PACHASPURA PROBE: Period of inquiry extended Dimapur, February 7 (mexN): The Nagaland government has extended the period of inquiry into the Pachaspura killings. Convenor of the High Power Enquiry Committee (HPEC), KN Chishi, Secretary Justice and Law, disclosed on February 7 that the period of investigation has been extended for another month. The HPEC was constituted on January 4 following the discovery of nine dead bodies at Pachaspura, Chumukedima on January 3. Chishi stated that the Committee sought more time from the government to complete the inquiry. He added, that it requires more time to delve further into the case and that the nature of the case entails the Committee to examine and record the statements of an unspecified number of people from Nagaland as well as Assam. The people examined thus far, included the kith and kin of the nine deceased. Chishi, however, chose not to comment on the progress of the case while stating, “Don’t want to dwell on speculations at this stage.” On the Rengma Naga Hills Protection Force claiming responsibility for the killings, as published in a Diphu-based newspaper, Chishi said that verification on the authenticity of the report is still pending.

New Delhi, February 7 (iaNS): In a victory for working journalists and newspaper employees, Supreme Court Friday upheld the validity of the Majithia wage board, saying that its recommendation are based on genuine consideration. It also junks newspaper organisations’ challenge to the constitutional validity of the working journalists and newspaper employees act. An apex court bench headed by Chief Justice P. Sathasivam also upheld the procedure adopted by the Majithia wage board, holding that the variations pointed out in procedure was not grave in nature. The court held that the wage board will be implemented from Nov 11, 2011 when it was notified by the government and the arrears from Nov 11, 2011 to March 2014 will be paid to the employees in four equal installments spread over a period of one year and the revised pay scales under the recommendation of Majithia wage board comes into force from April 2014.

Justice for nido: Police indifference censured
New Delhi, February 7 (iaNS): Delhi High Court on Friday pulled up the city police for failing to submit the post-mortem report in the death of Arunachal Pradesh student Nido Tania and told them to furnish it by Monday. A division bench of Chief Justice N.V. Ramana and Justice Rajiv Sahai Endlaw asked police to appraise the court on the average number of post-mortem cases handled by hospitals in Delhi daily. “The Delhi Police is directed to file an affidavit disclosing the average number of post-mortems everyday, the hospitals where the said facilities are available, the average time before which the post-mortem is taken up and the average time taken for receipt of the post-mortem report,” “The affidavit to also disclose the reasons for the delays in any in taking up the post-mortem and in preparation of report thereof,” the bench said in its order. Advocate Dayan Krishnan, appearing for Delhi Police said that despite all efforts the post-mortem report has not come. He said that the viscera of the deceased has been sent to a central forensic lab for quick results. Krishnan assured that police would not take more than 15 days to file the charge sheet after receipt of the post-mortem report. The court, however, expressed displeasure at the delay and said there were cases in which postmortem was not done even after seven days because of lack of facilities. “You don’t conduct post-mortem.

New Delhi, February 7 (TNN): Delhi Police has for the first time acknowledged that Arunachal Pradesh youngster Nido Tania was assaulted twice. Investigators clarified that both rounds of beatings and the compromise deal between him and the shopkeeper took place before Police arrived at the crime scene. A police investigation status report accessed by TOI categorically said Nido had two fights with the shopkeeper and his friends. This finding is based on witness accounts, CCTV footages, call details and statements of the 19-year-old victim’s friends who saw the incident, a source said. The report mentions the sequence of events on January 29. Nido and his friends, Rikam and Thaki, it says, had gone to meet their friend, Larken, at Lajpat Nagar. When they asked the shopkeeper for directions, he poked fun at Nido’s hairstyle which annoyed him and he smashed a glass pane of the shop. The agitated shopkeeper and his three associates immediately pounced on Nido, beat him up and made derogatory remarks about his caste, race and looks, the report says. Once neighbours intervened, the fight stopped but the shopkeepers insisted on compensation and Nido gave them Rs 7,000. After the matter was sorted out, Nido
reached Larken’s house nearby. “This is when a crowd again confronted them and two people from that group slapped Nido and made objectionable remarks on his caste and appearance,” the source said quoting the report. A police team apparently reached the spot after this. The police report mentioned that Nido belonged to a scheduled tribe and was humiliated publicly. Investigators have further said that during investigations and videographic analysis, it emerged that Nido was brought by a PCR van to the police station. From there, two officers took him back to the spot for inquiries. But this time, he was not assaulted. The officers brought him back and handed him over to a family friend, Vinod R Bansal with whom he left. In view of the gravity of the matter a medical board for forensic examination has been constituted at AIIMS whose final findings are awaited. This final report will take into account the CFSL/ CBI toxicology report before concluding anything. “During investigations in the unfortunate death of Nido Tania, Delhi Police has identified six people out of whom two are juveniles. Three of the accused have been arrested for the assault. The last suspect, who is to be apprehended, also seems to be a juvenile,” an officer said.

group of people from the northeast, who sought impleadment in the case, to suggest measures for the safety and security of people from the region living in other part of the country. Filing the application, the group informed the court that in the recent past, 26 cases of racial attacks on people from northeast have been reported. At this, the court asked the police to inform “as to how many of the said complaint cases were registered as FIRs
and the status of investigations”. The court then posted the matter for further hearing on Monday. The court further took suo moto cognisance of the incident, where Nido Tania, son of Arunachal Pradesh Congress legislator Nido Pavitra, was allegedly beaten up mercilessly by shopkeepers on January 29 in south Delhi’s Lajpat Nagar market, following a quarrel over his appearance and clothing. He died in a hospital the next day.

