Rupee dips to 64.54 against US$ MuMbAI, August 21 (IAns): Despite interventions from the central bank and the government, the rupee Wednesday continued its free-fall mode, hitting a new record low of 64.54 against a dollar and benchmark Sensex slipped below 18,000 points mark for the first time in almost a year. The rupee, savaged by large dollar demands from banks and importers, has plunged to new lows for the fourth session in a row. According to Deutsche Bank, the rupee is expected to touch a low of 70 against a dollar in a month’s time. “We now believe that the rupee could touch 70 to the USD in a month or so, although we expect some revival of the currency by the end of the year,” the German bank said in a report.
Prohibitory orders in border areas
Mokokchung, August 21 (DIPR): In order to check the movement of anti-social elements and as a precautionary measure for prevention of untoward incidents, the Additional District Magistrate, Sivasagar has promulgated prohibitory order O/S 144 Cr.P.C, reinforcing night curfew from 6:00 p.m. to 6:00 a.m. in the areas of Assam side bordering Nagaland and Arunachal Pradesh. The order in place prohibits movement of a person or group and vehicular traffic in the 5 Km belt in Assam side of Sivasagar District. However, security personnel and officials on duty are exempted from the purview of the prohibitory order. This was informed by Sub-Divisional Officer (Civil) Mokokchung, Vekhoyi Chakhesang.

bEIRut/AMMAn, August 21 (REutERs): Syria’s opposition accused President Bashar alAssad’s forces of gassing many hundreds of people - by one report as many as 1,300 - on Wednesday in what would, if confirmed, be the world’s worst chemical weapons attack in decades. Western and regional countries called for U.N. chemical weapons investigators - who arrived in Damascus just three days ago - to be urgently dispatched to the scene of one of the deadliest incidents of the two-year-old civil war. Images, including some taken by freelance photographers and supplied to Reuters, showed scores of bodies including of small children, laid out on the floor of a clinic with no visible signs of injuries. Reuters was not independently able to verify the cause of their death. The Syrian government denied that it had used chemical arms. George Sabra, one of

College teachers of Nagaland will be on a mass casual leave on August 22, though the leave is not so much casual as it is political. These college teachers have had an enhanced salary, as per the 6th pay commission, approved and to be paid for the period January 2006 to March 2010. But this has not come till date. Having followed various channels of negotiations with the Nagaland state government and failed, the teachers, under the aegis of the All Nagaland Government College Teachers’ Association (ANGCTA), have decided to embark on agitations to have their rights fulfilled. To recap, based on a state government order in August 2010, the pending arrears were to be cleared in the financial year 2010-11, to which effect pay slips were issued to the college teachers in October 2010. In December that year, the government passed another order to stall the payments even before all teachers could
avail their arrears. Though a central government notification in 2012 asked for the state government to pay the college teachers their deserving arrears for the said period, the state government continued to keep silent. In May this year, the ANGCTA met higher officials of the Nagaland state government when they were asked to wait till July 31, 2013 for positive action from the government. The date came and went without any such action. Through consensus drawn among the teachers, they decided to start their first phase of agitation by going on mass casual leave on August 22, after informing the state government. If the government continues to remain silent, the teachers will go on a “pen down strike” on August 26-27. Further, the agitation will reach the Chief Minister’s office in Kohima on September 5 if inaction continues. Meanwhile, the Chief Minister, Neiphiu Rio, has been informed of the issue, and has given certain positive assurances, which are perceived to be non-concrete as of now.
Minister for Roads & Bridges Kuzholuzo (Azo) Nienu has asserted that the Nagaland government is urging the Government of India to declare the Foothill Road project as “national project.” The Minister stated that even if Nagaland is set to celebrate its golden jubilee this year, not a single national project has been allotted to Nagaland state till date. “This is a sign of step motherly treatment to the state of Nagaland,” Azo said. He also said that the people should not misunderstand the matter of foothill connectivity and Foothill Road. High Power Committee to study Dimapur roads
kohIMA, August 21 (DIPR): The Government of Nagaland, in pursuance of the Cabinet decision taken on August 8 has constituted a High Power Committee to study the road system in Dimapur and to draw up an action plan for implementation of various road construction projects. The projects include construction of a service lane between Purana Bazar and Chumukedima; widening of the road to CIHSR from NH and the encroachment matter thereof; two laning of the road from Green Park to Sovima Circuit Stadium; two laning of the road to Nagaland Zoological Park; dismantling of buildings at the Agri Expo entrance gate; two laning of the road to Multi-purpose Sports Complex, Dimapur and two laning of the road from NH to

DIMAPuR, August 21 (MExn): The NSCN (K) has asserted that a day would come when the “Nagas in India” will flock to the East (Myanmar occupied Nagaland) to grab a share of its natural resources, as and when political stability and a political solution is achieved. “Visionless and materialistic Nagas may continue to decry SS Khaplang’s pan-Naga political approach as of now in order to justify their eager preparedness to give up Naga’s birth right for a pittance from India, but time and history shall be the witness,” stated a press note from its Military Supervisor, Lt Gen Niki Sumi. The NSCN (K) said that it “practically holds sway over the entire stretch of unexplored virgin landlocked mineral rich area.” It added that Myanmar governance in this area is “only symbolic” in nature, and that the NSCN (K) has been maintaining deep rooted de-facto rule for decades. It also said that the NSCN (K) holds the “key to India’s North-East political
problem, India’s look East policy and her National Security as well.” It added that “the need for India and Myanmar to seriously engage the NSCN is not a mere political hypothesis but drawn from the factual political assessment lest the issue is exploded to international controversy.” It added that its stand on the Naga struggle should not be a cause of apprehension to any other Naga political group engaged in political process with India. It stated that the NSCN (K) would not stand in the way to “any settlement that may arrive between India and other Naga political groups.” It said that the Naga struggle for freedom has endured for more than half a century and that the NSCN (K) would continue with the struggle “no matter how illusive or distant the destination may appear.” It added that the “legacy passed on to us shall be handed over to posterity without blemish and betrayal.” Full text on page 4

DIMAPuR, August 21 (MExn): The Dimapur Special Branch has made a seizure of two 7.65mm country-made pistols and three magazines from three young men here today. Following information received of a case of “arms smuggling” in Dimapur, the Special Branch team seized the small fire arms from the youth at around 1:30 pm near Golaghat bus station. The trio—Hokavi Yepthomi (30 years), Hokato Awomi (19 years) and Akaito Awomi (25 years)— were waiting there for the arms to be picked up by “one Karbi person,” who was supposed to be pay them Rs. 30,000 each for the pistols, according to the
Special Branch. This deal was arranged by one Kohuxu, an acquaintance of Akaito—they are all residents of Purana Bazar, Niuland. The apprehended have been handed over to the East Dimapur Police Station, where an FIR under the Arms Act has been filed against the three.

Monsoon downpour causes soil sinking in Mon Mon, August 21 (DIPR): Deputy Commissioner, Mon Angau I Thou along with SDO Sadar, Keyirangding Hegui, GBs and ward executives of Tanlao ward inspected the land sinking and landslide areas of Tanlao ward at Edith Douglas Colony on August 21. The land sinking and minor landslide started during previous monsoon causing numerous craters in the areas affecting houses and classrooms of Edith Douglas School. Since then the craters in the soil are increasing day by day during the current monsoon affecting many families. According to the GBs of the ward, around 70 houses and Edith Douglas School have been affected by the land sinking while the landslide in the same area also affected 10 other houses.
Interacting with the ward leaders, the Deputy Commissioner assured to extend all possible assistance to the badly affected families for relief under natural calamity after door-to-door verification by the DBs and approaching the Government. She also appealed to the School management committee to arrange alternative classrooms for the student to accommodate and to ensure secure learning. The ward leaders while appreciating the Deputy Commissioner and his team for their concern requested to depute the expert form Geology and Mining to study the cause of the soil sinking.

DIMAPUR, AUGUST 21 (MExN): The North East Forum for International Solidarity has informed that two Delhi Police subinspectors brutally beat up two male students near Delhi University’s (DU) Satyawati College. Mizoram to get 210 MW power plant
AIzAWL, AUGUST 21 (IANS): The commissioning of the 210 MW capacity Tuivai hydro-electric project in Mizoram, a much-anticipated event, would begin soon as the union finance ministry has approved funds for it, an official said here on Wednesday. "The union finance ministry last month gave its endorsement to provide necessary funding for the 210 MW capacity Tuivai hydro-electric power plant," an official of the Mizoram power and electricity department said. "The biggest ever power project in Mizoram would be set up at a cost of Rs 1,750.60 crore on the banks of Tuivai river in Champhai district in the eastern part of the state," he said. The project would be executed on the public-private partnership (PPP) mode. Seven private companies have been shortlisted, after applications for requests for proposals were invited in September 2011. According to an official document of the Mizoram government, the Tuivai project, conceptualised in 1995, will have a 155-metre dam across the Tuivai river to generate power. The official said that this power project would be the first of any projects in Mizoram requiring no compensation for takeover of land. He said the necessary environment clearance for the project had also been obtained from the union ministry of environment and forests.

