Governor calls for accountability and integrity

KOHIMA, NOVEMBER 22 (DIPR): Nagaland Governor, Dr. Ashwani Kumar has called upon government employees to serve the people with accountability and integrity. He stated this while speaking at the Confederation of All Nagaland State Services Employees’ Association silver jubilee at NBCC Convention Centre, Kohima on November 22. The Governor expressed optimism that good governance would emanate from the association members as an outcome of the event. He referred to the 64 thousand educated unemployed who had registered for the recently concluded Job Oriented Mela at Dimapur and reflected on the magnitude of employment seekers. He also felt that the state government ought to direct all Educational Institutions towards imparting professional disciplines. He recapitulated the role and the efficacy of the then few government servants who were involved in rendering their services to the Naga people, right from the Memorandum to the Simon Commission, the Ninepoints and the 16 points agreements.

He pondered as to why the present day government servants are not similarly being involved in rendering their services. Nagaland Chief Minister, Neiphiu Rio said that the occasion should be a time for retrospection on the successes and failures of the association and to set its future goals. The Chief Minister stated that both the elected members and selected bureaucrats should serve the people, but only in different capacities as policy makers and policy implementers respectively. He expressed that government employees should feel and act as the servants and not the masters of the people. He pointed out that from the total population of the State, 6% are government employees and almost 65% of the state’s budget is spent on them. As such, he said that government employment has reached saturation stage. The time has arrived for seeking employment outside the state and therefore those already em-

ployed within are the lucky people, he added. Chief Secretary, Alemtemshi Jamir said that the expectations of the people are upon the politicians as well as government employees. The Chief Secretary in his speech queried whether in the present context, “the system is killing us or the system is being killed by us” with particular reference to the “various chain effect syndrome” of the election practices. He felt that in order to forge ahead “we must examine ourselves and our society, developments and progress of the world, awareness of policies of countries around us such as China and Burma andalso thepolicies of India, particularly its look east policy.” This general awareness must guide us in forging ahead with a vision and conviction for the future generation, he added. He further urged all CANSSEA members to remember the essence of Christianity and called upon government servants to particularly remember “the love of neighbour and not behave like Cain in discharging their duties, so as to be true government servants to the people.”

The Grand Finale for the Naga Chef Season 1 will be held on November 23 at Hotel Vivor with Nagaland Chief Minister, Neiphiu Rio as its Chief patron. The top four finalists are Imnanungsang Lkr, Aketoli Zhimomi, James Chemben Ngullie and Gilbert Humtsoe. For the finale, the four finalists will be preparing a buffet for 200 people. The finalists will be allotted four hours where they have to finish preparing everything for the buffet. “Win or lose I am really happy that I participated,” says Aketoli Zhimomi, the only woman contender, who feels that she has more

pressure to win the competition compared to the other male finalists. She states that the previous rounds were nerve wrecking and very competitive. She affirms that the Naga Chef has given a good platform to all amateur cooks and that she has learned a lot about Naga food because of the competition. “We are all hoping for the number one spot,” states James Ngullie, a father of two, who enjoys cooking for his family and his customers. James feels that he has learned a lot through the competition. “For us it was only passion where we usually focus on the cooking and the tastes but not the garnishing etc but all these matters.”

Alezo Kense of Synergy Group Enterprise informed that the various rounds have tested and tried the culinary skills of the contestant. “They have really improved but the Grand Finale is going to be a tough one for them,” he added. An important feature of Naga Chef is that that all the food products used in the pantry which consists of almost 200 ingredients are local and organic products. “Authenticity is the key objective we focus on while judging,” adds Alezo Kense. The four finalists will be allotted one stall each during the Hornbill Festival. Monetary assistance has also been given, however, making it profitable will be up to them, stated a press note.

EW Clark’s statue unveiled at Akhoya

In commemoration of 125 years of Christianity in Akhoya village, a statue of the first missionary to the Naga soil, Rev Dr Edward Winter Clark was unveiled by the director of Nagaland Missions Movement, Rev I Wati Longkumer here today in the presence of the Akhoya villagers. The seven feet gold coloured statue of Rev Dr Clark, made of fiber glass material and weighing over 100 kilograms, was constructed at Kolkatta by Saumitra Dutta Gupta. According to the Convener of the Akhoya Baptist Church Quasqui Centenary, Monument Committee Convener, K Temjen Jamir (Editor of local vernacular daily Tir Yimyim), the whole project of constructing and erecting the statue cost over six lakhs rupees. He said that the statue at Akhoya is the only full figure image of Rev Dr Edward Clark in the whole world. Divulging about the significance of erecting the statue of Rev Dr Clark at the village, K Temjen Jamir said that the first American missionary after

he came to the Naga area, came to Akhoya in the year 1980 and prayed for the whole village. The prayer of Rev Dr Clark is etched at the base of the monument. It read, “Lord Jesus, thy Kingdom come, may your blessings be upon this Akhoya village and raise many witnesses to proclaim the gospel amongst the people beyond the river.” K Temjen maintained that it is because of this prayer of Dr Clark that there have been many prominent citizens from Akhoya village including a former Deputy Chief Minister and a former Chief Secretary in the state. While giving rich to the past and present servants of God from the village, Temjen encouraged the younger generation to dedicate more strongly in the power of Jesus Christ and work for the glory of God ever heartily. The statue is located in the heart of the village on a small hill, and the names of the pastors who have served at Akhoya Baptist Church from 1888 till date are etched in granite and planted around the statue. moN, November 22 (mexN): A training was held with medical officers, nurses and pharmacists of Mon District at CMO office on November 13. The main focus of the training was on scrub typhus management, diagnosis and preventive measures. The resource persons were Dr John Kemp, SSO, IDSP, Dr Kevisevolie Sekhose, Epidemiologist SSU, IDSP and Dr C.W Nyuthe, physician, NHAK. Dr. Kevisevolie highlighted on the scenario of scrub typhus in the State. He enlightened that there have been positive cases of scrub typhus detected in Mon. Briefing on the clinical features and treatment of scrub typhus, Dr C.W Nyuthe (NHAK) stated that scrub typhus was the deadliest vector borne disease if not treated early. Dr. John Kemp (IDSP) further highlighted on the laboratory diagnosis of scrub typhus.

