Police caution on red beacon DIMAPUR, AUGUST 28 (MExN): The Superintendent of Police, Dimapur has informed that as per the government notification issued earlier, Dimapur traffic police will conduct strict checking on private and unauthorized vehicles using red beacon light/siren in and around Dimapur with immediate effect. The SP in a press note cautioned that offenders will be penalized as per provision of the law and the red beacon light/siren shall be seized accordingly.

KSU to lock down Mon DEO

DIMAPUR, AUGUST 28 (MExN): The Konyak Students Union has decided to lock down the District Education Office, Mon on August 29, as there are no Math and Physics teachers at the Mon Government Higher Secondary School. KSU President, T Methna Konyak informed that since the start of this academic session students have “suffered” due to the lack of teachers in the school. He informed that the examinations scheduled for September 6 “cannot be held as there are no teachers.” The KSU had approached the District Planning Board to address the issue, “but no action has been taken.” He revealed that elected members were urged to deputize two teachers (one from Tobu and one from Longwa) to GHSS, Mon. However, he lamented that the members were “reluctant to do that.” The KSU President further said that despite approaches to the higher authority, there has been no action. The KSU has resolved that the lockdown of the DEO’s office would continue until the matter is resolved and the welfare of the students is taken care of. The KSU President lamented that in the present scenario, the current batch of 55 students would all fail due to negligence of the authority.

MUMBAI, AUGUST 28 (PTI): The rupee on Wednesday collapsed to a lifetime low of 68.85 against the dollar and closed at 68.80, registering its biggest single-day loss of 256 paise, as global oil prices jumped, deepening concerns about the current account deficit and capital outflows. Consistent dollar demand from banks and importers, mainly oil refiners, following higher crude oil prices, kept the rupee under pressure. At the interbank foreign exchange market, the rupee opened at 66.90 a dollar against 66.24 previously and dropped to 68.75 in late morning deals. It recovered some ground in the afternoon after the central bank was said to have intervened but dropped to an all-time intra-day low of 68.85 before ending at 68.80, a fall of 256 paise or 3.86 per cent. “There is a shortage of dollars in the market as participants are expecting the rupee to fall to 70-72 level,” said Naveen Raghuvanshi, associate vice-president

NEW DELHI, AUGUST 28 (PTI): With the rupee breaching an all-time low of Rs 68 against the US dollar and fears of mounting fiscal deficit, the opposition on Wednesday targeted the UPA government. While the BJP said the government has run out of ideas and should quit, the Left parties said the country was heading towards an economic emergency. The BJP asserted the UPA should step down charging that it has “completely run out of ideas to deal with the crisis”. “I have been saying that the only thing that will stabilize rupee and market at this point of time is for the government to resign and go for fresh elections,” BJP leader and former finance minister Yashwant Sinha said. “Indian economy under Manmohan Singh is on ventilator in the ICU,” Ravi Shankar Prasad deputy leader of opposition in the Rajya Sabha said. “Why is the Prime Minister silent,” he asked, saying in the prevailing crisis, it was for the economist PM to assure the country of the steps being taken to deal with it. Making a veiled remark on enhanced public expenditure envisaged by the government on account of the proposed Food Security Bill, Prasad said “...in this scenario you keep doing reckless expenditure and populist measures. These will only aggravate the problem.” CPI leader Gurudas Dasgupta said the country is heading towards “economic emergency.”

DIMAPUR, AUGUST 28 (MExN): The United Naga Council has resolved that no land in Naga areas will be allowed for development projects or exploitation of natural resources by Government agencies or companies without the free, prior and informed consent of land owners, respective tribe councils and the UNC. A press note from the UNC informed that this was decided through deliberation of the UNC Presidential Council at the town hall, Mao gate on August 27. The UNC said that Naga people are not against development of infrastructure or facilities in Naga areas. It claimed that ‘No Objection Certificates’ have been obtained from “simple minded villagers surreptitiously through back doors without their informed consent, as in the case of seismic survey for oil and natural gas.” It added that the “development aggression through mega projects” has sowed seeds of discord among the people and traditional ownership of land have been “disre-

spected.” The UNC asserted that such “mischief” will not be allowed henceforth and the tribe councils will closely monitor such attempts in their respective jurisdictions. The UNC said that forcible encroachment upon traditional territory through physical intrusion, transfer of land to other administrative units and attempts to barter away our land” while carrying out the Indo-Burma boundary fencing will be opposed without compromise. It further expressed concern at the “mushrooming of social and cultural organisations bearing umbrella names suggestive of membership and constitution, but without actual and due mandate of the people who are suggested/included in the nomenclature used by such organisations.” The UNC said that such organisations have been “used by the adversary to dilute our issues by creating confusion.” As such, it has decided that respective tribes council will check, disallow and derecognise any such organisation and individual behind such formation. DIMAPUR, AUGUST 28 (MExN): In response to the mass killing of Amur Falcons recorded last year, a campaign to protect the migratory birds has been launched in Wokha district. The ‘Friends of the Amur Falcon’ campaign will include nature education, creation of Amur Falcon Ecoclubs, patrolling and enforcement as well as scientific study of the birds. Thousands of Amur Falcons migrate through Nagaland every winter on their 22,000 journey from Siberia to South Africa. Nagaland Wildlife and B i o d ive r s i t y Conservation Trust, a Dimapur based NGO has taken the principal lead in this campaign. The campaign is supported by conservation institutions like Wildlife Conservation Society, Birdlife, Bombay Natural History Society, Raptor Research and Conservation Foundation and Wildlife Conservation Trust. There is also support from the Government of Nagaland. The local administration (Deputy Commissioner) as well as Department of Forests, Ecology, Environment and Wildlife will step up vigilance to prevent any hunting this season. A press note informed that this programme “opens a window into the world of nature education as a tool for conservation.” A ‘training the trainer’ workshop will prepare participants to help educate kids in the villages. The formation of Ecoclubs in specific villages will focus on nature and wildlife education, fieldwork, creative arts and photography. Bano Haralu, Managing Trustee of the NWBCT said that “local communities respond better when the youth are educated and this can only happen through intensive grassroot education.” In 2012, NWBCT documented the massacre of thousands of the Amur Falcons in Wokha district. The birds descend along the banks of the Doyang River, where hunters set up nets to catch them. These findings were published in Conservation India, resulting in national and international outcry.

ITANAGAR, AUGUST 28 (PTI): A shocking case of 14 minor girls allegedly raped by the hostel warden of a private school in Likabai in West Siang district has come to light after students reported the matter to police. The rape of the girls in the age group of 4 to 13 for over three years has triggered protests with local residents, students and members from the civil society hitting the streets last evening in protest. They gheraoed the Likabali Police Station, demanding capital punishment for the culprits. Vipin Wisvan, a teacher in the school, who also serves as warden of the hostel, was arrested yesterday in this connection. The school

principal and two other staff were also detained for interrogation. A case had been registered at the Likabali Police Station and an investigation was on, the police said. According to police, the molestation and rape of students were going on for three years. After committing the offence, the accused threatened the girls with dire consequences if they disclosed his act to their parents. It was alleged that when the matter was brought to the knowledge of the school principal by the students yesterday, the principal tried to hush up the matter. Then a few students mustered courage to scale the boundary wall and reported it to the police.

