Tripura Chief Minister Manik Sarkar reviewed at a meeting Monday the various ongoing power sector projects in his state. The official said the union government has recently decided to implement a new ‘Smart Grid Projects (SGP)’ in 14 cities across the country on pilot-basis at a cost of Rs.200 crore. The 14 cities include

Agartala, the only city in the northeastern region, where the SGP will be executed. The SGP will be a digital technology that allows for two-way communication between the utility and its customers, as well as monitoring of the transmission lines for efficient use of electricity. nEW DELhi, January 28 (ianS): Aware and engaged youth are the force that can transform India, Prime Minister Manmohan Singh said Tuesday, urging people to be the change they wanted to see in society. “Aware and engaged youth are a force that can transform India and enable it to get rid of poverty, disease, underdevelopment and ignorance. For that, we must follow what Mahatma Gandhi said... We must become the change we want to see,” the prime minister said in his address at the National Cadet Corps (NCC) rally here. He said the world was getting increasingly interconnected and was changing rapidly. “It is only natural, therefore, that there is tremendous yearning amongst our youth to transform our society for the better. The youth today are not only aware and ready to articulate their views, but are also willing and prepared to participate in shaping our polity and society in a way that responds to their aspirations. This is an extremely positive development,” the prime minister said. Describing his participation in the rally as “an annual rite of renewal” for him for the past 10 years, the prime minister said

mumbai, January 28 (ianS): Reserve Bank of India Governor Raghuram Rajan said Tuesday its decision to withdraw currency notes issued before 2005 was aimed at curbing counterfeits and had nothing to do with curbing black money or tax evasion. “It is not intended to get at black money, tax evasion etc... this is a technical action,” Rajan said at a media conference after releasing the third quarter review of the monetary policy, adding that it was aimed at curbing counterfeits. However, the governor clarified that the statement should not be seen in the context that the RBI supports black money or tax evasion. “That is not to say that we support black money.” “We have to keep improving the security

features. Which is why the notes will be withdrawn,” he added. The RBI last week announced that the cunotes issued before 2005 will be completely withdrawn from circulation by the end of the current financial year ending March 31. From April 1, 2014 public would be required to approach banks for exchanging these notes. However, the RBI has clarified that the notes issued before 2005 will continue to be legal tender and can be exchanged at banks. From July 1, 2014, however, to exchange more than 10 pieces of Rs.500 and Rs.1,000 notes, non-customers will have to furnish proof of identity and residence to the bank branch in which she/he wants to exchange the notes.

The communiqué clarified that currently the number of Rongmei people enumerated for such a certificate stands at 1313, all whose names and details appear in the Committee Report. The report recommended that Rongmei people from the three districts of Kohima, Dimapur and Peren, as well as their direct descendants be given the status of Indigenous Rongmei Naga Inhabitants of the State of Nagaland “to enable them to avail all the benefits of reservation to pursue employment and education.” The Committee report “is available for the scrutiny of any members of the public as may so desire.” The Government of Nagaland also stated that the recognition of Rongmei as a Naga tribe was taken up after the recommendation of the Zeliangrong Baudi (ZB) Zeliang People’s Organization (ZPO) and Naga Hoho. However, noted the Government, “ZPO chose to backtrack and took recourse to legal means against the recognition and a case was filed in the High Court vide WP ( C) 4519/2012 and the matter is now sub-judice and the Government is awaiting the final verdict of the Hon’ble High Court.”

Nagaland govt clarifies on Currency note withdrawal aimed Rongmei tribe recognition at curbing counterfeits, says RBI Kohima, January 28 (mExn): The Government of Nagaland has reiterated its Cabinet decision to recognize Rongmei as a Naga tribe and that a Scheduled Tribe Certificate and Indigenous Tribe Certificate will be issued only to those members of the Rongmei tribe who, or whose, ancestors were enumerated in the 1963 electoral roll of the State and whose names are enumerated in the report of the Committee dated May 2012. This number presently stands at 1313. In the wake of growing confusion over the issue of the recognition of Rongmei tribe in Nagaland, the Government took suo moto cognizance of the issue and informed through a press communiqué from its Home Department that the Cabinet “accepted the recommendation of the Committee and agreed to recognize Rongmei as one of the Naga tribes. However, in view of the fact that Rongmei tribe is also one of the indigenous tribes of neighbouring Manipur and Assam States, Scheduled Tribe Certificate and Indigenous Tribe Certificate will be issued only to those members of the Rongmei tribe, who or whose ancestors were enumerated in the 1963 electoral roll of the State and whose names are enumerated in the report of the Committee dated May 2012.” The Cabinet, on July

cipline, Manmohan Singh said there is no better training ground for the responsibilities that await the youth in the years to come. “The NCC embodies fully the values important for our nation’s unity,” he said. He said the discipline, vigour and energy of the cadets had inspired all those who witnessed them during the Republic Day parade. “They embody leadership, duty, courage and service. I am confident that with the destiny of our nation in the hands of youth such as our NCC cadets, the future of our country is

bright,” he said. The prime minister said the NCC makes the nation proud and has made immense contributions towards nation-building and promoting social harmony. “It has brought together people from diverse backgrounds, religions, cultures and languages and inculcated in them the common values of humanism, patriotism and selfless service. It thus truly symbolises the philosophy of unity in diversity, which forms the foundation of our nationhood, he said. Recalling the “service and sacrifice” by cadets during natural disasters, he said the NCC members also contributed to awareness drives on issues like AIDS, female foeticide and environment protection. He complimented the NCC Boy Cadets for scaling Mount Everest, the world’s highest peak in their firstever expedition. “It is a tribute to their teamwork, planning, stamina and skill. The nation is proud of their achievements,” he said. Referring to young cadets from many friendly countries who were in the rally as part of a youth exchange programme, he said they would forge life-long friendships and carry back fond memories of their stay in the country.

Different sections of the Ao society led by the church, the Ao Senden (Ao Hoho), women organizations, village councils and others today converged at Impur, ABAM Mission Centre, and deliberated on the topic of ‘Liquor Prohibition and Clean Election’ at a consultative programme. The consultative programme was convened by the ABAM Social Concern Committee. (ABAM or Ao Baptist Church Council is the apex church organization of the Ao Baptist churches.) Resource persons, Excise Commissioner Maongwati Aier and Advocate Benja Namo, enlightened the congregation on the Nagaland Liquor Total Prohibition (NLTP)

Act and also on Clean Election. The most important feature of the day was the group discussion and the ‘Finding Committee Report’ and its resolution to carry out a set of works towards this end. The ‘Finding Committee Report’ (written in Ao) stated that in the present generation “every believer” should play a responsible role, and resolved that every Ao organization or society should start a “collective mass movement against socio-political evils” in the land. This task was entrusted to the ABAM Social Concern Committee.

Expressing serious concern about alcoholism in the society, the meeting resolved that different churches under ABAM would start a concrete ministry to help alcoholics in their respective churches. The meeting also resolved to push for the Nagaland State Government to include a subject in the school curriculum on alcohol and drug abuse and its consequences to educate the children. Taking cognizance that the implementation of the NLTP Act since its enactment 24 years ago has become more challenging, the meeting also resolved to demand

that the Government recruit more excise personnel to implement the Act more effectively. The NLTP Act was passed by the Nagaland Government in the year 1989, which declared Nagaland as a ‘dry state’. 24 years since its enactment, Naga society continues to battle with the issue of alcoholism and flow of alcohol in Nagaland State. On ‘Clean Election Campaign,’ the meeting resolved that if a voter is not given ‘Election Voters’ Photo ID Card,’ the polling station would not be allowed to open. The meeting also resolved that the church and different social organizations would work in cohesion to educate citizens on their “birthright.” Further, the meeting resolved that those propagating crimes against women would be forever treated as outcasts from the society.

Mizo Students threaten to boycott LS elections Newmai News Network Aizawl | January 28

Mizo Students’ Union (MSU), one of the largest and most active student bodies in Mizoram has threatened to boycott the upcoming Lok Sabha elections in the state if the Election Commission of India (ECI) does not entertain the demand of MSU to disallow Brus camped in Tripura from voting in Mizoram in the forthcoming Lok Sabha poll. In the executive meeting held today under the leadership of its president, Zodinpuia, which was attended by leaders of College Students’ Union (SU) and Hnampual Zirlai Pawl (various students’ organizations), leaders of the student bodies unanimously agreed to boycott the upcoming Lok Sabha election if their demand is not met. On Monday, Mizo Students' Union (MSU) had lodged complaint to Union Home Minister, Sushil Kumar Shinde, regarding the troubles and obnoxious acts created by Bru community against the Mizos, MSU president Zodinpuia said. The MSU also urged the Election Commission of Indis (ECI) not to allow

the Brus residing outside Mizoram to cast their votes in Mizoram. Earlier, on January 23, MSU had re-submitted a petition to Chief Election Commissioner, VS Sampath, asking him to take immediate step to disallow Bru voters who continue to live outside Mizoram to cast their votes in the forthcoming Lok Sabha elections in Mizoram. It is worth mentioning here that the relationship between the Mizos and the Brus has not been going well in the past 15 years. Hundreds of Brus had left Mizoram in 1997 and in 2009. The first case was triggered when Bru militants murdered two Mizos who were forest guards on October 21, 1997. The second case happened after a 17-year-old Mizo boy was killed by the Brus near Bungthuam village on November 13, 2009. When the Brus left Mizoram they had driven out some Mizos in villages of Sakhan Hill Range in Tripura like Sakhan Serhmun, Sakhan Tlangsang, Sakhan Tualsen and Upper Dosda which had kicked up much ruckus in Mizoram then. Meanwhile, a couple of years ago, head count conducted by the MBDPF found that there had been 31,703

Demanding removal of Sangma, NPP leader and MLA of the Meghalaya Assembly James Sangma said "We condemn such kind of nexus. This is very shameful. We passed a resolution in our party executive committee that the CM must go and the entire case must be

Presenting an email written allegedly to the Chief Minister by ANVC-B’s Political Secretary, Ajaju R Marak, the MLA claimed Mukul Sangma had close links with the group's chairman. "As per the email, the group threatened MLAs to support Sangma's government. The outfit played a vital role in making Sangma the chief Minister of the state. He has set a very bad precedent. Hills is very bad," James Sangma said. James quoting the ANVC (B) letter to the Chief Minister Mukul Sangma, stated, "You must not forget more than your wife, children, brother and your literally divided congress-

men, hundreds of these youths did so much to push you to power with hope to bring home what we have been craving for ages. Should we remind the late night closed door meetings with our leaders to plan strategies to keep you in power?" Further James added, "The very reason how you became the Chief Minister from Deputy Chief Minister, you owe credit to us. We did our part to bring you to power but did you do yours? You broke all commitments ....We lost many of our cadres while you acquired wealth, power and chair, and now you bite the hand that made you who you are today." James added that two

Resentment as UP MP fielded from Assam GUWAHATI, JANUARY 28 (IANS): Sanjay Singh, a Lok Sabha member of the Congress from Sultanpur constituency in Uttar Pradesh, Tuesday filed nomination papers for one of the three Rajya Sabha seats in Assam, leading to resentment among many Congress leaders in the state. Singh arrived in Guwahati Monday evening and filed his nomination papers for the upper house of parliament Tuesday, Asked if Assam has become a "dumping ground" for fielding con-

troversial candidates of the Congress for the Rajya Sabha, Chief Minister, Tarun Gogoi said Congress was a national party and "this happens in all national parties". Gogoi said Assam Pradesh Congress Committee (APCC) president Bhubaneswar Kalita will also file his nomination papers for the second seat to the Rajya Sabha. Biswajit Daimary, leader of the Bodoland Peoples Front (BPF) - a partner of the ruling Congress - filed his nomination papers Monday. Gogoi said the alliance will win all three seats this time.

resident of the Hills. And second he is a footballer and not a politician. We gave support to Jaswant Singh last time because of his stature as politician. Baichung has no standing in Hills politics," said GJM MLA Harka Bahadur Chhetri. Instead, the GJM is expecting Trinamool to reciprocate GJM's support to Trinamool in the Rajya Sabha polls from

West Bengal. The Trinamool chief is said to have no reservation over giving tickets to professionals. According to party sources, a host of professionals from different sectors - doctors, actors, members of civil society - may show up in the Trinamool list when Mamata Banerjee announces the names of candidates from the Brigade Rally on January 30.

