Imtilemba appointed as Nagaland NCP President DIMAPUR, MARCH 5 (MExN): MLA Imtilemba Sangtam has been appointed as the President of the Nagaland state unit of the Nationalist Congress Party, with immediate effect. This was intimated by the President of the NCP, Sharad Pawar, in a letter addressed to the former, made available to the media. In a separate letter, the NCP national President also appointed MLA Mmhonlumo Kikon as Central Observer of the NCP for the North Eastern states, with immediate effect.

KOlKATA, MARCH 5 (IANS): Film personalities Moon Moon Sen Deb, Shatabdi Roy, and former Indian soccer skipper Bhaichung Bhutia figure in the list of candidates of the Trinamool Congress for the coming Lok Saba polls, party chief Mamata Banerjee said on Wednesday. Bhutia will contest the election from Darjeeling, and Deb from Ghatal in West Midnapore district. Sen, daughter of legendary Bengali heroine Suchitra Sen and herself a film actress, will be in the fray from Bankura.
NEw DElHI, MARCH 5 (IANS): India will elect a new parliament over nine days in April-May in the world’s largest democratic exercise, with the Election Commission Wednesday saying the results will be declared May 16. Political parties across the spectrum, already in election gear, largely welcomed the staggered exercise. The BJP exuded confidence it will win the battle but the ruling Congress rubbished the claim. A whopping 814 million Indians -- almost the combined population of Russia, the US, Brazil and Bangladesh -- will be eligible to vote in the 16th parliamentary election to elect the 16th Lok Sabha, the House of People or what is called the lower house. This is an increase of some 100 million from the 2009 election -- and a sharp rise from the 176 million of 1951 when newly independent India conducted its maiden Lok Sabha election. Along with the Lok Sabha polls, Sikkim, Odisha and Andhra Pradesh states will elect new assemblies, Chief Election Commissioner V.S. Sampath said while unveiling the staggered election schedule at the Vigyan Bhawan convention centre. “Credible elections are the very soul and hallmark of any democratic system,” Sampath told the media. Sources informed Newmai News Network that the Ministry of Home Affairs has written to UNC leaders in Delhi re-assuring the formation of the HPC, but that an order to this effect was not issued. “Though the officials of the MHA had not revealed the reason for not issuing the order today, it appears that technical difficulties could have been the factor as the Election Commission of India has announced the schedules of the 16th Lok Sabha polls. Chief Election Commissioner V.S. Sampath later told the media that the code was vital to ensure a level playing field among various contenders for power. Money power causing concern The use of money in elections is a matter of concern, the Election Commission said Wednesday, adding that it will take steps to curb it in the April-May Lok Sabha polls. “The use of money power is a matter of concern,” Chief Election Commissioner V.S. Sampath told the media. He said
special emphasis was being given to “check the use and flow of money during the (coming) election process”. He said the poll panel will deploy flying squads and video surveillance teams among other measures to stop the possible use of money by candidates aimed at influencing voters.

NOTA to be provided in general elections Voters will, for the first time, be able to exercise the “None of the Above” (NOTA) option for candidates in the Lok Sabha polls, the Election Commission said Wednesday. Chief Election Commissioner V.S. Sampath said the entire election will be held using electronic voting machines (EVMs), and that the NOTA option will also be provided. “The 2014 Lok Sabha polls shall be held with EVMs,” he said, adding that appropriate instructions will be issued regarding the NOTA facility.

The Election Commission of India has set April 9 as the date for polls to be conducted in Nagaland state, for the upcoming Lok Sabha Elections. The issue of notification for the polls is set on March 15, while the last date for filing of nominations is March 22. Scrutiny of nominations will be done on March 24 and the last date for withdrawal of candidature is set at March 26. The counting of votes will be done on May 16 and the election process is scheduled to be completed before May 28 Chief Electoral Officer (CEO) Nagaland, Sentiyanger Imchen, IAS, in a media briefing today, said that a total of 11,74,663 electorates comprising of 5,94,572 males and 5,80,091 females will be exercising their franchise in Nagaland state, spread across 2059 Polling Stations. The CEO for Naga-
land informed that elections to the 13th Lok Sabha in the State of Nagaland will be conducted with Electorate Photo Identity Card (EPIC). He informed that the printing of EPIC has started. The department expects the first consignment to reach within a few days. First, it will be covering Dimapur I & II, Tening and Kohima. He stated that the Election Commission desires that EPIC should be distributed, adding that this time voters will be able to vote only if they have EPIC. As of now EPIC is going to be compulsory for voting, he stated. He also said that Election Commission desires that along with the election process, before the voting take place, Systematic Voters Education and Electorate Participation (SVEEP) programme should be strengthened. ECI lays down code of conduct With the announcement of election date, the Model Code of Conduct has been enforced. As per, the election code of conduct, the ECI has called upon the party in power not to use its official position for the purposes of its election campaign and issued directives for fairness in the use of public property for electioneering purposes. It also notified against Ministers combining their official visit with electioneering work and against the use of official machinery or personnel during the electioneering work. It further cautioned against the issue of advertisement at the cost of public exchequer in newspapers and other media and the misuse of official mass media during the election period for partisan cover-

For the time of the elections, Ministers and authorities cannot announce any financial grants in any form or promises and cannot lay foundation stones etc. of projects or schemes. The ECI also directs against the making of any ad-hoc appointments in Government, Public Undertakings. The commission further directs that official vehicles cannot be used for electioneering work. ‘Official Vehicles’ include all those belonging to the Central Government, State Government, Public Undertakings of the Central and State Government, Joint Sector Undertakings of the Central and State Government, Local Bodies, Municipal Corporations, Municipalities, Marketing Boards (by whatever name known), Cooperative Societies, Autonomous District Councils, any other body in which public funds, howsoever small a portion of the total are invested and vehicles belonging to the Ministry of Defense and the Central Police.

SBI donates ambulance under Corporate Social Responsibility CHUMUKEDIMA, MArCH 5 (MExN): State Bank of India, the country’s largest bank, today donated an ambulance to People in Need Foundation, Dimapur (PINF). Dr. Ashwani Kumar, Governor, Nagaland, formally handed over the keys to Joe Ngamkhuchung, Chairman, PINF, in a function held at Police House, Chumukedima. The ambulance has been donated to enable PINF to provide better medical and relief services to the needy people of the villages surrounding Dimapur, and to render various humanitarian services like taking the sick and ailing poor patients of remote areas to hospitals. PINF Chairman, Ngamkhuchung, in a brief speech highlighted his association with HIV/AIDS. Giving a brief on the history of PINF, he informed that the foundation essentially started as organization working for HIV/AIDS, and “expanded to the differently- abled persons.” Ngamkhuchung thanked SBI for donating the ambulance and stated that the ambulance “would add quality to our service.” The Governor, in his speech, appreciated the no-

