Amidst mounting pressure, the Nagaland Foothill Road Coordination Committee (NFHRCC) on Sunday reiterated its stand to go ahead with the proposed bandh on June 30. The NFHRCC on Sunday unanimously resolved that it will “under no circumstances” retract the bandh call. Clearing the confusion surrounding the bandh, the NFHRCC referred to the March 19, 2014 joint meeting of the ten tribe hohos; whereby the NFHRCC was mandated by the ten apex hohos. It was resolved in the meeting that “whatever the NFHRCC acts or does the same is to be treated as an act or action of the apex hohos.” It further stated the Dimapur-based affiliates of the ten apex hohos on Sunday extended support to the NFHRCC bandh call. Clarifying on allegations of favouritism, it reiterated that when the foothill road movement gained momentum, the NFHRCC was assigned by the PWD (R&B) to take up the construction of the ‘jeepable’ road, which was further endorsed by the R&B Minister. Meanwhile, when the stage for implementation of the project came, the department expressed that its financial position was not strong enough to immediately take up the project. The department thus proposed that the NFHRCC approach Nagaland Steel Engineering Works (NSEW) to take up the project on credit, the NFHRCC stated.

As suggested, the NFHRCC approached NSEW with a proposal. Initially, the proprietor of NSEW, Yashitsungba Aier, also the treasurer of the NFHRCC, was reluctant to take up the work for the entire Dimapur-Tizit stretch but relented to the Committee’s appeals on the condition that he will take up only the Mokokchung sector, the NFHRCC stated. Subsequently, the firm was issued work order for a portion of the Mokokchung sector at Longtho segment, which was completed. Further, the NFHRCC stated that on March 6, 2014, the R&B Minister alongwith the Chief Engineer visited the project site and observing that the work was satisfactory, the Minister asked the firm to start work on the remaining portion eventhough the work order was pending. Accordingly the firm started work but in the meantime, the department issued the work order to another firm, it was added. Maintaining that the initiative of the NHFRCC is as per the people’s aspiration, the NFHRCC asserted that its driving principle is in no way inclined towards the “politicisation or commercialisation” of the foothill road. It clarified that the allegation “made by some section of people... that the Committee is inclining towards monetary benefits is far beyond the imagination of the Committee.”

Commenting on the June 28 meeting with the Cabinet Sub Committee (CSC) in Kohima, the NFHRCC made clear its demand for revocation of the NIT dated May 8 based on the fact that the department had assigned the construction of the ‘jeepable road’ to the NFHRCC. At the meeting, the department led by the Commissioner & Secretary, Temjen Toy, and the PWD (R&B) Chief Engineer admitted that the department had made the mistake of issuing work order through table tender while stating that there are set rules and regulations for issuing NIT, the NFHRCC stated. “The Committee questioned the department if there are no rules and regulations when 70 percent of the jeepable road was done through table tender. Unfortunately, the department failed to give any befitting reply.” Even the CSC failed to give any remedial suggestion, as a result of which the Committee members chose to walk out, the NFHRCC stated. Further, the NFHRCC stated that it maintained in the meeting that it will uphold the decision to go ahead with the proposed bandh if the department failed to cancel the work order allotted through the NIT. times,” the NFHRCC said of the official’s response to its demand. Thus being the outcome of the meeting, the NFHRCC stated that it was further compelled to initiate the bandh. It further stated any eventuality arising thereof, the Committee will not be held responsible. District Administration ‘disallows’ bandh Deputy Commissioner for Dimapur, N Hushili Sema, also the District Magistrate for Dimapur, in an order, dated June 29, has “disallowed” the bandh called by the NFHRCC on June 30. The order, issued by the Dimapur DC’s office, cautioned that “any person/persons or any group of persons found to be violating this order/try to forcefully impose the bandh at Dimapur district shall be seriously dealt with, which may even lead to his arrest/ detention by any order of the Magistrate on duty authorized by me as per provisions of law.” It was informed that the order shall come into effect from 5:00am till 7:00pm of June 30. Police to ensure free movement Dimapur Police has informed that it will provide security to “ensure free movement” during the 12 hour Dimapur bandh called by the NFHRCC on June 30. A press note from the Dimapur Superintendent of Police stated that adequate security will be provided to the public of Dimapur and travelers to and from Dimapur from 6:00am to 6:00pm on June 30.

orgs oppose bandh DIMAPUR, JUNE 29 (MExN): The Tenyimi Union Dimapur (TUD) has decided to oppose the 12 hour Dimapur bandh called by the NFHRCC on June 30. Several tribe organizations have submitted a representation to the Dimapur DC stating that the proposed bandh should be “thwarted by the government” for which the bodies are ready to give their “fullest support.” It suggested as a “preventive measure” for the government to “immediately arrest and put behind bars all leaders who are trying to disturb peace and tranquility in Dimapur by forcibly imposing such bandhs.” It further urged the government to “immediately stop” construction activities of the Nagaland Foothill Road until the issues are resolved. The representation was appended by Khalo Kapfo, President, Tenymi Union Dimapur (TUD); Zhasa Vupru, General Secretary, TUD; TL Angami, Advisor, TUD; Vekhosayi Nyekha, President, Western Chakhesang Hoho; Abou Sote, President, CAKU; K Lokho, President, Mao Hoho; Soutsutho, President, Pochury Hoho; MK Joseph, President, Poumai Hoho; Heikim Meru, President, Zeliang Hoho; Charinggambou, President, Inpui Hoho; Thaban Rongmei, President, Rongmei Council; P Keppen, President, Rengma Hoho and Phuba James, President, Maram Hoho.