New Delhi, February 7 (iaNS): As the 15th Lok Sabha is about to become as one that passed the least number of bills, figures compiled by a think tank show only 23 percent of the legislations have been passed after discussion of more than three hours. According to an analysis by PRS Legislative Research, of the 118 bills passed so far, only 23 percent, or 27 bills, were passed after discussion of more than three hours. Twenty-six bills (22 percent) were passed after two to three hours of discussion. Twenty-four bills
(20 percent) were passed after discussions ranged between one and two hours while 11 bills (nine percent) were passed after discussions lasted 30 minutes to an hour, and 10 bills (eight percent) engaged the attention of members for barely half an hour. No less than 20 bills were passed in less than five minutes. In the Rajya Sabha, of the 116 bills passed since 2009, the house of elders cleared four percent of the legislations (five bills) in less than five minutes, seven percent (eight bills) within 30 minutes and 14 percent (16
bills) after discussions that took up to an hour. Forty-two bills, comprising 36 percent of legislations, were passed after two hours of discussion while debate on 26 bills lasted two to three hours before they were passed. Only 19 (16 percent) bills took up more than three hours of their time. The 15th Lok Sabha has a long list of 126 bills pending. Of these, 72 are pending in the lower house and will lapse when the new Lok Sabha is formed. This Lok Sabha has passed 165 bills in its fiveyear term.

The cabinet, however, reportedly recommended a financial package to Rayalaseema and north coastal Andhra. It also agreed to provide financial assistance to develop capital of residuary state of Andhra Pradesh. It was also reportedly decided to discuss in parliament the amendments proposed to Andhra Pradesh State Reorganisation Bill 2013 during the debate in the state legislature. The cabinet meet was followed by a meeting of Congress Working Committee (CWC), which discussed the latest developments on Telangana. The Supreme Court Friday refused to intervene in the central government’s plans to carve out Telangana state, dismissing a number of petitions, seeking stay on the government’s move to bring Telangana bill in parliament. The apex court ruled that it is not an appropriate stage for it to intervene in the matter. Both houses of the state legislature on Jan 30 had passed resolutions by a voice vote, rejecting the bill sent by President Pranab Mukherjee for its opinion under Article 3 of the Constitution. However, the central government has decided to go ahead with the process for formation of separate state. The bill will now be sent to the president with a recommendation to forward it to parliament. Sources said the bill may be tabled in the Rajya Sabha on Feb 12.

Dimapur, February 7 (mexN): Efforts are in progress to transform the Nagaland Zoological Park (NZP) and bring it up to national standards. The works are being carried out with an aim to make NZP the best in the northeast and in an attempt to receive the tag of a model zoo from the Central Zoo Authority of India, joining 25 other zoos across the India. To set the works into motion, Nagaland state Forest Minister, Y Patton on February 7 inspected the ongoing developmental projects in the park. He also surveyed the ongoing enclosure projects for tigers, Langurs and Barking Deer.

