NSF notifies CM on “stranded” Naga students DIMAPUR, AUGUST 27 (MExN): The Naga Students Federation has submitted a representation to the Nagaland Chief Minister, Neiphiu Rio regarding the “untold hardship and problems” faced by students “stranded” in Maharashtra. The representation appended by NSF President and General Secretary stated that students are unable to get admission in various technical institutes under the Directorate of Technical Education, Maharashtra. It said that this is due to lack of proper communication between the Ministry of Human Resource, Directorate of Technical Education, Maharashtra and the Directorate of Technical Education, Nagaland. The representation informed that the Federation has met the Technical Education department several times and is still in touch with the concerned authority. However, it lamented that till date, there has been “no concrete outcome or any positive response” from the department as well as the competent authority to resolve the issue. Therefore, the NSF has urged upon the CM to immediately intervene in order to deliver justice to the students whose academic careers are at stake.

Grassroots Comic Making workshop on August 27. Alemtemshi asserted that the workshop would help communicate images to young people and influence the whole issue of sustainable development. The grassroots comic making workshop is a three-day programme

organized by the Sustainable Development Forum of Nagaland (SDFN) from August 27 to 29 with is facilitators from India Water Portal. The workshop aims to help participants to use comic making as a medium to spread issues in the grassroot level. Altogether 18 participants

from all the districts and different professions will be participating at the workshop. Usha Dewani from India Water Portal, one of the facilitators at the workshop says, “We work with communities and highlight issues through visuals, images, articles, illustrations. This workshop is a precursor to the coming summit. And hopefully, the output will be displayed and try to get these voices heard.” SDFN is a forum of the civil society, academia, media, government and entrepreneurs that aims to facilitate dialogues, researches, and sustainable policy making keeping in mind with the State’s economy, environment and development. India Water Portal is a website that shares knowledge and build communities around water and related issues in India.

Explaining that each village has a different version of the same story with addition and distortion, Francis said that it was a daunting task collecting stories from all the hamlets and villages, after which it was refined, crossed examined from many people and ultimately refined for final compilation and publication, which took him 16 years. The story collection process took not less than 8-9 years, he informed. He thanked God for giving him good health and also expressed gratitude to his intellectual friends for their unceasing support and for enabling him to come out with the book. The book, which contains 78 spell bounding stories of supernatural and mystifying events, myth, tales and fables, is in demand even in Kolkata and Delhi. Priced at Rs. 350/- per copy, the book will initially be available at Catholic Publication Centre, D. Block Kohima. In the programme, Associate Pastor KLBC, Rev. Sankilemba Kikon invoked God’s blessing while senior news reader AIR, Jonas Yanthan chaired the programme. Rev. Fr. Philip Humtsoe said the benediction.

Kohima, august 27 (mExN): Two (2) day training on Activity and Competency Learning (ACL) conducted by State Council of Education Research and Training (SCERT) was held at Phek on August 19 and 20 and in Kiphire on August 22 and 23. groups threaten ‘Nagas aspire to live together’ Manipur agitation over border People pay homage to martyrs of 1948 ‘No Tax Camaign’ Chizokho Vero Mao Gate | August 27 People from different walks of life gathered today at the 65th anniversary of Martyrs’ Day (27th August 1948) organised by Mao Council (MC) under the aegis of the United Naga Council (UNC) and paid homage and salute to those martyrs for their sacrifice for the integration of all Nagas. UNC president L. Adani said the Nagas of Manipur were independent of the Manipur Raja before the advent of the British, adding that even after the British came, they were administered by the political department of the British Crown. The Manipur Raja and his darbar administered only the valley area till 15th August 1947. In September 1946, he said, the Naga National League (NNL) was organised to consolidate the Nagas of Manipur in order to bring together the Naga people separated by colonial boundaries. After 15th August 1947, on transfer of paramountcy to the Maharaja of Manipur without the consent of the hill people, the NNL stated the Nagas of Manipur will not remain with the Meiteis since the latter had never conquered the Nagas and declared that it would be impossible for the Nagas to preserve the best of their culture, tradition, customary laws and political practices should the Naga people and their

land be split up and placed under different influence and politics. Adani stated that the NNL expressed their strong desire to merge with the Naga Hills district of Assam through the boycott of the preparation of electoral rolls in Naga areas. The first general election under the Manipur state Constitution Act held in June 1948 was boycotted by the Nagas in Manipur. They thereafter launched the “No Tax Campaign” when Maharaj Kumar Priyobrata Singh was the chief minister of Manipur. The campaign was spearheaded by A. Daiho (Mao) and N. Modoli (Poumai), president and secretary respectively of NNL. The Nagas in Manipur refused to pay the annual House Tax to the Government of Manipur and instead submitted their annual house tax to Charles Pawsey, DC of Naga Hills of Assam at Kohima. Adani said that it was an act of defiance against the authority of the state, under which the Nagas of Manipur had been placed without their consent. On 27th August 1948, he said, the Manipur Maharaja, Budh Chandra sent a combined force of Assam Rifles and Manipur Police to arrest A Daiho and other leaders. "The vice president will arrive in Agartala Sep 25 and inaugurate the museum at the Ujjayanta Palace on the same day," an official of the Tripura government told reporters here Tuesday. "The museum set up at the renovated Ujjayanta Palace will showcase northeast India's art, culture, history and ethnic diversity. This is the biggest museum of the region," the official said.

MNF demands Mizoram health minister’s ouster

aizawl, august 27 (Pti): Opposition Mizo National Front (MNF) on Tuesday urged Chief Minister Lal Thanhawla to sack state minister Lalrinliana Sailo for his alleged involvement in drug trafficking. In a letter to the chief minister, MNF general secretary Zosangliana alleged the Health, Labour and Employment, and Trade and Commerce Minister issued drug licence to his under-aged son. Rampanmawia, a Myanmarese national and a drug trafficker, was using that drug licence to smuggle pseudo-ephedrine from India to Myanmar, he said in the letter. "Rampanmawia was arrested by the state Excise and Narcotics department last year in connection with pseudo-ephedrine, a precursor for illicit manufacturing of Methamphetamine," he said.

Talking to journalists Brozendra Ningomba, convener of Protection of land in Border said that people cannot simply accept the oversimplified and misleading statement of Suresh Babu, the principal secretary (Home), Manipur. Babu who led an official team that visited the two tribal villages and one temple constructed by Tamil Sangam Moreh told journalists that what is being erected is a "security fence" and not border fence. Ningomba told The Hindu that it cannot simply be accepted. “If it is a security fence to ward off militants and foreigners trying to sneak into Manipur from Myanmar, then where is the need to bifurcate almost all the 14 tribal villages?” Besides the Choro vil-

artin Luther King, Jr.’s ‘I Have a Dream’ speech was delivered on 28 August 1963 in Washington D.C., United States of America. Fifty years ago, on the steps of the Lincoln Memorial in Washington D.C to mark the protest March for Jobs and Freedom, Martin Luther King delivered the iconic and inspiring speech which has ever since become a seminal event in the history of Civil Rights movement in USA. The speech I Have a Dream was delivered to a crowd of thousands: young and old, black and white, men and women from across America who had marched to Washington D.C. Martin Luther King, Jr. was a Baptist pastor and activist for Civil Rights Movement for African-American, who served as at the Ebenezer Baptist Church, Atlanta, Georgia, where he was baptised as a child. Even today, a visit to and worship at the Ebenezer Baptist church is an experience in itself, the wonderful music, the powerful sermon and the friendship of the people are inspiring and the historic significance of the church is marked with gallery exhibits of the Civil Rights Movement. It was in the same church, where Martin Luther King, Jr.’s funeral was held following his assassination on April 4, 1968 at Memphis, Tennessee. Today, it cannot be denied that Martin Luther King Jr.’s ultimate sacrifice was not in vain, USA is different today from the days of racial segregation, lynching, and racial discrimination. America has a descendent from Africa as President. The election of the first black president:

