State Vigilance takes Engineer into custody Morung Express news Dimapur | April 22

A government official, an engineer, deputed to the Nagaland University (NU) by a department of the Government of Nagaland, was taken into custody this morning from NU’s Lumami campus by a joint team of the Nagaland Police and the Nagaland State Vigilance Commission. Sources informed that the raid, which was conducted from 4:00am of April 22, saw the official’s house being cordoned off, and mobile phone along with other items seized. The official was escorted out of the Lumami campus by a team of the Akuloto police, then handed over to the Wokha police, from where the State Vigilance team from Kohima took the official to the State capital, informed sources. When contacted, officials of the State Vigilance Commission and the Wokha police did not deny the report, but declined to provide any further details on the reasons behind today’s chain of events.

KU not to attend NP&NG meeting

MON, APRIL 22 (MExN): The Konyak Union (KU) has decided not to attend the proposed NP&NG (Nagaland Petroleum & Natural Gas) meeting which is scheduled for April 23 at Kohima for the Mon District Zone. This was decided at its Advisory Board meeting on April 21, and informed to the press through a release from KU president S. Manlip Konyak and general secretary Y. Hosea Konyak. The KU reiterated that “the responsible Government & Chairman of NP&NG did not respond to the memorandum of Konyak Union Vide letter No. KU/GEN36/NP&NG/2013-15 dated Mon the 14/10/2013” which was submitted to the Chief Minister of Nagaland and the then Chairman of the NP&NG for rectification of the NP&NG Regulations and Rules 2012 before any MoU is made between the parties.

Chairperson, Nagaland State Commission for Protection of Child Rights (NSCPCR), Meilemla Pongener, has said “public awareness” can be part of an overall approach to preventing child abuse and neglect. “We need to develop an effective child abuse prevention message as well as effective public awareness activities and programmes. By effective planning and newsworthy activities, communities can help to promote healthy parenting practices, child safety skills and protocols for reporting suspected maltreatment,” the NSCPCR chairperson said. Addressing the first foundation day of Nagaland Alliance for Child Rights (NACR) here at Miqlat Ministry on Tuesday, Meilemla, reflected on NACR’s motto ‘Safer Nagaland for women and children’ and posed a question: “Are we safe, both women and children in Nagaland? Are we safe in our own land? If we are not safe in our own land, how can we expect safety in the mainland or in other states?” She added, “Everyday we see violation of rights of women and children –rights enshrined in Constitution of India.” She said in the past Naga society, women and children played a very important role, especially in economic and social activities, and in return men folk protected them from enemies. But with the vast advancement of technology and science in the present day, lifestyles and social structures have undergone drastic changes even in Naga society and so “every day we see one or the other dreadful thing happening in our society, which were not the issues” in the by-gone days, she said. “Even as we work to bring justice in child abuse cases, which are becoming rampant with the changing of times, one very important aspect that we must focus on is prevention,” the NSCPCR chairperson said. Meilemla also reminded women that whenever “we talk about protection of

child rights, we as women are a part of it, since every child is from a mother-a woman. And I feel that we as mothers and women should play a very important roles to protect our rights.” President, Naga Women Hoho Dimapur, Hukheli Wotsa, also shared on the plight of women and children in the context of the present Naga society. Vice president NACR, NT Kikon, spoke on the issues of illegal adoption in Nagaland and NACR secretary, Liangamang Robert, presented the activities of NACR since its formation a year back. Renowned Naga musician Alobo Naga presented a special number on the occasion followed by a special song and choreography from kids of ‘Canaan House of Hope.’ Earlier, NACR president, NK Keny, delivered the welcome address.

Tension over land continues to simmer in the disputed Dimapur-Karbi Anglong border. Fresh trouble erupted on April 22 as at least 30 houses were torched and gun firing occurred at Dikoi village, which is located in the disputed western periphery of Dimapur. There was, however, no report of any human casualty. The day’s violence was allegedly triggered by gunshots that originated from Dikoi.

Dikoi inhabitants highlight “inactive stance” of Nagaland Government According to the inhabitants of Dikoi, Assam Police personnel started firing in the direction of the village at around 1:10pm, Tuesday. The shooting lasted for over an hour. The Assam Police personnel along with the CRPF then swooped down on the village from the south and started torching houses,

the inhabitants said. It calmed after the Dimapur police intervened. The Assam Police, however, maintained that they retaliated after they were fired upon by the inhabitants. A Maruti Gypsy (NL 07 7276) was also confiscated and taken away. The Assam Police alleged that the shots fired by the inhabit-

ants came from the vehicle. The Dikoi inhabitants refuted the allegation stating they did not resort to any gun firing. They further expressed dismay over the Nagaland government’s inactive stance on the prevailing border row with the Assam Police. Today’s was the sixth shooting incident in the vicinity of Dikoi since March 21. The inhabitants of Dikoi asserted that they were the targets in all the shootings. Dikoi is located in a small hillock sloping into a south-west direction.

Stop ‘illegal adoptions’ in hospitals: NACR Nagaland Alliance for Child Rights (NACR) has urged the immediate intervention of Nagaland State Commission for Protection of Child Rights (NSCPCR) into rampant illegal adoptions taking place in both government and private hospitals in Nagaland by serving notice to stop giving infants for adoptions from hospitals. NACR, in a representation to chairperson NSCPCR, stated that such practices not only violate the best interest of the child in the process of adoption but is also a direct violation of Government of India rules on Adoption, which is punishable under Section 370 IPC with imprisonment of not less than 7 years but may extend to 10 years and shall also be liable to fine. NACR said the notice may also be published in local newspapers. The alliance also called upon NSCPCR to disseminate information on legal adoption to the general public through publicity in all forms of mass media/print media to stop all illegal adoptions outside licensed specialized adoption agencies. Further, NACR also appealed for effective implementation of ICPS schemes in Nagaland, setting up of an observation home in Dimapur for Dimapur district and, a special home for children affected/infected by HIV.

blast in Naga women’s groups speak ne reeling under heat wave Grenade Dimapur, 1 injured out on violence against women KOHIMA/SENAPATI, APRIL 22 (MExN): The ever-growing rate of crimes against women in Naga society has yet again drawn the ire of Naga women organizations, which have urged law enforcing agencies to ensure befitting punishment, and the society to imbibe a sense of morality, responsibility and discipline. The Naga Women’s Union (NWU) and the Indigenous Women’s Forum for North-East India (IWFNEI) in a joint statement today condemned acts of gender insensitivity, atrocities and disrespect of women in society. Rampant violence against women, they stated, has reached an “alarming level.” The two women’s bodies cited the examples of the “rape” of a minor girl by Povetso at Mohonkhola, Kohima on April 13, rape of minor girl by S. Ngaopuni (65) of Poumai Colony at Koirengei Hills, Imphal on April 17, rape and assault of a woman (43) by Waikhom Saratkumar (45) in Thoubal on April 14, rape of minor girl of Sora Mayai Leikai, abducted and raped by Md. Rahman alias Namba (22) of Sangai Humpham Cherapur, and a case of trafficking which came to light when an inmate (minor) of Grace Academy, Hamleikhong in Ukhrul District, escaped from the clutches of alleged traffickers while her younger sister in class V is still believed to be in the custody of traffickers. “These incidents of evil acts have shocked our collective conscience and it is an indication of how inhumane one can become,” stated the

NWU and IWFNEI. They appealed to “every sensible person” to denounce these violent acts and “cooperate in rooting out social evils and urge law enforcing agencies to award befitting punishment to the culprits as per the law of the land and promptly trace and rescue the missing minor girl from the kidnappers.” The two women’s organizations also encouraged that “a sense of morality, responsibility, discipline and God fearing is duly imparted in the families, schools, Churches, institutions, etc to eradicate such violence and cruel acts against Women.” Meanwhile, the Naga Mothers’ Association (NMA) today condemned in the “strongest term” the “brutal and senseless murder” of a woman on April 17 in Dimapur, as well as the alleged rape of a minor girl in Kohima. “Such unethical, monstrous and most inhuman crime should be seriously investigated and punished in its severest manner so that it don’t happen again,” stated the NMA in a press release from its president Abei-u Meru and secretary, Lochumbeni Humtsoe. “Violent crimes against women have been re-occuring in our society and just verbal condemnation is not enough. Unless law takes strict action and creates a sense of fear in people, such sad incidents will continue to happen,” it said, also appealing and demanding for the law enforcing agencies to “ensure that the perpetrators are given the strictest punishment possible.”

GUWAHATI, APRIL 22 (PTI): Guwahati is reeling under heat wave condition recording an above normal maximum temperature of 40.1 degrees Celsius since Monday when it was the highest in the last 15 years forcing people to remain indoors to avoid the sizzling heat. Regional Meteorology Centre sources on Tuesday said the 40.1 degrees C temperature was due to westerly hot winds from the Gangetic plains in the lower atmosphere with no moisture feed from the Bay of Bengal to trigger rainfall. Guwahati had for the first time experienced such a temperature on April 17, 1999 recording heat wave conditions of above 40 degrees C maximum temperature and five degrees above normal temperature, the sources said. Guwahati’s normal temperature at this time of year is an average 31 degree C, they said. With Assam experiencing hot weather condition, the sources said the mercury was rising also in the NE region with little change in the weather forecast for the next two days.

For hydration under the scorching sun, people are heading for aerated cold drinks, ice-creams, fruit and sugarcane juice, tender coconut water and other cooling beverages giving brisk business to the vendors of these items. The prevailing power cuts and unscheduled load shedding in Assam is also adding to the woes of the people here not normally used to such a high temperature. This prompted chief minister Tarun Gogoi to review the prevailing power position and direct the Assam Power Distribution Company Limited (APDCL) to take immediate steps to meet the shortfall of power. APDCL Chairman Rajiv Yadav apprised Gogoi that due to drought-like conditions prevailing in the northeast, Assam is not receiving adequate power from the hydro power generating stations of Ranganadi, Kopili, Khandong, Doyang, Loktak and others due to low water level in the reservoirs creating a shortfall of about 275 MW.

Jasokie Market came under attack for a second time in less than a month after unidentified assailants lobbed a grenade inside the marketing complex located at GS Road, injuring one person. The incident occurred at 7-7:30 pm, Tuesday. According to the police, the explosive landed at the back of the building and exploded. One man, identified only as Ranjan and said to be a cook, sustained shrapnel wounds. The injury was not life threatening, it was informed. Though an unrequited monetary demand was suspected to be behind the attack, police said that the targeted business establishment denied receiving any ransom demands. Meanwhile, President of Rice Miller’s Association, Zheito Chophy, has condemned the incident, and urged the authorities to “nab the miscreants and award stringent punishment.”

