Postal department cautions imposters KOHIMA, JUNE 25 (MExN): The office of the Director of Postal Services, Nagaland has informed that some imposters claiming to be postal employees are issuing fake appointment orders by misusing the name of the postal department. Members of the public have been asked not to entertain such imposters in any matter relating to the postal department and any person doing so will be at their own risk and responsibility, stated the Director of postal services, Nagaland, in a press note. He added that any person(s), who have been victimized by such imposters or feel that they have been cheated/duped, are requested to approach the Office of the Director of Postal Services, Nagaland, Kohima on any working days with documents, if any to verify its genuineness.Itmaybepointed out that the Department of Posts is a Central Government Department under the Ministry of Communication & IT with well defined recruitment rules and regulations and all the recruitments are done in a transparent manner, it was added.

PAtNA/GUwAHAtI/ NEw DElHI, JUNE 25 (IANS): At least five people were killed when the DelhiDibrugarh Rajdhani Express derailed in Bihar early Wednesday, police said. Bihar Chief Minister Jitan Ram Manjhi ruled out sabotage while his Assam counterpart Tarun Gogoi asked a top police officer to visit the spot and oversee relief work. Thirteen other people were injured when all 12 coaches and the engine derailed near the Golden Ganj railway station near Chhapra, some 100 km from here, around 2.30 a.m. when passengers were asleep, railway officials said. Train traffic on the route, which links eastern India with the northeast, was paralysed, East Central Railway spokesman Arvind Kumar Razak said. The cause of the derailment was not clear yet, he added. Officials said there were no villages near the accident site, and it was difficult to get initial help during the night, and the local administration did all rescue work in the beginning. Sushil Kumar, a district administration official, said three of the bodies were found trapped under the bogies and were beyond recognition. Rescue personnel used gas cutters to work their way through the mangled coaches. The

Political parties in Nagaland state have reportedly zeroed in on their candidates to contest in the Assembly seat election of 11 Northern Angami II A/C which was vacated by former Chief Minister, Neiphiu Rio after his win at the Lok Sabha MP election. According to sources, Naga People’s Front (NPF) has chosen Dr Neiprhezo Keditsu, son-in-law of former CM Rio as their candidate. Dr Keditsu, who is a new comer in the political arena, hails from Chiechama,thesamevillageasthatofRio. With as many as eleven aspirants vying for the NPF ticket to contest from, the decision was a tough call, the source said. However, a formal announcement over the allotment of the NPF ticket is yet to be an-
nounced, the source added. Another source informed that Ex-MLA Chupfu-o Kense from Touphema village who was also vying for the NPF ticket is determined to contest even as an Independent candidate. From the BJP camp, report has it that former DRDA Project Director Visasolie Lhoungu, another new entrant, who hails from Dihoma village has been nominated to represent the party. Sources from the Congress camp maintained that there has been no sitting among the Congress executive members so far to discuss on this issue. NEw DElHI, JUNE 25 (PtI): Nagaland Governor, Ashwini Kumar resigned on Wednesday, becoming the third person occupying the gubernatorial post to put in his papers since the NDA government prodded some of the governors, appointed during UPA rule, to quit. “I resigned this morning and came to Shimla. I am relaxed now,” Kumar told PTI. The resignation of 63-yearold Kumar came days after Union home secretary Anil Goswami had telephoned some of the governors, appointed by the previous UPA regime, to step down after the Narendra Modi government assumed charge. Uttar Pradesh governor BL Joshi and Chhattisgarh governor Shekhar Dutt have put in their papers last week. Kumar, a former IPS officer who had served as director of Central Bureau of Investigation, was appointed as Nagaland governor in March 2013. Kumar was CBI director when the agency had arrested BJP general secretary Amit Shah in connection with the Sohrabuddin Sheikh alleged fake encounter killing case in Gujarat. All the three governors who have resigned so far are either former IPS or IAS officers. Joshi is a former IPS officer and Dutt is a former IAS officer. However, no governor with a political background has stepped down as yet. Earlier in the day, home minister Rajnath Singh did not rule out the possibility of appointment of some new governors before the budget session of Parliament beginning July 7. Sources said the government was considering appointing some BJP veterans as governors in around ten states.

KOHIMA, JUNE 25 (MExN): The Naga Peoples’ Front today condemned the twin explosions inside the office of its Mokokchung division on June 23, but ruled out the involvement of its party personnel in the incident. The NPF said that the “sequence of unbridled ugly events and mounting vandalism” threatens to “destroy the very fabric of the party’s austere administrative system and hard earned image as a venerable regional political party that has stood the test of time.” It added that such action “unavoidably requires to be disciplined with firm hands.” The NPF press and media bureau, through a press note, disclosed that “on close examination, involvement of party

KOHIMA, JUNE 25 (NEPS): The fragile TR Zeliang Ministry continues to face a blitzkrieg from various NPF District Divisions for what they term as his failure to maintain “status quo” of the previous ministry or “discrimination” in portfolio allocations to Zunheboto district, etc. In a representation submitted to the CM, NPF Zunheboto Division, while demanding for reviewing of entire portfolios of NPF legislators of the district (Zunheboto) or maintaining status quo, disclosed that only the “sick and improvised portfolios” had been allocated to their legislators. “These portfolios cannot cater to the needs of the people of Zunheboto district,” it stated. It further regretted that
even the “portfolios of Home, Soil & Water Conservation, and Women Development” had been “snatched away.” Because of this development, schism of opinions had been created among the various party (NPF) loyal men and women in the district, it added. The Zunheboto NFP Division demanded that the CM maintain the “status quo” of the previous ministry or review and completely overhaul the entire process of portfolio allocations of the present ministry on or before the next Nagaland Assembly Session for “equal justification.” It further warned that the entire NPF establishment of the Zunheboto District would remain in “animated suspension” if the CM fails to redress their demands.

DIMAPUR, JUNE 25 (MExN): The Nagaland state PWD (R&B) today urged the Nagaland Foothill Road Construction Committee (NFHRCC) to withdraw its ultimatum so that progress of the Foothill Road construction is not jeopardized. Chief Engineer for PWD (R&B), D Mero, in a letter to the NFHRCC Convener stated that the department “cannot, and will not blatantly violate standing government rules and procedures in order to facilitate the wishes of the committee or, for that matter any individual or group.” He stated that the department has been “taking the views of the NFHRCC and incorporating all suggestions to the extent possible.” He informed that the second phase of the work under Mon sector and the other stretch in Mokokchung sector were taken up as per laid down procedures by issuing notice inviting tender. This, he stated was done to maintain transparency and was also demanded by the NCSU. The Chief Engineer made it clear that “no writing or verbal assurances weremadeatanypointoftimebythe government regarding allotment of the works as per the recommendation of the NFHRCC.” Rather, he stated that the PWD Minister had “only mentioned that he would see what can be done within the rules and procedures.” He further informed that the contractors awarded with the works are bonafide government registered contractors and capable of executing big projects. “Without any prejudice, it must be appreciated that M/s Sungkutenem Construction and M/s A. Pongshi Phom, both local contractors, were allotted the works of Mokokchung and Mon sectors respectively based
NFHRCC calls for Dimapur bandh

he NFHRCC today expressed disappointment with the response of the PWD (R&B) and decided to call a ‘total bandh’ in Dimapur sometime next week. The Committee, in a meeting today, termed the government’s response as a “negative response and a lie”. The NFHRCC disclosed that it has in its possession the letter that was endorsed by the R&B Minister when he was approached on December 7, 2013 by the NFHRCC regarding the demarcation and dress cutting of jeep-able road for Nagaland Foot Hill Road Construction, copies of which given to the Chief Engineer and the Commissioner and Secretary on the same date. Stating that the Minister had approved the project, the NFHRCC said that the letter contradicts the claims of the Chief Engineer, PWD (R&B). Convener of the NFHRCC, Supu Jamir informed that the bandh would be followed by a lock down of PWD offices in the districts of the 10 tribes that represent the NFHRCC. on a transparent bidding process,” Mero added. Stating that they are expected to complete the work as per the contract, Mero assured that the contractors would be penalized in case of any failure or breach of contract. He then asserted that the question of cancellation of the work orders “would not be legally sound and would amount to miscarriage of justice.” “Under the circumstances, issuing of the work order to NFHRCC or their candidate(s), which was never agreed upon, does not arise,” he added. The Chief Engineer further clarified that “there is no question of diversion of any fund meant for this project.”

Power Minister stresses on establishing ‘Power Policy’

Kohima, June 25 (DiPR): Minister for Power, Kipili Sangtam urged the Executive Engineers of the state to take proper measures for improvement in revenue collection in the State. He said this during a coordination meeting with EEs and above at Hotel Vivor, Kohima on June 25. He stressed on the importance of establishing ‘Power Policy’ and observed that without any ‘Power Policy’ for the State nothing could be fruitful although many MoUs
are signed where private investors have come and discussed. “Once a proper Power Policy have established, thing will move smoothly,” he maintained. In his address, Minister stated that available power for the State are distributed in every nook and corner of the State but expressed his regret that consumers are not very sincere in paying their revenue. He urged the EEs to make sure that the ‘Meter Readers’ under them performs their duty honestly so that revenues are also col-
lected accordingly. Sangtam also expressed his concern over placing of transformer saying that due to installation of under capacity transformer for the specific area, problem often occurs. On setting up of Anti Power Theft, Minister said that after implementation of Anti Power Theft Unit at Dimapur and Kohima, things have improved and informed that it will also be set up in all district headquarters. “If it is done properly we will not have much problem,” he said. He also
cautioned the officers for proper maintenance of the system avoid loss of life and damage done due to poor maintenance. Minister also stated that the installation of pre-paid service for around 1000 consumers at Marwaripatti Dimapur have been a great success and the same will be done for 3500 and 2500 consumers at Dimapur and Kohima respectively. On bifurcation of the department into Transmission and Generation headed by Chief Engineer (T&G)
and Distribution and Revenue headed by Additional Chief Engineer, Minister said that whatever changes have been necessitated in the department will be done and work out in the cleanliest way possible for healthy functioning. Chief Engineer Power, Er. K. Miachieo delivering a short speech expressed concern over the financial and manpower constraints that hinder smooth functioning of the department. He also felt the need for proper restructuring of the department and requested the higher authority to see to it at the earliest. He further urged the officers not to let personal interest supersede the common interest which he said would hamper the interest of the department. Secretary Power, K.I. Yanger IAS who chaired the meeting congratulated Sangtam on alleviation as Cabinet Minister and was optimistic that under his leadership the department will march ahead.

