present scenario where the globalizing factors have great impact on any society, the Nagas are not lacking behind. In all aspects, the Nagas are going through the historical phase of change where the old is being replaced by the new. No matter how the change may occur, every society will remain under the realm of its cultural ethos. Change is inevitable to the way of life but do not let this change uproot our identity completely. Instead, let us find ways to create awareness among the people to preserve and restore our cultural aspects and to employ those values and elements for the enrichment of our current and future generations. Modi fights tears in first address to parliament
New Delhi, May 20 (ReuteRs): Narendra Modi fought back tears in an emotional first address to his party in parliament on Tuesday, after the Gujarat chief minister swept to power in an election that has changed the face of politics in the country. Modi will be India’s next prime minister after leading the Bharatiya Janata Party (BJP) to a historic victory in a ballot that ended on Friday. He is likely to take his oath of office to lead the world’s biggest democracy on Monday. The win handed the BJP its first parliamentary majority and reduced the Nehru-Gandhi dynasty’s ruling Congress party to 44 seats, the lowest ever tally for a party that won independence and has ruled for most of the 67 years since. Modi, 63, choked up and stopped his speech to drink water during his inaugural appearance in the round, colonial-era building. He addressed BJP lawmakers filling more than half the seats of Lok Sabha with uplifting words that commentators immediately contrasted with the often wooden addresses of his predecessor Manmohan Singh. “It is proof of the strength of our constitution that a man from a poor family is standing here today,” said Modi, who sold tea on a railway platform as a child before entering politics. BeiJiNG, May 20 (iaNs): Saying he could become India’s ‘Nixon’, a Chinese strategic thinker Tuesday said India’s prime minister-designate, Narendra Modi, can help resolve their dragging border dispute. An opinion piece in the influential Global Times also referred to Modi’s chief ministership of Gujarat since 2001 and said his “governance style and philosophy are very close to Chinese practices”. Describing the Sino-Indian border dispute as “the biggest obstacle in bilateral relationship”, the commentary by Liu Zongyi said: “The Sino-Indian border issue was generated under the leadership of then Congress leader Jawaharlal Nehru. Modi and the BJP have no historical burden over this, which may help solve the thorny issue.” Liu, a research fellow of Shanghai Institutes for International Studies, added: “As a right winger in Indian politics, Modi is more likely to become India’s ‘Nixon’ who will further propel the China-India relationship.” The opinion piece gave wholesome credit to the BJP veteran for the party’s stunning victory in the Lok Sabha battle. “This is Modi’s victory,” Liu said, at-
tributing some of the reasons for this as “his resolute governance style, clean image, outstanding record as well as his ‘low caste’ background which sharply contrast with his counterparts from the Congress”. New Delhi, May 20 (iaNs): The Congress Monday promised a thorough organisational revamp and structural changes as measures to win back confidence of people after the party’s worst defeat in a Lok Sabha election but did not spell out the way it will be accomplished. Both the resolution adopted at the Congress Working Committee meeting here and Congress president Sonia Gandhi’s speech gave the party’s disconnect with the voters as reasons that led to the party just winning 44 of 543 Lok Sabha seats. Party sources said that there could be a reshuffle of All India Congress Committee office-bearers in the coming weeks. The party has little time for recovery as it has to face assembly elections later this year in Maharashtra, Haryana, and Jammu and Kashmir and possibly Delhi. While an admission of failures is likely to go down well with the workers, who wanted the leadership to do some plain-speaking, there is still no clarity about the kind of change that will be brought about in structures of the party, its scale and its timeline. Party vice president Rahul Gandhi has been advocating direct elections to fill various posts and opening up the organisation and the resolution indicated the
party could go in that direction as it talked about creating “opportunities and structures that will pave the way of a thorough revamp of the organisation at all levels”. Union minister Kamal Nath has suggested that CWC members should also be elected and not nominated by the Congress president. However, a section of the party is not satisfied with the outcome of Rahul Gandhi’s moves to usher in internal democracy in Youth Congress saying that it had brought in a crop of leaders who were not adept in agitational politics. While the resolution and Sonia Gandhi’s speech talked about the party having failed to read the profound changes that had taken place in the country during the ten years of UPA government, there was no indication from the party how these will be addressed in the coming days. Sonia Gandhi said party should ponder why its support base has eroded and if the party was in tune with the aspirations of the youth and keeping pace with the change. She also said the party needed “clear-headed and fresh thinking that will help us correct our shortcomings” but did not elaborate. Rahul Gandhi led the party campaign that was heavily built around the UPA regime’s achievements though there was a sense of dejection among voters on issues of price rise and corruption - which Prime Minister Manmohan Singh, speaking at the meeting, termed the ones which the government failed to communicate with the people. Sources said that most members “harped upon” lack of proper communication during the last few years.
