Barely a day after the NPF central office dissolved its Mokokchung division on June 23, two improvised explosive devices (IEDs) exploded simultaneously inside the NPF Mokokchung Division office, Sangtemla Ward, Mokokchung at around 12:30 AM this morning. There were no casualties. The explosions occurred at two different rooms which were completely destroyed. The NPF office is located just a walking distance from the official residences of the Mokokchung Superintendent of Police and Deputy Commissioner, and the area is considered as a high security zone. The residence of the Commandant of the 31 Assam Rifles is also located in the same neighborhood. Mokokchung police informed that investigation into the matter is ongoing but that no one has been arrested so far. It may be noted that voices of dissatisfaction have been doing rounds in the NPF Mokokchung division ever since two Ministers – Imkong L Imchen and Merentoshi R Jamir – were not included in the new DAN Government. DIMAPUR, JUNE 24 (MExN): MLA Imkong L Imchen today stated that the dissolution of the NPF Mokokchung division was “totally uncalled for.” Imchen, in a press note, stated that there are other punitive measures in the hands of the central party leadership but dissolution of the divisional office is the “most extreme.” He said that the Mokokchung NPF division under its President, Imtiyanger has been “rendering excellent service for the foundation of party in the district, despite having so many unspoken constraints.” He asserted that the division has “committed no anti-party activities whatsoever at any point of time.” “If the NPF Mokokchung division has spoken their anguish on the issue of drop-

DIMAPUR, JUNE 24 (MExN): The All Commercial Vehicle Association (ACVA), Wokha district has asserted that the collection of tax by Naga Political Groups “cannot be allowed to jeopardize the basic rights of the common people in Nagaland.” A press note from the ACVA, Wokha President, Y Bankathung Lotha and General Secretary, Renbi Ngullie informed that the association held a meeting on June 22 with regard to “circulation of a demand note/yearly vehicle tax served to all the commercial vehicle sub unions in Wokha district by the Lotha Region NSCN/GPRN (K).” The ACVA stated that the note was signed by “David Lotha Leacy, Wokha Region Finance and Starson Kilonser, Trade and Commerce Revenue NSCN/ GPRN (K).” The “demand note,” a scanned copy of which was made available to the media, had asked the ACVA to “contribute annual tax for the fi-
nal year 2014-2015 along with 20132014.” The note, dated June 14, directed that the “contribution” be made on or before June 17. It further cautioned: “If you do not pay the entire percent amount, this time your transportation should be closed by the said government.” The ACVA stated that the note “has been given to all commercial vehicles.” The association expressed its “displeasure” that “instead of listening to the voice and cry of the people, the rampant collection of tax has become a daily practice by the NPGs.” It reiterated that the rampant collection of tax would “do more harm to the common people in Nagaland; especially business establishments” and would force commercial vehicles into bankruptcy. It said that such actions would only serve to “worsen and alienate NPGs from the people of Nagaland.” The ACVA, Wokha district stated that “respect and security for the peo-
ple in Nagaland should be their concern.” It reminded that the NSCN (K) had earlier also “threatened ACVA Wokha district to ban the Wokha commercial vehicles.” However, it stated that the ACVA Wokha had resolved to view this as a “direct challenge to the public of Wokha district in particular and to the Nagas in general.” Maintaining that the association is not against the NPGs, it however tabled objections to the “policies of much collection of tax.” It reaffirmed the association’s decision to “wholeheartedly support ACAUT in letter and in spirit in its fight for One Government One Tax, in order to maintain good governance in the larger interest of the people of Nagaland.” Meanwhile, with regard to the May 20 incident at Doyang DHEP area, the ACVA Wokha district requested the concerned authority to note that the “word donating will be read as collecting” in the third paragraph of the FIR.

Ten apex tribe Hohos today resolved to stand by the Nagaland Foothill Road Coordination Committee (NFHRCC). The apex tribal forums of the Chang, Khiamniungan, Sangtam, Yimchunger, Konyak, Phom, Lotha, Sema, Ao and Rengma while unanimously resolving to extend solidarity and support the foothill road movement have sought the expeditious completion of the much needed road. With the Nagaland state government yet to respond to the NFHRCC ultima-

Kohima, June 24 (DiPr): An awareness programme on modernization of meat shops under National Mission on Food Processing (NMFP) 2013-17 was held on June 24 at Zonal Council Hall, Kohima. OSD, Industries & C o m m e r c e D e p a r tment, B. Longkumer, who chaired the programme, gave a short briefing on the scheme on modernization of meat shops and on the sale of safe meat in the market. He said that funds released for the purpose should be utilized in a proper manner and public should also see to it that the
schemes are implemented properly for the benefit of all concerned. Deputy Director, Industries & Commerce, Khrielie Peseyie who gave an introduction of the scheme said that the majority of the population in India consumes meat from traditional meat shops, where individual butchers slaughter sheep/ goats for sale of meat in small quantities throughout the day. MMC Administrator and ADC Chubawati Chang in a notification warned that appropriate action would be initiated against those defaulters. He said MMC was compelled to issue the notice as citizens are indiscriminately throwing all kinds of solid wastes into the drainage thereby completely blocking the drainage system, causing damage to the roads and also overflowing of dirty water posing a serious health hazard. ATMA Kohima conducts prog Kohima, June 24 (mexn): Agricultural Technology Management Agency Kohima Block at Chedema Model Village conducted demonstration cum capacity building on swine production and management on June 23. Dr. Khriengunuo, Block Technology Manager, ATMA Kohima Block was the resource person. The resource person discussed with the farmers the various aspects of Swine production and management practices; and answered to the queries put forward by the farmers in the rearing of livestock. The use and administration of medicines through different routes in swine were demonstrated for the benefit of the farmers. The resource person also treated sick animals. Altogether sixteen farmers attended the programme.

Akavi Holo, highlighted the importance of groundnut as an oilseed in india. Considering the low yield of upland rice and maize, groundnut can be a good substitute for these two crops. This practice is not only causing traffic congestion for vehicles but also to the movement of pedestrians especially to the church goers. Therefore, once again all the vendors are directed not to sit for selling their goods by the roadside on Sundays at City Tower junction. New Delhi, JuNe 24 (MexN): A Memorandum of Understanding (MoU) is set to be finalized for a cross border bus service between India at Imphal and Myanmar at Mandalay. A statement from Government of India’s Press Information Bureau informed. An Indian delegation led by Niraj Verma, Joint Secretary, Ministry of Road Transport and Highways visited Nay Pyi Taw, the capital of Myanmar on June 13 to attend an InterMinisterial Technical Level Meeting to negotiate and finalize the MoU and related protocol agreements for the proposed bus service. ed of representatives from Ministry of External Affairs, State Government of Manipur and the Deputy Chief of Mission in Indian Embassy in Myanmar. ShilloNG, JuNe 24 (Pti): The fiscal position of Meghalaya indicated significant improvement in the financial health of the state during 2012-13 in comparison to previous four years, a report of the CAG has said. "The fiscal position of the state viewed in terms of key fiscal parameters - revenue surplus, fiscal deficit, primary deficit indicated significant improvement in the financial health of the state during 2012-13 relative to previous four years of 2008-12," a Comptroller and Auditor General of India (CAG) report for the fiscal ending March 31, 2013 said. During 2012-13, the state returned to the status of revenue surplus as revenue deficit which was Rs 180.34 crore during 201112 turned to a surplus of Rs 536.81 crore, it said. This achievement was mainly due to increase of central transfer in the form of share of Union Taxes and Duties and grants-in-aid to the tune of Rs 614.98 crore (17.14 per cent) during 2012-13 against Rs 201.19 crore (5.94 per cent) during the previous fiscal. The fiscal deficit as well as primary deficit of the state also significantly decreased during 2012-13 compared to the previous year when revenue receipts increased by Rs 2,725.71 crore from Rs 2,810.64 crore in 200809 to Rs 5,536.35 crore in 2012-13, the report stated.

Guwahati, JuNe 24 (Pti): There were differences of opinion within the party over the demand for a change in the leadership, Assam Chief Minister Tarun Gogoi said today, after an hour-long meeting with party observer Mallikarjun Kharge. "Differences of opinion are there. Some want change in the leadership," Gogoi said after his meeting with Kharge, who was sent here by Congress president Sonia Gandhi to assess the political situation following demands by dissidents for a change in the Congress Legislature Party (CLP) leadership. "Congress has to be united and work together to fight against the NDA and BJP. We have to face the next Lok Sabha polls," the chief minister said. Asked what could be the outcome of Kharge's visit, Gogoi said, "I cannot predict Kharge's report. He gave a patient hearing to each one's views. Guwahati, JuNe 24 (Pti): Amidst the controversy about a proposal on visa-free entry to Bangladesh nationals, Assam Chief Minister Tarun Gogoi on Tuesday accused the BJP of diverting people's attention on the sensitive issue. In a statement here, the Chief Minister said that he brought the matter before the people as "illegal migration from Bangladesh is a very sensitive issue for Assam as well as other states of the Northeastern region. He said that the proposal for visa-free entry to Bangladesh nationals under the age of 18 years and over the age of 65 years came up during an inter-ministerial meeting convened by the Ministry of External Affairs and chaired by Foreign Secretary in New Delhi on June 11. "Our Government strongly opposed the proposal on the ground that illegal migration from Bangladesh was a very sensitive issue in Assam and other Northeastern states and that visa-free entry would have repercussions in terms of negative public reactions," Gogoi said. "As the Ministry of Home Affairs conveyed that this new proposal would require more time for processing, the Ministry of External Affairs suggested that this could be initially considered for Bangladesh citizens of age below 10 years and over 70 years," he said. Stating that the proposal was turned down by the state government, he said "Our stand is clearly stated in the record of discussion." in the Congress said that 55 MLAs from the dissidents camp led by Education and Health Minister Himanta Biswa Sarma met Kharge and openly demanded change in the CLP leadership. 24,000 hit by Assam floods Guwahati, JuNe 24 (iaNS): Over 24,000 people have been affected by floods in four districts of Assam, officials said Tuesday. State Disaster Management Authority officials said flood waters have entered parts of Lakhimpur, Sonitpur, Darrang and Udalguri districts in the past one day. A total of 43 villages have been affected in the floods. The district administra-
tions have opened five relief camps in Darrang and Udalguri to shelter the marooned people. A total of 9,528 people have taken shelter in these relief camps. The Central Water Commission said the Brahmaputra river was flowing above the danger level at Numaligarh while the Jia Bharali river was flowing above the danger level in Sonitpur district.

