Six women injured in Manipur bomb blast IMPHAL, MAY 5 (PTI): Six women workers were today injured when a powerful bomb exploded at the Thoubal Kiyam Siphai area in the Thoubal district of Manipur, police said. They said the bomb was allegedly planted by militants at a stone crushing factory, which exploded at around 5 AM this morning when the workers came to work. The injured were rushed to Thoubal district hospital where the condition of two was stated to be serious. It was not known who planted the bomb, but militants who demanded money from the owner of the crusher unit seemed to be behind the crime, sources said. The police said the area was cordoned off after the blast and search operations were launched, but no arrest was made. No individual or group has claimed responsibility so far for the crime, they said.

DIMAPUR, MAY 5 (MExN): The Nagaland Tribes Council (NTC) is scheduled to organize a public rally on May 13 at Clock Tower Dimapur from 9:00 am onwards. The rally has been organized in order to apprise the public on “the impact of recognition of Rongmei as one of the Naga Tribes in the state, entitling them all the benefits of Indigenous Scheduled Tribes by a Cabinet decision of July 23, 2012.” A press note from the NTC stated that the “blatant decision, which was taken at the expense of its citizens,” is “detrimental to the future generation” and has “hurt the sentiments of the aboriginal people of Nagaland.” Asserting that it is a “people’s subject,” the NTC stated that the people “must know the far reaching perilous consequences of the decision, if not revoked.” It appealed for all concerned to extend their support and attend the said rally.

World Health emergency: No firearms to be given to UN cautions spread of polio violence-hit people: Gogoi

LONDON, MAY 5 (AP): The spread of polio is an international public health emergency that could grow in coming months and ultimately unravel the nearly three-decade effort to eradicate the crippling disease, the World Health Organization said Monday. The agency described the ongoing polio outbreaks in Asia, Africa and the Middle East as an “extraordinary event” requiring a coordinated international response. “Until it is eradicated, polio will continue to spread internationally, find and paralyze susceptible kids,” said Dr. Bruce Aylward, who leads WHO’s polio efforts, during a press briefing. Polio usually strikes children under five and is most often spread via infected water. There is no specific treatment or cure, but several vaccines exist. Experts are particularly concerned the virus continues to pop up in countries previously free of the disease, such as Syria, Somalia and Iraq - where civil war or unrest complicates efforts to contain the virus. That spread has happened during what has traditionally been the low season of polio spread, leaving experts worried that cases could spike even further in the coming months. Last week, WHO convened an emergency committee to decide whether the ongoing polio outbreaks — in at least 10 countries in Asia, the Middle East and Africa — merit the declaration of an international health emergency. It is already circulating in eight other countries: Pakistan, Nigeria, Ethiopia, Afghanistan, Equatorial Guinea, Cameroon, Somalia and Kenya. An independent monitoring board set up by WHO

to assess progress in eradicating polio has described the problems as “unprecedented” and said the situation in Pakistan was “a powder keg.” Dozens of Pakistani polio workers have been killed in the last two years and the vast majority of new cases are in Pakistan. Officials also worry countries torn by conflict, such as Ukraine, Sudan and the Central African Republic, are rife for polio reinfection. Some critics say it may even be time to pull the plug on polio eradication, since the deadline to wipe out the disease has already been missed several times. The ongoing effort costs about $1 billion a year. “For the past two years, problems have steadily, and now rapidly mounted,” said Dr. Donald A. Henderson, in an email. Henderson led WHO’s initiative to get rid of smallpox, the only disease ever to have been eradicated. “It is becoming apparent that there are too many problems (for the polio eradication effort) to overcome, however many resources are assigned.” Aylward said WHO and its partners aren’t yet considering pushing back their latest deadline to eradicate polio — by 2018. Still, the independent board monitoring the progress being made on polio is not so convinced and has called for the program to be completely overhauled. “Few involved in (polio eradication) can give a clear account of how decisions are made,” concluded a recent report by the group. “If a billion-dollar global business missed its major goal several times, it would be inconceivable that it would not revisit and revise its organizational and decisionmaking structure.”

GUwAHATI, MAY 5 (IANS): Assam Chief Minister Tarun Gogoi Monday said the government would not provide firearms to the people affected by violence in the Bodoland Territorial Area Districts (BTAD). Gogoi said this while refuting news reports in a section of print and electronic media that the government would issue firearms to the people affected by violence in the BTAD areas, where series of militant attacks have left 31 people killed since last Thursday. “Thegovernmenthasnot taken any decision in this regard,” said the chief minister. Gogoi said the government would provide security cover to the people in the vulnerable areas by increasing the number of police pickets and outposts, strengthening village defence parties, formation of peace committees, and by taking up other security measures. Kohima, may 5 (mExN): The two-day sensitization workshop on egovernance for the middle level officers in Kohima commenced at the DC Conference Hall, Kohima gathered on May 5. It is organised by the National Institute of Electronics and Information Technology NIELIT, Kohima as a collaborative undertaking comprising of the Department of Information Technology and Communications, Government of Nagaland and the Department of Electronics &IT, Ministry of Communications &IT, Government of India. According to a press release, the ongoing series of related sensitization workshops for all districts, the first phase set to run from April 29 till May 9, has al-

ready covered Mokokchung district and Wokha district from April 29 to May 2with the delivery of intended results. During the workshop, there was a commendable turnout of officials and participation of the Deputy Commissioner, W. Honje Konyak who ardently offered inputs of encouragement, support and feasible suggestions, to be integrated into all undertakings linked to e-Governance. The resource persons are Rita Arora, the Director of NIELIT, Delhi, Partha P Adhikari, Deputy Director (e-Gov), NIELIT, Delhi and Er. 4 injured in police firing in bandh-bound Assam GUWAHATI, MAY 5 (PTI): Four persons were injured when police fired on a mob protesting against NDFB(S) attack in Bodoland Territorial Area Districts (BTAD) in Assam’s Nagaon during the 12-hour statewide bandh on Monday. Official sources said the police fired on the mob at Doboka area when supporters of Muslim Students Union, which had called the bandh, attacked and threw stones at them when asked to withdraw the road blocks.

The wounded were rushed to hospital, the sources said. In another incident at Sonaribil, bandh supporters attacked and damaged the vehicles of Koliabari subdivisional police officer and circle officer. The sources said the bandh was partial in the minority dominated areas and the situation was tense in the district. The bandh was called to protest the killing of 34 people belonging to a minority community by anti-talk NDFB(S) in Baksa and Kokrajhar dis-

The incident took place at Leirongthel Mayai Leikai located under Yairipok police station, Thoubal district of Manipur at around 9:30 pm yesterday. The father who stabbed his family members has been identified as Meipham Gopeshore (56). His wife Lamani (50), son Robindro (33) and two daughters namely Tombi (27) and Ibemcha (21) after being stabbed by Gopeshore were rushed to CHC Yairipok for medical attention. IMPHAl, MAY 5 (NNN): Seeing no initiative to develop an approach road by the Manipur state government, protestors blocked Nongthonban road, which lead to Sekmai Gas Bottling Plant. The Sekmai Nongthonban Youth Club while interacting with media team today, maintained that it will not talk with the government unless the latter takes up the repair and construction of the road. The club disclosed that the Consumer Affairs and Food Distribution minister, M. Okendro had on April 12 had made verbal assurances by signing an Memorandum of Understanding (MoU) for the construction works to be done by April 19. "Not being able to meet the deadline, the minister was issued a reminder again on April 26 for the completion of the road construction by May 2 to which the minister and authorities have not responded again", stated the Sekmai Nongthonban Youth Club. recalls more Surge in Indian super rich seeking global citizenship thanHonda 31,000 cars in India LONDON, MAy 5 (TNN): Rich Indians - defined as those with a net worth of $30 million and above — have now become one of the largest populations based abroad. The practice of acquiring ‘global citizenship’ — a second citizenship or place of residence — is becoming popular among the world’s ultra-wealthy and an increasing number of super-rich from China and India are likely to trend this path in the coming years, says a Wealth-X report. Among Indian billionaires, L N Mittal is based in the UK while Pallonji Mistry holds an Irish citizenship. Asia is expected to drive global growth and be the largest UHNW region in the world within 20 years. One in every seven ultra high net worth (UHNW) individuals in the world — almost 27,000 out of a total of 200,000 — is now an Indian or a Chinese. At the average population growth rate of 5.9% that is predicted for all of Asia, these four groups of UHNW individuals (nonresident Chinese, NRIs, China and India’s UHNW individuals) would

