medical college has come up under a new scheme of the Government of India, called “Upgradation of District Hospitals to Medical College.” A key condition under this new scheme is that the hospital should have more than 200 beds and should be a government hospital. At present, Kohima district hospital (NHAK) is the only hospital in the state to fulfill this criteria, Rio said. To begin with, Rio said that the medical college will have an intake capacity of 100 MBBS students, out of which 45 seats would be reserved for Nagaland. The funds are to be contributed in the ratio of 90:10 between the Centre and the State. The total cost of the establishment of the new medical college is estimated to be around Rs. 189 crores. At present, Rio said, the health care delivery system in Nagaland is handicapped by the lack of a medical college and other specialized institution at the tertiary level. “As a result, thousands of patients are being referred outside the state for necessary medical investigation and treatment.”

It is notable that important health care indicators like the Infant Mortality Rate (IMR) has been brought down from 27 in 2009 to 18 in 2012. “This indicates the improvement of socio-economic status, availability, accessibility and effectiveness of the health care services in the state,” Rio said.
He also approved of the recognition that Nagaland has been adjudged as having the best health care delivery amongst the small category states, according to the survey conducted by India Today for the year 2013. He also announced that the World Bank has approved a 60 million US $ project called the “Nagaland Multi Sectoral Health Initiative” for the improvement of the health sector in the state. “I am therefore, confident that in the health delivery, we will make further progress in the days to come,” the Chief Minister said. On fulfilling the long felt need of a Medical College in Nagaland, Rio thanked the Government of India, President of India, Pranab Mukherjee; Nagaland Governor, Dr Ashwani Kumar; Health and Family Welfare Minster, Imkong L Imchen; the department of Health and Family Welfare; the entire medical fraternity and the people of Kohima Village, especially P Khel.
On the morning of February 28, one person was reported to have been arrested on the Assam side of the disputed Dimapur-Karbi-Anglong border. The person was reported to have intruded into the disputed area, falling under Dhansiri outpost of the Assam Police, and was detained. MUMBAI, MARCH 3 (PTI): The Reserve Bank of India on Monday granted an additional nine months for the public to exchange currency notes printed before 2005, including Rs 500 and Rs 1,000 denominations, and set a deadline of January 1, 2015. “RBI has also advised banks to facilitate the exchange of these notes for full value and without causing any inconvenience whatsoever to the public,” the central bank said in a release. It clarified that the public “can continue to freely use these notes” for transactions and can unhesitatingly receive these notes in payment as all such notes remain legal tender.
DIMAPUR, MARCH 3 (MExN): Five persons, accused in the armed robbery and gang-rape of a married woman at Darogapathar on January 18 2014, have been arrested by Dimapur police. Police have further identified another three accomplices and are on the lookout for the co-accused, who are at the moment, evading arrest, informed a press note from the Addl. Superintendent of Police who is also the PRO, Dimapur Police. Police informed that all the arrested accused have admitted to the armed robbery and rape of the victim, after tying up her husband in another room of the house. The five arrested have been identified as Rajib Ali alias Manik Ali (24), Rahul Ali alias Akbar (19), Feroz Ali (18), Atabur (35) and Naseer Uddin alias Sanu (20).
According to police, the accused revealed that on January 18, the gang members had hatched a plan to rob the victim’s house. At around 9:30 PM the gang armed with a pistol and with their faces covered with scarves, knocked on the door, which was opened by the husband. Police informed that the accused persons forcibly barged into the house and began assaulting the husband. The manager of the nursery, where the victims work and who lives in the adjoining room, was also assaulted, when he went to enquire, on hearing the cries of the victims for help. The husband and the manager were tied up with scarves and confined in one room, which the armed intruders locked from outside. The armed intruders then took the wife to an-
other room, where she was raped, stated the police. Thereafter, the accused stole Rs 12500/- in cash, jewellery worth Rs 15000/- and two mobile handsets and fled from the scene. Police said that the accused are part of a gang of criminals who were earlier arrested along with a 9 mm pistol with 4 (four) rounds of ammunitions on February 9, 2014 by Dimapur police for hijacking a Manipur bound truck and abducting the driver and handyman for ransom. The gang was also involved in the abduction and murder of an Auto rickshaw driver, whose body was recovered on February 7 from Khughovi village under Niuland Sub-division. The gang is further suspected to be involved in a number of other crimes in Dimapur, informed police.

“It is particularly painful to note that thousands of cancer patients have to be referred outside the state due to lack of treatment facilities in the state. The expenditure of the government on account of medical reimbursements as well as the expenditure incurred by the public for treatment outside the state are tremendous,” Rio said adding that as per the records available the state government spent around Rs. 23 crore during 201112 alone, on account of medical reimbursement,
attendance, travel and lodging etc. Also, many poor patients do not have the resources to avail expensive treatment facilities outside the state. He added that the Government of India has also approved the much needed specialized hospital for cancer patients- Tertiary Cancer Care Centre for Nagaland, which will be attached to the medical college. Rio called for a concerted effort from the political executives, the bureaucrats, the technocrats and contactors to make this venture a
successful one. He stated that the project must be implemented keeping in mind the interest of the poor patients, on a no profit no loss basis, and without cost and time overrun. This raises grave concerns if the government’s regulatory mechanisms are actively functioning to screen domestic food imports in ensuring fair trade practices in India and what roles are they playing to guarantee food safety for the public? In UP, the feeding areas were found filthy and unhealthy with the villagers relieving themselves in the open and pigs feeding in the open. In photos available with Dr. Simon, pigs are seen scavenging in open fields and on garbage piles: roadsides of Naini, Nirvana Slum, garbage dumps in the city and villages; pigs seen everywhere, even rummaging through waste on the banks of the Yamuna. Uttar Pradesh is one of the most populous States of India. NGO Safai Karmachari Andolan’s report to the Supreme Court published in a national daily in 2012 stated, “Uttar Pradesh had 3.26 lakh dry toilets which were cleaned by manual scavengers, which is more than 41% of the national
aggregate. It also had the highest number of insanitary toilets (80,291) ‘serviced by animals’.” Nagaland is on the receiving end of these scavenging animals, posing serious public health risks. We can see why their cost of production is low, gaining an undue price advantage at the expense of Naga public, who, if uninformed, and pushed to the margin with low spending capacity, will opt for lower rates of essential food items. Naga farmers working on organized piggery businesses in Nagaland are challenged with high feed cost. Local farmers use a combination of Maize, Wheat Barn, Oil Cake, Rice Polish, Dry Fish Powder, (most of which are not processed locally) green leaves and crops such as Colocassia, Casava and Sweet Potato as feed. In villages, the feed is usually maize, with greens collected from the forest. Obviously then, the current method of raising pigs in Nagaland is much better than of those imported
from Uttar Pradesh. Infrastructure development and technological innovations for livestock rearing and farming still need to scale up in the State; output is low without economies of scale. It is rare to find Naga piggery units with more than 200 pigs. According to Dr. Ao’s report, many locals in order to avoid Supply Pork frequent neighbouring markets such as Delai Gate, Bokajan Bazar, Old Golaghat Road, Market Near Mariani, Assam (towards Mokokchung) and Halluadin, Assam, on the way to Tuli. These markets are generating high revenue from Naga customers. How can our immediate neighbours produce more than our local farmers? What is their cost of production and technological know-how? We do not know, but it is necessary to research about pork in Nagaland focusing on health risks, types of diseases caused by contaminated pork, and market monopoly issues for consumers’ awareness.

