kohIma, January 30 (DIPr): Additional Chief Secretary and Commissioner for Nagaland, Banuo Z. Jamir will take over as the Chief Secretary for Nagaland from February 1, 2014. The current Chief Secretary, Alemtemshi Jamir is scheduled to take voluntary retirement on January 31. Banuo Z. Jamir will also hold the charge of Border Affairs, stated a notification from the Department of P&AR (Personnel ‘A’ Branch), Government of Nagaland.

Cap on subsidised LPG cylinders raised to 12

nEw DElhI, January 30 (IanS): The government Thursday decided to raise the annual cap on subsidised LPG cylinders to 12 from the existing nine. Announcing the decision in this regard taken by the Cabinet Committee on Economic Affairs (CCEA) at a meeting here, Petroleum Minister M. Veerappa Moily told media persons that “in addition to the nine subsidised cylinders given to consumers in a year, there will be one cylinder given in February and one more in March”. “From the first of April 2014, 12 cylinders will be given per year, that is, one cylinder per month.”

DImaPur, January 30 (mExn): The regional Naga People’s Front (NPF) is reported to have given the “green signal” to Nagaland chief minister, Neiphiu Rio, to contest the forthcoming Lok Sabha election. Highly placed sources from Kohima disclosed that the NPF, after much deliberation on Thursday afternoon, endorsed Rio’s candidature, and later conveyed the decision to him. This development comes against the backdrop of the recent formation of North East Regional Political Front, a conglomeration of ten regional political parties, which seeks to jointly contest the Lok Sabha polls under a common minimum programme. Nagaland chief minister Neiphiu Rio is the convener and AGP president, Prafulla Kumar Mahanta, the chief adviser of the Front. It may be mentioned that both the NPF party and its legislators had earlier opposed Rio contesting the Lok Sabha, stating that his leadership was required in the State.

With justice in mind, nearly 200 people from the Rengma Naga community of Assam and Nagaland today held a peace march in Guwahati and submitted a memorandum each to the Governor and Chief Minister of Assam. The peace march was carried out from 11am to 2pm from Paan Bazaar to Didholi Pukhuri. In a first of its kind, the 17page memorandum postulates three core points: subjugation of the indigenous rights of the Rengma Naga people of Karbi Anglong, compensation for at-

tacks on the Rengma Naga people from December 27, 2013 and exgratia to the bereaved at the earliest, and political empowerment. “Since the attack on 27th Dec 2013, altogether 6 villages have been burnt down and approximately 250-300 houses destroyed. Therefore, unless, the compensation demand is settled, the question of the refugees going back to their villages does not arise,” noted the memorandum, also seeking ex-gratia payment for the “serious human rights violation committed” on December 27, 2013. With the Governor and Chief Minister of Assam both out of station, the memorandum was

collected on their behalf by the district administration and representatives from the Chief Minister’s secretariat. The memorandum requested the Governor to “order an investigation into the whole matter since the role of the law enforcing agencies, both before and after the 27th Dec episode is suspect or atleast cause for apprehension.” It was signed by representatives of the Rengma Naga Peoples’ Council, Assam (RNPC), Rengma Naga Students’ Union, Assam, Rengma Gaon Bura Committee, Assam and the Rengma Hills Autonomous District Demand Committee, Karbi Anglong, Assam. The peace march was organized by the RNPC with support from the Rengma Hoho, the Rengma Students’ Union, Nagaland and Naga Students’ Union, Guwahati. The memorandum questioned the “dehumanization of Rengmas through systematic non-interventionist government policies through diversion of development funds, centrally sponsored schemes and human resources development away from Rengma inhabited areas.” It therefore called for “rectification of the dehumanizing episode through creation of Rengma Hills Autonomous Council to check the plight of Rengma Nagas of Assam.”

Stand for reconciliation and unity: Gen. Khole

DImaPur, January 30 (mExn): GPRN/NSCN President, Gen (Retd) Khole Konyak today called upon all national workers to “turn away from the path of greediness, jealousy, self-enrichment and rebellious existence.” He was speaking at the GPRN/ NSCN National Assembly held at Khehoi Designated Camp on January 30. He urged “every bonafide NSCN member,” to “exhibit wisdom, utmost patience and tolerance.” Khole asserted that in the quest for reconciliation, “ideas must be exchanged, knowledge must be shared, freedom must be demanded, history must be protected and politics must be practical.” He added that “there is no shame in standing for reconciliation and unity of the Nagas.”

Dhaka, January 30 (IanS): Paresh Barua, leader of the anti-talk faction of the ULFA, is among the 14 people awarded the death sentence by a Bangladesh court Thursday in connection with a 2004 arms smuggling case. A special court in Chittagong handed the death sentence to Barua and 13 others, including Jamaat chief and then industries minister Motiur Rahman Nizami and then state minister for home Lutfozzaman Babar, for smuggling in 10 truckloads of firearms in 2004, the Daily Star reported. “The verdict has been delivered on receiving permission from High Court division,” the report quoted judge S.M Mojibur Rahman of the Chittagong Metropolitan Special Tribunal-1, as saying while delivering the verdict. The tribunal had started reading out the summary at 12.28 p.m. A huge cache of arms was recovered April 2, 2004, at the jetty of the Chittagong Urea Fertiliser Ltd (CUFL) near the Karnaphuli River while being loaded on 10 trucks for delivery to the Indian separatist outfit ULFA. These included 4,930 sophisticated firearms of different types, 840 rocket launchers,

300 rockets, 27,020 grenades, 2,000 grenade-launching tubes, 6,392 magazines and 11.41 million bullets. It was the largest ever seizure of an arms consignment in the country. Two chargesheets in connection with the case were submitted - one in the arms case after two months and another in the smuggling case after four months. According to the Daily Star, the trial of both the cases started in 2005 “with several loopholes as the probes overlooked some important factors such as who had brought the arms, from which country, what was the destination and how was a jetty of a state-owned body used for unloading the weapons”. Only some small fry, mostly labourers, truckers and trawler

drivers, were implicated, leaving out the big shots as the then Bangladesh Nationalist Party (BNP)-led government allegedly tried to cover up the involvement of the state machinery, including its ministers and high officials of intelligence agencies. However, after a caretaker government took over in Bangladesh Jan 11, 2007, ahead of the country’s general elections, there were new developments. The Court of Chittagong Metropolitan Judge Feb 14, 2008, ordered further investigation following a prosecution petition and the cases took a new turn. In June 2011, Muniruzzaman Chowdhury, senior assistant superintendent of Criminal Investigation Department, submitted two supplementary charge-sheets in June 2011, accusing 11 new suspects. Paresh Barua was among those charged in both the cases. While Barua and former secretary of the industries ministry Nurul Amin have been absconding ever since the recovery of the arms, the other nine are behind bars. With the inclusion of the 11 new suspects, the number of the total accused rose to 50 and 52 in the arms and smuggling cases respectively.

CLP leader against downgrading of schools 129 Government High Schools downgraded

DImaPur, January 30 (mExn): CLP leader Tokheho Yepthomi has revealed that the Government of Nagaland has downgraded 129 Government High Schools. Yepthomi, in a press release today, stated that the Nagaland Board of School Education (NBSE) has “jeopardized the career of thousands of students” by “refusing to accept enrolment of students to Class 9 & 10 from 129 Govt High Schools w.e.f academic session 2014.” The CLP leader reminded that 147 GMS had been upgraded to GHS between 2010 - 2011 under RMSA Program following approval by the Project Approval Board (PAB), Ministry of HRD, Government of India. “The decision of the NBSE in pursuance of the state govt order dated 5th June 2013 reflects the total apathy of the NPF govt towards the students and their equally worried parents who are being victimized no fault of theirs,” noted Yepthomi, further adding that the “The NPF govt had all along taken credit for mass upgradation of these GMS to GHS and had extracted enough political mileage while going into assembly elections in 2013.” He said that the present plight of students under these 129 GHS should be addressed by the Nagaland State Government as the academic

year 2014 has already begun. “Over the years when hundreds of crores have been received by the state govt under RMSA Program from the centre for its implementation, the decision of the state govt asking the NBSE to stop accepting the enrolment of students for the above mentioned classes portrays the callousness of the state govt which has miserably failed on all fronts,” observed the CLP leader.

On Appointment of Advisors to Municipal and Town Council Elections The CLP leader, Tokheho Yepthomi, has stated in a press release today that the suspension of the Municipal and Town Council elections since early 2010 by the NPF government has “destroyed the very foundation of these local bodies.” In that, he condemned the State Government contemplating the appointment of Advisors to these bodies again, terming the process “outrightly illegal and undemocratic with scant regards to the wishes of the people.” The NPF government, he stated, has flouted all “established norms to illegally appoint NPF party workers as Chief Advisors and Advisors.” The appointed Advisors function “without any accountability” and have reduced the relevance of these local bodies to “a mere tax collecting agency without any visible development on ground.” List of 129 Downgraded GHS by NBSE on page 4

Stress on use of Hindi in Central Govt offices

DIMaPur, January 30 (MExn): The first biannual meeting of Dimapur TOLIC (Town Official Language Implementation Committee) was held at ARTC & S, Dimapur under the chairmanship of Brig K Narayanan, Commandant ARTC&S, Shokhuvi on January 30. It was stated in a press release that altogether 25 members of Central Government offices situated in Dimapur attended the meeting. Narendra Singh Rathore, Hindi officer of ARTC&S conducted the meeting. Representatives from TOLIC member offices presented inputs on progressive use of the official language in their respective offices.

