Nagaland Chief Minister, TR Zeliang has said that the state government has apprised the Indian Prime Minister, Home Minister and Finance Minister about the state’s financial constraints and informed that the deficit 24th June - 1:30 AM of the state amounts to Rs 1234 Crore. New Delhi, JuNe 22 (iANS): Blood tests can save more than 80 percent hepatitis C patients and over 60 percent hepatitis B patients when combined with proper prevention and treatment, say experts. The tests are usually performed to detect current or previous viral hepatitis infections, to determine how contagious a person is by verifying their viral load, and to monitor a person who is being treated for viral hepatitis, said Samir Shah, founder trustee of National Liver Foundation (NLF), Mumbai.

But for the coming five year plan, the 14th Finance Commission came to Nagaland and we had explained our position to them clearly and they understood the loophole which was created by the 13th Finance Commission.” Zeliang was optimistic that the 14th FC would positively approach the issue and stated, “I think there would not be much problem by next year.” He informed that after the current financial year concludes, the 14th FC recommendations will start, which may be submitted within October this year.

Nagaland Chief Minister, TR Zeliang, on Saturday, informed that if the state government is to carry forward developmental activities and meet the requirements of the people, the state budget alone would not be sufficient. In this regard, he said the Nagaland government has placed demands before the Centre for infrastructure development pertaining to projects like construction of the foothill road, medical college, veterinary college and all other important roads. He lamented that Nagaland state does not have a single national project and that the centre has been apprised of the same. Zeliang asserted that some important projects should be tak-
en up as national projects, without depending on the state budget. He continued that unless the centre comes forward with national projects, “with our mere budgetary amount, to meet the requirement of the people is very difficult.” Zeliang assured that the Prime Minister, Home Minister and the Finance Minister are accommodative towards the North East region and that they are serious about the Look East Policy. Zeliang also expressed hope that the national projects, as demanded, would be taken up soon. On the requirement for a new airport to be developed in Dimapur, he said that the Union Civil Aviation Minister has assured to send a survey team for the same. On being asked about
Article 371(A), the Chief Minister said that in certain developmental works like construction of roads, land owners demand unreasonable land compensation amounts, which cannot be met by the government. This, he stated has become a hindrance. “They should be reasonable. They should allow surface development to take place. Such development will not be taken away by the government. It will remain with the people and it will be the property of the people,” he said. Referring to the NFHRCC’s ultimatum to the government on the Foothill Road, Zeliang informed he is yet to meet the department concerned. He said that the grievances faced by the people and the policy decision taken by the department will be looked into.
Responding to the Nagaland Tribes’ Council objecting to certain clauses in the Nagaland Special Development Zones project, Zeliang said there is no confusion in the assembly resolution. He reiterated that without the consent of the tribal Hohos and land owners, the government cannot do anything, as the land belongs to the people. He further called upon people to read and understand the whole resolution and not focus on only certain parts of it. On the Assam-Nagaland border issue, he said that the government has conducted a coordination meeting with the Chief Secretary, Commissioner and administrative officers. “To resolve this issue, we should have close coordination with the counterpart,” he asserted.

Talking to NEPS, Speaker of the NLA, Chotisuh Sazo confirmed that his office had received additional documents from the 3 MLAs, Imtilemba Sangtam, Dr TM Lotha and Mmhonlumo Kikon and also a letter from National BJP Office of accepting the three MLAs’ merger with their party (BJP) in Nagaland. Sazo hinted that he would examine the documents on Monday. “Hopefully official notification of their merger with the BJP will be issued after I examine the documents,” he stated. It may be mentioned that the 3 NCP MLAs, Imtilemba Sangtam, Dr TM Lotha and Mmhonlumo Kikon, along with their supporters, formally merged with the BJP on June 16. NCP MLA Khumo refused to participate in the merger. The Speaker explained that he had been examining their documents by consulting constitutional experts before issu-

Nagaland Home minister, Y Patton today said that the unabated influx of illegal migrants in the North East has brought about serious demographic change in the region. In Nagaland state, the Minister said this has created a sense of insecurity and apprehension amongst the indigenous people and genuine migrant communities as their culture, tradition, political identity, and social fabric and the land have come under severe duress in the hands of the illegal migrants. “It is no longer a humanitarian problem but a security problem, which has become a hydra-headed monster because the unguarded porous border has been used by some anti-social elements as a safe corridor to carry out illegal activities, thus tarnishing the image of genuine citizens”, Patton said. It may be recalled that the NRLM CRP Strategy for social mobilization of positioning Professional Resource Persons (PRPs) and Community Resource Persons (CRPs) in villages across the nine intensive resource blocks of Nagaland has created an impact of great magnitude with formation of many Self Help Groups (SHGs) and opening of groups and individual bank accounts. Altogether, 79 PRPs and CRPs from OMPLIS, the national resource organization for NRLM in Nagaland and women activists from the resource blocks under NSRLM were stationed at villages in clusters under
the nine blocks for the Ist round of the CRP Strategy, a first in Northeast India under NRLM. The 45 days Ist RRP Round which began early May concluded on June 20. Assessment of the response in the village across the district has been fair with reports of active involvement of the village council, village development board, women organizations and other functionaries. Observations made during the round so far include need for more intensive sensitization on SHGs; knowledge on banking credit; credit and market linkage; training of book keepers; prioritizing activities for income generation etc. This CRP strategy is a year-long programme with scheduled 180 days of village stay in phase-wise manner across villages under the 9 intensive resource blocks of 9 districts.

Fourteen choir groups from various colony fellowships under WTBC competed with ‘The Stranger of Galilee’, written and composed by Mrs. C.H Morris. A press release informed that the GHSS & Zuvotong youth fellowship choir won the competition scoring 552 points. Meanwhile, Vungoju youth fellowship choir was the first
runner up scoring 548 points and Niropen youth fellowship choir the second runner up with 541 points. Altogether 517 members took part in the competition. Minister for Rural Development, CL John today said that despite several poverty alleviation programmes being piloted across the country, no substantial impact has been seen in the lives of the people in rural areas. The Minister said this while addressing the 1st CRP Round de-briefing programme of Nagaland State Rural Livelihood Mission (NSRLM) organized by NSRLM and National Resource Centre at ATI, Kohima. John cited that the erstwhile SGSY scheme was restructured from IRDP to form Self Help Groups and help them to start some entrepreneurial activities. However, individual SHGs were not able to sustain due to lack of initial support and skill, he said. “Here each of the groups worked individually and got limited capacity building support for forward linkage and backward linkage,” the Minister said. He added that the National Rural Livelihoods Mission (NRLM) today is seen to be steadily implemented across the country. During the last one year, the state Rural Livelihood Mission has been very visible in its implementation, bringing positive changes in the lives of the poor, the Minister claimed. He lauded the efforts of the National Resource Organization in nurturing the resource blocks in the state in a very special way. “The selfless and dedicated joint effort is contributing immensely to our shared vision,” John said, while

Northeast Briefs Cong leader Kharge to reach Guwahati today, likely to replace Tarun Gogoi Guwahati, June 22 (Zee newS): Amid speculations that Congress High Command will soon replace Assam Chief Minister Tarun Gogoi, senior party leader Malikarjun Kharge will be meeting MLAs in Guwahati on Monday. Gogoi, the CM of the state for 13 years, has been facing dissidence for last two years now. Although the AICC has not confirmed any change of leadership in Assam, state Congress president Bhuwneswar Kalita has said that chances of replacing Gogoi are 50-50. Kalita, who wttas accompanied by dissident camp leader and health minister Himanta Biswa Sharma , was called by the AICC to discuss the prevailing political scenario in the state. Sharma, who is heading the anti-Gogoi camp in the state, said he has the support of 45 MLAs out of 78 MLAs in the assembly to replace Gogoi. AICC is now analysing the LS polls rout in the state. The party managed just 3 out of 14 seats in a state where it has been in power since 2001.
AMSU demands Manipur govt to formulate board to check price rise iMPhaL, June 22 (nnn): The All Manipur Students' Union (AMSU) has demanded from the state government to formulate a price control board or price monitoring cell by June 25 or else it will take its own course of action to control the price rise in Manipur. Addressing the media persons here, AMSU secretary general L Reagan rued that in spite of highlighting the issue of price of commodities sky-rocketing in Manipur the state government chose to be callous towards the issue. The AMSU leader said the state government's indifferent attitude to the ever rising of price of commodities has compelled the students' body to intervene in the issue in the interest of the general public. Meanwhile, L Reagan highlighted some positive trends saying after the AMSU has intervened in the price rise issue some shop keepers have started selling goods in normal rate. But since there is no uniformity of goods' prices it has also invited some confusion in the business community. "The best authority is the state government to fix the prices of commodities and for that we suggest to have a price control board or price monitoring board to be formulated by the state government," L Reagan suggested. The AMSU leader then warned that the state government should own responsibility in the event of any untoward situation cropping up when the students' body started controlling the price rise in its own terms from June 26.
Engineer from Andhra Pradesh kidnapped by militants in Assam Guwahati, June 22 (nDtV): An engineer from Andhra Pradesh has been kidnapped near Haflong in Assam, allegedly by militants. The abductors have demanded a ransom of Rs. 6 crore, according to sources. Nagamalleswara Rao, a native of the Prakasam district in Andhra Pradesh, is employed with a private firm in Assam. He was abducted on June 16. "He was working as the manager of a stone crusher unit. The reason for abduction is extortion. Police is conduction search operations," said the Haflong Superintendent of Police (SP). Last Monday, around five suspected militants entered the stone crushing unit at Kalachand, about 60 kilometres from Haflong and kidnapped the 36-year-old manager.

"Once the BSF, on the advice of the doctors, identified the patients, they were shifted to surgical points," Rawat added. According to cleft lip and palate expert Ranjan Musaddi, eastern India has over 100,000 people with the birth defect. "Every year, 7,000 to 8,000 people with cleft lip and palate problems are added to the population." According to experts, about 30,000 children in India are born with cleft lips and palates every year and less than 50 percent of them are treated.

The online marketplace giant has already chalked out an ambitious plan to expand its reach across India, the world’s third largest country in terms of Internet users. “As business scales up, our focus on hiring is going to be pretty aggressive. We are looking to increase our current team strength from 13,000 to 25,000,” Flipkart Chief People Officer (CPO) Mekin Maheshwari told PTI. New Delhi, JuNe 22 (PTi): Prime Minister Narendra Modi’s pet project Gujarat International Finance Tec-City (GIFT) has the potential to generate over 10 lakh jobs by 2022, an official said. GIFT city, which is being developed by the Gujarat government, aspires to cater to India’s large financial services potential by offering global firms a world-class infrastructure and facilities. “It is a pet project of Narendra Modi. He was monitoring it personally when he was the Chief Minister. What we are doing is that we are implementing his brainchild. New Chief Minister Anandiben Patel has also been a part of the project. If you take the job potential in expanding economy of the country, on a pan-India basis about 10 lakh jobs can be created,” GIFT MD & Group CEO Ramakant Jha told PTI in an interview. The Rs 65,000-crore project is being developed on the lines of global financial services centres, spread over three phases of development to be completed by 2022. GIFT city has two components of development – domestic financial centre and international fi-
nancial services centre. It is being developed on 886 acres of land, of which 673 acres is in possession of GIFT. It has multiservices Special Economic Zone (SEZ) of 250 acres and domestic finance centre and associated social infrastructure on 423 acres. The state-of-the-art GIFT city will be supported by all basic urban infrastructure comprising external connectivity by roads, metro and BRTS, Jha said. GIFT is conceptualised as a global financial and IT services hub on the lines of globally benchmarked financial centres such as Shinjuku, Tokyo, Lujiazui, Shanghai, La Defense, Paris, and London Dockyards, he added. The project is located on the bank of Sabarmati river and is around 12 km from Ahmedabad International Airport. Jha said many banks and IT companies have already established their offices there. The Gujarat government is developing GIFT city through a joint venture between its undertaking Gujarat Urban Development Company Ltd (GUDCL) and Infrastructure Leasing & Financial Services Ltd (IL&FS).
New Delhi, JuNe 22 (PTi): Attacking the previous government, Union Minister M Venkaiah Naidu today said the hike in rail fares was “thrusted upon” by the UPA, but it was a “bitter medicine” that had to be swallowed in the interest of sound health of the economy. “The hike in fares is thrust upon us by UPA government. It is the result of the misplaced populism of the UPA’s 10-year misrule. The railways are bleeding. Former Railway Minister (Mallikarjuna) Kharge had sought and received approval of the PM (for hike) ahead of interim budget,” Naidu told reporters here. Describing the rail fare hike as a “bitter medicine”, the Union Urban Development and Parliamentary Affairs Minister said the medicine had to be swallowed in the interest of sound health of the economy. “The railway board has moved now to give effect to what the Railway Minister and then Prime Minister had concurred. It is a bitter medicine which was necessitated to set right the faltering finances of the railways that were aggravated by UPA’s mismanagement of the economy,” he said.

