Dawn to dusk Karbi bandh today DIMaPur, May 27 (MExN): The Karbi People’s Liberation Tigers (KPLT) has called a 13hour Karbi Anglong bandh on May 28. The bandh will come into effect at 5:00am and continue till 6:00pm, Wednesday. The KPLT is imposing the bandh in response to the killing of one of its cadres in an encounter with the police under Bokajan Sub-division on May 25 last. The bandh will affect normal movement of vehicles along NH 36 and NH 29 but police informed that vehicles will be escorted in convoys. The SDPO of Bokajan sub-division stated that police escort will be provided at regular intervals: 7:00am-8:00am, 11:00am12:00pm, 2:00pm-3:00pm and 5:00pm-6:00pm.

NEW DELHI, May 27 (PTI): In a restructuring of his Cabinet, Prime Minister Narendra Modi on Tuesday combined 17 related ministries into seven different groups, including some infrastructure departments, in an apparent bid to ensure synergy and better results. First the ministry of overseas Indian affairs, created in UPA-II, has been brought together with external affairs ministry while corporate affairs has been brought back to finance. In infrastructure sector, the Prime Minister has combined road transport and highways and shipping. Another important infrastructure combination is bringing together power, coal and new and renewable energy.

NEW DELHI, May 27 (MExN): Over 2000 people from the North East community living in Delhi today took to the streets to protest the rising “racial atrocities” against the people from the North East living in the national capital. The protest rally, organized by various students’ unions, lawyers from the North East, professionals from various disciplines, teachers and the North East India Forum Against Racism (NEIFAR), was taken from Vishnu Digambar Marg to the Bar Council of India (BCI). Convenor of the NEIFAR, David Boyes, informed that a representation submitted to the BCI demanded the revocation and cancellation of “the License of Inder Narayan - the accused and all his Lawyer accomplished who have molested a woman in the first place and disrupted the court proceedings by passing racial slurs/ contours, intimidation and physically assaulted a lady lawyer who accompanied the victim and beaten up student union leaders in Tis Hazari Court premises.” It demanded that stringent action be issued against “the Tis Hazari Court Magistrate who did not intervene during the ruckuses in her presence.” It also asked for provision

Hazari Court where the incident initiated.” It also agreed that the “Lady Lawyer who is currently targeted by the Tis Hazari Court should be provided security if she feels insecure and apprehend the threat of further attacks.” These have been assured to be fulfilled within 30 days from the date of submission of the representation.

NEW DELHI, May 27 (IaNS): In its first decision after taking charge, Prime Minister Narendra Modi’s government Tuesday announced the formation of a Special Investigation Team (SIT) to probe black money, mostly stashed abroad. The decision was taken in the first meeting of the union cabinet chaired by Prime Minister Modi. Addressing a media conference after the cabinet meeting Law and Telecom Minister Ravi Shankar Prasad said the SIT will have retired Supreme Court justice M.B. Shah as its head. “It is a matter of great satisfaction that we have constituted a SIT to bring back black money as per Supreme Court orders,” Prasad said. Secretary revenue, deputy governor of the Reserve Bank of India, director of the Intelligence Bureau, director of the Enforcement Directorate, director of the Central Bureau of Investigation (CBI), chairman of the Central Board of Direct Taxes and director of the Research and Analysis Wing (RAW) will be among the members. “The highest level of fi-

nancial, revenue and economic management of the country are members of the SIT. This indicates the commitment of the new government of India,” said the minister. “We are committed to fighting black money,” he added. Although there is no official figure, various estimates put the quantum of black money upto $1.4 trillion. The ruling Bharatiya Janata Party (BJP) in a report in 2011, had estimated India’s black economy to be between $500 billion to $1.4 trillion. BJP was the main opposition party at that time. The US-based think tank Global Financial Integrity has pegged the illicit money outflow from India to the tune of $462 billion. The black money refers to the money that is earned and transferred illegally abroad in tax havens like Cayman Islands and Mauritius, generally to avoid tax. Nearly a third of black money transactions are believed to be in real estate. Manufacturing and gold and consumer goods purchases are the other major areas of black money transactions.

Against Cor r uption And Unabated Taxation (ACAUT) Nagaland - a movement that has spurred the Naga public at large to voice out their resentment and protest against the excesses of taxation imposed by both overground and underground groups- today commemorated its completion of a year. “ACAUT has taken a very difficult journey, a journey that touches everyone’s life,” said Khekiye K Sema, member of ACAUT’s consultative body, in his speech at the commemorative programme held at Hotel Saramati, which was attended by a cross section of people. Sema, however, regretted that ACAUT’s “noble initiative” has so far received little or lukewarm response from people who matter in the society and reminded the gathering of Edmund Burke’s famous lines, “The only thing necessary for the triumph of evil is for good men to do nothing.” He also said the Church, which has tentacles reaching to the grassroots, has so far remained silent to ACAUT’s movement. Instead, it is the common and downtrodden people who have shown what coming together can do and cited the case of the public of Phek who have risen to the occasion by refusing to bow down to the dictates of certain armed groups. Clarifying that there is no “hidden agenda” or “sinister design” behind ACAUT’s movement, as alleged by certain groups, Sema said the one and only issue for ACAUT is “surviv-

In fact, they (Naga political groups) should be the first ones to say ‘thank you’ to ACAUT for taking the responsibility to make society better,” said Niketu Iralu. “As long as dialogue continues, we have better chance of resolving issue

or differences. The moment we close the door to others, we are condemning ourselves... silencing others by way of threats is not the right way,” said Khekiye K Sema. Requesting the NSCN (IM) to “rethink” their declaration, Sema added, “to us it is not a civilized way to deal with others.” Terming the NSCN (IM)’s move as “unfortunate,” Rosemary Dzüvichü said the group must realize that ACAUT is a people’s movement and instead of closing the doors to dialogue, the intellectuals in the NSCN (IM) must reach out to ACAUT and have fruitful discussions. of knowing our reality.” Against the backdrop of the ‘Lenten Agreement’ and the common Naga desire to solve the Naga issue, Bano Haralu said the NSCN (IM)’s statement “to silence a movement” like ACAUT was “unfortunate.” After all, ACAUT’s movement to fight against corruption and unabated taxation has the people’s mandate, she added. “There is a need for mid-term corrections and changing of track. Peace talks and the cry of the people are not mutually exclusive and a time has to come when both have to converge,” Dr. Aotoshi said. He also said one needs to ponder whether the ACAUT movement can accelerate the peace talks between the Government of India and the Naga political group.

GLEAM Ministries, USA sponsored the seminar. The resource persons for the seminar were members of the Mokokchung Press Club - Ao Milen Editor, Akangnungsang Jamir and Senior Correspondents of The Morung Express, Limalenden Longkumer and Longrangty Longchar. More than ninety students of the school from Class VI-XII attended the seminar, which was moderated by MPC president, Limalenden Longkumer. Limalenden, while speaking at the seminar,

encouraged the students to read good books in order to hone their writing skills. He said reading good books is the best mean to increase the vocabulary and improve the composition and grammar as a writer. Besides, he also highlighted on the need to be aware of the happenings in and around us, and therefore encouraged them to regularly read the local newspapers to keep updated on the happenings going on in the society. Preparation of state vision document on food processing industries for the next 10 years has been initiated and assigned to the Suman Project Consultants Pvt Ltd New Delhi, according o the annual administrative report of the state’s department of industries and commerce. With the aim to accelerate the growth of food processing activities in the state and to assist Mission Director, FPI Cell has been created at the Directorate with one executive of MBA qualification and two executive assistants of food technology background for handling all the scheme components of the NMFP programmes. The report stated that FPI cell have been traveling extensively to inspect existing food processing units for upgradation and to identity prospective entrepreneurs to set up and develop food processing in the state.

