KOHIMA, ARPIL 5 (MExN): The Additional Secretary (BA) & ARO, Nagaland Parliamentary election 2014, Nagaland, L. Imsong, has informed that as per Section 77(1) of the Representation of the People Act, 1951, expenditure involved in advertisements in connection with the election of any candidate has to be added to the account of election expenses of the candidate, required to be maintained under that section. This was intimated through a notification Vide no. CN/LS- 2014/ PRINT-PAMP/325 dated April 3, 2014, directing all DCs, ADCs and DEOs in regard to advertisement in the local newspapers under the name of some organisation(s) or Village Councils, informed the media cell of the CEO office, Nagaland. It was observed by the concerned authority that “advertisements for and against particular political parties and candidates are appearing in local newspapers, and in many cases such advertisements are for the prospect of election of particular candidates.” In this, it was also informed that Section 171H of IPC prohibits incurring of expenditure, on interalia, advertisement, circular or publication, for the purpose of promoting or procuring the election of a candidate, without authority from the candidates. In order to “sub-serve the requirement of the provision of law,” all DCs, ADCs and DEOs have been requested to bring the above provision of law to the notice of all concerned for strict compliances.

DIMAPUR, APRIL 5 (MExN): The Against Corruption And Unabated Taxation (ACAUT) Nagaland continues to draw support and strength for its campaign on ‘One Government One Tax’. This was clear after the ACAUT Nagaland’s first phase of an all-Nagaland State tour from March 2429, 2014, covering the districts of Mon, Longleng, Mokokchung, Tuensang, Wokha and the subdivision of Tseminyu. While civil society, and the people, from these districts showed their “full support” to the ACAUT and its objectives, informed a press release from its media cell, every district brought some unique perspectives to the ACAUT team to discuss and deliberate on for the future. In Mon, president of KSU, Loung-ai Wangnao, raised the pertinent issue of NGOs in Nagaland going on numerous “donation drives,” to which the ACAUT Nagaland responded by passing a resolution that “no NGOs, including student bodies, should undertake any sort of donation drives in the market.” In Longleng, the Phom people promised to take up the slogan ‘One Government One Tax’ with all 37 villages in Longleng district. Importantly, the Phom leaders suggested that no village councils and tribal Hohos should give “Recommendation letter” to any individual seeking to join the Naga armed factions as it “contradicts the principle of One Government One Tax.” While leaders in Mokokchung, stated the press release, promised to take up the issue of ‘One Government One Tax’ at an “appropriate time,” the Mokokchung Chamber of Commerce and Industries expressed concern that government agencies

like the police, veterinary, Forest and Excise department collect tax at the gates and other locations. A serious allegation of misconduct was shared where Excise personnel harass truck drivers by making them declare every consignment in the truck item wise if traders refuse to pay up. It was also learnt by the ACAUT that “Forest personnel collect money from shops which is clearly illegal.” Tuensang town, as per the people of the town, is plagued by syndicate system, termed Agencies. A respected citizen of Tuensang Town informed that the “police tax even the plying taxis and checking is more for Tuensang vehicles.” The ACAUT Nagaland expressed that “this is one reason why Eastern Nagaland people feel alienated.” One of the unions from the region stated that “tax deducted by Nagaland government is more than
UG tax.” He alleged that after deductions, contractors are left with only 25% of the work order amount to carry out the actual work. It was stated there that GBs in Tuensang “should not collect tax on behalf of the UGs.” It was also revealed that Tuensang Village, as well as the landowners of Tuensang town, have “not been paying tax to any of the factions in Nagaland since 1995 save for the period 200405.” Tuensang village, according to the ACAUT, is the “only village in Nagaland” to abide by the principle of ‘One Government One Tax’ for almost 20 years now. In Wokha, public leaders informed that “one of the UG factions had warned Kyong leaders not to set up local ACAUT in Wokha district.” Nonetheless, due to the untiring and bold effort of business and community leaders, the syndicate sys-
tem in essential commodities prevalent in Wokha till 2013 was “smashed.” Tseminyu sub division brought to the table that their MNREGA funds for villages in the area were not being properly sanctioned. A village chairman also complained that most of the tribal Hohos and church leaders in Nagaland have been “bought over by Bolero vehicles gifted by Ministers or are under the monetary influence of politicians and thus corrupted.” The ACAUT has expressed gratefulness to the people of these districts for welcoming it “enthusiastically into their midst.” During the course of our tour, the ACAUT Nagaland noted, “every arrangement was made for our comfortable stay and special appreciation may be made to the Chamber of Commerce of all the districts.” Full text on page 5
CS informs on violation of Model Code of Conduct of ECI
KOHIMA, APRIL 5 (MExN): The Chief Secretary, Nagaland, has issued a Public Notice on April 5, stating that “openly declaring and publicizing the support of the entire village to a particular candidate on behalf of all the voters” is “violative of the Model Code of Conduct of Election Commission of India (ECI), and should be strictly avoided till polling for the Parliamentary Elections in the State are completed.”
The Notice informed that it has come to the notice of the ECI that some village authorities are openly declaring and publicizing the support of the entire village to a particular candidate on behalf of all the voters. Such acts of declaration by village authorities are in violation of the provisions of the Representation of the People’s Act, 1951. The ECI has requested the State Government to take all necessary action to ensure that all
prospective voters cast their franchise as per the existing law and instructions of the Commission vide letter No.61/NL/2014/895 dated March 28, 2014. Accordingly, “it is hereby brought to the notice of all concerned that such actions are violative of the Model Code of Conduct of Election Commission of India, and should be strictly avoided till polling for the Parliamentary Elections in the State are completed.”
AgARtALA/gUwAHAtI, APRIL 5 (IANS): The ninephase Lok Sabha election begins Monday from India’s northeast, with polling in five of the 14 seats in Assam and one of the two constituencies in Tripura. The six are part of the 543 constituencies where polling will take place from April 7 to May 12. The results will be known May 16. The Congress is the major force in Assam which it rules while the Communist Party of India-Marxist (CPI-M) is the dominant force in Tripura. But the opposition is aggressive in both states. An estimated 6.4 million people are eligible to vote Monday to pick representatives to the Lok Sabha from Tezpur, Jorhat, Kaliabor, Dibrugarh and Lakhimpur constituencies in Assam. According to the Election Commission, 51 candidates are in the fray Monday in Assam, which will elect the remaining nine Lok Sabha members April 12 (three) and 24 (six). Monday’s balloting will be held in 8,588 centres. Polling is expected to start at 7 a.m. and is likely to end by 5 p.m. Campaigning for the constituencies ended at 5 p.m. Saturday. Police and paramilitary forces have stepped up security, more so because April 7 coincides with the Raising Day of the outlawed United Liberation Front of Asom (ULFA). “There is no specific threat for the election but we cannot take chances,” said a senior official of Assam Police. He said a total of 240 companies of Assam Police and paramilitary forces had already been deployed in the state. Ten candidates are in the fray in Jorhat, nine in Tezpur, 13 each in Kaliabor and Lakhimpur
and six candidates in Dibrugarh. Among the prominent candidates in Assam are lottery baron Mani Kumar Subba, Chief Minister Tarun Gogoi’s son Gourav Gogoi, outgoing Congress MP Bijoy Krishna Handique, veteran Communist Drupad Borgohain, BJP state president Sarbananda Sonowal, union Minister of State for Tribal Affairs Ranee Narah, Mamud Imdadul Haque Choudhury of AIUDF, union minister Paban Singh Ghatowar, Rameswar Teli of the BJP and Anoop Phukan of the AGP. The West Tripura Lok Sabha constituency goes to the polls Monday. Election in the Tripura East constituency will be held April 12. According to officials, 1.2 million voters are eligible to vote Monday to pick one Lok Sabha member from among 13 candidates including a woman. In 2009, the CPI-M’s Khagen Das won defeating Congress’s Sudip Roy Barman by 248,549 votes. The Left has won from West Tripura 11 times since the first Lok Sabha election of 1952 and the Congress four times. The Congress For Democracy, a breakaway faction of the Congress, secured the seat in 1977. This time the main battle in the constituency will be between CPI-M’s Sankar Prasad Datta and Congress’ Arunoday Saha, a former vice chancellor of Tripura University. The CPI-M is focussing on the development work it has carried out in Tripura while attacking the Congress for poor governance and corruption in the country. The opposition is harping on poor governance, unemployment and rising crimes against women. Tripura Chief Electoral Officer Ashutosh Jindal said the Border Security Force (BSF) would seal the India-Bangladesh border during the polls.

Another standoff between Rilan Yan villagers and the Assam Police occurred on April 5. According to villagers, the district administration of Karbi-Anglong has objected to the village’s move to cultivate a site, nestled on a slope overlooking a camp of the 6th Assam Police battalion. The April 4 standoff was replayed today after the Assam Police, along with the CRPF, moved
to the site alleging the villagers had not honoured an agreement arrived at the day before. Bamboo sheds set up by the villagers at the site were dismantled on April 4, while the villagers were asked to cease construction activity. Today, the villagers reportedly put CGI sheets for roofing a shed, which was said to have been dismantled the day before. The villagers, while maintaining that it is village land, objected to the Assam Police’s move to remove the roofing.
It was finally removed, nonetheless, after an informal understanding was reached. The Karbi-Anglong administration was led by Executive Magistrate & Assistant Commissioner, Jyotimary Daimary. From Dimapur, the SDPO, Niuland and the officer in charge of West Police Station were present. Karbi-Anglong EM & AC, Jyotimary Daimary, when queried on the status of the site, maintained that it is part of Daldali Reserve Forest, Assam; and that any kind of activity in a Reserve Forest cannot be allowed. Queried further on the status of a new settlement overlooking the disputed site, he replied that he had no knowledge of its existence till recently. “I came to know from my source that they have settled here just for cultivation.” He added that he had asked the DFO in concern to explain the status in writing. An Executive Member of the Karbi-Anglong Autonomous Council had recommended the setting up of the settlement, it was added. Meanwhile, Daimary hinted at a post-election meeting of Dimapur and Karbi-Anglong officials to discuss the dispute.