Demand for early creation of ‘north eastern Province’ NEW DELHI, APRIL 22 (MExN): The North Eastern Province Demand Committee (NEPDC) has submitted a “reminder memorandum” to the Prime Minister of India, Dr. Manmohan Singh, for the “early creation of North Eastern Province.” This was stated in a press release from convenor of the NEPDC, Abon Kamei, who went to New Delhi on April 21 to submit this memorandum, also to Sushil Kumar Shinde, Union Minister for Home Affairs and Paban Singh Ghatowar, Union Min-

The NEPDC stated that it “strongly believes that the creation of North Eastern Province by amending the Constitution of India and giving maximum autonomy to the region will pave way for all round developments of one of the most neglected regions of the country and also lessen the burden of the Central Government for day today administrative works.” The NEPDC projected that the “North East-

ern Province may be given full autonomy for all the affairs of administration, law and order and other developmental activities in the region. The Central Government may retain power pertaining to only foreign affairs, defence, currency, communication etc.” The incorporation of such a special provision in the Constitution of India and establishment of a North Eastern Province, stated the NEPDC, “will safeguard the rights of the indigenous people of the region and they will be the masters

and proprietors of their land and resources.” It believed that this method would address the “genuine interest and aspiration of the people living in North Eastern Region” in a meaningful manner, as well as maintain the Government of India’s “interest” in “unity and integrity” of the country. Kamei mentioned that this is the third reminder to the Government of India since the first memorandum was submitted to Dr. Manmohan Singh in 2011 for creation of a North Eastern Province.

On April 21, another 40 enthusiastic girls from different parts of Nagaland started

their journey to join the free training at O2 Academy. The duration of the training is 6 months, where they will take courses in Beauty, Massage, Facial, Hairdressing and Make Up. Yoga, communication skills, personal development and basic knowledge on computer are also included in the training course. The training is being sponsored by Ministry of Labour and Employment, Govt. of India under the SDI Scheme (Skills Development Initiative) with the objective to provide self-employment opportunity to the educated unemployed youth of the country especially the youth of Northeast India. The Peace Tour on Bikes with the motto “Peace for all”, organized by the North East Students’ Volunteers, Jorhat concluded today with a formal function at Hotel Saramati. Speaking as the Chief Guest on the occasion, Alemtemshi Jamir expressed hope that the Peace Tour program would touch the hearts and minds of the people of North East that would yearn and work together for a peaceful society. He asserted that the uproar in the society is not simply the absence of violence but a lot more complicated and that “we” need to understand the intricacies of the social, political, economical and other impacts on a society that would nurture a peaceful society. “The past has been difficult and the present and future could be more difficult if we do not try to understand it,” he stated. He reminded of the relativity of ethical values by recollecting that head hunting was once glorified in our society. “We consider it a vice in this age. The greatest unrest in the past was head hunting. The present being the different political aspirations or the insurgency problem.” He also observed that another dangerous trend emerging in our society is the ever increasing gap between the haves and the have-nots. Excise seize liquor Dimapur, april 22 (mExN): The Mobile Squad duty party at Chumukedima Excise check gate on April 21, around 2:40 pm seized 300 bottles of assorted IMFL from a Kohima bound taxi bearing registration No. NL01T-7770. According to a press release received here, the passenger of the taxi Tuile Zeliang admitted that the consignment belonged to her. She had bought it from railway gate area to be taken to Kohima, she added. Therefore, Tuile Zeliang was arrested and charged under Nagaland Liquor Total Prohibition Act. The seized articles have been kept in the Mobile Squad Malkhana and will be destroyed after receiving sanction order from the Director of Prohibition, stated the release.

This is basically to train the missionaries to serve with understanding in the fields, empower the local leaders by sharing the resources and conduct various programmes like family and mission seminars, team building and inter personal skill seminars for the church leaders and members to strengthen the local congregation. Nido kiLLiNg: Court extends Judicial custody NEw DElhI, aprIl 22 (IaNS): A court here Tuesday extended, for 14 days, the judicial custody of the four people allegedly involved in Arunachal Pradesh student Nido Tania killing case. Additional Chief Metropolitan Magistrate Pritam Singh extended the judicial custody of accused Pawan, Sunder, Sunny Uppal and Farman for next 14 days, after the four were produced before it. The four were arrested February and booked under various charges dealing with murder and Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act for passing racist remarks against Tania. Tania, 19, died in hospital Jan 30, a day after being beaten up by several shopkeepers in south Delhi's Lajpat Nagar area following an argument over his appearance and clothing. The case was transferred to Central Bureau of Investigation (CBI) from Delhi Police for further investigation after the victim's parents met Union Home Minister Sushilkumar Shinde and Congress vice president Rahul Gandhi, demanding speedy justice for Tania.

"A meeting of the State Level Core Committee on tribal refugee repatriation, chaired by Mizoram Home Minister R. Lalzirliana was held in Aizawl Monday. It was decided in the meeting to resume the repatriation before the counting of votes of the Lok Sabha election May 16," a Mizoram home department official told reporters. The official said the home department would take up the matter with the Election Commission to find out whether the refugee repatriation process would violate the model code of conduct in force for the Lok Sabha polls. He said the central government has sanctioned Rs.7.87 crore as financial assistance to the repatriated refugees. Microsoft ties up with HP, Pearson to launch tablet for college-goers

New Delhi, Apr 22 (pTi): IT major Microsoft has partnered with HP and Pearson to launch a tablet for higher educational students in the engineering and management streams. The companies will jointly launch the Windows 8.1 powered 10.1 inch HewlettPackard (HP) Omni10 tablet with embedded content from Pearson and Microsoft Office in the higher education space. Priced at Rs 29,999, this is the software giant’s second offering. In February this year, it had unveiled the Acer Iconia W4-820, priced at Rs 24,999, with Acer, MBD Group and Tata Teleservices for private schools (K6-12 level). “These customised tab-

lets will make learning interactive and immersive and is part of our continuous efforts to make education more inclusive through technology. TCS, Mitsubishi to form $600 million joint venture MUMBAi, April 22 (TNN): Top Indian IT outsourcer Tata Consultancy Services (TCS) is consolidating its operations in Japan, the world’s second largest software services market, with local conglomerate Mitsubishi. Both are bringing their IT services operations under a single unit, creating a $600-million enterprise in which TCS will have a controlling interest. TCS entered Japan in 1987, paving the way for the Tata group to build a host of other businesses, including automobiles, in the country. The deal involves TCS Japan, Nippon TCS Solution Center - a 60:40 joint venture between TCS and Mitsubishi - and IT Frontier Corporation, a 100% arm of the Japanese financial services-to-foods giant, which will be folded under a single umbrella. TCS will hold 51% while Mitsubishi will hold the remaining in the combined entity, the pair said in a statement. The new unit, expected to be operational from July, will boost TCS’ revenues six fold in one go, increase its employees to 2,400 and ramp up its operations in the $100-billion Japanese market, which is dominated by local and Chinese outsourcing firms.

Nagas need Christian worldview for reconciliation

he Lenten Agreement signed by the three political groups marks the new chapter for “Naga reconciliation: a journey of common hope”. Symbolically, the timing and the word ‘Lenten’ have meaning to the biblical significance in which the process needs to orient in that direction. A close read up on the Republic Day speeches of the collective leaders of Naga political groups this year show positive commitment to engage in reconciliation for common future. Also reading between the lines one finds a departure from the kind of previous years’ speeches which are, more often than not, intent with hatred and viciously vitriolic content of intolerance indulging in self-exoneration. In the twists and turns of the history of Naga national movement came the tragedy of the fall to Naga politics of factions, the fall out of dissension, discord, and rebellion within the Naga nationalists, and in consequence of it saw many wrongs committed for which we are seeking redemption today. Fratricidal killing has caused grave dehumanisation of lives and has bogged Naga communities to moral and social disarray. Ills of intra-contradictions, dissension, righteous attitude, and pseudoChristian attitude prevailing within the Naga communities continue to be the main hurdle for achieving ultimate reconciliation. Therefore, the Naga leaders need to rethink in radically different term about a system that would help restore peace to our broken communities, shattered by past wrongs. Six years ago, the FNR initiated the bold process of reconciliation to rebuild trust between the Naga leaders and accept the truth of, ‘reconciliation is a political necessity’ for an

honourable Naga political solution. The latest efforts of the FNR need serious and sincere engagement from our leaders of Naga political groups, not just paper agreement. So, a valid question to ask is, why should our leaders find it so hard to reconcile each other in the spirit of Christian? Secular worldview – be it naturalism, eastern pantheism, the new age, post modern secularism, liberation theologies, or a host of others have all failed to offer redemption to world chaos. All these worldview have failed to escape its own contradictions or disastrous implications. But Christian worldview, as studies showed, is accepted as the only alternative that offers redemption to world predicaments. Of the numerous alternatives that are as numerous as the various religions and philosophies of the world, Christianity is accepted as the only alternative that can participate in restorative justice programmes, implement redemptive policies, or be rebuilders of broken communities and broken lives. Unless we are utopians, we have to accept the fact that we can never have an ideal type of just society. But when bad things happen to societies and individuals, Christianity is said to have been the only alternative that provides hope of redemption. The truth is that, Christian people doing a Christian thing in a Christian way take the lead not only in producing individual transformation, but in reanimating culture, bringing Christian truth to bear in all aspects of our common lives together. True justice, according to Burnside, involves an ongoing dialectic between the antiseptic and compassionate views, aiming higher to achieve the goal of right relationship. But this dialectic can take place

only within the context of what moral philosopher Alisdair MacIntyre calls a ‘tradition of enquiry’. And in Burnside’s view, that tradition is Christianity which sees humanity in relational term - in relationship between God and humans and among humans. Historically, secular naturalism and biblical theism have been utterly antithetical in viewpoints over different understandings of how government should function to preserve order and promote justice. Philosophers like Rousseau and Voltaire have made a scathing attack on Christianity and its institutions challenging the historic Christian view of original sin and blaming Christian institutions as an oppression that chained men. The Enlightenment of the eighteenth century that propagates State as the ultimate liberator saw its disastrous implications in world history as such paradoxes as the Reign of Terror in French Revolution’s pursuit of Liberty, Equality, and Fraternity. We also saw Marx’s influence of economic solution to social ills that led to the gulags and the killing fields in Cambodia under the totalitarian regime of Pol Pot in the twentieth century. The Naga history too is stained with tyranny and blood as witnessed in fratricidal killings and having seen many public leaders got killed. History proves that all revolutionary leaders in one way or other are under the influence of the writings of Rousseau, Voltaire, and Marx and so on. Utopianism declared God irrelevant to politics and men can achieve a this-worldly redemption through political action, that is, through the seizure and use of power by an enlightened vanguard. This is seen in the political actions of Lenin, Mussolini, Hitler, Stalin, Mao and so

on.

