NSCN (IM) directs against donation & contribution DIMAPUR, NOVEMBER 21 (MExN): The NSCN (IM) has directed all authorities, staff, rank and file of both civil and army of the NSCN/GPRN to strictly refrain from indulging in any sort of donation/contribution from individuals, organizations, institutions, offices, business establishments etc in view of the festive season. A press note from the Secretary, Chaplee Ministry stated that this directive is issued in consonance with the standing principle of the NSCN/ GPRN. “All central as well as regional authorities are officially prompted to be vigilant against non compliance with the national principle for necessary action,” it added. Individuals and others concerned have also been requested not to “encourage such pressure in any case, indifferent with which shall be at owns risk.”

Govt urged to act on student demands GHI students agitating since November 13

DIMAPUR, NOVEMBER 21 (MExN): The All Nagaland Hindi Teachers’ Union has strongly urged the Nagaland state government and the concerned department to take needful action with regard to demands made by students of Government Hindi Institute, Dimapur. The students of GHI, Dimapur have been agitating since November 13 and calling for removal of GHI, Dimapur Principal, SN Dubey. A press note from Rometo Sema, Chairman of the Hindi Divas Committee informed that on November 21, agitating students had destroyed office property at the GHI, Dimapur due to inaction on part of the government. After the incident, various students unions like the DNSU, ANCSU, different tribal unions and parents reached the spot and managed to calm

the situation down. Sema, while talking to The Morung Express lamented that even after submitting a memorandum, the government has not taken any tangible action to address the student’s concerns. He informed that on November 14, the Additional Director (Hindi) and Deputy Director (Hindi) along with Hindi Teacher’s Union President had visited the institute in the presence of parents. However, he said that “no assurances could be given to the students.” The ANHTU had also submitted a report to the government but still no action has been taken, he stated. It was further informed that the students have resolved that if the government does not take any action immediately to remove the Principal from the institute, “the students will take their own course of action and the government will be held responsible.”

The maiden Job Oriented Skill Development Mela held at the Agri Expo concluded today with 6976 Naga youths registering on day two of the event. Out of the total, numerous candidates have been shortlisted by the 58 Vocational Training Providers (VTPs). During the concluding session, Muthingnyuba Sangtam, Director of Department of Employment & Craftsmen Training, Nagaland, directed the VTPs to submit the list of shortlisted candidates along with details by November 22. He also added that the final list of registered job seekers would be shared with the VTPs in the future so that many more candidates could be selected. Thanking all the participants, he acknowledged that there were many shortcomings since this is the first such Mela conducted in the State. The Director also announced that MoUs will be signed shortly between the Government of Nagaland and every VTP, the specifications of which will be completed within a month. He also informed the VTPs that the selected candidates’ progress and welfare will be monitored regularly.

Load shedding from Nov 22 - 24

DIMAPUR, NOVEMBER 21 (MExN): The Superintending Engineer, Dimapur Electrical Circle has informed the public of Dimapur and Peren districts that due to upgradation works at the 132/66/33/11 kv grid substation, Nagarjan; there will be load restriction on all feeders for three days (from November 22 to November 24). As such, all consumers have been requested to bear with the inconvenience of additional load shedding during the period mentioned.

Vandanshan Lotha, also asserted that because of the (ENSF) bandh, distance issues, and ongoing exams, many aspirants could not participate in the Mela. He also mentioned that the Union Ministry of Labour is funding 100% training fees for the selected candidates through the State Government, where 40% of the training fees will be paid to the VTPs after signing of MoUs with them. During the concluding day of the Job Oriented Skill Development Mela, the VTPs gave presentations on the courses offered by them, besides consultation and selection of candidates. Job seekers and students jostled their way through the 83 stalls manned by representatives of the VTPs. Many Naga youths were seen chatting with job recruiters from top notch companies, banks and recruiters. One such VTP, The Skills Academy (TSA), New Delhi, shortlisted about 85 candidates on the spot. Sonia Banerjee, Training Lead from TSA , expressed optimism that many more candidates would be shortlisted after further review. When questioned on why the company is keen to hire people from Nagaland, she replied, “We think Naga

youths are able to ‘gel’ with all kinds of sector, as long as they are trained. We see a lot of potential. Grooming, education already seems to be in place, and youths just need to be trained.” Sonia asserts that Naga youths are very “trainable”. Allwyn Peter, Assistant Vice President, also from TSA, shared that the Mela was a good first round of experience. Now that we have already come here and seen the response, we might even consider opening a branch in Nagaland, he said. TSA is offering a 45 day training period, for which the final selected candidates have to travel to New Delhi. “It’s important that the youths who have applied are serious. Let’s see how many are serious to move out from Nagaland and come to Delhi,” he said. Several educated and unemployed youths of Nagaland who participated in the Mela claimed to have gained a clearer picture of job avenues available in both the public and private sector. For a first timer, the Mela was an eye opener. From astonished youths, wandering with mouths agape, to others with zero soft skills, one thing is clear: the visible demand and response of hungry job seekers cannot be ignored anymore.

‘Creation of Telangana poses new challenges’

NEW DELHI, NOVEMBER 21 (PTI): As the government prepares a draft bill on bifurcation of Andhra Pradesh, country’s top most intelligence official said on Thursday that creation of Telangana has thrown up new challenges for security agencies in view of counter agitations on the demand. Addressing annual conference of directors general and inspectors general of police from across the country, director of Intelligence Bureau Asif Ibrahim said the demand of separate Telangana state has triggered counter agitations. “The situation has thrown up new challenges for security agencies and intelligence agencies both at state as well as na-

tional level,” he said at the conference which was inaugurated by home minister Sushilkumar Shinde. In a related development, group of ministers (GoM), set up to look into the bifurcation of Andhra Pradesh, will meet on November 27 to finalize its report along with the draft Telangana Bill before it is submitted to the Union Cabinet expectedly next week. The GoM, headed by Shinde, deliberated various issues concerning the bifurcation of the state, distribution of assets between two states as well as suggestions given by various stake holders. “We will try to push the proposal as hard as possible. We have to discuss multiple options. We are in discussions,” Shinde told reporters here.