GJM changes tack on Darjeeling

KolKata, November 22 (HiNdustaN times): Far from the Gorkhaland cry, the demand of the Gorkha Janmukti Morcha on Thursday boiled down to economic empowerment and development of the Gorkhaland Territorial Administration (GTA) area. The tripartite meet between the Centre, state and the GJM on Thursday was a clear pointer to the GJM trying to gain lost political territory through development and economic empowerment. Spurred by the UPA government decision to carve out Telengana from Andhra Pradesh, the GJM discarded GTA and mobilised a strenuous and prolonged agitation for Gorkhaland. However, the movement, which included a 44-day bandh, failed to yield the desired result. In effect, the series of crippling shutdowns and protests bled the Hills economy no end.

The political unrest also resulted in a Darjeeling devoid of tourists. With the movement going awry and losing steam in the face of waning public support, Bimal Gurung and his party charges were cleared forced on the back foot. Buckling under immense pressure from the Mamata government, the GJM has since turned to a new strategy to regain lost ground. Team Gurung has now opted for development and economic empowerment as the key mantras to win over a largely disaffected public. The tripartite talks saw the GJM stressing on financial autonomy of the GTA. They even demanded that the Darjeeling Hills be accorded benefits enjoyed by the constituent states of the Northeast Council (tax holidays, special incentives). The GJM further demanded that Darjeeling Hills be declared a backward area, so that the region

under the control of the GTA qualifies for special scheme and projects to be implemented through the Backward Area Grant Fund. “Our party had first mooted the idea of a strong autonomous body, which would empower the Hills people economically. Economic empowerment of the people is a panacea to the present crisis. The parliamentary standing committee on Tourism and Culture chaired by CPI(M) MP Sitaram Yechury had first recommended that benefits accorded to the Northeast Council be extended to Darjeeling and that special development projects be implemented in Darjeeling under the Hill Area Development Programme of the Union government,” CPI(M) leader Asok Bhattacharya said. Quizzed on the tripartite meet, leaders of the Gorkha National Liberation Front (GNLF)

said that if development and economic empowerment is the way forward for the Hills, then its pet demand of according Sixth Schedule status to the region is a far better option than the GTA. “The Sixth Schedule status provide for economic, executive and legislative power. It has constitutional safeguards as well,” Daya Dewan, GNLF spokesperson, said. However, not all are hopeful about development and economic development as the cure for Gorkha crisis. “The Gorkhas residing in India face an identity crisis. We are often dubbed foreigners and immigrants. Even if we build golden roads in Darjeeling, the question of identity will remain unresolved. Only a separate state can resolve the crisis,” Govind Chettri, spokesperson of Communist Party of Revolutionary Marxist (CPRM), said.

"We are attempting to train at least 196,000 youths during the 12th Plan period (till 2017). We have identified the major thrust areas where our youth can be employed within and outside the state in agriculture, horticulture, livestock farming, masonry, plumbing, food processing, sericulture and weaving, and soft skills," Chief Minister Mukul Sangma told IANS of the programme, which is supported by the central government's National Skill Development Agency (NSDA). That apart, the Congress-led government has

also plans to run Industrial Training Institutes (ITIs) in the public-private-partnership (PPP) mode to guarantee employment within and outside the state. "The training programmes won't be city centric. We are aiming to go beyond the district headquarters and the community blocks so that more youths can be trained," he added. National Skill Development Agency (NSDA) chairman S. Ramadorai who promised his support to Sangma last week, said what really matters for achieving the desired target is proper implementation at the ground level. "One of the major concerns is the implementation on the ground. You may have a great strategy, but unless people deliver within a time frame, the impact will not be there. We have to take implementation very seriously,"

Kidnapped Meghalaya official remains untraced

sHilloNg, November 22 (iaNs): A senior Meghalaya official who was abducted for ransom by Assam-based tribal Rabha rebels nine days ago remains untraced, a police official said Friday. Dilip Dutta Medhi, the sericulture development officer of North Garo Hills district in Meghalaya, was kidnapped by a rebel group, Rabha Vipers Army (RVA), Nov 14 from Chotomatia area, under Assam's Goalpara district. The RVA rebel group operates largely in the Rabha tribe-inhabited areas of Assam's Goalpara district, and certain areas of Meghalaya's East and West Garo Hills districts. Medhi was abducted along with his peon while he was proceeding towards Guwahati to meet his family. However, the rebels freed the peon. "We (security forces) have not been able to trace the abducted Meghalaya official but the hunt is on to rescue the hostage," Nitul Gogoi, the Goalpara district police chief, told IANS by phone. Gogoi, however, said the identity of the kidnappers has been established. Meghalaya's North Garo Hills Superintendent of Police Ricky Dkhar said he was in constant touch with his Goalpara counterpart to rescue the kidnapped official. "Both the state police (Assam and Meghalaya) are sharing inputs to trace and rescue the hostage safely, as the safety of the officer is of paramount importance," Gogoi said. Meanwhile, Medhi's family has appealed to the RVA for his release. "We cordially appeal to the abductors to release Medhi immediately and unconditionally, considering his health condition," Dev Dutta Medhi, the eldest brother of the sericulture officer, said, adding he has not been in touch with his brother since the abducted official is diabetic.

Three militants surrender in Tripura

agartala, November 22 (iaNs): Three tribal militants, who had fled from their hideout in Bangladesh, surrendered to the Border Security Force (BSF) in Tripura, police said. The Bangladesh-trained extremists have deposited 2 AK-series rifles and large quantities of ammunition. Three guerrillas -- area commander of the NLFT (National Liberation Front of Tripura) Pabanjoy Reang (25), deputy area commander Ananga Mohan Tripura (21), and sepoy Nripendra Tripura (20) had recently fled from their Satchari camp in Sylhet district of eastern Bangladesh before entering into Indian territory. "The three NLFT rebels surrendered to senior BSF officials and deposited their arms and ammunition at bordering Sidhai camp Wednesday," police informed. BSF have subsequently handed over the tribal guerrillas to the police. The surrendered militants told the police that the militants hiding in Bangladesh camps were facing serious financial crisis. Besides, there are leadership quarrels among the terrorist leaders, said an officer. Senior police officials are interrogating the militants to get details about the separatist outfits sheltering in Bangladesh. According to the police and the BSF, there are many camps and hideouts of militants from northeast India in the Chittagong Hill Tracts and Sylhet areas. Tripura Chief Minister Manik Sarkar last week said the state's separatist outfits are recruiting youths and have camps in Bangladesh though security forces of the neighbouring country are cracking down on them.

