Chief Secretary & Commissioner Nagaland as Chairman, C.J. Ponraj, Addl Chief Secretary, P & AR as Member Secretary, Temjen Toy, Home Commissioner as Member and K.N. Chishi. ‘Expedite talks, offer settlement at the earliest’ Political Affairs Committee of ruling DAN govt discuss on confronting issues in emergency meeting DIMAPUR, JULY 5 (MExN): The Political Affairs Committee (PAC) of the ruling Democratic Alliance of Nagaland (DAN) has called upon the negotiating parties of the ongoing dialogue, especially the Government of India, to expedite the negotiations and make the offer of a political settlement to the Naga people at the earliest. “All section of the Naga people are yearning for permanent peace through a final settlement, and it is imperative that the involved parties listen to the voice of
the people”, stated one of the resolution adopted at an emergency meeting of the PAC held today at Kohima to stake stock of the prevailing situation. In this regard, the PAC has reiterated the commitment of DAN to pave way for an alternative arrangement that may come about through a negotiated political solution of Naga political issue that is honourable and acceptable to the people. Among other resolutions, the PAC has appealed to the Naga National organizations to stand by their commitments as signatories of the Covenant of Reconciliation and the Naga Concordant which was signed under the banner of the civil societies, hohos and church. Jamir on Thursday said that disunity and infighting among the senior party leaders was a major factor for the debacle of the party for a third consecutive time in the recently concluded assembly elections. Highlighting some factors regarding the recent loss of the Congress party, Jamir who was in the presence of AICC general secretary in charge of Nagaland, said that in the past five years, the party had a change of four presidents and three CLP leaders.

Brutal July 4 murder suspects in police remand
DIMAPUR, JULY 5 (MExN): Three suspects detained in connection with the July 4 murder in Landmark Colony were on Friday taken into police remand. According to police, the three suspects, whose identities are yet to be officially disclosed, were formally arrested on Friday based on ‘circumstantial evidence’ and produced in court. The court granted the police custody of the suspects on a 10-day police remand, the SDPO added. Further, finger-print analysis of the suspected murder weapon is under progress. The Additional Superintendent of Police, Dimapur
said the weapon – a machete found at the site of the murder – was sent to the Forensic Science Laboratory (FSL), Dimapur. The ASP further said that a police team left for Mokokchung on Friday to take the statement of the victim’s sister. The sister had left with the body to their native village on Thursday for the last rites. The post-mortem swab samples taken from the victim will be sent for forensic examination to a better-equipped laboratory outside of Nagaland. The samples are expected to leave Dimapur by Saturday. Going by history, forensic reports take weeks to return.

The recent incidents of violence in Nagaland coupled with the ongoing issue of taxation have prompted Nagas on the internet to embark on a peculiar and creative mode of protest. The campaign involves Naga Facebook users putting up a black image as their profile picture as a symbolic and personalized protest. The initiative was started by Facebook groups like ‘The Naga Blog’ and ‘I Love Mokokchung.’ The protest acts as a show of resentment over the violence and fear plaguing Naga society today. The campaign is scheduled to last for three weeks. Administrators of various groups informed that the campaign is designed to show dissent towards “factional bloodshed, rampant taxation, reprisals and

tacit threat on the wellbeing of public members and public leaders.” They also stated that the campaign is against the clamp on the freedom of speech and the tacit threat to personal opinion, livelihood and life. It was informed that this initiative is also a protest against the inaction of the state to exercise political will to maintain law and order and protect the rights of civilians. It also categorically pointed out the lack of any “strong, united and principled civil and social leadership to lead the public of Nagaland.” They added, “The dark profile
pictures we are using are a sign of protest, sadness and mourning for the sorry state of affairs in Nagaland.” Through this campaign, the online community hopes to encourage the people of Nagaland to pray and work together for unity. It is also an attempt to work towards building a brighter future for all. “That day when we realize that we are united, free of corruption, extortion, tribalism and violence is the day we shall all put up our white profile pictures,” they added. While conceding that this campaign would not change the world, they
expressed hope that this symbolic protest would successfully express the “resentment, frustration, disillusionment and anger at the misery that has befallen Naga society.” It was also informed that during the course of this campaign, there have emerged some “inimical elements who are attempting to sabotage it.” The administrators added that rumors are being spread (to the point of spamming) building up propaganda by linking this movement for freedom and peace to “Satanism.” Expressing sadness over this misinformed and judgmental perception by some, the statement queried, “Why would Satanists protest against violence or bloodshed, crime or extortion, anarchy or disorder?” Groups like ‘The Naga Blog,’ ‘I Love Mokokchung’ as well as supportive leaders of ‘Naga Spear’ have appealed for all to not fall prey to “these falsities” being spread. They further pointed out the ridiculous argument in connecting the color black to Satanism or any other such philosophy. The administrators called upon any Naga on Facebook who wishes to show solidarity through this symbolic expression to do so.

Kohima, July 5 (DiPR): The P&AR Department (Administrative Reforms Branch) has stated in its notification vide No. AR-3/GEN-67/2001(Pt) dated 25th June 2013 that, in the interest of public service, the Government of Nagaland has constituted a Cabinet Sub-Committee to examine the recommendation of the Work-Charged and Casual Employees Commission report. The sub-committee consists of the following: Noke Konyak, Minister, PHE-Chairman; Imkong L. Imchen, Minister, H&FW-Member; Kuzholuzo Nienu, Minister, PWDMember; Kipili Sangtam, Parliamentary Secretary, Power-Member; C.J. Ponraj, Addl. Chief Secretary, P&AR-Member Secretary; Sentiyanger, Commissioner & Secretary, H&FW and Chairman, Work-Charged & Casual Employees Commission-Co-opted Member. The notification further stated that the terms of reference of the Cabinet SubCommittee are to examine the report and recommend suitable course of action of the Work-Charged & Casual Employees Commission submitted to the Cabinet. The Committee can co-opt any other members, if so required. The Committee will submit the report to the Cabinet within 2 (two) months from the date of constitution of the Committee.

In addition to the above, the Committee during discussion expressed their dismay at some Government Departments for their casual attitude while furnishing replies to Assembly questions as it was observed in some cases, where replies were incomplete and improper, thereby, depriving the Members of vital information. mittee also took serious note of the fact that some Departments follow their own convenient time in submitting their Annual Administrative Reports, and strongly felt that such practice should be done away with and proper formalities and uniformity in this regard be implemented. The Committee, therefore, decided that the Annual Administrative Reports of the Government Departments should be laid during the month of March (Budget Session) positively. This was stated in a press release issued by Nagaland Legislative Assembly, Secretary A. E. Lotha.
Kohima, July 5 (DiPR): The Department of P&AR has in an Office Memorandum stated that lately the department has been receiving numerous objections to pension cases from the Accountant General’s Office due to the inordinate delay in submission of pension papers by the Heads of Departments. As per the latest intimation received from the Accountant General’s Office, the delay ranges between 1 month and 10 years. In this regard, attention is invited to this Department’s Office Memorandum of even number dated 4/8/12 wherein the instructions were given that pension papers of retiring employees, after having been duly verified,
must be submitted to the Accountant General’s Office atleast 6 (six) months before the date of retirement. This is to ensure that Pension Payment Orders (PPO) are issued to all retiring employees on the day of retirement/superannuation. Rule 68 of the CCS (Pension) Rules, 1972, mandates that where the payment of pension/gratuity has been delayed beyond three months from the date of retirement, penal interest at the rate applicable to GPF deposits will be paid to retired Government servants for the period of delay beyond three months from the date of retirement. Therefore, in respect of any delayed payment of pension/gratuity wherever it
results in payment of penal interest, all AHODs/HODs will initiate action to fix responsibility at all levels to recover the amount from the concerned officers, Head of Office, Head of Department or any other staff responsible for such delay. It is also reminded that the list of retiring employees for the calendar year shall invariably be submitted to the Accountant General’s Office every year in the month of January, while intimating to the P&AR Department with a copy of the list. Therefore, Addl. Chief Secretary to the Government of Nagaland has requested all AHODs/ HODs to ensure that the instructions contained in the above Office Memorandum are strictly observed.
KiPhiRE, July 5 (mExN): The Kiphire Town Students’ Union (KTSU) today organized plantation drive cum social work in the town. The volunteers led by the office bearers and executive members initiated the social work and cleaned the town. The volunteers were divided into two group were some of the volunteers planted tree sapling on the roadside while other group cleaned the town. In the morning, KTSU destroyed expired goods and gudkhas seized from the shops in the town, in presence of District Ad-
ministration and police near Daily Market Kiphire. Speaking at the short programme Chunpenthung, EAC, Kiphire acknowledged the KTSU for taking the initiative in seizing the banned items and expired good from shops in the town. Meanwhile, the KTSU has expressed gratitude to the District Administration, Police, KTC and LRD for extending cooperation toward the Union in executing the work successfully. The KTSU also thanked the volunteers who have rendered their valuable time during the plantation drive cum social work in the town.