Assessing the progress regarding implementation of Hindi in central government offices in Dimapur, Brig K Narayanan stressed on importance of progressive use of Hindi and exhorted all members to implement the policies issued by the Government of India regarding publicity and implementation of the official language policy. He also emphasized that Hindi should be implemented by incentive and inspiration in all Central Government Offices. Badri Yadav, Research Officer hailing from Regional Implementation Office, Rajbhasha Department Guwahati requested all the offices to submit quarterly report regarding official

The Clock Tower at Tuensang Town, which was constructed in the 70’s and last renovated in the early nineties, saw a total face-lift given by the Facebook Group, The Tuensang Voice. The idea to renovate the tower took its seed as members of the group shared ideas on how they could contribute to the welfare and beautification of the town. Members of the group divulged that they took up the decision to renovate the tower after seeing the pathetic condition of the tower vandalized by irresponsible citizens and negligence in maintaining the tower by the concerned authority. The Tuensang Voice went on an online donation drive since last No-

vember and held a jumble sale of clothes and other items early this month, donated by well-wishers from all over the state. With contribution from as far as Delhi and Kerala the donation amounted to Rs. 1.05 lakhs with which the members of the Facebook group renovated the tower over a week from January 7 to 14. Members of The Tuensang Voice expressed their gratefulness to each individual that came forward to help in renovating the tower successfully, including shopkeepers from the town who donated willingly. Renovating the tower was the fourth initiative undertaken by The Tuensang Voice that materialized fruitfully. Earlier, the group had conducted Mission Pothole, Mission Hospital and Initiative of Change, Nagaland Chapter.

The workshop aims to sensitise the participants on the importance of e-Governance and their support and commitment in taking e-Governance projects forward for efficient delivery of services to the citizens. DIMaPur, January 30 (MExn): In connection with Master of Arts in Holistic Child Development course, a joint consultation on holistic child development in North East India is underway at Eastern Theological College, Jorhat from January 29 and will be held till January 31. The consultation under the theme, “Holistic Child Development: Ministerial Approach” is jointly organised by the Institute of Leadership Enhancement and Ministry Augmentation (ILEMA), Eastern Theological College and North East India Theological Association (NEITA). The delegates for the programme comprise of general secretaries and executive secretaries of various church associations, principals of different theological colleges, theological teachers and students. The keynote address was delivered by Rev. Dr. Mar Atsongchanger, Executive Secretary, ABAM. Dr. Mar highlighted the dominant issues faced by children today such as poverty, lack of access to education, child neglect, child labour, child prostitution, internet child pornography, child trafficking and slavery, violence through indoctrination, military use of children, life as refugees,

infant mortality, HIV/AIDS and children with disability. At the backdrop of such issues faced by children, they are confronted with hosts of problems such as, fear psychoses, sleep disturbances, health problem, negativism, lying, rebellion, rejection, confusion and hatred. Dr. Mar said, “In such a context in which we live and do our Christian ministry, initiatives towards holistic child development is a matter of calling by our Master Jesus Christ to be salt of the earth. This is also a matter of bridging the gap between our Church Ministry, Christian theology and the Gospel.” He further added that a holistic approach to child development seeks to simultaneously address the physical, emotional, relational, intellectual, and spiritual aspects of a child’s life. In this regard, Dr. Mar appreciated the Eastern Theological College for the pioneering initiatives in the theologizing process. He said, “Your committed efforts have made the theological education in India more pragmatic and the communication of the Gospel ever relevant to our people of North East India”. The speaker also pressed that the issues surrounding children are

Regional consultation on holistic child development underway at Eastern Theological College not only to be addressed in terms of research, seminar, consultation and documentation but more importantly in terms of practical action because children are precious in God’s sight, and that the consultation being held will be directed towards becoming action-oriented. DIMaPur, January 30 (MExn): The Nagaland state unit of the BJP has expressed concern over the shortage of manpower at the Kohima Doordarshan Kendra (DDK), and has urged the state and central government to look into the matter. A press note from M Chuba Ao, President, Nagaland BJP unit informed that in 1995, the Ministry of Information and Broadcasting, while implementing the 10% Economy cut, abolished the entire Programme Post (group C non- gazette), along with some Engineering Posts, which included 56 programme Posts and 44 Engineering Posts for DDK Kohima. Presently, there are four Post Production Assistants, two of

whom are from Kendras of other states for a tenure of one year and two locals, with their posts from Guwahati PPC NE. It also employs two Programme Executives, one of whom is deputed from Itanagar and one local, who is on medical leave, the BJP informed. Regular transmission of DDK Kohima started in 1993 and formal commissioning of the Programme Production Centre (PPC), Kohima began in 1995. At present, DDK runs from 5:30 pm to 8:00 pm daily, which includes a daily news bulletin. The BJP lamented that this acute shortage of manpower has left the Kendra with little scope for enhancement of quality and quantity in programming. The party stated that this has led to the booking of a number of staff on assignment basis, who are paid not more than Rs 6000 per month. It informed that in recent years,

the Kendra has been functioning without a regular Director or Station Director and that Directors on tour were being deputed to the Kendra for only a short period of time. The party further pointed out that all twelve Production Assistant posts for the Kohima Kendra were abolished and that the PAs working in the Kohima Kendra have come from other states, as a result of which there are “communication problems” with the local people. As such, programme staff, comprising of local personnel, is most required, stated the BJP. It asserted that the proposed recruitment will go a long way in helping unemployed professionals in Nagaland state. The BJP further expressed shock to learn that the Ministry of Information and Broadcasting has sanctioned several posts for DDKs in the NE, and that recruitment was

done locally by other NE Kendras, except in the DDK Kohima. If the abolition of sanctioned posts for DDK Kohima was due to economy cuts, why were other Kendras of NE exempted? The party queried. The Party expressed its dismay to the central government for “stepmotherly treatment” meted to Nagaland state. “The Government of India must not forget that Nagaland State was created out of political compulsion with sensitive political issues, whereby it cannot be treated with a complacent attitude,” the BJP said. It further stressed on the need for the central government to connect the people of Nagaland with the mainland and to build trust and confidence. The BJP demanded that the abolished sanctioned posts be restored at the earliest and urged the Nagaland state government to urgently intimate this issue to the Government of India.

1929 Suspension Bridge reconstructed for third time

Mon, January 30 (DIPr): Suspension bridge over River Tenang connecting Leangha and Shiyong villages constructed under DUDA, Social Infrastructure Development Fund (SIDF) 2010-11 was formally inaugurated at Thromhong field. N. Thongwang Konyak, MLA, Chairman NKVIB and DPDB Mon inaugurated the bridge on January 29. In his inaugural speech, Thongwang said that the people of Leangha and Shiyong villages are fortunate to have the bridge because only the said bridge had been taken up by the Government for construction out of the 28 proposed suspension bridges in the state. He informed that the proposal for construction of the bridge was submitted to the Government in 2009. It may be mentioned that the road via this bridge was the only route to Assam for the entire district of Mon in the pass. The British built the first bridge in the same location way back in 1929. Later the people of

SDO (DUDA) Moba in his short speech called upon the people to have ownership of the bridge and support the Government for more visible development. The Chief Angh of Leangha Yanglem Angh in his welcome speech spoke on the significant of the bridge in the bygone years and lauded the MLA for construction of the bridge for the people. Pangkai Chairman Village council, Shiyong and Tingtong, President NPF 46 AC Mon also delivered short speeches. Chingkhak Deacon, Leangha village pronounced the invocation while Talem Youth Director, Leangha village said the benediction. 8-year old raped Imphal, January 30 (nnn): An 8-year-old girl was allegedly raped and abandoned by a man on the banks of Chakpi River in Manipur’s Chandel district, but the identity of the accused is yet to be established, according to police. The family of the victim lodged a complaint with Chakpikarong Police Station in connection with the incident on January 29. According to the complaint, the victim was raped by an unidentified man on the night of January 20. She was staying at her grandmother’s house alone when the incident occurred. The family had gone for a picnic and left her unattended as she was sleeping in bed. The family returned to find the victim missing and found her on the banks of Chakpi River, near the house, later at night. Police said investigations are on to nab the accused.