Girls outshine boys in Class 10 CBSE exams
New Delhi, May 20 (iaNs): Girls once again have outperformed boys in the Central Board of Secondary Education (CBSE) Class 10 examinations, the results of which were declared Tuesday. “Girls have done better this year as well. The girls have a pass percentage of 99.06 percent, compared to the boys, which is 98.74 percent,” CBSE public relations officer Rama Sharma told IANS. The overall pass percentage was 98.87 percent - a marginal increase from last year’s 98.76 percent. A total of 1.32 million students appeared in the examination this year, which is an increase by 5.51 percent over 2013. In the national capital, boys recorded a pass percentage of 97.88 percent, while girls recorded a pass percentage of 98.81 percent. Delhi’s total pass percentage was 98.31 percent. Of the 317,534 registered candidates in the national capital, 3,17,163 appeared for the examination and 311,818 passed. The highest pass percentage, 99.96 percent, was from Thiruvananthapuram where girls recorded a 100 percent pass percentage while the boys’ pass percentage was 99.94. Guwahati at 92.63 percent had the low-
est pass percentage of students. A total of 93.1 percent of girls passed their examinations while the figure for boys was 92.19 percent. Of the 4,348 candidates who appeared in the examinations in Guwahati, 7.37 percent appeared for re-examination, which was the highest in the country. Delhi was second as 1.63 percent of the 5,160 candidates who appeared for the examinations, gave a re-test. The lowest percentage was recorded in Thiruvananthapuram at 0.03 percent. The CBSE is the national board of education for public and private schools and conducts final examinations for Class 10 and 12. The CBSE also launched the second phase of its counselling Tuesday which aims to address the psychological problems of students. Students can dial a toll free number - 1800 118 004 - from any part of the country to get centralised access to the CBSE helpline. Chennai recorded four cases of cheating - the highest in the country followed by Panchkula with two, and one each in Thiruvananthapuram, Allahabad, Dehradun and Bhubaneshwar. Patna, which had the maximum cases of using unfair means last year, had the cleanest slate this year, recording not a single incident this year.

Eighteen killed in two Jammu road accidents JaMMu, May 20 (iaNs): Eighteen people were killed and at least 44 injured in two road accidents in the Jammu region Tuesday, officials said. One person was killed and 17 were injured in the first road accident in Kathua district, about 65 km from Jammu, police said. Four passengers, who were injured in the accident that occurred when a bus going from Batal village to Bilawar town fell into a gorge, are in a serious condition. In the second road accident, 17 people were killed and 27 injured when their bus fell into a deep gorge in Ramban district, 170 km from Jammu, an official told IANS here. The accident occurred when the bus driver lost control of the vehicle at Digdol on the Jammu-Srinagar highway. “Seventeen passengers have died so far, while 27 are injured,” the official said, adding that the seriously injured were air-lifted on helicopters to Jammu. Most of the passengers in the bus were youths going to the Kashmir Valley from Poonch and Rajouri districts for a recruitment rally. A few other passengers were from Gujarat.