New Delhi, JuNe 22 (AgeNcies): Indian Railways employees’ unions, representing over 13 lakh workers, have supported the fare and freight rate hike. Many political parties such as Congress have slammed the BJP Government for increasing the train fares, in what they consider is a steep hike, timed ahead of Railway Budget. “Do not play politics with railways fare hike,” said Shiva Gopal Mishra of All India Railwaymen’s Federation. “Railway is the lifeline of our country. If people want trains to run, then they should be willing to pay higher fares,” said Mishra. On Friday, the railways had announced a fare hike which involved an almost 6.5% increase in freight rates and 14.2% increase in passenger fares. He added: “Even now, rail fares are much cheaper than rickshaws, taxi charges and buses.” M Raghavaiah, general secretary of National Federation of Indian Railwaymen, echoed: “We support the fare hike proposed and kept on hold by Mallikarjun Kharge and implemented by this Government. This is need of the hour to improve the condition of railways.” Both these unions had supported the fare hike proposed by former Railway Minister Dinesh Trivedi, who lost his job after announcing the hike. Naidu explained the sequence of events relating to rail fare hike beginning with a proposal being made on February six this year. Photocopies of an official circular dated May 16 regarding revision of passenger fares were distributed to the media. Noting that only 4,000 out of 12,000 trains announced by successive railway ministers during the last 10 years have been introduced, he said the present
railway projects need Rs five lakh crores for implementation. Alleging that the UPA has “derailed the economy”, the Union Minister said tough decisions have to be taken to put the economy back on track. New Delhi, JuNe 22 (PTi): India, which has the highest number of Facebook users outside the US, will account for the fastest growth in people logging on to the social networking platform this year, research firm eMarketer said. “This year, eMarketer predicts, the country (India) will enjoy 40% growth in Facebook users, the most of any market in the world and more than twice as quickly as regional second-place Indonesia,” the firm said. According to eMarketer’s projections, Facebook users in India will hit 108.9 million by the end of this year from 77.8 million in 2013. The firm estimates the user base in the world’s second most populous country to swell to 136.3 million in 2015 and 211.2 million in 2018. “And India’s rapid growth is not due to a small installed base of Facebook users. Already, by the end of 2013, nearly 78 million people in the country logged in to the site at least monthly. By the end of 2018, more than half a billion people in Asia-Pacific will use Facebook each month,” eMarketer said. As per Facebook data, global monthly active users (MAUs) stood at 1.28 billion on March 31, an increase of 15% from a year earlier. “Users in India and Brazil represented key sources of growth in the first quarter of 2014 relative to the same period in 2013,” the social networking giant noted.

NFHRCC consultative meet with 10 tribe hohos Morung Express News Dimapur | June 22
The NagalaND Foothill Road Coordination Committee (NFhRCC) will convene a consultative meeting with the 10 apex tribe hohos on June 24. NFhRCC Secretary, WY Kithan and Joint Secretary, W lemba Chang stated that the committee, at an emergency meeting held on Sunday, decided to convene the meeting on June 24 at the IMC hall, Dimapur. The June 24 assembly of the 10 hohos, which are propping up the NFhRCC, was necessitated after the June 18 ultimatum served by the committee to the Roads & Bridges Minister. allotment of work contract from the longtho segment in Mokokchung to Mon snowballed into a controversy after the PWD (R & B) awarded work to two contrac-
tors not recommended by the NFhRCC. Fresh work orders for the remaining portion of the foothill road were issued to the contractors even as work was in progress in the longtho-Yajang C stretch. Work in the said stretch started after the department gave the go ahead to the contractor recommended by the NFhRCC. The contractor had completed around 10 kms when the PWD (R & B) allotted the work contract for the remaining portion in Mokokchung sector to another contractor. The NFhRCC said that for the June 24 meeting, it has invited all the legislators from the ten member tribes of the NFhRCC. It will be a joint conclave of 10 apex hohos alongwitht its Dimapur affiliates, women hohos, student bodies and headmen, it was added. The meeting will start at 10:00 am.

Dimapur, June 22 (mexn): The Sangtam Union Dimapur (SUD) has resolved to “fully support” whatever decision is taken by NFhRCC on the future course of action “for the betterment and welfare of the people.” This resolution was arrived at an emergency meeting held between SUD office bearers, its executive members and Sangtam elders on June 21 at the residence of the Union’s treasurer. “The house thoroughly discussed the issue pertaining to Nagaland Foot hill Road Construction Committee (NFhRCC), and after much deliberation, it is observed that the concerned department is trying to jeopardize the ongoing noble project initiated by NFhRCC which is unbecoming on a part of concerned department,” stated SUD general secretary Yanghose Sangtam and president Kashio Sangtam. A 3-day music camp was held at St. Joseph Parish, 7th mile, Chumukedima from June 20-22. The programme was organised and sponsored by St. Joseph Parish in coordination with Rainbow Choir Nagaland. The resource persons from Rainbow Choir taught the campers basics of Tonic Sol-fa & staff notation. Around 85 people from various churches under St. Joseph Parish, Chumukedima attended the camp.

Over 22,000 people have fallen ill in the tribaldominated mountainous areas of Dhalai, gomti, Khowai, North Tripura and South Tripura districts. "at least 41 people, including 31 children, have died and more than 22,000 others have fallen ill since the first week of this month. Of the 22,000 ill people, malaria germ was found in the blood of 3,215 of them," Tripura health and Family Welfare Minister Badal Choudhury told reporters. all the affected people have been admitted to various government hospitals in five districts, he said.

s in big businesses across the globe where mergers and acquisitions are common trade practices, here too in Nagaland we are witness to such, though in the political arena, which is all the more disturbing. A merger of one political party with another in Nagaland is an ongoing political game, popularized in particular during the decade long NPF led DAN governments from 2003 onwards. The latest claim of three NCP MLAs along with their supporters merging with the BJP Nagaland unit is therefore not surprising at all. The only difference is that earlier it was the NPF which benefited at the cost of other alliance partners like the BJP and NCP while in this case it is the BJP. And with the BJP led NDA government coming to power at the Centre, it is not surprising that the BJP, which actually has no real presence in Nagaland (one elected MLA) has suddenly become an attractive prospect—a much sought after groom so to say. Going by the political winds of change, the BJP in power in Delhi and the Narendra Modi factor, who knows we may well see a BJP government in Nagaland after the next Assembly Elections. It is only expected that more people will flock to the BJP Nagaland unit and probably seek party tickets for the next State polls. With Modi expected to stay in power for some time, the BJP will only become stronger in Nagaland as well. Let us come back to the latest incident in Nagaland involving the three NCP MLAs. While it is the prerogative of leaders in a democracy to join or rejoin any political party, yet certain principles must be followed. If at all it is necessary to join another party, especially if one is an elected MLA or MP, the appropriate thing to do would be to resign both from the Assembly or Parliament and also the political party and seek reelection and mandate on the new party label. This is the more honorable thing to do instead of switching loyalty without any valid reason and betraying the trust of those who elected you. Now there are reports that the three MLAs could face disqualification under the anti-defection law while the ruling NPF has taken an interesting position that the “merger claim was under question”. In such a scenario, all eyes will be on the Speaker of the Nagaland Legislative Assembly (NLA) who will have to make a decision on the “merger claim of the three NCP MLAs”. The Speaker has reportedly asked the three MLAs to produce documents likeresolutions of the NCP National party that supported the merger of NCP with BJP besides asking the state unit Presidents of NCP and BJP to cite legal authorities demonstrating their competence in proposing and accepting the merger when the national party presidents of both parties were unaware of any such merger. Now coming to the BJP Nagaland unit, which has accepted the merger with open arms, it will only be too aware of how the party unit had to rebuild itself after being left in the lurch a few years ago when the then State unit of the BJP led by the President along with the elected MLAs merged with the ruling NPF. At that time the merger was accepted both by the NPF and the office of the Speaker, which gave its official stamp. The same is the story with the NCP Nagaland unit a few years ago when it’s elected MLAs along with party workers merged with the NPF. Like the BJP, the NCP had to rebuild its party unit from scratch. In fact two of the present NCP MLAs were BJP MLAs in 2003 when the NPF led DAN government first came to power. It’s been quite a political journey from one party to the other to the next one and back! It will be interesting to wait and watch how the latest political drama in Nagaland unfolds, including the stand of the ruling NPF and the Speaker. How Brazil Learned that the World Cup is not Just Soccer

occer transcends social classes and economic backgrounds. Children and teenagers everywhere in Brazil, from every class, play it. Where a ball may be improvised, there will be fun to be had. Soccer is also one of the foundations of Brazilian patriotism, that reascends during the FIFA World Cup. The flag colors come to be worshipped, the flag itself is flown. In 2014, however, it feels different. Slogans such as “There Will Be No World Cup” abound, there are protests and public opinion is split regarding the event’s impact. There was an open letter from those affected by the preparations and, on May 15, the Day Against the World Cup, that pushed thousands of people to the streets everywhere in Brazil. It was a predictable result of the policies adopted in the country, that promoted the extensive use of government money and the iron hand of the state to remove people from their houses — in expropriations questionable even according to the dubious legal standards of Brazil — and build white elephants that will only be used for a short while. The greatest beneficiaries are FIFA, the contractors, allied corporations and the government itself. To sidestep competition, according to the Letter from the First Meeting of the Affected by the World Cup, “the General Law of the World Cup establishes zones of exclusion of 1.25 miles around FIFA’s areas, stadiums, and fan areas with large screens, where only official sponsors will be allowed to sell.” Street sellers, who move billions every year, yet again, are excluded from large swathes of the cities. One could argue we are living under a “sporting state of exception,” but it is a fact that preparations for the World Cup have amply shown the disfunctionality and injustice of the Brazilian state. There have been huge subsidies to large enterprises through state bank BNDES, and the uncompromising defense of the property of big corporations allied to the consistent neglect to the property of the poor. There has also been an irresistible impulse to control the poor’s access to land, not to mention the repression of the street sellers all over a country in which the laws claim to defend the working classes. This sports dystopia is always the reality in the country — a reality that overwhelmingly punishes the poor — but now it seems clearer than ever because it is closely associated with one of the most important world events for the Brazilians. This state has always existed, but it now has a pretext. The soccer country has learned that Cups are not only sport. They are about money and influence, about the political means, not voluntary exchange. There is no better illustration of the difference between the economic means (labor, production, exchange) and the political means (force, coercion), as Franz Oppenheimer put it. Another World Cup was possible, without expropriations, repression, subsidies, but it would be a World Cup without the power of the state, made by free people forgoing the use of force. In 2007, the government stated that the World Cup would be paid for entirely by the private sector. However, that would never happen with the state we have nowadays. No company would ever take the risk of investing in a politicized World Cup like the Brazilian one. Neil Stephenson, in Snow Crash, put it like this: “[T]hat’s how the government is. It was invented to do stuff that private enterprise doesn’t bother with, which means that there’s probably no reason for it.” The government also does stuff that allows private enterprise to tilt the table in their favor. “We hope that a shout of goal won’t suppress our story,” states the Letter from the First Meeting of the Affected by the World Cup. Should conscience win, state injustice in the name of sports can’t be forgotten.

