Abducted businessman murdered; four arrested DIMAPUR, NOVEMBER 29 (MExN): Four people, who masterminded the abduction and subsequent murder of a Dimapur-based businessman, were arrested the same day the crime was carried out. The victim, identified as Kishore Shah was kidnapped on November 28 and his dead body was recovered on November 29 near Niuland. The motive behind the abduction and murder is still unclear. The four persons, identified as Lozheto, Chinkiu Konyak, Shikaito and Kihoto were arrested from Chekiye village on the night of November 28. The arrests were made following complaints by villagers that they were trying to extort money from a saw-mill at Chekiye. During interrogation, it was revealed that they were the same group who were involved in the abduction of the businessman. Based on their confessions, police recovered Shah’s body at around 3:00 pm on November 29. It was further revealed that they had abducted and kept captive two more persons, who were rescued from Thilixu.

NSCN (K) questions ‘Unification’ anniversary

DIMAPUR, NOVEMBER 29 (MExN): The NSCN (K) has questioned the 6th Unification Anniversary program held at Khehoi Camp by stating that “if Unification was achieved, then why killing and kidnapping continues among the Nagas?” A press note from the NSCN (K) MIP stated that “Naga churches, NGOs and FNR are striving to achieve reconciliation among different Naga political groups, but could not achieve it so far.” As such, it queried as to how the GPRN/NSCN can observe “unification anniversaries without being ashamed of what they are. . .” It further asked as to why the “FNR selflessly sacrifices for Naga reconciliation if Unification was already achieved?” The note asserted that “the Naga political movement for Naga Sovereignty cannot be hijacked by any one or group of people because the movement itself began with sovereignty and it will be end with sovereignty.” Full text on Page 4

The Nagaland Pradesh Congress Committee (NPCC) on November 29 staged a sit-in-dharna in front of the Nagaland Civil Secretariat as part of its agitation for the removal of Health and Family Welfare Minister, Imkong L Imchen from the council of ministers. An effigy of the Minister was also burnt down by

protesters at the Dharna. However, no untoward incidents were reported during the protest. A statewide poster campaign demanding removal of the Minister was also undertaken by the NPCC on November 27. Among the many placards displayed at the dharna, some included: “Corrupt DAN leader flock together,” “Leaders don’t move with arms,” etc. Congress Legislature Party

(CLP) leader, Tokheho Yepthomi informed that the NPCC will continue to fight till its demand for removal of the Minister is met.

“DAN inviting President’s Rule” Meanwhile, senior politician, K Therie has stated that the DAN government, being “unable to handle countless socio-economic issues and law and order, is clearly inviting President’s rule in Naga-

land.” Therie in a press note ascribed this to the DAN government “confronting the Government of India and the Governor on Article 371 (A) in matters of oil exploration and rules of executive business pertaining to administration.” The note further said that “the Chief Minister is shamelessly sheltering criminals by refusing CBI investigations and not allowing the State Vigilance Commission to function.”

The Nagaland State government has set 2025 as the target to provide “Food for all,” according to Chief Minister Neiphiu Rio. In order to achieve this goal, Rio stated that modern technology must be brought about to increase the state’s productivity. Speaking at the silver jubilee celebration of the Irrigation & Flood Control Department, in Kohima on November 29, Rio said that despite being an agrarian state with 70% of the population engaged in agriculture, contribution towards the Gross Domestic State Produce is barely 30%. There is huge deficiency and the Irrigation and Flood Control Department should play a major role in achieving the target of the government, he stated. He informed that since agriculture in Nagaland is dependent of the monsoon rain, cultivation is carried out only once a year. Stating that technological advancements in other parts of the world have enabled people to indulge in double cropping and becomes self-sufficient, Rio urged the Irriga-

tion Department to bring in advanced technologies to manage water and help farmers carry out double or winter cropping. This would consequently make the state self-sufficient in food production, he added. Rio further said that the jubilee is a time to introspect and retrospect the performance of the department and set up new challenges and targets for the future. Parliamentary Secretary for Irrigation and Flood Control Y. Vikheho Swu commented that the department has been dealing with the Ministry of Water Resources and other authorities in the Centre with utmost dedication and competence. In light of this, he appealed to the Chief Minister that, on the occasion of silver jubilee of the department and in line with the rest of the Indian states, the department be renamed as the department of Water Resources, in the best interest of the people and in order to best utilize and fulfill the targets, plans and programs of the Ministry of Water Resources. In reply, Rio said that there are several departments claiming to be working for water

management but that no one can fully take the credit. He expressed that serious discussions are required to change the name of the existing department, but assured to hold a meeting with the allied departments before taking any step. Vikheho also mentioned that the I&FC department has proposed for enactment of the Nagaland Farmers Participation in Management of Irrigation System Bill during the current year. The draft bill, if enacted will benefit all Water Users Association by providing adequate, efficient and economical utilization of water resources, to protect the environment and maintain ecological balance. It will also provide the farmers with a sense of ownership of the irrigation system, in accordance with the water budget and the operational plan. “It is through adequate, efficient and economical utilization of water resources that farmers can increase agricultural production to realize the ‘Vision 2025: Food for All’ set by the government of Nagaland,” he maintained. India not ‘genuine’ to resolving conflict ‘Bank account racket’ busted

DIMAPUR, NOVEMBER 29 (MExN): Shevohü Keyho, the Killo Kilonser (Home Minister) of the Federal Government of Nagaland (FGN) has issued an open letter to Pranab Mukherjee, President of India pointing out that the latter’s visit to Nagaland is “devoid of propriety and cordiality”. The letter stated that in spite of earlier “resentments being flashed time and again through the public media”, there had been “no genuine reaction from India towards resolving the Indo-Naga conflict”. The FGN said that Nagas declared Independence on August 14, 1947 and stated the well known statement made by Mahatma Gandhi during the meeting with a Naga delegation on July 19, 1947. With regard to the declaration of Naga independence, the FGN informed that the Government of British India in New Delhi and the United Nations in New York were informed by tele-

gram about this development. The FGN reminded the visiting President that the voluntary National Plebiscite 1951 was “to let the world see the democratic wishes of the Naga people”. The FGN stated that the “primary purpose of the plebiscite was to evidence the true desire of the Naga people by democratic process; for or against Nagaland independence and rejection to join the Union of India”. With regard to the final solution, the FGN states that the conflict between Nagaland and India will not go away until the contending parties, namely, NNC and the Federal Government of Nagaland, the first party and the Government of India, the second party could reach a “definitive understanding based on mutual respects”. “India cannot indefinitely evade taking the final step”, the FGN stated. DIMAPUR, NOVEMBER 29 (MExN): It is not uncommon to receive text messages from unknown numbers proclaiming lottery jackpots. It however comes with the catch, as one has to deposit a certain percentage in a bank account to claim the prize. People who respond to such text messages usually end up losing. Four people, identified as Hamjit Langthasa, Wangkei Konyak alias Thomas, Lamthai Khiam alias J. Lambo and Hepito Ayemi, who acted as aides in such a scam, were arrested in Dimapur on November 26. According to police, bank officials got suspicious of Lamthai Khiam, after his bank account showed unusual transaction patterns involving large sums. On November 26, he was de-

tained by security guards at the SBI Dimapur (Main Branch) and handed over to police. His arrest resulted in the arrest of the other three. It was later revealed that he was involved in a ‘bank account opening’ racket using fictitious names. The

modus operandi involved racketeers opening multiple accounts at several banks after obtaining residence proof certificates and identity cards using fictitious identities. The pass books along with ATM cards and secret codes would then be sold off to scamsters, who run the ‘SMS lottery’ scam. The scamsters then persuade unwary victims to deposit certain amounts in the bogus accounts, as security to claim lottery prizes. Police informed that Hepito Ayemi was the point person for the scamsters who are suspected to operate from either Delhi or Mumbai. As per his statement, he received commission for his services. SBI has so far detected around 200 accounts opened under fictitious names in Dimapur, police said.

TsUREMMEN, NOVEMBER 29 (MExN): A joint peace coordination meeting between the people of Naganijan and Nokpu-Saring has agreed to “forgive past incidences and vowed to live as good neighbors.” The meeting was held at Tsuremmen village, under Mokokchung district on November 29. A press note from the Coordinator of the Border Peace Co ordination Committee (Assam-Nagaland) informed that the meeting agreed “not to insist on the ownership of land in the border but use available land for short term production purpose, which shall be agreed mutually and jointly by Nokpu-Saring village Council and the Chah Mazdoor Sangha of Naganijan Tea Estate.” It added that in case of any conflict on land use, the matter shall be referred to the BPCC (A-N). It was also agreed that owners of grazing animals of both sides shall ascertain strict vigilance on grazing animals and that appropriate action will be taken by a mutual and joint forum in case of loss of animals.

The note further informed that both sides condemned past incidents, which had lead to the death of one person. Both the sides also assured to provide full co operation to the authorities. It was resolved that elders of both sides “shall attempt to disseminate the ascent of goodwill and peace coordination to their younger generations so as to ensure a brotherhood for peace and development in the border.” According to the note, the meeting was held due to the aspirations of the people in the border areas to live

in peace in the wake of border skirmishes during the months of May and June, this year. The BPCC (A-N) had received written requests from people on both sides of the border to take up negotiations, informed the note. The meeting was chaired by BPCC (A-N) President, Bhawa Prasad Bora and was attended by a large number of people from neighbouring villages of Assam and Nagaland, besides executive members from BPCC (A-N). A Memorandum of Understanding was drafted and duly ap-

pended by 10 representatives each from both Naganijan and Nokpu-Saring Village Council and copies were handed over to them by the BPCC (A-N) president. A goodwill luncheon was offered to all the members by the Tsuremmen village community after which the delegates went up to the Saring village welcome gate (Assiringia Duar). Later, the Naganijan-Saring village road was declared open on behalf of the united communities by Rajat Dutta, Manager of Naganijan Tea Estate.