Kejriwal meets LG, Cong not to prop up AAP govt
New Delhi, May 20 (iaNs): AAP leader Arvind Kejriwal Tuesday met Delhi Lt. Governor Najeeb Jung even as the Congress made it clear it will not help the party form a government in the city. After the Lok Sabha polls, the Aam Aadmi Party and the Bharatiya Janata Party began exploring possibilities to form the government in Delhi, which has been under President’s rule since Feb 17. “Kejriwal held a meeting with Jung and the issue of government did figure in the talks,” a party source told IANS. The development occurred on a day when the Congress reiterated that it will not support the AAP to form a government in Delhi. Some news reports had surfaced that three Congress legislators reportedly expressed their desire to extend outside support to the AAP. The AAP has 27 legislators and the Congress has eight in a house of 70. With 31 legislators, the BJP emerged as the single largest party in the Delhi assembly polls. It has the support of one legislator from the Akali Dal, its ally in the National Democratic Alliance. “We will not support the AAP at any cost. When we gave them the opportunity, they ran away. We are ready for fresh elections,” Delhi Congress chief Arvinder Singh Lovely said here. “There is consensus in the party over this issue. It is up to the BJP to form the government,” Lovely told reporters. Meanwhile, Congress general secretary Ajay Maken tweeted: “Under no circumstances the Congress will support the AAP to form a government in Delhi.” Earlier, a section of AAP legislators - not in favour of re-elections - wanted the party to form the government with the help of the Congress. The AAP officially declined to do so.

Akhilesh sacks 36 minister-rank leaders; but won’t quit himself luCKNOw, May 20 (Pti): Rattled by Samajwadi Party’s rout in Lok Sabha polls, Uttar Pradesh chief minister Akhilesh Yadav on Tuesday sacked 36 leaders with the status of minister of state in his government but ruled out his resignation. Party sources said among those who got the axe were six leaders of minority community, adding Akhilesh might sack some cabinet and state ministers too after the poor performance in the Lok Sabha polls, where the SP managed to get just five seats. Amid demands for his resignation, Akhilesh, however, indicated that he was in no mood to quit and said reasons behind SP’s poor show were being reviewed. “The political equations of all the states are different... one state cannot be compared to another,” he said in response to questions on whether he would follow his Bihar counterpart Nitish Kumar, who resigned after his party’s poll debacle. The chief minister who on Tuesday presided over the first cabinet meeting after the completion of the polls said the reasons behind his SP’s poor show are being reviewed in detail by the party chief Mulayam Singh Yadav. Prominent among those who have
been removed are Narendra Bhati and Surendra Mohan Agarwal, who had tasted defeat in Gautam Buddh Nagar and Kanpur seats respectively, RLD turncoat Anuradha Chowdhury, traders’ body leader Sandeep Bansal, former Agra mayor Anjula Mahaur, Surabhi Shukla, Ranjana Bajpai KC Pandey, Kamlesh Pathak, Ashu Malik, Satish Dixit and Manoj Rai. Those from the minority community included Anis Mansori, Mohammad Abbas, Iqbal Ali, Haji Iqram and Kamruddin. Raja Chaturvedi and Ram Singh Rana, former student leaders, were also sacked. The ruling party got five out of 80 seats in the Lok Sabha polls, just two years after it got a spectacular mandate in the assembly elections. BJP and its ally Apna Dal clinched 73 while Congress got two seats. Among the five seats, Mulayam Singh Yadav alone won two seats, Mainpuri and Azamgarh. The remaining three are Kannauj, Badaun and Firozabad clinched by his daughter-in-law Dimple Yadav and nephews Dharmendra Yadav and Akshay Yadav respectively. The sacking came a day after the party held a meeting of party candidates to review its performance.