God Almighty has been the saviour, protector and defender of our land and people. Dear comrades, Christ alone is the source of all our hopes and visions. I may sound a little blunt but it is time we return to Christ, the saviour of Nagaland. We cannot take His mercy and grace for granted. I appeal to all the distinguished national workers sitting in front of me in this august assembly today to turn away from the path of greediness, jealousy, self-enrichment and rebellious existence. ‘Nagaland For Christ’ is our slogan. It means we must salvage our Nation as well as our own souls. If each one of us lives a Christian life, I believe God and the Naga people will empower us more. In the past, God gave us the courage and patriotism to trouble the mighty Indian Army. There was complete unity among us. Our love for Nagaland was so fierce and securing her freedom was our only goal. As the years rolled on, we got new provisions of semi and automatic weapons from friendly countries however we also had to encounter new adversary in the form of our own brothers and sisters who had fallen prey to enemy’s trap. At one point of time, the Naga National Council (NNC) was the only political institution of the Naga people. However, with the signing of the Shillong accord in 1975, the NNC ceased to command the respect of the Naga people. The formation of the NSCN by Isak Chishi Swu, S.S Khaplang and Th. Muivah in 1980 was necessitated because treachery cannot bring solution to Indo-Naga political issue. Since then, thousands have been killed by the Indian military and thousands have been killed by our own brothers in our long struggle. God knows that in my own humble position as a military officer, I tried to reason with the learned and educated leaders against infighting and tribalism within us. God is the witness when I saved Isak Chishi and Th Muivah from certain death at the hands of Shillong Accordists. Despite my humble appeal against taking drastic steps, in 1988 NSCN split because the educated leaders began to aggressively and violently interpret Naga political struggle to suit their interest and philosophy. On the eve of the split, patience, tolerance, respect among the members was replaced with hatred, accusations and blood-

I am addressing every bonafide NSCN member today, representatives of Nagas, to exhibit wisdom, utmost patience and tolerance as you continue to play crucial role in the survival of the Naga nation. No leader seems to truly consider the desire of the Naga people. Old age makes most leaders veer away from reality. We cannot outlive the forest and hills that we once roamed. I feel there are many capable young national workers who could take nobler decisions in the interest of young generations. Esteemed members please understand that Nagas have been divided into different geographical area without their consent. Nagas everywhere must maintain social and emotional bond yet, practical issues cannot be ignored. Let us not condemn S.S Khaplang outrightly. We must also understand their position and situation. I believe UNC represents Th. Muivah directly or indirectly. GPRN/NSCN will not object to any arrangement that is acceptable to the Nagas in Manipur state. If Nagas living in different states opt for such political arrangements for their own wellbeing, Nagaland state is the cradle of Naga Nationalism and GPRN/NSCN will not rest until an acceptable political solution is arrived at with GOI. As we seek reconciliation and unity, Ideas must be exchanged, knowledge must be shared, freedom must be demanded, history must be protected and politics must be practical. My dear members, there is no shame in standing for reconciliation and unity of the Nagas. Let others interpret us the way they like, we know Nagaland needs us. Young educated national workers must start communicating with young generation Nagas, the intellectuals, the civil societies, the tribal bodies, Naga friends and well wishers around the world through which the aspiration of the Naga people could be conceptualized in a practical manner. The idealistic, sentimental, autocratic and ambiguous chapter of Naga political struggle is closed. Kohima, January 30 (Dipr): The Government of Nagaland has notified transfer and posting of Er K Miachiao, Chief Engineer and Er Imlikumzuk Ao, Additional Chief Engineer. Er K Maichiao is posted and allowed to look after the charge of Transmission & Generation (T&G), Power department with immediate effect; while Er Imlikumzuk Ao, Additional Chief Engineer is posted and allowed to look after the charge of Distribution & Revenue (D&R), Power department with immediate effect. The Establishment matters of Power department shall be looked after by Directorate of Transmission & Generation (T&G) till the complete segregation of both departments are affected. This was issued with the approval of the Chief Minister, Nagaland vide his approval dated January 7, 2014 and in pursuant to the Government notification No AR-6/4/78 (Pt-I) dated Kohima, December 12, 2013 under Rule 62 of the Rules of Executive Business and the procedures laid therein.

Qhehoyi village inducts headman

Govt urged to take decision on 3 institutes Dimapur, January 30 (mExn): The Naga Students’ Federation has once again urged the government of Nagaland to make its position clear on the status of the Indian Institute of Para Medical Technology (IIPMT), Kohima; the Institute of Management of Medical Research, Health Science and School of Nursing (IMMRHSSN), Singrijan and the Para Medical Training Institute (PMTI) Industrial Estate, Dimapur. The NSF informed that the Directorate of Higher Education had issued notifications to IMMRHSSN, Singrijan, Dimapur and PMTI Industrial Estate, Dimapur on May 7, 2012 and September 14, 2012 respectively for reopening of the Institutes. However, since the department of Health & Family Welfare does not officially recognize the Institute as well as the students passing out from these Institutes, the students and parents are still in a state of confusion about their future, the NSF stated.

The NSF while expressing concern over the quality of training being imparted to the students at the aforementioned institutes; however stated that “it is unjustified on the part of the department to reject the aspirant students from these institutes for open interview, as the concerned department has already appointed some traineestudents of these institutes through backdoor means.” As such, it urged the government to urgently direct the department of Health & Family to inspect the institutes and make its position clear within 14 days time. If the Institutes are directed to discontinue or if the Health & Family department is not satisfied with the outcome of the inspection, the NSF demanded that the department should also immediately terminate the service of those employees “already recruited through improper means as the same yardstick should be applied to all the trainees of these institutes.”

outros Boutros-Ghali, the sixth Secretary-General of the United Nations, in his 1992 report: “An Agenda For Peace: Preventive Diplomacy, Peacemaking And Peace-Keeping,” more commonly known as An Agenda for Peace, identified human rights as one of the solutions in response to conflicts in the post-Cold War world. The irony of this statement lies in the fact that self-determination though recognized as a ‘right’ of all peoples, through the UN General Assembly Resolution 1514 in 1960 and subsequently affirmed in the two International Human Rights Covenants in 1966, has rarely been presented as a peaceful solution to conflicts between States and Peoples. Rather, States have reconstructed the language of self-determination in such a narrow way to protect their own interests. For instance, Bangladesh in 1971 exercised its self-determination to become an independent country, but denied the people of their right to the Chittagong Hill Tracts. This classic irony reveals that once States get their independence, they are reluctant to accord that same right to peoples living within its boundary with or without their consent. The UN’s inability to uphold the right to self-determination of all peoples has encouraged conflict and undermined its purpose to promote world peace. When people are given the right to self-determination, it is often suppressed by a sovereign State. This dominant practice indicates that the international community tends to support the State’s territorial integrity until a war of independence is successful; thereby contradicting the UN’s objective to secure peace in the world. How long will the policy and practice of settling the problem on the battlefield continue? Prince Hans Adam II of Liechtenstein cautions, “if the international community does not change its present policy, we will probably see the collapse of more large states in civil wars.” Hans Köchler points out that “insisting on the status quo may well lead to the destabilization of entire regions – with uncontrollable consequences for global peace.” Kumar Rupesinghe further notes, “while there are risks involved in reforming the international system to taking into account demands for self-determination,” he cautions that, “the greater danger for the global community lies in clinging to an unresponsive status quo.” Struggling peoples seek justice in their relations with the State. This fundamentally involves restoring respect that will empower them to create a framework of peaceful coexistence in both thought and action. These actions are based on fully acknowledging their right to self-determination. This relational form of justice is essential to JustPeace, since it explicitly allows for differences while promoting forming just relationships, and genuine respect and dignity throughout the circle of interdependency. Given that no region in the world is immune from conflicts due to the denial of self-determination, it is evident that there is a need to develop processes and mechanisms that address conflicts through peaceful means. While pursuing peaceful settlement it is important to recognize that selfdetermination is one of the primary resources for JustPeace; and its denial will only lead to future conflict.

