3 arrested for smuggling, poaching Teachers to fast unto death DIMAPUR, OCTOBER 4 (MExN): Dimapur Traffic Police on October 3 intercepted a Mahindra pickup truck from Tragopan Police Point for traffic violations. While checking the vehicle, they recovered 3,300 Spasmo Proxivon Capsules and 10 tablets of Nitrosun. A press note from the Additional SP, Dimapur informed that the occupants of the vehicle, Sehngan Khongsai and Haopu Misao, were subsequently arrested for possession and smuggling of banned drugs. A case has been registered at the Dimapur East PS. In a separate incident, Niuland police station arrested one person on September 28. According to the police, the accused, Rati Ram Sarma was wanted in several cases of Rhino poaching and trading in wildlife products and is involved in a network of illegal poaching and smuggling of wildlife products across India, Nepal and Bhutan. The accused was handed over to Assam police at Bokajan, where he is wanted in connection with a case.

IMPHAL, OCTOBER 4 (NNN): Undergraduate teachers in Manipur have set October 15 as the deadline for a fast unto death unless their demand for upgradation of undergraduate/primary teachers to graduate posts is not met. General Secretary Athokpam Khogen of Demand Committee for the promotion of undergraduate/primary teachers to graduate post (PUUPTGP) has said that primary teachers working under the Department of Education, Manipur have been deprived of their legitimate right for promotion to graduate teachers over the last thirty years. If the government fails to fulfill their demands by the said deadline, various agitations and fast unto death would be followed by the following day. He added that the government had given several assurances during the meetings with the committee in the past but their words were not put into action. Full story on page 3

PORT LOUIs, OCTOBER 4 (IANs): Green tea and fermented papaya are preventive means for diabetes, researchers at the Centre of Excellence for Biomedical and Biomaterials Research at the Mauritius University have concluded. “The Mauritius green tea prevents an increase of sugar levels in blood while the fermented papaya helps positively reduce the level of the reactive protein C and the uric acid,” said Prof Theeshan Bahorun presenting the research findings. Bahorun said the results are very significant because they show a reduction of risk factors for diabetes and cardiovascular diseases without medical intervention.

He was speaking at the two day National seminar on ‘India’s Look East Policy and the Response of the North-Eastern States’ at St. Joseph’s College, Jakhama. He stated that India’s Look East policy was an effort to cultivate extensive economic and strategic relations with the nations of Southeast Asia. He added that this policy marked a strategic shift in India’s perspective of the world. Professor Nanda opined that the ‘Look East Policy’ was based on cultural ties and contemporary compulsions and that it was an opportu-

He added that policy makers soon realized the need to have the North eastern states of India as a main centre for building trade relations with Southeast Asia. As such, Prof Nanda stated that there arose a need for upgradation of rail, road, air, and telecommunication connectivity. Citing the example of Naga king chillies being sold at exorbitant rates due to its demand in Japan, Nanda stressed on the importance to identify investment opportunities and thereby capitalize on them. He further pointed out bureaucratic inefficiency as one of the major factors for the declining economy among North Eastern states. He stated that this

was affecting the work culture, which in turn was affecting development in the private sector. On entrepreneurship in Nagaland, Nanda opined, “Nagaland is in a situation where many entrepreneurs have come up because they have the capital and not because they have good entrepreneurial skills.” As such, he stressed on the need to train the youth in entrepreneurial skills so that they can bank on the right opportunities and invest on them. He advocated capitalizing on the Look East policy through rigorous industrialization by employing product differentiation and investment techniques. He also called for an innovative business culture and for eliminating induced industrialization based on sub-

sidized incentives, which, according to Prof Nandu has lead to wide increase of escapists and subsidy seekers who just pen their projects on paper and never undertake them. He further stressed on the need for integration between both public and private sector. Prof Nanda also expressed optimism that the North eastern States would capitalize on the ‘Look east Policy’ and strengthen local economies which have been plagued by bureaucratic inefficiency for a long time. The first day of the Seminar witnessed various resource persons from around the country presenting papers on a number of issues concerning the ‘Look East Policy.’ Rev. Fr. Dr. Abraham Lotha, Principal of St. Joseph’s College, Jakhama in his welcome address asserted that the seminar would impart knowledge on how the ‘Look East Policy,’ as a cultural policy can help the people.

NEw DELHI, OCTOBER 4 (IANs): The Congress and the BJP will be locked in the biggest popularity test ahead of Lok Sabha polls due next year when Delhi, Rajasthan, Madhya Pradesh, Chhattisgarh and Mizoram vote in November-December. Announcing the election schedule, Chief Election Commissioner V.S. Sampath said Friday that the results from the five states - three of them ruled by the Congress and two by the Bharatiya Janata Party - will be out Dec 8. “All measures are in place to conduct free and fair polls,” Sampath said, putting the number of polling stations at 130,000 in the five states. While Chhattisgarh will see voting Nov 11 and 19, the other four states will have a day’s balloting: Madhya Pradesh (Nov 25), Rajasthan (Dec 1) and Delhi and Mizoram (Dec 4). Sampath said a total of 110 million electorate - out of the country’s 714 million will be eligible to vote in the five states. While the Congress rules Delhi, Rajasthan and Mizoram, the BJP governs Madhya Pradesh and Chhattisgarh. Both the BJP and Congress vowed to sweep the polls. Political experts said it would be a key test for both parties

in the run up to the parliamentary elections. BJP’s Sudhanshu Trivedi claimed his party will retain power in Madhya Pradesh and Chhattisgarh and oust the Congress in Delhi and Rajasthan. The mood in the country, he said, “is in favour of BJP”. Rashid Alvi of the Congress said his party was confident of forming governments in all five states. Political pundits were more guarded. Pradip Kumar Datta of Delhi University’s political science department told IANS that the state elections “will be significant, and in a way will be a testing ground for (BJP’s prime ministerial candidate Narendra) Modi. “Unless the BJP does very well in these polls, it will not be able to attract allies (for Lok Sabha). “If the BJP does better than its earlier standing in the five states, it will be a clear demonstration of Modi’s vote catching abilities,” he said. Nisar-ul Haq of the political science department of Jamia Millia Islamia, however, predicted “a very close fight between the Congress and BJP”. “It will be major election because it is coming right before the general election,” Haq told IANS. Since its birth last year, the Aam Aadmi Party (AAP) led by activist-turned-pol-

itician Arvind Kejriwal has emerged as a key but untestedforceinthenationalcapital on the strength of its anti-corruption drive. Delhi University’s Datta warned that AAP could wean away a section of the BJP’s middle class voters disgusted with corruption as well as the poor who normally vote for the Congress. The Lok Sabha election is due in May 2014, followed quickly by polling in Sikkim, Odisha and Andhra Pradesh. Haryana and Maharashtra are also due to go to the polls next year.