Now coming back to my main point in discourse, today the Naga society lives with unhealed wound of many wrongs committed in the past by the Naga political groups. These wrongs were committed in the trunk line of Machiavelli and Hobbes theories that declared the state is paramount to citizen’s life, justifying that any act, even killing if necessary for the cause of the state, is legitimate. Here, I think, is a syndrome of moral ambivalence where Naga nationalist leaders are caught between two moral responsibilities of as the state heads and as Christians. Paradoxically, the Utopian authority of justifying the act of even the worst kind for Naga nation is against the moral restraint of conscience to do no wrong by the fact of being Christian and believing in biblical teaching of sin. Taking one’s life cannot be justified with convenience like ‘God will understand it’. Naga society is suffering today with wounds of hurts and unforgiving attitude for crimes brought about by political action of those in power. Fairly exercise of restraint of moral conscience to do no more wrong by the Naga nationalist leaders to rebuild and restore a rational and just society is obviously absent. In a predicament like this in Naga context, I believe, our leaders need to embrace Christian restorative justice that is base on restitution or making rights to the extent possible the wrongs done. The reason is that in the context of Naga national movement, God relevance to Naga politics is paramount right from the beginning in against to utopianism that declared God irrelevant to politics. I feel it necessary to quote here some of what our collective leaders’ echoes in their Republic Day speech-

es this year: “Fifty eight years ago on this Day of the Lord as National Government with a framed Constitution in the name of God Almighty that we were and we are a nation” (NNC), “Nagaland for Christ is a covenant of God with the Nagas”, “When God is happy with NSCN, than there will be an honourable solution. If God be on our side who can be against us” (NSCN/GPRN). These have bearing on how Naga nationalism is founded upon God in centre and a total repose of faith in God for deliverance from political bondage. In the light of the above, the Christian worldview must become the guiding belief to engage in reconciliation. Historically, Christianity has brought transformation to the Naga societies to give up headhunting – a culture that legitimizes violence involved in head taking. Today’s fratricidal killing among Naga political factions and systematic targeting of public leaders is a sublimated form of Naga primitive headhunting culture. Retributive justice to ‘even the score’ in killing was the legitimate act of headhunting. There is no difference between fratricidal killing and primitive headhunting in the context of expression of human aggression. Initially Naga primitive headhunting was sublimated through restriction imposed by external agent, Christianity. Nevertheless, that sublimation would not have come to a savage Naga had there not been development of individual transformation from self within. It was Christianity that helped a Naga to transform individually and finally decide that it was morally wrong to kill another for head trophy – the result of the influence of Christian historic teaching of sin. The basic instinct of human aggression and for a Naga too,

can never be sublimed totally but the moral restraint of that instinct comes from the teaching of Christianity. A society that enjoys near ideal type of peaceful and harmonious lives is the one that respect the rule of law and order by the citizens. That natural rule of law and order is dead in Naga societies; it has been reduced to the rule of men, the will of those who holds power which has only compounded evil in Naga society. Restoring that rule of law based on truth is the redemption the Naga societies need today. If there is no truth there is no rule of law. To achieve this objective in the context of the Naga society, no secular views or the applied legal means of reconciliation like in Rwanda would really help the Naga faction groups to reconcile or forgive the wrongs carried out in totalitarian authority by the leaders of all faction groups. It is the biblical view that should really become the means of reconciliation to Naga society because through this means must establish a transcendent authority for the law that would enables the Naga commoners to live in security under the rule of law, which is objectively true. Also, the biblical view must help the Naga Christians to recognise the reality of sin and thus provides a mechanism to restrain it. And it is only the biblical worldview that provides us to account for the wrongs we do, deal with our guilt and provides a way for the human heart to be transformed. The cries of Naga peoples for reconciliation are loud, and the latest Lenten Agreement is welcome by all civil organisations and individuals alike. Therefore, now our leaders need to listen to the voice of the peoples in general and take it forward to reality, beyond mere agreement in papers.

Kohima police cracks NH-29 robbery case, seizes contraband kohiMA, APril 22 (MexN): Kohima police has finally cracked the case involving a series of highway robberies committed along the NH-29 leading towards Phek district. A press release from Shouka Kakheto, SDPO Kohima & PRO, DEF Kohima informed that since January 2014, at least 6 cases of highway robbery were reported from the area involving 3 night buses, 2 private vehicles and various trucks plying along the road. A gang of six armed miscreants were reported to be involved in these incidents and ever since the Kohima police were involved in the

effort to nab them. The breakthrough, the release said, was possible with the arrest of two of the miscreants after a pre dawn raid at Mitelephe village on April 18, 2014. The arrested persons were identified as Teisovesie Rhutsu and Rokozutuo Tepa. According to the press release, the police seized 24 mobile handsets, 2 air guns and other miscellaneous items from their possession. In a continued raid the next day, another two mobile handsets, one air gun and two muzzle loading guns were seized. On April 22, family members, village el-

ders and frontal organizations produced before the police the four absconding persons along with a laptop and 11 mobile handsets. They were identified as Khriesangulie Shunyü, Kevilelhou Shunyü, Zedulhou Tepa, and Mezazetuo Zepfü-e. The release noted that the six arrested miscreants included two pairs of brothers. The Kohima police has expressed its profound gratitude to the family members, village elders, Southern Angami Youth Organization, Angami Youth Organization, Angami Public Organization

and others who helped the police to ensure all the miscreants involved were arrested in the interest of upholding the law of the land. At the same time, it has appealed to all the victims of the robbery incidents to report to the North Police Station, Kohima and record their statements and also identify their looted properties. Meanwhile, the release informed that Kohima police personnel manning Khuzama check gate seized approximately 20 kgs of contraband ganja from a bus bearing Regd. No. MN-04-A-2353 bound

for Guwahati on April 16. Again on April 18, approximately 150 kgs of contraband ganja was seized from an inbound Bolero Vehicle bearing Regd. No. MN05-A-0401 from the possession of KA Candid Sorei of Ukhrul district, Manipur. On April 21, personnel stationed at Phesama check post also arrested two persons identified as Neiphrezolie and Vilievizo Keditsu. The persons along with two others, travelling in an Alto vehicle bearing Regd.No. NL-01-H-6589 were involved in intercepting a Tata Mobile at Mohonkhola area in the wee

hours and snatching the cell phone of the driver, the note stated. Later, one of the other two persons absconding was arrested and was identified as Maisi Newmai of Tamenlong district, Manipur. Further, on April 22, one person identified as Jackson Raising of Senapati district, Manipur was arrested while he was proceeding towards Manipur with a Tata Mobile stolen from New Market area Kohima. Two other accomplices involved in the crime are absconding and efforts are under way to nab them, the note added.

CONFU promotes lac culture in the state English language lab installed in Nagaland DiMAPur, APril 22 (MexN): Confederation of Naga Farmers Union (CONFU), Nagaland is actively promoting lac culture in the state by organising seminars, in which resource persons are invited from India Institute of Natural Resin and Gum, Ranchi. In line with this, CONFU conducted a one day training programme on lac production for Self Help groups at Heningkongwa and Ngwalwa villages under Peren district on April 21, 2014.

A press release informed that resource person Lanukaba Imchen, President CONFU, Nagaland speaking on the topic "Lac culture" said that lac can be produced by inoculating on few selective host trees. Arhar, he informed, is one of the best host trees which can be grown both in the foot hill and cooler regions of the state. He further stressed that arhar improves soil fertility, controls weed population, has higher economic value

than other pulses and lac can be harvested two times from arhar tree. Lanukaba mentioned that CONFU has also started the trial of lac production both in lower and higher regions of the state since October 2013 with encouraging results. The programme was chaired by Keni Meru, General Secretary CONFU Peren district and the training culminated with distribution of arhar seed free of cost to the participants.

Career counseling seminar held for students DiMAPur, APril 22 (MexN): A one day seminar on career counselling under SPEED programme organized by the Department of Land Resources was held today in the office premises of District Project Officer, Land Resources, Dimapur. Forty-five students from four villages – Kiyezu, Khekiho, Pishikhu and New Chumukedima attended the seminar wherein Communication Trainer, Ela Susan James was the resource person. The seminar was conducted under the supervision of Hekato N, DPO, Land Resource, Dimapur. Ela Susan James gave a practical guide to the participants on how to make the right career choice. With a view to improve the quality of teaching and research in English language in Nagaland, English Language Teaching Institute (ELTI), SCERT today installed “Language Lab” here at ELTI Cell, SCERT Directorate. The language lab in the ELTI, SCERT is equipped with one instructor module and ten student modules, which can accommodate ten trainees at a time. The software installed in the ELTI language lab is the premium edition of the Orell Digital Lab (ODLL). Talking to media persons, Dr. Imlienla Imchen said ELTI, will gradually upgrade the language lab to accommodate more trainees. Presently, the lab is giving training to 271 in-service teachers from all the districts of Nagaland. The trainees are on one year diploma course in English language. Introducing the language lab, Vipralhou Kesiezie, Director SCERT said ELTI, Nagaland was established in 2008 under the department of SCERT, in collaboration with English & Foreign Language University, Hyderabad and was sponsored by the language division of MHRD, Government of India. The main aims are to provide in-service training to high school teachers in the state and to provide

programme of advanced training to teachers in universities, colleges and other institutions of higher learning. Stating that economic development and human resource development is directly related with the status of a country learning and using the English language, he said the main objective is to train teachers effectively in their communication skills in English so they can teach the language effectively and correctly in schools. He also informed that ELTI, Nagaland has organized literary activities for the Higher Secondary and college students, such as phonetics, creative writing, writing skill, study skill and reading skill.