Weekly bazaar opens at Mangkolemba town
MANgKolEMbA, MArCH 5 (MExN): A much-needed weekly bazaar was started in Mangkolemba town on March 5 much to the excitement of the public. For years, the people of Mangkolemba were yearning for a market. Seeing the necessity and the various facilities and opportunities that come with it, a group of 12 friends formed the Mangkolemba Town Marketing Committee (MTMC) in 2012 and initiated with the noble goal of starting the much required market for the public. A press note stated that a short prayer programme in the morning marked the
start of the Wednesday bazaar wherein Mangkolemba Adhoc Town Committee, local church leaders, Mangkolemba Ao Lanur Telongjem, all ward chairmen and gaonburas and people from all walks of life participated. Along Longchar, convenor of MTMC, chaired the inaugural programme. In his inaugural speech, president, MTMC, Medemkaba Walling highlighted the various market surveys done and the struggles faced in locating the right businessmen and vendors from Mariani and Nagachari in Assam and also from the nearby villages. "We (Congress) are prepared for the elections. We are optimistic that the people in the region will throw their weight behind the Congress because of its revolutionary legislation and schemes launched by the party-led United Progressive Alliance government," Sangma told IANS. "We are going to do well in Assam, Mizoram, Manipur, and Arunachal Pradesh. In Meghalaya we will retain the Shillong parliamentary seat and we are also optimistic that the Tura parliamentary seat (represented by Nationalist Congress Party MP Agatha K Sangma) will go in favour of the Congress this time," he said. "Though Tripura and Nagaland are tough turf for the Congress, but nonetheless we are hoping to do better in both these states," added Sangma. Of the 25 seats in the region (14 in Assam, two each in Tripura, Meghalaya, Manipur and Arunachal Pradesh and one each in Mizoram, Nagaland and Sikkim), Congress secured 13 in the last Lok Sabha polls in 2009 while the Bharatiya Janata Party got four seats.

Reiterating that he doesn't see Modi becoming a prime minister, he said: "Any person having fundamentalist background in this country cannot aspire to become prime minister. The whole issue (Modi's prime ministerial candidature) is being driven by this group which had hand in unpleasant things in the history of India. "What would happen to India if Modiji a hardcore RSS man becomes the next prime minister? Imagine they (RSS) are going to pull strings behind the functioning of his government which is going to be dangerous for this country," he said.

Nabakishore Singh. Along with the announcement, the chief electoral officer also disclosed the Election Commission of India’s (ECI) election schedules for the Lok Sabha elections 2014. ith the inauguration of Nagalands first Medical college at Kohima, the Nagas can finally heave a collective sigh of relief and joy. It is indeed a historic and landmark event. A long cherished dream of our people and a truly laudable effort of the present government. There, however, have been a couple things playing at the back of my mind which (albeit hesitantly) I wish to share on this very public platform. First, I want to reassure anyone reading this, that, I am not politically affiliated or motivated, nor driven by any other agenda. Bringing a Medical college to the
State is tremendous feat, one that requires a lot of political will. As the wise say, give credit where credit is due, no one can deny them of their achievement. However, switching gears for a second, what’s confusing is the choice of location of setting up the institution. Kohima is the State capital, Angami are great people and the climate is chilly and nostalgic, but it has its drawbacks too. Horrendous traffic snarls, acute water shortage, steep roads not conducive to commute et al, to name a few. With 45% reservation for Naga students, it’s understood that the remaining 55% would be filled by
a pan-India intake. Dimapur with good rail, road and air connectivity seemed like a very strong contender. It’s a certainty, however, that Kohima was not chosen at random, like in a lottery. There, without doubt, are certain outstanding merits of Kohima which could not simply be overlooked by the State government. It was fulfilled and she gave birth to a boy and name Samson. He grew and the Lord blessed him. And the sprit of the Lord began to move on him. This is beginning of the Samson life. His name Samson means “Sunny”. Samson life begins with bright. Initially he did bring sunshine to his home and to the people of Israel, but ended in the darkness. Samson was dedicated to the Lord. His life was influence by spiritual life, because he was born in godly home but he rejected. Samson began his ministry blessed by the Lord and closed his life mocked by heathen crowd. Samson decision was opposed by his parents. But he refused the will of his parents and the will of God of Israel. Like Samson, Naga youths are born in Christian family, brought up in Christian environment, Like Samson many Naga youths are refusing to live in the will of their parents and God and ending their lives with mocking and humiliation. Therefore, learning a lesson from the life of Samson and shunning the path of Samson and living in the will of Parents and God is the only way for Naga youths to overcome the above Christian challenges and escape from the ending the life with mocking and humiliation. moKoKchung, march 5 (mExn): Mokokchung Chamber of Commerce and Industries (MCCI) held its annual general meeting here today at MMC Complex. Apart from the customary tabling and approving of departmental reports and agenda, the house deliberated on several issues pertaining to safeguarding the interests of business community and adopted a series of resolutions, according to a press release. The MCCI general body unanimously resolved to enhance the MCCI annual membership registration fee from the existing rate
to Rs.500, Rs.400, Rs.300 and Rs.200 for Grade A, Grade B, Grade C and Grade D businesses respectively. Declaring Mokokchung a free and competitive market, the house resolved to discourage monopolizing supply of goods in the market by “dubious, unauthorized, self-styled agencies, dealers and distributors.” The house also resolved to take up the matter of sanitation tax with the district administration and Mokokchung Municipal Council. The burden of paying for the sanitation and garbage disposal in the town should be shared by all the households spread
across 18 wards in the town area, which till date is being paid for by the business community alone, the house felt.The house also resolved to take up the matter of street sweepers employed by MMC with their employer as their service is found to be unsatisfactory. The meeting observed the gravity of the situation caused by unscrupulous private money lenders in the market in contravention with the provisions of the Nagaland Money Lenders Act and resolved to take the matter to the competent authority for initiation of appropriate measures. Discrimination
I
ndia has been a society based on discrimination for, our context, ever. Brahminical in nature, it has been segregated into “higher and lower” communities, and shut out the possibility of intermingling between these—Hindu “sacred” texts have legitimized this system. It allows a manual scavenger, or a teacher, no scope of aspiration except to live his/her “fate” as one and provide for their children thus. Though the constitution of India seeks to go beyond this system, the people with decision making authority in India do not. It is this framework, prescribed in Hindu religious texts through a set of rules around purity, through which India looks at people from what is now its North East. At the core of it is casteism, which perhaps gives rise to racism. If discrimination, and resulting violence in India, was about race, Hindus and Muslims in Gujarat or Uttar Pradesh would not massacre each other every decade—most hail from the same racial stock. Hindu “upper castes” would not violently punish and subjugate those from “lower castes.” Violence in India has been perpetrated centrally through caste. So where do the people from the North East of India fit into this framework? Most middle to lower income families, not to mention the vast rural hinterland, in India have never come across a person of Mongoloid origin; and often they are reduced to “impure” food habits (the Brahmins claim to be the judge of pure from otherwise). There is an air of condescension when “well educated” middle aged hierarchomaniacs in India ask, “They eat everything, right? Beef? Snakes? Dogs? Have you eaten?” By extension of this imagery, they are impure beings with principles and rules that do not fit into the “idea of India.” Anyone taking up these lifestyles is found to be outcast, which in the olden days would amount to social economic boycott. A word meant to uplift the status of discriminated minorities in India—scheduled—is used in tones of condescension and disgust. Today, the people from the North East have left their regional realm and entered the hinterland. They are meritorious civil servants, entrepreneurs, scholars—a workforce. In clothing and attire, they outdo the retrograde urban Indian styles. Politically, they are progressive in many ways. This is unfathomable for people who consider themselves superior, by birth and blood, to people of the “scheduled” castes and tribes. And it is these people who people from the North East have to continuously interact with in the urban centres of India they have to work in. Such deep rooted prejudice is difficult, if not impossible, to tackle with the help of a race commission or anti-racism law. This is a problem of equality in India—intermingling of people from varied backgrounds does not come easy here. For this, either the political system, as it is practiced, has to be broken down, or separate polities created that let people beyond caste aspire for and forge their own futures. The oppressed have already stated their aspirations and actions for decades; it is now for the oppressors to recognize this and break status quo for the sake of justice. Drawing children to schools
S
alman, 13, a student of a government school in this Haryana town, wants to become a computer engineer. The small town boy with modest hopes began dreaming big after his ill-equipped school was provided with a computer lab equipped with a dozen computers. Like the 10 other government schools in the area, Salman's Rewasan School is one of those to have benefited from a computer lab, a library, a playground and clean drinking water - and most importantly, separate toilet for boys and girls, under the Coca-Cola-NDTV Support My School campaign. "I came to this school when I was in Class 7 and this year when I came back, it had changed totally. We had so many new things," Salman told IANS, proudly showing the change through a collage. Rewasan School is the 300th in the country to have been facilitated with such infrastructure. A year back, getting a girl child admitted to the school was quite taxing but not so now - thanks to the separate toilets. "Since there were no separate toilets for girls, they had to go back to their homes, due to which their attendance used to remain very low," Rewasan headmaster Vaid Prakash Gautam told IANS. According to Gautam, apart from improving attendance, the dropout rate of girl students has also reduced. Rewasan School now has 255 girls among 738 students. "Building a toilet was very essential. Though there is still a need for more, we are thankful at least it has been built now," Shahizbi, a mother whose three daughters study at Rewasan, told IANS. At Rewasan, girls and boys are taught in different classrooms, so the importance of separate toilets can be easily be understood. "The culture of the place is such; so we have to respect their feelings," Gautam added. Similarly the school playground, which earlier lay barren, is now home to swings, merry-go-rounds and badminton and volleyball courts. "Having such a facility serves as an added attraction to the students. Such facilities are important for their development," Gautam said. Apart from providing infrastructure, the teachers at these schools have also been trained in modern methods of imparting education. "We want a holistic development of both the children and the schools, so that they can evolve into model institutions," said Suresh Reddy, director of SRF Foundation that has been engaged in training the teachers. There's one grey area, though. The schools are only till class eight and there's a question mark over the students after that. "I want to become a doctor but since our school is only uptil class eight I won't be able to study. My parents are scared so they won't send me away," Saiden, a student of Government Middle School Kanwarsika, told IANS. Like Saiden, many such girls request this visiting IANS correspondent to help upgrade their school at the earliest. "As this campaign runs on a golden triangle partnership model where the private sector, civil society, government officials and local leaders work together, we have been promised upgradation by government officials," said Sameer Pathak, public affairs and communication manager at Coca-Cola India.