‘None of the Above’ for the first time

For the first time, voters in the five states going to polls in November-December will be able to reject all candidates by pressing “None of the Above” (NOTA) option. Chief Election Commissioner V.S. Sampath said Friday that the electronic voting machines will have a slot for NOTA. “On the balloting unit, below the name of the last candidate, there will now be a button for NOTA so that electors who do not want to vote for any of the candidates can exercise their option by pressing the button against NOTA,” he told the media. The NOTA option has been included following a Supreme Court ruling Sep 27.

NPCB directs to implement Bio-medical Waste rules

DiMapur, october 4 (Mexn): In its effort to implement the Bio-medical Waste (Management & Handling) Rules, 1998, in the healthcare establishments in Nagaland, the Nagaland Pollution Control Board (NPCB) has been conducting inspections and awareness trainings for effective implementation of the rules. Bio-medical Waste rules have been adopted and notified with the objective to stop indiscriminate disposal of hospital/biomedical waste and ensure that such waste is handled without any adverse effect on human health and environment. ECI approves 21 new Polling Stations in Kohima dist

kohiMa, october 4 (Dipr): Deputy Commissioner, Kohima, W. Honje Konyak said that the Election Commission of India has approved for creation of 21 new Polling Stations in Kohima district and accordingly, list of finally published polling stations have been issued. He stated this while addressing the meeting of recognised District Political Parties, all Assistant Electoral Registration Officer/Administrative Officers including DPRO Kohima, representatives from All India Radio and local media at DC’s

Conference Hall, Kohima on October 4. The Deputy Commissioner also appraised the House on the detailed schedule Special Summary Revision of Electoral Roll 2014 as qualifying date. Regarding the appointment of Booth Level Agents, the DC said that the Election Commission insists on recognised political parties to appoint one BLA per Polling Station. Training on temperature stress with special reference to pigs held

Mokokchung, october 4 (Mexn): Ongpangkong (North), Block, ATMA, Mokokchung conducted one-day training programme on temperature stress (climate change) with special reference to pigs at the farm school on piggery (Mokokchung village) on October 3. Mokokchung taught the farm students on the importance of temperature management for efficient production of pigs. He explained on the comfort zone of temperature for different age groups such as new born, weaner, growers, finishers, lactating sows, breeding boars etc and ways to effectively control the temperature inorder to ensure optimum temperature of the pigs. Rongsen further explained upon the important basis of thermometer to measure the air temperature inside the sty. Glass thermometers were provided to all the farm students. DiMapur, october 4 (Mexn): The Naga Students’ Union, Delhi (NSUD) will be celebrating its Golden Jubilee with the theme “the motto@50: Pause, Rewind and Play” on October 7, 8 and 18, 2013 in the city of New Delhi. Being one of the oldest students’ organizations in Delhi, NSUD plans to commemorate its 50th anniversary elaborately and thoughtfully. The main objective of the celebrations is to celebrate the unity NSUD has enjoyed this past 50 years on the strength of the shared indigenous culture amongst its membertribes. The first leg of the celebrations will take place on October 7 and 8. During this two-day ‘Indigenous Delight’, total 16 traditional games will be played through organised interhouse competition. These home games include archery, greased pole climbing, wrestling, basket bind-

ing, fire- making and yarn spooling. The Naga F1 race, an innovative competition blending contemporary technical thinking with traditional mechanical and design practices, is expected to be the highlight of the 2-day event. To participate, every submission must be a vehicle consisting of a wooden body and must be operational without the use of fuel. The idea behind the ‘Indigenous Delight’ is to facilitate a cultural interface with those that live in and around the national capital, thereby seeking to create a ‘pause’ for an educative experience of our cultural past on the one hand, and to generate a renewed interest in a revaluation of our history in changing times on the other. The event will also host several stalls offering a variety of culinary delicacies for sale. The formal programme to commemorate the Golden Jubilee year will be held on October 18, 2013. For

Mokokchung, october 4 (Mexn): The Khiamniungan community celebrated their premier festival ‘Tsokum’ in a grand manner at Mayangnokcha Government Hr Sec School on October 2 with the President of Ao Senden, Dr Sangyu Yaden. The Tsokum festival which was organized by Khiamniungan Union Mokokchung was attended by nearly two thousand people, mostly Khiamniungan community from different parts of Nagaland under the aegis Khiamniungan Tribal Council (KTC) and also from Eastern Naga tribes. ‘Large scale violation in Sikkim hydropower projects’ new Delhi, october 4 (the hinDu): Sikkim could be looking at a Goa-like scam of environmental violations with several of the hydroelectric projects on the Teesta river basin coming up without mandatory wildlife clearance in violation of Supreme Court orders, a team of the national Board of Wildlife has warned in a report to the Union environment and forests ministry. The panel has drawn a parallel with the Goa iron mining scam where rampant illegal mining had taken place, again without similar clearances. The justice Shah Commission had unearthed the sys-

tematic violation of regulations in Goa and the central government had then ordered a complete suspension of activities based on recommendations of the panel. A PIL on the matter is now being heard in the Supreme Court. The nBWL is the apex body on wildlife policy issues under the Wildlife Protection Act, headed by the Prime Minister. The Supreme Court has mandated that all projects coming within 10 kilometres of national parks and sanctuaries must seek prior clearance from the board’s standing committee. After proponents of 520 MW Teesta 4 applied for such

a clearance, the wildlife board sent a team of members to Sikkim to review the case. The team found that nHPC’s proposed Teesta 4 project would submerge forests in the eco-sensitive area of Khangchendzonga national besides causing other ecological damage. But worse still, they found that there were several other projects, by private developers, which had already begun construction in the river basin, in vicinity of protected wildlife areas without mandatory clearances. The panel has named Teesta III, Dik Chu, Panan, Tashiding and TingTing hydroelectric projects for coming up illegally.

