Konyak Union warns Electrical Department MON, OCTOBER 24 (MExN): Konyak Union (KU) Mon has given 24hour deadline to the Power department to restore power in the district, failing which the union warned that it would be compelled to take its own course action against the officials concerned. KU president Kaipa Konyak and joint secretary L. Shahkai Konyak in a press note stated that Mon district continues to reel under darkness for the past 168 hours without any prior public notice from the department concerned. KU said as per sources from the Electrical department, the transmission lines were damage somewhere in Tuli areas and that the restoration work is on. However, the district still continues to remain in darkness. The Union said that adding to the woes of the general public, it was learnt that the executive engineer and SDO Electrical are out of station. The Union further informed that its patience is running out and that it would not tolerate the “action and incompetency of the department concerned.”

MELURI, OCTOBER 24 (MExN): Pochury Baptist Church Council (PBCC) and Christians in general have made a fervent appeal to all Naga factions operating within Pochury region to desist from killing one another, especially with the approaching festive season. “As Christmas season has approached and people yearn for peace and festivities, the Pochury Baptist Church Council call upon all national workers particularly within Pochury area and among Nagas in general, to desist from killing one another,” stated an appeal note from Rev. Tivisie Pojar, president PBCC. The note also appealed to national workers–regional authorities and defense commanders of respective political groups/factions, to control their cadres from ‘trailing and hunting down one another’ but rather to work for peace and tranquility. It also appealed the national workers to respect and honour the public voice whose effort for peace has been raised often through the initiative of NGOs led by Pochury Public Forum. PBCC expressed confidence all “national workers” would respond positively to the appeal.

Governor of Manipur & Nagaland, Dr. Ashwani Kumar, and chief minister, Neiphiu Rio, have requested all sections of society, especially the public servants, to help in eradicating corruption. “We all need to respect the rule of law,” stated Dr. Kumar in a message ahead of the forthcoming Vigilance Awareness Week (October 28 to November
3) to be observed under the theme “Promoting Good Governance - Positive Contribution of Vigilance.” Dr. Kumar in his message said that improvement in governance requires eliminating corruption, increase of transparency in public procurement and enforcing accountability. In a separate message, chief minister, Neiphiu Rio, also appealed to all concerned citizens to contribute their best in the fight against corruption
which, he said, is eating into the vitals of the state and the nation. “I also appeal to the public servants to rededicate themselves, and to work with honesty, integrity and sincerity to eradicate corruption from our society,” the chief minister said. Rio said the State Vigilance Commission, in its relentless efforts to curb corruption, has been doing a commendable work. “However, the task of combating corruption should
not be left to Commission alone but all of us should participate in the fight against it”, he added. Further, the chief minister said that good governance is the most effective way to ensure that public funds are actually and effectively used for the purposes that are sanctioned, and that government’s welfare measures actually reach the intended beneficiaries without any leakage or the least possible leakage on the way.
DIMAPUR, OCTOBER 24 (MExN): The Opposition Congress party today released data which points out that Nagaland is in deep financial crisis with total mis-governance under the NPF-led DAN government. According to a press note issued by the Media Cell, NPCC, the “precarious financial position that DAN government has gifted the state with the onset of its third innings shows no signs of recovery.” In the midst of this severe financial crunch, it was disclosed that the DAN government is yet to submit utilisation of almost Rs 700 crores out of Rs 2000 crores plan money allocated for 2012-13 by the Government of India. On two occasions i.e. May 17 & September 17, 2013, the false Utilisation Certificates produced by the DAN government were not accepted by Government of India (GoI), NPCC alleged. The financial situation being faced in this current financial year 2013-14 is therefore a legacy accumulated by the DAN govt since 2003, the NPCC stated while pointing out that the gross financial mismanagement over the past decade of DAN rule is evident when it flouted all financial norms to mint the state treasury empty. According to figures given by the NPCC, the deficit has ballooned to over Rs 1500 crores. It was claimed
‘Buying spree of luxury vehicles’ The NPCC has stated that “the DAN govt has gone on a buying spree of luxury vehicles to ride over potholed ridden roads rather than address the poor road conditions”. More shockingly, according to RTI report furnished by Nagaland Legislative Assembly (NLA), the Speaker of the NLA has created a record by buying a Range Rover SUV costing Rs 54 lacs and a Toyota Camry Sedan costing Rs 25 lacs as his official vehicles followed by Ministers and ruling legislators spending crores of money to outdo each other in buying latest luxury SUVs from the state exchequer, the NPCC said.

It was also disclosed that the State budget for 2013-14 has become unmanageable with the DAN government diverting money from various Centrally Sponsored Schemes (CSS) to meet the salary expenditure of over 1.20 lacs state government employees. However, in another few months time the diversion of CSS will run out since the departments will not be getting the next installments owing to inability to produce Utilisation Certificates, the NPCC has
warned. The NPCC alleged that the DAN government’s blatant financial mismanagement has burdened the state exchequer with huge deficit and empty coffers. Further, the contractors barring some few privileged ones have ceased to work. The NPCC has pointed to the emergence of a “steep pyramid structure for deduction of payments” and stating that this has stunted the growth and development. “Under the patronage of the DAN government, the institutionalised structure of deductions starts from the Planning department, finance department, concerned minister & MLA, bureaucrats, technocrats down to the lowest departmental employees in addition to the numerous UG group taxes. This has formed a maze of institutionalised structure to siphon off the public money leaving the state development works in utter ruins”, NPCC stated. Full text in page 4

The Governor emphasized the necessity to ensure that the degrees and certificates issued by universities are directly linked to jobs and issues of livelihood. Speaking at the 1st Convocation of ICFAI University, Nagaland, at Sovima, Dimapur Dr. Ashwani said this was his personal opinion, after having worked in various organizations for more than 40 years and also as a Professor in a University where he taught MBA students, and now as Governor of two States. After declaring the Convocation ceremony ‘open’, Dr. Ashwani deliberated on the importance of convocations of every University and termed them as very important occasions. In his convocation address, the Governor congratulated the Chancellor, Vice-Chancellor, all the staff and students on the occasion. Dr. Ashwani said the people of Nagaland are proud of the fact that ICFAI University, established in Nagaland in 2006, has constructed a permanent campus at Sovima, Dimapur, giving the locality more prestige. DIMAPUR, OCTOBER 24 (MExN): A delegation of the Naga Students’ Federation today went to the Prime Minister Office at North Block New Delhi and submitted a Memorandum in regard to the Indo-Naga peace process. The NSF while pointing out that exactly 16 years have been completed ever since the Government of India initiated the Peace Process with the Naga people, expressed regret that there is “very less progress in these sixteen years of collective search for honourable solution to the Indo-Naga
political issue”. Stating that the enthusiasm shown by the GoI during the initial stage of the Peace Process was overwhelmingly acknowledged by both the Nagas and Indians, the NSF stated that “the slow pace of the political talks has made us to believe that the Government of India seems to be addressing the issue very callously instead of entering into serious political negotiations.” “It is disheartening to note here that the level of hope and confidence of the people has gone down tremendously because
even after a lapse of more than a decade no tangible result has emerged out of the political dialogue,” the NSF said. In the memorandum the NSF further informed the PM that if the political talks continue at this present pace without any ostensible outcome, there is every possibility a situation will break out where the Government of India “will find it difficult to encounter with; and ultimately leading to the pre ceasefire situation”. In light of this, the NSF urged the PM, “to concretize the politi-
cal talks and take a decisive step in bringing an honourable solution of the Indo-Naga Political Talks”. The NSF stated that it was still confident that the PM will “definitely exhibit” his “profound leadership in bringing logical conclusion” to the ongoing Indo-Naga Peace Process before the end of his tenure. Nagaland minister for Youth Resources & Sports, Merentoshi Jamir, has said unemployment problem in Nagaland state is real and that it is time to look beyond the government as the main source of employment. With employability in the government sector reaching saturation point, the minister said Youth Resources & Sports Department would be coming up with various schemes to help generate self-employment. Towards this end, Merentoshi invited ideas and suggestions from the people. A rare moment for Maple Tree School, it was, and the excitement was obvious among the students and teachers as Mary Kom visited the school today, to interact with the students. Escorted by about dozen bodyguards, the five-time world boxing champion cheerfully entered the school premises, capturing the attention of the young boys and girls. Speaking impeccable English, a young girl introduced the boxer. It was followed by a solo song by another girl. The School choir also presented the school song. Answering the students’ questions, Mary Kom revealed that as a student she used to play every sport in school, and always came first. Though, there was no boxing then. She started boxing in 2000. She made her International debut at the first AIBA Wom-
en's World Boxing Championship in 2001, when she was only 18-year-old. She considered the age late, but thanked God she learnt the sport quickly. Once into the game, she never thought of giving up. “I still have the will to continue,” she said with confidence, while asking to remember her in prayers for the 2016 Olympics in Rio de Janeiro. On representing India in the London Olympics and winning bronze, Mary said, “Olympics is Olympics.” She had achieved many national and international medals before the Olympics, but few people knew her, she said referring to the recognition she got post Olympics. Mary Kom is also careful not to exude over confidence. She does not take her opponents easily, and have considered “everyone” as “toughest opponent”. Dimapur, OctOber 24 (mexN): Dimapur Ao Baptist Church Youth Ministry (DABA-YM) in Collaboration with Prodigals’ Home has organized a Consultative meeting on Drug Abuse Prevention for Youth Directors and Evangelists of Ao Baptist Churches in Dimapur District under the theme “Towards collective effort for wholesome recovery” at Elim Hall DABA office complex on October 22, 2013. A press note received here stated that the meeting was conceptualised on the basis of rising issues of Drug abuse and Alcoholism prevailing in our doorsteps. “No doubt, there are ample evidences of efforts meted by churches and other organizations to deal the menace faced in the society. However, regardless of efforts from all empathic individuals, organizations and churches the need remains unattended extensively,” the note said. It also stated that for more than three decades, our society has been wrestling with the issue of Drug
abuse and alcoholism however the issue remains fresh at all times. Though the Churches and Non Governmental Organizations work for the same vision there seems to be a missing link which needs serious deliberation in the form of discussion, sharing and dialogue among the activists who are sharing the common vision to save life and souls. The note mentioned that the facilitators were Tiaakum, Coordinator of Prodigals’ Home’s Rehabilitation Centre who emphasised on Causative factors of addiction and Maong Jamir, Asst Director, Prodigals’ Home on Targets of prevention and gaps identified in our missions today. The recovering Addicts from Prodigals’ Home Sunep, Lanu and Mego shared their testimonies and experiences during their using days. The Youth Directors also shared difficulties and challenges in addressing the issues of Drugs and Alcohol Abuse in the Churches. Later, the participants
collectively shared ideas on how families, NGOs and Churches can do complementary work for wholesome recovery. The participants resolved the following plan of action; Prodigals’ Home to send sms monthly to all the Youth Directors on Addiction issues; the churches to refer addicts to rehabilitation centers; Youth Directors to organize a follow up meeting next year; Prodigals’ Home to link recovering addicts to Youth Directors after their rehabilitation period; Church Youth Ministries to either invite the recovering addicts to churches or visit the rehabilitation centers; to link with rehabilitation centers through sports ministry. The note mentioned that the program was attended by all the youth Directors of Dimapur Area Ao churches youth Directors and the youth evangelist of all the fellowship under DABA. The meeting was first of its kind under DABA-YM. Earlier, Toshi Longkumer Youth Director led the meeting and introduced the participants.