The Diphupar Village Council (DVC) has resolved not to allow imposition of the Dimapur bandh called by the NFHRCC on June 30 within the jurisdiction of Diphupar village. A press note from the DVC Chairman, I Vitoshe Kinimi and Secretary, Lanutoshi informed that the Council resolved to “fully support the district administration in this connection.”

DIMAPUR, JUNE 29 (MExN): The NSCN (K) Military Supervisor, Lt General Niki Sumi today stated that the GPRN/ NSCN’s ultimatum to “hand over Mulatonu’s Bull Dozer within 15 days or face confiscation of house at Padam Pukhri, Dimapur is a complete deviation from the core- contention.” A press note from the Military Supervisor, Nagaland for NSCN (K), Lt Gen Niki Sumi informed, “I only acted upon in the capacity as Military Supervisor, Nagaland NSCN/GPRN and therefore implicating me

and my family should not arise,” he stated. He further termed allegations by the GPRN/NSCN that the latter had “taken away weapons of the 7 Battalion” as “simply illogical and childish.” He disclosed that the “issue is about Mulatonu’s defection to Khehoi Camp with huge quantities of weapons and ammunition belonging to NSCN/ GPRN and consequent seizure of his Bull Dozer until recovery of NSCN/GPRN’s properties.” “Confiscation of my house therefore is irrelevant,” he added. formed that the “seizure of Mulatonu’s Bull Dozer by NSCN/GPRN has been preceded by Mulatonu’s embezzlement of NSCN/ GPRN’s funds and resources in monstrous proportions.” “He served as NSCN/ GPRN’s Finance Kilonser for 9-10 years and not once has financial accounts submitted in black and white or his records allowed to be audited,” it was stated. The NSCN (K) Military Supervisor then stated that the “sequence of events spanning over a decade and half with regards to Mulatonu’s demonic manifesta-

tion amongst Naga families and his espionages against NSCN/GPRN finally culminated into the recent episode.”Hefurtherquestioned: “the Khehoi camp and Kitovi Zhimomi may therefore be asked to clarify if knowingly, the entire camp is providing backing to Mulatonu.” He then advised the GPRN/ NSCN to “exercise wisdom before plunging fully head long into unnecessary crisis being happily orchestrated by Mulatonu, lest the unprecedented consequences assumes ugly counter productivity.” Full text on page 4

“Arigato, Ano ne!” exclaimed 95 year old Leivon Achung Kom, playing with the few Japanese words he learnt 70 years ago. Kom, who lived and worked with the Japanese as a local guide during WW II in Imphal, still holds on to this memory with pride, though the present generation will never understand what they had to live through. Kom has come all the way from his village, Kom Keirap to Red Hill to meet the Japanese delegation, including Y. Kawamura, Charge de’Affairs and Minister and Deputy Chief of Mission, Embassy of Japan, who had arrived to pay tribute to the departed souls of WW II. As part of a three month long commemoration of the 70th Anniversary of the Battle of Imphal, which was held from March 23 to June 28, delegates from Japan, Australia, UK and the United States visited Imphal. “After 70 years, every time we remember the battle, we renew our commitment to peace. Despite its intense history, Manipur is also a symbol of renewed cooperative ties with countries,” said Y. Kawamura, who also plans to visit Nagaland. He stated that such events are motivation for forging ties in the North East region and that there is a possibility of future Japanese investments in the region. He also hoped for more foreign investment in the region and noted that peace is built on the principles of democracy, freedom and rule of law. The three month commemoration, and what has being termed as

‘War Tourism’, is the initiative of the Manipur Tourism Forum, WWII Imphal Campaign Foundation and supported by the Government of Manipur. The closing ceremony at MDFC auditorium, Imphal was attended by dignitaries from Japan, UK, Australia and the United States, including Manipur Chief Minister Okram Ibobi Singh and VK Duggal, Governor of Manipur. “What happened in 1944 will always be a shared experience of countries who took part in the war. It is because of this shared experience that Australia, Britain, Japan and USA can come together along with our Indian friends,” said Scott Furseddon Wood, British Deputy High Commissioner. He added that future generations need to acknowledge the shared experience of Imphal in order to move forward to a shared future. Manipur Governor, VK Duggal expressed concern that many, excluding the ones who were witness to it, have started to forget the battle of Imphal. “We often wonder at the difficulties the soldiers from both sides must have faced fighting against each other and the sacrifices they made in a place which was possibly never heard of by them before they came here for the battle. The commemoration has again brought the memories back to the Manipuri psyche and the changes it made to Manipuri society,” he said “Looking ahead, we feel that Manipur’s experience of WW II can be of much interest for people around the world,” said Okram Ibobi, Chief

Minister of Manipur at the closing ceremony of the 70th Anniversary. He hoped that it would prove beneficial not just to people associated with the war but to students, historians, military enthusiasts and that the challenge lies in how well the people of Manipur tell their story. For L Achung Kom, the WWII was the first time he and his villagers saw saw air planes. The hardest moments were when they had to go hungry for days and sometimes bury the dead on the way. Like many villagers in Kohima and Imphal, Achung Kom’s village too lost their homes and property. When the war ended and the Japanese surrendered, all they saw were waves of goodbye from the Japanese soldiers. He was later tortured for five days by the British for co operating with the Japanese. Kom asserts that there is a need to acknowledge the people, who despite having lost their homes, continued to support the soldiers. The70th anniversary of the Battle of Imphal and its three month long commemoration may have set the prelude of ‘war tourism’ in the state, which will be of great interest to the visitors as well as to Manipur, as Ibobi stated. But for Achung Kom, there is no greater joy than shaking hands and having his photo captured with Y. Kawamura, as he continue to wish that someday Japanese delegates will visit his village. A 30 minute film titled ‘Imphal 1944’ by Japanese filmmaker Junichi Kajioka, which is yet to be released, was also screened at the closing ceremony.