Ko h i m a , m a r c h 3 (mExN): The Nagaland State Rural Livelihood Mission (NSRLM) is all geared up for phased implementation of the programme in the nine NRLM districts in the State. NSRLM will begin work in nine identified Intensive Resource Blocks in each district where sensitization with stakeholders has already been completed. As a preparatory move before actual groundwork, a team of 17 professionals from OMPLIS, Andhra Pradesh, National Resource Organisation (NRO) visited the State from February 24 to March 2. The team was led by Y.B. Sreedhar Reddy, State Project Professional, Society for Elimination of Rural Poverty (SERP), Department of Rural Development and Training Co-
ordinators Rajashekar and Mahesh of OMPLIS. The team comprising of Community Resource Persons (CRPs)and Professional Resource Persons (PRPs)arranged into two groups and visited the NRLM districts of Mon, Longleng, Kiphire, Mokokchung, Zunheboto, Wokha, Phek, Dimapur and Kohima, particularly the Intensive Resource Blocks of Mon, Longleng, Kiphire, Changtongya, Satakha, Chukitong, Pfutsero, Chumukedima and Jakhama respectively. The groups led by State Project Managers Imonenla Imkong Phom and Sentinaro Longkumer and Program Managers Visakono Sakhrie and Khriezovonuo Lhoungu visited selected villages in the Intensive Blocks and interacted with Self
Help Group (SHG) members. The basic idea of the visit was to observe the structure and function of pre-NRLM SHGs in the State with a diagnostic approach. Household surveys on socio-economic conditions were conducted in some villages and interactions were held with Internal Community Resource Persons identified from the Intensive Blocks. A debriefing session on the visit was held on March 2 at Dimapur with Motsuthung Lotha, Mission Director, NSRLM, and Additional Secretary and Visasolie Lhoungu, Chief Executive Officer, NSRLM. The CRPs and PRPs gave presentations on the visit. Based on observations during interaction and surveys held, a major point of concern found by the resource persons is that SHGs in Nagaland lack basic training in areas such as bookkeeping and record maintenance. While highlighting these aspects, the resource persons stated that homogeneity is a plus point of SHGs in Nagaland and the practice of taking up collective activities such as cleaning the village and planting trees are exemplary and need to be encouraged. The visit is a precursor to a phased implementation programme by NSRLM under the Department of Rural Development, Government of Nagaland, where CRPs have been identified from among active women members of SHGs in the Intensive Blocks in Nagaland and they will be undergoing training at the national resource organisation institute. These trained Internal CRPs along with CRPs from the NRO will be stationed at villages to train SHGs, both existing and new ones, and monitor activities of the SHGs so they can eventually become NRLM compliant.

An introduction to IPR was briefed by Surendra Nath, Director, MSTECH. The workshop was followed by an interactive discussion and distribution of certificates. Chief Minister Neiphiu Rio today inaugurated the State Emergency Operation Centre (SEOC) here at the office premises of the Nagaland State Disaster Management Authority (NSDMA) under home department. NSDMA is located at Old Secretariat Complex. Minister for home Kaito Aye, minister for PWD (Roads & Bridges) and parliamentary affairs Kuzholuzo (Azo) Nienu and several others also present on the occasion. The state EOC will be the nerve center of NSDMA officials and other nodal department heads to assemble, take stock of a disaster situation and coordinate responses emergencies. It is repository of all the information and decision support systems. The role of the EOC is to provide a central location from which the government at any level can provide inter-agency coordination and prompt executive decision making for effective incident response. Decisions made at the EOOC affect the incident response as well as public response. The decision made at the EOC are not tactical decisions. Tactical decisions are made by the Incident Commander and the Command Staff at the incident spot. The EOC carries out coordinating function through information collection and evaluation, priority setting and resource management. The EOC plays a criti-
cal role in support of the on-site response and is a well-managed operating system. The functions of the EOCs also include: Helping to establish a common operating picture that would help us tackle different disaster/crises, facilitating long term operations as well as a short term operations, improving continuity, collect information, analyse data received and give it to the right people, processing accurate information, differentiating between ‘good’ and ‘bad’ information, providing ready access to all available information as and when required, simplifying information analysis and verification and co-
ordinating and promoting resource identification and assignment. On role of SEOC on occurrence of disaster, the SEOC will function to its fullest capacity on the occurrence of disaster. The District EOC will be fully activated during Level O and Level 1 disasters. The activation would come into effect either on occurrence of disaster or on receipt of warning. On the receipt of warning or alert from any such agency which is competent to issue such a warning, or on the basis of reports from the deputy commissioner of the occurrence of a disaster, all community preparedness measures including counter- disaster measures will be put into operation. As per the Government of India national framework for disaster management, the states were being assisted to set up control rooms/emergency operations centres at state and district level. Assistance for this was being given under the GOI-UNDP during Disaster Risk Management (DRM) project 200009. Equipment was also provided for these control rooms under the DRM to the selected states, of which Nagaland was one. In partnership with the National Bamboo Mission Application, Government of Nagaland entered into agreement to set up Emergency Operation Centres at the state level and in all 11 districts of Nagaland using Bamboo prefab materials.

Holiram Bordoloi case: NHRC seeks status report Dimapur, march 3 (NNN): The National Human Rights Commission (NHRC) today directed the Union Home Secretary, Government of India to submit status report on the missing mercy petition of death row convict Holiram Bordoloi of Assam within four weeks. According to the Asian Commission for Human Rights
(ACHR), as per the RTI reply of the Inspector General of Prisons, Assam, the mercy petition of condemned prisoner Holiram Bordoloi was forwarded to the President of India vide letter No.PRI.826 dated 18.04.2005 and to the Judicial Department, Government of Assam on June 17, 2005. Though a reply received from office of the Inspec-
tor General of Prisons, Assam vide letter dated 09.07.2013 states that the mercy petition is still pending with the President of India, the "list of mercy petition cases since 1981" received by the President of India from the Ministry of Home Affairs, Government of India vide letter dated 28.03.2013 does not bear the name of Holiram Bordoloi.
This establishes that the mercy petition of Holiram Bordoloi had been lost and was not considered at all in the last nine years, ACHR added. “The loss of mercy petition of condemned prisoner Holiram Bordoloi once again establishes the absolute callousness of the Government of India while considering the mercy pleas. This
blatant abuse of power given to the President of India must be adjudicated by the judicial and quasi-judicial bodies. Further, accountability for gross dereliction of duty and shameful acts such as losing mercy petitions must be established," stated Suhas Chakma, Director of Asian Centre for Human Rights. ZYF (AMN) seeks attention for Khoupum dam project
imphaL, march 3 (mExN): The Zeliangrong Youth Front (Assam, Manipur & Nagaland) has expressed concern at the “lackadaisical perfunctory and casual approach of the State government towards the Khoupum dam project.” As a result of which, the Khoupum dam project has remained as a mere bauble inspite of being the first ever earthen dam in the hill areas of the north east region of India, stated the ZYF (AMN) in a press note. The Khoupum dam project was inaugurated by the then Chief Minister, Yangmaiso Shaiza on July 26 1978 and the khoupum dam project canal system was commissioned by the then Chief Minister Rishang Keishang in the year 1982-83. The dam was constructed with a view to provide irrigational facilities to the farmers covering an area of 750 hectares of arable lands encompassing more than 30 villages of the khoupum area. agartaLa, march 3 (iaNS): Tripura has kept its top position for the fifth consecutive year for offering 66 person-days so far in the current fiscal in executing the central government's flagship rural jobs scheme MGNREGS, a minister said here Monday. "Tripura has been providing the highest average employment for the past five years under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)," said Rural Development Minister Jitendra Chaudhury. "Tripura provided 66 days of work till Feb 20 (in the 2013-14 fiscal) under the MGNREGS against the national average of 39 person-days." "Tripura has retained the top position since the 200910 fiscal in terms of person-days generation. "In 2012-13, Tripura provided 87 person-days, highest in the country," Chaudhury said. The state also has the leading position in India in participation of tribals in MGNREGS with 45 percent against the national average of 16. A total of 48 percent women got rural jobs directly in Tripura against the national average of 54. The minister said Tripura also expects a rise in its allocation for the coming fiscal for MGNREGS.

