NEW DElhi, april 29 (mExN): “One of the challenges for not being able to move forward in finding a solution is the perception that you have for one another,” asserted Kekhrie Yhome, Assistant Professor, Delhi University, at a discussion on ‘Peace Talk as a Means for Conflict Resolution: The Case of IndoNaga Peace process.’ The event was organized by the Forum for Understanding the Naga-India conflict and Human Rights (FUNICH) in New Delhi on April 24. The talk cum discussion was held with the hope to forge a path towards conflict resolution, peace and friendship, amongst various conflicting parties in the sub-continent. FUNICH expressed optimism for prosperity and peaceful coexistence based on fundamental principles of democracy, mutual respect and liberty. “Let this message resonates in other parts of the country, no matter how small it may be,” it stated. A press note from FUNICH cited Yhome stating that the enthusiasm among people, which existed when talks first started between the GoI and the NSCN, “is slowly disappearing.” He also lamented various developments, occurring in parallel to the peace process. These include, according to Yhome, “a process of differ-

Nepram further questioned whether political leaders representing the region are addressing the issue of armed conflict. Dr Kumar Sanjay Singh stated that one “cardinal failure of peoples’ movements in India has been the singular failure in understanding the significance of various political issues. He noted three aspects of the negotiating process which need to be taken into account. These include recognizing that negotiation is a part of statecraft, that the organization that negotiates always “splits,” and that the term of discourse changes from rights to community. Fashion has become a mainstay in many aspects of modern life. From just covering up the body to looking trendy, clothes are a way of defining a person. From designer clothing brands like Versace, Louis Vuitton, Chanel, Prada and Zara to sporting brands like Adidas and Nike, every piece of cloth in itself is a reflection of who a person is, whether it is simple yet elegant or chic and glamorous. The last decade has seen a revival of sorts in Nagaland, wherein Naga youth, defying the age old mentality of sticking to public sector jobs, have dared to venture into the private sector. The glamour world is one such sector, where Naga designers like Atsu Sekhose and models like Esther Jamir, Akuonuo Khezhie, Ethiel Konyak, Carol Humtsoe and Ketholeno Kense have achieved noticeable success. Meet 27 year old designer
Temsurenla (Aren) Imcha Yaden, who has taken that leap forward and brought out her own brand of clothing line “Yadenz.” A product of the Indian Institute of Fashion Technology, New Delhi, Aren revealed that during her BBA 1st year, she discovered her true passion and joined IIFT, New Delhi to pursue her dreams. Aren recollects how her parents were very supportive of her decision to switch fields and helped her pursue it. She spent three and half years at the institute and worked for 20 Media Onwards, Couture Allure and Carnival. Aren is today the proud owner of her own clothing line and store “Yadenz”, which was launched on April 28 in Dimapur. Aren likes to keep her designs simple yet elegant and states that ‘Yadenz,’ along with focusing on teenagers and young adults, both men and women, will also deal in clothing for the elderly. She believes fashion and trend should not be just focused on the younger generation. With three persons working under her, Aren is responsible for researching the raw materials, engineering the fabrics, designing them and then putting them into production. Her designs have already been worn by Nagaland’s only all girls’ band Vivace during the 2013 Hornbill Festival. Drawing inspiration from Karl Lagerfeld, Aren defines herself as an independent and inquisitive character. When asked about the future, she says, “I want to focus on the things at hand. As for the future, I’d want to be surprised at what the future has in store for me.” Aren had initially planned to set up her boutique at Bangalore, but decided to set up shop in Dimapur, ready to take on the challenges that life has to offer along the way. AIZAWL, APRIL 29 (PTI): Security for Mizoram Chief Minister Lal Thanhawla would be beefed up following "threats" from some opposition leaders, a state minister said today. "Some opposition leaders were indulging in hate politics targeting the chief minister and I have instructed the police to be more vigilant regarding his security," State Home Minister Lalzirliana told a press conference. The minister alleged that some of the opposition leaders were fomenting trouble after a Presbyterian Church elder K Chhawnthuama alleged tampering of EVMs against the chief minister. Lalzirliana also accused opposition leaders of trying to createlaw and order problems in the state and force the Thanhawla government out if NDA comes to power at the Centre. Incidentally, Chhawnthuama, popular as Phantom, now in judicial custody after his arrest on April 14 along with his associate K Lalhruaitluanga, has sent SMSes to the chief minister accusing him of rigging EVMs to retain power. State police officials, however, said though there was a perception of general threat, but no specific threat during the recent days for the chief minister while police were instructed to stay more alert.

She informed her husband, an Assam Rifles jawan posted in Manipur, who returned home yesterday. An FIR was filed subsequently, he said adding the accused was absconding.

Activists, intellectuals on heat wave, water crisis in North East DIMAPUR, APRIL 29 (NNN): With a heat wave sweeping the North East region, there has been an acute drinking water crisis in places like Imphal, Dimapur, Kohima, Aizawl. Bush fires have also occurred in many forested areas of the region. Many have pointed to faulty government policies for the present situation. Guwahati based award winning senior journalist, Samudragupta Kashyap suggested that the government should efficiently and effectively follow certain Supreme Court directives on the environment. "In December 1996 the Supreme Court banned the felling of trees but today no one abides it," he said. He stated that the government should see to it that the SupremeCourtstandisnotviolated by the people. Kashyap added that the public should follow the general rule that for every tree felled, ten saplings should be planted and looked after till they matured. Samudragupta Kashyap also said thousands of trees have been felled while cutting new highwaysandroads."Insuchcases saplings should be planted as an act of replacing the felled trees," he asserted. Kashyap then censured the NGOs for keeping quiet when thousands of trees are felled while constructing highways and roads. Nokia returns $3.1 billion to shareholders, Suri becomes CEO
helSinKi , april 29 (reuTerS): Finnish telecommunication gear maker Nokia on Tuesday reported higher-thanexpected quarterly earnings and promoted Rajeev Suri, the head of its biggest division, to lead the company following the sale of its once-dominant phone business. The company also announced plans to return $3.1 billion to shareholders via buybacks and extra dividends, a move seen by some analysts as an attempt to retain investors as it refocuses is business. Suri, a 46-year-old Indian national, was widely expected to become the CEO as he helped Nokia’s networks business, formerly called NSN, turn profitable with cost-cuts and divestments. Cost-cutting and profitable software deals helped the networks business report a core operating profit margin of 9.3 percent in the first-quarter, well ahead of the 5.7 percent average forecast by analysts polled

Suri, in a video posted on the company’s website, said there was plenty of scope for expansion. “I have been with Nokia for almost 20 years, and the opportunities ahead of us are as great as I have ever seen,” he said. Suri, who has been with Nokia since 1995, successfully turned around the loss-making networks unit in 2012. “Rajeev is the right per-
son to lead the company forward,” Nokia Chairman Risto Siilasmaa said in a statement. “He has a proven ability to create strategic clarity, drive innovation and growth, ensure disciplined execution, and deliver results.” CASH RETURN Nokia’s mobile phones were its most renowned product. In a bid to retain shareholders, the company said it would pay an extra 1 billion euros in dividends for last year and start a 1.25 billion euros share buyback programme. The extra dividend of 0.26 euros per share is on top of the annual dividend of 0.11 euros for last year. The ordinary dividend will cost the company another 400 million, or about half of Nokia’s earnings for last year. “The dividend proposal is slightly smaller than expected, but the buy-back program is quite extensive. It reflects the management’s view that the stock is valued below its sumof-parts,” said analyst Rautanen.

neW Delhi, april 29 (Bl): Mobile operators have got a huge relief with the Telecom Dispute Settlement Appellate Tribunal allowing intra-circle roaming deals for 3G services. The Department of Telecom had issued orders in March 2013 to stop 3G services in circles where operators did not have spectrum. Airtel, Idea Cellular and Vodafone had entered into an intra-circle roaming agreement to offer 3G services across the country using one another’s spectrum. This was because none of these players had won panIndia spectrum individually. According to the DoT, though roaming is permitted, such an intra-circle arrangement cannot be used to sell 3G connections in areas where the operators do not have spectrum. DoT had asked the operators to stop such services and had also imposed penalties. The TDSAT has however quashed the penalties and ruled in favour of the operators. The immediate impact will be on Airtel, Vodafone and Idea as they can revive their deal to offer 3G connections in each other’s circles. Other players such as Reliance Communication, Aircel and Tata Teleservices are also expected to form an alliance.