grow by 33% in the next five years. This amounts to an additional 8,935 UHNW individuals, greater than the current UHNW population of Switzerland and Italy combined, being created in the next five years alone. India and China already have some of the largest populations based abroad, with 5,380 NRIs and 3,020 NRCs. “It is highly likely that we will see an increasing number of UHNW individuals from Asia’s two giants, China and India, seeking global citizenship in the coming years,” Wealth X said. The average net worth of someone who applies for a second citizenship is above $205 million, 47% above the global average for UNHW individuals of $139 million. About 32% of their net worth is in liquid assets, equal to over $66 million per individual. In absolute terms, this is nearly double the global average of $35 million, and is also higher as a proportion of wealth, compared to the global average liquidity of 25%. UHNW individuals with a second citizenship have an average age

of 57, just below the global average of 58 years. This average age includes two different clusters that both move for family reasons. One group moves to provide their children with increased education opportunities, and many of these individuals opt to relocate to the US and UK. The second cluster is elderly UHNW individuals planning on transferring their wealth to the next generation, who apply to more taxfriendly countries including the Caribbean countries of Antigua and Dominica. Interestingly, Pakistan, Lebanon and Egypt have the highest number of UHNW second citizenship applicants, with nearly 40% of all applicants worldwide coming from these three countries. The US and Russia are fifth and sixth on the list of countries with the most applicants. Europe is the most popular region in terms of UHNW second citizenship applications, accounting for nearly half of the total number of applications. The savings gained through participation in these schemes can be immense. For ex-

ample, a UHNW individual moving from the US to Dubai can save nearly $1 million on capital gains tax alone. Billionaires are five times more likely to apply for second citizenship than an average UHNW individual. There are currently almost 200,000 UHNW individuals globally worth a collective $27,770 billion. Billionaires account for 1% of the world’s UHNW individuals holding 23% of the collective UHNW wealth, which represents $6.5 trillion. It is predicted that by 2020 the billionaire population will grow by 80%, an increase of 1,700 billionaires. Mykolas Rambus, Wealth-X CEO, said: “The trend of UHNW individuals applying for a second residence or citizenship looks set to continue in the coming years, particularly in Asia where trillions of dollars of new wealth will be created in the next decade and beyond.” Slightly less than 60% of all UHNW second citizenship applicants come from countries in the Middle East. One possible explanation for this is that the Middle

He approached the NCDRC. Counsel for Snack Bar said they were entitled to collect twice the MRP and submitted a letter from the deputy general manager, commercial at Chennai international airport. letter mentioned the price of “imported juice/energy drink” as Rs140. Questioning the logic of its classification as a juice, it said “by no stretch of imagination Red Bull can be called an imported juice energy drink.” “Such a price list can be created any time and has exiguous value,” said the commission. It also said the letter did not have endorsement from the Airports Authority of India. “Even if it is assumed that AAI had given permission, they are not empowered to do so. AAI cannot disturb MRP rates,” the commission said.

Spicejet to compensate passengers for flight delays MuMbAI, MAy 5 (AgENCIEs): In a first-of-its-kind offer in the aviationindustry, SpiceJet today announced it will compensate passengers for flight delays and cancellations stemming from reasons in the airline’s control. The ‘On-time Guarantee’ program has been launched following an improvement in the airline’s ontime performance overthe last few months. Kaneswaran Avili, chief commercial officer, SpiceJet said, “We have delivered asignificant improvement in our OTP over the last

few months. This is our way of ensuring our customers that we will continue to deliver our On Time Performance. We are not just saying it but guaranteeing that we will not delayour flight.” Thisprogram, however, would not cover for any delay due to reasons not in the airline’s control such as weather, air traffic congestions, among others. The programme covers all travellers effective from 6 May 2014. Affected passengers due to flight delay of more than 60 minutes due to reasons in control of SpiceJet will be given Rs 500

Classic Club Kohima to have yearlong celebration of 20 years Our Correspondent Kohima | May 5

The Classic Club Kohima today announced that it will have a yearlong celebration this year to mark the attainment of 20 glorious years. Briefing media persons here at 2K Hotel this evening, Classic Club president K. Neibu Sekhose stated that various social service activities apart from 20th edition of the Classic Cup 2014 will mark the yearlong celebration. In this, he sought cooperation and support from one and all towards the success of the eventful year. Nagaland Legislative Assembly (NLA) speaker, Chotisush Sazo, who is member of the Club was also present at the briefing and highlighted the activities of the club during the last 20 years. Sazo said the Club also instituted Classic Award in 1991 in recognition of individuals and organizations excelling in the field of sports, social service, education, health service and humanitarian works etc.

Entrepreneurs encouraged Naga man ran over to promote indigenous food in Assam laid to rest

Kohima, may 5 (mExN): A one day seminar cum awareness programme on National Mission on Food Processing (NMFP) was conducted at the conference hall, District Industries Centre, Kohima, where keynote address was given by Vinod Kalbande, Managing Director of North Eastern Regional Agricultural Marketing Consultants (NERAMAC). Vinod Kalbande encouraged the entrepreneurs to set up small scale units to promote indigenous food products and also make use of the available local produces and convert it into processed end products. He also assured that the NERAMAC is ever ready to assist and help the entrepreneurs in any

matter on NMFP schemes, processing and marketing of their products. Khrielie Peseyie, Dy. Director of Industries & Commerce gave a brief introduction of NMFP and encouraged the entrepreneurs of the district to take up food processing activities. He also motivated the entrepreneurs to dream big, but to begin with small scale industries as “we have limited availability of raw-materials.” Peseyie further highlighted that Government of India is really serious to promote and enhance the level of food processing in the country as there is ample opportunity to start food processing under the scheme of NMFP. Alacritas Cycling Club to start ‘Nagaland Bikehike Expedition’

ZhaVamE, may 5 (mExN): Headmaster of Government High School, Nerhema, T. Deo Dukru, who met with a tragic accident at Jakhalabandha, Assam on May 2, was laid to rest in his native village, Zhavame on May 4. The headmaster was travelling by Network Travels to Guwahati with a relative when an unidentified speeding car hit him while he was trying to cross a road during a halt at Jakhalabandha for dinner. He suffered a broken leg, apart

from other injuries and breathed his last at Nagaon around 11:45 pm on May 2 while he was being taken to Guwahati. His body was brought home to Nagaland on Saturday evening after a post mortem was conducted. Send-off services were held in Dimapur and Kohima respectively on Saturday late eveni ng, while reception for his body was held at different places in Pfütsero, Tsüfüme Village, Razeba and Zhavame, where his funeral was held.