Chinese Analysts Interpret Modi’s New India
T
he landslide victory by Narendra Modi in India’s national elections has raised questions throughout Asia about India’s role in the region. Chinese experts have watched the transition with great interest, many seeking historical analogies to explain the new leader. One of the most optimistic is the idea that Modi could be “India’s Nixon,” a concept which originated in The Shanghai Institute for International Practices, and which forecasts an “opening to China akin to the U.S. President’s. This optimistic analysis also suggests that, given his focus on the Indian economy, Modi could choose to emulate the PRC’s model for economic growth, and thus draw inspiration from Deng Xiaoping. Others have expressed the fear that he might prove to be an “Indian Shinzo Abe,” playing to nationalism and intensifying a border dispute with China. While the China-India border has been stable and largely quiet in the decades since the Sino-Indian Border War in 1962, last year’s standoff at Dalit Beg Oldi fed suspicion in New Delhi, especially as it came just ahead of Premier Li Keqiang’s visit to India and the PRC claimed not to have made any wrongful incursion. Chinese analysts fear a Japanese effort to build a democratic coalition in Asia. A contest between two security visions, one implicit in the United States “pivot” and alliance system, and the other set out by Chinese President Xi Jinping during Shanghai’s CICA Summit, could shape the larger environment in which the BJP makes its foreign policy. Echoing Xi's ideas, Chinese experts suggest that Beijing may be able to leverage Modi's development ambitions to enmesh Delhi in a Chinese version of regional order. Strategic Competition and the Status Quo: Chinese Concerns About India India’s relationship with China has been fraught with distrust since the collapse of the historic friendship attempted under Nehru and Mao, and the SinoIndian Border War which followed in 1962. Just this past year, despite a goodwill visit by Chinese Premier Li Keqiang, the Indian government announced its approval of the Himalayan “mountain strike force” which would allow India to move troops into Chinese territory for the first time. Approval of the longdebated “strike force” was likely influenced by the Himalayan standoff that preceded the visit of “the smiling Chinese Premier,” as Li was described by an Indian newspaper (Indian Express, May 22, 2013). The government of Manmohan Singh ushered in new levels of India-American cooperation. This concerns Chinese foreign policy thinkers who believe that India could become part of an American “containment” policy. In April 2012 India tested the Agni-5 ICBM, expanding the scope of India’s nuclear deterrent, and bringing the whole of China in range for the first time. “India’s border patrol policy is only one small part of its military readiness against China,” wrote Palash Ghosh in the International Business Times, also quoting Kapil Patil, from the Pugwash Society, a New Delhi-based military research group: “India’s overall land warfare strategy vis-à-vis China is determined by its deterrence posture, layered at both conventional and nuclear levels. Maintaining credible nuclear and conventional capabilities is therefore essential, not only for deterring the Chinese military threat but also for improving India’s overall bargaining position in border settlement talks with China” (International Business Times, April 9). Narendra Modi was vocal about the territorial dispute during his campaign, famously stating this year at a campaign rally in Arunachal Pradesh, a de facto province of India which China claims as its own territory, that “The world does not welcome the mindset of expansion in today’s times. China will also have to leave behind its mindset of expansion” (South China Morning Post, February 22). His words at an Ex-Servicemen’s Rally in Rewari in September 2013 were even more direct: “Everyday, we are surrounded by dangers...China keeps threatening us often, it intrudes our land [sic]. Not only this, it is trying to bar down the waters of Brahmaputra, to capture Arunachal Pradesh It's all in the definition The Webster dictionary defines international relations as “an area of study or knowledge concerned with relations between different countries”. The Collins dictionary follows the same logic and defines IR as “diplomatic and business relationships between and among countries”. Encyclopaedia Britannica outlines international relations as “the study of the relations of states with each other and with international organizations and certain subnational entities (e.g., bureaucracies, political parties, and interest groups)”. All these definitions represent a traditional understanding of international relations as relations among states, nations, or nation-states. Since nationstates are viewed as the main actors in the world of politics, the relations among them are called inter-national. Encyclopaedia Britannica seems to go a bit beyond the dimension of the state itself by adding bureaucracies, political parties, and interest groups. However, these are affiliated with the states too, so the state-centric character of the definition prevails. In this regard, the example of Wikipedia is quite a contrast: International relations (IR) is the study of relationships among countries, the roles of sovereign states, intergovernmental organizations (IGO), international non-governmental organizations (INGO), non-governmental organizations (NGO), and multinational corporations (MNC). Several questions arise here. Can we still talk about inter-national relations if nation-states are no longer the only players out there, as Wikipedia suggest? Or is the term still appropriate as nation-states are still key players, although not the only ones? What if nation-states are no longer the primary actors?

The Sino-Indian border has remained largely stable in decades since the Sino-Indian Border War of 1962. However, the intensification of China’s territorial disputes with Japan, Vietnam and the Philippines could offer an Indian prime minister an opportunity to work with other regional powers against China in pursuit of its territorial claims. Chinese analysts have closely watched India’s, and Modi’s, interest in strong relations with Japan, which would likely complicate China-India relations on any level that is not purely economic. Though a scholar of China-India relations, Professor Wang Dehua, President of the Special Commission for South-Asian Studies, Shanghai Association for International Studies, and Vice President of Shanghai Institute for International Strategic Studies, is thinking about Japan. “They are trying to establish an Asian NATO; they call it the Democratic League. Japan, Korea, India, Taiwan, Australia, Philippines and Singapore, under the United States. Do you think that the Democratic League in Asia could be formed?” he asked with concern (Author’s Interview, Shanghai, May 23). The United States is expected to remain in the background of China-India relations, both as an active player in Asia, and also as a power which China can use as a foil to promote its own approaches to India and the world. Chinese popular media has spoken of the notion of India as a major player in a world in which “the small clique of America, Old Europe and Japan is the competitive opponent of the BRICS [Brazil, Russia, India, China and South Africa],” “the American people have started to become sick of taking on the burdens of global responsibility,” and “China’s defense budget continues to grow by double digits while actual American military budgets ceaselessly slide” (Youth Reference, in Xin Chuanqi, No. 17). Some Chinese experts are hopeful that the Modi government, due in part to the new Prime Minister’s past personal troubles with the United States—he was denied a U.S. visa for years due to his alleged involvement in the Gujarat riots of 2002—will lead India to move away from the pro-U.S. policies of Congress and Manmohan Singh. Modi’s Choice: Two Visions of an Asian Order? Chinese scholars see international summits as a place for promoting China-India “strategic partnership,” including forums such as the CICA Summit held in Shanghai, during which President Xi Jinping and Russian Prime Minister Vladimir Putin signed a $400 billion natural gas deal and kicked off a week of Russia-China naval exercises in the East China Sea. Professor Wang said that China “will promote India’s participation in the G20, CICA, SCO and BRICS. In these formations we can promote China-India cooperation.” “When Xi Jinping came to power, he emphasized neighborly diplomacy,” says a Chinese scholar at a prestigious institute of Indian studies, set up by Zhou Enlai following the Sino-Indian Border War in 1962, and who wishes to remain anonymous (Author’s Interview, May). “India now plays a very important role in our external framework. From an official level, India will be as important as the United States, EU and Russia—on a first-tier level. China wants to establish a peaceful and stable environment for development. For this, we need India. You see how many India centers have been established in China. For us, India is a rising power.” At CICA, delivering the keynote address before leaders of Middle Eastern, East, South and Central Asian nations, including the Foreign Minister of India, Chinese President Xi Jinping set out his vision of an Asia in which the principles of “respect for sovereignty, independence, territorial integrity and mutual non-interference in internal affairs” would govern international relations, noting also that “strengthening military alliances aimed at third parties does not benefit the preservation of a common security region” (China News Online, May 24). Xi noted that “For Asian countries, development is the greatest form of security,” summing up a Chinese vision of “soft power” for use not only in Asia but around the world. Lieutenant General Wang Guanzhong echoed this vision at this year’s Shangri-La Dia-
logue in what became a notorious verbal standoff between Wang and delegates of the United States. “The strategic aspect cannot change too much. For India, first there are India-U.S. relations, and second, there are India-China relations,” said an expert who wishes to remain anonymous. “We think there will be some argument in the new government about the two bilateral relations. Some people think Modi will go closer to the U.S. Others think that Modi won’t be held back by the historic burden [of China-India relations, including the Border War]. So we are very eager to see what will happen” (Author’s Interview, May 2014). “He won’t be soft on some disputed issues like the border issues, water issues and maritime issues. [But] my personal view is that there will be some contradictions between the U.S. and India. India doesn’t want to take some burdens from the U.S. because it doesn’t have the ability, and doesn’t want to be a pioneer of U.S. strategy in this region. India wants to develop, wants to solve domestic problems— doesn’t want to become a part of U.S. strategy.” China’s Hope: Modi the Economic Reformer Chinese experts and policy makers see a way out of any “India-driven” strategic emphasis—rather than confronting China, some believe that Modi will seek to learn from Chinese growth and will focus on integrating the two economies. “Modi will have a major impact on China-India relations,” says Wang Dehua. “For China, it will be good news—because he will put the focus on economic relations.” Modi’s economic stewardship of Gujarat, which grew rapidly during his tenure, was widely cited in Chinese coverage of the Indian election, and the concept of Gujarat as India’s “Guangdong” province—referring to the southern province in which economic reforms were tested under Deng Xiaoping—has been circulated alongside the idea that Modi’s India will chose the “Chinese Model” for growth. Comparisons with China are frequent in India, and the Modi election has revealed a deep thirst for India to act upon what many see as its untapped economic potential. New Delhi was the first visit that Premier Li Keqiang made overseas, in a symbolic gesture to open a new era of “strategic partnership” and it is said that Xi Jinping will visit New Delhi for the first time this year. In 2013, Li offered a “handshake across the Himalayas” in the editorial pages of The Hindu ahead of his visit and the two countries have set a goal of increasing bilateral trade to $100 billion by 2015, up from $66.5 billion in 2012 (The Indian Express, October 23, 2013). China’s key economic and energy security initiative, the “New Silk Road,” is another initiative in which China sees the opportunity to engage with India. The “New Silk Road” follows, as in its ancient and medieval history, two routes west from China—the first is through Central Asia, and the second, “The Southern Silk Road” passes from Yunnan, through Burma and into the Bay of Bengal and Indian Ocean. “When Premier Li visited India last year, his ambition was to connect with India’s “Look East” policy,” says Professor Wang. “We are looking west. We can connect. When Modi visited China [in 2011], he was eager to attract investment form China, and to learn from Shanghai, Guangdong and China’s experience of opening to the outside world. Some ask whether the cabinet will have to be reshuffled, because they have been focused on politics and security—and now [they will be] focused on economics.” Conclusion While Xi and Li may do their best to shift the focus of the relationship, fundamental challenges will endure. To give an example: “There is a very strong fear in India about China’s intentions in the Indian Ocean,” says Professor Zhang Li, who directs security and diplomatic studies at Sichuan University’s Institute of South Asian Studies. However, good relations with India will remain a key feature of Chinese strategic vision. Professor Li believes that the Indian Ocean will be the most important conduit in Chinese geopolitics—the place through which the majority of China’s energy supplies transit for “the next forty years” (Author’s Interview, May 2014). Whether economic-driven relations or a CICA-like security framework will appeal to the Modi government remains to be seen.