Drink Of Sin: The liquid of death
Wine is a mocker and beer a brawler; whoever is led astray by them is not wise. (Proverbs 20:1) he very title depicts the stance of a man who wallows in the mud of confusion and who swims in the pool of sin. This drink not only brings about ruin and destruction to families but it also destroys the salvation of many. In confusion they drink and in the end they destroy both their body and soul. The ill effects of alcohol has done more harm than good. It is written that death and destruction are never satisfied and the truth is also that drunkards will never be satisfied until they get drunk (Proverbs 27:20). In regard to the evils of this drink, the scripture states, “As a dog returns to its vomit, so a fool repeats his folly. Proverbs 26 :11). To support the war against this evil, I quote the scripture again, which says “Woe to those who rise early in the morning to run after their drinks, who stay up late at night till they are inflamed with wine (Isaiah 5:11). This is the drink which makes people crazy and the more they drink it, the crazier they become. The notion is this: If a person thinks like a fool, his actions will reflect his thoughts. The Word of Life says that the drunkards eats the bread of wickedness and drinks the wine of violence

(Proverbs 4:17). The drunkards will stumble but they may never know what made them fall. A wicked man will be ensnared by his evil deeds and will be bonded by the cords of his or her sins. In the end he will die for lack of discipline and led astray by his own folly (Proverbs 5:22-23). The ways of sinners are always dangerous and destructive. The sins of drunkards multiplies with every bottle of wine they consume. The lovers of poison and sin are likened to a wicked man because of what their actions are. In reference to them, the scripture states… “The wicked are like the tossing sea, which cannot rest, whose waves cast up mire and mud. There is no peace says my God for the wicked (Isaiah 57:20,21 ). This drink is a killer drink indeed because it kills the body, the soul and the joy of our loved ones. The prevailing situation is this: The sinning father dies first and his wife and children follows him to his grave. The love of a drunkard father is likened to a lunatic who destroys the salvation of his loved ones. Truth is, many children will suffer the torments of hell because of the sins of their parents. The man who drinks will hardly show love to his wife because of his affair with death. If parents fails to teach their children God’s ways, they shall ultimately be judged. We should
never think of fathering children without actually knowing ourselves first. If you teach your sons and daughters how to drink, they will be in hell with you. Chances are that because of the sinful act of one, the whole generation may perish. The father who drinks will be remembered as the man who sinned against God and His people. Our children imitates our every acts, and if our acts are sinful, they become sinful. What a tragedy will it be if our own family perishes because of us. We were not born to die in sin but we were born to live with the life which God offers. Can we ever expect our children to listen to us when we are mentally unstable? The answer is absolutely not, for the ways of the drunkards are the ways of sin. A true story is told of a young boy who came home from school with his results, and when he asked his dad to sign it, the father took it and scribbled the whole pages of the mark sheet. The father acted this way because he was drunk and his foolish act depicts the ways of the fools. This is not to be viewed with disdain for these are the words of God and we shall certainly fall under judgment if we heed not these words. And if we teach not our children, our children will be in hell because of us, and their blood shall be upon our heads. Being heads of our own families, we should know who we are and
what we should be doing. Our failure to do the right things will result in tragedy, miseries and regrets. The truth is we cannot teach our children the ways of God if we do not live by the truths of His Word. And if we teach not our children, the devil will make them his and the pits of hell shall become their ultimate destiny. The ways of the world has not only corrupted our minds but it has also defiled the lives of many of our men and women. If you remain a slave to wine and sin, the spirit of death shall swallow you up. In your desire to sin you not only make a mess of your life but you become a stumbling block to all the ones who loves you. In your anger you abuse the woman who left her home, her parents and sacrificed everything just to be with you and the evil in you only continues to control you from within. If you cannot love your wife and children it is better that you don’t marry for by your actions you will either be acquitted or condemned. You acknowledge not the love and concern that your wife and children shows you, rather you torture them mentally, physically and verbally. If this is your attitude, the gates of hell are now opened for you. This is not to be taken as an offence because it is a warning in itself not from me but from God. Do not let this drink lead you
to hell because your salvation is as important as the salvation of your whole family. Truth is you became a family that you may love each other with the love of Christ. It is not the Lord’s will for any one to perish but for all to come to repentance. Judgment is a matter for concern for those who are still in sin. The time has come for you to repent and obey the truth. God desires you to shun evil and love Him. This is not a message of judgment and criticism but this is a message of truth which is given to you with love. The Holy Spirit will help you change and as you read this the power of His Word will pierce your heart. If there is no conviction in this message, I do not write by the truth. But if there is a power of conviction in this truth you shall be set free by it. The One that is in me is greater than the one that is of the world. And whatever had been promised in the Word shall come to pass. The anointing of the Holy Spirit is in this Message and the power of it will never fail to convict anyone whom Christ loves. MuMbai, June 24 (PTi): After rail fare and sugar price hikes, the government is considering raising cooking gas (LPG) and kerosene rates in small dozes of Rs 5 per cylinder and Rs 0.50-1 a litre every month to wipe out Rs 80,000 crore subsidy on the two fuels. The previous UPA government had in January 2013 decided to raise diesel prices by up to 50 paisa litre every month.

But for aberrations on two occasions, the monthly increases have taken place regularly to trim subsidy on diesel to an just Rs 1.62 a litre. This too looks set to be wiped off to make the fuel deregulated or free, with the new government continuing with the UPA decision. Following the diesel model, the oil ministry is now proposing monthly increases in LPG and kerosene rates, sources privy to the development said. Subsidy on LPG currently is a staggering Rs 432.71 per 14.2-kg cylinder and at Rs 5 per month increase it will take 7 years to wipe out the subsidy. Sources said the ministry is of the view that the monthly increases can be as high as Rs
10 if the political leadership takes a stand. On kerosene, the subsidy currently is Rs 32.87 per litre and at Re 1 hike per month it would take more than twoand-a- half years to wipe out the subsidy. Fuel subsidy, they said, is the biggest drain on the exchequer. In the current fiscal, subsidy on diesel, LPG and kerosene is estimated at Rs 115,548 crore. Of this, LPG accounts for Rs 50,324 crore and kerosene Rs 29,488 crore. This subsidy is met through a combination of direct cash dole from the budget and contribution by state-owned firms like ONGC. In 2013-14, the government paid Rs 70,772 crore in cash subsidy while
upstream firms shelled out Rs 67,021 crore. In the previous year, the government payout was Rs 100,000 crore and upstream contribution Rs 60,000 crore. For diesel, the subsidy estimated is Rs 35,736 crore but this will come down if the monthly increases continue as planned, sources said. “ Journeyed To Dzukuo Valley Added A New Experience Of Life”

iving in Kohima town for the last almost 30 years, but not yet visited Dzukou Valley makes my life incomplete in Nagaland. Not only me, many more friends were also there, this we came to know the other day when we happened got together and interacted to one another. In the interaction we all expressed for longing to visit Dzukuo valley. I started seeking necessary information from Tourism department, Local villagers, from knowledgeable persons, friends as well in regards to distance, rest house services, necessary equipments to be carried, type of road conditions etc. We were suggested to visit probably either in the last week of May or 1st week of June because Lily flower blooms at this time, but due to monsoon season approaching we scared of raining. So we decided to go on 14th May 2014 which also happened to be a Gazetted holiday for Govt.employees on account Buddha Purnima. On this fateful day, we hired three Sumo taxis. We were around 26 members of both young and old. Our trip was under the aegis of “Tangkhul Couples’ Trekking Trip to Dzukuo Valley”. At 6:00 AM of 14th May, we started our journey from the premises of our church invoking blessing from God pronounced by Revd.AS.Vaoshok our Church Pastor. We reached the ending point of motorable road which is about 8 KMs from the junction of Viswema. From that point, we started climbing upwards walking over steps after steps for almost 45 minutes without rest till we reach the mountain-top where plain area starts. While climbing up the steps, one of our members who is now a Govt.pensioner started showing the signal of difficulty in climbing up the steps. We felt a bit hesitation whether we could further continue our mission or not. There we took group photographs with our camera-man taking photographs with different postures and styles. From there, we resumed our journey till we reach our destination. It took us one hour forty five minutes to reach the Rest-House constructed by Tourism Deptt, Govt. of Nagaland. At the time we reached the Rest-House it was already time,say10:30AM tohaveourdeliciousmealwhereeveryone of us prepared what he/she is talented in cooking, say some prepared fried meat, Ahuni Chutney, Pans-tenga Chutney, friedfishandwhatnots.Aftertakingthefood,itisaphysiological nature that some of us felt lazy and sleepy to continue the journeytoreachthebeautifulvalley.Manyofushadthedetermination to reach the goal, so we continued till we reach the beautiful valley and the small hillock where a cross is erected. As soon as we reached our destination we all got together and took many photographs with very very romantic styles some of us recalling back the youthful days like Mr.Kanrei kapai for which he said, “I am remembering my youthful life just at this moment”.On our way of returning back to the Rest-House, we accessed to one of the caves where visitors used to stay,cook food,sleep at night as shelter. Coming back again to the Rest-House, there we once again got together and had a fellowship sharing the word of God in reference to Jesus’ sermon on the mount from our Pastor and praising Him for His wonderful and beautiful creations. After which we had an interaction sharing one’s comment on the visit to Dzukuo Valley. Our Pastor Revd. AS.Vaoshok while praising God for His beautiful creations lamented for the destruction made by human beings after seeing the standing lifeless trees in a very vast area where it got burnt during the last previous year forest burning. He further said, God will not be happy seeing all these destructions done by human being. One of our elderly members R.Sorei also praised God for His beautiful creations on earth. He thanked God for bringing us to have a glimpse of this beautiful valley. He further said that, he was more interesting to visit when he saw a printed programme of having fellowship in the valley. Besides, one of our friends Ayo Shaiza also said, “seeing the mountain view, it’s very beautiful, but lacking one thing is that , there is no soft grass for lying down to rest”. During our to and fro long journey of almost four hours walking in the plain part we did not sit down and take rest because there was no soft grass as well as a shelter constructed for. I also expressed my comment, saying that “God’s creations are really very beautiful especially those small hillocks are like man- made thing, but on one side I lamented that not a single bird flying and chirping during our long coverage of the whole visit because of forest trees got burnt and no living big trees standing”. We returned back home on the same day. On our way back home, a memorable journey was created by no other than our elderly man R.Sorei, his tiredness made him difficult to continue walking now and then, we some of us who are in the age group of thirties and forties even offered ourselves to carry him one after another, but anyhow he could managed to reach up to the spot where vehicles were waiting for us. In an adventurous journey where there is no tiredness and exhaustion of energy, it does not serve the meaning of TREKKING. All of us undertook this long adventurous journey after a gap of several years. In other words we can say that after coming to live in urban we hardly walk long distances not like those days living in rural where we used to walk long distances. That’s why we all got tired somewhere or somewhat, but reached home safely. I would like all readers whoever has not visited Dzukuo valley to make a trip at least during your stay in Nagaland. Nothing to be scared of. Even a man and woman of 60 years plus could undertake this adventurous journey, then why not a young and energetic man and woman like you. Please experience a new life. One arrested for kidnapping, rape DIMAPUR, JUNE 24 (MExN): Dimapur Police have arrested one person in connection with the kidnapping of a minor girl on June 24. A press note from Dimapur police informed that the accused, an autorickshaw driver, was hired by the victim and her grandmother when they arrived at the Dimapur railway station from Jagir Road, Assam at around 1:00 am on June 24. Human trafficker nabbed in Dimapur DIMAPUR, JUNE 24 (MExN): The NSCN (IM) nabbed one human trafficker on June 18 at Dimapur railway station. Nagaland state will soon have hygienic and systematic meat shops with the introduction of the scheme of modernization of meat shops during the remainder of 12th Five Year Plan (2013-2017) under National Mission for Food Processing (NMPF), Government of India. This scheme aims at improving the overall hygiene in the meat shops by providing basic infrastructure and equipments. This will also ensure food safety rules and regulation compliances as per FSS Act,

DMCEA threatens to resume agitation DIMAPUR, JUNE 24 (MExN): The Dimapur Municipal Council Employees Association (DMCEA) has stated that the association would be compelled to resume its agitation, if its demands on the system of collecting revenue earnings in the DMC are not addressed. The DMCEA, in a letter dated June 24, apprised the DMC Administrator that the former had called off its agitation following the appointment of Secretary to the Nagaland state government, Benjamin Newmai as an inquiry officer to look into the DMC revenue collecting system. It stated that the DMCEA has accorded co-operation to the proceedings of the inquiry, with its President and General Secretary making personal appearances before the inquiry. It was stated that the DMCEA had also submitted a written statement on March 3, 2014, as per the direction of the inquiry officer. Stating that three months have elapsed since the inquiry was conducted, the DMCEA lamented that no steps have been taken by the concerned authority till date. In this regard, a meeting of the DMCEA was held on June 19. It was resolved that if its demands are not addressed by July 1, the association would resume its agitation from August 1.
Fake work orders for NEC stresses on development Dikhu HEP marketed of education sector in NE States DIMAPUR, JUNE 24 (MExN): The Manu Energy Systems Pvt. Ltd., through a press note issued by its Managing Director, I Rama Rao has informed that, “some unscrupulous persons are creating fake work orders of Dikhu Hydro Electrical Project as issued by Manu Energy Systems Pvt. Ltd. or department of power and marketing the same in Nagaland and other parts of India.” MES has cautioned the persons involved to cease indulging in such practice and urged the public not to be deceived. It may be noted that MES has entered into a Memorandum of Agreement (MOA) with the Nagaland state government to build the 186 MW Dikhu Hydro-Electric Project.