Balance public interest, right to privacy: Tata New Delhi, Aug 21 (iANS): Former Tata Group chairman Ratan Tata Wednesday appeared in the Supreme Court and said that while ordering electronic surveillance on citizens allegedly under cloud, the government must strike a balance between public interest and the right to privacy. “The government has to balance two pivotal dimensions - public interest and privacy of the citizens” while ordering wire surveillance, counsel for Tata, who was personally present in the court, told the court. An apex court bench of Justice G.S. Singhvi and Justice V. Gopala Gowda is hearing Tata’s plea seeking a probe into the leak of former corporate lobbyist Niira Radia’s tapped conversations. According to a statement issued by Tata Sons, the holding firms of Tata Group, Tata appeared in the court and showed keen interest in the progress of the “right to privacy petition”
filed by him. “Ratan Tata has filed this writ petition on a matter of principle. He believes privacy is an important right for every individual and is keenly following the progress of this case,” a Tata Sons spokesperson said. New Delhi, AuguSt 21 (AgeNcieS): Looking to beat the slowdown blues, country’s largest carmaker Maruti Suzuki India (MSI) today launched a compact car Stingray, priced at Rs 4,10,000 (ex-showroom Delhi). “With Stingray, we carry forward our focus to make our best sellers even more attractive,” MSI Managing Director and CEO Kenichi Ayukawa told reporters. Stingray, which is powered by a 998 cc petrol engine, is available in three variants, with price ranging between Rs 4,10,000 to Rs 4,67,000. In July, MSI posted 10.88% increase in its passenger car sales at 63,O40 units. Car sales in India have fallen for a record ninth month in a row in July, posting 7.4% decline. Nagas Never Recognise Imposed Artificial Boundary: NSCN (K)
T
he Naga struggle for freedom has endured for more than half a century. The Nagas across the length and breadth without territorial demarcation or geographical distinction has concertedly been waving the liberation flag so far. Despite application of overwhelming draconian militarism by Myanmar and India to subdue Naga’s struggle, the struggle has progressed from strength to strength rather than being extinguished. The unwavering commitment of the Nagas in pursuit of its national goal and the futility of India and Myanmar to militarily suppress the struggle has obliged even these two invading nation to acknowledge the issue as “Political” requiring political solution. After the political fiasco of India orchestrated 1975 Accord with NNC/FGN, the national mantle passed on to NSCN. The political process with the GOI thus was revived through the initiative of NSCN(s) in 1997 and 2001 respectively and was followed by another landmark political achievement under the aegis of SS. Khaplang- the establishment of political breakthrough with the most hostile Myanmar Junta. Regardless of frustrated rhetoric targeting SS. Khaplang and NSCN as having connivance with Myanmar and giving up of Indo-Naga issue, the historic signing of ceasefire between Naga and Myanmar in the year 2012 without doubt scripted new chapter in the history of Naga political sojourn. This event do brings to the fore the international significance of Naga issue and in particular it’s crucial implication to regional peace and stability in South-East Asia. The South Asian countries look East enthusiasm and the fact that Naga’s strategic geo-political location being inevitable for connectivity between these landmasses and the more significant relevance to Indo-Naga-Myanmar political situation is the undeniable truth that NSCN under SS.Khaplang practically holds sway over the entire stretch of unexplored virgin landlocked mineral rich area. Myanmar governance in this area is only symbolic in nature, else NSCN has been maintaining deep rooted de-facto rule for decades altogether. The need for India and Myanmar to seriously engage the NSCN is not a mere political hypothesis but drawn from the factual political assessment lest the issue is exploded to international controversy. It may therefore be concluded that NSCN/ GPRN under SS. Khaplang’s leadership holds key to India’s North-East political problem, India’s look East policy and her National Security as well. Where as for the Nagas in India, though utopian in concept as it may appear now, a day would come when they would flock to the East (Myanmar occupied Nagaland) to grab a share of it’s natural resources dispensation as and when political stability and political solution is achieved. Visionless and materialistic Nagas may continue to decry SS.Khaplang’s pan-Naga political approach as of now in order to justify their eager preparedness to give up Naga’s birth right for a pittance from India, but time and history shall be the witness. As for the NSCN/GPRN, the struggle shall continue no matter how illusive or distant the destination may appear, no matter the solution comes in our time or never, the legacy passed on to us shall be handed over to the posterity without blemish and betrayal. The stand of NSCN on Naga struggle therefore should not be a cause of apprehension to any other Naga political group engaged in political process with India. Any settlement that may arrive between India and other Naga political groups, the NSCN/GPRN would never stand in a way nor would be to deterred to give up the Naga cause. Lt. Gen. GHS baghty wins state level science exhibition Our Correspondent Kohima | August 21
Government High School, Baghty under Wokha district today bagged the first position at the State Level Science Exhibition under the theme “Wonders of science” held at GHSS Kohima under the aegis of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland. Represented by Rhonben Kikon with a project titled “Indigenous water filter,” it fetched a cash prize of Rs. 15,000 along with certificate. Government High School Lengrijan, Dimapur district with project “Laser Security System” and represented by Pangertoba, Bendangchuba and Beyim Konyak won the second prize and pocketed a cash prize of Rs. 10,000 along with certificates. Government High School Chandmari, Kohima, represented by Pinoli Zhimomi, Subhash Kumar and Athisü James with a project “Wind Turbine” made it to the third position and walked away

GOC-in-C Eastern Command visits Nagaland
Dimapur, august 21 (mExN): Lt Gen Dalbir Singh, UYSM, AVSM, VSM, GOC-in-C of the Eastern Command visited Nagaland from August 21 to 22. A press note informed that during the visit, the General Officer reviewed the emerging security situation in the state and was briefed by Maj Gen MM Naravane, SM IGAR (North). Later in the day he held detailed discussions with Lt Gen (Retd) NK Singh, PVSM, UYSM, AVSM, SM Chairman CFMG. The note informed that Lt Gen Singh appreciated the overall efforts of HQ IGAR (North) for their contribution towards maintaining peace in Nagaland. He also appreciated the unstinted cooperation being extended by the State Government officials, Nagaland
chief guest, M. Patton (IAS) Secretary to the Government of Nagaland, Department of School Education gave away prize to the winners. He stressed on the need to develop scientific education in the state to ensure that Nagaland sails in the right direction.
RMSA state mission director Thejao Vihienuo said that the objectives for the conduct of science exhibitions at school, district and state levels is to inculcate scientific spirit in the school children and thereby to stimulate interest in science and technology and to popularize the study of science in schools. He said that this would encourage encourage creative thinking and promote psychomotor skills among school children through self designed models using locally available materials. He hoped that this exhibition would not only inspire every visitor and encourage the participants but would become a milestone in making science education in schools more meaningful and more popular. The function was chaired by Marius N. Lotha, joint director RMSA. The panel of jury for this event included Daniel Thong, Lima Aier, Keneisalie Nakhro, Pelengulie Chucha and Ayie Yhome.
NVCO submits representation against KMC parking fee collection Dimapur, august 21 (mExN): The Nagaland Voluntary Consumers Organization has submitted a representation to the Deputy Commissioner of Kohima asking him to stop the present practices of KMC parking fee collection in Kohima town and take action against “illegal taxation, unfair means of trade practices” and also to control and maintain the prices at reasonable rates. A press note from the President of the NVCO, Kezhokhoto Savi informed that prior to the conduct of a civil rights awareness camp at Diet Chiechama scheduled on August 22 organised by Chiechama Students' Union, a representation was submitted under the caption - "NVCO's representation against illegal taxation, price-rise in goods and service charges in the state of Nagaland. The representation was also against the present practices of KMC parking fee collection in Kohima town, with a demand to stop it till such a time when proper facilities/amenities and parking places are provided to users. It was submitted with a copy to the Chief Executive Officer, Kohima Municipal Council, Director General of Police and the Presidents of Angami
Public Organisation(APO), ASU, AYO, AMK, Kohima Chamber of Commerce & Industries(KCCI) and SAPO. Through this representation, the NVCO has demanded that the present practices of KMC parking fee collection in Kohima town be stopped in the interest of public welfare “as we are all aware that many citizens have put their grievances through, which was substantiated by NVCO.” It added, “It is not good for public, which is almost amounting to forceful collection as no payer is happily paying for it.” The note said that the vehicles are parked both sides of the highways and that collectors are collecting money from all vehicles without consideration for parking and no parking zones. It said that this practice “amounts to ensuring the wrong parking as legal parking and thus creating more traffic congestion.” “KMC does not provide any facilities and more than 80% of collecting point did not even put up any demarcation and literally collects parking fees in all the main roads under KMC jurisdiction,” it added. The note asserted that fees are the amounts paid for privileges, and are not
an obligation. “Fees are nothing but payment for some special privilege granted or service rendered,” it said. However it said that in the case of KMC, “no services was rendered to the payer/users and the parking fee collection is simply collected in both sides of the roads including in no parking zones, which is wrong.” The NVCO also highlighted the “illegal collection of cash” at the checkgates and on highways by police and others despite the state government standing order banning collection of cash in the check-gates or in any part of the highways. The President of NVCO kezhokhoto Savi stated that the conduct of illegal taxation is everywhere in the state and ultimately all these illegal taxation are realised by consumers by way of pricerise in goods and services. He added that these illegal practices are of different forms “such as several taxations imposed upon the business community, government employees, contractors, developmental project money, etc by different groups/factions, deduction of huge percentages by way of popularly called "Commission" in the name of political party, etc.”
Dimapur, august 21 (mExN): The newly elected Vice Chairman of the Nagaland State Co operative Bank, I Tali Lonkumer held an interactive meeting with the bank officers on August 17 in the Bank HQ. A press note informed that the Vice Chairman exhorted the officers to transform their frame of mind and evolve themselves to a corporate mindset in order to compete in the global financial arena. He added that this is
an era of globalization and liberalization “where only the fittest survive.” Longkumer set out his agenda that if recovery of loans are not made in due time, the overdue loan of the bank would mount and the net worth of the bank’s capital would be adversely affected. NPBCA extends support to ACAUT
Dimapur, august 21 (mExN): The Nagaland Police Baptist Churches Association (NPBCA) in its emergency Executive Committee Meeting held on August 20 has resolved to extend “moral support” towards ACAUT. A press note from the Executive Secretary of the NPBCA said that the Executive members after thorough deliberation felt that Nagaland “being a Christian domain state must cease from practices of illegal taxations and all sorts of anti-social elements prevailing today.” The Executive committee also resolved to conduct a fasting and prayer program on September 1 from 06:00-12:00 noon throughout the NPBCA churches and “ask forgiveness from God and invoke his grace upon the people of Nagaland.” Meanwhile, all Unit churches are requested to comply with the Executive members’ resolution and make the program a successful one.