tional relations at first sight, the main focus is still “the study of relationships among countries”, which justifies the word 'international'. Still, it has been widely accepted that globalization has weakened drastically the national dimension of nation-states. The majority of scholars agree that nation-states are undergoing epochal transformations. Some speak about world government, others advocate for civilizations, while still others highlight the emergence of regional economies or even of the corporation-state, a candidate for replacing the 'outdated' nationstate that reached its peak of development in the period of 1850-1970's. All in all, while in the past international relations was confined to just states (countries, nationstates), the political landscape is rather different today. Some of the new yet powerful actors include: • international organizations (NGOs and INGOs, such as Greenpeace, Human Rights Watch, CARE International, etc.) • inter-governmental organizations (IGOs) and regional alliances, such as UN, EU, NATO • multinational or transnational corporations (MNC or TNC) • Scientific bodies, such as the Intergovernmental Panel on Climate Change (IPCC) Actors on the stage Although Wikipedia offers the most • important heads of state comprehensive definition of interna- • terrorist organizations
All of these players have had a great impact on international relations for decades now. As a result, international relations as a broad term of political science needs to be reassessed and replaced by a more suitable one. The reality has changed; the words that describe reality must therefore change too. Shall it betransnational relations, global relations, inter corporate relations, supranational relations? While the mainstream definition of international relations has been challenged from a range of perspectives, there is no dominant alternative yet. The notion of global governance may be the answer. Global governance vs international relations A common view of global governance is that of a set of laws, rules, or regulations designed to tackle global problems that cannot be solved by nation-states alone. For example, the problems of global warming, human trafficking, or terrorism. More importantly, however, global governance is an analytical concept that provides a specific perspective on world politics different from the conventional notion of international relations: • First, while the concept of international relations by definition covers politics among nations, with non-state actors being secondary, the term global governance avoids such a hierarchy. In contrast, it gives equal importance to NGOs, TNCs and other actors. Thus, the reports of the Intergovernmental Panel on Climate Change (IPCC),

decisions of the International Criminal Court (ICC), or regulations by the World Trade Organization (WTO) all have a significant impact on international and national policies. In this way global governance takes a multi-actor perspective on world politics instead of focusing primarily on nation-states. • Second, while the term international relations views international reaction as a separate level, the term global governance views world politics as a multi-level system where local, regional, national, and global processes cannot be separated from each other. The scope of interest here is therefore on the different and complex linkages between different levels of social interaction. For example, this includes understanding of how WTO rules influence communities in different regions, and vice versa – how these communities affect WTO rules. Or, as another example, researching on how solutions to global problems take into account local differences and settings. In this way global governance looks into all levels in order to understand how the whole system works. • Finally, while international relations traditionally seek to explain the behaviour of nation-states from a power relations point of view, global governance focuses on norms, rules, and standards that structure social activity. This again stresses the non-actor-centred approach of global governance. To conclude, the main idea behind adopting the term 'global governance' more widely is to reflect the need for more cooperation among governments, governmental and non-state actors. Global governance can be a useful concept to understand interactions and transformations we observe in world politics, and to guide our analysis of political processes beyond the state.

niyati Keni n Friday, April 18, 2014 an article appeared in the Indian Express, an Indian national broadsheet, about the gang-rape of a young woman in Meerut, in Uttar Pradesh, Northern India. It was the day after one of the main polling days in the Indian elections and the country was in the grip of election fever. The article might easily have been overlooked as yet another example of the kind of sexual violence that has put India in the international spotlight more than once in the last couple of years. Even now in 2014, the stigma for a woman of being raped in India can be and usually is enormously destructive in her life, which makes claiming rape a less than ideal ploy for settling a score with a spouse. Moreover, for a lone Indian woman, without much in the way of support from her family, taking on the police has to be either certifiably insane or she is telling the truth. But this was another example of how casually women’s testimony is discounted and trivialised. The accused included the woman’s husband, brother-in-law and four police officers. The official comment from the local police station included the following: “We will take action only after confirming if the woman was actually raped or the charges were aimed at settling scores with her husband.” My trip to India this April with my daughter had been planned to forge a bond for my Eurasian kid with the Indian side of her heritage. What I didn’t anticipate was starting the feminist education of my 7 year old in earnest, sitting her down for a discussion about how, for women, the playing field is not only not level, but oftentimes booby-trapped. Prior to our trip my father had expressed a deep anxiety about our safety whilst in India. He was anxious about the spate of gang-rapes that have appeared in the news over the last few years, as if it were in any way a new phenomenon. My mother chipped in with the comment that women put themselves at risk by thinking they can dress how they like and go out late at night with impunity. I forget her exact words in the cloud of fury that enveloped me at this. My response, eventually, was this; that Indian society raises its boys with a sense of entitlement that is based on their gender alone, whilst raising its girls with no sense of entitlement at all. I pointed out that rape is a hate crime, not one of desire, and that the use of violence against women, sexual or otherwise by men, has been over the years a way of attempting to reassert power when they feel it is slipping. My mother had never apparently considered this. My father, to his credit, agreed wholeheartedly with me. I should point out that my fiery and capable mother has been throughout her life something of a pioneer. She was a first-generation Indian immigrant to the UK, taught full-time at one of the roughest comprehensives in London for thirty years, wore a sari for all of her professional life (even and especially after her headmaster told her she could never hope to gain the respect of her students if she didn’t wear western clothes) and she was always financially independent of my father - in an era in which this was rare for women. Yet it was her comments during our conversation that made me realise just how deepset is the bed-rock of misogyny that underlies Indian culture. In 2013 the rape laws in India were amended after the Delhi Nirbhaya gang-rape in which a young woman died. Since then, there has been a predictable backlash from male journalists and judges claiming that the law is now being used ‘as a weapon for vengeance and personal vendetta’ (to quote Justice Kailash Ghambir of the Delhi High Court) and calling for the amendments to be scrapped. The fact that the rapist is often known to the woman, perhaps a friend, lover or landlord, is fre-

quently given as a reason to discount her story (the assumption being that it was somehow just a misunderstanding or sour grapes after an affair has gone wrong). It is conceivable that in a small number of cases a claim might be false. However given the experience of most women who pursue a rape case, with the enduring stigma and the frequent vitriol of the community, the tarnishing of her character and the likely eventual acquittal of the accused (around 90% in India are acquitted) how likely is it really that 90% of these women are just making it up? Unabashed misogyny and gender inequality On April 10 this year, a Delhi politician of the Samajwadi (Socialist) party, Mulayam Singh Yadav, addressing an election rally in Uttar Pradesh (referring to the death sentence that was awarded to the repeat-offending rapists of a photojournalist in Mumbai) said, “Girls befriend boys. When they have differences with the boys they call it rape. Boys make mistakes. Should they be hanged for that?” He called for the amendments to the rape laws to be reversed. The following day another senior politician in the same party, Abu Asim Azmi, speaking to journalist Varun Singh, said, “Girls go and complain whenever they want. Then the problem starts and the man’s honour, which he has earned throughout his life is destroyed.” His solution was that “any woman, whether married or unmarried, who goes with a guy, with or without consent, should be hanged.” Why do these clearly deranged opinions matter? Delhi and Uttar Pradesh are arguably amongst the worst places to be female in India. The gender ratio of newborn babies gives a clue as to why. At birth, the ratio is 899 female to every 1000 male newborns in UP. This figure, after accounting for the naturally slightly greater number of male foetuses at conception, is largely attributable to female foeticide. After birth it still isn’t plain sailing for the girls. In rural areas, where in utero sex determination is not available, female infanticide and neglect account for the subsequent decline in the numbers of pre and primary school-age girls. The trend persists through the age groups. The inevitable result of these disappeared women is that in 2014, according to the Election Commission of India, females make up only 44.6% of voters in Delhi and 45.2% in Uttar Pradesh (the national average for the whole of India is 47.6%). How many of these women get to exercise their votes without duress is also debatable. In an article in The Independent on April 19, a female teacher interviewed by Andrew Buncombe in Sikar, Rajasthan, ‘estimated that about a third of women made their own voting decisions’, suggesting that two thirds cast their vote under the ‘overbearing influence of husbands, fathers or brothers’. This was an opinion I heard echoed more than once during the election period. It is galling to think of this basic political right of a woman being casually appropriated by the men around her. India’s system of proportional representation in parliament means that in the Lok Sabha (House of the people) Uttar Pradesh, the most populous state, has the largest number of seats. The second biggest state represented in the Lok Sabha is Maharashtra (the state my parents hail from) which, like UP, has atrocious statistics where the girls are concerned. The sex ratio at birth in Maharashtra is even worse than UP’s (883 girls to every 1000 boys). In the same week as these comments about rape exploded in the press, the Election Commission of India banned two other politicians from holding public meetings of any kind for making inflammatory speeches that it was felt might incite racial tension between Hindus and Muslims. Their speeches were deemed to fall foul of the model code of conduct which requires that candidates and parties do not engage in ‘any activity which may aggravate existing differences or cre-
ate mutual hatred or cause tension between different castes and communities, religious or linguistic’. Action was quick and the ECI also asked for criminal charges to be brought against the men. Has there been any comparable response by the ECI to the misogynist comments of their fellow politicians? No, because the code of conduct does not stretch to cover sexuality or gender - although the ECI recently saw fit to issue a warning to Mulayam Singh Yadav for threatening to block poorly paid teaching auxiliaries from progressing onto permanent salary scales if they didn’t vote for his party. Indian politics remains staunchly male. As if to emphasise this, during our stay we witnessed numerous macho, flag-waving motorbike rallies in support of the main parties. All participants were male. There is an assumption that politics is simply not suitable territory for women. Five days before polling day in Maharashtra, there was a full-page spread in the Times of India with interviews with 12 young people about their political ‘wishlist’ and their thoughts about voting. Four of them were women. The centrepiece of the page was a large cartoon in which a man and a woman ‘discussed’ manifesto promises and the upcoming vote. The man had a total of 97 words which included the phrases ‘scrap corruption’, ‘better infrastructure’, ‘health and education benefits’ as well as ‘empowerment for women’ and ‘abolish dowry’. The woman’s total of 21 words were more or less as follows: ‘Yes,yes,yes’, ‘Yeah,yeah’, ‘Wow’, ‘I could kiss you’, ‘Really?’ and ‘So who do I vote for?’ Clearly women are not expected, even by the Times of India, to have credible political opinions of their own. Womens’ invisibility in politics doesn’t look likely to change any time soon. Female representation in the Lok Sabha has historically been dire. In the last election in 2009, 10.86% of MPs elected to the Lok Sabha were women. Women candidates are simply not being fielded. In 2009, in UP the percentage of female candidates was 9.52%, in Maharashtra it was 7.46%. The national average was 8.7%. The figures have not shifted since. According to India’s Association for Democratic Reforms ‘National Election Watch’ report, in the 2014 elections the percentage of female candidates overall is 7.5% which is less than the number of candidates who have previous criminal records (17%), and even less than those whose criminal records are for serious charges such as murder, attempted murder, kidnapping and extortion (10%). Apparently having an amoral character is less of a hindrance to a political career than having ovaries. The Women’s Reservation Bill which calls for a quota of 33% women in parliament was passed by the upper house, the Rajya Sabha, in 2010 and passed to the Lok Sabha for approval. It lapsed in the Lok Sabha for the fourth time this March. It currently looks very unlikely that it will become law and now needs to go back to the upper house to start the whole process again. The central obstacle is that shifty inner demon, the misogyny that has been internalised within the psyche of each and every Indian, male or female, and embedded in us over centuries. The full range of female nature On our travels this April we visited the spectacular Belur and Halebid temples which date back almost 900 years. It was notable, even without the official, well-rehearsed spiel of our Archaeological Survey of India guide, that the portrayal of men and women was unequal. At both temples, statues of female deities were fewer in number, smaller than those of male deities and less prominently displayed, in corners or to one side, or at the back of the temple. Sculptures of men were all heroic in some way, hurling elephants about or fighting demons. The