NSRLM 1st CRP round covers nine Intensive Resource Blocks of Nagaland
Kohima, June 25 (mexn): The National Rural Livelihoods Mission (NRLM) CRP Strategy for Social Mobilization by positioning Professional Resource Persons (PRPs) and Community Resource Persons (CRPs) in villages across the nine Intensive Resource Blocks of Nagaland has created an impact of great magnitude. Altogether, 12 PRPs, 24 CRPs from OMPLIS, the National Resource Organisation for NRLM and 36 Internal CRPs (Women Activists) from the Resource Blocks under NSRLM were stationed at villages in clusters along with the District and Block Mission Management Units of NSRLM for the first round of the CRP Strategy. The 45 days CRP round which began in early May concluded on June 20. A two day Debriefing program was held on May 22 and 23 at ATI, Kohima in the presence of Vijay Kumar, Additional Secretary (RL), MoRD and Mission Director, NRLM who made the introductory remarks

Much impressed by the performance of the team stationed in villages and NSRLM as a whole, Vijay Kumar has expressed confidence that Nagaland may become a Resource State for the Northeast Region. Tripura to register battery-operated rickshaws AgArtALA, June 25 (IAnS): Tripura will probably be the first state in India to provide registration and licences to a new but popular mode of public transport - the battery-operated rickshaws, or e-rickshaws as they are known in Delhi and which have become a subject of controversy in the national capital. The four-seater battery-operated rickshaws - locally known as tom-tom or tuk-tuk - have become very popular among commuters in Tripura after they started operating six months ago. However, the battery-oper-
ated rickshaws encountered a minor glitch after their launch. Auto-rickshaw drivers and owners strongly objected to these eco-friendly vehicles, fearing loss in their business as the fare of the newly-introduced Chinese-made vehicles was cheaper (minimum Rs.5) than that of the auto-rickshaws. This led the state government to think about registering the battery-operated rickshaws. The Tripura government framed rules based on the "Tripura Rickshaw Niyamak Act, 1357" to regulate the movement of bat-
tery-operated rickshaws in urban areas of the state, Agartala Mayor Prafulla Jit Sinha told IANS. "We have received 300 applications in Agartala from battery-operated rickshaw owners. After scrutiny of their documents, we would soon provide registration, route permits and driving licences," he said. The Tripura Rickshaw Niyamak Act, 1357, is a princely Act enacted by erstwhile Tripura king Pratap Manikya (1350-1375 A.D.). Tripura was a princely state and merged with India in October 1949.
The present rules are being called the "Tripura Battery Operated Rickshaws Rules 2014". The rules, notified in January, said a driving licence was mandatory and a driver must not be less than 20 years of age. The licence would be valid for three years, unless it is cancelled or suspended for flouting any rules. The licence fee of the batteryoperated rickshaw will be Rs.300, licence renewal fee will be Rs.100, registration fee will be Rs.1,000 and trade certificate fee will be Rs.1,000. The operator of the rick-
shaw will have to pay annual road tax of Rs.100. "Police and the appropriate authority would seize the vehicle if the operator violates any rules," Sinha said. The battery-operated rickshaws are helping a large number of unemployed educated people in Agartala and other parts of the state get a reasonable earning. "Earlier, I drove an auto-rickshaw and I was not happy with what I earned. Now my earning has risen to Rs.300-400 per day, which is much more than the average income of an auto-rick-
shaw driver," 45-year-old rickshaw driver Ratan Mia told IANS. "The best part is that maintenance and other expenses of the battery-operated rickshaw is very less compared to an auto-rickshaw. The battery can be charged with electricity at a very low cost," said Mia. Manika Chakraborty, a commuter, said she was pleased to travel by battery-operated rickshaws. "The journey in battery-operated rickshaw is very smooth and affordable. The rickshaw is also eco-friendly and comfortable," she said.

In the final hearing yesterday, A. Guneshwor Sharma, Session Judge, Imphal East pronounced, "It is ordered that the accused R.K Ranendrajit Singh, Editor of The Freedom Manipur is hereby discharged from the accusation of committing the offence of sedition punishable under Section 124/A-IPC." After hearing from both sides, the Session Judge said, "In the foregoing observation and case lodged it is concluded that no criminal intention of the accused R.K Ranendrajit Singh can be found out or committing the offence of sedition against the state of Manipur or the Union of India. It is also held that the prima facie case for the offence of sedition cannot be established as any instance of causing of disaffection, hatred and contempt against the government are not found on record of the case.” The former journalist had been charged with sedition for an editorial he wrote 17 years ago.

'47 dead due to malaria in Tripura' AgArtALA, June 25 (PtI): Forty seven people have died of malaria in Tripura in last 20 days, Health minister Badal Chowdhury said today. "Since June 13, 36329 people have been treated by government doctors, of which 5833 patients were found to be malaria positive. 6288 blood samples were examined of which 1251 samples were bearing malarial germs," Chowdhury told reporters. Affected people mainly belonged to tribal communities, from three districts - Dhalai, Gomati and South Tripura, he said adding the state was afflicted with malaria after a gap of four years.

The Ukhrul District Level Summer football camp is going on at full swing with eighty six school students learning the techniques from national veterans and international coaches. Spices Board to set up mini-spice park in Arunachal ItAnAgAr, June 25 (PtI): The Spices Board of India has approved establishment of a mini spice park for ginger here in collaboration with the state government. Dr Hatobin Mai, the lone member of the Spices Board from the North East region today said the newly constituted Spices Board took the decision during its meeting held at Kochi on June 23. Land for the proposed park would be provided by the state government and Spices Board would give other technical and strategic support. During the meeting Mai called for restructuring and revamping of the Spices Board to increase its outreach in the potential states of the North East with special emphasis on Arunachal Pradesh. The Board has assured that infrastructure development and optimum manpower deployment in the region would be undertaken in a phased manner, he said adding, it was resolved that more emphasis would be given to NE states for organic spices and a proper road map would be prepared soon. The Board would also set up spices parks in Meghalaya and Manipur, Mai said.

n this International day against drug abuse and illicit trafficking, I would like to make my reflections on the status of our state and the society that is passing through turbulent times in combating substance abuse in Nagaland. Drug abuse or substance abuse is on the rise in many forms and the incidence of drug abuse among children and adolescents is higher than the general population. This is notably because youth is a time for experimentation and identity forming. In developed countries drug abuse among youth is generally associated with particular youth subcultures and lifestyles. This causes an acceptance by members of the subcultures of drugs and their use. This is my observation that our youth today are exposed to too many factors both positive and negative that engulfs them with these alluring drugs for short time pleasures and happiness. The pity is that no one realises the lifelong impact that drugs will have on the individuals and the community at large. Drug abuse and addiction is on the rise. According to recent surveys, India has at least seventy million drug addicts. The cultural values are slowly changing, the poorer class is suffering with economic hardship while at the same time there is a massive rise in the up-

This could be also true to our state too as we see rapid development in all aspects of life. The cultural shift, the economic boom, the industrial influx, the job hunt and all forms of globalization has not left our youth from becoming victim to the menace of substance abuse. Over the past few decades, Nagaland has seen a rise in urbanization and the rural population moving towards cities for quality education and employment, which has caused large migrations to the cities. This is causing our traditional culture and way of life to slowly loosen; the individual outlook and the new way of life is causing them to be very vulnerable to the stresses and strains of the modern way of life. These stresses and strains may cause the person to turn to drugs to calm their thoughts and deal with everyday life. Also there are hardly any places where youth could get help and support. They are left to themselves and this freedom makes them more vulnerable to addictions of different types. Today’s adolescents are exposed to read-
ily available chemicals or drugs that I label as accelerators that propel many of these kids towards alcoholism, addiction, and perhaps even death. Drug addiction and alcoholism are chronic diseases that affect not only the individual sufferer but also the lives of all those they touch. I have a personal involvement with this reality. We do come across in rehabilitation centres how young people have succumbed to these substances and are unable to overcome or give it up for the rest of their lives. Adolescent substance use and abuse exists, whether we believe it or not. There are many who get hooked into gateway drugs that lead them to substance abuse. Substances are widely used by adolescents as a means of excitement, consolation, rebellion, independence, and as an effort to belong to a peer group, or as a symbol of, social or even sexual maturity. Substance use by adolescents follows certain patterns. Generally, adolescents begin substance use with tobacco and alcohol, prescribed pharmaceutical drugs, with the onset of drinking alcohol usually occurring between the ages of 10 and 13 and some even younger than these. It is a fact that there exists substance
abuse among our children whom we thought they are innocent and naive. Many professionals consider alcoholism as a family disease. “Familial predisposition to alcoholism has firmly been established. Children of alcoholics run a four times higher risk of alcohol abuse than children of non-alcoholic parents”. As the researches have indicated and studies have proved that addiction is more associated with families and the life within the family which is the relationship between parents and children and siblings. To help the families and individuals with addiction, the community based intervention can be a healthy model in the process of recovery and new life. The essential assumption of family-based and multi-systemic interventions is that both the community and family help to create the conditions related to adolescent drug use and abuse. Consequently, parent-child relationships and social environments can aid the adolescent in recovery. The adolescent is viewed in the circumstances of the family, peer, community, and school surroundings, in which the dynamics of those relationships affect and influence the adolescent’s thoughts,