Indian banks ramp up presence in Africa

New Delhi, November 22 (iANS): Indian commercial banks are expanding their footprint in Africa by being on the ground, working with consumers and businesses, and building two-way trade and investment. Historical ties, especially with East Africa, and growing bilateral trade are impelling the banks from India to increase their branches in the continent. Some of them have signed partnerships, facilitating business and financial flows between the two regions. At the same time, the banking market in Africa is holding vast potential for growth. SubSaharan Africa, for example, has been attracting interests of bankers around the globe. Retail banking in the region is estimated to grow 15 percent annually by 2020. Mobile banking in particular is seen as being a powerful driver after the success of the M-Pesa transfer service in Kenya and elsewhere. Of all the Indian banks, government-owned Bank

of Baroda (BoB) has the widest network of 45 branches in Kenya, Uganda, Tanzania, Botswana, South Africa, Mauritius, Ghana and the Seychelles. This June, the bank opened its newest branch at the Kariakoo Market in the Tanzanian capital Dar es Salaam. In Zambia, it has a joint venture, Indo Zambia Bank, which has 21 branches in the country. BoB, which caters to various segments -- retail, corporates and SMEs-- is planning 16 more branches. V. H. Thatte, the bank’s chief general manager (International), says the world is rediscovering the unharnessed potential of Africa and has begun to commit financial resources towards the socio-economic development of the continent. “Bank of Baroda is also strengthening its operations in the region through expanding its network. Bank of Baroda will enter new centres,” Thatte told IANS. “The bank sees good growth prospects in Africa. The increasing presence of Indian corpora-

tions in the continent provides further opportunities. The bank has identified many upcoming centres in the region and will enhance its market share.” Following BoB are Bank of India (BoI) and State Bank of India (SBI). BoI is present in Kenya, Tanzania and Zambia. It opened its first branch in Johannesburg and a wholly owned subsidiary in Uganda last year. In August this year, Botswana awarded BoI and SBI new operating licences as President Ian Khama’s government is encouraging diamond polishing and sorting companies to set up operations there. SBI’s presence in the African continent extends to Angola, Egypt, Nigeria and Mauritius. Its subsidiary, State Bank of India Mauritius, has established itself as a major player in Mauritius with 15 branches. Indian companies use Mauritius as an investment gateway to Africa. Tata Motors launches CNG versions of Indigo, Indica cars, price starts Rs 4.99L

New Delhi, November 22 (PTi): Tata Motors today launched CNG versions of mid sized sedan Tata Indigo and compact car Tata Indica under its emax series priced up to Rs 5.27 lakh (ex-showroom Delhi). The new Tata Indigo emax price starts at Rs 4.99 lakh and goes upto Rs 5.27 lakh (ex-showroom Delhi), while the new Tata Indica emax is priced between Rs 3.99 lakh and Rs 4.26 lakh (ex-showroom Delhi), the company said in a statement. The new emax range

has CNG and Petrol bi-fuel system options, it added. We’ve had lesser armed conflicts, improved commodity prices, better regulation, bigger build-up of foreign exchange reserves, more capital to invest by governments, more donor funding into sub-Saharan Africa, foreign investment in capital inflows,” says Suresh Chaytoo of Rand Merchant Bank. “All of this has been a really good mix, which bankers enjoy because better environments are conducive to business. This has been part of the contributory factors, leading to a large increase in banking sector growth in sub-Saharan Africa,” Chaytoo told CNBC Africa. Statehood Vis-à-vis Naga Hills Tuensang Area (NHTA)

n 1960 during the Negotiation and Signing of the famous or infamous 16 points memorandum of agreement between the NAGA PEOPLES CONVENTION (NPC) and Govt. of India the leaders from NHTA played crucial role and formed the backbone of NPC. In fact, Late Panting Phom IBM was assassin noted just seven days after Late Dr. Imkongliba NPC President, was assassinated, on 29th Aug 1962. But I doubt, many Nagas hardly know of this fact because I have never heard, seen and talk about this great sacrifice in the past 50years mind you! What about the other NHTA leaders like LITINGSE SANGTAM, IMTICHUBA CHANG, THANGWANG KONYAK and LAKHIMONG YIMCHUNGER who were part of the team in ushering this very state of Nagaland? As a matter of fact, it is very unfortunate and incomprehensible that the leaders from NHTA were not given due recognition and opportunities after the state of Nagaland was inaugurated through their participation was critical and as important as other leaders. One may very well argue that it is the negligence and shortcomings on the part of those leaders to be sidelined or not achieving due recognition. But, the fact is that they were not well educated like other Naga leaders and above all the great enthusiasm, personalism, importance and promises made during the negotiation and signing of agreement was totally forgotten after the state was inaugurated which is responsible for the present situation . Adding salt to the injury, the special cause for the status of NHTA under the 16point of agreement was totally twisted and manipulated during implementation part otherwise the special cause under Article 371(A) gave enough safeguard and opportunities for the upliftment of NHTA peoples. Even the financial assistance from the Govt. of India, Will be of equitable share, the Governor in consolation with the treasury affairs minister shall utilize the fund. The State Chief Minister has to be informed only. Secondly, provided that no law or act passed by the Nagaland legislative assembly shall be applicable to Tuensang District unless specially recommended by the regional council. In the end it is mentioned clearly that at the end of ten years the situation will be reviewed if the people so desire the period well he further extended. But unfortunately at the end of ten years, the public leaders of NHTA bombarded with so many Negative propaganda that they believed it and gave up the special clause. Thus the pace of backwardness and development deficit kick started resulting in the present situation. Many people may not agree or may have different reasons and excuses for the mess created in the present NHTA but it is an undesirable fact that it needs two hands to clap and our Naga brethren in this negative venture has given a generous helping hand to clap very load that the cries of helplessness and discrimination cannot be heard at all. Enough is enough! It is high time, that our Naga brethren do a sincere soul searching and speak the truth otherwise the paints and sufferings of Eastern Nagaland cannot be brushed aside easily. Most importantly, words without deeds have no meaning. And it is my prayer that God would continue to bless these children.” In the course of her interaction with the children,

Narrating the experience, Imlibenla said, it was her dream to do charity works and have always admired people who do such deeds. “Today God has let it happen and I feel blessed and happy.” It was also an enlightening experience for her. “So many times we complain about our lives but today’s experience made me realize how fortunate we are and we ought to thank God for all that he has given us.” It may be mentioned that Akum Amri is the founder and director of Ebenezer Orphanage Home. The home was established in 2005 with just three orphans, but now it has 22 children.

