KOHIMA, MARCH 6 (MExN): The Nagaland Peace Centre has appealed to the different Naga Political Groups to work with “unity and understanding: in order to “find a solution to their problem with the Government of India.” A press note from the NPC called upon the groups not to “initiate military action against each other such as kidnapping, abduction and killing.” The NPC further appreciated the Forum for Naga Reconciliation in their efforts to bring about reconciliation among all the groups and work towards an acceptable and honorable solution. “The leadership of FNR is no doubt a force to make things happen and they are capable of bringing 31 different groups/organizations together with the sole objective to focus on reconciliation among different factions of Naga Underground to work towards political solution of the Naga political problem,” it added.

‘need to collectively raise our voices’ Morung Express news Kohima | March 6
Chief Minister Neiphiu Rio, the consensus candidate of the Democratic Alliance of Nagaland (DAN) for the forthcoming Lok Sabha polls, on Tuesday, said that there is a need to collectively raise “our voice” on the problems and the issues of Nagaland state and the North East. Speaking to media persons, Rio lamented that often the North East and particularly Nagaland are in the news for wrong rea-
sons and stressed on the need to highlight the problems of the region to the central leadership. Stating that the people from the North East in Delhi face lots of problems, he called upon the people from the region to come together and fight so for equal treatment. “The mainland people should recognize us, know us and understand us,” he said. He added that the formation of the North East Regional Party Front is to raise common issues of the North East. Also stating that the
whole of the North East is facing a lack of infrastructure and institutions, Rio informed that the NERPF has submitted a memorandum to the President, the Prime Minister and all central leaders. On being asked how he would raise his voice at the centre, Rio said that the government in Delhi, has been running the country on party lines, which he said is not good for the country and for democracy. “We have to collectively raise our voice and make them understand. If we
are a part of Indian union then they have to give us due share and give patient hearing,” he said. On being asked about apprehension on account of him leaving the state, Rio assured that the party is very strong, adding that it has the requisite number, cooperation and had achieved a landslide victory. Stating that he does not foresee any instability, Rio said that there are a lot of capable and experienced leaders who can take care of the state government. With PTI inputs

SRINAGAR, MARCH 6 (Ap): Dozens of Kashmiri students were expelled from their university and threatened with sedition charges because they cheered for the Pakistani cricket team during a televised match against India, police said Thursday. Authorities were trying to track down the 66 students for questioning to determine whether sedition charges are appropriate, police officer N.K.S. Chauhan said. Sedition carries a possible life sentence. Love of cricket — a legacy of Britain’s long colonial role — is one of the few things on which Pakistan and India can usually agree, despite a long history of mutual animosity that has fueled three wars since the subcontinent’s bloody partition in 1947. But the fracas over Sunday’s match — which Pakistan won — shows how easily passions are inflamed over Kashmir, a divided Himalayan territory that both countries claim. Insurgents have been fighting for Kashmir’s independence or its merger with Pakistan since 1989. Several of the students said their expulsion reeks of discrimination. “We didn’t do anything illegal,” said Muteebul Majid, a business administration student in his 20s. “Are they slapping these charges against us for being Kashmiris or for cheering for the Pakistani team?”
Like several other students who spoke to the media Thursday, Majid had returned to his home in Srinagar, the main city in India-controlled Kashmir, after leaving school. Gulzar Ahmed, also a business administration student, said he and his friends were never given a chance to explain themselves. “They (local students) attacked us with stones and abuse after the match. Instead of taking action against their hooliganism,
least a dozen other areas in the region. Omar Abdullah, the top elected official in the Indian portion of Kashmir, said sedition charges would ruin the students’ future and further alienate them. “I don’t condone what they did, what they did was obviously wrong and misguided,” he told Indian news channel NDTV. “That having been said, they are young ... (Sedition charges) will further push them to the fringes.” The banned Kashmir University Students Union voiced its support for the students. This “is nothing new, but a testimony to the fact that we have been in a perpetual state of war with India since the past 67 years,” the organization said in a statement. Pakistan’s government showed support for the students. “If these Kashmiri students want to come and pursue their studies in Pakistan, our hearts and academic institutions are open to them,” Pakistani Foreign Office spokeswoman Tasnim Aslam said. In an editorial, The Economic Times said the university’s decision was bad for India. “Many Kashmiris see their land as an occupied place, retained by brute force alone,” the newspaper said. “Behavior such as in Meerut only serves to strengthen this feeling, rather than to reduce any degree of alienation.”
66 Kashmiri students expelled and threatened with sedition charges for cheering Pakistan against India in Asia cup cricket police bused us to the railway station and directed us to go home,” Ahmed said. The students had been living in the dorms at the private College of Swami Vivekanand Subharti University, in Meerut, Uttar Pradesh state, which is nearly 900 kilometers (560 miles) from their homes in Kashmir. Calls to the school were not immediately returned Thursday. The students’ cheers for Pakistan would not have raised any alarms back home. Minutes after Pakistan won the nailbiter of a match, hundreds of Kashmiris lit firecrackers and chanted “Long live Pakistan!” and “We want freedom!” There were joyful processions and celebrations in Srinagar and at

With that expulsion, the GPRN/NSCN split into two – one group retained the nomenclature GPRN/NSCN headed by ‘Gen’ Khole while the other group NSCN (K) was headed by SS Khaplang. With Mulatonu and other senior leaders joining GPRN/NSCN, sources said more were likely to join GPRN/NSCN.
Renomme Coir Industries & Kivifoam Industries located at Thilixu village, Dimapur was engulfed in flames in the wee hours of March 6. Plant machineries estimated at over Rs. one Crore was reported to have been destroyed at the industrial unit, which manufactured coir and foam-based cushioning material. It required six fire trucks along with 20 fire-fighters around one and a half hours to control the flames. Electrical short-circuit was suspected to have caused the fire but it could not be ascertained.
sow the seed of unity: torechu 7-day deadline to nagaland state government
KIpHIRE, MARCH 6 (MExN): Parliamentary Secretary for Excise, Economics & Statistics and LM&CP, T Torechu, on March 4 inaugurated two villages in Kiphire district, which were recently recognized by the Nagaland state government. The villages include Tsurevong and Jenty under Pungro-subdivision. Addressing the villagers at Tsurevong, the Parliamentary Secretary said that one basic nature of human beings is that they first greet each other and make friendship but later on develop animosity and fight with one another. Torechu said this should not be the case of the newly recognized village and urged the villagers to sow the seed of unity and bondship, which would last for generations to come. He also advised Tsurevong villagers to maintain close ties with their parent village and friendly relations with neighboring villages. Torechu further said that the villagers should not create divisions and disunity among themselves by fighting over posts of village chairman, GBs or VDB members. Additional DC Pungro, Tainu, in her address congratulated Tsurevong villagers for recognition of the village and welcomed them to the “administrative fold.” She also reminded
the villagers that along with recognition and privileges comes obligations and responsibilities. The ADC also said that if the villagers want speedy development, then they should follow the guidelines of the government. Tsurevong village council chairman, K Thuveki, chaired the programme and P Retringki, GB, delivered the welcome address. At Jenty village, the Parliamentary Secretary said that ‘Jenty’ (ideal location in Yimchungrü dialect), with its blessed topography, should not be an eyesore to the neighboring villages by remaining aloof after getting recognition. “Now that you (Jenty village) are a recognized village and accorded the status of father and mother, abandon the wanton days of your youth and assume responsibilities”, Torechu said. The responsibilities, according to Torechu, include abiding by the rules of the government, respect for administration, peaceful co-existence with neighboring villages and collective responsibility, as opposed to individual imposition of decrees whether by founders or GBs of the village. “A new village should also bring forth new action, new thinking and ideas for benefit of the present generation and posterity”, he added.
DIMApUR, MARCH 6 (MExN): The All Nagaland Inter-Departmental Field Staff Associations Joint forum has written to the Chief Minister of Nagaland, reiterating its call for revision of pay for work charged employees and regularization of their services, as per the order of the Guwahati High Court, passed on March 5, 2012. The application was jointly appended by representatives of the All Nagaland Inter Departmental Joint Forum, All Nagaland PWD Field Workers Association, All Nagaland PWD Mechanical Field Staff Association, All Nagaland Field Staff Association PHED, Town Planning Works Division Offices UDD Dimapur and Kohima, Medical Department, Police Engineering Project, ANEFWA, I&FC and the Industry and Commerce Department.
The application to the CM stated that over the last 23 years, the pay and allowances of the work charged employees have not been revised, despite the fact that salaries and allowances of other categories of employees have been revised two times, during the
It lamented that despite recommendations submitted by the Work-Charged & Causal Employees Commission, following the High Court order, and Cabinet SubCommittee Minutes thereof, the said recommendations have been “left neglected by the State Cabinet till date.” In view of this, it stated that the workcharged employees and their dependants in the state are “subjected to hapless and helpless conditions.” The organizations further cautioned that unless the Nagaland state government passes appropriate orders within a period of seven days, the dependants of the work-charged employees in the entire state would “come out to the streets in all the district headquarters” and demonstrate against the “indifferent attitude” of the state to their “legitimate rights.”
Work-charged employees demand revision of pay same period of time, in consonance with the escalating cost of living. It stated that the “pendency of contempt proceedings” have had no impact on the attitude of the concerned officials of the Government in the implementation of the orders passed by the Guwahati High Court, “tending to cause loss of faith on all branches of the Government, the Executive, the Legislature, and the Judiciary.”

Brus left Mizoram they had driven out some Mizos in villages of Sakhan Hill Range in Tripura like Sakhan Serhmun, Sakhan Tlangsang, Sakhan Tualsen and Upper Dosda which had kicked up much ruckus in Mizoram then. Meanwhile, a head count conducted by the MBDPF a couple of years ago, found that there had been 31,703 Brus in the relief camps belonging to 5,448 families who were bona fide residents of Mizoram. The repatriation of the 1997 batch of Bru refugees was underway until it stalled because of the November 13 killing. In the year 2011, a conglomeration of major NGOs in Mizoram had submitted a joint memorandum to the then Union Home minister P Chidambaram to rehabilitate displaced Mizos in Tripura and stall the ongoing repatriation of Brus from Tripura to Mizoram. The memorandum was signed by representatives of four large NGOs in the state--the Young Mizo Association (YMA), the MZP, the Mizoram Upa Pawl (MUP) or elders association and the Mizo Hmeichhe Insuihkhawm Pawl (MHIP) or the women's federation and four political parties. The memorandum had mentioned that more than 80 Mizo families displaced from Tripura's Sakhan Hill range in 1998 after being threatened by Bru militants and called for adequate rehabilitation from the Centre. Otherwise, the repatriation of Bru refugees from Tripura relief camps should not be allowed, the memorandum had stated.
Siddharth Mridul asking Delhi Police Commissioner to direct all DCPs to sensitise police personnel. The court also said there are two ways to change the mindset of people. "We need to change the mindset of people which can be changed in two ways -- one by rehabilitation, which takes time and second is by fear. Fear from being caught, prosecuted and to go to jail. After all, it is the people who are committing these crimes," said the bench. It further asked Delhi Police to file a status report giv-
ing details of actions taken by them on 47 complaints received from people from the northeast on the helpline number 1093 launched by the police sometime back. The court was hearing a case where it took suo motu cognisance of an incident where Nido Tania, son of Arunachal Pradesh Congress legislator Nido Pavitra, was allegedly beaten up by shopkeepers Jan 29 in south Delhi's Lajpat Nagar market following a row over his appearance and clothing. He died in a hospital the next day.
GUWAhATI, MARch 6 (PTI): The Assam government's move to explore trimming of horns to save rhinos from poaching was opposed by an environmental activist body which said it will affect biological growth of the animal and the risk from poachers will continue. "The horn of a rhino is a part of its biological growth. With the help of the horn, the animal selects a mate for breeding. So removing the horn will be detrimental to the rhino population," Nature's Beck-
on Director Soumyadeep Datta told reporters here. The rhinos use their horns also for behavioral functions like defending territories, protecting calves from other rhinos and predators, maternal care, digging for water and breaking branches. Datta said a study by environmentalist Janet Rachlow revealed that 90 per cent of the dehorned white rhinos were poached within 18 months as the horns grow back very quickly. If the horn is cut too close to the germinal layer, it
could damage the horn base and lead to deformed horn re-growth or death of the individual rhino due to blood loss or shock, he said.

