The approaching monsoon is posing another problem for the Nagaland Foothill Road Coordination Committee (NFHRCC). Work orders for a number of segments remain pending, leaving the work completed thus far, vulnerable to the rains. The NFHRCC has urged the department concerned to issue work orders for the remaining sectors. At a meeting on April 1, NFHRCC disclosed that work in the Mokokchung sector was halted as no fresh work order was sanctioned. NFRCC maintained that earth cutting should be done before the onslaught of the monsoon. Some 3.7 kilometers of fresh cutting was completed in the Longtho segment of Mokokchung sector in January, after work begun in December, 2013. No fresh work order was sanctioned after that, leaving personnel and machinery idle for two months. It further roused the question of reimbursing the contractor, for leaving the machinery left idle during the period. The department is said to have responded that no fresh work order was issued, due to the Lok Sabha polls and the election code of conduct. So far, the PWD (Roads & Bridges) has sanctioned work in the Wokha sector and at a portion (Longtho segment) in the Mokokchung sector; while, Mon, Longleng and Dimapur sectors remain untouched. Interestingly, the original work order for the Longtho segment was 2.5 kms but at completion, it stretched 3.7 kms.

Millions in the region have already been displaced by floods and droughts thought related to global warming, a United Nations scientific panel said in a report meant to guide policymakers and form the foundation for a new climate treaty due next year. Scientists who back the Intergovernmental Panel on Climate Change say there is overwhelming evidence that carbon emissions from industrialization and energyintensive modern lifestyles have increased the world’s average temperature over the past century. Failed global efforts to significantly reduce emissions mean that nations are now focusing efforts on adapting to a hotter earth. Just as colonialism determined much of Asia’s past, climate change will determine the region’s future. Adapting to profound disruptions from climate change will determine the region’s future, said Rajendra Kuma Pachauri, a co-chairman of the climate panel.

Asia’s growing economic importance and rapidly urbanizing populations will give it a pivotal role in humanity’s handling of climate change, said Saleemul Huq, director of the International Centre for Climate Change and Development at the Independent University in Bangladesh. In Myanmar and Bangladesh, coastal farmlands are tainted by sea water from storm surges and rising sea levels, making soil too saline in key rice producing regions. In Nepal, fast melting Himalayan glaciers are triggering floods as overburdened dams collapse. Even in wealthy, indus-

trialized Japan, changing climate is expected to double the risks from floods and deaths due to heat and expand the areas affected by disease-carrying mosquitoes. Progress is mixed, and it does not always depend on the wealth of the societies involved. Experts at the climate talks praised Bangladesh, one of Asia’s poorest nations, for its efforts to reduce flooding risks by capturing silt to raise ground levels in its lowlying coastal areas and for building sturdy, multi-storied storm shelters that are credited with saving many lives from surging sea waters during cyclones. India has begun to in-

crease use of renewable energy, doubling its solar generation capacity in 2013 and aiming to generate 15 percent of its power through renewable energy by 2020. China has swiftly increased its wind and solar power generation, retrofitting older power plants with emissions controls and rapidly expanding its use of nuclear power. Regardless of who is to blame for the legacy of carbon emissions in the industrial world, in Asia policymakers understand that carrying on with business as usual is just too risky. “I think they’re on the verge of realizing that’s not in their best interest,” said Huq.

The Nagaland Coal Policy and Nagaland Coal Mining Rules are being enforced in the State. Toward this, the Department of Geology and Mining has issued 17 coal mining leases, and 9 small pocket deposit licenses to individuals and coal companies. 17 mineral check gates at various exits, two weigh bridges and a rest house has so far been constructed, according to the annual administrative report of the Department tabled in the recently concluded Nagaland Legislative Assembly session by Minister for Geology & Mining, T.R. Zeliang. The report said the royalty on coal has also been enhanced to Rs. 290 per ton for licensees. The Nagaland State Government has introduced a new system for payment of ‘Naga Commission’ to the land owners through the village council. The district-in-charge concerned is authorized to collect and deduct 10% ‘Naga Commission’ directly from the licensees and coal operators, and deposit the same into the Department’s account. The ‘Naga Commission’ has to be released to the land owners through the district administration. The report also stated that the Department had already drafted a new Nagaland Coal Policy 2014 and the same is under consideration of the Government for implementation.

Two oil spillage wells at Changpang oilfield were inspected, reports of which were submitted to the Government. Referring to works related to exploration and mining of petroleum and natural gas, the report stated field and site visit works in the foothill areas pertaining to petroleum and natural gas deposits, surface occurrences of petroleum and locations of village covering the districts of Mon, Longleng, Mokokchung, Wokha and Peren. More emphasis was given to Changpang Oilfield, Wameken and Singpahn area. Ground geological records and data were generated. Map and data plotting for Wokha district on 1:50,000 scale covering 1615 sq.km area was completed while map plotting for occurrences in all of Nagaland is under completion. The report stated the mining section is looking after mineral administration, mines management, implementation of coal policy and oil and natural gas activities in the State.

KOHIMA, APRIL 1 (MExN): The Nagaland State Finance Department has assured to release Rs 8 Crore, under D.NO. 27 – Planning Department, for clearance of pending liabilities to the Nagaland Contractors and Suppliers Union (NCSU). In a communiqué to the President of the NCSU, the Finance Department informed that the file for release of the said amount was received by the department on March 28 and the matter was intimated to the Chief Minister on the same day. It stated that although the CM had initially approved for release of the amount, the decision for payment to NCSU and several government departments had to be reviewed due to short receipt of Rs 624.90 Crores of the anticipated Central Assistance to the State Plan, during 2013-14, from the Government of India. In addition, there is a short receipt of Rs 90.52 crores under the state’s share of Central Taxes from the Government of India during the current year 2013-14, added the Finance Department. As such, it lamented that the government has “no other option but to withhold the release of Rs 8.00 Crores until such time the resource position of the state improves.” However, it assured

that the state government would accord top priority in releasing the amount, “as soon as we receive the expected pending grants from the Government of India.” The communiqué further informed that despite resource constraints faced by the state on account of the adverse recommendations of the 13th Finance Commission, the state government has, from 200506 till date, released an amount of Rs 59.59 Crores for payment of pending liabilities to the members of the NCSU. It also said that in order to determine the genuineness of the ever increasing pending liabilities of the NCSU, the state government had, in November 2013, set-up a Committee. The Committee recommended an amount of Rs 35.84 crores as the outstanding amount towards pending liabilities of the members of the NCSU. Out of that amount, Rs 10.00 Crores have since been released, leaving a balance of Rs 25.84 crores. NCSU informs members Meanwhile, the NCSU head office Kohima has appealed for all bonafide members of the union to wait patiently till the department fulfills its assurances. This was stated in a press note from NCSU President Pele Khezhie and General Secretary John Kath.

KOHIMA, APRIL 1 (PTI): Nagaland Election Department is prepared for the conduct polls in the state, CEO Nagaland Sentiyanger Imchen said. Altogether 33 companies of additional forces of Central Armed Police Forces (CAPF) have already reached the state and have been put on election duty. The forces include 10 coys of Tripura State Rifles, seven coys of Mizoram Armed Police; eight each coys of BSF and CRPF. Official sources also revealed besides the CAPF, the available battalions of Nagaland

Armed Police (NAP) and Indian Reserve Battalion (IRB) would also be utilized for poll duty. The sources also maintained that due to shortage in sanctioning of central forces for the poll duties, the service of about 500 Home Guard personnel and 3000 Village Guards would also be utilised. He said that two each general observers and expenditure observers, and one police observer are also in the state. He also said that SVEEP campaigns are being conducted in every part of the state while distribution of plastic EPIC,

Nagaland has a total of 11,74,663 electors’ spread over 2059 polling stations in 12 electoral districts, including Pughoboto electoral district of the state. Chief Minister Neiphiu Rio is contesting from Naga People’s Front, former Minister KV Pusa is official Congress candidate while Akhei Achumi is contesting from Socialist Party (India) ticket.

MOKOKCHUNG, APRIL 1 (MExN): The Concerned Senior Citizens Forum Mokokchung (CSCFM), while welcoming the signing of the Lenten Agreement between the NSCN (IM), GPRN/ NSCN and the NNC/FGN, has called upon all political leaders “to be more committed and firm to the God given opportunity of one united Naga people.” While appreciating the “tireless spirit” of the Forum for Naga Reconciliation, it urged all the Naga organizations, churches and citizens to partake in the unity and reconciliation move. A press note from the forum stated that the Lenten Agreement is “yet another welcoming steps towards our most desired aspiration.” It added that since the initiative of the FNR, “we have seen all the different Naga Groups pledging to undertake the journey of common hope; we have also seen formation of Naga National Government in the Naga Concordant.” “Having committed to bury all the differences and unitedly fight for the Naga rights, we the Naga citizens fully endorse faith and support

DIMAPUR, APRIL 1 (MExN): The Naga Mothers’ Association (NMA) has expressed satisfaction at the signing of the Lenten Agreement between the NSCN (IM), GPRN/NSCN and NNC/FGN, under the initiative the Forum for Naga Reconciliation and expressed hope that this will translate into action towards Naga Reconciliation. NMA, in a press note, acknowledged the effort of the FNR and “the courage for putting forward something significant and inspirational progress which offers prospect of hope.” It further encouraged all signatories of the Lenten Agreement to honour and respect the commitment and extend full support to the Naga Reconciliation process for a shared Naga future.

DIMAPUR, APRIL 1 (MExN): The Business Association of Nagas (BAN) has lauded the Naga Political Groups for their decisions to reconcile and termed the signing of the Lenten Agreement as “welcome news.” A press note from the BAN stated that the agreement is “another landmark step, toward the Naga aspiration for a shared future and a comprehensive strategy for achieving a common goal.” BAN further extolled the initiatives of the FNR and expressed optimism in the “maturity and seriousness in the efforts of the NPGs.” “Realization has dawned, that the solution to the protracted Naga issue can only be achieved when Nagas become one,” it asserted. BAN further said that these positive developments have lifted spirits of the business community and the public, with expectations for a new era of community stability and economic development.