SFAC team monitors Horticulture schemes

Dimapur, November 22 (mexN): A team of officials from Central Small Farmers Agri-Business Consortium (SFAC), New Delhi and Regional Office, SFAC, Guwahati is on a four days visit to Nagaland from November 20 to 24, for monitoring and verification of the implementation of Horticulture Mission for North East and Himalayan States (HMNEH) schemes in Nagaland. The team is headed by D. Bhuyan, Director, Central SFAC, New Delhi and S.K. Das, Field Officer, Regional Office, SFAC, Guwahati. The team will be visiting various projects on random basis in Kohima and Wokha districts, covering minimum ten components covered under HMNEH in the State. The team will be accompanied by the Joint Director of Horticulture and the concerned District Horticulture Officer, and will carry out field visits and interact with the HMNEH beneficia-

ries. A press release issued by Director of Horticulture informed that the team has already visited some of the projects in Kohima and interacted with the beneficiaries under Kohima district on November 21 and 22, and will proceed to Wokha on November 23. Kohima, November 22 (mexN): Recognizing that in absence of proper rules and regulations, things tend to go wrong, Nagaland Wrestling Association (NWA) has published its “Constitution” and “Rules and Regulations”. The booklets were released by Parliamentary Secretary for Higher Education and SCERT, Deo Nukhu in a simple function at Hotel Japfü this evening. The rules and regulations booklet released today will be first applied in the Hornbill Wrestling Tournament this year, which is scheduled to begin from December 4, 2013 at Kisama. Addressing the gathering, Deo Nukhu said that writing a constitution of any organization was not an easy task and that unless somebody took extra pain, it was not possible to

write a constitution. In this regard, he complimented the Nagaland Wrestling Association for their effort in bringing out two important booklets while also stating the importance of the constitution, which will guide the organization. He added in games and sports, it was very important to have rules and regulations. He asserted it was nothing, but a question of discipline in sport while explaining further that “if you follow the rules and regulations, you are a disciplined person.” In the meantime, he suggested that instead of Nagaland Wrestling Association, it would be more appropriate to use “Naga Wrestling Association” in order to also include Nagas who are “our” immediate Naga tribes from outside Nagaland state. He further suggested that there be two

classified groups, namely light weight group and heavy group in Naga style wrestling to be fairer. Eating nuts is tied to lower risk of death H elp yourself to

some nuts this holiday season: Regular nut eaters were less likely to die of cancer or heart disease — in fact, were less likely to die of any cause — during a 30-year Harvard study. Nuts have long been called heart-healthy, and the study is the largest ever done on whether eating them affects mortality. Researchers tracked 119,000 men and women and found that those who ate nuts roughly every day were 20 percent less likely to die during the study period than those who never ate nuts. Eating nuts less often lowered the death risk too, in direct proportion to consumption. The risk of dying of heart disease dropped 29 percent and the risk of dying of cancer fell 11 percent among those who had nuts seven or more times a week compared with people who never ate them. The benefits were seen from peanuts as well as from pistachios, almonds, walnuts and other tree nuts. The researchers did not look at how the nuts were prepared — oiled or salted, raw or roasted.

A bonus: Nut eaters stayed slimmer. "There's a general perception that if you eat more nuts you're going to get fat. Our results show the opposite," said Dr. Ying Bao of Harvard-affiliated Brigham and Women's Hospital in Boston. She led the study, published in Thursday's New England Journal of Medicine. The National Institutes of Health and the International Tree Nut Council Nutrition Research & Education Foundation sponsored the study, but the nut group had no role in designing it or reporting the results. Though the service there cannot be compared to Sulabh International Social Service (Check this page (http://www.sulabhinternational.org/), it’s a start anyway. Sulabh has won several national and international awards for addressing the problem of open defecation and addressing its health concerns in India. Open defecation was a Naga way of life. And from villages one hears the horrendous stories that could put off any pork lovers. But it has changed today (I hope for our sake). Rapid urbanization and the exponential growth of population in towns like Kohima throw up challenges of waste management. Apart from the human waste that is lying all over the town and colonies, a disgusting scenario one witness in capital Kohima is the lack of urinal sheds or the ones that are constructed in

such odd places. The two urinals, one near the bus station and the other just below the road leading to the local ground, is such an eye sore. The urinals are not only at the wrong place but the one below the road leading to the ground, has only a small piece of tin roof to cover the manhood being exposed to the world. The foul smell permeating from these urinals not only contaminates the air but also desecrates the surrounding areas-the heart of Kohima. This is not how we want to celebrate 50th year of statehood, or mirror Kohima to the tourist that is going to make inroads during the Hornbill festival. Though, it provides some relief to men (however inappropriate) what about our mothers, sisters, aunts and women folk in general. Where are the voices of women folks? In this matter, the Municipal Corporation, the Town Committee and the Colony Panchayats should play an active and positive role in formulating a solution to address this lack of, or poor construction of urinal sheds. The idea of Pay & Use Toilet should be embraced and steps taken to make it available in all strategic locations in and around Kohima town and in colonies. The success could be replicated in other districts and towns

