16th Lok Sabha’s first session from June 4-11 New Delhi, May 29 (iaNS): The 16th Lok Sabha will convene from June 4 to June 11 for its first session, Parliamentary Affairs Minister Venkaiah Naidu said here Thursday. “The 16th Lok Sabha will convene from June 4-11,” Naidu told reporters after a meeting of the union cabinet. “The swearing in of the new members will take place June 4 and June 5. The election of the speaker will take place June 6,” he said, adding President Pranab Mukherjee will address the joint session of the Lok Sabha and the Rajya Sabha June 9 and the motion of thanks to the president’s address will be on June 10-11. Naidu said Prime Minister Narendra Modi will reply to the discussion on the president’s address in both houses of parliament. The Rajya Sabha will convene with the joint session June 9.

The Eleutheros Christian Society (ECS), along with 7 villages, has taken up the responsibility of constructing a bridge in Tuensang district, helping connect 15 villages to better healthcare facilities and leaving them with more time. After having approached the Government of Nagaland for couple of years, ECS took up the building of a link-road (bridge) over the Yijung River, below Hakchang village, in Tuensang district after the issue was “repeatedly raised at community meetings.” The bridge will help 15 villages from across the bank access an NRHM public-private partnership hospital in 20 minutes, which presently takes them 3

hours to reach. “The government was approached for building a bridge on various occasions but we felt the process which often is tedious would only take longer unless we resolve otherwise,” stated Chingmak Kejong, Secretary, ECS. The ECS began discussions on the same towards the end of 2013, when 7 villages from the area offered to contribute to the construction of the bridge with cash and kind—timber was supplied, women broke stones to make chips, men-folk dug the road and an engineer volunteered to come once every week to monitor the structure of the bridge. Its construction began this year. “Some villages even contributed from their MGNREGS funds to the project,” said Toshila, a member of the ECS, who

says that a few kilometers of roads will also have to be dug on both sides, funds for which are being locally generated. The government, whose duty it ought to be to construct the said bridge, is missing in action though the DC, Tuensang, visited the site couple of months back. This Tuensang people’s bridge is slated to be completed by the end of June 2014. The link-road, which is barely 6 km and a bridge span of 45 feet, will cut the journey from Tuensang to Assam by 3 hours. Additionally, it will help harvested oranges from the area reach Assam in 5 hours, thereby giving the produce a chance at competitive pricing. Meanwhile, social networking site, The Naga Blog, has started a donation drive to generate funds for the bridge.

Nagaland State ranks second in tobacco consumption among the states of the North East with a prevalence rate of 57%, next only to Mizoram which stands at 61%. This was revealed during a power point presentation delivered by Dr. C. Tetseo, District Nodal Officer, NTCP Dimapur, at Holy Cross Higher Secondary School on Thursday. He revealed that Nagaland stood highest in the smokeless category in NE with a prevalence rate of 45%. According to Dr. Tetseo, every

second man and every third woman in the State use tobacco, and related products, in one form or the other. Nagaland also ranks highest in smokeless and dual use in the region. Presenting further details, Dr. Tetseo said that the daily usage of tobacco in Nagaland stood at 81% among smokers and 70% in smokeless category. Splitting it up gender wise, it was revealed that 53% and 37% of the male and female population respectively use smokeless tobacco products in the State. These statistics were revealed ahead of the World No Tobacco Day, to be observed on May 31,

at the same venue under the theme,“RaiseTaxesonTobacco.” According to a hand-out issued to media persons, 21,000 men in Dimapur will die of smoking unless they quit. He said men who smoke bidis lose six years of life and cigarettes smokers lose 10 years of life. Also speaking at the interaction, Dimapur Naga Students’ Union education secretary, James cautioned that the Union would be conducting surprise checks on the sale of tobacco and related products on premises of educational institutions. He warned that the license of defaulting shopkeepers would be forwarded for cancellation.

New Delhi, May 29 (iaNS): Taking steps to fulfill his avowed agenda of good governance, Prime Minister Narendra Modi Thursday asked his ministers to come up with a plan of action for the first 100 days, lay thrust on efficiency and delivery in their work and give quick response to representations from states and public representatives. Modi, who assumed charge of his office two days ago, spelled out some guidelines for his ministers at a meeting of the union cabinet earlier in the day. Parliamentary Affairs Minister M. Venkaiah Naidu, who briefed reporters after the meeting, listed the guidelines but did not say if the government had finalised its top 10 priorities. Naidu said Modi had told his cabinet colleagues that the main issue was good governance. “The prime minister said that the main issue was governance. That is the need of the hour and there is need to focus on it. He said delivery and efficiency is important and there was also need to pay attention to implementation (of government schemes),” he said. Naidu said the prime minister heard the ministers and gave suggestions on some issues, as well as telling cabinet ministers to take their ministers of states into confidence and give them adequate work. He said Modi was keen that the “spirit of federalism was followed” and had told the ministers that there should be immediate response to representations from states. “State proposals should not be kept pending for long. There is need to take states along,” he said. “The issues raised by MPs and by the people should also be viewed in all seriousness and resolved soon,” Naidu added. Modi, who served as Gujarat chief minister for over 12 years, had often complained about the indifference of the central government to some issues raised by his state. The prime minister, who is expected to separately meet ministers and secretaries of various departments in the coming days, asked the ministers to prepare their priority agenda for their first 100 days and “decide on priori-

Govt to boost infrastructure and economic growth in NE New Delhi, May 29 (PTi): Enhancing infrastructure, providing job opportunities to youths and boosting economic growth in the North Eastern states will be top priority of General (Retd) V K Singh, who assumed charge as Minister for Development of North Eastern Region (DoNER) on Thursday. Singh said the government will focus on improving road infrastructure in entire North East including border areas besides trying to ensure robust economic growth in the region. “I have a plan for overall development of North East. We will try our best address all the problems facing the region. There is tremendous amount of work to be done for the region,” the Minister of DoNER with independent charges said. The 63-year-old former Army chief said he has a fair idea about the region and will make sincere efforts to ensure that it progresses on par with rest of the country. Singh has the experience of serving in the North East in different capacities as an Army officer. He was also the GoC-in-C of the Eastern Command looking after the Eastern and entire North Eastern region.

Singh said he will try to find a solution to complaints of harassment of people from North East in the Delhi and will also focus on addressing the sense of alienation among people in the region. “Creating job opportunities for the youths will be another priority area for the government,” he said. Asked whether he will focus more on creating better infrastructure in areas along the Indo-China border in Arunachal, Singh said priority will be to address infrastructure bottlenecks in the entire region. At the same time, he said, if required, steps will be taken to improve infrastructure in particular areas in consultation with the armed forces. Asked to comment on reports of Chinese incursions, Singh, who is also Minister of State (MoS) for External Affairs and Overseas Indian Affairs, said there have been different “perceptions” about the boundary. Singh, who won from Ghaziabad Lok Sabha seat, said he has a plan for addressing various problems being faced by people in his constituency. He identified long-power cuts in Ghaziabad as a matter of concern.

Arunachal likely to get sops for hydropower development New DeLHI, MAy 29 (LIveMINt): In an attempt to accelerate hydropower projects in Arunachal Pradesh and preempt China from diverting river waters that flow into the Brahmaputra, the Indian government has found a way to get the state on board—a prerequisite if its strategy of containing its eastern neighbour is to succeed. Arunachal Pradesh has the highest hydropower potential in the country, but not the money to stump up as its share of project costs. To get around the problem, the state’s share of the cost would be adjusted against future revenues from the projects. Apart from the up to 26% equity that a state holds in hydropower projects, it gets 12% of the electricity generated from them for free. “Since the Arunachal Pradesh government doesn’t have the money, their equity

contribution can be adjusted against future revenues,” said a senior central government official, requesting anonymity. The state government requires to contribute around Rs.16,000 crore as equity to 41 projects totalling 35,000 MW over a period of 10 years. The state is largely dependent on the Union government financing. “We had requested the government of India. A final decision is yet to be taken,” said Hari Krishna Paliwal, chief advisor to the Arunachal Pradesh government. A second central government official, who also didn’t wished to be identified, confirmed the plan. “Financial support was sought for Arunachal Pradesh government equity in hydropower projects,” this person said. “This is the right step forward. For hydropower projects to succeed in Arunachal, the state govern-

ment should be on board.” This follows New Delhi’s earlier attempts to get the Assam government and civil society groups on board to speed up the pace of building the 2,000 megawatt (MW) Lower Subansiri project in Arunachal Pradesh. The Centre’s strategy comes against the backdrop of China’s ambitious $62 billion southnorth water diversion scheme of the rivers that feed downstream into the Brahmaputra, known in China as the Yarlung Tsangpo. Of the 2,880km of the Brahmaputra’s length, 1,625km is in Tibet, 918km in India, and 337km in Bangladesh. Arunachal Pradesh’s potential for hydropower generation is estimated at 50,064MW, but less than 1%, or 405MW, has been commissioned so far, even though 94 projects with a combined capacity of 41,502.5MW have been allotted by the state government.