One of India’s first eco-friendly bamboo hygiene pads and wound dressing unit set up in Nagaland has failed to pick up steam. The unit has been lying defunct since 2009 at the Nagaland Bamboo Resource Centre in Dimapur. The unit was opened with funding from the National Mission on Bamboo Application (NMBA) as part of its research and design. The Nagaland Bamboo Development Agency (NBDA) was party to research and design along with the Sriram Institute for Industrial Research, Delhi. Repeated attempts to rope in entrepreneurs to run the unit have failed. The unit is a prototype but has the capacity to manufacture 1200 napkins and 1200 band-aids per day. The capacity can go up depending on the demand. NDBA had also contemplated tying up with the Department of Health and Family Welfare to market the products. However, with no one to run the unit, the idea was abandoned. “We need someone to fill the gap before we can market it,” NDBA

come forward,” Phom said. The napkins and band-aids were never sold commercially but some women who volunteered to try it expressed satisfaction. The napkins were priced at Rs. 12 for 8 pads,

which is less than half the price of those available in the market. The low cost eco-friendly napkins uses bamboo pulp extracted from the Hamiltonii bamboo species, which is abundantly available in Nagaland. The machine to manufacture the napkins are operated manually and workers can pick up the skill of operation easily. Engineers at NDBA provide technical assistance to the workers. “We have already invested about 56 lakhs into the project. We will provide all the logistic and technical support,” Phom added. The pads are 100% chemical free and natural. The napkin, which is made from Bamboo pulp, has anti-bacterial qualities that can help reduce irritation, often experienced with synthetic napkins found in the market. The bamboo pulp napkins are also environmental friendly and can reduce upto 60% of waste problems caused by regular pads. Several states like Kerala and Himachal Pradesh have already started manufacturing and marketing the bamboo napkins, which have become a big hit among rural women.

Central team evaluates SSA programme implementation DimaPur, November 21 (mexN): A central team of Ministry of Human Resource Development (MHRD) led by Additional Secretary, GOI, Vrinda Swrup and Carolyn Deshmuk, Director (RMSA) GOI, Department of School Education & Literacy, New Delhi visited the Government Middle School (GMS) Naharbari in Dimapur to oversee and evaluate the Sarva Shiksha Abhiyan (SSA) Government of India’s flagship programme implementation. Meyisenla Lima, Head Teacher (Administration Head) of GMS, Naharbari, apprised the visiting officials of the various activities and facilities given to the students under the centrally sponsored schemes of SSA, such as free text books, free uniforms, TLM, play materials and Mid-day meal among others. Vrinda Swrup appreciated the community participation and contributions in making the school one of the best-maintained GMS in Dimapur. DimaPur, November 21 (mexN): ATMA Dimapur, Kuhuboto Block conducted a demonstration on ‘cultivation of mustard’ on November 14 Zukihe Village with Toivi Swu, AO & BTT Convenor (ATMA), Kuhuboto Block was the resource person. He gave a brief description on the various variety of mustard such as M-27, B-9, RH-30, Vareena etc, elaborated on the favourability of the soil from light to heavy loam soil and illustrated on the climate, seed rate and land preparation. The resource persons also explained on the control of insect pest and the advantages of mustard cultivation as it cost less labour. He concluded by demonstrating the cultivation of mustard on the field. Altogether 35 farmer from various villages participated in the demonstration. Among various highlights of the programme, Debate Competition on the topic “Social Networking” was held for which Sophie Thong, Zewepeu, Pika Wokhami and Ameto Sema were acknowledge as good speakers and prizes were also given to them. Esther Chielie and Ameto Sema were the winners of extempore speech. In addition to these competitions, awards were presented to the students for their outstanding achievements and for winning the overall runners–up trophy in Air Pistol and Half Marathon events in the Nagaland University Championships & Training Camp: 2013. GMS Naharbari is one of 20 pilot schools in Dimapur district and has an enrollment of around 300 children with strength of 18 teachers. The School is also on its 50th year and the whole community is looking forward to celebrating the Golden Jubilee, which is to be celebrated on the 28th of this month. Zenith Hostel gutted by fire in Mon

moN, November 21 (mexN): In the wee hour of November 21 around 3:00 am, a fire broke out at new site area Mon Town and completely gutted down Zenith Hostel. The inferno was dose off after the intervention of the Fire Service; however, the property of the hostel could not be saved. The actual cause of the fire is still not known, but it is believed to be ignited from the electric short-circuit. After a neighbour alerted the alarm, the students broke down the bamboo fencing and managed to escape from the inferno. No causality was reported, however, all the belongings of the hostellers were burned down. The Deputy Commissioner Mon visited the site instantly and donated cash amounting of Rs.5000, 2 bags of rice, notebooks for the students (hostellers) and assured to provide CGI sheets for reconstruction of the hostel.

Nagaland Zoological Park receives more animals

DimaPur, November 21 (mexN): Hokivi Chishi, President, DCCI donated one Rhesus Macaque and one Leopard Cat to the Nagaland Zoological Park on November 12. The rescued wildlife is presently housed in the temporary rescue centre in the zoo. On November 13, one male Rufus necked Hornbill was received on donation. The new member of the hornbill family has been successfully paired with the resident female Rufus necked Hornbill who was in need of a mate. The hornbill was received by Tongpangzemba Ao, IFS, Director, Nagaland Zoological Park examined in presence of Zoo Biologist, Thirumalainathan and the staffs before being released. It further directed to remove construction materials such as boulders, sands, woods, etc lying obstructing the vehicular passage with immediate effect from the road side. The vehicle workshop owners near the main roads are also directed to properly maintain their workshops and not line up the vehicles near the roadside. It also directed all the shops both big and small, business establishment, workshops and residential buildings near the road side of the town to clean their surrounding and white wash their buildings during the Christmas season. All the shops are also directed to remain open till 5:00 PM and hang their own signboards and electrify them during the festive season. The DBs are directed to verify and enforce this order and take penal action in case of non compliance.

NEW DELHI, NOVEMBER 21 (MExN): The police became the first hurdle towards justice for a Northeast girl in Gurgaon, whose complaint was simply rejected by the police, stated the Northeast Helpline in a press note. NE Helpline informed that a 25 year old girl from Manipur, who works in a call centre in Gurgaon, approached the police station in Gurgaon sector 18 on November 14 to file a sexual harassment complaint. However, “she was being asked to show the proof of sexual harassment before them at the police station,” stated the note. It added that the police had instead instructed her to approach the Labour Court. On being informed of the incident, the NE Helpline team led by Dr Alana Golmei, General Secretary and Bruce K. Thangkhal, Media in Charge stormed the Sector 18 police station on Thursday morning and spoke to Praveen Malik, the Station House Officer. A complaint letter against the accused,

identified as Nitin, a tech manager, who allegedly sexually harassed the victim, has been submitted to the SHO, informed the note. The victim had joined iPlacet Global Services, located at Sector-18 in June 2013 as a Senior Sales Analyst. She alleged that the accused would ask her “to go out with him and have drinks, which I always refused and told him to stop pestering me.” She further

alleged that the accused stalked her, inappropriately touched her and sent her lewd texts. She further alleged that her salary for September (Rs 15000) and October (Rs 16400) were still pending and that she was forced to take Leave without Pay (LWP) from Oct 18, 2013 without giving any reason. “In these last one-andhalf months I have endured

financial hardship and ignominy of being unable to pay my room rents and bills as the monthly salary is the only source of income,” she added. Soon after the intervention of NE Helpline, Gurgaon police raided the call centre, but none of the managers were found at that time, stated the press note. It added that the police have assured to arrest the accused at the earliest.

