DIMAPUR, SEPTEMBER 20 (MExN): Five Nagas have been selected for the prestigious Governor’s Awards 2013 for distinction in fields of art, music and literature. Merimvü Doulo has been selected in the field of Art (Painting/ Photography); Kivini Shohe in the field of Art (Film Producer); Jesmina Zeliang in the field of Art (Craft Designing); James Shikiye Swu in the field of Music and Tiamerenla Monalisa Changkija in the field of Literature. A press note from the Director of Art and Culture, Government of Nagaland said that this year’s award will carry an enhanced cash component of Rs one Lakh each along with a silver plaque, a shawl and a citation. The award ceremony is scheduled to be held on January 26, 2014 at Raj Bhavan, Kohima during the Governor’s ‘At Home’ reception.

‘CF violation by design will not be tolerated’

DIMAPUR, SEPTEMBER 20 (MExN): The Centre will not tolerate any “intentional and repeated violation of ceasefire agreement” by the NSCN leaders and cadres and would take strict action if the ceasefire ground rules are not honoured, according to a news report communicated by New Delhi based Vision

Communications. This was stated by the MHA Joint Secretary in charge of North East, Shambhu Singh in an exclusive interview with Vision Communications today. The MHA Joint Secretary asserted, “any inadvertent violation of ceasefire can be excused. But violation of ceasefire ground rules by design will not be tol-

erated and this will be strictly dealt with.” On the issue of fratricidal killing and growing violence Singh maintained, “we have discussed this issue with all three factions”. “They have not promised anything. But from the body language it appears that they are also tired of this trend. We hope that they will refrain from

indulging in any violent killing in future. However, we will not spare anybody and take action as per the law of the land.” Singh further added that “we have excellent meetings. Meetings throw up a lot of issues. We have been able to clarify them. It’s a different matter which side interprets the issues in what manner.”

DIMAPUR, SEPTEMBER 20 (MExN): A two-day ceasefire review meetings between the Ministry of Home Affairs, Government of India and different factions of the National Socialist Council of Nagaland (NSCN) ended here today on a “positive note”, according to a news report communicated by New Delhi based Vision Communications. The MHA was represented by Special Secretary (Internal Security) Jayaram and Joint Secretary (NE) Shambhu Singh. According to Vision Communications, the five-member GPRN/NSCN team was led by Singson. Wangtin Naga headed the five-member NSCN (Khaplang), while Brigadier General (Retd.) V S Atem led the NSCN (IM). Expressing satisfaction over the two hours long meeting with the MHA officials on September 19, Singson said, “we are very happy. We have clarified different issues on violation of ceasefire and asked for certain amendments on the ceasefire ground rules so that both sides have equal responsibilities to ex-

ecute ground rules in letter and spirit.” Further replying to a query by Vision Communications on whether they would be formally invited for peace talks with the Centre, Singson said “we have reiterated our demand for invitation to start peace dialogue and we are very hopeful. We have also asked for opening one more designated camp.” Wangtin Naga also expressed his happiness after the meeting with MHA officials. “Both sides violate ceasefire ground rules. Assam Rifles sometime raid our camps. We might have violated ground rules sometimes. We are trying to control our cadres and leaders and asking them to honour the ground rules. But at the same time we collect taxes which are subscription. They call it extortions”, stated Wangtin to Vision Communications. Denouncing fratricidal clashes, Wangtin observed, “we condemn killing among ourselves. We don’t support this fratricidal killing. We feel Naga unity is the only silver line. Our

split is affecting us. There is no alternative to Naga unity. One day we must come together.” On the issue of sheltering Paresh Baruah led ULFA insurgent group of Assam and some Manipuri insurgents in the Eastern Nagaland, Wangtin Naga asserted, “If they have taken shelter in the Eastern Nagaland, how can we stop them or chase them out? We have not invited them. They have come on their own. But we ensure that they do not indulge in any anti-Indian activities in the Eastern Nagaland.” Brigadier General V S Atem, according to Vision Communications, maintained that “we are satisfied over today’s meeting”. “Many issues are discussed. We have expressed our views and given clarifications on certain issues while the Government of India representatives have given their clarifications.” Asked when the next round of peace talks between the Centre and the NSCN (IM) leadership would take place, Atem made a cryptic observation, “the ball is in Government of India’s court.”

DIMAPUR, SEPTEMBER 20 (MExN): The East Dimapur Truck Owner and Drivers Union have informed truck drivers and owners under its jurisdiction that no form of taxation should be entertained without knowledge of its office. The EDTODU stated that “people doing so shall be doing at their own risk.” It added all such people should take consent of its office in dealing with any form of taxation with any group and any taxation to be levied against truck owners and drivers shall be executed through its office at Purana Bazar Daily Market Complex. It notified that the union would take action against any truck drivers and persons at Purana Bazar parking area indulging in anti social activities.

DIMAPUR, SEPTEMBER 20 (MExN): The Nagaland Home department has notified on the inter-district boundary between Kohima and Dimapur districts. According to an official news bulletin, the report of the R. Ezong Committee on Inter-District Boundary between Kohima and Dimapur district has been published following a Cabinet meeting decision on September 3. According to the notification, the boundary demarcation is purely for purpose of Administrative conveniences and does not do away with ownership of private/village land which overlaps the Administrative jurisdiction. The Home Department has invited views/objections from interested parties within 30 Days with effect from September 20 addressed to the Chief Secretary or Home Commissioner. Full text on page 4

DIMAPUR, SEPTEMBER 20 (MExN): The NSCN (K) today stated “the Khehoi gang’s utter haste to implicate and blame People’s Army of Nagaland, NSCN/ GPRN Urban command Kohima in their latest cowardly attack on innocent civilian in broad day light at PWD junction in Kohima on September 19 further exposes their pitiable frustration under the shadow of deceit and falsehood.” A press note from the People’s Army of Nagaland clarified its personnel were travelling in a car from Chandmari upwards PWD when “Lt. Atoka Kachari and Maj. Khekugha Manipuri led hoodlums waylaid and attacked the car with volleys of automatic bursts from the rear.” The statement clarified that the