DIMAPUR, NOVEMBER 29 (MExN): With World AIDS Day to be observed on December 1, the Dimapur Network of People Living with HIV/AIDS today highlighted hurdles faced at the grass root level in the fight against HIV/AIDS. President of the DNPL HIV/AIDS, Moatemjen Phom, in a communiqué informed that there have been certain “inconveniences” in the functioning of CD4 counting machines. The machines are vital in determining the CD4 count, which is a component in the management and care of HIV patients and is required to assess their candidacy for ART initiation. He pointed to the shortage of opportunistic infection medicine, as an issue that must be dealt with. Phom further informed that there is no Viral Load Testing Machine in Nagaland state. A viral load test measures the amount of HIV in the patient’s blood. It has become one of the most important tools for doctors and patients when making treatment decisions.

He also cited a deficiency in Anti Retroviral Therapy treatment literacy treatment as a hurdle. While acknowledging and appreciating the work done by NGOs and District Level Networks, Phom however stated that there is still a lot more to be done. “It is disappointing to know the facts if we look the grievances deeply from the grass root level of our present scenario related to AIDS,” he stated. While lauding the Legislators Forum for AIDS for their “contribution towards positive upliftment for the awareness of HIV/AIDS,” Phom called upon the forum to also address their grievances. He informed that funds coming from the National AIDS Control Organization “is not sufficient” to address the needs “because the fund is limited.” “So, we want our respective leaders to extend your valuable service on this area too,” he added. He further called upon “positive peers” to be open-minded, and “not sit back with depression and think about who discrim-

inate you and me.” “It is time to wake up with bold determination to bring positive perspective of changes,” he added. Phom stressed on the need to focus on positive prevention (to avoid the tendency of infecting others). Phom asserted that in order to remove stigma and discrimination, there is a need “to be bold and positive.” He further called upon the non-infected, non-affected and affected to “lend their shoulders” and work together in removing stigma and discrimination attached to HIV/AIDS. He also encouraged HIV positive persons to “come forward to unite and to work out together.” “It is not a time to hide about one’s own positive status. If anyone is hiding, then you are not killing yourself but also your dear ones,” he added. Phom further urged people in Nagaland that “it is not a time to point fingers and gossip around because it is not going bring any positive solution.” “We the PLHIV need your immense support as you do,” he stated.

Dimapur, November 29 (mexN): A team of eight members led by Chotisuh Sazo, Speaker of Nagaland Legislative Assembly and Convenor of Nagaland Legislators’ Forum on AIDS, attended International Conference on AIDS Asia & Pacific Eleven (ICAAP 11) from November 18 to 23 at Thailand, Bangkok. The team consisted of Er. Levi Rengma Deputy Speaker, Toyang Chang MLA, Khekaho Assumi MLA, Mmhonlumo Kikon MLA, Amenba Yaden, Dr. Vinito L. Dimapur, November 29 (mexN): Dimapur District Auto Drivers Union (DDADU), in its emergency meeting held on November 28 resolved that there should be a strict line system in every parking lot. It also resolved that auto drivers should report to the Union office immediately, if they find any lost items/ belonging of passengers in their auto rickshaws. The drivers have been requested to check the seats whenever passengers leave their respective auto rickshaws. Honest auto drivers would be rewarded by the Union, a press release issued by DDADU president informed. The Union also expressed grief at the sudden demise of Aosatang of Longjang village on November 24 night in a tragic accident at PWD Colony. While conveying heartfelt condolences to the bereaved family members, the Union prayed that his soul rest in peace.

Steve Kraus of UNAIDS shared about the laws that hinders the work of HIV in many Countries in Asia & Pacific and emphasized on the fact that every human life is valuable. He concluded by asking “What we want to be as a low or middle income country?” as funds will not be there to support the cause forever. Er. Levi Rengma also shared, “the best thing to do would be mainstreaming and making use of the available or existing services within the government departments”. He gave the example of merging the Prevention of Parent to Child Transmission (PPTCT) with National Rural Health Mission (NRHM) for providing full and comprehensive treatment facilities to all pregnant women. He also added that, to bring about the mainstreaming in reality continued political will and support is the need of the hour and the continued support of the UN for effective implementation.

Dimapur, November 29 (mexN): An advocacy programme on HIV & AIDS for local area church leaders of all denominations was held Friday at NMM conference hall, Fellowship Colony in Dimapur. The “interdenominational initiative” organized by Nagaland Development Outreach (NDO), a wing of Nagaland Baptist Church Council (NBCC), was sponsored by Legislators’ Forum on AIDS. Director NDO, Dr. Hukashe Zhimomi, in his welcome and introductory note said NBCC has been playing a proactive role in the fight against HIV/AIDS right from the start and that NBCC was the first body in the Nagaland state to come out with a policy on HIV/

Commenting on the numerous seminars and awareness programmes on HIV/AIDS conducted by different NGOs, the NDO director cautioned church leaders not to blindly commit themselves in all such programmes as there are some NGOs which are minting money in the name of HIV/AIDS. On allegations that the Church was not doing enough in the fight against HIV/AIDS, Hukashe clarified that NBBC’s approach is “holistic” and not confined. Dr. Molu Jamir, ART doctor, Dimapur Civil Hospital, presented a medical per-

spective on facts on HIV/ AIDS. Dr. Molu said of the two types of HIVs – HIV- 1 and HIV-2, all HIV cases in Nagaland falls under HIV-1. Using a power point presentation, the ART doctor explained in detail the symptoms, route of transmission and treatment of HIV/AIDS. He also informed that presently more than 5 million people in India are living with HIV/AIDS and that Nagaland state is one of the highest HIV prevalent states in the country. Director, Socio Legal Aid Foundation (SOLAF), Takatoba, spoke on the topics “Stigma and discrimination-Church response” and “Care and support for PLHIV-A way forward.” Vikheho Chiso of NDO chaired the programme.

Kohima, November 29 (Dipr): The award distribution ceremony for Kohima’s cleanest Schools 2013, was held on November 29 evening at Platinum Hall, NBCC Hq. Bayavü, Kohima with Kaisa Rio, wife of the Chief Minister of Nagaland as the chief guest. The Chief Guest gave away trophies and certificates to the top 10 cleanest schools of Kohima 2013 where G.Rio school emerged the winner. Little Flower Higher Secondary School and Mezhür Higher Secondary School emerged as the second and third cleanest schools respectively. He said that the cleaning programmes should be taken seriously by all concerned and further expounded on work culture among the Nagas. Earlier, Chairman of the Kohima Environment and Sanitation, Kuolachalie Seyie gave an introductory speech where he also appraised the gathering on the formation of the Committee and its aims and objectives. Arunachal alert as epidemic spreads Itanagar, november 29 (tnn): the arunachal Pradesh government has sounded an alert in Longding district following an outbreak of malaria and jaundice. in his report, Longding's dmo dr Lowang said 14 people have died due to the epidemic in the vicinity of Kannu. however, the deaths of about 100 as claimed by villagers were of cumulative nature spread across several months due to various factors, including old-age, injury and endemic malaria, he said in his report. Chief minister Nabam tuki on Wednesday convened a high-level meeting here which was attended by senior government officials, a source said on thursday. the deputy commissioner of Longding and the dmo have been directed to monitor the situation strictly. the directorate of health services had taken prompt action last week and dispatched a consignment of medicines to the district. dmo of Khonsa has also been directed to depute a medical team to Longding immediately. guWaHatI, november 29 (tHomson reuters FounDatIon): authorities on thursday set up a special investigation team to probe the alleged gang rape and murder of a woman which has triggered days of protests in assam, evoking memories of the fatal assault on a woman on a bus almost a year ago. thousands of protesters have for the past five days taken to the streets and blocked major highways, calling for police to investigate the death of the 31-year-old woman in assam's Lakhimpur district. the incident occurred when the woman hired an auto-rickshaw to pick up her daughter from school on Nov 22. initial reports said she had been gang raped by four men and had her eyes gouged out before she was thrown out onto the road and left to die. ith regrets, it is to say unfortunate, that the Federal Government of Nagaland has to express Naga peoples feeling in the manner as writing open letters directing towards visiting dignitary from a great neighboring nation like India. However, in spite of our resentments being flashed time and again through the public media, there has been no genuine reaction from India towards resolving the Indo-Naga conflict. Thus once again, this open letter to inform you publicly, that the manner in which the President of India visiting Nagaland is devoid of propriety and cordiality. No one can change or ignore the Historical Facts of Nagaland. They are briefly enumerated below: 1. Declaration of Naga Independence: In view of the NNC leadership prevarication, a succession of Naga delegation led by A.Z. Phizo visited Assam and India to apprise the leaders of emerging independent India the Naga stand and intention to declare Nagaland inde-