It may be noted that Jadonang was arrested in February 1931 and was hanged at Imphal on August 29.

Young people as catalysts of change for sustainable development
Y
oung people, they say, are the hope of any nation. They are the new generation that will go on to inherit the earth. The same earth which is already confronted with several environmental challenges, and is in danger of losing more of its rich natural resources, as globalization continues to take place at a rapid pace. The world over is also trying to prioritize issues of environment because of the fact that it has now become a global issue that needs to be dealt with seriousness. And when we talk about a global issue, it involves people from every walk of life, people from every age group and people from every nook and corner of the world.
At such a juncture, it is also pertinent that our young people are empowered with knowledge, skills and visions, as it is equally important to listen to their voices because the future ultimately belongs to them. The hope to have a greener and healthier environment will, to a large extent, also depend on the contributions made by the younger generation and how they translate their knowledge into actions.
Youth and Sustainable Development
The core underlying belief behind the concept of Sustainable Development is that future generations have as much of a claim over the earth and its re-
sources as present generations do. They have the right to access to these resources and also benefit from this use. But while this concept of trans-generational equity usually refers to the unborn millions who will inherit this planet, the pace of environmental degradation and exploitation of natural resources have reached such a pace that there is a danger that many of the youth today would not be able to enjoy the same opportunities we do today. Therefore, as those who, in the future, will bear the consequences of our actions today, the voice of the youth plays a crucial role towards the development of the country, notwithstanding the fact that this im-
portant stakeholder has often been sidelined and given very little importance. However, as has been the aim of the Indian Mountain Initiative to “be the platform for networking, sharing and bringing issues of the mountains for the benefit of all stakeholders”, LEAD India in partnership with ICIMOD, Sustainable Development Forum Nagaland, and YouthNet will be spearheading a youth conference on sustainable mountain development, prior to the Kohima Summit on September 22 and 23, 2013.

A Step Toward Healing You can't hide this kind of debacle forever—people are finding out. Environmental activist Bill McKibben took part in the July 5-6 Healing Walk, a spiritual gathering in northern Alberta, Canada, focused on the destruction—to the immediate environment and to the climate itself— caused by tar sands oil extraction and the Keystone XL pipeline across the U.S.
T
O WALK, SLOWLY, across the tar sands complex of Alberta is to see our real-life equivalent of The Lord of the Rings’ Mordor. It really is as bad as everyone says. On this one eight-mile loop, we saw vast stretches of muskeg turned into dry, sandy desert; we saw dry-sandy desert that had been further converted into inky tailings lakes; and we were never out of earshot of the cannon that fire all day and all night to keep ducks from landing in the toxic waters. This goes on forever. The most comprehensive way to see it is from the air, I guess, but the best way to feel it is on foot. Especially if you’re walking with the people who know this land best—have known it for thousands of years. Each year since 2010, local First Nations groups have organized a Healing Walk through the tar sands, and this year’s fourth iteration was by far the largest. Hundreds of people from around the continent camped for several days in a stretch of nearby boreal forest, held workshops and ceremonies, and then emerged for the hike through the industrial barrens. The Healing Walk was designed to be almost post-political, though most of the people there—Clayton ThomasMuller, Melina Laboucan-Massimo, Crystal Lameman, Gitz Crazyboy, Bill Erasmus, and many more—had been leaders in the indigenous fight against the Keystone pipeline and the whole tar sands idea. For a weekend, though, fighting took second place to connecting, to figuring out how to help the communities devastated by this crazy bid for the dirtiest energy on earth and how to help the leaders and volunteers strung out by the never-ending battle. The spirit was rich and deep. Minutes after midnight on the first day of the walk, a baby was born in the teepee at the campground—an event hailed as auspicious by everyone. And as we walked, the hundreds of trucks that passed by in a never-ending stream were far more likely to honk in welcome than to wave a fist. In fact, one of the things that struck me was how hard this place is on workers—we went by one “upgrader” refinery belching a stink of sulphur, and 50 feet from it were the hundreds of barracks used by the workers who come for 21-day shifts moving this oil. One of the doctors walking with us said that none of the workers were ever tested for chemical exposure—the companies, and the Canadian government that acts as their subsidiary, simply don’t want to know. The workers are dispensable, the landscape is dispensable, the people who lived there for millennia are dispensable. And of course the planet is dispensable too—that’s why they’re willing to pump such volumes of carbon into the atmosphere. But people are finding out. The Keystone battle was a way to help people find out. You can’t hide this kind of debacle forever—and once the wound is out in the open, maybe it really can start to heal. Chinese premier-elect once stated that urbanisation is not simply increasing the number of urban residents or expanding the area of cities. More importantly, it is about a complete change from rural to urban style in terms of industry structure, employment, living environment and social security. In Nagaland, as people rapidly abandon the rural, the urban remains elusive. Nagaland faced a 69% rate of “urbanisation” in the past decade. Number of urban residents might have increased, new urban areas might have been included in statutory towns and urban population might have naturally grown, but “urbanisation” remains a big word to apply to Nagaland. Infrastructure, water supply, good education for all children, waste disposal, transportation or law enforcement that corresponds to a real sense of urbanisation is a far cry. Yet plenty is being built. Gravel and sand is taken out consistently from the Chathe and Dhansiri rivers respectively to feed Dimapur’s construction—so consistently that the rivers have taken lives and are eroding the soil around so quickly that existing infrastructure is under threat. With this gravel and sand, people are not just building buildings but also building over drains. There is no planning and citizens show complete disregard for sanitation. This will increase the number of sick people, but institutes like the Christian Institute of Health Sciences and Research (on the bank of River Chathe) will probably be eaten up by constant erosion of its embankment before help can be offered. As more Naga people move to hubs like Kohima and Dimapur, more claim a “customary right” to land they settle on. Many then use this guarantee for individual benefit sidelining the fact that customary laws exist for the community to move forward together—when in a city, this rule should apply to all sections of the populace, irrespective of origin. Yet majoritarian arm-twisting is commonplace. With values placed neither in the rural nor urban, people are irresponsible towards the city. When confronted with the problem, the government shrugs in the face of “rains and landslides” that are destroying “mini india,” not corruption and ignorance. The gods must indeed be crazy. Roots are a good place to go back to. Instead of taking farmers away from their fields with the lure of cash through 100-days random labour, the attempt should be towards the opposite. Simple things can be instated, alongside rural confidence, like better internet connectivity for the young, better healthcare for the old. Nagaland does not need mega cities and a mega economy—it needs to sustain its people in the longer run and following India’s urbanisation pattern might not be the most incredible idea. A delicate geography needs a delicate idea; if it is imported plans we are after, why not simple ones like car-free zones in town, cycle ways, cycles for poor children to go to school on or a ceiling on mining rivers and owning cars?

