DIMAPUR, MARCH 27 (MExN): Dimapur Police on the night of March 26 arrested one person for possession of illegal arms. A press note from Dimapur Police informed that the person, identified as one Lothuro Mech (49), was apprehended in possession of one.22 pistol and one magazine. Nagaland chief minister Neiphiu Rio kicked off the Naga People’s Front (NPF) campaign for the Lok Sabha polls from Dimapur Stadium today. He said the UPA Government wants to have the Look East Policy without touching Nagaland. Citing a case, Rio said during the NDA tenure, the then Union Railway minister Nitish Kumar had inaugurated the railline for Numaligarh-Dimapur-Imphal-Moreh as part of the Look East Policy but after the UPA Government had come, it was diverted to Silchar-TupulImphal-Moreh leaving Nagaland. When asked why it happened, “we were informed that the chief minister of Manipur Ibobi and the chief minister of Assam Tarun Gogoi with the UPA Government had done it,” Rio stated,

adding, “This is how the Congress party plays.” Rio then lamented that when other Congress ruled States have all the development, Nagaland is neglected. “Nagaland has no national or regional institutes,” he pointed out. “The Congress party accused us that there was no development in the State. How can the State be developed when their government at the Centre blocked the development funds?” Rio asked. Rio then accused Manipur chief minister Ibobi Singh and the Congress government of creating problems. “One community pitched against the other in Manipur and this is the creation of Ibobi Singh and his government,” alleged Rio. The NPF LS poll candidate promised the people of Nagaland in today’s programme that he will pursue the early settlement of the Indo-Naga issue as his top priority if elected to the Parliament. “If I am elected, I can push for the solution of the political problem,” Rio said today. “The Naga movement is the mother of

AICC vice president Rahul Gandhi today said that he is going to be the special representative for the people of the North East in Delhi. In this, he called upon the people to come at anytime and feel free to speak to him, saying his door is always open for them. In an election campaign for INC candidate, K.V. Pusa, held here today for the Lok Sabha polls, Rahul said he wanted to help build a “peaceful and prosperous” Nagaland and North East. Touching on the Naga political issue, he said that Chief Minister of Nagaland promised to deliver settlement in three months. Rio, said Rahul, made a promise which he could not deliver. He said the UPA government has taken a bold decision to invite leaders of the NSCN for talks. Rahul stated that “whatever energy I have

to help with the resolution of the problem I will put to help the State of Nagaland.” “But I will not tell from this stage that the problem will be solved in three months like the chief minister did,” he said. In politics, Rahul maintained, the heart is more important than words. “My heart is trying to get you peace and harmony in the State,” he said. Touching on development, he said that Nagaland is one of the few states in India that is actually going backward. “Because after a long time in reverse gear the engine gets into trouble, instead of making promises the chief minister should at least put Nagaland into first gear,” he said. Rahul noted that Nagaland’s growth rate has gone down from 8.3% to 3.7%. He said that in last 17 months the central government has paid Rs. 300 crore for the construction of four roads in Nagaland but not a single stretch of road has been completed. Moreover, he said, the DAN government wanted to revise the estimate by more than two and half times. Rahul maintained that no State can move forward

without empowering its women. “We know that the traditional Naga society has respect and a place for women,” he said. He, however, stated that we have to ensure that women of Nagaland get a place in education and a place in the governance of the country. He informed that the UPA government has reserved 50% seats for local government and is planning to reserve 33% in the parliament for women. He also stated that Congress wants to build dedicated police stations for women and also to reserve large number of post for women in the police forces. The AICC leader said the single biggest problem in the North East is connectivity, adding that there is lack of quality road and connectivity in the region. In this respect, he said the next government is going to focus on drastically increasing the roads, railways and aircrafts infrastructure in the North East. “We are building four industrial corridors in the country,” he said. Stating that he is a “big supporter” of the Look East Policy of the Prime Minister, Rahul said it is not only important to connect Nagaland and other North Eastern states with roads, railways and aircrafts to India but also to connect the North East to Asia and the rest of the world. “We are committed in the next government to create 100 million jobs for the youngsters of the country,” he said adding that this is only going to be possible “if we connect North East and other parts of the India to each other.” He also stated the ideology of Congress is about love, peace and brotherhood.

The duo, identified as Sajol Debnath alias Bapi and Nirmal Rai were transporting the consignment, containing 1846 capsules of spasmo proxyvon and 90 tablets of Nitorsun, in an autorickshaw. The drugs were acquired from a medical outlet, one Debnath Pharmacy, in Bardhaman, West Bengal to be disposed in Dimapur. Taking serious note of the protracted Indo-Naga political talk and the alleged “delay tactics” and “double standard” employed by the government of India towards the Naga cause, the Naga Students’ Federation (NSF) has unanimously reaffirmed its resolution to continue to press upon the Government of India to expedite the ongoing political talks. The resolution was taken today at the NSF 3rd Federal Assembly, hosted by the Maring Students Union (MSU) at Khunbi (Yully Yultang) village located under Chandel district in Manipur. Attended by several public leaders and senior leaders of NSF and also the NSF units from Manipur and Nagaland, the meet discussed and debated on various burning issues confronting the Naga student community. The meet then agreed upon endorsing the ex-

ecutive council of the NSF, reaffirming the last resolution to remain vigil and act upon, as and when situation demands, taking into consideration all Naga traditional boundaries. The NSF said it would, as always, try to keep an eye on the border issues and take initiative to tackle the matters. In connection with the Right to Information (RTI) Act 2005 filed on backdoor appointments, the Executive Council of NSF briefed the details of the backdoor appointments in several departments. It assured to submit a representation to the government of Nagaland in regard to the backdoor appointments in 36 departments, with a total post of 551 grade III, 137 Grade II and 36 post of Grade I. Regarding the protection of natural resources in ‘Naga areas’ the NSF stated that any term of agreement or development should be honorable, acceptable and beneficial to the Naga people.

On the other hand, president of All Zeliangrong Students Union (AZSU), Pamei Tingenlung observed that chromite extraction from Ukhrul district will take place in a short time. “Moreover, since India’s Look East Policy is on the way, there would be widespread deforestation of trees to enable projects to occur. As such, certain policies and terms of references should be framed well so that solid strategies can be laid down at such times,” he added. Non-BJP, non-Congress govt after polls: Tripura CM AgArtAlA, MArch 27 (IANS): The CPI-M hopes to form a non-Congress, non-BJP government after the Lok Sabha polls but it did not cobble a "third alternative" now for good reasons, Tripura Chief Minister Manik Sarkar has said. "We (CPI-M) have consciously avoided developing a third alternative this time," Sarkar, a member of the CPI-M politburo, told IANS in an interview. "The earlier (pre-2009 election) initiative to form a third (front) government was not appropriate. We have done self-criticism on the earlier move," he said. Sarkar did not elaborate. The CPI-M and its Left allies had pulled out of the Congress-led UPA alliance ahead of the 2009 Lok Sabha election in which the Marx-

ists were bruised nationally. Sarkar said: "On the basis of policies, an alternative secular democratic front sans the BJP and the Congress will be formed after the Lok Sabha polls. Communist Party of India-Marxist central committee member Bijan Dhar said the private sector gets huge financial and logistical support from the government, and hence, quota for jobs for tribals and other backward classes must be introduced. "We support the Karpoori Thakur formula that suggests reservation for poor upper caste people. We want 10 percent reservation for them," Dhar, also the Tripura CPI-M state secretary, told reporters here. Reacting to Congress vice president Rahul Gandhi's demand for job reservation in the private sector, he said: "Since long back, we (CPI-M) have been demanding reservation in the private sector. "Besides, they (private sector units) are getting huge financial and logistical support from the government." Then Bihar chief minister Karpoori Thakur had in 1978 raised the issue of reservation for poor upper caste people and it had caused a stir in the Indian political scene. Dhar also said that when the move was initiated to form the non-Congress and non-Bharatiya Janata Party secular democratic front, there was no precondition of seat-sharing with any like-minded parties. NEW DELHI, MarcH 27 (TNN): Sahara chief Subrata Roy’s lawyer on Thursday told the Supreme court that the company could not deposit the Rs 10,000 crore as surety for bail. This means Subrata Roy will have to stay in jail till the next hearing which is on April 3. The lawyer told the top court that it was impossible to deposit Rs 5,000 crore in cash and Rs 5,000 crore in bank guarantees as surety for his release. The apex court on Wednesday said Sahara group chief Subrata Roy could walk out of Tihar Jail on bail the moment he paid Rs 10,000 crore, half in cash to be deposited in court and the rest in bank guarantee with market regulator Sebi, as part payment of the Rs 20,000 crore due to investors. A bench of Justices K S Radhakrishnan and J S Khehar rejected Sahara group’s latest repayment proposal, which offered upfront payment of Rs 2,500 crore and the rest in installments till March 31 next year, but said, “We are inclined to grant in-