The GOI knows that Naga have been observing the 14th August every year as Naga Independence Day since 1947 and India always sadly bears in mind that the Indo-Naga Ceasefire Agreement had already been signed between the Government of India (GOI) and the Federal Government of Nagaland (FGN) in 1964 as this Agreement
clearly testified the testament of the two nations. The Nagas are not Indians. The Indians are a strange people for the Nagas. The Nagas and Indians are quite different each other. Thus our forefathers often said, “Indians are black in color, black in heart and black in acts”. Let us deeply study once again about this and do the right as a true Naga. The father of our nation Dr. A.Z. Phizo said, “There are few educated men who are so defeated in their mental make-up, through their English knowledge by reading high English literatures that they believe that Independence is out of question”. If it were so, were not Nagas made Nagas suffered? The only way to eradicate/wipe out such defeated mind is knowing that God makes the Nagas to live in a particular country and protect their land and people which never belong to India or any other foreign nation. Today some pseudo Nagas are running after the wealth of India, whereas Indians are always look-
ing to swallow us all and our blessed land. But it is not the will of God. God wants us to be a free people and served Him. So it is the responsibility of every Naga to stand straight, speak out the truth in one voice and set our feet on the promised land, lest the wrath of God befalls. The renegade groups along with pseudo Nagas are trying to bring about a piecemeal solution. But the Naga nation will never allow it. We are a nation. Therefore we have sacrificed our lives, blood, tears and our all in defense of our nation. The Naga National Council (NNC) as the parent body of the Naga nation had laid all the foundation stones of our Nation and NNC shall continue to work till India, the aggressor withdraws her invading Armed Forces from the Naga soil. NNC is the only way to Triumph.

Alcohol and drug abuse in the community has gained momentum since the statehood in 1963. The church responded to the problem of alcoholism / drug addiction and its associated negative social impact by impressing upon the Govt. of Nagaland for the implementation of Total Prohibition in 1989. In spite of 25 years of Total Prohibition in existence, till date, the alcohol associated human problems has not resolved and continues to affect the society and the church as a whole. Sociologists, religious adherents, and some government agents see addictive behavior as being criminal or sinful. These kinds of social judgments do little to help the addict, yet, they do cause harm, making the addict feel shameful, weak, or helpless. Trying to demand or force a behavior which is in direct conflict with the natural drives and motivations of the
individual is dangerous. Thereby the responsibility to address the problem continues. Church is a platform that can create, connect and communicate to the youth the harmful effects of substance abuse and the need to become aware of it as well as avoid it before it occurs in adolescents and school going children. The churches have taken many innovative initiatives to combat substance abuse, still a lot more to be done before we can be safe and secure. A proper orientation and education is need of the hour for our pastors and theologians and also our church personnel who have minimum scientific knowledge about addictions and how to handle them with care. The active role of the churches is vital in this regard. Ever since an explosive HIV epidemic was reported among injecting heroin users in parts of Northeast India during the late 1980s, the phenomenon of drug abuse in this part of the country has justifiably attracted much attention. The incidences of drug abuse particularly among the economically and productive population of the state is a matter of concern to us. HIV/ AIDS is on the increase even among the rural population and there are communities that are

We cannot sleep over it complacently. Time has come to respond to it in a war footing manner. The future is bleak if we don’t educate and prepare our youth for this battle. Human resources will vanish and we will not be able to create a new society free of addiction. As the theme for this year “Think health not Drugs” we need to come together to understand the magnitude of the problem, put our resources together, accept the reality and act positively towards freeing our society from this clutches of addiction. We need to generate activities and programs that will engage our youth and children towards positive outcomes. Good recreational facilities, parental control with love and affection, family togetherness, spiritual awakening and focus oriented education, games and sports that can help the youth to ventilate their emotions, early adolescent education with regard to the harmful effects of drug abuse are some means that we can promote towards health and well being of our young brothers and sisters. “Give Hugs and Not Drugs”. For many, treatment is a longterm process that involves multiple interventions and regular monitoring. Some drug treatment approaches available in our state are Detoxification, Rehabilitation, Opioid Substitution Therapy (OST), Support Group Meetings. PTCSU asks HoDs to maintain attendance register kohiMa, June 25 (Mexn): The Phek Town Chakhesang Students’ Union (PTCSU) has asked all the Head of Departments (HODs) concerned to mandatorily maintain strict attendance register to avoid irregularities, undue and excessive leave in all the governmental departments and establishments in Phek Town. The Union "having grave concern about habitual irregularity issues," had decided in a meeting to execute surprise checking from time to time to “detect the irregularities/ negligence of employees in their official duties, which causes inefficiencies/ and malfunctioning in the working system, breaching the Nagaland Service Rules Norms, creating lots of hardships to the general public in most of the occasions.” A release issued by PTCSU president Kudukhoto Tetseo and general secretary Nukuto Shijoh stated, “Henceforth, failing to comply with this circular, the Union will never hesitate to take its own course of action against any defaulter(s).” The Union anticipated cooperation from all employees/ officers concerned for smooth functioning of the public offices.

Environment and economy linked at new UN assembly
T
he first-ever United Nations Environmental Assembly opened in Kenya on Monday, as more than 150 high-level delegations began a weeklong examination of the intersection between global economic progress and the environment. The environment is no longer a niche topic backed by a passionate minority, Achim Steiner, the head of the U.N. Environmental Program told The Associated Press, but is clearly linked to economic and societal issues. The changing environment — including climate change, pollution, land degradation and access to water— shows that the world's economy needs to be reinvented or progress will suffer, Steiner said. The U.N. recently upgraded UNEP's standing and the weeklong assembly is the highest-level U.N. body ever convened on the environment. "Wherever you live on the planet these phenomena are going to change the lives and economies of people, whether it's in Ohio, somewhere in Siberia or western China," Steiner said. Sanjaasuren Oyun, minister of environment and green development in Mongolia, told the opening session that a shift toward more environmentally sound policies is a prerequisite for sustainable development. Oyun on Monday was elected the president of the newly constituted U.N. Environmental Assembly. The conference will discuss ways to increase the progress of what is known as the green economy, including alternative energies, smart grids and new transportation options. Delegates will also look at the illegal wildlife trade, including rhino and elephant poaching. U.N. Secretary-General Ban Ki-moon is expected to attend later in the week. UNEP, Steiner said, argues that the world is on the verge of a technology revolution that in the coming decades will allow humans to tap into endless sources of energy. That will fundamentally change a continent like Africa, where 70 percent of residents today don't have access to electricity. Put another way, he said, the globe will see another block of people the size of China demanding access to energy. Already, Steiner said, air pollution causes 7 million premature deaths a year, four times the combined number of deaths from AIDS and diarrhea, a huge killer in Africa. "A healthy environment is about healthy people," Steiner said. "What we are doing is helping people understand how people will live better and longer and how their children will have a world that is not so polluted that the quality of their lives will be compromised." World leaders recognize that global environmental cooperation must be achieved, Steiner said. U.S. President Barack Obama this month proposed new rules to cut carbon dioxide emissions from coal plants by up to 30 percent by 2030 from 2005 levels. The proposal has been well received in Africa, which is seen as being highly vulnerable to changing climate patterns, changes African leaders blame on the West. Obama's announcement sent a strong signal that the U.S. will undergo a sustained and serious effort to bring down its carbon footprint, Steiner said. Climate change is a dramatic driver of a rethinking of global economies, he said. "At the beginning of the 21st century the environment and natural resources are perhaps more critical than ever before in allowing our economies to advance," Steiner said. If economic penalties such as carbon taxes are not adjusted and the world continues to see the environment as an expendable commodity for national development, "we are facing an increasing dramatic set of scenarios where tipping points kick in and we reach a point of no return," Steiner said.

