PACHASPURA PROBE: Period of inquiry extended Dimapur, February 7 (mexN): The Nagaland government has extended the period of inquiry into the Pachaspura killings. Convenor of the High Power Enquiry Committee (HPEC), KN Chishi, Secretary Justice and Law, disclosed on February 7 that the period of investigation has been extended for another month. The HPEC was constituted on January 4 following the discovery of nine dead bodies at Pachaspura, Chumukedima on January 3. Chishi stated that the Committee sought more time from the government to complete the inquiry. He added, that it requires more time to delve further into the case and that the nature of the case entails the Committee to examine and record the statements of an unspecified number of people from Nagaland as well as Assam. The people examined thus far, included the kith and kin of the nine deceased. Chishi, however, chose not to comment on the progress of the case while stating, “Don’t want to dwell on speculations at this stage.” On the Rengma Naga Hills Protection Force claiming responsibility for the killings, as published in a Diphu-based newspaper, Chishi said that verification on the authenticity of the report is still pending.

New Delhi, February 7 (iaNS): In a victory for working journalists and newspaper employees, Supreme Court Friday upheld the validity of the Majithia wage board, saying that its recommendation are based on genuine consideration. It also junks newspaper organisations’ challenge to the constitutional validity of the working journalists and newspaper employees act. An apex court bench headed by Chief Justice P. Sathasivam also upheld the procedure adopted by the Majithia wage board, holding that the variations pointed out in procedure was not grave in nature. The court held that the wage board will be implemented from Nov 11, 2011 when it was notified by the government and the arrears from Nov 11, 2011 to March 2014 will be paid to the employees in four equal installments spread over a period of one year and the revised pay scales under the recommendation of Majithia wage board comes into force from April 2014.

Justice for nido: Police indifference censured
New Delhi, February 7 (iaNS): Delhi High Court on Friday pulled up the city police for failing to submit the post-mortem report in the death of Arunachal Pradesh student Nido Tania and told them to furnish it by Monday. A division bench of Chief Justice N.V. Ramana and Justice Rajiv Sahai Endlaw asked police to appraise the court on the average number of post-mortem cases handled by hospitals in Delhi daily. “The Delhi Police is directed to file an affidavit disclosing the average number of post-mortems everyday, the hospitals where the said facilities are available, the average time before which the post-mortem is taken up and the average time taken for receipt of the post-mortem report,” “The affidavit to also disclose the reasons for the delays in any in taking up the post-mortem and in preparation of report thereof,” the bench said in its order. Advocate Dayan Krishnan, appearing for Delhi Police said that despite all efforts the post-mortem report has not come. He said that the viscera of the deceased has been sent to a central forensic lab for quick results. Krishnan assured that police would not take more than 15 days to file the charge sheet after receipt of the post-mortem report. The court, however, expressed displeasure at the delay and said there were cases in which postmortem was not done even after seven days because of lack of facilities. “You don’t conduct post-mortem.

New Delhi, February 7 (TNN): Delhi Police has for the first time acknowledged that Arunachal Pradesh youngster Nido Tania was assaulted twice. Investigators clarified that both rounds of beatings and the compromise deal between him and the shopkeeper took place before Police arrived at the crime scene. A police investigation status report accessed by TOI categorically said Nido had two fights with the shopkeeper and his friends. This finding is based on witness accounts, CCTV footages, call details and statements of the 19-year-old victim’s friends who saw the incident, a source said. The report mentions the sequence of events on January 29. Nido and his friends, Rikam and Thaki, it says, had gone to meet their friend, Larken, at Lajpat Nagar. When they asked the shopkeeper for directions, he poked fun at Nido’s hairstyle which annoyed him and he smashed a glass pane of the shop. The agitated shopkeeper and his three associates immediately pounced on Nido, beat him up and made derogatory remarks about his caste, race and looks, the report says. Once neighbours intervened, the fight stopped but the shopkeepers insisted on compensation and Nido gave them Rs 7,000. After the matter was sorted out, Nido
reached Larken’s house nearby. “This is when a crowd again confronted them and two people from that group slapped Nido and made objectionable remarks on his caste and appearance,” the source said quoting the report. A police team apparently reached the spot after this. The police report mentioned that Nido belonged to a scheduled tribe and was humiliated publicly. Investigators have further said that during investigations and videographic analysis, it emerged that Nido was brought by a PCR van to the police station. From there, two officers took him back to the spot for inquiries. But this time, he was not assaulted. The officers brought him back and handed him over to a family friend, Vinod R Bansal with whom he left. In view of the gravity of the matter a medical board for forensic examination has been constituted at AIIMS whose final findings are awaited. This final report will take into account the CFSL/ CBI toxicology report before concluding anything. “During investigations in the unfortunate death of Nido Tania, Delhi Police has identified six people out of whom two are juveniles. Three of the accused have been arrested for the assault. The last suspect, who is to be apprehended, also seems to be a juvenile,” an officer said.

