GPRN/NSCN seeks release of member

DIMAPUR, AUGUST 26 (MExN): The GPRN/NSCN has expressed shock over the “abduction” of one of its functionary, Veripa Chakesang from Toulazou village by the NSCN (IM) on August 22 at around 3:00 pm “for reason best known to the abductors, especially at this crucial juncture when the Naga reconciliation process is moving ahead with strong determination under the banner of FNR.” A press note from the MIP said that “before he was forcefully taken away, it is learned that the NSCN (IM) boys physically tortured him on the spot right after his arrest, as per eyewitness account.” The GPRN/ NSCN has strongly condemned “such cowardly acts of kidnapping despite the request and wish of the Naga people longing for peace and reconciliation.” The GPRN/NSCN further urged the higher-up authorities of the NSCN (IM) to release its functionary at the earliest.

DIMAPUR, AUGUST 26 (MExN): Parliamentary Secretaries, R Tohanba and Keajong Chang have expressed shock to learn that the motor convoy of Parliamentary Secretary, for Excise, Eco and Statistics, T Torechu was “frisked” by unidentified persons near Kiphire town on three different locations. In a press release appended by R Tohanba and Keajong Chang, the Parliamentary Secretaries stated that such acts of “targeting innocent leaders” in the state should not be done. They further condemned the act and urged upon law enforcing agencies to book the persons involved as per the law of the land.

He also wished for a happy experience for first time voters, who will be casting their votes on September 14.

Government college teachers from all districts of Nagaland went on a pendown strike today to express dissatisfaction with the government’s delay in releasing their pending arrears from January 2006 to March 2010 as per the 6th Revision of Pay. The strike, held under the aegis of the All Nagaland Government College Teachers’ Association (ANGCTA), was successfully and peacefully implemented. “We cooperated with the ANGCTA, and our students’ union gave us full moral support—even our students stayed in college with us throughout the day,” informed President of the Peren Government College Teachers’ Association. In Mon the pen-down strike was executed too. “Disrupting normal classes disturbs the students as well but they understand that this time it is because of the government,” explained a government college teacher from Mon’s Wangkhao Government College. Most of the government colleges had their students come in for their regular classes, when they were informed about the second phase of the teachers’ agitation. The first phase was a mass casual leave on August 22. “A student asked me over the phone if it is a

DIMAPUR, AUGUST 26 (MExN): The Governor of Nagaland, through Chief Secretary Alemtemshi Jamir, has announced the “release of arrears of pay of Government college teachers from 01.01.2006 to 31.03.2010 consequent upon the implementation of the revised UGC Pay Scheme under the UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2010” in two manners. As per the notification published August 26, one would be the “payment of arrears in cash to those holiday today,” said a lecturer from Fazl Ali College, Mokokchung, where the strike was also implemented. “I could not have explained our action today over the phone—it involves teachers, colleges and the government. They had to come to the classroom to see that in effect,” he asserted. In Kiphire’s Zisaji Presidency College, the students came, observed and left in a few hours. The teachers stayed. Since a pen-down strike meant going to the college but not taking classes, teachers stuck to the ANGCTA’s guidelines on the same, and stayed in college for full working hours, as

Most of the hours were consumed by teachers sitting in common rooms, catching up on the agitation thus far, or discussing further course of action, as in Zunheboto Government College where teachers took time out to keep track of the agitation in other districts. At Dimapur Government College, voices that sounded the “discrimination and injustice” of the state government by treating higher education teachers as mere “government servants” could be heard

loud and clear. Teachers across the districts, however, remained heavy hearted, moved to guilt by having students miss their classes. In unison, through many strands, the teachers said that the agitation is their last recourse. “We are neither against the government nor do we want to tarnish the image of the government, but we are only asking the government to give to us what is ours,” stated teachers of Mount Tiyi College, Wokha, who got “whole-hearted” support from their students, whose lost classes the teachers have promised to compensate. Stark in its silence was the voice of the Kohima Science College Teachers Association (KSCTA) in the agitation that decided to opt out since they decided to “wait for response of the State Government” instead. At a meeting held on August 24, 13 of the 14 units of the ANGCTA voted to go ahead with the second phase of the agitation, while teachers from KSCTA, also the office bearers of ANGCTA, decided to opt out of the agitation. The news of this, as well as the resignation of the ANGCTA’s office bearers, was delivered to the 13 other units through the media. Members of the KSCTA admitted that their situation in Kohima (as well as of being senior functionaries of ANGCTA) compelled them to take such an action. It however asserted that there is no split in the Association, only a difference in “modus operandi.”

