NSF concerned over delay of BA results

DIMAPUR, JULY 3 (MExN): The Naga Students Federation has expressed serious concern over the delay in the declaration of BA results and over the issuing of mark sheets to B.Com and B.Sc students. It has also acknowledged the initiative taken by the All Nagaland College Students’ Union (ANCSU) demanding immediate declaration of Bachelor of Arts (BA) results. The NSF further urged upon the NU authority to expedite the process of preparing the mark sheets, so as to issue the same within the stipulated period of time as demanded by the ANCSU. The NSF also informed of assurances from the Vice Chancellor and the Controller of Examinations of Nagaland University that the BA results would be declared either on July 3 or 4. A press note from the NSF Education Secretary, Bangdi Chawang and its Games and Sports Secretary, Sikho Thou informed that this was assured when NSF officials called on the aforementioned officials in regard to this issue. ‘De-recognize Rongmei tribe’ APO opposed to recognition of tribes from outside Nagaland, writes to CM
DIMAPUR, JULY 3 (MExN): In a significant statement, the Angami Public Organization (APO) has submitted a representation to Chief Minister Neiphiu Rio “to issue necessary directions to de- recognize the Rongmei Community as a recognized Indigenous Inhabitant Naga tribe of Nagaland and also to put an end to the move to recognize Mao Community as an Indigenous Inhabitant Tribe of Nagaland State for the sake of justice, Naga unity, integration and simultaneously to protect the welfare of the public of Nagaland”. The APO has written to the Chief Minister of Nagaland pointing out that it has “serious reservation on the issue of recognition of other tribes apart from the Naga tribes of
Nagaland State as indigenous inhabitant of Nagaland”. This was stated in a lengthy letter to the CM based on the decision taken during the APO Executive meeting held on April 29, 2013. “The APO is of the view that once the door is open for recognition of other Naga Tribes of other states or country, such as Rongmeis, etc. then the door of recognition for other Naga Tribes, not recognized by the Govt. of Nagaland, such as Maos, Poumais, Tangkhuls, Hemis, etc. will be opened”, stated the APO. Thereafter, there can-
not be any stopping of recognition of other Naga tribes outside Nagaland, as their denial will amount to discrimination, the letter stated while adding that “if the door is open there is reason for apprehension that Nagas of Nagaland may be overwhelmed and stampeded as has happened in the last recruitment of Graduate Teachers of 2012 in Peren District of Nagaland as a consequence of recognition accorded to the Rongmei tribe by the State Government”. As such, the APO earnestly requested the State
Government to stand firmly on its Notification dated 28th April, 1977, in the interest of peace, justice, Naga unity and Naga integration. The APO letter to the CM was issued by Keneingunyu Sekhose, President and a copy of the representation was also send to the Addl. Chief Secretary & Commissioner & Convenor, Observation, & Recommendation Committee Recognition of Naga Tribes. Also, as per the letter, it was the considered opinion of the APO that “it would be the greatest mistake the Nagas will ever make for their future generations, if dual Indigenous Inhabitant Naga Tribal status is to be granted to some Naga Tribes residing in two or more states”. LoNDoN, JULY 3 (REUtERS): Two men with HIV have been off AIDS drugs for several months after receiving stem-cell transplants for cancer that appear to have cleared the virus from their bodies, researchers reported today. Both patients, who were treated in Boston and had been on long-term drug therapy to control their HIV, received stemcell transplants after developing lymphoma, a type of blood cancer. Since the transplants, doctors have been unable to find any evidence of HIV
infection, Timothy Henrich of Harvard Medical School and Brigham and Women’s Hospital in Boston told an International AIDS Society conference in Kuala Lumpur. While it is too early to say for sure that the virus has disappeared from their bodies altogether, one patient has now been off antiretroviral drug treatment for 15 weeks and the other for seven weeks. Last July Henrich first reported that the two men had undetectable levels of HIV in their blood after their stem-cell treatment, but at that time they were still tak-
ing medicines to suppress HIV. Using stem-cell therapy is not seen as a viable option for widespread use, since it is extremely expensive, but the latest cases could open new avenues for fighting the disease, which infects about 34 million people worldwide. The latest cases resemble that of Timothy Ray Brown, known as “the Berlin patient”, who became the first person to be cured of HIV after receiving a bone marrow transplant for leukaemia in 2007. There are, however, important differences. While Brown’s doc-
tor used stem cells from a donor with a rare genetic mutation, known as CCR5 delta 32, which renders people virtually resistant to HIV, the two Boston patients received cells without this mutation. “Dr. Henrich is charting new territory in HIV eradication research,” Kevin Robert Frost, chief executive officer of the Foundation for AIDS Research, which funded the study, said in a statement. Scientific advances since HIV was first discovered more than 30 years ago mean the virus is no
longer a death sentence and the latest antiretroviral AIDS drugs can control the virus for decades. But many people still do not get therapy early enough, prompting the World Health Organisation to call for faster roll-out of medicines after patients test positive. Indian generics companies are leading suppliers of HIV drugs to Africa and to many other poor countries. Major Western HIV drugmakers include Gilead Sciences, Johnson & Johnson and ViiV Healthcare, which is majorityowned by GlaxoSmithKline.

Corrupt cop’s house is now school for mentally challenged kids PAtNA, JULY 3 (IANS): The Bihar government Wednesday opened a school for mentally challenged children in a house confiscated from former director general of police Narayan Mishra, convicted for amassing wealth through graft, an official said. The school, named “Chaman” (garden) is the first such in Bihar. “It is a unique school to impart education to mentally challenged children and it opened in the confiscated house of a top police officer,” a district official said. “More than 50 children will be enrolled in the school,” the official said. According to officials, the education imparted in the school will equip the children to lead as normal a life as possible, given their mental state. Last year, the state government had taken a decision to open the school in the house confiscated from Mishra. The 5,937 sq ft house in Rukunpura locality of the state capital was transferred to the social welfare department. A vigilance court in 2012 had
ordered the confiscation of the property, finding Mishra guilty of amassing wealth far in excess of known sources of income. It was the first time that a police officer who had been at the helm of the state’s police force was tried under the Bihar Special Court Act, 2009. Mishra had challenged the vigilance court’s order in the Patna High Court, but his petition was rejected. A vigilance case was lodged against Mishra in 2007 for amassing assets including property valued at Rs.1.40 crore in 1984. Mishra was suspended by the government four years ago. Till date, the Bihar government has confiscated the houses of an Indian Administrative Service (IAS) officer, Shiv Shankar Verma, and a treasury clerk, Girish Kumar. Proceedings to confiscate properties of some more officials have been initiated. Chief Minister Nitish Kumar last year gave his nod for the prosecution of nearly two dozen officials.
MokokChUNG, JULY 3 (MExN): Making its stance clear on the foothill road connecting Dimapur to Tizit, the Ao Senden (apex organization of the Ao community) today asserted that the different organizations should not to create any confusion through press statements which the people have been witnessing for the past few weeks. “The Ao Senden demand is to have a motorable road connecting Dimapur to Tizit, since it has became imperative for the Naga people to have a foothill road because of the frequent bandhs in Assam,” said Dr Sangyu Yaden, the President of the Ao Senden in a telephonic conversation. However, the attention of the Ao Senden has been drawn in due to the press statements issued by different organizations in the local dailies demanding that the foothill road should pass through their areas. “No one can claim that the foothill road should pass through their village or their land. That is impossible,” asserted Dr Sangyu. He maintained that the demand of the Ao Senden is to construct a motorable road immediately as assured by

Nonetheless, a press release received here today from the Ao Senden, appended by its president Dr Sangyu Yaden and Asst General Secretary, M Temsu Jamir, strongly appealed the citizens of Nagaland to ‘abstain from giving press note and report in the media negating the decision of the Ao Senden’. “The demand of the Ao Senden’s Memorandum stand firm and committed as agreed by the Govt. of Nagaland on top priority basis for the benefit of the people,” the Ao Senden asserted while adding that the ‘present government is capable of implementing it (the written assurance by the government to AO Senden’s demand) as committed as per the demand and wishes of the people’. While appealing the people not to create any ‘confusion’ about the foothill road through the media, the Ao Senden cautioned “failure to comply with this publication/ declaration, the concern individual/organization would be solely held responsible during the discourse of any eventuality”.

