New Delhi, JuNe 22 (iANS): Blood tests can save more than 80 percent hepatitis C patients and over 60 percent hepatitis B patients when combined with proper prevention and treatment, say experts. The tests are usually performed to detect current or previous viral hepatitis infections, to determine how contagious a person is by verifying their viral load, and to monitor a person who is being treated for viral hepatitis, said Samir Shah, founder trustee of National Liver Foundation (NLF), Mumbai.

excess appointment of government employees was the main factor behind the huge deficit and informed that the state has gone beyond the limit which was determined by the 13th Finance Commission. The 13th FC had prescribed that expenditure on salary should not go beyond 35% of the total revenue expected; however Nagaland state has gone beyond

On being asked about the forthcoming budget session starting from July 22, the CM said that it will be a full budget session. He informed that the vote on account last time was only for four months, i.e. up to July 2014. “We cannot go beyond July. So even if we don’t get a final figure for our budget, we have to go ahead with last year’s figure or a little step up from last year’s level,” he said. On being asked what steps the state government would take if the central government does not come to the state’s rescue, he said “We will have a very hard time. But for the coming five year plan, the 14th Finance Commission came to Nagaland and we had explained our position to them clearly and they understood the loophole which was created by the 13th Finance Commission.” Zeliang was optimistic that the 14th FC would positively approach the issue and stated, “I think there would not be much problem by next year.” He informed that after the current financial year concludes, the 14th FC recommendations will start, which may be submitted within October this year.

62%. Zeliang said that the 13th FC did not realize the ground reality and maintained that the state government could not avoid overspending on the salary of its employees. “Excess appointment during the last 6 to 7 years has become a big problem for us,” he said adding that many departments, despite reminders not to appoint any employees without sanctioned post, have made appointments without approval of the government.

Nagaland govt seeks national projects Official notification on NCP Our Correspondent Kohima | June 22

Nagaland Chief Minister, TR Zeliang, on Saturday, informed that if the state government is to carry forward developmental activities and meet the requirements of the people, the state budget alone would not be sufficient. In this regard, he said the Nagaland government has placed demands before the Centre for infrastructure development pertaining to projects like construction of the foothill road, medical college, veterinary college and all other important roads. He lamented that Nagaland state does not have a single national project and that the centre has been apprised of the same. Zeliang asserted that some important projects should be tak-

en up as national projects, without depending on the state budget. He continued that unless the centre comes forward with national projects, “with our mere budgetary amount, to meet the requirement of the people is very difficult.” Zeliang assured that the Prime Minister, Home Minister and the Finance Minister are accommodative towards the North East region and that they are serious about the Look East Policy. Zeliang also expressed hope that the national projects, as demanded, would be taken up soon. On the requirement for a new airport to be developed in Dimapur, he said that the Union Civil Aviation Minister has assured to send a survey team for the same. On being asked about

Article 371(A), the Chief Minister said that in certain developmental works like construction of roads, land owners demand unreasonable land compensation amounts, which cannot be met by the government. This, he stated has become a hindrance. “They should be reasonable. They should allow surface development to take place. Such development will not be taken away by the government. It will remain with the people and it will be the property of the people,” he said. Referring to the NFHRCC’s ultimatum to the government on the Foothill Road, Zeliang informed he is yet to meet the department concerned. He said that the grievances faced by the people and the policy decision taken by the department will be looked into.

Responding to the Nagaland Tribes’ Council objecting to certain clauses in the Nagaland Special Development Zones project, Zeliang said there is no confusion in the assembly resolution. He reiterated that without the consent of the tribal Hohos and land owners, the government cannot do anything, as the land belongs to the people. He further called upon people to read and understand the whole resolution and not focus on only certain parts of it. On the Assam-Nagaland border issue, he said that the government has conducted a coordination meeting with the Chief Secretary, Commissioner and administrative officers. “To resolve this issue, we should have close coordination with the counterpart,” he asserted.

Illegal migrants are a security problem: Patton Morung Express news Dimapur | June 22

Nagaland Home minister, Y Patton today said that the unabated influx of illegal migrants in the North East has brought about serious demographic change in the region. In Nagaland state, the Minister said this has created a sense of insecurity and apprehension amongst the indigenous people and genuine migrant communities as their culture, tradition, political identity, and social fabric and the land have come under severe duress in the hands of the illegal migrants. “It is no longer a humanitarian problem but a security problem, which has become a hydra-headed monster because the unguarded porous border has been used by some anti-social elements as a safe corridor to carry out illegal activities, thus tarnishing the image of genuine citizens”, Patton said. The Home Minister was speaking at the felicitation programme for Muslim students in Nagaland state, organized by the Muslim Council Dimapur (MCD) here at Holy Cross Higher Secondary School on Sunday afternoon. “I would like to encourage, particularly the Muslim Council Dima-

pur, to initiate some inner-mechanism within itself to check the influx of illegal migrants and to effectively assist the law enforcing agencies in curbing this menace for our larger interest”, the Minister said. He admitted that of late, Dimapur has become the nerve centre for all kinds of anti-social activities and a safe haven for criminal elements, gunrunners and drug peddlers. “Almost every secessionist organization in the North East has their base in Dimapur. Therefore it is the collective responsibility of every citizen of Dimapur to play a

pro-active role in curbing social menaces so that the citizens of Nagaland live in a peaceful atmosphere”, Patton said. Referring to MCD’s motto ‘Unity, integrity and communal harmony,’ the Home minister expressed confidence that MCD would live up to its motto and play a proactive role in maintenance of communal harmony and peaceful atmosphere, particularly in cosmopolitan Dimapur. Patton also assured that as Home minister, his priority would be to maintain peace and harmony in the state as well as protecting lives and property of the citizens. A host of dignitaries including Nagaland parliamentary secretary for Law & Justice, Jacob Zhimomi; state Additional Chief Secretary, HK Khulu; Chairman, Human Rights Association of North East India, Dr. Asma Begum; former Principal of Karimganj College, Assam, Prof. Dr. Kamal Uddin Ahmed and President, Central Nagaland Tribes Council, Ntsemo Ngullie, also spoke on the occasion.