DimaPur, may 5 (mExN): With regard to Education Minister CM Chang’s response to NPCC’s press statement, the NPCC has stated that instead of “needlessly” explaining the structure of SSA and its funding pattern, the minister could have done a better service by highlighting his sincerity and seriousness to resolve the ongoing agitation by the NSSATA whose members have been left without salary for the past five months. The NPCC Media Cell stated that the minister has openly derided the Nagaland SSA Teachers Associa-

tion’s (NSSATA) agitation by maintaining that the Department of School Education and the state government has committed no lapses on salary payment when thousands of SSA teachers are on agitation for nonpayment of salaries. “The minister is also reminded that as Vice President of Nagaland Education Mission Society (NEMS) by virtue of being the Minister for School Education, he is fully responsible for its lapses and mismanagement as in the case with nonpayment of salaries for the past five months.” If he feels that the NPCC is issuing baseless

statements, the NPCC requested CM Chang to go through "the details furnished by the NSSATA which appeared alongside his press statement on a frontpage of a prominent local daily on May 4, 2014.” The NSSATA’s statement, the NPCC asserted, “literally debunks the minister’s statement against NPCC and further exposes the callousness and lackadaisical attitude of the state government towards thousands of SSA teachers and for which the NPCC need not elaborate further but leave it to the public to best judge it.”

Congress reiterates allegation of proxy voting & poll rigging Kohima, may 5 (mExN): Congress today hit out at the church and Naga organisations for “remaining numb over Lok Sabha polls which was marred by wide-scale proxy voting and poll rigging by the supporters of Naga People’s Front (NPF).” In a rebuttal to NPF’s appreciation to church and Naga NGOs “for what it claimed large turnout by the people to cast votes on April 9 polls,” president of Nagaland Pradesh Congress Committee (NPCC), SI Jamir, according to a press statement, said, “silence of church and the NGOs will imply that they have endorsed the anti-social activities

of NPF during the polls.” The Congress leader accused the church of endorsing and supporting “NPF’s nexus with BJPa communal party.” He added that it amounts to accepting the ideologies and principles of RSS-the Hindu right wing organization. The Nagaland Baptist Church Council (NBCC) had carried out massive Clean Election campiagn since 2013, but, the Congress chief said, that has not worked. “So far the Baptist church has turned a deaf ear to the criticisms from various quarters.” Further, SI Jamir strongly condemned the recent violence in Assam which

has claimed several innocent lives. But at the same time, he blamed the communal force for violence. The Congress also reiterated its demand for repoll in hundreds of polling stations which had polled over 90%. The party leaders, according to the statement, today said it would reinforce their demand for re-poll, adding that the Election Commission of India (ECI) has assured to look into the anomalies. The statement said that Luizinho Faleiro, ex-chief minister of Goa and general secretary, AICC in a letter to the ECI said NPF had blatantly misused the power in the recently held polls by not only violating

the fundamental premise of free and fair elections, but also threatened the very foundations of the constitutional provisions in a historic democracy. He urged the ECI to take all corrective measures to let the will of the people prevail in a sensitive state like Nagaland. Luizinho Faleiro, the NPCC said, demanded for declaration of the elections null and void and notification for holding fresh elections. The Congress further claimed that since 2003, the year when Rio came to power, elections have been marred by large-scale proxy voting and poll riggings by NPF. The Opposition party cautioned that

it will not depute counting agents if ECI does not take corrective measures. Congress has convened a meeting tomorrow to chalk out further course of action. The NPCC has also written a complaint letter to the Returning Officer (RO) stating that there were more than a thousand booths which have polled more than 90% and that there were no micro observers in many polling stations which recorded more than 90%. Congress alleged that in many polling stations, only one polling agent of a political party was present though there were three candidates and many presiding officers’

reports were “scratchy and not consistent whereby many were corrected from the table of RO.” The party also insisted that presiding officers’ polling registers which records voters’ signatures and thumb impression “were suspected to be not genuine and that those should be authenticated through forensic laboratory.” In view of the above observation, the NPCC has requested the RO to recommend re-poll in all the polling booths which polled more than 90%. The party has also demanded for viewing the web-cast and timing of the webcasting in 84 polling stations as part of scrutiny.

WASU and SASU support SSA teachers' demand Kohima, may 5 (mExN): The Western Angami Students’ Union (WASU) and Southern Angami Students’ Union (SASU) in a joint statement have strongly supported the demand of Nagaland Sarva Shiksha Abhiyan Teachers Association (NSSATA) regarding nonpayment of their salaries. The presidents of WASU and SASU assured full support to the genuine demand and asked the authority concerned to fulfill the demand at the earliest. The statement further said that the “pitiable situation” of the agitating teachers is directly affecting the career of the students. Expressing solidarity with the NSSATA, the WASU and SASU visited the agitating SSA teachers at DEO, Kohima. Both the unions have appealed the government to fulfill the demand of NSSATA at the earliest so the teachers can resume their duties. It further appealed the Angami Students’ Union and Naga Students’ Federation to immediately intervene into the issue and solve it at the earliest.

CSU appeals for early settlement of SSA teachers’ issue Kohima, may 5 (mExN): The Chakhesang Students’ Union (CSU) has extended its support towards the grievances and demand of the NSSATA. CSU general secretary, Ngapunyi Krocha and education secretary, Tshekhro Thopi in a press note stated that the students of government schools are victimised and left with insufficient teachers in schools as the teachers are on legitimate agitation. The Union therefore requested the Department of School Education to solve the prolonged pending issue of the non-payment of SSA teachers’ salaries at the earliest for the interest and betterment of the students’ community. The Union also stated that as per the press release published in local dailies on May 4, 2014, NSSATA pointed out that an amount of Rs 91.8311 crores was sanctioned by the central government but no reasonable reply was received from the state government. The Union therefore, asked the authorities concerned as to why the salaries of the teachers are kept pending.

DLST condemns killing DimaPur, may 5 (mExN): The Dimapur Langpangkong Senso Telongjem (DLST) has vehemently condemned the “inhuman act of killing” Supongtemjen Pongen of Chuchuyimlang village allegedly by Assam Police on April 30, 2014 near Indisen village, Dimapur “without any provocation”. In a condemnation note, DLST president Imkongmeren and its secretary T Maong Longchar stated that the dead body of the victim had “marks of tortures and found to be killed to cover up the heinous crimes committed against the innocent.” The note added, “It is a clear case of human rights violation on the part of Assam police and insulting and threat to the Naga people as a whole.” The DLST, therefore, demanded that the Nagaland government take appropriate action to “book and punish the notorious Assam police personnel who shed the innocent blood without further delay.”

Uncertainty?

G

rowing restlessness and lingering lethargy enveloping the Naga skyline is causing an uneasy sense of acute cynicism and unfocused anger, just churning restlessly for its release. The internal and external conditions that has a cause-effect relationship with this contradicting restless has potential to do more harm, unless constructive and positive interventions with painstakingly thought out strategic processes are made. Unmet needs to satisfy the human yearning for some semblance of a dignified life and the human desire to have some basic knowledge of where their future is headed towards, has created an air of uncertainty. The questions around uncertainty has in part been responsible for a climate of fear; a climate that is being manipulated by the ‘powers that be’ with detrimental effectiveness. This has resulted in an indulging rush for the exclusive survival of the fittest. The vicious cycle of the fear of uncertainty has the knack of causing and conditioning insular thinking and attitude. It makes a society stagnant, dogmatic and virtual prisoners of their past. The society ceases to be open towards new ideas and becomes resistant to any forms of change and is guided by emotions and subjective feelings. In essence, the ownership to determine its own future is usurped by the powers that be. Hence, the society draws more inward and exclusive. Insecurity compels it to rally around families, clans, villages, tribes and any other forms of human association where there is a perceived sense of security. In uncertain times such as these, Nagas need to muster moral courage and political will to decisively refuse to be paralyzed by fear and despair. Nagas have no other option but to transcend the past and the present and to confront with the realities of the future to create a society that is truly worth living in. Nagas need to acknowledge one’s own self-destructiveness and proactively act to contain its consequences, guided by a vision for the future. Through political action, Nagas have to begin the difficult process of transforming negative energy into a constructive force that builds bridges within and without, by creating value-based alternatives. Perhaps it could begin by setting free the prophetic imagination!

