Nagaland alleges 11 killed in Assam violence ACAUT ‘life threat’ on union leader
GUWAHATI, MAY 2 (PTI): Heavily armed National Democratic Front of Bodoland (S) militants unleashed violence in two districts of Assam state, falling under Bodoland Territorial Administration area. The violence led to the killing of 11 people, including three children, and leaving three others seriously injured since last night. A group of twenty to twenty five NDFB-Songbijit militants, armed with AK-47 rifles, swooped down on three houses at Balapara-I village in Kokrajhar district in the early hours today and fired indiscriminately killing seven persons on the spot, the police said. IGP L R Bishnoi told PTI that two children and four women of the minority community were among the seven persons who were gunned down. The body of a three-yearold child identified, who was also killed in the attack, was recovered from the area later this morning, he said, adding two men were also seriously injured. Family members of
Power dept informs DIMAPUR, MAY 2 (MExN): The Nagaland Power Department has informed that power supply to Kohima, Wokha, Phek, Kiphire and Tuensang was disrupted on Friday due to snapping of the 132 KV transmission line near Patkai College. Alternative power supply was routed through Karong, Manipur from 4:25 pm, informed the department. While stating that restringing of the damaged line is in progress, the department has expressed regret for the inconvenience caused.

KOHIMA, MAY 2 (MExN): SDEO offices all over the state remained paralyzed due to the ongoing picketing carried out by SSA teachers over non-payment of pending salaries and arrears. A press note from the NSSATA informed that “the 2nd installment, which covers the months of October 2013 to March 2014, has already been sanctioned and deposited to the State Mission Authority’s account by the Centre on April 2.” It lamented that despite this, “the pending dues have not been cleared yet.” The Association, reaffirmed its stand that the ongoing protest will cease only when the pending dues against the sanctioned amount are cleared. It further questioned as to why the state Education Minister and the Finance Minister “are playing a deaf ear at the hue and cry of the SSA Teachers.”

Nagaland govt mulling probe into border killing
NEW DElHI, MAY 2 (PTI): The Central Bureau of Investigation today filed a charge sheet against seven people, including three juveniles, in connection with the death of 19-yearold Northeast student Nido Tania. The charge sheet was filed in a Chief Metropolitan Court here today in which CBI has alleged seven persons were involved in the assault. CBI has pressed charges of culpable homicide, illegal confinement and offences under the SC/ST Atrocities Act against Farman, Pawan, Sunder and Sunny Uppal. The proceedings against the three juveniles will be carried out by the Juvenile Justice Board. Tania, a BA first year student in a private university, had an altercation with some
shopkeepers at Lajpat Nagar, Delhi on January 29 after they made fun of his hairstyle, following which they allegedly thrashed him. He was found dead the next day at his residence. Delhi Police have slapped murder charges against four persons in connection with the case.The case was transferred to CBI from Delhi Police for further probe after the victim’s parents had met Union Home Minister Sushilkumar Shinde and Congress vicepresident Rahul Gandhi. CBI said it had pressed for sector 304 (culpable homicide not amounting to murder) as the death was due to sudden fight which was precipitated due to breaking of glass counter and that there no weapon used in the attack was found other than a stick.
DIMAPUR, MAY 2 (MExN): The Nagaland government is contemplating setting up an inquiry committee to probe the April 30 killing of a Naga along the Dimapur-KA border. It was broached at a high level meeting of government officials on May 1 with Home Minister, G Kaito Aye. Sources however disclosed that the government is undecided on the nature of the inquiry. It will require thorough examination of the complexities involved to come to a final decision, the sources said. Among the many complexities, include the question of jurisdiction. The area where the killing occurred reportedly falls under Daldali Reserved Forest, one of several disputed forests mentioned in the 1972 agreement. The Home Minister confirmed that setting up of a judicial inquiry was discussed but stated that it was not binding.

In one of the rarest case in the history of Nagaland Board of School Education (NBSE), the beautiful, shy and confident twins Medeno Peseyie and Mesano Peseyie from Fernwood School Kohima, secured the top five and tenth positions in the HSLC exams 2014, results for which were declared on Wednesday. With a difference of just two marks between the two siblings, Mesano Peseyie
scored a total of 567 marks (94.50%) placing her in the fifth position, while Medeno Peseyie scored 564 marks (94%), landing her in the tenth position. Hailing from Jotsoma Village and born to Khrielelie Peseyie and Kelepino Peseyie, the 17 year old twins usually study six to seven hours in a day. In their leisure time, they love watching sitcoms like ‘How I Met Your Mother.’ But their favourite is ‘New Girl,’ the twins reveal. They also love reading books and playing violin. Their favorite authors are Charles Dickens and Jane Austen. Both plan to pursue Science, Biology being their favorite subject, from Kohima Science College and they aspire to join the medical service. It was a poignant moment for the Peseyie family on April 30. Khrielelie Peseyie had retired from the service as an Additional Director of SCERT, the same day the NBSE results were declared. “I couldn’t give much time to my girls. But they have really worked hard,” said Khrielelie Peseyie, father of the twins and a former teacher whose job required him to work in Mokokchung, Dimapur and finally Kohima. The father has to add that there is nothing that beats hard work and without hard work achievements are impossible. “Never let the obstacles before you bring you down. Also have faith in God,” the twins add.

Accusing Chief Minister Tarun Gogoi of failing to maintain law and order in the BTAD area comprising four districts of Kokrajhar, Baksa, Udalguri and Chirang, the minority students organisations demanded his resignation. The ABMSU and AMSU leaders also claimed that violence had erupted following a statement made by Bodoland Peoples Front (BPF) leader and former minister Pramila Rani Brahma on the way minorities voted. The local Bodo political parties accused former militant and BPF leader Hagrama Mohilaryled Bodoland Territorial Council (BTC) administration of failing to maintain law and order in the state. In July 2012, violence had erupted between the indigenous ethnic Bodo community and immigrant Bangladesh minority community people leading to the death of near 80 people.

However, know that you’re in Hitlist number one. Your life your wish!” According to ACAUT Nagaland, prior to the SMS, Awomi had “received a letter from the Urban Town Commander NSCN (K), K. Aye, asking the Pick-Up Van and Drivers’ Union to pay an amount of Rs. 5000 per vehicle.” It further informed that, “in a later telephonic conversation, the union was ordered to pay the amount in Kohima.” ACAUT Nagaland stated: “that a person can be threatened with death for

Earlier, Director of North Eastern Space Applications Centre, Department of Space, GoI, Meghalaya, Dr. S. Sudhakar gave a presentation on the application of Space Based Information Kiosk portal which contains Geo-spatial thematic layers of information such as administrative details, infrastructure related information, Land resources, water resources, disaster information, briefing on the spatial module on the portal and the various GIS tools for easy navigation and data query. Mention may be made that was conceptualised by NESAC to showcase the strength of existing geo-spatial inputs of NER for natural resources management and other developmental and planning activities in the
region. The SBISK Nagaland has been developed by NESAC in collaboration with department of Planning & Coordination Nagaland and Nagaland Science & Technology Council funded by Ministry of Development of NER, GoI through NEC Shillong. After releasing of the portal ‘AHODs and HODs meeting continued with review of the last meeting minutes. Poor attendance of the officers and staff in the Secretariat was an agenda deliberated seriously in the meeting. The chief secretary said that officers and staff not staying in their places of posting has an impact on the government and also an impact on the local economy as well. Therefore, she called upon the officers to make an effort to deliver their social responsibility and obligation that lies with them. The Chief Secretary advised the Heads of Departments to use their own discretion in order to
bring about things into proper focus while also suggesting that the Home department, Law and P & AR department to deliberate on this issue. She also said that not only the officers and staff in the secretariat but the same should apply to the directorates, districts and districts headquarters as the report of absence of the district officers come to the notice of the top level officials. Many senior officers also expressed their concern over the irregular and insincere officers and staff all over the state. The Chief Secretary further said that capacity building of gender budgeting is mandatory and informed all departments to collect the gender budgeting booklet for their reference. She also informed all the departments to arrange to buy the 50 years commemorative stamps from the Home department and get Coffee table book from the Nazaret branch, Home department.
To maintain the honour and prestige on building the Jubilee gate, the Chief Secretary informed that its cost was about Rs. 70 lakhs and reminded the officers that public toilets and a museum were also proposed to be included but could not be done due to fund constraints. She therefore requested those departments who have not yet contributed for the unfinished project to do so. Kohima, may 2 (mExn): The District Agriculture office Kohima has completed first phase sensitization training on method of SRI practices under NFSM for the Southern Zone. The last training programme was held on April 25 at Mitelephe village. Seyievonuo AOII chaired the meeting and it begun with a prayer by Pastor Zachütuo Mitelephe Village. The resource person Kekhrieletuo Yhome gave a power point presentation about the steps to be followed from seeds selection to Crop harvesting. The field pictures of successful SRI farmers’ during the last two three years were shown to the farmers. Farmers and staffs had a meaningful interaction during the training. The sensitization training will be held in the western as well as the northern zone after which on field practical training on the methodology of SRI will be taken up in the selected clusters. This was stated in a press release issued by Kohima, District Agriculture Officer.

