3 arrested for smuggling, poaching Teachers to fast unto death DIMAPUR, OCTOBER 4 (MExN): Dimapur Traffic Police on October 3 intercepted a Mahindra pickup truck from Tragopan Police Point for traffic violations. While checking the vehicle, they recovered 3,300 Spasmo Proxivon Capsules and 10 tablets of Nitrosun. A press note from the Additional SP, Dimapur informed that the occupants of the vehicle, Sehngan Khongsai and Haopu Misao, were subsequently arrested for possession and smuggling of banned drugs. A case has been registered at the Dimapur East PS. In a separate incident, Niuland police station arrested one person on September 28. According to the police, the accused, Rati Ram Sarma was wanted in several cases of Rhino poaching and trading in wildlife products and is involved in a network of illegal poaching and smuggling of wildlife products across India, Nepal and Bhutan. The accused was handed over to Assam police at Bokajan, where he is wanted in connection with a case.

IMPHAL, OCTOBER 4 (NNN): Undergraduate teachers in Manipur have set October 15 as the deadline for a fast unto death unless their demand for upgradation of undergraduate/primary teachers to graduate posts is not met. General Secretary Athokpam Khogen of Demand Committee for the promotion of undergraduate/primary teachers to graduate post (PUUPTGP) has said that primary teachers working under the Department of Education, Manipur have been deprived of their legitimate right for promotion to graduate teachers over the last thirty years. If the government fails to fulfill their demands by the said deadline, various agitations and fast unto death would be followed by the following day. He added that the government had given several assurances during the meetings with the committee in the past but their words were not put into action. Full story on page 3

‘Green tea & papaya can prevent diabetes’

PORT LOUIs, OCTOBER 4 (IANs): Green tea and fermented papaya are preventive means for diabetes, researchers at the Centre of Excellence for Biomedical and Biomaterials Research at the Mauritius University have concluded. “The Mauritius green tea prevents an increase of sugar levels in blood while the fermented papaya helps positively reduce the level of the reactive protein C and the uric acid,” said Prof Theeshan Bahorun presenting the research findings. Bahorun said the results are very significant because they show a reduction of risk factors for diabetes and cardiovascular diseases without medical intervention.

He was speaking at the two day National seminar on ‘India’s Look East Policy and the Response of the North-Eastern States’ at St. Joseph’s College, Jakhama. He stated that India’s Look East policy was an effort to cultivate extensive economic and strategic relations with the nations of Southeast Asia. He added that this policy marked a strategic shift in India’s perspective of the world. Professor Nanda opined that the ‘Look East Policy’ was based on cultural ties and contemporary compulsions and that it was an opportu-

He added that policy makers soon realized the need to have the North eastern states of India as a main centre for building trade relations with Southeast Asia. As such, Prof Nanda stated that there arose a need for upgradation of rail, road, air, and telecommunication connectivity. Citing the example of Naga king chillies being sold at exorbitant rates due to its demand in Japan, Nanda stressed on the importance to identify investment opportunities and thereby capitalize on them. He further pointed out bureaucratic inefficiency as one of the major factors for the declining economy among North Eastern states. He stated that this

was affecting the work culture, which in turn was affecting development in the private sector. On entrepreneurship in Nagaland, Nanda opined, “Nagaland is in a situation where many entrepreneurs have come up because they have the capital and not because they have good entrepreneurial skills.” As such, he stressed on the need to train the youth in entrepreneurial skills so that they can bank on the right opportunities and invest on them. He advocated capitalizing on the Look East policy through rigorous industrialization by employing product differentiation and investment techniques. He also called for an innovative business culture and for eliminating induced industrialization based on sub-

sidized incentives, which, according to Prof Nandu has lead to wide increase of escapists and subsidy seekers who just pen their projects on paper and never undertake them. He further stressed on the need for integration between both public and private sector. Prof Nanda also expressed optimism that the North eastern States would capitalize on the ‘Look east Policy’ and strengthen local economies which have been plagued by bureaucratic inefficiency for a long time. The first day of the Seminar witnessed various resource persons from around the country presenting papers on a number of issues concerning the ‘Look East Policy.’ Rev. Fr. Dr. Abraham Lotha, Principal of St. Joseph’s College, Jakhama in his welcome address asserted that the seminar would impart knowledge on how the ‘Look East Policy,’ as a cultural policy can help the people.