People’s Army personnel did not retaliate with a single shot and simply sped away safely without any casualty or injury. It also said that the urban formation Kohima is not deployed with any cadre named Botovi, “whom the Khehoi group falsely attempted to implicate.” As such, the NSCN (K) said that it “cannot be held accountable under any circumstance but the heinous firing and resultant injury of innocent civilian should squarely be shouldered by Khehoi gang.” It further informed the state’s law enforcing agencies, civil societies engaged in ensuring public safety and every stake holders especially in and around Kohima that “every recent firing incidents in Kohima are being perpetrated by Atoka and Khekugha and the duo’s penchant for blood has exacted maximum toll

DIMAPUR, SEPTEMBER 20 (MExN): The Sumi Hoho has apprised the Principal Director for Health and Family Welfare on various needs of the Zunheboto district hospital. A representation by the Sumi Hoho President and Secretary was presented to the Principal Director on his maiden visit to the hospital. The representation stated that Sumi NGOs and public leaders had, on various occasions, appealed to the concerned authority and department to upgrade Zunheboto District Hospital to 100 beds. However, even after several assurances, the appeal is yet to be materialized, it said. It reminded that on November 13, 2009 Chief Minister of Nagaland, Neiphiu Rio had inaugurated the Zunheboto Dis-

trict Hospital with 75 beds. However, it lamented that till date, no additional man power or equipments required for a 75 bedded District Hospital has been given. It further informed that the Regional Diagnostic Centre (RDC) is not functional as well. The representation urged for the centre to be handed over to the hospital at the earliest with the building, equipments and personnel ready for operation. The representation said that there is also an acute shortage of staff in all grades. It added that there are only 5 to 6 doctors and 20 to 21 nurses manning a 75 bedded hospital. Hence, it said that the quality of work is bound to suffer. It lamented that Obstetrics & Gynecologists, Pediatricians, Eye specialists and Medicine spe-

cialists are not available in the hospital. Due to the lack of doctors in various specializations, patients have to go to other places in search of treatment, it said. The representation added that on several occasions, patients die on their way to these places. It further said that doctors appointed or posted against Zunheboto District Hospital are attached elsewhere. Dr Keveduyi attached to the Dimapur District Hospital and Dr K Abi attached to Nagaland Hospital Authority Kohima should be immediately detached and send back to their posting place, i.e. Zunheboto District Hospital, the representation demanded. On the lack of staff quarters, the representation stated that even the CMO, MS and subordinate officers do not have quar-

ters. Evidently, doctors and staff hesitate to come when posted to this hospital, it added. The lack of an emergency doctor and the pathetic condition of the operation theater and labor room were also highlighted. The Hoho also acknowledged the department’s initiative to start a ‘School of Nursing’ in the Hospital. It appealed for funds to be released in time so that works are completed in time. It further urged upon the Department to see that all construction works are done properly as per specifications with the knowledge of the CMO, MS, Quality Assurance Committee, public leaders and also through supervision of a competent structural engineer. The Hoho further appealed for positive steps to streamline services in the hospital.

DIMAPUR, SEPTEMBER 20 (MExN): The Nagaland Public Works Department and M/S Maytas & Gayatri JV, the company contracted to execute the Special Accelerated Road Development project in Nagaland have cited different reasons for its lack of progress. This was revealed through separate letters addressed to the Superintending Engineer, NPWD, National Highway, Circle-I. In a letter dated September 10, 2013; the EE, National Highway Division, Mokokchung alleged the contractor in concern for non-compliance with regard to maintenance of Longleng-Changtongya sector. The letter stated “… The contractor concerned on this road does not co-operate with the department despite of issuing numerous directives for keeping the road through since it is the lifeline for the Longleng Headquarter and the adjoining villages in the district”. The name of the

contractor was not stated in the letter. It alleged the “Deputy Project Manager (DPM)” deputed for maintaining the Longleng-Changtongya sector as not giving due “attention to the inconveniences faced by road commuters by citing various alibis.” “As such, the private Taxi operators union has reportedly submitted a representation to the Deputy Commissioner, Longleng saying that if the road is not repaired/ maintained to a pliable condition, the Union will stop their services with effect from September 14 2013.” While stating that the DPM has been intimated of the situation, the letter urged the Superintending Engineer to take up the matter with the “Company higher authority.”

A State Level National Role Play Competition 2013 under the aegis of Adolescence Education Cell SCERT Nagaland was held here today at Rüzhükhrie Government Higher Secondary School Kohima with Parliamentary Secretary for Higher Education & SCERT Deo Nukhu as the chief guest. Speaking on the occasion, Nukhu lauded the Role Play competition as the bridge between School Education and Teacher Education, SCERT. He described role play competition as a co-curricular activity that belongs to a category of transactional strategies that has abundant potential to influence the non-cognitive learning. These activities strengthen and clarify the context transacted through the curricular approach and provide a variety of learning experience to the students. He further encouraged the students to make optimum use of studying in a government school and be as competitive as any private school. SCERT Director, Vipralhou Kesiezie in his speech enlightened the gathering on the important of ‘Role Play’ and its impact on adolescents. A press note issued by the Media Cell, NPF Central Youth Wing stated that ACAUT, as pressure group should “maintain the limited area of its activities and function within the perimeter.” It demanded that ACAUT first seek the opinion from both the Government and the people and act as a link between the people and the Government in getting their common cause demands fulfilled. Further, calling the ultimatum "unwarranted and prosaic" the NPF Youth Wing accused ACAUT of allowing its platform to become an instrument of “senseless forces” that are “working against the popular Government” and trying to “tarnish” the “sagacious image” of the State Chief Minister Neiphiu Rio. It further stated that ACAUT serving ultimatum to “assassinate” the people's

mandate - NPF led DAN Government by “misusing fundamental freedoms” is “undemocratic and prejudice”. It is a direct challenge to the good office of the Chief Minister and the NPF Party in particular, it said. However, it expressed “deep appreciation” and “support” towards the step initiated by ACAUT “to cleanse the socio-economic menace in our society.” At the same time, the Youth Wing asserted that Naga people expect commitment and positive change to the cause from ACAUT in letter and spirit, and “not the characteristic of indecent elements to fight against particular political party and its governance.” The note also declared that NPF Youth Wing opened its door always to lend support to any organization, irrespective of interest and pressure groups, if their demand is based on common cause with commitment and in principle. Therefore, it stated that ACAUT, as newly formed pressure group should refrain from “blame-game” and “external influences” if their demand is so desired.

