DEO’s official vehicle stolen DIMAPUR, AUGUST 23 (MExN): Adding to the increasing theft of vehicles in Nagaland, the official vehicle of Dimapur’s District Education Officer (DEO) was stolen from the office compound in a broad daylight in Dimapur on Friday, August 23. According to DEO office, the official vehicle, a Bolero SLX (off white with olive borders) bearing registration number NL10 7684, chasisi number MA1TS2JAKASH80777 and engine number JAA4J21966 was stolen from the DEO Office compound between 1 PM and 2 PM. The matter has been reported to the Police. Meanwhile, the DEO office has requested anyone who comes across this stolen vehicle to either contact the police station or 9436060597.
KSU extend support to govt college teachers DIMAPUR, AUGUST 23 (MExN): The Konyak Students Union has resolved to extend support to the government college teacher’s protest against nonpayment of pending arrears from their enhanced salaries, approved by the 6th pay commission for the period January 2006 to March 2010. KSU President, Methna Konyak informed that in a meeting on Friday, the Wangkhai Government College Teachers Association had asked for the KSU’s support regarding the aforementioned issue. He stated that KSU resolved to support the proposed “pen down strike” by ANGCTA on August 26 and 27, if the government remains silent on this issue. The KSU further expressed concern over the ROP issue brought forth by the WGCTA and urged the WGCTA to consult with ANGCTA regarding this issue. The KSU also said that the protest should not interfere with student’s welfare. It further urged apex student bodies in all districts to render their support to the government teachers.

The Government High School in Tuensang, established in 1955 was upgraded to a Higher Secondary level in 1990. As upgradation was done without any prior infrastructural facility, sufficient class rooms were not available and the school’s auditorium had to be partitioned and converted to temporary class rooms. Classes continue to be taken in these rooms for Classes XI and XII. The principal of the school divulged that due to shortage of rooms, many of the classes have just lone sections each, with numerous students in every class. “If all the students were present, it’ll be difficult to accommodate them all” remarked one teacher. Class XI (Arts) has the highest enrolment, with 216 students in the class. Teachers have no option but to shout at the top of their lungs while trying to ensure that students at the last benches can hear. A student also laments that not every teacher is the same and sometimes they cannot hear what teachers are say-
ing. The qualitative efficacy of educational impartment and learning is much diminished in such a situation. While the preferable number of students in an Indian class room is 30-35, the maximum number of students in a class room as per CBSE guidelines is 64. If the total number of students is more than 64, another section needs to be established. However, due

pleted. There is doubt as to whether construction will be completed even by the end of this year. A teacher at the school sardonically remarks that if the construction was of a private individual, he would have started collecting rent a couple of years back. Construction of the Science Stream building was also started early in 2012 but progress was stalled after foundational pillars were laid and iron mesh were tied for the first floor. It is uncertain how long teachers and students will have to suffer in the big but crammed temporary class rooms. The 50+ year old school building has weathered storms and stood some test
from the lack of civic sense. During rainy season, buckets need to be kept in the corridors and some rooms. Students are unable to sit near the windows as there isn’t a single window pane, and in some rooms, windows are completely missing. Permanent planks are nailed as bars wherever windows have been vandalized and taken down. An old teacher reveals that, though some of the damage was because of unruly student behavior, most parts were wrecked by violent crowds that came to watch concerts and other programmes held in the auditorium. Tuensang had no Town Hall then and every public event in town was held at the GHSS audito-
rium. Even as thousands of educated and qualified employees search for jobs, there is shortage of Maths and Science teachers in the High School section of the school. As a result, the Principal disclosed that he was required to teach Maths in the High School section. The school was also reported to be functioning without an Assistant Head Master. A student lamented that equipments in the laboratory for science students are not enough and that the school needs to procure more equipments. The pass percentage of classes 10, XII (Arts) and XII (Science) for the year 2012-13 are 10.39%, 48.53% and 31.07% respectively.
DIMPUR, AUGUST 23 (MExN): The All Nagaland College Students Association has submitted a representation to the Nagaland Chief Minister, Neiphiu regarding the “failure of disbursing merit scholarship by the Government.” The representation appended by ANCSU President, Vilhousielie pointed out that the merit scholarship under preview of the state has not been released till date. “It is but fair to assume that whereas infrastructure, luxurious cars and other projects can be implemented and brought, however no dearth of concern for releasing scholarship seems to be the least botheration,” stated the representation. The ANCSU said that many students are “suffering” due to the non disbursement of the scholarship and added that it was the student’s right to “claim only what we actually deserve.” The union further questioned “why this inaction” and demanded that the students be given what they deserve. Pointing to the delay in declaration of results by Nagaland University, the ANC-
SU stated that the careers of many students were put in jeopardy by the authority who “claims” to work for the students. It further lamented that when the results were finally declared, “there were full of errors in almost all the mark sheets” and that “students are presently running amok correcting these errors.”

With regard to the arrears in the preview of the 6th pay commission, which was supposed to take effect in 2010-11, the ANCSU said that it “is still pending and against which the teachers are also held ransom.” The union further stated that it would be mutually beneficial to address the issue “as this directly interferes and affects the student’s careers.” The ANCSU further expressed hope that the Chief Minister would take immediate measures with regard to the concerns cited in the representation “so as to save the situation from spiraling to other levels of democratic processes to seek our rights.”

DIMAPUR, AUGUST 23 (MExN): One of the three accused arrested in connection with the May 16 triple murder in Borolengri, KarbiAnglong is out on bail. Following arrest of the main accused, Thomas W. Humtsoe alias Abemo, two other accomplices, namely – Wobenthung Humtsoe and Janbemo Tsanglao were arrested in Wokha in the month of June and handed over to Khatkahati Police. The two were named in the confessional statement of the main accused as accomplices, leading to their arrest. Two months on, Wobenthung Humtsoe obtained bail and was released from judicial custody at Diphu jail. Sources disclosed that the bail was granted about a week ago. Meanwhile, the

KohIMA, AUGUST 23 (MExN): A marathon session of the 2nd executive committee meeting of the Nagaland State Rural Livelihoods Mission (NSRLM) was held on August 21 at the conference hall, Directorate of RD, Kohima. A press note received here stated that representative heads of various member departments and lead banks along with the Commissioner & Secretary (RD) V Sakhrie who is also the Chairperson of the Executive Committee, SRLM Society, MD, NSRLM Motsuthung Lotha and CEO, NSRLM Visasolie Lhoungu attended the meeting. The meeting was primarily a review on the Annual Action Plan for the year 2013-14 and its implemen-
tation progress, and review of the HR Manual. The chairperson V. Sakhrie apprised the members of developments made so far, while congratulating the MD, the
CEO and Staff of the State Mission Management Unit (SMMU) for making good progress within a limited time. He further encouraged the staff to continue

hima may perhaps be the last DRDA office to be inaugurated informing of the Ministry of RD decision on disbanding of DRDAs. Presently, the RD Secretariat and the Directorate is under the state Government and the DRDAs comes under the Central Government where employees are indirectly employees of Ministry of Rural development and are funded on the basis of 80:20, he said. Metsubo further informed that the process has been examined not only for Nagaland but all over the country about two months back where the Union Minister for RD has expressed that DRDAs needs revamping and will be placed as a state office. Henceforth DRDAs may be changed into Dis-
trict Rural Development office and the PDs may be designated as District Rural Development Officers and would be part and parcel of the department of Rural Development, Metsubo further said. Pointing out that the department has expanded to 74 blocks in the state Jamir urged upon the officers and staff to be accountable to the people and sought cooperation of the VDBs in giving justice to the people of the state. DIMAPUR, AUGUST 23 (MExN): City Law College Students’ Union Dimapur on Friday organized a seminar at the College campus on three topics: Article 371 (A), Motor Vehicles Act and, Sports Law. Speaking on Article 371 (A), Principal City Law College (CLC), P. Leonard Aier said the provision gave huge autonomy and independence to the Nagas with regard to their land and its resources. “Nagas have full autonomy and independence with land and its resources,” he said adding that the uniqueness of the Naga people was clearly manifested in the Article. Leonard said such recognition of the Nagas in the Indian constitution was partly possible due to the British policy of noninterference in Nagas’ internal affairs during the period of Lord Dalhousie. Observing Naga society in the present context, Leonard was of the view that Naga people were heading towards a slow process of ethnocide – the destruction of a way of life. According to the speaker, tribalism in Naga society must continue as it will preserve their cultural tradition and identity. However, Leonard added, when it comes to common issues, Naga people must do away with tribalism. He also reiterated his earlier view that Inner Line Permit must be applied all over the state for protection of the Naga people. Speaking on Motor Vehicles Act 1988, CLC Lecturer, Longshi Ezung talked about ownership of vehicle, driving license, compensation etc covered under the Act. A person must have attained the age of 18 to be eligible to drive regular vehicles while for commercial vehicles the permissible age is 20, he said. It was pointed out that the law enforcing agencies cannot penalize a person on the spot for not carrying vehicle documents. The public is given a certain period of time to produce documents to the authorities and only if the limited time expires can the defaulter be penalized, he added. In case of selling and buying of vehicles, the speaker said it was necessary for both the parties to report to the authority. Pertaining to accidents, when the case reaches the court of law, irrespective of whose fault it is, the injured (if permanently disabled) has to be compensated with an amount of Rs 25, 000/- while in case of death, Rs 50,

