MON, MAY 6 (MExN): The Nagaland Contractors and Suppliers Union (NCSU), Mon Unit has written to the Chief Engineer for PWD (R&B), clarifying that “Phomishi Phom is not the lone contractor from ENPO jurisdiction.” It stated this in reference to a letter from the Konyak Union, dated January 20, 2014, “whereby, the KU had expressed to award the contract work, in respect of the Mon sector, to Phomishi Phom, stating that he is the lone contractor within the ENPO jurisdiction.” NCSU Mon stated that the KU had also “made a blunder by not consulting the Konyak 1st class contractors union,” prior to the said letter. It appealed for the PWD (R&B) “not to award the proposed contract works to Phomishi Phom, so as to avoid any ugly eventualities.” It further declared that the union is “fully in support of the NFHRCC.”

DIMAPUR, MAY 6 (MExN): The East Dimapur Business Association (EDBA) has informed that all business establishments within the jurisdiction of east Dimapur will be closed down on May 7. EDBA stated that the “total closure” is being initiated to express displeasure at the “numerous complaints of harassment and unabated taxation faced by the business community.” “In some instances, different persons claiming to be from the same organization would collect taxes, telling the business owner that the previous collector was an imposter,” it said. It added that a “certain student body from Model Colony area, Purana Bazaar collects monthly taxes from the shops,” and expressed concern “that a student body, rather than fighting against unabated taxation, are themselves indulging in it.” EDBA requested all members of the business community to assemble at DHO petrol pump, Purana Bazaar at 8:00 AM. EDBA further requested the East Dimapur GB’s union, village councils, student organizations and various Tribal bodies to attend the meeting.

KOhIMA, MAY 6 (MExN): SDEO offices of all the districts within Nagaland state remained paralysed due to the ongoing picketing by SSA teachers. A press note from the Nagaland SSA Teachers Association (NSSATA) stated that “so far the association have not been granted on any of their demands.” It informed that the NSSATA and the government “could not come to the Negotiation table called by the government on May 6, as the request and demand for the withdrawal of Show Cause Notice (already replied), being served to the Association’s President and General Secretary, could not be revoked.” NSSATA further clarified that the letters submitted to Rahul Gandhi, dated March 27, 2014, “should not be politicized in any form as explained and apologized in the reply to the Show Cause Notice, dated April 28, 2014. “Despite our various representations and appeal letters submitted to the government and its implement-

ing agencies, no transparent response could be obtained,” it stated. NSSATA added that instead, “it was claimed that the centre had not released the funds on time.” It clarified that as a result, the appeal letter was submitted not with any political motives but as an appeal for early release of the 2nd instalment (2013- 2014) and for the latter to appraise the matter to the MHRD for early release of the central share. It then demanded that the Show Cause Notice served should be revoked before any negotiation with the NSSATA, “as it is directly connected with the pending salaries and arrears of 2013 – 2014.” The NSSATA further reminded that the the Department of School Education, in an earlier press statement, had informed that “Rs.7.21 cr has been received on March 4, 2014 for the SSA teachers; which they have declared will be released for the salary of December 2013.” “Also in a press state-

ment, dated May 3, 2014, the Finance Secretary stated that Rs.23 cr had been deposited by the State Mission Authority (SSA) to the State Government account to honour the salary of three months w.e.f. Dec 2013 to Feb 2014.” It asserted that these statements clarify that a total of Rs.30.21 cr has been released. “According to the press statement as claimed by Department of School Education and Finance Department, the salary for the month of Dec 2013 has been sanctioned twice. Therefore, Rs.7.21 cr, which was earlier stated by the DOSE, should be for the salary of Dec 2013 and the Rs.23 cr received by the Finance Department from the State Mission Authority (SSA) should cover the salary for the months of Jan 2014 to March 2014,” it added. As such, the NSSATA alleged that there is “mismanagement of funds” and resolved to continue the agitation until its demands are met.

LUCKNOW, MAY 6 (AP): Of the dozens of criminal charges Atiq Ahmed faces, the one blaming him for the murder of a political rival tops the list. But that isn’t stopping the state lawmaker from running for a seat in India’s Parliament. More than 1,200 candidates running for 545 seats in the national election face criminal charges including rape, kidnapping, extortion and murder, according to a tally by the Association for Democratic Reform. “Criminalization of politics is a bad trend. Earlier politicians used criminals. Now the criminals themselves have entered politics,” said Rituraj Sharma, a 21-year-old first-time voter. In much of India, violence and politics go hand in hand. Political parties use local strongmen to intimidate political rivals. Ahmed, who denies all the charges and calls them politically motivated, is just one of hundreds of Indian politicians who activists say operate at the crossroads of crime and politics. While not unique to India, it stifles progress for the country of 1.2 billion people to have a political class unable, or unwilling, to root out criminals and keeping out idealistic aspirants. On Wednesday, voters in Uttar Pradesh — the most populous state in India — will stream into voting booths where at least 50 candidates, including Ahmed, are on the ballot. Indian law only bars a person from running for political office once they have been convicted by a court and that can take years, even decades, as cases wind their way through woefully overburdened courts. Fearing violence because of the candidates’ backgrounds, the state election commission has declared 10 of the 15 constituencies “red constituencies” and will take

extraordinary measures to ensure that the vote is peaceful, said Uttar Pradesh’s chief electoral officer, Umesh Sinha. “We deploy additional security forces with the candidates having criminal records. The gangs these politicians are associated with are well known and police will keep an eye on the members of these gangs,” Sinha said. All licensed weapons across the polling area are confiscated and petty criminals on the police’s radar are protectively detained. Hundreds of thousands of troops and police are already spread out across India to provide security for the massive election where some 814 million voters are registered. The voting is taking place in phases, with the final phase next Monday and results due on May 16. Ahmed is a candidate of the Samajwadi, or Socialist Party, that rules Uttar Pradesh. After being charged with the rival politician’s murder, he was jailed for 18 months before being released on bail. But he has never been convicted and denies all the charges he faces. “All the cases against him are only because he has fought for the poor. They are all false,” said Moin Khan, an aide to the lawmaker. The Socialist Party isn’t alone in fielding candidates with criminal cases against them. The Hindu nationalist Bharatiya Janata Party’s candidate Keshav Prasad Maurya faces murder charges. Jitendra Kumar Singh Babloo of the Bahujan Samaj Party, which claims to represent India’s lowest castes, faces 17 criminal charges which include attempted murder. Both men also deny the charges against them.

DIMAPUR, MAY 6 (MExN): The Nagaland Pradesh Congress Committee (NPCC) stated today that “measures befitting the directions of the Election Commission of India (ECI)” should be enforced forthwith to “redeem the essence and ethos of our voting rights and values for establishing a vibrant democratic nation.” The NPCC stated this while reiterating its demands for “total re-poll” in all polling Stations that exceeded 90% and (the) above be notified at the earliest possible time and ECI depute impartial Independent Election Observers to all re-polling booths and also by installing CCTVs in all re-polling stations or declare null and void to all

polling stations that exceeded 90% and above polling due to alleged “massive malpractices” on April 9, 2014. It also demanded that web cast recording be made public and telecast the proceeding of polling to ascertain the veracity of our contention and take to task all delinquent official on duty. The NPCC, in the press release from its general secretary (admn), Medokul Sphie, expressed its dismay that “there was no Independent Observer from the Election Commission of India for supervision of scrutiny nor web casting shown and taken into account on 3rd and 4th May 2014 at Kohima in the office of the Returning Officer, 16th Lok Sabha Nagaland seat.”