Drivers directed to complete uniforms within 20 days

Dimapur, april 1 (mExN): The Deputy Commissioner and chairman of Regional Transport Authority, Dimapur N Hushili Sema today informed in a press release that Regional Transport Authority (RTA), board for the convenience of the drivers has engaged tailors for stitching of the uniforms (shirt). The RTA board made the resolution during an emergency meeting held on March 17 at 11:00 am, she informed further. Drivers are directed to complete their uniforms within twenty (20) days from the issue of this order, failing which appropriate action will be taken against the defaulters as per the provisions of the Motor Ve-

Honje Konyak has stated that convoy of not more than three vehicles shall be permitted for the political parties as per instructions from the Election Commission of India. In case of necessity for movement of more than three vehicles, the vehicles should be segregated into different groups. Deputy Commissioner, Kohima, W. Honje Konyak has stated that whoever defaces any property in public view by writing or marking with ink, chalk, paint or any other matter except for the purpose indicating the name and address of the owner or occupier of such property, shall be punishable with imprisonment for a term which may extend to six months or with fine which may extend one thousand rupees or with both. ‘Defacement’ includes impairing or interfering with the appearance or beauty, damaging disfiguring, spoiling, injuring in any other whatsoever and the word ‘deface’ shall be construed accordingly. ‘Property’ includes any building hut structure, wall, fence, post, pole or any other erection. ‘Writing’ includes decoration, lettering, ornamentation produced by stencil. NE residents beaten by mob in Gurgoan Six persons beaten with hockey sticks and iron rods; two victims lose their hearing NEW DELHI/GURGAON, ApRIL 1 (TNN): In another brutal racial attack in the National Capital Region, a mob of 15-20 locals beat up six persons from the northeast with hockey sticks and iron rods in Gurgaon's Sikanderpur village on Saturday night, leading to

two of the victims losing their hearing. The victims said the mob shouted racial slogans and targeted northeast people in the area after a Manipuri student had an altercation with his landlord. Money and mobile phones were also allegedly stolen from the victims in the area known as mini-Munirka as it is popular with northeasterners. The student, Seigoulal Kipgen, said the violence started after he asked his landlord, who had come to his room, to wait as he was on the phone. "This got him so angry that he started

beating me," Kipgen told TOI. Police said an FIR had been registered at the DLF Phase-I police station but no arrests had been made so far. Two of the victims have allegedly lost their hearing after being beaten up. One of them, Rinmaso Huishuwo, now uses a hearing aid and is undergoing treatment. His roommate, Prem, told TOI his that Huishuwo was bleeding when he returned and despite taking pain killers, was in severe pain. Another victim, Bruce K Thangkhal, said he was in his room when he heard two

men arguing on the street. He opened his window and saw the landlord and his son abusing a Manipuri student. "Soon they came to my room and starting beating me up. They took away my phone and wallet," he said. Mereiyer Keishing was driving back to Delhi with his friend when he was stopped and waylaid. "I had gone to meet my friends in Sikanderpur and while returning we saw a northeasterner trying to stop us for help. He was bleeding and within seconds after getting down from the car, some locals with sticks charged at us." Keishing

has a few fractured ribs and has bruises on his back and legs. An FIR has been registered at DLF Phase-I police station and the cops have now deployed security personnel at 'sensitive' points. This isn't the first incident reported from this area. Residents say racial profiling and snide remarks are a part of the life. Chakshang Siro, general secretary of Tangkhul Naga Students Union, narrated more horrific tales. "There are more than 500 northeasterners living in this area. The locals keep harassing us. Most of us here are

professionals. But it is the first time that a mob has attacked us." Northeasterners say they are now afraid to move out alone. Athot Singhal, a member of the union, said, "Our brothers and sisters are living in rat holes. Finding a house is very difficult and when we manage to do so, safety is a big issue. Which politician can ensure our safety? We are also humans." The victims claim that an FIR was registered only after several unions from Delhi rushed to the place. When they tried to call the cops around 10.30pm on Saturday, there was

no response. "By the time the cops arrived, it was very late," said Keishing. Police have slapped charges under sections 148 (rioting), 149 (unlawful assembly) and 323 (assault) of the IPC and various sections of the SC/ST Act against unknown persons. However, with no arrest till Monday morning, the victims approached Gurgaon Police chief Alok Mittal, asking him to step in. "The FIR has been lodged and our teams are conducting raids to nab the accused," said assistant commissioner of police Rao Dalbeer Singh.

TBCA celebrates triennial gathering Yitachu, NPF leaders attend TBCA meet SINAKEITHEI (UKHRUL), ApRIL 1 (MExN): Tangkhul Baptist Churches Association (TBCA) held its triennial gathering at Sinakeithei Village, Ukhrul from March 27-31, with the theme “Unity in the Spirit”. The 4-day celebration saw more than 5000 registered, and about 5000 daily worshippers. The last day saw about 8000 in attendance with many from neighbouring villages descending to watch the final day’s proceedings. Sinakeithei Village was founded in April 1933 by a few Christians from Kampha’s Ishmael village after villagers abandoned Ishmael due to diseases inflicting them. Apart from the villagers of Ishmael, people from about 17 Tangkhul villages and a handful of Meitei and Nepali families have migrated and settled in the village. The village nestles on a small valley on the banks of river ‘Ihang’ and surrounded on all sides by hills. The village finds a place in the history of Tangkhuls as the village chosen for settlement by the late RS Suisa. With about 20 small Kuki settlements surrounding the village, the village was also in the centre of the TangkhulKuki war in 1993. There is one government high school

and two private schools, all running up to Class 10. The village is known for being fertile grounds for producing good quality paddy. Dr Pangernungba Kechu, Assistant Professor of Society, Ethics and Contextual Theology at Oriental Theological Seminary, Bade, Dimapur, was the speaker for the first two days and spoke on the theme ‘Unity in Spirit’ and ‘Unity in the body of Christ’ respectively. Rev Dr A K Lama, General Secretary, Council of Baptist Churches in North East India (CBCNEI), spoke on Saturday and Sunday's morning worship service on the themes ‘Unity within oneself’ and ‘Unity in Mission’. Dr Andrew Byung-Yoon Kim is the Director, Global Connections for Advancement, Seoul, Korea, spoke on Sunday evening on the topic ‘Global challenges and Missional opportunities’. The celebration also saw performances from a host of talents – notable among them was Lanlan Huileng, an 8-year old singing prodigy. The afternoon of Sunday saw a song competition. A part of the wooden ceiling broke because of the heavy gust of wind and had to be repaired. 45 churches

took part in the song competition – which meant the gathering had to listen to the competition song 45 times. Aching Shaiza, Founding Director and Conductor of the Delhi Genesis Choir, exhorted the gathering about the nuances of singing in a choir. T

he Ministry of Development of North Eastern Region (DoNER), established in September 2001, was just a nodal Department of the Central Government to deal with matters related to the socio-economic development of the Northeastern States of India. It was later accorded the status of a full-fledged Ministry in 2004. The basic idea of establishing this Ministry was to bridge the economic and developmental imbalances that had been between the Region and the rest of the country. There was initial euphoria over the creation of this Ministry but it didn’t take long before it went into oblivion. In the past, any Minister who was in-charge of the Ministry happened to be from outside the Region. Some of them were Dr CP Thakur from Bihar, Mani Shankar Aiyar from TN, etc. Otherwise in other times, it was headed by Ministers hailing from the Northeastern Region. Some of them were Bijoy Krishna Handique, Paban Singh Ghatowar, etc. Ghatowar is incumbent Minister for DoNER. It has been 13 years now that neither significant economic growth nor any policy for the economic development was seen. We only hear of earmarking 10% of their Annual Plan Budgets by Central Ministries for the North Eastern Region to address the development deficit of the NER. Earmarking of 10% of the Annual Plan Budget of over 52 Ministries of the Union Government is immense. Yet, we hardly know how the money is spent. The present DoNER Minister Ghatowar is, perhaps, the most unpopular DoNER Minister in the history of the Ministry since

2001. Interestingly, performances by DoNER Ministers who were from outside the Region were better than those Ministers hailing from the Region itself. In fact, Aiyar when he was DoNER Minister tried his best to become closer to the people of the Region and within no time, the people of the Region could feel quite comfortable with him. Aiyar himself used to highlight many burning issues of the Region in many fora when he was DoNER Minister and Union Minister for Sports as well. On the contrary, past DoNER Ministers hailing from the Region were mostly shrouded with controversies and they miserably failed to be in the good book of Prime Minister Dr Manmohan Singh. Handique as DoNER Minister was a non-performer and Prime Minister, at last, was compelled to replace him with Ghatowar as DoNER Minister. Regrettably, Ghatowar could not be better either but it was too late for the poor Prime Minister to rectify anything of this fragile and namesake Ministry of the Region. In order to streamline, a serious review of the functioning of the DonER Ministry is essential. Some of the urgent steps to be taken up are: • The Office of the DoNER Ministry should be placed anywhere in the Northeast preferably at Shillong or Guwahati, instead of Delhi. • Any MP from anywhere in the country can be appointed as DoNER Minister, not necessarily only from Northeast Region. The crux of the point is he or she should fairly perform and deliver. • A nodal officer with minimum

supportive staffs can be appointed and placed at each State Capital Headquarter of the Region. So that implementation of works can be expedited, besides it will minimize physical, financial and metal burdens to many. Citizens can also get proper access to the offices and get all the necessary information of the works under the Ministry meant for them. The budgetary allocation for the DoNER Ministry, which is normally done on Lump sum, should be enhanced triple as the current allocation is too meagre to take up any noticeable projects in the Region. The DoNER Ministry should come up with modalities suitable with the Region’s environment, while constantly working on to incorporate the fundamental national character into the regional mainstream. The DoNER Ministry should formulate modalities to incorporate the regional character into the national mainstream by tying up with various Ministries from time to time. This way the social fabric of national character remains. North Eastern Council (NEC), which has its head office at Shillong, should be restructured and restored to its earlier model where any serving Governor of any State in the Region was Chairman. This way, the functioning of the NEC has been badly affected. NEC is normally consid-

ered as Regional Mini Planning Commission and therefore, it is more appropriate going back to its earlier model by reappointing any senior serving Governor of any State in the Region as Chairman of it. In this way, the NEC can be effectively administered. Bottom Line: The Northeast Region will be completely crippled if these two institutions remain immobile. Therefore, restructuring these institutions is of urgent necessity. In a way, their activities are at the lowest ebb. Corruption, nepotism, favoritism, etc. have allegedly dominated in the overall functioning of the DoNER Ministry. In spite of having our own Ministry vis-à-vis Northeast Region, the Minister serving there would hardly pay any visit to any of the States of the Region during their tenure. Many educated youth of the Region keep talking that there is a Ministry called DoNER at the Center looking after their welfare, but they have no knowledge of the nitty-gritty of the Ministry. In fact, hardly does anyone know the nature of the Ministry. The high expectation that this Ministry would deliver goods to the people of the Region was extremely negligible. It is really lamentable the way they have chosen to remain silent when the Parliament was rocked due to the continued racial attacks on the Northeast students at the national capital. The DoNER Ministry should try to live up to the expectation of the people of the Region and also be a strong advocate for the issues facing the Northeast people in not only national capital but also other major cities of the country. No penalty for bank balance below minimum limit: RBI to banks