Hand-reared rhinos moved to Manas

KAZIRANGA, JANUARY 28 (MExN): Two sub-adult rhinos, Gopal and Hari have been shifted to Manas National Park from the Centre for Wildlife Rehabilitation and Conservation (CWRC), Kaziranga, today. The rhinos will be released in the wild following a period of in situ acclimatisation in the UNESCO World Heritage Site. They follow the five rhinos – three females and two males that were hand-reared at CWRC and rehabilitated in Manas since 2006; the three females gave birth last year. CWRC is a wildlife rehabilitation facility jointly run by Assam Forest Department and International Fund for Animal Welfare - Wildlife Trust of India (IFAW-WTI). The two rhinos moved today - Gopal and Hari, both male, were less than a month old when they were found alone on 13th March and 21st August of 2009 at Baruntika and Haldhibari areas of Kaziranga respectively. They were separated from their mother; the reason for separation is not known. They were admitted at CWRC for rehabilitation. Following the proven rhino rehabilitation protocol of CWRC, they were hand-reared at CWRC. Both are about four years old now. Apart from Gopal and Hari, and the five already released in Manas, there are five additional calves currently being hand-reared by IFAW-WTI - three at CWRC and two in Manas. “In India, CWRC is the only such facil-

ity through which rescued rhinos are being rehabilitated in the wild again. Three of the rehabilitated rhinos have become mother in the wild and has proved the protocol correct. We hope these male rhinos too will bring new gene in Manas rhino population”, said MK Yadava, Chief Conservator of Forest and Director - Kaziranga National Park and Project Leader, CWRC. “Last year we celebrated the birth of three calves by three female rhinos that we rehabilitated in Manas since 2006. We are extremely happy that two more of these rhinos, which arrived at CWRC as young calves and were raised by our team there, are now ready to take the step towards returning to the wild,” said Vivek Menon, Executive Director, WTI and Regional Director – South Asia, IFAW. Dr Rathin Barman, Deputy Director, WTI and In-charge CWRC said “CWRC is committed for conservation of wildlife of Assam and we shall continue our effort for securing future of Assam’s State animal. Personally I am happy to be associated with rhino rehabilitation programme since beginning.” During the 400 km journey to Manas, the rhinos were escorted by four IFAWWTI veterinarians led by Dr Anjan Talukdar and Dr Abhijit Bhawal assisted by Dr Jahan Ahmed and Dr Biswajit Barua. They were accompanied by CWRC animal keepers Tarun Gogoi and Raju Kutum who had been taking care of the rhinos at the centre.

The repatriation of the 1997 batch of Bru refugees was underway until it stalled by the November 13 killing. In the year 2011, conglomeration of major NGOs in Mizoram had submitted a joint memorandum to the then Union Home minister P Chidambaram to rehabilitate displaced Mizos in Tripura and stall the ongoing repatriation of Brus from Tripura to Mizoram. The memorandum was signed by representatives of four large NGOs in the state--the Young Mizo Association (YMA), the MZP, the Mizoram Upa Pawl (MUP) or elders association and the Mizo Hmeichhe Insuihkhawm Pawl (MHIP) or the women's federation and four political parties. The memorandum had mentioned that more than 80 Mizo families displaced from Tripura's Sakhan Hill range in 1998, after being threatened by Bru militants, should be adequately rehabilitated by the Centre, otherwise, the repatriation of Bru A National Cadet Corps (NCC) parade commander lies on the ground in joy as they celebrate refugees from Tripura relief camps after winning a parade prize during the Indian Republic Day celebrations in Guwahati, Assam should not be allowed. on Sunday, January 26. RBI hikes key policy interest rates by 0.25% MuMbai, January 28 (ianS): The Reserve Bank of India (RBI) Tuesday hiked key policy interest rates by 0.25 percent to tame inflation. The move could make home, automobile and other loans costlier and further dampen industrial growth. The repo rate that banks pay when they borrow money from the RBI to meet their short-term fund requirements, was increased to 8 percent from 7.75 percent per annum. The reverse repo rate that the RBI pays to commercial banks when they park their surplus short-term funds with the central bank, has been adjusted to 7 percent. In its third quarter review of the monetary policy, the RBI also hiked the marginal standing facility rate by 0.25 percent to 9 percent. However, the cash reserve ratio (CRR) has been kept unchanged at 4 percent. These rates determine the lending and borrowing norms of commercial banks, thus affecting the equated monthly installments (EMIs) on home, automobile and other loans. The move came as a surprise as most analysts had predicted a status quo, given the recent softening of inflation. The wholesale price-based inflation declined to a five-month low of

6.16 percent in December. It was at a 14-month high of 7.52 percent in November. There was a similar decline in retail inflation. The Consumer Price Index (CPI) based inflation eased to 9.87 percent in December from 11.16 percent in the previous month, according to the latest official data. In the policy review statement, RBI Governor Raghuram G. Rajan said that despite the recent softening, inflation has been high and the policy action was aimed to set the economy on a “disinflationary path”. However, Rajan said a near term tightening in the monetary policy is not expected. “If the disinflationary process evolves according to this baseline projection, further policy tightening in the near term is not anticipated at this juncture,” he said. “In fact, if inflation eases at a pace that is faster than we currently anticipate, and that reduction is expected to be sustained, the Reserve Bank will have room to become more accommodative,” the governor added. India Inc. and a section of the government have been clamouring for rate cuts to revive economic growth, which is lingering at a decade’s low.

India’s gross domestic product (GDP) growth slumped to 4.6 percent in the first half of the current financial year, the worst performance in over a decade. Factory output, measured in terms of the Index of Industrial Production (IIP) dropped by 2.1 percent in ovember. Rajan said the central bank is also concerned about economic growth and is “fostering growth through steady reforms.” “The slowdown in the economy is getting increasingly worrisome. Our current assessment is that growth is likely to lose momentum in Q3 of 201314, with industrial activity in contractionary mode, mainly on account of manufacturing,” he said. “Lead indicators of services also suggest a subdued outlook, barring some pick-up in transport and communication activity. On the other hand, agricultural performance has so far been robust, and the strong pick-up in rabi sowing indicates that this should be sustained,” the governor added. Reacting to the RBI action, chairperson of the country’s largest lender State Bank of India Arundhati Bhattacharya said deposit rates would go up. However, she did not specify the expected increase in rates.

Can VIP’s be the Chief Guest on Christian Religion Activities?

T

he King Uzziah reigned Israel for 52 years. But God let him suffered a dreadful disease, the leprosy till to the day of his death, because he tried to do the holy worshipping activities himself against the wishes of the priests as found in the Bible. This was all because though he might be a king he was not worthy to perform the holy worshipping activities like those of priests. When Solomon was the king of Israel, he built a temple with Gold, silver and other precious materials in Jerusalem city making it a magnificent and glorious one. But Jesus has said that, that magnificent building of the temple would be thrown down and not one stone there would be left on another. Accordingly, that magnificent building of the temple was thrown down and even the city and people in it were made ruined by the enemies, because though the church was good, there was many sins in the city. In holy worshipping activities, we Christians often invites VIPs to be the chief guests. But according to the Bible, it says, ‘to give to Caesar what is Caesar’s and to God what is God’s and so according to that, our God may not accept our inviting the VIPs to be the chief guests in holy worshipping activities as it is perceived that even though the king Uzziah was from a chosen nation, Israel, but God rejected his sacrificed activities and smitten him to death. Now, let us think, whether it is a proper we should invite the VIPs or the religion leaders to be the chief guests in holy worshipping activities? There is a need to think deeply and decide to select and invite the

The Morung Express right person to be the chief guest in every holy worshipping activities. If not so, even if many developments are accomplished, there may come destruction like to Jerusalem city instead of blessing. Therefore, may I share my opinion and suggestion that let NBCC bring out certain guidelines for the chief guest in holy worshipping activities, so that it may be acceptable to our Father, Jehova and bless us. Dear readers, this very subject of above mentioned pained my mind, made me feel uneasy for so long. Today I in the name of our Lord Jesus Christ am compelled to write this for all the believers as I no longer could control my mind. Welhinyi Krome Reku Colony, Pfutsero Town

aving an insight into the peer group states in India and abroad one can opine Nagaland is in its infancy in progressive development of the tourism sector, smaller states with relatively lesser population have a unique opportunity to generate revenue and project inclusive growth for its residents, Nagaland seemingly fits into this bracket of to be tourism destinations .At present the state can be said to have stepped into infancy of the tourism market whilst taking slow steps towards revenue generation through inbound tourism with the Hornbill festival being promoted as the flagship event of the state, at present the 10 day event has attracted 100,000-150,000 visitors annually and has grown year on year which though a fact is just a miniscule portion of the potential of Nagaland as a tourism destination, the question raised is ‘is everything laid out according a master plan for tourism?’ as of now the answer is negative there is a visible discrepancy between outlay, out-

come and a nonexistent socioeconomic impact, we must analyze the challenges and this essay aims to run through the solutions point by point. Laws like article 371a and the ILP are a deterrent in creation of tourism based economy thus a lean and a participatory model will go a long way in establishing a tourism industry in a state existent on central funds. Legislations form the foundation of any Industry and are a primal causative factor for structuring any organized form of Industry, albeit the ministry of tourism it is quintessential to create a state owned PSU apart from the tourism development board to raise the necessary funding and create infrastructure along with resource management and sale. A state owned PSU can work closely with the communities to create sustainable tourism infrastructure, acquiring and tendering off strategically situated land resource to willing entrepreneurs who can create assets to cater to the inbound tourists and the proceeds from

bidding and continuing royalty will make up for the revenue for the state. A remedial approach must look into the creation of entertainment friendly zones with relaxation on alcoholic beverages only in resorts or hotels with minimum number of rooms for a limited period of time annually .State mechanism with a robust machinery in place should strive to utilize the hospitable nature of the Nagas towards a single pointed agenda of building a tourism based economy with time bound targets and assessing its grassroots impact. A good law to promote tourism is the first step towards achieving economic self sufficiency, the Maldivian model of tourism with local tweaking can work wonders in Nagaland. Though the Hornbill festival is the flagship festival of Nagaland and a growing one ,the time span of the festival itself is not enough to convert the state into a tourism hub, to be called as a tourism destination a state needs tourist related activities for a minimum of six months in

a year .Inbound tourist footfalls only for a period of ten days a year makes it economically unviable for the government and even the private players to set up assets like hotels only for ten days ,a short period of tourist footfalls also shuns people from taking up tourism based jobs in travel, ticketing and hospitality because there is no scope for perennial income throughout the year from tourism related activities .Site selection and a diverse product mix assists in transforming tourism into an year long affair, as of now the strength of Nagaland tourism is promotion of people and its culture hinging on to which different niches of tourism can be developed like adventure tourism, eco-tourism, farm tourism ,model mining tourism and even spiritual tourism! Specific locales in accessible districts shall be selected to develop itineraries and promote packages to gradually increase tourist traction into Nagaland. Proper site selection avoids resource wastage and imbalanced state spending in creating tourist in-

frastructure because after pinpointing the correct places to promote the limited resources at hand can be utilized to create road, power, and water supply and hotel network from the most populated city to the selected places of attraction. On the marketing front Nagaland has been even slower than the snail’s pace when it comes to vociferously promoting the state as a tourist haven and this is where it is hurting the sector the most. In electronic media, national and international tourism fairs held in the country the state has put up a meagre presence or almost none. States like Sikkim, Arunachal Pradesh and Meghalaya have aggressively campaigned through different forms of media to court tourists, inaction at the marketing front could be because of a lack of a coherent policy on tourism and voidance of investment in priority areas like marketing .Tourism promotion is the most important and a continuous endeavour for long term success of a tourism destination ,targeted marketing and Public relations

exercise increase inbound visitors year on year ,the state needs to come out with detailed marketing plans with earmarked funds and measurable results, Participation in international tourism fairs outside of the North East region brings instant visitors as there are on the spot deals between buyers and sellers in these events where in the tour operators from Nagaland can sell their packages to larger Indian and International travel companies who have all the contingencies for sales and a ready client base. A lean 20 crore purse for promotion annually is sufficient for a 100-150 crore tourism industry. Tourism industry can only be said to be holistic if it makes the locals the immediate beneficiary of the economic impact, training the state’s human resource in tourism and travel related skills will lead to immediate cessation of unemployment and growth of entrepreneurship .When majority of the youth are skilled for catering to tourists it adds up to the brand value of the state as a tourist des-

tination ,studies point out with an yearly footfall of 3 million visitors the number of people employed directly in service industry is 2lakh ,with the gradual increase in number of visitors there will be a constant demand for trained youths in hospitality ,travel and ticketing etc then the institutes which provide skill development training can pitch in with the steady supply of skilled manpower to run the fledgling tourism industry of Nagaland. Tourism can become the strongest spoke in the economic wheel of Nagaland on the road to revenue generation and self sufficiency, the ideating think tank of the administration has to work the extra hour to make it happen Dr Vivek. R. Iyer National Executive Member Communications Cell BJP And the president of the Lotus Integration project which runs various social entrepreneurship projects in the North East like NEFCS and SEED you can reach him at vivekiyer83@hotmail.com

not practiced. At one time Nagaland was considered to be the safest place for women and crime against women were unheard of. And yet the public is a mute witness to such acts. What steps are being taken to stamp out this evil once and for all? Will the accused be released with some negligible punishment? Can the severest of the severest punishment be doled out to the accused to deter other ‘would be’ perpetrators? At the minimum, the cul-

prit’s photo must be published in the newspapers and their photos displayed in every street corner to let the public ostracize these culprits to the contempt of everyone. We appeal to the good natured citizens of Nagaland to never allow, encourage or turn a blind eye in their vicinity to such a shameful, disgusting, sickening act. Hope Nagaland becomes free from all crimes and atrocity.

