Imtilemba appointed as Nagaland NCP President DIMAPUR, MARCH 5 (MExN): MLA Imtilemba Sangtam has been appointed as the President of the Nagaland state unit of the Nationalist Congress Party, with immediate effect. This was intimated by the President of the NCP, Sharad Pawar, in a letter addressed to the former, made available to the media. In a separate letter, the NCP national President also appointed MLA Mmhonlumo Kikon as Central Observer of the NCP for the North Eastern states, with immediate effect.

Bhaichung to contest on Trinamool ticket

KOlKATA, MARCH 5 (IANS): Film personalities Moon Moon Sen Deb, Shatabdi Roy, and former Indian soccer skipper Bhaichung Bhutia figure in the list of candidates of the Trinamool Congress for the coming Lok Saba polls, party chief Mamata Banerjee said on Wednesday. Bhutia will contest the election from Darjeeling, and Deb from Ghatal in West Midnapore district. Sen, daughter of legendary Bengali heroine Suchitra Sen and herself a film actress, will be in the fray from Bankura.

NEw DElHI, MARCH 5 (IANS): India will elect a new parliament over nine days in April-May in the world’s largest democratic exercise, with the Election Commission Wednesday saying the results will be declared May 16. Political parties across the spectrum, already in election gear, largely welcomed the staggered exercise. The BJP exuded confidence it will win the battle but the ruling Congress rubbished the claim. A whopping 814 million Indians -- almost the combined population of Russia, the US, Brazil and Bangladesh -- will be eligible to vote in the 16th parliamentary election to elect the 16th Lok Sabha, the House of People or what is called the lower house. This is an increase of some 100 million from the 2009 election -- and a sharp rise from the 176 million of 1951 when newly independent India conducted its maiden Lok Sabha election. Along with the Lok Sabha polls, Sikkim, Odisha and Andhra Pradesh states will elect new assemblies, Chief Election Commissioner V.S. Sampath said while unveiling the staggered election schedule at the Vigyan Bhawan convention centre. “Credible elections are the very soul and hallmark of any democratic system,” Sampath told the media. LS polls may delay constitution of HPC

DIMAPUR, MARCH 5 (NNN): The constitution of a High Power Committee (HPC) in connection with the United Naga Council’s demand of an Alternative Arrangement, pending Indo-Naga settlement, is likely to be delayed due to the Model Code of Conduct for the upcoming Lok Sabha polls. Sources informed Newmai News Network that the Ministry of Home Affairs has written to UNC leaders in Delhi re-assuring the formation of the HPC, but that an order to this effect was not issued. “Though the officials of the MHA had not revealed the reason for not issuing the order today, it appears that technical difficulties could have been the factor as the Election Commission of India has announced the schedules of the 16th Lok Sabha polls. Chief Election Commissioner V.S. Sampath later told the media that the code was vital to ensure a level playing field among various contenders for power. Money power causing concern The use of money in elections is a matter of concern, the Election Commission said Wednesday, adding that it will take steps to curb it in the April-May Lok Sabha polls. “The use of money power is a matter of concern,” Chief Election Commissioner V.S. Sampath told the media. He said

special emphasis was being given to “check the use and flow of money during the (coming) election process”. He said the poll panel will deploy flying squads and video surveillance teams among other measures to stop the possible use of money by candidates aimed at influencing voters.

Indians urged to vote in ‘informed, ethical manner’ The Election Commission urged people to “exercise their right to vote” in the coming Lok Sabha election “in an informed and ethical manner”. Chief Election Commissioner V.S. Sampath also appealed to political parties and candidates “to uphold the democratic traditions of the nation by maintaining high standards of political discourse and fair play”. “The Election Com-

NOTA to be provided in general elections Voters will, for the first time, be able to exercise the “None of the Above” (NOTA) option for candidates in the Lok Sabha polls, the Election Commission said Wednesday. Chief Election Commissioner V.S. Sampath said the entire election will be held using electronic voting machines (EVMs), and that the NOTA option will also be provided. “The 2014 Lok Sabha polls shall be held with EVMs,” he said, adding that appropriate instructions will be issued regarding the NOTA facility.

The Election Commission of India has set April 9 as the date for polls to be conducted in Nagaland state, for the upcoming Lok Sabha Elections. The issue of notification for the polls is set on March 15, while the last date for filing of nominations is March 22. Scrutiny of nominations will be done on March 24 and the last date for withdrawal of candidature is set at March 26. The counting of votes will be done on May 16 and the election process is scheduled to be completed before May 28 Chief Electoral Officer (CEO) Nagaland, Sentiyanger Imchen, IAS, in a media briefing today, said that a total of 11,74,663 electorates comprising of 5,94,572 males and 5,80,091 females will be exercising their franchise in Nagaland state, spread across 2059 Polling Stations. land informed that elections to the 13th Lok Sabha in the State of Nagaland will be conducted with Electorate Photo Identity Card (EPIC). He informed that the printing of EPIC has started. The department expects the first consignment to reach within a few days. First, it will be covering Dimapur I & II, Tening and Kohima. He stated that the Election Commission desires that EPIC should be distributed, adding that this time voters will be able to vote only if they have EPIC. As of now EPIC is going to be compulsory for voting, he stated. He also said that Election Commission desires that along with the election process, before the voting take place, Systematic Voters Education and Electorate Participation (SVEEP) programme should be strengthened. ECI lays down code of conduct With the announcement of election date, the Model Code of Conduct has been enforced. As per, the election code of conduct, the ECI has called upon the party in power not to use its official position for the purposes of its election campaign and issued directives for fairness in the use of public property for electioneering purposes. It also notified against Ministers combining their official visit with electioneering work and against the use of official machinery or personnel during the electioneering work. It further cautioned against the issue of advertisement at the cost of public exchequer in newspapers and other media and the misuse of official mass media during the election period for partisan cover-

age of political news and publicity. For the time of the elections, Ministers and authorities cannot announce any financial grants in any form or promises and cannot lay foundation stones etc. of projects or schemes. The ECI also directs against the making of any ad-hoc appointments in Government, Public Undertakings. The Commission further states that there shall be a total ban on the transfer of all officers/officials connected with the conduct of the election. Also, no fresh release of funds under MP including Rajya Sabha members — Local Area Development Fund shall be made in any part of the State where election is in progress. The commission further directs that official vehicles cannot be used for electioneering work. ‘Official Vehicles’ include all those belonging to the Central Government, State Government, Public Undertakings of the Central and State Government, Joint Sector Undertakings of the Central and State Government, Local Bodies, Municipal Corporations, Municipalities, Marketing Boards (by whatever name known), Cooperative Societies, Autonomous District Councils, any other body in which public funds, howsoever small a portion of the total are invested and vehicles belonging to the Ministry of Defense and the Central Police.