The state has an electricity requirement of 100 MW. “The equity contribution will go towards attracting an investment of around Rs.280,000 crore in the state. The 35,000 MW can meet not only the entire electricity demand of the northeast India but can also meet the peak power requirement of the northern region. Given the strategic importance of the state, this equity contribution which we have asked for as grant will also help the state in self sustaining itself,” Paliwa said. Of the eight river basins in Arunachal Pradesh, Subansiri, Lohit and Siang are of strategic importance, as they are closer to the border with China. Any delay in executing these projects, particularly on rivers originating in China, will affect India’s strategy of establishing a prior-use claim. Under international law, a country’s right over natural resources it shares with

other nations becomes stronger if it is already putting these resources to use. China has 36 projects on rivers upstream of the Brahmaputra, of which 30 have been completed. Experts such as Alka Acharya, director of the New Delhi-based Institute of Chinese Studies and editor of China Report, have maintained that India’s success will depend upon the extent to which partners are brought in from the north-east. “The Central government and state agencies are working at cross purposes to the extent that it has become a comedy of errors. Is there any rethinking on strategic approach on North East? In the new strategic imperatives it is the Achilles heel. This is a test case for the new government,” said Acharya. 'Avoid lethal measures to control mobs' GuwAHAtI, MAy 29 (IANS): Firing should be avoided as far as practicable while controlling mob violence, Assam Chief Minister Tarun Gogoi has said. Gogoi advocated measures to avoid civilian deaths during a law and order review meeting with top police and civil administration officials at his office Wednesday evening. "We need to deal with public agitation with non-lethal, yet effective and focused measures," Gogoi said during the meeting. The chief minister said police must tackle violent mobs without using excessive force. "Use of tear gas, water cannons and non-lethal measures must be enforced to bring mob violence under control. Firing should be avoided as far as practicable," he said. Last month, one person was killed and four were injured in Morigaon district when police opened fire to quell violence involving two groups over fishing in a water body.

Mizoram to move second vote on account AIzAwL, MAy 29 (IANS): The Mizoram government will move another vote on account instead of presenting the regular budget for fiscal 2014-15 as the Planning Commission is yet to finalise the state's plan, an official said here Thursday. The Congress-led Mizoram government had in March presented a vote on account for the first four months of the fiscal (April to July) due to non-finalisation of the state's annual plan by the Planning Commission. "The monsoon session of the Mizoram assembly would begin July 8. Another vote on account for two to three months would be moved as the Planning Commission has not yet approved the plan size for the current year," Finance Secretary F. Vanlalruata told reporters. He said that with the new central government led by Prime Minister Narendra Modi assuming office just two days ago, the Planning Commission was also expected to be reconstituted, which would further delay finalisinf the state's plan. The annual plans for the 2014-15 fiscal are yet to be finalised as the just concluded Lok Sabha election was spread over April and May. Generally, the plan panel holds discussions during March and April with chief ministers and officials of all states to finalise their annual plans.

Curfew in M'laya after clash over custodial death SHILLoNG, MAy 29 (IANS): Curfew was imposed in certain areas of Meghalaya's South Garo Hills district Thursday following a violent clash over the death of a suspected militant in police custody, officials said. A mob attacked the Chokpot police station, injuring six policemen. Three police vehicles and three motorcycles were set ablaze. Taking advantage of the melee, suspected militants also fired from a church complex towards police personnel who were rushed in to to control the mob. According to statistics provided by the organisations, production is already low this year compared to the last two years, and the overall figures are likely to suffer if this situation persists. Experts say this has

been the worst season in the last 25 years as the gardens were forced to stop plucking in April-end even in rainfed areas like Doomdooma in Tinsukia district. Government to review previous BMW launches X5 at Rs 70.9 lakh decisions: Civil aviation minister

New Delhi, May 29 (iaNS): Civil Aviation Minister Pusapati Ashok Gajapathi Raju Thursday said all major decisions taken by the previous UPA government in the sector would be reviewed. However, the minister said, he was “not close” to the idea of privatising Air India and will discuss revival of the national carrier with Prime Minister Narendra Modi. “We will be reviewing all the major decisions taken by the previous government. I am not questioning anyone, neither will I prosecute anyone or protect anyone,” the minister told reporters after taking charge at the Rajiv Gandhi Bhavan, headquarters of the ministry here. Asked about the controversies surrounding the issue of new airline licences, the minister said: “There are controversies, but I would not like to start (talk) about controversies today.” About reviving Air India, Gajapathi Raju said: “I will discuss Air

India’s situation with the prime minister. We will have to analyse the reasons for losses... is it competition or something else.” “PSUs should survive and there is a need to review their performance so as to see that they maintain profitability. However, I am not close to the idea (of Air India’s privatisation).” Air India has recently managed to improve its financial condition by becoming EBITA (earnings before interest, taxes and amortization) -positive for the first time but it is far from breaking-even or ushering in profits. The beleaguered flag carrier has got a new lease of life as the previous government had approved plans for a turnaround in its fortunes with a rehaul in financial and operational efficiency which are known as turnaround programmes (TAP) and financial restructuring plans (FRP). Currently the airline is burdened with a cumulative debt of

Rs.40,000 crore it incurred over aircraft acquisition and as short-term loans to maintain its operations. It received a fresh equity infusion of Rs.5,000 crore in the interim budget for 2014-15. The cash-strapped carrier will be provided a total infusion of around Rs.20,000 crore till 20202021 to turn around its operational and financial performance. According to Gajapathi Raju, the government will take complete cognisance of the situation being faced by the cash-strapped sector which has seen airlines and private airport operators bleed in the recent past due to high fuel and interest costs. “The government will have to look at the total picture being faced by the industry. Civil aviation is a basic infrastructure for the future and is very important,” he said. Even after a slew of reforms like allowing direct import of jet fuel and participation of foreign airlines in domestic passenger

carriers, the industry continues to bleed. The minister said the government is mulling renaming the domestic terminal at Hyderabad. “We will look into the issue of renaming domestic terminal of Hyderabad with the name of NTR (N.T. Rama Rao). This has been a long standing demand of the people. We were earlier not able to do it but now we will look into the matter and go ahead with it,” he said. Hailing from north coastal Andhra, the 62-year-old minister is the lone representative of the Telugu Desam Party in the Modi cabinet. Gajapathi Raju has become a central minister on his parliamentary debut. In a political career spanning nearly 35 years, he was elected to the Andhra Pradesh assembly seven times. A member of the TDP politburo, he is considered close to party chief N. Chandrababu Naidu.

