Spasmo caught at railway station DIMAPUR, AUGUST 30 (MExN): Two men were arrested with around 12, 000 capsules of spasmo proxyvon at the Dimapur railway station on August 30. They were identified as Ram Kishore Das (27 years) and Surender Ram (24 years), both hailing from Motihari, Bihar. According to the officer-incharge of Government Railway Police Station, the duo was planning to hand over the consignment to an unidentified contact in Dimapur. But they were arrested before they could carry out the transaction during routine security frisking at the platform, the OC said. They were intercepted at around 12:30 pm while making their way out of the station after alighting from the train.
NEW DELHI/MUMBAI, AUGUST 30 (REUTERS): Prime Minister sought to quell talk of currency crisis on Friday, after the rupee plumbed record lows as it notched its biggest ever monthly fall, but there was no word of sweeping reforms needed to restore investor confidence. While global factors such as the potential end to U.S. stimulus and most recently tensions over Syria have sent emerging market currencies reeling, the scale of the rupee’s decline is far greater than most. With a view to promote local entrepreneurship in Nagaland, the State Government in collaboration with Youth Net today launched ‘Impact 5000 by 18’ at Hotel Vivor, Kohima. Chairing the function, Hekani Jakhalu, Director of Youthnet explained the initiative as a collective effort with aims to promote entrepreneurship among the youths with a specified target of 5000 entrepreneurs by 2018. Launching the initiative, Merentoshi Jamir, Minister of Sports and Youth Resources stressed on the role of youths in collectively building up society. Stating that the Government was focused on Youth empowerment, he encouraged the participants to set their goals on private sector jobs and local entrepreneurship and not just focus on public jobs. DIMAPUR, AUGUST 30 (NNN): Anguished over Manipur Government’s negative response on its series of demands, the All Tribal Disabled Students’ Union has on Friday announced a 72-hour bandh in the hill districts of Manipur from September 8-11 as the August 30 deadline set by the union to the Government ended. KG Khamgonglung, information and publicity secretary, ATDSU said that the union will impose a 72hour bandh in the five hill districts of Manipur from midnight of September 8 to September 11 midnight. It said the Government has not responded to the union’s legitimate demands that prompted it to take up the agitation. ADTSU had on July 19 last sought an appointment from Social Welfare minister for discussion on its demands, but no positive response has been given till date, it said.

Institute for Communication & Information Technology (ICIT) under Mokokchung district has been running without internet connectivity for the past many years. Located some eleven kilometers away from Mokokchung town, the ICIT, established in 2002 and spread over 30 acres of land in Ungma village jurisdiction, had many tales of grievances for top state officials and leaders who visited the institute today. The “pathetic” infrastructure, the “pond” for a playground was all visible when Parliamentary Secretary of Technical Education, Information Technology & Communication, S&T and Taxes, Tovihoto Aye visited the place today. A final year student, Ngoushutho, while speaking at the programme, highlighted on the need of internet connectivity in the ICIT campus. He said that due to poor internet connectivity, students have to go to Mokokchung town and use the cyber cafes for their assignments. The students, who joined in 2011, disclosed that they have not had internet connectivity since joining the institute. A faculty member said that the
institute had ‘V-Sat’ connections installed in the year 2009, but it went defunct. “We need broadband internet connection here,” said one faculty member. Her colleagues asserted that ‘V-Sat’ connections won’t ensure regular internet connectivity. “Fiber Optic internet connection is the only way to ensure good internet connectivity,” said another faculty member. Additional Director Arjun Singh revealed that the department has contacted a Bangalore based company to provide internet connectivity to the institute. That Bangalore based company (name undisclosed) is said to be providing internet connections in Dimapur already. Other problems highlighted included lack of library books, lack of computers, need for a playground and recreational centre etc. Additional Director, Arjun Singh said, “We can’t solve all the problems, but we are here to solve at least some of the problems.” He solicited the cooperation of students and teachers in solving the problems. The Parliamentary Secretary, on his part has assured full help to the Institute and further solicited the cooperation of the students and the teachers in making the technical education a rallying point in the state.
DIMAPUR, AUGUST 30 (MExN): A 17 year-old girl from Agartala, who was lured and abducted by a Dimapurbased businessman, was rescued in Dimapur. The accused, a second-hand clothes dealer identified as Saaduddin (23 years) had lured the girl over phone with false promise of love. According to the officer-incharge of Women Cell, the girl
was reported missing from Agartala on August 26. The girl had reportedly made her way to Dimapur after the accused asked her to come and meet him in Dimapur. She reached Dimapur on August 28, where she was received by the accused and taken to his house in New Market. But after reaching his home, the accused started to demand money from the helpless girl. His
initial demand was Rs. 5 lakhs which was later scaled down to Rs. 2 lakhs, the OC said. On August 29, Dimapur police was informed of a girl missing from Agartala by the Tripura police. Following the information, the girl was located in New Market the next day and rescued on August 30, while the accused was arrested. The OC said that their rela-

DIMAPUR, AUGUST 30 (MExN): For the second day, the Department of New and Renewable Energy (NRE) has been creating awareness on the use of renewable energy and its economy, among school students in Dimapur. On Friday, the Department rolled its Mobile Exhibition Van at DDSC Stadium and demonstrated its use and benefits to enthusiastic school children. Speaking to the children and teachers present, Assistant Director NRE, Er. Inaho P. Awomi said the exhibition was necessitated due to the grave issue of global warming owing to rise in temperature, depleting glaciers
etc. At this alarming rate of global warming, the use of renewable energy instead of using fossil fuel which is also fast depleting can contribute in a small way to mitigate the rise of global temperature, he said. “The use of renewable energy is pollution free, soundless, zero maintenance and so on,” Inaho said. He also highlighted the achievements of the Department, which became fully functional in 2010, within a short span of time. KohIMA, AUGUST 30 (DIPR): In a view to make collective effort towards the improvement of power sector in the State, Parliamentary Secretary, Power Department, Kipili Sangtam held a meeting with the Meter Readers and Bill Assistants of the Power Department at Chief Engineer’s Office, Kohima on August 30. Addressing the meeting, the Parliamentary said that the Power sector is the most important
department in the State as well as in the world where they are also the members. He therefore, urged them to speed up and improve whatever works they are assigned to do. Expressing concern over the ill practices in the Power department in the State, Sangtam said that Meters are kept but not running or tampered and the bills were collected in a concession rate. He said to the Bill Assistants that
whatever bill comes to their table cannot be reduced or increased and asked the Meter Readers to rectify the meters and further warned that the department will leave no stone unturned to check those practices and the employees who are involved in such wrong doings will be punished according to the court of law. The Assistant Director pointed out that the Department is still searching for investors for 10MW solar power plant project in Ganeshnagar. By next year, Inaho said, the Department would be installing solar power plants in all government institutes and HoDs in Dimapur. The exhibition was attended by various schools in Dimapur.