On the latest visit to New Delhi before the declaration of Naga independence, Mahatma Gandhi, the founding father of modern India, told the Naga delegation on 19th July 1947, “Why wait 14th August, why not today”. When the Naga delegation told him of Indian threat, he further said’: “I will come to Naga Hills: I will ask them to shoot me first before one Naga is shot”. At this very critical time in Naga history, NNC leadership met on 13th August 1947 in Kohima. Consequently, on behalf of the Naga people, Naga representatives led by A.Z. Phizo declared to the world that Nagaland would stay independent on 14th August 1947, one day ahead of Great Britain granted independence to British India. For the record, the Government of British India in New Delhi and the United Nations in New York were informed by telegram. The British did not interfere in the bilateral talks between leaders of India and Nagaland. 2. Nagaland and Indian Constitution: On 24th January, 1950 the Nagas, to let it be

known to the world that the Nagas do not accept the Constitution of Union of India before its inaugural on 26th January, 1950. The Naga stand was communicated to the incipient Government of India, all the Foreign Ambassadors in New Delhi and the United Nations in New York. By virtue of the steps taken, no Indian Statutory Instrument or law, in whatever form or manner in which issued, has any validity over Nagaland. 3. Voluntary National Plebiscite 1951: To let the world see the democratic wishes of the Naga people, on 1st January 1951, NNC informed the Government of India that the Nagas intend to conduct a voluntary national plebiscite on a day to be announced soon. The primary purpose of the plebiscite was to evidence the true desire of the Naga people by democratic process; for or against Nagaland independence and rejection to join the Union of India. In a follow up press release on 11th April 1951, NNC invited the Government of India and the World Press to send Observers to witness Naga voluntary plebiscite

to be held on 16th May 1951. Beyond all expectations, every Naga aged 15 and over, irrespective of gender, enthusiastically participated in the historic voluntary plebiscite and gave a resounding 99% verdict in favour of Independence and rejection of joining India. Henceforth NNC has been immutably entrusted with the democratic Naga Mandate. At the same time, the Nagas bestowed on NNC the accolade of the embodiment of the Naga people and the apex Naga body. 4. Indian General Election 1952: Some ballot boxes in connection with India’s first democratic General Election on 25th January 1952 mysteriously turned up in Nagaland betraying India wishful thinking. NNC rightly ignored it and not a single Naga participated. Unlike the over five hundred princely states and presidencies under British India rule who acceded Indian Union, Nagaland never gave up its independence. India was again reminded that Nagaland had no wish to join India. 5. The Federal Government of Nagaland (FGN): With the authority derived from the Naga

Yehzabo (Naga Constitution), Naga delegates from the four corners of the nation gathered to inaugurate the Federal Government of Nagaland on 22nd March 1956 at Rűminsinyu in Rengma Region. Despite Indian Military activities, the First Joint Session of NNC and Tatars (Member of Parliament) seating proceeded safely under the circumstances. The order of the day was deliberated according to priority. Foremost was the adoption of the Naga Yehzabo already approved by NNC. Without reservation the Tatars gave its unanimous assent. The fact is once the Tatars ratified the Yehzabo, it confers legitimacy on the authority of the Federal Government of Nagaland and henceforth, the Centre Authority on National affairs rest solely with the Federal Government of Nagaland. 6. Indian Puppet “State Government”: Any previous tentative attempts to cover up Indian aggression and the evil deeds of the Indian army in Nagaland could no longer be sustained after 1960. The predicament of the Indian government led

bureau Chief of Indian Intelligence Mr. Sudhim Dutt based in Shillong, Assam to devise the hijacking of the hitherto incoherent Naga salaried men proto-NGO by the name Naga People’s Convention(NPC) on 24th July 1960 at Dimapur in Nagaland. Through Mr. Dutt, Indian government exploited the politically vulnerable NPC for its experiment. Firstly, politicize the hapless NPC to pose as the contending Naga entity representing Nagaland in the conflict with India. Secondly, stage-manage India as the conciliatory party ready to be magnanimous. Thirdly, selling the scheme to the world as the marriage made in heaven. By this crude meddling in Naga internal affairs, the experiment produces the so called 16 Point Agreement which created the puppet “Nagaland state government” in December 1963. As expected the cheap trickery by India did not alter the course of the war. The war goes on and by 1964, over 100,000 Naga people have lost their lives, hardly any Naga family escaped Indian army brutality.

7. Present context: India, while in the process of its stage managed political talks in similar manner to the above with factionalized renegade groups to resolve Indo-Naga Conflict. This once again proved that the conflict remains unresolved. On the other hand, the President of India coming to Nagaland to celebrate the puppet statehood in Nagaland is illogical and self exposure of another cheap trickery. The Final Solution: NNC office has always been ready for constructive dialogue in place of conflict. The conflict between Nagaland and India will not go away until the contending parties, namely, NNC and the Federal Government of Nagaland, the first party and the Government of India, the second party could reach a definitive understanding based on mutual respects. Singapore, november 29 (pTi): Ratan Tata, chairman emeritus of the Tata group has said that marketing the Nano as the ‘cheapest car’ was a mistake. “It became termed as a cheapest car by the public and, I am sorry to say, by ourselves, not by me, but the company when it was marketing it. I think that is unfortunate,” Tata told a news channel about the group’s subsidiary Tata Motors’ small car. Tata said, the company may consider launching the Nano in a new avatar in another country and bring it back to India for a fresh start with a new image. “Maybe it (Nano) gets launched in another country like Indonesia, where it doesn’t have the stigma and the new image comes back to India. Or maybe as a changed product that gets marketed in Europe. There’s a lot of interest in Nano outside India,” Tata said. Tata Motors is working on re-launching the Nano, by incorporating certain changes, Tata said. The Nano has failed to live up to the expectations after being touted as the cheapest car to hit the roads. Its sales have been dwindling despite the company’s attempts to reposition it. In the April-October period, its sales fell 71.7 per cent to 12,322 units from 43,627 units in the year ago period. Last month, Tata Motors launched a

new version of the Nano with CNG and Petrol bi-fuel system options. The Nano has had a troubled past. It was originally to roll out from a plant in Singur, West Bengal, but the plant had to be shifted to Sanand in Gujarat after intense political and farmer protests against land acquisition.

Instances of the car catching fire initially after it was launched didn’t help its cause either. The car was launched in March 2009 with an initial price tag of close to Rs. 1 lakh for the basic model. It is currently available between Rs.1.45 lakh and Rs. 2.65 lakh (ex-showroom Delhi) across all variants.

he NSCN/GPRN the parents of Khole Kitovi Group condemned the 6th Anniversary program at Khehoi Camp by saying that, Naga churches, NGOs and FNR are striving to achieve reconciliation among different Naga political groups, but could not achieve so far. Then how comes KholeKitovi group observing unification anniversaries without ashamed of what they are which is shameful and undesirable. The NSCN/GPRN confused about Khole-Kitovi Unification because if Unification was achieved, then why killing and kidnapping continues among the Nagas? And also why FNR selflessly sacrifices for Naga reconciliation if Unification was already achieved as per Khole and Kitovi assertion? The day when group of workers walked out of Hebron camp and claimed themselves to be unified entity, the Chairman S.S. Khaplang NSCN/GPRN clearly stated that, the Unification was long cherish dream of the Nagas and it would be possible only when Mr. Isak and Mr. Th. Muivah agreed to unify with other Nagas and how come some group walked out of Isak & Muivah’s camp claimed themselves to be

Unification group?. In fact, from the day one of so called Unification, S.S. Khaplang Chairman NSCN/GPRN have never committed even the slightest mistake and it was he who opposed 2nd / 3rd anniversary unification programs that directly led to the split of Khole/Kitovi from NSCN/ GPRN. After broken away from NSCN/GPRN Mr. Khole and Mr. Kitovi formed NSCN Unification and shamelessly declared before the Naga people that they are for 16th Tribes of Nagaland State. However, one must understand that, the Naga political movement for Naga Sovereignty cannot be hijacked by any one or group of people because the movement itself began with sovereignty and it will be ended with the sovereignty. Hence, there is no room for Khole and Kitovi in Naga politics. Even if they try to betray the Nagas by accepting package solution for 16th Tribes of Nagaland State from GOI, it will be a high risk and they cannot survive even for a month in the face of angry Naga patriots. hy can’t Nagas forget it?

Yes, it: nationalism. They cannot because, in the present circumstances, that would be like bleeding themselves to death. Nationalism is in the Naga blood. You cannot separate and remove it from the rest of the blood stream. To be perfectly realistic and historical about it, if not exactly scientific, nationalism is not just in the Naga blood, it isthe Naga lifeblood. It is what constitutes the identity of the Nagas as a people, the one remaining tenuous love-hate link they have toone another after their homelands have been split up in four Indian states and three administrative zones in Myanmar.If you’re not convinced, just ask the British and the Indian governments. They know -- should know --all about Naga nationalism sincethey are itsparents. The British engendered it during a profligate period of colonial “absentmindedness”that historians call the Raj, andsurrogate postcolonial India brought it to full term and raised it as an invalidnation, torturingand spoiling itby turnslike adifficultchild froma youthful liaison. The invalid child is now in his sixties – dependent but willful -- andmother India still can’t cut the cord. She would rather lethimdie an inevitable naturaldeath.What’s new? Indigenous peoples have been known to perish even without outside help. There are other memorable metaphors for Naga nationalism. Most recently “raging mithun” coined by Naga anthropologist Abraham Lotha. The Raging Mithunis a small book with a big message,written throughout with keen insight intoNaga society. The“presentNaga political situation” has run amuck like a raging mithun, Fr. Abraham warns,and the way to tame and redirect this wayward animal back to robust health is “theindomitable Naga spirit” haplessly imprisoned