One among them is Ajay Kumar Mehara, who for twenty years has worked towards promoting the Nagamese film industry. Ajay lives in Dimapur with his wife, Narola Jamir and together they have a son and daughter. With a passion for film making and

ambition to integrate it to Naga society, Ajay has not given up despite years of being ridiculed. A director, producer, actor and cinematographer, he is considered as a pioneer of Nagamese film industry. In 1991, Ajay graduated
from the Dimapur Government College after which he trained in filmmaking at the Shankar Mahadevan Institute, Pune, Maharashtra, and later at Guwahati Rajiv Film Institute in Cinematography. He started his career in 1996 with his
first Nagamese film titled “badla lobo”. So far, his production house, “Pooja Film Production” located at half Nagarjan Dimapur has produced 23 movies; among them, three films in Poumai, Chang and Yimchunger tribal dialects. Currently he is also in the process of shooting three films in Assamese, Bengali and Nepali dialects. He will also soon be launching one of the biggest Nagamese film titled “Fight-Back”. Any Director, with so many movies under his belt, would be considered successful and definitely living comfortably. But Ajay shares that he does not benefit anything from his trade. Hushili Sema, IAS, has stated that the whole of North East region, especially Nagaland, is a treasure trove which is still not exposed as it should be. She commented that Naga people are inherently talented, even in the remotest villages of Nagaland. She was addressing a seminar and workshop on advocacy and knowledge, which was attended by weavers, artisans, entrepreneurs and other associated person today at Town Hall, Dimapur as the chief guest. She also stated that it is waiting to be explored and taken out of Nagaland for exposure. Bringing out the talents will not have only a positive effect on a particular artisan but the Sate as a whole as well. On the other hand, the DC Dimapur also felt that this should not be blamed at departments/ governments etc. The DC Dimapur also urged officials to realize that it is their duty to be encouraging. “We need to do more. The APO also observed that the present “recognition issue” is creating land dispute, confusion, division, hatred and bitterness among the Nagas by making claim and counter claim over land in Nagaland through various print media. Further, the APO submitted that the issue of Indigenous Inhabitant Certificates, BT Certificates etc. has created a lot of animosity, hatred and ill feelings among the Nagas as has happened in the case of Ms. Withuiliu Newmai. According to the APO, it was alleged that Ms. Withuiliu Newmai has obtained Indigenous Inhabitant Naga Tribe/BT Certificate of Zeliang Tribe of Nagaland State, though she is from Tamenlong District of Manipur. It was further alleged that considering her aforesaid certificates, she was recommended by the NPSC against Dy. SP post reserved for BT Quota of Zeliang tribe of Nagaland. The APO informed that it was learnt that this matter is laying pending in the Gauhati High Court, Kohima Bench. “We express our strong desire that unless a strong mechanism to check and prevent misuse of Indigenous Inhabitant Certificate is brought out at the earliest, more such job reservation disputes will surface, as presently some such cases are under investigation for which the NPSC could not declare the results of BT quota in respect of Zeliang tribe of Peren Nagaland in the recently declared results of the NCS, NPS, NSS & Allied Services Examination 2012”, stated the APO. The APO was “apprehensive that such disputes will create further division and misunderstanding among the Nagas”. Reiterating that it is “all out and committed to the cause of Naga integration in all possible ways and means”, the APO mentioned that till date all Nagas hailing from different states and regions enjoys equal social Naga tribal status without any discrimination or distinction within the state of Nagaland. “However, the question of modification of the Notifications and granting of other Naga Tribe as Indigenous Inhabitant Naga Tribal Status of the State of Nagaland is concern, the APO is of the view that an individual member of a particular tribe having immovable property or having resided in the state over a considerable length of time does not qualify his tribe to be recognized as an Indigenous Inhabitant Naga Tribe of Nagaland”, stated the APO to the CM while pointing out that “any deviation from the said Notification may be detrimental to the interest of the public of Nagaland and the Naga unity as a whole”. The APO also termed as pertinent that the Rongmei Council Nagaland while clarifying the press statement of WSH admitted “that there is no Rongmeis land in Peren District till date.” “From the statement of the Rongmei Council Nagaland, it is crystal clear that there is no exclusive Rongmei colony, village or District in Nagaland and therefore, the question of recognition of their tribe does not arise”, stated the APO.

Similar is the case in Peren Nagaland. In this regard, the APO informed the CM that the Gauhati High Court has on 22nd November, 2012 directed that as members of Rongmai Community did not appear in the Electoral Roll published on 5.12.1963 and also they did not fulfill the other conditions stipulated in the Notification dated 28.4.1977 for issue of indigenous inhabitant certificate, indigenous inhabitant certificates are not to be issued to Rongmai Community.

NHRC seeks explanation over Assam shootout
guwahati, July 3 (iaNS): Questioning the authenticity of a shootout in which two people were killed in Assam, the National Human Rights Commission (NHRC) has asked the state government why it should not recommend compensation for the victims' kin. A statement issued by the commission says that after going through the material and record placed before it, several loopholes were found in the police theory of a genuine encounter. Thus, the NHRC holds the incident as a grave violation of human rights. The commission has asked the Assam gov-
ernment to respond to the notice within six weeks, the statement added. Chandra Tokbi and Ananda Teron were killed by police on May 19, 2010. However, the police version of bullets being fired from the weapons recovered from Tokbi and Teron during the encounter were not corroborated by an independent report of a ballistic expert, the NHRC statement said. "There was no report from the fingerprint expert to indicate that the weapons recovered had fingerprints of the victims or gunshot residue was taken from victims' hands to indicate that
they fired the weapons," said the statement. It added that the recovered weapons not been properly and individually sealed after the incident meant that their value as evidence was dubious.

An aide to Leishemba Sanajaoba said he would hold talks with the government. He began his fast on 24 June. The government wants to renovate the palace and turn it into a tourist site. But aides say this is a violation of an agreement between the royal family and the state government. NSF rejoinder to GPRN/NSCN

he Naga Students’ Federation (NSF) as an intellectual students’ organization is hesitant to resort to any kind of confrontation be it physical or through print media unless the situation so demands. However, the federation is compelled to once again come out with this brief clarification hoping that the GPRN/NSCN leaders will realize the act perpetrated by their cadre, admit the wrongdoing and respond positively
to the genuine demands of the federation. Let the Naga people be reminded once again that the 1st July Total Bandh was not only against the attempt on the life of the federation official but it was organized to show the resentment of the general people against incessant killings and clashes between the Naga underground factions, unnecessary harassment, threatening and killing of innocent civilians and lastly, arbitrary imposi-
tion of tax by the all the underground faction. The federation wonders whether the GPRN/NSCN leaders are intentionally twisting the issues or they are still confused about the two incidents. The federation strongly condemns the shooting incident between the two factions near Hotel Orchid and appeals to all the factions to desist from targeting each other as Naga brethren. At the same time, federation give thanks and all

India set to embrace sustainable tea production
KOlKaTa, July 3 (PTi): For the first time in the world, an effort has been made to establish a sustainability code for Indian tea conforming to food safety standards, Tea Boardchairman M G V K Bhanu said on Wednesday. “This is the first time in the world that an effort has been made to establish a sustainability code,” Bhanu told a programme of ‘India Sustainable Tea Program’ here. Stating that it was a new initiative, Bhanu said that it sought to sustainably transform the Indian tea industry over the next
five years in close partnership with stakeholders. “We will implement this code in North Bengal, including Darjeeling, Assam and South India. We are trying to convert existing producers to the new code,” he said, adding that around Rs 18 crore was invested in the initiative. “We are aiming at increasing the value of tea through betterment of quality rather than volume. This initiative is the most positive and most progressive ever,” the Tea Board chairman said.
Stating that certain quality issues have cropped up in recent years, he said “If the tea does not conform to food safety standards, the exporter or importer will be tagged as ‘exporters/importers under warning’ something which was absolutely undesirable.” The ‘India Sustainable Tea Program’ was jointly organised by The Sustainable Trade Initiative, The Netherlands-based Solidaridad, Rainforest Alliance and Tea Board of India, with the support of Hindustan Unilever Ltd.
Tractors to drive M&M performance this year
MuMbai, July 3 (agencies): While M&M has been facing pressure from competitors in the utility vehicles space, the performance of its farm equipment business over the last quarter has helped it to assuage investor concerns. For the June 2013 quarter, while sales of utility vehicles were down 13% year-on-year, tractors registered a growth of 19% compared to the year ago period. With normal monsoons this season, analysts expect the company’s tractor division to post double-digit volume growth for FY14 as compared to a fall of 5% in FY13. With tractors expected to take a bigger share of the volume pie, expect margins to look up in FY14. The farm equipment segment margins at 16% are 500600 basis points more than auto segment margins. Hundred basis points is one percentage point. Another positive for the company has been improvement in Ssangyong’s global performance, with the Korean subsidiary (70% stake) registering its second month of robust numbers in June at a record 12,858 units. While the recent global alliance with CIE Automotive of Spain for its auto component business might not have a material impact on M&M’s valuations, analysts believe that the management focus on value unlocking of subsidiary investments is a positive. Further, with the merger of
its IT arms, the prospects of M&M’s 48% subsidiary Tech Mahindra too look bright. Given the improvement in product mix, better show from subsidiaries, most analysts (two-thirds according to Bloomberg) have a buy rating on the stock. The sum-of-parts valuation pegs the target price for the company between Rs 1,100 to Rs 1,200. This suggests an upside potential of 12-23% from current levels of Rs 978.