Tribals of Manipur demand for SCCUTLAND

DimApUr, September 20 (mexN): The office of the Tribal People’s Organization of Manipur (TPOM) has written to the Prime Minister of India on the proposal for what it described as a “tribal SCCUTLAND State” under Article 244 (A) in Manipur Hills. The demand for “SCCUTLAND State” is being spearheaded by the Separate Hill Tribal Areas Administration Demand Committee (SHTAADC) under the aegis of TPOM as the apex body. In case the Government of India fail to to this, “it will be presumed that the Government of India is inviting the Hill Tribal People of Manipur to launch any form of agitations to shut down Manipur state indefinitely”. It also states that the GoI will bear sole responsibility in case of any eventualities as a result of agitations”.

India, Myanmar working out solution to boundary issue ZSUM condemns

New Delhi, September 20 (iANS): India has close relations with Myanmar on several fronts including security, energy security and food security but both sides have "some remaining boundary issues" for which a solution is being worked out, a top official said Friday. Pinak Ranjan Chakravarty, secretary, economic relations, in the ministry of external affairs, said India's relations with Myanmar is strategic given their shared land boundary in India's northeast and the Bay of Bengal. While both sides have inked an MoU on border area development, "we do have some remaining boundary issues where there are problems of identifying where construction can

be done or cannot be done ... we are trying to work that out", said Chakravarty at a Roundtable conference here on 'India's Response to Changing Myanmar'. His comments come in the wake of Myanmarese troops last month attempting to raise a defence post and fencing close to the undemarcated boundary along Manipur. India had taken up the issue with Myanmar and pushed for a joint working group. Chakravarty said the 1,400-km Trilateral Highway, linking India, Myanmar and Thailand is "still a work in progress". Some portions of the highway, which is a major connectivity project of India and the ASEAN, are still to be completed in Thailand and Myan-

mar. The highway - from Moreh in Manipur to Mae Sot in Thailand via Myanmar - is slated to become a reality by 2016. He said the Kaladan multi-modal transit transport project would provide northeast India access to Myanmar's Sittwe port. Addressing the roundtable, organised by Society for Policy Studies and India International Centre, Chakravarty said that with India being a major importer of fossil fuels for its energy security needs Indian companies, including ONGC Videsh and GAIL, were working in some blocks in hydrocarbon-rich Myanmar. He said Essar and Jubilant were also among Indian companies working in Myanmar's oil and gas sector.

Home Department notifies on boundary between Kma & Dmp districts

Onion from Afghanistan arrive, to help contain prices

T

he Home Department General Administration Branch-I has notified that, in pursuance to the decision of the Cabinet Meeting held on 03-09-2013, the Report of R. Ezong Committee on InterDistrict Boundary between Kohima and Dimapur District has been published. This has particular reference to Jalukie Sub-Division of Peren in Kohima district (now Peren District) and Dhansiripar Sub-Division in Dimapur District for views/ objection of the public. The demarcation is given as under as per the report of the R. Ezong Committee; Point 0-1. The proposed boundary line starts from the Point-0 confluence of R. Dhansiri (Dhemaki) and the small stream (no name) flowing down between Munglumuh and Jalukiekam villages. As the boundary line moves up stream crossing the main road across the culvert one small tributary meets the same river where the boundary line is following. The place at which the two small rivers meet is Point-1. From Point-1, (confluence) the

CHANDIGARH, SeptembeR 20 (ptI): With onion prices continuing to remain high, Punjab based traders have started importing it from Afghanistan through Attari-Wagah land route in Amritsar. While 400 tonnes of onion came from Afghanistan yesterday, traders said about 2,000 more tonnes of the vegetable will come in from that country in the next 7-10 days. “Considering the severe shortage of onion in the country which pushed up the prices quite high, we decided to import onion from Afghanistan. “A consignment of 350-400 tonne of onion has already been imported and we expect 1,5002,000 tonne of onion to flow into India from there through Attari-Wagah land route,” Amritsar Exports Chamber of Commerce, President, Rajdeep Uppal told PTI over phone. As many as 10 traders from Punjab and Delhi imported onion from Kabul. traders said. Earlier, Amritsar based traders had tried to import onion from neighbouring country Pakistan. They had even asked their counterparts in Pakistan to seek permission for onion export to India through Attari-Wagah land route in a bid to enhance bulb’s supply. But that could not materialise, traders said. The imported onion from Afghanistan would be sold in the markets of Punjab, Jammu and Kashmir and even Delhi, traders said.

Once again, the boundary line will move down hill to meet a small stream till it ends up at R. N/DisaPoint-3(the lines so followed here is South of Pokhaho village). From Point-3, the boundary line will follow R.N/ Disa in the North-East direction till it reaches the Old British/Forest road mark Point-4, which is approximately 2-3 Kms from the North of Jalukie Sangtam. Point-4, the boundary line will follow a stream in the North-East direction which is tributary to Ballu Nallah/H.Disa to meet Point-5. As the line follows R.H. Disa upstream in the South-East direction it will extend up to the top of a hillock (Aluto) South of Xekiye village at Point-6. Naga Needs Godly Leaders

ost of the minds of Naga people are sadden when we go through everyday News. There are factional killings and paper war blaming each other as if they are demanding freedom from each other group. Disunity and selfishness prevail at its worst. Leaders of various groups express their love and concernment for Nagas. They spoke great, great words. But spoken words will be a death, if we don’t do what we have said. We felt discourage and disappoint when their deeds swerved their words. The best word will not work unless you work the word. The Bible wants us to be doers of the word, not haste in speak. Jesus said in Matthew 7:1618 “Ye shall know them by their fruits………….. A good fruit cannot bring evil fruit neither can a corrupt tree bring forth good fruit.” A man can be known by his fruit. Good man will not do bad things. Godly people will not do worldly things. I want to say that your work is your fruit you bear. Naga leaders cry for reconciliation in their mouth but Gun and Bloodshed in their hands. Love in their mouths, Enmity and hatred in their Hearts. We doubt if they are really sincere for the cause of the Naga?

The few questions that struggle within myself and I hope many other Think-tank do are; Do Naga leaders really Love the Nagas? What does Nagaland for Christ meant to Nagas? Is it killing, hatred, selfishness and lucre? If Naga leaders really Love and want a better Naga why not they humble themselves and forgive each other? Is Naga killing Naga brothers a solution for Naga? Can any Naga faction be a winner within Naga brothers? Will killing Naga brothers bring solution for the Naga from the Giant India? So, if we water what we will not harvest, people will call us fools. Not only factional leaders are to blame for division and disunity among the Nagas. Social, political, and churches leaders had great role in shaping the Naga cause. Be it NAGA HOHO, UNC, NSF, NPO, ANSAM OR CHURCHES leaders, we need to be neutral in this Multi-factional nation. We came across that some leaders pleased a faction’s leaders for their leadership. And when they got the post they started doing things in favour of this/that party that makes boil the water bitter, and even lead to division among Naga civilians. When there is chaos and instability in a society the leaders are to blame.