If this animal analogyis correct, then The Raging Mithun is about the failure ofleadership and misdirected people’s energy in contemporary Naga society.The book has twentytwo essays. In the first fourteen, Fr. Abraham argues that Nagas are in a state of dangerous agitation but have theinternal resources to resolve the problems, provided two things happen at the top:that Naga national leaders start acting like real leaders, with their eyes on the ball of the common good,not likefailedwarlordsfixated on themselves;two, that the Indian Government somehow acquire “the balls to solve the Naga problem”by summoning up, one hopes, acourageous moment of moral responsibilityfrom the deeprecesses of India’s illustrious past since its colonial policies toward the Nagas have failed repeatedly for more than six decades.The pity is this, as only an anthropologist can paint it for his readers: Naga people’s pleas for settlement of the Indo-Naga problem have fallen on the leaders’ ears like “water on a yam leaf.” The third failure of leadershipgoes to the Nagaland state government which Fr. Abraham touches on without emphasis. But the evidence is all out in the open, in the hardships and struggles of thepeople in the villages and towns throughout Nagaland. Shortage ofbasic needs like drinking water and power,unemployment,primitive healthcare, sub-subsistence farming, roads in perpetual disrepair…. To all these, the response of the successive state politicians and governments has been to shift the blame away from themselves onto the unresolved Indo-Naga problem, while systematicallydivvying up the people’s funds, opportunities, andland resources among themselvesand moving them to asmall,closed,elite circle that the creation of the Indian state has brought about in the theretofore egalitarian Naga society. The one, single, verifiable “progress” India has brought the Nagas in the fifty years of statehood is this new, wealthy “Brahmin” ruling classwhose purpose in public lifehas now become the perpetuation of their new-found privilege. So if the settlement of the Indo-

Naga problem is the locked hinge upon which so much of the Naga society is riding but cannot move, then what does Fr. Abraham recommend that Naga leaders and the Indian government do?Negotiate. But not the way the I-M faction and New Delhi have been negotiating for more than a decade without a single article of agreement on the Naga question.In the absence of a workable context for negotiating, which is the case here, failure is assured. And the unworkable context, according to Fr. Abraham, is the fundamentalist notion of sovereign nation-statism that locks the parties into relationships of “inevitable antagonism between winner/loser and rule/ruled reminiscent of colonialism.” In such an environment, there can only be posturing and evasions, not negotiation, which is precisely what the negotiations have produced so far. The solution then lies elsewhere, out of the coffin-box ofthe last six decades,

cal will and statesmanship. It will mean putting together a package of incentives in exchange for some redrawing of the borders contiguous to Nagaland. It has to be prepared for tough negotiations with the other states, but most of all it must have rewards that the states will find attractive.In addition, it will need to come up with innovative cross-states development projects that all the participating states can collaborate on and gain from. There’s no sign that the Indian government hasa serious, integrated commitment to the northeast region, nor has it done any serious thinking along these lines to address the Naga people’s grievances. In the absence of political will and a concomitant course of action, one has to conclude that for the Indian government the last thirteen years of negotiations with the I-M have been a gimmick. Abraham points to several contemporary working models in other parts of the world that India and the Nagas can consider. It is worth observing in agreement with Fr. Abraham that the lack of progress in the I-M/New Delhi negotiations should not come as a surprise to anyone, since neither party has brought anything relevant and negotiable to the table. New Delhi has nothing to negotiate. Naga independence isout of the question, unnegotiable. So is theintegration of the Naga people into one state. A one-state homeland for the Nagas will require on New Delhi’s part imaginative planning and executionfor the future not only of Nagaland but of thenortheast region as a whole. Such a strategy would require of India politi-

It cannot even claim to represent all the Naga nationalist groups. So any agreementI-Mcan get from New Delhi will be limited to issues of its own existence and operation in India. The same would be true of any other group that goes it alone for negotiation with India. The absence of a roadmap on the Naga side can be remedied, according to Fr. Abraham, because the building blocks for it are in place. The Naga people are solidly for reconciliation and unity of purpose among the Nationalist groups. This is clearly evident in the support the Naga Forum for Reconciliation (NFR)has consistently received for its work from the people, as well as in the determination the Rio stategovernment

has shown for settlement of the Indo-Naga problem. But this is clearly not enough. Fr. Abraham and others like himargue that the roadmap needs a broad-based and inclusive Naga body charged with responsibility and authority for a strategic plan for an acceptablefuturewith India. Such a body, Naga Common Platform, as the 2009 Naga Consultative Meet envisioned, would be constituted of representatives from the nationalist groups, the state government, and the Naga public; it would deliberate and arrive at a vision and plan for the future of the Naga people; and it would represent the Naga side at the negotiation table with India. There have not been better ideas on how to go about building the roadmap than the Common Platform on the Naga side, and it has the people’s backing. The question is, who is going to take the lead? This is the opportunity that Fr. Abraham sees in the crisis of Naga nationalism. The Raging Mithun also deals with two other legacies from the past that impede the progress of Nagas in the twenty-first century. In the three essays of the middle section on religion, Fr. Abraham cutsstraight to the contradictions of Naga Christianity, still hampered by thefoundingnineteenth centuryworldview and mission, still unable to put down deep roots into Naga soil.The last five essays examine Naga people’s attitudes toward their cultural heritage, and ask what role the cultural enactments in state sanctioned eventslike the Hornbill Festival and public spaces like museums and morungs might play in today’s society. Two things to avoid in cultural matters arethoughtless imitation of the West (“Can Nagas be Original?”) and becoming mere performers of dead rituals. Both approaches leave today’s Naga society neither here nor there, neither in the present nor really grounded in tradition. Fr. Abraham’s essays on culture and Christianity are full of critical insights that Nagas can learn from, as well as practical suggestions that public and church leaders can use in their work. The book’s overall conclusion is that the legacies of the past have rendered Nagas rootless on the one hand,andout of step with the 21st centuryworld of globalization on the other. Politically, Nagas

Operating from within thiscomplex of powerful historical forces for so long has grafted on the Naga society a culture of imitation, dependence, and corruption. The ambitious are restless, the ones with vision and ideals see little to no hope, and the pragmatic are frustrated and bitter. But if this all sounds desperate, Fr. Abraham’s purpose in The Raging Mithun is one of hope. He writes with integrity and deep concern. His aim is to arouse the collective “indomitable Naga spirit,” especially the leaders, to a heightened sense of self-scrutiny and to the urgency of rebuilding their society before it is too late.And the process inevitably involves addressing Naga nationalism immediately. So why can’t Nagas forget it? They cannot because the leaders in New Delhi and Nagaland will not let them. All that the Naga people are askingfor is a peaceful ending, a closure, to the traumatic experience of their failed struggle with India for nationhood, which India suppressed with a brutalitythat has left the Nagas physically and emotionally broken. India’s refusal to take responsibility, moral or political, makes it impossible for most Nagas to let go. Funnelingfundsinto Nagaland, which New Delhi does to other states as well, may allow India to transferits guilt and the Naga public’sfrustrationonto the corruptNagaland state government, but it does not address the problem. For Nagas, the lack of closure has given way to addictive substitute behavior:in state politicsobsession with power and money, in nationalist politics illusion of self-importance for the factional leaders and disillusionment for the people. And so nationalism continues to provide Nagas the vicarious experience of nationhood that they lack. Like other peoples of the world, Nagas want to live in the land that nature placed them together – in peace and in collaboration with their neighbors, including India.But they cannot. Meanwhile, can theybe blamed forbeing obsessed with virtual nationhoodin a world ofnationstates, among them India?

Hornbill Festival: Who is benefited – Rich or Poor? Festival of the festivals or Wati Longchar

To attract tourist the Directorate of Tourism of the Government of Nagaland has been organizing Hornbill festival every year in Kohima in the month of December. It is time to retrospect the festival: Who is benefited by this mega festival? On whose expenses this hornbill festival is celebrated? Do rich or poor benefit? Do people in the rural villages benefit? Does hornbill festival generate income for the Naga public or for a few government officials? Does hornbill festival promote cultural activities which are very much centred on the land or promote more of western rock culture? Tourism industry is a global phenomenon. It is considered one of the four largest industries in the world. It is also a significant income generator of most economies, especially in countries in the global South. As an industry, it encompasses massive financial resources with economic power exercised by a few. Tourism involves both the relatively small number of those affluent enough to travel, and the vast majority of human beings on whom that activity has a huge negative impact. Global tourism is grouped among the four largest industries in the world, with oil and fuels, arms and pharmaceuticals. Tourism’s outlays are estimated around 10 per cent of the global GDP, while employing around 300 million, or about 10 per cent of the global workforce. With rising incomes, the number of leisure travelers is increasing, with a billion tourist arrivals in a year globally now, and heading towards 1.6 billion by 2020, according to the UN estimates.

