Karbi, naga bodies call to ‘end border tension’ Morung Express News Dimapur | May 23

Civil societies of Nagaland and Karbi Aglong have appealed to the Assam and Nagaland state governments and Karbi Anglong Autonomous Council to take immediate steps to contain further tension and clashes along the border areas, till final settlement of the border issue. This was resolved at a joint meeting of Naga and Karbi civil societies held at Hotel Acacia, Dimapur on Friday. Reiterating an early settlement of the border dispute along the Karbi Anglong (Assam) and Nagaland border, the joint forum also announced that the proposed economic blockade by Karbis against Naga people has been kept in abeyance to pave

the way towards bringing peace and tranquility among the two communities. The forum also fervently appealed to people who are “occupying the land illegally” to stop unwanted activities along the Nagaland-Karbi Anglong border. The marathon meeting between the two civil society groups held threadbare discussion on the issue of land encroachment in Daldali Reserved Forest area and subsequent clashes witnessed in recent times. While conveying sorrow and condolences over the recent killings of innocent people in border areas “on suspicion without any provocation”, the meeting further resolved that the Naga and Karbi civil societies (joint forum) would

meet frequently as and when required to avoid any misunderstanding between communities of the two states. The draft resolution was signed by President of the Naga Hoho, Chuba Ozukum, on behalf of Naga civil societies and Vice President of the Karbi Anglong Peace Forum, Pankaj Teron, on behalf of Karbi civil societies. The 15-member Karbi delegates included representatives from the KA Cultural Society, KA Literature Organization, KA Border Protection Committee and KA Human Rights Watch. Naga Society: Culture, Education, and Emerging Trends launched Morung Express News Dimapur | May 23

A book on the culture, education, and emerging trends of Naga society was today launched at Hotel Saramati here. The book entitled 'Naga Society: Culture, Education and Emerging Trends' covers topics from human rights to customary laws, women empowerment, development, land, and education etc. It is a compilation of 13 papers presented at a seminar held in 2012 at Immanuel College, Dimapur which was jointly organized by Zunheboto Government College and the former. Dr. Benjongkumba, Asst. Professor of Department of Education, Zunheboto Government College and editor of the book stated that the objective of the book was to reflect the identity of the Nagas, hence, it portrays various aspects concerning Naga society. The book, he said, is apt not only for the academicians, but for all, including non-Nagas who want to do research on Naga soci-

ety. The book will become a reference book, he asserted. Further, the editor of the book expressed that “we” have many seminars but hardly turn them into a book. “We will strive for better, more publications,” he added. Prof BS Chauhan, former pro-vice chancellor, SASRD, Nagaland University, who officially launched the book called the title of the book fascinating and exciting. He

enunciated that emerging trends as mentioned in the title particularly is vital. Citing examples of change in Naga culture, customs, and practices, he stated, “Naga society is casteless, there is no class, but things are changing.” He further lamented that education in Nagaland has done little in the field of science and technology. Explaining that there are enough resources in Nagaland, he encouraged, “we must channelize

our energy for the growth of the Naga society.” According to Prof Chauhan, many trends are emerging in Naga society, but two trends are crucial – energy intensive lifestyle and global warming. In India, Prof Chauhan said, the lifestyle of North East region people is energy intensive. Giving example that 7 kgs of wheat is required to produce 1 kg of beef, he said such intensive lifestyle may not be sustainable.

“Resources have to be used proportionately…we have resources, we are not able to identify,” he added. On the issue of global warming, he asserted it is here and is a reality. Underlining that if it continues, forest areas will become grasslands, he stressed, “We should do whatever for our future generations.” Dr. Lanusangla, publisher & chief editor, Heritage Publishing House, chaired the launching programme and Imtijungla Longchar, who has already authored 17 books, said prayer. Imtijungla expressed that Nagaland has produced many scholars, yet there are very few writers. He encouraged the younger scholars to contribute to writing. She emphasized that Nagas should have their own books and younger Naga generation should read about their culture, history and traditions written by Nagas. The book published by Heritage Publishing House has 152 pages and is priced at Rs. 280/-. Book Review by Dr. Asangba Tzudir on Page 6.

46 MLAs decide to meet Governor, oppose Gogoi's leadership in Assam

Guwahati, May 23 (Pti): Despite Congress president Sonia Gandhi rejecting Chief Minister Tarun Gogoi's resignation on Thursday and asking him to continue in office, 46 disgruntled MLAs have decided to meet the Governor tomorrow to apprise him about their opposition to Gogoi's leadership. Former minister and senior Congress leader Sarat Borkatoky told reporters, "46 legislators will go together to apprise Governor J B Patnaik about the situation. We have got an appointment with the Governor at 5 pm tomorrow." After a meeting of the disgruntled Congress legislators in his official MLA residence here, Borkatoky said they would meet at 11 AM tomorrow to discuss on what to tell the Governor. "Our resolution was that we

have no faith in Gogoi's leadership. But when high command has gone against it, we have no option but to go to the Governor," he asserted. "If we have to remain in the electoral politics, then we have to have change in the leadership. We have also asked for a Congress Legislature Party (CLP) meeting to be called where we will say we have no faith in Gogoi's leadership", Borkotoky added. Minister Siddique Ahmed said, "We have prepared a document stating our position". Education Minister Dr Himanta Biswa Sarma, considered to be leading the dissident camp, told reporters after tonight's meeting, "C P Joshi (Congress leader in-charge of Assam) told me from Delhi that our high command has not taken any decision yet on Gogoi's resignation, but will do so shortly".

In the interest of Congress he asked me to urge the MLAs to wait for Sonia Gandhi's decision", Sarma said. To a query, he said, "I will not go to the Governor tomorrow as I am a minister. To go to the Governor I have to first resign from my ministership." Asked if the Gogoi government was likely to fall if the 46 MLAs go to the Governor tomorrow, Sarma said, "We cannot allow a situation where the MLAs go to meet the Governor. PM-designate Modi understands country’s problems: Mizoram CM aizawl, May 23 (EnS): Mizoram Chief Minister Lal Thanhawla said Friday he expects “the whole country will surely benefit” because the Prime Minister designate has been a three-time Chief Minister of a state and that such leaders understand the difficulties faced by states. Responding to local opposition parties’ charge that the Congress government in Mizoram would find itself in the doldrums because it’s parent party is no longer in power in New Delhi, the Congress veteran said that in the past, development projects in the state took off during the tenure of non-Congress PMs. “The Mizoram Pradesh Congress Committee does not collapse when a party other than the Congress comes to power at the Centre. The railhead at Bairabi (near the Assam-Mizoram border) came during the tenure of Deve Gowda. “When Deve Gowda called a meeting of all state Chief Ministers, all us CMs were happy. The reason is that a PM who had been a CM knew very well the kinds of problems states face. The ideal is that each PM should have been a former CM. “Now a man who has been CM of a

state for three terms is going to be the PM of India, and the whole country will surely benefit from this,” Lal Thanhawla said at Congress Bhavan, without naming Narendra Modi. The five-time Mizoram CM also played down fears in the Christian-dominated state that a BJP-led government would hinder freedom of religion. “We may have some fears here and there in terms of religion, but I believe they will not act blatantly because they too want to form the government for a long time. God uses the Congress party the most for ensuring freedom of religion. The party falls sometimes, but it always gets up.”

ATSUM reminds Manipur Meghalaya: UDP seeks quashing government of agreement of HC order on Bangladeshi settlers

iMPhal, May 23 (nnn): With two more days left for the state government of Manipur to address pending issues agreed between the All Tribal Students' Union, Manipur (ATSUM - Tombing group), and the state government of Manipur, the tribal student body today reminded the chief minister on the agreement. ATSUM-Tombing in its reminder to the chief minister has said it will resort to stern form of agitation if the agreement is not materialised by May 25. The ATSUM demands are to improve the health and educational facilities in Manipur hill districts, modification or alteration of the existing 200 point rosters, appointment of backlog vacancies

in GAD, cancellation of piecemeal recruitment drive in Manipur legislative assembly secretariat, effective governance in Manipur hill districts, transferring of land records, police jurisdiction, nonexistence of state chief information commissioner, to do away the culture of service extension in Manipur, tribal sub-pan, re-allocation or re-deployment of teachers, and finally to address the minister Md. Abdul Nasir case. Except for Nasir's issue, the rest points mentioned by ATSUM have been agreed by the state government of Manipur on November 25, 2013, to address within six months which lapses on May 25.

Assam sees rise in economic offences

Guwahati, May 23 (tnn): White collar crimes and economic offences are on the rise in the state. In 2013, the number of cases related to cheating and economic offences was more than 3,500. These offences were mostly fraud cases by dubious non-banking financial companies, fake recruitment agencies and real estate dealers, forging of signature, certificates and stamp papers. The state police and other government agencies seem to have completely failed to control the menace that has led to unchecked flow of fake currencies in the state. According to police records, at least 2,321 cases of cheating, 1,432 criminal breach of trust (CBT) and 85 counterfeiting cases were registered last year. "Cases of ATM frauds and insecure online money transactions were also high. Most of the white collar crimes included deceit by several private company officials in the name of providing financial security and jobs," said a senior police official. As many as 1,278 and 933 cases of economic offence were recorded in Assam in 2012 and 2011, respectively. Though the number of cases against fake notes is lower than other economic offences in Assam, the police official said there is a racket run by an international group linked to Pakistan and Bangladesh. "Racketeers from Mizoram and Meghalaya are also involved in currency smuggling," he added.

Plans to supply power to Bangladesh finalised

aGartala, May 23 (ianS): Indian officials held a meeting here Friday to evolve the strategy to supply 100 MW of power from Tripura to Bangladesh, an official said. "Today's (Friday) meeting studied the various aspects of supplying 100 MW of power to Bangladesh. The meeting was held in view of the constitution of a four-member joint study committee by Bangladesh and Indian governments last month," an official of the Tripura State Electricity Corporation told reporters. The joint study committee was formed following the meetings of joint steering committee and joint working group on the power sector held in Dhaka April 2-3. P.K. Sinha, India's power ministry secretary, and Monowar Islam, Bangladesh's power ministry secretary, led their teams in these meetings. The official said: "The joint study committee would submit its detailed report to their respective governments within three months." Officials and engineers of Central Electricity Authority, Power Grid Corporation of India Limited (PGCIL), North East Regional Power Committee, ONGC Tripura Power Company (OTPC) and Tripura State Electricity Corporation were present in

Saturday

the meeting. Tripura Chief Minister Manik Sarkar earlier said: "We have already told the Indian government that Tripura is ready to supply at least 100 MW of electricity to Bangladesh. The central government can now take necessary steps to supply power to the neighbouring country." The chief minister said after the completion of commissioning of two mega gas based power projects this year, at least 200 MW power would be

surplus in Tripura. State-owned Oil and Natural Gas Corporation (ONGC) is commissioning its biggest ever commercial power project (726 MW) at Palatana in southern Tripura (60 km south of Agartala) while the state-run North East Electric Power Corporation (NEEPCO) is setting up a 104 MW power project at Monarchak in western Tripura (70 km south of Agartala) and eight km from the India-Bangladesh border. The power generation

from the first unit (363 MW) of the Rs.9,000-crore Palatana power plant began December 2013 and the second unit (363 MW) expected to start generation later this year. The Palatana project is a hallmark of cooperation between India and Bangladesh, which ensured the smooth passage of heavy project equipments and turbines to Palatana through its territory by road and waterways from Haldia port in West Bengal.

ShillonG, May 23 (Pti): Main Opposition United Democratic Party (UDP) in Meghalaya today called for the state government to contest “without delay” the Meghalaya High Court order that Bangladeshi nationals who have made the state their home prior to March 24, 1971, must be considered as Indian citizens. The single bench of Justice SR Sen had on May 15 ruled that Bangladesh nationals who settled in this north-eastern state prior to March, 1971, should be treated as Indian citizens and their names enrolled in electoral rolls. At the same time, the court had added that those who had emigrated after that date be deported back to their country of origin.

“The government should contest this ruling before a Division Bench without further delay on the basis of the Indian Citizenship Act, 1955, and Foreigner’s Act, 1946,” UDP Working President Paul Lyngdoh told PTI. He said that the cut-off date of 1971 was only applicable in the state of Assam and any attempt to settle illegal Bangladeshi immigrants in Meghalaya would be detrimental to the interests of the indigenous tribals and go against the spirit of the Sixth Schedule and Article 19(5) of the Constitution. Stating that the Assam Accord which had led to the Indira-Mujib Treaty was a bilateral agreement between two prime ministers, Paul averred that the 25-year treaty had expired in 1997 and there was no in-

tegration by way of law into the Constitution of India. Justice Sen based his judgement on a petition by over 40 refugees from Bangladesh who were denied enrolment in electoral rolls by the district administration on the grounds that their citizenship was doubtful. Taking a cue from the affidavit filed by the state government, Justice Sen also said there was an understanding between the two countries with regards to who should be allowed to stay and who should be deported back to Bangladesh. “There is no question of deporting them at this stage when they have acquired the right of permanent rehabilitation in Amjong village,” Justice Sen had said.

