A bare foot striking a ball, which skids off the uncut grass! This image, while overtly romanticizing a sport, depicts how many kids grow up the world over. Sport, like music, is universal and Nagaland can lay claim to being a hotbed for sporting enthusiasts. For Nagaland, despite the political and social issues that have dominated public discourse, an unfettered love for sports remains. Half a century after Nagaland State came into existence, The Morung Express takes a look at its sporting scenario. Even before 1963, Nagas had a sporting icon to be inspired by, Dr. Talimeren Ao, the swashbuckling captain of a barefooted Indian football team in the 1948 Summer Olympics provides a promising beginning. However, the story seems to trail off into crevices of mediocrity. Colo Mero, Director of Lifesports, opines that “the saga of sports in Nagaland

has been very disappointing.” “We had a great beginning with Dr. T Ao and we rightly glorify him. He has done his part, but what have we done?” Olympian Chekrovolu Swuro cites the sixty four year gap between herself and Dr. T Ao’s participation in the Olympics as an indication that “something went wrong.” While acknowledging that personal commitment is important at an individual level, Swuro asserts that on a larger scale, the State plays the key role in development of sports. “I am sure that with hard work, Naga sportspersons can excel,” she states. Basic sporting infrastructure, she feels, reaching the grassroots should be the main priority of the State. Mero, on the other hand, feels that the sporting scenario in the State

inclusion of sportspersons in every government sport body (in every discipline) in order to have an influence on key policy decisions regarding sports. Then there is the social perception towards sports, which, as Mero points out, sees sports as an unviable career choice. “We still do not look at sports as a profession, which is sad,” he adds. This, according to Mero, coupled with government inef-

ficiency hampers growth of sports in the State. Swuro, nonetheless, remains optimistic about the future. “I think physical sports are getting more prominence here and the State is taking notice,” she notes. She hopes that with commitment, both on the micro and the macro level, a progressive change in Nagaland’s sporting scenario can be achieved. Despite criticism, there

have been Naga athletes from many disciplines winning medals and championships in both national and international arenas—they are working hard and striving to compete at the highest levels. Private sporting enterprises like the Nagaland Premier League are slowly developing a foothold and national level sporting events are being held in the State (The 24th National Sepaktakraw

Championship was held earlier this year in October). As Colo Mero put it, “sport is dynamic,” and it is an important facet of the existing paradigm. As such, he calls for a responsible state that creates sporting infrastructure, more government support to private sporting agencies, more professional trainers, coaches and a societal recognition of sports as a serious profession.

It asserted that ACAUT “will accept nothing short of transference of NSA detainees out of the state, preferably to be lodged at Tihar jail as was done in the past.” ACAUT stated that by doing so, the crime graph in Nagaland will be reduced and added that unless this proposal is accepted, the state government “shall bear responsibility for every criminal activity in the state.” Full text on page 4

DIMAPUR, DECEMBER 5 (MExN): The Eastern Nagaland Peoples’ Organisation (ENPO) has condemned the factional clash between NSCN (K) and GPRN/NSCN on December 2 at Sikiu ‘A’ village, where three NSCN (K) cadres were killed and two others injured. A press note from the ENPO President and Joint Secretary said that “it is a perpetual and deliberate violation of the 18th December, 2007 Tuensang Resolution, where it

has jointly declared ENPO jurisdiction as peace zone by all the political groups.” ENPO stated that “it can no longer remain silent but move to take appropriate steps against the faction(s) responsible for creating such an undesirable atmosphere within the civil populated areas in its jurisdiction.” It further urged all groups to maintain and respect the December 18, 2007 Tuensang Resolution in letter and in spirit.

DIMAPUR, DECEMBER 5 (MExN): The Naga Hoho has asserted it stands for oneness of the Naga people and to uphold the “spirit of one people, one nation and one aspiration.” In its resolutions passed at its 10th General Session in Wokha on November 26, the Naga Hoho stated that it will “nurture the Naga national aspiration” and “fight against the visible indicators that are emerging to distort the very fabric of Naga movement.” It affirmed that the Naga Hoho will “remain firm towards putting our historical and political rights in the right perspective.” It lamented that the “ceasefire between the Government of India and National Governments has been bouncing back and forth for the past sixteen years with no positive settlement.” The Naga Hoho stated that it will be “tragic” in the event the ongoing peace process breaksdown. As such, it asserted that the Naga Hoho will “strengthen the hands of political negotiators and thereby finding a rightful place to survive as a nation.” It further resolved that the Naga Hoho will pursue and work for an acceptable, honourable and early settlement of the Indo-Naga issue by taking up a proactive role in the peace process. On the question of unity and reconciliation among the Naga people, it said it will “build a road map based on reasons, conciliatory but not emotions.” While making the road map, it stated that the Naga national goal

should not be diluted and that certain mechanisms should be brought out based on mutual trust and respect. “Our adversaries have succeeded by dividing Nagas into Arunachal Pradesh, Assam, Manipur, Nagaland and Myanmar,” it stated. In this regard, the Naga Hoho asserted it would ceaselessly work for Naga integration under the principle “one people, one nation.” In order to achieve this goal, the Naga Hoho and the tribe Hohos shall rise above vested interest, tribe interest and harness the collective interest of the Naga people as a whole, it asserted. Stressing on the need to protect Naga identity, the Naga Hoho affirmed it will adhere to “Nagas by blood and not by assimilation.” Towards achieving this goal, it urged every Naga organization and tribe Hoho to be “cautious enough in choosing leadership in the context of national issues and the identity of the Naga people.” It informed that a motion for general approval of all resolutions adopted in the Federal Assemblies/ consultative meetings of the Naga Hoho held during the tenure 2008-2013 and the report of the General Secretary, Naga Hoho on the tenure 2008-2013 was approved. All the NSSA promotion cases have been withheld with the excuse of the REB reviewing. “It is unconstitutional to hijack all the files in the name of reviewing the REB,” mentioned a source. Restoration of NSSA cadre post - 68 posts have been utilized by the Home Department, however only 18 posts have been restored. The government wanting to regularize back door appointments have kept the rest pending. “Taking people out of nowhere will dilute the cadre. We became a laughing stock when they recruit people who don’t even know how to write a single sentence. Bringing people through backdoor is spoiling the system of the State. The people with the best capabilities deserve to work in the Secretariat,” added Lungalung.