Panel to watch LAND FOR poll spending SALE in Arunachal 3 Katha Miyadi Patta ITANAGAR, MARch 6 (TNN): The Election Commission has declared Arunachal Pradesh as one of the most expenditure sensitive states in the country and accordingly, a high power committee has been constituted for election expenditure monitoring (EEM), said the state chief electoral officer (CEO), C B Kumar, today. "The commission, based on inputs, has identified 23 assembly constituencies (out of a total of 60 in the state) in six districts as most expenditure sensitive," Kumar told a press conference here this afternoon. The districts are West Siang, East Siang, Kurung Kumey, Lower Subansiri, Papum Pare and East Kameng. "This time we are going to have a targeted approach instead of a general approach to monitor election expenditure in these districts," he said, adding, "the other districts would also be under the commission scanner." Banks have been asked to furnish daily reports on any abnormal withdrawal or deposit. "Flying squads and state surveillance teams in each constituency will check vehicles to ensure no unaccounted cash of more than Rs 50,000 is being carried by individuals or political parties" he added.

AIZAWL, MARch 6 (NNN): The Bru refugee repatriation from Tripura to Mizoram will be completed before the Lok Sabha polls. In this connection, the District Level Core Committee on Bru Repatriation and Rehabilitation Committee today held a meeting at Mamit in Mizoram. The meeting deliberated over the further process of the Bru refugees being lodged at Tripura Transit Camps. 96 families from three Transit Camps at Kaskau, Khangchangpara and Hamsapara have been verified so far out of the 330 families in the ongoing repatriation phase. The Committee resolved to continue the verification process to complete repatriation of 330 families, as has been proposed. The meeting also decided that the report of the verification shall be submitted not later than March 21 to District Level Core Committee. The Committee decided to ensure rehabilitation of the refugees at the villages of their choice by calling in advance on the concerned village councils in this regard. It is worth mentioning here that the relationship between the Mizos and the Brus has not been going well for the past 15 years. Hundreds of Brus had left Mizoram in 1997 and in 2009. The first case was triggered when Bru militants murdered two Mizo forest guards on October 21, 1997. The second case happened after a 17-year-old Mizo boy was killed by the Brus near Bungthuam village on November 13, 2009. When the

India to have 4 highest number of billionaires by 2023: Report T th
NEW YORK, MaRch 6 (PTI): India is projected to be home to the fourth highest number of billionaires in the world by 2023, according to a report which said wealth creation will accelerate in the country over the next decade. The 2014 Wealth Report, an annual global perspective on prime property and wealth by property management firm Knight Frank, projected that the number of billionaires in India will grow by an exponential 98 per cent to 119 in the year 2023 from 60 billionaires last year. India will rank fourth after US, China and Russia in 2023 and will have more billionaires than the UK, Germany and France, according to the report. “Wealth creation in India, the world’s third-biggest economy, is also expected to accelerate, with the number of Ultra High Networth Individuals (UHNWIs) forecast to
nearly double over the next decade,” the report said. “This reflects the more positive outlook for India’s economy after 2013 was marked by capital outflows and a sharp devaluation of the rupee. This tough environment for wealth creation and preservation was reflected in the one per cent decline in the number of UHNWIs in the country during the year,” it said. The report said the number of centa-millionaires (those with $100 million in disposable assets) in India is also projected to grow 99 per cent to 761 in 2023 from 383 last year. The country will further see an increase of 99 per cent in the number of UHNWIs to 3130 in 2023 from 1576 last year. The growth of UHNWIs in China and India, coupled with a whopping 144 per cent increase in Indonesia and 166 per cent hike in Vietnam, will

The report, however, said that residents of the world’s key cities should be worried about crime, pollution, daily commute and terrorism. Terrorism tends to occur in densely populated cities and New York, London, Moscow and Mumbai are more risky than Beijing, according to the report. It said that the global response to the financial crisis continues to boost property markets in many parts of the world. Asian markets, led by
help push the total number of UHNWIs in Asia up by 43 per cent to 58,588 by 2023, overtaking the total number in North America. The number of billionaires in Asia is also forecast to overtake the number in Europe over the next decade. Asian cities are also expected to see the fastest growth in the number of ultra wealthy individuals over the next decade. Mumbai will see the fourth highest rate of growth in its UHNWI population between 2013 and 2023, with this number increasing 126 per cent to 1302 in 2023 from 577 last year. Delhi will closely follow Mumbai and will record the fifth highest growth in its UHNWIs population, which will increase 118 per cent from 147 last year to 321 in the next decade, according to the report. Commissioner of Delhi Police, Nikhil Kumar would have records of letters written to Delhi.Letters from Chief Ministers and Chief Secretaries of N.E. States over the event are also available. At this juncture, it is impelling upon everyone to discover a lasting solution, through appropriate measures. The Delhi High Court’s Order to Delhi Police on measures to act, are apt and should be on a sustained mode. Correspondingly and reciprocally the N.E. States should promulgate similar measures. Social and human relations are mutual and one sided reform will not obliterate attitudes.
The miniscule populace of N.E. Just ‘pointing finger’ and soliciting actions, is neither the solution to our woes nor the end to it. The Bezboruah Committee by Ministry of Home and the Principal Secretary (Home) Committee by Lt. NEW DELhI, MaRch 6 (agENcIEs): Cracking the whip on erring cabin crew members who report late to airports and delay flights, Air India sacked seven more airhostesses on Tuesday — taking the number of those terminated to 17 in just nine days from February 24 to March 4. While 16 of these sacked personnel are airhostesses, one is a flight purser. The top management warns this number could grow unless everyone in the airline does their bit to ensure planes take off on time. “Factors beyond our control like technical glitches delaying flights can be understood, they have to be minimized too. But crew walking in when the like and keeping passengers waiting is unacceptable,” said an official. Among other reasons, instances of rampant crew indiscipline and crew reporting late for work figured high when an analysis for the unusually poorerthan-usual OTP last few months was done recently. The other OTP killer is the Dreamliners’ unending technical glitches on which the aviation ministry has so far refused to take any tough stand. “AI has to join Star Alliance which has acclaimed airlines like Singapore Airlines and Lufthansa. Passengers transferring to or from these airlines expect a similar level of punctuality and service from us. We have no option but to be on time and delight the passenger with our services,” said an official. AI had on February 20 issued a general notice warning crew that if they DIMAPUR Civil Hospital:

do not reach airport in time to operate flights on time, the airline will take penal action against them — including terminating their services. Four airhostesses lost their jobs just days after this warning was issued. AI has 3,600 cabin crew. This is the second time ever that the airline management has acted tough with its employees in a bid to improve performance. In 2002, the aviation ministry backed the management move to sack 99 pilots of Air India (erstwhile AI that operated wide body planes overseas) when they went on strike. It later took back all but 13 pilots despite all types of pressure on the management. Of these 13, two went back to Air India Express on contract (instead of the regular employment they had earlier); eight went to AirAsia India; two to a new regional airline in south and one is still fighting to get his AI job back, said one of the sacked pilots.

with HIV & AIDS (DNP+) president, the fear of stigma and discrimination is the main factor preventing HIV+ positive from seeking help. “Fearing discrimination (from the society at large), many people affected by HIV are apprehensive of disclosing their status. We’re thus forced to remain underground, resulting in further spread of HIV, undetected,” said the DNP+ president, who spoke as a resource person at the seminar. Social, institutional, physical and verbal are four
common forms of discrimination, faced by and people living with HIV, which needs to be addressed. Being treated as social pariahs, inability to get a means of livelihood, at the receiving end of abusive remarks, and even being chased out of homes, including rented dwellings, the DNP+ president said are some of the forms of discrimination. The other resource persons were Dr. Temsu, senior specialist at the district hospital, and a member of the District AIDS Prevention & Control Unit (DAPCU).