A comparative analysis of recent protests in Brazil and Turkey reveals that the economy is far from the only motor of these social developments. The challenge staring both governments in the face is one of political inclusion
I
n 1992, Bill Clinton’s campaign strategist, James Carville, coined the phrase, “It’s the economy, stupid”, emphasizing the importance of the struggling economy issue in the US presidential campaign. It became a catchphrase used in many contexts thereafter, mainly meaning that, at the end of the day, the economy is the core issue that moves people’s concerns. It is not different in the case of mass mobilization in the streets. Whether you are talking about protests in Mediterranean countries amidst the financial crisis in Europe, or public outcry in Egypt, the economy is often cited as the reason why people go out of their way to protest. In spite of that, the economy is far from the only motor of social developments. Perceived economic growth may not stop people from organizing large, national anti-government protests, nor is the analysis of these public outcries solely from an economic perspective adequate. The cases of recent protests in Brazil and Turkey show that even in relatively stable economic environments, people exhibit discontent about the way their political systems or governments make decisions and carry out policies. Both countries are reported as economic success stories. In the Turkish case, it is true that the Turkish economy tripled in size from 2002 to 2011, but its biggest weakness, the current account deficit, continues to exist. The AKP, the single-ruling party, implements policies of economic growth dependent on foreign debt and import. As of March 2013, Turkey had an external debt of $350 billion, which has tripled since 2002 when the AKP came to power. The main contribution of the government to the economy, therefore, has been the maintenance of stability, which attracts foreign investment. It is hard to say that the AKP’s economic policies have generated an unprecedented income rise in lower and middle classes. Rather, they have facilitated borrowing through credit cards and loans. Consumption has been growing faster than is sustainable. This forms a parallel to the Brazilian case, where the country’s growth has been based on financial and credit incentives focused on a few areas of economic activity, such as the automobile industry. The Brazilian economy has started to show some signals

echnology is claiming yet another relic. Remember those big fat books that made us proudly proclaim in the 1970s and 1980s that we owned a telephone? Alas, with the advent of the internet and smartphones that can store hundreds of numbers, the telephone directory got lost in the clutter of most households and offices to the extent that the majority of the current generation is unaware that such a publication once existed. Old-timers will remember that the telephone directory often doubled up as a pillow whenever there was an unexpected guest at home or that it may have been used to kill cockroaches. Others will recollect how frantically they had searched for the address of their heart-throb's house through the name of the girl's father in the directory. Life has come a long way in the last two decades and with handheld devices and internet, the thick volumes have gone into oblivion - indeed, become redundant. The telephone directory has died a natural death, silently. Now, queries for numbers get channelised through services like Justdial, which addressed 364 million search requests across various platforms in 2012-13. The voice component comprised 40 percent, whereas the other 60 percent came in via the internet and mobile internet sources. "Today, the Justdial is shifting gear towards more sophisticated technology, as the voice component is becoming less dominant by the day, with just 34 percent of search queries coming via the medium, whereas Internet and mobile internet now accounts for 66 percent of the overall traffic," Justdial chief financial officer Ramkumar Krishnamachari told IANS. Thus, those long meandering queues in front of telephone exchanges
of distress, such as an insignificant growth rate and worryingly, growing inflation: in 2012 GDP growth was slightly under 1 per cent. But although neither of these two countries have reached an economic paradise, their economies are also not at a point that would easily explain such a public outcry. If not the economy, what is the problem? The Gezi protests in Taksim, İstanbul, initially triggered by environmentalist concerns, have transformed into unprecedented civil disobedience against the AKP. The protesters accuse the Prime Minister, Tayyip Erdoğan, of pursuing authoritarian ruling practices in two ways: the containment and subversion of the public space of debate and interference with all aspects of private life. Therefore, what is at stake in the Gezi protests is not only the privatization of public assets and the demolition of parks and forests but also the perception of Erdoğan’s increasing self-entitlement to decide what to do and how to proceed in state policy. The Turkish Parliament, with its absolute AKP majority, has passed laws giving the government more authority for decision-making by removing the checks and balances provided by autonomous institutions. This signals the centralization and monopolization of power, which has been crystallized in the prospect of a change from the parliamentary regime to a presidential regime under Erdoğan’s leadership. It is not uncommon to come across many secularists, leftists, and atheists who feel excluded under the AKP regime. In fact, the AKP’s politics and the Prime Minister’s rhetoric constantly produce and reproduce the ‘us versus them’ paradigm within the Turkish public. On the other hand, none of the opposition parties have the position or strength to provide a counterweight. The lack of pluralism in the parliament is perhaps the most challenging problem due to Turkey’s 10 per cent election threshold, which distributes the seats of parties with less than 10 per cent of the total votes to the remainder. Civil society seems to be the only instrument available for checks and balances under the present circumstances. Hence, the movement appears to be calling for a more responsive and accountable government. The protesters do not question the legitimacy of AKP rule and Erdoğan as an elected leader, but his way of making public policies and addressing the public. Brazil, on the other hand, is not witnessing such a consolidation and monopolization of political power under a single-party rule. However, here too the public outcry is about democracy - if not its existence, its quality. It has become common for political analysts to convey the idea of a crisis of representation in the country. The current system is not able to express people’s preferences adequately and respond to their needs. Although that is almost a truism, what seems at stake is more than simply
the government not being able to deliver what people want, but rather the virtual disappearance of the opposition. Democratic systems differ from autocracies largely due to the fact that they possess a channel through which circumstantial minorities can be represented and vocalized and can present themselves competitively in frequent elections. Brazil’s “Coalition Presidentialism” has long been seen as an institutional design that facilitates governability, avoiding political deadlock. On the other hand, this process has crystallized a system of the prevalence of the executive over the legislative, impairing the ability of the parliament to fulfil its representation role and to act as an accountability tool of the democratic system. There is an overwhelming number of non-ideological, nonprogrammatic parties, all of which want to be part of the government (no matter what party the President belongs to) not for the purpose of influencing the implementation of policies, but to seek profit. The opposition parties (Social Democrats, Democrats and PPS) have not only withered, but have become practically voiceless, waiting every four years to unsuccessfully compete for the popular vote. The opposition not only lost the last three presidential elections, but has seen a progressive decrease in their representation in Congress. The three main opposition parties have less than 100 congressmen (out of a total of 513), which makes it the smallest opposition in almost 20 years. More serious than shrinkage in numbers is the virtual disappearance from public debate. Projects proposed by the executive are frequently approved by Congress without a proper debate. Consequently, while the Brazilian government propagates the rhetoric of economic inclusion, the system is failing to provide institutionalized representation channels for the political inclusion of alternative and dissident voices. There is no possibility whatsoever to connect with the common citizen. When this channel withers, what are left are the streets. Symptomatic of this feeling was the protesters’ rejection of party flags. The sentiment carried not a rejection of the institution of parties themselves (as some claimed) but rather of the existing ones and the way they (don’t) represent themselves. In Turkey it was an environmental issue that initiated the protests. In Brazil it was a protest against public transportation tariffs. But in both cases these issues only catalyzed feelings of unrest with the respective democratic systems. Indicative of the similarity of what is happening in both countries are the characteristics of demonstrators. According to surveys conducted with the protesters, in Brazil as well as in Turkey, there is a prevalence of young people (around two thirds under 30 years old in both countries), mainly from the middle class (although not exclusively). About half of the respondents in each country had not participated in any protest before. More importantly, in neither country is there strong party sentiment. In Turkey 70% of the respondents do not feel sympathetic to any political party, while 14.7% are indecisive about this matter. In Brazil 83% of protesters do not feel represented by any politician, and 89% by any political party. The challenge to the governments of both countries, therefore, is that of inclusion. Not an economic one, of which the governments boast and which has more of a rhetorical nature. Including more people in the consumer market, as protests have shown, is insufficient for people’s content with the way their governments and political systems work. In any democracy, there needs to be an institutionalized channel through which people voice their demands and display their dissatisfaction. 11-year single party rule in Turkey and Brazil’s political system and party developments have left out a large proportion of their citizens from the institutionalized spaces of the public sphere. What is at stake is more pluralism and responsiveness, not only in the governments, but in the political system as a whole. There is no complete inclusion if it is not political inclusion.