While acknowledging the existence of some positive forms of tourism that bring beneficial incomes, overall a superficial and unquestioned construct regarding mainstream tourism persists that does not correspond with the reality of community, social, environmental and economic damage flowing from the endeavor. Tourism, unlike other issues, escapes the attention as a crucial justice and peace concern in theological and church response. This may be because the majority of people in church and society are possibly co-opted into believing the widely propagated notion that tourism is a boon and a tool of liberation for the poor. The rationale for this, either stated or unstated, comes from tourism being painted as ‘smokeless’, costless, clean, green and non-polluting. Other benefits claimed include the influx of income, foreign exchange, employment and fostering of socalled understanding between peoples. But, they gloss over the question of who benefits from tourism? A structural analysis of mass commercial tourism in light of Christian social teachings make it a pertinent theological focus for churches in the world called to prayerfully witness and serve. As a major economic activity affecting human beings, and causing various forms of human suffering for so many in the Global South, tourism needs to be investigated, critiqued, and challenged on the basis of Bible teachings. For Christians, no other response is adequate on the serious question posed by an universal reality in our times. The negative impacts of tourism are not obvious or striking to an ordinary or an average person. Slick tourism

advertising, the superficial assumptions regarding the benefits of tourism, and the innate human desire to travel for fun and relaxation ensure that tourism is not criticized, and perceived to be a positive force for communities. Mass tourism treats women as a service or commodity, which is in stark contrast to the countercultural attitudes and teachings of Jesus. Women and children are trafficked and they have little control over their situation brought about by the ruthless forces promoting sex tourism motivated by the lure of money. Local and indigenous customs, rituals, sacred shrines, places of worship, sacred music, ceremonial dress, traditions, and handiwork are commercialized to take advantage of tourists. Musicians, dancers and other artists perform, exhibit and sell their creativity to earn some income, at the cost of their self-respect. Tourism contributes to the worsening loss of bio-diversity. Tourism development can be self-destructive, as it destroys the very basis of existence. People depend on land, air, trees, water, plant, seas and rivers, and these are destroyed for promoting tourism. When nature is destroyed, it is the local people and communities who suffer. Tourism is profit-driven by marketing the nature – the sun, sea, mountains, rivers and landscapes. Governments and tourism industry implement capitalistic models that benefit a few at the expense of the many. Devastating overcrowding at resort areas, beaches, increased pollution of rivers, lakes and seas, and increased deforestation destroy the biodiversity which is a hallmark of creation.

Modern tourism requires a massive use of fossil fuels based energy for lavish hotels, air-conditioning, and constructing new airports. These activities are a prime source of carbon emissions and global warming, which will have serious effects on the people of the South. All human beings are created in the image of God and are the subjects and not objects of creation. Any concept that pictures human beings as objects for enjoyment by commodifying them is a travesty of human values, and an insult to human beings. Modern tourism is centered on such an approach. Tourism needs to be prophetically challenged to understand that the earth and all its gifts are created by God, and belong to all, not just to the rich and the affluent, and to those who promote tourism or development that does not benefit the poor. We need to critically analyze and critique the unjust tourism structures and practices prevailing in the world; critiques tourism from the point of view of the subaltern and subsistence communities, indigenous people, women and children, the displaced and others on the margin, applying the Kingdom values of equality and equity, study the potential of tourism as ‘pilgrimage’ to stimulate an ethical engagement for mutuality, solidarity and a real discovery of human community; analyze and challenge the media messages and tourism advertising; study the link between tourism and climate justice; develop ways of empowering and sensitizing the church to advocate and promote just tourism. It is time that Naga churches and civil societies retrospect the ongoing hornbill festival.

Many people seems busy preparing itself for the event, the skill craftsman’s happily waiting to expose their products in the New market, and a new alternative means to tackle the problems of the ever growing traffic, the traditional values and symbolic practices of every community waiting to give a unique display of our culture and a sack of revenues expected to turn in and more exposure of the youth in the global market. Even the media’s prepared to give the best coverage and telecast of the events. And as expected, within a short period of time the capital has started to wear a new look of filled pot holes and dusty road to an attractive metalled road as the most unimaginable expansion of internationally popularised festival welcome the ever growing tourist to be recorded in the history of Nagaland witnessing the entire community relations of Nagaland in a blink of an eye and as we proudly take on the platform with full vigour and courage with the best branded suit and with the best smile that nature can’t provide, this is Nagaland ‘The land of festival’ or to men-

tion ‘festival of the festivals’ by some great speakers. It is a land where big words of development is spoken, for it is true that empty vessel makes more noise, and the development itself remains a myth, it is also a land where we speak of paper without a paper mill and not to forget sugar without a sugar mill, we speak of market expansion and a good platform for the local products but locals continue to remain unaware or unheard of. Modernity has spread its tentacles in every human society and the rest is in the process, every individual is responsible in such a sea of change but significantly it is the intellect of man that runs the game in the nation-state in contrast to Marx concept of communism. Nevertheless, one cannot overlook the nature and limitations of our young society but also one cannot ignore the fact that every progress and development in human civilization is achieved because of an inherent spirit of rationale that we are not short of.

HIV/AIDS and Naga Young Girls

I

n a joint news release, WHO and UNICEF highlight the vulnerability of young people towards HIV/AIDS infection. For World AIDS Day 2013, WHO has launched a new guideline - HIV and adolescents: Guidance for HIV testing and counselling and care for adolescents living with HIV- with recommendations to address the neglected group of young people who are living with HIV and those at risk of infection. According to this Guideline, “Adolescents (10 –19 years) and young people (20–24 years) continue to be vulnerable, both socially and economically, to HIV infection despite efforts to date. This is particularly true for adolescents — especially girls — who live in settings with a generalized HIV epidemic or who are members of key populations at higher risk for HIV acquisition or transmission through sexual transmission and injecting drug use. In 2012, there were approximately 2.1 million adolescents living with HIV. About one-seventh of all new HIV infections occur during adolescence.” (www.who.int/hiv/pub/guidelines/adolescents) HIV/AIDS epidemic has many dimensions, it affects every gender and age equally, there is, however, a gendered experience and phenomenon that need to be highlighted, in the global efforts to make communities and nations AIDS free. The WHO Guideline stresses “especially girls” - and very rightly – women and young girls remain most vulnerable in many societies that are patriarchal. When women and young girls are not held with equal respect and dignity, and they are considered as second to the male, as burden for parents, or worst, as sexual objects, there is observably more neglect towards protection of women’s health and welfare. Given such socio-cultural attitudes, young girls remain vulnerable at risk of infection by the HIV/AIDS virus either through forced sex, or ignorance. Let us consider the observation of the WHO guideline pertaining to the vulnerability to HIV infection, especially young girls, as relevant to Naga society. In general perception, Naga society is considered as a ‘free’ society, which is understood in terms of freedom of movement enjoyed by members of the society. Put in another way, there is no known social custom, or cultural impositions of restriction of social interaction between members of the society. Men and women, young and old

interact with one another freely. Incidentally, this cultural feature was noted as a marked characteristic of the Naga tribes, that distinguishes us from other communities, both by the British colonials/ethnographers and Baptist missionaries in the late nineteenth and early twentieth centuries, when the Naga tribes were encountered by these Western agents. The second general feature of Naga society is its patriarchal culture and ethos. The men and the boys have privileges and prerogatives in the society. Patriarchal cultures, do not hold their women in high esteem, rather, women are considered as property, trophies, useful for reproduction (as long as the preferred male progeny is produced) and for sexual pleasures. While these two features - patriarchy and ‘free’ society- are shared generally among the tribes of Nagas, there would be certain nuances in the degree of practice. Furthermore, both the characteristics – patriarchy and ‘free’ society – are more complex than the general observation and its manifestation and dynamics in modern Naga society. Below the surface of these general ethno-characteristics, lie more intricacies, and even more complex contradictions. (A theme for another day’s conversation). HIV/AIDS and young Naga girls: the two features - an apparent ‘free’ society and patriarchy in the Naga society remain a potential combination of posing high risk to HIV/ AIDS among young adolescent girls. Being a ‘free’ society, there is ample opportunities for social interactions between men and young girls without restrictions and imposed social boundaries. These spaces can be

society at large: neighbourhood, extended family, church, social gathering, schools, learning places, etc. These social spaces can pose the greatest threat to young girls in a ‘free’ society. The so called ‘free’ society ethos gets played out in a patriarchal cultural milieu, wherein, men and boys call the shots, rules the social mores, dictates desires, enforces their sexuality. While there are no data and statistics available, yet, the concept of ‘date rape’ would be quite rampant, among the Naga society. In a simplified way, when a man known to the woman/girl – purported lover, boyfriend, friend, relative - forces sexual intimacy upon the girl against her wish, is described as date-rape. The prevalent teenage pregnancies and abortions bear evidence to this phenomenon of date-rape. Sexual mores and attitude of Naga society needs critical inquiry to generate relevant awareness programs, to address the related social and cultural consequences of such sexual violence, viz., unwanted pregnancy, spread of HIV/AIDS virus, child born out of wedlock, unwed mothers, school drop-outs, and even religious excommunication, according to some Naga churches’ regulations! Naga society remains a high risk population for HIV/AIDS infection, conferring from the available statistics – both horizontal and vertical transmissions of the virus, i.e, sexual habits, injectable drugs, parent to child. When unchecked, uninformed and unaware, an infected man (either through sexual habits or injectable drugs usage) can harm many a young girls, when sexual desires are played out in a patriarchal ‘free’ society. To be sure, this is not

to essentialized anyone gender as more prone to violence or sexual promiscuity. It needs to be understood within the patriarchal society of the Naga people. As WHO highlights the vulnerability of young girls to HIV virus, what can Naga society and its governing and influential institutions do? It is vital that the state, church, and NGOs take cognizance of the gendered face of HIV/AIDS and prepare programmes to create awareness, promote preventive measures, and provide adequate care and counselling. Some suggestions may be proposed: • Informed sex education should be made available in all schools, • Organised well planned and executed awareness seminars in all villages, • Make available educational/information publications in vernacular languages in tracts and pamphlet forms, • Appoint trained counsellors in schools, • Home visits by local health workers. Naga society being a society where the Church has a central as well as influential role (despite the demerits of such relationship, when manifested in fundamentalistic ethos), a word on what the church can do to promote a healthy Naga society, an HIV/AIDS free society. The church can use its considerable wealth, collected/given by the faithful to establish and fund programs that rigorously involve itself (church) in eradicating the HIV/ AIDS virus from Naga society and ensure healthy future generation of the Naga people. The church can promote programmes that educate members to accept girls and women as equal; organise youth camps that go beyond the traditional ministries, and include sexual education as a vital component of spirituality of respect of the body. Despite the progress achieved in the treatment and management of HIV/AIDS, it continues to pose threat to life, especially to the most vulnerable like young girls in patriarchal and parochial societies, compounded by ignorance. Institutions and communities need to take cognizance of these gender dynamics in policy making, resources allotment and implementation of programmes. Dr. Atola Longkumer Bengaluru

Am I Not Genuine Naga?