NEW DELhI, MAY 6 (ENS): The Centre on Monday said no restriction was imposed on the movement of Naga leaders Isak Chishi Swu and general secretary Th. Muviah, after they were absent from a Kolkata meeting of the ‘Forum for Naga Reconciliation’ (FNR). “There is no question of denial of permission, as we have not received any request for travel from the two leaders or state government,” said a senior Ministry of Home Affairs official on Monday. The

Forum claimed that National Socialist Council of Nagaland (Isa-Muivah) founders Isak Chishi Swu and Muivah were denied permission to travel by New Delhi. A five-day meeting was organized in Kolkata from April 29 to May 3 by the FNR, which aims to bring together various Naga groups together. On March 28 in Dimapur, several groups had signed the Lenten agreement to form a single platform called the Naga National Government. Following this, the leader-

ship of the three Naga groups, NSCN (IM), NSCN (Khole/ Kitovi) and NNC/FGN decided to hold a closed door meeting in Kolkata. “The representatives, through a process of envisioning, shared their vision for the Naga people, and expressed desire to engage in more confidence building measures as a way to deal with difficult issues in the interest of the shared Naga future,” said an FNR statement. The FNR statement also maintained the “denial” of permission to NSCN (IM)

leaders. “While appreciating the Government of India for its cooperation to Naga reconciliation, the FNR is concerned by this recent attitude, thereby raising questions of doubt and insincerity,” it added. The Forum urged Nagas, their neighbours, and the Government of India, to have more understanding and extend moral support to the process, and said the realisation of Naga reconciliation is in the interest of all those who desire justice, peace, and reconciliation in the region.

NEW DELhI, MAY 6 (PTI): The Supreme Court today held as invalid and unconstitutional the legal provision which makes sanction of competent authority mandatory for CBI to probe corruption cases against an officer of joint secretary-rank or above, saying it has the propensity of shielding the corrupt. “We hold Section 6A of the Act, which requires Central Government’s approval for the offences under the Prevention of Corruption Act (PCA) to make inquiry against officer of the rank of joint secretary and above, as invalid and violative of Article 14 of the Constitution,” the bench said. It said there cannot be any classification of officers for the purpose of inquiry of offence under the PCA. “The corrupt public servants, higher or lower in rank, are the birds of same feather and have to be dealt

with equally,” the court observed. The bench said that it is difficult to make classification of officers in graft cases as it is against the mandate of PCA. It said that the prior approval under Section 6A would result, indirectly, in halting the investigation and if the CBI is not allowed to carry on the preliminary inquiry how the investigation can proceed. “We are of the view that there can be no distinction between certain class of officials for inquiry of the offences under the PCA. How can the status of officials be of any relevance in the offence under PCA and any distinction by way of Section 6A of the DSPEA makes it violative of Article 14,” the bench said. The court vouched for equal treatment and that any official facing corruption allegations has to be treated with the same process of inquiry.

The mortars were found Monday at the Kamalasagar Lake here, where another shell was found on March 13. "Labourers engaged in digging the lake found the shells. The mortars would be handed over to the Indian Army," a police spokesman said. Kamalasagar, 20 km south of Agartala, was a base camp for the Bangladesh liberation war fighters in 1971. ‘3 billion internet users by end of 2014’

geNeva, May 6 (iaNs): By the end of this year, there will be almost 3 billion internet users, two-thirds of them coming from the developing world. And the number of mobile-broadband subscriptions will reach 2.3 billion globally, new figures released by International Telecomuumications Union (ITU) Monday show. Fifityfive percent of these subscriptions are expected to be in the developing world. “The newly released ICT figures confirm once again that information and communication technologies continue to be the key drivers of the information society,” said ITU secretarygeneral Hamadoun I. Touré. The data show that fixed-telephone penetration has been declining for the past five years. By end 2014, there will be about 100 million fewer fixed-telephone subscriptions than in 2009. Mobile-cellular subscriptions will reach almost 7 billion by end 2014, and 3.6 billion of these will be in the Asia-Pacific region. The increase is mostly due to growth in the developing world where mobilecellular subscriptions will account for 78 percent of the world’s total.

The data show that mobile-cellular growth rates have reached their lowestever level (2.6 percent globally), indicating that the market is approaching saturation levels. Africa, Asia and the Pacific, where penetration will reach 69 per cent and 89 per cent respectively by end 2014, are the regions with the strongest mobilecellular growth (and the lowest penetration r0ates). Penetration rates in the Commonwealth of Independent States (CIS), Arab States, the Americas and Europe have reached levels above 100 per cent and are expected to grow at less than two per cent in 2014. The region with the highest mobile-cellular penetration rate is the CIS. By end 2014, fixed-broadband penetration will have reached almost 10 per cent globally. Forty-four per cent of all fixedbroadband subscriptions are in Asia and the Pacific, and 25 per cent are in Europe. In contrast, Africa accounts for less than 0.5 per cent of the world’s fixed-broadband subscriptions, and despite double-digit growth over the last four years, penetration in Africa remains very low.

Africa, the Arab States, and CIS are the only regions with double-digit fixedbroadband penetration growth rates. The Americas region stands out with the lowest growth in fixed broadband penetration, estimated at 2.5 per cent and reaching a penetration rate of around 17 per cent by end 2014. Europe’s fixedbroadband penetration is much higher compared with other regions and almost three times as high as the global average. Globally, mobile-broadband penetration will reach 32 percent by end 2014; in developed countries, mobilebroadband penetration will reach 84 per cent, a level four times as high as in developing countries (21 percent). The number of mobile-broadband subscriptions will reach 2.3 billion globally and 55 percent of all mobile-broadband subscriptions are expected to be in the developing world. Mobile-broadband penetration levels are highest in Europe (64 percent) and the Americas (59 percent), followed by CIS (49 percent), the Arab States (25 percent), Asia-Pacific (23 percent) and Africa (19 percent). By end 2014, 44 per cent of the world’s households will have internet

access. Close to one-third (31 percent) of households in developing countries will be connected to internet, compared with 78 per cent in developed countries. The analysis shows that household internet access is approaching saturation levels in developed countries. More than one out of two households in the CIS will be connected to internet. In Africa, only about one out of ten households will be connected to internet. However, household internet access in Africa continues to grow at double-digit rates. By end 2014, the number of internet users globally will have reached almost three billion. Two-thirds of the world’s internet users are from the developing world. This corresponds to an internetuser penetration of 40 per cent globally, 78 per cent in developed countries and 32 per cent in developing countries. One-third of the population in Asia and the Pacific will be online by end 2014 and around 45 per cent of the world’s internet users will be from the Asia-Pacific region. More than 90 per cent of the people who are not yet using internet are from the developing world.

Then I am pretty sure that there will be thousands of hands pointing towards individuals who are holding posts in various fields. Change is the biggest issue in the history of mankind. If we look at the history of the world only through the individual`s ideology and hard work and vision not the community or group. Today, in our context many people want to see changes in society but they are not willing to change themselves then how do we expect change to take place? Many of us are very good in judging others but not ourselves and very good in passing comments by saying about bad road conditions, bad electricity, bad governance and so on. But how many of us have the goodwill to repair our own road, our problems and the government? If we were to view our society today there are thousands of areas for change because we have not been truthful to ourselves in many ways. And in our generation today the word “trust” is becoming valueless as individuals are not allowing God to be in us and not willing to see the map of life from the book of life “BIBLE”. Today in our own land we are not secure in many ways and the trust that we had in our own people is vanishing as there are multi rape cases, murder cases and stealing is on high speed. And in various departments we point that the system is corrupted but in fact the system is not corrupted but the individuals are polluted. I too have encountered many people in my life who seems to be very good, religious and loving but not worthy to be trusted because their minds are corrupted with selfish motive, proud nature, hatred heart and jealousy. And it’s not surprising to learn that many suffer from it. In fact life is a change and change is a part of life. We all want to see change in various ways but there is a saying “if you