That is the best way to describe the idea of the ‘Handel’s Messiah’ concert Organising Committee to bring together various Church Choirs of Nagaland, renowned musicians from Singapore and Kolkata, and professional musicians from Nagaland Music Schools—all under one roof. The Organising Committee envisioned a new path of unity: to unite people from the different tribes of Nagaland through music and also to reach all generations. The invitation was to witness the biggest Worship Concert ever held in Nagaland. This was also the first western classical music concert in Nagaland played by a full sized Orchestra. The concert was held at the Dimapur Ao Baptist Arogo (DABA) under the theme
‘Oneness in Christ’. Giving the opening word, Alongla P Aier shared with the audience how the concert was initially envisioned. She said, “Last year, when the ugly conflict of tribalism reared once again in Nagaland there was a man who wanted to do something about it. He knew that somehow music was the only tool to bring unity back to society. His relentless pursuit; going from one church to another is a result of how this beautiful choir was born. The man is also the conductor for the evening, Pastor Razo Vasa.” Alongla Aier also noted that many beautiful things have already begun as a result of this gathering. “We are here tonight for two main things. One is to glorify the name of God. Second is for better unity and love among churches in Nagaland. Let us all be blessed,” she exhorted.
After months of rehearsals and exhaustive organizing, the Choir and Orchestra joined hands and raised their voices to sing: ‘Glory to God’, ‘All We Like Sheep Have Gone Astray’, ‘Hallelujah’ and George Frideric Handel’s ‘Messiah’, one of the most widely performed and loved classical music oratorios to this day. The concert was conducted by Pastor Razo Vasa. The ensemble was joined by three renowned Soloists: Judy Senolos Honor (Tenor), Rubin Lukito (Bass) and Visahu Peseyie. The concert was warmly welcomed and highly praised by those who attended it. The audience awarded a standing ovation at the end of the concert. A clearly inspired attendee said: “I’m really excited to come to the concert and enjoy the music. It makes me want to join my church choir.”

Dimapur, april 5 (mExN): In view of the indiscriminate burning of jungles, OFC cables laid along and underneath the road are being damaged resulting breakdown of BSNL services. Election Commission of India has issued instructions for uploading of date and poll day activities to the ECI website, which make connectivity an important aspect for election related activities. The DC Dimapur Hushili Sema, IAS in a press release has directed all concern villages under Dimapur district to desist from indiscriminate jungle burning within their village jurisdiction. Violators of this order shall be fined a sum of rupees one lakh and also be prosecuted as per provision of law.

Need to develop and improve communication skills
Kohima, april 5 (Dipr): Nagaland Board of School Education and Orient Blackswan, the national representative of Trinity Language Examinations organised two-days training on April 4 and 5 at the conference hall of the Board. Total 26 (twenty-six) English teachers from 13 institutions participated in the training. The training started with Asano Sekhose, Chairman, NBSE urging all stakeholders on the need to develop and improve the communication skills of the present day learners. It is worthwhile to mention that the NBSE had introduced communication skills in English at the secondary level in the year 2009 and gradually extended them

nation in Spoken English (GESE). In this pilot project, 13 registered institutions of the Board have come forward to provide its learners an opportunity to develop and progress their ability in
communicating in English. Students of classes 9 and 10 in the participating 13(thirteen) institutions will be taking a GESE grade in July 2014 and be awarded a Trinity College Lon-
don certificate. Trinity College, London is an International Examination Board that provides accredited qualifications in English language, Music and performing and creative arts throughout the world. Its qualifications are accepted by universities and employers worldwide. The resource persons in the training program were Sonie Thakkar, Trinity Examiner & Teacher Trainer and Fasiha Kader, Academic Coordinator & Trainer. The main focus of the training was to orient the teachers about GESE and also to help them facilitate the student’s development and progress in the use of communication skills.
APTMs to lodge FIR Awareness on PPV&FRA held in Longleng against defaulter
Dimapur, april 5 (mExN): Department of Power APTMs Cell under SE(E) Dimapur circle will be intensifying the APTMs activities by imposing additional penalties and lodging FIR against the defaulter in addition to the normal penalties. A grace period of 10 days is given to all electricity consumers who are illegally using power supply to rectify their illegal activities from the date of publication of this press release. All electricity consumers in Dimapur and Chumukedima area are informed that APTMs raids
activities was launched on July 11, 2013. The raid is continuing till date to discourage illegal use of electricity by means of hooking, meter bypass, meter tempering and breaking meter seal etc. Till date 363 cases has been detected and penalized but these activities has activities have not deterred the consumers from illegal practices, resulting heavy revenue losses to the power department every year. The DC said that since the establishment of KVK, timely awareness programme on topic like PPV & FRA is being conducted for the privileged villagers. He also shared his views for development of farming community of the entire district and urged the villagers to gain knowledge from KVK through the participation of different programme organized by KVK. Resource person, Dr. Patu Khate Zeliang (SMS Plant Breeding) gave an overview of the PPV & FRA with its objectives & functions to establish an effective system for the protection of plant varieties, farmer’s rights, plant
breeders, to encourage development of new varieties and to recognize and reward farmers, communities, engaged in conservation, improvement, preservation of plant genetic resources and wild relatives. She recommended identification of the indigenous and unique crops of the village to put up for registration in the PPV & FRA and setting up of a village community/farmers association for seed banking. Altogether around eighty farmers from the different village of Hukphang, Yongam, Sakshi,Yongnyah, Orangkong, Pongching, Pongo, Leintak, Yongshei and Ayong participated a
day long programme. Spot registration process for four rice varieties and one colocasia were undertakn by Dr. Manoj Kmar (SMS & PC (i/c), Er. P. Chowdhury (SMS, SWCE) and Dr. Patu Khate Zeliang (SMS, Plant Breeding) and more registration will be done. The programme end with farmers’ interaction and E. Lireni Kikon (SMS Plant Protection) proposed vote of thanks. Overall co-ordination and registration of farmers programme was carried out by Lireni Kikon and Thungchano S. Asufü Christian Institute undertakes educational tour No Science teacher Kohima, april 5 (mExN): The management of Asufü Christian Institute organized an educational and exposure tour to New Delhi for the final year BA/BSc students from March 17 to 26. The team comprising of thirty two (32) students and two faculty led by Kevi and Arche toured Delhi, its suburbs and Agra. The team visited some of the significant historical places in Delhi, such as the Qutab Minar, Red Fort, the Parliament House, The Supreme Court, the Rashtrapati Bhavan, educational institution such as Jawarharlal Nehru University and Delhi University and also visited historical sites of Agra, like the Taj Mahal, Agra Fort and others. Animal, plant and soil health camp were conducted at the same time and at the same place so that the farmers get a common platform to solve the problems related to animals, plants and soil. Dr. Nongothung Ezung SMS (Animal Science) led animal health camp. It was found that most of the ani-
mals were severely infected with internal parasites, have poor growth rate. In poultry birds CRD was the main problem responsible for early chick mortality. Altogether 52 farmers and nearly 200 animals were treated and free medicines were provided. Wapangtoshi SMS (plant protection) who provided plant health support to 41 farmers who are currently facing problems in citrus, Banana, Mango, Paddy, Maize crops etc led plant health
camp. Bio-control agents for seed treatment, bio-pesticides and some insecticides were provided to the farmers for insect pests and diseases control on the crops. Sentimenla Jamir, SMS (Soil Science), led soil Health Camp. Soil samples collected from 45 farmer’s field were tested on various parameters such as PH, organic carbon, available nitrogen, phosphorus and potassium to know the status of their soils. Recom-
mendations on fertilizers, manuring and crops were suggested basing on the soil testing report. The Programme Coordinator Dr. Rakesh Kumar Chaurasia expressed his gratitude to MLA 31 AC Khekaho Assumi who was present during the health camp and motivated the farmers and appreciated the efforts taken by the KVK for extending their support to farming community to increase their productivity.

Public appeals education department for appointment pfütsEro, april 5 (mExN): Zuketsa Area Public Oraganization (ZAPO) today reported in a press release that Government High School, Zuketsa has been running without a Science teacher since the transfer on promotion of the then teacher on September 2, 2011. The Government of Nagaland has upgraded the GHS Zuketsa in 2003. A press note appended by ZAPO General Secretary, Kewekope Marhu said that the School authorities and NGOs have made numerous attempts to enlighten this situation, public leaders had also made personal approaches, and even several representations and appeals were submitted, but till today, the department has paid no heed. The ZAPO and School authorities had appealed to the villages of the area to contribute from their respective village funds, to hire a private
science teacher to cater to the need of the students. Until today, this private teacher is being paid salary from the villages’ funds. “The question remains unanswered. The appeals and representations have fallen on deaf ears. Why is the education department, having being overloaded with teachers, not able to provide a Science teacher to a school that it recognized?” the Organisation questioned in the note. ZAPO firmly believes that there is no dearth of science teachers and that it was mandatory and possible for the department to provide at least one teacher by now. Therefore, such indifferent temperament of the School Education Department of Nagaland has compelled the issue of this press release, the note further stated. The ZAPO keenly awaits for the appointment of the aforementioned subject teacher by the department at the earliest through redeployment or appoint Kuwe Losou, who is presently teaching science at GHS Zuketsa so that, the burden of the villages in paying his salary is lifted.