eading the write up of Thepfulhouvi Solo in your esteemed daily 9-6-2013 I am compelled to clarify certain points on the question of Tenyimia, Tenyidie and its related issues though this rejoinder for public interest. I will also add those left out vital points of his earlier article published in Nagaland Post on 30-11-2009 as the present article is obviously, an extension of the earlier. The theory of the writer claimed that the term ‘Angami’ is a corrupted form of ‘kerügumia’ (thief) from Zeliang language ‘kergami’. In fact, the Angami people used it without knowing its source and meaning in the early days. However, during 1970s, this theory was clarified by late John of Viswema. According to him, the British army under Captain Jenkin and Lieut. Penberton, when about to cross Tenyimia country from Imphal to Assam in 1832, they asked the Meiteis, what sort of people lived that side, by pointing at Tenyimia country. They were told ‘Ngami’ which means ‘perfect/independent people’. The word did not conform to the English language and therefore, it was noted as ‘Angami’. That interpretation of late John had a matching version because the velar nasal sound /ŋ/ never occurs in initial English language. To suit to their language, a syllable vowel /a/ was prefixed to the word to form /aŋami/. That version was accepted by Ura Academy since then. Although, the ‘Angami’ is a popular term till today, it has no other meaning in Tenyidie beyond late John’s version. The continuity in use of the term, ‘Tenyimia/Tengima/Tenyimi’ which originates from ‘Tenyiu’ the name of the forefather of the Tenyimia group was accepted by all units by their historical knowledge. ‘Tenyimia’ therefore, means the descendant of Tenyiu. TPO is purely a reunion of the divided family based on blood-lineage. Tenyimia or Tenyidie is a canonized term and TPO is not seeking ‘Tribal Recognition’ from any quarters. The writer’s claim, ‘Tenyimie consists of a convenient number of Nagaland tribes together with one or more from the outside’ is perfectly in line with his earlier writing, ‘The Khezamas, the Sopfümas (Mao), the Zeliangs
and the Rengmas never hitherto took themselves as ‘Tenyimia’. So far to my knowledge, the Tenyimia were in unityform many a time although irregular, till regular formation established in 1993. Every TPO units stood firm by their history of brotherhood. despite disparagers existed. As such, the idea of ‘disbanding the Tenyimi Union for the future good of the Nagaland’ is not a healthy suggestion, the fact that TPO is a reunion of the Tenyimia family, which is in consonance to the basis of all Naga society. The formation of Ura Academy too, is on the same base. Rev. J.E.Tanquist instituted the Angami Literature Committee (ALC) in 1939 and approved by the then Deputy Commissioner, Sir C.R.Pawsey. In 1960s, those early educated people who served in various Government institutions at Kohima, were also leaders of respective subcommunities. Having a common wish to bring the people together, those personalities made frequent meeting and deliberation over oral historical account of our ancestors. Following such mutual understanding and acknowledgement, they resolved to modify the name of ALC into Tenyimia Literature Committee in 1970 and ever after the Angami language was renamed to its original term call ‘Tenyidie’. Nomenclature was further made to Ura Academy in 1971, in which representatives of Angami, Chokri, Khezha, Pochury, Rengma, Zeliang and Mao were all present. Their objective is to develop literature, preserve and promote culture and other aspects of Tenyimia community through academic study. We still have some living pioneers for a living testimony. There is nothing wrong in adapting the meaningful original term called ‘Tenyidie’ by ‘Tenyimia people’ as Mother Tongue. To clarify another significant point is the misinterpretation of the term, ‘Keviu Ú Ya’. I would prefer to translate it as ‘the good (part) is ours’ rather than his translation ‘the better is mine’. The expression is derived from religious philosophy that denotes the claiming of godly blessing to both the villages/parties during celebration of events like ‘vitho’ (treaty) and ‘sonyi’ (friendly exchange festival). His claim of it as a po-
litical wisdom for the propagation and promotion of Tenyimia is far from truth. The writer claimed that except ‘Chokri’ all other tribes within Tenyimia community have distinct languages and having respective Bible and Hymn Book of the Church. The emergence of such books is mainly the product of the church workers for evangelizing the gospel, however, without understanding the gravity of power of a common language. Dialectal variation is natural to all languages of the world. Considering languages as distinct on the basis of those bible and hymn books is far from complete, and therefore, his theory is not acceptable. It will be a safer attempt to study ‘dialectology’ before jumping into a pool of controversy. Ura Academy has achieved to certain degree in the development of Tenyidie language and literature for the future benefit of Tenyimia community in general, the younger generations in particular. The establishment of Department of Tenyidie under Nagaland University is symbolically, a genuine recognition by the highest institute of learning. There are regular academic activities including research programs rather than a mere coaching class. The division of geographical area into administrative set-up is generally the outcome of a political decision that binds to the people. That is why the Tenyimia community as well as the Nagas remained separate till today. However, Tenyimia community like the Nagas, accepted the transmitted history and shall ever remain a family despite shower of spikes and arrows from any quarters. The writer contributes many valuable suggestions for the Naga future, but his historical interpretation on Tenyimia and Tenyidie is not acceptable. It will be better to avoid application of intriguing politics to confuse the Tenyimia people and Tenyidie.

The personalised inflictions on the President and General Secretary of Zeliangrong Baudi Nagaland raised by the duo, is an open attack on the solidarity of Zeliangrong fraternity and brotherhood. It is a matter of surprise that except few leaders from within the Zeliangrong family, many have failed to express their discontentment on such unethical statements being continuously issued by such anti-social elements. President, K. Akhang and the General Secretary Azeu Namcyn Hau have endeavoured to curtail conflicts and apply rationale approach and sensibility in resolving indifferences and disputes. The concocted statement of Azu and Kisamyi can only be seen as a desperate attempt to disintegrate the Zeliangrong people in particular and Nagas in general. DIMAPUR, JULY 3 (MExN): The Entrepreneurs Union (EU), Burma Camp Dimapur has stated that on July 2, 2013, the time frame of six months notification ended following which a meeting was held under the Chairmanship of Daniel Achumi and the under mentioned five genuine agreement holders of loan against Md. Zahir. This was stated in a press note issued to the Media. The note stated that after thorough discussion, it is resolved that the Union shall make payment only to the below mentioned genuine agreement holders. It is also resolved that, henceforth no claims of payment from any person of whatsoever shall be entertained by the Entrepreneurs Union (EU). KohIMA, JULY 3 (MExN): Nagaland Directorate Ministerial Service Association (NDMSA) has expressed grief over the sudden and untimely demise of Achu Kath Rengma, Assistant Superintendent, Department of Power and Vice-President, NDMSA on July 2, 2013 at Naga Hospital Kohima. A condolence note by NDMSA president Botovi Sema acknowledged, “In his loss, the Association has lost a senior and dedicated member who always stood by the Association in times of need.” The Association while paying tribute to the departed soul prayed that God grant solace to all the members of the bereaved family.

Independent of independence
A
nd it is independence day! Since we like to be so American in all ways, there is no reason why we must not celebrate with the Americans this day, 237 years ago, when they were freed from the Great Britain’s cobweb. Freedom is different here; so what! Let us take this opportunity to celebrate the diversity of thought and action among the Nagas. The freedom of finding irony, freedom from knowledge, leaders say can be so exhilarating. Let us then raise a toast to: Our leaders! Hoorah! The elections have just brought back a certain clique of people to power. It must be empowering to not know how most of them spend their time or our money. It must be even more joyous not to know why a case registered against one of them is not moving forward. The people must be so pleased to be clueless about which strings are pulled, and what will ultimately affect justice. Elected representatives, after all, are nothing but shorthand for a supreme being, presented on a platter as the assembly. We really do not want to know if the ground is being pulled from underneath our feet, or what lies beneath it being sold out. May the JCBs roar on. Basic facilities? Who cares about those things? Electricity and roads are for the delicate. The Naga people are not oppressed by the lack of basic infrastructure: in fact, they are happy. The above mentioned leaders have every right to go outside the state, into foreign territory, and lie about the dreamland that Nagaland is, replete with mega roads, flowing water and high voltage electricity. Cheers to that! There is so much cash flowing in from this Delhi place. We do not need to do anything ever again to earn these crores. Politicians and bureaucrats need not be invested in spending money as per plan/s. When the money arrives in a village, there is no need to guide them. Agri link roads can come up in landslide zones right next to a bulldozed hill that was to become a highway. Buildings can come up on earthquake epicentres. There needs to be no sensible entrepreneurship on the state’s part, except for promoting Naga chillies and a few festivals. Need more independence than that? For every 100 Naga youth, 60 are unemployed. This comes with good news: there is a flurry of arms in the region. One always has the freedom to pick one (or several) up and ask for tax in order to earn. The national movement/s exist, exert, twist arms and lets their structures be exploited. The state does it too. For a people to whom the land belongs, this is ultimate freedom: the reversal of 60 years of struggle: taxed till a forearm and eye are no more enough. Did someone say human rights? Please! Women and the transgender are not included. Being an equal people in the modern world is enough. Individuals be damned. While other gender forms remain denied the right to identity, women must stay on within the limits of patriarchal structures that bind them to chains of poverty, slavery and injustice. People who shape mass opinion will criminalize other genders in the first breath, and lament of the clichés that afflict Naga society in the next. This calls for celebration. So for all you independent people out there who are being unable to handle this freedom, keep your mind aside and celebrate! But if at the end of the day, something scratches the back of your mind, make sure you wake up and speak out. For independence from independence is hardly the station you bought a ticket for. Letter to CM on separate time zone for Nagaland