DIMAPUR , AUGUST 28 (MExN): The Action Committee of the All Nagaland Government College Teachers’ Association (ANGCTA) has said that the Nagaland state government’s decision to release the teachers’ pay arrears in 20% cash and 80% GPF is “in direct contravention of the instructions of the MHRD…which clearly directs the state govt. to pay the arrears in cash and to get the 80% central share reimbursed after producing the arrears payment evidence.” This was stated in a press release from the Convener and Member of ANGCTA’s Action Committee, formed to look into the issue of non-payment of arrears as per the 6th revision of pay from January 2006 to March 2010. The body also noted that the Higher and Technical Education Commissioner & Secretary’s state-

ment about that UGC pay scale implementation not being automatic but a “conscious decision” made by the Nagaland state government is “superfluous” because the UGC norms have already been accepted and being implemented in the state. “Our demand is merely that the state government stands by what it has already committed to,” it stated, also explaining why their demands are “reasonable.” While hoping that “our students” will continue to support the teachers, ANGCTA reiterated that the ongoing agitation has been “forced on us since all other alternate channels of redressal have been exhausted over the past couple of years.” The government college teachers have expressed their commitment to ensure that “lost time will be made up in full without any academic loss to the students.” Full text on page 4

To avert second disaster, the residents of D. Block, Kohima made a fervent appeal to the concerned authority/department to construct a proper drainage system at the stream side. Talking to media persons, Avilie Angami said the people of Nagaland were relief for the good work of PWD for construction of retaining wall at the sinking area of D. Block, the lifeline road of Kohima. He however said that it do not know how long this road will be able to sustain as sinking started already just below the retaining wall. It expressed an apprehension that without proper drainage system at the bottom i.e stream side, this may create another second disaster at the same spot. Meanwhile, the citizen of D. Block appealed to the concerned department urban development or Nagaland Disaster Management Cell to immediately take up the matter with seriousness and construct proper drainage system at the stream side. Unless proper drainage system is done at the bottom i.e stream side the much effort put on upper side will not fetch a desirable result, said another citizen of D.Block.

Kohima, august 28 (mExN): The Northern Angami Students Union (NASU), having seen the non-compliance by some city buses, unawareness of students in particular and public in general of the existence of revised rate of city bus fare in Kohima undertook an awareness drive in the form of checking on August 27. NASU President Kehounei-o Thernuo and General Secretary Ruokuovizo Chiese in a press release said that during the checking many buses were not implementing the revised rate. Therefore, the Union with its volunteers enforced the compliance by the defaulters of the directive. “Taking into consideration the plight of the students’ community in particular and the public in general, the union will continue in its endeavour to enforce the compliance of the directive,” NASU officials said. It further added that in the near future, if any city bus were found violating the fixed rate and the directive, the Union would resort to the course of action. Dimapur, august 28 (mExN): Training on Adolescence Education Programme (AEP) was conducted for school teachers and church workers under Peren district from August 19 to 27. The two-day training was conducted in three batches for teachers of government higher and high school, private high schools, government middle schools as well as youth director and presidents of different churches under Peren district. Myanmar Army intrudes into Manipur border village

The two-day meeting of the North Eastern Regional Power Committee (NERPC) comprising Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura will be held here September 4-5. “The northeastern region has been facing numerous problems in the power sector. The NERPC would take some specific steps to complete the under construction power projects in the region in their re-scheduled time frame,” Tripura Power Minister Manik Dey told IANS. Dey, who is the chairman of the NERPC, said that the region can produce more than 60,000 MW of power if the resources available in the region can be utilised properly. “The region has also being facing numerous problems on power transmission among the seven states,” he added. Power ministers of the seven northeastern region and representatives of power sector PSUs under the central government are the members of the NERPC. According to an official document of state-owned North Eastern Electric Power Corporation (NEEPCO), the hydro-power potential alone of the northeastern region is estimated at about 58,971 MW, but only less than two percent (1,200 MW) has so far been harnessed till early this year. Meghalaya seeks 3,120 crore 'special package'

shilloNg, August 28 (iANs): Meghalaya Chief Minister Mukul Sangma has sought a Rs 3,120 crore special package from Prime Minister Manmohan Singh for developmental projects, an official said on Wednesday. In a memorandum submitted to Prime Minister Manmohan Singh on Tuesday, Sangma requested the Centre to consider granting a "special package" to finance seven projects, on a 100 percent central funding basis, over and above the plan outlays of the state. "This would undoubtedly be recognised by the people of the state as the noblest gesture on the part of the Centre towards realising their genuine aspirations," Sangma said. The projects include setting up of the International Centre for Performing Arts and Culture at an estimated cost of Rs 350 crore, constructing the Meghalaya Legislative Assembly building, also at an estimated expenditure of Rs 350 crore and establishment of the State Medical College at Tura in West Garo Hills, at a cost of Rs 160 crore. The other projects outlined by Sangma include setting up the Integrated Ganol Drinking Water Supply and Irrigation Project in Garo hills at a cost of Rs 350 crore, establishment of the New Shillong Township at an estimated expenditure of Rs 350 crore, construction of a State Technical University at a cost of Rs 60 crore and Rs 1,500 crore for the Integrated Basin Development and Livelihood Promotion Programme. "These projects are of critical importance because they address two aspects of our economy which are vital to sustain growth. First these will help fill a crucial infrastructure deficit thereby creating ambient conditions for improving the quality of life of our people as well as accelerating the pace of socioeconomic growth and well-being," Sangma said. Moreover, he said the projects are aimed to create a cadre of dedicated professionals in neglected areas of health and technology. "All the above projects have the potential to change the face of the state and capture the imagination of the people. These can change the entire discourse for the state and the region from backwardness, insurgency and alienation to a pulsating and vibrant community of education, music and culture with socio economic infrastructure that provides sustenance and support," he said. At the same time, Sangma said Meghalaya was well behind the national average in terms of many socio-economic parameters and the "gap has been widening". To arrest this trend, he said the state government had taken a lot of steps and this has "resulted in a far better performance during the Eleventh Plan period".

Talking to journalists in Imphal on Wednesday, Gangmei said that there is no Indian who will be happy when some areas are lost to a neighbour. He said that the Manipur government is keeping its eyes and ears open and is certainly not remaining

silent over the issue. “The government had set up a high powered committee to look into the issue. The committee members had visited the border areas and government is waiting for its report. As soon as the government receives the official report a ministerial team will visit the border areas to make an on-the-spot inquiry,” he said. He further said that the Manipur government is sending reports of all developments on the border issue to the Union government. The government committee headed by Principal

Secretary (Home) Suresh Babu had visited the border areas on Monday. Babu told journalists that it was a security fence and not a border fence. But he was silenced by activists who wanted to know which part of India’s border has both security and border fences side by side. Why should a security fence bifurcate most of the tribal villages along the border, they wanted to know. Governor Ashwani Kumar also visited the border areas on Tuesday. He assured the people that he will take up the matter with the Union government.

NPA informs on enrolment DIMAPuR, August 28 (MexN): The Nagaland Press Association has informed media persons in the state that the process of enrolment to the Nagaland Press Association (NPA) had begun based on an earlier circular dated November 25, 2011, which had been issued to all Nagaland based RNI registered newspapers. A review meeting of the NPA Interim body was held on August 27-28, 2013 wherein it was decided to complete the enrolment process by September 15, 2013 and after which a General Body meeting will be convened for the purpose of electing new office bearers. This was informed through a press note from the President of the NPA, K Temjen Jamir. The note said that while quite a good number of media persons have submitted their forms and membership fees, many have still to enroll themselves and for which this press statement is being circulated as a reminder for “all concerned media friends.” The NPA has requested the respective Editors/Publishers to ensure that those who have not yet enrolled to do so on or before September 15, 2013. 86 % milk samples from Nagaland flout FSSR

DIMAPuR, August 28 (MexN): A national survey conducted by the Food Safety and Standards of Authority of India shows that 86 percent of milk samples collected from Nagaland did not conform to the Food Safety and Standards Regulations (FSSR), 2011. This denotes that Nagaland registered the sixth highest percentage of milk samples

that did not conform to the aforementioned regulations. This was revealed by the Union Minister for Health and Family Welfare at the Rajya Sabha on Tuesday, August 27. Overall, 68.4 percent of milk samples collected from all states did not conform to the safety standards and regulations. Bihar, Chhattisgarh, Daman and Diu, Jharkhand,

Orissa, West Bengal and Mizoram registered 100 percent of non conforming samples while Goa and Puducherry registered zero percent of non conforming samples. A communiqué from the Press information Bureau, Government of India informed that implementation of the Food Safety and Standards Act, 2006 rests with

State/UT Governments. Random samples of food items including milk are drawn by the State Food Safety Officers and sent to the designated food testing laboratories for analysis. It added that penal action is taken against the offenders, in case samples are found not conforming to the provisions of the FSS Act and Regulations.