Kohima, may 27 (mExN): IMPACT 5000 BY 18, a campaign undertaken by YouthNet in partnership with Department of Youth Resources and Sports concluded its vocational training program on May 23, 2014 with Zynorique Initiatives. A press release stated that the training lasted for 8 days, where trainees were exposed to various machineries and techniques. They were also taught on some basics of steel fabrication. The trainees were excited with their hands on experience and some of them were motivated in being into the profession. YouthNet also encouraged the trainees on entrepreneurship and creating opportunities for the society. The objective of this training program was to encourage the youth and create livelihood opportunities. The state’s agriculture department is implementing maize development programme in Nagaland. Maize is one of the important cereal crop, next to paddy in respect of area and production. This crop was cultivated in the state since time immemorial, according to the annual administrative of the agriculture department 2013-14. Maize crop is grown in almost all the districts in Nagaland. Bangladesh to set up more border outposts

AgArtAlA, MAy 27 (IANS): The Bangladesh government will set up 21 more border outposts (BOPs) along the boundary with India's northeastern states to check movement of terrorists and smuggling of contraband and drugs, an official said here Tuesday. "The proposed 21 BOPs would be set up along India-Bangladesh borders with Tripura and Mizoram to curb the cross-border movement of militants and smuggling of goods and drugs," a top security official told IANS. He said: "The insurgents of northeast India and smugglers have been using

the Tripura-Mizoram-Bangladesh borders as their safe corridors of movements. These portions of the unfenced boundaries due to its forested terrains are advantageous to the inimical elements." Four northeastern states of Tripura, Meghalaya, Mizoram and Assam share an 1,880-km border with Bangladesh. The mountainous terrain, dense forests and other elements make the unfenced borders porous and vulnerable, enabling illegal immigrants and intruders cross over without any hurdle. SHIlloNg, MAy 27 (PtI): In a midnight operation, special commandos raided a remote village in Meghalaya's South Garo Hills district arresting a hardcore militant of a newly formed rebel group, police said today. Acting on a tip-off on the presence of militants of the A’chik Songna An’pachakgipa Kotok (ASAK) group in the area, Special Weapons and Tactics commandos raided the village late last night, Inspector General of Police (Operation) G H P Raju told PTI today. As the SWAT commandos reached Rangmanpara village, the group of six to seven ASAK militants fired upon them, Raju said. The gun battle lasted for a few minutes, he said. In the cross firing, the cadre sustained bullet injuries in his legs and a pistol, a walkie talkie, a mobile phone and an ID was recovered from his possession, the police officer said. The Truth Is Decimated

A

s Christianity is growing older and as hundreds of Churches in Nagaland had celebrated Golden Jubilees and some had Diamond Jubilees, the Truth has become dimmer in Naga Society. The truth is the subject much regularly talked about by Naga Christians as we can imagine how more than a thousand Churches harp on the topic and heard by more than one and half million listeners at least 4 times a month. The more we listen to truth the more we become immune to truth. The more messages on truth are delivered more wastes flowed down the drainage of greed. The Truth which rose with the advent of Gospel failed to find takers and is eclipsing with the age of Chris-

tianity. Those who speak the truth are few in Naga Society today. Those Nagas who write about the truth can be numbered. Those who stand for the truth are in minority. The one who speaks the truth is friendless and despised. Neither for the crime one has ever committed nor because of one’s fame but just for speaking the truth one’s life is threatened and in danger. Just because of speaking the truth one is instantly made VIPlike life with Police body guards. From where the threat comes? The threat is not from across the border but from within. The end result is Nagas do not feel safe to live in their own land if one is a supporter of truth. How futile?

Despite of the drastic paradigm shifts in the work culture and probity in public service over the years, I am sure there are remnant of employees in several Departments under the Govt. of Nagaland till today, who remained honest, rational and sincere in their dispensations. Why few of those public servants remained honest when 99% of their colleagues have gone by the path of greed? What prevents those few from becoming selfish when the disciplinary rules are proved to be toothless and clawless tiger? What those few are afraid of under a Govt. which hardly has a record of appropriately punishing any erring public servant as per law? Reasons may vary. Yet I strongly believe those few are

Christians. They believe Jesus while at home, while in Church service, while outside home and while in public office. Those few remnants have more fear of God before whom there is no confidentiality than the law. The repercussion of being honest in public service is, those remnants are considered non-cooperative, indiscipline, orthodox and unserviceable. No superior or subordinate wants to work with them for they are always considered roadblocks. Ultimately those remnants are placed in no man’s land without portfolios. If there is any Govt. employee in Nagaland for Christ agrees with me that I have spoken certain amount of truth, please remain steadfast as you are

Tourist Interest: -Experiencing exotic life style, -Hiking and adventure, -Cultural Display, -Traditional House, -Tribal museum, -Environment, -Uniqueness in rural areas, -Handicraft of indigenous people, -Places of historical significance, - Folk traditions and Myths of places, stones and rock materials, lakes, ponds and rivers.

What Government can do to promote Tourism in tribal areas? -Creating a peaceful environment by maintaining law and order, -Identification of the various possible tourist attraction centres / spots, -Financial assistance to the rural dwellers, -Environmental awareness and touring opportunity programmes for rural people. -Roads, foot path, sanitation facilities. -Training programme, touring opportunities to tribal people for awareness of tourism and tourist industry. -Eco-friendly resorts and amenities centre on roads and highways for tourist. Using this clarion call, the article aims to stir our conscience on the present scenario of our state, thereby provoking positive responses from all and sundry. Our “roads”- except for few kilometers here and there, is in a shameful state of affairs. Chronic traffic jams, potholes of all shapes and sizes, poor quality of materials and workmanship, no drainage system, garbage dumps beautifully lining our roads/streets/ lanes and colonies, no street lamps and so on is the present scenario. Besides the sorry road conditions, one feels sorry for the traffic cops-they try, oh yes, they do-through heat, dust, rain, cold weather and the numerous trucks/buses with diesel fumes billowing black smokes adding to the pollution. Then, their very authority as traffic controllers is blown away by speeding police escorts of VIP vehicles. Where then is good governance? If the very person entrusted to govern judiciously and en-

force proper implementation of law, rampantly disregard it blatantly- who will follow the laws of the land as constituted? Do the constitution/laws and government guidelines have a special/separate chapter on breaking traffic rules or regulations for VIP and police vehicle? I need enlightenment on this. The least said the better for District Administration, Municipal Officials, Colony/Community leaders to take responsibility of their assignments, roadside encroachment, dumping of building materials, parking of vehicles on public roads. Vehicle repair/workshop at every nook and corner within town/city locations, vehicle servicing centers with water flowing and transforming whatever pliable roads, into riverbeds. The ad on “Gas Laaga Raha He Yeh Pig Stench Laga Rahe Ho” aptly describes the stink of pigs’ sty/mohol offal drainage of wayside meat stalls, along the new market road and one is daily subjected to this wonderful nasal experience. All these factors are never looked into thereby choking the already nar-

The department officials of town planning are totally made redundant as every individual builds his/her constructions without obtaining clearance from any of the departments that are assign to do so. Piles of timbers and logs are allowed to be stock and processed in the busiest and narrow streets with total disregard to safety norms-thereby a disaster waiting to happen. Parking of vehicles in public thoroughfare outside the residential area further adds to the woes of smooth travel in and around the city/town and colonies. One is amazed at the countless number of city buses, taxis, Tata mobiles, dumper trucks, etc (disproportionate to the size of the road) happily adding to the traffic congestion. The transport department in Mizoram has banned purchase of any vehicles without verification of the owner having a garage- Can one dare our government to issue such an order? ISBT in the Capital city is not even in the planning stage under the Urbanization Scheme of the Capital, then what about the public parking

lots, pedestrian paths and No Parking Zone within the main town? Many Hill Stations in the country have successfully implemented traffic rules in order to contain pollution, the fragile topography and attract eco-tourism- Do we also envision such progressive steps? Trucks with essential commodities are regulated within specific time zone in majority of the states to avoid traffic congestionsWhat about us? Whenever Hornbill Festival or visit from VVIP approaches, there is a frenzy of repairs in the most haphazard manner; Office goers like me are stranded for 2-3 hours on an average, in traffic jams with bursting bladders and frustration. God forbid if there is someone out there with labor pain, impending heart-attacks or even loose motion! 19 incident NPF Mkg threatens NPF appeals for upholding May condemned to suspend division party discipline & principle

mokokchuNg, may 27 (mExN): The NPF Mokokchung Division has stated that injustice had been meted out to its two leaders who were “ruthlessly dropped” from their respective ministerial berth during the last reshuffle of the DAN-III ministry. In a letter to the president, NPF Central HQ, the NPF division, “in the larger interest of the party and to uphold transparency and mutual trust” requested to give the reasons as to why its leaders were dropped from their ministerial berth at the earliest so as to quell the unrest among the party workers. The NPF Mokokchung Division cautioned that failure to give reasonable and remedial reply at a stipulated time will warrant suspension of the division and the division will not be held responsible for occurrence of untoward incidents. The letter appended by NPF Mokokchung division president and general secretary (admin), youth wing president and general secretary, women wing president and general secretary informed that the NPF Mokokchung Division is growing from strength to strength on all fronts under the dynamic leadership of Imkong L. Imchen, MLA and former Minister since 2003. Though a post-poll alliance member and an associate member of NPF then, he has left no stone

unturned for the improvement of the party in the district, it added. alty contributed by party men and women at all levels including the grass root, assembly constituencies, divisions up to the State level. However, it admitted, it will be a difficult task to please each and every MLA, constituency or division/district according to their expectations while setting the ministry in accordance with the constitutionally downsized ratio that is in force. As such, a number of division or districts from

The Union in a press statement issued by its president Kashiho Sangtam out rightly condemned such “inhuman act committed to a minor girl by a fatherly figure person.” It further urged upon the law enforcing authority to book the culprit and punish as per the law of the land. The union also clarified that the accused is not its member. Meanwhile, the Kushiabill Village Council and all the GBs of the village have also strongly condemned the alleged rape by Yangtsamong of Kushiabill Village. The village council has appealed to the law enforcing agents to award stringent punishment and not grant bail to the accused under any circumstances. Power Relations