Rise in militancy worrying: M'laya deputy CM

ShillonG, May 23 (tnn): A statement from the Meghalaya government on Monday addressed the issue of rising militancy in the state, and the northeast in general, and added that militants were exploiting the region's shortcomings to lure youngsters into their fold. Addressing an "AntiTerrorism Day" function at the main secretariat here on Monday, deputy chief minister R C Laloo said there had been a rise in insurgency activities in Meghalaya. The event marked the death anniversary of former Prime Minister Rajiv Gandhi. "Insurgent activities, especially in states like Assam, Nagaland, Manipur,

Tripura and Meghalaya are increasing. The Union government has been fighting insurgency in the northeast for nearly five decades now," the deputy CM observed. The event was attended by state home minister Roshan Warjri, PWD minister Sniawbhalang Dhar, chief secretary W M S Pariat, DGP P J P Hanaman and other top government officials. Admitting that people in the northeast had many grievances, Laloo said militants were exploiting these to attract young recruits. "Terrorists mostly recruit young people as it is easy to brainwash them," he pointed out. Laloo admitted that Meghalaya had its "share"

of violence and banned militant outfits. "Many precious lives have been lost and people have been living under the shadow of fear. There is a constant threat of being kidnapped or killed by militants and terrorists," he said. He also added that the increase in militant activities had adversely affected trade, commerce and economic development. He said the common people had been worst-affected by insurgency. Urging people

India best performing equity Where Do We Nagas Stand Today market in Asia-Pac for 2014 N

MuMbaI, MaY 23 (reuterS): The BSE Sensex rose more than 1 percent on Friday, making India the best performing equity market in Asia-Pacific for 2014 in dollar terms. The benchmark has gained 2 percent this week on continued hopes the incoming Narendra Modi government would unveil substantial economic reforms. Gains were also helped as State Bank of India surged after reporting bad loans fell in January-March, sparking a rally in other state-run lenders. Modi will be sworn in on Monday, ushering in the new Bharatiya Janata Party government, and investors will first focus on his cabinet appointments, especially the finance ministry portfolio. The administration would then need to unveil a new budget by early July. Still, not all analysts are as optimistic. Deutsche Bank downgraded Indian stocks to “neutral” from “neutral/overweight” relative to other global emerging markets, saying valuations, appeared “very stretched.” “Earning multiples look a little stretched for short term.

Punjab National Bank rising 5.4 percent. Also, hopes of reforms in the power sector by the new government continued to drive shares in the sector. NTPC Ltd rose 3.9 percent and Tata Power Co gained 6.4 percent. Ashok Leyland Ltd surged 13.7 percent after the company’s January-March operating profit of 1.84 billion rupees ($31.5 million) beat some analysts estimates. Reliance Communications rose 4.2 percent after the Financial Times reported that the company was in talks with China’s Citic Telecom over an undersea cable joint venture, citing unnamed people familiar with the talks. Among decliners, Motherson Sumi Systems Ltd fell 1.5 percent adding to Thursday’s slump of 2.3 percent after operating margins at its European unit Samvardhana Motherson B.V. lagged some analysts estimates in the January-March quarter. ITC Ltd, India’s largest cigarette maker, ended 0.8 percent lower despite JanMarch earnings beating estimates as traders continued to move out of defensives to domestic cyclicals.

July budget would be the next check point for this rally,” said Alok Roongta, chief financial officer at Bharti AXA Life Insurance. The BSE Sensex rose 1.3 percent, or 318.95 points, to end at a record closing high of 24,693.35, although the index is still around 3 percentage points away from the all-time high hit last week. This brings the Sensex’s gain so far for the year in dollar terms to 23.71 percent in 2014, compared to the next best performer, Indonesia’s IDX Composite which gained 22.7 percent. The Sensex rose 2.4 per-

cent for the week, marking its third consecutive weekly gain. The broader Nifty rose 1.25 percent, or 90.70 points, to end at 7,367.10, posting a weekly gain of 2.3 percent. SBI surged 9.6 percent, after earlier hitting its highest since May 2011. The staterun lender said net non-performing loans as a percentage of total assets fell to 2.57 percent in the March quarter from 3.24 percent in the preceding quarter. SBI’s share gain was its biggest single-day advance since Sept. 5, 2013. The results at SBI sparked gains in other state-run banks, with

Mobile banking apps SBI exploring ways to declare a hacker’s paradise Vijay Mallya ‘wilful defaulter’

New York, MaY 23 (IaNS): Love fund transfers or bill payments via mobile banking as you think twostep authentication process is secure? This may not be the case. A mobile security expert here has shown how a banking app can be hacked using free internet tools. To prove the point, Winston Bond from Marylandbased mobile security firm Arxan Technologies set up a dummy banking app to demonstrate how the technology can be hacked. As he signed into the mobile app, the password was automatically revealed on the hacker’s server. The server was able to piggyback onto the payment and even transfer money to the hacker’s account at the same time, Daily Mail reported. “It is the same process hackers are using to access official banking apps on mobile devices. The hacking technique used is called reverse engineering,” Bond was quoted as saying. Reverse engineering is the process of taking an object apart to see how it works, either to replicate or improve the object. It is often used by programmers to find mistakes or errors in code in order to fix them. According to security experts, to avoid any fraud, keep an eye on bank statements and report any irregularities. Also, check in the phone’s settings for any unusual looking processes running in the background. Installing anti-virus apps on mobile devices is a good idea.

koLkata, MaY 23 (PtI): State Bank of India, which has an exposure of Rs 1,600 crore to grounded airline Kingfisher, today said it is exploring ways to declare the carrier’s promoter Vijay Mallya as a ‘wilful defaulter’. “We are looking at various ways to declare Vijay Mallya a wilful defaulter and trying build a strong case in that regard,” an SBI source said. The source said that as per RBI guidelines, it would have to be proven that the borrower had diverted funds which he taken from the bank and not paying up despite having the ability to pay. “If we are sure on these two points, then the bank will declare Mallya a wilful defaulter,” the source said. A person declared wilful defaulter would lose direc-

torships in companies and would never be able to borrow further. SBI leads a 17-member consortium of lenders that is trying to recover dues running into over Rs 7,500 crore in principal alone from Kingfisher Airlines. SBI has the maximum exposure of Rs 1,600 crore to the airline, which has been grounded since October 2012. The loan to Kingfisher AirlinesBSE 4.98 % had become bad, forcing the bank to go for provisioning of the loan amount. The bank had also got symbolic possession of Kingfisher Villa at Goa, valued at less than Rs 100 crore. The source said that bank was also looking at attaching personal assets of Mallya.

We NAGAS have gone through numerous pain and sufferings when our villages was burned to ashes. Still during this painful stage we as a NAGAS were united and strong. Electrical dept clarifies to NCD Dimapur, may 23 (mExN): While appreciating the concern shown by the Naga Council Dimapur towards the department, the Dimapur Electrical Division has clarified that regarding the low voltage, the department is also aware that in some colonies, the problem exists but due to non-availability of transformers, new sub-station could not be installed. The works will be taken up on priority basis as soon as the transformers are made available. The Dimapur Electrical Division executive engineer Moameren in a rejoinder stated that the staff are trying their best to give regular power supply but unforeseen factors like falling of trees on transmission lines and technical problems cause delay for restoring power supply. In some instances, some people were caught for asking money from the consumers but they are not departmental staff, he said. In future, he stated, if anyone is found asking money in the name of the department, the matter may be informed to the authority concerned. The EE also stated that due to system constraints, uninterrupted power supply to the consumers may not be possible, but barring load shedding, the department will try its best to give regular power supply.

Town Planner, Neurologist, Cancer Specialist, Mathematician, Psychologist, Cardiologists. These were some of the many ambitions shared by the 65 Nagaland HSLC toppers during the Naga Students’ Federation (NSF) felicitation program for HSLC toppers which was held on May 23 in Kohima at Zonal Council Hall. “Success does not come from a certain standard of parents. Most of the toppers come from different backgrounds and many from a lesser privilege background. You don’t need to have the best food, best car or the best house to make it to the top,” exhorted Watienla Jamir, Director, Department of Horticul-

thanked the Nagaland State Disaster Management Authority and National Disaster Response Force for conducting the awareness programme in Wokha. He also pointed out that Nagaland lies in the fifth seismic zone which is very sensitive to earthquakes. He urged the public to learn life saving techniques which will help save lives in the event of disaster. As part of the aware-

changed the course of nations and stated that “all these revolutions were brought about not by the intellectuals but by the young minds and young force of the nation.” “The 21st century belongs to the young minds. It is up to you whether to change the system or to go about with the

existing system,” he added. Yhome asserted that Nagas, who take a lot of pride in their identity, need to reorient that pride towards a proper channel. Tongpang Ozukum, President NSF further noted that it is even more difficult to maintain the top position and that the present

success of the toppers is not the end but the beginning of a tougher battle. The program was chaired by Eshuwo Krelo, Secretary, Public and information, NSF which started with an invocation by Vikuo Rhi, Youth Secretary, NBCC. A short speech was given by Vevotolü Kezo (Top 3).

Use and misuse of topical steroids

T

o p i ca l st e ro i d s are those creams/ ointment/lotions which contain steroids like betamethasone, mometasone, clobetasol propionate etc which are available in the market as Betnovate, Betamil, Elocon, Mone, Lobate, Dipsalic, Diprovate etc. Steroids are similar to hormones that our adrenal glands make to fight stress associated with illnesses and injuries. They

reduce inflammation and affect the immune system. They are used in injectable, oral as well as in topical application forms to treat a variety of diseases. Steroids are strong medicines, and they can have side effects. It is important to know when, where and in what disease it is required to use before it is prescribe to any individual. It is also important to know the side effects that it can pro-

duce so that the correct dose is given for the correct disease for the specific period of time and also other medications along with it to reduce the side effects which invariably accompany steroid treatment when used for a long time. When it is used correctly and in the right dose, it brings rapid healing and resolution of the disease. However there is widespread use and misuse of steroids both in injectable, oral and topical application form in the general population which leads to a variety of complications since the prescription is done either by individuals who are not well versed in the usage or wrong diagnosis of the disease or prescribed for a prolonged period of

time without proper guidance or the patient taking it for an extended period of time without consulting a Doctor. The most common form of misuse and abuse of topical steroids (Betnovate, Elocon, Dipsalic etc) which we see quite often in the clinics are those where it has been given to the patient by a relative or friend for pigmentation of the face or for ring worm infection. When it is given for pigmentation of the face or for whitening of the skin (which is also common since many individuals want to have a fair complexion), prolonged usage or application leads to redness of the face, itching, burning sensation on exposure to sun or heat,

rashes, early wrinkling of the skin and abnormal hair growth. The patient’s skin becomes dependent on the steroid cream or ointment and they find it difficult to avoid using it even though the problem worsens with continuing the application of the cream. In recent times, there is an increasing use of a whitening cream among women which has no proper label, name of the ingredients used in making the cream, date of manufacture or expiry date which most probably contain steroid as the effects and the side effects are the same as those seen with topical steroids like Betnovate etc. Once the skin is damaged with such creams it is difficult to restore it to normal and

the treatment process requires a long time. The redness however tend to remain even after the other symptoms have resolved since the skin has been thinned out by the steroid cream leading to fine blood vessels becoming prominent. Sometimes even after the skin returns to normal with treatment, the symptoms of itching, rashes and sensitivity to the sunlight tend to recur and can be quite frustrating both for the patient as well as the treating Doctor. When topical steroid is use for ring worm (usually given by friends or relative or bought by the patient on demand from pharmacy), there is an initial improvement in the itching, redness and scaling of the

Dr Leishiwon Kumrah department of dermatology, Venereology, Leprology and Cosmetology

affected part but as soon as the cream or ointment is discontinued there is a flare up of the skin problems. Sometimes when it is used for a long time there can be increased redness of the affected area with persistent rashes recurring now and then as the fungus causing the ringworm has not been eradicated but only suppressed. This makes the diagnosis as well as the treatment difficult for the treating Doctor. Once the proper treatment is given, the infection will be resolved but the stretched marks and the thinning of the skin caused by using topical steroids will remain leading to an unsightly looking skin. The take home message is 1. Never use any

creams or ointments without consulting a Doctor for any skin problem. 2. Never use any unlabelled creams which has no date of manufacture, expiry date or ingredients of the cream written over it for any condition. 3. Never give any cream to your friends or relative which has worked for your skin condition as what they have may be different from what you have. 4. Never use any cream or ointment other than Calamine lotion when you have itching before consulting a Doctor. 5. Be wary of creams which claim to have wonderful effects on the skin in a short span of time e.g. smoothening, whitening, removing blemishes etc as it might contain steroids.