Namri Nchang calls for change of mindset

A

nd we, as journalists, write it. Publishers print it, and rumour in Nagaland is easily paraded as the truth. Rumours begin with ambiguity and spread panic. This is especially true of places where people are weak and vulnerable, faced with disinformation or none at all. In 2005, a notice was put up on the wall of the Avnstrup refugee center in Denmark. It stated that all Iraqi asylum seekers must return to Iraq on a specific date. This led to worry, anger and fear among those at the center; angry asylum seekers rioted inside the center itself. Later, it turned out that the information had been incorrectly translated and the message was a mistake. In a febrile society like Nagaland where truth remains elusive as an intentional part of the political agenda, rumours have far reaching consequences. This week, newspapers published a news item on the “brutal murder” of a 10 year old boy based on fabricated tales. The report suggested that the child’s “mutilated body” was found “dumped” in a river—that someone had taken his eyes out and indirectly implicates someone wearing a red T-shirt and shorts with whom the boy was last seen. The report is not the result of an official investigation nor is it a collection of facts. It is a hearsay version of the aggrieved family and neighbours, as confirmed by the journalist who wrote the report. In the absence of a post-mortem, the police had found nothing to suggest that the boy, who had been missing for a week before his body was located in a river, was killed. Should we believe the police in a state like Nagaland? Probably not, but this is not a matter of belief, it is a matter of evidence. Did the journalist investigate beyond hearsay to find evidence? Not. Could the body have accidentally drowned and decomposed over the week? We don’t know. Instead of looking for facts, the report projected an “unusual” mystery, extrapolating a random collection of things that could have been the by-product of a picnic into a human sacrifice. Predictably, popular blogging sites picked up the news and few hundred comments poured in, some linking the murder to “anti christ” activities. This rumour piles on the existing rumours, and surrounding fear, of satanic practices. Say the persecution of a person/community ensues in the aftermath—who should be held responsible? As a community of journalists who shape opinion through information, we should. Journalistic ethics are not a term to be learnt in school and discarded at will. They shape our identity, and thus responsibility, to practice the freedom of speech. It is the selfill-treatment of media space that has made a vulnerable lot of journalists in Nagaland. We might function without security of any kind, threatened and bullied by politicians, bureaucrats, contractors and their foot soldiers, but it is when we lose the core of basic journalistic (or common) ethics that we finally crumble, becoming tools for propaganda. Rising Temperature, Rising Food Prices

A

griculture as it exists today developed over 11,000 years of rather remarkable climate stability. It has evolved to maximize production within that climate system. Now, suddenly, the climate is changing. With each passing year, the agricultural system is becoming more out of sync with the climate system. In generations past, when there was an extreme weather event, such as a monsoon failure in India, a severe drought in Russia, or an intense heat wave in the U.S. Corn Belt, we knew that things would shortly return to normal. But today there is no ‘normal’ to return to. The earth’s climate is now in a constant state of flux, making it both unreliable and unpredictable. Since 1970, the earth’s average temperature has risen more than one degree Fahrenheit. If we continue with business as usual, burning ever more oil, coal, and natural gas, it is projected to rise some 11 degrees Fahrenheit (six degrees Celsius) by the end of this century. The rise will be uneven. It will be much greater in the higher latitudes than in the equatorial regions, greater over land than over oceans, and greater in continental interiors than in coastal regions. As the earth’s temperature rises, it affects agriculture in many ways. High temperatures interfere with pollination and reduce photosynthesis of basic food crops. High temperatures can also dehydrate plants. When a corn plant curls its leaves to reduce exposure to the sun, photosynthesis is reduced. The earth’s rising temperature also affects crop yields indirectly via the melting of mountain glaciers. As the larger glaciers shrink and the smaller ones disappear, the ice melt that sustains rivers, and the irrigation systems dependent on them, will diminish. The continuing loss of mountain glaciers and the resulting reduced meltwater runoff could create unprecedented water shortages and political instability in some of the world’s more densely populated countries. Scientists also expect higher temperatures to bring more drought – witness the dramatic increase in the land area affected by drought in recent decades. A team of scientists at the National Centre for Atmospheric Research in the United States reported that the earth’s land area experiencing very dry conditions expanded from well below 20 percent from the 1950s to the 1970s to closer to 25 percent in recent years. As the earth’s temperature rises, scientists expect heat waves to be both more frequent and more intense. Stated otherwise, crop-shrinking heat waves will now become part of the agricultural landscape. Among other things, this means that the world should increase its carryover stocks of grain to provide adequate food security.

‘I Believe You’

The Silence and the Shame of Sexual Violence in Church

S

everal years ago, Amee Paparella was an eager student at a state university in Ohio. A conservative Christian, she quickly signed up to join the campus ministry. What she found in the group surprised her. “It was so misogynistic,” Paparella recalled. “My leaders perpetuated this hyper-masculinized idea of God as physically a man.” Over the years, Paparella wrestled to reconcile this image of God with her own faith, often to the discomfort of her peers. But an incident of sexual abuse within the ministry proved the breaking point. When it was discovered that a young man had been abusing his female partner, also in the group, the campus minister and student leaders responded by encouraging the young woman to stand by her man and to pray with the other students for his healing. Paparella was horrified. “I realized, they don’t want me to think. After that, I just didn’t see how faith and women’s empowerment could be reconciled.” From that point on, she said, “the women’s movement really became my new church.” Several months ago, a young woman in Steubenville, Ohio, suffered a series of horrific, and horrifically public, violations. After being raped by two classmates, her abuse continued as photos of the incident were spread throughout social networks and ultimately to the national media. Not only did she suffer violations of her body, of her dignity, and of her privacy, she later suffered skepticism and blame from victim-shamers both online and in her community, and had her identity broadcast on cable news. As aggressive and hurtful commentary raced through the airwaves, few sought out faith leaders for their response. When members of clergy gathered in Steubenville for a prayer service, they urged those gathered to “bring unity to our community … and show we are a better place,” through “self-reflection and prayer,” but failed to directly condemn the rape as a crime. In fact, the purest public extension of grace towards the victim — the words “I believe you” — came not from a pastor, but a host on MSNBC. What has changed, from Amee’s experience twenty years ago to Jane Doe’s earlier this year? In many respects, very little. Unfortunately, stories of abuse even within the faith community are rampant. The church — society’s moral heartbeat and compass for centuries — too often has been hopelessly irrelevant at best and damnably complicit at worst. Surveys show more than half of women who experience sexual violence are churchgoers. But as gender equality transforms the workplace, the government, and the home, the church stands apart as a largely closed system to reform. For decades, abortion and homosexuality have been the political tentpoles of sexual controversy within Christian communities, built on an established undercurrent of premarital purity and abstinence. Discussion about sexual violence among Christians is rare. When it does happen, it is akin to AIDS and

