DIMAPUR, AUGUST 26 (MExN): The GPRN/NSCN has expressed shock over the “abduction” of one of its functionary, Veripa Chakesang from Toulazou village by the NSCN (IM) on August 22 at around 3:00 pm “for reason best known to the abductors, especially at this crucial juncture when the Naga reconciliation process is moving ahead with strong determination under the banner of FNR.” A press note from the MIP said that “before he was forcefully taken away, it is learned that the NSCN (IM) boys physically tortured him on the spot right after his arrest, as per eyewitness account.” The GPRN/ NSCN has strongly condemned “such cowardly acts of kidnapping despite the request and wish of the Naga people longing for peace and reconciliation.” The GPRN/NSCN further urged the higher-up authorities of the NSCN (IM) to release its functionary at the earliest.

DIMAPUR, AUGUST 26 (MExN): Parliamentary Secretaries, R Tohanba and Keajong Chang have expressed shock to learn that the motor convoy of Parliamentary Secretary, for Excise, Eco and Statistics, T Torechu was “frisked” by unidentified persons near Kiphire town on three different locations. In a press release appended by R Tohanba and Keajong Chang, the Parliamentary Secretaries stated that such acts of “targeting innocent leaders” in the state should not be done. They further condemned the act and urged upon law enforcing agencies to book the persons involved as per the law of the land.

Government college teachers from all districts of Nagaland went on a pendown strike today to express dissatisfaction with the government’s delay in releasing their pending arrears from January 2006 to March 2010 as per the 6th Revision of Pay. The strike, held under the aegis of the All Nagaland Government College Teachers’ Association (ANGCTA), was successfully and peacefully implemented. “We cooperated with the ANGCTA, and our students’ union gave us full moral support—even our students stayed in college with us throughout the day,” informed President of the Peren Government College Teachers’ Association. In Mon the pen-down strike was executed too. “Disrupting normal classes disturbs the students as well but they understand that this time it is because of the government,” explained a government college teacher from Mon’s Wangkhao Government College. Most of the government colleges had their students come in for their regular classes, when they were informed about the second phase of the teachers’ agitation. The first phase was a mass casual leave on August 22. “A student asked me over the phone if it is a

DIMAPUR, AUGUST 26 (MExN): The Governor of Nagaland, through Chief Secretary Alemtemshi Jamir, has announced the “release of arrears of pay of Government college teachers from 01.01.2006 to 31.03.2010 consequent upon the implementation of the revised UGC Pay Scheme under the UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2010” in two manners. As per the notification published August 26, one would be the “payment of arrears in cash to those holiday today,” said a lecturer from Fazl Ali College, Mokokchung, where the strike was also implemented. “I could not have explained our action today over the phone—it involves teachers, colleges and the government. They had to come to the classroom to see that in effect,” he asserted. In Kiphire’s Zisaji Presidency College, the students came, observed and left in a few hours. The teachers stayed. Since a pen-down strike meant going to the college but not taking classes, teachers stuck to the ANGCTA’s guidelines on the same, and stayed in college for full working hours, as

Most of the hours were consumed by teachers sitting in common rooms, catching up on the agitation thus far, or discussing further course of action, as in Zunheboto Government College where teachers took time out to keep track of the agitation in other districts. At Dimapur Government College, voices that sounded the “discrimination and injustice” of the state government by treating higher education teachers as mere “government servants” could be heard
loud and clear. Teachers across the districts, however, remained heavy hearted, moved to guilt by having students miss their classes. In unison, through many strands, the teachers said that the agitation is their last recourse. “We are neither against the government nor do we want to tarnish the image of the government, but we are only asking the government to give to us what is ours,” stated teachers of Mount Tiyi College, Wokha, who got “whole-hearted” support from their students, whose lost classes the teachers have promised to compensate. Stark in its silence was the voice of the Kohima Science College Teachers Association (KSCTA) in the agitation that decided to opt out since they decided to “wait for response of the State Government” instead. At a meeting held on August 24, 13 of the 14 units of the ANGCTA voted to go ahead with the second phase of the agitation, while teachers from KSCTA, also the office bearers of ANGCTA, decided to opt out of the agitation. The news of this, as well as the resignation of the ANGCTA’s office bearers, was delivered to the 13 other units through the media. Members of the KSCTA admitted that their situation in Kohima (as well as of being senior functionaries of ANGCTA) compelled them to take such an action. It however asserted that there is no split in the Association, only a difference in “modus operandi.”
Negative feelings may break Ceasefire AR apprehends 14 NSCN cadres
KohIMA, AUGUST 26 (MExN): The NSCN (K) has said that “wrong calculation and negative feelings towards them by the Centre would force them to break the ceasefire signed in 2001”. Y. Wangtin Naga, a senior Kilonser and Supervisor of Ceasefire Supervisor Board of NSCN (K) said on Monday that the split of the NSCN (K) in June 2011 has brought more destruction to the NSCN (K) and violation of ceasefire agreement by the Centre. He said the Centre had “wrongly believed that the breakaway group led by Khole Konyak and N. Kitovi Zhimomi could resolve the long pending Naga political problem adding that much importance was accorded to the breakaway group which
had generated negative feelings toward the NSCN (K) by the Centre with the sole objective to weaken the outfit”. He said tactics employed by the Centre will never be fulfilled “as the NSCN (K) does not only hold the main key for the Naga people but for the whole of northeast”. He said, “We are for sovereignty of Nagaland and we represent the people” and urged the Centre “to restrain its activities which would be detrimental to the peace process”. Stating that the NSCN (K) has established a strong base in Myanmar after the truce there; Wangtin said that “it would not hesitate to break the truce with New Delhi if GoI try to push them to the wall”. “The fatherly status of NSCN (K) in the circle of north-
east people cannot be reduced by the Government of India through illegal means”, he asserted. He added that the outfit wanted “to maintain brotherhood relationship with the Centre and its security forces till resolution of Naga political problem” but warned that they would not allow illegal activities by the Centre, as it is also a party to the bilateral ceasefire. He stated that with “unlawful and clandestine illegal activities by the Centre, the NSCN (K) has developed a bitter feeling towards the Centre for the last couple of years and that it would not hesitate to break the truce”. Wangtin accused the Ministry of Home Affairs of backtracking from its commitments citing examples
when the cadres at Athibung designated camp were withdrawn to be camped at Kuthuro-Wungpho designated camp near Tuensang town and the MHA later “denotified the camp and the cadres were left at large with the camp”. “The NSCN (K) which signed ceasefire agreement with the GoI maintains transparency, faithfulness and honesty towards the Centre and therefore we want same reciprocation from New Delhi” Wangtin said. He insisted that in the larger interest of the Centre and the NSCN (K), all recently arrested cadres from Tuensang by security forces be released and that a designated camp be established at Kuthero-Wungpho to accommodate the cadres.
DIMAPUR, AUGUST 26 (MExN): Troops of 23 Assam Rifles along with two Nagaland Police personnel apprehended ten GPRN/NSCN cadres and four NSCN (K) cadres from Tuensang town on August 26. A press note from the PRO of IGAR (N) informed that eleven weapons, 337 rounds of ammunition, radio sets, tax collection receipts and Rs 1.66 lakh in fake currency were recovered. It added that the cadres were reportedly “planning to cause disturbance in the area in view of by-election to Noksen A/C scheduled on September 4.” The cadres were handed over to Tuensang police station. The note said that the GPRN/NSCN cadres were under Major Omnang Chang, Tuensang District Commander while the NSCN (K) cadres were under Imlongnukshi Chang, Chairman of the Chang region. The note said that the cadres were “involved in extortion, illegal tax
collection and recruitment of youth in Tuensang district.” The AR added that recovery of fake currency is “a matter of serious concern and needs to be further investigated.”
GPRN/NSCN clarifies
Meanwhile, the GPRN/NSCN has clarified that on August 24, they seized Rs 1.70 Lakh of fake currency from one Shoku Khiamniungan in Tuensang. The MIP informed that the seizure was made under the command of Major Omnang Chang and added that Shoku is now absconding. However, the MIP said that before the seizure could be publicized, the AR “raided” its District Commander’s house and took away the fake currency. It alleged that an additional Rs 1.20 lakh of genuine currency was also seized during the raid and added that the AR did not deposit the genuine currency with the police.

DimaPuR, august 26 (mExN): The NSCN (IM) today destroyed a huge consignment of assorted liquor seized in the recent past from various pockets and areas of the commercial hub Dimapur. The destruction of the seized liquor was carried out at the NSCN (IM) headquarter Camp Hebron, some 40 kms from Dimapur, in presence of NSCN (IM) functionaries, Dimapur District GBs Association, Naga Women Hoho Dimapur (NWHD) and media. According to NSCN (IM), the destruction included 1000 cases of beer, 700 cases rum, 1000 cases whisky, 600 cases wine, 400 cases can beer and 200 cases of breezer. Before the destruction, a brief programme was held where NSCN (I-M) Kilo kilonser (Home minister) TT Among said that despite Nagaland being declared a
dry state and government and numerous NGOs trying their best to curb the flow of liquor into the state, yet liquor still continues to pour into the state, especially the commercial hub Dimapur. Among said that through political will, positive changes can be achieved and that is why the NSCN (IM) had directed its administrative set up in Dimapur to initiate steps in order to check the overflow of liquor, and also in line with NSCN motto “Nagalim for Christ.” The kilo kiloser said that liquor is responsible for the rise in anti-social activities in society including rape and murder. President of Dimapur District GBs’ Association, Zhalipu, said that though Nagaland was declared a dry state in 1989, but liquor continues to flow. He also said liquor was the main
culprit behind broken families, extortion, rape, murder and kidnappings. The GBs association president lauded the NSCN (I-M)’s drive to cleanse the society of the evil effects of alcohol. Finance secretary of NWHD, Ruth Kent, in her address said that due to the menace of alcohol, Naga society has become fragmented and families shattered. Ruth said that in a situation where both husband and children drink, the wife or mother is “caught between the devil and deep blue sea.” She appealed to all and one to join hands together to rid the menace of alcohol. Earlier, NSCN (IM) central administrative officer, UT-1, Ape Venuh, said the anti-liquor drive was initiated as per the directive of the NSCN higher authority to cleanse the society of anti-social and immoral activities.