MUMBAI, AprIl 1 (TNN): Customers may soon be spared penalties for non-maintenance of minimum balances in savings accounts with the Reserve Bank India asking banks to cut down services on low-balance accounts and do away with fines. Banks however say the new regime will lead to higher charges on services for customers. In its first bi-monthly policy on Tuesday, RBI said that it proposes to frame comprehensive consumer protection regulations based on domestic experience and global best practices. “Banks should not take undue advantage of customer difficulty or inattention. Instead of levying penal charges for nonmaintenance of minimum balance in ordinary savings bank accounts, banks should limit services available on such accounts to

those available to basic savings bank deposit accounts and restore the services when the balances improve to the minimum required level,” RBI said. Many account holders who maintained dormant accounts, which were short of the Rs 10,000 insisted on by most private banks, found that their balances had vanished as the bank had deducted a penalty every quarter for not maintaining adequate balance. Basic savings bank deposit accounts are those that have to be mandatory offered by banks without any minimum balance requirement. However, they can be used only for deposit and withdrawal of cash or receipt of money. There are no other services such as cheque books. Banks however say that new norms will

hit customers as the sum of all charges for individual services for they avail will be higher than the penalty. “The consumer will end up paying more. On the minimum balance of Rs 10,000 we earn only Rs 400 against which we provide ATM transactions, statement and cheque book. The break-even for providing these services is minimum balance of Rs 30,000. The alternative is that we have to charge for these services as against the Rs 400 we earn on minimum balance and the customer may end up paying more than the penalty if he regularly uses cheques and other services,” said Aditya Puri, MD, HDFC Bank. He added that this was not yet a directive and IBA has to get back to RBI with the viewpoint of banks that the customer may actually suffer,” said Puri.

They are never ashamed of using old vehicles and they never worry about their life because they have faith in God and do the right things. In many societies today the leaders who have vision

for society are rejected because people have the mentality that they are of no use and infact, the people have a thousand such reasons for rejecting them. And the person with a vision is never given an opportunity rather he or she have to battle for it. The leaders who are supposed to serve the people are rather demanding people to serve them. And it is very true because it’s hard to meet the bureaucrats who are most of the time out of station and it is also very difficult to meet the public leaders to discuss about any development because most of the time they are under cover by their security. So how do the societies grow with this kind of visionless leaders and where will we throw the leaders who

really want to work for the people. NAGALAND, being a Christian state, should be very careful while choosing the leaders in various fields because the fifth gospel is our life and our actions. The families, universities, colleges, schools, organizations etc., play an important role for better tomorrow because, anyone can become a leader but to lead with a clean and clear vision there are only a few. I It’s time for NAGAS to prove to the world that our society can produce leaders with vision. Tidbits of important issues in Nagaland I. RACISM. Quite some years ago, when the Name NAGALAND PEOPLES FRONT, (NPF) was converted into (NPF), NAGA PEOPLES FRONT; this Writer, in an Article irreverently mentioned in the News Media the new nomenclature is RACIAL. He expected thunderous ire from the Party President or from the celebrated Chief Minister, but there was none; neither Thunder nor Fire & Brimstone dropped down from Heaven or from the Organization. The Writer was surprised at their loud silence on such an important and crucial Issue. I felt a little queer but held my Peace since I did it neither in Malice nor in Love: I did it to point out the significant puzzling English Grammar. Racism is one of UN’s most detested Issues and is today taken in such seriousness in civilized Circles that even National Club or Player is handed stiff Fines or Sanctions for Racial Utterances at African Soccer Players. Celebrated Players like Ferdinand, Suarez or even Terry of Chelsea have not been spared from the punishments. Racism is such insidious that in the Hands of communal Parties, it may easily descend into Genocide, Racial Cleansing or Racial discrimination; it is second only to Religious Intolerance in Devilishness. India has social Caste Apartheids; even many have Race prejudices. The North East People suffer from such prejudices in the major Cities of India. There is danger Naga Political Movement inadvertently and unintentionally may generate Racism against Indians. Nagaland must develop into a Modern, Non-Racial, Secular, Strong and Tolerant State, giving special attention to Minorities. II. WHEN IS FUND RAISING TAXATION? The Konyak Student Union (KSU) has very rightly said: “Student Bodies and NGOs should not

undertake any sort of donation drive in the Market” (Nagaland Post 1 April 2014). This is the most welcome brilliant dynamic Idea any Student Body so far in Nagaland has come out. In fact; nobody, not even the legally established Government -unless passed in the Legislative Assembly of Nagaland- has the Authority to collect any Fund be it in the Market or otherwise. In Practice, only unsolicited voluntary Free Gift alone comes under the legality of the law; all other Fund collection is Unauthorized. Some Nagas are so Christian they seem to believe they have religious sanction to ask donation from every potential acquaintances if it is for going to Jerusalem or for a Tour of the Holy Land; and most Nagas have become so narrowly docile they pay anybody if it is in the name of Naga National Purpose! Thanks to ACAUT of Nagaland who have shown everybody under the Nagaland Sun that TAXATION is a Subject even the NSCN can not arrogate the Power to themselves. If the State Government has any Honor in itself, the prevention of Taxation by other Authorities in the Territory it controls is its primary constitutional duty. III. WHOLE COMMUNITY VOTE FOR ONE PARTY. They are Signs of UNRIPE DEMOCRACY: i. all Villagers voting for the Candidate the Village Council has decided. ii. the whole Tribe vote for the Party the Tribe organization is inclined. iii. All MLAs of the Tribe are from one and the same Party. iv. Church Leader or Functionaries of Non-Political Organization openly supporting particular Party Candidate prior to Voting degrades civilized Democratic Value of Secret Voting. Thepfulhouvi Solo.

NPCC allege misappropriation of funds DIMAPUR, APRIL 1 (MExN): The Nagaland Pradesh Congress Committee has revealed information, which it said pointed to “misutilization” of funds by Lok Sabha MP, CM Chang and Rajya Sabha MP, Khekiho Zhimomi, with regard to implementation of Member of Parliament Local Area Development Scheme (MPLADS) for Nagaland state. A press note from the NPCC Griev-

ance Cell stated that various discrepancies were also detected with no proper work order, APR, enclosed photographs. It stated that “mismanagement and biased attitude” of the leadership has deprived the state of deserved development process. NPCC informed that, with regard to the Lok Sabha MP, the Government of India had sanctioned Rs 1400 Lakhs during the pe-

riod from 2009-10 to 201213. Out of this, as per the NPCC report, an amount of Rs 1395.5 Lakhs was spent on the various districts of the state. For the Rajya Sabha MP as well, the GoI had sanctioned an amount of Rs 1400 Lakhs for the period from 2009-10 to 2012-13. The NPCC also furnished a report of the amount of funds spent from the funds on the various districts of the state. (See table)

Lazami village council on abuse of village name ZUNhEboto, APRIL 1 (MExN): Lazami village council has clarified that a person named Kughavi, Corporal, GPRN/ NSCN, who was held for extortion at Peducha as published in local dailies on March 30, does not belong to Lazami village but belongs to Tukuliqa village. The council in a press statement has

warned Kughavi to apologize to the village council or “face action from the village council for defaming the village.” The Lazami village council also appealed to the police or any other authority to properly verify the facts before going to the press as the “criminals are bound to speak lie for

their self defense.” The note added that this is not the first case where “anti social activities” have used the village name to escape as Lazami village is hugely populated and most of the Sumi villages either directly or indirectly migrated from Lazami village. But, the note clarified, “that does not mean they still belong

to Lazami village when their forefathers settled in some other village for century or so.” In light of this, Lazami village council has urged that Kughavi’s village should be corrected as Tukuliqa and not Lazami in the case registered at Sechu Zubza police station for investigation.

slavery in India, a disturbing truth

T

he Global Slavery Index 2013, compiled by non-profit Walk Free Foundation, presents quite a dismal picture about a reality in India: Modern slavery. It estimates that 13.3 million to 14.7 million people are enslaved in India, exhibiting the full spectrum of such rights violations. It is scary, heart-rending, exposes our underbelly and gives a peep into our minds and the exploitative tendencies we have. Most of all, it depicts the feudalistic mindset we suffer from. The reality smacks us in the face when we look at two figures reported within the report: One, the prevalence of modern slavery is the fourth-highest in India. Two, in absolute terms the country enslaves the highest number of people. In recent times, we have had debates on exploitation of domestic helps though none of us has had the courage to look at our underbelly, the underlying attitudes or mindsets. One would be clearly horrified at hearing some incidents and the treatment domestic helps are subject to (one will use the word servant further on, even though this IANS columnist severely detests the usage). The threats and issues servants would face include: • Threat of being thrown out of the locality if a 16-hour daily schedule is not followed • Not being allowed to drink water from the home kitchen • Exposure to things being thrown at their faces • Denial of using the elevator when the bosses or their children are inside • Denial of simple comforts like use of the washroom or water heaters • Denial of using the neighbourhood parks for their wards • Denial of visits to tend to even emergencies in their homes at the cost of daily chores Worse still, these ideas of discrimination are propagated through the kids in the house, as they are not told to respect the individual who works at home. Strangely enough, all the above incidents are also attributed to spouses of bureaucrats living within one single locality in the Indian capital. The problem we discuss is something that is prevalent across the board in India and exemplified by spouses of bureaucrats who end up exploiting the system far more then we can fathom or think of. This might not be true for all, but even if it is a reflection of 20 percent of the officerhouseholds then it is a scary reality. India does have an act to protect the exploited, but it remains a piece of legislation and an ineffective tool. The impact is limited as the perpetrator quite likely is the one who has the responsibility of serving and protecting the people in the country. Put in a different way, it can be said that the law is ineffective since the exploited, most of the times, are under servitude of an officer, a bureaucrat or a person who yields disproportionate power in the system and the servants are too scared to complain. One is not too sure if India or any Indian had thought at the time of independence that such would be the treatment the citizens would be exposed and subject to. The disheartening idea here is that this treatment is no different from the most horrific statements Indians had to live with preindependence - Indians and dogs not allowed. The only thing that could be the saving grace in this case is that we are now under the rule of a brown sahib if nothing else. Let us not forget that people who are at our homes are individuals who need to be respected for what they contribute and not shouted at or yelled at. It is rather individuals who shout or mistreat who have ended up becoming slaves to their pathetic mindsets. The mindsets that can only fathom exploitation. Treating people like animals, thinking that you have servitude rights over people and misdemeanor is clearly repulsive. What matters here is how we set this exploitative tendency right and take immediate action or else the social upheaval it may cause would be exceedingly difficult for anyone to control or handle.