y Most Respected Leader Sir Neiphiu Rio (Chief Minister of Nagaland) I hope this letter finds you in good health. May your esteemed position and God’s wisdom prevail as you read this note. That Sir, It saddens me to think that while the rest of the country is awake and engaging their most productive morning hours in meaningful work, the people of Nagaland spends these hours in doing household chores. This is not our fault. But this amounts to ‘strategic discrimination’ of our state as a result of a single time zone for a vast country like India. The Indian Standard Time (IST) calculated at 82.5° East (Near Allahabad) is about 5½ hours East of 0° Greenwich Mean Time (GMT) London. The exact Longitude of Nagaland State at 94.52° East (Near Zunheboto) is almost 6½ hours East of GMT. There is a time difference of almost an hour between the IST and Nagaland. So, if it is 10:00 AM office time in Delhi, it actually is 11:00 AM in Nagaland as per time zone calculation. In Short Sir, we are arriving an hour late for work and leaving an hour late from work. Considering, the ongoing power crisis across the country in general and Nagaland in particular, the logic of saving power by changing the time zone for our state seems realistic. Owing to early sunset in Nagaland, lights have to be switched on in offices in the evening leading to excess consumption of power. To quote some advocates for a separate time zone for the North East Region Sir, R K Barman of the Assam Science Technology and Environment Council (ASTEC) says, “If the sun rises in Kohima at 4:00 AM, it rises in Mumbai two hours later. But this two-hour time gap is completely overlooked". Also internationally acclaimed filmmaker and former ISRO scientist Jahnu Barua says, "We are disadvantaged as far as the availability and usability of daylight and dark hours are concerned. We have gone behind by more than a decade in productivity since independence. Moreover, the total wastage of electricity at homes and offices of the region since Independence due to this is to the tune of Rs 94,900 crore." Requesting for a separate time zone for the state of Nagaland is an issue beyond my comprehension, and may God’s wisdom be with you. However, engaging the government and its servants to contribute effectively during their most productive hours for the overall development of the state, I believe is possible. In short again Sir, the official transaction time in Nagaland could be from 9:00 AM – 4:00 PM following the IST. If these hearsays are right Sir, unless we do this, while Delhi goes to office at 10:00 AM, Nagaland is actually arriving to office at lunch time. If people in Nagaland is questioning why we wake up early, eat lunch and dinner earlier than the rest of the country, grows dark by 6:00 PM and sleep early while the rest of the country is still awake. We need to question if it is because of our human circadian clock which entrains to sun time. I have hope in you Sir that your wisdom on many other ways to address this ‘strategic discrimination’ will bring about a change in the lives of the people of Nagaland. Chávez & Thatcher, exemplars of charismatic leadership Chávez’s style of populism and Thatcher’s enthusiasm for privatization have spawned imitators in many parts of the world. The originals remain charismatic – meaning what exactly?
E
motions rose high, reactions were loud, and opinions became polarized in the aftermath of the recent deaths of Venezuela’s Hugo Chávez and Britain’s Margaret Thatcher. Fierce wars broke out between friends and foes over the legacies of the two leaders who had such dissimilar personalities, represented fundamentally opposing worldviews, and pursued different political goals. Chávez, with his scarlet beret and camouflage fatigues, was a Latin American military man promoting a leftist ideology; he was flamboyant, with an affable nature and, as author Gabriel García Márquez once remarked, an admirable ease with words. Thatcher was an ultra conservative and the first woman to hold the prime minister’s post in Britain. With her legendary handbag, and a penchant for blue wardrobes and expensive pearls, she was formal and unyielding – the Iron Lady. Look behind appearances, though, and you also find impressive similarities. Both leaders rose in relatively humble settings. Chávez, the son of a mestizo primary school teacher, grew up in a small town in the interior of Venezuela and wanted to be a football player before he became an army lieutenant and failed coup leader. Thatcher, a grocer’s daughter, was born and raised in a small Lincolnshire town before she went to Oxford, whence she took a degree in chemistry. Neither grew inside politics. And yet, despite their political outsider status, both Chávez and Thatcher became fully dominant in their countries, and also rose to international preeminence. Standing for the poor people, Chávez won four elections and five referendums, built cozy relations with Fidel Castro and other autocrats, and stood up to the “evil empire” of the United States. Thatcher won three consecutive elections fighting in the name of individual freedom and the hardworking middle classes; she befriended Ronald Reagan, fought a war against Argentina, and openly confronted political illiberalism. Bend still closer over the two leadership cases and you see an even more noteworthy similarity – their political charisma. This, to be sure, is a vague term commonly used for describing leaders with exceptional characteristics, or powers, which are however hard to identify. Charisma thus remains in the eye of the beholder. Could the seemingly disparate cases of Chávez and Thatcher help us give concrete meaning to political charisma and agree on the term’s usefuleness? Charisma is best understood as a distinct type of leadership in which some ruler is able to exercise immense personal authority over a party, or movement, simultaneously undertaking the radical transformation of an established institutional order. Charismatic leadership, therefore, is the opposite of ordinary democratic leadership, in which decision-making is primarily collective, rules are impersonal, and political change is pursued piecemeal and in moderate ways. Chávez’s personal vehicle was the Fifth Republic Movement, a party built to support his candidacy for the 1988 presidential elections, later to evolve into

If the church leaders are serious on these matters, I would be the happiest man on this planet as I know the influence of the Church upon its society and its capacity which can crush the social evils like domestic child labours. But if the church leaders still ignores this issue, then what would be the moral status of our Church? The role of church only in preaching does not hold any water unless some moral principles in practical deeds are in action. When you see the annual audit of churches in Nagaland, you would see most of the church's expenditures are on construction works, purchase of properties, and some other unlimited wants or necessity. today’s Venezuelan United Socialist Party (PSUV). He also purged the army of all those suspected of disloyalty to his person, created a militia answerable only to him, and built a network of citizens’ self-help committees organized at neighbourhood level and effectively acting as his propaganda and mobilization channels. During his rule, he maintained a direct relationship with the masses, not least through Aló Presidente, his Sunday talk show. So personal was the authority system Chávez built, that he refused to surrender power until his death. Thatcher did not built her own party; instead, she imposed her personal authority over an old one. When she won the party leadership election in 1975, the Tories were an all-male, old-fashioned, patrician-dominated group. Thatcher quickly cen-
tralized party power, sacked all the “wets” opposing her course of action, and promoted to ministerial positions ideological fellow travellers and loyalists. Her resolve became dramatically evident at the moment her party expected her to retreat in the face of intense social unrest in Britain’s streets: “U-turn if you want to,” she retorted, “the Lady’s not for turning.” Personal authority over their respective parties goes a long way towards explaining the two leaders’ political radicalism. Chávez promised to sweep aside Venezuela’s old order, rewrite the constitution, and initiate the Bolivarian revolution, thus leading his country to “21st century socialism.” While in power, now controlling an elected assembly almost entirely composed of his supporters, he abolished the senate, enforced his powers, expanded the role of the armed forces, became the symbol of Latin American nationalism, and led an international crusade against the United States. Thatcher’s rule was no less radical, but had an entirely different content. Hers was a moral revolution revolving around three axes: enforcing British patriotism, servicing the productive middle classes, and confronting the twin evils of socialism at home and communism abroad. Breaking with postwar orthodoxies, the essence of her politics – that is, Thatcherism – was a challenge, not just to her domestic political opponents, but also to views that had been well established in Britain and, for that matter, in most of the western world. By creating a new –ism, Thatcher thus transformed British and world politics alike. Being charismatic, the two leaders left behind enduring policies and ideas that will remain resonant for a long time to come. Chávez’s style of populism and Thatcher’s enthusiasm for privatization have spawned imitators in many parts of the world. They also deeply affected their own parties’ lives. Without Chávez at the helm, PSUV only won a narrow victory in Venezuela’s recent election and now faces an uncertain future. And after the Tories eventually sacked Thatcher, their party became marginalised for a generation. Above all, these two leaders have been polarizing figures and the issues they addressed stirred opposed sentiments at home and abroad. No wonder, then, that, even after their deaths, Chávez and Thatcher remain controversial, both loved and loathed with pure passion.

