GPRN/NSCN clarifies on Sept 1 incident DIMAPUR, SEPTEMBER 2 (MExN): The GPRN/NSCN today clarified on what it termed to be the “capital punishment meted out to Pukhato Aye of Ahoto Village, an informer of the Khaplang boys” on the night of September 1. A press note from the MIP stated that “Pukhato is directly responsible for the deaths of our members, Deputy Secretary Akato who was murdered on July 22 and Lieut Col Tokikhe, murdered August 18.” The note further said that “there are many more instances where he had acted as the mole behind shooting incidents in and around Dimapur town.” The GPRN/NSCN added that Pukhato had been “warned to refrain himself from such activities, but continued without paying heed to it.” As such “the GPRN/ NSCN had no option but to award him with capital punishment,” the note said. It added that many GPRN/ NSCN cadres have been “shot dead without any reasons by the Khaplang boys in the past few months” and that “many families have been rendered widows and orphans, many homes have been raided in the middle of the night by the Khaplang rogues in search of our cadres.” It said that “till date, the GPRN/NSCN has been restraining our cadres from retaliating, keeping in mind the reconciliation process that is painstakingly being motioned by every right thinking Naga.”

Fuel outlets in Dimapur shut down business unexpectedly on Monday, September 2. The abrupt closure was reportedly a result of unrequited monetary demands. Sources disclosed that on September 2, unidentified persons claiming to be from the NSCN (IM) directed petrol pumps to shut down indefinitely or face dire consequences. Petroleum dealers said that as a result, fuel retailers in Dimapur were compelled to shut down indefinitely or till such time the matter gets resolved. The Nagaland state government, it was learned, was informed of this development. The Dimapur district administration said that it received a letter from the Petroleum Dealers Association (PDA) explaining the reasons behind the day’s development. A copy of the letter was also sent to the government officials while asking the government to take up the matter with the CFMG and the CFSB, it was added. The NSCN (IM) had re-

cently published a statement listing 17 petrol pumps (out of 31) in Dimapur, which according to the organisation were not meeting quality norms. It was further mentioned in the statement that the defaulting petrol pumps “will be penalised as per the ahza.” Fuel samples from the 31 petrol pumps in the district were collected and tested resulting

DIMAPUR, SEPTEMBER 2 (MExN): ): Following an inquiry ordered by the State government into the incident concerning Parliamentary Secretary, Torechu Yimchunger’s convoy on August 24 wherein USR NSCN (IM) had alleged that the Parliamentary Secretary was indulging in bootlegging, the State government has concluded that “no such incident of interception of transportation of IMFL by the convoy of the Parliamentary Secretary had taken place nor had been detected by the police or any agency or organization”. The allegation that the Parliamentary Secretary

“was indulging in bootlegging is therefore incorrect and not substantiated by facts”, stated a press communiqué issued by L Singsit, Special Secretary to the Government of Nagaland. It said that the photograph, which appeared in local dailies alleged to be that of a vehicle seized during the incident, was also false as “no vehicles of the Parliamentary Secretary’s motorcade was seized at any point of time during the said incident.” The government stated “no unauthorized persons or agencies have any right to intercept or detain any movement of VIP motorcade or entourage and any such ac-

tions will be considered as illegal and treated accordingly as per the provisions of the law”. It said that such interception if done by any of the factions will amount to “violation of the CFGR.” Adding that this statement was issued as the USR has sought clarification from the Parliamentary Secretary; it was informed that the Government had undertaken an inquiry through the SP Kiphire regarding the incident. Cabbage farmers in Phek district are groaning under the weight of taxes imposed by municipal and town councils on their way to Dimapur to sell their produce. Kohima Municipal Council, Medziphema Town Council and Dimapur Municipal Council are reportedly levying Rs. 400 each per truck (407 Tata) and Rs. 200 each per Tata Mobile carrying cabbage. At the end of the day, the exorbitant tax imposed by the municipal and town councils leave the local cabbage farmers with little or no room for profit margin. After reaching Dimapur, the cabbage farmers are also not given a fair deal as they dispose the cabbage at a wholesale rate of Rs. 6 per kg whereas the vegetable is sold at Rs. 30 per kg in the market. “We take all risks to transport our produce from Phek to Dimapur in the hope of getting good profit margin. But the heavy taxes imposed by the municipal bodies hardly leave any room for profit. After all expenditures are

Chairman of Razeba Sub-Marketing Committee (RSMC), Sanyi Dukru, informed that the taxes levied by the municipal bodies are choking the local cabbage farmers of their very livelihood. Sanyi said that while the Nagaland government had announced the ambitious food security for all by 2020, its municipal bodies were discouraging local farmers to take up farming as a profitable profession. “Perhaps the municipal bodies are levying the highest tax on cabbage. Trucks carrying imported food items and goods worth crores of rupees are only levied gate entry fee, whereas local farmers carrying Tata Mobile load of cabbage worth a few thousand rupees bear the brunt of taxation”, he added. The RSMC chairman said that with the raw deal meted out local farmers, many farmers in Phek district are mulling alternative use of their land, rather than grow perishable vegetables.

KohIMA, SEPTEMBER 2 (DIPR): A state level complaints committee has been formed for redressal of sexual harassment complaints of women employees at their work places in Nagaland. This committee has been constituted as per a notification issued by the Government of Nagaland on May 29, 2013. The committee will receive complaints from any women employee through its Secretary of the State Government and cause an enquiry into the complaint and suggest measures to redress the complaint. The Committee is also entrusted to create awareness of the rights of female employees by prominently notifying the guidelines

and initiating awareness campaigns. The committee has been deemed to be the inquiring authority for the purposes of Central/State Civil Services (Conduct) rules and the report of the complaints committee is deemed to be an inquiry report under the rules. Thereafter the disciplinary authority will act on the report in accordance with the rules. The Committee will also submit an annual report to the department of Personnel & Administrative Reforms with details of the complaints, if any made to it and the action thereof. It may be noted that Chairperson of the State Complaints Committee, Banuo Z. Jamir at an AHOD/

HOD meeting on August 23 had directed all District offices as well as the Directorates of the Government Departments to form Complaints Committees at their own levels. She highlighted the guidelines of the Supreme Court wherein as per the Vishaka guidelines, the State Legislature has been directed to enact, legislate and make provisions for protecting the rights of women from being harassed in work places. The Vishaka guidelines require employees at workplaces as well as other responsible persons or institutions to observe them and ensure the prevention of sexual harassment to women. Details on page 4

DDGBA appeal for release of 35th NCRC Sumi govt schools construction fund women conference Dimapur, September 2 (mexN): The Dimapur District GB’s Association (DDGBA) has appealed to the Director of School Education Mission Authority-SSA Nagaland to release fund for construction of GMS/ GPS as per the terms and conditions laid down with respective SMC. The Department of School Education Mission AuthoritySSA Nagaland had issued the work order for construction of GMS/GPS, toilet, drinking water etc on October 2012. With a term mention in the work order Annexure-Ill serial No.2, all the spill over work shall be completed by November 2012 and all the fresh work shall be completed by March, 2013(i.e.. 5 months) and

Chief Secretary exhorts officers to lead the people

Kohima, September 2 (Dipr): Nagaland Chief Secretary, Alemtemshi Jamir on Monday exhorted the 2012 batch of IAS, NCS, NPS and allied services probationers to rise above the context of their backgrounds, existing environments, weak technologies etc and to lead and serve the people. He stated this while gracing the inaugural function of the common induction programme for probationers of IAS, NCS, NPS and allied services on September 2 at ATI Kohima. Jamir said that although Nagaland would be celebrating 50 years of Statehood this year, yet there still exists identity crisis, confusions, deficiency in good governance and deficiency in the system of administrative structures. Jamir agreed that 50 years was a long time for any society to have evolved but also reminded that Nagas have only had 50 years to be part of modern administration system, and was under the British colonial imperial system till then. “Since you are going to be part of the system you should understand the deficiencies so that later on as you try to overcome the deficiencies you start shining,” said Jamir to the officers. Jamir while referring to the Foot Hills Highways

said that it is not just looking for an alternative during Assam bandhs but that linear cities would grow along the highway for urbanisation as an alternative to the hill-top mountains. Dimapur, September 2 (mexN): The UT-1 of NSCN (IM) led by its Town Supervisor, Iliading (John), Viyito, Advisor, members of GB union, Dimapur and women leaders raided booze joints at Burma Camp and Railway Bazaar on Sunday and seized over 10 cases of assorted IMFL of different brands. The seized liquor were destroyed on September 2 in the presence of GBs, women leaders, general public and staff of UT-1, NSCN (IM) at Railway Bazaar. Meanwhile, Kilonser-cum-Caretaker CAO of UT-1, NSCN (IM) Lt Col (Rtd) Ape Venuh has strictly warned all hotels and restaurants selling liquor to stop immediately. He said that if hotels and restaurants are found selling liquor, it would be seized and heavy penalty would be imposed. He also asked booze joints and wholesale dealers of IMFL to close down immediately.

