Therefore, the NPCC appealed to all concerned to cooperate with ACAUT to eradicate the “menace of unabated taxation.” The Congress also resolved “to pursue for an early Naga political settlement and urge the negotiating parties to arrive at a logical conclusion which will be honourable and acceptable.” The NPCC resolution was signed and issued by its President SI Jamir.
“If you tremble with indignation at every injustice then you are a comrade of mine.” A signatory of the Action Committee Against Unabated Taxation’s (ACAUT) banner at the Clock Tower put down Che Guevara next to his/her name. Others put in poems and words. “I am a student and I am worried about my future,” read the short message next to one of the signatures. Some put in the name of their organization and business establishment alongside their signatures. Thahekhu Village Council put up a banner of its own in support of the ACAUT, and people continued to sign the banner till after dark on October 30. The ACAUT is slated to hold a ‘Public Awareness Rally’ at the Clock Tower on Thursday, October 31 at 9.30am as continuation of its Signature Campaign to draw support for its larger campaign against “unabated taxation” by state and non state agencies. A five-member team of the ACAUT, informed a press release from its media cell, met with the steering committee of the NSCN (IM) and its Ato Kilonser today at Hebron Camp to clarify the purpose of the rally. The NSCN (IM) has
“disallowed” the public rally “in the interest of the Indo-Naga talks.” The ACAUT team, led by senior citizen Hekhevi Achumi, has clarified to the NSCN (IM) leaders during a five-hour marathon meeting that the rally has “nothing to do with the peace talks,” and is focused on “streamlining taxation.” In the light of its October 29 resolution the ACAUT has informed that they will “go ahead” with the rally, and has asked people to attend it. The government has been urged by the ACAUT to provide security to this end at the site and surrounding areas.
New Delhi, october 30 (pti): Expressing concern over the rising number of crimes against women, the Supreme Court on Wednesday said they are not safe and even subjected to molestation while travelling in buses. A bench headed by Justice G S Singhvi wondered why people in recent years have lost confidence in gov-
ernments and come out on streets in protest. “Why is it happening in the last few years? Why people are losing confidence? It did not happen ten years ago. Crime against women has come to the forefront only in the last five years. They used to suffer silently and they still continue to do so except in a few cases when there have been protests
and it has come out in the open,” the bench said. The bench said that the December 16 gang rape is not an isolated incident and such type of offence was committed in the past also. “Everyday girls travelling in buses are subjected to molestation. Women continue to suffer,” the bench said, adding “We remember Nirbhaya but the memo-
ries of the earlier incidents are not good and such cases happened earlier also.” It said people are coming out on streets as they are not satisfied and their rights are not protected by the government bodies. ‘Govt decision to shift District HQ shall stand’ Kohima, october 30 (mexN): The State Government has notified that the decision to shift the Peren District Headquarters shall stand. This has been stated in an order passed by Additional Chief Secretary and Commissioner, Banuo Z. Jamir on October 29, 2013. “Whereas the Circular issued by the Deputy Commissioner Peren vide letter NO. REV/SA-1/08-09/586 dated 28/10/2013 regarding continuance of the Abeyance Order issued by him vide letter NO. REV/ SA-1/08-09/563 dated 18/10/2013, is contrary to the directives issued to him contained in this office letter NO. NO.CNR-4/11/2004 dated 25/10/2013, wherein it had been communicated that the Government decision to shift the District Headquarter shall stand,” the order stated. Dimapur, october 30 (mexN): The Directorate of Health & Family Welfare today issued a directive to the CMO and Food Safety Officers of the district “to conduct inspections of Hotels, Restaurants, Bakeries, Canteens- (Office/ College/ School/ Institutions) Tea stalls and other public eating places including Street food vendors under its respective jurisdictions to ensure safety of food at all levels.” In a statement by the Principal Director &Addl. Food Safety Commissioner, he informed that this directive was made “in view of festive seasons round the corner and the forth coming Hornbill festival and 50th year of celebration of the Statehood.” Furthermore, it was stated that the inspection be conducted in consultation with district administration and Town council and that the exercise should be completed by November 15, 2013 and to submit the “action taken report” on or before November 20, 2013. This directive was issued “in exercise of the powers conferred under Section 30 (3) of the Food Safety and Standards Act, 2006 and Rules 2011, the directive stated.

Development has come to a ‘grinding halt’
Dimapur, october 30 (mexN): The Nagaland Pradesh Congress Committee (NPCC) has pointed out that development works in Nagaland have come to a “grinding halt” and charged the NPF government with “emptying the state exchequer by indulging in mass corruptions.” This was part of a resolution adopted at the joint meeting of the NPCC held on October 29 in Kohima in the presence of Dr. K. Security intensified for Rally The Nagaland Police has intensified security measures in a run up to the ACAUT ‘Public Awareness Rally’ proposed to be held on October 31 at 9.30am at the Clock Tower here. The SP of Dimapur, VZ Angami, has informed that there
will be intensified motor vehicle checking for 2-3 days apart from the day of the rally. Additional companies will be deployed to take charge of the law and order situation. Central paramilitary forces like Assam Rifles and CRPF will also keep guard. Citizens have been advised to avoid carrying anything to the rally that could be used as a weapon.

Govt panel recommends Crimes against women increasing: Supreme Court Rs. 5 hike in diesel prices
New Delhi, october 30 (reuters): A government panel recommended that India immediately raise diesel prices by about 9.5 percent or 5 rupees a litre and take other measures to cut a huge oil subsidy bill, but its suggestions may prove tough to follow. The panel, set up in May to advise the government on fuel pricing, also suggested capping the subsidy on diesel sales at 6 rupees a litre, Oil Minister S. Veerappa Moily told a press conference on Wednesday India, the world’s fourth-largest oil importer, needs to rein in spending to help stabilise its finances and support the rupee, which hit a record low earlier this year. The 5 rupee diesel price hike could cut the annual subsidy bill by 400 billion rupees, said Kirit Parikh, the head of the government panel that submitted the report. Diesel accounts for over 40 percent of India’s refined fuel use. With state elections looming from November and a general election due by May 2014, however, the government may find it difficult to raise domestic fuel prices sharply at a time that inflation is still high. “We recognise it may not be possible right now to increase prices by the same quantum as
suggested in the report,” Parikh said. Annual inflation accelerated to a seven-month high of 6.4 percent in September, driven by higher food prices and fuel inflation, which is running at about 10 percent. Diesel demand in India is not very sensitive to price, because it is mainly used to transport goods by road and to run generators in a country plagued by power shortages. Demand runs at over 1 million barrels per day. In January, government allowed fuel retailers to raise the price of subsidised diesel by 1 cent a litre every month and asked bulk buyers to pay market rates, but prices are still below global market levels. The panel also suggested a 4 rupee/litre increase in the price of kerosene, a politically sensitive commodity widely used by the rural poor. Kerosene prices have not been raised since June 2011, and any increase would help narrow the gap with diesel and curb switching and adulteration. The panel also favoured limiting the sale of cooking gas cylinders sold at subsidised rates to six per household from nine, plus a gradual increase in retail prices to shift to market pricing in three years’ time.

Satellite tracking of Amur Falcons to begin
Dimapur, october 30 (mexN): A joint mission is underway to ‘satellite tag’ the Amur Falcon. The Ministry of Environment and Forests, The Wildlife Institute of India, Dehradun, Convention on Migratory Species Office, United Nations Environment Programme, Environment Agency Abu Dhabi and Nagaland Forest Department will take up this “joint scientific mission.” “The bird of prey visits Nagaland from October to November every year, probably before taking a giant leap across the Indian Ocean,” explained M. Lokeswara Rao, Principal Conservator of Forests and Head of Forest Force, Nagaland. “The raptor spends its day in search of food and settles on the trees for roosting during the night. There are issues and threats related to conservation of Amur Falcons, particularly during their seasonal migration across the Indian territory. One of the key requirements for preparing a ‘Conservation Action Plan’ for this species is a comprehensive understanding of their seasonal migration patterns. Every October, a large number of Amur Falcons arrive in the North East, especially Nagaland, from Siberia en route to their final destination — Somalia, Kenya and South Africa. Though the Amur Falcon is not an endangered species of bird, there has been a huge interest for the majestic bird species because of its migratory behaviour.