The diesel variant of the new X5, that comes at an ex-showroom price of Rs 70.9 lakh, will be locally produced at its Chennai plant and be available across dealerships from June. BMW introduced this model globally around two months ago. “This is the eighth model we will produce at our Chennai plant,” Philipp von Sahr, President, BMW Group India, said, adding that the new X5 has more space and improved fuel economy. BMW India will increase its dealership network from the present 40 to 50 in a year, and also expand the product range to cover all opportunities in the luxury car segment, von Sahr said. et’s admit it. It’s been a heck of a month. The Indian grand old party not only had a Humpty Dumpty fall but suffered almost the fate of the proverbial Daniel statue. Period. But anything is possible in politics and perhaps all the kings’ horses and men can put it back together. Closer home a musical chair was conspired among the incumbent State’s Cabinet with five chairs wanting and now left grumbling. Those are not to be dealt here because it’s felt that some more substantial events had taken precedence over them in terms of having greater common interest. First of all it came in the shape of show-cause notice to three defaulting Institutes that appeared in the local dailies. When education and college degrees has become such a high end commodity nowadays especially in India, entrepreneurs cannot be blamed for being too zealous to rake a whole lot of money. But doing that at the expense of fake recognition or certificates centered at the fate of the students must not be tolerated. Of course, it’s not only the easy money preying

Institutes who are to be blamed because there are some unscrupulous students who are willing to shell out any amount for the easy degree as long as they get appointment in the job. Finally at the end it’s the credulous students that end up being sacrificial victims. There is high possibility that the three institutes are not the only defaulters and definitely will not be the last. The State government had taken a positive step towards this end to curb the menace of beguiling Institutes fleecing away the livelihood of the parents and the future of the students. More vigilance would be required from the Department of Higher and Technical Education in not only detecting defaulters but also for stringent monitoring of those Institutes under which it is already registered. The visibility of DNSU with stricter regulations for Open schools is encouraging and more is expected from them as watchdogs in ensuring proper means of channeling education by different institutes through different modes. In doing so, our mushrooming academic institutes will be encouraged to nurture students with knowledge and not only students with certificates. This has become very crucial as

the education that we impart and we imbibe defines our society. Secondly, the spurt of articles on the ‘Hot-bed and dens of sins’ has covered some spaces in the local dailies and in our cloistered minds. Written mostly by maybe not frequenter but by their own admission ‘been there and not being proud of it’ experienced hands have indeed stirred the conscience of all the right thinking citizens. The morality of discotheques is best left to individual judgment. But our very own discotheques in our beloved Dimapur suffer from too many idiosyncrasies to be even considered as ‘discotheque’ and hence the appropriate moniker: Hot-bed and dens of sins. Youngster today asserts fashion as being freedom but so also speech and at the end it’s all about tolerance and public decorum. In a neo liberalist, post modernist society even across the Atlantic and Europe, schools are coming up with stricter dress codes for proms. There was an incident where a student was being kicked out of school for wearing too revealing prom dress; one teenager was disallowed from British flight because her short was too short for public decency. There were outrages but definitely

no outlandish terming from respectable minds, and luckily none of those Nagas young ‘intellectuals’ were around terming it as ‘talibanisation’. Since we are very good in imitating other culture, as in the West underage drinking and any indecent acts in public, improper behaviors under alcohol influence, must be dealt accordingly with enough media coverage. In fact it would be in the interest of the public if the police could raid the notorious places at late hours to see how the brazen faces inside the dark room reacts to see their faces in the light of the daily papers. Well it won’t be surprising to see some surprising faces and maybe it will keep tongues excitedly wagging for months but so even more serve the better deterrence to many more future defaulters. There are few points that prick us when we dwell on touchy subject like ‘discotheques/lounges’. 1). Perhaps such carnally enticing places may make thriving entrepreneurs out of Naga blood. But at what cost? 2). It’s high time the churches’ sermons deal on hard hitting topic like infidelity, moral degradation on the pretence of liberalization, abortion, breakdown of

families and not only worry too much on donations and Church constructions. 3).The inaction of the police makes it quite tempting to think if there exist an unholy nexus between the ‘dens of sins’ and the man in uniform, the guardian of law and order. 4). The Excise dept. has been doing commendable job in seizing and destroying prohibited consignments from vehicles, but would it not be logical to raid those murky places when there is soaring probability of seizing what they are looking for? Or is it both the law enforcers are shrouded by the law of inequality best defined by Jonathan Swift, ‘Laws are like cobwebs, which may catch small flies but let wasps and hornets breakthrough’? There have been stories of churches cancelling Youth song practices due to complaints of too loud music from neighbourhood but perhaps the jarring music from ‘discotheques’ is here to stay along with the coteries of decadent activities lest we public speak out. When the public speaks, evils are hushed, people listen, leaders are forced to act, we bring changes and we build our nations. To a better future!

t is now a well established fact, whether we like it or not, that modern technology, especially in the area of mobile, internet and multi-media, they are a force to be reckoned with. The pace at which this sector is growing is quite mindblowing. Every few months we are witness to new gadgets, software and other inventories from the world of communication and information technology. To add to this, it will be only fair to say that every adult person will own a mobile phone and in a developing world like ours, a growing number of homes will have a computer and internet connection. And its nature is such that these technologies, they reach more people and touches our lives like never before. The world has indeed changed because of things like smart phones, Wi-Fi, World Wide Web (WWW), Facebook, Whatsapp etc and our new found dependence on them for all our information and communication needs. The two prominent impact of improved technology is firstly, the explosion of information, knowledge and secondly enhanced communication through mobile and internet connectivity. However, isn’t it a paradox that while technology has improved, yet we still find it difficult to reach out to each other in more meaningful ways, build human relations, solve our problems or enjoy the simple joys of life such as peace and happiness. It would seem that technology is making us more obsessive, impulsive and destructive in the way we face life. Such is the influence of these new age devices that we have come to trust and obey what technology has to offer. We are losing the power of our God given human reasoning and prefunctioning at the touch of some android (machine like) setup. Surely wisdom and understanding comes from God and not some delightful object of desire. In an age when our smartphones and I-Pads have become our companion—when we get up, eat, work and even when we go to sleep—there is a growing danger of our lives getting lost in the fantasy of the incredible yet unreal world. While we should not view technology as some evil phenomenon, which it is not, as long as we do the right thing and make the correct choices, we can rely on what science and technology provides. Let us choose wisely. Is technology good or bad for Christian living? Perhaps the answer will boil down to how each one of us is able to use the blessing of technology in our daily endeavor, whether it is at home, work, leisure or in our spiritual life. Rather than resisting it, technology can be used as a force for good. What about prayer life or our connection with God? Getting to know God or connecting to Him does not require bandwidth speed, Wi-Fi technology or the latest smartphone device. God is omnipresent and He is always there for us. He does not demand any special qualification, tool, prior appointment or some political authority (permission) for us to meet or call on Him. In the Bible we find that when people were in trouble, God met them where they were and helped them. A prominent international preacher says that “The Church in many instances has magnified rules and regulations instead of personal relationship with the Father through Jesus Christ the Son”. If only our relationship with God is also like our Wi-Fi connection, then talking to Him, seeking forgiveness for our wrong doings and receiving His blessings will become easier. Bhutanese women in politics: VICTIMS OF PREJUDICES

T

here is no gender discrimination in Bhutan but, when it comes to the representation of women in politics, sociocultural prejudices prevent them from playing a larger role in policy making, says a Bhutanese filmmaker who has documented women's participation in the country's 2013 elections. The dismal performance of women when elections were first held in the world's youngest democracy in 2008 made Kesang Chuki Dorjee wonder what prevented them from helming decision-making positions. "When the 2008 elections happened, there weren't enough women in high decision-making positions. Around 14 percent of women had made it to parliament," Dorjee told IANS in an interview here. "It was then I got interested in understanding from these women candidates what continues to be barrier that keeps them away from politics," she added. This quest led Dorjee to shoot a 35-minute documentary, "Bhutan Women Forward" that was screened at the just-concluded Mountain Echoes 2014 literary and cultural festival. It covered the journey of women candidates from different constituencies and parties in the run-up to the 2013 elections - and the many stereotypes associated with them. "The sociocultural perception that a woman candidate isn't capable of serving the people, they are only for the kitchen and social service, and general myths like Bhutanese women aren't interested in politics restrict their participation," said Dorjee, who took two years to make the film. "When people come with these preconceived notions, it becomes very difficult for people to accept a woman as a candidate," she added. This became evident in the 2013 election, when the representation of women in parliament halved from 14 to seven percent. "Sadly, these seven percent of women hold the lowest posts," Dorjee pointed out. Even so, despite the drawbacks, Lyonpo Dorji Choden became the first woman minister to be inducted into the Bhutanese cabinet. Also, Bhutan got its first woman governor and first woman justice of the Supreme Court. These are positive beginnings in the landlocked Himalayan kingdom, where women have been playing an active role in fields like teaching, the hospitality sector, writing, journalism, traffic management and the fire department - balancing it well by also donning the hat of a perfect homemaker. But, Dorjee felt efforts should be made to create a conducive environment for women to be a greater part of parliament. "The biggest challenge lies in getting woman with sufficient experience into politics. As the educated and qualified women are doing other jobs, they can't be persuaded to resign and enter politics," she said. "And when women with no electoral experience and lesser educational qualifications fight the elections, the people completely dismiss them," she added. Even though she felt these roadblocks could be overcome by introducing a quota system for women where they can come on board for short durations, learn the basics of politics and then emerge as more confident and qualified women candidate, this also has its drawbacks. "The quotas can be misused by many who would want women in their families to get its benefit," she pointed out. This is why Dorjee, who has been a filmmaker for almost 15 years, has documented the first national and local government elections as well as presented profiles and experiences of Bhutan's women elected leaders into an educational resource-book - "Raise Your Hand". "I hope this book reaches out to more students who continue to discuss role of women in politics and aim to be a part of that process by becoming better informed," she pointed out. "Women can be effective leaders and their equal representation is necessary to address many issues," Dorjee concluded.