Dimapur, OctOber 24 (mexN): The Dimapur District Anti Tobacco Cell led by Dr C Tetseo, District Nodal Officer NTCP Dimapur has been visiting schools for awareness campaign in Dimapur for last two months. More than 20 schools have been visited so far. Awareness camp was held in three schools in Diphupar B village this week, and all the students were made to take anti tobacco pledge. The team also requested the school authorities to comply with the Section 6 (b) of COTPA 2003.Under this section, it is mandatory for all the educational institutions to put up a signboard stating that sale of tobacco products is banned within 100 perimeter yards from the institution. At a grand ceremony organized at the University campus, Sovima Dimapur, ICFAI University Nagaland celebrated its first Convocation programme today. Dr. Ashwani Kumar, Governor of Nagaland & Manipur was the chief guest for the Convocation ceremony. Terming the Convocation ceremony as a very important milestone in the life of students, Y.K Bhusan, Chancellor, ICFAI University, Nagaland stated that it marks the culmination of the efforts put in by students and faculty in completing the academic programmes and learning life skills. Bhusan however interposed that it should not just be the sign of final culmination of one’s efforts but a commencement of life further and the sign that “real
life action” is about to begin. Sharing his thoughts on University education in the country, the Chancellor also stated, “The University education in India is in many ways at crossroads”. He emphasized on how there is a tug between pressure in number of students versus quality of education. Right now, questions marks are being raised on the quality of education in the country, he said. On ICFAI University Nagaland, he maintained that it offers programmes that not only enhance the intellectual capabilities of the students but are now striving to improve their professional and even vocational skills. He stated, “A university cannot be an island in the society, especially in a market- oriented economy where the viability of the University depends upon the responses of the stu-

To this, he said that ICFA1 University, Nagaland has been established for providing opportunities for overall growth of the students with a special focus on their readiness to engage in gainful employment while serving the special needs of the Northern Eastern region particularly the State of Nagaland. Mamata wants a second Darjeeling KurSeOnG, OctOber 24 (tnn): Mamata Banerjee wants to create a second Darjeeling, which faces a sharp decline in tourist flow due to the Gorkhaland agitation. The chief minister believes Kalimpong can be an alternative destination to Darjeeling, perhaps to counter the statehood stir. Mamata’s tactic seemed to work, for Kalimpong MLA Harka Bahadur Chhetri—a Gorkha Janmukti Morcha leader—leaped at the opportunity, saying that it was “inevitable” as Darjeeling has no place to grow.
Mamata, who is on a four-day visit to the Hills, attended the Lepcha Tribal Board convention in Kurseong on Wednesday. “I want a new Darjeeling. The town is overpopulated. I have always wondered why can’t we have anything similar to Darjeeling. I want to develop Kalimpong, which, too, is very beautiful,” she said. In spite of the recent bitterness between the Morcha and Mamata, Chhetri is on the same page as the CM on the “second Darjeeling”. “This is inevitable. NWU calls to condemn rape Senapati, OctOber 24 (Mexn): Stating that rape is a savage act and is a crime committed against the whole humanity, Naga Women’s Union (NWU) today vehemently condemned the rape and murder attempt of an innocent young woman at Viola Colony, Dimapur on October 14 by one Adani Chithuiyio, “a cadre of the NSCN (IM) who is connected to high profile people and is supposed to be the protector”. In a press statement, Naga Women’s Union asserted, “Rape case among the Naga society in olden days was rare, love for fellow beings which was valued most has lost in its totality in the society today.” It declared that rape is a savage attack on the dignity of an individual that results in irreparable mental, social and psychological damage apart from physical injury, and is a grievous assault on the moral fabric of the society. NWU also asserted that such act should be condemned in one voice irrespective of people, communities or groups. Further, expressing deep shock, strong resentment and anguish over the brutal incident, NWU urged the authorities concerned to bring justice to the victim. “The culprit deserves the severest punishment under the law to act as strong deterrent against committing such heinous crime in future,” it added.
Human sacrifice: Father kills son
Guwahati, OctOber 24 (ianS): A man killed his 13-year-old son in Assam in what is being termed a case of human sacrifice. Police said Thursday the man attempted to kill his wife and daughter also but they escaped with injuries. The crime occurred at Guijan village in Assam's Tinsukia district Wednesday. Police said the accused, Parasuram Koiri, has been arrested. "The wife and daughter of the accused also faced a similar bid on their lives but they escaped with severe injuries," Tinsukia district Superintendent of Police P.P. Singh said. "The accused has confessed to his crime. He sees himself as a devotee of goddess Durga and said that she appeared recently in a dream and demanded human sacrifice," police said. "The incident occurred yesterday morning (Wednesday) when Koiri offered prayers at the temple of the goddess outside his house and tried to kill his wife Lakhi Koiri, 38, son Biru, 13, and daughter Shibani, 10, while they were sleeping," police said. The police officer said while Biru died on the spot his mother and sister sustained serious injuries. "The mother and daughter were shifted to Assam Medical College in Dibrugarh," police said. People residing in the neighbourhood said the man had suffered from a mental ailment for long, and may have conducted the sacrifice due to superstition.
Truck drivers robbed in East Garo Hills
ShiLLOnG, OctOber 24 (nnn): In the midst of growing robbery trend in East Garo Hills region of Meghalaya, coal trucks on NH 62 were attacked by dacoits in broad daylight near Rongjeng. The incident happened around 2:30 pm on Tuesday, about 5 kilometers from Rongjeng. The dacoits came armed with guns and fled the scene after robbing truck drivers of their money and valuables. The dacoit group, numbering about 10, was armed with sophisticated weapons. They firstly cut down a tree and blocked the road. They then blocked the trucks after brandishing their weapons and began to systematically loot the drivers at gun point. Once done, they fled into the adjoining forests. CRPF personnel quickly reached the spot, but the robbers were gone before their arrival. They quickly cleared the road and escorted vehicles through the road, while also ensuring the dacoits did not resurface. The incident is amongst quite a few within the region with the surrounding area providing perfect cover to the dacoits. There was no report of any violence or damage inflicted to vehicles and traffic was normal within two hours of the incident.

aGartaLa, OctOber 24 (pti): Tripura government would urge the 14th Finance Commission to sanction funds for introducing a new pay scale for state employees and pensioners at par with the central government during the Commission's visit to the state next month. State Finance Minister Badal Chowdhury said today that the full team of the 14th Finance Commission led by its Chairman, Y V Reddy would visit the state from November 12
to November 14. He said the 13th Finance Commission had not sanctioned Rs 10,000 crore required to implement central pay scales for state employees. He also raised the same demand at the meeting of the Finance Ministers with the Union Finance Minister P Chidambaram held in Delhi on Monday. Chowdhury said the state government was preparing to submit a detailed memorandum to the commission.

According to the state government’s estimates, there are around 58,000 cancellations, 16,000 of them by foreigners, in the peak September-December season due to the Gorkhaland agitation. Last August, 61,688 tourists visited Darjeeling but this August there were only 600. At a loss of Rs 2 crore a day, Bengal tourism is staring at Rs 150 crore blow in the four-month period. The West Bengal Tourism Development Corporation suffered a loss of Rs 8.54
lakh due to cancellations and refund claims in August. But can Kalimpong, which is at an altitude of 1,250 metres, be made to rival Darjeeling at 2,042.2 meters? It can, says Chhetri. “This can’t be done simply by building resorts and hotels. They’ve to build infrastructure, only then will private entities will invest in the superstructure. Look what they have done to Darjeeling. The arterial road, NH-31, is closed for the last five years. If this is what the state government intends to do with Kalimpong, forget it altogether.”
DiMapur, OctOber 24 (Mexn): The Naga Peoples Movement for Human Rights (NPMHR) has termed as irrelevant the role and function of the National Human Rights Commission (NHRC) in the North East. According to a press note from the NPMHR, unless a radical change in the laws, particularly bringing the acts of the army and paramilitary within the scope of NHRC, and also to limit the impunity enjoyed under AFSPA is changed as has been recommended by various
non-state and state agencies including the Jeevan Reddy Committee, the visit of the NHRC would remain a meaningless exercise for the people of Northeast India, including Manipur. The NPMHR noted the 1997 ruling of NPMHR vs. Union of India in which the NHRC was also a party, and where the Supreme Court upheld the constitutionality of the AFSPA. While the Court provided a list of Dos and Don'ts to check on the exercise of such power of impunity, these rules have been largely ignored, stat-
ed the NPMHR while also pointing out to the fact that the NHRC has pleaded its helplessness under Section 19 of the Human Rights Act even in cases where the army and paramilitary has contravened it. Subsequent to the constitution of National Human Rights Commission (NHRC) in 1993 by the Govt. of India in the backdrop of the then United Nations Commission for Human Rights (UNCHR) criticism on India’s human rights violation records, it was made mandatory that
every state government set up a State Human Rights Commission to monitor human rights violation issues. The NPMHR argued that the Government of India had however kept the atrocities committed by the army and paramilitary forces outside the purview of the NHRC’s mandate. Further, when Manipur State Human Rights Commission (MSHRC) was being constituted, the NPMHR was also asked to send representatives to the Commission. The NPMHR after deliberation
decided not to participate on the principle that human rights issues in North East India mostly emanated from violations perpetrated by the army and paramilitary forces, and whose acts were shielded by the infamous Armed Forces Special Powers Act, 1958 (AFSPA); an Act that directly contravenes and violates the right to life. “To be a part of a commission that cannot deal with serious human rights issues was not only meaningless but painful too,” stated the NPMHR.
itanaGar, OctOber 24 (pti): A consumer court in an Arunachal district has imposed a fine on postal department for negligence of duty in delivering an important document to a customer. The court in East Siang district while disposing a case, had directed the Post and Telegraph (P&T) department to pay Rs 20,000 as compensation to Ratul Paboh of Oyan, who could not attend the Arunachal Pradesh Public Service Commission (APPSC) preliminary examination due to negligence of the department in delivering the call letter on time. The call letter which was posted at Itanagar on December 12, 2009 was delivered to the candidate on March 25, 2010 after four months, official sources said here on Thursday. Ironically the letter, which reached Pasighat, the district headquarters on December 18, was delivered to the candidate at Oyan which is 26 kilometer from the post office, only on March 25, 2010. The late delivery of the letter deprived Paboh from sitting for the examination. In another incident, the court also imposed a fine of Rs 1000 on a private travel agency after receiving complaint from a passenger.
iMphaL, OctOber 24 (tnn): Twelve years after rights activist Irom Sharmila started a hunger strike seeking repeal of Armed Forces (Special Powers) Act from Manipur, a team of National Human Rights Commission (NHRC) met her for the first time in the security ward of JN Hospital here on Wednesday. Sharmila, who is on a fast since November,
2000, is being currently forced-fed through her nose by the government. Led by NHRC chairman KG Balakrishnan, the team, comprising 20 members and officials, is on a three-day visit to the state. The team will also hold a sitting in Imphal on Thursday to examine the human rights situation in the strife-torn state. Complaints of extra-judicial killings, public dis-
tribution system, plight of fishermen whose huts in Loktak Lake were destroyed by the government, irregular release of salaries of government school teachers, healthcare system and condition at prisons are the issues which the commission will examine. Accompanied by rights activists, including Human Rights Alert (HRA) executive direc-
tor Babloo Loitongbam, Balakrishnan and some members recorded Sharmila’s statement on the state government’s frequent denial to grant permission to visitors, including her family members, to meet her. On Friday, the members of the panel will meet representatives of social organizations, state chief secretary, DGP and jail officials, a source said.
In the meantime, Reach Out, an NGO, will file a representation to the commission against the government’s denial to clear salaries of SSA and RMSA teachers for some months. “We are all ready to file the representation to the commission on Thursday for doing the needful,” said the NGO’s chief coordinator, Kshetrimayum Onil. Following cases filed
by HRA and the self-explanatory Extra-judicial Execution Victim Families’ Association, Manipur, the Supreme Court had recently asked the commission to visit Manipur and take stock of the situation. The two bodies, in their petitions, demanded a probe into over 1500 cases of fake encounter killings by the forces in Manipur.
ShiLLOnG, OctOber 24 (pti): Facing rampant mining in the state, Meghalaya government said on Wednesday that while sand mining would not be banned, it would put in place regulations and provide alternative options for sustainable livelihood for those involved in the activity. Meghalaya Chief Minister Mukul Sangma said, “It is not necessary to ban but what is required is regulation of all these activities.” Sangma told reporters on the sidelines of a review meeting here, “We need to embark upon a system of engagement with these stakeholders who are engaging in sand and stone quarrying or any other ac-
tivities as their livelihood and accordingly prevail upon them to take up various other options of livelihood programmes which the departments concerned can provide.” “Departments concerned have to identify certain areas which can be allowed for sand and stone quarrying and where certain restriction should be imposed,” Sangma said. The CM’s statement assumes significance in the wake of sand mining activities across the state where hills are being razed to the ground affecting water sources and the flora and fauna. An environment group has also expressed concern on the environmental degradation which
resulted from illegal mining of minor minerals, including sand and limestone. “Quarrying might lead to a catastrophe in Meghalaya like Uttarakhand if immediate measures are not implemented to check the menace,” Naba Bhattacharjee, environmentalist and president of Meghalaya People’s Environment Rights Forum (MPERF) said. T h e e nv i ro n m e n t group has also demanded punitive action against government officials who connived in the plunder of natural resources of the state, especially in the Jaintia and Garo Hills districts, where large-scale mining of limestone and coal are taking place.