Demand for certain guidelines for non cadre members (deputationists) - “We are talking about unemployment in Nagaland but the government is trying to bring all the Nagas posted outside. It is an asset for

Instead of bringing them here, they are of great help even for students who are studying outside.” The NSSA feels that the officers who are trained at grassroot level are already equipped to gather the needs of the people. Outsiders are trained in a different atmosphere and since each training is unique, they will not understand the needs of the people in Nagaland, this in turn is deteriorating the bureaucratic system, stated that NSSA. “It is a matter of concern for all educated unemployed especially those who have the capabilities for administration. For us, we will be gone tomorrow but the future of the youth is at stak,” added Lungalung In the event there is no positive response from the government, the NSSA is determined to proceed to the third phase of agitation.

‘Hornbill Bamboo Carnival’ at NBRC Dimapur

The Nagaland Bamboo Development Agency is organizing a three day ‘Hornbill Bamboo Carnival’ at the Nagaland Bamboo Resource Centre, 6th Mile (Sovima), Dimapur Nagaland from December 6 to 8 (Daily timing: 11:00 am to 7:00 pm). With the theme “Bamboo, Art, Food and Music”, this carnival has been specially organized for exhibition and sales of bamboo items of various kinds including indigenous products and numerous other stalls which will be put up by different individuals, entrepreneurs and selfhelp groups. The three-day carnival will also witness live music to be performed by almost 14 bands including the internationally acclaimed Alobo Naga and Semper Soul from USA. Coupled

Naga musician bands which include East Wind Wood, Blue Print with veteran musicians entertained the crowd on December 4 with their favourite songs from country and blues. The bands also presented their instrumental sounds in an expressive way. Alobo Naga and the band also performed from their original Album with the title song (Circle) which would be releasing soon in February 2014. Special act from Soulmate (Meghalaya) took the stage and captivated the audience by some of their favourite songs and folk fusion. The event was compered by Moa organised by the State Government’s Music Task Force (MTF) Department of Youth Resources & Sports and the Event was managed by XL.

In today’s competition where cooking was based on Moatsü festival of the Ao Naga tribe in which six persons were participated in the live show. The cooking allotted time was three hours where they had to make all their dishes done within the specific period of time. They had to prepare their dishes so as it had to come out with the real aroma and taste of the traditional Ao Naga, Moatsü food. Finally, Nashishi with Anishi (Beef with Anishi) was adjudged the dishes of the day by Nzano Tungoe who walked away with the prize money of Rs. 5000 as also declared the winner of the day. Northeast Briefs Centre asks Meghalaya not to enforce BEFR Shillong, December 5 (PTi): Centre has recommended Meghalaya government not to enforce Bengal Eastern Frontier Regulations Act 1873 which facilitates restriction of entry of outsiders into the state by way of an Inner Line Permit even as there is a growing demand by tribal groups here. "Both the governments have been in touch in the past three months on the issue after 14 pressure groups have launched anti-government protests demanding the implementation of ILP," Meghalaya Commissioner and Secretary J Lyngdoh told PTI. ILP is in vogue in Arunachal Pradesh, Nagaland and Mizoram. Lyngdoh said the state government has received the letter from the Union Home Ministry indicating the present status of the Act which was legislated by the erstwhile British in 1873 to restrict entry of outsiders into certain areas in the North East region. The official said the letter which was addressed to the Chief Minister categorically stated that the regulation has not brought about any positive impact on development to the states implementing it even after 66 years of Independence. While the letter said that the regulations can continue in states it is in existence as per the Constitution, the ILP cannot be introduced in any other new states, he said. Reacting to the letter, a spokesperson of the pro-ILP groups today said they welcomed the recommendation of the Home Ministry.

Assam to extend ex-gratia grant period for militants

guwahaTi, December 5 (ani): The Government of Assam has indicated that it may extend the period for providing an ex-gratia grant of 1.5 lakh rupees to militants who lay down arms and return to mainstream society. As of now, ex-gratia is being given to those militants who gave up violence and surrendered after April 1, 2005. The state government is discussing the matter with the Centre. Around 7000 former militants have received the ex-gratia so far. Meanwhile, the Assam Government has urged the Centre to provide 25 companies of paramilitary forces to maintain law and order in the state. These forces were withdrawn from Assam and deployed in the poll-bound states of Madhya Pradesh, Rajasthan, Mizoram, Delhi and Chhattisgarh.

Migrants to blame for rise in crime: Meghalaya CM

Shillong, December 5 (ianS): Meghalaya Chief Minister Mukul Sangma Thursday blamed migrants for the rise in crime against women in the state. This year alone (from January to September), 250 cases of crimes against women were registered. Of these, 151 were related to rape, according to state government statistics. "We are ashamed of listening to reports of so many crimes, especially against women and children. Why is it happening? It is happening because of lots and lots of migration of people," Sangma said in a speech at "Stakeholders Conclave on Green Mission". "Certain living conditions are leading to the tendency in people to commit various crimes," he said. Sangma's statement comes in the wake of 13 pressure groups demanding the re-introduction of the British-era Inner Line Permit to restrict the entry of outsiders in Meghalaya. The pressure groups say the absence of the ILP system has resulted in unchecked migration to Meghalaya, given the state's proximity to Bangladesh and Assam.