In the absence of any other alternative language, the state is compelled to transact the entire teaching learning process through English right from class 1. Hence, improvement of the communication skills in English is a priority for the teachers and students, he stated. He also opined that without having strong command in the language skills, no good learning will take place. “Learning English is an empowerment for one to have access to good universities and employment.” After the formal function, M. TUD condemns murder DiMAPur, APril 22 (MexN): The president of Tenyimi Union Dimapur (TUD) in a press statement has strongly condemned the “brutal murder” of a woman whose body was recovered on April 17, 2014 at Eros Line colony Dimapur. Khalo Kapfo expressed shock, “as how in our Naga Society, where we have so much respect for women has forgotten our social values, ethics and committed such a heinous crime.” He asserted that whoever has committed such a “beastly act” must be booked immediately and awarded the most severe punishment to deter reoccurrence in future. The president also conveyed heartfelt condolences to the bereaved family members and appealed to the authority concerned to act swiftly and arrest all the people responsible for the murder of one of the bonafide members of TUD. The TUD office further appealed to the authority concerned to set up SIT so “the murder case is cracked immediately and justice delivered to the bereaved members.”

Totok Citizen Dimapur condemns molestation DiMAPur, APril 22 (MexN): Totok Citizen, Dimapur, has in a press release from its President and General Secretary condemned the “barbaric act” of Tsareonthung Lotha (61) who molested and attempted rape on one of its members on April 16. Giving an account of the incident, TCD informed that the culprit Tsareonthung Lotha, from Mungya Village, Wokha, and presently residing at Nepali Kashiram, Dimapur, had attempted rape while the victim had gone to collect firewood. The accused claiming to be the land owner had snatched the machete. When the victim pleaded with the

accused to return the machete, the accused on the pretext of returning the machete molested her. The accused also molested the victim’s friend when the friend tried to intervene. The accused was caught following cries for help from the two women. Stating that the culprit had molested the victim only after questioning their identity, TCD questioned if the victim was molested because she was Konyak or if the chastity of a Konyak woman was worth nothing. The union further appealed to the law enforcing agency to speed up the case and book the culprit to set an example to other lecherous persons.

A future with no tomorrow?

T

he notion that every generation enters into a contract with notions of justice, dignity, peace, and purposeful existence needs reflection. Perhaps through this idea of generational contract we come to understand the perpetual changing realities defining the present and future as well. Take state boundaries for example, and how the old boundaries consistently manifest itself in different ways with newer challenges; and how societies have chosen to respond to them. One needs to recall that old boundaries - “colonial boundaries” – were in effect functioning “as the boundaries of emerging states;” whereby the focus on the territory and boundaries rather than on peoples limited the notion of peoples seeking their right to decide their own destiny. The old-boundaries of Western Europe have broken down as the European Commission implements the freedom of movement, which they proclaim as the “main rights of human beings.” The Schengen Treaty zone facilitates free movement of people through 26 sovereign states, with only a Schengen visa, thus altering the concept of state frontiers and territorial integrity. It is hard to imagine that just a generation ago these old-boundaries were the symbols of division; and that countless wars had been fought to establish them. Indeed a new sense of pragmatism is beginning to define the manner in which old-problems are being addressed. Yet, the rationale of state territorial integrity continues to test human imagination in former colonies in Asia and Africa. With traditional notions of territorial integrity being redefined and transformed into less rigid lines of control, it is becoming quite apparent that the principle of territorial integrity is conditioned to the right to self-determination. This suggests that in conflicts between territorial integrity and self-determination, the right to self-determination should prevail. The concept and value of self-determination is not only a broader concept, but is a source that gives birth to the idea of peoples’ sovereignty itself. Under International Law, the principle of territorial integrity is not the end, neither is it absolute in itself; and accordingly, such a principle is to ensure that the interests of the people of a given territory are safeguarded. Consequently, the rationale of state territorial integrity is applicable and meaningful only so long as it continues to fulfill that purpose. No state can claim to safeguard the interest of the people unless the people have themselves expressed their consent and will to be part of it. This dual condition needs fulfillment when the principle of territorial integrity is invoked. The limitation of territorial integrity is best illustrated by Judge Hardy Dillard in the International Court of Justice case on Western Sahara, when he said, “it is for the people to determine the destiny of the territory and not the territory the destiny of the people.” The greatest irony is that while former colonial powers have moved on from its past, even to the extent of breaking down old-boundaries, former colonies continue to rigidly hold on to colonial boundaries. Unless the burden of this history begins to be healed, yesterday will remain the same as today, because it is a future with no tomorrow.

illary Rodham Clinton's upcoming book will be called "Hard Choices," a title that reflects how the potential 2016 presidential candidate may try to define her record as President Barack Obama's secretary of state while she considers another White House campaign. Publisher Simon & Schuster said Friday the new book, to be released June 10, will offer Clinton's "inside account of the crises, choices and challenges" she faced as secretary of state and "how those experiences drive her view of the future." "All of us face hard choices in our lives," Clinton writes at the start of the book, according to the publisher. "Life is about making these choices, and how we handle them shapes the people we become." Clinton's State Department memoir will hit bookshelves as the former first lady and New York senator sits atop polls showing her as the leading Democratic contender should she seek the presidency. Since leaving the State Department, Clinton has traveled widely, giving speeches to industry groups, college students and others while joining the foundation led by her daughter, Chelsea Clinton, and her husband, former President Bill Clinton. A preview released by the publisher indicates that Clinton will highlight a close working relationship with Obama, whom she may wish to succeed. Simon & Schuster said on a website promoting the book that Clinton and Obama "had to decide how to repair fractured alliances, wind down two wars, and address a global financial crisis. They faced a rising competitor in China, growing threats from Iran and North Korea, and revolutions across the Middle East." Clinton's potential candidacy has been eagerly anticipated by Democrats, who frequently ask Clinton about her intentions and encourage her to try to become the nation's first female president. A series of Democratic outside groups is already building support for a future campaign while Republicans question her accomplishments at Foggy Bottom. Republicans have criticized Clinton's response to the killing of four Americans in the 2012 attacks on a diplomatic compound in Benghazi, Libya, and pointed to her handling of relations with Russia. In 2009, Clinton memorably gave Russia's top diplomat a red button labeled, "reset," to symbolize how U.S. relations had thawed, but the button was mistranslated into Russian. In the aftermath of Russia's bold annexation of Ukraine's strategic Crimean peninsula, Republicans have suggested it represented a naiveté. "The only thing missing from the preview of Hillary's book is one single Hillary accomplishment as Secretary of State," said Joe Pounder, research director for America Rising LLC, a Republican group. "Most of the challenges she says she dealt with confronted Secretary (of State John) Kerry when he took over." But the book's preview says Clinton and Obama "grappled with some of the toughest dilemmas of US foreign policy, especially the decision to send Americans into harm's way, from Afghanistan to Libya to the hunt for Osama bin Laden." The book will chronicle Clinton's travel to 112 countries and nearly 1 million miles as secretary of state and "offers her views on what it will take for the United States to compete and thrive in an interdependent world. She makes a passionate case for human rights and the full participation in society of women, youth and LGBT people." Clinton will also "offer readers a master class in international relations, as does her analysis of how we can best use "smart power" to deliver security and prosperity in a rapidly changing world — one in which America remains the indispensable nation." Clinton is already a publishing powerhouse: Her 2003 memoir, "Living History," sold more than a million copies, and her new book's release is expected to include a publicity tour with stops around the country. The new book is expected to play an important role in shaping her legacy and setting up a White House bid if she chooses to run.

The Great and Magical Gabo

F

ew contemporary writers and none from Latin America could match the scope of his influence or the radical inventiveness of his imagination. Affectionately called "Gabo," Gabriel Garcia Márquez, the Colombian Nobel laureate, journalist and author, was the most celebrated Latin American cultural export of his era. He died, at 87, on April 17, in his home in Mexico City. His glamorous mystique -- the houses and apartments strewn across Europe and the Americas, the glossy magazine profiles, the voluptuousness of his words -- was offset by the author's self-deprecating charm and humble back-story. The chasm between his socialist beliefs and the opulent lifestyle to which he ultimately grew accustomed attracted criticism, to be sure, yet his literary reputation never sagged under the weight of that paradox. It was the 1967 publication and 1970 translation into English of his most famous novel, One Hundred Years of Solitude, that vaulted the author to stardom. In that novel, the head of the allegorical Buendía family interprets the world according to his own perceptions. In a warped chronology of events, Macondo's founding family is regenerated ceaselessly, through revolution, natural disaster, and incestuous coupling. Translated into English by the peerless Gregory Rabassa, One Hundred Years of Solitude has sold tens of millions of copies worldwide. It gave exuberant voice to a region of the world that had previously been viewed as lush but inscrutable, best known by many Americans and Europeans for its political instability and violence. As in most of his fiction, in One Hundred Years of Solitude, the author said he sought to destroy "the lines that separate what seems real from what seems fantastic." He did so with rapturous virtuosity, emotional insight, and humor. When the New York Times reviewed the book in 1970, the reviewer, John Leonard, described the work not so much as a piece of literature, but as an experience: "You emerge from this marvelous novel as if from a dream, the mind on fire. A dark, ageless figure at the hearth, part historian, part haruspex ... first lulls to sleep your grip on a manageable reality, then locks you into legend and myth." While One Hundred Years of Solitude is a sweeping metaphor for Colombian cultural history -ghosts and modernity, colonialism and liberal reform, the introduction of railroads, the hegemony of American corporate interests and military jackboots -- the mythical town of Macondo itself was inspired by Aracataca, the Colombian village where Garcia Márquez lived with his maternal grandparents until the age of eight. There, he absorbed his grandmother's supernatural folklore. His left-leaning grandfather, a retired colonel, bequeathed the author a lifelong fascination with military and political power. Garcia Márquez was the eldest of 11 children (though his father, a pharmacist, also claimed several illegitimate offspring). In the fictional Macondo, the character Colonel Aureliano Buendía, "had seventeen male children by seventeen different women and they were exterminated one after the other on a single night before the oldest one had reached the age of thirty-five. He survived fourteen attempts on his life, seventy-three ambushes and a firing squad." Such prose, at once epic and compressed, inspired an entirely new lit-crit lexicon, including terms like "Macondic." Along with other Latin American writers, Garcia Márquez helped to popularize the genre known as Magical Realism. But it's the realism in his writing that's often forgotten. resident Barack Obama's travels through Asia in coming days aim to reassure partners about the renewed U.S. commitment to the region, with an eye both to China's rising assertiveness and the fastgrowing markets that are the center of gravity for global growth. The question: Will it be enough? Nearly seven months after he cancelled an Asian tour due to the U.S. government shutdown, Obama's failure to prevent Russia from annexing Crimea has sharpened concerns that America lacks the will or wherewithal to follow through on its much-touted "pivot" to the Asia-Pacific. "Words come easy," said Philippine political analyst Ramon Casiple. "But U.S. allies would want to know what help they can get when things reach a point of no return." The United States has been stepping up regional military deployments, but has made less progress on rebalancing through broader diplomatic and economic initiatives, such as the Trans-Pacific Partnership, a Pacific Rim free trade agreement. Obama arrives in Tokyo on Wednesday for the first state visit to America's closest ally in Asia by a U.S. president since Bill and Hillary Clinton came in 1996. He will be the first sitting U.S. president to visit Malaysia since Lyndon Johnson in 1966. Allies South Korea and the Philippines, the two other stops on his agenda, are also keen to shore up security ties. U.S. allies wonder if America has adequate capability to back them up in territorial rifts with China, Caspile says, given Washington's budget problems and preoccupation with crises elsewhere. "The American objective is to reassure countries that ... America is here to stay and is going to keep a strong interest in dealing with China together with those countries," said Koichi Nakano, a political science professor at Tokyo's Sophia University. fore the so called "banana massacre," in which striking Colombian workers for the United Fruit Company were crushed by the country's military, who were anxious to forestall a threatened invasion by the U.S. Marines -- a scenario he recasts in One Hundred Years of Solitude. He was a gifted student and attended a state-run boarding school. Later, under pressure from his family, he studied law at the National University of Colombia in Bogotá, but soon turned his attention to writing and never completed his degree. When a Colombian Liberal Party member was assassinated, triggering La Violencia, a decades-long period of civil strife and violence that led to hundreds of thousands of deaths and displaced citizens, Garcia Márquez gave up his legal studies completely and became a journalist. But he also read deeply the literature that would inform his development as a fiction writer. A particular obsession of young Garcia Márquez's was William Faulkner, whose mythical Yoknapatawpha County in the American South has been called a precursor to Macondo. As a columnist in Bogotá in the 1950s, Garcia Márquez wrote an expose about a naval shipwreck -the piece was later published in English as "The Story of A Shipwrecked Sailor" -- that earned him the ire of the Colombian dictator, Gustavo Rojas Pinilla. To quell the fallout, the author's newspaper sent him to Europe as a correspondent, but soon the government shut down the paper altogether. Garcia Márquez kept writing fiction while working as a journalist and moving frequently, with spells in Venezuela, Columbia, New York, and Mexico City. In 1958 he married Mercedes Barcha Pardo, who remained the unmovable pillar of his personal life until his death. The couple resided primarily in Mexico City and had two sons.