Tripura shares a 856km border with Bangladesh, some of it unfenced and running through dense forests, making it porous and vulnerable.

powered by a 2 litre diesel engine will be available in three variants, Chevrolet Cruze LT (manual transmission) priced at Rs 13,75,580, Chevrolet Cruze LTZ (manual transmission) Rs 15,25,573 and Chevrolet Cruze LTZ (automatic transmission) Rs 16,15,933, the company said in a statement. The NSF, decades ago, made a 12-Charter of Demands to their unrecognized Government of Nagaland and one of the Charters was to allot 15% Reservation of Jobs in Na-
galand Government to Nagas from Outside. II. The Government of Manipur objected to Nagaland Government allowing Manipur Student to freely appear HSLC Examination in Nagaland. a. Students of Nagaland undergo strict screening of Records of Attendance from Class 9 onwards before they can sit for School Board Examination. b. Nagaland Students undergo strict Entrance Tests to get the right to appear in the HSLC Examination. c. Manipur students were freely allowed without any kind of screening or Test to appear directly in the HSLC. Neither the Naga Hoho, nor the NMA fought for the rights of the Nagaland Students. Naga Mothers of Na-
galand seemed to love the Children from other State more than their own sons and daughters! Perhaps they did it unintentionally or ignorantly. The NSF even vehemently disputed the Nagaland Board of School Education Decision –overruled by Government of Nagaland- not to allow the Manipur Student to the Examination. III. The Rongmeis are a “Naga Tribe” of Manipur, but not of erstwhile Naga Hills from time immemorial. They are interested to have the privileges of a Tribe in Nagaland. None of the three well known Organizations said anything against this self Interest. Such Rights are not available to Nagaland Nagas in other States, be it in regards to Education, Financial Aids or Seat Reservations in the
Universities, Colleges or in the field of Government jobs. IV. On the Issue of Minerals, Gas and Oil; the Government of Nagaland has given Rights to Naga Hoho, which includes Nagas from other States. These Issues have historic far reaching Economic and Political consequences for future generations of Nagaland and NTC is committed to protect them. Mr. Thepfulhouvi Solo’s ‘shortcomings’ must not be used to dirty Nagaland Tribes Council: He must become smaller and smaller and vanish in fullness of time, but the NTC must become Greater and Greater, Higher, Nobler and Humbler till a New Heaven and a New Earth is initiated to dawn in Nagaland. Nagaland in Deep Financial Crisis with Total Misgovernance: State Headed for Constitutional Crisis

On State Financial Position he precarious financial position that DAN govt has gifted the state with the onset of its third innings shows no signs of recovery. In the midst of this severe financial crunch, the DAN govt is yet to submit utilisation of almost Rs. 700 crores out of Rs. 2000 crores plan money allocated for 201213 by the Govt of India. On two occasions i.e. 17th May & 17th Sept 2013, the false Utilisation Certificates produced by the DAN govt were not accepted by the GoI. The financial situation being faced in this current financial year 2013-14 is therefore a legacy accumulated by the DAN govt since 2003. The gross financial mismanagement over the past decade of DAN rule is evident when it flouted all financial norms to mint the state treasury empty. The prime example can be gauged from the 13th FC award which was blatantly ignored over the years. The Thirteenth Finance Commission assessment of salary payment was at Rs. 1474.85 crore for one year, but during 2012-13, a total expenditure of Rs. 2570.32 crore was incurred, which has shot up to Rs. 3119.73 crore for 2013-14. The deficit has ballooned to over Rs. 1500 crores. The state govt in its desperate attempt to tide over the financial cri-
sis has resorted to overdraft of Rs. 682.88 crore in additions to “Ways and Means” advances of Rs. 1485.86 crores during 2012-13. Though these actions can be taken within permissible limits, yet it is only necessitated as a last resort by any govt faced with dire financial situation. The state budget for 201314 has become unmanageable with the DAN govt diverting money from various Centrally Sponsored Schemes (CSS) to meet the salary expenditure of over 1.20 lacs state govt employees. However, in another few months time the diversion of CSS will run out since the departments will not be getting next instalments owing to inability to produce Utilisation Certificates. The DAN govt blatant financial mismanagement has burdened the state exchequer with huge deficit and empty coffers. The abnormal cost escalations of all major contract works ranging from 100 to over 700 % being one of the primary reasons, few of which are listed below: 1. Construction of cricket stadium at Sovima by M/s Chabou & Co (Son of CM), the original work order amount for Rs. 8.29 crore was revised to Rs. 72.59 crore leading to cost escalation of 775%, which has become a record of its kind. 2. Construction of Banquet Hall at Raj Bhavan, Kohi-
ma also by M/s Chabou & Co (Son of CM), where the original amount for Rs. 1.61 crores was revised to Rs. 10.70 crores, an enhancement of 564%. 3. Construction of Staff Quarters at Forest Colony, Dimapur where the original Work order amount for Rs. 21.43 crores was issued @ 3% below schedule of rate to M/s MB Panesar & Sons Pvt Ltd (Mohan Singh) and was revised to Rs. 41.67 crores within six months. 4. Construction of School Education Directorate where the original work order amount of Rs. 26 crores was enhanced to Rs. 59 crores. 5. The Work Order for construction of PWD Complex at Kohima was issued at Rs. 8 Crores and enhanced to Rs. 38 crores on final payment. The Contractors barring some few privileged ones have ceased to work. The emergence of steep pyramid structure for deduction of payments has stunted the growth and development. Under the patronage of the DAN govt, the institutionalised structure of deductions starts from the Planning dept, finance dept, concerned minister & MLA, bureaucrats, technocrats down to the lowest departmental employees in addition to the numerous UG group taxes. This has formed a maze of institutionalised struc-
ture to siphon off the public money leaving the state development works in utter ruins. On State Vigilance Commissioner Appointment Imbroglio The DAN govt in 2012 had recommended a former DGP accused in the Rs.18 crore Police Modernization scam for appointment as State Vigilance Commissioner. However, the previous Governor had declined and returned the file on two occasions. The file was again put up to the present Governor on his assuming office but has been turned down again. To circumvent the actions of the Governor, the state Cabinet went for re-amending the Rules of Executive Business and forwarded the file to the Governor. If however the Governor turns down the proposed amendment and the state cabinet decides to proceed ahead with its decision, it precipitates violation of the constitution and invites the attention of the Hon’ble Governor who has been vested with special powers under Article 371 (A) of the constitution. The consultative meeting of Legislators, Ex Legislators and civil societies on 12th July 2013 on PNG sought to protect the Oil & Natural Gas reaffirmed the rights of the state under Article 371 (A). The special constitutional provision under Article 371 (A) given to the state of Nagaland ensures that land and its resources belong to the people.
Recently when the 14th Finance Commission landed in the state, the DAN govt took pains to highlight the Special Constitutional provision given to the state under Article 371 (A). Therefore, if the DAN govt wants to strip the special powers of the Hon’ble Governor as enshrined in Article 371 (A) to force their way through, then Article 371 (A) will automatically be rendered null and void. However, the NPCC is of the opinion that inspite of different political affiliations; the Nagas should continue to protect Article 371 (A) for all practical purposes. On DAN Shielding Imkong L Imchen When the former Home Minister was caught with illegal weapons, crores of unaccounted money and liquor at Wokha during state assembly elections in Feb 2013, he was rewarded with a ministerial berth by the DAN govt. Lesser people caught with even a single weapon are detained and booked under NSA to cool their heels for atleast a year in prison. By now, Imkong L Imchen should have completed 8 months in jail if the DAN govt had allowed the law to take its own course of action since enough prima facie evidences were available with the source of money even ascertained beyond doubt. The DAN govt is scared that Imkong L Imchen resignation

On Unabated Taxation and Deplorable Roads with Luxury Govt Vehicles The imposition of unabated taxation by various armed groups continues to flourish with the DAN govt remaining mute spectator. The DAN govt should realise that law & order problem is not limited to factional clashes and killings but the issue of unabated taxation needs urgent attention since this has been silently killing the people while eroding the writ of the state thereby bringing entire developmental works to a grinding halt. The formation of ACAUT and its campaign against unabated taxation should be enough to wake up the DAN govt from its reverie to listen to the voices of the people burdened and threatened from all ends. When the state infrastructures lies in dilapidated condition particularly the deplor-
able roads all across the state, where one cannot find even a single km of smooth metalled road, the DAN govt has gone on a buying spree of luxury vehicles to ride over potholed ridden roads rather than address the poor road conditions. According to RTI report furnished by NLA, the Speaker of the NLA has created a record by buying a Range Rover SUV costing Rs. 54 lacs and a Toyota Camry Sedan costing Rs. 25 Lacs as his official vehicles followed by Ministers and ruling legislators spending crores of money to outdo each other in buying latest luxury SUVs from the state exchequer. Conclusion Majority of the people have voted for NPF to run the affairs of the state for the third term inspite of their misgovernace and apathy towards the plight of the people. However, the people by now should realise that they are also stakeholders in matters of governance. The baffling silence of the people and the civil societies towards issues of corruption and misgovernance emboldens the govt of the day to roughshod over the plight of the people. On the 50th anniversary of statehood, time now is ripe enough to voice out against misgovernance otherwise the state will never see any semblance of development in the days to come. Be active & innovative, TR Zeliang tells youth Jalukie, OctOber 24 (MexN): Minister for Planning and Coordination Evaluation, Geology and Mining, T.R. Zeliang attributing youth as pillar of nation today stated that unless youth are active and innovative, the community and state will remain poor and backward. The minister was speaking at the inaugural programme of twoday Sales Day organized by Youth Department of Zeme Baptist Church Council (ZBCC) at Jalukie Town. Reminding the youths of the popular adage “Idle mind is devil’s workshop,” he told them to keep themselves busy, contributing for the welfare of the society. He emphasised on the need to strive for excellence in education and gaining proper training in any fields, if the youths have to be a channel of change in the society.
He called upon the youths of ZBCC to take statistical record of the working youths and idle youths and suggest cor-
rective measures so as to uplift the people in future. Recounting the last clean election campaign launched by churches un-
der the aegis of NBCC, T.R. Zeliang said that the concept was good and well appreciated by all people, but there were some loop-
holes in its implementation. He also said that the church should clean and set its house in order first and go to the field, and then only people will have trust and confidence in them and abide by the church campaign. He also encouraged the youths to lead in making the church a clean and honourable place by adopting the virtues of Christ. T.R. Zeliang also appealed the different denominations of the churches to respect one another and work in close coordination with each other for the glory of God. He encouraged the churches to emulate and share the good work of each other for peaceful co-existence amongst the people. Meanwhile, the minister expressed regret that Peren district is one of the most potential districts in