A REVIEW of Naga Society: Culture, Education and Emerging Trends Santana wants to save Dr. Asangba Tzudir

(Editor, Heritage Publishing House)

T

his book captures a myriad of themes – Society, Culture, education and the emerging trends by delving into pertinent issues that are so much connected with the Naga life – past, present and future. In a very lucid manner it empirically examines the socio-political and cultural contours and its associated predicaments, and the emerging trends of a society going through a transition phase by way of reviewing through the prism of lived experiences, developmental models and progressive change spreading across 13 papers. Tribal Land Ownership looks at the system of land ownership among the Nagas by taking the case of the Angamis, Sumis and the Ao’s which brings to light the identity of the Naga society. It also looks at both the advantage as well as disadvantage of land ownership within the contemporary complexities arising out of such traditional system. The paper needs to be further addressed in the light of the importance of land resources within the underlying reality of traditional land holding within the need for development. In a similar strain Putu Menden, Customary Laws and Ao Women tries to re-look at Putu Menden and customary laws which finds rooted in a patriarchal setting. More importantly this paper is an attempt to locate Ao women in the Putu Menden power structure and draw a reading on the more contemporary voices on the struggle for women participation and decision making. However, it is not only men who are not allowing women at the decision-making bodies but more so the traditional inclination has adversely come in the way from accommodating

women. The paper highlights the need for women’s involvement in the decision making process. But there seems to have emerged two concurrent waves – one trying to locate women’s space in the traditional patriarchal setting while the other looks at women’s empowerment and demarcating women’s space through education and economic freedom. To this end the paper on Need for Empowering Women: Insights from MicroLevel Studies further invokes the need of empowerment through the case of the Angamis by stressing on the importance of economic empowerment and empowerment through education which is seen as a way out of discrimination against women. The paper on Naga Women in Traditional Values and Practices and Their Relevance in Modern Context looks at the impact of westernisation/ modernisation which has brought the Nagas at an uncertain juncture trapped between Naga customs and traditions and the pull of modernity/westernisation. Nonetheless, we have also failed to take advantage of the rich value system of our forefathers within the force of the manifold changes brought about by education and development. In talking about the rich traditional value system, there is a need to retain our basic identity rooted in it. This paper specifically looks at the traditional value system relating to Naga women and their relevance in contemporary times by way of women taking proactive roles towards inculcating age old values and traditions among the younger generation in the

context of the changing times and realities. The paper on Trade Relation Between Border Naga Villages of Mon and Tuensang Districts of Nagaland With the Burmese From Pre-Colonial to Colonial Period interestingly

brings out the unique trade relations with Myanmar. Such studies are vital to understanding the process involved in development of language, culture, history, geography etc. Peopling Process in Mokokchung District: A Geographical Perspective is a very current area of study which can be employed in empirical as well as analytical. This paper gives a detailed emphasis on the history of the tribal community and their process of migration and the geographical factors involved in choosing a particular land for their settlement and the present population structure. The paper on Eriksonian Perspective: Contextual to

Nagaland discusses ego psychology which gives new insights towards understanding the nature and the process of identity formation within different cultural milieu and geographical settings. Community Participation Towards Educational Development in Naga Society With Special Reference to Ao Community gives a reflection on the traditional system of learning which was founded on the Morung system and how in the modern day community participation through Communitisation have had an evolving impact towards the development of education in Nagaland. In continuation, the paper on Higher Education in Nagaland gives a critical appraisal on the status of higher education in Nagaland highlighting areas of concern which includes besides others, quality education and research and infrastructural development and possible solutions towards promoting quality education. The paper, A Brief Appraisal on the Status of Infrastructural Development in Nagaland gives a very detailed and comprehensive analysis of the status of infrastructure in the state. It offers a sad reflection that even after fifty years of statehood, Nagaland still finds railing under grievous infrastructural crunch and the way forward is for the state to have a holistic approach within the need of governance with accountability. Also, there is an urgent need for the policy makers and the implementing agencies to be accountable for the work they have been en-

trusted without which there will be little or no room for improvement. Like a follow up, the paper on Prospects and Constraints of Tourism Industry in Nagaland brings out the concerns regarding tourism industry – its prospects and challenges and suggestions for improvement of this sector. Nagaland with its great natural resources and diversified culture has a great potential for tourism industry, especially rural tourism which is intrinsically related to eco tourism, cultural tourism and agro tourism. However, the poor inflow of tourists in the state is shown through the datas. This might be because of the political instability in the state, non-availability of proper infrastructure and the hosts of other problems. On another level, certain alien images as well as fear factor portrayed in the mainstream media as well as ignorance about the people and the region as a whole is one major factor. But the urgent need for working out new developmental models and better promotion still looms large. Human Rights: Its Adherence and Abuse in Nagaland brings the context of Nagaland in relation to various aspects of Human rights and its violation. It also looks at the case of AFSPA (Armed Forces Special Powers Act) which comes in the way of life and living. It is not just a mere theory but very much existing in reality. In a democratic setup like India the existence of such inhuman laws that negates ‘right to life’ questions the very democratic set up. The papers in this book are academically engaging which provides a spectrum of emerging trends in Naga Society giving scope for further studies. This book will be useful for everyone especially students as well as research scholars.

ne of the great pleasures of this year's Cannes Film Festival has been a momentary closeup on Julianne Moore's face in David Cronenberg's "Maps to the Stars." It comes when her character, a desperate and superficial actress, learns that the role she covets has opened up because her rival's young son has died. A flicker of utter glee flits over Moore's face so quickly and subtly before it's replaced by a mask of insincere sorrow. It takes a great actress like Moore to play one as shallow as Havana Segrand. Moore's performance in "Maps to the Stars" has been one of the most acclaimed at the Cannes Film Festival, where Cronenberg's gloriously dark satire of an incestuous, cynical Hollywood premiered earlier in the week. Written by Bruce Wagner and starring Mia Wasikowska, John Cusack and Robert Pattinson, "Maps to the Stars" features cutthroat

movie business insiders and celebrity-obsessed aspirants in Los Angeles who are, as Cronenberg said, "desperate to exist." "She's very touching to me," Moore said in an interview of her character. "She's such a lost soul, terribly adolescent at best. Her desire to be seen and to be acknowledged and to be validated — all of that externalization of her inner need is kind of

heartbreaking." The layers of satire and realism that course through "Maps to the Stars" make for some pleasant ironies. Havana says of the part that it "screams best-supporting," a judgment that could be fairly made of Moore in the film. (Co-star Robert Pattinson, amazed by the performance, concurs: "I think she'll get nominated.") "That line is so funny and you do feel like you've heard

that a few times," Moore says, laughing. The irony is also that Moore could hardly be more different than her character. For decades now, the 53-yearold actress has been an evershifting, scarlet-haired force of naturalism. Though her range across films like "Short Cuts," ''Vanya on 42nd Street," ''The Big Lebowski," ''Boogie Nights" and "The Kids Are All Right" varies widely, Moore has always been an actress whose art is her apparent effortlessness. Plus, she has one of the best laughs in show business: a head-thrownback, squinty-eyed, totally infectious cackle. Does she grant that she's more level-headed than her character? "I think so. I hope so," says Moore. "You have to have a fairly realistic assessment of who you are, what your abilities are and where you are in your career and your age. Hopefully I've never been that extreme." Moore lives in New York with her husband and two

children, but she doesn't dislike Los Angeles, where she once lived: "It's fine, there's just a lot of business there," she says. "I love the movie business because it gives us the chance to explore all these kind of basic human condition," she says, despite the pitch black parody of "Maps." ''What is the real part? What is the fake part? To have an opportunity in your job to do that kind of stuff is lucky." Cronenberg first reached out to Moore about the role seven years ago, but it was only last year that he got the production together. Moore also stars in the upcoming two-part "Mockingjay" that concludes the "Hunger Games" franchise. "There are plenty of times where I've looked at stuff and gone, like, 'I can't do that,'" says Moore. "I don't look at things and feel like, 'I can do everything.' I can't. But if I have a connection and a response to it, I tend to be aware of what I'm capable of and what I'm not."

ry to speak with Carlos Santana about his new album and he'll want to talk about another topic: changing the world. The veteran musician says he is planning a concert aimed at encouraging and motivating the development of young black and Latino men in the wake of Trayvon Martin's death and Donald Sterling's racist comments. He wants to hold the event next year in Florida and is working with Harry Belafonte. "I'm not show biz and entertainment, I'm an activist," he said. "I'm a person who with passion believes that we can change the world, we can transform hate and fear forever with the right songs and the right timing." Santana's latest album, "Corazon," debuted at No. 9 on the Billboard 200 albums chart last week. It features Juanes, Gloria Estefan and Miguel, and Santana said it wasn't hard finding "Cinderella or Cinderfella" to guest on the songs, which he calls "glass slippers." "We said, 'Hey man, this is going to be great at the Latin Grammys. We got to make an impact there,'" he recalled. "And I go, 'Latin Grammys, why stop there? Why don't we go to the World Cup?' Well guess what, we're closing the World Cup with brother Wyclef (Jean)!" In an interview with The Associated Press, Santana, 66, had advice for Jay Z, and talked about his tour with Rod Stewart, which kicks off Friday in Albany, New York. AP: How does it feel to release another album? Santana: I feel really, really honored to gain people's trust. People opened their hearts and their wallets. ... It allows me to do more things with my brother Harry Belafonte and (activist) Dolores Huerta. ... And so we want to have a concert and bring Jamie Foxx and different kinds of artists, musicians of all colors and utilize this attention and this energy. ... Obviously (with) what happened with Donald Sterling and what's

happening with people throwing bananas at soccer stadiums, you know, we have a lot to heal. AP: Who else do you want to invite to the concert? Santana: I'd like to bring (NBA Hall of Famer) Dr. J (Julius Erving) and (former NBA player and mayor of Sacramento) Kevin Johnson to San Quentin and talk to the brothers, black and brown, broadcast it in all the prisons and call the event 'You Cannot Break My Spirit.' AP: How did your tour with Rod Stewart come about? Santana: I can say it the way Wayne Shorter and Herbie Hancock would say it, 'Both of us love to play spiritual music to touch all hearts.' That's one thing. The rascal in me ... says, 'We both love black music. We like to play black music for white people.' AP: There are a number of collaborative tours this summer, from Kiss and Def Leppard to Beyonce and Jay Z. Who would you like to see hit the road together? Santana: I'd like to see Metallica and Wayne Shorter and Herbie Hancock to broaden the wings. Metallica did a thing with a symphony, so they're capable, of course, of playing without volume or with volume. I just like to expand popularity with genius. ... I invite brothers like Jay Z who have the money to start bringing the African brothers back to the United States. Since 9/11, if your name is Idrissa Diop or if you have a Muslim name, they won't let you in. But they let the Irish people in and they let the Canadian people in and people from Australia. Man, how come you don't let the African people come in? ... If I had the money and the means that Jay Z has, I would bring African musicians. ... I'm going to invite them. We're going to create something like this in Las Vegas where we can co-headline, because these brothers need to be taken to schools in America so the brothers (here) can learn how to play the drums again. That's the thing I have in common with Africa — I understand the drum ... it's in my DNA.