The panel members tried to elicit more comprehensive information from state officials but were stonewalled and left to ascertain the facts for themselves. They noted that so many dams with tunnels had been planned and were already under construction on Teesta that the river could practically run dry through a large part of its course in the state. “If implemented, a tragic consequence of such largescale diversion would be that, between Teesta III to Teesta VI project sites, most of the waters of the Teesta would flow through tunnels rather than in the ac-

tual river course.” The nBWL panel has recommended that a comprehensive review be carried out on all the existing and proposed projects in the basin instead of taking a piece-meal approach. They have demanded a thorough investigation in to the projects that are coming up illegally in Sikkim. Basing their views on the Shah Commission report on Goa, they have recommended an immediate suspension of activity on the basin till the government thoroughly investigates the illegalities as well as looks at clearances for each project in a comprehensively and cumulatively.

Shillong, october 4 (Pti): The Meghalaya Assembly witnessed a pandemonium on Friday after Opposition leaders jumped into the well of the House demanding a discussion on the Inner Line Permit and the law and order situation in the state. Opposition members from the Meghalaya People’s Forum sought a discussion on the issues through an adjournment motion, but it was not allowed by Speaker A.T. Mondal who said it was already part of other motions and starred questions which will be taken up subsequently. The Opposition members then pleaded that the issue be discussed because of the law and order problem following a stand-off between the state government and pro-ILP activists. Government Chief Whip Ronnie.V Lyngdoh supported the Speaker’s ruling and said, “We are held ransom (by pro-ILP activists) outside, and now we are held ransom inside the House.” Opposition members then rushed to the well shouting and thumped the

rape incident in new Delhi, the union law minister had requested chief ministers of all states to take steps to set up fast track courts for speedy trial of cases of crimes against women. Tripura Chief Minister Manik Sarkar said the strength of women police personnel would be increased to 20 percent from the current eight percent of the total police personnel to deal with crimes against women. "The Tripura government would set up all-women police stations in each of the eight districts in the state, and subsequently, in each of the 23 sub-divisions. Currently, three allwomen police stations are working, another one would start soon in the state," Sarkar said at a meeting here Thursday.

iMPhAl, october 4 (tnn): A report of the gang-rape of a Manipuri woman at an Andhra Pradesh railway station has made the authorities and women's organizations here wake up and try to bring justice to the victim. Unknown miscreants allegedly dragged the victim and her brother out of a Secunderabad-bound train at Palasa station in the south Indian state and gang-raped her. The 28-year-old Manipuri woman, who was slightly disoriented and spoke incoherently when she was found by railway staff on the Pune Duronto express shortly after it left Howrah, is undergoing treatment at the Central Institute of Psychiatry in Kanke, Ranchi, where doctors have confirmed that she was sexually abused. The victim told a train superintendent that she and her brother were dragged out of the train compartment at Palasa by the miscreants. The men took turns to rape her and then thrashed her brutally. Her belongings were also stolen, she said, and that she had no knowledge of

her brother's whereabouts. "We are shocked to hear the news. We will do whatever it takes to ensure that the victim gets justice," a member of the Manipur State Commission for Women told TOI. "We will seek official information from the railway authorities, the Andhra Pradesh government and the Ranchi hospital to find out more details about the incident," she said. Sobita Mangsatabam, secretary of the Imphalbased Women Action for Development vowed to do whatever it takes to ensure that the culprits were caught and given the strictest punishment. "This is not the first case of sexual assault perpetrated on our sisters in the country. According to today's news

report, the police are yet to register a case. We consider this attitude racial discrimination," Sobita said. Police should immediately register an FIR and swing into action to nab the perpetrators, she said. "We will write to all concerned, including the railways and the Andhra Pradesh government, to book the perpetrators," she added. A senior police officer here said no one had informed Manipur police about the incident, although according to the news report, it took place almost two months ago. "We haven't received any information about the alleged gang-rape. Only today did we find out about it after reading the news," he said.

General Secretary Athokpam Khogen of Demand Committee for the promotion of undergraduate/primary teachers to graduate post (PUUPTGP) has said that primary teachers working under the Department of education, Manipur has been deprived of their legitimate right for promotion to graduate teachers over the last 30 years. If the government fails to fulfill their demands by the said deadline, various agitations and fast unto death would be followed by the following day. At a meeting with media persons at Manipur Press Club, Khogen said that the government had given several assurances during the meetings with the committee in the past but their words were not put into action. Speaking of the last meeting with the education Department at the chamber of education Minister M.Oken in the presence of Principal Secretary education and the Director of education, where the director had made verbal assurance to meet their demand before the end of September 2013, he said that the word has not been materialized as yet. It may be brought to light that even after approval has been given by the existing rules and regulations for graduate teachers, i.e 50% for direct recruitment and 50% for promotion, many as hundred graduate teachers have been directly recruited by violating the existing criteria in the year 1997 and 2007. In view of the dissatisfaction faced over the years, the demand committee has decided to launch various forms of agitations in a democratic way to meet their demands. NTC, as a nascent body, will have membership from like-minded intellectual citizens of the tribes of Nagaland. Its earnest task will be aimed at voicing the genuine legitimate rights of the tribes of Nagaland in order to forge fraternity and harmony. The apprehension of Naga Hoho about the formation of NTC, therefore, is nothing but an expression of a small head. If UNC of Manipur is understood as exclusively for their genuine aspirations and therefore in no way parallel to Naga Hoho, NTC will in no way be parallel to NH because Naga Hoho, as defined by G. Gaingam, Former VP, Naga Hoho, is an apex body of India and Burma Naga Tribes. NTC will be a small organization within a small State of Nagaland under the jurisdiction of Article 371 (A) only. Hence, Naga Hoho, being an international body, has nothing to be disturbed or worry about forming NTC. We shall all be there to safeguard the genuine aspirations of our people from varied platforms. agaland needs an intellectually fearless organization to stand for the rights of the people, a body which will always speak and stand for truth and justice; be able to question any politician, parties and the government whenever and wherever they go wrong and most importantly to safeguard the provisions of Article 371 (A) for all times to come. Our State is in need of a common body to always stand for democratic principles and reasoning constitutionally, democratically and legally in dealing with all issues confronting the State. For this such a common body should be morally above narrow politics and narrow tribalism. Consequently, it must in no way need nor take monetary help from any governmental organization, vested interest individuals or groups except the humble, voluntary and honest contribution of the members. In other words, this body must necessarily stand on its own, free from all clutches. Naga Hoho, if we are not mistaken, was formed to perform this task but today it has become a mere mouth piece and courier of the Government instead of being the guardian and master of uprightness and justice. As of now, we have no common body of all the tribes of Nagaland that is exclusively for the State except in bits and blocks. Kaito Aye has said that it deserves to be appreciated by all right thinking citizens. Though the initial move to “prune the unnecessary security cover has not been taken very kindly by a small section of our elected legislatures,” the chairman in a press release said, it is time to realize “it does not enhance the status of an individual to leave a post of security men at the cost of the already dry state coffers.” Stating that it has been a long felt need to restrict security guards from “overcrowding the chambers of big shots occupying important chairs in the state