NSF further enlightened him of the pathetic condition of the Nagaland University (NU) infrastructure and requested him to immediately look into the matter. Sensing the urgency to set up technical institute, Pallam assured the NSF delegation that he will definitely set in motion for

He was also curious and shocked when the delegation told him that Nagaland University (NU) does not have proper infrastructures even though it was established 20 years back. Ao organizations seek thorough probe
DiMapur, OctOber 24 (MexN): The Ao Senden, Watsu Mungdang and Ao Kaketshir Mungdang (AKM) want the law enforcers to thoroughly probe into the retraction of confessional statement by the prime accused of the 4th July murder case. “His claim that his confession was extracted under duress is a very serious allegation and viewed seriously by all”, stated a joint statement issued by Dr Sangyu Yaden, President
Ao Senden, Akok Longkumer, President AKM and Achila Imsong, President Watsü Mungdang. Moreover the joint statement disclosed about information from reliable sources that Rikhumkaba was molested and sodomised by his cell mates, which was described as “shameful and despicable” and wanted that the offender/s must not go unpunished. In view of these, the joint statement demanded that the accused
be given protection or kept in isolation. Further, since the forensic result is still awaited, “about which we remain skeptical due to its prolonged delay”, the apex Ao bodies were hopeful that Rikhumkaba might provide some clues to this crime because the Investigation Officer in his chargesheet has reported that “Rikhumkaba alone could not have committed such a gruesome crime and that involvement of other could
not be ruled out”. This had been reported in a local daily on October 16, 2013. The joint statement stated “it is discernable that it was a premeditated crime committed by person/s with sadistic mind/s who have no place in society and deserves the severest of punishment”. “Our state shows a very poor record as far as conviction of offenders/ criminals is concerned. If this trend continues, then before long our society will
become a hotbed for anarchist and Criminals and hence it is about time that these elements are rooted out from our society”. The joint statement has expressed optimism that the authorities dealing with this case will work diligently so that justice may finally be delivered. However, if any anomaly is detected in the course of investigation, we are prepared to take our own course of action, the joint statement said.

DiMapur, OctOber 24 (MexN): To witness the gathering of Amur falcons and also as a gesture of supporting the measures undertaken to protect the migratory birds, students of Christian Higher Secondary School (CHSS), Dimapur visited Pangti village in Wokha district on October 20. A press release issued by Environmental Education teachers Atou Veronica and Imlikokba informed that the 37 students of Class IX participated and interacted with the villagers and learnt a lot. The hands on experience developed in the students a sense of responsibility for
saving the beautiful creatures, it added. The press note stated that the gathering of the largest number of the migratory Amur Falcons in the state is one obvious reason for Nagas to be proud. The Amur Falcon, it mentioned, has one of the longest migration routes of all birds. Its migration is a complete long-distance, trans-equatorial route of upto 22,000 kilometres a year from Eastern Asia, all the way to Southern Africa and back. The birds leave their Asian breeding range and travel to Northeast India, where they fatten up while
preparing for their long flight over peninsular India. The Amur Falcon, the release added, is considered a `keystone species' as they maintain natural balance of the ecology. They are the farmers' friends as they control populations of locusts and other swarming insects which destroy crops. According to the note, the students appreciated the awareness of the villagers and their unity for working together in the conservation and preservation of these birds of prey. The students returned on October 21with the resolution "Friends of the Amur Falcon".
NRLM: Mission to enhance the economy & livelihood of the poor Citizens and officials sensitized on NRLM
MON, OctOber 24 (Dipr): Entry Point cum Sensitization program on National Rural Livelihood Mission (NRLM) for Mon district was launched here at DRDA conference hall, Mon on October 24, 2013. While presenting a brief introduction and background of NRLM, Visasolie Lhoungu, CEO, NSRLM, Nagaland, Kohima said that NRLM is a centrally sponsored program and is a restructuring of SGSY Scheme recommended by the GOI for eradication of poverty in the country. He informed that only women SHGs comprised of poorest families will be applicable for the scheme and the program will continue till the poor households cross the threshold of poverty. He said, only one female member of a family will become a member of the SHG and she shall not enroll in more than one SHG. He informed that under the mission, the bank will provide loan at a rate of 7% interest to the SHG and if recovered full along with interest, additional loan with only 3% interest rate will be provided by the banks. In order to overcome shortcoming under
NRLM, intensive capacity and training at the grass root level is very essential, he said and urged the key stakeholders to properly execute the work and disseminate all required information to the mass. Referring to Mon district, he said Mon block will be considered as resource cluster for intensive strategy and the remaining blocks of the district will be covered under non-intensive strategy. Therefore, the success and failure of the district will depend on the performance of the resource cluster. The Deputy Commissioner, Mon Angau I Thou, IAS in her short speech said that NRLM is a pilot project with bottom up policy of the Government and its mission is with time bound delivery. He appealed to the NGOs and officers of the district to give a consolidated effort and take the responsibility of disseminating the information to deliver due share to the poor women living in the rural areas. Acknowledging that KNSK, the apex women organization of the Konyaks has its unit in every village and at the same time describing the Konyak women as hardworking, she was optimistic that the programme will be successful in the district and advised the department to seek help from KNSK. The overview of NRLM was proposed by Imonenla Imkong Phom, SPM, ME/MIS,

After much contemplation, I come to the conclusion that, there is no one who is not proud. Indeed, this deduction can be refuted with the notion that humble people do exist. I do agree with it. But try to study and observe critically to see whether they have pride-of-humility! If you do so, you’ll realize that they have, and such humility-pride could be more dangerous than other forms of haughtiness. In fact, many a time, we envy others and express dissatisfactions about ourselves – our weaknesses and limitations. On the one hand, we have very low self-esteem, but on the other hand, we are also egoistic and proud. When there is discussion or talk about good persons who do well in certain fields, many find hard to appreciate and laud them well. If the discussion is about good students who are excellent, they would unabashedly say, ‘we can also do if we study like them’. Some do not speak out, but think in their mind that they can also do well. Yet, the idea, I can also do if I give effort like them, is a sheer defense of one’s dignity. They have such thought in their mind and such words are uttered because they don’t want to be in ‘weak and bad category’. Actually, who stopped them to work hard? Why not show in action, rather than brag about one’s ability in mere words? By saying, I can also do if I give effort like them, is one’s life dignified? You may not speak out, but if you think in your mind and judge others feat with contempt, what do you gain? By so doing, it adds nothing worthwhile to one’s life. Rather, it tarnishes one’s own image by way of indirectly compromising one’s failures and weaknesses. Others continue to climb higher and higher, but those who think or say, I can also do if I give effort like them, will continue to lag behind because, the road of improvement and going forward is being blocked by their ego and conceit. The phrase, I can also do, is spoken or thought of in different situations. It takes place when we see different accomplishments. When it comes to writing, do you? Although you have not written any book or article, but when you read through writings’ of others, do you read and say to yourself, this is not beautiful piece of writing or it is not genuine? Do you undermine them and think that you can do better. If so, I feel so sorry for your hubris. You need some space in ‘I can also do cremation ground’!

Thai Insurgency Enters New Phase
Picture Postcard ll of us know what a postcard is all about. It depicts the best of what a place or its’ people has to offer to the outside world. A picture postcard in particular is a popular way of highlighting and marketing the tourism potential of a place. It is, in a way, a public relation exercise and only the best is depicted. In this way, others may admire and think highly of us. But are we really as good as is made out to be? While there is nothing wrong in portraying the best of ourselves, an idea of a postcard can be somewhat deceptive in that, it does not represent the entire truth. In the backdrop of the recent visit of members of the Fourteenth Finance Commission (FFC) to the State Capital Kohima, there have been views expressed as to whether a flying visit alone is enough to observe the real picture of Nagaland. In fact, like many such visits, in the past, of dignitaries from outside, the recent one, of the high profile FFC, went along expected lines—just like the pretty picture postcard. Thankfully, the visitors were saved from the bumpy and muddy road trip to Kohima and instead flew by Chopper. They would have enjoyed the lush green, beautiful and picturesque landscape (just as portrayed in our postcard). Having landed safely at Kohima, the visitors would have been warmly received in true Naga hospitality not to forget the smart boys and pretty girls in their colorful traditional attire adding to the allure and beauty of the occasion. A plush and comfortable place to stay, State banquet, cultural extravaganza, guided tour to a historic village, besides off course the well managed official engagement, all make for a pleasant visit. There is no doubt that Nagas are excellent hosts and we want to take the best care of our guests. And even though we may be faced with a tight financial situation, we go out of our way to present the best, whether it is the excellent cuisine, finest artiste, beautiful flower arrangement, expensive décor, sound, lights etc. Add to this, our event management expertise is comparable to international standards. We also have a great taste when it comes to fashion, music and the finer things of life. All this talent and quality in us is no doubt worth seeing and many of our guests would surely have fond memories of Nagaland. However we need to honestly ask ourselves whether Nagaland is as good as is depicted? Should we continue to be under the pretense that everything is okay when actually it is not? Perhaps we need to move away from this overly romanticized image of a picture perfect Nagaland and start to focus on more important things that need our attention. We cannot rely only on our tradition, culture, unique history or political rights. Someone like the present Chief Secretary says that “we will not progress unless we imbibe work and industrial culture”. He also speaks about social and land reforms. Similarly, the Chief Minister has spoken about the need to have respect for the rule of law and to inculcate work culture. Then we also have huge deficits—financial, governance and development. There are a whole lot of concerns before us. The real picture of Nagaland goes much beyond the surreal image as depicted in our picture postcards.