Nagaland launches Space Based Information Kiosk
Kohima, may 2 (DiPR): Nagaland has launched Space Based Information Kiosk with the State Chief Secretary Banuo Z. Jamir gracing the function on April 30 at the Secretariat Conference Hall Kohima. The launching ceremony coincidentally took place just before Jamir addressed the AHODs/ HODs for the first time after she took over the office as the Chief Secretary. Speaking on the occasion, the Chief Secretary said that Nagaland is the first state to have introduced this Space Based Information Kiosk in the North East. She said that any department could come forward by depositing Rs. 50,000 lakhs to have such Kiosk in their office. The Chief Secretary further said that with the introduction and release of the space based information portal in the state, the policy and planning of the state will be easier and there will be effective implementation of

DAST celebrate Moatsü in Dimapur
DimaPuR, may 2 (mExn): Dimapur Asangma Senso Telongjem (DAST) celebrated Moatsü – a traditional annual sowing festival of the Ao – on May 2. The celebration was hosted by the DAST at Senden Reju, Purana Bazaar with the editor of the Ao vernacular daily, Tir Yimyim, K. Temjen Jamir in attendance as a special guest. Jamir in his address dwelled on the importance of community and fraternal
spirit for the betterment of the Naga society as a whole. Referring to Dimapur in particular, Jamir said that the spirit of fraternity will come only when people, irrespective of cultural diversity, leave aside individual interests and collectively invest for the good of all, Jamir said. Towards that end, he said that the authority to change for the better is in the hands of all, while adding that power alone is not enough. Unrestrained

Dr. Imtiwapang Aier maintained that modern Naga society, which is dominated by the western culture is slowly losing identity. He said that in Naga society there is a large gap in the transition from traditional life style to modernization. The vacuum that is left between the two civilizations must
be filled up by the present generation if we are to free ourselves from the crises that hampers the growth of our society today the MLA added. Dr. Aier pointed out that preserving our rich culture does not mean we are shunning modernization or religion. He said that in order to uphold and preserve our identity, one must let culture, modernization and religion go hand in hand and urged upon the youth to retrospect and find a solution to make our society and community a better place to live in. marked by cultural songs and dances presented by the Rejusanger Cultural Club, Yisemyong Yimden, Sungchilep Zunga, Kobolong Kaketshir Telongjem, Sungratsu Kaket Rejusanger Telongjem and Watsu Telen, Sungratsu. Richie Rich candidates in NE poll fray Tripura seeks access to Bangladesh port polls in 2009, but this time 49-year-old businessman Denis Siangshai is the richest candidate in Meghalaya. Interestingly, both Siangshai and Pala are from mountainous East Jaintia hills district. Mizoram's richest candidate Robert Romawia Royte was fielded by the United Democratic Front (UDF) against ruling Congress candidate and sitting Lok Sabha member C.L. Ruala. The main opposition UDF is an alliance of eight parties led by the main opposition party Mizo National Front. Of the 71 multi-millionaire candidates contesting the Lok Sabha elections in the northeastern region, 41 are in Assam, eight in Meghalaya, six each in Arunachal Pradesh and Tripura, five in Manipur, three in Mizoram and two in Nagaland. Hiranmoy Chakraborty, an election expert, feels that the Election Commission must take such measures so that poor candidates can also contest the elections.

Karbi National Liberation Army (KNLA) has imposed the bandh in protest against the killing of its two cadres on April 26 by the Assam police in a shoot-out. AGARTALA, MAy 2 (ANI): A papad production unit at Aralia near Agartala has palyed an important role in making the local women self-reliant by providing them an opportunity to become financially independent. This papad production unit was started in 2009 by Tanoy Saha, a microbiology degree holder from Bangalore, who decided to become self-reliant after failing to get a job. He took a loan under the Prime Minister’s Employment Generation Programme from Khadi and Village Industries Commission and started the business by getting automatic machines from Punjab. Tanoy started a training programme for local women, mostly housewives, to meet the staff requirement. “ I had gone to Punjab where I saw a papad factory. Then, I tried to find out more about it. Finally, I managed to procure the machines and started this factory three years ago,” said Tanoy. “ The factory is very beneficial for us, as after completion of our household chores we are able to work here and make an extra income. This helps in educating our children and also in running the family smoothly,” said Niro Ray, a worker. The unit currently employs over 20 women and about 6 men. It produces various types of ‘papads’ and plans to start a chips production unit soon. Its products are presently sold within Tripura, but there are plans to market them in Assam, Mizoram and neighbouring Bangladesh. “ The factory is a boon for us, as we have been empowered through it, and with the income we are able to educate our children, and run our family,”

"If only the affluent people contest the elections, how the democracy would be strengthened. The amount of security deposit, which is to paid while submitting nomination by the candidate, must be reduced for the poor candidates," said Chakraborty, who was the joint chief electoral officer of Tripura and worked closely with the several chief election commissioners, including T.N.Seshan. For a general candidate willing to contest in the Lok Sabha polls, he or she has to make security deposit of Rs.25,000 and for Scheduled Caste and Scheduled Tribe candidates it is Rs.12,500. "Besides the security deposit, a contesting candidate has to spend lakhs of rupees for campaign and to mobilise people. This is impossible for a poor candidate. 2G case: Court summons Raja, Kanimozhi New Delhi, May 2 (iaNS): A Delhi court Friday summoned former telecom minister A. Raja, DMK MP Kanimozhi and DMK chief M. Karunanidhi's wife Dayalu Ammal with 16 others for money laundering in the 2G spectrum allocation case. The court has taken cognizance of the Enforcement Directorate's charge sheet in the case, naming these people. Special Central Bureau of Investigation (CBI) Judge O.P. Saini summoned Raja and others for hearing May 26. The charge sheet has named Raja, Kanimozhi, Dayalu Ammal, Swan telecom promoters Shahid Usman Balwa and Vinod Goenka, directors of Kusegaon Fruits and Vegetables Pvt. Ltd. (KFVPL) Asif Balwa and Rajiv Agarwal, Bollywood producer Karim Morani, Kalaignar TV director Sharad Kumar and P. Amirthan. The companies named are Swan Telecom Pvt. Ltd. (STPL), Kusegaon Realty Pvt. Ltd., Cineyug Media and Entertainment Pvt. Ltd. (Cineyug Films), Kalaignar TV (KTV) Pvt. Ltd., Dynamix Realty, Eversmile Construction Company Private Limited, Conwood Construction and Developers (P) Ltd., DB Realty Ltd., and Nihar Construction Pvt. Ltd. The accused have been booked under various sections dealing with the Prevention of Money Laundering Act (PMLA). "The investigation revealed that amount of Rs.200 crore was paid by promoters of STPL, using their group entity Dynamix Realty, to KTV, through KFVPL and CFPL (Cineyug Films) in the garb of legitimate financial transaction, that is as loan/share application money," ED counsel N.K. Matta earlier informed the special court. Matta has said that the payment was illegal gratification for and on behalf of Raja and his associates in lieu of illegal favours given to the STPL for grant of UAS licence. The ED has apprised the court that investigation has also revealed that the return of Rs.200 crore has been done alongwith the additional amount in order to show this illegal payment in the guise of legal and bonafide financial transactions. "Thus, in garb of loan it was in fact the illegal gratification, which was apparently projected as untainted property," the ED has said. Besides, the reverse flow of such amount further establishes the projections of proceeds of crime as untainted, but is nothing but the process of laundering of money, it added. The investigating agency held that the entire amount, as stated, to the tune of Rs.223.55 crore was, in fact, proceeds of crime. It said that "the projection of tainted money as untainted was done by the accused persons/entities in two parts, firstly when the money flowed from Dynamix Realty to KTV and again when the money flowed back from KTV to Dynamix Realty". "Forthebothtransactions,i.e.givingthemoney to KTV and its subsequent return, the accused persons/entities gave it a colour of regular business transactions with the intent to conceal its truenatureandtoprojectthesaidtaintedamount as untainted," the investigating agency said.

