R&B minister irked by NPG high handedness Kohima, June 4 (mexn): Minister for Roads & Bridges (R&B), Kuzholuzo (Azo) Nienu has expressed “serious concern” over the “high handedness” of Naga Political Groups (NPGs) in Phek town which resulted in the death of a civilian, Chivoveyi Nienu on June 3. The victim was physically assaulted by two members of NNC (N/A), identified as Vekuvo and Thomas on May 29 last, on alleged false conviction. Questioning the “inactivity and slackness” of the district administration and the law enforcing agencies in the district, the minister was of the opinion that concerned office heads should “relinquish their chairs if they cannot perform their duties towards the people.” Pointing out that the failure of the law enforcing agencies has “resulted” in the death of an innocent civilian, the minister questioned what more is needed for the concerned authorities to wake up. Condemning the murder of Chivoveyi Nienu, the minister has asked the Home minister to take up the issue on a serious note and ensure that no stone is left unturned in delivering justice to the innocent family members.

Article 371 (A) an ‘agreement’ of accession of State to Union: Pusa
Kohima, June 4 (mexn): Congress today said Article 371(A) of the Constitution of India, which protects the rights of the Naga people, is an “agreement of accession of state to the union of India.” Reacting to the reports of possibility of abrogation of the Article by the BJP led National Democratic Alliance (NDA) government former president of Nagaland Pradesh Congress Committee (NPCC) and ex-candidate of recently held Lok Sabha elections, K V Pusa said Article 371(A)
is an “article of faith and accession” of Nagas to the Union of India and that any attempt to rewrite or abrogate the Article which protects certain rights of Naga people would tantamount to abrogation of statehood agreement signed in 1960-known as 16 Point Agreement. The Congress leader suggested the parties engage in dialogue to hammer out solution to the protracted Naga political problem to find an honourable and acceptable solution which would be
above Article 371(A), adding that any solution below the 16 Point Agreement would not only complicate the Naga issue but would amount to betrayal of the Naga issue. He said the Naga issue should be resolved with the consent and wishes of Naga people and that it should not be clubbed with any other issue, adding that Naga issue is a genuine political issue which has been pending for several years. On the possibility of a “Mizoram type solution,” Pusa reiterated that Naga
and Mizo issues cannot be compared at any cost. He said the Naga issue is “far more genuine” than any other issue in the country. The former congress president has congratulated TR Zeliang for assuming the office of the Chief Minister and expressed hope that the incumbent would deliver goods to the people who have been neglected for more than a decade. He asked the chief minister to protect the secular fabric in the State so that all sections of people could live in peace and harmony.
Dr. Thejasevi Chase, an ENT surgeon and consultant receives a minimum of two patients suffering from Allergic Rhinitis every day. Allergic Rhinitis is often caused by air pollution which further leads to sinusitis and throat related diseases. According to Dr. Chase, Allergic Rhinitis is increasing among Nagas and says, “Unless the environment changes, we cannot do much to prevent such diseases except prescribe medications.” The air quality monitoring prepared by the Nagaland Pollution Control Board (NPCB) in Kohima in two areas (Opposite War Cemetery and opposite NST Office) indicates that the Respirable Suspended Particulate Matter (RSPMin simple terms- the air we breathe) was highly concentrated in both areas which exceeded the permissible limit. The permissible limit for RSPM is 60. However the study shows that it was 92 in 2011, 100 in 2012 and 104 in 2013. The case was higher in Dimapur (Dhobinala) where the annual average concentration of RSPM in 2013 was 116. In both districts, the highest concentration of RSPM was observed during December and January. For Suspended Partic-
ular Matter (SPM- dust and smoke in the atmosphere) the permissible limit is 150 but in Kohima it goes up to 238 and in Dimapur it rises to 254. Yanathang Kithan, Research Associate at NPCB, opines that the increasing concentration of SPM is also a matter of concern. Increased number of automobiles, stone crushers, sand mahols, improper waste management, bad road conditions (which produces excess dust) and burning of wastes are causes for escalating air pollution in Nagaland. Rusovil John, Member Secretary, NPCB, is of the view that while the sites for dumping of waste is still an issue because of the absence of government landholdings, waste has also increased because of emerging lifestyles. Further there is lack of cooperation from the public. Proper waste management and careful segregation of biomedical waste are major concerns in Nagaland. How do we reduce air pollution in Nagaland? Waste management, Big advantage: Reduce waste at home. Segregate wastedry and wet. Recycle the ones that can be recycled. Nagaland Home minister, Y Patton, today called upon the State police force to take “prompt and proactive action” while discharging their duties. “In the field of justice delivery, truly justice delayed is justice denied. Therefore, in every area of activities, policemen need to take prompt and proactive action whether in crowd control, detection of crime, maintenance of law and order, registration of FIR in police station and investigation of crime,” the Home minister said. Patton was addressing senior officers of Nagaland Police at Chumukedima Police Complex, his first meeting with the top brass of Nagaland Police, after taking over as Home minister recently. The Home minister said that since the Police department is the “most visible department” in the eyes of the public, police personnel have to maintain a very clean image while discharging their duties. “It is known to all that every good thing attributes to the word ‘POLICE’ as it stands for Politeness, Obedience, Loyalty, Intelligence, Courage and Efficiency....Therefore, as member of the police fraternity, one should take it as an opportunity as well as a challenge to prove oneself as worthy of being a policeman,” the Home minister said. Patton also stressed on the need for the police force to forge a close