Power and Rights

W

e, the people, seem to have lost the voice of critical protest and to have forgotten Dr. Martin Luther King’s reminder that, “Our lives begin to end the day we become silent about things that matter.” The notion of globalization, rather than being a process towards interdependence has become a process by which human beings are becoming increasingly homogenous at the global level that are defined as Western and Modern. The final outcome from the interplay between Westernization, Modernization and Globalization has been described by Francis Fukayama as the ‘End of History.’ Indeed these are critical times as the gap between the rich and the poor increases. Meanwhile, the contradicting pursuit of power on one hand and the struggle for human dignity on the other hand remains as divisive as ever. Our inability to find an imaginative way to resolves this dilemma has only contributed to the problem. Tensions between power and rights have invariably made dehumanization and humanization as inevitable destinations in human history. The manner in which human affairs are being conducted has quite clearly pointed the present human discourse towards the direction of dehumanization, resulting in indifference or apathy as exhibited by the majority. Dr. King again reminds us, “He who passively accepts evil is as much involved in it as he who helps to perpetrate it. He who accepts evil without protesting against it is really cooperating with it.” However, the most crucial question during these critical times is the question of the State. The modern State that emerged out of the Peace Treaty of Westphalia in 1648, after the Thirty Years War, has had the most impact on human societies and affected the manner in which they organized patterns of human association. The problems around state legitimacy, territorial integration, monopoly of force, and negating indigenous forms of democratic governance stemming from Westphalia continue to limit human creativity in finding harmonious alternatives for sustainable coexistence that are based on principles of inclusiveness, participation and accountability. Indeed, humankind is going through critical times. The people need to raise their voices in critical protest and to strengthen the alternative endeavor for a world based on mutual respect and interdependence and one in which the power relations are based on ‘power with’ and not ‘power over’ the people.

Laugh your way to good health

L

aughter is the best medicine, is an age-old saying, and about 10,000 laughter clubs in India are a testimony to the fact that the therapy works. A combination of group laughter exercises with yoga breathing, which allows people to laugh without cracking jokes, should be performed for at least 15 to 20 minutes, says Hasya yoga guru Jiten Kohi. "The good chemical changes in the body can happen only if you spend time on it. The effects won't be great if you finish your asanas quickly," Kohi told IANS. "Such asanas are good for depressed people or those who lead stressful lives," he added. Rahul Chandhok, senior consultant psychiatrist at Gurgaon's Fortis Hospital, pointed out that while work pressure has always been there, other factors like commuting and traffic are adding to the woes of people. "In the metros one needs to commute for long hours; therefore, people are unable to give time to their families or even take out time for themselves. This causes stress," Chandhok told IANS. Another reason is that everyone is competing with everyone for everything. In big cities, day-to-day life is getting more and more hectic and target, desire and deadline driven and the fight against stress overload multiplies. "People end up comparing themselves to others, they want something that is way beyond their reach. All this causes stress," Chandhok said. "Unlike big cities, the smaller ones are at an advantage as far as distance is concerned. People don't take long to commute from home to the workplace. But, yes, there are comparison factors that cause stress," he added. Kohi formed Hasya Yoga Kendra in 2000 because he felt that laughter - the healthiest gesture in people's lives - is missing. "As people grow up, they forget to laugh. Nowadays they just exercise. Don't take it as exercise and laugh like a child. Take things lightly without pressurising your brain. This way you will be less stressful and that will help to stay fit in some way," said Kohi. His team holds around 52 yoga classes per day in areas like Model Town, Kalkaji and Janakpuri in the capital, apart from monthly sessions in Tihar Jail, in schools and at corporate houses. With 300 centres in the country in places like Lucknow, Mumbai, Jaipur and Indore, Kohi gets better response in tier-II cities. "People in small towns are more interested. Thousands of them turn up in the morning. In metropolitan cities, people lead busy lives; so maybe there are people who are able to join us in parks," said Kohi, who believes it's best to do asanas early morning in view of the relatively fresh air. Apart from other recreational activities, laughter exercises help in improving the well-being of people. "If you laugh wholeheartedly, your facial muscles will gain benefits and there will be a feeling of well-being, especially when you do such exercises in a group. Your body releases chemicals that help to relieve stress," Ravindra Gupta, consultant in internal medicine at Gurgaon's Columbia Asia Hospital, told IANS. However, he clarified that laughter can de-stress, but it can't cure ailments. "It can't treat ailments. It can reduce blood pressure to some extent, but medication is required," said Gupta. Echoing this, Madan Kataria, founder of Laughter Yoga International, says laughter-based exercises help the immune system. "When you laugh, the stress level goes down and you don't easily fall sick," said Kataria, who started his institution with his wife Madhuri in 1995 in Mumbai. "In people with blood pressure, heart disease and diabetes, we have noticed a 50 percent improvement in their health due to laughter exercises. I am not saying it completely cures diseases, but there is reduction in medication," he explained. Kataria said there are around 10,000 laughter clubs in India and the demand is increasing in other parts of the world too. "They are present in around 72 countries like Japan, Germany and US," he said. Chandhok said that yoga or meditation or laughter sessions are important for a healthy life, but medical treatment is equally vital. "Treatment is essential. Complete it and then continue with these healthy activities," he said. So, step out and have a hearty laugh.....ha, ha, ha, ha!

Success in peace talks takes time & years of preparation

A

fter nearly a week of meetings in Geneva, there's little sign of progress in talks to end Syria's devastating civil war that already has claimed about 130,000 lives. In matters of diplomacy, that's par for the course. Negotiating an end to armed conflicts is usually a time-consuming matter, especially when the warring sides haven't given up entirely on their dream ending the war on their terms. Often it takes overwhelming international pressure or changes on the battlefield to push the two sides into an agreement to stop the killing. And it can take months or even years for the full terms of peace agreements deemed generally successful to take effect. Here's a look at how some modern negotiations have fared.

LEBANON PEACE PACT Lebanon's civil war erupted in 1975 and raged for 15 years, devastating that tiny country and claiming an estimated 150,000 lives — a shocking number in a nation of fewer than five million people. Lebanon's conflict bore similarities to Syria's current war — fought by rival religious and cultural communities each backed by different regional powers but with no side able to gain a decisive upper hand. At different times outside powers — including the United States, Syria, Israel and Iran — were actively involved with boots on the ground. Despite numerous diplomatic initiatives, peace did not come until 1990 after all parties were exhausted and ready for a settlement. With Lakhdar Brahimi, the U.N. mediator in the current Syria talks, playing a major role, Lebanese negotiators met in October 1989 in the Saudi city of Taif, and hammered out an agreement guided by Saudi Arabia and with the U.S. and Syria helping behind the scenes. The agreement reorganized Lebanon's political system, transferring some power from the Christians who had enjoyed a privileged status since French colonial rule. It also provided for Israel to leave south Lebanon and for Syria to withdraw from most of the area it controlled. Still, the Israelis, who were not a party to the agreement, held onto a zone in south Lebanon until a unilateral pullout in 2000. The last Syrian troops didn't leave Lebanon until 2005. Despite some shortcomings, the Taif agreement allowed the Lebanese to reunite their capital, Beirut, and rebuild their country. BOSNIAN PEACE AGREEMENT The Bosnian war of April 1992 until December 1995 erupted in the Balkans during the breakup of Yugoslavia, and was the worst armed conflict in Europe since World War II. Basic elements of the final agreement were proposed by international diplomats as early as 1992 but the different sides — Bosnian Serbs, Muslims and Croats — weren't ready for peace except on their terms — nor were the U.S. and its allies ready to intervene. Events on the ground in 1995 — Western airstrikes and Bosnian government offensives against Bosnian Serbs and intense diplomatic pressure after the massacre of Muslim civilians at Srebrenica — forced a breakthrough. All parties wanted a deal ; they needed only political cover. With U.S. mediator Richard Holbrooke and representatives of Russia and the European Union, the warring parties and their regional backers met Nov. 1, 1995 at a U.S. Air Force Base in Dayton, Ohio, and produced a draft agreement three weeks later. The agreement, signed the following month in Paris, established the

n late October, a luxury bus travelling to Hyderabad from Bangalore caught fire while overtaking a car on the highway. In what was called “one of the worst-ever road accidents” in Andhra Pradesh, 45 people died while eyewitnesses looked on helplessly. Accidents like this are not uncommon. Over 1.24 million people are believed to die in road accidents around the world every year. Of these, it has been found that only 10 countries account for more than half of all road deaths. Back in India, a new class of social entrepreneurs have already begun to rely on innovation to tackle the problem through models that encourage smarter transportation and safer road use. The complexity of India’s road safety problems is not new; potholes, open drains, poor civic infrastructure and stray cattle remain pressing challenges that citizens face everyday. Companies such as Honda and Volvo have now begun campaigning often to promote awareness among the Indian public towards safe and sustainable transportation choices. Emerging innovative transportation enterprises and social enterprises have taken up various challenges on Indian roads. “The opportunity to do top-down infrastructure in India is a catastrophe. There is a need for a bottom-up approach to infrastructure,” argues David Back, co-Founder of Zoom Inc., a membershipbased car sharing and rental service in Bangalore, “We saw

State of Bosnia-Herzegovina as a federation with an autonomous Serb area, a central government and rotating state presidency. An 80,000-member international military force was sent to Bosnia to enforce the peace, which has generally held.

ARAB-ISRAELI PEACE TALKS The poster child for diplomatic frustration has to be the generations of efforts to resolve the IsraelPalestinian conflict. Multiple attempts have been undertaken since 1949, including the 1979 Camp David peace treaty between Israel and Egypt. The most promising diplomatic effort took place — much of it in secret — in Oslo, Norway, between 1991 and 1993, which produced the Oslo Accords, the foundation of diplomacy there ever since. The agreement — the first face-to-face deal between Israel and the Palestinians — provided for an interim Palestinian self-governing entity. It also provided for a five-year interim period during which a permanent agreement would be negotiated to resolve the most difficult issues, including the status of Jerusalem. Although Oslo produced a framework and led to some tangible steps, including a partial Israeli withdrawal from Palestinian areas and the creation of the Palestinian Authority, the process has not led to an independent Palestinian state or resolution of the status of Jerusalem, claimed by both sides. A U.S.-led diplomatic effort was launched in July in a bid to bring the goals of Oslo to fruition.

VIETNAM PEACE AGREEMENT It took nearly five years of tortuous negotiations by two U.S. administrations to hammer out the 1973 Paris Peace Accords aimed at ending the Vietnam War. The deal allowed the United States to extricate from the divisive conflict. But it had little effect for the Vietnamese, who faced two more years of war until North Vietnamese forces stormed the South Vietnamese capital, Saigon, and ended the fighting on their terms — a united Vietnam under Communist rule. U.S. President Lyndon B. Johnson felt he had no choice but to offer peace talks, with opposition to the war rising at home and no sign of victory on the battlefield. Johnson halted U.S. bombing over parts of North Vietnam, and the two sides met in Paris on May 10, 1968. Serious negotiations didn't begin for five more months until Johnson suspended airstrikes in the North. After more haggling over the shape of the table, a breakthrough didn't come until October 1972 after a failed North Vietnam offensive and Hanoi's fears about U.S. President Richard Nixon's diplomacy with China. Still, talks broke down on Dec. 13, 1972, with both sides blaming each other. Nixon launched a massive bombing campaign until the North Vietnamese agreed to resume talks on Dec. 29. The agreement was signed on Jan. 27, 1973, and the last U.S. combat troops left South Vietnam two months later. Despite assurances, the North continued the war against the South until Saigon fell on April 30, 1975.