human trafficking in its “otherization” — it is a tragedy that happens “somewhere else.” In the dirty swampland of human sexuality, sexual violence — rape, abuse, and the behaviors that lead there — remains the darkest, most shameful stain. Todd Akin’s imbecilic comment last August that when raped, women’s bodies have “ways to just shut that whole thing down” revealed his deep misunderstanding of women’s anatomy and a tone-deafness to the trauma of rape. As a former divinity student from a theological seminary in the Presbyterian tradition, his statements also shed light on a particularly potent combination of male-centric theology, patriarchal culture, and a fixation on prudishness. This strain persists in various articulations across denominations, from the numerous abuse scandals in the Catholic Church to popular Mars Hill pastor Mark Driscoll's cringe-inducing sexposés and tips for wives pleasuring husbands. The bad apples in leadership, distressingly, are plentiful enough. What’s arguably more distressing is the vast relative silence of otherwise-trustworthy faith leaders on this front. What explains their reluctance? According to sexual violence advocates, activists, and clergy members themselves, there is extreme pressure in church leadership against calling out sexual violence in their own communities. “Many just don’t want to believe it happens,” said Paparella, now Director & Organizer for Women’s Advocacy at the United Methodist General Board of Church & Society in Washington, D.C. Reverend Harry Knox, President of the Religious Coalition for Reproductive Choice, agreed. “It’s real for the pastor. We know when preaching whom we are preaching to, or about. It’s easy for clergy to don clerical garb and make speeches — it’s much harder to talk with our own congregants about our children, our norms; whether our practices make churches places of safety. Many do not feel equipped to properly take on the weight of these questions for their parishes. And well, if we can’t do it — who can?” It may be an emotional challenge for clergy to tackle, but a degree of professional loyalty also contributes to systemic inertia. “Most [denominations] don’t want to open their congregations up because of the Catholic Church’s horrific track record,” Paparella said. “They don’t want to be seen the same way. But this silence is what’s killing the church.” Indeed, issues like sexual violence can be “so fraught with moral and emotional tension” in congregations, Knox said, that church leaders tend to choose the path of least resistance. “What can our congregation do that won’t be controversial?” What’s taught from the pulpit extends to the pews, and stories of sexual violence within a faith community often feature the silence or tepid response of fellow parishioners. “Survivors don’t tend to go to faith communities for help,” Victoria Ferguson, founder of Kindred Moxie, a faithbased domestic violence advocacy network in Atlanta, Ga., said. “Clergy have not been their allies. There’s not

a history of support. Where else do they go?” In a culture that emphasizes victim-skepticism and self-doubt (“I always thought the victims of domestic violence were people who struggled with low self-esteem,” Ferguson said. “I had no idea it was happening to women just like me”), speaking up requires not only gumption, but education. “There is just a tremendous amount of information that faith communities do not have,” Ferguson noted. In many communities, the same skittish blueprint for sex (to wit: don’t do it until you’re married, and then all sex is good) is applied without much nuance or elaboration to youth, young adults, and 30-somethings alike. In others, factual misconceptions, even well-meaning, are promulgated in youth group culture and last well into adulthood. For example, the myth that rape is what happens when you make bad choices — the logical consequence of walking home alone, or showing too much skin, or hanging around the wrong friends — is pervasive, but incorrect. In reality, abuse is widespread across all demographic lines: 1 in 6 women will experience sexual assault. And the vast majority of abuse comes at the hand of acquaintance: 60 percent of rapes and 73 percent of sexual assaults are committed by someone known to the victim. More broadly at issue is how churches understand rape. In public society and secular institutions, rape is talked about as a power issue, more than a sexual one. Rape, intimate partner abuse, and other forms of sexual violence are couched in the language of distorted masculinity, or entrenched hierarchy, or domination and control, or creating healthy gender empowerment. When it comes to Christian institutions, however, rape tends to fall into the ample “sex is sin” bin, and gets swept away from conversation. Without mentorship or honest conversation about sex, generations of Christians are growing up with no guidance for engaging others with frankness and compassion in the inev-

itable complexities and compromises of real life. Combine a proclivity for silence about sexual contact with a belief system that has yet to reconcile men and women as fully equal, and what results is a church struggling with abuse, sexual intimidation, and rape. But the winds are starting to change. And it is lay people, along with church leaders, who are driving this change. Movements like Kindred Moxie are gaining steam within faith communities, and advocacy initiatives from groups within denominations (like Paparella’s) and from without (like Knox’s) are beginning to demonstrate long-term impact. Increasingly, where clergy are silent, individuals like Rachel Held Evans and Ann Voskamp have used their influence to share stories and begin speaking into the void. Platforms like these, to share stories and support, help survivors find each other and their own voice, Knox said. “Women and young adults are feeling more empowered. They’re not in isolation the way they used to be.” What’s needed to further nurture these voices? “Diligence and creativity,” Paparella said. “That’s the nature of social justice work. It’s not sexy. It’s a tedious ongoing effort to change culture.” For Ferguson, the best thing is encouragement. “Community leaders respond when we talk positively about what we want to happen; what healing looks like and how to get there. We [have to] ask, ‘How do we create what’s positive and right?’” After Steubenville, Christians within the church asked: When a young girl gets raped at a party, where are the faith leaders? But we cannot ask that question without its partner: When a woman in our faith community is abused and told by fellow believers to stay with her partner but pray for his recovery — where, too, are the faith leaders? “We just have to be there, and keep putting one foot in front of the other,“ Paparella said. “We’re moving. Slowly — but this change has roots. And I believe in resurrection.”

The numerous atrocities suffered by the Eelam Tamils under the IPKF, the murders, tortures, rapes and disappearances, do not form part of his confession. Thus, no mention of the same in the film. On the other hand, the reel LTTE are shown as fanatics, who even murder the wife of Vikram in India in their attempts to get to him. I am yet to hear of a single case where the real LTTE has deliberately targeted the family of officers or soldiers of even the genocidal Sri Lankan military. The LTTE, shown in the film as Liberation of Tamils Front (LTF), are shown as some intransigent armed rebel group that has support of the local population. Why did the armed struggle come about, what did the Sinhala state do to create such a situation, why did the Tigers oppose the Indian solution of 13th Amendment, why did the Tamil people stand with the ‘rebel group’, and what did the IPKF actually do in the course of its intervention – these are questions not even considered by the filmmaker. But the words “provincial council elections” are repeated to the point of being a slogan throughout the movie. Contrast this with the bare minimal usage of the word ‘Sinhalese’ in the movie – it is as if they had no role to play at all. The tagline for the movie was “Intercept the truth”. The first half of the film is concerned with the RAW agent’s covert operations in Jaffna. These include

scenes that allude to RAW’s role in supporting Tamil groups antithetical to the struggle for Tamil Eelam, the Mahattaya split and so. Of course, the intelligence failure in the famous ‘Jaffna University Helidrop’ is underplayed, though the filmmaker grudgingly acknowledges the superior intelligence of the Tigers at that time. The second half of the movie, concerned with the Rajiv Gandhi assassination, is actually banal. Other movies like ‘Mission 90 Days’ have covered the subject with more intensity, and with far more venom. Madras Cafe tells us that its LTF was a foot-soldier of foreign forces in carrying out the plot. "Corporations, big countries, big organizations," in short, "economic hitmen" supported the LTF, we are told. The purpose is "economic control, business deals and large arms contracts," it is asserted. An intelligence officer informs Vikram that the war is for Trincomalee, that the foreign forces wanted the LTF in power so that they can get the harbour, and that this would be a threat for India. Last time I heard however, it was the US that gave Sri Lanka effective advice in counterinsurgency strategy to remove the LTTE from the coveted harbour. “At no stage did we ever consider India as an enemy force. Our people always consider India as our friend. They have great expectations that the Indian super power will take a positive