Dimapur, November 21 (mexN): Garos in Nagaland celebrated their postharvest festival ‘Wangala’ on Thursday at Samaguri village in Dimapur district with former MLA of Dimapur-III assembly seat, Azheto Zhimomi, as chief guest. The chief guest said that since the formation of DAN Government in 2003, the State government has introduced numerous policies for overall development in Nagaland, especially promotion and preservation of culture and tradition of indigenous tribes and communities of Nagaland. Citing the “Road shows” and consequent “Tribal festivals-cum-youth Expo” sponsored by the State government, Azheto said such events were held not for the mere sake of feasting and merry making alone. He said the primary objective of such events was to promote and propagate the unique culture and traditions of various Naga tribes and other communities living harmoniously in Nagaland. Referring to the Garo community in Nagaland, Azheto said that Garos are one of the pioneer settlers in present Dimapur district and that one of their

oldest village Darogapathar dates back to 1811. The chief guest however commented that despite the Garos being one of the pioneer settlers of Dimapur district, the community has not been able to make much headway in terms of employment in the state government services. According to Azheto, part of the problem, lies with the Garo community not being able to identify the right leader or leaders who can lead them to the road to prosperity. “Festival time such as ‘Wangala’ is a time for the community to come and reason together, to forgive each other and to forge a better future”, Azheto said. Highlights of the ‘Wangala’ celebration included vibrant dances and traditional Garo games presented by Samaguri cultural troupe, Garo Cultural Society Dimapur and Garo Students’ Union Nagaland Zone. President, Nagaland Garo Tribal Council, Hector Sangma, delivered the welcome address while GB Samaguri Village and April Sangma, gave a brief account of the ‘Wangala’ festival.

Nagas tryst with Amur Falcons

“T

housands of migrating Amur Falcons are being massacred in Nagaland every day. They are killed not just for consumption by the hunters or local communities but for commercial sale. This is appalling and unacceptable. URGENT action is needed to protect them”. This was part of the petition addressed last year to Smt. Jayanthi Natarajan, Union Minister for Environment and Forests in the wake of a global outrage and calling for a stop to the massacre of Amur Falcons in Nagaland, India. This year there has been a major turnaround. From being hunted and massacred, today the same Naga people are providing safe passage, as well as drawing up appropriate action plans for the long-term conservation of this bird. The phenomenon of the Amur Falcons gathering and taking shelter at the Doyang area is recorded as the biggest ever with even the Chief Minister of Nagaland terming it as the “ultimate eco-tourism attraction”. We now have immense potential to develop Doyang/ roosting sites into an international conservation hub and attract visitors/tourists. Other than the rich culture and tradition, celebrated through such events like the Hornbill Festival or the historical relic of World War II, the Kohima War Cemetery, there is one more reason for the world to come and see Nagaland. Even the world media is acknowledging this positive change taking place where Naga villages are saving the Amur Falcon. Some have even gone to the extent of saying that a “new grassroots conservation model” has taken root. Earlier in the month this column had written about ‘The Great Comeback’ wherein it was mentioned that “occasionally, we need a comeback...we need to correct wrong directions or compensate for wrong decisions”. The column had gone on to state that “all round introspection is the great need of the hour for the Naga people” while pointing out that “our present problems and the solution thereof can be found from within”. The success of the mission to protect the Amur Falcons is indeed praiseworthy and just goes to show that Nagas can also make a ‘comeback’ if we choose to. It is a noteworthy story of, we as a people, admitting our wrongs, demonstrating our willingness to change and taking on our God given responsibility. And because we have done what is right, God is already opening windows of opportunity for our people. The fact that international scientists and wildlife experts have recently declared Nagaland as the ‘falcon capital of the world’ is an endowment, which we have not deserved but God has given. Coming as it is during the 50th year of our Statehood where we are left with nothing much to cheer, this is indeed good news. Let this be a sign that God can do many more things in favour of the Nagas if only we are willing to listen and obey Him. Our task is not over yet and we still have miles to go. Our efforts that we have just demonstrated, including changing and correcting, has to be consistent and must persevere. Nagas tryst with the Amur Falcons has a lesson that we ought to learn from. Blessings can come from God if Nagas are willing to change for the better and do the right things. If we can reason as we have done to stop killing Amur Falcons, can we also not come to reason together as a people to sort out our problems. Let us give up violence and killings in our society if we want to reap benefits of peace. Forgiving each other, reconciliation of our differences and uniting our efforts towards the common good is the right thing for us to do as a people. Perhaps in the midst of all the troubles we are facing, the story of the Amur Falcons is something to be cherished and for us to be proud of. Seeing God in the Human Response