I

f the world doesn't cut pollution of heat-trapping gases, the already noticeable harms of global warming could spiral "out of control," the head of a United Nations scientific panel warned Monday. And he's not alone. The Obama White House says it is taking this new report as a call for action, with Secretary of State John Kerry saying "the costs of inaction are catastrophic." Rajendra Pachauri, chairman of the Intergovernmental Panel on Climate Change that issued the 32-volume, 2,610-page report here early Monday, told The Associated Press: "it is a call for action." Without reductions in emissions, he said, impacts from warming "could get out of control." One of the study's authors, Maarten van Aalst, a top official at the International Federation of the Red Cross and Red Crescent Societies, said, "If we don't reduce greenhouse gases soon, risks will get out of hand. And the risks have already risen." Twenty-first century disasters such as killer heat waves in Europe, wildfires in the United States, droughts in Australia and deadly flooding in Mozambique, Thailand and Pakistan highlight how vulnerable humanity is to extreme weather, according to the report from the Nobel Prize-winning group of scientists. The dangers are going to worsen as the climate changes even more, the report's authors said. "We're now in an era where climate change isn't some kind of future hypothetical," said the overall lead author of the report, Chris Field of the Carnegie Institution for Science in California. "We live in an area where impacts from climate change are already widespread and consequential." Nobody is immune, Pachauri and other scientists said. "We're all sitting ducks," Princeton University professor Michael Oppenheimer, one of the main authors of the report, said in an interview. After several days of late-night wrangling, more than 100 governments unanimously approved the scientist-written 49-page summary — which is aimed at world political leaders. The summary mentions the word "risk" an average of about 5 1/2 times per page. "Changes are occurring rapidly and they are sort of building up that risk," Field said. These risks are both big and small, according to the report. They are now and in the future. They hit farmers and big cities. Some places will have too much water, some not enough, including drinking water. Other risks mentioned in the report involve the price and availability of food, and to a lesser and more qualified extent some diseases, financial costs and even world peace. "Things are worse than we had predicted" in 2007, when the group of scientists last issued this type of report, said report co-author Saleemul Huq, director of the International Centre for Climate Change and Development at the Independent University in Bangladesh. "We are going to see more and more impacts, faster and sooner than we had anticipated." The problems have gotten so bad that the panel had to add a new and dangerous level of risks. In 2007, the biggest risk level in one key summary graphic was "high" and colored blazing red. The latest report adds a new level, "very high," and colors it deep purple. You might as well call it a "horrible" risk level, said van Aalst: "The horrible is something quite likely, and we won't be able to do anything about it." The report predicts that the highest level of risk would first hit plants and animals, both on land and the acidifying oceans. Climate change will worsen problems that society already has, such as poverty, sickness, violence and refugees, according to the report. And on the other end, it will act as a brake slowing down the benefits of a modernizing society, such as regular economic growth and more efficient crop production, it says. "In recent decades, changes in climate have caused impacts on natural and human systems on all continents and across the oceans," the report says. And if society doesn't change, the future looks even worse, it says: "Increasing magnitudes of warming increase the likelihood of severe, perva-

t five o'clock on Thursday June 12th, if all goes to plan, a whistle will blow in São Paulo and the 20th World Cup will begin. It will be hard to hear, because no fans in the world are as passionately noisy as Brazil's. They see it almost as a right that their team, the seleção in their famous canary-yellow shirts, will emerge a month later as the winners. For them, this is not just a football tournament, but an opportunity to exorcise a ghost from the national psyche. The World Cup has been held in Brazil only once before, in 1950, and it turned into a national humiliation. On paper Brazil had the best team in the world. The government rose to the big occasion by building the Maracanã stadium in Rio, in two years flat. Brazil duly reached the final, where they faced Uruguay in front of an estimated 200,000 spectators, a world record. But the unthinkable happened: after Brazil had taken the lead, Uruguay stole two late goals. An anthropologist, Roberto DaMatta, described it as "perhaps the greatest tragedy in contemporary Brazilian history". In a country that suffered dictatorship and hyperinflation a few decades ago, you might think this was an exaggeration. Yet many Brazilians would agree. Not for nothing does Brazil like to call itself o país de futebol—the football country. If France expresses itself through cuisine and Italy through art, Brazil does so by kicking a ball. Of course there is much more to it than sport: the world's seventh-largest economy, a powerhouse of energy and agribusiness, a vibrant democracy that has

sive, and irreversible impacts." While the problems from global warming will hit everyone in some way, the magnitude of the harm won't be equal, coming down harder on people who can least afford it, the report says. It will increase the gaps between the rich and poor, healthy and sick, young and old, and men and women, van Aalst said. But the report's authors say this is not a modern day version of the Four Horsemen of the Apocalypse. Much of what they warn of are more nuanced troubles that grow by degrees and worsen other societal ills. The report also concedes that there are uncertainties in understanding and predicting future climate risks. The report, the fifth on warming's impacts, includes risks to the ecosystems of the Earth, including a thawing Arctic, but it is far more oriented to what it means to people than past versions. The report also notes that one major area of risk is that with increased warming, incredibly dramatic but ultra-rare single major climate events, sometimes called tipping points, become more possible with huge consequences for the globe. These are events like the melting of the Greenland ice sheet, which would take more than 1,000 years. "I can't think of a better word for what it means to society than the word 'risk,'" said Virginia Burkett of the U.S. Geological Survey, one of the study's main authors. She calls global warming "maybe one of the greatest known risks we face." Global warming is triggered by heat-trapping gases, such as carbon dioxide, that stay in the atmosphere for a century. Much of the gases still in the air and trapping heat came from the United States and other industrial nations. China is now by far the No. 1 carbon dioxide polluter, followed by the United States and India. Unlike in past reports, where the scientists tried to limit examples of extremes to disasters that computer simulations can attribute partly to man-made warming, this version broadens what it looks at because it includes the larger issues of risk and vulnerability, van Aalst said. Freaky storms like 2013's Typhoon Haiyan, 2012's Superstorm Sandy and 2008's ultra-deadly Cyclone Nargis may not have been caused by warming, but their fatal storm surges were augmented by climate change's ever rising seas, he said. And in the cases of the big storms like Haiyan, Sandy and Hurricane Katrina in 2005, the poor were the most vulnerable, Oppenheimer and van Aalst said. Report co-author Maggie Opondo of the University of Nairobi said that especially in places like Africa, climate change and extreme events mean "people are going to become more vulnerable to sinking deeper into poverty." And other study authors talked about the fairness issue with climate change. "Rich people benefit from using all these fossil fuels," University of Sussex economist Richard Tol said. "Poorer people lose out." Huq said he had hope because richer nations and people are being hit more, and "when it hits the rich, then it's a problem" and people start acting on it. Part of the report talks about what can be done: reducing carbon pollution and adapting to and preparing for changing climates with smarter development. The report echoes an earlier U.N. climate science panel that said if greenhouse gases continue to rise, the world is looking at another about 6 or 7 degrees Fahrenheit (3.5 or 4 degrees Celsius) of warming by 2100 instead of the international goal of not allowing temperatures to rise more than 2 degrees Fahrenheit (1.2 degrees Celsius). The difference between those two outcomes, Princeton's Oppenheimer said, "is the difference between driving on an icy road at 30 mph versus 90 mph. It's risky at 30, but deadly at 90." Tol, who is in the minority of experts here, had his name removed from the summary because he found it "too alarmist," harping too much on risk. But the panel vice chairman, Jean-Pascal van Ypersele, said that's not quite right: "We are pointing for reasons for alarm ... It's because the facts and the science and the data show that there are reasons to be alarmed. It's not because we're alarmist." The report is based on more than 12,000 peer reviewed scientific studies. Michel Jarraud, secretary general of the World Meteorological Organization, a co-sponsor of the climate panel, said this report was "the most solid evidence you can get in any scientific discipline." Michael Mann, a climate scientist at Pennsylvania State University who wasn't part of this report, said he found the report "very conservative" because it is based on only peer reviewed studies and has to be approved unanimously. There is still time to adapt to some of the coming changes and reduce heat-trapping emissions, so it's not all bad, said study co-author Patricia RomeroLankao of the National Center for Atmospheric Research in Colorado. "We have a closing window of opportunity," she said. "We do have choices. We need to act now."

