Nelson Mandela breathing through machine: Family JOhANNesbURg, JULY 4 (IANs): South Africa’s first black president Nelson Mandela has been breathing through medical life support measures, described as “perilous” by his family members in a court document. “He (Mandela) is assisted in breathing by a life support machine... the anticipation of his impending death is based on real and substantial grounds,” Xinhua quoted the court document from his family members as saying. The document was reportedly submitted in the Eastern Cape High Court. The former president’s health condition has been “critical” since June 23. Mandela, to turn 95 soon, was admitted to a Pretoria hospital June 8 for a recurring lung infection.

CAIRO, JULY 4 (NYT): A senior jurist was sworn in as Egypt’s acting head of state on Thursday, hours after military officers removed the country’s first democratically elected president, Mohamed Morsi, suspended the Constitution and installed an interim government. Adli Mansour, the chief justice of the Supreme Constitutional Court, was sworn in as the acting head of state in a ceremony broadcast live on state television, news reports said. In his first reported remarks, he praised the protesters whose mass demonstrations spurred the military action, calling them a unifying force and saying they “corrected the path of its glorious revolution.” But he also held out an olive branch to Mr. Morsi’s Islamist supporters in the Muslim Brotherhood, saying the group “is part of this people and are invited to participate in building the nation as nobody will be excluded, and if they responded to the invitation, they will be welcomed,” Reuters reported. NeW DeLhI, JULY 4 (CNN/IbN): With both the Congress and the Bharatiya Janata Party gearing up for the next Lok Sabha elections, sources on Thursday said the Congress might push for early polls as Team Rahul feels that early elections would cut anti-incumbency. Sources said that while the UPA feels it is better placed in terms of allies than the NDA, it is equally worried that the Samajwadi Party may pull the plug. The Congress is therefore looking at post poll support from parties like the JDU, the DMK, the CPM, the Trinamool Congress and the YSR Congress, sources added. The Congress is also reportedly trying to foil possibilities of the formation of a Third Front. Sources said that the Congress wants a new face for the next general elections as many ministers are allegedly

unhappy with Prime Minister Manmohan Singh’s leadership. The party, however, is expecting to do well in assembly elections in Delhi and Rajasthan. A day after the UPA II cabinet passed the Food Security ordinance, speculations mounted that the government is looking at a possible November winter general election date. The speculations were given even more impetus with the tie up of the JMM with the Congress seen as a part of a wider electoral strategy of the Congress to bag as many allies as possible ahead of the elections. Gruesome murder shocks Dimapur DIMAPUR, JULY 4 (MexN): One woman was found murdered under gruesome circumstances in Dimapur on July 4. The incident occurred at a house (residential government quarter) in Landmark colony (formerly PWD colony). The victim, a 34 yearold woman identified as Nungshilila Jamir, had recently come from her native village of Longkhum in Mokokchung district and was staying with her married sister. The murder was discovered around 6:30 am in the morning when the other occupants of the house

– the victim’s sister and brother-in-law – woke up. Motive could not be ascertained but it is suspected that the victim was raped before being murdered. The wooden handle of a mop was found inserted in the vagina. Post mortem could not establish rape but swab samples of the genitalia were taken to be sent for forensic examination. The body was found outside her room naked from the waist down with the top she was wearing rolled up exposing her chest. The neck was almost severed while a cut wound was found on the

back of the head. Signs of trauma were also noticed on the face. Police recovered a machete, suspected to be the murder weapon, on the bed in her room. The machete was sent for finger-print analysis, police stated. A potato peeler and a brick with blood marks and strains of hair were also recovered at the scene. A gold chain, earrings and a ring were all found intact. By evening, police had detained three persons for questioning whose identities were not disclosed. See condemnations on p5

DIMAPUR, JULY 4 (MexN): The NSCN/ GPRN has informed of various resolutions resulting from a general meeting held on July 3 at Camp Hebron to “check and prevent the activities of criminals and anti social elements and to safeguard the innocent public and business community from the hand of criminals.” A press note from the Secretary of Union Territory 1, NSCN/GPRN, Khekuto Jakhalu informed that the meeting was convened by him and the CAO of UT- 1, Lt Col (Retired) Ape Venuh, Kilonser. According to the press note, the meeting resolved that “there is no compromise in connection of extortion in the guise of national workers and shall be arrested and sternly dealt with.” It resolved that

anti social elements/activities would not be tolerated. The note informed that a decision was taken to “properly check” hotels/restaurants running liquor business, immoral activities/prostitution and that the defaulters would be penalized. The meeting also decided to check petrol and diesel adulteration and deal with the defaulters sternly. “Weight scales and rate shall be thoroughly examined and if found guilty shall be penalized,” it added. It further said that adulteration of cement and sand would be “treated equally as theft.” With regard to the increase in vehicle thefts, the note sought co operation from the public to curb this menace.

KOhIMA, JULY 4 (DIPR): The Department of Personnel and Administrative Reforms (Administrative Reforms Branch), Government of Nagaland has stated in its Office Memorandum that, despite clear instructions on foreign travels on government expenses by government employees, it has come to the notice of the Government that, many officials are not adhering to the guidelines.

Further, in view of the acute resource position of the State and consequent austerity measures adopted by the State, it has been decided that such foreign travels stand curtailed except in the following cases: Training courses deemed essential by the department for the concerned officials/officers; Conferences that are vital for formulating policies of the Department/State; To promote for invest-

ment/development and other foreign assistance through such trips; On invitation by the host country and all expenses borne by such hosts. All Departments whose cases are covered under the above cases shall prepare a self contained note stating clearly the purpose of visit, the date of departure and arrival, sponsoring agency of the foreign country, duration, size of delegation,

anticipated expenditure, availability of budgetary provisions and the time frame for initiating follow up action arising out of the tour and submit it to Administrative Department for due scrutiny by P&AR Department and Chief Secretary. After getting approval from the Chief Minister, the tours may be undertaken. On arrival from the tours, a feedback report shall be submitted to the Chief Secretary.

The cultural extravaganza is organized as part of the Tuluni festival of the Sumi community which falls on July 8. During the event, various cultural competitions, Sumi dish cooking competition, traditional attire shows, folklore plays etc would

be held. Speaking at the inaugural programme, Tovihoto pointed out the responsibility of everyone towards building peace in the society. However, he maintained that it was the womenfolk whose contribution should be foremost towards this cause

KDTODU highlight problems faced by truckers

KohiMa, July 4 (Mexn): The Kohima Truck Owners and Drivers Union (KDTODU) had a meeting with the Kohima district administration at Kohima Deputy Commissioner’s office where certain issues and problems faced by the truckers were discussed. The Union had tabled issues such as relaxation of time entry into Kohima Town wherein trucks entry within the Kohima Town was restricted from 8:00 am to 5:00 pm which had been causing untold hardship to the trucks while transporting commodities to the citizens of Kohima Town causing immense loss to the truck owners. The Union suggested for allotment for parking of trucks in all the Kohima ranges i.e.

northern, western and southern to enable the enable the trucks cater to the needs of the respective region. The Union also requested the District Administrators for cancellation on special permit whereby they are allowed to ply in Kohima Town at any time of the day whereas, the other trucks are not allowed to operate within Kohima town except during the allotted time which becomes a blatant case of discrimination and favoritism. “The issues were thoroughly deliberated in the meeting and upon the facts and circumstances brought by the Union the District Administrators, the DC had given assurance to the Union to consider,” stated a press release issued by KDTODU president and general secretary.

DiMaPuR, July 4 (Mexn): On being elevated to the National Vice President of ST Morcha Cell, Johnny G Rengma has being relieved from the post of State General Secretary (Adm) and in his place Dr M.Chuba Ao, State President has appointed Vihoshe James as the State General Secretary (Adm) with immediate effect. This was informed in a press note issued by K. James Vizo, General Secretary cum Spokesman BJP Nagaland. The State Unit has recommended Vethisa Chakhesang to the Central BJP as National Council Member. Meanwhile, the note also stated that Panhuman Rout, former Orissa General Secretary (Org) who is presently the Training Cell in-charge of North East, Sikkim and West Bengal, is currently visiting all the North East States from June 28to July 7. On July 3, he visited BJP head quarter at Dimapur and in the meeting with the State office bearers, Sunder Jain has being appointed as the State Training cell convener for Nagaland. Speaking on the occasion, Panchanan Rout said that it is mandatory to have training camps in all the 37 BJP political States. The Department of Supplies conducted an awareness programme with ward chairmen, village council chairmen and District Level Vigilance Committee (DLVC) on supplies at Conference Hall of Deputy Commissioner Kiphire. DLVC supplies chairman & Deputy Commissioner Kiphire Kesonyu Yhome (IAS) and Superintendent of Supplies (SoS) Kiphire Kiyevi addressed the meeting. Addressing the meeting, the DC disclosed, “From August 2011 till August 2012 not even a single drop of kerosene oil has reached Kiphire though the district is entitled to get 36 KL of kerosene oil.” Answering more on the queries put forth by the members present on kerosene oil, the DC said, “in regard to kerosene oil we have written a letter to the government and also to the agencies to take necessary action on the distributor for not brining kerosene oil to the district. However, instead of taking action, government has given a clearance and in the month of June 2013 we have receive 9 KL of kerosene oil. We have no news about the rest 27 KL.” The DC also said, “the programme is not to just listen but to