Rs 28 lakh looted from Arunachal bank

new Delhi, December 5 (enS): If you saw television channels after the voting ended in Delhi on Wednesday, you would have thought just four states that went to the polls over the past month or so. Actually, there were five. The last one, forgotten in the focus on the larger, more newsy states, was Mizoram. In fact, of the many exit polls conducted by research agencies for television channels, only one had figures for this northeastern state. In a poll done for India TV, CVoter predicted a hung Assembly in the state with Congress being reduced to just 19 seats in the 40-member House. This is down 13 seats from its 2008 tally. On why no channel bothered to cover Mizoram, CVoter managing director Yashwant Deshmukh said: "No media channel commissions poll surveys for the north east. We did the Mizoram poll with our own money as we feel it irresponsible to ignore one state. We have been conducting polls in the region for a couple of years now." Deshmukh said they had 80 researchers on the ground, covering 3311 respondents in all the 40 segments. With just one Lok Sabha constituency in the state, it seems media houses as well as political pundits think the state is insignificant to be counted. It is also common knowledge that the SPs, DCs, criminal prosecutors and judges of all the districts are under threat as far as detention of cadres under NSA is concerned. Therefore, the state government is strongly urged to protect the administrative officials, the court officials and their families with adequate security so that they can dispense justice freely and without fear. 3. The ACAUT will accept nothing short of transference of NSA detainees out of the state, preferably to be lodged at Tihar jail as was done in the past. This, the ACAUT believes will reduce the crime graph in Nagaland. Unless this proposal is accepted, the state government shall bear responsibility for every criminal activity in the state.

Imkong L Imchen’s as Home Minister was caught red handed by the Assam Rifles at Wokha during elections in Feb 2013 and has been chargesheeted for violation of the Arms Act for carrying illegal weapons, violation of NLTP Act for carrying liquor/IMFL and Violating the Representation of the Peoples Act for carrying huge amount of unaccounted cash (1.10 crores). The NPCC is yet to hear any

individual or group condemning the actions of the tainted minister which is indeed baffling. For those who do not hesitate to condemn and be ashamed of congress bandh, spare a thought for posterity, as the present trend of sheltering and rewarding the criminally tainted leaders by the NPF has set a dangerous precedent which will destroy the last remnants of whatever little progress the state had attained in 50 years. While the NPCC welcomes constructive criticism in its actions, the blind sycophancy of some concerned citizens who act more like the mouthpiece of the NPF in openly condemning the congress actions can never be accepted. It is rather the duty of concerned citizens and various NGOs and Civil Societies to voice out against the illegal actions of the govt, an action they have miserably failed so far while the tainted leaders continue to roughshod over the rule of law. My projection of this notion is not to create further problems, but to throw few suggestions, so that, together, we can mend, alleviate and bring healthy solution. In fact, we have enemies not mainly because of others, but because of our own mistakes and failures. I don’t need to mention all the reasons in detail how we generated strife, conflict and hatred among ourselves. Obviously, there are many reasons which have brought hatred among us. In words, we may say that we’re good friends or we are united, but in reality, we are divided. So, we need to realize this and make our path right and straight. We need to transform our lives and come together as one. I strongly believe that when enemies become friends, we’ll get acceptable solution. But, how can enemies become friends? How can we bring unity? Who will initiate? In a situation where brothers and sisters live like aliens, strangers and enemies, we are really in need of reconciliation. For enemies to become friends, I have one simple method. The same idea and step of reconciling our life with our Almighty God must be applied. When we want to reconcile with

our God, we confess our sins without any reservation and compromise. Then, God forgives our sins and He remembers our sins no more. Thereafter, though we are just His created beings, and He is much higher than us, we become like friends, not that we deserve, but He loves us. After we are in good term with God, we are able to do many good things, not necessarily because we have enough power and strength, but it is made possible as we give our best and God helps. So, for us, Nagas, need to apply this method of reconciliation. For this to take place, the most important thing is to accept one’s blunders and value others. Without digging all the past mistakes, of course not meaning that we don’t need to study history, those who have gone wrong need to sincerely apologize and repent. It should never be carried out in disguise with selfish motives. And, if they truly repent and confess, they should be forgiven. When true apology is made and forgiveness is sought, and we fail to forgive, then our future is bleak. This is the method, I feel, we need to apply. It seems simple, but it’s not. It’s not easy at all. It will take a great deal of pain and shame. We may lose our prestige and honor, but it will bring good result. It will bear fruits. Indeed, there has been recon-

We are in a situation, where, while fighting for our rights, we need to give up our rights and privileges. For us, Nagas, “we’ll get our rights by surrendering our rights”. So I opine that, sometime, instead of thinking and discussing a lot on how to bring solution, we can examine our own lives, criticize ourselves, meditate and evaluate our wrongdoings. If all of us do this for a month solemnly, our future could be bright. But, as I often quote Leo Tolstoy, ‘everybody wants to change the world, but nobody wants to change oneself’, we don’t examine our lives but always point our fingers at others. Let us change our lives and bring solution to the long vexed Naga problem. For this to happen, we need ‘repentance,’ ‘confession’ and ‘forgiveness’. That is the reason different factions claim that they are reliable; they are for the genuine cause of the people; they work according to the interest of the people, and so on. My suggestion of making enemies become friends is indeed not easy. It may be one of the hardest things to do in life. We are unable to reach the ‘success zone’, as the hardest walls in the world – pride and ego – have blocked it. That is why, I say, making apologies and asking for for-