It is also our hope that it will pave way for prosperity and peaceful coexistence base on fundamental principle of democracy, mutual respect and liberty. Let this message resonates in other parts of the country no matter how small it may be”. Comprehensive Talks of the Panellists: Mr. G.K Pillai, Former Home Secretary GoI Settlement between India and Naga had no foundation. Earlier GoI efforts to bring peace through negotiation were also limited only with few groups of people. This mistake should not be repeated in the future settlement. Should there be a settlement from this current peace talk with the NSCN, GoI should made all out efforts to get the approval from all the stakeholders including civil societies such as Naga Hoho, Naga Students’ Bodies, various underground factions. Indira Gandhi offered something to the Nagas during 1960s which no leaders could give now. It was the biggest mistake of Nagas not to accept that offer. Now it is a different time, no Prime Minister of India will say that I will initiate a Bill that will give independent to Nagas. This will require two third majority in both the houses which in current situation no party will have that number. Moreover, any PM who is willing to give away an inch of Indian Territory that party will not come back to power. Hence realistic approach from both the parties is the answer. Shared sovereignty is something both the parties can work out together, not exclusive with State and not exclusive with Centre. Often each side has idealist nationalist positions that are very high.
Kekhrie Yhome, Asst. Professor, University of Delhi, member NPMHR The enthusiasm among the people when the talk started between government of India and NSCN is slowly disappearing. Meanwhile in this period of peace process many things are happening; process of differentiation, compulsive distortion of facts and history, branding underground activism as act of terrorism, under development, armed atrocities by the Indian security forces, advancement in utilization of natural resources, presence of institutionalized violence with militarization and loss of dignity, corporatization of North East vis-à-vis militarization. This gets manifested through large scale migration of Nagas and other NE youth in a city like Delhi despite of racism as it is at least better than their own native place. One of the challenges for not able to move forward in finding the solution is the perception that you have for one another. You look at each other with colour glasses. If this current peace talk breaks down the result will be not desirable and it will have its repercussion. A renewed armed struggle can spread across the North East Region. There is a possibility of strengthen relationship between the Naga rebel group and Maoist in central belt by supplying Guns and other supports necessary for guerrilla movement.
peace talk is constructed • Legitimacy is the basis of the rule, can’t compare with the rest of the Indian, people feel that they are Indian but not in Kashmir and Nagaland and in certain other parts of India. What legitimacy does India has if for the last 60 years if people still say we want our sovereignty and right to self determination? • For equal talk to happen war must stop, the controlled by either the Indian State or the Rebel must go away from the region to which you want to talk. In the presence scenario you are controlling the region and say lets have a talk.

The issue of Naga has to be look at beyond the issue of human rights violation of the Indian State. Indian State that came into existence in 1947 define itself as a diverse and pluralistic India and in the process of the nation state movement they were incapable of accepting and understanding the needs to take a less muscular approach to issue where people challenge the Nation State Project and that is the crux of the problem. And that is one main factor why there are militancy problems and such approaches also vitiates the whole environment. Thus possibility of democratic resolution of conflict looks a distance dream. Emphasize the possibility of peace talk and war existing at the same time, like in the case of Vietnam War. So there is no fix rule as such that you have to end violence before talk takes place. It rather depends on the situation. Also not every conflict that takes place in this country required the same kind of treatment. We have to distinguish between the struggle for Telangana or Jarkhan for separate state than what people are asking for in Naga Areas, in Manipur or in Kashmir and others. Therefore it is best that the state as well as the people at large recognize the nature of the conflict. He expressed regret in the way the state responded to this kind of conflict. Government of India takes movement seriously only if they take up arms. Until and unless the movement take up arms the government does not take seriously at all. As nonviolence movement or so called peaceful movement is easy for a strong State to take care and handle and they have succeeded in doing so.

It is high time for people who are part of Government to call a spade a spade. If you have a cancer, don’t call it a headache and don’t give us paracetamol tablet. That is what I told PM if there is armed conflict in NE accept it and address it. The first thing that GoI should do is apologize to the people of NE for armed atrocities, if there is no armed conflict then why there is AFSPA. In fact, Naga armed conflict is the longest running armed conflict in the entire South Asia. It is not India and Pakistan it is in our region. She also questions the kind of political leaders representing from the region. Whether they are addressing the issue of armed conflict. Also the way education text book are constructed as we do not know about each other. We learn Jhansi Rani but you will not learn about Rani Gaidilu. Hence, we know leaders about each other as a result we are not able to celebrate the culture of each other.
Dr. Kumar Sanjay Singh, Associate Professor, University of Delhi Accord is a very complex strategic move. If we don’t understand the complex strategic movements you lost the war even before you begin. One of the fundamental errors with politician of the people, not of the State, is they don’t analyze what the State will be doing. One of cardinal failures of peoples’ movement in India has been the singular failure in understanding the significance of various political issues. Absent of violence is not absence of war. The best general is that who wins the war without violence. The art to prevent violence for as long as you can is the hallmark of a very successful general. That is why, to assume that negotiation is the absence of war is the
first big mistake. Thus when we talk of accord one is not talking about absence of war but a different kind of war. This is what one need to understand because guerrilla leader are very good in fighting with guns but when it comes to fighting with words and ideas that is where they are defeated. Biggest example is not Muivah but Michael Collins of the IRA, one of the best guerrilla fighters Ireland and Europe ever produce and he was killed by his own people. Because when he negotiated with the British he came out shock. This is the strategy one need to understand. What happen when you negotiate? What goes wrong when you negotiate? If you see Naga Talks I would like to draw your attention that Naga Talks is not the singularity. It has happen to accord across the world. Three things are found. Whenever you negotiate with the State and you always negotiate with the State not to the people, one must recognize negotiation is a part of Statecraft and if you don’t recognize then you come out with very mistaken conclusion and you start equating a Bihari rickshawala with Indian State and nothing can be more folly than that. Whenever you negotiate you lose both the Haven and Earth. The second thing that happens in negotiation is that the organization that negotiates always splits. Tell me one organization that has not split after entering in the process of negotiation. The third thing, whenever you negotiate you will find that very rapidly the term of the discourse changes from rights to community. Because the entrance of the community brings the ideas of the community suddenly overshadowing the idea of Nation and people. It has happen time and again. How Irish peoples’ movement split between protestant and the catholic, how entire movement in NE split between Naga, Meitei, South Naga, North Naga etc. Final thing, every act of negotiation when it culminates, it always become more backward than the first one. Lets take the example of Naga movement as this the movement has negotiated the most to the government of India. Now, what has happen to the negotiation? They have got less than what they got in the previous negotiations. If you don’t understand the pattern, how GoI is responding and you negotiate with them than you lose. Why does this happen? Every accord is embedded in the historic state formation. Nevertheless, Indian State is going through a very interesting phase whereby the state is in the process of very active centralization. Can this be a good or bad development for the Nagas and their whole struggle for their right to self determination?

the districts on or before August 4. Licensing and registration forms and other details can be obtained from the office of the designated officer on all working days. Food business as mentioned above will include food manufactures, millers, grinder, wholesellers, retailers, godowns, warehouse, cold storage, distributors, transporters, stockers, agencies, departmental suppliers, repackers or re-
labellers/ pharmacies dealing with food items, food supplements, hotels, restaurants, canteens/caters, slaughter house, fish and meat shop, all petty food business operators etc. Operating food business without a license or registration will attract penalty up to Rs. 5 lakhs and imprisonment up to 6 months under section 63 of the Food Safety & Standards Act 2006, a release received here said.

LRD promotes health care pErEN, april 29 (mExN): The Land Resource Department (LRD) in commemoration of 50 years of Nagaland statehood has initiated a project called SPEED (Special Program for Environment & Economic Growth). Under the project, it has adopted 4 villages in Peren district and Pelhang Village in Athibung Block is one. SPEED focuses on food security, livelihood and market linkage. It also plans to inform the villagers on environmental sanitation, health, livestock management and other social issues. Keeping in line with the project, LRD converged with the District Program
Management Unit, NRHM, and District Aids Program Control Unit, Peren and organized a health awarenesscum-health camp on April 29, coinciding with the Village Health Nutrition Day (VHND) at Pelhang Village. End of Bi-Lateralism?
I
n the history of humankind, the manners in which nations and governments organize power and relate to each other have been critical in determining the direction of human progression. In the 21st century, with the changing notions of state sovereignty and with the increasing recognition of interdependence, interconnectedness and interrelationship as values required for human co-existence, it has become evidently clear that the principle of multilateralism will be the defining praxis for this present generation. The challenges and opportunities of the 21st century point to the need for collective survival as an absolute necessity. This has inspired a new thinking that recognizes the limitations of bilateral politics. Indeed, present conditions in local, regional and international situations are inducing the imperative need for multilateral politics to take center stage in how human affairs are conducted. While bilateral politics may continue to have a role in the matter of state-relations, the ever growing face of technology and the evolving role of public conscientization have pushed principles of multilateralism to the forefront of international politics. The issues of war and peace have increasingly become a global concern. It is no longer a matter of unilateralism. In fact the developing nature of war and peace has rejected all notions of unilateral politics. The growing necessity and relevance of multilateral politics is clearly demonstrated by the increasing significance associated with political and economic alliances between governments and states. It is however too early in this era of multilateral politics for consensus decision making to reach its ideal place. Multilateral politics impacts peace processes. It is recognized that in the past decade bilateral peace processes have failed to find solutions to the substantial issues of protracted conflict between governments and nations. While it is true that governments hesitate to address core issues at the heart of the conflict, it is also true that because of the increasing number of local, regional and international stake holders in conflict situations, political negotiations confined between conflicting parties have failed to break the deadlock. Considering the fact that new understandings of sovereignty relevant to the 21st century are emerging, it is only reasonable to suggest that peace processes should acquire a multilateral dimension to enable greater possibilities for solutions to be realized. Hopefully such interventions will contribute in creating genuine democracy, deliberative dialogue and human rights.