But there are certain guidelines to be adhered to, if it has to match the Shulab in Delhi. • First of all the govt should take steps to construct such pay and use toilets in all strategic location in and around Kohima. • Land should be generously donated or purchased for this project. The support of citizens is paramount if this is to succeed. • The toilets should be of a reasonable size that a man weighing 90 to 120 kgs should be able to squat comfortably. The toilet at Mao Market is narrow and not spacious enough. • There should be at least 5 toilets and several urinals made available in such conveniences. • The water provided should be treated to eradicate any possibility of water-borne diseases. • The establishments should be cleaned and perfumed after every use by the public. The heart association recommends four servings of unsalted, unoiled nuts a week and warns against eating too many, since they are dense in calories. The new research combines two studies that started in the 1980s on 76,464 female nurses and 42,498 male health professionals. They filled out surveys on food and lifestyle habits every two to four years, including how often they ate a serving (1 ounce) of nuts. Study participants who often ate nuts were healthier — they weighed less, exercised more and were less likely to smoke, among other things. After taking these and other things into account, researchers still saw a strong benefit from nuts. Compared with people who never ate nuts, those who had them less than once a week reduced their risk of death 7 percent;

once a week, 11 percent; two to four times a week, 13 percent; and seven or more times a week, 20 percent. "I'm very confident" the observations reflect a true benefit, Bao said. "We did so many analyses, very sophisticated ones," to eliminate other possible explanations. Welcome to the 12th Indigenous Games being held in Brazil's Amazon region, a cultural as much as athletic event that many are calling a "holistic" alternative to the big sporting extravaganzas Brazil will host in the next few years, the World Cup in 2014 and the Olympics two years later. "We're not looking to crown champions or find great athletes," said Carlos Terena, organizer of the games, who like many indigenous Brazilians uses his tribe's name as his surname. "This isn't about competition, it's about celebration. Competition is more a thing for the Western world anyway." More than 1,500 participants from 48 Brazilian tribes, as well as from more than a dozen other nations, descended this week on Cuiaba, the capital of Mato Grosso state, for the games that end Saturday. he plan is simple but the results always s t a r t l i n g : walking into a diagnostic centre posing as a couple and seeking to determine the sex of the baby in the womb. Once the foetus is determined to be a girl, ask the doctor in attendance if the pregnancy could be aborted. And if the doctor agrees to carry out the procedure, call the police and get the medical practitioner arrested. For more than a decade now, the decoy couples have struck terror in the hearts of doctors on the lookout for making quick bucks by carrying out female foeticide – the illegal procedure of thwarting the birth of girl child, considered still by many Indian families to be a curse. As fear of the entrapment has grown, so has the fame of Rajen Choudhary, the 49-year-old crusader from the western Indian state of Rajasthan, earning him the epithet "Friend of the Unborn". The stings carried out against doctors have been his brainchild. In doing so, he has won praise and awards and constantly braved threats to his life alongside. "To save the girl child is my mission," insists Choudhary. Agrees Lad Kumari Jain, the chairperson of the Rajasthan State Commission for Women:

"He has been an asset in the fight against female foeticide. Whenever we need him, he is there to help." With one of the most skewed sex ratios in the country, it had been apparent for some years now that Rajasthan had become a haven for sexselective abortions. The practice is illegal in India, but it continues to thrive nevertheless. Choudhary woke up to the menace in 2001 after the official censusreport threw up alarming facts: the ratio of girls in Rajasthan had dropped from 916 in 1991 to just 909 per 1000 boys. "It was then I decided

Difficult battle It has been an arduous battle since then, with his adversaries including greedy medical practitioners and a slew of ultrasonography centres run by influential people. n the devastated coastal Philippine town of Balangiga, a Roman Catholic belfry with a maroon steeple rises from the rubble, a battered symbol of resistance for a people with mixed feelings about the U.S. military now helping them survive. After one of the world's most powerful typhoons roared across the central Philippines and killed more than 4,000 people, U.S. military helicopters are flying in aid to desperate regions such as this once-picturesque fishing village of 12,600 people in ravaged Samar province. It was here 112 years ago that one of the darkest chapters of American colonialism began: the island-wide massacre by U.S. soldiers of thousands of Filipinos, including women and children, in response to the killing of 48 U.S. soldiers by rebels. Animosity has festered for more than a century over the ultimate insult: seizure of the town's church bells by U.S. troops. In recent years, the Philippine government has demanded their return. Marciano Deladia, a chief aide to the mayor, and other residents are thankful for the U.S. packets of rice and other food. "But we want our bells back," he said. The town built the belfry in 1998 in the hope that the United States would return three bells it says were stolen as trophies during the 1899-1902 Philippine-American War. We have sleepless nights when he is on the mission of conducting a decoy operation, we do not sleep till he returns home," she says. But unmindful of the threats to his life, Choudhary carries on with his fight to save life in the womb. Even his daughter Jyoti has made up her mind to join the fight. "As soon as I complete my education, I will devote my time to save the girl child," she says. After all, any help is not too small when the fight is against illegal abortions born out of social prejudices against the girl child.

ews that the Chinese government would relax the one-child policy — one of its most sweeping, intrusive and defining — has been widely welcome. But the move may be a step backward for some women in China. How can that be, considering the abuses committed in the policy’s name? In averting 400 million births since 1980, as the Chinese government claims the policy has, it violated numerous human rights. Tens of millions of baby girls have been aborted or abandoned, leaving China with one of the most uneven sex ratios in the world. Women — particularly the poor, who cannot afford the steep fines needed to have second children — have been forcibly subjected to abortions, sterilization or I.U.D. insertions. But for the female babies who do survive prebirth sex selection, the one-child policy has had at least one major advantage: It has helped suspend patriarchal Confucian practices that favored sons over daughters. Traditionally, a Chinese family’s bloodline passed through its sons. Daughters married out of their families, leaving their parents and moving in with their husbands and in-laws. But after the one-child policy was implemented, parents concentrated their love, hope and money on their only offspring — often a daughter. Those girls did not have to compete against their brothers for resources inside the family, which means that they got better access to education and health care than their predecessors. This, coupled with China’s breakneck development and urbanization, brought greater employment opportunities and a higher status for women than in previous generations. (Admittedly, Mao Zedong’s call to promote gender equality and include more women in the workforce had begun the process.) Women in China accounted for 47 percent of university graduates and 39 percent of leaders in business and industry, according to 2008 data cited by an article in the Indian Journal of Gender Studies. But now, as Therese Hesketh, a professor at the Institute of Global Health at University College London, told me this week, there might be some “regression” toward the favoritism of old. “People still want boys,” she said. And “if there is not enough money to go around, it may be that the boy will benefit more than the girl.” A looser one-child policy may be progress. But it might also allow traditional patriarchal values to rear up again, and keep some women down.