stand on our national question,” LTTE leader Velupillai Pirapaharan said in his Heroes’ Day address on 27 November 2008. He has never referred to any other country in such terms. However, Anna Bhaskaran, the movie’s celluloid version of Pirapaharan, tells in an interview to British journalist Jaya (a sad allusion to the Indian journalist Anita Pratap) that he will even consider taking help from the West to wage their struggle. This is the other subtext of the movie. India is justified in assisting unitary Sri Lanka, irrespective of what the latter does, else foreign powers will intervene and that will be against India’s ‘national interests’. To be fair to the movie, it has its share of laughs. For instance, the scene where Jaya interviews Anna in English and the leader of the Tamil struggle responds to it – in Hindi. The climax was dark comedy. Vikram ends his confession and walks out of the church muttering lines from Rabindranath Tagore’s famous poem from Gitanjali “Where the mind is without fear...” The poem is a utopian vision of an ideal democratic country. Unitary Sri Lanka, which India has been supporting till now, is the perfect antithesis of the spirit of the poem. The line best suited for the context of Madras Cafe, however, is Alfred Tennyson’s "That a lie which is half a truth is ever the blackest of lies". Some sections of the Indian media may be going gaga over the ‘realistic’, ‘nondramatic’ film ‘Madras Cafe’ of Shoojit Sircar. Some have, rather shamelessly, compared it to Zero Dark Thirty - in reality, GI Joe: Retaliation is a more gripping watch. While the poor sense of aesthetics of these pseudo-critics is lamentable, their contempt for history as it happened leaves much to question. Selective history, grand conspiracy theory, not-so-subtle Indian patriotism all go into the making of a movie that principally exonerates India from all culpability of the brutal war crimes committed against the Tamils by the IPKF. From the start till the end, the subtext of the movie is to project India, a nuclear power state with the fourth largest army in the world, as a victim of the LTTE. For the record, at the height of the IPKF-LTTE war, over 100000 Indian soldiers armed to the teeth confronted about 3000 LTTE cadres. Despite this, India lost. "They were powerful. In this game, we lost our prime minister, and the Lankan Tamils, their future," confesses RAW agent Vikram Singh (played by John Abraham) to a Christian priest. The entire movie is the confession of Vikram to the priest, from his activities as a RAW agent in IPKF occupied Jaffna, to the failure of the RAW to break the LTTE, to their failure to stop Rajiv Gandhi’s assassination.

t would be easy to assume that the stirring words of Martin Luther King Jr.’s “I Have a Dream” speech affected Americans most of all. His goading of a nation to live up to the democratic principles of its founders was a sharp display of America’s private grief. The wrongs he set out to right were internal and shaming — American sins that stretched back to the days of slavery. When he rose to speak, King was clearly aiming his remarks at his fellow Americans. But King’s dignified appeal to the better nature of his countrymen had a resonance far wider than just the United States. When he addressed what he called “the greatest demonstration for freedom in the history of our nation,” he would inadvertently set off a worldwide movement for racial emancipation. Tangible evidence of the long march he set off on 50 years ago can be found in the endless roads and civic facilities around the world to which the name Martin Luther King has been appended — celebrating the American civil rights leader’s universal cry for a more generous and humane world. Africans found a particularly poignant message in King’s plea for racial tolerance and his declaration that “the life of the Negro is still sadly crippled by the manacles of segregation and the chains of discrimination.” It is no surprise that there is a Martin Luther King Road in Lusaka, Zambia, and a Martin Luther King Street in Mpumalanga, South Africa. King’s appeal to the goodness in Americans and the struggle for black liberation in South Africa led by Nelson Mandela were made of the same cloth. King’s insistence on non-violence stemmed from his devotion to the ideas of pacifist civil disobedience preached by Mahatma Gandhi as a means to throw off British rule in India. The link between the two strands of dignified, peaceful, powerful dissent can be found celebrated all over India, as in the naming of Martin Luther King Sarani, or Street, in the fancy Park Street area of Calcutta. Harder to fathom, perhaps, is the plethora of Martin Luther King public monuments in France, places like Parc Martin Luther King in the tony Parisian neighborhood of Batignolles, once the home of the Impressionist painter Édouard Manet, and the Collège Martin Luther King in Villiers-le-Bel. King could not have imagined how readily his name would be commandeered by liberal white politicians to boast the impeccability of their progressive credentials. How else to explain the Martin Luther King Adventure Playground in Islington, North London? The power of King’s message 50 years ago can be seen in the way the BBC in London is celebrating what most Americans think of as a purely domestic event. The British national broadcaster has distilled the essence of King’s lasting appeal with a broadcast that has recruited dissident world leaders, peacemakers and protesters to each read aloud a part of King’s speech a more earnest iteration of the “We Are The World” format previously used by pop musicians to raise money for disaster relief. It will be heard by the BBC’s audience of 239 million worldwide. Among those chosen to speak King’s hallowed words are the Dalai Lama, exiled from Tibet by the Communist Chinese occupation; Malala Yousafzai, the 16-year-old Pakistani girl shot in the head by the Taliban for daring to go to school; Maya Angelou, the American poet, and Joan Baez, the precentor of the American civil rights movement. In the absence of the great Mandela himself, his granddaughter, Ndileka Mandela, will speak. Gwyneth Williams, head of the network that orches-

trated this program, put the speech in its global context when she said, “Martin Luther King’s words constitute one of the most passionate political statements of the 20th century, a source of inspiration in the quest for freedom in so many different countries around the world.” So what was it about the speech and the time it was delivered that ensured that “I Have a Dream” went instantly into the worldwide pantheon alongside President Franklin D. Roosevelt’s “Nothing to Fear but Fear Itself,” British Prime Minister Winston Churchill’s “We Shall Never Surrender,” and Abraham Lincoln’s Gettysburg Address? Spoken in tones of hushed deliberation, in barely 1,600 words, King dared the racists to diminish the meaning and importance of his message. He pitched his appeal for tolerance and fairness by stressing the historical dimensions of the eternal grievances of AfricanAmericans left unrectified by the Civil War. By stressing that “1963 is not an end but a beginning,” however, he understood that equally important to the meaning of the words he chose was the age in which they were spoken. The exact date of the speech, Aug. 28, 1963, is important. The early ‘60s was an optimistic time when anything seemed possible. It was the tail end of an Age of Innocence for America, but also the blossoming of the Age of Aquarius. The ‘60s social revolution had started, but not yet turned sour. The United States had not yet caught Beatlemania. On the pop charts, “Hello Mudduh, Hello Fadduh!” by the comedy writer Allan Sherman, rubbed shoulders with Peter Paul and Mary’s more ominous “Blowin’ in the Wind.” The young president, John F. Kennedy, still had two months to live.

Television was never more powerful. Suddenly the real life of news broadcasts from Selma, Alabama, seemed more immediate and exciting than the artificial dramas of the endless soaps and game shows. The United States was going through a growth spurt and was just about to shed its 50s naïveté for the complexities of the high 60s with its Summer of Love, its Generation Gap and its overindulgences and overdoses. Thanks to new TV satellites like Telstar, fired into space the previous year, the full drama of the King speech was seen and felt around the world in real time. The United States, once isolated by two oceans and its deliberate decision to remain free from the troubles of the Old World, was opening up. As John Lennon recalled of the British invasion in the spring of 1964, “We were all on this ship in the ‘60s, our generation, a ship going to discover the New World. And the Beatles were in the crow’s nest.” The 1963 March on Washington for Jobs and Freedom, whose pinnacle was King’s speech, was part of a new strand of political protest, the mass demonstration, which was soon picked up and used to great effect in student revolts worldwide. For those watching from afar, King’s noble words represented the best side of a troubled country about to be wracked by assassination, rioting and war. The clear sense of foreboding in his speech was resolved less than five years later — when he was shot dead. With John Kennedy and Robert F. Kennedy, he took his place as one of a trio of martyrs whose deaths testified that the dream he longed for would not easily become reality.

insisted that the United States lagged behind European countries in social legislation because of the exclusion of African-Americans. King envisioned the black vote as a means of advancing democracy in the South. “A new era would open to all Americans,” he said, that would “enlarge democracy for all people, in both the political and social sense.” The March on Washington and King’s speech were clarion calls that marked an era of dramatic civil rights legislation, altering the nation’s political and social fabric. In the half-century since, we have passed innumerable milestones in the fight for racial equality in nearly every aspect of American society. The United States has witnessed greater inclusion, improved substance and notable transformation both within and as a result of its democracy. The year after King’s speech, President Lyndon B. Johnson was able to pressure Congress to pass the Civil Rights Act of 1964. He followed this with the Voting Rights Act of 1965. This bill, in particular, was born out of profound violence and deep-seated resistance, which King described as a “century of terror and evasion.” Not surprisingly, the Voting Rights Act has been amended numerous times over decades to account for the complexity of discriminatory tactics. It now protects not only against intentional discrimination, but also voting laws that result in the denial or curtailment of the right to vote on account of race. It also now includes provisions to protect Latinos and other language minorities — a crucial detail given the increasing diversity of our electorate. The Voting Rights Act has remained a beacon of racial progress in a stormy sea of retrenchment. Several Supreme Court cases, however, have narrowed the legal advances that the civil rights movement had ushered in. A decade after the act was passed, for example, Washington v. Davis (1976) ruled that even compelling evidence of a disproportionate racial impact is not sufficient to prove a race discrimination claim. Regents of University of California v. Bakke (1977) ended the power of affirmative action to remedy past discrimination and set in motion the current evisceration of affirmative action policies. Yet the Voting Rights Act remained remarkably resilient. Beginning in the late the 1990s, however, threats to the act went from rumored to real, culminating in the Shelby County decision. In striking down Section 4 of the Voting Rights Act, which provided a formula for deciding which jurisdictions with histories of virulent voting discrimination required federal oversight of any changes in their election law, the Supreme Court effectively ended automatic federal government pre-clearance in voting.