Newspaper Ban: Manipur CM silent imphal, September 2 (the hindu): About 200 reporters and paper boys representing the All Manipur Working Journalists' Union and the All Manipur Newspaper Sale and Distributors Association met Chief Minister Okram Ibobi Singh on Monday regarding the ban on newspapers in Imphal imposed by certain militant outfits. The outfit had threatened the editors and reporters that they would be shot if they published newspapers and also threatened paper boys who deliver newspapers. The Chief Minister however only told the reporters and hawkers to wait and watch for some days saying that people who were denied their newspapers would revolt against the ban. Shutdown affects normal life in Meghalaya

Shillong, September 2 (ianS): Normal life came to a standstill in Meghalaya Monday during a 12-hour shutdown called by 10 organisations demanding the introduction of the inner line permit (ILP) system to regulate the entry of outsiders into the state. Almost all government establishments, including financial and educational institutions, remained closed in all the 11 district headquarters. Two government offices were partially burned in the Ri-Bhoi district while two private vehicles were torched in the state capital in the wee hours Monday by miscreants suspected to be members of the outfits sponsoring the shutdown. On Sunday night, unidentified assailants hurled two petrol bombs at a Central Reserve Police Force (CRPF) camp in Meghalaya's

East Khasi Hills, police said. No injuries or damage was reported. Police said 12 people have been arrested in connection with arson cases in Shillong. National Highways 40 and 44, the lifelines for landlocked Mizoram, Tripura and parts of Manipur and southern Assam, were also affected by the shutdown. "Thin attendance was recorded in all government offices," principal secretary in-charge (Home) K.S. Kropha told IANS, adding that there was no report of any untoward incident during the shutdown. The ILP is issued under the Bengal Eastern Frontier Regulation 1873 by the state governments.

However, Chief Minister Mukul Sangma has rejected the organisations' demand to implement the ILP sysyem. Instead, the government would resort to existing and new laws and mechanisms to tackle the unabated influx of migrants, he said. "It is our shared objective to check influx and infiltration and we require further engagement and cooperation of NGOs instead of a confrontational attitude," Sangma said. On the other hand, the two main opposition parties in the state - the United Democratic Party (UDP) and the Hill State People's Democratic Party - may not attend the all-party meet convened by the chief minister on Tuesday to discuss the ILP system. The two parties said they have not received any invitation for the meeting.

Petrochemicals, in which Oil India has picked up a 49% stake, has achieved financial closure with the firming up of the debt component of its upcoming petrochemical project after a long delay. With this, the Assam state government-promoted project is likely to commission the country’s maiden gas-based petrochemical project by the fourth quarter of 2016, managing director Ratul Bordolui told dna. “We have achieved the financial closure for the project recently by raising Rs 635 crore of debt from a consortium of bankers led by the State Bank of India. Assam Petrochemicals has been producing methanol since 1976 with formaldehyde and a few urea formaldehyde resins as downstream projects.

‘Arunachal moving towards better connectivity, more employment’ itanagar, September 2 (ianS): All districts of Arunachal Pradesh, including the far-flung ones, would be inter-connected through good quality roads in the next three years to solve major problems of connectivity in the northeastern state that borders three countries, Chief Minister Nabam Tuki has said. Tuki said that Trans-Arunachal highway project had been started to improve internal connectivity in the state and would link 11 district headquarters in the state through two-lane roads built on accepted quality norms. The remaining 6 districts will have lateral connectivity to the highway. "Communication, whether it is road, air or through phones, is a big issue facing the state). We are addressing them in a phased manner. There is problem of unemployment, which we are addressing now," Tuki told IANS in an exclusive interview here. Tuki, 49, who became chief minister in November 2011, said the 1,412 km trans-highway project was slated for completion in 2016. At 83,743 sq. km, Arunachal Pradesh is the largest state in the northeast in terms of area. People travelling from capital Itanagar to some border areas have to take

circuitous routes and spend long hours travelling due to poor road connectivity. People from interior areas have to sometimes travel more than a day to reach the capital city and take roads passing through Assam. Tuki, a former president of the state Congress and a four-time MLA, said 90 percent of contracts had been awarded for the trans-Arunachal highway project. He admitted that lack of proper road infrastructure was a major handicap in the state realising its tourism potential. "The Trans-Arunachal highway project is expected to cost around Rs 7,000 crore," he said. Arunachal Pradesh has a 1,080 km border with China, 160 km with Bhutan and 440 km with Myanmar. Referring to the problem of unemployment in the state, the chief minister said the government was taking steps to equip youth with job-linked skills. "We intend to provide 100,000 employment opportunities by 2017," the chief minister said. He said that the government organized "job mela-cum-skill development selection rally", which concluded Sunday, saw participation of over 12,000 youth from various parts of the state. Unemployed youth is estimated to be about 200,000 of the state's population of 1.4 million.

The chief minister also accused the Gorkhaland Territorial Administration - the autonomous hill development council of deliberately not utilising the Rs.300 crore granted to it for carrying out development work in the region. Banerjee hit out at Gurung, who had recently said the students were willing to sacrifice their studies for the sake of Gorkhaland. "They are denying education to the children here," Banerjee said.

The Naga political movement is sovereignty issue, it cannot be compromised under any circumstances and the NSCN is ready to sacrifices for it. The NSCN also equally react on the commence of GOI which pointed out four terrorist groups in Nagaland and asked GOI to come out openly as to who are those four terrorist groups. The Naga people are fighting to restore the past glory of the Nagas and they cannot be branded as terrorist groups under any law and any attempt to brand the Naga movement as terrorist network will be totally condemned and challenge tooth and nail. Reacting to NSCN IM’s statement appeared in local papers on 28th August 2013, trying to demean the NSCN-K,the MIP warned the former that, it has no binding decision between the two parties (NSCN-K and GOI), anytime anything may happen if GOI and its security forces keep on demeaning the Nagas and their genuine cause and for which, the NSCN-K is ready to sacrifice. Whereas the NSCN-IM who becomes tool in the hands of GOI should not try to portray it as if they are capable forces because their survival depends on GOI’s mercy. MIP NSCN/GPRN

The NSCN felt very sorry about lodging serious complains against two former CFSB Chairman for their high handedness and act of ultra-vires, siding with other factions against NSCN, which the NSCN does not want to happen the same thing with the present CFSB Chairman. Imposing Indian law upon the NSCN in highly questionable and the NSCN is compelled to blame both MHA and CFSB for misusing all resources against the NSCN. The NSCN recalled back the illegal action of 6 Assam Rifle who raided and ransacked the NSCN cease-fire Office and its supervisor Y. Wangtin Naga’s residence on 18th March 2012 at Mon without any reason which the NSCN failed to authenticate the brute act till date and warned that, if in future the Assam-Rifle repeat the same act, it will not hesitate to hit back squarely for which the NSCN will not held responsible and it will not hesitate

If the truth is understood and accepted, there will be no confusion in the world. In a family if the children love, respect and obey the parents according to children’s ethics towards parents, the family is normally a good and decent family. If the children have good relationship with their parents, there is love and respect among the children as brothers and sisters in the family. All human beings have God their Father. The Father created them, supplies all their needs, sustains their daily lives and cares for them. But why confusion arises in the world? Because many children in human family do not know the unseen Father and they live in their own way and do whatever things according to their own will. It is the cause of confusion and problems in the world. So the primary need of all human beings in the world is truly knowing the true God. Do you really know God? If one actually knows God, he will believe in Him; if he really believes in Him, he will fear Him; if he really fears Him, he will obey Him; if he obeys Him, he will really have relationship with Him and the outcome of having relationship with God is hav-

ing experience of His peace, His joy, His love and His goodness which is the fruit of the Spirit of God. Having relationship with God reflects relationship with fellow human beings. It is a matter of transformation of the heart towards God as well as towards fellow men and women. If God is loved, fellow men and women are loved. The heart which loves God cannot hate fellow men and women. Such men and women are God’s fearing and honouring men and women wherever they are, whatever they do, upon any body and under whatever circumstances. Does peace depend on civilization? Does peace prevail in the countries which are under the category of first world more than in those which are in the second and third world? Nowhere in the world is safer zone than any other parts of the world except any where if there are people who really know the true God and have relationship with Him. Can anti-socials be controlled by forces and stringent laws? Anti-socials indulge in lawless activities in secrecy. True believers of God have the fear of God and they refrain from doing evil covertly and overtly. Can religion save the people? Religion does not save the people except religious workers guide and help the people to seek God to be changed and saved. Nevertheless, men and women who actually know God and have relationship with Him alone can bring the people to seek God to get transformed. All human beings are the children

of God and the children of God should honour human ethics towards God the Father, “KNOW GOD, BELIEVE IN HIM, FEAR HIM AND OBEY HIM,” to have relationship with Him. Every human being born to the world has obligation to honour the ethics of the children of God towards God the Father to have relationship with Him. If the people all over the world are serious about human ethics towards God and give utmost importance to it to be honoured by all human beings on the earth, it will be a stepping stone towards bringing about the desired change of the people in all areas of life and thus the hope of the world lies there only. There is no school of thought, no religion, no philosophy, no wisdom, no human device and plan which is deeper, higher, wider and better than the ethics of human beings towards God the Creator. Ignorance of it has no excuse, skepticism is most foolish and indifference is indicative of shallowness before God. So all individuals, societies, organizations, institutions and Governmental authorities have to spontaneously coordinate with one another to serve the great purpose of translating the dream into reality. ACAUT Phek cautions on prices pheK, sepTember 2 (mexn): The Action Committee against Unabated Taxation, Phek has informed that the Indian Oil Corporation outlet in Phek had been selling fuel at exorbitant rates, Rs. 5 above the normal rate. The committee, on learning this asked the agent to sell the fuel at normal rates, to which they complied. It further wrote to the two other fuel outlets in Phek

urging them to normalize their rates, failing which, the ACAUT would take action against the defaulter. A press note from the Convener of ACAUT, Phek informed that the committee has written to the telecom franchises and retailers (BSLN, IDEA, AIRTEL, CellBiz and AIRCEL) to sell all recharge/top-up coupons at the Maximum Retail Price (MRP) from September 4 onwards.