The Central Executive Council of the Naga People’s Front (NPF) has recently approved the decision to commemorate the forthcoming 50th anniversary of the NPF in the latter part of 2013. In this regard, a planning and organizing committee is going to be set up by NPF president Dr. Shurhozelie Liezietsu. Dr. Liezietsu recently told a party meeting that NPF is the oldest regional political party in the north east. It was formed on 21st October 1963 in a meeting of Naga leaders whose integrity had withstood the test of time. The party adopted “Cock” as its symbol which symbolises the herald of new dawn of peace, he said. In the booklet ‘Era of Cock Symbol’ compiled by former secretary general Chubatemjen, he reproduced what the pioneers of this political party had said about the suitability and the significance of ‘Cock’ in the following words. “The cock being a very domestic bird reared by every Naga family, was the most familiar picture with the people and easily recognisable. The cock has a symbolic significance that even it crows, it announces the end of darkness of night and beginning of a new day which had meaningful bearing on the political situation of the day.” It further said that the Cock is ‘Poor man’s watch.’ Cock being a fierce fighter, it signifies the fighting spirit of the party against all odds.

IMPHAL, JuLy 5 (NNN): Amidst frequent bandhs and also at the backdrop of rising cases of planting bombs in educational institutions in Manipur, students in the four valley districts of Manipur protested Friday under the aegis of the Democratic Students’ Alliance of Manipur (DESAM) demanding to make education a 'free zone.' Massive rallies participated by thousands of students were organized in Imphal East, Imphal West, Thoubal and Bishnupur districts under the banner ‘Disturbance Free Educational Zone.’ However, the protesters did not chant any slogan during the course of the demonstration. AgArtALA, JuLy 5 (IANS): Freedom fighters from Bangladesh will visit the Indian state of Tripura to locate graveyards in the northeastern state where soldiers of the 1971 Liberation War were buried, officials of the two countries announced here Friday. "Bangladesh sought India's help to identify the graveyards in Indian territory where slain soldiers of Bangladesh's 1971 Liberation War were buried. We have so far identified two such locations on the outskirts of Agartala city," West Tripura District Magistrate Kiran Gitte told reporters. Accompanied by Bangladesh's Brahmanbaria district's Deputy Commissioner Nur Mohammad Majumder, Gitte said: "Through the union home and external affairs ministries, we have received several hundred names of Bangladeshi soldiers buried during the Liberation War in villages along the border." A two-day meeting of officials of Bangladesh and India, held here Wednesday and Thursday, discussed, among other issues, the identification of the burial spots of the 1971 Liberation War, after which Bangladesh was created from the former East Pakistan. Gitte led the Indian side at the meeting, while the Bangladesh team was headed by Nur Mohammad Majumder. Both the officials, while briefing the media about the outcome of the meeting, said a team of freedom fighters from Bangladesh would soon visit Tripura to identify locations where the soldiers were buried. The Bangladesh government is likely to either take the remains of the slain soldiers back, or protect the graveyards with the help of India. In December 2007, Bangladesh had taken back the remains of Liberation War hero Hamidur Rahman from northern Tripura's Kamalpur area and reburied them in Dhaka with full state honours. Hamidur Rahman, one of the seven top war heroes, died aged 18 during the Liberation War against Pakistan. Gitte said that so far two burial spots have been identified at Ramnagar and Golchakkar on the outskirts of the state capital. "An in-depth study with the people associated with the Liberation War is required to identify other such places," he said. According to historian and writer Bikach Chowdhury, Tripura had six to seven camps in four sectors from where the 'muktijoddhas' (freedom fighters) fought the Pakistani forces in the nine-month-long war in 1971 that led to the creation of Bangladesh.

SHILLoNg, JuLy 5 (IANS): Meghalaya Chief Minister Mukul Sangma Thursday said that the Foreigners Act should be aggressively enforced to prevent infiltration of illegal immigrants from Bangladesh. "Meghalaya shares border with surrounding states, which are perceived to have lot of illegal infiltration. Moreover, the state shares a 443-km border with Bangladesh, so the Foreigner's Act must be aggressively enforced," Sangma told journalists after chairing a high level meeting on influx. The meeting came after the powerful Khasi Students' Union (KSU) asked the state government not to go ahead with the National Population Register (NPR) biometric enrolment, and the implementation of the Aadhaar scheme in the state as it first requires stronger mechanisms to check influx. Stating that several people who come into the state have doubtful credentials, Sangma said: "The credentials and the antecedents of all those who seek rent would be verified once this new act is implemented." He said his government is examining various existing laws related to labour to tackle the burgeoning influx, and a new tenancy act, to be drafted by a team led by Chief Secretary W.M.S. Pariat, would be implemented in the state.

Sangma also said the state was also examining some laws passed by parliament so that they can be implemented here without conflicting with existing laws to deal with the issue of illegal immigrants. However, he did not give a direct answer to queries whether the government will put on hold the National Population Register (NPR) biometric enrolment. The NPR biometric enrolment will lead to the implementation of the Unique Identification number (UID) in the state, and each individual will be provided with the UID number or Aadhaar, a 12-digit ID number. "Our demand from the state government is to stop this biometric enrollment and implementation of Aadhaar. Amidst our focus on the need to have strong mechanisms to check influx, this enrolment will defeat the purpose of checking the menace of influx in the state," Khasi Students Union supremo Daniel Khyriem told IANS. He contended that the NPR biometric enrolment or implementation of Aadhaar will only facilitate "outsiders" to strengthen their claim of being genuine residents of Meghalaya. The NPR biometric enrolment in the state commenced on June 21 from Raj Bhavan where Governor Ranjit Shekhar Mooshahary was the first in the state to have completed the process.

Energy price reforms no quick Memorandum of Naga National Council {Non- Accordist} fix for India’s blackouts NEW DELHI, JuLy 5 (REuTERs): India is betting a gas price hike will boost supply and help fix the country’s chronic power shortages, but the plan may falter unless the debt-laden industry can pass on higher energy costs to consumers or win government subsidies. The government last week set out a formula that could double gas prices from next April to around $8.40 per million British thermal units (mmBtu), bringing them nearer to globally traded prices in a bid to lift imports of liquefied natural gas (LNG) and spur investment in local output. The move follows similar steps in coal and is the latest effort to reform India’s troubled power sector. Massive blackouts in Asia’s third-biggest economy have hampered growth, which is at a decade-low. A third of the 1.2 billion population has no access to electricity. India wants to double the proportion of gas in its energy mix by 2020 from 10 percent now. It uses coal for nearly 56 percent of its needs. Oil, mostly imported, accounts for 26 percent. But the success of the latest plan lies in determining who will pay. Generators and distributors remain mired in debt and passing on politically unpopular electricity prices will prove difficult, particularly in an election year. The price hike is a win for producers, such as privately owned Reliance Industries which operates one of India’s biggest gas fields with international partner BP in the KG basin, where production has
declined sharply. The companies have long argued that a higher gas price would support investment to reverse the fall. “It is a very positive and encouraging decision which will really incentivise oil and gas companies to pursue exploration activities,” said S.K. Srivastava, chairman of staterun energy producer Oil India. Better supplies should help power companies. Gas fuels only about 7 percent of power stations, but many plants lie idle or operate at low capacity because there is not enough fuel available to keep their turbines running. “There are a lot of projects which have been idling and they have been desperately in need of gas supplies,” said Dipesh Dipu, a partner at Jenissi Management Consultants. Lanco Infratech, a power producer mired in losses and debt because its plants are running at a fraction of their capacity, has cut operations at one 366 MW unit to just four percent of capacity for lack of gas. It may take at least two years to boost fuel supplies as investments in output and import facilities bear fruit, but even then the key to the plan may lie with cash-strapped distribution companies. The state-owned distributors - known as discoms - will have to stump up funds to buy the more expensive electricity from power stations. But passing on too much of the costs to consumers will be politically unpopular and the discoms may opt instead to simply halt supply.
Tomato prices rise 3-fold in 15 days on supply constraints
NEW DELHI, JuLy 5 (PTI): Tomato prices, which have more than tripled in the past 15 days to Rs 60 per kg in the capital, may continue to pinch consumers after rains in some producing states affected supplies. “Supply of tomato has been affected as harvesting has been hampered due to continuous rains in some states like Haryana,” horticulture commissioner Gorakh Singh said. Rain has disrupted picking operations in Haryana, Uttarakhand, Himachal Pradesh and east Punjab, while the condition of the crop has also deteriorated, he said. Noting that the state governments are assessing the quantum of damage to crops, Singh said normally, vegetable prices remain slightly high during the rainy season because of picking, transportation and storage problems. Tomato supplies to the Delhi market have also been affected by blocked roads following the recent landslides and flash floods in Uttarakhand, he added. According to the Delhi Agricultural Marketing Board, current tomato arrivals at the Azadpur wholesale market have declined by 50 per cent to 2,833 quintals per day from 15 days ago. Besides supply constraints, tomato prices have risen as transportation costs have increased with recent hikes in the price of diesel, traders said. Prices will be under pressure until supplies improve, they added. Tomato is being sold at Rs 47 per kg at Azadpur wholesale market, compared with Rs 60-80 per kg in retail outlets. Good quality tomato from Karnataka is priced higher, while the rain-hit crop is available at Rs 30-40 per kg, traders added. Tomato production in the country is estimated to be 18 million tonnes this year. Maximum output comes from Andhra Pradesh, Karnataka and Odisha.