Too few cancer patients enroll in research studies

O

ne of every 10 clinical trials for adults with cancer ends prematurely because researchers can't get enough people to test new treatments, scientists report. The surprisingly high rate reveals not just the scope and cost of wasted opportunities that deprive patients of potential advances, but also the extent of barriers such as money, logistics and even the mistaken fear that people won't get the best care if they join one of these experiments. "Clinical trials are the cornerstone of progress in cancer care," the way that new treatments prove their worth, said Dr. Matthew Galsky of the Icahn School of Medicine at Mount Sinai Hospital in New York. When an experimental drug or other treatment fails to make it to the market, people often think it didn't work or had too many side effects, but the inability to complete studies can doom a drug, too, Galsky said. He helped lead an analysis of 7,776 experiments registered on Clinicaltrials.gov, a government web site for tracking medical experiments, from September 2005 to November 2011. All were mid- or late-stage studies testing treatments for various types of cancer in adults. About 20 percent of the studies were not completed for reasons that had nothing to do with the treatment's safety or effectiveness, both legitimate reasons for ending a study early. Poor accrual — the inability to enroll enough patients in enough time to finish the study — led to nearly 40 percent of premature endings. Company-sponsored studies were less likely to be completed than those sponsored by the government or others. Late-stage cancer trials can cost companies "tens to even hundreds of millions of dollars," and that money is wasted if no clear answer on the drug's value is gained, said Dr. Charles J. Ryan, a cancer specialist at the University of California, San Francisco. He heads the program for a conference later this week in San Francisco, where Galsky's study will be presented. It was discussed Tuesday in a telebriefing by the American Society of Clinical Oncology, an organization for doctors who treat cancer. Ryan and Galsky said they hoped the study would spur more research on why more patients don't participate. In most cases, the treatment being tested is provided for free, but there can be other costs such as lab tests. Some states require insurers to cover these additional costs, but others do not, so money may be one hurdle for patients. Some doctors do not strongly encourage patients to participate in studies, and sometimes patients fear they'll get a dummy treatment instead of real medicine. However, in cancer clinical trials, ethical standards require that all patients get the current best care, plus a chance at an experimental treatment. "Patients still have concerns about getting a placebo, but they're always going to get at a minimum the standard of care," said Shelley Fuld Nasso, head of the National Coalition for Cancer Survivorship, a patient advocacy and education organization. Doctors need to encourage more patients to participate, and clinical trial designers need to make sure they are testing key questions and treatments to honor the contributions of study participants, she said.

ena, 40, lives in working-class Pikine, part of the agglomeration of the Senegalese capital Dakar. She tries to support herself and her children by working as a street vendor of goods ranging from ice and doughnuts to beauty products. In early October, she had a scan at a Dakar hospital to find out why she couldn’t bend her right knee. The scan cost 85,000 CFA francs ($175), a huge sum for her that forced her into debt and obliged her to borrow from relatives. Since then, she has tried unsuccessfully to make a follow-up appointment with her general practitioner and is still taking the medicines prescribed before her scan. Her pain has diminished, but she still doesn’t know what exactly is wrong with her or what she should be doing. “Meanwhile, my children are still not enrolled in school,” she said. “I had to choose between my health and their education, and if I can’t work any more, who will look after them? They went to the state school, but even so, enrolment costs between 10,000 and 16,000 CFA francs ($20-33). I can’t afford that any more. So my children aren’t going to school at the moment.” Eighty percent of Senegalese, like Penda, work in the informal sector of the economy or are self-employed. They are not obliged to belong to a health insurance scheme, unlike civil servants, and employees and managers of public and private companies. Almost half of the uninsured live below the poverty line and cannot afford high quality healthcare. Religious and other organisations in Senegal have been promoting community health mutual societies run by non-professional volunteers for nearly 20 years. But there’s little chance of mass participation if all people can reclaim is 20-50% of the cost of consultations at a health centre, one of the thousand local establishments across the country offering limited services. Health centre consultations cost less than 1,000 CFA francs ($2) and are therefore affordable. On the other hand, treatments and medicines — which are expensive — are not available there. Whether insured or not, patients have to go to a pharmacy and pay considerably more: a course of antibiotics costs between 5,000 and 12,000 CFA francs ($10-25). So it makes sense to save your money while you’re healthy and consult your professional of choice when you fall ill; even if it means falling back on risky plant-based remedies — when you lack the cash to pay for “modern medicine”. The Belgian Development Agency (CTB) and some Muslim mutuals have, however, found ways to attract subscribers. The CTB has expanded the range of services available at health centres in the Kaffrine and Fatick districts. Muslim organisations have raised the proportion of the costs they pay for hospital stays, caesarean sections and generic medicines. They have also negotiated agreements with many institutions. Religious organisations’ fees are generally affordable, at between 300 and 1,000 CFA francs ($0.60 and $2) per person per month. Over and above subscriptions, contributions from Muslim organisations and donations from the faithful provide working capital, however modest, to reimburse healthcare providers. But because these improvements are localised and relatively rare, the community health mutuals only attract 6% of Senegal’s population overall and few have more than 300 members. The few mutuals that are doing well rarely advertise (six out of seven in Pikine, for example, have gone bust). “To a large extent, we’re counting on the state to spread the word and relaunch the mutuals now,” said Fatou Dione, president of Dakar’s regional union of community health mutuals. Indeed, the Senegalese health minister has chosen to draw on this extensive network and to build on it in order to extend health cover to workers in the unofficial economy and in the countryside. If the Senegalese state pulls this off, it will be revolutionary; this, after all, is a country that has already decided not to extend health cover to foreign residents for fear of being swamped by immigrants from the West African region if it works. It is intended that by 2017 the majority of Senegal’s population should have access to basic healthcare. To fight diabetes and hypertension, for example, which are endemic in this country, almost all citizens should by then have access to modern medicine; currently, even when chronic illnesses are diagnosed, remedies are not accessible, treatment not thoroughly implemented, and recourse to traditional plant-based medicine widespread. As a result, there are many deaths from heart attacks and strokes. Universal health cover-

Senegal, classed as one of the poorest countries, adopted universal health coverage on 20 September 2013. With the support of various associations, it should usher in free treatment for the most vulnerable, especially rural, populations age (UHC) will tackle this lack of follow-through and treatment, and, as a preventative measure, of information, where the mutuals also have a role. Many lives could be saved as a result. On 20 September last year, at the UHC launch ceremony, Senegal’s president, Macky Sall, honouring one of his campaign promises, presented community representatives from 14 pilot regions with a symbolic cheque (the real funds have not yet come through) for 1.5bn CFA francs ($3.1m) to fund members’ contributions up to the end of 2013. The government is hoping to expand coverage progressively to the whole country by 2017. It will cover half of the annual fee of 7,000 CFA francs ($14) for each member, and the whole fee for the country’s poorest, identified in each community according to national criteria. Drawing inspiration from religious and other organisations, the health minister and the UHC implementation unit — specially created in 2012 — are asking all mutuals to expand their offer of care from health centres to national hospitals and to cover 80% of costs (50% for medicines). That’s almost as much as the compulsory insurance schemes (they pay out between 60% and 90% of costs, though their members’ contributions are higher). Under the slogan “A health mutual, a local community”, the implementation team has been holding meetings in the 14 pilot regions — including Rufisque, southeast of Dakar — since October. It helps mutuals set up and oversees the standardisation of their services. But there have already been criticisms of this decentralised system, which depends on the goodwill of civil society, people opting to join mutuals and the voluntary work of non-professional directors more than on the state. “When a community creates a mutual, it rarely runs it efficiently. According to existing information, when there are ten campaigners, it works. But if it gets bigger, the burden of work becomes too great, especially for the volunteers, who have no previous management training,” said an international health expert based in Dakar who requested anonymity. “In Rwanda, where health cover is compulsory for all and where 90% of the population are insured, the directors of mutuals are professionals paid by the state,” said Ousseynou Diop, a health economist and director of UHC for Senegal’s Délégation Générale à la Protection Sociale. “That’s an idea, even if the Rwandan system isn’t necessarily an example for us because it is heavily subsidised by international backers, so its viability is hard to assess.” Just three years ago, Senegal aspired to a model similar to Rwanda’s. In 2010, under its former president, Abdoulaye Wade, it was decided that professional regional insurance companies would contribute to UHC, and that they would have branches in regions and rural communities to maintain a link with the population. But when Macky Sall came to power, he took a different tack. “It is as if the community is being asked to do — voluntarily — what cannot be organised at state level,” the anonymous expert in Dakar told me. “I think the money from the World Bank and USAID [the US international development agency] has gone to the heads of those in charge of the UHC project. They have rushed ahead, not least because it was one of the president’s campaign promises.” Sall and his minister for health and social action, Awa Marie Coll Seck, launched research programmes necessary for turning UHC into a reality shortly after taking office, with the support of many women’s organisations. UHC could become a stepping stone to achiev-