Indeed, King’s view of disenfranchisement as a burden on democracy is lost on today’s Supreme Court as well as for lawmakers in far too many states. Already this year, 31 states introduced 80 restrictive voting laws. By contrast, there have been only ten actual cases nationwide of impersonation fraud — which these new laws claim to prevent — among the more than 120 million voters. Yet, this phantom bogeyman of voter fraud is the standard justification for these measures that mean a disproportionate number of minority, young, elderly and poor cannot vote. Many of these measures originated in the South, with Texas, North Carolina and Florida leading the charge. Most pernicious are laws that require limited forms of voter identification, so older voters without a driver’s license or students with only a college identification card cannot go to the polls. But other tactics are also used, such as reducing early voting periods, which leads to overcrowding at the polls, and permitting voter roll purges, which has already resulted in the removal of legitimate registered voters. These voting restrictions threaten the inclusion achieved through the Voting Rights Act — which is still far short of what could be achieved with automatic voter registration for all eligible citizens. Another key reform would be to abolish felon disenfranchisement, which has barred a generation of young African-Americans convicted under harsh drug laws that our attorney general recently called into question. Despite these obstacles, we’ve made tremendous progress as a nation since the March on Washington. The first black family’s residence in the White House for two terms and the electoral gains that enabled President Barack Obama’s historic wins are a testament to America’s evolution as a society. Sitting in the Oval Office, however, was never the end goal. King’s tripartite dream of a democracy that is inclusive, substantive and transformative will not be fully realized until race and class have no correlation with access to the ballot — and until those two burdens on equality can be meaningfully addressed through the political process. Commemorating King’s speech and the March on Washington is a crucial step in bringing national attention to the aspects of King’s dream that remain deferred. To quote the dreamer himself: “This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism. Now is the time to make real the promises of democracy.” We have lived with this charge for 50 years. It is now time to make King’s deferred dream a reality and prevent the impending nightmare that this new wave of voting restrictions may well produce.

n the midst of current retrenchments on voting rights, the 50th anniversary of Martin Luther King Jr.’s “I Have a Dream” speech provides an important opportunity to consider whether his “dream” has been realized. Or, is it now, in the words of the famous poet Langston Hughes, a “dream deferred.” In that speech and many others, King lays out a powerful vision of democracy “deeply rooted in the American dream . . . ‘that all [persons] are created equal.’” King also articulated a three-pronged vision for American democracy — inclusive, substantive and transformative — throughout his struggle for civil rights. The promise held in King’s dream is to wake up one day to its reality — not to slumber while discrimination marches on. The immediate step we can take is to reverse the continuing assault on voting rights and expand participation in our democracy. Rehabilitating the Voting Rights Act of 1965, following the Supreme Court’s recent decision in Shelby County v. Holder, which struck down one of the law’s most important provisions, should be at the top of this agenda. In June the Supreme Court dealt a death blow to the act’s requirement that the federal government pre-approve all election changes in specific districts or states with a history of racial discrimination in voting. No longer bound by this federal oversight, several jurisdictions with substantial records of discrimination rapidly began enacting laws that will undermine minority voters’ ability to vote. King envisioned that all Americans, including racial minorities, would not only have unfettered access to vote, but, more important, have an urgent reason to go to the polls. “We cannot be satisfied,” King said, “as long as the Negro in Mississippi cannot vote and the Negro in New York believes he has nothing for which to vote.” This view of both an inclusive and substantive democracy calls for access beyond the mere act of casting a ballot. It envisions informing the content of the ballot and demands access to the halls of power in government. The Voting Rights Act has served both these goals by eliminating direct barriers to the franchise and providing for more equitable redistricting and fairer election systems. King knew the transformative power of democracy. In his 1957 speech “Give Us the Ballot — We Will Transform the South,” he paints a picture of the stronger, better and more democratic America that would emerge if diverse voices were included in the electorate and permitted to influence legislation and office-holders. He lamented that democracy in the South had stagnated, and

s a person born after the signing of the signing of the 1964 Civil Rights Act, I was not a witness to the loud calls for justice that took place in the United States during the 1950s and 1960s. Like many generations that followed, my knowledge of Dr. Martin Luther King Jr. primarily came from what I was taught in school and from archival film clips of the 1955 Montgomery Bus Boycott and the 1963 March on Washington. With that rote knowledge, I, like many others, felt that I had a good idea of who Dr. King was and what he stood for. My idea of him was a noble, calm, and wellspoken civil rights leader. Indeed, he was all of those things, but he was also so much more. He was fire and brimstone, determined, strategic, and human. Reflecting upon his life and career, he was an individual who willingly became a foot soldier for equality, during a Vesuvius explosion of cultural, political and social change. This period of time in American history could easily be classified as the rebirth of a nation. MLK’s most daring acts of faith were his strategical acts of nonviolence. His stance to fight physical power with soul power, was and still is, a radical choice of weapons. At a time when black people were not legally guaranteed basic human rights in the United States, Martin Luther King Jr. had the audacity to demand that America be true to its commitments on paper, as was written in the Declaration of Independence and the Constitution. He prophesied, “If this problem of racism does not get solved, the soul of our nation will be lost. The only way to redeem the soul of America is to eradicate racism in all of its dimensions.” Dr. King often referred to himself as the drum major for justice, peace and righteousness. At this time, anyone choosing to be an advocate for change was routinely met with fire hoses, police beatings and attack dogs. Being the national face of the civil rights movement did not provide Dr. King a reprieve from the violence in an ivory tower. His house was firebombed, he was stabbed in the chest, and jailed over 20 times. In the face of such brutal attacks MLK’s insistence upon nonviolent strategies was met with admiration and ridicule from both blacks and whites. His definition of nonviolence clarified that nonviolence is not the same as nonresistance. During the movement, the strategy of nonviolence was used as a form of Agape love that was organized, direct, and intended to disturb the oppressor’s consciousness, and shift them into a more just way of being. In essence Martin Luther King Jr. wanted to achieve moral ends through moral means. By the late 1960s Dr. King began to publicly denounce the war in Vietnam. He noted that prior to his comments about the war, he received praise from the press for his stance of nonviolence tactics against whites in the South, however, he did not gain favor from the press by advocating for nonviolence tactics against people of color in Vietnam. Although he was certainly not alone in his criticism of the war, he was very vocal in articulating the war’s immorality, disproportionate number of blacks being drafted, and the diversion of money for war, that could have been used for domestic social programs. He stated that America had a moral obligation to de-escalate the war, because our government was responsible for escalating the war. He later publicly called for a unilateral withdrawal from Vietnam, which was a hard pill to swallow for a nation that prided itself on winning wars. Throughout this period MLK’s popularity with white Americans greatly decreased and some civil rights leaders advised him to just stick to civil rights issues. He was often publicly denounced as a communist and agitator. MLK’s response to his critics was, “A man of conscience can never be a consensus leader.” and “Peace is not a goal, it is the means in which we arrive at the goal.” In conjunction with his demands to end the war in Vietnam, MLK was began mobilizing a moral crusade against the economic inequities plaguing the United States. With the initiation of his 1968 Poor People’s Campaign, he was very aware that it was much easier to integrate a lunch counter than it was to end poverty, guarantee an annual income, and eradicate the slums. Never the less, he marched forward with a conviction to expand the framework of civil rights to include the working poor. What became his final speech, for striking sanitation workers in Memphis, Tennessee, is a haunting and foreboding allegory about his courage to face death. What is truly remarkable about the ‘I’ve Been to the Mountaintop’ speech is his water-filled eyes, his shaken tone of voice, and the courage he musters to speak beyond his visible fears. It is obvious that as a young man, with a wife and four small children, he knew that his time to live and love, was soon coming to an abrupt end. In MLK’s brief time as a public figure (1957-1968), he delivered 2,500 speeches, wrote five books, traveled six million miles, became Time Magazine’s Man of the Year, won the Nobel Peace Prize, and was the keynote speaker for the greatest demonstration for freedom in the history of our nation -- The 1963 March On Washington. However, Dr. Martin Luther King Jr.’s greatest legacy is not his long list of accomplishments, but rather his answer to a call of action, which required faith, morality, and courage, from ordinary people facing injustice on all levels. This year Dr. King would have been 84 years old. If he had lived over the past 45 years, one can not help but to wonder what his perspective would have been regarding some of the most pressing issues of this time. What would have been his opinion about the women’s liberation movement, the nuclear arms race, the war on drugs, gay rights, immigration laws, the prison industrial system, war drones, the Wall Street banking scandals, the wars in Iraq and Afghanistan, and the Arab Spring protests? My guess is that his opinions about these issues would have continued to push the comfortable boundaries of our consciousness. Dr. King’s unwavering demand for justice and equality was deeply rooted in his spiritual beliefs and the ideals of the American Dream. As fate would have it, his personal dream for America is still a dream in progress, which continues to inspire and challenge the world today. Cheating the hungry: India’s food scheme corruption