terim bail to contemnors who are detained by virtue of our March 4 order.” The decision to grant pre-conditioned interim bail brought no cheer to Sahara. Senior advocate C A Sundaram immediately requested the bench to consider bringing down the cash component of upfront payment to Rs 2,500 crore, but the bench refused to relent. Immediately after assembling in the court room, the judges pronounced the order rejecting Sahara’s fresh proposal. The bench said Roy and the two other directors would be released on interim bail if they “would pay the amount of Rs 10,000 crore - out of which Rs 5,000 crore to be deposited before this court and for the balance a bank guarantee of a nationalised bank be furnished in favour of Sebi and be deposited before this court”. “On compliance, the contemnors be released forthwith and the amount deposited be released to Sebi,” the bench said and clarified that interim bail was being granted to

the contemnors to facilitate them to arrange the balance amount. Sahara had said its two companies, Sahara Housing and Sahara Real Estate, had raised Rs 25,781 crore through optionally fully convertible debentures. It had deposited Rs 5,120 crore with Sebi and the market regulator had received Rs 21 crore from various banks from Sahara accounts, leaving an outstanding of Rs 20,640 crore. The latest proposal from Sahara, rejected by the SC, promised that it would pay Rs 2,500 crore within three days of lifting of restrictions on it operating its bank accounts, three installments of Rs 3,500 each by June 30, September 30 and December 31 and the final installment of Rs 7,000 crore by March 31, 2015. Prior to this, Sahara had on March 4 promised to furnish a bank guarantee for Rs 22,500 crore and in return sought title deeds of all assets it had placed with Sebi as security. It had proposed to start selling the assets from March 5 to raise the money.

Priced between Rs.51,000Rs.53,000, it will be available in the market from April 11, a top company official said here. “This smartphone is targeted at the working professionals with a hectic lifestyle and also at style-crazy people,” Vineet Taneja, country head, IT and mobile division of Samsung India, told reporters on the sidelines of the launch. He said the actual price of the phone will be announced April 11. The pre-booking for the product will start from March 29. Talking about the price range of the phone, Taneja said the company will help customers finance it through affordable EMIs or buyback offers. In India, the Galaxy S5 will be available in four colours - black, white, blue and gold. The phone with 5.1 inch display is waterproof and dustproof. It comes with 16 megapixel rear camera and 2 megapixel front camera and has 21 hours talk time battery. Along with Galaxy S5, the company also released wearable lines - Galaxy Gear 2, Galaxy Gear 2 Neo and Gear Fit. Galaxy Gear 2 has been priced at Rs.21,900 while Gear 2 Neo and Gear Fit are priced at Rs.15,900.

Former Union Home Secretary G K Pillai favours setting up of a “State Re-organisation Committee” to go into the demands for creation of separate statehoods being voiced by various groups in different parts of the country in recent times. In an exclusive interview with the Vision Commission at his New Delhi residence this week, Pillai categorically stated that “smaller states have the advantage of effective administration as well as speedy development.” Justifying the creation of Telengana state Mr Pillai ob-

served, “The timing of the creation of Telengana may not have been appropriate, but it was pending for long. In fact, the state reorganization committee had recommended for the separate Telengana state in fifties but then later Andhra Pradesh was created on the basis of Telegu language. But significantly, in the past six decades the people of Seemandhra failed to reduce the gap between these two regions. In fact the gap widened and the demand for a separate Telengana state was intensified.” Pillai who has recently

been appointed as the Chairman of the one-man commission by the Ministry of Home Affairs to recommend viability of a separate Bodoland state within Assam, will begin work once the new government is constituted. In the interview with Vision Communications Pillai said, “once the new government is formed and this one-man commission gets a go ahead, only then I shall start working on my new assignment. I will meet every sections within the Bodoland and outside and try to formulate a win -win formula so that every section feel satisfied.” On the issue of recent intensified campaign for separate statehood by different tribes in the North East region, Mr Pillai held various state governments responsible for the present state of affairs. As for example, former Home Secretary blamed the West Bengal government for neglecting the overall development of the Darjeeling region as a result of which the people of Darjeeling today are demanding for a separate Gorkhaland state. On the issue of ongoing peace talks between the Government of India and the

NSCN-IM leadership, Pillai maintained, “The interlocutor R S Pandey has done excellent job to bridge the gap between the Government of India and the NSCN underground outfit. He has already recommended some options to resolve the six-and-a-half-decade old Naga political problem. Now the new government at the Centre and the Manipur government have to take the call. They have to decide which options are the best for everybody. Once they decide, those options have to be placed before other NSCN factions, Nagaland government, opposition, the village elders and the people of Nagaland and Manipur and take everybody with the decision to make the formula a success. The Manipur state’s boundary will remain intact. But the autonomy of the hill districts has to be guaranteed. Their customary law, culture and other aspects have to be protected. They have to be made equal partner in the process of development. The Centre and the Manipur government have to decide how to achieve this goal and what is the best option out of all the options recommended by the interlocutor.”

Replying to a question on China’s provoking incursion into Indian territory in recent times Pillai maintained, “a solution along the Indo-China international boundary is possible. At the technical level like the meeting of NSA chief with his Chinese counterpart , a broad understanding on how to go forward to resolve the long pending border dispute was agreed upon. But the government of the day has to take opposition and the media into confidence. We have to take a practical decision on this sensitive issue. We have to get out of the mindset of 1962 Parliament resolution that even an inch of our land on the border was not negotiable. I also understand that the money granted to us by the centre gets slipped out of our state. From an economical point of view we must make amends. Here ‘supported Migrants’ should be minimised. These group are the student communities and as such. Here the blame goes to the govt and its educational department. Granted, there is a fair amount of quality education on the liberal education (degree) viz senior school, B.A, B.SC. Here my eye brow rises “why is the govt so obnoxious in ignoring higher education?” do they even realise that such a huge amount of money goes out of our state fairly on higher education? Yes, I don’t blame the govt on grounds of other technical education like Engineering, MBBS and as such. But on grounds of liberal education, they have to step up now. ‘Liberal education’ migrants form a majority of the chunk studying in the mainland; which I think is illogical. Wasting such a huge amount of money on a liberal or post graduation degree and that too with a bonus of ‘Racial discrimination’ is void. In my say- our state will earn a lot of revenue if we bring up substantial, reliable institutions and universities to cater in the surging demand for liberal education. Till degree level, education in Nagaland is top class but beyond that there is a shadow looming large. Through this article I earnestly call upon all intellect, businessman, politicians, The Nagaland University, The Nagaland Govt to look into this matter; as it is the need of the hour. Creating more seats with quality Higher education is a must and urgent. It is indeed the ripe time to let everyone aware that “Education in Nagaland is second to none”.