E

ssentially life is power and power is life. However, in the existing discourse of human affairs the life-giving forms of power have been usurped, by creating a power relation of ‘power-over’ rather than ‘power-with’ the people. Hence, there is a critical need for a new paradigm of power relations which is experiential and relevant to present situations and one that certainly demands a dialectical relation between theory and practice. From this viewpoint, it means analyzing power relations in the form of strategies rather than as points of justification. It implies perceiving power relations as a form of resistance, identifying the needs and forming the relevance of its application by evolving methods that can effectively be implemented to bring forth the qualities of positive power. Power fundamentally depends on how it is exercised and the process in which actions are formulated to allow other actions to emerge on the principles of a discourse that cultivates just relations of ‘power-with’ the people. This means that power is rooted deep in the social and political relations of a people, and not structured above a society. After all a society with no power relations can exist only in abstraction. This, however, does not indicate that existing established power relations are good in itself because a society with structured ‘power-over’ the people only suggests subjugation and domination. It is imperative to analyze a society’s power relation by identifying its historical formation, the source of its strength and fragility and the conditions required to transform it. The process of transforming contradicting power relations towards an ethical discourse of power-with the people will remain a permanent political task inherent in all social and political existence. There is consequently an acute need to establish a perpetual link between the creation of a just power paradigm and the aspiration of a struggle. This link is necessary due to the constant confrontations between the two contradicting forces: the struggle for rights and the pursuit for power. In reality, power does not lie in structures that have been created outside the contextual realities of people. However, the guile of the State and the powers that be has ensured its domination. In response to this system of domination, the people’s struggle need to strengthen their intricate social and political relations coupled with the realization that real power lies with them only when exercised judiciously in rhythm with their yearnings.

f you want to understand people, ask for their stories. Listen long enough, and you learn not only the events of their lives, but their sources of meaning, what they value, what they most want. The late media scholar George Gerbner said, “We experience the world through stories. Whoever tells the stories of a culture defines the terms, the agenda, and the common issues we face.” “It used to be the parent, the school, the church, the community,” he said. “Now it’s a handful of global conglomerates that have nothing to tell, but a great deal to sell.” Just a half-dozen corporations control most of the media in the United States. Two giant Internet service providers, Comcast and Time Warner, recently announced plans to merge. And the FCC is signaling that it plans to abandon the principle of Net neutrality, which has assured that all interests, large or small, have the same access to the Internet. The battle continues over how much of our media landscape will be accessible to we the people. It’s impossible to keep good stories down, though. As has been the case throughout history, ordinary people find free spaces where they can tell their own stories. Personal stories are a key starting point, says Kristin Moe in her article Change Starts With Your Own Story. When we share life-changing moments and surface our deepest motivations, we touch other people more profoundly than if we repeat a list of talking points, even well-researched ones. Drawing on the work of Harvard professor and former United Farm Workers Union staffer Marshall Ganz, Moe shows how these personal stories can become the heart of powerful social movements. Cities, towns, and communities of all sorts also need their own stories. With radio and television stations and newspapers shut down or owned by out-of-state monopolies, residents and civic leaders are scrambling to find a way to get high-quality, local reporting. A new cooperatively owned model for journalism may be the answer, says journalism professor Dan Kennedy. The Internet is, of course, the biggest open space for story tellers. But with so many clamoring for our clicks and eyeballs, how does anyone get an audience? “The Meatrix,” a quirky, animated video short, went viral, introducing millions to the cruel realities of factory farming. Divisions over Gender Complicate Development Agenda

s the U.N. focuses on refining its Post2015 Development Agenda, divisions surrounding issues of population and development continue to plague consensus on a universal way forward. “People have to be at the centre of development,” Dr. Babatunde Osotimehin, executive director of the U.N. Population Fund (UNFPA), told IPS. “I think we are beginning to see a greater commitment [of governments] to deliver on gender parity, girls rights, issues of gender-based violence and girls education.” Following the 2014 U.N. Commission on Population and Development (CPD), an annual gathering where member states, non-governmental organisations (NGOs) and other members of civil society discuss and define goals on population and development, serious divisions emerged regarding issues of sexual health, sexual education and gender. “The balance of this resolution remains heavily skewed towards peculiar interests of certain developed countries, as evidenced by undue emphasis on selected rights over the real development priorities,” said Fr. Justin Wylie, attaché for the Permanent Observer Mission of the Holy See to the U.N., on Apr. 12, following the adoption of the CPD outcome resolution. “I refer in particular to the heavy focus on sexual or reproductive mores,” he said. The sentiment that particular issues had a negative effect on the conduct of the conference was also expressed by member states with views in support of U.N. priorities. “We were disappointed that certain contentious issues remained the focus of the conference at the expense of discussing more productive topics to improve the health of global populations,” Nicolas Doire, spokesperson for the Canadian Department of Foreign Affairs, Trade and Development (DFAIT), told IPS. While UNFPA may not agree with the views of everyone at the CPD, the agency does understand the political nature of such conferences and the need for inclusive, plural dialogue in adopting the platform on population and development. “The issue of sexuality, the issue of sexual reproductive health and [reproductive] rights evokes all kinds of things … apart from the politics,” Osotimehin told IPS. “We’ve always had conservatism around our issues. “If we don’t bring people together in order to construct an action platform that brings all of the groups together, we are not likely to achieve the adoption,” he said. For Dr. Osotimehin, a human rights-based agenda is essential because it was the foundation for the 1994 International Conference on Population and Development (ICPD) in Cairo. That being said, he also recognises that over the last 20 years, the world has changed. “Today there are more non-state actors and some of the countries are more vocal than they were before, so we are dealing with a new set of constituencies,” he said. “But if you don’t address rights … you are not going to make the kind of progress we want to see and match the investments.” Linking population and development The U.N. Programme of Action of the ICPD Beyond report, released on Feb. 12, outlined the progress made on issues of population and development since the 1994 Cairo Conference. A primary finding of the report was that where girls have the power make choices in their lives, from reproductive rights to education, they can add significantly to the economic capacity and development of their country. That is why UNFPA has identified inequality as the primary impediment to developmental goals and defined the adolescent girl as the “face of development.” “Imagine that you can give her the education she needs to protect her rights … ensure that she can access contraception when she needs to, ensure that she can get good quality jobs, ensure that she can marry when she wants to marry, ensure that she can participate politically. Then, you just changed the world,” Osotimehin told IPS. This is not to say that ground level cultural needs are not recognised. It is important to engage in dialogue with communities, he said, in order to understand what they need, not only what their needs are believed to be.

early 20 years ago, the world came together in Beijing for the Fourth World Conference on Women. There, 189 governments adopted a visionary roadmap for gender equality: the Beijing Declaration and Platform for Action. More than 17,000 delegates and 30,000 activists pictured a world where women and girls had equal rights, freedom and opportunity in every sphere of life. While much progress has been made in the past two decades, no country can claim to have achieved equality between men and women. It is time for the world to come together again for women and girls and complete this journey. UN Women is launching a year-long campaign to re-energise the vision laid out at the Beijing Women’s Conference. Our goal is straightforward: renewed commitment, strengthened action and increased resources to realise gender equality, women’s empowerment and human rights. We call it: Empowering Women, Empowering Humanity: Picture It! The Beijing Declaration laid out actions to address 12 critical areas of concern for women and girls across the globe. Governments, the private sector and other partners were urged to reduce women and girls’ poverty, ensure their right to access education and training, safeguard their health – including their sexual and reproductive health, protect women and girls from violence and discrimination, to ensure that technological advances benefit all, and to promote their full and equal participation in society, politics, and the economy. The Beijing Declaration and Platform for Action remains the most comprehensive global agreement on women’s empowerment and gender equality. If only it had been implemented! Notwithstanding, today we can celebrate progress. More girls are going to school. More women are working, getting elected, and assuming leadership positions. But in all regions of the world, and in all countries, women continue to face discrimination because they are female. We see it every day. In pay inequity and unequal opportunities at work… in stubbornly low representation of women leaders in the public and private sectors… in the continuing scourge of child marriage, and in the pandemic of violence experienced by one in three women globally – a number greater than the population of Europe. Perhaps even more startling is the fact that if the Beijing negotiations occurred today, they would likely result in a weaker agreement. We all have a responsibility to keep pushing ahead for full implementation, because every time a woman or girl is held back by discrimination or violence, humanity loses. Since the Beijing Conference, irrefutable eviaction on population issues in addressing the associated developmental problems. “I don’t think that many of these big problems are going to be resolved by exchanging documents and meeting at conferences. It’s going to be what we do on the ground,” Phumzile Mlambo-Ngcuka, U.N. under-secretary-general and the executive director of U.N. Women, told IPS. “Activism, activism, activism.” With this is mind, international conferences do provide legitimacy from which actors can work. “It does help activists on the ground when something has been agreed to [in the conferences], because there is something to hang onto. So you also want those victories. But I think that we must not fool ourselves and think that [with a piece of paper], the problems have been solved,” Mlambo-Ngcuka said.