want to change the world, first we must change ourselves”. There was a young boy who wanted to change the world. So, he prayed to God that he wanted to change the world. So God answered his prayer and He asked the young boy,” what do you need to change the world?” then the young boy said that he needed ‘money’ so that he can travel all over the world and will change the mind of people and thus change the world. Then God said, “I will give you money to travel all over the world, but you must complete your mission to change the world within ten years”. So the young boy agreed and started his journey to change the world. He first went to USA to change the mind of the people. And he spent four years in trying to change the world. But all his efforts went in vain and nothing happened. So, he thought that USA was such a developed country that he won’t be able to change. Then he came back to INDIA to change the world and started trying to change the world by changing the mind of people and he spent three years but nothing happened. Then he decided to come to NAGALAND and to change the mind of the Nagas for two years, but nothing happened and change did not take place. And there was only one year left for the boy to change the world so he started changing himself day by day within that one year and when the tenth year ended, God smiled at the boy and said, “You have changed the world because you have changed yourself”. Mission was successful and he learned that “change begins from oneself”. And it is very true to say that change begins within oneself. So change the pattern of our thought not the system by taking a right decision in every field to be truthful and strong enough to fight for our rights, while electing leaders, while paying taxes, while receiving. DMC discourages dumping garbage in drains

Similarly, Dhobinala drain which is one of most vital drains of the town remained completely blocked near Holy Cross Higher Secondary School, with plastic, bottles, damaged household stuff, electrical items and even tree

branches. With intervention of the Dimapur Municipal Council, the garbage blocking the drain was removed by staff of Sanitation Branch, DMC using manual labour and machinery, on Tuesday morning, bringing much relief to the residents in the area. t is universal that there is always an advantage and a disadvantage in everything that we see, look, analyze and react to things and facts as they are. Let us look at Mizoram. The Mizos have no such identity of different tribes as we do have in the Naga community. They are all Mizos. They have just one language, one tradition, one set of traditional dress code, one dance, the same menu in their food and it is the same even with their own brand of religion. Mizos have been smart in the fact of the matter that they have been able to take the maximum advantage of this oneness. They did not allow the disadvantages of oneness to overshadow the advantages in their community and as such has prospered. As for us Nagas, much as we are of a small state it is indeed unique that we do have so many tribes, each with their own unique way of living, be it with language, food, dance, dress and even different ways of for-

malizing the traditional matrimonial relationships. Unique is definitely what we are, but the sad part is that we have not been able to take advantage of this uniqueness, of this diversity. On the contrary, it is turning out to be a big disadvantage. In fact, unless checked and nipped from the bud, unless this disadvantage is turned into an advantage, this diversity and uniqueness will ultimately prove to be the 'Achilles heel' of the Nagas in general. 'Unity in diversity' is a slogan and a topic on which we as school going students and our children today study and expand on the idea. However, sadly, today for the Nagas it is 'disunity in diversity'. It is our own undoing that instead of taking advantage and making use of this diversity by cementing it with unity we are doing just the exact opposite and is playing right into the hands of the 'intelligence agencies' of mainland India. Forget about tribal unity, we have knowingly and also unknowingly even divided ourselves on clan lines from within a tribe. The

goal posts of the spirit of brotherhood which fosters love and concern has been so narrowed, and we are failing to see beyond it giving more room for cynicism, unhealthy competition and thereby disunity. I think I am straying much from the title of the article (in fact I haven’t even touched it) but the absentmindedness of 'yours truly' is forcing me to stray least I forget to air what I am doing now and hence do bear with me. Yes, I do eat my words as far as my definition of 'unique' in my much earlier write-up is concerned. But again, I feel I cannot be faulted because I and definitely many like me had not been offered any explanation as to what being 'unique' is not what 'unique' is all about in the general term. And just as the word 'unique' has to be made known to the multitude, so is the message that as being unique, Nagas do very much deserve a better arrangement than what we have today as a member state of the Indian Union. It really borders or

better boils down to that of an insult when some loose tongue comes up with different theories of even undoing or downgrading what little extra provision is there in the present form of governance in Nagaland. However, we fear that such theories will only become more vocal if the current state of affairs i.e. disunity as it is now is allowed to fester. Not discounting voices against the government of the day for certain narrow government policies (and that proves people manning the govt. human) our best and the safest bet is CM Rio. And if not him then who and what has that 'who' got to offer? The Congress under Sonia Gandhi has downgraded Nagas to that extent where any new dispensation in the centre if to maintain the continuity of the negotiations will only end up in more divisions among the Nagas. And as such, once again playing directly into the hands of the Indian intelligence agencies. I feel we have no option but to go back in time and start anew and afresh. Going by

the positive track record of former Prime Minister A.B Vaypayee to the Naga Political problem and more importantly the huge conflict of interest between the Congress and the BJP we can safely have no hesitation in predicting that any government and all the more a BJP led government will be much more understanding to the Nagas than the ceasefiring Congress. By the way, why can't we (both overground & underground) just leave the politics of the day aside, at least till the time we the Nagas in one voice achieve something concrete, something at least in that category which Jammu & Kashmir enjoys. On the contrary, going by the speed of the tone and divisiveness of agendas, instead of at least an enhanced status, the very possibility of us even loosing the little that we have is staring in our face. And it is all thanks to our disunity in diversity. Here the role of the Church cannot be overemphasized. The Bible as the greatest book ever is open for interpretation by any

individual believer. Knowingly misinterpreting it is a huge sin and I do pray for forgiveness if I am seen to be misinterpreting Luke 23:28 with a secular student's point of view. Our Christian faith has indoctrinated in us everybody without exception the fear of the Lord, and it is again the Least Common Multiple (LCM) where every Naga amens to. As such, is it not the primary duty of the caretakers of our souls - the apostles of today to give us the correct interpretation of the said scripture verse? Not at all discounting the selfless missionary work of taking the Gospel to the unreached far beyond our borders, much ground needs to be covered and worked upon at home with the singular aim of bringing about peace, reconciliation, unity, brotherhood and earning the eternal gratefulness of the generations to come. Isaiah 43:19 says, "I will even make a way in the wilderness and rivers in the desert." What more assurance do we need? Feed us and mould us into one.