Dr. Imkongliba Ao – The Founder Architech Of Nagaland State ANIEF clarifies
D
r. Imkongliba Ao, the morale pole of Naga movement for statehood was not blessed with a long life. We have lost a beacon in the state too early in life. History will not forgive, for good or for worse, if we do not remember the man of such stature who appropriated a state for the Nagas from the Republic of India. There were several Naga stalwarts who stood firmly with Dr. Ao and together they resisted Assamisation of Naga Hills, fought for separation from the province of Assam and to curve out a state for the Nagas. Dr. Ao was only the first among equals. Perhaps no new state was born in more difficult circumstances than Nagaland. The building of a united Naga state, the nurturing of democratic ethos in a poor and divided society, and the safe guarding of tribal honor and dignity in an increasingly polarized political climate was a nightmare for any leader. But the pioneer Naga leaders were talented and were men of calibre. They rescued the Nagas from strong armed brutality of the Indian army - burning, grouping and re-location of villages which were military strategies of economic suppression causing near famine condition and in the process even the possibility of extinction of the Naga race. The struggle and sacrifices of the pioneers has given Nagas an identity, a status and an expression before the world. Today, Nagaland is not deprived of two square meals a day. Nagaland has a Governor, Chief Minister, Ministers, MLAs, Judiciary, free press and host of bureaucrats and technocrats manning the affairs of the state. Electoral battles with no holds barred are fought fiercely in the state with one of the highest voters turn out in India. Dr. Ao and the leaders of the Naga People’s Convention (NPC) have given something to have a future for the next Naga generation. Today we belong to that next generation. Honestly, did we remember them on the 50th Anniversary of Nagaland statehood which was celebrated on 1st December 2013? Dignity and hope which have found expression in our lives today, is their cherished legacy. India’s policy approach towards the tribals was a divided one. One policy was to leave the tribals alone and not to be poisoned by outside world. The second policy
was to assimilate them completely into main stream culture by evicting them from their culture. Jawaharlal Nehru was not in favor of these two policy approaches. According to Nehru tribals should not be isolated and secondly their culture should not be destroyed as there are many virtues in their cultures to be adopted by mainstream culture. There were two basic parameters of the Nehruvian approach: “the tribal areas have to progress” and “they have to progress in their own way”. Moreover, whatever changes were needed would be “worked out by the tribal themselves”. The absence of any political or cultural contact with the rest of India was another striking difference. Nehru said, “they never experienced a sensation of being in a country called India and they were hardly influenced by the struggle for freedom or other movement in India.” The British too left Nagas more or less undisturbed. From 1947 onwards, the government of India followed a policy of integrating the Naga areas with the state of Assam. The Nagas under the leadership of A.Z. Phizo opposed the integration and treated the Indian government as aggressor against Naga sovereignty. It is a fact that even as late as 1947 there were Naga inhabited territories that were never occupied by British rulers. This led to confrontation between the government of India and the Nagas which ultimately led to violent armed conflict. In the meantime government of India made it clear that it would oppose firmly any recourse to armed conflict. For long Nagas have suffered many untold sufferings - human rights violation, forced labour, arbitrary arrests and torture, sexual assault, forced re-location of villages, etc. Though Indian army was allowed to operate under very difficult situations, their record in Nagaland has not been without blemish. Their actions were never tested legally before the higher judiciary of this country. Despite military intervention, Nehru still believed in friendly reconciliation. He knew that despite reverses suffered, guerilla warfare could not be crushed purely by military action and that ultimate solution lay in political settlement. Nehru too was a non-violent freedom fighter, a liberal humanist and a so-
cialist. He carried on a long negotiation with a more non violent and moderate Naga leaders and that, in brief, led to the formation of the Naga People’s Convention (NPC). Nehru was instrumental to make Naga leaders to realize that they could not get a more understanding leader to settle with than Nehru himself. However, the Naga secessionists could not be prevailed upon to accept conciliation that fell short of Naga independence. The then Naga People’s Convention, too, could not prevail upon them to bring about a rapprochement. The third Naga People’s Convention was held at Mokokchung in October 1959 with Dr. Ao as their president. It was a mammoth gathering of Naga tribes. There, a demand was formulated for the constitution of Naga Hills district as a full fledged new state to be named as Nagaland with provisions of autonomy to safeguard the interest of the Nagas. It was a smart move by NPC. It caught the government of India by surprise. Now the government of India had to choose between the demand of the NNC under A.Z. Phizo for independence and the NPC demand for full statehood. It sent shock waves to the Assamese politicians as this would be the beginning of Assam’s disintegration. As a true democrat and a socialist Pandit Nehru could not defy the democratic urges of a reasonable section of the Nagas. In August 1960, the Prime Minister Nehru moved the Indian parliament to constitute a new state to be named as Nagaland. The secessionist Nagas rejected the demand of the Naga People’s Convention lock, stock and barrel and resisted its implementation. They were blamed, no doubt, for hijacking freedom movement and for settling down to a separate state within India. At a time when Dr. Ao emerged as President of NPC, Naga Hills was a violent country, teetering on the verge of ruthless conflict. His efforts helped the Nagas to avert an impending disastrous war. There were critics who had been predicting that the state would collapse sooner or later due to external and internal forces working against it. All of these furies were coming together – ambitions, hatred and dissensions that would have ripped the Nagas apart, at worst destroy itself. But the leaders of the NPC were
a dedicated lot, pragmatic and optimistic. They were an asset for Naga’s early effort at territorial inclusion of the Naga areas and its progress that enthused Nagas around to proceed towards their urges for development and modernization. The Nagas of that time vibrated at their courage, moral resonance and leadership. Crucial in this concept was the role played by Dr. Ao and the idea he propounded. After all, no race can live purely on the steam of the barrel of the gun. We see it today in the success of our people that still weave this community together despite all the violence and greed. Broad consensus on the basic contours of Nagaland that was to be build on the values of people’s aspirations, unification of tribes and their rapid modernization was their guiding principle. There was also a realization among the pioneer leaders that this consensus had to be widened and build upon continuously. They were building greater Nagaland by bringing in the eastern Naga areas of NEFA Division into the newly constituted Nagaland. The initial period was characterized by spectacular growth and infrastructure that was spread widely. Their struggle for a separate state was the only possible option available at that period of Naga history against physical suppression of the Nagas by the much stronger military assault. This was followed by a series of agreement and Acts of Parliament such as 16 Point Agreement, State of Nagaland Act 1962 and the Constitution (13th Amendment) Act of 1962 that enlarged the scope of autonomy for the state of Nagaland under Article 371 (A) of the Constitution. In contrast, the succeeding leaders and politicians could not carry the special provision guaranteed to its logical conclusion by way of appropriate modification and correction mainly due to the paucity of strong political leadership and the death of Nehru soon thereafter. Public opinion and ideology may differ but let there be a positive impact over every action and reaction. Therefore, whatever maybe the reason, for good or for worse, history will not forget the pioneer founders of the state of Nagaland for bringing in an amount of peace, unique autonomy and advancement to this unhappy land. he All Nagaland industrial Entrepreneurs Federation (ANIEF) held its state executives meeting on March 6 at its state office Kohima. While deliberating various issues confronting the Federation, the meeting has taken serious note of the press release appeared in local dailies of March 4, 2014 issue by Khezheto Chishi and Ghotovi Chophy calling a meeting on March 8 at Hotel Saramati Dimapur in the name of Dimapur District Industries Entrepreneurs Association (DDIEA) to discuss “re-verification and nonrelease of fund” etc without the least concern of taking prior permission from the apex body that is “ANIEF” at the state level which is duty recognized by the state government and mandated by the industrial entrepreneurs in the state before forming such Association at the district level or calling such meeting. Hence, the state office of ANIEF expressed its regret in this regard as such act is unauthorized bypassing the apex body which is un-procedural and not proper. In fact, in good manner, they should take prior permission from the state office of ANIEF before forming such association or calling such meeting. We would make it very clear to all concerned that the ANTIEF has been spearheading the move with the concerned authorities of the Department of Industries and Commerce for release of funds to the pending cases under Central Transport subsidy and Central Capital Investment subsidy all these years. Therefore, the ANIEF would advise them not to repeat such irregularity in future in order to avoid misunderstanding. In view of strengthening the hands of the apex body ANIEF at the state level, this state executive meeting felt it necessary to organize or form ANIEF Units at the district level. Hence, it was resolved that formation of ANIEF Units at the district level shall be allowed only with the prior permission from the head office of ANIEF board at Kohima. If any meeting is called for this purpose, the state office of ANIEF shall depute its officials as Observer(s) to such meeting in order to oversee the proper conduct of such meeting and its proceedings. In the event of forming ANIEF Units at the district level, the nomenclature shall be named as ANIEF Kohima District Unit or ANIEF Dimapur District Unit and so on so forth. All concerned are therefore requested to consult the state office of ANIEF for proper streamlining of the organizational matters. R
ecently, the Times of India newspaper organized a debate on the topic "The new politics is good for opposition, not governance" wherein people like Aam Admi Party (AAP) spokesperson Yogendra Yadav, activist Aruna Roy and celebrity author Shobhaa De took on top politicians from established political parties like the Congress, BJP and CPI (M). This was a much needed debate given the importance of the issue at hand, which, as one of the panelist said could well shape the future of Indian politics. All of us are aware of recent events in India, particularly, the rise of the AAP and the new kind of politics that it has attempted to bring as an alternative to what the mainstream political parties have to offer. But the question arises as to whether such an alternative will be viable in the long run. To recount, the AAP surprised not just the pollsters but established political parties by emerging as the second largest party and going on to form the government in Delhi after months of protests and campaigning for the Delhi Assembly polls. The AAP was able to create a wave across the country riding on the back of people's power and the deep felt need for change. However, its stint in government lasted just 49 days. The few days it was in power, the AAP government took some ground breaking steps, especially the attempt to take on corruption. It also made a sincere effort to do away with the VIP culture, Chief Minister Arvind Kejriwal leading from the front. While these were some of the positives, the AAP's tenure in government was also marked by confusion and chaos. This has led many people questioning as to whether the AAP could govern and shoulder its responsibility towards governance. Some even termed the AAP's short stint in power as 'anarchic'. It is against this backdrop that the relevance of the debate "The new politics is good for opposition, not governance" should be understood. Perhaps on hindsight the AAP could well be contemplating as to whether it has lost an opportunity to deliver where others before it had failed. Did it do the right thing by taking the unviable stand it took on the Jan Lokpal Bill, which eventually forced it to quit office after the Delhi Assembly, by a majority vote, rejected its position on the procedure to be adopted to get the bill passed. While the AAP no doubt had good intention, especially to fight corruption and bring changes to the system, yet it could not undermine the constitution. This is where it made an error of judgement, its confrontational approach on everything that was seen as obstructing its path. The AAP Government in Delhi was simply not willing to go by the present system. The Kejriwal government could have been more patient, steady and considerate in its attempt to change the system. It is just not possible to turn the system around overnight. The very fact that Kejriwal and company had decided to enter electoral politics, one would have assumed that the AAP will work to bring change from within. The AAP was hugely successful in mobilizing public support to win an election but it had nevertheless failed to fulfill the role expected of it, to govern and bring about the desired change, which would have needed a more measured approach rather than a confrontational one that the AAP adopted. While the new kind of politics represented by parties like the AAP is good for the country, a balance or a middle ground will have to be found between its idealism and the reality of conventional politics that it seeks to change. Chavez everywhere a year after his death
I
t's been a year since former Venezuelan President Hugo Chavez's death, yet it often seems the charismatic leader never left. Chavez's portrait in a red beret is still seen on buildings, pins, action-figure dolls and daily on television. National guard troops have used a recording of Chavez reciting poetry played at high volume to disperse protesters in Caracas. Even when the Chavez highlight reel isn't playing, President Nicolas Maduro has been known to say he's spotted the man who hand-picked him to lead the country in a little bird or a subway tunnel's rock wall. Wednesday's anniversary of Chavez's death follows weeks of sometimes violent protests that the government says have left 18 dead. Maduro appears ready to use Chavez's almost mythical status to steady his rule as protesters refuse to leave the streets. Last week, Maduro announced 10 days of commemoration beginning Wednesday morning with a military parade in Caracas followed by a remembrance ceremony at Chavez's mausoleum and capped with the debut of director Oliver Stone's documentary "My Friend Hugo." On Tuesday, workers for the state oil company were putting a fresh coat of paint on Chavez's mausoleum in preparation for those expected to flock to the site. "For me, he was something great," said Felida Mora, who travels about 20 miles (more than 30 kilometers) to Caracas from Los Teques at least once a month to pray nearby at an improvised tin-roof St. Hugo Chavez Chapel in the 23rd of January slum. The small structure is painted red and white and contains a plaster bust of Chavez beneath a poster of the departed leader and Jesus Christ. On the bust is written: "You were, you are and you will be eternally our giant; we will always love you." "I have cried a lot for him, more than for my family," Mora said. Chavez died on March 5, 2013, after a long battle with cancer. He chose Maduro, a former bus driver and union leader to be his successor, but the ride since his death has been anything but smooth. Inflation hit 56 percent last year, there are shortages of basic commodities such as cooking oil and flour and one of the highest murder rates in the world keeps people locked inside their homes at night. Venezuela has been shaken by nearly a month of protests that have now settled into a pattern: Thousands march peacefully through the streets by day, but as night falls smaller groups confront authorities who respond with tear gas and rubber bullets. Chavez's visage can be found in almost any corner of the capital and portraits of Chavez abound in the countryside as well: the leader wearing a farmer's sombrero, alongside soldiers in his red beret or greeting children or the elderly. Maduro often calls himself the son of Chavez and when he makes speeches, there's often a photo of Chavez somewhere in the frame. The tourism ministry released a short video homage to Chavez — tweeted Tuesday by Maduro — crediting him with marking the start of Venezuelan tourism and teaching Venezuelans to love their country. At 6 a.m. every day, Venezuelans can tune in to state television to hear Chavez sing the national anthem. The same channel plays reruns of his television show, "Hello President," on the weekends. There was a cartoon that portrayed Chavez meeting other historic figures in heaven. "Maduro, even though he was hand-picked by Chavez, he doesn't have the charisma, the ability to engage audiences with him that Chavez had," said Carolina Acosta-Alzuru, a Caracas native who is an associate professor of media studies at the University of Georgia. "So he repeats, invokes Chavez, calls himself the son of Chavez as much as he can."

n July 2013, a reporter asked Narendra Modi, the prime-ministerial candidate for India's Bharatiya Janata Party (BJP) in April's general election, whether he would seek a visa to the United States after nine years of being denied entry. Modi smiled and replied, "I will make such a wonderful India that all Americans will stand in a queue to get a visa for India." The United States, Modi seemed to suggest, should come to him -- not the other way around. Turns out, that's exactly what happened. In November, the U.S. ambassador to India, Nancy J. Powell, reached out to Modi and proposed to meet him in India's capital, New Delhi, according to the Indian newspaper the Telegraph. But Modi insisted that wasn't quite good enough and that he wanted Powell to come to Gandhinagar, the capital of India's western state of Gujarat, which Modi has led since 2001. And so, on Feb. 13, Powell did -- meeting with the self-described "Hindu nationalist" in his home in Gandhinagar. The message was clear: The United States is welcoming Modi in from the cold. It is a radical turn of events. In February 2002, five months after Modi became chief minister of Gujarat, 59 Hindus died after Muslims attacked a train car in Gujarat. Retaliatory violence broke out, resulting in the deaths of over 1,200 people, most of them Muslim. Critics allege that Modi failed to protect innocent civilians and that the 2002 violence bore the markings of a pogrom. (Of India's more than 1.2 billion people, roughly 80 percent are Hindu; most of the rest are Muslims.) As a result of this criticism, as well as a campaign by an eclectic coalition including evangelical Christian, Jewish, and Indian activists, in 2005 Modi became the first person in U.S. history to be denied a visa based on the International Religious Freedom Act of 1998, which stipulates that no foreign dignitary who has committed "violations of religious freedom" may enter the United States. Joseph Grieboski, an activist and consultant who assisted with the campaign to deny Modi a visa, said that the language the U.S. government used to deny Modi a visa deserves attention. "The United States was clear not to implicate India or even Gujarat,"