MoKoKchUNG, AUGUST 23 (MExN): The Clark Theological College (CTC) 12th Triennial Alumni Reunion was organized on August 21 and 22 in collaboration with Clark Centre for Peace Research and Action (CCPRA) on the theme ‘Ministry of Peacebuilding.’ In the inaugural service, Vinili (Class of ‘88) led the service and Dr L. Tsanso (Class of ’81) spoke on the theme. The Executive Secretary of ABAM, Dr Mar Atsongchager (Class of ’88), also exhorted the gathering with words of wisdom. The second day started with devotion by Repakokla (Class of ’97). Thereafter, there were three workshop sessions in which the speakers were Zanbemo (Class of ‘02), Hiapierai (Class of ‘90),

The meet closed with a befitting Concert with the slogan – “OLD meets NEW: Concert of Friendship”. Both alumni and current students presented music. Heavy landslides damages pipelines for water supply
ZUNhEboTo, AUGUST 23 (MExN): The Chief Engineer, PHED Er Kevisekho Kruse along with Superintending Engineer, Er Moa Longchar and a host of field officers and staff on August 22 conducted a physical verification of the huge damages of the main pipeline for water supply to Zunheboto town caused by nature’s fury on August 4. It stated in a press release that the site visit took stock of the whole situation and made a detailed assessment of the materials that can be salvaged and the additional pipes etc that would be required for restoration of the disrupted water supply. The Chief Engineer observed the damage caused to be most unexpected and first occurrence of such fierce landslides and flood in the area since the commissioning of the water supply scheme in the year 2000. He added that a total of 790 metres of 150 mm dia main pipelines have either being totally damaged or carried downhill, resulting in complete stoppage of water supply to the town. He also stated that steps have been already initiated to restore the water supply at the earliest possible time. The Chief Engineer also stated that due to heavy landslides the main pipelines for water supply to Dimapur town and Mokokchung town also have been disrupted for which the Department have initiated steps are being taken for restoration at the earliest. A large quantity of arms and ammunition has also been recovered from him. The rally was organised by Indigenous People's Front of Tripura (IPFT), a tribal-based political party. and was attended by thousands of tribals. The IPFT submitted a memorandum addressed to Governor Devanand Konwar. "A seven-member delegation IPFT met the governor's joint secretary Nabanita Roy and submitted the memorandum demanding a separate state upgrading TADC," a Raj Bhavan official told IANS. IPFT general secretary Aghore Debbarma said they want the TADC to be upgraded and a new separate state be formed out of Tripura. The TADC, which has been playing a key role for the socio-economic develop-

The IPFT, which first raised the demand for a separate state several years ago, has so far failed to garner support even from within the indigenous tribal people. He accused the Left Front government of creating a "lame duck institution" having no real powers to ensure the development of backward indigenous people.
Kukis in Manipur intensify statehood demand
IMPHAL, AUGUST 23 (NNN): Kukis in Manipur have intensified their statehood demand movement by spreading out their programmes to various parts of the North East India region. Apart from participating in the ongoing indefinite hunger strike underway at Kokrajhar in Assam jointly carried out by the Bodos and leaders of the Kuki State Demand Committee (KSDC) demanding the creations of Bodoland in Assam and Kuki state in Manipur, series of consultative meetings involving Kuki intellectuals, Kuki State Demand Committee leaders, Kuki scholars and student leaders will be organised in Guwahati, Shillong and Churachandpur (south Manipur) in the coming days. The Kuki State Demand Committee and some social organisations based in Guwahati and Shillong will be organizing a one-day consultative meeting at Guwahati on August 25 and another such programme at Shillong on August 26 with leaders of Kuki Welfare Association, Kuki Students Organisation (KSO-Guwahati), research scholars and students of Guwahati and kuki Inpi (Meghalya), KSO-Meghalya), Kuki Welfare Association, research scholars and Kuki students of Shillong. In all the consultative meetings, KSDC will be represented by its chairman Hejang Haokip and its secretary K.Gangte. "The KSDC in collaboration with the people and civil organizations will continue consultative meetings to sensitize and give awareness to the masses for the present 'kuki State Movement' in Manipur.," the KSDC said.
SENAPATI, AUGUST 23 (THE HorNbILL ExPrESS): Claiming that it has supported and extended maximum cooperation in any Census operation or re-verification process, the Naga People’s Organization (NPO) Census committee has expressed resentment over the news item carried in a Manipur daily on August 23. Putting such false report of Government Officials not receiving co-operation during Census operation and re-verification process from the General public of Senapati District in three sub-divisions is incorrect and not acceptable,
the apex body said. The NPO demanded clarification over the matter from the source of such false report, it demanded. The NPO said that it along with the citizens of Mao-Maram, Paomata and Purul has been extending unconditional support to Central team of RGIs and State Officials during the two phase 2011 Re-verification process conducted in some villages. It remained inconclusive and unknown to the people of the three sub-divisions till today.

IMPHAL, AUGUST 23 (THE HINDU): The Manipur government has taken a serious view of the Myanmarese Army preparations to construct a temporary Army camp at Holenphai village, located 3 km from the police station at Moreh — the border town of Manipur. The State government is in contact with the Centre regarding the development, according to official sources. Attempts to defuse the crisis by dissuading the Myanmarese Army officers from suspending the work till a final settlement is brought about were not fruitful as the officers said that they cannot do anything against the orders from their higher officials. Meanwhile, several voluntary organisations and political parties in Manipur have been demanding the suspension of the work by Myanmarese Army personnel to erect a border fence as large chunks of the State’s land will be lost. Once the fence is erected, almost half of the 14 tribal villages in Chandel district will go to Myanmar. In the case of Choro in Ukhrul district, the entire village will be on the Myanmarese side of the fence. These political parties and NGOs have been threatening mas-

sive agitations to protect Manipur's land. Earlier, on the basis of complaints from Myanmar, erection of the 10 km-long border fence at Moreh had been suspended. The construction of the Integrated Check Post office was also suspended on similar ground. Robert Khetrimayum, Additional Collector of Moreh, accompanied by sub-divisional police officer H. Balram and Moreh police commando unit office-in-charge Sadananda visited the village on Thursday. The official team found the Myanarmese Army cutting trees in the village, following which the village chief informed the district officials about the development. The Additional Collector told the commanding officer of 87 Light infantry of the Myanmarese Army to suspend the work till a settlement is brought about. However, the commanding officer was not happy that Indian officials had come inside Myanmar "territory." He told the Indian officials that he cannot do anything unless his higher officials gave him orders. He also told the Indian officials that according to a map of the Britishers, this area is well within Myanmar.