DIMAPUR, AUGUST 30 (MExN): For many students, freshers’ day is one of the most fun and gala days, and it seemed true for the students of Dimapur Government College (DGC) as hundreds of them thronged to the college campus on their 47th Freshers’ Social to cheer to the quirky, intelligent, and witty responses and displays of the new students today. The senior students booed, wooed, and applauded as the freshers decked out in pretty gowns and bowties responded to questions they picked out
of a bowl. Altogether eight boys and girls each took part in the freshers’ contest. After three rounds of introduction, talent presentation, and question and answer, Deborah Aonok and Mezaakum of first semester Arts were crowned the Miss and Mr Freshers 2013 title respectively. Principal Kuholi Chishi, while addressing the new students reminded them they are no longer in schools. “You are more free, more independent. It is time to take directions yourself.” But, she advised the students not to misuse
their freedom. “Freedom has lots of task attached to it. Be careful that you do not ruin yourself,” she said, while adding it is very important to learn to co-exist. The principal also pointed out the advantage of being dependent and inter-dependent. “More than physical and financial dependence, knowledge is most important.” Therefore, she urged the students to make optimum use of what the teachers can give, while also reminding them to learn to give and not only to take. As a newly inducted prin-
cipal, she also appealed the students to nurture “very” peaceful co-existence in the college. The teaching and learning environment should be peaceful, she said. “Make the college and ideal place for learning.” Meanwhile, Dr Norbert Noraho, former principal of the college, citing the report that India is expected to generate 47 million workforce by 2020, while most of the developed countries in the world will see immense workforce shortfall by then, told the students, “If you do well now, you will have a bright
future… We need not fear about being unemployed in the future.” He encouraged the students to equip themselves with the modern technologies as “these are going to occupy our learning process.” He asserted that learning does not restrict to classrooms and that one can learn a great deal from internet. He also motivated the students to dream high and big while quoting former president of India A.P.J Abdul Kalam, “Dream is not what you see while sleeping it is something that does not let you sleep.” Meanwhile drawing examples of Olympic runners John Stephen Akhwari and Derek Raymond, he emphasized on the importance of determination. “These are people who after facing difficulties persist.” Similarly, he told the students, “When you have difficulties do not shy away, do not run away, rather confront them.” The event was loaded with various entertaining performances, including mimicry by B.Com 3rd year students, and special presentation by faculty, which also showcased “Gangnam Style”.

Arunachal takes CPI step to give jobs to youth

Itanagar, august 30 (Ians): Arunachal Pradesh’s biggest initiative to empower youth with skills and jobs was launched here Friday by Governor Nirbhay Sharma with the aim of ending unemployment in the state in 10 years. The “job mela-cum-skill development selection rally” will see the participation of over 12,000 young people over the next three days. Chief Minister Nabam Tuki said the government would bear the cost of training the youth, expected to last three to six months. “I am making a sacrifice. I am spending on the youth by taking money out of other projects like road construction. This is to build the future of the state,” Tuki said. He said unemployment was growing in Arunachal Pradesh at 15 percent annually. It was estimated to be about two lakh of the state’s population of 14 lakh. “We want to create one lakh employment opportunities in the current five year plan,” Tuki said. He said the target was to create 25,000 employment opportunities this year and provide employment to all the youth in the state in the next 10 years. Tuki asked youth to seize opportunities in the private sector both inside and outside the state. The governor said about 55 percent of the state’s population was in the employable age group of 15 to 59 years. He said the young should not be shy of moving out of the state. sHILLOng, august 30 (tHE HInDu): Police have beefed up security measures in Meghalaya and Manipur as activists demanding the implementation of the Inner Line Permit (ILP) have chalked out agitations. The students and NGOs in Meghalaya say that they will launch agitations from Monday onwards. On the other hand, the activists in Manipur will intensify their ongoing campaign. The representatives of the activists in Meghalaya held a meeting with Chief Minister Mukul Sangma on Thursday on the implementation of the ILP in the state. It did not come as a complete surprise that Mr. Sangma spurned the demand. Because, all these years the Union government has been refusing to
reintroduce the ILP in Manipur. The inflamed activists in Manipur point out that the ILP is in force in Nagaland, Mizoram and Arunachal Pradesh. They fail to understand why this should be denied in Manipur. The activists in Meghalaya have also taken the same stand in this regard. Mr. Sangma was reported to have told the unconvinced and impassive representatives that since there is sufficient law to deal with the migrants in the state, there is no need to implement the ILP. He contended that the population of the non-locals in the state is decreasing. Quoting statistics, he said that while the population of the indigenous people constitute 86.5 per cent that of the outsiders is 13 per cent. Under the circumstances, the implemen-
tation of the ILP will send a wrong message. A separate directorate was opened to deal with the migrants. Besides there are already 39 labour inspectors to detect non-locals from work places. However, the activists fear that the indigenous people will be swamped sooner than expected and as such they have given final touches to launch protracted agitations. On the other hand, the NGOs and students’ organisations which had joined hands to demand the reintroduction of the ILP in Manipur have intensified various forms of agitations. At least 48 non-locals were detected at Kakching sub division in Thoubal district. It is alleged that they had obtained voters identity cards in the name of some Manipuris. Checking
of such bogus voters is being done in all 60 Assembly constituencies in the state. There have been other forms of agitations. According to the 2011 census, Manipur has a population of 22,93,896. Out of them as many as 7.04 lakh persons are non-locals. In the recent past, police had arrested some foreigners. They were convicted and sentenced to prison terms. In view of the agitations which had burgeoned at many parts, the cabinet took a decision on July 12, 2012 for the reintroduction of the ILP. The Bengal Eastern Frontier Regulation 1873 which was a different nomenclature of ILP was lifted from Manipur on November 18, 1950. The Manipur Assembly took a unanimous resolution on the reintroduction of the
ILP on July 13, 2012. The Manipur government sent a letter to the Union government on August 3, 2012 demanding the reintroduction of the ILP. However there has been no reply from the Union government. But the Union Home Minister Sushil Kumar Shinde was reported to have told some officials that it is not possible to reintroduce the ILP to Manipur now. In the wake of the people’s movement some insurgents had served quit notice to the migrant workers. All along some unidentified persons have been killing some migrant workers here and there. Indications are that the Union government cannot convince the activists in Manipur and Meghalaya since the ILP is in force in three other NE states.

The four packaged food items namely Mikko Nutritious Cereal (High Calcium)-25 g, Mikko (3 in 1 instant Coffeemix), Snacks (Bakery items) and Milk and Milk Product and Pickles/Achar items (fruits &fishes), etc have been
banned with immediate effect, an order issued by Ram Muivah, Principal Secretary (Health &Family Welfare) and Commissioner of Food Safety, Manipur, said. It said the above packaged food items are reportedly imported from Myanmar for selling in Manipur without labelling and import license and without indicating the name of the manufacturer, batch number, date of expiry. Such imported food items are selling in the state in violation of Section 23 & 25 of the Food Safety & Standards Act, 2006 and Regulation No-22 of the Food and Standards (packaging & Labelling) Regulation, 2011, the order said.

Using the Internet may become costlier NEW DELHI, AUGUST 30 (PTI): Using the Internet may become up to 30 per cent costlier as the Department of Telecom on Friday issued corrigendum to the new telecom licences agreement bringing revenue from these services under its cess net. As per the initial version of the Unified Licence on August 2, DoT had exempted Internet services revenue from adjusted gross revenue (AGR) -- part of telecom company’s earnings on which annual licence fee is levied. It had said that AGR will be calculated after deducting revenue from pure Internet (access and content) services, sales tax paid to the government and roaming revenue paid to other operators from the total revenue earned bytelecom service providers. However, in the corrigendum on calculation of AGR DoT has said: “Revenue from Pure Internet Service under heading BDeduct stands deleted.” Under the new licences, telecom operators (including Internet Services Providers) will have to pay uniform licence fee of 8 per cent annually on AGR. The Internet Service Providers Association of India has warned the step would lead to hike in consumer rates by up to 30 per cent. ISPAI president Rajesh Chharia said the move is a “major setback in broadband penetration specially in rural India, as there will be cascading effect and license fee on multi point will increase broadband price by 30 per cent”. He added that ISPs are in bad condition already and this will worsen their situation. “The whole Internet broadband business will become pure monopolistic, which is not good at all for the country. Only 1 or 2 big player will survive and they will take the benefit of monopoly market,” Chharia said.