KohIMA, JUNE 24 (DIPR): Ameising Luikham, Secretary, NEC on June 23 reviewed the ongoing NEC funded projects which were sanctioned under the HRD & E Sector, NEC and implemented in the States of North East. The officials of the departments concerned of the State Governments in the North East Region attended the meeting. Secretary, NEC emphasized the need for timely completion of the projects/schemes by the implementing agencies to achieve the objectives of the various projects for the development of the education sector in the NE States. The meeting on regional plan for education sector was also held on the same day, which was chaired by Prof. Ashoke K. Dutta,
Member, NEC. M.P. Bezbaruah, the other Member in NEC was also present. The meeting was attended by Vice Chancellors from the Universities of Tripura, Nagaland, Dibrugarh and representatives from institutions like NEHU, Gauhati University, IIT, Gwahati, NERIE, UGC and officials from the State Governments. Various aspects of the education sector were discussed, especially the prevalence of high school dropout rates in all the states of the region, popularisation of teaching of science and mathematics including provisioning of laboratories especially at school level through modern methods, the need to provide hostels especially for far flung areas, teach-
ers training, promotion of distance education, establishment of centres of excellence especially at the university level, incentives for attracting faculties, low private sector participation, etc. There should be a focus to have updated and sufficient data on various aspects of the education sector so that a regional plan could be formulated, the meeting asserted. Studies could also be conducted so that there is renewed focus on the areas that need immediate attention of both the state governments and the NEC, it added. Prof. Dutta also stressed on the need to use new technology for the education sector and a closer interaction between the industry and universities of the Region.

YEAR OF FAMILY INTRODUCTION: Though one may not candidly tell of the inner desire to have a Good or Holy Family, nonetheless, each person doesn’t want to be from a troubled family. The home is an institution of divine origin, instituted long before the Church. Our Divine Saviour Himself gave the home a special consecration by gracing the humble home of Nazareth with His presence during thirty long years; and He thereby gave us also the first and the supreme model of the truly Christian home. The Holy Family is truly the "prototype" of every Christian family that, united in the sacrament of marriage and nourished by the Word and the Eucharist, is called to carry out the marvellous vocation and mission of being a living cell not only of society but of the Church, sign and instrument of unity for the whole human race. The family is the centre of our lives. It is our beginning, youth, and adulthood, a place in which vocations are nourished, and what we leave behind when we pass from this world. God, knowing the importance and power the family has, sent his only begotten Son into this world to be born and raised in a family. The home is the basic unit of society, and the foundation upon which civilization is built. The same love, compassion, devotion, understanding, and loyalty which exists between Christ and the Church, should exist between husband and wife, parents and
children, and brothers and sisters in the Christian home. Therefore, every Christian home should be a reflection of the Church, a refuge from the stormy winds that trouble the sea of life, and a place where the members of the family renew their strength and courage for the daily tasks. The United Nations (UN) has declared 2014 as the: International Year of Family Farming (IYFF 2014) with the theme “Feeding the earth, caring for the world”. Certainly, we can feed the earth and care the world through good and holy families around the world. FAMILY AT CHRISTMAS: The miracle of Christmas, centered on the birth of Christ, reminds the faithful of the beauty and holiness of the Holy Family: Mary and Joseph adore the Christ Child. The importance of the Holy Family’s example of faith and love is essential for families, as the feast of the Holy Family — which is celebrated on the Sunday following Christmas — reminds us. As Blessed John Paul II said, the Holy Family is "the prototype and example for all Christian families." The Holy Family was holy because they always sought to do God’s will. Every family that wants to be holy is called to do the same. In his homily, the Holy Father affirmed that, following the example of Mary, Joseph and Jesus, "we come to appreciate even more fully the sacredness of the family, which in God's plan is based on the lifelong fidelity of a man and a woman
consecrated by the marriage covenant and accepting of God's gift of new life. "How much the men and women of our time need to re-appropriate this fundamental truth, which stands at the foundation of society, and how important is the witness of married couples for the formation of sound consciences and the building of a civilisation of love", he added. I
nfluenced by the forces of history, the idea and exercise of the right to self-determination continues to withstand rigorous examination, even as ‘the powers that be’ seek its silent and quick demise. As an ancient idea which embodies the various expressions of human freedom and aspiration, self-determination is an emancipatory means for the humanization and development of all peoples. However, the evolution of self-determination as a humanizing concept was interrupted when it was first co-opted into the Westphalian discourse, and later, when it was incorporated into international law. The liberating nature of self-determination was considerably restricted both in character and in application by the State structure. This had profound consequences as it altered peoples yearning for humanization, as well as, the relationship between States and Peoples. The dominant Language of Self-determination that emerged out of the colonial project was one that pushed the universe of human values and ideals to the margins. This was a deliberate attempt to deter and prevent a peoples’ struggle for re-humanization; to define their own way of life, and to effectively and consciously determine their own destiny. Humanity was represented in the form of the Individual-State dichotomy, in which the State was given precedence over an Individual. Such a discourse removed humans from the center of humanity. Consequently, self-determination, as an integral imperative in the search for human dignity was marginalized; and peoples were removed from the humanizing process. Hence, primary interest of States and organizations such as the United Nations is the survival of the State. The end of the Cold War, however, created a situation where the status quo was challenged, and self-determination trickled past the UN’s decolonization approach. In light of this reality, a need arose to seek a more inclusive discourse of selfdetermination that is capable of responding to all peoples’ yearnings and aspirations across the spectrum of humanity. This calls for a shared language of self-determination – a language that represents all of humanity. While the right to self-determination is implicit in much of the writings on international relations, yet, rarely is it given explicit and comprehensive examination from an interdisciplinary and multi-cultural perspective. Furthermore, since law is an adjunct of society, it is necessary for the former to adjust when the latter changes. A legal system that remains stagnant is in danger of not just irrelevancy, but in committing grave injustice; and hence, is a deterrent to peace. The blurring of State boundaries and borders in so many settings since the end of the Cold War combined with the increasing recognition and distinct ‘acceleration’ of human interdependence and interconnection emphasizes the need for a more imaginative, persuasive, and future-oriented perspective to address the increasing number of conflicts occurring within states when self-determination has been denied. The challenge of the 21st century is to liberate selfdetermination from its restricted confines and to reveal the inherent character of self-determination as an inclusive language of Just Peace in both thought and action.

Dignity and humanity in the face of suffering

n Freetown, Sierra Leone, the homeless live by night. Many of these men and women are disabled, faced with societal neglect and scorn for the supposed abhorrence of their condition. The streets are dark, dirty, and unfriendly, lit only by dim streetlamps and the lights of intermittent passing vehicles. Boris Gerrets’ Shado’man is a “biotopic exploration” - a closeup of a local environment - looking at the lives of a group of people reduced to begging and sleeping on the streets, Director Boris Gerrets highlighting their resolute and dignified response to demonstrates that dignity and humanity suffering. Shero, one of the Freecan exist even in town Streetboys, confesses that he no longer the most seemingly dreams. On the streets it undignified and is too hard to sleep; there is no protection from the inhumane living elements, or from lawconditions breakers. Perhaps when he has finished construction of his sheet metal hut he will be able to sleep more soundly, to dream. But is it possible to think of something greater in life beyond survival when even that is a struggle? Director Boris Gerrets demonstrates that dignity and humanity can exist even in the most seemingly undignified and inhumane living conditions. The friendships and sense of solidarity between the Streetboys, though born of their upsetting shared experiences of devastating social neglect, are nonetheless a lifeline for each of them. Friendly bantering back and forth, shared stories, and conflict resolution skills are a breath of life projected onto the bleak backdrop of the dark and sleepless streets. Any inhumanity is imposed on them by the rest of society; the rejection and contempt of their parents, being ignored in the streets and having to live by night, being reduced to a life of begging. The film asks us whether the homeless, the disabled, those rejected from society, can truly be seen either as without dignity or as unlike us. Perhaps it is we, who see them as alien and other, who lack humanity. A social experiment by YouTube user NorniTUBE demonstrates this judgmental side of societies against its homeless populations, this time in the streets of Paris. A seemingly homeless man falls down in a busy street, crying out for help. A few people pause to take a second look, but more than five minutes pass before somebody stops to help. Then, a man in a suit falls down in the exact same location, and does not need to call out for help before several people have rushed to his side. What exactly must we conclude: that the suffering of the impoverished is less pressing to us than the suffering of those who appear to be ‘like us’? Perhaps we have accustomed ourselves to ‘their’ suffering. Perhaps we mistrust that ‘they’ truly are suffering. Certainly it is the case that poverty and homelessness are subjects which make us feel particularly uncomfortable, and which we tend not to face head-on. Shado’man is a film that directly challenges our deliberate ignorance of homelessness and poverty. In one scene, we see David, who is blind, helped to cross the road by a passing stranger. One act of kindness, among dozens of people who ignore his need, passing by without a second thought. In Britain too, the poverty gap is widening, and the number of people claiming charitable aid, for example from food banks, has dramatically increased in the last year alone. Yet to many, it seems nothing has changed; it is easy not to notice or pay attention to the suffering around us. Shado’man forces us to wonder what kind of encounter with the other it takes for us not to ignore this.

iants, dragons and vengeful queens have for generations populated Northern Ireland's folk tales. Now, such creatures are visiting the land in a different version — on the sets for the hit TV show "Game of Thrones." But rather than spells and destruction, they're bringing an economic boost to this British province still healing from its past of political violence. Fans of the HBO fantasy drama would recognize here the landscapes from the fictional land of Westeros — the castle of Winterfell, the seaside cliffs of the Iron Isles and the King's Road leading to the north. About 75 percent of the show is filmed in Northern Ireland, both in natural settings and in the Titanic Studios in Belfast. Since the pilot episode began filming in 2009, attracted by the local government's financial incentives, the show's presence has helped foster a film industry that is catching the eye of other Hollywood productions. And Northern Ireland is taking advantage of the attention by promoting the filming locations as tourist destinations. The latest — and perhaps most illustrious — visitor is Queen Elizabeth II, who will tour the studio sets on Monday. But thousands have already been visiting from across the globe. Cara and Tom Collins from Springdale, Arkansas, were in Ballintoy Harbour recently to see the rocky coastal setting used in the show for the 'Iron Isles,' a kingdom of rugged sailors. "You can just close your eyes and picture everybody there," said Tom. The season four finale of "Game of Thrones" last week was watched by 7.09 million viewers in the United States according to prime-time viewership numbers complied by the Nielson Co. That makes it HBO's most-watched program since "The Sopranos" in 2007. But the numbers are likely higher