knit relationship with the public, civil societies and NGOs to maintain peaceful atmosphere in the State. He said public cooperation is vital for effective crime investigation and prevention of crimes and therefore policemen have to actively cultivate the trust of the people. Referring to the recent clashes and violence in border areas, he said these are very “sensitive and thorny issues” which need to be handled in a matured manner and police have to play a proactive role in prevention of violence and protection of lives and property. While reiterating DAN government’s commitment to the ongoing peace process and early settlement of the Naga political problem, the minister said that Naga Political Groups should not take undue advantage of the “open mindedness” of the State Government but strictly adhere to the laid down ceasefire ground rules. “Police must bear in mind that the Ceasefire is no way an excuse to condone criminal activities of any individual or organization,” he added. The minister further said that though the present law and order situation in the State is “indisputably challenging,” he was optimistic about the future of policing, not because of the huge institutional strength of Nagaland Police but because of its “capability.” “I seek your co-operation and support to take our people into the new horizon,” Paton said. Earlier in the meeting, DGP Nagaland, Besesayo Kezo, delivered the opening remarks and IGP (HQ), G Akheto Sema gave a power point presentation, which was followed by interaction session. A group of students graduated today from the R5 Sinai Ministry Leadership School ready to make a radical change through five Rs—Revive, Recruit, Restore, Release and Reform. The R5 Sinai Ministry Leadership School is a platform structured around imparting Christian values and nurturing radical leadership among the youth to bring transformative change. Twelve boys and six girls completed a program designed to challenge ministry leaders to see, think, and act in ‘Kingdom of God’ dimensions. The young students were trained by experienced faculty and guest speakers from May 4-June 4, 2014 at Life Spring Corner, Dimapur. Having undergone ‘leadership training’ in Delhi as a Business Development Manager, Rovi, one of the graduates, termed the R5 Sinai Ministry leadership School a ‘total package’. Rovi heard about the event
from his local church. He wants to be a leader who can connect with people and understand their feelings. He commented that in the current scenario there is so much corruption in society, what is required now are leaders trained in line with the word and work of God. Another participant who travelled from Mon Town to participate in the training, Nokong Konyak, envisions himself as a ‘transformative leader’ in society. “I may not become a main figure in leading people, but even from the shadows I want to be a leader and transform society through my actions,” he stated. He shared that participating in the training has given a boost to his confidence and now he is ready to lead. “I am amazed by the teachings and glad to have come all the way or I would have stayed the same person. I have learned to love people. I’ve experienced so many things and met people who have the capacity to love, people with talents and skills.” Matsungla Imsong from Indisen Baptist Church, Dimapur shared that she learned many things but most importantly the ‘kingdom culture’. She shared
that she would encourage more people to participate in the training next time. “Wherever I go I want a royal mindset and servant heart,” she stated. Keneilhoukho-U Solo from Kohima also shared that she has learned to love people more and picked up communications skills along the training. “Here, there has been no distinction in status, experience. I found that I could be myself and still be accepted.” She wants to be a youth leader. The speaker for the Inaugural function was Pastor Moa Longchari. He spoke about distractions in life and how it will make one’s visions hazy. He reminded the graduates that every day they will be making important choices in life. “As you walk out from this place, you may have made many decisions about your life’s purpose and how you want to be a blessing to others. But you might be faced with setbacks. Hence it is very important to always compare and contrast your decisions in life,” he shared. He encouraged the graduates, “Discern what heads your destiny, what you want to decide and how you want to get it.”

Segregation of biomedical waste: Segregating biomedical waste is another crucial step. Theoretically 15% of biomedical waste is hazardous but if the segregation is not completed on time the bacteria will often multiply and infect all of the waste. Preserving existing trees: The importance of tree plantation has been encouraged to a certain extent however there is a greater need for the preservation and maintenance of existing trees. Rusovil John also asserts that the public should demand from the government what is rightfully theirs and help build a strong system. But, most importantly, environment management is the need of the hour in Nagaland. “When you talk about environment management, always think of your neighbor. When you are going to construct a septic tank or a pig sty, think of your neighbor,” advices Rusovil John, which according to him is the basis of environment management.
Shots fired in Dikoi DimaPuR, June 4 (mexn): 3-4 shots were fired in the Assam-Nagaland border today around 5pm. The Additional Superintendent of Police/PRO, informed that personnel of Dimapur West Police Station and IR rushed to the spot on receiving the information. On reaching the spot, it was learned that a boundary dispute arose between two groups of encroachers inside Daldali reserve forest and in the ensuing fracas, one group fired shots in the air. The Addl. SP informed that no arrests were made. Dikoi village people said that the shooting went on for about 30 minutes.
NU provisional results declared Lumami, June 4 (mexn): The Vice Chancellor, Nagaland University today declared the provisional results of the BA, B.Com, B.Sc, BBA three years integrated course, whose annual examinations were held during February-March, 2014. The general pass percentage in B.Sc stood at 86.57%, while the honours pass percentage for the same stood at 91.62%. The B.Com general pass percentage is 77.77%, while the honours pass percentage for the same is 85.85%. BBA pass percentage stood at 96.77%.