NEW DELHI, August 28 (AFP): The Indian government’s new $19-billion food scheme to feed two thirds of the population, as well as the ruling party’s political fortunes, depend in large part on hundreds of thousands of shopkeepers such as Brij Kishore. The 52-year-old has been running his Fair Price Shop, a government food dispensary, for more than 30 years from a one-storey warehouse in the northern district of Jahangirpuri in New Delhi. Rough-hewn sacks of wheat, rice and sugar, which are sold for as little as two rupees (3.0 US cents) per kilo, are piled ceiling high, bearing the markings of government warehouses in neighbouring Haryana state. Several bags are emptied out on the floor by Kishore’s assistant, who in between serving customers with a large scoop, kicks back the tide of grain with his dirty sandals. Under new legislation passed in the lower house of the national parliament on Monday, about 800 million people will be entitled to five kilograms per month of subsidised grains from shops like these. But the current distribution system is dogged by complaints from custom-

ers that they are routinely shortchanged on their rations by shopkeepers, who then sell the extra grain on the black market to help compensate for their own thin earnings. “We are working on a non-profit basis,” complains Kishore, estimating his monthly income at about 8,000-10,000 rupees (less than $150). “But it’s forced on us because we don’t have a choice.”

As a result, corruption “happens everywhere... In some places, it’s worse than others,” he says. The scheme -- which will add 230 billion rupees ($3.8 billion) to India’s annual food subsidy costs -- is designed to tackle deep-rooted malnutrition which still afflicts an estimated 42 percent of Indian children. and images of stunted and malnourished children have become a source of shame for the government of an aspiring superpower. But as Kishore’s customers leave his shop, often carrying one large sack by hand and balancing another on their heads, they are eager to share their frustrations with the public distribution system. Santosh, a 35-year-old mother who feeds four chil-

dren and an unemployed husband at home, says she is routinely deprived of 10 kilograms of grains which she says are then sold on the black market. “We have been getting 20 kilos of wheat and five kilos of rice and the wheat is full of dirt,” she spits. Her complaints are echoed by others, who say that their grievances go unacknowledged by local administrators.

CHANDIgARH, August 28 (AgENCIEs): Cops in Haryana are notorious for wielding the power of their gun. And now, footage from a CCTV camera at the Kalpana Chawla Government Medical College and Hospital in Haryana’s Karnal district reinforces that trigger-happy perception. An assistant sub-inspector (ASI) of police allegedly shot at a doctor from the hospital early on Wednesday for refusing to prepare a false medical report. The ASI, Kashmira Singh, who was allegedly in an inebriated condition, reached the cabin of Dr. Nipun Kalra at the trauma centre of the hospital asking him to prepare a false report, Kalra said. The newspaper also has a video of the incident, which can be seen in the YouTube video above. The footage captured on the hospital’s CCTV shows Singh opening fire at Dr Nipun Kalra with his service pistol. Kalra escaped

Kalra said that Singh, who was in uniform, wanted him to prepare a false medico-legal report to implicate someone. “Singh was accompanied by his son and wanted me to prepare a false medical report of his relative which would help him (Singh) to nail someone in a case of attempt to murder. As I objected and told the ASI that there was no grave injury, Kashmira Singh got angry and shot at me,” Kalra was quoted as saying. Alleging inaction on the part of the police when he went to make a complaint, Kalra said, “After the incident, I immediately called the police emergency number (100) for help. But the police team took about 25 minutes to reach the spot. I and my subordinates were terrorised as the ASI was moving around the hospital with the weapon in his hand. Even the cops on duty at the hospital did not make any attempt to stop Singh.”

The housing was planned by the Vadodara Urban Development Authority (VUDA). “Eleven persons died and three sustained injuries in the incident. We are focusing on rescue operations as the priority is to save as many lives as possible,” said Vadodara BJP MP, Balkrishna Shukla. The residents blamed inferior quality of the construction for the incident and said that the other buildings in the colony, constructed in 2001, were also in a bad condition. “We have been making representations to the VUDA for

Kishore admits that he sells the “surplus” rations left behind each month, which he says is a necessary addition to his meagre income. He cuts a dejected figure as he explains how the commission he receives for selling 35 kilos of produce to a client is about 12 rupees and it hasn’t budged in years. The shopkeeper is part of the world’s biggest food distribution system for the poor, which already covers 100 million “below poverty line” families and another 140 million “above poverty line” families, official data shows. Any Indian family can apply for a ration card at present and receive 35 kilos of subsidised grain, an official in the food ministry explained, adding that the new legislation will cover 67 percent of the total population. “So the coverage will be more targeted,” he said. As well as changing the criteria for the entitlements -- hand-outs will be mostly per capita instead of per family -- the prices at Fair Price Shops will be reduced to as little as one rupee per kilogram. Indian consumers have been reeling from rocketing food prices for most of the government’s term and voters have told pollsters

that the cost of basic goods is foremost among their concerns ahead of elections next year. But the popularity of the programme, which was temporarily activated as an executive order by the president in July, will depend on the inefficient national network of public granaries, transporters and 500,000 ration shops. One widely quoted study published in 2005 by the Planning Commission, a government advisory body, found that 58 percent of grains in the Public Distribution System (PDS) failed to reach their intended destinations. Ashok Gulati, chairman of government’s Commission for Agriculture Cost and Prices (CACP), describes the PDS as like “carrying a bucket full of water that is 40 percent broken.” “The biggest challenge is not restructuring, the biggest challenge is plugging the leakages,” he told AFP. An additional five million tonnes of publicly procured food grains will be pumped into the PDS to meet the new demand in the current year. Arvind Subramanian, an economist, wrote recently that “it’s as if an emaciated, old man struggling to carry a load of stones is