T

he Gospel of Matthew tells us that while hanging on the cross, Jesus cried out, “My God, my God, why have you forsaken me?” It is not hard to imagine why Jesus, or any other believer for that matter, would ask this question in the face of so much hardship and suffering. The world has now seen the destruction brought about by Typhoon Haiyan and the suffering it has caused thousands of my fellow Filipinos. One cannot but be affected by the heart-wrenching stories of many of the typhoon’s survivors and the indescribable devastation it caused. In the midst of all of this, where is God? This Sunday, the local news reports here in Manila highlighted many people’s participation in the Mass in the areas devastated by Haiyan. This is quite revealing of the spirituality of many of these people. It is an expression of their faith – a faith that now, more than ever, enables them not only to survive their situation but also to hope for a better future. It is a hope that has led them to comfort each other, to struggle in the midst of seemingly insurmountable odds, to be transformed by an inexplicable disaster, to cry to the heavens for answers and to wrestle with the God who appears to have abandoned them – in other words, to be simply human in what could be a dehumanizing situation. The response of their fellow Filipinos (and the international community) has been heartening. They have helped in any way they can – raising funds for the victims, donating relief goods, offering counseling services to the survivors, transporting supplies to relief centers, etc. It is precisely in these acts of kindness where God is active in the lives of these people. God is made present by and in people who act compassionately toward the victims. To believe that God is the cause of this catastrophe runs contrary to the God revealed by Jesus in the gospels. Creation continues to evolve, and as Saint Paul put it, the whole of creation is groaning in labor pains for the redemption of God. That there are natural calamities like Haiyan is part of the imperfect world we all live in. There is no need for a supernatural explanation for a naturally occurring event. To attribute these events to the will of God is to hold on to a tyrannical image of God – an image that Jesus challenged when he proclaimed the gospel to the marginalized of his society. It is about time that this image of God be laid to rest, so that we let the spirit of God bring new life to lives destroyed by Haiyan. Ruben C. ndia has Beggary Prevention Legislation in more than 20 states where not only are destitute people arrested but also people who work in the unorganized sector stand the risk of punishment. Under this legislation, the manner in which begging has been described as an offence and the punishment meted out (detention of up to 10 years in government-certified institutions), makes a wide profile of people potentially vulnerable. Links between destitution and beggary range from helpless people in extremities falling into beggary to the state punishing the working poor on charges of beggary: they cover migrant workers, rural poor, de-notified tribes, the aged and abandoned; as well as women, transgender and other people affected by caste violence etc. More serious and complex measures are required to deal with these factors than poor people being pushed out of the cities to the margins or criminalized through the Beggary Prevention Acts. Any plans for the social and economic empowerment of these people will work only if they address the factors that affect people negatively, forcing them out of their work/livelihood, and eventually pushing them into extreme destitution and dependence. Instead traditional skills like fortune telling or the performing arts have been equated with begging, placing people from these communities into custodial institutions and taking away their livelihood, shelter and resources – actions that effect not only that one individual, but an entire family of dependants. Therefore, the decriminalization of poverty in the form of the Beggary Prevention Legislation is the foremost requirement before any other skills or capacity building programmes are planned. But when it comes to reskilling, individual skill assessments, job counselling and financial assistance are critical to any effective rehabilitation programme. Apart from vocational or livelihood training, the process must involve inputs like mental preparedness, emotional stability, linkages with prospective employers, developing social skills and so on.

I wish it were true but sorry to say that in effect we do not see any commensuration with the standard of such verbal assertions on the ground. Our mentality, even today, is still a frog in a well and this is because of harboring jealousy, dishonesty, undue pride and selfish attitude. Two primary issues were discussed on the day, namely: ‘Article 371 (A) of the Constitution’ and on the ‘Rules of Executive Business’. Ideationally, everyone articulated correctly on the said Article that the people are the rightful owners of land and resources in Nagaland. Ironically, these very persons started talking and reasoning differently when the question of whether the owners of resources were taken into confidence while finalizing the rate of shares. Planning & Geology Minister, TR Zeliang confirmed that the revenue sharing of Rs. 16/- was fixed neither in consultation with land owners nor by bidding but unilaterally by the State Government. Isn’t this decision of the P&NG Cabinet Committee a blatant disregard to the right of Ownership of Land and Resources? Can we call this exhibition of high standard matured reasoning of our Nagaland Assembly? And then the funniest thing is these leaders blame the Union Government of infringing our people’s right to land whereas it is they who are infringing on the rights of the people. This is the real hurdle to the speedy implementation of the oil extraction works in the State and not the Centre’s faulty interpretation of the Article as alleged by our Ministers. Why blame the Centre of misinterpretation of the Article when the whole mischief is done by our own leaders due to vested interests.

iv) Employer’s Collective: Employment is crucial for the transition from homelessness to self reliance. The Employer’s Collective has been established with the dual purpose of defending the person in the court when charged with beggary and also seeking employment for people completing the vocational training. This consists of a group of employers mostly from the unorganized sector, brought together to provide job opportunities to people on completion of vocational training. Also, potential employers are educated about Beggary Prevention Law and why they must support the person who worked for them in the event of him getting arrested. The idea is to create as diverse a group as possible so that there is a wide range of alternatives for the clients to choose from. This has become an important plank in the overall protection of the rights of homeless people and so far this group of employers, who understand our philosophy, has proved to be a major player in the scheme when it comes to guaranteeing its economic stability. Once this process is complete, the individual is more or less prepared to navigate their way through the challenges of a challenging streetlife. However, the rawness that people develop in the process of the struggle for survival on the street can be a major obstacle in stable rehabilitation. Not used to routine and disciplined life, very often a person finds it difficult to continue if they come under too much pressure. To address this, life skills training is provided as a concluding part of the preparation. There are two components to this phase: 1. Life skills training: Focus group discussions and other sessions are conducted on the value of relations, work, dignity, personal responsibility etc. This also serves as a platform for people to ventilate their own thoughts and feelings and to freely express their aspirations. It is hoped that a more confident and assured side of them can be brought out through these sessions.

2. Recreation and cultural activities: To improve the custodial environment, activities including sports, street plays, drawing etc. are organized. This introduces more of a sense of freedom among people while in custody and also enables them to explore and express themselves in better ways. These recreation sessions are conducted regularly to prevent people from stagnation in their lives while living in custody. Also, this helps significantly in checking unres and the aggression of the care-taking staff which ultimately results in checking custodial violence. Given the depressing environment and abusive background that most people come from, it is critical to break with the sadness and hopelessness that surrounds them. All these activities are intended to facilitate the client’s social skills and repair the emotional strains that people have suffered, thus creating a positive environment leading to a speedy recovery. Beggary is possibly the worst form of helplessness and destitution. Over a period of time, it has become a ‘way of life’ for large numbers of people. Exit also takes time. Work like the kind that Koshish undertakes has demonstrated that this is possible. What we need to understand is that for these people, begging is never their ‘preferred way of living’.

Another episode of our leaders’ immaturity is when a question was raised as to how Rs.8/- (50%) of the meager Rs. 16/- fixed by the Cabinet Committee is deducted by the Government as its share. To this query, the Chief Minister, Neiphiu Rio answered saying that it is being deducted to develop those districts that have no Oil. Isn’t this reply childish as is also a wrong logic in our context since there is no wealth tax? With due respect, according to the logic of what the CM had said one can rationalize saying that some Nagas own Hotels, Resorts, Multi-storied rented apartments, private water supply etc from which they earn almost Crores of Rupees hence does the government deduct 50% from such earnings to develop those who have no such resources or wealth? If what the CM had said is the logic then such deduction must be implemented on every resource and not on Oil alone. If deduction is only on Oil then it is discriminatory in nature. And worst still, by the logic of the unilateral fixation of rate by the P&NG Cabinet Committee, Nagaland Government can sell anybody’s property without the consent of the legitimate owners. This makes the Nagaland rules and regulation on P & NG anti- Naga as well as anti-Article 371 (A). It was expected of the CM, being in a position as defender of the rights of the people and one who expounds transparency vehemently, to elucidate on the whooping remaining Rs. 84/that is left after deducting meager Rs. 16/- as to how much is the Company’s share, how much revenue Nagaland would be accruing by way of taxes