Dimapur, april 5 (mExN): Agricultural Technology Management Agency Dimapur Niuland Block organised demonstration programme at Zuheshe Village on April 4. Resource person James Kikon, SMS (Soil Science), KVK, Jharnapani spoke on the topics ‘Zero Energy Cool Chamber’ and ‘Cultivation Practices of Rice Bean (Naga Dali).’ He said that based on the principle of direct evaporative cooling zero energy cool chambers have been developed.
It does not require any electricity or power to operate and materials required like bricks, sand, bamboo etc. are available easily and cheaply. It is a double brickwall structure, the cavity is filled with sand and walls of the chamber are soaked in water. Cool chambers can reduce temperature by 10-15°C and maintain high humidity of about 95% that can increase shelf life and retain quality of horticultural produce. Small and marginal farmers can store a few days' harvest to avoid
middlemen. He emphasized that Ricebean is one of the summer legumes grown under diverse conditions ranging from marginal lands to rain-fed tars and drought prone areas in the hills. It is noted to be very rich in protein, minerals and vitamins, and has significance as nutritious fodder, green manure, and a crop for soil conservation. For proper intercropping, a farmer dibble seeds in between maize plants and it also has the ability to utilise atmo-
spheric nitrogen through symbiotic nitrogen fixation and thus, plays a key role in maintaining soil fertility. Rice bean is normally ready to harvest in 120-150 days after sowing. HNLC to boycott LS elections; Bandh called on April 9 SHILLONG, AprIL 5 (NNN): Major militant outfit operating in Meghalaya, the Hynñiewtrep National Liberation Council (HNLC) has announced today to boycott the Lok Sabha election in the state and thereby calling 12 hours bandh in Meghalaya on the polling day i.e., April 9. In a statement made available to Newmai News Network this evening by HNLC publicity secretary Sainkupar Nongtraw, the Khasi militant outfit said 67 years had passed since India had claimed its Independence but the status of the Khasis had been as of slaves. It alleged that the government of India had forcefully signed the Instrument of Accession and Annexed Agreement in 1948 at gunpoint without the consent of the Dur-
bar Hima and the Syiems. "This action of the government of India proved its political inability to solve matters related to the welfare of the Hynñiewtrep (the indigenous people of Meghalaya)," said the HNLC. The HNLC then said the outfit is against the Indian political system. "We have our right to self determination. Self-determination is defined as free choice of one's own acts without external compulsion and especially as the freedom of the people of a given territory to determine their own political status. It can also be defined as the ability or power to make decisions for oneself, especially the power of a nation to decide how it will be governed. The right to self-determination of peoples is a fundamental prin-
ciple in international law. It is embodied in the charter of the United Nations and the International Covenant on civil and political rights and the International Covenant on economic, social and cultural rights," pointed out the HNLC. "Common Article 1, paragraph 1 of these covenants provide that all peoples have the rights of self-determination by virtue of that right they can freely determine their political status, and freely pursue the economic, social and cultural development," the Khasi outfit added. According to the HNLC, this right is also set forth in the universal declaration of human rights, which is widely recognized as customary international law. "Today the people of the Hynñiewtrep (Meghalaya)
are one of the most endangered ethnic communities in the 21st century. Our distinct culture, religion, language and national identity face the real and imminent threat of total assimilation and extinction," it said. In addition to putting the Hynñiewtrep at an economic disadvantage, the continuing migration of massive numbers of non-tribal into the region progressively erodes the ability of the people to hold on to their distinct cultural heritage and ethnic identity. India has developed a policy of deliberately encouraging Indian immigrants to settle on a long-term basis in Hynñiewtrep. The aim of the government of India is to create infrastructure to facilitate the exploitation of the vast natural resources of Hynñiewtrep
and to encourage hundreds of thousands to migrate to the inhabited areas of the region, the HNLC also said. "If India really claims to be the champion of human rights then it must come up with a 'plebiscite' for our Hynñiewtrep region and let our people decide whether to stay with India or without the interference of India," the Khasi outfit also stated. "The Governor of Meghalaya should have been either Garo or from Hynñiewtrep tribe. This kind of governance is also against the interests of our people" said the HNLC and asks, "How would a non-Achik or nonHynñiewtrep understand the problems faced by our people?" According to the HNLC, election time is a time when corruption is at its peak level.

'Extra measures' in insurgency-hit M'laya districts SHILLONG, AprIL 5 (tNN): With just a few more days left before the state goes to polls on April 9, acting chief secretary P B O Warjri said 'extra measures' have been taken to ensure smooth polls in the insurgency-hit East and South Garo Hills districts. Warjri was on a two-day visit to oversee poll preparedness across the five districts of the Garo Hills. He was accompanied by director general of police Peter James Haneman. "The district administration and police in the
Garo Hills region have made elaborate arrangements for peaceful polling. We are convinced that law and order will be maintained with their strategies," Warjri added. At Ampati, South West Garo Hills, Warjri asked the district officials to refrain from getting complacent. "If you put in a little more effort and show full commitment, the district will have the most successful election," he told officials. South west Garo Hills SP R Muthu said no poll-related violence or clashes have
been reported in the area. Thirty polling stations in the district have been classified as hyper-sensitive, 14 due to vulnerability to group clashes and 16 due to militancy. Again, 17 polling stations have been identified as sensitive due to their proximity to interstate/ international border and remoteness. Over 192 arms were deposited in the office of south west Garo Hills district SP till March 31 after an order was issued by the district police to licensed arms holders to deposit arms.

lence of malaria and other vector-borne diseases in India's northeast is its topography and climate - hot and humid for most part of the year - making it the ideal breeding ground for mosquitoes. Add to this, the poor socio-economic condition of the tea tribe, lack of awareness and poor hygiene - and they become even more vulnerable. Assam accounts for more than five percent of the country's malaria cases and, according to a study in seven tea gardens by molecular entomologist Bipul Rabha and doctors of those gardens, the tea tribe community is the major contributor to such cases every year. "The tea tribe constitutes a community with poor socio-economic condition and continues to have high malaria infection with considerable anaemia. This study strongly finds evidence that despite a comprehensive malaria control programme, there are regions in India where the control programmes are inadequate," the study said, adding: "These are hyper-endemic for malaria and transmission rates are comparable to those found in many regions of Africa." The part about anaemia is especially significant because the tea tribe
women are nearly universally anaemic. A Unicef sample study found 95 percent women in the gardens to be anaemic. A reduced haemoglobin level among the tea tribe, the malaria study said, was not just indicative of poor nutrition but also of repeated attacks of the vector-borne disease. Either way, anaemia leads to a host of other health complications, especially for women during pregnancy, putting their and their baby's life at risk. "Children, especially those below the age of two, are at a high risk of malaria infection because they have under-development immunity. Studies have found that the risk of infection caused by P. falciparum parasite (transmitted by Anopheles mosquito) is high between the age of five and 15," said T. Talukdar, a tea garden doctor in Jorhat district. Steps have been taken by tea garden managements to curtail the annual incidence of vector-borne diseases. "Water stagnation is an open invitation to trouble, and we get insecticide sprayed in the garden and labour lines regularly once the rains hit (the dense and well-demarcated tea tribe colonies within the garden)," Talukdar said. As sporadic showers from March build up to a full-blown monsoon a few months later, what looms is the threat of malaria and other vector-borne diseases that often cause death, with children the most vulnerable. As WHO focusses on vector-borne diseases this World Health Day April 7, experts say that serious steps must be taken to stop the cyclic prevalence of these diseases among the tea tribe every year. "Malaria is a major health problem among the tea garden workers. Although there has been a gradual fall in morbidity due to the disease, the numbers are still alarming," N.K. Phukan, former chairman of the medical advisory sub-committee of the Assam Branch of the India Tea Association (ABITA), told IANS. He is also a doctor in a tea garden. For instance, there were 4,849 slide positive cases of malaria in the tea gardens (under ABITA) in 2008. The number fell marginally to 4,307 in 2009, but was still high. Globally, one billion people are infected and more than one million people die every year due to vectorborne diseases, says WHO. The most significant reason for the high preva-

Leaders of the six NGOs and students' bodies led by Young Mizo Association (YMA) held an emergency meeting in Aizawl Friday night and decided to urge people to boycott the polls. "We have also decided to observe a 72-hour statewide strike from April 7," YMA spokesman J. Lalsailova told reporters in Aizawl Saturday. Out of over 36,000 Reang tribal refugees, living in seven camps in northern Tripura for the past 17 years after fleeing their villages in western Mizoram, 11,500 were on electoral rolls in Mizoram and 71 percent of these have voted through postal ballots in three days - Tuesday to Thursday. The postal balloting was held under the close supervision of seven observers of Election Commission. Seven officials from Mizoram also came to the camps to assist the electoral process. "In view of the threat given by local NGOs in Mizoram to obstruct counting of postal ballot papers in Aizawl, the Election Commission has decided to count the postal ballots in Kanchanpur (north Tripura) May 16. An Election Commission observer would also be present on the day of counting," Kanchanpur Sub-Divisional Magistrate Nantu Das told IANS.

