GPRN/NSCN clarifies on Sept 1 incident DIMAPUR, SEPTEMBER 2 (MExN): The GPRN/NSCN today clarified on what it termed to be the “capital punishment meted out to Pukhato Aye of Ahoto Village, an informer of the Khaplang boys” on the night of September 1. A press note from the MIP stated that “Pukhato is directly responsible for the deaths of our members, Deputy Secretary Akato who was murdered on July 22 and Lieut Col Tokikhe, murdered August 18.” The note further said that “there are many more instances where he had acted as the mole behind shooting incidents in and around Dimapur town.” The GPRN/NSCN added that Pukhato had been “warned to refrain himself from such activities, but continued without paying heed to it.” As such “the GPRN/ NSCN had no option but to award him with capital punishment,” the note said. It added that many GPRN/ NSCN cadres have been “shot dead without any reasons by the Khaplang boys in the past few months” and that “many families have been rendered widows and orphans, many homes have been raided in the middle of the night by the Khaplang rogues in search of our cadres.” It said that “till date, the GPRN/NSCN has been restraining our cadres from retaliating, keeping in mind the reconciliation process that is painstakingly being motioned by every right thinking Naga.”

Fuel outlets in Dimapur shut down business unexpectedly on Monday, September 2. The abrupt closure was reportedly a result of unrequited monetary demands. Sources disclosed that on September 2, unidentified persons claiming to be from the NSCN (IM) directed petrol pumps to shut down indefinitely or face dire consequences. Petroleum dealers said that as a result, fuel retailers in Dimapur were compelled to shut down indefinitely or till such time the matter gets resolved. The Nagaland state government, it was learned, was informed of this development. The Dimapur district administration said that it received a letter from the Petroleum Dealers Association (PDA) explaining the reasons behind the day’s development. A copy of the letter was also sent to the government officials while asking the government to take up the matter with the CFMG and the CFSB, it was added. The NSCN (IM) had re-