The left-leaning Garcia Márquez wrote admiringly of Fidel Castro, eventually befriending the dictator. Both trouble and fame attached to him; The Colombian government planned to have him arrested for his political activities, Mexico offered him refuge, and the French awarded him the Legion d'Honneur. In 1982, he won the Nobel Prize for literature. Later, he would say that he put the prize money in a Swiss bank account and forgot about it for years; he eventually used it to buy the weekly magazine Cambio. While he was lauded for his literary achievement, there were those among even his most ardent admirers who were disheartened by his politics, particularly his cozy relationship with Fidel Castro, who showered his writer friend with gifts that included a house on the outskirts of Havana. He, in turn, described Castro's "childlike heart ... political intelligence, his instincts and his decency, his almost inhuman capacity for work, his deep identification with and absolute confidence in the wisdom of the masses...." Critics and curious contemporaries reasoned that Garcia Márquez was simply star struck by a man in uniform. Others theorized that that the writer was using the friendship to bend the dictator's ear, and help Cubans leave the island or avoid harsh treatment. According to a 1999 New Yorker profile by Jon Lee Anderson, García Márquez, "confirmed that he had helped people leave the island, and he alluded to one 'operation' that had resulted in the departure of 'more than two thousand people' from Cuba. 'I know just how far I can go with Fidel. Sometimes he says no. Sometimes later he comes and tells me I was right.'" The White House, however, was not philosophical about the author's political engagement, and for a period of years he was obliged to apply for a special visa to enter the United States. Garcia Márquez seemed able to live with the moral contradictions posed by his friendship with Castro. But, given the complex dilemmas he assigned his most compelling characters, it's hard to imagine that he was a man who would fail to grapple with that relationship. Take the journalist-narrator of Garcia Márquez's slim, 2005 volume, Memories of My Melancholy Whores, who, nearing the end of his life, shares a ruthless self-analysis: "I discovered that I am not disciplined out of virtue but as a reaction to my own negligence, that I appear generous in order to conceal my meanness, that I pass myself off as prudent because I am evil-minded, that I am conciliatory in order not to succumb to my repressed rage...." Such honest writing is what makes Garcia Márquez's characters so universally accessible, his fiction so humane. But Garcia Márquez also embraced popular imagery, using melodrama, romanticism, and sentimentality unabashedly in novels like Love in the Time of Cholera, based on his own parents' romantic history. He was a fan of telenovelas and boleros and even wrote a profile of pop-singer Shakira in 2002. The female characters in his fiction, while diverse, often fall into the category of dusky cat-eyed temptresses -- the fiery Latinas of a good bodice-ripper. At the same time, child prostitutes and a scene during which a housemaid is raped while doing laundry, reveal a more pitiless and exploitative form of sexuality in his writing. Through his fiction he undermined crude American stereotypes of Latin Americans and informed the world about the region's recent political history. The author himself once noted, "For Europeans, South America is a man with a mustache, a guitar and a gun." Perhaps not so much anymore, thanks in large part to what Garcia Márquez has left us.

In a further show of solidarity, Hagel rebuked Beijing for escalating its territorial dispute with Tokyo over Japanese-controlled islands in the East China Sea that Japan calls the Senkaku islands and China calls the Diaoyu islands. The U.S. is obligated to protect Japan from attack, but has sought to avoid taking a stand on sovereignty over the islands. Tokyo is hoping for more in the way of confidence building, says Hitoshi Tanaka, chairman of the Institute for International Strategy in Tokyo. "We would like to see the president make a strong, clear statement about the Senkaku," said Tanaka. "There is a need for Japan and the U.S. to work to improve the security situation in East Asia." Obama's two-night stay in Tokyo — just enough for the state visit the Japanese had pushed for — in itself sends a good message, said Matake Kamiya, a professor at the National Defense Academy in Yokosuka, near Tokyo. "It's important not only for the psychology

of the Japanese but also for the impression given to the Chinese and North Koreans," he said. The U.S. has 50,000 troops in Japan and about 28,500 deployed in South Korea, where it just concluded joint U.S.South Korean exercises. But Tokyo and Seoul remain at odds over a separate territorial dispute and lingering Korean resentment of Japanese aggression before and during World War II. Getting an early start on fencemending, Obama brought Japanese Prime Minister Shinzo Abe and South Korean President Park Geun-hye together for their first face-to-face meeting since they both took office over a year ago, on the sidelines of a recent nuclear security summit in The Hague. A visit by Abe in December to Tokyo's Yasukuni Shrine, which enshrines 14 convicted war criminals among 2.5 million war dead, irked the U.S. and angered both South Korea and China. At least two members of Abe's Cabinet, and dozens of other lawmakers, paid respects at the shrine just days before Obama's arrival in visits the South Korean side described as "deplorable." But the leaders' attention may well be diverted by a tragic ferry sinking, which left more than 300 missing or dead, most of them teenagers. The United States already has a free-trade agreement with South Korea, which is likely to eventually join the Trans-Pacific Partnership. Both the U.S. and Japan had hoped to announce "substantial progress" on the pact by the time of Obama's visit despite con-

flicts over tariffs on farm products and automobiles. Officials signaled Tuesday that a breakthrough was unlikely. A TPP deal with Japan is vital for making headway with the other 10 countries in the trade bloc, which includes Malaysia, the third stop on Obama's swing through Asia, the market for about 60 percent of U.S. exports. "Obama has two main agendas on this trip, which are to reaffirm the U.S. 'pivot' policy on Asia and to close the final hurdles for the Trans-Pacific Partnership agreement," said James Chin, a political analyst with Monash University in Malaysia. As the U.S. shifts more of its military assets into the Pacific region under new defense guidelines, it is stepping up cooperation with many Southeast Asian nations, including Malaysia. Though Kuala Lumpur's treatment of opposition politicians is complicating matters, Washington wants improved ties with Malaysia, whose majority Muslims adhere to a moderate form of Islam. The U.S. has taken a leading role in the Indian Ocean hunt for the Malaysia Airlines jet that vanished on March 8 with 239 people on board. Chinese naval exercises near the James Shoal, just 80 kilometers (50 miles) off the coast of Malaysia's Sarawak state, have strained Malaysia's resolve to avoid confrontation over territorial disputes. Both the U.S. and Japan have stepped up support for the Philippines, the last stop on Obama's eight-day journey, with Tokyo offering retired coast guard cutters to help fend off intrusions by Chinese naval vessels near still other disputed islands in the South China Sea. The Philippines is negotiating with Washington for a beefed up security agreement to allow more access for U.S. troops, ships and aircraft to detect and deter such incursions. U.S. bases in the Philippines closed when the country ended their leases in 1992, though the two sides have an agreement allowing limited U.S. troop visits, mainly in the south where Filipino troops are battling militants.

THEOLOGY OF SUFFERING AND LIBERATION Rev.Dr.V.K.Nuh I. The newly born church in Jerusalem began to grow rapidly but started to pay the cost. A prominent church leader Stephen was stone to death. The few faithful followers of Christ were as small as a flock of helpless sheep in the midst/face of packed hungry wolves. Stephen saw, “The heaven opened and Jesus standing at the right hand of God”. (Acts 7:35). We may not see Jesus the way Stephen did; but we can see Christ in the history of the church. Since AD 150 onwards we have seen how Christian follow Christ’s suffering in the hands of different countries. We have come to know from Acts 8 that the churches were growing but the reaching out of persecution scattered the church abroad, and whenever they went, they took their gospel with them. In the same manner God has chosen Paul to proclaim His message to the uttermost part of the world. Paul gave his testimony before King Agrippa (Acts 26:15) how he encountered with Christ in Damascus road in the beginning of his life. He came to realized that life would not be easy to follow Christ. It is a matter of life and death. There had never been a day he had not lived in His presence. II. Coming to recent history, racism started in the form of scattered violence against Jews, and the Nazi won 389 of the parliament in 1932. The German Christian churches largely stand by even applauding the development. Pastor Dietrich Bonhoeffer, a German theologian came to the conclusion that: “Nazism is a devilish political movement” so he took part in the plot at an attempt of Hitler’s life. From liberation point of view he could be justified. Dietrich Bonheoffer declared that the church had too long been only interested in maintaining its righteousness like that of Pharisees, for too long it had been concerned only keeping its hand clean, even to the point of failing to face the fact. To him the cross means sharing the suffering of Christ to the last and to the fullest. Only a man thus totally committed in discipleship can experience the meaning of Cross. III. It is questionable which church was stronger in the last four decades, the church under communism or under capitalism. A great growth of the church in China continues students, intellectuals and even party members are coming to this faith. A leaked Government census document has been reported as putting together the number of Christian at 100 millions. It is because of the suffering, churches brought Christian in such high percentage of growth. IV. The death and resurrection of Jesus Christ stand at the point of division between “the old order” and the “new order”. In the “new order” the new age is no longer the era of law, or of sin, or of death, but of life and grace (Gal.6:16). The new life order is the one who received the eschatological age. The new creation embraces not only individual fate but also entire creation (Rom. 8:19-23). This is possible through the breaking of old solidarity with Adam (death) and accepting the new solidarity with Christ (life). How this transformation does take place? This driving force which keep the church going forward in the midst of despair, exploitation and cynicism? The new humanity is created after liberation by God, bring peace with God. This whole creation shares with the creative process initiated by God. Jesus declared manifesto of Kingdom of God. Lucan Theology (Luke 4:18).