Barack Obama, in America’s history has its roots in the courageous dream of Martin Luther King and the many passionate people who participated in the Civil Rights Movement. Martin Luther King, Jr.’s I Have a Dream has changed America’s and even the world’s history, where equal rights and freedom are cherished, if not completely become a reality yet. The following is part of the famous speech: “I say to you today, my friends, that in spite of the difficulties and frustrations of the moment, I still have a dream. It is a dream deeply rooted in the American dream. I have a dream that one day this nation will rise up and live out the true meaning of its creed: “We hold these truths to be selfevident: that all men are created equal.” I have a dream that one day on the red hills of Georgia the sons of former slaves and the sons of former slave owners will be able to sit down together at a table of brotherhood. I have dream that one day even the state of Mississippi, a desert state, sweltering with the heat of injustice and oppression, will be transformed into an oasis of freedom and justice. I have a dream that my four children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character. I have a

dream today. I have a dream that one day the state of Alabama, whose governor’s lips are presently dripping with the words of interposition and nullification, will be transformed into a situation where little black boys and black girls will be able to join hands with little while boys and white girls and walk together as sisters and brothers. I have a dream today. I have a dream that one day every valley shall be exalted, every hill and mountain shall be made low, the rough places will be made plain, and the crooked places will be made straight, and the glory of the Lord shall be revealed, and all flesh shall see it together. This is our hope. This is the faith with which I return to the South. With this faith we will be able to hew out of the mountain of despair a stone of hope. With this faith we will be able to transform the jangling discords of our nation into a beautiful symphony of brotherhood. With this faith we will be able to work together, to pray together, to struggle together, to go to jail together, to stand up for freedom together, knowing that we will be free one day.” While, there are still challenges of racism and discrimination in the Land of Freedom, certainly, America has seen changes and equal rights granted to every citizen. Marking the 50th Anniversary of

the I Have a Dream speech, there are global events of marches, gatherings and reflections abuzz in all forms of the media, as a Naga of this time in history: I cannot help recalling the divisions, resentments, hatred, exclusion, corruption and fear that are part of Naga society today. I recall the painful narration by a fellow Naga of an incident: a Naga pastor in a city ignored another fellow Naga (who was also a deacon in the Naga service), just because he came from a different state! Today Naga society is one where truth is not spoken for fear of intimidation and gun; where justice is not delivered because mammon is worshipped; where equality is denied because of lopsided understanding of cultural customs; where the church has become ritualistic and materialistic; where a few powerfully corrupt rules the society. Naga society need a dream, a vision, where truth can be spoken without fear, where freedom of persons is granted, where dignity of every individual is respected, where peaceful living is possible, where guns do not silence the prophets, where resources meant for the poor are not squandered by the powerful, where every individual’s gift is appreciated for the good of the community, where the church is a guiding light for the Gospel of Jesus Christ. Clarification On Collection Of Parking Fees

T

he collection of parking fees as per Sec. 120, 303 and 304 of the Nagaland Municipal Act 2001 was started by the Kohima Municipal Council w.e.f November 2011. Background: A series of meetings were held at the level of the Home Minister, Nagaland and the Deputy Commissioner, Kohima In the year 2011 where it was felt that the Municipality should start the collection of parking fees by identifying certain zones. The objectives behind this initiative was mainly to ease traffic congestion, minimize random parking of vehicles on the roads and improve upon vehicular traffic challenges faced by citizens. A press release Dated 29th Oct’2011 by the Deputy Commissioner, Kohima, was issued. Whereby parking lots were identified and the implementation on parking fee started on trial basis for 9(nine)months with the KVYO in the month of Nov’2011.This parking fee system was discontinued on the expiry of the trial period. Meanwhile, as per the direction of Urban Development Department, Govt. of Nagaland, a press release on the collection of taxes, fees and giving a 1(one) month’s notice to the public for submission of claims and objections was issued on 24th July, 2012 through all the local dailies. No claims and objections were received from the public and the Urban Development Department issued a Notification NO.UDD/MAC-13/2009 dated Kohima the 16th Oct, 2012 according sanction for the imposition of the taxes, tolls and fees under sub-sec (8) of Sec 121 of the Nagaland Municipal Act, 2001. New paid parking zones were identified at BOC and High School Junctions and public notice was issued in the local dailies on May 16th 2012, giving a month’s notice for any suggestions, objections from the public. Here also no suggestions, objections were received. A meeting was held in August 2012 in the office chamber of the Home Minister with the Police, the Administration, KMC and other related departments to discuss

issues relating to traffic management in Kohima. It was decided that the Deputy Commissioner, Kohima, convene a meeting with the Police, KMC and related departments to identify locations for Paid Parking as well No Parking Zones or areas and issue relevant orders. After proper inspection of the areas/zones and working out of the Paid Parking Zones and No Parking Zones ,the Regional Transport Authority(RTA), Kohima notified the public on the three zones i.e. Zone 1: covering Kezieke to High school area, Zone 2: covering Razhu point to TCP gate and Zone 3: covering Classic Island to Dzuvuru (Mohonkhola) up to MHHSS (Agri-Forest). This Notification was published in the local dailies and the Nagaland Gazette on 29th Aug’2012 and also seeking for claims and objections to be submitted to the DC and Chairman, RTA, Kohima within 30(thirty) days from the date of publication. Here also no claims and objections were received. Hence, KMC issued press release on 23rd Nov’ 2012, that it would start collection of parking fees in all the allotted public parking space within KMC’s jurisdiction w.e.f Nov 26th ,2012. Tender was floated and the collection of parking fee was allotted to M/S Pele Khezhie Enterprise in all the 3 zones. However after a few months, Zone I and Zone 3 was withdrawn on 12/03/2013 as per the letter of withdrawal written to KMC by M/S Pele Khezhie Enterprise. If the focus of the principles of road space allocation were to be the people, then much more space would need to be allocated to public transport systems than is allocated at present. It is a fact that certain people park their vehicles in the streets from morning till night irrespective of whether they have work or not. Shopkeepers and owners also follow in that category. This makes it very inconvenient for the public to go and take care of their immediate needs. Therefore, one of the main objective is also to prevent people from parking for long periods than is necessary. The citizens of Kohima are requested to co-operate with KMC in establishment of this new system where in due process, vehicle movements can be regulated and citizens will soon get customized parking as per their needs. Citizens are also requested to abide by the Rules and Acts of the Municipal and not be misguided by any propaganda promoted. Citizens are free to come and clarify any doubts during Office hours on any working days. KMC will be pleased to assist citizens for clarification and would also request the citizens for positive feedbacks so as to provide a better and more efficient parking services.