his will be known as the year rapists, sexual molesters, perverts, predators and assorted other Indian creeps realized they can no longer count on that one big assumption that makes them so brazen: Indian women don’t like sharing horror stories. Gone are the days when we harboured our scars for 20 years, so what if our intimate selves were devastated for the rest of our lives. This year has seen several examples of women speaking up against rape and sexual harassment at the workplace. Since I’m being optimistic these days, I believe it’s time to brace yourselves, the tales are set to tumble out. The latest horror story unfolded in swift waves on Twitter, BBM, emails and, finally, television starting Wednesday night when it was revealed that a bright young journalist at Tehelka, a magazine whose managing editor Shoma Chaudhury has always championed women’s rights (I still remember the stunning cover story on Dalit rape survivors earlier this year titled simply: How to fight back) had accused editor-in-chief Tarun Tejpal of sexual harassment. When the Central Bureau of Investigation (CBI) director was recently accused of trivializing rape when he used it as a metaphor to discuss the issue of legal-

izing betting, Chaudhury tweeted: “Ranjit Sinhashould lose his job for his remark on enjoying rape. Is appalling that he can even think of defending such a remark.” In an email to the magazine’s staffers, Chaudhury said: “There has been an untoward incident, and though he has extended an unconditional apology to the colleague involved, Tarun will be recusing himself as the editor ofTehelka for the next six months.” She attached a note from Tejpal which began, “The last few days have been most testing, and I squarely take the blame for this. A bad lapse of judgment, an awful misreading of the situation, have led to an unfortunate incident that rails against all we believe in and fight for.” Tehelka, which has over the years positioned itself as a fierce champion of the rights of all

kinds of less empowered groups, didn’t extend this courtesy to its staffer. The magazine has said it is an “internal” matter; the official response doesn’t even acknowledge the existence of the Vishaka guidelines which clearly define sexual harassment in the Indian workplace as a) Physical contact and advances; b) A demand or request for sexual favours; c) Sexually coloured remarks; d) Showing pornography; e) Any other unwelcome physical, verbal or non-verbal conduct of sexual nature. The sordid, detailed account of the complainant in this case, which landed in my inbox on Thursday morning, checks most of the points listed above. It’s also the story of an Indian woman who shared her trauma immediately with her male and female friends and colleagues, one who was smart enough to share and

save messages from her attacker, and who shortly after, wrote a coherent account of the horror On Thursday, poet and lyricistJaved Akhtar tweeted: “It is a shame that someone with such impeccable values has committed such an act but unlike some he has the guts to accept and repent.” It’s a shame that someone with the feminist sensibility of Akhtar thought it worthy to find excuses for an employer who has allegedly committed a serious crime and then coolly “punished” himself by announcing a six-month sabbatical. Akhtar’s reaction is most disappointing but it doesn’t matter what he and the 168 people who retweeted this statement believe. It’s only a matter of time before the voices of abused Indian women, supported by people from both genders, will be too loud to block out.

Bad news: dieting is a life sentence

Count how many times you are presented with the real possibility of buying something to eat in your daily life: it’s an unfair fight. What about how the average supermarket is stocked? I’ve often wondered what the food pyramid would look like next to a supermarket pyramid: one based on the ratios of food we should eat each day, and the other presenting the ratio of foods on offer in a supermarket. They should probably look the same. I doubt whether they even resemble each other. The other argument is that a supermarket doesn’t have a moral responsibility to tell us what to eat. We as consum-

ers dictate, to a great degree, what is on those shelves. If the chocolates are barely making it to the check-out before they’re engulfed, then that’s what they’ll stock. But it’s a mental challenge too great for many of us to live in dietary moderation. Conversely, we also shudder at the thought of a government or supermarket dictating what we should be eating, or overpricing junk food to deter us. There really is nowhere to turn. I followed a man for a year who gained 40 kilos of body fat intentionally to better understand what it feels like to be obese, before losing it again. It was a full 12-month journey that we turned into a documentary, Fat and Back. Throughout

the full gamut of emotions he experienced, as well as the emotions experienced by those who were trying to lose weight around him, the end-result appeared to be pretty straightforward on the surface. Those that were regularly at the gym lost the weight; those that weren’t, didn’t. To consider the emotions involved — and they are certainly pervasive — generally surrounds setbacks. I remember watching a Billy Connelly documentary, where he said "in life, we spend too much time asking why. Instead, we should be asking how". It struck a chord. The question of how – how can I achieve this end, how can we stop making junk food so accessible – can lead to action.

The question of why – why do I need to do this, why me, why are we here, why am I big – usually leads to contemplation. Sometimes this leads to the how question, and a positive process follows. Sometimes it leads to the fridge. Many articles, thinkers and motivators try to teach people how to achieve their goals, but often the recipient isn’t really asking. They may not succeed, but they’re the ones with the power in numbers. Fewer than 10% of diets work, and I believe one of the reasons is because diets, in the sense that we know them, imply there is an end. Research has shown that once your body has spent an extended amount of time at a given weight, it

wants to stay there and will fight to stay there. If you’ve been overweight or obese for a long time, then staying beneath that weight may well be a life-long journey. The good news is, you don’t need to be under 10% body fat to drastically improve your health outlook, and you don’t need to get there in 12 weeks. Every kilo you lose, no matter how slow, and subsequently keep off, will benefit you later in life. I myself have struggled to keep my weight consistent, despite everything I have learned as a young amateur athlete, as the editor of a fitness magazine, and now as a director of an obesity documentary. If it’s a life-sentence, if it’s about ongoing management of a problem,

then I believe it’s a condition that needs to be viewed as such, as opposed to being the consequence of poor lifestyle choices. Like a diabetes sufferer manages their condition daily, and in a different sense, an alcoholic is always recovering no matter how long it’s been since their last drink, if you’ve recently lost weight, you’re not now a slim person. If you’re trying to lose weight, your target weight isn’t the end of the road. You’re managing a condition. As a result, don’t put a time limit on it. It’s daily. Instead of phrases like, "I lost 40 kilos this year" to be common place, wouldn’t it be better for phrases such as, "I’m now 10 years in a healthy weight range", to become part of the vernacular? Wouldn’t that be a change in perspective?