when the voluminous telephone directories were issued have vanished. Many people feel that search engines like Google have killed the telephone directory, once a bible for many. The last time Mahanagar Telephone Nigam Ltd-Delhi published a directory was in 2000 in two volumes. "A policy decision was taken in the late 1990s to stop printing directories as they had become too voluminous and were becoming too costly to print, considering they had to be distributed free to all "subscribers," an official of the Department of Telecom told IANS. "The printing stopped at various times in various cities due to commitments to "advertisers," the official added. A retired banker in his late 1970s, R.R. Pandya of suburban Vile Parle has carefully preserved the final three bulky volumes published by MTNLMumbai. Though the directory - running into over 4,000 pages - is dated 1999, it reached subscribers only by mid-2000. "At times, I still go through this MTNL directory, but it's practically useless as more than 75 percent of the numbers have changed, many people have surrendered their MNTL lines, and the new numbers have not been listed," Pandya told IANS. According to a top MTNL Mumbai
official, the first Bombay (as Mumbai was then called) Telephones Directory was published way back in 1933, during the British era. Since then, the directories were published annually and virtually without a break till the last one in 1999, the official said. The final volume listed 2.15 million subscribers and cost MTNL a whopping Rs.37 crore to print. "The last time Chennai Telephones brought out a directory was in 2007. On the other hand the Chennai Telephones website is updated and people find it easy. Chennai Telephones has also stopped supplying the directory on CDs," G. Vijaya, spokesperson, Bharat Sanchar Nigam Ltd (BSNL), Chennai Telephones, told IANS. "Our usage of the telephone directory has come down a lot. However, we do use it to locate the numbers and address of government offices or officials," Jayalakshmi Srinivasan, a housewife, said. In Bangalore, BSNL has stopped printing a telephone directory from this year following a circular from its head office in New Delhi, as many of its subscribers have stopped using them. "The last directory we have printed in three volumes was in 2012 with landline numbers up to September 2012. Prior to 2012, we released directory in two or three volumes in alternate years," Ban-

galore Telecom district assistant general manager K. Ranganayaklu told IANS. As the number of subscribers declined to 690,000 from 10 million over time due to increasing use of mobiles, the service provider has reduced print order to 200,000 from 500,000 to avoid stock piling. "Of the 200,000 copies we printed last year, only 100,000 subscribers had exchanged it for the previous directory issued in 2011 with numbers up to December 2010. We are clearing the stock by giving it to new subscribers taking our service, a majority of them for broadband connection," Ranganayaklu said. "As most of the tech-savvy subscribers use landline to access internet, they log into our website and browse for numbers or call our toll free number for other details," BSNL spokesman B.S. Ravindra said. The public directory was discontinued five years ago in Kolkata. "The call centre service is really popular among senior citizens. Since they are used to the directory in text format, many find it difficult to surf through the web. For them calling up is the option," said a spokesperson of Calcutta Telephones. For Namita Ghosh, a 72-year-old widow, writing down important numbers in a diary is a convenient way. "The helpline is engaged many times. I have jotted down important contacts like hospitals, doctors, relatives, etc. I still have the old directory," said Ghosh. The last telephone directory by BSNL in Jaipur came out in 2008-09. "Oh I don't carry a mobile; I only have a landline and directory used to help me in finding numbers I desired. Now I have either to call JustDial or Getit to get the number and, mind you, for calling these numbers I have to pay call charges; it does not come free. What a pity!" lamented Rameshwar Singh, 80, who lives in Jaipur's walled city area.

A
fter my graduation in the year 1999, I went to Delhi for further studies. That year the graduation results were declared rather late by the Nagaland University and so I could leave for Delhi only in the second week of September. After landing in Delhi I stayed with a Sema friend for about six weeks in a flat in Malviya Nagar (South Delhi). Near this flat was situated one college named Aurobindo College which was one of the many colleges under Delhi University. As I got admission in Delhi University for my post graduation course in Political Science, I shifted up to a two-room flat in Mukherjee Nagar (North Delhi) which was quite near to the Delhi University campus. This two-room flat was procured for me by a senior friend of mine through a property dealer. This flat was situated in the second floor of a five storied building in Mukherjee Nagar just a few yards away from the famous Batra cinema hall. The house number of this building was 216A Mukherjee Nagar. I rented this flat in the last week of October 1999 and this was to become my address for the next five years. The house landlord was one Ranveer Singh Chauhan (a typical Delhite) and he stayed in the first floor of the building with his family. As mentioned, it was a five storied building and there were 7 – 11 rooms in every floor. Apart from the flat occupied by the landlord’s family, all the other rooms were rented out. The tenants were all outsiders who had come to Delhi for studies. Most of these tenants were civil service aspirants, some were IT professionals-cum-students, some were students of Delhi University while some were medical students. I was the only NorthEast guy in the building and the rest were from states like Bihar, UP, MP and Punjab. I think one fellow-tenant was even from Rajasthan and his father was a senior IPS officer serving somewhere in South India. Besides, all the tenants were males except for two lovely medical students from MP who stayed in the ground floor – their names were Meghna and Neetu. The rooftop of this five storied building was about 2000 sq. feet in area and it was fenced by some well designed railings. And this rooftop provided a spectacular view of the entire Mukherjee Nagar colony of North Delhi especially the area surrounding the famous Batra cinema hall. In the evening, it was always a magnificent experience to be able to stand in the rooftop and take a look at the city life of Delhi with all the bright lights lighting up the skyline of this historic city. In this way, during the course of my five years stay in this building, the roof top became the most happening and interesting place for the tenants. Inadvertently but invariably, it became a routine for the tenants to gather up here in the evenings after dinner and have conversations and interactions on varied topics and issues. Of course, there was never a pre-planned or pre-arranged program that we would meet every evening in the rooftop. But it became a spontaneous daily routine

Straight From The Heart History, Politics, Culture… that we would meet every evening in the rooftop for rendezvous after our day’s assignments were done. These gatherings usually started around 6:30 to 7:00 pm and lasted well beyond 10:00 pm. And of course, anybody could come and leave anytime without permission. It was during these soiree sessions in this rooftop that I was literally introduced first-hand to the Indian mind-set. We discussed many things. As all of us were students, studies and careers were often the rallying point of our discussions. However, as all of us were also bachelors and in our early and mid 20s, I would say that the most interesting and hottest topic often discussed was undoubtedly ‘GIRLS’. As mentioned, I was the only NorthEast guy in the building and therefore I was often made the target of many questions. They asked me about the political unrest in the North-East, they asked me about the political scenario in Nagaland, they asked me about the Naga national movement which literally rocked the new Independent India in the 1950s and 1960s and they also asked whether Nagas still preferred to be independent and separated from India. Of course, it was a wonderful platform for me to voice out my views and opinions to them and I fully tried my best. But I wonder whether I was ever able to answer them convincingly and satisfactorily. One of the most unforgettable questions that were asked was about the Morung of Nagaland that was prevalent in some Naga villages in our forefathers’ time. Somehow they must have read somewhere that young Naga boys and girls were made to live together in the Morung house in our forefathers’ time. Therefore their question was ‘Were the girls safe there in the Morung?’ There was also one big temple
called the ‘Om Mandir’ in the vicinity and this temple was quite visible from our rooftop. In the evenings, many a times we saw devotees thronging the temple to offer their prayers. And it was this sight which often prompted us to talk about God and religion. Of course, most of them were very liberal and understanding towards Christianity – they had nothing to say or do against it. But understandably, for them Christianity was just another religion and nothing more. In fact, one fellow-tenant there was one Nishant Mandilvar from Bihar and he even commented that the Nagas and the Mizos were most probably brainwashed by the western missionaries who came to their lands decades ago. My fellow-tenants never saw me praying or reading the Bible. But on Sundays, they often saw me going to church and many a times on Sunday evenings, they questioned my faith. I told them all that I knew about Jesus and also about the stories in the Bible. But their reply was, “If Jesus is the only way to salvation and eternal life, what about all those Nagas who lived and perished in the 1900 years before the American missionaries could bring the gospel to us?” They also said, “If somebody hears the gospel message of Jesus and does not accept it, then they may be liable to condemnation. But what about those who lived and died without even hearing the name of Jesus - not to speak of the gospel message?” I knew their questions were very valid and genuine from the human point of view. But I guess these are questions which can be answered only by God himself. I read Indian history in high school and even in college. So it was not that I didn’t know anything about Indian cul-
ture. But it was my conversations with my fellow-tenants on the rooftop of House No.216A Mukherjee Nagar that reaffirmed my belief that the Indian culture had been a culture that was literally obsessed with the naked female body. In temples and historical monuments all over India, we can see sculptures and statues of naked women with robust breasts and hips. We can also see many statues of couples in copulation positions adorning many temples across the length and breadth of India. Even today, ‘Pyar mein Jeena aur Pyar mein Marnaa’ seems to be the philosophy of many Indian men. Therefore, it is understandable that for a nation and society that does not know about the divine and unfathomable love of a true living God, the only ‘LOVE’ they can perceive and imagine is the sexual love between man and woman. In the early part of 2002, there was a news report in a national daily that a young Naga woman was caught naked in a car at midnight with a Nigerian national in central Delhi. This Nigerian was someone who worked in one of the foreign embassies in Delhi. It was also reported that the Naga girl was a law student of Delhi University and that when the Delhi police accosted them that night, she replied that she knew the man and that it was none of the business of Delhi police to question them. This news report literally rocked our building and made my fellow-tenants to ask me many uncomfortable questions about the mentality and morality of the Naga girls studying and living in Delhi. Even before this incident, their views, opinions and regards on the young Naga boys and girls living/studying in Delhi were not very positive. And it was this news report which somehow reaffirmed their views and opinions on our Naga students. They asked me ‘Are all Naga girls like that in general?’ I knew I had to answer them diplomatically here. So I said, “Certainly not. I know many Naga girls here in Delhi who are from good families, who are God-fearing and who are morally and spiritually upright. It is only through a few that the image of our community is getting spoiled and damaged.” I guess the best part about these evening soirees was that there was no alcohol involved. Of course, I am not saying that we had a revival meeting there. We did have fun but the encounters were very gentle, informative, enlightening and all in free and good spirit. Moreover, it was even more interesting for me because I was the only one from the NorthEast and this made me a rare commodity many times. On many occasions, some of the fellow tenants even shared their hand-made curries with me on the roof top. The two lady-tenants who occupied a flat in the ground floor did not regularly join us in the rooftop. They probably did not feel that comfortable to be in the midst of guys every evening. But there were times when these two lovely medical students did come up and it was always special and interesting whenever they showed up………..
What Five-letter Word Can't you Live Without?