Dimapur, august 27 (mExN): Eastern Naga Students’ Federation (ENSF) organized a send-off prayer programme-cum-orientation for meritorious and needy students selected under the Federation’s Education Initiative (EEI). The send off programme was held Tuesday at Phom Baptist Church, Dimapur, with commissioner of Excise, Maongwati Aier, as chief guest who in his address said, “Education is the greatest tool for self reliance.” The Excise commissioner lauded the bold initiative of ENSF and said that EEI would go a long way in reducing school drop outs and unemployment. Dwelling on love of “freedom” in Naga society, Aier said that in order to be free, one needs to sweat as “behind every success story there is sweat”. He urged upon the students to make

good use of EEI and to work hard till the goal is achieved. Reminding the students of US president Barack Obama’s quote, “People will judge you by what you work and not by what you destroy”, the chief guest encouraged the students to help build a better society and nation through quality education. It may be mentioned that ENSF in collaboration with the All Assam Students Association (AASA) and Neo Royal Education Society (NRES) Hyderabad, initiated EEI to facilitate meritorious students from backward and poor background to study outside the state. The EEI scheme includes fee reimbursement, i.e. semester fees are being reimbursed through scholarships for the poor meritorious backward students. Kohima, august 27 (mExN): Nagaland Board of School Education conducted two days workshop on "Evaluation and Question Setting" in the Board's office on August 22 and 23. A press release issued by NBSE chairperson Asano Sekhose informed that 65 secondary teachers representing all districts participated in the workshop. Presentations on "A question and its faces" and "Preparing questions of higher order" were made. The note stated that since the aim of the workshop was to hone the skills of the

teachers on evaluation and question setting, the teachers were oriented on the evaluation and assessment practices being adopted in the school system. Preparation of blueprint of question papers and developing questions of higher order/thinking skills were important activities of the workshop. Catholic leaders attend retreat for spiritual renewal

Dimapur, august 26 (mExN): A five-day long spiritual renewal cum retreat was held for the Catholic leaders of St. Mary’s Parish, Lozaphuhu from August 21 to 25 with Rev. Fr. George Rino, Secretary, Commission for Education, Diocese of Kohima as the resource person. The retreat began with a short introduction and welcome address given by Rev. Fr. Anthony Rozu, the Parish Priest. Altogether 33 leaders from Lozaphuhu, Lanizo, and Phek Town participated in the retreat. The highlights of the retreat included six talks on effective Church leaders, Holy Mass, Eucharistic adoration, confession, holy rosary, family prayer and movies on the lives of saints. Sümi 'pioneer' Kawoto Sukhalu laid to rest today

Dimapur, august 27 (mExN): The funeral service of late H. Kawoto Sukhalu, Head GB of Kawoto Village and father of KT Sukhalu, IAS, Commissioner & Secretary was held on August 27, 2013, 09:00 am at his residence in Kawoto Village. Late H. Kawoto Sukhalu was born on July 1, 1925. He served as a Dobashi from July 19, 1943 (British regime) under CR Pawsney, Deputy Commissioner till he was promoted as PA to DC Zunheboto on December 19, 1971. He served in the same capacity till his retirement on October 31, 1983. For his distinguished service, a certification of mention – the name of Kawoto Sema was published in the London Gazetee on July 19, 1945, by the order of the King of England. The funeral service was attended by hundreds of people from all walks of life including Sümi Hoho, Sülimi Hoho, Kükami Hoho, GB & elders, Reverend, Pastors and Church leaders; Shetoyi Sumi, Parliamentary Secretary, Soil & Fisheries; dignitaries like Banuo Z. Sumi Officers Union Nagaland (SOUN) has expressed sadness over the death of Kawoto Sukhalu, Head GB of Kawoto village and father of KT Sukhalu, Commissioner & Secretary, member and former president of SOUN. In a release SOUN acknowledged the contributions of Kawoto and said he was a prominent figure among the Sumis. Even after his retirement from government service, he devoted his valuable services to the Sumis Hoho for the unity and reconciliation of the Nagas and Sumis in particular, it stated. While declaring that his demise has created a huge vacuum particularly in the Sumi society, it conveyed its deepest condolences to the bereaved family members.

The Curriculum

C

urriculum is an expression of the broader policy that reflects decisions relating to selecting and organizing content, pedagogy and learning experiences. Curriculum cannot be seen in isolation as it results from the interplay of existing structures, the systems that sustain them, the educational policies’ objectives and values. In most cases, the powers are responsible for policy making which directly impacts building curriculum. While in the pure sense, the curriculum reflects educational goals and policies, however, in practice education reflects societal differences including values, beliefs, and educational priorities, etc., within their cultural context; and the curriculum serves as a mechanism to establish priorities, balancing between available information and the time available for learning that is essential in order for learners to optimize their learning experience. Further, because inherent tensions exist between a learnercentered approach and needs-of-society approach the Curriculum seeks to balance and harmonize these two approaches regardless of the academic disciplines such as sciences, language arts, history, and so on. Curriculum are multifaceted, for instance, the Hidden Curriculum includes all those things in a school setting that send learners messages regarding how they should be thinking and what they ought to be doing. In other words it is a subliminal process that is transmitted through the school’s every day, normal activities. These greatly influence student’s attitudes towards knowledge, skills, practices and values. The Taught Curriculum is the actual intended officially recognized course work. However, very often there is a gap between the curriculum design and implementation, or, in other words, a gap in quantity and quality between the prescribed and taught curricula usually referred to as the relative autonomy of teachers’ vis-à-vis structural constraints. This may occur for different reasons including an individual teacher’s personal approach, beliefs, or political position, as well as the learning institution’s policies. Then there is the Missing Curriculum, which refers to what is excluded, whether deliberately or not from the course. Content that is missing may include issues that may be censored; the ideas that are silenced are usually as relevant for developing an informed, active, multicultural and politically aware citizenry. The Missing Curriculum varies according to context, but generally includes those issues that are referred to as ‘controversial’. The Missing curriculum does not only refer to the content that may include presenting historical narratives or social events and using methods that avoid participatory or democratic methods. This effectively stifles nurturing and developing critical thinking processes. In the Naga context it is essential that a serious assessment is made in relation to the Hidden, Taught and Missing Curriculum. It is by critically reflecting on these three facets of curriculum that the incompatible nature of formal curriculum and the political realities affecting all agencies and structures involved in formal and informal socialization can be addressed. Hence, the political, economic and educational realities make it necessary for educational authorities to address not only the issues relating to curriculum, but also create multidimensional processes that examine the various aspects of the educational system.

t is when you stop going along with the crowd and start realizing that there are many things about yourself that you didn't know and may not like. You start feeling insecure and wonder where you will be in a year or two, but then get scared because you barely know where you are now. You start realizing that people are selfish and that, maybe, those friends that you t...hought you were so close to aren't exactly the greatest people you have ever met, and the people you have lost touch with are some of the most important ones. What you don't recognize is that they are realizing that too, and aren't really cold, catty, mean or insincere, but that they are as confused as you. You look at your job... and it is not even close to what you thought you would be doing, or maybe you are looking for a job and realizing that you are going to have to start at the bottom and that scares you. Your opinions have gotten stronger. You see what others are doing and find yourself judging more than usual because suddenly you realize that you have certain boundaries in your life and are constantly adding things to your list of what is acceptable and what isn't. One minute, you are insecure and then the next, secure. You laugh and cry with the greatest force of your life. You feel alone and scared and confused. Suddenly, change is the enemy and you try and cling on to the past with dear life, but soon realize that the past is drifting further and further away, and there is nothing to do but stay where you are or move forward. You get your heart broken and wonder how someone you loved could do such damage to you. Or you lie in bed and wonder why you can't meet anyone decent enough that you want to get to know better. Or maybe you love someone but love someone else too and cannot figure out why you're doing this because you know that you aren't a bad person. You want to settle down for good because now all of a sudden that becomes top priority. Getting wasted and acting like an idiot starts to look pathetic. You begin to think a companion for life is better than a hundred in the shack and for once you would not mind standing tall for that special someone which otherwise you had never thought of until now. You go through the same emotions and questions over and over, and talk with your friends about the same topics because you cannot seem to make a decision. You worry about loans, money, the future and making a life for yourself... and while winning the race would be great, right now you'd just like to be a contender! What you may not realize is that every one reading this relates to it. We are in our best of times and our worst of times, trying as hard as we can to figure this whole thing out. We call it the "Quarter-life Crisis"