With hard times to come the need to go away from this stereotype locomotion is imminent. We are so rooted on this niche wherein we consider a person without a govt job as someone inferior. We were even taught “peon, chowkidar hoi lae be govt laka pesaribi”. Even parents don’t want to marry off their daughters to a non-govt servant. Well I don’t blame our ancestors for any reason whatsoever; because back in the days, our population was way less and the literacy or educated ratio was also less. They also had a sense of belief in the govt that they will not fail them, but sadly today the govt is not the sole answer to everything, and the trust of the people on it is vanishing. If we were to follow the pattern of our ancestors then we will be nowhere in the days to come. Today I contradict with my ancestor’s view, because their views will make people ‘Dependent’ and not ‘independent’. Which means we are also not contributing anything to our society; remember we don’t even pay income tax. Yes we are forced to pay something to someone, but all in all we are not supporting our economy. The more we depend on the govt for our survival the greater problem will it entail. Imagine this- in some parts of our state the govt has not been able to grant salaries for the past few months, and they are suffering to the limits. So what if the problem persisted for another few months? Yes, we are all angry with the govt for not paying our bills but on the serious note- we (public) will all suffer, who knows even famine might break out. With the ever developing Nagaland come the new conundrum; the literacy level have risen to higher crescendo and with limited openings in the govt sector and corruption on the fore- I honestly think that we will hit a cul-de-sac. If we are to survive in this world we have to change our definition of life. Getting a govt job and living a mediocre life is not ‘the’ solution. Let us also try to contribute something for the betterment of our society too. There is also no guarantee that your son/daughter will get your (parents) dream job (sorkari). With having said that I know it is not easy to break any deadlocks but first and foremost we must understand that, we need to join

Nagaland Pradesh Congress Committee (NPCC) President, SI Jamir today said that elections in Nagaland are focused mainly on the issue of finding a settlement to the protracted Indo-Naga political dialogue. “With your ascendancy in the party that has given way to new thinking and possibilities, we request you to kindly commit your sincerity before the people of Nagaland in finding an early political settlement so as to bring about a logical

conclusion to the ongoing political peace talks,” said Jamir said in his speech during AICC vice president Rahul Gandhi’s visit to Kohima today. Jamir said the Nagas are indebted to former prime minister Pandit Jawaharlal Nehru “for carving out Nagaland as the 16th state of the India union against all political odds in 1963, former prime minister Indira Gandhi for nurturing the state during its formative years and former prime minister Rajiv Gandhi for recognizing the need for a political solution.” Jamir said the people of

Nagaland have hope in the leadership of Rahul Gandhi “that promises better days ahead and are ready to repose their faith on the Congress party if they can grasp your sincerity on the issues faced by the state and its people.” Also stating that in Nagaland, the Congress has been in the opposition for the last 11 years, Jamir informed that the party was indebted to K.V. Pusa for coming forward to stand as party candidate for the parliamentary election. In this, Jamir requested Rahul Gandhi to take note of Pusa upholding the party flag in

Nagaland. Congress Legislature Party (CLP) leader Tokheho Yepthomi today stated that the Naga People’s Front (NPF) had promised, in 2003, to bring solution to the Naga political problem; but that in the last 11 years, the Chief Minister of Nagaland was not in position to tell the people about the progress of the ongoing political dialogue. Addressing a gathering during the visit of Rahul Gandhi to Kohima, for the election campaign for INC candidate, KV Pusa, the CLP leader informed that in the recently concluded assembly session, he (Rio) admitted that he is only a facilitator and not a party

to the dialogue. Yepthomi continued that the Home Minister, G. Kaito also told the assembly session that there had been 68 talks between the GoI and Naga Political Groups, wherein he also stated that the state government does not know anything about the progress of the ongoing dialogue. NRC on Mithun celebrates 25 years of existence

Dimapur, march 27 (mExN): The National Research Centre on Mithun (NRCM) celebrated 25 years of its existence on March 27 at Medziphema campus. Commemorating the celebration, NRCM organized interface meeting to discuss issues related to Mithun husbandry. The interface meeting was attended by high dignitaries, scientists from various institutes of NEH region, and state Veterinary & Animal Husbandry officials. or those who travel by air during this time of year, a disturbing sight that one notices as you fly over Dimapur and its surrounding is the barrenness of our landscape. While it is true that the lack of rain at this time of year contributes to the state of our environment, yet the fact remains that the place that we call home is slowly turning brown, dusty and scorching, bereft of green cover. Our forests are being cut down to pave way for commercial plantation or to meet the demand for new urban (living) spaces. The first impact of our environmental degradation is the drying up of our rivers and other water sources, vital for sustaining life. The health of our environment is not just the concern of the government but a collective one and should include all stakeholders. Efforts must be made towards sustainable development and to ensure a sound balance between the needs of growth as well as conservation. Nagaland can present a development model that is able to address the present needs for economic growth while taking into account future concerns of preserving nature. Planning such a model has become even more important against the backdrop of the government’s seriousness to set up the Nagaland Special Development Zones across the foothills of the State. This barrenness is not confined to the physical plane alone. At the spiritual level as well we have become lifeless. While there are a lot of old problems plaguing us without much of a solution, we seem to have a flair for accumulating new troubles for ourselves, adding to the burden of our society and government. Look around us and there is no end to our problems. Whether it is unabated taxation, factionalism of the Naga political movement, tribalism, land encroachment, disrespect for rule of law, corruption etc, these are surely not a demonstration of our Christian ethos. The numerous groups, association or unions cropping up, each with their own set of agenda, grievances or demands is perhaps proof to the endemic failure of our system, whether it is dysfunction malady of our government, Naga political groups, tribal hohos, Churches etc. Teachers are protesting against non-payment of salary while contract workers are demanding what they call is their right to regular service and better pay. Conflict over land and resource is another peculiar problem we indulge in. The government on the other hand is unable to enforce the rule of law or meet the demands for whatever reasons, valid or otherwise. Who is right or where does the truth lie? In short, there is too much anomaly not just in our government set-up but also our society is faced with a moral abyss from which we are unable to renew ourselves and recover. It is quite shocking to learn that we have at present an excess of 54,689 employees in the government. Chief Minister Neiphiu Rio made this disclosure while highlighting the salient features of the State’s finances during the recent Assembly Session. As mentioned by the CM himself, the problem of excess State Government employees “is not a recent phenomenon but has been occurring since the existence of statehood”. However it will be interesting to find out how many of this excess was employed by the NPF led DAN government during the last 11 years and also by the previous Congress regime before that. Merely blaming the system or the government of India for all our woes is being dishonest. If our land is to ‘yield its produce’ and its people ‘live securely’ on it then we will need to return to the path of uprightness and obedience. inema is not just about fictional tales or entertainment; it is also a reality check for the society. Recently, I read a gut-wrenching article on Rajasthan’s Nirbhaya titled “Waiting for the 20th surgery”. The author unraveled horrifying details about the gang rape of a girl who was so brutally assaulted by six men in Jaipur in August 2012 that her vagina tore and merged with her rectum. The girl was only 12-year-old the time. Coincidentally, I ended up watching Nagesh Kukunoor’s “Lakshmi”, also based on a true story on child prostitution, during the same time and reiterating the fact that moviemakers, often attacked by the moral police for promoting crime through their cinematic work, make films that mirror society, where crime, especially against women, is on an upsurge. Kukunoor is not the first filmmaker to take a keen interest in crime against women in reality to try to sensitise viewers on crime. Jagmohan Mundhra’s “Provoked: A True Story” on domestic violence is the real-life journey of Kiranjit Ahluwalia, who moved to Britain from Punjab in India after marrying Deepak, and ended up being the victim of domestic violence. After being tortured physically and sexually, Kiran killed her husband and ended up in jail. But she was freed on appeal and her case changed the face of British justice. Before that Mundhra had brought on the screen another heart-wrenching tale of a rural woman through “Bawandar”, a film based on the true story of Bhanwari Devi, a rape victim from Rajasthan, and her fight to get justice. It’s debatable whether films fan crime in the society, but movies do daringly unravel harsh realities on the big screen. Except that sometimes, the truth is harsher than what is shown. Be it the crime committed in some murky lanes, dingy shanties or nightlife hot spots or in the highest strata of society, filmmakers do not hesitate from showing the truth. Reacting to the rise in the crime against women, people have often blamed women for venturing out unescorted, especially after sunset - and inviting trouble. But what would a woman do when a near and dear one sexually assaults her? Recently, it was reported that a teen was raped by her father's friend in Delhi's Gymkhana Club; Mira Nair had showed in “Monsoon Wedding” that women are vulnerable in the confines of their homes through Ria’s character. Recently, in “Highway” director Imtiaz Ali touched upon a similar issue by showing how the protagonist, played by Alia Bhatt, is sexually abused by her own uncle. Rajkumar Gupta had successfully brought on the big screen the Jessica Lal murder case through “No One Killed Jessica”. Model Jessica Lall was gunned down in a restaurant in the capital in 1999 and the director decoded the sequence of events for the audience in the film. If you go back in the past, there have been films like “Insaaf Ka Tarazu”, “Pratighat” and “Damini”. It’s not that filmmakers’ focus only on women-centric topics, they scrutinise different types of crime - for instance, “Shootout At Lokhandwala” and “Shootout At Wadala” took a closer look at the Mumbai crime world and real life gangsters Maya Dolas and Manya Surve respectively who were gunned down by the police. The thriving coal mafia in Jharkhand was the theme of Anurag Kashyap’s two-series “Gangs of Wasseypur”, while Tigmanshu Dhula, in the biopic “Paan Singh Tomar”, showed how athlete Paan Singh Tomar turned into an outlaw. Ram Gopal Varma told the story of Paritala Ravi, a murder accused and one of the most feared individuals in southern politics, through his “Rakta Charitra”, which was released in two parts. So, movies are indeed a mirror of society!