t is easy to feel that what appears to be a recent tide of encroachment on the freedom of the press is merely business as usual in the realm of nations subject to the ebb and flow of more or less repressive governments. Even though this is ineluctably accurate, the post-Snowden environment puts the usual tactics in different areas of the world under a particular focus. It is common for these encroachments to occur most frequently when at war. The war does not have to be against another nation. The enemy within, a shifting and malleable distinction, will do just as well. In a world where half the hemisphere is engaged in a war against a noun—Terrorism--even this shallow pretext is almost unnecessary. To see how much these tactics are very much unchanged despite years of what may be perceived as intellectual progress in the fourth estate, one need look no further than George Orwell’s 1946 essay, ‘The Prevention of Literature’; stimulated in part by the recent wartime strictures of reporting and partly by the acquiescence of the British left to a self-censorship or denial of utilitarianism that allowed them to indulge in a fantasy that the Stalinist propaganda emerging from Russia was to be counterbalanced by a publication by the Soviets of the truth when the ‘crisis’ was over. In it, he described an attitude that chimes with some resonance with the response to Snowden and others on a personal level. ‘The enemies of intellectual liberty always try to present their case as a plea for discipline versus individualism. The issue truth-versus-untruth is as far as possible kept in the background. Although the point of empha-
he said. "It was that Modi himself -- and not India -- failed to protect his citizens." (Disclosure: I also worked on the campaign to deny Modi a visa.) In the nine years since, Modi has not applied for entry into the United States, nor has he met with any U.S. officials at the ambassadorial rank or higher -- until his recent meeting with Powell. In that same period, Modi has won re-election three times and has overseen Gujarat's more than 10 percent average annual GDP growth, considerably higher that India's national average. He has also championed its business potential, including the popular biennial investor's summit Vibrant Gujarat. Big business in India favors Modi, especially in contrast to the current prime minister, Manmohan Singh, who is viewed as an ineffective and complacent steward of India's economy. Since winning his third term in December 2012, the 63-year-old Modi has emerged as one of the most popular, and polarizing, candidates India has ever seen -- one who both wears the 2005 visa denial as a badge of honor yet also understands that U.S. recognition will help launder his image and advance his candidacy. After news broke on Tuesday, Feb. 11, about the Powell-Modi meeting, many Indian publications began reporting that the meeting means Modi would now be granted a visa. However, U.S. State Department spokesperson Jen Psaki wasn't so quick to leap to that conclusion, saying, "This is not a reflection of any change." If Modi does becomes prime minister, he will be eligible for a special category of U.S. visas, known as A-1, granted to heads of state and government. State Department and congressional staffers said privately that Modi is almost guaranteed to receive this visa should he win. But debating the semantics of "change" is beside the point -- a change is coming. Modi is only a few months away from possibly becoming India's next leader. His nearest challenger is Rahul Gandhi, an inexperienced 43-year-old politician from the Indian National Congress party whose father, grandmother, and great-grandfather all served as India's prime minister. And while a third party may split the vote, Modi appears to be leading in opinion polls. In 2005, few in Washington imagined Modi's
rise. "When the United States denied Modi a visa, we never thought Modi would be a front-runner," said a former Capitol Hill colleague who was closely involved in the Modi debate and who asked to speak anonymously. "We also thought the Indian government would see the visa denial as a slap to the BJP and Modi, not to India." Modi, the colleague added, was viewed as a "fringe figure." A former Senate aide was blunter: "We wanted to stop Modi's momentum." This move was incredibly offensive to many Indians, who felt the United States had no right to pass judgment on what they viewed as an internal Indian affair. "To expect India not to be offended reveals how little India watchers in Washington really understand India," said a former Obama appointee, who asked to speak off the record. The United States continued to keep Modi at arm's length. They seemed to hope India would forget about the 2005 visa denial if the United States simply did not mention it. A former Department of Defense staffer said that when Singh came to Washington in July 2005, "We were on strict orders not to talk about Modi." Today, with Modi just months away from possibly assuming the leadership of the world's largest democracy, not talking about him is not an option. So there's a practical matter for the thaw, but some argue that there's another factor at play: that the U.S. government under Barack Obama no longer prioritizes international religious freedom. Thomas Farr, the director of the Religious Freedom Project at Georgetown University, said these issues "have never been important in U.S. foreign policy, but they are less important under this administration than they have ever been." But perhaps the most significant reason for the normalization of relations is that the legal case to tie him to the riots has fallen apart. In December 2013, a Gujarat court cleared Modi in the death of Ehsan Jafri, a Gujarati Muslim former member of Parliament who was killed in the riots. Many saw the case as the best chance to convict Modi for his role in the violence. "The resolution of the Jafri case seems to have been important in turning around the prospects for the [Powell-Modi] meeting," said Felice Gaer, a former commissioner of the U.S. Commission on International Religious Freedom. But religious intolerance remains a serious problem in India. In early February, Penguin India caved into pressure from Hindu activists and agreed to recall University of Chicago professor Wendy Doniger's 2009 book The Hindus: An Alternative History, which explains the role that traditionally marginalized groups, like women and untouchables, played in the Hindu tradition. The activists circulated a petition alleging that Doniger's work is the "approach of a woman hungry of sex" (sic). And it goes both ways: In 2012, Salman Rushdie pulled out of his scheduled appearance at the Jaipur Literature Festival after Muslim clerics in India objected to his attendance because of the depiction of Islam in his controversial 1988 book, The Satanic Verses. This February, the Indian magazine Caravan ran a cover story on Hindu nationalist leader Swami Aseemanand, imprisoned for his role in a series of bombings that killed 119 people. The article claimed that the militant Hindu organization Rashtriya Swayamsevak Sangh sanctioned the attacks; the magazine has since received threatening phone calls, and the story's author, Leena Gita Reghunath, told the New York Times that she is no longer staying at home out of concerns for her safety. These actions are, of course, not Modi's doing. But this is the political climate Modi represents -- one that the United States naively hoped it could change by denying Modi a visa. The United States will have to scramble now to repair relations with India, but it may be too late. In many ways Modi now has what he always wanted -- the United States on his turf.
The prevention of journalism Dom shaw
Governments may use increasingly complex and sophisticated tools for censoring unhelpful information but the end result is always the same, despite the claims of toadying journalists sis may vary, the writer who refuses to sell his opinions is always branded as a mere egoist. He is accused, that is, either of wanting to shut himself up in an ivory tower, or of making an exhibitionist display of his own personality, or of resisting the inevitable current of history in an attempt to cling to unjustified privileges.’ Jeffrey Toobin in the New Yorker calls Snowden ‘a grandiose narcissist who deserves to be in prison’. The Al-Jazeera journalists imprisoned in Egypt, along with political scientist Amr Hamzawy facing charges over a tweet questioning a court ruling, will undoubtedly find themselves accused of arrogance and narcissism during interrogation and court cross-examination. Just as patriotism is the last refuge of the scoundrel, a claim that the truth is already revealed and that the errant hack is indulging in a selfish fantasy by publishing a different perspective is the last gasp of a regime in a state of flux, struggling to establish absolute control after recent political upheavals. There are three types of censorship that restrict the freedom of the press.
The first is a blatant characteristic of the straightforward out-and-out totalitarian regime as practiced in China (although this is beginning to change) or North Korea - a complete ban on all un-licensed reporting that is filtered through a bureaucracy that can close down a paper or arrest a journalist without any justification beyond the state’s desire. The second is the self censorship forced on journalists by law, bureaucratic regulation, and politically motivated criminal investigations as in Russia. This is the unkindest cut of all but at least allows journalists to do all they can to find more inventive ways of coding the truth into oblique but clearly understood satire that tests the very limits of the repressive laws. The same is true of censored literature, although the fact that repression produces great books (Bulgakov’s Master & Margarita et al) should not be a reason to perpetuate the habit. Finally there is the most insidious form of censorship. The ‘death by a thousand cuts’ as represented by exemplars such as post-apartheid South Africa’s 2004 Law on Anti-terrorism that permit authorities to restrict re-

porting on the security forces, prisons, and mental institutions. A recent Protection of Information Bill initially permitted the South African government to classify a wide range of information—including “all matters relating to the advancement of the public good” and “the survival and security of the state”—as in the “national interest” and thus subject to significant restrictions on publication and disclosure. It mandated prison terms of 3 to 25 years for violations and did not allow a “public interest” defence. Even in its revised form, any whistle blowing reporting that would ‘directly or indirectly benefit a foreign state or non-state actor or prejudice national security’ can lead to a prison sentence. Plus ca change. This form is also represented by the Miranda case where the use of an obscure clause of terrorism legislation leads to a seemingly glacial encroachment on investigative journalism that creeps up on our liberties and engulfs them piece by piece. Orwell mentions attending a meeting of the PEN club to celebrate the tercentenary of John Milton’s anti-censorship tract Areopagitica. It is now 370 years since that template for the freedom of the press and of writers in general was published at the height of the English Civil War in opposition to the Licensing Order of 1643 and it seems we are still fighting to defend its precepts. As the appeal against the Miranda verdict is prepared, the blind seer’s words ring out over the centuries and echo around the corridors of power. ‘Give me the liberty to know, to utter, and to argue freely according to conscience, above all liberties.’

omen have proved her strength, power, determination and courage in all walks of life through various instances. From the meagre lady who works in the farm and runs the home to the big leaders and bosses running the nations and companies respectively, have always displayed their ability in the forefront. A woman who toils from dawn to dusk in the farms and household chores is no less to the one who is able to make a place in the big office as of destiny. International Women’s Day is a time to reflect on progress made, to call for change and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities. This year’s theme,(specified by the United Nations Organization) “Equality for women is progress for all” emphasizes how gender equality, empowerment of women, women’s full enjoyment of human rights and the eradication of poverty are essential to economic and social development. It also stresses the vital role of women as agents of development. India is home to one of the largest agricultural sector in the world and has a predominantly agrarian economy. 70% of her population is rural; of those households, 60% engage in agriculture as their main source of income. In rural India, the percentage of women who depend on agriculture for their livelihood is as high as 84%. Women make up

aste is generally defined as “something which is not put into proper usage at a given time”. As the population increases, the amount of waste generated also increases. Waste product is the main problem pertaining to India. All cities and towns produce large amount of waste from homes, industries, shops, etc. whose disposal is the main problem. Waste is also the main causes of air and water pollutions and also health problems. The accumulation and improper disposal of waste leads to environmental pollution and accelerates the spread of communicable diseases. But Waste could be managed by making the manufacturing process efficient, reusing the waste generated and by recycling the waste products. Leftover food or spoiled food should be collected together and dump in a compost pit to form organic fertilizer for a farm or kitchen garden. This type of waste is rich in most nutrients and thus it is good for growing crops. The soil can be use for gardening. Swine buildings, apart from providing protection against inclement weather, should also provide proper hygienic conditions required to maintain the healthy growth of pigs. A sort of semiindoor system of swine farming in loose houses is generally suitable. Pigs are very much susceptible to extremes of heat and cold and wide variations in temperature. Therefore, temperature in a pig house is one of the most important factors to be taken into consideration while erecting a pig house. The pig sty or house should be located on elevated areas having facility for proper sanitation with good drainage system. The sty should be situated in such a way that it will receive maximum sunlight and the pigs will get shelter from prevailing direction of the wind.