Leaders are flag bearer and have great impact in the Nation, state, society and organization. Society becomes what leaders think and act. Proverbs 29:2 says “when the righteous are in authority the people Rejoice”. Everywhere Nagas are talking about taxes, disturbances, lucre, and uneasy life cause by so-called National workers and public leaders. From the Bible we learn that true leadership comes from serving others. And in Matthew 15:14 we read, “If a blind man leads a blind man, both will fall into pit.” Naga leaders will only shape the future of Naga. I just want to mention some of qualities that each leader, be it national workers, political, social or churches need to have to make Naga a better Naga. 1. LET THIS MIND BE IN YOU, WHICH WAS ALSO IN CHRIST JESUS. Philippians 2:5 Here by ‘this mind’ Paul meant the life mark by Humbleness and other centre. We need our ‘I’ to bent to ‘C’ which Christ had. The first mark of a true Christian is humbleness. Unless we have the Mind of Christ, not worthwhile outcome will come to us. If you want to rule you must be a servant first. Christ-centre life is what we must have today.

2. DO TO OTHERS WHATEVER YOU WOULD LIKE THEM TO DO TO YOU. (The golden rule) Matthew7:12. There are people who want other to praise them while they are gossiping. Some other wants other to respect them but they themselves are looking down on others. Some want others to forgive them whereas they are unforgiving. Jesus said this is the ‘essence of all that is taught in the law and prophet’ that you do to others that you want others to do to you. I felt this is the need of the hour in Naga society. If you want others to come to you, you must first go to them. Leaders must live in them what they want others to live. Naga national workers have sacrificed a lot for the Nagas. But we lack obedience. I felt that is what we are failure before God. Because God wants us to obey him rather than sacrifices. 3. NO POINTING FINGERS TO OTHERS BUT TO OURSELF. (Luke 6:39-42) ‘Blaming Game’ is an old and satanic Game. So we need to shake it off and start looking to ourselves. The nature and behaviour of the primitive tribal are hunting, head hunting, land occupation and control over it for their vegetation. They also maintain records as history through words of mouth that handed over from generation to generations. They keep the land boundaries of their hard-earned occupation and never surrender to anybody lightly. Since the beginning of human world, records and experiences revealed that thousands of war had been fought in different ways resulting unimaginable devastation of properties, lost of cities besides, innumerable of love ones lost during wars that left with bitterest heart-pain of the parents, children and so on. After everything had broken down, the regretted faces who are standing came slowly closer to make a peace treaty in order to rebuild a new peaceful beginning. But those treaties, agreements or any agents can never bring them back again though unforgettable. The same will happen if fighting against and blaming upon one another is not dropped. External conspiracy and interferences indulged by non-tribal can be tackled out with tribal humanism. Tribal ethics cannot be purchased good senses of tribal should be reasoned together though there was once mistaken, from a close-sight to a far sighted can not be measured. And there is a saying that many people look on at the closed window for a long time waiting for (opening but they don’t try to find the open door on the other corner. NE BJP meet to strategize Seminar on tourism industry for Lok Sabha election Dimapur, September 20 (mexN): Nagaland BJP Unit discussed various issues pertaining to the State with its Party national president Rajnath Singh and other central leaders during the Northeastern BJP states conference on September 18 in Guwahati. A press release issued by the State BJP general secretary and spokesperson K James Vizo informed that the discussions were on Indo-Naga political issue, Nagaland-Assam border issue, Implementation of Article 371-A in letter in spirit. The State BJP in the meeting also slammed UPA-III on step motherly treatment to Nagaland on financial and DoNER issues, it said. Meyase and Pieru presented power point presentations on ‘scope for entrepreneurship in tourism’ in Nagaland and the north-east in general. Their commitment and sheer determination to endure resulted in what is today known as Alder Tours and Travels. They spoke on the scope of tourism and its impact on the economy. According to them, tourism today is seen an engine of growth for the economy and particularly

The North-east may be low on luxury accommodation yet on the positive side, it can be a great destination to globe-trotting budget travellers. According to them, the tourism besides providing avenue for employment directly or indirectly impacts the economy. Agriculture and its allied sectors, handicrafts and the construction industry are some of the sectors which are benefiting immensely from the travel and tourism industry. Highlighting on the myriad career options in the sector, it was stated that the tourism industry is projected to grow by 8.2 percent during the ongoing decade.

RNSU and RNPC clarify Science College students fill potholes

Dimapur, September 20 (mexN): Rengma Naga People’s Council (RNPC) president Khenga Rengma and Rengma Naga Students Union (RNSU) president Phenpiga H. Rengma have issued a corrigendum with regard to their statements which appeared September 20, 2013 in local dailies. The note clarified that the RNPC president’s statement should be read as "The population of the Rengma Nagas is more than 18,000 in Karbi Anglong confining in three Rengma Mouzas.” It stated that numbers become more when Rengma Nagas of Assam in Nagaland are included. Music is a part of arts. Music brings pleasure and excitement of human life. Music has no boundary and it can touch the mind, emotion and feeling of human life. Music brings the oneness and unique of the people. Music is one of the common hobbies of human life. Without music, life seems to be odd and solitary. It is a gift from God. It is a blessed of human life. Music is a powerful weapon of human relationship. Music touches the soul, mind and body of human life. Music can feel the deep conscience of mind. Nagas had the inheritance of identical music of forefathers. The folk song and the folk music are a gift and pride of naga people. The younger generation must acknowledge and learn this dying gift of folk songs and music. The original and innovation of our forefather music and songs must be created in Naga society. Good citizens acknowledge and respect the unique arts of music and life. Our forefather’s songs, music and dance recognize us the unique identity, culture

and custom from national and international level. But if we observe around our surrounding, the younger generation seem to be neglecting and losing the arts of Nagas inheritance music. Today, our society is filled with the music of westernisation and American. Learning others people art of music is necessary but neglecting the identical culture of Naga music is not a wise role of character. In most of Naga churches, associations, NGO’s, union etc, we see the music of outsiders but not the insiders of one’s inheritance. If the reality of inheritance music is innovated, created and expose to the Naga people and the outside world; it would lead to acknowledgement and recognised which could lead to outstanding performance of music. Creating and renovation of the inheritance of our forefather music and song would be appreciable rather than copying others. The young generation took keen interest on outsider art of music but they are losing the interest of inheritance insider art of music. The rock n roll music and heavy met-