How are social enterprises helping address road safety and transportation challenges in India?

a huge opportunity in terms of taking cars off the road, reducing carbon emissions and democratising transportation in India”. Zoom Inc. allows people to hire cars by the hour or by the day on a need-basis similar to the popular Zipcar model in the United States. Increasingly, this high demand for cars is opening doors for the companies focusing on smarter transportation. In certain cities, there has also been a focus on innovation in NMT (Non Motorised Transport) methods. Ecocabs, which was initiated in Fazilka, a town in Punjab is a great example. Since there are a huge number of cycle-rickshaw users in Punjab, the Graduates Welfare Association Fazilka, which founded Ecocabs, saw the potential to introduce safer, ecofriendly and affordable transport complete with certified licensing, insurance and medical aid for drivers. The successful concept has been replicated in 21 other towns in Punjab. Smart transportation choices are also helping strengthen social enterprises working in the deeper, more complex areas of road safety in India. Across the developing world, enterprises and governments are exploring new approaches to transportation and road safety problems causing these deaths. Given the traffic con-

Intervening at both the civic and policy level, the SaveLife Foundation has already achieved commendable results. Not only has the organisation helped over 6000 bystanders in emergency care, it has also been instrumental in urging the government to set up a panel that will look into the legal protection for bystanders who help accident victims. Besides this, it is now working closely with the police to ensure that they are trained in basic emergency care and pushing for the Indian government to adopt the “Good Samaritan Law” that could help empower and protect bystanders legally. With growing populations, developing countries such as Brazil, India, China and Côte d'Ivoire are struggling to cope with the demand for vehicles for personal use, as there seems no room to accommodate the needs of a population on the road. Worse, there has been an acute ignorance shown in areas of basic safety measures by companies and automobile manufacturers alike because of the costs that it would incur. India, for instance, still does not have a mandatory crash safety tests in place. For emerging enterprises, it seems that a possible way to weave through the complexity

of problems is to tackle the issue by working together on the ground as well as push for policy level change. A good example is India’s national highway rescue helpline, established by the Lifeline Foundation, founded by Dr. Subroto Das. The toll-free “108” EMS (Emergency Medical Services) helpline has enjoyed support from several state governments in India. The SaveLife Foundation, on a similar note, is working towards pushing the government to form a single agency that will monitor implementation and look into violations on Indian roads. Across the developing world, enterprises and governments are exploring new approaches to transportation and road safety problems. In China, the city of Shenzhen passed the country’s first “Good Samaritan Law” this year to encourage citizens to participate in helping each other in public in case of road emergencies. In Hong Kong, Diamond cabs, an initiative supported by Social Ventures Hong Kong (SVhk), turned things around by promoting inclusivity with disabled-friendly taxis. In Brazil, the cities of Rio de Janeiro and Porto Alegre are working on incorporating better road design for the safety of cyclists. With interventions that tackle transportation and safety problems both at the ground and at the policy level, there is no doubt that countries across the world are keen to learn more about new solutions. It will be interesting to see where this leads us in the coming year.

hen making predictions, I have two criteria: the laws of physics must be obeyed and prototypes must exist that demonstrate “proof of principle.” I’ve interviewed more than 300 of the world’s top scientists, and many allowed me into laboratories where they are inventing the future. Their accomplishments and dreams are eye-opening. From my conversations with them, here’s a glimpse of what to expect in the coming decades:

1. Computers Will Disappear According to Moore’s Law, computer power doubles every 18 months. That means in a decade or so, chips will cost about a penny, the cost of scrap paper. Computers as we now know them will disappear; they will be everywhere and nowhere, ubiquitous yet hidden, just like electricity and running water. The cloud will follow us silently and seamlessly, carrying out our wishes anytime, anywhere. 2. Augmented Reality Will Be Everyday Reality Remember the movie “The Matrix,” where virtual information popped up to help inform physical day-to-day reality? Such things won’t always be the stuff of Hollywood. If the Internet is accessible via contact lenses, biographies will appear next to the faces of the people we talk to, and we will see subtitles if they speak a foreign language. (College students taking final exams will be among the first to buy Internet contact lenses.) These lenses would revolutionize the lives of actors, politicians, surgeons, tourists, soldiers and astronauts by delivering maps, scripts, speeches, translations, biographies and charts with the blink of an eye.

3. The Brain-Net Will Augment the Internet In decades to come, we will control computers with our minds, not a mouse. The European Union and the United States are committing hundreds of millions of dollars to map the neural pathways of the brain, the next big project in science. This could alleviate the misery of those suffering from mental illness and allow paralyzed people to control computers, video games, appliances, wheelchairs and mechanical arms and legs with sheer thought. As in science fiction, via the Internet we will be able to experience telepathy (mind-to-mind contact) and telekinesis (mind controlling matter), to upload memories, create a brain-net (memories and emotions sent over the Internet), and record thoughts and even dreams. Basic proofs of principle for all of this have been demonstrated. This could have an enormous social impact. If memories can be uploaded, unemployed workers might one day be retrained to learn new skills. Students could take college courses while sleeping. Facebook will be full of emotions and memories. Movies may offer emotions, feelings, sensations and memories, not just images and sound.

4. Capitalism Will Be Perfected We are headed toward “perfect capitalism,” when the laws of supply and demand become exact, because everyone knows everything about a product, service or customer. We will know precisely where the supply curve meets the demand curve, which will make the marketplace vastly more efficient. One by one, multibillion-dollar industries are being digitized. The first was music, where digitization drove down costs and increased efficiency and competition. To its misfortune, the music industry thought people would continue buying music the

T

he third letter of the Roman alphabet, ‘C’, rules India. Before you start thinking something else, let me tell you that my statement is apolitical. The three Cs which rules India are the 11 ‘cricketers’, a few thousand ‘civil servants’ and an unknown number of ‘crorepatis’. To be a cricketer out of a 1.2 billion population is not only a matter of luck, but also sweat and talent. Becoming a civil servant and remaining civil is another story. Now the last C which represent crorerpatis is a word which I first heard in the ’80 - Dhanlaxmi Dewali Bumper, first prize Rs. one crore. Of course, then came the famous Kaun Benega Crorerepati series in Indian television! So, our obsession with three Cs has remained constant, decade after decade. The question is how many of our aam admi can dream of becoming one among the three Cs, asked my friend Abraham. My friend Abraham, who is a school teacher, visited me last Sunday. “You know to be born poor is not your fault, but to die poor is........right?”. I don’t know what exactly was in his mind. But he looked grim, otherwise always a jolly fellow. We all suffer from some sort of insecurity about our future. I believe a moderate level of insecurity is good, as it keeps us on our toes. But above all financial insecurities is a plague which affects us all, rich or poor. Not understanding where you stand in your personal financial health is the biggest uncertainty one faces in modern times. As it turns out, Abraham was worried about his retirement. Although he’s been earning for the last ten years with a healthy savings and there was another 25 years to go before his service ends, he’s anxious about his future. We all know with a proper map in hand, it is always easy to plan out a journey and also know exactly how long it would take us to reach our destination. In financial world, the map implies nothing but understanding certain mathematical equation. Lets assume that Abraham wants to became a crorepati by the time he

be extended if we can repair error-correcting mechanisms naturally found in cells. For example, we are 98.5 percent genetically identical to chimps, yet we live decades longer. Among a handful of genes are those that increase life spans. We will find these “age genes” soon. In the meantime, DNA chips, perhaps placed in our toilets and bathroom mirrors, may detect telltale traces of cancer proteins and individual cancer colonies years before a tumor forms. With these tiny sensors constantly and silently analyzing our bodily fluids, the word “tumor” may be excised from our vocabulary. With nanotechnology, scientists can target individual cancer cells and kill them, one by one, which may one day render chemotherapy obsolete. (Because there are hundreds of different types of cancer, however, we may never have a total cure for all cancers. Cancer may come to be viewed like the common cold, not totally curable, but tolerable.) MRI machines that once filled entire rooms have been miniaturized to the size of briefcases. Eventually they will be the size of cellphones, becoming similar to the “tricorders” in “Star Trek,” capable of analyzing diseases with a simple wave over a body.

5. Robots Will Be Commonplace After false starts, artificial intelligence is slowly entering every day life. “Robodoc” and “robolawyer,” animated doctors or lawyers, will soon give instant, reliable advice any time of day in simple language. As transportation is digitized in the next decade, driverless cars, guided by GPS and radar, will share our highways. “Traffic accidents” and “traffic jams” will become archaic terms. Thousands of lives will be saved every year. The robotic industry could grow bigger than today’s auto industry. Japan, which makes 30 percent of all robots, is already building robot nurses to prepare for an aging population. Not just nurses, but mechanical maids, cooks, musicians and assistants could be part of our homes. Humanoid robots that can think, however, have been a disappointment. Robots today, and for the 9. Dictators Will Be Big Losers The digital revolution empowers the disenfrannear future, will not exercise creativity, imagination, chised, especially people living under dictatorships. The Internet frees people to realize they don’t have to live like slaves. Dictators, who fear the Internet, and their own people, will be big losers. Democracies usually do not go to war with other democracies. Think of the wars we memorized in grade school – all were between kings, queens, dictatorships, but never between two major democracies. Democracies are slow to anger and hesitant to go to war: Voters don’t want to sacrifice their children for the glory of a selfish king. We will still have wars, but nations will mean less in the future, and there will be fewer wars.

experience, analysis, talent, common sense or leadership. Those traits will likely remain fully in the human sphere for decades to come.

10. Intellectual Capitalism Will Replace Commodity Capitalism A historic shift is underway from commodity capitalism, where goods are primarily exchanged, to knowledge-based intellectual capitalism. The cost of food relative to income, for example, has dropped steadily for 150 years. Centuries ago the king of England probably could not afford the dinner you had last night. Nations that invest solely in agriculture will most likely find their economies shrinking. Nations that use commodity capitalism as a stepping-stone to a mixed economy based on commodity/ intellectual capitalism will most likely become rich.

6. Aged Body Parts Will Be Replaced Diseased and old body parts will be replaced just as we now replace auto parts. Already from your own cells scientists can grow skin, cartilage, noses, blood vessels, bladders and windpipes. In the future, scientists will grow more complex organs, like livers and Toward the Future kidneys. The phrase “organ failure” will disappear. How will we reach such a future? The key is to 7. It comes from another and the most magical “C” which is known as Compounding. The magic of compounding is the ability of an asset to generate earnings, which are then reinvested in order to generate their own earnings. In other words, compounding refers to the process of generating earnings from previous earnings. Suppose you invest Rs. 10,000 into a particular business. The first year, it gives a return of 20%. Your investment would now be worth Rs. 12,000. Again, in the second year, the business generates another 20%. Therefore, your Rs. 12,000 grows to Rs. 14,400. Rather than your value appreciating an additional Rs. 2,000 (20%) like they did in the first year, they appreciate an additional Rs.400 because the Rs. 2,000 you gained in the first year also grew by 20% too. If you extrapolate to the subsequent years, the numbers can start to get very big as your previous earnings begin to provide returns. Thus, it is the power of ‘Compounding’, the fourth C which India needs to discover. Let me make you all excited by saying that in this way, each one of us could become a crorepati! Historically, the Indian Stock Market (Sensex) has generated a return of 18.6% per annum on an average. So in theory, if we invest in it and it continue to give us the same return for next 30 years, and a youth starts contributing a monthly amount of Rs. 424 every month from his 18th Birthday onwards and continue to do so till his 50th Birthday, and viola! On his 50th Birthday he’ll be a crorepati. Abraham slept in peace that night! For he got his map. The map with directions for his financial future. It’s time India discovers the power of the fourth “C”, the power of Compounding. On that note wishing my readers a very happy Republic Day.