He also commented that its value, globally, is at risk in a greater way than ever before “in any of our lifetimes.” “There are all kinds of [situations] in which a privileged, powerful majority can flourish,” Crouch said. “But the far more demanding test of any society is [how it treats its] most vulnerable, youngest, oldest, the most frail, the most marginalized.” Because every single human being experiences this fragility, Crouch explained, it is in those moments — either when we are very young, old or sick — that “we will desperately hope we live in a society that is characterized by the pursuit of the common good.” Religion, Crouch continued, is not limited to “beliefs or worship,” but rather about “committed action based on what you believe and what or who you worship.” Citing James 1:27, he said, “Religion that is pure and undefiled before God, the Father, is this: to visit orphans and widows in their affliction, and to keep oneself unstained from the world (ESV).” That the passage calls for the caring of orphans and widows suggests that religion should be seen as “public action on behalf of the most vulnerable.” That it calls for “keeping oneself unstained by the world,” following a religion means adherents should keep themselves “distinctly different from the society around us.” “Religious freedom needs to make room not just for private beliefs, or perhaps for secluded worship behind closed doors, … but for distinctive, public action based on countercultural limits,” said Crouch, arguing that to test the strengths of religious freedom, one should examine how well it protects minority religious communities. “Religious freedom should protect you if you're a Jew in Saudi Arabia, if you're a Palestinian in Israel, if you're a Christian in Malaysia or if you're a Muslim in Nashville. … Being denied from acting out your faith commitments in public is one of the deepest denials of human flourishing,” added Crouch. Yet, Crouch suggested, religious freedom has been deeply threatened both in the United States and abroad, not only at a legal and governance level, but also societal hostility, pointing to an Islamic Center in nearby Murfreesboro that had legally been approved, but nevertheless subject to vandalism and threats of violence. “Social hostility is every bit as effective as legal restrictions in preventing people from living out their faith in public,” he said. Crouch also cited a 2012 Pew Research study on religious hostility which showed that the U.S., over the last five years, was no longer one of the world's leaders in this area, leading him to ask, 'Why was a commitment to religious freedom so hard to live out?' Growing religious pluralism and the difficulty it took for individuals to practice religious freedom made it increasingly difficult for societies to want to protect it, maintained Crouch. “No matter what you are for, there is something that you are against that you are going to have to tolerate if you want religious freedom,” he said. “…. No matter how conservative or progressive your views, some exercise of religious freedom is going to be troubling to you — and that is the point of religious freedom. If prevailing cultural commitments can trump binding religious commitments, you don't have religious freedom. ... It is not easy, it is not natural for human societies, and that is why it never flourishes unless it is actively protected.” Recognizing that some might cringe at the term “accommodation,” Crouch contended that it was nevertheless necessary that this value be practiced if one wants to live in a society where religious freedom is protected. “The boundaries of accommodating did not trump the protection of the weak and vulnerable,” Crouch said, citing that Jehovah's Witnesses have the legal ability to deny blood transfusions for adults, but the exemption is not made for children. “Neither did this value allow anyone to use religion for false pretenses.” “If we don't learn to [accommodate one another at the local level], I think we will end up with a false pluralism that loudly trumpets its commitment to diversity, but actually marginalizes and minimizes the communities that add diversity in our society.

Wardrums in Myanmar's Wa hills drive at least 100,000 civilians across the border.
S
enior General Min Aung Hlaing, commander-in-chief of Myanmar's armed forces, or Tatmadaw, is a man on the move. Since the beginning of the year he has traveled to Laos and Indonesia, attended large-scale war games in central Myanmar, reviewed the country's largest ever naval exercises in the Bay of Bengal, presided over the annual Army Day parade in the capital Naypyidaw and met with a string of foreign dignitaries. A recent less publicized engagement was arguably more significant for Myanmar's war and peace prospects. On April 6, Min Aung Hlaing flew north from Naypyidaw to the garrison town of Lashio in northeastern Shan State to hold talks with Bao You-ri, the younger brother of Bao You-xiang, the ailing leader of the United Wa State Army (UWSA). Based east of the Salween River in a self-governing "special region", the UWSA is Myanmar's largest insurgent group and is at present in an uneasy ceasefire with the government. That Myanmar's most powerful military and political figure should himself travel from his headquarters for a meeting with a proxy of the leader of an armed ethnic group rather than delegating the task to the relevant regional commander was intriguing. Even more remarkable was that Min Aung Hlaing was flanked by Armed Forces chief of general staff Gen Hla Htay Win, Air Force commander Gen Khin Aung Myint, and Navy commander Admiral Thura Thet Swe. Such a line-up of the Tatmadaw's seniormost leadership is unprecedented in any government talks to date with ethnic groups. The meeting came at the same time as talks in Yangon between a government panel - including military officers - and a team of leaders from 16 other ethnic factions aimed at drafting a "nationwide ceasefire agreement", or NCA. Intended to mark the end of 66 years of ethnic and political armed strife and serve as a foundation for further progress on the military roadmap towards "disciplined democracy", the signing of the NCA has been postponed several times since July last year. The Tatmadaw has now set a deadline of August 1 for the planned grand ceremony. The UWSA, however, has remained pointedly aloof from President Thein Sein's self-touted peace process. Formerly a major segment of the Chinabacked Communist Party of Burma (CPB), the Wa have had their own ceasefire with the Tatmadaw since the CPB collapsed in 1989. After a spike in tensions caused by the Wa's rejection of demands that the UWSA subordinate itself to Tatmadaw command as part of a so-called "border guard force" (BGF), the two sides' ceasefire agreement was renewed in September 2011. While monitoring the negotiations surrounding the NCA, the Wa last year put forward a demand for their own state within Myanmar which would effectively legitimize the complete autonomy they currently enjoy in their "Special Region No 2" - and, presumably, the continued existence of their own armed forces to safeguard that autonomy. The Wa have the firepower to back such demands. The UWSA is loosely estimated to field close to 25,000 regulars backed by a large militia reserve. The group has been making consistent efforts to expand its capabilities with a view to deterring any possible Tatmadaw moves against it. Following Tatmadaw pressure over the BGF scheme, fears of such an attack were galvanized first by Tatmadaw incursions in 2009 against the autonomous Special Region No 1 in Kokang, to the north of the Wa area, and then by a major government offensive against the insurgent Kachin Independence Army (KIA) in late 2012 and early 2013. Whether the younger Bao was flattered or intimidated to find himself facing Myanmar's most powerful military chiefs remains unclear: the details of their April 6 exchange have not been disclosed. However, it seems likely the message from the military's side was the same as that which was passed to a delegation from the Shan State Army-North (SSA-N) - a de facto ally of the UWSA - at a separate meeting in Lashio that same day. As described to the Irrawaddy magazine by one SSA-N source: "He [Min Aung Hlaing] said the armed groups should lay down their guns as there should only be a single army for the country." Show of strength In late February Min Aung Hlaing was conveying a rather blunter message from the Tatmadaw: a divisional-level live-fire exercise held outside the central Myanmar town of Meiktila. Dubbed "Anawratha"
after the founder of the 11th century Pagan Empire, the well-publicized war games involved a panoply of military power centered on mechanized infantry of the Magwe-based 88th Light Infantry Division using indigenously produced Ukrainian armored personnel carriers and Chinese infantry fighting vehicles. The infantry was supported by intense firepower from main battle tanks, a range of artillery systems including multiple launch rocket systems (MLRS), 105mm and 155mm howitzers, and close air support in the shape of rocket-firing Mi-35 helicopter gunships and low-flying Mig-29 air superiority fighters. Shortly after, a blog site dedicated to the Myanmar military understood to be close to the Tatmadaw described this display of military might as a "final warning" to the UWSA to join the national peace process or face the consequences. More optimistic observers of Myanmar politics, including a growing Western lobby that consistently defends Thein Sein's political reforms and national peace initiative, will choose to assume that the ratcheting up of psychological pressure on the UWSA is essentially just that - psychological pressure. The expectation will be that the Wa, not known for their sensitivity to diplomatic signals, will simply call Naypyidaw's bluff as they did successfully to threats in 2009 and that the ceasefire status quo will be preserved. Such assumptions may well be dangerously misplaced, however. The last time the Tatmadaw staged well-publicized divisional-level exercises outside Meiktila was in March 2012 with a display of firepower primarily intended to impress the KIA, which was then under pressure to renew a ceasefire that had collapsed in mid-2011. When the KIA refused to reenter negotiations, the war games were followed up at the end of year dry season with a full-scale campaign aimed at neutralizing the Kachin headquarters at Laiza. The mounting pressure on the Wa thus poses some stark questions: will the UWSA continue to reject participation in the peace process and, if so, does Tatmadaw strategy envisage securing a nation-wide cease-fire with a large majority of ethnic groups by August and then, with that agreement hand, moving decisively against the Wa at the beginning of the dry season in December? Conventional wisdom suggests that such a government offensive is improbable for at least three main reasons. First is the sheer scale of operations that would be necessary to break the back of the UWSA. In their Special Region No 2 along the Chinese border the Wa field three main-force brigades with artillery and armored support units. Further south in what is known as Military Region 171 along the Shan State's border with Thailand five smaller brigades are based. The UWSA also has a reliable ally in the National Democratic Alliance Army (NDAA) which fields a further 3,500 to 4,000 mainly ethnic Shan and hill-tribe troops in its Special Region No 4 wedged between Wa territory and the Mekong River. Simply put, taking on the UWSA - a large, welltrained and highly motivated force fighting on home ground with its back to the Chinese border - would amount to the largest single Tatmadaw campaign since Myanmar's independence from colonial rule in 1948. Considering the likely involved size of forces and firepower in such a conflict, the human cost would be correspondingly heavy. Military analysts believe any full-scale assault on Wa territory would see casualties rising rapidly over the 10,000 mark and possibly far higher during the first few months of the dry season. A second and related factor centers on doubts over the Tatmadaw's capabilities in conducting sustained, combined-arms operations involving the coordination of infantry, armor, artillery and close air support in rugged, hostile terrain. Tatmadaw performance in the Laiza campaign of late 2012 and early 2013 against the KIA, which faced dogged resistance from a far less capable enemy, was at best unimpressive, particularly in regard to the effectiveness of close air support. At worst, it reflected serious problems of planning and coordination. Finally, war against the Wa would inevitably incur the diplomatic wrath of China. Since May 2011, China and Myanmar have been joined in a "comprehensive strategic cooperative partnership", and Beijing has repeatedly impressed on Naypyidaw the importance of stability along their common border since well before then. The Tatmadaw's 2009 incursion into Kokang - essentially a minor policing operation by comparison with a potential campaign in the Wa Hills - prompted the exodus of an estimated 36,000 refugees into China and heated protests from Beijing. Any invasion of Wa territory would by some estimates
Expanding arsenal Nevertheless, there are also powerful arguments almost certainly being aired in the upper echelons of the Tatmadaw in favor of a decisive move against the Wa. The most compelling is that the longer the Tatmadaw waits the more problematic the task will become. Militarily, the UWSA is clearly playing for time while expanding its forces and modernizing its arsenal with increasingly sophisticated weapons. This rearmament has involved acquiring new systems from across the Chinese border, including armored vehicles and a limited number of 'Hip' Mi-17 transport helicopters for which UWSA crews have been undergoing training in China. Far more important, however, has been a rapid build-up of stockpiles of infantry weaponry - including man-portable air defense systems (MANPADS) - and ammunition intended, if necessary, to sustain what one senior ethnic commander monitoring the resupply process described in late 2012 as a "10-year war." Socially and economically, Special Region No 2 has come to resemble more an annex of China than a region of Myanmar. The lingua franca in the UWSA and the region generally is Mandarin Chinese; the currency is the Chinese yuan; and the mobile telephone network serving the area is Chinese. Meanwhile, Chinese investment in both the rubber and, more importantly, rare earth metal industries is significant and growing. Viewed from Naypyidaw, the continuation of the status quo, let alone the recognition of an autonomous Wa State, risks the region's de facto accession to China. A second factor is a mood of rising nationalist pride and confidence inside the Tatmadaw. This trend appears to derive partly from a process of rapid military modernization which is reinforcing a longheld institutional mission of upholding and defending national unity and sovereignty - a mission which inherently demands an end to the anomaly of states within a state. Nascent militarism, which blends into rising Buddhist nationalism with decidedly xenophobic tinges, appears to be gaining currency across Myanmar society judging by social media posts and a number of popular jingoistic blogs. Myanmar's new nationalism has focused on two main foils. Growing discrimination and outright attacks against the ethnic minority Rohingya community and Muslims more generally have been widely reported. Less visible but never far from the surface of the popular mood is angst over Chinese influence in the country. Unease over China's fast expanding role in Myanmar's economy grew under military rule and found striking expression in the movement to halt the construction of the Chinese-backed Myitsone dam project in Kachin State in 2011. Against this backdrop, a military campaign against an armed group which is widely regarded as a Chinese proxy force operating within Myanmar's borders would likely not be a hard sell. It might even be popular, not least in the run up to general elections scheduled for 2015. International angles Internationally, any conflict with the Wa would be presented by Thein Sein's government with little need for cosmetics as a war on Asia's largest narcotics-trafficking cartel. The UWSA's unsavory record as an organization which since the late 1990s has engaged in industrial-scale production and region-wide export of methamphetamine and heroin and whose top leadership has been formally indicted in an United States court would go far to mute criticism in the West. By contrast, China's reaction would be angry and loud. But having predicated its Wa strategy on deterrence - quietly assisting a UWSA build-up that makes war too costly for Naypyidaw to contemplate - the collapse of that deterrent would leave Beijing with surprisingly few options. Sanctions against Naypyidaw, let alone active support for a protracted Wa insurgency, would serve only to push Myanmar more rapidly towards the US, Japan and Europe, compounding already lively Chinese fears over perceived containment. A more comprehensive breakdown in bilateral relations would also threaten China's extensive economic interests in Myanmar and the security of new natural gas and oil pipelines built across the length of Myanmar from the Bay of Bengal to fuel the growth of southwestern China. From Beijing's perspective, allowing matters to deteriorate to that point would be virtually inconceivable. As was the case after the Kokang operation in 2009 and the Myitsone Dam reversal in 2011, China would probably have little choice but to protest and adapt to new realities. In the final analysis, the central factor in the Tatmadaw's calculus remains a military one. The preferred option would clearly be a combinedarms blitzkrieg with heavy emphasis on artillery and air strikes that would swiftly overwhelm key military and administrative centers and smash the UWSA as a cohesive force. Were the Wa to succumb to the temptation of attempting to defend fixed positions against overwhelming firepower, a victory of sorts might well be achieved. The risk for the Tatmadaw would be sliding into a morass of open-ended guerrilla resistance. Such a conflict could easily metastasize south into eastern Shan State and along the Thai border, destabilizing a wide swath of territory between the Salween and Mekong Rivers and inflaming relations with other ethnic minorities. Should a war with the Wa drag on with rising casualties, it could also do immense damage to the military's own national prestige and political leadership role. The purely military calculus suggests such risks far outweigh the costs imposed by Wa intransigence and an unpalatable but hardly unbearable status quo. History, however, is long on examples of strategic miscalculations with far-reaching repercussions triggered by military hubris and national pride. The return of great-power politics