Prasar Bharti needs autonomy, from elected leaders and bureaucrats too

T

he debate is raging on the independence of Prasar Bharti. The contours of the debate are pertaining to political interference in the functioning of Prasar Bharti, especially programming, editing, influence on editors, and compromised ability of editors and contributors to act independently. All said, the debate, put succinctly, is about operational autonomy of Prasar Bharti. This all sounds interesting though we are missing the underlying struggle this country is seeing at this juncture after 67 years of existence as an independent nation. The struggle is about who would be controlling, ruling or managing this country? Further still it is about who -- elected leaders or bureaucrats -- decides the direction or path this country would follow. The fight clearly is about bureaucrats trying to wrest control of whatever independence is left away from the hands of the political and elected leaders. The danger here is that operational autonomy is being construed and painted as one wherein the bureaucrat would have supreme independence to control the resources within Prasar Bharti. This is not only true for Prasar Bharti, but rather any enterprise that could be functioning under the realm of the state. Quite clearly what we can see is that the very idea of democracy is in danger and one single institution, the bureaucrats' lobby, is working exceedingly hard to annex control of this country, its independence, the ability to contribute, decide the direction etc. In the least scathing manner, I can only suggest that the lobby cannot be construed to be fair, just to people and not absolutely corrupt under the influence of absolute power. Not that they don’t control this country right now though the fight today is to control the country’s resources and towards having and yielding unimaginable power. The ethical and moral standards have gone down dramatically within the bureaucracy and it compels us to understand and dig deeper into the creation of the service. Our system of bureaucracy started with the Indian Civil Services (ICS) which was primarily built to deal with the people of India to be controlled and regulated to behave in a certain manner. The fundamental fact thus remains that creation of ICS was to have power in British hands and manage the country through the ‘brown sahibs’. The system was not built to enable real democracy rather to control its population. Incidentally the system should have changed in the last 67 years though this is the last remnant of the Raj that is still visible and compromises our freedoms. A common man even today sees the bureaucrat as sahibs, maibaap, lordship et al and somebody to be afraid of and not somebody you can be friendly with. It could be said that most of the bureaucrats join to better the state of affairs of the country or any such noble ideas but they soon turn to doing something else, bettering their prospects while doing harm to others. The system forever has remained feudalistic and shall remain until we revisit and dismantle the existing systems of governance in the country. This piece is clearly not against the persons involved but about the system they represent. The agony is not directed against a person per say but a general anguish at what the bureaucrats have come to represent i.e. great power and no accountability. Anyhow I do agree with all in this case that Prasar Bharti needs independence, but independence from bureaucracy, and that too urgently. For sure Prasar Bharti needs to have independent management that is not subservient to the wishes of the lobby of the bureaucrats (babus) and urgent action is required to move it out of their clutches or they (bureaucrats) could control opinion and wrest further control of this country. The ideal situation would be to privatize the organization and let the market forces decide on its fate in the long run. Narendra Modi (expected by many to be India's next prime minister) has clearly said he is dismayed to see the national TV channel struggling to maintain its professional freedom. I am for sure in agreement with him and I believe what he wants to say is “Prasar Bharti needs independence. Absolutely without a doubt. Independence to operate as free media and out of the clutches of the bureaucracy”. The call for action thus should be “It is time we dismantle the bureaucracy, take away the brute power they have within and outside the system, and let the country have Swaraj”. I would like to bring forth the ever echoing and golden words of Bal Gangadhar Tilak “Swaraj is my birthright and I shall have it”.

Ukraine: The Only Way to Peace

A

s the first heavy fighting begins in eastern Ukraine, with an attempt by Ukrainian forces to retake the town of Sloviansk, and as violent clashes spread elsewhere, including now Odessa, in the country’s southwest, there is a growing sense that a larger confrontation, one that could involve Russia and the West, may be unavoidable. Such a perception is a terrible mistake. There is nothing inevitable about the future course of the conflict. It is absolutely essential for Western governments to focus on what they can do to avoid war, preserve democracy, and keep Ukraine united. What they cannot do is help the government in Kiev to win with military force in the east. The rebel forces that have taken control of cities of the Donbas, the Russian-speaking industrial and mining region in the east, appear well organized, have much local popular support, and are implicitly backed by the 45,000 Russian troops deployed to the Ukrainian border. It would take many months—more probably, many years—for Ukrainian forces to reach sufficient strength to retake the Donbas swiftly and relatively bloodlessly, or to defeat a Russian invasion of the east and south of the country. Moves to raise Ukrainian nationalist volunteer forces should be strongly discouraged by the West. The intervention of such groups would risk repeating what has just happened in Odessa, where dozens of people were killed in street battles on May 2. It would make a Russian invasion a certainty. And the West itself will not fight for Ukraine. All the blowhard posturing of US and European government officials cannot hide this essential fact. In these circumstances, to give the unelected interim government in Kiev the idea that we are giving it military backing is irresponsible, immoral, and contemptible. Did we really learn nothing from the experience of Georgia in 2008? For that matter, did we learn nothing in the playground at the age of six? If Ukrainian forces continue their assault on rebel strongholds in eastern Ukraine, then only three things can happen, separately or in sequence: they will be beaten back with the help of Russian weaponry—such as that used to shoot down two Ukrainian helicopters at Sloviansk on Friday; they will retake one or two towns, after which Russia will reinforce other towns with lightly-disguised Russian special forces, making their capture much harder; and if Ukrainian forces resort to heavy weaponry to blast the rebels from their positions, Russia will invade. The only question then will be where the Russian army will stop: whether Moscow would be content to hold the Donbas, as it previously held South Ossetia and Abkhazia as quasiindependent statelets formally still part of Georgia, or whether it would go on to seize half of Ukraine. What is truly strange and terrible about this looming disaster is that all the leading players already know and agree about what the only solution can be, even if they disagree on the details and the timing: a federal Ukraine with elected regional governments and robust protection for regional interests. This, not further separation, is what Moscow is proposing; and this is what the Ukrainian interim president, Olexander Turchynov, has publicly hinted at for the Donbas. Although the rebels in Donetsk and other eastern cities have declared the Donetsk Republic and are now planning an independence referendum on May 11, many easterners, too, have indicated that they want some kind of federalization and not independence or annexation to Russia. As interviews published in Sunday’s New York Times make clear, even some rebel commanders themselves hope to keep Ukraine united. It is extremely important to note that regional autonomy—accompanied by a threat of indepen-

his is the sub theme of this year’s (2014) World Asthma Day (WAD), which was first celebrated in 1998 in conjunction with the first World Asthma Meeting in Barcelona. It is an annual event aimed at improving asthma awareness, diagnosis, treatment, and, ultimately, control and is organized by the Global Initiative for Asthma (GINA) on the first Tuesday of May. The main theme of WAD 2014 continues to be 'You Can Control Your Asthma.' Asthma is a common chronic non communicable disease (NCD), affecting more than 300 million people worldwide. It is the most common NCD among children and a major public health problem in developed as well as developing countries. In Western Europe as a whole, asthma incidence has doubled over the last ten years; USA has seen an increase of over 60% since the early 1980s; while 8% of the Swiss population suffers from asthma as against only 2% some 25-30 years ago. However, most asthma-related deaths occur in low- and lower-middle income countries as most cases of asthma go undiagnosed, untreated or mismanaged. Asthma affects all age groups but often starts in childhood. It is characterized by recurrent attacks of breathlessness and wheezing, which vary in severity and frequency from person to person. This condition is due to inflammation of the air passages in the lungs. In an asthma attack, the lining of the passages swell causing the airways to narrow and reducing the flow of air in and out of the lungs. Although asthma cannot be cured, it can be treated and managed effectively. The severity of asthma can be reduced dramatically, and the person's quality of life significantly improved. Untreated or mismanaged asthma causes unnecessary suffering and disability, putting a significant economic burden on poor families as well as huge financial drain on struggling health systems. World-wide, the economic costs associated with asthma are estimated to exceed those of TB and HIV/AIDS