cently published a statement listing 17 petrol pumps (out of 31) in Dimapur, which according to the organisation were not meeting quality norms. It was further mentioned in the statement that the defaulting petrol pumps “will be penalised as per the ahza.” Fuel samples from the 31 petrol pumps in the district were collected and tested resulting
in the alleged detection of adulterants in fuel sold by 17 petrol pumps, it was further stated. In its letter to the state government the PDA informed that in the aftermath of the reported detection of adulterants, defaulting petrol pumps were asked to pay money ranging from Rs. 1 lakh to 3 lakhs as penalty. The petrol pumps had pleaded that
since they have already cleared the yearly tax and other fees for the year, they were not in a position to pay any additional amount. The explanation rendered reportedly did not go down well resulting in the day’s development. “Therefore out of compulsion all the petrol pumps in Dimapur are compelled to shut down business. LUcKNow, SEPTEMBER 2 (IANS): Samajwadi Party general secretary Ram Gopal Yadav Monday termed the situation in the country akin to the Emergency and blamed the “wrong policies” of the Congress for the worsening economic situation. Talking to reporters on the sidelines of a function here, Yadav said the Samajwadi Party has no understanding with the Congress, nor will have
one in the Lok Sabha polls. Asked about the support the SP has lent to the Congress-led UPA I and UPA II, he contended this was largely done to prevent the communal forces from coming to power. “Our support to Congress government is issue-based but we can say that policies of Congress can never be beneficial to the country,” he said. Adding that his party was prepared for the gen-
eral elections whenever these are held, the SP leader said though the party has announced a majority of its candidates, the leadership was scrutinizing the candidates and if need be, candidates in some select seats may be changed. “We are gathering information from the ground on how our candidates are performing so far. If they are not living up to the party standards, we will change them,” Yadav said.
Referring to the economic crisis as “grave”, he said it was worrying that the Indian rupee was sliding to a new low every day, the imports increasing and exports shrinking. He also slammed the UPA for bringing the Food Security Bill and the Land Acquisition Bill in parliament at the fag end of its tenure. “The Congress is doing all this with an eye on votes and they are simply not bothered about the poor,” he said.
DIMAPUR, SEPTEMBER 2 (MExN): ): Following an inquiry ordered by the State government into the incident concerning Parliamentary Secretary, Torechu Yimchunger’s convoy on August 24 wherein USR NSCN (IM) had alleged that the Parliamentary Secretary was indulging in bootlegging, the State government has concluded that “no such incident of interception of transportation of IMFL by the convoy of the Parliamentary Secretary had taken place nor had been detected by the police or any agency or organization”. The allegation that the Parliamentary Secretary
“was indulging in bootlegging is therefore incorrect and not substantiated by facts”, stated a press communiqué issued by L Singsit, Special Secretary to the Government of Nagaland. It said that the photograph, which appeared in local dailies alleged to be that of a vehicle seized during the incident, was also false as “no vehicles of the Parliamentary Secretary’s motorcade was seized at any point of time during the said incident.” The government stated “no unauthorized persons or agencies have any right to intercept or detain any movement of VIP motorcade or entourage and any such ac-
tions will be considered as illegal and treated accordingly as per the provisions of the law”. It said that such interception if done by any of the factions will amount to “violation of the CFGR.” Adding that this statement was issued as the USR has sought clarification from the Parliamentary Secretary; it was informed that the Government had undertaken an inquiry through the SP Kiphire regarding the incident. As per Police, it was ascertained that some miscreants tried to obstruct the convoy at three locations in Kiphire district on August 24. The first one was at LHEP junction (NH 202)
where two youths on motor cycle had tried to intercept the convoy but the convoy passed on without any untoward incident. The second occurred at Tuthezu junction (NH 202) where three armed persons, “allegedly working for an organization styled as United Sangtam Region tried to intercept the convoy but ran away when an Assam Rifle vehicle was seen approaching the location”. The third occurred near a Stone Crusher, below Kiphire town when some miscreants tried to stop the convoy but ran away when the escort opened fire in the air, it stated.
quest the government of Nagaland to kindly intervene at the earliest because we are not in position to resume business with the matter remaining unresolved,” stated the letter written to the district administration. A fuel retailer speaking on condition of anonymity stated that petrol pumps pay yearly tax to all the groups. Another fee called ‘adulteration fee’ is further paid to two groups. While it is reportedly regarded as deterrent to fuel adulteration, this fee only encourages adulteration, it was added. On the security of fuel retailers in the backdrop of threats, the district administration and the police chose to play it safe. It was explained that since it involved grave threats to life and property, it would be prudent for outlets to remain shut till such time the matter is resolved by the appropriate authority. It was further explained that it would be humanly impossible to provide round the clock security to the petrol pumps and all the people involved in the fuel retail business.
down by “taxes” Morung Express news Dimapur | September 2
Cabbage farmers in Phek district are groaning under the weight of taxes imposed by municipal and town councils on their way to Dimapur to sell their produce. Kohima Municipal Council, Medziphema Town Council and Dimapur Municipal Council are reportedly levying Rs. 400 each per truck (407 Tata) and Rs. 200 each per Tata Mobile carrying cabbage. At the end of the day, the exorbitant tax imposed by the municipal and town councils leave the local cabbage farmers with little or no room for profit margin. After reaching Dimapur, the cabbage farmers are also not given a fair deal as they dispose the cabbage at a wholesale rate of Rs. 6 per kg whereas the vegetable is sold at Rs. 30 per kg in the market. “We take all risks to transport our produce from Phek to Dimapur in the hope of getting good profit margin. But the heavy taxes imposed by the municipal bodies hardly leave any room for profit. After all expenditures are
taken into account, the profit margin per Tata Mobile load of cabbage is between Rs. 500 and Rs. 1000 only”, a local farmer from Pfutsero said. Chairman of Razeba Sub-Marketing Committee (RSMC), Sanyi Dukru, informed that the taxes levied by the municipal bodies are choking the local cabbage farmers of their very livelihood. Sanyi said that while the Nagaland government had announced the ambitious food security for all by 2020, its municipal bodies were discouraging local farmers to take up farming as a profitable profession. “Perhaps the municipal bodies are levying the highest tax on cabbage. Trucks carrying imported food items and goods worth crores of rupees are only levied gate entry fee, whereas local farmers carrying Tata Mobile load of cabbage worth a few thousand rupees bear the brunt of taxation”, he added. The RSMC chairman said that with the raw deal meted out local farmers, many farmers in Phek district are mulling alternative use of their land, rather than grow perishable vegetables.

KohIMA, SEPTEMBER 2 (DIPR): A state level complaints committee has been formed for redressal of sexual harassment complaints of women employees at their work places in Nagaland. This committee has been constituted as per a notification issued by the Government of Nagaland on May 29, 2013. The committee will receive complaints from any women employee through its Secretary of the State Government and cause an enquiry into the complaint and suggest measures to redress the complaint. The Committee is also entrusted to create awareness of the rights of female employees by prominently notifying the guidelines
and initiating awareness campaigns. The committee has been deemed to be the inquiring authority for the purposes of Central/State Civil Services (Conduct) rules and the report of the complaints committee is deemed to be an inquiry report under the rules. Thereafter the disciplinary authority will act on the report in accordance with the rules. It may be noted that Chairperson of the State Complaints Committee, Banuo Z. Jamir at an AHOD/
HOD meeting on August 23 had directed all District offices as well as the Directorates of the Government Departments to form Complaints Committees at their own levels. She highlighted the guidelines of the Supreme Court wherein as per the Vishaka guidelines, the State Legislature has been directed to enact, legislate and make provisions for protecting the rights of women from being harassed in work places. The Vishaka guidelines require employees at workplaces as well as other responsible persons or institutions to observe them and ensure the prevention of sexual harassment to women. Details on page 4