M

y parent told me that ‘we are Nagas’. So I always believe that I am a Naga as much as you are. Although, geographically, I belong to the present state of Manipur – (artificially created by government of India), I have reasons to claim that I am a Naga. During the First World War, when thousands of men from North East India were taken to France as Labour Corps, many of them were from my community. One of them was Railu Dailu (from Liyai Village). Once in France, they were provided with rum and whisky after every day’s hard work for relaxation. The Naga corps often drank beyond limit. One morning, Railu Dailu felt so tired due to the effect of heavy consumption of alcohol (known as ‘maatri mazie’ in Poumai) the previous night. When the supervisor of the corps – an English Army Captain, came that morning to gather the corps for work, he was actually unable to move freely. The Captain then asked him what was the matter with him, to which he replied, ‘maatri mazie’ (Poumai language) - in which condition a person would felt very tired, as if sick and everything appeared blur. His friends interpreted to the Captain. Then the Captain noted down in his diary as ‘muzzy’ (in short form) and reminded them that one day it will appear in English Dictionary. The English word muzzy actually originated from our language. What is interesting here is that it was this very group (Nagas in France labour corps) who

after returning home from France formed Naga Club and became the pioneer of Naga National Movement. When Indian government sent its armed forces to annihilate Naga National Movement, the Nagas were compelled to take up arms and go underground. The then federal government of Nagaland demanded for ‘one man out of every ten men’ from all Naga villages to fight against Indian armed forces. My community whole heartedly supported it. Still many of them are alive and continue to share how they encountered Indian armies and how the Naga general public respected them in those days. The stories of how they went to Pakistan and China continuously travelling on foot for 3 to 6 months should not be forgotten. My father, who was a school teacher, was hung upside down and beaten black and blue not only with stick but with a kind stinging plant (ngu in Poula) immersed in water to inflict maximum pain. The Indian armies beat him and other villagers because of supporting Naga National Movement. In many villages, many GBs/leaders did not live a long life after receiving all types of affliction from Indian armed forces. The brunt of brute forces of Indian armies was felt by people in all parts of Naga inhabited areas (Nagaland and outside) although in variant degrees and at different period of Naga national movement. All Naga communities have in some ways or the other contributed something to the Naga National Movement. Naga National Movement was not only started by the

Nagas living in present Nagaland state. It was/is a joint movement of all Nagas living in Assam, Arunachal, Manipur, and Myanmar. Disturbing trend among the Nagas (esp among the educated youths) in Nagaland today is that they often consider Nagas outside the present state Nagaland as not genuine or not Naga even. Not many youths in Nagaland know how much the Nagas outside of Nagaland state suffered and how they continue to suffer because of Naga National Movement. The birth of Nagaland State under Indian Constitution was undoubtedly the product of Naga freedom movement. Nagaland state enjoys special status under Constitution. Instead of recognising each other’s contributions and helping one another some Naga intellectuals seem to frown when Naga brothers and sisters outside of Nagaland seek for certain adjustment and accommodation within Nagaland. The mindset that the Nagas outside Nagaland state did not suffer as much as the Nagas in Nagaland and therefore they should not seek any benefit from Nagaland is not so healthy. If ‘those who suffer more should enjoy more’ should be the norm, then how far it is happening even within Nagaland as all the villages and all the tribes did not suffer in the same degree and those who sacrificed ‘less’ seems to be enjoying ‘more’ today. The divide and rule policy of Indian government is gradually achieving its aims. Crores of rupees are pumped into the state year after year without accountability to content the Naga movement. The result is that many Naga youths have lost interest in continuing Naga freedom

movement. At worse they criticise the Movement altogether not knowing what they are enjoying today is because of the sacrifices made by whole Naga families yesterday. If the Naga Movement were to stop today, I am afraid to think of the fate of the million Nagas residing in Manipur, Arunachal Pradesh and Assam, and Myanmar. Unlike the Nagas in Nagaland, they continue to suffer under the domination of dominant group(s) in their respective states. Recent mass exodus of Rengmas from Assam is one of the latest examples. It is unfortunate that many young Nagas wanted to give up Naga freedom movement altogether not because that they do not like the Movement but they have problem with certain leaders and tribes among the Nagas. But if we give up the Movement altogether, will it not be like ‘throwing away the baby with bathwater’? It is obvious that the Movement has failed to bring equality among the various Naga tribes but we should not give up till a viable solution is achieved for all communities of the Nagas. Taking advantage of the division among Naga families, Indian government is applying different ‘delaying tactics’ to wear out Naga National Movement. Central government is already busy with MP election campaign. When do we expect solution? Naga people are almost fed up with our own rights due to delayed delivery. This is a grave concern for us today. There is no unity among various Naga Political Groups (NPGs) despite the best effort of reconciliation by FNR who toils with sweat and tears. For how long FNR can contin-

ue to work for reconciliation when some NPGs are unresponsive for all these years? Is it not time for us to call ‘a spade a spade’? All the top Naga national leaders have become aged (above 70 and 80 years). We must appreciate them for giving their best for the cause of Naga nation. Hence, as a genuine and concerned citizen of Naga nation, I wish our Naga national leaders (wherever they may be - in New Delhi, in Myanmar, in Bangkok, in Amsterdam and in all parts of Naga inhabited areas) to hear ‘the cries of heart’ of our people. And the cry is the aspiration of all ‘Nagas to be One’. If our NPGs cannot bring us Christmas Gift from New Delhi, let it happen here in Nagalim among the Nagas. The best and most meaningful Christmas Gift for all Nagas for this year -2013 would be the ‘Gift of Unification among all Naga Political Groups’ in the name of Jesus Christ who brought reconciliation without any condition. In genuine reconciliation there is no ‘strings attached’ apart from the spirit of love and forgiveness. Reconciliation needs not rules and principles. It is open friendship for the betterment of a society/nation. Without reconciliation and unification, Naga Nation is fast drifting down the drain of doom. Bring back unity as in those days when the Naga National Movement started and give me back my rewarding identity of ‘Naga.’

1)NSCN(Isak&Muivah): Respected Sir,Where are you? Why are you going so away from the Nagas? I guess you are in Delhi for another round of talks. Sir, as of now there are many places more important than Delhi where you can hold talks: -Go to Eastern Nagaland (Burma) to your long lost brother Khaplang -Go to Khehoi (Kholi-Kitovi) -Go to NNCs/FGN And hold talks with them instead of going to Delhi again and again. We've lost faith in your talks. Have a cup of tea with your own brothers and sisters at home and then go to other's home or else you may die out on the way before reaching your destination because of hunger. As I grew up, I had been told that some of the NSCN brothers used to come to village very exhausted asking for food. Our people used to offer them yams (kutju) and maize (makai) which they ate with gratitude. Once they told that they were going to Kohima on war. Villagers asked them to bring some sweets and biscuits for the village people when they come back from Kohima. They wished them good luck and showed them the way. Our people waited for long time thinking that those brothers would bring something for the village people. They waited and waited and waited for their returns but they never returned and were never to be seen again. Instead what those brothers sent to our people was hot bullets and dead bodies. That was really sweet indeed. But the truth is, our people are still waiting for them to come home. Come again, we may not welcome you with Bangkok's rice or Delhi's chicken biryani but you are always welcome with the same old kutju sabji you used to eat with us. Come with Christ as your guide and make sure you come with the line "Nagaland For Christ" written in your heart and souls not in your tongue. And Papa Isak and Muivah, you can't Praise the Lord with your brother's blood and tears. Stop hunting your own brothers, that doesn't make you a hero. Nagas need you and you need Nagas equally. 2) NSCN (Khaplang): Respected Sir, it’s time to come home. You want to build a common home for Nagas right? You need to come to village; you can't build home at village from the forest. Nagas want to see you. Nagas want you to eat whatever we eat. Don't you want to let the Nagas see how our leader looks like? Don't you want to see how your home looks like? Don't you want to see how your children are studying? Your talks with Myanmar Govt. is important but I insist there are more important place than Yangon. -Go to Hebron (Isak&muivah) -Go to Khehoi (Kholi-Kitovi) -Go to NNCs/FGN And hold talks with them, it is time to forgive each other. You left some in the East, some in the West, some in North and some in South. I don’t get the idea why you've divided Nagas further for Naga Unification, as if Dimapur is the only place for Naga unification. Do you really think and believe Naga unification is really possible without them? I'm thinking like how good and kind would it be if you go to other groups without guns in spirit of Christianity. Why is it that your cadres are fully loaded with live guns? To hunt your brothers or? Is it, bullets and guns an essential tools of unification? What if all the Nagas/youths come forward to support you towards the common hope of unification? Yes that possible, every Nagas want unity and peace BUT at the same time, Sir, I'm afraid/doubt to see you with loaded guns for which I consider you as any other groups. 4) Dear Fellows, many of you support one faction where your brothers are and hate the other factions. I had been supporting a particular faction and felt good to know when the cadres of other faction got killed. Many of you feel the same I guess, but we are wrong my brothers. I was wrong. I couldn't find any reason why I favoured the one. I couldn’t find the valid reasons why I hate the others either. Can you find the reasons about yourself? We should realise that "All Nagas are my brothers and sisters". I think we are equally responsible for Factionalism, Tribalism and for creating the existing wide gap among various underground groups. Not only the UGs, we the public too need to be united, even public are divided and that is the weakest point where various UGs are getting in, they are taking advantage of it. mumbAi, November 29 (reuters): Kemrock Industries and Exports owns a golf course near its plant in western India and its chairman, Kalpesh Patel, talks of the high salaries he pays employees. Still, the company has defaulted on payments for about $250 million in loans and Patel’s banks, frustrated that they are unable to seize assets as he fights them in court, say they want to declare him a “wilful defaulter”, a fastgrowing category in India as bad loans mount. Patel firmly denies he is such a case, saying that the business has hit lean times but he is working to turn it around. The prevalence of so-called “wilful” defaults is symptomatic of what critics say is a loose credit culture that plagues Asia’s third-biggest economy, keeping underperforming companies in business, crowding out other borrowers and leaving taxpayers on the hook to recapitalise state banks. The Reserve Bank of India defines a wilful defaulter as a borrower that is able but unwilling to pay, has diverted loan proceeds for other than their initially stated use, or has overstated profits in order to obtain a loan. Policymakers have voiced growing about the problem in recent months, and are urging banks to get tough. “In India, there is no stigma attached to defaulting on bank loans,” said Sharad Bhatia, president, stressed assets manage-