Time to Write? Go Outside

all promises crisp days with ample sunlight, a lifting of the humidity and ideal temperatures for being outdoors. This also means my writing will be getting better. Nothing coaxes jumbled thoughts into coherent sentences like sitting under a shade tree on a pleasant day. With a slight breeze blowing, birds chirping melodies, wee bugs scurrying around me and a fully charged laptop or yellow legal pad at hand, I know I’ll produce my best work. I stumbled upon my ideal writing conditions quite by accident. When a particularly troublesome set of captions for a National Geographic story I was working on was causing me conniptions - that yellow-bordered magazine takes those captions pretty seriously - I charged out of the house and down to the Potomac River, with notes, photograph photocopies and pen in hand. I planted myself at a picnic table, stared at the water and let my brain go all

mushy. I relaxed my eyes, focusing on nothing. Writing became easier. Words that were locked in the brain vault appeared. I saw the bigger picture, the story waiting to be told. Turns out, there are perfectly good reasons why writing outdoors works for me, and most likely every other writer on the planet. Back in the 1970s, two pioneering environmental psychologists, Rachel and Stephen Kaplan, began investigating nature’s healing effect on the mind. Decades later, their studies concluded that connections with nature could help us shirk mental fatigue, restore drifting attention and sharpen thinking. Even in an urban environment, a little green stimulates our senses, they report. Nature immersion also helps us feel alive. Another series of studies published in the Journal of Environmental Psychology in 2010 concluded that being in nature made people feel energetic and less lethargic, all essential ingredients for writing stories that exude telling details and narrative tension. After all, you

just can’t tell a good story when half asleep. Nor can you do so when surrounded by the beeps and dings and hums of any number of devices. The author and journalist Richard Louv has thought a lot about technological distractions. Mr. Louv has long studied and proclaimed the benefits that humans can reap from being in nature. His wildly popular “Last Child in the Woods: Saving Our Children From Nature-Deficit Disorder” includes evidence that exposure to nature is essential not just to children’s mental and physical health, but to everyone’s. Adults are just as susceptible to a “Vitamin N” deficiency he explains in his more recent “The Nature Principle: Reconnecting with Life in a Virtual Age.” I asked him about my writing-outside theory. “It’s likely you find it easier to write outside not only because of nature’s direct impact, but because of the absence of so many distractions, most of them technological.” says Mr. Louv, who also finds his writing better when he does it by

a lake or in the woods. “The info-blitzkrieg has spawned a new field called ‘interruption science’ and a newly minted condition: continuous partial attention.” Constant electronic intrusions, he says, leave anyone trying to work frustrated, stressed and certainly less creative. Amen. And though this seems like an obvious conclusion, how often are we writers victims of indoor inertia? Why do we try to write while held hostage by cookie-cutter offices, zapped by overhead fluorescence and pinged by electronic apps of varying degrees of annoyance? This, truly, is writing with only a partial mind, because our mind lies in too many different realms. I’m guilty. After the kids are at school, I often don’t move from my laptop spot at the old pine dining table, tapping away. With breakfast dishes and homework Xeroxes still cluttering the space, the various electronics peeping alerts, I’m often “working” for a solid half hour before I realize I’m not focused - not really. “Trouble is,” says Mr. Louv, “it’s getting harder to find places beyond electrotrusion” (using an apt term he just coined). I know one answer. I found that my dream office is in the middle of a savanna, a place far from any WiFi or even an electrical outlet. While bumping along a dirt road in southern Kenya, where I was doing research for my recent book “Safari,” I madly scribbled thoughts and impressions on a sturdy notebook I could hold in one hand. Writing while jostling and swatting tse-tse flies doesn’t seem ideal for recording quotes from guides and notes on cheetahs, but, really, it was. Is there a way to punish a lawyer for verbal abuse of women’s rights?

utrage for outrage—sometimes that’s the only way to react. As A.P. Singh, the defence lawyer in the Delhi gang-rape case spoke on TV, saying girls who have sexual relationships before marriage should be burnt alive, I hoped his daughter was writhing in deep shame and embarrassment. Yes, it’s a strong statement, but he claimed an absolute right on her personal liberties, saying that he would burn her too if she dared to have sexual proximity with a man before being married to him. After you had barely digested Singh’s views on the judgement being unfair—a comment that was held to be contempt of court—Singh’s views, which equate wilful virginity with chastity and women who have pre-marital sexual relations to those deserving of rape and crime, make it only fair to attack him back. As IBN7’s anchor Sandeep Dwivedi tried to retort angrily with an almost helpless mix of outrage and sarcasm and other guests on the show stared in barely repressed anger, I made some enquiries in civil

society and legal circles. These were to ask if one could file a public interest litigation against Singh’s views— did they invite a criminal charge or was there any way to launch a crusade against him? Should a TV channel even give him so much time and a platform to spew such views, I wondered, hoping that one of the guests would get up and hurl the mike at Singh in fury. In an ideal situation, such people should be barred from any civil dialogue or exchange. They should be made social outcasts. But since freedom of speech is guaranteed in our Constitution (of course not when it borders on the defamatory), this becomes a debatable issue. It is known that opinions such as Singh’s are common in India and millions of men and women mutter them in the privacy of their homes. But it is perhaps the first time that someone from the legal community mouthed them in public, exposing a mentality that’s the root causes of crimes against women. My reactions only stem from the helplessness of being a female citizen of India—a poisonous emotion

that’s growing and deepening by the day among ordinary people of this country. Singh’s apparently innocent daughter stands inadvertently pulled into this debate because he also claimed that she would rejoice in his decision to punish her by burning her alive if she engaged in pre-martial sex, painting her, quite unwittingly, as a voiceless girl living by his moral diktats. Here is a victim (the daughter) of moral slavery, let’s recognize that. Am I inciting her with inflammatory words? Oh yes, absolutely. It is an eye for an eye. Going by informal reports, Singh has apparently been voicing views for some months now, even floating theories on the death of the Delhi gang rape victim. At one point, he allegedly claimed that she had been hidden away and only declared dead so that the accused could be punished to score political points. Despite this, all that Singh faces so far is a caution from the Delhi Bar Council that he may lose his licence to practice law if he doesn’t apologize. But the clarity that the general public and the women of this coun-