THE VOICE OF AN AGGRIEVED TEACHER PEREN ALL SAINTS, A PRIDE FOR PEREN DISTRICT
T
he longstanding imbroglio between the SSA appointed teachers of the state and the state government/ DoSE which has been going on for several months now, is yet to be resolved. As would be apparent to any reader, unlike some other issues, the solution in this case, however, does not require rocket science- just pay the teachers their pending salaries and arrears, and behold! The case is rested! This simple write-up, though, is not really a rejoinder or a discussion on the issue at hand (not that any literate person needs any explanation, the issue has had sufficient media space already!). This is just a voice – the voice of an aggrieved teacher… of the miseries and the anguish that has been forced down upon us, poor souls, at this moment in time. (The writer could have just kept these thoughts, as unflattering as they are, to himself, and yet, there is absolutely no harm in pouring them out either.) So, I was appointed and posted at the Government Middle School in this remote village in 2010. When we first joined, the school had just about a handful of students (not fully upgraded at that time), but from the next year onwards, the inflow of students has been on the rise and as of now, the enrollment has multiplied almost five-folds from what it was back then. I take pride in stating this but no, there is absolutely, no conceit nor self-glorification! In fact, the actual picture that I want to present in saying all these is our increased responsibilities of raising and giving education to these children, with the increase in their numbers. With upgradation and availability of more new teachers, the parents and the community have reposed their faith in the school by enrolling their children, and not letting their trust and expectations down, the teachers, have so far been doing our best nurturing, guiding and educating our pupils. Just for the record, we teachers travel miles and miles on bouncy-bumpy country roads to reach our posting places; sacrifice the luxuries and pleasures of urban life; do not see our families for months and remain cut off from modern communications and connectivity, as we patiently endeavor to educate dear village children in those half-furnished classrooms. Not to mention being
entrusted with all kinds of odd jobs passed down from other departments! And this is how you reward us with? Is this how hard-work and sincerity get paid off? Why this injustice and discrimination? Why are we even deprived of our own meager salary, our only source for survival (for five long months altogether now)? Yes, it is sad. It is unfair. It must be painful, humiliating and agonizing, but no! you can never be in our shoes to know what we must really be going though! With hopeful thoughts do we put on brave, cheerful faces and go to school every day, but when our names are missing from the pay-rolls every month, we are embarrassed, to say the least, even to face our own colleagues, who are otherwise, being paid regularly. And to think that we are the ones that earned our jobs through our hard-labour and merit! Paradoxical, indeed! Sadly. The walk from Phoolbari to Raj Bhavan was a memorable one. Not really a long walk measured in physical distance but recounting all of the thoughts and emotions that passed one’s mind, believe you me, it was indeed a long, long walk. Perhaps, that one Walk which will be remembered for a long, long time to come! The NSSATA has been handling the issue in a very matured way. We have always been patient and peaceful in our protests. Every possible door has been knocked on. It is encouraging and consoling to read those press releases by different unions and associations in support of our cause. What is rather baffling is how our honorable Chief Minister, the concerned minister and the DoSE choose to remain adamantly mute and unmoved in the midst of all these ongoing hue and cry by suffering teachers. To those callous individuals responsible for our undue suffering; my plea, as you sit down by your well-laid breakfast table; as you comfortably relax in your majestic mansions; as you drive about your posh SUVs, please remember that somewhere in a remote corner of Nagaland, some poor teacher will be fighting hard for a morsel; struggling to pay their rents and children’s school fees; spending many sleepless nights; unsure and reluctant to face life as daybreaks! eren is a beautiful picturesque hill station inhabited by the Zeliang people. All Saints Hr. Sec. School is situated right in the heart of Peren Town. It had its humble beginning in March 1965 with Mr. Bony as Headmaster and Mrs. Ivy Bony as Teacher with about 30 students. Mr. Namgaheing, then Chairman of the Tribal Council of Zeliang Kuki Area and Mr. Ashiho Mao, then an Over Seer in PWD, invited Fr. Felix Joseph, then Parish Priest of Christ King Parish Kohima to visit Peren in the fourth quarter of 1964. They invited Father Felix with the hope of opening a school in this remote area of Nagaland. The young, dynamic missionary readily responded to their invitation. To study the scope of opening the school Lt. Rt. Rev. Hubert Rosario, then Bishop of Dibrugarh, visited Peren at the invitation of Mr. Namgaheing in January 1965. After the visit, he gave the go ahead to Fr. Felix who started the school in March 1965 and christened it All Saints Home Cambridge School. The school was being managed by a group of Teachers until 1980 under the supervision of Fathers from Christ King Parish Kohima in the early years and Fathers from Holy Cross Parish, Dimapur and St. Xavier’s Parish, Jalukie during the later years. After the erection of St. Paul’s Parish, Peren, Fathers took over the management of school and began to stay at Peren. All Saints began to function in a rented building which later shifted to yet another rented building. In 1975 a semi-pucca building was constructed for the school in the land allotted to the school by the Administration. In 1983 a beautiful building was built and the school began functioning from it. As the students increased, the need for more class rooms was felt an eventually, in 1990 the new block was inaugurated. The first floor of the new block was inaugurated in 2001. Various co-curricular activities of the school required a good auditori-
um and this dream materialized in the year 2005 with the construction of the new building with ground floor as Administrative Block and the first floor as Auditorium which at present can accommodate almost 900 students. Land allotted to the school but occupied by the Nagaland Armed Police (NAP) was given back to the school in 2006 and a new double-storied building was constructed and the primary section was shifted to the new wing. At present All Saints boost of well built class rooms with all necessary amenities. There was a change in the name with the up gradation to middle school in 1982, when it was renamed, All Saints School. All Saints had come a long way since 1965 and at the time of its up gradation in 1982, the School had an enrollment of 191 students and 10 teaching staffs. It became a full pledged high school in 1990 with the first batch appearing for HSLC in 1991. By welcoming all into its fold, students enrollment increased to 558 students with 16 teaching and 1 non teachings staff in 1990 which further rose to 830 students with 19 teaching and 2 non teaching staff in 2000. On public demand All Saints was upgraded again and in 2006 it became a Higher Secondary School. At present All Saints Family comprises of more than a 1000 students, 40 teaching and 4 nonteaching staff, and the extended family of thousands of Saintinians from 1965 till date, who have walked through the portals of this institution. Clearly, this tremendous growth shows the trust, encouragement and supports the parents in particular and people of the district at large have given to All Saints. All Saints has a cosmopolitan nature with students from varied backgrounds, cultures, tribes, creed and races. Though majority of the students belong to the Zeliang tribe, there is a good number of students belonging to other communities from across the country. Regular co-curricular
activities are organized in the school. Sports Week, Cultural Week, Fresher’s Day, Teachers Day, Children’s Day, Sales Day, Parting Social, Parents Day, All Saints Day, Study Tour, Participation in various competitions at the district and state levels etc have helped students to develop their talents and abilities making them shine out across the state. Students regularly participate in competitions and have come out successfully in flying colors. In the year 2009, a student from the School represented Peren district in the Youth Parliament and Parliamentary Quiz Competition in the state level and bagged the first prize. The students also been representing Peren district in various State level Essay competitions and Painting Competitions. In order to encourage the student community to actively participate in various activities and to nurture their in-born talents and abilities; there are different clubs active working in the school such as Peace Channel, Eco Club, Red Ribbon Club etc. There is daily assembly where teachers take turn to address the assembly to encourage and motivate the students. Along with normal classes the school has moral and religious instructions being imparted to the students for their moral and religious development. In order to keep the teachers up to date with the latest developments and trends in the field of education, regular in-service trainings are also conducted for the teachers. Many Saintinians are doing well across the state with many popular Politicians (including the State planning Minister and his lady-wife), Bureaucrats, contractors and public leaders getting their early education from this school. In order to impart computer education, a computer lab was set up in 2003 and at present there are more than 20 computers for the students along with LCD projectors and other accessories.While the School has a combined science lab, a
reading room and a library with more than 2500 titles; broadband connection is made available in the computer lab for the students. About 250 titles are also kept apart as teacher’s reference books. From 1991 till date there has been an impressive growth in the percentage of HSLC and HSSLC toppers. Already over 20 batches of HSLC students and over 4 batches of HSSLC students have passed through the portals of this institution with good results. Saintinians have entered into almost all walks of life and doing well in various field. It has become the premier institution in Peren District holding high the lamp of knowledge and sharing the same with anyone who passes through its portals. Public and parental support has over the years helped All Saints to reach this level of growth and academic excellence. Dedicated staffs and Management, along with disciplined Saintinians have created a conducive learning environment in All Saints. Qualified and experienced Teachers, who are approachable and willing to spend extra time with children, coupled with the School’s strong administration makes All Saints ‘the right place’ to learn. NPCC slams SSA salary issue, demands CM Chang’s resignation Dimapur, may 2 (mExN): The Nagaland Pradesh Congress Committee (NPCC) today condemned the “utter callousness of the NPF government for failing to address the grievances of the SSA teachers who have been deprived of their salary for the past five months.” The agitation launched by Nagaland SSA Teachers Association (NSSATA) which entered its third phase has so far “failed to elicit any response from the School Education Minister CM Chang or for that matter Chief Minister
Neiphiu Rio who is more concerned about charting his escape route from all the mess generated as a result of his misrule,” stated a press statement issued by NPCC Media Cell. It also questioned the state government how much SSA fund it had received from the centre during 2013-14 for payment of salary, distribution of free textbooks and uniform, creation/ augmentation of infrastructure, besides normal administrative maintenance costs. The statement noted that the NPCC had been
highlighting the massive financial misappropriation by the NPF government, especially for the past one year and had predicted the present outcome of state government unable to pay the salaries of its employees. However, it lamented that the general public, barring some few concerned ones remained largely indifferent and rather enthusiastically voted for the DAN candidate Neiphiu Rio “who had emptied the state treasury in 11 years of blatant misrule.” Leaving aside the indifferent attitude of the
public towards corruption and misrule, the note said, the NPCC sympathize with thousands of SSA teachers struggling without salary for the past five months and extend its solidarity to the ongoing agitation that has so far “failed to even prick the conscience of NPF leaders.” Further NPCC added, “The immense hardship and trauma faced by the SSA teachers and their families have been unnecessarily imposed by an inefficient and corrupt NPF government who remain immune to the cries and sufferings
of the teachers.” “The deafening silence of the School Education minister CM Chang is indeed baffling. After resigning as Lok Sabha MP without completing his tenure and winning the bye-election to the state assembly by misusing all state resources at his disposal, the minister seems to have disappeared from public life,” the NPCC stated. “With the agitation of SSA teachers fast gaining momentum, the School Education Minister has to wake up from his reverie and tender an apology to
the SSA teachers who have been victimized for no fault of theirs.” The NPCC demanded that CM Chang resign from his position as minister for “miserably failing to handle the School Education department and for having lost all moral authority to occupy the ministerial chair when thousands of teachers and their families are made to suffer thereby jeopardizing the academic career of thousands of students across the state, majority of whom are from the least privileged background.”