How to Be More than a Mindful Consumer The way we make and use stuff is harming the world—and ourselves. To create a system that works, we can't just use our purchasing power. We must turn it into citizen power

S

ince I released "The Story of Stuff " six years ago, the most frequent snarky remark I get from people trying to take me down a notch is about my own stuff: Don't you drive a car? What about your computer and your cellphone? What about your books? (To the last one, I answer that the book was printed on paper made from trash, not trees, but that doesn't stop them from smiling smugly at having exposed me as a materialistic hypocrite. Gotcha!) Let me say it clearly: I'm neither for nor against stuff. I like stuff if it's well-made, honestly marketed, used for a long time, and at the end of its life recycled in a way that doesn't trash the planet, poison people, or exploit workers. Our stuff should not be artifacts of indulgence and disposability, like toys that are forgotten 15 minutes after the wrapping comes off, but things that are both practical and meaningful. British philosopher William Morris said it best: "Have nothing in your house that you do not know to be useful or believe to be beautiful."

Too many T-shirts The life cycle of a simple cotton T-shirt—worldwide, 4 billion are made, sold, and discarded each year—knits together a chain of seemingly intractable problems, from the elusive definition of sustainable agriculture to the greed and classism of fashion marketing. The story of a T-shirt not only gives us insight into the complexity of our relationship with even the simplest stuff; it also demonstrates why consumer activism— boycotting or avoiding products that don’t meet our personal standards for sustainability and fairness—will never be enough to bring about real and lasting change. Like a vast Venn diagram covering the entire planet, the environmental and social impacts of cheap T-shirts overlap and intersect on many layers, making it impossible to fix one without addressing the others. I confess that my T-shirt drawer is so full it's hard to close. That's partly because when I speak at colleges or conferences, I'm often given one with a logo of the institution or event. They’re nice souvenirs of my travels, but the simple fact is: I've already got more T-shirts than I need. And of all the T-shirts I have accumulated over the years, there are only a few that I honestly care about, mostly because of the stories attached to them. My favorite (no eye-rolling, please) is a green number from the Grateful Dead's 1982 New Year's Eve concert. To me this T-shirt, worn for more than 30 years by multiple members of my extended family, is both useful and beautiful, not only because I attended the concert but because a dear friend gave it to me, knowing how much I would treasure it. The label even says "Made in the USA," which makes me smile because so few things are made in this country anymore, as brands increasingly opt for low-paid workers in poor countries. Who sews those Tees? And that takes me back to a day in 1990, in the slums of Port-au-Prince. I was in Haiti to meet with women who worked in sweatshops making T-shirts and other clothing for the Walt Disney Company. The women were nervous about speaking freely. We crowded into a tiny room inside a small cinderblock house. In sweltering heat, we had to keep the windows shuttered for fear that someone might see us talking. These women worked six days a week, eight hours a day, sewing clothes that they could never save enough to buy. Those lucky enough to be paid minimum wage earned about $15 a week. The women described the grueling pressure at work, routine sexual harassment, and other unsafe and demeaning conditions. They knew that Disney's CEO, Michael Eisner, made millions. A few years after my visit, a National Labor Committee documentary, Mickey Mouse Goes to Haiti, revealed that in 1996 Eisner made $8.7 million in salary plus $181 million in stock options—a staggering $101,000 an hour. The Haitian workers were paid one-half of 1 percent of the U.S. retail price of each garment they sewed. The women wanted fair pay for a day's work— which in their dire straits meant $5 a day. They wanted to be safe, to be able to drink water when hot, and to be free from sexual harassment. They wanted to come home early enough to see their children before bedtime and to have enough food to feed them a solid meal when they woke. Their suffering, and the suffering of other garment workers worldwide, was a major reason the end product could be sold on the shelves of big-box retailers for a few dollars. I asked them why they stayed in the teeming city, living in slums that had little electricity and no running water or sanitation, and working in such obviously unhealthy environments instead of returning to the countryside where they had grown up. They said the countryside simply couldn’t sustain them anymore. Their families had given up farming since they couldn't compete against the rice imported from the U.S. and sold for less than half the price of the more labor-intensive, more nutritious native rice. It was all part of a plan, someone whispered, by the World Bank and U.S. Agency for International Development to drive Haitians off their land and into the city to sew clothes for rich Americans. The destruction of farming as a livelihood was necessary to push people to the city, so people would be desperate enough to work all day in hellish sweatshops.

Their proper place The next day I called on USAID. My jaw dropped as the man from the agency openly agreed with what at first had sounded like an exaggerated conspiracy theory. He said it wasn't efficient for Haitians to work on family farms to produce food that could be grown more cheaply elsewhere. Instead they should accept their place in the global economy—which, in his eyes, meant sewing clothes for us in the United States. But surely, I said, efficiency was not the only criterion. A farmer’s connection to the land, healthy and dignified work, a parent's ability to spend time with his or her kids after school, a community staying intact generation after generation—didn’t all these things have value? "Well," he said, "if a Haitian really wants to farm, there is room for a handful of them to grow things like organic mangoes for the high-end export market." That's right: USAID's plan for the people of Haiti was not self-determination, but as a market for our surplus rice and a supplier of cheap seamstresses, with an occasional organic mango for sale at our gourmet grocery stores. By 2008 Haiti was importing 80 percent of its rice. This left the world's poorest country at the mercy of the global rice market. Rising fuel costs, global drought, and the diversion of water to more lucrative crops— like the thirsty cotton that went into the Disney clothing—withered worldwide rice production. Global rice prices tripled over a few months, leaving thousands of Haitians unable to afford their staple food. The New York Times carried stories of Haitians forced to resort to eating mud pies, held together with bits of lard. But that's not all Whew. Global inequality, poverty, hunger, agricultural subsidies, privatization of natural resources, economic imperialism—it’s the whole messy saga of the entire world economy tangled up in a few square yards of cloth. And we haven't even touched on a range of other environmental and social issues around the production, sale, and disposal of cotton clothing. Cotton is the world's dirtiest crop. It uses more dangerous insecticides than any other major commodity and is very water intensive. Cotton growing wouldn’t even be possible in areas like California's Central Valley if big cotton plantations didn't receive millions of dollars in federal water subsidies—even as some of the poverty-stricken farmworker towns in the Valley have no fresh water. Dyeing and bleaching raw cotton into cloth uses large amounts of toxic chemicals. Many of these chemicals—including known carcinogens such as formaldehyde and heavy metals—poison groundwater near cotton mills, and residues remain in the finished products we put next to our skin. Well-made cotton clothing—like my 30-year-old Grateful Dead T-shirt—can last a long time, providing years of service for multiple wearers before being recycled into new clothes or other products. But most retailers are so intent on selling a never-ending stream of new clothes to their targeted demographic that they quickly throw away clothing in last season's style. And here’s one more problem with stuff: we're not sharing it well. While some of us have way too much stuff—we’re actually stressed out by the clutter in our households and have to rent off-site storage units—others desperately need more. For those of us in the overconsuming parts of the world, it's increasingly clear that more stuff doesn’t make us more happy, but for the millions of people who need housing, clothes, and food, more stuff would actually lead to healthier, happier people. If you have only one T-shirt, getting a second one is a big deal. But if you have a drawer stuffed with them, as I do, a new one doesn’t improve my life. It just increases my clutter. Call it stuff inequity. One billion people on the planet are chronically hungry while another billion are obese.