ollowing a surge of violence over Ramadan and further insurgent attacks since then, the Thai government's recent announcement that ill-starred peace talks between Bangkok and representatives of south Thailand's dominant separatist faction have been postponed indefinitely was almost anti-climactic. Since the woefully mismanaged peace process began in late February, propelled by the political imperatives of the ruling Peua Thai party-led government in Bangkok and the administration of Najib Razak in Malaysia, neither of the main belligerents - the Barisan Revolusi Nasional Melayu Patani (Patani Malay National Revolutionary Front, or BRN) and the Thai military - has evinced much enthusiasm for the talks. Even before the suspension of the process, Royal Thai Army Commander in Chief General Prayuth Chan-ocha had already issued pointed orders to step up "pro-active" operations of the type that on October 5 saw security forces close in on insurgent commander Abdul Rohing Da-eso, nicknamed Black Pele, and kill him in a shoot-out. Four days later, insurgents responded with a synchronized wave of pre-dawn bombings and arson attacks that struck all four affected border provinces Pattani, Yala, Narathiwat and parts of Songkhla - and faced no difficulty penetrating city centers. An unprecedented display of co-ordination, geographical reach and industrial-strength standardization of improvised explosive devices (IEDs), the operation was a sharp reminder to both the security forces and the civil population that the revolt's capacity for hard-hitting offensives remains undented. But as the violence continues unabated, the struggle for the future of southern Thailand is undergoing marked changes largely obscured by the attention accorded to the twists and turns of the limping peace process. Recent interviews with a range of southern sources, including security force officials, local journalists and individuals with direct connections to the insurgency, suggest the conflict has now entered a new and more complex phase, as political factors require both sides to calibrate their military tactics. Since it gathered momentum in January 2004, the southern insurgency can be broadly divided into four phases. Between 2004 to mid-2007 a rapidly escalating wave of insurgent attacks fueled by the disastrous military excesses of the Krue Se and Tak Bai massacres left Bangkok floundering in its efforts to contain a conflict it hardly understood. From mid-2007 into 2010, a second phase saw aggressive counter-insurgency sweeps and round-ups which severely disrupted insurgent village level organization and mobilization while providing the Thai military a far clearer idea of its shadowy enemy and the "people's war" strategy BRN was prosecuting. In the face of the military counter-offensive, insurgent attacks of all kinds dropped sharply as the underground struggled to adapt and then slowly to rebuild. A third phase of the conflict between early 2011 and early 2013 was marked by the clear emergence of a more tightly organized and increasingly professionalized guerrilla underground. Incident numbers did not rise appreciably but the BRN campaign unleashed with renewed confidence over those two years was more lethal and dangerous than any seen earlier. By contrast, the current and fourth phase of the conflict is being impacted by two new factors which are demanding major tactical changes on both sides. First is the undoubted influence of the peace talks on military operations. The second is the growing traction government counter-insurgency measures - and in particular intelligence operations - are gaining. The result is that in a battle space that has always been narrow, the war is now becoming increasingly close-fought with a sharp rise in combatant casualties on both sides. The most striking change in insurgent tactics this year has involved a shift towards focused, hard-hitting attacks on security forces using both improvised explosive devices (IEDs) and occasionally ambushes. The string of operations this year using large and very large IEDs capable of destroying vehicles with heavy casualties, and ambushes in which entire patrols have been wounded or killed represents a new tactic. It is mirrored in the less newsworthy but more widespread use of smaller roadside bombs against foot patrols. Focused targeting of security forces achieves several objectives. Most importantly, it underscores to the BRN's popular support base and to the region's majority Malay-Muslim community more generally that (unenthusiastic) participation in exploratory peace talks in no way implies any lessening of the movement's resolve or capabilities in hitting the security apparatus viewed as enforcing a "colonial" occupation of the border region - let alone a readiness for a quick-fix peace deal. At the same time, the attacks also serve to reinforce the psychological and even physical divide between Muslim civilians - many of whom already view the military with askance - and an increasingly wary security forces whose village outreach programs are now frequently high-risk forays into enemy territory. Finally, and not least, daily explosions and ambushes are also raising levels of risk, stress and casualties faced by the security forces which, in turn, impact on morale. There has also been no let-up in insurgent targeted killing of those suspected or known to be working for the state. This relentless culling of local Muslim civilians has become a hallmark of the Malay insurgency in southern Thailand; its intensity and duration has few, if any, parallels in other modern guerrilla conflicts. It relates directly to the reality that in south Thailand the insurgents oper-
ate primarily in and from politically-contested villages close to security force units where they are continually at risk. This brutal dynamic was neatly encapsulated in the killing of Black Pele in a security force raid on October 5, followed less than 24 hours later by the shooting murder of the alleged informant who betrayed him.
New insurgent balance This year, the separatist movement also appears to be attempting to strike a new balance between the military and political aspects of its campaign. After two decades of tight clandestinity it is now showing a new interest in communicating with a Muslim civilian population that to date has generally been taken for granted. The peace process has again been the most immediate driver behind this new and still tentative outreach to communicate directly with the civilian population over the heads of Malaysian 'facilitators' steering the talks in Kuala Lumpur. To this extent, the shift marks the political flip-side of stepped up attacks against the Thai military. At ground level, notably during Ramadan, it has prompted coordinated campaigns involving simple cloth banners upholding 'ownership of the land' and inveighing against the alleged perfidy of the Thai state. But the growing salience of social media in the region has also made YouTube a useful tool to project both political statements and demands, as well as military recruitment propaganda in the form of videos showing training and in September, for the first time, something close to combat footage. In a broader sense, however, the interest in communication has also been driven by the emergence in the last three years of a newly assertive civil society in the region and a process of popular politicization it is driving. Entirely lacking in the first two phases of the conflict, a civil society 'third force' has carved out a new and important space between the Thai state engaged in a slow, rearguard defense of the status quo - and the violent, secessionist agenda of BRN's armed struggle. Civil society organizations including lawyers, students, teachers, journalists and former detainees have been active in mobilizing wide-ranging debate on potential solutions to the conflict. These have included proposals for various models of special administrative zones and autonomy, which have also blended into public flirtation with the "M-word" - merdeka (independence) - that is now no longer taboo. Insofar as it undermines the legitimacy of the embattled status quo, Muslim civil society represents an objective ally for BRN. To this extent, there can be little doubt that BRN's notably hard-line political and youth wings are seeking to influence, infiltrate and manipulate various above-ground groups in what, in the traditional communist lexicon of subversion, is known as "united front" strategy. Far less clear, however, is the degree to which the dynamism and independence of civil society groups also pose potential longer-term threats to the armed separatist underground. After more than a decade of military heavy-lifting, BRN has yet to articulate a coherent political vision for the region's future as a separate entity, let alone work towards building an above-ground political party. Indeed, the poverty of separatist political thinking has resulted in a clear imbalance between, on the one hand, BRN's operationally cohesive and highly effective guerrilla and youth wings focused on the immediate military conflict, and, on the other, the weakness of a largely invisible, inarticulate and possibly divided political leadership grouped in and around its Malaysia-based ruling council. The extent to which that imbalance risks creating what some analysts are already positing as a complete disconnect between a hard-line military command structure operating largely independently and a weak, fragmented political leadership is a relevant question. The changing face of the insurgency has necessitated the cessation this year of two high-profile tactics that in the 2011-2012 period constituted the cutting edge of the revolt. The first has been the car-bomb or vehicle-borne IED (VBIED), the use of which rose sharply from three incidents in 2010, to seven in 2011 and then 13 in 2012. This year, in sharp contrast, there have been only two attacks, both at the beginning of the year. As military sources in the South argue, the suspension of car-bomb operations and the drop in the deployment of motorcycle bombs reflects an interest in avoiding civilian casualties in attacks which generally take place in urban environments and are, by their nature, indiscriminate even when directed against security force or civil administration targets. The large IEDs used in car-bombs are now being turned to what BRN appears to see as more politically useful attacks on military vehicles. At the same time, some analysts argue that the process of preparing and executing car-bomb attacks - from the initial hi-jacking of a vehicle, through its make-over with new plates and paint-job, and finally its deployment in an operation - has become increasingly risky given intelligence-based security forces' counter-measures. A recent example which pointed clearly to improved fusion of intelligence involved a pick-up truck reported by police as stolen in Bacho district, Narathiwat, in the late morning of September 19. The vehicle was spotted early the following morning by an alert army foot patrol in Raman district of Yala, triggering a clash with a group of insurgents. The year's second major tactical shift has involved the suspension of large assaults on security forces camps by guerrillas concentrating in platoon strength (30-40 fighters) or more. Started in early 2011 and pursued through
2012, these operations were evidently intended to raise the level of conflict from hit-and-run raids to semi-regular warfare, while also seizing significant quantities of arms and ammunition in the process. Based on the illusion that such complex, manpower-intensive operations were feasible without the space provided by insurgent-controlled "liberated areas", these assaults were inherently risky from the outset. They also relied heavily on lack of vigilance on the part of the security forces - once common, but something which can no longer be taken for granted. The tactic finally came to grief in February this year when on the basis of good intelligence Thai Marine Corps troops in Bacho district broke up an attempted assault and killed at least 16 guerrillas. Since this debacle, the guerrillas have shifted their operational emphasis to an undoubtedly more effective tactic: stepped up ambushes of mobile patrols carried out in section-strength (10-15 fighters). Requiring less time for planning and preparation than large operations, such attacks are also more secure in that they require concentrating fewer fighters against targets which are mobile and thus more vulnerable than static defensive positions. The record also suggests smaller operations are more effective in inflicting casualties and seizing weapons. September alone provided grim evidence of this with a five-man police patrol wiped out in Thung Yang Daeng district, Pattani, on the 11th, with nine firearms seized; three Rangers killed and one wounded in Yarang district of the same province on the 12th, with three rifles and one pistol looted; and an ambush of a four-vehicle EOD (Explosive Ordnance Disposal) convoy in Yi-ngor district, Narathiwat, on the 27th in which three policemen were severely wounded. Involving an estimated 20 fighters and two IEDs - one intended to target reinforcements (but which was disarmed) - the Yi-ngor ambush was a fairly complex operation.
Intelligence response As has been the case since 2004, the Thai military remains strategically focused on containing the conflict until a political solution can be won or, rather more likely, negotiated. As the "talks" in Kuala Lumpur lurch towards what look remarkably like real negotiations over far-reaching BRN demands, the military is also monitoring closely the peace process - and with evident apprehension. Tactically, however, security forces are this year seeking to take the fight to the enemy more than ever before, with successes hinging on a growing emphasis on intelligence operations. For over a decade, intelligence or the transparent lack of it - has constituted the Achilles heel of the military's response to the insurgency. An institutional culture resistant to sharing intelligence across services, particularly at the level of local district task forces, remains a problem, according to sources. But intelligence gathering capabilities have increased exponentially and are apparently becoming far better integrated. The result is that the separatist revolt now faces a far more aware, alert and agile opponent than at any time in the past. Efforts to improve human intelligence, or "humint", by recruiting and training a growing number of Malay Muslim sources tasked with reporting on rebel movements has long been an important element of the campaign, according sources on both sides of the conflict. An ongoing succession of targeted raids on rebel safe houses, hide-outs and arms caches based on tip-offs are clear evidence of this. The killing of 'Black Pele' on October 5 was merely one in a string of such successes. It was followed on October 15 by another clash in Thung Yang Daeng district of Pattani in which three more insurgents were killed. In addition to humint sources, the intelligence campaign is also being driven by technology and its improved integration into a multi-pronged thrust. Sophisticated post-incident ballistics analysis and the detailed studies of the use and movement of specific weapons have provided important insights into the tactical organization of the insurgency. Similar technical skills are being used in the response to the guerrillas' most potent weapon, the IED. Post-incident analysis by EOD teams of IED parts or disarmed devices similarly provide valuable insights into both trends, sources of component parts and the signatures of individual bomb-makers. More efficient forensics has also been a factor: the exploitation of DNA samples from detained individuals, IEDs, and other items is now standard operating procedure. In southern Thailand as elsewhere around the world, the analysis and exploitation of the signals and records of mobile phones used by insurgents, their contacts and family members has also been a crucial tool in the counter-insurgency. In the past two years, this element of the campaign has been reinforced by the induction of sophisticated mobile phone location technology now used by new police "special equipment squads" backed by tactical assault teams. Finally, the installation of CCTV cameras region-wide and exploitation of surveillance footage has become an increasingly important element of the campaign. The threat posed to insurgent operations by CCTV has been pointedly underscored by the manner in which over the past two years the CCTV camera has become a central target of insurgent arson operations in much the same way that school buildings constituted the primary focus of arson attacks in the 2004-2007 phase of the conflict. Following a sharp drop in arson attacks in the 2008 to 2011 period when on average there were only between three and eight incidents each month - attacks have recently escalated dramatically to a rate of 44.5 incidents per month in the first half of the year. Many of them have targeted CCTVs. None of these technologies is in itself new, but cumulative impact of their extended deployment and integration over the last two to three years has undoubtedly been significant. The result has been a markedly improved capacity for detailed mapping of the insurgency's human terrain. Increased understanding of local insurgent command structures and networks has played back into offensive operations in terms of arrests, raids, and, when necessary, according to wellplaced security force sources, the selective elimination of known insurgent leaders or key operatives. Despite mounting pressure, however, the southern insurgency continues to display a remarkable capacity to improvise, adapt and strike in a manner that has rendered the three provinces largely ungovernable and shows little sign of weakening. The old adage that a guerrilla who is not losing is winning probably holds as true in southern Thailand as anywhere. If so, the central question in the coming few years may turn on whether BRN and in particular its hard-line military wing have any compelling interest in negotiating the shape of victory before the political and administrative future of Thailand as a whole is far clearer than is the case today. Former Vice President, Naha Hoho Indigenous Peoples defined: 1. In one term, the Indigenous Peoples mean the people naturally produced and belonged to a particular place of territory rather than coming to it from somewhere else. 2. In another term, the peoples who settled/occupied first in a particular area of territory where no one settled/occupied or settled/occupied the territory not by conquest/invasion. 3. These Indigenous Peoples have their separate history, distinctive culture and customs, social and religion, tradition, festival, well established system of institution and governance. The difference between Indigenous and Natives :Indigenous means earlier settler/original inhabitants and Native means born and live in a country. Indigenous Peoples according to U.N definition: ‘The Indigenous Peoples are those people who maintains separate legal system, political institution distinct from other section of the national community and who have a burning desire to perpetuate their cultural distinctiveness.’ It further says, “Indigenous populations are composed of the existing descendants of peoples who inhabited the present territory of a country wholly or partially at the time of when persons of a different culture or ethnic origin arrived there from other part of the world and overcome them, by conquest, settlement or other means, reduced them to a non- dominant or colonial situation who today lived more conformity with the particular social economic and cultural customs and traditions than with institution of the country of which they now form a part, under a status structure which incorporates mainly the national, social and cultural characteristics of other segments of the population which are predominant.” The International Labour Organization Convention No. 69 of 1989 defines in article 1(b) Indigenous Peoples as “people in independent countries who are regarded as indigenous on account of their descent from the populations which inhabited the country, or a geographical region to which the country belongs, at the time of conquest or colonization of the establishment of present state boundaries and who, irrespective of their legal status, retain some or all of their social, economic, cultural and political institutions.” United Nations declaration on the Right of Indigenous Peoples adopted by General Assembly Resolution 61/295 on 13 September 2007. Indigenous Peoples and their Forest: Forests and mountains are home and habitat to the Indigenous Peoples. Since the time of immemorial, apart from their traditional jhumming cultivation, Indigenous Peoples directly search and collect raw foods from the forest for their daily livelihood. The forests belong to them and they belong to the forest. The ownership of the forest belong to the peoples and there is no no-man’s land in the forest of the Indigenous Peoples. Indigenous Peoples should know 2(two) things: 1 The value of the forest of the Indigenous Peoples. 2 The ownership of the forests, the safeguard/protection of ownership.