hen the essayist Anne Fadiman was asked if she would like to be part of something new called civilisation she agreed. What else was she to say to a question like that? To begin with she did not understand the Library of Congress journal Civilization was looking for its first editor. Gandhi famously quipped that he thought Western Civilisation would be a good idea. Anne Fadiman thought so too. This prompts the question of what we mean when we talk about civilisation. We speak of having a civilised conversation. We think we are civilised. Often we can think like that only because we think (but dare not say) that out there are the savages, the barbarians, the heathen. The Library of Congress was not thinking like that, partly because such arrogance leads to such atrocious and barbaric processes as slavery and genocide. The barbarians whom the Library of Congress feared were not to be found out on the remote frontier. They were in the city, and not necessarily lurking in the subway and the alley. What we call civilisation is a precarious notion at the best of times. Many things may signal the effects without being the thing itself. Civility is the obvious first point. But consideration for others is more than formal courtesy. There are situations where the two are in conflict. There are times when you may need to tell the candid truth out of loyalty and honour. The ability to make such moral judgements, always at the risk of censure, is a sign of a truly civilised mind, one that recognises the essence rather than the mere formality. Iris Murdoch’s The Nice and the Good explores the world of difference between the two states of being. Surely it is the harmony of the nice and the good that produces civilisation? A good person need not be civilised. [Are the hermits and ascetics among the Christian saints civilised?] But a civilised person must value good intentions, kindly attitudes and selfless behaviour. It is easy to confuse sophistication with civilisation. Sophistication can be a soulless exercise in superiority rather than an appreciation of cultivated taste for its life-enhancing qualities. The nomadic peoples of pre-history do not qualify as a civilised people in the fundamental meaning of the term as those who congregate in cities. They did not create formal structures in society. But they left behind art of extraordinary power. The cave paintings and rock carvings denote advanced aesthetic and moral intuitions. They not only created significant art: they preserved it for a future time they would not know. At least, that is how it may seem to us. But consider the Dreamtime mindset of the Australian Aboriginals. The boomerang bends time. The vibrations of the didgeridoo seem to invoke a meditative, trance-like state that is outside of historical time. The civilisation created is within the mind. [Or so I surmise it to be.] That may be a spiritually higher realm than any we know in the material world, but it is to the material world that we must refer. It is to art that we most often seem to indicate the manifestations of civilisation. The question ‘Is it art?’ is radically important because the roots of our understanding of things are contained within such a question as this. It is, however, what an earlier generation would have called devilishly difficult to answer. Orson Welles in F for Fake quotes Kipling: Our father Adam sat under the Tree and scratched with a stick in the mould; And the first rude sketch that the world had seen was joy to his mighty heart, Till the Devil whispered behind the leaves, ‘It's pretty, but is it Art?’ The Prince of Darkness is a gentleman. You have to give the Devil his due. That whisper in the ear may confuse and upset. It requires an answer, even so. A question that cannot be answered is devilish indeed. By art we surely mean objects that have a value beyond any useful purpose or immediate meaning. If an object can be appreciated only in context it is not art. The survival of interest in an object is one criterion. A century and more has passed since the earliest works of Chaplin and Picasso astonished the world. They have not lost their power to engage or outrage or do both. If they have survived one century they have every chance of surviving several. They may speak to other cultures when ours is as much a ruin as Knossos. The ability of art to transcend context, to become Art, cannot be a matter of chance. Nor can it can be simply a question of personal taste. There must be rules. But we don’t know, not really, what they are. Living in

hemicals are hard to get inspired by, in part because of the awful names they are given. The 19th-century convention of referring to them in terms of the proportions of their ingredients is off-putting to the inexpert. The sense of composed artificiality is surely one reason many people say they distrust chemicals in general and even claim they try to avoid them—though all the most wonderful substances in the world are chemicals. Take carbon dioxide. Reduced to the 1:2 ratio of its components, it sounds unremarkable; add to that the knowledge that it is messing up the climate and who could like the stuff? But if the ancients had known of the great cycle whereby plants use carbon dioxide to store the energy in sunlight, and humans and other animals return it to the air, they would surely have put it up there with earth, air, fire and water. If it had been part of our sense of the world and our language, its cultural resonance would have echoed through the ages; it would be in Shakespeare and the Book of Common Prayer, Wordsworth and Goethe. And its role in the foundation of human history might be better appreciated. For most of the thousands of years that humans talked, made tools, wore clothes and created art, they had no domesticated crops and therefore no agriculture, no cities and no civilisation. About 10,000 years ago that began to change; 5,000 years later agriculture prevailed everywhere from Peru to Japan. It is natural to link this change to the

the present we cannot predict the future. Whether highly-regarded work now will be remembered or forgotten a century forward is impossible to say. We should not confuse the fashionable with the vital. Vitality in art certainly requires some rules. And these we do know. Listening to the music of an untrained but gifted composer, I tried to explain what was lacking. The melodious and complex harmonies became monotonous. The work lacked variation, the contrasts of slow movement and fast movement. The aspiring composer rejected that as outmoded, discredited classicism. Today we are free. We follow our intuitions. ‘But you need a framework,’ I said. ‘Pink Floyd has a framework.’ He didn’t want to know. The reasons for his rejection of rules and tradition were rooted in a dislike of the social formalities and the patrician ethos of the conservatoire and the concert hall. But Steve Reich in his baseball cap adheres to the rules. Every artist is a tightrope walker without a safety net. You can break the rules only when you have mastered them. T.S Eliot intensely disliked the restricting forms of classical metre. But he offered a watchword: ’The division between Conservative Verse and vers libre does not exist, for there is only good verse, bad verse, and chaos.’ The search is for the patterns and harmonies that may exist on the far side of the liberation from traditional forms. The concentration required in discerning those secret harmonies is no less demanding than that required of traditional forms. But it is a different concentration. What may seem at a casual glance disorder requires the sequestered space for concentration. It is hard to find such space in distracted modern lives. The commercial arts make use of a few bars of music. They mimic modernist styles. They quote a few lines of poetry. But they do not engage with the meanings, nor do they encourage such engagement. Chaos, it can seem, is the preferred option. Publicity culture requires us to glide over the surface of things. Added to this is the quasi-radical notion that we have nothing to learn from the past. We have nothing to learn from one another. As free individuals each of us floats in a personal bubble where every year is Year One. Nobody seriously engaged in creativity thinks like that. It was not much of a revelation to learn from Keith Richards’s autobiography that his musical influences are wide. That much was evident from those well-crafted songs that owe as much to lieder as they do to Howlin’ Wolf. Rock fans don’t like sentences like that. They want to be pioneers. Who doesn’t? But blazing a trail requires a compass, provisions and some survival techniques. In his way Kenneth Clark blazed a trail when he talked about art on television. Civilisation was not his choice of a title. For one thing, he was acutely aware that his subject was confined to Western culture. For another, he thought the title too slick and gimmicky. The subtitle was A Personal View. Clark had some authority because he was an authority, but he wasn’t seeking to impose a definitive version. It was to be an approach in a conversational manner. The hope was to stimulate interest. It was a huge and lasting success. A joint production between British and American public broadcasting stations, Clark, already a well-known name, became an exceptionally famous face. After forty years of polite appreciation Clark became a media star. He was surprised and touched, having been unsure if the enterprise would succeed. He thought his appearance on camera looked mannered and aloof. Born in 1903 into a very privileged world, Clark was incapable of relaxing into the demotic style of the age. He had charm and humility, but he was not humble. He was grand and gracious. [This worries
the public much less than media people think. The public sees all media people as socially elevated in fact if not in manner.] An Anglicized Scot from a family of industrialists, Clark inherited well. He rejected the philistinism of his background. He accepted his privileges, recognizing that with them went responsibilities. Clark had the money to write and to travel as he pleased, but he slowed down his production by working very hard at real jobs in arts administration. Clark was of his class and never broke away, but politically he was progressive, and this affected his attitude to culture. His hero was Ruskin. Clark quoted with approval Ruskin’s dictum ‘There is no wealth but life.’ Those who say it’s easy for the rich to speak like that forget that Clark really did value art and culture above material things. It is easy to forget also how much work went into the books, articles and lectures. He wrote well in a clear style that wore its learning lightly. Clark was aware of his limitations. He never really came to terms with his century. His anti-Modernism was revised over the years, although he was never wholly at ease with the revolution through which he lived. There are reasons for not entirely admiring Kenneth Clark. There are also some bad motives. Many of his detractors are clearly motivated by envy. Others dislike trying to engage with people they do not agree with entirely. I have engaged with Kenneth Clark since in my early teens I came across his work on Leonardo. I should have come across much of the art in Civilisation had I not seen the programmes and read the book. [That would not be true of everyone.] But it was useful to have the work gathered and cohered into a series of themes. It has been one of my life’s ambitions to see everything at first hand. I haven’t completed the task, but I’m nearly there. Those areas I have learned about in more depth, like Provencal culture, enable me to admire Clark’s ability to summarize without trivializing. I don’t share his doubts about Modernism. But I agree that what he terms Heroic Materialism fails to ignite the required sparks of human decency and transcendent inspiration. I moved from Kenneth Clark to John Berger. Berger owes Clark quite a large debt., for it was Clark who pioneered the concentration on significant detail, rather than generalized admiration. Ways of Seeing is an original, radical polemic that complements Clark. It is not an attack on Clark: it is a response. [I am not alone in feeling this.] Berger replied on behalf of many others stimulated by Kenneth Clark, not only to appreciate him but to re-define their own feelings in the light of his. Surely the last thing Kenneth Clark would have wanted was monolithic conformity? Clark’s liberal tolerance of diverse opinions was tested to the limit during the filming of Civilisation in Paris, May 1968. Other things were happening at that time. Clark’s response was interesting: ‘One doesn’t have to be young to dislike institutions. I don’t like them much myself. But I’m afraid we can’t do without them.’ It’s almost an apology. It’s certainly sympathetic to the impatience of the radical will set against the unthinking assent society often demands. There are doubts about the validity of civilisation as a moral concept. Gathering in cities, sharing a polity, and producing a literate culture have not insured society against barbaric conduct. The rediscovery of tribal cultures has been a significant experience for many disenchanted by materialism. The roots of that disenchantment cannot be ignored. The preference is for intuition over reason. Sane, rational, liberal people calmly make mad, violent, tyrannical decisions. What use is the Categorical Imperative when Eichmann justifies his actions with reference to Kant? Reason is heartless. Is it not better to trust to instinct, to the essence of being? The truth is that reason is only one element in the organic structure. The cold light of day is not the only condition. There are times to open the shutters, and there are times to close them. Our intuitions tempered by reason (reasonable aims and reasonable doubt) may guide us through the wilder regions of life. The last word is Picasso’s: ‘Truth is a lie. I often paint fakes.’ Picasso’s interest in tribal African iconography signalled something more than an aesthetic mode. It was an admission of the limits of Western civilisation, and a widening of its horizons. Perhaps the most civilised response is to acknowledge the advance in understanding Picasso, above all modern artists, not only proposed but achieved.
Speaking Up For CO2 oliver morton Intelligent Life end of the last ice age, which was at its peak 20,000 years ago and had mostly melted away 10,000 years later. But why did the ice age preclude the development of agriculture? Though pretty much everywhere was colder in the ice age than it is today, many subtropical places that are warm now were perfectly temperate back then, and the tropics were quite hot. And though the ice-age climate was dry, it was not so arid that crops everywhere would shrivel. The climate was certainly unstable by modern standards, juddering around in a way that primitive farmers would have found hard to deal with. But is that really all there was to it? Rowan Sage, a Canadian plant physiologist, thinks not. He suggested in the 1990s that it was not the climate itself that kept the ice age free of agriculture. Instead, he points the finger at one cause of that cooling: the low carbondioxide level (that ice sheets reflect back a lot of sunlight is a big factor too). And since carbon dioxide is life to plants, the greenery suffers in its absence. Plants grown in labs under the low-carbondioxide conditions of the ice age are
spindly, grotty things. The total mass of the plant life at the peak of the ice was about half what it is today. When changes in ocean circulation at the end of the ice age started to replenish the atmosphere’s stock of carbon dioxide, the plants went wild. Forests chased the icecaps back towards the poles; the soils of the planet grew richer and darker, invigorated roots ran deeper and rains returned; the amount of grain produced by some wild grasses doubled. If you were a hunter-gatherer, this Great Fertilisation was the dawn of a golden age. A more productive ecosystem meant you needed to travel less far to forage—it might even allow you to stay in one place all year. It also meant you could concentrate on a few productive species for most of your food (and because carbon-dioxide fertilisation has varying effects on different plants, it would produce some particularly productive winners). So such specialisation would bring about the selection, conscious or not, of strains that grow better under certain conditions—the beginnings of domestication, which, with sedentary settlement, is a necessary precursor to agricul-