Keeping the traditional practice alive, Kikrüma community and friendship villages from different parts of the state today came together to join in the village gate pulling ceremony here coinciding with Kürünyi festival. Kikrüma, about 50 km far away from the state capital Kohima is the biggest village in Phek district. Both old and young in their full traditional attires pulled the wooden structure village gate measuring four and half feet in breadth from 6km of a location called Küpandi. SCERT starts monitoring ACL schools Kohima, may 2 (mExN): SCERT has started monitoring Activity and Competency Learning (ACL) schools with an aim to cover all the districts in the State. According to a press release issued by SCERT project director, Kevi Liegise, ACL has been taken up as a very important innovative educational project in Nagaland. It is a system that incorporates all aspects of learner centred education that promotes creative learning based on activities and competencies. Continuous and Comprehensive Evaluation (CCE) is at the core of this system, Kevi added. Presently, the project covers 137 schools. The goal is to cover all primary schools within a few years, he added.

Rilan village condemns killing Dimapur, may 2 (mExN): The chairman and village council of Rilan village Dimapur along with the Lotha community of the border areas of Dimapur have vehemently condemned “the brutal murder of Supongtemjen Imchen by Assam police near Indisen village on April 30 without any rhyme or reason and provocation.” In a statement, chairman of Rilan village cautioned that failing to take any action by the Assam and Nagaland administrations, the public living in the border area will take their own course of action and the administrations of the two said states will be held solely responsible. The Lotha community further extended condolences to the bereaved family members of the victim.
BJYM Nagaland condemns twin blast on a train in Chennai Dimapur, may 2 (mExN): The Bharatiya Janata Yuva Morcha (BJYM) Nagaland unit has strongly condemned the two explosions on a train which killed one woman and wounded more than 10 people, two of them critically, at the Chennai Central Railway Station on Thursday morning. BJYM in a condemnation letter stated that such “an ugly and cowardice act” should not be repeated in near future. “Killing of innocent public/traveler would not solve any problem, but rather than divide peace among brotherhood,” asserted the note issued by BJYM general secretary Mathew K Janger. “Whatever the problem arises, it should be negotiated through political dialogue in order to maintain peace in the country.” BJYM also urged the law enforcing agency to immediately arrest those involved in the bomb blast.

The woman who breaks Mega-Dams Uri Friedman
R
uth Buendía Mestoquiari has built her career, and staked the fate of her people, on the law. But she doesn't have a law degree. In fact, she didn't even start elementary school until she was a teenager and didn't finish high school until age 25. While her peers went to class, she spent her childhood in the 1980s and 90s shuttling between her native village of Cutivireni, the town of Satipo, and the city of Lima, as Peru's two-decade civil war devastated her community and claimed her father, who was killed in the violence when Buendía was only 12. What Buendía does have is five children, all 18 and younger, and a "wonderful husband." She has the distinction of being the first female president of CARE, an organization representing roughly 10,000 indigenous Asháninka who live along the banks of the Ene River in the Peruvian Amazon. And she has a knack for blocking massive hydroelectric dams, having thwarted not one but two planned projects that she believed would displace the Asháninka and destroy the ancestral lands they depend on for their livelihoods. It's a threat she characterizes as "economic terrorism," in an allusion to the armed terrorism she experienced during the civil war. Through it all, she's managed to redeem what we've come to consider something of a dark art: the lawsuit. The 37-year-old, who
received a Goldman Environmental Prize this week for her efforts, has employed several tactics in her duels with the dams, which were first proposed as part of an energy agreement between Peru and Brazil in 2010. She's marshaled technology, using a laptop and computer simulation to show constituents how the dams would flood the Ene River Valley. She's courted media attention, established international partnerships, and mobilized her people in regional assemblies. But above all, she's insisted, again and again, that she has the law on her side—specifically an International Labor Organization treaty that Peru ratified in 1994 and national legislation that the country passed in 2011. Both require the government to consult with indigenous communities before launching development projects—be they infrastructure initiatives or mining concessions— that will affect them. The concept is known as "prior consultation." Buendía's primary argument isn't that the dams are illegal per se, but rather that Peruvian authorities must first secure her people's consent about how the projects should proceed—if, that is, there are grounds to proceed in the first place. By filing lawsuits in Peruvian courts with the help of legal advisors and making her case to bodies like the D.C.-based Inter-American Commission on Human Rights, Buendía has pressured Peruvian officials and Brazilian companies to halt the construc-
tion of the Pakitzapango and Tambo-40 dams—at least for now. In prioritizing legal strategies over others, Buendía's key insight is to fight fire with fire. After all, the proposed dams are a product of a compact between governments—a 50-year energy agreement that Peru and Brazil struck in 2010. The plan was for Brazilian corporations to dam rivers in the Amazon rainforest in Peru and produce up to 7,200 megawatts of hydropower. Peru's leaders trumpeted the numerous benefits the dams would bring: Brazilian companies would be investing heavily in one of the country's few energy sources—its rivers—and leveraging a renewable energy source at that. The projects would create thousands of jobs for Peruvians and bring affordable energy to rural areas. But under the deal, most of the power generated would have been exported to Brazil. And the Asháninka, along with several studies by conservation groups, have warned of the grave environmental and social impacts of the plants. The dams, for instance, could flood the surrounding jungle, submerging arable land, threatening water quality, endangering the forest's biodiversity and the rivers' fish populations, and forcing Asháninka to migrate. "They think we're going to break windows and protest like in Conga, but we aren't,” Buendía told The New York Times in 2012, in reference to fierce demonstrations in northern Peru against a goldmine project. "Just as they
do to us with legal documents we are going to do to them." International treaties and national laws have granted the Asháninka rights, she reasons. Now it's up to the Asháninka to apply the law. So far, Buendía has had tremendous success—especially considering that she and her scrappy organization (CARE had no office, and one typewriter, when she took the helm in 2005) have bested governments and giant multinational companies with a lot of money on the line.
Global Warming: Big Government versus Good Government Chander Mehra

he UN Intergovernmental Panel on Climate Change (IPCC) insists that unless global warming is addressed, the planet promises to suffer all manner of evil. Courtesy coastal flooding and storm surges, urban populations are especially susceptible to the risk of death, injury, and disrupted livelihoods, activists say, lamenting that the Indian government, preoccupied with elections, has failed to make its stand clear. The issue of global warming reveals what makes the leftist mind tick. That the leftists ache from the very marrow of their being for the consolidation of power and authority in a central government is a no-brainer. While there are ways in which governments use their power to which they object, the leftists have never known a limit on the amount of power at a government's disposal with which they could rest comfortably. So, the leftists have always wanted Big Government. And this insatiable lust for unlimited government is inseparable from their disdain for the nation-state and its concomitant nationalism: national boundaries impose a limit on the extent to which government can expand. The logic of Big Government has a life all of its own, pointing beyond the nations in which it takes root towards the rest of the planet. It is self-perpetuating, much like a disease that can't desist from moving from host to host until it dies. There is no issue short of a conflict with an extraterrestrial race that better serves the global aspira-
tions of Big Government than that of global warming. The conservative philosopher Michael Oakeshott contrasts two fundamentally different models of a modern state. On the one hand, they have been looked upon as civil associations of human beings doing their own thing and bound together by nothing more or less than the law. The latter, in turn,
the government of which is visionary and activist. It leads by policy - it doesn't rule by law. The members of an enterprise association are not related to one another as one law-abider to another but as joint-enterprisers, comrades-inarms and fellow-travellers. Global warming is made for the idea of a state-as-enterprise association. Even war, the stuff of