Dimapur, OctOber 30 (mexN): The employees of FCI (Food Corporation of India) Regional Office NM (Nagaland & Manipur) Dimapur today observed nationwide agitation at its office located at Bank Colony Dimapur. The Bhartiya Khadya Nigam Karamchari Sangh (Food Corporation of India Employees Union) and Food Corporation of India Executive Staff Union Central Committee had once again called for a revival of the country-wide agitation which deferred on June 26, 2013. Highlighting the effects in Nagaland, a press note issued by Yanger Aier, Regional Secretary of Bhartiya Khadya Nigam Karamchari Sangh/FCI Workers Union (BKNKS) has stated that FCI handles around 70
million Metric tonnes countrywide. He informed Naglaand have four FSD (Food Storage Depot) which include FSD Dimapur, FSD Mon, FSD Mokokchung & FSD Tuensang. It was also said that FSD Dimapur is the nerve point in Nagaland which handles more than 6 lakhs metric tonnes in last financial year covering parts of Assam, Manipur & Nagaland for PDS (Pblic Ditribution System). The note also stated that Phase -II will start December 17, 2013 which will be for indefinite period, and total bandh in operation of depots and office will be affected. “We call everyone to support for our cause during the agitation and bear the hardship. We deeply regret for inconvenience caused during the agitation,” the note stated.
Chief Wildlife Warden, Dimapur, T. Lotha has refuted a report which stated that 1, 10, 000 to 1, 40, 000 Amur Falcons were massacred in Nagaland last year. He was referring to an article titled, “The Flight of the Amur Falcon” published in a local daily on October 30. Without denying that the migratory birds were killed, T. Lotha, said the figure was “highly exaggerated” and that the unauthenticated report had badly damaged the image of the government and Forest Department in particular. He roughly put the figure of Amur Falcons killed in Nagaland last year to 30, 000. “Ramki, co-founder of Conservation India and Sashank Dalvi, a research associate at the Centre for Wildlife Studies went to Doyang, stayed there for three days and came out with the exaggerated
figure. How in three days they could assess this figure? That is mysterious.” the Chief Wildlife Warden queried during a press conference at his office chamber on Wednesday. He said the duo do not have any basis, authentic data or modality assessment adding “everybody was shocked.” He said the duo did not even crosscheck with the Forest Department or consult with it. “They have concern for Amur Falcon and I appreciate it but they do not have concern for Naga people, which I abhor,” T. Lotha added. He said India is a signatory to the Convention of Migratory Species and so it is mandatory for the State Government to protect the birds while passing through Nagaland. He also reminded about the directive of the Rural Development Department to all the villages to conserve ecological environment
& Wild Life preservation failing which the villages would be penalized by stopping grants-in-aid allocations. “Nagaland has become a haven for Amur Falcon because they are completely protected,” T. Lotha claimed. Commenting on the unhappiness expressed by the villages where the birds are roosting, T. Lotha said the government has a system of working and that it cannot manufacture benefits overnight for them. The department will have to analyse the strength of the villages in protection of the bird and then draw up an action plan. In the first phase, T. Lotha said the Department has accomplished conducting awareness campaign, sensitization and education about the bird with the help of villages and NGOs such as Nagaland Wildlife & Biodiversity Conservation Trust, Wildlife Trust
of India, Natural Nagas and others. In the second phase, the Department is contemplating livelihood intervention for the villagers of the bird roosting areas, he added. T. Lotha said positive things were happening in protection of the bird as villagers have provided all logistic support. He appreciated the villagers and NGOs for their cooperation and participation in protection of the bird. He also urged the villagers to capitalize on migration of the bird for their economic benefit and added that the Department was capable of helping them. T. Lotha said the Department has deployed wildlife protection force in Doyang and was patrolling round the clock. He also informed that the United Nations Environment Programme was supervising the migration of the Amur Falcon.
Mock drill on quake disaster to be held at Mkg
mOkOkchuNg, OctOber 30 (Dipr): Aiming at minimizing casualties and intensity of damage to properties during imminent earthquake disaster, Senior Consultant, National Disaster Management Authority, New Delhi, Brigadier (Dr) Khanna, conducted Table top exercise to the responders (High level district officials) from Mokokchung, Tuensang, Mon, Longleng and Zunheboto districts on the second day of the ‘Capacity Development Pro-
gramme’ at Mayangnokcha Government Higher Secondary School at Mokokchung on October 30, 2013. Brigadier Khanna said the three-day programme focused on earthquake disasters as Nagaland, part of the north east is most vulnerable to earthquake disasters and felt a need to remain alert to effectively respond to it. Briefing newsmen, Khanna said that during table top exercise he and other specialists on the subject had exclusive interaction
with the high level districts officials on the preparedness and exercise to be taken during post disasters. Brigadier Khanna said that mock exercise will be conducted at eight places in Mokokchung town namely; Queen Marry Higher Secondary School, Mayangnokcha Government Higher Secondary School, Mokokchung Municipal Shopping Complex, Imkongliba Memorial District Hospital, Woodland Nursing Home, DRDA Office building, Supong Shopping
Mall and Hotel Metsuben on October 31st. He invited public to take part in the mock exercise in any of the eight places to ensure that Mokokchung district become earthquake resistant by participation of community and preparedness of first responders at district level. Others experts who are involved in the three-day programme include specialist from NDMA, New Delhi, B.B Gadnayak and Manohar Singh from Guwahati.
‘Towards a safer and resilient Nagaland’
kOhima, OctOber 30 (Dipr): Three days workshop for capacity development programme got underway on October 30, 2013 on the theme “Towards a safer and resilient Nagaland” at SIRD Conference Hall, Kohima. Interacting with the participants, AVSM, SM, VSM, PPMG, Senior Specialist (CB and ME) GOI, V.K. Datta said that the capacity development programme (CDP) has been planned in Kohima involving all the district in Nagaland, clubbed at Kohima and Mokokchung for table top, conducting mock exercise on earthquake and disaster management to create awareness and preparedness among the people. This scenario is based upon 1847 earthquake which caused heavy damage to life and properties in the entire north east. He further said the ongoing workshop would include IRS formation of incidence response team, detailment of officers who are the stakeholders in disaster management as
per IRS and presentation of plans related to each districts to play the role in disaster management. V.K. Datta also opined that the actual scenario will emerge in earthquake disaster and to assess the State of Nagaland in any man made or disaster. On the 3rd day, the mock exercise based on earthquake 8.7 Richter scale with epicentre in Shillong, Meghalaya having severe effect in all the north-eastern State including Nagaland would be discussed. Welcome address was delivered by Deputy Commissioner Kohima, W. Honje Konyak while vote of thanks was proposed by Elizabeth, CEO, KMC (DDMA, Kohima). The workshop is being organised by Nagaland State Disaster Management Authority (Home Department) in collaboration with National Disaster Management Authority, Government of India. DDMA officials and line departments from all the districts participated in the programme.

phek, OctOber 30 (Dipr): Two day training on Infection Management Environment Plan (IMEP) for Medical Officers, Nurses, Laboratory technician and Waste Handlers was held at the Conference Hall of the Chief Medical Officer Phek, from October 29 to 30, 2013. Resource person Dy. CMO, Dr. Ritu Thurr, spoke on the topic “bio-medical Waste” and said that hospital waste/health care waste includes establishments, research facilities and laboratories including minor or scattered source such as health care taken at home (Insulin injection). He also suggested for segregation, collection storage, and transportation stating that disposing treatment material waste at the hospital was risky and for which control measures need to be taken. District Programme Manager, Phek, Keneingutuo Albert, who was one of the resource person spoke on the topic “Legal aspects of infection Management environment Plan (IMEP)” where he emphasized on the issues and challenges relevant to health and environmental risks in healthcare facilities. GUwahatI, OctOber 30 (IaNS): The National Human Rights Commission (NHRC) Wednesday suggested that the Manipur government immediately remove all 'arbitrary restrictions' imposed on access to the state's prominent rights activist Irom Sharmila. Sharmila, popularly known as the Iron Lady of Manipur has been on an indefinite fast since November 2000 demanding revocation of the Armed Forces (Special Powers) Act (AFSPA), 1958, from the state. The NHRC took a suo motu cognizance of the restrictions and suggested to Manipur that these restrictions are in breach of India's obligations under internationalhumanrightsstandards and principles and a grave violation of human rights. The development came a week after two commission members met Sharmila Oct 23 during its threeday sitting in Imphal. She was found frail but alert and did not complain of any physical ill-treatment. However, she repeatedly said she was rarely allowed visitors, whereas all others in the custody of the state govern-
ment routinely receive visits from family and friends. The commission issued notice to the Manipur chief secretary and said Sharmila must be permitted to receive visitors under the regime that governs all people in judicial custody. The rights panel has asked for a report by Dec 6 on the steps taken on its recommendation. "The Commission observed that it believes that if the government of Manipur could deny permission to its special rapporteur, a retired director general of police, and to special rapporteurs of the United Nations (UN), to visit Sharmila, it is unlikely that it gives others access to her," the NHRC said in a statement. "It would appear that, while keeping her alive, since her death would create problems for the state government, it is trying to break her spirit through this enforced isolation, for which there is no judicial mandate, though she is in judicial custody," said an NHRC statement. "The state government officers could not give any satisfactory reply to the commission on this egregious exception made to the practice in her case, but was informed
that permission to meet her must be issued by either the chief minister or the deputy chief minister," the statement said. The NHRC also hailed the activist as "a prisoner of conscience" insofar as she is held in conditions that are onerous because of her peaceful opposition to an aspect of government and police, a law whose repeal she seeks.
Imphal, OctOber 30 (IaNS): Two people were killed and at least seven injured in a massive explosion near a bus station in this Manipur capital Wednesday morning, police said. The blast took place near Moirangkhom bus stand at around 6.30 a.m. in a high security zone, despite security arrangements made by the police and other security agencies. The blast site is around one kilometre from the official residence of Manipur Chief Minister Okram Ibobi Singh and a short distance away from the headquarters of the Manipur Rifles Regiment, the Manipur Police Headquarters and the State Secretariat. "Assam government has over the last few years initiated several strong measures to end insurgency in the state and though there has been considerable improvement, violence has not ended completely," Gogoi said here while paying homage to victims of serial blasts of October 30, 2008 which claimed 96 lives and injured more than 300 people. The Chief Minister appealed to militant outfits still indulging in violence to give up this path, join the mainstream and help in establishing peace and development. "October 30 is a black day in Assam's history where many people lost their near and dear ones," the Chief Minister said at the memorial service organised below Ganeshguri Flyover here which bore the brunt of the blast killing atleast 50 people. The Chief Minister assured people that his government was committed to the development of the state which was only possible with the cooperation of the people. The memorial service was attended among others by family members of the victims, Social Welfare Minister Akon Bora, Congress MLAs Chandan Sarkar, Captain Robin Bordoloi, Bismita Gogoi, Arati Hazarika Kachari, Director General of Police J N Choudhury and senior state government officials. Twelve high intensity blasts were carried out by the Ranjan Daimary led NDFB in Guwahati, Kokrajhar, Barpeta and Bongaigaon on October 30, 2008. Family members of the victims had expressed their anguish on the release of NDFB leader Ranjan Daimary from jail this year for negotiations and some of them refused to attend today's memorial service.