he wild allegations leveled against the Parliamentary secretary for Economics & Statistics, Excise and LM&CP, T. Torechu, by the NSCN (I-M) USR has come as shock to the general public and one is made to wonder at the audacity of the those people behind the character assassination of a popularly elected public leader. Recently, the media has been splashing concocted news issued by one Simon Sangtam, secretary of the NSCN (I-M) USR that on August 24, the USR intercepted the convoy of the parliamentary secretary in Kiphire district. The USR alleged that they seized liquor from the vehicles in the convoy and even published “IMFL camera captured photos” of the purported incident in the media. Such wild allegations hurled against a leader elect-
ed by popular mandate is beyond wildest imagination and there is every suspicion that the allegations are either politically motivated or for personal gain/mileage to tarnish the image and good name of the parliamentary secretary. It is clarified that the allegations of the USR are baseless and unfounded. To cite and example, it can be proved beyond doubt that even the bolero with the seized IMFL as published in the media was never a part of the convoy when the said incident took place in Kiphire. One wonders from where the USR clicked the photo of the IMFL and fit it into their scheme of things. On the particular day (August 24) the parliamentary secretary along with his entourage including NPF party leaders was proceeding from Kohima to tour his constituency (Pungro-Kiphire) and also to
attend a church dedication programme. However, to utter disbelief of the parliamentary secretary, party leaders and his other entourage, some persons claiming themselves as functionaries of NSCN (I-M) USR waylaid the convoy of the parliamentary secretary at three spots, starting with LHEP junction. It is shocking that an elected leader who enjoys certain immunity as long as he occupies the respected seat of power should be waylaid and harassed by some persons using the name of a respected Naga national group. If a person of his stature is made to undergo such humiliation and harassment, then one can only imagine the fate of common citizens in the hands of such high handed people. And what about the other ministers, parliamentary secretaries or MLA who
may face similar situation in near future? Kiphire district is home to many Naga tribes including Sangtam, Yimchungrü and Sumi and Torechu as an elected member of the legislative assembly has always been giving his outmost for harmony and peaceful coexistence of all tribes under Kiphire district. In a multi-tribe and multi-lingual district, differences whether on political, personal or community lines is bound to exist, but our hon’ble parliamentary secretary is always of the view that petty differences should not overshadow the rich “unity in diversity” character of the district. Kohima Sanitation, Civic Sense And The Government
W
e talk about Sanitation problems, bad road conditions and traffic congestion in Kohima, The Capital City of Nagaland, but who does really Care? When these problems are highlighted in any form, there is always blame game from every concern authorities. When one approach any concern high authority, the answer is always the same. We have given direction to do the needful, Yes, in discussion and in paper, nothing seems to be impossible, yet the implementation part is seldom considered. Recently, the CEO of Kohima Municipal Council convened a meeting to discuss mainly the sanitation related problems, and here too, the “Blame Game” dominate the discussion. In the year 2011, the Government of Nagaland handed over 10(ten) Bolero Pick-up through KMC to 10(ten) Municipal ward out of 19 Kohima Municipal Wards to dispose their ward’s Garbage’s and declared Kohima a Dustbin Free Zone. The Ward Panchayat who receive the Vehicles are doing a great Job, yet this is not the complete solution to the Sanitation problems of the City. The Concern Panchayat are maintaining and executing this hazardous collection and disposing of Garbage’s by collecting Rs,50/- per Kitchen per month as directed by Kohima Municipal Council, yet, the KMC is insisting the Panchayat to pay 15% of the monthly Sanitation collection to the KMC”s coffers. Some say why should we pay to KMC? After all we are doing their dirty jobs, infact everybody’s dirty jobs? Instead, KMC should pay the Panchayat? But I know KMC cannot effort to help the Panchayat, as I personally understand the financial condition of the KMC, being an honorary member of the last KTC and the first KMC. As I understand, there is no regular state or Central Government budget for KMC, and KMC is running its affairs only on collection of toll tax, trade license fees etc. etc. If the Government of Nagaland is sincere to uphold the slogan of the Classic Club’s, “KOHIMA IS THE MIRROR OF NAGALAND” then the Government of Nagaland can do well to earmark some sanitation annual budget for the Panchayat through KMC, since the Kohima Municipal Ward Panchayat has no source of income whatsoever unlike Rural Village Panchayat or Councils. I am sure the Government have unaccounted resources to encourage Sanitation stan-
dard for a healthy environment. While discussing sanitation problems in Kohima, a friend innocently quarried, unlike MBBS Doctor taking specialization in a particular field, do we have civil Engineer’s taking specialization degree in Drainage? If not. We need to send some Engineers to take extra drainage specialization course. This, is an innocent quarry, but it’s a reality in Nagaland. Drainage system especially in Kohima is so bad that whenever there is a heavy downpour of rain, the streets of Kohima is full of plastic, bottles, pebbles and mud. The rain water flows randomly in the middle of streets which cause damage to the so called black topping. The department of P.W.D. Road and Bridge should take serious note of developing proper Drainage system in the state. Coming to Civic sense, problems of my opening write-up is everybody’s concern, be it sanitation, bad road or traffic jam, it is you and me who is creating the problem and not the Government. As far as I am concern, the policy of the Govt. is never bad, but the implementation part is wanting. In respect of Sanitation, do anybody care not to litter the street? Do you care to dispose off your garbage’s safely? CIVIC SENSE? I have being observing a sign board displayed for a long time below the old MLA hostel complex, “DIFFERNCE OF SINGAPORE AND NAGALAND, CIVIC SENSE” Its nothing that we cannot do, but we have to have the will to contribute to the society at no extra cost. Noksen bye-poll: Congress fears malpractice
Kohima, august 30 (mExN): The opposition Congress has taken a strong exception to Noksen village authority asking its candidate Limaonen Chang not to contest in the Noksen Assembly bye-elections to be held on September 4. In a letter to the Chief Electoral Officer, the Congress alleged that the Noksen Village Council had issued a diktat to Limaonen not to contest in the byeelection and pave the way for Naga Peoples Front (NPF) candidate, C M Chang, who is also from the same village. “The village council is duly constituted under

Odyuotsu Ekhung objects bail granted to triple murder accused
Dimapur, august 30 (mExN): Odyuotsu Ekhung, the apex union of the Odyuo clan (Lotha), has strongly condemned “the action of the Diphu Police, and the Magistrate/Court under which the jurisdiction of the Diphu Police Station falls” for granting bail to Wobenthung Humtsoe, one of the accused in the Bor-Lengri triple murder case. In a press release, the union expressed shock that the accused was granted bail despite “proof and circumstantial evidence and witness.” The release further said that the Union has sent a letter to the Diphu Police and also to the magistrate concerned, questioning under what provisions of law and judgment “the criminals with cognizable offence, criminals who have confessed to murder, could be granted bail.” “This is a mockery of the Indian Judicial System and Police Administration of Assam,” it said. “If necessary this matter would be reported to the Chief Justice of Guwahati High Court or the Governor of Assam and also Nagaland, if in the interest of justice, proper trial mid conviction of the accused is not taken up at the earliest.” The union has urged the Diphu Police and the magistrate concerned to “quash the bail petition of the accused, re-arrest him, bring to proper trial and deliver justice at the earliest time possible.”

n a dirt road passing through sparkling lakes and spruce woods in the wilds of northern Sweden, a woman belonging to Europe’s only indigenous people — the Sami — chants a traditional, high-pitched tune. Since the end of the last Ice Age, the Sami have wandered the vast landscapes of northern Europe, herding reindeer and nurturing a philosophy of harmony with nature. This time, however, the woman’s Joik — a Sami chant that involves gliding over notes without lyrics — has a desperate tone to it: Her voice trembles and grows into a scream as four policemen remove her from the road. She had been protesting a British mining company’s plans to open an open pit mine on ancient lands. The woman is one of dozens of Sami and environmental activists who gathered recently on the site, setting up road blocks, burning bonfires and flying the Sami flag, with the aim to block the company from conducting test blasts near the town of Jokkmokk on the Arctic Circle. The escalating conflict pits the Sami’s lifestyle and stunning mountain environment against job creation in an area suffering population decline. The dispute has largely divided the population of Jokkmokk, a town of 5,000 people, into two camps — with Sami and environmentalists on one side and non-Sami locals and entrepreneurs on the other. While the town looks peaceful on the surface, the two camps have hurled venom at each in social media, and some fear the rift could upset the calm in an area where Sami and other Swedes have lived peacefully together for centuries. “I’m a Sami. And we are standing on Sami ground,” said Henrik Blind, who says the mine directly threatens reindeer herding, and likens the project to “colonization.” The Sami people number about 80,000, including 50,000 in Norway, 20,000 in Sweden, 8,000 in Finland and 2,000 in Russia. International organizations recognize the Sami as Europe’s only indigenous people because of their unique cultural roots that predate the creation of nation states. In the past, the Sami wore colorful dresses and hats, lived in tents and wandered or skied with reindeer across vast grazing lands, which cover about a third of Sweden’s territory. Nowadays, these people are well integrated into society, and only don traditional clothes for special occasions. They use snowmobiles, quad bikes and even sometimes trucks and helicopters