dence—is what the government of the western region of Lviv, controlled by Ukrainian nationalists, declared for itself back in February, when it seemed that President Yanukovych would remain in power and take Ukraine into the Russian-dominated Eurasian Union. If Lviv could demand this as an insurance for its identity and interests when the national government was going in a direction it did not like, it is very hard to argue that Donetsk does not have the right to do the same. Nor is there any moral reason why the West cannot support federalization. The United States, Germany, Canada, and half a dozen other Western democracies are all federal states. Of course, we all know that a fundamental moral principle of Western foreign policy is that sauce for the goose can never under any circumstances be sauce for the gander—but to oppose a federal solution for Ukraine on such grounds is ridiculous. Indeed, a constitutional solution to the crisis has already been supported by all sides—including Russia, the US, and Ukraine—in the Geneva Declaration of April 17, which called for Ukrainians from all parts of the country to disarm and take part in a national dialogue that would recognize regional interests. The problem with Geneva is that it did not set out an outline of the constitutional settlement— which will have to be agreed in advance before the rebel militias in eastern Ukraine will put down their weapons. There is also of course profound disagreement on the process by which constitutional change should be introduced, and how much regional autonomy should be granted. President Turchynov suggested a referendum on autonomy for the Donbas to accompany the new presidential elections planned for May 25; but after the latest developments in Odessa and east Ukraine, it must surely now be acknowledged that these elections cannot take place on schedule, or until peace is restored. Nor, given the precedent in Lviv and the current protests elsewhere in Ukraine, can a case be made for a special status for the Donbas region alone. Far better to have an equal federation across the whole territory of Ukraine. (As for Crimea, we will have to content ourselves with formal statements to the effect that we regard Crimea as still legally part of Ukraine, while in practice making Crimea the subject of separate processes and talks—rather as with the northern Cyprus issue in the past. Unfortunately, if we make a peace process in Ukraine conditional on Russia giving up Crimea, there will be no peace process.) Reality, and the long experience offered by such conflicts, shows that agreement on a new federal constitution for the country as a whole must be reached first, and ratified by a national referendum. The rebel militias in eastern Ukraine and the camp of demonstrators on the Maidan in Kiev should both agree not to use force and not to disrupt such a solution–-since clearly neither regional nor national democracy is possible if governments have to submit for approval to unelected crowds. Elections for the presidency, parliament, regional assemblies, and regional governorships can then be scheduled to take place simultaneously later in the year. Ideally, some kind of observer force would need to be put in place with United Nations backing to report on compliance by all sides. Since the tragic killings in Odessa, it is no longer possible to deny that the Ukrainian crisis involves a serious threat from extreme nationalist groups as well as proRussian ones—and some of the extreme nationalists are sitting in the present interim government in Kiev. On the other hand, Russia undoubtedly has armed local allies in eastern Ukraine, which it has strengthened

with some disguised Russian officers. But the masses of civilians who have blocked the path of Ukrainian troops in the Donbas show that the rebels also enjoy a very considerable measure of local support. What all this reveals is something that should have been blindingly obvious ever since Ukraine became independent in 1991 and that is deeply rooted in Ukrainian history: Ukraine contains different identities, and cannot be ruled unilaterally by one of them alone, or pulled in a single geopolitical direction, without risking the breakup of the country itself. The huge demonstrations in Kiev this winter showed that Yanukovych’s and Moscow’s hope of taking Ukraine into the Eurasian Union was impossible, because many Ukrainians would literally give their lives to prevent it. Now, events in the east and in Odessa make clear that a Ukrainian state that defines itself purely in proWestern and anti-Russian terms is also out of the question, because a great many Ukrainians will not tolerate this either. In these circumstances, it is no good for one side to hope for absolute victory. When Russia tried for this with Yanukovych, the result was a fiasco, which among other things destroyed Russia’s influence over Ukraine as a whole. The West is now risking an even greater failure in the opposite direction. Critics of federalization say that it would allow Russia to block Ukrainian moves toward NATO and the EU. What is surely apparent however is that Moscow and its allies in Ukraine have already done this. The goal of the West must be to get all the opposing forces in Ukraine off the streets and back within a legitimate democratic process that is recognized by a majority of Ukrainians, and that will allow the possibility of economic and political reforms by democratic means. Time is short. We saw again and again, in the Balkans, the Caucasus, and elsewhere in the 1990s, that once fighting begins, previously possible solutions quickly become impossible. This would be a tragedy—Ukraine does not need to be Yugoslavia or Georgia. Contrary to what is said in much of the Western media, most of Russia’s allies in eastern Ukraine are not separatists. Rather, what many in the Donbas fear is that a government in Kiev—one that is either unelected or elected by a small majority, and which is under the sway of extreme nationalist demonstrators—will be able to decide their fate unilaterally. Thus, they are deeply opposed to the interim government in Kiev, but many of them continue to envision being a part of Ukraine in which they would have greater autonomy and recognition of regional rights and interests, rather than full independence. Until now, every opinion poll and election in the east has also suggested this. But once a few hundred people have been killed, this reasonable position will quickly be destroyed. To return power to a reasonable majority, the international community must put forward the outline of a constitutional settlement on which a majority of Ukrainians can agree. It is hopeless to expect that the opposing sides themselves will be able to abide by a compromise proposal on their own, without outside help. The question then is whether Russia, the US, the EU, and the various parties in Ukraine including Ukrainian government can reach agreement on the outlines of a federal constitution, which the UN Secretary General could then put forward. This will be an immensely difficult task in the days and weeks ahead. But the alternative could be catastrophic. For example, annual asthma care costs (direct and indirect) exceed US$6 billion in the USA and are nearly US$460 million in Australia; while Britain spends about US$1.8 billion on health care for asthma and because of days lost through illness. Asthma control is the focus of the GINA Global Strategy for Asthma Management and Prevention, a comprehensive and practical resource about how to diagnose, assess, and manage asthma. A revised version of this report is being launched on World Asthma Day 2014. “Scientific understanding of what asthma control means and how to achieve it has evolved significantly in recent years,” said Mark FitzGerald, MD, Chair of the GINA Board of Directors. “We need a practical strategy for implementing this knowledge to inform patient care worldwide, and that is what GINA aims to provide.” India has an estimated 15-20 million people living with asthma and roughly a prevalence of 10% to 15% in 5-11 year old children. In an interview given to CNS, Dr Surya Kant, Head, Department of Pulmonary Medicine, King George Medical University, rued that incidence of asthma is on the rise, mostly due to rapid industrialization, modernization and urbanization and changing life styles. He busted many myths around the disease-- “There is still very poor awareness about asthma. The first myth is that an asthma patient has to lead a compromised life. But asthma, if managed properly, does not interfere with the quality of life. Many sports persons and many of our cinema heroes are living with asthma. An asthma patient is as fit as any other healthy human be-

ing and can take part in all sports and activities. This message needs to go across to the public. Secondly, people think that one gets into the habit of using an inhaler. But we must remember that habit is different from addiction. So one may get habituated to an inhaler but cannot get addicted to it. Using an inhaler is same as the habit of brushing our teeth, taking bath, eating breakfast, etc. The ideal treatment for asthma is still the inhalation therapy which is targeted delivery of very small doses of the medicine directly to the lungs. If your bronchial tubes are weak, use an inhaler, same as you would use spectacles if your eyes are weak. This has no side effects even in long term.” Dr Chiang Chen-Yuan, Director, Department of Lung Health and NCDs at the International Union Against Tuberculosis and Lung Disease (the Union) cited the low affordability of essential asthma medicines as one of the main barriers in providing proper asthma care in low- and middle-income countries. He told Citizen News Service (CNS) that, “Asthma Drug Facility has demonstrated that it is possible to provide essential asthma medicines at affordable price in low- and middle-income countries. Governments should raise sufficient funds, reduce the reliance on direct payments to finance services, and improve efficiency and equity in order to achieve universal health coverage. Meanwhile, the revolving drug fund of asthma may help maintain an uninterrupted supply of essential asthma medicines, which has been demonstrated in Benin.” However, Dr Chen felt that medicines alone will not help solve the problem. He said, “Patients who pres-

ent themselves to health care facilities may not be diagnosed, and those who are diagnosed may not be managed properly. Health care providers need to be trained to provide standard case management of asthma. Asthma projects, piloted by the Union in Benin, China, El Salvador and Sudan, have demonstrated that training of health workers in the use of inhaled corticosteroids, for long term management of asthma, result in proper asthma control, and reduce emergency hospitalization. Countries where asthma patients still have poor access to proper asthma care should adopt this strategy piloted by The Union and partners to reduce suffering and to improve the quality of life of asthma patients.” Dr Karen Bissell, Consultant at The Union shared with CNS that, “Following important meetings at the United Nations in 2011, countries have been preparing strategies to prevent and manage NCDs, including asthma. However, many health services are finding it a challenge to introduce asthma management into the general health services. Many are still struggling to access quality-assured essential asthma medicines that are affordable for their populations.” So, according to Dr Bissell, there is a need at the global level to increase the commitment of governments and donors to invest in asthma as a means of reducing poverty; implement standardised and effective management of asthma within primary health care and general health services; make essential quality-assured asthma medicines available and affordable for people in lowand middle-income countries; monitor and evaluate quality of care and gain more accurate global estimates about its epidemiological and financial burden. THE BEST JOB IN THE WORLD: Gabriel García Márquez on journalism S