The note said that “national workers/fraction/ insurgent groups are not only to be blamed,” and that “some of the greedy businessmen establishment and government sector are also involved in these mal-practises.” It strongly voiced out against such acts and asserted that the committee will continue to fight till justice reaches the common people/consumer.

The Jalukie Police Station (PS) (Peren district) has filed a chargesheet against Jacob John, a pastor who held 53 children in illegal homes in Jaipur, Rajasthan. NGOs rescued these children on March 12 this year, eight of whom were detected to be from Nagaland. Officer-in-Charge (OC) of Jalukie PS informed that the chargesheet was filed and forwarded to the judicial magistrate first class Peren on August 31. Jacob John has been charged under sections 344 (wrongful confinement for ten or more days), 346 (wrongful confinement in secret), 376 (rape) IPC read with 23 and 28 Juvenile Justice Act, 2000. From here, the case will be forwarded to the District and Sessions Court Dimapur which will set a date for trial in order to start judicial proceedings. The FIR

in this case was registered by the Peren District Child Protection Officer on April 6 after the children were brought back to Nagaland on April 4. As per investigation, all required evidence has been collected from the victims, i.e. the children, by the investigating agency. According to the OC of Jalukie PS, Mhao Ngullie, the case against Jacob John stands on firm ground with a “willing” witness from Ukhrul, Manipur, who has been personally examined in Ukhrul by the investigating officer from Jalukie PS. One of the children who reported sexual abuse at the illegal home has also been examined; a medical examination has corroborated her testimony. The accused (Jacob John), however, “could not” be medically examined due to “time lapse.” It has been three years since the sexual abuse allegedly began.

The proprietor of the Mission Orphan Hostel (MOH) in Peren from where the eight children were sent to Jaipur was also initially taken into custody in April and interrogated by the Jalukie police. “It turned out that the agent from Manipur, another pastor, who took the children to Manipur and the proprietor of MOH were both cheated,” informed Ngullie. Them, and the parents of the children, were told that the children will be provided free education through a Christian ministry. The agent from Manipur and the proprietor of the MOH will now be prosecution witnesses, and “will not go hostile,” said Ngullie, who hoped that the trial will not be delayed. As of now, six of the eight children from Nagaland await justice in children’s homes in Dimapur, and two from their respective homes.

Chozuba, sepTember 2 (mexn): The State Bank of India (SBI) conducted a sensitization programme on KCC accounts revival at Chozuba town on August 19. Chief Manager SBI Regional, R.K Bhatacharjee in his speech noted how the State Bank of India is more than just a form of giving to store things, but a well rounded enterprise that dates back to over many years. The meeting recognized the importance of KCC loan facilitated by the SBI. The participants, who included village council Chairman, VDB Secretary and public leaders resolved to revive the KCC accounts in the sub-division before the end of September first week, 2013. The meeting however, lamented over the pathetic staff position of the SBI office, Chozuba which is being manned by only three staff without a Branch Manager. Therefore, it urged the higher authorities to depute sufficient staff along with Branch Manager at an early date for the welfare of the people of Chozuba sub-division. Z Phizo headed a Naga delegation to meet Mahatma Gandhi the father of the Indian Nation in his Bangi Colony House in Delhi to reiterate the stand that the Nagas were sovereign people under British occupation and that

Mahatma Gandhi assured them that the Nagas were free to choose their political destiny and that under no circumstances would they be forced to join the Indian Union. The Government of India refused to recognize the Naga Independence alleging that the whole of the Naga Territory under British occupation would be under Indian dominion. In 1950 the Indian constituent assembly invited the Nagas to join the Indian Union but it was rejected out-rightly by the Nagas and conducted a plebiscite on the 16th May, 1951 throughout Naga territories and voted to 99.6% in favour of Naga sovereign independence. This plebiscite result was sent to both the then President and Prime Minister of India and the then Secretary General of United Nation Organization (UNO). May 16 every year is commemorated as a red letter day to all the Nagas - A day for remembering the

historic plebiscite day and paying respect to our great leaders who had courageously led and participated in this sacred event. It was on this day that we reaffirmed our pledge through the historic plebiscite declaring to the world that voluntarily we have resolved to be a Nation, to be governed by our own selves. It was under the fourth President A. Z Phizo that this great event of plebiscite was conducted. At the same time, one cannot ignore the decisive declaration of the Naga Independence on 14-08-1747 from British occupied Nagas territories under the pioneering leadership of NNC through eminent former president such as Aliba Imti. This declaration of Naga Independence on 14th August 1947 followed by the 16th May 1951 plebiscite laid the foundation of our nation and this fact was known to the world. The Government of India taking the advantage of the Naga non-violent attitude of the Nagas, they forcibly conducted the first and

The government of India on the pursuit of political strategy convinced some Naga opportunist to sign the sixteen point agreement by which agreement carved out some portion of Naga territory, the present so called Nagaland State in I 963. However, this was rejected by the Nagas. In the midnight of September 5th and 6th 1964, a ceasefire agreement was reached between the Indian Government and the Federal Government of Nagaland in the initiatives of NBCC to pave the way for talks, yet ended in a dead lock in 1966. An ethical compass

T

he first two decades of have demonstrated that humanity has not quite learned the lessons offered by the 20th century. In the last century we have experienced huge scientific and technological leaps made by humankind. We also witnessed the great numbers of wars and violent armed conflicts that caused much human suffering, prompting experts to declare the 20th century to be the most violent in human history with the usual suspects of fear and insecurity as the driving force for survival. This led to State narcissism and the meaningless destructive use of force and power. Any ethical compass to attain a dignified human survival was not visible nor was it used to navigate the conflict situations. Today, in the 21st century, the greatest impediment to a peaceful and harmonious transformation is the legacy of fear and insecurity that continues to both motivate and enslave the survival of States and the powers that be. There is urgency for both States and Peoples to make a paradigm shift in their thinking and attitude that will motivate them to act in spite of the prevailing fear and insecurity. Humanity can only begin to realistically and effectively address their concerns by bringing them to a ‘new table’ where new realities and new aspirations could be represented. This requires new leaders with new thinking coming to a ‘new table’ with a commitment to give and shape that do not intend to impose and dominate. The 20th century was the century of State power. However, the current global character and the resurgence of people’s desire for freedom have further strengthened the idea that the 21st century needs to be one of peoples’ power. The events in Egypt, Libya, Syria and the upcoming referendum in Scotland next year are all indications of formal and informal processes to restore power to the people. Given these scenarios, there is a pressing need for leaders from peoples’ movements to come together informally to deliberate design an ethical compass that will guide them for the rest of this century. Their dialogue would include exploring alternative solutions in transforming issues of conflict, self-determination, poverty, political subjugation, globalization, climate change, corruption, and governance, etc. The ethical compass needs to revolve around the real prospect of global transformation to create a shared humanity. The absence of a shared humanity will mean totalitarianism, consequently, what is required are world values of inclusivity and participation where a peoples’ freely decide and chart their own future in shared responsibility and right relationship with others. Under these circumstances, justice and equality are more likely to prevail and defy any form of imposition, while seeking to foster respectful co-existence and upholding everyone’s dignified existence. In essence, an ethical compass to a shared humanity needs to begin by re-discovering and affirming the essential human spirit. This process may well begin with an honest self-criticism. As Amilcar Cabral echoed: “Self criticism is an act of frankness, courage, comradeship and awareness of our responsibilities, a proof of our will to accomplish and to accomplish properly. To criticize oneself is to reconstruct oneself within oneself in order to serve [humanity] better.”

India needs a government with 'international outlook'

he Indian economy and society is at the "tipping point" and needs a strong government with "international outlook" to take the country's progress to the next level, says Sam Pitroda, an advisor to Prime Minister Manmohan Singh. "We are at the tipping point. The question is how do we tip. If we tip in a wrong way we are in a mess," said Pitroda, who advises the prime minister on public information infrastructure and innovations. "We have 19th century mindset, we have 20th century processes and 21st century requirements. We got to change things. We need to change the way we do things. We need to bring in technology, we need to change processes," Pitroda told IANS in an exclusive interview. Pitroda, who has been associated with the central government and some state governments for more than three decades in various advisory positions ever since his friend, former prime minister Rajiv Gandhi, invited him here from his base in Chicago to usher in a telecommunication revolution, said the Indian economy was passing through a difficult situation and the country needed a strong government with an international outlook. "Right now everybody is waiting for the next election. Psychologically, everybody will say let's wait for the next election," he said, when asked whether decision-making has taken a hit because of the upcoming general election. "We need strong government, we need young people in the government, we need government that has international outlook, government that has inclusive mindset," he said. Pitroda, who shuttles between New Delhi and Chicago and addresses universities and institutes around the world, said the Indian economy has resilience and would soon return to over eight percent growth trajectory. "We had eight years great, two years are bad. Let's work hard, we will get back to eight percent (GDP growth) and then to 10 percent," he said. "I can't get depressed because it is not eight percent today. The economy has the resilience it will go back to eight percent," he added. Asked what will have the biggest impact on India's development process in the coming decade, Pitroda, who is credited for laying the foundation of India´s technology and telecom leap in the 1980s, said: "it will be internet-based services and technology." "In less than 10 years from now, almost everybody in India will have access to internet and web. It will revolutionise the way we do things and provide social welfare services," he said. He hoped the recent economic downturn won't have any major impact on innovation, as the government has shown its commitment to pushing forward the process. On corporate innovation, he said the downturn might have temporary impact, but the businesses must keep innovating in order to be competitive. "Corporate innovation is a small part. There are bigger challenges in innovating processes, innovation in health, education and other public services," he said.