spread the awareness in one’s colonies and villages so that people are educated and the department and public work together better.” Kiyevi, Superintendent of Supplies, Kiphire who also addressed the gathering talked in depth about the Targeted Public distribution System (TPDS). He spoke on the functioning of TPDS system and the various schemes under the programme. He said that replacement or removal of beneficiaries list has been intimated to the villagers. However, so far most of the villages have not responded to the official correspondence. NoNey, JuLy 4 (NNN): A public meeting held today at Noney bazaar in Manipur’s Tamenglong district related to the recent killing of six NSCN-K militants decided to call a 24-hour total bandh in the Zeliangrong tribe majority areas of the North Eastern states including Manipur beginning July 8 midnight. The meet participated by hundreds of people from different walks of life from the district also called for immediate justice to the families of the victims. It demanded that an independent inquiry into the incident bet set up by instituting an impartial Special Investigation Team (SIT) to book the security personnel under the law of the land. Four more children rescued from Jaipur DIMAPuR, JuLy 4 (NNN): Four more children from Manipur that include three girls aged 8, 12, 19 and one 15 year old boy were rescued from the 'home' of one Rajkumari Ronica Robinson in Jaipur, a former friend of Jacob John, where they were being exploited and kept as a domestic servitude. FXB Surakha India rescued those four children, following which two members of Tangkhul Shanao Long, Delhi (TSLD) went to Jaipur to provide psycho-social support and to counsel the children. hail from Alang village and one from Pungba Khunou. According the oldest rescued girl, she would supervise the chores in the house of Robinson’s wife. The 19 years old girl said, she first came to Jaipur in the year 2000 and stayed at Grace Home, an alleged shelter for children which was run by Jacob John, who was arrested after 51 children were rescued from the 'homes' this March. One of the girls, who is 12 years old revealed during the counseling that they were ill-treated and physically abused. The 12 years old girl and 8 years old girl said they were brought to Jaipur by one Anem from Ukhrul district of Manipur, whose sister is married to Jacob John's brother. They were all brought to Jaipur for free quality education.

Robinson had rented out to Jacob John from where he was running the Grace Home but they had some altercation over some issues and the two parted ways according to the children. "It is a mystery to us how they were moved from Grace Home to the Robinson Home," the rescued children added. All the details of the children have been handed over to the authorities concerned. On March 12 this year, young girls and boys including minors from Manipur and Nagaland and elsewhere had been rescued after two children homes in Jaipur were raided by a joint team of the Tangkhul Shanao Long-Delhi, the State Commission for Protection of Child Rights, Rajasthan, social workers, activists and media persons.

KSDC to resume agitation

IMPHAL, JuLy 4 (NNN): The Kuki State Demand Committee (KSDC) has decided to resume and intensify its stir, with the committee announcing bandh and economic blockade along National Highways leading to Manipur from July 8 to 9, but the economic blockade is likely to extend till July 11. Flaying the Government of India for not realizing its written assurances given to the Kuki people, KSDC spokesperson K Khongsai said, “We have decided to resume our earlier agitation by imposing general strike and economic blockade from 5 am of July 8 to 5 pm of July 9. We may extend the economic blockade stir till 5 pm of July 11.” Flanked by TS Kuki, vice-chairman, KSDC and its general secretary K Gangte, Khongsai expressed unhappiness over repeated failure of the Government to meet its long-pending demands while talking to newsmen somewhere in Churachandpur district on Thursday. He said KSDC has taken the decision as it intends to put more pressure on the Government for a peaceful solution for the Kuki community. “Only the media and medical related activities will be exempted from the purview of the strike,” he said. KSDC will enforce blockade on Imphal-Ukhrul road, Imphal-Tamenglong road, Imphal-Moreh road, Imphal-Chandel road, Imphal Senapati road, Imphal-Churachandpur road and Imphal-Jiribam road, he said. Khongsai also said the committee appeals to all like-minded social organizations, sympathizers and supporters, and friends of the Kukis to support the movement for a ‘peaceful solution.’ KSDC had earlier imposed parallel bandh but suspended after the state Government gave it assurance to fulfill its demands by March 2013. The committee has been demanding both the state and Central Governments to start peace parleys with the Kuki armed groups—The Kuki National Organisation (KNO) and United People’s Front (UPF)—which are signatories to the Suspension of Operations (SoO) involving both the Central and state Governments.

IMPHAL, JuLy 4 (NNN): Imphal West District Police today arrested an active member of the Kuki Revolutionary Army (KRA). Thangminlian Khongsai alias Boynao, 34, son of late Thangkhokai Khongsai, hailing from Chongjeng village under Saikul in Senapati district, was arrested by a team of district commandos from near Christian Hospital, Deuwahland here on July 1, Imphal evening dailies reported. Separately, today at about 10 am, a bomb was found planted in a fish farm in Awang Wabgai under Sekmai Police Station in Imphal West. Reports said the farm is by one Phijam Manitomba. The police retrieved the bomb and later defused it safely. The incident is being probed.

Zynga’s new CEO to get pay package worth some $50 million

San FranciSco, July 4 (reuterS): Don Mattrick, the head of Microsoft Corp’s Xbox business who will replace Zynga Inc founder Mark Pincus as chief executive next week, will get a hefty, largely stock-based compensation package of about $50 million in coming years, the company said in a regulatory filing on Wednesday. In his first year, Mattrick will receive a base salary of $1 million, a sign-on cash bonus of $5 million and a 2013 bonus of $2 million, or the average bonus of Zynga’s other executives, the company said.

To compensate for shares he lost in leaving Microsoft, Mattrick will receive a make-whole grant of $25 million, or about 9 million restricted stock units that will vest over the next three years. These shares are currently valued at over $30.5 million. Zynga stock has soared 11 percent since the company announced on Monday that Mattrick was coming on board as chief executive. At the end of his first year, Mattrick will get 45.32 percent of his 9 million restricted stock units, valued by the compa-

ny at about $11.3 million based on the June 26 price. This takes his salary in his first year to a total of $19.3 million. Zynga is also giving Mattrick an inducement grant of 1,785,714 restricted stock units with a target value of $5 million and an option to buy 7,357,143 shares with a target value of $10 million that will vest at the end of his third, fourth and fifth term of employment. Mattrick is expected to make about $14.3 million in his second term and about $8.4 million in his third term as chief executive.

The unresolved solution of the Indo-Naga political problem by the NNC and FGN

I

n the year 1946 the Naga national council was formed for their self-determination and to decide for their own future of the Nagas as a political organization. 2. In the year June 1947 the British Indian Government represented by Sir Akbar Hydari, the then governor of Assam entered wish the NNC known as the nine point’s agreement, but it ended within days of signing of the nine point’s agreement. 3. The Govt. of NNC of 22 March 1956 announced the establishment of the Federal Government of Nagaland (FGN) as an armed wing of the NNC and take up arms to resist the Indian, armed forces. 4. The creation of Nagaland state in the year 1962 under the banner of Naga people’s convention (NPC) which is known as the sixteen point’s agreement under the constitution of Indian Government. 5. The Indian government and the FGN signed the first cease-fire agreement on may 24 1964 which came into effect on 6 September 1964 therefore, the first peace talks between the Indian government and FGN was held at the peace camp CHEDIMA on 23 September 1964. 6. The biggest mistake in the course of Naga national movement history that shocked the entire Naga people was the signing of the Shillong Accord on 111h November 1975 between the NNC/FGN and Indian government. 7. The unconditional acceptance of the Indian constitution. 8. To surrender of all the arms and ammunitions the outright rejection of the Shillong Accord by the Naga people’s and totally condemned by the NNC leaders and officially denounce the Shillong Accord the senior leaders of the NNC and FGN asked the then president of NNC A.Z.PHIZO ANGAMI to condemn the accord unconditional and without any delay and repeatedly urged him a number of times to condemn the accord as it was the works of some traitors, but instead he went on welcoming the traitor’s including his own younger brother KEVI YILLIE the architect of the accord. However the NNC leaders repeatedly requested A.Z. PHIZO to condemned the accord, because this was against the will of the Naga people’s fighting for their sovereign rights. But he totally refused to condemn the Shillong Accord till he went to the grave in 1990. After that Shillong Accord Agreement the government of India provided rehabilitation packages to the NNC and FGN government and confined under the protection of occupational force by the Indian armed security forces in their designated peace transit camps