and how the affected people of the project areas are to be benefited and developed but unfortunately nothing. Is this what we call standard or quality of leadership? I am stating this because the people have the right to know and there are Oil Companies in the world who would venture even for Rs. 10/- profit only. In regard to the issue of ‘Rules of Executive Business’, given the mentality of the Naga politicians and from what we witness, Nagaland necessarily need ‘Checks and Balance of power’ for the simple reason that nepotism and favoritism is still very strong in Naga mentality, deplorably. These are taking place even with the ‘rule’ in force and without it we will one day find unpalatable promotions and transfers. Today, there are so many deeply disappointed officers and employees due to unjust supersession in seniority through political interference and pressure (court cases and agitations in this regard are witnesses to it) causing demoralizing effect on employees and the seemingly random intake of deputation-ists and regularization efforts thereof by the Government inconsistent with the deputation rules appear to be creating mental havoc among the employees. The worst hit are the hundreds of NCS and NSS Officers who are second to none if only given the opportunity of higher responsibility through time bound promotional avenues and reposing faith in them. This needs urgent and firm decision by the Assembly to bring harmony and to enthuse the morale of the almost a lakh

employees of the state to serve the people with dignity and pride. DAN government must do it instead of just preaching about accountability, transparency and good governance. The genuine task of a good and responsible government is to bring orderliness in place. Does DAN have the guts to do it is the question? Another trend that demands rethinking is that it is good to have an Airport in Kohima but it is not only impractical but also unnecessary now for the reason that even the Dimapur Airport cannot be sustained due to lack of passengers and why railway line to Zubza when the government cannot even provide all season roads and water supply to the villages. For a State like Nagaland, Airports and railways are still at superstructure level with roads remaining as basic and these are extremely underdeveloped. Fifty years of Statehood and still majority of our villages are without proper roads or water supply. Political leadership in Nagaland must concentrate on first thing first. We cannot have superstructures without infrastructure in place. This only shows the poor reasoning ability of our leadership and worst still is the dumb and meek bureaucrats who have chosen to be slaves of their political masters despite knowing what is best for the people or do they? Despite this sorry state, I think DAN can do a better job. We have seen it in their first DAN ministry where what the Congress Government could not do anything tangible in a decade and that too a term with a lone Independent MLA as its Opposition Member could not construct the Referral Hospital, Dimapur and the Police Headquarters, DAN ministry could complete them in record three years. This is to name a few. We expect more such deliveries from the third DAN absolute ministry or will its majority be used only to frame highly objectionable resolutions and rules like that of P&NG.

I

t almost looks as if they did it on purpose. Immediately after the Third Plenum of the Central Committee of the Chinese Communist Party, a terse statement was released about wannabe reforms. Western corporate media screamed their dissatisfaction (actually concealing great satisfaction that stereotypes about China were about to stay safe and sound). Then the suggestion that more reform plans would follow in a week put a bug in laowai (foreigners') ears, and finally a comprehensive roadmap for radical change was published. At the beginning of the weekend, foreign media in China rushed to write about the abolition of forced labor camps (laojiao), lands given to the peasants, the end of the one-child policy, the birth of a private banking system, the reduction of crimes punishable by death, reform of the residence system (hukou) and more. The meaning of such momentous and diverse reforms can be summarized in one particular way: China is pushing the accelerator of economic and social change to shift wealth and quality of life to those who have been left behind in the economic boom. This is the only way the dragon can gain momentum. It is a very realistic approach. Political reform will come later, at the right time. For now, it's the ongoing central role of the Party to manage change, finding a good balance between state control and the brute force of the market. The Politburo issued the statement, and President Xi Jinping added his comments, explaining that only further "reforms and openings can develop China, socialism and Marxism". He said the whole process must be completed by 2020 and called for "the emancipation of the mind, which is the top priority for breaking the barriers from entrenched interest groups". He spoke of "courage and wisdom" and emphasized the need to "take some risks". Nothing ventured, nothing gained. So let's examine these reforms in detail.

The state and private sectors Rather than a dismantling of the large state-owned enterprises (SOEs) - as market fundamentalists favor - the aim is to make them more efficient through the element of competition and encouraging private capital to feed their behemoth-like bodies. "Non state-owned capital" can purchase stakes in the big SOEs, going toward a "mixed ownership system", while also the "big monopolies" must be broken. Meantime, the big SOEs must hand back 30% of their profits (double the previous tax), which will be reinvested to improve people's livelihoods. In a rather similar way, China will expand the banking sector, allowing private capital to create "qualified small and medium banks". City and Countryside To end the "urban-rural dual system", farmers will be allowed to put land on the market or gain access to credit in order to go on working their land in a more efficient way, becoming shareholders of new, larger farms. They haven't been able to do this so far, since land is formally collectively owned but is actually run by village officials who often grab and sell it to real estate developers: large speculative projects fill local government coffers and reduce available arable land. Then the farmers become migrants, a low-cost labor force pouring into the main cities. An example of the alternative comes from the northeastern province of Heilongjiang, where the authorities started to promote and fund farmers' cooperatives (note, not "people's communes") to join together pockets of land and make for a more effective agricultural sector. At the same time, programs to bring quality schools in rural areas are to be launched. Those who want to sell and move to the city instead, will be helped to acquire an urban hukou, the residence permit that grants rights and services (from healthcare to education) only where a person is registered. Taken together, these measures should enable farmers to make a choice: shall I stay in the country to work in a more efficient agriculture sector or seize the opportunities of urbanization in a finally less-disadvantaged condition?

The division between city and country was at the origins of China's booming economy, but now, apart from producing an unsustainable inequality, it's ineffective for the new economic model Beijing wants to create. Today, China has less need for underpaid workers, but instead requires middle-class consumption oriented on the domestic market. This is the "social" urbanization which Premier Li Keqiang has in mind. Meanwhile, the leadership "decided not to press local governments located in ecologically fragile areas to pursue economic growth regardless of environment deterioration". In other words: the evaluation of local officials will not depend on their achievements in driving economic growth, but more on quality standards, such as environmental protection. Welfare A huge problem in contemporary China is its aging population. Here the goal is a sustainable pension system. Workers' accounts will be supplemented by social security, while the rising of retirement age is under scrutiny. At the same time, there will be investments in the service industry for elders. The healthcare system will be based on the same kind of private insurance as the United States, but the state will possibly integrate it. Also affordable housing is quoted as a big challenge; big subsidized housing projects to cool prices and the housing bubble will probably go on. Justice There has been much talking about the future abolition of the "re-education through labor" (laojiao), a system in place since the 1950s which allows the administrative detention - that is, without trial - for minor offenses, relying on the rehabilitative effect of labor. In fact, it became a system of forced labor affecting those who rebel against the abuses of local lobbies, dissidents, members of religious sects (such as the Falun Gong) or people who simply have some kind of private matter pending with a local officer. At the same time, the Politburo announced that the judicial system will be made independent. The courts will be "properly" separated from the local governments.