here are three types of people in every society of this world; the first ones are those who make things happen, the second ones are those who sit and watch(or just stand and stare) and the third ones are those who never know what is going on or happening(they are like the feather blowing in the wind and may land up in the gutter).Now ACAUT is doing the role of the first one and i hope the majority of our Naga people won’t be in the second group, leave alone the last group as there is not a single section of people today in our land that has not been effected by the issue of Unabated Taxation. The issue of Unabated Taxation and its resentment in our society surely started as a Feeling, which grew into a Hope and this Hope turned into a Word and then the Word grew Louder and Louder and now finally it has reached into a Battle Cry in the form of ACAUT. Today our society is caught in the vicious circle of corruption, nepotism, extortions, killings etc. and there is a visible scarcity and a famine of truth in our land. The people who speak out the truth boldly anywhere be in the market, workplace, office or even in our churches are labelled as ‘different, peculiar, unadjustables, not-our-types etc.’ and are very often avoided, ignored, isolated, threatened, kidnapped, tortured and even pay with their life for it. But no matter what, Truth Always Triumphs! It was really a positive and a laudable step on the part of the NBCC to take a firm policy on some of the long burning issues such as Prohibition, Clean Election campaign etc though many loopholes are detectable yet the Church cannot afford to remain silent on the ills and maladies plaguing the Naga Society. There may be more than thousands of critics of the Church on the issue of Prohibition as it has been a complete failure but i fully support the Church on it because it is not the Prohibition that has failed us but it is we who has failed it. A law cannot be termed incorrect or improper just because the

land and its people fails to abide with it or neither can it be said to be deviating from its objective just because the law enforcers and the authorities fails to implement it with the right measures. Let our land not only be ‘Nagaland for Christ but ‘Christ for Nagaland’ too. Majority of the Nagas now seems to be swaying and dancing to the tune of Mammon(the god of greed and wealth) than walking in the footsteps of Christ. During a discussion among friends, one inquired if the biblical and the sinful Sodom and Gomorrah was any better than our land today, someone quipped humorously that it may have been much better! Who can ignore about the fuel adulteration rackets, protection rackets, rising flesh trade, liquor syndicates, moneyfor-anything and everything environment etc. all running freely and openly with the typical run-of-the-mill bollywood masala movies and the unholy nexus of different earthly powers and rulers of our land. And yes, things that are a completely against our Christian principles and doctrines and the teaching of the Holy Bible like homosexuality and satan worshipping has already started rearing its ugly head. And should we still remain silent? The Church should speak out and call ‘a spade a spade’ without any fear or favour as it remains the Last Bastion and the Refuge of Truth when the all the rest of the institutions of human morality has decayed. It will be indeed a shot in the arm of this revolution and a winning cut if all the churches join in and accelerate the already much gained momentum of the ACAUT movement. The WSBAK’s clarion call informing all its members to express their solidarity to ACAUT was indeed an awakening for others and they should join in too irrespective of their denominations and affiliations. The DABA Youth Ministry has started their full support by involving physically and issuing car stickers is a very clear and a strong message to others. The sitting legislator of the Dimapur-II A/C has endorsed his full support to the ACAUT by appending
his signature the Signature Campaign. Shall we expect the rest 59 odd legislators to join in or just sit and watch from their mighty seats to see the next turn of events? Aren’t they elected to stand for the people and speak for the people? It is a really positive sign that many of our youths, organisations, institutions and even churches are all joining the campaign and hope the rest follows suit. In the words of the popular Super Management Guru Shiv Khera we can ponder ’It is not only the actions of the bad people that is responsible for the moral degradation of the society but the inaction and the silence of the good people is also equally responsible.’ Silence may be golden at other times but not at times like these because it is the wheels that squeaks gets the oil and reach their destination. What we need to understand about this Unabated Taxation Issue must not only be related to the menace of extortion by our National Workers but should also cover the ambit of our countless other taxes we encounter everyday like for instance paying of gate tax, material tax, vehicle tax, maintenance tax, local tax, annual tax, council tax, membership fee, welfare fund etc. to various unions, associations, departments, community etc. for innumerable and hitherto unknown causes and events of which many of the amounts collected goes into oblivion. A very prominent figure of Nagaland Legislative Assembly who was a speaker about a decade back said that Nagaland has become a ‘Land of Demands’. It was very truly said indeed because if we analyse thoroughly, Villagers demands ,Area people demands, Community demands, Organisations demands, Church demands, Underground demands, Superiors demands, Subordinates demands, Individuals demands. Infact,the whole society demands and the list is endless !It is very hard indeed for an individual to grow to its fullest ability many a times to meet all these dogmas lest not to bear the stigmas from vari-
ous quarters in our present Naga society. And these demands must be in a way promoting corruptions in our society because an honest earning becomes insufficient to meet all these ends. When the twin towers of the World Trade Centre was attacked by terrorists on 9/11, the then President of the United States George W. Bush boldly gave out a statement saying `Those who are not with us are against us’. If anyone who choose to remain silent now on the Unbated Taxation, let them never again whine, moan, groan, grumble or even whimper about the wearisome burden of it inside their kitchens or within the confines of their four walls if they dare not speak out today for their children tomorrow. Let us not be barking dogs at home because they seldom or never bite. Let us all support ACAUT and let our children realize their goals and build up their dreams into reality in this wind of change which is taking place. Like an unexploded Volcano ticking away to erupt that has started emitting smokes from its fissures, the long burdensome and loathsome unabated taxation issue was just waiting to be ignited by every people and it was just a matter of time and now the time has come for the people rise up. Darwin’s theory about Origins of Species and Survival of the Fittest of different species of organisms states that it is not an organism’s instinct to survive which enables it to survive but the ability to adapt to the challenges and changes in the environment that makes them able to survive which is very apt and an appropriate reminder for all of us. Maybe the time has come for all who subscribes to taxation to shift their gear and sort it out with the masses because people just give from their heart for a just cause but when it crosses it limits then the issue becomes a menace to the sobriety of the society. Sometimes it is better to add salt to a wound and let it heal rather than letting it rot away. Go people go, the time has come and the answer lies in your hands!

Global trust in Indian MNCs declines: Study
New Delhi, OctOber 30 (Pti): Even as Indian companies continue to expand their global footprint, a study has revealed that the trust of advanced economies in indigenous firms of the country has declined steeply since 2011. The study, conducted by public relations firm Edelman, said global trust in Indian companies was down to 33 per cent in mid2013 from 42 per cent in 2011. Germany and France are the developed markets that have the least trust in companies headquartered in India. Moreover, while 83 per cent of respondents in India trust India-based multi-national corporations (MNCs), developed
market trust in them stood at a mere 29 per cent, it found. "While Indian companies enjoy high trust levels in India, low brand awareness of Indian companies and low recall value of Indian CEOs have contributed to a significant trust deficit in developed markets," CEO of Edelman South Asia, Middle East & Africa Robert Holdheim said on the findings. Our analysis also reveals that actions that drive trust in emerging economies are different from those in developed economies, he added. According to the 2013 Emerging Markets Supplement, which focuses on the
New Delhi, OctOber 30 (iANS): The United States Agency for International Development (USAID) Wednesday announced three partnerships with Indian organisations to share low-cost agricultural innovations and technologies with African countries. "USAID has granted financial awards to three Indian organizations through its India-Africa Agriculture Innovations Bridge Programme, aimed at sharing Indian innovations with African countries for increased food security and nutrition under Feed the Future, the US government's Global Hunger & Food Security Initiative," said an US embassy release here. The technologies to be shared were developed by Indian innovators and include a low-cost tractor, an organic fertilizer, and a solar dryer, it added USAID, in partnership with Indian non-profit organization Society for Research and Initiatives for Sustainable Technologies and Institutions (SRISTI) will transfer three types of low-cost mechanization
and processing equipment to Kenya. In partnership with Indian company AquAgri Processing Private Limited, USAID will improve agriculture production by promoting African farmers’ use of organic fertilizer made out of a seaweed extract. "Over the next three years, the company will develop a fertilizer concentrate and powder to export and market to at least seven African countries," the statement said. In the third project, USAID will partner Science for Society to introduce Solar Conduction Dryers (SCD) for reducing post-harvest losses in Africa. SCD, a unique low-cost Indian innovation, provides an electricity-free solution to preserve food in some environments where there is no ready access to electricity, the statement said. India has emerged as a hub for low-cost, effective local innovations to deal with challenges arising from factors like climate change, shrinking natural resources, decline in cultivable land and rising demand for food.