He said that decentralization of powers could create avenues for more economic opportunities to the people thereby many societal problems can be solved. Alemtenshi Jamir felt that centralization is confined only to some particular smaller area whereby it fails to cover the larger area of our State. She also informed that in pursuance of the guidelines and norms prescribed by the Supreme Court of India a committee has been in existence since 2000 in which Banuo said

She expressed that more complaints should not be expected to lodge because the committee is in existence as such but then the genuine complaints has to lodge for redressal. All the departments which have not contributed yet towards the relief fund of Uttarakhand are informed to submit the so collected one day salary of its employees as announced earlier by the government to the Relief & Rehabilitation Cell under Home Department before August 30, 2013. Sustainable Mountain Development Seminar is one of the agenda for AHODs/HODs meeting on which, the Chief Secretary informed that the seminar will be held in near future where he announced that all AHODs/HODs should attend the seminar positively. He asserted that it is all about climate change and its severity and that it is everyone’s concern to know all about the serious issues which is of global concern and that of sustainable development. In view of the ensuing 51-Noksen Bye-Election on September 4, 2013, the Government of Nagaland has directed that no transfer and posting should be made especially pertaining to Tuensang district according to the Home Commissioner Temjen Toy.

Kohima, august 26 (DiPR): Home Commissioner, Nagaland, Temjen Toy has notified that, in partial notification of earlier order, the Government of Nagaland hereby empowers all prohibition officers of related departments dealing with NDPS Control, i,e Department of Excise, Home (Police) and Health & Family Welfare (Drugs Control Cell) from the rank of Asstt. Sub-Inspector (ASI) and above or equivalent in rank in related departments to exercise all the powers mentioned in the said section 42(1) of the said Act, subject to general control and direction of the Government of Nagaland. The changes made in the notification shall come into force with immediate effect.

Assam CM directs to setup helpline for women Guwahati, auGust 26 (Pti): Assam Chief Minister Tarun Gogoi on Monday directed state Chief Secretary PP Varma to operationalise 181 helpline exclusively for women in distress. The Chief Minister in an order to the Chief Secretary asked him to instruct the state Home and Political Department to work out an action plan to operationalise the 181 helpline facility for women as it was in other states like Delhi. The Chief Minister directed that the helpline be operationalised in consultation with the Assam Police, Health and Family Welfare, Assam State Disaster Management Authority (ASDMA) and other line departments. Union Minister for Communications and Information Technology Kapil Sibal had written to the Chief Minister to start a helpline service for women in distress in the state.

imPhal, auGust 26 (Pti): A rifleman accidentally shot himself dead while cleaning his service rifle at Kairang area in Manipur's Imphal East district, police sources said on Monday. Sources said the 35-year-old Thokchom Yaiphaba of the 7th Manipur Rifles, a state force, accidentally shot himself dead at his house at Kairang village late Sunday evening, the sources said. Meanwhile, unidentified militants hurled a grenade at the house of a private school principal Salam Iboton when he his family were inside, but it did not explode, at Chingmeirong area on Sunday night, the sources said.

Guwahati, auGust 26 (aGeNcies): Assam Chief Minister Tarun Gogoi on Monday said that the Vishwa Hindu Parishad (VHP) was behind the violence in Silchar that left 30 people injured. "VHP is behind last night's violence at Silchar. They are creating communal tension and trying to divide the society on the basis of religion," Gogoi said. “VHP is trying to create such hatred at many other places in the state, but people of Assam are aware. Witch hunting had claimed four lives in 2012, according to official sources. The evil practice of witch hunting is common among some tribal communities in various parts of Assam. Although various steps have been taken both from government agencies and NGOs to stop the evil practice, yet very little success has been achieved in this endeavour. The Assam Police had also launched 'Project Prahari' for participatory development and people friendly policing to fight social maladies and deprivation. Assam mulling law to curb 'witch hunting': Gogoi
Guwahati, auGust 26 (iaNs): Assam Chief Minister Tarun Gogoi Monday said his government would try to bring a legislation to stop the practice of "witch hunting", which is going on unabated across the state. Gogoi's statement came days after three people were killed by some villagers in Kokrajhar district of lower Assam after being branded "witches". "We are aware that the cases of witch hunting are going on and there is a need to stop the menace. We are going to bring a legislation to stop the evil practice," said Gogoi while interacting with media. Incidents of "witch hunting" have increased in Assam in 2011 and Kokrajhar has recorded the highest number of such deaths. At least five people were killed in the name of witch hunting this year in various districts of the state. The issue has become so serious that it was raised at the floor of state assembly last year by the Bodoland Peoples' Front (BPF) legislator Pramila Rani Brahma. Brahma, who represents Kokrajhar, demanded a strong legislation to stop the social evil. Diesel price hike in offing New Delhi, August 16 (Pti): With 12% drop in Indian rupee value against the US dollar making imports costlier, stateowned oil firms have demanded a one-time steep increase in diesel rates to make for the widening losses. Losses on sale of diesel at government controlled rates, had dropped to under Rs 3 per litre in May following monthly increases of up to 50 paise a litre. But with the rupee depreciating against the US dollar, the losses have widened to Rs 10.22 per litre. Oil companies feel 50 paisa increase is insufficient and there should a onetime steep increase to cover for fall in rupee.

agaland Post: 21st Aug; 24th Aug; 25th August2013): It is rather comical and amusing that few Nagas are vehemently squabbling over whether Mr. Phizo can or cannot be called the “Father of the Nation”. This is an honorific title conferred to a man considered to have been the driving force behind the establishment of a Nation. In simple terminology a recognized Nation must first exist for the application of such a title. I said it is comical because we do not have a Nation of our own yet and amusing because we are wasting our time fighting over a fatherhood of a non-existing nation. Without doubt, Mr. Phizo at this point in time, qualifies to be referred to as a father but beyond this…without a nation? What? We cannot preempt a nation that is still being fought for. Should that Nation ever become reality, it still remains the prerogative of history to confer or defer this title from the ground realities events. It will not happen because one is able to exert brute force. This brings us to the oft repeated and childish concoction of twisted Naga history by Mr. Kaka D. Iralu. His myopic rendition of Naga History reduces it to irrelevance as seen from his response to ‘Lt. Col.’ S.A Chishi. ( 25th August 2013: Nagaland Post). Though

he migration of the Nagas is same and single even in origin. We have adopted the same Culture and religion. Even though some intrusions in religion in certain parts may come, yet after the Pagan religion, Christianity is accepted with complete trust, to the extent of Naga of Myanmar. Somra Naga, Para Naga (Similar of Pochury in India), Makory Naga (Same culture of Yimchunger in India), Noku Naga (Eastern Khiamniungan), Lainong Naga, Konyak Naga, Heimi Naga (Now Tanshan):- (Majority in Arunachal) The place where these people are settled is called Nagas of Myanmar. Adjoining us in Myanmar are the Shans and Kachin land. Where the Nagas are settled is called Nagaland, (The land of the Nagas). Even if Burma obtained independence on 4th January 1948, Nagas never offered to join Burma. Even when the Britishers came they used to ask what Tribe to you belong? But when they encountered with the Nagas wearing armlets of Elephant Tuskers they didn’t rise that question. After that the imperial rule was often retaliated and only on 9th April 2013 a bilateral cease fire was obtained which exists till today. Yes, at certain times Nagas of India’s Leaders betrayed the Nagas to the extent of signing Accord,
but the Leaders in Nagas of Myanmar do not cultivate that habit. Hence, as Nagas are same, didn’t we kept it as base area even when there were foreign missions? Naga never differentiated it as east or west but kept it as Naga base area. While Nagas went to China (during NNC Period) when we reached Kachin land we used to say we are going to reach foreign land and while returning also, when we reach Kachin land we used to say now we have reached our land. And after returning we used to have one party, one Government and one defense even with the supply of rations.” This was in Naga base area (Naga of Myanmar). Unfortunately when the infamous Shilliong Accord was signed in 1975, didn’t the determined leaders stayed in Naga base area?, and during the signing of Shilliong Accord, not even a single British Unadministered person was present. But the die hard leaders and real patriotic leaders gathered in Naga base area and formed in 1980 a Naga Notational Institution with the nomenclature National Socialist Council of Nagaland with the following leader: Issac Chishi Swu as Chairman, S.S. Khaplang as V/ Chairman, Th. Muivah as Gen/Secretary, Brigadier Thongpo Pangmi as Commander in Chief of Naga Army, Col. Khole Dy. Commander in Chief Naga

he ongoing agitation by the All Nagaland Government College Teachers Association (ANGCTA) by undertaking mass casual leave on Aug 22 followed by two day pen down strike on Aug 26 & 27 demanding release of their arrears from their enhanced salaries for the period Jan 2006 till Mar 2010, results from the financial mismanagement of the NPF led DAN govt for the past decade. While sympathizing with the demands of ANGCTA, the NPCC however questions the ANGCTA and various other state govt employees associations for their continued silence over the misuse of 712 crores meant for implementation of 6th RoP by the NPF govt. It is pertinent to mention the centre in 2010 granted 712 crores for implementation of 6th RoP. However, the state govt disbursed only an amount of 472.56 crores to 72 departments and the balance amount of 239.44 crore was misused without being accounted for. Moreover, out of 472.56 crores released for Provisions of 6th ROP by the State Government, majority of the departments credited 40% of the amount to the employees GPF account which comes to about 189.024 crores. Though the Congress has been repeatedly raising