Take the property tax as an example. Already enforced in Shanghai and Chongqing, affecting second homes (and subsequent ones), it has both economic - the cooling of the real estate speculation - and egalitarian purposes: charging the rich and redistributing resources thus collected. There have been rumors for years about it being extended to the whole country, but that has yet to happen. According to the latest rumors, the authorities are now trying to figure out how to apply the property tax to different localities and across incomes. The tax would be permanently extended at national level only when per capita income rises significantly and becomes more balanced from area to area. The Fagaiwei's task is precisely these ongoing adjustments and, possibly, the newborn committee will meet the same approach but in a wider context.

he beginning of tussle and armed conflict which had never been in Naga National Movement was started when Pandit Jawaharlal Nehru, the Prime Minister of India and U. Nu, the Prime Minister of Myanmar visited Kohima on 30th March 1953 to assess the existing situation and convince the Naga people to stop demanding for Independence. However, the then Deputy Commissioner of the Naga Hills District, restricted a Naga delegation to meet them. As a result, the gathering of the Nagas although welcomed, walked off showing signs of discontentment and noncooperation to the Government. In fact, this incident hampered the relationship between the government and the Naga leaders beyond toleration thus amounting to long decades of continuous unsettled Naga political issue. The government of India then made tough and strict regulations in dealing with the situation in Naga Hills. In addition, an order was issued to arrest the Naga leaders suspected in engineering the unpleasant episode. With all these stringent measures, the NNC leaders held a secret meeting and debated whether to go for court arrest or to go underground to evade arrest or to fight against the government. At such a crossroad, most of the leaders decided to go underground so as to seek for freedom by means of force and arms. It seems Mr. A.Z. Phizo who got hold of the situation in terms of militancy activities in the Movement to fight against the alien rule. Now the idea to get freedom from the Indian Government, the policy of confrontation was adopted by Phizo, the President of NNC and his associates. They had, therefore, no choice but to prepare to leave Kohima for Tuensang, also known as the ‘Unadministered Area’ or ‘Free Area’, in need of ground preparations for the armed struggle. To accelerate the furtherance of the movement, a historic meeting was organized on 14th August 1954 at Leangnyu village in Khiamniungan area where all the top leaders of Eastern People, DBs and GBs who were decision makers in village and area affairs gathered to take oath for fighting against the Indian Government. categorically clarified the stand of the organization of NNC in detail and captivated the minds of the mammoth gathering. As he won over the people of Free Area of Tuensang with a view to create a new field for NNC activity, another consecutive meeting was held in February 1955 at Kigwema village of Angami area in order to reaffirm the Leangnyu meeting. The meeting in fact appointed the date to commence the fight against the Indian troops on 25th of March1955 from ‘Free Area’ to be initiated by the people. As they agreed upon, the Indian army in full combat weapons stationed at Aghunato and assigned to look after the road alignment party passing through Huker village was the victims at the hands of the Naga army, because of which the first formal launching of attacks on the Indian army started on 24th March 1955 at 5:00 P.M. a day ahead of an appointed date. Thus, it declared the first counter-attack on the Indian Army for and of the Naga Independence. The following day, similar attacks were also reported at Kiphire, Shamator and Pang and others who countered the Indian armed forces and left many casualties. The confrontation led to killing of four Indian soldiers instantly and in despair retaliation, the Indian armies shot dead three innocent villagers. What can also be considered is that the Huker incident further led to the rise of the Naga Underground Movement. Thereby, ‘the beauty of god’s creation already in flames before the same flamed reached the other parts of Nagaland’. As a sequel of the attack, being directed by higher authorities, Assistant Field Commissioner (A.F.C.) came along with large group of Indian armies posted at Aghunato raided Huker and Aiponger village on 18th April. Thus, the killings, torturing, burning of houses and granaries, destruction of livestock and standing crops, etc. became a regular phenomenon. Even though people of Nagas had a consecutive meeting at Leangniu and Kegwima village to attack the Indian Army, yet, when the confrontation started, because of mighty Indian forces swung into action, Nagas dare to stand. No matter what, it was considered to be, do or

die resoluteness of the helpless Naga Army. In order to make known to the rest of the Nagas about the real armed struggle and violence movement which had already commenced, the operation command led by Eastern leaders had a motive to mobilize the movement throughout Naga inhabited areas so also to exhibit and spread the news of feeling and participation of oneness through thick and thin of the situation. This was how the real militancy activity growing at a very fast rate and hard to subdue by the Indian Army at the mushrooming strength of the Naga Nationalists. Implication Due to incessant disturbances in Tuensang areas, in exercise of the powers conferred by Clause (i) of Article 213 of the Constitution of India, the Governor of Assam promulgated the Assam Disturbed Areas Ordinance 1955 and Assam Disturbed Area Bill, 1955. These were framed to make better provision for the suppression of disorder, and for the restoration and maintenance of public law and order in the disturbed areas of Assam. In continuation to these regulations, the Armed Forces (Special Powers) Regulations, 1958, also applied. It was because of this 1955 March incident, the black law enforced throughout the Naga inhabited areas. However, this Acts also provided that “no legal prosecution, suit or legal proceedings shall be allowed against any armed forces officer in respect of anything done in any part of the Naga Hills on or after December 1957”.

Incident and its Ramification After 24th March incident, the untold sufferings and law and order situation prevailed in 1955. The Phizo-led Naga National Council demanded a political union of their ancestral and native groups, damaged government and civil infrastructure and attacked government officials and civilians. Thus, the Union government sent the Indian Army in 1955, to restore order. In 1957, the newly established Central Indian Government began diplomatic talks with representatives of Naga tribes, and the Naga Hills district of Assam and the Tuensang Frontier Division were united in a single political entity, Naga Hills Tuensang Area