PRESS FREEDOM: It’s Not a Global Competition

Q

uality of Life. Corruption. Happiness. Transparency. Democracy. Freedom of Speech. Freedom of the Press. Pollution. Education. Livable Cities. Gender Equality. Year in and year out we see indices for all of these factors. Now, I happen to reside in a small country (Sweden) which tends to score well in many of these socio-Olympic events. On the other hand, I am a citizen of a country (the US) which is a global superpower, yet doesn’t always (at least according to certain rankings) live up to the “Greatest Country in the World” billing it advertises on a daily basis. Which brings us to World Press Freedom Day. Much of the discussion on this day will be about rankings and indices. About threats of imprisonment and physical violence against journalists in countries such as Iran, China, Turkey and Egypt. About the introduction of draconian censorship laws and fear of persecution for internet users in Russia and Ethiopia. About the use of extreme violence against journalists working in Iraq and Afghanistan. And rightly so. However, there is the risk that those of us who are lucky enough to live in parts of the world not impacted by war or authoritarianism will see these lists, read these stories, and congratulate ourselves for our accumulation of democratic capital. These rankings can be important pieces of research and key points of departure for discussion and political action. But, viewed in isolation, they can also promote a narrow, pious attitude toward rights and freedoms in which there are global “winners” and “losers.” This competition to see who is the “most democratic” does little to help those in need, and can obscure the political, economic and military inter-connections between those who find themselves at the top and bottom of rankings. The press situation in Iraq and Afghanistan, for example, can hardly be divorced from post-9/11 foreign policy and the military intervention of the US and the UK (and the tacit approval of those occupations by other power-brokers). And, while Western political hay will be made from the low press freedom rankings of Iran, China, North Korea and Cuba, it is worth asking the extent to which the suppression of press freedoms in Saudi Arabia, Yemen and Bahrain is not only condoned, but perhaps supported by Western allies. None of this is to say that the actions of those in power in these countries are being given an alibi, but rather that repression of speech and print—particularly at the state level—is rarely conducted in complete isolation from broader geo-politics. In addition to our outward role, it is also important to look inward. Recent events in so-called “developed” nations hardly inspire confidence: PRISM; the detention of David Miranda at Heathrow; the seizure by the British authorities of computers from Guardian offices in London; the imprisonment for 35 years of US whistleblower Chelsea Manning; the threat of a US Grand Jury indictment for WikiLeaks founder Julian Assange; and, the need for journalists such as Glenn Greenwald and Laura Poitras to live outside of the United States for fear of harassment and/ or prosecution. These factors, and many more, have had a clear chilling effect in both the UK and US: supposed bastions of free speech and free press. Looking inward means more than just looking at how states impact freedom, however. It also means looking at both the political economy of our media systems and the structural barriers impeding the participation of a truly representative cross-section of society in the work of journalism. Freedom of the press is impacted by not only state censorship and legislation, but also by considerable economic barriers to market entry, the potentially negative impact of advertising upon content and concentration of ownership. Freedom of the press is also impacted by the under-representation of women and minorities in positions of newsroom authority. Of course, it’s simple to deflect this discussion by pointing to those at the bottom of indices and using the “At-Least-We-Are-Not-As-BadAs” line of reasoning. But, it seems a very thin argument to say that we should worry less about structural discrimination at home because things are worse abroad. Freedom means very little if large segments of a population are predetermined to be unsuitable, and thus not given access to that freedom.

strengthened his reputation for integrity by refusing the house that went with the job. He brought in a social policy and legislated for free water (up to a certain volume). But he resigned this February, after just 49 days in power, over other parties’ obstruction of anti-corruption legislation. The AAP needs his prestige for the general election campaign. “We aren’t like the rest of them. We go into politics with the sole aim of cleaning out the system,” claim AAP activists from a wide variety of backgrounds. Their criticism of the major parties draws strength from the regular scandals involving members of the political and industrial elite. The AAP exposed gas price fixing by the ruling Congress Party and Reliance Industries. It has accused Modi of awarding land in Gujarat at below market rates, to the benefit of a branch of Indian family capitalism, the Adani Group. The AAP has promised to fight the three Cs: corruption, communalism (which raises tensions between Hindus and Muslims) and crony capitalism. At the heart of its appeal is its aim of swaraj, a term used by Gandhi to refer to political autonomy and decentralisation. So the AAP has developed political programmes for each constituency, to return power to the governed so that they can collectively take charge of politics at local level. Medha Patkar’s candidature, in Mumbai, is an example of this. She chose the AAP to highlight the Ghar Bachao Ghar Banao movement (Let’s Save our Houses, let’s Build our Houses) and its fight against destruction of slum dwellings and the removal of their inhabitants. In 1985 Patkar led Narmada Bachao Andolan,post-independence India’s biggest anti-industrial movement, to campaign against dams on the Narmada river. In 1995 she founded the National Alliance of People’s Movements, which has 250 member organisations. “Medha is not standing on her own behalf, we are presenting her. And we are doing that so that she can promote our cause,” Santosh Thorat said on nomination day. Thorat is an active campaigner in the Ghar Bachao movement and a Dalit who was politicised by the emancipation movements started by the untouchable leader Bhimrao Ramji Ambedkar (1891-1956). A year ago, he swore that he would never dilute his politics by joining a party. Yet he has just signed a strategic alliance with the AAP, which is both unlikely and fragile since the AAP does not prioritise equality and caste oppression issues. These alliances cannot obscure the new party’s unpalatable aspects. On 14 March, before a procession set off in Mumbai’s working class district of Rafiq Nagar 2, a local poet sang a revolutionary song, Inki Soorat ko Pehchano Bhai (My Brother, Look at their Faces), which mocks the caste system and ridi‘We aren’t like the rest of them’ Kejriwal became chief minister for the region and cules all political figures, including Gandhi. In the election campaign for the Indian parliament’s 543-seat lower chamber, the favourite to be the next prime minister is Narendra Modi of the ultranationalist Hindu Bharatiya Janata Party (BJP), based on his record as state governor of Gujarat (see Gujarat: a not-so-model state, page 6). Modi has India’s Congress Party (Indian National Congress) worried: it is in freefall in the polls after 10 years in power, marked by a decline in India’s economic growth (4.4% in 2013, from nearly 10% five years ago) and by major corruption scandals, such as the fraudulent awarding of telecoms licences and illegal granting of coal mining permits. The Congress Party candidate is Nehru’s great-grandson, the uncharismatic Rahul Gandhi, who finds it hard to garner support. Are there any alternatives? Yes, says Patkar, who at 59 is standing for election for the first time, for the recently founded Aam Aadmi Party (AAP; Party of the Common Man). The AAP is popular and ambitious, and has come a long way since its creation in 2011: it has 400 candidates nationwide. In 2011, when ministers were being accused of political and financial misdealings, a large anti-corruption movement emerged, led by Anna Hazare, an ex-army driver. Hazare wears a topi — a reference to Gandhi’s white cap — and has gone on hunger strikes in New Delhi — events orchestrated to attract media coverage. He attracted impressive support, including among the often apathetic urban middle class. Hazare’s position on the death penalty for people found guilty of corruption has not damaged his support among Indians, who are tired of self-serving leaders and daily bribes to civil servants. This movement led to plans by members of the government and representatives of civil society for an anti-corruption law to establish an oversight authority, the Lokpal (Mediator of the Republic). Three years on, despite Congress Party promises, the law has yet to be passed. In 2012 one of Hazare’s lieutenants, engineer and former tax inspector Arvind Kejriwal, founded the AAP. Kejriwal retained Gandhi’s cap and — a stroke of genius — chose as party symbol the jhaddu (broom), used by the Valmiki, members of the Dalit (untouchable) caste who were traditionally street-sweepers. Sweeping away corruption and guaranteeing universal access to public services form the core of a programme that has attracted both the poor and the middle class. Last year the AAP scored its first notable electoral success, winning 28 out of 70 seats in Delhi’s regional parliament.