Citizens, not consumers The problems surrounding the trip from the cotton field to the sweatshop are just a smattering of the ills that not only result from the take-make-waste economy but make it possible. That’s why striving to make responsible choices at the individual consumer level, while good, is just not enough. Change on the scale required by the severity of today's planetary and social crises requires a broader vision and a plan for addressing the root causes of the problem. To do that we must stop thinking of ourselves primarily as consumers and start thinking and acting like citizens. That's because the most important decisions about stuff are not those made in the super-

market or department store aisles. They are made in the halls of government and business, where decisions are made about what to make, what materials to use, and what standards to uphold. Consumerism, even when it tries to embrace "sustainable" products, is a set of values that teaches us to define ourselves, communicate our identity, and seek meaning through acquisition of stuff, rather than through our values and activities and our community. Today we're so steeped in consumer culture that we head to the mall even when our houses and garages are full. We suffer angst over the adequacy of our belongings and amass crushing credit card debt to, as the author Dave Ramsey says, buy things we don’t need with money we don’t have, to impress people we don't like. Citizenship, on the other hand, is about what Eric Liu, in The Gardens of Democracy, calls "how you show up in the world." It’s taking seriously our responsibility to work for broad, deep change that doesn’t tinker around the margins of the system but achieves (forgive the activist-speak) a paradigm shift. Even "ethical consumerism" is generally limited to choosing the most responsible item on the menu, which often leaves us choosing between the lesser of two evils. Citizenship means working to change what’s on the menu, and stuff that trashes the planet or harms people just doesn’t belong. Citizenship means stepping beyond the comfort zones of everyday life and working with other committed citizens to make big, lasting change. One of our best models of citizenship in the United States is the Civil Rights Movement of the 1960s. It’s a myth that when Rosa Parks refused to move to the back of the bus it was a spontaneous act of individual conscience. She was part of a network of thousands of activists who mapped out their campaign, trained to be ready for the struggles to come, then put their bodies on the line in carefully planned civil disobedience. Consumer-based actions, such as boycotting segregated buses or lunch counters, were part of the campaign, but were done collectively and strategically. That model has been used, with varying degrees of success, in the environmental, gay rights, pro-choice, and other movements. But consumer action alone—absent that larger citizen-led campaign—isn't enough to create deep change. So yes, it is important to be conscious of our consumer decisions. But we're most powerful when this is connected to collective efforts for bigger structural change. As individuals, we can use less stuff if we remember to look inward and evaluate our well-being by our health, the strength of our friendships, and the richness of our hobbies and civic endeavors. And we can make even more progress by working together—as citizens, not consumers—to strengthen laws and business practices increasing efficiency and reducing waste. As individuals, we can use less toxic stuff by prioritizing organic products, avoiding toxic additives, and ensuring safe recycling of our stuff. But we can achieve much more as citizens demanding tougher laws and cleaner production systems that protect public health overall. And there are many ways we can share more, like my community of several families does. Since we share our stuff, we only need one tall ladder, one pickup truck, and one set of power tools. This means we need to buy, own, and dispose of less stuff. From public tool lending libraries to online peer-to-peer sharing platforms, there are many avenues for scaling sharing efforts from the neighborhood to the national level. We can't avoid buying and using stuff. But we can work to reclaim our relationship to it. We used to own our stuff; now our stuff owns us. How can we restore the proper balance? I remember talking to Colin Beavan, aka No Impact Man, at the end of his year of living as low impact as he could manage in New York City: no waste, no preprocessed meals, no television, no cars, no buying new stuff. He shared with me his surprise at journalists calling to ask what he most missed, what he was going to run out and consume. What he said has stayed with me as a perfect summation of the shift in thinking we all need to save the world—and ourselves—from stuff. "They assumed I just finished a year of deprivation," Colin said. "But I realized that it was the prior 35 years that had been deprived. I worked around the clock, rushed home late and exhausted, ate take-out food, and plopped down to watch TV until it was time to take out the trash, go to sleep, and start all over again. That was deprivation." Fortunately for the planet and for us, there is another way.

We can now talk long distances for free, and geo-tag locations from our mobile phones. Satellites can track stolen cars, and tiny responders can control pacemakers. All this development has two effects on our society- first, it has greatly improved our way of life making living all the more comfortable, and second, it has compacted the world into a global village. Distances earlier thought to be perilous and incredibly far have now been shrunk, thanks to advances in the fields of technology and communication. This can only mean one thing, we as human beings need to polish our communication skills in order to express ourselves, be heard, and make a difference in the world. Our speaking abilities greatly depend on the society we belong to. Our cultures shape our vocabulary, and our community shapes our accent. Being rooted and proud of one’s heritage is vastly important, but so is speaking English in a neutral accent, such that everyone understands us. English as a language has come from England. It is important to respect the language and pronounce the way the words were meant. Speaking in a neutral accent has many benefits. One would be more welcome in every corner of the world, since the lack of a localized accent would prevent others from identifying the person as an outsider. A research conducted by Lam T. Bob Hughes illings and deaths as unbearable as Jimmy Mubenga’s, in front of the passengers and crew of a British Airways aircraft, at Heathrow in 2010, are not only common in the ‘war on immigration,’ they are inevitable. His was one of at least 20 deaths in Britain’s immigration system; a figure dwarfed by the 17,000 who have died at Europe’s borders since 1993 - the year when immigration detention first began to grow in Britain. In September 2003, five of us set up No One Is Illegal, UK, to denounce claims made by the British Government that this system could be made ‘fair’ or ‘humane.’ The brutal language of politicians like Home Secretary David Blunkett openly belied any real concern to be humane. Moreover, it is physically impossible to stop people moving when they need to, without harming them or their families, especially if they are not rich. And incredibly, nobody has ever come up with a clear reason why this cruelty is necessary. To us, these laws are explicable only by racism, driven largely by the media, which successive governments have sought to appease. They have ended up undermining the rule of law itself, a fact which should concern everybody. As our manifesto puts it: 'Under all other laws it is the act that is illegal, but under immigration law it is the person who is illegal.' Literally and explicitly, people are now arrested and imprisoned, deported and abused and killed, or simply left to die in whatever way happens to befall them, just for being who they are, not for anything they may have done or even might do. Failing to challenge this nonsense involves failing to challenge a force that will happily destroy society and is doing so, and which we all recognise and were taught about in school: the force of arbitrary, authoritarian power; the mindset that believes that rules are more important than lives, and that defers to power and holds the weak in contempt; the 'hard-headed realist', 'cruel to be kind', 'tough choices' brigade that is also happy to cut benefits for the sick, drive down wages and destroy jobs—and then blame the poor for their own poverty, while pouring our money into aggressive foreign wars (and creating further refugees to demonise). Their hypocrisy cries out to be exposed. The tougher they talk, the further they distance themselves from the dirty work. The bigger the stench, the longer the chain of departments, directorates, sub-directorates, agencies, contractors and subcontractors separating the upright politician from the racist thugs with the shaved heads, enthusiastically implementing their policies. How can any society thrive which harbours and nourishes such an industry? The prison companies, the deportation companies, the special 'courts' (sonamed only recently) where well-paid careers are to be had by the morally-confused but ambitious. And so on ... a monster that must be fed and fed and fed, as long as the tough-talking hypocrites continue to play the game they've embarked upon and now couldn't