Since laws are not policies designed to bring to fruition some grand master plan or vision for the nation, government, from this perspective, is not visionary or activist. Modern states have also been thought of as enterprise associations,

The legal process is also byzantine, fitful, and protracted. When I spoke with Buendía by phone earlier this month, she didn't sound like a woman who had faced off with two mega-dams and won. She sounded like a woman who had faced off with two mega-dams and made it to the next court hearing, with the construction of the dams an ever-present prospect. "We are still waiting, we are still waiting," she told me, in reference to her habeas data lawsuit for information on the Pakitzapango project (a Peruvian judge ruled that Peru's Ministry of Energy and Mines should hand over corporate documents associated with the planned dam to the Asháninka, but the ministry has yet to comply with the order). The ministry continues to believe in the economic potential of the dams but simply hasn't found new companies to finance and build them, she explained, adding, "We are staying alert." In recent years, indigenous peoples around the world, and particularly in Latin America, have turned to litigation to defend their rights. But Buendía's story speaks as much to the limits as to the potential of "prior consultation" as a guar-
antor of those rights. As Almut Schilling-Vacaflor and Riccarda Flemmerrecently asserted in a paper for the German Institute of Global and Area Studies, effective consultations between governments and indigenous groups on development projects depend on how the legal principle is carried out in practice. Are state institutions impartial and capable of balancing diverse interests? Who holds the real decision-making power: the government, the corporation, or the consulted group? Are the agreements these parties reach binding? With these questions left unanswered, "prior consultation" hasn't realized its promise in Peru, where indigenous uprisings over natural-resource extraction have devolved into deadly violence in the past. Peru's president claimed that the nation’s 2011 "prior consultation" legislation—the first of its kind in Latin America— “would give voice to the needs of the indigenous communities of the country and thus contribute to greater social harmony," Schilling-Vacaflor and Flemmer write. "Yet the current trend actually points in the opposite direction: social conflicts in Peru increased in number from 217 in June 2011 to 247 in June 2012, the majority of which were classified as socioenvironmental conflicts related to the mining sector." The Peruvian authorities, in fact, didn't put "prior consultation" into practice until early 2013, and have at times appeared to sideline the process as
they seek investment in natural-resource projects. Last May, Ivan Lanegra, the government official in charge of implementing the "prior consultation" law,resigned in apparent protest over the government's decision to not apply the legislation to the Quechua-speaking communities in the Andes, the site of several potential mining projects. At issue was a fraught question at the center of the "prior consultation" debate, and the larger debate in the region over how to pursue natural-resource wealth while remedying structural inequality that has festered since the colonial era: Which groups should the government consider "indigenous"? Lanegra argued that the Quechua, like groups in the Peruvian Amazon, were indigenous, while the Energy and Mines minister argued that they were not. The Energy and Mines minister prevailed. "Dealing with big companies is not easy," Buendía says in the UN video below, which profiles female indigenous leaders in Peru. "They have money and they pay so we get divided.... Without land the indigenous people are nothing and nobody." As for that law degree, it's now in reach for Buendía. She recently suspended her studies when the demands of motherhood and her job became too much to bear. But if all goes well, she plans to finish up the degree at a university in Satipo later this year. Just in time, perhaps, for the next round of court cases.

his 50-year existence, Peter Parker committed repeated acts of fraud against his employer, The Daily Bugleand its editor-in-chief, J. Jonah Jameson (who would later, as the mayor of New York, employ Parker as a photographer). He sold staged photos of himself as SpiderMan and used his position in the media to influence the public's perception of his actions. Meanwhile, Superman, as award-winning Daily Planetreporter Clark Kent, has reported on himself and given privileged information to his girlfriend, Lois Lane, whose relationship with Superman remains undisclosed. This kind of rulebreaking has gone basically unremarked upon for decades of Spider-Man and Superman comics, TV shows, and movies. But in the new millennium, the tension between super-person and alter-ego has been explored in a few interesting ways, hinting that fans aren't as comfortable anymore with their selfless spandexed crusaders moonlighting as deceitful newspapermen. A few years ago, the amusing super-legal analysis blog, Law and the Multiverse, laid the groundwork on Jameson's potential case against Parker in the event that he discovered SpiderMan’s true identity. That scenario actually did happen in the 2006-2007 miniseries Civil War, when Jameson tried to sue Parker for “misrepresentation, fraud, breach of contract and sev-
eral other related charges.” The case, had that storyline been able to progress, would be more or less airtight: Clearly, Parker had superior knowledge of Spider-Man’s identity. Jameson had no clue who Spider-Man was and certainly didn’t suspect Parker. The information was not readily available, as demonstrated by the fact that quite a few people, Jameson included, had tried and failed to determine SpiderMan’s identity. And it can reasonably be assumed that Parker knew that Jameson wouldn’t have bought the photos if he knew they were staged and being sold to him by Spider-Man. So Parker’s misrepresentation by omission will suffice. It’s also definitely a material misrepresentation (i.e. it would have made a difference in whether a contract was agreed to) because Jameson would not have bought the photos if he knew the truth. In a 2010 storyline of the Amazing Spider-Man comics, Parker finally loses his job after he's caught doctoring a photo in order to clear the name of a man (Jameson) he knows—from his doings as Spider-Man—to be innocent. Parker is outed at a press conference and essentially exiled from photojournalism. But while he finally received professional retribution, the moral arc of the comic-verse bends again in his direction. Before being fired, Parker is lauded for saving Jameson

and the jobs of everyone under him. At the end of the storyline, even Parker concludes that while he did a stupid thing, he did it for the right reasons. Superman's most recent comic-book iteration sees the vigilante ethos seeping even further into his civilian occupation. In DC's New 52 universe, Clark Kent, fed up with what he perceives to be a flawed system, leaves his long-time employer, The Daily Planet, to become a lone blogger. "I was taught to believe that you could use words to change the course of rivers," he declares upon his departure. "That even the darkest secrets would fall under the harsh light of the sun." Behold the Super Blogger, an unchained social activist and superhero all rolled into one. Recent onscreen portrayals of these two flagship heroes have so far downplayed their journalistic roles. Henry Cavill's Superman in Man of Steelmakes his earthly cash on a fishing boat, far from any moral conflict. Meanwhile, The Daily Bugle has so far been an afterthought in Marc Webb's reboot, the second installment of which hits theaters Friday. Both franchises have hinted at a return of their protagonists’ reporter identities, with Webb expressing a desire for J.K. Simmons to return as Jameson and Henry Cavill donning Kent’s iconic glasses at the end of Man of Steel. But with the falling public regard for journalism in recent decades, it seems like these characters may need to approach their civilian occupations differently than before. In the Internet age and following a few Mike Daiseystyle scandals, it’s tough to be charmed by a purported truth teller who lies for what he believes to be greater good. In other words, with the power of the pen comes responsibility, too.