What does it take to save Ukraine?

U

kraine’s presidential elections last Sunday, 25 May, produced a victor who said that he would take control over the troubled country. Billionaire Petro Poroshenko has promised to sell his chocolate making concern Roshen, to ‘focus on the well-being of the nation.’ Even with the best of intentions, this might be rather difficult. Having taken 56 percent of the vote with 55 percent voters’ turnover, the new president actually represents slightly more than 30 percent of Ukraine’s electorate. In the restive Donbas region, only 12 percent of the voters showed up, while near 2,000 polling sites remained closed. According to the official data, elections did not happen in 23 cities and six regions of the so-called Donetsk People’s Republic, which, together with the self-proclaimed Lugansk People’s Republic had formed a Novorossiya union in the south-east of the country last Saturday. The two regions represent 16 percent of the total population of Ukraine (without Crimea) and, in an open challenge to both Kiev and Moscow, have recently voted for independence. One third of the voters in Ukraine’s eastern regions were not even aware of the May 25 elections taking place. For a country where there are practically no households without a TV set, this may serve as a conspicuous measure of alienation. The main task for the president-elect is therefore clear: to heal the wounds separating Ukraine’s east from the rest of the country; to stop the ongoing civil war in the south-east; and to negotiate with the separatist leaders, for the sake of preserving territorial unity and sovereignty of Ukraine. Can he deliver? What will be his next steps as a leader? A recipe for disaster In a recent interview, Mr Poroshenko said that he saw no alternative to the continuation of what the government in Kyiv calls the anti-terrorist operation in the east. This means that the eastern cities blockaded by Ukraine’s National Guard and army units will continue suffering the consequences of the blockade. Ukrainian forces will endure further losses. The killing of 16 troops near the Blahodatne village on May 22 by the pro-Russia separatists is a bad enough omen for the still worse things to come. Of course, the separatists will die, too, creating a new martyrdom cult for those Russian nationalists in Ukraine who will survive. This is a recipe for disaster. The May 2 killings of the pro-Russian demonstrators in Odessa, and the heavy fighting in Mariupol on Russia’s Victory Day (May 9) have allowed the Donbas separatists to rally scores of undecided around their new flag. Ukraine’s authorities responded by intensifying the anti-terrorist campaign in the east; and this escalation of the conflict has received the full blessing (and material support) of the West. The Russian position Russia is still being blamed for everything that happens in Ukraine; Ukraine’s own Russia-sympathising activists are represented as either criminals paid for by the Kremlin or Moscow’s mindless puppets. At any rate, behind Ukraine’s official, and Ukraine-sympathetic Western presentations, one idea seems to be reigning supreme: if forces loyal to the government in Kyiv were to be successful in killing all the ‘terrorists’ in the east, the rest of the population would fall docile. Presumably, this strategy also posits that a freshly pacified eastern Ukrainian population would then embrace whatever initiatives, aimed at the progressive squeezing of the Russian language and culture from Ukraine’s soil, the new Poroshenko government would offer. Should we then be surprised that Donbas locals continue to fight? The Western press has not yet produced a single material fact to confirm that Russian Special Forces are active in Ukraine. The occasional Cossack or Chechen volunteers do not prove the existence of any Russian ‘master plan:’ had those men been sent on Moscow’s orders, it stands to reason they would not identify themselves as Russian citizens when questioned by CNN.

sians and Russophones. For a country where Russians constitute close to 20 percent of the population, and Russophones double that number, any policy except full constitutional accommodation would be ruinous. However, this was not the path chosen after Ukraine’s independence. The monocultural, monolinguistic, assimilationist model was adopted instead. Over the last quarter century, hundreds of Russian schools have been closed in all regions of Ukraine. By the turn of the century, the number of such schools was cut by more than one-third nationally, and to the point of virtual extinction in the country’s western regions. In the city of Lviv, which used to boast 24 schools with Russian language instruction, only five remain today. Not a single Russian school survived in Ivano-Frankivsk, Kiev, Rivne, Vinnytsia, Volyn, and Ternopil oblasti, where more than 170,000 Russian-speaking Ukrainians lived at the time of the last census. For the Cherkasy, Chernihiv, Chernivtsi and Khmelnytsky regions, with an average population of 1.0-1.3 million each, only one Russian-language school exists per region. The very first act of legislation after the February 2014 Maidan revolution was to cancel the law that gave non-Ukrainian languages restricted local rights. Although vetoed by interim President Turchynov, the legislation did its damage. Unfortunately, the Maidan politicians did not stop there, and invested significant efforts and resources in the demonisation of both Russia as a country, and Ukraine’s ethnic Russians as Moscow’s ‘fifth column.’

The endgame President Poroshenko’s first priority must be to normalise Kyiv’s relations with Donetsk and Lugansk, not Moscow. With each new killing, the situation grows worse, while the opposing sides find it more and more difficult to compromise. Only negotiations with whoever controls the situation on the ground can resolve this bitter conflict, not military action, for it is local separatists and not Vladimir Putin or anyone from his entourage who control the situation in the Donetsk and Lugansk regions. Crushing Donbas separatism by force will only start a guerilla war in Ukraine’s east, and, judging by all indications, it may eventually grow no less bloody than the one fought by Ukrainian nationalists against the Soviets 70 years ago. Such a turn of events may still provoke a full-scale military intervention by Russia. While the Kremlin does fear Iran-style sanctions, and does not want to risk everything for yet another stretch of land across the border, events in Ukraine’s ‘Novorossiya’ may quickly snowball and force Putin’s hand even against his better judgment. This should be prevented. The Kremlin’s strategists are fully aware of the substantial differences between the Crimea and the DonUkrainian nationalism Meanwhile, anti-Russian nationalism in Ukraine bas regions. omic books, like many products we know, are an American invention. The US and Japan (manga) account for most since the form appeared in the 1930s, but neither can lay claim to having produced the most famous comics ever - an honour which goes to two hugely popular Franco-Belgian series translated into over 100 languages. Frenchmen Rene Goscinny and Albert Uderzo's Asterix series is iconic, but it is Belgian Georges Remi alias Herge's Tintin and his adventures all over the world and even beyond that has made the boyish reporter (and his dog Snowy) one of the most enduring fictional characters, not to mention the world's most well-known Belgian. With well-researched settings, meticulously-drawn plots and characters and abundant wordplay, both creators can be credited with elevating this form, once only deemed frivolous reading for children, to claim to be literature too. The new genre - "graphic novels" - shows they have succeeded. While Asterix satirises most of contemporary Europe through a first century prism, Tintin is an unmatched portrayal of many 20th century events and, with its settings across five continents and balanced portrayal of various ethnicities, a herald of globalisation. Emerging out of a weekly cartoon strip in the children's supplement of a Belgian Catholic newspaper in the 1930s, the initial two adventures - set in Soviet Russia and the then Belgian Congo - were not very refined, being an unabashed antiCommunist attack and a unashamed justification of colonialism and the "White