Red-tapism a burden for poor people: TR Zeliang Kohima, December 5 (mexN): Minister for planning and coordination, evaluation, geology and mining, TR Zeliang today asserted on the need for Nagas to change mindset in order to alleviate unemployment and poverty in the society. Speaking at the official launch of National Rural Health Mission (NRLM) in Nagaland at Hotel Japfü here, the Minister expressed disappointment that most beneficiaries of grants and schemes often spend the money for their personal purposes without judiciously investing in the targeted project. He termed this practice

of the beneficiaries as the main reason many of the government grants do not bear any fruit. He pointed out that delay of sanction of schemes and projects due to redtapism and other hurdles become a burden for the poor people, especially the unemployed youth who have no means to run around chasing the project. He highlighted on the importance of compatibility of central projects with the respective state conditions or society while maintaining that most of the time the guidelines issued by the Centre becomes a hurdle in implementing various projects and schemes in a

state like Nagaland. Commenting on the rise of Self Help Groups (SHGs) in the State, Zeliang was critical of how many of these SHGs were nonperforming and formed with the idea of procuring loans from banks or other monetary benefits from the government instead of bringing in dividends from the numerous schemes. Zeliang expressed hope that the Mission would serve as a landmark in the history of Nagaland's quest for eradication of rural poverty, while lauding pro-poor missions like the NRLM as the need of the hour in a time when the gap between the urban rich and the ru-

ral poor is alarmingly widening. Parliamentary secretary for rural development, REPA & SIRD, C.L. John informed that NRLM was launched as a restructured SGSY program after studying the success of wonder SHGs particularly in Andhra Pradesh and Kerala. A training manual on State Self Help Group and the website of Nagaland State Rural Livelihood Mission (NSRLM) was also released during the program. Chief Minister Neiphiu Rio has expressed shock and sadness at the demise of Justice Ketulhou Meruno, retired High Court judge in Dimapur on December 4 night. In a condolence message addressed to the son of the deceased Thepfuseto Meruno, the CM said he had known Meruno since childhood and were friends with him. He acknowledged, the deceased was a brilliant student, who graduated in Arts from St. Stephen’s College, Delhi and later obtained his Law degree from Guwahati Law College. He became one of the pioneers in establishing the Bar in Nagaland, after his successful stint as a practicing lawyer, during which he served as the First Assistant Solicitor General of India for Nagaland, the CM said. He was later elevated as a judge in the Guwahati

High Court on 12.10.2006 and served in the capacity till 11.03.2013. He also had a “distinguished” career as a judge in the Guwahati High Court. In his death, the CM said, the State has lost one of its valued pioneers in the field of jurisprudence and the gap left will be difficult to fill. The CM, on behalf of the people of Nagaland further offered condolences to the bereaved family and prayed for God’s strength and peace upon them.

DimaPUr, December 5 (mexN): Troops of 37 Assam Rifles intercepted a truck transporting 24,720 bottles of “illegal” liquor from Dimapur to Kohima on December 4. According to the PRO of Inspector General-Assam Rifles (IGAR-North), Kohima, four miscreants, including the truck driver were apprehended. After taking custody of the truck bearing registration number NL-01A-7928, it was taken to Mediziphema Police Station for further handing over to the Excise Department. On the way though, one person Kikheto Sema forcibly stopped the truck. On realizing that the occupants of the truck were Assam Rifles personnel, he tried to flee, but was soon apprehended. The individual was found carrying 7.62mm pistol with six live rounds. He confessed that he had prior intimation of transshipment of liquor and had stopped the truck with the aim of extorting money from the truck driver. The individual claimed to be a cadre of GPRN/NSCN of the rank of lieutenant, it added. The seized liquor was later handed over to Inspector of Excise Department, Dimapur, and the offenders were handed over to Mediziphema Police Station, the AR note said.

AR apprehends NSCN cadres

In another incident, AR apprehended two NSCN (IM) cadres identified as Veresing Tangkhul (17) and Khiungmong Tikhir (26) along with two AK 56 rifles, one MQ Rifle, seven magazines of AK 56 rifles and 208 live rounds from Hotothy, Naginimora. The release informed that the cadres were “violating” the ceasefire rules and were present in the village in

uniform with “dangerous” weapons. As per the villagers, the cadres were “disturbing peace” in the area and were indulging in “anti social” activities by threatening locals. The cadres along with recovered arms and ammunition have been handed over to the Naginimora Police Station, the PRO said. Meanwhile, in Longleng, 31 Assam Rifles arrested three GPRN/NSCN cadres at Tamlu, following complaints of extortion and intimidation of locals. The cadres identified as Imsuchuba, Mongchem and Lima were handed over to Longleng police, the note said. On November 28, troops of 37 AR also apprehended two GPRN/ NSCN cadres and one “over ground” worker of NSCN (KK) in an operation in the vicinity of Chumukedima, Dimapur along NH-29. The operation was launched by the AR based on information regarding extortion in National Highway-29. According to the PRO-IGAR, the cadres had forcibly taken away three Maruti cars from Manipuri drivers and were negotiating for release of these cars against ransom of 1 lakh. The cadres were apprehended red handed in the evening of November 28 and the three Maruti cars were recovered. The apprehended cadres were identified as 'captain' Joseph Awomi, and 'lieutenant' Victor Aye, while the “over ground” worker was identified as Agi Zhimo, who was being used for negotiation. The apprehended cadres also revealed that they were carrying out extortion on the direction of Lt Col Atosho Sema, who is the Highway Commander of GPRN/NSCN, the PRO-IGAR said.