New Delhi, Oct 30 (iANS) The government Wednesday approved upgrading of two highway projects under the National Highways Development Programme (NHDP) with a total outlay of Rs.3,018.91 crore. The cabinet committee on economic affairs (CCEA) approved the development of the Aurangabad-Yedeshi section of National Highway (NH) 211 and the Sangrur-Haryana border section of NH 71. The AurangabadYedeshi section in Maharashtra, with a total length of 190 km, will be developed as a four-lane road on a build, operate and transfer (BOT-Annuity) basis. It will cost Rs.2,406.63 crore. "This (AurangabadYedeshi section) stretch
is a link between NH-3 and NH-4 in Maharashtra and shall be giving feeder traffic to 'Yedeshi-Solapur' meeting golden quadrilateral NH-4 at Solapur city," the CCEA said in a statement. According to the CCEA, the Sangrur-Haryana border section of NH 71 in Punjab will be developed under NHDP Phase-IV on a build, operate and transfer (BOTAnnuity) through design, build, finance, operate and transfer (DBFOT) pattern. The section will be developed as a four-lane road with a total length of 57 km and will cost Rs.612.28 crore. "The main townships on the project highway are Sangrur, Patran and Khanauri," the statement added.

Dimapur, OctOber 30 (mexN):The Pochury Students' Union (PSU) condemned the recent factional activities and unrest occurring "in and around the jurisdiction of the Pochury under Meluri Subdivision." A press statement issued by the PSU President Abel, urged all the responsible political groups to shun violence in order to create a congenial atmo-
sphere in the society. "The recent factional activities only brings hectic and fear among the minds of the general public, especially creating hardship to the students community in particular, as it is approaching for their final exams. For which, they needed much for a peaceful environment to prepared mentally for their upcoming exams," the statement said.
The PSU further appealed to every responsible political leader to heed to the appeal of the people, and to maintain a peaceful environment for the general welfare of the community. Finding the movement
A
n old man sitting on the peripheries of Lamka (Churachandpur) in present Manipur State recounted a strange tale. It was of the bamboo that flowered in 1958 in the Lushai Hills. It made the rats reproduce, whose army then ate up all the standing crops. The famine that it caused eventually led to the formation of the Mizo National Front, and the ensuing movement. People realized that the administration under Assam just did not care enough to notice a famine so far east. The bamboo flowers once in 60-65 years. Social and political movements crop out of situations. They find root in the marginalization and abuse of human beings— when inflicted upon a whole race or population, the movement finds a political meaning. The Naga movement, in that, was more of an insightful one that pre-empted the marginalization of the several communities inhabiting a region tucked away in the peripheries of nation states. Had it not existed, one cannot say if India’s ardent interest in the region would have existed at all. Geopolitics would have eventually necessitated Looking East but trampling the people of the region would have been easy enough without a sense of rights that have been inculcated in the people of the region through various social and political movements. But a movement must give way to an organized polity that works, and affects people in meaningful ways. That has hardly happened in the Naga case for reasons, some well documented, some half known. Too many years have gone by in the phase of the movement. Too many years have gone by living in a state where justice constantly falls short, there is no due process to anything, leaders are corrupt and systems are worse. People are angry. Most of this anger today is directed towards those who have directly pained the people, their own representatives within the movement. If the movement construes the concern of the common citizen to ask for a clean taxation system to be one that is trying to pull the movement (and its government)down, there is a problem in that thought. But if the people who arrive today to protest against unfair taxation systems forget to go beyond, that is a bigger problem. Should the people not know, or want to know, how the tax money is being spent? If people forget that the Nagaland State has been far more corrupt, and that we all feed that machinery which produces this cycle of hostility, it is a problem. Forgetting that the Government of India feeds unaccounted money, and policies that lack humanity, into the region to deliberately create this situation is a problem. In any case, an ACAUT was bound to happen, whether in the form of those letters or others. Systems need to be overhauled, and only the people in solidarity can address that. The bamboo, it seems, is on the verge of flowering again. Yet, it needs to become a fully formed flower to have the potential to change something. 20 Things About... Hunger 1. How to alleviate world hunger? The United Nations suggests entomophagy, or eating beetles, wasps and worms, as a partial solution. Pass the cicada stuffing. 2. Two billion people worldwide already rely on bugs for protein. One serving of caterpillar has more protein than a serving of beef. 3. JFK's image shines on despite contradictions
F
our days a week, David O'Donnell leads a 90-minute "Kennedy Tour" around Boston that features stops at government buildings, museums, hotels and meeting halls. Tour-goers from throughout the United States and abroad, who may see John F. Kennedy as inspiration, martyr or Cold War hero, hear stories of his ancestors and early campaigns, the rise of Irish-Americans in Massachusetts politics, the odd fact that Kennedy was the only president outlived by his grandmother. Yet at some point along the tour, inevitably, questions from the crowd shift from politics to gossip. "Someone will ask, 'Did Jack Kennedy have an affair with Marilyn Monroe?' With this woman? That woman?" explains O'Donnell, who has worked for a decade in the city's visitors bureau. Those asking forgive the infidelities as reflecting another era, he says. "It's something people, in an odd way, just accept." The Kennedy image, the "mystique" that attracts tourists and historians alike to greater Boston, did not begin with his presidency and is in no danger of ending 50 years after his death. Its journey has been uneven but resilient — a young and still-evolving politician whose name was sanctified by his assassination, upended by discoveries of womanizing, hidden health problems and political intrigue, and forgiven in numerous polls that place JFK among the most beloved of former presidents. The last half century has demonstrated the transcendence of Kennedy's appeal. It's as if we needed to learn the worst before returning to the qualities that defined Kennedy at his best — the smile and the wavy hair, the energy and the confidence, the rhetoric and the promise. "He had a gift for rallying the country to its best, most humane and idealistic impulses," says Pulitzer Prize-winning historian Robert Caro, who cites such Kennedy achievements as the Peace Corps, the nuclear test ban treaty and the peaceful resolution of the Cuban Missile Crisis. "He's become more and more of an iconic figure as the years have passed," says presidential biographer Robert Dallek, whose "Camelot's Court" is one of many Kennedy books out this fall. "I think it's partly, of course, because of the assassination. But that doesn't really account for why he has this phenomenal hold on the public." President William McKinley, he noted, was assassinated in 1901, "but 50 years after his death hardly anyone remembered who he was." Boston is the official home for Kennedy memories, starting at the John F. Kennedy Presidential Library and Museum and echoing at landmarks throughout the area — the small, shingled house in Brookline where he was born and the Kennedy park in Cambridge that extends along the Harvard Kennedy School of Government, the statue on the grounds of the Massachusetts State House and the corner table at the nearby Omni Parker House Hotel, where Kennedy proposed to Jacqueline Bouvier. But thousands of Kennedy buildings, busts and plaques can be found around the country, from the grandeur of Washington's Kennedy Center to the scale of New York City's JFK Airport to the oddity of a Kennedy golf course in Aurora, Colo. (He publicly avoided predecessor Dwight Eisenhower's beloved leisure sport but actually played it well). "He stands out among all the modern presidents," says historian Larry J. Sabato, whose book, "The Kennedy Half Century," has just been published. "Franklin Roosevelt was more consequential, and Harry Truman may have been, too. But Kennedy overshadows them all. He's the one president from the postWorld War II era who could appear on the streets now and fit right in." Kennedy, born in 1917, was the second son, and one of nine children, of business tycoon Joseph P. Kennedy, who put great pressure on his children than did the elder Kennedy. When first son Joseph Jr. was killed during World War II, Jack became the designated heir. Himself a Navy veteran and survivor of a collision with a Japanese destroyer, he would write to his friend Paul Fay that, once the war was over, "I'll be back here with Dad trying to parlay a lost PT boat

tudent radicalism is making a come-back. About time, I might add. It’s now nearly three years since the infamous riot at Milbank Tower, Conservative Party HQ, at the height of student unrest in November 2010. Mention Milbank to a student – or exstudent - leftist today and you will hear a sigh of nostalgia. It’s no wonder – there hasn’t been anything like it since. You always know a movement is soon to wane when you hear the desperate cry: ‘this is just the beginning’. It’s usually just the end. I heard the phrase repeatedly in the winter of 2010 as a naïve, but increasingly angry, college student. A month or so after ‘Demolition’ – the 50,000 strong NUSbacked protest in London, a bunch of my friends organised a protest against the scrapping of the Educational Maintenance Allowance. Just a dozen turned up – mostly ageing socialist sect members we’d asked to help mobilise the protest, actually. We blamed the weather and exams. Possible factors, true. Either way though, our movement was dying, abandoned by the NUS amid the age-old accusations of ‘mindless violence’ (i.e. property damage). Needless to say, most of the actual physical violence, as Alfie Meadows and others learned, was from the riot-geared and mounted Met police. Yet it was followed by an upsurge of worker action over pensions and cuts – a mutually reinforcing cycle that built