Listen to Bosnia's plenums

R

eflective of a certain sardonic sense of humour is a Youtube video clip which began circulating amongst Bosnians on social media in recent weeks – a reworking of Pharrell Williams’ 2014 hit ‘Happy’ that has been set to accompanying scenes of Bosnian riots, protests, and clashes with police. ‘Happy – Bosnian style’ is the gist of the comments underneath the images of burning cars and young male protesters squaring off with police. This selfawareness by many young Bosnians on social media of how Bosnia is viewed by others is indicative of the fact that Bosnians are used to being lectured by others about democracy. Yet although the images of the ‘Happy – Bosnian style’ Youtube video showed scenes of instability and political violence, they were not interchangeable images coming from any time during the twenty years of brittle Dayton peace – they specifically showed footage from the protests that have swept the country in the past two months. They were, despite the instability they reflected, a cause to be ‘happy’ to many of those viewing it, as a sign that something new was happening – Bosnia’s ‘spring’, and an end to the deadlock in which almost a whole generation has grown up neglected and ignored. As much as ethno-nationalist politicians have tried to hijack the protests for divisive ends, it is clear from looking at the demands of the Bosnian protesters, as articulated in popular ‘plenums’, that the large-scale demonstrations of the past two months have been based on demands for social justice and meaningful democracy and citizenship. In a general sense, the protests have come from frustration at the unworkable political structure of post-war Bosnia and how it chews into the daily lives of Bosnian citizens, as well as anger at politicians who have capitalised on the post-war structure to further their own interests. The more specific factor that became a conduit for these frustrations is the botched and un-transparent privatisation processes, which triggered the first wave of protests in Tuzla. In the two months since the demonstrations and protests began, new Bosnian voices have begun to take shape in political discourse, clearly articulating frustration at living under Dayton and the ethno-nationalist politicians who have capitalised on the post-war framework for their own ends. There is little love expressed in the plenums or in the protesters' new free newspapers for the false promises of the EU and the international community, represented principally by the socalled ‘Bosnian Viceroy’ of the role of the Office of the High Representative – a role that has not only meant that Bosnia and Herzegovina is, in reality, not a sovereign state, but has also contributed to political deadlock. But the plenums, for the most part, address the most pressing needs in the eyes of Bosnians themselves. As such, their very existence is significant, and impressive. The weekly meetings organised by citizens take place around the country and, each week, issue a statement on what has been agreed upon as the demands of the group. There have been several Kanton-level resignations across the country as a result of the plenums, and the news of which Kanton (district-level) government has accepted demands from its corresponding ‘people’s plenum’ is frequently updated. And the plenums themselves work as both medium and message – as the way in which self-organising groups of citizens have begun drafting their alternatives to the current political system, their existence is also a reply to the Dayton structure, an assertion that politics can operate differently to the ethnonationalist stagnation and institutional deadlock of the last twenty years. Like the re-working of the Pharrell Williams song, they offer the promise of democracy ‘Bosnian style’. The protests also build upon earlier civic movements such as the Dosta movement and upon 2013’s ‘Baby revolution’ citizen protests, which took aim at both government corruption and the poor quality of living and public services for Bosnians. The country’s cripplingly high unemployment rate – with youth unemployment over 50% -- has compounded the frustration amongst young people that there is no future in the current political system. Meanwhile, next door to their EU counterparts, Bosnians have faced the humiliation of travel restrictions unimaginable in the Yugoslav era, leaving young people trapped – educated and un- or under-employed – outside a seemingly increasingly hostile ‘Fortress Europe’. Although the EU accession has long been offered by politicians as a panacea to all domestic problems – and ‘who will best help achieve accession’ is one of the few times Bosnian political discourse trades on currency other than ethnonationalist fear-mongering –since the recession there is an increasing sense that the focus on joining the EU will be “like arriving at the party when all the wine and food is gone”. Croatia’s accession in 2013 showed neighbouring Bosnians that jumping through all the hoops may make little difference to economic difficulties. Hence the tinderbox situation that has finally erupted in protests – Bosnians are cornered in by the outside world on the one hand, by their political elite on the other (whose parliamentarians’ salaries have been proportionally amongst the highest in Europe, a source of much frustration amongst protesters), and by the stagnation of the Dayton framework. Dayton was a dead peace It is hard to convey the strangling nature of the Dayton framework, as it manifests in everything from the unwieldy and unresponsive political system to the contested internal boundaries of the divided country which severs the land in two. ‘Purgatory’ is perhaps the best way to explain its

After almost twenty years of stagnant purgatory under the Dayton constitution, it is Bosnians themselves who are building democracy, from the ground up impact, as the constitution froze the country at the height of its war, stopping the mass killings without creating meaningful peace, and almost freezing the mentality of war by entrenching a system that rewarded the war mindset and the world-view of ethno-nationalists. The constitution divided the country into two ‘entities’ – the Federation with its Bosniak (Muslim) and Croat majority, and the Republika Srpska with a Bosnian Serb majority (with an extra ‘neutral, self-governing’ district in Brčko). The constitution locked the physical battle-lines of 1995 into place in the realm of the political order, with one Presidency seat for each ethnic ‘group’. The post-war political parties have been largely ethnicised, even the self-proclaimed non-nationalist SDP. Inevitably, this means before each election ethno-nationalist sentiment must be stirred up to ensure each party gets ‘their’ votes. But it is crucial to bear in mind that the two work in tandem – the last twenty years have been dominated by ethno-nationalist parties because these are the parties, and the way of doing politics, rewarded by the political structure of Dayton, and Dayton cannot be overthrown because the elite have a vested interest in maintaining this purgatory, from which they are the only beneficiaries. The argument that Dayton was ‘necessary’ in 1995 to end the horrors of the brutal post-Yugoslav conflicts does not negate the fact it has prevented those living in the country from experiencing a meaningful peace. The Washington Consensus-tinged ‘foreign policy experts’ now weighing in on ‘what must be done about Bosnia?’ in light of the protests might do well to read the statements from the regional plenums saying that the international community’s use of Bosnia as a geopolitical guinea-pig has been part of the problem. The European Court of Human Rights declared the Dayton constitution incompatible with human rights law in 2009, as it prevented Bosnian Jews, Bosnian Roma, and those who identify as ‘ostali’ (literally meaning ‘other’, this means those who choose not to identify as one of the three 'constituent groups') from running for President. Although this was important in itself to combat the structural discrimination of specific ethnic groups within the Dayton framework, more broadly the ECHR ruling was an indirect criticism of compulsory ethnic identification as a whole – the logic on which post-war Bosnia operates. However, the political deadlock – particularly the stalemate that left Bosnia partly government-less after the 2010 elections – meant the constitution has not been properly amended since; this is the Dayton purgatory that the protesters in 2014 are denouncing and resisting. Bosnia as ethnopolis: no transitional justice, no social justice The daily lives of Bosnian citizens have been a more painful kind of purgatory. Bosnian philosopher Asim Mujkic has described Dayton Bosnia as an ‘ethnopolis’, where people are not citizens able to exercise their rights but merely components of their constituent ethnicity – nothing more than a surname that signifies your background. The Byzantine and unworkable nature of the Dayton structure not only impedes political process and political discourse, it impedes daily life – civic concerns from clearing the landmines that still cover Bosnia’s landscape to improving the country’s transport system are sidelined in favour of ethno-nationalist politicians stirring up hate-speech and playing upon politicised and contested ‘memoralisation war’ of the 1990s conflicts to perpetuate their status. Nowhere is the corrosive impact of this purgatory more painful than in the segregated education system, and the way it is worming the poison of the twentieth-century into the lives of children who do not even remember the last conflict itself. Ethnically segregated schools teach children three exclusivist narratives of the last war, and three languages – Bosnian, Serbian and Croatian. Whilst memories of the hell of war may be fresh – necessarily so, when they remain raw with denialism and those who suffered during the conflict not given the necessary support to rebuild their lives – a generation has grown up in this purgatory of dead peace, and memories of the war’s hell should not lessen the fact that this, in itself, is a tragedy of lost potential. In his 2012 book ‘The War Is Dead, Long Live