and providing all the essential commodities and basic need possession’s which has been going continuing till today. Then why these organization the NNC. NNC (Accordist) NNC (Parent body) (FGN) (NNC/FGN) posing themselves s under organization in the name of National movement are imposing forceful taxation, donation’s contribution and etc. from the Naga people’s because they getting enough money rehabilitation packages, privileges prestige and services from the Indian government and abroad. The (NNC/FGN) leader’s based in London living in their lavished residence cannot bring back the Naga people’s Sovereign rights which they have sell out in the infamous Shillong Accord. But bring the death bodies lead by A.Z.PHIZO and the so-called executive members and leaders after 40-50 years to be cremated in the grave of the Naga soil. So, we are very sorry to say that the Naga Revolutionary Movement started by the NNC government and the armed wing (FGN) government has ended their national movement on the date of 11th November 1975 in the Shillong by accepting the unconditional agreements, surrendering of all the arms with the Indian government and came out overground under the Indian constitution. This was the greatest betrayal to the Naga national movement the government of NNC and FGN no longer represent the Naga national struggle for the Naga people’s. The government of NNC (N/A) non-Accordist totally condemned the infamous Shillong Accord. The leaders of non-accordist (N/A) totally condemned the Shillong Accord this lead to the formation of NNC (n/a) non-accordist the government of NNC (n/a) under the leadership of his Excellency president Shri. Kiumukam Yim and Hon’ble General Secretary Shri. Hozetho Chophy are standing against all odds and are ready to sacrifice and safeguard the political social economic and territorial rights of Naga people’s. Therefore, the NNC and FGN government of the Shillong Accordist are requested not to make business and identity using the name of this organizations for their selfish interest, so that the past mistakes should not be repeated. Response to NSF ultimatum : GPRN/NSCN

T

hat NSF is an intellectual students’ organisation is agreed. Whether the NSF at a present time is a slave to tribal and regional politics or whether it is a good shepherd leading the sheep with healthy intellectual quotient is for the Nagas to decide. The gates to GPRN/ NSCN designated camps anywhere would be opened to students’ community for free and frank exchange of ideas and opinions on common issues confronting the Naga people. What GPRN/NSCN regretfully admits is that, there was a clash near Lotha Baptist Church at Lower Chandmari, Kohima and near hotel Orchid midland junction on 25th June 2013, in which a GPRN/NSCN officer and a K cadre were injured. Both are from Angami Naga tribe. Unfortunately, the NSF blew its whistle across Nagaland and beyond screaming assassination attempt and point blank shooting of its official

by GPRN/NSCN, even after K group MIP Kilonser clearly stated he did not know which side broke the vehicle windshield. If the NSF continues to claim it was an assassination bid even after circumstantial evidences contradicts their claim, a very strong antiGPRN/NSCN force must be at work and in that case appropriate response shall be prepared. Capt. Medo and Lieut. Amento Kiba were comrades till that former ran away to K group a year ago. Since then, there have been three assassination attempts on Amento Kiba by Capt. Medo in civilian area. One, near Mohonkhola injuring a civilian, next, near Hotel Fira also injuring a civilian, third near Homeguard office at PWD Chandmari and the latest on 25th June. Was NSF sleeping when those incidents happened? Where was NSF when an innocent school boy, a poor farmer, a govt. servant, or an unarmed national worker was dragged

out from the house and shot dead? Is the life of an NSF official more precious than other Nagas? On the question of taxation, GPRN/NSCN is not involved in creating syndicate system and has assured cooperation to Naga Council Dimapur, ACAUT and other Civil Societies in their endeavour to curb multiple taxation. The five point ultimatum served to GPRN/NSCN seriously questions the credibility and motive of the NSF. In response to the charter of demand, let it be known that firstly, Lieut. Amento Kiba shall not be prosecuted because he responded to the call of duty as a soldier when accosted by an armed adversary. His superior officer and subordinates present at the time of that incident testify to this. Secondly, there was no assassination attempt whatsoever and therefore the question of why the attempt was made on the life of the federa-

tion official does not arise. The third and fourth charter of demand is purely the subject matter of the GPRN/ NSCN and the GOI, the two entities having ceasefire agreement with agreed ground rules and therefore it is outside the purview of NSF. On the fifth point, the GPRN/NSCN is committed to Naga Reconciliation process and a signatory to Covenant of Reconciliation and Naga Concordant this is the greatest assurance GPRN/NSCN can offer. Both civil and military members of the GPRN/ NSCN have been directed to exercise maximum restraint especially in populated areas. Defending against sudden attacks is not a crime. Henceforth, no further press statement shall be issued on the matter. As always, GPRN/NSCN shall endeavour to maintain cordial relationship with all NGOs and Civil societies in the interest of Nagas. n the head-hunting days, barbaric Nagas considered Receipt of Gift from the Enemy, a serious Taboo. They viewed accepting Food from the Enemy cause sudden incapacitating seizures of the Body. Such Receipts would seriously jeopardize one’s life any time from the ever lurking enemy in the head hunting Society. Man or woman, in the Naga Society, would not accept Gift from his or her Foe. This is known to every elderly Naga today, educated or not, and many feel a little hesitation to offer Gift to known former Village enemies. The Naga Christian Churches, aware of this, now therefore arrange friendship Contacts and Concords between various Churches in the name and for the sake of Jesus Christ. Christianity is a truly liberating force for the Nagas! Recently, the Political Affairs Committee (PAC) of the Government of Nagaland, while expressing concern over the prevailing wanton Taxation in Nagaland today, reportedly “suggested that the Government of India formulate a sustenance Scheme for the Naga Nationalist groups”. The Nagaland Peace Council took the responsibility for the maintenance of Transit Peace Camps upon signing of the Ceasefire between FGN and India. The Peace Council collected donations from the Church and the Government but gradually the Church failed in the Kingdom of Mammon and Government had to bear the whole burden. The Government understandably stated its reluctance for continued support of the Peace Camps because some who have already been provided Rehabilitations packages sometimes stayed in the Camp. KSU, KEH shocked and condemns The Kyong Students' Union (KSU) and Kyong Eloe Hoho (KEH) express deep shocked and condemned over the press statement issued by Kyong Hoho (KH) published in the local dialies on 4th july 2013, where it stated “the executive members recommended to issue showcause notice to the President Kyong Eloe Hoho Thungchano Tsanglao and President Kyong Students' Union Subenthung Kithan". The paper war of Kyong Hoho imbroglio/crises has been started since 11th Dec'2012 General Assembly held at LTC Hall Wokha. The Kyong Students' Union and Kyong Eloe Hoho being an apex students and eloe (women) organisation was maintaining neutrality and also played a mediator role to solved the imbroglio amicably but it is so shocking and unbecoming on the part of Kyong Hoho for trying to victimise and tarnish the good image of KSU and KEH. "Without proper reasoning the Kyong Hoho cannot make KSU and KEH as a scapegoat" The KSU and KEH informed to the general public that during the felicitation programme for the 4(four) Legislators of Wokha District held at Hotel Japhu Kohima on 22th April 2013 wherein the house unanimously entrusted the Kyong Students' Union, Kyong Eloe Hoho and Kyong Youth Hoho to convened a general meeting to solved the crises of Kyong Hoho. subsequently, the KSU, KEH and KYH convened a joint meeting where the Dimapur Lotha Hoho, Kohima Lotha Hoho, Senior Citizen Forum, Lotha Pensioner Association, G.B Federation, D.B Federation, Village Council Chairman Association, V.D.B Secretary Association, Kyong Hungjantaren Okho attented the meeting and resolved to convened a joint session. The KSU and KEH also urged the Kohima Lotha Hoho and Dimapur Lotha Hoho and any other Lotha Organisation to restraint from issuing a press statement unless the crises of Kyong Hoho has been sattled amicably. Lessons from Uttarakhand