Should people be deported for being who they are? What if we were to scrap all antiimmigrant laws? What if we were to scrap these anti-immigrant laws? It’s extraordinary how little hard evidence anyone has found to justify the hysteria. We should be ashamed! Millions could probably have been raised from poverty with the money that's been spent on reports and books and articles debating whether the impact of scraping the laws would be beneficial to the economy or not, or if not to the economy, to 'social cohesion', or some other newly-discovered precious item that might possibly be affected. Let's just say it would probably be copeable-with. After all, we coped with foreigners before all these laws came along, which wasn't all that long ago. The problem, insofar as there has ever been one, is the racists, and the inequality that feeds racism. If we cannot quite bring ourselves to think of a world without borders, how about a world where borders do something useful? I would be proud to belong to a country within whose borders anybody who could get themselves here could feel safe at last, and cared for; a country where the hospitals and doctors treat you because you are ill, not because you are a national citizen; where the schools and universities educate you because you want to learn; a country whose representatives speak out clearly and forthrightly against tyranny and warmongering and the destruction of people's livelihoods wherever they are, and who use our collective resources to help people and fight injustice. If we are concerned about how much such an 'idealistic' setup would cost, why not question why so many things that used to be available when needed now have a financial cost? Let's take everything that is important to life, to people's health and happiness, back out of the money economy. To a surprisingly large extent, this would only mean going back a few years to the time before our public services acquired 'internal markets' - a time when the British National Health Service, for example, gave almost the best value for money in the world in terms of health outcomes. Which raises the exciting thought that a society with fewer price-tags is a lower-impact soci-

Food Bill: It’s a political gimmick, says BJP

New Delhi, August 27 (AgeNcies): Bharatiya Janata Party (BJP) leader Murali Manohar Joshi termed the National Food Security Bill, 2013 as a “vote security” Bill while Samajwadi Party chief Mulayam Singh Yadav wanted the Bill to be put in abeyance and the proposed legislation discussed with the State Chief Ministers. Replying to the debate, Food Minister K.V. Thomas assured the Lok Sabha that loopholes in the National Food Security Bill would be plugged as the scheme for the distribution of cheap food grains was implemented. Asserting that the Centre would protect the federal system, he said that the Centre and the States would “go hand in hand” in implementing the measure. Brushing aside claims that the government had not had enough consultations on the legislation, he said: “There was no dearth of consultation ever since the original Bill was drafted last year and it was sent to the Standing Committee.” He said the government had accepted all the recommendations of the Standing Committee barring one on universalisation of the scheme. Referring to suggestions offered by several members during the debate about storage and transportation of food grains, Thomas said that storage facilities had undergone major improvements and the capacity stood at 75 million tonnes which would go up to 85 million tonnes by 2014-15. Agreeing that storage facilities were not enough, he favoured construction of intermediate godowns by the States to tide over the problem. The Minister assured members that the off-take of States for ongoing schemes like Targeted PDS and Antyodaya Anna Yojana (AAY) would be protected and the additional burden on account of the implementation of the Food Security Bill would be to the tune of Rs. 5000 crores. On modernisation and computerisation of PDS by States, he said the Centre would bear 50 per cent of the cost incurred by the States but in the case of the NorthEastern States and Jammu and Kashmir the Centre would bear 90 per cent. He also assured the House that the Minimum Support Price would be protected and food grains coming to mandis would be taken over by the Food Corporation of India. Seeking to bring all parties on board, he said that food grain supplies to the States would not be reduced with the implementation of the Food Security Bill. His reference was to Tamil Nadu as the AIADMK had raised concerns that the Bill would result in reduced food grain supplies. “Total food grain requirement for the Bill is estimated to be around 62 million tonnes and 75 per cent of villages would be targeted as a priority sector,” Thomas said.

Targeting is another area that will need special attention. “CII hopes that the government will put proper focus on these aspects, mainly targeting the needy so they can benefit from this subsidy,” he said. CII agreed that food security is extremely important in a country like India where a significant section of the population lives below the poverty line.

PM Manmohan said after the passage of the bill: “It is yet another step of the UPA government’s pro-poor policies.”

Lok Sabha rejected 305 opposition amendments to food bill

New Delhi, August 27 (iANs): The Lok Sabha Monday passed the National Food Security Bill, rejecting all the 305 amendments moved by the opposition and adopting the 11 introduced by the government, said government sources Tuesday. The bill aims to provide subsidised foodgrain at prices much below the market rate to around 67 percent of India’s 1.2 billion people. The bill would thus benefit about 800 million people who would get rice at Rs.3

per kilo, wheat at Rs.2 per kilo and coarse grain at Re.1 per kilo. The states have been allowed to identify the beneficiaries and the centre will bear the cost of transporting the grain, said the sources. But there are four major changes in the bill after it was passed by the lower house late Monday night. The current grain allocations of 18 out of 35 states which were to get less grains will be protected at the prices applicable for the above poverty line

beneficiaries. This amendment would cost the government over Rs.5,000 crore additionally. The second amendment gives the states 360 days, in place of 180 earlier, as preparatory period before it starts implementing the bill. The third amendment stipulates that ready-to-eat meals will not be provided to the children in schools under the schemes being run by the central government. Instead, they would be given hot cooked meal which would be more nu-

tritious, said the sources. This change has been done after the social activists said that multi-national companies would benefit if readyto-eat meals were given to school children. The fourth amendment allows the state governments to set up grievance redressal commissions. The Food Security Bill is Congress chief Sonia Gandhi’s pet welfare legislation. The bill will cost the government around Rs.124,723 crore and will entail an additional burden

of only Rs.23,800 crore. Government sources said Rs.5,000 crore may be added to the cost after the recent amendment. The bill, part of the Congress manifesto for the 2009 polls, is expected to bring electoral benefits, just as the rural job plan, the Mahatma Gandhi National Rural Employment Guarantee Scheme, is credited with the second term that the United Progressive Alliance (UPA) won in the 2009 polls. The Food Security Bill was first introduced in par-

liament in December 2011. It remained with a standing committee of parliament for a year. Later the government brought an ordinance for the same which has been replaced by the bill in parliament now. The bill is now expected to be taken up in the Rajya Sabha next week as procedural issues would take a few more days, said the sources. No compromise in rape cases: Supreme Court Sonia Gandhi back home from hospital