To know the truth is a first step for reconciliation Thomas, NNC Member
I
felt sad for the fighting among the Nagas which has taken place again on March 29, 2014 Saturday morning at Akhoya village jurisdiction in Ao Region right after the Forum for Naga Reconciliation (FNR) meeting held on March 27, 28, 2014 in Dimapur, but no wonder because such fighting always have been happened after the meeting of FNR in abroad and at home, and there the killings have been taken place and more factions have been created instead of reconciliation. It is therefore not a good sign for the FNR and has to consider that "Is FNR doing according to the will of God?" I am also feeling sad not because I oppose peace and reconciliation, but most of public leaders are applauding and welcoming the Lenten Agreement of March 28, 2014 without knowing what will happen if the agreement is implemented? Where does the new government will lead the Nagas? It was the fact that all Naga people applauded highly the NPC (Nagaland Peace Council) and welcomed Peace, because through the tireless effort of NPC, peace was restored once again in Nagaland in 1975 and save many periled lives. However, some of the same Nagas praised Isak, Muivah and Khaplang for they rejected the said peace brought by the PNC, and formed the so-called NSCN in January 1980 from the Eastern Nagaland jungle, which was done without their knowledge. They supported it without knowing where the NSCN will lead the Nagas, to the path of blood or peace. As they applauded them (Iask, Muivah, Khaplang) from the top of their voice and welcomed the formation of NSCN, they also welcomed factionalism and fratricidal killings among the Nagas. He who says, Phizo/ NNC has done wrong; he said, Muivah has done right and thus bears false witness. Because he/ she says wrong as right, and white as black. Our Bible says: "He who says the wicked you are right, the people will curse him, nations will abhor him". "He who justifies the wicked and he who con-
demns the righteous, both of them alike are abomination to God". (Proverbs 24:24, 17:15). After fierce fighting with their own Naga brothers for 17 years, Isak-Muivah (IM) group reached at the so-called ceasefire agreement with GoI (Government of India) in August 1997. Again some of Nagas welcomed the said ceasefire agreement and supported, without knowing they are extending to support various evil activities (killings, telling lies, burning dawn the villages including with granaries and churches, false accusations, torturing, intimidation, deceiving, abduction, money extortion etc. etc.) as well which have been committing by IM group before and after the ceasefire. The Nagas know, when Isak, Muivah ran away from the NNC, they have discarded the mandate of the Naga people and hence they have no right to represent Nagaland and its people, but some of Nagas supported their political negotiation with the GoI. In fact they know nothing what the ceasefire agreement was, and the stand of IM group for peace talk with the GoI. Later all Naga people came to know IM group submitted 31-Point competencies proposal to the GoI for their peace talk. The fact Nagas know about the first political talk with the Indian leaders on July 19, 1947 is: at the talk Naga leaders said, the Nagas are not Indians and Naga territory does not belong to India. And in turn, Indian leaders said, if you say, the Nagas are not Indians and your country does not belong to India, the matter ends there, you have every right to be Independent outside the Indian Union. This is the only way that we have to talk with the GoI. Therefore the Nagas have nothing to do with the NSCNIM's 31-Point competencies proposal. This is not other than a proposal to sell out Nagaland and who supported their talks, supported the selling process of Nagaland to a foreign country. On May 16, 1951, Naga national voluntary Plebiscite Day, Naga leader Dr. A.Z. Phizo asserted that." To give away Nagaland to please India is not the solution". My point is; we must know explicitly what we are doing and
must reject wrong as wrong and support right as right, but give pressure on the wrong doers by the public leaders and Church leaders till they give up their wrong doing. If they refuse to take heed the voice of the people, they should be rejected once and for all by the people. That is the need of hour what we should do at this juncture. The NNC supports and gives encouragement to those who are striving to bring peace among the Nagas. But the NNC never support who deny the truth and try to justify the killings and marginalize the NNC/FGN to a mere faction. This is the reason why the NNC does not involve with the FNR but encouraged it to work for the truth and justice. The FNR has done wrong to support illegitimate Singnya, Zhopra group who have been staying in Peace Camp for many years and ran away from it on their own accord in 2005 and killed many of their own people in Chakhesang Region. In Khiamniunga Region, this group has beaten many Naga Army and maimed them for life. Last year in 2013, Eno Longphu of Pashiu village who was brutally tortured by the said group died of his beaten injury. The Nagas are a nation and they have their own national Government and have their own Yehzabo (Constitution). The Nagas therefore elect their new leaders following their Yehzabo and form their new Government accordingly. No one has the right to claim as NNC/FGN leader by himself/herself outside the Yehzabo. Even if he/she do so, it is illegal and no one will respect or regard him/her as NNC/FGN leader. If they do not regard as such leaders by their own people, to whom they represent and signed the Lenten agreement of 28th March 2014? The Federal Government of Nagaland (FGN) is the only Naga National Government formed in 1956 by all Nagas (Ao, Angami, Chakhesang, Sema, Lotha, Konyak, Chang, Sangtam, Khiamniungan, Yingchunger, Phom, Pochuri, Shepoumarath, Zeliangrong). Some Nagas from remote Regions, such as Tangkhul. Heimi, Amanch, Somra could not partici-
pate in the formation, but later all joined the FGN. And the Nagas joyously celebrated the Golden Jubilee of their National Government on March 22, 2006. How then, the FGN would sign to form another new Naga national government, as claimed by the FNR. It is really a mockery. The Nagas are needed to be reconciled and should have peace among them, and I extend my support to anyone who is truly working for peace and reconciliation, and I myself am working for peace and reconciliation and thus telling the Naga people what truth is. Because to know the truth is a first step for reconciliation. The fact all Naga know that our nation had never surrendered its sovereignty to any foreign nation in this running history. And the NNC had never deterred here and there from the Naga national stand despite ups and downs political situation in the past more than sixty years of war with the aggressors. The Nagas therefore have no reason to condemn and reject the NNC/FGN and form another new political institution or government in this 21st century. The factional leaders, who went on astray and diverted their stand from the Naga national stand, should relinquish their illegitimate organizations and reunite with the their parent body NNC/ FGN is the only meaning that bears for reconciliation. In this year 2014, the NSCN celebrated its 35th Republic Day on March 21, and the FGN celebrated 59th Republic Day on 22nd March. When the Eastern Nagas youths noticed NSCN's 35th republic day celebration, they questioned why should the Naga national Day (Republic Day) be degraded to 35th celebration? even when the Kachins who started their Revolutionary from 1961, celebrated 54th revolutionary Day on 5th February 2014. The celebration of 35th republic day has shown to the outside world that the Naga national movement is too much younger than the revolutionary groups of Myanmar. Despite these entire past mistakes, the Lenten agreement has conceived another new Naga national government to be born in the near future. Will it not bring another setback to the Na-

The NTC’s 2nd General Council meeting was held at AIDA Conference Hall, Dimapur on April 5 at 10 am.
Sumi newsletter on women in agri released Dimapur, april 5 (mExN): A newsletter on women in agriculture written in Sumi dialect entitled “Mpe kupuzhu xathi” was today released by Dr. Bidyut C. Deka, Jt. Director, Indian Council of Agricultural Research (ICAR). The newsletter is the outcome of one of ICAR’s Self Help Groups training programs conducted in the month of March 2014, informed a press release. In a most heartening news, it was disclosed that, Tuensang Village, also the landowners of Tuensang town, have not been paying tax to any of the factions in Nagaland since 1995 save for the period 2004-05. Tuensang village has been implementing the principle of One Government One Tax for almost 20 years now and it is the only village in Nagaland to abide by this slogan. The Tuensang Chamber of Commerce revealed that business community in Tuensang pay tax to 5 different factions. Overall, there was huge support for the ACAUT movement. Wokha District: The Chamber of Commerce, Wokha organised the meeting on 28th March. Kyong leaders from all walks of life including Kyong Hoho, Lotha Youth Hoho, Kyong students Union, Kyong Women Hoho, leaders from neighbouring villages such as Longsa and Wokha village, GB Union Wokha District, DBs, ward chairmen and business people attended the meeting. All the Kyong organisations reiterated its support for the ACAUT movement and the slogan of One Government One Tax. An elderly leader also suggested that ACAUT nomenclature should read as Against Corruption and Unlimited Taxation. Later, at the interactive session, it surmised that one of the UG factions had warned Kyong leaders not to set up local ACAUT in Wokha district. Due to the untiring and bold effort of business and community leaders, the syndicate system in essential commodities prevalent in Wokha till 2013 was smashed. Tseminyu Sub-Division: The first stop was Kandinu village. ACAUT members halted at Kandinu with a view to reach out to the powerhouse called Naga village. ACAUT is of the view that One government One Tax may better take hold only if individual Naga villages make an informed decision to support it, that is,
through a bottom up approach. A public meeting was organised at Tseminyu town under the initiative of Rengma Hoho and attended by Rengma Students’ Union, Rengma Mothers’ Association, Rengma Village Council Chairmen Forum (RVCCF) representing 35 Rengma villages, Trade Union Tseminyu Town, Rengma GBs Association, DBs, ward chairmen and youths. Khekiye K. Sema appealed to the Rengma leaders to be the first tribe to stand up against unabated taxation and adopt One Government One Tax. Kohima, april 5 (mExN): Addressing his last leg of election rallies in Mon and Tizit, Congress candidate KV Pusa today assured people of eastern Nagaland that he would work for their interest so they could come at par with other communities in the state. He stated “indignation” of the people of Eastern Nagaland People’s Organisation (ENPO) was due to “step-motherly” treatment by the state government despite huge amount being pumped in the four districts - Longleng, Mon, Kiphire and Tuensang. “I will work for your welfare therefore elect me to represent you,” he pleaded. Asserting that successive Congress had performed well for the people of eastern Nagaland, but for the last 11 years of NPF led DAN government, people have been left to their own fate and development has come to a standstill, Pusa urged the people not to succumb to “false promises” of NPF. Pusa further stated that the gap between haves and have-nots in the state has been increasing at an alarming rate because of corruption. Himalayan glacier error was 'really serious', admits climate panel India's climate disaster in the making A Pallava Bagla