women were almost all dancing girls. Our guide’s only remarks about the female statues were about their hairstyles, about the vain and arrogant expression of one depicted admiring herself in a mirror and to inform us that the scorpion by the foot of another was a metaphor for her “poisonous character.” “The figures,” he announced authoritatively, “depict the full range of female nature.” It was at Belur, kneeling on 900 year old stone steps that I began a conversation about misogyny with my seven year old daughter. Whether misogyny was entirely the sculptors’ intent 900 years ago or whether their legacy has been re-framed through the filter of centuries of patriarchal history is a moot point. Six hundred years after Belur, in the Dariya Daulat palace in Mysore, home of the famous Tipu Sultan who fought the British, women remain remarkably absent or at best scarce in the beautiful frescoes of court life. Those who are present are the occasional idle royal and her ladies in waiting. At every historic site we visited, the belittling of women in Indian culture throughout the ages, the failure to acknowledge and record their contribution, was evident. And I won’t even attempt a feminist deconstruction of the Indian epic, the Ramayana. Signs of change But there is hope for feminism in India. On April 18, the Supreme Court of India granted constitutional recognition to transgender individuals, giving them the right to marry, inherit, adopt, hold a passport and driver’s licence, have equal healthcare, education and employment rights. This comes only four months after the Supreme Court re-criminalised gay sex: but this decision must now inevitably be reviewed too. All of this can only bode well for Indian women, for it is hard to justify upholding the rights of one community but not another. In the twenty first century there can be no sane argument against the dismantling of misogyny in Indian culture, indeed in any culture. For a start it doesn’t make economic sense to squander up to (in India’s case) 48.5% of the intellectual resources of the nation. Secondly, men who cannot allow themselves to see their partner as a whole, able, equal being, will never be able to find the kind of profound and mutually respectful connection that is possible between a man and a woman and that enables both to flourish. Without the necessary change in attitude, for a variety of reasons a generation of men and women may well end up lonely. Some women may decide that men offer only a kind of emotional and psychological imprisonment that they can simply do without. There are already signs of the latter. In India, as in the UK, rapidly rising property prices have driven women into employment in their droves. Alongside, there has been the inevitable explosion of preschool child care and nursing homes to replace the unpaid labour that was once women’s lot. With financial independence has come another kind of freedom. In India, divorce rates have risen dramatically, notably in the educated middle-classes. In Kerala (the socalled ‘divorce capital of India’), the number of registered divorces increased from 8456 in 2005 to 38,231 in 2011. The rise is in part attributable to the Protection of Women from Domestic Violence Act which came into force in 2006. But it is also worth noting that Kerala has the highest female literacy rate in the whole of India (92% in the 2011 census. For comparison, the female literacy rate in Maharashtra was 75.5% and in Uttar Pradesh 59.3%). In 2014, too many of India’s women still suffer lives shaped by violence, contempt and injustice. And they will continue to do so for generations yet, unless the biggest democracy and one of the oldest cultures in the world is prepared to examine, and examine honestly, the misogyny that lies at its core.

When there is no scope for business investments where will the educated young people turn to. Pseudo nationalism is at its peak and tribalism has seriously jammed our mentality. The NGOs are preoccupied with solving issues which has cropped-up due to the above two. The church is more interested in sponsoring missions outside rather than saving the souls of those within the state. The advanced societies have more businessmen than government servants, the opposite prevails in Nagaland. Unemployment is a global problem, the scenario in our state is not unique. What is unique in our society is the abundance of Self-centeredness and lack of vision. • Yes, people cannot open up any new business due to UG's &syndicates • Absolutely! White collar jobs isn’t all that there is. Unemployment problem in Nagaland is only with Nagas. If there is employment problem why do we see the unprecedented rise of non-locals from Bangladesh and main land India, who are all getting employed earning enough for themselves and their families somewhere. Wake Up! Employment is everywhere if one is willing to keep aside status consciousness and take the road of hard work and dedication. • Yes. Nagaland has become too dependent on government jobs for employment and this is only creating more and more problems for the future generations. Unless we start self-employment we will never be able to improve the quality of our lives. • Yes, Young Nagas must learn entrepreneurship based on active banking services. We recently conducted a certificate handover pro- • gram for some trainees and we were very excited to count that out of 75 trainees looking for jobs in the first quarter (all who paid by themselves), 99.5% has been placed with a cumullative salary of Rs.1,7,47000/- per annum (with 5 more added today to that list). This is the kind of money our people could be earning even if it is for a few years to send back as revenue into our state and gain experience to come back and set up any enterprise, or become excellent support staff for other entrepreneurs who are looking to set up businesses. how relatives and neighbours, tried to persuade her not to send her graduate daughter for a job in a five star hotel saying she is a graduate and that she should try to get a government job and appear for competitive exams. But this wise mother said, her daughter tried it for x number of years and could not get a job at all and as they were poor they did not have the 2 to 3 lakhs required, to get a job with government organisations (the mind boggles at this!!), so she turned a deaf ear to what others said and accepted her daughter's wishes, who after going to four or five other organisations, decided to try us even if our program was not government funded, but heard we had good placements. She then went on to say, her daughter in her first salary itself sent 15000/- home to pay for a sibling's college admission and then the next month again sent another 10000/- to pay for another sibling looking to get admitted in BA 1st year. She then shared about two of her neighbour's sons - one who was in Bangalore and the other in the Middle East, who started with entry level jobs in hotels and by now made enough money to send back to their parents to buy their own property and build their own house and said, if these people were in government jobs, chances are such purchases may not have been possible even for many years as honest workers, but by taking private jobs and growing in the companies, they had money to share. Our team went to Jalukie for Career counseling and we were told of one of our first placements in the airline industry, who has bought property for her family and most recently bought a XYLO for her parents as a Christmas gift. These are just a few stories of people who have taken a path away from government jobs and are doing well managing their earnings very well and being able to invest in the economy or contribute at least in a better livelihood for their families... How much more can young people do if only they took it upon themselves to gain experience and develop themselves with practical experiences in any job they can get. When young people say there are no jobs, I see it as plain laziness... Yes if they say no government organisation jobs, I will agree to that.... This deOTHERS pendency that the government is their only bail out is what is crippling our State's economy and creating a demoralised and corrupted society. I agree that the rise of unemployment is indeed prevalent and at a critical juncture. Nagaland lacks freedom from oppression of guns, intimidation from dear and ignorance of the way of gaining knowledge. One has to move fast and catch up. Most prevalent are those from the uneducated thugs or unfortunately those educated but have been a victim of false doctrine and the ills of the world. I am talking the ones who have good education in the name of Nagas but their moral stance is lacking, they are still holding the trigger at point blank to the lay person. They have no sense of moral or ethical outlook in life, and the worst is that they do understand that they are go-

ing against the Law, against God and themselves. I think the government itself is under the grip of undergrounds, and their counterparts and the lay men/women cannot do anything about it because they have families to protect and don’t want any more problems in the society. In a place like India where democracy is litigated and pursued, the citizens of Nagaland has every right to work anywhere he or she pursues, depending on one’s capabilities, determination and goals. The tools are necessary to move ahead. Tools such as understanding the essence of faith in God, knowledge, daily study time to gain full enrichment towards ones education and the fervor to know the truth. These come very handy, and understanding the importance of it will take you out from the oppression of fear and timidity. I assure you, the world is a blank slate and you just need to sharpen your tools and write your own story. Some of those who voted no had this to say: • At the moment there is no other choice but to seek government jobs because they give security. • With government jobs you can give security to your family members and relatives. • There is no private sector and unless it is created, we will continue to be dependent on government jobs. Some of those who voted OTHERS had this to say: • 50:50. Firstly, yes because this has been the trend and people think jobs mean govt job only, and govt jobs means babuwalas. On the other hand, lack of industry (even if one is technically sound, experienced, etc... gets no where to fit in)and no concrete government policy for the educated lot, give rise to unemployment. Another reason for lack of employment avenues is corruption, backdoor appointment and bribery. • Fear of UGs taxes to embark on entrepreneurship • Govt is not encouraging other modes sincerely enough. • Looking from all directions, govt job seem better for we nagas. To set up private business etc, we need capital and this capital is available only with rich men sons n daughters. For hand to mouth people, its very hard to acquire capital and set up enterprises etc. Govt funded schemes like khadi loans are all hijacked from the top, despite the advertisement in local papers for issuing date, criteria and, so and so forth. Many big businesses are set up by people from political backgrounds etc.. Further, as soon as we open small shop, varieties of underground and upper ground groups visits for collection not less than 500, so how do one survive?? During election time, candidates promised govt jobs if elected. • This dependency can be address to some extent if govt funds and schemes meant for development of entrepreneurship are utilised justly and fairly, and be vigilant about those who implements them. Many a time I see already employed and other working people including Church workers applying for the form with fake/some other persons' documents. Some even send another person on their behalf for interview. So such activities must be checked thoroughly without any nepotism. Another reason I see is unfair ways of imparting education. For example in one college (not mentioning name) but 100-/- sure, many gets graduate every year without learning much. of course blame goes to teachers, students, and society. For there is an open cheating during exam..so how can the so called educated persons from such institutions fair well in any thing?? Because education goes miles and miles beyond being passed or degrees.

Swiss govt prepares list of Indians Will take action, with suspected black money says Justice Shah Zurich, JuNe 22 (PTi): In a major boost to India’s fight against black money, Switzerland has prepared a list of Indians suspected to have stashed un-taxed wealth in Swiss banks and the details are being shared with Indian government. The names of these Indian individuals and entities have come under scanner of the Swiss authorities during an ongoing exercise to identify real beneficiary owners of funds held in various banks operating in Switzerland, a senior Swiss government official said. “These individuals and entities are suspected to have held un-taxed money in Swiss banks through structures like trusts, domiciliary companies and other legal entities based out of countries other than India,” the official said. He refused to divulge the identity of these persons and entities, as also the quantum of funds held by them in Swiss banks, citing confidentiality clause of the bilateral information exchange treaty between two countries. The official further said Swiss authorities were very keen to work with the new government in India and they would also provide all necessary

The UK has retained its top position with the highest share of close to 20 per cent of global wealth in Swiss banking system, followed by the US, West Indies, Germany and Guernsey in the top-five in terms of exposure to banks in Switzerland. cry over huge amounts of illicit wealth stashed by Indians in Swiss banks, the latest official data released by Switzerland’s central banking authority SNB shows that Indian money in Swiss banks rose 43 per cent during 2013 to close to Rs. 14,000 crore (2.03 billion Swiss francs), pushing its global ranking up from 70th at the end of 2012.

A new framework has also been put in place for exchange of information on request and spontaneous exchange of information in a much more effective manner, while work is underway to enable administrative assistance for previously committed tax crimes within the last three years. Switzerland’s tax treaty with India also provides for “exchange of information in tax matters to the widest possible extent without allowing the contracting states to engage in fishing expeditions or to request information that is unlikely to be relevant to the tax affairs of a given taxpayer”. ‘Ready to take on any security challenge, even al Qaeda’
sriNAgAr, JuNe 22 (PTi): Army on Sunday said it was ready to take on any security challenge in Kashmir including the possibility of al Qaeda trying to set up a base in the Valley. “We are prepared to take on any challenge,” General Officer Commanding of Army’s 15 Corps Lt General Gurmit Singh told reporters here. He was replying to question about reports that al Qaeda may set up a base in Kashmir. Top militants of al Qaeda’s central command had purportedly released a video calling on Muslims of Kashmir to “join jihad”. It is perhaps the first time that Kashmir has been specifically targeted. Lt Gen Singh said an effective counter-infiltration grid was in place along the Line of Control (LoC) in the Valley to prevent infiltration of militants from the other side. “We have an excellent intelligence network and good synergy with Jammu and Kashmir police and other security forces agencies to deal with any kind of challenge,” he said. He said the situation along the LoC and the hinterland
was “under control”. Giving details of the anti-militancy operations, the Corps Commander said the security forces have managed to neutralise 63 militants in the first half of the current year. “We have killed 40 terrorists including 17 from Lashkar-e-Toiba and 11 from Hizbul Mujahideen. 23 terrorists have been apprehended during this period,” he said. He said 140 weapons including 60 pistols have been recovered during the operations against militants in the Valley. The troops came in for praise from Lt Gen Singh for carrying out “professional operations” during which he claimed there had been no human rights violations. Asserting that security forces in Jammu and Kashmir are alert to threats of al Qaeda, Director General of Police (DGP) K Rajindra Kumar had on Saturday said that the state police along with central forces were prepared to handle any situation and thwart nefarious designs of militants.