ment, at Axis Bank, India’s No.3 private sector lender, which has filed a lawsuit against Kemrock in the western city of Ahmedabad in an effort to seize assets. “The defaulters’ ability to manage the system is much better than banks so they can get away easily.” Staterun Allahabad Bank is also owed money by Kemrock and said it was trying to get it declared a wilful defaulter. India has been alarmed by the rise in soured loans, especially at the state lenders that dominate the banking system, and wants to crack down on wilful defaults. Tackling the problem is difficult in a country that lacks a bankruptcy law and has notoriously clogged courts. Authorities have asked state banks to file police complaints against wilful defaulters or move to take over company managements, Financial Services Secretary Rajiv Takru said in October. State banks have also been asked to set up loan recovery departments, if they don’t already have them, and tighten procedures for new loans.

Sugar factories have not been able to start crushing cane this season due to what they called “unreasonable” demand of the farmers. While the Centre has fixed the MSP at Rs 2,100 per quintal, factories have unilaterally agreed to procure cane at higher prices up to Rs 2,500 a quintal. PANAji, November 29 (AgeNcies): A court in Goa granted interim relief till tomorrow to Tehelka founder and editor-in-chief Tarun Tejpal in a sexual assault case. The hearing was adjourned till 10 am on Saturday. Tejpal reached Goa amid protests outside the airport as the police had summoned him to appear before them. Tejpal’s lawyers had moved the court for bail after a joint team of Goa and Delhi police went to his residence in South Delhi’s Jungpura to arrest him this morning but did not find him there. Arguing for his bail, Tejpal’s lawyer Geeta Luthra said police is acting in partisan manner. “Investigation is being done on the behest of political forces. The lady is not normal,” said the lawyer. The judge slammed Tejpal’s lawyer for taking the name of the victim in an open court as she read the FIR. Earlier, speaking to

mediapersons outside the court, Tejpal’s lawyer had said, “Mr Tejpal has maintained dignity of the situation...he has only gone by law, shown his respect for the law. New Delhi, November 29 (AgeNcies): Emphasising that a live-in relationship is “neither a crime nor a sin though socially unacceptable in this country”, the Supreme Court has urged Parliament to consider framing comprehensive legislation to protect the interests of women and children in such relationships. A bench of Justices K S Radhakrishnan and P C Ghose, while making it clear that all live-in relationships — and especially polygamous relationships — would not come under the definition of a relation-

ship in the nature of a marriage, pointed out that the increasing number of such relationships called for attention from lawmakers. “Such relationship, it may be noted, may endure for a long time, and can result in a pattern of dependency and vulnerability, and increasing number of such relationships calls for adequate and effective protection, especially to the woman and children born out of that live-in-relationship. Legislature, of course, cannot promote pre-marital sex, though, at times, such relationships are intensely personal and people may ex-

The court underscored that several live-in relationships fell outside the purview of the Domestic Violence Act, and women and children were deprived of benefits like alimony and shelter both because of the legal vacuum and the deficiencies in the law. “Parliament should ponder over bringing in a proper legislation or make amendments to the Act so that women and the children born out of such kinds of relationships be protected, though those types of relationship might not be a relationship in the

New Delhi, November 29 (iANs): India has achieved a reduction in overall HIV infections, but injecting drug users remain one of the most vulnerable groups in the country as far as contracting HIV/AIDS is concerned, said a report. According to the latest report by the National Aids Control Organisation (NACO), while HIV prevalence in India among the general population stands at 0.40 percent, HIV prevalence among people who inject drugs is as high as 7.17 percent. Experts put the blame for the high figure in India on the poor background of drug users as well as the draconian Narcotics Drugs and Psychotropic Substances (NDPS) Act, which criminalises the drug user along with peddlers.“People who inject drugs face widespread discrimination, physical violence, hostility and harassment at social, medical and legal levels. This drives them away from availing services whichcan prevent at least thetransmission of HIV/AIDS,” said Francis Joseph, programme officer of the ‘Hridaya’ project being run by the India HIV/AIDS Alliance under the National AIDS Control Programme (NACP)- III. He also blamed the “harsh” NDPS Act for hampering the “harm reduction programmes” in many parts of India. “Some changes are needed in the law. It needs to be mellowed down, especially as far as drug users are concerned,” JosephtoldIANS.According to asenior NACO official, though the NDPS Act in itself is very stringent, there are some provisions which allow agencies to behave differently towards drug users, but those provisions are not followed by the police and others probably because they are not aware of them. “This certainly affects the injecting drugs users. They are marginalised and criminalised and pushed into risky behaviour,” he said. An AIIMS doctor dealing with the issue, who did not wish to be named, told IANS: “Our laws and policies need to provide a fearless environment for drug users to seek help. Amendments are needed in the NDPS Act to address this.” He said among all sections who are at risk of contracting HIV, injecting drug users are the most vulnerable as the transmission of HIV is fastest through the route of shared needles and syringes. Luv Verma, secretary, Department of AIDS Control, told IANS: “It is not our mandate to suggest any changes in the law. If our opinion is asked for it we will provide the same”. Another important factor, Joseph said, was the fact that most drug users in India come from poor backgrounds and share needles and syringes which makes them more vulnerable to HIV infection. “In Manipur and Nagaland for example, there is high involvement of former drug users in such programmes,” he said, adding efforts should be made to make the target population come out in the open. The Hridaya programme, for example, helps build the capacity of service providers, makes harm reduction programmes more gender-responsive, improves access to services and advocates the rights of people who inject drugs. According to recent NACO data, India has demonstrated an overall reduction of 57 percent in estimated annual new HIV infections (among adult population) from 0.274 million in 2000 to 0.116 million in 2011.

baNGKoK, NovEmbEr 29 (aP): Protesters in Thailand stormed the grounds of the national army headquarters on Friday, asking the military to support their campaign to topple Prime Minister Yingluck Shinawatra. In a letter addressed to the army chief, the protesters stopped short of calling for a coup but urged military leaders to “take a stand” in Thailand’s spiraling political crisis and state which side they are on. The crowd of 1,200 people stayed on the sprawling lawn of the Royal Thai Army compound for two hours before filing out peacefully. It was a bold act heavy with symbolism in a country that has experienced 18 successful or attempted military coups since the 1930s. The most recent was in 2006, when the military ousted Yingluck’s brother, the former leader Thaksin Shinawatra, who is living overseas to avoid a corruption conviction but is central to Thailand’s political conflict. For the past week, thousands of anti-government protesters have marched in Bangkok in a bid to unseat Yingluck, whom they accuse of serving as a proxy for her billionaire brother. Thaksin is adored by much of the country’s rural poor and despised by the educated elite and middleclass who accuse him of widespread corruption and other offenses. The demonstrations have raised fears of fresh political turmoil and instability in Thailand and pose the biggest threat to Yingluck’s administration since she came to power in 2011. Protesters branched out to several spots on Friday, with another crowd staging a rally outside the headquarters of Yingluck’s ruling Pheu Thai Party,