The Naga Club, which was constituted on 1918, after First World War-I, submitted Memorandum on 10th January’ 1929, to the Simon Commission (British Statutory Commission}, “That the Nagas would not join India when the British departed, they should be left to live on their own”, Later, the Naga Club nomenclatural has change to “Naga National Council” (NNC) Political Organization, on 2nd February’1946, to work out their terms of relationship once the British withdraw and brought the Dominion Government of India in free Naga Nation In 1947, 27th -29th June, the Naga Delegates meets the higher authority of Indian Government made an agreement “NINE Point Agreement”, or Ten Years Akbar Hydari Agreement”. The Agreement envisaged a Protected State in Nagaland under NNC with India as the Guardian Power for ten years at the end of which NNC will be asked to renew or to make a new agreement. In 19th July’ 1947, the Naga delegates met with Mahatma Gandhi {Father of India Independent Nation} in old Delhi to be assured the facts to the delegates and they stringently appeared that the Nagas are not Indian and Nagas have ever right sight to be independent, in this regard, Mahatma Gandhi, logically, honestly pronounced that if Nagas are not Indian then let them {the Nagas} live in their own way. After Gandhi pronounced it, the opposition leaders attempted Gandhi’s life and shot dead on 30th January 1948. On 14 August 1947, Nagaland declared Independent: NCC announced its decision to declare Nagaland “independent” and communicated it to UNO, Britain, & the Interim Government of India. May 16, 1951 Plebiscite: Condemning NNC as “the voice of the misguided”, India imprisoned many more Naga elders without trial. Undeterred, Nagas continued their peaceful protest and asked India to ascertain the decision of the majority of the people in a plebiscite. India rejected it. NNC notified India; they decided to conduct the plebiscite on 16 May 1951 to clear any possible doubt. The result of the plebiscite, as admitted by B.N. Mullik, the then Chief of the Indian Intelligence set up, was 99.9% for Naga independence and none for joining India. In 1952 with heavy military presence, the first Indian general election was imposed on the Nagas. In spite of the military threat, Nagas successfully boycotted the election. India refused to respect the out come of the Plebiscite. Instead, India sought to destroy by force the material and spiritual basis of the Naga people’s independence and imposed military rule over Nagaland from
1954. Therefore, NNC set up the Federal Government of Nagaland in 221ld March 1956 with a military wing to drive out the Indian forces. In the next three months Naga army drove out the Indian forces from Nagaland barring a few points. India brought in more than a hundred thousand troops in re-enforcement and occupied Nagaland. The occupation army rounded up ten of thousands of Nagas in 59 concentration camps where many perished from water contamination and lack of food In 23 August, 1956, Indian Government faced severe criticism in the Parliament (Lok Sabha), during debate on the Naga Hills situation in the Lok Sabha for its failure to honour the Nine Points Agreement of 1947 and for the war in the Naga Hills. In response, Pandit Nehru, the Prime Minister said, “I do not accept his statement that the agreement has not been honoured. That agreement came up before the Constituent Assembly, or rather before the Special Committee of the Constituent Assembly. All the six Schedules attached to the Constitution were largely drawn up with that agreement in view...the whole object was to give autonomy to their areas and help them to live according to their own ways. In 1958, Indian Parliament passes the Armed Forces Special Powers Act - a re-incarnation of the much dreaded Armed Force Special Powers Ordinance 1942 of the British era. The Act provides the Indian Armed forces legal immunity to “shoot to Kill” on mere suspicion, to enter, search, arrest and detain without. Having destroyed most of the Naga villages and killed close to one hundred thousand Nagas, and rounded up thousands in 59 concentration camps built across the Naga Hills. India announced “amnesty” and asked NNC to accept “administrative autonomy”. Though reeling from the ‘impact of massive destruction of life and means of subsistence, Nagas rejected it. In 1960, an attempt to divide Nagas, India conferred statehood (the existing State of Nagaland) on a small portion of Nagaland. under its Foreign Ministry. In 1963, The Indian State admitted to the aerial bombing of suspected guerrilla locations, of “Strategic hamletting” and “groupings” in which villages are forcibly relocated In 1964, Cease-fire and political negotiation: At the intervention of Bertrand Russell and Rev. Michael Scott [an old friend of Gandhiji], India agreed to a cease-fire for peace talks. After several rounds of unproductive talks in 1966, Mr. R. Suissa, a member of the Tatar Hoho (member of Parliament of the Naga Nation), forwarded a proposal to the NCC which he had thoroughly discussed with the Prime Minister of India Mrs. Indira Gandhi. In the succeeding round of talk of
Mrs. Gandhi, the Indian Prime Minister, conveyed her willingness to negotiate a Bhutan type status for Nagaland as a separate entity. But NNC rejected the offer and the talks broke off without result in 1967. In 1967, some leaders left the Federal Government of Nagaland and formed the “Revolution Military Government” with Indian support. It got dissolved in less than two years time and their members became Indian employees. In 1972, the international boundary between India and Burma was officially drawn. In doing so they divided the Naga people between two nations. In some cases the border runs through villages and houses. NNC and its government were declared as “Unlawful”. The affairs of Nagaland State” was transferred from the Ministry of External Affairs to the Ministry of Home Affairs in an effort to project the Naga struggle for political rights a.s a “law and order problem”. In 1975, India imposed the Shillong Accord on some of the Federal Government leaders. The Accord states that the Nagas leaders accept the Indian Constitution on their volition, will hand over their arms, and will formulate Naga problem for discussion in future. A people suffering from war exhaustion greeted the Shillong Accord with silent contempt, Some leaders from Naga National Council accepted or signed the Accord without the consent of Naga People’s with the Indian government but it was rejected as “the work of traitors”. However, NNC President, A.Z. Phizo and several other NNC elders, kept silent. This enabled the opportunist elements to join the surrendered leaders to organize, in collaboration with India; the ground was left wide open for a bloody showdown between these forces and the National Resistance Forces (Non—Accordist group, so called NNC Non-Accordist) The birth of NNC Non-Accordist took place right after some vested leaders signed the accord without the knowledge or consent of the Naga people, feeling that there is an urgent to take up new constructive steps towards finding solution of the long standing Naga political issue. The Naga National workers met at kohima on 2801 and 29th of August’1981, to further strengthen the efforts of peace, therefore without any ulterior motive except to find a workable solution to bring peace between Government of India and the Naga People, the meeting resolved that the shillong Accord which was signed on 10th & 11th November’1975 was without the consent of the Naga people should not form the basis or process for a solution of the political problem between the Government of India and the Naga National Council. Therefore, an ADHOC Committee was appointed by Sessional Chair-
man, Mr. Thinoselie Keyho, Naga National Workers Meeting, to carry out the resolution of the meeting and to contaet parties concerned with the following members: 1. Gen. Thungti Chang, 2. Today, The NNC (Non-Accordist), officially established under Kiumukam His Excellency, on the 10th presidentship dedication programme of Naga National Council (NNC-NA) which was held on October 12’ 2012 at Sotokur village council hall. The programme was chaired by Z. Zhelo, secretary, Yimchungru Region, and attended by more than 1000 people. The NNC (NA) also thanked the speakers including NNC (NA) president, CAO Yimchungru region, NSCN/GPRN, chairman, Yimchungru region, NSCN (K), RAO Yimchungru region, GPRN/NSCN, chairman, Yiruchungru region, FGN. Earlier, speeches were delivered by Hanping Zeliang, home kilonser, president, YTC, president, YAA, president, YUTT, president, YWO, president, Yimchu.ngru GBs federation, president, Public Forum, Pongro area, president, Pulic Forum, Shatuator Town, CYE, Sotokur village. the NNC (N/A), officially celebrated the 14th August as Naga Independence Day, and 22nd March as Republic Day, and 16th May 1951 as the Naga plebiscite Day. cyber security awareness campaign kicks off