New Delhi, JuNe 22 (PTi): Indian government on Sunday said it was in constant touch with International Red Crescent in Iraq, countries of the region and all other concerned who can offer help in securing release of 39 Indian construction workers who were kidnapped from Mosul, the second largest Iraqi city seized by Sunni militants. Sources said government continued to be in active engagement and was doing everything possible to ensure release of the Indians. 40 Indians were abducted from Mosul and one of them had fled from captivity and had shared various details about the captors to the Indian authorities which on Saturday indicated that they had come to know about the abductors. Government has already sought help from a number of countries in the region besides Iraqi authorities, the UN Assistance Mission in Iraq (UNAMI) and various other humanitarian agencies working in the trouble-torn country to resolve the crisis. Iraq is witnessing serious
strife with Sunni militants, backed by al Qaeda, capturing two key cities and marching towards Baghdad. Hundreds of thousands of Iraqis have been displaced in the fighting that broke out on June 10. The sources said government was also in constant touch with the 46 nurses who are stranded in a hospital in Tikrit, another violence-affected city which also fell to the Sunni militant group ISIS (Islamic State of Iraq and Syria). It has already taken over several parts of Iraq and was advancing towards Baghdad. The nurses are in a hospital and food was being provided to them. A total of 120 Indians were in violence-hit areas in the oil-rich Gulf nation out of which 16 have already been evacuated and one of those kidnapped has fled from captivity. Now 103 Indians remained in the conflict zone including 46 nurses and 39 Indians in captivity. The sources said securing release of the kidnapped Indians and moving remaining others from the conflict zone was government’s top priority.
Delhi, Mumbai top Indian cities in drug trade
New Delhi, JuNe 22 (iANs): Of the over 50 Indian cities which reported the maximum cases of drug trafficking in 2012, the national capital is at the second spot behind Mumbai while Punjab leads among states followed by Uttar Pradesh, indicates data from the National Crime Record Bureau (NCRB). Citing comprehensive data available for 2012, the NCRB said Mumbai registered the maximum cases of drug trafficking at 1,512 followed by Delhi with 829 cases therefore leading the group of 53 Indian cities that are highly active when it comes to drug trade. Data for 2013 is yet to be compiled. Delhi is followed by Kanpur (Uttar Pradesh) with 551 cases, Amritsar with 457, and Kota (Rajasthan), with 242. Meanwhile, the lowest number of cases were registered in Vasai Virar of Maharashtra (2), followed by Aurangabad (Bihar) with three cases, Dhanbad and Ranchi (both Jharkhand) with 4 each, and Vadodara and Rajkot (Gujarat) with 5 each. A total of 29,247 cases under Narcotic Drugs and Psychotropic Substances Act, 1985, were registered in 2012 showing an increase of 13.4 percent compared to previous year’s 29,048 cases. Trend analysis showed 15.7 percent increase from 2002 and 0.7 percent marginal increase from the average of last five years (2007-2012). As per the state wise NCRB data, Punjab has emerged at the top position with 10,220 registered cases in 2012 followed by Uttar Pradesh with 6,755 cases, Maharashtra, 1,903 cases, Tamil Nadu, 1,402 cases and Rajasthan with 1,115 cases. The state of Jammu and Kashmir registered 411 cases while Gujarat, despite of sharing its border with Pakistan, which is major supplier of narcotics, registered only 68 cases. The lowest number of cases were reported from Sikkim (3) followed by Andaman and Nicobar Islands (4), Puducherry (6) and Lakshadweep (11).
The data further said that a total of 13,459 people, including 216 foreigners, were arrested and 89,519 kg of drugs including opium, morphine, heroin, ganja, hashish, cocaine, methaqualone, ephedrine, LSD, acetic anhydride, and amphetamine were recovered. “At least 13 kinds of different drugs are being smuggled to international market at different rates starting from Rs.1.5 lakh to Rs.2.5 crore per kg,” said a Crime Branch official in Delhi Police adding that the prices increased by 3-5 times when drugs reach Delhi from the bordering states and 5-10 times when it reaches Mumbai. “After transiting through India, the drugs end up on the streets of North American and European cities. There is manifold increase, particularly in the price of heroin when the consignment reaches the international market,” said Additional Commissioner of police (Crime Branch), Ashok Chand. An anti-narcotics cell official, on condition of anonymity, told IANS: “Balkan and northern routes are the main heroin trafficking corridors linking Afghanistan to the huge markets of the Russia and western Europe.” “The Balkan route traverses Iran (often via Pakistan), Turkey, Greece and Bulgaria across southeast Europe to the eastern European market. The northern route runs mainly through Tajikistan and Kyrgyzstan (or Uzbekistan or Turkmenistan) to Kazakhstan and the Russian Federation,” he said. Another Delhi Police’s narcotic cell official said: “Heroin enters India through Jammu, Amritsar and Rajasthan borders, charas comes in through Manali, ganja from Odisha and Jharkhand and cocaine, which is basically produced in Colombia, comes via Africa.” In India, the distribution links have been established in Punjab, Delhi, Uttar Pradesh and Rajasthan and Odisha. Police are keeping tabs on smugglers to bust the drug rackets.
New York, JuNe 22 (PTi): India should take all necessary measures to prevent and eliminate the root causes of forced recruitment of children from poor and marginalised segments of society?by non-state armed groups, a rights group has said. “Children from India’s poorest and most marginalised communities are ending up on the front lines as combatants, or because their schools are bombed by armed groups,” South Asia director at Human Rights Watch Meenakshi Ganguly said. Human Rights Watch said that non-state armed groups should halt their recruitment and use of children and attacks on schools,? “The UN has laid out a series of steps that the government should take to protect these children better.” The group said that India should carry out recommendations of the United Nations Committee on the Rights of the Child that urged India to promptly enact legislation that criminalises the recruitment and use of anyone under 18 in hostilities by non-state armed groups. It also said India should take all necessary measures to prevent and eliminate the root causes of forced recruitment of children from poor and marginalised segments of society?by non-state armed groups. Unlawful attacks on schools should be promptly investigated, and those responsible should be prosecuted and punished, the
committee said. The Child Rights Committee has said it was “deeply concerned” about opposition Maoist forces in central India as well as armed groups in the northeast, Jammu and Kashmir recruiting and using anyone under 18 in hostilities. The committee also expressed concern about government armed forces occupying schools in Maoist-affected areas, despite Supreme Court rulings prohibiting?the practice. The committee said that India should “take all necessary measures to prevent the occupation and use of... Places with a significant presence of children,?such as schools, in line with international humanitarian law, expedite the vacation of schools as appropriate and take concrete measures to ensure that cases of?unlawful ? occupation of schools are promptly investigated, and that perpetrators are prosecuted and punished.” Although security forces’ occupation and use of schools has declined since 2010, instances of dangerous dual use of schools continue, placing students and teachers potentially in the line of fire and harming children?s right to education. “The Indian government should finally and fully withdraw its security forces from schools,” Ganguly said. “India’s children are entitled to safe schools and safe childhoods.”
Hunt for low-cost treatment in India
New Delhi, JuNe 22 (iANs): The family of Arian, a 12-year-old boy from West Bengal, met union Health Minister Harsh Vardhan seeking subsidy for the treatment of Hunter Syndrome, a rare but fatal genetic disorder, the treatment of which is very expensive and not easily available in India. The minister has promised all help to the family, but experts say that 180 children in India suffer from this disorder and the government, apart from creating awareness about the disorder, should also give subsidy for its treatment. “Hunter Syndrome is an X link genetic disorder. These are carried by females (mothers) and as males have both X and Y chromosome, they are affected with it. Females acquiring it will be a very exceptional case,” Sisir Paul, head of the department of the Institute of Paediatrics at Max Super Speciality Hospital, told IANS. Hunter Syndrome occurs when an enzyme the body needs is either missing or doesn’t work properly. As the body doesn’t have enough of the enzyme to break down certain complex molecules, the molecules build up in harmful amounts in certain cells and tissues. A child suffering from the disorder suffers from permanent, progressive damage affecting appearance, mental development, organ function and physical abilities. The syndrome appears in children as young as 18 months. It nearly always occurs in males. “The disease varies in severity and manifestation. The disease prevalence is 3.5 to 4.5 per hundred thousand births,” Paul said. He said as the disease is rare, diagnosis is not easily done. The Lysosomal Storage Disorders Support Society (LSDSS), a non-profit organisation working for several lysosomal disorders, said there are about 180 children with Hunter Syndrome registered in India.
“Though it is rare, the medicine for the disorder is only available in the US and Europe and is thus very expensive. The government should do something to provide a little subsidy,” LSDSS president Manjit Singh told IANS. The treatment costs anywhere around Rs.60 lakh to Rs.1.5 crore per year. “This cost for the treatment increases with the weight and height of the child. As the child becomes 14 to 15 kg, the cost gets doubled,” Singh added. He also said the government should also create awareness about the disorder as many people are still clueless about the problem and its treatment. According to Krishnan Chugh, head of the Paediatrics and Paedritic Intensive Care Unit at Fortis Memorial Research Institute: “When the child is born, they look very normal. It becomes pertinent when the kids turn two to three years old.” “In case the disorder is severe, the child will not be able to live more than 10 years,” Chugh told IANS.“The lack of enzymes damages the bone and brain of the affected child. As their age progresses, their bones become weaker,” he added. Jasjit Singh Bhasin, senior consultant and head of paediatrics at B.L. Kapoor Super Speciality, further said the child affected with Hunter Syndrome also has hazy corneas. There are normally two kinds of treatment available for the disease -- bone marrow transplant and Enzyme Replacement Therapy. “There is an enzyme called ‘idursulfase’ which has been manufactured and it is injected in the person. It is an artificial enzyme that is put in... so it is very experimental,” said Paul. The other treatment, which is bone marrow transplant, is also not easy and involves risks. “This transplant has a failure percentage of 20 to 30 percent; so when the IQ level of child has gone bad there is no point of taking a risk further,” Chugh added.