With the help of Christian economists, sociologists and theologians, the Bishops were able to see deeper than mere expressionistic view Latin American and to root causes and underlying structures on injustice and oppression. They call those realities and structures “Eternal Colonialism”, “Money Imperialism” and “Inter-Colonialism” and they prophetically pointed to them as “Institutionalized Violence” as a sinful situation. It is amazing to see how Latin American Churches radical thinking restructured the whole structure. This is what I mean re-structure need a leader who can discover the people and situation. This needs a man of radical thinking and participate the realities of prevailing situation. As we see our situation today, we need to restructure of our institutionalized churches. Every theology must be a living theology and it must address to the contempo-

rary realities in a given context else it is just a price of historical study of religion. John Stott said, “People reject in Gospel not necessarily because they think it is false but became it no longer resonates with them. His word is not pre-historic fossil, to be exhibited under glass but a living message for contemporary world”. The Naga Christian today must address to the living realities of Nagaland such as self-determination of the people, pain and suffering of the people, Problems of peace, justice and human rights; unity of the people, tribal solidarity and tribalism, social evils and corruptions; prophetic missions of the church.

VI. MInjung Theology “Minjung Theology is a Korean word combining two Chinese characters: “Min” translates as “people” and “Jung” translated as “the mass”. Therefore when Simon Commission came to Kohima the Naga people then submitted the memorandum to the Simon Commission in 1929 which read “We should not be thrust to the mercy of the people who never subjugate us; but leave us alone to determine ourself as in ancient times” When time comes, the Great Britain to hand over the power, India had to divide in the religious line among Hinduism, Muslim, and Buddhist. The Naga leaders led by A.Z.Phizo said “Naga will join neither India nor Pakistan; we are Christian and cannot be Hindu and Muslim”. When Republic of India conducted the first general election Nagas sent back the empty ballot box to Shillong. But When Naga plebiscite was conducted 99.99% gave thumb impression for Naga Independent. Years back when Assembly election came people have forgotten their religion. It is said that last general election Rs. 10,000 Crores of rupees have been spent, where those money have gone and who gave them? Today we have seen Naga people voting percentage came up to 94 % whereas the other state is only 50% in recent Lok Sabha election. To us be it NPF or Congress or any other political parties makes no difference. All the party took oath to serve the Government of India. Does it mean that Naga are still fighting for sovereignty or broken our Covenant what Naga people have done 70 years ago. In today’s generation, the Indian election system is destroying all the spiritual firmaments, social fabric, economic justice and people’s morality. Birth, marriage and death are three key events in a person’s life which all religions and cultures observe. Every tribe in Nagaland is unique and wonderful with their own ways of celebrating these key events. Of these three key events, marriage is probably the only one where the participants take an active part in organizing and planning the ceremony. When we look at some of the practices like dowry and sati which used to take place in society, they seem out of place with these modern times. We take a look at a Naga marriage custom and its brush with modernity in our pluralistic society.

The Price of a Naga Bride

W

hen father married mother, he paid a dowry of 10,000 rupees in cash to my maternal grandfather. Grandfather, in turn gave ornaments, and all necessary household items to my mother as gifts when they married .That was way back in 1978. Back then, our Sumi Nagas had a marriage custom where grooms paid bride- prices (in cash or kind). The price of a girl depended on her family lineage, her accomplishments, her education, her intellect, her appearance. In short, the finer the girl, the higher the prices. Mother, being a chief’s daughter, working as a primary teacher and having her snapshot, in which she is in traditional attire, adorn the wall of a particular photo studio in Mokokchung, her high bride price was considered well justified. The customary bride price was practiced, it was believed, to ensure young women did not become involved in any sort of scandal. If she did, the bride-price was substantially reduced (Joshi). During my higher secondary days, an Ao friend once asked me “I heard Sumis sell girls; is that true?” I did try my best to explain the value of our bride-price to her, though at the end I could feel she still found it ridiculous. Anyway, that was in 2001. By that time, majority of our tribe had outgrown practicing the custom of bride–price. People realized daughters could be relied on by parents even after marriage and hence, the old claim of losing their daughter no longer validated the demand for bride-price. Many began to feel that asking dowry strained a groom’s economy, which could make the couple suffer after marriage. At the same time, girls no longer wanted to be considered sold off, especially in the modern world of equality and liberty, thus, ended the saga of our bride-price. A proper Sumi marriage begins with a proposal which is brought on, through the prospective groom’s family or even a close friend, directly to the girl’s parents or indirectly through the girl’s aunt, after which, if accepted, engagement follows and a date is set for the wedding. The span of days from the proposal- to the days of engagement- to the actual marriage day may differ according to the convenience, but the general pattern was maintained by all in the olden days and is followed with equal reverence till today. Towards the approach of the marriage, pigs are killed and heads and legs distributed to the worthy (closest and elderly, selected) kin of the bride. It is considered an insult to give the wrong piece of meat; also we believe returning the meat is a bad omen. The meat giving seems to be undergoing some kind of crisis lately, with some people discouraging it, and some organizations banning it too. It is understandable why it’s not supported much these days – apart from the heavy expenses borne to buy the pigs, there have been instances when people had resorted to giving meat to influential people who are not customarily obliged to receive the meat. Besides thatthere have been many complaints of the pressure and expectation of the kin (who were given meat) who felt compelled to give more in the reception, especially when these days, weddings seem to be increasing every month .Despite its fault, meat-giving has not been able to be pushed aside completely because there has been no other better practice that could take its place to function as an expression of honor. Some of our marriage customs have discontinued over the years, some continue,while others have been newly incorporated. In our Sumi marriages, these customs function as our guide; they help us focus on things to be done and how to do it in a systematic and organized manner. They teach us values which strengthen our family bonds, re-connect us to our roots and remind us of what’s important in our life. Those of us who have attended a Sumi wedding in recent times should not be left in error to feel that the new definition of our marriages are white weddings, with the perfect theme, billowing wedding gowns ,a cute ring boy, bridesmaids, flower girls, international cuisine, exchange of rings and not forgetting the dummy cake or the favors we get. Behind the glamorous Hollywood set up, the real value of a Sumi marriage is still influenced to a certain extent by the fulfillment of customs of the past. With globalization, our community has undergone many changes in many areas of life. Our marriage system too could not retain its purest form because, as we say in Sumi “Ado aghuloki no saghi vecheni ke” (Time brings it on) and with time we have learnt to give up certain things even as we started incorporating some new ones. But in fact, it’s not just our Sumi marriage custom but every aspect of our Naga culture, institutions or customs that cannot be said to exist still in its purest form today. Maybe, retaining its purity is not what matters most, but it can be holding on to things which can help us unite stronger; help us grow and hope for better things in life without having to give up or deny who we really are. On the other hand, maybe we should be letting go of things which unnecessarily put stress or demean any other person irrationally , one which is a stumbling block towards prosperity of the greatest, one which divides, one which makes us gain at the expense of other’s pain. Our Naga society faces a great threat of losing our native culture today in the face of modernity. Our traditions and our customs could still be relevant even in future or become obsolete. Whatever the case may be, I believe that if we do have to give up any of our tradition or old way of life, and if we find that it no longer stands the test of time, it should only be given up for a greater value, for the greater good, and nothing less beyond that. *The Sumi practices mentioned above may vary slightly from region to region and have been sourced from oral testimonies and case studies. ‘Lady of TN, better than Narendra Modi’

ChENNai, april 22 (agENCiES): Tamil Nadu Chief Minister Jayalalithaa today ended her gruelling 51-day campaign across 40 Lok Sabha constituencies across the state and Puducherry during which she exhorted the people to vote for her party in April 24 polls and make it part of the next government to protect their interests. (Hectic campaigning in Puducherry as polling date approaches) Ending her campaign in the city on the eve of deadline for electioneering, she signed off in style by claiming, “The lady in Tamil Nadu is better than Modi in Gujarat in governance.” Reeling out data on various parameters to buttress her stand that Tamil Nadu was ahead of Gujarat, she asked the electorate who was the better administrator, “Gujarat’s Modiyaa or Tamil Nadu’s intha ladyaa (Gujarat’s Modi or this lady)?” to a thunderous applause and asserted it was she who gave the best governance. The AIADMK supremo also attacked the DMK and Congress on various issues, especially corruption. Jayalalithaa, who has been steadfastly pursuing her national ambitions, has visited all the 39 constituencies in the state and the lone seat in neighbouring Puducherry since March 3 appealing the voters to prefer only AIADMK nominees.

EC clamps prohibitory orders in TN

ChENNai, april 22 (agENCiES): For the first time, the Election Commission (EC) has directed all district Collectors in Tamil Nadu to promulgate orders under Section 144 of Criminal Procedure Code banning campaign by political parties and any assembly of more than five persons from 6 pm on Tuesday. Addressing media persons here, Chief Electoral Officer, Praveen Kumar said, “The campaigning stops at 6pm today. We have asked all district collectors and Commissioners of Police to proclaim Sec-

tion 144 throughout the State, prohibiting campaign by political parties. This is the first time such a measure is being implemented in the State. The prohibition will be in place until 6am of polling day.” He said the door-to-door campaign is permissible under law but, more than five persons in a group should not move around. Any campaign through electronic media, meeting, and rallies will not be allowed. Politicians who are outsiders in any constituency should leave the place, the order said.