Political Peace for Nagas
I
f there is to be a Political Solution to the Naga Political Issue, there must be: * first a Political Peace in the territory of the State of Nagaland, Head Quarter of Naga Political Movement. For this, a * second requirement is that every Naga, be it National Worker, State Politician, Bureaucrat, Public, Villager; Youth, Educated or not, man and woman must have in common, an Awareness of the hard realities that have descended on the Nagas today, and the * third requirement is that without the awareness of this hard realities in common by the entire Naga community, there can be no political solution to the Naga Political Issue. The list of requirements is becoming a little lengthy, but there is no alternative, and the * fourth requirement is the most important one; it is the Pressure the Government of India and the Government of Nagaland must united put on the Groups for Peace. This Peace is not the political Messiah for Solution; it is only the John the Baptist, the Forerunner for maintenance of minimum rule of law in the Society. Without this Pressures from the two Superior Forces of the Governments of Nagaland and GoI for Peace, there can be no Peace in Nagaland. If there is no Peace in the State of Nagaland, there can be no Peace in the land of the Nagas. This is not sweet to swallow; it is not easy to develop the political will for this, but there are no alternatives.
The Naga National Groups themselves on the one hand, appear not capable of wrenching out a National Coalition; the NNC is not able to do it even within their own NNC Family, the NSCN is not able to do it in their own Clan. On the other hand; the democratic forces in the land are dead, the force of Public Opinion is dead, the common Journey of Hope is interminable, the FNR is not yet dead but has no Key Stone or Corner Stone for the Building, and the Holy Ghost has not yet come to the Nagaland Baptist Church Council Director for Peace. This is the ground realities today in the Nagaland. Political Peace can not come to Nagaland without a Superior Force putting pressure on the gods of Politics for Peace! What is Political Peace? ‘Political Peace’ means Peace before a Political Solution. The Naga Groups must be pressured to first: i. Renounce Armed Threats to any Naga NGO or others and to each other of the Naga armed Groups. ii. Make complete cessation of illegal Taxation. iii. If this is not forthcoming within 2 months, the combined Armed Forces of the Government of Nagaland assisted by on the Government of India must vigorously enforce the Rule of Law on the erring Group in the territory of the State of Nagaland for the sake of Peace. The Government of India’s immature handling of the Ceasefire Agreement without clear-cut set-Ground Rules mixed up with Political Negotiation with one Group
only, enabled the NSCN (IM) get a vantage position to be boisterous and raging, extorting illegal Tax from hapless Traders and defenseless Shopkeepers, threatening all unarmed Nagas through ACAUT, and reminding the society that ‘they killed people when necessitated and that they would do it again whenever they decide’. What a Statement from the undisputed Leader of the Nation of Nagalim seeking membership to the United Nations, extolling killing for the conduct of its National Agenda? This is simply shocking. Every time any Civil Organization having any difficulties with them and going for discussion with them ends with Threat from the IM Functionaries to the delegates? Don’t Nagas have better diplomatic leaders than these? The IM Functionaries have every Right to reject what they do not agree, they have every right state their Opinions, they have every right to state their Claims to the Government of India; but did the GoI functionaries at any Time threatened the IM with India’s Prithvi ballistic missile at any of their 16 years long difficult Talk? When would Naga National Leaders behave world Class Diplomats and not like Terrorist Jihadis? The ACAUT Members are the Voters for the Government of Nagaland and the Writer wonders why they have not brought the Issue to their Government. The deficient Ceasefire Rules with the IM concocted by the GoI without any consultation with the elected Government of Nagaland, appears to have a lot to do in the unfortunate undesirable difficult

situation that have descended on the political scene in Nagaland today; no less surprising however, is the impotence the State Government has become to reiterate the Security of its Citizens in such dire situations! The new Home Minister of Nagaland has at last put some teeth into the Government by saying the State would not remain a silent spectator any more at the Armed Groups killing each other. Every citizen should support the Home Minister strongly in this. The State Government may not feed the entire Naga civilians; it may not prevent our Roads turning into shallow rubble filled Streams during the rainy season, it may not produce enough Jobs for the educated unemployed Nagas, but the maintenance of ‘Public Order’ is the first responsibility of the Government in the State List and not the Centre. The State of Nagaland in particular at such a time as it is today, need this Right and should vigorously pursue it. There can be no Peace in Nagaland today unless Peace is enforced by a Superior Force. Paul could not kick at a Spike. The Government of Nagaland as the Superior Force and aided by the GoI together, must put pressure on the political gods in Nagaland for Peace. Once Peace is established, then the Naga National Groups would peacefully and democratically get on with the Political Solution in God’s own good time but today Peace is first.

New Delhi, August 23 (AFP): Finnish telecom giant Nokia Oyj has told India’s government that the country is now its “least favourable market” to operate in and it makes better sense to export its products from China, a report said Friday. Nokia, which is fighting a $311 million tax demand from Indian authorities, urged the government to “act quickly to correct the wrong perception of India as a place for business”, The Indian Express newspaper reported. “The political risk of operating in India” has become “suddenly substantially higher and may inevitably influence future decisions to develop one’s operations in India”, Nokia said in a letter quoted by the daily. The reported warning comes at a bad time for India when foreign direct investment has slowed to a trickle amid mounting domestic economic woes including a plunging rupee, a huge current account deficit, slowing growth and perceived government policy paralysis.
The Finnish group did not immediately respond to requests for comment on the message which The Indian Express said was dated 19 June and was received by the finance ministry last month. Nokia said its tax problems made it “more cost-efficient for Nokia to transfer
the manufacture of mobile phones to China and to import them to the Indian market rather than manufacture them in Chennai”. Nokia, which has one of its biggest plants world-wide in the southern city of Chennai, is among a string of multinationals in tax disputes in India including Cadbury,
Royal Dutch Shell and Vodafone. India has stepped up its pursuit of alleged tax delinquents to reduce a hefty budget deficit. Nokia insists software downloaded onto its mobiles in India should to be taxed in Finland under a bilateral treaty between the countries, but India’s tax authorities view it differently. “Nokia does not think India can override its international obligations,” Nokia was quoted as saying. Tax claims against Nokia and other multinationals have “too great an impact on the predictability and certainty of Indian business environment to be ignored”, Nokia added. India—one of the world’s fastestgrowing mobile phone markets—is the second largest market for Nokia which began operations in the country in 1995 and employs 8,000 workers directly in Chennai. He will work with the 11 franchise bottlers in India and provide leadership and strategic direction to them. The soft drink major that re-entered the country 2 decades ago plan an investment of $5 bn lined up by 2020 and wants to make India to 5th largest market globally. Debabrata Mukherjee, currently vice president, strategy and still beverages, will take on the role of vice president, marketing and commercial. Anupama Ahluwalia, currently vice president marketing, will take up a short term leadership assignment with Hindustan Coca-Cola. Vikas Chawla, currently VP Operations, is moving to Athens, taking over as the Franchise Operations Head in South East Europe where he will lead Operations for 12 European countries. “The new senior level management changes is a step in that direction. ANEFWA pleads release of six months pending salary Kohima, august 23 (mExN): All Nagaland Electricity Field Workers Association (ANEFWA) has expressed pain and distress at the “inaction” of the State Government on the issue of “non-payment of salary” of the work charged employees under Power Department. A press release appended by ANEFWA president and general secretary stated, “We are discharging our duties with due devotion and sincerity towards the department, the state, and the citizens of the state, performing including riskiest duty.” However, it lamented, “The salary for six months since March 2013 has been withheld, which cannot be justified by any human reasoning.” It further expressed, “We too have families like any other employees in the state.

Excise seizes liquor, drugs NASU detects anomalies in govt offices and schools
Dimapur, august 23 (mExN): In the past three days, Dimapur Excise duty personnel at Chumukedima check gate have arrested several liquor and drug smugglers. Stating this in a press release Assistant Commissioner of Excise Lanuwati Jamir informed that excise personnel arrested one drug smuggler Mayanger with 566 capsules of Spasmo Proxyvon. Three persons were also arrested along with 135 bottles of assorted liquor. In a separate incident, the town area Excise personnel also seized 243 bot-
tles of assorted liquor from various locations, including Super market, Signal, and Dhobi Nullah areas. Altogether six accused were arrested in this connection. The note informed that all the accused have been booked under D&C Act and NLTP Act respectively and seized articles have been deposited in the Excise Malkhana for destruction. It further cautioned that District Excise personnel will continue to maintain surveillance and frisking at the check gates and all suspected areas, hence requested co-operation from the public.
Kohima, august 23 (mExN): Northern Angami Students’ Union (NASU) visited government offices and government high schools within Chiephobozou sub-division and Botsa EAC headquarters on August 19 and 20. NASU president Kehounei-u Thernuo in a press release said, “The purpose of the visit was to familiarize the initiatives undertaken and the local problems faced if any.” However, to their astonishment, NASU found that most of the offices remained closed, barring the ADC and SDEO of-
fices in Chiephobozou and the EAC Office in Botsa. In a particular office in Chiephobozou, it was found that the Chowkidar alone had been manning the office for some years due to absence of other staff, and in some offices, even the locks were rusted. NASU also learnt that some head of offices have set up their offices in Kohima and have been functioning from there for quite some time. (C) Head-quarter (Town Protection 2012-13), have been withdrawn without executing the work. It has also expressed sadness that the department concerned released the funds without the works being carried out. In this regard, the All
Ward Union Changtongya Town has informed all the beneficiaries concerned to complete the allotted works by September 10, 2013, as per the specification of the work order under the strict supervision of the department concerned. It cautioned that failure to

pfutsEro, august 23 (mExN): The Pfutsero Town Council (PTC) and its administrations intercepted an LPG consignment truck (NL-07-A-1517) on August 19 meant for Pfutsero Town. The occupants namely Diezievoto Thepa from Chumukedima Village and Alo Basumatari from Langing, Karbi Arlong (Assam) were reportedly pilfering LPG cylinders. PTC administrator Vikishe Sema in a press release
said that the equipment used for transferring was also discovered and seized by the administrations. Later, the Police Department, Pfutsero arrested the accused and a case was registered. The release informed that the LPG carrier never arrived its destination on time, citing vehicle breakage on the way. Ironically, from the public sources, the vehicle always broke down when it reached Chakhabama, the note stated.