Church should play more role on charity works, he/she would be surprised to see just a few 2 (two) or 3 (three) percent of the expenditure are spent on it! In the past, the so called issues of child labour definitely touched the ears of all civilized citizen but fell on the deaf ear and hit the bottom never to rise up again. The fact is, since many of the Naga households including Church leaders who are actively working on all the Church matters have employed some child for doing all the domestic works, they do not have the courage or
the risk of losing their child domestic worker or admitting their mistakes by raising these issues. The worst sufferers are those orphans who live with their relatives. The guardian/step parents would say they are looking after their late relative's sons or daughters. Looking after them! Who is looking after whom? When these orphans work 16 hours a day for you! (10 hours for Govt. school going orphans!) 5:00 A.M. in the morning till 9:00 P.M. waiting tirelessly for your command to come at any point

of time! Without any pay or wage! And you called these you looking after them? Please be sensible and be human with heart, not only with head! You think you are taking care of them and compensating enough for all their works by giving them two square meal a day and education. But your thinking is wrong my dear Christian soldiers. Even the maximum working hour for an adult is legally 8 hours in a day with daily wage and not without wage! The education which you think you are providing to them is in fact their 'Free Right to Education' wherever they stay. Lastly, I pray my simple English may not be misunderstood by any reader. No one can alter the time of nature. As you walk in the sand of times, the turn for your great, great grand children to take the place of domestic helper may not be far if you do not try to stop this practice today. Can you bear to imagine your sweetest son or daughter as the helpless orphan domestic helper? I hope not.

nce I came across these lines jotted down beautifully about Nagas and Nagaland, “Nagaland, in India, remained inaccessible to the outside world for ages.” Another friend (who is not a Naga) said “I found the Nagas very genial, courteous and caring. The Naga society is very tolerant and welcomes people… The hospitality of Nagas is unparalleled anywhere in India.” However, today in Nagaland there are different facets of unusual happenings which are very contradicting to what people expect and say about us. It is very clear that the incidents are not just an aberration in fact that should never happen. I would like to express some of my experiences to all the Nagas. It was one morning when I went to Dimapur for my personal work and I happened to enter the public toilet which is under the care of Dimapur Municipality, to my surprise I was charged Rs. 5 and 10 respectively for urination and passing faeces. While I was still standing, some three four persons paid the amount without uttering a word and left. This sight really hurt me to see the ignorance of our people, because so far I have hardly come across any towns/cities charging such rate, keeping aside the improper maintenance, cleanliness, sanitation, garbage in the cities/towns/villages. At another instance, I went to recharge my mobile and to my astonishment I was told that the top-up of Rs. 55/- and 100/- are sold for Rs. 60/- and 110/- respectively. I was in dire need at that hour but was reluctant to buy. So I went to another shop but I got the same result. This makes me so anxious to know how things are going on in the heart of the commercial city of Nagaland. Therefore I went to several shops and inquired however the response left me baffled with a question, “how ignorant are we?” After that I went to print and xerox my documents in a stationary shop, I was charged Rs. 20 and 5 per copy each (printing and xeroxing). I did go again to another stationary shop just in case but I realized that the second shop was even more costly then the first one. This was very surprising because I had never ever come across such things in other parts of India. Apart from that, what I encountered was, most of the other goods are sold more than the MRP. On top of that another interesting dispiriting fact is, most of the shopkeepers have the habit of saying “no change” (though they have), and shopkeeper/customer also don’t bother to give/ask back the remaining amount (like one to ten). Money value is not valued. Later I have to catch an auto to rush to the taxi stand, perhaps, I am aware of town trip (rate) in Dimapur that is Rs. 30 but again I was charged Rs. 50 which was very annoying, however, I don’t want to wrangle with the driver because it’s only a matter of Rs. 10/20 and it’s not so pleasing to throw away my prestige because of few amounts. But deep down in my heart I was asking myself “why is this happening in Nagaland unlike any other states”? Then I met one of my friends who suggested me to hire a non-Naga vehicle or to always enter non-Naga shops from now on in order to bargain better or pay lesser amount. After a while I reached the taxi stand and picked up another passenger taxi to go to Kohima, the journey usually takes one and half hours or little more, covering approximately 70 kms distance charging taxi fare Rs. 200. I was shocked because this is beyond imagination when we compare with other parts of the cities/towns. I felt that we Nagas are so ignorant and don’t value money. And on the pretext of new/different systems many are cheated ignorantly. As soon as I reached Kohima I felt so disgusted because the road system was so horrible. In fact that is the main National Highway passing the main two cities of Nagaland. The road system in Nagaland is not even to call as a road even inside the towns/cities and national highways, leaving aside the roads that leads to different districts/small towns/villages. The best road or national highway in Nagaland cannot be even compared with the worst roads in other parts of our country. Then after, I went to office for some urgent work. When I reached the office, the offices donned with an almost nostalgic look of lethargy – employees showing up late, leaving early from work and some not showing up at all. I couldn’t complete my work because of certain excuses from the office. While I was on my way in the main town there were some drunkards causing havoc in the streets but nobody even seems to take notice of the event. I was pondering if it is in other states the Police would have immediately swung into action and the culprits put behind bars. Another painful picture of our state is, though Nagaland is declared as “dry State” may be a decade earlier or more, liquor is available in plenty and several

bars are functioning openly in all the corners. Nagaland is waning its values in the ultra modern life style with liquor addiction in emulating the western lifestyle. It is estimated that there are more than 15 million addicts in India recently. Nagaland and Manipur are reported to have the highest addicts in the country. Alcoholism is the cancer of society. Hence it results to the rise of even deadly disease – AIDS. The states like Nagaland and Manipur are reportedly worst victims of HIV/AIDS in the NE region. Meanwhile, I met my friend coming out after a very big disappointment saying one of our state ministers assured him of giving him a job but it turns out to be otherwise. Today bribery/backdrops appointment are very common – Maximum of the appointments are with an unfair means even to get Police/IRB constable, primary teacher, not mentioning the bigger jobs. There is no much avenue for the capable/educated and rightful candidates. After a while, I was flipping through the local newspaper and sighted many strange news about, Nagaland becoming the “world biggest number of satanic worshippers” whereas the state declared herself as “Nagaland for Christ.” I read in a rejoinder about the factional clashes due to different factions collecting taxes. In fact today different factional groups collect ‘taxes’ from the people to fund their activities and at times results with a lot of bloodshed fighting and communal riots within the society. Apart from that there are lots of killings, extortions and Corruptions in the name of Nagas’ sovereignty. Besides, the news about Rape citing every half an hour a woman is raped/sexually assaulted, this is not exception to Nagaland. And what’s more worst is Naga children were rescued trafficking illegally from the clutches of a Naga. In the meantime, a friend of mine shared another discouraging ordeal about the educational system in the state. I was told that most of the educational institutes (schools/colleges) scrutinize so much to get the best students to admit in their institution/s. He was sharing about his impatience and struggles for his cousin to admit in the school. A new system of educational institutes where there are no more places for the average grade students. Where will our average grade Naga brothers and sisters go? On the other hand the New Indian Education System focuses on RIGHT TO EDUCATION. Where do we stand? Soon after that I got inside the city bus. A guy was smoking inside the bus comfortably where as I saw in the inside front of the bus a block letter head ‘No Smoking’. To my shock no one dared to stop him. I got so wild and chided him for his ill-manner in the public bus somehow he puffed hurriedly and threw the cigar. I was sitting in the last row from there I saw an old lady with hunch back standing right in the middle with some teenagers behind and in front of her. I felt so upset questioning why there is no reservation for senior citizens/ elders, handicapped and women. It is very unfortunate to say that buses plying on the roads or in other areas particularly in the cities/towns have abandoned this
practice. This is a violation of age-old Nagas humanitarian values. While I was returning, on the way I came across some military personals operating and checking vehicles. There were two non-local friends travelling inside the state without Inner-line-Permit in the vehicle, and another lady with beverage (wine) packages who were caught, so they were called to their booth. I was wondering what will happen but they were set free after some compromise. The military personals had received some favors in cash from them and their case was immediately solved. Law and order was on sale. It was night when I got back home. I was felt with mixed feelings recollecting and reflecting the day’s experiences to pen them down. At that instance there was so much disturbances due to the frequent power cut-off. Then I went to my friend sharing my concerns and he appended more of his experiences saying, “Nagaland a land of Festivals.” Hornbill Festival is considered as the festival of Nagaland which attracts people from almost all corners of the world. However, it seems the festival is becoming a carnival festival. He witnessed during the Mega- Mela the use of liquor; toxic drugs and body-baring programs which are very visible. Coming to Games and sports, Nagas who are known in the field of sports for their caliber are at stake with little hope to visualize bringing forth national or international players by seeing the condition of its facilities – infrastructures, maintenance, for instance the State Hostel and SAI (Sports Authority of India) Hostel in Dimapur. Most of the promising players, athletes are not given proper guidance and their future careers were hampered and are doomed. Another very pertinent issue is, the Nagas depends on the products which are provided from the flora and fauna. Undoubtedly, we the Nagas are blessed with unique and very rare topography. But if we are rampantly destroying the environment, how can we expect to get the best of its fruits so as ensure that “our unique flora and fauna” is maintained and enjoyed in the generation to come? What will be the future of Nagaland? After all those horrible experiences and thought provoking discussions, I felt indebted without taking a challenge to share to my fellow Naga friends. Therefore, in order to go to a cyber cafe I went to the auto stand but I waited again almost an hour because there was no systematic arrangement queue system neither for the passengers and drivers in almost all the auto/taxi stations. It’s not first come first rather the one who is smarter /stronger etc gets the chances. At last I got into the Internet Cafe and email my write-up to the Editor/s of the local dailies to publish my experiences thinking that it may enlighten people to make corrupt-free, violent-free Nagaland and to take up the issues and concerns for better Nagaland. I appeal the concern peoples/departments in both private and government and individuals to take a call to rebuild Nagaland. Are we not responsible for the broken and corrupted Nagaland? Who will spearhead the change?