New Government, New India? On Monday, Narendra Modi will be sworn in as India’s new Prime Minister. Is he a savior for India’s economy or a threat to the country’s secular democracy? Dionne Bunsha

I

Guernica Magazine

t was a sunny day but no one dared to venture out of their homes. The streets were bare, curfew still in force. Godhra felt like a ghost town, but it was actually crowded with refugees. The doors of its schools and hospitals hid the exodus of people who had fled here after being hacked, raped, and tortured during an anti-Muslim pogrom that took place in the Indian state of Gujarat in 2002. As soon as I entered the hospital, I faced the crush of people in the ward, all with terrible wounds and horrific stories to tell. While I was talking to a man slashed by sword wounds, I felt something tugging at my kurta. It was his seven-year-old daughter, Sheela.1 When she finally caught my attention she said: “You know, they threw children into the village well. I don’t know how many children have drowned.” Amid the sea of stories of rape and murder, I still remember Sheela’s eyes staring up at me, hoping that I could tell the world about the crimes she had witnessed. For the next four years, I reported on the aftermath of the carnage in Gujarat for Frontline magazine, telling the stories of refugees whose homes and businesses were captured, of murder witnesses who were arrested while killers roamed free. I wanted to tell the story of how the extremist Hindu Bharatiya Janata Party (BJP), then in power in Gujarat under the leadership of Narendra Modi, had turned the state—Gandhi’s birthplace and the home base for many of his civil rights campaigns—into a land of intolerance where mobs ruled long after the violence ended. Now, 12 years after the mass murders in Gujarat, Modi is set to become India’s Prime Minister. The world’s largest democracy may have voted for one of the most undemocratic leaders in its contemporary history. In a significant victory, the BJP, led by Modi, won 282 of 543 seats in India’s Parliament, the first time since 1989 that a party has won a clear majority. Disgusted by the corruption and lethargy of the ruling Congress (I) government, which was reduced from 206 seats in parliament to 44, voters were restless for change and the BJP reaped the rewards, managing an overwhelming victory despite receiving just 31% of the vote share. The Indian media has been euphoric about the pro-Modi “tsunami” that has swept across the country. Stories of Muslims and mosques being attacked in Modi’s victory celebrations have been buried in the back pages or ignored while Modi declares that “India has won! Good days are ahead.” The horrors of the 2002 pogrom and the undertone of intimidation that still lingers in Gujarat have also been ignored in favor of Modi’s promises of economic growth. Many Indians, it seems, are eager to buy into Modi’s claims of being the “Vikas Purush” (Man of Progress) who will bring prosperity and good governance to India just as he did in Gujarat. His urban middle class supporters hope that he will transform India using his “Gujarat model of development,” that he is not corrupt, and that he will abandon his divisive prejudice against minorities. However, Modi’s governance record casts doubt on such naive optimism. The Gujarat carnage may be dismissed today as a footnote, an aberration, but violence has been the BJP’s strategy in innumerable instances—from the destruction of a 400-year-old mosque called Babri Masjid in 1992, which was incited by the party and led to further violence against Muslims across the country, to the Muzaffarnagar riots last year, whereBJP leaders allegedly incited violence again. For the thousands like Sheela, India needs to remember the past, because it could well be its future. The Gujarat pogrom occurred after a conflict between Hindu pilgrims and a Muslim tea vendor at the Godhra railway station escalated into violence and arson. 58 Hindus died and Modi immediately called the tragic incident a “terrorist act.” His allies in the Vishwa Hindu Parishad (VHP), an extremist Hindu group, announced there would be “Blood for Blood.” That evening, Modi allegedly told police officers “to let the mobs vent their anger.” The

next day, armed mobs targeted Muslim homes while the police refused to save them. More than 1,000 people were killed, around 2,500 were injured, and over 150,000 people, mostly Muslims, became refugees. Police stood by watching during the attacks, refused to file cases, and hid evidence. According to Human Rights Watch, the death count is likely closer to 2,000. The BJP’s rule in Gujarat was the party’s “Hindutva experiment,” the rehearsal for its larger vision of a Hindu nationalist state. A few months after the pogrom, VHP leader Ashok Singhal said: “We were successful in our experiment of raising Hindu consciousness, which will be repeated all over the country now.” He said that villages had been “emptied of Islam”, and Muslims had been sent to refugee camps, and that this was a victory for Hindu society. Is this the model of governance that India really wants? Zakia Jafri, the aged widow of the late Gujarat Congress(I) leader Ehsan Jafri, who was killed in the massacre, appealed to the courts asking for charges to be filed against Modi for criminal conspiracy. A Magistrate court in Gujarat dismissed her case, leading Modi to claim that the courts have given him a “clean chit.” However, Jafri is now challenging this verdict in the Gujarat High Court, stating that investigators have ignored evidence of Modi’s involvement in the criminal conspiracy. It is too early, then, to presume that Modi has a “clean chit.” Now that Modi is in power with a large majority, though, it seems even more unlikely that the courts will dare to cross his path. The BJP is the political arm of a network of right wing organizations called the Sangh Parivar, which shares a Hindutva nationalist ideology that defines Indian culture solely in terms of “Hindu values.” Inspired by Hitler, Mussolini and European fascism, the Sangh’s ideologues—M.S. Golwalkar and V.D. Savarkar, among others—envisioned India as a Hindu nation, where others would live as ‘second class citizens’. The Sangh Parivar is headed by the Rashtriya Swayamsevak Sangh (RSS), the organization for which Modi started working at the age of 10, and which was briefly banned after a former member assassinated Mahatma Gandhi. Though the Sangh Parivar raises hysteria over Muslim “terrorists,” its members have been allegedly involved in several terror attacks within India, including the Malegaon bomb blasts in 2008. The Sangh’s cadre are trained and armed while young. I visited their training camps in Gujarat where young boys are taught rifle shooting and judo, and indoctrinated with the Hindutva philosophy. One of the young activists told me: “We should have weapons to protect our religion and our country. Muslims should be removed.” Babu Bajrangi, a leader of the militant Bajrang Dal, boasted to me that he had kidnapped more than 400 Hindu women who married non-Hindu men. The girls were kidnapped at the request of their families who did not want them to marry outside their religion and caste. Bajrangi kept them locked in his farmhouse outside Ahmedabad for several weeks, arranged forced abortions if they were pregnant, and sent them back to their parents after “teaching them the right values.” A few girls managed to escape. Similar strategies are adopted across India to ensure women adhere to “Indian values.” Dissenters who have chal-

lenged the Modi government in Gujarat, including former BJP minister Haren Pandya and Right to Information activist Amit Jethwa, have been mysteriously killed. Over the course of Modi’s election campaign, several journalists were threatened and silenced by Sangh Parivar activists as well as by media owners. Police officers who provided proof of Modi’s complicity in the pogrom were arrested or made to resign. When Arvind Kejriwal, the opposition leader from the Aam Aadmi Party, visited Gujarat to probe into Modi’s claims that it is a model state for development, his car was attacked by BJP workers and he was arrested for allegedly violating the election commission’s model code of conduct. Celebrity actor Aamir Khan’s films Rang De Basantiand Fanaa were not allowed to be screened in Gujarat because he spoke out against the government’s pet project, the Sardar Sarovar dam. Meanwhile, Mo di—the strongman with the “56 inch chest,” as he likes to describe himself—cannot even face an interview until questions have been vetted by his PR team. When asked about his role in the Gujarat pogrom during a TV interview, Modi walked off the set. The Editorial Director of India TV, Qamar Waheed Naqvi, resigned after the channel aired a “scripted” interview with Modi hosted by its editor-in-chief, Rajat Sharma. Of course, the Congress Party has a violent past too; its leaders were involved in a massacre against Sikhs in 1984. But targeting minorities and stirring violence isn’t a deliberate part of the Congress’ agenda, whereas Hindutva was part of Modi’s campaign, which used religion and caste to polarize voters. At election rallies in the eastern state of Assam, Modi threatened to deport Bangladeshi migrants who were Muslim and provide refuge to Hindus from Bangladesh. Giriraj Singh, a senior BJP leader, warned that there will be no place in India for those who want to stop Modi. Those opposed, he said, will have to go to Pakistan. Modi managed to ride to victory on the upsurge of anger against the Congress (I), capturing the public imagination with theatrical public meetings—during which Modi’s speeches were broadcast via 3-D hologram—and exaggerated claims about Gujarat’s economic progress, which Modi takes credit for and has promised to replicate across India. The truth is, however, that Gujarat was one of India’s more prosperous states even before Modi became its chief minister. “Gujarat’s performance in the 2000s does not seem to justify the exuberant optimism about Modi’s economic leadership,” say economists Maitreesh Ghatak from the London School of Economics and Sanchari Roy from the University of Warwick. Gujarat’s Human Development Index (HDI) was above the national average in the 1980s and 1990s, but in the 2000s under Modi, it fell to the national average. Gujarat’s HDI ranks 9th among the country’s 20 major states, according to the latest HDI computations for Indian states. Modi is corporate India’s favorite, though, because many companies have benefitted from his largesse in Gujarat. An official Comptroller and Auditor General’s (CAG) report of 2012 stated that government-owned firms in Gujarat granted “undue benefit” to big industrial houses, which resulted in revenue losses worth millions. Modi has been travelling across the country for his election campaign in jets owned

by the Adani Group, which purchased government land in Gujarat at heavily discounted rates while Modi was in power. Arvind Kejriwal, the leader of the Aam Aadmi Party, one of BJP’s opponents in the election, alleged that as chief minister of Gujarat, Modi lobbied with the national government to increase gas prices threefold to favor the Ambani Group, his close allies and India’s largest corporation. These facts tear apart the myth of Modi as Mr. Clean. The Gujarat model is one characterized by unrestrained power and large subsidies to industry, which comes at a price for the poor. Despite protests, the Gujarat government has usurped land from farmers and wages in the state are 15-20% lower than India’s average. Every year, more than 500 farmers in Gujarat commit suicide, unable to deal with debt. When I visited Malak Nes village where a suicide had occurred in 2007, a group of farmers told me, “Look the holes in our chappals (slippers)—they are broken. Can you please send them to Modi? He gives speeches saying that farmers in Gujarat drive Maruti cars. Can you ask him which farmer in Gujarat has a Maruti car? We can’t even afford a new pair of chappals.” Farmers pay around 14% interest to banks, and over 60% to moneylenders. Compare this to the $1.2 billion loan that the Gujarat government gave to India’s biggest industrial house, the Tatas, at 0.1% interest, to be paid back after 20 years. Cloaked under the guise of development, Modi’s real agenda is likely to be guided by the RSS, whose priorities are very different from Modi’s campaign promises of electricity and toilets in every home, bullet trains, and 100 new cities. Even before election day, the RSS made it clear that they expect Modi to move forward with the construction of the Ram temple in Ayodhya, on the site where the historic Babri Masjid (mosque) was demolished by Sangh activists in 1992, an act which led to communal violence across India. It also expects Modi to abolish Article 370, which grants special autonomous status to Jammu and Kashmir. This is likely to be met with great resentment in Kashmir, a state fighting for its independence from India. To retain “Indian moral values,” the RSS also wants Modi to take a hard stance on issues like the legality of “live-in relationships” and “homosexuality.” It is clear why India’s billionaires are backing Modi. It’s also evident why Hindu nationalists would be excited by his rise to power. But a wider range of voters, yearning for a change and hope, have bought into Modi’s hype as well. They have voiced their choice for development, effective governance, and the “good days” that Modi has promised. In doing so, they may have inadvertently opted for Hindutva’s brand of fascist rule, where violence is engineered for political ends, where women and minorities live in fear, where children are trained to hate, where corporations can muscle over the poor, and where we may never hear of these abuses because dissent is silenced. I can still feel Sheela tugging at my kurta. Notes: 1 Sheela’s name has been changed to protect her identity. Yanpvuo Yanfo Kikon: Govt Sector(EAC/DSP) Vs Corporate Sector(Engineers/MBA) Vs Artists(Musicians) (A post especially for students. Since I cannot accommodate all kinds of Career options, I have handpicked just a few career options to make it as simple as possible and easy to understand.) Now let us carry out a Simple Comparative Analysis between the Salary of Govt servants and Corporates/Entrepreneurs to give you a rough idea about other opportunities other than Government service. Taking approx salary on the higher end. ~Government sector(EAC/DSP): 5 Lakh per annum(Class-1 Gazetted Officer) A Class-1 Govt Servant like EAC/DSP takes home a salary of approx Rs.40,000/ month which would be around 4.8 Lakhs Annual package. ~Corporate(MBA): 20 Lakh(average). Some even get 40 Lakh Annual Package. A MBA from an institute like IIM will earn about Rs.1.6 Lakh in a Month!!! ~Artists(Music Teacher): 9 Lakhs(Annual) in cities like Bombay and 3 Lakhs(Annual) in Nagaland. The above is just for teachers, if he/she also is a renowned performer, they can even earn about 2-3 Lakhs in a Month during season and depending on their tours. Their annual package can shoot up to 20 Lakh. GOVT. JOBSPROS: Govt job holders automatically acquire Social Status in a salary based economy like Nagaland. Job security, Facilities & AUTHORITY to render public service and uplift especially those in Rural Areas. Facilities include Govt guest houses and Govt. cars along with security. CONS: Work atmosphere can be discouraging sometimes. Can't be your own boss ^Only take orders and deliver^ Salary is less compared to Corporate sector & Business. Postings in remote areas or villages can sometimes have a negative effect on the individual and hamper productivity. CORPORATE : Engineers/MBAPROS: Get to work in exciting, challenging and innovative technology/domains. Travel globally. Excellent Work atmosphere and SALARY. Have the option to switch jobs and domains with great salary hike. Facilities include travel in 1st Class, accommodation in 5Star Hotels and chauffeur driven cars. CONS: Job security, Company's performance in the national and global market decides your job security^Hectic working hours. ^Less Status attached with Corporate sector in undeveloped economies like Nagaland. MUSICIANSPROS: Every man dreams to be a star. You become a star with a lot of fans and critics. Flexible work timings!! You are your own boss. Travel 1st class, stay in 5Star Hotels and entertain screaming fans! CONS: In a State like Nagaland, musicians are still struggling because either they don't work as hard as musicians in other parts and also people are yet to understand the value of supporting our own musicians. Music teachers in Nagaland do not earn as much as their City counterparts. No Music Industry(We can claim to have a Music Industry if MUSICIANS CAN EARN MONEY BY RELEASING ORIGINAL MUSIC! Music is a artistic product) If you wish to become a Government servant, you must know that the competition is INTENSE and you will need to study like a DONKEY to clear UPSC/NPSC! Only the most studious and hardworking people get through UPSC/NPSC! If you wish to pursue your MBA after your engineering or other degrees, you can appear CAT exam! YouthNet Nagaland has recently announced that they will SPONSOR free coaching for NAGAS who are willing to pursue MBA after completing their DEGREE! I think this is a fantastic opportunity when recently a Scheduled Tribe got into IIM-A with just a percentile of 38.34! Earlier ST students have had cutoffs around 70 - 80 percentile depending on the IIM concerned. I remember a friend who got 61 percentile but did not get into any IIM. But in recent times the cutoffs have dropped and it is easier than ever to study in a top business school. Over the past few years I have had the privilege to meet several Naga friends who have passed out from IIMs and are now working in Multi-National Companies in India and abroad earning salaries of more than 1 lakh per month! To be a successful Musician who is earning more than both Govt Officers and Corporates ask people like Alobo Naga or Nise Meruno This analysis is a very simplified one so that people can get an idea about other career avenues besides Government service. Would be looking forward to more inputs of other career options such as Doctors, Lawyers, Journalists and even a separate segmented analysis on different business and entrepreneurial activities which can help and guide our younger generation to start thinking and planning out of the box.