ere it is: Power. Now, quick, before reading further, close your eyes. What associations come to mind? If your list is full words like coercion, force, guns, oppression, domination, money, you could be in big trouble. Turns out, our very idea of power can rob us of it. In its Latin root, posse, means simply the capacity to act. If to turn our planet toward life we need more and more of us to exert power, even more energetically and thoughtfully, but our associations with the very concept of power are all negative...then that's a problem. A big one. So let's rethink. What is power? Power is creating. It is making things happen. And it is perhaps the most under-appreciated human need. Most experts on what we need to be happy, beyond physical needs, stress the importance of satisfying personal relationships, security, and meaning. But Erich Fromm gets it right in my view. Of humanity he writes, "[Man] is driven to make his imprint on the world, to transform and to change, and not only to be transformed and changed..." And if we can't make our imprint positively, says Fromm, we try something else: "If... man is not able to act [he attempts] to restore his capacity. . . . One way is to submit to and identify with a person or group having power. . . . The other way... [is] to destroy." And in today's world, proof of his wisdom feels ever more evident. So the pressing question for our species: Can we consciously reframe this deep need for agency in ways that align with life? Can we shift from control as the primary expression of power to experience power as co-creating with nature? Co-creating power takes discipline. And I don't mean just getting oneself to the voting booth or installing a solar panel. I mean mental discipline--continually examining our own assumptions and refusing to go on repeating messages that aren't working: Messages that simply blame corporations, for example, without also offering practical pathways to remove them from their controlling political role. "Anti-bad-guys-messages" can help us feel virtuous and release justifiable anger, but alone they can't work. Co-creating power means staying open and keeping in touch with our inner two-year-old's "Why, why, why?" Such co-creating power is expanding in part through largely unseen but growing citizen organizations, including Kentuckians for the Commonwealth (KFTC), whose 5,000 plus members take on challenges from toxic dumping to making government more open; in 2010, they were key to halting a
new coal plant in their state. Jean True, a KFTC leader in the 1990s, told me, "I was home raising kids for ten years. I didn't know anything about politics. I thought my only job was to vote." When I asked Jean to tell me why she joined KFTC, she responded, "It's just the fun! That you can get together some regular people, go to the capitol, and make changes in state policy...We have a great time going toe to toe and head to head with state legislators. We sometimes know more than they do! It's the fun of power -- the ant knocking over the buffalo." On the other side of the world in the year 2000, I danced with women in a Kenyan village, feeling the exuberant happiness in their new found power as village
tree planters -- part of the Greenbelt Movement that has planted over 50 million trees. So, accomplishing humanity's biggest-ever feat -tackling both poverty and climate chaos via real democracy -- may just depend on our shedding the myths now stripping us of power and, with the exuberance of dancing Kenyan tree planters, joining in Jean True's kind of power. We can do it. We can do it if we do the work -- the good work of checking our failing frames at the door and walking into a new space: There, in our ecological home, we're all connected. So, guess what? We're all implicated. That might not sound good, but it is. For the notion of power as a divisible pie -- "If he has it, I don't" -- dissolves and we see that no one is every utterly powerless. Even entities as vast as the U.S. Penta-
gon or as wealthy as Exxon, with its $30,000-a-minute profit, are being shaped moment to moment through our own assumptions about what's possible and by our daily roles in this magnificent life-and-death drama. "Thinking like an ecosystem," what I love to call "ecomind"--and realizing our interconnectedness, suddenly, we see the sources of power available to almost all of us at any moment. Here are ten to mull: • The power of curiosity: What most piques my curiosity and inspires me to learn more? How can I best pursue my curiosity? • The power of connection: Whom can I reach out to right now -- friends, strangers, groups--to help keep me going? • The power of frame and language: What is one piece of my current mental map-my core assumptions about life--I can reframe to free myself? What words do I use that keep my thinking mired in the world of separateness, lack, and loss? And what new words will allow me to see connection, strength and possibility? • The power of action: What is one act I can take right now to align my life with the world I want and make me more powerful? • The power of agitation: What disturbs me? How can I transform that disturbance into energy for action? • The power of self-awareness: What is an important strength I already have -- knowledge, contacts, moral courage -- that I can share? How do I grow my strengths? How do I use my strengths to empower others? • The power of daily attention: What is one change I can adopt right now that enriches my life because it reminds me every day of my embeddedness in nature? • The power of inspiration: Who are my heroes -- my everyday heroes -- and how can I bring them more fully into my life? How can I myself act in a way that I can become a hero to myself and inspire others? • The power of embracing fear: What is one risk I could take now to enhance my creative power? • The power of organization: How can I join and strengthen groups that aligned with a frame of possibility? In other words, with an eco-mind, the only choice we don't have is whether to change the world. We are changing it every day. Recognizing our power, we can be tough. We can challenge any message telling us we can't have real democracy so just give up on government, or scolding us for being greedy or apathetic, when most of us want to be part of the solution. Claiming our power as co-creators, we can together speed an evolving and immensely liberating ecology of hope.

There is a current global environmental crisis and Africa is part of it. But as aggressive resource extraction ravages the African environmental landscape, can the answer to Africa’s ‘crisis’ lie within?
F
ew people, except the most extreme global warming sceptics, can deny that there is a current global environmental crisis, of which Africa is a part. A combination of natural and human activities such as exploration and the aggressive exploitation and extraction of natural resources is taking its toll on African communities as well as the African environmental landscape. Conversely, it is often European based companies who are extracting resources in an aggressive manner that is so detrimental to the local communities where mining is undertaken, such as in war torn regions of the Democratic Republic of Congo. The recent pursuit of oil in DR Congo’s UNESCO Virunga National Park is a prime example of how companies put profit over Africa’s environmental landscape. Projects such as this typically lead to profit being held in the hands of a few, whilst the local community barely benefits and all of this is undertaken at huge cost to the environment. This results in the loss of the agricultural land that the poor rely upon and significant pollution of the surrounding areas. Virunga National Park, for example, is inhabited by over 3000 animal species. Often this exploitation of resources such as water, land and air is at odds with African indigenous environmental ethics. African communities have traditionally lived in respect of nature, rather than using it for personal gain and profit. Africa’s entry into a global capitalist economy has contributed to the acceleration of environmental degradation as western capitalist value systems impose a negative effect on traditional African land ethics, particularly with regard to resource extraction. But environmental policy has long been shaped by western political actors at the United Nations and beyond, often imposing a top down environmental policy that does not resonate with local communities. These views have shaped international policy for the last few hundred years and will continue to do so in the near future. That is not to say that the views on the peripheries are not important. UNESCO recently partnered with the World Views project, to help understand environmental ethics from around the world, as a conscious counterforce to the dominant tradition of universal knowledge. Professor Kaya, the Research Leader of African Indigenous Knowledge Systems at the University of KwaZulu-Natal, confronts the claims underlying these universal approaches to environmental issues: ‘The traditional Western theology and philosophy is not only different from the traditional African perspective, but has limitations from the Ubuntu perspective because it puts man above other forms of creation, whereas Ubuntu promotes respect for diversity and for other forms of creation.’ This is pertinent in the context of resource extraction as Ubuntu would promote a more sustainable way of mining, rather than a wanton pursuit of profit that is currently the status quo within Africa. Given such a divergence in world views it is now becoming increasingly accepted that culture is an important element in inspiring people to participate widely in environmental conservation. With the marginalization of traditional African beliefs and with an urgent need to protect Africa’s environmental landscape, the World Views project has moved towards a proposed ‘African Convention on Environmental Ethics and Sustainable Livelihoods’, spear-headed by academics at the University of KwaZulu-Natal, Durban and others from across Africa. The project does not only rely on the support of academics and government officials, but it will also incorporate civil society actors from across Africa to promote a more afro-centric environmental outlook that can help mobilize ordinary African people to protect the environment through interpretations of appropriate environmental ethics. At the heart of the planned convention is the idea that Africa’s poorest people should be empowered if they are to become savvy political actors and principal architects of their own sustainable development, with bottom-up solutions far more likely to succeed than top-down solutions promoted by donor agencies and western governments. The convention will follow on from a conference aptly titled ‘Conference Towards an African Convention on Environmental Ethics and Sustainable Livelihoods,’ scheduled to take place in March 2014 in Durban. Central to the conference and the convention itself are the following themes: environmental governance and justice, knowledge systems and environmental ethics, science and technology in environmental ethics, rural development and sustainable livelihood, and indigenous languages and power relations. These areas will be critical in explaining why the African Convention is necessary and why it can help contribute to a change in discourse at an international level as well as regionally. Other conventions such as the Rio Declaration do make fleeting reference to indigenous values. But that is all it is - fleeting - with no real commitment to acknowledge or engage with local communities on these issues. The African convention in contrast is aiming to be a bottom up initiative empowering all relevant stakeholders. The future of Africa lies ultimately not so much in slavishly emulating western models, skills and ideas, but rather in developing and implementing homegrown, specific, corrective responses. This is what the Convention on African Environmental Ethics and Sustainable Livelihood hopes to achieve by shifting discourse and inspiring people through the prism of their own indigenous beliefs to protect the environment. The project is not so much a post-colonial rejection of western beliefs or an out-right rejection of universalism, but more a movement for plurality both within the African context and beyond. The ‘Conference Towards a Convention on Environmental Ethics and Sustainable Livelihoods’ aims to bring together indigenous knowledge practitioners, academics and government officials from across the continent and from the diaspora to contribute to a new discourse on environmental ethics that celebrates and promotes Africa’s unique environmental ethical value systems in order to tackle the growing environmental crisis that faces us all.