Kohima, July 5 (mExN): In a welcome move, the first cyber security awareness campaign for schools and colleges in Nagaland kicked start this morning under the theme “Your responsibility Our concern”’ at Ruzhüphrie Government Higher Secondary School, Kohima. Launching the campaign by unveiling T.Shirt and memento, principal directorcum-secretary education department M. Patton, IAS termed the campaign as important platform as the usage of cyber security will be made known to the general public. He said that the present mode of communication and technological advancement has grown to a great extent that it makes things work so easy for everyone and cautioned the students not to misuse such technological facilities for negative purposes to avoid committing any unintentional crimes. Use of mobile can save as well as destroy the society within few seconds, he said and challenged the public to use it positively and refrain from indulging in negative aspect. The campaign will cover 25 schools, 15 colleges, ITIs and Polytechnics and also government employees. The campaign will also witness translation of cyber security awareness information available in local languages, opening Web portal to disseminate the information on cyber security and secure use of Internet and secur-
ing PC to the general masses will be set up. Organized by National Institute of Electronics & Information Technology (NIELIT), this programme is being funded by the Department of Electronics and IT Ministry of Communication and IT, Government of India in collaboration with the state government. Lanuwabang said there has been significant increase in cyber attacks and cyber crimes exposing users to risks such as access to personal information leading to misuse, cyber bullying, sexual exploitation, identity theft, financial fraud etc. Therefore, making the users to under-
stand the risks/impact of cyber crime or cyber-attacks was declared as an important first step towards building a secure information society. Cyber Security is becoming synonymous with National Security as Computer Network/Internet forms the backbone of critical infrastructure of the country, banking, power, defense, nuclear plant, health sector, telecommunication etc. So in order to build a secure and resilient cyberspace for citizens, businesses and the government, the Government of India unveiled National Cyber Security Policy 2013 by Minister of Communication IT Kapil Sibal on July 2. He said the policy aims at creating a secure cyber eco-system, strengthening the regulatory framework, creating mechanisms for early warning, vulnerability management and response to security threat. One of the key activities under the project is to widely generate information security awareness among the masses in a planned manner. 18 AR destroys GPRN/NSCN question Assam Rifles over CF violations GPRN/NSCN camp
DimaPuR, July 5 (mExN): 18 Assam Rifles had destroyed an illegal camp of GPRN/NSCN located in the jungle near Inbung village (near Athibung) under Peren district. According to the Assam Rifles, GPRN/NSCN had established the camp against the laid down Cease Fire Ground Rules. A press release by the AR further mentioned that the troops found the camp location vacant as the cadres had fled the camp. However, a detailed search of the camp resulted in recovery of documents, utensils, beddings and various other items, it added. The size and infrastructure at the camp site indicates that the camp had the capacity to support about 20 cadres, it said. The release also said that the presence of cadres and extortion in the area were reported by the villagers for some time. “Destruction of the camp by Assam Rifles would bring relief to the residents of the area who were reeling under extortion activities being carried out by various UG factions in the name of taxation.”
DimaPuR, July 5 (mExN): The GPRN/NSCN has expressed displeasure at the action of 29 Assam Rifles, who reportedly raided the residence of Lt. Colonel Ilhovi Aye, Commander Dimapur Town Command GPRN/ NSCN on July 4 morning. GPRN/NSCN alleged that the AR personnel seized all arms and ammunition that were kept at the Town Command’s office. A press note from the MIP stated that arms are allotted to special card holders for self defence and termed the incident as “intended for the violation of cease fire ground rules.” It claimed that Com-
mander Lt. Col. Ilhovi was assaulted, resulting in serious fracture of his back and rib bones. He was also humiliated by Assam Rifles personnel in front of his family members, it added. Questioning the behaviour of AR personnel, the MIP note stated that this was “unacceptable in the eye of civilised society.” The inhuman treatment meted out by the Indian army has to be corrected, the MIP note stated while adding that raid on residence, attacking one another was not in the purview of ceasefire ground rules. NPSC office informs candidates DimaPuR, July 5 (mExN): The Nagaland Public Service Commission has decided to open two more centers in Tuensang and Mon for the ensuing NCS, NPS, NSS & Allied Services Examination 2013 (Preliminary). The Commission also decided that should there be any unwanted situation while conducting the examination or any examination malpractices is noticed from either the candidates or examination functionaries; the Commission would
have the liberty to withdraw any centre in future. A press note from the NPSC Secretary stated that the Commission has further decided to allow students who have appeared their final degree examination and awaiting results, who otherwise are eligible, to appear the ensuing NPSC (Preliminary) Examination 2013 which is scheduled on August 24. For any information pertaining to the said examination, the candidates have been ad-
vised to go to the Commission's Website www.npsc.co.in. The Commission further decided that in view of heavy rush of candidates in submitting their forms, the last date of submission of application forms has been extended from July 10 to July 12. Through this release, the Commission once again reminded the Sumi candidates from Kiphire district who are to avail BT quota to specifically mention their tribe's name as Siimi (Kiphire).
DimaPuR, July 5 (mExN): The Zeliangrong Baudi (Assam, Manipur, Nagaland) has informed that in view of “conflicting reports and war of words over the Rongmei recognition in Nagaland,” the Baudi would be calling a general assembly soon to discuss the matter. A press note from the President of the ZB (AMN), Raitu Chawang and its General Secretary, K Elu Ndang stated that the assembly would involve members of the community from the states of Assam, Manipur and Nagaland. With regard to the Rongmei recognition issue, the ZB (AMN) said, “Rights are not dictated by the numerical strength of a community or at the mercy of any
public organization.” Meanwhile, it also urged the Zeliangrong Baudi Nagaland to show restraint in the matter and stop from “reacting in unwanted propositions.” It directed that there should be no more press communiqué from any quarters on this matter including public bodies, political leaders and student communities, till the General Assembly resolves the matter. It also cautioned that all public organisations, including those of other tribes “should refrain from making open statements on the internal matters of Zeliangrongs by projecting their concerns.” It assured that “if anyone has grievances, the ZB (AMN) re-
mains committed to resolve it.” The ZB (AMN) also said that that the Zeliangrongs “live in a contiguous area, as one people, one vision and one voice. “ It added that “Rongmei recognition as it has been already done now is a subject of the state government.” It informed that as stated earlier by the then Chief Secretary, a committee “verified and authenticated the pre 1963 status of the Rongmei before being certified by the Home department, leaving no room for any ambiguity in the matter.” The ZB (AMN) also asserted that the recognition of the Rongmeis was done in the “larger interest of the Zeliangrongs.”