Kohima, February 7 (mexN): Preliminary Meeting with AHoDs, HoDs and Officers in charge was held on February 7 at RD Directorate Conference hall to discuss convergence of activities among line departments under MGNREGA programme in the state as per the new Operational Guidelines 2013 of MoRD. The meeting was held under the Chairmanship of V. Sakhrie, Commissioner & Secretary, RD. Altogether 34 Officers from 14 line departments attended the meeting. V. Sakhrie, who chaired the meeting welcomed all members present and shared a brief overview of the importance and possibilities of convergence of MGNREGA programmes with the activities and programmes of the other line departments. Director, RD, Metsubo Jamir stated that the Central Government has given guidelines for convergence and funds accordingly. Kohima, February 7 (DiPr): Students who passed out their HSSLC Examination under the Nagaland Board of School Education (NBSE) secured 253 seats out of the total 282 seats allotted for the State quota based on the All India Joint Entrance Examination (Main) and NEET Examinations 2013, for undergoing various technical, MBBS and allied courses. This examination is conducted by the Central Board of Secondary Education (CBSE). This was highlighted in a recent study, undertaken by the Directorate of Technical Education (DTE), Nagaland, of the students who appeared and were nominated for the State quota based on the JEE (Main) and NEET Examination 2013. The State had opted for the All India JEE (Main) and NEET Examinations with effect from 2013 for selection of students of Nagaland for undergoing various technical, MBBS and allied courses under the State quota and selection is done based on the students’ performance in order of merit. This achievement may be attributed to the fact that the NBSE follows the Common Core Syllabus for Science Stream which was introduced in 2011. Not only this, the teaching learning process in the schools under NBSE can be said to have contributed significantly to this success, the study noted. PereN, February 7 (DiPr): “The importance of medical programme ought to be taken seriously as the impact is huge,” stated CMO Peren, Dr. Yankho Lotha in his remarks as the resource person during the advocacy meeting on iodine deficiency held at Peren on February 6. He lamented that iodine deficiency was discovered some five thousand years ago in China but prevention could not be achieved fully even today due to our own lack of will power. The programme to deal with iodine deficiency was launched in 1954 but could not achieve its target as yet, he stated. The WHO declared October 21 as Iodine Deficiency Day in 2005 and therefore active programme started on a war
footing throughout the world. About one third of the population is exposed to iodine deficiency worldwide he said and added that some 88 lakhs of population suffer from mental retardation in India due to iodine deficiency. The daily requirement of iodine for a person is between 10 to 15 mm he said. Iodine is the agent that stimulates the thyroid glance, such as the growth of hormones etc. Deficiency of iodine can cause growth retardation, law intellectual, goitre etc. He further warned against the storage of salt for more than 6 months as the iodine contain becomes degraded after six months period from the date of manufacture. The public and the shopkeepers were
enlightened on the topic during the programme including punishment related with it. SDO (C) Hq. Peren, Avelu Ruho also stressed on the importance of consumption of only iodised salt for all round health of an individual. She stated that this awareness campaign should be taken seriously as the world scenario of iodine deficiency is very hardening. About 740 million people suffer from iodine deficiency related diseases she added. Deputy CMO Peren, Dr. Tiala while chairing the programme also highlighted some of the grin picture of iodine deficiency worldwide. She stated that 130 countries including India are affected by iodine deficiency.

Toshi Sangpi, Advisor NMP+ introduced on the objective of the mission before delivering on the topic ‘impact of stigma and discrimination.’ In his message, he encouraged and called upon the people to support in eradicating stigma and discrimination. He quoted “Love and care can trans-
form our land” and narrated some past experiences on ‘how PLHAs were discriminated’ and he ended by stating, “If we continue to do so... we will lose this fight”. T. He said that the sensitization camp has been successfully conducted at four different districts and that it has been materialized only through the sponsorship of Bharti Infratel Ltd. He thanked the church leaders for enabling the team to host the camp and ended with a note of hope that the programme will be beneficial for the participants and will create a positive impact in the mind of people, especially on younger generation. BEsIDEs THE Ministry of Home Affairs (MHA), the Ministry of Development of North East Region (DoNER) has also decided to take up measures in order to check racial discrimination against persons from the North East in Delhi. In this connection, a meeting was held between DoNER officials led by its secretary, UK sangma, and the Joint Commissioner of Delhi Police, Robin Hibu, two days ago. This meeting was consequent to the death of Nido Tania in Delhi. During the meeting, it was decided that a support centre would be set up at NEC Guest House, Chanakyapuri, in Delhi, within a month. Initially, the Conference Hall will be furnished with necessary office equipments to start functioning as the centre. DoNER will bear the cost of setting up the office of the centre from CB&TA funds. Professional
counselors will be hired on contractual basis to deal with issues being faced by NE people at the support centre. DoNER will contact credible NGOs for the same, who will be available round the clock on shifts. It was further decided that the DoNER secretary will write to the Home secretary requesting necessary instructions to the UP and Haryana state Police to sensitize personnel about issues being faced by NE people. This move has been initiated as there are many persons from the NE working and staying in the NCR. DoNER and Delhi Police will further sensitize NE people about their rights through platforms such as Church/ Fellowships, students’ Union and Resident Commissioner’s office. Two MHA orders from May 14, 2012, and June 3, 2013, will be given out for wide publicity. The same has been uploaded on the website of the DoNER. It has also been resolved to conduct seminars where the Joint Commissioner of Delhi Police will be invited to give
lectures on safety issues etc. A list of selected representatives from each state, as provided by Delhi Police with their emails/mobile numbers, will be widely publicized for contact in any emergency. A helpline, designated by Delhi Police will be used in all social networking sites (this number will be used for the support centre as well). The meeting decided that DoNER and Delhi Police will jointly conduct a special campaign for better assimilation and integration of NE people with the rest of the country and to sensitize mainland people that the NE is a part of India. Iconic personalities will be used as ambassadors for giving this message through various media forums. This will be done by DoNER in collaboration with MIB. Whether advertisement is carried out in print media, local papers namely: Dainik Jagran, Punjab Kesari, Rashtriya sahara, and other vernacular papers will also be included as these are read widely by the semiliterate populace.
Two tea garden executives kidnapped
JorhaT, February 7 (PTi): Two executives of the Lakhimijan Tea Estate in Jorhat district of Assam were allegedly kidnapped at gunpoint by suspected miscreants from Nagaland this afternoon, police said. A group of four motorbike borne persons allegedly abducted the two,
identified as manager Moon Mahanta and assistant manager Deepen shoura, from their tea garden office this afternoon at around 3.30pm when the duo was distributing weekly pay to the labourers, they said. The two were allegedly taken away towards Nagaland side, they added.
The abductors had earlier served a demand note of Rs 1 crore to the estate authorities alleging that their tea plantation had been extended to Nagaland soil and they need to pay the cost of the land. Police said that a search operation has been launched in this connection.