The mining camp said the amount of land to be used for iron ore mining is so small it would hardly affect reindeer herding.
Fred Boman, CEO of Beowulf Mining’s Swedish subsidiary, said the Sami village closest to the mine has a herding area for its 4,500 reindeer of around 4,000 square kilometers (1,500 sq. miles) and the mine would use no more than 20 square kilometers (8 sq. miles). And, he said, mining would create around 250 jobs, as well as opportunities for local businesses. Kjell Ek, 62, a non-Sami local who is in favor of the mine, said he thinks the mining industry is crucial for the future of the town, which in the past 50 years has seen its population more than halve. “Stores are empty, houses are empty — if no one comes to this society it will slowly die out,” Ek said. “Unfortunately, we can’t live on reindeer herding alone.” Sami herder Jonas Vannar, 34, said the reindeer need every patch of their grazing grounds to get enough food. He said truck transportation of reindeer is only used occasionally, to get around obstacles already placed in Sami territory, and whenever possible the Sami herd by foot. And he said movement of materials to and from the mine risks increasing road killings of reindeer; recently, a nearby train line killed as many as 1,200 reindeer in one season. According to Swedish law, the Sami people cannot claim ownership of the land where they have lived for nearly 9,000 years, but have the right to use it for herding. The mining dispute has led to renewed calls for the government to adopt changes that recognize Sami ownership rights over the land. Last week a group of Sami representatives met with the Minister for Rural Affairs, Eskil Erlandsson, to discuss their claims. Boman questioned whether giving ownership rights over such vast lands rich in resources to a small group of people, based on “birthright,” would be democratic. “Should a few reindeer owners have the ownership rights, decide about, and receive incomes from all water power, mines and wind power?,” he asked. Beowulf Mining’s mining application is pending a review of a local environmental impact assessment, expected by the end of September. Erlandsson, the government representative responsible for Sami matters, declined to comment on the dispute. Meanwhile, Sami rights experts say Sweden is shirking its duties with regard to the Sami. “Legally, Sweden has a long way to go to take full responsibility for the Sami people,” said Christina Allard, an associate professor at Lulea University, who is not a Sami. She said Sweden — unlike Norway and many other countries — has yet to sign onto a legally binding international convention protecting the rights of indigenous peoples. “They simply have the right to use the land.”

s well as the obvious classes like bombmaking, Kim DongSik’s intensive spy training in North Korea included memorising hundreds of South Korean pop songs and dance moves. Such strategies for assimilating into South Korean society were considered essential to avoid suspicion, Kim revealed in a recently-published memoir that lifts the lid on some of the workings of the North’s spy agency. Now 51, Kim was captured in the South in 1995 and spent years undergoing interrogation before renouncing communism and joining the South’s intelligence authorities as an analyst. In his memoir, he recalls being handpicked when he was 17, and entering the Kumsong political military university in Pyongyang which specialised in nurturing secret agents to run covert operations in the South. He was among 200 students selected each year after a national search that took into account looks, family background, school grades and, above all, unquestioning loyalty to the North Korean leadership. The elite trainees were not allowed to leave the campus or contact anyone outside its walls -- including their families. The only exceptions were New Year greetings cards they were allowed to send home, but with no return address. Days were filled with intense training in a large range of skills from martial arts, weapons and bombmaking to wall climbing, geology, Morse code and marine navigation. All these were fitted around mandatory ideology classes. In an interview in Seoul with AFP, the stocky, soft-spoken Kim said the course instructors repeatedly hammered home the idea that he and his classmates must always be prepared to sacrifice their lives for their mission. If faced with capture, they should swallow cyanide pills rather than allow themselves to be taken alive and interrogated. “The thought of death always weighed on our shoulders ... it was a very heavy burden for a bunch of 20-year-olds,” he said. Dozens dropped out of the high-pressure course, but Kim persevered, lured in part by the prospect of quick promotion within the ruling Workers’ Party. After graduation, the focus switched to training the agents to pass as locals. South Koreans abducted and smuggled back into the North were among those who instructed them in mastering the right accents and understanding the social and political culture of the capitalist South. This “enemization” process gave them their first real taste of life outside the isolated North, as they consumed a daily diet of South Korean TV shows, movies, magazines, newspapers and books. Popular songs and dance moves were memorised, along with the names and careers of prominent TV celebrities and sports stars. The course material suggested that the life of South Koreans was very different from the image portrayed in the North’s official propaganda of “impoverished puppets suffering under US imperialism”. But Kim said he and the other trainees saw nothing amiss. “We
were too loyal to be shaken up by things like that,” he said. “We were told that only rich capitalists could enjoy all the good things in the South, and we never questioned that.” After nearly 10 years of training, Kim was finally given his first mission and sent to the South in 1990 to try and recruit some left-wing activists, and help bring back Ri Son-Sil, an elderly agent who ran a vast network of spies in the South. Two years later, Ri’s name would make headlines in the South when dozens of leftwing activists were arrested and accused of cooperating with her to spy for the North in the 1980s. “The activists were important targets because they could provide valuable inside information and help shape public opinion in our favour if they got into politics,” Kim said. His mission was successful and he was awarded the prestigious “Hero of the Republic” medal on his return to North Korea. In 1995, he was sent back as part of a two-man team to bring out -- by force if necessary -- a spy posing as a monk who was suspected of working as a double agent with the South Korean intelligence service. The mission was compromised and the two were tracked down by South Korean security forces. In the ensuing gun battle, Kim’s fellow agent was killed and he was wounded and captured. Kim declined to comment in any detail about the four years he spent in the custody of military intelligence, saying only that it was “quite difficult.” In the end, he was not imprisoned, but taken on as an intelligence officer having renounced any loyalty to the North. “Apparently they thought that, with all the experiences and information I had, I had more value as an intelligence analyst than something else,” Kim said. The North Korean authorities were not so forgiving. Kim later learned his parents in the North had been “purged” after his arrest, meaning they had either been sent to a prison camp or executed. “In their eyes I had failed twice -- both with the mission and in not killing myself before being arrested,” he said. He started a new life in South Korea, marrying and having two sons, and earning a Ph.D with a thesis on the North’s spying strategy. “My life was once full of drama ... there were so many days when death seemed to be constantly hanging over my head,” he said. “But I’ve learned to appreciate an ordinary, quiet life. I wish I could grow old and die that way.” Kim, who still guards his privacy and refused to be photographed front-on, said he had written the book for his sons, so that “they can someday understand my past.” “I also wanted to get things off my chest ... and put this piece of history people don’t really know into the record,” he added.