T
he latest report from the Intergovernmental Panel on Climate Change (IPCC) has once again brought forth the reality about climate change. Compared to earlier reports, the evidence presented is robust since it is based on a larger body of scientific, technical and socioeconomic evidence of climate change. The evidence of climate change impacts is "strongest and most comprehensive" for natural systems such as glaciers and oceans. The impact is already visible on agricultural crops. Based on many studies covering a wide range of regions and crops, the panel has concluded that negative impacts of climate change on crop yields have been more common. Climate change has negatively affected wheat and maize yields for many regions, while rice yields have been affected to a lesser extent. Human health too is getting impacted. Local changes in temperature and rainfall have altered distribution of some water-borne illnesses and disease vectors such as mosquitoes.
It is difficult for global reports such as those prepared by the IPCC to assess or predict the impact of climate change at a country level, as these reports largely rely on work done in several countries and regions. Nevertheless, they serve as important indicators of the changing climate and its impact on our lives. The unseasonal rains and freak hailstorms that lashed many parts of the country this past month have left a trail of destruction and loss of human lives. Sudden loss of standing crops has led many farmers to end their lives in Maharashtra and Madhya Pradesh. While it may take some time for scientists to analyse these events and tell us if they are part of a pattern of freak incidents, such incidents definitely fall in the category of "extreme weather events" whose frequency was predicted to go up due to climate change. The objective of IPCC reports is to alert policymakers and politicians and prod them into action. Unfortunately, politicians are not paying any heed to warnings coming from scientists.
India had prepared a National Climate Change Action Plan five years ago, but there has been little action on the ground. Several missions were planned under this action plan, but work is just beginning on some of them. For instance, the mission on sustainable Himalayan ecology was sanctioned just a couple of months ago. This mission is very critical as nearly one dozen Indian states fall in the Himalayan region, a large number of people live in this region and a bulk of Indian landmass is fed by Himalayan rivers. Besides the national action plan, every state is supposed to initiate its own climate change plan. If we are unable to take any steps to prevent climate change – such as reducing emissions of heattrapping gases - we can at least prepare ourselves to mitigate and adapt to impacts of climate change. Let's not wait till catastrophic impacts start unfolding. Climate sceptics - funded by fossil fuel lobbies - will continue to deny or seek to dilute impacts of climate change, but this is not going to change the situation on the ground.

The glaciers in the Himalayas are not disappearing for at least a couple of centuries. The billion plus people who inhabit the fertile flood plains of the Ganga, Indus and Brahmaputra can breathe easy that the rivers which nurture them are not drying up anytime soon. The Inter-governmental Panel on Climate Change (IPCC) had in 2007 asserted that the glaciers in the high Himalayas, also called the "third pole," would disappear by 2035. Now, in its latest report released in Yokohama, Japan on Monday, March 31, it said, "it is virtually certain that these projections (the current glacier melt rates) are more reliable than an earlier ERRONEOUS assessment of complete disappearance by 2035." What a climb down. From the highly alarmist prediction that the Himalayan glaciers would melt in another 11 years, to acknowledging that they will be around for much longer than our lifetimes. I am not a climate change denialist, but am certain-
ly against the trumpeting of exaggerated claims made only on the basis of extrapolation of mathematical models. The 2007 error, which has come to be known as the 'Himalayan Blunder or Glacier-gate,' has badly tarnished the reputation of the Nobel Peace Prize winning IPCC, which has 2500 of the world's best climate scientists. Now, Chris Field, the lead scientist for yesterday's report acknowledges that the Himalayan glacier error was "really serious". According to the French news agency, Agence France Presse or AFP, in the massive Fifth Assessment Report on
climate impacts the IPCC said Himalayan glaciers would shrink by 45 per cent by 2100, if the Earth's average surface temperature rose by 1.8 degrees Celsius. In a far warmer scenario of a 3.7 degree C rise in temperature, the reduction would be 68 per cent. Field says "we've tried to double check and triple check and quadruple check everything in this report." For its 2007 assessment, the IPCC had relied on unpublished grey literature to assert, that Himalayan glaciers "are receding faster than in any other part of the world and, if the present rate continues, the likelihood of them
disappearing by the year 2035 and perhaps sooner is very high if the Earth keeps warming at the current rate." In 2009, I began an investigation into the UN panel's claims on the state of glaciers in the Himalayas. That was a heady time for climate change, all eyes were on the Copenhagen climate summit and even to research a story that challenged the claims of that "holy cow" of climate change, the IPCC, was tough. I had heard subdued murmurs since 2007 that IPCC's Himalayan glacier claim was absurd, but like glaciers, glaciologists also move slowly in publishing their results and it
was an explosive Indian government report that provided a peg to hang the story I had been researching for almost two years, on. In 2009, then India's Environment Minister Jairam Ramesh released a study on Himalayan glaciers that suggested that they may be not melting as much due to global warming as it was widely feared. Jairam accused the IPCC of being "alarmist" and he told Science, "we don't need to write the epitaph for the glaciers, but we need a concentrated scientific and policy focus on the Himalayan ecosystem since the truth is incredibly complex."

The Intergovernmental Panel on Climate Change (IPCC) found that climate impacts were already “widespread with real consequences” and would become severe if emissions continued at high levels, in a report published on Monday. Some climate impacts could be managed, with steps such as selective crop breeding
to withstand higher temperatures, and strengthened coastal defences to prepare for sea level rise and bigger storms. Scope for such adaptations will diminish if warming continues, however, meaning it was a mistake to portray them as alternatives, said Rajendra Pachauri, head of the IPCC. “Adaption alone is not going to solve to the problem and we need mitigation at the global level,” he said. “The sooner you start mitigating the easier it is to adapt. Clearly we could get closer and closer to tipping points and thresholds which would make adaptation totally impossible beyond that stage.” One example was the difficulty of safeguarding low-lying islands from large sea level rise as a result of an irreversible melting of ice sheets. “You don’t want to experience going through those tipping points, you don’t even want to get close to them,” Pachauri said.

We have to train our decision making, to focus on some of these human and social aspects of the impacts
of climate change. Otherwise I am afraid we could have very serious consequences which are already in some sense appearing as reality.” The IPCC’s report on climate impacts on Monday was the second in a three-part series documenting the problem of climate change. The panel publishes its findings once every six or seven years. The latest report on impacts went beyond previous assessments, Pachauri said. The panel now had “more daunting” projections of sea level rise. And it had a higher confidence in impacts on agriculture. “Clearly the overwhelming majority towards the end of the century is for a very substantial reduction in yields,” said Pachauri, referring to more than 1,000 studies of projections for changes in crop yields across the globe.

It is perhaps understandable that topics like climate change do not appeal to voters, especially in an election year when they are eager to see an end to corruption as well as economic growth and jobs. Politicians trying to garner votes will promise free or cheap water and electricity and blazing economic growth by promoting investment and cutting regulations. Unless politicians accept the need for sustainable development and measures to adapt and mitigate the threat of climate change they are putting in peril the future of the very electorate they are wooing — the youth. Responsible politicians should be aware of the cost of some of the goodies dangled before the electorate. While subsidised water for the poor can be justified, promise of free water would lead to harmful wastage. In their zeal to cut bureaucracy, politicians should not ignore the importance of environmental regulations to protect ecology. Outlining his economic vision BJP’s Narendra Modi said in passing that “bio & environment technologies must be evolved for future growth”. Greater emphasis requires to be placed on the need to wean India off the polluting coal — India is currently the world’s third-largest emitter of greenhouse gases. A recent Yale University national survey of 4,031 Indian adults found that 54 per cent wanted India to make a large or at the least a moderate scale effort to reduce global warming. A national conversation on the subject, especially before the general election, would have been more effective in defining India’s mission than an opinion survey.