For Northern Ireland's tourism industry, that represents a huge pool of potential visitors. The province hopes to use the show's popularity to increase the number of tourists to over 2 million annually by 2016, from 1.8 million in 2013 — more than the region's population of just 1.8 million. Coach operators have created "Game of Thrones" tours, for which demand hit a record as the show reached its season finale this month. "They are using some of our most iconic scenery in 'Game of Thrones' which is excellent," said Arlene Foster, minister for enterprise, trade and investment. Beyond tourism, the direct employment of local workers has been very important for the local economy, she said. At the end of series four, HBO is estimated to have spent about 87.6 million pounds ($149.11 million) in the local economy making the show. The benefits are likely much higher when including other factors, such as the knock-on benefits from higher employment. "This is a sector that we think has the potential to really grow" said Foster. "Around the HBO facility and studios will
grow a skills base that others can use." Holywood — pronounced the same as California's 'Hollywood' — is a small seaside town near Belfast that may lack the glamour of Beverly Hills, but is gaining a movie-making reputation of its own. Yellow Moon, a production facility based there, has enjoyed strong growth and doubled its workforce by being involved with "Game of Thrones." "HBO were a big catalyst in changing perceptions of what could be done in Northern Ireland. As the Americans say, it was a game changer," said Managing Director Greg Darby. Five years ago, 80 percent of Yellow Moon's work was for local broadcasters, and just 20 percent for productions based in the U.K. or further afield. Now, 70 percent of their work is commissioned outside Northern Ireland. "'Game of Thrones' are directly or indirectly responsible for 80 percent of the people that we have taken on in the last three years, because if they didn't come we wouldn't have the other work," said Darby. Scott Ferguson's story illustrates what "Game of Thrones" means for young creative people in Northern Ireland. He dreamt of being a film editor, but his first experience in the industry failed to lead to more work, so he took a job in a bank. Then five years ago a

government training scheme lead to a placement at Yellow Moon and he is now a colorist on the show, adding mood and tone to the images in postproduction, and on his way to becoming an expert in his field. Ferguson is confident that people like him will no longer need to emigrate to seek work in film and TV, now that Northern Ireland's reputation as a production hub is growing. "We have world class facilities, and we now have a world class crew. We have a shooting crew and we have a post crew who have worked on the biggest, most watched, most successful TV show that has been around for a while," he said. Statistics can't do justice to the "Game of Thrones" effect on Northern Ireland's economy, said economist Graham Brownlow, from Queens University Belfast. He says the show is helping to improve the province's international image, which for decades had become synonymous with political violence and economic stagnation. "The real benefits that Northern Ireland secures are the things that are most difficult to measure" he explained. "By creating a critical mass for film and TV productions it creates a good image for Northern Ireland, which stimulates further production in Northern Ireland, which improves the image of Northern Ireland," Brownlow said. That 'critical mass' now includes 'Dracula Untold', a Universal Pictures movie with an October 2014 release date and Ridley Scott's new 'Halo' feature, which is also expected to be released before the end of the year. These and other features will need best boys, wardrobe assistants, carpenters, camera operators and colorists and Northern Ireland's new local talent pool will be only too happy to oblige.

've just been reading about the story of Maru Seng, a 45-year-old man who, one day in October of last year, was captured by Myanmar government troops. They accused him of being a rebel. They tied his hands and legs together, then bound his legs to a chair; they left him in that position all through the night without any food, water, or visits to the toilet. The next morning he seized an opportunity to escape -- whereupon one of his guards shot him in the head. Amazingly, he survived. But when he regained consciousness, his captors continued torturing him. Then they tied him up with a wire and hung him from a beam in the ceiling of the house where he was being held: They tied my neck, my hands behind back, arms, and feet. It was tighter than before. It hurt so much, it was so tight and it felt like my whole body would explode. Eventually they let Maru Seng go, warning him not to leave the area. But he fled anyway -- which is why he was ultimately able to tell his story to the members of a human rights group called Fortify Rights, which has just published a detailed report on the abuses committed by Myanmar's armed forces in their three-year war against separatist rebels from the Kachin ethnic group. You could be forgiven for not knowing about the civil war in Kachin State; after all, it's been taking place in one of the most remote parts of Southeast Asia, a place that few outsiders will ever see. Yet the harrowing account above comes from a country that the Obama administration is touting as the major success of its foreign policy. During his recent speech at the U.S. Military Academy at West Point, President Obama boasted about Washington's "diplomatic initiative" and "American leadership" had contributed to "political reforms" that opened up "a once-closed society." (As if eager to emphasize the magnitude of this success, he cited the population of the country in question: "40 million." Myanmar's population is actually closer to 56 million -- but hey, what's a few million among friends?) The president isn't the only one crowning himself with Burmese laurels these days. In case you somehow missed it, Hillary Clinton is rolling out a new memoir -- this time covering her term as Obama's secretary of state. This is a big deal, since her book tour is looking a lot like a prelude to her expected presidential campaign. Reporters from the Washington Post, who have already seen the text of her book, tell us that she cites Myanmar's opening as one of her major achievements. We're told that Clinton "played a leading role" in the administration's much-touted reorientation of American foreign policy toward Asia, and that one of her big successes here was in "reestablishing diplomatic ties to the long-isolated country of Burma…." Another Washington Post story claims that Clinton’s "outreach to Burma led to political reforms and helped move one of China’s closest regional allies closer to Washington." Well, there's certainly no disputing that the two countries have moved closer; the question is whether it’s been worth the price. Then-Secretary of State Clinton’s visit to Yangon in December 2011 was supposed to mark a new era of friendship between Burma and the United States -- and it certainly did that. Relations between the two countries have steadily deepened since then, perhaps reflecting their common concern about the rising regional power of China. Over the past three years, the Obama administration has suspended most of the political and economic sanctions that the United States once imposed on the country's harsh military dictatorship, measures that were intended to reward the Myanmar government for its steps to open up the political system. Since he came to power in

ith the radical Islamic State in Iraq and the Levant (ISIL) taking over huge swathes of Iraq's northern and western territory from the Shi’a dominated government of Nouri al-Maliki, the territorial integrity of Iraq is in question. These recent developments in Iraq are a clear sign of a failed state on the brink of total collapse and a reality that many in the west are still denying. Partition works as a political solution for Kurdistan, the Shiite south, and the Sunni Arab centre because it formalises what has already taken place. Partition is the major reason Kurdistan is stable.Throughout Iraq's tumultuous history the sectarian and ethnic mentality in Baghdad has far superseded a common Iraqi national identity. Therefore the US and other western nations’ insistence on maintaining the status quo is no more than a fantasy. The reality for Kurds and Shia/Sunni Arabs could be better described as a ‘forced marriage’. International forces’ objection to the division of Iraq into three states (Shia Arab, Sunni Arab and Kurdish states), is a futile attempt at squaring a circle. An independent Kurdish state is nothing new, the Kurdistan region of Iraq has practiced de facto independence since 1991 when Saddam Hussein's army was ejected from Kuwait. Kurdistan is already self-sufficient with its own military (Peshmerga) and is developing its own oil resources, these are all helpful factors towards its formal declaration of independence. Internally, the Kurdistan Regional Government (KRG) has pursued relatively ‘good governance’ and economically sound policies, demonstrating that an independent Kurdistan will be a viable entity. The Kurds to a large extent, although not flawless, have established a democratic government of institutions. In addition to this, the Kurdish government's well-trained Peshmerga forces have demonstrat-

At one extreme, a boss may behave a little more than a senior colleague-coming round to chat, asking your advice, nudging you rather than giving orders. At the other extreme, a boss may act like a distant god- keeping out of sight, yet wielding power fiercely when the occasion arises. The chances are that your boss lies between these two extremes-someone you have to know quite well, and establish reasonably friendly relations with, but still your boss. Learning to work with your boss will benefit not only you, but your boss as well, and the organization as a whole. There are basic attitudes people adopt towards authority: aggression, submission and indirect aggression, which are all negative and simple assertiveness, which is positive.

March 2011, President Thein Sein freed political prisoners, loosened up restrictions on the media, and allowed Aung San Suu Kyi and her pro-democracy political party, the National League for Democracy, to participate in elections that ultimately gave them a presence in parliament. Those were all significant steps. The problem, says Jennifer Quigley, is that the United States and other Western countries hoped to encourage additional steps in the same direction -- but that hasn't happened. Quigley’s organization, the U.S. Campaign for Burma, wanted to see Washington hold back on rewards to the Myanmar government in order to maintain leverage for greater change. "We didn't want to see economic sanctions lifted until we had seen more progress on human rights and ceasefire dialogue for the ethnic minorities," she says. "We've been frustrated that they've given away that leverage of sanctions for too little in return." She praises Obama for his decision to sign an order last month prolonging some remaining sanctions against individual members of the old regime. But it's clear from her tone that she and her colleagues believe that the United States has already given away the goods. She and other activists have good reason to feel frustrated. After the initial euphoria of Thein Sein's early moves toward change, Myanmar has stagnated. Aung San Suu Kyi and her small group of pro-democracy colleagues sit in parliament, but they have little real power. Aung San Suu Kyi has launched a campaign to amend the current constitution, which was designed by the military to allow for a liberalization of national political life that would nonetheless leave it firmly in charge of the parliament and all the other national institutions that count. But so far the generals show no inclination to budge -leaving the pro-democratic forces little chance of fielding a viable candidate in next year's presidential election. In a word: The military remains firmly
in control. Democracy remains a theory. Meanwhile, a brutal ethnic conflict between Buddhists (who make up the lion’s share of the country’s faiths) and the country’s 2 million Rohingya Muslims has made a mockery of the much-lauded "opening." Dozens have died and hundreds of thousands have been displaced, often under hideous conditions. Radical Burmese nationalists have seized upon widespread hatred of Muslims to launch openly discriminatory bills in parliament, and the military has shown little inclination to block the measures. Some outside experts are warning of the possibility of genocide. Happily, some Burmese activists are finally pushing back against the forces of intolerance. Even so, the picture remains grim. And then there's that vicious war against the Kachin. Yes, it's true that the government is continuing its roundtable peace talks with representatives of the country's restive ethnic minorities (who, including the Kachin, make up about 40 percent of the population). But there's no hint of the sort of overarching political solution that the minority groups have been aiming for, and which would bring Myanmar the real and substantive peace that has eluded it ever since independence in 1948. It's hard to imagine how Myanmar can ever be considered a real democracy unless it can find a political arrangement -- some form of federalism, presumably -- that really includes all ethnicities. That's why Myanmar's pro-democracy activists have always pushed for reforms that would achieve this. Right now, though, such reforms aren’t anywhere in sight. It's probably too early to declare Myanmar's opening a failure. Whatever you want to call it, though, it's still a long way from democracy. And it certainly is not an unmitigated success. If this is the biggest achievement Hillary Clinton can claim from her term as secretary as state, it doesn't reflect well on her legacy.

