AR apprehends NSCN cadres KOHIMA, NOveMber 23 (MexN): One NSCN (K) and two NSCN (IM) cadres were apprehended in Kohima by the personnel of Assam Rifles (AR) in the past 48 hours. According to a press release from the AR, based on “specific information” regarding movement of armed cadres of NSCN (K) in a vehicle in Kohima town on Thursday afternoon, a joint operation by 19 AR and Nagaland police was launched and various check points were established in the state capital. At around 2:30pm a white Maruti Zen, with registration number NL 05 2183, was spotted near PHQ and signaled to stop; instead of stopping the vehicle sped away towards Paramedical Colony, alleged the AR. The vehicle was chased and overpowered. The NSCN (K) cadre “in a bid to escape” allegedly damaged other civilian vehicles. On being cornered, the cadre ran towards the jungle but was chased and apprehended by the security force personnel. He has been identified by the AR as ‘sergeant major’ Verochiji, Naga Army No 15572 from Lozaphuhu village, Phek district. The cadre along with the vehicle was handed over to the police. In a second incident, based on “specific information” about the presence of armed cadres in Bara Basti area a search operation was launched by 19 AR in the wee hours of Friday. During this search two armed cadre allegedly of the NSCN (IM) namely Rect Arian from Ukhrul district and ‘captain’ Besii from Senapati district were apprehended; one AK 56 Rifle and one 9 mm pistol and live ammunition was “recovered” on them by the 19AR.

NE situation cause for concern: PM
New DelHI, NOveMber 23 (IANS): The security situation in the North Eastern states continues to remain complex, with insurgency, extortion and agitations being the main disruptive elements, Prime Minister Manmohan Singh said here Saturday. “Persistent efforts on part of the government have resulted in considerable progress in the dialogue with insurgent and ethnic
separatist groups,” he said in his address at an annual conference of top police officials. “Further, the susceptibility of lower Assam areas and Karbi Anglong region of the state to ethnic and communal tensions, the growing mistrust between tribals and non-tribals in Bodo areas, the Garo insurgency in Meghalaya, the increasing targeting of non-Manipuris in Manipur are also areas of considerable con-
cern,” he said. The prime minister said these needed to be tackled with collective resolve and firm determination. Touching upon the Naxal problem, the prime minister lauded the successful conduct of polls in the naxal-affected areas of Chhattisgarh. He called for improving the quality of governance and the pace of development in those areas. The prime minister also stressed on the
need to sensitise the security forces deployed in any of the naxal-affected areas to the socio-cultural practices of the local people. “As I have said on a number of occasions, there should be nothing which affects the role of innocent citizens in leading their normal lives, and our attack on naxals and other such bad elements, should not in any way affect or disturb the livelihood patterns of local people,” he added.
DIMAPUr, NOveMber 23 (MexN): The National Socialist Council of Nagalim has reaffirmed its position on “principle based unification” and that the organization is also for “unification of all the Nagas wherever they are.” Responding to what it termed as the “unification group’s so called sixth anniversary programme,” a press note from its MIP stated that “unification” has been “misused and abused.” “Unification cannot be serious when it is formed under conspiracy by deserting with arms, vehicles, money and many important files and document of the National government under the cover of darkness in the name of unification,” the MIP noted, adding that for the Naga people, “such day ought to be observed as a black day and capitulation of the divisive forces.” The MIP note also termed it as a “disgrace and a big insult to the journey of common hope and reconciliation which we all are party under the banner of FNR.” It questioned the meaning of “unification” when “Nagas of Nagaland
state alone” were being advocated for. The organization has found ironic that “those who shout for one National Political group has failed to read between the lines and attended without having any second thought.” The MIP note stated that observing such a day means “justifying and giving legitimacy to illegitimate one and more divisive groups in one pretext or other.” The MIP note wonders what has happened to the “right conscience of the Nagas,” when celebrating “a day amounting to humiliating and insulting” of the “right judgment and sentiment” of the Naga people. “What is unification without any unification but more groups, more tax and more problems for the Nagas?” The note, while questioning GPRN/NSCN General Secretary Kitovi Zhimomi’s political stand, expressed hope that every Naga citizen and group “will now move along with clear conscience and concrete agenda.” The National Socialist Council of Nagalim stated that it “will not interrupt, rather encourage anybody or group who wants to