and a bad back into a political advantage." Kennedy was elected to Congress in 1946, at age 29, was a senator by age 35 and was soon being mentioned as a candidate for national office. JFK was a public figure years before he ran for office. "Why England Slept," released in 1940, was a book-length edition of a thesis he wrote at Harvard about the British in the years before World War II. An introduction was provided by one of the country's foremost image makers, Time magazine publisher Henry R. Luce. "You would be surprised how a book that really makes the grade with high-class people stands you in good stead for years to come," Joseph Kennedy had advised his sons. The JFK narrative was well in place for his presidential run in 1960: a handsome, witty and athletic World War II hero and family man who vowed to revitalize the country, which for eight years had been presided over by the grandfatherly Eisenhower. The multimedia story began in childhood with newsreels and newspaper coverage of the smiling Kennedy brood, and it continued with books, photographs, movies and finally television — notably the telegenic JFK's presidential debates with Republican Richard Nixon. Questions about the Kennedy image were also in place. His prize-winning tribute to political risk and bipartisan statesmanship, "Profiles in Courage," was shadowed by reports that he didn't write it, and the book's authorship remains a subject of debate. Lyndon Johnson, eventually his vice president, spread rumors (later confirmed) that Kennedy suffered from a glandular disorder, Addison's disease. An authorized campaign biography by James MacGregor Burns angered the family when the historian questioned whether JFK was independent of his father and of the memory of his older brother. One of the last presidents to live during an age when private vices were kept private, he was at ease around such photographers as Jacques Lowe and around the crew of documentary maker Robert Drew, whose Kennedy projects included the landmark of cinema verite "Primary" and the film "Crisis," about the 1963 standoff against Alabama's segregationist governor, George Wallace. Awardwinning filmmaker D.A. Pennebaker, who assisted Drew on the Kennedy documentaries, remembered
spending hours in the Oval Office and once being offered a ride in the presidential car. "I got in the front seat and filmed into the back seat," Pennebaker said. "He was going over something that had happened at the United Nations and was using all these four-letter words, just using unbelievable language. Later on, someone said to me, 'I can't believe you can just film him like that.' But there was no way I was ever going to use it. That was the kind of relationship we had." Andrew Ball, senior historian at the University of Virginia's Center for Politics, noted that the first decade after Kennedy's assassination was defined by the stately "Camelot school" of biography, including former JFK aide Arthur Schlesinger's Pulitzer Prizewinning "A Thousand Days." But starting in the 1970s, in the post-Watergate era, the Kennedy image was challenged by the findings of congressional committees, by a wave of gossipy best-sellers and by one of the great investigative reporters, Seymour Hersh. His "The Dark Side of Camelot" detailed Kennedy's many sexual affairs, alleged connections to organized crime and attempts to assassinate Cuban leader Fidel Castro. When the book came out in 1997, New York Times reviewer Thomas Powers said Hersh's "copious new detail often makes for painful reading," which "can't honestly be ignored." But during a recent interview, Hersh acknowledged that Kennedy's reputation was intact and that if he'd known the president personally, he might have been charmed, too. Kennedy scandals often run through a cycle of revulsion, then acceptance, even rationalization. Last year, Kennedy was the subject of a best-selling memoir by former White House intern Mimi Alford, an explicit account of the president's extramarital behavior. Dallek's "Camelot's Court" is a sympathetic book that mentions the Alford affair. "His frenetic need for conquests was not the behavior of a sexual athlete," Dallek writes. "It was not the sex act that seemed to drive his pursuit of so many women, but the constant need for reaffirmation, or a desire for affection and approval, however transitory, from his casual trysts. It is easy to imagine that Jack was principally responding to feelings of childhood emptiness stemming from a detached mother and an absent father." Dallek has learned as much about Kennedy as any living historian. A decade ago, his "An Unfinished Life" was a landmark biography that revealed Kennedy's health problems were far more extensive than what was reported in his lifetime. Drawing on medical records long kept sealed by the family, Dallek wrote that Kennedy, who had called himself "the healthiest candidate for president," suffered from a wide variety of ailments and had been prescribed everything from antibiotics to painkillers to antidepressants. Previous biographers had failed to receive permission from a three-man board that included former JFK speechwriter and longtime loyalist Theodore Sorensen, who died in 2010. Dallek's reputation as a fair-minded historian made the difference. Tom Putnam, director of the Kennedy presidential library, said the family had become much more willing to make materials available. He and Nasaw cite as a turning point the decision years ago by JFK siblings Sen. Edward Kennedy and Eunice Kennedy Shriver to allow the historian full access to their father's papers. Publications in recent years include White House tapes, notably during the Cuban Missile Crisis, and Jacqueline Kennedy's memories of her husband's administration, recorded in 1964. Major additions to Kennedy's story are unlikely, though Dallek says he is still trying to gain access to some tapes from the Kennedy White House and to boxes of Robert Kennedy's papers. Putnam said the library was working "dutifully" to make all material available. "Sometimes things are closed for personal privacy reasons or documents may have to be declassified. That's standard in the archive community," he said. "But we have opened everything we can. There is no secret room at the library where we keep this hidden trove of materials."
The spirit of youth discontent wasn't dead, just resting Josiah Mortimer solidarity among the public sector and those in education. Once the strikes had ended however, the whole edifice of activism did too. 2011’s anniversary protest of Milbank, though spirited, was a damp quib, despite the best efforts of the National Campaign Against Fees and Cuts. Police estimate 2,000 marched, organisers reckoned 15,000. The reality was obviously somewhere in between. Kettling, pre-arrests and the lack of a mobilising issue – since the tuition fee vote had long passed – all played their part in putting youngsters off. On top of the fact that the NUS’ backing of the march was only nominal. ‘Demo 2012’ crushed spirits even further, a stage-managed A-to-B walk through London’s remote corners in the rain. Liam Burns bore the brunt of the blame, heckled as a traitor to the cause and careerist. It was a funeral march, the speeches mere eulogies for a lost battle. For many, it marked the end. I came home that day, on the long coach
journey back up to York, mourning. But, another year on, we have a spark. October marked the start of a wave of industrial action in the education sector – starting with the NUT/ NASUWT school strikes on the 17th that saw nearly 3,5000 schools closed or partially closed in a regional warm up to an upcoming one-day national walkout before Christmas. Young people joined rallies and marches in their thousands, defending their teachers pay, pensions and jobs. Two weeks on, Britain sees its first ever joint UK-wide strike by Higher Education unions over the pathetic 1% pay rise on offer. Both academic and non-academic staff will refuse to work, and uni students are planning to join them. Take a look at the support statement here. It’s time to rekindle that forgotten solidarity. All this comes at a time when the government has confirmed its plans to privatise the student loan book – to literally flog off all student debt (under the Student Loans Company) to big

business. Students haven’t been quiet - despite the little known nature of the plans – blocking (and in some cases occupying) a number of Liberal Democrat MPs offices just last week, including Vince Cable and Simon Hughes. Young Greens led a protest outside the Department for Business, Innovation and Skills on the same day - it looks like Cable can’t hide. The NUS, as usual, has been weak. But pressure has also already forced over 30 MPs to sign an Early Day Motion in Parliament condemning the sell-off. These are just a couple of trends building up, alongside a flurry of radical student conferences, from Student Fightback to the Student Assembly Against Austerity on November 2nd in London, and Shared Planet on the 2nd and 3rd. Hundreds are already expected to attend what could kick-start a hitherto moribund movement, just days before a country-wide postal workers’ strike and the People’s Assembly’s allday ‘Bonfire of Austerity’. Expect creative action in every major city – from bank occupations to road blocking. There’s something in the air. The next few weeks could be pivotal in revitalising the radical student movement and bringing back that nostalgic spirit of passion, anger – and most importantly, solidarity. I won’t jinx it and say ‘this is just the beginning’ - I’ve learnt my lesson. But if we seize the moment, something interesting might at last be on the rise again.