Don't Get Cheated 2

Ketho Silie: Yesterday, my friend from Nagaland called me up in panic and told me this story. She accepted a friend request from a Wayne Stanley (+448712372406) from UK a week back. Some days back, he informed her that he wanted to send her a gift (i-phone, i-pad) as a token of his friendship. Even though she refused, he was adamant and finally she relented and told him that she will accept it. A few days later, she got a call from a woman named Mansi (09582094165) from Delhi airport who told her that a parcel has arrived for her and she has to pay duty fees of INR. 30,500 and then they will send the parcel to Nagaland which she paid. A few hours later, she calls back again and said that they have recieved the money but she said that the parcel on inspection was found to be concealing an envelope containing 20,000 pounds which was illegal and warned her of dire consequences from the law. She had to fine of Rs. 84,000 more to clear the delivery after which she called me. Thanks to my friend Wabang who was present at that moment (his aunt had also had a similar experience) to give her expert advice on how to tackle the matter and told her to cease that account to which she had deposited the money, go to the cyber crime unit and report all the phone numbers connected to this fraud and try to retrieve her money. When she went to the bank today to cease the account of Vivek Kumar, the bank manager told her that there have been numerous cases like hers on the rise in recent months. The details of the account holder are given here, Vivek Kumar, 9/4157, gali no-12, Ajit Nagar, Gandhi Nagar, Delhi, North East, mob. No-9818352414. She learnt that the money from that account had already been emptied. This is the 4th such case that I've heard from people I in the recent months. My friend was reluctant to go to the police because of personal reasons but she agreed to let me write her story. I hope responsible groups will look into the matter and that the newspapers inform the public too before many more are duped. Do be sensible, there is hardly any sense in why a stranger from abroad would send you gifts after befriending you for a few days.

Militants attack Indian consulate in Herat

heRat, May 23 (ReuteRS): A handful of heavily armed insurgents, including suicide bombers, launched a rocket propelled grenade and gun attack on the Indian consulate in Afghanistan’s western city of Herat hours before dawn on Friday, officials said. Indian staff at the mission escaped soon after the shooting began at around 3 a.m.. Police said Afghan security forces had killed the attackers, who were holed up in buildings overlooking the consulate, following a firefight that lasted several hours. “They fired a couple of RPG shots. It was dark and they couldn’t verify where it was coming from,” India’s ambassador to Kabul Amar Sinha told Reuters by telephone. He said there had been around 10 staff resident at the consulate in Herat, which stands close to the border with Iran and is Afghanistan’s third largest city. The attack underscored a worrying security picture as Afghanistan prepares to take over from foreign combat troops after more than 12 years of war against a Taliban in-

surgency and prepares for a presidential election runoff next month. The consulate was guarded by a team of commandos from the IndoTibetan Border Police. Afghan security forces form an outer ring, an Indian security official in New Delhi said. Herat police chief General Samihullah Qatra told Reuters four attackers, including suicide bombers, had entered houses close to the consulate before dawn and began shooting into the compound. “There were three suicide bombers armed with AK-47, RPG, hand grenade and suicide vests. Our security forces killed all of them. Only five of our security forces were wounded.” It was not immediately clear who was behind the attack and no one claimed responsibility, though suspicion would inevitably fall on the Taliban and other loosely associated groups . On the other side of the country, in the northeast province of Badakhshan, Taliban fightes were holding 27 police and officials hostage, and dozens of people have killed or

New Delhi, May 23 (Pti): Condemning the attack on the Indian Consulate in Herat province, Afghan ambassador Shaida Mohammad Abdali on Friday said the incident will only “embolden” his country’s determination to keep the friendship with India “at all costs”. Observing that the predawn assault was an attack on the friendship of India and Afghanistan, he said, “I can tell you very confidently that this attack can only embolden our determination that we will keep this friendship at all costs,” he said. Replying to a query, Ab-

dali said that there was little doubt that it was a “terrorist” incident but it was too early to determine who was behind it. “There is no doubt that it is a terrorist incident but technically speaking we have to wait to investigate this incident,” he said. The Afghan Ambassador to India said he has spoken to the national security force commanders in Afghanistan, who confirmed that they had finished the operation and all the terrorists had been killed. He said the force was quick to react to the attack and that all the consulate staff were safe.

Outgoing food minister KV Thomas said there should be internal party elections in the Congress right from the booth-level. “As a Congressman, we wish that Priyanka Gandhi should come to the main arena. She should work with mother Sonia Gandhi and brother Rahul Gandhi as a team,” Thomas told PTI. “Priyanka is a big fighter. We have seen that in this election. Many people see madam Indira Gandhi in her. She is able to attract the people,” said Thomas, who won the Lok Sabha election from Ernakulum constituency in Kerala. He was asked about the reasons for defeat of the Congress party in the justconcluded general elections and steps needed to be taken for revival of the party. He insisted that Rahul should not be blamed

for the debacle, saying “We work as a team. So team has to share victory as well as defeat”. On the reasons for defeat, he said, “What went wrong, we have to analayse that. UPA I and II have taken number of initiatives like Right to Food and MNREGA. Economy has also improved. But we could not convey our achievements to people.” On the other hand, the Congress leader said, Modi was an “one-man army” who got backing of RSS and corporate houses. “We respect the verdict of the people. Let him (Narendra Modi) do the good job. We will play the role of a healthy and constructive opposition”. Raju, outgoing HRD minister, said Priyanka has always been supportive of Sonia Gandhi and Rahul Gandhi. “Whether she will come to the forefront is a personal choice ... I think she has a natural ability to connect with the people ... It is indeed a strength,” Raju said, adding her association with Congres is “integral”. Congress party has always maintained that Priyanka’s role was limited to Amethi and Rae Bareli in this election.

waShiNgtoN, May 23 (iaNS): With Narendra Modi set to assume office as India’s Prime Minister Monday, the US has expressed keenness to engage a man it had shunned for over a decade, following his “resounding” victory. President Barack Obama was quick to acknowledge the Indian people’s mandate and effectively ended the visa ban on him for his alleged role or inaction during the 2002 Gujarat riots with an invitation to visit Washington. Secretary of state John Kerry “echoed” the invitation a couple of days later. “We recognize the Indian electorate has weighed in with a resounding mandate for Prime Minister Modi and we want to work with him for advancing his goals for India as a regional and global player,” US as-

sistant secretary of state for south central Asia Nisha Desai Biswal told reporters. “The President stated definitely that we will be welcoming Prime Minister Modi. We, like rest of the world, have seen a remarkable election and a remarkable transition,” said America’s first Indian-American point person for the region. “The mandate the Indian electorate put forward is one that we strongly support and we stand ready to engage and assist when the new government is ready,” she said. Biswal, whose parents emigrated from Dahod in Gujarat, said Obama saw the Indian election in a very positive light and looked forward to welcoming Modi in Washington at the earliest opportunity. Kerry too is keen to travel to India. “We have stated quite

definitely that he will be welcomed here. That he will travel on A1 visa as a head of State, which is the appropriate category for all heads of State when they travel to the US,” Biswal said. “We are eager to engage but we also don’t want to overwhelm the new government with our priorities and dates,” she said. Although it’s Washington’s turn to hold the annual India-US strategic dialogue this summer, Biswal indicated that it was open to new dates and venues. “We are waiting to hear from new government about their preference,” she added. Challenging doubts in some quarters about the future of India-US relationship, she said, “To say this is not a strategic relationship is categorically false; it is one in every way.”

Biswal also saw Modi’s invitations to the leaders of South Asian countries, including Pakistan, to attend his swearing-in ceremony Monday as “a strong and positive signal”. “I certainly think that having the regional leaders come is a strong and positive signal. Beyond that I think, it is really for India and its neighbours to react and respond to,” she said. Meanwhile, at a symposium organised by US India Political Action Committee (USINPAC) on Capitol Hill, Biswal again declared: “It is indeed a time for us to be looking forward and looking ahead.” Several lawmakers from both sides of the aisle, including Republican chairman of House Foreign Affairs Committee Ed Royce, also expressed keenness to engage India.

CBI registers fresh case in coal scam

luckNow, May 23 (ageNcieS): Qaiser Ali, who grabbed headlines for saving the Prime Minister of India’s official Twitter handle @PMOIndia as his own, fears that “the police might come home and pick me up”. On May 20, for about half an hour, Ali owned the official Twitter handle of the PM of India without realising the furore it would cause in social media. “I felt my Twitter username was long, so I set out to change it. It suddenly struck me to check if the @PMOIndia handle was available. When I found it was, I saved it,” said the 19-year-old. It all happened when the outgoing UPA government at the Centre, which had started and handled the @PMOIndia account on Twitter, refused to hand it over to the BJP, the incoming government. This led to a spat between the two parties, with the BJP terming the Twitter account as a “national digital asset,” saying the handle should have continued “seamlessly.” The Congress went on to archive the tweets under a new username, @ PMOIndiaArchive, effectively taking away the 1.2 million followers with it.

This also meant PM-designate Narendra Modi’s IT team would have access to the official account but it would have to start from scratch. Amid all this, Ali managed to lay his hands on the handle. And for half an hour, he stole the scene, but soon found himself in a situation where demands for “an apology to the nation” started pouring in, as did support from the Twitter world, which told him not to be apologetic as he didn’t do anything wrong. “People have been telling me I didn’t do anything wrong but my parents scolded me, which is why I feel I must have done something wrong,” Ali said. He has since apologised several times. Much to his relief though, the handle automatically reverted to the old one within half an hour. “I am just 19 years old and this is a government matter. This might lead to problems in the future,” he said, indicating his fear the police might still pick him up. Ali, who passed Class XII from Lucknow’s City Montessori School last year, considers himself an entrepreneur. Some time before his exams, he launched a social networking website, Picxter.