1. Eligibility: The Participant (henceforth shall be called Speller) qualifying for 2nd Nagaland Spelling Bee Championship 2013 must meet the following requirements: 1. The Speller must be a Regular enrolled student under a school that is registered under the Nagaland Board of School Education (NBSE) or any other nationally recognized / affiliated Board of Educational Institutions in Nagaland. 2. The qualification of the Speller must be of minimum standard 8th and maximum 12th in the participating year. 3. The Speller must have full endorsement from the concern authority of the Educational Institution to which he or she will represent. 4. The Speller must not bypass or circumvent normal school activity to prepare for Spelling Bee. 5. The Champion of the immediately preceding edition will not be allowed to participate in the current edition. However, all other participants will be eligible, provided that they fulfil the other conditions. The Organisers may disqualify prior to or during the competition any Speller who is not in compliance with any of the above Eligibility Requirements; and it may — at any time between the conclusion of the 2013 Nagaland Spelling Bee and the subsequent edition 2014 — require any Speller who is found to have not been in compliance with any of the Eligibility Requirements to forfeit any prize, rank and other benefits accorded to the Speller as a result of participation in the 2013 Nagaland Spelling Bee Championship. 2. Stages of Competition: The Competition will have 2 (Two) distinct stages - A Preliminary Stage and the Final Stage. Preliminary stage on day 1 and the Finals on day 3. The Final Stage of the Competition will have 32 (Thirty Two) numbers of Competitors / Spellers selected from the Preliminary rounds. Preliminary Stage: In the Preliminary stage a Speller will be given 7 (seven) words to spell with 60 (Sixty) seconds to answer a word each. There will be no minimum qualifying word scoring level in the preliminary stages for a Speller to be selected to the Final stages. Spellers spelling the highest number of words correctly in the Preliminary stage will qualify for the next level / Final stages of competition. In event of any ties amongst the competitors spelling the least number of words correctly in the Preliminary stages, selection to the required number of 32 Finalists will be made on direct Knock - Out Basis, where the tie Spellers will be called to spell additional number of words. Final Stage: I n t h e F i n a l Round of 32, each Speller will be asked 5 (Five) words with 2 (Two) minutes to answer each word; from where 16 (Sixteen) Spellers will be selected for the subsequent round. In the event of any tie amongst the competitors, selection for the 16 Spellers will be selected on Knock–out Basis depending on the average correct words spelled. The same procedure of selection for Spellers from 16 to 8 (Eight) Finalists will be followed as stated above. From the Final Round of 8, the Champion Speller will be selected on the process of Direct Knock - Out Basis. When the participants are reduced to 2 (Two), the elimination procedure will change as. - At that point, when one participant misspells a word, the other participant will be given an opportunity to spell that same word. - If the second contestant spells that word correctly, plus the next word on the Pronouncer’s list, then the second participant shall be declared the Champion of the Bee Competition. - If one of the last two participants misspells, then the other, after spelling correctly the same word, but misspells the new word submitted to him/her, the same mis-
spelled word will again be referred to the other Speller. - If one of the Speller then succeeds in correctly spelling the misspelled word firstly given to the other Speller and then also correctly spells the next word on the Pronouncer‘s list, then he/ she shall be declared the Champion. - If both Spellers misspell the same word, they shall continue in the contest, and the one who first misspelled the word shall be given a new word to spell. The pattern will continue until one of the participants is declared the Champion. 3. Official Dictionary: The Oxford Dictionary and its addenda, 2010 Edition will be the final authority for the spelling of words. All words given in Championship will be entries in the Oxford Dictionary only. 4. Time: The Speller’s time has a
limit of 60 Seconds for the Preliminaries. Time begins when the Pronouncer first pronounces the word. From the Final round, the 32 Spellers’ time at the microphone will be a limit of 120 (One Twenty) Seconds. Time begins when the Pronouncer pronounces the words. If the Judges and Pronouncer need to discuss a competition-related matter while a Speller is contemplating a word, they may pause the time clock. If they pause the time clock, they will inform the Speller when they pause and resume the time clock. The Judges will disqualify any Speller who does not provide a complete spelling before the expiration of time. 5. Pronouncer: The Pronouncer will pronounce words provided to him by the Judges as referred to in the Oxford International Dictionary. Homonyms: If a word has one or more homonyms, the Pronouncer will indicate which word is to be spelled by defining the word given to the Speller. Speller’s requests: In the competition the Pronouncer may respond to the Speller’s requests for a definition, sentence, part of speech, language(s) of origin and alternate pronunciation(s). When presented with requests for alternate pronunciations, the Pronouncer or Associate Pronouncer checks for alternate pronunciations in Oxford International Dictionary. The Pronouncer may grant such requests as long as they are in accordance with time constraints outlined. Pronouncer’s assistance: The Pronouncer may offer word information — without the Speller having requested the information. 6. Judges: The Judges shall uphold the Rules & Regulations to determine whether or not words are spelled correctly. The decisions of the Judges are final. Interaction with the Speller: Because seeing lip movements may be critical in detecting misunderstandings or misspellings, the Judges can direct the Spellers to face them when pronouncing and spelling the word. Misunderstandings: The Judges participate in the exchange of information between the Speller and Pronouncer if they feel that clarification is needed. Also, the Judges listen carefully to the Speller’s pronunciation of the word; and, if they sense that the Speller has misunderstood the word, the Judges work with the Speller and
Pronouncer until they are satisfied that reasonable attempts have been made to assist the Speller in understanding the word within the time constraints described. While the Judges are responsible for attempting to detect a Speller’s misunderstanding, they (Judges) are not responsible for the Speller’s misunderstanding. Pronouncer errors: The Judges compare the Pronouncer’s pronunciation with the diacritical markings in the word list. If the Judges feel that the Pronouncer’s pronunciation does not match the pronunciation specified in the accent markings, the Judges will direct the Pronouncer to correct the error as soon as it is detected. A new word will be given in event of objection on the words pronunciation with the assent of the Judges. The Judges will resolve any / all disputes concerning; (a) pronunciation (b) interpretation of rules and procedures (c) time (d) and all other technical related things regarding the Championship, which will be final and binding. 7. Speller: The Speller must face the Judges and pronounce the word for the Judges before spelling it and after spelling it. The Speller while facing the Judges must utter each letter distinctly and with sufficient volume to be understood by the Judges. The Speller may ask the Pronouncer to say the word again, define it, use it in a sentence, provide the part of speech, provide the language(s) of origin and/or provide an alternate pronunciation or pronunciations. The Speller may also be asked for a change in the sequence of letter spelt if the word is not being completely spelt and pronounced and if stipulated time remains so. However the Speller will not be allowed to retrace the letters if the word asked has been completely spelt and pronounced once. After the Pronouncer gives a word, the Spellers are encouraged to pronounce the word before spelling it and after spelling it. There will be no disqualification of the Spellers for failing to pronounce the word incorrectly. Misunderstandings: The Speller is responsible for any misunderstanding of the word unless (1) the Pronouncer never provided a correct pronunciation; (2) the Pronouncer provided incorrect information regarding the definition, part of speech, or language of origin; or (3) the Speller correctly spelled a homonym of the word and the Pronouncer failed to either offer a definition or distinguish the homonyms. 8. Time Keeper: The Time Keeper will in correspondence with the Pronouncer’s pronouncement of the word for the Speller to spell, will mark the starting and simultaneously indicate the end of time allotted to the Speller. When the Judge/s and Pronouncer are in discussion to a competition-related matter while a Speller is contemplating a word, the Time keeper at the notification of the Judge / Pronouncer will pause the time clock and will inform the Speller when they pause and resume the remaining time clock. 9. Scorer: The Scorer in confirmation to the Spellers correct and incorrect - responses and to the interpretation of the Judges verdicts will maintain the score records of the Spellers. 10. Disqualification: The Judges will disqualify a Speller; (1) who refuses a request to start spelling; (2) who does not approach the microphone when it is time to receive the word; (3) who engages in unsportsmanlike conduct; (4) who, in the process of spelling, utters unintelligible or nonsense sounds; or (5) in the event when the action of a participants supporter is deemed inappropriate by the Judges / Pronouncers, such as whispers, lip or letter guiding indications etc. Speller activities that do not merit disqualification: The judges may not disqualify a speller (1) for failing to pronounce the word either before or after spelling it, (2) for asking a question, or (3) for noting or failing to note the capitalization of a word or the presence of a dia-
critical mark. 11. Organisers: The Organisers will oversee all aspects of organising the Championship successfully and any disputes or issues related thus, the decision of the Organisers will be final and binding. POTHOLES & REPAIRS?
ecently on a flight to Dimapur a small news item with a caption “Police to book road contractor for not filling pot holes” had attracted my attention. It says that in Nayghar ward office in Manikpur division of Vasai Virar Corporation (Mumbai) Traffic Police had sent urgent notice to fill potholes and to carry out road repair on war footing on a time–bound manner warning them serious consequences for any failure. Unfortunately some accident had taken place seriously injuring travelers due to the potholes. The Traffic Police had promptly booked the contractor and the ward officials under IPC 309 (death due to negligence) for not repairing roads & potholes despite reminders by the Traffic Police. Incidentally, when I landed at Dimapur and reached Purana Bazar area – a woman with a child crying stuck in an Auto rickshaw slipped into a big pot holes water pool on the road. Auto driver was telling her to get down but the woman was protesting understandably. It was raining quite heavily. As I travelled down in Duncan Basti area my vehicle got a violent jerk pushing me up off my seat when I repamended, the driver had only cursed the potholes on the road. It had agitated my mind and start comparing between the condition in Nagaland with other places and the way people and officials react and response to the demand of the situation. Comparing the roads and other infrastructures in the state with the neighboring states (not with developed countries and advanced states) which are placed in similar comparable situation, one can see a sea of differences. Do we all have to feel helpless and resign do the fate? The news item and the two coincidental events encountered has reminded me how we all fail to perform our duties when our rights are blatantly violated, infringed or are crossly-neglected by the accountable agencies/departments. But we all silently suffer and tolerate. Recently, on the issue of potholedroads in towns in Nagaland W & H Deptt, as the main nodal deptt, not urban municipality in town like Dimapur, Kohima, Mokokchung, (we are yet to streamline properly the duties and responsibilities of governance in municipal township) had inspected and announced to undertake urgent repairs. Some stone-chips are found unloaded here and there haphazardly. But the progress is frustratingly slow so far which is provoking every one to agitate adversely. Comparison can be made about the quality of roads from the feelings one get when we walk or travel along the roads in our state and other places. One get exasperated and feel stressful in Nagaland while in most other cities,
it is exhilarating and refreshingly pleasant to walk or travel because roads /streets are planned with footpaths on both sides of the road with separate provision for cycling tract, beautiful flowering shrubs planted on all sides and corners; roads are clean and properly maintained all throughout the year. It is really a pleasure to walk along such roads in the towns/cities. Good or bad is a comparative terminology. Many Nagas may not be aware of what is considered good in the absence of comparison between different conditions. Therefore, logically in all the roads whether in the towns or rural areas the conditions are disgustingly bad in Nagaland. In fact, it is worse in most town areas due to constant pressure on the road, inferior quality construction, lack of timely repair and maintenance, not having proper drainage system but we the tolerant Nagas accept all these misdemeanors silently – so again we all fail in our duties or should we say blessed ignorant?. Without mincing much words, it is high time that the nodal authority take prompt initiative to see that the necessary repairs and improvements are carry out to provide some relief to the people not just a high rhetoric devoid of action. The recent announcement by the W&H Deptt of constituting a high level committee to foresee these roads repairs and expansion programme in and around Dimapur is welcome news. The implementation of this ambitious work must be preceded by proper planning providing all essentials needs in public interest like, good footpath, drainage system, and provision for City Bus Stops, Waiting Sheds and other beautification facilities are included in the total planning. It will make a good trend in future planning for road development which will bring all round qualitative improvement in both infrastructures as well as educate the people. On the part of civil society the duty is to fully cooperate with government agency in implementing such programme that is in public interest. Encroachments, obstruction with the excuse of land owner’s rights, blockage of drainage outlets and so on from the individuals and individual groups must be dealt with promptly without compromise. Public should not be allowed to take law into their own hand. The Traditional rights provided under Constitution Article - 371A is not individual absolute right. We should accept that public interest must take precedent over individual interest to progress in society. The quality of life in any society is determined by the happiness prevail in our life. And happiness is derived from the comfort and satisfaction we get out of orderly sur-
rounding ensuring the availability of our daily basic essential needs and services, such as, good roads, electricity, water, health care, efficient regulatory enforcement of law and order which will instill a sense of security. All those will tremendously contribute toward creating a sense of well-being and happiness in the mind of its citizens which in turn enhance the quality of life. Sadly, in our state even after 50 long years of statehood those basic essential services and facilities are far from satisfactory anywhere including the state capital Kohima not to speak of any other district Town. Therefore, the quality of life in our surrounding is definitely inferior. Do we deserve only this much? This is a glaring reflection of our collective failure both the government functionaries for failing to provide those basic facilities and the civil society for being so tolerant to all such negligence and failures of the responsible authority. We all know that the general economic well-being can not be determined by the few ostentatious private estates or buildings by some neo-rich individuals (whose income sources are not known in the absence of income tax realization) but by the general well-being of its citizens. To find happiness in life is one important desired goal in our life and to achieve that certain basic favorable surroundings must be created to the satisfactory level. Small country Bhutan has considered “Happiness” as the single most important determinant factor to measure the progressive all round development of a nation. Not the Gross-Domestic-Product (GDP) but it is the Gross-National-Happiness (GNP). To measure that, some parameters have been formulated amongst which providing the essential services and infrastructures and good governance to a satisfactory level are most important determinants. It is refreshingly a new approach which is proved to be relevant and has become a subject of interest to United Nation Organization (UNO.) Happiness in life cannot be bought by wealth alone. If we accept such an idea then what must we do to promote it here as well? The cardinal principle for the success of democracy is enlightened-proactive public awareness and enforcement of citizens’ rights and duties. Learn to point out any failure or appreciate good initiatives by the government in power. Any matured democratic government will welcome criticism pointing out where it failed or succeeded. Such clear voices will encourage self-evaluation and take self-correction which will ensure healthy democratic growth. There are some fundamental duties that every representatives government