secretariat,” Kuhoi Zhimo further asserted it was just a matter of who would bell the cat and Kaito Aye deserves all accolades for the good job undertaken. “At least people in need from far flung places can meet the leaders and officers with enough breathing space which they are generally used to,” he added. Dimapur, OctOber 4 (mexN): The Excise Narcotic checkgate duty personnel in Dimapur seized 30 kgs of contraband ganjas on October 3. However, according to a press release issued by Superintendent of Excise (NC) Kevisetuo Angami the accused absconded under the cover of darkness. A case has been registered in the court under NDPS Act ’85. The release asserted that efforts are on to arrest the accused and the case is now under active investigation.

The effect of Drunk Driving in Society

A

lcohol is not an ordinary commodity. Many people think of it is as a connotation for pleasure and sociability. The World Health Organization reports that globally, alcohol problems exert an enormous toll on the lives and communities of many nations, especially those in the developing world. Alcohol drinking is on the rise in India, and even in Nagaland too although we called ourselves a “Dry State”. Alcohol problem account for more than a fifth of all the hospital admissions and represent the most common hospital emergency. The medical fraternity today, especially “Emergency Medicine, Medicine department & Psychiatry” are loaded with people having alcohol related health problems. The effect is on one who drinks and everyone with whom he comes in contact with or lives with. This claimed is in confirmation with the WHO report on rise in alcohol usage in India, particularly among young people. According to the study in Kerala by Alcohol & Drugs Information Centre, India, the percentage of drinking population, aged less than 21 years has increased from 2% to more than 14% in the past 15 years. Twothird of alcohol drinking in India is unrecorded and not much research is done on Alcohol abuse and addiction in India. The traditionally brewed wines are more concentrated than beer but they are not accounted for in the magnitude of alcohol consumption officially Alcohol is classified broadly into beer, wine and spirit according to the concentration of alcohol in dry measure weight by weight (w/w%) or Alcohol By Volume (ABV). Spirit, the most concentrated alcoholic drink, accounts for 95% of the beverage drunk in India. We don’t have data relating to which drink is most popular in Nagaland but most of the bottles found along the roadside or dumping site are Triple X (XXX Rum, 100% proof ). It is also disturbing to know that the North Eastern states are on the top list of Alcohol, Tobacco and drugs abuse among the other states of India ( Sinha D N et al, Indian Journal of Cancer, 2003). One can say that the North Eastern people are friendly and very sociable but also an easy prey to many bad habits too. It means that we can

be influenced easily by the things happening around us. It’s a fact and no one can hide it that alcohol has hit the road hard and many have become its victim. Let us have a look at how dangerous this Alcohol can be. How accident happened with drunk driver? The Indian Centre for Alcohol Studies (INCAS), Benegal et al (2003) report on WHO multi-Centre Collaborative Study (Injury & alcohol) reports that 59% of Road Traffic Accident are alcohol related whereas 41% are unrelated to alcohol. Out of 59%, 24% cases were accidents due to drinking by driver while 35% were due to other’s drinking,: in short 35% were victims of somebody else irresponsibility. All our volitional actions are control by the Central Nervous System (CNS). Alcohol is a Central Nervous System depressant and directly affects the CNS. It decreased the action of CNS; it also affects the nerves and other vital organs of the body. It also affects the nutritional status of the alcohol drinker. The problem associated with drunk driving are mainly due to the decreased activity of CNS by alcohol action. The effect of alcohol on driving can be briefly summarized as; • Poor judgment • Increased reaction time • Lower vigilance • Decreased visual acuity It was reported that Alcohol impairs judgment and increase crash risk even at relatively low Blood Alcohol Concentration (BAC) levels. The risk of crash starts with the BAC level as low as 0.04gm/dl. With the BAC of 0.20gm/dl the crash risk is more than 140 times the risk relative to a zero BAC. The legal BAC level for driving ranges from 0.02gm/dl to 0.10gm/dl. But there is no effective agency or organization to check on this in India, and if I am not wrong it is never done in our state. In foreign countries it is checked and speed limits are mandatory. Besides this, the roads are wide and smooth and also traffic rules and regulations are strictly maintained but in our state all these are not strictly enforced. Every couple or most of the couple want their wedding to be a memorable affair; most genuine reason may be because no one expects to marry a second time, although hardly anyone knows what the future holds. This feeling of once in a life time occasion plays a major role in deciding how big and fat the wedding should be. In Nagaland, all around the year weddings are held but the timeline of November to March is considered as wedding season. A friend of mine in a disgusted tone complained, “What I hate about this season is the traffic jam.” Yes, it is true, especially if the venue is in some residential area where there is no proper parking space. The course of wedding planning which starts with the engagement party, the exchange of rings, followed by refreshment or a lunch or a dinner, adds up to the expenses in a sneaky way. As the wedding date is set; correspondence is done through the wedding card, and wedding card is of various patterns, designs and inks, even the cheapest of wedding card will not be free of cost, and when ordered in bulk comes around some few thousand rupees. Who is the bride and who is the groom, where is the venue, when is the date? Please refer the wedding card, yes, it is a necessity, but it could be very pompous if the wedding card has musical recordings in it, right? What did the bride wear? Obviously, a wedding dress; the bride could like to wear something not ordinary. If they want to make it big, then they might settle for some international labels, but if they