BJP faces revolt over naming Kiran Bedi for Delhi CM

New Delhi, May 23 (iaNS): A storm is brewing in the BJP with many Delhi leaders allegedly threatening to “not cooperate” and even “lose deliberately” if former top cop Kiran Bedi was named the party’s next chief ministerial nominee, party sources said. “There is severe opposition to her (Bedi) in the party. A majority of the leaders and workers don’t want her to be the candidate for the post of CM,” a source said. The leaders have reportedly complained to Bharatiya Janata Party’s (BJP) Delhi office bearer overseeing it has said. “We were able to reach out to virtually every internet user in the coun-

chief Harsh Vardhan and senior leader Nitin Gadkari against the move to prop up Bedi as then chief ministerial candidate. “The party cadre is miffed with her (Bedi) for several reasons, including her refusal to fight assembly and Lok Sabha elections on BJP’s ticket and her anti-BJP stand during the Jan Lokpal movement in 2011.” Bedi along with activist Anna Hazare and Arvind Kejriwal, who later went on to form the Aam Aadmi Party (AAP), had on numerous occasions, lambasted both the Congress and the BJP for not wanting to pass the bill.

“She cannot be forced upon us... we will not accept her. We want a leader who is from amongst us,” said a legislator from west Delhi who did not wish to be named. Interestingly, the pandemonium was caused by a tweet from fake Twitter account in Gadkari’s name last month wherein Gadkari announced Bedi as the party’s chief ministerial candidate who would take on Kejriwal in Delhi. The tweet created a massive flutter before Gadkari’s rebuttal. However, the speculations have not stopped since and the

New Delhi, May 23 (iaNS): The Supreme Court Friday gave the central government one more week to notify the setting up of a Special Investigation Team (SIT) to investigate the flight of black money to tax havens abroad and to bring it back. An apex court bench of justices B.S. Chauhan and A.K. Sikri, while extending the time limit by one week, made it clear that the extension was only for the purpose of issuing a notification for constituting the SIT as directed by it. As petitioner Ram Jethmalani sought to object to the central government’s plea saying its intentions were suspect and it could claim no relief, Justice Chauhan said the government was not seeking any modification of the order but a week’s time. Jethmalani said the compliance of the May 1 order did not require any serious considerations by the government at the highest level as it has only to issue a notification as directed by the court twice: July 4, 2011 and May 1, 2014. The court also directed the government to

keep all the papers relating to black money in safe custody of an officer not below the rank of secretary. The court directive came as Jethmalani, referring to the fire in Shastri Bhawan Thursday, expressed concern about the safety of documents related to black money. Solicitor General Mohan Parasaran told the court that all these documents were in the finance ministry in North Block. The court’s order granting a week’s time came after the central government sought modification of its earlier order of May 1 on notifying the SIT till its plea seeking a review of its July 4, 2011 and March 26, 2014 orders was “considered and disposed off by the court”. The court May 1 gave the government three weeks to issue the notification setting up the SIT to be presided over by former apex court judges M.B. Shah and Arijit Pasayat as chairman and vice chairman to guide and direct the investigation by the SIT. The three weeks ended Thursday.

Thai coups makers hold ex-PM after coup

BANGKOK, MAy 23 (AP): Ousted members of Thailand’s former government turned themselves in to the country’s new military junta Friday, as soldiers forcefully dispersed hundreds of anti-coup activists who defied a ban on large-scale gatherings to protest the army’s seizure of power. At least two activists were detained by troops during the protest in downtown Bangkok, which descended into scuffles but ended without injury and marked one of the first open challenges to the military since Thursday’s coup. The junta, though, remained firmly in charge, summoning more than 100 top political figures — the entire ousted government, their associates and a handful of their opponents. It also banned those on its wanted list from leaving the country. Among the officials who showed up at an army compound in Bangkok by midday were former Prime Minister Yingluck Shinawatra, sacked earlier this month for nepotism by the Constitutional Court, and her temporary replacement Niwattumrong Boonsongpaisan, according to Yingluck’s aide Wim Rungwattanachinda. After about 30 minutes, Yingluck left the facility and was taken to another army location by soldiers, said Wim, who later added that it appeared she would not be immediately released. It was unclear what the military’s intentions beyond the summons, which it said had been issued “to keep peace and order and solve the country’s problems.” By nightfall, dozens of the VIPs who turned themselves in were still be-

ing held, although at least eight ex-Cabinet ministers had been released. One, Education Minister Chaturon Chaisang, an outspoken critic of the military’s intervention in politics, remained in hiding. Chaturon said in a Facebook post that the coup would only worsen the country’s political atmosphere. He vowed not to turn himself in, but said he would not resist arrest. Most of the country was calm, and there was little military presence on Bangkok’s streets. Although life had largely returned to normal during the day, an overnight curfew from 10 p.m. to 5 a.m. was still in effect. There were no reports of any unrest, including the former government’s political strongholds in the north. In the northeast city of Chiang Mai, about 100 anti-coup demonstrators also took to the streets, but no violence was reported and the protesters dispersed on their own. The army staged the coup Thursday just after a military-hosted meeting of political rivals to resolve the country’s political deadlock. After two hours and no resolution, armed soldiers detained the participants, including four Cabinet ministers, and army chief Gen. Prayuth Chanocha appeared on national television to announce the takeover. Hours later, the junta had suspended the constitution and banned gatherings of more than five people. Prayuth justified the coup as a necessary move to restore stability amid increasing spasms of violence that together with controversial court rulings had rendered the government powerless. But there

are fears the power grab will only lead to more violence and simply deepen the nation’s crisis. Thursday’s dramatic events were the latest response to a societal schism laid bare after the 2006 coup deposed former Prime Minister Thaksin Shinawatra, the older brother of Yingluck and a billionaire tycoon whose populist movement has won every national election since 2001. Thaksin lives in self-imposed exile to avoid corruption charges, but he still wields enormous influence over Thailand’s political affairs and remains at the heart of the ongoing crisis. It is a divide that has led to upheaval multiple times in recent years. The latest crisis alone has left 28 people dead and more than 800 wounded since November. U.S. Secretary of State John Kerry condemned

the takeover and warned it would “have negative implications for the U.S.Thai relationship,” but did not announce immediate punitive steps. The State Department said it was reviewing millions of dollars in aid. “There is no justification for this military coup,” Kerry said in a statement that also called for the release of detained political leaders and a return of press freedom. British Foreign Secretary William Hague said his country looked to Thai authorites “to set out a quick clear timetable for elections to help re-establish the democratic framework of governance. “There should never be recourse to violence: only by openly discussing the full range of issues can Thailand move forward and reach a more stable position, he said in a statement issued by the Foreign Office.

BANGKOK, MAy 23 (AP): The Thai military’s takeover of the government Thursday drew criticism from many world leaders, with the U.S. saying there was “no justification” for the coup and France also condemning it. Here is a summary of reactions from several countries:

under the coup. “There is no justification for this military coup,” U.S. Secretary of State John Kerry said. “I urge the restoration of civilian government immediately, a return to democracy, and respect for human rights and fundamental freedoms, such as press freedoms.”

UNITED STATES: Washington, which froze U.S. military assistance after Thailand’s last coup in 2006 for 1½ years until democracy was restored, said it was reviewing military ties and preparing to suspend up to $10 million in aid to Thailand. It also called for the release of any detained political leaders and voiced concern about media restrictions

AUSTRALIA: Australia expressed grave concerns that Gen. Prayuth Chan-ocha seized power despite his insistence two days earlier that he was not launching a coup. Canberra said the government was reviewing its relationship with Thailand, a key destination for Australian tourists. “We need to know the reasons for announcing the coup

China mine tycoon sentenced to death

BEIJING, MAy 23 (AP): A former Chinese mining tycoon was sentenced to death Friday for leading a crime gang that killed rivals, a state news agency reported, in a case that revealed ties between organized crime and politicians. Liu Han had been chairman of energy conglomerate Sichuan Hanlong Group in the southwestern province of Sichuan, which owns stakes in Australian and U.S. mines. He disappeared in March 2013, temporarily disrupting deals to finance mine development in Nevada and Australia, before police announced he had been detained. The death sentences for Liu Han and his brother Liu Wei were the first in trials of their 36-member gang by a court in the central province of Hubei, the Xinhua News Agency said. Chinese President Xi Jinping has launched an anticorruption crackdown that

has ensnared senior politicians and influential businessmen. Many of the Sichuan cases are believed linked to Zhou Yongkang, a former member of the Communist Party’s Standing Committee, the country’s ruling inner circle. He is now believed to be a target of the wide-ranging graft investigation. Zhou’s son, Zhou Bin, was a business partner of Liu Han, according to Caixin, a leading business magazine, and other Chinese media. The Liu brothers and their associates have been charged with 15 crimes, including murder, assault, illegal detention, blackmail and operating casinos. Prosecutors say their criminal activities, dating to 1993, helped them amass 40 billion yuan ($6.4 billion) in assets with businesses in finance, energy, real estate and mining, Xinhua has said. The gang is accused of

nine murders, according to earlier reports. Police seized hand grenades, a half-dozen submachine guns, 20 pistols and other firearms. Liu Han ranked No. 148 in 2012 on Forbes magazine’s list of the richest Chinese businesspeople, with a fortune estimated at $855 million. He told The Wall Street Journal in 2010 that an investor once shot up his car after suffering losses in a deal. The group is accused of fostering ties with politicians in Sichuan that helped Liu Han win appointment as a delegate of the provincial advisory body for three terms, according to earlier Xinhua reports. Among the accused are three officials in city-level police and prosecutors’ offices in Sichuan, Xinhua said. It said Liu Wei’s testimony showed the officials received money and gifts as well as weekly parties with illicit drugs.

Russian FM slams West over Ukraine

MOSCOw, MAy 23 (AP): Russia on Friday accused the West of triggering the Ukrainian crisis by its “megalomania,” as fighting continued in Ukraine’s east between pro-Russia insurgents and government forces two days before a presidential election. Russian Foreign Minister Sergey Lavrov urged the West to reach a settlement based on mutual interests. “If we sincerely want to help the Ukrainian people overcome this crisis, it’s necessary to abandon the notorious zero-sum games, stop encouraging xenophobic and neo-Nazi sentiments and get rid of dangerous megalomania,” Lavrov said in a speech at a security conference in Moscow organized by the Russian Defense Ministry. Speaking at the same conference, the head of the General Staff of the Russian military, Gen. Valery Gerasimov, blamed the West for encouraging massive protests that chased Ukraine’s pro-Russian president

from power in February. Russia annexed Ukraine’s region of Crimea in March, triggering the worst crisis in relations with the West since the Cold War. Pro-Russian insurgents also have seized government buildings in eastern Ukraine and fought government troops for more than a month. Gerasimov criticized the Ukrainian authorities for using artillery and other heavy weapons against civilians, and charged that radical paramilitary forces and private security companies were spearheading the offensive. Fighting in eastern Ukraine, where pro-Russia insurgents raided a military checkpoint and killed 16 soldiers in the deadliest attack yet, has cast a shadow over the nation’s presidential vote set for Sunday. Ukraine’s interim government and the West hope that the vote will help stabilize the country, but the authorities in Kiev acknowledged it will be impossible

to hold the vote in some areas in the east, where insurgents have declared independence and pledged to derail the vote. Election workers and activists have reported threats and interference from gunmen. Many in the east resent the government in Kiev, seeing it as a group of nationalists bent on repressing Russian speakers in the east. But many in the rebellious regions also have grown increasingly exasperated with the insurgents, whom they blame for putting civilians in the crossfire. The village of Semenovka on the outskirts of Slovyansk, a city which has been the epicenter of clashes for weeks, has seen continuous shelling by the Ukrainian government forces, who have retaliated to the rebel fire. On Friday, a private house was destroyed by mortar fire that came from the Ukrainian side. There were no casualties, as the family living there had left the previous day, according to local residents.

Thailand is one of the founders of the 10-nation regional security and political bloc. “Having this situation certainly would be inconsistent with ASEAN’s collective support for democratic principles and constitutional gov-

ernment,” Natalegawa told The Associated Press on the sidelines of the World Economic Forum on East Asia in Manila. In a statement issued by the foreign ministry, Natalegawa called on the military and other parties to “to work together in a reconciliatory atmosphere to quickly restore the political situation.” BRITAIN: British Foreign Secretary William Hague said he was “extremely concerned” by the coup. “The U.K. urges the restoration of a civilian government that has been democratically elected, serves the interests of its people and fulfills its human rights obligations,” he said in a statement, adding that “only by openly dis-

Now, an app to spot autism signs in kids

NEw yOrK, MAy 23 (IANS): Spotting the early warning signs of autism has just become a bit easier for parents and physicians with a software that tracks and records infants’ activity during videotaped autism screening tests. Early intervention may significantly impact development of autism syn-

drome disorders (ASD). “The software has the potential to automatically analyse a child’s eye gaze, walking patterns or motor behaviours for signs that are distinct from typical development,” said the app’s developer Amy Esler, an assistant professor of pediatrics at University of Minnesota in the US.