Though her party’s alliance with the Left parties collapsed just few days into campaigning, Jayalalithaa went ahead and announced candidates for all constituencies and launched her campaign even before other parties could even finalise their alliances. Along her trail, Jayalalithaa made fresh allegations against DMK leaders M Karunanidhi, M K Stalin, T R Baalu, among others, who she claimed had corruption charges against them. Jayalalithaa, who rapped the Congress-led

UPA and its erstwhile ally DMK during her initial part of campaigning since March 3, turned critical against Modi-led BJP government in Gujarat during the later part, attempting to counter predictions that she was soft on the saffron party and would join hands with it post Lok Sabha polls. She made her first attack on the BJP on the day its Prime Ministerial candidate Modi addressed an election rally in the state capital on April 13, on the eve of Tamil New Year day. Since then she has been devoting a better part of the

speeches to attacking Modi’s Gujarat model. At today’s rally here, she rejected DMK’s accusation that her government had not delivered on the promises made in the 2011 manifesto, saying a majority of the assurances had been implemented and even the remaining would be fulfilled in the next two years. “When the DMK had not fulfilled its promises made in 2009 polls, the party is trying to cheat you by making promises again,” she said. She claimed DMK was “playing second fiddle” to

Congress even now out of “fear” of further CBI action against party leaders. Alleging that DMK leader M K Stalin’s family was using a Hummer car that was “illegally imported,” she said the CBI conducted a raid against him after the party withdrew its support to the Congress-led UPA. However, the issue was put on the backburner as the Congress felt that the DMK will help it some time, she said. “Now, it is being said that the car has been conditionally returned. Karunanidhi and Stalin must answer on this,” she added.

ChENNai, april 22 (pTi): The curtains came down on the more than a month-long mercury-rising campaign for the April 24 Lok Sabha elections. The stage is now set for polling, which will decide the fate of over 800 candidates from AIADMK, DMK, BJP, Congress and DMDK besides others. The high-decibel vote canvassing exercise was dominated by a series of barbs, charges and counter-charges as arch rivals DMK and AIADMK are eyeing the results as a self assessment exercise ahead of assembly polls, just two years away. Top leaders across the political spectrum — Narendra Modi, Sonia Gandhi, Rahul Gandhi, L.K. Advani, Prakash Karat, Jayalalithaa, M. Karunanidhi and M.K. Stalin among others criss-crossed the roads and airspace of Tamil Nadu, lighting up the electoral battle that is poised for a close finish due to a fivecornered contest. Prime Minister Manmohan Singh, who has maintained a low profile during this polls, avoided campaigning in Tamil Nadu where Congress is facing the polls on its own. If at all there could be an undercurrent of the intense campaign, it was Modibashing by all those not part of the BJP-led NDA, a new trend that was not as much

visible in the 2009 Lok Sabha and 2011 Assembly elections. The Gujarat Chief Minister himself addressed a series of rallies in anticipation of his party-led NDA returning a significant number of seats. For DMK, this campaign was all about its ‘Rising Son’, with party chief M. Karunanidhi’s offspring Stalin setting off on a whirlwind campaign, as his ageing and wheelchair-bound father seemed to take a back seat in the face of his old age and health. Stalin’s hectic campaigning came in the backdrop of his brother and expelled Madurai leader M.K. Alagiri’s contention that his sibling’s signature was stamped all over the candidate selection process. He singled out AIADMK and its chief Jayalalithaa for the problems of people like power shortage, drinking water supply and law and order problems. Ms. Karunanidhi hit the campaign trail later, Jayalalithaa, once in a while indicating of a post-poll support to Congress for a ‘secular’ government at Centre. BJP, a relatively no-player in the Tamil Nadu political space, especially since its nil performance in 2004 and 2009 elections, seemed to ride the ‘Modi’ wave as it pulled off a six-party alliance, overcoming several glitches during the seat sharing talks.

Farrukhabad, april 22 (iaNS): The global jaunts of External Affairs Minister Salman Khurshid in the furtherance of Indian diplomacy have cut little ice with voters in the Farrukhabad Lok Sabha constituency, coming as they do in the height of the election season, with many wondering: “What have we gained from your foreign trips? We are still without roads, sewers and jobs.” The question is legitimate if one looks at the total lack of infrastructure in this one hick town where one seems to be in a time warp. The contrast is stark when one looks at the development in surrounding Mainpuri, Kannauj and Badaun, strongholds of the Samajwadi Party that rules Uttar Pradesh. “When it rains, the gullis (bylanes) are flooded waist-high. We fold our trouser and balance it on our head as we walk or cycle,” said a man who works at a ‘zardozi’ embroidery factory. The old houses are in desperate need of repair and renovation, the narrow lanes with open drains and fly-infested ware being sold from hand carts are not only a dismal sight but also tell the story of the low economic status of the people here. The only glitter, as it were, to be found in this town are the heaps of gold and silver thread stored in embroidery units operating from almost every home. Farrukhabad, once a big textile handprinting centre, is now the hub for ‘zardozi’ and ‘dabka’ work which adorns bridal

and festive wear. ‘Zardozi’ feeds the owners and workers of embroidery factories and is the largest provider of employment here. Haji Muslim Khan of Roshan Enterprises, manufacturers and wholesalers of lehangas and sarees, feels that Khurshid has done little to boost Farrukhabad’s ‘zardozi’ industry. “Our stuff has to be sent to stores in Mumbai and Delhi but there is barely any train connectivity. There is a weekly connection between Delhi and Farrukhabad. Traders don’t come here because it is so difficult to travel. Zardozi is the lifeline for the people of Farrukhabad. He should do something to help this trade instead of distributing chooza (chicks) for rearing,” Khan told IANS. Distribution of chicks and solar lanterns is part of the initiative undertaken by the Dr. Zakir Hussain Memorial Trust run by Khurshid and wife Louise for the welfare of the disabled. “We need opportunities for employment, not charity,” added Tanveer, who is learning the zardozi craft and gets about Rs.100 for an eight-hour shift. “Salman Khurshid has no time to look at our problems and woes. His wife is busy renovating their ancestral home in Kayaamganj, which is about 30 km from here. Appearing before a bench headed by Chief Justice P Sathasivam, senior advocate Anand Grover had pleaded that it should consider the April 15 verdict recognizing transgenders or eunuchs as third category of gender while taking a decision on curative plea. The then government did not allow the police to act while creating an impression that the police were not performing their duty, the sting operation titled “Chapter 84” added. “The government’s intention appeared to be that the Sikhs should get some punishment,” said Shoorveer Singh Tyagi, then police station house officer (SHO) at Kalyanpuri, whom Cobrapost interviewed. “Messages were broadcast directing police to not take action against rioters who were shouting slogans

of ‘Indira Gandhi zindabad”,” Rohtas Singh, SHO at Delhi Cantonment, told Cobrapost in an interview. This is nothing but contempt of court,” said Justice Dattu, taking exception to Solicitor General Mohan Parasaran’s submission that four directions of July 2011 order had to be read in conjunction and not separately. The court made it clear that at no

stage, the operation of July 2011 was stayed and it was incumbent upon the government to continue with the investigation. The apex court by its July 2011 order directed the centre to furnish to petitioners and counsel Ram Jethmalani and others “forthwith” all those “documents and information which they have secured from Germany” in connection with Indian account holders in banks of Liechtenstein. Rejecting the plea by Solicitor General Parasaran that the first direction could not be read without the direction that provides for a Special Investigation Team (SIT), the court said the use of word “forthwith” itself says that the information secured from Germany has to be provided to Jethmalani and others immediately without waiting for any other outcome. “You have to furnish the information provided by Germany ‘forthwith’ and not after the investigation by the SIT. Forthwith means now. Where does the SIT come into the picture? We will clarify the order if you want to take instructions (from the finance ministry),” the court said, making clear its

displeasure at the way the government chose to sit on its orders. Saying there was no ambiguity in the four directions issued by the court July 4, 2011, the bench said each of the directions had to be seen independently and not together. Adjourning the matter till April 29, the court asked Solicitor General Parasaran to take instructions from the government on what it intends to do for complying with the directions of the court without waiting for the SIT coming into existence. The court also asked both the petitioners - Jethmalani and Parasaran - to suggest a common name to be appointed as chairman of the SIT after it took on record two communications sent by Justice B.P. Jeevan Reddy expressing his inability to function as the SIT head. The court asked both sides to ascertain whether Justice M.B. Shah - the vice chairman of the SIT - would like to step into the shoes of Justice Reddy. In any case, the court said both the parties have to suggest a replacement and it would be better that the suggested name was common to both of them.

Acts of bravery emerge from pilloried ship crew

MOKPO, APril 22 (AP): As the ferry sank, some crew members gave their lifejackets to passengers. One refused to leave until she shepherded students off the ship, and was later found dead. Others worked from rescue boats to break windows with hammers and pull people trapped in cabins to safety. Nearly a week after the sinking of the South Korean ferry, with rising outrage over a death count that could eventually top 300, the public verdict against the crew of the Sewol has been savage and quick. “Cowards!” social media users howled. “Unforgivable, murderous,” President Park Geun-hye said Monday of the captain and some crew. Some fled the ferry, including the captain, but not all. He called the emergency 119 number which put him through to the fire service, which in turn forwarded him to the coastguard two minutes later. That was followed by about 20 other calls from children on board the ship to the emergency number, a fire service officer told Reuters. The Sewol ferry sank last Wednesday on a routine trip south from the port of Incheon to the traditional honeymoon island of Jeju. Of the 476 passengers and crew on board, 339 were children and teachers on a high school outing. Only 174 people have been rescued and the remainder are all presumed to have drowned. The boy who made the first call, with the family name of Choi, is among the missing. His voice was shaking and sounded urgent, a fire officer told MBC TV. It took a while to identify the ship as the Sewol. “Save us! We’re on a ship and I think it’s sinking,” Yonhap news agency quoted him as saying. NEW YOrK, APril 22 (iANS): Are you a long-time alcoholic and cannot understand why you do not enjoy the same muscle strength you had before you started drinking? Turn to mitochondria for an answer. Mitochondria - organelles that produce the energy needed for muscle, brain, and every other cell in the body - stop self repair in both long-time alcoholics and patients with mitochondrial disease resulting in muscle weakness, a study says. This is because “alcohol can have a specific effect on one gene involved in mitochondrial fusion”, said lead author Gyorgy Hajnoczky from Pennsylvania-based Thomas Jefferson University. In a healthy individual, mitochondria repair their broken components by fusing with other mitochondria and exchanging their contents. An inkling that fusion might be important for the normal muscle function came from research on two mitochondrial diseases. “A symptom of both disease is muscle weakness and patients with both these diseases carry a mutation in one of the three genes involved in mitochondrial fusion,” said first author Veronica Eisner, a post-doctoral fellow at Thomas Jefferson University. To investigate whether mitochondria in the muscle could indeed fuse to regenerate, Eisner created a system to tag the mitochondria in skeletal muscle of rats. The results showed for the first time that mitochondrial fusion occurs in muscle cells, Eisner informed. The research showed that of the mitofusin (Mfn) fusion proteins, Mfn1 was most important in skeletal muscle cells. Once they had identified Mfn1, they were able to test whether mitochondrial fusion was the culprit in other examples of muscle weakness, such as alcoholism. One long-term symptom of alcoholism is the loss of muscle strength. “We found that Mfn1 abundance went down as much as 50 percent in rats on a regular alcohol diet. WASHiNGtON, APril 22 (AP): A leader of ethnic Kachin rebels battling government forces in Myanmar has urged the U.S. to play a role in peace talks to quell decades of conflict in the country’s lawless border regions. Clashes in northern Myanmar intensified this month despite efforts to forge a nationwide ceasefire agreement between the government and all armed ethnic groups. Rebel Gen. Sumlut Gun Maw said Monday that the spike