Likewise this remote north eastern state Nagaland is no different from the rest of the country. One other way of effective sewage and sludge disposal is by mixing it with absorbing material like soil, ash, sawdust, etc. this method is especially useful where sewage cannot be diverted to any open land. This is also useful manure for crop. Wasted textile materials like dresses, curtains, bed cover, blankets, woolen garment, etc. can be transformed into attractive and glamorous useful things by a little innovation. Advisories Farmers are advised to go for early sowing of summer vegetables like ladies finger, cucurbitaceous crops like gourd, pumpkin, ridge gourd, ash gourd, spine gourd etc. and certified seeds should be use to produce good yield and get good income. Leaves become yellow and fall with the beginning of summer and die-back of twig starts leading to drying of branches and declining – death of trees. Transmission of disease take place through infected planting materials, mechanically through contaminated pruning knife and sometimes from soil borne pathogen. So, famers should take precautionary measures proper drainage should be made, certified planting material should be use and good cultural practices should be carried out. Soft rot and bacterial wilt are common diseases in ginger. Certified seed should be used; fresh land free from disease inoculums should be selected based on previous history and crop rotation of 3-4 years with non leguminous crops should be followed to suppress pathogen inoculums in the soil. Summer rain is expected to be erratic. Dig more number of jalkund/ pond to store water right now. harvested rainwater can give you off season vegetable and a good price.
Livestock • Artificial heating should be provided during the night time to protect the birds from fall of night temperature and reduce the incidence of mortality. • Deworming (feeding of anti worm drugs) should be provided to the piglets’ right after weaning. Separate piglets from the mother (weaning) after 2 months of age for better growth of piglets. • Stocking should not be delayed once a new pond has filled. as soon as the pond has adequate water in it, contamination by unwanted fish is possible before a good fish population develops. Prevent livestock from entering the pond and degrading the banks of the pond. Agro Met Field Unit ICAR, Jharnapani. Medziphema

iwifruit (Actinidia deliciosa) is one of the costliest and tastiest fruits. It is known as China miracle fruit and the Horticultural wonder of New Zealand. In India, it is commercially cultivated in mid hills of Himachal Pradesh, UP, Jammu and Kashmir, Sikkim , Meghalaya, Arunachal Pradesh and Nilgiris hills. In Nagaland it is grown in Zunheboto and Phek districts. It is eaten as fresh fruit, salad and desserts. Kiwifruit is a rich source of vitamin C. It also contains vitamins A and E. They are used in the treatment of stones in the urinary tract, rheumatoid, cancers of the liver and oesophagus. Climate and soil: Kiwifruit grow well from 3002000m above mean sea level, warm and humid climate is sufficient for successful cultivation. It requires 600-900 hours chilling. The summer temperature should not go beyond 35°C. Strong wind and frost during growing season are injurious for its growth. Soil: Deep, rich, well drained sandy loam soils with a pH range of 6.9 is ideal. Varieties: Female plants: 1. Abbot 2. Allison 3. Bruno 4. Hayward 5. Monty Male plants: 1. Matua 2. Tomuri Propagation: Kiwi fruit can be propagated by seed, cutting, grafting and by budding. Land preparation: The site should be in north south direction to avail maximum sunlight. Pit should be prepared well in advance before planting. Pit size of 60x60x60 cm3 are dug and filled with manures in the month of December. Training: T- Bar and pergola are adopted for training Kiwi plants. In T- Bar a spacing of 4m from row to row and 5-6m from plant to plant. The wire of trellis should be at least 6ft. above the ground. Cross arm on the T bar should be 5-6 ft long. Solid cross arms made from pressure treated 2-6 inch lumber attached to a treated post with a top diameter of at least 4 inches should support the vines. • After planting, cut back to 30cm (1ft). beautiful design and kept as decorative pieces. Plates can also be renovated into soap cases, plastic glasses into pen holders, used straws could be stitch along with beads and used as doors and windows screen beads. Other unwanted waste that cannot be renovated or recycle should be burnt and dump in a compost pit. Plastic is the main problem of non – perishable waste, therefore, proper disposal of plastic is a must. All plastic bags should be collect together in a plastic bag without mixing it with perishable waste like food, etc. and throw. This will help the vendors to collect plastics easily without spreading waste here and there. Waste if used in a proper manner could turn to expensive, luxurious and precious useful things. After all each of us has a role to play in rehabilitating our environment. Let us not forget that the environment is nothing but an extension of the individual. We belong to earth; the earth does not belong to us. Land, air and water are complex interrelated systems. Even if one is affected, the effects are reflected on the others and their constituents. Therefore, proper resource utilization, and conservation and maintenance of the ecological balance are the need of the hour.
Constructional details: Since pigs are kept under varying systems and climatic conditions and as the cost and availability of materials vary in different localities, it is not possible to suggest one set of plan to give a generalized idea but the essential requirements of pigs must be taken into consideration while planning for construction of pig sty. Floor: The floor should be hard, impervious to liquid and easy to clean. It can be either of wood or concrete. A concrete floor should be laid on a hard foundation with a rough surface. Roof: Roof should be water proof and bad conductor of heat. It can be of RC roof, asbestos, cement etc. Corrugated GI sheet is a good conductor of heat so when used it should preferably be insulated. Thatched roof or tiled roof may also be provided in pig housing. Walls: Walls should be 4 to 5 feet high from the floor. Brick and concrete are the best materials for the construction of walls. Wood and bamboo can also be used. Trough: About 72 per cent of the cost of pig production is debited to food. So the position and construction of feed trough is considered to be an important factor. A trough space of about 12 inches should be provided to each pig to facilitate proper feeding without scrambling and fighting. All pig troughs should be strong, easy to clean and fitted in such a way that pig cannot tilt them. The height, length and width should be about 6"×12"×15" inches. Water supply: Clean water supply is one of the most important criteria in pig farming. Water should always be available to the pigs all the year round for drinking and cleaning purposes. Drainage: There should be good drainage system for the removal of urine and washings with a suitable system for their disposal. All floors should be laid to a fall (1 in 72) towards drain for rapid removal of liquid. Floor space requirement: Category Covered area (m2) Boar 6.0-7.0 Farrowing sow 7.0-9.0 Weaner fattening pigs 0.9-1.8 Dry sow/gilt 1.8-2.7
Sty for breeding boar: The boar should be housed individually away from the dry sow unit. Gilt sty and dry sow sty: Dry sow and gilt can be housed together. Three to ten pigs should be housed in each sty depending on the stage of pregnancy. Farrowing-cum-nursing sty: Each sty should accommodate one sow with the litter. Pregnant sows are transferred to these sties two weeks before the due date. The farrowing sty shall be so designed as to provide sufficient room for the nursing sow to sleep and the piglets to move about. Guard rails (2" diameter) shall be provided along the walls 25 cm above ground level. Piglets can run under these rails when the sow lies down so that they may not get crushed between the sow and the wall. Sty for fattening pig: These are for housing pigs that are being fattened for the market. About 15-30 pigs should be housed in each pen depending on their age. Sty for weaner piglets: Piglets that are weaned are housed in the weaner sty pens upto six months of age. Not more than 30 piglets should be kept in each pen. Although the general recommendations for pig housing are as above, however the type of housing materials may vary as per the availability of resources.

This may need to be carried out twice to maintain order. October/ November Remove unfruitted shoots that are not required for next season. Making sure the plant is not too crowded. Remove erect water shoots to two or more buds. These are not required because of their erect growth habit. Shorten any shoots starting to curl and tangle.
December/ January/ February • Prune canes to maintain a manageable length. • Remove tangles and again restrict the vine to its allocated space. Male Summer Pruning • Once the male plant has flowered and the fruit has set on the female, cut the male canes back to remove the flowered wood. • Remove excessive vigorous wood or wood growing vertical. • Maintain structure and make sure light is allowed into the spur growth for future growth and flowering. • Remove tangles. Manures and fertilizers: Nutrients are applied once in the month of October- November just after harvest and 2nd in March- April after flowering. The dose of FYM is 20 kg /plant /year. Full grown vines should be given 750-800gm N, 500-600gm P, 800-900gm. Pollination: Kiwi is dioecious and thus female and male plants are different. One male pollenizer is required for each 3 to 8 female vines. Kiwi plants are pollinated mainly by honey bees. Kiwi fruit is difficult to pollinate because the flower are not very attractive to bee. Irrigation: Kiwi fruit plants need large volume of water during the entire growing season in well drained soil. It should be irrigated weekly during the first 3 growing seasons. Moisture stress during summer adversely affects fruit size and crop returns therefore summer irrigation is essential for its growth. Harvesting and post harvest management: Kiwi fruits start bearing at an early age of 3-4 years after planting depending upon the climatic conditions. Sizable fruit bearing starts at an age of 5-7 years. Well trained and optimally managed plants can give an average yield of 40- 80 kg fruits per plant under the Indian agro climatic conditions. Kiwi fruit should be harvested from October – December. They are picked by hand either by breaking the stalk at its natural abscission point or are clipped very close to the base of the fruit to avoid stem punctures. It is then packed in plastic bag and stored inside refrigerator, where it can last up to several months. Due to its high economic return and high demand of the fruit in the market, KVK Longleng ICAR Research complex for NEH Region, Nagaland centre has undertaken steps to introduce kiwi fruit in farmers’ field on trail basis. The varieties taken up are Allison as female plant and Tomuri as male plant. The planting materials have been procured from National Bureau of Plant Genetic Resource (NBPGR), Nainital (Uttarakhand).

Cong faces ‘record low’ in Lok Sabha election
New delHI, MarcH 6 (aFP): Anger at corruption and despondency over the economy could see support for India’s ruling Congress party hit an all-time low at next month’s general elections, newspapers said Thursday. The day after the election commission announced the world’s largest democracy would go to the polls from April 7, there was a consensus that the centreleft Congress’s 10-year rule was drawing to a close. While no one party is expected to win an outright majority in the 543-seat Lok Sabha, the Bharatiya Janata Party (BJP) is widely forecast to unseat the country’s traditional governing party after the results are announced on May 16. Dubbing the election “The Greatest Show On Earth”, the Times of India said anger over the Congress-led coalition’s “scandal-ridden, paralytic second term” of government would see it shed votes to the BJP, regional rivals, and an upstart anti-corruption party. “There is a danger that Congress may lose to both BJP and regional rivals and end up with a record low total,” said the paper. The Hindustan Times said history showed voters were increasingly turning to smaller parties, point-