or more than 125 years, Arab political thought has been fixated on Europe and the attempt to emulate it, or to come up with the answer to its model. This continued in the post-independence era, although another model was emerging without receiving the Arab interest and attention it deserved. In effect, India had all the ingredients needed to produce military dictatorships or descend into open-ended civil wars, and yet, relative stability emerged, precipitating a democratic polity that has not been interrupted since independence in 1947. India has a high population density and is a very poor country, and it does little to change this fact that India now has a growing middle class made up of nearly a quarter of a billion people. India’s diversity, meanwhile, is almost boundless, be it religious, ethnic, or linguistic. India has sustained its political integrity through very difficult times. Its birth as an independent country was linked to a fierce civil war, which also led to the creation of Pakistan, previously a part of India. India also fought foreign wars with Pakistan, China, and in Sri Lanka. In addition, many top Indian leaders were assassinated for religious or plitical reasons, or both: from Mahatma Gandhi himself, to Indira Gandhi, and later her son Rajiv. Still, this did not prevent unity and democracy with it from surviving. This miracle of the “world’s larg-

dence has accumulated showing that empowering women empowers humanity. Picture it! Countries with higher levels of gender equality have higher economic growth. Companies with more women on their boards have higher returns to shareholders. Parliaments with more women consider a broader range of issues and adopt more legislation on health, education, anti-discrimination, and child support. Peace agreements forged by female and male negotiators last longer and are more stable. Studies show that for every one additional year of education for women, child mortality decreases by 9.5 percent. Equalising access to resources and services for women farmers would boost output and eliminate hunger for 150 million people. A billion women will enter the world economy in the next decade. With equal opportunities, their impact on our future prosperity will be a global game-changer. We can and must turn this picture to reality. Right now, every country is working to achieve the Millennium Development Goals by 2015, and to define a new global development plan. We must seize this once-in-a-generation opportunity to position gender equality, women’s rights and women’s empowerment firmly at the centre of the global agenda. It is the right thing to do, and the best thing for humanity. Men and boys, who have been silent too long, are beginning to stand up and speak out for the human rights of women and girls through initiatives like UN Women’s #HeForShe campaign. We call on all men and boys to join us! Nearly 20 years after Beijing, I believe the world is ready to implement its vision of equality for men and women. Today we launch a Beijing+20 campaign that will focus on progress, highlighting champions and effective work being done for gender equality. Every country will produce a report on the state of their women and girls, 20 years on. The campaign calls upon leaders and ordinary people alike to recommit and act to turn the vision of the Beijing platform into reality. From Sweden, where in June people will gather to protect the human rights of women and girls, to September’s Climate Summit in New York, where women heads of State and activists will assert women’s role in protecting our environment, to India, where men and boys will make a show of force for gender equality in November. And on International Women’s Day on Mar. 8, 2015, people in every country will make their voices heard for a better world. Together we must achieve equality between women and men. Moving the agenda’s focus away from controversial issues to incorporate the range of connections population issues have on development is one strategy UNFPA and other members of the international community are looking at. “Integration should be big in the next development agenda,” Osotimehin told IPS. “We need to create linkages between one thing and the next … so were actually driving a development agenda.” “We are focused on building consensus around initiatives that are proven to have the greatest impact,” said Doire. The importance of a dynamic approaching to developmental challenges is central to the U.N. strategy as it works to build an agenda that includes contested subject matter. “We need to bring all of the issues to bear when we talk about [population], so that it doesn’t get caught up in the old debates and questions,” Kathy Calvin, president and chief executive officer of the U.N. Foundation, told IPS. “It’s about your country’s economy [and] your country’s environment.”

An Arab future: India, not Europe Hazem saghieh est democracy,” as India is commonly called, has inspired a large body of research into the Indian experience, all attempting to explain how India managed to retain its unity and democratic character for over sixty-seven years. Despite all this, Arab political thought did not care to study India's experience. Instead, Arab political thought focused almost exclusively on studying specific European models, particularly those relating to Germany and Italy in the late 19th century, and on the attempt to emulate them - without any success. Recall, however, that the similarities between the Arab world and India are much more numerous than between the Arab world's similarities with Europe. This much may be inferred from the extent of religious, sectarian, and ethnic fragmentation in Arab countires, as well as the rates of poverty and destitution, demographic trends, and the relevance of traditional and pre-modern values. There are also many political and historical parallels, such as the colonisation of Arabs and India at the hand of European powers; the resemblance between Egypt's Al-Wafd party

and India's Congress party; the affinities between the experience of Gamal Abdel Nasser in Egypt and of Jawaharlal Nehru in India; and Anwar Sadat’s turn away from the Soviet Union and from Nasser’s socialism, with a similar dynamic emerging in India after Indira Gandhi. Some add to this other similarities related to territorial disputes, such as the Palestinian and Kurdish questions in the Arab world, and the Kashmir question in India. Some notice yet another parallel, with the prominence of political dynasties in most of the Arab world and the experience of the Nehru-Gandhi family which, though somewhat cropped by democracy, is still of a dynastical nature.

An Arab disconnect In spite of all this, it is still very difficult to stumble upon a single good and serious book in Arabic on the Indian experience or one that draws comparisons with India, or indeed a conference on the subject. This is regrettable, for in a long-term perspective there are lessons in the whole trajectory that led from the British colonisation of India

and India's engagement with its legacy, to India's contemporary influence in the globalised economy. India’s birth as an independent country following a Hindu-Muslim war may have alienated the Arabs and dampened their interest in the Indian experience. But this neglect also most definitely has to do with the tendency of Arab political thought to be detached and disconnected from reality. The neglect of India coupled with the exclusive fixation on Europe is very indicative of the Arab and Muslim inferiority complex, which disguises itself as a superiority complex, so to speak, one that compels us to remind others that we once “ruled Spain.” That is, it is “not fitting for us” to compare ourselves to the Indians, especially after hundreds of thousands of poor migrant workers from the subcontinent flocked to the Arab Gulf countries, while the comparison with Europe, our erstwhile colonial master, satisfies our collective narcissism and is balsam to its ever-bleeding wounds. Without a doubt, this mindset is a source of great harm to the Arabs. Suffice it to say that in the elections of April-May 2014, hundreds of millions of Indians voted in fair and free elections, while car-bombs were being detonated in some of our cities and towns. At the same time, the elections we sometimes hold cannot in most cases be taken seriously.

A Pivot on the Peace Island

or the past two weeks, I’ve been in the Republic of Korea (ROK), as a guest of peace activists living in Gangjeong Village on ROK’s Jeju Island. Gangjeong is one of the ROK’s smallest villages, yet activists here, in their struggle against the construction of a massive naval base, have inspired people around the world. Since 2007, activists have risked arrests, imprisonment, heavy fines and wildly excessive use of police force to resist the desecration caused as megacorporations like Samsung and Daelim build a base to accommodate U.S. nuclear-powered aircraft carriers and submarines for their missions throughout Asia. The base fits the regional needs of the U.S. for a maritime military outpost that would enable it to continue developing its Asia Pivot strategy, gradually building towards and in the process provoking superpower conflict with China. “We don’t need this base,” says Bishop Kang, a Catholic prelate who vigorously supports the opposition. He worries that if the base is completed, Jeju Island will become a focal point for Far Eastern military struggle, and that this would occur amid accelerating military tensions. “The strongest group in the whole world, the military, takes advantage of National Security ideology,” he continues. “Many people make money. Many governments are controlled by this militarism. The military generals, in their minds, may think they are doing this to protect their country, but in fact they’re controlled by the corporations.” Jeju Islanders cannot ignore or forget that at least 30,000 of their grandparents and great grandparents were slaughtered by a U.S.-supported Korean government intent on crushing a tenacious democracy movement. The height of the assault in 1948 is referred to as the April 3 massacre, although the persecution and murderous suppression lasted many years. The national government now asking sacrifices of them has rarely been their friend. But for the construction, Gangjeong seems a truly idyllic place to live. Lanes curving through the village are bordered by gardens and attractive small homes. Villagers prize hard work and honesty, in a town with apparently no need to lock up anything, where wellcultivated orange trees fill the eye with beauty and the air with inexpressible fragrance. Peaks rise in the distance, it’s a quick walk to the shore, and residents seem eager to guide their guests to nearby spots designated as especially sacred in the local religion as indicated by the quiet beauty to be found there. One of these sacred sites, Gureombi Rock, is a single, massive 1.2 km lava rock which was home to a fresh water coastal wetland, pure fresh water springs and hundreds of plants and animal species. Now, it can only be accessed through the memories of villagers because the Gureombi Rock is the exact site chosen for construction of the naval base. My new friend, Tilcote, explained to me, through tears, that Gureombi has captured her