The War’, journalist Ed Vulliamy returned to Bosnia, where he had reported extensively during the conflict, and documented the atrophying of ‘peace’ in the lives of Bosnians, through the genocide-denialism of Republika Srpska’s Milorad Dodik to the political and administrative corruption, to hate speech and the very unfinished nature of post-war reconstruction from the physical landscape to the political system. The lack of a cohesive, ground-level transitional justice process left raw wounds for opportunistic politicians to press upon for a reaction. Bosnia’s transition in the late 1990s and 2000s was a ‘double’ transition – out of war, and out of Communist Yugoslavia – but two transitions interplayed messily. Despite the excellent regional attempts such as the RECOM initiative to produce a regional-level ‘truth and reconciliation’ process, there has been little meaningful justice for the crimes of the 1990s with the ICTY at the Hague so far away, so focused solely on high-level figures, and so warped by the political discourse in Bosnia, Serbia and Croatia in the immediately postwar years. In her 2004 book on the war crimes tribunals ‘They Would Never Hurt A Fly’, journalist Slavenka Drakulic outlined the way in which the post-war ethno-nationalist politicians effectively constructed a rhetoric which equated defiance of the ICTY with nationalist ‘pride’ and compliance as an act of ‘betrayal’. For its part, the ICTY's mishandling of procedures and a litany of errors – most problematically, ‘losing’ key evidence of enormous personal value to those who had lost loved ones in the war – alienated many post-war citizens from the transitional justice process. The absence of regional women's voices and civil society voices from the 1995 peace settlement is indicative of the broader sense in which this was not a meaningful peace that reflected the concerns of those most hurt by the war. The Dayton constitution’s framework – and the ethno-nationalist politicians who have exploited it to their own ends – has compounded the failure of the ICTY to facilitate reconciliation, with the effect that there is neither transitional (post-conflict) justice, nor social (democratic) justice in post1995 Bosnia. The Dayton constitution was an ‘imported’ peace of the most toxic kind, an Annex of a peace-treaty that was literally translated (so that words like ‘narod’ do not appropriately convey a concept of civic identity) and freezing the country on the physical and psychological fault-lines of war, which the failure of adequate, meaningful transitional justice compounded. Listen to the plenums It is in the this context that the demonstrations and the ‘plenums’ of the past two months are so significant – building upon the work of earlier Bosnian post-war civic movements and last year’s ‘Baby revolution’ protests, but more fundamental in not merely calling for but – in effect – practicing the democracy that has been denied to Bosnians by the post-war framework. Its link with worker’s movements and the initial protests in Tuzla hints at the Yugoslav social legacy, but what is most striking – and fragile, and easily manipulated – is the rejection of the ethno-nationalist discourse that has dominated the last generation of the country’s politics. Indicative of this is the slogan ‘we are hungry in three languages’, which began to spread through the protests and social media as the protests developed – a retort to the politicians who have tried to argue that the protests are on ethnic lines, the logic of their power – as politicians attempted in February to minimise the protests as ‘only’ happening in the Federation (making them only Bosniak or Croat protests) although they happened in every part of Bosnia. When this was no longer an effective strategy, Milorad Dodik (whose squirming in the face of the new realities of Bosnians campaigning for social justice is well-documented in an in-depth report at The Balkanist) tried to use the protests to ‘prove’ that the country was not functioning, and so must break up on ethnic lines, as he has always argued. However, the message from the protests, rather, refute and reply to the exclusivist identity-lines of Dodik: they assert that Dayton Bosnia, with its corruption, botched privatisation, political stalemate and purgatorial framework, must be replaced with a socially just framework which serves the (pressing) needs of the long-neglected population, of all 'identities'. Attempts to hijack that message of the protests – presumably after the failure, in February, to brand the protesters ‘terrorists’, and then silence them with police brutality – shows the old order unable to offer a vision of Bosnia’s future. Many of the demands of the plenums have focused on privatisation processes and positions against political corruption – for instance, the first Sarajevo plenum demanded an audit of the salaries and benefits of public officials and an audit into the privatisation deals of the Canton – concerns which do not operate on the logic of the Dayton rubric and its beneficiaries. Aside from the specific demands which the plenums articulate, their very existence – in the face of the deadening Dayton structure and its twenty-year purgatory – are an assertion, in their own way, of a vision of social justice, just as the space of Tahrir Square in 2011 was both site of specific anti-authoritarian demands and loaded symbol, itself, of the demand for change. The plenums also have a social function – for Bosnian citizens, so often lectured about ‘democracy’ by the west and so often silenced or ignored – to also voice their experiences of unemployment, poverty, and painful post-conflict realities of lives lived in purgatory. This is the democracy so long ‘promoted’ by others – in lived reality, directly and vividly, coming from Bosnians themselves.

n 3rd March 2014 (Monday), the Chief Minister Neiphiu Rio accompanied by a host of dignitaries laid the foundation stone for the first medical college in Nagaland at Phriebagei, Kohima. It was reported that the setting up of the medical college had been approved by the government of India. And what makes this proposed college even more interesting is the fact that a Tertiary Cancer Care Centre (TCCC) is to be attached to the new proposed medical college. For a long time, the absence of medical and engineering colleges in Nagaland has been felt by many. Since the middle of the last century, many Naga students and parents had been literally fascinated with medical and engineering courses. The fact that almost all brilliant Naga students opted for either medical or engineering course in the bygone decades is a testimony to this phenomenon. Yes, it would not be wrong to say that this was the visible trend amongst the Naga students in the 1950s, 1960s, 1970s, 1980s and even as late as the 1990s. And therefore, since Nagas’ fascination with medical and engineering courses is not a new phenomenon (it is at least 6 decades old), the question naturally arises as to why it took such a long time to establish a medical college here in Nagaland. This question becomes even more acute and poignant when we recollect the fact that Indian currency has been flowing unabated into Nagaland ever since 1963 when Nagaland became the 16th state of the Indian union. All this money has been released into Nagaland for carrying out various developmental works as per the needs and requirements of the Nagas. Therefore, since the need for a good and standard medical college here in Nagaland had been there for almost 50 years, why is it that none of the successive state governments ever took any firm commitment to address to this acute need and desire of the people? The absence of a medical college here in Nagaland meant that every Naga students interested in pursuing medical courses had to go outside the state to pursue their dream. The difficulties and complications associated with going outside the state for pursuing a medical or engineering degree is obvious to one and all. First, the aspiring students have to seat for entrance exam and even if they clear the exam, where they will study their course is not within their control. They will be allotted their seats according to their performance in the entrance examination. Even after confirming their seats, the problems do not stop there. First there are the issues of travel, adaptability in a new environment and payment of admission fees. And after admission comes the hassle for hostel seats. Another stark reality in medical and engineering colleges is the issue of “Ragging”. According to surveys, ‘Ragging’ is most rampant in medical and engineering colleges. Moreover, for the north-east people, the issue of racism is always there wherever they go in India. Besides, for the female students, the problems are even much serious and multifold than their male counterparts as they again have to deal with the issues of sexual abuse / harassment as well. Therefore,