No Brazilian has ever won a Nobel prize, but their footballers have won the World Cup five times—more than any other country. Along with carnival, soap operas and Portuguese, football has helped to knit a vast country of 200m people into a remarkably seamless nation. It exemplifies Brazilians' flair for teamwork, which has also been noted by management theorists. It is played everywhere and by almost every male and increasing numbers of women. Walk along any beach, or through any park, and you see dozens of games in progress, some highly organised, others just impromptu kickabouts. As this photo essay shows, Brazilians need only a courtyard in a favela, an empty flyover or a clearing in the forest to create a Maracanã of the imagination. Football arrived in 1894 when Charles Miller, the son of an expatriate Scottish railway engineer, disembarked in Santos carrying two balls. Unknown in Britain, Miller is a household name in Brazil, commemorated in statues and street names. Brazilians swiftly took to the sport. At their best—the nation-

al teams that won the 1958 and 1962 World Cups and Pelé's all-conquering Santos FC—they turned football into an art form, o jogo bonito (the beautiful game). Gilberto Freyre, an anthropologist and historian, thought that Brazilians played football as "if it was a dance". Freyre put this down to the influence of Africa. It was not by chance that Brazil began to win when black and brown-skinned players such as Pelé and Garrincha, the bow-legged winger born in poverty, became a majority in the seleção. In a country more scarred by slavery than any other (with the possible exception of Cuba), football is one of the great levellers, a route to overcome inequality. It is played with great verve by Amerindian tribes, as Alex Bellos shows in "Futebol", his brilliant book on the Brazilian way of life. But the magical creativity of Brazilian football has often come with a dour, physical side. And as well as alegria— the spontaneous expression of joy that is an integral part of the Brazilian character—football displays the corruption, violence and cynicism that afflict the nation as a whole. League matches are often sparsely attended, and sometimes marked by hooliganism. Many

clubs are poorly run, and some owners, dubbed cartolas ("top hats"), use them to achieve political power or for money laundering: Vasco, a club in Rio, had an owner who was known to pocket the gate receipts. Ricardo Teixeira ran the Brazilian Football Confederation as a fief for almost a quarter of a century before claims of corruption forced his resignation in 2012. During the Confederations Cup, the dress rehearsal held a year before the World Cup, football became a flashpoint of public discontent, which is rare in Brazil. The budget for the 12 stadiums stands at over $3.5 billion and counting—three times more than South Africa spent on hosting the 2010 World Cup. The stadiums have been built to the exacting requirements of FIFA, football’s governing body. Protesters, angry that politicians have paid less heed to their demands for better public services, held up placards demanding "FIFAstandard" hospitals and schools. Some lament that the World Cup will accelerate the gentrification of the national game, pricing many fans out of the stands. Others are confident that it will give the sport an upgrade in accord with Brazil's claim to be a rising power in the world. Despite its blemishes, football has, as DaMatta wrote in the 1980s, provided "a confidence in ourselves that no other institution has given Brazil to the same extent". Brazil has come far since then. Its leaders now have their eye on a permanent seat at the UN Security Council. For most Brazilians, that prize comes a distant second to regaining the World Cup.

Patriotism and Civic Sense

n illustration of European culture of patriotism or civic sense is the highly educated barber, Mr. John Watt of Scandinavia. Though he had other options in life, like taking up teaching in universities, he chose to be a barber, because through this profession he is able to contribute more tax towards the exchequer. He pays approx. Rs. 26, 32, 500/- p. a. to his state. In the Holy Bible, one of the expressions of patriotism is that of Queen Esther who said ‘If I perish I perish’ and went to the King and saved the lives of all the Jews throughout the country in Esther 4:16, showing God fearing Jewish patriotism. Patriotism calls for readiness to sacrifice for love of the people and one’s country. Esther of long ago and John Watt of today showed an excellent patriotic response to such a call and became the backbone of their respective nations. It is easy to say “I love my people and country” but its practice takes courage and sacrifice which is not to be measured by one’s status. Today we are in dire need of patriots like Queen Esther and John Watt to heal our land from all evils. When we have that kind of a commitment, creating a peaceful, clean and habitable land for ourselves should not be impossible, but if we act selfishly then everything will go wrong, in whatever we say or do. Hypocrisy is the greatest crime of the day. 1. Definitions What really is patriotism and civic sense? The word patriotism is derived from the Latin word ‘patriota’ which means fellow countryman. The act of a person defending his country’s freedom or right or strongly supporting his people and preparedness to defend it at all cost is patriotism. Civic sense on the other hand is the act of a person, taking an active interest in the community’s needs and affairs of a town or a city, having civic pride by performing his duties to the best of his ability. It is also an ethic which needs to be followed in public. 2. What is inherently wrong with us? Both patriotism and civic sense is that sense of an individual which makes him a civilized, loving and caring citizen of a country. As far as our normal understanding is concerned, it is felt that people from educated and belonging to the upper strata are more or less quite civilized possessing patriotism and civic sense. This may be true in advanced countries but, so far as India is concerned, we are shocked to see, what is inherently wrong with us is that we, no matter which state and what background we belong to, are lacking in patriotism and civic sense. Sad but true. Drastic and radical changes are needed, if we have to live with dignity and mutual respect. 3. India dirty, dirty, cheating, cheating; why? Lack of patriotism and civic sense is not far to seek, we find it all pervading, no matter which city or town we go, including our state capital, Kohima. In our neighborhood, in the colony, on the road, in the office, in a theatre, in a public toilet or in a restaurant and all, we have tell tale signs of unpatriotic nature, incivility and an absence of civic sense. Over and above as per the report of WHO, there are as many as 665 millions of poor Indians who have to defecate in the open every day. These people completely lose self respect, dignity and civility from their practice, and spread diseases all over the land. As such they demean the human race otherwise proclaimed to have superior intellect over every other living creature. Age old discrimination based on Hindu caste system denies dignity of labour. That is why Indians suffer comments like “Oh! India Dirty, Dirty, Cheating, Cheating” made to me and my wife abroad by a foreigner, when he discovered that we were from India, out of his concern for India. 4. Are we not indirectly eating excreta? Studies suggest that one gram of faeces contains 1 million bacteria, 10 million viruses, 1000 parasites and 100 parasite eggs. One may comprehend how fatal it can prove for our health. Even a single household practicing open defecation (ODF) connotes that all habitants of such areas are eating excreta indirectly brought by carriers like rats, cockroaches and flies. Research shows that a fly after consuming excreta, vomits it out on the food it sits on before consuming it again. 5. Kohima; then and now When Mokokchung can be clean, why can’t Kohima be also? What is wrong with us? Let us examine ourselves through and through and come out with practical solutions. The situation in Kohima was better off few decades ago; we were never as unpatriotic and uncivil as we are today. Why this deterioration in our civic sense today? Mind that the lovely and historic capital town Kohima is not for lackadaisical human response to pollute and degrade, as we are accountable to our future generations who would suffer the after effects of present neglect. 6. Personal prosperity goals People today are so driven towards personal prosperity goals that patriotism and civic sense has become a low priority and its absence in a society, leads to disregard for law, values and sanitation. A person who has

t's the type of controversy all politicians will dread, and the Bharatiya Janata Party and its prime ministerial candidate Narendra Modi in retrospect would have regretted. The BJP's attempt to plagiarise the Shaivite chant of "Har Har Mahadev" to coin the "Har Har Modi" slogan as part of the election campaign has drawn flak from the very people the party wants to consolidate as its vote base. And understandably, this has led to a set of questions about slogan as a political device and its use during elections. Some slogans we know have produced results in the past. Others have failed miserably, remembered more for their extravagance or flatulence. But there is no denying the importance of slogans as a popular genre of political communication. Then, why do some slogans succeed and under what conditions? Before we go into the current crop of slogans, their purpose and possible efficacy, it would be helpful if we revisit the history of slogans and their use in the country. Initially for a long time, political slogans held the day in India. Specific economic ones came later. But it has been found that even when there is an apparent economic content in a slogan, the objective is political. The first such documented slogan was that of the Swadeshi (Buy Indian) movement during the colonial rule. There was a specific economic content in the call for boycotting British goods and buying home-made ones. The overt economic strategy had a covert political motive. Other noteworthy

patriotism and high civic sense does not resort to shortcuts and unethical tactics to get his work done. The shortcuts that we practice in Nagaland today are in the group with bribery, corruption, hedonism, instant gratification, the get-rich-quick culture, violence, selfishness, lack of courteousness, random disposal of waste or politics without principle and business without conscience. The consequences are failure of our projects, disconnection and distrust amongst people, also creating distance between God and people. 7. Exemplary behavior of Chinese and Japanese How China became position number two amongst the richest nations of the world is not because of their natural resources or size of their land but of their patriotism. Helping the Chinese economy boom by nonresident Chinese who invested all their wealth in their country of origin for love of their people and country is a good example of patriotism. While the Japanese take compulsory turns without any exceptions in cleaning their neighborhood every day as an opportunity for having enjoyable fellowship in that joint positive effort is another example of patriotism and civic sense. I remember an instance when I was in a restaurant located at a farm in Japan, and since it was in a country side a fly got inside, so the whole staff started to chase that fly until they killed it and thereafter they came to all the tables and sincerely apologised. They also would not do anything to demean their country that’s why Japan is very clean and would never eat with their bare hands, which is considered very dirty and unhygienic. 8. Do we lack “I care” attitude for our land? In a huge contrast, it is a very common sight at Kohima to see sweet or chocolate wrappers flung out of luxurious passing cars in the middle of the road, or people awkwardly engage themselves in nose picking in public during traffic jams. Often you see supposedly civilized persons carrying dirty handkerchiefs or notice untrimmed dirty finger nails. In such a situation it is natural on a greater scale that we don’t have the needed “I care” for our land. If this is the standard of the cream of our Naga society, the less said about others the better. The reason for this unpatriotic nature and lack of civic sense is perhaps attributable to our upbringing and formative years as we never took public property seriously, and treated it as nobody’s child. Patriotism and civic sense seem to be conspicuous by their absence in our society, added by our primitive background. With this casual and careless attitude it is no wonder that the public places are all littered. 9. Patriotism and civic sense produces character However, a person with patriotism and civic sense is a one man army. He owes his patriotism to his people, country and values. Individuals and organizations are perishable whereas patriotism and civic sense are basic codes of conduct and are everlasting as that of the Ten Commandments, such as do not steal or kill. Patriotism and civic sense produce character and character produces hope and honor. It is the sum total of integrity, honesty, ethics, conscience, loyalty, mental toughness, courage and consistency. 10. Self-centeredness and casteism The life of a patriot speaks to his people “come lets walk together to live with honor” but when a person compromises his patriotism and values he not only loses the respect of others but most importantly he loses respect for himself. The lack of patriotism and civic sense cannot be compensated by any other quality of body or mind. A historical case in point is the attitude of high caste Indians treating Dalits, their own fellow human beings, lower than their dogs. Their dogs are free to move about their living room or bedroom while their fellow Dalit brothers cannot even set foot on their verandah. This self-centeredness and patriotism or civic sense are like darkness and light which do not go together. 11. Yesterday’s philosophy We all know that Baba Amte was the son of a rich Brahmin landlord, a renowned law practitioner, and also vice chairman of a municipality. He had a soft heart for lepers, as such set up a leper rehabilitation centre where he taught them self-reliance. He said “I am more isolated by my own community (Brahmin) than the lepers.” This attitude towards their fellow human beings is not only the absence of true love and human values but also a lack of patriotism and civic sense. There may be a related attitude and behavior explanation as to how Graham Staines and his two sons were burnt to death for his anti-leprosy Christian mission. It is the attitude and patriotism that matters and not the size of the country or its resources. Are we living today in tomorrow’s world with yesterday’s philosophy? Enough crime has been committed. We should examine our lives carefully and transform otherwise our lives are not worth living and fulfilling to meet the purpose of life. 12. Why the Indians are segregated by other countries? Some of the high caste Indians seems to have privilege to litter everywhere without an obligation to clean up themselves or to say thanks to the lower castes for doing their work. As a result of these habits they not only lose their character, demean the country but also are being despised by other nations. I along with my