The digital freedom risk: too fragile an acknowledgment

T

he Prism scandal has opened up a new chapter in the world risk society. In the past decades we have encountered a series of global public risks, including the risks posed by climate change, nuclear energy, finances, September 11 and terrorism – and now the global digital freedom risk. All these global risks (with the exception of terrorism) are more or less part of technological development, as well as of the misgivings usually expressed in the phases of modernization of any respective new technology. And now we have Edward Snowden’s disclosures. All of a sudden, something is happening that turns the global risk – in this case the digital freedom risk – into a globally public problem. However, the risk logic at work here is different from what we have known so far. Whereas the accidents in the reactors of Chernobyl and later on Fukushima triggered a public debate about the nuclear power risk, the discussion about the digital freedom risk was not triggered by a catastrophe, because the real catastrophe would actually be an imposed hegemonic control on a global scale. The self-image of the information hegemony imposed, however, does not allow for this global risk. In other words: this particular catastrophe would normally happen without anyone noticing. We have become aware of the potential catastrophe only because a single secret service expert from the United States applied the means of information control in order to tell the world about the global risk, and we are faced with a complete inversion of the normal situation. Our awareness of this global risk is, at the same time, an extremely fragile one, because, unlike the other global risks, the risk we are dealing with does not focus on, result from or repeatedly refer to a catastrophe which is physical and real in space and time. It rather – and unexpectedly – interferes with something we have taken for granted, i.e. our capacity to control information, which has almost become our second nature. But then, the mere visibility of the matter triggers resistance. Let us try and explain the phenomenon in a different way: first of all there are some features all global risks seem to share. In one way or another they all bring home to us the global interconnectedness in our everyday lives. These risks are all global in a particular sense, i.e. we are not dealing with spatially, temporally or socially restricted accidents, but with spatially, temporally and socially delimited catastrophes. And they are all collateral effects of a successful modernization, which questions retrospectively the institutions that have pushed modernization so far. In terms of the freedom risk, this includes: scenarios in which the capacity of the nation state to exercise democratic control fails and other cases in which the calculation of probabilities, or insurance protection, etc. do so too. Furthermore, all these global risks are perceived differently in the different parts of the world. We are faced with a “clash of risk cultures”, in order to offer a variation of Huntington’s concept. We are also faced with an inflation of existential catastrophes, and with

one catastrophe threatening to outdo the other: the financial risk “beats” the climate risk; and terrorism “beats” the violation of digital freedom. This is, by the way, one of the main barriers to any public recognition of the global risk to freedom, which, therefore, has not yet become the subject matter for public intervention. The latter is, clearly, changing today. Yet, the acknowledgement of this fact is a rather fragile one. Who could the powerful player be, with an interest in keeping this risk alive in public awareness and thus pushing the public towards political action? The first candidate to come to my mind would be the democratic state. Alas, this would be like asking the fox to look after the chickens. Because it is the state itself, in collaboration with the digital trusts, that has established its hegemony in order to optimize its key interest in national and international security. Any movement here could, however, constitute a historic step away from the pluralism of nation states towards a digital global state, which is free from control. The citizen is the second potential player on our list. However, the users of the new digital information media have, actually, become cyborgs. They employ these media as if they were senses, and consider them an integral part of their concept of how they understand and act in the world. The members of the Facebook generation, because of their dependence on social media, are on living within these media, in doing so, relinquish a relevant part of their individual freedom and privacy. Who, then, could exercise this kind of control? It could be, for example, the Basic Law. Alas in Germany, Article 10 stipulates that postal and telecommunication secrecy is sacrosanct. That sounds like a phrase from a world long gone, and by no means fits the communication and control options provided by a globalized world. In other words: Europe, for example, provides excellent supervisory agencies, a whole range of institutions who try to assert fundamental rights against their powerful opponents, e.g. the European Court of Justice, data protection officers, and parliaments. But paradoxically enough, these institutions fail, even if they work. Because the means of defence they have at hand are restricted to national territories. While we are dealing with global processes, they are bound to use the tools of intervention developed in the last century. This applies, by the way, to all global risks: The national answers and the political and legal instruments our institutions offer can no longer meet the challenges posed by the global risk society today. All this might sound very pessimistic. Yet, we must go one step further

and ask, whether we – social scientists, normal citizens, and users of digital tools – know the right terms in order to describe how profoundly and fundamentally these are transforming our societies and politics. I believe that we lack the categories, maps or compasses we need to navigate the New World. This, again, corresponds to the situation in the global risk society at large. Successful modernization and an escalating technological evolution have catapulted us into fields where we may and must act, without providing us with the vocabulary we need to adequately describe or name these fields and our options for action. An example might help explain our position concerning the freedom risk. We tend to say that a new digital empire is coming into being. But none of the historical empires we know – neither the Greek, nor the Persian, nor the Roman Empire – was characterized by the features that mark the digital empire of our times. The digital empire is based on characteristics of modernity which we have not yet truly reflected upon. It does not rely on military violence, nor does it attempt to integrate distant zones politically and culturally into its own realm. However, it exercises the extensive and intensive, profound and far-reaching control that ultimately pushes any individual preference and deficit into the open – we are all becoming transparent. The traditional concept of the empire, however, does not cover this type of control. In addition, there is an important ambivalence: We provide major tools of control, but the digital control we exercise is extremely vulnerable. The empire of control has not been threatened by a military power, or by a rebellion or revolution, or by war, but by a single and courageous individual. A thirty year-old secret service expert has threatened to topple it by turning the information system against itself. The fact that this kind of control seems unfeasible, and the fact that it is much more vulnerable than we imagine, are the two sides of one and the same coin. The individual can, indeed, resist the seemingly hyper-perfect system, which is an opportunity that no empire has ever offered before. The brave can resort to counter-power, if they choose to offer resistance on the job. One of the key questions is, therefore, whether we should not oblige the major digital companies to legally implement a whistleblower union and, in particular, the duty of resistance in one’s profession, maybe first on a national scale, and subsequently at European level, etc. However, John Q. Citizen – unlike Snowden – does not know much about the structures and the power of this so-called empire. The young Columbus

travels towards the New World and uses social networks as an extension of his communicating body. The world vision of the new generation incorporates the benefits offered – be it with respect to the organization of protest movements, to global communication, or to digital love. From all we can see, the young do not fear being controlled by the system. An important consequence becomes evident here. How we assess the risk posed by the violation of freedom rights differs from our assessment of a – perhaps health-related – violation as a consequence of climate change. The violation of our freedom does not hurt. We neither feel it, nor do we suffer a disease, a flood, a lack of opportunities to find a job, and so on. Freedom dies without human beings being physically hurt. The power and legitimacy of the state are based on the promise of security. Freedom comes or seems always secondary. Being a sociologist, I am convinced that the freedom risk is the most fragile among the global risks we have experienced so far. What should we do? I suggest that we formulate a kind of digital humanism. Let us identify the fundamental right of data protection and digital freedom as a global human right, which must prevail like any other human right, if needs be against all odds. Is a lesser approach feasible? No, there is no lesser goal. Currently we are being told to apply the new methodologies of encryption in order to protect us from attacks by those who want to track us. This approach, however, implies the individualization of a problem that is, in fact, a global one. And the true catastrophe is, as we have seen, that the catastrophe disappears and becomes invisible, because the control exercised is becoming an increasingly perfect one. This happens to the extent to which our reaction in view of the imminent death of freedom remains an exclusively technical and individual one. We lack, indeed, an international body to enforce such claims. In this respect there is no difference between the freedom risk and the risk posed by climate change. The litany has always been the same: The nation-state cannot do it. There is no international player who can be addressed either. But there is general concern. The global risk has an enormous power of mobilization that goes far beyond what we have ever had before, e.g. the working class. A crucial factor would be to politically combine the unrest that has activated social movements and political parties in different countries to varying degrees, in order to push them towards the idea mentioned above. But, is this the way to implement standards on a global scale? The permanent reflection about the dangers for friend and foe alike could, indeed, trigger the creation and implementation of global norms. The sense of what is right or wrong with respect to global norms would result ex post from a global public shock about the violation of these norms. We are bound within a historical development that brings us to this point time and again: We need a transnational invention of politics and democracy.