ome 50 years ago, there were no schools of journalism. One learned the trade in the newsroom, in the print shops, in the local cafe and in Friday-night hangouts. The entire newspaper was a factory where journalists were made and the news was printed without quibbles. We journalists always hung together, we had a life in common and were so passionate about our work that we didn’t talk about anything else. The work promoted strong friendships among the group, which left little room for a personal life.There were no scheduled editorial meetings, but every afternoon at 5pm, the entire newspaper met for an unofficial coffee break somewhere in the newsroom, and took a breather from the daily tensions. It was an open discussion where we reviewed the hot themes of the day in each section of the newspaper and gave the final touches to the next day’s edition. The newspaper was then divided into three large departments: news, features and editorial. The most prestigious and sensitive was the editorial department; a reporter was at the bottom of the heap, somewhere between an intern and a gopher. Time and the profession itself has proved that the nerve centre of journalism functions the other way. At the age of 19 I began a career as an editorial writer and slowly climbed the career ladder through hard work to the top position of cub reporter. Then came schools of journalism and the arrival of technology. The graduates from the former arrived with little knowledge of grammar and syntax, difficulty in understanding concepts of any complexity and a dangerous misunderstanding of the profession in which the importance of a “scoop” at any price overrode all ethical considerations. The profession, it seems, did not evolve as quickly as its instruments of work. Journalists were lost in a labyrinth of technology madly rushing the profession into the future without any control. In other words: the newspaper business has involved itself in furious

competition for material modernisation, leaving behind the training of its foot soldiers, the reporters, and abandoning the old mechanisms of participation that strengthened the professional spirit. Newsrooms have become a sceptic laboratories for solitary travellers, where it seems easier to communicate with extraterrestrial phenomena than with readers’ hearts. The dehumanisation is galloping. Before the teletype and the telex were invented, a man with a vocation for martyrdom would monitor the radio, capturing from the air the news of the world from what seemed little more than extraterrestrial whistles. A wellinformed writer would piece the fragments together, adding background and other relevant details as if reconstructing the skeleton of a dinosaur from a single vertebra. Only editorialising was forbidden, because that was the sacred right of the newspaper’s publisher, whose editorials, everyone assumed, were written by him, even if they weren’t, and were always written in impenetrable and labyrinthine prose, which, so history relates, were then unravelled by the publisher’s personal typesetter often hired for that express purpose. Today fact and opinion have become entangled: there is comment in news reporting; the editorial is enriched with facts. The end product is none the better for it and never before has the profession been more dangerous. Unwitting or deliberate mistakes, malign manipulations and poisonous distortions can turn a news item into a dangerous weapon. Quotes from “informed sources” or “government officials” who ask to remain anonymous, or by observers who know everything and whom nobody knows, cover up all manner of violations that go unpunished.But the guilty party holds on to his right not to reveal his source, without asking himself whether he is a gullible tool of the source,manipulated into passing on the information in the form chosen by his source. pecially if it is an official source – endow it with a mythical quality, protect it, nurture it and ultimately develop a dangerous complicity with it that leads them to reject the need for a second source. At the risk of becoming anecdotal, I believe that another guilty party in this drama is the tape recorder. Before it was invented, the job was done well with only three elements ofwork: the notebook,foolproof ethics and a pair of ears with which we reporters listened to what the sources were telling us. The professional and ethical manual for the tape recorder has not been invented yet. Somebody needs to teach young reporters that the recorder is not a substitute for the memory, but a simple evolved version of the serviceable, old-fashioned notebook. The tape recorder listens, repeats – like a digital parrot – but it does not think; it is loyal, but it does not have a heart; and, in the end, the literal version it will have captured will never be as trustworthy as that kept by the journalist who pays attention to the real words of

the interlocutor and, at the same time, evaluates and qualifies them from his knowledge and experience. The tape recorder is entirely to blame for the undue importance now attached to the interview. Given the nature of radio and television, it is only to be expected that it became their mainstay. Now even the print media seems to share the erroneous idea that the voice of truth is not that of the journalist but of the interviewee. Maybe the solution is to return to the lowly little notebook so the journalist can edit intelligently as he listens, and relegate the tape recorder to its real role as invaluable witness. It is some comfort to believe that ethical transgressions and other problems that degrade and embarrass today’s journalism are not always the result of immorality, but also stem from the lack of professional skill. Perhaps the misfortune of schools of journalism is that while they do teach some useful tricks of the trade, they teach little about the profession itself. Any training in schools of journalism must be based on three fundamental principles: first and foremost, there must be aptitude and talent; then the knowledge that “investigative” journalism is not something special, but that all journalism must, by definition, be investigative; and, third, the awareness that ethics are not merely an occasional condition of the trade, but an integral part, as essentially a part of each other as the buzz and the horsefly. The final objective of any journalism school should, nevertheless, be to return to basic training on the job and to restore journalism to its original public service function; to reinvent those passionate daily 5pm informal coffee-break seminars of the old newspaper office. Colombian writer Gabriel García Márquez, who died on 17 April, 2014, wrote this piece on the evolution of journalism for Index on Censorship magazine in 1997. The UN: Is the world ready to work for women?

siva Thanenthiran omen’s NGOs turned up in full force at the 47th Commission on Population and Development in April only to find a genuine discussion and debate on the critical issues of sexual and reproductive health and rights sidelined. In the lead-up to 2015, every single international event is perceived as a critical battleground calling upon women’s NGOs to actively participate in these events, sometimes even at our own cost. The organisation I work for – the Asian-Pacific Resource and Research Centre for Women is a regional organisation which works at national, regional and global levels. Because our work traverses many different arenas, we are familiar with but torn by the tensions between local and global needs especially when these imply an investment of resources and time. At the beginning of 2014, we met with all our partners across the region to discuss a common strategy of participation in key global meetings in the coming two years. Although many partners felt very strongly that global players often call on their local counterparts for support at these international meetings, this support is not reciprocated when and where the frontline battles take place. But in the interest of defending the sexual and reproductive health and rights agenda, our partners agreed to engage. Thus is with anticipation as well as trepidation that we entered into the battleground of the 47th Commission on Population and Development (CPD). Asian governments are known for their reticence, but this time our partners were able to strategically place themselves in key national delegations – Nepal, Mongolia, the Philippines and Fiji. We were also able to forge good working relationships with the Cambodia, Vietnam and Lao PDR delegations. This year’s Commission on Population and Development had a key reference document produced by the comprehensive ICPD Beyond 2014 review process called the ‘Framework of Actions.’ This is an evidencedriven report of the gaps in the implementation of the ICPD Programme of Action. It was mandated by the General Assembly resolution. For those advocating and working for a comprehensive Sexual and Reproductive Health Rights agenda, these gaps have become familiar over the years. Hence it was deeply satisfying to witness that these issues were finally being discussed and recommendations being made in a seminal UN report. This presented a platform for discussion and action for member states – something many of us have long been waiting for. But these are not new battles: they already existed at the time of previous conferences in Cairo in 1994 and Beijing in 1995 – access to safe and legal abortion, non-discrimination on the basis of sexuality, young people’s access to comprehensive sex education, information and services - and they persist because member states continue to frame sexual and reproductive health and rights agendas within ideological and religious parameters rather than health, rights and equity parameters. However CPD 47 was mired in its own difficulties and controversies, beyond the perennial issues that needed urgent attention and discussion. The lack of agreement in the bureau of the Commission (every year a bureau is elected from among the members of the commission including a Chair and two co-chairs) on whether there would be a procedural outcome or a substantive outcome was turned into an opportu-