make the Indian state Nagaland better and prosperous.” “However, in the name of development, progress and peace in Nagaland state, one should not do so at the cost and suffering of all the Nagas who are not a part of Nagaland state and who have been patiently waiting and longing for integration of all the Naga ancestral land and people for more than 60 years under one political umbrella. We hope and trust that such moments of triumph and jubilation will come soon,” the MIP note stated. Meanwhile, it was stated that “certain level of understanding has arrived amongst the group at the reconciliation meeting and many difficulties have been discussed across the table yet time and again, blatant lies and divisive venom are spewed at the public forum to malign us.” This, according to the MIP note, “is one of the major roadblocks towards reconciliation and the Naga public must know this.” “Therefore, we appeal to the conscience of the Naga people as to exactly find out what lies behind the curtain of this unification group.” Full text on page 4
ciHsr, 6 years NH being ‘cleared’ of public health Morung Express News Dimapur | November 23
The Christian Institute for Health Sciences and Research (CIHSR) celebrated its 6th Foundation cum Thanksgiving Day at its campus here today. “13 years ago, in 2000, when I came here first, this campus was wilderness,” said Dr. Lionel Gnanaraj from Christian Medical College (CMC), Vellore, in his greetings from the Board of Directors. People from the North East used to come all the way to Vellore for medical treatment, he said, which should not be the case—a thought behind the establishment of the CIHSR. In 2002, the process to shortlist where such an institute would be set up in the North East began, and in 2007, CIHSR in Dimapur was established. “There have been tremendous changes every year since then, and hopefully CIHSR will continue to grow and cater to the people of Nagaland and its surrounding states,” concluded Dr. Gnanaraj. Indeed, the CIHSR, in the last year alone, has catered to the medical needs of as many people from Assam and Manipur as from Nagaland. It has provided medical services to more than 57,000 outpatients, admitted nearly 5000 patients, conducted approximately 900 surgeries and 2000 minor surgeries in the last year. These figures were provided by Dr. Abraham Joseph, Director of the Board, in his presentation of the Institutional Report where he noted the importance of service, training and research for an institute such as this. In Nagaland alone, services have been provided to far flung ar-
eas of Tuensang district, reaching out to 400 people. Lest the Institute become a mere structure, Dr. Joseph noted, it is essential to constantly train new people to make structures relevant. Many government facilities, he pointed out, especially in rural areas like Tuensang (where there are reportedly 77 CHCs), are available but are not being used due to the lack of professionals. The CIHSR has trained a large number of students through its College of Nursing and already runs a number of courses, including the GNM and BSc that has been recognized by the Indian Nursing Council. The Institute is also looking to introduce more post graduate courses for medical students, as well as a regional institute for paramedical sciences, informed Dr. Joseph. It is additionally awaiting a number of grants to come through to carry forward its research activities— past grants have been used in “meaningful ways,” he affirmed. “This is what happens when people put their faith in god,” said Rev. Dr. Tuisem A Shishak, Principal Emeritus of the Patkai Christian College, as Chief Guest at the Foundation Day. “It is important today to heal the body, mind and spirit—healing is about more than ointments,” he noted, adding that a relationship with god is most essential, followed by other human beings and with nature. He highlighted the importance of traditional medicine, as well as of prayer as part of holistic healing. The event saw the honouring of long standing employees of the CIHSR, thanksgiving songs and others presented by the CIHSR choir and its College of Nursing.

91 years and still going strong
The story of a woman Naga Chief Vibi Yhokha Kohima | November 23
At 91, unlike her peers, S Hotoli Zhimomi can still walk without any difficulty and her memory remains sharp and alert. But what is charismatic about Hotoli is that at 91, she is still the Chief of her village, Sukhato, under Niuland block, Dimapur. Besides being a Chief, Hotoli was also the first woman evangelist of the Western Sumi Baptist Association. In 1977, February 18 (she still remembers dates clearly), Hotoli’s husband passed away. Their only son was only 12 years old then. And even though the husband had brothers, they refused to take the responsibility. Instead, they entrusted Hotoli with the job, believing that
she would be an able leader. As tween them and a neighboring soon as she took over the chief- village. Hotoli remembers they were arrested on October 25, 1963 and released on March 23, 1964. After her son reached adulthood, the chieftainship was given to him. However in 2006, her son too passed away and the responsibility was again conferred upon her. Her stance on non-violence is not the only element that makes her an exemplary leader but also the fact that she prefers to keep a low profile of herself and that she chooses to live a life of simplicity. Staying in a humble hut, she serves as an example to other leaders. She believes that leaders are not here to enjoy the comforts of life but to serve and help people. Hotoli is survived by 11 grandchildren and 1 great granddaughter. She is waiting for her grandson to finish his BA so that once his studies are over, she can retire and let him take over the chieftainship.