T

he Morung Express did a most timely and important story recently (June 27, 2013 issue) under the headline ‘Is Urban Nagaland Prepared?’ wherein the report goes on to mention that as the Uttarakhand toll rises, Nagaland needs to reduce its own vulnerability and risk to disasters. Uttarakhand, a State similar to Nagaland was hit by unprecedented rainfall in the middle of June followed by devastating landslides that left scores of people dead and many missing in what has been described as a Himalayan Tsunami. Some may ask why we in Nagaland should worry at all. For one, like Uttarakhand, ours is also landslide prone. Nagaland is therefore not immune from impending disasters that could strike without any warning. In fact, a few years ago, a sudden cloudburst followed by heavy downpour resulted in a dangerous mud and stone slide near the Chumukedima police check gate. The aftermath of this was clearly evident with newspapers coming out with the sorry state of the once famed national highway—damaged by the falling mud and heavy boulders from above the adjoining mountain side. Whether the State government has forgotten this incident and if not what mitigation measures it has put in place to prevent human tragedy in the event of similar disasters. Coming to preparedness, the Comptroller and Auditor General (CAG) of India had pointed out recently that Uttarakhand had a dysfunctional disaster management system. What about Nagaland? A senior official from the Nagaland State Disaster Management Authority (NSDMA) has been quoted as saying that “places like Uttarakhand and Sikkim are, in fact, much better prepared in terms of disaster management than Nagaland”. And so if Uttarakhand had a ‘dysfunctional disaster management system’ as reported by the CAG, one can well imagine the state of preparedness in Nagaland. It is not that nothing has been done in the last few years. However it would appear that we are not well prepared yet. While there has been some training programmes held and awareness created on disaster management, this is never going to be enough. One of the concerns is whether our government and other institutions in Nagaland are capable to respond to disasters in the scale of the one we saw in Uttarkhand and also whether the funds being allocated are enough and utilized towards the stated objectives. For one, there has to be better coordination among various departments and agencies. To assess the preparedness of various agencies in responding to an emergency situation, more mock drills should be conducted. The need for good governance as the first step towards having in place a functional disaster management system is of vital importance. Among others, one must ensure that the rule of law is strictly enforced without fear or favour. Take for instance, the failure to properly implement building bylaws in our Municipal areas such as Kohima, Dimapur and Mokokchung, which have become more prone to risk because of increasing urbanization. Perhaps, the concerned department should shed light on whether certification of both private and government buildings are being done by structural engineers as required under safety rules. The government should not sit idle but start to fix responsibility so that a semblance of preparedness is put into place. There is a need to institutionalize Disaster Management in the State Government machinery. Suggestions have already been made for creating a separate department dealing with Disaster Management and related areas. Lest we forget, the disaster that struck Uttarakhand and the human tragedy thereof should be a wake-up call for Nagaland. Clearly, the need for preparedness must be underscored. I

still wonder why Europe disliked conservative Ronald Reagan who shouted to Gorbachev to dismantle the Berlin Wall. I still wonder why Europe by-passed Reagan and awarded Nobel Prize to an upstart liberal politician who achieved nothing of the sort to deserve such a prize. OK, right or wrong, that's just my observation. Lately the daily papers has been offering some war on words concerning 'freedom of expression' on sensitive Naga issues. I think underground or overground, no one should be denied the right to speak truth to power whether a certain group or individuals like it or not. If you cannot stand the heat, get out of the kitchen. If you can give it, you must be able to take it as well. Or as Americans put it: "shove it." In the spirit of freedom of expression, a healthy exercise for a mature people, I wish to highlight certain points which could be "signs of the time", or "Handwriting on the Wall for unlearning political parties", or simply an opinion in tune with the sentiments of the silent majority (and a little humor too). 1. Nagaland has too many fancy cars and not enough roads to drive on. Just imagine pleasant eyesight and joyful driving if we have well-maintained roads. Someone said that a sign of affluence can be seen from people asking two questions: how can I lose weight and where can I park my car? In Nagaland one might add: where can I drive? Please go big on the foothill road and the four-lanes plan even if we have to go for broke. Just do it. Or else even tourists will always be disappointed but will be too polite to tell us. Better roads, please! 2. Our developments are well below the awareness of the younger generation who have seen better places. There is a mismatch here and the people are very frustrated with politicians/bureaucrats/ contractors/taxmen pocketing huge commissions and leaving our developments in name only or below (below) standards. 3. The public is telling the national parties to get their act together (reconciliation) and get a settlement or else stop taxation altogether. Some people have disowned the underground parties already, but just keeping quiet in hope of a quick and honorable settlement. There is no such thing as "indefinite taxation". There must be an expiration date. Please reinvent if you wish to survive the angst of the public... or else a time is coming the public is going to fight back. Just because a party hold on to the magic word "sovereignty" does not mean it should be empowered to harass the public, threaten and collect taxes. The term 'sovereignty' will become meaningless if the sloganeers stop representing the public. How can Naga movement have six (or seven?) 'sovereign parties'? The day a 'proper settlement' is offered and a party refuse to sign by hiding behind 'sovereingty', that party should be banned from collecting tax. Forever! Why? Because it cease to represent the Naga public! 4. Instead of flowing with milk and honey (only trickling), the soil of Nagaland is drunk with wine poured from the confiscated bottles and cans. Will earthquake follow soon? As sung by Methanilie, "the drunkard never misses the ground when he falls." Recently seeing the picture of contraband drugs in huge pile burnt by Excise Department, I thought these government employees must be getting high from inhaling the environment. (Please grant them a few days leave if they report seeing things and dreaming of acting in Bollywood movies.) Kudos! 5. Christians, please pray. Its time we step forward and make peace with our neighbors, specially Kukis, Meiteis and the folks in Assam. Together, and with God's blessings, we can turn Northeast India into a desirable place to live and work. Myanmar is stirring and India is advancing, and we need to position ourselves to be movers and shakers in this surge of energy enveloping us. Just don't confine your passion to your own selfish clan or ethnic group--- yes such an affinity will always remain, but true progress must transcend it. I am glad to hear that Manipur is working to operate an international airport; it will benefit Nagaland too. If there is a 'settlement' and the harassment of taxation is resolved, I'm sure many good things will happen in Nagaland, because we have Christianity (which is very compatible for progress) and an eager young generation ready to put heart and soul into creative ideas. For the present generation, access to the world is only a few steps away, or the world is coming to our doorsteps. The question is: Are we prepared? Are we ready?

Red card for Morsi, yellow card for democracy

T

he Egyptian military has asked “all political actors” to fulfill the demonstrators’ demands within 48 hours, otherwise it feels obliged to step in to prevent the country from slipping into further chaos. While most of the demonstrators cheered up to these announcements, analysts see major problems for Egypt’s democratization process. The message is clear. According to the organizers, more than 22 million Egyptians have signed the “Tamarod” (“rebel”) movement’s claim that Mohamed Morsi should immediately step down as Egypt’s president. Their initial target of 14 million signatures was overtaken by a large margin. And then, on 30 June 2013, the first anniversary of Morsi’s presidency, several million Egyptians came out onto the streets to demonstrate against him all over the country, clearly outnumbering the demonstrations against former President Hosni Mubarak two-and-a-half years ago. Hundreds of thousands of red cards, saying Irhal! - Get out!, were held up. Given the demonstrators’ impressive number and their apparently united stance, warning voices that criticize the latest developments face hard times. As streets and squares in Egypt drown in the slogans and shouting, especially after the military’s request that Morsi might fulfill the people’s demands within 48 hours, who wants to listen to critiques that fear negative consequences for Egypt’s young democracy if the country’s first democratically elected president is shouted down and removed after one year? Morsi’s supporters, not only from the Islamists’ side, also demonstrating with impressive numbers, have a point. Not only was Morsi democratically elected, the MB’s Freedom and Justice Party also gained about 50% in the 2011/2012 parliamentary elections, and the Salafist Al-Nour Party another 25%. Hence, some 75% of voters supported the idea of having Islamist politicians in power. To be blunt: Morsi made bad policy

choices. For sure he confused being a president of all Egyptians with being a president for all Egyptians. Despite his reconciliatory remarks and promises after his election, he quickly proved that his prime interest is less to include different voices in the political process and stabilize the faultering economy, than to foster the MBs’ dominance and impose strict Islamic moral values over the society. Along the way, how the constitution was elaborated and enacted tells us what kind of intentions his policies were based on. So, will a removal of Morsi contribute to an easing of tensions and an improvement of the situation? Probably not. But it will bring future prospects for democracy into deep trouble – the red card for Morsi is at the same time a serious yellow card for democracy in Egypt. First, Morsi’s many supporters reject the current procedures and react with disaffection; they argue rightly that democracy is about competition

for power in elections, not in vocal battles on streets and squares. Morsi’s removal will probably alienate many of them from the overall idea of democracy. The already deeply divided society, that is for sure, will in future be even more divided. Second, a credible substitute for Morsi has not appeared on the horizon. Though Mohamed el-Baradei has risen into prominence as the leading spokesman of Tamarod (and the many opposition groups that are behind it), he is still far from being a credible candidate for the state’s highest office. And if he (or anybody else) were to be elevated into this position – what will happen if people become dissatisfied once more? Will they again go out into the streets to eject him from office? It paves the way for easy access for Islamist groups to play exactly this card and disturb political processes however well-devised. Third, fears are widespread that the old regime might seize the moment to

In a sense, the governmental crisis can also be understood as the crisis of the opposition. After the enthusiastic demonstrations against Mubarak in early 2011, secular parties failed to gain anywhere near enough votes to establish a powerful and credible opposition. The lower house’s dissolution by Egypt’s Supreme Constitutional Court on 14 June 2012 – quickly implemented by the military interim SCAF government, in power at that time – was more the attempt to prevent Islamist dominance in parliament than tackling problems with the electoral law, the official reason. The same can be said for the recent dissolution of the Shura council on 2 June 2013, the parliament’s upper house. The calculated elimination of Egypt’s legislature is its main problem. Morsi and his cabinet did not face any institutionalized political opposition. In the absence of the parliament, this task was left to judges, generals, and grassroot movements. Hence, the strengthening of the parliament as a central institution is crucial for a successful relaunch of Egypt’s democracy. Morsi’s simple removal from office might satisfy the masses, but Egypt’s institutional deficit needs a more far-reaching solution. Clearly the military has the power and the potential to interfere in Egypt’s political processes. But for the sake of democratic principles, it would be better to have left Morsi in office and push for new parliamentary as well as presidential elections instead. Then Morsi could have run the elections as the incumbent, and voters could express their will again to say whether they want him or not. This would be the best, of admittedly only bad, options. But as it is now, the momentary triumph has the potential to cast a shadow over any long-term prospect for a successful democracy in Egypt.