This is testament to the increasing plurality and ‘regionalisation’ of politics.” The Hindu, a left-leaning daily, identified “corruption
and governance as major issues” in the election, which will take place in nine phases over five weeks. Kiran Reddy announces new party to ‘uphold Telugus’ dignity’
Hyderabad, MarcH 6 (IaNS): Ending the suspense over his political future, former Andhra Pradesh chief minister N. Kiran Kumar Reddy Thursday announced his decision to float a new political party to uphold the “dignity and prestige of Telugu people”. He told reporters that the name of the party, its policies and other details will be announced at a public meeting on March 12 at Rajahmundry. Three of the six MPs expelled by Congress were present when Kiran Reddy made the announcement. He said since no Telugu with selfrespect can vote for the Congress, the Bharatiya Janata Party (BJP), the Telugu Desam Party (TDP) and the YSR Congress for their role in dividing Andhra Pradesh, they decided to form a new party so that people get an opportunity to cast their votes. Kiran Reddy, who quit as chief minister on Feb 19 and also resigned
from Congress to oppose bifurcation of the state, said their party would work for upholding the pride of Telugus not just in Seemandhra and Telangana but wherever they live. “Our party will contest elections in Andhra Pradesh,” he remarked to queries if they would also field candidates in Telangana. Alleging that the division of the state in violation of all rules, procedures and conventions broke the hearts of Telugu people, Kiran Reddy promised that his party will assuage their hurt feelings. “I sacrificed the post of chief minister for the sake of Telugu people,” he said while denying that they were floating the party for positions of power. To a query, Kiran Reddy hoped that Telangana and Seemandhra will re-unite. “Two parts of a country like Germany reunited by demolishing a wall between them. There is not even a wall here,” he said.
Kiran Reddy was harsh in his criticism of TDP chief N. Chandrababu Naidu and YSR Congress leader Y.S. Jaganmohan Reddy, accusing them of cooperating in the state’s division for the sake of the chief minister’s post. He said Naidu never spoke against bifurcation while Jaganmohan Reddy publicly opposed bifurcation but privately helped in the division. On the allegations that he was floating the party to divert public attention from allegations of corruption, Kiran Reddy challenged his rivals to prove the allegations. “My political career and the three years I served as chief minister are like an open book. I challenge them to prove the allegations. I am not afraid of any probe,” he said. Expelled Congress MPs L. Rajagopal, Sabbam Hari and Harsha Kumar were present. EC had recently made a fresh appeal to the government to ban opinion polls after a news channel claimed that nearly 11 opinion poll companies, secretly approached by it during a sting operation, were willing to tweak their poll projections, purportedly for a fee. The EC wrote to the law ministry noting how its stand that opinion polls could be misused had been vindicated and sought an immediate ban on opinion polls during elections. New delHI, MarcH 6 (PTI): The Supreme Court on Thursday deferred till March 26, 2014 the hearing on the Centre’s plea against the Tamil Nadu government’s decision to release seven prisoners convicted in Rajiv Gandhi assassination case. A bench headed by Chief Justice P. Sathasivam adjourned the case and posted it for final hearing on March 26 after the Centre sought time to file a rejoinder to the State government’s response. Earlier, the apex court had restrained the State government from releasing the prisoners who were undergoing life sentence and directed it to maintain status quo. The Tamil Nadu government had opposed the Centre’s plea, saying the petition was not maintainable as the Union government cannot file a writ
in the case. The State government had also submitted that the Centre has no locus standi in the matter. It had asked as to why the Centre rushed to the apex court instead of replying to the State government’s letter seeking the stand of the Union government on release of the prisoners. The bench had questioned the State government, saying, “Is the Centre rushing or you are rushing?” and made it clear that it will first consider the maintainability of the Centre’s petition before going into its merits. The bench had said that every State must be aware about the procedure to be followed for release of prisoners. The apex court had on February 20 stayed the release of three convicts — V. Sriharan alias Murugan, T. Su-
thendraraja alias Santhan and A.G. Perarivalan alias Arivu — whose death sentence was commuted to life term by it on February 18 in the case, saying there had been procedural lapses on the part of the state government on the decision to release them. Thereafter, the Centre had moved the plea seeking a stay on the release of convicts Nalini, Robert Pious, Jayakumar and Ravichandran in the case. The Jayalalithaa government had on February 19 decided to set free all the seven convicts in the assassination case. Santhan, Murugan and Arivu are currently lodged in the Central Prison, Vellore and they are in jail since 1991. The other four are also undergoing life sentence for their role in the assassination on May 21, 1991 in Sriperumbudur.
Delhi most unsafe for women travellers: Travel survey
New delHI, MarcH 6 (PTI): Delhi has been pegged as the most unsafe city in the country, for the second time in a row, by women travellers, a recent survey has found. “Delhi retained its notorious reputation as the most unsafe city amongst the top 10 Indian cities polled with 95% respondents expressing the opinion as opposed to 84% in 2013’ according to a survey by travel portal TripAdvisor. Kolkata and Jaipur were ranked second and third most unsafe cities respectively with 64% and 53% votes each. Ahmedabad toppled Mumbai to be rated the safest city
by 85% of respondents even as Maharashtra and Gujarat were voted to be the safest states with 16 and 14% votes each. Mumbai (72%) dropped to the 5th spot this year from the number 1 position in 2013. The survey also noted that it was surprising to find that only 16 per cent women use the women safety applications that are available. “Whether travelling alone or in a group of women, majority of respondents preferred travelling to a city as it offered a higher sense of security, law and order. Hill stations and beaches were second and third choice respectively,” the annual women trav-
eller survey 2014 by the travel portal said. The findings which come ahead of the International Women’s day are based on information collected from 1068 women and are aimed at at understanding travel sentiment and preferences of Indian women with respect to leisure travel while travelling solo or as part of an all-women group. 47% of the respondents said they took leisure trips as part of a group of women compared to 35% who travelled solo in the last two years. “43% of respondents were between the age of 18 and 35 years and
27% of them fell into the category between 35 to 45 years,” Nikhil Ganju, Country Manager, TripAdvisor told. Ganju said there seemed to an rising trend of women who travelled solo or in womens only groups. Out of 37% respondents who have travelled solo, 56% said they liked travelling alone and will continue to do so in the future. A total of 53% said they travel alone only to destinations (India or abroad) that are perceived as “safe.” “Solo women travellers preferred yoga and other spiritual retreats three times over to those travelling in a
group who preferred to do activities like sightseeing and shopping,” said. For solo travellers other preferred activities include festivals of music or literature (29%), health or wellness (24%) as well as light adventure like camping and hiking (23%). For women travelling as a group preferred activities include Sightseeing-Eco tours or village tours (28%), light adventure-camping, hiking (39 %), festivals of or literature (20%) and cruise or house boat (20%). The respondents included a mix of working professionals self employed women as well as homemakers.

Doctors call off strike in UP
luckNow, MarcH 6 (IaNS): Doctors in Uttar Pradesh called off their strike Thursday morning, a day after the Allahabad High Court directed them to return to work, an official said. The Lucknow bench of the high court Wednesday also ordered a judicial probe into the doctors’ grievances and the police lathi charge on them. The doctors initially refused to budge from their stand and were angered by the state’s decision to slap ESMA (Essential Services Maintenance Act) on them. However, after a long meeting post-midnight, they decided to withdraw the strike and honour the directives of the court, said Devendra Lalchandani, chairman of the action committee of the Indian Medical Association. A delegation led by Lalchandani met Samajwadi Party (SP) chief Mulayam Singh Yadav in Lucknow Wednesday night. The SP supremo assured the striking doctors that he was worried about the future and wellbeing of the junior doctors and would ask the state government to concede their demands. The court also rapped the state government and sought to know within three weeks what action it has initiated against the errant police officials who cane charged the doctors inside the hospital premises. It also ordered the transfer of the inspector general, deputy inspector general, and Senior Superintendent of Police (SSP) of Kanpur Yashaswi Yadav. The doctors have demanded unconditional release of the 24 jailed doctors, withdrawal of cases against them and action against SP legislator Irfan Solanki and the SSP Kanpur. Doctors in the state went on a strike March 1 after supporters of the legislator and Solanki himself bashed up some junior doctors at the Hallet Hospital in Kanpur Feb 28. The subsequent cane charge angered the junior doctors further and doctors across the state joined the strike.

Ukraine Crisis Deepens: Crimea votes to join Russia
SIMFEROPOL, MaRch 6 (REutERS): crimea’s parliament voted to join Russia on Thursday and its Moscow-backed government set a referendum within 10 days on the decision in a dramatic escalation of the crisis over the Ukrainian Black sea peninsula. The sudden acceleration of moves to formally bring the crimea, which has an ethnic Russian majority and has effectively been seized by Russian forces, under Moscow’s rule came as european Union leaders gathered for an emergency summit to seek ways to pressure Russia to back down and accept mediation. The crimean parliament voted unanimously “to enter into the Russian Federation with the rights of a subject of the Russian Federation”, the RIA news agency reported. Its vice premier said a referendum on the status would take place on March 16. The announcements, which diplomats said could not have been made without Russian President Vladimir Putin’s approval, raised the stakes in the most serious east-west confrontation since the end of the cold War. eU leaders had been set to warn but not sanction Russia over its military intervention in Ukraine after Moscow rebuffed Western

diplomatic efforts to persuade it to pull forces in crimea back to their bases. It was not immediately clear what impact the crimean moves would have. French President Francois Hollande told reporters on arrival at the summit: “There will be the strongest possible pressure on Russia to begin lowering the tension and in the pressure there is, of course, eventual recourse to sanctions.” Russian Foreign Minister sergei Lavrov refused to meet his new Ukrainian counterpart or to launch
a “contact group” to seek a solution to the crisis at talks in Paris on Wednesday despite arm-twisting by U.s. secretary of state John Kerry and european colleagues. The two men will meet again in Rome on Thursday. Tension remained high in Ukraine’s southern crimea region, where a senior United nations envoy was surrounded by a proRussian crowd, threatened and forced to get back on his plane and leave the country.
said it is ready to impose sanctions such as visa bans, asset freezes on individual Russian officials and restrictions on business ties within days rather than weeks. Russia’s rouble currency weakened further on Thursday despite central bank intervention due to what analysts at VTB capital called the political risk premium. The short, informal eU summit will mostly be dedicated to displaying support for Ukraine’s new U.S. READY TO SANCTION pro-Western government, The United states has represented at the Brus-
sels talks by Prime Minister Arseny Yatseniuk, who will attend the lunch although Kiev is neither an eU member nor a recognised candidate for membership. After meeting european Parliament President Martin schulz, Yatseniuk appealed to Russia to respond to mediation efforts to end the crisis. The european commission announced an aid package of up to 11 billion euros for Ukraine over the next couple of years provided it reaches a deal with the International Monetary Fund, entailing painful re-
forms like ending gas subsidies. diplomats said that at most, the 28-nation eU would condemn Russia’s so far bloodless seizure of Ukraine’s Black sea province and suspend talks with Moscow on visa liberalisation and economic cooperation, while threatening further measures if President Vladimir Putin does not accept mediation efforts soon. But they will hold back from further reaching steps both in hopes of a diplomatic breakthrough to ease tensions in Ukraine and out of fear of a tit-fortat trade war with Russia, a major economic partner of europe. ILLEGITIMATE The crisis began in november when Ukrainian President Viktor Yanukovich, under strong Russian pressure, turned his back on a far reaching trade deal with the eU and accepted a $15 billion bailout from Moscow. That prompted three months of street protests leading to the overthrow of Yanukovich on February 22. Moscow denounced the events as an illegitimate coup and refused to recognise the new Ukrainian authorities. Russia kept the door ajar for more diplomacy on its own terms, announcing on Thursday a meeting
of former soviet states in the commonwealth of Independent states (cIs), including Ukraine, for April 4 and saying it would be preceded by contacts between Russian and Ukrainian diplomats. Lavrov said attempts by Western countries to take action over the Ukraine crisis via democracy watchdog osce and the nATo military alliance were not helpful. “I want to very briefly say that we had a meeting with U.s. secretary of state John Kerry on the situation in Ukraine in relation to the actions that our partners are trying to take via the osce, the nATo-Russia council and other international organisations - action that does not help create an atmosphere for dialogue and constructive cooperation,” he said in a statement issued by the ministry on Thursday. In a move that may alarm some of Russia’s neighbours and the West, Russian Prime Minister dmitry Medvedev announced steps to ease handing out passports to native Russian speakers who have lived in Russia or the former soviet Union. Putin has cited the threat to Russian citizens to justify military action in both Georgia in 2008 and Ukraine now. After a day of highstakes diplomacy in Paris
on Wednesday, Lavrov refused to talk to Ukrainian Foreign Minister Andriy deshchitsya, whose new government is not recognised by Moscow. As he left the French Foreign Ministry, Lavrov was asked if he had met his Ukrainian counterpart. “Who is that?” the Russian minister asked. He stuck to Putin’s line ridiculed by the West - that Moscow does not command the troops without national insignia which have taken control of crimea, besieging Ukrainian forces, and hence cannot order them back to bases. Kerry said afterwards he had never expected to get Lavrov and deshchitsya into the same room right away, but diplomats said France and Germany had tried to achieve that. Western diplomats said there was still hope that once Lavrov had reported back to Putin, Russia would accept the idea of a “contact group” involving both Moscow and Kiev as well as the United states and european powers to seek a solution. The european Union formally announced it had frozen the assets of ousted Ukrainian president Yanukovich and 17 other officials, including former prime minister Mykola Azarov, suspected of human rights violations and misuse of state funds.
Niger extradites Gadhafi’s son to Libya Barbie dolls can limit girls’ career choices: Study
tRIPOLI, MaRch 6 (aP): niger on Thursday extradited to Libya one of Moammar Gadhafi’s sons, al-Saadi, who fled as his father’s regime crumbled in 2011 and who was under house arrest in the desert West African nation ever since, the government in Tripoli said. The authorities said al-saadi — one of the deposed Libyan leader’s eight children — will be treated “in accordance with international law.” A Libyan official, who spoke on condition of anonymity in line with regulations, said al-saadi arrived in the early hours on Thursday at the Tripoli airport and was transferred to a prison in the capital. shortly after the news broke, photographs circulated on social media showing al-saadi in a blue prison uniform while Libyan guards were shaving his hair and beard. Al-saadi was known for his love of professional soccer and a playboy lifestyle. His brief career in Italian football ended after a failed drug test. He headed Libya’s Football Federation and was also the former head of the country’s special forces. Like most of Gadhafi loyalists and ex-regime officials, al-Saadi is wanted for his role in curbing protests against his father’s rule and the killing of protesters. But unlike his brother, seif al-Islam, who was groomed to be Gadhafi’s successor, al-Saadi is not sought by the International criminal court. seif alIslam is held by a militia in the western Libyan town of Zintan, which refuses to hand him over to the central government for trial. With Thursday’s extradition, al-saadi joins seif al-Islam as the only two of Gadhafi’s children currently in Libya. At least three other Gadhafi’s sons were killed dur-
NEw YORk, MaRch 6 (IaNS): Is your daughter in awe of Barbie doll and her exhaustive world of fashion and accessories? This could well be a dampener for her career later. Researchers have found that girls who play with Barbie dolls see fewer career options for themselves than boys. “Playing with Barbie has an effect on girls’ ideas about their place in the world. It creates a limit on the sense of what’s possible for their future. While it is not a massive effect, it is a measurable and
statistically significant effect,” cautioned Aurora M. sherman, an associate professor in the school of psychological science at oregon state University in the Us. For parents, the most important thing is to look at the child’s toy box and make sure there is a wide variety of toys to play with, sherman added. sherman’s experiment was designed to examine how Barbie might influence girls’ career aspirations. Girls aged 4 to 7 were randomly assigned to play with one of three dolls -- a fashion Barbie with dress
and high-heeled shoes, a career Barbie with a doctor’s coat and stethoscope, or a Mrs Potato Head (a neutral, not-so-sexy doll) with accessories such as purses and shoes. After a few minutes of play, the girls were asked if they could do any of 10 occupations when they grew up. They were also asked if boys could do those jobs. Girls who played with Barbie thought they could do fewer jobs than boys could do. But girls who played with Mrs Potato Head reported nearly the same number of possible careers for themselves and for boys.
There was no difference in results between girls who played with a Barbie wearing a dress and the career-focused, doctor version of the doll. Toys such as dolls or action figures can influence a child’s ideas about their future, sherman added. It is possible that some girls are more vulnerable to adverse messages from fashion dolls such as Barbie, she pointed out in the study published in the journal sex Roles. Barbie, introduced in 1959, was the first fashion doll with an emphasis on her clothes and appearance.