From previous issue DAY-6 (TUPULANI): THE DAY OF THE YOUTH: It was the Olympic day equivalent of their times. The youth, both male and female would represent their respective alozhi and compete with one another in front of their community audience. It was an important day for stock taking of the talents in the village. They had traditional sports such as leg kicking, top spinning, high jump, long jump, spear jump, shot putt, greased pole climbing and so on. The Sumi tribe has been dubbed as a martial tribe. The leg kicking competition, now being evolved as “kitido”- (akin to ‘taikwando’), was a sport that would attract intense attention as a test for warriors. The endurance level of women (married or otherwise) was also put under scrutiny. They would skip and jump to exhaustion. The lady who out-skipped the others would win and become the pride of the community. Depending on her marital status and her looks she would perhaps
top the chart of the matrimonial column. While sporting was an entertainment in itself the forefathers warmed their hearts with the knowledge that the village was blessed with up-coming warriors to protect the village and worthy mothers who would bear healthy children as they journeyed into their future. This was also a day of remembrance for the dead. The graves were cleaned and small pieces of soft meat wrapped in plantain leaves would be placed on the graves as an offering to the dead. When these packages were unwrapped three days after, to see whether the dead had accepted the offering, they would mysteriously find the departed having partaken of their share, with evidence of bite marks in the meat. Laugh if you please but this was a fact in their times. This day was also spent to clean the village surroundings and the village wells. End of Day VI. DAY- 7 (TUGHAKHANI): THE DAY OF THE SPIRITS: The fear for the ethereal spirits was pronounced on this day. No one crossed the village gates (ALIWO), which would remain barricaded. It would
seem like a story from the twilight zone but strangely enough, they believed anyone violating this ritual by venturing outside the village parameter would suffer ill health or deformities. Women and children remained indoor for fear of evil spirits, known to maim and kill those found outside. Come sunset, boys old enough to wear loincloth would join their elders in performing the ritual of driving out the spirits from the village. They would together go round the whole village beating drums and anything that made loud noises, shouting community war cries and asking the spirits to depart from the village. Once this ritual was accomplished, they would collect paddy husks and millet stalks (because of it’s enduring capacity to keep the fire alive), stack it near the main entrance pillar of the house and set fire to it before retiring for the night: the final act of discouraging the spirits that may have slipped through the line, from entering their homes. Our ancestral spirits must have had serious problems with fire, smoke and loud noise. Thus would conclude a harrowing but a memorable week of festivity. Typically primitive and unbelievably
superstitious as it would all seem to us now, the omni-presence of spirits and the deadly force of nature confounded them beyond their comprehension and had therefore, commanded deep respect and fear. There would not be a single tribe among the Nagas whose ancestors did not pay obeisance to the spirits in one form or another. Indeed the fear for the spirits and nature was ultrareal but it was also the driving force, which over the centuries, ultimately shaped the positive character of a hospitable people who learnt to give and share without reservation; where begging and stealing was considered a taboo and a degradation of dignity of ones’ self and to the community one belonged; (One is unlikely to see a Naga beggar on the streets of Nagaland); where a word given was a matter of honour one had to live by; a community that believed in forgiving as a part of living. Times have changed but perhaps not very much for the better. Today, we need to take a hard look at ourselves, go back in time and imbibe some of those wonderful values of our past all over again, even if the spirits no longer are a threat to us as it was to them. ccording to Abraham Lincoln Democracy is for the people, of the people and by the people. If we take this quotation as the yardstick of democracy and compare to the present condition of the society, the state of Nagaland is jumbling up the interpretation of its meaning. The fact of the matter is the running of the Municipal/Town councils by the bureaucrats as CEO in all the big Towns and recognized Towns in Nagaland state for a period of more than four years time. No doubt because of the court interferences in the matter of 33% women reservation at the highest court (Supreme court) the conduct of Municipal/Town councils elections have been delayed. But the explanation of such failure in conduct of public represented bodies is not sufficient to justify the government stand when stick on the real meaning of Democratic system of governance the society. When the society omits the words “by the people” the goal post of democracy is shifted to its own convenient place so as to avoid goal score. When stressed back to the abolishment of Area council in Nagaland state just by the single person committee report, the same Municipal/Town council local Governance bodies can be easily removed by the Government on the pretext of not applicable in the society. In other states of this largest Democratic country there are two tier system of Governing the society. For instance, the LOK SABHA & RAJA SABHA, the Legislative Assembly and Legislative Council. In the Panchayat system the Zilla parisad and Gram parisad are glaring examples of two tier system. Where is the stand of Nagaland state in the context of functioning of the government. Going beyond one step further and run the Government without the active participation of the public may lead to autocratic or anarchical system of government, not firmly footed on the real democratic norms. In that case the uniqueness and distinct fabric of Naga self government of village as an autonomous structure for which Nagas are well known to other societies is going to be diluted. As a human being we tends to look the soft side the society where by our ideas and concerned of the people can be easily accessible and implemented taking the help of like-minded group of people who have the same intellectual level. By doing so we naturally ignored the bigger chunk of the population and their active participation is neglected. Let there be a way to ventilate the public problems and give a chance to solve their own problem and opening an avenue to actively participate public as a whole like we do in communitisation of primary school education and other communitisation programs. That way the mass of the people is not dancing at the drum beat of the politicians and the bureaucrats at the tune of the controllers. The society of Nagas is very fortunate that where ever you go, you find a lot of persons who wanted to contribute at least something towards the society. For that matter a lot of NGOs plus local bodies like youths, students, public organizations, churches etc. in line of its own tribe levels assist the government in tackling day to day issues pertaining to the growth of the society. But all are just work-charge bodies and not a guardian of the society on regular basis. Also there is no systematic hierarchical structure in nature. All depend on the Govt. for an assignment and once get the assignments they all ask for a pound of flesh of their share from the Government. So the government at times cannot feed them in a stroke of time. Therefore all these bodies ask for their survival from the lone public mandate representative and the bureaucrats. By any means, whether through proper channel or not, the Govt. and bureaucrats have to find the ways to fulfill their demands. This become a habit and breeds the corruptions of all kind in the Nagaland state. The contribution towards the welfare state of Nagaland Govt. is nil and the sense of my Government is only felt by the politicians who are in power. As such the most known phrase “Don’t ask things from your government but ask for your contribution towards the smooth running of the govt.” is not there in the mind set of the people. For all these reasons, since the inception of our statehood Nagaland state depend on the flow of additional funds from the central Govt. to run our state Govt. The frequent talk on self-reliance and self-sufficiency so on and so forth are only a meaningless description and no one cares to comprehend the concept and practice in life. Another syndrome which really deteriorates and devastates the very fabric of the democratic society across the length and breadth in Nagaland is the collection of all types of taxes. Patronizing such collection of taxes by the society and knowingly acknowledging and give an appropriate justification by the Govt. it is another unbelievable happening for the years together. If not worsen such collection year by year without taking the consent of the people is an imposition and equivalent to dictatorial rule of society. Be it underground (National workers), middle ground (Govt. machineries) or Over ground (the NGOs and the Churches, all are the parasite of the state govt. siphoning the Govt. exchequer without any hesitation. How can we blame the Govt. for not implementing the development works as per the description of the said projects? .when the society’s demand for legal or illegal taxes is too much and uncontrollable. Enjoying the special status of statehood under the protection of Article no.371(b) Nagaland state is rampantly using the central funds & grants in the manner of free income tax. Is it not a beggar state? But Nagaland state holds a permit to meet the greed of society in the name of self designated organizations and few individuals who never ever bother the word CORRUPTION and deposit a huge amount in the international banks outside this India country in spite of having good assets within and outside Nagaland state. This is not a democratic society which the people longs for. Therefore let us awake and raise our voice base on the truth and save our democratic norms and practices which had been sealed by our ancestral in our mind instead of strangulating the real democracy which is still very much present in our blood. I seek your apology if I happens hurt your sentiments while expressing my views and share with you.