heart and that now her heart aches for Gureombi. Last night we gathered to watch and discuss a film by our activist film-maker and friend Cho Sung-Bong. Activists recalled living in a tent camp on Gureombi, successful for a time in blocking the construction companies. “Gureombi was our bed, our dinner table, our stage, and our prayer site,” said Jonghwan, who now works every day as a chef at the community kitchen. “Every morning we would wake and hear the waves and the birds.” The film, set for release later this year, is called “Gureombi, the Wind is Blowing.” Cho, who had arrived in Gangjeong for a 2011 visit at the height of vigorous blockades aimed at halting construction, decided to stay and film what he saw. We see villagers use their bodies to defend Gureombi. They lie down beneath construction vehicles, challenge barges with kayaks, organize human chains, occupy cranes, and, bearing no arms, surround heavily armed riot police. The police use extreme force, the protesters regroup and repeat. Since 2007, over 700 arrests have been made with more than 26 people imprisoned, and hundreds of thousands in fines imposed on ordinary villagers. Gangjeong village now has the highest “crime” rate in South Korea! Opposing the real crime of the base against such odds, the people here have managed to create all the “props” for a thriving community. The community kitchen serves food free of charge, 24 hours a day. The local peace center is also open most of the day and evening, as well as the Peaceful Café. Books abound, for lending, many of them donated by Korean authors who admire the villagers’ determination to resist the base construction. Food, and much wisdom, are available but so much more is needed. After seven years of struggle many of the villagers simply can’t afford to incur additional fines,

neglecting farms, and languishing, as too many have done, in prison. A creative holding pattern of resistance has developed which relies on community members from abroad and throughout the ROK to block the gate every morning in the context of a lengthy Catholic liturgy. Priests and nuns, whose right to pray and celebrate the liturgy is protected by the Korean constitution, form a line in front of the gate. They sit in plastic chairs, for morning mass followed by recitation of the rosary. Police dutifully remove the priests, nuns and other activists about ten times over the course of the liturgy, allowing trucks to go through. The action slows down the construction process and sends a symbolic, daily message of resistance. Returning to the U.S., I’ll carry memories not only of tenacious, creative, selfless struggle but also of the earnest questions posed by young Jeju Island students who themselves now face prospects of compulsory military service. Should they experiment with conscientious objection and face the harsh punishments imposed on those who oppose militarization by refusing military service? Their questions help me pivot towards a clearer focus on how peace activists, worldwide, can oppose the U.S. pivot toward increasing militarization in Asia, increasing conflict with its global rivals, and a spread of weapons that it is everyone’s task to hinder as best they can. Certainly one step is to consider the strength of Gangjeong Village, and to draw seriousness of purpose from their brave commitment and from the knowledge of what is at stake for them and for their region. It’s crucial to learn about their determination to be an island of peace. As we find ways to demand constructive cooperation between societies rather than relentless bullying and competition, their struggle should become ours.

a New Generation’s Fresh Take on Storytelling

I

f we make it through this time of climate crisis and economic upheaval, the new storytellers will deserve some of the credit. The new storytellers are writers, poets, musicians, documentarians, radio producers, and others who are reporting the story of a new world being built around the frayed edges of the old. It's a story that is invisible to those stuck in the old paradigm. There is no famous charismatic leader, no single dramatic event signaling the change. Instead, a new society is emerging from the bottom up, born of the hopes and hard work of many people who have been excluded from the old society and who yearn for a more just and life-affirming world. Arundhati Roy said it beautifully at the World Social Forum in 2003: "Another world is not only possible, she's on the way and, on a quiet day, if you listen very carefully you can hear her breathe." The new storytellers have in common a keen awareness that our society is not working. A key to building a better one is making visible new ways of living that are more just and sustainable.

A Story of Choice Anthropologist, author, and activist David Graeber, like many of the new storytellers, wears many hats. He helped plan the occupation of Zuccotti Park, where the Occupy movement began, and he is among the organizers of the Rolling Jubilee, a debt-resistance movement that grew out of Occupy. Debt: The First 5,000 Years , is Graeber's 534-page tour through the history of debt, showing how it drives and enables war, slavery, and assorted other atrocities. Debt is neither natural nor inevitable. Graeber and other new storytellers challenge one of the central stories of the dominant world view: that "there is no alternative," as British Prime Minister Margaret Thatcher put it. There's nothing that says our homes, medical care, and education must be profit centers for financiers. Credit unions, mutual aid, single-payer health care, land trusts, and public funding for high-quality public universities— all are solutions that the new storytellers explore. "They may live in the city, but they grow their own food…" AshEL Eldridge (aka Seasunz), hip hop artist, a founder of the four-piece band, Earth Amplified, and one of the new storytellers, wants us to quit killing ourselves with junk food. In Eldridge's music video, "Food Fight," junk-food addicted neighbors awaken from sugar-induced comas and battle the agribusinesses that have taken over the corner market. People of color and the poor are more likely to live in areas with little access to healthy foods. The new storytellers, though, focus not just on the problems plaguing

the downtrodden; they feature people in these communities who are working for change—in this case, working to make sure everyone has access to fresh vegetables. "They liberate themselves to elevate others. They are healers, revolutionaries, and poets. They may live in the city, but they grow their own food. They work to bring youth in contact with their indigenous ancestors, the wisdom of our elders, and the Earth herself. They are hip-hop AND absorb life from all forms of music, dance, and expression for they know that love is the way even though the paths are many." The Universe is Waiting An igloo-shaped structure sits humming in the

lobby at the base of Seattle's iconic Space Needle. The sound comes from fans that keep the walls inflated. As you bow slightly to enter, it's as though you are entering a sacred space. The StoryDome, which hosted some 5,000 visitors during its 2012 Seattle exhibition, is a place to explore the universe. Sit back on cushions and look up as planets, stars, and galaxies fly by. Then watch as our vibrantly colored home, Earth, sweeps into view. Some stories are best told through experience. The Story-Dome, a project of NewStories, offers a direct experience of the immensity of time and space, and the extraordinary process that brought about the evolution of life. "Many of us recognize that we are in a time of great transition, a movement from one belief system to another," says co-president of NewStories, Lynnaea Lumbard. "The story of the evolving universe offers clues for moving to a life-affirming future." It takes participating in stories this big to grasp what we humans are a part of and to come to terms with our responsibility for the future of life on Earth. Arising from the Rubble The new storytellers are reaching people through a greater variety of media than has ever existed. They post videos on YouTube, blog on Tumblr, discuss at reddit and Grist, and tweet out their latest inspirations. There's a resurgence of grassroots storytelling via poetry (especially poetry slams), folk music, and stand-up comedy. Documentaries are now a leading source of investigative reporting; graphic novels explore topics ranging from life in Iran to the history of the Freedom Riders; and satellite radio and low-power FM are reaching new audiences. Even protest is now an art form, with giant puppets made by the Bread & Puppet Theater, street choirs organized by Reverend Billy and the Church of Stop Shopping, and dancing flash mobs, like the ones that protested at Walmart stores last fall. If the late Czech playwright and leader Václav Havel was right, if a new world is in fact painfully arising from the rubble of the old, then these stories are among the most important of our time. They prove that there are alternatives to business as usual. They show that people everywhere are responding to the challenges of our time, and that each of us can be part of something more powerful, diverse, and creative than we might have imagined. As these many stories are woven together, the contours of a new world come into focus. And as these stories spread, it seems it might just be possible to take the leap, to leave behind the no-longer-secure world of business as usual and step out into a new world, knowing that there will be others there to join us as we find our way.