Scientists have identified a new nickel-gallium catalyst that converts hydrogen and carbon dioxide into methanol with fewer side-products than the conventional catalyst. “Methanol is processed in huge factories at very high pressures using hydrogen, carbon dioxide and carbon monoxide from natural gas,” said Felix Studt, a staff scientist at the SLAC National Accelerator Laboratory, US. We are looking for materials than can make methanol from clean sources under low-pressure conditions, while generating low amounts of carbon monoxide, he said. “Eventually we would also like to make higher alcohols, such as ethanol and propanol, which, unlike methanol, can be directly added to gasoline today,” added co-author Jens Norskov, a professor of chemical engineering at the Stanford University. The U.S. company’s CarPlay makes its debut in Ferrari, Mercedes-Benz and Volvo vehicles at the show, demonstrating the software system that allows drivers to control their iPhones via touch and voice, Apple said on Monday. Carmakers have already enabled some access to smartphones via bluetooth technology, but Apple’s latest offering aims to integrate iPhone functionality more seamlessly with dashboard-mounted display and speaker systems. CarPlay enables drivers to access to contacts stored on the iPhone, make calls, return missed calls or listen to voicemails without taking their hands from the steering wheel. Drivers can also use maps, listen to music and access messages “with just a word or a touch”, Apple said. Drivers will also be able to read messages and dictate responses via Apple’s voice-activated Siri software. CBI to probe bribery charges in $1.2 billion Rolls-Royce deal
new Delhi, March 3 (reuters): The defence ministry said on Monday it had ordered a bribery investigation over state-run Hindustan Aeronautics Limited’s (HAL) purchase of jet engines from Britain’s RollsRoyce Holdings in a deal worth at least $1.2 billion. The Central Bureau of Investigation, the country’s top crime-fighting agency, will look into more than 5 billion rupees in alleged kickbacks in the deal that was signed in 2011, a ministry official told Reuters. No comment was immediately available from Rolls-Royce’s office in India. Suspicions of corruption in India’s defence procurement programme have for years delayed the modernisation of the armed forces of the world’s most populous nation that continue to rely heavily on outdated Sovietdesigned equipment. The air force has been dogged by a series of crashes of its Russian-built MiG fighter jets, while an accident aboard a Soviet-made
submarine that killed two officers last week led the navy’s chief of staff to resign. The Congress party-led government is keen to be seen as tough on graft before parliamentary elections due by May. The party, lagging in the polls, has faced rising public anger over a string of corruption scandals in its current term. new Delhi, March 3 (Pti): Now you will no longer have to dial 139 or visit the rail website to check the status of your waitlisted ticket as the railways will now send booking status messages to passengers on mobile phones, if the tickets get confirmed before the journey. “For the last 10 days the trial was going on and today we formally launched the SMS alert service for all passengers whose waitlisted tickets get confirmed,” Minister of State for Railways Adhir Ranjan Chowdhury said here. He said everyday about four lakh passengers will get SMS alert on their mobiles about the status of their waitlisted tickets. The software for the SMS-based service has been developed by CRIS, the technological arm of railways. “The status of the waitlisted tickets will be communciated through SMS on the passenger mobile phone number given at the time of booking ticket. So now you will get status alert on your mobile once the waitlisted ticket becomes reservation against cancellation (RAC) and also when it gets finally confirmed,” Chowdhury said.
This was a Rail Budget proposal and the government was a committed to providing it to passengers free of cost, he said after launching the SMS Gateway service. “Passengers want to know about the status of the ticket and the new service is certainly going to benefit passengers and also help reduce load on the railway website,” Railway Member (Traffic) DP Pandey said. any of our national leaders have oft and on harped on the word “national principle.” This harped national principle has been made the condition for Naga reconciliation as well as Naga Unity. But though many Naga writers have challenged our leaders to tell us the meaning of this national principle, none of them have ever replied or defined to the Naga public what they mean by the Naga national principle. I hope that by unity or reconciliation under “The Naga national principle”, our leaders are not talking about a Naga unity or reconciliation under so-

cialist principles or democratic principles. As far as I am concerned, the only national principle that all Nagas must unite under is the principle that Nagas are a nation and that the land of the Nagas which is 120000sq.km.belongs to the Nagas only. Any Naga civil society or even self acclaimed national organizations that have deviated or are ready to compromise on this national principle have become anti-Naga in nature and character. Therefore, any political organization or even professed national groups that has merged Naga territories with that of any foreign territory
as a state or even trying to join India as a federating unit, has committed treason against the Naga nation and its national principle. In actual fact, Nagas have always been a democratic nation in human history. This democratic nation declared their national independence on 14th August 1947. Now, in the context of nations and the declarations of their independence, provided that a nation has a record of its own national history and lands, no nation needs the consent of any other nations in declaring their own national independence. Nagas are therefore

There is only one way and there are not many ways. There is only one Truth who is the Creator. All human beings who are towards the truth are towards peace and order with fellow men and
women. All human beings who are not on the track towards the Truth are towards the state of affair of disorder and chaos. Seeking the true Creator is forsaking all untrue and superstitious beliefs. So seeking God together is seeking peace and order together. The hope of the world for peace is seeking the Creator together. So seeking God is seeking for the love of the people together. The law of relationship with God which is human ethics of relationship with God “ KNOW GOD, BELIEVE IN HIM, FEAR HIM AND OBEY HIM,” is the only way
of overcoming the world and peaceful life. So each and every human being is to examine and ask himself or herself , “ Do I really know God, believe in Him, fear Him and obey Him ?” So human beings individually and corporately, Governments and institutions are to be built up on the foundation of relationship with the Creator. The Almighty God who is the Creator of the heavens and the earth is the all perfect God and all men and women who sincerely seek Him will be nearer to Him which will be nearer to perfection towards fellow human beings.
ZuNhEboto, march 3 (mExN): Expressing shock over the “recent gang rape and flesh trade” committed on a mentally challenged woman at Zunheboto town by “some anti-social elements,” GPRN/ NSCN, Regional Administrative Officer (RAO), Sumi Region, Huveto Yepthomi has stated “raping and flesh trading is a sinful act no doubt, but executing it on a person that cannot speak for herself is even more jolting for a human mind to comprehend.” A press statement issued by Ministry of Information & Publicity, GPRN/ NSCN expressed that the “satanic act of these people should not be regarded or mulled over as something that can easily be forgotten or forgiven.” It asserted that the GPRN/NSCN working under the banner of Nagaland for Christ “considers this act as one of the most
heinous crimes that humans can ever commit and condemns the same.” And this incident, it declared, will be looked upon, and befitting punishment will be meted out to the people responsible. It advised the state law enforcing agencies taking up the case to pass stringent punishment to the culprits. No leniency in any form should be shown or acted upon, it added. If such actions are found, the GPRN/NSCN cautioned it will take its own course of action. It further cautioned any individuals, family or organisation against bailing out the perpetrators. “GPRN/NSCN will not tolerate such acts, and if found, those concerned people will also be labelled as anti-social elements and be held responsible of the incident, and punished according to the National yezahbo,” it affirmed.