ported a unified Ukraine not so long ago. While most people in the Crimea define themselves as Russians, most people in Ukraine’s east self-identify as Ukrainians. Moreover, while local opposition to the formal annexation by Russia in Crimea could be foreseen as minimal, it would not be negligible in Donbas. Finally, the punishment that Russia has suffered over Crimea is unpleasant; the sectoral sanctions that would follow the annexation of Donbas would be ruinous. That is why Putin called on separatists to postpone a controversial move toward self-rule, even though he spoke in vain. The referendum proceeded as planned, with the reported turnout of near 70 percent (in reality, probably closer to 40 percent of the registered voters), of which the majority voted for separation. Russia or not Russia, vast numbers of people in the self-proclaimed People’s Republics do not want to be ruled by the authorities that continue treating them as criminals. For anyone with an understanding of ethnopolitical realities in Ukraine, President Obama’s vision of ‘Russian-backed separatists seeking “to disenfranchise entire regions”’ is sorely off the mark. It is not disenfranchisement that Donbas separatists seek but empowerment. They want the voice of Eastern Ukraine to be heard, and count. The profound mistake that the West has made, is still making, is working from the premise that the Ukrainians are one people, and all Ukraine’s troubles have their roots in Moscow. The root of Ukraine’s troubles is in Ukraine. Western Ukrainians and Eastern Ukrainians, Ukrainian-speakers and Russian-speakers in Ukraine are de facto two separate ethnic nations under the umbrella of one state. Ukraine’s problems can only be resolved if these two constituent parts of one political Ukrainian nation are acknowledged as such, and their rights are fully protected – in the East as well as in the West of the country. The idea that a civil war in Ukraine can only be stopped by moving swiftly to a genuine dialogue between the authorities in Kyiv and supporters of federalisation in Ukraine’s east and south, is finally taking root. Such a dialogue must take place without prejudice or preconditions. It should precede the second round of the four-party talks between the US, Russia, Ukraine and the EU. Further changes to the existing Constitution of Ukraine should be expected to facilitate the centre-east dialogue, and in the implementation of its agreements. Whether or not these changes will constitute a federal Ukraine or a unitary state with significant devolution of powers to the regions is less important than the fact that all voices from all regions must be heard. The underlying message of both the Maidan and anti-Maidan movements is simple: Ukraine does not think with one mind, and those who try to force on her geopolitical orientations and values shared by one half of the population, which are rejected by the other half, will sooner or later fail.

However, it was from the third installment that the series saw a change in its ideological orientation to a more multiracial-tolerant setting while basing the plot - in the next few installments - on happenings in Europe and elsewhere. Featuring the only real-life character appearing in the series - Chicago gangster boss Al Capone himself - "Tintin in America" combines all current perceptions of the US in a blistering denunciation of capitalism, consumerism and mechanisation, criminal penetration, not to mention racism and exploitation of indigenous people. Tintin's adventures next take him to Egypt and India ("The Cigars of the Pharoah", where Thompson and Thomson come onstage) in a struggle against drug smuggling, which is continued in "The Blue Lotus", set in China. The latter was unprecedented in a depiction of Chinese people far removed from the racist stereotypes prevalent in a Europe where fascism and Nazism were gaining ground, though the Japanese, though more westernised, don't come off so well. The Japanese subversion and aggression against China, particularly

the self-engineered Mukden incident, served as a pretext for Manchuria's occupation feature unambiguously and led to an official complaint from the Japanese embassy in Brussels. "The Broken Ear", set in the fictional South American countries of San Theodoros and Nuevo Rico, transforms from crime to high politics, again based on contemporary events, as it satirises the frequent (violent) regime changes in the region and the influence of foreign interests, especially arms dealers, in sparking off war between countries over resources while supplying both with weapons. "The Black Island" plot is crime-based, but "King Ottokar's Sceptre" again mirrors contemporary happenings. Featuring two more fictional countries, this time in the Balkans, the plot is based on efforts of (apparent) fascist Musstler (Mussolini+Hitler) to force the Syldavian monarch's abdication, and its annexation by neighbouring Borduria - the parallels with Hitler's designs on Austria and Czechoslovakia couldn't have been more evident. Surprisingly, the work was not banned under the German occupation during World War II.

The occupation, however, forced a temporary change of focus. The next few, from "The Crab With the Golden Claws" (where Captain Haddock makes his appearance) to "Prisoners of the Sun", abandon political themes for pure adventure. "Land of Black Gold", begun before the war when it was set in the then British mandate of Palestine, was however completed after it with the setting changing to the fictional Arab nation of Khemed. But the plot - security of oil supplies and the effect of their disruption on the economy -- was a prescient subject in the late 1940s and one that will be understood even now. The Cold War can be discerned in "Destination Moon" and "Explorers on the Moon", though it features more prominently in "The Calculus Affair" as Syldavia (now monarchless) and Borduria (an odd mishmash of a Stalinist-fascist state) scheme to get their hands on a prospective weapon of mass destruction. "The Red Sea Sharks" brings back the shadowy world of arms dealers in destabilizing countries in South America and the Middle East, not to mention the exploitation of black African Muslims (leading to a fiery Haddock diatribe against slave traders) and the presence of a US destroyer in the area. "Tintin and the Picaros", the last completed adventure, again plunges our hero and his friends in political intrigue back in San Theodoros. But it is the final sceptical message that persists - a new regime, but slums still filled with wretched, starving people, with the only change seen being in the uniforms of the apathetic police and names on the victory signs. Some messages are immortal!

Hillary Clinton 'proud' of African feminist engagements with film diplomatic accomplishments

Amina Mama, Yaba Badoe and Salem Mekuria frican film-making is one of the most vibrant and dynamic cultural arenas of our times. Feminist Africa issue 16 (FA16) focuses on feminist engagements with film in various African contexts. To do justice to this rich and rapidly changing arena, the issue draws on a diverse community of film-makers, critics, film scholars and theorists in many ways. We have drawn our inspiration from their work, by attending many screenings and festivals over the years. The three of us, Yaba Badoe (Ghana/UK), Salem Mekuria (Ethiopia/USA), and Amina Mama have a combined expertise that adds up to over half a century of experience in all aspects of film-making and film scholarship. This is not to mention all the hours that we spend in lifetimes of viewing and interpreting films for the sheer pleasure of doing so, and engaging with the challenges of being critical spectators and theorising film from our multiple subversive perspectives. The perspectives of the contributors to FA16 deepen and nuance our understanding of the manner in which we engage with various aspects of film and the film industry. These include the history of colonial subjugation and enslavement, as well as contemporary global cultural regimes, all of which have operated to erase and misrepresent women from Africa and to service the appetites and cravings of others, in ways that were, and are, often at the very least inimical to our well-being. These obstacles mean that African women have an especially hard time mobilizing resources to make films at all. This is all the more evident when we wish to make films that speak to our conditions and challenge the existing fictions that misrepresent and distort our realities. Struck by the number of relatively young women from all over the continent who have emerged onto the cinematic landscape during the last 10-15 years, we approached over a dozen women film-makers and invited them to contribute to Feminist Africa. The more we learnt about the arduous conditions these women must navigate to see any of their work come to fruition, the less surprised we were when, later in the process, many of the submissions we had solicited could not be completed, given the demands of actually making films on shoestring budgets. In FA16 we explore a number of key themes that characterise Africa’s rapidly evolving cinema industry, and its shifting fortunes since its inception as a powerful medium that has been grasped by African men and women determined to ‘dismantle the master’s house.’ We pursued our commitment to this largely unwritten history with a feature article by diasporan scholar and organizer, Beti Ellerson. Her contribution to African women’s film and film studies has been substantial over many years, much of it available online at the website of the Center for the Study and Research of African Women in Cinema, and the blog of African Women in Cinema that she established in 2004. Ellerson prefaces her article with the account of the first cinematic encounter with film in 1936 of a Senegalese woman, Kadidja Pâté, as recorded by her son, historian and writer Hampâté Bâ. She then discusses the importance of developing film criticism and film theory that articulate African perspectives on film, before proceeding to discuss the representation of women and gender relations in the work of several of the best-known African women film-makers, and the many challenges that must be scaled by those idealistic and tenacious enough to pursue this powerful craft. Ellerson has also interviewed just about every African women filmmaker on record. In the issue we include a gem from her collection – an interview with the Zimbabwean novelist, filmmaker and festival organizer, Tsitsi Dangaremba. There is cause to be excited by the future potential of the growing number of women at all levels of the film and media industries on the continent, from the poorly paid acting roles and the on-the-spot improvisations that commercial videos seem to rely on, to more technical roles in production and film direction. A population of women-who-are-increasingly-feminist film-makers, screen-writers, producers, camerapeople, light and sound experts and editors is the surest answer to the challenges of changing the limited and distorted representations of African women that have held sway since the earliest colonial propaganda films, and of developing a cinematic language attuned to the lived realities of African people. These challenges are already being met in a range of innovative ways that testify to the huge creative energies of African women and their resilience and persistence. Some – like Sandra Mbanefo Obiagwu, poet, writer, film producer, director and communications teacher – have worked on many fronts, ultimately establishing their own production companies. e are made up of the same five elements — earth, water, fire, air and space — that constitute the Universe. We are the soil. We are the earth. What we do to the soil, we do to ourselves. And it is no accident that the words “humus” and “humans” have the same roots. This ecological truth is forgotten in the dominant paradigm because it is based on eco-apartheid, the false idea that we are separate and independent of the earth and also because it defines soil as dead matter. If soil is dead to begin with, human action cannot destroy its life. It can only “improve” the soil with chemical fertilisers. And if we are the masters and conquerors of the soil, we determine the fate of the soil. Soil cannot determine our fate. History, however, is witness to the fact that the fate of societies and civilisations is intimately connected to how we treat the soil — do we relate to the soil through the Law of Return or through the Law of Exploitation and Extraction. The Law of Return — of giving back — has ensured that societies create and maintain fertile soil and can be supported by living soil over thousands of years. The Law of Exploitation — of taking without giving back — has