Ishrat Jahan encounter was ‘fake’: CBI chargesheet
AhmedAbAd, July 3 (Agencies): Ishrat Jahan, Pranesh Pillai alias Javed Sheikh, Amjad Ali Rana and Zeeshan Johar were killed in a fake encounter, the Central Bureau of Investigation (CBI) has told an Ahmedabad court in the first chargesheet filed in the case on Wednesday. According to the CBI chargesheet Ishrat Jahan and three others were kept in illegal confinement, put on tranquilizer before they were killed in cold blood on June 15, 2004. The CBI chargesheet says the agency has evidence to prove that the four were illegally detained and later killed in cold blood. But the CBI chargesheet does not mention whether Ishrat and others were terrorists or not. Senior IPS officer DG Vanzara and other Gujarat police officers collected weapons from the Intelligence Bureau (IB) office and then planted them on Ishrat and others. The chargesheet says on Vanzara’s instructions, suspended IPS officer GL Singhal Singhal went to the IB office on June 14 and collected a bag of weapons used in the encounter. According to the CBI IB officer Rajinder Kumar was heading state investigation bureau during the period when the encounter was carried out. Gujarat Police officers were deployed in different places in the name of nakabandi (pickets) in Ahmedabad to manage the encounter, the chargesheet says. Charges of murder, kidnapping and illegal confinement against eight Gujarat Police officers including Vanzara have been slapped by the CBI. In another important development Gujarat Chief Minister Narendra Modi and Bharatiya Janata Party (BJP) General Secretary Amit Shah have not been named in the first chargesheet. IB officer Rajinder Kumar, too, has not been named in the chargesheet as accused. But absconding Gujarat Additional Director General of Police PP Pandey has been named as one of the accused in the case. The CBI chargesheet also says that Kumar and Pandey interacted with Ishrat and Javed at Khodiyar farm a few days before the

We should resist politicising relief works. “It is very unfortunate that top leaders make such comments because everyone is trying to do what best can be done... This is a massive tragedy that has happened to those who went there for pilgrimage....It is not proper to politicise those sentiments... This was playing with those sentiments. That was not the right statement,” Soni told reporters.

Swaraj had on Monday tweeted that Uttarakhand government should be dismissed for being inept and incompetent in handling the crisis in the state. The war of words between BJP and Congress over the Uttarakhand tragedy has intensified in last two days with the main opposition party claiming that the country has witnessed the “biggest failure” of the Centre and the Vijay Bahuguna government in dealing with the situation. Taking a jibe at Rahul Gandhi, BJP spokesperson Shahnawaj Hussain had said yesterday, “the biggest VIP of the country went there (Uttarakhand) while our leaders were stopped”. Soni, however countered it saying that Home Minister Sushilkumar Shinde had disapproved of the visits of VIPs during the tragedy as that time rescue operation were more important but there are changes in the situation now. “Nobody is stopping anyone’s visits but they should realise that they will have to work there under difficult conditions. There are not motorable roads at present so that anyone can drive in the area in a taxi,” she said.

If Congress leader Digvijaya Singh is to be believed, the humble smartphone - which is getting increasingly popular across mobile user segments - has the potential to shape opinions and counter negatives when combined with the social media. Speaking to key Congress leaders in Goa Wednesday, Digvijaya Singh implored them to start using smartphones and get active on social media fora like Twitter and Facebook to counter the BJP’s “disinformation” campaign. “The computer is old now. What is important is the smartphone. All senior Congress leaders and spokespersons should sign up for Twitter accounts and get their presence felt in social media. We have to increase our people on it,” said Digvijaya Singh, who was recently appointed the Congress general secretary in charge of the party affairs in Goa. His comments come a few months after a study conducted by the IRIS Knowledge Foundation and Internet and Mobile Association of India said that 160 out of the 543 Lok Sabha constituencies would be influenced significantly by social media during the next general elections. Digvijaya Singh went on to say that the All India Congress Committee (AICC) was in the process of beefing up its information technology (IT) cell with personnel and technological capabilities to ensure that the Congress left its stamp on the virtual medium. The former Madhya Pradesh chief minister also said that the central IT cell would also help the state unit with the brass tacks of social media and smartphone exploitation. “The IT cell here has to be strengthened. You can ask for all the help needed from the AICC,” Digvijaya Singh said. “We have to counter the disinformation campaign in the social media which is being carried out by the BJP. The PCC (Pradesh Congress Committee) spokespersons should articulate the views of the Congress and take up the debates going on aggressively. Social media is something we cannot ignore,” he added.

Cabinet clears Ordinance to implement world’s largest food security prog
new delhi, July 3 (PTi): The government today decided to promulgate an ordinance to give nation’s two-third population the right to 5 kgs of foodgrain every month at highly subsidised rates of Rs 1-3 per kg. The Cabinet, which had on last month deferred a decision on the issue, today approved promulgating an ordinance to implement the Food Security Bill, sources said. With this, India will join select league of countries in the world that guarantee majority of its population foodgrains. At Rs 125,000 crore of government support, the food security programme will be the largest in the world. The Ordinance is being promulgated just weeks before the scheduled Monsoon session of Parliament. Even after the Ordinance, the Bill will have to be approved by both the Lok Sabha and the Rajya Sabha. The Ordinance, which will guarantee 5 kg of rice, wheat and coarse cereals per month per person at a fixed price of Rs 3, 2, 1, respectively, will come into effect after President Pranab Mukherjee signs it. However, about 2.43 crore poorest of the poor families covered under the Antyodaya Anna Yojana (AAY) scheme under PDS (Public Distribution System) would get legal entitlement to 35 kg of foodgrains per family per month. Officials said the Ordinance will be presented to the President tomorrow. Once President signs it, rules will be framed. The programme will be rolled-out from August after state governments prepare the beneficiary list. The scheme will take at least six moths to cover the entire country, they said.

RAnchi, July 3 (PTi): The fatal attack on a district police superintendent by Maoists on Tuesday has left the bureaucracy in Jharkhand concerned, as the state paid a tearful farewell to the slain Pakur police chief Amarjit Balihar. “Have we become a soft target?” a top IAS official posed the question to a CRPF officer after laying a wreath on the body of Balihar who became another victim of the Maoist violence in the state. The CRPF officer, who wishes to remain incognito, explained that the jungles around Dumka/Pakur had been cordoned off and no one would be allowed to slip away. Explaining the modus operandi of the extremists, he said that the Naxalites come in large numbers and melt among the people in small groups after carrying out an attack. “They hide their arms in the forests,” the police officer said. At least 30 rebels were killed and more than 294 Naxalites of different extremist groups, including CPI (Maoist), arrested this year in the state. The police has been continuously carrying out operations in various districts like Latehar, Palamau, Garhwa, Chatra, Ranchi and Khunti. Now its focus will be on Dumka, particularly Ramgarh, Kathikund and Gopikandar blocks, where Maoist violence had been reported earlier too.