What makes a wedding successful is the proper coordination of the beauticians, photographers, stage decorators, the catering service, and the return gifts for the guest who will be bringing the wedding gift; in fact these are channels which swallow a big portion of wedding expenditures. Wedding ceremonies has been an indicator of wealth, the distinction between have and have-nots can be easily made out through the lavish expenditures. With regard to the guest; they tend to be more conscious of what to wear when they get the notion of what the budget incurred would be. Once I had a conversation with an elderly gentleman, he was all happy with the splendor wedding of his son, quite bluntly I inquired whether he will ever regret spending the huge amount if the marriage does not work, he said, “I will not regret; I spend because I could and I should.” Maybe at the end of the day, the wedding expense depends on what wedding means to different people, maybe the perception matters, maybe the definition of ‘successful wedding’ matters. Indeed it could be nice if we ponder over it. One of my good friends who is into wedding planning gave the opinion that to subdue the wedding expenditure it could be better if there is a set target of how much should be spend, and could be wise if the two families consider seriously where they could like to spend most of the budget; whether in photography, food, decorations or trousseau. By the way, I am yet to attend a wedding where it is written in the back of the wedding card that the monetary gift received will be given to a charity; well it could be great if some couples come up with this idea, after all marriage is a union of two hearts where people love to share their happiness with others; so what harm it would be if they give it in monetary form to the people who needs it the most.

Mobile phones have become a primary need in each and everyone’s life. Almost all the college students are in possession of the mobile phones.The impact and the influence of mobile phones on the youth and more especially on the college students have become a concern for the growth and development of youth in positive and constructive ways. The use and abuse of the mobile phones have adverse impact on the academic performance of the students. Globalization has many aspects and mobile phone is a good technology which has become part and parcel of lives and without which we become helpless and at times not able to live comfortably as it connects us to the rest of the world. The whole world is accepting and adopting the ways towards the advancement of technology. The youth is playing a vital role in this rapid pace. The strong and mighty cultures are toppling the frail ones. Unfortunately the societies like ours that have strong cultural values, norms and customs that are easily fettered by the western cultural onslaught. Our youth are allured to divert their attention towards the internet and they are influenced and changed a lot by the usage of internet. A few of them have inclined for knowledge, information, awareness and exposure but the majority of them appear to have misused the internet or mobile phones. The adoption of the mobile phones by young people has been a global phenomenon in recent years. It is now an integral part of young peoples’ daily lives and on student community it is more than a mobile phone alone and is for the majority, the most popular form of electronic communication. In fact, the mobile phone has turned from a technological tool to a social tool. Young people use the mobile phone in positive ways to organise and maintain their social networks. However, there are also negative impacts on young peoples’ peer relationships. These can include ostracism and cyber bullying. Similarly, the mobile phone has lead to changed dynamics in the family, with issues of safety and surveillance from a parental perspective leading to negotiated changing freedoms for young people. While functional coordination can be beneficial for the family, other problems can arise such as financial difficulties, non-custodial parent access, as well as over reliance on the mobile phone for safety issues and intrusion into young people’s lives. The impact of the mobile phone on the educational institutions and especially on college students has to be treated as a major concern for right education. This is a short presentation that explores the impact of the mobile phone on youth peer relationships, on family relationships and on the educational institutions like colleges. In a survey conducted among the college students of 475, most of own a mobile phone while some of them have more than one phone. There are many who use more than one SIM in their phones. Some of them use smart phones. 90% of the students use the phone on internet to chat with their friends and most of them spent time in SMS’s. There are a few who browse their assignments and work. About 80% (percent) for listening to music and entertainment and spent most evenings with these gadgets. The survey could not get a clear picture of how much money they spent on mobile phones as there are many packages and many of them do not know how much spent on it. The teaching community has found it challenging and threatening to their teaching in class room because of mobile phone use by students in the class room during the class hours. But the student community considers that the mobile phone tends to open a new doorway to isolated and some reliably accurate educative facilities such as the internet and the now available touch screen phones that provide faster shorthand notes and other

facilities that help the students in learning and noting down their points. The students make use of the mobile phones to check spellings and other necessary meaning of some words. However, the threat it poses is the distraction that includes games, text messaging, face book and others. Social networking, texting and playing music during class is distracting even to the educator. In schools and colleges, a lot of sexual harassment and other forms of harassment take place that are not controlled by the management. At times the management is not aware of what is happening among the student community the misuse of mobile phones. Cell phones are distractions to the students during class time. Some students may use mobile phones during lectures through which they fail to concentrate on the class and spend time in texting or surfing etc. Students can even text with their eyes closed. Some students are even addicted to texting. So using cell phone during class hours can be a major disadvantage. Another disadvantage of using a mobile phone in college is the students might cheat during examinations. Most of the cell phones come with a calculator. The students might use it during the examination. Another way is that using the camera equipped cell phones the student might take a snapshot of the answer paper and send it to their friends. Some students might use cell phones which are costly. There is a chance of getting it stolen. There are instances where poor students who cannot afford to buy costly mobile phones steal from their friends and destroy them. It leads to bad habits and social problems. Some students use costly phones that leads to peer pressure and their friends are influenced to buy similar ones and it leads to unhealthy competitions. But where does all this lead to? Is self learning the new course to education? Have the old school methods stayed too loyal to tradition, to lose face to modern means of application and knowledge? Has teaching become only a mere profession than the great educative force it once used to be, that led many different men and women to their desired goals? It is high time that the authorities ban the use of mobile phones in educational institutions. The use of the mobile phones by young people and particularly among the student community has become a global phenomenon now that without a mobile phone no students want to go to college. It has now become an integral part of one’s daily life and is for the majority life has become meaningless without them. I have seen and witnessed in young people the restlessness when they are not able to use them. There are young people who use the mobile phones in positive ways to organise and maintain their social networks. However, there are also negative impacts on young peoples’ peer relationships. As has been mentioned in the beginning of the article the mobile phones have lead to changed dynamics in the family life. Those students who are away from their parents for educational purposes are not being monitored or controlled by any one on the abuses of the mobile phone usages. Disruptions to lessons, incidences of cheating and bullying are some of the negative impacts that seem to be