ustainable security” claims to address the causes of insecurity, not just symptoms. But when those “symptoms” are huge inter-state crises—as between China and Japan over disputed islands or between the US and Russia over Ukraine—what does it have to offer? If the past 12 months have taught us anything it is that, despite the predictions of many, the potential for conflict between the major powers is still one of the defining characteristics of world politics. From the tensions between Japan and China over the Senkaku/ Diaoyu islands (with the United States waiting in the wings as ever) to the proxy confrontation between Russia and the US over the future of Ukraine (with its European allies desperately trying not to be forgotten in the diplomatic chest-beating), crisis diplomacy and inter-state rivalry are back on the global agenda. One of the legacies of the “war on terror” years is that the focus of most organisations and analysts working on the concept of sustainable security—an approach to policy-making which downplays the reaction to immediate symptoms of insecurity in favour of addressing the factors that underlie them—has been on terrorism, insurgency and “non-traditional” security issues. Of late the large-scale trends of climate change and the division of the world between a global elite and a non-elite, combined with resource scarcity and the challenge of paramilitarism, have absorbed most of the focus of those concerned with conflict prevention. Yet recent events suggest that the sustainable-security framework which NGOs, scholars and policy-makers increasingly deploy in their analyses and prescriptions needs equally to be applied to the traditional “high politics” of relations between the great powers--from geopolitical flashpoints and the politics of crisis diplomacy to the seemingly old-fashioned world of strategic-arms-control negotiations. The long shadow of Vienna Although security analysts have spent much of the past two decades concerned with “small” wars and counter-terrorism, inter-state rivalry and greatpower politics never went away. Even in Syria, where the brutality of urban-guerrilla warfare and competition between paramilitary factions appear to be defining characteristics, the competing desires of regional and global powers have played a major part in the nature and longevity of the fighting. Moreover, the only serious attempts to end the war have been the multilateral negotiations in which Washington and Moscow have been key players. Major powers descending on a capital city to sort out—among themselves—the fate of vulnerable individuals caught in cycles of violence is a trope reminiscent of the Concert of Europe meetings in Vienna in 1853 and 1855 on the “eastern question” or even Paris in 1860 on the Syrian revolution. But it is not the only sign that greatpower politics is back. So too is the concern over “flashpoints” and the traditional response of crisis diplomacy. In the East China Sea, Japan and China have been jostling over the remote rocks of what the Japanese call the Senkaku and the Chinese the Diaoyu islands. Those predicting unparalleled eastern economic prosperity in the “Asian century” have become increasingly concerned over the downward spiral in relations between these two north-east Asian (and at least to some extent global) heavyweights. The announcement of an air-defence identification zone over the islands late last year by China’s