But as far as Naga political sovereignty is concerned, their political sovereignty has been suppressed by India when Indian troops invaded Nagaland in the early 1050’s. To quote their own words, this is how B. N. Mullick, the then Personal Secretary of Nehru and former Director of the Indian Intelligence Bureau put it: “Troops moved into Tuensang by October

1955, and the war with the Nagas started from then.” (B.N. Mullick, My years with Nehru, p308). As a result of this invasion of Nagaland, today the national flag of India flies over our lands and we have been politically oppressed by Indian troops under heinous laws like The Armed Forces Special Powers Act 1958 and many other similar laws. But in spite of all these political facts and reality, when it comes to the question of our political sovereignty, our own leaders both in the Indian state as well as the national govern-
ment have again and again parroted that “political sovereignty lies with the Naga people.” I therefore want to ask these Naga leaders what they mean by this statement that political sovereignty still lies with the Naga people. Is political sovereignty some sort of gas or clouds that hangs in the air and therefore is still with the suppressed Nagas because they are all breathing this air in Nagaland? How can we follow national leaders who are asserting that sovereignty is still with us when over two hundred thousand Nagas lie buried under our feet
defending that sovereignty and the whole nation has been under Indian Military rule from 1958 to the present? Are these leaders who have already joined Naga lands to India as a state in India and others who are desperately trying again to join the same Naga lands to India under a Federal structure, trying to please their Indian masters by proclaiming false political slogans to the Naga people? After all, can the Naga nation be still enjoying political sovereignty when the very right to rule ourselves have been surrendered by some self appointed Nagas to an Indian Governor under arti-
cle 371 A (b) in 1960? How can these leaders deny these implications when Article 371A (b) clearly states that “The Governor of Nagaland shall have special responsibility with respect to law and order in the State of Nagaland.?”Can we indeed still be having political sovereignty when the special responsibilities of the Indian Governor in the same section include even such sweeping powers as “… the decision of the Governor shall not be called in action on the ground that he ought or ought not to have acted in exercise of his individual judgment?”

According to the interpretation of the Geologists the drilling engineers will make random drilling in an area believed to contain Oil bearing shelf or basin. This is to confirm the findings of the Geologist. The second phase is the development phase, where the company will install drilling rigs and other support structures

The third phase is the Production phase which involves the actual extraction of crude oil and the collection of such crude oil from different rigs in one place called as the Group Gathering Station (GGS). In all these three phases a company is required to enter into three separate agreements and then obtain three separate license from the Government and the affected landowners. However, the most crucial issue to be addressed before the start of the upstream operations is the company’s policy or pro-
gramme regarding SUSTAINABLE PRODUCTION. The implication of this policy is that if a company undertakes extraction of crude oil at a very fast pace in order to curtail production cost, the operation will damage the Oil basin or Shelf beyond repair and no further extraction can be done in the future. This kind of extraction is done by oil companies who enter into the operation with the motive of making maximum profit with minimum loss. In the process they end up destroying our reservoir of precious natural resources.
The production process should be planned in such a way that the crude oil is extracted at a slow and steady pace in order to prevent the collapse of the oil shelf or basin. In the light of the above facts, I wonder on what strength or expertise were the oil companies shortlisted by the Nagaland state government and now allotted license for oil exploration in our state. Lastly, on what weakness or grounds were some of the reputed oil companies who are members of the Association of Oil and Gas Operators (AOGO).

GPRN/NSCN condemns 'flesh trade' of mentally challenged

he Process of Oil exploration and extraction is so complex and delicate that it takes a well established and experienced company to undertake these upstream operations. If any company wants to undertake such an operation it requires three Core Units, viz. Drilling, Production and Geology/Geophysics. Any Company that do not possess all or any one of these Core Units of upstream operations cannot carry out feasible activities related to Crude oil exploration and extraction. There are three phases

Auto fares revised, drivers asked to display chart Dimapur, march 3 (mExN): Auto rickshaw fares in and around Dimapur have been revised. Deputy Commissioner & Chairman, Regional Transport Authority, Dimapur, N Hushili Sema has in an order directed the auto rickshaw drivers to display a copy of the revised fare chart in their vehicles for public convenience. For school students in uniform, there will be a concession of 15% and for physically challenged persons, there will be a concession of 25% from the actual fare. Noncompliance of the order will be strictly dealt with as per the provisions of law, stated the order, a copy of which was released to the media. The revised fare will come into force with immediate effect.

NNC Youth Federation warns irregular employees Kohima, march 3 (mExN): The Naga National Council (NNC) Youth Federation, Chakhesang Region (CR) has warned all the irregular officers and employees of the department(s) under District Headquarter, Phek and subsequently asked them to be in station and regular in their as-
signed duties. The NNC Youth Federation, CR president Kuduve Kapfo in a press statement stated that many officers and employees were found irregular and out of station almost all the time and was drawing their hefty salaries without satisfactory performance. The federation fur-
ther stated that, the absence of the officers was indeed creating chaos for the people of the villages “when they come travelling all the way to town from villages spending energies, money, time etc. could not meet their needs even after waiting for 3 to 4 days and even a week and return their home all in vain.”
The federation warned that, from now on, if any such irregular and extreme out station officers and staffs are caught, a stern action as deemed fit would be initiated against those employees by the federation for the larger interest of the people of the area and the community.
moKoKchuNg, march 3 (mExN): In order to recognize and protect the rights of farmers in respect of their contribution in conserving, improving and providing plant genetic resources for development of new plant varieties and to upgrade the skills and knowledge of citrus growers to increase fruit production with enhanced quality, National Research centre for citrus, Nagpur, Central Institute of Horticulture (CIH), DAC, GoI, Medziphema and Department of Horticulture, Nagaland had jointly organized trainings. A press release informed that a one-day training cum
awareness programme on protection of plant varieties and farmers right Act 2001 with special reference to citrus, and a twoday training on ‘production technology of citrus for NEH Region’ were held at Town Hall, Mokokchung on February 26 and February 27-28 respectively. Deputy Commissioner of Mokokchung, Murohu Chotso graced the inaugural programme for both the trainings on February 26. Speaking as chief guest, he stated that the training was being conducted at the very right time with relevant topics, particularly in context of Mokokchung as citrus is grown on a large scale in the

Relevance of Naga Diplomacy
F
or the past several decades, the use of Naga diplomacy in both internal and external modern politics has been disappointing, and its role is underutilized if not undermined. Having a vibrant Naga diplomatic corps is another significant component to the range of options necessary for peacebuilding at various levels in our culture. Its presence has the potential to stop conflict situations from escalating. However, in the absence of diplomacy the use of force and violence has been used as a means for resolving conflict. Naga diplomacy has become stagnant, rigid and ineffective, and its failure to develop and modernize has ironically strengthened the rationale that violent responses are acceptable because they appear to work. Unfortunately, this mistaken belief has been counterproductive and has further weakened the role of Naga diplomacy in the area of peacemaking. The lack of intent to develop an effective and relevant Naga diplomacy has proven costly for the Nagas, and differences which could have otherwise been resolved through diplomatic and non-violent means have become acutely polarized with the potential to turn violent and harmful. The absence of diplomacy also indicates the lack of safety nets that can prevent situations from becoming violent. In the fast developing world of modern polity, diplomacy is at the forefront of global affairs; and it is imperative for nations to develop their own art and principles of diplomacy. It is difficult to imagine how Nagas can effectively interact and foster political regional and international relations unless and until Nagas develop its own art of diplomacy in protecting and furthering its rights and interests. This would raise the Naga visibility to another level on the world stage. Recovering and developing an art of Naga diplomacy is more urgent than ever. It is a significant means of forming relationships based on trust and communicating with the broader community and to resolve situations. These relationships could span from government officials, as well as reaching to the grassroots and organizations and institutions. Again, it is one of the ways to strengthen peacebuilding efforts through nonviolent means and offers the potential for mid-level leadership that will connect across groups throughout Nagaland. The Naga society at large and particularly the civil society would greatly benefit from developing diplomacy as a means of reaching out both within and without. Diplomacy is a means through which the Naga worldview and aspirations can be represented and acknowledged. Developing an expanded understanding and use of diplomacy can enable and empower the Nagas towards a dynamic praxis of action and reflection that is essential to coexisting harmoniously.