this letter has not been addressed to me I too react since he has written it for the information of all Nagas. NNC and the FGN are the two sides of the same coin. NNC cannot discard the action of FGN when the going gets rough and wallow in its glory when the time is congenial. But Shillong Accord was signed jointly by the representatives of NNC and the FGN with the tacit understanding and approval of people like Zashei Huire and V. Metha. It is a blatant lie to claim that “NNC had nothing to do with it”. It is the same expression made by Madam Adino in her Naga Independence Day message which sounded as awful and as hollow. The Federal Emergency meeting held from 29th November to December 1st 1975 at Ura Dihoma was not a fictitious gathering. Just so that the people can judge for themselves let me once again quote verbatim, the relevant segment of the resolution of this meeting: (Quote): “A careful study along with the implications of each item has been made and decision taken is as follows:The Emergency Meeting, having
received the Report from the Federal and NNC Representatives on the Shillong Accord, and having made a serious study of the matter, urged that the Accord be forwarded to Mr. A.Z.Phizo, President of the Naga National Council and Representative of the Federal Government of Nagaland Abroad, for his consent, and hereby re-affirmed that the Talks between the Government of India and the Nagas be conducted by him, so that the final settlement that could be reached with the Government of India might not leave any trail of bitterness among the Nagas”.(Unquote) These same words have been repeated in a statement on 30-12-1975 by Mr. Zashei Huire. He has further said (Quote) “THEREFORE, the Naga Federal authority is morally and legally not competent to include the Number One (1) and the Number three (3) of the SHILLONG ACCORD until this subject is taken up by the competent authority. We are only competent to carry out the No.2 of the Shillong Accord. We would expect that the Government of India will come to appreciate our present position,” (Unquote) Clause II of Shillong Accord was
implemented. One would be a fool to act upon an agreement that one does not recognize. Clause ( I ) and (III) was officially forwarded to Mr. Phizo for his consent. Does this sound like Shillong Accord did not happen? From the entire record stated above three things should be clear to anyone with a gray matter. 1. The Shillong Accord was signed by NNC and Federal Government Representatives as confirmed in the Emergency meeting of FGN; There are other sources which confirm this fact. The feeble excuse made by Madam Adino that “some of our people were mislead” in her Naga Independence Day message is a clear admission of an act having been committed, mislead or not. It was all the more reason for Mr. Phizo to officially denounce this stupid mislead Accord instead of being “not silent”. 2. Clause ( I ) and (III) were officially repeat officially forwarded to Mr. Phizo for his consent; It was his National Responsibility to officially reply to the official correspondence and not ignore it. Even as the President of the NNC it was not his personal prerogative to exercise his own
whims to reply or not to reply. It was an official obligation that he did. If “He simply did not give recognition to the Shillong Accord” as Kaka says, what was his problem in not being able to communicate it to the FGN accordingly? Laziness? Or that he could not bring himself to officially condemn his own brother’s commission? 3. Clause (II) was accepted and acted upon; This part, we and the world knows. Did Mr. Phizo reprimand Mr. Zashei Huire for implementing this part of the agreement that he did not recognize? The fact that it was acted upon registers the reality of a serious agreement. Mr. Phizo seemed to have given up on the Nagas with his ultra “not silent” indifferent wisdom. Does all the above proceedings of the Federal Government of Nagaland give the readers a feeling that Shillong Accord 1975 is someone’s fictitious story that did not happen, as expressed by Madam Adino in her Independence Day massage and continues to be harped upon by blind loyalist like Mr. Kaka D. Iralu? Did Mr. Phizo think that Mr. Zashei Huire was a nursery school boy

Instead of fighting a long drawn battle which will jeopardise the career of the students, the ANGCTA and other state govt employees associations should demand the real truth behind the vanished amount of 239.44 crores. NSF condemns press statement, tells villagers to remain vigilant
Meanwhile, the NBCC team asked the civil societies to take active role in curtailing malpractices in the bye-election saying, “If the civil societies rise up together against corruption and malpractices, success will belong to the people.” The team also made it very clear that Clean Election Campaign will continue and the good spirit of Clean Elections should reach the grass root organisations, including the Church bodies, Village Councils, Students’ Unions, Hohos and all other union elections. KohIMA, AUGUST 26 (DIPR): With regard to the September 4 Noksen bye-poll, the Election Commission of India has notified that conducting any exit poll and publishing or publicizing by means of print or electronic media, or dissemination in any other
manner the result of any exit poll will be prohibited between 8.00 am and 5.30 pm on September 4. It further clarified that under Section 126(1) (b) of the R.P. Act, 1951, displaying any election matter, including results of any opinion poll or any
other poll survey, in any electronic media would be prohibited during the period of 48 hours ending with the hours fixed for conclusion of poll. This was informed in a release issued by the Secretary to the Election Commission of India, Ashish Chakraborty.
Govt. requests teachers to withdraw agitation UGC pay scale implementation and “other attractive facilities” not a “matter of right”
DIMAPUR, AUGUST 26 (MExN): Naga Students’ Federation (NSF) has strongly condemned the press statement published under the caption “AASU protests over Assam paying land tax to Nagaland” on August 14, 2013, while questioning the “sinister intention of certain Adivasi youth trying to induce enmity between the Nagas and Assamese people (Mekirang village and Garbasti) who has an age old cordial relationship.” A press release appended by NSF general secretary Esther Rhakho, and secretary finance Shikavi Achumi clarified that the land, “which is declared as disputed area by some selfish Adivasis using the name and good office of AASU, is never a disputed land,” but “it belongs to Mekirang village (Lotha community) and since time immemorial, Garbasti have been paying tax to Mekirang villagers for cultivation.” However, it stated, for
the past few years, since the people of Garbasti refused to pay tax to Mekirang village council, a joint meeting of Mekirang village and Garbasti was held on July 22, 2013 at Additional Deputy Commissioner’s Office, Bhandari to discuss the matter, wherein they unanimously resolved five points for strict implementation. Stating that “there are people who always try to create misunderstanding among the people in border areas,” NSF has appealed to the villagers to remain vigilant from such “misleading and provocative action instigated by selfish and politically motivated person”. While making an appeal to both the villagers to honour the decision taken on July 22 in letter and spirit, NSF has urged them to continue to maintain cordial relationship as age old neighbors. It also appealed the state government to set up permanent police out post for the safety and security of the people.
DIMAPUR, AUGUST 26 (MExN): With the Government of Nagaland deciding to release the pending arrears of the government college teachers of Nagaland in some form, the Commissioner & Secretary to the Government of Nagaland for the Department of Higher and Technical Education, F.P. Solo, has appealed to “the agitating members of ANGCTA to withdraw their agitation and resume the classes in the interest and welfare of the students' community.” Through a press release, the Commissioner & Secretary made it clear that teachers cannot claim the UGC pay scale implementation or “other attractive career facilities” as a “matter of right.” It is the “the prerogative of the State Govt. to adopt the revised UGC
pay Scheme or not.” To justify this, the Nagaland State government stated, “The Division Bench of the Supreme Court headed by the Chief Justice Altamas Kabir ( Rdt.) in its judgment delivered on 19.07.2013 has held that retirement age and pay scale fixed by the University Grants Commission (UGC) for teachers are not binding for universities and colleges run by the states. It was also observed that 'there can be no automatic application of the recommendations made by the Commission, without any conscious decision being taken by the State in this regard, on account of the financial implications and other consequences attached to such a decision'.” The Nagaland government claims to be implementing the UGC pay scale
and “other attractive career facilities for the welfare of the teaching community and most importantly for the welfare of the students. These pay packages and facilities which are not available to the other State Govt. employees are being extended to the teaching community of higher education so as to attract, nurture and retain talents in teaching profession and also bring about quality education in the State.” The press release from F.P. Solo also brought to notice that “despite resource constraints, the State Govt. has decided to release the arrears of pay amounting to Rs. 22.54 crores (Rupees twenty two crores fifty four lakhs only) consequent upon implementation of the UGC (Minimum Qualifications for Appointment of Teachers
and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2010 w.e.f 01.01.2006.” The Commissioner & Secretary has given this press release after the government’s attention, he claimed, was “drawn to the news item which appeared in the local media on 26.08.2013 that a section of the members of All Nagaland Govt. College Teachers Association ( ANGCTA ) have decided to go on pen down strike on 26th and 27th August 2013 as part of the second phase of their agitation over the alleged decision of the Govt. to impound the arrears of their pay from 01.01.2006 to 31.03.2010 into the GPF accounts of the serving teachers.”

Student assaults school Principal
DIMAPUR, AUGUST 26 (MExN): A high school student from Little Daffodils School, Doyapur, Dimapur on August 23 assaulted the school principal for being “reprimanded.” A press note from the teaching staff, students, board members and parents of students from the school informed that a student of Class 9 along with a friend “attacked” the Principal, Hector Sangma.
The note said that on August 22, a class 4 student had reported to the principal that the assaulter was bringing Guthka to the institution. The student, then “assaulted” the class 4 student, after which he was reprimanded. The next day, the student along with a friend “assaulted” the head of the institution in his office. The faculty, staff and parents have called upon all to condemn the act. Meanwhile, the Nagaland
Garo Tribal Council and the Garo Students’ Union, Nagaland Zone have both condemned the assault. A press note from the organizations called upon the police and the authorities to take appropriate action against the erring student. An emergency meeting held at the office of the GSUNZ on August 25 has decided to “leave no stone unturned to get the assaulter booked under relevant sections of the law.”
DIMAPUR, AUGUST 26 (MExN): The Assam Rifles in three separate operations carried out during the past few days nabbed four cadres for possessing firearms. According to a press release from the Assam Rifles, two of the cadres were caught in Zunheboto while two others were apprehended in Dimapur. On August 25, the 29 Assam Rifles under HQ 6 Sector AR/HQ IGAR (N) during an operation conducted jointly with the Na-
galand Police apprehended a cadre of the NSCN-IM. One 7.65mm pistol with magazine and ammunition were recovered from the cadre identified as David Lea. The cadre revealed that “he is the Dimapur town area supervisor of UT-1 region.” Earlier on August 24, an NNC/FGN cadre identified as Nogen Mech was arrested from Naharbari, Dimapur. In the operation, conducted jointly with the Nagaland Police, three 7.65mm calibre and one 9mm calibre pistols along-
with eight magazines, ammunition and a damaged hand grenade were confiscated from the cadre, the AR stated. In another operation conducted in Zunheboto, troopers of the 21 AR apprehended two cadres of the GPRN/NSCN for violating the Cease Fire Ground Rules. The cadres were caught with arms and ammunition at Old Natha village, the AR stated. The identities of the nabbed cadres were not mentioned in the press release.