more than the positive effects and impact it have on young people. All necessary and normal interactions can be dealt with during daytime but the companies offer the packages that start after end of family or business communication. My feeling is that these packages are more likely to spoil and ravage our youth than to do anything else. In our youth segment the majority is student community that is spell bounded by these packages. They are losing the essence of their profession/ studies. They are derailing and deviating themselves. They are getting away from their goals, destinies and motives. Their minds are becoming stagnant and static. Creativity and innovation is blocked by the consistent telephonic conversations spread over the whole of night. They are losing their interest towards the interactions and sociality. Alienation is increasing within small community or groups of people. In one room four roommates are strangers to one another. By talking whole night with opposite sex, they are getting psychologically weak and pressured. There are many other physical distortions also arising due to spending the precious time that needs compulsory rest, relaxation, relief and mental health. Due to spending whole nights the absenteeism is skyrocketing in schools and colleges. They are going far and far away from the hold of families. They tell lies and have false communication with their parents. They are betraying the decisions, trust and expectations of their parents. They are traveling towards a family system in which one is not accountable to anyone and he is the only decision maker. Such kind of behavior is leading towards the social fragmentation and terrible decline of moral values in which respect is core one. Young people are not realizing the effect and impact it has on the future of the individuals as well as the society. Their mental approach is revolving around sexual satisfaction. Other emotions and sentiments are pushed oblivion, they are forgetting that there are so many matters that need their kind attention. They have obsessed devoid of manners and healthy attitude to other requisites and needs. It is obliterating the mental capacity and concentration of the youth like plague. There is a critical and pathetic state prevailing over the sky of our youth. The whole youth population or student community is passing through the chaos, disturbance and mental incapacitation. We are not realizing that what is worth of our youth? We need to realize that the creativity and potentials of our youth have to be properly guided and directed. I feel at times that we ourselves are paving the way for our youth towards the devastation and shoving them into fire. It is the duty and responsibility of every right minded citizen to educate and inculcate our youth, especially college students towards the proper use of mobile phones and also the need to capacitate them for a bright and prosperous future. The future of our nation is in the hands of the young generation that needs proper discipline, guidelines, rules and regulations. Let us all lead them in a proper and healthy way forward. Fr. Or is it time for the overground and underground leaders to wake up to reality before they drag the Nagas to our doom along with their greed? Robert N. Solo: It was shocking to learn that only nine or ten taxi permits are issued to non locals and the rest are issued to Nagas only. How many taxis belong to Naga people? I am told that Dimapur and Kohima districts are dominated by IBI’s taxis but to raise fair we Nagas come forward and fight for them. We have made Nagaland the most expensive place to travel in a taxi in North East India. Whom are we fighting for? I've literally stopped using my PC since summer due to low voltage and yes some of my projects are still pending because of that. Can’t even recharge inverters as well so no backup as well. Telangana fallouT: Seemandhra region on the boil, disquiet in Congress

HYDERABAD, OctOBER 4 (PtI): The Centre’s approval for creation of Telangana set off intensified protests in Seemandhra region of Andhra Pradesh on Friday even as a state minister resigned, bringing to the fore disquiet in the Congress. The 13 districts in coastal Andhra and Rayalaseema regions of the state, already witnessing protests for over two months, descended into chaos with supporters of united Andhra Pradesh taking to streets against the Centre’s move, blocking highways and railway tracks and forcing closure of shops, business establishments as well as educational institutions. The 48-hour shutdown called by Andhra Pradesh Non-Gazetted Officers Association and other prounited Andhra outfits to protest the Centre’s decision saw sporadic incidents of violence, including attacks on Congress party offices, as normal life was thrown out of gear. YSR Congress leader Y S Jaganmohan Reddy has given a separate call for a 72hour shutdown. Amid the mounting protests, Andhra Pradesh law minister Erasu Pratap Reddy resigned from his post and relinquished primary membership of Congress. Hours before a meeting of ministers, MPs and legislators of Seemandhra

region called by chief minister N Kiran Kumar Reddy to discuss the situation in the aftermath of the Centre’s decision, Erasu called on governor ESL Narasimhan this afternoon and put in his papers. His resignation had not been accepted. “The Congress’ decision to bifurcate AP is against democracy. The Congress will be totally wiped out in Seemandhra,” Erasu told reporters after meeting the governor. Last week, animal husbandry minister P Viswarupu had quit his post as well as the Congress party over the proposed bifurcation of the state. His resignation was accepted by the governor on the advice of the chief minister. Meanwhile, YSR Congress chief Y S Jaganmohan Reddy, whose release from jail a few days ago is expected to provide added political muscle to the antiTelangana movement, has announced he would undertake an indefinite fast from tomorrow against the Centre’s decision to divide Andhra Pradesh. Govt has created ‘near civil war’ situation in Andhra: Opposition NEw DElHI, OctOBER 4 (AgENcIEs): Several opposition leaders said on Friday that the UPA-II regime has created a civil war-like situation in Andhra Pradesh by going ahead with plans to create a separate state of Telangana. Bharatiya Janata Party leader Yashwant Sinha said that the Centre has mishandled the issue of statehood, and created a civil war-like situation in Andhra Pradesh.