Khino, 27, vividly remembers Christmas Eve at the Indian capital's famed Connaught Place shopping hub four years ago: the blinking lights, the buzzing crowd, the winter chill - and the salty taste of her tears. Khino had just arrived in New Delhi from her home in India's northeastern state of Manipur. "I was so excited. But suddenly a group of men surrounded me. 'How much do you charge for a night?' they asked. I yelled, 'Get away,' but they pinched my cheek and touched my back," she tells IPS. Others giggled, some laughed aloud. A few snapped photos with their cell phones. "Chinki, chinki," they kept teasing as she fled into a metro station. "Chinki" is an offensive reference to the East Asian features of many people from India's northeast. Khino is one of thousands of youngsters who migrate each year from the eight northeastern states to Delhi, Mumbai, Bangalore, Pune and other cities in their quest for "higher education and better opportunities". She works at a business process outsourcing center in the capital's satellite city Gurgaon. "Enough is enough. They call us 'chinki' everyday, assault and harass us. What is this? Just discrimination or racism?" she asks. According to activists and student groups, people from the northeast have harrowing experiences across India. They are regularly subjected to verbal taunts, slurs, jokes, physical and sexual assaults as well as cheating by landlords and employers. For years, complaints have been piling up and the fury has been simmering. Matters came to a head this January when Nido Taniam, the 19-year-old son of a legislator from the northeastern state of Arunachal Pradesh was killed. A student in Punjab state, Taniam was visiting Delhi. He had stopped at a store to ask for directions when shopkeepers made fun of his dyed blonde hair. This led to a brawl, and he was seriously assaulted. The next day he succumbed to his injuries. Taniam's death led to widespread protests across India. Many from the northeastern community are now campaigning for an anti-racism law to deal with apparent hate crimes. The North East India Forum against Racism (NEIFAR) was formed in February. History, Politics, Culture… the existence of a medical college here in Nagaland will at least go a long way in putting an end to these undesirable elements. But I guess the question why it took more than 50 years for the state of Nagaland to establish its first medical college will always haunt many of us. As per the information provided by the Chief Minister that day (3rd March), the college would have an intake capacity of 100 MBBS seats out of which 45 seats would be reserved for Nagaland. This means that once the college is in full swing, the college will produce at least 45 Naga doctors every year. Besides, it will also enable 55 medical students from outside Nagaland to become full-fledged doctors and these doctors from Nagaland medical college will probably go on to serve all over the country. Thus this proposed Nagaland medical college (once started) has the potential to become a torch- bearer for the whole of Nagas and Nagaland. And now, at least a beginning has been made in this direction with the foundation stone being laid for this mega – project. And many individuals as well as groups are already celebrating this endeavor. And in a way, the celebrations are also worthwhile because for many years, many Nagas have been dreaming of a medical college on Naga soils. Thus the fact that the Nagaland government has laid the foundation stone for the first Nagaland Medical College is at least an indication that the dreams and aspirations of many Nagas are going to materialize sooner than latter. However, in a way, I also feel that these celebrations and feelings of victory that have engulfed us in the recent weeks are a little premature and off-themark. I feel so because of two reasons. Firstly, be-

tween the stone-laying episode and the actual functioning of an important project / establishment, it always takes some years (at least some 6 – 7 years). Therefore, if we are to go by this phenomenon, the new proposed medical college may actually start functioning only around 2020 or even later. Therefore, in a way, instead of celebrating the laying of the foundation stone, I feel that we should be telling the government to expedite the process and make this proposed medical college start functioning as early as possible. What’s the point of celebrating so early? Just because the foundation stone for this mega-project was laid on 3rd March 2014, it certainly does not mean that Nagaland is already the proud owner of a medical college. There are still works to be done, plans and strategies to be charted out and promises and commitments to be kept. So, let us concentrate on these to make our dream a reality. Secondly, real celebrations come only after results have been achieved. We can say that a medical college has been successful only when it is able to produce some good, qualified and credible doctors. And therefore, even though we are creating lots of commotion celebrating this stone laying ceremony, we still have miles to go to achieve the real and ultimate goal. Therefore, even though we are celebrating the ‘foundation-stone laying’ for this medical college, let us remind ourselves that the real celebrations should come….or rather would come only after this college becomes operational/functional and goes on to produce the first batch of Naga doctors. Therefore, till such time, let us keep our celebratory moods on hold and within limits…..and concentrate on the works yet to be done…….

"In the long run we want a comprehensive anti-racism law because most Indians, including the government, deny that racism exists," says Tsering, who is from Arunachal Pradesh and is a student at Jawaharlal Nehru University in New Delhi. A spate of recent attacks on people from India's northeast has stirred disconcerting questions. Protesters point out that the identity of mainland India often excludes the northeast, a region often described as far-flung, remote and conflict-ridden. They say northeasterners are frequently stereotyped as morally loose women in skimpy skirts who are sexually available, or good-for-nothing men who are drug addicts or insurgents. About 86% of people from northeast living in Delhi have faced discrimination, according to research by the North East Helpline and Support

Centre based in New Delhi. Alana Golmei, the founder, says they receive 20-30 calls a month, and most complain about non-payment of salaries and assaults. "We have become immune to people calling us chinki, momo, Bahadur, Nepali, chow-chow, king-kong (terms alluding to their physical appearance)," she says. When she calls to negotiate with employers and landlords, she is told she is an outsider. "A strict anti-racism law will give us more negotiating power." But can a piece of legislation battle racism? In 2012, the Ministry of Home Affairs issued a directive to punish anyone who calls a northeasterner 'chinki' with up to five years in prison under the Scheduled Castes (SC) and Scheduled Tribes (ST) (Prevention of Atrocities) Act. The SCs and STs comprise some of India's most socially marginalized people. Golmei calls this an "emotional, stray reaction" with little effect - there

have been no convictions so far. Many in the northeast are not categorized as SC or ST. Sanjoy Hazarika, director of the Centre for North East Studies and Policy Research at the Jamia Millia Islamia University in New Delhi, wants an amendment and expansion of this Act. "New laws are difficult to make and difficult to push through," he tells IPS. Support for anti-racism law depends on a crucial question: if a man from northern or eastern India is beaten up in western India, it is called regionalism; so is it racism when someone from the northeast is attacked? Hazarika, who is from Assam in the northeast, tells IPS, "We want it to include everybody in the country and all cases of discrimination on the basis of appearance, language, gender, food and attire. Only face is not enough." But opinion is divided. Senti Longchar, assistant professor of psychology at Lady Shri Ram College in New Delhi, points out that people from states like Bihar or Assam look the same as anyone from northern India. "Discrimination against them is regionalism but name-calling and attacks on those with a Mongoloid face is racism." India signed the UN Declaration on the Elimination of All Forms of Racial Discrimination in 1967. But Longchar cites a Washington Post infographic that uses World Values Survey data to show India and Jordan are the most racially intolerant countries. Racist hate crimes are only one end of the spectrum of discrimination that people from the northeast encounter, says Kadambari Gladding, spokesperson for Amnesty International, India. She says they are also denied goods and services. "Non-discrimination is not a concession, but a right," she adds. Instead of a pan-India law, NEIFAR is advocating legislation specific to the northeast that will deter racist attacks on those with East Asian features, and include positive aspects such as preferential treatment, awareness campaigns, sensitization of police and inclusion of the northeast's history in textbooks. NEIFAR is researching anti-racism laws in other countries, particularly Bolivia, to push for a model that suits India, says Id Gil, a Manipur native who studies in Delhi and works for the forum. He tells IPS, "Every racial remark has the potential to kill somebody, as we have seen in Nido's case."