Supernatural Encounters: Smelling the fragrance of God

s I pen a prophetic devotional that will be released early next year, I’ve been spending hours upon hours in worship and prayer. The Holy Spirit has been speaking life-changing words to me that I believe will also be life-changing for those who read them in the years to come. The Holy Spirit’s words bring life, renew our minds to His way of thinking, and reveal His loving heart to us. Deep worship, abandonment and surrender—a willingness to yield to His every movement as you listen for the sound of His heart—ushers you into the Holy Spirit’s presence in a magnificent way. Sometimes you can even smell His fragrance. I’ve experienced the fragrance of God a few times, but never as strongly as this morning. I want to share with you what Scripture says about these supernatural experiences.
The Fragrance of His Knowledge Paul the apostle understood the sweet smell of victory—literally. When we follow the Holy Spirit no matter where He leads us, He will give us fresh power to be His witness and through us diffuse “the fragrance of His knowledge in every place. For we are to God the fragrance of Christ among those who are being saved and among those who are perishing” (2 Cor. 2:14). We may offer a repulsive smell to those who refuse Christ, but those who are seeking Him will smell His life upon our garments. The Fragrance of His Love When we walk in love, we give off His scent. God is love, and when we abide in Him, we will smell like Him. Inspired by the Holy Spirit, Paul wrote, “Therefore be imitators of God as dear children. And walk in love, as Christ also has loved us and given Himself for us, an offering and a sacrifice to God for a sweet-smelling aroma” (Eph. 5:1-2).

But I appreciated the passages about the anointing oil, which was fragrant— and unique. Exodus 30:23-25 instructs, “Also take for yourself quality spices— five hundred shekels of liquid myrrh, half as much sweet-smelling cinnamon (two hundred and fifty shekels), two hundred and fifty shekels of sweet-smelling cane, five hundred shekels of cassia, according to the shekel of the sanctuary, and a hin of olive oil. And you shall make from these a holy anointing oil, an ointment compounded according to the art of the perfumer. It shall be a holy anointing oil.” The blend of herbs was used for the anointing oil and only the anointing oil. This was a type of the anointing of the Holy Spirit. A.W. Tozer, a 20th-century pastor, preacher, author, magazine editor and spiritual mentor to many, put it this way: “The fragrance of the anointing oil was unique. If someone went near an Old Testament priest, he could say immediately, ‘I smell an anointed man. I
smell the holy oil!’ The aroma, the pungency, the fragrance were there. Such an anointing could not be kept a secret.” The Anointing Abides Of course, if you are born again, the anointing abides: “But the anointing which you have received from Him abides in you, and you do not need that anyone teach you; but as the same anointing teaches you concerning all things, and is true, and is not a lie, and just as it has taught you, you will abide in Him” (1 John 2:27). This is true, and yet there is a another experience of the anointing—that fragrance of God, the sweet-smelling aroma of His presence. One way to get to that place is through deep worship, opening your heart up completely to Him, asking for nothing and ready to receive anything He might offer, and pursuing His heart with all of your heart. In the end, there’s no formula for entering into a place where the fragrance of God manifests. And that should not be our goal in intimacy, but oh, how sweet it is when He chooses to allow us to smell the fragrance of His knowledge, the fragrance of His love, the fragrance of His anointing! And if we’ll embrace that moment and allow that anointing to rest upon us, we’ll come out with a fragrance that will attract others to His heart. Amen. Jennifer LeClaire is news editor at Charisma. Don’t Just Pray— Become a PRAYING Church

ost churches pray, but not all are praying churches. Most churches pause during their gatherings to pray, sometimes out of ritual, but certainly out of sincerity. But, how does a church make the leap to become a praying church, where prayer is the engine and fuel behind every spiritual advancement? 1. Prayer is modeled. Prayer is caught more than taught. Praying pastors model a prayerful life and those that are influenced by them tend to lead a prayerful life of their own. We just started 21 days of prayer and fasting with prayer meetings happening 24 hours a day. I am leading many of these meetings because I really do believe it is powerful when two or more gather to pray in unity. 2. Prayer is first. In a praying church, the first response to any difficult situation is to pray. When there is still
no solution, the answer is to pray again. Repeat as needed. 3. Prayer is proactive. When Jesus taught his disciples to pray, he told them to first ask for God’s Kingdom to come to the earth. Later in the prayer, he told them to ask for daily bread. It is true that the most attended prayer services are normally after a national or local crisis and that is certainly warranted. However, we should be proactive in our prayers, asking now for the Kingdom to come. 4. Prayer is the assignment. In Eugene Peterson’s classic book, Working the Angles, he writes that many church members make it difficult for pastors to spend unhurried time in prayer. It is easier to point to new buildings, compelling sermons and increased attendance as signs of their success. Instead, a praying church sees prayer as the primary assignment of their leaders. 5. Prayer is worship and worship is prayer. A praying church prays with a singing voice. Their songs are anthems, prophetic declarations and pronouncements of faith. We sing as we pray and we pray as we sing. A praying church believes in the power of words spoken and words sung. They believe God hears all of it and responds to all of us. Skillet’s Heart: Reaching the ‘Unreachables’ Trevor Freeze t was an epic battle, between John Cooper and his mother. Cooper, the frontman of Skillet, was only a fifth-grader, but his friend kept talking up this new edgy band that he really should listen to. You’ll love it, he kept hearing. But his mom wasn’t having it. Or his dad, for that matter. “I couldn’t understand why they didn’t want me listening to Metallica,” said Cooper, a believer in Christ since the age of 5. “They wanted to do what was right. They believed rock and roll was evil. Drums were evil. Wearing black was evil. I was really bummed.” Cooper was a music junky. He blames his mother, who taught him to play piano at an early age, but raised in an ultra-conservative Christian home, there was no room for Metallica or even Michael Jackson. Until Cooper found what he thought was a heavy-metal loophole. “My friend said there’s this Christian band called Petra; your parents will love it,” Cooper told the BGEA. “Turns out, they didn’t love it.” And turns out, it was a defining moment in the relationship with his mother. “I fought and fought and fought,” Cooper said. “Finally, my mom said, ‘OK, I’ll take you to the show myself. And when they start praying to the devil, we’re leaving.’ “We went to the show and she became a big Petra fan. The presence of God was there. And she got it. “That was kind of my first breakthrough in the hope that I could do Christian music someday.”

‘Always talking about Jesus’ It’s been more than two decades since Cooper, at age 14, lost his mother to cancer. But he’ll be the first to tell you those early formidable years played a huge role in being able to use his musical talents for the Lord. “I had a huge hatred against legalism,” Cooper said. “That is why I am who I am today.” And in many ways it’s why Skillet is the band it is today. No, it’s not your father’s Christian band. Or in Cooper’s case, not your mother’s, either. But underneath the hard guitar rifts, eye makeup and massive pyro show, there’s a heart that loves Jesus and is certainly not ashamed of the Gospel. “We’re always talking about Jesus at our shows,” Cooper said. “It doesn’t

matter who we’re playing with.” And Skillet‘s songs have reached non-believers in some of the most bizarre ways. One in particular comes to mind, a husband and wife who were filmmakers in the pornography industry, who heard Skillet‘s song “Hero” on an NFL promo. The husband liked it so much he did a little research. After finding Skillet‘s website, and other interviews about what the band is all about, they took in a show to see if Skillet was for real. There, they both heard about Jesus and accepted Christ. “So they were saved and they got out of that industry and have gotten into church,” Cooper said. “It’s something only God can do. And we are so honored He is using our music to do it.” ‘There’s nothing like it’ When they talk about crossover bands—those who have strong fan bases in both the secular and Christian worlds—none may be more popular than Skillet and its dedicated “Panheads.” In fact, only three bands hit the prestigious Platinum mark in 2012 (selling more than 1 million albums) — Mumford and Sons, The Black Keys, and Skillet for “Awake.” “Are we a Christian band?” Cooper repeats the question. “Well, yes, but not in a classic sense. We sing songs outside of Christian issues. “We sing about love, about life. And because of that, we’re hard to define. But, yes, we are a Christian band.” Skillet‘s summer tour lineup is about as diverse as the band itself: They’ll play secular events like SummerFest in Milwaukee and MusikFest in Philly, but in between they’ll hit Christian cornerstone events like Creation East and SoulFest. Cooper is amazed at how God has opened doors to open for some of the world’s heaviest bands — where many will get pelted with beer bottles — yet they continue to “proclaim Jesus.” The reaction from the secular music world has borderline shocked Cooper. Many have asked for prayer after shows; some have event accepted Christ, eventually changing lifestyles and even removed swear words from their lyrics. “Skillet has been very serious about not just playing our music and saying no to alcohol and drugs, but we’re very serious about proclaiming Jesus from the stage,” Cooper said. “It’s definitely leading to fruit.”
A personal highlight for Cooper has been playing at the Franklin Graham “Rock the River” events the past several years. “There’s nothing really comparable,” he said about playing the BGEA outreach events. “I was shocked when they asked us. But I love it and I’m proud to be a part of it.” His voice pauses for a second, as he recounts standing on stage after his set is over, supporting Franklin Graham, who gives thousands an invitation to surrender their lives to the Lord. “To see those young kids with Skillet shirts on raise their hands and give their lives to Christ,” Cooper said, “there’s nothing like it.” Reaching the ‘Unreachables’ Officially, Skillet is comprised mainly of John Cooper, his wife Korey (guitar, keyboard), Jen Ledger (drums) and Seth Morrison (guitar). But name recognition isn’t what this band is about. Skillet is on a mission to reach the lost — ”the unreachables of the world.” “It has been thrilling because I love evangelism,” Cooper said. “I think Skillet has begun to write songs we can all relate to, not just Christian people. “I kind of look at it the way Jesus wrote the parables. I’ve been a Christian since I was 5, and still when I read Jesus’ words I sometimes wonder why He wasn’t more clear about what he was talking about. Sometimes you have to dig in and watch it rise.” And “Rise” happens to be the title of Skillet‘s ninth album which dropped on June 25. It’s their first full-length “concept” album. “It’s basically about your typical American teenager coming into adulthood and being faced with how terrible the world is,” Cooper said. “The gigantic world problems — school shootings and bombings and flooding and depression.” One of the early tracks, “Sick of It,” is the lead single, but as the album progresses, songs like “Salvation” and “My Religion” and “What I Believe” complete the Gospel message. “‘My Religion’ is kind of boiling down what your faith is,” said Cooper, who wrote 72 songs for the 12-song album. “Your faith in Christ is not about dressing nice and smelling nice, the pews and the stained glass at church. “It’s about a relationship with Christ”
‘You shall not take the Lord’s name in vain’