in violence is an effort by Myanmar’s army to militarily weaken the Kachin forces before any cease-fire is signed. “I can tell for sure this is not an accident. This is a planned act from the government side,” Gun Maw, vice chief of staff of the Kachin Independence Army, or KIA, told The Associated Press as he wrapped up a trip to Washington and New York where he has met with senior U.S. officials. Myanmar state media have reported that at

least 22 people have died in the fighting sparked by a KIA ambush on April 4. Humanitarian groups say hundreds of villagers have since been uprooted, and some crossed into neighboring China. Gun Maw said it was difficult to say what triggered the latest fighting, but that the Myanmar army had deployed 10 additional battalions — equivalent to about 1,500 troops — in the first week of April during the latest round of ceasefire talks. He said that demonstrat-

ed the army’s intent to increase its leverage in negotiations. As Myanmar has shifted from five decades of harsh military rule, opening up the country after years of isolation, President Thein Sein’s nominally civilian government has reached individual cease-fires with most of the many ethnic rebel groups. But a longstanding cease-fire with the KIA, one of the largest rebel groups, has collapsed and fighting has flared periodically in the past two years, displacing some 120,000 Kachin civilians. Gun Maw said there have been positive changes in the democratic transition in the country, also known as Burma, but “one thing that has not changed is how they (the government) view and deal with the ethnic nationalities.” He demanded formal recognition for the rebel groups and equal political rights for minorities. Analysts say the negotiations for a nationwide cease-fire are the most serious peace effort in decades, and the government hopes to reach a deal within the next few months. But the deadline has repeatedly been pushed back. While the Kachin and other ethnic groups have for the first time been able to negotiate collective-

ly with the government, they remain anxious the peace process should lead to serious negotiations on autonomy. “Our hope is that by involving big countries like the United States, both sides may be more committed to resolve this conflict,” said Gun Maw, who is among the ethnic negotiators. China, Britain and the United Nations should also be observers, he said, helping to ensure any deal is adhered to. Myanmar government spokesman Ye Htut, however, said Tuesday that the conflicts with ethnic armies are an “internal” issue that should be solved locally, “among us.” Ye Htut added that although Thein Sein’s administration is open to advice from friendly nations, the U.S. track record in ending fighting in places like Iraq and Afghanistan is “not impressive.” Efforts to resolve Myanmar’s ethnic conflicts attract less international attention than other aspects of its democratic opening that began in 2011 and has seen opposition leader Aung San Suu Kyi freed from house arrest and elected to parliament. But the ethnic reconciliation efforts could be crucial to the nation’s long-term stability.

Even while accustomed to success, Manchester United realized just how reliant its unprecedented dominance was on the managerial mastery of Alex Ferguson. "Any successor to our current manager may not be as successful," the club's American owners warned potential investors in 2012, a year before Ferguson's sudden retirement after delivering 38 titles. With David Moyes not even completing a full season in charge, what an understatement that now seems. United's first managerial transition since 1986 has been a calamity, with unwanted records set and mounting disillusionment where once the club was the byword for stability in the mad world of football. What a costly mistake it was entrusting Ferguson with hand-picking his successor, allowing him to overlook more accomplished candidates on continental Europe with resumes befitting a club of

United's stature, and turning to a fellow Scotsman who didn't win a major trophy in 11 years at Everton. "His appointment is a victory for common sense and stability," the club trumpeted at the time. "United are in safe hands." But Moyes couldn't grasp the biggest job in English football, it quickly transpired. Even with a six-year deal, Moyes was constantly on edge as a side that ran away with a 20th English title by 11 points in Ferguson's final season went into freefall. Out of his depth tactically and looking increasingly haunted, Moyes was not backed publicly once by the club. Vice chairman Ed Woodward, blamed by many fans along with Moyes for the club's failure to strengthen the squad after he assumed transfer responsibilities last summer, maintained a noticeable silence as discontent grew. United became an object of ridicule, particularly over Moyes' increasingly far-fetched assertions of his team's supposed strengths after losses. Old Trafford was a for-

He succeeded, with United's 13 championship successes under his tenure taking the club past Liverpool's record 18 to 20. How galling must it be for Ferguson to now see Liverpool on the brink of its first title since 1990, 23 points in front of United? It must be just as irritating for Moyes to see Everton, the club he left for a supposed upgrade on the managerial ladder, sitting in fifth, 12 points and two places ahead of his team, which is disjointed and lacking direction. One direction the team isn't headed is across the English Channel to Europe for competitive matches. Moyes' last salvation this season was winning the Champions League but, after limping through past Olympiakos, United exited in the quarterfinals against Bayern Munich. Humiliating for a team that has qualified for the Champions League through the Premier League every season since 1995, United might not even make the cut for the unloved junior competition: The Europa League. Just as significant as the loss of tens of millions of dollars of UEFA revenue is the damage to the club's prestige. And this is a club that claims to have 659 million followers, or 1 in 10 inhabitants of the planet. One family follows United with no apparent affection beyond the ability to generate cash from the club: The Glazers, who have infuriated fans throughout their nine years as owners. Far more troubling for fans than the Glazers' lack of engagement since 2005 is the toxic issue of the club's debt that was nonexistent before the owners of the NFL's Tampa Bay Buccaneers saw the opportunity to squeeze cash out of English football's biggest club. More than $1.1 billion has been drained out of Old Trafford by the Glazers to service a debt that five years ago reached 716.5 million pounds (then $1.1 billion) and was 356.6 million pounds ($590 million) on Dec. 31.

OKlAHOMA CiTY, ApRil 22 (Ap): Zach Randolph scored 25 points to help the Memphis Grizzlies defeat the Oklahoma City Thunder 111-105 in overtime on Monday night and tie their first-round playoff series at one game apiece. Mike Conley added 19 points and 12 assists for the Grizzlies. Kevin Durant had 36 points and 11 rebounds for the Thunder. Russell Westbrook scored 29 points for Oklahoma City, but he made just 11 of 28 shots. Randolph's layup with 26 seconds left in overtime put the Grizzlies up by two. inger Jack White has broken a world record for fastest studio-to-store release with a time of just under four hours. White`s label Third Man Records announced that the singer had set out for the history-making feat in honour of Record Store Day, reportedly. White was backed by a band featuring Fats Kaplin and Daru Jones and recorded two tracks - `Lazaretto` and a Bside cover of Elvis Presley`s 1969 song `Power of My Love`. It was then pressed, assembled and made available for sale in stores with the count stopping at 3.55. White personally delivered and sold the records in stores. "Time! One great record for mankind! #worldsfastestrecord #RSD14 #thirdmanrecords #jackwhite," Third Man Records posted on Twitter. Newspapers had earlier reported that Moyes would be sacked, trumpeting the 'End of an Error' after the American owners, the Glazer family, lost patience and decided the manager had to go in the wake of a tame 2-0 defeat at his former club Everton on Sunday. The defeat at Goodison Park also ensured that United will miss out on Champions League football next season, failing to qualify for Europe's big money competition for the first time since 1995-96. Moyes, who turns 51 on Friday, was appointed on the recommendation of fellow-Scot Ferguson, who retired at the end of last season after 26 years in the job. Moyes, who was previously in charge of Everton for 11 seasons without winning a trophy, was given a six-year contract by United, but they have lurched from one crisis to another. A shockingly lame performance in Merseyside on Sunday - which completed their first league double defeat to Everton in 44 years - was the final straw for the Glazers. The knives had already been out before then, with disgruntled fans paying for a plane trailing a banner over Old Trafford reading 'Wrong One - Moyes Out' in a game against Aston Villa in March. United won that match 4-1, and most of the fans inside the ground applauded the manager, but the writing was on the wall even if he was reluctant to read it. Fans of rival sides start-

ed to chant 'David Moyes, we want you to stay' and stewards stood guard to keep home supporters away from the prominent banner inside Old Trafford declaring the manager to be 'The Chosen One'. At Everton last weekend, Moyes was taunted by one pitch-side fan posing as the Grim Reaper, complete with inflatable scythe and death mask. AGEING SQUAD Until last week, the view was that Moyes would ride out the wreckage of this campaign and be given money to invest. That will not now happen, with the owners clearly unwilling to trust the manager with the significant sums required to revamp the ageing side in the close season. There was little hint of the trouble to come back in July. United won the Community Shield against FA Cup winners Wigan Athletic in Moyes's first match in charge at Wembley in August before they launched the defence of their league title with a 4-1 win at Swansea City. The first sign of the troubles that were to follow emerged when they were crushed 4-1 by Manchester City on Sept. 22 and defeat in their next home game to West Bromwich Albion, who had not won at Old Trafford since 1978, left them 12th in the table. It was United's worst start to a league season for a quarter-of-a-century. Everton also won at Old Trafford for the first time in 21 years, Newcastle United

won there for the first time in 41 years and Swansea for the first time ever, when they triumphed in the third round of the FA Cup. Not only were the results disappointing, so were the performances. The cautious approach that had made Everton a solid team punching above their weight was not what United fans demanded. Moyes's first major signing, Belgian midfielder Marouane Fellaini, who followed the manager from Everton, looked ponderous and out of his depth as United failed to show attacking spark.