SUV Growth Model Nagaland @ Fifty Years—III

F

or a small State like Nagaland, also faced with perennial resource crunch, the high number of vehicles plying on our roads, especially State Capital Kohima and commercial hub Dimapur, is simply astonishing and should be a cause for concern. Every day, there must be thousands of vehicles plying in Kohima and Dimapur for various purposes. It’s not that we don’t need our cars or that we should only walk or cycle. However there is something about, not just our political class or bureaucrats, but people in general have become wasteful and injudicious when it comes to spending. In other words we are living beyond our means and this is not a healthy sign for us to indulge in such extravagance. Our model of growth seems to be that we would rather have expensive (SUV) cars than good quality roads. Our priority therefore seems to be, to ape the lavish lifestyle of the rich and famous rather than choosing to build the overall health and vitality of our State. Obviously this is not good news for those who want to see development taking place because there is every chance that public funds, as is often done, will be diverted to sponsor such extravagance. As is often discussed, ours is a salaried economy (highest ratio of government employees) and we hardly produce anything. Despite the fact that we are solely dependent on central assistance but when it comes to consumption and spending, we don’t give a damn. For instance, the market in Nagaland must be one of the most lucrative for car companies to do business given the amount of money we spend on buying vehicles. Also we seem to have some special fascination for the latest high end SUVs/cars. According to a report compiled by the Transport Research Wing of the Ministry of Road Transport & Highways, among the North east States, other than Assam, Nagaland has the highest in terms of Registered Motor Vehicles (in thousands), as on 31st March 2011. Further evidence of this disturbing trend is mentioned in the Nagaland State Climate Action Plan 2012 wherein the substantial growth rate in the personal car and SUV segment has been described as a worrying trend, especially when it comes to climate change and the adverse impact on the environment. The same report expresses “major concerns” over not just the high growth of vehicle population but also the high growth of consumption of fuel leading to increase in carbon emissions. While no one is questioning the rationale of motor vehicles for the functioning of government, trade, commerce or mobility and thereby the need for travel and transportation, the larger concern is whether this model of growth, bordering on extravagance, is sustainable and beneficial for the overall wellbeing of our local economy. Just take the case of the amount of money spent to purchase fuel for our VVIPs/VIP security escort. According to information accessed through an RTI, as reported in one of the local daily, the State government has spent a staggering amount of Rs. 30,433,065 in 2012 while Rs. 15,139,477 more was accounted from January to June 2013 on the purchase of fuel for the vehicles allotted to state legislators. Add to these the fact that huge cost is involved in after sales i.e. in repair and maintenance. One can well imagine this cost when it comes to the fleet of vehicles owned and used by the government sector. We are also investing in something that depreciates very quickly. Isn’t all this therefore simply a big waste of precious money? In fact such kind of spending is no good because it does not lead to any sustainable development like creation of jobs or infrastructure. If you look at it closely, it only adds to the profit of oil and car companies besides leading to more pollution and health cost for our people. Can we therefore afford to continue in this path of growth? He said that Futor plugs in such learning gaps by providing students with an innovative online practice platform and game-based learning method. It is offering coaching in mathematics, physics and chemistry. Futor plans to add English to the list by next year, Chaturvedi said. "With such interactive teaching tools you are definitely ahead of a conventional tutor who does not have such methods at his disposal. Even the cost works out to be cheaper," he said. Pavan Chauhan, co-founder and managing director, Meritnation.com, said that online teaching sites are now proving popular with students living in smaller towns and cities by providing them the best possible learning aids at an affordable price. "Meritnation.com offers interactive exercises, video-based tutorials, learning games, interactive tests and worksheets, and a fortnightly test series in math and science for all grades called the 'Live Test Series'. This helps students across India to benchmark themselves against their peers," Chauhan told IANS. He said that a sizable portion of the content on Meritnation is available for free. The annual packages range from Rs 2,500 to Rs 10,000 (for an advanced Test Prep course for competitive exams like the joint entrance examination for engineering colleges IIT JEE). Students who subscribe to such e-studying portals rate them higher than traditional tuition classes citing comfort, convenience and affordability. "You can adjust your study time to your convenience. You are also saved the bother of having to travel to tuition classes, which also saves on time. Besides, such tutorials come without any teacher bias and peer pressure," Sukanya Upadhyaya, a Class 11 student, told IANS. According to Manju Bhattacharya, a government school teacher, online teaching portals are useful as students are able to devote as long as they want on a chapter, and progress to the next chapter only when they have understood the concepts. "Though it might get boring to study alone at times, online teaching modules are interactive and make the lessons riveting, which interests the child and makes him or her want to learn further," Bhattacharya told IANS. But Sumeet Kumar, a teacher at Jayesh Tutorials in southwest Delhi, feels that a student learning alone cannot be fruitful. "I am not in favour of classrooms where a large number of students are taught using a microphone or otherwise. But neither do I believe that a child learns better when taught alone." "When studying in a group, students sometimes tend to learn more through the questions asked by fellow mates. An ideal teaching group should comprise six to eight students," said Kumar. Bhattacharya, however, feels e-tuitions certainly has given students a choice that was not there a couple of years ago. "There are students who would like the pace to be slow so that the concepts are clear. What these online sites provide is more choices to students. They (students) can go for tuitions as well as for online educational sites. It is up to them. At the end of the day, what matters is understanding," she said.