t is amazing how intricate the human body is. God did this; He created us in His image. In so doing, He made us to look like Him, to love like Him and to live with Him. No wonder the Psalmist said, “I praise You because I am fearfully and wonderfully made” (Psalm 139:14). When Adam and Eve sinned against God, this beautiful fusion between God and His prime creation was shattered. People could no longer look like God, love like God or live with God. This is why the love of God in Christ Jesus is so wonderful. Jesus Christ came to this earth and gave His life so that all who believe in His name would once again be able to look like God, to love like God and to live with God forever. And so it is with the tongue. What a small instrument it is compared to the rest of our bodies, but as James 3 tells us, how great a fire can be set ablaze by the words it produces! When God spoke the commandment, “You shall not take the name of the Lord your God in vain, for the Lord will not hold him guiltless who takes His name in vain” (Exodus 20:7, NKJV), He was issuing a very serious warning to all people who in any way misuse His name. Of all the synonyms associated with the taking of God’s name in vain, the one most closely identified is blaspheme. Some others include curse, abuse, profane, desecrate and revile. The bottom line is still the bottom line: God is making it very clear that blasphemy is the use of His name in any way other than to glorify Him alone! This means we can blaspheme by speaking God’s name irreverently and by using God’s name unlovingly. One can hardly watch a movie these days without hearing God’s name or the name of the Lord Jesus used in this manner. I watched a supposed family movie recently and was once again treated to the repeated use of Jesus’ name as a curse word. Many in our world don’t even think about it anymore. God’s name is used to “inform” Him just how hot the weather is, and by athletes to describe how well they have just run or hit the ball. Beauty pageant contestants cover their mouths in shock as results are announced and proceed to use God’s name to emphasize their joy and triumph. Live microphones catch well-known politicians exchanging ringing criticisms and endorsements accompanied by blasphemies of every kind. When God issued this commandment to Moses from the top of Mount Sinai, He was not making a suggestion that people merely “soften” or “ramp down” their use of His name in any way other than to glorify Him. He was letting them know just how serious this sin is. Blasphemy is no joke. When God’s name is evoked, this is not the time for a simple “Oops!” Remember, the Bible says He will not hold anyone guiltless who misuses His name. Perhaps the rampant disregard for the name of our heavenly Father is symptomatic of the serious spiritual condition we find ourselves in today. This is why we have so much hope in and through the Lord Jesus Christ. Taking the Lord’s name in vain is not the unpardonable sin any more than any of the other Ten Commandments are. This sin can be forgiven because the Lord Jesus Christ came and gave His life. This is exactly what the cross is about. Moses was the law-carrier. If you want Moses to run your life, you will be limited by the law instead of by God’s grace. Jesus Christ came not to do away with the law but to fulfill it. This is why it is imperative for you to repent of all sin and trust in Jesus Christ by faith. The name of God has everything to do with all that God is. When His name is pulled down into the mass of human society, everything pertaining to His unique and sovereign ability is devalued. Think about this for a minute. The Bible tells us in John’s Gospel that Jesus came in the Father’s name (John 5:43), that Jesus performs miracles in the Father’s name (John 10:25), that we can ask anything in His name (John 14:13), and that we are kept safe in His name (John 17:11). In Acts 4:12, we are reminded that there is no other name under Heaven whereby anyone can be saved, and in Philippians 2:10, the Apostle Paul reminds us that it is at the name of Jesus that every knee will bow and every tongue will confess that Jesus Christ is Lord. I have always believed this is the reason why everyone, from Hollywood to Wall Street, never uses as blasphemy the name of another person, president or prime minister, bishop, evangelist or religious leader from any religion near or far–only the Lord Jesus Christ. In a strange, reversed sort of way, every time I hear the name of Jesus used as a curse word, I think God is affirming the truth of His Word. He is using the very ones who defame and demean Him to demonstrate that He is the One who is “the way, the truth, and the life” (John 14:6, NKJV). This is what blasphemy does: First, it discredits God’s name. Remember, it was the Lord Jesus who taught us to say, “Our Father in heaven, hallowed be your name” (Matthew 6:9, NKJV). Second, it denounces God’s character. In the Old Testament, God’s name was written only with consonants so that no one could pronounce it. If God’s name is unpronounceable, and His person is untouchable because of His holiness, how more so is His character unutterable? Third, the misuse of His name crucifies Jesus all over again. Blasphemers are simply allying themselves at the base of the cross alongside all who screamed at Him and demeaned Him. Fourth, it aligns blasphemers with Satan himself. The devil is the one who opposes God in every way and demands to spread the ultimate lie that Jesus is just another ordinary man who can be reviled and spat upon. Fifth, and most serious, blasphemy places a serious question mark on a person’s salvation. All of the commandments have to do with the heart. If our words are a reflection of what is in the heart, then surely a person who knows and loves our Savior cannot utter His name in such a manner. And, what if you do blaspheme? Here it is again– my hope, your hope, every person’s hope–Jesus Christ loves you. Here are three things you can do. First, look in. Examine your own heart before the Lord Jesus. Next, look out. When you do look out you will see that God is exactly who He says He is–in word, name and deed. And finally, look up. Look into His face and live. He loves you. He died for you. He wants to forgive you. There is hope.

nEW dElhi, april 5 (rEuTErS): Bharatiya Janata Party (BJP) of prime ministerial hopeful Narendra Modi and its allies are set to emerge as the biggest group in an election beginning on Monday, heralding the end of a 10-year reign of the ruling party, two opinion polls showed. In the last major poll, Modi’s BJP and its allies are forecast to win 38 percent of votes, news channel CNN-IBN and Lokniti at the Centre for the Study of Developing Societies said. Another private news channel NDVT forecast a 32.9 percent vote share for the BJP and its alliance partners. A BJP victory could have repercussions for Indian foreign policy. Aides of Modi, a Hindu nationalist, have said that if he becomes prime minister India will take a tougher line in territorial disputes with China and in its old rivalry with Pakistan. Senior BJP leader LK Advani on Saturday filed his nominations from the Gandhinagar Lok Sabha constituency in Gujarat. Advani was accompanied by BJP’s prime ministerial nominee Narendra Modi when he filed his papers. Advani was confident about the Bharatiya Janata Party (BJP) winning the Lok Sabha polls and said the next government will formed under the party’s leadership. “Modi will become the PM of the country,” Advani said while addressing the media in Gandhinagar. Advani said he never intended not to contest from Gujarat. He said the areas that is now Gujarat had given him shelter after the country’s partition in 1947. Lokniti poll gave 234 to 246 seats to the BJP combine -- the National Democratic Alliance (NDA), while NDTV has forecast 259 seats for the NDA. The ruling Congress-led United Progress Alliance (UPA) is expected to win 28 percent of votes, entitling them to between 111
and 123 seats, according to the CNN-IBN and Lokniti poll. The NDTV survey gives Prime Minister Manmohan Singh’s UPA 26.9 percent of votes, resulting in 123 seats in parliament. The forecasts bring the NDA within striking distance of forming the next government by reaching
the halfway mark of 272 in 543 parliamentary constituencies. Both surveys covered more than 300 constituencies. While the NDTV poll has a margin of error of plus or minus 2 percent, the CNN-IBN and Lokniti survey does not cite a margin of error for its results. Modi, who has presided over rapid economic growth during more than 12 years as the chief minister of Gujarat state, has been wooing voters by pointing to his track record as a leader who cuts red tape and attracts investment. Singh’s government has been hampered by its economic record, particularly its failure to tackle rising prices and falling economic growth. India’s retail inflation has remained near 10 percent for the last three years, mainly driven by higher food prices. Growth has struggled at a decade-low of nearly 5 percent. But Modi’s image remains tarnished by communal riots in Gujarat 12 years ago when more than 1,000 people were killed, most of them Muslims.