New Delhi, August 27 (iANs): In a significant ruling, the Supreme Court Tuesday held that there cannot be a compromise between victims and accused in rape cases and the culprits’ act could not be condoned even if the victims forgave them. An apex court bench of Chief Justice P. Sathasivam, Justice Ranjana Prakash Desai and Justice Ranjan Gogoi ruled that such compromises, if entered into, are per se illegal and the provision for lesser punishment for heinous offences in exceptional cases cannot be treated in a casual or a cavalier manner by the trial court. The apex court expressed grave concern that in recent times, despite a spurt in rape cases, there has been an increasing tendency amongst trial courts to permit compromises of such offences on the ground that a settlement has been entered into between the rapist and the victim. The court described such an approach by the some trial and high courts as “insensitive” holding that the punishment should always be

proportionate and commensurate to the gravity of the offence. Chief Justice Sathasivam, who authored the judgment, said: “Religion, race, caste, economic or social status of the accused or victim or the long pendency of the criminal trial or offer of the rapist to marry the victim or the victim is married and settled in life cannot be construed as special factors for reducing the sentence prescribed by the statute.” “This is yet another opportunity to inform the subordinate courts and the high courts that despite stringent provisions for rape under Section 376 IPC, many courts in the past have taken a softer view while awarding sentence for such a heinous crime”, the court said The judges said the apex court in the past had noted that “few subordinate and high courts have reduced the sentence of the accused to the period already undergone to suffice as the punishment, by taking aid of the proviso to Section 376(2) IPC”. above trend exhibits stark insensitivity to the need for proportionate punishments to be imposed in such cases.” “The power under the proviso should not be used indiscriminately in a routine, casual and cavalier manner for the reason that an exception clause requires strict interpretation,” the judgment said. The court said that “a compromise entered into between the parties cannot be construed as a leading factor based on which lesser punishment can be awarded. Rape is a non-compoundable offence and it is an offence against the society and is not a matter to be left for the parties to compromise and settle”. Since the court cannot always be assured that the consent given by the victim in compromising the case was genuine, the court said: “There is every chance that she might have been pressured by the convicts or the trauma undergone by her all the years might have compelled her to opt for a compromise.” “In fact, accepting this proposition will put an additional

burden on the victim,” the court said, saying as a consequence the accused “may use all his influence to put pressure on her for a compromise”. “So, in the interest of justice and to avoid unnecessary pressure/harassment to the victim, it would not be safe in considering the compromise arrived at between the parties in rape cases to be a ground for the court to exercise the discretionary power under the proviso of Section 376(2) of IPC,” the judgment said. The apex court judgment came as it dismissed an appeal by two gang rapists of a the victim in village Nangal Durgu in Haryana. The two convicts had sought a lenient view of their heinous crime on the plea that the victim was living happily with her husband and four children. The two had appealed against the judgment of the Punjab and Haryana High Court which had dismissed their plea. The victim had herself in 2011 filed an affidavit saying that she did not want to pursue the matter further as she had forgiven the accused.

Maoist rebels kill 5 soldiers in eastern India

New Delhi, August 27 (AP): Maoist rebels ambushed a paramilitary patrol in eastern India on Tuesday, killing at least five people and wounding two others, the home minister said. The soldiers were traveling through Koraput district in Odisha state when the rebels set off a bomb, blowing up their vehicle, Home Minister Sushilkumar Shinde said. He said reinforcements were sent to the remote area and were searching for the rebels. The two wounded soldiers were being treated at a nearby hospital. The rebels have been fighting in

many Indian states for more than 40 years. They claim inspiration from Chinese revolutionary leader Mao Zedong. They demand land and jobs for poor tribal communities that they say are ignored by the government. The rebels, also known as Naxalites, have ambushed police, destroyed government offices and abducted government officials. They have blown up train tracks, attacked prisons to free their comrades and stolen weapons from police and paramilitary warehouses.The insurgency began in 1967 as a network

of leftwing ideologues and young recruits in the village of Naxalbari outside Kolkata, the capital of West Bengal state. The Naxalites are now estimated to have 30,000 fighters and have pledged to violently overthrow the Indian government. They control vast swaths of the so-called Red Belt in central and eastern India, where troops and officials rarely venture. The rebels are thought to operate in 20 of India’s 28 states. Prime Minister Manmohan Singh says the rebels are India’s biggest internal threat.

65 terror groups active in India: Govt New Delhi, August 27 (Pti): The government has identified 65 terror groups active in the country, out of which a maximum of 34 are in Manipur, the Lok Sabha was informed today. Minister of State for Home RPN Singh said available intelligence inputs show that militants/terrorists active in India are often supported and funded by their parent outfits based abroad, particularly in Pakistan, in terms of shelter, training, weapons and finance. “The existing statutory and legal structure provides adequate provisions to deal with funding of terrorism,” he

said in a written reply. The list of terrorist groups active in various states shows Jammu and Kashmir has five such organisations, including Lashkar-e-Taiba, HizbulMujahideen, Jaish-e-Mohammad, Harkat-e-Mujahidden and Al Badr. In the North-East, Assam has 11, Meghalaya four, Tripura two, Nagaland four, Mizoram two and Manipur 34. New Delhi, August 27 (ReuteRs): Sonia Gandhi, president of the ruling Congress party who is widely seen as the country’s most powerful politician, was back home from hospital on Tuesday after she took ill during a marathon parliament debate, officials said. Gandhi, 66, was led limping out of the Lok Sabha on Monday evening by her son and colleagues, and then taken by car to the All India Institute of Medical Sciences hospital in New Delhi. A Congress party official said Gandhi had a touch of viral fever and was fine now. “Madam Gandhi is home now. She is perfectly fine,” the official said. The Italian-born politician, who has led her party to two successive terms governing the world’s largest democracy, has played a slightly reduced public role since being treated abroad for an unknown illness in 2011. Still, she is the world’s sixth most powerful woman, Forbes magazine said last year. The party is usually very secretive about Gandhi’s health,

but several media reports said in 2011 that she had been treated for cancer at New York’s Sloan-Kettering Cancer Center. On Monday, Gandhi participated in a parliament debate on a scheme to provide cheap food to more than two-thirds of India’s poor - one of her pet projects - when she felt unwell. Gandhi and her son, Rahul, are banking on the nearly $20-billion food security programme to boost the Congress party’s prospects ahead of a difficult election next year and the party’s campaign is built around the two members of the NehruGandhi dynasty. ‘US military stands ready to strike Syria’ WASHINGTON, AuGuST 27 (AP): The U.S. military stands ready to strike Syria at once if President Barack Obama gives the order, Defense Secretary Chuck Hagel said Tuesday as the United States prepared to formally declare that chemical weapons had been used in the Syrian civil war. U.S. officials said the growing intelligence pointed strongly toward Bashar Assad’s government as the culprit — a claim Assad called “preposterous.” The U.S., along with allies in Europe, appeared to be laying the groundwork for the most aggressive response since Syria’s civil war began more than two years ago. Obama has not yet decided how to respond to the use of deadly gases, officials said. The president said last year that type of warfare would cross a “red line.” Two administration officials said the U.S. was expected to make public a more formal determination of chemical weapons use on Tuesday, with an announcement of Obama’s response likely to follow quickly. The officials insisted on anonymity because they were not authorized to publicly discuss the internal deliberations. Famed ML King speech almost didn’t include ‘I have a dream’

PALO ALTO, AuGuST 27 (ReuTeRS): Clarence Jones was sitting 50 feet behind his boss, Dr. Martin Luther King Jr., on the brilliant, sunny day in 1963 when King delivered the speech that would forever change the course of race relations in the United States. Now, 50 years later, Jones recalls how the words “I have a dream,” were not written in the text that King prepared and began to read that day. Instead, King improvised on the spot, reviving a phrase he has used previously with little impact, according to Jones, King’s lawyer, speechwriter and confidant. “I have a dream,” King shouted to the crowd, his voice reverberating with emotion, “that my four little children will one day live in a nation where they will be judged not by the color of their skin, but by the content of their character.” Delivered 50 years ago on Wednesday, King’s image of his dream for a better America still inspires the United States. The speech was delivered to more than 250,000 people who came to Washington, D.C., to march for civil rights at a time when it was still illegal for blacks and whites to marry in many states, and just months after protesters in Alabama were set upon with police dogs and fire hoses. King had spoken before about having a dream for his children, and for America, but the phrase had never really resonated with an audience and the idea was left out of the text for that day’s speech altogether, Jones said in an interview with Reuters near his home in Palo Alto. He also recounted the

story in his most recent book, “Behind the Dream,” which was published in 2011. King had prepared a text that started with several paragraphs of Jones’ writing. As King began to read it, Jones tracked the paragraphs as they went by. The first seven were as he had written them. One hundred years after the Emancipation Proclamation freed U.S. slaves, “the life of the Negro is still badly crippled by the manacles of segregation and the chains of discrimination,” King intoned. A Baptist preacher with a stirring and charismatic speaking style, King went on, reading parts of the text that he had added to the first few paragraphs by Jones. Then came the change in script. The gospel singer Mahalia Jackson, who had earlier performed the song, “How I Got Over,” yelled from the stands. “Tell ‘em about the dream, Martin,” she said, ac-