The winners are Assam Pradesh Congress Committee (APCC) president Bhubneswar Kalita, Lok sabha member from sultanpur constituency in Uttar Pradesh sanjay singh and BPF leader Biswajit Daimary. While the Congress had fielded three candidates, journalist and former editor of a vernacular newspaper Haidar Hussain also contested as an independent candidate for one seat with support of the opposition parties, including Asom Gana
Parishad (AGP), the BJP and the All India United Democratic Front (AIUDF). Kalita and singh got 32 votes each, Daimary polled 29 votes. The oppositionbacked candidate Haidar Hussain could garner only 26 vote. six votes of the opposition parties were invalid. Out of the 126 legislators of the Assam assembly, only 125 cast their votes as one of the MLAs was away on Haj pilgrimage and could not cast his vote. At present the strength of the Congress in the Assam assembly is 79, while the BPF has 12 MLAs. The AIUDF has 18 legislators, followed by 5 of the BJP and 9 of the AGP. There is one from Trinamool Congress and two independents.

Ananda Das, Behali Anchalik unit president of the Asom Jatiyatabadi Yuba Chatra Parishad (AJYCP), said the decision to lift the blockade on humanitarian grounds was taken following assurances from sonitpur Deputy Commissioner Lalit Chandra Gogoi to look into the demands. The organisations which took part in the discussion included the Arunachal Agrasan Pratirodh samithi (Arunachal Aggression Resistance Committee), a CPI(ML)-backed body, the All Adivasi students’ Association, the All Assam Minority students’ Union and the Krishak Mukti sangram samithi. After the blockade was lifted, Arunachal Pradesh Chief Minister Nabam Tuki issued specific directives to senior officers to ensure the safe and speedy return of people stranded in Guwahati and elsewhere. Assam Home secretary G.D. Tripathi told The Hindu that Chief Minister Tarun Gogoi would write to Mr. Tuki and initiate measures for apprehending and handing over to the Assam Police the six lead conspirators of the January 29 incident, who hail from Papumpare district of Arunachal Pradesh bordering sonitpur. He said the Director General of Police, Assam, had already shared their names with his Arunachal Pradesh counterpart.

Shillong, February 7 (PTi): More than 18 years after it was rolled out in Meghalaya, the mid-day meal scheme has failed to keep children in schools or provide dietary nutrition the two objectives of the centrally-sponsored scheme. A survey of the schools in the state where the scheme was launched in 1995 discovered that over 50% children still suffered from stunted growth and that the food served is mostly deficient in vitamins and micronutrients. Children covered under the scheme have remained underweight and suffer from severe stunted growth, the survey conducted by a special team of the Ministry of Human Resources Development (MHRD) revealed. The study showed that the overall prevalence of stunted growth among school children was 59 per cent compared to the na-
borgang, February 7 (The hindu): The week-long economic blockade of Arunachal Pradesh by some organisations in sonitpur district of northern Assam, choking supplies of essential commodities, was lifted on Thursday. The district administration assured the agitators that the Assam government would arrest those responsible for the massacre of 10 persons in the Behali reserve forest, about 12 km from here. The protesters gave a month’s time to the government to fulfil their demands, one being that the Arunachal Pradesh Police arrest and hand over to the Assam Police those who killed the victims in indiscriminate firing on January 29. After the blockade was lifted, over 500 trucks carrying supplies, stranded here along National Highway 52 for the past week, left for various destinations to the Arunachal Pradesh capital, Itanagar, and different districts. The agitators had forced nearly 100 oil tankers to return over the past week, which resulted in a severe fuel shortage in Itanagar and interior places. The government rationed fuel, giving only five litres of petrol and 10 litres of diesel to every consumer. A few private banks in Itanagar closed transactions for want of fuel for generators.