Thai army declares martial law, denies coup BANGKOK, MAy 20 (AP): Thailand’s powerful army declared martial law before dawn Tuesday, deploying troops into the heart of Bangkok in a dramatic move it said was aimed at stabilizing the Southeast Asian country after six months of turbulent political unrest. The military, however, insisted a coup d’etat was not underway. The surprise operation, which places the army in charge of public security nationwide, came amid deepening uncertainty over the nation’s fate and one day after the caretaker prime minister refused to step down in the face of long-running anti-government protests. Although soldiers entered multiple television stations to broadcast the army message, life in the vast skyscraper-strewn metropolis of 10 million people remained largely unaffected, with schools, businesses and tourist sites open and traffic flowing as usual. UNITED NATIONS, MAy 20 (AP): Nearly 60 countries urged the U.N. Security Council on Monday to refer the war in Syria to the International Criminal Court for investigation of possible crimes against humanity and war crimes. France, which drafted the resolution, has called for a vote Thursday and Russia’s U.N. Ambassador Vitaly Churkin has already said Moscow - Syria’s closest ally - opposes the measure, which means an almost certain veto. China, which also supports President Bashar Assad’s government and has joined Russia in vetoing three previous Syria resolutions, could make it a fourth double veto. Nevertheless, the 58 countries appealed to all 193 U.N. member states to show their support by co-sponsoring the resolution that would authorize the world’s permanent war crimes tribunal to investigate allegations of heinous crimes by the Syrian government, pro-government militias, and armed opposition groups. The countries said they want as many nations as possible to join in sending “a strong political signal ... that impunity for the most serious crimes under international law is unacceptable.” They condemned “the widespread violations of human rights and international humanitarian law committed in a pervasive climate of impunity by the Syrian authorities and pro-government militias as well as by non-state armed groups.” Switzerland’s U.N. Ambassador Paul Seger, who coordinated the effort, stressed to The Associated Press that the resolution does not target one side. “We believe the least we should be asking for, and the least the victims should be asking for, is justice,” Seger said. “That’s also the reason, from a moral and legal perspective, this resolution is worth supporting.” Syria is not a state party to the Rome statute that established the International Criminal Court so the only way it can be referred to The Hague, Netherlands-based tribunal is by the Security Council.
China warns US cyber charges could damage ties
BEIJING, MAy 20 (AP): China on Tuesday warned the United States was jeopardizing military ties by charging five Chinese officers with cyberspying and tried to turn the table on Washington by calling it “the biggest attacker of China’s cyberspace.” China announced it was suspending cooperation with the United States in a joint cybersecurity task force over Monday’s indictments, which accused the officers of stealing trade secrets from major American companies. The testy exchange marked an escalation in tensions over U.S. complaints that China’s military uses its cyber warfare skills to steal foreign trade secrets to help the country’s vast state-owned industrial sector. A U.S. security firm, Mandiant, said last year it traced attacks on American and other companies to a military unit in Shanghai. The charges are the biggest challenge to relations since a meeting last summer between President Barack Obama and his Chinese counterpart, Xi Jinping, in Sunnylands, California. U.S.-Chinese relations already were under strain from conflicts over what Washington says are provocative Chinese moves to assert claims over disputed areas of