US, Iran, longtime enemies, now potential partners
WASHINGTON, JUNE 22 (AP): For years, Iran has been an archenemy of the United States. Now, with alliances blurred in the Mideast, the two countries are talking about how to stop an offensive in Iraq by al-Qaida-inspired insurgents. How is it that adversaries that haven’t trusted each other for 35 years could cooperate on Iraq today? They are strange bedfellows, to say the least. In the Syrian civil war, the U.S. backs the opposition. Iran supports Syrian President Bashar Assad. The U.S. for three decades has considered Iran a “state sponsor of terrorism.” The U.S. says Iran bankrolls anti-Israel terrorist groups and other extremists intent on destabilizing the Middle East. The U.S. has threatened Iran with military action if Tehran approaches the capacity to develop nuclear weapons. But despite all the differences, the U.S. and Iran are more engaged diplomatically at this moment than in years. After a breakthrough interim agreement last year, the U.S., Iran and other nations are hoping to wrap up a deal within the next month that would curb Iran’s nuclear program. Progress on nuclear talks is leading American officials to explore whether Iran can be a useful partner on interests long viewed as shared, such as fighting Sunni extremism and ensuring the stability of Iraq. Iran, like the Iraqi government, is Shiite. The insurgent group leading the assault in Iraq, the Islamic State of Iraq and the Levant, or ISIL,
is Sunni. But there is worry that Iran is trying to leverage its helpfulness on Iraq into better terms in the nuclear negotiations. “I would be skeptical that cooperating with Iran — particularly sharing sensitive intelligence information — would be in our overall interest,” Sen. Mitch McConnell, the Senate Republican leader, told The Associated Press. Secretary of State John Kerry, heading to the Mideast this weekend to discuss Iraq’s stability, has fueled talk about U.S.-Iranian cooperation. He said early last week that the Obama administration was open to discussions with Tehran if the Iranians help end the violence in Iraq and restore confidence in the Baghdad government. American and Iranian diplomats talked about Iraq on the sidelines of nuclear negotiations in Vienna in recent days. U.S. officials have rejected military cooperation with Iran and thus far, legislative aides said, the understanding in Congress is that no intelligencesharing mechanism with Tehran has been finalized. But the comments had officials and lawmakers in Washington and the Middle East abuzz. At a breakfast this past week with the Senate Foreign Relations Committee, Kerry steered away from questions about how specifically the U.S. might cooperate with Tehran, according to aides, who weren’t authorized to speak about private meetings and demanded anonymity. They said the administration has
US seeks to thaw Egypt relations despite concerns CAIRO, JUNE 22 (AP): The United States, seizing on Egypt’s weak economy and shaky security, is seeking to convince its new president to embrace more moderate policies to achieve stability — and deliver more American aid. In the few weeks since President Abdel Fattah el-Sissi officially took office, U.S. officials say they have seen some small encouraging signs that he is prepared to protect his people’s rights, including issuing severe penalties for sexual assault against women and freeing a jailed journalist. But Washington remains concerned about the Egyptian government’s widespread crackdown against the Muslim Brotherhood, which elSissi ousted from power last July in a coup when he was serving as the nation’s army chief. The Brotherhood, an Islamist political organization, has responded with protests that have turned into violent clashes between demonstrators and government security forces. Egypt is also facing a growing jihadi threat in the Sinai Peninsula, where militants are thriving on a flood of heavy weapons that are easily smuggled in from Libya. Taken together, the security problems have contributed to a severe slowing of Egypt’s tourism industry that began in early 2011 when the country went through its second political revolution in as many years. U.S. officials say they now see an opportunity to guide Egypt toward a more inclusive government that Washington believes will help stabilize the country by curbing the violence and, in turn, attracting tourists to boost its economy. U.S. Secretary of State John Kerry arrived in Cairo on Sunday to meet with el-Sissi in the highest-level American visit since the new president took office this month after winning election in May. The visit signals an attempt by the U.S. to thaw its decades-long relationship with Egypt, which has bristled at the American criticism and refusal to release hundreds of millions of dollars in military aid that Cairo has come to
depend on over the years. Earlier this month, the U.S. quietly agreed to send an estimated $572 million to Cairo in military and security assistance on top of $200 million in economic aid that was already delivered. But Egypt is still calling for the U.S. to send the rest of its annual $1.5 billion in aid, most of it for the military, which has been suspended until Washington believes Cairo is committed to democracy. State Department spokeswoman Jen Psaki said Kerry’s trip aims to “reaffirm our strong partnership” with Egypt. The official said the security threat and the economic downturn have prompted Egyptians to rethink the direction their country is headed, which is why the U.S. sees an opportunity now to push elSissi toward moderation. Kerry plans to stay in Cairo for only a few hours before heading to Amman, Jordan, where he will meet with government leaders there to discuss the bloody insurgency and political crisis in neighboring Iraq. While in Cairo, Kerry also plans to meet with Foreign Minister Sameh Hassan Shoukry and Arab League Secretary General Nabil el-Araby.

given no impression it will provide anything to Iran revealing intelligence sources or methods. So far, the State Department is not reporting any other recent meetings between the U.S. and Iran beyond the one in Vienna. There are reasons both might be interested in continuing the dialogue.Iran, as a Shiite powerhouse, has considerable influence over Iraqi President Nouri al-Maliki, a Shiite who spent years in exile from Saddam Hussein’s regime in Iran.
Iran also is threated by the Sunni extremists who have taken over Syrian and Iraqi territory and are pressing toward Baghdad. But the U.S. doesn’t want to simply side with al-Maliki for fear of seeming to favor Shiite over Sunni. President Barack Obama stressed the need for an inclusive government in Iraq, and several lawmakers have called for the Iraqi leader al -Maliki to step down. Obama said Thursday that Iran could play a “constructive role if it is
helping to send the same message to the Iraqi government that we’re sending, which is that Iraq only holds together if it’s inclusive and that the interests of Sunni, Shia and Kurd are all respected.” If Iran comes to prop up Shiite domination, he said, “that probably worsens the situation.” The two countries have cooperated before, notably when Washington twice invaded Saddam Hussein’s Iraq. They’ve also collaborated on combating drug flows.
ANBAR, IRAq, JUNE 22 (REUTERS): Iran’s supreme leader condemned U.S. intervention in Iraq on Sunday, accusing Washington of seeking control as Sunni insurgents drove toward Baghdad from the Syrian border and consolidated positions in the north and west. The statement by Ayatollah Ali Khamenei was the clearest statement of opposition to a U.S. plan to dispatch of up to 300 military advisers in response to pleas from the Iraqi government and runs counter to speculation that old enemies Washington and Tehran might cooperate to defend their mutual ally in Baghdad. “We are strongly opposed to U.S. and other intervention in Iraq,” IRNA news agency quoted Khamenei as saying. “We don’t approve of it as we believe the Iraqi government, nation and religious authorities are capable of ending the sedition.” The Iranian and the U.S. governments had seemed open to collaboration against al Qaeda offshoot the Islamic State in Iraq and the Levant (ISIL), which is fighting both the U.S.-backed, Shi’ite-led government of Iraq and the Iranian-backed president of Syria, whom Washington wants to see overthrown. “American authorities are trying to portray this as a sectarian war, but what is happening in Iraq is not a war between Shi’ites and Sunnis,” said Khamenei, who has the last word in the Islamic Republic’s Shi’ite clerical administration. Mauritanians vote in presidential poll amid opposition boycott Military surrounds SKorean
NOUAKCHOTT, JUNE 22 (REUTERS): Mauritanians voted on Saturday in an election certain to return President Mohamed Ould Abdel Aziz to office for another five years, but he struggled to secure a turnout high enough to give him a convincing mandate amid a poll boycott. The bulk of the opposition boycotted last year’s parliamentary elections saying the organisers were biased and the process flawed - and talks to try to persuade them to take part in Saturday’s vote broke down in April. That left Abdel Aziz - an ally of Western powers in the fight against al Qaeda-linked Islamists in West Africa - with no major challengers to his rule in the desert nation, which straddles black and Arab Africa. Analysts said the incumbent’s main challenge was to persuade enough voters to take part in the presidential vote and give him a strong mandate. The election got off to a slow start, with only a trickle of people voting at polling stations in the capital Nouakchott in the first hours of the poll. Elections commission
representatives told Reuters that overall turnout was just 37 percent at 3 p.m. (1500 GMT). But participation appeared to pick up in the early evening. “It was hot early in the day so I came late to vote,” voter Khady Gaye told Reuters. “I voted for Aziz because he started many projects and he should get the chance to finish them. I pity those who boycotted the election.” A Reuters journalist recorded turnout ranging between 36 and 63 percent at several polling stations in the capital slightly before they closed at 7 p.m. (1900 GMT). Poll workers began counting ballots as soon as voting ended. BOYCOTT SUCCESS? “Anyone can see that these (opposition) parties are void of any content and no longer even have a political role to play, reflecting the level of their leaders,” Abdel Aziz, a former head of the presidential guard, told reporters after voting. But opposition representatives were calling the boycott a success even before polls closed. “The population responded massively to our
call to boycott an election we did everything to ensure would follow the rules but which the regime stubbornly organised unilaterally,” opposition figure Cheikh Sid’Ahmed Ould Babamine told journalists. Mauritania’s 2009 election saw 10 candidates vying for the presidency. In 2007, there were 19. But the boycott of this year’s poll thinned out the field of challengers, leaving the country’s 1.3 million voters with just a handful to choose from. “In a truly democratic country, a president is logically not elected with turnout of 40 percent. (Abdel Aziz) must seek a compromise,” said Idoumou Ould Mohamed Lemine, another member of the opposition. The president’s four remaining rivals are former government minister Boidel Ould Houmeid; Ibrahima Sarr, a challenger from the 2009 vote; Mint Moulaye Idriss, an administrator at Mauritania’s national press agency and the only woman in the race; and anti-slavery campaigner Biram Ould Abeid. Mauritania officially abolished slavery in 1980, but human rights experts
say it remains one of the few countries in the world where the practice still exists. “Like Nelson Mandela in South Africa who brought hope to the blacks and like Barack Obama in the USA, I will be the first black slave descendant president in Mauritania,” Ould Abeid said after he voted. The country has reserves of iron ore, copper and gold and is trying to boost investor interest in its oil and gas. However, it has long been plagued by political instability and military coups. Abdel Aziz came to power in August 2008 when he ousted President Sidi Mohamed Ould Cheikh Abdellahi, the country’s first democratically elected president, whose short stint as leader was undone by fighting within his own party. He then won a 5-year term in a 2009 poll that was heavily criticised by the opposition, some of whom still do not recognise the legitimacy of his election. SEOUL, JUNE 22 (AP): South Korean military authorities have surrounded a soldier who fled his border outpost after killing five comrades the day before and were trying to persuade him to surrender, a defense official said Sunday. One platoon leader was wounded when the runaway soldier, identified only by his surname Yim, fired on the military personnel closing in on him, according to a defense ministry official who asked not to be named, citing department rules. It wasn’t clear how officers were communicating with Yim. Yim had opened fire Saturday night with his standard issue K2 assault rifle at an outpost near the North Korean border in Gangwon province, east of Seoul, killing five fellow soldiers and wounding seven others. Villagers in a nearby area have been warned not to leave their houses. The village head, Jang Seok-kwon, told YTN news channel that he heard guns fire about 10 times. Yim, who was scheduled to be discharged from the military in September, fled with his weapon, but it wasn’t clear how much live ammunition he had. Thousands of troops from the rival Koreas are squared off along the world’s most heavily armed border. There was no indication that North Korea was involved. But tensions between the two countries have been high recently, with North Korea staging a series of missile and artillery drills and threatening South Korea’s leader. The Koreas have also traded fire along their disputed maritime border in the Yellow Sea. South Korea has repeatedly vowed to respond with strength if provoked by the North. Shootings happen occasionally at the border. In 2011, a 19-year-old marine corporal went on a shooting rampage at a Gwanghwa Island base, just south of the maritime border with North Korea. Military investigators later said that corporal was angry about being shunned and slighted and showed signs of mental illness before the shooting. In 2005, a soldier tossed a hand grenade and opened fire at a front-line army unit in a rampage that killed eight colleagues and injured several others. Pfc. Kim Dongmin told investigators he was enraged at superiors who verbally abused him. All able-bodied South Korean men must serve about two years in the military under a conscription system aimed at countering aggression from North Korea.
Iraq crisis: As the Sunni terror spreads, its fighters look for wives
BAGHdAd, JUNE 22 (THE INdEPENdENT): BAGHDAD: The Iraqi army and the Islamic State of Iraq and the Levant (ISIS) are battling for control of Iraq’s largest refinery outside Baiji north of Baghdad, with each side holding part of the complex. But in the town of Baiji itself, a few miles away, which is completely under the control of ISIS, residents say they are most frightened by ISIS militants going door to door asking about the numbers of married and unmarried women in the house. “I told them that there were only two women in the house and both were married,” said Abu Lahid. “They said that many of their mujahedin (fighters) were unmarried and wanted a wife. They insisted on coming into my house to look at the women’s ID cards (which in Iraq show marital status).” ISIS says its men have been ordered not to bother local people if they are Sunni, but in many places they are imposing their puritanical social norms in the towns they have captured. In Mosul people were at first jubilant that ISIS had removed the checkpoints that for years had made movement in the city very slow. Merchants and farmers were ordered to reduce the prices of their goods. But
tolerance and moderation on the part of ISIS is intermittent and may be temporary. In one case in Mosul a woman was reportedly whipped, along with her husband, because she was only wearing a headscarf rather than the niqqab cloak covering the whole body. In some captured towns fanatical ISIS militants start imposing rules about women’s clothing, watching TV in coffee shops and cigarette smoking almost before the fighting is ended. The restraint, or lack of it, shown by ISIS has important political implications. When al-Qaida in Iraq, the forerunner of ISIS, insisted on local women marrying their fighters during the Sunni-Shia civil war between 2004 and 2008, they alienated much of the Sunni community. They killed even minor government employees. “I would rather have my door kicked in by American soldiers than by al-Qaida because, with the Americans, I would stand a better chance of staying alive,” a young Sunni man in Baghdad said at the time. Such feelings enabled the Americans to create Sahwa, an anti-al-Qaida force among the Sunni. ISIS could isolate itself again through its brutality and bigotry, though its lead-
ers show signs of recognizing where they went wrong last time. Its fighters act as the shock troops of what has turned into a general Sunni uprising, but it is only one part, albeit the most important, of a loose alliance of seven or eight militant Sunni groups that could easily break apart. For now, it is held together by a common sense of grievance and hatred against Nouri al-Maliki, the Prime Minister, and his government whom it sees as persecuting and marginalizing the Sunni community. The departure of Maliki will remove part of the glue holding together the ISISled Sunni alliance. Some strains between the Sunni rebel factions are already evident: When the Naqshabandi Army, of which Saddam Hussein’s former deputy Izzat al-Douri is titular head, put up posters of Saddam in Mosul, ISIS gave them 24 hours to take them down or face the consequences. The Naqshabandi Army did not want a confrontation and complied. Government television channels try to push the idea that the Sunni coalition is already in disarray, but this is probably premature. In most Sunni towns captured by the insurgents, people say they are more
frightened by the return of vengeful government forces than they are by the presence of ISIS. For the moment, the battle lines have steadied north of Baghdad after the blitzkrieg advance of ISIS and its allies. The fighting for Baiji refinery has been swaying backwards and forwards for the past five days. Further south, ISIS holds Tikrit, though a resident said “many people are fleeing to Erbil and Sulaimaniyah in Kurdistan because they think that if the Iraqi Army returns, it will shoot everybody indiscriminately”. In Sunni areas ISIS is still mopping up resistance: yesterday its fighters captured al-Qaim close to the border with Syria after a fight in which 30 government soldiers were killed. For a decade television in Sunni states has dwelt on the oppression of the Iraqi Sunni and it is undeniable that it was ISIS forces that broke Baghdad’s dominance over its Sunni minority. ISIS successes may already be having an impact in Syria, where its fighters have overrun the headquarters of the Western-backed Free Syrian Army in Deir Ezzor province in the northeast of the country. In the mainly Shia city of Baghdad, there is terror
of ISIS breaking through and conducting a general massacre. It is noticeable that ISIS has not activated its cells in Sunni enclaves and there have, by Baghdad standards, been few bombs. It may be that ISIS is over-stretched, but it could be waiting for its fighters advancing from the north to get closer to the capital before activating its cells inside the city. Sunni and Shia in the capital are both worried for a further reason. The government has handed over security in many parts of Baghdad to militiamen who have been setting up their own checkpoints. Some belong to Asa’ib Ahl al-Haq, a splinter group from the Shia cleric Muqtada al-Sadr’s movements, who are well-armed and wear black. There are other militias such as Ketaeb Hezbollah, no relation to the Lebanese movement of that name, who wear a green uniform like the army. Both these militias carry more authority than regular soldiers and the police, many of the latter melting away and staying at home. Baghdadis consider these militias as semi-criminal groups quite capable of kidnapping likely targets for ransom at their checkpoints. Asa’ib Ahl al-Haq is seen as being under the influence of
Maliki and the Iranians but its men act generally in their own interests. The strength of the militias was on display yesterday in Sadr City, the stronghold of the movement led by Sadr. Twenty thousand armed men were paraded with heavy weapons such as machine guns, multiple rocket launchers and missiles as well as assault rifles. Sadr has pledged that these militia will only act in defence of the Shia shrines in Samarra, Baghdad, Karbala and Najaf, but the state’s inability to defend these holy sites illustrates how far its authority has withered in the past two weeks. The military situation remains fluid. “My bet is that the government will not be able to retake Mosul, but ISIS will not be able to keep it long-term,” said an Iraqi political analyst who did not want to be named. He argued that Mosul was a traditional and nationalist city and not a particularly religious one, so ISIS will ultimately be evicted by its people. That may be so, but ISIS has proved by its ferocity that it is difficult to dislodge once in power. In its Syrian capital at Raqqa on the Euphrates it publicly crucified young men who had started an armed resistance movement to oppose it.

