medical college has come up under a new scheme of the Government of India, called “Upgradation of District Hospitals to Medical College.” A key condition under this new scheme is that the hospital should have more than 200 beds and should be a government hospital. At present, Kohima district hospital (NHAK) is the only hospital in the state to fulfill this criteria, Rio said. To begin with, Rio said that the medical college will have an intake capacity of 100 MBBS students, out of which 45 seats would be reserved for Nagaland. The funds are to be contributed in the ratio of 90:10 between the Centre and the State. The total cost of the establishment of the new medical college is estimated to be around Rs. 189 crores. At present, Rio said, the health care delivery system in Nagaland is handicapped by the lack of a medical college and other specialized institution at the tertiary level. “As a result, thousands of patients are being referred outside the state for necessary medical investigation and treatment.”

It is notable that important health care indicators like the Infant Mortality Rate (IMR) has been brought down from 27 in 2009 to 18 in 2012. “This indicates the improvement of socio-economic status, availability, accessibility and effectiveness of the health care services in the state,” Rio said.

He also approved of the recognition that Nagaland has been adjudged as having the best health care delivery amongst the small category states, according to the survey conducted by India Today for the year 2013. He also announced that the World Bank has approved a 60 million US $ project called the “Nagaland Multi Sectoral Health Initiative” for the improvement of the health sector in the state. “I am therefore, confident that in the health delivery, we will make further progress in the days to come,” the Chief Minister said. On fulfilling the long felt need of a Medical College in Nagaland, Rio thanked the Government of India, President of India, Pranab Mukherjee; Nagaland Governor, Dr Ashwani Kumar; Health and Family Welfare Minster, Imkong L Imchen; the department of Health and Family Welfare; the entire medical fraternity and the people of Kohima Village, especially P Khel.

On the morning of February 28, one person was reported to have been arrested on the Assam side of the disputed Dimapur-Karbi-Anglong border. The person was reported to have intruded into the disputed area, falling under Dhansiri outpost of the Assam Police, and was detained. MUMBAI, MARCH 3 (PTI): The Reserve Bank of India on Monday granted an additional nine months for the public to exchange currency notes printed before 2005, including Rs 500 and Rs 1,000 denominations, and set a deadline of January 1, 2015. “RBI has also advised banks to facilitate the exchange of these notes for full value and without causing any inconvenience whatsoever to the public,” the central bank said in a release. It clarified that the public “can continue to freely use these notes” for transactions and can unhesitatingly receive these notes in payment as all such notes remain legal tender.

DIMAPUR, MARCH 3 (MExN): Five persons, accused in the armed robbery and gang-rape of a married woman at Darogapathar on January 18 2014, have been arrested by Dimapur police. Police have further identified another three accomplices and are on the lookout for the co-accused, who are at the moment, evading arrest, informed a press note from the Addl. Superintendent of Police who is also the PRO, Dimapur Police. Police informed that all the arrested accused have admitted to the armed robbery and rape of the victim, after tying up her husband in another room of the house. The five arrested have been identified as Rajib Ali alias Manik Ali (24), Rahul Ali alias Akbar (19), Feroz Ali (18), Atabur (35) and Naseer Uddin alias Sanu (20).

According to police, the accused revealed that on January 18, the gang members had hatched a plan to rob the victim’s house. At around 9:30 PM the gang armed with a pistol and with their faces covered with scarves, knocked on the door, which was opened by the husband. Police informed that the accused persons forcibly barged into the house and began assaulting the husband. The manager of the nursery, where the victims work and who lives in the adjoining room, was also assaulted, when he went to enquire, on hearing the cries of the victims for help. The husband and the manager were tied up with scarves and confined in one room, which the armed intruders locked from outside. The armed intruders then took the wife to an-

other room, where she was raped, stated the police. Thereafter, the accused stole Rs 12500/- in cash, jewellery worth Rs 15000/- and two mobile handsets and fled from the scene. Police said that the accused are part of a gang of criminals who were earlier arrested along with a 9 mm pistol with 4 (four) rounds of ammunitions on February 9, 2014 by Dimapur police for hijacking a Manipur bound truck and abducting the driver and handyman for ransom. The gang was also involved in the abduction and murder of an Auto rickshaw driver, whose body was recovered on February 7 from Khughovi village under Niuland Sub-division. The gang is further suspected to be involved in a number of other crimes in Dimapur, informed police.

“It is particularly painful to note that thousands of cancer patients have to be referred outside the state due to lack of treatment facilities in the state. The expenditure of the government on account of medical reimbursements as well as the expenditure incurred by the public for treatment outside the state are tremendous,” Rio said adding that as per the records available the state government spent around Rs. 23 crore during 201112 alone, on account of medical reimbursement,

attendance, travel and lodging etc. Also, many poor patients do not have the resources to avail expensive treatment facilities outside the state. He added that the Government of India has also approved the much needed specialized hospital for cancer patients- Tertiary Cancer Care Centre for Nagaland, which will be attached to the medical college. Rio called for a concerted effort from the political executives, the bureaucrats, the technocrats and contactors to make this venture a

successful one. He stated that the project must be implemented keeping in mind the interest of the poor patients, on a no profit no loss basis, and without cost and time overrun. Earlier, a brief introduction of the Medical College was given by Commissioner & Secretary for Health & Family Welfare, Sentiyanger Imchen, while a vote of thanks was proposed by Minister for Health & Family Welfare, Imkong L Imchen. This raises grave concerns if the government’s regulatory mechanisms are actively functioning to screen domestic food imports in ensuring fair trade practices in India and what roles are they playing to guarantee food safety for the public? In photos available with Dr. Simon, pigs are seen scavenging in open fields and on garbage piles: roadsides of Naini, Nirvana Slum, garbage dumps in the city and villages; pigs seen everywhere, even rummaging through waste on the banks of the Yamuna. Uttar Pradesh is one of the most populous States of India. NGO Safai Karmachari Andolan’s report to the Supreme Court published in a national daily in 2012 stated, “Uttar Pradesh had 3.26 lakh dry toilets which were cleaned by manual scavengers, which is more than 41% of the national

aggregate. It also had the highest number of insanitary toilets (80,291) ‘serviced by animals’.” Nagaland is on the receiving end of these scavenging animals, posing serious public health risks. We can see why their cost of production is low, gaining an undue price advantage at the expense of Naga public, who, if uninformed, and pushed to the margin with low spending capacity, will opt for lower rates of essential food items. Naga farmers working on organized piggery businesses in Nagaland are challenged with high feed cost. Local farmers use a combination of Maize, Wheat Barn, Oil Cake, Rice Polish, Dry Fish Powder, (most of which are not processed locally) green leaves and crops such as Colocassia, Casava and Sweet Potato as feed. In villages, the feed is usually maize, with greens collected from the forest. Obviously then, the current method of raising pigs in Nagaland is much better than of those imported

from Uttar Pradesh. Infrastructure development and technological innovations for livestock rearing and farming still need to scale up in the State; output is low without economies of scale. It is rare to find Naga piggery units with more than 200 pigs. According to Dr. Ao’s report, many locals in order to avoid Supply Pork frequent neighbouring markets such as Delai Gate, Bokajan Bazar, Old Golaghat Road, Market Near Mariani, Assam (towards Mokokchung) and Halluadin, Assam, on the way to Tuli. These markets are generating high revenue from Naga customers. How can our immediate neighbours produce more than our local farmers? What is their cost of production and technological know-how? We do not know, but it is necessary to research about pork in Nagaland focusing on health risks, types of diseases caused by contaminated pork, and market monopoly issues for consumers’ awareness.