businEss Govt lowers growth forecast to 4.9% Maruti Suzuki India New Delhi, February 7 (iaNS): The Indian economy is set to grow below five percent for the second consecutive year due to contraction in manufacturing and mining sectors. Ahead of a vote on account for the coming fiscal Feb 17, the government Friday lowered growth forecast for the current financial year ending March 31, 2014, to 4.9 percent against the 4.5 percent expansion recorded in the previous financial year. This projection is sharply lower than 6.1 to 6.7 percent economic expansion pegged by Finance Minister P. Chidambaram in the annual budget for 2013-14 presented in February last year. The finance ministry recently revised the growth target down to 5 percent. The country’s Gross Domestic Product (GDP) at factor cost at constant (2004-05) prices in 2013-14 is likely to be Rs.57.5 lakh crore as compared to Rs.54.8 lakh crore in the previous year, registering year-on-year increase of 4.9 percent, according to data released by the Central Statistics Office (CSO). The government recently lowered the economic growth number for 2012-13 to 4.5 percent from the earlier projection of 5 percent. For the current fiscal, the sectors which are expected to register more than five percent growth
are financing, insurance, real estate and business services; community, social and personal services; and electricity, gas and water supply. The agriculture sector is expected to grow at 4.6 percent, manufacturing is projected to contract by 0.2 percent, and mining output will drop by 1.9 percent year-on-year in 2013-14. The GDP at current market price is estimated at Rs.113.2 lakh crore in 2013-14 as against Rs.101.1 lakh crore in the previous year, showing an increase of 11.9 percent. India’s per capita income in real terms (at 2004-05 prices) during 2013-14 is likely to reach Rs.39,961 as compared to Rs.38,856 in the previous year. The growth rate in per capita income is estimated at 2.8 percent in the current fiscal against the previous year’s growth of 2.1 percent. The net national income (NNI) at factor cost, also known as national income, at 200405 prices is likely to be Rs.49.3 lakh crore during 2013-14, as against the previous year’s Rs.47.3 lakh crore. In terms of growth rates, the national income projected to register a growth rate of 4.2 percent in 2013-14 as against the previous year’s growth rate of 3.4 percent.

o parents should ever know the horror of burying their own child in their life time. But tragedy strikes when we least expected it, leaving behind a vacuum which could never be filled again. If a child’s illness could even bring tears to parent’s eyes, I am lost for words to describe the feelings of losing a child to cheap and barbaric act of brutal human. A life so fearfully and wonderfully knitted, nourished and nurtured for nine months in a mother’s womb, took years of pain and sufferings of upbringing can be cheaply terminated when falls into wrong hands. Some days back in Delhi, Nido Tania, a 19 year old student, son of an Arunachal Pradesh MLA was beaten to dead by shop keepers in Lajpat Nagar when he retaliated after they made fun of his hairstyle and hurled racial abuses. He subsequently succumbed to dead on 30 January. Life is as cheap as the hairstyle! Since the incident occurred, there has been huge uproar of the Delhites and North East communities living in Delhi to seek justice for Nido Tania and to end racism. But will Nido get true justice? Will the promises of nation’s top political leaders who came and spoke in future tense be fulfilled? Or will it be just another case or racism in Delhi and forgotten soon? These are questions that we need to wait and see with our fingers crossed. WSTH condemns assault of pastor
DiMaPur, February 7 (Mexn): The Western Sumi Totimi Hoho (WSTH) has condemned the alleged assault of a pastor and his sister-in-law by five youth on February 4 at his residence in Dimapur. In a statement, WSTH president, Ahimsa K. Zhimo and general secretary, Jolly K. Aomi stated that Naga society is worsening day by day that even a pastor is not spared in a land where Christianity is majority. “It is high time that the society as a whole should move against all forms of antisocials that are taking place every single day.” Acknowledging the administration and police for arresting the culprits, WSTH urged the authorities concerned to take stern action as per the law.

NBCC starts 77th Annual Council at Zunpha

rchid of the Dark Forest, a short novella written by Inovi Awomi is set in the 1960s in a Sumi village known as Hoishe. A fiction blended with romance and conflict is based on folklore and the characters portrayed in the book are the members of two rival families from two different clans viz., the Xi and Xu. The protagonists - Semato and Nagaholi are the son and daughter of the two families belonging to rival clans. The two love smitten youths are ready to overcome the wall of hatred existing between their families through their love and eventually transcend it, albeit with a tragic end. Their love, although it failed to unite them, brings a change in the village’s existing legend. The writer begins the book with a narrative scene of the villagers celebrating the Ahuna festival wherein he also gives a brief highlight of the festival. The writer tells about the hostility of the two families a clash occurs among the boys in the beginning. He also gives a vivid description of the custom and lifestyle of the villagers, and portrays a typical Sumi community in particular, and the Nagas in general when he describes about the morung and the routine cultivation of fields by groups of young people. The profound love, conversations and the rendezvous between the lovers in secluded parts of the village is superb and made to let the readers wonder if the village really did exist. There
are also a few scenes of humour in the novella. For instance, he writes “...dispersed with bruises, some leaping...they helped each other...as they were mostly half-blinded by punches on their eyes” but later on thanking one another saying “oshikimthi (thank you)”. The plot of the story more or less continues to stay the same until the love story of Semato and Nagaholi gets discovered by the latter’s mother. The tragedy of love starts – the girl’s parents arranged another man for Nagaholi to marry. Another important character is an old unmarried woman Iholi who tries to unite the lovers. A series of events that took place in the village caused another predicament - Iholi dies suddenly, the granary belonging to Nagaholi’s family was burnt not long after her death, and Nagaholi’s grandmother dies tragically after a few days. At the same time, Nagaholi finds out she is pregnant, and she is continuously confronted by the dead woman in her dreams. The dreams were signs of a much greater tragedy which were to take place eventually. Furthermore, the village’s legend of the ‘dark forest’, ‘dark song’ and the ‘orchid of the dark
forest’ all merged together in a suspenseful manner to bring the story to a strange and tragic end. The male protagonist Semato is portrayed as a patient and timid young man unlike his violent and aggressive elder brothers. The story revolves around a mixture of dreams, curses, blessings, legends and legacies presenting the readers with a better knowledge of the Naga folklore. The hospitality and generous attitude of the Sumi community is also shown in the scene where the villagers offer their help by giving various items to the girl’s family when their granary gets burnt. The writer tries to carefully showcase the everyday life and attitude of the earlier Sumis through his depiction of the activities, food habits, conversations and behaviour and brings out the local colour of a distinctive Sumi village. As a story teller, the author avoided the use of difficult words throughout the story. The atmosphere of the story improves in the later part of book and captures the attention of the readers once more making up for the previous static scenes in the process. However, readers’ disappointment in the end would be when they find out the story without climax. Although the drama was fine, a better use of dictions, quality editing of the grammatical errors would have enhanced the quality of the book. Nonetheless, it is a pretty attempt of an enthusiastic writer. Aptly titled, the plot is brilliant filled with bits of folklore, legend and history which allow the reader to learn more about the unique Naga culture in the past.