ajority of the Nagas engage themselves in activities of the primary sector which includes farming, fishing, forestry or any activities which deals with natural resources directly. This is a reflection that our economy is in an emerging stage or still very close to arudimentary form. The economy is also a ‘sustenance economy’ with hardly any surplus to save or invest. Another way to describe the economy is a non-producing, consumerists’ economy. The Naga’s economy will collapse as soon as the inflow of funds from the central Government is stopped. Of late, the intrusion of the wave of globalisation and liberalisation is making an impact on the Nagas. More opportunities are thrown open, more options in choice of goods and services are available, there is also bombardment of informationthe whole world is just a mouse click The society as a whole is in a transitional phase. More so, it is at a cross road. The question isDo we go along with the rest and create irreparable dependency or address the problems to achieve a higher standard of life in future? Some of the problems that need immediate attention are: Conflict of interests/aspirations: Our society is riddled with conflicting interests. Each region, every community, every tribe, every village, every clan and even khel has its own aspiration. The Eastern Nagas want a separate state; the Southern Nagas want alternative arrangement; the Central Nagas want exclusiveness and the list goes on. Conflict of interests and resolving them do not harm the economy. This is because common benefits increase in meeting the need of one unit of the economy. I fight for my benefits; you fight for yours; if my benefits increase without harming your benefits then it is an increase in social welfare. However, the flip side of conflict of interest is that it can also harm the economy. When every organisation worth its name(there are countless) resorts to methods like economic blockade, total shut down of business establishment, lightening bandh and destruction of government properties to register their grievances or interests, it paralyses the normal functioning of the economy and results in loss of crores of money. Sadly, this is happening too often in our economy. For every interest of one section of the society, there must be a strike or bandh. It harms the economy in ways more than one-firstly it results in loss of money in terms of thousands, lakhs or crores depending on the magnitude, duration and place of occurrence. Secondly, it can result in artificial scarcity, leading to inflation due to hoarding and speculation. Thirdly, it causes untold misery to the fixed income group. This is a reflection of ignorance of basic economics in our society. While fighting for our interests we harm ourselves. Unemployment due to our idea of success: Typical Naga parents will make their children feel guilty for not sitting in competitive examinations, as if they have committed a crime. The success of a person is often equated with getting into government jobs. No matter a person can be successful financially in other fields, he is considered unemployed until a person gets into government services. The current imbroglio of SSA teachers in Nagaland not getting their salary should be an eye-opener. How many jobs can the central and the state governments create in a year, while we churn out thousands of graduates every year? Thanks to our education system, we add more to labour force. How employable they are is a different issue. For a state like Nagaland, a time will come when the government will have no money to pay its employees, a view which is supported by the deficit budget presented year after year. It is time we change our notions about success and unemployment, and look beyond exploring new areas and redefining our dignity of labour through entrepreneurship. Political issue: The Indo-Naga political issue must be resolved at the earliest opportune time. As long as the issue exists, there will be no investment friendly and market driven economy. Taxes in any form discourage investment. Saving and investment are basic activities that stabilise the economy of any society and take it to a higher level. There is hardly any saving as our economy is by nature, sustainable, whereas, there are no big investments due to the unfavourable environment. We have not been able to unshackle the burden for a long time now. Perhaps, Naga economy would have been different had the issue not dragged on for too long. It is high time we think together, out of the ‘umbilical-cord relationship’ we have with our national workers and exert added pressure for an early settlement to the protracted issue. Only when this happens, our economy will take its course towards development without unnecessary interference. Corruption and Poverty: Corruption in the society aggravates the problem of poverty. It also accentuates inequality. Naga society is “classless” but it is not without inequality. Whenever there is corruption, there is no distributive justice. The fruits of what little development we witness go to only a selected section of the population. The essence of development is lost where there is corruption. This is because any kind of development, especially economic development, calls for distributive justice where not just the rise is income. The existence of inequality is evident when we find palatial buildings along with huts called homes in every locality of the Naga society. Real development will come only when we weed out corruption and bring down inequality. Globalisation: Globalisation in a way is breaking down barriers in order to facilitate exchange among different parties. It is a fact that no economy in this world is self sufficient in all aspects. Exchange is necessary because of the differences in factor endowment, stage of development, availability of labour and capital, etc. To reap the fruits of exchange , Nagas need to have peaceful relation with their neighbours. The ground reality is different. We seem to be having problems with all of them. We have boundary problems with Assam, immigrants from Bangladesh, political issue with Myanmar and more. These problems should be solved first to reap the fruits of globalisation. Clearly, the society is at a crossroad. Modi, Sharif seek to end legacy of mistrust NEW DELHI, May 27 (IaNS): Prime Minister Narendra Modi Tuesday clearly articulated India’s concerns on terrorism at a “good, substantive and constructive” meeting he had with his Pakistani counterpart Nawaz Sharif. The first meeting between India’s newly-elected prime minister, who assumed charge of his office Tuesday, and Sharif was held at Hyderabad House here with the two sides agreeing that their foreign secretaries will be in touch to discuss the future roadmap for talks. Modi “underlined his concerns on terrorism and expressed the hope that Pakistan will abide by its commitment to not allow its territory or territories controlled by it to be used for terrorist activities against India”, Foreign Secretary Sujatha Singh told media. He also called for a speedy trial of Pakistanis accused of masterminding the Mumbai terror attack of 2008. The bilateral relationship between the two countries has been bedevilled by what India views as Pakistan’s hesitation in taking action against the perpetrators of the 26/11 Mumbai terror attack. Sharif had Monday joined leaders from SAARC countries at the swearing in of Modi as India’s 14th prime minister. He met Modi Tuesday for what was called a “courtesy meeting” by officials. “The meeting was very

constructive. Both sides were trying to address each other’s concerns,” Singh said. “We want peaceful relations with Pakistan. However, for such relations to proceed it is important that terror and violence is brought to an end,” she said when asked whether the meeting could open a new chapter in bilateral relations. The foreign secretary said that India’s “concerns on terrorism were clearly articulated” during the 45-minute meeting between the two prime ministers. Singh did not confirm or deny if Modi had raised with Sharif concerns about involvement of terror group Lashkar-e-Taiba in the attack on the Indian consulate in Herat in Afghanistan last week. She gave a similar reply when asked if Modi raised the issue of underworld don Dawood Ibrahim who is said to be living in Pakistan. “I don’t want to go into details. It was a confidential meeting. Much more was discussed besides terror.” On Kashmir, she said that foreign secretaries of the two countries will meet and discuss the way forward. “Our stand on Kashmir is well known. We need not reiterate them.” She said Modi has been invited to Pakistan and he had accepted the invitation but no dates had been fixed yet.

Delhi HC orders Kejriwal’s release from Tihar jail

NEW DELHI, May 27 (PTI): The Delhi high court on Tuesday ordered Aam Aadmi Party leader Arvind Kejriwal’s release from Tihar jail. The court accepted the bail bond of Arvind Kejriwal filed by his advocate in a criminal defamation complaint. Earlier on Tuesday, Kejriwal agreed to furnish personal bond to get bail in the criminal defamation complaint filed against him by BJP leader Nitin Gadkari. The former Delhi chief minister, who has been lodged in Tihar jail, accept-

ed to do so on the suggestion of Delhi high court earlier in the day. Kejriwal’s lawyer told HC that personal bond of Rs 10,000 has already been signed and will be filed before magistrate today itself. No clue to missing Indian climber: Nepal

KaTHMaNDu, May 27 (IaNS): Eight days after a deadly avalanche on Mt Kanchenjunga West swept away Indian climber Chhanda Gayen, Nepal’s Tourism and Civil Aviation Ministry Tuesday admitted failure in efforts to search for the experienced woman mountaineer. The search and rescue operation, conducted since Chhanda went missing along with two Sherpas May 19, yielded no result, said the ministry in a press statement here. On May 24, an extensive search operation was carried out, among others, with the help of Indian climber Nag Tashi Sherpa, who was an eyewitness to the accident, but the effort failed due to bad weather conditions around the Kanchenjunga area, said the ministry. “Again, we sent a helicopter for search and rescue Monday but the helicopter could not make any headway on the treacherous mountain due to bad weather. We are waiting for fair weather to continue the search and rescue operation to find the missing persons,” the statement said. Though officials claimed that there were slim chances of the climbers surviving as it has been more than 8 days since they went missing in the huge snow avalanche, the search operation will be continued till their bodies are found. An avid climber from West Bengal state of India, Chhanda went missing at the height of 7,500 metres of Kanchenjunga West, also known as Mt Yulan Kang, with two high altitude Sherpas.

UP police gets unusual weapons: Chilli bombs and plastic pellets

LucKNoW, May 27 (IaNS): With growing incidents of unrest and communal violence in the state, the Uttar Pradesh police will now be armed with the most unusual, non-lethal weapons -- chilli bombs and plastic pellets. “There has been a long standing demand for these non-lethal weapons, and after recent incidents of violence and unruly protests the state government has given a go-ahead to this proposal and we are sure that this would go a long way in containing spread of violence,” said an official attached to the office of the director general of police (DGP). The distribution of this new-age weaponry to deal with mass protests and agitations has already begun, according to the official. As part of the non-lethal armoury, district police units are now being armed with anti-riot guns, .12 bore pump action guns and chilli bombs. In the first phase, 3,087 pump action guns, 1.08 lakh plastic pellets, 22,236 chilli bombs, 2,686 riot guns, 2,566 tear-gas guns have been provided to police in select and sensitive districts of the state, officials said. These districts are Agra, Aligarh, Azamgarh, Allahabad, Varanasi, Gonda, Lucknow, Mathura, Muzaffarnagar, Barabanki, Hardoi, Amroha, Etawah, Mainpuri and Unnao.

Pilot killed in IAF MiG-21 crash

SrINagar/NEW DELHI, May 27 (IaNS): An Indian Air Force pilot was killed Tuesday when his MiG-21 fighter crashed in Anantnag district in Jammu and Kashmir, the IAF said. Defence Minister Arun Jaitley, who took charge earlier in the day, said he was “extremely sorry” to learn about the accident and called it a “matter of great concern”. An IAF statement said the MiG-21 (Bis) crashed about 10 km short of the Awantipur air base at around 10.45 a.m. “The pilot from Srinagar was on a routine training sortie,” the statement said. Local officials said the pilot’s body had been recovered. A police officer identified him as Squadron Leader Raghu Bansi. Jaitley said in New Delhi: “It is a matter of great concern. Thai troops detain minister who blasted coup