s natives and ranchers work together to oppose the Keystone XL pipeline, they're also learning to understand each other's history, culture, and relationship with the land. Protests and demonstrations happen almost every day in Washington, D.C., but this one was unusual. On April 22, a circle of tipis went up between the Capitol building and the Washington Monument. Nebraska ranchers offered gifts of food, tobacco, and cloth to elders from the Piscataway tribe, who welcomed the visitors to their traditional land. Then the group got on horseback—the indigenous contingent in traditional beads and feathers, the ranchers in cowboy hats and bandanas—and rode through downtown demanding that President Barack Obama reject the Keystone XL pipeline. That action—the first event in a fiveday gathering on the National Mall—was the largest mobilization yet from a group called the Cowboy Indian Alliance, an unlikely coalition of farmers, ranchers, and members of Native American tribes from across the Great Plains, all united by their opposition to Keystone XL. That unity flies in the face of centuries of conflict between indigenous people and settlers, but participants from both sides hope this is a sign that old wounds are beginning to heal. They hope that the pipeline, which has caused them both much distress, will be a catalyst for reconciliation. Both “Cowboys” and “Indians” are concerned about the significant climate impacts of the tar sands industry, which is more carbon-intensive than regular oil and more likely to spill. But mostly, they fear the pipeline spills they see as inevitable will contaminate the land and water upon which they both depend, and upon which they both base their identities and cultures. “We’re here to defend our land, our farms, our ranches, our treaty territory,” Faith Spotted Eagle told the crowd on a bright morning on the first day of the camp. “We’ve come to say enough is enough. We are not going to let Transcanada pass our treaty lands.” The pipeline, if approved, will be built on land guaranteed to the Lakota people in the Fort Laramie Treaty of 1868—a treaty only temporarily honored by the United States government. The land was subsequently taken from the Lakota, but they still claim it as theirs by law. The various segments of the Keystone pipeline have been developed as separate projects, most of which are already in operation. The southern portion of pipeline,
increasingly assertive regime, led by Xi Jinping, met an undiplomatic and extremely defensive response from the Abe government in Japan. Tokyo of course looked to its major military ally, the US, to join it in talking tough to Beijing, leading to a tense stalemate in which Japan is scrambling F-15 fighter jets from the Naha airbase in Okinawa almost daily. If this was not enough of a gold-plated gift to those keen to make historical analogies with the great-power rivalry and security-dilemma dynamics of 1914 and the outbreak of the first world war, the increasing tensions between Russia and the west over influence in Ukraine have created a European crisis to rival the brinkmanship in north-east Asia. The drama in Ukraine has prompted much talk of a renewed cold war. Moscow’s effective annexation of Crimea, its 40,000 troops along the border and mid-April’s four-way crisis talks among Ukraine, Russia, the US and the EU all reinforce the idea that old-fashioned “power politics” is alive and well. These two developments, involving two members of the BRICS coalition of rising (or in Russia’s case reemerging) powers, come against the backdrop of a predicted global power transition and “rise of the rest”. One need not entirely accept Robert Kagan’s argument about the “return of history” to appreciate the importance of new centres of power challenging Washington’s dominance—in economic, diplomatic and, perhaps eventually, even military terms. Echoing their voting behaviour at the UN Security Council on the intervention in Libya in 2011, all Russia’s BRICS counterparts abstained from the recent UN General Assembly vote denouncing the Crimea referendum (Russia voted against). And when the Australian foreign minister announced that the Russian president, Vladimir Putin, might be banned from the G20 summit in Brisbane in November, the foreign ministers of the BRICS released a dissenting statement. All this makes predictions of a world without inter-state rivalry—even a “nonpolar” world—more than a little premature. The task then is to think through what a sustainable-security approach can highlight, as diagnosis and prescription, for the seemingly inescapable world of great-power politics. Militarisation, flashpoints, brinkmanship A number of drivers of global insecurity stand out. First, the specific nature of great-power politics can create the conditions for crisis and instability. (And of course one could argue that the distinction between great and lesser powers itself helps to marginalise the views of most of the world’s population and is therefore a driver of insecurity.) In his classic 1977 work on the social foundations of international order, the late international-relations scholar Hedley Bull argued that a degree of order could be provided by the great powers, but only if these states balanced their “special rights” with the concomitant “special responsibility” to manage their relations with each other peacefully and avoid crises. The art of greatpower management appears lost on the current leaders in Beijing, Tokyo, Moscow and Washington—and this makes for dangerous times. The drama in Ukraine has prompted much talk of a renewed cold war. Secondly, existing work on sustainable security already provides some clear guidance on the drivers of inter-state insecurity through a focus on militarisation. Trends in arms transfers and spending are worrying when combined with a move away from a western-dominated world. Recent research from the Stockholm International Peace Research Institute concluded: “The increase in military spending in emerging and developing coun-
tries continues unabated.” Although global spending on arms fell by 1.9 per cent in real terms last year, China and Russia’s spending increased by 7.4 and 4.8 per cent respectively and the US, Russia and China were three of the five largest spenders. Not only are the leaderships of the major powers neglecting their great-power responsibilities—they are also upping their spending on the means to turn a crisis into deadly warfare. Such spending raises the stakes in any crisis situation and makes such crises more likely by diminishing trust and souring diplomatic relations. There is little doubt that the controversial US missile-defence and Prompt Global Strike programmes have helped give the Russians the impression of being backed into a corner and made the already difficult SinoJapanese relationship even more fraught. Broadening the sustainable-security approach And what policy priorities follow if these underlying drivers of insecurity are to be addressed? The first is demilitarisation, beyond the human-security/ small-arms agenda. In recent years significant gains have been made in the disarmament, demobilisation and reintegration of former combatants in war zones and on security-sector reform, as well as the eventual conclusion of the Arms Trade Treaty. The same cannot however be said of large-scale strategic weaponry. The Nuclear Non-proliferation Treaty risks being seriously undermined by the glacial progress of the P5 states in living up to their article VI obligations on disarmament. And the chances of serious headway on the Comprehensive Test Ban Treaty or the Fissile Material Cut-off Treaty are slim at best. The ultimately futile trend towards trying to achieve security via superiority in strategic conventional weapons (as well as armed drones), rather than the much harder task of trust-building, is only making matters worse. A renewed effort to negotiate long-term, sustainable, strategic arms control is needed to reverse this trend, no matter how difficult immediate progress will be. The second priority is to move beyond crisis diplomacy in the major interactions between the great powers. By definition reactive rather than preventive, this can only ever provide limited opportunities to address the root causes of mistrust and insecurity between states. While a far from perfect arrangement—questions of justice were frequently overlooked in a quest instead for “order”—the regular meetings of the Concert of Europe powers throughout most of the 19th century could provide some inspiration. This arrangement did have a clear sense of the purpose of being a great power: it was not just a privileged position in the hierarchy of states but carried a responsibility to manage relations with other major powers in ways that avoided, where possible, the downward spiral of military brinkmanship. This unavoidably involves a willingness to consider the world from the position of one’s adversary and to take seriously the perceptions and worldviews of one’s peers, even when disagreeing with them. Yet breaking the moulds of entrenched diplomatic practice will not be easy. As the diplomat-turnedscholar E.H. Carr remarked over 70 years ago, “The bureaucrat, perhaps more explicitly than any other class of the community, is bound up with the existing order, the maintenance of tradition, and the acceptance of precedence as the ‘safe’ criterion of action.” The task seems so enormous as to be overwhelming. But if policy-makers, analysts and civil-society actors are to come up with ways of reversing the trend towards an increasingly competitive, militarised and crisis-driven inter-state order, thinking through the implications of a sustainable-security approach to great-power politics is the most useful path to follow.

which runs from Oklahoma to refineries in Texas, has already been completed, despite opposition from the Cowboy Indian Alliance and virtually every other environmental organization in the country. The northern leg known as Keystone XL is the last remaining piece, and needs to be approved by the president because it crosses the U.S.-Canada border. If Obama signs off, the pipeline company Transcanada will install this final segment, connecting Hardisty, Alberta, to Steele City, Kansas, and pumping 830,000 barrels per day of tar sands crude across the American heartland. A match made in history I had a chance to speak with two members of the Cowboy Indian Alliance: Faith Spotted Eagle from the Ihanktonwan Dakota/Nakota tribe of South Dakota, and Tom Genung, a Nebraskan landowner. The Cowboy Indian Alliance was Spotted Eagle’s idea; she believes it’s her responsibility to defend her people’s land and water. An elder and spiritual leader of her tribe, she wore a long skirt and a blue blanket around her neck. Her long gray hair hung in braids over her shoulders. Genung, sporting a scruffy beard, cowboy hat and a red bandana around his neck, has been equally vehement in his opposition to the pipeline, which will cross two miles from his property. He’s defiant of any “foreign corporation” that
would claim rights to his private property, or anyone else’s. Genung first met Spotted Eagle through his work with the anti-Keystone organization Bold Nebraska. Visiting reservations, taking part in native ceremony and culture— all these things were new to him. “I got to be a witness to some very special things—some sacred things,” he says. That first meeting was only a year ago, but they talked together with the ease of old friends. They spoke about their relationship to the land, which is deeply spiritual for both. They sense that the reconciliation their work is a part of has a historic importance, something healing for both settlers and natives—and both feel that it is, in some way, destined to happen. “We heard about the pipeline in 2008, and we began mobilizing,” Spotted Eagle says. “I kept thinking, who will be able to stand with us?” Their neighbors would, she soon learned. And yet, it’s clear that opposing Keystone together hasn’t erased centuries of difficult history. Relationship to land is a central difference—and source of tension—between settlers and indigenous people. While both Spotted Eagle and Genung see the relationship to land as sacred, what that means in practice is different for each. “I remember going out on a visit to a farm, and they were plowing, and that earth was being turned over,” Spotted Eagle says. “I get angry
when they turn over too much earth, because they’re destroying so much land.” There are sacred Sioux sites all over that region, she explains, that are destroyed by farming. “So I was standing there watching this tractor. And he was plowing up the ground, and he said, ‘There’s nothing like the smell of Creator when that fresh earth overturns.’” Spotted Eagle laughs, remembering. “I looked at him and I thought, well, I never thought of it that way.” “That was a teaching,” she says. Softening the heart Both say that they have much to learn from each other. In particular, says Spotted Eagle, the long history of violence between natives and settlers has yet to be dealt with. “At some point we have to backtrack and unpack our bags, and begin to figure out what happened between us as neighbors.” Native people “sometimes feel like we have a monopoly on this trauma,” Spotted Eagle says, “because we’ve lost so much land.” “Because we’ve had a holocaust happen to us,” she continues. But ranchers and landowners also have a long history with land—and, she says, “seeing them cry about the loss of their land has softened our hearts. And that made a difference.” On Wednesday, April 23, Spotted Eagle and other tribal leaders were preparing to meet with White House staffers. She sat down in a moment of quiet. She didn’t seem particularly hopeful. Indeed, she has good reason to mistrust the government, which has consistently broken the treaties it made, not just with the Lakota, but with indigenous people all over the country. Instead, Spotted Eagle places her faith in her people’s ability to survive as they have always survived—and now, increasingly, in these new alliances with non-indigenous neighbors. “Ranchers and landowners like Tom,” she said, “they get it in a way that politicians don’t.” What they “get” is a connection to land, the sense that one’s identity is rooted in a particular place that cannot be sold or exchanged for another. And it may be that this land, which has divided nations and driven them to bloodshed, will be the thing that brings them back together. Later that day, Genung thought about what would happen after the week was over. He would go back to Nebraska, he said, and continue the fight until it was over—“win, lose, or draw.” But, he said, “This pipeline fight is pulling us together in ways that we can’t even recognize.”
More than half a billion women have joined the world’s labor force over the past 30 years, and women now account for more than 40 percent of workers worldwide. This has brought about increased productivity and many positive effects. Education is probably the key driver in bringing about this social transformation.