African feminist filmmakers and theorists reflect on the shifting roles of women working at all levels of the film and media industries on the continent, and the task of making films that challenge the existing fictions that misrepresent and distort women's realities

Nana Sekiyamah of the African Women’s Development Fund, Obiagwu describes her film-making as motivated by her distress at the endless parade of witches, corrupt urban gold diggers, and sexually corrupt students who figure in so many popular Nigerian films. We need to develop critical consciousness not only among the film-making community in Africa, but among the viewing public too. The tired refrain from film-makers and distributors is that they must pander to ‘audience tastes’ in order to sell. This does little to excuse the excesses of cheap commercial video makers, and the content is often so bad that it may well be a gross underestimation of the intelligence of audiences that are diverse, and global. Lindiwe Dovey, South African film-maker, scholar and festival organizer, argues that African independent cinema has been feminist in its orientation since its inception, referring to the powerful celebrations of African women – past and present – in the work of the man most-recognised as the founding father of African cinema, Sembene Ousmane (19232007). Whether or not one elects to call him a feminist film-maker, it is clear that his contribution has been highly influential in ways that Dovey explores. Salem Mekuria’s feature also acknowledges Sembene, for his contribution to the subversion of colonial and nationalist gender discourses, and for his influence on her own film-making. She traces the inspiration and evolution of her powerfully original oeuvre, evolving across continents, beginning with documentaries in African-American history including the Harlem Renaissance through to her questioning and carefully studied documentation of a deeply intimate, personal story in Deluge (1996) that reveals the unmitigated horrors of the Mengistu regime, to her more current experimentation with form using triptych video installations. Mekuria describes how the work of Sembene and that of his contemporaries: “demonstrate how social change has its deepest roots in self-realization and how the creative filmmaking process provides a quasi-ideal space in which to critique the status-quo and to experiment with the possibilities of more just social relations to develop.” Indeed, not only do Sembene’s films include positive characterisations of women, but he repeatedly draws on past and present gender relations as a key trope for critically exploring the politics of all forms of inequality. His films

led to the collapse of civilisations. Contemporary societies across the world stand on the verge of collapse as soils are eroded, degraded, poisoned, buried under concrete and deprived of life. Industrial agriculture, based on a mechanistic paradigm and use of fossil fuels has created ignorance and blindness to the living processes that create a living soil. Instead of focusing on the Soil Food Web, it has been obsessed with external inputs of chemical fertilisers — what Sir Albert Howard called the NPK mentality. Biology and life have been replaced with chemistry. External inputs and mechanisation are imperative for monocultures. By exposing the soil to wind, sun and rain, monocultures expose the soil to erosion by wind and water. Soils with low organic matter are also most easily eroded, since organic matter creates, aggregates and binds the soil. Soil is being lost at 10 to 40 times the rate at which it can be replenished naturally. This implies 30 per cent less food over the next 20-50 years. Soil erosion washes away soil nutrients. A tonne of top soil averages 1-6 kg of nitrogen, 1-3 kg of phosphorous, 2-30 kg of potassium, whereas soil in eroded land has only

have variously provided powerful critiques of class society (Borom Sarrat 1963), racism (Black Girl 1996) nation, religion and official mythologies of nation (Ceddo 1976), rampant corruption, and polygamy (Xala 1975), the human cost of African women migrants’ participation in the global care economy (Black Girl 1996), or the life struggles that see a sexually exploited schoolgirl become a successful urban entrepreneur who can choose her own path and partner (Faat Kine). His final tribute, Moulaade (2004), explores women’s courageous resistance to the dangerous practice of genital cutting. Twelve years before this film, another African cinema giant, Cheik Oumar Sissoko, had made Finzan (1992), featuring two rural women who rebel against the practice of genital cutting and wife inheritance. One might equally name Djibril Diop Mambety (1945-1998) as a key critic of the gender status quo. His much shorter career was dedicated to the idea of ‘cinema de poche’ by which he meant films for and about ordinary people. Also entirely in local languages (but not excluding occasional Wolof appropriations of French), his films are significantly more experimental, maverick phantasmagoric tales of oppressed ordinary people and their strategies for surviving despite postcolonial injustices that predate the ‘high theory’ academic discourses on the condition referred to as ‘postcoloniality’. His three-part series, Lives of Ordinary People, includes Le Franc, the hilarious tale of an ill-fated lottery winner, set in the context of structural adjustment, with intensifying poverty and hardship characterising the lives of most Senegalese people. La Petit Venduese de la Soleil (The Little Girl Who Sold the Sun. 1999), completed posthumously, draws connections between poverty, class, gender, age and disability. Mambety skilfully presents these intersections being played out among the street hawkers of Dakar through the tenacity of his lead character, a young girl unafraid to contravene the gender conventions of her community, no matter what. Yaba Badoe discusses the long journey that culminated in The Witches of Gambaga (Ghana/UK 2010) in an essay that includes her personal narrative of how the film was inspired by a long sleepless night in the community of condemned women. She also raises many of the challenges facing those interested in finding a cinematic language for representing women’s lives in a world that has a pre-ordained grammar that is also related to the matter of funding. This theme is also addressed by veteran Egyptian documentary filmmaker and film activist, Jihan El Tahri, in a feature that reflects on the strategies she has had to develop to navigate structures of representation that effectively preclude the development of independent voices and perspectives on the world. Iman Kamel’s deeply personal and artistic documentary, Beit Sha’ar (Nomad’s Home), was inspired during a period of wandering and soul-searching in the Sinai Desert, which led her to return to film the Bedouin women who captivated her poetic imagination. Her account of the frustration felt by her camerawoman suggests that Kamel’s interest may have been stimulated rather than deterred by the fact that filming the faces of these women is forbidden. It is a less-than-widely understood fact that the highest honour at FESPACO (The Pan-African Film and Television Festival of Ouagadougou) – the award of the Yennenga’s Stallion to the Best Feature Film – pays tribute to legendary Princess Yennenga who is credited with being the founder of the Mossi people in what is now Burkina Faso. Even less known is the fact that she is believed to be buried in Gambaga, the village in Northern Ghana where the witches camp featured in Yaba Badoe’s film is now located. This valorisation is little more than symbolic, given that no woman has been awarded Yannenga’s Stallion since its inception. However, Burkinabe/French director Sarah Bouyain’s impressive trans-national feature Notre Etrangere filmed in Burkina Faso and France won a European Union Award presented under the auspices of FESPACO 2011. Yaba Badoe reviews the film in the issue. FESPACO’s record is in stark contrast to the accolades bestowed on women at the first Luxor African Film Festival in 2012. The Festival’s two top awards went to women. The Greater Nile Award for Best Film: the Golden Mask of Tutankhamen was awarded to Ghanaian-Kenyan Hawa Essuman for her film, Soul Boy, and The Special Jury Award: the Silver Mask of Tutankhamen went to Taghreed Elsanhouri of Sudan for her film, Our Beloved Sudan. Women have not been among the top honorees at subsequent editions of this festival, however. The fluctuating recognition of African women filmmaker's craft and contributions is clearly a hurdle that needs to be overcome. The field of African women's film production nevertheless continues to grow and expand, offering critical, creative and surprising visions and stories. CommonDreams 0.1-0.5 per cent nitrogen. The cost of these nutrient losses are $20 billion annually. Fertile soils contain 100 tonnes of organic matter per ha. Reduction of soil organic matter by 1.4-0.9 per cent lowers yield potential by 50 per cent. Chemical monocultures also make soils more vulnerable to drought and further contribute to food insecurity. Further, eroded soils and soils without organic matter absorb 10 to 300 mm less water per ha per year from rainfall. This represents 7 to 44 per cent decrease in water availability for food production, contributing to a decline in biological productivity from 10-25 per cent. No technology can claim to feed the world while it destroys the life in the soil by failing to feed it on the basis of the Law of Return. This is why the claim that the Green Revolution or genetic engineering feeds the world is false. Intrinsic to these