ed commitment and competence at protecting the security and stability of Kurdistan against any outside radical Islamist onslaught. Besides this, there is also a political, cultural and emotional gulf between the Kurdish and Arab populations in Iraq. The decline of the Arabic language among the post-1991 Kurdish generation shows that Kurds have neither a sense of belonging to Iraq, nor a future vision within the Iraqi state. In 2005 an unofficial referendum was held, asking the people of Iraqi Kurdistan whether they favour remaining part of Iraq or an independent Kurdistan. The result was an overwhelming majority of 98.8% favouring independence. At the regional level, the KRG has demonstrated friendly relations and good neighbourliness, mutual respect and cooperation. It has proven that regional stability will be maintained and that an independent entity would not upset regional states and threaten their territorial integrity. To reassure them further, however, mutual interest treaties and the establishment of excellent trade and diplomatic relations with regional states must be given greater attention by the KRG. Regional stability and in particular the stability of America's NATO ally Turkey are major considerations in Washington when it comes to the Kurdish issue. The KRG has already contributed positively and encouraged the decline of conflict between the Turkish government and the Kurdistan Workers' Party (PKK). clared that they do not demand an independent Kurdish state in Syria and Turkey and merely seek a peaceful solution for the Kurdish question within their current national borders. Therefore, the concern that the independence of the Kurdish region in Iraq will destabilise the region is largely unfounded. Iran is already the KRG's second largest trade partner after Turkey. The trade turnover between the two governments exceeded 4 billion USD in 2013. As for Turkey, more than 70% of the overall Iraqi-Turkish annual trade exchange of about 12 billion USD is between Turkey and the Kurdistan Region. This exchange is anticipated to grow to 25 billion USD within the next few years. There are currently about one thousand five hundred Turkish companies active in the Kurdistan region. The relationship between the Turkish government and KRG reached its peak when Turkish Prime Minister Erdogan invited the president of the Kurdistan Region to the Kurdish populated Diyarbakir in November 2013 where both leaders emphasised the relevance of peace and economic development to the region. In an interview with the Kurdish Rudaw newspaper on 14 June 2014, the vicepresident of the AKP, Hüseyin Çelik stated that “if Iraq splits up, the Kurds have the right to self-determination" and added that “Turkey has supported Iraqi Kurdish government until now and will continue to do so.” Considering that in a few years' time with Turkey's EU accession, Kurdistan will represent the eastern border of the European Union, it would simply make sense
from a realist point of view that Kurdistan provides a buffer to the EU from an emerging radical Sunni entity to the south of Kurdistan's borders. Secondly, Kurdistan with its huge oil reserves, ranked sixth at the global level, would be another major oil exporter to western markets. To sum up, conventional wisdom holds that Iraq's breakup would be destabalising and therefore should be avoided at all costs. Looking at Iraq's dismal history, it should be apparent that it is the very effort to hold Iraq together that has been destabalising. Pursuit of coerced unity has led to continuous violence, repression, dictatorship and genocide. It is not possible over the long run to force people living in a geographically defined area to remain part of a state against their will. Iraq's Kurds will never reconcile to being part of Iraq. Under these circumstances, a managed amicable divorce is in the best interests of Iraq, and will contribute to greater stability in the region. Iraq's current civil war is the messy end of a country that never worked as a voluntary union and that brought misery to most of its people most of the time. By invading Iraq and mismanaging the aftermath, the United States precipitated Iraq's collapse as a unified state but did not cause it. Partition – the Iraqi solution – has produced stability in most of the country and for this reason should be accepted. An independent Kurdistan should be achieved through some sort of Velvet Divorce between Arab Iraq and the Kurdistan Region, akin to the dissolution of the former Czechoslovakia in 1993. The UN, the EU, the US and the Arab League should play a role in negotiating this secession. The best way for that to happen is to have an agreement with the Iraqi government. To achieve this, the issue of the disputed Kurdish territories should be resolved because it is very difficult to achieve independence if you do not know which territory you are going to control.
Being Aggressive: Some employees adopt aggressive attitudes in dealing with their bosses. They will not listen to ideas and suggestions, regard reasonable instructions as harsh orders, and automatically deny responsibility if criticized. In these circumstances, dealing with the boss becomes antagonistic, and all interactions are seen as a battle to be won or lost. Being Submissive: Some employees adopt submissive attitude towards their boss. Everything the boss says must clearly be right, all criticism must be valid, and any mistake must be of their making. Even when the boss invites their opinion, they feel unable to give ideas. So they keep quiet at meetings, keep their heads down and avoid their boss at all costs. Being Indirectly Aggressive: Some employees react inwardly rather than outwardly. They may be clever and witty, but in a sarcastic, cynical or bitter way. Indirectly, aggressive employees are rarely honest about their feelings and views. They may say one thing to the boss, and another to their colleagues. Their energies disperse in negative feelings and carping comments. The Positive Approach: As a subordinate, you can adopt a positive attitude to authority that allows you to be yourself, to accept praise for your strengths, and to learn from your mistakes. Assertive approach means being firm but polite, determined yet flexible in pursuing a rational course of action. Acting assertively at work involves, first of all, approaching your boss in a positive spirit. The assertive approach is direct, honest, open and responsive, but not blunt. The fact is, employees tend to remember few unpleasant encounters far more vividly than the usual humdrum exchanges. Here are a few tips on how to get on better with the boss: a. Make the most of informal meetings: Informal meetings can benefit an employee’s relationship with the boss. They include accidental get-togethers in the canteen or in some work based sport or leisure activity. Such occasions allow you to learn more about the boss as a person. Equally in a relaxed informal meeting, you may more easily let your boss discover who you are as a person. Sometimes you may get the praise and encouragement that you don’t usually get at other times. b. Don’t be afraid to ask: To get a job done properly, you often ought to seek help and advice from others. Don’t be afraid to ask for things, your request indicates that you take your work seriously. c. Be prepared to accept praise: Interestingly, bosses tend to feel that they are generous in giving praise and encouragement; subordinates tend to feel that they receive less praise and encouragement than their efforts. A factor behind this discrepancy may be that subordinates refuse to accept praise properly. An honest heartfelt ‘Thank you’ for the praise, accompanied by a gratified smile would be a far more positive response. Don’t forget that your boss needs encouragement just as you do. d. Always be clear: Many problems between the bosses and their subordinates arise out of misunderstandings. Subordinates fail to grasp their instructions properly, go away, and do the wrong things. Make this yardstick clear to effectively accomplishspecific tasks. e. Organize yourself: An employee should formulate your work goals precisely, and not be afraid to be ambitious. When assessing how well you organize yourself, consider key questions your boss might have in mind: Do you have clear objectives? How efficiently do you manage your time? Are you able to measure your progress? Are you able to manage your problems? f. Listen to Criticism: Many people who are deaf to praise turn out to have acute hearing for criticism. They regard any helpful suggestion as a form of criticism, and treat any criticism as a form of personal attack. Few people actually like to be criticized, particularly by their boss. But criticism is not necessarily destructive or demeaning; it can be a valuable form of feedback to improve your work in the future. Don’t remain silent in the face of vague criticism- ask for specific examples for your alleged shortcomings. Accept fair criticism in a positive and forward-looking spirit, and ask what you can do to improve matters. Listen carefully to criticism, and suppress any impulse to react unthinkingly. Remember, you have the right to be treated with respect, express your feelings and wishes, ask for what you want, say no without feeling guilty, make mistakes, ask for information, change your mind and make suggestions. Depending on your particular relationship with the boss, you can add some other important rights to the list. DU VC resigns, confusion prevails over FYUP
New Delhi, JuNe 24 (iANS): Delhi University Vice Chancellor Dinesh Singh resigned Tuesday, days after the UGC told him to scrap the controversial four-year under-graduate course (FYUP). Three top university officials, including the pro vice chancellor, also quit following his resignation. However, it was not clear immediately whether the controversial FYUP has been scrapped. Joint Dean Students’ Welfare and media coordinator Malay Neerav announced: “Dinesh Singh has sent his resignation to the human resource development (HRD) ministry.” Singh’s resignation came amid a continuing row between the University Grants Commission (UGC) and the university. The news of Singh’s resignation led to immediate celebrations among the students unions and teachers’ associations, who had opposed the course ever since it was introduced last year. Many distributed sweets, danced, waved flags and hugged each other in jubilation. But a section of teachers slammed the UGC’s “diktat” to scrap the course. Moments after the vice chancellor’s resignation, pro vice chancellor Sudhish Pachauri, South Campus director Umesh Rai and Dean of Colleges Malashri Lal also put in their papers. “They have submitted their resignations to the vice chancellor,” an official told IANS. Meanwhile, some DU officials reached Singh’s residence to persuade him to reconsider his decisions.
SC declines PIL on Delhi University’s four-year course
Due to the conflict between UGC and DU, there is no clarity regarding the admission process.
With the row continuing between DU and the UGC over scrapping the fouryear programme, the future of 2.7 lakh applicants who have sought admissions to DU and its affiliated colleges for this year hangs in balance. DU, considered one of the top universities in the country, has 78 affiliated colleges, of which 63 colleges are conducting admissions. The process was to begin Tuesday. Amid the ongoing tussle, the principals’ association Monday put on hold the admission process, citing “lack of clarity”. Colleges were supposed to release cut-off lists Monday night. The tussle began June 20 when the UGC directed DU to scrap the course and replace it with the original three-year programme. Despite the UGC’s repeat-

wAShiNgtoN, JuNe 24 (iANS): A US court has asked the US government to respond by July 10 to a Sikh group’s challenge to “suggestion of immunity” to former Indian prime minister Manmohan Singh in a human rights violation case. “The United States may have until July 10, 2014, to respond to Plaintiffs’ Response to its suggestion of immunity,” a federal district court here said in a June 20 order on a motion filed by the rights group Sikh for Justice (SFJ). Obama administration has sought immunity for Manmohan Singh saying that it was in “the interest of the United States” for the “implementation of its foreign policy and in the conduct of its international relations, to recognize Prime Minister Singh’s immunity from this suit while in office.” SFJ has opposed the “suggestion of immunity” on the ground that the Foreign Sovereign Immunity Act (FSIA) does not cover acts committed by foreign officials in their “official capacity” and “Manmohan Singh is not Prime Minister of India anymore”. The Washington court also granted SFJ time till August 18 to complete the service of outstanding summons on Manmohan Singh, according to SFJ legal advisor Gurpatwant Pannun. Summons were issued against Manmohan Singh during his September 2013 visit to Washington on a complaint by SFJ. The group has accused the former prime minister of “funding several counter insurgency operations in Punjab during the 1990s resulting in more than hundred thousand Sikhs being killed extra judicially by the security forces”.
‘BJP failing on checking price rise, protecting women’
New Delhi, JuNe 24 (iANS): The BJP has failed to check price rise or provide security to women despite tall promises made during elections, a Congres spokesperson claimed Monday. “During the election campaign, the BJP sold dreams of ‘acche din’ by promising to curtail price rise... Indian voters gave them 10 seats more than the majority figure of 272 so that they do not give excuses of compulsion of coalition politics. However, the BJP has failed the people on both these fronts,” contended Congress spokesperson Shobha Oza. She said the Narendra Modi government’s first month in office was marked by a steep increase in prices. “The government began with the 50 paise increase in diesel prices, followed by increase in prices of essential commodities like fruits and vegetables and pulses. This was followed by unprecedented increase in railway passenger fares and freight charges. And now the government is planning to increase the price of sugar to the tune of Rs.5-6 per kilo and of cooking gas,” Oza said. On the issue of women’s safety, she said the Bharatiya Janata Party government has failed miserably. “The BJP, which was going hammer and tongs over the rape issue in the country before the elections, is now protecting its central minister Nihal Chand who has been accused of rape,” Oza alleged.