KohIMA, AUGUST 26 (MExN): Nagaland Chief Minister Neiphiu Rio has expressed sadness over the sudden demise of Kawoto Sukhalu, whom he described as a well known pioneer and populace leader of Sema community. In a condolence message Rio informed that Kawoto entered into government service as Dobashi in 1943, and served under the famous Sir Charles Pawsey, Deputy Commissioner, Naga Hills district in Kohima, during the most critical period of second World War from 1943-1944. For his distinguished service, a Certificate of Mention, the name of Kawoto Sukhalu was also published in the London Gazetee on July 19, 1945 by order of the king of England, he added. Subsequently, he also served as Political Assistant to Deputy Commissioner of Zunheboto with distinction from 1971 to 1983. Rio further acknowledged, “In his death, the people of Nagaland, particularly the Sumi community have lost a pioneer and a true Naga, honest, hard-working and dedicated to his works.” The CM on behalf of the Government of Nagaland has conveyed heartfelt condolences to Kawoto’s wife Hoyili Sukhalu, children, grandchildren, and other members of the family.

PACSU condemns
PUNGRo, AUGUST 26 (MExN): Pungro Area College Students’ Union (PACSU) has expressed shock over the August 24 incident where, T. Torechu, Parliamentary Secretary, Eco. & Stat. Excise & LMCP and his entourage team were reportedly “waylaid” on their way to Pungro by some miscreants. A release appended by PACSU president and general secretary vehemently condemned the incident stating “those unscrupulous elements should be eliminated from the society.” It further expressed sadness that “Nagas today are experiencing insecurity even at home and those unscrupulous elements continue to create fear psychosis disrupting the congenial atmosphere.” PACSU has urged the law enforcing agencies to immediately investigate/book and award befitting punishment to those involved.

Imagine
magination implies understanding that humanity is constantly evolving. The praxis of imagination embraces the recognition and respect for all human cultures, not simply the juxtaposition of cultures. As a praxis, imagination is important for a shared future to emerge and evolve, which is essential to developing a multi-cultural understanding. Ideally, imagination as a multi-cultural process is the confluence through which all cultures can mingle, thereby providing the space and opportunity to grow together toward a perpetually evolving cultural pluralism. Imagination takes place in a fluid open space in which indigenous peoples can become active participants and freely prepare for the possibilities and challenges that lie ahead. This is essential in order for a people to take back control and ownership of their destinies, and pursue their aspirations. While histories and narratives written from the position of victors and dominant groups can break a people’s dignity by dehumanizing them, stories can also repair a peoples’ broken dignity. Stories have the capacity to empower and rehumanize. Throughout history, colonizers have often referred indigenous peoples to as savages, barbarians, uncivilized and incapable of governing themselves and their lands were considered to be terra nullis. Hence, imagination as a response to political, economic, cultural and social subjugation primarily involves a process where peoples tell their own stories in their own ways, and for their own purposes so that it enables them to move towards a shared future; one in which all peoples are fully human. In other words, reclaiming history is central to decolonization and in shaping a language of a shared humanity. Imagination involves deconstructing and facing the past, not as victim, but as survivors with genuine possibilities for a dignified future. The process of imagination is imperative for creating and enabling a successful political decolonization, cultural reconstruction and exercising authentic freedom. And ultimately, liberating the human mind from the colonized condition will require creating a new language which invites humanity to participate in a new way of perceiving and understanding the concrete conditions in which dehumanization prevails. Imagination is about believing in the possibilities of a different world, which is necessary to the process of transforming reality. Imagination therefore opposes the idea that there is only one right way to see or to do things. It begins with the respect of all human cultures, where consent is imperative. Is it possible for Nagas to imagine a different world that transcends the present conditions of oppression, suspicion, corruption and negativity?

Refusing to be Forgotten
T
ORU HASHIMOTO, the mayor of Osaka and coleader of the Japanese Restoration Party, has been known for his provocative statements. In May, while speaking with reporters on Japanese wartime behavior, he endorsed rape and sexual enslavement, saying, “When soldiers are risking their lives by running through storms of bullets, and you want to give these emotionally charged soldiers a rest somewhere, it’s clear that you need a comfort-women system.” These comments drew international condemnation, but they also revealed the all-too-familiar interlocking of sexism, militarism, and sexual violence. Far too often, the idea of a greater “noble cause” is used to justify the sacrifice of women to a military sexual slavery system. During World War II, historians estimate that 100,000 to 200,000 Korean women and girls, ages 11 to 30, along with women and girls from China, the Philippines, Indonesia, and Taiwan, were kidnapped or falsely promised jobs and taken to various locations to serve as “comfort women”—the euphemism for sexual slaves. They “served” an average of 30 to 40 soldiers a day and suffered through b e a t i n g s , ve nereal disease, forced abortions, mental anguish, and often death. At the end of the war, t he se wo me n and girls were killed, forced into suicide, or abandoned. Of the few who were able to return to their homeland, many suffered social alienation, humiliation, poverty, STDs, and endless mental anguish. The Japanese government had largely denied the existence of Japanese military sexual slavery until 20 years ago, when it offered a statement of apology. The apology was seen as empty by many people, as Japanese politicians and revisionist historians not only reneged on the apology but sought to omit the tragedy from the telling of Japanese history. In response, surviving Korean “comfort women” or halmulni (a term of endearment and respect meaning grandmother) have gathered every Wednesday since 1992 in front of the Japanese embassy in Seoul as a reminder that they demand to be seen, heard, and offered a genuine apology. The voices of the Korean women have been ignored and their experiences erased from history. This theme sadly is also present in scripture. In Judges 11, Jephthah promises God that if he defeats the Ammonites, he will sacrifice whoever walks out of his house to greet him. It ends up being his daughter, whom he offers as a burnt sacrifice, as he had vowed. His daughter was sacrificed for the greater “noble good,” and Jephthah is later touted as a “man of faith” (Hebrews 11:32) while his daughter remains nameless. The violence experienced by the “comfort women,” by Jephthah’s daughter, and by other oppressed and violated women is inscribed on their bodies—physically, mentally, emotionally, and spiritually—but they also carry a great testimony. Even though those in power have sought to silence them, they stand as a constant reminder of the ills and injustices done to them and offer an alternative history to what is officially presented. The halmulnis continue their weekly vigils, refusing to be forgotten and ignored— even as the Japanese embassy covers its windows and refuses to see them. In the broken bodies of these women, we are reminded of the broken body of Christ on the cross, as in the broken bread we are reminded to join in bringing hope into the world. It is a reminder that the true noble cause is to value the image of God that exists in all, especially those rendered powerless and voiceless.

esides the benefits that came along with the achievements to Mangte Chungneijang, populary known as Mary Kom, hers is a story of giving back to the society that has held her in such high regard. The Mary Kom Boxing Academy is such an enterprise to churn out more future boxing champions from the state of Manipur. No wonder a biopic is being made on her life by Bollywood. And with her recent success at the London Olympic, there will be no dearth of young girls with stars in their eyes and determination in their hearts to emulate their hero. Kudos to Manipur govt for promoting her to Superintendent of Police, in addition to awarding cash of half a crore of rupees and 2 acres of land (she got more I am told). Manipur has always done well in sports, and the govt with all their political problems have not forgotten to assist their sports persons and the sports in general. They have produced several national and international stars in the field of football, hockey, weight lifting and boxing. Even recently, the victorious Indian Junior women’s hockey team which bagged the bronze medal at the recently concluded FIH Junior World Cup 2013, held in Monchengladbach, Germany, was captained by a Manipuri girl, Sushila Chanu Pukhrambam. Altogether, there were four girls from Manipur in the team. The Indian national women’s hockey team is also headed by a Manipuri girl, Suraj Lata Devi (captain). Besides the above, the following sportspersons making the headlines this year were: Dr Ngangbam Shantikumar Meetei, who won the gold at Mr World Bodybuilding Championship held in Greece in July 2013; Saikhom Mirabai Canu, 18 years old, secured the silver medal at the Asian Junior Weight Lifting Championship held at Bishket, Krygzstan; and what about Naeirakpam Chingkheinganba, a 16 year old Manipuri boy, studying in standard XI, becoming the youngest person from India to climb the Mt. Everest. Forget the number of Manipuri lads who are playing for various football clubs in India. Today, there is money in sports in India particularly with the governments’ insistence on ‘corporate social responsibility.’ Though, it cannot be compared to cricket, response to other sports like football, hockey and badminton are slowly gaining momentum. Even the recently proposed football league by cash-rich Reliance Company is a story of

wonder what is happening to that burgeoning myth – Right To Education. The bill has been passed we are told, but has the inveterate Right that we have been talking about for so long, been passed and enacted, but is it like so many things in India, a rigmarole and effete lip service? The SSA (Sarva Shiksha Abhiyan) was launched with so much fanfare, but they are only talking about midday meals. Is that the prime concern of education, but prima facie, what is happening? Are 6 – 14 years old getting the education which is elusive for them, and that which they deserve? Unless each state government, under the supervision of the Central Government implements the RTE nothing tangible will emerge. Allied to this is the sad phenomenon of street children which should be closely linked to this problematic of Education in our country. There can be no equity without access, and no access without equity. The two terms ‘Equity’ and ‘Access’ seem to figure only in conferences, for us to write erudite discourses and also to fatten our ever growing CV. That school education is the foundation and fount of All education is a truism. But such truism has only become platitudinous and not the palpable reality. Much has been discussed about Common and Neighbourhood Schools. This precept is wonderfully realistic, but will remain only in the realms of wishful thinking unless Private Institutions are given a disciplinarian reprimand in this