NEw DELHI, OCTOBER 4 (IANs): The Congress and the BJP will be locked in the biggest popularity test ahead of Lok Sabha polls due next year when Delhi, Rajasthan, Madhya Pradesh, Chhattisgarh and Mizoram vote in November-December. Announcing the election schedule, Chief Election Commissioner V.S. Sampath said Friday that the results from the five states - three of them ruled by the Congress and two by the Bharatiya Janata Party - will be out Dec 8. “All measures are in place to conduct free and fair polls,” Sampath said, putting the number of polling stations at 130,000 in the five states. While Chhattisgarh will see voting Nov 11 and 19, the other four states will have a day’s balloting: Madhya Pradesh (Nov 25), Rajasthan (Dec 1) and Delhi and Mizoram (Dec 4). Sampath said a total of 110 million electorate - out of the country’s 714 million will be eligible to vote in the five states. While the Congress rules Delhi, Rajasthan and Mizoram, the BJP governs Madhya Pradesh and Chhattisgarh. Both the BJP and Congress vowed to sweep the polls. Political experts said it would be a key test for both parties

in the run up to the parliamentary elections. BJP’s Sudhanshu Trivedi claimed his party will retain power in Madhya Pradesh and Chhattisgarh and oust the Congress in Delhi and Rajasthan. The mood in the country, he said, “is in favour of BJP”. Rashid Alvi of the Congress said his party was confident of forming governments in all five states. Political pundits were more guarded. Pradip Kumar Datta of Delhi University’s political science department told IANS that the state elections “will be significant, and in a way will be a testing ground for (BJP’s prime ministerial candidate Narendra) Modi. “Unless the BJP does very well in these polls, it will not be able to attract allies (for Lok Sabha). “If the BJP does better than its earlier standing in the five states, it will be a clear demonstration of Modi’s vote catching abilities,” he said. Nisar-ul Haq of the political science department of Jamia Millia Islamia, however, predicted “a very close fight between the Congress and BJP”. “It will be major election because it is coming right before the general election,” Haq told IANS. Since its birth last year, the Aam Aadmi Party (AAP) led by activist-turned-pol-

itician Arvind Kejriwal has emerged as a key but untestedforceinthenationalcapital on the strength of its anti-corruption drive. Delhi University’s Datta warned that AAP could wean away a section of the BJP’s middle class voters disgusted with corruption as well as the poor who normally vote for the Congress. The Lok Sabha election is due in May 2014, followed quickly by polling in Sikkim, Odisha and Andhra Pradesh. Haryana and Maharashtra are also due to go to the polls next year.

‘None of the Above’ for the first time

For the first time, voters in the five states going to polls in November-December will be able to reject all candidates by pressing “None of the Above” (NOTA) option. Chief Election Commissioner V.S. Sampath said Friday that the electronic voting machines will have a slot for NOTA. “On the balloting unit, below the name of the last candidate, there will now be a button for NOTA so that electors who do not want to vote for any of the candidates can exercise their option by pressing the button against NOTA,” he told the media. The NOTA option has been included following a Supreme Court ruling Sep 27.

travaganza was organized at the same venue for the visiting officials. The CM will call on the Chairman of the 14th Finance Commission, Dr. Y.V Reddy on October 5 at the Conference hall of Nagaland Chief Secretary, Civil Secretariat Complex in Kohima. A meeting between

the Finance Commission officials, the Chief Minister, his cabinet colleagues and Nagaland state government officials will be convened the same day. The Chairman of the 14th Finance Commission is then scheduled to give his remarks and following which discussions will be held.