is expected to perform as a welfare state; such as, to provide basic essential needs and efficient governance and government responsive and sensitive public voice. The efficient enforcement of Regulatory Measures and the Role of Laws beside providing welfare needs will establish appreciable response from the people on the government of the day. For, the purpose of law is to prevent exploitation of the many by the unscrupulous few, uphold justice, right the wrongs and regulate society for the common benefit of all. On the part of the citizens active exertion of its rights and exercise of the duties will go a long way for healthy development of society. We should know that enlightened public is the best critic in any democratic governance. In this direction, Bravo!, to ACAUT (Action Committee against Unabated Taxation) for very positive effort taken to create public awareness and take corrective measures by pointing out how innocent people are exploited in all directions by every agencies/ functionaries/organizations. This initiative needs pro-active support and encouragement from all knowledgeable citizens. They must carry on without fear till it comes to its logical end in the line they envisaged no matter what the obstacle, displeasure and threat. The irony is, Naga people are exempted from many taxes e. g income and land revenue taxes etc. depending only on the largesse of the central government funding for development and other expenditures. But today the Nagas are the most taxed people on this earth through such illegal multi-taxation/collection at all levels but we bear these fleecing silently. Thanks to ACAUT that all are now more aware and should no longer be silent- helpless spectators failing in our citizen’s duties. It was a welcome achievement when the (IM) Top-Brass had at last positively responded to their suggestion. Similarly other more serious exploitations must come to an end. All such reforms and corrective measures will go a long way toward developing more organized better tomorrow in the State. In order to develop healthier progressive society the people must know their right and duties and assert by making knowledgeable public opinion whenever required and demand from government its commitments to carry out welfare activities which are beneficial to the common people and remind its accountability for any negligence and failure. Water an Often Overlooked Essential Nutrient for Livestock
W
ater is a ubiquitous chemical substance that is composed of hydrogen and oxygen and is essential for all known forms of life. It is an essential but often overlooked nutrient for livestock. Importance of Water: - Providing sufficient quantity of water is essential for livestock husbandry. Water makes up over 98 percent of all molecules in the body, 80% of the blood, regulates body temperature, is vital for organ functions such as digestion, waste removal, absorption of nutrients, reproduction, lactation, lubrication of joints, eyesight, and as a cleansing agent. Water forms about 50 to 80 percent of an animal's live weight and is an essential nutrient. An animal may lose almost all of its fat and 50 percent of its body protein and survive, however the loss of 10 percent of its body water can be fatal. A 'good' supply of water (both quantity and quality) is essential for an animal to maximize feed intake and production. Water Sources: - Water is available to livestock in the in feed consumed and through free access to water from natural sources or water troughs Water Quantity Requirements: - Water requirements are influenced by several factors and livestock consume water based on a combination of species, size, physiological state, level of activity type of diet, water quality, water temperature and air temperature. Limiting water intake can depress animal performance more quickly and drastically than any other nutrient deficiency. Domesticated animals can live about 60 days without food, but only seven days without water. Hearing and sight are impaired without water. Rule-of-Thumb: - For making initial estimates the following "rule-of-thumb" may be adopted: • Cool weather (below150C); 4 liters per 45 kg animal weight • Hot weather (above 250C); 8 liters per 45 kg animal weight Water Quality Requirements: - Providing sufficient quantity is important however at the same time quality (in terms of physical, biological and chemical) should never be compromised.
Signs of dehydration Signs of dehydration or lack of water are tightening of the skin, loss of weight, and drying of mucous membranes and eyes. In cattle, the eyes will appear sunken and dull. Dehydration in lactating dairy animals results in near cessation of milk production. One way to check for dehydration is by skin folds. Pull the skin and hold a moment. Release and count the seconds until the fold disappears. On a dehydrated animal, the skin will stand for several seconds. Water quality affects the quantity of water consumed, and in turn, the quantity of feed consumed. If the water quality is in question, assess it by a lab water analysis. Assess water quality at both the point of use and the source. The contamination of watering devices by dust, spilled feed and fecal matter can lead to the growth of slime. Eventually slime organisms die and decay, creating foul odour and/or tastes. Physical Quality: - Water provided for consumption by livestock should be free of any visible physical impurities (in many instances farmers tends to take it lightly thinking that since it is for animals anything will do). Physical impurities when ever present may cause injury to oral cavity and alimentary tract may cause choking and they are also potential source as vectors for carrying pathogenic microorganisms. Dirty water should never be given to animals, however in case of floods or other difficulties whenever availability of clean water is a problem, the available water should be filtered before feeding to the animals. Chemical Quality: - Water may apparently appear clean which may not necessarily mean that it is clean from the chemical and biological point of view. It contains many dissolved chemicals and microorganisms which are not visible to the naked eye. Excess salinity and alkalinity, presence of pesticides and weedicides can have a very negative impact on the health of the animals leading to economic loses. Typically, poultry is more sensitive to the taste and mineral
content of the water than other livestock types. Biological Quality: - Livestock water should not be contaminated with manure, sewage or surface run off. Most water has some level of bacterial contamination, but not generally at levels to harm livestock. Using a water trough (generally raised above ground) that is kept clean will reduce the potential for bacterial contamination. Cleanliness an Important Factor to Ensure Quality Water In many instances it is a common attitude on the part of the livestock rearers to think that anything may serve the purpose of fulfilling the water requirements of the animals which is highly not recommended. Seasonal availability is also a major constrain- during summer months there is too much abundance providing sufficient opportunities for contamination and during winter months due to scarcity quantity required has to be compromised with questionable quality. All water troughs should be cleaned frequently. Livestock should never be forced to drink dirty or contaminated water. Stale water can cause reduced water consumption. Even when clean water is available, animals may continue to consume dirty water if it is available. Dirty water is a host for disease organisms. Disease can spread rapidly if animals drink from the same trough, so sick animals should be isolated from the trough and the trough cleaned and disinfected. A good disinfectant is dilute bleach solution after the trough has been thoroughly cleaned. Sprinkling baking soda into the fountain periodically may reduce algae growth It may be interesting to note here that according to FAO, amount of water needed to produce 1 kg of chicken (meat) is 3900 liters, pork is 4900 liters, beef 15500 liters. This is inclusive of water required for watering the animals, washing and cleaning and that required for producing feeds and fodders for the animals. I still don't understand why our people always compare us with Mizo singers or bands, don't you think we the Nagas are also good and trying our best in our own ways and in our own genres. They are good no doubt, but you can't say they are better. We are equally good and equally struggling. I am sure all the Naga singers are not proud, same goes to Mizo singers or band. Kindly do check the real music scene at the present moment in Mizoram also. PS: Appreciation is less always. 2. How many of you really buy and support local Artiste/ band like us? If you really care kindly do buy and HELP us. We die today because you guys kill our market by downloading it free always. 3. We ask FEES because it is our profession, our career. You should also know the amount of time, money, energy etc we spend and sacrifice for that 5 minutes performance or 90 mints concert. Don't you think we need to be paid for our job? Eg: My bassist change his strings each concert, which costs him 1500 - 2000 approximately, plus the fuel he puts in his car for the practices, the refreshments, the clothes or dresses & so many unseen expenditure, which will cost him at least somewhere around 4- 5000, and not forgetting the amount of time he sacrifices from his work, family, loved ones etc. So when you tally it all, it comes roughly to around 20-25000 - the expenditure of the entire 5 member band preparing for a show, and you expect us to play it for free or 10000, 15000, 20000? Seriously? I know it's not all about money always but hello no businessman or Govt servant would like to work for a loss and you expect us to just come and sing for free? 4. Personally as an Artiste myself, I am still struggling and working towards my dream, so forget about stardom or superstar. We are not even one step there on that road yet, but yes we are working towards it. 5. The common people make an artiste a STAR, but are you really ready to accept a local artiste, as a STAR inside your head? Nah I doubt so for many of you. (I know you can never imagine your own people as celebrity) PS: we get good response from outside Nagaland rather than in our place every time we share & play our music. I personally feel there are very less people who appreciate good music out here. (Go to one of the Local concert and hear from the audience or lousy drunkard cheer leaders, how they make remarks or cheer us.) 6. We are also human just like you from the same planet and we do have our weaknesses, please don't make it so BIG as if we can't make mistakes. 7. I guess we have a very less options if it’s not English to hit greater audience, because our local dialects are limited and Hindi, we still need to brush it so much. 8. I still don't understand why people make such a fuss about accents out here? I understand about dictions but accent, every people, region have their own accent. We don't have a problem listening to a Jamaican , French , Spanish singing an English song with their heavy accent, but we do have a problem when an Ao or Sumi singer have their own accent in a single lyric on an entire song. (This is what I think, please correct me if am wrong) 9. How many of you really go and watch Local shows? Nah you don't go, I know - Judge us with our live performances not through our recordings only. And Stop asking for free passes / tickets always if it’s your family member, relatives, cousins, friends, friends of friend, chief guest's friend, friend's boyfriend, organizer’s friend/relatives, Sound Crew's friend, Chokidar's friend etc. Encourage us instead by buying the tickets. 10. Normally in a Local concert without chief guest or sponsors (Which is hard to get) the maximum amount you can generate from the ticket sales will be around 2-3 Lakhs, and the good sound cost us 2.5 Lakhs per show (Local artiste rate if not its 3.5 Lakhs for National & International) the stage &Lights will cost almost 1.5 - 2 Lakhs and not forgetting all the other expenditures (Generators, Fuels, Chairs, Volunteers, Printing & publicity/advertisements Etc.) plus the band / artiste performance fees. Now you guys know why we usually play in that normal ground stack sounds rather than those Line Array sounds which international Artist use when they visit Nagaland. And I am telling you, sound also does matter a lot. (Hope you get the picture why we don't have much big shows where we can show our full potentiality) (Now don't blame the sound, Stage & Light guys why they charge so much, they have their own expenses.) 11. All musicians don't drink, smoke, sleep around, party, flirt or do drugs. I do have some few Musician friends who are indeed so honest, God fearing. Eg Tali Angh, UDX Band, Obed Kath ( Divine Connection) etc etc. 12. Yes we do have our flaws & do have so many weaknesses but PLEASE DON'T BITCH & CRITICISE FROM FAR, rather come & CORRECT US WITH A SOLUTION, we are still learning & struggling. MUMBAI, AUgUst 23 (ReUteRs): A photojournalist was gang-raped in Mumbai, police said on Friday, evoking comparisons with a similar assault in New Delhi in December that led to nationwide protests and a revision of the country’s rape laws. The attack on Thursday night triggered protests and an outcry on social media, with many users shocked that it took place in Mumbai, widely considered to be India’s safest city for women. One man was arrested on Friday and 20 police teams were pursuing four men who had been identified, said Mumbai Police Commissioner Satyapal Singh. “Mumbai police will do its best to collect all the evidence - clinching evidence, scientific evidence - so that a fool-proof case is made out in the court, and they get maximum punishment,” Singh said. “We will also request the government that this case be conducted in a fast-track court.” In rowdy scenes in the Rajya Sabha, opposition lawmakers accused the government of not doing enough to pro-
tect women, despite tougher sex crime laws brought in this year. The victim, who is in her early twenties, was admitted to hospital in south Mumbai where she was in stable condition, a hospital official told Reuters by e-mail. The attack took place shortly before sunset in an abandoned textile mill in Lower Parel, a gritty former industrial district that is now one of the city’s fastest-growing neighbourhoods of luxury apartments, malls and bars. The woman was at the mill on an assignment with a male colleague. The pair were separated by the attackers and her colleague was tied up with a belt while she was assaulted, Singh said. Several dozen mainly male supporters of the rightwing Shiv Sena political party gathered with flags and banners outside the police station where the case was filed. A further protest was called for later in the afternoon. Women’s safety in India has been in the spotlight this year following the brutal gangrape of a 23-year-old student on a moving bus in New Delhi in December, which led thousands of Indians to take
to the streets in protest. The woman died of her injuries two weeks later in a Singapore hospital. The trials of the four men and one juvenile accused of the December attack are expected to conclude within the next three weeks. The verdict on the juvenile suspect is set for Aug 31. Closing arguments in the trial of the four adult suspects started on Thursday. Following public outcry over the Delhi attack, India introduced tougher rape laws in March, which include the death penalty for repeat offenders and for those whose victims were left in a “vegetative state”. In contrast to Delhi, Mumbai has long been considered a safer place for women to travel alone, even at night. “(Mumbai) has this sense of security ... but these things make us feel that maybe we are not really that safe,” said A. L. Sharada, director of Population First, a Mumbai-based NGO that works on women’s rights issues. “Women should be able to move freely and take up work. MUMBAI, AUgUst 23 (IANs): One person has been arrested while four people have been identified for their involvement in Thursday’s brutal gangrape of a woman photojournalist whose cries for help went unheard in an abandoned mill, police said here Friday. Describing the incident as “horrific”, Mumbai Police Commissioner Satyapal Singh told mediapersons that the remaining four people would be arrested soon. “Twenty teams of the local
police and Crime Branch have been formed and sketches of the accused have also been released,” Singh told the packed media gathering. The incident came barely five days after an American woman was attacked and robbed in a suburban local train, raising questions over the safety and security of women in the city. The photojournalist was on an assignment along with a male colleague in the abandoned Shakti Mills Compound, near Mahalaxmi
railway station, when the attack took place. Recounting the incident based on the statements of the two victims, Singh said that two men first confronted the duo alleging that they were ‘trespassing’ on railway property. Later, they called three other accomplices inside the ruins of the factory. Claiming to question them, one of them tied up the male colleague with a belt and took the woman away from there -- about 20 feet away behind thick undergrowth. There, the
accused allegedly raped the woman, Singh said. The 22-year old girl, who suffered grievous internal injuries, has been admitted to the Jaslok Hospital along with her colleague and both are in a state of shock. Her cries for help went unheard in the sprawling mill compound at that late hour and the men -- all said to be in their 20s -- fled after committing the crime. Patil visited the two victims undergoing treatment at Jaslok Hospital and enquired about their condition. “This is a very serious matter and we have taken note of it. We shall arrest the accused soon,” he told the media. The police commissioner said the breakthrough was made following a statement given by the victim’s male colleague who was present at the time of the incident. “While one person has been nabbed, four others involved in the incident have been identi-
fied and further investigations are underway. They are believed to be living in the vicinity ... further probe is on,” he said. Though the police have identified all the accused, the police commissioner declined to reveal their names. The incident has led to a furore around the country and also echoed in parliament where it was raised in the Rajya Sabha by Bharatiya Janata Party member Smriti Irani. In Mumbai, Chief Minister Prithviraj Chavan, while