friend once sent me a text message from the top of Pen y Fan in South Wales. Mostly he just wanted to show off about his new phone, which he called a “video-enabled hypertrinket”, but I remember how excited he was by the famous walk that rises from the Neuadd reservoirs near Talybont and follows ridges round the summits of Corn Du, Pen y Fan, Cribyn and Fan y Big before dropping back to the dam and the Taf Fechan conifer plantations. I’ve wanted to walk the Brecon Horseshoe ever since. A December morning: dense, low cloud, and a misty rain that seemed to hover rather than fall, as if water were simply a facet of the air. In waterproofs, hood up, I climbed to the ridge called Craig Fan Ddu behind a squad of soldiers on a training exercise, day-glo yellow and orange panels shining on top of their backpacks. The soldiers peeled away to the west as the sky cleared. Peat and moss underfoot put a spring in the step. There were no birds. Wind tore across the ridge from the east. Ahead, one cloud hid the tops of Pen y Fan and Corn Du like a shower-cap. That cloud soon dispersed, revealing the billiardtable summits. More than 250,000 walkers come here each year, which means you can read the line of the path far ahead, the horseshoe arcing back along the ridge to the east, across the valley. To prevent erosion, the National Trust has built a stone-pitched path up and down the hills, and in the sensation and sound of my boots on that rough, stepped pavement was the week I spent as a conservation volunteer at 18, building a path just like this one up the flank of Ingleborough in the Yorkshire Dales. I thought of camp beds in the village hall in Horton-in-Ribblesdale, Sarah from Leeds doing her Duke of Edinburgh’s Award, Ryan from Connecticut in his mullet and Guns N’ Roses t-shirt, the older couples, the way we took it in turns to ride with the park wardens on the Kawasaki ATV, or walked each morning up Ingleborough to dig the path tray, find stones for pitching and fit them snug against each other, using the biggest for anchors and edges. IN THE WAKE OF MODI’S UTTERANCE UNMASKING DEMOCRACY, GOVERNANCE AND DEVELOPMENT

uman histories are filled with diverse contours. Even now some of the cruel and ruthless governance surface and prevail as against the will of the people. We see some shades of these in different parts of the world. In all these regimes the citizens have been treated as objects of their benevolence and dictates. Those who governed and governing have failed to recognize that the power of the people keep assuming that they are not the subjects and makers of history and their destiny, but their objects of charity. Through different forms and modus operandi, the anti-people regimes/governments changed. The will of the people has also prevailed supreme and absolute. The Lok Sabha 2014 shall certainly show to those who consider the masses as mere vote banks and sheer objects of benevolence. Notionally, democracy sounds good, but practically speaking, there must be some mechanism available for the people to participate in the decisionmaking and policy-evolving processes. They should have the right to call back their representatives who do not perform. The government technically speaking remains in power only as long as the people wish it to be in power. The Constitution provides this guarantee. The Constitution lays down the basic structure of the political system of our country for both those who govern and governed. It has three main organs, the Legislature, the Executive and the Judiciary, which defines their powers, demarcates their responsibilities and regulates their relationship with each other and with the people. The Preamble of the Indian Constitution which opens with the following words: “We, the people of India, having solemnly resolved to constitute India into a Sovereign, Socialist, Secular, Democratic Republic and to secure to all its citizens: • Justice (social, economic and political); • Liberty of thought, expressions, belief, faith and worship; • Equality of status and opportunity, and to promote among them all fraternity assuring dignity of status and of opportunity and to promote among them all fraternity, assuring the dignity of the individual and the unity and integrity of the nation … 1949, do hereby, enact and give to ourselves this Constitution.”

It is apparent that democracy is the basis for good governance. Good governance stands on vibrant and dynamic democracy. Does Modi’s conception of governance fall within this frame? Modi is eulogizing in the past few weeks, “It is not government, but governance”! What does he mean by that phrase? When Modi uses the term “Democracy”, he does not mean constitutional frame, rather the majority should have the absolute right. For those who believe constitutionally based democracy, will disagree with Modi’s conception of ‘democracy’. It is an ambiguous term that contains a number of loopholes. It promises but at the same times fails in its promises and takes for granted the masses to give freedom, liberty, equity, and equality. Further, it can strangle the smooth functioning of the three organs of democracy. In such scenario a ruthless dictator manipulates and takes over the reins of governance by stating that he/she would deliver goods without a democratic frame. Nevertheless, given the plural and heterogeneous character of our Indian society, democracy could hold the country together by providing sufficient space for its diversities to co-exist. But Modi’s brand of democracy is something different. Therefore, there is no clear discourse on these issues. Invoking ‘governance’ for the sake of votes will not suffice, unless Modi adds flesh and blood to it. The country’s strength lies in democracy which is premised on diversity. But the mutual co-habitation and co-existence are undermined by Modi’s conception of democracy, governance and development. The ultra-fundamentalist forces tend to mix religion with politics arousing communal passion and frenzy, creating a vertical divide among the people. Modi’s discourse will have to be on these, not simply saying he for ‘development’, ‘progresses and ‘prosperity’. How is he going to realize these? With imperfect markets, inequalities in power and wealth, translate into unequal opportunities, leading to concentration of wealth and resources in the hands of a few while the majority have no choice, but to voluntarily opt for mass suicidal attempts. In sum, it is nothing but a genocidal project. Every day we keep reading, listening, and witnessing shocking stories of the inequalities in income, opportunities, and life chances, faced by communities within and between regions. There is no clarity on these issues. Modi is not expanding on these and fails to enter into discourse on impending issues that confronts commoners. People are fed up and lost their patience on false promises. They will not wait and keep listening to false rhetoric any more. As said: “In the long run people are dead”. It is again a myth that the sharing of wealth and opportunities more equally and equitably is not possible in a highly demarcated and hierarchised Indian society. Masses have the determination, resolve and resolute exercise their franchise to those who could deliver goods in the coming Lok Sabha elections. The grammar of development, governance and democracy that fits all the citizens is not the one Modi is talking about. BJP via Modi’s ideological and political connotations of development, governance and democracy are totally different. Hindutuva forces under the aegis of Modi frequently use ‘democracy,’ ‘governance,’ and ‘development.’ In the name of these three concepts, they are trying to woo the masses. All these concepts are value-load and thus political in character. Beware of these terms. They have clear underpinnings and ideological moorings. As a note of caution, one should be clear with regard to the ideological and political accent and content.
If we give in, there is every possibility of getting subsumed and eventually sucked into Modi’s jargon. Therefore, it calls for careful interrogation and introspection of these terms before one decides to vote. Modi and its hindutuva bandwagon keep claiming many things as if they are the custodians of democracy, governance and development. In order to bring these three they may even use metaphors, symbols, and idioms. The question is: Can Modi be trusted for democratic, prosperous, transparent, and accountable good governance? It is indeed the question for all of us before exercising our franchise. For Modi, ‘democracy’ is another name for “Development of the Majority” and “Governance of the Majority”. Therefore, Modi’s understanding of development is lop-sided and topsy-turvy. He is least bothered about bridging the social and economic inequalities and inequities of our society. What we hear from Modi is nothing but jargons and slogans. Hence, it is imperative that the concepts namely democracy, governance, and development ought to be freed and thus be and de-mystified. Words are important, since they are political in nature, ideologically loaded, given twists and turns, and thus nuanced.