group of people from the northeast, who sought impleadment in the case, to suggest measures for the safety and security of people from the region living in other part of the country. Filing the application, the group informed the court that in the recent past, 26 cases of racial attacks on people from northeast have been reported. At this, the court asked the police to inform “as to how many of the said complaint cases were registered as FIRs
and the status of investigations”. The court then posted the matter for further hearing on Monday. The court further took suo moto cognisance of the incident, where Nido Tania, son of Arunachal Pradesh Congress legislator Nido Pavitra, was allegedly beaten up mercilessly by shopkeepers on January 29 in south Delhi’s Lajpat Nagar market, following a quarrel over his appearance and clothing. He died in a hospital the next day.

New Delhi, February 7 (iaNS): As the 15th Lok Sabha is about to become as one that passed the least number of bills, figures compiled by a think tank show only 23 percent of the legislations have been passed after discussion of more than three hours. According to an analysis by PRS Legislative Research, of the 118 bills passed so far, only 23 percent, or 27 bills, were passed after discussion of more than three hours. Twenty-six bills (22 percent) were passed after two to three hours of discussion. Twenty-four bills
(20 percent) were passed after discussions ranged between one and two hours while 11 bills (nine percent) were passed after discussions lasted 30 minutes to an hour, and 10 bills (eight percent) engaged the attention of members for barely half an hour. No less than 20 bills were passed in less than five minutes. In the Rajya Sabha, of the 116 bills passed since 2009, the house of elders cleared four percent of the legislations (five bills) in less than five minutes, seven percent (eight bills) within 30 minutes and 14 percent (16
bills) after discussions that took up to an hour. Forty-two bills, comprising 36 percent of legislations, were passed after two hours of discussion while debate on 26 bills lasted two to three hours before they were passed. Only 19 (16 percent) bills took up more than three hours of their time. The 15th Lok Sabha has a long list of 126 bills pending. Of these, 72 are pending in the lower house and will lapse when the new Lok Sabha is formed. This Lok Sabha has passed 165 bills in its fiveyear term.

The bill is aimed at creating Telangana as 29th state comprising 10 districts and Hyderabad as its capital. The cabinet cleared the bill despite opposition by the central ministers from Seemandhra. It also reportedly turned down the proposals for making Hyderabad a union territory or formation of Rayala-Telangana by adding two districts of Rayalaseema to Telangana. The cabinet, however, reportedly recommended a financial package to Rayalaseema and north coastal Andhra. It also agreed to provide financial assistance to develop capital of residuary state of Andhra Pradesh. It was also reportedly decided to discuss in parliament the amendments proposed to Andhra Pradesh State Reorganisation Bill 2013 during the debate in the state legislature. The cabinet meet was followed by a meeting of Congress Working Committee (CWC), which discussed the latest developments on Telangana. The Supreme Court Friday refused to intervene in the central government’s plans to carve out Telangana state, dismissing a number of petitions, seeking stay on the government’s move to bring Telangana bill in parliament. The apex court ruled that it is not an appropriate stage for it to intervene in the matter. Both houses of the state legislature on Jan 30 had passed resolutions by a voice vote, rejecting the bill sent by President Pranab Mukherjee for its opinion under Article 3 of the Constitution. However, the central government has decided to go ahead with the process for formation of separate state. The bill will now be sent to the president with a recommendation to forward it to parliament. Sources said the bill may be tabled in the Rajya Sabha on Feb 12.

Efforts on to make NZP a model zoo
Dimapur, February 7 (mexN): Efforts are in progress to transform the Nagaland Zoological Park (NZP) and bring it up to national standards. The works are being carried out with an aim to make NZP the best in the northeast and in an attempt to receive the tag of a model zoo from the Central Zoo Authority of India, joining 25 other zoos across the India. To set the works into motion, Nagaland state Forest Minister, Y Patton on February 7 inspected the ongoing developmental projects in the park. He also surveyed the ongoing enclosure projects for tigers, Langurs and Barking Deer.
The Minister expressed satisfaction with the pace of development and expressed hope that the lone zoological park in the state be developed as per national standards. He said that the NZP has the best landscape for setting up a zoo and added that the political will to develop the zoo exists.