“Here they (the Centre) have created a near civil war situation in Andhra Pradesh by inept handling. This government has mishandled everything and the latest chapter in this mishandling is the bifurcation of Andhra Pradesh,” Sinha said. Samajwadi Party (SP) chief Naresh Agarwal said bifurcation would reduce the administrative capacity of the two divided regions. “Samajwadi Party is against the bifurcation of states. We

believe that if a state is bifurcated, its administrative capacity will reduce, and the bifurcated states will not be able to sustain themselves. The decision to create Telangana is not in the interest of the country. It is a political move, to create tensions between the bifurcated states,” Agarwal said. Defending the bifurcation, Congress leader Jagdambika Pal said the government is trying its best to ensure that development

of both regions takes place. “Hyderabad will be the capital of both Andhra Pradesh and Telangana for the next 10 years so that both states can flourish. We are keeping in account the interest of people from both sides. We have done our best to remove any regional imbalance in the region. The cabinet’s decision was appropriate,” he said. The Union Cabinet yesterday approved the creation of a new state of Telangana by bifurcating

The Union Cabinet has approved the setting up of a Group of Ministers (GoM) to work out the various legal and administrative measures to ensure the safety and security of the residents of all the regions of the State including the guarantee of fundamental rights. further approved that the GoM will go into the various issues which concern both the States and suggest appropriate measures to address them. The GoM will also work out the modalities for the provision of special financial disbursements required for the setting up of a new capital for the residuary State of Andhra Pradesh and to meet the special needs of the backward regions and districts of the two States.

NEw DElHI, OctOBER 4 (AgENcIEs): With almost no jobs available despite holding degrees from prestigious colleges, young India, it seems, has lost all confidence. A CII survey of young Indian professionals and entrepreneurs in 28 cities, conducted for ET, shows that the confidence levels of Indians are probably the lowest in the 20-odd years since 1991. According to the survey, more than 50 percent of the young say it’s the worst time for job-hunting as the economy is worse now than it was after the 2008 global financial crisis. In fact, more than 40 percent said they would take a

pay cut if that improves job security. The CII-ET survey showed that India’s young have become extremely risk-averse, unwilling to bet on anything. Nearly 60 percent of the population are postponing decisions like buying a car or a house or starting a family. Anuj Puri, chairman and country head of Jones Lang La Salle, a global real estate consultancy told Economic Times that in the Rs 50-70 lakh segment for real estate, sales are down by nearly 40 percent. Italy mourns mIgrant shIpwreck tragedy

Lampedusa, OctOber 4 (aFp): Italy on Friday mourned the 300 African asylum-seekers feared dead in the worst ever Mediterranean refugee disaster, as the government asked Europe to help stem the influx of migrants. As the grim search for bodies off the island of Lampedusa continued, an emotional Pope Francis said Friday should be “a day of tears” for a “savage world” that ignored the plight of refugees. Emergency services on the remote island -- Italy’s southernmost point -- said they had recovered 111 bodies so far and rescued 155 survivors from a boat with an estimated 450 to 500 people on board. “Divers have seen dozens more bodies in the wreck. There could be even more in the hold, where the poorest of the poor are usually put,” Interior Minister Angelino Alfano told parliament. “The search is being complicated by worsening weather conditions,” Alfano said after visiting the island, which he said he would be proposing as

Hackers are believed to have taken information relating to 2.9 million Adobe customers. The stolen data was said to include customer names, encrypted credit or debit card numbers, expiration dates and other information relating to people’s orders. “Very recently, Adobe’s security team discovered sophisticated attacks on our network, involving illegal access of customer information as well as source code for numerous Adobe products,” Adobe chief security officer Brad Arkin said in a blog post. “Our investigation currently indicates that the attackers accessed Adobe customer IDs and encrypted passwords on our systems.” It appeared that no decrypted credit or debit card numbers were pilfered, according to Arkin. “We deeply regret that this incident occurred,” Arkin said.

“We’re working diligently internally, as well as with external partners and law enforcement, to address the incident.” Adobe was resetting the passwords of customers whose information was taken and alerting people whose credit or debit card numbers were swiped. The California-based company was also investigating the theft of source code crafted into its products and said it didn’t believe it increased the risk of hackers breaking into programs people may be using. Adobe makes widely used computer programs including Acrobat, Reader, Photoshop and a ColdFusion web application development tool. Brian Krebs of the website KrebsOnSecurity said in a blog post that it appeared the same attackers recently struck data brokers and a USfunded center devoted to honing skills involved in the investigation and prosecution of cyber crime. WasHinGtOn, OctOber 4 (reuters): A dramatic car chase through the streets of Washington from near the White House to the U.S. Capitol ended in gunfire on Thursday when law enforcement officers shot and killed the driver as lawmakers and aides huddled in a lockdown. The incident rattled Washington less than three weeks after a government contractor opened fire at the Washington Navy Yard, about 1.5 miles (2.4 km) from the Capitol, killing 12 people and wounding three others before he was shot to death by police. The car involved in the

chase was registered to Miriam Carey, 34, of Connecticut, and law enforcement officials believe she was the driver, the Washington Post reported, citing officials. NBC News also identified the driver as Carey. Reached by phone at Washington’s Metropolitan Police headquarters, a police officer confirmed that Carey was the driver, but declined to provide his name. “The suspect in the vehicle was struck by gunfire,” Washington’s police chief, Cathy Lanier, told reporters. LOUISVILLE, OctO bEr 4 (AP): Muhammad Ali was back home Thursday night to honor an expresident, Grammy winners and young adults for their roles in fighting for humanitarian causes. The former heavyweight boxing champion was surrounded by family and friends for the awards presentation that turned into a main event in Louisville. Recipients of the inaugural Muhammad Ali Humanitarian Awards included former President Jimmy Carter and singers Christina Aguilera and Michael Bolton. Ali was seated at a table in the middle of the hotel ballroom but never took the stage during the threehour event. Ali's wife, Lonnie, said the awards represent an extension of Ali's legacy of promoting social causes, his focus since his retirement from boxing in 1981. "This is what we've always dreamed about, passing the torch on to others and inspiring them to do the work that he has done himself around the world," she said. "A lot of the things he used to do around the