t was nighttime in May of 1990, in the heyday of the cocaine boom across America. Twenty Mexican federal police officers and a handful of U.S. Customs agents, acting on a tip, descended on a stucco home on the edge of Agua Prieta, Mexico — a stone's throw from Arizona. "Policia," they yelled, guns drawn, before busting down the front door. The house was empty but looked lived in, with dishes in the kitchen and toys in the backyard. The officers moved quickly to a spacious game room, complete with a bar and a pool table, set atop a 10by-10 foot concrete panel on the floor. An informant had told them that what they were looking for was under the pool table. They moved it aside and went to work with a jackhammer. Then, a stroke of luck: One of them turned the knob of a faucet and suddenly the floor panel rose into the air — like a hydraulic lift in an auto shop, or something straight out of a Bond movie. A metal staircase led down to a stunning discovery: Beneath the house, connecting to a warehouse in the U.S. 300 feet away, was an underground tunnel outfitted with lighting, air vents and tracks on the floor to transport carts full of drugs. It was, at the time, unheard of, a new level of sophistication in the cross-border war on the Colombian and Mexican cartels that were sending tons of cocaine and marijuana north every year. "A masterpiece," retired Customs agent Terry Kirkpatrick, who was there that day, recalled of the tunnel that came to be known as "Cocaine Alley." But, he added: "None of us ... looked at it with the vision that this would be the future of drug smuggling." Nor did they know then who was behind it: The one they called "Shorty" because of his 5-foot-6 frame, a man who grew up poor and had no formal education but would rise from a small-time Mexican marijuana producer to lead the world's most powerful drug cartel. The tunnel marked the dawn of a new, craftier and more deadly era in the drug war: the beginning of the reign of "El Chapo." A week after his capture in the resort city of Mazatlan, Joaquin "El Chapo" Guzman sits in a cell in Mexico's highest-security prison, a sprawling complex surrounded by barbed-wire fences outside of Mexico City where he is held along with other highprofile drug traffickers. It is a far cry from the life he lived as the head of Mexico's Sinaloa Cartel, and further still from his beginnings in the mountain village of La Tuna de Badiraguato, Sinaloa, on the country's Pacific coast. There, Guzman was one of at least six children of a man who supposedly raised cattle but, authorities have said, actually worked in the region's main industry — growing and smuggling opium and marijuana. As a boy, Guzman was physically abused by his father, according to Michael Vigil, a former senior U.S. Drug Enforcement Administration official. And yet, with no schooling to point him elsewhere, the young Guzman followed his father into the drug trade and began growing marijuana, operating independently from the man with whom he maintained an icy relationship. By the late 1970s — when Guzman was still in his 20s — Mexican kingpin Hector Luis Palma Salazar placed him in charge of transporting drugs from Sinaloa to coastal cities on their way north to the U.S., according to "The Last Narco," a Guzman biography by journalist Malcolm Beith. Low-key and less enamored of flashy homes and cars than his colleagues, Guzman rose quickly through the ranks. By the early 1980s, he was super-
vising logistics for Miguel Angel Felix Gallardo, the founder of the Guadalajara cartel. Guzman worked as a Gallardo lieutenant for years, then emerged as one of the dominant figures on the drug-trafficking scene as Gallardo was hunted by the DEA and eventually arrested for the 1985 murder of agent Enrique "Kiki" Camarena. "He shows up as an all of a sudden, overnight thing," said Edward Heath, who ran the DEA's Mexico office during the Camarena killing. "The guy was smart enough to pick up on how things get done." Guzman was ruthless as well, said Heath. "If someone did not perform well or you become a threat, he would set 'em up. A lot of people got killed. A lot of people got sent to jail." As he consolidated power, Guzman began showing a flair for inventive smuggling. According to U.S. prosecutors and federal indictments, he opened a business disguised as an air taxi service and used two Learjets to ferry drugs. He leased warehouses in Southern California, Chicago, Newark, N.J., and San Antonio to store his product. In 1989, cocaine concealed as boxes of Mexican soap was shipped into Southern California. In 1992, Guzman and his men opened a hardware store near Los Angeles to import rolls of chicken wire mixed with hidden fiberglass compartments to store cocaine. At one point a truck driver was arrested in Mexico hauling 1,400 cases of jalapeno peppers bound for Los Angeles, each individual can containing a kilo of coke — 7.3 tons in all. Then there were the tunnels. "You could call him the godfather of tunnels along the border," said Kirkpatrick, the Customs agent at the 1990 discovery. That passageway was the first of many linked to Guzman. About a half-dozen other tunnels were found in ensuing years in California and Arizona that ran the length of several football fields and were equipped with hydraulic lifts and electric rail cars. One stretched 1,400 feet from Tijuana, Mexico, to a warehouse near San Diego, according to court records. By the early 1990s, the DEA considered Guzman among Mexico's top 10 drug traffickers, but the Mexican organizations were a secondary concern to Colombia's Medellin and Cali cartels, said Robert Bonner, who headed the DEA from 1990 to 1993. The Mexicans were mere "transporters" for the Colombians, he said. All of that changed when Gallardo's group started taking payment in cocaine instead of cash, slowly gaining control of the cocaine chain stretching from South America to the United States. Then Medellin's Pablo Escobar was killed in late 1993, and the Mexicans eventually overtook the Colombians. Guzman and his cohorts became known as the Sinaloa Cartel, and they waged an increasingly bloody war with a gang of former allies, the Tijuana-based cartel run by the Arellano Felix brothers. The feud made global headlines in May 1993 when gunmen said to be hunting Guzman opened fire on a car carrying a Catholic cardinal, blasting the prelate 14 times at close range. The slaying jolted Mexican officials out of their longtime tolerance of, and complicity with, Guzman and his allies. They put out a $5 million reward for information. Though Guzman fled to Guatemala, he was arrested less than a month after the cardinal's killing. His case filled 14 volumes of evidence on a variety of crimes — among them drug-smuggling, murder and involvement in the cardinal's killing. In 1995, Guzman was convicted and sent off to a prison in Guadalajara, where many thought he'd never be
heard from again. They would be wrong. On Jan. 19, 2001, with 12 years left on a 20-year sentence, Guzman crawled into a laundry cart and was wheeled out of prison by a guard, according to the ex-DEA agent Vigil. Guzman ordered the guard to stop their getaway car at a convenience store and then vanished into the night. The escape fueled Guzman's near-mythical status, and he grew ever more powerful. He solidified his distribution networks in Los Angeles and Chicago, which became the Sinaloa Cartel's main U.S. hubs. He expanded to Europe and Australia, sending emissaries to develop local contacts who knew whom to bribe and how to set up distribution networks. To ferry cocaine from Colombia, he began using private airstrips in Guatemala, then moved the drugs over land to the U.S., where authorities say he controlled roughly half the 1,954-mile U.S.-Mexico border. He used a Boeing 747 jet, trucks, cars, boats and rail cars to move his drugs, according to one federal indictment in Chicago. From that city, drugs spread west to Vancouver, British Columbia, and east to Philadelphia and New York. After the U.S. cracked down on methamphetamine production, Guzman expanded to that market, importing chemicals from Asia and Europe to giant labs in Sinaloa. As Mexican authorities killed or arrested his rivals, Guzman stayed on, his hold on the trade growing seemingly stronger even after then-President Felipe Calderon launched an offensive against the cartels in 2006. All the while, he evaded capture, sparing no expense on communications gear and developing a security apparatus to rival that of some countries, said one senior U.S. law enforcement official. As a result, he moved freely, attending family bashes and marrying a beauty queen, Emma Coronel, in 2007 at a well-attended party in Sinaloa. (In all, Guzman is said to have at least nine children with three women.) Guzman outlasted contemporaries by forging temporary alliances with other traffickers and sharing intelligence on rivals with government officials who killed or arrested them, said David Shirk, associate political science professor at the University of San Diego. "The Sinaloa Cartel brought economies of scale and organizational capacity but, most importantly, they knew how to knock out their rivals," Shirk said. "There's more to this than knowing how to hide the drugs. It's about good intel and good working relations with the authorities." Guzman also was mindful of his image, avoiding some of the more horrifying public displays of violence used by other cartels. Forbes magazine named him one of the "World's Most Powerful People" in 2009, provoking an angry reaction from the Mexican government. For years he also was included in the publication's list of world's billionaires, alongside Bill Gates and others. Indeed, he ran his operation like a Fortune 500 CEO. Wiretaps indicated Guzman would accept a 20 percent loss on drug shipments, said Anthony Coulson, retired head of the DEA's Tucson, Ariz., office. Anything greater would prompt him to seek new methods. "He was a thug who had capacity for great violence but also had the capacity for great, great strategic planning," Coulson said. On Valentine's Day last year, the Chicago Crime Commission held a news conference to announce a new "Public Enemy No. 1." It was the first such declaration since 1930, when mob boss Al Capone nabbed the label. Joaquin "El Chapo" Guzman, the commission said that day, was far more menacing than even Capone. "What Al Capone was to beer and whiskey during Prohibition, Guzman is to narcotics," said Art Bilek, the commission's executive vice president. "Of the two, Guzman is by far the greater threat. ... And he has more power and financial capability than Capone ever dreamed of." Capone was captured, convicted and imprisoned within two years of his "Public Enemy" designation. The hope, Bilek had said, was that the "the same thing will happen" to Guzman. The end came quickly and quietly. On Feb. 22, a U.S. wiretap directed Mexican marines to a fourthfloor condominium in Mazatlan. Guzman (whose age authorities have given as either 56 or 59) was found in a bathroom, with his beauty-queen wife and his twin 2 1/2-year-old daughters nearby. No shots were fired. At least seven U.S. courts have indictments pending against him, and several are pressing for extradition. He faces organized-crime charges in four Mexican states and in Mexico City. He could — barring another escape — spend the rest of his life behind bars. As for his organization, some predict it will go on. Drug lords come and go all the time, after all, and their empires persist when control is assumed by the next guy in line. And, certainly, not all in Mexico see Guzman or the cartel he spent much of his life creating in the same sinister light as do authorities. Wednesday night, hundreds took to the streets of Sinaloa's capital city to march in support of the man they see as a savior. "We support Chapo Guzman because he is the one who gives us jobs and helps out in the mountains," said protester Pedro Ramirez. Norteno musicians played trumpets while students in uniforms hoisted signs demanding the freedom of the native son who rose so high and, in the eyes of some, accomplished so much despite his final fall. As one banner read: "We Love Chapo."