Myanmar still enlists boy soldiers

H

e disappeared when he was 12 years old, a skinny boy named Min Thu from the wrong side of town who thought he'd stumbled onto the golden ticket. It began one afternoon when a swaggering, potbellied businessman bumped into Thu at the market, offering him an escape from a neighborhood where the houses are made of lumberyard scraps and the air smells of fish and decay and woodsmoke. It ended with four years in the army. The businessman, a small-town mogul of plastic kitchenware and cheap polyester clothing, has three tiny shops. To Thu, whose father makes a living pedaling a bicycle rickshaw through the streets of this small beachside town, he seemed impossibly successful. "The guy comes by and says, 'You'll have a great life if you come with me,'" says Thu, now a stonefaced 17-year-old, still skinny, and occasionally revealing a stutter he developed in the years he was gone. The older man made promises: that Thu could eat his fill at every meal, that he'd get a salary he could use to help his parents. Thu could barely believe his luck, even if he understood little of what was happening. "I was in fifth grade. I didn't even know what the guy was saying," says Thu. This is what he was saying: Thu was joining thousands of boys who have been swallowed up over the years by Myanmar's army, one of the most feared institutions in this country, also known as Burma. The businessman was also a broker for army recruiters, most likely paid the standard fee about $30 and a bag of rice for every person he persuaded to sign up. It didn't matter if his recruits hadn't reached puberty. Over the next four years Thu would spend countless days carrying supplies and working on armyowned farms. He saw people die, in combat and in training. He'd see much of his $30-a-month salary taken by his superiors. Once, when he was 14, he fought in a chaotic gunbattle with ethnic Karen rebels, alternately crawling and shooting as his heart pounded. He speaks with no pride about the experience. "I just did what I was told to do," he says. "It was all about fear." As Myanmar shifts away from decades of military rule, emerging as a quasi-democracy where generals still wield immense political power, the government craves international respectability. Political prisoners have been freed, censorship has been abolished and, the government promises, the days of child soldiers are over. The United Nations and local rights activists say recruiting of underage soldiers has gone down, but many boys remain in the army, despite a government agreement to clear the military of anyone under age 18 by Dec. 1. Some have been taken in just the past few months. "What we see and what the government is saying are completely different," says Mya Sein, 65, a small-town rights activist who has worked with the families of child soldiers. "I don't believe their promises." Still, in the often paradoxical ways of the new Myanmar, a system has been created to get children out of the army. If a boy soldier — or more likely his family — is able to contact an activist or international aid group, a bureaucratic process can be started leading to the boy's discharge. Officials in numerous government ministries, and the military, did not respond to requests for comment. But senior military officers regularly appear, along with relief group officials, at discharge ceremonies for underage soldiers. "Some time ago the government came out of denial, which was excellent, and now there is firm policy in place," says Steve Marshall, Myanmar head of the U.N.'s International Labor Organization, which has helped arrange many child soldier releases. "The critical issue now is getting that policy applied." Analysts say it's unclear how many children are in Myanmar's military. About 500 boys have been discharged in the past few years, some as young as 11, though most between 14 and 16 years old, Marshall says. and the stories of boy soldiers come tumbling out. There's the 15-year-old troublemaker with a second-grade education given the choice of arrest or the army; the 16-year-old who went to the market, met a recruiter, and never came home. There's San Htet Kyaw, 16, who left home in July, hoping to find work as a day laborer in Yangon. Instead, an army recruiter dazzled him with tales of the money he'd bring back to his mother. The village he left behind, Kanyin Kauk, is a speck in the Irrawaddy River delta. Twenty minutes by boat from the nearest paved road, it has no electricity, no stores and no jobs but farming. It's a place where five families will pool their money to buy a cheap mobile phone. "There was nothing for him here," says his mother, San Myint. Sometimes, activists say, young recruits are simply forced into the army. More often, as with Thu, they are boys who fall victim to fasttalking pitches, cannot reverse course once they realize what has happened, and are kept in the military by a toxic combination of fear and disorientation. Myanmar has some of the deepest poverty and highest unemployment in Asia. Government jobs, particularly in villages and small towns, are seen as holy grails offering small-but-reliable paychecks. But despite that, the Tatmadaw, as the army is called, has long had trouble attracting recruits. The country of 55 million has one of the largest armies in the region, analysts say, with at least 400,000 soldiers. It has grown immensely since a failed 1988 pro-democracy uprising against military rule. While top generals have turned their power into immense wealth, at the bottom of the army is a vast underclass of soldiers who don't even have ranks. They are the barely educated muscle that keeps the Tatmadaw running. They work in the army's farms, its timber reserves and its factories. They are sent into battle, and work as household staff for officers. Their salaries are not bad by the standards of rural Myanmar — now about $60 a month — but officers regularly skim off much of that. That is the army Thu saw. Within hours of meeting the businessman, and with his parents completely unaware, Thu found himself at an army camp, terrified and confused. "As soon as we got to the base I knew we were in the

wrong place," he says. "I started crying." Tears did not help. "They punched us and slapped us, shouting, 'This is not a place for crying.'" So Thu learned to get by. He stifled his tears, he marched in formation, he did what he was told. For years, occasional phone calls were his parents' only connection. Then, suddenly, he called from a Yangon military hospital, saying he needed help. They found a boy so swollen from kidney disease that he was barely recognizable. His father, Saw Win, is a tough-looking man with tattoos running down his arms. Now 60, he walks slightly hunched over, after decades pedaling customers on a battered blue rickshaw with its ripped seat. Nearly all his life has been spent in a military dictatorship, and until then he would not have dared breaking army rules. But that day, he did not hesitate. "'We're running away,'" he told his son. So they slipped out of the room, out the back door of the hospital, and into a taxi. Months more medical care followed, paid for with loans, and finally a return to Chaung Tha. Thu hadn't seen his hometown for four years. He barely knew how to act around his family, and felt distant from boys who were once his friends. Fearing arrest, he spent days hiding in a nearby swamp. While the authorities now leave him alone — an activist has started the paperwork to have him officially discharged — he's always ready to run. He cannot imagine returning to school. Occasionally, he cuts timber for a couple dollars a day. He has become a silent presence in the family's two-room wooden house, where the rickshaw is parked out front and thumbnail-sized crabs scuttle in the dirt yard. "He doesn't care about things anymore," says his mother, Daw San, 58, painfully thin from the years her son was gone. "He's forgotten how to live with his family." As she spoke, Thu, in a black shirt advertising Lucky Eleven whiskey, sat silently. They all still see the businessman who persuaded Thu to join the army. His little stores are thriving. Given his relative wealth and his army connections, the family knows he won't be punished. That's not how things work in places like this. "We pass in the village, but I don't think he recognizes me," says Thu. "He doesn't react at all."