be a formidable one. It is another matter that by the time the effect of the food legislation is felt across the country, the general election will be very near. Similarly, no one knows how fiscally disastrous will be the gargantuan task of feeding nearly 800 million people with subsidized supplies. If the economy sinks under the burden of new subsidies - or the country has to import foodgrain - then it will not take time for the political expectations aroused by the initiative to evaporate. Evidently, the food security law is a high-risk gamble which can backfire badly on the Congress, and particularly on its sponsor, Sonia Gandhi. The prospects for the party will be worse if the industry gives a thumbsdown signal to the new policy on land because of the fear that it will inordinately delay the process of acquisition. At the moment, however, Sonia Gandhi's "socialism" has enabled her to score several political points via these boom-or-bust ventures. For a start, she has re-established her total control over the party in contrast to the period in 2008 when Manmohan Singh had his way on the nuclear deal despite her reluctance. At that time, the high growth rates had also boosted the prime minister's position. Now, however, it is just the opposite. As the rupee depreciates and the

economy totters, the prime minister's image has been at its darkest. In fact, as Sonia Gandhi delivered one of her rare speeches in the Lok Sabha on the food bill, Manmohan Singh seemed almost like a forlorn figure. But he partly resurrected his plummeting stock later in the week with a combative speech that held out hope for the economy and blasted the oppositon Bharatiya Janata Party (BJP) for blocking reforms by not allowing parliament to function repeatedly. A part of his loneliness all this while might have been because he was known to be unenthusiastic about the profligate move although he reportedly told a cabinet meeting that there was no option but to "bite the bullet". However, it is worth noting that the eyes of the country are now on Chidambaram as he makes a last-ditch attempt to revive the economy, and not on Manmohan Singh. But it isn't only the prime minister who is down and out. The BJP, too, has had to look on with dismay as its main political adversary pushed through the legislation on food which can be a game-changer, as the Congress believes. Yet, the BJP had no option but to keep silent as loud "ayes" from the Congress benches ensured the bill's passage. Like the BJP, Narendra Modi, too, has taken a glancing blow since the party ignored its poster boy's appeal to engage in delaying tactics by calling for

a meeting of chief ministers to discuss the measure, especially its supposedly anti-federal aspects since the new law empowers the centre to direct the states on its implementation. Unlike Modi, the BJP understood that such filibustering will allow its critics to accuse it of being unsympathetic to the plight of the poor. On the land acquisition bill, too, it wasn't possible for the BJP to be too critical when the alternative would have been to persist with the 1894 law. Since socialism - fake or not - has a halo of its own, it is difficult to negate its appeal. No one knows this better than the Congress with its long experience in pragmatism laced with cynicism. As long as Manmohanics kept the 250 million middle class happy because of the high "Sikh rate of growth", as Congress MP Mani Shankar Aiyar once said, the party went along with neo-liberal policies. But once the economy began to descend towards the old, Hindu rate of growth, it is back to socialism again. In giving precedence to politics over economics, the Congress has chosen to live in the present with little thought for the future. The party is apparently not bothered overmuch if the economy sinks under the weight of food subsidies and domestic industrialists invest abroad because of the difficulty of buying land in India. By the time bad economics takes its political toll, the party hopes to be in power.

he political fallout from the food security legislation may well prove to be nearly as dramatic as Indira Gandhi's bank nationalisation ploy of 1970 and the "garibi hatao" (banish poverty) campaign of the following year. In all these cases, the ostensible reason for the measures - food for the poor, the use of banks for public welfare and the articulation of an objective - is suspected to be a moralistic cover for the purpose of winning votes. Even then, since politics is as much about gestures as about achievements, few will deny the political significance of the food and land acquisition laws. Arguably, the latest initiatives may not be as successful as the earlier ones since the voters have become more perceptive - and cynical. At the same time, the cards played by Sonia Gandhi cannot but invest the Congress with greater confidence to face the electorate if only because of the effectiveness of the slogan that no one will now go to bed hungry and that the old, colonial land acquisition law has been scrapped. In addition, if Finance Minister P. Chidambaram's 10-point plan to resuscitate the economy achieves a measure of success, then the curious combination of left-of-centre populism and right-of-centre economic policies will

MeMoirs of Straight From a Legend The Heart

ntil recently, I had always thought that there was no biography of Dr. A.Z. Phizo. I used to think so because I was unaware of any person (Naga or nonNaga) who had written comprehensive, detailed and authentic accounts of the life story of the legendary Naga personality. And I used to think that it was a great injustice to a man who had given and sacrificed so much for his people. But now, I have been proven wrong. Now I know that there is indeed one biography of this great man and leader. I am grateful and indebted to the Phizo family for providing me with this biography. I have been reading this biography for the last two months and it has been an interesting and unbelievable journey so far into the life of the great legendary Naga personality. The biography is titled “Zapuphizo – the Voice of the Nagas” and it is written by one Pieter Steyn of the Centre of Asian Studies, University of Hong Kong. Amongst others, the book focuses on Zapuphizo’s life, his realism and his collaboration with the Japanese in World War II, and with the years of India’s military suppressions of the nationalist Naga army, giving fresh insight into Zapuphizo’s thoughts and actions as he strove

to regain for his homeland the ultimate goal of sovereign independence. The biographer also acknowledges that although Nagaland is today considered by many to be a state within the Union of India, the Naga people have never given up their wish to be free. In the years before Britain quit the Indian subcontinent, the Nagas of the far northeast were held to exemplify an exotic and quixotic society. Radically different in culture and beliefs from the better known Hindus and Muslims of the plains, they were renowned for their spirited independence and diversity. The book also gives a history of the Naga nation and surveys its present condition and future prospects. The biographer Pieter Steyn describes A.Z Phizo as a colorful charismatic personality with an air of mystery about him. He describes Phizo as the force behind the Nagas’ demand for sovereign independence in 1947 at the time when Britain transferred power to India and Pakistan. From then onwards Phizo was a central figure in the turbulent ethnic tapestry of the region. Steyn writes that Zapuphizo’s life was the stuff of which legends are made, and that, to the Naga people he will always be their hero. In his acknowledgement, Pieter Steyn acknowledges and appreciates Miss Adinno Phizo for entrusting him with his story and also for her assistance in compiling research materials. The biographer writes that Adinno and her brother Kevilevor had been kind and considerate to him in so many ways. Some other names which figure in the acknowledgement are some unfamiliar names like Hon. David Astor, Dr. Oliver Hassleblad, Mrs. Beth Morton, Col. Patrick Montgomery, Prof. Gordon P. Means, Rev. Weprechu Nuh, Prof. Geoffrey Oldham, Miss Priscilla Shaw and Dr. D.K. Zeliang. For access to the private papers of late Sir. Charles Pawsey, Pieter Steyn thanks Dr. Lionel Carter of the Centre of South Asian Studies at the University of Cambridge. The biographer also mentions that records held by the United States of America’s national archives in Washington were made available to him under the country’s Freedom to Information Act and some other sources. Steyn also mentions about the copies of Rev Michael Scott’s unpublished submissions to the Indian government while he was a member of the Peace Mission. These copies

of Michael Scott had been procured many years ago by the biographer. Further, the biographer also acknowledges the trouble taken by one Norman Galey in researching on his behalf Phizo’s early employment with the Sun Life Assurance Company of Canada. And most interestingly, the biography is dedicated to the memory of Pastor Pelesato Chase and General Yanpamo Ovung, MM. All in all, there are 28 chapters in the biography depicting the many episodes in the life of the legend. For me, the most interesting ones are the ones mentioning about Phizo’s experiences in Burma during World War II, his encounters with Subhas Chandra Bose in Burma, his escape to the west, his search for accommodation in London, his visit to the USA in April 1967, his joy upon the arrival of his daughter Addino in London in February 1963, the brief accounts of his predecessors Krusietso, Pukahie and Pelhu and of course, the accounts of his first international press conference on 26th July 1960 at Denison House in London’s Vauxhall Bridge Road. Likewise, it was also interesting to know that when Phizo set out for the west, his real intended destination was not London but the United States. But due to failure to get the necessary travel documents, he settled down in London. Two years before the death of Phizo, Pieter Steyn suggested to Phizo that it was time that he did something about getting his memoirs in order and down on paper. The biographer saw Phizo as an ageing magnetic rebel who, although he might have made no great impact in the international scene, was essentially the stuff of which legends are made. Phizo gave the writer that enigmatic look of his and as usual Mr. Steyn found it difficult to fathom what he was thinking. The paralysis down the right side of his face made for a wooden countenance. He seemed mildly amused. He was then an extremely fit man, who even at the age of 80 plus, thought of himself as indestructible. Phizo shook his head and said ‘there is time enough, it is all here’, touching his forehead. The biographer felt that it was because of his prodigious ability to recall. But in doing so, Phizo perpetuated the problem with which so many biographers have eventually to grapple. Finally, one day in May 1990, Phizo took many, too many, of his secrets

mal functioning of the family as the family members are worried and are anxious about their dependents when would they come or will they become violent or angry? Where will he be now and what would happen to him? These are some thoughts that linger and preoccupy the minds of the family members. As the days go by the codependents develop a kind of a behaviour parallel to that of the addict and this worsens the situation in family life. Whenever the dependent comes back home there will be a kind of reaction to the normal ways of functioning and starts blaming the unfinished tasks of the family and blame the dependent and find fault with him. This even increases the chances of getting into more drinking but the spouses do not realise it as they do not know how to ventilate their feelings and emotions in a healthy manner. The spouses starts to blame the husbands and at times use abusive words and express unhealthy emotions that affect the normal family life as the children become victim of these unrealised expressions and way of life. Slowly the family begins to function abnormally and for everything there is reaction and blame. These are some of the approaches that family members display as they are not able to accept the addictive habits of their husbands. Past and current experiences of violence are commonly linked to men’s use of alcohol and other substances. Many women identify the use of alcohol or other substances by their husbands bring violence and unhealthy behaviors in the family life. Domestic Violence harms the woman – physically as well as psychologically. Spouses of alcohol dependent men are subjected to more aggressive and painful sexual experiences, more body marks in more regions of the body that lasted for more than seven days and more biting of body surface than wives of non-alcohol dependent men. A research examined the impact of alcohol abuse of men on their spouses and on the mental health status of women in a representative community sample by comparing three groups of women- those who were not abused, those who were abused psychologically but not physically, and those who were abused physically. It was found that compared to women who were not abused and women who were abused psychologically but not physically had more somatic complaints as well as more anxiety and insomnia. Physically abused women most of whom were also psychologically abused reported more somatic complaints and had higher level of anxiety and insomnia and more symptoms of depression than non abuse and psychologically abused women.