t has been 10 years since a Harvard sophomore named Mark Zuckerberg created a website called Thefacebook. com to let his classmates find their friends online. They did. And in the decade since, so have more than a billion people, not just American college students but also farmers in India, activists in Egypt and pop stars in South Korea. Facebook has transformed how much of the world communicates. Zuckerberg's insistence that people use real identities, not quirky screen names, helped blur, if not erase entirely, the divide between our online and offline worlds. Long-lost friends are no longer lost. They are on Facebook. From its roots as a website with no ads, no business plan and a hacker ethic, Facebook has grown into a company worth $150 billion, with 6,337 employees and sprawling headquarters in the heart of Silicon Valley. Born in the age of desktop computers, three years before the iPhone's debut, Facebook is now mainly accessed on mobile devices. Many of these mobile users never had a PC. "People often ask if I al-

ond decade, the company faces a new set of challenges in reaching the next billion users, the billion after that, and the one after that, including the majority of the world without Internet access. It must also keep the existing set interested even as younger, hipper rivals emerge and try to lure them away. There are 1.23 billion Facebook users today, or roughly 17 percent of the world's population. Although that's far from connecting the whole world, Facebook is here to stay. It's reached critical mass. "One of the things Facebook has been good at is that it's very easy to use and understand," said Paul Levinson, professor of communications and media studies at Fordham University. "It's a much friendlier system than any email system." Javier Olivan joined Facebook Inc. as vice president of growth and analytics in 2007. It was a different time. Myspace was the dominant online hangout with 200 million members. Facebook had 30 million. Facebook's user base had been accelerating steadily, Olivan said, as it expanded from Harvard's campus to other colleges, then high schools, and in 2006, anyone over 13. Users in the U.K. and other English-speaking countries then began signing up. But around 2007, growth plateaued. "The thinking at the time was (that) we'll never have 100 million users," Olivan said. "That's when the growth

lators are still adding new tongues, whether that's native African languages or pirate slang. Facebook got its 100 million users by August 2008 and half a billion two years later. By 2012, a billion people were logging in to Facebook at least once a month. While sharing photos and updates with friends is a universal experience, Facebook is customized depending on where you live. In Japan, for example, users can list their blood type on their profiles, as it's something that would typically come up in conversation when you meet someone — kind of like horoscopes in the U.S. Beyond language, another hurdle was mobile. The iPhone came along in 2007, and Facebook's iPhone app soon followed. But the app was slow and buggy, fueling concerns that it wouldn't be able to transform into a "mobile-first" company, as it wanted to be. About the time of its initial public offering of stock, potential investors fretted about its ability to make money from mobile ads. That's no longer an issue. Facebook's stock is
trading near record highs. The majority of the company's advertising revenue now comes from mobile, rather than Web ads. No doubt other challenges will come. "At some point there will be barriers such as illiteracy, (creating) hardware for people who can't read and write," Olivan said. Content on the Internet will have to be translated into languages that are barely represented online today. "That's why this is a 10year undertaking," he said. "The entire industry has to tackle the problem." On any given day, 81 percent of Facebook's users are outside the U.S. and Canada. "My day is not complete without checking my Facebook account," said Syaiful Anwar, a 47-year-old restaurant owner in Pekanbaru on Indonesia's Sumatra island. "To find out what is happening in this world, to bring together my friends and relatives (is) now just a click (of a) mouse away." Indonesia has 65 million users who log in at least once a month. That's about a quarter of the country's population. India boasts another 93 million. As Facebook's user base started growing in emerging markets, another hurdle emerged: the high cost of smartphones and Internet access. So, in 2011, Facebook launched an app called Facebook for Every Phone. It lets people without fancy smartphones access the most popular features, such as reading status updates and sharing photos. More than 100 million people use it each month.
Facebook is the first Internet experience for many people in India and other emerging markets, said Kevin D'Souza, Facebook's growth manager in India. That means people who have never used email are signing up for Facebook, using their phone numbers instead of an email address to log in. "Facebook addresses a universal need,"
D'Souza said. "Everybody around the world wants to connect with people they care about." Last summer, Facebook launched Internet. org, aimed at getting everyone in the world online. "When I reflect on the last 10 years, one question I ask myself is: why were we the ones to build this? We were just students. We had