wife had a 14 day Europe Tour with another 23 very highly accomplished persons from India in 1998, organized by an International Organisation. Due to their aforesaid misbehavior, we the Indians were grouped separately in all the Five Star Hotels throughout the Tour, except the first Hotel at Heathrow in UK and when the waiters saw our Mongolian faces amongst the Indians, they often told us, “you (Mongolians) should not be here (with the Indians) your group is in the other dining hall,” pointing out to where the Europeans and other Mongolians like the Japanese were dining. On one occasion our two Indian friends were forced to clean up their toilet papers after use in one of the public toilets in UK by the toilet keeper. Why this ill treatment? They often push others at the buffet, start eating while in the queue at the buffet, take a lot of food and waste, often burped after meals and their women would pocket nuts and fruits. 13. Is Nagaland just mud and dust? There are many indications that we the Nagas are simply copying the aforesaid attitude. Today Nagaland is labelled as “just mud and dust” it has only two seasons instead of four, they are “muddy season and dusty season” by foreigners. One lady from the UK had collected rubbish from a tourist village in Nagaland, went to England then sent it back to the tourist village Chairman with a covering letter saying that it was proper on her part to send it back to the original owner. I met two foreigner ladies married to Nagas, one of them said “I love Nagaland. I love Nagas but I hate their toilets.” The other said “When I get to the city (Kohima) I am very much worried because there is no public toilet.” 14. To build a new world we need new people These above comments are a serious challenge to our patriotism, civic sense, civility and sanitation. Any nation’s thinking and behavior are in ruins before their cities, towns and economy are in ruins. We can plan a new society and a new world on paper or preach the same but practically we have to build with new people only. Korea was the poorest nation on earth in 1953 and has become the third richest nation in Asia and 15th in Gross Domestic Product and 12th in Purchasing Power Party (nation) of the world today with a spiritually committed movement and a slogan as “Land of prayers.” We are in need of such a spiritual movement and slogan rather than festivals after festivals with wine and meat. 15. A lifestyle of servant hood “Dig a hole” and cover up your excrement…. Your camp must be holy; so that He will not see among you anything indecent and turn away from you.” Deut. 23:13 and 14. God is holy of the holiest. He wants us to be holy spiritually and physically for our own good, wherever our dwelling camp may be, must be holy so that God may not turn away from us. Great is he who serves and not the one who slumbers and eat. Our Lord and Savior Christ has given us a lifestyle of servant hood, gentleness, humility and not to litter everywhere in arrogance expecting the lower caste to clean up the mess for us. There is no low caste before our Lord. 16. No cultural indoctrination among the Nagas Occasionally I take out my children to clean up the neighbourhood, even though it is not easy because of the horrible smell. Now the littering with bottles, plastics and rubbish is much lesser by the day. Nagas are lucky not to suffer from cultural indoctrination. As per our tradition and culture we rather boast of a sense of sharing collective responsibilities, valor, integrity and ‘dignity of labor.’ So the task of creating a habitable land for ourselves should not seem impossible to us. Shall we resolve not to rely on a culture of cheap escapism but on one inspired by a vision and a goal for a better world? We shall then march ahead so that we may have a hope of a better world and a secure future. 17. Our responsibility Shall we resolve that we shall absolutely refrain from littering our towns, cities, and public places? We should see that patriotism, civility, civic sense and sanitation be taught in all schools, churches and homes, also the Japanese example of compulsory neighbourhood cleaning daily by rotation should be adopted in all the colonies and villages. Children are taught patriotism and civic sense early because unlike a specific skill, patriotism and civic sense is a school of thought in itself. It is a belief in love and care of public property, hygienic living, respect and love for other members of society and humane behaviour without discrimination. Mother Teresa said, ‘If everyone would clean their own doorstep, the whole world would be clean.’ 18. Let’s build a great nation for ourselves Roads and cities are not dirty because nobody cleaned it but because somebody dirtied it in the first place. Such dirt and grime are not acceptable to anybody; it exists only because everybody adds to it. If you want to live in a prosperous and healthy society and build a great nation for yourselves, inculcate patriotism and civic sense today. Let us live to earn respect and dignity through how we live and not to demean our country.

There are many ideals one aspires to and for which we have our own opinions and views. Society has specific beliefs on what it feels is the ideal husband, the ideal wife or the ideal Christian. We also bracket people of certain tribes and certain characteristics like being very cunning or aggressive. This week we bring out the characteristics of an Ideal student from the eyes of one of our Commerce teachers.

he term good student stands for good learner, one who is hard-working and puts in complete devotion to work and duty. A good student becomes a good citizen through cultivation of the habits and duties that denote an ideal citizen. Being a good student, involves being a good citizen and a model for others. Hence, a student’s life is viewed as an indication of the dutiful and responsible citizenship that a country deserves. Here, I would like to put forward certain qualities of a good student. A boy or a girl may identify himself as a student by the uniform he wears and the books he carries but a true student is much more than simply that. There are certain virtues and values he/she must possess. A student is a combination of 3 D’s: ‘Duty’, ‘Devotion’ and ‘Discipline’. ‘Duty’, as in a task where students are required to act both morally and responsibly; ‘Devotion’ - a strong feeling of support and great love for education and their teacher; and ‘Discipline’- an implicit obedience of the rules of the institutional authority while inside the campus. Without discipline, no amount of pushing and support by others can help one to fulfil one’s goal in life. The popular saying, “Work is worship” is true to life as there is no such thing as any type of work being undignified. If we approach our responsibilities, our books and our professions with this kind of attitude, our lives and society as a whole might just be a happier place to live in. Adhering to this policy, an individual can acquire the qualities that are necessary of a good student. Students, first of all, need to concentrate on their studies, which is also one of the chief qualities of a good student. It requires them to complete their assignments on time, putting more effort in their class-work, taking their exams and tests seriously, etc. Fulfilling the above requirements will boost their confidence and assure them hope for a successful life. A good student will always think about his or her responsibilities. They have ultimate power to motivate others to be successful. Motivation comes in different forms and directions - from class-mates to teachers, parents and friends. Every teacher’s dream is to have students who are motivated to be successful as it is difficult to connect to students who are unmotivated. Likewise, students who lack motivation are the ones who are often in trouble, and eventually drop out of school. The ones who are inspired to learn are those who enjoy learning and eventually become successful in life. A good student will always think twice before making a big decision. An ideal student will possess the ability to solve difficult problems and thus become a problem solver with true problem solving skills. Those students who do enjoy true problem solving abilities are rare gems that teachers love. They can be used as a resource for helping and developing other students into becoming a capable learner. An individual who acquires the quality of a good student/citizen will always think for the betterment of the society and give respect to all. A good student need not necessarily be the smartest student but one who also participates in all activities, as it increases one’s level of confidence and aids in academic success. Most institutions provide extra- curricular activities that students can perform and participate in. These activities provide so many learning opportunities that a traditional classroom education cannot always account for. It also helps the students to work with others as a team, in order to achieve common goals. Karl Marx was a very good student during his time. He had attained lot of degrees through his hard work, skill and potential. After his graduation, he did his Law from Bonn and Berlin and then he wrote a Ph. D thesis in philosophy, campaigning the view of Democratic and Epicurus. He later evolved into a radical thinker and inspired various schools of thought with his Marxist theory. His ideas not only went on to establish himself as master of economist theory, but also gave the world a comprehensive understanding of politics, business, and education. There are plenty of students who are blessed with natural intelligence and confidence but lack the discipline to love that confidence and intelligence. The hardest working students will ultimately be the most successful in life or future. Therefore, in order to become a qualified and responsible member of a society (a good student), one should inculcate the qualities mentioned above in order to become a fruitful citizen. Opinion engineering: The war of slogans political slogans that appeared during the freedom struggle included the Congress' "Purna Swaraj" (Absolute self-rule) , Mahatma Gandhi's 1942 "Quit India" call to the British and Subhas Chandra Bose's "Delhi Chalo" (March to Delhi). The slogans of the early years after independence were reflective of the time. As a specific type of message presentation, they were aimed at serving an agenda. Slogans like "Growth with Justice" and "Self-reliant Growth" were anchored in specific situations as post-colonial India was finding its feet on the ground. But most of these, including Jawaharlal Nehru's "Aaram Haaram Hai" (Idleness is a sin) to arrest a declining work ethic, did not evoke the kind of popular response as expected, as some have said, because of the disjunctions between the idea and the ground reality in an era of centralized planning and top-to-bottom approach. The most significant political-economic slogan in independent India so far has been "Garibi Hatao". It was first adopted along with the formulation of the Fourth Five-year Plan (196974). But then Prime Minister Indira Gandhi used it as part of her campaign strategy with stunning effect in the 1971 elections. Six years later in 1977, the battle cry was "Freedom and Democracy" as the elections were held after 19 months of Emergency rule.