retires at 60 and he expect a decent long term return of 12 percent per annum. All he needs to do, to reach his goal is to invest Rs. 5,322 everymonth .Yes nothing wrong in the figure, he just needs to invest a modest amount of Rs. 5,322 for the next 25 years. Let me shock you more. As Abraham’s age is 35 years and he is rather late. If he had started his mission of becoming crorepati ten years earlier then his monthly contribution would have been Rs. 1,555 only with an expected return of 12 percent per annum. Taking Risks in Life Veduvolu Khusoh, Assistant Professor English

hen we think of risk, images of hand gliding, sky diving and rock climbing may come to mind—activities in which one false move can mean death of the most dramatic kind. But risk doesn’t need to involve danger all the time; it needs to involve only uncertainty at times. Risk is with us even when we make a new friend or try a new hair salon. I found this out though my own experience. I had the opportunity to go abroad for a a teaching job, to teach English. Because of my inexperience, I was stranded in Bogota International airport for 11 hours, feeling completely lost and frightened. It was my first time abroad and I actually missed the flight to Pereira 3 times because of my naivety. Moments such as this can be scary and we’re not always ready to engage it. The experience at the airport itself had me seriously doubting my abilities and loathing myself for taking such a huge risk coming all the way to South America without evaluating the difficulties I would be encountering. Despite facing hardships in risking my future, I realized that the risk in accepting the job did me good. The courage I had to muster to overcome hard times makes me proud of all my achievements be it small or big. It also provided an opportunity for internal growth. Initially I thought the decision to travel to the other side of the planet would be the riskiest thing I would ever undertake; but after the unfamiliar became familiar, getting acquainted to a different culture and environment I wanted to venture out and explore some more. With renewed determination, I traversed down to Peru, but again, things it did not turn out as planned. If I wanted to stay in a foreign country for some more time I had to find something to do; I was running out of money. I felt disappointed and powerless. My situation was so bad that I realized that if I did not get another job, I would be literally starving. I somehow managed to make it through this phase by finding courage through my difficult travel experiences. One of the greatest things about traveling is that, you get the opportunity to meet people from all walks of life. And listening to their life stories can be so inspirational. I was inspired to take even bigger risk in my life - I decided to open my own sushi restaurant in Ecuador. But the decision didn’t come easy. The cold fear of trying something completely new, fear of failure, fear of unknown and the fear of venturing out of our comfort zone is an incredible feeling. Fear itself becomes so tangible. The thought that I got an opportunity to try out something new altogether and then giving that opportunity a miss began to trouble me. I knew it then that if I did not grab the opportunity, my past would haunt me forever. I finally opened the restaurant of my dreams with sheer hard work and determination. I was petrified, ecstatic and my mind a twisted mess. For one month I single handedly struggled, acting as the chef, waitress, dishwasher and the entertainer. I found myself paralyzed by fear but the strong will to succeed and the passion I had for my business helped me in keeping up the competition with the next door big businesses. I didn’t make millions of dollars but the experience itself will always help boost my ego and be proud of it for the rest of my life. Risk is, by nature scary, it’s uncertain and unpredictable. You’re heading off into uncharted territory. But risk allows you to grow and discover new things about yourself and the world, to develop strengths and talents. Many of us never follow our dreams, never do many of the things we want to do, and never venture far from where we are right now. Often our fears hold us back. We don’t want to look foolish, be embarrassed, or feel like a novice. We fear failure and fear of the unknown often gets the better of our intuition to succeed. But in every human being there is an innate longing for greatness. That longing can never be fulfilled without a willingness to change, to improve and to try something new. Some degree of fear will always be there; it is part of who we are. The question is if we are prepared to challenge ourselves to rise up. Rather than making fear an obstacle, learn to work through it to accomplish your goals. Believe that dreams do come true if we are willing to be challenged. How will we know what we’re good at or enjoy doing, unless we give it a shot! Focus on what could go well. Just as life will have its high and lows, taking a risk may come with great excitement and terror. Life is inherently risky but that shouldn’t be seen as a hindrance in achieving our dreams and goals. All we got to do is take a willing step forward and grab what’s offered to us. Life will not always go the way you planned it, but if you are willing, there is always joy in trying instead of chanting what if. You know at least you tried. Even if you make mistakes, it will help you grow and help you make the next step right. So go on! Jump out of that plane (with a parachute of course) into the world of your dreams. “Degree of Thought is a weekly community column initiated by Tetso College in partnership with The Morung Express. Rahul faces rough weather in Amethi

lucKnow, January 28 (IanS): Congress vice president Rahul Gandhi is not finding the going easy in family bastion Amethi. As he prepares for the Lok Sabha election, there are enough indications that the Aam Aadmi Party’s (AAP) entry into the electoral battle has upset the Congress calculations. There is also infighting within the Congress. And Uttar Pradesh’s ruling Samajwadi Party is shedding its friendly face to throw a challenge to the Gandhi scion. While Gandhi supporters may not yet admit it openly, there are enough signs that they are worried in the face of the gauntlet thrown at them by AAP’s poet-politician Kumar Vishwaas. The ‘AAP effect’ is already evident. Twoterm MP Gandhi, the Congress campaign chief for the 2014 Lok Sabha polls, last week not only mingled freely with Amethi’s people but offered a ride to a woman in his SUV. He even interacted with the local media, which in the past would be kept at arm’s length by the Special Protection Group which guards Gandhi. Not to stop at this, Gandhi, after reaching New Delhi, sent family loyalist and union Surface Transport Minister Oscar Fernandes to Amethi to study the state of roads in the constituency. Fernandes was also told to take “corrective measures”. This happened after a series of black flag protests Gandhi faced in Am-

ethi. Close aides and local Congress leaders concede the contours of the electoral fight had changed after the AAP foray. “We cannot ignore him,” a Congress functionary told IANS, pointing out that Kumar Vishwas was harping on the lack of development. This is finding takers here. “Kumar Vishwas’ charge that he sees no real development despite Rahul Gandhi’s claims of spending Rs.55,000 crore here is lapped up,” a party source told IANS. There have also been street protests against a grim power scenario and poor roads in the Munshi-

ganj, Injauna, Jagdishpur and Gauriganj areas. The Congress fears that slogans of “road nahin to vote nahin’ (no roads, no votes) that echoed in Karaundi village in Amethi earlier could revive. In the 2009 Lok Sabha election, Gandhi bagged 4.64 lakh votes -- or 71 percent of all votes. But just three years later the Congress won only two of the five assembly seats in Amethi. In Rae Bareli, Congress president Sonia Gandhi’s Lok Sabha constituency, the Congress could not win any of the five assembly seats. Camping in Amethi for over two weeks, Kumar

‘Land acquisition invalid if compensation not paid to owner’

new DelhI, January 28 (IanS): In a significant judgment, the Supreme Court has held that if compensation for land acquired under the 1894 act has not been paid to the land owner or deposited with a competent court and retained in the treasury, then the acquisition would be deemed to have lapsed and would be covered under the 2013 law entitling the landowners to higher compensation. However, the only rider is that such an award of compensation should be five years or more prior to the enactment of The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, which was notified on Jan 1, 2014. “The deposit of compensation amount in the government treasury is of no avail and cannot be held to be equivalent to compensation paid to the landowners/persons interested,” said a bench of Justice R.M.Lodha, Justice Madan B. Lokur and Justice Kurian Joseph in their recent judgment. “Under section 24(2) (of The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013), land acquisition proceedings initiated under the 1894 (Land Acquisition) Act by legal fiction, are deemed to have lapsed where award has been made five years or more prior to the commencement of 2013 act and possession of the land is not taken or compensation has not been paid,” the court said. The court’s ruling came while ad-

dressing the question what is the “true meaning” of the expression: “compensation has not been paid” occurring in Section 24(2) of the 2013 act. The court said that the 1894 Land Acquisition Act being “an expropriatory legislation has to be strictly followed. The procedure, mode and manner for payment of compensation are prescribed in Part V (sections 31-34) of the 1894 Act. The collector, with regard to the payment of compensation, can only act in the manner so provided”. “It is settled proposition of law that where a power is given to do a certain thing in a certain way, the thing must be done in that way or not at all. Other methods of performance are necessarily forbidden,” the court said while dismissing the plea by Pune Municipal Corporation challenging the Bombay High Court verdict by which it has quashed the acquisition of 43.94 acres for development of a Forest Garden. The award for the compensation for acquiring these lands was made Jan 31, 2008, and notices were issued to the landowners to receive the compensation but since they did not receive the compensation, the amount (Rs.27 crore) was deposited in the government treasury. “Can it be said that deposit of the amount of compensation in the government treasury is equivalent to the amount of compensation paid to the landowners/persons interested? We do not think so,” the court said answering its own poser.

Vishwas dares Gandhi at every meeting he holds. “I am here to be with you and not to take your vote and fly off to Delhi,” he says. “I am nothing compared to Rahul Gandhi. He comes from a famous family; I have modest background,” Kumar Vishwas told IANS. “I am here to challenge a work culture in politics that takes voters for granted.” Another problem with the Congress is the rivalry within, with the party split between Gandhi loyalists and supporters of Sanjay Singh of the erstwhile Amethi royal family. The ruling Samajwadi Party too might pitch a candi-

date against Gandhi - unlike in the past when it did not take on the Gandhis. Chief Minister Akhilesh Yadav has promoted Gayatri Parasad Prajapati and Manoj Pandey, state legislators from Amethi and Rae Bareli Lok Sabha constituencies, to the Uttar Pradesh cabinet. Prajapati told IANS that Rahul Gandhi had lost the goodwill of Amethi. He was also dismissive of the AAP. The Bharatiya Janata Patty has also got into the act. “We will pit strong candidates against political heavyweights,” says Vijay Bahadur Pathak, the BJP state spokesman.

Congress-NC coalition in J&K on verge of split

new DelhI, January 28 (IanS): Congress vice-president Rahul Gandhi on Monday admitted some Congress members were probably involved in the 1984 riots, in which innocent people had died. “Some Congressmen were probably involved ... There is a legal process through which they have gone through ... Some Congressmen have been punished for it,” he said in his first exclusive TV interview given to Times Now news channel. Referring to his grandmother and late prime minister Indira Gandhi’s loss in 1977 Lok Sabha elections, he said: “The people who came with my grandmother, those people who stood by my grandmother, were Sikhs.” “Pretty much everyone had deserted my grandmother but the Sikhs were standing with my grandmother. I think the Sikhs are probably one of the industrious people in this country. I admire them; we have a PM who is a Sikh,” Gandhi said, referring to Manmohan Singh. Gandhi said he did not have the same world view as opposition parties. “What those two people did to my grandmother, was two individuals, I don’t turn around and take my anger which existed then, frankly, it doesn’t exist now and brush it onto an entire community, that’s just not me,” he said. “I do not take my anger which existed on two individuals who did something evil and wrong and overlay it on millions of people. I think that’s criminal. Did the Sikh riots take place in Delhi? Absolutely. Were they completely wrong? Absolutely,” Gandhi said. Asked why does he not apologise for 1984 riots, Gandhi said: “Innocent people died in 1984 and innocent people dying is a horrible thing and should not happen.”

‘Congress will defeat BJP in polls’ Rahul Gandhi stated that his party will defeat the BJP in the 2014 elections. “I think we will defeat the BJP (Bharatiya Janata Party) in the next elections,” Rahul said in the interview. To a query by Times Now editor-in-chief Arnab Goswami on whether he feared a direct battle with BJP prime ministerial candidate Narendra Modi, Gandhi said he does not like what he sees in Indian politics and that the “system in the country” needs to change. He also dwelt on the pain of the circumstances in which he grew up - witnessing the assassination of his grandmother, then Prime Minister Indira Gandhi, and his father, former Prime Minister Rajiv Gandhi. “In my life, I have seen my grandmother die, I have seen my father die, I have seen my grandmother go to jail and I have actually been through a tremendous amount of pain as a child when these things happen to you. What I had to be scared of, I lost. There is absolutely nothing I am scared of. I have an ‘Gujarat government was abetting aim. I have a clear aim in my mind and the and pushing riots’ aim is that I do not like what I see in InReferring to the Gujarat riots, Rahul dian politics, it is something that is inside Gandhi said the Gujarat government was my heart,” he said.

new DelhI, January 28 (PtI): The ruling coalition between the Congress and the National Conference (NC) in Jammu & Kashmir may split amid indications that chief minister Omar Abdullah was considering resigning following sharp differences between the two parties. The state leadership of the Congress is stonewalling Omar’s cherished scheme of creating some 700 new administrative units in the state ahead of the April-May Lok Sabha polls and the scheduled assembly elections in October- November this year. This has set the two parties on a collision course and efforts to resolve the stand-off have failed despite a meeting attended by AICC general secretary in charge of the state Ambika Soni, state PCC chief Saifuddin Soz, Union minister Ghulam Nabi Azad and Omar here on Monday. NC sources said an upset chief minister was thinking of stepping down because the state Congress appeared determined to “sabotage” the scheme that it feels will benefit NC in the upcoming elections. If Omar, who has headed the coalition that has ruled for the last 5 years, resigns, the NC may push for advancing the assembly polls and holding them along with the Lok Sabha elections. His resignation may pave the way for a spell of Governor’s rule in the state.