And in Nagaland, Rongmeis were always with them in times of border land disputes (many Rongmeis have shed their blood), and in times of elections and emotional moments. And when appointed time came for Mighty God and his chosen leaders to bless Rongmeis with recognition, why all this fuss? Can this same yardstick be applied to ZPO in Manipur and Assam? In my personal view, there should be a clear-cut approach. Either Unity or Separation. Not one thing at one place and another thing at another place. I also fail to understand why leaders of Rongmei community chose to remain mute at this juncture when there is a barrage of press releases every other morning against their fate. Hope they are not remote-controlled from any quarters. I do not really believe ‘silence is gold’ at all time. It’s a very feeble form of diplomacy. People understand you better when you speak your heart out. DAN government was showered with abundance of accolades and gratitudes, undoubtedly from Rongmei community to the extent of organizing elaborate public extravaganza at Dimapur. But billion dollar questions remain on the timing to take up the issue when assembly election was nearing, and the lack of clarity in the conditions put for recognition vis-a-vis other Naga tribes. This has generated anxiety, confusion and unpleasantness among sections of people. If I have not mistaken, in Rongmeis’ case, the recognition only meant an ‘indigenous Naga tribe without job reservation where other Naga tribes need not worry.’ Problem is not with the recognition but the kind of package attached to it. The decision of the Nagaland Assembly to recognize only those Rongmei families who settled in Nagaland before statehood and having their own lands was taken after several considerations, surveys and decades of memorandums including recommendations by a former chief minister, veteran Naga politicians and tribal leaders’ signatories. Rongmeis are very much Nagas and have been settled in the states of Manipur, Assam and Nagaland as minority for ages. Children of Rongmei tribe in Nagaland suffered enough for several years. Forget about benefits of central scholarship and writing NPSC exams, Rongmei students in Nagaland did not have opportunity to write even central exams like UPSC, as by rules they have got to get tribe certificate from competent authority of the district they reside in. Manipur government too does not recognize Rongmeis from Nagaland. It was a great privilege that finally sections of compassionate Nagas of Nagaland having deep concern supported for the recognition. I think this is not too much a thing to oppose. Nagaland is not only a land of festivals, but a land of Christianity and bravery, and it cannot be degraded by divisive tribalism and chauvinistic bent of mind towards minorities. M

any of my non-Angami friends and acquaintances have often told me that we, the people of Kohima village, are very lucky and fortunate because Kohima is the capital of Nagaland. I guess they envy us because the Kewhimia people (citizens of Kohima village) are the traditional land owners in Kohima town and its surrounding areas. Of course, the advantages and merits of being the traditional land owners of our capital city are there to be seen by one and all. Being the capital, Kohima is the administrative head of the whole of Nagaland. It is also the base from where our government is run and administered and as such all the head offices of our many departments are located here in Kohima. This means that the citizens of Kohima do not need to travel to any distant places for their most major official works as all the head offices are just situated in their backyards. Being the capital city, Kohima has also undoubtedly grown into a big commercial centre where business of many genres are flourishing and expanding at a rapid pace. Kohima is also only next to Dimapur when it comes to our shopping tastes and choices. And I guess I can proudly say that all the things available for sale in Dimapur are also available in the shops and markets of Kohima town (of course, at a higher price). Anything that the citizens of Kohima want to buy is just a few yards away from their kitchens. Therefore, when all these varieties of advantages and undeniable comforts are just round the corner, nobody would deny the fact that the citizens of Kohima are indeed blessed and fortunate in more ways than one. However, many a times, I have often thought to myself whether Kohima being the capital of Nagaland would really turn out to be an asset for the traditional landowners of Kohima in the long run. As mentioned above, the advantages and the merits are there to be seen by one and all. However, along with these advantages and merits, some very real and undeniable liabilities have cropped up over the years. Firstly, development is a core motive and desire of any government. And development is not possible unless there is proper infrastructure. And proper infrastructure needs a sizeable portion of good and proper lands. And over the years, especially after the inception of our statehood in 1963, the Kewhimia people (the traditional land-owners of Kohima area) have already donated many of their precious lands to the governments where many public offices and buildings have been built which are catering to the needs and requirements of all Nagas. However, as far as the demand and need for lands by the government is concerned, the question of ‘Enough’ does not arise. This is so because Kohima being our capital has to be a growing city and as long as the Nagaland government continues its mission and commitment towards development, it will always be craving for more and more

This is the reason why we often hear our government leaders appealing to the landowners of Kohima to sell more of their lands to the government. Secondly, Kohima being the capital, it is slowly turning into public property. This is so because everybody wants to own a land (even a small one) here in Kohima where they can build even a small house for themselves. The result being that the Kewhimia people (the traditional landowners of Kohima) are under great pressure from all corners to sell more of their lands not only to the government but even to private buyers who are willing to offer any price for a plot of land here in Kohima. This is the reason why many lands which originally belonged to the Kewhimia people are slipping into the hands of outsiders. The reasons why the traditional landowners of Kohima sell their precious lands to outsiders can be many. For some, probably the lure of the money offered was perhaps too tempting. For some, probably they were able to find some genuine buyers while some were literally compelled to sell their lands because they had no proper source of income to meet the educational expenses of their children. And indeed, it is heartbreaking to know that some had to sell their lands in order to meet the medical expenses of their loved ones. The result of all these is that we are often forced to see our most beloved lands being torn to pieces right in front of our very eyes. And this sight is really painful because lands once sold will never return to us even in a thousand years. Anyway, do we (the Kewhimia people) have any other options other than to sell our lands? I guess not….. because we are already in the ‘Hot Seat’. When we don’t sell our lands, they will say ‘Kohima is the capital, Kohima belongs to everybody and therefore the citizens of Kohima village should sell more lands to the government for developmental works and to the private buyers to build their houses’. And when we sell our lands to the outsiders, there will always be someone who says ‘look at those foolish and greedy money-mongers, they are selling all their lands to outsiders’. So, under these cir-

cumstances, what do we do? With every passing day, traffic congestion in Kohima is also only intensifying. And thus, there were people who said ‘if the Kewhimia people are the real maliks here in Kohima, why don’t they do something about the traffic congestion here in the capital?’ But when some youngsters from Kohima village took upon themselves the task of easing traffic here in Kohima town, they started saying ‘over-smart and high school-failed chokara chukiris from bara basti’. Then when even our most precious and beloved vehicles began to be stolen from our backyards and courtyards here in Kohima, they started saying that Kohima is no longer a safe place and that the youths of Kohima village should come forward and render their help and assistance to the administration and police. Hereupon, some young brave youths of Kohima village sacrificed their time and comfort and came forward to keep vigil to prevent our beloved properties from being stolen from our own backyards and courtyards. But then again, after sometime, they started accusing us of running a parallel government here in Kohima. I guess these are some of the reasons why the people of Kohima village have always been in the ‘hot seat’. As this article is read, some of the readers may be tempted to think that I am writing these things because I am an owner of some big or good lands here in the capital. However, this is not so. Neither my beloved father nor myself are owners of any big lands here in Kohima……we own only what is sufficient for us. But I write these things because I myself am a bonafide citizen of Kohima village and as such, many friends, acquaintances and well-wishers have often discussed these issues and concerns with me. One of my younger brothers is presently serving as EAC in Wokha and during one of our recent conversations; I asked him whether he was aware of any Angami who owns a private house in Wokha. His reply was in the negative. Some years back