f anyone deserved the death penalty, it was Clayton Lockett. He committed a series of vile acts that we as a civilization would condemn under any circumstances. In August 2000, a jury in Oklahoma found Lockett guilty of first-degree murder, rape, forcible oral sodomy, kidnapping and a bevy of other charges -- 19 in all. They stemmed from a robbery-gone-wrong in which victims were tied up at gunpoint; one young woman was raped multiple times, and another, who had just graduated from high school, was shot and buried alive in a ditch. On Tuesday night, Lockett was scheduled to die by lethal injection -- the preferred means for executing criminals in states that allow for the death penalty. During lethal injections, subjects are given a chemical cocktail designed to put them to sleep, render paralysis and then stop the heart. One problem for death-penalty states, such as my state of Florida, is the chemicals used for lethal injection are hard to come by, partly because some companies who produce the chemicals refuse to sell them for the purposes of executions. So in the case of Lockett, the state of Oklahoma tested a new combination of chemicals. Instead of putting Lockett to sleep and stopping his heart, the administration of the lethal injection caused his vein to burst, and about 45 minutes later, he died of a heart attack. It's been dubbed a "botched execution," and Oklahoma Gov. Mary Fallin stayed another execution scheduled for Tuesday evening pending an investigation. This is an absurd problem for states to wrestle with -- this notion of how to kill someone properly. Like I said, if anyone deserved the death penalty, it was Lockett, but the real debate is whether we need to be in the business of trying to find the least cruel and least
unusual way to kill anyone voluntarily. It seems clear that the death penalty is a 19thcentury relic, and our ridiculous struggle to figure out how to do it properly in the 21st century is a signal that perhaps we should join the rest of the civilized Western world in abolishing executions. Even Russia hasn't had an execution since 1999, and I wouldn't exactly call Vladimir Putin soft on crime. But please understand that I am not some left-wing, dyed-in-the-wool liberal who simply believes all criminal behavior is the fault of a system that fosters deviance. Not at all. I believe that if you take somebody's life with premeditation, and if a jury, after hearing all of the evidence properly presented by competent counsel, finds you guilty, then you should die -- but in prison, at the end of a life sentence. My objection to the death penalty is pragmatic. It's ineffective as a deterrent, and it is an extraordinary burden on our justice system. For a punishment to offer an effective deterrence, it has to be applied swiftly to maintain the logical cause and effect relationship with the crime, that this is a consequence. But we simply cannot, and should not, act quickly. The extended period required to ensure that the death penalty is appropriate -- that all options and appeals have been exhausted before resorting to the ultimate punishment -- is an essential safeguard in a civilized society. In Lockett's case, this process took nearly 14 years. Even with this long process of appeals, our system is far from perfect. Innocence projects around the country have saved 144 death-row inmates since 1973 by presenting new evidence that has proven them not guilty. Think of how many innocent people we have executed, when the number should be zero. We should all be shocked and appalled. Since we know innocent people sometimes get convicted based upon bad identification, faulty witnesses, improper police activities and in-
competent counsel, can't we at least agree to avoid killing somebody when we know we have an imperfect system? And the burden of the appeals process on the criminal justice system is huge. A recent report from Amnesty International shows the average cost to carry a death penalty case from prosecution to execution is three to 10 times more than a case with a life sentence. Very often, a life sentence costs the state less than $1 million. Some death penalty cases have cost more than $10 million. The excruciatingly long, and necessary, appeals process in death penalty cases cost taxpayers millions for each case, and it draws resources away from other important prosecutions. Is it worth the price? It would be worth the price, if that was what it took to get justice. But is the death penalty justice? Or is it retribution? Often in a death penalty case, members of the victim's family are the strongest advocates for a death sentence. They say they want justice for their slain loved one, but what they often truly want is retribution. This is both understandable and acceptable. An eye for an eye, a tooth for a tooth. But it's never that simple. I've tried death penalty cases, and I've been lucky: None of my clients has ever been sent to death row. But I know many good lawyers who haven't been so lucky. You may be surprised to know that in many death penalty cases, which last for years, defense lawyers get to know victims' families. The families of homicide victims, after an execution, often don't feel the long sought-after sense of relief they expected. Often, they are left, instead, with unresolved emptiness. Two lives are lost when a murder is committed, and two families are irrevocably altered. We should feel the pain as well, and spend more time, effort and money on those who are affected. We should not spend ever-dwindling resources figuring out ways to kill. The death penalty is flawed in every conceivable way, and it should be abolished.

he lost her brave fight." If anyone mutters those words after my death, wherever I am, I will curse them. I would like to be remembered for the positive impact I have made on the world, for fun times and for my relationships with others, not as a loser. When I do die, I will have defied the prognosis for my type of cancer and achieved a great deal with my life. I do not want to feel a failure about something beyond my control. I refuse to believe my death will be because I didn't battle hard enough. And that's the problem; in my view the language used around cancer seems to revolve around wartime rhetoric: battle, fight, warrior, beat. While I recognise that these violent words may help others on their journey with cancer, as someone who is never going to "win her battle" with this disease, I find them uncomfortable and frustrating to hear. However, I do understand why this military language has penetrated the media, charities and everyday life. It is meant to evoke positivity at an unimaginably difficult time in someone's life. But I think it can have the opposite effect and we need to challenge it and to break away from how we have been conditioned to think and speak about a disease that will affect one third of us at some point. Even for those who survive or "conquer" the disease, it will remain with them for the rest of their lives; they may be left disfigured by treatment and have to live with the constant anxiety that their cancer may return. They may not wish to have the label of "survivor", which must interfere with the return to normality.
I cannot see anything "brave" about how I live my life. Bravery implies a choice. Someone who lays down their life to save another human being is brave. I didn't choose to be affected by cancer and I don't believe being placed on the courage pedestal helps me to continue living. Just because I have cancer, it doesn't mean I cannot make mistakes or be selfish, but it almost becomes an expectation that because you are a cancer patient that you somehow become the perfect person. These expectations can be tough to live with on a daily basis. In my world, having cancer is not a fight at all. It is almost a symbiosis where I am forced to live with my disease day in, day out. Some days cancer has the upper hand, other days I do. I live with it and I let its physical and emotional effects wash over me. But I don't fight it. After all, cancer has arisen from within my own body, from my own cells. To fight it would be "waging a war" on myself. I have used chemotherapy on two occasions to bring the cancer back under
control and alter the natural history of the disease. I submitted myself to this treatment gently, and somewhat reluctantly, taking whatever each day had to throw at me. I certainly didn't enter the process "with all guns blazing". Cancer Research UK uses the slogan "One day we will beat cancer". This may sound defeatist but I don't think we ever will. Cells need to divide in all of us to remain alive, to grow and repair our bodies; sometimes this process goes wrong and the result is cancer. We will become better at understanding these processes and how we can target them therapeutically, but I cannot imagine a human society free from cancer, no matter how much money we invest. As a cancer patient who will die in the relatively near future, I believe rather that instead of reaching for the traditional battle language, [life] is about living as well as possible, coping, acceptance, gentle positivity, setting shortterm, achievable goals, and drawing on support from those closest to you.

There's no denying that some teachers are only interested in the salary rather than performing their duty, but let's take a look at the govt. They have enough to pay and please the bogus and backdoor appointees but the one selected through departmental exams are being denied even their salary. Texts books and other material are never supplied in time. The public/civil society etc never care about the problems faced by the institutions. Except to blame them on their failures. Students in private institutions are send for private tution/extra coaching etc which shows how much the parents take part in educating the child directly or indirectly resulting in better results. For those children in govt. Institution 6 hours in school is the only period of learning they have in a day. ...... and if in that 6 hours the teachers fail to install everything into the child. With even the slightest of negligence(either by the teacher or the student) it results in poor performance. Moreover inspite of all those shortcomings even if some govt. schools perform exceptionally well we never appreciate them, instead blame all the govt schools equally. Conclusion :attitude problem including teacher, student and the society as well.

General strike, security lockdown shuts Kashmir SRINAGAR, MAy 2 (AP): Parts of Indian-controlled Kashmir remained under curfew Thursday, while general strikes were being staged in other areas after government forces fatally shot a man during an anti-India protest. Government forces drove through neighborhoods in old quarters of Srinagar, the main city in the disputed Himalayan region, and ordered residents to stay indoors early Thursday. Author ities have rounded up the region’s top separatist leaders along with nearly 700 students and activists in a bid to prevent protests or violence during the voting. But the crackdown has not stopped anti-India demonstrations and clashes. On Wednesday, a 26-year-old man was killed and two other wounded as government forces fired at the rock-throwing protesters after voting ended in Srinagar, police said. Kashmir has been wracked for decades by a conflict stemming from a
large restive population that wants to either secede from India or join Pakistan. Both India and Pakistan claim the region in its entirety, although it is divided between them. Kashmiri separatists demand either independence from Hindu-majority India or a merger with Muslim-majority Pakistan. About 68,000 people have been killed since 1989 in an armed uprising and Indian military crackdown. While the armed rebellion has largely been suppressed, anti-India resentment still runs deep and is mainly expressed through street protests.

We will soon appoint the judge....before May 16,” Home Minister Sushilkumar Shinde told a press conference in Shimla on Friday. Asked whether the appointment of a judge in the midst of Lok Sabha elections would not amount to violation of the Model Code of Conduct, Shinde said, “It will not” as the decision had been taken more than four months ago by the Union Cabinet. “I am worried. The way the Chief Minister of Gujarat had snooped into the life of a woman, I am really worried what will happen to the women of the country if he becomes the Prime Minister,” he said. The Union Cabinet took the decision under the Commissions of Inquiry Act under which the Modi government had already set up a similar panel. However, even after four months, the government could not appoint anyone to conduct the probe as no retired judge came forward to take up the assignment. There were reports that as no retired judge was willing to head the probe commission, the UPA government was mulling the option of changing the terms of reference for the commission by incorporating a provision that will allow the government to appoint a sitting judge of a high court.