Reflections on the Creation of Telangana
H
istorically, geographically, culturally, economically as well as politically, there is absolutely no connection whatsoever between the new Indian state Telangana and the 50 years old Nagaland state. However, as I hear and read about Telangana, I cannot help making a comparison between the new state and the 50 years old state. And as I think about the manner in which Telangana has become the 29th state of India, I am once again reminded about the special, unique and extraordinary circumstances under which the state of Nagaland was born 50 years ago. And hence this article: The demand for a separate state of Telangana is 60 years old. Now Telangana state is a reality but it suffered birth pangs for 60 years. Modern India History tells us that Andhra Pradesh was created in 1956 and that it was the first Indian state to be created on a linguistic basis. However, right from that time itself, the Telangana region did not want to be part of the Andhra state that was carved out. Appeals for a separate Telangana state were made to the then Prime minister Jawaharlal Nehru but the prime minister did not take any decision. The agitation for a separate Telangana state intensified in 1969 and a few hundred people were even killed in the agitation. If Jawaharlal Nehru did not show interest in carving a separate Telangana state, neither did his daughter Indira Gandhi. Though the agitation intensified during her rule, Indira Gandhi as Prime Minister also made it clear that she was not in favor of a separate Telangana state. Thereafter the demand for a separate Telangana state remained practically dormant for over 20 years until 2001. In the years 2001, K. Chandrasekhara Rao (KCR) floated the Telangana Rashtra Samithi (TRS) to revive the movement for separate statehood to Telangana. He even went on an indefinite fast in 2009 forcing the central government to announce that the process for formation of Telangana state would be initiated. However, in reaction to this announcement, counter-protests started in Seemandhra forcing the centre to hold consultations with all stakeholders. Thus it took a further five years for the ever elusive Telangana to take birth. Andhra Pradesh was 275068 sq. km in size (more the 16 times the size of the state of Nagaland). And now if Andhra Pradesh has been bifurcated to create two new states of Telangana and Seemandhra, the two new states would be approximately around 135000 sq km in size (still more than 8 times the size of Nagaland). It has also been revealed that the population of the new Telangana state would be around 3.5 crore and that it would comprise of 10 districts and have 17 Lok Sabha seats and 119 Assembly seats. In total contrast to the above story and figures of Telangana, Nagaland is only 16579 sq. km in size with 60 Assem-