I also spent about two years serving in a school under Mokokchung district and during this time, I also did not come across any Angami who owns either a small house or plot of land in Mokokchung area. From these, I guess I can safely conclude that all the lands under Wokha district still belong to the Lothas and similarly all the lands under Mokokchung district still belong to the Aos. Then what about my beloved Kohima? Here let me mention that some of the best buildings in Kohima situated in colonies like PWD, Chandmari, AG, Lerie, Midland, Paramedical etc belong not to the Angamis but to the people of other tribes. Hence, a situation has arisen wherein the other tribes are keeping their lands safe and sound in their respective districts and then they come to Kohima and hunt for lands that originally belong to the citizens of Kohima village. I have absolutely no idea about the proportion of Kohima lands presently owned by the government or by the nonAngami tribes. I also have no idea of the percentage of Kohima lands still owned by the Kewhimia people, the traditional land owners of our capital. However, I am sure of one thing. As time passes on, the demand for lands in Kohima will only grow and lands owned by the Kewhimia people in their own land will only decrease and not increase. I am a dreamer and I like to imagine things. Therefore I can imagine that in the year 2100 A.D. (87 years from now), an Angami father is telling his children that there was once a time when all the lands in Kohima town area belonged only to the people of Kohima village. But I doubt whether his children will believe him or not because by that time the land ownership scenario here in Kohima would be very different from what it is today. The future is unpredictable and it will be full of surprises as far as the story of land ownership here in Kohima in the coming years is concerned. Lastly, let me conclude by saying that I have nothing against the Kewhimia people selling their lands to the government as long as the intentions are ideal, noble and all-encompassing. I also have nothing against the Kewhimia people selling their lands to any private individuals as long as there are genuine buyers. I am also not pro-Angami and anti-other tribes. My only concern is that many people consider the citizens of Kohima village to be the most fortunate ones just because the capital city of Nagaland happens to be in their courtyard and backyard. But for me, these advantages and benefits have come at great price and cost where many a times we are literally compelled to witness our most beloved lands being devoured to pieces right in front of our very eyes. And this sight is really painful because our lands once sold would never return to us even in a thousand years. Therefore, as far as I am concerned, Kohima being the capital of Nagaland is not just an asset but also a big and undeniable liability……….

ouglas C. Engelbart was 25, just engaged to be married and thinking about his future when he had an epiphany in 1950 that would change the world. He had a good job working at a government aerospace laboratory in California, but he wanted to do something more with his life, something of value that might last, even outlive him. Then it came to him. In a single stroke he had what might be safely called a complete vision of the information age. The epiphany spoke to him of technology’s potential to expand human intelligence, and from it he spun out a career that indeed had lasting impact. It led to a host of inventions that became the basis for the Internet and the modern personal computer. In later years, one of those inventions was given a warmhearted name, evoking a small, furry creature given to scurrying across flat surfaces: the computer mouse. Dr. Engelbart died on Tuesday at 88 at his home in Atherton, Calif. His wife, Karen O’Leary Engelbart, said the cause was kidney failure. Computing was in its infancy when Dr. Engelbart entered the field. Computers were ungainly room-size calculating machines that could be used by only one person at a time. Someone would feed them information in stacks of punched cards and then wait hours for a printout of answers. Interactive computing was a thing of the future, or in science fiction. But it was germinating in Dr. Engelbart’s restless mind. In his epiphany, he saw himself sitting in front of a large computer screen full of different symbols — an image most likely derived from his work on radar consoles while in the Navy after World War II. The screen, he thought, would serve as a display for a workstation that would organize all the information and communications for a given project. It was his great insight that progress in science and engineering could be greatly accelerated if researchers, working in small groups, shared computing power. He called the approach “bootstrapping” and believed it would raise what he called their “collective I.Q.” A decade later, during the Vietnam War, he established an experimental research group at Stanford Research Institute (later renamed SRI and then SRI International). The unit, the Augmentation Research Center, known as ARC, had the financial backing of the Air Force, NASA and the Advanced Research Projects Agency, an arm of the Defense Department. Even so, in the main, computing industry professionals regarded Dr. Engelbart as a quixotic outsider. In December 1968, however, he set the computing world on fire with a remarkable demonstration before more than a thousand of the world’s leading computer scientists at the Fall Joint Computer Conference in San Francisco, one of a series of national conferences in the computer field that had been held since the early 1950s. We make policy largely by intuition shaped by an orthodox adherence to tired interpretations of national interests and “public choice theory”. Clearly, our minds are behind times. All this needs to change if Naga want to out-think its enemies and helps friends in the society secure safe, free and prosperous future. One happy development, which I see is the increasing awareness among the population of their political rights and liberty. However, the danger signal is the poison that is sought to be disseminated by greedy agent of Indian in the name of developments. The haystack of hatred, piled up over the years has caught fire. Knowing what is out there and what is coming is an important part of “thinking the future”. Equally vital will be establishing the permanent capacity to change how we Naga discover, innovate and adapt new way of knowledge creation to the task of sound decision making. In many areas of Naga “push-button” life the analytical power of the information dominates, but ironically not in the public sphere where public policies are made. While computers has power E-mail, Facebook, YouTube, Twitter, ResearchGate, LinkedIn and other social networking tools that facilitate conversation, debate and storytelling of our society on a global scale. While the source attitudes towards public policy-making are certainly open to debate, the impact seems pretty clear. It is noteworthy, for example the recent debate on the article ‘Globally utopian, Locally empty’ on Facebook. However, it would be hubris to argue that any analytical process could provide all the answers. The scientific methods cannot resolve every issue. Both faith and reason have their place. What is needed in today Naga society is a better balance in arguments presented in the modern virtual public square. In particular, multi-disciplinary analysis has an important role to play. Multi-disciplinary studies are not new, but they can be particularly fruitful now. The information age provides an unprecedented capacity to tackle tough problem in different ways. It is perhaps, not surprising that in Naga, storytellers are besting other forms of analysis. Our leaders have done a very poor job preparing itself to “think the tomorrow”. Naga society requires serious concerted reforms to revitalize its capacity to change for future. If we fail to act on time, then it could well sacrifice the key advantage of our time. What bible said, “And no man puts new wine into old bottles: else the new wine does burst the bottles and the wine is spilled, and the bottles will be marred: but new wine must be put into new bottles.” (Mark 2:22)

Rude welcome for Antony, Chinese general warns India beiJiNg, July 3 (AgeNcieS): India should stop provoking China and end stirring up trouble in the region to maintain peace along the long and disputed border, a senior People’s Liberation Army (PLA) general said on Thursday, striking a controversial note hours before defence minister, AK Antony was to land in Beijing. Making strong comments before Antony’s arrival, Major General Luo Yuan warned India that it should be careful with words and deeds. “India should be very cautious in what it does…in what it says,” Lou said, adding that India was the only country in the world that was enhancing its military prowess citing China as a threat perception. Lou repeatedly indicated that the onus was on India to maintain peace along the border between the two neighbours. “Particularly, the Indian side should not provoke new problems and increase military deployment at the border areas and stir up new problems,” Lou said. Lou, with the Department of World Military Research of the Academy of Military Sciences of the People’s Liberation Army, was speaking at a function organised by All-China Journalists Association (ACJA); the topic: China’s Path of Peaceful Development. He said tensions and problems existed between the two countries, particularly in the border areas. “There is also the problem of 90,000 square kilometre of Chinese territory still occupied by the

Indian side. It’s a problem leftover from history…(but) India should not provoke, stir up new trouble,” Luo said. The general said Premier Li Keying’s visit to India enhanced political relationship. “Now your defense minister is coming. The situation is within control. Up to India not to stir up new trouble,” Lou said. On the recent incident at Deposing, in which India had said that Chinese troops had crossed the Line of Actual Control to cross over to the Indian territory, Lou said media - presumably the Indian media -- had exaggerated the incident. UN welcomes India’s food bill

New Delhi, July 4 (PTi): India’s food security law has global significance and it can inspire many countries to come up with similar legislation, a UN official said on Thursday. The Union Cabinet on Wednesday approved implementation of the food security law through an ordinance to give 67 percent of the population the right to highly subsidised foodgrains. India is home to 25 percent of the world’s hungry poor. “It (the food law) has global significance,” Olivier De Schutter, United Nations Special Rapporteur on the Right to Food, said here. “I believe it is an important movement for the right to food in India. It can inspire many countries to do the same thing.” De Schutter, who met Food Minister KV Thomas on Thursday, said other countries have made similar attempts but India’s social welfare programme is the largest in the world because of the sheer size of its population. Some countries that run social welfare programmes to provide food security may remove or stop them with changes in the government and fiscal conditions, he said. “What this bill will do is it will protect as a legal right what otherwise are benefits given away as charity by the government. I think it is of great and symbolic significance,” the official told reporters

Govt may ban tuberculosis drugs in open market hospitals and clinics free of cost or by private practitioners. According to the Health Ministry, about 65 percent of the TB patients avail these drugs under the government’s DOT (Daily Observed Therapy) System while the rest opt for treatment by private practitioners and buy drugs from the chemists based on their prescription. The latter results in irregularity of treatment which leads to relapse of the ailment as there is lack of proper monitoring, the sources said citing experts. To address this, the government is planning to prohibit sale of drugs in open market. Under the new initiative, patients going to private practitioners for treatment will get medicines free of cost from chemists but only after the doctor informs them through a

New Delhi, July 4 (PTi): As part of its drive against fake Permanent Account Number, the Income Tax department is considering making proof of date-of-birth mandatory for issuance of PAN card. “The department might ask for proof of date-of-birth for issuing a PAN card. Ration cards and rent receipts might no longer be accepted as proofs of identity and address for issuance of a PAN card,” sources in the finance ministry said. According to officials, in most cases of fraud, people have furnished fake ration cards and rent receipts to get PAN card. As of now, depository account statement, bank account statement /passbook, ration card, passport, voter identity card, driving licence, property tax assessment order and certain other documents are accepted as proof of identity as well as address. “We will soon prescribe a format for PAN verification to make the system foolproof and robust,” sources said. The sources further said that a notification regarding streamlining process of PAN verification will be issued soon and it will apply only to fresh applicants. Recently, the I-T department has found a number of individuals possessing fake PAN cards as identity proof. According to the official data, 170 million people in India have PAN cards, while only 30 million of them file income tax returns. Many people who do not file tax returns get PAN card as it works as identity proof at many places. The finance ministry had last year brought out a new PAN application form-- 49A for use of Indian citizens, companies and entities incorporated in the country which allows a applicant to mention his or her Aadhaar number.