t was extremely disappointing to read the official stand of NSCN (IM) on ACAUT and NTC as carried by the local dailies (29th Oct.2013), banning both creation of NTC as an organization and the present laudable efforts of ACAUT. It takes a great deal of courage to admitting to one's own shortcomings. The honourable kinds would take note and make necessary amends. The less intelligent beings compound their problems by defending their mistakes with added irrationality. The latter description seems to fit the think tank of the NSCN (IM) to a large extent. The issue of "taxation" is not an exclusive subject concerning NSCN (IM) alone. Every other Faction is thickly involved in it as they are and should not have taken it so personally. The issue here has nothing to do with anti -Nationalism. It is purely an issue of survival, the basics of all human instinct. Just as much as NSCN (IM) and all the Factions want to live, so too does the common man. He may not be able to live in style and luxury like the factions are but he does want to live a simple life unfettered by extraneous financial pressures on his already difficult existence. This life is slowly being squeezed out of him because of the multiple taxation by all the so called National Workers. As Tax Collectors it certainly is easier for them to undermine the extent of the burden being carried by the common man. Each Faction may be thinking that they are raising just a reasonable one hundred rupees (as a conjecture) from an individual without considering the fact that that same individual is paying the same amount to each of the 8 factions which collectively lands up being Rs.800/-. Their syndicate system has further caused serious abnormal price escalation in every conceivable commodity which the common man lands up paying for again. When the common man is not even able to earn one thousand rupees on a regular basis, their taxation becomes an act of slow murder. The desperate cry of an oppressed giver is then tagged as an act to "malign the National cause in the name of unspecified, unabated taxation" instead of honestly pondering over the cause of such a public outcry and consider measures to sensibly streamline their unscrupulous system which definitely exist. When did wanting to LIVE become anti-national? How more insanely stupid can the Factions get? The common man is crying out in pain, appealing to all the Factions that the situation has gone far beyond his ability to continue bearing this excruciating yoke and is saying enough is enough. This is a time for them to listen and think positively, not throw threats. The factions only know the word "Take" but the word "GIVE" is not in their lexicon. Most of all they are not accountable to anyone after they "Take". That's how their 'sovereignty' palaces have sprung up. That's how their brand new 'sovereignty' SUV gets parked in their porches. Every fool knows this. While the indifferent rich and the affluent may curse while paying their taxes, they are capable of taking such taxation in their stride but for the majority, the common man, who wonders where his dinner will come from while having his lunch, life cannot be more damning than this. Then questions such as these start overflowing: Who's freedom are they fighting for anyway? Why the need for so many Factions, with each of them taxing us dry, fighting for the same identical cause? What purpose does it serve to attain sovereignty with no people left to enjoy its fruitation or too impoverished to their bones to care? What kind of a future would we have if the present

norm becomes the legal norm of an Independent Nagaland? It gives one a horrible feeling to look beyond one's nose for the answers to these questions. With or without guns, a time will come when the masses would want to know how their tax has been used by the Factions over the years. Remember history. Remember the French Revolution of 1789 when the merciless inaptitude of King Louis XVI led him to the gallows. Remember the recent history of Tunisia, Egypt, Libya etc. These are not fairy tales. These are real time occurrences where the oppressed could tolerate tyranny no longer and erupted into the open streets with deathly consequences. The Factions must know that what has happened elsewhere around the world can and will happen here in Nagaland too, when pushed
beyond the limits...if not today, certainly tomorrow. Mark my words. The present gathering is just a sounding board for those at the helms of affairs to please take stock of the truth and take necessary steps to right the wrong. Nobody is raising his voice against taxation per say. They are only questioning the uncontrolled excesses which their subordinates are definitely involved in. Is that too much to ask? So why cause or wait for such a time to happen when the masses lose control? The pragmatic and sensible thing to do is coordinate with ACAUT and all other NGOs, realistically identify the loose ends and loopholes in their tax raising mechanism and plug the holes for everyone's convenience instead of adopting the brute force to quieten the masses. It may work momentarily but be rest assured it will not work for ever. The Faction Leaders must honestly understand that their grassroots functionaries, their tax collectors are involved in numerous unscrupulous selfindulgent activities in the name of "the Nation" harassing the people day in day out without a break. It is not the masses but their own inner cadres who act anti-nationally, cheapening the mention of the words "working for the Nation". This phrase is heard from the cadres when they raise tax for "the Nation" to indulge in their National Urge to have their regular quota of National liquor by patronising the underground National Bars prohibited but spread in every nook and corner of the city. In broad daylight propagate the message of prohibition and after dusk patronise such national bar with absolute abandon. Everything they do is for the Nation reducing their questionable routine activities to that of a National joke. Such hypocrisy makes the Factions appear a National laughing stalk too. The Bosses may not like to hear this but so do we. Believe me when I say I have my due sincere respect for many of the faction leaders who have honest intent but they must wake up to the present reality and assess the situation with an equally honest open-mindedness: The voice that's being heard tells of the ground reality picture that the masses see every waking hours of their lives and therefore are telling them that they have had enough and appealing to them to have it examined with total integrity. It would be a serious error to write this appeal off as Anti-National behaviour. Such activities of their subordinates as described will definitely not be brought to their attention and of which the masses are tired of. With half truth feedbacks, the Faction Bosses therefore may react in annoyance that the masses a rebelling against them and the National Movement and on the spurt of the moment expel such a reaction of the masses as anti-National. The truth is that no Faction is receiving the full 100% tax that has been collected from the people at their central office. In fact are they receiving even 40%? Check this out first. This should tell them the true story and should make them think rather than lash out at the masses. Check your cadre first. Don't antagonistically kill the goose that is laying their golden eggs in a spurt of anger without introspection and self examination. The positive thing to do is to gracefully withdraw the ban and instead open the doors and windows to reason with the mass based organization(s) including NTC to make thing happen in a more sensible amicable manner where all stand to gain. The above reflection is neither borne out of malice nor intended to undermine the true National Workers or the aspiration of the Nagas. It is an expression of a sincere Naga citizen who believes that our National Workers can carry this responsibility with dignity and honour and be a source of pride for the masses. This is definitely not the picture at present...far from it.

iangmai Naga ethnically belonged to the Mongoloid group of race inhabits in Nagaland and Manipur states of Northeast India. In Manipur, Liangmais are found in Tamenglong headquarter, Tamei and Tousem sub division, Senapati district and Kanglatongbi of Imphal West. They are also found in Tening Sub-division, Jalukie, Peren, Dimapur and Kohima of Nagaland. It is a community of about 65,000 people. Liangmai population in Manipur state is higher than that of Nagaland. No Liangmai in Manipur follow any religion accept Christianity since 2003. There is still NonChristian in Nagaland but very less in number. Chaka Ngee had officially declared as general holiday in Nagaland on 30-31 October of every year. However, in Manipur this festival has not been officially declare as a state general holiday. Liangmai, as a separate tribe, was recognised by the Government of India on 22 December 2011. The Liangmai are descendants of the second son of Kadingbou. Originally Liangmais are known as kyliangmai khatmai. Kyliang means ‘sector in a village’ khat mean ‘one’ and mai mean ‘people’ and from this they are later called as Liangmai. However, the most accepted meaning of the word “Liangmai” today is people who have grouped themselves in support of each others to live together as one community. They help one another. They learned to work together, go together in the paddy field, work and come back together, laughing together even as they work. Pamei (2001: 31) argues that Liangmai were religious, honest, courteous and cheerful people. Our festivals are the indicators of our religious and cheerful ways of life. According Tunchapbou (2012: 7172), Liangmai people observe 29 rituals festivals in a year. Of these, Chaga Ngee is the most important and biggest festival of Liangmai community. Today this festival is celebrated in every year on 30th and 31st October in every villages, towns and cities where Liangmai reside with cultural showcase, sport items and grand feast of which society keep alert, active and got a high moral and disciplined pattern of life. The word ‘Chaga Ngee’ means ‘festival’. The month of October is called ‘Chagahiu’. The word ‘Hiu’ literally comes from the word ‘Chahiu’ meaning ‘month’. Chagahiu means the month of festival or cheerfulness. It is a festival of purification or sanctification and rededication. This is the biggest and most important festival of the Liangmai community. According to the ancient ac-
count, Chaga Ngee is celebrated after a war where victorious warriors are honoured on the day. The occasion is also a day to sanctify the men folks for the next assignment. However, in the modern context the prime reason of observing this occasion is to keep alive the rich culture and tradition of the tribe. Colourful cultural programs are the main features of the festival. Old and young of the Liangmai community in traditional attire come out in large number to participate in the Chaga Ngee in every year. Besides, organizing numerous traditional sport items on the occasion, traditional menu is an important theme of the Liangmai Chaga Ngee. On this day killing of animals for the festival are done in every household. The grandsons and daughters have to wear traditional shawls for the occasion. However, in olden days, the festival usually lasts for five days and observed very cautiously. On first day: It begins with “Chamimalapbo” (making fire), the Priest goes to the main gate of the village for making new fire to be used for the festival and the males are then blessed. After which they shout signifying that they have been sanctified which head of the family comes and collect the fire to start their hearth with fresh firewood for cooking and as per the tradition the womenfolk are prohibited to touch cups and plates during festival. On this very night they are to make and eat their own choice of foods. It is believed that to start everything anew and fresh of the New Year. During this festival men have to use their own hearth in making dishes in order to purify themselves, because it is a taboo to touch women or even eat food prepared by women till the festival ends.
Second day is the day of “Npengkepbo” (totem shooting), early in the morning the selfless boys voluntarily go to the jungle to cut the tree for Npeng (totem). Npeng is cut by those whose parents are still alive and those who live a pure and holy life. They are to go for cutting only after being blessed by their parents. Npeng has to be made in resemblance to human being. It sketches like as human being at Npeng, draws the head, eye, nose, mouth, ear, neck, heart and chest have to be marked with black colour by charcoal. After everything is done, Npeng is tied on the top of the post. Keeping themselves pure and holy from sexual impurity and with a loud ‘ho-hoing’ proclaiming their forefather’s name, Npeng is shot with an arrow: if it happens to hit on the head - the enemy die of head pain; if on the stomach - the one who shot will have plenty of rice; if on the heart - the enemy will die with much trouble; if on the right chest - the enemy will die in war; and if on the left chest - the one who shot will win many girls. If anyone can’t hit Npeng then the singkupao (priest) will take the Npeng stick (arrow) by hand and put it in the feet of Npeng as a sign of surrender. Those whose relatives died in the year were not to shot Npeng. Third day is called ‘Gaadi’ sharing of meals- foods and drinks. The following day was a day of sharing of knowledge blended with eating, drinking and merrymaking traditional songs, dances, games and sports as well. After that, the entire men folk gather at the main ground of the village and various competitions are held viz. Long-jump, high-jump, wrestling, cockfights of the men folk etc. Later the high
Priest would declare the completion of all. The fourth day is called ‘Chagapabo’. On this day, all the leftover food and drinks are distributed to the elderly people. The festival is so fascinating that young boys and girls reluctant to end-up the festival would sing: “Chaga bam ni ye” (Don’t want to end up Chaga festival; we want to continue Chaga.) Five day: It is the last day of the festival. This day was particularly for the elderly people who continue to drink and eat the leftover food and drinks which were called ganjung or kalumtiubo (eating leftover). An elders and women folk enjoy the leftover food. Till leftover food was finished up, men are not allowed to do any domestic works. During this festival men have to use their own hearth in making dishes in order to purify themselves, because it is a taboo to have sleep or even touch and eat food prepared by women till the festival ends. During this festival couples are not allow to sleep together and men are taboo to touch women to maintain discipline and customary law of Liangmai. If men fail, bad luck follows them in the war. So men folk have to maintain discipline and not to defile themselves from such impurity things. With regard to its significances and importance, the festival is prominently a festival of purification, sanctification and rededication for peace, harmony and love; and a festival of honouring God for his blessings. The occasion is also a day to sanctify the men folks for the next assignment. It is a festival to honour God for the bumper harvest and pray for less war and fewer deaths. It is also a festival of prayer—seeking God’s blessing to grant us a great warrior; victorious against the enemies; and seeking for a good life for the coming New Year. The festival reveals that our ancestors lived a life of purity, sanctify and dedication to their God. These are our roots; and we need to reflect these principles in our Christian daily life. Today, the disappearing values of the traditional beliefs and practices calls for the Liangmai Christians to emend and imply its essence in their day to day life. This led the present generation greatly influenced by outside culture that majority of our people do not know the importance and value of one’s own culture. Thus, rediscovering the traditional values is highly imperative that this will reinforce relevant Christian ethical principles congenial for today. Consequently, Christianizing Chaga Ngee would keep alive the age-old culture and tradition of the Liangmai people which will make Christianity meaningful and effective without losing our rich cultural and traditional heritages.