arendra Modi has not just yearned for India’s prime ministership, he has willed it. It has happened - well, almost. Alas, the spectacular variety of India may obstruct his path. This has caused deep consternation among those who keep a steady gaze on the world’s markets. The rating agency Moody’s has rung alarm bells. Friends from the Left (radical Left, I mean) see the emergence of two forces: a national party (BJP plus Congress) surrounded by a necklace of regional parties whose vote share increases with every election. Trust them to highlight such a disruptive reality. Mere conventional minds would see a more straightforward pattern emerging: BJP as the largest single party, followed by the Congress and regional parties, among whom they list the Left and AAP. The Left of all shades is as irritated with AAP as the Right is. Youth wings of the CPI-M and CPI have dispatched volunteers to help Ajai Rai of the Congress defeat Narendra Modi in Varanasi. Why would these volunteers not throw their lot behind Arvind Kejriwal who is a more charismatic figure in the fray? The official reason is that Ajai Rai, being a local Bhumihar, has a better chance of defeating Modi. But what happens to the Left’s avowed opposition to the BJP and the Congress? That may be the case but the Left’s real fear is AAP, which may upstage it as the growing anti Congress, anti-BJP force. There is a political angle to the seemingly negligible move. In case Modi or even the NDA fall substantially short of the magic figure of 272,

‘Blacks are not like you and me’ Xenophobic tendencies were revealed in January, when the justice minister for the Delhi region, who is an AAP member, ordered a police sweep of a district inhabited by African immigrants. In his crusade against petty crime, he has said: “Blacks, who are not like you and me, break the law.” The party stood by him. “For many progressive sympathisers, this was the first big disappointment. They realised the strength of reactionary forces in the AAP,” says political scientist Stéphanie Tawa Lama-Rewal. After a Danish tourist was raped in New Delhi, Kejriwal attributed rape to “prostitution and drugs”, revealing a lack of awareness of the structural and social causes of sexual and marital violence. He sets great store by existing village assemblies (panchayat) as conduits of local democracy. But others claim they are authoritarian, all-male institutions controlled by the dominant castes. Although critical of corruption among industrialists, the party’s economic vision is neoliberal. Several members of the commission charged with developing AAP industrial policy are business leaders who favour minimal state intervention. In the MumbaiSouth constituency, Meera Sanyal, former head of the Royal Bank of Scotland in India and a member of the LiberalsIndia thinktank, is a proud member of the AAP. Nor is there any question of criticising the influence of the US on neoliberal development policies, as writer and campaigner Arundhati Roy has noted. The AAP prefers “good governance” to anticapitalism and anti-imperialism, and defends workers’ emancipation only insofar as they confine themselves to (very limited) legal forms of action. The AAP’s strength is a reflection of the inability of Marxist organisations to form a solid third or leftwing front: their current coalition with regional parties provides no coherent alternative to the BJP or Congress Party. The Communist Party of India (CPI) and Communist Party of India (Marxist) (CPI(M)), made up mainly of higher-caste activists, support the critique of the caste-based society reluctantly, favouring instead a class-based analysis, even if it means excluding most of the oppressed. These parties find it hard to seize the subversive and emancipatory potential of current struggles: over access to housing or water in the cities, and over land seizures by industry, or nuclear projects, in the country. It is the AAP’s blend of non-violent rhetoric, absence of Marxist vocabulary and confidence in legalism that seems to have won over many of the activist elite, from anti-industrial environmentalists to leftwing teachers and civil rights campaigners: “Building a force based on the experience of social movements,” in the words of Kamal Mitra Chenoy, who left the CPI for the AAP. Tired of the hypocrisy of the Congress Party and worried about a probable BJP victory, these AAP supporters hope to occupy the available political ground and counter the conservative and retrograde tendencies within their own party. “The party’s programme is much more progressive than you might think,” says Stéphanie Tawa Lama-Rewal. “Among its pledges are commitments to universal medical cover and education for all. While it was unclear on the question of quotas for lower castes and women, it has adopted a position in their favour. And it has clearly indicated that it would defend the decriminalisation of homosexuality.” The place in the programme given to the re-appropriation of natural resources indicates the influence of environmental activists. They insist on the rights of local and minority communities to determine land and resource use. The AAP puts forward decentralised solutions for renewable energy, unlike the Congress Party’s centralised programme for solar and wind power. India plans to increase nuclear energy from 3% to 25% by 2050 to support industrial growth and the needs of the population, but Kejriwal has taken an antinuclear stance. However many of its candidates are elected, the AAP has already had an impact on the political landscape.

From Gujarat Model to Fourth Term of Tripura CM Saeed Naqvi IANS the Congress as the second largest party would come into play. The Left will then find some oxygen for the next round of manoeuvres. The radical Left, of course, places the conventional Left and AAP in the same category: players in the parliamentary arena who are, like others, marionettes in the hand of Corporate India. By their reckoning, “booth capturing” was organized by big landlords and Kulaks in earlier days. Now it is sought to be affected by a Corporate takeover of the media. Note the cunning compact between the Kulaks and the Corporates. This punishing appraisal notwithstanding, AAP may well be poised for a promising future. For a first time campaigner against all entrenched interests, including the two main parties, AAP will deserve applause even if it ends up with half a dozen seats. Should the election outcome not follow the script delineated by the authors of the Modi candidature, will it be curtains on the Gujarat model? BJP spokesman Ravi Shankar Prasad introduced variety in the discourse at a public function by describing CPI-M’s Man-

ik Sarkar as a chief minister he admires. It was probably a casual, patronizing remark by Prasad about a model he knew would not be taken seriously. Ironically, since 1957, populations ranging from 33 million in Kerala to 130 million if you include West Bengal and Tripura have been almost continuously under Marxist governments democratically elected. The total population of United Kingdom and France is 130 million. For variety, let us pursue Prasada’s remark. Manik Sarkar, now in his fourth continuous term as chief minister, has been the “cleanest, most efficient administrator” according to the testimony of one of the most thinking police officers, B.L. Vohra, who was Tripura’s director general of police for long years. Vohra has worked closely with Sarkar. Andrew Buncombe, correspondent of the Independent in New Delhi, who was in Agartala on polling day, describes Tripura as “an orderly, neat, clean state with a no-nonsense administration” and where the chief minister “walks to office”. He was surprised that there had been no serious examination of this extraordinary state recently in the Indian media. Buncombe was equally

struck by the “anachronistic” photographs of Marx and Lenin and their mention in local political discourse. One of the great puzzles of this election will remain the singular absence of any Congress leader in the campaign other than the Gandhi trio. It is common knowledge Sonia Gandhi is not in the pink of health. Why then did she burden herself with so many public meetings? Did she really believe that Rahul Gandhi was lighting up the party’s electoral fortunes? Technology has amplified the Priyanka magic. Even though she has confined herself to Rae Bareli and Amethi, her campaigning style, ability to connect, the overall attractiveness of her presence may give the party some mileage in eastern UP and Varanasi, even Gujarat and Madhya Pradesh. She has brazened out the Vadra allegation, but it will return to plague the family once the dust settles. The mystery remains why Priyanka was not given a bigger role in this bitterly fought election. Equally surprising is the absence of any other Congress leader at any of the road shows. It is a sad commentary on the party. It is possible that Priyanka does not have the stamina for extended electioneering, that she ìs good in short bursts. Who knows, this may have contrasted favourably with the Modi campaign which has gone on and on, aggressive but monotonous, ever since he flummoxed his own party by zooming ahead despite senior leaders throwing a ginger fit at his elevation in Goa last June. Why the senior leaders fell in line, is the stuff of mystery novels.