of retirement as notified by the Government, subsequent to an interim stay-order obtained from a court of law would be deemed to have proceeded on leave, effective from the date of retirement so maintained by the Government till the duration of the case. It further asserted that such a leave would be debited from the leave at the credit of the Government servant, irrespective of the final decision of the court of law. In such cases, the Administrative Departments will move for posting suitable officers in the line of promotion to man the key positions in the concerned department. In another memorandum dated March 26, 2013 the Department of P&AR informed that, the superannuation of State Government employees is governed by the Nagaland Retirement from Public Employment (Second Amendment) Act, 2009 and Rule 56

DimaPuR, July 5 (mExN): Within a span of four days Dimapur Police arrested seven people in three separate cases of smuggling and vehicle theft. A press note from the Superintendent of Police, Dimapur informed that on July 4, Diphupar Police personnel intercepted a dumper truck bound for Kohima at Chumukedima town which was smuggling illegal IMFL. On searching the vehicle, police recovered eighty cases of McDowell Rum. The IMFL was found concealed under sand, bricks, cement and MS rod. The driver and another occupant of the vehicle who have admitted to smuggling the illegal goods were arrested. The accused are identified as Sato Ringa (33), and Kevi Zumvu (33). A case has been registered at Diphupar PS and the accused have been forwarded to court for remand. Concern over conflict in superannuation
Kohima, July 5 (DiPR): The P&AR Department (Administrative Reforms Branch) has expressed concern that Government servants have a tendency to approach the court of law, whenever conflicts arise with regard to the interpretation of the date of retirement from service. It observed that conflicts arise over the date of retirement from the perspective of the date of birth or the length of the thirty five years of service in terms of the Nagaland Retirement from Public Employment (Second Amendment) Act, 2009. This was stated in a memorandum dated June 3, 2013 issued by Chief Secretary, Alemtemshi Jamir. The memo stated that state government while recognizing the right of Government servants to seek legal intervention in such instances, however noted that the employee concerned obtains an interim

A Punishingly Overlong Lone Ranger

bout 20 years ago, a friend of mine wrote an extremely witty screenplay for a revisionistWestern comedy based on the Lone Ranger. (It was never produced, though it did win an award that paid for a year of film school.) The script's premise was that the masked man himself was a tall, good-natured schmuck, and it was the long-suffering Tonto who was quietly running the show. The premise of Gore Verbinski's new blockbuster adaptation of the pulp cowboy classic is more radical still: It's not Tonto who's the brains of the operation in this telling. It's Silver. The Lone Ranger is a profoundly unsubtle—and equally ill-advised—effort to recapture the improbable charm of Verbinski's Pirates of the Caribbean franchise. But while it's not a good movie, neither is it quite the total train wreck implied by many reviews. (It does, however, wreck more than its share of trains.) The film has plenty of weaknesses—an unevenness of tone, a surfeit of plot convolutions, some problematic political echoes—but its central flaw is that it is absurdly, punishingly overlong. Tucked away somewhere in its 149-minute running time, there is a clever, corny summer diversion lasting perhaps an hour and three-quarters. But this is the era of the Big Cinematic Event, and if you don't want every single dollar of a $200-million-plus budget to be waved in your face—well, you may as well stay home and watch TV. The story (by Ted Elliott and Terry Rossio, with an assist from Justin Haythe) is straightforward enough in its early contours: A mild-mannered district attorney named John Reid (Armie Hammer), returns home to the Lone Star state following his big-city education. Upon arrival, however, he is deputized as a Texas Ranger by his decidedly manlier brother (James Badge Dale) in order to help capture the notorious outlaw Butch Cavendish (William Fichtner). But things do not go according to plan, and Reid ends up—at least to all appearances—dead. Luckily for him, he is revived by a legendary Spirit Horse (whom he will later repay with the decidedly pedestrian sobriquet "Silver") and a tribe-less and quite possibly deranged Comanche named Tonto (Johnny Depp). Given that Reid is presumed by the world to be deceased, his new partner persuades him to don a mask as they continue their quest to bring Cavendish to justice. Hokey? Of course. (And I haven't even mentioned the framing narrative, which features an impossibly wizened Tonto telling his story to a young

Yet there's a certain goofy grandeur to the movie's first half or so. Hammer, who played the fabulously wealthy Winklevoss twins in The Social Network—and is himself the great-grandson of the still-morefabulously-wealthy oil tycoon Armand Hammer—is an amiable enough cinematic presence, and Fichtner is magnificent as Cavendish, snarling and sneering and eating the occasional human body part with demonic aplomb. Moreover, as much as I've tired of Depp's burgeoning menagerie of weirdo performances, his Tonto, though perhaps politically off-key, is at least charitably low-key. (For those who recall Depp in Jim Jarmusch's 1995 neoWestern Dead Man, this is essentially a role reversal, with him taking on the Gary Farmer part as a deadpan Native American sidekick to a clueless white man.) The movie's early action sequences—in particular one that's set on a runaway train—are witty and inventive, with Verbinski toying neatly
with camera placement and spatial geometry. There are likable nods to Once Upon a Time in the West (in particular a railroad subplot and the oscillating dramatic score), Little Big Man, The Searchers, and The Bridge on the River Kwai. And the classic catchphrase "Who was that masked man?" is updated for a more ironic age to "What's with the mask?" But then, somewhere around the hour-and-a-half mark, The Lone Ranger makes the fateful decision not to end. Worse, the movie keeps not-ending for another full hour. Unnecessary backstories unspool, tiresome gimmicks get rolled out—look! there's Helena Bonham Carter as a tough-but-decent prostitute whose wooden leg is really a gun—and dull new villains are revealed to be behind the perfectly compelling originals. The final action sequence (also set on a train) proves to be as exhausting as the first was amusing, with the body count escalating unpleas-

Now admittedly some dinner conversations can be very awkward, but some people are so terrified of the idea of speaking to another person over dinner that they avoid dining out situations. In times gone by there were strict rules of etiquette that helped a person to deal with these situations – but they are (sadly) mostly forgotten. In today’s society in which rules and formality are out the window, it is possible that the more controlled nature of a dinner party may lie partly behind this phobia.

Of all the phobias on this list, pentheraphobia is probably the most common. It is, as stated above, the fear of one’s mother-in-law. I am sure that most married people have, at one time or another, suffered from this terrible fear. This fear is one that is so common in Western society that it frequently appears in movies and other forms of entertainment. Of the many available therapies for this illness of the mind, divorce seems to be the most popular. A related phobia to pentheraphobia is novercaphobia which is a fear of your stepmother – the most famous sufferer of which is Cinderella.

ith numerous cases of rape and murders in the country and in our state unabated, I think it’s time to review the existing law to deal it in the severest way so that everyone learns a lesson not to ever try or think of committing it. RAPE has to be discouraged and is the time to do something before our dearest becomes the next victim. Most horrible is the rape and murder of Lt Nungshilila which is beyond imaginable to have done by human beings. There have been many reports of rapes and murders committed but we have never heard of such savagery act inflicted on a victim and there is no human to commit such crime. antly and the William Tell Overture— used sparingly throughout most of the film—commencing to trample everything in its path. As cinematic sins go, excessive length is hardly an original one. The delusion that bigger will always be better—that each additional plot twist will somehow signify ingenuity rather than desperation—is by now a fundamental operating principle in Hollywood. Blockbuster directors demand movies large enough to house their egos; the studios are in a state of near-constant panic (and theater owners even more so); genuine storytelling is migrating to television; a lengthy series of explosions translates seamlessly in Beijing or Rio de Janeiro; and on and on. But to quote Jerry Seinfeld, something's gotta give. I'm sure if I set my mind to it, I could name a recent big-budget film that would have benefited from greater length. But a list of the big-budget films that would have been substantially improved by a zealous trim is... well, awfully similar to a list of big-budget films, period. I can't say whether I might enjoy a Transformers movie that was under two hours long—but one reason that I can't say is because the ones that Michael Bay has offered up to us have clocked in at 144, 149, and 154 minutes respectively. And it's not just the summer blockbusters: Les Miserables was a polished, well-crafted film that labored under the misconception that viewers wanted to pass the 19th century in real time. And don't get me started on Peter Jackson's first installment of The Hobbit or, like the movie itself, I might never stop. The only 140-minute-plus movie of the past two years that I can recall fully earning its running time was Zero Dark Thirty. But on we go nonetheless, with our Man of Steels and our Lone Rangers and our White House Downs, with movies that seem, at some point around the two-hour mark, to gradually morph from honest efforts at entertainment into acts of mild cinematic bullying. That likable character actor hovering at the periphery of the plot will turn out to be the surprise villain-in-chief. Some idle incident from the first act will reappear as the crucial, and in most cases nonsensical, hinge of the climax. The anesthetic liberalism of the hero will give way to a reluctant (yet quietly gleeful) embrace of force. And a non-incidental number of cars/trains/ buildings/cities/planets will be made to explode ostentatiously, though with as little moral weight as can plausibly be arranged. The Lone Ranger hardly invented this formula. But seldom have its defects been laid so bare.