It also said that before implementing the course, the university did not examine the infrastructure, teachers and other necessities to accommodate 33 percent more students in each college. But DU’s Executive Council member Aditya Narayan Mishra described the FYUP as “good.” “The FYUP is much cheaper than the under-graduate courses in private university,” Mishra told reporters. “UGC’s latest diktat to DU to admit students in three-year course and not in FYUP is a violation of the long standing autonomy of the DU. FYUP is not in contravention of the Delhi University Act 1922,” added
Mishra, who had also filed a petition in the Supreme Court on the matter. The Supreme Court refused to entertain the public interest litigation seeking quashing of the FYUP, and asked the petitioner to approach the Delhi High Court. The Congress, meanwhile, accused the Narendra Modi government of creating a “mess which was never seen in Indian education system”. “It is very unfortunate as the future of lakhs of students is in the dark. This is not about duration of a course but the government’s policy. The NSUI has been demanding a three-year course for a long time, and, therefore, the day the government took oath, they should have made it into a three-year course,” said former union minister Manish Tewari.
New Delhi, JuNe 24 (iANS): The Supreme Court Tuesday declined to entertain a public interest plea seeking quashing of the UGC’s directive to Delhi University to dump the four-year under-graduate programme. An apex court bench of Justice Vikramajit Sen and Justice Shiva Kirti Singh asked the petitioner, former Delhi University Teachers Association president Aditya Narayan Mishra, to approach the Delhi High Court with his plea. As counsel Ankur Mittal urged the court to hear the matter as it involved
urgency, the court reiterated that the Public Interest Litigation (PIL) petitioner should approach the Delhi High Court. Justice Sen said: “In case you approach the Supreme Court at a later stage, then we will have the benefit of the reasoning of the high court.” Mishra sought that the three orders of the University Grants Commission (UGC) dated June 20, 21 and 22 to Delhi University be quashed. The UGC’s orders asked Delhi University to scrap the controversial four-year under-graduate course
started in the last academic year. Even as the UGC, a statutory body of the government to coordinate and maintain the standards of university education in India, ordered DU to scrap the FYUP “without fail” by Monday, a day before the admission process to the varsity was to begin, the university has been tightlipped over the issue. With no clarity and consensus on the issue, the university also deferred the admission process which was slated to begin Tuesday, leaving in lurch tens and thousands of students.
FYUP students call off protest
New Delhi, JuNe 24 (iANS): Students of Bachelor of Technology (B.Tech) enrolled under DU’s four-year undergraduate programme (FYUP) called off their protest Tuesday after being assured by the University Grants Commission (UGC) that their course will not be scrapped, even if the previous three-year degree course is implemented. “We have met the representatives of UGC and have been assured that they will give priority to the demands of B.Tech students. Therefore, we have decided to call off the protest,” Amit Kumar, a student of B.Tech in Delhi University, told IANS. The students early Tuesday held a protest saying the scrapping of the FYUP will create hurdles for them as they won’t be left with any specialisation once they complete their course. The fate of over 2.7 lakh applicants this year is in the lurch due to the tussle between the UGC and DU over scrapping of the FYUP, which was implemented last year. The UGC had issued notice to DU and directed scrapping of the FYUP. It also directed DU to enrol new applicants under the previous three-year undergradu-
ate course, failing which the commission warned of freezing funds to the university. “Whether the government rolls back FYUP or not, our only demand is that B.Tech should not be discarded as they are planning to transform B.Tech into B.Sc. We have joined DU for B.Tech, not B.Sc,” Akshay Kachroo from Maharaja Agrasen College told IANS. Prashita Jaishwal from IP college for women said: “Students who took admission in electronics came to DU because it was offering a B.Tech degree. But now if the government backs out, our future will suffer adversely.” The raging controversy also saw the resignation Tuesday of DU vice chancellor Dinesh Singh, who was one of the main members behind the implementation of the FYUP. “I hope the UGC understands the significance of the B.Tech course. Even though we are students of the most reputed university of the country, we have become a laughing stock,” said Ananya Jagdish, another B.Tech student of IP college for women. Over 50,000 applications have filed for 2,500 B.Tech seats.
India’s first indigenous antisubmarine warfare ship ready
KolKAtA, JuNe 24 (Pti): India’s first indigenously-built anti submarine warfare corvette INS Kamorta is ready to be commissioned into the Indian Navy next month, defence officials said in Kolkata today. Built by the Garden Reach Shipbuilders & Engineers Ltd (GRSE), Kolkata, it will be the first warship armed with an indigenous rocket launcher for anti submarine warfare, they said. The corvette is readying to sail out from GRSE’s fitting-out jetty in Kolkata to join the Navy’s eastern fleet at Vishakhapatnam in July, officials said. The sophisticated front line warship with stealth features will also be the first warship armed
with the new trainable chaff launcher - Kavach. With an approximate displacement of 3,400 tonnes, it can achieve a maximum speed of 25 knots. It is powered by four indigenously designed 3888 KW diesel engines at 1050 rpm and can cover nearly 3,500 nautical miles at 18 knots. The overall length of the ship is 109 meters and is nearly 13 metres wide at its maximum bulge. With about 90 percent of the ship being indigenous, it is also capable of deploying a helicopter, adding considerable punch to the ship’s anti-submarine capability. It is also the first naval ship fitted with bow mounted ‘Sonar’ (sound navigation
and ranging) for enhanced underwater surveillance. Integration of indigenous surveillance radar (Revathi) for surface and air surveillance is another first on any Indian warship. Each ship will be manned by 14 officers and 150 sailors. With reverse osmosis plant for fresh water generation, sewage treatment plant with vacuum toilet facilities totally compliant with International Maritime Organisation regulations, the warship measures up to all stringent regulatory needs to operate across oceans of the world. The sturdy warship is the first in its class of four ASW corvettes being built for the Indian Navy.

cheNNAi, JuNe 24 (AgeNcieS): Tamil Nadu chief minister J Jayalalithaa on Tuesday urged Prime Minister Narendra Modi to intervene and secure the release of 64 Indian fishermen who are in Sri Lankan custody. In a letter to Modi, the chief minister said 11 Tamil Nadu fishermen on three boats were apprehended by the Sri Lankan navy on Monday night. The fishermen set out to fish from Jegadhapattinam and Kottaipattinam fishing bases in Pudukkottai district. They were taken to Kankesanthurai in Sri Lanka. On Thursday, seven fishermen from Nagapattinam fishing base were apprehended off the east coast
of Sri Lanka, while 46 other fishermen were arrested the previous day. Jayalalithaa said the issue required a concerted and sustained diplomatic effort to ensure that a permanent solution was delivered. “Until such time, the Union government must impress upon the Sri Lankan government to abstain from attacks on and abduction of our innocent fishermen on the high seas in the Palk Bay. Further, the joint mechanisms which are designed to ensure the speedy release of apprehended fishermen should be effectively activated,” she said. The chief minister reiterated that Tamil Nadu would work towards creating a conducive atmosphere.

Decisions like framing rules for his ministers and backing bureaucrats, holds the potential to correctly align the government towards effective governance, however, the biggest challenge before the Modi government is to revive Indian economy. Jobs for youths, increased spending on social and infrastructure sectors can only become a reality if the investment cycle gains strength. Stock markets may be on a roll but the real impetus for growth has to come from the government.
India needs sweeping power sector reforms: World Bank New Delhi, JuNe 24 (iANS): Electricity distribution in India needs reform to achieve the target of electricity to all by 2019, the World Bank said Tuesday. “Power distribution in India needs sweeping reforms if it is to bring back the country to a high growth trajectory and meet its goal of expanding access to electricity to all by 2019,” the Bank said in its report titled “More Power to India: The Challenge of Distribution” Pointing out that India’s annual per capita power consumption at around 800 units is among the lowest in the world, the World Bank called for more private participation in the distribution. It has
identified electricity distribution to the end consumer as the weak link in the sector. The study analyzes the multiple sources of weakness in distribution and identifies the key challenges to improving performance in the short and medium term. It recommends freeing utilities and regulators from external interference, increasing accountability and enhancing competition in the sector to move it to a higher level of service delivery. “Ominously, the recent sharp increase in private investment and market borrowing means power sector difficulties are more likely to spill over to lenders and affect
the broader financial sector”, the report said. Total accumulated losses in the sector stood at $25 billion in 2011 concentrated among discoms, state electricity Boards (SEBs) and state power departments, the report said. “Revitalising the power sector by improving the performance of distribution utilities, and ensuring that players in the sector are subjected to financial discipline is the need of the hour,” said Onno Ruhl, World Bank country director in India. By tackling the losses through a focused approach, it should be possible to make a marked difference in sector performance, the
report added. Power Minister Piyush Goyal Monday called for increased participation by private companies in power distribution to help ease supply bottlenecks and reinstate investor confidence in the sector. “We will look for more private participation in distribution and would require state support for this task,” Goyal told reporters here after meeting bankers to resolve issues between power sector borrowers and banks. According to a Moody’s report, of all impaired loans at public-sector banks, 20 percent are of distribution companies (discoms), with the proportion going up to 48 percent at
some of the most exposed banks. The erstwhile UPA government had approved the restructuring of Rs.190,000 crore debt of state electricity boards in a move to turn around the finances of power distribution companies. Under the scheme, 50 percent of the short-term outstanding liabilities would be taken over by the state governments and the remainder would be restructured by providing a moratorium on the principal and most favourable repayment terms. Currently Delhi, Mumbai, Kolkata, Surat and Ahmedabad and the state of Odisha have privately owned discoms.

Kurds urged to save Iraq from collapse
ARBIL, June 24 (ReuteRs): U.S. Secretary of State John Kerry held crisis talks with leaders of Iraq’s autonomous Kurdish region on Tuesday urging them to stand with Baghdad in the face of a Sunni insurgent onslaught that threatens to dismember the country. Iraqi security forces fought Sunni armed factions for control of the country’s biggest oil refinery 200 km (120 miles) north of Baghdad, under threat for nearly two weeks since militants overran northern cities. Kerry flew to the Kurdish region after a day in Baghdad on an emergency trip through the Middle East to rescue Iraq after a lightning advance by Sunni fighters led by an al Qaeda offshoot, the Islamic State in Iraq and the Levant. U.S. officials believe that persuading the Kurds to stick with the political process in Baghdad is vital to keeping Iraq from splitting apart. “If they decide to withdraw from the Baghdad political process it will accelerate a lot of the negative trends,” said a senior State Department official who briefed reporters on condition of anonymity. UN: At least 1,075 killed in Iraq in June
GeneVA, June 24 (AP): At least 1,075 people, the vast majority of them civilians, have been killed in Iraq during June as a Sunni insurgency overtakes key areas of the country, the United Nations said Tuesday. According to the U.N. human rights team in Iraq, there were at least 757 civilians killed and 599 injured in Nineveh, Diyala and Salah al-Din provinces from June 5-22, as troops led by Shiite-led government in Baghdad failed to stop the advance of the Islamic State of Iraq and the Levant, or ISIL. “This figure — which should be viewed very much as a minimum — includes a number of verified summary executions and extra-judicial killings of civilians, police, and soldiers who were hors (de) combat,” said U.N. human rights office spokesman Rupert Colville, using the French term for soldiers who have signaled they are no longer combatants. The Iraq team said another 318 people were killed and 590 injured during the same time in Baghdad and areas in the
south, many of them from least six separate vehicle-borne bombs. It also is trying to verify what Colville called “a number of alleged human rights violations that have been taking place in Iraq” since ISIL’s advances in early June. Colville told reporters in Geneva that kidnappings of foreigners and others continue in the northern provinces and in Baghdad, including 48 Turkish citizens taken from Turkey’s consulate when ISIL captured Mosul and 40 Indian nationals who had been working for an Iraqi construction company. But he said 16 Georgians reported kidnapped 10 days ago have been released, and 44 other foreign workers abducted by ISIL when they captured Al-Door also have been freed and returned safely after local tribal leaders negotiated between the Iraqi army and ISIL. “Tragically some of those who have been abducted have been subsequently found dead, and summary executions also apparently continue to take place,” Colville said.