The impact of domestic violence on mental health in terms of Post Traumatic Stress Disorder (PSTD) has been reported in many other studies. Women with a history of abuse had significantly raised levels of psychological distress. It was also shown that mental health problems can persist despite cessation of violence battering was the single most important factor that left to suicide attempts by women.

Yet, perhaps Phizo never had any intention of explaining first-hand exactly what drove him along the road he took; how he became so single-mindedly dedicated to the concept of Naga sovereign freedom. According to the biographer, his voluntary exile in Britain was in itself an act of both self-denial and expediency. He remained in an alien place because the Federal government leaders were unable to capitalize on opportunities as they arose. Being located abroad, Phizo was ideally placed to keep in contact with international bodies: he was thus irreplaceable in the Naga cause where foreign affairs matters were concerned. It was, therefore, from a position of uncertainty that Pieter Steyn (the biographer) decided to make his own notes after each meeting with A.Z. Phizo. He found him ready to talk, but it was never easy to piece together the disjointed aspects of his life – to reach the man he had known for some years. However, Pieter Steyn rejected the idea that Phizo was being deliberately obtuse or equivocal – it was just that he had crowded so much into his life. After his death in 1990, Phizo’s family had reservations that a non-Naga could sufficiently begin to understand the Naga ethos to write an acceptable memorial to their father. But in the end they gave their blessing and subsequent cooperation. The biographer Pieter Steyn first came in contact with the Nagas in 1943 as a newly commissioned young officer in the Assam Regiment which recruited from many of the minority communities of northeast India. A year later, when the Japanese mounted their final major assault on India’s eastern frontier bastions, Steyn’s battalion was at Jessami to bear the brunt of the enemy’s initial thrust against Kohima. Pieter Steyn also writes that he owed an enormous debt of gratitude for his life, not only to the men of his unit but to Naga villagers, who, when the battle turned against them, cheerfully and at great risk to themselves, guided him to safety. Besides this stint of the biographer in

Kohima, he also later served for another 25 years in eastern India. The epic siege of Kohima was one of the most remarkable battles of modern history. And the experiences which the biographer had during the 1944 epic siege of Kohima went on to cement his regard for Zapuphizo, his way of life and his philosophy. Many gaps remain in the Phizo story. They could perhaps have been filled had the two men most closely qualified to speak on Nagaland – Zapuphizo himself and Sir. Charles Pawsey – kept detailed journals. However, their accounts only lie recorded in the writings of other people, not their private papers. And this meant that much of the story of a small but important part of Asia is now poorer. Many a times, Pieter Steyn had to explore down blind alleys and come out empty-handed. During what proved to be the last meeting between Zapuphizo and the biographer, Phizo spoke of Nagaland as ‘the most beautiful place in the world’. He spoke of the hills and the morning mists, the smell of wood smoke and a Naga yodeling. Phizo regretted that he had met so few people in the West who had bothered to try to understand what Nagaland was all about. In short, he missed Nagaland and truly wished he were back there. In this last meeting, the biographer Pieter Steyn took leave of him hoping to see him again. But they never met again. Zapuphizo was dead within six months while the biographer was away in Hong Kong. This biography of A.Z. Phizo ends with a very touching note. The note reads; “Nagaland has always known it is ethnically different from the valley cultures of the Indian subcontinent. It knows it was historically free before the coming of the British in the nineteenth century. Its nationalism resurged in 1947, but its freedom has been cruelly suppressed and purloined by India. How much more chivalrous a situation should have emerged had independent India recognized these facts and offered the Nagas the hand of friendship instead of bullets.”

Thus, the following treatment measures are mainly used to treat drinkers and alcoholics: Detoxification in Hospitals: For alcohol addicts, the first step is ‘detoxification’. Alcoholics need medical care and medical supervision. Tranquilizers are used for treating their withdrawal symptoms like convulsions and hallucinations. High potency vitamins and fluid electrolyte balance are also used in their physical rehabilitation. Involving an alcoholic’s family in his treatment and rehabilitation enhances the chance of success by 75 to 80 per cent. Alcoholics Anonymous: One of the most effective social therapies which use group interaction is Alcoholics Anonymous. Alcoholics Anonymous (AA) is an organization, a group of people fellowships of ex-alcoholics men and women, who share their experience, strength and hope with each other that they many solve their common problem (i.e., alcoholism) and help others recover from alcoholism. In India, the branches exist in all the metropolitan cities, while in some cities; the branches have been established recently. Some voluntary organizations undertake educational and information programmes to alert the alcoholics to the dangers of excessive drinking. Social workers help the drinkers in coping with life and changing the social values and attitudes about drinking. With the failure of the prohibition model, state governmental control has come to be focused on the regulation of the liquor trade. Women activists, women’s organizations, and even ordinary housewives in rural areas have started struggling hard over the past several years to convince men against liquor consumption and force governments to introduce prohibition. They are demanding that they will vote only for parties committed to prohibition in their poll manifestoes. The spouses start to blame the husbands and at times use abusive words and express unhealthy emotions that affect the normal family life as the children become victim of these unrealized expressions and way of life. Slowly the family begins to function abnormally and for everything there is reaction and blame. ur deepest wishes are whispers of our authentic selves and they are hardly heard in the hearts of our beloved ones.” This article is dedicated to women who cry in silence, get frustrated with family life and struggle to find meaning to their very existence. Alcohol usage in any social gatherings has been accepted in our traditional societies and in rituals for a long time. The abuse of alcohol has come alarmingly high in the recent past and many have become victims of addiction to alcohol. Alcoholics can be of any age, background, income level, social, or ethnic group. Several studies even showed that people who lack motivation are more likely to become addicted to alcohol than highly motivated individuals. Alcoholism is also known as a family disease. Alcoholics may have young, teenage, or grown-up children; they have wives or husbands; they have brothers or sisters; they have parents or other relatives. An alcoholic can totally disrupt family life and cause harmful effects that can last a lifetime. Due to problem drinking the male head of the family may fail to carry out tasks that were previously seen as his responsibility and forces it on his wife. The paternal role of being the chief decision maker, bread winner and being a pillar of strength to the family changes due to alcohol dependence and the function of each member of the family changes. The wife may do the shopping, supervising or disciplining the children, paying the bills as he cannot be trusted to do so and may try to meet the family expenditure with her income. Older children in the family may start taking more responsibilities at home and take care of the younger siblings or work outside the home. The position of wives of alcohol dependents in a setting like ours especially in rural areas can be particularly very trying. Our women face gender discrimination and often have poorer access to education, and lower power status when compared to men leaving her with little or no economic independence. Alcohol dependence of her husband can add to her vulnerability. While the western counterpart can consider judicial separation or divorce, the socio-cultural expectations often force our women have to continue in the marriage at great personal cost. It has been experienced by many that the dependents will not accept the fact they are into addiction to alcohol and this brings problem to the family. It is also possible that the family members fail to accept the fact that their husband or father is into drinking and deny the fact it is not there. This affects the nor-

Some guidelines for women: The vital point that a spouse needs to have in mind is that all change takes time, and it is common to stop and start a number of times before making a sustained change. Knowing this, it is important to recognize small successes and offer reassurance that your support will be ongoing. A family should realize that addiction is a diseasenot a moral weakness, not a lack of will power, not a deliberate attempt at creating unpleasantness and not done intentionally. The family needs to accept, change the attitude and approach towards the individual. Efforts can be initiated to show care, love and compassion. This in turn, is likely to speed up his recovery. The spouses of the alcoholics need to realize that addiction cannot be overcome in a day or two. It needs time to realize and recover. The spouses need to internalize the fact that their husbands are dependents and accept the fact that it affects their feelings and actions. Consciously or unconsciously these feelings come over and over again to choke them down at different times. Once a person accepts the reality that her husband needs a gentle and firm guidance, the recovery may work better for that individual. The wives need patience and take things as it comes and not plan too much at a time. In any conversations the wives should not exaggerate the event and not to dramatize that can trigger relapse. In the recovery process, relapse is expected. It may take place or may not, but the wives need to prepare themselves to accept this reality. Bring the husband into family programmes and involve him in all activities and it may help him take the responsibility that he had lost due to addiction. If the wives can be educated on these factors it will help in the recovery of their husbands in many ways. There have been many successful treatment programmes. Since there is a continuum between use and abuse, there are various kinds of programmes for different degrees of drinking. Psychotherapy, environment therapy, behaviour therapy and medical therapy are suggested and used for different types of drinkers. In psychotherapy, re-socialization