rganic farming system in India is not new and is being followed from ancient time. It is a method of farming system which primarily aimed at cultivating the land and raising crops to keep the soil alive and in good health by use of organic wastes to release nutrients to crops for increased sustainable production in an eco friendly pollution free environment. The most important reason for a farm however to make its own organic inputs is that it makes good economic sense. An organic farm has to necessarily make as much of its bulk inputs as possible where the savings are enormous. Organic products that can be made on a farm are: 1. Compost: A huge quantity of crop wastes/residues and animal wastes are always available on a farm. The common practice is to burn plant wastes which, besides being an environmental disaster, are also a waste of the huge potential of these residues. Properly recycled residues form excellent compost in one to six months, depending upon the composting process used. 2. Vermicomposting uses earthworms to eat and break up the organic wastes. Methods can be aerobic or anaerobic and above ground or below, though the best way to get high quality compost quickly is to make a heap above the ground. A by-product of vermicomposting called vermiwash which can be collected at the base of the vermicompost tank also serves the same purpose. 3. Biodynamics (BD): It is essentially a science of life forces and recognition of the role of nature and "higher forces" in agriculture. It was conceived by Rudolf Steiner in Germany in the 1920s. BD 500 - Also called horn-manure, this is made from fresh cow dung fermented in a cow horn that has been buried in the soil for six months, through autumn and winter. BD 500 is used as a soil spray. Its purpose is to stimulate the growth of roots and help form humus. BD 501 - Also called horn-silica, BD 501 is made from powdered quartz which is packed inside a cow horn and buried in the soil for six months, through spring and summer. BD 501 is applied as a foliar spray. Its purpose is to stimulate and regulate growth of plants.

Twitter Quietly Changes India A The Wall Street Journal
s digital milestones go, it's easy to freight this one with exaggerated significance. On Wednesday, Gujarat Chief Minister Narendra Modi ended Union Minister Shashi Tharoor's long reign as India's most popular politician on Twitter. As of Thursday night, Modi had about 1.8 million followers, a figure for the most part exceeded only by those at the pinnacle of cricket or Bollywood. For Modi's more excitable devotees, some of whom seem to spend all their time on the micro-blogging site, their leader's latest feat is no doubt evidence of his unstoppable ascent to the prime ministership next year. It echoes a series of opinion polls that show him as the country's most popular leader, comfortably ahead of his putative (nondigital) rival, Congress Party Vice President Rahul Gandhi. That Gandhi is a no-show on Twitter only highlights a frequent charge against him: He's aloof from ordinary people. He supposedly lacks the political instincts to successfully lead his party into battle. Common sense, however, suggests a more modest place for tweeting and "liking" in India's complex electoral landscape. Simply put, social media boosters exaggerate the role Facebook and Twitter can play in a country where only an eighth of the population has access to the Internet. Indeed, the real significance of technology lies elsewhere. By breaking the left-leaning intelligentsia's monopoly on ideas, Twitter and Facebook have the potential to offer an alternative to the reductive identity politics and populist economics that hobble India. Ultimately, it's only by winning the war of ideas that reformers can hope to permanently transform the country's political landscape. But first, the case for social media's new salience in electoral politics. Earlier this summer, a widely cited report by Mumbai's Iris Knowledge Foundation and the Internet and Mobile Association of India claimed that 78 million Facebook users will "wield a tremendous influence" over 160 of India's 543 directly-elected parliamentary seats. In these so-called "high impact" constituencies, Face-
book users constitute either 10% of the total vote, or command greater numbers than the margin of victory in the 2009 election. On the surface, this calculation appears plausible enough in a back-of-the-envelope way. In India's first-past-the-post system, it often takes as little as 30% of the vote to win
an election, so a 10% vote share is not to be sneezed at. Urban areas with a high concentration of Facebook users, which include not only the five biggest cities but also second and third tier cities, loosely match with regions where anti-government protests decrying corruption and failure to prevent violence against women have bubbled up since 2011. Modi's outsized fan following on Facebook—with nearly 2.2 million "likes" his page dwarfs Gandhi's by a factor of eight—mirrors his favorability ratings in urban India. Many of the 75-odd urban seats where the Congress appears most vulnerable, according to pundits, also happen to be where the country's Facebook users are concentrated. On closer examination, though, there's less to the argument than meets the eye. In a country where voting often breaks down by caste or religion, there's no evidence to suggest that any voter's primary identity is "Facebook user" or "Twitter follower." And going by precedent, India's middle class is more adept at squabbling over politics at a dinner party than actually showing up to vote, much less at organizing and campaigning. Moreover, the numbers simply don't add up. India's 78 million Facebook users make up
merely 6.5% of the population. Twenty million Twitter users constitute less than 2% of the population. Nobody knows for sure how many of these are pimply teenagers rather than potential voters. To put this in perspective, Barack Obama alone has nearly 1.5 times as many followers (about 33 million) as the entire Indian Twitterverse. And though the consulting firm McKinsey expects the number of Internet users in India to more than double to 330 million by 2015, much of this expansion will likely happen too late to substantively affect an election barely 10 months away. This is not to suggest that social media commands no influence at all. To begin with, it levels the playing field for the opposition. In effect, Modi has fashioned a way to appeal over the heads of journalists and directly to his supporters. Twitter trends increasingly help determine what appears on cable news each evening. In Delhi, anti-corruption activist Arvind Kejriwal's Aam Aadmi (Common Man) Party hopes to use Twitter, Facebook and Google Hangout to fight the better established Congress and BJP. Nonetheless, it's in the war of ideas that social media can be central rather than peripheral to India's future. Effectively, Twitter and Facebook have accelerated India's process of rejoining the world from which it had divorced itself for four decades by pursuing economic autarky. Regardless of whether it is the best way to deal with corruption, the threat of radical Islam or the folly of reckless populism, the time where a handful of elites can effectively control the "commanding heights" of the debate is ending. The existence of a large and well-educated Indian diaspora, three million strong in the U.S. alone, quickens this process. For the first time since India's brain drain began in the mid1960s, overseas Indians can actively engage in the national conversation. Indeed, some of the most prominent Indians on Twitter are based in Houston, Singapore and New York. A country the size of India won't change overnight. But those interested in social media's growing role ought to pay less attention to its likely negligible impact on the upcoming election, and more to how it shifts the parameters of debate.
Egypt’s misguided coup

gyptians may claim there was something unique about the people-powerbacked military coup that unfolded Wednesday in Cairo. But the world has witnessed many such putsches in the past half-century. From Buenos Aires to Bangkok, crowds have begged generals to oust democratically elected governments and cheered when they responded. Without exception, the results have been dismal: violence, if not civil wars; massive human rights violations; decades-long political conflicts. Oh, and by the way, those removed from power sooner or later have returned. The Islamic character of Egypt’s ousted government should not obscure the way the country resembles Argentina, Venezuela, Turkey, Thailand and other developing nations in which free elections after decades of autocracy have brought a new elite to power. Once in office, new governments made up almost entirely of novice officials frequently overreach. They battle with the old establishment in the bureaucracy, judiciary and media. They write new constitutions in an attempt to lock in their electoral advan-

tage. They tread on civil liberties. And, more often than not, they badly mismanage the economy by adopting populist measures that cater to their political bases. In those respects, the government of Mohamed Morsi differed little from those of Juan Perón in Argentina, Hugo Chávez in Venezuela or Thaksin Shinawatra in Thailand. However, its excesses fell well short of those of Chávez, or Chile’s Salvador Allende; unlike Shinawatra or Perón, Morsi did not set up militias or establish death squads. Although his government failed to compromise with opponents and sought to concentrate its power, it made only modest attempts to impose its Islamic ideology on the country and did not seek to alter Egypt’s capitalist economy, which was slowly sinking but not imploding. It preserved crucial foreign relationships with the United States and Israel. Cairo’s secular middle class consequently had far less cause to take to the streets last weekend than did the pot-bangers in Allende’s Chile, the general strikers of Caracas or the yellow shirts of Bangkok. They can, however, expect much the same results — which will be anything but the

For that, Egypt’s opposition need only have looked to Turkey, where massive crowds are forcing the Islamist government of Recep Tayyip Erdogan to back away from its authoritarian excesses while preserving the constitutional order.