technologies are monocultures based on chemical inputs, a recipe for killing the life of the soil and accelerating soil erosion and degradation. Degraded and dead soils, soils without organic matter, soils without soil organisms, soils with no water holding capacity, create famines and a food crisis, they do not create food security. This is especially true in times of climate change. Not only is industrial agriculture responsible for 40 per cent of the Green House gases contributing to climate change, it is also more vulnerable to it. Soils with organic matter are more resilient to drought and climate extremes. And increasing organic matter production through biodiversity intensive systems, which are in effect photosynthesis intensive systems is the most effective way to get the carbon dioxide out of the atmosphere, into the plants, and then into the soil

illary Rodham Clinton writes in her new book that she wishes she could have made different, unspecified decisions as President Barack Obama's secretary of state but remains proud of her accomplishments as America's top diplomat, according to excerpts released Tuesday. The potential 2016 Democratic presidential candidate writes in an author's note from her upcoming book, "Hard Choices," that her time at the State Department taught her about the nation's "exceptional strengths and what it will take for us to compete and thrive at home and abroad." "As is usually the case with the benefit of hindsight, I wish we could go back and revisit certain choices. But I'm proud of what we accomplished," Clinton writes. "This century began traumatically for our country, with the terrorist attacks on 9/11, the long wars that followed, and the Great Recession. We needed to do better, and I believe we did." Clinton's memoir will be released June 10 by publisher Simon & Schuster and has generated a debate on her record at Foggy Bottom. Clinton is expected to announce whether she will seek the White House by late 2014 — potentially becoming the first female president — and the book arrives as Republicans have questioned her handling of the 2012 terrorist attack in Benghazi, Libya, that killed four Americans, and other decisions on her watch. In the excerpts, the former first lady and New York senator says she didn't write the book for followers of "Washington's long-running soap opera," but Americans and people everywhere who are trying to make sense of a rapidly changing world. Clinton says, "One thing that has never been a hard choice for me is serving our country. It has been the greatest honor of my life." She aims to describe her time at State in terms that average Americans can understand, writing that everyone faces difficult choices over how to balance careers with family responsibilities. For leaders and nations, she said, those choices "can mean the difference between war and peace, poverty and prosperity." When she chose to move to Arkansas and marry future president Bill Clinton and start a family, Clinton writes that "my friends asked, 'Are you out of your mind?' I heard similar questions when I took on health care reform as first lady, ran for office myself," and became Obama's secretary of state. The four years were a "personal journey," Clinton writes, that brought her an "unexpected partnership and friendship" with her former rival, Obama. Addressing national security, Clinton says the need to keep America "safe, strong, and prosperous presents an endless set of choices, many of which come with imperfect information and conflicting imperatives." She cites Obama's decision to authorize the raid to capture Osama bin Laden as a leading example, noting the president's top advisers were divided and the intelligence "was compelling, but far from definitive." "It was as crisp and courageous a display of leadership as I've ever seen," Clinton writes. In recent speeches, Clinton has pointed to the bin Laden raid and other highlights of her time at State, describing her work with Obama to address Iran's nuclear ambitions, set the groundwork for Middle East peace and help Chinese dissident Chen Guangcheng. She has called the Benghazi attack her biggest regret as secretary of state. Staying above the fray, Clinton writes the nation will continue to play a vital role, "so long as we stay true to our values and remember that, before we are Republicans or Democrats, liberals or conservatives, or any of the other labels that divide us as often as define us, we are Americans, all with a personal stake in our country." By releasing the 1,400-word excerpt two weeks before the publication date, Clinton's publisher and advisers are setting the tone for the book ahead of any inadvertent leaks to news outlets. Vogue magazine published a short excerpt on Mother's Day about Clinton's late mother, Dorothy Rodham, and Clinton discussed the book's title in an interview with People magazine. Clinton will give her first television interviews to ABC News beginning on June 9 with Diane Sawyer, followed by a live interview on June 10 with Robin Roberts on "Good Morning America." Simon & Schuster said the initial printing will be 1 million copies.

Firstly, industrial agriculture destroys living soils through monocultures and chemicals. Second, an oilbased paradigm intensifies fossil fuel inputs and creates a false measure of productivity which presents an unproductive system as productive. The trick lies in reducing creative productive work to “labour “ as a commodity, counting people as labour as an “input”, and not counting fossil fuels as an input. Intensive fossil fuel use translates into more the 300 “energy slaves” that work invisibly behind each worker on fossil fuel intensive industrial farms. People as an input means the less people on the land, the more “productive” agriculture becomes. Farmers are destroyed, rural economies are destroyed, the land is emptied of people and filled with toxics. The creative work of farmers as custodians and renewers of soil and biodiversity is replaced by deadly chemicals.

Creative work in being stewards of the land and co-creators of living soil is not an “input” into a food system, but the most important output of good farming. It cannot be reduced to “labour” as a commodity. Land, too, is not a commodity. Creating, conserving, rejuvenating, fertile and living soil is the most important objective of civilisation. It is a regenerative output. Third, displaced farmers flood cities. This is not a natural or inevitable phenomenon. It is part of the design of industrial agriculture. The explosion of cities buries fertile soil under concrete. The equivalent of 30 football fields are consumed by cement and concrete every minute. The Save our Soils (SOS) movement, of which I am a patron, has been started by many organisations including FAO, IFOAM, Nature and More, to wake humanity to the soil emergency, which is also a human emergency. We need to measure human progress not on the basis of how much cement buried the soil, but how much soil was reclaimed and liberated. This is what “saugandh mujhe is mitti ki” should mean. Living seeds and living soils are the foundation of living and lasting societies.