Sports is seen as an index not only of a country’s progress and economic development but also a way of providing alternative avenues for earning livelihood. It fulfils an important socio-economic dynamics for a country/state/ people’s march towards all round development. The Naga youth deserves platform that will keep them healthily busy - mind, spirit and body- in a world filled with misplaced passions. And at the same discover career from themselves that transcends traditional fascination for white collar govt jobs. A survey of salaries/perks of footballers in India reveals that the foreign recruits were paid on average as high as 40 to 50 lakhs per season in 2011 and in 2012 it has jumped to 65 -75 lakhs. Mohan Bagan’s Odafa Okolie is the highest paid footballer with a take home salary of 3.25 crore, plus luxury apartment and a sports car. He is closely followed by Ranty Martin of Prayag United (1.8 crore), Tolgay Ozbey of Mohun Bagan (1.5 crore) and Carlos Hernandez 1.25 crore. Among the Indian footballers, Subrata Pal gets a salary of 1.1 crore and Gourmangi Singh 1.05 crore. Both play for Prayag United. According to football analysts even players in the IInd Division earn an average salary of 8 to 10 lakhs in a season. That’s about 66,500 to 83,300 per month. Comparable or more than the average salary of a first class gazetted officer working in central or state govt. The club also provides other benefits such as reimbursement of children’s tuition fees, personal insurance against injury and retirement covers. There is a world waiting for the Nagas in sports. But we have to be good! The NPL (Nagaland Premier League) we thought was a beginning towards the realization of our sporting dreams, but sadly after one season it has come to a standstill. There is a great lesson learnt (caution) in trying to follow a Top-Down model here in Nagaland, as was the case with NPL (had heated arguments with some of the stake holders), which instead of looking at the local dynamics tried to duplicate other models of success story. It was well intentioned but to sustain NPL without corporate backing (Lajong with a corpus fund of 3 crores this year is going through a rough patch), is bound to hit a cul-de-sac. Hope the NPL management, Club owners and Nagaland Football Federation, find a way to solve this crisis and bring joy and fun to football lovers like me, by commencing the next NPL season. The success story of Manipur is a result of strong work ethics and discipline of their sports persons which are amply supported by their talents. And in Manipur sports has become a career, and with it has come professionalism. On being queried as to why there is no Naga footballer in the Lajong team
despite the talent, the coach apparently made the remark, “they are not professional enough.” Something we need to ponder as a state. Perhaps, the scarcity of jobs in Manipur, its economic compulsion, compounded by political turmoil, may have contributed as to the reason why; many Manipuris have resorted to sports as a livelihood (may not be a valid argument). But so also did the Blacks in America, who took to sports (Basketball) as a way out of the streets and the Bronx. Today, sports have become a multi-billion dollar business worldwide and the athletes earn top dollars and enjoy a cult status. Perhaps a time has also come here in Nagaland to look toward these opportunities. In Nagaland this is a difficult ask, as the three Ds of discipline, dedication and determination seem to be missing. Besides T. Ao, we haven't produced any sports person to write home about. We tend to drink away all the talents we have. I wonder whether our anti-Indian feeling is somewhat to blame for this lack of motivation. But for today’s generation this is hardly the case as they are quite distant from all that had happened in the past. In my schooling days failing in Hindi was considered ok (it’s the enemy language) and even recounted with nationalistic pride. But I am sure this has changed. The world is at our feet and as a people (without sounding jingoistic) we have to rise up to commensurate for all the talents, gifts and abilities God had bestowed upon us. Finally, we have an Olympian after a gap of 60 years; let us not wait for another half a century to produce another. By the way, congratulations to Chekrovolu for receiving the Arjuna Award, but especially to her elder sister (Vesuzolu, correct me if I am wrong), who motivated and paved the way for other Naga girls to take up archery. I wonder where Chekrovolu would be if not for her. Likewise, it would be great on the part of Chekrovolu to do a Mary Kom by opening an Archery Academy (If she hasn’t already done that) to train future national and international champions from Nagaland. The govt should provide all assistance towards this goal. Other avenues the state should be emphasizing is in the arena of football and shooting, which we Nagas seem to have an innate talent for. It would be sad to see her satisfied with promotion and monetary benefits that came her way; and sadder still to see government just trying to appropriate political mileage out of her success. It was a sad occasion some years back when local newspapers in Nagaland carried the headline “Naga Girl Wins Gold in Archery” (I think it was Chekrovolu and her elder sister), only to be disappointed as I read, as Nagaland was nowhere mentioned in the medal tally, as both of them were representing the new state of Jharkhand. It was sad because a new state like Jharkhand could have the vision to provide them facilities and opportunity, where as Nagaland which was constituted in 1963, remained a mute spectator to the needs of its own sports persons. Of-course today they are well placed as they are given employment in the police department. But this is not enough! The story of Hokaito Zhimmomi is also a heart rendering story of a Naga who is trying out to find a foothold in the world of cricket. He could be the only other Naga along with Jonathan Rongsen Longkumer to play in the prestigious Ranji tournament. Rongsen was selected to represent the state of Karnataka in 2000 and from 2003 to 2007 he played for the South Zone. At present he is employed as a Project Officer in the Indian Railways and plays for them. Hokaito, too, is playing for our neighbour, Assam. He holds the distinction of being the first Naga to be a part of an IPL team, the Kolkata Knight Riders. It’s high time a comprehensive ‘sports policy’ is mooted at all levels to chalk out our own sporting heroes. Nagaland, with all the talent has failed to live up to expectation. One wonders where the problem lies. Is the State Govt not doing enough? Or is it the fault of our sports person? Perhaps the problem is more symbiotic in nature. But this has to change with Chekrovolu Swuro at the helm, amply supported by the government of the day. We should rewrite our history as ‘under-achiever’ into ‘sporting success.’ May we nurture more Chekrovolus in days to come!

regard – that they have to admit poor students free of cost, in which strict guidelines should be enunciated. More and more, the schools should come under government control with monitoring quality and appointment of quality, trained teachers. I know of a former Professor of Delhi University fighting valiantly for the rights of education and the common school concept. He works among the most distressed communities in states like Madhya Pradesh. He has been advocating the cause of all schools coming under some government surveillance, but who listens to him? So many documents on education have been prepared, why not a one on the implementation of the RTE with guidelines, inextricably linked to Below Poverty Line families, street children, teacher training at the Pre Primary and Primary Levels and Vocational Education. All these are talked about and discussed in meetings, plush rooms and conferences, but have they been holistically connected, what is the vision? Separate strands about education are being taken up, but they are not viewed with perspectives of oneness. For example guidelines for a Vocational Education Framework have been fi-
nalized, but the implementation, the careers chosen are vague. We have to accept the reality that some children are more practically aligned to reality than through cognition, which is rote learning and answering five to six questions in three hours. And then, some state governments are mooting the idea of not ‘failing’ students. Then why call it an examination, develop a constructive paradigm by which assessment is done on a continual basis with 80% evaluation on this aspect. Nothing seems to go in the right direction for education. Once upon a time there was a lot of talk about delinking degrees from jobs. That sounded fine but is still a grand myth, because if you do not have a basic graduation degree you cannot apply for many jobs, though there is a tendency now to recruit at the basic level. However, a graduation or a post-graduation degree can make the difference. The point is that the system of education even today remains largely by rote and in that manner we are losing our talent, creative expressions or originality. This continues right from school to post-graduation studies. The fact of the matter is that many children

and young adults are not suited for a curriculum or examination systems which is prescribed by the policy makers. They have an aptitude for something else and this unlike the western system cannot decipher or discover. The elementary and primary levels of education are woefully pathetic with not only untrained teachers but no scope or fillip towards innovation. So, no matter how much we talk about skills and vocational training we are not able to grapple with certitude about the question of predilection and aptitude of a particular child. The NCVT has now come up with vocational training at different levels right from school onwards. We are yet to know of its implementation and whether the Central Government has written to the schools and colleges. Children can pick up things very fast, but what was the mechanism for discovering such latent talent? Isolated experiments are being conducted all over the country but the sad part is that ideas and experiments are not coming together. The government is working in one way and the NGOs in another! The sooner we realize that our education system is in a mess and in a morass, the better. It is no use talking about higher education when the basic education issues are not addressed. Also, the compartmentalization of education into school education, college education and university education is simply creating class divisions and a hierarchy. Let’s not bring the caste system into education?

Burma’s paradox of plenty

estled beneath the mountainous arcs of India and China, Burma stretches 1,200 miles south across the Bay of Bengal and Andaman coast – a commercial conduit between the West and Far East. Over years of military rule, the country became the focus of its energy-hungry neighbours, including China and Thailand, keen to exploit its vast reserves of natural wealth and strategic location. Now western countries have joined the race, jostling for a foothold in Southeast Asia’s ‘final frontier’. But who will reap the fruits of Burma’s riches? In late July, a new gas pipeline, which carves through Burma’s tumultuous ethnic minority regions to western China’s Yunnan province, began pumping shipments of gas from the Bay of Bengal. A twin oil pipeline, due for completion next year, will allow China to bypass the hazardous Strait of Malacca, which currently channels up to 80 per cent of its oil imports, and is vulnerable to piracy and US-led naval blockades. The deal, inked between the former military regime and the state-owned China National Petroleum Corporation (CNPC), is expected to earn Burma US $1.8 billion annually. But the construction of the 793km pipeline, known as the Shwe Gas project, has displaced thousands of villagers, fuelled rapid deforestation and robbed farmers and fishermen of their livelihoods. Only 2 billion cubic feet of gas has been earmarked for domestic consumption, as opposed to 12 billion for China, even though nearly three quarters of Burma’s population live in darkness. Activists say the project should be put on hold until Burma, which is emerging from five decades of iron-fisted junta rule and economic isolation, introduces serious regulatory reform and transparent revenue-sharing mechanisms. Most of Burma’s resource wealth, including gems, timber, minerals, oil, and offshore natural gas reserves estimated at 10 trillion cubic feet, are found in its volatile border regions. Although the extractive sector accounts for nearly 40 per cent of its export earning, Burma is by far the poorest country in Southeast Asia. The Shwe gas project has already been blamed for inflaming ethnic tensions from western Arakan state to the north-eastern Shan plateau. En route to China, the pipeline lacerates territories held by ethnic Shan and Kachin rebels, who are fighting the government for greater autonomy and rights. It raises serious