These signs would signal to doctors that they need to refer a family to a specialist for a more detailed evaluation, Esler added. Because the programme is non-invasive, it could be useful immediately in homes and clinics. The study focused on three behavioural tests that can help identify autism in

very young children. In one test, an infant’s attention is drawn to a toy being shaken on the left side and then redirected to a toy being shaken on the right side. Clinicians count how long it takes for the child’s attention to shift in response to the changing stimulus. In all of the tests, the person administering them not

only controls the stimulus, he or she is also counts how long it takes for the child to react. The new programme allows testers to forget about taking measurements while also providing more accuracy, recording reaction times down to tenths of a second. The results appeared in the journal Autism Research and Treatment.

UN approves sanctions on Boko Haram

UNITED NATIONS, MAy 23 (AP): The U.N. Security Council officially declared Boko Haram a terrorist group linked to al-Qaida on Thursday and imposed sanctions against the Islamist extremists who have carried out a wave of deadly attacks and the recent abduction of nearly 300 schoolgirls in Nigeria. U.S. Ambassador Samantha Power welcomed the council’s action, calling it “an important step in support of the government of Nigeria’s efforts to defeat Boko Haram and hold its murderous leadership accountable for atrocities.” Nigeria, which is serving a two-year term on the council, asked the Security Council committee monitoring sanctions against al-Qaida to add Boko Haram to the list of al-Qaidalinked organizations subject to an arms embargo and asset freeze. The 14 other council members had until 3 p.m. EDT (1900 GMT) on Thursday to object and none did. The group was then added to the U.N. sanctions list under the name Jama’atu Ahlus-Sunna Lidda’Awati Wal Jihad, with Boko Haram as an alias. Quinlan said there’s “very clear evidence” that Boko Haram members have trained with al-Qaida in the Islamic Maghreb, particularly in developing improvised explosive devices — “one of the main weapons of modern-day terrorism and particularly al-Qaida.” There is also

evidence that a significant number of Boko Haram members have fought alongside al-Qaida affiliates in Mali, he said. Quinlan said Boko Haram’s current leader, Abubakar Shekau, also made “very, very strong

Clinton speaks out against kidnappings BOSTON, MAy 23 (AP): Former President Bill Clinton on Thursday called on people across the world to speak out against the kidnapping of hundreds of Nigerian girls, highlighting violence against women, climate change and economic inequality as areas where those in America and abroad must come together. Clinton appeared at Boston’s Symphony Hall Thursday night, where he was honored by the international education organization City Year for his work in national service. As president, Clinton helped create AmeriCorps, the service organization that helps fund City Year. “All over the world there are places where men’s identity is all caught up in whether they get to tell women what to do and restrict their choices,” Clinton said. “We have

to develop a sense of identity which is inclusive.” While Clinton continues to play an active role in national politics, he did not mention the 2014 midterm elections or the next presidential contest, where his wife, Hillary Rodham Clinton, the former U.S. Secretary of State and U.S. Senator, is the overwhelming favorite to win the Democratic presidential nomination should she run. Hillary Clinton was not in attendance, nor was 2012 Republican presidential candidate Mitt Romney, whose former Bostonbased firm Bain Capital was a major sponsor of the event. Instead of politics, Clinton focused on areas he said people must unite around to address global challenges. He spoke out against the terrorist group Boko Haram, which re-

cently kidnapped nearly 300 girls in Nigeria as part of a larger effort to prevent their education. The girls are still missing. Eighty U.S. Air Force personnel have arrived in neighboring Chad and begun their mission manning a Predator drone system to help locate the girls, a U.S. military spokesman said Thursday. Manned U.S. aircraft also are searching from a base in nearby Niger. On climate change, Clinton said, “We don’t seem to be approaching it together.” And he warned that economic inequality “is not only bad morals and bad social policy, but it’s a severe restraint on growth.” “The central issue facing humanity,” Clinton said, is whether people in America and abroad understand how interdependent they are. “We have to go forward together.”

money or weapons. Nigeria’s U.N. Ambassador U. Joy Ogwu said Wednesday “the important thing is to attack the problem, and that is terrorism.” Boko Haram’s 5-yearold Islamic uprising has

claimed the lives of thousands of Muslims and Christians, including more than 1,500 people killed in attacks so far this year. The group, whose name means “Western education is forbidden,” has tried to root out Western influence by targeting schools, churches, mosques, government buildings and security forces. The homegrown terror group was largely contained to the northern part of Nigeria before expanding its reach with the help of al-Qaida in the Islamic Maghreb, the terrorist network’s affiliate in West Africa. According to the sanctions committee, Boko Haram is responsible for attacks and kidnappings in Nigeria and Cameroon and has also been active in Chad and Niger. At a summit in Paris on Saturday aimed at hammering out a plan to rescue the 276 girls, Nigerian President Goodluck Jonathan said Boko Haram was acting “clearly as an al-Qaida operation.” He only reluctantly accepted outside help after years of insisting that Boko Haram was a local problem. French President Francois Hollande told the summit that Boko Haram is armed with weapons that came from Libya following the ouster of longtime dictator Moammar Gadhafi in 2011, and the training took place in Mali before the ouster of its al-Qaida linked Islamist leaders. As for the money, Hollande said its origins were murky.

Mary kom dropped from CWg squad NEW DELhI, MAY 23 (PTI): In a stunning turn of events, five-time World Champion and Olympic bronze-medallist M C Mary Kom was today left out of the three-member Indian women's boxing squad for the Commonwealth Games to be held in Glasgow from July 23 to August 3. Mary Kom, who was on comeback trail after taking an almost twoyear-long break due to the birth of her third child, lost to Pinki Jangra (51kg) in the finals of the three-day selection trials which concluded in Patiala today. "It was a close bout and I wish Pinki all the best. I hope she brings India a medal," a disappointed Mary Kom said after the setback. A source said that the bout between Pinki and Mary Kom was even-stevens for most parts but the youngster from Haryana got the selectors' nod for her sheer aggression and agile footwork. "This is the biggest breakthrough of my career. I respect Mary didi a lot, she has been an inspiration for us. I am very excited to get this opportunity and would look to make the most of it," Jangra said. "I think I beat Mary didi because I have

been an active camper and she was coming back after a break. So, I managed to catch her off-guard," she said. Women's boxing will be making its debut in three weight categories at the CWG two years after the breakthrough in the London Olympics. The other boxers who were selected in the women's squad are former World Championship silver-medallist L Sarita Devi (60kg) and Pooja Rani (75kg). The 24-year-old Jangra is an Asian Championships silver-medallist and had first burst into the scene by beating Mary Kom at the 2009 National Championships. "I am the youngest child in the family and initially when I started boxing after being inspired by my brother, my parents were very protective of me. But eventually they came around," said Jangra. An eight-member men's team was also finalised today but there were hardly any surprises in the line-up with former Olympic and World Championships bronze-medallist Vijender Singh getting the nod for his third CWG. Vijender, who has a silver and a bronze medal from his previous CWG outings in 2006 and

2010 respectively, was the expected choice for middle-weight 75kg. "The men's team has been pruned to eight because the CWG organisers have stated that since women's boxing would be making its debut in Glasgow, each country would be allowed only 11 boxers. It was left to us, which categories we wanted to leave out," a selector said. "So we decided to women in all three weight categories while leaving out 52kg and 60kg from the men's divisions," he added. Also making the men's squad were Olympians and Asian medallist L Devendro Singh (49kg), Shiva Thapa (52kg) and Sumit Sangwan (81kg). Rising name and forner CWG goldmedallist Akhil Kumar's protege Mandeep Jangra was the pick for 69kg division. In the heavier weight divisions, Olympian and former Asian Games silver-medallist Dinesh Kumar (91kg) and Praveen More (+91kg) would be representing India at the quadrennial mega-event. At the 2010 edition, which was held in Delhi, Indian men had fetched seven medals, including three gold and four bronze.

NEW DELhI, MAY 23 (IANs): The All India Football Federation (AIFF) Friday spelt out the criteria for I-League clubs to have a marquee player from the 2014-15 season. "A foreign recruit who has represented his country in any of the Continental Championships like the European Championship, Copa America, African Nations Cup, the Asian Cup, or the FIFA World Cup will be called a marquee player," the AIFF said in a statement. The club can propose a player outside the aforementioned group with creditable record of representing a reputed international club in a reputed International League and should also have represented his senior national team. In this case, the approval would be given by the AIFF’s technical team before the club can contract the player as a marquee signing. “Having a mar-

Vincent: charges should dispel plea-bargain rumors

WELLINGTON, MAY 23 (AP): Lou Vincent says the fact he has been charged with 14 offences under the England Cricket Board's anti-corruption code should dispel any notion he has agreed to a plea bargain with match-fixing investigators. In a statement issued through his lawyers on Friday, the ex-New Zealand batsman confirmed the charges and said he "remains accountable for his actions." The ECB on Thursday said it charged Vincent and Pakistan fast bowler Naved Arif with match-fixing in relation to two county matches. Vincent's

charges related to games played in August 2011, a Twenty20 between Sussex and Lancashire, and a 40-over game between Sussex and Kent. Arif, who played for Pakistan A, was charged with six offences in relation to the 40-over game. Both players have been provisionally suspended from all competition. Vincent's lawyers said in a statement, "The fact of the charges, and more are likely, dispel any notions of a plea bargain having been done as unfortunately appears to be wrongly suggested by others."

LONDON, MAY 23 (AP): A new-look England unexpectedly gave Sri Lanka its first defeat in a one-day international this year, an impressive 81-run thrashing in a rain-interrupted match at The Oval on Thursday. Chris Jordan, in his ninth ODI, starred for England, first with 38 runs off 13 balls to put pressure on Sri Lanka's chase, which he undermined with three wickets for 25 runs. Thanks to Jordan and Jos Buttler plundering 54 off the last four overs, England posted a challenging 247-6 off 39 overs. Set 259 to win on the Duckworth/ Lewis method, Sri Lanka

started badly and slowly, and another rain delay put the winning target well out of reach. The visitors were all out in 28 overs for 144. The second match of five is on Sunday. Sri Lanka's chase began poorly. The recalled James Anderson caught Lahiru Thirimanne plumb with an inswinger off the fifth ball, and a video review confirmed it. Kumar Sangakkara came in and lasted only 13 balls, out for 8, after dragging a Harry Gurney delivery onto his middle stump. Mahela Jayawardene and Tillakaratne Dilshan fashioned a recovery, but without haste. An-

game and he felt sharp pain again when he was training with the national team on Wednesday. An exam confirmed the cartilage injury. "This morning he underwent an arthroscopy to repair his meniscus. ... No other injuries were found in his knee," the association said. "His participation in the World Cup in Brazil is not ruled out." Suarez was released from the Medica Uruguaya hospital in the afternoon, and was taken in an ambulance to his home on the outskirts of Montevideo. He was in a wheelchair, but he walked the last few steps to his house leaning on the shoulders of two people, without putting pressure on his injured leg. His wife, Sofia, asked a small group of reporters to stop taking photos inside their home. When they continued to snap shots, Suarez, who is known for his short temper, called out a TV station by name, say-

quired at nearly 11 an over, the end was inevitable. Tredwell finished with 3-38, and Gurney 2-20. England lost captain Alastair Cook early for 11, but Gary Ballance and Ian Bell scored half centuries. Bell's departure on 50 marked the start of a heavy shower which stalled the match for 2 1/2 hours. Ballance returned to score 64, Joe Root hit 45, but Jordan and Buttler gave England a huge boost as they smashed death bowlers Kulasekara and Lasith Malinga for 27 runs each in the last four overs. Sachithra Senanayake was the pick of the bowlers with 3-30.

axed Pietersen had no support india's oldest test player from senior players – downton Madhav Mantri dies

LONDON, MAY 23 (REUTERs): Kevin Pietersen had no support from senior players in the dressing room prior to his sacking by England in the wake of the 5-0 Ashes thrashing by Australia, according to England managing director Paul Downton. The controversial batsman's England career was ended in February when he was left out of World Twenty20 in Bangladesh and the preceding tour of the West Indies. Downton, who was instrumental in the decision to end Pietersen's international career, said the batsman had become "disinterested" on the pitch and that Australian captain Michael Clarke had "played him like a schoolboy". "There was an enormous amount of frustration surrounding KP from everyone in the management team in terms