ing the uprising while the rest of the children sought asylum in neighboring Algeria, along with Gadhafi’s wife and al-Saadi’s mother, Safiya. SEOuL, MaRch 6 (aP): South Korean officials on Thursday criticized a north Korean artillery launch that they say happened minutes before a chinese commercial plane reportedly carrying 202 people flew in the same area. It wasn’t immediately clear what danger, if any, the launch Tuesday posed to the china southern Airlines plane traveling from Tokyo to shenyang, china, but seoul defense Ministry spokesman Kim Min-seok called it a “serious threat” that Pyongyang failed to notify international aviation authorities of its launch plans in the area. Kim said the plane was traveling at an altitude of 10 kilometers (6 miles), while the projectile’s peak altitude was 20 kilometers. He said the flight passed through the area about five minutes after the projectile hit the water. An unidentified North Korean army spokes-
man said in a statement Wednesday night that rocket drills conducted from Feb. 21 until Tuesday were part of regular training. He said that neither regional security nor the international navigation were in danger because the north took “scrupulous advance security measures for flight orbit and targets in the designated waters.” Seoul officials say the suspected artillery launch Tuesday and others that included scud missiles in previous days were protests of ongoing U.s.-south Korean military drills that Pyongyang considers invasion preparation. Washington and seoul say the drills, which prompted threats of nuclear war from the north a year ago, are defensive in nature and meant to deter north Korean aggression. Despite the recent firings and launches, outside analysts say the north is taking a softer
stance toward the U.s.-south Korean military drills this year than last year because it wants better ties with the outside world to revive its struggling economy. Also Thursday, seoul said that north Korea rejected seoul’s proposal to hold talks on reunions of families divided by the 1950-53 Korean War. south Korea wants to make such reunions, which were held last month for the first time in more than three years, egular events, but analysts say Pyongyang worries that could take away a key piece of political leverage with the south. The Korean Peninsula remains officially at war because the Korean War ended with an armistice, not a peace treaty. Tension spiked sharply a year ago as north Korea responded furiously to last year’s drills and to international condemnation of its third nuclear test in February 2013.
Doctors hope for cure in a 2nd baby born with HIV Marilynn Marchione
AP Chief Medical Writer
A second American baby born with the AIds virus may have had her infection put into remission and possibly cured by very early treatment — in this instance, four hours after birth. doctors revealed the case Wednesday at an AIds conference in Boston. The girl was born in suburban Los Angeles last April, a month after researchers announced the first case from Mississippi. That was a medical first that led doctors worldwide to rethink how fast and hard to treat infants born with HIV, and the california doctors followed that example. In another AIds-related development, scientists have modified genes in the blood cells of a dozen adults to help them resist HIV. The results give hope that this approach might one day free at least some people from needing medicines to keep HIV under control, a form of cure. That study was published in Thursday’s new england Journal
of Medicine. The Mississippi baby is now 3 1/2 and seems HIVfree despite no treatment for about two years. The Los Angeles baby is still getting AIds medicines, so the status of her infection is not as clear. A host of sophisticated tests at multiple times suggest the LA baby has completely cleared the virus, said dr. deborah Persaud, a Johns Hopkins University physician who led the testing. The baby’s signs are different from what doctors see in patients whose infections are merely suppressed by successful treatment, she said. “We don’t know if the baby is in remission ... but it looks like that,” said dr. Yvonne Bryson, an infectious disease specialist at Mattel children’s Hospital UcLA who consulted on the girl’s care. doctors are cautious about suggesting she has been cured, “but that’s obviously our hope,” Bryson said. Most HIV-infected moms in the U.s. get AIds medicines during pregnan-
cy, which greatly cuts the chances they will pass the virus to their babies. The Mississippi baby’s mom received no prenatal care and her HIV was discovered during labor. doctors started the baby on treatment 30 hours after birth, even before tests could determine whether she was infected. The LA baby was born at Miller children’s Hospital Long Beach, and “we knew this mother from a previous pregnancy” and that she was not taking her HIV medicines, said dr. Audra deveikis, a pediatric infectious disease specialist at the hospital. The mom was given AIds drugs during labor to try to prevent transmission of the virus, and deveikis started the baby on them a few hours after birth. Tests later confirmed she had been infected, but does not appear to be now, nearly a year later. The baby is continuing treatment, is in foster care “and looking very healthy,” Bryson said. The Mississippi girl was treated until she was
18 months old, when doctors lost contact with her. Ten months later when she returned, they could find no sign of infection even though the mom had stopped giving her AIds medicines. Bryson is one of the leaders of a federally funded study just getting underway to see if very early treatment can cure HIV infection. About 60 babies in the U.s. and other countries will get very aggressive treatment that will be discontinued if tests over a long time, possibly two years, suggest no active infection. “These kids obviously will be followed very, very closely” for signs of the virus, said Persaud, who described the LA case at the conference on Retroviruses and opportunistic Infections. The study in adults was prompted by an AIds patient who appears cured after getting a cell transplant seven years ago in Berlin from a donor with natural immunity to the virus. only about 1 percent of people have two copies of the gene
that gives this protection, and researchers have been seeking a more practical way to get similar results. HIV usually infects blood cells through a protein on their surface called ccR5. A california company, sangamo Biosciences Inc., makes a treatment that can knock out a gene that makes ccR5. dr. carl June at the University of Pennsylvania tested it in 12 HIV patients who had their blood filtered to remove some of their cells. The treated cells were infused back into the patients. Four weeks later, half of the patients were temporarily taken off AIds medicines to see the gene therapy’s effect. The virus returned in all but one of them; that patient turned out to have one copy of the protective gene. “We knew that the virus was going to come back in most of the patients,” but the hope is that the modified cells eventually will outnumber the rest and give the patient a way to control viral levels without medicines, said dr. Pablo
Tebas, one of the Penn researchers. The national Institute of Allergy and Infectious diseases sponsored the work with sangamo and Penn. “The ultimate goal is to create an immune system in the body that’s been edited genetically so the cells
are not capable of being infected with HIV,” said director dr. Anthony Fauci, “but we are a long way from there at this point.” Jay Johnson, 53, who works for Action AIds, an advocacy and service organization in Philadelphia, had the treatment more
than three years ago. Although the virus rebounded when he temporarily went off HIV medicines, tests show his modified blood cells are still multiplying. “Hopefully one day I’ll be able to say I’m HIV negative again,” he said.

Benzema stars as France beats Netherlands
PARIS, MARch 6 (AP): Karim Benzema kept up his prolific form by scoring a superb goal and helping to create another as France beat the Netherlands 2-0 in a pre-World Cup friendly on Wednesday. Running onto a pass from midfielder Blaise Matuidi in the 32nd minute, Benzema let the ball bounce over his shoulder and did not even break stride as he thumped a powerful shot over goalkeeper Jasper Cillessen's hands. Matuidi added the second goal in the 41st, with Benzema playing a key part in a sweeping move. Benzema has been in fine form for Real Madrid, scoring 11 in his past 13 games and winning over the fans. It's some contrast to a few months ago, when he was struggling with Madrid and lost his place in France's starting lineup to Olivier Giroud after going 15 international games without a goal. "He's showing the same form he does for Real Madrid. He's very precise in everything he does," France coach Didier Deschamps said. "He's feeling confident and you can see it on his
face. He's beaming because he's full of confidence." Benzema has now scored four goals in his last five matches for France and his dynamic overall performance should see him definitively reinstated as firstchoice striker at the World Cup. "Things evolve. Right now, Karim's playing at such a high level that it's beneficial for us, but that's not a reason for me to condemn Olivier," Deschamps said. "It's good to have two strikers with different profiles." It was France's first game since it overturned a 2-0 deficit to beat Ukraine 3-0 and qualify for the World Cup in a dramatic playoff. "It wasn't the same match but there was the same collective will to play positively," Deschamps said. "The manner in which we played and our overall attitude was good. There was a lot of expectation and it was important for us to maintain our positive dynamic in this way." cal Ground. A press note informed that the Silver Cup is an annual feature of the Youth Department of NBC Kohima as part of its sports ministry. Interested teams/clubs can collect the entry forms from the following shops: Kohima - Sports World,

United's Robin van Persie shook off an illness to lead the Dutch attack. France started brightly and in the 10th, Yohan Cabaye switched the play right to fullback Mathieu Debuchy, whose cross narrowly missed Griezmann's head. A wonderful move unlocked the Dutch defense in the 19th, with Benzema releasing Mathieu Valbuena down the right. Valbuena's looping cross to the back post was volleyed back across goal by Griezmann toward Benzema, who planted a header straight at defender Ron Vlaar. Although France had more of the possession, the Dutch looked good on quick breaks and goalkeeper Hugo Lloris reacted sharply to push away Van Persie's snap shot in the 30th. It proved a crucial stop as, moments later, Benzema put France ahead with his 19th international goal. "We lost our way a bit after the first goal. It's not the defense's fault, but rather that we lost the ball too much in midfield," Netherlands coach Louis van Gaal said through a translator. "We can't afford to give possession away like that. It was a tough test against a good
team, and that's what I told the players." Things got worse for the Netherlands when central midfielder Kevin Strootman limped off in the 38th with a knee injury, and two minutes later France exposed a gaping hole in the middle. Benzema showed great technique to play a quick one-two with Matuidi and then release the lively Valbuena down the right. Valbuena's cross appeared to be going over Matuidi, but he twisted his body to take the ball near shoulder height and volley in his first international goal. Seconds before halftime, Mangala somehow missed with a header from one meter out, placing it over the bar after Benzema had adroitly pulled a high ball back from the byline. There were fewer chances in the second half as France eased up. Raphael Varane headed over, substitute Franck Ribery shot straight at Cillessen, and Cabaye curled a free kick wide late on. Mangala, meanwhile, showed awareness to cut out two crosses at the front post before they reached Van Persie.
Sturridge heads England to win over Denmark
LONDON, MARch 6 (AP): Daniel Sturridge's late header gave England a 1-0 victory over Denmark on Wednesday on a largely ineffective night for the World Cup-bound team in its final friendly before the squad is named. The Liverpool striker netted his 20th goal in 28 games for club and country this season when he met Adam Lallana's cross at the far post in the 82nd minute, making a greater contribution in a central position than earlier on the left wing. "It does not matter where I play on the field, it is about making a difference, making an impact," Sturridge said. Although Sturridge had been repeatedly frustrated by goalkeeper Kasper Schmeichel's flurry of saves, the English display lacked urgency in the first half and they only just avoided a third straight Wembley game without scoring. "I don't think we were effective as we wanted to be because we didn't get the ball forward quick enough," England coach Roy Hodgson said. Ronaldo sets all-time scoring record for Portugal LEIRIA, MARch 6 (AP): Cristiano Ronaldo became Portugal's all-time leading scorer Wednesday, netting twice as Portugal thrashed Cameroon 5-1 in a warm-up match between teams preparing for the World Cup. Ronaldo clinched his place in the record book with goals in the 21st and 83rd minutes, taking his international tally to 49. The 2013 FIFA world player of the year overtook Pauleta, who retired in 2006 after scoring 47 goals in 88 games. Ronaldo was making his 110th appearance. "I knew it would come eventually," Ronaldo said. "It's special because I've been in the national team for 10 years now. It's all down to hard work." Vincent Aboubakar equalized for Cameroon with a close-range volley
in the 43rd as both teams delivered some slick attacking play. But the African team tired and after two goals in two minutes, from Raul Meireles in the 66th and then Fabio Coentrao, Ronaldo set up substitute Edinho's goal in the 77th before sealing the win in the late stages. Standing on the edge of the area for his first goal, Ronaldo received the ball from the right flank, neatly shifted his weight to lose his marker, and hit a low drive into the corner. Seven minutes before the end, Ronaldo picked up a loose ball inside the area and tucked his shot into the corner. The Indomitable Lions will be in Group A at the World Cup with host Brazil, Mexico and Croatia. Portugal will play in Group G with Germany, Ghana and the United States.