Special Judge Narottam Kaushal also discharged Sudheendra Kulkarni, close aide of BJP senior leader L.K. Advani, and BJP activist Sohail Hindustani. However, the court framed corruption charges against Sanjeev Saxena, Amar Singh’s former aide.

CheNNAi, November 22 (PTi): The severe cyclonic storm ‘Helen’ hurtling towards Andhra Pradesh coast has been captured by India’s Mars Orbiter in the first image of the country beamed back in its maiden mission to Red Planet. ‘Mangalyaan’ has beamed back the first set of pictures of Earth, capturing the Indian subcontinent and parts of Africa, ISRO said in Chennai on Thursday. The storm, captured on Tuesday, is expected to hit the southern Andhra coast on Friday. “We are checking the equipment on board the spacecraft. This picture is from Mars Color Camera, fitted on Mars Orbiter spacecraft taken on Tuesday at 1.50 PM from over 67,975 km altitude with a resolution of 3.53 km,”

ISRO sources said. Asked whether the picture was planned since the mission is to Mars, the sources said this was part of checking the equipment on board the spacecraft. Though the national space agency has received more than one picture, it has released only one on its official website. The picture has captured the Indian subcontinent and parts of Africa, especially Cyclone Helen, hovering off the Andhra Pradesh coast. This is the first time after launch that an instrument on board has been checked for its operation. The Indian Meteorological Department(IMD) said ‘Helen’ will cross the AP coast tomorrow and bring very heavy rainfall under its influence. Earlier, ISRO had performed all five orbit raising manoeuvres

planned on the Mars Orbiter and raised the apogee of the spacecraft to over 1.92 lakh km. After the successful completion of these operations, the Mars Orbiter mission is expected to take on the “crucial event” of the trans-Mars injection around 12.42 AM on December 1. It will reach the red planet’s orbit by September 24, 2014 after an over 10 month voyage. ISRO’s PSLV C 25 successfully injected the 1,350kg ‘Mangalyaan’ Orbiter (Mars craft) into the orbit around the earth some 44 minutes after a text book launch at 2.38 PM from Satish Dhawan Space Centre at Sriharikota on November 5, marking the successful completion of the first stage of the Rs 450 crore mission.

Addressing a press conference, party leader Yogendra Yadav said the media house which aired the sting operation neither replied to their mail nor handed over the raw footage of the video they had asked for. AAP has formed a committee to probe the matter and is mulling legal action against the web portal. The Kejriwal-led party has called

an emergency meeting and formed a committee, which include Political Affairs Committee (PAC) members Yogendra Yadav and Sanjay Singh to probe the matter. NCW seeks details from Tehelka

New Delhi, November 22 (iANS): The National Commission for Women (NCW) Friday directed news magazine Tehelka to provide within 24 hours all details regarding the alleged sexual assault case against its editor-in-chief Tarun Tejpal. “We have already asked Tehelka to give us all the details within 24 hours,” NCW member Shamina Shafiq said. She said the way Tehelka dealt with the allegations was “very very shocking”. “A case of sexual harassment is not an internal matter. They should have acted immediately. The sexual harassment committee was not in place. They have to give an answer,” the NCW member said. Shafiq said she has also spoken to the victim. Tejpal allegedly sexually assaulted a colleague in a Goa hotel where Tehelka had organised its Think Fest earlier this month. The incident, which came to light Wednesday night, led to Tejpal stepping down from his post for six months.

hyDerAbAD, November 22 (iANS): Cyclonic storm Helen Friday hit Andhra Pradesh coast near Machilipatnam, triggering heavy rains and strong gales, killing seven people and causing massive damage to the crops in the coastal region. Trees were uprooted disrupting traffic and communication and electricity towers were damaged as strong gales with speed reaching 100-110 kmph caused havoc in the coastal districts of Krishna and two Godavari districts. The deaths were mostly caused by falling trees in the affected districts, said officials. The sea conditions were rough and the sea water at some places flushed out for a few metres over land. According to Visakhapatnam Cyclone Warning Centre, the cyclone made the landfall

near Machilipatnam in Krishna district around 2 p.m. Officials said it would take some more time for the entire system to cross the coast. Under the influence of the severe cyclonic storm, many parts of Krishna, Guntur, East Godavari, West Godavari, Visakhapatnam and other districts were receiving rain. The Indian Meteorological Department (IMD) has warned that storm surge of about 1 to 1.5m height would inundate the low-lying areas of West and East Godavari, Krishna, Guntur districts and adjoining areas of Prakasham district. The IMD has warned that even after landfall the storm is likely to maintain the intensity for six hours and gradually weaken into a deep depression in subsequent six hours while

moving westwards across coastal Andhra Pradesh and Telangana. New Delhi, November 22 (AgeNCieS): The Supreme Court on Thursday dismissed a PIL challenging the election of Gujarat Chief Minister Narendra Modi from Maninagar constituency as he had submitted an “inappropriate affidavit” to the returning officer. The PIL pointed out that Modi had not filled his marital status and instead put a hyphen mark. The petitioner claimed this was in violation of the apex court’s orders in this regard. The Supreme Court bench led by Chief Justice P Sathasivam, however, noted that chief election officer had already examined Modi’s affidavit on receiving a complaint and the court will not sit over his decision. The PIL was filed by social activist Sunil S, who sought directions to the Election Commission to pass appropriate orders against Modi’s election and quash the decision of ratifying his affidavit in December 2012.