ing Senegal’s post-2015 Millennium Development Goals. In Senegal, UHC includes the policy of free provision of healthcare, in particular for mothers and young children. Infant and maternal mortality are among the country’s biggest healthcare blights. On the basis of a national health survey in 2011, the maternal mortality rate is estimated at 409 for every 100,000 live births, a figure little changed since 1998. In 2012 child mortality (of under-fives) as calculated by the UN’s Ad Hoc Interagency Group had improved to 6%, compared with 7.7% in 2008. Under the new UHC policy, healthcare for the under-fives has been free since October, or partially so until the end of December 2013, since it only exempts payment for the first consultation, vaccination and stays in health centres and clinics, and the first emergency treatment in hospital. But from January 2014 all healthcare for the underfives in health centres and hospital accident and emergency departments is free. This new health policy, which had a budget of 1.8bn CFA francs ($3.7m) for the final three months of 2013, also includes the complete refund of costs associated with childbirth and caesarean sections — 650m CFA francs ($1.34m) for the same period — and those of the Sesame plan. The latter coordinates free healthcare provision for the over-60s and has a budget of 850m CFA francs ($1.75m). These subsidies come from the 5bn CFA francs ($10m) that were allocated to UHC in 2013 (1/24 of the total health budget). These measures promise healthcare free at the point of access; they seem the most likely to guarantee UHC at present and therefore access to basic healthcare, even if they are currently limited to old people, mothers and young children. They are easy to put into practice and have no strings attached. Yet in spite of the high-profile UHC launch ceremony, few Senegalese seem aware of the measures, and health professionals are not optimistic about free healthcare actually working in practice. Dior Camara, a senior nurse who works at the Hamo 5 health centre in Guédiawaye in the Dakar suburbs, is among the sceptics. She runs the centre as best she can on the profit it generates. “In 19 years we haven’t received any equipment from the state. And the local authorities, who are supposed to allocate 8% of their budget to health centres, never pay anything,” she told me angrily. “Since 2010 the state has said that midwifery services should be free of charge. Fair enough. But it hasn’t given us any funds. If there’s no charge, how do we pay our midwives? Their salaries are pitiful! Someone has to pay for the patients and the women in childbirth: local collectives, the state or the patients themselves. With the policy of free healthcare, the administrators are gradually killing the health centres.” She explained that at Hamo 5, the Sesame plan has been suspended without explanation. The state has not been funding it for over a year. Old people now have to seek treatment at their own expense or claim on their insurance; if not, they are turned away. Children of five and under account for over two million of Senegal’s total population of 13 million, while the over-60s make up only 300,000. Ousseynou Diop told me: “If you look at the demographic pyramid, you realise there are many more underfives than over-60s. We have failed on free healthcare for the old, so why do we imagine that there’ll be enough money for the young?” Diop has costed the situation. According to him, if there are 10 consultations a day for the under-fives in each of the country’s 1,000 health centres, at a cost of around 1,000 CFA francs each (the cost of the consultation itself plus a low-cost treatment), the state will have to fund these centres to the tune of 3.65bn CFA francs ($7.5m) in 2014. In addition there will be payments to hospitals for emergencies; yet Senegal’s total UHC budget in 2014 is only 10bn CFA (just over $20m). Dior Camara still hasn’t received any payment for consultations and vaccinations for the under-fives. She fills out forms for each child who receives treatment and hopes the state will keep its promise. She complains about the extra work this practice entails: “My consultations now last 20 minutes instead of ten. We need to take on a second qualified person,” she reckons. Yet the rush of mothers with children on their backs hasn’t happened. “As always, we have to tell the patients [about free healthcare] ourselves. Maybe in two or three months, we’ll see the stampede. But for now, few people are aware of free treatment for the under-fives.” Senegal’s first challenge when it comes to UHC may be information.

or a nation that was frozen in place for half a century by a repressive military junta, it is ironic that the government of Myanmar (also called Burma) is charging that change is not happening fast enough. But that was the scene in November, when government officials seized a multibillion-dollar industrial project in the southern port town of Dawei for its owners’ failure to attract foreign investors in a timely fashion. To restart the project, which had previously been run by a Thai company, Myanmar appealed to government officials and private investors in Japan. The first to bite was the Mitsubishi Corporation, which agreed to build a large, coal-fired plant to generate electricity and kick-start operations. In the middle of the Dawei drama, a local human rights group, known as the Dawei Development Association, warned Japanese investors that they risked becoming complicit in harming half a million minority residents in the area. The group charged that Myanmar’s government had forced thousands of poor farmers off their land “without fair or equal compensation” or “access to adequate housing or livelihoods after being displaced.” Dawei is far from an isolated case. As part of a yearlong study in southern Myanmar, the Karen Human Rights Group documented thousands of instances of “abuse, destruction of property, pollution, theft, and confiscation of land” between 2011 and 2012. In northwestern Myanmar, local activists and farmers have documented the illegal seizure of more than 7,800 acres from ethnic minorities to allow for the expansion of a Chinese-financed copper mine -- a case that sparked national outrage when police used deadly phosphorous on protesters. In central Myanmar, 8,000 villagers -- primarily from minority groups -- were forcibly relocated onto barren land to make way for an enormous hydroelectric dam that British, Swiss, and Chinese firms are building. And in the southeast, just 13 miles from Yangon, hundreds of local farmers received notices ordering them to leave their land in 14 days or face arrest. The fields were needed for the construction of another “special economic zone,” known as Thilawa. Thus far, officials have confiscated nearly 50,000 acres. In the West, it has become common to view the newly democratic Myanmar -- with its vast store of largely undeveloped natural resources, from timber and jade to oil to gas -- as Asia’s next rising star. With 60 million potential consumers, a generous new foreign investment law that allows international firms up to 100 percent ownership of projects they fund in Myanmar, a five-year tax holiday, and 50-year land leases, companies from Coca-Cola to Chevron and General Electric are rushing to get a piece of the action. But cutting against Myanmar’s potential is the fact that the country is home to the world’s longest ongoing civil war, which has raged between the Burman-dominated government and many of Myanmar’s 135 distinct ethnic groups since 1948. This brutal ethnic conflict has claimed an estimated 600,000 lives and displaced more than a million more -- with some of the most horrific documented atrocities occurring in the past two years. The problem for investors is that the vast majority of Myanmar’s most desirable natural resources are located in the ethnic-minority-dominated borderlands that surround the country like a horseshoe. Since its 2011 opening, Myanmar’s government has negotiated cease-fires with 11 of the 12 major ethnic groups, but absent political and military reform, that does not mean that fighting has stopped for good. Ethnic minorities are still seen as second-class citizens with few -- if any -- rights under Myanmar’s constitution. In other words, by investing in Myanmar, the West will play a direct role in a slow-motion ethnic apartheid marked by continuing atrocities and discrimination. LIMITED DEMOCRACY “The cynic would say that [Myanmar]…does not exist, and never has, in the sense of being a peaceable homogenous whole,” the Myanmar scholar Justin Wintle writes in Perfect Hostage. Myanmar’s central core lies along the long, flat Irrawaddy Valley, home to the Burman majority that makes up an estimated 69 percent of the population. To the east are the Shan Hills, the domain of the Buddhist Shan people. To the north and northwest are rugged mountains extending to the Himalayas and dominated by ethnic groups

n the 66 years of independence, India has lived with a certain set of moral codes that called for respect of regulation, sacrifice for a greater good, duty towards society, accountability. An accepted definition of what was expected from members of society and from those in power gave the country its navigational apparatus and heroes. That definition allowed heirs to rise from the miasma to take over the reins when those in positions of authority stepped down. It also marked the scales on which people were measured and judgments passed. It is difficult to deny that moral codes were the cornerstone of trust between all parts of society, and the grease that allowed society to function. There is a need for a new morality in India today, or at least for a call to recognize the new morals we live with compared with those of six decades ago. One may ask why, and the answer is simple, if we don't recognize new morals and spread them, the result can be unrest. Things are already changing in India - look at who we consider our leaders, look at who we put in jail. We get affronted when our film stars are held up at foreign airports and derive a sense of pride when citizens of other nations though of Indian ancestry achieve recognition in their country. Our "philosopher kings" are businessmen who equate foreign investment with national prosperity, who see environmental protection and concern for the marginalized as being bad for the country. They decry government expenditure on the economically bereft while seeking tax breaks for themselves. We find solace in the deep voice of a septuagenarian who made his mark in the country's dream factory. We seek the counsel of the glitterati who tweet from their ivory towers and from TV studios far removed from the humdrum of daily existence. For what we value to change, wouldn't our moral scales have to change too?

such as the Chin and Kachin, who are both Christian. To the west, on the border with Bangladesh, live the Muslim Rohingya -- perhaps Myanmar’s most persecuted minority. The Karen, which are Christian and Buddhist, inhabit the south and southeast hills bordering Thailand. All told, Myanmar’s ethnic minority groups comprise about a third of the population and cover half of its total land area. Starting in the Middle Ages, one ethnic Burman kingdom ruled over the central valley of present-day Myanmar, while separate hill kingdoms -- the Karen, Karenni, Shan, Kachin, and Chin -- remained independent. For centuries, the independent kingdoms warred with the Burman capital, at various points grudgingly forging alliances with -- or paying tribute to -- Myanmar’s ruling kings. The British conquered Myanmar in 1885, only to see their colony collapse when the Japanese, seeking to control Myanmar’s oil and rubber and cut off overland access to China, invaded in 1942. Burned by their British conquerors, the Burmans sided with the Japanese. The other ethnic groups allied with the United States and the United Kingdom. After the war, the hill tribes expected British Prime Minister Winston Churchill to reward their loyalty by making them independent territories. But Churchill lost a 1945 election to Clement Attlee, who invited the Burmese General Aung San to London and agreed to grant the whole region independence as a group instead, putting ethnic minorities at the mercy of the Burman majority. Wanting to avoid the postwar violence of India, Aung San convened a meeting with the ethnic groups in the small Shan town of Panglong. There, he promised a power-sharing agreement and pledged that ethnic tribes could opt out of the union ten years after independence if the benefits failed to materialize. A few weeks later, though, Aung San was assassinated. The Panglong agreement never found its way into the new constitution, and the new country found itself in an ongoing civil war. Burman leaders convened another constitutional convention in 1962, proposing to assure equal representation to all ethnicities in national assemblies. The enraged military launched a coup, and with little relief since then, successive military juntas have waged an ethnic cleansing campaign deep in the jungles of Myanmar. Although Myanmar has won praise for its recent move toward limited democracy, most of Myanmar’s