Egypt president refuses pardon for journalists CAIRO, June 24 (AP): Egyptian President Abdel-Fattah el-Sissi said Tuesday he will not interfere in court rulings, rebuffing calls from the United States and other Western governments that he pardon or commute the sentences of three Al-Jazeera journalists handed heavy prison terms a day earlier. The verdict of seven years in prison against the journalists brought a landslide of international condemnation. Rights groups described their 5-month trial as a sham, with no evidence presented to back the terrorism related charges against them, saying the three were being punished simply for their reporting on protests by backers of ousted Islamist President Mohammed Morsi. The White House said the ruling “flouts the most basic standards of media freedom” and was a “blow to democratic progress.” It called on el-Sissi to intervene to bring about the immediate release of the three — Australian Peter Greste, Canadian-Egyptian Mohamed Fahmy and Egyptian Baher Mohammed. Australia and other governments have also urged elSissi to do so for the three journalists, whose families have said they will appeal. Appeals could take months, and the three are likely to remain in prison during the process. In a televised address to graduating military cadets, elSissi said, “We will not interfere in court verdicts” — repeating the phrase twice in his speech to drive home the point. He said he spoke to the justice minister Monday evening and “I told him one word: We will not interfere in judicial matters because the Egyptian judiciary is an independent and exalted judiciary.” “If we desire (strong) state institutions, we must respect court rulings and not comment on them even if others don’t understand these rulings,” he said. Under the constitution, the president has the power to issue a pardon or commute the sentences. The journalists’ arrest last December was part of the broad crackdown against Islamists and the Muslim Brotherhood after el-Sissi — in his former post of army chief — removed Morsi last summer. The journalists’ trial was further politicized by the Egyptian government’s deep enmity with the Gulf nation Qatar, which was a strong ally of Morsi’s Brotherhood and owns the Al-Jazeera network. Egyptian authorities accuse Al-Jazeera of being a mouthpiece for the Brotherhood, a claim the network denies. Also, el-Sissi’s powerful Gulf allies, particularly Saudi Arabia and the United Arab Emirates, are strongly opposed to both the Brotherhood and Al-Jazeera. Those allies have given Egypt billions of dollars in aid since Morsi’s ouster. Prosecutors accused the three journalists of promoting or belonging to the Muslim Brotherhood and of falsifying their coverage of protests to hurt Egypt’s security and make it appear the country is sliding into civil war. The government has branded the Brotherhood a terrorist organization. The journalists, say they are being prosecuted simply for doing their job and are pawns in the political rivalry. The Baiji refinery, a strategic industrial complex in northern Iraq, remained a frontline early on Tuesday. Militants said late on Monday they had seized it, but two government officials said troop reinforcements had been flown inside the compound and fended off the assault. Local tribal leaders said
they were negotiating with both the government and Sunni fighters to allow the tribes to run the plant if Iraqi forces withdraw. One of the government officials said Baghdad wanted the tribes to break with ISIL and other Sunni armed factions, and help defend the compound. The plant has been fought over since last Wednesday, with sudden reversals for both sides and so far no clear winner. The past three days saw Baghdad’s forces abandon the entire western frontier with Jordan and Syria, leaving Sunni fighters in control of some of the most important trade routes in the Middle East. For the insurgents, capturing the frontier is a dra-
matic step towards the goal of erasing the modern border altogether and building a caliphate across swathes of Iraq and Syria. An Iraqi government official said troops had recaptured two border crossings but Sunni fighters said they still held them. U.S. President Barack Obama has offered up to 300 American advisers to Iraq but held off granting a request by Maliki’s Shi’ite Muslim-led government for air strikes. The insurgency has been fuelled by a sense of persecution among many of Iraq’s Sunnis, including armed tribes who once fought al Qaeda but are now battling alongside the ISILled revolt against Maliki’s Shi’ite-led government.
Maliki’s State of Law coalition won the most seats in the election in April but still needs support from rival Shi’ite factions as well as Kurds and Sunnis to keep him in power. Some State of Law figures have suggested they could replace Maliki to build a government around a less polarising figure, although Maliki’s allies say he has no plan to step aside. His main foreign sponsors, Washington and Tehran, have both called for a swift agreement on an inclusive government, suggesting they may be ready to abandon the combative 64-year-old Shi’ite Islamist after eight years in power. Maliki has put himself at odds with the Kurds, who accuse him of reneging on
promises made in exchange for their backing to stay in power after the last election in 2010. Relations are now characterised by deep mistrust, but the State Department official said Washington hopes the Kurds can be wooed back. “If we are to have a chance ... to use this process of forming a new government to reset the political foundation here, the Kurds have to be a critical part of that process, and we think they will be,” the senior State Department official said. MAIduGuRI, June 24 (PtI): Islamic extremists have abducted 60 more girls and women and 31 boys from villages in northeast Nigeria, witnesses said Tuesday. Security forces denied the kidnappings. Nigeria’s government and military have attracted widespread criticism for their slow response to the abductions of more than 200 schoolgirls kidnapped April 15. There was no way to safely and independently confirm the report from Kummabza, 150 kilometers (95 miles) from Maiduguri, capital of Borno state and headquarters of a military state of emergency that has failed to curtail near-daily attacks by Boko Haram fighters. Kummabza resident Aji Khalil said Tuesday the abductions took place Saturday in an attack in which four villagers were killed. Khalil is a member of one of the vigilante groups that have had some success in repelling Boko Haram attacks with primitive weapons. A senior local councilor from the village’s Damboa local gov-
ernment told The Associated Press that abductions had occurred but requested anonymity because he was not authorized to give information to reporters. He said elderly survivors of the attack had walked some 25 kilometers (15 miles) to the relative safety of other villages. The Damboa council secretary, Modu Mustapha, said he could not confirm or deny the abductions and directed a reporter to the council chairman, Alamin Mohammed, who did not answer phone calls or respond to text messages. Boko Haram has been demanding the release of detained members in exchange for its hostages but President Goodluck Jonathan has said he will not consider a swap. A strategy to rescue the girls appears to have reached an impasse. Nigeria’s military has said it knows where they are but fears their abductors would kill them if any military action is taken. Politics have bedeviled the issue, with
many distracted by upcoming presidential elections in February 2015. The first lady, Patience Jonathan, and some other supporters have claimed the reports of the April abductions of the schoolgirls were fabricated to discredit her husband’s administration. Last week, a presidential committee investigating the kidnappings stressed that they did in fact happen and clarified the number of students who have been kidnapped. It said there were 395 students at the school, 119 escaped during the siege of the school, another 57 escaped in the first couple of days of their abduction, leaving 219 unaccounted for. This year, the Boko Haram insurgents have embarked on a twopronged strategy — bombing in cities and a scorched-earth policy in rural areas where they are devastating villages. Nigeria’s capital, Abuja, the central city of Jos and the northeastern state capital of Maiduguri, the birthplace of Boko Haram, all have been bombed.
JOHAnnesBuRG, June 24 (AP): Ukraine has accused Russian troops of planting landmines on its territory during Russia’s annexation of the Crimea region earlier this year. Ukraine made the allegation in a report to an international landmine conference being held this week in the southern African nation of Mozambique. Ukraine’s delegation is not attending the meeting in Maputo, Mozambique’s capital. Russia set up fields of anti-tank and anti-personnel mines between Ukraine’s mostly Russian-speaking Crimea and the rest of Ukraine, and also seized 605 anti-personnel landmines stored at a Ukrainian military depot in the Saki area of Crimea, according to the report. It said Ukraine was allowed to keep the landmines for training under the international Mine Ban Treaty, which seeks an end to the use, production and stockpiling of anti-personnel mines. Russia is not a signatory to the treaty. Ukraine said it is concerned
that the seized landmines could be transferred to “terrorist groups,” a reference to pro-Russia separatists and Russians fighting with them in southeastern Ukraine. Russia has said Russian citizens fighting with the separatists are volunteers and that their weapons were seized from Ukrainian stores; Ukraine, NATO and the U.S. have accused Russia of aiding the separatists. Pro-Russia rebels in eastern Ukraine have announced that they would respect a cease-fire declared by the Ukrainian president last week, raising hopes for an end to fighting. In the mine report, Ukraine’s Geneva-based mission said soldiers have been unable to defend themselves with mines from daily attacks conducted from Russian territory because Ukraine is bound by restrictions in the anti-mine treaty. Central African Republic at risk of genocide: UN RABAt, June 24 (AP): In the early hours of Monday morning, a Christian militia swept down on the village of Ardo-Djobi near Bambari in the Central African Republic killing 18 Muslims of the Fulani ethnicity. Just a few days earlier, Muslim gunmen had attacked Christians in the nearby village of Liwa and killed 21. The tit-for-tat attacks against rival religious groups in Central African Republic threaten to create the conditions for a genocide reminiscent of Bosnia in the 1990s and requires swift efforts by the government and the international community to stop the violence, said a new report by the International Federation for Human Rights. The 88-page report details the atrocities committed by both sides in the impoverished country and urged the re-establishment of a legal and penal system to stop the wave of crime and violence and to begin trying those behind the massacres. “The leaders of the violence and its perpetrators of mass human rights violations are known, we have proof and the government and international community have to take this opportunity and arrest them and end the organized violence,” said Florent Geel, the director of the federation’s Africa Desk, lamentin g the lack of jails or security for judges in the country. been displaced by the violence pitting Muslim rebels against Christian militias known as the anti-Balaka. “Seleka and anti-Balaka forces mirror one another in the horror of the acts that they have perpetrated in the context of a conflict that has become so vile that more people are killed than injured,” warned the report, which was researched with two local human rights organizations between the summer of 2013 and February 2014. After the Seleka were forced out of the
capital and into the northern and eastern parts of the country, enclaves of besieged Muslims civilians were left at the mercy of the anti-Balaka militias, who soon switched their targets from just those allied to the rebels to all Muslims. The report’s investigators discovered that the militias were in many cases led by members of the former government military and organized by politicians close to the deposed president. One militia leader told researchers “they all have to leave or die.”
Before the conflict, there were some 800,000 Muslims in Central African Republic and now only about 20,000 remain, scattered around in 16 different enclaves surrounded by hostile militias. It is a situation reminiscent of Bosnia in the 1990s when Serbs attempted to ethnically cleanse Muslim areas, said the report. There are currently 5,000 African troops and 2,000 French troops in the country which have largely taken over the role of maintaining order, following the disintegration of the government’s army. Aside from France, the report said the global community has largely been indifferent to the plight of the country. The key to halting this cycle of violence is to end the impunity of those behind them through the restoration of the country’s justice system, said the report. Despite the installation of President Catherine SambaPanza after the Seleka was pushed out of the capital, there has been little evidence of a central authority and even the most brazen crimes go unpunished. Militia leaders arrested by international forces are soon at large again, said the report. It recommends the creation of an interim legal system — including building functional jails. Help may come with a new 12,000-strong U.N. force set to start arriving in September, but even that number may not be enough, said Geel of human rights organization. He said Central African Republic “could become a sanctuary for armed groups, instability and mercenaries so it has to be fixed quickly.”