try need and deserve is whether Singh is expected to apologize just for contempt of court or for shielding his convicted clients by mounting moral attacks on girls who have pre-marital sex? Unless the latter is impinged on him, the outrage will continue to singe us. In the rules made by the Bar Council of India under section 49(1) (c) of the Advocate Act, 1961, that encode standards of professional conduct and etiquette, a part of rule number 4, in Section I, titled Duty to the Court goes like this: ... “An advocate…shall not consider himself a mere mouthpiece of the client and shall exercise his own judgement in the use of restrained language in correspondence, avoiding scurrilous attacks in pleadings and using intemperate language during arguments in court…” Good for the court, but what about out-of-court behaviour? It is not only time for the Bar Council of India to enshrine a sub-code for (out-of-court) behaviour for advocates but also make sure to bar Singh and his type from being known as men of law.

Instead, warplanes will take over all TVs and computers beneath their flight path and beam their own programmes into them in a "psychological warfare" technique to "give the enemy nervous breakdowns",

‘Unit set up by V K Singh tried to topple J&K govt’ New Delhi, September 20 (AgeNcieS): Misusing secret service funds to destabilise the Omar Abdullah government in Jammu & Kashmir, to pay off an NGO to try change the line of succession in the Army top brass, to buy off-air interception equipment, to conduct “unauthorised” covert operations — a string of alleged irregularities by the Technical Services Division (TSD), a controversial Military Intelligence (MI) unit set up by former Army Chief General V K Singh in May 2010, should come under the scanner of an external agency like the CBI. This is a key recommendation of a secret Board of Officers inquiry report into the functioning of the TSD. The inquiry was led by Lieutenant General Vinod Bhatia, DG, Military Operations. The report, which includes original Army documents and notings, was submitted to the then Defence Secretary Shashi Kant Sharma around March this year. It has rattled the security establishment and prompted a series of measures to curtail MI’s powers, tighten monitoring of its covert operations and its use of secret service (SS) funds. Government and Army sources have confirmed to The Indian Express that a summary of the report has been put up by the Ministry of Defence to Minister A K Antony who is understood to have instructed that its contents be brought to the notice of the Prime Minister’s Office. The report has been examined, sources

said, at the “highest levels” in the MoD and the PMO. National Security Advisor Shiv Shankar Menon is known to have chaired more than one high-level meeting to discuss the report and follow-up action. Sources said the report contains financial details of withdrawals of SS funds from accounts of the State Bank of India that match payments claimed by TSD officials — in their statements to the Board — for specific operations. It, however, cautions that given the covert nature of these operations, there is an element of “deniability’’. Significantly, the Board of Officers inquiry took detailed testimonies of key personnel of the Army’s Intelligence Corps who were attached to TSD units, including Colonel Hunny Bakshi, who handled its key operations. There are also statements from other senior MI officials who were not associated with TSD but have confirmed what they described as “siphoning’’ of large sums of money for purchase of snooping equipment and operations. The Indian Express has learnt that the report cites testimonies of officials on money taken from SS funds for operational expenses by the TSD at the expense of other commands and field units. These claims include: * Rs 1.19 crore given to Ghulam Hassan Mir, presently Agriculture Minister of Jammu and Kashmir, to engineer a change of Governmrnt in Jammu and Kashmir. When contacted by The Indian Express, Mir

called the charge baseless. * Rs 2.38 crore was given to one Hakikat Singh on orders from Army Headquarters. Hakikat Singh set up an NGO named “Jammu and Kashmir Humanitarian Service Organisation (JKHSO),” which was linked to “Yes Kashmir,” another NGO which filed a PIL against then Army Commander Bikram Singh (who is now the Army Chief) in the alleged fake encounter case in Jangalat Mandi when Bikram Singh was a Brigadier. That PIL, which was later dismissed, was widely seen as an attempt to scuttle Bikram Singh’s appointment and change the line of succession in the top brass. * Rs 8 crore was spent on purchase of interception equipment from a Singapore-based company in November 2010 ostensibly meant to be deployed in the J&K 15 Corps. In March 2012, following orders of the then DG, MI, Lt Gen D S Thakur, the equipment was physically destroyed. Incidentally, this happened days after a report in The Indian Express on the illegal use of this equipment in New Delhi. * Frequent foreign travel by TSD officials to places like London and Dubai using their personal and not official passports and of specific TSD officials “doctoring’’ documents to tarnish Army officers. Officials in the MoD and PMO familiar with the Bhatia inquiry report told The Indian Express that with such details, the Army could well have initiated action against serving and retired officials but it has instead submitted

the original records to the Ministry, leaving the final decision to them. Indeed, when contacted, the Army spokesman said: “The case (the Bhatia report) has been closed from our side.” Said a top PMO official: “The problem confronting us while dealing with the

TSD report has been twofold. One, those running the TSD appear to have covered their tracks well and destroyed crucial evidence; two, the statements contained in the inquiry report have no legal sanction. In fact, if they are faced with a court martial or CBI

inquiry, these officials can turn around and deny everything they have admitted before General Bhatia.’’ Sources also said that before he demitted office in May, then Defence Secretary Sharma gave instructions that MI should now submit a quarterly statement of ex-

penditure of SS funds to the Ministry of Defence. The Government has also taken up the issue of a strict charter and mandate for the MI given that the agency is required to engage itself in only counter-intelligence and antimilitancy operations on

the border and not conduct any covert or clandestine operations like the TSD did. Also, instructions have been given that, henceforth, no special units, such as the TSD, are to be raised without authorization from the Ministry of Defence.