The case is now being made at the European Human Rights Court in Strasbourg, the International Criminal Court (where Norway does not enjoy U.S. protection), and the Norwegian Constitutional Court. They will encounter incomprehension in Norway: We, the perfect ones? Crimes? But we must globalise crimes against humanity – a crime committed somewhere is a crime committed everywhere, like in the case of Chilean dictator Augusto Pinochet. A criminal can in the future be arrested in any state in the world, extradited or tried where he is arrested. The Mother of parliaments in London showed the way as it also did for the war in Syria; a solvable crisis. This would limit their freedom of travel as it already does for some top U.S. and Israeli politicians. But beyond that there is another approach: excommunicating such states from the inter-state system and the U.N., breaking or downgrading bilateral diplomatic relations. Trade is not the issue; state legitimacy, unless that state itself takes action indicting the “warlords”, is. The present system gives a U.S. president the right almost single-handedly to press the nuclear button. Where does this madness come from? From the Westphalia 1648 “peace” giving states the right to declare war? That does not explain the concentration of the “right” to engage in mass murder at the top of the state pyramid. The Abrahamic god kills massively – more in the Torah and the Bible than in the Qur’an; to be a King Dei gratia, by the grace of god, bestows the same right on kings, transferred to their successors – the presidents and prime ministers. Not strange that we find most belligerence in the West. Democracy or not, it does not matter. The “grace of god” was transferred to the people, in vox populi vox Dei, leading to the grotesque idea that democracies have more of a mandate to kill. As if democracy was about killing and not about the non-violent transfer of power and resolution of conflicts. The exact opposite of, and the remedies, to war and killing. We are moving in this direction. As inter-state war become more rare, wars will stand out as exceptional, illegitimate, and illegal under the U.N. Charter. The old laws of nations applied to inter-state wars, but that distinction loses its significance as the world evolves. R2P – “responsibility to protect” (which authorises military intervention as a last resort) – kills in the territory of other states, unlike selfdefence by defensive military in one’s own. Could ulterior motives be behind the dubious idea of killing people to save people? Have all other means really been used? Not diplomats trained in promoting the interests of their own nation, but massive non-violent invasion from the outside as a buffer, protecting some while impeding others? Deep mediation applied to all parties to the conflict, not only two chosen to fit the Abrahamic search for God vs Satan, translated into People vs Hitler and his likes; readily issuing Hitler-certificates? Not strange if patriarchy and patriotism are yielding to parity and globalism. The Fifth Commandment, Thou shalt not kill, was for in-group only. But today we are ever more one big in-group. Using states to kill makes the killers outlaws. Criminals. Stop it.

Hyderabad, OctOber 30 (IaNS): As many as 45 passengers were burnt to death and five others injured early Wednesday when an airconditioned bus caught fire in Andhra Pradesh’s Mehabubnagar district, police said. The private bus, proceeding to Hyderabad from Bangalore, caught fire after hitting a culvert around 5.20 a.m. near Palem in Kottakota mandal, about 150 km from here. NeW deLHI, OctOber 30 (reuterS): An upstart political party forged in the crucible of an anti-corruption movement that swept India two years ago was long dismissed as irrelevant and slightly eccentric. But the Aam Aadmi (Common Man) Party has suddenly up-ended the calculations of mainstream parties in the race for control of the capital, Delhi, which goes to the polls in December and will set the stage for a national election due by May. The AAP’s leader, Arvind Kejriwal, is an uncompromising anti-corruption crusader who has tapped into a vein of urban anger over the venality of the political class after a string of breathtaking graft scandals. He is now more popular than any of his rivals vying to become chief minister of a city of 18 million. “Delhi is the start, we will take this to the rest of the country,” the slight, mild-mannered Kejriwal told Reuters. The AAP, which promises transparent political funding instead of bags stuffed with cash and candidates without criminal records in a nation where a third of lawmakers stand accused of crimes, may not have enough momentum to win in Delhi.

Addressing the Seventh South Asia Conference on “India and South Asia: Exploring Regional Perceptions” at the Institute for Defence Studies and Analyses here, Antony said such conferences were an important Track II initiative to generate ideas for regional peace. “Over the years, India has assumed a responsibility to improve its relationship with neighbours. This policy has paid off at a bilateral level. India’s relationship with some countries has undergone dramatic transformation. However, its relationship with some other countries continues to be problematic. Nevertheless, India has always remained committed to further and maintain peace and friendly relations with all its neighbours,” Antony said. He said India’s “natural predominance” in the region due to its larger size and economy “is viewed with concern in some states”. “Such concerns about Indian intentions are far from real and often misplaced”, he stressed. The minister said India has always tried its best to reach out to all its neighbours and engage them through political, economic, defence and development cooperation. India has been playing a major role in strengthening regional infrastructure and in supporting efforts aimed at human resource development, including by relaxing its visa policies to allow people to avail of its improved healthcare systems and offering scholarships to students from neighbouring countries to receive education at premier educational institutes in India, he said. “India continues with its efforts to strive to achieve better economic relationship with all the countries.
We expect that an improvement in India’s bilateral relationships with the countries of the region will have a beneficial impact on the process of regional integration,” Antony said. He said: “We hope that the perception about India will change gradually, as we make earnest efforts to build trust and mutual confidence.” Antony said India has to “factor in expectations of people from different states, while framing its policy towards the region. In fact, not only with India, but all the states of the region will have to deal with mutual perceptions, while conducting their foreign policies towards each other”. Antony remarked that South Asia is one of the least integrated regions of the world and its share in the world economy is quite small. “This often leads to misunderstandings.” He said the issue needs to be focused on “how to make perceptions favourable to bring about a positive change in the region”, and added that think tanks, civil societies and media could play a crucial role in this. Antony said the countries should draw inspiration from the common strands of history and culture and also respect cultural differences and stress on inter-cultural learning. He said the South Asian region has many heritage sites that connect the nations through history. “We must use this capital to build bridges with one another,” he said, citing the joint celebration by India and Bangladesh of the 150th birth anniversary of Rabindranath Tagore.