The biggest challenge is fixing pilferage in the PDS in states where poverty is more, according to Commission for Agriculture Costs and Prices (CACP) Chairman Ashok Gulati. “The PDS leakage although has reduced significantly but it is still a concern,” De Schutter said. “Certainly, they need to pay attention.” De Schutter noted that Chapter 9 of the food security bill has provisions for a grievance redressal mechanism. “I am particularly interested in how the redressal grievance commission will function and how people should be informed about the new law,” he added. Schutter is preparing a report on world food security and is in India to study the country’s food law.

Samaikhya Andhra or the United Andhra Joint Action Committee (JAC) Thursday staged protests in Kadapa and Anantapur districts of the Rayalaseema region, demanding that the state be kept united. Students took out a rally in Kadapa. They tried to lay siege to the district collector’s office. The protestors raised slogans against political leaders for keeping silent over the centre’s proposed move to divide the state. In Anantapur, the JAC organised a similar protest, demanding that the central government not divide the state. Interestingly, the protests began a day after a minister from the region, T.G. Venkatesh said unlike in the past there was

no public support to their campaign for keeping the state united. He was employed as a senior manager with a firm at Sonipat in Haryana,” he said. He was getting Rs.72,000 per month salary but refused to move with the company when it shifted to Kolkata in 2008, police said. Vijay was involved in illegally withdrawing Rs.1 lakh from the bank account of a Gurgaon resident through net-banking, police said. Sugato Debgupta, a resident of Malibu town here, complained that someone withdrew Rs.1 lakh from his account at HDFC Bank. “The accused hacked the mail ID of the victim and made changes in his accounts and changed the mobile number of SMS alert,” said Suresh Kumar, chief of Gurgaon cyber crime cell. Police said the accused had managed to get sanctioned Rs.3 lakh as loan in Debgupta’s name and were about to withdraw it. “The accused had almost withdrawn Rs.85 lakh from an account of a dead businessman Ashok Bansal and was supposed to collect the amount June 30, but was arrested a day earlier,” police said.

Young professionals falling prey to heart attacks

New Delhi, July 4 (iANS): Heart disease is no longer restricted to the middle-aged and the old. Long working hours at the desk, little physical exercise and unhealthy eating habits are also taking a toll on working professionals in their late twenties and early thirties, experts say. According to the India Today-Saffolalife Study conducted on 46,000 urban Indians, 78% of those aged between 30 and 34 run the risk of a heart attack, Kanchan Naikawadi, Director, Indus Health Plus (P) Ltd. said. In last few months, 30-year-old TV actor Abir Goswami and 20-plus Kannada actor Hemanth died of a heart attack. There is no specific profession that leads to a higher number of heart diseases, but professionals who tend to sit for most of the time are more likely to suffer from such diseases, informs Naikawadi. “Those from the IT and BPO sector fall under this category. With most of the work happening from desk and minimal physical activity being involved, the chances of risk in such professions are higher,” Naikawadi told IANS. Ravindra L. Kulkarni, cardiologist and co-founder of Just For Hearts, too felt that although every profession contributes to stress, employees of IT companies are more stressed out owing to long working hours, graveyard shifts and unhealthy

eating habits. There are other unhealthy lifestyle practices that cause early heart attacks. “I have observed that smoking is the biggest risk factor for heart attacks among youngsters. No physical exercise and alcohol intake further increase the risk. High cholesterol levels, diabetes and hypertension are also some of the factors,” Amar Singhal, head of department, interventional cardiologist, Sri Balaji Action Medical Institute, told IANS. Heart disease, which was earlier associated with older men, is also becoming common among women. Kulkarni said that till women reach menopause, they are protected against it. But, it has been found that across the globe, approximately 8.6 million women die every year due to heart attacks. He attributed it to changes in lifestyle. To prevent a heart attack, certain physical signs should not be ignored. If you are suddenly running out of breath and there is no one around you to lend a helping hand, panic. Try to calm down. Sit whereever you are and take deep breaths, said Naikawadi and gave more tips to avoid a larger problem. “If you are wearing any tight clothes, loosen them. Get your hands on an asprin tablet and make sure that you chew it well. Tt will work faster,” she said. “Make sure that you are not surrounded by a crowd that adds to the feeling of being restless.

Drink something refreshing and if you are outside, look for a place with shade. If you feel it could be a heart attack, call for emergency medical help,” Naikawadi added. Naikawadi informed that according to a WHO report, four people die of heart attack every minute in India and the age group is mainly between 30-50. A sudden heart attack is not uncommon, so it is advisable to check your family history and consult doctors. Under the scenario, regular checkups are must for everyone. “However, the only way to find out about any such condition is to go for regular preventive health checkups starting early in life, especially individuals with a family history and high risk factors like obesity, high blood pressure and diabetes,” Naikawadi advised. A heart attack happens when the flow of oxygenrich blood to the heart gets blocked. In such cases angioplasty, which costs around Rs.2 lakh, could be the ideal remedy. “Emergency angiogram is done and the blockage causing the heart attack is diagnosed. The blockage is removed and a stent is placed across the area,” explained Karthik Vasudevan, Interventional cardiologist at Bangalore’s Columbia Asia Referral Hospital. To keep

Egypt’s Interim prez, veteran judge, mystery man Cairo, July 4 (CNN): He is the new leader of the most populous Arab nation. But Egypt’s interim president Adly Mansour is, in many respects, a mystery man. Profiles of him in local and international media have stuck to the basics -- where he was born, where he went to school, how he fared in his last job. Facts that hardly offer an insight into how Mansour will run the country until new elections are called -- whenever that may be. But his low-key demeanor might be the very reason the military picked him, analysts say. “He represents what the military needs, a fairly low-profile but respected technorat,” said David Hartwell, a Middle East and North Africa analyst at Jane’s Islamic Affairs. One of his main roles will be to help draft a constitution, a job he is well-versed in as the head of the nation’s Supreme Constitutional Court. The Egyptian people have given me the authority “to amend and correct the revolution of the 25th of January 2011,” Mansour said. Egypt’s revolution, which led to the toppling of Hosni Mubarak after three decades in power, started that day. More than two weeks later, Mubarak was ousted. Work spans two regimes Mansour was born in Cairo, and attended law school at a local university before heading to Paris for studies. Appointed vice president of the court in 1992 by Mubarak, he is also one of its longest serving judges. Deposed President Mohamed Morsy appointed him to the judicial role last month after the former chief’’s term expired. He assumed the top judiciary post as a result of a law that mandates that the chief should be hired from within the system. His work spans two regimes -- Mubarak’s and Morsy’s. ‘Turmeric constituent can shield Countries urged to view Edward infants from lung damage’ Snowden plea for asylum fairly

los aNgeles, July 4 (iaNs): A recent study has found that curcumin, a constituent of turmeric, can provide protection against lung damage in infants. Premature infants often need the assistance of ventilator and forced oxygen therapy because they’re frequently born with inadequate lung function. These therapies can cause lasting lung damage and even death among infants. Researchers at Los Angeles Biomedical Research Institute at Harbor-University of California-Los Angeles Medical Center (LA BioMed), using disease models, found that curcumin provided long-term protection against this damage. Their study, published online by the American Journal of Physiology, Lung Cellular and Molecular Physiology, found curcumin provided protection against bronchopulmonary dysplasia (BDP), a condition characterised by scarring and inflammation. They also found that the turmeric constituent shields against hyperoxia, in which too much oxygen enters the body through the lungs, for up to 21 days after birth. “This is the first study to find longterm benefits of using curcumin to protect lung function in premature infants,” said Virender K. Rehan, LA BioMed lead researcher who authored the study. “Curcumin is known to have potent antioxidant, antiinflammatory and anti-microbial properties, making it a promising therapy for premature infants who require oxygen therapy after birth,” Rehan said.