nity by the opposition to make it look like the Uruguay Chair was forcing text onto the bureau representatives and onto the work of the Commission. Only a week prior to the CPD the Chair insisted on a resolution in the bureau despite the disagreement of the Africa Group. The selection of the facilitators – one from Denmark and the other from Georgia, added fuel to the fire, as an indication of having a Northern agenda imposed upon the South. More careful thought being given to this selection might have helped. However, the Chair was probably ill-advised. And in the end, though he started off boldly enough he was unable to defend his actions, and each consequent step made the process veer further off the tracks. In addition the logistics left much to be desired. For the first time in the course of the previous six CPDs I have attended, NGOs were allocated a small number of tickets issued on a first come first serve basis; and the others were carted off into an NGO ‘overflow’ room. All of us who have participated in these events know that the full participation and presence of NGOs is essential. In the regional population conferences by ESCAP in Bangkok and ECLAC in Montevideo, our right to space, to attend, participate and speak were successfully defended and the strong regional outcomes testify to that. I fully expected the same would be true in New York but was severely disappointed. Even worse was the failure to allocate a room large enough for negotiations, and one whole day of negotiations was therefore lost. These are all critical factors which enable the facilitation of negotiations around crucial issues that spell life and death for women and girls. In the course of the week we witnessed a process that unravelled very quickly. The discussions and negotiations on the text were poorly facilitated - allowing all present have their say but without any resolution or consensus. On the last day, the Chair carried out separate and secret negotiations with selected ‘regional’ representatives consisting of individual member states such as Oman and Pakistan (a non-member of the commission, much to the consternation of the Philippines and the Pacific island countries.) Hence at the end of the week, the process revealed itself as flawed and indefensible. This was reiterated in the comments of the member states at 7.00 am on Saturday morning when the meeting finally ended. The Philippines delegation in their comments to the Chair said “Consensus despite poor process, no meaningful engagement and inclusion is not the way to move forward. Our obligations start with ourselves and with our governments. Our governments will not be pushed backward.” Yet though the Africa group was led by a small number of aggressive member states (Kenya, Cameroon, and Egypt) who dominated the discussions, there was still much support in the room for SRHR from other African member states (Mozambique, Liberia, Ghana, Zambia and South Africa.) It was difficult for progressive states to break with the group on the actual content of the SRHR issues because the problems of process and procedure mentioned above undermined discussions on SRHR. In such situations ensuring the integrity of the process is crucial to ensuring strategic discussions and negotiations. The 47th CPD failed to provide this opportunity. However member states should not be let off the hook. Admittedly, many participate in the spirit of consensus decision-making, but a few, vocal mem-

ber states – Egypt, Iran, Saudi Arabia, Kenya, Nigeria, return to the scene, time and again, misusing the process and misrepresenting even the sexual and reproductive health policies which are in force in their own countries – for example HIV/AIDS policies which would specifically mention vulnerable groups such as sex-workers, transgender people and men having sex with men, non-discrimination on the basis of SOGI and their rights to services. These are un-elected bureaucrats who use critical spaces such as the CPD and the CSW to further an agenda which is not true to the ground realities and does not reflect the needs and preoccupations of citizens in their own countries. Who then holds them accountable for their actions? The disconnect between the delegations from the capitals of member states and the Permanent Missions of their countries was blatantly evident during that week. Government delegations from Africa were reading out statements in support of SRHR in the plenary session while the negotiators were singing a completely different tune in a different room. On the other hand we also need to recognise that some member states were working genuinely in order to advance the SRHR agenda, wanted an honest discussion about the issues on the table and a process which would enable negotiations to take place. These member states were trying their very best to utilise this space to set standards and move ahead and support women and girls. It was rewarding to see member states from the Asia-Pacific region – the Philippines, Nepal and Mongolia and all of the Pacific island countries trying to raise the bar in the room on the inclusion of the language sexual and reproductive health and rights (all), access to comprehensive sexuality education (Philippines), access to safe and legal abortion (Nepal), non-discrimination on the basis of SOGI. I have never been more proud to be from the region. But at the same time to see Egypt where the Cairo consensus was formulated, and Bangladesh which was influential in Cairo twenty years ago, adopt positions not to push the agenda, is a signifier that progress does not always travel a linear path. It is especially infuriating that UN member states lost a critical opportunity, yet again, to achieve consensus about standards and to send a very important message to those member states who reserve the right to harass, report on, imprison, even execute members of targeted population groups. We can easily infer from this that if international processes and negotiations continue along this path, the world is only going to see ‘sub-par standards’ emerge from this process. The Cambodia representative remarked that the standards being discussed were lower than existing national standards in his country. What level of programmatic and policy direction would be set by these so-called ‘standards’? A number of member states are currently using this space irresponsibly and hypocritically to push their own diplomatic and geopolitical objectives rather than engaging in a serious discussion of the issues on the CPD agenda which have a direct bearing on gender equality and women’s rights. Are member states ready and willing to work with and for women and girls? If they are, they need to demonstrate this more clearly than they have done in the past few years. If the UN absolves itself of its responsibility to uphold the rights of the world’s citizens, it will not be able to enable the transformation the world so desperately needs.