n 1992, the Indian Army chief, General Sunith Francis Rodrigues, had to apologise to parliament for suggesting that the armed forces had a stake in India's governance. One doesn't recall the exact words, but his reasoning went thus: "We are first and foremost citizens of India, we pay our taxes, we are willing to lay down our lives for the country; so why should we be at the bidding of politicians without stating our point of view?" All hell broke lose, with George Fernandes, who went on to become the defence minister, demanding that Gen. Rodrigues be sacked. Despite tremendous public support, the general backed down and issued an apology that was read out in parliament. It took a while before he was rehabilitated, first on the National Security Advisory Board and then as Punjab governor. This was not the first time a four-star officer had spoken out his mind. Way back in the early 1950s, General K.M. Cariappa, as army chief, had wanted to send additional troops to Jammu and Kashmir but was forestalled by prime minister Jawaharlal Nehru. Gen. Cariappa took the unprecedented step of appealing to president Rajendra Prasad, the supreme commander of the armed forces, and Nehru had to backtrack. After his retirement, Gen. Cariappa frequently declaimed on the need for effective governance. He was promptly shunted off to Australia as the Indian high commissioner as the government feared he could engineer a coup! In the mid-1980s, Lieutenant General S.K. Sinha, then the senior-most officer after the army chief, General K.V. Krishna Rao, and who was expected to move into the top job, was passed over in favour of Lieutenant General A.S. Vaidya, then the General Officer Commanding-in-Chief, Eastern Army Command. His "crime"? Repeatedly opposing the deployment of the army on internal security duties, the reason being: "If I have to ask my troops to fire on their fellow citizens (to quell riots and other disturbances), how do I expect them to lay down their lives for the country in the case of a war?" But there was another aspect to this. Most unlike a serving armed forces officer, Lt. Gen. Vaidya had openly supported then prime minister Indira Gandhi's decision to enter into an alliance with a tribal outfit in Tripura that had strong militant links. But then, things haven't always been negative and a shining example of this is the perfect understanding that existed between Indira Gandhi and the then army chief, General (later Field Marshal) Sam Manekshaw, on the conduct of the 1971 war that led to the creation of Bangladesh out of East Pakistan. Ever the no-nonsense officer Gen. Manekshaw made it amply clear that he would not be bulldozed and demanded some nine months to be fully ready. Indira Gandhi had no option but to acquiesce and thus, while Bangladesh declared its independence on March 26, 1971, the war began only on December 3 of that year. The result was a clinical victory on the eastern and western fronts. The question is: Had such a situation existed in the early 1960s, would the 1962 India-China war, whose reverberations are still being felt half a century later, happened? The top secret Henderson-Brooks report posted online by Australian journalist Neville Maxwell on his blog earlier this week - its contents were hardly a secret as it formed the basis of his seminal work "India's China War" - makes it amply clear that there was a yawning mismatch between the government's thinking and that of the armed forces. "It is obvious that politically, the Forward Policy (of Jawaharlal Nehru) was desirable and presumably the eviction of the Chinese from Ladakh must be the eventual aim. For this, there can be no argument, but what is pertinent is whether we were militarily in a position at that time to implement that policy," the report says. That's not all. "The government, who politically must have been keen to recover territory, advocated a cautious policy whilst Army HQ dictated a policy that was clearly militarily unsound," the report adds for good measure. Would this mismatch had been there if there were a better interface between the government and the military? Most certainly not! In fact, there are reports that a war game conducted in 1960 had pointed to a possible Chinese invasion. However, when the three-star officer who conducted the war game moved to become Indian Army chief, the report was quietly shelved, apparently at the government's instance. Why then has such contraditory situations existed for so long? Because of the traditional bureaucracydriven trust-deficit that exists with the armed forces exemplified most recently when Gen. V.K. Singh was army chief and moved a large body of troops in January 2012, rattling the top echelons of the government. It is this trust-deficit that has prevented the implementation of one of the most crucial defence reforms since Independence: the creation of a Chief of Defence Staff (CDS) as a one-point reference for the government on all matters military. The bureaucracy fears that the CDS could become so powerful that he could come to overshadow them. The 21st century is far removed from the situation that existed during the First Gulf War (1991), an event that many believe has shaped modern-day strategic thinking as exemplified by the events that followed: the Second Gulf War and the US-led NATO operations in Afghanistan. While the armed forces have kept up with contemporary developments, the government, unfortunately, remains tied to the past. It's time to shed the sloth and come together for the common good if India is to take its rightful place on the global stage.

WHO declares India polio-free New Delhi, March 27 (ThoMSoN reuTerS FouNDaTioN): The World Health Organisation declared India free of the crippling polio virus on Thursday, making the country’s almost twodecade-long, multi-billion-dollar effort one of the biggest public health achievements in recent times. India’s last case of the wild polio virus was detected in January 2011 in a two-year-old girl in the state of West Bengal. Three years without any new cases means a country can be certified as polio-free. Afghanistan, Pakistan and Nigeria are the only countries in the world left where the virus remains endemic, largely due to violent conflicts, weak health systems and poor sanitation. “This ceremony ... marks one of the biggest public health achievements,” Poonam Khetrapal Singh, the WHO’s Southeast Asia director, told diplomats and health officials at the event. “It is a day that all countries fought hard for, and a day when all stakeholders come together to celebrate the victory of mankind over a dreaded disease that, for centuries, has killed and disabled legions.” Until the 1950s, polio crippled thousands every year in rich countries. It attacks the nervous system and can cause irreversible paralysis within hours of infection. The highly contagious virus often spreads in areas with poor sanitation and children under five are the most vulnerable. Govt issues notice to Kejriwal, asks for Rs 85,000 per month rent New Delhi, March 27 (PTi): Delhi government has issued a notice to AAP chief Arvind Kejriwal asking him to pay a rent of Rs 85,000 per month for the flat in which he has been staying for the past more than a month even after resigning from the Chief Minister’s post. Kejriwal had sought an extension to stay in the C-II/23 house at Tilak Lane in Central Delhi till his daughter’s examinations in May. The notice was issued by the special Secretary of Public Works Department on Monday. When asked, an AAP spokesperson said Kejriwal will pay the rent. As per the notice, Kejriwal has been asked to pay Rs 85, 000 per month as rent from March 1, that is 15 days after he resigned from the chief minister’s post on February 14. Sources said the former chief minister has been asked to respond to the notice within a week. Earlier this month, PWD had sent a letter to Kejriwal asking him to vacate the house as he had already crossed the 15-day deadline for staying in the official accommodation. As per norms, a Delhi government minister can stay a maximum of 15 days in his official residence after demitting office without paying market rent. Kejriwal in return had sought an extension to stay in the house till his daughter’s examinations got over in May. According to sources, the notice was issued to Kejriwal after taking the Lt Governor’s approval. Calcutta CAT bench head alleges phone tapping KolKaTa, March 27 (iaNS): Justice Pratap Kumar Ray, a retired Calcutta High Court judge and current head of the Central Administrative Tribunal’s (CAT) Calcutta bench, has complained to the home secretary that his mobile phone is being tapped. Ray, while hearing a petition by former IPS officer Nazrul Islam Feb 3, had annulled the promotion of five West Bengal IPS officers to the rank of director general of police (DGP) including the existing head of the state police, G.M.P. Reddy. While the CAT order was overturned by the Calcutta High Court, the Mamata Banerjee government March 25 moved the high court against the CAT bench comprising Ray and P.K. Basu alleging it had passed “biased orders”. “I use this number to contact so many dignitaries including the CAT chairman. But of late whenever I call I hear a sound. It seems my conversations are being recorded. So I have written to the union home secretary,” Ray told IANS. Ray is planning to approach the Central Bureau of Investigation (CBI). “Though I don’t remember, but it seems my phone is being tapped ever since the CAT order (in Islam’s case) and there is a likelihood the surveillance has increased after Monday when the case against me was filed. “I am discussing the matter with the CAT chairman. Once it is confirmed that my phone has been tapped, I will approach the CBI and lodge a formal police complaint,” said Ray.

If IPV had been introduced in India’s routine immunisation programme and OPV used in mass campaigns, “we could have eliminated polio decades ago,” writes Dr. Jacob John in an article appearing in the Economic & Political Weekly next month. A multi-centre study under way in the country is examining the immunity that would be provided when bivalent OPV and IPV are employed in routine childhood immunisation. But for IPV to be effectively deployed, routine immunisation coverage has to be improved. According to the National Family Health Survey of 2005-06, while over 80% of children in Tamil Nadu had received all basic vaccinations, only 23% of those in Uttar Pradesh and 33% in Bihar were similarly covered. Lessons from India’s success in polio eradication are being used to enhance routine immunisation and reach under-served communities.

Finance Ministry deploys 261 expenditure observers for polls

New Delhi, March 27 (PTi): The Finance Ministry has deployed 261 Indian Revenue Service (IRS) officers across the country to keep a tab on expenses by candidates in the Lok Sabha and Assembly elections. Of these IRS officers, 44 observers have been posted in Uttar Pradesh, 22 in Bihar, 12 in Gujarat, 10 in Andhra Pradesh, six in Assam, five in Hary-

ana, two each in Himachal Pradesh and Jammu and Kashmir, and one in Chhattisgarh. Besides, 29 officers will keep a vigil on candidates’ expenditures in Tamil Nadu, 21 in Karnataka, 19 in West Bengal, 17 each in Madhya Pradesh and Rajasthan, 13 in Maharashtra, 11 in Jharkhand, nine each in Kerala and Punjab, five in Odisha, two in Manipur and one each in

Nagaland, Delhi, Tripura and Uttarakhand, officials said. There would be more expenditure observers from other central government services to keep a close watch on election expenditure of the candidates and to ensure that no inducement is offered to the electors during the entire election process for exercise of their franchise.

Assembly elections in Andhra Pradesh, Odisha, Arunachal Pradesh and Sikkim besides Assembly bye-elections in some states will be held along with the Lok Sabha polls. The Election Commission has this time raised the cap on spending by each candidate during Lok Sabha polls in bigger states to Rs 70 lakh from Rs 40 lakh.

For smaller states, the cap will be Rs 54 lakh. The country will spend over Rs 5,000 crore on the Lok Sabha polls, with around Rs 10 crore estimated to be spent on each constituency on an average, according to the EC. Conduct of Assembly elections in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh will cost the exchequer Rs 1,000 crore, it said.