'12 Years a Slave' Rises Up Jake Coyle

Steve McQueen's slavery odyssey, based on Solomon Northup's 1853 memoir, has been hailed as a landmark corrective to the movie industry's virtual blindness to slavery, instead creating whiter tales like 1940 best-picture winner "Gone With the Wind." ''12 Years a Slave" is the first best-picture winner directed by a black filmmaker. "Everyone deserves not just to survive, but to live," said McQueen, who dedicated the honor to those, past and present, who have endured slavery. "This is the most important legacy of Solomon Northup." The normally reserved McQueen promptly bounced up and down on stage, later matter-of-factly explaining his joy physically took over: "So, Van Halen. Jump." To his star Sandra Bullock, the sole person on screen for much of the lost-in-space drama, he said: "Sandra, you are 'Gravity.'" But history belonged to "12 Years a Slave," a modestly budgeted drama produced by Brad Pitt's production company, Plan B, that has made $50 million worldwide — a far cry from the more than $700 million "Gravity" has hauled in. Ellen DeGeneres, in a nimble second stint as host that seemed designed as an antidote to the crude humor of Seth MacFarlane last year, summarized the academy's options in her opening monologue: "Possibility number one: '12 Years a Slave' wins best picture. Possibility number two: You're all racists." DeGeneres presided over a smooth if safe ceremony, punctuated by politics, pizza and photo-bombing. Freely circulating in the crowd, she had pizza delivered, appealing to Harvey Weinstein to pitch in, and gathered stars to snap a selfie she hoped would be a record-setter on Twitter. (It was: Long before midnight, the photo had been retweeted more than 2 million times and momentarily crashed Twitter.) One participant, Meryl Streep, giddily exclaimed: "I've never tweeted before!" But in celebrating a movie year roundly considered an exceptionally deep one, the Oscars fittingly spread the awards around. The starved stars of the Texas AIDS drama "Dallas Buyers Club" were feted: Matthew McConaughey for best actor and Jared Leto for best supporting actor. I say such society like ours is not modern nor civilize nor traditional but a society that floats for the fear of sinking. Conventionally, one can understand modernity and civilization in many perspectives but I say modernity, such as ours is a state sponsored modernity. Where the social, economic, and political process of our life are control and directed by the centre/state in which we solemnly pledge to follow and depend for survival. What we are today (refers to all process of our life not particular) is just simple and are lucky enough to jump into the race without evolution of the self. Even though we are continuously adapting and assimilating into a global culture; be it Art, mu-
sic, or lifestyles it has become quite dangerous for our society. If we are, so much concern of our identity and contribution than the whole map our social structure needs to be redrawn and rethought. It has become inevitable for any human society neither to remain isolated nor to remain irrational in the present century. However, even if we are expose to the global phenomena of change and transformation the foundation of our society should be rooted deep in the institution in which we evolved. The urge for power and wealth which has in one way planted the seeds of corruption , mistrust, loyalties and antagonism between people and the increasing stratification between groups of people have distorted the fabrics of our society. No element in the structure of our society is untouched by such fleas of disease. In such scenario, No matter what norms and values we try to create and promote by inventing or by adopting policy we will further be confused and sink deeper unless the priority of individual human beings are realised. It is scientific and rational that no single cell in a human body can sustained life nor maintained equilibrium unless there is a functional unity between the different cells and organs that plays an equally significant role. Thus, it is similar for a human society that every institution is given due importance if a
young society like ours wishes to grow and develop with stability. Many would agree with me that informal institution in our society has not been given due importance. Political institution as such is one area of concern that dominates every process of our life even though politics can be understand as way of life. Politics should not be the prior concern nor the church par se, but we glory politics and wealth in the name of church. Thus, if religion is use as a tool to gain power and acknowledged the profane (act which is considered sinful) than such ends is determined by selfish and individualistic act which cannot sustain the structure of a society. At a same time cultural values, beliefs and practices should evolved and not be adopted since values and norms are deeply rooted from where individuals evolved in society, such functional unity should not be separated. erhaps the road most travelled by people in Nagaland would be the National Highway No 29 between Kohima and Dimapur. Many of us come to the capital for some purposes or work etc... at different times. I am one of the many who travel on this road most of the times for my ministry calls for it. I was travelling with my friend on the 13th February 2014 from Jakhama to Dimapur and we were engaged in conversation on different topics as we journeyed. When we reached the landslide area below Kohima town, the road was full of dust because of the vehicles passing and the road condition was not good as we all know and you would agree with me. This inspired me to think that almost all of us travel on this road in spite of its bad conditions whether the road is good, bad, dusty, narrow or dangerous. We undertake the journey because it is our need to reach our destination even if the road conditions are not good. I would like to reflect our life to these road conditions as we all travel on good times, bad times, dangerous times and whatever times we may name it. Our lives are full of experiences that can ignite our minds into inspirations in our journey of life. In our lives too we have to make this life journey to achieve our goals in spite of all hardships, hurdles and challenges because we know the reward is assured for everyone who endures these trials and turbulent times of life ‘Success’. Here are a few points that can help us to reach our goals and become successful in life. The idea is to enjoy the journey of life as happiness is to be found not at the end of the road but along the road. Desire: All of us have a desire to be the very best, to do things excellently, and to experience a sense of fulfilment, competence, self confidence and a goal to achieve in all levels of our lives and existence. Our goals are not always known nor are they sufficiently clarified until we have achieved are experienced for it is a life long journey. Many of us do not know the purpose of our existence, nor do we have any vision for the future. We just exist and move on day after day not knowing at times where we are going. In the last few decades there is a great loss of human excellence in many spheres of life, a gradual deterioration of what is excellent in our cultures, values, society and religion. We need to bring a desirable transformation in the entire society and lead our society and humanity towards its development and excellence. Now is the time that we all become motivated to share with our society, the inner resources, talents and skills, learning and experience, wisdom and insights, values and outlooks, visions and dreams for an enlightened and happy humanity.
Inspiration: Inspiration is the process of being mentally stimulated to do or feel something, especially to do something creative. Most of the world’s leaders have been a great inspiration to their generations and that changed the course of the history. This is because they conceived the ideas and nurtured them with care and delivered them diligently to the audience and inspired and motivated them towards achieving the goals. It is possible. Inspirations are similar too they come and knock at our mind doors through instincts, if we respond they take life and shape and if we don’t respond they vanish into eternity. It is time for us to pay attention to these little musings that may not come all the time but definitely will come at different times in life. Can we positively respond to these instinctive calls to explore, expand, enrich, enable and empower ourselves with knowledge, wisdom and the capacity to handle life pressures. Because knowledge comes from learning while wisdom comes from living and we need both for living our lives in the best way. Motivation: Motivation is defined as the process that initiates, guides and maintains goal-oriented behaviours. Self-motivation is a key life skill that everybody interested in personal development should think carefully about. Motivation pushes us to achieve our goals, feel more fulfilled and improve overall quality of life. People who are selfmotivated tend to be more organised, with good time management skills and have more self-esteem and confidence. Being self-motivated means being ready for driven, focused discussion and behaviours. It also means being sharp and smart enough not to be manipulated and to be open to positive learning. Understanding and developing our self-motivation can help us to take control of many other aspects of our life.
Knowledge knocks on the door of action. If it receives a reply it stays otherwise it departs. It is pertinent for all of us to realise that desire, inspiration and motivation are keys to success in life. It is a clarion call to realise that growth means change and change involves risks and the one who steps from the known to the unknown achieves the goal. Let us be passionate about everything we do. Let us become clear about our destinations and the purpose of our travel on this earth as long as we live. It is sad that once we acquire material comforts, we forget about the basic needs of life like humour, cheerfulness and socialising. In a desperate bid to achieve success, everyone seems to thwart other's efforts. Jealousy, hatred and hypocrisy have become part of our life. Affluence should not be the prime goal of life. Instead, be happy and make others happy should be our motto. Be a change to change the world.