FORTALEZA, JUNE 22 (AP): Miroslav Klose rescued a point for Germany, and equaled the World Cup scoring record in the process. Germany was held to an entertaining 2-2 draw by Ghana on Saturday and needed Klose's second-half equalizer to avoid another second-game letdown that has plagued the team in recent tournaments. Klose now has 15 career World Cup goals, equaling the mark set by former Brazil star Ronaldo. He celebrated the goal with his trademark somersault. "It wasn't perfect, but I can't remember the last time I did it," Klose said. "Still, 15 goals in 20 matches, that's not bad." Just like in 2010, Germany won its opening game of the World Cup 4-0 but struggled in its second game. Four years ago, it was beaten 1-0 by Serbia, and the Germans were on the verge of losing again on Saturday. The draw was good news for the United States, however, as the Americans would advance from the group if they beats Portugal on Sunday. "Ghana really threw everything they had at us. It was a very animated match. Both teams had many chances, and many counterattacks," Germany coach Joachim Loew said. "That's not how the match was planned, but that's how it turned out." Referee Milorad Mazic didn't point to the spot when Argentina right back Pablo Zabaleta challenged Ashkan Dejagah in the second half as the midfielder was running toward goal. "It should have been a penalty and red card. There's no excuse. There's nothing that can explain (why) this Serbian referee (did) not give the penalty," Queiroz told reporters after the game. "How can this guy sleep tonight, or for the rest of his life?" Queiroz continued. "With all respect, I would like to have the opportunity to have a one-on-one conversation with him. Why did he do that to us?" Argentina coach Alejandro Sabella said that from where he was sitting it didn't look like a penalty because he got the impression Zabaleta went for the ball and not the Iranian player. Zabeleta also said the referee made the right call. "It wasn't a clear penalty situation," he said. Television replays appeared to show Zabaleta making contact with the ball before bringing down Dejagah. Lionel Messi scored in stoppage time to give Argentina a 1-0 victory.

BELO HORIZONTE, JUNE 22 (AP): The way Iran was defending, it was always going to take a little magic from Lionel Messi to send Argentina into the second round of the World Cup. Until stoppage time on Saturday, Messi had been stifled by Iran's solid back line. Then, out of nowhere, the Argentina captain produced something very special, as he has done so many times for Barcelona, by scoring a stunning goal for a 1-0 victory. Goalkeeper Sergio Romero, who watched the goal from the other end of the pitch, said Messi "rubbed his magic lamp and we won." Messi was more pragmatic. "When I saw that I had scored I was very happy, because we were in added time already and wanted to qualify for the next phase," he said. Argentina coach Alejandro Sabella watched as Iran tightly marked his star player, but said he always had faith that Messi might deliver when it counted. "Messi continued on throughout the match," Sabella said. "He had perseverance, patience, attitude. He always had an eye for goal in his own way." It was Messi's third World Cup goal since 2006. The fixture was also significant for him because it was his 88th Argentina appearance, surpassing Diego Maradona's 87. However, the Group F match had nearly been a disaster for Argentina. Besides defending, Iran also took the match to Argentina in the second half, creating several chances to win it and cause a tournament sensation. Iran was punished, however, for those missed chances. Messi, getting a rare touch, quickly moved the ball toward his dangerous left foot and fired a curling shot from 20 yards (meters) just beyond the reach of the diving goalkeeper and into the left corner of the net. "In the first half, we had four or five clear chances to score a goal and in the second half, they complicated things for us with counterattacks," Sabella said. Rosberg wins Austrian Grand Prix
SPielBeRG, JuNe 22 (aP): Nico Rosberg held off a challenge from teammate Lewis Hamilton to win the Austrian GP on Sunday for the sixth 1-2 finish by Mercedes this season. It was Rosberg's third win of the year and sixth overall as he extended his lead in the drivers' championship over Hamilton to 29 points. Valtteri Bottas came third for his first career Formula One podium while Williams teammate Felipe Massa, who started from pole Position, took fourth. Four-time Formula One champion Sebastian Vettel had an engine problem in the second lap and was doubled by the field before quitting the race in the 36th on Red Bull's home circuit. Hamilton, who was ninth after qualifying, used a blistering start and earned four places from the start and won another place to work his way up to fourth in the opening lap. Rosberg immediately overtook Bottas but lost that position again shortly after the first turn. Mercedes dominated practice Friday with Rosberg and Hamilton posting the fastest times, but Williams hit back the next day when Bottas led the final practice before Massa grabbed pole position — his first in six years.
The track was new to all but four of the 22 drivers as F1 returned to Austria for the first time since 2003. At 4.3-kilometer, the Red Bull Ring is one of the shortest circuits on the calendar, though with just nine turns, it features long straights. Situated in Central Austria's countryside, the track includes inclines of up to 12 percent. It was the 27th Austrian GP, which has been held on different circuits since 1964, with Alain Prost winning a record
three times. Until 1987, the races took place in nearby Zeltweg before Austria first disappeared from the calendar for 10 years. Spielberg also hosted the race from 1997-2003. Five years after the last race, Red Bull reportedly invested 200 million euros ($270 million) for upgrading the track and its surrounding infrastructure. The Austrian GP has been one of two new races to this season's F1 calendar alongside the Russian GP, scheduled for Sochi in October.
Assam official objects to ISL team being named NE United FC
Guwahati/New Delhi, JuNe 22 (Pti): A top official of Assam Football Association has objected to the naming of Indian Super League side to be based in Guwahati as North East United FC, saying that the team should have been named after the home city. Guwahati franchise coowner John Abraham had announced the name of the team as North East United FC on June 10. "The Assam government has spent more than Rs 12 crore in refurbishment of the infrastructure in Guwahati so that the ISL team can be based in the city. So, Guwahati's name should have been reflected in the name of the club," Dutta said. "I have no problems with John Abraham's idea of the team being projected to represent the entire North East region. Following two straight defeats for both teams, neither can qualify for the knockout stages of the World Cup. But Spain in particular has something to play for, despite having already made history of the wrong kind. It is the first defending champion in modern times to be eliminated after two matches, following a 5-1 drubbing at the hands of the Dutch and a 2-0 loss to Chile. In 1934 Uruguay did not defend its trophy while in 1950 Italy failed to get through a three-team group despite winning a match. On Monday, Spain will seek to avoid notching another negative milestone. No defending champion has ever exited a tournament without securing a single point. France came closest in 2002 when it finished last in its group, having only managed to draw one of its games in its goalless campaign in South Korea. Australia will be without the suspended Tim Cahill, whose 20-yard leftfooted volley against the Dutch could end up being the goal of the tournament. "We came here to play football, and as a nation I think we have earned the respect of the world," Cahill said. "I'm proud of this team, the kids. It's one of the best soccer teams I have ever been a part of."