aga society is a patriarchal society. The name of the family is carried by the son; it is the male child or the male children who inherits the family properties. The male child is the head, whereas a female child when she marries takes the name of her husband’s family. Generally, gender disparity and gender inequality in Naga society has been more or less systematically practiced and is strongly legalized by tradition. Traditionally, Naga women are more disadvantaged politically, culturally, economically and have less access to control over productive resources due to socio-cultural factors, exclusion in decision making and lack development intervention. Gender equality is the measurable equal representation of men and women. It does not imply that they are the same, but that they have equal rights of value and should be accorded equal treatment. It also means equal in terms of worth, visibility, empowerment and opportunities. Naga society has always been classless and caste-less. Up to some extent, women enjoy certain privileges. Women are not literally harassed. They play a pivotal role in both family and community affairs. They enjoy a certain degree of freedom. However, since Naga society is patriarchal with a tradition of strong warrior values, it was considered an honor to be born as a man. The traditional culture and custom require Naga women to be obedient, humble and also perform the role of a wife, mother, child bearer, food producer and household manager. She also supplemented the household income by weaving colorful shawls, an activity performed exclusively by women. However, women could not inherit property from their parent’s household nor allowed to participate in decision making bodies such as the village assembly, citizen forum, village council etc. Even in eating habits, women were not expected to eat the choicest portion of the meat. In Easterine Iralu’s Fictional Novel, “A Terrible Matriarchy” we find young Dielieno who is five years old and sent to stay with her disciplinarian grandmother who wants her to grow up to be a good Naga wife and mother. According to her grandmother, girls don’t need any education, they don’t need love and affection, or time to play, or even a good piece of meat with their gravy. In the past, it was a taboo for women to cross the arena where men were wrestling. However, that was broken in 2000 and now we find women being allowed to participate in wrestling which was exclusively male in the past. Also, it is forbidden for women to touch tools or arms belonging to men in the past, as it was considered bad luck. But in modern times, women are in fact turning to the armed forces as a career option. Another taboo is that according to many Naga culture and tradition, a damsel could not grow her hair long until her marriage, as it was a sign of married woman and their identity. Today, this is extinct due to modernization and Christianity. Unlike women-folk, men were considered to be the head of the family. He had the right to inherit property; they were the decision makers of the village or clans. In some cases, when no male child is blessed to the couple, the husband is entitled to divorce with his wife. Traditionally, the majority of parents attitude were found to be more positive towards male child than female child. With the entrance of the Western Baptist Christian missionaries in the Naga Hills massive changes were brought about in the social, religious and cultural life of the Naga people. While spreading the new faith among the animist Nagas and indoctrinating them with Christianity, the missionaries laid the foundation for an educational system. The main objective behind establishing schools in the Naga Hills was to prepare fertile ground for the growth of Christianity by producing native preachers and Church Pastors. American missionaries like E.W. Clark and S. Rivenburg were amongst the first pioneers to lay the foundation of education in the Naga Hills. By 1904-1905, Naga people understood the significance of education and numerous activities in this regard increased during this period. When we make a comparison between tradition and contemporary society, education has brought about drastic changes in every sphere of life in Naga society. Consequently, Education is playing a vital role especially in changing the status of women in our society, where we find that women, in spite of all the hardships are now outshining the men folk in many areas. Here, I’m proud to mention some of the Naga women to make a name in different fields through education like Ms. Rosalind Sokhrieno Lungalang who was the first female Graduate amongst the Naga women, Dr. Imtitemsula from Changki village became the first lady to complete her Ph.D. Degree in 1983, Shmt. Banuo Z.Jamir with the pristine powers of head, heart and hands, is the first Naga lady I.A.S officer and also the first lady to be Chief Secretary of Nagaland and so on. Education has allowed women to get into high-level jobs and provided access to new economic opportunities. In contemporary society, we will find that Naga women are successful business women, engaged as doctors, teachers, architects, engineers, administrative officials, lawyers etc. We also find many school girls are topping the HSLC and HSSLC exams like Miss Omegali [topper of HSLC 2010], Kaholi (topper of HSLC 2013) and Tziesetuonuo [topper of HSSLC-Arts stream]. Once upon a time, women had status or position in society based on their father’s/husband’s or brother’s statuses. But today because of education many women have been able to stand on their own. They are economically independent and likewise have more opportunities even in the socio-political field also. If we look at the journey of women, we find that she has risen in spite of all the impediments like male arrogance coupled with tradition that sought to bind her at home. Many Naga girls and women have risen above all these constrictions and carved a name for themselves in the male dominated society. Women are now venturing into professions which were formerly male dominated. However, a lot needs to be done if we are to bring about true equality. Educated women can guide and train their children better to become sensitive and responsible citizens. The women we are talking about could be your own sister, mother, wife or your daughter. All of us were once inside her womb for nine months and cared by her until we became independent and self-sufficient. Give her a chance and let her prove her capacity by providing her with equal opportunity to create and help build a stronger, better Nagaland. new Delhi, april 29 (pti): The whole of Gujarat and Punjab goes to polls on Wednesday in the seventh phase of Lok Sabha elections along with some seats in Uttar Pradesh and Bihar that will decide the fate of top guns including Narendra Modi, Sonia Gandhi, L K Advani and Murli Manohar Joshi. Telangana, the new state-to-be, will also elect its first assembly along with representatives to Parliament when elections will be held in 119 Assembly constituencies and 17 Lok Sabha seats in that part of Andhra Pradesh. On Wednesday, a total of 13.83 crore voters have the right to vote in the polls in seven states and two union territories that will in all elect 89 MPs. Elections are already over in 349 constituencies in the first six phases. Yet again, Congress and BJP have big stakes in tomorrow’s elections with 35 and 23 seats in their bag respectively which were won in the last elections. US court dismisses 1984 riots case against Congress new York, april 29 (ianS): A US court has dismissed a lawsuit against India’s Congress party relating to the November 1984 anti-Sikh violence, saying it did not sufficiently “touch and concern” the US court to exercise jurisdiction. However, even as he dismissed the case filed by the US based rights group Sikhs for Justice (SFJ), Judge Robert W. Sweet of US District Court here ruled that corporate entities like the Congress party of India can be sued under Alien Torts Statute (ATS). On the issue of corporate liability, Sweet citing the case of Balintulo V. Daimler AG ruled that “Daimler seems to concretely establish that a corporate defendant can be liable under the ATS, assuming that the statute’s “touch and concern’ requirements are adequately alleged”. “Accordingly, the fact that defendants are incorporated does not, in and of itself,
relieve them of liability under the statute or remove this court’s jurisdiction over plaintiffs’ allegations,” Sweet said in his April 24 ruling. However, “plaintiffs’ combined facts, even if credited, are insufficient to establish that the conduct sufficiently ‘touched and concerned’ the US to establish jurisdiction under the ATS and dismissal is appropriate under 12(b)( 1),” he ruled. The SFJ said it will challenge the dismissal of the case against the Congress party before the US Court of Appeals within 30 days as required under the federal rules of civil procedure. The rights group asserted the case sufficiently “touches and concerns” the US and SFJ has “institutional standing” to seek “declaratory judgment” on November 1984 violence against the Sikh community after the assassination of former prime minister Indira Gandhi.
Deora, Nirupam among four found guilty of paid news by EC MuMBai, april 29 (pti): An Election Commission panel has held four Lok Sabha election candidates in Maharashtra guilty of resorting to paid news. In all, 84 complaints of paid news were received by a committee specially set up to keep a watch on paid news. Complaints against Congress candidates — Union minister of state for shipping and IT Milind Deora (Mumbai South), Sanjay Nirupam (Mumbai North), Vishwajit Kadam (Pune) — and BJP candidate from Pune Deepak Shirole have been found true, sources in the State
Election Office said. The candidates were found guilty by the district committee set up by the poll body to keep a watch on paid news and this decision has been upheld by the state committee of the election office, sources said. If the charge is established, the news items identified as paid news will be looked as advertisements and will be included in the election expenditure of the candidates, officials said. Election officials said 801 complaints of violations of model code of conduct were received. FIRs were filed in 75 per cent
of the cases. Jatin Desai, member of the state committee, said the decision of the Pune district committee regarding Anil Shirole and Vishwajit Kadam was upheld by the state committee. “The candidates have an option to challenge the order of the state committee within 48 hours,” he said. Traditional political strategy of mainstream politicians in Kashmir has been to understate their pro-Indian credentials and tickle separatist sentiments to win votes during elections. Breaking away from that tradition, PDP patron and former state chief minister, Mufti Muhammad Sayeed has been publicly saying he is fighting for a better dispensation for Jammu and Kashmir within the country’s constitution. Sayeed praises former prime minister Atal Bihari Vajpayee in rallies and public meetings and claims to fight for creating a wider space for debate and discourse in the state’s politics. Hydro-power plants blamed for deadly floods in India
new Delhi, april 29 (reuterS): Badly managed hydro-power projects in northern India were partly to blame for devastating floods last year that killed thousands of people and caused extensive damage, an environment ministry panel said in a report obtained by Reuters on Tuesday. The panel findings highlight the problem facing India, one of the world’s lowest per-capita energy consumers, as it rushes to expand power generation to meet rising demand. Governments have long sought to harness the power of rivers despite the risks, in part to diversify away from polluting coal
and gas plants that are increasingly costly to run. The Himalayan state of Uttarakhand was hit by its heaviest rainfall on record in June 2013, causing lakes and rivers to burst their banks, inundating towns and villages below. In a report commissioned by the Ministry of Environment and Forests, a panel of 11 experts said that hydroelectric plants had led to the build up of huge volumes of sediment in rivers that was not managed properly. The sediment raised river beds during the floods and was then flushed downstream, aggravating the severity of the flooding. “Can it be a mere co-
incidence that the maximum destruction of land and property occurred in areas downstream of hydro-power projects?” the experts asked, referring to three projects in particular. The official death toll was 900 with more than 5,700 people declared missing. Floods or landslides also washed away or damaged 5,000 roads, 200 bridges and innumerable buildings. The experts rejected suggestions that the extent of the flooding was caused by deforestation or the breaching of dams brought on by landslides, as was the case in previous floods. Authorities urgently needed to conduct region-wide as-
sessments of the impact of projects, rather than consider individual plants in isolation, the panel said, and should reject 23 out of 24 proposed power projects in Uttarakhand if they were within areas of significant biodiversity. Companies with hydroelectric interests in the state include Jaiprakash Power Ventures Ltd, GVK Power & Infrastructure Ltd and state-run NTPC. The companies did not immediately respond to requests for comment. new Delhi, april 29 (pti): “The tail cannot wag the body, the body can wag the tail,” Congress leader Digvijaya Singh said on Tuesday rejecting the idea of extending outside support to a Third Front to form government to stop Narendra Modi. Talking to reporters, Singh insisted that the dominant political party should lead the government for greater stability and effective functioning of any coalition arrangement. His remarks came in the backdrop of suggestions by several party leaders including Prithviraj Chavan, Salman Khurshid and Jairam Ramesh that Congress should back a Third Front if the need be to keep BJP out of power. Singh’s remarks were also significant as these came on a day when Congress president Sonia Gandhi’s political secretary Ahmed Patel clarified that he was confident that the Congress and its allies will secure a majority and a government of UPA-III will be formed. Singh said the idea of some party, which gets 25 or 30 seats, leading a coalition govern-
ment with the dominant partner not being part of it, has failed in past. Talking to PTI in Hyderabad earlier, Singh said extending outside support in a coalition setup is “impractical, utopian and unworkable”. “My personal opinion is that outside support does not work ... Outside support is something which is impractical ... too utopian. It has to be a pragmatic policy and working of a coalition has to be that everyone has to be accountable in the Cabinet. People from outside ... I think ... it does not work,” he said. On the party extending outside support to the United Front government in 1996, the former Madhya Pradesh chief minister said, “It didn’t work.” The Congress leader’s remarks come after Maharashtra chief minister Prithviraj Chavan last week said the party could form the next government by joining hands with “the Third Front”, while Union minister Salman Khurshid said they could consider extending support to it or taking its help to form the government if necessary after the Lok Sabha polls.