MuzaffarPur, March 3 (iaNS): The Bharatiya Janata Party-led NDA is set to expand further, BJP’s prime ministerial candidate Narendra Modi said Monday, and accused Congress of raising the bogey of secularism in the run-up to the Lok Sabha elections. Addressing an election rally here, the Gujarat chief minister, who began his speech in Bhojpuri, said more political parties would join the National Democratic Alliance (NDA) after Lok Janshakti Party (LJP) leader Ram Vilas Paswan decided to return to the NDA fold. “Many more parties will join the NDA after the LJP joined it,” Modi said, sharing the stage with Paswan, who had quit the multi-party alliance following the 2002 Gujarat riots. “NDA is expanding,” Modi said. “NDA is not just the National Democratic Alliance but the National Development Alliance.” Modi also lashed out at the Nitish Kumar government in Bihar, accusing it of being soft on the issue of fighting terror. “Due to its vote bank politics, the Bihar government is not prepared to act tough against militants,” he said, adding that militants were finding it easy to get hiding places in Bihar. Educating the criminal mind: Tihar jail shows a way out
New Delhi, March 3 (iaNS): Criminal behavior can be changed by imparting education. Towards this, the capital’s Tihar Jail, one of the largest in Asia, is vigorously conducting a literacy campaign among its teeming inmates, 20 percent of whom are unlettered and a staggering 65 percent have not even studied till Class 10. Observing that the “lesser the literacy the more the crime seems to be the trend,” prison authorities are conducting various education programmes to raise the awareness level of its inmates and broadening their mental horizons away from their criminal past. “As per data compiled, the majority of the prison population (around 65 percent) has education below Class 10, thus providing the linkage between educational standard and criminality,” an official of Tihar Jail told IANS. The official added that the illiterate population of 20.68 percent would have been much higher but for the jail’s literacy programme. Most of the prisoners in the illiterate category are newcomers. The prison administration has set up centers of the National Institute of Open Schooling (NIOS) and Indira Gandhi National Open University (IGNOU) to impart education to prisoners. The official said that adult education classes are being conducted in the 10 sub-jails in the prison that has 13,552 prisoners. Among the convicts and un-

New Delhi, March 3 (iaNS): The Supreme Court Monday issued notice to the central and all state governments on a petition seeking framing of guidelines to ensure that there is no discrimination against HIV positive children during school admissions. The notice has also been issued to the National Commission for Protection of Child Rights. A bench of Justice B.S. Chauhan and Justice J.Chelameswar issued notice after NGO Naz Foundation (India) Trust urged it to issue directions that HIV positive school children should not be discriminated against for admission to schools or turned out after their HIV positive status is revealed. The PIL has sought directions that no child affected by HIV would be denied admission, suspended, segregated or expelled on the basis of their
HIV status or the status of their parents or guardians. It has further sought directions to the government to frame guidelines under the Right of Children to Free and Compulsory Education Act, 2009 to ensure non-discrimination in schools in this regard. The Naz Foundation has also sought direction that children affected by HIV be notified as a “disadvantaged” group under the act, as it would put the central and state governments as well private schools under further obligation to ensure their such children’s right to education without discrimination. Seeking directions to the government to take steps for the elimination of discrimination against HIV positive children, the PIL has invoked the fundamental rights to life, education and equality guaranteed under the Indian constitution. The PIL referred to March 2011 statement of Health Minister Ghulam Nabi Azad in parliament that in 2008-2010, 61 HIV positive children were removed from school.
‘Fire in cables led to INS Sindhuratna mishap’
New Delhi, March 3 (Pti): The fire in submarine INS Sindhuratna, which resulted in the death of two officers and severely affected seven other sailors last week, was caused due to problems in the cables of the vessel. The Board of Inquiry (BoI) into the February 26 mishap has found that the fire in INS Sindhuratna was caused due to problems in the cable and not the battery compartment, as was being feared earlier, Navy officials said. The investigations are still going on into the incident and other two mishaps involving the Kilo Class submarines of the Navy in the last seven months, they said. The battery pit has been found to be fully safe and the fire took place in the compartment above it, Navy officials said. Former Navy Chief Admiral DK Joshi resigned after the mishap involving the Sindhuratna taking moral responsibility of the ten mishaps involving maritime force’s assets. The Sindhuratna is one of the navy’s fleet of nine Kilo class submarines. A tenth submarine, the INS Sindhurakshak exploded and sank in the naval dockyard on August 14, 2013 killing 18 crewmen on board. The Sindhuratna was moored nearby and suffered minor fire damage when the Sindhurakshak exploded.

Pro-Russian troops takeover Crimean borders KIEV, March 3 (aP): Ukraine’s military admitted Monday that proRussian troops have surrounded or taken over “practically all” its military facilities in Crimea — a move that Russia’s foreign minister defended as a necessary protection for the ethnic Russians on the Black Sea peninsula. “This is a question of defending our citizens and compatriots, ensuring human rights, especially the right to life,” Russian Foreign Minister Sergey Lavrov said in Geneva, where he was attending U.N. meetings. BEIJING, March 3 (aP): North Korea on Monday deported an Australian missionary detained for spreading Christianity in the country, saying he apologized for his anti-state religious acts and requested forgiveness. Authorities in North Korea had arrested John Short for secretly spreading Bible tracts near a Buddhist temple in Pyongyang on Feb. 16, the birthday of late leader Kim Jong Il, the North’s official Korean Central News Agency said. The report said that Short, 75, admitted he committed a crime that hurt the Korean people’s trust in their leaders and that he apologized for his behavior. “I now realize the seriousness of my insult to the Korean people on February 16th because I made the Korean people angry and for this I truly apolo-
gize,” Short was quoted as saying in a written apology, according to separate KCNA report. “I am willing to bow down on my knees to request this tolerance of (North Korea) and the Korean people.” KCNA said North Korea decided to expel him in part out of consideration for his age. ISLaMaBaD, March 3 (aP): A group of armed men, including two suicide attackers, stormed a court complex in the Pakistani capital on Monday in a rare terror attack in the heart of Islamabad that killed 11 people and wounded dozens. There were conflicting reports on how many attackers were involved in the incident. Initial reports suggested two men wearing explosive vests rushed into the court complex, threw hand grenades and started shooting, then blew themselves up, said Islamabad Police Chief Sikander Hayat. He put the death toll at 11 as did another police official and a hospital spokeswoman where the dead were taken. “It was certainly an act of terrorism,” Hayat said in televised comments to reporters. One of the attackers blew himself up outside the office of the lawyers’ union president and the other outside the door of a judge’s office, said Hayat. The explosions sent lawyers and judges running in fear for their lives as police stormed in. Hayat said police subsequently searched the entire complex and found no additional attackers. Other officials and a lawyer on the scene said there were more than two attackers. Police official Jamil Hashmi said there were about six to eight attackers who spread into different areas of the court complex. “One of the attackers entered a courtroom and shot and killed a judge,” Hashmi said. “We are searching whether there

The walkways are filled with copying machines for clerks and clients to make copies of legal documents, and prisoners wearing chains can often be seen walking through the complex on their way to and from court. Families of suspects on trial also often stand around the area, waiting for their loved ones to appear in court. There was no immediate claim of responsibility for the attack, which came as a shock to a city that has enjoyed a respite from the frequent bombings and
shootings prevalent in other Pakistani cities like Peshawar near the tribal areas or the port city of Karachi. The attack is sure to complicate government efforts to negotiate a peace settlement with militants in the country’s northwest who have waged a bloody war against the government for years. The Pakistani Taliban said Saturday they would implement a one-month ceasefire in an effort to revive a foundering peace process. A spokesman for the militant organization said in a telephone call to an Associated Press reporter that the group was not involved in the Islamabad attack and restated his group’s commitment to the ceasefire.