New Delhi, September 20 (pti): The government on Friday said it will take decision on actions to be taken on an Army report about a secret intelligence unit set up by Gen VK Singh after its careful examination while asserting that it had measures in place to prevent any such “undesirable” activity. In a statement, the defence ministry

said it has not yet taken a decision on whether to go for a CBI inquiry into the issues raised by the Army in its report on the secret technical support division (TSD) established by the then Army chief. “The government has received a report from the Army headquarters on certain issues relating to one of its ‘outfits’ as reported by a

section of the media today,” it said. It said the report on the technical support division (TSD) submitted by the Army “impinges on matters of national security and, as such, the government will take a decision and further actions after a careful examination of the report.” The Army has recommended a high-level probe by agencies like CBI

into the functioning of TSD to ascertain the allegations against it. In an apparent reference to the allegations against the unit in the Army report on the issue, the defence ministry said, “The government has in place measures to prevent any such undesirable activities.” In its report submitted to the defence ministry,

the Army has alleged that TSD was involved in carrying out unauthorized operations and financial wrongdoings. The unit has also been accused of creating and funding NGOs to fight cases against senior serving Army officers such as Gen Bikram Singh to prevent him from becoming the Army chief after Gen VK Singh.

New Delhi, September 20 (iANS): Can papaya plant leaves cure dengue? There is no scientific answer to this question, but the use of papaya leaves has grown phenomenally in the capital in the past few weeks as the mosquitoborne disease sees a spurt. The leaves, which are said to increase dipping platelet counts, are a much sought after product these days in Delhi nurseries - so much so that many residents told IANS that papaya leaves have been disappearing from their localities. Vikram Saini, director of the Masjid

Nursery at Pandara Road in south Delhi, said there are many people who come to buy the papaya plant. “We are getting a lot of queries. We have ample stocks,” Saini said. Y.C. Singh of Greenways Nursery at Lado Sarai said that at least 2025 people come in a week to buy papaya plants. “The number of people coming to buy the plant is increasing. We sell a papaya seedling for Rs. 20, and the plant for Rs. 25,” he said. Doctors, however, said there are no scientific studies to prove that papaya plant leaves can cure dengue or increase the blood platelet count. “I have witnessed this phenomenon for the last 10 years. A lot of patients tell me that they have benefited but this is yet to be proved scientifically,” Suronjit Chattejee of Indraprashtha Apollo Hospitals told IANS. According to S. P. Byotra of Sir

Ganga Ram Hospital, 95 percent of dengue patients recover on their own as it is a self-limiting disease. “It is only in five percent cases when patients suffer from hemorrhagic dengue fever or dengue shock syndrome that they have to be treated for a dipping platelet count,” he added. Patients, however, say they have found immense benefit from papaya leaves. “When my son was diagnosed with dengue last month, neighbours advised me to give him papaya leaves to increase the platelet count. It was miraculous,” said Anuradha Gupta, a software professional and mother of two young boys. Krishna Satpathy, who herself recovered from a bout of dengue fever, said papaya plant leaves are much in demand. “It proved beneficial for me. But when my maid also got dengue, I tried to get the leaves for her. But I couldn’t find it in my neighbourhood. I had to approach my gardener, who went to a nursery in west Delhi to get it,” said Satpathy, who lives in the

Vasant Kunj area in south Delhi. Satpathy said the leaves are to be first boiled and then crushed to extract the juice, which is subsequently drunk. Preeti Chabra, senior consultant (Ayurveda) at Sir Ganga Rama Hospital, said: “Yes, I have come across many people who are taking the juice of these leaves.” “This looks like a new phenomenon. A lot of patients have told me that they are taking it. I am not stopping them. But it’s not mentioned in the classical Ayurvedic text,” Chabra told IANS. Dengue symptoms include fever, headache, muscle and joint pain - and a skin rash that is similar to measles. In a small proportion of cases, the disease develops into the life-threatening dengue hemorrhagic fever, resulting in bleeding, low levels of blood platelets and blood plasma leakage, or dengue shock syndrome, characterised by dangerously low blood pressure. The capital has so far registered 250 dengue cases since January but there has been no death reported so far.

Church obsession by ‘small minded rules’ criticized VATICAN CITY, SepTember 20 (Ap): Signaling a dramatic shift in Vatican tone, Pope Francis said the Catholic Church had become obsessed by “smallminded rules” about how to be faithful and that pastors should instead emphasize compassion over condemnation when discussing divisive social issues of abortion, gays and contraception. The pope’s remarkably blunt message six months into his papacy was sure to reverberate in the U.S. and around the globe as bishops who have focused much of their preaching on such hot-button issues are asked to act more as pastors of wounded souls. In interviews published Thursday in Jesuit journals in 16 countries, Francis said he had been “reprimanded” for not pressing church opposition to abortion in his papacy. But he said “it is not necessary to talk about these issues all the time.” “The church’s pastoral ministry cannot be obsessed with the transmission of a disjointed multitude of doctrines to be imposed insistently,” Francis said. “We have to find a new balance; otherwise even the moral edifice of the church is likely to fall like a house of cards, losing the freshness and fragrance of the Gospel,” the pope said in the 12,000-word article, based on interviews conducted by a fellow Jesuit, the Rev. Antonio Spadaro, editor of La Civilta Cattolica, a Rome journal for the religious order. “The church sometimes has locked itself up in small things, in small-minded

WASHINGTON, SepTember 20 (Ap): Former first daughter Caroline Kennedy coasted through a Senate confirmation hearing to be the next U.S. ambassador to Japan, promising to carry forward her father John F. Kennedy’s legacy with humility. The soft-spoken Kennedy told the Foreign Relations Committee on Thursday that if confirmed, she would work to strengthen the crucial bond between the United States and its Asian ally on trade, the military and student exchanges. Japan is the U.S.’s fourth-largest trading partner and is home to the Navy’s 7th Fleet and 50,000 American troops. With her husband, Edwin Schlossberg , son, Jack, and daughter Tatiana seated nearby, Kennedy said she understood her responsibility to uphold the ideals of her father — “a deep commitment to public service, a more just America and a more peaceful world.” Her father served in the Pacific during World War II, battling Japanese forces. The daughter, seeking the diplomatic post for a fierce enemy-turned-friend, said that if confirmed, “I would be humbled to carry forward his legacy in a small way and represent the powerful bonds that unite our two democratic societies.” She noted the significance of her nomination 50 years since her father’s