Seek help from some trained personnel on addiction and its impact. Don’t feel shy or shun away from the reality. Speak or share with someone who understands you and accepts the reality of addiction. If you don’t share you will have many complications. Don’t judge or move too quickly to solutions it might bring harmful effects on you individually and in family. Take time to be with him and try to win his confidence. Offer support in practical ways such as engaging in activities that do not involve alcohol, caring for the children so that you can have some time out. Go out with him and ask him to do some jobs that need his assistance. By highlighting strengths and successes of your beloved ones, family and friends can help to increase confidence and the sense that change is possible. Women with young children need access to appropriate childcare services. Your mental status will affect the growth of your child. Women are more likely to face economic challenges. Get support from other family members who understand and cares for you. Take up jobs that can offer you support. Women are more likely than men to suffer from mood, anxiety, and eating disorders. It might lead you to disorder and life long suffering. On the basis of the studies on alcoholism and a survey conducted among women whose husbands were alcoholics, it is clearly evident that alcoholism is a major issue of concern with references to the wives and their normal functioning as wives. Let us work together to redeem our sisters and mothers from this peril of addiction. We can do it at least by strengthening and supporting those who are struggling with this issue. There are places that offer help and support to the spouses of alcoholics and children of alcoholics in our state, approach these centres and receive help to sustain your family life. Your happiness and well being is important for the growth and development of our society for you bring children into this world and care for them till they grow. You are a God given gift to every man on earth and may you enjoy your life in its fullness. As I conclude, I pray that this article will enable someone to seek help, someone to offer help, and someone to change the attitude towards addiction and its impact on women in particular. NeW DeLHi, September 2 (ap): A series of recent high-profile gang rape cases in India has ignited a debate: Are such crimes on the rise, or is it simply that more attention is being paid to a problem long hidden within families and villages? The answer, experts say, is both. Modernization is fueling a crisis of sexual assault in India, with increasingly independent women working in factories and offices and stepping beyond subservient roles to which they had traditionally been relegated. They are also more likely than their mothers and grandmothers were to report rapes. “We never used to see so many cases of gang rape, and so many involving groups of young, unemployed men,” said Supreme Court lawyer Kirti Singh. Experts say the trend, along with the growing sense of insecurity it has brought, led to recent outbursts of public anger over the longignored epidemic of violence against women. Asaram Bapu sent to jail for 14 days JaipUr, September 2 (iaNS): A court in Rajasthan’s Jodhpur city Monday sent spiritual guru Asaram Bapu, arrested for alleged sexual assault on a minor, to 14 days’ judicial custody, a police official said. “Asaram has been sent to judicial custody till Sep 15,” a police official told IANS over phone from Jodhpur. The 72-year-old Asaram Bapu was earlier Monday quizzed at a guest house of Rajasthan Armed Constabulary (RAC) in connection with the case of sexual assault lodged against him by a 16-year-old girl, an official said. The girl lodged a complaint Aug 20, accusing Asaram of sexually assaulting her at his ashram in Jodhpur. Asaram has denied the charge, and his son has claimed the girl was “mentally unstable”. Asaram has been booked under various sections of the Protection of Children from Sexual Offences Act and the Indian Penal Code. According to the allegations of the girl, who studied at Asaram’s ashram in Madhya Pradesh’s Chhindwara and stayed in a girls’ hostel

Mentally challenged woman raped by ward boy, guard in Pune

pUNe, September 2 (pti): In a shocking incident, a mentally challenged woman was allegedly raped by a ward boy and a security guard in the lift of a municipal hospital at Bhosari near here, police said on Monday. Both the accused have been arrested. The 30-year-old woman, who is also speech impaired, had been admitted to the hospital from a shelter home where she lived, following health complaints on August 26. The accused allegedly took the woman to the lift on the pretext of shifting her to another ward and raped her on August 29, police said. After being discharged from the hospital on August 31, the woman returned to the shelter home where she informed about the crime to the caretaker through sign language. Following this, a case was filed leading to the arrests, police added.

will increase the prices of all other essential commodities,” said TMC MP Derek O’Brien. Members of the TMC along with Samajwadi Party staged a walkout. The members demanded reply from the oil minister on increase in oil prices. “This is the sixth increase in oil prices in the last three months and it will increase misery of common people,” said Commu-

nist Party of India-Marxist (CPI-M) leader Prasanta Chatterjee. Food bill mere repackaging: Jaitley Political parties stage walkout over oil prices

NeW DeLHi, September 2 (iaNS): Leader of Opposition in the Rajya Sabha Arun Jaitley Monday said the Food Security Bill was mere “repackaging” of existing schemes in different states, and criticised the “hurry” to push through the legislation. Jaitley moved a statutory resolution saying the house disapproves of the National Food Security Ordinance. The Food Security Bill was moved in the upper house by Food Minister K.V. Thomas after being passed by the Lok Sabha last week. “The BJP supports food security for all, but opposes the way in which it has been introduced and certain contents of the bill,” Jaitley said. He said the bill, which is ruling United Progressive Alliance chairperson Sonia Gandhi’s pet project, would result in cutting down on the number of people benefiting from the food scheme.

Notices for 237 amendments to food bill

NeW DeLHi, September 2 (iaNS): The BJP and several other opposition parties have given notices for amendments, totalling 237, to the Food Security Bill being debated in the Rajya Sabha Monday, officials said. The government is in minority in the upper house. The officials said that notices for amendments have been given by members from the Bharatiya Janata Party, the Communist Party of India-Marxist and the Communist Party of India, Biju Janata Dal, Janata Dal-United, Samajwadi Party, AIADMK, Shiromani Akali Dal, the Trinamool Congress, and the Mizo National Front. All are in the opposition, except the Samajwadi Party which supports the United Progressive Alliance government from outside. The bill, seen both as a welfare and a populist move to swing votes for a beleaguered Congress in upcoming elections to state assemblies and parliament, seeks to provide highly subsidised food grain to 67% of population of the country.

“What was the need for such hurry for the ordinance and legislation... This is misuse of power. It is a political decision, as the constitution does not allow government to invoke the power of ordinance for this bill,” he said. “This is just

a repackaging of existing schemes in states,” he said, and added that it was a “one size fits all” programme. Jaitley said every state had its own peculiar needs, and it would be better if the states could design the food entitlements separately.

After lyricist Javed Akhtar offered financial assistance to the girl, another person settled in USA spoke to Sushma’s father Tej Bahadur on Sunday suggesting ways to help the wonder kid. Another financial aid has come from Abhishek Patil from Kolhapur who runs a charitable organisation SKA Foundation. The motive behind Sarosh assisting Sushma lies in the fact that his father, a former LU student, faced similar crisis around five decades back. In his conversation with Dixit, Rafat said when his father was studying in Lucknow University, he went through a tough time till rank strangers came up to help him financially. “I feel fortunate to help Sushma and her family,’’ said Rafat. If Sushma’s fee is being taken care of by others, Rafat plans to send Rs 5,000 every month for at least a year to bear other expenses. It’s very difficult to study here,’’ said Sushma. When asked whether she is aware of the state government’s zero fees scholarship for OBC students having an annual income of less than 1 lakh, she said, “I am unaware of this. University officials didn’t inform me of this facility even when I went to verify my caste certificate.’’ Meanwhile, Sushma said, she is extremely happy with her admissions at LU. “My wait is finally over. I had applied for the same course at Babasaheb Bhimrao Ambedkar University but didn’t get any response from there,’’ she said, who aspires to become a doctor. Sushma’s name appeared in the second

Indians have 30% weaker lungs than Europeans: Study

NeW DeLHi, September 2 (tNN): In another proof that worsening air quality in Indian cities is affecting people’s health, a study has found that Indians have 30% lower lung function as compared to Europeans. Things could get worse if immediate steps are not taken to curb vehicular emission, doctors warned. The study was conducted on 10,000 healthy, non-smoking individuals in Jaipur, Pune, Hyderabad, Kolkata and Kashmir. “We measured the Peak Expiratory Flow Rate ( PEFR), the rate at which a person exhales, to assess lung function. North Indians fared slightly better than South Indians but overall the results were appalling - we found that lung function in Indians was 30% lower than Europeans,” said Dr Sundeep Salvi, director of Pune-based Chest Research Foundation, who led the study. Similar results were seen in an international study on lung function in 17 countries, including India,

by Canadian researchers. Indians were found to have the worst lungs in the study which measured the volume of air exhaled one second after a forceful exhalation. The test is called forced expiratory volume (FEV). Salvi said the main reason for worsening lung health of India was air pollution. “The number of motor vehicles, a major contributor to air pollution, in India has gone up from 37.2 million in 1997 to 100 million in 2012. In 1951, there were just 0.3 million motor vehicles,” he said. “Even cars and buses running on CNG, which is touted as a green fuel, release ultra fine particles (less than 10 microns in diameter). These can enter directly into the lungs and other organs and probably causes more harm,” Salvi said. Dr Randeep Guleria of AIIMS’ department of pulmonary medicine said lung health in metros has deteriorated sharply. “We are seeing a sharp increase in cases of chronic bronchitis, allergies, persistent cough and inflam-

mation of airways in the last few years.” Dr Guleria said when pollution levels peak, such as on Diwali, the number of emergency admissions for respiratory problems and heart attack increases sharply. “People who smoke are at double risk for compromised lung function. Many smokers - aged between 25 to 30 years - who come to us with respiratory diseases have lung function equal to that of a 70-year-old,” he added. As per the 2010 global burden of disease report, outdoor air pollution caused more than 6,20,000 premature deaths in India and nearly 18 million healthy years of life were lost that year. Gaurav Bansal, a researcher at International Council on Clean Transportation’s (ICCT) India team said apart from improving public transport, policy instruments to reduce carbon content in fuels were required to improve air quality. “New vehicle emission standards (Euro V/VI and/ or US Tier II/III) must be adopted in India too,” he said.