Students in Shanghai, China's largest city, had the top scores in all subjects, and Singapore, South Korea, Japan and Hong Kong students weren't far behind. Even Vietnam, which had its students participate for the first time, had a higher average score in math and science than the United States. About half a million students in 65 nations and educational systems took part in the 2012 Program for International Student Assessment, or PISA, which is coordinated by the Parisbased Organization for Economic Cooperation and Development, or OECD. Most results come from a sampling of scores from countries as a whole, but in China it was given in select regions. The U.S. Education Department's National Center for Education Statistics released the results. The test, given every three years to 15-year-olds, is designed to assess students' problemsolving skills.

U.S. scores on the PISA haven't changed much since testing started in 2000, even as students in countries like Ireland and Poland have shown improvement and surpassed U.S. students. Irish Education Minister Ruairi Quinn said the results reflected improvements among Ireland's lowerachieving students, even as the country's top students underperformed compared to those in other countries. "While these are only one set of test results at one point in time, I am delighted to see Irish students performing well in reading and science and quite well in mathematics," he said. In Britain, scores were about the same as three years ago, prompting debate about why the country has not improved despite increased spending on education. The nation did better than the United States in math and science but was not among the top performers in any subject. "Since the 1990s, our performance in these league tables has been at best stagnant, at worst declining," said Britain's Education Secretary Michael Gove, adding that the results "underline the urgent need for our reforms." Gove's ruling Conservative Party and the oppo-

sition Labour Party both blamed each other's policies for the results. Meanwhile a business organization said Britain has fallen behind in part because of "historic complacency" and a lack of focus on achievements and results compared to Asian countries. "Countries with an unrelenting focus on the quality and rigor of their education system will be the ones who win," said Mike Harris at the Institute of Directors. Tom Loveless, a senior fellow at the Brookings Institution, cautions about reading too much into the results from Shanghai, which also dominated the test in 2009. The students tested are children of the elite. They are the ones allowed to attend municipal schools because of restrictions such as those that keep many migrant children out, he said. "The Shanghai scores frankly to me are difficult to interpret," Loveless said. "They are almost meaningless." But Jack Buckley, commissioner of the National Center for Education Statistics, said U.S. officials have not seen any evidence of a "biased sample" of students tested in Shanghai. If the entire nation was included, he said it's unclear what the results would show. Marc Tucker, president of the National Center on Education and the

In the education community, Finland has drawn notice for its past test performance, but this year its average PISA score dropped in all three subjects, most pronounced in math. Finland's students did better on average than those from the United States. Overall, National Education Association President Dennis Van Roekel said among the Asian nations dominating the test, "The one thing they all have in common is that they make a real commitment to education for all kids, and nothing deters them from that vision, and then they do what's necessary to make that happen. In the United States, we don't have the commitment for all kids and it needs to change." The test is based on a 1,000-point scale. Among the findings: • In math, average scores ranged from 368 in Peru to 613 in Shanghai. The international average was 494. • In science, average scores ranged from 373 in Peru to 580 in Shanghai. The international average was 501. • In reading, average scores ranged from 384 in Peru to 570 in Shanghai. The international average was 496.

Vegetables diseases and their management N agaland’s economy is agrarian the main sectors being Agriculture, Animal Husbandry and Horticulture. Vegetables as such have an important role to play in the state economy. On the other hand Nagaland have been designated as a paradise for pathogens and the diseases incited by these pathogens cause heavy loss of yield in terms of monetary returns. The common diseases of the vegetable crops are described with the symptoms and the general management strategies under organic conditions are highlighted in this article.

Symptoms: Water soaked spots usually first appear at the edges of the lower leaves which enlarge rapidly and form brown blighted areas. On the undersides of the leaves, a zone of white fungal growth appears at the border of the lesions. Under continuously wet conditions, all tender, above ground plant parts blight and rot, giving off a characteristic odour. In dry weather the

NEW DELHI, DEcEmbEr 5 (PTI): On a day Narendra Modi dubbed the communal violence bill as a “recipe for disaster”, Prime Minister Manmohan Singh on Thursday said government will try to evolve a broad-based consensus on issues which are of “great” legislative importance. The Prime Minister said government seeks the cooperation of all segments of Parliament to ensure smooth passage of the legislations. While BJP has voiced strong reservations against the communal violence bill, Samajwadi Party has threatened to disrupt Parliament if controversial bills like the one on Women’s Reservation are taken up. “It will be our effort to evolve a broad-based consensus on all the matters which are of great legislative importance,” Singh told reporters outside Parliament House. He was asked to comment on the BJP’s prime ministerial candidate’s opposition to the communal violence bill. The bill, which aims at protecting minorities from targeted attacks, is not on the government’s agenda of legislative business to be transacted in the winter session which began on Thursday. This new facility could significantly increase India’s ability to produce highly enriched uranium for military purposes, including more powerful nuclear weapons,” the Institute for Science and International Security (ISIS) said. David Albright and Serena Kelleher-Vergantini, in a report, said: “India is also in the early stages of building a larger unsafeguarded centrifuge complex, the Special Material Enrichment Facility (SMEF), in Karnataka.” Notably, Washington-based ISIS had lobbied against the India-US nuclear deal.

Tejpal, who has been in police custody since Saturday night, has been spending much of his time going around pathological labs at Goa Medical College and OPD of the Institute of Psychiatry and Human Behaviour (IPHB). Tejpal will now undergo a third round of medical tests. “We hardly get time to interrogate him. The Goa Medical College has now called (him) for the third round of medical examination,” an official said, adding that GMC has been conducting all the tests which are mandatory as per the procedure.