n reference to the notification of the NPSC regarding the NPSC civil service exam 2013, I am constrained to seek clarification from the various departments of Nagaland. This year the No. of posts advertised is only 56 and while hoping that there could be an addition, 12 posts of taxes inspectors has been kept in abeyance, now the total comes to 44. The vacancies notified by the NPSC were from the 3 departments only- Personnel & Administrative Reforms, Excise, and Home Guards & Civil Defence, excluding the Taxation department since the 12 posts advertised has been kept in suspension. Now, here comes the question. Does only 3 or 4 departments exist in Nagaland? There might be a pretext or a delay by the other departments that the posts to be requisitioned are under the process but which cannot be simply accepted since ‘time factor’ matters a lot, only one month left for the prelims exam. Besides everything cannot be brushed aside in the name of ‘process’. While accepting that there are departmental & technical exams as well, it is a fact that 100% of the vacancies are not or to be filled through departmental or technical exams alone. Mention may be made here that technical staff do not constitute even half the total workforce of the state. It is also imperative to mention that besides the state secretariat, the directorates and the chief engineers offices are the highest offices in the state. Over the years we have heard of incidents which were quite dangerous and amusing, if you have forgotten then let me remind you of the half man half eagle creature or the story of a newly born baby talking or the story about monkey man. Some of these stories were life threatening as during the whole half man half eagle fiasco people started shooting birds in the dark, banging the doors, shouting "yate nahibi yate nahibi" (don't come here) to some dumb birds, as if the bird can understand nagamese. It's quite ridiculous how we as Nagas are do gullible to everything and anything it's small wonder how easily the ministers and others can fool us after all some of them are quite shrewd. Coming to today's issue I have read that the colour black is a sign for anti Christ or some other mumbo jumbo. My first reaction is WOW, I think I will have to throw away my black underwear, my black leather jacket, my black shirts and unfriend black friends. If you honestly believe that black is a symbol for satnism then are you suggesting we be incapacitated by fear every night? do we have to sleep early? is that a ghost in the corner in the room? ah it's just my cat trying to be cute and cuddly. When are some people going to learn that there is a fine line between being careful and gripped by paranoia. It's okay to stir clear of anything that will displease God but it's utterly stupid to think that a particular color will displease God. It's okay to drink in times of celebration but it's not okay to becoome a drunkard, just like it's okay to fornicate after marriage and not before. Do you know who or what we should be careful of? People who are born stupid or people who have the inability to think more than what meets the eye. I guess we are expecting too much of them to smarten up because when that happens pigs will indeed fly, my dear sir /ma'am. Why we donned this black coloured profile picture is because we want to show our support against the anti social elements, namely all the NSCN or UG. I know it's ridiculous. More than a thousand thoughts raced through my head thinking, "just because I do this, it's not gonna change anything or stop a war" but you know what, some of us did it anyway because we like to show support any way we can. Not everyone of us are in Nagaland right now and even if many of us wants to join a rally or what not, we can't simply because we aren't physically there. Therefore we try to shoe support anyway we can. There are a lot of fear being spread amongst us. I get it, everyone is a little edgy with the whole disintegration of our society by the UG or Satan cult but isn't it time we just stir clear of stupidity. Even in the bible it is written that being stupid is a sin. Next time please think outside of the box, consult a pastor or pastors, try google, do anything which will help you broaden your knowledge and wisdom but please for God's sake stop spreading rumors. Food ordinance will not cause financial burden: Congress
New Delhi, July 5 (PTi): President Pranab Mukherjee on Friday signed the ordinance on Food Security to give nation’s two-third population the right to get 5 kg of foodgrains every month at highly subsidised rates of Rs. 1-3 per kg. Mukherjee cleared the ordinance, which was received by the President’s Secretariat last night, ending speculation that he may not be in a rush to give his nod in the wake of strong reservations over its present form expressed by BJP, Left and some other major parties. The Food Security programme will be the biggest in the world with the government spending estimated at Rs. 1,25,000 crore annually on supply of about 62 million tonnes of rice, wheat and coarse cereals to 67 per cent of the population. The Cabinet, which had last month deferred a decision on the issue following differences within, had approved promulgation of an ordinance to implement the Food Security Bill on Wednesday. The Ordinance comes just weeks before the scheduled Monsoon session of Parliament and political parties demanding
that the Food Security Bill be debated in both Houses before being passed. Left parties attacked the government for taking the ordinance route saying the UPA-II has shown contempt for Parliament while BJP termed it an “election gimmick” saying Congress was running away from a debate in the House. Samajwadi Party, a key outside supporter of UPA, also sharply opposed promulgation of the ordinance saying it was undemocratic and the programme would derail the food economy. The Ordinance will have to be approved by both the Lok Sabha and the Rajya Sabha within six months of promulgation. The measure will guarantee 5 kg of rice, wheat and coarse cereals per month per person at a fixed price of Rs. 3, 2, 1, respectively. However, about 2.43 crore poorest of the poor families covered under the Antyodaya Anna Yojana (AAY) scheme under PDS (Public Distribution System) would continue to get 35 kg of foodgrains per family per month but with legal entitlement.

New Delhi, July 5 (iANS): The Congress Friday said the ordinance on food security, approved by the union cabinet Wednesday, would not be a financial burden on the economy, and would help battle malnutrition and hunger. “The food ordinance will help battle malnutrition and hunger in the nation. The food security ordinance will not impact fiscal deficit or affect financial management of the country,” Congress general secretary Ajay Maken told reporters at a joint press conference here with Food Minister K.V. Thomas. The ordinance, said Maken, has been sent to President Pranab Mukherjee, and the government awaits his consent. He said the ordinance would bring an additional burden of Rs.23,800 crore, which was negligible given the plan size of Rs.5.55 lakh crore. “As per our calculations, Rs.23,800 crore would be the additional burden on the exchequer after it (food security ordinance) is implemented. Out of the total plan budget of Rs.555,000 crore, an amount of Rs.23,800 crore is negligible and won’t have any effect on the exchequer,” he said. Maken also added that the expected cost of Rs.1,24,723 crore in implementing the ordinance would have no adverse impact on the fiscal deficit target of 4.8 percent of the gross domestic product (GDP) this financial year. “There are reports that it is not possible to implement it technically and financially, but all things have been well thought out,” he said. Stating that the Congress was merely implementing its 2009 poll promise, the party general secretary said the legislation should not be linked to the upcoming elections in five states and the 2014 general elections. Terming it a “dream of top leadership, including Sonia Gandhi, prime minister and Rahul Gandhi”, Maken said the ordinance, which is expected to benefit around

RANchi, July 5 (iANS): In a massive operation against the Maoists, security forces have laid siege to a hill in Jharkhand, entrapping nearly 250 guerrillas by cutting their supply lines, police said here on Friday. New Delhi, July 5 (PTi): In a bid to clear the huge backlog of cases, the Chief Justice of India-designate Justice P.Sathasivam plans to put in place special courts to deal with the cases relating to offences against women, children and compensation claims. “The cases pertaining to offences against women and children will be given priority and more special courts should be set up across the country to deal with them,” says the judge, who will take over as the 40th CJI on July 19. Justice Sathasivam, who did not consider the pendency of cases as “alarming”, however, expressed concern over the fact that crimes against women are increasing. He feels the issue can be effectively tackled by setting up more courts for women and children, besides the com-
pensation matters, as they constitute one-third of total pending litigations. “We have already identified the areas in which the courts have to concentrate and in association with the Government of India. We have constituted and are going to press for more separate courts for women and children, juvenile justice and matter relating to compensation either under Land Acquisition Act or Workmen Compensation Act,” the CJI-designate told PTI in an interview. Over three crore cases are pending in various courts across the country, according to information provided by the government in Parliament earlier this year. Responding to a query as to which issue he would accord priority as the CJI, Justice Sathasivam said, “According to me, the pendency of litigations all over India
starting from subordinate courts and ending with the apex court is the first priority.” He said, “If separate courts are constituted for these two branches, one for women and children and another for the compensation matters, pertaining to Land Acquisition, Motor actions cases, and compensation, these will take away one-third of the arrears from main pendency.” The CJI-designate said that he will continue with practise of his predecessors in the apex court to accord primacy to cases pertaining to women and children, the life sentence matters, and the accused who are in jail. “In the same way, we are requesting the High Courts also. Many High Courts have already started this method and the subordinate courts also. On the basis of our requests, High Courts have issued directions to all the district judges to give priority to these type of matters, old cases and senior citizens’ cases,” he said. The judge also stressed that the matters relating to award of compensation be segregated from other conventional cases. “See, the victims, the affected parties must get their compensation soon. So for this, litigations have to be segregated from the other conventional litigations and the courts have to give priority to such cases. We are asking the courts to concentrate only on these cases till they hear and decide a certain numbers of cases,” Justice Sathasivam said. He also gave various reasons for increasing number of pending cases in courts across the country. “As far as pendency is concerned, no I won’t say it is alarming, it is welcome, because you know that now India has developed much and is developing more international relations, many companies are coming (here), and definitely many litigations will also follow...,” he said. Apart from this, various new laws such as the Domestic Violence Act, the Negotiable Instruments Act have led to filing of “lakhs of cases” in the country, Justice Sathasivam said. The judge also cited the increased awareness, matrimonial disputes and the proximity to the apex court as reasons for increase in the pending litigations. “The main thing is more awareness and many new legislations. If I want to say in one sentence, it is more awareness among the citizens. In those days, normally people were satisfied with some order of the government or lower level judiciary. Now they want to take the matters up to the Supreme Court,” he said.