zilian climate. "It would be too harsh to judge it on one performance," Hodgson said. "If we want to use all of these players together — and I thought we had a lot of talent on the field tonight — then there will be some work to do to make sure they gel together." The biggest fear for Hodgson is losing a key player to injury before the
opening match against Italy on June 14. There was a scare early in the match when Daniel Agger's challenge caught Jack Wilshere's left ankle and the Arsenal midfielder's face showed he was in agony. But the stretcher was put away and Wilshere was able to continue playing until the 59th when he was replaced by Lallana.
England was in complete control — there was little for goalkeeper Joe Hart to do — but the dominance wasn't reflected by the goal threat. Even for a friendly, this was played at a slow pace by the hosts. Rooney rarely looking like scoring, with the striker unable to get a touch when Sturridge sent in an inviting cross.
ly to twice prevent Neymar from doubling the advantage in the 21st and 29th minutes. But there was no denying the 22-year-old striker before the break, and after Paulinho won the ball in midfield, Neymar drilled in a low leftfoot finish from just inside the box. Wolfsburg midfielder Luis Gustavo, along with Chelsea pair Willian and Ramires, were introduced at the interval at the expense of Paulinho, Hulk and Oscar. Another introduction was that of a changed all-blue strip by Brazil for the second half. The changes had little effect on the tempo as Neymar made it 3-0 within 24 seconds of the restart with a delightful chip from just outside the box. An energetic looking Willian fired inches wide of the far post with one of his early touches as Scolari's men appeared to momentarily shift gears. Dani Alves and Jo were introduced for Marcelo and the ineffective Fred either side of the hour mark, before South Africa finally tested Julio Cesar 63 minutes into the contest when the veteran goalkeeper reacted sharply to save a close-range first time by substitute Ayanda Patosi.
BIRMINGhAM,MARch 6 (PTI): Olympic bronze medallist Saina Nehwal emerged as the lone Indian survivor at the $400000 All England Championship, thrashing Scotland's Kirsty Gilmour in straight-games to reach the second round even as compatriot P V Sindhu fell by the wayside. The 23-year-old notched up an easy 21-15 21-6 win over Gilmour in a women's singles match to bring some smiles back to the Indian camp after men's singles players Parupalli Kashyap, Kidambi Srikanth and mixed doubles pair of Tarun Kona and Ashwini Ponnappa lost in the opening round. World No. 10, Sindhu too found the going tough and her debut at the All England was spoilt by Sun Yu of China in another women's singles match.
Sindhu, who held a 2-1 record against Sun before the match, suffered a 16-21 15-21 loss in a 47-minute match at the National Indoor Arena. Saina was the only bright spot on a dismal day for Indian badminton as she produced a dominating performance to sent Gilmour packing in 32 minutes. She will take on Beiwen Zhang of USA in the second round. The seventh seeded Indian opened up a 3-1 lead early on and then kept increasing the distance even though Gilmour was breathing down her neck for most of the time but Saina eventually reeled off four straight points from 1614 to pocket the first game. In the second game, Saina was more dominating as she registered eight straight points to reach 10-2, then had two bursts of four straight points to move to 18-4.
Neymar hits hat trick in Brazil win
JOhANNESBUR G, MARch 6 (AP): A hat trick from Neymar helped Brazil to a 5-0 rout of South Africa on Wednesday in the World Cup host's final friendly before announcing its squad for the tournament. The Barcelona striker took his international tally to 30 goals in 47 games after scoring either side of halftime and bringing up the hat trick in stoppage time. Chelsea playmaker Oscar opened the scoring in the 10th minute and Manchester City midfielder Fernandinho struck in the 79th. The trio all impressed in front of 51,000 spectators at Soccer City — as did Hulk and Paulinho — leaving Brazil coach Luiz Felipe Scolari with plenty to ponder ahead of his squad announcement on May 7. "For us it was a very important game and not just a friendly," said Brazil technical director Carlos Alberto Parreira. "We needed to ... set the scene and give a good inspiration ahead of the World Cup." The five-time world champions made a patient start, with a half-chance falling to Fred at the near post after seven minutes. The Fluminense striker, re-

he freely admits that times have drastically changed since her own childhood, much of which was spent on the western end of sprawling Lake Erie in her native Toledo. Now based in New York, where she lives with six-year-old daughter Suri, actress Katie Holmes tells the April edition of Elle UK that while times have changed, the fundamental principles of parenthood remain the same. ‘Children are exposed to so much more than we were, I suppose every generation goes through that feeling, “Oh my God, it’s so different from how I grew up,’’ she said. ‘I think the basics are very important: the number one thing is making sure my child feels loved. And good about herself. And that what she does and who she is, is special and important, and should be celebrated.’ ‘And my mum always said, ‘No one loves you like your mother.’’ Katie gave birth to Suri – the only child from her six-year-marriage to Tom Cruise – in April 2006, and she
admits that motherhood has given her a newfound respect for women. ‘I think all of our experiences bring us to a greater understanding of ourselves and help us realise what is most important,’ she said. 'That being said, I have three older sisters and one older brother and I went to an all-girls school, and have always been a fan of women. ‘I support women and all experiences give you more insight into others, as well as yourself.' That insight started at a young age while growing up in Ohio as one of five children with parents Martin, an attorney, and homemaker Kathleen – who, along with her sisters, helped teach her the importance of first impressions. ‘I was pretty lucky… I’m the youngest of five with three older sisters, so when I was a little girl, I spent a lot of the time in the bathroom just watching them,’ she recalled. ‘I was intrigued by make-up and my mum was very frank with us and said, ‘There are natural beauties in the world, but make-up enhances.’’
But while she has a staunch admiration for women, she’s reluctant to label herself a feminist. ‘Ummm. I identify with women. I identify with people who work really hard,’ she said. ‘I think... I love strong women and I love strong men and I love being inspired by people who fight for what they believe in and work hard and are creative. And have integrity. I don’t think (the word feminism) is problematic.’ Katie’s acting career began with Dawson’s Creek, a wordy rites of passage serial based in the fictional seaside town of Capeside, Massachusetts. The show enjoyed a successful five year run between 1998 and 2003, shortly before the technological boom radically changed the cultural landscape. ‘The world has changed so much since then,’ she said. ‘Social media, and what people are watching. But I think innocence was one of the draws of the show. ‘It was these kids going through first love and heartbreak and growing up and friendships changing. So I’m glad that the innocence still holds up.’
Little Mix film emotional diary
hey freely admit to living their life in a bubble, but Little Mix were given an insight into the harsh realities faced by those less fortunate during a trip to Liberia on behalf of Sport Relief. In an exclusive video diary filmed during their
brief stay on the west coast of Africa, the former X Factor winners meet with impoverished townsfolk – amongst them young children whose positivity shines through despite being born into extreme hardship. Perrie Edwards, whose fiancé Zayn Malik was reduced to tears after visiting a slum in Ghana during his own trip to Africa for Comic Relief, admitted that she was
shocked by living conditions in Liberia, despite being braced for the worst. ‘Coming to Liberia has been in some ways different to what I thought but in a lot of ways I kind of expected certain things,’ she said. ‘I think the things I expected are harder to see – no matter how much you prepare yourself before you come out here, you think ‘I’ve seen the adverts, I’ve read about it’ and then you get
here and it’s like, ‘Wow.’ ‘It’s probably been the best experience of my life,’ added band-mate Jesy Nelson. ‘It’s very humbling, it’s very grounding, especially for us four girls who are in this bubble constantly.' ‘It’s not really a real world to us and then you come to places like this and you see how lucky we are and how awful it is for these children.’ An emotional Leigh-Anne Pinnock admitted that witnessing the conditions first hand put into perspective the comparatively trivial concerns faced back home. ‘We worry about the stupidest little things at home and there’s just so much going on in the world,’ she said. ‘I just feel like we take things for granted too much and coming here is such a
big eye-opener. The band are on the verge of releasing their new charity single – a cover of Cameo’s 1986 single Word Up – and they ended their diary by singing the track’s chorus to a group of children. News of the track’s release was announced on Twitter with the message: ‘We are really excited to announce this year’s official @ SportRelief Single is called 'Word Up' sung by….. US!! xxLittle Mix xxx #SR14.’ Sport Relief single Word Up is released on march 16 and is available to pre-order now. he 'Maleficent' actress had both breasts removed last year after tests showed she carries the BRCA1 gene, meaning her chances of contracting breast cancer are very high, but she insists focusing on her children Maddox, 12, Pax, 10, Zahara, nine, Shiloh, seven, and twins Vivienne and Knox, five, has helped her get through it. She said ''Outside my home I can be somewhat serious. [But with my family], we laugh and we play, and I'm light again, and I'm a kid again, and I'm loving and soft again because they've brought that back in my life.'' The 38-year-old beauty - who raises her six children with partner Brad Pitt - has allowed her youngest daughter Vivienne to make a cameo appearance in 'Maleficent', but she's adamant she doesn't want any of her offspring to become famous actors and actresses. She explained in the new edition of Entertainment Weekly magazine ''We think it's fun for our kids to have cameos and join us on set, but not to be actors. That's not the goal for Brad and me at all. I think we would both prefer that they didn't become actors.''

riends of tragic camera assistant Sarah Jones have set up an online campaign to improve safety on film sets. Jones was killed last month (Feb14) after she was hit by a train while shooting Allman Brothers biopic Midnight Rider in Georgia, and now her pals have created a website, where cast and crew members on film projects can pledge to protect their colleagues. The document, which can be signed online, reads in part I solemnly pledge from this day forward that a safe set will be my first and highest priority. I pledge to look out for the safety of those around me and in turn will expect others to do the same. Jones' friends write: “We have to be our own safety net because we are the only ones there in the moment. We need to be willing to speak up, speak loud, and more importantly support others in doing so.” The website also includes safety hotline numbers.

G Annadurai has upgraded his rickshaw with amenities a passenger in a London black cab could only dream of, including magazines, a mobile phone charger and a tablet. Annadurai, from Chen-
nai in South India, also offers free rides for teachers and hospital workers and spends his profits on education for impoverished street children. Annadurai has become famous across Chennai thanks to his unique three-wheeler, which boasts a wide selection of newspapers and magazines as well as wi-fi and a TV for his passengers. The 28-year-old believes in putting the customer first, offering free
rides to the deserving and even running regular prize draws for his returning passengers. It took Annadurai years to save up and afford many of the luxury items he offers his passengers. ‘The rickshaw has a wide range of magazines and newspapers for the passengers. I also offer mobile phone and satellite TV service recharge,’ he said. ‘I have Wi-Fi, but not all passengers have a device, so I offer them a
tablet.’ Last year he sponsored the education of three street kids and later this year he intends to sponsor 10 more from a local government school. ‘I also want to provide a place where the elderly don't feel they are a burden, an old age home maybe,’ he said. ‘There they can be taught simple skills which they can use to earn a little money and spend it the way they want to.’