The Ukrainian peninsula is now under de facto Russian military control with Ukrainian military bases surrounded, and control of infrastructure and strategic buildings across the region in the hands of Russian commanders. And despite increasingly harsh rhetoric and threats of the strongest possible diplomatic action from U.S. and European leaders, many experts believe that there is little the West can do to loosen Moscow’s grip on the region. Ian Bond, Director of Foreign Policy at the Centre for European Reform (CER) think tank in London, told IPS: “Unfortunately, things have got to the point where it looks that the best case scenario for the development of the present situation is that Russian troops end up staying in Crimea, the situation there will remain as it is now, and this becomes a ‘frozen conflict’.” Crimea, today an autonomous republic in Ukraine, has long had close cultural ties with Russia. It is home to the majority of Ukraine’s ethnic Russians, many of whom came there during the forced repatriation of more than 200,000 Tartars – Turkic Muslims who lived in the region for centuries – in 1944. They were sent to labour camps in Central Asia and replaced by Russians on the orders of Soviet dictator Josef Stalin who was angry at alleged collaboration between local Tartars and the Nazis during World War II. Tartars today make up a significant minority of Crimea’s population. The Crimea was also part of Russia until 1954 when then Soviet leader Nikita Krushchev made it a part of Ukraine republic within the Soviet Union. Russia has maintained a physical presence on the peninsula in the form of its massive naval base in the Black Sea port of Sevastopol, which it holds under a lease agreement with Kiev and which gives Russian troops the right to move around parts of Crimea. Many in Crimea regard themselves as Russian, and since the break-up of the Soviet Union local secession movements have had varied levels of support. And Nagas got their statehood as early as 1963 despite the fact that Nagas never aspired to be a state within the Indian union. No Nagas ever went on an indefinite fast or faced death, arrest and prosecution demanding statehood within India. (Of course, many Nagas died. But they did not die demanding statehood within India……they died asserting their independence and sovereignty against foreign invasion). Moreover the population of Nagaland is also only about 2 millions (20 Lakhs) which is not even one-seventeenth (1/17th) of that of Telangana. I do not know what the population of the Telangana region was when it first demanded for full-fledged statehood within the Indian union in the 1950s…..but it must be in terms of crores. But statehood was not given to them anyway. But in the case of the Nagas, the Nagas became the 16th state of the Indian union in 1963 despite the fact that their population was not even 4 Lakhs then. It is also worth noting that through out the long history of South India; the Telangana people had been some of the most prominent and advanced lot with their own unique history, rich culture and intellectual heritage. Of course, the Nagas (though small in number) also had their own unique history and rich culture. But when it came to the living standards, the Nagas must have been nowhere near the Telugu speaking people in the 1950s and 1960s…or maybe even now. However, despite being still a very backward lot, the Nagas were granted statehood while their much more advanced counterparts in South India were denied the same. Indeed, if we are to apply the general yardsticks of size, population or living standards, the Nagas did not (from any angle) deserve to be a full-fledged state then or even now. Then how is it that the Nagas became the 16th state of the Indian union as early as 1963 despite never asking for it and despite being very small in number as well as area. Let’s take a look: Like I mentioned in some of my previ-
ous articles, I still hold the view that Nagaland statehood within the Indian union became a reality only because of the Naga political movement. In other words, if there had been no Naga political movement, there would have been no Naga statehood. The Nehru government approved the creation of Nagaland as the 16th state of the Indian union in order to placate the Nagas and in order to present a picture to the outside world that the Nagas had willingly chosen to be a part of the Indian union. Indeed, the special and unique status of Nagaland becomes very evident when we recollect the fact that Nagaland was placed under the Ministry of Foreign Affairs after its creation (I think it was only in 1972 that Nagaland was shifted from the Ministry of Foreign Affairs and placed under the Ministry of Home Affairs). All these make one to realize how intense, strong, noble and genuine the Naga national movement must have been that the Indian government even agreed to make the Nagas a fullfledged state in India even though the concept defies all logic and reason. The constitution of India says that a new state can be created if the union parliament decides that such a creation is needed in the interest of the nation. The constitution further goes on to say that the union parliament need not necessarily consult the concerned state or states for the creation of any new states. However, India is a land of multi-languages, multireligions, multi-races, multi-cultures and multi- philosophies. Therefore, whenever India decides to create a new state, it has always resulted in high dramas and unprecedented political tamashas. However, contrary to this usual phenomenon, the decision of the Nehru government to create a separate full-fledged statehood for the Nagas did not create much ruckus in the parliament – other than the intense debate that erupted over the name that was to be given to the new 16th state of the Indian union. olution came to an end, calls for independence in Crimea grew louder, as did those for help from Moscow as clashes broke out among pro-Russian and pro-Kiev groups in some parts of eastern Ukraine. The calls were answered by Moscow with the Kremlin claiming its troops were needed to protect Russian citizens. The troops, although not universally feted by locals, have not faced any aggression. Locals in Crimea who spoke to IPS said that there was a wary peace in many towns and cities in the region and that the situation was far less tense than the media had been reporting. Alexandr Yakushechkin, 45, from Simferopol, said: “Things here are actually quiet and peaceful. There are Russian soldiers only in front of two main administration buildings in Simferopol but nowhere else.” He added that he did not expect Russian soldiers to stay in Crimea past a
March 30 referendum on the country’s future status. But others are already planning for the long-term presence of Russian soldiers and what that could mean for the economy in a region which relies heavily on tourism. Gala Amarando, who works in the local tourist industry in Simferopol, told IPS: “People in Crimea live for the tourist season and they know things this summer may be complicated. They are already thinking of having to slash prices and ways to attract holidaymakers.” With Moscow showing no signs of backing down on its intervention and moving more and more soldiers into the peninsula every day, some experts believe Russian troops could become a permanent presence, citing the 2008 invasion of the Georgian breakaway region of South Ossetia. Georgia had tried to bring the region to heel with force but Moscow sent in
“Naga Pradesh” while some others came up with the name “Naga Province”. Some of them objected the name “Nagaland” on the ground that it was too foreign and that it sounded more like a nation instead of an Indian state. However, Nehru decided to name the new state as “Nagaland” as it was what the Nagas wanted. Thus unlike the creation of other Indian states, the creation of Nagaland was not of much headache to the Indian government because of the prevailing situation that had surfaced out of the Nagas’ assertion of total independence and sovereignty. Rather the Indian government saw it as an escape route to deliberately sideline the Nagas’ political assertion. And the one event that had an immediate effect in the birth of the Naga statehood was probably the news of Phizo reaching London. It is said that the news of Phizo reaching London caused great shock and dismay to the Indian Prime Minister Nehru. After Phizo landed in London, Nehru must have thought that the chances of foreign nations or an international organization intervening in the Indo-Naga conflict were very high and therefore in order to avoid any untoward situation, Nehru created an escape route for himself by creating Nagaland state to give a picture to the outside world that the Nagas had willingly joined the Indian union. However, the episode certainly did not stop there for the Indian government. After Nagaland became the 16th state of the Indian union, slowly but steadily a situation arose wherein the Indian government could not avoid granting statehood to even the neighbors of the Nagas like the Meities, Mizos, Garos and Khasis, Arunachalis etc. Because the logic that erupted was this, “if even the Nagas could be a full-fledged state within the Indian union, why can’t the Meities, the Mizos, Garos and Khasis, Arunachalis also have the same status?” In this way, Manipur, Meghalaya, Mizoram, Arunachal Pradesh and Tripura were also born in the 1970s and 1980s giving birth to the so-called north-eastern states of India. Thus, in a way, even though the creation of Nagaland in 1963 was an escape route for the Indian government, it was also certainly a move which caught the Indian government on the wrong foot. Thus, even though many a times we speak of Nagaland as just another state within the Indian union, for one who knows these histories, it is not difficult to see the specialty and originality of Nagaland even as a state in the Indian union. The state of Nagaland came into existence as a result of the 16th Point Agreement signed between the Nehru government and the NPC (Naga People’s Convention). Thus, the state of Nagaland is the product of a political agreement and this is what makes the Nagaland state very special, unique and totally different from all the other states of the Indian union (including the new Telangana state and all the other so-called north eastern states)……….
troops amid claims that the people of South Ossetia were in danger. Georgia lost one-fifth of its territory in the ensuing battle and while the West imposed sanctions and Russia signed a ceasefire agreement saying it would withdraw troops, it never honoured it fully, and troops remained. This raises questions over the effectiveness of any potential Western sanctions against Russia this time around. The CER’s Bond told IPS: “What Russia learnt from the 2008 conflict in Georgia is that there were sanctions for a while and then they were forgotten fairly soon, and Barack Obama came into office and started to try and reset relations between Washington and Moscow. “What Vladimir Putin may be thinking now is that if no blood is shed, the consequences may not be that bad, and the next U.S. president may try and reset relations with Moscow again. Perhaps Putin is thinking it is worth the risk.” Some believe that targeted sanctions – particularly against the massive wealth of Russia’s ruling elite held abroad – may have some effect in making the Kremlin at least consider its position, others argue that Crimea will be used by Putin as collateral until he gets what he wants – a government that will have the support of all Ukrainian regions and honour previous deal he had made with Kiev. Nikolai Sokov, a Senior Fellow at the Vienna Centre for Disarmament and Non-Proliferation (VCDNP), told IPS: “The only thing that can change his mind [about holding Crimea] is an effective government in Kiev that can hold the country together and stick to earlier agreements.” However, there is a fear that Putin may, having successfully gained control of Crimea, try to intervene in other parts of East Ukraine where pro-Russian sentiment is also strong – with terrible consequences. Support for Russia and its military is seen as far less clear cut in regions in East Ukraine outside Crimea, and armed conflict between Russian troops and either the Ukrainian army or paramilitary prowestern groups would be almost certain. Bond told IPS: “While the best case scenario is a ‘frozen conflict’, the worst case scenario is that Putin intervenes in other parts of Ukraine. Then it would get really bad. The consequences of this, not just for Ukraine but the wider world as well, really do not even bear thinking about.”