Barcelona scores crucial win against Almeria
MADRID, MARch 3 (ReuteRs): The threehorse race for the La Liga title tightened on Sunday when leaders Real Madrid drew 2-2 at city rivals Atletico and Barcelona won 4-1 at home to Almeria. Real needed a Cristiano Ronaldo goal eight minutes from time to rescue a point at Atletico's Calderon stadium in a typically feisty Madrid derby, before Lionel Messi became only the third player to reach 230 La Liga goals in Barca's victory at the Nou Camp. With 12 matches left, Real lead on 64 points, with champions Barca, chasing a fifth title in six years, second on 63 and Atletico, who are mounting a genuine challenge for the first time

The launching of the dart association here in Mokokchung was made possible through the efforts of the Naga Dart led by its officials in collaboration with the proprietors of Cosmos Entertainment, Wati Imchen and Bendang Walling. Naga Dart president Lima said that the association was formed in Kohima by likeminded people who loved the dart game. Formation of Naga Dart was followed by launching two subsidiary associations, first in Dimapur and now here in Mokokchung. He went on to add that Naga Dart plans to introduce this game in all the districts in the state and followed by organizing tournaments. Obed is the second son of Khuming Khiamniungan, village of Sanglao under Tuensang district of Nagaland, presently he is a BA student at Tetso College Dimapur. According to the official Taekwondo institute, Chumukedima K Obed is leaving for Delhi in the first week of March for special coaching for a month at Taekwondo association of India head quarter Delhi. t was an emotional night for the cast and crew of 12 Years A Slave, as the film took home the award for Best Picture at Sunday night's Oscars. Producer Brad Pitt thanked the Academy for the 'incredible' win, while director Steve McQueen praised his mother Mary for her 'hardheadedness' and said the film was about the will 'not just to survive but to live'. However, it was Lupita Nyong'o's heartfelt acceptance speech as she took to the stage to accept Best Supporting Actress that really hit struck a chord with the audience. The most competitive category, was won by a tearful Lupita for her harrowing portrait of a cotton picker who was repeatedly raped by her owner in 12 Years A Slave. The actress, who celebrated her 31st birthday on Saturday, had worked behind the scenes on films but this was her first role in front of the camera. Jennifer Lawrence, who had been vying with Lupita for most of the awards season had privately told friends that she wanted Lupita to win because ' she so deserves it'. It's clear that Academy voters felt that way too. Cate Blanchett and Matthew McConaughey took the top acting honours. Cate was named Best Actress for her role in Woody Allen's Blue Jasmine, while Matthew won his award for Dallas Buyers Club. The win for Cate was somewhat overshadowed by a hilarious and controversial speech from the Australian actress - who both praised and ribbed her fellow nominees and thanks director Woody. Jennifer Lawrence presented the best actor honour to Matthew McConaughey for Dallas Buyers Club. In the movie he played a red-blooded hellraising electrician who finds he is HIV positive and goes on to help those suffering from the illness. Anne Hathaway presented the award, for Jared's performance as a transgender HIV sufferer in in the film, and taking to the stage, the actor became emotional as he gave a stirring speech dedicated to his mother Constance. It's a night he will never forget. A pizza delivery guy delivered a huge order to the Dolby Theatre on Sunset Boulevard - only to be roped into appearing onstage at the Oscars. The delivery guy, who works at Big Mama's & Papa's Pizzeria on Sunset Boulevard, was fulfilling an order for five of the chain's specialty Big Papa's - at 60 square slices each - and a selection of smaller pies. Ellen roped him into joining her onstage - where he helped hand out pieces among a room full of multimillionaires, with recipients including Brad Pitt, Jennifer Lawrence, Jared Leto, Julia Roberts, Kerry Washington and Meryl Streep.

Pistorius pleads not guilty at start of trial
PRETORIA, MARch 3 (AP): The first witness in the Oscar Pistorius murder trial testified Monday to hearing "blood-curdling" screams before the sound of four gunshots on the night the doubleamputee Olympian killed his girlfriend. Michell Burger, a woman who lives on an estate next to Pistorius' gated community, said she and her husband were awoken by the screams in the pre-dawn hours of Feb. 14 last year, when Pistorius killed Reeva Steenkamp by shooting four times through a door in his bathroom. Pistorius says he killed Steenkamp by mistake thinking she was a dangerous intruder in his house, but prosecutors believe the world-famous athlete shot his girlfriend after a fight and immediately tried to paint a picture at the trial of a loud argument before the fatal shots. "It was very traumatic," Burger said, speaking in Afrikaans through an interpreter and in answer to questions from lead prosecutor Gerrie Nel. "You could hear it was blood-curdling screams. You can't translate it into words. The anxiousness in her voice, and fear. It leaves you cold." Burger said: "She screamed terribly and she yelled for help" and testified that after the gunshots a man shouted for help. Pistorius earlier pleaded not guilty at the start of the trial to charges of murder and three other counts relating to shooting guns in public and illegal possession of ammunition. Wearing

The Olympian's murder trial was being broadcast live on TV in South Africa and across the world. The first witness, Burger, was called before even an hour had passed as the prosecution
went straight into testimony. The trial itself started 90 minutes late after an earlier delay because of an interpreter problem. When he entered court, Pistorius walked past the victim's mother who says she came to court so she can "really look him in the eyes." Defense lawyer Kenny Oldwadge laid out Pistorius' legal strategy, reading a statement from Pistorius in which he says the killing was an accident and that there
were inconsistencies in the state's case, as well as an attempt to introduce inadmissible character evidence to discredit him. In the statement, Pistorius said he brought two fans in from the balcony on the night of the killing, after speaking to his girlfriend who was in bed beside him. He said Steenkamp must have gone into the bathroom while he was fetching the fans. Pistorius said he did not notice
that she had gone and heard the bathroom window open. "I approached the bathroom, armed with my firearm, so as to defend Reeva and I," Pistorius said in the statement. He said he then heard a noise in the toilet, and was in a "fearful state" because he was unable to run away or defend himself physically since he was not wearing his prosthetic legs. "The state has embarked on a strategy to rely on unsubstantiated allegations," he said, citing a neighbor's testimony that an argument had been heard in his home. According to Pistorius' statement, other neighbors living nearby said they had not heard any argument. He also cited evidence provided by police detective Hilton Botha as "false in material respects." In the courtroom, Pistorius was seated near Steenkamp's mother, June. She was quoted in the Pretoria News, which published an interview she gave to a British newspaper, saying that she wants to see Pistorius. "I want to look at Oscar, really look him in the eyes, and see for myself the truth about what he did to Reeva," said June Steenkamp, 67. "Whatever the court decides at the end of his trial, I will be ready to forgive him ... But first I want to force him to look at me, Reeva's mother, and see the pain and anguish he has inflicted on me. I feel I need that." Reeva Steenkamp was a glamorous model and budding reality TV show star when she was cut down at age 29.