135 ethnic groups do not want democracy -- they want freedom. Democracy, they say, simply locks in a status quo that has repeatedly led to genocide, far beyond the eyes of Western journalists and corporations. Last October, a Buddhist anti-Muslim mob killed five Rohingya in the western state of Rakhine, including a 94-year-old grandmother who was paralyzed from the waist down. A few weeks later, government soldiers gang-raped a 15-year-old Kachin girl. A week after that, the Myanmar army attacked a village and forced 2,000 to flee, joining the half a million refugees in Myanmar and across the border in Thailand. As horrific as these atrocities are, they are merely symptoms of a broader problem: a system of geographic apartheid, whereby citizens on Myanmar’s periphery are dehumanized on a daily basis. Consider that Rohingya infants are not issued birth certificates. When they grow up, they cannot marry without a sizeable bribe, or even travel outside their own villages. The government recently rejected a UN resolution calling for Rohingya citizenship, preferring to continue considering them “illegal immigrants” from Bangladesh, even though many have lived within Myanmar’s borders for generations. Similarly, inhabitants of Chin State cannot build their own houses of worship and must travel out of the country to attend a university -- an obstacle that keeps all but a handful from higher education. Although Chin State is 86 percent Christian, Christians hold just 14 percent of state-level senior positions. And ethnic minorities were excluded from the referendum that resulted in the 2008 constitution, while their enemy, the military, maintains veto power over any constitutional changes. In response, Western investors could attempt to operate only in major cities and steer clear of the resource-rich ethnic areas. In fact, many U.S. companies reportedly remain cautious about making major investments in Myanmar’s rural areas, fearful of poor infrastructure and “political instability.” But even if they do tread carefully, it is virtually impossible to imagine Western businesses not becoming complicit in what the human rights advocate Tom Andrews calls “the building blocks of genocide.” FRUITS OF FREEDOM For all Myanmar’s problems, there have also been

encouraging signs of progress. Last November, the government and representatives of 18 rebel groups met for historic cease-fire talks that, although they ended without an agreement, established a measure of goodwill and set up a renewed round of negotiations for this spring. One British diplomat told us that “everyone knows what the answer is -- federalism.” Whereas some minority groups such as the Kachin still want outright independence, most hope for a system like the United States or, better yet, Switzerland, where ethnic cantons have autonomy within a federal structure. “To this day, we wish for the Burmese government to honor the agreements made in 1947,” a leader of the Kachin Independence Organization told a UN interviewer. In other words, they want the government to make good on the promise of Panglong. Convincing the army to relax its stranglehold on the country will not be easy. “They have serious economic interests at stake as well as pride and animosity,” the British diplomat told us, “it is their guys who have been fighting the ethnic groups for years.” Still, countries from South Korea to Ghana have managed to transition successfully from military dictatorship to democracy, many with less going for them than Myanmar has today. And as one European ambassador points out, “A lasting reconciliation with the minorities could be politically rewarding in 2015’s national election. That is why the president is trying very hard.” Although there is no alternative to direct government engagement with Myanmar’s ethnic minorities, Western business has its own role to play. In a few cases, firms with significant interests at stake may intervene directly and productively in peace talks. Last year, for instance, Chinese investors appealed to Beijing to help arrange negotiation between Myanmar’s leaders and the Kachin Independence Organization in support of a Chinese-owned pipeline expected to carry natural gas from Kachin State back to China. Similarly, the Dawei Princess Company, which holds logging and mining concessions in Karen National Union–controlled areas, underwrote peace talks and arranged cease-fire discussions in Karen State, according to a 2012 International Crisis Group report. More likely, Western investors can play a critical role in policing bad business behavior and ushering the ethnic minorities into the twenty-first-century economy. Morally responsible private-sector players can expose unscrupulous actors who exploit ethnic minorities, while taking pains themselves to operate in a transparent, accountable, and mutually beneficial manner. Mitsubishi, for instance, could review the existing environmental and social impact studies conducted at the Dawei development project and insist that any yawning irregularities be brought in line with globally accepted standards before construction begins. Additionally, Western business leaders -- perhaps together with the U.S. Chamber of Commerce and other business associations -- can take a page from the European governments and nongovernmental organizations that taught capitalism to citizens of the former Soviet Union after the Berlin Wall fell and help develop ethnic minorities’ business savvy, educating them to compete in a globalized, free-market economy. After all, one of those former Soviet states, Latvia, has just become the latest country to adopt the euro. “We know that one of the biggest incentives to find peace with ethnics is to get more foreign investment in,” David Tharckabaw, the Karen National Union’s foreign minister, has said. But, he continues, “We have to make sure that proper consultation is done with the civilians and everything is done in a sustainable manner which benefits the ethnic civilians, not just the government and foreign investors.” In short, well-meaning Westerners must step up and see Myanmar not as an unopened market but as an unrealized country. Could Myanmar turn its Catch-22 to its advantage? Aung San once remarked that if the Burmese area got one kyat -- the Burmese currency -- the minorities would get one kyat as well. It was a mark of the man’s character that he could envision his country’s ethnic minorities as equals. Only when the government and ethnic minorities settle on an equitable, federalist solution, spurred by the interest and investment of the West, will they -- and the world -- enjoy the fruits of a Myanmar that is not just democratic but free.

Though most citizens' views have gone beyond contempt for the politician, there is a burgeoning group who are now involved and committed. This is a class of people who not only have ideas on who should be in power but also do what they can to get these people in power. There is a meeting of minds here; the dreams of the common person and the politician merge. There is also a belief that these chosen ones can make such common dreams come true. The triumvirate Let's narrow down to three people on whom many pin their hopes in this year's general election: Narendra Modi, Rahul Gandhi and Arvind Kejriwal. The three are very different politicians, heir socio-economic backgrounds, political philosophy, manner of functioning and experience all dissimilar. But they have one thing in common as the first surfers riding a new wave of morality. Narendra Modi became the prime ministerial candidate of the Bharatiya Janata Party (BJP) after stomping all over the patriarch of the party, Lal Krishna Advani. The very same person who stood by Modi after the 2002 religious riots, where many allege Modi played a role in the what can only be called a state-sponsored pogrom. His form of governance is held up as the way ahead. For a party whose philosophical fountainhead is the desire to bring back Ram Rajya (something everyone is unsure what that connotes) and which speaks about Raj Dharma (rule based on spirituality and positivity), the Machiavellian machinations that went to create Modi were the very antithesis of their foundation. That the patriarch was discarded and shouted at goes against the Hindu dharm (respect for elders) that the party wishes to preserve and promote. Then there is the whole idea of protect-

In the case of Modi, this was tossed out in the 2002 riots and continues to be ignored, with economic policies that has led to increased state debt, child malnourishment and low wages in Gujarat, where he is chief minister. Given all this, Modi is still a darling of the many. The very same people who espouse respect for the elderly and speak in glowing terms of India's past - and even the need to protect the weak - say goodbye to all this when it comes to bringing Modi as the nation's leader. Is the new morality that allows support for Modi based on less concern for our elders and the weak? And if so, wouldn't this go against the many tenets of Hinduism, a religion (or way of life) that the BJP wishes all Indians to convert to? Then we turn to Rahul Gandhi, the scion of a dynasty. While many of us speak against dynastic politics, we have no qualms in ensuring that wealth and power remain within the confines of our family. Most marriages in business families are fixed on the basis of love - a love of money and finding ways to increase it. Marriage ceremonies are a time to repay or exact debts. The power that congregates in one location during such occasions could create a new industry, light a city, bring down a government or even create a new one. Given this state of affairs one wonders why many think awry of the "dynastic politics" of the Congress Party. How different is that from Narayan Murthy of Infosys bringing his son into the company as his executive assistant and then promoting him to a vice president? There was hardly a peep from the business community after this action from a man many consider to have sound ethics. Why shouldn't sauce for the goose be sauce for the gander? So the second moral dilemma is the sup-

port by many for Rahul Gandhi as India's future prime minister. Proponents of that cause choose to ignore that Rahul, whose candidacy has yet to be declared but is widely regarded as a shoe-in, has absolutely no experience in politics or in working in government. The political statecraft that goes with such a position, along with the knowledge of the workings of the government and the country, is not easily acquired. It could be argued that his name and the experience of those working with him would pave the way for a successful stint as premier. One wonders, why is such an opportunity not given to others of the same age and similarly haloed backgrounds but of more experience? The pertinent question here concerns the differing moral scales used by those opposing the Congress, but silent on other similar issues, and by those within the Congress who promote Rahul on the one hand and on the other do not give Rahul's party members similar opportunities. Arvind Kejriwal, chief minister of Delhi and the force behind the Aam Admi Party (AAP), is a different kettle of fish. The reasons for his rise to power range from public disaffection with entrenched politics to a collective victimhood that is finally raising its head. During his journey to power he tarred all government institutions with the same brush - everything was dirty - and promised to clean up their mess. Having achieved power, he seems to have gone a step further and is now living by the "heads I win, tails you lose" philosophy. Kejriwal seems unable to work with the power given to him by the people but undermines it by sitting in protest, a protest which has led to no resolution and instead is converting an inability to channel powers to make change into a form of martyrdom which allows him to continue functioning by attracting people's sympathy and even admiration. The AAP leader, whom the party has yet to declare as its prime ministerial candidate, is a