he tango. Two dancers stand apart at first, looking at each other. The connection begins before the leader invites the follower to enter into the embrace. There is delicious enjoyment in the moment when both dancers find comfort and stability as the music begins to beat a rhythm in their blood and in their feet. The dancers are drawn together into the intimate space they will share for the next three minutes, repeated for as long as they wish, and knowing that no two dances with the same partner will ever be the same. The connection may expand, deepen, stumble or be blocked. But at its best, it produces a silent oblivion to the external world and an internal communion between two people who move as one, circling the floor. Perfect communication without dialogue. Mutual trust between strangers. Empathy for oneself and for the other. These are the qualities that transform tango from a social dance into healing for the heart and soul. As in tango, so in conflict and its transformation. Connections between the parties can be lost, rejected, or hard to establish. Trust can be broken. Cooperation may falter, empathy be blocked, and communication misunderstood or distorted. A relationship which is healing and creative can turn into a source of frustration, boring repetition, intolerance, judgement and negativity regarding oneself and the other. A conversation which begins so well can lose its way in response to a deliberate or unconscious shift in perceptions of the other. Take, for example, the story of Jo Berry and Pat Magee. Jo is the daughter of Sir Anthony Berry MP who was killed in the IRA Brighton bombing during the 1984 Conservative Party Conference. Pat is the former IRA activist who was convicted of the bombing. They met in 2000 after the Good Friday agreement when Jo went to meet Pat in Ireland, touching off a thirteen-year “dance” of their own during which they worked together for peace - sometimes moving jointly and then breaking apart, talking with each other and with communities in the thick of

security concerns for both the pipeline and local populations, especially as the army steps up operations nearby. It also risks rekindling conflicts with rebels, who say the army has fleeced their lands for decades, leaving contaminated rivers and decapitated mountains behind. Yet extractive contracts drafted by the military junta continue to be honoured by the incumbent pseudo-civilian regime, which came to power in a deeply flawed 2010 election. Companies are not obligated to carry out environmental and social impact assessments or consult with locals, let alone respect the principle of free, prior and informed consent. It is not uncommon for rural villagers to learn of a new project as the bulldozers roll in to raze their homes. Earlier this year, a global study on natural resource governance ranked Burma the least transparent country in the entire world, citing reports of rampant corruption, mismanagement and dysfunctional laws. Another report, by the Shwe Gas Movement, recently warned that any new foreign investment is likely to fuel abuses unless “major shortcomings” in Burma’s decrepit legal system are addressed. Even new laws – introduced since the nominal end of military rule in March 2011 – authorise the arbitrary confiscation of land from farmers, while criminalising the right to protest “without permission”. In Arakan state, where the pipeline starts, ten protesters face prison for staging a peaceful but unauthorised demonstration, after their requests for permission were repeatedly denied. These cases are not isolated. Across Burma, civilians have been charged for holding “unlawful” protests against large-scale development projects. In July, an activist was sentenced to eleven years in jail for protesting the expansion of a notorious Chinese copper mine in Monywa, central Burma. It follows a controversial government investigation into the military-backed venture, which ruled that the project could not be “unilaterally” suspended, although it recognised that locals had been forcibly evicted from their homes without compensation. The report drew particular ire from locals for refusing to hold police accountable for using phosphorus in a bloody crackdown on peaceful anti-mine protesters in November 2012, leaving dozens of Buddhist monks severely burnt. In fact, democracy icon Aung San Suu Kyi, who led the investigation, later warned that anyone who continued to protest “without permission” would
be arrested in accordance with the law. An independent analysis of the report, conducted by the Asian Human Rights Commission, concluded that the investigation’s mandate had been “primarily” concerned with the interests of the state and its economic relationship with China. In other words, the government had prioritised its own geopolitical agenda over domestic welfare or justice. Following some cosmetic changes to the current contract – including reallocating more revenue shares to the notoriously secretive regime in Naypyidaw – the project is slated to re-open in the next few weeks. Military and crony interests remain closely aligned with large-scale extractive projects in Burma, with credible reports that large chunks of profits are redirected into offshore bank accounts. A parliamentary investigation into land grabs ruled in July that less than 10 percent of nearly 100,000 hectares of land confiscated by the junta would be returned. This carries enormous ethical implications for western companies, who are quickly lining up to carve a slice of Burma’s natural wealth. An offshore oil and gas tender launched in April attracted bids from a number of American and European firms, including Shell, ConocoPhillips, ExxonMobil, Statoil and Total – of which the latter remained active in Burma even after the introduction of European sanctions in 1996. Nonetheless, Naypyidaw has made strenuous efforts to assuage western predilections for “responsible investment”. Last year, Thein Sein pledged to join the Extractive Industries Transparency Initiative – a global standard that requires the government and companies to disclose all natural resource revenue payments. But to date, the regime has only completed two out of five steps required to become a candidate country - failing most prominently, and perhaps tellingly, to develop an inclusive multi-stakeholder working group that represents civil society across Burma’s ethnic groups. Meanwhile, the US (which, to its credit, is the only country to impose reporting requirements on companies looking to invest in Burma) recently extended a ban on gem imports, citing concerns about ongoing abuses in resource-rich minority regions, including Kachin state. This, along with the military’s track record of trampling on civil society voices and siphoning off public funds, should be enough to persuade investors to proceed with caution. Burma may have opened for business, but we still don’t know at what cost.
ven as India waits for the two national parties - the Congress and the Bharatiya Janata Party (BJP) - to announce their prime ministerial candidates, the contrast between the two presumed frontrunners for the post is worth analyzing. While the BJP's Narendra Modi is relentlessly goading his party to nominate him, the Congress's heir apparent is maintaining a deafening silence on the subject while his party men are clamouring for his selection. One reason for this striking difference is probably that Modi never imagined till recently that he will come so tantalizingly close to the topmost post in the country's governance. As a result, he can hardly wait for the formal announcement. Born in a middle class, backward caste family of ghanchis or edible oil traders, his career has followed an upwardly mobile trajectory which can be an object lesson of the opportunities available in the country. Gandhi, on the other hand, was born with the proverbial silver spoon in his mouth in a rich, upper caste family famous for its contribution to the country's independence movement and the building of modern India. Since there have already been three prime ministers from his family - a world record in a democracy - the post probably does not have much attraction for him. Moreover, he is aware that it can be his whenever he wants it. He doesn't have to push his party for it. The contrast however does not go far. Instead, the similarities begin, for neither Gandhi nor Modi have any experience of governance at the national level. True, Modi is a chief minister - and a successful one - but ruling Gujarat is a far cry from presiding over India's destiny. Besides, Modi runs a one-man show in Gujarat. Not only is there no effective opposition party, he has also been able to either reduce his detractors within the BJP to irrelevance, like Sanjay Joshi, or evict them, like Keshubhai Patel. In a very real sense, therefore, he is the master of all he surveys in the state. It will however be vastly different for him at the centre. Not only will he have to run a coalition government (if his party ascends to power) for which he has no experience but his influential critics within his own party will also wait for him to trip up. Gandhi's difficulties in this respect will be far less. While his own party will continue to be as subservient to him as now, the Congress's allies are unlikely to pose too many problems since they will be more or less the same as now, comprising (including outside supporters) the Nationalist Congress Party (NCP), the Rashtriya Janata Dal (RJD), the Samajwadi Party and the Bahujan Samaj Party (BSP), among others. The misgivings about Gandhi, therefore, will relate to his capabilities since, unlike Modi, he has had no experience in administration. Moreover, his rejection of Prime Minister Manmohan Singh's offers to join the cabinet suggests that he has little interest in the nitty-gritty of governance, although his reluctance has also been ascribed to the unwillingness of a member of the Nehru-Gandhi family to serve under anyone else. But it isn't only his lack of experience which can affect his performance. He also doesn't seem to have any ideological viewpoint on any subject - the economy, the social system, diplomatic relations. Unlike Modi, who has constantly emphasized his developmentoriented outlook - the bijli-sadak-pani factor plus industrialization -, Gandhi has never expressed his opinion on any governmnent policy other than speaking in philosophical terms. Does he favour pro-market policies or a controlled economy? Is he for a paternalistic government providing education and jobs via a caste-based quota system or for a merit-based, competitive system? Is he for official and academic bans on controversial books - Salman Rushdie's "The Satanic Verses" or A.K. Ramanujan's "100 Ramayanas" or for regulating the media, as the private member's bill once introduced in parliament by his aide, Meenakshi Natarajan, suggested? In a very real sense, therefore, the country will be venturing into unknown territory if either Gandhi or Modi becomes prime minister. No one will know what to expect. The only saving grace will be that it will be a coalition in either case. As a result, both will be under some kind of check. But it is also possible that neither - the overly ambitious and the shrinking violet - will ultimately be able to make it. In Modi's case, the opposition to him from within the party, led reportedly by L.K. Advani, has been compounded by doubts about the right moment for making the announcement. If it is made before the Delhi, Rajasthan, Madhya Pradesh and Chhattisgarh assembly polls, it may detract attention from the performance of the BJP's fairly successful chief ministers in Madhya Pradesh and Chhattisgarh and also scare the country's significant minority population away from supporting them which they might otherwise have done. In Gandhi's case, it must be obvious even to his acolytes within the Congress that he is not quite the inspirational figure as Rajiv Gandhi was in 1984 or Indira Gandhi in 1971 and 1980. The chances are, therefore, that the Congress and the BJP will either refrain from naming their choices before the general election or turn to someone else - Advani or Shivraj Singh Chauhan in the BJP's case and P. Chidambaram in the Congress's, or a completely dark horse.
Tango: the intimate dance of conflict transformation Naomi Head
Trust, dialogue, passion, communication, vulnerability and empathy. Like tango, transforming conflict is an intimate affair the conflict, and all the while exploring the possibilities for reconciliation. Like the tango, their journey has been improvised, taking them on paths that neither had anticipated and opening doors that neither had imagined. Sharing their stories with others who are hostile or think differently has made them vulnerable, raising deeply personal, emotional and political questions about their commitments and their differences. Sharing a platform remains a repeated and conscious choice, involving nothing that is inevitable, predictable or easy. In Jo’s words, “an inner shift is required to hear the story of the enemy. For me the question is always about whether I can let go of my need to blame, and open my heart enough to hear Pat’s story and understand his motivations. The truth is that sometimes I can and sometimes I can’t. It’s a journey and it’s a choice, which means it’s not all sorted and put away in a box.” As with Pat and Jo’s relationship, tango is an improvised dance that is built around the quality of the embrace and the willingness of each dancer to share themselves and their
passion with the other. Both must give themselves up to the music without any desire for control, and without judgement, resentment or criticism. This is what feeds the circularity of trust, empathy, and dialogue which exists between the dancers. The follower must trust in the leader to know where and when to move. To permit another person - frequently a stranger - to move with you, body and soul, requires a willingness to make yourself vulnerable. This is not without risk or uncertainty. All these characteristics are instantly recognisable to those engaged in processes of conflict transformation. Embedded hostility, dislike, or simple shyness in the face of an invitation all affect the quality of engagement between the different parties to a conflict. How do you approach your partner before you enter the embrace? Do you make your intentions clear, and take time to feel your way into the relationship so that both partners are comfortable with the contact? Are the preconditions present for trust to be built? Conflict transformation requires bringing this awareness into the public sphere. Where people are unable to exercise em-