Negative feelings may break Ceasefire AR apprehends 14 NSCN cadres

KohIMA, AUGUST 26 (MExN): The NSCN (K) has said that “wrong calculation and negative feelings towards them by the Centre would force them to break the ceasefire signed in 2001”. Y. Wangtin Naga, a senior Kilonser and Supervisor of Ceasefire Supervisor Board of NSCN (K) said on Monday that the split of the NSCN (K) in June 2011 has brought more destruction to the NSCN (K) and violation of ceasefire agreement by the Centre. He said the Centre had “wrongly believed that the breakaway group led by Khole Konyak and N. Kitovi Zhimomi could resolve the long pending Naga political problem adding that much importance was accorded to the breakaway group which

had generated negative feelings toward the NSCN (K) by the Centre with the sole objective to weaken the outfit”. He said tactics employed by the Centre will never be fulfilled “as the NSCN (K) does not only hold the main key for the Naga people but for the whole of northeast”. He said, “We are for sovereignty of Nagaland and we represent the people” and urged the Centre “to restrain its activities which would be detrimental to the peace process”. Stating that the NSCN (K) has established a strong base in Myanmar after the truce there; Wangtin said that “it would not hesitate to break the truce with New Delhi if GoI try to push them to the wall”. “The fatherly status of NSCN (K) in the circle of north-

east people cannot be reduced by the Government of India through illegal means”, he asserted. He added that the outfit wanted “to maintain brotherhood relationship with the Centre and its security forces till resolution of Naga political problem” but warned that they would not allow illegal activities by the Centre, as it is also a party to the bilateral ceasefire. He stated that with “unlawful and clandestine illegal activities by the Centre, the NSCN (K) has developed a bitter feeling towards the Centre for the last couple of years and that it would not hesitate to break the truce”. Wangtin accused the Ministry of Home Affairs of backtracking from its commitments citing examples

when the cadres at Athibung designated camp were withdrawn to be camped at Kuthuro-Wungpho designated camp near Tuensang town and the MHA later “denotified the camp and the cadres were left at large with the camp”. “The NSCN (K) which signed ceasefire agreement with the GoI maintains transparency, faithfulness and honesty towards the Centre and therefore we want same reciprocation from New Delhi” Wangtin said. He insisted that in the larger interest of the Centre and the NSCN (K), all recently arrested cadres from Tuensang by security forces be released and that a designated camp be established at Kuthero-Wungpho to accommodate the cadres.

DIMAPUR, AUGUST 26 (MExN): Troops of 23 Assam Rifles along with two Nagaland Police personnel apprehended ten GPRN/NSCN cadres and four NSCN (K) cadres from Tuensang town on August 26. A press note from the PRO of IGAR (N) informed that eleven weapons, 337 rounds of ammunition, radio sets, tax collection receipts and Rs 1.66 lakh in fake currency were recovered. It added that the cadres were reportedly “planning to cause disturbance in the area in view of by-election to Noksen A/C scheduled on September 4.” The cadres were handed over to Tuensang police station. The note said that the GPRN/NSCN cadres were under Major Omnang Chang, Tuensang District Commander while the NSCN (K) cadres were under Imlongnukshi Chang, Chairman of the Chang region. The note said that the cadres were “involved in extortion, illegal tax

collection and recruitment of youth in Tuensang district.” The AR added that recovery of fake currency is “a matter of serious concern and needs to be further investigated.”

GPRN/NSCN clarifies

Meanwhile, the GPRN/NSCN has clarified that on August 24, they seized Rs 1.70 Lakh of fake currency from one Shoku Khiamniungan in Tuensang. The MIP informed that the seizure was made under the command of Major Omnang Chang and added that Shoku is now absconding. However, the MIP said that before the seizure could be publicized, the AR “raided” its District Commander’s house and took away the fake currency. It alleged that an additional Rs 1.20 lakh of genuine currency was also seized during the raid and added that the AR did not deposit the genuine currency with the police.