India’s failure to draw lessons from 26/11 worrying: Author

KolKata, January 28 (IanS): The Indian government’s failure to develop a better understanding of the 26/11 Mumbai terror attack and learn crucial lessons was “tremendously worrying”, said an author. Adrian Levy, co-author of “The Siege: Three Days of Terror Inside the Taj”, said New Delhi should look into the complexities of the incidents. “What they need is more knowledge... not less... greater understanding of the series of events and look into the complexities of the attack,” Levy said during a session at the third Kolkata Literary Meet. The author said the Indian intelligence agencies had received 26 alerts from the CIA before the terror-

ist strike on India’s commercial capital by 10 Pakistani gunmen Nov 26, 2008. The alerts forewarned of a fidayeen attack, involving a dozen gunmen making a sea landing in Mumbai and even about most of the targets of the 3-day assault that left 166 people dead. The book, claims a Major Iqbal of Pakistan’s InterServices Intelligence (ISI) boasted of a super agent dubbed “Honey Bee” in New Delhi, who passed them classified files on the training manuals of the Indian police and army commandos. “The National Security Guards did a remarkable job... the fact they were late had nothing to do with them... they were let down from the bureaucracy side,” Levy said.

SC refuses to review its verdict criminalizing gay sex

new DelhI, January 28 (PtI): The Supreme Court on Tuesday refused to relook into its verdict criminalizing gay sex in the country. A bench of Justice H L Dattu and Justice S J Mukhopadhaya, in in chamber proceedings, dismissed a bunch of petitions filed by the Centre and gay rights activists against its December 2013 verdict declaring gay sex an offence punishable up to life imprisonment. In a big setback to the LGBT community, the Supreme Court had on December 11 set aside the Delhi high court judgment decriminalizing gay sex

and thrown the ball into Parliament’s court for amending the law. The judgment revived the penal provision making gay sex an offence punishable with life imprisonment in a setback to people fighting a battle for recognition of their sexual preferences. Seeking a stay on the operation of the judgment, gay rights activists, including NGO Naz Foundation, had said thousands from the LGBT community became open about their sexual identity during the past four years after the high court decriminalized gay sex and they are now facing the threat

of being prosecuted. They had submitted that criminalizing gay sex amounts to violation of fundamental rights of theLGBT community. The NGO had submitted there are a number of “grave errors of law” and “wrong application of law” in the judgment which needs to be corrected. “This court has failed to consider the submission that Section 377 violates the right to health of men who have sex with men, since criminalization of same sex activity impedes access to health services, including HIV prevention efforts. Battling cancer with nanoparticles

KolKata, January 28 (IanS): Upping the ante for a competent drug delivery system that specifically destroys cancer cells and ensures reduced toxicity to the normal ones, Indian scientists have successfully used a new strategy to enhance targeted drug release by nanoparticles. Targeted drug release confines the medication - which for cancer is fraught with side effects - to the specific location within the body, prolongs its action on the affected part and reduces the amount of drug circulating in body fluids, preventing exposure to healthy cells. According to a WHO report, one in every 10 Indians runs the risk of getting cancer before 75 years of age, while seven in every 100 is at risk of dying from cancer before their 75th birthday. This rising graph necessitates cutting-edge therapy. Small but powerful in impact, carbon nanotubes (miniscule spaghettilike particles fabricated from carbon) have dominated the scientific arena for their myriad applications in electronics, material science and medicine. As their name suggests, carbon nanotubes (CNT) measure in nanometres - 50,000 times

“actually abetting and pushing” the riots that rocked the state in 2002. Speaking about the difference between 1984 anti-Sikh riots and the 2002 Gujarat riots, Rahul Gandhi said: “The difference between the ‘84 riots and the riots in Gujarat was that in 1984, the government was trying to stop the riots.” “I remember, I was a child then, I remember the government was doing everything it could to stop the riots,” Gandhi said. “In Gujarat, the opposite was the case. The government in Gujarat was actually abetting and pushing the riots further.” “So, there is a huge difference between the two things,” Gandhi said.

smaller than the width of human hair while their length extends till a few millimetres. This size is perfect for loading considerable amount of cargo (drugs, proteins and the like) and because they can spontaneously cross through cell membrane barriers, they are quite a sensation with scientists studying drug delivery mechanisms. Being solid, CNTs are aided by a dispersing

cancer cell and cause minimum damage to normal cells,” Prasanta Das, who led the study at the department of biological chemistry at IACS, told IANS. “A good drug delivery vehicle needs to remain intact while it carries out its function. It should be compatible with the host’s body (biocompatible) and, most importantly, it should be target-specific so that it does not destroy neighbouring normal body cells,”

agent to ease their diffusion into biological fluids and liquid mediums. A group at the Indian Association for the Cultivation of Science (IACS) here used a type of vitamin - biotin or Vitamin B7 - as part of the dispersal medium of the CNT. Attached to the nanoparticle surface (as part of its dispersing agent) biotin facilitated the “selective” unloading of the drug at the destined stop - the lethal cancer cell. Doxorubicin, a popular chemotherapy drug, was chosen for the study. “The structure of the CNT-dispersing agent was simplified and modified so that it could effectively deliver the drug to the

Das explained. Here lies the importance of biotin, which is an essential vitamin for the growth of all cells. But the demand for this vitamin is considerably higher in rapidly dividing cells and tissues, like cancer cells. Cells absorb this substance via receptors on their surface, like a key fitting into a particular lock. “Biotin receptors (that absorb the vitamin molecule) are produced at elevated levels in certain types of tumours like breast, ovary, kidney, liver, prostate, and some lung cell lines,” said Das about the study that is published in the January issue of Journal

contention was supported by the ministry of health and family welfare in this court,” the review petition had said. Amid huge outrage against the judgment, the Centre had also filed a review petition in the apex court seeking a relook to “avoid grave miscarriage of justice to thousands of LGBT” persons who have been aggrieved by the apex court judgment contending it is “unsustainable” as it “suffers from errors”. Challenging the verdict, Naz Foundation had said in its review plea that the verdict is contrary to the well-

of Materials Chemistry. So, when a biotin-equipped CNT was administered (in a cell culture), it recognised the desired cancer cells through the receptor and stealthily released doxorubicin inside them. “Not only was it selective, it remained intact during transit. Moreover, toxicity to normal cells was remarkably reduced.” If 100 cancer cells were decimated, then around 20 normal cells were affected, which is an “improvement” over other variants of CNTs tested across the world. Besides, it did not interfere with the nanotube’s function. The next step for Das and his team is to verify the findings in a living organism and assess its toxicity to the host, including if it can be naturally flushed out from the body, Alok Dhawan, an expert in nanomaterial toxicology, said. “CNTs should be modified in such a way so as to reduce their direct interaction with vital molecules in cells like DNA and proteins. Their excretion from the body is an important factor in determining long-term toxicity,” Dhawan, Director of Ahmedabad University’s Institute of Life Sciences, told IANS via email.

While setting aside the July 2, 2009 judgment of the Delhi high court, the apex court had held that Section 377 (unnatural sexual offences) of the IPC does not suffer from the vice of unconstitutionality and that the declaration made by the high court is legally unsustainable.

Assad future blocks progress in peace talks GENEVA, JANuAry 28 (AP): The key issue of a transitional government to replace President Bashar Assad blocked any progress Monday in Syrian peace talks, described by one delegate as “a dialogue of the deaf.” The chief U.N. mediator expressed frustration over inflammatory public remarks by the two sides as he sought to identify some less-contentious issues in hopes of achieving any progress at all at the bargaining table. But even the most modest attempts at confidencebuilding measures faltered — including humanitarian aid convoys to besieged parts of the central city of Homs and the release of detainees. Veteran mediator Lakhdar Brahimi somberly declared at the end of the day that he had little to report. “There are no miracles here,” Brahimi said, adding that both sides nevertheless appeared to have the will to continue the discussions. Asked how he planned to bridge the enormous gap between the two sides, the veteran diplomat quipped: “Ideas, I’ll take them with great pleasure.” The gulf between the two sides was on full display at a turbulent morning session in which the delegations from the opposition and the Syrian government faced off on the question of Assad’s future. The Western-backed

Syrian National Coalition wants an interim replacement for Assad, reiterating at every opportunity that the stated goal of the peace conference, agreed upon by international powers in preliminary talks in June, is to establish a transitional government with full executive powers. But Assad, whose troops have a tenuous up-

per hand in Syria, has said he has no intention of stepping down and, on the contrary, may run again for president later this year. His delegates have capitalized on the ascendance of Islamic militants, saying the priority at the peace conference was to finds ways to combat terrorism. “We came here with the intention of discussing

a transitional governing body and they came with the intention of consecrating Bashar Assad’s presence,” said Rima Fleihan, a member of the coalition’s negotiating team. Murhaf Jouejati of the coalition said the meeting ended on a “sour note,” and the session was broken up by Brahimi after the government delegation be-

came confrontational. “We thought there was no point in continuing this since it was going to be a dialogue of the deaf,” Jouejati said. Syria’s uprising began in March 2011 with largely peaceful protests that eventually turned into an insurgency and full blown civil war after a harsh military crackdown. The

war has become a proxy conflict between regional powerhouses Iran and Saudi Arabia, with hints of a throwback to the Cold War as Russia and the United States back opposite sides. Despite the rancorous rhetoric outside the conference room, both sides have said they won’t withdraw from the talks. Brahimi said the parties were talking to the media “too much,” adding that he asked them to respect the confidentiality of the discussions and avoid exaggerations. Still, all signs pointed to impasse. White House spokesman Jay Carney said the U.S. was “realistic about how difficult this is going to be, but we are completely convinced that this is the only way forward for Syria, and that’s through negotiations.” “What’s important is that the two parties have sat in the same room over the past several days to discuss critical issues. And this process is ongoing. And I would expect quite a few ups and downs along the way,” Carney said. “But it is the only way to end the conflict in Syria. It has to be ended through a negotiated political settlement.” On Sunday, after three days of talks, a tentative agreement was reached for the evacuation of women and children trapped in Homs before aid convoys go in. As of Monday night, there was no progress on

the ground. Brahimi cited security problems for part of the delay. The opposition delegation has little control over armed groups inside Syria. Fighters affiliated with the Western-backed coalition have been engaged in deadly fighting with al-Qaida-backed militants, who do not accept the coalition’s authority and do not feel bound by agreements reached in Geneva. The most powerful rebel groups include two that the U.S. has formally designated as foreign terrorist organizations: the Iraqi State of Iraq and the Levant, and Jabhat al-Nusra. On Monday, talks were supposed to shift to thorny political issues such as Assad’s future. As the meeting got underway, the government delegation put forward a paper focusing on the need to combat terrorism and halt funding and shipments of weapons to rebels fighting to topple Assad, delegates said. Bouthaina Shaaban, an Assad adviser, called the paper an “expression of good will” in search of common ground, and said she was surprised the opposition rejected it. “Either these people have no capacity to express their love and care for Syria, or they are ordered by foreign powers to ignore what is most important and most urgent for their country,” she said.

The opposition called the paper a deviation from the talks’ main goal of a transitional government. The Britain-based Syrian Observatory for Human Rights, which tracks the fighting, estimated that 1,200 women, children and elderly people were trapped in besieged areas of the old quarter of Homs. The opposition accused authorities of blocking a convoy of 12 trucks trying to get into the embattled city and said, “We will judge the regime by what it does, not by what it says.” Shaaban dismissed the aid effort for Homs as a distraction aimed at bolstering the opposition’s credentials. “This is to make a big fuss about taking two trollies to Homs,” she said. “Is this why we came to Geneva? Or we came here to solve the problem in Syria?” she said. Homs Governor Talal Barrazi said the only obstacle to the flow of food into rebel-held areas was “some cases of sniper fire by terrorist groups.” In a statement released by his office, Barrazi said it is willing to evacuate civilians who want to leave the old quarter to “any place they want to go to,” and they will get food and medical supplies. “We are waiting for an answer from international organization representatives to specify the number of those who want to leave,” Barrazi said.