fter 12 long years in Afghanistan, many Americans have concluded that the international community's involvement in the country was a failure, if not a mistake. As evident in recent opinion polls, a majority of Americans and others have come to believe that most of the goals of the international community, especially in regards to helping the women of Afghanistan, were not achieved. A constant barrage of negative media coverage of Afghanistan, which has focused on the progress of the war, not the Afghan people, has further reinforced such perceptions. And the Taliban have learned to exploit the situation by staging mass suicide attacks on Afghan and international targets that bear no military significance, but carry immense propaganda value. For those of us, especially the women of Afghanistan, who are on the ground fighting for justice and equality as mothers, sisters, wives, teachers, politicians, and, more importantly, as citizens, there is a different reality, which stands at stark contrast to what has been portrayed. It is true that Afghanistan is not a paradise for women. In fact, it's probably the most difficult place to be a woman. Violence against women is nowhere close to ending; many of our sisters have been killed and continue to lose their lives across the country. Indeed, we are far from where we should have been, and we face a very uncertain future with the upcoming elections and withdrawal of international troops. But if the world could only see through our eyes, they might get a glimpse of the fact that Afghan women have come a long way over the last decade. It has been a difficult journey, marked by blood and violence, but we have made significant gains and achievements, which would not have been possible without the generous support of the international community, especially the American people. Before 2001, Afghan women did not exist in public as a gender. And in private, they were often prisoners in their own homes. The Taliban banned women from going outside without a male blood relative and without the all-enveloping burqa. Stepping outside alone for a breath of fresh air was a crime, punishable by beatings and public humiliation. The thought of going to school was only a dream for Afghan girls. And talking on national media about women's rights was, well, not even imaginable. Twelve years ago, that all changed. Today, millions of Afghan women work as teachers, doctors, police officers, judges, and soldiers, among other professions. Millions more go to school to chase their dreams, even though they continue to suffer discrimination, harassment, and abuse. There are also Afghan women, like myself and hundreds of others, who have chosen to work as public officials, despite being increasingly targeted by the Taliban and other militants. But instead of celebrating these accomplishments, we see foreign analysts who are quick to point out that the gains of the Afghan people, especially women, have been limited to cities and that life has not changed much for those in the countryside, where they argue most of the Afghan population lives. In truth, major cities in Afghanistan have expanded exponentially in the last 12 years. Take Kabul, for example. Its population went from barely 1 million in 2001 to more than 5 million people today -- one-sixth of Afghanistan's total estimated population. Access to information is no longer limited to men, thanks to the growing influence of the telecommunications sector and modern technology. Today, almost 90 percent of the Afghan people, including 80 percent of women, own cell phones. When the first female television announcer appeared on Afghanistan's national network shortly after the Taliban regime fell in 2001, it created a sensation. But today, all you need to do is take a look at the Afghan media to understand the powerful presence of Afghan women, from female news anchors to hosts for a popular entertainment show. It's no longer taboo for a woman to read the news, talk about women's rights on a national program, or highlight the many issues facing them. As Afghan women, we also understand the importance of political participation. In fact, more seats in Afghanistan's parliament are held by women (28 percent) than in the U.S. Congress (18 percent). Yet despite all these achievements, the world continues to hear only about our failures. While no one can question the gains made by the Afghan people, especially the women, our achievements remain extremely fragile. This is partly due to the country's uncertain political future and doubts about the international community's long-term commitment, especially that of the United States. Afghan women have made it this far, but have also learned to lower their expectations and rely on themselves to move further. However, the women of my country and I also remain hopeful that the international community, including the United States, will not abandon our country and will help us a little more in fighting extremism, consolidating our gains, moving toward ending violence against women, and achieving something that all women around the world want: equality for both genders and for all. Paid news: EC wants it to be made electoral offence
neW deLhi, mArch 5 (PTi): Recognising the malaise of paid news, Election Commission has proposed to the government to make it an electoral offence even as it continues to tackle it itself by monitoring the expenditures of candidates. Addressing a press conference here to announce the Lok Sabha poll schedule, chief election commissioner V S Sampath said paid news has three aspects — print media, electronic media and expenditure by candidates. “Since there is no law (to deal with paid news), we have made a proposal to the law ministry to make it an electoral offence,” he said. Meanwhile, he said, the Election Commission deals with the malaise by keeping a close watch on the expenditures of the candidates. “Election Commission is doing what is under its control. We have monitoring committees in districts and states. We add the expenditure to the expenditure account of the candidate concerned,” Sampath said. With regard to complaints about paid news in print media, he said the cases are referred to the Press Council of India. As far as complaints regarding paid news in electronic media are concerned, such cases are referred to the National Broadcasters Association (NBA), he said. To a question regarding demands for banning opinion polls, the CEC said it is for Parliament to decide. “We never hesitate to use powers that we can.