BAnGKOK, MAy 27 (Ap): Thai troops detained a Cabinet minister who defiantly emerged from hiding on Tuesday to condemn last week’s military coup and urge a return to civilian rule, in the first public appearance by any member of the ousted government. About half a dozen soldiers took Education Minister Chaturon Chaisang into custody in a chaotic scene at the Foreign Correspondents’ Club of Thailand in Bangkok, where he had just finished giving a surprise news conference. The junta, which seized power Thursday, is already holding most top members of the Southeast Asian country’s elected administration and has ordered the rest to surrender. Chaturon called for elections and warned that resistance to the army overthrow could grow, which could lead to “a disaster for this country.” When the news conference was finished and Chaturon was being interviewed by a group of Thai journalists, soldiers entered the room, surrounded him, and escorted him out through a crowd of reporters. Before being hustled into an elevator, Chaturon said: “I’m not afraid. Thai junta says former PM Yingluck released BAnGKOK, MAy 27 (AFp): Thailand’s junta said Tuesday former Prime Minister Yingluck Shinawatra had been released from military detention and allowed to return home, in the first official confirmation of her whereabouts since she was detained last week. Yingluck, who led the former Puea Thai government until she was removed by a controversial court ruling in early May, was detained on May 23 after reporting to the army. “She (Yingluck) has been released,” junta spokesman Colonel Winthai Suvaree said, without specifying when she was freed. “Everyone released must sign an agreement to inform the National Council of Peace and Order about their whereabouts clearly,” he said, adding that related to major movements only and she

would be allowed to go “shopping”. He did not confirm if her home was being watched over by soldiers. Yingluck was among scores of leading figures from both sides of the political divide to be detained by an army sweep after it seized power on May 22. For days her exact location remained a mystery. She is the younger sister of billionaire Thaksin Shinawatra, who lives in self-imposed exile to avoid a corruption charge but who sits at the heart of the nation’s deep political divide. Thailand’s coup leader Army Chief Prayut Chan-O-Cha has imposed sweeping curbs on the media, ordered the detention of influential political figures and warned he will not tolerate further protests by anti-coup demonstrators.

was under attack from protesters, the courts, and finally the army. The country is deeply split between an elite establishment based in Bangkok and the south that cannot win elections on one side, and a poorer majority centered in the north that has begun to realize political and economic power on the other. A “coup d’état is not a solution to the problems or conflicts in Thai society, but will make the conflicts even worse,” Chaturon said. Chaturon said he told only a few people in advance of his appearance. He said he

would not resist arrest or go underground, but since he does not “accept the coup, I could not report to those who staged it.” “I still insist to use my own rights and liberty to call for returning the country to democracy,” he said. After declaring martial law May 20, Gen. Prayuth Chan-ocha invited political rivals and Cabinet ministers for two days of peace talks to resolve the crisis. But those talks lasted just four hours. At the end of the meeting, Prayuth ordered everyone inside detained, and announced the

army was seizing power on state television almost immediately afterward. Prayuth, who was endorsed Monday by the king as the nation’s new ruler, warned opponents not to criticize or protest, saying Thailand could revert to the “old days” of turmoil and street violence if they did. Still, small numbers of protesters have gathered on Bangkok streets in defiance of martial law. Several hundred people gathered Monday at Victory Monument and eventually dispersed on their own, vowing to return on Tuesday.

The junta has ordered 258 people to report to the authorities so far. Among them are scholars, journalists and political activists seen as critical of the regime. It is unclear how many are in custody, but some have been released, including former Prime Minister Yingluck Shinawatra, who had already been forced from power by a court ruling before the putsch took place. Others are being summoned daily, and some have fled or are in hiding. Human rights groups describe a chilling atmosphere with

soldiers visiting the homes of perceived critics and taking them away in the night. Prayuth said the army was taking people into custody to give them time “to calm themselves down” and none was being tortured or beaten. “When summoned, they will be asked about what they’ve done. ... If they are calm and still, they will be released.” Chaturon called the detentions “absurd” and said “they are taking people who have done nothing wrong just because they might resist the coup.” “The problem is, we don’t know

how long they are going to be detained,” he said. “I’m worried more about the people who fight for democracy and the academics. ... We don’t know what happened to them. We don’t really know.” Chaturon dismissed speculation that members of the ousted government and their allies could form a government-in-exile. But warned that “from now on there will be more and more resistance. ... It will be a disaster for this country.” He did not elaborate. The junta has yet to map a way out of the crisis,

but Prayuth has said there would be political and administrative reforms. On Monday, he gave the green light for the Finance Ministry to seek billions of dollars in loans to pay debts owed farmers under a disastrous rice scheme instituted by the ousted government. The junta has given no timetable for restoring civilian rule, and Chaturon said Prayuth “might want to hold onto power for some time.” Prayuth, he said, has “assigned the generals to take care of the jobs at the ministries — the tasks they know the least.”

Malaysia releases satellite data on MH370 Nigeria military knows where girls are, rules out use of force

KuALA LuMpuR, MAy 27 (AFp): Malaysia on Tuesday released raw satellite data used to determine that missing Flight MH370 went down in the southern Indian Ocean, information demanded by passengers’ relatives who are frustrated over the failure to find any wreckage. The Department of Civil Aviation (DCA) said it had worked with Inmarsat to provide 47 pages of data communication logs recorded by the British satellite operator, as well as explanatory notes for public consumption. Analysts said it would take time to draw any conclusions from the raw, highly technical data. The families of the 239 passengers and crew on board the Malaysia Airlines plane had demanded the information be made public after a massive and costly search for the flight, which mysteriously diverted from its Kuala Lumpur-Beijing route 11 weeks ago, found nothing. Officials, relying in part on the Inmarsat data, have said they believe the plane ended up over the southern Indian Ocean where it crashed into the sea, possibly after running out of fuel. The numerical data used the Doppler effect -- the change in frequency of waves

from a moving object -- to decipher the Boeing 777’s final flight path. Inmarsat’s interpretation of the data was subsequently verified by the international investigation team, which includes the DCA and the air safety boards of Britain, China and the United States. But, with no sign of the plane found since its disappearance on March 8, relatives and friends are sceptical. “The first thing we’re going to expect feedback on is does the data look right,” Sarah Bajc, whose partner Philip Wood was on the missing jet, told CNN. “Is it as complete as we’re being led to believe it is?” the American said. Bajc and other relatives said in a May 20 report to the governments of Malaysia and Australia, which is coordinating the search effort, that they wanted to know if another flight path had been possible. “There is no mention on why they are so sure the Inmarsat data is highly accurate and reliable, to the extent that they have thrown all resources there,” the report said. Greg Waldron, Singapore-based managing editor with aviation publication group Flightglobal, said the satellite data was consistent with what Inmarsat had previously re-

vealed. “Basically it shows the timings of the handshakes of the plane with the satellite over the Indian Ocean,” he said. “But I would not dare to guess if they are searching in the right place. The fact that they are using this type of data shows how desperate the search for the plane is.” The DCA has previously stressed that satellite data was just one of several elements being examined by investigators. LAGOS, MAy 27 (ReuteRS): Nigeria’s military knows where the more than 200 girls abducted by Boko Haram are but has ruled out using force to rescue them, the state news agency quoted Chief of Defence Staff Air Marshal Alex Badeh as saying on Monday. Seven weeks since Boko Haram militants abducted more than 200 girls taking exams at secondary school in the remote northeastern village of Chibok, little is known of their whereabouts or what the military is doing to get them out. “The good news for the parents of the girls is that we know where they are, but we cannot tell you,” Badeh was quoted by the News Agency of Nigeria (NAN) as saying. “But where they are held, can we go there with force? We can’t kill our girls in the name of trying to get them back.” Most officials think any raid to rescue them would be fraught with danger and probably not worth the risk that the girls would be killed by their captors - an Islamist group that has shown a high degree of ruthlessness in killing civilians. DOnetSK, MAy 27(ReuteRS): Ukrainian aircraft and paratroopers killed more than 50 pro-Russian rebels in an assault that raged into a second day on Tuesday after a newly elected president vowed to crush the revolt in the east once and for all. The unprecedented offensive throws a challenge to Russian President Vladimir Putin, who has said he reserves the right to defend Russian speakers under threat, but whose past assertions that Kiev is led by an illegitimate “junta” were undermined by the landslide election victory of billionaire Petro Poroshenko. Reuters journalists counted 20 bodies in combat fatigues in one room of a city morgue in Donetsk. Some of the bodies were missing limbs, a sign that the government had brought to bear heavy firepower against the rebels for the first time. “From our side, there are more than 50 (dead),” the prime minister of the rebels’ self-styled Donetsk People’s Republic, Alexander Borodai, told Reuters at the hospital. The government said it suffered no losses in the assault, which began with air strikes hours after Ukrainians overwhelmingly voted to elect 48-yearold confectionery magnate Poroshenko as their new president.

The Organization for Security and Cooperation in Europe said a team of four of its monitors - a Dane, an Estonian, a Turk and a Swiss - had gone missing after approaching a road checkpoint near Donetsk on Monday. In early May, pro-Moscow rebels held a team of seven OSCE monitors for eight days.

Scale Of Victory The battle marks the first time the government has unleashed the full lethal force of its aircraft and ground troops directly at the Donetsk rebels, a group of local volunteers and shadowy outsiders led by a Muscovite that Kiev and Western countries say works for Russian military intelligence.