Ganguly, Thursday held him prima facie guilty of engaging in “unwelcome behaviour” with a law intern in a Delhi hotel in December last year. The apex court Thursday ruled out any action by it, noting that Ganguly was not a sitting judge when the incident occurred. The committee’s report was submitted to Chief Justice P. Sathasivam Nov 28 and posted on the apex court website Thursday. The report was dated Nov 27. It said: “The Committee is of the considered view that the statement of (law intern, now a lawyer) both written and oral, prima facie discloses an act of unwelcome behaviour (unwelcome verbal/non-verbal conduct of sexual nature) by Justice (retd) A.K. Ganguly with her in the room in hotel Le Meridien on Dec 24, 2012...” The committee said that prior to drawing this conclusion, it both carefully scrutinised the statements of the complainant, the affidavits of her three witnesses and the statement of Justice Ganguly. After considering the report, a full bench of the apex court said: “Considering the fact that the said intern was not an intern on the roll of the Supreme Court and that the concerned Judge had already demitted office on account of superannuation on the date of the incident, no further follow-up action is required by this court.”

44 million now suffer from dementia worldwide

LONDON, DecemBer 5 (AFP): The number of people suffering from dementia has risen 22 percent in the past three years, with 44 million people living with the disease worldwide, according to a study released Thursday. The report from Alzheimer Disease International predicts that the number of people suffering from the disease will triple worldwide to 135 million by 2050. According to the new figures, 16 million people in western Europe will be living with the condition by 2050. Marc Wortmann, executive director at Alzheimer Disease International, said: “It’s a global epidemic and

Ancient DNA from human relative sets age record

NeW YOrK, DecemBer 5 (AP): Scientists have reached farther back than ever into the ancestry of humans to recover and analyze DNA, using a bone found in Spain that’s estimated to be 400,000 years old. So far, the achievement has provided more questions than answers about our ancient forerunners. The feat surpasses the previous age record of about 100,000 years for genetic material recovered from members of the human evolutionary line. Older DNA has been mapped from animals. Experts said the work shows that new techniques for working with ancient DNA may lead to more discoveries about human origins. Results were presented online Wednesday in the journal Nature by Matthias Meyer and colleagues at the Max Planck Institute for Evolutionary Anthropology in Leipzig, Germany, with co-authors in Spain and China. They retrieved the DNA from a thighbone found in a cave in northern Spain. It is among thousands of fossils from at least 28 individuals to be recovered from a chamber called the “Pit of the Bones.” The remains are typically classified as Homo heidelbergensis, but not everybody agrees. The age of the bones has been hard to determine. A rough estimate from analyzing the DNA is around 400,000 years, which supports what Meyer said is the current view of the anthropologists excavating the site. Todd Disotell, an anthropology professor at New York University, said geological techniques suggest the remains are older than 300,000 years but it’s not clear by how much. By comparison, modern humans arose only about 200,000 years ago. The researchers mapped almost the complete collection of so-called mitochondrial DNA. While the DNA most people know about is found in the nucleus of a cell, mitochondrial DNA lies outside the nucleus. It is passed only from mother to child. Researchers used the DNA to construct possible evolutionary family trees that include the Spanish individuals and two groups that showed up much later: Neanderthals and an evolutionary cousin of Neanderthals called Denisovans. They assumed the DNA would show similarities to Neanderthal DNA, since the Spanish fossils have anatomical features reminiscent of Neanderthals. But surprisingly, the DNA instead showed a closer relationship to Denisovans, who lived in Siberia and apparently elsewhere in Asia, far from the Spanish cave. Scientists are uncertain of how to explain that, Meyer said. The picture should get clearer if scientists can recover the other kind of DNA, found in the nucleus, from the Spanish bones, he said.

SeOUL, DecemBer 5 (AFP): Satellite images of one of North Korea’s largest political prison camps suggests its inmate population is expanding, Amnesty International said on Thursday in a report detailing rape and torture in the North’s notorious gulag. The report by the London-based rights watchdog included rare testimony from a former camp guard, as well as from former inmates about the brutality prevalent in the prison system. “For Amnesty International, which has been investigating human rights violations for the last 50 years, we find North Korea to be in a category of its own,” said Amnesty’s East Asia researcher Rajiv Narayan. North Korea denies the existence of the political prison camps which, according to independent estimates, form a network holding between 100,000 and 200,000 people. The images analysed in the Amnesty report were taken over a two-year period from 2011 to 2013, and were of Camp 15 in the south of the country and Camp 16 in the north. Amnesty estimated the size of Camp 16 is 560 square kilometres (216 square miles) — three times the size of Washington, DC — with around 20,000 prisoners. He revealed detainees were forced to dig their own graves and were then killed with hammer blows to their necks. The former guard said he also witnessed prison officers strangling detainees and then beating them to death with wooden sticks. Prison officials frequently raped women inmates who were then killed, he said. “After a night of ‘servicing’ the officials, the women had to die because the secret could not get out. This happens at most of the political prison camps,” he told Amnesty. Former Camp 15 inmates said detainees were subject to forced labour — usually for between 10 to 12 hours a day on near-starvation rations with a strict production target. “Often we did not meet our targets because we were always hungry and weak,” one former Camp 15 prisoner told Amnesty. “We were punished with beatings and also reductions in our food quota,” said the prisoner, whose name was withheld. Camp 15 covers an area of 370 square kilometres (140 square miles). In 2011, an estimated 50,000 people were imprisoned within the camp.

WELLINGTON, DECEMbER 5 (AP): Former test opening batsman Lou Vincent has confirmed he is one of three New Zealand past players being investigated by the International Cricket Council's anti-corruption and security unit over possible match or spot fixing. The 35-year-old Vincent, who played the last of 23 tests for New Zealand in 2007, issued a statement to say "I am co-operating with an ongoing ICC anti-corruption investigation that has been made public today."