pathy in relation to the other - when they dehumanise, distance, stereotype, and label their opponents - then conflict and violence are inevitable. Examples of this problem abound in contemporary politics. Long narratives of hostility, captured in the conflict over Iran’s nuclear program between Iran and the United States, reflect an inability to walk in the shoes of the other. In place of empathy come preconditions, pressures, and harsh economic sanctions on Iran, all of which have failed to deliver an agreement. Exploring why this is so leads us to consider the beliefs about ourselves and others which inform Iranian and Western worldviews. Understanding the emotional underpinnings of the historical narratives that have undermined negotiations with Iran is crucial in developing sustainable alternatives to the escalation of hostilities. In order to break the cycles of violence, the actors involved must recognise their role in perpetuating them. This transformative process is grounded, at least in part, in the experience of empathy and reflective dialogue which takes time, perseverance and imagination, in order to look for
alternative paths of thought and action. The emotions that are encountered frequently in conflict such as pride, dignity, humiliation, anger, disrespect, joy, sadness and love, are no strangers on the dance floor. Each dancer has to learn to take responsibility for their feelings, and to manage them with respect to their partner and the dance. Such emotions also colour the recent protests in Egypt, Turkey and Brazil. They permeate international politics from elite levels to grassroots activism and calls for revolutionary change. Emotions are woven through the causes and experiences of violent conflict. Yet they remain sidelined by politicians, negotiators, governments, armed forces and international institutions. Interpersonal transformation practices such as mediation, meditation and mindfulness teach us to examine and manage our own emotions, stories, and judgements. Perhaps it is time to consider these responsibilities when states negotiate with one another. As Jo Berry and Pat Magee’s relationship demonstrates, creating and maintaining a connection with the other takes imagination and a willingness to make oneself vulnerable. It requires embracing complexity and the rejection of binary polarities, so that we can see ourselves embedded in a web of relationships that includes our “enemies.” This is the stuff of transformation, and it applies to the deeply personal, intimate experience of the tango as much as to the revolutionary calls for political change and social justice that resonate in global politics. The rich and detailed stories of people who are involved in conflict wander through emotional landscapes, historical events, personal and political vulnerabilities, and complex layers of relationships. Such narratives offer insights into the workings of social and political structures in societies. They help to navigate through alternative political possibilities while simultaneously acknowledging the complex dance of relationships which embraces friends and enemies alike. Like tango, conflict transformation remains an intimate affair.

New delHI, august 26 (PtI): Suggesting that the government has brought the Food Security Bill with an eye on elections, BJP on Monday raised questions over the landmark measure saying it has several flaws which needed to be rectified. “This is a vote security bill not Food Security bill...,” BJP leader Murli Manohar Joshi said during debate on the legislation in the Lok Sabha. Joshi said he was in favour of the bill but the measure brought by the government has flaws. “The flaws should be rectified,” he said. The former Union Minister raised concern over various aspects, including providing adequate food, to people. “In 2009, the then President of India in his Address had talked about Food Security Bill. But you have brought this bill when you are going out...,” Joshi said. Wondering what is meant by “adequate food”, Joshi asked how the government is going to ensure food security to people. “What

New vaccine launched to battle typhoid
Hyderabad, august 26 (IaNs): Bharat Biotech, a leading biotechnology company specializing in vaccines, Monday launched a new vaccine for typhoid that can be given to infants below two years of age and to adults too. Typbar-TCV is said to be the world’s first clinically proven typhoid conjugate vaccine which can provide long term protection to adults as well as children six months old and above. Krishna M. Ella, chairman and managing director of Bharat Biotech, told the media that the fourth generation vaccines offers hope to millions around the world as the currently available vaccines lack long-term protection and are not meant for children below two years of age. The Hyderabad-based company has commenced production of the new vaccine. The plant has the capacity to produce 10 million doses annually, expandable to 50 million doses in future. TypbarTCV, which will be available in the market in a couple of weeks, will be supplied to global markets such as South East Asia, South America, Africa, Central Asia and South Asia. The Rs.300 crore company is already the largest producer and supplier of Vi typhoid vaccine, having distributed over 50 million doses globally. The existing vaccine in India is available for Rs.180 but the new vaccine is going to cost more. Krishna said the price would be announced soon. The company invested Rs.65 crore to develop the vaccine, which was evaluated in over 1,200 people at nine clinical sites.
Launching the vaccine, Christian Loucq, Director General of the International Vaccine Institute (IVI), said typhoid every year affects 20 million people and causes 250,000-600,000 deaths, mostly in developing countries. According to the World Health Organistaion (WHO), 90 percent of typhoid deaths occur in Asia. Most victims are children under five years of age. Krishna pointed out that 62 percent of the deaths occur in Asia, with India and Pakistan accounting for the highest numbers. Bharat Biotech gets Rs.40-50 crore of its revenues from the typhoid vaccine launched in 2003. It supplied the vaccine to many countries including Pakistan and Bangladesh where it is part of their national immunization programme. With the launch of conjugate vaccine, the company hopes to increase the revenue to Rs.100 crore. Typhoid fever is a life threatening illness caused by the bacterium salmonella typhi, which is transmitted through food or drink contaminated by the faeces or urine of infected people. “This disease, unfortunately, has been around for too long. In the 21st century, it is not acceptable any more,” said Loucq, the head of Seoul-based institute, which has the mission to develop and deliver safe and affordable vaccines for developing nations. He said the new vaccine would prove effective against typhoid, which has become drug resistant. S. Making a statement in the Lok Sabha, Shinde said: “All the five accused have been arrested. Public order and police are subjects exclusively dealt with by the state.” “The government of Maharashtra will do its utmost to complete the investigation in the crime and prosecute the accused under law expeditiously,” he said. Shinde said he has spoken to Maharashtra Chief Minister Prithviraj Chavan and was assured that the case would be tried in a fast track court and verdict would be announced fast. A 22-year-old photojournalist was raped by five men in an abandoned textile mill complex in central Mumbai last week after her male colleague was beaten and tied-up. The home minister said the statement of the male companion of the photojournalist has been recorded. “The male companion has provided some vital clues about the culprits and based on that, the Mumbai police prepared and released some sketches of the suspects,” he said. Leader of Opposition Sushma Swaraj said such incidents of rape were taking place everywhere. She wanted to know from Shinde whether there was any time limit within which the culprits would be brought to book. “We are not able to hang any of the brutes,” she said.
‘Breast bomb’ threat alert at Indian airports
New delHI, august 26 (ageNcIes): Days after UK’s Heathrow Airport was put on high alert amid fears that Al Qaeda’s women suicide bombers may target the location with explosives concealed in breast implants, security agencies in India have put all airports on high alert citing the same threat. Security personnel at the airports have been asked to double check women passengers from now on since India’s airports still do not have full body scanners to detect explosives concealed in such a manner. The greatest concern, officials said, was respecting the privacy of passengers. The Heathrow Airport is equipped
with full body scanners that can detect any explosives or metal hidden inside the body. In the absence of such technological support, the Central Industrial Security Force (CISF) officials have a tough task at hand. “We are working on ways to devise a method to identify such explosives. We are trying to coordinate with international agencies; nobody has been able to come out with a foolproof solution for such threats,” said R R Verma, SDG (airports), CISF. Officials said they have asked security personnel to conduct vigorous security checks while making sure they maintain a level of decency in
their conduct. “It is a sensitive issue and we have apprised our women personnel to be particularly alert. Any kind of explosives embedded in implants that do not have a metal component cannot be detected. We are devising ways to address this threat,” said the officer. He added they were seeking the help of international agencies to know the exact nature of the threat posed by the improvised explosive devices concealed in implants. “We are going through proper diplomatic channels to get any extra information on such IEDs. The dynamics are changing and we have to keep pace with new technologies,”
he said. A high-level meeting of all stakeholders involved in airport security was convened last week to discuss this particular threat. The Bureau of Civil Aviation Security (BCAS), the security regulator for airports in the country, is also working to address this threat. Last week, The Mirror reported that Al Qaeda’s chief bombmaker, Ibrahim al-Asiri, had developed a method to deceive airport scanners by concealing explosives in an implant or body cavity.