ture. At ice-age levels of carbon dioxide these might have been impossible. When I first heard Sage’s idea, I expected it to change popular perceptions of prehistory. It hasn’t. But it has largely been ignored rather than refuted—and the principles it rests on can be seen at work today. Satellite pictures show the Earth is greener now than it was even a few decades ago—and that abundance of plant life is partly due to more carbon dioxide. Plants suck up about a quarter of the carbon dioxide humans emit into the atmosphere every year. In the 1950s an American geochemist called Harrison Brown (who was, among other things, a mentor to John Holdren, Barack Obama’s science adviser) speculated that it might be worth deliberately doubling or tripling the planet’s carbon-dioxide level to feed its booming population. He concluded that it wouldn’t be a good idea—and that was without really appreciating what carbon dioxide does to the climate. The risks posed by disrupting the climate seem greatly to outweigh the benefits of more carbon dioxide for crops—and there are other ways to increase yield. “The carbon cycle is one of growth and decay, creation and destruction. But when we see the ruinous aspects of carbon dioxide at work, our imagination should at least find room to remember the beneficial ones—and to relish the richness of the world worth saving. Throughout the years, Marcos has been notorious for playing tricks on the mainstream media, in part to create distractions in order to give the movement time and space to grow. In one of his most recent stunts, Marcos faked terminal illness, which sent rumors through the media for years. But the trick wasn’t only on the corporate-owned media; it was also on many of the movement’s supporters. In Marcos’ words, “They had hated and loved a hologram. Their loves have then been useless, sterile, vacuous, empty.”

n a rainy day in late May in the middle of the Lacandon jungle of southeastern Mexico, thousands of people listened to the final speech of the figure known as Subcomandante Marcos, once the spokesperson for the Zapatista movement. “My name is Galeano,” he said. “Subcomandante Insurgente Galeano. Is anyone else named Galeano?” he asked. Suddenly, all members of the command of the Zapatista Army of National Liberation, known as the EZLN, responded: “I am named Galeano… We are all Galeano,” they answered. “Ah, that’s why they told me that when I was re-born, I’d be born collectively,” Marcos replied. This communiqué, which lasted nearly one hour, was both the last speech of the figure who has been the public face of the Zapatista movement since 1994 and a final act of commemoration for Galeano, a Zapatista compañero who was murdered in May in La Realidad, the jungle region of Chiapas, Mexico. It was also — at least as far as mainstream media is concerned — one of Marcos’ least understood poetic acts. The Zapatistas refused to permit any mainstream or corporate media to attend the event, which left only a small number of independent, free and autonomous journalists at the commemoration. The result was that outlets such as BBC quickly announced that Marcos was “stepping down” due to “‘internal changes’ within the 20-year-old, far-left guerrilla group.” Yet, as is often the case with the Zapatistas, the complexities of the movement and its vision are far removed from the way it appears in the corporate press. “If anyone else is interested in knowing what happened
Holograms The main square of La Realidad, one of the five Zapatistas’ autonomous and self-governed regions known as caracoles, began filling up quickly on the morning of the May 24 as more than 2,000 people from the Zapatista grassroots communities arrived. These participants of the movement who live in the autonomous Zapatista municipalities are known as the bases de apoyo, which means “bases of support.” Another approximately one thousand people from across Mexico arrived in solidarity caravans to hug the family of Galeano, a Zaptista who was recently murdered by members of the Independent Center for Agricultural Workers and Historic Peasants, which is a group of paramilitary forces in this area of Chiapas. The day was far from a traditional commemoration for a murdered comrade. Instead, the Zapatistas insisted that they did not come to bury Galeano, but rather to unearth and give life to him for all of the paramilitary attacks he received, for being a teacher in the zone, and for being a candidate to the Council of Good Government, known as the Junta de Buen Gobierno, for 2014 to 2018. He was also a guardian during the Zapatista Little School. Around midday, Subcomandante Insurgente Marcos arrived on a horse, wearing an eye patch on his right eye, like all the Zapatista insurgents and commanders that day. (This, I couldn’t help think, must be to see the world from the left.) As Marcos explained, his whole spokesperson character had been a performance, which he characterized as “a terrible and marvelous magic trick.” In Marcos mind, this character was an elaborate act of creative resistance. “Indigenous wis-