saroj Mohanty iANS But the internal bickering and ideological difference among the disparate groups that formed the Janata Party led to the fall of the first non-Congress government at the centre three years later. Indira Gandhi again went through her old script and called for stability and "A Government That Works" and returned to power. Her successor Rajiv Gandhi held the vision of a clean, brave new India -- "Mera Bharat Mahan" (My India is Great) -- on the back of smart technology, particularly at a time when the political system to a large number of Indians had begun to look increasingly criminal. The recounting of all these shows that specific, sometimes extraordinary, socio-political situations have led to their emergence and that explains their popularity and effectiveness. Depth psychologist and communication experts say people can be roused to enthusiasm by a slogan. As a statement of proposition or persuasion, a slogan is successful when it is able to tap the collective consciousness of a people. Seen in this perspective, "Garibi Hatao" touched a chord as every Indian wanted to be free from poverty. It helped Indira Gandhi in her search for what some political commentators called a "winning coalition", which was an

agglomeration or co-option of the traditionally deprived, including the minorities and a number of "peripheries" as defined in the traditional and more modern electoral terms. Also, the success of a slogan depends a lot on its framing and agenda-setting function. The framing refers to the fact that a slogan is a highly condensed form of expression, a message system; while the agenda-setting is all about identifying public issues and shaping public opinion. A slogan, it is said, is most potent and effective when it is short and catchy, that is something easy to understand and represents a positive feeling. As a brief and striking phrase, "Garibi Hatao" was very evocative and yielded the desired political dividend and set a trend in Indian politics as elections thereafter came to depend more on populist slogans and promises. So, where do the two key slogans of the two major contenders in the 2014 elections stand? Essentially, both are vertical political propaganda to influence the crowd below, at a time of lower economic growth and growing income inequality. The BJP slogan of "Ab Ki Baar, Modi Sarkar" (This time it's the Modi government) is part of the quasi-presidential campaign launched by the party and implies a decisive and effective leadership. It poses that Modi has a record in Gujarat, which proves he can "deliver", although the claim is open to

argument and questioning. At the same time, it invites voters to join a perceived national mood against a government that many see has been dysfunctional and corrupt. In comparison, the Congress slogan of "Har Haath Shakti, Har Haath Tarakki" (empowerment and progress for all) acknowledges the economic disparity in society and promises to help lift those left out after two decades of economic reforms. Interestingly, it is coming from a party that has been at the head of the government for the last ten years and fighting the election on a promise and not achievement. Both the slogans are pitching to an internal reality -- the BJP particularly tapping into the middle class disaffection with the present government for failing to create opportunities for growth and the Congress promising to lift those languishing just below. French sociologist Jacques Ellul in his study says propaganda succeeds when there is pre-propaganda, the necessary objective conditions. For example, propaganda can influence a person who is not completely haunted by poverty, someone who can be reasonably unconcerned about his or her daily bread. Also, he or she may not be totally uneducated or uninformed and therefore can take interest in general matters. Over the last two decades, there has been a certain level of economic prosperity and media penetration is increasing. In such a context, both the slogans are competing for voters' validation. How are they zapping? We will get to know on May 16.

No death penalty for Rajiv Gandhi’s killers: SC

NEW DELHI, AprIL 1 (TNN): The Supreme Court on Tuesday dismissed Centre’s petition seeking review of judgment commuting death penalty to life imprisonment of Rajiv Gandhi assassination case convicts Murugan, Santhan and Perarivalan. In a short order dismissing Centre’s review petition, a three-judge bench headed by CJI said, “we find no merit in the review petition.” “We have carefully gone through the review petition and the connected papers. We find no merit in the review petition and the same is accordingly dismissed,” a bench of Chief Justice P Sathasivam and justices Ranjan Gogoi and SK Singh said. The Centre had contended in its petition that the three-judge bench did not consider the merits of the case and also ventured into the domain of

government by commuting the death sentence in the case. It had further contended the February 18 judgment was passed without jurisdiction by the threejudge bench instead of by a

larger bench of five judges as the case involved substantial interpretation of law and provisions of the constitution. The Centre in its petition had said: “It is respectfully submitted that the

impugned judgment is patently illegal, suffers from errors apparent on the face of the record and flies in the face of well-established principles of law laid down by this court and contained in the constitution and oth-

er statutes.” “It is submitted that in the present case, the issue raised was that of the commutation of the death sentence to life imprisonment on the ground of delay, which allegedly attracted Article 21 in favour of the convicts. Therefore, it involved a substantial issue of interpretation of the constitution and ought to have been heard by a bench of five judges, as mandated by the Constitution,” the petition added. The apex court order comes as a relief to the three convicts, whose death sentence had been commuted to life in prison. Santhan, Murugan and Perarivalan had petitioned the apex court against their death sentence, arguing that there had been an exceptional delay in a decision on their mercy pleas. Rajiv Gandhi was killed by a suicide bomber at an election rally in Sriperumbedur on May 21, 1991.

Climate change may lead India to war: UN report

NEW DELHI, AprIL 1 (TNN): Asia is facing the brunt of climate change and will see severe stress on water resources and food-grain production in the future, increasing the risk of armed conflict among India, Pakistan, Bangladesh and China, the latest report of a UN panel has warned. UN’s Intergovernmental Panel on Climate Change, in its report assessing impacts of climate change on human health, settlements and natural resources released on Monday, carried a dire warning. “The worst is yet to come,” it said, if no measures are taken to curb the ill-effects of global warming. India, like other developing economies, may lose up to 1.7% of its Gross Domestic Product (GDP) if the annual mean temperature rises by 1 degree Celsius compared to pre-industrialization level, hitting the poor the most. The report also predicts an increase in extreme weather events such as last year’s flash floods in Uttarakhand and cyclone Phailin in Odisha if steps are not taken to control the rise in temperature. “Nobody on this planet is going to be untouched by the impacts of climate change,” R K Pachauri, IPCC chairman said while making the report public in Yokohama, Japan. The report says rise in temperatures would also affect ‘beach tourism’ in many countries. The report said people around the world were already getting hit as it direct-

ly affects livelihoods, reduces food-grain production, destroys homes and raises food prices. These trends will accelerate if climate change is left unchecked. Among other things, the report warns that climate change increases the risk of armed conflict around the world because it worsens poverty and economic shocks. “Climate change is already becoming a determining factor in the national security policies of states”, said a statement issued by the UN Framework Convention on Climate Change (UNFCCC) which has been working to arrive at a global climate deal by 2015 to fight the menace effectively through combined efforts of nations. Though the report doesn’t have country-specific predictions, its region-wise findings brought out many eye-opening conclusions for India. Aromar Revi, lead author of one of the chapters of this report, said the impacts of climate change would be felt severely in Indo-Gangetic plains, affecting poor people in the entire region. “The areas which are facing frequent floods these days may face drought like situation in the distant or near future. We cannot ignore the changes which are taking place either in the Indus river basin or in Brahmputra river system over the longer period,” said Revi, explaining the implications of the report in Delhi. Another lead author, Surender Kumar, explained how climate change would affect the poorer nations. He said if mean temperatures increased beyond 1 degree C, it would knock 3% off the GDP of developing economies.

NEW DELHI, AprIL 1 (pTI): As general elections draw closer, ‘unaccounted money’ may account for over one-third of total Rs 30,000 crore estimated to be spent on these polls, a study says. The estimated Rs 30,000 crore total spending -- which includes official estimates for elections as also unaccounted money spent by parties and their candidates -- is the highest ever amount utilised for any election in India. While various national and regional parties are estimated to spend Rs 8,000-10,000 crore for the 2014 Lok Sabha elections, candidates at their individual level may spend a whopping amount of Rs 10,000-13,000 crore, as per the study conducted by research think-tank CMS. These figures include both official and unaccounted expenses. Talking about the findings of the study, CMS Chairman N Bhaskara Rao told PTI that the

estimated spending of about Rs 30,000 crore could include nearly one-third amount as ‘unaccounted money’, which are mostly being used for voter mobilisation and as ‘note-for-vote’. Government authorities, including the Election Commission (EC), are estimated to spend 7,000 crore Rs 8,000 crore, while media campaigns could account for Rs 6,000 crore to Rs 7,000 crore, the study said. The ninephase Lok Sabha polls will take place between April 7 to May 12. Other expenses include nominations, poll logistics and pre-poll expenditure by parties in power as well as money spent on government campaigns about elections. “More money will flow as the poll dates come near. We have usually seen that vote-fornote trend picks up significant pace in the last 3-4 days leading to polls,” said said Rao, who has been studying political cam-

paigns for over four decades. At about Rs 30,000 crore so far, LS 2014 poll spend per voter comes to about Rs 400 going by the 81.4 crore eligible voters expected to cast their franchise this year. “Media campaigns usually account for 25 percent of total spends. Pre-poll expenditure by parties in power (20-25 pc), voter mobilisation (10-12 pc), money to cadres (10-12 pc) and notefor-vote expenses (10-15 pc) also account for big chunks in the spending pie,” he said. The Rs 30,000 crore estimate for Rs 2014 is against Rs 10,000-12,000 crore in 2009, he stated, adding that the corresponding amount stood at a mere Rs 2,500 crore in 1996 Lok Sabha polls when CMS started tracking poll expenses. “Increase in competitive politics is mostly responsible for this substantial rise in election expenditure. This could in turn be correlated to increasing corruption,” said Rao.

A Khaas Aadmi Party was Tuesday floated in Mumbai, and has asked the Election Commission to allot ‘dustbin’ as its symbol. However, party founder Mirza Dus Hazary assured he was not competing with the AAP in any manner. “We shall take up the cause of all the poor, downtrodden, weakest sections of people, who are relegated to social dustbins. They will form our core strength and their problems shall be our prime focus. For us, each ‘aam aadmi’ (common man) will be a ‘khaas aadmi’ (important man) in the country,” Hazary told IANS. Hazary was once a highly sought after man in Bollywood as he used to stitch costumes for actors Dilip Kumar and Dev Anand and noted lawyer Ram Jethmalani. Though not will-

ing to commit anything at this stage, Hazary said the KAP plans to enter the electoral fray initially with the Maharashtra assembly elections later this year, and then maybe in other states. “At present, we have around half a million active members across Mumbai, in all the economically weaker areas in the city, comprising Muslims, Dalits, backward classes, labourers, and other such people who eke out an honest living,” he said. NEW DELHI, AprIL 1 (IANS): India faces a dearth of doctors and experts to treat autism, the incidence of which is slowly rising, with the illness being considered wrongly by many as mental retardation, experts said. Moreover, awareness about the neuro-biological disorder is still very low despite the fact that there are more than four million people with autism in the country. Though, there is no official figure, experts said, the figure is growing. And with just a few to treat this ailment, diagnosis often gets delayed, they added “It may not be wrong to say that there are only a handful of doctors in our country who can provide the right treatment for autism. “Now with the cases of autism on the rise the need for experts is being acutely felt,” Arun Mukherjee, director of Udaan - a centre for the disabled, told IANS.