He has never lost an election so far, but winning the elections this time is not a foregone conclusion for him. Abdullah is seeking re-election from this Lok Sabha seat that is spread over three districts of Srinagar, Ganderbal and Badgam with 1.23 million voters. The Abdullahs, who belong to Srinagar district, have held sway over the people in Kashmir for over 50 years. Srinagar has been a strong bastion of the NC and the Abdullahs. The constituency has been represented in the past by Abdullah’s mother, Begum Akbar Jahan. His son and state chief minister, Omar Abdullah has represented Srinagar in the Lok Sabha thrice. Of the eight assembly segments in Srinagar district including Amira Kadal, Hazratbal, Zadibal, Eidgah, Khanyar, Habba Kadal, Sonawar and Batamaloo, voting has always been very low since the outbreak of separatist violence in Kashmir in early 1990s. Separatist boycott calls have in fact had little effect in villages and suburbs, although towns and cities in the Valley have been adversely impacted by these calls. Teacher arrested for molesting 5 students new Delhi, april 29 (ianS): A 35-year-old school teacher was Tuesday arrested here for molesting five girl students in the school premises, police said. Music teacher Vijay Kumar was arrested following a violent protest by guardians of the students, aged between 13 and 15 years, outside the government school in Mahendra Park area of west Delhi. Police said family members of the students gathered outside the school and demanded action against the teacher. The angry relatives also pelted stones at the school building, in which a police constable was injured. According to police, Kumar molested the girls during music class Monday. Their parents came to know when the girl narrated their ordeal at home, said a police official. Senior police officials somehow managed to calm the angry relatives and assured them of action. Kumar was arrested from his home in west Delhi. Police also detained 16 people for creating ruckus outside the school and booked them for rioting.

‘Y chromosome also influences lifespan in men’
LOnDOn, ApriL 29 (AgEnciES): Till now, the all-important Y chromosome — only present in men, and the genes contained on the Y chromosome have mostly been associated with sex determination and sperm production. But scientists have for the first time found that the Y chromosome also influences lifespan in men. It is well known that men have an overall shorter life expectancy compared to women. A study, led by Uppsala University researchers, shows a correlation between a loss of the Y chromosome in blood cells and both a shorter life span and higher mortality from cancer in other organs. Men have a shorter average life span than women and both the incidence and mortality in cancer is higher in men than in women. However, the mechanisms and possible risk factors behind this sex-disparity are largely unknown. Alterations in DNA of normal cells accumulate throughout our lives and have been linked to diseases such as cancer and diabetes. In a study recently, an international team of researchers have analyzed the DNA in blood samples from a group of more than 1,600 elderly men. They found that the most common genetic alteration was a loss of the Y chromosome in a proportion of the white blood cells. The group of men was studied for many years and the researchers could detect a correlation between the loss of the Y chromosome and shorter survival. “Men who had lost the Y chromosome in a large proportion of their blood cells had a lower survival, irrespective of cause of death. We could also detect a correlation between loss of the Y chromosome and risk of cancer mortality,” says Lars Forsberg from Uppsala University. “You have probably heard before that the Y chromosome is small, insignificant and contains very little genetic information. This is not true. Our results indicate that the Y chromosome has a role in tumour suppression and they might explain why men get cancer more often than women. We believe that analyses of the Y chromosome could in the future become a useful general marker to predict the risk for men to develop cancer,” says Jan Dumanski, professor at the department of immunology at Uppsala.