y soft wool, tailored Jaeger dress was fresh from London’s New Year sales. I had lots of business cards to give away, and a mental list of what I wanted from the meeting. But as the taxi pulled up on Manhattan’s swanky Park Avenue I had little time to consider my surroundings - except for the vivid primary colours of the mural on the wall that greeted me as I stepped out of the elevator, directly into a large reception room. Diego Rivera? I didn’t ask. I was there for other reasons. My host, a senior British diplomat, had organised a lunch for me to meet with representatives from the G77 group of ‘developing’ countries. After his Filipino husband-and-wife team of domestic servants had placed a plate of cucumber soup in front of every guest, our host asked me to speak about the importance of something I was working on in 1999 for the UK Department of International Development (DFID) called the “global social policy principles:” labour, health and education standards that all governments would be encouraged to implement, and the World Bank to respect, when negotiating credit agreements with borrower countries. To make the principles legitimate and not just another donor imposition, they required the agreement of the G77 at the UN General Assembly in New York. “Globalisation,” I said, “is generating great wealth. This could be used to massively reduce poverty worldwide and to reduce global inequality. Latest estimates suggest that the world’s richest 225 people have a combined wealth equal to the annual income of the poorest 47 per cent of the world’s people.” My fellow diners slurped their soup and clanked their spoons. “The question for all of us is what is to be done to manage this new era in a way which reduces these glaring inequalities and helps to lift millions of people out of poverty.” Born in Britain to radical parents who were founding members of the Movement for Colonial Freedom, I had inherited their commitment to transformative social justice. That commitment shaped my work as an international development practitioner, and the social policy principles seemed a step in the right direction. By this time the Filipinos had quietly taken away my untouched soup and replaced it with a plate of congealing roast beef. Conscious of my audience, I stressed:
Justice, not vengeance The day was also an opportunity for Subcomandante Insurgente Moisés, who became the group’s new spokesperson in 2013, to brief the community about the ongoing attacks by paramilitaries and the progress being made in the investigation of Galeano’s assassination. Moisés told the crowd that a woman “hit him with a machete across the mouth” and another woman “dragged the body” of the murdered Zapatista. Despite the violence, Moisés also reiterated the movement’s decision to respond to this violence by asking for justice, without vengeance or deaths. “As warriors, we understand that we will die either due to sickness or in this war,” said Moisés. “But they will never be able to destroy our autonomy or our struggle for freedom… We will use our anger against the capitalist system.” Moisés warned the crowd that the Zapatistas anticipate further government-sponsored violence. “We have to prepare to defend ourselves because this will not be the last paramilitary attack,” said Moisés, who explained that the assaults would likely come from paramilitaries belonging to Manuel Velasco Coello, the conservative Green Party governor of the state of Chiapas, and “the ultimate paramilitary” President Enrique Peña Nieto. “In light of this plan,” Moisés warned, “we should resist provocations from organizations controlled by those bad governments … and those who sate their ambitions accepting large quantities of money.” Despite the threat, Marcos’ final communiqué also spoke to the group’s decision to pour energy into creation, rather than destruction. “Rather than dedicating ourselves to training guerrillas, soldiers and squadrons, we developed education and health promoters, who went about building the foundations of autonomy that today amaze the world,” he said. “Instead of constructing barracks, improving our weapons, and building walls and trenches, we built schools, hospitals and health centers; improving our living conditions. We chose to construct life. All this in the midst of a war that was no less lethal because it was silent.” The final act By the time night fell amidst the rain, Marcos executed his biggest trick of all: the disappearing act. “The United Kingdom sees the social policy principles as an important guide to helping poor people realise their economic and social rights. We definitely do not see this as the imposition of conditions.” But that was exactly how my listeners saw it. In November 1999, the World Trade talks in Seattle broke up in disarray. ‘Developing’ countries objected to a rich-nation cabal that planned to impose onerous labour standards on them while continuing to subsidize their own noncompetitive agriculture and industries. Yet my inner sense of purpose deluded me into believing that all would be well. With sufficient force and demonstrations of good will, everyone would be convinced that the principles made sense. Some months later the conversation moved to a country house in upstate New York donated by the Rockefellers for informal, off-the-record UN negotiations. It was midnight, and the conversation was not going well. A friendly Arab diplomat poured himself another glass of Jim Beam from the well-stocked bar and turned smilingly to me where I sat by a blazing log fire, nursing my own glass and staring miserably into the flames. “It’s not that I don’t trust you, Rosalind,” he said. “You are honest and truly believe that your proposal will make a better world. But” - putting down his glass to emphasize the point - “I, my country, and the G77 don’t trust who you work for. And it is with them we would have to make the deal. I am sorry for you, you mean well.” I trudged off to my room. The deal was dead. That night, I learned why good personal relationships are necessary but not sufficient to change the history that defines who I am in the eyes of others. I saw myself as a radical challenger to the status quo, but to them I was nothing of the kind, just one more enthusiastic do-gooder naively promoting a neo-colonial agenda. Through the failure of international negotiations about global social policy principles, I learned the importance of discovering, and responding to, others’ perceptions of my own professional identity. The following year I moved to head the DFID office in Bo-
livia, and learned the same lesson in a very different context. I was excited about the opportunities that Bolivia offered to reduce poverty and social exclusion. Like many other donors, DFID was cutting back on projects that delivered health, education, water and roads to local communities, in favour of putting money into the government’s central budget instead. I was convinced this would encourage Bolivians to hold their own institutions accountable for the delivery of services that the state should provide, not donor agencies. But I was wrong. Local people expressed reservations and suspicion of DFID’s motives. I was shocked when a Bolivian development professional said to me: “You may think that we see DFID as working for social justice and poverty reduction. I appreciate that’s what you think, but we know DFID as a donor that for years and years has financed rich farmers to exploit the poor.” Meanwhile, when visiting the countryside, I sought to convince villagers of the political advantages of budget support over local projects. In the Gran Chaco region, I even found a blackboard to sketch out for a puzzled Guarani community how this kind of support would empower them to claim their rights as Indigenous people. But like many before me, I was telling them what I thought was good for them. On another occasion, Hilarion, the DFID office driver who had watched my efforts among the Guarani, took me to a village in the foothills of the Andes. A local contact had arranged for us to meet community leaders. On either side of the road, I spotted the bright red berries of the coffee bushes. The harvest was due, and one of the things I wanted to discuss was the price that farmers hoped to get for their crop. There was a distant sound of hymn singing from the local Protestant church, a tin shack on the village outskirts. We went into the school, our large bodies squashed into child-sized desks and chairs. Men and women drifted in. They had taken time from their weekly rest to
tell us what international aid should do for them. Hilarion was translating from Aymara into Spanish. “The long and the short of it,” said the chairman of the village development committee, “is that we used to see some benefits from aid money - a water scheme or a road. Now that you foolish donors are giving all your money to the politicians (Hilarion sniggered) it disappears into their pockets and we see none of it. Are you from cloud cuckoo land?” Was I foolish or hypocritical, or both? My enthusiasm for making a better world blinded me to realities that interfered with my transformative vision. It also stopped me reflecting on how others might see me as a representative of a sanctimonious British government that ignored rather than acknowledged its imperial past. I learned that trust-based personal relationships can’t wipe geopolitical memories away. Nevertheless, my relations with Bolivians who were willing to teach me gradually helped me to appreciate the importance of “reflexive practice” - a deliberate process of becoming unsettled about what is ‘normal’ - and of acknowledging that there are many concurrent ‘realities.’ Reflexivity helped me to appreciate that the ways in which I understand and act in the world are always shaped by the interplay of history, power and human relationships. This recognition matters as much for organisations as it does for individuals. And, as I discovered when re-visiting the United Nations in 2012 to research the rise of new donors like China and Brazil, it’s a practice that the British government finds very hard to learn when its influence is challenged. Giving up the historical baggage of empire in order to develop equal relationships with other countries is still a distant prospect. What to do? A good start would be for Britain to give up its seat on the UN Security Council. That’s not because the UK won’t at some point be able to pay for the swanky Park Avenue apartments and high profile entertaining that accompanies the desire to throw your weight around in the international arena. Rather, it’s because the UK government will eventually recognize that behaving as an agenda-setting ‘world power’ actually undermines its efforts to help make a better world. That task is a team game or it is nothing, so it’s time we all became team players.

n activist lawyer heroically risks everything for his beliefs. Although he fails, his brave stand against authoritarianism wins him lasting admiration and changes the fate of his East Asian nation forever. The plot may sound seditious in mainland China, a country known for treating its activist lawyers shabbily. But it's actually the story of Roh Moo-hyun, former rights lawyer and president of South Korea, who committed suicide in May 2009. A Korean movie about Roh called The Attorney has not only topped the Korean box office shortly after opening December 2013 (and went on to become one of the most popular movies in the country's history) but has found a sympathetic audience among Chinese not quite ready to give up the ghost of idealism. It has been a rough year for supporters of Chinese rights lawyers. Most notably, on Jan. 22 Beijing authorities sentenced lawyer Xu Zhiyong to four years in prison for "assembling a crowd to disrupt order in a public space." On June 13, after detaining law firm partner and noted defense lawyer Pu Zhiqiang for weeks, Beijing announced Pu's formal arrest on charges of "picking quarrels and provoking trouble" and "illegally obtaining the personal information of citizens." Xu's putative crime was organizing to advocate for educational quality and the disclosure of officials' personal assets, while Pu was attending a seminar to discuss the June 1989 crackdown on pro-democracy protesters at Tiananmen Square in central Beijing. The Attorney -- which has not been screened in mainland theaters but is available on video sites there, where censorship is lighter -- says nothing about Chinese power politics. Its plot is based on the so-called Burim Case. It occurred during the rule of Korean military strongman Chun Doo-hwan, and refers to 22 university students who were arrested and then, after being tortured, tried for forming a seditious book club. Roh left his cushy law job to defend the students during their 1981 trial. Roh lost that case, but it provided a launching pad for his political career beginning in 1988, culminating with a five-year stint as president of South Korea. It's hard not to see parallels between Roh -- who passed the Korean bar in 1975 while studying in a dirt hut he built with his own hands -- and China's 21st century defense lawyers, a tightly-knit group of selfstyled "diehards" known for their pride and seeming fearlessness in the face of official retaliation. On China's censored web, the movie appeals in part because issues like democracy and activism in Korean history have strong parallels to China but are safer to discuss. Starting on March 2014, users of Douban, a movie and literature review site popular among young Chinese intellectuals, began discussing the film in earnest, many honing in on issues of democracy and activism and taking implicit jabs at Chinese authorities. One user called the erstwhile Korean regime's tactics "child's play" compared to the "party that shall not be named," i.e., the ruling Communist Party. The user noted Korean authorities, even under military rule, "allowed arguments in court, the defendant had his own lawyer, and foreign media were allowed to report from inside the courtroom." (Chinese authorities have not been so forthcoming -- at Xu's January trial, journalists were manhandled outside the courtroom and Xu was not permitted to call a single witness.) Given this backdrop, it's not entirely surprising that many Douban commenters asserted the quality of The Attorney didn't matter, although the site provides tools to rate films. One was simply impressed "that Koreans can shoot this film and watch it without being stymied by a review process or censorship," or "an invisible hand choking you." Chinese filmmakers, by contrast, need to find "the courage to paint on a larger canvass," even in the face of official censorship. At least one actor appears to agree. On May 6 -- just a day after Pu was detained -- The Attorney received mainstream cred in China when actress Zhang Ziyi, famous for her martial arts movies (and not for her social activism), took to Weibo, China's massive microblogging platform, to praise the film. She wrote to her 20 million-plus followers that the tale of "a lawyer who seeks democracy, rule of law, and justice, and is willing to fight for reason and truth" is "deeply admirable." That comment was shared over 16,000 times, high even for Zhang's account. In response, a well known (pseudonymous) liberal Weibo user who calls himself "pretending to be in New York" wrote that the movie brought audiences in Korea to tears because it "touched historical wounds." By contrast, particularly in the month leading up to the Tiananmen anniversary, Chinese authorities were careful to ban virtually all grassroots discussion of the incident. This explains why one commenter wrote, "only Koreans dare to shoot a film like this." But the parallels were too hard to ignore: as another Weibo user wrote, "It seems that every nation's path towards democracy, rule of law, fairness, and justice is full of stumbling blocks and thorny impediments." The solution: "love and hope, and even more than that, courage and determination." Commentary on the movie continues on Weibo. On June 19, one user opined that Roh sacrificed so that the country's children would "not have to live in an absurd era." It was a principle the user said she would remember, "even if the soil under my feet hasn't changed when I am old." Another wrote on June 20 that the film formed a "gigantic, farcical contrast" with reality. (The user claims to be from Yantai, one of the closest major Chinese cities to the Korean capital of Seoul). But even netizens keen to the film's somewhat heterodox implications in a Chinese context stopped short of calling for change. "Chinese living standards need to rise by a factor of three before our middle class can make revolution," one Douban author argued. "It's not time."