NeW DelhI, MAy 2 (PtI): India has strongly objected to Switzerland’s denial of information about account details of certain Indians at HSBC’s Swiss bank branches, in whose cases “incriminating evidence of tax evasion” have been found here. In a strongly-worded letter to his Swiss counterpart, Finance Minister P. Chidambaram has also warned that an effective exchange of tax-related information was “extremely important” for economic co-operation between the two countries and Switzerland must honour its “rights and duties” agreed to in their bilateral Direct Tax Avoidance Convention (DTAC). This is Chidambaram’s third letter to Swiss Finance Minister Eveline Widmer Schlumpf within four months on this matter and he again reiterated that India would continue
to take a position at the Global Forum about Switzerland lacking legal and regulatory framework for an effective exchange of information. Chidambaram also said that the interpretation made by Switzerland that it can not share information as per India’s request was not in accordance with international standards. Switzerland communicated its decision against sharing the information through a letter dated April 7 to Chidambaram, pursuant to which India has now stepped up its pressure on the European nation, which has been long perceived as a major safe haven for alleged black money stashed by Indians and other foreign nationals due to its strong banking secrecy laws. Under global pressure, Switzerland has agreed to ease its banking secrecy laws in recent years and
it also signed a revised tax treaty with India in 2011 to facilitate greater flow of information about alleged black money. However, it has refused to share information with India about the accounts mentioned in the so-called ‘HSBC list’ which India had received from France through a bilateral treaty. However, it has been widely reported that France had received that list after data was stolen by a disgruntled HSBC employee in 2011 and those names eventually found their way to tax authorities across the world including India. Over 29 flood-affected villages to boycott polls in Amethi AMethI, MAy 2 (AGeNcIeS): Perenial floods have forced 25,000 voters of 29 villages in Rahul Gandhi’s Amethi parliamentary constituency to take the extreme step of boycotting polling on May 7, the next phase of the elections. Villagers said that despite their repeated request to the politicians to help them out to minimise the effects of floods, nothing has been done so far. “Our crops are washed away every monsoon and we have nobody to take care of our problems. So, there is hardly any enthusiasm for this election”, said a resident of the area, Kalim Anwar, adding that candidates avoid visiting their villages
because of the deplorable conditions in the area. These villages are situated between CSM Nagar and Sultanpur and, resident say, authorities of both the districts disown them at the time of crisis. The 29 villages are Dulhinpur, Sansaripur, Gyanipur, Ramganj, Raipur, Sonari, Sangapur, Khargipur, Tiwaripur, Piparpur, Narwahanpur, Khanapur, Magra, Mawaiya, Bahadurpur, Trilokpur, Dhema, Alampur, Chhida, Vasudeopur, Maisaha, Bhagipur, Alampur, Trisundi, Gurdipur, Jamalpur, Newada, Gauraparani and Agresar. There are 722 villages in Amethi constituency.
“Earlier, we were part of Sultanpur district but our villages were included in CSM Nagar, which was created in 2008. We had protested against this decision at that time because Gauriganj - the headquarters of CSM Nagar - was 50 km from our villages, while we were at a distance of only 20 km from Sultanpur district headquarters. However, our request was ignored at that time. Now, with little options left, we have decided to boycott the elections,” said Umakant Tiwari, another resident of the area. “They (politicians) know our problems but don’t have confidence to face us,” he added.
Anglo-Indians hope for a better deal
KolKAtA, MAy 2 (IANS): The Anglo-Indian community, which was nearly 300,000 strong when Britishers left India and today has dwindled down to half that number, seeks government scholarships in higher education and reservation in nonChristian colleges, as they seek to preserve their identity and heritage. AngloIndians are of mixed British and Indian parentage and two among them are nominated to parliament. Anglo-Indian youth in Kolkata, a strong bastion of the community, are as animatedly involved in political discussions as anyone else. Twenty one-year old Samantha Gasper, a firsttime voter, roots for reservation for Anglo-Indian students in non-Christian colleges. “The partiality towards certain groups has to go. A quota would definite-
ly help as the minorities are not given a chance in most educational institutes and therefore as a minority, I feel every vote counts and I will surely vote,” Gasper told IANS, adding she does not prefer the None of the Above (NOTA) option. Citing an example, she revealed she was not included in the list of selected students in reputed institutions despite scoring over 90 percent in board exams while applicants from non-minority communities with lower scores got in. Because of lack of better education facilities, most Anglo-Indian youth veer towards call centre jobs “which is not a very stable option”. One solution to this, pointed out 36-year-old Shane Alliew, is the provision of educational scholarship. “If the government provides scholarships for
Anglo-Indian students, then that would encourage them to study further instead of opting for call centres as it is not a very stable option,” he told IANS. On the same page, Leslie Pereira feels, because of the lack of sustained educational facilities, many have gone abroad. “Once the government makes available sustained facilities, like scholarships, at various levels, then that would also make them feel socially secure,” he explained. The Anglo-Indians has been an integral part of the city’s social fabric, contributing in many fields, most notably education. Wandering through the labyrinth of the red-bricked, flower-pot dotted rows of flats in central Kolkata’s old world Bow Barracks or the hustle and bustle of the more upscale Picnic Gardens in southern part of
the city - known addresses of the clan - one can soak in the relaxed, easy going life of the community, known for its fondness for good food, wine and social gatherings. While the older generation is traditionally inclined towards the Congress, the generation Z has its own opinions. And with entrants like Aam Aadmi Party in the fray, it’s no slim pickings for the electorate. “Outdated thinking won’t do. We need a 21st century leader in the 21st century...a progressive thinking government,” said Gasper. Around 40 percent of the community is below the age of 30 years. ing tabs on the candidate’s backgrounds and checking their track record as they gear up to exercise their franchise. “With an increasing number of college goers, they can think for themselves. Earlier, 20 to 30 years back most didn’t care much about voting. Youngsters are conscious and more aware of what the government is doing and what they can offer us,” 68-year-old Leslie Pereira told IANS. “In the good old days, most were pro-Congress; now, however, the youngsters have a lot to think about in terms of the agenda and who to vote for,” said Pereira, joint convenor, employment, at the Calcutta Anglo-Indian Service Society. Stressing the need for a “stable” and “inclusive” government, Michael Shane Calvert, a member of the legislative assembly, added, “We want a government that will ensure a sustained, coordinated effort to bring leaders and citizens together in support of common goals.”

US to enhance security cooperation with new Indian government WAShINGtoN, MAy 2 (IANS): Describing security cooperation with India as “a central element of the broad US-India strategic partnership”, the US says it looks forward to working closely with the next Indian government to build on it. India’s “rise as a competent and confidant and capable power that advances regional stability, security and prosperity is something that the United States welcomes and supports,” Nisha Desai Biswal, assistant secretary of state for South and Central Asia told a Congressional panel. “The US-India relationship has continued to mature, deepen and grow over successive administrations in both countries,” she said in her testimony Wednesday before House Foreign Affairs Committee, Subcommittee on Asia and the Pacific on “Assessing US Foreign Assistance Priorities in South Asia.” Commenting on “the incredible display of democracy going on in India,” Biswal said, the US continued to facilitate growth in India-US trade relationship and ensure new opportunities for businesses in each other’s markets. “Our collaboration on energy, science and technology, environment, space, education and counterterrorism continues to deepen,” she said. The US was “doubling down, so to speak, in Asia,” Biswal said as the Obama administration has “placed a strategic bet on regional economic connectivity through its New Silk Road and Indo-

40 students fall ill after mid-day meal in Bihar PAtNA, MAy 2 (IANS) : At least 40 children fell ill Friday after having their mid-day meal at a government school in Bihar’s Rohtas district, officials said. The students are now out of danger. The children complained of uneasiness after the meals at Katar Middle School, and were admitted at a hospital, a district official said. “All the children are now safe,” he said. “All of them, except two, were discharged after preliminary treatment at the hospital,” he added. Samples of the meal have been collected by police for forensic examination. According to officials, some children said a lizard was found in the midday meal served to them,
which claim “may be true or a rumour”. However, the doctors who examined the children did not find any sign of poison in their bodies. Last month, a lizard was found in the mid-day meal served in Sheohar district and a dead rat was found in the mid-day meal served to students of a primary school in Patna. Last July, 23 children lost their lives after they consumed the mid-day meal cooked in contaminated oil at the government primary school in Dharmasati Gandawan village of Saran district. The mid-day meal scheme is being run in 72,000 schools across Bihar to serve day meals to 16 million students so that they continue schooling.
TN Police team in Bangalore to probe train blasts cheNNAI, MAy 2 (IANS): A team from Tamil Nadu’s Crime Branch Friday arrived in Bangalore city to look for leads in Thursday’s twin bomb blasts in the Bangalore-Guwahati train in Chennai railway station. The special team went to look into the CCTV footages at the Bangalore station, where the ill-fated train originated, said Tamil Nadu police officials. Tamil Nadu’s Crime Branch-Criminal Investigation Department (CBCID) team is working jointly with Karnataka Police to nab the culprits who are responsible for the death of a 24-yearold Swathi from Andhra Pradesh. At least 14 passengers were also injured in the twin blasts. CBCID Inspector General Mahesh Kumar, speaking to a television channel, Friday said the agency is coordinating with police of all the neighbouring states and is also following various
leads. The police team will also check the antecedents of some people who had booked the tickets on the train but did not board it. Meanwhile, a sixmember National Security Guard (NSG) team that arrived here Thursday night inspected the two affected bogies of the train Friday. Tamil Nadu Police had received intelligence warning early last month that four trained Pakistanis aged between 20 and 25 years were in Sri Lanka and planning to carry out serial bomb blasts in the state between April 15 and 17 with local help. The bomb attacks would happen in Madurai, Tiruchirapalli (Trichy) and Chennai, the intelligence reports warned. People who were planning to carry out the attacks, would travel from Sri Lanka to India as businessmen and arrive at Tiruvanathapuram, Chennai, Bangalore and Trichy airports, it said.