he formation of Nagaland Tribe Council (NTC) was a much welcomed and long awaited desire of the vast majority people of Nagaland to have an organization which gives a true representation to the different recognized Tribes within the state of Nagaland- a sort of Pan-Nagaland Organisation. However the exclusion of two Tribehowever minor and irrelevant it might be to other Tribes, Kuki and Kachari are also a legitimate Tribe and recognized by the Government both by the State and Central as well from the day the Statehood of Nagaland was declared and formed- has made the NTC a Non-Pan Nagaland Tribe Organisation and thereby missing an opportunity to give a comprehensive platform of true legitimate, aboriginal and recognized Tribes of Nagaland and bring under one umbrella which has eluded us even after 50 years of Statehood- reason best known to the NTC members for their exclusions policy. The two Minor tribes-Kuki & Kachariwould not have felt betrayed and left out if the nomenclature of NTC was “Naga Tribe Council” - inspite of the fact since time immoral both the Tribe has felt and live as a Naga within the State of Nagaland, contributing in every movements and participating in every forum before the creation of Statehood as well as after that. However the NTC nomenclature stands for “Nagaland Tribe Council”-which would have automatically made both the minority recognized Tribe as equal as other Tribes of Nagaland but were left out and made an Orphan within their own State, deserted and abandon in their own home and backyard by their other fellow Tribal brothers and sisters. The Status of Kacharis: The Kachari tribe has been part of Nagaland since time immoral and infact courtesy to the big hearted and magnanimous of this tribe, today Nagaland biggest and most prosperous City-Dimapur-is a part and parcel of our State. However fake stories and fantasy we may create and have, it is an irrefutable fact that Dimapur is and was part of Dima Raja Kingdom, their records and facts dated back in eras and Generations having concrete evidence and

(i) Rights of ownership and control The key provision in the Declaration on this topic is Article 26. It provides that “Indigenous peoples have the right to the lands, territories and resources which they have traditionally owned, occupied or otherwise used or acquired”, and are entitled to “own, use, develop and control” such lands, territories and resources. States must give legal recognition and protection to these lands, territories and resources, with “due respect to the customs, traditions and land tenure systems of the indigenous peoples concerned”. Indigenous peoples may not be forcibly removed from their lands or territories (Article 10). Relocation requires the free, prior and informed consent of the affected peoples, “after agreement on just and fair compensation”, and “where possible, with the option of return”. Where their lands or territories have been “confiscated, taken, occupied, used or damaged” without such free, prior and informed consent, Indigenous peoples are entitled to redress (Article 28). Redress may include restitution of the lands in question, rights over lands “equal in quality, size and legal status”, monetary compensation or other appropriate forms. Regarding development of Indigenous lands, Article 32 provides that Indigenous peoples have the right to formulate their own priorities and strategies for the development or use of their lands, territories and resources. Importantly, the Declaration adopts the principle of the free, prior and informed consent of the affected peoples to any project affecting their lands, territories or resources, and requires states to provide appropriate redress and measures to mitigate adverse effects in such cases. (ii) Preservation and protection The Declaration acknowledges the importance to Indigenous peoples of maintaining and strengthening their relationship with their lands, territories and resources and their need to uphold their responsibilities to future generations in this respect (Article 25). Related to this, Indigenous peoples are entitled to assistance in protecting and conserving their lands (Article 29(1)). The Declaration states that no hazardous materials shall be stored or disposed of on Indigenous peoples’ lands without their free, prior and informed consent, and that where this does occur, provision must be made to address the health needs of the community concerned. Military activities may only take place with their consent; where there is “a significant threat to [a] relevant public interest”, the requirement of consent may be waived but states must undertake “effective consultations” with the affected peoples (Article 30). States must establish, in cooperation with the Indigenous peoples concerned, a fair, independent and transparent process to recognize and adjudicate their rights with respect to their lands, territories and resources, again, giving due recognition to their “laws, traditions, customs, and land tenure systems” (Article 27).12 Indigenous peoples are entitled to participate in this process.

One glaring example of the state of the Kacharis in their own land-Dimapur-is the almost non-existence of their presence in their once dominated colony/areas such as Naharbari, Darogapathar, Purana Bazaar, Padampukhri, Bamunpukhri etc and they have become from Landlord to Landless in their own land which they had happily decided to be part of our State during the formation of our Nagaland state. The presence of the Kachari’s Tribe in our State service and other sphere is as good as Non-existence where I feel that the State has done great Injustice to a Tribe who had contributed so generously and lead to the development of the whole State through the city of Dima Raja land called Dimapur and deserving the status of Backward Quota than any other tribe of Nagaland. # In such case of marginalization, deprivations and Ill-treatment to the Kachari tribe within their own Nagaland State, the Kachari’s out of insecurity may lead to the demand for Re- alignment and be part of the Kachari organizations demand for Statehood for the Kachari Tribe in Assam and make Dimapur as their one of their demand area, where there’s Irrefutable historical records of being Dimapur as theirs thereby leaving Nagaland in a very precarious situation. The Kuki’s also whole heartedly participated in the 1950’s Plebiscite under the great leadership of Late. Phizo and its other National workers as a citizen willing to live independently as one as well as contributing both in terms of Manpower as well as any other forms like any of our Naga brothers during that time struggle for self-determination and Sovereignty. Today the state of the Kuki’s within the state of Nagaland is in pitiable conditions, which is as good as non-existence in the eye of the government and our beloved brothers and sister, the same community who had share the same burden, hardship and pain like any other Naga tribe from the creation of Naga club till date. The last time a Kuki cleared his NCS exam was in 1991 and NPS in 1995ever since then the Kuki has not got any single NCS/NPS officer, only God knows the reason behind such sudden marginalization of
the Kuki Community within their own state of Nagaland, where from time immemorial they had always stood, sacrifice and fought for the Land like any other tribe of Nagaland. In such scenario the status of Backward quota is much deserving to the Kuki community in government services as the status of the Kuki’s are not better but in fact worst then most of the Backward Tribe in Nagaland. The only administrative Headquarter of the compact Kuki inhabited place-Athibung town-which was created in early 1980’s is still an EAC HQ till date whereas the other HQ established along with Athibung town during that time has all been upgraded to an ADC Headquarters. The oversight and discriminations by the government in providing facilities as enjoyed by other Tribe continues till date to our Kuki backward community and the appeal and prayers to be treated as equal like any other tribe with whom we had walked and lived as one from the era of Naga club and Simon Commission had fallen deaf to the government till date. The discriminations and marginalization’s continue till date in every walk of lives for being a Kuki tribe within our own state of Nagaland. In every social organisation like the Naga Hoho, NSF etc both Kuki and Kachari’s were excluded but the formation of NTC-Nagaland Tribe Council-brought a Ray of hope that we will also be regarded as one and be included as part and parcel of the much desired NGO organisation catering to the dreams and hope of majority of the tribe and people of Nagaland. However to our surprise and disappointment we –Kuki along with Kachariwere excluded in NTC thereby continuing the policies of alienation and discrimination within our State of Nagaland for which we all have given so much from the first time we as a Tribes decided to form a common platform in the form of Naga Club and daring to dream to live as a Sovereign nation through representation made to Simon Commission. ognized tribe of Nagaland-KUKI & Kachari-has come as a rude shock and left both the tribe and community heartbroken and a sense of betrayal within our own State where no tribe or communities can question our dedications, sincerity, sacrifice and loved for our State of Nagaland. The Betrayal becomes more painful where for the first time the leadership of an NGO’s is held by one of the most Vocal, honest and Highly educated ex-IFS officer whose stature, Admiration and respect is undisputable likewise along with the present office bearers. In a family the youngest and weakest are most loved and given more attention to ensured that they are not left out but in our State of Nagaland it’s the total opposite where the minority and deprived Tribe should be trembled upon so that their existence are removed within certain period of time. The NTC has lost a golden opportunity to be a Pan-Nagaland organisation to be called true people and Tribal organisation meant only for the Recognised Tribe of Nagaland, which has eluded us for a long time, the much anticipated and wishes of the people has left much to be desired upon whereby two legitimate recognized marginalized Tribe of Nagaland-Kuki & Kachari- was ABANDON and left as an ORPHAN within their own state by their brothers and sisters with whom they had toiled their sweat, tears and blood to safeguard the territory of our State from any adverse forces from the day it was conceived the idea to have one geographical area called Naga Nation leading to the formation of the State of Nagaland. The one glaring example of the many discrimination and marginalization of the Kuki & Kachari Tribe within their own State of Nagaland is the omission of the Tribes in Nagaland Government 2013 dairy. The 50th Nagaland Statehood anniversary Gift to the Kuki and Kachari Tribe will be remembered for generations to come by the two Tribe/community, where the marginalized and weak tribes are left Homeless and Orphan from every corner-both by the Government and the NGO’s in their own beloved State of Nagaland. ‘Peace at border important for better India-China ties’ bEIJING, OctObEr 24 (AGENcIEs): Prime Minister Manmohan Singh addressed an audience at the Central School of Communist Party of China in Beijing. In his address, the PM stressed on the need for sustained bilateral cooperation between India and China. He stressed that the two nations are actively engaged in the socio-economic transformation of “our people”. He also congratulated China on its positive economic reform and stated that its growth is a source of inspiration for India. He stressed on the fact that India welcomes china’s emergence. Singh added that, India and China cannot be contained, and “our recent history is witness to this”. The Prime Minister, in his address to young leaders talked about the need for a conducive environment to foster economic success. He also said that both India and China are beneficiaries of an open international economy that has been witnessing the free flow of important ingredients to success such as finance. Singh also talked about the challenges posed by the emerging global environment. He urged that the nations should work together in a situation where political and economic powers are being diffused. Stressing on the need for the two nations to come together, Singh insisted that the two Asian gi-