Modi govt: Challenges mount after fresh beginning
neW DelhI, June 25 (IanS): It has been an energetic start to the new government but challenges are already beginning to show. Prime Minister Narendra Modi has led the efforts to streamline governance by pitching for speedy decision-making in his first month in office and taken the first of “tough” measures as his government tries to revive a sluggish economy and nudge some Congress appointees to quit gubernatorial offices. Modi, 63, has sought to live up to his avowed goal of “minimum government, maximum governance” by seeking to change the official work culture and style of governance. The first month saw decisions that marked a departure from the past - the PMO becoming the nerve-centre of governance, the “group of ministers” mechanism of the previous UPA government disbanded, and Modi keeping “all important policy issues” in his remit. But the moves that earned Modi positive media coverage were shadowed by challenges including the kidnapping of Indians in Iraq, rise in inflation and predictions of a deficient monsoon. The government, in its first month, also effected an unpopular decision of hiking rail passenger fares by a steep 14 percent even as it prepared to present its first fiscal budget July 10. neW DelhI, June 25 (IanS): Myanmar is likely to receive a lot of attention from India’s new government, in the form of cross-border bus services linking it to the landlocked northeast and better air connectivity, as New Delhi seeks to ramp up ties with its strategically important eastern neighbour that is seen as a bridge between South Asia and Southeast Asia. Myanmar shares a 1,643-km land border with India, touching the states of Arunachal Pradesh, Nagaland, Manipur and Mizoram. It is thus strategically positioned as the gateway for India to other Southeast Asian nations “A bus service from Imphal (Manipur) to Mandalay (Myanmar) has been under discussion for some time. It is set to start in around two months,” a senior official, requesting anonymity, told IANS. “The bus service would provide a breakthrough in people-topeople connectivity between India and Myanmar,” said the official. India is also planning to scale up its air services connectivity with Myanmar. Presently Air India runs a tri-weekly service to would follow. “Some more measures will be taken which may not be so popular but will be in national interest,” BJP vice president Mukhtar Abbas Naqvi told IANS. “The UPA left the economy in shambles, so there will be some decisions which will not be very popular,” he said. India and Myanmar had inked an agreement for enhanced air connectivity during the 2012 visit of former Prime Minister Manmohan Singh to capital Nay Pyi Taw. “We are examining the feasibility of allowing private Indian players to fly to Myanmar, like Jet Airways,” the official added. The Buddhist circuit could also become an important link in the air connectivity, with services from Yangon to New Delhi and then on to Bodh Gaya in Bihar, Buddhism’s holiest site where Gautam Buddha is said to have attained enlightenment more than 2,500 years ago. “The service could link Delhi, Bodh Gaya, Mumbai and Yangon. A tri-weekly flight service is under active consideration,” the official told IANS. Though the detailed agenda is yet to be finalized, sources said issues like hoarding and black marketeering will be the focal points. It will also discuss the impact of deficient Monsoon, as has been the trend so far this year, on food prices. The meeting, to be chaired by finance minister Arun Jaitley, will also be attended by food and consumer affairs minister Ram Vilas Paswan. “The meeting is being called to tackle food inflation. Despite maximum measures in place by the Central government, the issue cannot be addressed until state governments be-
come partners,” a government official said. The Centre has been singling out hoarding as the main reason for creating artificial crisis pushing prices of essential commodities. neW DelhI, June 25 (IanS): Rapid economic growth has engineered employment in India but also led to deteriorated working conditions in many sectors, especially manufacturing, an expert said at a conference here Wednesday. Speaking at “Dialogues on the India Exclusion Report-2014”, Ravi Srivastava, a professor in the Centre for the Study of Regional Development in Jawaharlal Nehru University, elaborated how the rapid economic boom (2003-2014) generated employment in the country, but necessarily didn’t offer a better work atmosphere. “More employment doesn’t mean better employment,” said Srivastava who was speaking on the topic “Exclusion from Decent Work in Labour Markets”. “The work has to be decent, and by decent I just don’t mean better remuneration. It also comprises of working hours and rights at work. So, in this period of higher growth, one has seen dramatic rise in the deteriorating working conditions for people, especially labourers,” he added. Srivastava, whose areas of interest include labour and migration, pointed out how agricultural employment in the country has declined because of globalisation and non-agriculture employment increased by 3 to 4 percent. “There is no doubt that permanent employment grew at a steady rate compared to casual work. But the conditions have become extremely bad,” he said.

Even in neighbouring Haryana, the rural youth have started going to Iraq and other countries. Nearly 200 men from Haryana are stuck in Iraq now. A majority of them are from Yamunanagar, Kurukshetra and Ambala districts. Most youths and men who seek to go to the Gulf and West Asia are semi-skilled workers.
Some lack even basic qualification or training. But typical of the community, they are willing to work hard and risk going there untrained and picking up just about any paying job. “There is so much joblessness in Punjab and the government only keeps making promises. Many youths have fallen prey to drug abuse. There is no hope here. That is why people are ready to go to even places like Iraq. At least a job and good money is assured there,” Parminder Singh of Hoshiarpur in Punjab who returned two weeks ago from Iraq told IANS. Parminder Singh, who worked with a wire making company in Sulaymaniyah (Kurd region), says he was lucky as he was able to convince his employer to pay him money and release his passport. “Others are not so lucky. Hundreds of youths, not only from Punjab but other countries too, are stranded there. The employers don’t want to release their money and pass-
ports as they are worried that the workers will not return,” he pointed out. Parminder Singh was taken to Iraq with the promise of a securityrelated job in a hotel with a monthly salary of $400. “I was made to do odd, menial jobs. Once you are there, you are trapped. There is no going back.” Those going to Iraq end up being drivers, crane and dumper operators, masons, plumber, fitters and carpenters. “Most are hired by construction companies and factories supplying material for construction,” Karamjit Singh, who is still in Tikrit in Iraq, told IANS. “A young man in the Gulf gets Rs.15,000-30,000. They cannot hope of earning that kind of money here,” he added. While some companies offer food and lodging, others make life hell for the workers. “There are nearly 200 Indians working in our company ILCI in Karbala. We are all holed up here,” Manjit Singh of village Kalra near Adampur, 20 km from Hoshiarpur, told his
family members. Balwinder Singh of Fatehgarh Sahib said they were waiting for help to take them out of Mosul town. “Many men suffer as they are made to sleep in corridors and even washrooms. The conditions are miserable. The heat is unbearable,” said Raj Kumar of Garhshankar area. Tilak Raj, who was taken hostage in 2004, told IANS that the militants were unlikely to harm Indian nationals in captivity. “They (militants) used to tell us that their fight is against the US. They told us that if our ransom was not paid by our company, they would make us fight with them. Ultimately, our company paid a ransom of Rs.500 crore for all the hostages,” said Tilak Raj, who has never thought of going back. The lucky ones who have returned to India say thousands could be trapped inside Iraq. No onehasafirmestimateofthenumbers. Some may have been held hostage by the militants. For most,
seeking help from the Indian embassy in Baghdad is a big deal. “The travel agents based in Punjab get labour requirement demand from Middle East countries including Iraq. While rates for going to countries like Saudi Arabia, the UAE and Kuwait are high, those who can’t afford much for the immigration opt for Iraq,” Sushil Ahuja, who is with the immigration trade, told IANS. In the 1970s and 80s, engineers, managers and other white-collared professionals used to go to Iraq as they were in demand for various infrastructure projects and assignments being undertaken by Indian companies, both in the private and public sector. “Life was very different then. For Indians, Iraq used to be like any Western country. The returns were also quite good. But I understand that now people go only for small jobs,” said Kulwant Singh, whose father served as an engineer in Iraq over four decades ago.