he issue of the marriage of children—typically girls—under the age of 18, has captured the attention of global leaders, academics and development practitioners. The practice is widespread, affecting 14 million girls per year. One in three women aged 20-24 were married as girls in the developing world. Child marriage not only harms girls’ health and human rights—it is a severe impediment to global security, equality and development. When girls marry at a young age, they often face dire consequences. Early marriage leads to early childbearing, which is associated with higher rates of maternal and infant mortality as well as more children throughout a women’s lifetime. Girls who marry young are more likely to be exposed to domestic violence and have a heightened risk of contracting sexually-transmitted infections, including HIV-AIDS. Child marriage is also associated with poorer education and thus lower earnings throughout girls’ lives. In 51 countries the rate of child marriage is 25 per cent or greater—meaning that 51 countries are losing their potential productively to engage all members of society in advancing their development. Drivers of child marriage are complex and varied but common threads include poverty, “tradition” and insecurity resulting from conflict or disasters. Girls from poorer and rural communities tend to be at greater risk. The practice takes place in diverse countries and cultural milieu—from Brazil to Bangladesh, from Mali to Malaysia. While religious beliefs can perpetuate child marriage, no single faith is associated with the practice, which cuts across Christian, Muslim, Hindu and other religious communities. Wherever it is prevalent, however, the core of the problem is the low value society places on girls and women. If we are to ever eradicate the scourge, we must confront the fundamental gender inequalities and discriminatory norms that underpin child marriage and its insertion into cycles of poverty and violence. At the same time, we must remember those girls—nearly 70 million—who are already married, who are among the most marginalised individuals in the world. In many cases, they have been taken away from their families and out of their schools to live in isolation from friends and peers.

ing when and whom a girl marries. Educating these important stakeholders—through meetings, campaigns and public information— about how child marriage affects a girl’s health and future often sparks powerful change. With new knowledge, adults’ attitudes can shift: they become more likely to challenge “traditional” expectations about the role of girls. For example, an evaluation of Tostan’s work in Senegal found reductions in child marriage through campaigns which encouraged community members to take pledges not to marry their daughters before the age of 18. • Enhance girls’ access to high-quality education. Girls with no education are three times as likely to marry as those with secondary or higher education. When girls are in school, they are less likely to be seen as ready for marriage and can develop supportive social networks and the skills and knowledge to advocate for their own needs. Incentives, such as free uniforms and scholarships, and other support for girls to enrol and remain in school can help delay marriage. Programmes which improve the safety and girl-friendliness of schools, strengthening curricula and making lessons relevant to girls’ lives, are also effective.

• Provide economic support and incentives to girls and their families. Parents may benefit financially from marrying their daughter off early—by gaining a bride price or lowering a dowry or simply having one less mouth to feed. Enhancing the economic security of poor households can thus help curb child marriage. Providing a girl or her family with a loan or an opportunity to learn an incomegenerating skill can yield immediate relief for struggling households. It has long-term benefits as well, as girls who learn skills that enable them to earn an income may be seen as adding greater value to the family. • Empower girls with information, skills and support networks. Five common strategies have been used successfully to delay girls’ marriage in a variety of contexts:

As global leaders shape the next global development framework to eradicate poverty and promote sustainability and security, girls must not be ignored. ICRW is at the forefront of efforts to make sure this critical omission is not repeated. Through evidence-based advocacy, it aims to augment and support the chorus of voices—most importantly, of girls themselves—calling for a more powerful and a more girl-responsive MDG on gender equality and the empowerment of women and girls. The centre is pushing governments and the United Nations for a post-2015 agenda that asserts the rights of women and girls, including a specific target to end child marriage by 2030. And there have been some encouraging signs. In March, a relatively strong outcome document negotiated at the UN Commission on the Status of Women endorsed a stand-alone goal on gender equality and called on member states to eliminate the harmful practice. The Open Working Group on Sustainable Development Goals has released a working document which includes a focus on gender equality and women's empowerment—including a target to end child, early and forced marriage by 2030. The Human Rights Council has passed a resolution on child marriage and several governments are developing national strategies and action plans to guide prevention and response. These recent successes reaffirm earlier indications, from the UN secretary general and his High Level Panel of Eminent Persons, that child marriage should be included in the framework. ICRW will continue to advocate for attention to adolescent girls at the next Open Working Group meeting in New York, and will welcome the upcoming Human Rights Council debate on child marriage and a major event the United Kingdom will hold on child marriage and female genital mutilation this summer. By the time the UN General Assembly convenes in September, much of the work to develop the substance of a child-marriage target will have been done. Advocacy with national governments will then will be absolutely essential to ensure a global commitment. Together, we can end child marriage in a generation.

New Delhi, May 5 (iaNS): Former telecom minister A. Raja told a court here Monday that the 2G spectrum allocation decisions were taken on the proposals of DoT and discussions with other cabinet ministers and after properly apprising the prime minister and taking his concurrence. “I did not take any unilateral decision, but acted on the proposals of DoT and discussions with other cabinet ministers and the then solicitor general (G.E. Raja, facing trial in the 2G allocation case, was handed over 1,700 questions running into 824 pages March 27 by the court.The questions are part of the recording of the statement of Raja. While recording his statement, Raja said he acted throughout in the public interest in accordance with the law, regulatory framework and government policy, and “not for any personal gains”. He said there has been no loss to the exchequer and on the contrary the tariff has come down and tele density has increased manifold, leading to public savings as well as an increase in the revenue share of the government. “My actions do not amount to abuse of official position or any other offence,” Raja said in his statement. Raja, who started recording his statement early morning Monday, has replied to over 1,700 questions asked by the court which has concluded recording his statement and adjourned the matter for Tuesday to hear other accused in the case. According to the government auditor, Raja was biased while distributing 2G mobile airwaves and operating licences to telecom firms, causing a loss of up to Rs.1.76 lakh crore in revenue to the treasury. All the accused, including Raja, are out on bail. In a separate case related to 2G, the court has adjourned the recording of statements of Essar Group and Loop Telecom promoters till May 19. The court gave a questionnaire containing 645 questions to Essar Group and Loop Telecom promoters, who are among the accused.

preme Court Monday said that the Election Commission was empowered to inquire into the allegation of paid news if the expenses for the same are not being reflected in the election return filed by the candidate. The apex court bench of Justice Surinder Singh Nijjar and Justice Fakkir Mohamed Ibrahim Kalifulla said this while dismissing a plea by former Maharashtra chief minister Ashok Chavan. Having held that EC can inquire into the allegation, the court dismissed the plea by Chavan who had challenged the Delhi High Court order, holding that the commission can inquire into the allegations of paid news if same was not disclosed by the candidate in his election expanses returns. The court said that EC will hold day to day hearing and decide the complaint in 45 days. Chavan, in 2009 assembly election had won from Bhokar assembly seat in Nanded, by a margin of 1.25 lakh votes. His opponent, independent candidate Madhav Kinhalkar, filed a complaint with EC, accusing him of hiding expenses on a ‘paid’ supplement titled ‘Ashok Parva’ (The era of Ashok) in a leading Marathi daily. Chavan and the daily’s management denied the allegation saying that the supplement was not a paid one. EC probed into Kinhalkar’s allegations. Delhi High Court in 2010 declined Chavan’s plea seeking the stay of the Election Commission proceedings.