South Korean ferry mishap toll rises to 226

SeouL, MAy 2 (IANS/ eFe): The number of confirmed deaths from the sinking of the Sewol ferry in South Korea has risen to 226 after five more bodies were recovered from the submerged ship Friday. Divers continued trying to locate the bodies of the 72 people who are still missing. Coast guard and navy divers, along with private divers, will Friday concentrate on the central and left sections of the fourth and fifth floors of the five-storey ship that have remained unexplored so far, rescue service personnel said. The operations have been hampered by strong
sea currents which have also threatened to carry the bodies far away from the site of the sunken ship. One of the bodies recovered early Friday morning appeared in the water about four km from the accident site. During high tide, the force of the currents is approximately 40 percent higher than usual, said the rescue service personnel. Meanwhile, South Korean President Park Geunhye Friday declared that she would once again apologise to the victims of the accident and their families. The leader issued an apology a few days earlier during a cabinet meeting in

the face of increasing criticism of the management of the incident by the government. Nonetheless, the opposition and some sections of the media believe that the apology was forced and without enough formality. Out of the 476 people aboard the Sewol, 325 were high school students from the city of Ansan in the suburbs of Seoul. The increasing number of funerals of the large number of deceased students in this area could exceed 250 once all the bodies are recovered and identified. It is believed that the Sewol sank after making a sharp turn that displaced her cargo and vehicles to one side of the ship, thus destabilising it and causing it to tilt. The captain, who has been criticised for delaying the evacuation at the time of the accident, is under arrest for allegedly abandoning the ferry and for neglecting the safety of the passengers. On Friday, several members of the family that manages the operation of the ship were questioned over corruption charges. They have, however, refused to answer the questions of the public prosecutor due to which an arrest warrant could soon be issued against them.

Pacers, Thunder & Warriors win Clarke not for day-night Tests
ATLANTA, MAY 2 (AP): Indiana, Oklahoma City and Golden State were all victorious in their must-win games on Thursday, staying alive in the NBA playoffs and forcing their respective series to a decisive Game 7. Indiana scored 16 of the final 20 points of the game to overrun Atlanta and win 95-88, giving them a chance to win the series that most thought the Pacers would take comfortably as the Eastern Conference's top seed. Oklahoma City also won on the road, with Kevin Durant getting back to near his best with 36 points to lead the Thunder to a 104-84 win at Memphis. Golden State edged the Los Angeles Clippers 100-99, hanging on as the visitors missed good scoring opportunities in the final minute. Indiana's David West was the key player in the Pacers' closing surge that overwhelmed Atlanta. Trailing 3-2 after losing at home for the second time in the Eastern Conference series, Indiana was poised for an early summer when the Hawks pushed out to an 84-79 lead with just over 3 minutes remaining, cheered on by a raucous crowd. But, for the fourth time in this back-and-forth affair, the road team won. West seemed to make every big play in the decisive closing moments, scoring four straight points and forcing a huge turnover to begin the turnaround. SYdNEY, MAY 2 (AgENciES): Australian skipper Michael Clarke has dismissed the idea of daynight Tests saying there's no urgent need of conducting Test matches under floodlights. "I think there's room for all three forms of the game we play now. I think it's great that you can play an ODI either a day or a daynight game, T20 the same," he told ESPNcricinfo. "I've never experienced Test cricket at night so I don't know what it's like. But I don't believe we need to have day-night Test cricket, for Test cricket to survive. I think if you've watched any Test cricket over the last 12 months, there would have been a lot of people off their chairs watching the game. So long may that continue, during the day or at night." Contrary to Clarke's take on the concept, Cricket Australia chief executive James Sutherland has come in support of the idea and and has indefinite plans for a daynight match against New Zealand in Australia in 201516. NBA owners meet to move quickly on Sterling
NEW YORK, MAY 2 (AP): NBA owners seem as committed as Commissioner Adam Silver to ending Donald Sterling's ownership of the Los Angeles Clippers. The league's advisory/finance committee held its first meeting about Sterling on Thursday, two days after Silver said he would urge owners to force a sale of the team. The 10-member committee held a conference call to discuss "the process for termination of Donald T. Sterling's ownership of the Los Angeles Clippers," NBA executive vice president Mike Bass said in a statement. "The committee unanimously agreed to move forward as expeditiously as possible and will reconvene next week." Silver banned Sterling for life and fined him $2.5 million Tuesday for making racist comments. Sterling can have no association with the league or the team, but Silver wants more. A forced sale would require approval by threefourths of the league's 30 owners. Silver said he was

ARLiNgTON, MAY 2 (AP): Walter R. Walsh, an FBI sharpshooter who was the world's oldest living Olympian, has died. He was 106. Walsh died on Tuesday — six days before his 107th birthday — at his home in Arlington, USA Shooting announced. Walsh, who first honed his shooting skills by picking off clothespins on a clothesline with a BB gun as a child, finished 12th in the men's 50-meter free pistol at the 1948 London Olympics. He was 41 by then, and had already demonstrated his marksmanship with the FBI and the Marine Corps. During the Depression, Walsh was instrumental in the capture and killing of several gangsters. As an FBI rookie, he discovered the body of Baby Face Nelson after a shootout that left two federal agents dead, and a year later helped catch Arthur (Doc) Barker of the Barker Gang. In October 1937, he posed as a sales clerk at a sporting goods shop in Bangor, Maine, awaiting the arrival of three members of the Brady Gang, which had been on a long crime spree. He quickly disarmed one of them as the man entered the store, and helped gun down the others despite being hit twice. Walsh took a commission as a second lieutenant in the Marine Corps in 1938 and went on active duty in 1942, eventually serving on the front lines in the First Marine Division, and spent more than 20 years as a shooting instructor for the Marines after the war before his retirement in 1970. He later served as the team leader for USA Shooting in several competitions, including the 1972 Munich Olympics. Born in Hoboken, New Jersey, on May 4, 1907, Walsh was married for 43 years until his wife died in 1980.

ourtney Love’s own father has made the sensational claim that his daughter was responsible for the death of Nirvana star Kurt Cobain - and he can prove it. Hank Harrison, the ex-manager of the Grateful Dead, said that while he can’t prove his daughter pulled the trigger on the shotgun that ended the grunge star’s life 20 -years ago, he ‘can prove her involvement to a high degree of certainty.’ Harrison, who is estranged from his rock-star daughter said that he became convinced she killed her own husband after the Seattle police released a note that Cobain held in his wallet mocking his wedding
vows that called his wife a ‘b***h with zits’. Harrison told RadarOnline.com that he believes his 49-year-old daughter was complicit in her husband’s death. He is planning to publish his proof in his upcoming republished book, Love Kills: The Assassination of Kurt Cobain. The final clue that sealed his opinion was the handwritten note inside the music legends wallet. ‘Do you Kurt Cobain take Courtney Michelle Love to be your lawful shredded wife,’ the note begins, ‘even when she’s a b**ch with zits and siphoning all (your) money for doping and whoring.’ Harrison, who is also suspicious of the Seattle
police’s motives for only releasing new evidence 20-years on, said that the note is key. ‘If you read the true meaning of this small note, and place it in conjunction with the rest of the evidence, anyone with even half a wit will see that something dire and awful took place,’ Harrison alleges. Indeed, his criticism of the Seattle police is strident. ‘Nobody, except me, asked the obvious question: ‘Why weren’t they developed 20 years ago?’ he added to RadarOnline. ‘They weren’t developed because the police had already decided it was a suicide and didn’t need any more evidence.’