The incident was the latest in a series of clashes that began this month which has undermined a push by Pakistan’s new civilian government to improve ties with old rival India. A Pakistani military official said that as well as the officer killed, a soldier was seriously wounded in the “unprovoked Indian shelling”. The violence came two weeks after the killing of five Indian soldiers along the so-called Line of Control that separates the two sides in the Himalayan region. India said the five were killed by Pakistani forces but Pakistan denied involvement. The nucleararmed rivals have fought three wars since 1947, two of them over Kashmir. MuMBAi, August 21 (AgeNcies): The Maharashtra police have received a terror alert from central intelligence agencies warning that eight militants are undergoing training in Pakistan-based camps to attack targets in south India from Sri Lanka. Sent by the joint director of VIP Security (under the Union home ministry) in New Delhi in mid-August, the nine-page alert states that four of the terror trainees are “Punjabis and the remaining Kashmiris or Pathans”. Their “drop-off point” is expected to be around 28km off Jaffna and their target could be Mayiladuthurai or Madurai in Tamil Nadu, according to the alert. The warning asks security agencies across the country to be on high alert since the attack may come in “a few months”. Following the notice’s receipt, the Mumbai police have activated all their sources of information. A passage on the alert’s third page reads, “Sri Lankan agen-
cies are reported to have arrested three suspected Pak nationals on February 2, 2013, who confessed to having visited Mumbai and Thiruvananthapuram on Sri Lankan passports.” It continues: “An unconfirmed input suggests entry of such elements in Kerala or Tamil Nadu through sea route with the connivance of Sinhalese fishermen. It has been reported that LeT ( Lashkare-Taiba) is working on a plot to carry out attacks in India and eight terror suspects are being trained in Pakistan”. The alert expresses concern over the attempts of several terror outfits—including LeT, Babbar Khalsa International, Jaish-e-Mohammed, Jamat-ud-Dawaa, Lashkar-e-Jhangvi, AlUmer Mujahideen, Hizbul-Mujahideen—at joining hands to organize strikes in India. It also points to several Pakistan-based groups’ efforts to use Sri Lanka as the launching pad for their operations in India.
The warning mentions various intelligence inputs gathered over time. One such input suggested the LeT is plotting to target the Wagah border crossing, particularly during the flag-lowering ceremony. Another bit of information—received in September 2012 and uncorroborated—said that Lashkar-e-Jhangvi is planning a 26/11-style attack in New Delhi. Yet another input was of a meeting, “organised by LeT commander Habib ur Rehman”, of commanders of several militant outfits in Muzaffarabad in Pakistan this year. During the meet, the alert says, Rehman pressured the commanders to push maximum possible cadres into India to carry out “small targeted actions” in different parts of the country. The warning also speaks of an input of a meeting of terror groups where they decided to avenge the execution of Parliament attack convict, Afzal Guru, by striking Tihar jail in New Delhi.

In the sectoral CMP, it is mandated to set up a ‘sectoral crisis management committee’ on the lines of National Crisis Management Committee along with a 24X7 control room to monitor crisis situation, besides designating a member of senior management as ‘Chief Information Security Officer.’ Similarly, the organisational CMP comprise a ‘Crisis Management Group’ with the head of the organisation as its leader besides preparing a detailed security plan and implementation of security control measures, among others,” said a senior government official.

New Delhi, August 21 (AgeNcies): At a time major political parties are fighting to outdo each other on the social media, Twitter-savvy Union Minister Shashi Tharoor has said that this alone can’t help win elections - it is just a new way of reaching out to people. “We can’t give up traditional politics because of social networking, we still have to hold rallies, go for door-to-door meetings, mass meetings... But we can’t ignore the social media either - a lot of people in India are active on the social media because they are easily available on phones,” Tharoor said at the launch of a social networking website in New Delhi on Tuesday. Tharoor’s comments come ahead of Thursday’s scheduled Congress workshop in New Delhi on using the social media to build up the party’s communication strategy and to set up a framework across India ahead of Lok Sabha elections due in May next year. A number of Union Ministers and senior party leaders will address the workshop. Ahead of the high-stake polls, social media has become the new political battleground with both the Congress and the BJP trying to outsmart each other with new ideas to woo the web-savvy generation. Last week, the BJP launched what it called its “chargesheet” on the “dark decade of UPA’s mal-governance” with a website that attempts massive outreach through social media. Wednesday decided to promulgate an ordinance to enact a long-pending bill to eradicate black magic, blind faith and superstitious beliefs. The law will be the first such in the country. The development came a day after the killing of Narendra Dabholkar, 69, who spearheaded a campaign against these social evils for the past three decades. The chief proponent of the law, Dabholkar was shot dead by two motorcycle-borne assailants near the Omkareshwar Temple in Pune Tuesday morning, sparking outrage across the state. He succumbed at the government-run Sassoon Hospital. The Maharashtra cabinet decided unanimously to promulgate the Ordinance for enacting the Maharashtra Eradication of Blind Faith Bill as a law. The development came as a fitting finale to a day of protests across the state, with Pune observing a spontaneous shutdown to condemn Dabholkar’s killing. But the good news is, while the cases have risen sharply, fatalities have actually declined - 56 as compared to 76 last year. Kerala reported most dengue cases at 5,801, followed by Karnataka (3,775), Tamil Nadu (3079) and Maharashtra (961) till end-July . Delhi witnessed a sharp rise in cases over the last few weeks, with the total this year touching 54. No one has died due to dengue in the capital so far.
‘Several factors for spread of dengue’ “There is no single reason for the increase in dengue cases. It is governed by various man-made and environmental factors including unprecedented growth in population, unplanned and rapid urbanization and inadequate waste management,” union health minister Ghulam Nabi Azad stated in a written reply in the Lok Sabha on Tuesday. Increasing mobility of the population and poor infrastructure to monitor mosquito breeding were some other reasons cited by the health minister. Azad said guidelines for clinical management of dengue cases have been sent to the states for circulation in hospitals and rapid response teams have been formed. Experts say construction sites are a major area of mosquito-breeding followed by government buildings and water tanks.