nEW dElhi, april 5 (pTi): The BJP on Saturday defended Amit Shah’s controversial “revenge” remarks in Uttar Pradesh, saying he has captured the “mood of the nation” and was asking the people to vote for party and Narendra Modi. BJP spokeswoman Nirmala Sitharaman used the opportunity to drag Congress president Sonia Gandhi into the controversy over her appeal to shahi imam of Delhi’s Jama Masjid, contending that the attempt to polarize the elections had been initiated by the “socalled secular” party. “There has been lot of discussion on what Amit Shah has said in a public meeting in Muzaffarnagar. He actually captured the mood of nation,” Sitharaman said. Shah has reportedly said in a recent election meeting that “this election is about voting out the government that protects and gives compensation to those who killed jats. It is about badla (revenge) and protecting izzat (honour).” Sitharaman said, “He (Shah) suggested the people to vote for BJP and Modi. When you support BJP and Modi government will be formed in Delhi and the SP government will fall on its own.” Seeing nothing wrong in Shah’s remarks, BJP vicepresident and Muslim face Mukhtar Abbas Naqvi said,
“UP government has insulted the people there. It is not a question of Hindus and Muslims. Those who went there for secular tourism, they have insulted the people. Instead of putting balm on the wounds of the victims, they sprinkled salt. Revenge should be taken for this insult.” Seeking to drag the Congress president, Sitharaman said, “Sonia Gandhi also seeking vote on religious grounds. The attempt of polarizing the vote was initiated by the socalled secular parties. BJP and its PM candidate Modi, including derecognition of the party, for the alleged violation of mode code of conduct. “BJP, Modi and Amit Shah are trying to replicate the politics of hatred and communal divide like what was done in 2002 in Gujarat,” AICC spokesman Randeep Surjewala said. She has been adhering to a 20-hour work schedule for the last over 20 days to establish herself politically in Chandigarh. Gul is fighting it out against outgoing MP and former union railway minister Pawan Bansal and the BJP’s Kirron Kher for the April 10 election here. Bansal, a fourtime MP, is facing three women candidates, including the Bahujan Samaj Party’s Jannat Jahan, in this election. He is also dogged by

AAP said that the BJP leader’s utterances, which have not been denied either by him or his party so far, clearly constitute a criminal offence under Section 153 of the Indian Penal Code, and should be booked without any delay for vitiating the “communal harmony” before elections. “These remarks are also a clear violation of the Election Commission’s model code of conduct,” the statement said. PERTH, APRil 5 (AP): Search teams racing against time to find the flight recorders from the missing Malaysia Airlines jet crisscrossed another patch of the Indian Ocean on Saturday, four weeks to the day after the airliner vanished. A multinational team is desperately trying to find debris floating in the water or faint sound signals from the recorders that could lead them to the aircraft and help unravel the mystery of its fate. Finding floating wreckage is key to narrowing the search area, as officials can then use data on currents to backtrack to where the plane hit the water, and where the flight recorders may be. Beacons in the black boxes emit "pings" so they can be more easily found, but the batteries only last about a month. So far, there's been no sign of the Boeing 777. Officials have said the hunt for the wreckage is among the hardest ever undertaken, and will get much harder still if the beacons fall silent before they are found. "Where we're at right now, four weeks since this plane disappeared, we're much, much closer," said aviation expert Geoffrey Thomas, the editor-inchief of AirlineRatings. com. Australian Air Chief Marshal Angus Houston, head of the joint agency coordinating the operation, acknowledged the search area was essentially a best guess, and noted the time when the plane's locator beacons would shut down was "getting pretty close." The overall search area is a 217,000-squarekilometer (84,000-squaremile) zone in the southern Indian Ocean, about 1,700 kilometers (1,100 miles) northwest of the western Australian city of Perth. In highincome countries, people typically die in old age of chronic diseases such as cancer or cardiovascular problems. While in lowincome countries, death comes primarily from infectious and perinatal diseases and strikes at a young age, research shows. Despite massive international efforts to improve global health, a new analysis of nearly four million scientific articles finds that research is disproportionately focused on diseases that primarily afflict wealthy countries. Correspondingly, less research attention is given to diseases of the developing world, increasing global health disparities. “Our study demonstrates that health research follows the market but likely not just because of the market,” said lead author James Evans, an associate professor of sociology at University of Chicago. “Countries want to fund research that burdens their populations. Where this leads to inequality in health knowledge is that the disease burden of rich and poor countries are different, and that rich countries obviously produce much, much more research,” Evans explained.
To conduct this research, Evans and co-authors JaeMahn Shim of University of Seoul and John P.A. Ioannidis of Stanford University drew upon data from the World Health Organisation (WHO) and MEDLINE, the National Library of Medicine’s database of biomedical journal articles. The researchers measured the global disease burden - the number of healthy life years lost to disease or disability - of 111 medical conditions. Though they expected to find at least a weak influence of disease burden on research, their analysis found no relationship between the two factors. For comparison, the researchers calculated the global “market” for treatment of each disease by multiplying the local disease burden for each country by the wealth of that country. Unlike disease burden alone, the global market for treatment showed a strong relationship with research, said the study published in the journal PLoS ONE. “For every $10 billion in wealth lost to a disease, the number of research articles on that condition rose by three to five percent,” Evans added. The researchers said the world’s poor are in “double jeopardy” - experiencing the highest health burden from diseases that are studied the least.

RISK OF DELAY If none of the candidates wins over 50 percent of Saturday's vote, the two frontrunners would go into a run-off on May 28, spinning out the process into the holy month of Ramadan when life slows to a crawl. MIRPUR, APRIl 5 (PTI): In sublime form through the tournament, India would be aiming to become the first team to win the World Twenty20 title for a second time but a gutsy Sri Lanka stands in the way in what promises to an exciting summit clash between the sub-continental rivals on Sunday. While Team India will be seeking to become the first country to win two World T20 titles, the team's skipper Mahendra Singh Dhoni himself has a chance of walking into the pages of the record books by becoming the first captain to win three World titles. Australia's Ricky Ponting and West Indies' Clive Lloyd were the other two captains who have led the team to two world titles. Life will certainly come full circle for Dhoni if he lifts the coveted trophy at the Sher-e-Bangla Stadium on Sunday. In 2007, he had led a young team whom nobody gave a chance, to a brilliant triumph. Since then, India became the No. 1 ranked Test nation, won the 2011 World Cup and now they are back in World T20 finals. It started with the shortest format and it will certainly be an enriching experience being in that zone again for MSD and his boys. While current form and history of winning big finals certainly make the 'Men In Blue' favourites, one can't simply rule out the prophetic statement made by West Indies skipper Darren Sammy. "Almighty wants Mahela and Sanga to win a World Cup and leave on a high," he had said after the semifinal loss against Sri Lanka. Will there be a divine intervention? It is difficult to say. Can overriding emotions overpower a form team which in all practical terms has been cut above the others in this compe-
tition? Only time will tell. The Indian team has had a dream run in this tournament so far, winning five straight matches including the semifinal with an authoritative display. Be it about setting targets or chasing them, Dhoni's boys have been up for the task on each and every occasion. While the spinners led by Ravichandran Ashwin have set up games with superlative efforts, the batsmen, led by Virat Kohli and Rohit Sharma, have ensured that they respect the contribution of the bowlers by winning the matches with minimum fuss. Such has been the impact of the younger crop of players that Dhoni, considered to be one of the finest players in this format, has not been required in trying circumstances. But then, the Indian captain is a 'Big Match' player. The Sri Lankan team and especially Nuwan Kulasekara would not easily forget that final 'Helicopter shot' that went soaring into the Wankhede Stands in the 2011 ODI World Cup final. The two teams will be meeting in another World Cup final after exactly three years and three days. The win will also give Dhoni a chance to complete a rare treble in one cycle having also won the Champions Trophy in England last year. India versus Sri Lanka matches have happened with such monotonic regularity that one has lost count. But since most of these matches were in the 50-over formats, the T20 will certainly add a new flavour to this rivalry. NAPLES (ItALy), APrIL 5 (AFP): Andy Murray relaunched Britain's bid for a long-awaited place in the semifinals of the Davis Cup after sweeping aside Italy's Andreas Seppi 6-4, 7-5, 6-3 in their postponed rubber to level the tie in Naples on Saturday. World number eight Murray had won the first set on Friday but had to save four set points on his way to levelling the second set at 5-5 before poor light stopped play. The Briton, who on Thursday had suffered a stomach bug, resumed in positive fashion at the Ten-

Rosberg beats teammate Hamilton to Bahrain pole

SAKHIr, BAHrAIN, APrIL 5 (AgENcIES): Nico Rosberg has secured pole position for the Bahrain Grand Prix after edging out teammate Lewis Hamilton in a tight inter-team battle on Saturday night in Bahrain. The German driver’s time of 1:33.185 was good enough to secure him pole after Hamilton made a mistake in Q3, costing him a shot at bettering his teammate’s time and forcing him to settle for second place. Rosberg’s first lap had been 0.279 seconds faster than Hamilton’s initial effort, allowing him to pit and save a set of tires. Daniel Ricciardo put in a good performance for Red Bull to line up third, but teammate Sebastian Vettel endured a disastrous session and dropped out in Q2 for the second time in three races. Qualifying got underway as night fell in Bahrain, and many of the drivers got out early in the first session in order to post a banker lap time. As this was the first dry qualifying of the season, it marked the first time that the new rule about starting the race on the Q2 tire came into force, meaning that drivers had to be extra careful not to overwork their Pirellis. After seeing Hulkenberg and Kimi Raikkonen trade fastest lap times, Hamilton soon restored normal service to move up to P1, but the gap was smaller this time as Ricciardo and Fernando Alonso managed to get within one second of the Mercedes driver. Nico Rosberg refused to waver in his teammate’s presence, and moved up to first place. Williams opted to run on the medium tire in its first runs, whilst Sebastian Vettel remained in the pits and rested his hopes on one run at the end of the session. Mercedes’ advantage was so great that both Hamilton and Rosberg could stay in the pits and save a set of tires, whilst the remaining 14 drivers all headed out for a final run. Vettel’s one and only lap time was nowhere near being good enough, and he dropped out of qualifying as a result, lamenting a gearbox problem.