New Delhi, November 22 (iANS): The Supreme Court Friday said it could not issue directions to restrain the people from making inflammatory speeches preaching hatred as there are statutory remedies to deal with such offenders. “When the remedy is provided in the statute, where is the need for direction?” asked a bench of Justice B.S.Chauhan and Justice S.A.Bobde as senior counsel Basava Patil urged the court to pass direction to take care of vacuum in law which is taken advantage of by such people. “If you take recourse to legal remedies and don’t get relief, then you can come to us,” Justice Bobde told the petitioner, driving the point that the apex court could not

issue direction in the area when legal remedies exist to deal with offences. Basava Patil appeared for NGO Pravasi Bhalai Sangathan which has sought directions to curb leaders who make hate and derogatory speeches exploiting caste, religious, regional and ethnic identities of the people. “You tell us where we can issue direction (where there is no statutory remedy). Even if we issue direction, how it can be enforced? Can such directions be issued?” Justice Chauhan asked Basava Patil. “You give us a draft judgment that is enforceable in law. We will take it,” Justice Chauhan told Patil and asked him: “You find out which is the offence that is not covered by Code

of Criminal Procedure. We will request parliament to enact the law.” Asking the petitioner to go to parliament, the court said: “Unless we educate masses, nothing will happen. It is the same people who vote for them (leaders who make hate speeches).” At the outset of the hearing, the court gave vent to its frustration with these kind of PILs when it told the Pravasi Bhalai Sangathan that it has reduced the highest court to a mockery. “You have reduced entire system to a mockery. This is the highest court,” Justice Chauhan observed admonishingly and pointed out: “You don’t give chance to common people... to (come to) the court. It is occupied by some people

only.” Pravasi Bhalai Sangathan in its petition contended that numerous hate and derogatory speeches made by the elected representatives, political and religious leaders on caste, religion, region and ethnic lines were violative of various Articles. It said the Constitution’s Article 14 (Equality before law), Article 15 (Prohibition of discrimination on grounds of religion, race, caste or place of birth), Article 16 (Equality in matter of public appointments), Article 19 (Protection of certain rights regarding freedom of speech), and Article 21 (Protection of life and liberty) read with the Directive Principles of State Policy were being violated. It re-

ferred to the hate speeches by Maharashtra Navnirman Sena chief Raj Thackeray, Majlis-e-Ittehadul Muslimeen leader Akbaruddin Owaisi, and Vishwa Hindu Parishad’s international working president Praveen Togadia. The NGO’s PIL said that the utterances of these leaders were destroying the fabtric of democracy, unity and integrity of the country. “It is very important to have guidelines to curb hate speeches as they are targeted against the citizens, particularly the migrant workers,” it said. 47 killed in grocery roof collapse in Latvia rigA, November 22 (AP): Hordes of shoppers were picking up food after work in the Latvian capital when an enormous section of the supermarket’s roof caved in. Firefighters rushed in to save them, only to be crushed themselves when a second part of the roof collapsed. The death toll from the rush-hour disaster Thursday evening at the Maxima supermarket in Riga rose to 47 on Friday, including three firefighters, police said. Spokesman Toms Sadovskisk said the death toll is expected to go even higher, and that six of the dead were still unidentified. Another 35 people were injured, 28 of them hospitalized, including 10 firefighters struck just as they entered the unstable building, the Fire and Rescue Service said. It was the largest tragedy for the Baltic state since it regained independence in 1991. Latvia’s government declared three days of mourning starting Saturday. The rescue agency could not say how many people might be trapped under the rubble in the densely populated, working-class neighborhood between downtown Riga and the city’s airport. The reason for the collapse was still not known, but rescue and police officials said workers had been building a garden on the roof as part of the supermarket’s original design. Riga Mayor Nils Usakovs told reporters that large bags of earth and sand on a

weak spot on the roof could have caused the collapse. An enormous craterlike hole gaped in the supermarket’s roof, while building materials were still stacked on the remaining sections. Rescue workers kept up their round-the-clock search for possible survivors as darkness fell on Friday, periodically turning off all equipment and asking the relatives of missing people to call so they could pinpoint ringing phones. Leonardo DiCaprio’s conservation foundation has awarded a $3 million grant to the World Wildlife Fund to help Nepal increase its tiger population. The WWF said on Thursday that the money from the Leonardo DiCaprio Foundation, set up by the 39-year-old star of “The Great Gatsby” and the upcoming film “The Wolf of Wall Street,” will be used for an initiative to double the number of tigers in Nepal by 2022 - the next Chinese year of the tiger. “His foundation is all about delivering real results for conservation on the ground and empowering local communities; nowhere is that more evident than in Nepal,” Carter Roberts, the president and CEO of the WWF, said in a statement. Nepal’s tigers, known as the Panthera tigris, have been classified as endan-

gered by the International Union for Conser- vation of Nature, with numbers declining over the years. DiCaprio said a statement that the world’s population of 3,200 tigers was endangered by “habitat destruction and escalating illegal poaching.” His foundation has helped increase the number of tigers in Nepal’s Terai Bardia National Park from 18 to 50. The WWF said it will work with the government of Nepal and local communities in a 9,000 square mile (93,310 square km) region that includes protected areas for tigers, rhinos and elephants in order to stop poaching, increase breeding and to monitor the tiger population. The DiCaprio Foundation aims to protect the environment and preserve Earth’s natural resources and wildlife. Earlier this year DiCaprio and the foundation raised $38.8 million through donations and an art auction at Christie’s in New York. The tiger grant is the first from the proceeds of the auction, according to the WWF.

NEW DELHI, NovEmBER 22 (AgENcIES): Norway’s Magnus Carlsen is the new world chess champion, dethroning Indian titleholder Viswanathan Anand with a draw in the 10th game of their scheduled 12-game match in Chennai, India, Friday. Mr. Carlsen, 22, who has long been the world’s highest-rated player, becomes the first Norwegian to hold the crown and the second youngest undisputed champion ever behind Russian Garry Kasparov. Mr. Anand, 43, has held the chess crown since 2007 and is a sporting hero in his country. He had successfully defended the title in three previous matches, but proved no match for his implacable younger rival in the match’s critical moments. Endgames blunders by the champion cost him critical points in Games 5 and 6, and a one-move oversight in a tense attacking battle in Game 9 all but sealed Mr. Anand’s fate.