the East and South China Seas. Beijing complains the Obama administration’s effort to shift foreign policy emphasis toward Asia and expand its military presence in the region is emboldening Japan and other neighbors and fueling tension. Beijing has denied conducting commercial spying and said it is a victim of computer hacking, but has given little indication it investigates foreign complaints. “The U.S. accusation against Chinese personnel is purely ungrounded and absurd,” said a statement carried by the official Xinhua News Agency and read on the state TV midday news. The Foreign Ministry summoned American Ambassador Max Baucus on Monday night to receive a formal protest. The Ministry of Defense warned that the U.S. accusations would chill gradually warming relations between the two militaries. “The United States, by this action, betrays its commitment to building healthy, stable, reliable military-to-military relations and causes serious damage to mutual trust,” it said. Also Tuesday, the Cabinet’s Internet information agency said Chinese networks and websites have been the target of thousands of hacking attacks from
computers in the United States. “The U.S. is the biggest attacker of China’s cyber space,” Xinhua said, citing a statement by the agency. “The U.S. attacks, infiltrates and taps Chinese networks belonging to governments, institutions, enterprises, universities and major communication backbone networks.” Monday’s indictment said the People’s Liberation Army officers targeted U.S. makers of nuclear and solar technology, stealing confidential business information, sensitive trade secrets and internal communications. The targets were Alcoa World Alumina, Westinghouse Electric Co., Allegheny Technologies, U.S. Steel Corp., the United Steelworkers Union and SolarWorld. The Justice Department said the charges should be a national “wake-up call” about cyber intrusions. American authorities have previously announced details of cyberattacks from China but Monday’s indictment was the first accusation to name individuals. In announcing the suspension of its work with the cybersecurity group, the Chinese government warned of further retaliation “as the situation evolves.” The working group was established in April 2013, following the
publication of allegations of spying by the Chinese military and held its first meeting last July. The new indictment attempts to distinguish spying for national security purposes — which the U.S. admits doing — from economic espionage intended to gain commercial advantage for private companies or industries. The United States denies spying for commercial advantage, though documents released by former National Security Agency contractor Edward Snowden said the NSA broke into the computers of Brazil’s main state-owned oil company, Petrobras. Brazilian President Dilma Rousseff said if that was true, then the motive would be to gather economic information. The indictment says the Chinese hackers stole proprietary information from the companies and the labor union, including design specification for Westinghouse pipes and pricing and strategy information from SolarWorld. Working from a building in Shanghai, prosecutors say, the hackers in some cases gained access to networks by sending emails to company employees that looked authentic but that actually contained a link to malicious code.

The leader of the progovernment Red Shirt movement, Jatuporn Prompan, said his group
could accept the imposition of martial law, but said they “won’t tolerate a coup or other non-constitutional means” to grab power. “We will see what the army wants,” he said, warning that the undemocratic removal of the country’s caretaker government “will never solve the country’s crisis and will plunge Thailand deeper into trouble.” Red Shirts had been massing for days on the outskirts of Bangkok, and Jutaporn said his supporters were being “surrounded.” More than 100 soldiers deployed near the rally venue with coils of barbed wire to block roads; they appeared to be taking over control of the area from police and took positions on roads leading to the protest site. U.S. State Department spokesperson Jen Psaki said the U.S. was “very concerned about the deepening political crisis in Thailand.” We “urge all parties to respect democratic principles, including respect for freedom of speech,” she said. “We expect the Army to honor its commitment to make this a temporary action to prevent violence, and to not undermine democratic institutions.” On Monday, Thailand’s acting prime minister insisted his government will not resign, resisting pressure from a group of senators who are seeking ways to settle the country’s political crisis, and from anti-government protesters who are demanding an appointed prime minister.