Mursi, Egypt army ready to die in “Final Hours” showdown
CAIRO, July 3 (REutERs): Egypt’s army commander and Islamist President Mohamed Mursi each pledged to die for his cause as a deadline neared on Wednesday that will trigger a military takeover backed by protesters. Military chiefs, vowing to restore order in a country racked by demonstrations over Mursi’s Islamist policies, issued a call to battle in a statement headlined “The Final Hours”. They said they were willing to shed blood against “terrorists and fools” after Mursi refused to give up his elected office. Less than three hours before an ultimatum was due to expire for Mursi to agree to share power or make way for an army-imposed solution, the president’s spokesman said it was better that he die in defence of democracy than be blamed by history. In an emotional, rambling midnight television address, Mursi said he was democratically elected and would stay in office to uphold the constitutional order, declaring: “The price of preserving legitimacy is my life.” Liberal opponents said that showed he had “lost his mind”. Two army armoured vehicles took up position outside state broadcasting headquarters on the Nile River bank and most staff were evacuated from the building, security sources said. The state news agency MENA said civil servants were occupying the cabinet office and would not let Prime Minister Hisham Kandil enter the building. PEsHAWAR, July 3 (REutERs): A U.S. drone strike killed at least 17 people in Pakistan’s restive border region early on Wednesday, Pakistani security officials said, in the biggest such attack this year, and the second since Prime Minister Nawaz Sharif took office. Most of those killed were fighters for the Haqqani network, according to three Taliban commanders and security officials. Two missiles hit a house near the main market in Miranshah, the provincial capital of the tribal region of North Waziristan. The region is considered a Taliban stronghold. Many were wounded in the attack, local tribesman Kaleemullah Dawar said, but rescuers delayed for fear of falling victim to a second attack, a common tactic with drone strikes. “It was not possible for the people to start rescue work for some time, as the drones were still flying over the area,” Dawar said. The 13th Nagaland state chess challenger 2013 & under 16 years category got underway here today with minister for youth resources & sports Merentoshi R. Jamir as the chief guest at Red Cross Conference Hall. This year’s edition recorded the highest number of participants (61). Seven year old Pulonito Hesso from Garaggio School, Kohima is the youngest participant and Dziesetuo Rupreo (60 plus) is the oldest participant. Eight year old Shenikali Hesso from Garaggio School Kohima is lone
female participant. The minister lauded the effort of Nagaland Chess Association (NCA) in popularizing the discipline of chess and encouraging the young boys and girls and hoped that chess would come in a big way in the coming years. He also maintained that the affiliation of NCA to Nagaland Olympic Association (NOA) last year will take forward its activities in much easier way. Encouraging the people to learn the game of chess, he asserted that it helps improve concentration and relaxes one’s mind. Urging the players to maintain discipline and dedication, he maintained that such qualities will take them forward to be-
come “grandmaster” in chess one day. On NCA’s desire to include chess as a compulsory school syllabus in Nagaland, the minister told the gathering that he will examine the same with the school education department. Referring to the requirement of coaches for chess in Nagaland, the minister said that the government will see to it, saying "I think we should have that.” Meanwhile, the NCA in a representation addressed to the minister and signed by its president K. Sekhamo and general secretary Lhokiye Yeputhomi said the NCA conducts Nagaland state chess challenger and Nagaland A Chess Champion-
ship annually. Four top players from A Chess Championships are selected to participate at National B Championship. The Association also encourages and facilitates players from the state to compete in the annual games under North East State Chess Forum. It said that the game exercises the players mind to solve complex practical programmes, which has also encouraged countries like Russia, China and Norway to incorporate the discipline of chess as a compulsory school syllabus. “Seeing its unique advantages some states in India like Tamil Nadu, Andhra Pradesh, Gujarat and Delhi have also adopted the same policy. The
subsequent results have shown very positive trends both from the career and academic perspective,” NCA said. However, it regretted that in Nagaland, initiative from the government level to promote or tap the advantages of the game has not been taken seriously till date. NCA appealed for the department to allocate Rs. 3 lakh annually in the budget provision of youth resources and sports for NCA and also to sponsor North East Chess Championship where the NCA is set to host by 2015. The Association informed that till now, no coach has been appointed from the discipline of chess. It stated that the NCA prides itself for having

ISLAMABAD, JULY 3 (AP): Pakistan all-rounder Shahid Afridi made it clear on Tuesday he is hoping for a recall after being dropped for last month's Champions Trophy. The 33-year-old veteran of 348 one-day internationals paid the price for a below-par performance on the tour of South Africa, where he remained wicketless in all five ODIs and scored only one half century. But Pakistan's humiliating three successive defeats in the Champions Trophy have raised his hopes for this month's tour of the West Indies for five ODIs and two Twenty20s. "I am doing all the hard work and I want to play both one-day internationals and Twenty20s," Afridi told reporters in Lahore, where he has been practicing at the National Cricket Academy for the last three
weeks with former international Mansoor Rana. "I have tried to bat for longer periods in the nets and have worked on quite a number of things with Mansoor Rana," Afridi said. Afridi has scored 7,201 runs and taken 348 wickets in ODIs. But his form dipped sharply in the last 12 ODIs, when he scored only 161 runs at an average of 17.88 and took just four wickets. However, Afridi believes he still has a lot to offer his country and should be allowed to play himself back into form. "I think I am still better than lots of other (Pakistan) players and ... when you get dropped, you can't expect a player to perform," he said. "You must keep a match-winning player with the team when he is not performing."
LONDON, JULY 3 (AP): Pirelli's response to the tire blowouts that have shaken Formula One gained approval on Wednesday from Mercedes drivers Lewis Hamilton and Nico Rosberg ahead of the German Grand Prix on Sunday. F1 cars will race on different tires for the rest of the season in the wake of a dramatic British GP where four drivers saw their rear tires explode at high speed, sparking talk of a revolt from teams and raising concerns about the safety of drivers, stewards and fans. Hamilton was one of the drivers affected, saying on Sunday that the situation was "unacceptable," but the former world champion welcomed the reaction of Pirelli, whose officials are scheduled to attend a meeting on Wednesday in Germany of team sporting directors and the FIA. "I am satisfied, but only when we get there (Germany) will we have a better idea how it is for us," Hamilton said. "Everyone is in the same boat, but I'm glad action has been taken. "It's still a concern. We'll see how the weekend goes but I'm sure they've taken the right steps to make it safe." In Germany, Pirelli will use a Kevlar belt — a fiber that is more resistant to punctures — instead of steel on its rear tires.
From this month's Hungarian GP on July 28 onward, the Italian manufacturer will revert to the tires it used in 2012 combined with the current compounds from this season. "I'm confident the right decisions will be taken because safety is a very important factor," said Rosberg, who won at Silverstone. "I think (Pirelli) will have everything under control for the Nurburgring." Pirelli said the problems were caused by a number of factors, appearing to
blame teams by saying the rear tires were mounted the wrong way and tire pressure was too low. Montgomerie misses out on British Open

Montgomerie drove from Pittsburgh, where he finished ninth on Sunday in the Senior Players Championship, to New Jersey, and then a flight home to Scotland — arriving Monday. ate Middleton isn't due to give birth until midJuly, but should the Duchess of Cambridge go into labor early, the press is ready to go. Media outlets from all over the world have already started setting up camp outside St. Mary's Hospital in London, where Middleton, 31, is expected to give birth. It's been over 30 years since England’s seen the birth of a future monarch, so it should come as no surprise the frenzy has already begun. Making it more of a can't-miss moment, it's also expected that Middleton and Prince William will introduce their child the same way his parents, the late Princess Diana and Prince Charles, did. Back in 1982, they gave world its
first glimpse of the future king by walking out in front of the hospital to meet the press. (They did the same thing with Prince Harry in 1984.) So yeah … to say these photos are currently setting up shop for the money shot is an understatement! But they could be waiting a long time. There are designated
spots reserved outside the hospital for the "event," but the date in which it is supposed to take place spans from July 1 to July 31. As for Middleton's exact due date, that has remained a mystery. Us Weekly claims it's July 11, the Daily Mail reports it's July 13, and U.K.'s Telegraph said Middleton's mother has
been telling friends her grandchild will be a Leo. (That would mean Prince William's wife would have to give birth after July 22). "We have said July and the Duchess said mid-July," a spokesperson for Kensington Palace told Yahoo! Shine on Wednesday. "The media decided it was July 13. We never confirmed an
exact date." However, Middleton is prepared if her daughter or son were to come early because as she said in April, "babies have their own agenda." Sri Lanka routs Djokovic, Del Potro reach Wimbledon semifinals India by 161 runs
KINGSTON, JULY 2 (AP): Sri Lanka thrashed India by 161 runs in their Celkon Mobile Cup one-day international on Tuesday, as Upul Tharanga smashed an unbeaten 174 off 159 balls and shared a huge opening stand with Mahela Jayawardene. Tharanga blasted 19 fours and three sixes and scored at better than a run-a-ball in a career-best performance that spurred Sri Lanka to a formidable 348-1 off their 50 overs at Sabina Park. The openers put on 213 runs for the first wicket, with veteran Jayawardene making 107, striking nine fours and two sixes off 112 balls. The giant opening stand came after Sri Lanka

Del Potro's knee straightened suddenly, then bent backward. The tall Argentine crumpled to the ground and barrelrolled twice into the far edge of Centre Court.