(NHTA), that became a Union territory directly administered by the Central government with a large degree of autonomy. This was not satisfactory to the tribes, however, and soon agitation and violence increased across the state – including attacks on army and government institutions, as well as civil disobedience and non-payment of taxes. In July 1960, following discussion between the Prime Minister of India and the leaders of the Naga People Convention (NPC) and some undergrounds, a 16-point agreement was arrived at, whereby the Government of India recognized the formation of Nagaland as a full-fledged state within the Union of India in December 1st, 1963. Also another milestone achievement was the emergence of the village guards, which began with the attack of Pangsha village by Naga Army in the Tuensang Frontier Division of North Eastern Frontier (NEFA) in February 1957. It was started in a small way as a “Peasants Volunteer Force” The administration having apprehension for an impending attack on this village, 3 SBBL to arm the village to defend themselves against the insurgents ravages. Due to their gallantness, it was renamed under the banner of “Tuensang Frontier Division Scouts”. Thus, it was formally raised with 300 loyal Nagas on 1st March, 1957. Not very long, consequent upon the formation of the Naga Hills Tuensang Area created out of the Naga Hills district of Assam and Tuensang Frontier Division of North East Frontier Agency (NEFA) on 1st Dec. 1957 under the ministry of External Affairs, Government of India, the special constables of Naga Hills and Tuensang Frontier Division Scouts were re-organised as “Village Defense Guard” VGD. Of what the Government considered was that, in order to function smoothly, three independent wings; Kohima, Mokokchung and Tuensang were to be established. However, on the attainment of statehood on 1st Dec, 1963, the VDG wings of Kohima and Mokokchung districts were converted the 1st and 2 nd battalions of the Nagaland armed Police (NAP) headed by some undergrounds. Later on, after disbanding of these two wings, it was renamed to ‘Village Guards’ Organization. Thus, the 1st NAP Bn was raised on 1-4-64 vide Govt. of Nagaland, Home Deptt. Order NO.14/5/POL/63 dated

22-4-64 with Headquarter at Chumukedima.

Conclusion It was needless but impertinent to record that the concerted resolutions at Leangnu village to fight against the Indian army were found to be stoic to the people of Eastern Nagas. Because of its impact, the conditions of the people were completely suppressed economically, socially, educationally, and politically. This resolution also forced all the Government servants to resign and join the underground movement. The hope to education for the people of Eastern Nagaland was bleak as educational institutions were closed down, whereas, other Nagas were either studying in National Schools established by NNC or in neighbouring states. So to maintain the principle of resolutions the people of Tuensang (now called Eastern Nagaland comprising of four districts; Tuensang, Mon, Kiphire and Longleng), suffered the loss most than the rest of the Nagas. The other side of the impact of this movement was to integrate all the Naga inhabited areas under one common platform. Each Naga tribe was distinct from the other politically, socially and linguistically. Each tribe has its own system of governance. In particular, the Eastern part of Nagaland was put under unadmnistered area, thus they were isolated from the rest of the other Naga inhabited areas. However, in the name of Naga National Movement, A. Z. Phizo penetrated into the land of unadministered zone to fight against the Indian Government which led to the unification of the Nagas under one roof under the umbrella of the NNC. Therefore, despite some ill-effects, the movement was also one of the unifying forces to bring all the Nagas emotionally, politically and socially integrated. Perhaps, the pertinent outcome of this episode was the achievement of Statehood. Had not armed struggle been taken place and the people sweat their blood, the people enjoyed today would have been different story. Attributing equally to build a state, popularly known as ’Honesty Is The Best Policy‘ must be uphold by every right thinking citizens, provided, if ‘we’ (Naga Hills Assam District + Tuensang Frontier Division) want togetherness to walk in the Road of Nagaland State.

Tehelka shock: Tarun Tejpal steps aside over sexual assault charges

New Delhi, November 21 (TNN): Editor in chief of Tehelka Tarun Tejpal has “recused” himself for six months from his concern after what the official statement described as an “incident with a (woman) journalist”. In an email to the magazine’s managing editor Shoma Chaudhury, Tejpal wrote: “The last few days have been most testing, and I squarely take the blame for this. A bad lapse of judgment, an awful misreading of the situation, have led to an unfortunate incident that rails against all we believe in and fight for.” “I have already unconditionally apologized for my misconduct to the concerned journalist, but I feel impelled to atone further. Tehelka has been born and built, day on day, with my blood, toil, tears and sweat, and that of many others, against near-insurmountable odds,” he added. In the email, he further wrote: “The last few days have been most testing, and I squarely take the blame for this. A bad lapse of judgment, an awful misreading of the situation, have led to an unfortunate incident that rails against all we believe in and fight for. She continues to put forward her plea that Tehelka should set up a committee to look into sexual harassment cases according to Visakha guidelines.”

PANAji, November 21 (iANS): Goa Police will conduct a preliminary enquiry into allegations of sexual misconduct levelled by a journalist against editorin-chief of Tehelka news weekly Tarun Tejpal, Goa Chief Minister Manohar Parrikar said Thursday. Parrikar told IANS that if the preliminary enquiry reveals that the incident took place in Goa, formal charges would be filed. “I have asked the police to conduct a preliminary enquiry. Right now we do not have an clear indication if the incident happened in Goa,” Parrikar said. “If the enquiry reveals that the incident took place here, then we will proceed further as per the law,” the chief minister said. Tejpal has been accused of sexual misconduct by a junior colleague at Tehelka during a high-profile conference held in Goa earlier this month. Tejpal, who has not denied the charges, stepped down as the editor-in-chief of the weekly newspaper, calling it “atonement” for his actions.

ed from competition. “The solution lies in giving public sector firms greater functional autonomy and freeing them from bureaucratic control and not in tolerating a slip in their competitiveness and then shielding them from competition,” said the prime minister. “There is an increasing need to recognise the complementarities between competition law enforcement and liberalisation of markets for procurement,” he added. Pointing out that public procurement formed a substantial slice of state spending, the prime minister said competitive procurement markets could help save valuable financial resources. India is 10th most vacation deprived country: Report New Delhi, November 21 (iANS): India is the world’s 10th most vacation-deprived country, a study revealed here Thursday. The ‘2013 Vacation Deprivation Study,’ an annual analysis of vacation habits by online travel portal Expedia, said that India slipped from last year’s fourth position. Around 63 percent of Indians admitted that they felt vacationdeprived as on an average they utilized 20 of the 26 leaves granted to them, said the survey. “Eighteen percent of Indians don’t use all the leaves because they fear that it will be perceived negatively by their employer while many avoid long vacations to remain in their boss’ good books,” said the survey.

“Around 60% are not able to plan their vacation in advance because of their work - again the highest in the world - while 74% have either cancelled or postponed their vacation due to work,” it added. As per the survey, Indians lag behind in relishing leisure time while on vacation with 94% checking their work mails while holidaying - highest in the world followed by France (93%), Thailand (92%), Malaysia (91%) and Mexico (91%). Indians also lead when it comes to getting money in exchange for unused holidays (37%) followed by Brazil (30%). Within India, employees in Delhi felt the most vacation-deprived at 74% followed by Mumbai at

67% and Bangalore at 56%. “Holidays play an important role in relaxing and re-energizing employees while enhancing their motivation and productivity. We strongly believe that vacations are an essential part of a healthy work life balance,” said Vikram Malhi, general manager, South and Southeast Asia Expedia India. “Around 38% of Indians work around 42 hours a week which is much more than their counterparts from other countries. This shows the need for a better work-life balance,” he added. However, despite being the country with one of the most overworked people, 85 percent of the respondents said that they were satisfied with their jobs, said the study.