n these days, as Mumbai is agog with news of another rape, a young journalist friend told me about a conversation on a suburban train. She was in the women’s compartment, on her way to work not far from where this latest outrage happened. Naturally, several women around her were discussing the episode. One woman zeroed in on—wait for it—the core of the issue. “You look at the clothes these girls are wearing these days,” she said. “Why just one, she should have been raped by 10 men!” Outraged by this remark, my friend tried to say something. The woman rounded on her: “You keep out of this, I wasn’t talking to you!” Rudeness apart, here’s my opinion, whatever it’s worth: Attitudes like this—and it’s a delusion to think they are not widespread—will ensure that women keep getting raped. And this is why the lesson for me, to take from one more ghastly rape, is about attitudes. Like the rickshaw driver’s attitude: Not long ago, I took a rickshaw home from the airport. We passed a long stretch that is a favorite spot for young lovers seeking a modicum of privacy. In a city that affords them so little, they find it, ironically, on the side of a busy highway. On any given evening, that stretch is populated by dozens of young couples, embracing and chatting and kissing, as couples must do. All as cars and buses and taxis, sometimes with loads of gawkers, zip past. As we drove by that day, my til-then-silent rickshaw driver began muttering. He was clearly irate about something and soon he couldn’t keep his feelings to himself any longer. “All these people,” he burst out, waving a hairy arm at the lovers so vigorously that our rickshaw careened across the lanes, “someone should bring a gun and shoot them all dead, one by one.” “Why?” I spluttered, confounded. “Don’t you see?” he said. “They are spoiling
our Indian culture!” Ah yes, that Indian culture that, no doubt, calls for the wholesale murder of cooing couples. That’s the one my driver must have meant. Like the collegiate moral brigade’s attitude: One evening a few weeks ago, 70 city college students turned up at another favorite lovers’ hangout spot, a 20-minute walk from the highway stretch. It was International Youth Day, August 12, and to observe it, these kids had come up with the perfect campaign. What they did was they surrounded other young people they found there—more couples doing some cuddling—and “asked them to refrain from public displays of affection (PDA).” They held up placards that said (in Hindi, in which it rhymes better): “The crime you’re committing with your girlfriend, go get a room”, and “Have some shame, do all this in your home.” Note the “your girlfriend.” As ever with moral champions, somehow it’s the man corrupting the woman. One of these moral policewomen—herself just 17—had this to say: “We would like to frequent places such as [this] but prefer not to because it is full of people indulging in embarrassing displays of affection. We are not against couples, but only against those indulging in PDA which makes others uncomfortable. They should instead get rooms and do it in privacy.” It embarrasses her and makes her uncomfortable, but she chooses nevertheless to close in on these couples and harass them. What we’re seeing here is what Alexander Cockburn once saw as well, after the Monica Lewinsky episode: “What we’re seeing here is one of the most disgusting of all spectacles: Puritans wringing their hands while clambering on one another’s shoulders to peep in the bedroom window.” Like the god-man’s attitude: soon after the horrifying rape of a young woman in Delhi last December, the famous “spiritual leader” Asaram Bapu announced that the girl was as much at
fault for what happened to her as the rapists were. Mistakes, he said, are “not committed [only] from one side.” What’s more, he said, the woman “should have taken God’s name and ... held the hand of one of the men and said ‘I consider you as my brother’, and should have said to the other two, ‘Brother I am helpless, you are my brother, my religious brother.’” Had she done this, said Asaram Bapu, “the misconduct wouldn’t have happened.” Never mind the reference to a gang rape and murder—for the woman eventually died of her wounds—as mere “misconduct.” Never mind the nearly obscene advice that a woman about to be raped should call the murderous thugs “brothers” in the hope that this would save her. Never mind those things, and merely consider Asaram Bapu’s most recent appearance in the public eye. Just days ago, a 16 year-old girl accused the man himself of sexually assaulting her. “Baseless allegations are leveled against me,” said Asaram Bapu, “because I preach Indian culture.” Whatever. In an angry, passionate outburst after this Mumbai rape, Lakshmi Chaudhry writes: “[Indian women] all live with a debilitating sense of being under constant siege, an ever-present anxiety that a lewd comment or casual grope may lead to a full-on assault; the nagging worry that this auto or cab or bus driver may turn out to be the wrong one; the paranoia triggered by a slowly circling car filled with men. This, this is the price of being a woman in India. And it is paid by all of us, irrespective of color, caste or class.” The price, indeed. Let’s talk about attitude. Let’s talk about culture. In fact, let’s give Chaudhry the last word there: “The ugl[y] reality is that while rape may be considered a crime, we live in a culture where sexual harassment is so routine as to be unremarkable.”
The Situation of Migration from Manipur and Nagaland to Delhi

eople from North East India continue to choose Delhi, the National Capital Territory, as their favourite migration destination despite of atrocities, injustices, discriminations and prejudices invariably done by “selective” Delhites to them, particularly the ill-fated ones, due to racial differences in appearance. North East people continue to subdue such incidences and continue to migrate and remain in Delhi because mainly they know that all Delhites are not the same as there are many migrants from other parts of India and settled there, and they want to explore better opportunities in terms of job or education. Large portion of these migrants are among the youth (15-29 years of age). For example, 2001 census of India recorded that 64 and 51 percent of them from Manipur and Nagaland respectively were youth. Migration arises due to the prevailing unrest situations resulted from social violence, poor economic performance (infrastructure, technology, output, and market), limited quality education and most importantly unemployment issues besides political volatility in these states. Migration mitigates the unrest situation at the place of origin. However, it aggravated at the destination. They choose Delhi because of better systems of education, infrastructure, transportation, amenities including health facilities; wider job opportunities, higher salary and better working environment; fast moving lifestyle etc. Migration from the two states is rapidly increasing from just 1300 people (migrants by place of last residence) in 1981 to just over 2000 in the following period. Later in 2001, it has substantially increased to close to 24 thousand. It was growing at the rate of over 24 percent annually during 1991-2001. Of these, in the 1980s and 1990s, about 62 percent were from Manipur. However, only 24 percent were recorded from Manipur, and the rest from Nagaland, in the later decade. Sadly, migration data for 2011 census is not yet available. However, assuming migration continues to grow at the rate of 19912001; then, the interpolated figure of migrants in 2011 is 2.69 lakh that appears to be high. Hence, by making a slight adjustment by assum-
ing 50 percent of them return back to their place of origin or migrated further elsewhere arrive the estimated figure at 1.4 lakh from these two states in Delhi at present. Moreover, male continues to dominate in migration as sex ratio is still low at 716 in 2001, which has improved from 678 two decade back. The ratio could have improved significantly because increasingly females from rural areas are migrating to Delhi for employment in particular. Census data shows that migration for employment and education from these states to Delhi has increased from about 40 percent in 1981 to 45 percent in 2001. Migration for employment as a reason is even much greater than for education. For instance, in 2001, over 36 percent of them migrated for employment whereas about nine percent migrated specifically for education. Moreover, census of India 2011 might show a greater level of migration for employment and education as unemployment problems aggravated and educational system remains relatively poor in these states. It suggest a situation of distress migration as involuntary unemployment worsened and higher educational system fails to accommodate students who aspires for higher study due to the apathy by the government of these states in expanding its infrastructure. The result of the field study conducted by me (2008) in Delhi shows that migrants from North East engage largely in the modest profiled jobs such as in the shops, parlour, hospitality and call centres where job security and career advancement is a constraint. Recently, in Delhi, police figured ten thousand fake call centres indulging in illegal activities of cheating innocent people (Times of India, 21 Jan 2013). Many of those working in call centres may not be aware that they are working in fake call centres. They may find difficulty in exiting from it, even if they know, as they may be involuntarily unemployed again. In Delhi most of the migrants from North East pursue a conventional arts subjects followed by science. Few trail for commerce or accounting. People studying job oriented pro-
fessional courses (medical, engineering, management, CA or CS or for that matter vocational courses) are still negligible. This situation needs to be reversed. Unemployment issue is reasoned with their educational background which is arts centric. Student migrants choose subjects which require less effort/study for appearing in examinations. Ultimately, they remain unemployed or became employed in low profile job. In Delhi, student migrants effortlessly get admission into higher studies because of the reservation policy for Scheduled Tribes and Castes as well as Other Backward Classes. The educational system (subject options, syllabus, class lecture, examination standard) is relatively better in Delhi than these states; so the prospect of becoming employed is greater apart from other exposure like scholarship abroad. Recently, many new courses mostly professionals and or specialised are being offered. Delhi has a wider opportunities or openings not only for jobs but for education too. Students mostly after completing their studies continue to stay back in Delhi with the financial support from their parents, sibling and even self by doing a part time job (like in call centres) and continue to seek for better and secured employment. Of course there are return migrants, who return back to their place of origin after failing to get their aspired job or after completion of their education or after financial supports are withdrawn or return for marriage and settlement, which aggravated the unemployment problem at their place of origin i.e. Manipur and Nagaland. Additionally, it is difficult to estimate the level of remittances. However, there is a significant amount of money remitted to their place of origin and improves their household standard of living, there are many instances in remitting money for construction of their house and for daily expenses. Interestingly, sibling who works in Delhi supports their sibling’s studies in Delhi itself. Therefore, migration from these states is not only for private benefit to get employment or learn in better educational system but also for social benefit to lower social problems and improve economic conditions.
entina Temjen Constance: Yet another incident marked the latest in a long series of embarrassments and black marks for Nagaland police. I'm sure this is not the first time I've experienced policemen in uniforms totally wasted and doing wrong in public places. It's just so disturbing & embarrassing. Yesterday afternoon, I was in the car with my son & my sister sat at the back seat with me & my aunt in the front. An escort gypsy (NL10 6355) with four policemen at the back and two in the front was driving in front of us, not sure if all of them had a drink or two but I'm certain the two at the back had more than a drink because they couldn't even hold themselves up and one of them kept staring at my aunt every time we stopped in the traffic which made her feel quite intimidated. And they were just shouting & howling at every car/person that passed them. Not only that they were passing lewd comments to the girls passing by, they even stopped the car in front of two girls and commented "Ahibo kui ley ahibi ". I find it disturbing, but not surprising, that there is no clause in the contract, or even a policy, that drinking in the job especially when you're in your uniform is a termination offence. I suggest such policemen should be suspended on disciplinary ground. I also believe we should support those who protect & serve us BUT in order for public to put our trust and support in the police department, they should show us that they are willing to weed out those who abuse our trust. Replace the bad element with someone who is willing to take the job, honor and cherish it. Not hide behind the uniform and think he/she is beyond the law.