New DelhI, AUgUst 23 (IANs): Indian mothers are blissfully unaware that prolonged and repeated boiling of milk depletes nutrition that is vital for children, a survey released Friday stated. The survey by Tetra Pak reveals that “around 59 percent of mothers felt boiling (milk) increases its nutritional value and 24 percent felt that it does not impact its nutritional properties. Only 17 percent of mothers surveyed believed that boiling milk affects its nutritional properties”. “It is surprising that most households are unaware that prolonged and repeated boiling of milk leads to loss in nutrition. In a majority of Indian households, milk is boiled more than thrice, skimmed and hence devoid of most of the essential vitamins, proteins, amino acids and minerals,” said Sanjeev Bagai, paediatrician and nephrologist. Vitamins and proteins are denatured and destroyed when milk is boiled at temperatures above 100 degrees Celsius for over 15 minutes. Milk is a vital source for Vitamin D and Vitamin B 12, which help in calcium absorption. Both these vitamins are highly heat sensitive and boiling milk destroys both substantially. “Any loss of vital ingredients in milk, especially proteins and vitamins, could cause growth deficiency, weak bones, poor muscle development and neurological impact, among other long-term effects. Mothers need to be sensitised regarding improper boiling practices as it depletes milk of nutrients. At the same time, they should be aware about technologies that best protect milk,” added Bagai.