NEW DELHI/bEIJING, OctObEr 24 (AGENcIEs): Addressing the Party School of the Central Committee of the Communist Party, Prime Minister Manmohan Singh on Thursday said that India and China share a common destiny and have unlimited scope for cooperation. “Relations between India and China are unique in the world. We are two continuous ancient civilizations,” the PM said. He also highlighted the need for both sides to be sensitive to the others’ interests. “We (India, China) need to be sensitive on mutual interests....We have vital stake in global growth,” he said. “A multi-polar world is emerging but is contours are not yet clear...India welcomes China’s emergence. Old theories of alignment are no longer relevant,” he said. Speaking on the Indo-China relationship, Manmohan Singh said that there are concerns on both sides, be they incidents on the border or trans-river issues. “As large growing consumers of energy, India, China should intensify cooperation in joint development of renewable energy sources, energy security,” adding that both countries should move quickly to resolve our boundary issue and stressed that peace at IndoChina border essential for mutual confidence. The PM praised the high rate of economic growth achieved by China; he said “We are the world’s two most populous nations, engaged in a process of socio-economic transformation of our people on an unprecedented scale. We want to draw up on China’s strength in manufacturing sector, skill development.” “In our own ways, we have also had an impact in shaping the global economy – China in the manufacturing and India in the services sector. It is important for the future of our relations,” he said. “The prolonged global economic crisis has affected us, as it has many emerging economies. I believe that this is a temporary disruption. We have emphasized modernization, also addressing the challenges of opportunities, capacity and equity for our vast and diverse population,” Manmohan Singh said. “We(India, China) have emphasized not only modernization but also addressed challenges of opportunities, capacity, equity for our populations...growing population, shrinking land, improving consumption levels has made food priority important for us,” he said.

dation.” Talking about the sensitive issue of the border dispute between India and China, Singh said that both the nations have been managing their border-related differences. He stressed on the need for a stable framework for a fair and mutually acceptable boundary settlement. He also added that the two giants share a common destiny and unlimited possibilities for growth. Singh also articulated the need for an unwavering commitment to the principle of Panchsheel based
on mutual respect, sensitivity and respect towards each other. He talked about the five principles of peaceful coexistence elaborated by Nehru and his Chinese counterpart in the 50s. Singh broadly outlined a few points that remain crucial to the two nations. He mentioned the commitment to resolve all issues that both the nations need, including the call for maintaining peace and tranquillity. Singh called for sustained consultations on trans-border rivers and
trade imbalance. He also mentioned the need for high levels of strategic communication and consultations in a spirit of transparency in order to eliminate misunderstandings and propel positive cooperation. He also called on his China for a convergence on a wide range of issues global in nation. He added that such convergence should lead to “enhanced policy coordination on regional and global affairs and cooperation in regional and multilateral forums in the
political, economic and security domains”. Finally, Singh called for an enhancement of ties between the two nations including mutually beneficial economic cooperation and support. Manmohan Singh concluded his address by stressing on the fact that there is enough space for both India and China to prosper without harming the other’s prospects. Martha Dodray, in her mid-40s, is an auxiliary nursing midwife posted at Kusheshwarsthan primary health centre in the state’s Darbhanga district. She was selected by the United Nations Foundation (UNF) for her extraordinary work to eradicate polio. “I am happy that UNF is honouring me for my work in polio immunization campaign at a function to be held at New York on November 6, where Malala would be also felicitated,” Martha, a tribal native of Palamu district of neighbouring Jharkhand, said. She said she walked several kilometres each day to reach remote and inaccessible villages to administer polio vaccine to hundreds of children, mostly belonging to poor families. Darbhanga district magistrate Kumar Ravi said Martha has contributed in the polio vaccination drive in remote pockets of the flood-prone rural areas. “Marha was recently selected as one of the best polio workers in India for her devotion and hard work in polio vaccination drive. Her name was recommended for the award ceremony in New York,” Darbhanga civil surgeon U.K. Choudhary said. State Health Secretary Sanjay Kumar, who is also executive director of Bihar State Health Society, said the state has become a near polio-free region as it has not recorded a single case of the disease. Mittal with assets of $15.9 billion, according to the second edition of Hurun India Rich List released here Thursday. Dilip Shanghvi, 58, founder of Sun Pharmaceuticals, India’s second largest drug maker, broke into the top 3 for the first time with a 66% surge in his wealth. Wealth calculations are a snapshot of Oct 18, 2013 when the rate of exchange to the US dollar was Rs.61.5,” the report said. Manufacturing continued to be the main source of wealth in India with 17% of the rich list, followed by pharmaceuticals and real estate, which have both seen their percentages drop slightly to 11% and 9%, down from 12% and 10%, respectively. While Mumbai continues to be the capital for India’s super rich, its dominance has dwindled to 33% from 36% last year. Ditto with Delhi and Bangalore, whose percentage of the richest individuals reduced to 16% and 11%, respectively, down from 22% and 15%, respectively. SC orders hospital to pay Rs 5.96 crore for medical negligence
NEW DELHI, OctObEr 24 (PtI): The Supreme Court on Thursday awarded a whopping Rs 5.96 crore as compensation to be paid by Kolkata- based AMRI Hospital and three doctors to a US-based Indian-origin doctor for medical negligence which led to the death of his wife in 1998. A bench of justices SJ Mukhopadhaya and V Gopala Gowda asked the hospital and the three doctors to pay the amount within eight weeks to Kunal Saha, an Ohio-based AIDS researcher. The National Consumer Dispute Redressal Commission (NCDRC) in 2011 had awarded Rs 1.73 crore to the doctor whose wife Anuradha Saha died in 1998 following faulty treatment administered at the hospital. Raising the amount of compensation, the apex court also asked the hospital to pay an interest at the rate of six per cent to Saha. The court said out of the total compensation amount, Dr Balram Prasad and Dr Sukumar Mukherjee will pay Rs 10 lakh each and Dr Baidyanath Halder will have to pay Rs 5 lakh to Saha

She complained of skin rashes on April 25 and consulted Dr Sukumar Mukherjee, who, without pre-
scribing any medicine, simply asked her to take rest. As rashes reappeared more aggressively on May 7, 1998, Dr Mukherjee prescribed Depomedrol injection 80 mg twice daily, a step which was later faulted by experts at the apex court. After administration of the injection, Anuradha’s condition deteriorated rapidly following which she had to be admitted at AMRI on May 11 under Dr Mukherjee’s supervision. Saha, in his plea before NCDRC, had demanded a record Rs 77 crore compensation. While awarding Rs 1,72,87,500 compensation to Saha for his wife’s death, NCDRC had held the US doctor responsible for contributing to the negligence committed by the three Kolkata doctors and the hospital and had ordered 10 per cent deduction in the amount of compensation making it Rs 1.55 crore. Another doctor involved in Anuradha’s treatment, Abani Roy Chowdhury had passed away during the pendency of the case. As Anuradha’s condition failed to improve, she was flown
to Breach Candy Hospital, Mumbai, where she was found to be suffering from a rare and deadly skin disease--Toxic Epidermal Necrolysis (TEN). She died there on May 28, 1998. Saha had then filed a criminal as well as civil case against the doctors and both the hospitals on the ground that they were grossly negligent in her treatment leading to her death. In 2009, though the apex court absolved the doctors and the hospitals of criminal liability for medical negligence, it had held them culpable of civil liabilities and referred Saha’s plea for compensation under provisions of the Consumer Protection Act to NCDRC, which, had in 2006 dismissed, the case. After the NCDRC judgment, Saha had again moved the apex court and the three doctors had also filed an appeal before it. NCDRC, in its judgment, had stipulated that AMRI and Dr Mukherjee would pay Rs 40.4 lakh each to Saha, while two other doctors, Halder and Prasad, would pay Rs 26.93 lakh each to him.