RIO, APRIL 29 (AP): International Olympic Committee vice president John Coates has slammed Rio's preparations for the 2016 Olympics, saying they are "the worst I have experienced." Coates, who has made six trips to Rio as part of the Coordination Commission responsible for overseeing the preparations, said the IOC had taken the unprecedented step of embedding experts in Rio to help the local organizing committee deliver the games. The "situation is critical on the ground," Coates told an Olympic forum in Sydney on Tuesday, outlining that construction has not started on some venues, infrastructure is significantly delayed and saying "the city also has social issues that need to be addressed."
"The IOC has adopted a more hands-on role, it is unprecedented for the IOC, but there is no plan B. We are going to Rio," Coates said. "We have become very concerned. They are not ready in many, many ways." Brazil has also come under fire from football's world governing body, FIFA, for long delays in construction of stadiums and other infrastructure and the overdue delivery of venues for the World Cup, which kicks off in June. Two years out from the Olympics, the situation on the construction front is just as bleak. "And this is against a city that's got social issues that also have to be addressed; a country that's also trying to deal with the FIFA World Cup coming up in a few months," Coates

Earlier this month, in a rare display of criticism against an Olympic host, 18 sports federations publicly aired widespread concerns over Rio's preparations, with some sports asking about "Plan B" contingencies for their venues. responsible for a lot of the construction. The flow of funds from the federal government is not happening quickly enough. We think we need to help facilitate that." Coates, who was involved in the organization of the Sydney 2000 Games as head of the Australian Olympic Committee and is chairman of the IOC's coordination commission for Tokyo 2020, said he thinks the IOC has got the message across in Brazil. "We have to make it (the Olympics) happen and that is the IOC approach, you can't walk away from this," he said. SC reserves order on KBYF spots week underway spot-fixing probe panel New DeLhI, APRIL 29 (IANS): The Supreme Court Tuesday reserved its order on setting up a panel to probe allegation of spotfixing and betting against some of the cricketers playing the Indian Premier League (IPL) and BCCI president N. Srinivasan. The apex court bench headed by Justice A.K. Patnaik reserved the order after it was told here that Justice Mukul Mudgal has consented to head the panel to investigate the allegations against the cricketers and Srinivasan. Senior counsel Gopal Subramaniam at the outset of the hearing told the court that Justice Mudgal, while agreeing to undertake the probe, said he would like to be assisted by former CBI
director M.L. Sharma and two police officers, one from Chennai police and the other from Delhi Police. The Supreme Court, during the course of the last hearing of the matter, asked whether Justice Mudgal is inclined to preside over the probe panel. However, the Board of Control for Cricket in India (BCCI) resisted the probe panel, saying that the allegations against the cricketers and Srinivasan are based on an inquiry conducted by Justice Mudgal himself. So, the investigation into those allegations should be undertaken by a different person. Apparently, unimpressed by the BCCI submission, Justice Patnaik said the court will pass a judicial order and reserved it.

SASSUOLO, APRIL 29 (AP): Juventus all but clinched its third successive Serie A title by coming from behind to win 3-1 Monday at relegationthreatened Sassuolo in heavy rain. just an F1 driver to Brazilians SAO PAULO, APRIL 29 (AP): Brazil's adoration of Ayrton Senna transcends sports. It's something only someone like Pele can relate to in the country of football. When hundreds of thousands of people lined up for hours just to take a final glimpse of Senna's body before his funeral, they were paying tribute to more than a three-time Formula One champion. To Brazilians, Senna was more than a great sports idol. He personified pride and patriotism. Every time he pulled the country's green-andyellow flag to celebrate his victories on the track, Brazilians rejoiced back home with another triumph by the local hero succeeding abroad. At a time when Brazil's national team had few victories to celebrate on the football field and the country endured political and economic turmoil, it was Senna who gave Brazilians reason to cheer. "He was the Brazilian who made it," said Galvao Bueno, the voice of F1 in Brazilian television and Senna's close friend. "He was the Brazilian who went abroad and did better than the Europeans." Senna's sudden death at the San Marino Grand Prix 20 years ago did more than shock the entire country. It dealt a blow to the pride of a generation of Brazilians who grew up waking up on Sundays expecting to hear Brazil's national anthem after another Senna victory. "His determination, perfectionism, sense of justice and patriotism made Ayrton a very special person to Brazilians," said Bruno Senna, who was 10 when his uncle pasted away in a crash on May 1, 1994. "There is this nostalgia and unforgettable memories of his great overtaking maneuvers, great races and great qualifying runs," said Bruno, who also became a race driver and briefly drove for the same Williams team that his uncle was driving for when he died. "But there's also the legacy of his personality away from the track. He was successful in the sport but at the same time was able to transcend that to become an example of life principles." What happened in the days following Senna's death was symbolic of what he meant to the nation. The Brazilian government immediately declared three days of mourning and said it would give Senna the same honor as heads of states.

In a decisive football match just after news of his death started spreading, nearly 60,000 fans left their teams' rivalry behind and started chanting, "Ole, ole, ole, ole, Senna, Senna." The tribute came even though Senna was an avid Corinthians fan and the teams playing that afternoon were Palmeiras and Sao Paulo. When his body arrived from Italy, authorities estimated that more than a million people lined the streets of Sao Paulo to bid farewell as Senna's coffin was transported atop a firefighter's truck, draped with the Brazilian flag. Television channels were broadcasting live as fans sobbed, waved flags and tossed flowers as the truck went by. Thousands of cars followed behind, honking horns. During Senna's memorial services, more than 200,000 people stood in line for hours just to spend about 10 seconds in front of
the coffin for a last tribute. Many celebrities, sporting figures and top government officials attended the services, including thenBrazilian President Itamar Franco. About 250,000 people followed the funeral procession that took Senna's body to a cemetery, where his coffin was carried by fellow drivers Ruben Barrichello, Gerhard Berger, Damon Hill, Alain Prost, Emerson Fittipaldi and Jackie Stewart, among others. A Brazilian sports channel will mark the 20th anniversary of Senna's death on Thursday by airing nine of his greatest races, including his impressive second-place finish with a Toleman on the rain at the 1984 Monaco GP. Hundreds of 1D fans crushed during Peru concert H
undreds of terrified young fans were crushed and nearly fifty needed medical treatment as One Direction's world tour kicked off in Peru on Sunday. The stunned five-piece pleaded with fans to calm down as they witnessed the crowd push towards the stage in a bid to get as close to the boyband as possible. Unexpected surge forced Liam Payne, Harry Styles, Niall Horan, Zayn Malik and Louis Tomlinson to stop performing and threaten to walk off stage - but their pleas fell on deaf ears. Of those fans who were hurt, it's not clear just how serious the injuries were, but local reports suggest several people are still being treated for symptoms of asphyxia - abnormal breathing as a result of a severely deficient supply of oxygen entering the body. Following the incident, tents were used as emergency pop-up treatment centres and an additional evacuation plan was put in place by the head of Peru's volunteer fire service, Mario Cassareto. He told Peruvian ra-
dio: 'We treated 47 children with the first stages of asphyxia. Everything is under control. We have nothing to be ashamed of, we've handled the situation well.' He added: 'We put in place a second evacuation plan so that the younger fans were not affected. 'We're working with the police and the security companies [who were contracted for the show], 911 and VIP. It's under control and we are still treating those with symptoms of asphyxia that we pulled from the back.' A video taken from inside the Estadio Nacional stadium shows singer Niall Horan telling the crowd: 'If you don't want anyone to take us off the stage, make sure you stay back.' Prior to the surge occurring, Liam had admitted he was struggling to comprehend just how many fans he and the rest of One Direction have. The 20-year-old took to Twitter to show a picture of the thousands of fans who came to their hotel in Lima, Peru as their Where We Are world tour kicked off. On Friday evening the group - made up of Liam, Harry Styles, Niall Horan,
Zayn Malik and Louis Tomlinson - opened their world tour, which will see them deliver 67 dates across the globe. Proving their boy power credentials, the five young men performed to an estimated 40,000 screaming fans at the El Campin stadium. Wearing their trademark jeans and T-shirt look, the band looked ecstatic to be on stage - but not nearly as delighted as the fans who had turned up in droves to see them live. Institute Global Conference in Los Angeles on Monday. He has been an advocate for Haiti since the country was devastated by a 7.0 earthquake in 2010. He is founder and CEO of J/P Haitian Relief Organization. Penn compared Haitian relief to moviemaking. "Especially in emergency relief -- the best time to get the set built is yesterday," he said. "It's like the movie business, but with higher stakes." In his early work in Haiti, he concluded, like in the film business, "there were too many meetings and not enough decisions being made," so he cofounded his organization. he American Idol runner-up's 14-track greatest hits compilation comes out just in time for the singer's summer trek with Queen. While Adam Lambert fans patiently wait for new music, Sony Legacy will issue a collection of the singer's greatest hits for those who want to complete their collection of official releases by the American Idol season eight runnerup. Lambert's former label home (RCA is a division of Sony) will out a physical release of the album, titled The Very Best of Adam Lambert, on May 27. The compilation will include three American Idol performances from when he was on the show, including his covers of Mad World by Tears for Fears and One by U2. Lambert's version of Lady Gaga's Marry the Night from his appearance on Glee closes out the 14-track CD. Also included on the record Lambert's contribution to the 2012 film, 2012, Time for Miracles. If some of these tracks feel like musical mission
statements, it's in their skillful fusion of mainstream pop and rock with left-of-center, if not underground, musician and pop-cultural markers, and their clear conviction towards that mission, reads the album's liner notes. "We've been top 10 all year, this recent run is not something I'm hiding from, we should have performed better in this run and we've got to finish in the top 10."

CHARLOTTE, APRIL 29 (AFP): LeBron James shook off fears of an injury scare to score 31 points Monday and spark defending NBA champions Miami Heat over Charlotte Bobcats 109-98, completing a first-round playoff sweep. James, who took a knee to the left thigh and was briefly limping, added nine assists and seven rebounds for the visiting Heat, who won the best-of-seven series in the minimum to advance. "We got better every game. You improve ev-
ery game," James said. "To have the kind of mindset we had on the road was big time." Miami will face either Brooklyn or Toronto for a berth in the Eastern Conference final as they try to win their third NBA crown in a row and reach the NBA Finals for the fourth consecutive season. After losing the ball out of bounds, James limped to the Heat bench during a timeout and received treatment on the sore thigh. He returned to spark a 12-4 Miami run by scoring the first seven points to give the Heat a seven-point edge and Miami was not threatened after that.