Hazare, currently on a twoweek tour of the US, also favoured direct election of prime minister and doing away with party-based political system, which he claimed has destroyed not only democracy, but also “usurped” the constitution. “India’s constitution does not recognise political parties. Both Rahul Gandhi and Narendra Modi represent political parties. Therefore being representatives of political parties, we would not permit them (to become the Prime Minister),” 76-year-old Hazare told a group of Indian students at University of Mary-
land on Thursday evening. “Our faith is in the Indian constitution. These political parties run against the basic spirit of the constitution. It is now important to raise awareness among the people of India. If the country needs a Prime Minister, or a President, the entire country should elect him centralised,” he said. “The country would get a good Prime Minister if the people of the entire country get an opportunity to select. As long as political parties dominate the electoral set up, the country is unlikely to get a good Prime Minister,” Hazare said at the event organised by DESI (Develop Empower Synergy India), an organization of Indian students. U.N. pushes Syria for chemical probe
BEIRut, AuGust 23 (REutERs): The United Nations stepped up demands on Syria for access to rebel-held Damascus suburbs hit by an apparent poison gas attack as activists sought to smuggle samples from victims to U.N. chemical weapons inspectors. “I can think of no good reason why any party, either government or opposition forces - would decline this opportunity to get to the truth of the matter,” U.N. Secretary General Ban Ki-moon told a diplomatic forum in Seoul on Friday. Opponents of President Bashar al-Assad said they had been in contact with the specialist U.N. team in Damascus and had sent tissue samples with couriers seeking to slip across into the government-held city centre to deliver them to the inspectors. Adding to pressure on Assad, whose government denies responsibility for fumes that rebels say killed hundreds early on Wednesday, key ally Russia said it had urged Syria to cooperate with the U.N. mission. China, however, called on all parties not to prejudge the outcome of the investigation. U.S. officials have suggested that evidence so far tends to point to an attack by Assad’s forces. The government has made no public comment on its willingness to let the inspectors cross the frontline from their hotel to the affected areas, some just a few minutes drive away. Its troops have been bom-
barding the suburbs, making it risky for any mission to reach the hospitals and morgues. The longer the team waits for permission to investigate, the less likely they are to get to the bottom of an incident in which opponents say Syrian government forces fired rockets laden with poison gas canisters into rebel-held neighbourhoods. The group of experts finally arrived in Syria five days ago, after months of wrangling with Damascus over a mandate to examine sites of previous, smaller alleged chemical attacks. Ban is dispatching a top official to lobby the Damascus authorities to allow them to expand their inquiries to the latest incident. The U.N. special envoy on Syria, Lakhdar Brahimi, said he believed the poisoning should accelerate efforts by divided world powers to mount a new coordinated push for peace talks. SAMPLES Speaking from the town of Arbin, one of those affected by mysterious deaths from poisoning, opposition activist Abu Nidal told Reuters: “The U.N. team spoke with us and since then we prepared for them samples of hair, skin and blood and smuggled them back into Damascus with trusted couriers.” Several others in neighbouring districts said they, too, had prepared samples to smuggle into the capital but had been unable to find a way to access the U.N. monitors inside their hotel. The admin-
istration of U.S. President Barack Obama said it was “appalled” by the deaths but has made clear any response would await confirmation of a chemical attack and its origin. Last year, Obama said the use of chemical weapons by Assad’s forces would be a “red line” triggering unspecified U.S. action. But Washington’s response to evidence of poison gas being deployed has been muted. In June, it said it would help arm the rebels, but not taking military action itself against Assad. A U.S. official familiar with initial intelligence assessments said Wednesday’s gassing appeared to be the work of the Assad government. Images, including some by freelance photographers supplied to Reuters, showed scores of bodies laid out on floors with no visible signs of injury. Some had foam at the nose and mouth. French Foreign Minister Laurent Fabius said on Thursday that world powers must respond with force if allegations that Syria’s government was responsible for the deadliest chemical attack on civilians in a quarter-century prove true. But Fabius stressed there was no question of sending in troops on the ground. A forceful foreign response is unlikely to be translated into rapid, concerted action given Washington’s cautious tone and divisions between Western powers and Russia and China. Moscow, however, is
also urging Assad to accept the investigation, arguing that rebels may have released gas to discredit the president. On Wednesday, Russian and Chinese objections to Western pressure on Syria saw the Security Council merely call in vague terms for “clarity” - a position increasingly frustrated Syrian rebels described as “shameful”. CLOCK TICKING Syrian officials say allegations against their forces are “illogical and fabricated”. They point to the timing of the attack, just days after U.N. inspectors arrived, and say it conflicts with previous assurances that, if they possessed chemical weapons, they would never use them against Syrians. Former weapons investigators say every hour matters in determining if chemicals were used and who was behind them. “The longer it takes, the easier it is for anybody who has used it to try to cover up,” said Demetrius Perricos, who headed the U.N. team of weapons inspectors in Iraq in the 2000s. European officials speaking on condition of anonymity said that hypothetically, options for response range from air strikes, creating a no-fly zone, or providing heavy weapons to some rebels were all still on the table. But there was little prospect of concrete measures without U.S. backing. “The American reaction ... was cautious,” said one official. “And without U.S. fire-
Myanmar facing ‘urgent’ drug-resistant TB threat
YANGON, AuGust 23 (AP): Twice a month, Min Naing Oo visits emaciated patients at a Myanmar clinic, urging them through his face-mask to keep taking their medicine no matter how sick it makes them. Otherwise they will die — and fuel the spread of drug-resistant tuberculosis in a country that is already tallying an estimated 9,000 new infections of the hard-to-treat strain every year. Only a tiny fraction of those have gotten proper treatment, all in the last few years, creating what health experts say is an “urgent” threat. “I feel it’s important to share my story,” says Min Naing Oo, who beat the disease after a 12-year fight, enduring debilitating joint pain, hallucinations, hearing problems, nausea and piercing headaches due to the toxic cocktail of meds. “I want them to know, if I could do it, why can’t they?” Myanmar’s health system was basically buried during a half century of neglect. And while there are signs of improvement, in large part because of donor funding, it remains badly broken even as the new quasi-civilian government moves forward with political reforms. Before military rulers handed over power two years ago, they were spending as little as $1 per person on health every year, and there were few sufficiently trained personnel or supplies, resulting in spiraling rates of diseases such as HIV and tuberculosis, infant mortality and deaths linked to malaria. In the last year, the Ministry of Health quadrupled its budget — though still far from the amount needed — and has worked to strengthen ties with the international health community. Experts from across the globe were gathering in Yangon this week for a two-day symposium aimed at finding ways to speed up diagnosis of multi-drug-resistant tuberculosis, improve patient care and take advantage of new shortened and less toxic treatments. “We are still in the early days, but the political willingness is there,” said Unni Karunakara, the international president of Doctors Without Borders, which hosted the event with the World Health Organization and the Ministry of Health. “And it’s coming at just the right time,” he said. “There is an urgent need to ramp up treatment.” HIV drugs are also lacking in the nation of 60 million, and UNAIDS estimates 18,000 people die from the disease every year, many of them succumbing — when their immune systems are weak — to TB. Tuberculosis is an age-old scourge and one of the world’s most infectious killers affecting 12 million people, according to WHO. With 506 sufferers per 100,000 people, Myanmar’s rate of regular TB is three times the global average. The normal strain of TB is easy to treat with a simple and cheap drug regimen. But when those medications are misused or mismanaged — often when patients skip pills — the bacteria can fight back and outsmart the drugs, creating resistance. The result is a new, much harder to treat multi-drug-resistant strain. Drugs used to treat it are 100 times more expensive, highly toxic and require a longer period of treatment. For many patients, it’s too much. They give up. Though there are an estimated 9,000 new infections of this drugresistant TB every year in the country, according to WHO, but as of 2012 only 800 patients have ever received treatment. It’s a worrying problem since this dangerous strain also can be spread via coughs and sneezes, usually infecting people in close contact. Thar Tun Kyaw, director of the ministry’s disease control program, worries the real number of infections could be higher, noting the country has only two laboratories capable of testing patients for drug resistant TB — one in Yangon and the other in Mandalay. “So this is a big gap for us,” he said. “We are trying to intensify detection of active cases.” There may also be countless hidden cases in areas that have been long cut off by civil unrest and rough terrain. Currently, the few patients in Myanmar lucky enough to get treatment for
drug-resistant TB receive it free of charge. But with the numbers increasing, the government still needs to come up with $41 million for its ambitious five-year $53 million expansion plan. Most of the money contributed so far, has come from international donors.