However, the issue of opinion polls is to be dealt with by the lawmakers. They have the legislative competence,” he added. The issue of banning opinion polls has been hanging fire since 2004. The chief election commissioner said a proposal to ban opinion polls was made in 2004 but only exit polls were banned. Existing law allows EC to ban opinion polls just 48 hours prior to voting. Under the present provision, candidates found guilty of concealing, failing to furnish information or providing false information in the election affidavit face six months in jail and a fine. UniTed nATion, mArch 5 (PTi): Prescription drug abuse is growing in India and the problem is serious in South Asia, according to a UN report which said drugs enter the region’s illicit markets through various channels, being diverted from India’s pharma industry and smuggled from Afghanistan. The International Narcotics Control Board (INCB), an independent UN body tasked with monitoring the production and consumption of narcotics worldwide, said in its annual report that governments in South Asia continue to respond strongly to the threat of drug trafficking and abuse in the region. “South Asia is facing a serious and growing drug abuse problem, including the abuse of pharmaceutical preparations containing narcotic drugs and psychotropic substances. Prescription drug abuse is growing in India,” the report said. “Drugs enter South Asia’s illicit drug markets through a number of different channels, including diversion from India’s pharmaceutical industry, illicit cultivation and/ or manufacture within the region, and smuggling from other countries, including Afghanistan (through Pakistan) an Myanmar,” it said. Pharmaceutical preparations containing narcotic drugs and psychotropic substances continue to be diverted from India’s pharmaceutical industry and are trafficked domestically or at the international level, including through illegal internet pharmacies, the report said. Despite efforts by India to tackle the problem, diversion from illicit channels in the country remains a major source of pharmaceutical preparations trafficked in the region. Globally also prescription drug abuse – often legally obtained medication by a friend or a family member who no longer needs it or is not using it for medical purposes is outpacing the rates for illegal drugs in some countries. “There is an erroneous perception that prescription drugs are less susceptible to abuse than ‘illicit’ drugs,” INCB President Raymond Yans said. Further, the report found that heroin smuggled into Bangladesh is mostly sourced from India. Cannabis is also smuggled into Bangladesh mostly from India and Nepal. “India remained one of the five main source countries for illicit cannabis resin mentioned by governments worldwide in seizure reports in 2011,” it added. Seizures of heroin in India have fluctuated since 2009 and increased from 528 kg in 2011 to 853 kg in 2012. The quantity of opium seized in India has been increasing since 2009, when about 1.7 tonnes were seized, to more than 3 tonnes in 2012. Cocaine trafficking has historically been very limited in South Asia but it appears to be rising significantly and 42 kg of cocaine were seized in India in 2012,up from 14 kg in 2011. India also continued to be a main source of illicit amphetamine-type stimulants manufactured and trafficked in South Asia. India is also frequently cited as a source country for ephedrine and pseudoephedrine smuggled into Myanmar. Investment in prevention and treatment of drug abuse can lead to significant savings in health-care and crime-related costs, and alleviate the suffering of drug-dependent users and their families, the report said.

neW deLhi, mArch 5 (iAns): Special camps will be held across the country by the Election Commission March 9 so that voters can check if their names are present in the electoral rolls, Chief Election Commissioner V.S. Sampath said Wednesday. “The commission has received complaints that some people having EPIC (Elector Photo Identity Card) have in the past been denied the right to vote because their names were not found in the electoral rolls,” Sampath said. The camps will be organised March 9 in all polling stations, where booth officers will have the electoral rolls displayed, with requisite number of application forms. “We appeal to those who want to con-

Sampath said Wednesday. Each candidate will also be required to open a separate bank account for election purposes and pay all expenses from the said account by issuing cheques, the CEC said at the press conference held to announce the poll dates. Flying squads, static surveillance teams, accounting teams and video surveillance teams will be deployed to check distribution of cash or any other bribe among electors, Sampath said. The CEC said the commission has also ordered that a shadow observation register be maintained for the election expenditure of each candidate and after each inspection, it would be scanned and uploaded on the website for public viewing. The election commission said it will take effective measures to monitor production, storage and distribution of liquor during elections. It has asked the income-tax department and the financial intelligence unit of the government to keep a watch on movement of cash during the elections.

In a statement released here, the National Human Rights Commission said it was “deeply concerned” following reports of health services being paralysed and leading to the death of many patients due to the strike in different parts of the state. “Repercussions of this strike may impact other parts of the country as the Indian Medical Association has reportedly said if charges against junior doctors are not dropped and action against the MLA and the SSP, Kanpur not taken, it would go on an all-India strike from Thursday,” the NHRC said.