where hundreds of riot police stood guard to prevent them from entering. A separate crowd of more than 1,000 people marched through central Bangkok to the U.S. Embassy. Opposition lawmaker Korn Chatikavanij, a former finance minister, delivered a letter to an official there denouncing Yingluck’s leadership as illegitimate, in response to a statement from Washington that expressed concern about the protests. Despite heavy security in several protest areas, the army headquarters was apparently not expecting the protesters who had little trouble getting past the locked iron gate. “From what I understand, there was a padlock on the gate. They broke it and let themselves in,” said Sansern. The compound is next to the United Nations’ AsiaPacific headquarters in Bangkok. Yingluck has been reluctant to use force to evict the opposition-led protesters for fear of escalating the country’s tense political crisis and sparking bloodshed. Security forces have done little to stop protesters who have spent the week seizing government buildings and camping out at several of them in an effort to force a government shutdown while asking civil servants to join their rally. Crowd sizes peaked Sunday at over 100,000 and have dwindled in recent days to tens of thousands, but organizers have kept each day dramatic by targeting new and different seats of power. Thaksin, who lives in Dubai to avoid serving a jail term for a corruption conviction he says was politically motivated, is a highly polarizing figure in Thailand. Before Thaksin was toppled in a coup — allegedly for corruption, abuse of power and insulting the nation’s revered king — he won over Thailand’s rural underclass by introducing populist policies designed to benefit the poor. But his opponents, largely members of the urban middle class and elite, saw him as arrogant and a threat to democracy and their own privileges. Organized by the Manipur Horse Riding and Polo Association (MHRPA), the mega event is being held to commemorate the 150th anniversary of the first modern polo exhibition match between a Manipuri polo team and a British team in Kolkata in March 1864. vEmbER 29 (AP): Ryan Giggs' path to becoming the most durable and decorated player of the Premier League era can be traced back almost 32 years, to the moment his precocious talents were spotted by a milkman on a muddy school pitch in north-west Manchester. "He was just like a gazelle, flying up the wing," recalled Dennis Schofield, who happened to also be a scout at Manchester City. "I thought, 'Flipping heck, he's good this kid.'" Giggs was just 8 years old at the time, but his close control, pace and skills had Schofield salivating. "He is the most outstanding player I've seen at that age, even now. Like Stanley Matthews," Schofield, now 82, told The Associated Press. Three decades on and the comparison with Matthews could not be more apt. Like the England great, who played top-level football until he was 50, Giggs' longevity is going down in folklore. On Friday, the Manchester United midfielder turns 40. His hair is thinning and greying, his turn of pace isn't what it was and he is used more sparingly by the English champions, where he is now an assistant to manager David Moyes.

But Giggs the player is showing no sign of decline. From central midfield, he was the driving force behind United's devastating 5-0 victory over Bayer Leverkusen on Wednesday in the Champions League, club football's top and most intense competition. playing in the top flight for Crystal Palace) and Gordon Strachan are the only other outfield footballers to have played in the Premier League in their fifth decade. But none of the trio performed at the elite level throughout their careers as Giggs has done — and no one has come near his haul of titles and medals. The list keeps growing: 13

Giggs doesn't see himself quitting any time soon, either. Since turning 30, he has undertaken regular yoga sessions, which now is seen as an accepted method of keeping in shape even if, years ago, it earned funny looks in the macho world of football. He has also refined his game, playing deeper in midfield rather than on the wings. He relies on speed of thought rather than the speed of his legs, and he is way ahead of the rest. "He's an unbelievable footballer," Moyes said, "and is even getting better." Schofield believes the natural fitness Giggs is blessed with means he could go on for another four of five years. And he has been right about the Welshman before. Schofield recalls his chance first encounter with Giggs as if it was yesterday. "I was a milkman in those days, although I worked for City as a scout as well," he said in a phone interview. "I was on my milkfloat this day and all these kids came out of school. I said, "Are you going playing?" and they said, 'Yeah, just down the road.'

Setting the events in motion will be the Parade march of character sorts towards the Bamboo Hall at Kisama on December 5 from 9:30am to 12noon. The Parade will be presented by the staffs and students of the Academy which is the highlight for December 5. On December 6, the stage at Bamboo Hall, Kisama will be all geared up for a night of entertainment extravaganza, fusing culture, drama and fashion. The show will unravel elements with the improvisations of the past and present into one show through the presentations of a play followed by fashion show. Diverse Rhythm, Arenungla Longkumer, Lhusano Zakiesato & Vitsino Peseyie and Kivitoli Chishi, the four out of the five winners of the NIAPA Designers’ Award 2013 have been selected to showcase their designs at the fashion show. The Academy is working towardsshowcasing the transition from old to new through a medium of drama and fashion, keeping in mind “Culture” as the core concept. LoNDoN, November 29 (reUTers): Matchfixing cannot be eradicated but English soccer in 99.9 percent clean, Arsenal manager Arsene Wenger said on Friday shortly before two men were remanded in custody after being charged with conspiracy to defraud. The arrest on Thursday of two men alleged to be part of an illegal betting syndicate based in Singapore after an investigation by the National Crime Agency (NCA) has raised doubts about the integrity of the game. No Premier League matches are thought to have been targeted with the focus, according to media reports, on the lower reaches of English football but Wenger admits he is concerned. "I don't believe that in England people fix matches, but we live in an international world and you cannot just stop it at the border anymore," Wenger said at his Friday news conference. "It's a new problem that we all face. "I still think that 99.9 percent, the English game is completely clean. I hope that (the recent

charges) are an isolated incident." "When you see the happiness of the players when they score goals, even in the lower divisions, the passion of the fans when I was at Barnet for example, I can't believe there is a match-fixing problem in England. "Can it be eradicated completely? I'm not sure. Is it a concern for me and you who love the game? Certainly yes." Wenger said match-fixing needed to be fought around the world to save the sport from a bleak future. "Once you don't know anymore if everyone is genuine out there, that is something absolutely disastrous," he said. "I think we have absolutely to fight against that with the strongest severity to get that out of the game." While Wenger feels the huge salaries of Premier League players makes match-fixing in the top echelons unlikely, he said the lower leagues could be vulnerable. "Maybe the lower divisions are a bit more under threat because it is a bit more anonymous, there is less money so it is easier to buy people," he said. Wenger has first-hand experience of the effects of the problem described as a "cancer" by FIFA vicepresident Jim Boyce, having been at Monaco when Marseille were relegated from the French first division in 1994 following a match-fixing scandal. "That was much more serious," he said. "It was a period where European football was not clean, for different reasons, but I hope we have that behind us. "It was one of the most difficult periods in my life. But I think even in France now, the championship is completely clean."

mUmbAi, November 29 (PTi): Former Sri Lanka captain Arjuna Ranatunga feels India might find it difficult to defend their World Cup title in 2015, scheduled in Australia and New Zealand, due to the team's weak bowling resources. "India look very strong in their batting, but I don't know whether their bowling is good enough to win a World Cup," he said on the sidelines of the 'Wills Realtors' event here last night. The 1996 World Cup winning captain said young Indian batsmen have proved themselves in the shorter formats but need to perform well in Test cricket in overseas conditions. "When I saw Rohit Sharma a long time back, I was wondering why he is not playing in Test match. I feel he is one of the most talented cricketers I have seen. Even (Virat) Kohli is a talented cricketer. Batting wise, I am sure India is strong with the left-hand (batsman) Shikhar Dhawan. India is struggling with bowling. "The important fact is that they need to go out and win games. The testing part will be playing South Africa, playing in England, playing in Australia and not in the sub-continent. It is important to win matches at home but you are tested when you go out," he said. The 49-year old also felt that the other sub-continent team Pakistan too would find it difficult with its frail batting line-up. "Pakistan’s bowling looks good but the batting is still not good enough to win (titles)," he said. Former Sri Lanka pacer Chaminda Vaas felt that India has produced good fast bowlers but many are not getting the opportunity.

"I have seen so many good fast bowlers when I was in MRF a long time ago but only couple of guys are coming from that. This country has produced so many good cricketers and there are so many good fast bowlers in this country but they don't get a chance. "But the guys who have been given a chance they have done extremely well. They have taken from both ends and done really well," he said. Sri Lanka selector and former captain Sanath Jayasuriya said the Indian batting order is formidable with the top six players in good form and are capable of chasing a huge target. "As a batting unit, they are doing well. That is the key. Even if the openers are not playing well, the other six batsmen are in good form. That is the key. There is no problem chasing even 300 or 350, we have seen last few games, they are chasing quite comfortably," he said. Jayasuriya, who made the transition from a middle-order batsman to an opener, said India's decision to open with Rohit Sharma was the right thing. "Rohit was in the team. Everyone knows that he is a talented cricketer but you all couldn't get the maximum out of him. He went through a really bad period and went out of the team

and finally they got him to open. I don't know who got him to open but they did the right thing," he said. Ranatunga, however, felt that with the advent of T20, India would not be able to produce great batsmen like it had done in the past. "The younger generation doesn't watch proper cricket and learn. They can't learn from some of the present batsmen. I can't see the Gavaskars, Vengsarkars, Tendulkars, or Rahul Dravids or Laxmans coming out from this country anymore and that is the saddest part as far as I am concerned. "We looked up to India when we were young. We looked up to Gavaskar, Vengsarkar, Gundappa Viswanath, when we were kids but it doesn't happen anymore," he said. He further said the proposed World Test Championship would help to recreate interest in the longest form of the game. "You need something to bring up Test cricket. This Test championship will give lot of credibility to some of the countries and some of the players. I hope the wickets won't be batsmen friendly," he said. Not known to mince words, Ranatunga said he is not a fan of T20 and lamented about Sri Lanka Cricket (Board) cancelling a series against South Africa in the island nation. "South Africa was supposed to play in Sri Lanka and they (Sri Lanka Cricket Board) cancelled the tour to play domestic T20 tournament Sri Lanka Premier League. Ultimately, the sponsor didn't come and they cancelled it and also the South Africa series got cancelled. South Africa was the number one side. Playing in Colombo is not that easy (for them).