iz Ltu: Dear Diary, today was just another boring, scopeless, hopeless and frustrated day. I cannot find a perfect word to describe my day. I don't know how long this frustration is going to last (hopefully not forever). For the past many months my thoughts were filled with negative outlook. Sometimes I feel like I was born at the wrong place or in the wrong time considering the "Lack of development" situation or "Lack of innovation" environment. Had I been born elsewhere I would have been pretty successful by now. (With all due respect to my beloved parents this has got nothing to do with them). My frustration level increases every day. I woke up this morning late (As usual). Got my usual dose of lecture from mom on how a woman should get up early and do the household chores and stuff. Well, I can't blame her because she didn't know that I had a terrible nightmare last night because I suddenly happen to wake up in the middle of the night thinking about my career and had to spend three hours of my peaceful sleep imagining my future. Anyways her shouting didn't seem to have much impact on me because I have better (Or rather worse) problems to be troubled about. And for the record the present society seem to be more concerned about "the status of women" rather than "the household chores of women." I had my tea and checked the newspaper as usual. The first thing I check is 'Not' the latest news of corruption and bloodshed on the first page (They don't attract my attention any longer) but the middle page (yess the advertisement page). I check every single column to see if there is any job vacancy where I could somehow fit in, unfortunately these advertisements often seem to ignore my 'abilities' and 'capabilities'. But that doesn't deter me or make me quitter because there is always tomorrow and tomorrow always come with a newspaper and newspaper comes with advertisement too. Somehow my conscience tells me that a perfect job awaits me. Well even my dad has begun to take the advertisement page a little more serious than I do. He would keep on bugging me everyday to apply for all the unnecessary post in the advertisement. Sometimes I literally want to burn the newspaper especially the advertisement page before it gets to my dad (Of course after I do the usual round of checking) My frustration makes me want to live in isolation. I hate to see people especially the ones of my age who are living a successful life. The worst part is when someone asks me "What are you doing?" That's the most painful and dreaded question I have ever come across in my life. And replying them "Nothing" is the most tragic answer ever given. "How are you?" would have sounded much better. But people are more concerned with "What" rather than "How". No wonder "Why" our youths face a lot of stress, frustration, depression and lack of self-confidence. Speaking of exams I have another exam coming up next week. This exam is for some Bank Clerk. For the record, I never like math. And here I am struggling to solve some problem like an imbecile, applying every possible formula I remember somehow from my school days. I'm already sick of giving exams one after the other. I don't remember the countless number of applications I have filled up the many numbers of passport photos I have to develop in the process. The frustration deep within me reflects apparently on my photo. And also not forgetting the precious money I have wasted from my limited pocket money. I could have bought something nice for myself with those money and be temporary happy. Ever since I graduated I've been 'preparin' and 'appearin' every competitive exams from LDA to Police force, from Caretaker to Gazetted post, from Computer Programmer to some NGO worker, from school teacher to Lecture etc. In short, where 'graduate’ from any discipline' is the criteria, I apply (rather compelled to apply because all my unemployed friends are applying and my parents won't let me escape any exam that they know of). It has become more like a crime for unemployed youth not to face any exam whether she or he is interested, and upon another failure it brings to my belief that most of these exams are 'corrupted' based on nepotism, favoritism and bribery. This is NAGALAND! I have also started reading a lot of 'Self-help' books hoping these books would change my life for better. These books always stress on 'positive attitude'. They don't realize that given the tragic circumstances and moribund conditions it is not easy to have the so-called 'positive attitude'. By the way, I got a compliment from a lady neighbour today. She said I have lost weight in the past few months. As a matter of fact, that seem to be the only decent line she could come up with, seeing my pathetic condition- physically and emotionally. Well, may not exactly a compliment but I'll take that as a compliment for the sake if 'positive attitude'. What is more pathetic is that my irresponsible younger brother has also begun to worry about my career leaving behind his record of disastrous marks. Hmmm... my jobless state seems to be more threatening than his "Passed Under Consideration" marksheet. Well, no matter how frustrated my day may begin and end, I believe that there is still a thing called "HOPE". I believe that God will rescue me from this chain of frustration very soon. My God is a fair God and He will let me have my moment; and when I look back at my days of misery I'll just laugh about it and be glad that those days actually made me a better person. Well...That's about it for now. Hope tomorrow comes with better advertisement, better compliment, better opportunity and a better me. Goodnight Diary!