New Delhi, May 5 (iaNS): The UPA government has decided not to pursue its move to appoint a judge to head the commission to probe the alleged snooping over a woman architect by the Gujarat government. Sources said the decision on appointment of judge had been left to the next government. The government’s move to appoint a judge -- months after it announced a commission to probe the snoopgate allegations -- was staunchly opposed by the Bharatiya Janata Party (BJP). Two of the Congress allies in the government -- the Nationalist Congress Party (NCP) and the National Conference (NC) -- also expressed their strong reservations over the proposal. Law Minister Kapil Sibal last week said a judge will be appointed before May 16 -- the day the Lok Sabha election results will be declared -- to head the probe panel. The central government had decided in December last to set up a judicial commission of in-

quiry to investigate the charges of illegal surveillance by the Gujarat government. NCP leader Praful Patel had said Sunday it was not right to appoint a judge with about 10 days left for the poll results. NC leader and Jammu and Kashmir Chief Minister Omar Abdullah also said that if a decision to appoint a commission was taken in December, it should have been implemented and appointing a judge five months later was wrong. Congress leaders had over the past few days stepped up their attack on BJP’s prime ministerial candidate Narendra Modi over allegations the Gujarat government mounted illegal surveillance on a woman architect, allegedly at his instance. Official sources claimed the UPA government’s decision not to go ahead with appointing a judge for the commission had been taken before the allies expressed their reservations over the move.

SC orders status quo over Supertech towers demolition

New Delhi, May 5 (iaNS): The Supreme Court Monday ordered status quo in respect of two 40-floor residential towers of Supertech builders in Greater Noida which were ordered to be demolished by the Allahabad High Court for not complying with building laws. A bench of Chief Justice R.M. Lodha, Justice Madan B. Lokur and Justice Kurian Joseph also issued notice to all concerned and said the builder and the purchasers of the flats shall not sell, alienate or create third party rights for the buildings. The buildings in question were constructed by realty majors Supertech Group Limited. At the beginning of the hearing, the apex court said the high court order directing the total demolition of the two buildings was flawed and wrong. “The order of total demolition is flawed. High Court is wrong. Question is that whether it (demolition) should be (beyond) ground floor plus nine storeys, ground floor plus 11 storeys, ground floor plus 24 storeys,” the bench said. Chief Justice Lodha inquired if the original sanction was for the ground floor plus nine storeys, and asked how the foundation could withstand the additional 31 storeys. “When you have sanctioned plans for groundplus-nine-storey building, how can it bear the load of 40 storeys,” the court asked, adding that it was a “lay-

man” question. Appearing for Supertech, counsel Mukul Rohtagi told the court that when the company laid the foundation, it knew that it will be allowed to increase the floors up to 40. “When the foundation was laid, we knew what the policy was,” the counsel told the court. Chief Justice Lodha asked: “Can you imagine a builder -- that of a ninefloor building -- laying the foundation of a 40-floor building? How expensive it would be if more floors were not to be allowed?” He said it defies logic and common sense, and was “a preposterous prop-

osition”. In another poser, Chief Justice Lodha said the court wanted to know when Supertech started, what was the position and how nine floors became 11 and then 24. The court said that even if one were to take a building comprising ground floor plus 24 storeys, even then it “suffers from legal flaws because of connivance between builder and the (NOIDA) officers”. The apex court said that according to the high court order, both towers have to be demolished, and the cost of towers will have to be borne by the NOIDA authorities. Pointing to “collusion

and conspiracy”, the court said the builder built the towers according to the plans sanctioned by the New Okhla Industrial Development Authority (NOIDA). Counsel Rohtagi said the entire plan was designed in a way that everything can be adjusted and there was realignment of other utilities. At this, the court asked: “What is the procedure for realignment of the area? Show us from law.” Counsel C.A. Sundaram, appearing for the residents, said what was being told to the court was not a factual position and contested the submission made by Supertech.

Victims of bullying at a tender age are at greater risk of experiencing sleep disturbances later. “Nightmares are relatively common in childhood, while night terrors occur in up to 10 percent of

children,” said Suzet Tanya Lereya, lead author and research fellow at University of Warwick. If children have nightmares, parents should know that this may be related to experiences of being bullied by peers, and it provides them with an opportunity to talk with their child about it. “There may be a way to identify victims of bullying before they experience serious mental health problems,” Lereya noted. Lereya and Dieter Wolke analysed data where 6,438 children aged eight and 10 years were interviewed about bullying and parasomnias, including nightmares, night terrors and sleep walking, when

they turn 12. “Our findings indicate that being bullied is a significant stress/trauma that leads to increased risk of sleep arousal problems, such as nightmares or night terrors,” maintained Wolke, a professor of developmental psychology and individual differences at University of Warwick. Those who were both a victim and a bully were much more likely to have any parasomnia, but bullies were not at increased risk of a sleep disturbance. LONDON, May 5 (aP): Jose Mourinho accepted Chelsea's Premier League faint title hopes had been extinguished by a 0-0 draw against Norwich on Sunday, with the manager bemoaning the team's laziness and misfiring strikers as his first season back in charge ends with a whimper. Neither striker Demba Ba nor Fernando Torres came close to scoring as Chelsea was left unsuccessfully appealing for penalties in this drab penultimate game of the season. "Our strikers are good strikers, no doubt about that, but players with some specific qualities," Mourinho said. "They are not the kind of players in five square meters with three or four players around who can get the ball, can dribble around and make the shot. "So when the team is in a difficult situation they are not able to normally resolve that

situation for us." It likely means Mourinho's first season back at Chelsea will end without a trophy. Chelsea, with one game left, is a point behind Manchester City and Liverpool, who both have two matches remaining and a superior goal difference. "We tried everything but at the end of the day we knew we had no chance of being champions," he added. Chelsea is three points ahead of fourth-placed Arsenal, which also has one game left, but the Blues have a much better goal difference. A draw at Stamford Bridge would usually be something to celebrate for Norwich — giving Neil Adams his first point in his fourth game as interim manager — but it leaves the club closer to the drop. Norwich needs Sunderland to lose to West Bromwich Albion on Wednesday and Swansea on Sunday, when the

But you know there are a lot of longevity elements in a musical than a normal story, Rahman said. When you see a song and dance, you want to watch it again and it creates a good mood even after a couple of watches. Whereas, when you see a film with no music, you might watch it just once or twice. The re-watching element is more in a film with music, he said referring to the fact that viewers would watch such movies again. I did the comedy `Couples Retreat`, family movie `People Like Us`, adventure movie `127 Hours` and I also did `Monkeys of Bollywood`, the musical. It was like a full circle and I wanted to come back and do something hybrid, Indian and Hollywood, he said. Popular artists such as Sukhwinder Singh as well as Raghav Mathur collaborated with Rahman on this project. Rahman says the film is about cultural exchange. It`s about how a bunch of Indian kids influence an American agent and vice versa. It makes for a great story on cultural exchange, he said. Although a good portion of the film

was shot in India, Rahman said The film`s music has Indian as well as western sensibilities. The film is not just Indian and, therefore, I had to strike a balance between the two and produce something that could be enjoyed by everybody. Known for using several Indian compositions in his western projects, Rahman had used one tune from his Tamil film ‘Thirakkatha Kaattukkulle’ in ‘Million Dollar Arm’. I never wanted to use the song from this Tamil film. The director and the music supervisor loved the tune and we`ve used it as part of the soundtrack. It`s a soothing number, he said. In the past, he has composed Indian songs for films such as ‘Couple`s Retreat’ and ‘Warriors of Heaven and Earth’. Working with a brand new team in ‘Million Dollar Arm’ was Rahman`s biggest challenge. It was a whole new team. There was new sound engineer and new music supervisor. I was the only common factor in the team. When I started working on this project everything was very fresh. I also got to work with a lot of new artists, Rahman said. I got to work with some amazing names such as Kendrick Lamar, Iggy Azalea and Wale. In essence, it was completely a new team and to collaborate with them and work was indeed a challenge, he added.

Sussanne to get custody of Hrithik’s sons

tody of their sons- Hridaan and Hrehaan. Son of actor-director Rakesh Roshan –Hrithik - and Sussanne, daughter of actor Sanjay Khan, were married for 13 years. They entered matrimony after 4 years of relationship on December 20, 2000.