Japan nuke watchdog Egyptian court orders release of Mubarak may raise leak to ‘serious’ TOKYO, AUGUST 21 (AP): The Japanese nuclear watchdog on Wednesday said they are taking the leakage of highly radioactive water at the crippled Fukushima nuclear power plant seriously, and proposed raising the rating to describe it from “an anomaly” to a “serious incident.” The operator of the plant said about 300 tons (300,000 liters, 80,000 gallons) of contaminated water has leaked from one of hundreds of steel tanks around the wrecked Fukushima Dai-ichi plant. Tokyo Electric Power Co. hasn’t figured out how or where the water leaked, but suspects it did so through a seam on the tank. The leak, the fifth since last year involving tanks of the same design, also raised concerns that this could be the beginning a new disaster — contaminated water leaking from storage tanks one after another. “That’s what we fear the most. We must remain alert. We should assume that what has happened once could happen again, and prepare for more,” watchdog chairman Shunichi Tanaka told a news conference. “We are at a situation where there is no time to waste.” The watchdog proposed at a weekly meeting Wednesday to raise the rating of the leak to level 3 from an earlier level 1 on an International Nuclear and Radiological event scale of eight. The watchdog, however, plans to consult with the U.N. nuclear regulatory agency over whether it is appropriate to use the INES evaluation scale on the already wrecked Fukushima plant. The watchdog urged TEPCO to step up monitoring for leaks and take precautionary measures. During the meeting, officials also revealed that plant workers apparently have overlooked several signs of leaks, suggesting that their twice-daily patrols were largely just a walk. They have not monitored water levels inside tanks, obviously missed a puddle forming at the bottom of the tank earlier, and kept open a valve on the anti-leakage barrier around the tanks. CAIRO, AUGUST 21 (ReUTeRS): An Egyptian court ordered the release of former President Hosni Mubarak on Wednesday, a judicial and a security source said, meaning he could leave prison later in the day as there is no longer any legal grounds for his detention. Mubarak, 85, is being retried on charges of ordering the killing of protesters during the 2011 uprising that led to his downfall. However, he has already served out the maximum amount of pretrial detention permitted in that case. Mubarak was sentenced to life in prison last year for failing to prevent the killing of demonstrators. But a court accepted his appeal earlier this year and ordered a retrial. Mubarak could be freed from prison on Thursday, his lawyer told Reuters, after a court ordered his release in a corruption case that was the last remaining legal grounds for his detention. Leaving the Cairo prison where the court convened, Fareed El-Deeb said: “The court decided to release him.” Mubarak, 85, is being retried on charges of ordering the killing of protesters during the 2011 uprising that led to his downfall.

Ono said the leaked water seeped into the ground after largely escaping piles of sandbags added to a concrete barrier around the tank. He said that because the tank is about 500 meters (1,650 feet) from the coastline, the leak does not pose an immediate threat to the sea. But watchdog officials have cautioned that water could reach the sea via a drain gutter, urging the plant to step up water sampling. Four other tanks of the same design have had similar leaks since last year. The incidents have shaken confidence in the reliability of hundreds of tanks that are crucial for storing water that has been funneled into the broken reactors to keep melted radioactive fuel cool. The plant suffered multiple meltdowns following a massive earthquake and tsunami in March 2011 — a level 7 “major accident,”
the highest on the INES rating and the worst since Chernobyl in 1986. About 350 of some 1,000 steel tanks built across the plant complex containing nearly 300,000 tons (300 million liters, 80 million gallons) of partially treated contaminated water are less-durable ones with rubber seams. TEPCO says the tanks that have leaked use rubber seams that were intended to last about five years. Ono said TEPCO plans to build additional tanks with welded seams that are more watertight, but will still have to rely on ones with rubber seams. Figuring out what to do with the radioactive water is among the most pressing issues affecting the cleanup process, which is expected to take decades. “The growing contaminated water has been one of our biggest concerns since the March 11 acci-
dent,” said Zengo Aizawa, TEPCO’s executive vice president. “The contaminated water remains a problem that could lead to a crisis.” The leaked water’s radiation level, measured about 50 centimeters (2 feet) above the puddle, was about 100 millisieverts per hour — the maximum cumulative exposure allowed for plant workers over five years, Ono said. Contaminated water that TEPCO has been unable to contain continues to enter the Pacific Ocean at a rate of hundreds of tons per day. Much of that is ground water that has mixed with untreated radioactive water at the plant. Workers were pumping out the radioactive puddle on the plant and the remaining water in the tank and will transfer it to other containers. By Tuesday afternoon they had captured only about 4 tons (4,000 liters, 1,000 gallons), Ono said.

FORT MeADe, MARYlAnD, AUGUST 21 (AP): US soldier Bradley Manning was sentenced Wednesday to 35 years in prison for giving hundreds of thousands of classified military and diplomatic documents to the anti-secrecy group WikiLeaks, the largest such leak in the country’s history. In a brief hearing, the military judge didn’t offer any explanation for the sentence. Manning stood at attention and appeared not to react. The closely watched case has seen the 25-year-old called both a whistleblower and a traitor. Prosecutors wanted at least a 60-year prison sentence, saying it would dissuade other soldiers from following in Manning’s footsteps. The defense suggested a prison term of no more than 25 years so that Manning could rebuild his life. Manning leaked more than 700,000 Iraq and Afghanistan battlefield reports and State Department diplomatic cables in 2010 while working as an intelligence analyst in Iraq. He was convicted last month of 20 offenses, including six Espionage Act violations, five theft counts and computer fraud. Prosecutors were unable to prove that he aided the enemy, a crime punishable by life in prison. Manning has apologized and said he wanted to expose the U.S. military’s “bloodlust” and generate debate over the wars and U.S. policy. “I believed I was going to help people, not hurt people,” he said last week. His defense team said he was under severe mental pressure as a young man struggling with gender identity issues at a time when openly gay people were not allowed to serve in the military. Among the evidence was a photo of him in a blond wig and lipstick. Prosecutors said the leaks endangered the lives of U.S. intelligence sources and prompted several ambassadors to be recalled, reassigned or expelled. They did not present any evidence in open court that anyone was physically harmed as a direct result of Manning’s actions. A potentially more explosive leak case unfolded as Manning’s trial was underway, when former National Security Agency contractor Edward Snowden was charged with espionage for exposing the NSA’s Internet and telephone surveillance programs. Prosecutors requested a far longer prison term for Manning than other soldiers have received in recent decades for sharing government
secrets. Albert T. Sombolay got a 34-year-sentence in 1991 for giving a Jordanian intelligence agent information on the buildup for the first Iraq war, plus other documents and samples of U.S. Army chemical protection equipment. Clayton Lonetree, the only Marine ever convicted of espionage, was given a 30-year sentence, later reduced to 15 years, for giving the Soviet KGB the identities of U.S. CIA agents and the floor plans of the embassies in Moscow and Vienna in the early 1980s. Amnesty International and the Bradley Manning Support Network have announced an online petition asking President Barack Obama to pardon Manning Military prisoners can earn up to 120 days a year off their sentence for good behavior and job performance, but they must serve at least one-third of any prison sentence before they can become eligible for parole. Manning will get credit for about 3 1/2 years of pretrial confinement, including 112 days for being illegally punished by harsh conditions at a Marine Corps brig. The athletes represented sports including athletics, body building, boxing and kayaking, and were split evenly between men and women, the China AntiDoping Agency said on its website. They included one athlete caught via the biological passport program which monitors an athlete's blood profile over time to detect signs of doping. And to celebrate, last night on her RED tour, Taylor wore an "I love LA" t-shirt onstage and bought out Cher Lloyd for a duet. The pair sang Cher's Want U Back together, and it's hilarious because Taylor's about a foot taller than Cher, and while the 22 singer is dressed as a wholesome American girl, Cher seems to be dressed as Rihanna. Taylor even does a British accent at the end (look away now Harry Styles) to "make Cher feel at home" - obviously. The crowd go INSANE at that point.

KARACHI, August 21 (PtI): Famed Pakistan paceman Wasim Akram on Wednesday announced that he had married his Australian girlfriend, Shaniera Thompson, saying he has started a new life on a happy note. "I married Shaniera in Lahore last week in a simple ceremony and this is the start of a new life for me, my wife and for my kids," Wasim said. The 47-year-old's first wife Huma died in 2009 after multiple organ failure. Wasim proposed to the 30-year-old former public relations consultant on bended knee last month and they married on August 12. Thompson came to Karachi earlier this month before going to Lahore to see Wasim's ailing father. There the marriage was solemnized in the presence of immediate family and a few close friends. Wasim said Thompson had converted to Islam and is learning Urdu. "She has embraced Islam and is learning our language. She has been close to my sons and they form a very
good bond," said Wasim of his two sons from his first marriage. He said his new wife was eager to settle quickly in Pakistan. "I sincerely hope the people of Pakistan and our friends and supporters across the globe will give us their blessing and support," he said. Wasim played 104 Tests and 356 one-day internationals for Pakistan in a career
lasting from 1984 to 2003. He was regarded as one of the best left-arm fast bowlers to have played the game and remains a major celebrity in Pakistan. Wasim was player of the tournament in the country's only triumph in the World Cup, in Australia in 1992. He captained Pakistan to a runners-up finish in the 1999 World Cup in England.
London, August 21 (AgenCIes): After investigating whether it was feasible and ultimately desirable, Maria Sharapova will not temporarily change her last name to "Sugarpova" during the U.S. Open. The Times of London reported that Sharapova had planned to do so to match the name of her candy company but ultimately, according to her agent Max Eisenbud (who is also the CEO of Sugarpova) it became “too much of a hassle.” However, they were investigating the possibility of the name change and Eisenbud did tell TENNIS.com “We were really considering it.” The Russian Sharapova would have had to jump through a a number of legal hoops in Florida in order to do so. She does have a U.S. green card, but was facing a background check, fingerprinting and eventually a hearing before a judge in order to make the change. “Sugarpova is about having fun and we don't want to do the traditional boring marketing like a billboard,” said Eisenbud. “I think you need try new and fun things.” Sharapova had a Sugarpova event scheduled in New York on Tuesday.