dream come true for Indians who in general have no love for authority or social order. Here is a man after their own heart, a man who though in a position of authority does everything to undermine it. The protest warms the cockles of the common person because they see a man with immense power acting as if helpless. So they believe he is still like them an outsider fighting a firmly dug-in cabal. No one questions the fallout of such actions - if people in power begin to protest in this way then what will the common person do? Kejriwal is destroying institutions without providing an alternative while also usurping public space used by the truly powerless to make themselves heard. His code of conduct has not only diminished the office he holds by portraying it as one without power but has also left the common person bereft of means of communicating with higher-ups. Kejriwal has not shared his idea of what a leader should be and for what he should be held accountable, while he is simultaneously laying to waste institutions that have been the bulwark of society. So he has given himself an open canvas to do what he imagines to be right, which may soon inspire the common person to imitate him. Though Kejriwal calls himself an anarchist he cannot absolve himself of the trust and the mantle of leadership that people have reposed in him through an institutionalized election process that he was part of, and which people believe in. Can an anarchist be a leader? It goes against the very grain of anarchic philosophy. Or is he using the term because he realizes that today most Indians don't know what it takes to be a leader and are quite happy with someone who can destabilize the establishment? Society becomes redundant and dysfunctional in two instances - when it has no morals or when society's thoughts and actions far outpace its moral strictures. With Narendra Modi, Rahul Gandhi and Arvind Kejriwal we seem to have arrived at the latter. Their presence and their impact indicates that subliminally moral codes in India have changed. Isn't it time therefore that we shout it out from the roof tops and get everybody on the same page?

1984 riots: Sikh bodies hold anti-Cong protests

nEw DElHI, JAnuAry 30 (AgEncIES): Congress Vice President Rahul Gandhi’s remarks on the 1984 riots have sparked off an unprecedented political furore, with a united opposition stepping up attack against Congress, demanding a court monitored fast track probe. Sikh groups on Thursday protested outside the Congress office in Delhi, stating that a mere apology on the 1984 riots will not suffice. “We demand that Rahul Gandhi should name the people involved in the riots. Those people need to be punished,” the protestors said. BJP joined the foray, hitting out at Congress and saying that the 1984 riots were orchestrated by Congress. Adding to the controversy, Former President Giani Zail Singh’s Press Secretary Tarlochan Singh alleged that the 1984 Sikh riots were ‘orchestrated and sponsored’. “Neither Rajiv Gandhi nor Home Minister or anyone in goverment took the President’s calls when the riots took place,” he alleged. “A plan was made to teach the Sikhs a lesson before Rajiv Gandhi arrived in Delhi. Rajiv Gandhi did not answer calls when riots took place, did not try to stop the riots,” Tarlochan Singh accused. On Wednesday, Delhi Government decided on a probe by a Special Investigation Team into the 1984 anti- Sikh riots, two days after Rahul Gandhi had said some of the partymen were probably involved in the violence but were punished. Addressing a large Trinamool Congress rally at the Brigade Parade Grounds, Devi hailed the party supremo Banerjee’s efforts for the welfare of the common people. “I would like to see her as the next prime minister ... she is the only ideal candidate for prime minister,” she said. “To build a ‘golden Bengal’, her considerate thoughts and actions have shown the way to India’s citizens,” she said. The author said the Banerjee government did far better work than what the erstwhile Left government managed in its over three decades of rule in the state. The Magsaysay award winner stressed that people’s faith in the chief minister is “increasing day by day”. “This is only because of her unselfish attitude and her work for the people that she has been doing selflessly” said Devi, adding the rally had witnessed more people than the 1972 rally addressed by then prime minister Indira Gandhi and Bangladeshi statesman Sheikh Mujibur Rahman at the same venue. She heaped adulations on Banerjee for listening to the down-trodden, the helpless and the poor. “Her work in Junglemahal (Maoist affected areas of the state) and in the Darjeeling hills has been incomparable,” Devi said.

‘Indian men have lesser lifespan, more disease-prone’ nEw DElHI, JAnuAry 30 (IAnS): Having a lesser life span than women, Indian men are also two to four times more prone to cancer, stone diseases, suicides and heart attacks and five to six times more likely to fall prey “lifestyle diseases”, an expert said Thursday. Over 1.3 billion Indian men are suffering from kidney disorders among other health issues but are unable to get early and effective treatment due to dearth of urologists in India, said Rajiv Sood, head of the urology department at Ram Manohar Lohia hospital here. Speaking at the Urological Society of India Conference here, he said: “Till now men’s health had no place in national health programmes. We only focused on child and women health.” “We are unaware of the fact that the average life span of man is five years less than women in India. “There is fast-paced technological advancement in urology and there are a number of options available for optimal patients’ care but they are going unnoticed for want of awareness,” added Sood, calling for focus on newer equipments and drugs to cure urological problems of Indian men.

“Government is going to form a SIT to probe the 1984 riots. The modalities of the probe will be discussed at a cabinet meeting on Friday. Lt Governor Najeeb Jung has in-principle agreed to the proposal to appoint the SIT,” PWD Minister Manish Sisodia told reporters. Earlier in the day, Chief Minister Arvind Kejriwal discussed the issue with Jung.

Commenting on the SIT probe, BJP leader Hardeep Singh Puri said, “The SIT probe has to be court monitored and time bound.” SAD MP Naresh Gujral said, “If SIT is set up, it will ensure the high profile cases are expedited.” On its part, Congress said that it will support the SIT probe. “If an SIT is able to get to the bottom of the conspiracy, we are all for it,” said

Jayalalithaa to face trial for not filing IT return: SC Rahul to take up UPSC

nEw DElHI, JAnuAry 30 (IAnS): In a setback to Tamil Nadu Chief Minister J. Jayalalithaa, the Supreme Court Thursday said she will face trial for not filing income tax returns for 1993-94 in her capacity as the joint owner of Sashi Enterprises along with her aide N. Sasikala. Sasikala too will face trial for not filing tax returns for the same year. The two will also face trial for Sashi Enterprises not filing the tax return for the years 1991-1992 and 1992-93, even though both Jayalalitha and Sasikala had “belatedly” filed their individual tax returns for these years.

Both had filed their returns for 1991-92 and 1992-93 as individual assessee on Nov 20, 1994 and Feb 23, 1994 respectively. Having held that Jayalalithaa, Sasikala and their jointly-held company would face prosecution, the apex court bench of Justice K.S.Radhakrishnan and Justice A.K.Sikri said: “We, therefore, find no reason to interfere with the order passed by the high vourt. The appeals, therefore, lack merits and the same are dismissed and the criminal court is directed to complete the trial within four months from the date of receipt of this judgment.” Though Jayalalithaa and Sasikala belatedly filed their individual tax returns but on behalf of Sashi Enterprises, it was contended that its return has not been filed as its accounts have not been finalized. But the apex court refused to accept the argument. “We are also of the view that the declaration or statement made in the individual returns by partners that the accounts of the firm are not finalized, hence no return has been filed by the firm, will not absolve the firm in filing the statutory return under section 139(1) of the Act” it said.

“The firm is independently required to file the return and merely because there has been a best judgment assessment under Section 144 would not nullify the liability of the firm to file the return as per Section 139(1) of the Act”, the court underlined. Speaking for the bench, Justice Radhakrishnan said: “Appellants’ (Jayalalithaa and Sasikala) contention that since they had in their individual returns indicated that the firm’s accounts had not been finalized, hence no returns were filed, would mean that failure to file return was not willful, cannot be accepted.” Pointing to the “dilatory tactics adopted in these cases”, the court said: “Each and every order passed by the revenue (authority) as well as by the courts were taken up before the higher courts, either through appeals, revisions or writ petitions.” Justice Radhakrishnan said, “Courts, we caution, be guarded against those persons who prefer to see it as a medium for stalling all legal processes.” The complaints in the case were filed Aug 21, 1997, by the assistant commissioner of income tax, Chennai.

nEw DElHI, JAnuAry 30 (IAnS): Congress vice president Rahul Gandhi Thursday said the change in the pattern of the UPSC civil services exam is wrong and he will take up the issue. The statement from his office came after a group of students met the Congress leader requesting him to intervene in the issue. Changes made by the Union Public Service Commission in 2013 have excluded foreign languages from its course. This move affects thousands of students who opted for different languages as one of the subjects in the exam. The aspirants are alleging that they were left with very short time to prepare and also the changes are discriminatory against students from the rural areas. “Rahul Gandhi agreed with the students and said all aspects should have been taken into account before making a change,” the statement said. “He said he will do everything he can on this issue,” it added. The civil service aspirants are demanding that they be given age relaxation and a chance for three fresh attempts. According to the present norms, a general category student is given four, an OBC student seven and there is no restriction on the number of attempts to crack the exam by an SC/ST student till the age of 35. The aspirants had also staged a protest outside Rahul Gandhi’s office Wednesday.