Moscow says the rebellion is purely local and it has no control over the fighters. In his victory news conference, Poroshenko promised to invigorate the government’s stalled “antiterrorist” campaign, saying it ought to be able to put down the revolt within hours, rather than months. He also said there could be no negotiations with rebels he compared to terrorists, bandits and pirates. Ukraine’s future has seemed in the balance since Putin responded to the overthrow of a pro-Russian president in Kiev in February by declaring that Russia had the right to defend Russian speakers and swiftly annexing Ukraine’s Crimea peninsula. Moscow’s consistent message has been that the government in Kiev, which took power after President Viktor Yanukovich fled an uprising by pro-European demonstrators, was an illegitimate “fascist junta” and Russian speakers were in danger. But that argument was undermined by the victory of Poroshenko, who served in cabinets under both Yanukovich and his anti-Russian predecessors, and campaigned on his reputation as a pragmatist capable of bridging the deep east-west divide that has been Ukraine’s greatest weakness since independence.

Bad food confiscated from Italy, England World Cup hotels PAULO, MAy 27 (ReUteRs): Brazilian health and safety officials raided the England and Italy team hotels for next month's World Cup and confiscated fish, butter, ham and other food past their sell-by dates. More than 50 kilograms of food deemed unfit for consumption was taken from the Portobello Hotel where Italy will stay and another 2kg was removed from England's Hotel Royal Tulip. Both hotels are in Rio de Janeiro. As part of a wider campaign by the 'State Secretariat for the Defence and Protection of Consumers', officials visited 13 restaurants, supermarkets, bakeries, shops and hotels, and notified eight of them for irregularities. “In total, 218kg of food unfit for consumption was discarded,” the Secretariat said in a statement. One of the biggest raids came on Monday at Italy’s hotel in Mangaratiba, just outside the city of Rio. Officials there discovered 25kg of seafood and margarine past the sell by date, and another 24kg of meat, sauces, cheese and sugar that had no visible sell-by date. They also removed 2.6kg of salmon, parma ham and butter after visiting England’s hotel. Both hotels were also warned for not providing condoms to guests, as is required under Brazilian law. Agents also visited the Hotel Caesar Park where the Netherlands squad will be based but found no irregularities there. Thirty-two teams will take part in the World Cup next month, the first to be held in Brazil since 1950. Many of them will bring their own food and their own chefs.

Brazil's national team arrives at World Cup base RIO De JANeIRO, MAy 27 (XINhUA): Brazil's national team was met by throngs of cheering fans and angry protestors upon its arrival in Rio de Janeiro on Monday. Riot police were needed to disperse anti-government demonstrators at Tom Jobim international airport as Brazil's team bus departed for Teresopolis, about 100km north of Rio. Demonstrators carried signs saying "we need schools, not stadiums" and "There will be no World Cup". Later, fans wearing Brazil's national colors and waving flags cheered the players as they stepped off the bus at the Granja Comary training facility. At a press conference shortly after the team's arrival, the Selecao's assistant coach Carlos Alberto Parreira insisted Brazilians would support the team during the June 12-July 13 tournament. "The Selecao are part of cultural and sporting heritage," Parreira said. "Nobody is against the team." Bidding for a sixth World Cup victory, Brazil will open the tournament against Croatia in Sao Paulo on June 12. Coach Luiz Felipe Scolari said the team would start with a light training program before stepping up preparations a week before the first match. Hundreds began gathering near Chandy's office from 10 a.m. as word spread about Tendulkar's visit to meet the chief minister to promote Tendulkar's newly acquired team in the ISL football tournament. When Chandy reached his office, he was visibly shocked to see that the media had almost taken over his official room. Soon, senior ministers including KM Mani and PK Kunhalikutty too reached Chandy's room, and so did Chandy's son and daughter as well as all his staff members. When Tendulkar arrived at the Secretariat, the security staff had a tough time controlling the crowds and taking to Chandy's room. Amid a scramble to get a glimpse of the cricketing hero, a smiling Tendulkar shook hands with all the ministers while the media was politely asked to wait outside. The Court of Arbitration for Sport (CAS) said in a statement that it has received an appeal from the Jamaican sprinter, who has been suspended from competition since his doping case was disclosed last July. The 31-year-old Powell and three-time Olympic medalist Sherone Simpson tested positive for the banned stimulant oxilofrone at Jamaica's national trials last June. They were suspended by a Jamaican disciplinary panel last month. Simpson has also asked for her suspension to be cut to three months. "The athletes put forward that the offense committed is minor and request that the suspensions be reduced to 3 months," CAS said in a statement Monday. Once the top sprinter on the track, Powell lowered the world record in the 100 to 9.77 in 2005, then 9.74 in 2008 before being eclipsed by Usain Bolt. Powell's backdated ban began from the date of his sample collection on June 21, 2013, meaning he's eligible to return to competition on Dec. 20, about a month after he turns 32. Like Simpson, Powell put the blame on a newlyhired trainer who provided him and Simpson with supplements, including one called "Epiphany D1" which lab tests later showed to contain oxilofrone. During hearings earlier this year, Powell testified that he received nine supplements from Canadian physiotherapist Christopher Xuereb, including Epiphany D1. Powell said he started taking the capsules after he and a friend researched the supplement for up to six hours online and found no prohibited substances. But Xuereb has said he never gave Powell or Simpson any performance-enhancing drugs and only purchased major brand vitamins. Xuereb once worked at the Toronto clinic run by Anthony Galea, a sports physician who pleaded guilty to bringing unapproved and mislabeled drugs into the U.S. for house calls.

The court, in the northern Croatian town of Daruvar, ordered UEFA to pay 750,000 kuna ($134,900) to referee Bruno Maric, who had been in charge of the match between archrivals Dinamo Zagreb and Hajduk Split. Maric denied accusations by a UEFA investigator that the game had been rigged and that he had been involved, and he pressed his own charges against the European football federation in 2012. New DeLhI, MAy 27 (IANs): The All India Football Federation (AIFF) has got down to tapping sponsors to raise a whopping $25 million as FIFA guarantee for bid to host the Club World Cup back-to-back in 2015 and 2016. Interestingly, India is hosting the FIFA Under-17 World Cup a year later in 2017 and looking at the two events cumulatively, the AIFF has a major challenge to find sponsors. The AIFF has to submit the bid for hosting the Club World Cup by Aug 25 and the FIFA executive committee will select the host in September 2014. "It is a tough challenge indeed for the AIFF to raise such a huge amount of 25 million dollars. But we are confident that we would get the required guarantees for FIFA. For that, we have to sell six local packages (local sponsors), which are not in conflict with FIFA sponsors," Das told IANS Tuesday. The Club World Cup will be a dress rehearsal for the Under-17 event, but the worry is whether the AIFF, which operates on a shoe-string budget, would

be able to meet the financial demands for the Club World Cup in such a short span of time. The gross budget of AIFF is reportedly around Rs.57 crore, including Rs.35 crore it receives annually from its commercial partners IMG-Reliance. The AIFF in 2010 had signed a Rs.700 crore deal with IMG-Reliance for a period of 15 years, one of the most lucrative deals in Indian sports. Trade analysts feel that for AIFF guaranteeing $25 million to FIFA in revenue generation from the Club World Cup is tough but not impossible since European clubs have a huge fan following in India. "The European leagues, especially English Premier League (EPL) and the Spanish Primera Liga are immensely popular in India. So it may not be impossible for the AIFF to generate the huge amount but we have to see how the market reacts significantly," Jaideep Ghosh, partner KPMG India, told IANS. Li Na crashes out of French Open first round PaRIS, May 27 (aFP): Chinese second seed Li Na crashed out of the French Open first round on Tuesday in a 7-5, 3-6, 6-1 defeat against world number 103 Kristina Mladenovic of France. Following men's third seed Stan Wawrinka's exit on Monday, fellow Australian Open champion Li became the biggest early victim in the women's draw as 21-yearold Mladenovic stormed through the third set. It was another disappointing exit for Li, who won in Paris in 2011 but hasn't been past the fourth round in six other appearances. On Tuesday, she committed 37 unforced errors. The New Zealander smashed 95 off 44 balls to guide MI into the playoffs. Needing 190 to win against Rajasthan Royals, MI chased down the target in just 14.4 overs, enough to earn qualification after a wretched start that saw them lose their first five games. Heavy downpour forces Qualifier 1 to be postponed KolKata, May 27 (PtI): Incessant rainfall for the past few days in the city led to the postponement of the first qualifier of IPL-7 between hosts Kolkata Knight Riders and Kings XI Punjab scheduled at the Eden Gardens, here on Tuesday. The match will now be held at the same venue at 4 pm tomorrow. In case the weather holds up in time, there is a possibility of a five-overs per side game by 9:10 pm latest. At 5:15 pm today, on-field umpires Nigel Llong and S Ravi had an inspection along with curator Prabir Mukherjee. After consultations, the trio were unanimous in their decision that no play would be possible as the ground would not be ready in time for a minimum five-overs per side match. As per the playing conditions and rules of IPL, in the event that a five-overs per side game is not possible, the fate of the match will be decided on the basis of `Super Over`. In case Super Over is not possible, then Kings XI Punjab by virtue of winning 11 matches in the league stage compared to KKR`s nine games, will go through to the finals. However KKR will have another shot at final as they will be playing the second qualifier against the winner of the `Eliminator` between Mumbai Indians and Chennai Super Kings, on May 30. As per IPL media advisory, the spectators, who have bought the tickets for today`s game can watch the match using the same ticket tomorrow.