presidency, focusing on his tenure rather than on his assassination on Nov. 22, 1963. Kennedy faced gentle questioning from Republicans and Democrats on the committee, signaling that she faced no obstacles to confirmation. Several senators said she would make a great ambassador. Kennedy said that her father had wanted to be the first sitting president to make a state visit to Japan, especially since he was a World War II veteran. Kennedy said she visited Japan in 1978 with her uncle, then Sen. Ted Kennedy, and was moved by a visit to Hiroshima. Attending the hearing was Vicki Kennedy, the senator’s widow. “This is indeed an important moment in the history of U.S.-Japan relations,” she said. “Japan is enjoying a period of political stability and economic renewal and is eager to increase trade and investment with the United States.” President Barack Obama chose Kennedy, 55, an attorney and bestselling book editor, for the diplomatic job. If confirmed, she would be the first woman in a post from which many other prominent Americans have served to strengthen a vital Asian tie, including the late Sen. Mike Mansfield, former Sens. Walter Mondale and Howard Baker and former Rep. Tom Foley. “You have a good sense of what

national interests are,” said Sen. Bob Corker, the senior Republican on the panel. Republican Sen. John Barrasso pressed Kennedy on whether she would work to end the Japanese tariff on soda ash, or sodium carbonate, a critical deposit in his state of Wyoming. Barrasso said it was the Wyoming Democratic delegation that put candidate John Kennedy over the top at the 1960 convention and mentioned that 13,000 turned out in Laramie for a speech by the president in 1963. “I wouldn’t be sitting here if it weren’t for the state of Wyoming,” Kennedy told the senator in promising to look into the tax issue. Caroline Kennedy helped propel Obama to the Democratic presidential nomination with her endorsement over Hillary Rodham Clinton — the only time she’s endorsed a presidential candidate other than her uncle Ted in 1980. If confirmed, Kennedy would replace John Roos, a wealthy former Silicon Valley lawyer and top Obama campaign fundraiser. Kennedy’s confirmation to the post by the Senate would bring a third generation of her family into the U.S. diplomatic corps. Her grandfather Joseph P. Kennedy Sr. was President Franklin D. Roosevelt’s ambassador to Britain, while her aunt Jean Kennedy Smith was ambassador to Ireland under President Bill Clinton.

Kohima Village Students’ Union (KVSU) defeated the Students’ Football Club 8-0 at the inaugural match of the 14th NSF Martyrs’ Memorial Trophy. Mhasibeituo Yhome of KVSU earned the distinction of the first hat-trick of the tournament who netted the 3rd, 4th and 6th goal. Medoneituo Sekhose also fetched a hat-trick by netting the Ist, 2nd and 8th goal while Thejaneilie Solo contributed two goals. The month long 14th edition of the prestigious NSF Martyrs’ Memorial Trophy 2013 (Lt. Kekuojalie Sachü & Lt. Vikhozo Yhoshü) under the aegis

of Angami Students’ Union (ASU) with the theme “Goal for Peace” made a colorful start here today with minister for youth resources & sports Merentoshi Jamir as the chief guest. Speaking on the occasion, Jamir was appreciative that 65 teams are vying for top honours in this year’s edition and wishes it grow stronger and stronger. Terming the tournament as “unique” with its theme “Goal for peace,” he asserted that the tournament brings positive impact to the people and also help build friendship and unity. Jamir also stated that the government is looking and trying to communicate with various clubs to figure young Nagas into it and ensure that they are

treated well. Naga Students’ Federation (NSF) president Tongpang Ozukum in solidarity message said the tournament is not only to promote games and sports but it is a tournament for a cause and has moral attachment to the whole Nagas. Ozukum also thanked ASU for keeping alive the spirit of the martyrs and the history of the NSF. ASU president Zakie Khate said that this year’s edition registered the highest participants, totalling 65 teams, adding that over 1000 players will showcase their skills, talents, confidence and strategy throughout a month long tourney. convenor Rükravolie Rülho while recalling the incident of 20th March 1986, said, Today, even after 27 years of the unprecedented incident, “ we still have wailing cries and un-dried tears of the near and dear ones of the two martyrs; we have living personalities who are too petrified to recount the brutalities of 20th March 1986.” He said the NSF then in honour of the two martyrs’, the other victims and for a note that it will ever be the vanguard to the rights and aspiration of the Nagas declared the 20th of March every year as NSF Martyrs’ Day. Living beyond the 20th of March 1986, the ASU then started the herculean memorial trophy to honour

and remember the two departed souls, in which this 14th edition of the Trophy have brought people together here today. “Upon the pledge made yesterday and today, we shall always march and progress ahead renewing our commitment to the principles and objectives for which Lt Kekuojalie and Lt Vikhozo had laid their lives. We will never go down,” said Rülho. The NSF Martyrs’ Memorial Trophy organized by ASU is an annual feature since 1986 in memory and honour of the supreme sacrifices made by student comrades Late Kekuojalie Sachü and Late Vikhozo Yhoshü while on duty call of the Naga Students’ Federation. Earlier, laying of wreaths and unfurling of flag took place at NSF Martyrs’ Park. Two minute silence was observed in memory and honour of martyrs. Keneido Peseyie chaired the inaugural function while ASU secretary sports Mhasimhalie Mathew Yhome administered oath to the participating teams. The tournament will continue till October 19.

DIMAPUR, SEPTEMBER 20 (MExN): Minister for Roads & Bridges, Kuzholuzo (Azo) Nienu, has said the affiliation of Nagaland Cricket Association (NCA) to BCCI is a great achievement in the sports arena as far as Nagaland State is concerned. “Today sports being an industry and cricket being one of sports richest industries, I believe we have taken the right step and we are certainly in the right direction”, the minister said in his address as chief guest of the closing ceremony of the ‘1st United T20 Open Cosco Ball Cricket Tournament’ here at DDSC Stadium on Friday. Azo said the ‘gentleman’s game’ of cricket has finally “touched and reached our soils” and credited chief minister Neiphiu Rio, also president of NCA, under whose initiatives cricket in Nagaland has reached greater heights. He expressed hope that someday Nagaland would produce world class players like Kapil Dev, Sunil Gavaskar and Sachin Tendulkar. At the same time, the minister said that in order to excel in games and sports, a person must have patience, dedication and

commitment. “Any sports be it a team or individual is a game which puts your skills to ultimate test, a test of ideas, a test of patience and test of stamina. The person having all these required skills will become the ultimate winner”, Azo said. He also reminded that though winning may be a wonderful experience and proud moment, but losing and failures can teach more lessons than success or winning. On the theme of the tournament ‘Cricket for Christ’, organized by United Baptist Church Association North East India ((UBCANEI), the R&B minister said that games and sports with its unifying spirit can bring people closer to one another and also to God.