Economist Jean Dreze, who advised the government on the legislation in the early stages, agrees it could have forced more reforms of the PDS. 28 yrs on, betel nut pulled out of man’s lung PAtNA, August 28 (IANs): Seventy-fiveyear-old Krishna Kant Jha is now a relaxed man. After 28 years of suffering from chronic cough and regular bouts of fits, a piece of betel nut was found to be cause of his problems and was finally extricated from his lungs. Jha, an advocate in Samastipur district, said he suffered for more than two and half decades. Dozens of doctors treated him but failed to discover the betel nut in his lungs. “It was a betel nut that was embedded in my lung, and used to obstruct my airway. It was like life in hell but now I am happy and healthy,” Jha said. Jha said he consulted several doctors in and outside Bihar since 1985. “But all of them treated me for different ailments, including chest infection to pneumonia and tuberculosis and also for epilepsy. They failed to trace the betel nut, and never diagnosed it,” he said. Finally, chest specialist Sudhir Kumar discov-

ered the betel nut lodged in Jha’s lungs. “When I consulted him for treatment, he found the betel nut in my lung and said it was the cause of my health problems for years,” he said. Sudhir Kumar along with anaesthetic Subhash Kumar, both based in Patna, successfully performed bronchoscopy on Jha to extricate the betel nut. Bronchoscopy is a non-surgical procedure in which an illuminated fibre optic cable is inserted into the wind pipe of the lungs. “We extricated a betel nut, measuring 10 mm in diameter, from Jha’s lung,” Sudhir Kumar said. Jha no longer suffers from severe cough and bouts of unconsciousness that he suffered three-four times a day. Jha said he was a habitual betel-nut chewer and had swallowed the nut over two-and-a-half decades back that proved painful for him for so many years. “Thanks to Dr. Sudhir, I will enjoy my life now,” Jha said.

BANgALORE, August 28 (PtI): India’s maritime security will get a fresh impetus as the stage is now set for the launch of an exclusive home-built satellite for the Navy by European space consortium Arianespace from Kourou spaceport in French Guiana on Friday. GSAT-7 is India’s first dedicated spacecraft for defence applications. “It has frequency bands that will help marine communications”, an official of Bangalore-headquar-

tered Indian Space Research Organisation, which built the satellite, told PTI here. “It has coverage over India landmass as well as surrounding seas. It’s important from security and surveillance points of view”, the official said on condition of anonymity. A senior space scientist in the know said: “So far, Navy had limitation from line of sight and ionospheric effects etc. It was thought essential to have

an integrated platform for their exclusive use. Earlier, satellite communication in ships was through Inmarsat (a major provider of global mobile satellite communications services). Now, India will have its own set up” ISRO shies away from calling it an exclusive satellite for the Navy on record, but privately admits exactly that. No sanction needed to probe top babus in court-monitored investigation: CBI

NEW DELHI, August 28 (tNN): In a forceful counter to the Centre’s stand that top bureaucrats cannot be probed without its prior sanction, the CBI on Tuesday reiterated in the Supreme Court that in courtmonitored investigations, the agency must be free to probe everyone without having to take any statutory sanction. Just two days before the scheduled hearing in the ‘Coalgate’ case before a three-judge bench, the agency said, “There is no requirement of sanction for prosecution in cases where the court has either directed investigation or is monitoring investigation of case.”Section 6A of the Delhi Special Police Establishment (DSPE) Act provides that no officer of the rank of joint secretary and above can be investigated in a case without prior sanction from the government and the Centre had strongly defended it saying it was meant to protect bureaucrats from harassment. The court had repeatedly asked, during the hearing on coal scam, about relevance of ‘prior sanction’ in court-monitored investigations. In its affidavit settled by senior advocate Amarendra Saran, the agen-

cy said in court-monitored investigations, the court acted as guardian of the rights of the citizens and there was no room for bureaucrats under the scanner to fear harassment if they had taken honest decisions. “Therefore, the objectives of Section 6A of DSPE Act are fully achieved when a case is monitored by the court, more specifically constitutional courts of the country,” it said. If one understood that prior sanction from the Centre was needed even in court-monitored investigations, “it would amount to suspension of the power of the constitutional courts to monitor investigation”, the CBI said. It would also be discriminatory since it could mean that the court had power to monitor investigations into cases only against officers who were below the rank of joint secretary, the agency said and feared that such an interpretation would be contrary to the legal principle that “no person is above the law”. “It is therefore necessary to read down the provisions of Section 6A of DSPE Act to mean that prior sanction under Section 6A is not necessary in cases where investigation is monitored

by a constitutional court,” the CBI said. The agency also reiterated its demand, in the light of the court’s attempt to insulate it from political interference and make it an independent investigation unit, seeking more powers for the CBI director. What appeared to rile the CBI director was the Centre’s refusal to grant him ‘ex-officio powers of secretary to the government of India’. “It may be mentioned that already three police officers - secretary, Research and Analysis Wing (RAW), secretary (internal security) in ministry of home affairs and secretary, security - are vested with powers of secretary to the GoI,” the CBI said. “Chairman of railway board and other members of railway board are also vested with the powers of secretary to the GoI,” the CBI said and demanded greater financial powers to the CBI director. While seeking a separate budget for itself, the CBI suggested that its director be independent of the ministry of department and personnel as far as investigations were concerned while remaining accountable to the minister concerned for administrative and financial matters.

UN in Syria mission as West prepares to strike BEIRUT, AUgUsT 28 (REUTERs): U.N. chemical weapons investigators crossed Syria’s front line into rebel-held territory on Wednesday for a second visit to the scene of a poison gas attack that has triggered Western plans for war. U.S. President Barack Obama and his European and Middle East allies have already blamed President Bashar al-Assad for last week’s killing of hundreds of civilians. But the U.N. experts, who were first allowed to cross the front line by Assad’s forces on Monday, are still engaged in gathering evidence. As long as inspectors remain in Syria, Western attacks are improbable, given the risk they would pose to the team’s safety. The CAS ruling immediately removes Fenerbahce from the group stage of the Europa League. Now, Angelina Jolie's doctor - the renowned breast cancer surgeon Dr. Kristi Funk - has spoken out about the star's brave decision for the first time. Dr. Funk, who has also treated singer Sheryl Crow, spoke to Mario Lopez in an interview with Extra revealing that Angelina's decision was not based out of 'fear'. 'She didn't have [the double mastectomy] right away, but probably knew with her family history that it was a choice she would eventually make,' she said. Adding: 'Her decision was not made overnight. It wasn't based in fear.' Angelina made her decision to undergo the operation after she was found to be carrying the BRCA1 cancer gene, which also gives her a 50 per cent risk of ovarian cancer. When asked how Angelina is doing now, she replied 'perfect' describing husband Brad as being 'the coolest' throughout the treatment. Dr. Funk revealed that Angelina knew that she was at some stage going to go public with the news in order to raise awareness about breast cancer amongst women. She explained: 'I knew that was her intention. She is just philanthropic to the core. She could never keep this a secret, and be who she is! She is someone who wants to save lives and she is doing that every day!' Asked whether Dr. Funk feels more pressure working with celebrities such as Angelina, she explained that she delves into a 'slightly more creative mode'. She revealed: 'Knowing that it would be publicly scrutinized…I developed some really new and beautiful changes to both the preparation for surgery, and the actual operation.' However she also explained that the mastectomy was 'not necessary even if you have the BRCA gene and you have breast cancer.' Talking about alternative options, she said: 'High risk surveillance. MRI's, mammograms, ultra sounds…Combine it throughout the year so that at any given month or two, something is happening to look at your breasts.' In a written piece about her decision, Angelina praised her fiancée Brad Pitt for his support throughout the ordeal and revealed she'd made the difficult decision so her children - Maddox, 11, Pax, nine, Zahara, eight, Shiloh, six, and four-year-old twins Knox and Vivienne wouldn't have to see her get ill with cancer. The East Is East actor has been booked on three charges after his wife of 20 years filed a domestic violence complaint in Mumbai, India last week. 'Then it’s a case of trying to match the two images up in Photoshop. It’s nice to think of the history in each image as I’m putting it together.