Cheapest cereals in India are the most expensive ones in US
wasHINgtON, august 26 (ageNcIes): What’s cheap food for the poor in India is healthy and expensive nutrition for the rich in the west. India’s cheapest grains, ignored, disdained, and disappearing in much of the country, are now much sought after cereals in America. They are priced some 500 times more than what New Delhi will supply its poor under the food security legislation. The UPA government’s Food Security Bill promises the country’s 810 million poor coarse grains (such as sorghum or jowar, pearl millet or bajra, and finger millet or ragi) at Rs 1 per kg. That’s less than two US cents per kg at current exchange rates. In contrast, the same coarse grains in the US are priced at a staggering $10 (Rs 630) and above per kilogram. The high prices are mostly on account of low supply and growing demand for cereals
such as quinoa and millets from health food faddists in the west. The nutritional quality of such grains is not a state secret; it has been known to ancient India and Africa for millennia, long before the arrival and popularity of wheat and rice. But the advent of Green Revolution, with its emphasis on wheat and rice, sidelined these traditional coarse grains, even as the scientific world exulted in its nutrient qualities. Endorsed by world bodies such as FAO and nutrition experts, off take of coarse grains has soared in the west even as it has declined in India and Africa, which are now overflowing with cheap wheat and rice. “Ragi cultivation has declined precipitously in the state,” lamented Karnataka’s US-educated agriculture minister Krishna Byre Gowda, in a recent conversation with this correspondent. “Poor rainfall, plunging water tables,
and changing preferences have all contributed.” Karnataka is the leading producer of ragi in India, accounting for over 50 per cent of the production. Nationwide, ragi accounts for less than one per cent of the cropped area and cereal production; bajra is even less. Of course, many poor in rural India, habituated to an ancient diet, still prefer coarse grains. After the Karnataka government recently upstaged New Delhi by promising rice at Rs 1 per kg, many BPL families in north Karnataka (where jowar is the staple grain) and in old Mysore (where ragi is the staple), made it known that they preferred coarse grains to rice. The government has now promised that these grains will also be offered at Rs 1 per kg. Procurement will be a problem. Combined with declining domestic production, there are fears that much
of India’s coarse grains will end up being exported if the western craze catches on. Already, expat Indians have cottoned on to the health kick. Coarse grain and its flour are now available at the popular US-based Indian grocery chain Patel brothers: a 2-pound packet of bajri flour is priced at $2.99 (about Rs 200 at current exchange rate). Ragi is almost twice as expensive — a pound of ragi flour is $2.49. In contrast, wheat flour costs less than 50 cents a pound. But it’s the prices at US health food outlets that are eye-popping. Even on Amazon.com, a 2-pound packet of ragi flour cost $12.10 (about Rs 800) as of Monday morning. How long Indian governments will be able to procure and process such “rich cereals for the west, poor grains in India” in the face of such skewed economics is something to chew on.

UN begins investigation of Syria gas victims BEIRUT, AUgUsT 26 (REUTERs): U.N. chemical weapons inspectors in Syria met and took samples from victims of an apparent poison gas attack in a rebel-held suburb of Damascus on Monday after the U.N. team themselves survived a gun attack on their convoy. A Syrian doctor told Reuters from the town of Mouadamiya that investigators from the United Nations had crossed the frontline from the centre of the capital, which remains under the control of President Bashar al-Assad’s forces. The U.N. said the shooting crippled one vehicle but mentioned no injuries. With Western powers considering military strikes, despite vocal opposition from Assad and his Russian and Iranian allies, any evidence to support rebel claims that government forces fired gas-laden rockets five days ago that killed hundreds of civilians will be a key element in arguments for peace or war. “I am with the team now,” the doctor who uses the name Abu Karam told Reuters by telephone from rebel-held Mouadamiya. “We are in the Rawda mosque and they are meeting with the wounded. Our medics and the inspectors are talking to the patients and taking samples from the victims now.” Another opposition activist said a large crowd was growing of people eager to air their grievances to the U.N. team. There was a plan for the experts also to take samples from corpses. Syrian state television blamed rebel “terrorists” for the shooting, which briefly halted the convoy but failed to stop the inspectors from crossing the front line.

MANILA, AUgUsT 26 (AP): Tens of thousands of Filipinos protested in a Manila park on Monday to call for the scrapping of a corruption-tainted development fund that allows lawmakers to allocate government money for projects in their districts. A government audit released Aug. 16 found that $141 million of the fund allocated over three years under the previous administration was released to questionable aid groups and ghost projects. The scandal centered on a powerful businesswoman who allegedly collaborated with lawmakers in channeling some of the funds. She has gone into hiding after she was charged with illegal detention of a whistle-blower. Local media reports of her lavish lifestyle have angered many ordinary taxpayers in
the Southeast Asian country where nearly 28 percent of the 97 million people are extremely poor. That prompted calls on social media for Monday’s protest in Rizal Park, where more than 100,000 turned out including students, workers, priests and nuns. Police said there were around 60,000 protesters. Similar protests were being held in a dozen other cities across the country, in New York and other cities where there are concentrations of Filipinos. JINAN, AUgUsT 26 (REUTERs): Chinese prosecutors demanded a heavy sentence for ousted top politician Bo Xilai as his divisive, dramatic trial ended on Monday, saying his “whimsical” challenge to charges of bribery, graft and abuse of power flew in the face of the evidence. Bo was a rising star in China’s leadership circles when his career was stopped short last year by a murder scandal in which his wife, Gu Kailai, was convicted of poisoning a British businessman, Neil Heywood, who had been a family friend. Bo, who was Communist Party chief of the southwestern metropolis of Chongqing, has mounted an unexpectedly feisty defence since the trial began on Thursday, denouncing testimony against him by his wife as the ravings of a mad woman. The court, announcing the end of the five-day trial, said the verdict would come at a later date. It did not provide details, but it could be announced within the next few weeks.
Bo has repeatedly said he is not guilty of any of the charges, although he has admitted to making some bad decisions and to shaming his country by his handling of former Chongqing police chief, Wang Lijun, who first told Bo that Gu had probably murdered Heywood. Wang fled to the U.S. consulate in the nearby city of Chengdu in February last year after confronting Bo with evidence that Gu was involved in the murder. Wang was also jailed last year for covering up the crime. Summing up the evidence, the state’s prosecutor said Bo should not be shown leniency as he had recanted admissions of guilt provided ahead of the trial. “Over the past few days of the trial, the accused Bo Xilai has not only flatly denied a vast amount of conclusive evidence and facts of his crimes, he has also repudiated his pre-trial written testimony and materials,” the court cited the prosecutor as saying. “We take this opportunity to remind Bo Xilai: the facts of the crimes are objective, and can’t be shifted around on your whim,” it said, without saying which of the four prosecutors had made the remarks. Salacious Allegations The trial has heard many salacious allegations against Bo, with transcripts, although probably edited, being carried on the court’s official microblog. The prosecution has alleged that Bo took more than 20 million yuan in bribes from two businessmen, embezzled another 5 million yuan from a government building project, and abused his power in trying to cover up Gu’s crime. Details have been presented of a villa on the French Riviera bought
for the Bo family by businessman Xu Ming, who also paid for foreign trips by Bo and Gu’s only son, Bo Guagua, offering a glimpse into the lifestyles of China’s elite politicians. Bo said that he had initially admitted to Communist Party anti-corruption investigators that he received bribes as he had been “under psychological pressure”. Bo also said he been framed by one of the men accused of bribing him, businessman Tang Xiaolin, who he called a “mad dog”. The prosecutor said Bo’s lack of contrition would count against him. Bo said he had offered his confession about accepting bribes from Tang because he wanted to “cooperate, to get the understanding” of the party, which at the time was leading the investigation into him. There was no mention in the transcript of Bo’s previous assertion of being put under pressure to confess. Bo also provided a new explanation for why Wang - who has accused Bo of punching him upon the news of Gu’s involvement in Heywood’s murder - fled to the U.S. consulate. “He was secretly in love with Gu Kailai,” Bo said, adding that Gu had rejected the former police chief. “He muscled in on my home, on my feelings, which is the real reason for his defection.” Despite Bo’s gutsy defence, a guilty verdict is a foregone conclusion as China’s courts are controlled by the Communist Party. State media, which speaks for the party, has already all but condemned him. Bo could theoretically be given the death penalty for the charges, although many observers say that is unlikely as the party will not want to make a martyr of a man whose leftleaning social welfare policies won much popular support.

British Foreign Secretary William Hague, however, said that it would be possible to respond to a chemical weapon attack without the Security Council’s backing. Obama has been reluctant to intervene in a conflict which began as protests against four decades of Assad family rule but grew into a civil war overtaken by sectarian bloodshed and a strengthening Islamist insurgency with links to al Qaeda. The death toll of civilians caught in the midst of the violence rises by the hundreds daily. Activist estimates for the alleged poison gas attack ranged from 500 dead to well over 1,000, which would make it the worst chemical weapons attack since Saddam Hussein gassed and killed thousands of Iraqi Kurds at Halabja in 1988. Turkey, a former Assad ally that is now a major backer of the opposition, said it would join any international coalition even if a decision for action could not be reached at the UN. The experts’ mandate is to find out whether chemical weapons were used, not to assign blame, but the evidence they collect, for example about the missile used, can provide a strong indication about the identity of the party responsible. If the U.N. team obtains independent evidence, it could be easier to build an international diplomatic case for intervention. Former weapons investigators say every hour matters.

Olympian suspended 2 years for skate tampering
KEARNs, August 26 (AP): Olympic short track medalist Simon Cho of the United States has received a two-year suspension from the International Skating Union after admitting he tampered with the skates of a Canadian rival. U.S. Speedskating announced the decision Sunday. The suspension runs through Oct. 4, 2014, which means Cho will not be eligible to at the Sochi Olympics. Cho confessed on Oct. 5, 2012, that he sabotaged the skates of Canada's Olivier Jean during the 2011 World Team Championship. Cho says he did it at the direction of former short track national coach Jae Su Chun. Chun has always denied that he had any role in the tampering. But the ISU suspended him for two years through Aug. 25, 2015, saying he also violated the code of ethics. U.S. Speedskating issued a statement saying it "respects the findings of the ISU" and will refer the matter to its disciplinary panel for a final decision. NEW YORK, August 26 (REutERs): A year after watching last year's final on television, Rafa Nadal is back in New York, revitalised and ready to make up for lost time at the US Open. A knee injury forced Nadal to miss the last grand slam of 2012, spoiling his chances of reaching the final for a third straight year. With Nadal absent, Britain's Andy Murray went on to win his maiden grand slam title, beating Novak Djokovic in a fiveset thriller. lONDON, August 26 (AgeNcies): In a distasteful postscript to their Ashes triumph, some of the England players celebrated by urinating on the pitch at The Oval. After the dressing room party, including uncorking the bubbly, the players moved to the centre of the ground and urinated on the pitch, which is considered to be sacrosanct for cricketers. Stuart Broad, Kevin Pietersen and James Anderson were the players involved in the shameful act. According to media reports, about five hours after the last Test was stopped due to bad light with England close to victory, the players gathered near the pitch and took turns to relieve themselves on the 22-yard-strip. While the centre of the ground was quite dark, lights were on in the grandstands with people still cleaning up after a late finish, which saw the game go beyond usual time. The incident has for sure taken some sheen away from England's 3-0 win over arch-rivals Australia who failed to rise to the occasion. Curator Cam Sutherland said that it was not a