"It's a well-entrenched business that has had trouble lately figuring out how to play in this new world." Despite its challenges, Microsoft remains a moneymaking machine that sits atop an $84 billion cash pile. That alone should have been enough to tempt technological sharpshooters to take a shot at turning around the company, says Dennis Carrey, vice chairman of executive recruiting firm Korn Ferry and co-author of the book, "Boards That Lead." Microsoft "is like a car that still has a full tank of gas, but it's just an old model," Carrey says. "There are a lot of great tech executives who yearn for that kind of challenge, especially with a bucket of cash to make acquisitions and
do some really fun, cool stuff." A Microsoft resurgence is entirely possible. IBM famously bounced back during the 1990s after hiring an outsider, former packaged food and financial services executive Louis Gerstner, to impose the most wrenching changes in that company's history. Unsurprisingly, Microsoft described Nadella as the best person to intensify the company's focus on blending software and gadgets with cloud computing — a term broadly used to describe the concept of delivering applications and other services over the Internet. Nadella, 46, wins praise from analysts and colleagues for his technical expertise, affability and deep knowledge of Microsoft's culture and disparate divisions. He has spent the last 22 years at the company, working in jobs that gave him insight into cloud computing, data centers, Internet search and video game consoles.
But Nadella also has a major handicap: He is a remnant of the same management team that led Microsoft astray during previous CEO Steve Ballmer's 14-year reign. "As Microsoft continues down the right lane of the highway at 55 mph with its new CEO in hand, the fear among many investors is that other tech vendors from social, enterprise, mobile, and the tablet segments continue to easily speed by the company in the left lane of innovation and growth," FBR analyst Daniel Ives wrote in a Tuesday research note. Microsoft's stock dipped 13 cents to close at $36.35 Tuesday after Nadella was anointed as CEO. The stock fell by more than 30 percent during the Ballmer era. Given the stock's poor performance and the challenges facing the company, it probably would have made more sense for Microsoft's board to hire an outsider as CEO, says long-time technology analyst Patrick Moorhead.
John Thompson, the Microsoft board member who oversaw the CEO search, made it clear that the company did an exhaustive search. In a blog post late last year, Thompson disclosed that the board initially identified more than 100 prospects before whittling the field to about 20 people who are "all extremely impressive in their own right." With the search complete, Thompson is now replacing Gates as Microsoft's chairman. Speculation on Microsoft's list of external candidates centered on Ford Motor Co. CEO Alan Mulally, Qualcomm Inc. executive Steve Mollenkopf, Facebook Inc. Chief Operating Officer Sheryl Sandberg, former Microsoft executive Paul Maritz and VMware Inc. CEO Patrick Gelsinger. But analysts and executive search specialists say Microsoft may have had difficulty winning over outsiders because of the specter of Gates and Ballmer, the previous CEOs who sculpted
the company into what it is today. Although he is relinquishing the chairman's role, Gates will remain on Microsoft's board along with Ballmer. The two men collectively own a roughly 8.5 percent stake in Microsoft, investments that could be used to amplify their voices even more. The lingering presence of Gates and Ballmer could have prompted any outside CEO candidate to fear that new ideas might face resistance from an influential old guard, Metheny says. Microsoft could have stolen a page from Yahoo's playbook when it raided the ranks of rival Google Inc. to hire Marissa Mayer as its CEO in 2012. That decision has mostly worked out for Yahoo, though the company still hasn't been able to boost its revenue under Mayer. There was some speculation that Microsoft might be interested in hiring Sundar Pichai, a respected Google executive in charge of the
company's Android and Chrome operating systems. But it's likely that Microsoft would have had trouble persuading a Silicon Valley star to become its CEO. That's because much of Silicon Valley dismisses Microsoft's products as too complicated and expensive. There is also still a residue of resentment from the late 1990s when Microsoft's aggressive attempts to thwart the growth of Web browser pioneer Netscape Communications instigated an antitrust case, a suit filed by the U.S. Justice Department at the urging of a Silicon Valley coalition. "When it came down to it, I don't think the Microsoft board could find the CEO that fit the profile it really wanted from outside the company," Moorhead says. Once Microsoft decided to take the insider route, Nadella emerged as an obvious choice, Korn Ferry's Carey says. "Only history will tell us whether it was the right choice."