New Delhi, August 30 (iANs): His resolve is written large on his face. Pankaj Yadav, 18, has made it to the Indian Institute of Technology (BHU)-Varanasi, overcoming his handicap of losing an eye to cancer 13 years ago. In doing so, this cancer survivor has set an example for hundreds of others like him who have fought off the dreaded disease. The National Society for Childhood Cancer and Cankids...Kidscan have committed to supporting his family to meet his higher education costs of Rs.400,000 over four years and are seeking donors to help him. “When I lost an eye at the age of five, no one imagined that I would go far in academics,” said Yadav, a resident of Haryana whose father is a constable in the paramilitary Central Reserve Police Force.
“Even when I started my preparations for the IIT entrance exam, not many of my peers believed that I would crack it,” said the survivor of retinoblastoma eye cancer, who sports a plastic left eye. Sushila Devi, Pankaj’s mother, is all praise for her son’s courage. “It is a miracle. After his fight against cancer, our middle class family had little hope of his making it big. But Pankaj made it through IIT and MBBS entrance.” “Now, after his IIT course he should serve others like him who have overcome adversity,” she said. Pankaj’s younger sister, Mamata, 14, is in Class 10. “I will try to do something like him,” she said. The IIT-entrant was among the 23 cancer patients and survivors who were recently honoured by Cankids in New Delhi with scholar-
ships under the 6th Annual National Childhood Cancer Scholarship Programme 2013. Over 830 child cancer patients and survivors, aged 5 to 21, from 24 cancer hospitals across the country had applied for the scholarships. The programme was hosted in association with Indraprastha Apollo Hospital, New Delhi. “Twenty-three children were given cash awards, citations and trophies in different categories. But every cancer fighter who applied is being given a medal and certificate. We are sending them to the hospitals to hold small ceremonies and award all the participants,” Cankids education officer Tannu Sharma said. Among the awardees was Aman Saxena, who is fighting a nose and throat cancer relapse. The second year BA student from Delhi’s Shaheed Bhagat Singh College
won the KCK Cancer Awareness and Social Contribution Award for pioneering work through his Jasba Theatre group. “It was an honour to get the scholarship. Hopefully, it will take me closer to my dream of meeting (singer) Kailash Kher,” said Aman, who himself was a good singer till his voice started fading due to his ailment. Amita Mahajan, senior consultant (Paediatric Hematology and Oncology), Indraprastha Apollo Hospital and chairman of Cankids Medical Advisory, said: “The programme was an occasion to recognise the indomitable courage and bravery of children suffering from cancer who have either survived the disease or are still undergoing treatment.” “It was also a platform to motivate and encourage those children who have fought cancer and emerged as
winners,” she added. Nearly 50,000 new cases of childhood cancers are reported in the country every year. The common features among these are acute lymphocytic, leukemia, brain tumor, bone tumor and tumor of bone and kidney. The cause of many cancers is unknown, but most childhood cancers are far more curable than adult cancers. Awareness about cancer in children has picked up but needs to grow more. “This leads to early diagnosis. Today we can cure more than 70 percent of all cancers in children. The survival of cancer-affected children is improving in the country and we are catching up with the developed nations, where survival rates are as high as 95 percent,” Mahajan said. Iksha Kumari, a nine-year-old girl undergoing treatment for ovarian
cancer at MCS Patna, was also among the scholarship winners. She scored 99 percent in Class 1 even while undergoing treatment. She was awarded the Yoginder Kishen Agnihotri Scholarship for Academic Excellence in the junior category. Leela Agnihotri, who has instituted three of the 16 scholarships in memory of her parents, her husband and her son, said: “Honouring the bravery and courage of the children who have excelled even as they battle their cancer is the most fitting tribute to my family, especially my husband who recently died of cancer.” Kapil Chawla, Awareness Advocacy Officer of Cankids, said: “The scholarships for supporting education of cancer patients and survivors are aimed at showing to other patients that they too can become role models for other little bravehearts.”

Hollande does not need French parliamentary approval to launch military action that lasts less than four months. Assad, who has denied using chemical weapons, vowed his country “will defend itself against any aggression.” Some of the UN chemical weapons experts will travel directly from Syria on Saturday to different laboratories around Europe to deliver “an extensive amount of material” gathered, UN spokesman Farhan Haq said. Study finds poverty reduces brain power Marijuana top illegal drug used worldwide
LONDON, AuGuST 30 (ReuTeRS): Poverty and the all-consuming fretting that comes with it require so much mental energy that the poor have little brain power left to devote to other areas of life, according to the findings of an international study published on Thursday. The mental strain could be costing poor people up to 13 IQ (intelligence quotient) points and means they are more likely to make mistakes and bad decisions that amplify and perpetuate their financial woes, researchers found. “Our results suggest that when you are poor, money is not the only thing in short supply. Cognitive capacity is also stretched thin,” said Harvard economist Sendhil Mullainathan, part of an international team that conducted the study. In a series of experiments, researchers from Harvard, Princeton and other universities in North America and from Britain’s University of Warwick found that pressing financial worries had an immediate impact on poor people’s ability to perform well in cognitive and logic tests. Far from signaling that poor people are stupid, the results suggest those living on a tight budget have their effective brain power, or what the researchers called “mental
bandwidth”, dramatically limited by the stress of making ends meet. On average, someone weighed down by money woes showed a drop in cognitive function in one part of the study that was comparable to a 13 point dip in IQ, and similar to the performance deficit expected from someone who has missed a whole night’s sleep. “Previous views of poverty have blamed (it) on personal failings, on an environment that is not conducive to success,” said Jiaying Zhao, an assistant professor of psychology at the University of British Columbia in Canada. “We are arguing that the lack of financial resources itself can lead to impaired cognitive function,” she said. Eldar Shafir, a professor of psychology and public affairs at Princeton who worked on the research team, said it was not stress in general, but financial worries in particular, that led to a reduced ability to make sound decisions. “The poor are often highly effective at focusing on and dealing with pressing problems,” he said. “But they don’t have leftover bandwidth to devote to other tasks. “So, if you live in poverty, you’re more error prone and errors cost you more dearly -- it’s hard to find a way out.” The researchers studied two very
different groups - shoppers at a mall in New Jersey in the United States, and sugar cane farmers in rural India. In the mall study, they gathered dozens of low and middle-income shoppers and subjected them to a battery of tests to measure IQ and impulse control. Half of the participants were first asked to think about what they would do if their car broke down and the repair cost $1,500 - designed to kick off worries about money. It was among these people that performance dipped significantly. In India, the researchers found that farmers had diminished cognitive performance before getting paid for their harvest compared to afterwards, when their coffers have been replenished. “One month after the harvest, they’re pretty rich, but the month before - when the money has run out - they’re pretty poor,” Mullainathan said in a report of the research, which was published on Thursday in the journal Science. “What we see is that IQ goes up, (when they are rich)... errors go way down, and response times go way down.” He said the effect in India was about two-thirds the size of the effect in the mall study - equal to around nine or 10 IQ points difference from one month to the next.
25,000 fail Liberia college entrance exam
MONROVIA, AuGuST 30 (AP): After completing high school in June, 20-yearold Lawrence Bondo spent six weeks working with a private tutor to prepare for the University of Liberia’s entrance exam, focusing on the geometry he found so difficult. Bondo, though, learned this month that he had failed. So had every one of the nearly 25,000 other applicants this year. His cousin was admitted last year before they changed the way the test is graded. “We live together, eat together and sleep in the same room, so I don’t understand how he’s accepted and I’m not. He did not prepare as much as me,” Bondo said. Some of the applicants are accusing the university of fraud, and are organizing a march Friday to demand a refund of their exam fees — nearly $30 per student. In previous years, candidates had been graded on a curve. Under the new system put in place this year, students were required to earn scores of 50 percent in math and 70 percent in English in order to pass. Around 300 met the math requirement, but no students met the requirements in English, said S. Momolu Getaweh, the university’s public relations chief. Officials declined to provide copies of the test, which was a multiple-choice exam. The incident has cast a spotlight on the education sector in this West African nation still recovering from a brutal 14-year civil war that ended in 2003. Along with the undergraduate applicants, all candidates for graduate programs in law, pharmaceutical studies and six other graduate programs also failed, according to a university press statement. After the dismal results were in, Liberia President Ellen Johnson Sirleaf laid out a plan Wednesday to relax admission standards to enroll 1,626 undergraduate
students as well as a handful of students in each graduate program. She said the test results underscored the need for further reforms. “We concentrated in the early years on enrollment because we wanted to get all these young kids into schools,” Sirleaf said. “We wanted to get them out of the farms, out of the markets, out of the street selling, and we did that. Enrollment has quadrupled since we started.” The next step, Sirleaf said, is improving education quality. “That’s the most difficult task. You got thousands of teachers in our school system, some of them with only a high school education,” she said. “You don’t turn that over in three years or four years or five years.” Not everyone agrees with Sirleaf’s analysis. The university spokesman suggested the students might be to blame. “Perhaps they didn’t study, because our students don’t like to study,” he said. “Liberia itself, it’s not a reading public. Go around and ask the people in the street, ‘Did you read a newspaper yesterday?’ They will say no . That culture of not reading, if you bring it to college you’re going to fail.” Getaweh acknowledged there had been some problems in administering the test in previous years. He said that up until last year, the official in charge of testing used “statistical analysis” to determine how many students would be admitted on a curve. The exact formula was a mystery to every other official at the university, Getaweh said, but the system went unquestioned until last year, when 7,800 students were admitted — more than double the previous average total. When top university officials went to the official, he refused to explain his methods or provide raw scores, leading to his suspension.
LONDON, AuGuST 30 (AP): Marijuana is the most popular illegal drug used worldwide, but addictions to popular painkillers like Vicodin, Oxycontin and codeine kill the most people, according to the first-ever global survey of illicit drug abuse. In addition to cannabis and opioid painkillers, scientists analyzed abuse of cocaine and amphetamines in 2010, largely based on previous studies. Ecstasy and hallucinogens weren’t included, because there weren’t enough data. The researchers found that for all the drugs studied, men in their 20s had the highest rates of abuse. The worst-hit countries were Australia, Britain, Russia and the U.S. The study was published online Thursday in the journal, Lancet. But there were few concrete numbers to rely on and researchers used modeling techniques to come up with their estimates. “Even if it is not very solid data, we can say definitely that there are drug problems in most parts of the world,” said Theo Vos, of the Institute for Health Metrics and Evaluation at the University of Washington, the study’s senior author. Vos said people tended to abuse drugs produced close to home: cocaine in North America, amphetamines and opioids in Asia and Australia. The lowest rates of drug abuse were in Asia and Africa. Of the estimated 78,000 deaths in 2010 because of illegal drug use, more than half were because of painkiller addictions. Vos said countries with harsh laws against drugs had worse death rates for addicts when compared to countries who relied on other policies to wean people off drugs, such as needle exchange programs and methadone clinics. Other experts warned officials needed to be on their toes to address potential health problems from drug abuse. “The illicit use of prescribed opiates in the U.S. has
only happened in the last 10 years or so,” said Michael Lysnkey, of the National Addiction Centre at King’s College London, who co-authored an accompanying commentary. “It’s possible in another 20 years, patterns will again change in ways we can’t predict.” In a related study, scientists found mental health and drug abuse problems including depression, schizophrenia and cocaine addiction kill more people worldwide than AIDS, tuberculosis, diabetes or road accidents. In some developing countries such as India, attempts to stop AIDS have also slowed drug abuse as they focus on helping people kick their addictions, according to Vikram Patel, of the Centre for Global Mental Health at the London School of Hygiene and Tropical Medicine. Patel recommended an approach to drug use similar to current controls on tobacco. “A decriminalized drug policy could potentially transform the public health approach to drug use,” he wrote in an email. “The enormous savings in the criminal justice system could be used to fund addiction treatment programs.”