Russia annuls sanction for use of force in Ukraine
MOSCOW, June 25 (AP): On Russian President Vladimir Putin’s demand, the upper house of the Russian parliament on Wednesday canceled a resolution allowing the use of military in Ukraine, a move intended to show Moscow’s eagerness to de-escalate tensions and avoid a new round of Western sanctions. Putin had said his request, made a day earlier, was intended to help support the peace process in Ukraine, which began Friday with a weeklong cease-fire. Putin needs to show his support for Ukrainian President Petro Poroshenko’s peace plan ahead of Friday’s European Union summit to avoid further Western sanctions. The EU has warned it could introduce new sanctions that would target entire sectors of the Russian economy if Moscow fails to help de-escalate the crisis. The vote came as NATO foreign ministers gathered in Brussels, warning that more sanctions were possible and considering ways to bolster Ukraine’s military. German Chancellor Angela Merkel told lawmakers Wednesday that Putin’s move to rescind the permission for using military force in Ukraine was an “important psychological point,” but that progress toward a solution remains slow and EU is still prepared to increase sanctions. Merkel, who was set to have a phone call with Putin, French President Francois Hollande and Poroshenko later in the day, said the EU will do everything possible to help find a diplomatic resolution, but added that “if nothing else helps, sanctions could return to the daily agenda, and this time at the third level.” Two previous rounds of U.S. and EU sanctions imposed asset freezes and travel bans on members of Putin’s inner circle over Russia’s annexation of Crimea. The next round, which would impose penalties for entire sectors of the Russian economy, could be far more crippling. Maintaining pressure on the Kremlin, NATO’s secretary general said Wednesday there are “no signs” Russia is respecting its commitments over Ukraine. Speaking after a meeting of the NATO-Ukraine Council in Brussels, Ukrainian Foreign Minister Pavlo Klimkin hailed the Russian parliament’s vote as a “positive step,” but urged Moscow to also stem the flow of militants and weapons across the border. “It has to be stopped in order to enable further effective de-escalation of the situation,” he said. Ukraine and the West have accused Russia of supporting the rebellion with
troops and weapons, but Moscow has denied that. The cease-fire has been repeatedly broken by sporadic clashes, and it was violated again Tuesday when rebels used a shoulder-fired missile to down a Ukrainian military helicopter, killing nine servicemen. The attack, which came a day after the rebels pledged to respect the ceasefire, prompted Poroshenko to warn that he may end the truce ahead of time. Putin’s March 1 request to parliament for authority to use the military in Ukraine came days after Ukraine’s pro-Russian president was chased from power following months of street protests. Russia sent troops that quickly overran Ukraine’s Black Sea peninsula of Crimea, setting the stage for Russia to annex it after a hastily called referendum. NATO has already suspended all practical cooperation with Russia over Moscow’s annexation of Ukraine’s Crimea region though it has kept open highlevel political contacts. “I regret to say that we see no signs that Russia is respecting its international commitments,” NATO Secretary-General Anders Fogh Rasmussen told reporters during a meeting of alliance foreign ministers in Brussels. “So today we will review our relations with Russia and decide what to do next,” he said, without specifying how Moscow’s actions had fallen short. British Foreign Secretary William Hague, arriving for the NATO meeting, warned that support for tougher EU sanctions would grow unless Russia acted to defuse violence in eastern Ukraine and to support a peace plan put forward by Ukrainian President Petro Poroshenko. EU leaders may discuss imposing tough economic sanctions on Russia at a Brussels summit on Friday if they do not see Russian action to support Poroshenko’s proposals. Iraqi PM calls on politicians to unite Myanmar reduces penalties in public protest law BAGHDAD, June 25 (AP): Iraq’s Shiite prime minister on Wednesday called on his nation’s political blocs to close ranks in the face of a growing threat by Sunni militants who have blitzed through the country’s west and north, but he gave no concrete promise of greater political inclusiveness for minority Sunnis. U.S. officials have pressed for the next Iraqi government to be more inclusive, seeking to draw Sunni support away from militants who this month swept over much of the country’s north and west. In his weekly address to the nation, Nouri al-Maliki gave only a vague call for “all political forces to reconcile” with the principles of Iraq’s constitutional democracy. He rejected forming a “national salvation” government, which he said would go against the results of parliamentary elections held on April 30. Al-Maliki’s coalition, the State of the Law, won the most seats in that vote — 92 of the 328-seat chamber. In office since 2006, alMaliki needs the support of a simple majority in the chamber to hold on to the job. “We desperately need to take a comprehensive national stand to defeat terrorism, which is seeking to destroy our gains of democracy and
freedom, set our differences aside and join efforts,” said al-Maliki. “The danger facing Iraq requires all political groups to reconcile on the basis and principles of our constitutional democracy.” Al-Maliki’s government is struggling to repel advances led by militants of the Islamic State of Iraq and the Levant, a well-trained and mobile force thought to have some 10,000 fighters and allies inside Iraq. Also Wednesday, Sunni militants launched a dawn raid on a key Iraqi oil refinery they have been trying to take for days but were repelled by security forces, said Col. Ali al-Quraishi, the commander of the Iraqi forces on the scene. Meanwhile, dozens of newly arrived U.S. military advisers and special operations forces began assessing the Iraqi forces in an effort to strengthen Baghdad’s ability to confront the insurgency. President Barack Obama last week announced he would send as many as 300 advisers into Iraq to advise Iraqi security forces. U.S. Navy Rear Adm. John Kirby said the American advisers already in Baghdad included two teams of special forces and about 90 advisers, intelligence analysts, commandos and support personnel needed to set up a joint operations center in the Iraqi

Iraqi officials have said the U.S. advisers were expected to focus on the better units the Americans had closely worked with before pulling out. YAnGOn, June 25 (AP): Myanmar’s parliament has reduced the prison terms for violating a law that requires people to obtain permission for public protests, state media reported Wednesday. Under changes to the “Peaceful Assembly Law” the maximum penalty for those who cause unrest was halved to one year in prison, while the penalty for those who fail to seek permission for protesting was halved to six months. The amended version still requires people to seek permission for public protests but it eliminated a clause from the original law saying that “authorities can reject the permission,” implying that protests will be allowed as long as they are peaceful. Prayer can bring unity amid diversity WASHinGtOn, June 25 (iAnS): Does praying together foster a sense of unity among people from diverse religious and cultural backgrounds? Yes, asserts a new study. As our societies grow more diverse than ever, organisations from Fortune 500 companies list to political parties, both are scrambling to keep pace. But in doing so, they face the challenge of uniting people from very different backgrounds in a single purpose. The study, led by University of Connecticut sociologist Ruth Braunstein, finds that interfaith group prayers serve as a “bridging cultural practice” in multi-faith community organisations. “The prayer practices we observed appear to play a crucial role in binding participants together across significant racial and socio-economic differences,” Braunstein said. “They do this by being inclusive of multiple faith traditions, celebrating the diversity of the group and encouraging individuals to interact with each
other,” Braunstein noted. These groups organise primarily through religious congregations in an effort to build civic coalitions that address a variety of issues, from healthcare access to crime. Such groups tend to be both racially and socio-economically diverse. Obviously, group prayer is not going to work for every organisation. However, the kinds of “bridging” practices identified by Braunstein and her fellow researchers don’t have to be faith-based to be valuable. The researchers suggest that sharing meals, playing sports or reading literature together could be similarly valuable to different types of organisations seeking to realise the benefits of member diversity. “Organisations tend to be more effective when they engage, rather than avoid, the varied backgrounds represented among their members,” said co-author Brad R. Fulton from Duke University in the US. The study was published online in the journal American Sociological Review.

New look India team aim for Colombia positive start of England tour tops group
LEICEsTER, JUNE 25 (PTI): With an aim to bury the ghosts of a disastrous tour of 2011, a new-look Indian cricket team would be eyeing a positive start to their two-and-a-halfmonth long tour of England when they take on Leicestershire in a threeday practice game, starting here on Thursday. The visitors, led by skipper Mahendra Singh Dhoni, reached London last weekend ahead of what will be a gruelling tour, including five back-to-back Tests, five ODIs and one T20 International. India failed to register a single win in their last tour having lost the Test series 0-4, the five-match ODI series 0-3 and also the lone T20 International. India suffered the humiliation last time in 2011 despite being equipped with seasoned campaigners like Sachin Tendulkar, Rahul Dravid, VVS Laxman, Virender Sehwag, Gautam Gambhir and, of course, skipper Dhoni himself. But with all of them missing this time, the onus will be on youngsters like Virat Kohli and Cheteshwar Pujara to hold fort. Team India sneaked into the country almost unnoticed with most people either mesmerized by the ongoing FIFA World Cup
in Brazil despite England`s poor showing there, or preoccupied with their cricket team`s first-ever home series loss to Sri Lanka. England`s series loss to Sri Lanka bodes well for Dhoni and his young squad and the hosts will be low on confidence going into the series. While the usual noise accompanying an Indian team is missing, this team will not be devoid of eyeballs once they take the field against Leicestershire tomorrow. The bigger comparison to the previous tour though lies in this well-planned run-in to the first Test at Nottingham on July 9. Not only do they practice here, but the Indians will also play Derbyshire in another three-day practice match (July 1-3) before finally heading to Trent Bridge. That means India will spend a fortnight in England before they turn their attention to the first Test. Additionally, a majority players of this squad have been give time off after IPL 7 and they will be well rested after a long season that included tours to South Africa and New Zealand. Inspired by a brilliant cameo performance off the bench from James Rodriguez, the Colombians completed a near-perfect group-stage campaign with a 4-1 win over Japan on Tuesday that eliminated the Asian champions from the tournament. RIO DE JANEIRO, JUNE 25 (AP): FIFA has officially charged Uruguay's Luis Suarez with biting Italy defender Giorgio Chiellini in the teams' World Cup match, a process that could lead to a suspension for Uruguay's best offensive player. FIFA announced early Wednesday that its disciplinary committee has opened proceedings against Suarez, just hours after the end of Tuesday's match. If the panel finds Suarez guilty of assaulting an opponent, FIFA rules call for a ban of at least two matches up to a maximum of 24 months. FIFA asked the team to present evidence, which can include video recordings, by 5 p.m. local time (2000 GMT) Wednesday. ctor Eli Wallach, who starred as the fast talking Mexican bandit Tuco in Clint Eastwood classic ‘Good, the Bad and the Ugly’, has died. He was 98. The character actor played the role of ‘The Ugly’ while Eastwood and Lee Van Cleef were ‘Good’ and ‘The Bad’ in the 1966 Italian Spaghetti Western film, directed by Sergio Leone. Wallach, who was born on December 7, 1915, to Polish immigrants, made his movie debut as a cotton-gin owner trying to seduce a virgin in Elia Kazan’s ‘Baby Doll’ in 1956. The prolific actor died on Tuesday, his daughter Katherine told The New York Times. Actor Preity Zinta on Tuesday recorded her statement before the Mumbai police, giving details of her alleged molestation and intimidation at the hands of her former boyfriend Ness Wadia on May 30. She named 14 people who she claims witnessed the incidents of abuse at Wankhede stadium, police sources said. Among them is the minor son of a recently retired star cricketer. Other witnesses include staff members of the IPL Team Kings XI Punjab which she co-owned with Mr. Wadia. Narrating the sequence of events, the actor told the police that Mr. Wadia was abusing the team staff over ticket distribution when she was seated below the air-conditioned box in the Garware Pavilion. She asked him to calm down as their team was winning. However, she alleged that Mr. Wadia abused her and even molested her by grabbing her arm. A foreign national who is related to a team member had to intervene to calm the situation, she told the police. The foreign
national threatened to hit Mr.Wadia if he continued to misbehave with her, Ms. Zinta claimed. Ms. Zinta says she then changed her seat and sat next to her friend Danish Merchant in the non-airconditioned row located below near the railing. She identified this as the second location where she was verbally abused by Mr. Wadia. She said he abused her for the third time on the ground in front of her team members. While the actor was able to identify the exact spot, she was not able to
pinpoint the team members who witnessed the incident, a senior police officer told The Hindu. "We don't have any doubts that this has happened because it's Suarez and secondly because Italy was eliminated," said Uruguay FA board member Alejandro Balbi, who is also Suarez's lawyer. "There's a lot of pressure from England and Italy," Balbi told local Uruguayan radio. "We're polishing off a defence argument. We may also opt for a live testimony by Suarez in front of the FIFA disciplinary committee."