Narendra Modi gives up Vadodara, retains Varanasi

NEw DElHi, MAy 29 (iANS): Prime Minister Narendra Modi Thursday announced he has given up his Vadodara Lok Sabha seat in Gujarat and retained the Varanasi seat in Uttar Pradesh. “I will represent Varanasi in (the) Lok Sabha and I look forward to this wonderful opportunity to serve Ganga Maa and work for Varanasi’s development,” Modi said in a series of tweets. “I assure (the) people of Vadodara I will leave no stone unturned in ensuring that Vadodara’s development scales newer heights in the years to come.” In another tweet, the former Gujarat chief minister said: “Resigned from Vadodara LS seat. Due to people’s affection, got elected by historic margin. Will always remain grateful to people of Vadodara.” Modi, who had contested from both the seats in the Lok Sabha election, had told the electorate of Varanasi that if he won he would prefer Varanasi over Vadodara. After leading the BJP to a huge victory nationwide, Modi visited Varanasi and stressed his commitment to clean up the Ganga and develop Varanasi as a centre for culture, heritage and tourism. He had won from Varanasi by over three lakh votes against his nearest rival, AAP leader and former Delhi chief minister Arvind Kejriwal. In Vadodara, Modi won by a margin of 570,000 votes. Modi’s decision to retain Varanasi is seen in political circles as another hint that the BJP will step up its campaign against the Samajwadi Party government in Uttar Pradesh. The BJP won 71 of the 80 seats in the state, while its ally Apna Dal won another two seats. A provision will be added to the Mahatma Gandhi National Rural Employment Guarantee Act, making delays in payment of wages to rural job seekers punishable, he told reporters. The minister said zero tolerance to corruption and timely payment of wages are the twin mantras he will work on in the coming days. Apart from strictly monitoring the scheme, there will be monthly assessment reports to ensure transparent implementation of the rural job act. BAlASORE, MAy 29 (PTi): Indigenously developed Pinaka rockets, capable of destroying enemy positions at 40 km-range with rapid salvos, were on Thursday successfully test-fired thrice from a multi-barrel launcher at an armament base in Chandipuron-sea, near Balasore in Odisha. The rockets, which have undergone several tough tests since 1995, have been already inducted into the armed forces and the present trials were conducted with some improvements in the weapon system, defence sources said, adding some more tests are likely to be held. “Three rounds of Pinaka rockets were successfully tested from the proof and experimental establishment (PXE) today at Chandipur,” about 15 km from Balasore, they said. The unguided rocket system is meant to neutralise large areas with rapid salvos. With a battery of six launchers, the system can fire a salvo of 12 rockets in 44 seconds and neutralise a target area of 3.9 sq. km. The rockets, which act as force-multiplier, were developed to supplement artillery guns, the sources said. The quick reaction time and high rate of fire of the system give an edge to the army during a low-intensity conflict situation, they said. he story is a bit topsy-turvy these days as far as journalism education goes, especially in the tribal areas in Central India. Instead of rural students coming to teachers in cities, teachers are going to ‘adivasi haats’ or weekly markets. This is happening in month long campaign of CGnet Swara www.cgnetswara.org), a community radio experiment on the mobile phone, which is reaching out to adivasi haats in Chhattisgarh, Madhya Pradesh, Odisha, Andhra Pradesh and Maharashtra. Through puppet shows, dance and drama audiences are being taught about how one can use their mobile phones to tell the world about things happening around them. We are trying to democratize journalism. If we need a better functioning political democracy then like politics, journalism should also become everybody’s

business. “Mobile phone gives us that opportunity which has reached the remotest parts of the country, even in adivasi areas. And puppets are an entertaining way of teaching how one can use mobile phone to do journalism” says Lalsu Nagoti, a Gond tribal and head of CGnet Swara cultural team, who performs in the Gondi language. “It is important that people feel empowered and not feel handicapped while sharing their stories. Adivasis are oral communities. So, the mobile phone is a natural platform for them. For this, we have started Adivasi Swara (www.adivasiswara.org) a platform in Gondi, the Main adivasi language in Central India,” Nagoti added. “This is the world’s only website in Gondi script where people report using their mobile phones from the Gondi speaking areas of five states where the Yatra is traveling from May 15 to June 15. Internet penetration in these

areas is less than 1%, but mobile phones reach more than 30%. Once the reports are recorded in Gondi, they are translated, cross-checked by the moderators on the internet and, when released, they reach policy makers, journalists and urban activists, who often take them to their logical conclusion and many problems get solved. Questions like - What do adivasis think why the mainstream media does not report their day to day problems? How can they change this? A puppet called journalist P Ramnath, who unsuccessfully tries to raise rural issues in his paper, advises the rural folk to “create their own media” after he resigns from his job during the show. Puppetry as a medium was never before used in adivasi areas, so it is a hit with villagers, says Gokaran Verma, who has trained 30 Adivasi volunteers to perform in the street shows. “We also visit two villages every day and perform there,” said Pavan Pandey,

a volunteer from Uttar Pradesh. “We eat and live with the people. It helps us better understand their issues.” Sanjay Kumar,a volunteer from Bihar, said: “I am keen to take this experiment to my state also.” “Earlier, we used to bring villagers for training in cities. But we are find that going to villagers and speaking to them through cultural shows is more effective,” said Mohan Yadav, a CGnet Swara trainer. When we are in haats, we are able to reach out to more people but villagers are more attentive when we go to their villages and perform.” Naresh Bunkar who works with the Adivasi Jan Van Adhikar Manch in Kawardha district of Chhattisgarh said: “I use CGnet Swara to raise issues of Baiga Adivasis and have succeeded in solving more than 50 of their problems in the last few years. We have been successful in getting bribes returned, opening hand pumps, schools and hospitals, getting officers suspended and fined and

But I notice that when the same issue is raised by villagers through their mobiles, many-a-times there is some action from officials, often quite quickly.” “This is a new phenomenon which must be welcomed. I think it is an important experiment of journalism and these kind of cultural yatras will take the information about platforms like CGnet Swara to more people living in interior areas and they will be able to get their problems solved,” Soni added. When seemingly small problems, but which have huge implications for people’s lives, get solved, you give them hope and help stop them from joining violent paths to achieve their goals. If we can solve small problems, we will also be able to stop bigger problems that are nothing but an accumulation of the small problems.

Former pastor, sons booked for minors’ gang-rape

DEHRADUN, MAy 29 (TNN): The Roorkee police have registered a case against a former pastor and his two sons for allegedly gang-raping two minor sisters for over 6 months. The girls, who hail from Haridwar, were working for the pastor as domestic help in Uttar Pradesh’s Saharanpur district. On the complaint of the girls’ mother, the Roorkee Kotwali police registered a case under Protection of Children from Sexual Offences Act and section 376 (G) (punishment for gang-rape) of the IPC against David Johnson, his two sons and four to five other unidentified persons. According to the complainant, she worked as a maid at Johnson’s residence in Sher Kothi area of Roorkee. The former pastor and his two sons spotted her two daughters (aged 17 and 14) and convinced them into working at their other residence at Saharanpur. The woman claimed that the matter came to light after her younger daughter managed to escape and return home recently. She informed that her elder daughter was still at the pastor’s residence. Haridwar SSP Sadanand SR Date said, “The woman and her daughter met me on Tuesday, following which we registered a Zero FIR that has been transferred to Saharanpur as the crime allegedly took place there.” Date added that some six months back, the two girls left for Saharanpur with Johnson and his family. “The younger girl has also alleged that she and her sister were taken to Chandigarh where four-five other youths gang-raped them.” Meanwhile, Johnson, in his telephonic conversation with the Uttarakhand police, termed the charges against him as “baseless”.

CAIRO, MAy 29 (ReuteRs): Abdel Fattah al-Sisi, the general who toppled Egypt’s first freely elected leader, swept to victory in a presidential election, provisional results showed on Thursday, joining a long line of leaders drawn from the military. But a lower than expected turnout figure raised questions about Sisi’s credibility after his supporters had idolised him as a hero who can deliver political and economic stability. Sisi captured 92.2 percent of votes cast in more than 50 percent of polling stations, judicial sources said. Obesity weighs heavily on global health PARIs, MAy 29 (AFP): Nearly a third of adults and a quarter of children today are overweight, according to a report Thursday that said no country has turned the tide of obesity since 1980. Traditionally associated with an affluent lifestyle, the problem is expanding worldwide, with more than 62 percent of overweight people now in developing nations, said the report. There are some 2.1 billion overweight or obese people in the world today — up from 857 million 33 years earlier. Among the most striking statistics: more than half the population of Tonga is now classified as obese — a dangerous level of overweight — as are more than 50 percent of women in Kuwait, Libya, Qatar and Samoa. The United States also stands out with nearly 75 percent of men and 60 percent of women overweight or obese, according to the Global Burden of Disease Study published in The Lancet medical journal. “Obesity is an issue affecting people of all ages and incomes, everywhere,” said Christopher Murray, director of the University of Washington Institute for Health Metrics and Evaluation, who helped collate the data for the period 1980 to 2013. “In the last three decades, not one country has achieved success in reducing obesity rates, and we expect obesity to rise steadily as incomes rise in lowand middle-income countries in particular, unless urgent steps are taken to address this public health crisis.” One is considered overweight