New Delhi, July 5 (ThomSoN ReuTeRS FouNDATioN): Women and children who have survived deadly floods in India could now be at risk of being sold as brides or into domestic and sex work by traffickers preying on vulnerable families, aid agencies say. The floods and landslides, triggered by heavier than normal monsoon rains more than two weeks ago, have killed more than 580 people in Uttarakhand, a popular Hindu pilgrimage destination. At least 3,000 people remain missing. Aid workers and government officials, struggling to negotiate roads blocked by landslides to get to remote mountain villages, say tens of thousands of people have been hit by the disaster. In the worst-hit districts of Rudraprayag, Chamoli and Uttarkashi, homes, crops and livestock have been washed away by the deluge and hundreds of roads, bridges and buildings are in need of reconstruction. “People have lost everything. Their homes and livelihoods have been ruined. Many people who were earning incomes from the religious tourism industry such as in the hotels, shops, restaurants and as porters, will have no jobs now,” Debrabrat Patra, Action Aid’s regional manager, told the Thomson Reuters Foundation by phone from Badrinath, part of the disaster zone. “Trafficking of young girls happens here due to pov-
erty, and families are often coerced into accepting money from traffickers who marry their daughters to older men in other states, rather than pay a large dowry for them. After the floods, this is likely to worsen as people are poorer and more desperate.” South Asia, with India at its centre, is the fastest-growing and second-largest region for human trafficking in the world, after East Asia, according to the United Nations Office for Drugs and Crime (UNODC). Over 150,000 people are known to be trafficked within South Asia every year, but the trade is conducted underground and the real number is likely to be much higher. Thousands of young girls are trafficked in India alone, including many from Nepal and Bangladesh, and sold into forced marriage, bonded work as a prostitute or as a maid or paid for their organs. Save the Children India said that children - both boys and girls - were most at risk. “In these kinds of emergencies, children are the most vulnerable and trafficking is a serious issue. Children can easily be exploited in the hopelessness, poverty and chaos that follow a disaster,” said Save the Children’s Devendra Tak, adding that it was essential to create “child-friendly spaces”. “Their homes are destroyed, their schools are either damaged or being used as relief camps. They have nowhere to go. They need to be in a safe, protected environment.”

‘Political parties shouldn’t promise freebies to voters’ New Delhi, July 5 (PTi): Freebies promised by political parties in their election manifestos shake the roots of free and fair polls, the Supreme Court on Friday said and directed the Election Commission to frame guidelines for regulating contents of manifestos. A bench of justices P Sathasivam and Ranjan Gogoi said though the election manifesto is published before the code of conduct comes into force, the Commission can make an exception by bringing its within code of conduct. The judgement can have wide ramifications and can put a curb on political parties promising different types of freebies like distributing laptops, TVs, grinders and mixers, electric fans, four gram gold thali and free foodgrains if voted to power. “There is no guideline for regulating the contents of election manifesto. We direct the Election Commission to frame guidelines on it,” the bench said. “We direct election commission to take up the task (of framing guidelines) immediately,” it said. The apex court also said that separate legislation should be made on this issue. It said freebies promised by political parties disturb the level playing field among players contesting the polls and vitiates the election process. The bench, however, dismissed the plea challenging J Jayalalithaa government’s decision to implement AIADMK’s poll promise of free household items to voters, saying that under the present law, promises of freebies made in the manifesto do not amount to corrupt practices. Syrian opposition bloc urges world to protect Homs
BEIRUT, JULY 5 (AP): Syria’s main opposition bloc on Friday urged the international community to take action to protect civilians in the cities of Homs and Daraa that have been targeted by military as part of a government campaign to regain control of the territory it lost to the opposition.The appeal comes as opposition figures meet in Turkey to elect a new leadership, including an interim government that would try to run rebel-held territories in Syria.The Syrian National Coalition appealed to the United Nations and Western countries that have supported the opposition in Syria’s civil war “to intervene immediately” and provide food and medicine to the besieged, rebel-held areas of the central city of Homs and Daraa in the south, where the
uprising against President Bashar Assad’s rule began in March 2011. More than 93,000 people have been killed in the conflict that began as peaceful protests but turned into an armed revolt after opposition supporters took up arms to fight a brutal government crackdown.The government controls much of Homs, Syria’s third largest city, while several neighborhoods in the center are opposition strongholds. While Paes lost his men’s doubles semifinal, Mirza went out of the mixed doubles at the quarterfinal stage. Bopanna on the other hand, lost both his, men’s doubles semifinal and mixed doubles quarterfinal, matches on the lone grass court major. Bopanna partnering France’s Edouard Roger-Vasselin lost a five-set battle to top seeds Bob and Mike Bryan of the United States. The tire supplier wants all teams to remain within the prescribed pressure limits and to stop switching tires from left to right and vice versa. loNdoN, July 5 (aFP): Germany's Sabine Lisicki admits winning the Wimbledon final against Marion Bartoli on Saturday would be the perfect way to cap her remarkable recovery from a devastating injury that threatened to ruin her career. When Lisicki walks onto Centre Court for her first Grand Slam final this
weekend it will be both the culmination of a childhood dream and also a fitting end to a tale of redemption that started three years ago. The 23-year-old German's joyful celebration at the conclusion of Thursday's dramatic 6-4, 2-6, 9-7 win over Polish fourth seed Agnieszka Radwanska was a far cry from the dark days
of 2010 when she was on crutches for months after sustaining a serious left ankle injury at Indian Wells. Unable to walk and with her promising tennis career in the balance, Lisicki was at a crossroads. But she refused to bow to suggestions that it might be better to leave tennis rather than risk further damage to her
body. And after five months of rehabilitation, she was finally able to return to action. Even then the journey back to top had to be taken one step at a time. By the end of 2010 her ranking had slipped from 23 to 179 and in March 2011, she was down at 218. But later that year she reached the Wimbledon semi-finals as a wildcard and hasn't looked back since. Beating French 15th seed Bartoli in a battle of two players both looking for their first Grand Slam title would be the icing on the cake for Lisicki, who has become the darling of the Centre Court with her beaming smile and allaction play. "I always believed. Always. No matter what happened. I can still remember when the doctor told me that I have to be on crutches the next six weeks," Lisicki said. "That period made me such a much stronger person and player. I know anything is possible after learning how to walk again. "I love the sport so much and I miss it when I cannot be out there on the court. It just gives me the belief to overcome anything." Lisicki's tale of triumph in adversity carries extra resonance at Wimbledon, where her compatriot Steffi Graf enjoyed so many great days. Victory this weekend would make Lisicki Germany's first champion at a major since Graf beat Martina Hingis to claim the 1999 French Open. Graf, who sent Lisicki a good-luck text ahead of the semi-final, was also the last German to reach a final at a major when she was runnerup to Lindsay Davenport at Wimbledon that same year. And Lisicki, who caused one of the great Wimbledon shocks when she defeated five-time champion Serena Williams in the fourth round this year, admits success at the All England Club would fulfil a wish she first had as a child at home in Troisdorf.

Anelka signed for Chinese side Shanghai Shenhua at the start of last season but finished the campaign back in Europe with Italian giants Juventus.
