Nelson Mandela breathing through machine: Family JOhANNesbURg, JULY 4 (IANs): South Africa’s first black president Nelson Mandela has been breathing through medical life support measures, described as “perilous” by his family members in a court document. “He (Mandela) is assisted in breathing by a life support machine... the anticipation of his impending death is based on real and substantial grounds,” Xinhua quoted the court document from his family members as saying. The document was reportedly submitted in the Eastern Cape High Court. The former president’s health condition has been “critical” since June 23. Mandela, to turn 95 soon, was admitted to a Pretoria hospital June 8 for a recurring lung infection.

CAIRO, JULY 4 (NYT): A senior jurist was sworn in as Egypt’s acting head of state on Thursday, hours after military officers removed the country’s first democratically elected president, Mohamed Morsi, suspended the Constitution and installed an interim government. Adli Mansour, the chief justice of the Supreme Constitutional Court, was sworn in as the acting head of state in a ceremony broadcast live on state television, news reports said. In his first reported remarks, he praised the protesters whose mass demonstrations spurred the military action, calling them a unifying force and saying they “corrected the path of its glorious revolution.” But he also held out an olive branch to Mr. Morsi’s Islamist supporters in the Muslim Brotherhood, saying the group “is part of this people and are invited to participate in building the nation as nobody will be excluded, and if they responded to the invitation, they will be welcomed,” Reuters reported. Mr. Morsi rejected the generals’ actions as a “complete military coup.” Military vehicles and soldiers in riot gear had surrounded the rally in the hours before the takeover, and tensions escalated

Within hours, at least seven people had died and more than 300 were injured in clashes in 17 provinces between Mr. Morsi’s supporters and either civilian opponents or security forces. By the end of the night, Mr. Morsi was in military custody and blocked from all communications, one of his advisers said, and many of his senior aides were under house arrest. Egyptian security forces had arrested at least 38 senior leaders of the Muslim Brotherhood, including Saad el-Katatni, the chief of the group’s political party, and others were being rounded up as well, security officials said. NeW DeLhI, JULY 4 (CNN/IbN): With both the Congress and the Bharatiya Janata Party gearing up for the next Lok Sabha elections, sources on Thursday said the Congress might push for early polls as Team Rahul feels that early elections would cut anti-incumbency. Sources said that while the UPA feels it is better placed in terms of allies than the NDA, it is equally worried that the Samajwadi Party may pull the plug. The Congress is therefore looking at post poll support from parties like the JDU, the DMK, the CPM, the Trinamool Congress and the YSR Congress, sources added. The Congress is also reportedly trying to foil possibilities of the formation of a Third Front. Sources said that the Congress wants a new face for the next general elections as many ministers are allegedly
unhappy with Prime Minister Manmohan Singh’s leadership. The party, however, is expecting to do well in assembly elections in Delhi and Rajasthan. A day after the UPA II cabinet passed the Food Security ordinance, speculations mounted that the government is looking at a possible November winter general election date. The speculations were given even more impetus with the tie up of the JMM with the Congress seen as a part of a wider electoral strategy of the Congress to bag as many allies as possible ahead of the elections. The Congress is allying with the JMM to form a government in Jharakhand after many months of President’s rule. The Congress was also seen praising Bihar Chief Minister Nitish Kumar after he broke away from the NDA.
Gruesome murder shocks Dimapur DIMAPUR, JULY 4 (MexN): One woman was found murdered under gruesome circumstances in Dimapur on July 4. The incident occurred at a house (residential government quarter) in Landmark colony (formerly PWD colony). The victim, a 34 yearold woman identified as Nungshilila Jamir, had recently come from her native village of Longkhum in Mokokchung district and was staying with her married sister. The murder was discovered around 6:30 am in the morning when the other occupants of the house
– the victim’s sister and brother-in-law – woke up. Motive could not be ascertained but it is suspected that the victim was raped before being murdered. The wooden handle of a mop was found inserted in the vagina. Post mortem could not establish rape but swab samples of the genitalia were taken to be sent for forensic examination. The body was found outside her room naked from the waist down with the top she was wearing rolled up exposing her chest. The neck was almost severed while a cut wound was found on the
back of the head. Signs of trauma were also noticed on the face. Police recovered a machete, suspected to be the murder weapon, on the bed in her room. The machete was sent for finger-print analysis, police stated. A potato peeler and a brick with blood marks and strains of hair were also recovered at the scene. A gold chain, earrings and a ring were all found intact. By evening, police had detained three persons for questioning whose identities were not disclosed. See condemnations on p5

DIMAPUR, JULY 4 (MexN): The NSCN/ GPRN has informed of various resolutions resulting from a general meeting held on July 3 at Camp Hebron to “check and prevent the activities of criminals and anti social elements and to safeguard the innocent public and business community from the hand of criminals.” A press note from the Secretary of Union Territory 1, NSCN/GPRN, Khekuto Jakhalu informed that the meeting was convened by him and the CAO of UT- 1, Lt Col (Retired) Ape Venuh, Kilonser. According to the press note, the meeting resolved that “there is no compromise in connection of extortion in the guise of national workers and shall be arrested and sternly dealt with.” It resolved that
anti social elements/activities would not be tolerated. The note informed that a decision was taken to “properly check” hotels/restaurants running liquor business, immoral activities/prostitution and that the defaulters would be penalized. The meeting also decided to check petrol and diesel adulteration and deal with the defaulters sternly. “Weight scales and rate shall be thoroughly examined and if found guilty shall be penalized,” it added. It further said that adulteration of cement and sand would be “treated equally as theft.” With regard to the increase in vehicle thefts, the note sought co operation from the public to curb this menace.

KOhIMA, JULY 4 (DIPR): The Department of Personnel and Administrative Reforms (Administrative Reforms Branch), Government of Nagaland has stated in its Office Memorandum that, despite clear instructions on foreign travels on government expenses by government employees, it has come to the notice of the Government that, many officials are not adhering to the guidelines.
Further, in view of the acute resource position of the State and consequent austerity measures adopted by the State, it has been decided that such foreign travels stand curtailed except in the following cases: Training courses deemed essential by the department for the concerned officials/officers; Conferences that are vital for formulating policies of the Department/State; To promote for invest-
ment/development and other foreign assistance through such trips; On invitation by the host country and all expenses borne by such hosts. All Departments whose cases are covered under the above cases shall prepare a self contained note stating clearly the purpose of visit, the date of departure and arrival, sponsoring agency of the foreign country, duration, size of delegation,
anticipated expenditure, availability of budgetary provisions and the time frame for initiating follow up action arising out of the tour and submit it to Administrative Department for due scrutiny by P&AR Department and Chief Secretary. After getting approval from the Chief Minister, the tours may be undertaken. On arrival from the tours, a feedback report shall be submitted to the Chief Secretary.