world he can't do anymore. So it's important to support those who can, who are doing the good work." The 71-year-old Ali is battling Parkinson's disease. But he can still draw a crowd — and awe. During a musical presentation, the crowd of about 700 watched photos on a large screen that showed Ali with world and religious leaders and children. Another showed him holding the torch at the opening of the 1996 Olympics in Atlanta. "I have so much admiration and so much respect and love for someone who truly has been a fighter in so many different ways," said Aguilera, who received the Muhammad Ali Humanitarian of the Year Award. Winehouse’s face has been printed on to a new range of Belgian chocolates. Sold as ‘rock-’n-roll chocs’, the treats are being sold by Brugge-based chocolatier Dominique Persoone. A box of the chocolates, which feature tattoo designs on them, costs £15, with part of the proceeds going to the Amy Winehouse Foundation. The box contains eight chocolates, each with a different design and flavour. One of the chocolates features an illustration of Miss Winehouse’s face. Singer Miss Winehouse died on July 27 2011, at the age of 27. Mr Persoone delivers chocolates to restaurants in Belgium and beyond. The chocolatier has previously worked with artists such as the Rolling Stones. Miss Winehouse’s tattoo artist Henry Hate designed images for the chocolates. East London-based Mr Hate knew the singer for a number of years before her death. The £140-an-hour artist first met the artist when she came into his shop, spending three hours getting a tattoo done.

It was no different for the 100-odd school cricketers who got a chance to attend former India and current Delhi Daredevils chief coach Gary Kirsten's coaching clinic where he spoke about some of the technical aspects of the game. In the camp organised by the GMR group, Kirsten spoke on various aspects of batting and said when it comes to facing spinners, there are no peers to India captain Mahendra Singh Dhoni. "Watch MS Dhoni's

batting carefully. How he gets behind the ball when he plays spinners. Apart from stepping out for hitting sixes, he always takes spinners on the backfoot. He always gets low while defending or attacking on backfoot. There are many good players of spin bowling in India but he is one of premier players," Kirsten told the school cricketers while showing Dhoni's stance and technique. "Batting is a side-on game and will always remain that. You have to remain side-on in order to hit the balls on both sides of the wicket. At the end of the day, if you are batting, you have to score runs. You have to develop a technique. No point hitting a glori-

If batting is all about being side-on, how did Shivanarine Chanderpaul get so much success with that unusual chest-on stance, Kirsten replied, "But at the time of hitting the shot, he would get side-on. So that proves what I am saying." While he enjoyed his interaction with the kids, Kirsten defended dourly questions asked about Virender Sehwag's future with the Delhi franchise. To a question if he would suggest the owners to retain Sehwag for over $2 million considering his current form and batting position, Kirsten laughed out loud. "I am not going to

answer that question," was all he said. However just like his batting which had a safetyfirst approach, Kirsten said that there are no guarantees to success. BEIJING, OCTOBER 4 (AGENCIEs): Both Jelena Jankovic and Petra Kvitova battled for over two hours each to set up a semi-final clash in WTA Beijing. Jelena Jankovic had to grind out a tough two-hour 36 minute battle against old rival Lucie Safarova. The momentum was certainly with Safarova who has won 11 of her last 12 matches, and has beaten Jankovic in their last two meetings. Jankovic is returning to form having slumped in the past two years to finish outside the Top 20 for the first time since 2005. She had a set point for the first set, but Safarova pulled things back to a tie-break, which she went on to win, after a gruelling 57 minutes. Jankovic knuckled down from that point as errors crept into Safarova’s game and even sealed the match with an ace to win 67(3), 6-4, 6-4. Jankovic had a lot of praise for her opponent after the match: "She's been in great form - she's had unbelievable results in the last month or so, winning Québec and beating top players in the last two tournaments, so I knew it would be a very tough match, and it was. She put me under a lot of pressure but I just tried to play my tennis and I'm happy I made it." Jankovic is just outside the cut off for the WTA Championships, just 95 points behind Angelique Kerber, who is also into the semi-finals here in Beijing. "I'm one of the players who still has a chance at the WTA Championships. I'm still working on it. It's near the end of the season and there's just a couple tournaments left to play, but this week is the biggest one left, obviously." Jankovic faces another tough opponent though, after Petra Kvitova also had to rally from a set down to defeat home crowd favourite Li Na 4-6, 6-2, 6-4. Kvitova, seeded ninth here, had already scored an upset when she put out the fifth seed Sara Errani in the third round, before having to beat both Li and the crowd in the quarter-final in a match lasting two hours 31 minutes. Kvitova strung together five games in a row from 2-all in the second set, and then four games on the run in the third as she sent the Chinese No. 1 out of the Premier level event on home soil. Kvitova has the edge over Jankovic, having beaten her in both their previous meetings.

BEIJING, OCTOBER 4 (AP): Rafael Nadal stayed on course to wrest the top ranking from Novak Djokovic by rallying for a 2-6, 6-4, 6-1 win over Fabio Fognini of Italy in the China Open quarterfinals on Friday. Nadal, who needs to reach the final to have a chance of regaining No. 1 for the first time in two years, was down a set and a break but changed the tempo with a timely service break. Djokovic also advanced, routing Sam Querrey of the USA 6-1, 6-2 in a late match. Also, top-ranked Serena Williams brushed aside former No. 1 Caroline Wozniacki 6-1, 6-4 to raise her record to 6-1 against the Dane. Nadal seemed to struggle at times with a niggling left knee injury but wore down Fognini after that hard-fought service break in the seventh game of the second set.

"I was able to fight, to change a little bit the dynamic of the match," Nadal said. "The players who are in the top position of the rankings, it's because they are able to win when things are not going well. One of the most important things in tennis (is to) win when you don't play well." Fognini started fluently as he broke and led 3-0. He was soon leading 5-1 but failed to serve out and had to break Nadal again with a superb cross-court return to clinch the set. Fognini again ran up a 3-0 lead in the second and was serving with a lead of 4-2 before Nadal seized control. It was the third straight victory over Fognini for Nadal, who next plays fourth-seeded Tomas Berdych of the Czech Republic. Berdych scored a 7-5, 6-2 win over John Isner to improve his record to 3-2 against the American.

Players to blame for poor start by Manchester United

United has won only two of its opening six matches in the English Premier League - its worst start to a season in 24 years - and is 12th in the standings.