AhmedAbAd, mArch 5 (Agencies): At a seminar organised in Thaliparamba in Kerala’s Kannur district on Monday, two men sat together, smiling and talking. Twelve years ago, these men had entered India’s collective consciousness through their pictures published in the news media — images that went on to become iconic reminders of the Gujarat riots of 2002. One of the men was seen as the victim, wearing a shirt streaked with blood, pleading for mercy with folded hands, his eyes brimming with tears. The other appeared as the ruthless perpetrator of the violence, wearing a black beard and saffron Bajrang Dal bandana, standing with a leg on a signboard and both hands aloft, in one of which he held an iron rod. Behind him burnt a large fire. The first picture — of a tailor named Qutubuddin Ansari — was taken in Naroda Patiya, which saw some of the worst violence of the

riots. The other picture, of Shahpur cobbler Ashok Bhavanbhai Parmar, or Ashok Mochi, was taken in Dudheshwar. On Monday, participating in a seminar called ‘A decade of genocide’, organised by the CPM, the two men showed they had come a long way since February 28, 2002, the day their pictures were taken in riot-torn Ahmedabad.
The men were brought together by journalist-activist Kaleem Siddiqui, who travelled with them to Kerala from Gujarat for the launch of a Malayalam edition of Ansari’s autobiography. Speaking at the seminar, Mochi apologised to Ansari and the entire Muslim community for the killings of 2002. The 40-year-old Ansari is now happily married with three
children; the 39-year old Mochi, by contrast, does not even have a voter’s ID, and has been deprived of the benefits of all government schemes. Ansari has been trying to stay out of the public eye ever since his picture was used in an email allegedly sent by the Indian Mujahideen. Mochi said he has decided to devote his time to working for Hindu-Muslim amity, and to “improving my image of a communal zealot”. “It is because of my unsound financial position that I have not been able to get married,” Mochi told The Indian Express over the phone from Kerala. In 2002 he lived in Kajimiya ni Chali in Shahpur with his elder brother. He now lives across the road in Haleem ni Khadki. Cases were filed against him for rioting. “I was acquitted in the lower court because they could not get any evidence against me from local Muslims. The government appealed against the acquittal, and a judgment is now pending,” he said. Ansari said at the seminar that
for him, “Mochi is far better than Narendra Modi because while Mochi has apologised to him and the community openly at the seminar, Modi is still to apologise for the killing of innocent Muslims”. “I have no intention of jumping into politics, but this seminar is giving a message to counter communal forces and expose their lies about welfare measures, so I am here, besides the release of my autobiography”, Ansari said. Mochi blamed the media for “demonising” him and “tarnishing his image”. “You can go to the place where I live and check for yourself if I didn’t helped local Muslims reach safety during the riots,” he said. Kaleem Siddiqui, the brain behind the seminar, said his objective was to expose the lie that Muslims had started supporting Modi, and that they would vote BJP in the coming polls. He said Urdu, English and Gujarati versions of Ansari’s autobiography would be brought out subsequently.

China vows tough reforms, stronger defense BEIJING, March 5 (aP): China’s government responded to public demands for bold leadership with vows Wednesday to press long-sought market reforms, defend against terrorism after a horrific slashing attack, and heavily boost military spending amid rising tensions with Japan. Studies show promise for HIV prevention drug

EXCITING RESEARCH suggests that a shot every one to three months may someday give an alternative to the daily pills that some people take now to cut their risk of getting HIV. The experimental drug has only been tested for prevention in monkeys, but it completely protected them from infection in two studies reported at an AIDS conference on Tuesday. “This is the most exciting innovation in the field of HIV prevention that I’ve heard recently,” said Dr. Robert Grant, an AIDS expert at the Gladstone Institutes, a foundation affiliated with the University of California, San Francisco. “Both groups are showing 100 percent protection” with the drug, Grant said of the two groups of researchers. “If it works and proves to be safe, it would allow for HIV to be prevented with periodic injections, perhaps every three months.” Until a vaccine is developed, condoms are the best way to prevent infection with the AIDS virus and many other sexually spread diseases. But not everyone uses them, or does so all the time, so public health officials have pursued other prevention options. A drug used to treat people with HIV — Gilead Science’s Tru-
vada — also is used to help prevent infection in people who don’t have the virus. A big study in gay men a few years ago found it could cut this risk by up to 90 percent, depending on how faithfully people take the daily pills. The new research tested something that could make this type of prevention much more practical — a long-acting experimental drug made by GlaxoSmithKline PLC. The studies tested it in macaques exposed to a human-monkey version of HIV. Researchers at the Centers for Disease Control and Prevention gave six monkeys shots of the drug every four weeks; six others got dummy shots. All were exposed to the virus twice a week for 11 weeks. The monkeys who got the fake treatment were readily infected “but the animals that received the long-acting drug remained protected,” said study leader Gerardo Garcia-Lerma of the CDC. The results mirror what was seen in the CDC’s early research in monkeys on Truvada, the pill that’s available for HIV prevention now. In the second study, Chasity Andrews and others at the Aaron Diamond AIDS Research Center at Rockefeller University in New York gave eight monkeys two shots of the drug, four

The molecular system, known as Crispr, is being used to
make genetically engineered laboratory animals more easily than before - with changes in multiple genes. Scientists hope Crispr might also be used for genomic surgery to correct errant genes that cause diseases, said the report. Agricultural companies might use Crispr to change existing genes in crops to create new traits. Crispr or ‘clustered regularly interspaced short palindromic repeats’ is part of an adaptive immune system - one that remembers a pathogen so it is ready the next time the same invader appears. “The Crispr region is like a tape re-
cording of exposure to prior invaders,” said Erik J. Sontheimer, a professor at the Northwestern University. Cheese and yogurt firms can examine Crispr regions to see if their bacterial cultures are immunised against particular viruses that could slow production. Some questions, however, have been raised over this method. For instance, Crispr can sometimes change genes other than the intended ones. That could lead to unwanted side effects, added the report. Scientists are trying to figure out how to make Crispr more specific.

seniy Yatsenyuk told The Associated Press that a special task force should be established “to consider what kind of additional autonomy the Crimean Republic could get.” Since last weekend, Russian troops have taken control of much of the peninsula in the Black Sea, where Russian speakers are in the majority. LOS ANGELES, MARCh 5 (AP): In one year, Anthony Davis has gone from Hornet to Pelican — and become one of the NBA's top young stars after getting selected with the first overall pick in the 2012 draft. Davis had 28 points and 15 rebounds a week shy of his 21st birthday, and the New Orleans Pelicans snapped an eight-game losing streak with a 132-125 victory over the Los Angeles Lakers on Tuesday night. The win ended a string of nine straight road losses to the Lakers and was only the third for New Orleans in the last 18 meetings overall — including a 96-85 victory Nov. 8 in which Davis had a career-high 32 points. "We needed this win to get back on track and we needed to get back in rhythm," Davis said. "We came out and played with a lot of intensity. I was just trying to come out and be aggressive. The 35-year-old Puyol has spent his entire career with Barcelona, debuting in 1999. But he has made only 12 appearances this season after returning from a longterm knee injury in October. Puyol has been an essential figure in Barcelona's and Spain's recent achievements, including helping Spain win the 2010 World Cup and leading Barcelona to three Champions League titles. Puyol said Barcelona has agreed to rescind his contract at the end of the season despite two years remaining on his deal. "The recovery from my knee injury was more difficult than expected.