India abstains from Sri Lanka vote in Geneva

New Delhi, March 27 (iaNS): In a move that will please Colombo, India Thursday sprang a surprise by abstaining from voting on a UN Human Rights Council resolution in Geneva calling for a probe into alleged war crimes by Sri Lanka. India said the resolution ignores the efforts at reconciliation being done by Sri Lanka in the predominantly Tamil north, including holding of elections. Contrary to what was widely expected to be a repeat of earlier moves of backing the UN resolution, India Thursday said it “cannot go along with the resolution and will abstain on the resolution under consideration”. “In asking the Office of the UN High Commissioner for Human Rights (OHCHR) to investigate, assess and monitor the human rights situation in Sri Lanka, the resolution ignores the progress already made by the country,” it said. New Delhi, March 27 (ageNcieS): For India, which has successfully kept naturally-occurring ‘wild’ polioviruses at bay for three whole years, a new challenge looms. India is among 140 countries that rely on the oral polio vaccine (OPV). These countries have now been asked to introduce an injectable inactivated polio vaccine (IPV) into their routine childhood immunisation programme by the end of next year. The oral vaccine, which is cheap and easily administered, uses live but weakened forms of the poliovirus. But the live vaccine viruses can occasionally revert to virulence. Vaccine-derived viruses can gain the ability to transmit within communities and even pass from one country to another. Such ‘circulating vaccine-derived polioviruses’ (cVDPV) have struck over 700 children since the year 2000, producing outbreaks in several countries, including Pakistan, Afghanistan, Nigeria and Somalia. More than 95% of the cVPDV cases in recent years have been of the type 2 strain (the poliovirus has three strains, types 1, 2 and 3). Polio caused by a wild type 2 virus was, on the other hand, last seen 15 years back. The Global Polio Eradication Initiative (GPEI), which coordinates the global fight again polio, therefore wants to stop all use of OPV that contains the type 2 vaccine strain. Trivalent OPV, with all three types of vaccine strains, is to be replaced by bivalent OPV with only type 1 and type 3 vaccine strains. But before making that switch, the GPEI has asked all countries using trivalent OPV to introduce at least

Global executions up 15% in 2013

NEW YORK, MaRch 27 (aP): The number of known executions around the world rose almost 15 percent in 2013, and the United States was among the five countries putting the most people to death, a new report says. The Amnesty International report released Wednesday comes shortly after a stunning decision this week by an Egyptian court to sentence to death 529 alleged supporters of the Muslim Brotherhood after a two-session trial. The London-based rights group has called the action “grotesque.” The new report said the 778 judicial executions in 22 countries the group was able to count last year don’t include the thousands of people put to death in China, where such information is a state secret. China’s foreign ministry referred a question about its executions last year to the justice ministry, which did not respond to phone or fax. Last year’s global increase is due in part to more executions in Iran and Iraq, followed by Saudi Arabia, the report said. The number of officially acknowledged executions in Iran was at least 369, but the rights group said “credible sources” reported 335 more. The group said Iraq executed at least 169 people. Executions in chaotic Syria and Egypt could not be confirmed. TOKYO, MaRch 27 (aFP): A man believed to be the world’s longest-serving death row inmate was Thursday granted a retrial in Japan over multiple murders in 1966, decades after doubts emerged about his guilt. Shizuoka District Court decided to “start the retrial over the case” of Iwao Hakamada, 78, who was convicted for the grisly murder of his boss and the man’s family, a court official said. Delivering his ruling, presiding judge Hiroaki Murayama cited possible planting of evidence by investigators to win a conviction as they sought to bring closure to a crime that shocked the country. “There is possibility that (key pieces of) evidence have been fabricated by investigative bodies,” Murayama said in his decision, according to Jiji Press. The judge also ordered Hakamada’s release, saying continued confinement “goes against justice”. Apart from the United States, Japan is the only major industrialised democracy to carry out capital punishment, a practice that has led to repeated protests from European governments and human rights groups. Hakamada is the sixth person since the end of World War II to receive a retrial after having a death sentence confirmed, and his case will bolster opponents of capital punishment, including rights group Amnesty, which has just launched its annual report on the practice. Shizuoka prosecutors told Japanese media that they are undecided on whether to appeal the decision, according to national broadcaster NHK. Hakamada initially denied accusations that he robbed and killed his boss, the man’s wife and two children before setting their house ablaze. But the former boxer, who worked for a bean paste maker, later confessed following what he subsequently claimed was a brutal police interrogation that included beatings. He retracted his confession, but to no avail, and the supreme court confirmed his death sentence in 1980.

MIaMI, MaRch 27 (REUTERS): World number two Li Na powered her way past 11th seed Caroline Wozniacki 7-5, 7-5 and into the semifinals of the Sony Open on Wednesday, setting up another rematch of the Australian Open final against Slovakia's Dominika Cibulkova. Li did not play a match until the third round after receiving a first round bye and second round walkover but has since been in sizzling form, reaching the last four without dropping a set. Earlier on a windswept centre court, Cibulkova fought off three match points to claim a 3-6, 7-6, (7-5), 6-3 upset win over third seed Agnieszka Radwanska of Poland, propelling her into the top 10 for the first time in her career. The win set up another clash with Asia's first Grand Slam singles champion, who defeated the Slovakian at Melbourne Park in straight sets and again at the quarterfinals at Indian Wells in three sets two weeks ago. "Another tough match, for sure," said Li, looking ahead to her semifinal. "I think so many people think about maybe a repeat for the final, but it's not. "Miami is Miami, because Australia is over. It's past already."

Wozniacki, a former-world number one, presented few problems for Li as she raced to a 4-1 lead in the opening set before the Dane hit back with a four-game spurt to go in front 5-4. But Li recovered to close the set with a three-game run which was followed by a similar four-game sweep to end the second set and clinch the match. NEW DELhI, MaRch 27 (PTI): The Supreme Court on Thursday proposed Sunil Gavaskar's name as replacement for N Srinivasan as BCCI President and the batting legend said he will be "honoured" and "happy" to adhere to the directives of the highest court of the land. "First and foremost, if the highest court suggests something, you have to do so but that has to be on record. I am currently contracted with BCCI as a commentator. But if Supreme Court wants me to do that, I will do it," Gavaskar said. "When the Supreme Court asks you, there is no question about it, there is not much you can do and I will be happy to do what they ask me to do", he told NDTV. Gavaskar, a former Indian captain, said he would wait for the final order from the court. "I will consider it, it will be a huge honour that Supreme Court feels I will be good enough to do the job. But we will have to wait and watch until tomorrow in which direction it goes.

Let's not jump the gun," the former Indian captain said. Asked if he is prepared for the challenge, Gavaskar said: "As an opening batsman, you have to be prepared for all kinds of challenges, you have to play in all kinds of pitches, you are always prepared for a challenge mentally and physically. "Even today, although I am happy to be away from the limelight, I am prepared to do what is needed if the Supreme Court wants me to do so," he added. NEW DELhI, MaRch 27 (TNN): In a big setback to BCCI president N Srinivasan, the Supreme Court on Thursday proposed his replacement by Sunil Gavaskar and suspension of Chennai Super Kings (CSK) along with Rajasthan Royals (RR) from IPL 7 till the pendency of case of betting and spot fixing scandal before it. The court said it is intending to bar CSK, owned by India Cements, which is promoted by Srinivasan, and RR, whose players and team officials are allegedly involved in the scandal, from participating in the IPL 7 tournament slated to begin from April 16. A bench headed by Justice A K Patnaik proposed the name of veteran cricketer and commentator Sunil Gavaskar to head the Board during the pendency of the case in the apex court. The bench asked the Board to give its response by tomorrow on its propos-

The bench also proposed to pass an order barring India Cements officials from getting involved with the functioning of BCCI after senior counsel Harish Salve, appearing for Cricket Association of Bihar, pointed out that many such officials are at present part of BCCI team. Mishra has not been afraid to flight the deliveries and varied his length. He has bowled the legbreak well and surprised the batsmen with occasional googly. Ravichandran Ashwin may not have set the stage on fire but his 'leg-theory' (coming round the wicket to right handers and firing it on leg-stump) has been effective so far. Jadeja as the third specialist spinner has been among wickets although Lendl Simons scored a few runs during the final over of the innings, in the last match.