Obama orders curbs on NSA spying on UN New York, october 30 (reUterS): U.S. President Barack Obama recently ordered the National Security Agency to curtail eavesdropping on the United Nations headquarters in New York as part of a review of U.S. electronic surveillance, according to a U.S. official familiar with the decision. Obama's order is the latest known move by the White House to limit the NSA's vast intelligence collection, in the wake of protests by allies, including German Chancellor Angela Merkel, over U.S. spying on foreign heads of state. The full extent of U.S. eavesdropping on the United Nations is not publicly known, nor is it clear whether the United States has stopped all monitoring of diplomats assigned to the U.N. in New York or elsewhere around the world. "The United States is not conducting electronic surveillance targeting the United Nations headquarters in New York," said a senior Obama administration official, who spoke on condition of anonymity. Smokers' skin may age faster UNGA votes against US Cuba embargo
New York, october 30 (reUterS HeALtH): Smokers are likely to get bags under their eyes and wrinkles around their lips earlier than non-smokers, according to a new study of identical twins. Judges who didn't know which twin smoked said the smoker looked older 57 percent of the time. That pattern held when both twins were smokers but one had smoked for many years longer than the other. "Smoking makes you look old. That's all there is to it," Dr. Elizabeth Tanzi said. "Besides lung cancer, heart attacks and strokes, just one more good reason to stop smoking is that it's definitely making you look a lot older," she told Reuters Health. Tanzi is a dermatologist at the Washington Institute of Dermatologic Laser Surgery and George Washington University Medical Center. She was not involved in the new study but said it confirms what she and others see in practice. The findings are based on standardized photos of 79 pairs of identical twins taken at the Twins Days Festival in Twinsburg, Ohio. Dr. Bahman Guyuron from Case Western Reserve University and University Hospitals of Cleveland and his colleagues showed the photos to three trained judges, then asked them to grade each person's wrinkles and age-related facial features. The twins were in their late 40s,
on average. About three-quarters of them were women. Forty-five sets of twins included one smoker and one non-smoker. Smokers tended to have more wrinkles and other signs of face aging. But the differences were often small. For instance, on a 0-to-3 scale, where 0 means no wrinkles and 3 is severe wrinkles, upper eyelids were rated at 1.56 among smokers and 1.51 among non-smokers. Jowls were rated at 1.0 among smokers and 0.93 among non-smokers, on average. There was no difference in assessments of crow's feet or forehead wrinkles based on smoking. Other factors related to skin aging like sunscreen use, alcohol drinking and stress at work were similar among smoking and non-smoking twins, the researchers noted. Of the remaining 34 twin pairs, one twin had smoked for an average of 13 years longer than the other. Twins who had smoked for more years had more pronounced bags under their eyes and more wrinkles around their lower lips, according to findings published in Plastic and Reconstructive Surgery. "It really just kind of confirms a lot of stuff that most people believed," said Dr. Alan Boyd. He is a dermatologist at Vanderbilt University Medical Center in Nashville, Tennessee, and wasn't part of the study team. "I can usually spot a smoker from across the room because of some of their fa-
cial skin changes," Boyd told Reuters Health. Still, he said the study adds another layer of evidence by putting numbers on the effect of smoking on different parts of the face. The researchers didn't take into account how many cigarettes people smoked each day. And although weight was similar between smokers and non-smokers, they didn't know if differences in fat distribution affected facial appearance. Tanzi said toxins from smoking can speed up the breakdown of collagen, protein fibers that support skin and help it stick together. Smoking also reduces the amount of oxygen going to the skin, she said. In addition, having a regular source of heat close to the face may play a role in skin aging, according to Boyd. "The effects are cumulative. So you can benefit from stopping smoking at any time," Tanzi added. But, "You want to be careful, because some of those changes may be permanent." Facial creams and plastic surgery are options for people whose skin has been damaged by smoking, Guyuron told Reuters Health. But he said the goal of releasing the findings was to give people another reason never to start. "We are hoping that by again emphasizing the harms that come from smoking we can dissuade individuals from smoking … knowing how much it may damage their skin," he said.

If the assembly ever approved such a resolution, Israel would be highly unlikely to accept any ruling by the Hague-based court. Special rapporteur Richard Falk made the recommendation to the General Assembly's human rights committee on Tuesday. He called Israel's occupation "an affront to international law." Falk has been consistently castigated by the Israelis for his reports. The U.S. questioned his capability to serve as rapporteur earlier this year after Falk made provocative remarks about terrorism. Falk has defended himself saying he is only doing his job. Israeli did not have any delegate speak at Tuesday's committee meeting. Israel's U.N. Mission had no immediate comment.

"We are seeing the seeds of a profoundly dangerous development between communities," the director of U.N. humanitarian operations said. "It's a tinderbox that can ignite into something very, very big and very, very bad." Ging appealed to community and religious leaders to be very careful in what they say to avoid adding to the incitement. "The
situation is fast-moving ... and that's why we want to see (it) ... brought under control very, very quickly rather than let it run out of control which it is at the moment," he said. One of the world's poorest countries with a long history of chaos and coups, Central African Republic has been in turmoil since a coalition of rebel groups joined forces to overthrow the president in March and put their leader in charge. SYDNeY, OctOber 30 (AFP): Former Australian captain Mark Taylor has hit out at Ricky Ponting and Michael Clarke over a simmering feud that he says should have been settled in the dressing room. Current skipper Clarke was reportedly furious when he learned ex-captain Ponting's autobiography, released last week, contained concerns about his then deputy's attitude. The book also offers a less than favourable appraisal of Clarke's ill-fated relationship with bikini model Lara Bingle, which ended in 2010 when he flew back from a tour of New Zealand to sort out his private life. Clarke bristled at a press conference on Tuesday when asked for his reaction to Ponting's comments. "Ricky said that did he? Well, Ricky has my number," he said. bArceLONA, OctOber 30 (AP): FIFA president Sepp Blatter may have thought joking about Cristiano Ronaldo was all in good fun, but the Portugal forward and Real Madrid have certainly taken offense. Madrid asked Blatter on Tuesday to apologize for having mocked Ronaldo while praising Barcelona rival Lionel Messi at a recent event in England. Blatter later complied, trying to downplay an incident that had pitted the sport's most powerful executive with its richest club and one of its biggest stars. Blatter had told an audience at Oxford University that Ronaldo "is like a commander on the field of play" before strutting around the stage to the laughs of the students in attendance. Madrid coach Carlo Ancelotti said early on Tuesday that club president Florentino Perez had sent a letter to Blatter asking him to "rectify what I consider a lack of respect for a serious and professional player." Ronaldo took Blatter's stinging words, and mimicry, to heart. "This video (of Blatter's comments) shows clearly the respect and consideration that FIFA has for me, for my club and my country," Ronaldo wrote on his Facebook page. "Much is explained now. I wish Mr. Blatter health and a long life, with the certainty that he will continue to witness, as he deserves, the successes of his favourite teams and players." Blatter asked both Ronaldo and his club for forgiveness, sending a letter of his own back to Perez, which Madrid posted on its website. "I want to clarify that for me Cristiano Ronaldo is at the same level as Messi and that they are both outstanding players, each in their own way," Blatter said in the letter. Blatter said he was "sorry that this situation produced in a university event hurt as much and I apologize for it. It was never my intention to embarrass or disrespect to
Real Madrid CF, or one of their players or their fans..." While slighting Ronaldo during the public event, Blatter said he preferred Messi, the Argentina forward who has won FIFA's world player of the year award for the past four years. Ronaldo won the award in 2008, finishing second in voting behind Messi in 2009, 2011 and 2012. In his letter to Blatter, Perez said he was concerned that the FIFA president's deriding comments would hurt Ronaldo's chances at winning the sport's most prestigious individual award for a second time. "We believe that your comments could condition the vote of those who will decide who will receive the award," Perez said in the letter, which was also posted on the club website. The incident came on the day FIFA included Ronaldo and Messi on its list of 23 finalists for this year's world player of the year award. The list will be pared down to three players in early December. While saying both Ronaldo and Messi were "extraordinary players," Blatter made it clear during his talk at Oxford that prefers what he sees as Messi's more subdued personality. "Messi is a good boy, that every father and every mother would like to have at home," Blatter told the Oxford crowd. "He's a kind man, a good boy. That's what makes him so popular, and naturally he'll always get a lot of votes because he plays well and scores goals." Then, while comparing Messi and Ronaldo, Blatter made a joke about Ronaldo's hair. "They don't have the same attitude and that gives life to football. One has more expenses for the hairdresser than the other but that doesn't matter," Blatter said. Ancelotti defended Ronaldo's character. "I completely agree with the president (Perez)," Ancelotti
said. "I haven't spoken t Ronaldo about this. I think he shows every day and in every match that he is a serious and professional player that respects everyone." Ronaldo also received support in Portugal. Portuguese football federation president Fernando Gomes said Ronaldo is "often misunderstood because he's forthright and honest," and that his frankness sometimes "gives rise to a negative image which isn't him." The dispute is bound to strengthen the belief among some Madrid fans and sections of the Madrid-based sports media that FIFA has a bias for Barcelona and Messi. Former Madrid coach Jose Mourinho snubbed FIFA's awards gala for the past two years while he was at the Spanish club, as did Ronaldo in 2012. Mourinho accused Barcelona of receiving help from FIFA referees in ousting Madrid from the 2011 Champions League semifinals.

In the 43rd over, Johnson first broke the dangerous looking third wicket partnership by getting Raina caught behind and then bowled out Yuvraj to bring Australia back in the game. Raina (16) shared 56-run stand for the third wicket. Shikhar Dhawan was bowled out by James Faulkner just after he reached his fourth ODI century. Dhawan's dismissal reduced India to 234/2 in 36th over over. The southpaw earlier, shared 178run opening stand with Rohit Sharma to keep India in hunt in the big chase. Aaron Finch gave Australia first breakthrough in the 30th over by getting Rohit Sharma (79) caught by James Faulkner at deep mid-wicket.