earlier this month after being offered a standby spot in Roy Hodgson’s squad for the World Cup, will be out of contract next month. “I am weighing up my options for playing next season with my agent and sadly it does not look like chelsea will be one of them,” the

HUIXQUILUcAN, MAy 20 (AFP): Brazilian football legend Pele expressed concern that social protests in his country could prompt nervous fans from abroad to cancel their trips to the World Cup. Pele, speaking at a press conference in a Mexico City suburb, said he had no doubt that demonstrations that have reemerged in recent weeks would affect the tournament if they continue. "We already know that 25 percent of foreigners who were going to Brazil are worried by the protest movement, and I think they have cancelled," said the 73-year-old honorary ambassador to the tournament. "This is a great loss for the country," said Pele, who won his third World Cup in Mexico in 1970. With less than a month to go until the first kick-off on June 12, Brazil is facing a new wave of protests from people angry at the cost of
the World Cup and lackluster spending on public services. Some protests have turned violent, but they are smaller than the demonstrations that brought one million people to the

SAN ANTONIO, MAy 20 (AP): The San Antonio Spurs were planning to attack the lane whether Oklahoma City big man Serge Ibaka was playing or not. The fact that the Thunder's athletic defender was absent only made things easier for them. Tim Duncan scored 27 points as San Antonio took advantage of Ibaka's absence to dominate the paint, beating the Oklahoma City 122-105 on Monday night in the opener of the Western Conference finals. Tony Parker did not appear limited by a hamstring injury, scoring 14 points and having 12 assists in 36 minutes. The Thunder got their usual offensive outputs from All-Stars Kevin Durant and Russell Westbrook, who scored 28 and 25 points respectively. But Oklahoma City's remaining starters, Nick Collison, Thabo Sefolosha and Kendrick Perkins, combined to score five points with 13 rebounds and one assist. But it was defensively were the Thunder struggled without Ibaka, who will miss the remainder of the postseason after injuring his calf muscle in Oklahoma City's se-

A clinical performance by the Sunrisers Hyderabad top order ensured a sevenwicket victory against Royal Challengers Bangalore, which kept them in the hunt for the playoffs in the seventh edition of the Indian Premier League here on Tuesday. Chasing a target of 161 riding on Virat Kohli’s (67) first half century of the tournament, Sunrisers knocked off the runs in 19.4 overs as Shikhar Dhawan returned to form with a stroke-filled 50. Kohli struck his first half century of the seventh edition with a free—stroking 67 off 41 balls studded with four boundaries and as many sixes. AB de Villiers (29, 17 balls) and Yuvraj Singh (21) made small contributions. Pistorius to start mental evaluation next week

PreTOrIa, May 20 (aP): Oscar Pistorius will start a period of psychiatric evaluation at a state institution next week, the judge at his murder trial ruled on Tuesday as she postponed court proceedings until June 30. Judge Thokozile Masipa took just a few minutes to read out her ruling that the double-amputee Olympian must present himself at 9 a.m. on Monday and every weekday after that at the Weskoppies Psychiatric Hospital in Pretoria. Pistorius will be treated as an outpatient, Masipa ruled, and will be allowed to leave the facility in the South African capital each day at 4 p.m. or when "formally excused" by hospital authorities. His period of evaluation will be for no more than 30 days, the judge said, and will depend on how long a panel of four mental health experts needs to compile a report for the court. Pistorius, who is charged with premeditated murder for fatally shooting his girlfriend last year, stood in the Pretoria courtroom with his hands crossed in front of him and looked at the judge as she explained her decision. A psychiatrist called by Pistorius' defense lawyers testified at the murder trial last week that she believed the runner had an anxiety disorder from childhood which may have contributed to him killing Reeva Steenkamp last year. That prompted the chief prosecutor to apply that he be sent for psychiatric tests. Masipa said Tuesday that the panel of psychiatrists and psychologists would now determine whether any mental illness may have affected Pisto-

She said the panel would evaluate "whether he was capable of appreciating the wrongfulness of his act or of acting in accordance with an appreciation of the wrongfulness of his act." Pistorius, 27, claims he shot Steenkamp, 29, by mistake through a toilet stall door in the pre-dawn hours of Feb. 14, 2013, thinking she was an intruder. Defense witness Dr. Merryll Vorster, the psychiatrist, testified that Pistorius had generalized anxiety disorder and his apparent fear of violent crime and his vulnerability as an amputee may have contributed to the killing. Prosecutor Gerrie Nel then asked the court to send him for mental evaluation to establish if he had a genuine disorder that could have affected his actions when he shot Steenkamp multiple times through the toilet door
with his 9 mm pistol. Pistorius could be acquitted on the grounds of mental illness. It could also be used by his defense team to argue for a lighter
sentence if he is convicted of murder. The world-famous disabled athlete faces 25 years to life in prison if found guilty on the premeditated murder charge.