300,000 yrs ago, humans used fireplace to cook meat

LONDON, JANuAry 28 (IANs): A historical debate over when did humans really begin to control fire and use it for their daily needs has now been put to rest. A team of Israeli scientists have discovered a large hearth in the Qesem Cave - an archaeological site near Rosh HaAyin, a city in Israel - that humans built nearly 300,000 years ago. During excavation at the site, Ruth Shahack-Gross of the Weizmann Institute in Israel identified a thick deposit of wood ash in the centre of the cave. Using infrared spectroscopy, she and her colleagues found bits of bone and soil mixed in ash that had been heated to very high temperatures. “This was conclusive proof that the area had been the site of a large hearth,” said ShahackGross. The researchers extracted a chunk of sediment from the hearth and hardened it in the lab. They sliced it into extremely thin slices to be placed under a microscope to observe the exact composition of the materials in the deposit and reveal how they were formed. “We were able to distinguish a great many micro-strata in the ash - evidence for a hearth that was used repeatedly over time,” said Avi Gopher of Tel Aviv University. In and around the area were large numbers of burnt animal bones - further evidence for repeated fire use for cooking meat, said the study published in the Journal of Archaeological Science. “These findings tell us that humans first began to regularly use fire both for cooking meat and social gatherings,” added Shahack-Gross. According to previous studies, humans discovered fire over a million years ago. The new findings hint that those prehistoric humans already had a highly advanced social structure and intellectual capacity, the study said.

about her first two cars, including the yellow Fiat she had while teaching at the University of Arkansas that was eventually stolen. She also highlighted the American auto industry’s importance in establishing the U.S. presence around the world. She singled out a General Motors engine plant in Uzbekistan, which gave the United States an edge in a area where it is competing for influence with China, she said. “She has a pretty good understanding about what we do, especially in business,” said Chris Daggs, a Ford Motor Co dealer in Crestview, Florida. “I’ve always felt she was someone more in our corner as a dealer.” The last time the conference was held in New Orleans was in 2009, just before the federal bailout of General Motors and Chrysler Group LLC, which Clinton supported, that helped save the two companies and dealers nationwide. As expected, Clinton remained vague about whether or not she would run for president in 2016.

royal household finances

LONDON, JANuAry 28 (rEutErs): British members of parliament criticised Queen Elizabeth’s Royal Household on Tuesday for blowing its annual budget while neglecting repairs at Buckingham Palace, which two lawmakers suggested was falling apart. The palace, which is over 300 years old, has not had its electrical wiring renewed since 1949, needs asbestos removing and has 60-year old boilers, parliament’s Public Accounts Committee said in a report. The report included a transcript of exchanges between MPs and a royal household official over the upkeep of the palace, which is the monarch’s London home. “So work is being carried on while they are living in crumbling surroundings?” opposition Labour MP Austin Mitchell asked Sir Alan Reid, keeper of the privy purse and treasurer to the queen. “Clearly the buildings are not actually falling down,” Reid replied. “The wall as you walk in through the main gates of Buckingham Palace was,” a second MP, Conservative Richard Bacon, interjected. “I remember walking under it and it being explained to us that the stone ... was dropping on people, although I don’t think anyone was actually hit.” The queen and royal family command widespread respect and affection in Britain, but their spending has not escaped scrutiny as the country has tightened its belt since the global financial crisis of

2008. The Royal Household’s latest accounts showed it had exceeded its 201213 budget of 31 million pounds by 2.3 million pounds, the report said. To plug the gap, it had to dip into a reserve fund. The committee urged both the Royal Household and the Treasury, the government ministry that monitors and approves its financial plans, to increase cost-saving efforts. “The Household needs to get better at planning and managing its budgets for the longer term - and the Treasury should be more actively involved in reviewing what the Household is doing,” said Margaret Hodge, chair of the committee. The report also noted the slow progress of repairs on the Royal Mausoleum near Windsor Castle, west of London, which houses the tombs of Queen Victoria and her husband Prince Albert, even though it was identified as a priority in 2009. In a 2013 submission to the National Audit Office the Royal Household said it was “trying to dry it out a bit, but it’s not a high priority,” referring to the mausoleum. “The Household must get a much firmer grip on how it plans to address its maintenance backlog,” Hodge said in the report. In a relaxation of the squeeze on financing, the Sovereign Grant, the annual funding for the Royal Household, is set to rise from 31 million pounds to 36.1 million in 2013-14 and to 37.9 million the following year.

Thai government to go ahead with Feb 2 election

BANGKOK, JANuAry 28 (rEutErs): Thailand’s prime minister has confirmed a general election will go ahead on Sunday despite a warning that it could end in chaos in the face of months of at times violent anti-government protests. In a separate part of an army complex in Bangkok where Prime Minister Yingluck Shinawatra was meeting Election Commission officials, shots were fired in a group of anti-government protesters. Two people were injured. “We have to go forward with the election. The Election Commission will organise the election under the framework of the constitution and try to avoid any violence,” Deputy Prime Minister Pongthep Thepkanchana told a news conference. Yingluck had called the snap election in the hope of confirming her hold on power and putting an end to the protests in the capital which began in November in an attempt to force her from office. The protests are the latest eruption in a political conflict that has gripped Thailand for eight years and which is starting to hurt growth and investor confidence in Southeast Asia’s second-largest economy. The conflict broadly pits Bangkok’s middle class and royalist establishment against the mainly poor, rural backers of Yingluck and her brother, ousted former premier Thaksin Shinawatra. The protesters have rejected the election, which Yingluck’s ruling party looks set to win, and prevented advance voting in many parts

ily by altering electoral arrangements in ways they have not spelt out.

of Bangkok and the south on Sunday. The Commission has been pressing for a delay in the election because of the unrest and wants it delayed by up to four months. Ten people have been killed since the protests began and hundreds have been wounded. The latest shooting was where about 500 anti-government protesters had gathered at the Army Club compound in Bangkok where Yingluck held a cabinet meeting before meeting the Election Commission. The shooting took place far

from that meeting. “Someone fired shots. One protester was hurt and the man who fired the shots was hurt too. They have been sent to different hospitals,” Chumpol Jumsai, a protest leader who was at the facility in north Bangkok, told Reuters. The protesters want to suspend what they say is a fragile democracy destabilised by former telecoms tycoon Thaksin, whom they accuse of nepotism and corruption. They want to eradicate the political influence of his fam-

“CHAOS WILL ENSUE” The Election Commission has argued that the country is too unsettled to hold an election now. It also points out that candidates have been unable to register in some constituencies, meaning there would not be a quorum to open parliament even if voting went ahead. “We believe chaos will ensue ... Our new recommendation is to hold elections within three or four months,” Somchai Srisutthiyakorn, a member of the Election Commission, told reporters as he went into the meeting. As the protest movement drags on into its third month, the government has issued an ultimatum to leaders that they face arrest by Thursday if they do not give up areas of Bangkok they have taken over. The government has declared a state of emergency in the capital and Labour Minister Chalerm Yoobumrung, in charge of enforcing the decree, said an arrest warrant would be sought against protest leader Suthep Thaugsuban and others on Tuesday. “If the court issues arrest warrants for the protest leaders at 3 p.m. today, we will start capturing them. Suthep has refused to negotiate with us so we don’t know what else to do,” Chalerm told reporters. The government declared the emergency last week but it has shown no sign of using its powers, nor did authorities move to arrest Suthep after earlier arrest warrants were issued.

10 Lee Yong-dae banned for missing dope tests Dimapur

Wednesday

29 January 2014

SEOuL, JAnuArY 28 (rEuTErS): South Korea's Olympic badminton gold medallist Lee Yongdae has been hit with a oneyear ban for missing doping tests, the Badminton World Federation (BWF) said on Tuesday. The 25-year-old won mixed doubles gold at the 2008 Games in Beijing and a bronze medal in the men's doubles in London four years later. Another Korean player, Kim Ki-jung, was also banned for one year. The ban was effective until January 23, 2015, the federation said in a statement, meaning the players would miss the Asian Games in Incheon later this year. "Korean badminton players Kim Ki-jung and Lee Yong-dae have each received a one-year sanction for violating the requirements relating to filing whereabouts information and resulting missed tests under the BWF Anti-Doping Regulations," the BWF said. "Kim and Lee were required to provide whereabouts information for the BWF to conduct outof-competition testing. In 2013, both athletes accumulated three whereabouts failures in connection with this administrative process." The BWF said it chose not to dish out the maximum two-year ban "due to the Badminton Korea Association's failure ... to make diligent efforts to keep the BWF informed about the players' whereabouts." A doping hearing panel recommended that the Korean association should be fined and the BWF said it would determine whether additional sanctions were

appropriate. Both players had the right to appeal the decision to the Court of Arbitration for Sport, the statement said.

FAILURES Kim Jung-soo, executive director of Korean badminton, told a news conference later on Tuesday that the two players would never intentionally miss doping tests. "When the WADA inspectors visited the Taeneung National Training Centre in March and November last year, Lee and Kim were not there as they were participating in local and international competitions," Kim said. "We failed to submit a whereabouts report online

OKLAHOMA CITY, JAnuArY 28 (AP): Kevin Durant played the fourth quarter Monday night with the intensity of an NBA Finals game. Showing plenty of emotion down the stretch and scowling at the Atlanta bench on multiple occasions, Durant scored 41 points to rally the Oklahoma City Thunder past the Hawks 111-109 for their eighth straight victory. The star forward hit the game-winning jumper with 1.5 seconds left, capping Oklahoma City's comeback from a 14-point deficit in the second half. "I know we play a lot of games and a lot of people say January doesn't mean anything," Durant said. "But when you're playing this game with your heart and passion like we do, sometimes you've got to sit back and just enjoy it." Durant scored 13 in the fourth quarter, including a 16-foot, step-back jumper with 25.5 seconds remaining that put the Thunder ahead for the first time since the opening 2 minutes. Paul Millsap tied it for Atlanta before Durant knocked down the decisive 12-footer while being guarded by DeMarre Carroll. "Coach just drew it out for me and I had to make a play," Durant said. "It was an emotional game. It was up and down the whole game. My emotions were everywhere, so I just had to try to keep it together at the end of the game and make a play for my team." Shelvin Mack tried to throw a pass to Millsap on the final play, but Thabo Sefolosha knocked it away. Millsap scored 23 points to lead the Hawks, who managed only one basket and

LOnDOn, JAnuArY 28 (AFP): Sergio Aguero has warned Manchester City's title rivals he will do everything in his power to fire the club to Premier League glory this season. Aguero scored a hat-trick in City's FA Cup fourth round win over Watford to take his goal tally so far this term to a remarkable 25 from 24 appearances. While Aguero's second half treble once again showcased his sublime skills, more significantly the goals spared City's blushes after Manuel Pellegrini's team trailed 2-0 against second tier Watford. Pellegrini, whose side continue their challenge for the Premier League title at Tottenham on Wednesday, later branded City's defending in the 4-2 win as a "disaster" and said he could have made 11 substitutions at half-time. Fortunately for the City manager, Aguero is in the form of his life and shows little sign of being slowed by the calf injury that sidelined him over the Christmas period. Since returning to fitness, Aguero has scored six times in four matches to keep City firmly in the hunt for an unprecedented quadruple trophy haul. The 25-year-old is happy to take the plaudits when he

shines, but he is more concerned with ensuring City finish the year with silverware. "The important thing is the goals contribute to the team's victories and we win titles," Aguero said. "I don't have any specific goals to reach but (I want) as many as possible. "We weren't expecting to score four goals. We knew at half-time we needed to improve and in the end we

won and we have made it to the next round. We are happy with that." City travel to White Hart Lane unbeaten in their last 10 matches in all competitions and having scored 22 goals in their previous five games. But Pellegrini's team will have to maintain that blistering pace to keep in touch with leaders Arsenal, who have been in fine form themselves.