DIMAPUR, AUGUST 23 (MExN): The 14th Edition of the NSF Martyrs’ Memorial Trophy 2013 is slated to begin from September 20 to 19 at Kohima Local Ground (Khuochiezie). A press note informed that the annual football tournament is played under the aegis of the Angami Students’ Union in “tribute and astute remembrance of two students’ martyrs, Lt. Kekuojalie Sachü and Lt. Vikhozo Yhoshü who sacrificed their precious lives on the call of duty of the Naga Students’ Federation (NSF) for a just and rightful cause.” This year’s edition will witness more standardized format wherein teams/clubs shall be pooled in such a way that there will be compatibility amongst participating teams/clubs. The total prize money for this year’s edition is Rs. 2,50,000. The Champion will recieve Rs 1,20,000 with a running trophy and citation while the runners- up will recieve Rs 70,000 with a running trophy and citation. The losing semi-finalist will be awarded Rs 15,000 each and the losing quarter finalist will get Rs 7,500 each. Individual Prizes such as Best Goal-Keeper, Best Defender, Best Mid-fielder, Highest Scorer and Player of the Tournament will be awarded. DUBAI, AUGUST 23 (PTI): Australia coach Darren Lehmann has been fined 20 per cent of his match fee after pleading guilty to a charge of publicly criticising and making inappropriate comments about England player Stuart Broad in relation to an incident that occurred in a match. Lehmann was found to have breached Article 2.1.7 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to public criticism of, or inappropriate comment in relation to an incident occurring in an international match or any Player, Player Support Personnel, Match official or team participating in any international match. DIMAPUR, AUGUST 23 (MExN): Shillong Lajong FC registered a 3-0 win over Tata Football Academy, in a pre-season friendly, which was played at the JN Stadium Shillong on Friday. The match started on a bright note with both teams having a good possession of the ball and moving it around the park. The Reds looked the more dangerous going forward, however, with new international recruit Cornell Glen in particular troubling the TFA backline with his movement and darting runs. It was in the wake of one such move by the Trinidad and Tobago striker that the Reds finally found themselves ahead. Glen who dribbled past two TFA defenders, and found left back Jibon Singh, who wasted no opportunity to put the ball at the back of the net in the 32nd minute. TFA then tried to find a way back into the match,
but found it tough to break the firm Lajong backline, as the hosts dominated the first half with ease. Boithang Haokip then doubled his team’s lead when he curled one past the TFA custodian from a free kick in the 38th minute, even as the game went into the break,with Lajong leading by a brace. The second half play was quite toned down, as the morning heat started taking a toll on the players. In the 82nd minute of the game, Manipuri sensation Milan Singh put the game to bed ,with a beautifully curled free kick , even as Shillong Lajong FC Coach Thangboi Singto handed match time to youngsters Redeem Tlang, Bipin Singh, Rakesh Pradhan, Lalrammuana and Seikhohao Tuboi. Tsieyama SA Jotsoma defeated Fresh Kicker Club Tseminyu 4-0 in the first match of the day. Mekhrievolie Sano opened the account for Tsieyama Ist Match (12:00 noon) SA Jotsoma, while Orion FC vs Kekhrieneizolie Pfuchatsumia SU Rino contributed 2 2nd Match (1:30 PM) goals. Zhako Rino New Market XI vs netted another Footsie FC goal for the team. 3rd match (3:30 PM) 4th NAP FC overHQ IGAR (North) vs powered Viper FC Faith Sporting Club, Nerhema 1-0. NEW HAVEN, August 23 (AP): Caroline Wozniacki beat American Sloane Stephens 7-6 (6), 6-2 on Thursday to reach the semifinals in New Haven for the sixth consecutive year. The four-time champion is 23-1 at the Connecticut Tennis Center, with her lone loss coming a year ago when she had to retire from the semifinals because of a knee injury. "Thank you for making me feel old, I'm really not," the 23-year-old said. "I'm pretty proud of my achievement actually. I think it's pretty impressive." The former top ranked player will play Simona Halep on Friday. The Romanian beat Russia's Ekaterina Makarova 6-1, 7-6 (6). The other semifinal will feature two players from the Czech Republic. Defending champion Petra Kvitova beat Russia's Anastasia Pavlyuchenkova 2-6, 6-2, 7-5. She will face Klara Zakopolova, who came from a set down to beat Russian Elena Vesnina 4-6, 6-0, 6-4. Stephens, a 20-yearold rising U.S. star, stayed with Wozniacki early and was serving for the set after breaking the Danish star in the ninth game. But Wozniacki broke back to tie the set at 5-5 and never trailed in
the tiebreaker, winning 8-6. Wozniacki broke Stephens in the third game of the second set, and put the match away with another break to go up 5-2. "We both were playing well," said Stephens, who is still looking for her first WTA tournament title. "It's just unfortunate that I lost the tiebreaker. But I thought we both played really well." Kvitova needed three sets and a full day to make her return to the semifinals. Rain delayed the start of play in the early matches by more than an hour and a half, and she was forced to sit through a second, hourlong rain delay, during play. It was the third threeset match of the tournament for the defending New Haven champion, who leads the WTA Tour's top 100 players with 29 this season. She improved to 18-11 in those contests. "I know I'm playing a lot of three-set matches, that's why I probably know if I lose the first set, still I can go to the third," Kvitova said.