US, Pak vow cooperation as tensions ease
WASHINGTON, OcTOber 24 (AP): Seeking to improve a rocky relationship, President Barack Obama and Pakistani Prime Minister Nawaz Sharif on Wednesday pledged cooperation on the security issues that have strained ties between their nations. But the sources of the longstanding tensions did briefly bubble to the surface. Speaking alongside Obama in the Oval Office, Sharif said he raised the issue of American drone strikes during their two-hour meeting, “emphasizing the need for an end to such strikes.” For his part, Obama made no mention of drones, which have stoked widespread resentment in Pakistan where many believe the targeted strikes by the armed unmanned aircraft kill large numbers of civilians. Despite the Pakistani concerns, the U.S. has shown no indication it is willing to abandon the attacks, even though the number has dropped in the past couple of years. The Pakistani government secretly supported the strikes in the past, and U.S. officials claim some key leaders still do. The Washington Post, citing topsecret CIA documents and Pakistani diplomatic memos it had obtained, reported that top officials in Pakistan’s government have endorsed the program for years, if secretly, and routinely received classified briefings on strikes and casualty counts. In a story posted Wednesday on its website, the Post reported that markings on the documents indicate that many of them were prepared by the CIA’s Counterterrorism Center specifically to be shared with Pakistan’s government. The documents, which detailed at least 65 strikes in

Pakistan, are marked “top secret” but cleared for release to Pakistan, the newspaper reported. Wednesday marked the first time Obama and Sharif have met since the Pakistani leader took office in June. And the mere fact that the talks took place was seen as a sign of prog-
ress after a particularly sour period in relations between the security partners. Obama acknowledged that there will always be some tension between the U.S. and Pakistan, but said he and Sharif agreed to build a relationship based on mutual respect.
“It’s a challenge. It’s not easy,” he said. “We committed to working together and making sure that rather than this being a source of tension between our two countries, it can be a source of strength.” Tensions peaked in 2011 following the U.S. raid inside Pakistan that
killed Osama bin Laden and the accidental killing of two dozen Pakistani troops in an American airstrike along the Afghan border that same year. But there have been recent signs of progress, with Pakistan reopening supply routes to Afghanistan that is closed in retaliation for the accidental killing of its troops. And ahead of Sharif’s visit, the U.S. quietly decided to release more than $1.6 billion in military and economic aid to Pakistan that was suspended in 2011. Washington has warmly welcomed Sharif, who arrived on Sunday for his first visit to the U.S. capital since taking office. He dined with Secretary of State John Kerry and other top U.S. officials and was hosted at a breakfast meeting Wednesday at Vice President Joe Biden’s residence. Sharif’s wife was also the guest of honor at a tea and poetry reception hosted by first lady Michelle Obama and Jill Biden, the vice president’s wife. A military honor guard also lined the driveway leading to the West Wing of the White House as Sharif arrived for his meeting with Obama. Beyond drones, the other hotbutton issues on the agenda for Wednesday’s meeting included plans for winding down the U.S.-led war in Afghanistan and the longstanding tensions between India and Pakistan. Both leaders agreed on the need for a stable and secure Afghanistan after combat missions formally conclude there at the end of next year. The U.S. and Afghanistan are negotiating an agreement to keep some American troops in Afghanistan after 2014, but one unresolved issue — which is a deal breaker for the U.S. — is whether American military
courts maintain legal jurisdiction over the troops. U.S. officials have said the White House is looking to keep fewer than 10,000 troops on the ground after 2014 for counterterrorism and training purposes. Some Pakistani officials fear that a full American withdrawal could increase the flow of extremists across its border with Afghanistan. Pakistan’s conflict with India over the disputed region of Kashmir was also a central topic of the talks. Hours before Obama and Sharif met, India accused Pakistani troops of firing guns and mortars at at least 50 Indian border posts overnight in Kashmir. Indian troops returned fire, but one Indian guard was killed and six were injured by a shell fired at the Arnia post in the Jammu region, officials said. Neither leader mentioned Wednesday’s incident. But Obama praised Sharif for seeking to end tensions between the two nucleararmed neighbors. “Billions of dollars have been spent on an arms race in response to these tensions,” Obama said. “Those resources could be much more properly invested in education, social welfare programs on both sides of the border between India and Pakistan.” Sharif said he was committed to cooperation with India, including on Kashmir. The Pakistani leader also invited Obama to visit Pakistan, but the U.S. president did not publicly accept the offer. During his first term, Obama had told Pakistani officials that he wanted to visit the country, but those plans were halted by the increased tensions that followed the bin Laden killing.
‘Strokes affecting younger people’ Nobel laureates call for end to nuclear weapons
LONDON, OcTOber 24 (AP): Strokes are increasingly hitting younger people and the incidence of the crippling condition worldwide could double by 2030, warns the first global analysis of the problem. Though the chances of a stroke jump dramatically with age, the growing number of younger people with worrying risk factors such as bulging waistlines, diabetes and high blood pressure means they are becoming increasingly susceptible. Worldwide, stroke is the secondleading cause of death after heart disease and is also a big contributor to disability. Most strokes occur when a clot blocks the blood supply to the brain. Patients often experience symptoms including a droopy face, the inability to lift their arms and garbled speech. If not treated quickly, patients can be left with long-term side effects, including speech and memory problems, paralysis and the loss of some vision. Scientists combed through more than 100 studies from 1990 to 2010 studying stroke patients across the world and also used modeling techniques when there wasn’t enough data. They found the incidence of stroke has jumped by a quarter in people aged 20 to 64 and that those patients make up almost one-third of the total number of strokes. Researchers said most strokes still occur in the elderly and that the numbers of people suffering strokes are still increasing as the world’s population ages.
“Some of the increase we will see in strokes is unavoidable because it has to do with people aging, but that doesn’t mean we should give up,” said Majid Ezzati of Imperial College London, one of the study’s authors. Ezzati said countries should focus on reducing smoking rates further, aggressively controlling blood pressure and improving eating habits. Ezzati and colleagues found the death rate from strokes dropped 37 percent in developed countries and 20 percent in developing countries, largely because of better diagnosis and treatment. Stroke prevalence was highest in East Asia, North America, Europe and Australia. It was lowest in Africa and the Middle East —though researchers said people in those regions may be dying of other ailments before they get old enough to have a stroke. In the U.S., doctors have already noted an alarming increase in strokes among young and middle-aged Americans, while the number has been dropping in older people. “Young people think stroke is only a problem of the elderly, but we need to educate them,” said Dr. Yannick Bejot of the University Hospital of Dijon in France, who cowrote an accompanying commentary. He added that using illegal drugs such as marijuana and cocaine also boosts the chance of a stroke. “If young people understood how debilitating a stroke is, maybe they would change their behavior,” he said.
Cameron backs Suu Kyi for Myanmar reforms
LONDON, OcTOber 24 (AFP): British Prime Minister David Cameron said Wednesday he would help build international pressure on Myanmar to meet the demands of visiting opposition leader Aung San Suu Kyi for further reforms. Nobel peace laureate Suu Kyi says that changes to the constitution crafted by the former military regime are needed, notably those that would block her from becoming president after 2015 under a clause barring anyone whose spouses or children are foreign nationals. Her two sons are British nationals through their father, the late scholar Michael Aris. Speaking at Downing Street as he welcomed Suu Kyi to his official residence, Cameron said Britain would press Myanmar to make the changes. “It would be completely wrong for elections to be held under a constitution that really excludes one person, who happens to be the leader of democracy in Burma, to be excluded from the highest office in the land,” Cameron said. “Those would be no elections at all, in my view. Those would not be democratic elections, the constitution has to be changed in that way and in other ways.” Cameron added: “We will do everything we can to build the international pressure to send the clearest possible message to the Burmese government that these changes must be made.” On her second visit to Britain after her release from years of house arrest, Suu Kyi said that while there had been some progress, more reforms were needed in Myanmar. “The crucial issue at the moment is to make amendments to the constitution,” she said. “If the process of democratisation is to move forward, if it is to be sustainable, we have to amend the constitution to make it a democratic one, one that will ensure that the future of our society is going to be rooted in genuine democratic institutions.” Suu Kyi arrived in Britain on Wednesday after receiving the EU’s prestigious Sakharov human rights prize in Strasbourg on Tuesday. The democracy icon is now an opposition lawmaker as part of sweeping reforms under a new quasi-civilian regime that took office in 2011.
WArSAW, OcTOber 24 (AP): Nobel Peace Prize laureates called on world leaders Wednesday to bring about the “universal, legal and verifiable elimination of nuclear weapons.” The statement, which came at the end of a three-day annual gathering of peace prize winners, also called for peaceful solutions to armed conflicts in Syria and elsewhere. The winners — seven individual winners along with representatives of some organizations who have won the prize — met in Warsaw this year to mark 30 years since Lech Walesa won the peace prize for leading the Solidarity movement, which helped topple communism in Poland. Walesa, who recently turned 70 and was a looming presence during the gathering, was Poland’s president from 1990-95. Other laureates who attended included Shirin Ebadi of Iran, the Dalai Lama and former South African President F.W. de Klerk. Hundreds of other peace activists from around the world also took part. A special guest was actress Sharon Stone, who was awarded for her work to fight HIV and AIDS. The laureates’ statement called for nonviolence and peaceful methods to end instability and conflict in the world. It said the main threats to humanity are a “destabilized climate, polluted oceans, denuded forests, violent conflicts, nuclear, biological and chemical weapons

and war.” It also said that “nuclear weapons are an existential threat to humanity and must never be used again.” The laureates called on the Chinese government to release jailed dissident writer Liu Xiaobo, also a Nobel Peace Prize winner. The meetings were initiated by former Soviet leader Mikhail Gorbachev in 2000. Gorbachev did not attend this year for health reasons. Next year’s meeting will be held in Cape Town, South Africa.

United cemented top spot in Group A of the Champions League on Wednesday with a 1-0 victory over Real Sociedad, secured through the earliest goal in this season's competition. Only 69 seconds had elapsed when Inigo Martinez clumsily booted the ball into his own net after a shot by Wayne Rooney, the match's standout player by a distance, came back off the post following the striker's mazy run past three defenders. United couldn't grab the second goal its overall display deserved, with Antonio Valencia driving a shot against the post and Phil Jones having a header saved from point-blank range. But it still took a one-point lead in the group over Bayer Leverkusen and a big step toward qualification. "We should have won the game by three, four or five goals," Rooney said. "But I'm happy we got the win, which was the most important (thing). We played some great stuff and defended well." Sociedad slipped to a third straight loss and only stayed alive in the match through United's profligacy. The Spaniards did, though, hit the goal frame twice — through Antoine Griezmann's free kick and Alberto de la Bella's mis-hit cross — to guarantee a nervy finish at Old Trafford. The 75-year-old Laver, the only player to win the calendar grand slam twice, suggested Federer's lean period was more akin to a drop-off in form rather than a symptom of terminal decline. MANCHESTER, OCTObER 24 (REuTERS): Manchester United striker Wayne Rooney was glad on Wednesday former manager Alex Ferguson had now backtracked on comments that triggered months of speculation over the player's future. Before bowing out after winning a 13th Premier League trophy of his almost 27-year reign at Old Trafford in May, Ferguson said the England international had asked for a transfer and his words led to a close season of rumours that Rooney was on his way out. t was in August 2003, a group of trained musicians and some enthusiastic music lovers came together under the initiative and leadership of Kughaho Chishi and started a choir with a vision to ensure that the talents are sustained for effective ministry. The first concert of TNCC was in 2003 December, a Christmas cantata “City Of Light” which was performed at Kohima, Medzhiphema, and Dimapur. After which
in 2004, July-August concert ‘Praise Adonai’ in Dimapur, Kohima and Mokokchung was staged. TNCC also performed at a concert in Guwahati organized by the Guwahati Music Society. In 2005 July concert “Sound From The Hills” in Dimapur and Kohima was staged. The same year from July 25-30 TNCC represented the Nagaland Baptist Church Council in the Baptist World Alliance Centenary celebration in Birminghan UK, and also a
Christmas concert in Goa. In 2006, concerts were held at Ukrul, Wokha and Zunheboto. Over the years, TNCC had represented the Naga churches and its people within the country as well as abroad in the USA, Korea and UK. In a press note, TNCC stated that in 2008, its Director left for United States to pursue his doctoral studies. “But inspite of not having a director we continue to meet on a regular basis even though our performances
were confined to few of the government programmes and weddings of friends and well wishers. After a gap of about 3 years, we finally did a comeback concert in november2012 in Dimapur and decided that we will continue to keep and meeting and perform more,” TNCC stated. This year as we complete 10 years of existence, we are so grateful to God Almighty that we could stage a 10th year anniversary concert. The concerts are scheduled on No-
vember 10, 6:00 pm, IMC hall at Dimapur and November 16, 5:00 pm, Academy Hall at Kohima. In a note, TNCC informed that some proceeds of the concert will go towards sponsoring few children from various orphanages. TNCC will be supporting them by paying their tuition fee for the academic year 2014. TNCC also informed that it is also praying and planning to organize a Mega Choral Festival in summer 2014.