Top seeds survive on day of mixed forTunes NEW YORK, August 30 (REutERs): The contrasting fortunes of grand slam tennis were on full display at the U.S. Open on Thursday. Some dreams were made while others were shattered. Victoria Duval, the teenaged American who had captured the hearts of New York with her feats both on and off the court, was knocked out in straight sets in a brutal reminder of how far she still has to go to reach the top. For Sara Errani, the world's fifth ranked woman, the pressure of playing in the Big Apple became too much and she crumbled under pressure, tearfully admitting she had choked. The tournament's biggest stars all survived unscathed, ruthlessly dispatching their opponents with a minimum of fuss in a sport where there is little room for sentiment if your ultimate aim is to collect grand slam titles. Roger Federer, Rafa Nadal and Serena Williams have 45 major singles titles between them and the trio won their second round matches in straight sets, as they normally do. For them, the championship never really starts until the second week. Test Of Character For the vast majority, the last grand slam of the year is a stringent test of character from start to finish, where every win is cherished. There was no better example on Thursday than the
Englishman Dan Evans, who is playing at the U.S. Open for the first time. Ranked 179th in the world, he needed to come through the qualifying tournament just to get into the main draw and was not expected to go much further. The formality of a first round exit was lost on the 23-year-old, however, as he tore up the script and carried his qualifying form onto the big stage. In his opening match, the Briton pulled off the biggest win of his career when he upset Japan's Kei Nishikori, ranked 12th in the world, with many observers expecting that performance to be the highlight of his campaign. On Thursday, however, he won again, this time beating Bernard Tomic 1-6 6-3 7-6(4) 6-3, a win made all the more sweeter because the Australian's father had snubbed him a year ago in Miami. "It was quite funny, actually," Evans recalled. "I was there playing quallies. His dad sort of fobbed me off and said I wasn't good enough to practise with him. I remembered that." Duval was thrust into the spotlight after she beat the 2011 U.S. Open champion Sam Stosur in the first round. She played well enough but it was her family's tale of survival that captured the media's attention. When she was seven years old, Duval was taken hostage by robbers at her aunt's house in Haiti, a terrifying incident that convinced her parents, both doctors, to move back to the United States.
Buried Alive In 2010, her father was buried alive in the Haiti earthquake. He survived by digging himself out but suffered serious injuries, including broken legs, broken ribs and a punctured lung. But her run ended almost as soon as it began when she was beaten 6-2 6-3 by Daniela Hantuchova on an outside court. It was a quick lesson in the reality of professional tennis. "It was overwhelming. But I think this is what it's all about," Duval said. Errani, a semi-finalist in the Big Apple last year, crashed to a 6-3 6-1 loss to her Italian compatriot Flavia Pennetta then did something no-one expected. In a sport where players try to hide their smallest weaknesses, she revealed her darkest secret. "I'm feeling too much pressure," the 26-yearold confessed. "I don't know why, but I'm not enjoying going on the courts, and that is the worst thing a player can have." Tuboi renews contract with Lajong FC
sHIllONg, August 30 (MExN): Shillong Lajong Football Club has announced that Seikhohao Tuboi has extended his current contract with the club for the upcoming I-League season. The Manipuri striker, who joined Shillong Lajong in the 2008-2009 season has inked a new deal to commit his future to North East I-League Club, Shillong Lajong FC. Tuboi, who has been nursing an injury which he suffered from the 2011-12 season, has been a prolific scorer in front of goal for the Reds, and has always been a crowd’s favourite.
Always alert in front of goal ,Tuboi played a stellar role in Lajong’s 200809 I-League 2nd Division campaign and was instrumental in guiding Shillong Lajong FC to the I-League in 2009-10.It was also his unforgettable goal scoring heroics (including the historic “bicycle kick” goal against Dempo), which saw Shillong Lajong reach the finals of the Federation Cup in 2009a moment which would always be etched forever in the fans’ memory. Tendulkar is India's Bharat Ratna, says Sourav Ganguly
NEW DELHI, AUGUST 30 (PTI): Former captain Sourav Ganguly reckons the upcoming foreign tours, starting with the one in South Africa, will be an opportunity for the Indian Test team to regain lost ground overseas after successive reverses in England and Australia. They have been doing well in ODIs, but Ganguly doesn't think that India's Test team is on the decline either. "You need to give them some time and as I said, they have played overseas and at home in the past 1011 years. Yes, we have had a hiccup in Australia and England but we have an opportunity this season in South Afri-
ca, New Zealand, England and Australia to improve our performance and I don't agree with the tag," Ganguly said. "Yes, They are a very good limited overs side but in Test matches too they have given results," he added. Ahead of what is going to be a gruelling tour of South Africa, Ganguly had a piece of advice for Mahendra Singh Dhoni and his men. "He (Dhoni) has been to South Africa before and he knows how tough it is. It is not going to be just a oneday combination as Test matches are a different ball game. South Africa have got a great attack, they are a very good side at home. India have to play
really really well. "India have been a good touring team in the past 10-11 years apart from the hiccups in England and Australia. So, I can suggest that play positive and realise that it is a hard tour. It will be a tour that will challenge a lot of players and you have to raise your game," he said.