Pietersen played 104 test matches for England, averaging 47, but managed only two half centuries in the five tests in Australia. Downton said Pietersen's refusal to dig in for the team and a series of soft dismissals hastened the end. "It was frustrating seeing him with his 'this is the way I play' type attitude'", Downton said. "Clarke played him like a schoolboy almost." Suarez has surgery ahead of World Cup

MONTEVIDEO, MAY 23 (AP): Uruguay striker Luis Suarez had arthroscopic surgery on his left knee on Thursday but was expected to recover in time for the World Cup. The mother of the 27-year-old Liverpool striker told The Associated Press that Suarez had successful surgery to repair cartilage damage. "The surgery is over and thank God everything went well. What Luis had wasn't as serious as we thought," Suarez's mother, Sandra Diaz, told the AP shortly after speaking to him on the phone. "He's very well. He's going to play the World Cup," said Diaz, who was taking care of the striker's children while he was in hospital. Four balls after the restart, Dilshan was out for 33, trying to heave Jordan but edging to Gurney at third man. Jayawardene gave Tredwell his first wicket, on 35, and Sri Lanka was 88-4, needing nearly 10 an over. Angelo Mathews and Dinesh Chandimal picked up the pace, but Jordan delivered the fateful blows when he dismissed Chandimal (8) and Nuwan Kulasekara (0) in the same over, both caught by Jos Buttler. Uruguay's football federation doctor Alberto Pan said late Thursday that the striker's appearance in the tournament has been "compromised" but not ruled out. "He's got all the conditions to have a successful evolution," Pan told television. Although Pan was cautious, saying that the recovery dates can't be foreseen and vary with each case, he remained optimistic that Suarez will play the World Cup. According to Suarez's sister, the striker was expected to be out for 2-3 weeks. Uruguay plays its first match at the World

icki Minaj’s new album ‘Pills N Potions’ was inspired by people who have let her down in her career. The rapper and singer, who has released her new single ‘Pills N Potions’ from her third studio album ‘The Pink Print’, looked back on experiences where people have taken her for granted when writing the album. She said ‘’I was just reflecting on people in my life who [have] come and gone, just thinking, what the hell does it all mean’’ ‘’God bless ‘em, I’m talking about lots of people, not anybody in particular, but I have come across a lot of people that I’ve given amazing opportunities to [who have let me down].’’ The 31-year-old star, who is reportedly being sued for $30million by her former wig designer Terrence Davidson, who is accusing her

of selling wigs based on his designs without permission, insists she’s always nice to people and is often shocked when they turn against her. She said ‘’I always give people enough rope to hang themselves with. In general, I just live my life and try and be super fair to everyone, so when you cross me, it’s like, ‘Really Okay’.’’ Meanwhile, the brunette beauty has ditched her outrageous outfits and crazy wigs in favour of a more natural look and claims she always planned to go back to her old appearance. She explained ‘’The album was more personal, so I think the look being stripped down goes really well with the third album. I always thought in my head, ‘For my third album I wanna go back to my real hair’.’’ Talking to presenters on ‘The Breakfast Club’ on radio station Power 105, she added ‘’You can tell on ‘Pills N Potions’ that I’m just creating moments, it’s important to me to keep it truthful and honest. ‘’Sometimes you’re gonna feel like it’s hardcore and sometimes it’s going to feel like it’s not but as long as it’s good music, then that’s all that matters to me at this point.’’

They first played around with the idea of The Madden Brothers back when Joel first became a mentor on The

But, busy as they are with multiple endeavors, nothing ever came of the project - until now. Neither Madden has announced what’s to be of Good Charlotte, though the duo’s debut single, to be released June 2, is called We Are Done.

Mumbai keeps hopes alive 'I'm Hungrier Than Rosberg' with 15-run win over Delhi

MuMb ai, May 23 (iaNS): Mumbai Indians handed Delhi Daredevils their eighth straight loss, beating them by 15 runs in their Indian Premier League (IPL) match at the Wankhede Stadium here Friday. Mumbai's third win on the trot kept them in the hunt for a playoff spot -- all be it the smallest of chances. Mumbai Indians have 12 points, the same as Sunrisers Hyderabad and the only chance of either team making it to the playoffs would be if Rajasthan Royals, who are in fourth with 14 points and a game in hand, lose both their final matches. The Daredevils' dismal run since returning from the UAE continued. Delhi are bottom of the table having won just two of 13 matches, both their victories coming in the UAE leg. An 85-run fourth wicket partnership between Manoj Tiwary (41) and J.P. Duminy (45 not out) took Delhi close but it wasn't enough as they were restricted to 158 for four in 20 overs. Kevin Pietersen (44) got things rolling for the Daredevils but Murali Vijay (8) and Dinesh Karthik (7) failed as Delhi managed just 61 runs off the first 10 overs. Tiwary and in particular Duminy played superbly to make a match off the contest but had a little too much to do as they fell

NEw DElhi, May 23 (agENciES): Saina Nehwal and PV Sindhu won their respective singles ties against Japanese opponents to help India take a crucial 2-0 lead against Japan in the Uber Cup semifinal tie at the Siri Fort Complex on Friday. Young gun Sindhu overcome a tough fight from Japan's Takahashi to win the second match in three extremely tight games. The 18-year-old shuttler won the match 19-21, 21-18, 26-24 and gave India 2-0 lead. Earlier, Saina Nehwal started India's historic semifinal tie on a positive note as she won the first match against Japan's Mitani. India captain Saina won the match 21-12, 21-13 to help the hosts lead the tie 1-0. Saina won the first game easily with 21-12 scoreline, but has to come from behind to win the second game 21-13. The pair of Jwala Gutta and Ashwini Ponnappa will play the third match of the tie as India aimed to book the summit clash against China. The Hyderabadi diehard and her team of gutsy shuttlers made history on Thursday, taking India into the semifinals for the first time in modern era of the tournament with a 3-0 win over Indonesia.

The possible women's quarter-finals are No. 1 Serena Williams vs. No. 7 Maria Sharapova in what would be a rematch of last year's final won by Williams, No. 2 Li Na vs. No. 6 Jelena Jankovic, No. 3 Agnieszka Radwanska vs. No. 8 Angelique Kerber, and No. 4 Simona Halep vs. No. 5 Petra Kvitova. Montreal's Eugenie Bouchard is seeded No. 18 and faces Israel's Shahar Peer in the first round. from the Caribbean undoubtedly has more in the bank than Rosberg. The Monaco resident, who spends much of his free time in Los Angeles with singer girlfriend Nicole Scherzinger and celebrities from the world of movies and music, was this week ranked as the most marketable athlete in the world by SportsPro magazine. He also topped the Sunday Times list of Britain`s wealthiest active sportsmen with an estimated fortune of 68 million pounds ($114.65 million). Rosberg won from pole

position last year in Monaco - the Mediterranean home he has known since boyhood as son of 1982 world champion Keke. Hamilton has won the last four races in a row, with Rosberg second in all of them after winning the season-opener in Australia, and knows it would deal a huge blow to his team mate by winning again. The two were team mates in karting and remain on good terms, even if that looks likely to change as the season progresses. Hamilton revealed he had until recently stored

his safe in Rosberg`s house while the German said separately there would "always be something in his fridge` for the Briton. "When you`re so competitive it is impossible to be best friends - but then it stays respectful. We will always have the years in karting, that kind of foundation of a long time ago," said Hamilton. Despite that, the Briton was clear that the best result for him on Sunday would be "finishing first, (Ferrari`s) Fernando (Alonso) finishing second and (Red Bull`s) Sebastian (Vettel) finishing third."

MoNaco, May 23 (REuTERS): Championship leader Lewis Hamilton has suggested his under-privileged past makes him hungrier for Formula One success than Mercedes team mate and title rival Nico Rosberg, who grew up among Monaco millionaires. With the two separated by just three points after five races, Hamilton added to the mind games ahead of Sunday`s Monaco Grand Prix. "Let me tell you this: I come from a not-great place in Stevenage and lived on a couch in my dad`s apartment and Nico grew up in Monaco with jets and hotels and boats and all these kind of things," said the Briton. "So the hunger is different," added the 29-yearold when asked about a suggestion in the German media that Rosberg was `too soft` to stand up to Hamilton`s `killer instinct`. "I want to be the hungriest guy in the cockpit from all 22 of us (drivers)... if I were to come here believing that Nico is hungrier than me then I might as well go home. So I`ve got to be the hungriest - to win the world championship you need to be the hungriest." Hamilton, who spoke eloquently earlier in the week about visiting malnourished children in Haiti as a UNICEF ambassador, has come a long way since he lived in social housing and his father held down multiple jobs to pay for him to go karting. However, the 2008 world champion whose paternal grandfather emigrated to Britain

Djokovic has won the pair's last four meetings, but Nadal is 5-0 head-to-head at the French Open, including victories in the 2012 final and 2013 semifinals. Djokovic, a six-time major champion who needs a French Open title to complete a career Grand Slam, and Federer, owner of a record 17 major titles, were drawn to meet in the semifinals. Nadal, who stands third among men with 13 Grand Slam trophies, could meet Australian Open champion Wawrinka in the semifinals. Nadal is 59-1 for his career at the French Open, with four titles in a row in 2005-08 and again in 2010-13.

magro ended Nadal's 41-match winning streak in Barcelona by beating him in the quarter-finals there a week later. Those defeats were both in best-of-three-set matches. The French Open, like all Grand Slam tournaments, uses a best-of-five

format for men, and Nadal was asked Friday whether that gives him an advantage on clay. "I give my most every point, every game, every set. Whether it's [best of] three or five, if you want to win, you have to play well," he said.

Nadal has three losses on clay in a season for the first time since 2004, when he was only 17 and had yet to play a match at the French Open. He was beaten in the Rome final last weekend by Djokovic; they only could meet in the final in Paris.

Williams vs. Williams? Williams won the clay-court Grand Slam tournament in 2002, beating her older sister Venus in the final, then waited 11 years before adding a second French Open trophy in 2013. The Williams sisters were drawn Friday to face each other in the third round, which would be their earliest meeting at a Grand Slam tournament since their very first matchup, in the second round of the 1998 Australian Open. Venus is seeded 29th at the French Open. She's won seven Grand Slam singles titles, 10 fewer than Serena, who holds a 14-10 edge in head-to-head matches. "It never gets easier," Serena said. "She's essentially the love of my life, so it's definitely difficult."

NEw DElhi, May 23 (PTi): Pop sensation Shakira has released her 2014 FIFA World Cup anthem 'La La La'. The track, which is featured in FIFA's One Love, One Rhythm: The Official 2014 World Cup Album, also appears in the Colombian pop star's new record, Shakira. The video of 'La La La' features the 37-yearold singer dancing in a black skirt and features special appearances from soccer stars Lionel Messi, Cesc Fabregas, Eric Abidal, Neymar, James Rodriguez, Sergio Aguero, Radamel Falcao as well as her longtime boyfriend, Gerard Pique. The couple's 16-month-old son Milan also has a cameo in the video and can be seen kicking a soccer ball. Also featured is Brazilian star Carlinhos Brown, who brings the inimitable style that gives the song that all-important Samba feel. Shakira teamed up with Activia for the video to support the World Food Programme (WFP) and communicate WFP's work to tackle hunger. Shakira said: "With 'La La La (Brazil 2014)' we want to make a small contribution so that everybody knows about the outstanding work the World Food Programme is doing to fight hunger." Miami-based rapper Pitbull debuted the official theme for the World Cup, 'We Are One (Ole Ola)', featuring Jennifer Lopez, in April 2014.

SEoul, May 23 (aP): North Korea says it will enter the Asian Games hosted by South Korea in September, a glimmer of possible rapprochement in what has otherwise been rising animosity between the rivals in recent weeks. The North's Olympic committee told the Asian Olympic Committee it will soon make the necessary applications, Pyongyang's official Korean Central News Agency said on Friday. The announcement came a day after the Koreas traded artillery fire in disputed Yellow Sea waters. The artillery shells landed in the water, and South Korea said the North's firing was likely a warning, not an attempted attack. In January, North Korea said it would take part in men's and women's

football but hadn't made clear if it would participate in other events in the games in Incheon, west of Seoul, from Sept. 19-Oct. 4. Last month, South Korean organizers said they asked the International Olympic Committee to urge North Korea to enter more athletes. North Korea boycotted the 1986 Asian Games and the 1988 Summer Olympics, both held in Seoul, but the country attended the 2002 Asian Games in the southeastern South Korean city of Busan. During past periods of warming ties, athletes from the two Koreas marched together at the 2000 Olympics opening ceremony under a "Unified Korea" flag, and did it again at the 2004 Athens Olympics, the 2002 Busan Asian Games and the 2006 Doha Asian Games.