Andhra court issues arrest warrant against MS Dhoni HydERABAd, JUNE 24 (IANS): A court in Andhra Pradesh Tuesday issued an arrest warrant against Indian cricket team captain M.S. Dhoni for allegedly hurting the religious sentiments of Hindus. A local court in Anantapur issued the arrest warrant as Dhoni did not appear in the court despite three summons served in the past. It directed police to present Dhoni in the court July 16. The case relates to a picture on the cover of a magazine. Business Today in its April 2013 edition had carried the picture. Dhoni was portrayed as Hindu god Vishnu with a sub title "God of Big Deals" and holding products of several companies including a shoe in his hand. Y. Shyam Sunder, a local leader of the Vishwa Hindu Parishad (VHP), had filed a petition in the court in February this year alleging that the cricketer hurt the sentiments of Hindus by denigrating a Hindu god. The summons issued by the court to Dhoni on three occasions were returned. The court, which took up the hearing Tuesday, issued the arrest warrant. Similar petitions against Dhoni were filed in Delhi, Pune and other cities.
'Schumacher 'medical' documents stolen' GENEVA, JUNE 24 (AFP): Documents relating to Michael Schumacher have been stolen, the Formula One star's management said, with the thieves claiming them to be medical records about his coma from a devastating ski crash in December. "For several days stolen documents and data are being offered for sale. The offeror claims them to be the medical file of Michael Schumacher," the German's spokeswoman Sabine Kehm said in a statement. "We cannot judge if these documents are authentic. However, the documents are clearly stolen. The theft has been reported. The authorities are involved," she added. Kehm warned against either the purchase or the publication of the data, stressing: "The contents of any medical files are totally private and confidential and must not made available to the public." She vowed to sue "against any publication of the content or reference to the medical file." Schumacher was transferred from a French hospital to a facility in Switzerland earlier this month after emerging from a coma. He had been treated since December 29 in the French Alpine city of Grenoble after he slammed his head against a rock while skiing with his son and friends. A police source later said that Grenoble hospital had last week filed a lawsuit regarding the theft of the data. The 45-year-old was transferred to a hospital in the Swiss city of Lausanne where he will be undergoing further treatment. The racing star underwent two operations to remove life-threatening blood clots after the freak accident that shocked the world, before being plunged into a medically induced coma. Since then, Kehm had said he was showing short moments of consciousness, but few other details have filtered out and it is still unclear as to what the future holds for the man who cheated death countless times on the track.

According to a report in the Associated Press of Pakistan, the series will be held in December 2015 and will be 'hosted' by Pakistan in the UAE. "The PCB is hopeful that a final shape would be given by the BCCI to the Memorandum of Understanding (MoU) signed between both the boards," a PCB official was quoted as saying in the report. According to the MoU, India and Pakistan have agreed to play six bilateral series in the next five years, and the subject will be taken up by the heads of the respective boards at the International Cricket Council's (ICC) annual conference being held in Melbourne. Former Pakistan fast bowler Sarfraz Nawaz welcomed the resumption of cricket between the two nations, attributing the breakthrough to the efforts of PCB chairman Najam Sethi. James, who was set to make $20 million next season, won his first career NBA titles with the Heat in 2012 and 2013. After the Heat's last loss in the NBA Finals, James said he wanted time on vacation with his family before considering his future plans. But the African team eventually picked up the pace and was able to keep the hosts from threatening too much. Despite playing without Samuel Eto'o because of a lingering right knee injury, Cameroon had a few good chances, even when the match was level in the first half. "The first half was not so bad, but we need to focus for 90 minutes, and this is not the first time that this happened," Cameroon coach Volker Finke said. CURITIBA, JUNE 24 (AP): Spain will not have much time to dwell on its unexpectedly short World Cup campaign, as it targets a third-straight European championship. Spain closed Group B with a 3-0 victory over Australia on Monday, and the team immediately put the focus on France 2016 and beyond. "We've got a new challenge and we need all of your support! To defend the European Championship trophy!" the team's official Twitter feed wrote out on the same day it avoided becoming the first world champion to finish its defense with no points. Spain's time in Brazil may have been different if it had started with Australia rather than the Netherlands, whose 5-1 walloping not only upset the balance of world football but sent doubts surging through Spain's squad — a sensation it hasn't experienced since the 2006 World Cup, the last time it failed to triumph at a major international tournament. It followed up the defeat to the Dutch with a 2-0 loss against Chile, which it had never lost against since their first meeting in 1950. How Spain deals with the fallout from what can only be termed a disastrous World Cup — when it finished third in Group B, out of contention — could determine whether it travels to France in two years as a
favorite, or as a team in transition. Coach Vicente del Bosque's contract runs until 2016 but his handling of tactics and personalities exposed some fractions inside the team, and it may prove tough for the 63-year-old former Real Madrid coach to maintain the desire and hunger that was lacking in the squad in Brazil. Del Bosque stuck with veterans who had won back-to-back European titles and the 2010 World Cup when there was a wealth of young talent pushing to break into the team. "Time will tell if we made a mistake or not," goalkeeper Pepe Reina said. "I hope the team reacts positively (to Brazil) and shows personality again." The early exit in Brazil may offer a chance to usher in change. Thiago Alcantara was slated to play a prominent role before injury kept him out of Brazil, and the Bayern Munich midfielder should be the nucleus which Del Bosque builds around, much like former coach Luis Aragones did with Xavi Hernandez. Isco was surprisingly left out of the preliminary squad, but it will be hard for Spain to ignore the Real Madrid playmaker again given how much the team struggled to penetrate opponent's areas and produce goals with its possession game. The inclusion of naturalized striker Diego Costa did not boost the attack, and the Atletico Madrid striker may be in fight to retain his place against the likes of Fernando Llorente and Alvaro Negredo. Barcelona's Gerard Deulofeu appears to have caught Del Bosque's eye, while Athletic Bilbao midfielders Ander Herrera and Ander Iturraspe could be in the mix come September when qualifying for Euro 2016 begins. Manchester United goalkeeper David de Gea will challenge captain Iker Casillas, who is these days is the second-string goalie at Real Madrid. The depth of options suggests Spain's era may not be over yet, and the team can absorb the exit of striker David Villa and speculation that Casillas, Xavi and Xabi Alonso could also retire from international play. "There's been a lot of talk, too much, about things that were not true. The only reason we were eliminated was our play," midfielder Juan Mata said. Spain's reign may be over, but "tiki-taka" is not dead considering what the future could bring. "We have to take the next step with Euro qualifying now, and whoever is coach knows the future is bright," said Del Bosque, who will make a decision about his future before qualifying begins. RECIFE, JUNE 24 (AP): One of the first things Miguel Herrera did when he became Mexico's fourth coach in a year was call Rafael Marquez and ask the 35-year-old defender known as "the boss" to return to the national side as captain. On Monday, the world saw why. Marquez's pivotal goal from a header in the 72nd minute ignited a scoring burst, and Mexico surged into the World Cup's knockout stage for a sixth straight time with a 3-1 triumph over Croatia. "I did not hesitate one minute after my talk with him to appoint him captain," Herrera said of Marquez, now in his fourth World Cup. "He's had many achievements in his career, personally, but he's also provided leadership to the team, that soundness, and that is why they call him the boss." Marquez, Andres Guardado and Javier "Chicharito" Hernandez scored in a 10-minute span in the second half, dooming a talented Croatia side to elimination from the group stage. hen veteran California rock band the Eagles hit the stage in London at the weekend, there was no pretence about why people had come to see them or what the band was expected to do. It was a case of play the songs we know, dudes, and please don't change anything. So a lively run-through of "Hotel California", "Tequila Sunrise", "Take it Easy", "Witchy Woman", "Life In The Fast Lane", "Desperado", "Take It To The Limit" and more than three hours of other Eagles standards went down a storm with a packed crowd at the cavernous O2 Arena. Which is exactly what the band - founded in 1971 and still playing, give or take a 14-year split-up - intended. "We know why our audience comes," co-founder Don Henley told Reuters. "We are not up there to indulge our musical interests. We are most interested in

making the listener happy." Indeed, the Eagles' current world tour is called "History of the Eagles" and is a rare beast in that it is the concert of the DVD rather than the other way round. After producing a documentary film about their career - from Southern California country sound to heavier rock band, through burnt-out breakup to reformation - the band's manager suggested that they replicate that evolution on stage. "(He said) 'It will do more for your career than putting out a new album'," Henley said. So the closest Henley, co-founder Glenn Frey, Joe Walsh, Timothy B. Schmit and guest original member Bernie Leadon got to something new was a song from the 1994 part-live reunion album "Hell Freezes Over". Henley says there are two reasons for this. One is that fans tend not to go to see famous old bands to hear new music. "If you play brand new material, it just puts
them to sleep," Henley said, reflecting on the penchant some reconstituted bands have to fill the mid-section of concerts with new, unfamiliar sounds. The exception to this is if fans become familiar with the new music through radio play. But here is the second reason Henley says for sticking to the old stuff: "There is a bit of ageism in this business. Radio in particular is not really interested in new material from old bands. It's not fair, really. I think that older bands are quite capable of producing new material." It helps of course that the Eagles have a repertoire that is large enough and familiar enough to make all but the biggest rock bands envious. They are among the world's best-selling bands, having sold over 150 million records by one calculation. But Henley also reckons that the band has plenty of other outlets for creativity in terms of solo

NATAL, JuNe 24 (AP): Uruguay Captain Diego Godin scored in the 81st minute as Uruguay edged 10man Italy 1-0 Tuesday to reach the second round of the World Cup. Four-time champion Italy, meanwhile, is heading home after the group phase for the second time in four years. Godin rose above a crowd of defenders to meet a corner with his left shoulder and veteran goalkeeper Gianluigi Buffon had no chance. Italy midfielder Claudio Marchisio was shown a direct red card for putting his boot into Egidio Arevalo's knee in the 59th. Mario Balotelli picked up his second yellow card in two matches during the first half then was benched for the second period. Uruguay finished Group D with six points. Costa Rica needing a draw to top Group D playing in their final group match played out a 0-0 draw against England.

LONDON, JuNe 24 (AP): Caroline Wozniacki reeled off four consecutive games to complete a 6-3, 6-0 win over Israel's Shahar Peer in a rain-suspended first-round match at Wimbledon on Tuesday. Wozniacki led 6-3, 2-0 when play was stopped by showers late on Monday. The 16th-seeded Wozniacki lost in the first round at the French Open a week after her engagement to two-time major golf champion Rory McIlroy was called off. BeLO HORIZONTe, JuNe 24 (AP): Costa Rica has finished first in what many considered the World Cup's toughest group after a dour 0-0 draw against a second-string England side Tuesday. Costa Rica only needed a draw to top Group D and it played that way, setting up in a defensive 5-3-2 formation. England had already been eliminated and will go home without a win after striker Daniel Sturridge missed a number of chances throughout the match. Sturridge's best chance in the second half came in the 65th after a nice one-two with Jack Wilshere. But the forward's curling shot from the right just missed squeezing inside the far post. Costa Rica will play the runner-up in Group C in the second round.