After making their separation public in December last year, just a few days before their wedding anniversary, Hrithik took to Facebook and wrote, “This is my greatest tribute to love. Sussanne is and always will be the love of my life for the rest of my life.”

He added, “If her smiles are brighter without me, my love for her must accomplish that. Unconditional.” Sussanne too issued a statement that read: We are two individuals who respect and care for each other and have made our

own individual choices. “We are parents to two wonderful kids and our responsibility remains to protect and take care of them. Nothing can change that. Thank you for your warmth and concern for both of us and the family,” Sussanne said.

ahMeDaBaD, May 5 (PtI): In one of the most dramatic turnarounds in the history of IPL, Rajasthan Royals today came from nowhere to register an improbable 10-run victory against Kolkata Knight Riders in an encounter which saw fortunes fluctuating from one team to the other till the very end. Chasing a victory target of 171, KKR were sailing along at 121 for no loss with Gautam Gambhir (54) and Robin Uthappa (65) cruising along before losing an incredible six wickets for addition of two runs in a space of nine deliveries (eight legal ones). Shane Watson (3/21) and Pravin Tambe (3/26), including a hat-trick, scripted a remarkable collapse which the jam-packed Motera will remember for a long time to come. The Shah Rukh Khan co-owned

outfit never recovered from that telling blow as they were restricted to 160 for six in the stipulated 20 overs, losing their fifth game in the tournament. My comeback will inspire others: Jwala

RaIPUR, May 5 (tNN): Sports should be an integral part of education and sports culture should run parallel to academic session right from the schools, India's ace shuttler Jwala Gutta said. Speaking to reporters at the side-lines of inauguration of a club here, she said, "India is a land of many talents, but a sport is not really one of them. I feel the sports culture and education should go hand in hand. Now that things are looking up a bit, there's more need to develop a sports culture in India than ever before."

Jwala said the performance of our sportsmen in the last few months, including badminton players, has been really astounding. She emphasised on the need to change the system to bring a sports culture to the country. When asked if she would like to forget the bad phase of her sporting career, Jwala said it is quite difficult to forget what happened, but still she would try to overcome all worse situations as soon as possible. Jwala had to go through many legal proceedings to overrule the lifetime ban planned by the disciplinary committee of the governing body of BAI after the ace shuttler delayed the match playing for the Krrish Delhi Smashers against the Banga Beats in the Indian Badminton League more than six months ago. "I think my comeback will give courage to other shuttlers who can raise their voice against wrong," Jwala said. When asked about the support she had received during her crisis period, Jwala said all my partners, friends and relatives were with me in my battle for justice. LONDON, May 5 (aP): Elena Baltacha, a former top-50 professional tennis player who had been fighting liver cancer since retiring from the game, died Sunday. She was 30. The former British No. 1 died peacefully surrounded by family and friends, the Women's Tennis Association said on its website. The Kiev-born Baltacha, who represented Britain at the 2012 London Olympics, was diagnosed with the illness in January, two months after retiring from tennis and only weeks after she married her longtime coach Nino Severino. "We are heartbroken beyond words at the loss of our beautiful, talented and determined Bally," Severino said in a statement. "She was an amazing person and she touched so many people with her inspirational spirit, her warmth and her kindness." Baltacha was born into a sporting family. Father Sergei played football for Dynamo Kiev and English club Ipswich, and won a bronze medal for the Soviet Union at the 1980 Moscow Olympics. Mother Olga represented the

Soviet Union in the pentathlon. After being diagnosed with a chronic liver condition aged 19, Baltacha dealt with illness throughout her career, receiving medication and regular blood tests. "Elena's journey was never an easy one and yet she consistently showed her strength, good humor and indomitable spirit," WTA chairman Stacey Allaster said. Her best ranking was 49th in 2010, and she reached the third round at Grand Slam tournaments three times — at Wimbledon in 2002, and at the Australian Open in 2005 and 2010. Ankle problems eventually forced her to retire in November, and she had hoped to use her experience to develop the next generation of British players. "We have lost a shining light from the heart of British tennis - a true role model, a great competitor and a wonderful friend," former Fed Cup coach Iain Bates said. "We have so many special memories to cherish, but this leaves a gaping hole for everybody in both British and women's tennis, and words simply cannot express how

saddened we are by this news." Baltacha had already planned a tennis charity event in June, "Rally for Bally," to raise money for a cancer hospital and her tennis academy. Glitzy ISL is not an answer to India's soccer woes

MUMBaI, May 5 (ReUteRs): A new franchisebased soccer league with celebrity owners will kick off in India later this year but not everyone is convinced that it will help lift the country out of the lower echelons of the world game. Spanish club Atletico Madrid, former cricketers Sachin Tendulkar and Sourav Ganguly as well as top Bollywood actors are among the owners of eight franchises in the Indian Super League (ISL), which will run from mid-September to the end of November. Cricket-obsessed India languishes at 145th in the world rankings, a state of affairs that has prompted FIFA president Sepp Blatter to dub the country of 1.2 billion the "sleeping giant" of world soccer. While the promoters are confident the ISL will revolutionise soccer in India in much the same way as the similarly named cricket league has done in the nation's favourite game, not everybody is on board. The owners of current national champions, Goa-based I-League club Churchill Brothers, are among the fiercest critics of the new tournament, believing it will do more harm

than good. "How do you even call it a league? You need at least six months to term yourself a league," chief executive Valanka Alemao told Reuters. "And in any country who play the World Cup, have you ever heard of something so stupid and ridiculous as this tournament? "I'm someone who will call a spade a spade. I'll fight it tooth and nail. They want to kill the sleeping giants even before waking it up." CELEBRITY OWNERS According to tournament organisers, franchises paid about $25 million for a team for 10 years in the ISL, which will have a fair presence of the country's film industry in the form of actors Salman Khan, Ranbir Kapoor and John Abraham as co-owners. "Celebrity owners and all is great but football in our country requires a lot of dedication and a lot of hard work," Alemao, whose family own the Churchill Brothers club, added. "I don't think these celebrities have even watched Indian football. If the structure was good, I would have been the first to support it." AIFF officials are confident such concerns can be

easily addressed. The sport's governing body said they have asked franchises to invest in infrastructure, grass-root and youth football development and believe the money on offer will inspire youngsters to take up soccer as a profession. "Indian football had somewhat stagnated. Nothing great was happening and we were not progressing at the desirable rate," AIFF vice-president Subrata Dutta told Reuters. "We have been hovering between 140 and 160 in rankings for many years now and we needed something big to push us forward. "We at the AIFF felt that an explosion is needed in Indian football. If you could revolutionise the game with a twomonth tournament then countries from Middle East would have done it many years ago. "They would have won many World Cups by now. Nobody has the kind of money they have." Soccer in India remains popular only in certain areas, while the appetite for the televised game is restricted to the English Premier League or Spain's La Liga. FIFA has signed a 10year agreement to develop the game in the world's second most populous nation and the IMG Reliance joint venture are four years into a 15-year deal as the commercial partner of the AIFF, which is worth 7 billion rupees ($116.26 million).

Suarez named Footballer of the Year

LONDON, May 5 (aFP): Liverpool striker Luis Suarez completed a notable 'double' on Monday after it was announced he'd been voted the 2014 Footballer of the Year by England's Football Writers' Association. Suarez's 30 goals have kept Liverpool in sight of their first English championship title in 24 years and this latest honour comes after he was named Player of the Year by his peers in England's Professional Footballers' Association. Uruguay international Suarez, 27, topped a poll of more than 300 journalists ahead of Liverpool captain Steven Gerrard and will receive the FWA award, which has been running since 1948 at a gala dinner at London's Lancaster Hotel on May 15. FWA chairman Andy Dunn, of the Sunday Mirror, said: "Those members who have been fortunate enough to be working at a match involving Luis Suarez have witnessed an astonishing talent first-hand. "Tireless endeavour allied to ex-