he whole world will be celebrating Mother’s day on 11th May 2014, a very special day for all the mothers on earth. It is a time for each and every one of us to thank our sweet loving mother for their unconditional love, their care, sacrifices made and comforts they have given us. It is a day to honour and appreciate our dear mothers. Mothers, you are all amazing. What a great inspiration you are to us. What we are today is all because of you. Mothers are great magicians, our teachers, our doctors and our angels on earth. As we celebrate Mother’s day this year, let’s make this day count for what it is. Let us honour our mothers with what they deserve. Mother’s only want our sincere love, care and happiness. We never know when our last day on earth will be so let us not miss this chance to say thank you to our mothers. Let her know how much you love her and how much she means to you. Words can never express how much my mom means to me. Thousands of ‘thank you’s’ will not be enough to thank her for the sacrifices she has made. I would like to thank her for all that she has done, for giving me a life worth living. I am so fortunate to have her as my mother and also thankful to God for this precious life. Dear mom, Thinking back, from the very start you took care of me both before and after my birth. I still remember how you taught me the alphabets, the simple mathematics and giving your all to teach me the 3Rs. You would sing nursery rhymes and devotional songs to me and every day, you would accompany me to school, carrying my heavy bag on your back and holding my hands. It is only now I realise that you had to leave behind all the household work and wait for me until school got over. I still remember how we used to sit together and you would feed me during lunch break. Gradually, as I grew up, you taught me to be kind, you made me feel what love actually means, taught me to be a responsible girl and also taught me to respect everyone. You let me see the world through your eyes. I am ever grateful to you because of all these. Thank you mom for being there to listen to every stupid thing I share with you. Though it does not even make any sense to you sometimes, yet, you still listen to my story patiently. Thank you for correcting my every mistake, and leading and guiding me to the righteous path. All the values I have learnt are your precious gift to me. Since childhood I was sickly and weak, but you were always there to take care of me. All those sleepless nights and watching over me has made me who I am today. Thank you mom for giving me new life. You are my saviour and my angel and I owe you a lot. During my exams you would be so nervous and frightened, even more than me. It was funny sometimes to see you so stressed about my exams. My examination was like your examination. You would bring me tea and snacks so that I could keep my mind fresh and study well. I know you have high expectations on me, and I will try my best to reach your expectations, but if someday I ever fail to do so than do forgive me but know that I have always tried to make you proud and I will continue to do that. Thank you mom, for being my best friend. I can trust you blindly, share all my happiness and worries with you. You understand me best and you make my dark days turn bright and happy. There is a quote that says, “The heart of a mother is a deep abyss at the bottom of which you will always find forgiveness”. You justify that so well. You have always forgiven me for my every fault. I know I did so many things which were not right. I know sometimes I made you sad, disobeyed you, hurt you with my actions and words. Sometimes I forget the things you did for me, but despite all these you still accepted me and gave all your love and most of all you pardoned me for every little mistake I made. I cannot tell you how great you are. You hold the most special place in my heart dear mom. You encouraged me in everything, gave me hope and made me believe in myself. Thank you for believing in me and being there for me all the time. You hold me with your love and comfort me during my hardest time. It is said that ‘A mother’s love for her child is like nothing else in the world. It knows no law, no pity; it dares all things and crushes down remorselessly all that stands in its path’. I know even when the whole world stands against me; you will still take my side and will always protect me. Like a tree that gives shade, comfort and shelter, you will always hold me dear with the warmth of your divine love. I have seen you living a hard life, overcoming sickness and hardships, but you still kept quite without complaining. Though broken and worried inside you manage to put a smile on your face. You would smile when you see us happy but when we are in pain your heart aches. They say that no mother can see her child in pain. And I can testify to that first hand when I saw the same pain in your eyes when I was in pain. Life has been so cruel on you sometimes. You have faced hardships, but as a mother you never gave up on anything to raise me. As the saying goes, “God could not be everywhere and so He created mothers”. This is so true; you are the true angel sent by God to look after me. You renounced all your comfort and your dreams in the quest of taking care of your family. Thank you for everything. New Delhi, May 6 (ReuteRs): India is on course for a record turnout in its general election as a young electorate and women engage with politics more than ever before, with unpredictable results for a contest that opinion polls say opposition leader Narendra Modi will win. The Modi-led Bharatiya Janata Party (BJP) and its allies are seen as favourites to come to power when results of the five-week election are announced on May 16, displacing the Congress-led coalition that is battling public fury over a slowing economy, high inflation and a spate of corruption scandals. But regional parties will also play a key role, with most polls indicating that Modi’s alliance will struggle to achieve a majority, falling short of winning 272 of the 543 seats in the Lok Sabha. “We have to be cautious. leh/BaRaMulla, May 6 (iaNs): The cold desert region of Ladakh, the largest Lok Sabha constituency in India in terms of area, and Baramulla in north Kashmir will elect their parliamentary representatives in the penultimate round of polling May 7. In Ladakh, the Congress-National Conference alliance has fielded Tsering Samphal, a Ladakhi Buddhist. He is the alliance’s official candidate, but Congress rebel Ghulam Raza is also in the fray. In the past, Ladakh has witnessed polarisation on religious lines between Buddhists and Muslims. Buddhist voters have always viewed that their interests were safer with New Delhi than with leaders in Srinagar, while the Muslims, for religious reasons, are closer to people living in the Valley. Syed Kazim Sabri, a Muslim, is also fighting the election as an independent. Describing Raja’s deposition in the court as “shocking”, BJP spokesperson Prakash Javadekar said, “Now CBI must interrogate the PM on 2G issues as the matter is in court and the probe will not be completed if PM is not interrogated. Now it is clear that PM is also involved in the scam.” Raja, a key accused facing trial in the 2G spectrum case, had on Monday sought to drag Singh’s name by saying that all actions were taken with the PM’s “concurrence” and not “unilaterally”. Javadekar said, “It is very

of the 16 major armed ethnic groups, but deals with the Kachin Independence Army (KIA) and Ta’ang National Liberation Army (TNLA) in Shan state have so far proved elusive. The government insists political dialogue will only be possible after the end of hostilities is agreed. Myanmar’s army is now “taking a front seat” in the ceasefire negotiations as talks reach the “core substance” of the conflict, said a Western observer with knowledge of the peace process, who asked not to be named. A recent report from think-tank International Crisis Group said the military’s actions in the ongoing conflict in Kachin “have been deeply troubling”, but added it was not clear that clashes were an attempt by the Army to derail the peace process as a whole. Despite their concerns, a coalition of ethnic armed groups seem determined to stay at the negotiating table, with the next round of dialogue set for May 19 and 20. The Kachin rebels’ political arm has also proposed a new set of ceasefire talks in their state capital Myitkyina this month.

While the peace process reaches a pivotal point, suffering continues for thousands of civilians in Kachin. In his final report on the country last month, the United Nations’ human rights envoy to the country Tomas Ojea Quintana praised progress on the peace talks, but called on the military and armed groups to do more to include human rights issues in the national agreement. Quintana said he heard allegations of “sexual violence against Kachin women and the arbitrary detention and torture, during detention, of young Kachin men” during a visit to northern Myanmar earlier this year. The total death toll since fighting began in 2011 is unknown, although a report in an army-owned newspaper said at least eight government soldiers and 14 KIA troops were killed in April alone. Nearly three years of conflict has brought deep hardship to the tens of thousands of displaced people in the camps. Many of those made homeless are farmers who have been cut off from their land and livelihoods, while the shelters

meant as temporary housing have taken on an air of shabby permanence. Around half of those displaced are in rebel-held areas and were almost completely cut off from international aid until late last year when authorities began granting limited permission for humanitarian access. Landmines are also of serious concern in the region as the fighting continues, with both sides accused of using the munitions. Deacon Maji Naw, 71, has been displaced three times since the ceasefire was broken in June 2011. First fleeing to the KIA stronghold of Laiza and then to Myitkyina, he was urged by the military to return home in November 2012. Once there he found government soldiers had occupied much of his village, forcing him to leave again. “Now we will only go home when the government and the KIA sign an agreement on the ceasefire and when they both say we can go home,” he said at the Bethlehem camp near Myitkyina in a governmentcontrolled area. “Only then we will go back.”

London, MaY 6 (Ians): Stop worrying too much for an unfinished task as anger, anxiety, and depression not only affect the functioning of the heart but also increase the risk for heart disease. According to research, persisting stress increases the risk for atherosclerosis and cardiovascular disease by evoking negative emotions that, in turn, raise the levels of proinflammatory chemicals in the body. “We hypothesised that brain activity linked to negative emotions - specifically efforts to regulate negative emotions - would relate to physical signs of risk for heart disease,” explained Peter Gianaros, an associate professor at University of Pittsburgh. Stroke and heart attacks are the end products of progressive damage to blood vessels supplying the heart and brain, a process called atherosclerosis. Atherosclerosis progresses when there are high levels of chemicals in the body called pro-inflammatory cytokines. To conduct the study, researchers recruited 157

healthy adult volunteers who were asked to regulate their emotional reactions to unpleasant pictures.

Woods already missed the Masters, choosing to have microdiscectomy surgery on March 31 to relieve pain from a pinched nerve. PSG, Man City face squad caps, fines over FFP breaches

LONDON, May 6 (ReUTeRs): Paris St Germain and Manchester City face fines of 60 million euros ($83.3 million) and limits on their Champions League squads for next season for breaching UEFA's Financial Fair Play rules, a source close to the process told Reuters on Tuesday. UEFA said last week that nine unnamed clubs faced punishment under new rules designed to force teams to limit their financial losses. Confirmation of the sanctions could come by the end of this week. French sports daily L'Equipe reported on Tuesday that Qatariowned PSG would be fined and have their Champions League squad capped at 21 players instead of 25 next season under a proposed settlement. The club's wage bill would also be capped. A similar settlement is believed to have been offered to City but the English club are disputing the terms. "PSG are close to agreement but it's fair to say that City are haggling a lot harder," the source said.