Nepal Maoist chief alleges elections rigged 7 contestants advance to NOH finale

KATHmANDU, NOvember 21 (AFP): Nepal’s Maoist leader, who swapped arms for politics when his “people’s war” ended in 2006, threw the country’s elections into doubt Thursday by claiming the poll was rigged following big losses for his party. Pushpa Kamal Dahal, better known as Prachanda, demanded a halt to vote-counting after losing his own seat in Tuesday’s elections aimed at installing a constituent assembly and ending years of political instability. “We urge the election commission to stop the counting,” Prachanda told a press conference. “We accept (the) people’s verdict but cannot accept conspiracy and poll-rigging.” He said ballot boxes were tampered with while being transported from polling stations to counting centres. Prachanda, the country’s first post-war prime minister, finished a distant third in his Kathmandu constituency, well behind the winning Nepali Congress party candidate, Rajan K.C., according to the election commission. Early results showed the Maoist party trailing badly in the elections, seen as vital to completing a peace process which has drifted

in recent years because of a prolonged political crisis. Tentative results showed them leading in just eight percent of the 176 constituencies where vote-counting has been completed or is well under way. Even if the party were to sweep the remaining 64 directly-elected seats, it would have won less than one third of the vote. More than a hundred protesters gathered outside the Maoist headquarters in Kathmandu, shouting slogans in support of the party’s stance. “We are ready to fight again,” they yelled. Millions of Nepalis voted on Tuesday, registering a higher turnout than during the first post-war elections in 2008 for an assembly, which also acts as a parliament and is tasked with writing a constitution. The Maoists swept those elections five years ago, promising social change, economic growth and lasting peace in a country which lost an estimated 16,000 lives in the conflict. But they have since faced sharp criticism from many core supporters who accuse them of abandoning their ideals and adopting a life of luxury while in power. Political

infighting since 2008 has seen a string of coalition governments split and fail to write a draft constitution, forcing the collapse of the assembly in May 2012. Prachanda headed the first post-war government but his stint in power ended after nine months following a clash with the army chief. More recently, he has faced criticism over alleged corruption and expensive tastes. Despite Prachanda’s demands, Chief Election Commissioner Neel Kantha Uprety said counting would continue and election observers said the poll had been conducted fairly. “An election is a way to understand the people’s verdict, I request all political parties to respect people’s opinion,” Uprety told reporters. Eva Joly, head of the EU’s election observer mission in Nepal, said the polls were held in an “independent and impartial manner”. “This is a genuine election and if some political parties are not satisfied with the outcome, they must come with evidence... there’s no place for violence,” Joly said. Prachanda’s comments cast doubt on the future of the peace process, following recent violence

by a splinter faction of the Maoist party that called for a boycott of the polls. Anti-poll protesters torched vehicles, planted crude bombs and hurled explosives at traffic, leading to over 370 arrests and one death. Victorious Nepali Congress candidate Rajan K.C. urged the Maoists to “respect the verdict of the people”. “In the last constituent assembly election I was defeated by Prachanda and I accepted the people’s verdict. Now it’s Prachanda’s turn to accept the loss,” he told reporters. Preliminary results are likely to emerge by Friday, with full results expected by the end of the month. Former US president Jimmy Carter, who is in Kathmandu to monitor the polls, told AFP on Wednesday the elections were “a momentous step forward” in the once war-racked country. More than 100 parties, including three major ones -- the Unified MarxistLeninist, the Nepali Congress and the Maoists -- fielded candidates for the assembly. In addition to the 240 directlyelected seats, an additional 335 seats will be awarded via a proportional representation system and a further 26 will be chosen by a council of ministers.

The Least Developed Countries Report 2013 urges these countries to take action to upgrade infrastructure, greatly expand credit, improve education and spur domestic firms and entrepreneurs to create new jobs. According to the report by the U.N. Conference on Trade and Devel-

opment, strongly increasing investment and improving services such as transportation and electricity supply will increase the value and variety of the goods and services produced by these impoverished countries which is vital to helping these 49 impoverished countries create a total of 16 million new jobs needed every year. For your delectation and debate, some of the sharpest football minds at The Associated Press — a crack team of reporters who have covered 28 World Cups between them — peered into their crystal balls and took an educated stab at predicting who will shine or flop among the 32 teams next June in Brazil. We also got second opinions from Raymond Domenech, who coached 1998 world champion France at the 2006 and 2010 World Cups, and from a global panel of 14 non-AP journalists who vote in the weekly Associated Press football poll. Their thoughts about our predictions are also published here. Of course, the Dec. 6 draw could blow some predictions off course. WILL BRAZIL WIN? Yes. Brazil's team, although average by its standards, will transcend itself thanks to the expertise of coach Luiz Felipe Scolari, Neymar's gift for scoring and creating goals and the added zest of playing for home crowds. Scolari is adept at getting teams and players to peak on schedule, essential for the month-long World Cup. After winning the 2002 edition with Brazil and then managing Portugal, Scolari returned to club football. Brazil's football federation brought him back after firing much-criticized manager Mano Menezes in 2012. Scolari proved he hasn't lost his touch by leading Brazil to victory at the 2013 Confederations Cup. Neymar was MVP of that World Cup warm-up tournament, silencing critics' claims that the 21-year-old striker doesn't shine for Brazil in big games. Usually intolerant of imperfection, home fans threw themselves behind the team and will do so again in 2014, helping to carry Neymar and Co. to the

Dimapur, November 21 (mexN): To commemorate 150th Birth Anniversary of Swami Vivekananda, the statue of Swami Vivekananda with a Chariot (Vivek Ratham), was received in an impressive manner in Nagaland at Dimapur on November 19, 2013. Dimapur, November 21 (mexN): Agricultural Technology Management Agency (ATMA) Dimapur, Dhansiripar Block conducted an awareness programme on prophylactic vaccination schedule for livestock and poultry birds on November 18 at Dhansiripar. ATMA-Dimapur Block Technology Manager in a press release stated that Dr .E. Kapfoh, VAS & BTT member was the resource person for the topic “Animal vaccination schedules and de-

worming”. He demonstrated in detail the vaccination schedules, type of vaccine, their dose/route on different animals and poultry birds depending upon their disease and symptoms. He also stressed on deworming of animals saying that untreated animals can cause serious health problems, hence prevention is very important. He further spoke on anti-rabies in dog in order to bring awareness to the farmers on causes, methods of transmission, signs of rabies