He said though the situation is improving in metropolitan cities, the situation is still grim. “A lot needs to be done in smaller towns,” Mukherjee added. Autism affects the functioning of the brain, making it difficult for people afflicted with the disorder to process the information received from various sensory organs. The Indian government only recognised the disorder in 2001. Autistic individuals exhibit behaviours like spinning, flapping of hands, talking to themselves, constant jumping, attention deficit and hyperactivity. “There is lagging awareness about autism among Indians,” said Usha Verma, principal of Tamana Autism Centre and School of Hope. “For most of them, it is still a mental illness and that perception has to change. Due to

this lack of awareness, parents do not consider it to be important enough for diagnosis,” Verma told IANS. Tamana is a special school established in 2003 that caters to autistic children. Samir Parikh, director, mental health and behavioural sciences at Fortis Hospital, said: “The treatment for autism is a multi-disciplinary approach. There is a wide spectrum and children fall in various ranges. So the treatment varies depending on the level of sickness.” Being a disorder affecting the brain, autism severely affects speech, language, communication and social interaction. Hence there are two major therapies for autistic individuals -- speech and occupational therapy. “A person who has autism often has trouble communicating

and interacting with other people; his or her interests, activities, and play skills may be limited. While occupational therapy helps develop these skills, speech therapy can help address a wide range of communication problems,” Parikh told IANS. Though, there are treatments for the disorder, for Indian parents getting an accurate diagnosis also pose a hurdle. Surabhi Verma, director, Sparsh for Children said: “It is only speech delay because of which parents visit paediatricians, where most of the time they assume that the kids are just slow. “Diagnosing autism becomes a long drawn process and such delays tend to affect treatment process,” Verma told IANS. Sparsh trains autistic children and even those with other

disability to help them become part of mainstream schools. Experts said that if right therapy for autism is made available early, a child can develop skills better. “A two-year old child will be able to learn faster. While after three years the learning process takes longer and extra attention as well,” said Verma. Experts said that the Persons with Disabilities Act, 1995, does not include autism, but the government plans to cover the condition in the revised act, which has lapsed in parliament. Autism is now covered under the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999. “Just adding autism to the Disability Bill is not enough. Government needs to devise new curriculum and start specialisation courses so that the country gets more experts to treat autism,” added Mukherjee.

American policymakers are struggling with how to respond. “It’s a big philosophical question about how to deal with a strong state with anti-Western and autocratic proclivities,” said Michael McFaul, the most recent American ambassador to Moscow. “I would say on that score we are kind of confused as a country.” citing the sweeping unpopularity of the wars in Iraq and Afghanistan, American officials have embraced economic sanctions as their primary means of pressuring foreign governments. In an interconnected, 21st-century global economy, President Barack Obama argues, economic sanctions are more powerful than ever. If russia continues on its current course, Obama warned last week, “the isolation will deepen, sanctions will increase and there will be more consequences for the russian economy.” He may be proven right. Over the course of 2014, the threat of economic sanctions may result in Putin backing down in crimea and ukraine. And historic sanctions against Iran - which slashed oil sales and cut the country off from the world banking system - could produce an accord that halts Iran’s nuclear programme. British sniper kills six Taliban with single bullet

LONDON, ApriL 1 (AgeNcies): A 20-year-old Army sniper killed six taliban fighters with a single bullet when the shot hit the trigger switch of a suicide bomb vest, according to a report. The shot, made at a range of 850 metres, was fired by a lance corporal in the coldstream Guards in Kakaran, southern Afghanistan, in December but has only just come to light. Lt col richard Slack, commanding officer of 9/12 royal Lancers, described what happened as British and Afghan troops engaged about 15 to 20 taliban fighters. “The guy was wearing a vest. He was identified by the sniper moving down a tree line and coming up over a ditch,” he told uK’s Daily telegraph. “He had a shawl on. It rose up and the sniper saw he had a machine gun. They were in contact and he was moving to a firing position. The sniper engaged him and the guy exploded.” “There was a pause on the radio and the sniper said, ‘I think I’ve just shot a suicide bomber’. The rest of them were killed in the blast,” he added. A second suicide vest with 20kg of explosives was found nearby. The same sniper also shot a taliban machine gunner at a range of 1,340 metres.

Though the World No.8 ended her 15-month title drought by winning the India Grand Prix Gold in January, she failed to make an impact against top shuttlers in the subsequent All-England and Swiss Open, losing in the quarter-finals of both. "Saina is still struggling with her form. She has to be completely fit and needs to work more and get stronger physically. Same goes for P.V. Sindhu. ICC Code of Conduct CHITTAGONG, APRIL 1 (PTI): Sri Lankan batsman Tillakaratne Dilshan was on Tuesday fined 20 per cent of his match fee for showing dissent against an umpire's decision after being dismissed in his side's final group match against New Zealand in the ICC World Twenty20 Championship. "Tillakaratne Dilshan has been fined 20 per cent of his match fee for breaching the ICC Code of Conduct during his side's final Group 1 match against New Zealand at Zahur Ahmed Chowdhury Stadium (ZACS) in Chittagong on Monday," the ICC said in a statement. Dilshan was found to have breached Article 2.1.3 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to "showing dissent at an umpire's decision during an international match". The incident happened in the fourth over, when Dilshan rubbed his elbow after the ball deflected off his gloves to the wicketkeeper to indicate that the ball had not touched his gloves. The charge was brought by on-field umpires Rod Tucker

and Aleem Dar, third umpire Bruce Oxenford and reserve umpire Steve Davis. Last evening, Dilshan admitted the offence and accepted the sanction proposed by David Boon of the Emirates Elite Panel of ICC Match Referees. "All Level 1 breaches for this offence carry a penalty of a warning/reprimand and/or the imposition of a fine up to 50 per cent of the applicable match fee," the ICC stated.

Russian designers present catwalk collections on disabled models at Moscow Fashion Week

But on Sunday designers in Russia set out to challenge conventional catwalk displays, presenting collections of clothes made specifically for those with physical disabilities. The Fashion without Borders show at the Mercedes-Benz Fashion Week Russia involved dozens of models with various physical disabilities, who took to the runway to show off clothing designed especially for them. Designers Daria Razumihina, Sabina Gorelik, Dmitriy Neu, Masha Sharoeva, Albina Bikbulatova, Oksana Livencova, Miguel Angelo Fernandes Carvalho and Christine Wolf presented a couture collection for people with physical disabilities and

achondroplasia. The initiative, called 'Models without borders' is aimed at increasing awareness of disability in the fashion industry and is part of a four-day fashion event in Moscow that features over 30 designers. Ambassador for disabled models Chelsey Hay told the MailOnline: 'At Models of Diversity we strive for disabled models to be embraced and not excluded in fashion, this show in Russia has done exactly that. 'It is amazing to see another country follow suit after the use of disabled model Danielle Sheybuk in New York Fashion Week back in February. 'Of course we don't want this to be a one off, let’s see permanent disabled models, in every aspect of fashion! 'The UK needs to up its game, other countries are doing it, very disappointing that we are not.'

new Michael Jackson album featuring eight new songs is set to be released. Epic Records boss L.A. Reid has teamed up with a host of top producers to 'contemporise' songs by the King of Pop – who died in June 2009 aged 50 – as part of a new record which will be released on May 13 and called XSCAPE. The Estate of Michael Jackson has provided L.A. with unlimited access to four decades of Michael's material. The music mogul, who will executive produce the record, said: 'Modern music and artistry would look and sound completely different if not for the groundbreaking contributions Michael Jackson gifted to the world. 'Michael left behind some musical performances that we take great pride in presenting through the vision of music producers that he either worked directly with or expressed strong desire to work with. We are extremely proud and honored to present this music to the world.'

Timbaland will act as the leading producer on the album, while Rodney Jerkins, Stargate, Jerome 'Jroc' Harmon and John McClain will also produce the record. John Branca and John McClain, coexecutors of the Estate of Michael Jackson said: 'Michael was always on the cutting edge and was constantly reaching out to new producers, looking for new sounds. He was always relevant and current. These tracks, in many ways, capture that spirit. We thank L.A. Reid for his vision.' The name XSCAPE is a nod to the late singer's favoured naming process of picking one of his songs to name his record after. The song XSCAPE was written by Michael and Jerkins, and produced by Jackson and Jerkins. It has further significance in that it is the one track on the album that was ‘contemporised’ by the producer who recorded it originally in the studio with Michael. Seoul salvages draw with late penalty in ACL

NEW DELHI, APRIL 1 (PTI): Livid with the suspended Indian Amateur Boxing Federation's (IABF) refusal to comply with its directives, the sports ministry on Tuesday derecognized the IABF with immediate effect. It comes as another massive jolt to the IABF, which has already been terminated by its international parent body, AIBA. "The matter has been considered in totality and keeping in view all relevant facts including the fact that the International Federation of the boxing sport has withdrawn its recognition to IABF, it has been decided to withdraw the recognition granted by Govern-

ment of India to IABF with immediate effect," the ministry stated in a release detailing the reasons for taking the drastic step. The IABF was provisionally suspended by the ministry in December 2012. The ministry had asked the IABF to hold fresh elections and make its constitution compliant with the National Sports Code. "IABF was directed to annul their elections held on 23.9.2013 and communicate its decision of holding fresh elections by following the provisions of the National Sports Development Code of India, 2011 under the supervision of an independent Returning

NEW DELHI, APRIL 1 (TNN): Spinners helped West Indies seal a semifinal berth in the ICC World T20 as the defending champions thrashed Pakistan by 84 runs in their last Super 10 clash in Mirpur on Tuesday. Late charge by Darren Sammy and Dwayne Bravo, that powered the West Indies to a challenging 166/6, was followed by a brilliant show by the tweakers as Pakistan were bundled out for a meager 82. Samuel Badree finished with 3/10 while Sunil Narine claimed 3/16 to script an outstanding victory for their team. West Indies now face Sri Lanka in the semifinals on Thursday. Pakistan got off to a disastrous start as Krishmar Santokie trapped Ahmed Shehzad in front of wickets on the first delivery of their innings. Badree then removed Kamran Akmal, Umar Akmal and Shoaib Malik in his consecutive overs putting Pakistan on back foot. He got Kamran (0) caught by Bravo at extra cover in the second over then stumped out his sibling and Malik in the fourth and six over respectively. MIRPUR, APRIL 1 (AP): Openers Aaron Finch and David Warner produced wellpaced knocks as Australia finally won at the World Twenty20 at the expense of host Bangladesh with an easy seven-wicket win on Tuesday. Bangladesh notched 153-5 and it was too little, as Australia cruised to 158-3 in 17.3 overs. Finch top-scored with 71 off 45 balls and Warner made 48 off 35. They shared 98 runs to deny Bangladesh any hope, and ensure Australia finally won a game in the five-team Group 2 before heading home. Bangladesh, which had to qualify for the second round, didn't win a match in the group. Finch struck seven fours and four sixes while Warner hit five fours and three sixes.