King nodded to where Jackson was sitting, Jones said, adding he saw King take hold of the pages of his speech and move them to one side. “He moves the text of the speech to the left side of the lectern, grabs the lectern, looks out on those more than 250,000 people assembled and thereafter begins to speak completely spontaneously and extemporaneously,” Jones said. “Everything thereafter was spontaneous,” he said. “That was the ‘I have a dream’ speech.” From that moment on, King’s cadence changed as sentences and

ideas built on one another to reach powerful crescendos. “I have a dream that one day on the red hills of Georgia, sons of slaves and the sons of former slave owners will be able to sit down together at the table of brotherhood,” King said. “I have a dream that one day even the state of Mississippi, a state sweltering with the heat of injustice, sweltering with the heat of oppression, will be transformed into an oasis of freedom and justice.” Jones, who is the author of two books about King, teaches at both Stanford University and the University of San Francisco. He was born in Philadelphia in 1931 and he met King in 1960, remaining close to him until King’s assassination in 1968. He said he believes a number of conditions that day helped make the moment historic: the beautiful weather; the presence of more than 250,000 people; a powerful speech that preceded King’s by Joachim Prinz, then president of the American Jewish Congress; the location at the foot of the Lincoln Memorial, and the centennial anniversary of the 1863 Emancipation Proclamation, which freed black slaves in the United States. Anger among black Americans was also at a tipping point, Jones said. Images of police dogs and fire hoses used against peaceful demonstrators, including children, at protests in Birmingham, Alabama, enraged African-Americans and shocked many around the world. “You can’t understand about the ‘I have a dream’ speech,” Jones said, “unless you pause and reflect about the historical circumstances that were taking place in the country at that time.”

On Capitol Hill, bipartisan support for a military response appeared to be building, with some key lawmakers calling for targeted strikes. A spokesman for House Speaker John Boehner said the Ohio Republican had “preliminary communication” with White House officials about the situation in Syria and a potential American response. Speaking to reporters at the

State Department on Monday, Kerry was harshly critical of chemical warfare. “By any standard, it is inexcusable and — despite the excuses and equivocations that some have manufactured — it is undeniable,” Kerry said, confirming the attack in the Damascus suburbs that activists say killed hundreds of people. The U.S. assessment is based in part on the number of reported victims, the symptoms of those injured or killed and witness accounts. Administration officials said the U.S. had additional intelligence confirming chemical weapons use and would make that information public. Officials stopped short of unequivocally stating that Assad’s government was behind the attack. But they said there was “very little doubt” that it originated with the regime, noting that Syria’s rebel forces do not appear to have access to the country’s chemical weapons stockpile. It’s unclear whether Obama would seek authority from the U.N. or Congress before using force. The president has spoken frequently about his preference for taking military action only with international backing, but it is likely Russia and China would block U.S. efforts to authorize action through the U.N. Security Council. More than 100,000 people have died in clashes between forces loyal to Assad and rebels trying to oust him from power over the past two and a half years. While Obama has repeatedly called for Assad to leave power, he has resisted calls for a robust U.S. intervention, and has largely limited American assistance to humanitarian aid.

Venezuela foils plot to kill president Nicolas Maduro

CARACAS, AuGuST 27 (AFP): Venezuela said it derailed a plot to kill President Nicolas Maduro, arresting two hitmen it said wanted to execute the leftist leader on orders from a Colombian expresident. Interior Minister Miguel Rodriguez said at a briefing that Caracas arrested the alleged hitmen, two Colombians, on August 13. The two, Victor Johan Guache Mosquera and Erick Leonardo Huertas Rios, were part of “a group of 10 men who were coming to carry out the murder of the president,” working with former Colombian president Alvaro Uribe, Rodriguez charged. They were part of a support team for a “highly experienced hitman” identified by the alias David, whom they reported to directly and who was to personally carry out the killing, the minister said. David, Rodriguez charged, was taking orders from a Colombian who is in

prison, Oscar Alcantara Gonzalez, alias “Gancho Mosco”, who allegedly works for Uribe. “We have no doubt that Alvaro Uribe Velez has knowledge of all these things ... And we are not the least bit surprised that he is the one giving orders through operatives,” Rodriguez alleged. Opposition leader Henrique Capriles, who lost the April presidential vote and is contesting the results, shrugged off Monday’s alleged plot, saying: “Nobody believes that tall tale.” Rodriguez in June alleged that Maduro was targeted by a separate assassination plot launched from Colombia and the United States. MANCHESTER, AuguST 27 (AP): Wayne Rooney's headline-grabbing presence couldn't inspire Manchester United to victory over Chelsea on Monday as the title rivals played out a dull 0-0 draw in the Premier League's first blockbuster match of the season. David Moyes marked his first home game in charge of United with the bold selection of Rooney against a club that has twice lodged unsuccessful offers to sign the England striker this summer. That selection added extra spice to a game that is always eagerly anticipated but, despite a standout performance from Rooney in his first start of the season, neither team created a clearcut chance in a disappointing stalemate at Old Trafford. Chelsea manager Jose Mourinho opted surprisingly to start with no recognized striker, only bringing on Fernando Torres after the 60 minutes, and was happy to leave with a point that keeps his team unbeaten after three matches in

his second spell in charge. Chelsea is top of the early standings on seven points. "I think for us, after two home victories, to come to the champions in their first match at home and get a point, I think it's fine, it's positive," Mourinho said. Continuing the traditions of his predecessor Alex Ferguson, Moyes fielded an attacking lineup that contained three strikers — including Rooney — but his team lacked the attacking spark that lifted it to a season-opening 4-1 win at Swansea last weekend. It was United's first 0-0 league draw at Old Trafford since 2009. "I thought if anyone created the chances, it was us," Moyes said. "I'm happy that all those things are over for me now. I went through them. I came as a

hARARE, AUGUST 27 (AFP): Zimbabwe held their nerve to complete a chase of 245 at the loss of three wickets to beat Pakistan in the first One Day International of a threematch series between the two countries being played here in Harare, on Tuesday. This is the first time in 15 years that Zimbabwe has beaten Pakistan in an ODI. Their last win came when Alastair Cambell led them to a comprehensive victory in Sheikhupura in 1998. After Pakistan set them a target of 245, Zimbabwe’s openers Hamilton Masakadza and Vusi Sibanda opened in commanding fashion to establish a century partnership.

The Pakistani bowlers seemed clueless as both openers struck them freely all over the ground. Sibanda fell soon to Saeed Ajmal soon after completing his half-century, but his partner Masakadza dominated his way to 85, an innings featuring nine fours and one six. Pakistan could manage only one more wicket after that as captain Brendan Taylor and an aggressive Sean Williams easily reached the target with 10 balls to spare.