Fixed two-year posting for IAS, IPS, IFoS officers

nEw DElHI, JAnuAry 30 (PTI): Officers of the three premier services - IAS, IPS and IFoS - will now spend a minimum of two years at each posting and any exception in the form of transfers or new appointments will only be done upon the recommendation of a civil services board, according to new rules aimed at checking political interference. States have now been mandated to constitute a civil services board, which is to be headed by the chief secretary, to consider questions of transfer of the said civil services officers. For transfer and postings of Indian Administrative Service officers, the board will have the senior-most Additional Chief Secretary or Chairman, Board of

Revenue or Financial Commissioner, or an officer of equivalent rank and status as member, and Principal Secretary or Secretary of the Department of Personnel in the state government, as member secretary. For the posting and transfer of Indian Police Service officers, the board will have two more members ? Principal Secretary or Secretary, Home, and the Director General of Police. For Indian Forest Service officers as well, the board is to have two additional members ? Principal Secretary or Secretary, Forest, and the state’s Principal Chief Conservator of Forest. “All appointments of cadre officers shall be made on the recommendation of the civil services Board,” state the rules, which were notified

by the Ministry of Personnel on Tuesday. A cadre officer, appointed to any cadre post, shall hold the office for at least two years unless he or she is promoted, retired or sent on deputation outside the state or for training exceeding two months, the rules said. “The Centre or the state government... May transfer a cadre officer before the minimum specified period on the recommendation of the Civil Services Board,” the rules specify. However, the competent authority may reject the recommendation of the Civil Services Board by recording the reasons for the same. Strangely, there were a number of instances in the last 48 hours of Bapu’s life in Delhi’s Birla house when the Mahatma indicated to near and dear ones that he wouldn’t remain amid them for long. On the afternoon of January 29, 1948, the day before the assassination, an agitated member of a group of villagers who had been recently rendered homeless due to communal clashes, confronted Gandhiji and claimed that he had done enough damage. “You have ruined us utterly. Leave us alone and take your abode in the Himalayas,” the angry person had said. This disturbed Bapu very much. That same evening, while walking to his prayer meeting, he had con-

But if an explosion took place or somebody shot at me and I received his bullets on my bare chest, without a sigh and with Rama’s name on my lips, only then you

should say I was a true Mahatma.” Later that day Bapu was in a crucial meeting with Sardar Patel when two leaders from Kathiawar came to visit him unannounced. On being informed of their coming, Gandhi had said, “Tell them that I will see them, but only after the prayer meeting and that too if I am alive.” After finishing his breakfast Bapu rested for a while and got up on his own. When he started to walk towards the bathroom, it was a strange sight for Manuben, his grandniece who helped him walk. “Bapu, how strange you look?” she said, a reference to the fact that he had not gone anywhere recently without her. To this, Gandhi had quoted Rabindranath Tagore, saying “Ekla chalo, ekla chalo (Walk alone, walk alone)”. This was eerily accurate as the walk towards the prayer meeting was, in fact, his last lone walk.

250 million school age kids can’t read

UNITED NATIONS, JANUAry 30 (AP): At least 250 million of the world’s 650 million primary school age children are unable to read, write or do basic mathematics, according to a report Wednesday commissioned by the U.N. education agency. The report found that 130 million are in primary school but have not achieved the minimum benchmarks for learning, and almost 120 million have spent little or no time in a classroom including 57 million youngsters who are not attending school. The independent research team that wrote the report for UNESCO, the U.N. Educational, Scientific and Cultural Organization, calculated that the cost of 250 million children around the world not learning translates to a loss for governments of around $129 billion annually. UNESCO’s U.N. representative Vibeke Jensen said this global “learning crisis” is mainly caused by a lack of well-trained teachers, especially in impoverished areas. “While more children are in school, it’s been at the cost of quality,” she said at a news conference launching the report. “The issue now is to put the focus on quality.” In a third of countries analyzed by the team, less than 75%t of the primary school teachers had been trained to meet national standards. “Teachers have the future of this generation in their hands,” UNESCO’s Director-General Irina Bokova said in a statement. “We need 5.2 million teach-

ers to be recruited by 2015, and we need to work harder to support them in providing children with their right to a universal, free and quality education.” The report said that ensuring an equal, quality education can increase a country’s gross domestic product per capita by 23% over 40 years. But according to the report, almost half the children out of school globally are expected never to make it into a classroom — and that includes almost two-thirds of girls in Arab states and sub-Saharan Africa. The research team reported that almost half the world’s out-of-school population of 57 million live in conflict-affected areas, up from 42% in 2008. It estimated that 14 countries had more than 1 million children out of school in 2011 including Afghanistan, China, Congo, Somalia, Sudan before its break-up, and Tanzania. On the plus side, it said three countries reduced their out-of-school populations by at least 85% in the last 5 years — Laos, Rwanda and Vietnam. World leaders set a goal in 2000 of giving every child a primary school education by 2015 but the report said it is “likely to be missed by a wide margin.” Sub-Saharan Africa is the region lagging farthest behind. The researchers forecast that if recent trends in the region continue, the richest boys will achieve the goal of completing primary education in 2021 but the poorest girls will not catch up until 2086.

‘Vitamin E supplements may speed up lung cancer’

LONDON, JANUAry 30 (IANS): In an alarming study, scientists have found that two commonly used antioxidants - including the popular vitamin E - can fuel the growth of lung cancer in mice rather than curb it. “The take-home message is that these antioxidants do not decrease the risk of cancer and may even increase risk of some cancers in some populations,” cautioned Martin Bergö, a molecular biologist at University of Gothenburg in Sweden and a co-author of the latest study. Bergö and his colleague, Per Lindahl, a molecular biologist at the University of Gothenburg, conducted experiments in mice that were genetically engineered to develop lung cancer. According to Lindahl, the work does call for a closer look at the effects of antioxidants in smokers, who are at high risk for lung cancer and may already carry small tumours while outwardly seeming healthy.

East Asia tensions on display at Security Council

UNITED NATIONS, JANUAry 30 (AP): The tensions gripping East Asia flared Wednesday at a U.N. Security Council debate on war and peace. Chinese Ambassador Liu Jieyi said Japanese Prime Minister Shinzo Abe “closed the door to dialogue with China” with his recent visit to a shrine where convicted World War II criminals are buried. The envoys of North and South Korea also lambasted the visit. Japan rebuked its neighbors for raising their grievances in an open forum with envoys of more than 50 countries present. The bitter exchanges played out over hours as each of the four countries took the floor twice to have their say. It was a vivid example of the theme of the Security Council debate: How to build lasting peace. An emerging consensus among diplomats was the need to reconcile conflicting historical narratives, which Jordan’s ambassador said “can often lie in wait, like dry gunpowder, for a long time, passed down in many communities from parents to children.” East Asia’s escalating disputes — both historical and current — have alarmed the world, with the commander of U.S. forces in the Pacific warning last week that tensions are likely to grow unless China and Japan talk to each other. The United States has criticized both countries: Abe for his visit to the shrine; China for its declaration of an air defense zone over a disputed area of the East China Sea, including remote islands administered by Japan. “Tensions are escalating more than ever before due to the distrust among states in Northeast Asia,” said South Korean Ambassador Oh Joon. Oh said “Japan should refrain from provoking its neighbors with its denial of history.” North Korea’s envoy Ri Tong Il said Japanese officials “are driving their knives into the wounded hearts of the victims” and “instigating the Japanese people into retrieving their militaristic ambitions.” Japanese envoy Kazuyoshi Umemoto said his country “does not believe” that raising such issues during a diplomatic forum is “helpful in lowering tensions and enhancing the stability in the region.” He nevertheless offered a defense, saying Japan has atoned for its past and that Abe “would welcome direct dialogue” with the leaders of China and South Korea. LONDON, JaNuary 30 (reuters): Chelsea manager Jose Mourinho said he should have brought his "Black & Decker" drill to break down West Ham United's defensive wall following a 0-0 draw at Stamford Bridge in the Premier League on Wednesday. In accidents of a similar severity, patients often had a disability after their emergence from coma, the experts noted. Schumacher dominated Formula One for much of his racing career before his retirement in 2012. He won the F1 title seven times, more than any other driver, and notched up 91 victories between 1994 and 2004.

LONDON, JaNuary 30 (aP): Manchester City stormed back to the top of the Premier League with a high-tempo 5-1 victory at 10-man Tottenham on Wednesday, taking the free-scoring team's tally this season to 115.