Syria dismisses Obama as confused DAmASCUS, September 2 (Ap): Syria derided President Barack Obama’s decision to hold off on punitive military strikes, but also took precautions by reportedly moving some troops and military equipment to civilian areas. The Obama administration countered that its case for military action against the regime of Syrian President Bashar Assad is getting stronger, saying it now has evidence that the toxic gas allegedly used in strikes on rebel-held areas was the nerve agent sarin. The administration predicted on Sunday it will obtain congressional backing for limited strikes. After days of edging closer to military action against Syria, Obama suddenly announced on Saturday he would first seek approval from Congress, which gets back from summer break on September 9. Assad, in turn, tried to project confidence in his escalating showdown with the US, saying in comments carried by state media on Sunday that Syria is “capable of confronting any external aggression.” From the sidelines, others exhorted the US either to get involved or stay out of the brutal two-and-ahalf-year-old conflict that has claimed more than 100,000 lives and displaced millions of people. The Arab League at an emergency meeting in Cairo on Sunday called on the United Nations and the international community to take “deterrent” measures under international law to stop the Syrian regime’s crimes, but could not agree on whether to back US military action. LONDON, September 2 (reUterS): The average height of European men grew by a surprising 11 centimeters from the early 1870s to 1980, reflecting significant improvements in health across the region, according to new research published on Monday. Contrary to expectations, the study also found that average height accelerated in the period spanning the two World Wars and the Great Depression, when poverty, food rationing and hardship of war might have been expected to limit people’s growth. The swift advance may have been due to people deciding to have fewer children in this period, the researchers said, and smaller family size has previously been found to be linked to increasing average height. “Increases in human stature are a key indicator of improvements in the average health of populations,” said Timothy Hatton, a professor economics at Britain’s University of Essex who led the study. He said the evidence - which shows the average height of a European male grow-

ing from 167 cm to 178 cm in a little over a 100 years - suggests an environment of improving health and decreasing disease “is the single most important factor driving the increase in height”. The study, published online in the journal Oxford Economic Papers, analyzed data on average men’s height at around the age of 21 from the 1870s up to around 1980 in 15 European countries. The study only looked at men, the researchers said, because extensive historical data on women’s heights is hard to come by. For the most recent decades, the data on men were mainly taken from height-by-age surveys, while for the earlier years the analysis used data for the heights of military conscripts and recruits. On average, men’s height had grown by 11 centimeters (cm) in just over a century, the researchers found, but there were differences from country to country. In Spain, for example, average male height rose by around 12 cm from just under 163 cm in 1871-1875 to just under 175 cm in 1971-5, while in Sweden, men’s average height increased by 10 cm from

just over 170 cm to almost 180 cm in the same period. The researchers found that in many European countries including Britain and Ireland, the Scandinavian countries, Netherlands, Austria, Belgium and Germany - there was a “distinct quickening” in the pace of advance in the period spanning the two World Wars and the Great Depression. “This is striking because the period largely predates the wide implementation of major breakthroughs in modern medicine and national health services,” they wrote. Hatton said one possible reason, alongside the decline in infant mortality, for the rapid growth of average male height in this period was that there was a strong downward trend in fertility at the time - and smaller family sizes have previously been found to be linked to increasing height. Other height-boosting factors included higher per capita incomes, more sanitary housing and living conditions, better education about health and nutrition and better social services and health systems.

A WHO study, one of the first to analyze the causes of death of older women, found that in wealthier countries deaths from noncommunicable diseases has fallen dramatically in recent decades, especially from cancers of the stomach, colon, breast and cervix. Women over 50 in low and middle-income countries are also living longer, but chronic ailments, including diabetes, kill them at an earlier age than their counterparts, it said. “The gap in life expectancy between such women in rich and poor countries is growing,” said the WHO study, part of an issue of the WHO’s monthly bulletin devoted to women’s

health. There is a similar growing gap between the life expectancy of men over 50 in rich and lower income countries and in some parts of the world, this gap is wider, WHO officials said. “More women can expect to live longer and not just survive child birth and childhood. But what we found is that improvement is much stronger in the rich world than in the poor world. The disparity between the two is increasing,” Dr. John Beard, director of WHO’s department of ageing and life course, said in an interview at WHO headquarters. As if that were not enough, the name of David Beckham will also be thrown into the mix as the 24-year-old Welshman arrives 10 years after the former England captain and marketing machine left the Premier League for La Liga. Bale lands at the Bernabeu with a hefty 100 million euro price tag and the need to impress one of the most demanding audiences in the world every time he steps out on to the pitch. Ronaldo sets the standard and is seen to have justified his $125 million transfer fee from 2009, scoring 202 goals in 202 matches. Despite a few run-ins with Madrid fans, no one has ever doubted Ronaldo's voracious appetite for goals and his commitment to win every single game. Real's arch-rivals Barcelona have splashed 57 million euros to sign Brazil forward Neymar and just as Ronaldo has had to get used to constant comparisons with Lionel Messi, Bale will be expected to outperform the Catalans' new boy. Way out of position for an attacking forward, throwing himself at a task one would more usually expect of a defender, Wayne Rooney hurtled after Ramires Santos do Nascimento, Chelsea's sprightly midfielder better known simply as Ramires. Nimble Brazilian vs. meaty Englishman, this looked like a race Rooney seemed bound to lose. Not since last April had Rooney started a competitive match for Manchester United, when Alex Ferguson was still in charge of England's most successful club and before suggestions that Rooney wanted to leave developed into a full-blown, summer-long saga. A bit of rust on Rooney, especially this early in the new season, might have been expected, even forgiven. After 75 minutes of exertion, Rooney was flushing red. Chunky at the best of times, the 27-year-old has in the past — although, to be fair, seemingly not this summer — sometimes returned from vacations look-

ing fleshier than normal. Ramires is quick and lithe, a handful for even the swiftest of opponents. He had momentum as he sprinted onto Frank Lampard's pass and dangerously spirited the ball deep into United territory. But just when Ramires would have wanted to cross to teammates lurking in front of United's goal, Rooney caught up with and got to him. His sliding tackle was magnificent. With an exquisitely timed thrust of his left leg, Rooney pickpocketed the ball from under Ramires, scything him down in the process. Turning defense into attack in the blink of an eye, Rooney then leapt back to his feet with his freshly won prize and, on the run, thumped the ball up field to Robin van Persie, launching a counter-attack that, as it turned out, came to naught, like all other efforts by both teams in this cagey 0-0 draw. This textbook display of commitment, physicality and footballing intelligence from Rooney produced two immediate thoughts: United would be crazy to sell him, especially

to Chelsea, a direct rival for the league title; and if Rooney is bound for London after nine rich and sometimes turbulent years at United, then he is leaving Old Trafford the right way, with his head held high, admirably professional at the end. So much rubbish, half-truths and outright lies are reported and spoken during football's two annual transfer windows when player trades are allowed that it is hard to know when clubs and their managers are talking fact or fiction. When Ferguson's replacement at United, David Moyes, says Rooney isn't for sale, does he really mean that or is the club simply holding out for more money? Moyes and Rooney have history from two years together at Everton, where Rooney caught Ferguson's eye as a precociously talented teenager and where Moyes built a reputation as an over-achieving manager capable of getting results on a limited budget. In his biography, Rooney said he angrily told Moyes in 2004 that he never wanted to play for him again. This, of course, was long before their destinies crossed again at United.

NPL Season 2 in September

KOhiMA, SEPTEMBER 2 (MExN): Ten teams will be vying for top honors as the 2nd season of the Nagaland Premier League kickstarts in September this year. This was confirmed in an official meeting between Nagaland Football Association (NFA), 4-4-2 management and the participating clubs of the NPL at Hotel Japfü. Technicalities on how to improve the league as well as future plans for the league were discussed. Major developments like squad arrangements for accommodating local players, inter state transfer and foreign player registrations, referee clinics and disciplinary measures were disclosed. The bye laws for the second season were also handed out to the clubs. The second session of the meeting discussed management and marketing aspect of the game. Overall most developmental measures were penned down and the second season looks to be getting bigger seeing the enthusiasm of all parties involved, eight teams from the last edition have confirmed participation with two new teams joining them. The teams for this season are Kohima Komets, Dimapur United, Dynamic FC, Doyang FC, Naga Tornadoes, Barak FC, Sangpang FC, Zonipang, United Redskins FC and Veda FC.

India to play five Tests in England LONDON, SEptEmbER 2 (aFp): India will play five Tests in England for the first time since 1959 during next year's tour, the England and Wales Cricket Board (ECB) announced on Monday. The tour schedule also sees 50-over world champions India, who beat England by five runs in the Champions Trophy final at Edgbaston in June, involved in five one-day internationals and a one Twenty20 international. Three of the five Tests will be played at southern venues, Lord's and The Oval in London plus Southampton's Rose Bowl although, as the latter is a relatively new international ground, the Test there is still subject to confirmation following an ECB inspection visit. Nottingham's Trent Bridge in the English Midlands will stage the first Test with the fourth at Manchester's Old Trafford in the north of the country. Bowlers on both sides may be concerned by a schedule which sees five Tests due to be crammed into the space of just over a month. The fact cricket is the leading sport in India, the world's second most populous nation, makes the country the economic powerhouse of the global game. This is reflected in the hugely lucrative television deals the Board of Control for Cricket in India (BCCI) can command, as well as its promotion of the Twenty20 Indian Premier League which sees many of the world's top players earning millions of dollars to play for franchise teams. Meanwhile the large Indian expatriate community in Britain means matches involving the India national side in England usually attract large crowds. This was clearly seen during India's 2011 tour of England when more than 850,000 spectators, a record for an international season saw India defeated four-nil in the Test series and three-nil in the one-dayers, with the T20s shared at 1-1.