The Gunners can open up a four-point lead at the top if they win at Southampton on Tuesday, leaving City will little margin for error when they arrive in north London. If Aguero does draw a rare blank on Wednesday, Pellegrini can still turn to a battery of other top-class strikers, including Montenegro international Stevan Jovetic, who has finally recovered

from a series of ailments. Jovetic has endured a torrid time since his ÂŁ22 million move from Fiorentina due to a succession of injuries and illnesses. Jovetic suffered a hamstring injury in pre-season, another early in the campaign, and he then limped out of a game in October with a calf problem. He was due to return for the League Cup quarterfinal at Leicester in

December but went down with food poisoning and then injured a quad muscle. The 24-year-old is now back in contention and after making two successive substitute appearances he is anxious for more game time with a team that has clocked up 110 goals this season. "It's much easier when you play and score goals but unfortunately for me it's not been a good way to start," he said. "But I know I can do so many good things for this club. I hope I will show that in the next four months. "There's a lot of games, so hopefully we'll win a lot of trophies." Fifth-placed Tottenham should pose a stern test of City's title credentials after improving quickly under new manager Tim Sherwood. Sherwood, who replaced the sacked Andre Villas-Boas in December, has masterminded five wins in his six league matches in charge and his team are desperate to avenge the embarrassing 6-0 loss they suffered against City at Eastlands in November. "Hopefully we can put it right now. Everybody wants to be 110 percent for this game, " Tottenham midfielder Christian Eriksen said. "Everyone knows you have to be on your toes when you play City.

Brooks said he has run out of superlatives to describe what Durant is doing. "There's nothing more to say," Brooks said. "He's a special player. He's going to be an MVP candidate until he decides to retire. He's an amazing teammate, which I'm as proud of that, as he is as a player. He cares about the game. He cares about his team. He cares about Oklahoma City. He's just a great ambassador, not only to our team but the league and to

the basketball world." Reggie Jackson had 18 points for Oklahoma City (36-10), which takes the Western Conference's best record into a showdown Wednesday at Miami, the two-time defending NBA champion. The Hawks led by 14 early in the third quarter and still held a double-digit advantage in the final minute of the period before Durant fueled the Thunder's rally. His layup with 2:11 left tied the score at 107.

Red Bull unveils car for 2014 season

JErEZ, JAnuArY 28 (AP): Red Bull unveiled the car it hopes Sebastian Vettel will steer to a fifth consecutive Formula One world championship on Tuesday, but chief designer Adrian Newey said a major switch to six-cylinder engines means "all bets are off." Four-time defending world champion Vettel and new teammate Daniel Ricciardo pulled the tarp off the RB10 on Tuesday at the Jerez circuit, just before the start of preseason testing on Tuesday. They then posed for photos with Newey team boss Christian Horner. F1 tweaks the rules governing the engineering of cars each season, but this year's changes have required a major change in design. That has led to speculation Red Bull may have trouble to extend its four-year dominance of the competition, which last year saw Vettel match Michael Schumacher's record of 13 wins in one season as he cruised to the title. Red Bull said its new car was "our first interpretation of F1's radical new technical regulations" and that it "has little in common with its predecessors." Newey agreed that the new rulebook may give Ferrari, Mercedes and Lotus a better chance at finally ending Red Bull's reign. "I can't see there are any favorites," said Newey, who is widely recognized as F1's leading designer. "It's so new and open. All bets are off." "I guess with our performance of last year we could have been happier if the regulations hadn't changed," said Newey, who said the main pressure falls on Red Bull's engine manufacturer, Renault, as well as competitors Ferrari and Mercedes, to revamp the engines. "Probably all three feel they could have done with another six months," said Newey. Newey said that Red Bull would focus on working out the kinks of its new car first, and then worry about pushing its performance level. That means that the first few races of the seasons may not indicate who finally emerges as title hopefuls. Besides switching to a 1.6-litre V6 turbo engine instead of last year's 2.4-litre V8 engine, the rule changes focus on boosting cars' energy recovery systems, which generate energy from braking and through waste heat from the engine.

n artist has challenged Disney's portrayal of the 'ideal' woman by reimagining some classic princess characters as disabled. In Alexsandro Palombo's Disabled Disney Princesses, Poca-

egendary folk singer Pete Seeger, "a living archive of America's music and conscience" who inspired the likes of Bob Dylan and Bruce Springsteen, has died at the age of 94, US media reported. With a career spanning decades, Seeger was credited with popularizing the hymn of the civil rights movement, "We Shall Overcome" and was known for renditions of songs like "If I had a Hammer" and "Where Have all the Flowers Gone." He passed away of natural causes Monday at New York-Presbyterian Hospital where he was admitted a week earlier, his grandson, Kitama Cahill Jackson said, according to the New York Times. Seeger played 12-string guitar or five-string banjo. He sang topical songs and children?s tunes as well as anthems, and often urged his audience to sing along. He was an ardent social activist and his career mirrored the concerns of the American left, the Times said. He sang for the labor movement in the 1940s and 1950s, for civil rights marches and anti-Vietnam War rallies in the 1960s. He also intoned for environmental and antiwar causes in the 1970s and beyond. He was a mentor to folk and topical singers in the '50s and '60s, among them Bob Dylan and Don McLean. Bruce Springsteen drew on Seeger's work in his 2006 album, "We Shall Overcome: The Seeger Sessions," from Seeger’s repertoire of traditional music about turbulent American life. At a Madison Square Garden concert celebrating Seeger?s 90th birthday, Springsteen introduced him as "a living archive of America’s music and conscience, a testament of the power of song and culture to nudge history along," The Times said. "At some point, Pete Seeger decided he'd be a walking, singing reminder of all of America's history," The Boss said

at that event. "He'd be a living archive of America's music and conscience, a testament to the power of song and culture to nudge history along, to push American events towards a more humane and justified ends," said Springsteen. Springsteen performed Woody Guthrie's "This Land Is Your Land" with Seeger at the Lincoln Memorial concert marking President Barack Obama's 2008 inauguration. Seeger had a gift for inspiring people to sing along with him. "There's no such thing as a wrong note as long as you're singing it," he told the 15,000-strong crowd at the 90th birthday celebration in New York. Seeger inspired a generation of folk singers and musicians that included the Kingston Trio and Joan Baez. She once said: "We all owe our careers to Pete Seeger," the Los Angeles Times reported. "Pete is America's tuning fork," author and oral historian Studs Terkel once said of him. "His songs capture the essence and beauty of this country." He was born May 3, 1919, in Patterson, New York, into a musical family, the LA Times said. His father, Charles Louis Seeger, was a noted musicologist and educator, and his mother, Constance de Clyver Edson, was a violinist and teacher. Seeger was awarded the National Medal of Arts in 1994. That same year he was honored by the Kennedy Center. In 1996, he was inducted into the Rock and Roll Hall of Fame, and won a Grammy Award for best traditional folk album for "Pete." A 2008 album, "Pete Seeger at 89," also won a Grammy. All told, he recorded dozens of albums and records, and compiled a series of instructional songbooks. His wife, Toshi, whom he married in 1943, died in 2013. His survivors include son Danny and daughters Mika and Tinya Seeger-Jackson.

Singer Prince is suing Facebook users for millions over copyright infringement. The lawsuit filed Monday in the Northern District of California seeks damages of $1million each from 22 different people – a total of $22million – for posting links to bootlegs of live shows. The filing lists Prince Rogers Nelson as the plaintiff and names only two people, the other 20 are shown by online user names. It was first reported by Torrent Freak. ‘The Defendants in this case engage in massive infringement and bootlegging of Prince's material,’ the lawsuit claims. One of

While many have praised Mr Palombo for breaking down stereotypes, others have questioned why he has depicted only specific types of disability, leaving out facial deformities and other cases that should be addressed. Still, many agreed that his illustrations are a positive step towards challenging the conventional notion of beauty that Disney commonly adheres to. This is not the first time Disney has been criticized for a lack of character diversity. Last year, the company was slammed for giving Brave's Merida - known for her wild hair and fuller fig-

ure - a makeover that saw her slimmed down and made more stereotypically pretty. And in June, a mother named Ashley Martin launched a Change.org petition asking Disney to create a disabled princess for her daughter to look up to. 'Every little girl dreams about being a princess. To a girl with a disability, the popular Disney princesses are another reminder of how society sees beauty,' she wrote on the website. 'Creating a disabled princess will help not only a disabled girls self esteem but will encourage society to look outside their "beauty" box.'

NZ beat India by 7 wickets to clinch ODI series

HAMILTON, JANuAry 28 (PTI): India slumped to their second consecutive series defeat overseas as New Zealand rode on Ross Taylor's unbeaten century to thrash the visitors by seven wickets in the fourth one-dayer and take an unassailable 3-0 lead in the five-match rubber on Tuesday. Chasing 279 for victory, the Kiwis reached 280 for three in 48.1 overs with Taylor scoring a matchwinning 127-ball 112 not out to take the hosts home with 11 balls to spare. Taylor also shared two important partnerships first with Kane Williamson (60) putting on 130-run for the third wicket and then with skipper Brendon McCullum (49 not out), an unbroken 92 runs for the fourth wicket. For India, Mohammed Shami (1/61) and Varun Aaron (1/51) were the only wicket-takers but they proved to be extremely expensive. Ravindra Jadeja (0/33) and R Ashwin (041) bowled economically, but couldn't claim a wicket, which proved to be costly. Bhuvneshwar Kumar (0/62) too proved to be ineffective. Stuart Binny (0/8) and Ambati Rayudu (0/23) didn't get second spells. Earlier, India skipper Mahendra Singh Dhoni and Ravindra Jadeja had produced magnificent late onslaught after opener Rohit Sharma scored a halfcentury, to guide India to 278 for five in their allotted 50 overs. In reply, New Zealand got off to a rollicking start with Jesse Ryder and Martin Guptill mistreating the Indian bowling attack. The two of them scored a

flurry of boundaries, especially off Mohammed Shami's bowling, and together hit 10 fours and a six in their opening stand of 54 runs. But once again Ryder failed to sustain and was bowled in the eight over by first-change Varun Aaron. He scored 19 off 18 balls with four boundaries. Guptill was gone four runs later in the never next over, as Shami extracted his revenge from the opposite end, trapping the Auckland centurion LBW. He scored

35 off 27 balls (6X4, 1X6). Williamson and Taylor thereafter capitalised on the platform laid by the openers. India had lost 0-2 to South Africa in the threegame ODI series in their last tour. As Taylor and Williamson were scoring heavily, Dhoni brought in Jadeja and Ashwin to put the brakes on the run flow and the two spinners bowled in tandem for 10 overs, giving away only 30 runs. But the medium pacers had to come back into the attack and that once again

opened the flood-gates as the next 10 overs yielded 70 runs with Taylor and Williamson putting the chase back on track. Their 50-run partnership off 86 balls had come in the 23rd over as Rayudu bowled some part-time spin. Taylor then brought up his half-century and New Zealand crossed the 150-mark as well. It was Williamson's turn to celebrate in the next over, scoring his fourth consecutive fifty in the series, and his 10th in ODIs overall.

HAMILTON, JANuAry 28 (PTI): A dejected India captain Mahendra Singh Dhoni on Tuesday held the poor performance of his pacers responsible for the visitors' humiliating 0-3 ODI series loss against New Zealand. Trailing 0-2, India on Tuesday lost the fourth ODI by seven wickets against New Zealand to slump to their second consecutive series defeat overseas. "Frankly, our bowling was quite disappointing. This was a kind of wicket where one thing you don't want to do is to bowl short and wide. I think we consistently did that with the new ball and the older ball. We often complain about the five fielders outside the circle, but when you bowl short and wide it doesn't matter. I think the fast bowlers gave away too many runs. Talking about spinners, they bowled well and hit the right areas," Dhoni said at the post-match presentation ceremony. Chasing 279 for victory, New Zealand reached 280 for three in 48.1 overs with Ross Taylor hitting a matchwinning 127-ball unbeaten 112 to take the hosts home with 11 balls to spare and take an unassailable 3-0 lead in the five-match rubber. This was India's second consecutive series defeat on the foreign soil after the South African tour. Dhoni said lack of partnerships did them in as they lost wickets at "wrong time". "We struggled at the top. I think the last game we got some kind of start going but this time game again we struggled. Once

10 overs are gone, we lost couple of wickets. "We have to get some kind of partnership going, we did get some kind of partnership going late in

the day but we lost wickets at the wrong time which means it puts pressure on the middle-order and that frustrates you because then you fail to get those extra 15-

20 runs for par plus score," he said. The skipper praised the New Zealand bowlers for hitting the right areas and not allowing the Indian batsmen free their arms.