WashiNgtoN, July 4 (iaNs): Human Rights Watch has urged countries where American whistle-blower Edward Snowden seeks asylum to consider his claim “fairly and protect his rights under international law”. “Any country where Snowden seeks asylum should consider his claim fairly and protect his rights under international law,” Human Rights Watch said in a statement. “It may be that some countries most likely to resist US pressure to return him for prosecution themselves have poor records of protecting their own critics and dissidents. “But that would be no reason for them to disregard the requirements of international refugee law in Snowden’s case,” it added. Former National Security Agency consultant Snowden’s disclosures about the massive surveillance of communications data by the US and Britain point to a serious infringement on the right of privacy. “If true, these disclosures indicate that data is being collected about the communications, associations, and movements of millions of ordinary people who aren’t suspected of wrongdoing or considered a threat. “This indiscriminate collection of data ... cannot be justified by some future hypothetical usefulness against potential threats to these countries,” Human Rights Watch said. India and Brazil are among the countries that have

declined to give asylum to Snowden, who is now holed up at the Moscow airport. Human Rights Watch said US whistleblower protections fall far short of these standards for people who disclose abuse in the national security arena. US law simply does not provide national security whistle-blowers with adequate protection from retaliation or punishment for disclosures in the public interest. Snowden faces various charges in US federal court, some of which could carry lengthy prison sentences. These include charges under the antiquated US Espionage Act. It said Snowden could base a claim for asylum on the grounds that, if he were returned to the US, he would face serious harm on account of his political opinion - his view that the public must be informed of massive government intrusion on privacy rights. Human Rights Watch said any country that speaks up in Snowden’s defence should also guarantee the free speech rights of its own citizens, critics and whistleblowers, and the right of its own people to freedom of information. “The US should also keep in mind that for many decades it has offered political asylum to people who suffer severe penalties for criticizing their governments. “It should not apply a double standard by working against other governments that might extend asylum in this case.”

Syria’s Assad brags opponents failed to oust him

Beirut, July 4 (aP): Syria’s President Bashar Assad claimed in an interview published Thursday that countries conspiring against Syria have “used up all their tools” in their campaign to overthrow his regime. The remarks came as Westernbacked Syrian opposition figures gathered in Turkey for talks on electing a new leadership. In comments to the state-run Al-Thawra newspaper, Assad rejected the idea that what has been happening in Syria since more than two years is a revolution. Instead, he insisted it is a conspiracy by Western and some Arab states to destabilize his country. In the same interview, Assad praised this week’s massive protests by Egyptians against their Islamist leader and said the overthrow of President Mohammed Morsi meant the end of “political Islam.” In Syria, more than 93,000 people have been killed since the crisis erupted in March 2011. The conflict began as peaceful protests against Assad’s rule, then turned into civil war after some opposition supporters took up arms to fight a brutal government crackdown on dissent. Millions of Syrians have been forced to flee their homes. Throughout the crisis, Assad has insisted that his government is not faced with a popular rebellion, but a Western-backed conspiracy against Syria, accusing the rebels fighting to topple his regime of being terrorists, Islamic extremists and mercenaries of the oil-rich Arab Gulf states that are allies of the United States. “The countries that

conspire against Syria have used up all their tools ... and they have nothing left except direct (military) intervention,” Assad said in the interview, adding that such an intervention would not happen. The Syrian regime says Qatar, Saudi Arabia, Egypt and Turkey, in addition to the U.S. and its European allies, are on the list of countries conspiring against Syria. These states have been chief supporters of the opposition fighting to overthrow Assad. Assad’s comments coincided with a meeting of the Western-backed Syrian National Coalition in Istanbul in the second attempt in as many months by his opponents to unify their ranks. The opposition bloc is mostly made up of exiled politicians with little support from Syrians trying to survive the third summer of conflict in the country that has been devastated by the fighting. Sarah Karkour, a spokeswoman for the SNC, said that acting leader George Sabra and senior opposition figures Louay Safi and Mustafa Sabbagh are topping the list of candidates for the new leadership, including an interim government. In late May, the opposition leaders met for more than a week in Istanbul, but failed to elected new leaders or devise a strategy for possible peace talks that the U.S. and Russia have been trying to convene in Geneva. Khaled Saleh, a SNC spokesman, said the coalition “welcomes any international effort to bring about a political solution to the crisis,” but insisted that “any talks with Damas-

cus on transition must start with the departure of Assad from power.” Assad has repeatedly dismissed his political opponents as foreign-directed exiles who don’t represent the people of Syria. He has also shrugged off calls to step down, saying he will serve the rest of his term and could consider running for another one in next year’s presidential elections. The newspaper, Al-Thawra, also quoted Assad saying his opponents failed because they tried to bring religion onto the battlefield. Assad insisted he still enjoys the support of the majority of Syrians, who have stood against Islamic radicals who have emerged as the most effective force on the opposition’s side. Members of Syria’s Sunni Muslim majority have dominated the rebel ranks, while Assad’s regime is mostly made up of Alawaites, an offshoot sect of Shiite Islam. “Whoever brings religion to use for political or factional interests will fall anywhere in the world,” Assad said in the interview, again citing Morsi’s overthrow by the military in Egypt. In the past weeks, Assad’s army has been waging an offensive to regain control of territory it lost to the opposition. The fighting has been particularly fierce in the central city of Homs, parts of which have been an opposition stronghold since the beginning of the revolt more than two years ago. and Bab Houd districts of Homs, and said regime warplanes hit targets there early in the morning. Saying he is “deeply concerned” about the removal of Morsi and suspension of Egypt’s constitution, Obama urged all parties to work together and called on the military “to avoid any arbitrary arrests of President Morsi and his supporters.” “I now call on the Egyptian military to move quickly and responsibly to return full authority back to a democratically elected civilian government as soon as possible through an inclusive and transparent process,” he said in a statement. “The United States continues to believe firmly that the best foundation for lasting stability in Egypt is a democratic political order with participation from all sides and all political partiessecular and religious, civilian and military,” Obama said. Obama’s written statement followed a meeting of national security officials, including Defense Secretary Chuck Hagel, Joint Chiefs Chairman Gen. Martin Dempsey and CIA Director John Brennan at the White House. “The situation in Cairo created an uncomfortable policy scenario for a US government and president that champion democratic principles,” CNN said. loNDoN, July 4 (aFp): Manchester United announced on Thursday that long-serving midfielder Ryan Giggs is to take on a playercoach role with the English Premier League champions next season. While in the under 16 year category, Sedevituo Rio, Italak Kauring and Kikruneihu Sanchu were declared as 1st, 2nd and 3rd respectively. Viseyie yano, Visanyuzo Kuotsu (Nagaland police), Neikehiezo Zinyu, Seyiekhrietuo Peseyie, Setso Peseyie, Helie Rupreo, Rajashekara N, Sede Nagi, Vithanyu Yano, Rukuvoi Rhakho, Medovilie Meru, Neikedu Kronu, Tokuho Awomi, Kughaho Kiho, Vikiye Sheqi and Visedelhou Terhiija were the sixteen selected participants who will be participating at the World Chess Championship 2013 which has been scheduled from November 6-26, 2013 at Chennai. Trainees during the five-day refresher’s training on Quality System Essential for Laboratory Technicians of ICTC and Mobile ICTC conducted by State Reference Laboratory, an NABL Accredited Laboratory, NHAK for the districts of Kohima, Phek, Wokha, Mokokchung, Zunheboto and Kiphire. The training was conducted in three batches from June 4 to 8; June 11 to 15; and June 18 to 22 with 10-15 trainees per batch. Besides HIV test, they were trained on other test like hbSaG, Hep C, RPR, Malaria and FAB stains. The training was funded by NACO & NSACS and the resource persons were staff from State Reference Laboratory, Kohima.

The touring team visited SAMETI Sikkim and interacted with the officials. They visited eight places in and around Gangtok, which are of importance to farming and tourists’ spots. oobastank is undoubtedly one of the most unusual and interesting name in the music history. Ever since their best known number “The Reason’, hit the No. 2 on the Billboard Hot 100 in 2004, the band, with its humble beginning, playing gigs at a local Cafe’ became a global phenomenon. On 29th June, hundreds of fans from all over the North East gathered at Shillong’s Polo ground to witness their maiden concert in India. In an exclusive interview to N. Arhe for Mex, bassist Jesse Charland talks about their journey from Los Angeles to Shillong.

Excerpts: 1. Welcome to Shillong once again! Are you surprised to see such a huge fan following in this part of the world? JC: Thank you! Indeed, we are. To be honest, although we were really excited about the tour, we simply didn't know what to expect. But

the turnout was such a pleasant surprise, not just in terms of volume but in knowing that we have such enthusiastic fans in the region was truly an amazing feeling. When the crowd started belting the chorus with us, we were convinced people here really appreciate music.

2. Do you guys have any other hobbies besides, obviously, making good music? JC: Yes, we all have other interest besides music. Chris is into motorcycle. Dan enjoys digital photography, Doug is a big sports fan and I am into fine art.

5. What are your thoughts on the local bands that opened for you? JC: They were all brilliant. We met them back stage, talked with them a while and really very impressed with all the bands.

4. What has been the most memorable experience from this tour? JC: Oh, the whole journey from LA to Shillong is an experience like no other.

Bartoli storms into Wimbledon final LONDON, JuLy 4 (AFP): Marion Bartoli stormed into her second Wimbledon final as the French 15th seed crushed Belgium's Kirsten Flipkens 6-1, 6-2 on Thursday.