In China, ‘Once the Villages Are Gone, the Culture Is Gone’ Ian Johnson The New York Times
O
nce or twice a week, a dozen amateur musicians meet under a highway overpass on the outskirts of Beijing, carting with them drums, cymbals and the collective memory of their destroyed village. They set up quickly, then play music that is almost never heard anymore, not even here, where the steady drone of cars muffles the lyrics of love and betrayal, heroic deeds and kingdoms lost. The musicians used to live in Lei Family Bridge, a village of about 300 households near the overpass. In 2009, the village was torn down to build a golf course and residents were scattered among several housing projects, some a dozen miles away. Now, the musicians meet once a week under the bridge. But the distances mean the number of participants is dwindling. Young people, especially, do not have the time. “I want to keep this going,” said Lei Peng, 27, who inherited leadership of the group from his grandfather. “When we play our music, I think of my grandfather. When we play, he lives.” Across China, cultural traditions like the Lei family’s music are under threat. Rapid urbanization means village life, the bedrock of Chinese culture, is rapidly disappearing, and with it, traditions and history. “Chinese culture has traditionally been rural-based,” says Feng Jicai, a well-known author and scholar. “Once the villages are gone, the culture is gone.” That is happening at a stunning rate. In 2000, China had 3.7 million villages, according to research by Tianjin University. By 2010, that figure had dropped to 2.6 million, a loss of about 300 villages a day. For decades, leaving the land was voluntary, as people moved to the cities for jobs. In the past few years, the shift has accelerated as governments have pushed urbanization, often leaving villagers with no choice but to move. China’s top leadership has equated urbanization with modernization and economic growth. Local governments are also promoting it, seeing the sale of rural land rights as a way to compensate for a weak tax base. Evicting residents and selling long-term leases to developers has become a favored method for local governments to balance budgets and local officials to line their pockets. Numerous local of-
ficials are under investigation for corruption linked to rural land sales. Destroying villages and their culture also reveals deeper biases. A common insult in China is to call someone a farmer, a word equated with backwardness and ignorance, while the most valued cultural
traditions are elite practices like landscape painting, calligraphy and court music. But in recent years, Chinese scholars have begun to recognize the countryside’s vast cultural heritage. A mammoth government project has cataloged roughly 9,700 examples nationwide of “intangible cultural heritage,” fragile traditions like songs, dances, rituals, martial arts, cuisines and theater. About 80 percent of them are rural. In the past few years, for example, Feng has documented the destruction of 36 villages in Nanxian, a county on Tianjin’s outskirts, home to a famous center of woodblock printing. “You don’t know if it will survive or not because when they’re in their new homes they’re scattered,” he said. “The knowledge isn’t concentrated anymore and isn’t transmitted to a new generation.” That is the problem facing the musicians in Lei Family Bridge. The village lies on what used to be a great pilgrimage route from Beijing north to Mount Yaji and west to Mount Miaofeng, holy mountains that dominated religious life in the capital. Each year, temples on those mountains would have great feast days spread over two weeks. The faithful from Beijing would walk to the mountains, stopping at Lei Family Bridge for food, drink and entertainment. Groups like Lei’s, known
as pilgrimage societies, performed free for the pilgrims. Their music is based on stories about court and religious life from roughly 800 years ago and features a call-and-response style, with Lei singing key plotlines of the story and the other performers, decked out in colorful costumes,
chanting back. The music is found in other villages, too, but each one has its own repertoire and local variations that musicologists have only begun to examine. When the Communists took over in 1949, these pilgrimages were mostly banned, but were revived starting in the 1980s when the leadership relaxed control over society. The temples, mostly destroyed during the Cultural Revolution, were rebuilt. The performers, however, are declining in numbers and increasingly old. The universal allures of modern life — computers, movies, television — have siphoned young people away from traditional pursuits. But the physical fabric of the performers’ lives has also been destroyed. One recent afternoon, Lei walked through the village, now reduced to rubble and overgrown with wild grass and bushes. He started singing with his grandfather when he was 2. He now has an office job in the city’s public transportation company and spends all his vacation time working on the troupe. “This was our house,” he said, gesturing to a small rise of rubble and overgrown weeds. “They all lived in the streets around here. We performed at the temple.” The temple is one of the few buildings still standing. (The Communist Party headquarters is another.) Built in
the 18th century, the temple is made of wooden beams and tiled roofs, surrounded by a seven-foot wall. Its brightly painted colors have faded. The weather-beaten wood is cracking in the dry, windy Beijing air. Part of the roof has caved in, and the wall is crumbling.
“It used to be on a list of historic preservation,” Lei said. “The government says it will be rebuilt, but no one seems to know anything.” Government urban-planning officials could not be reached for comment on the village. Evenings after work, the musicians would meet in the temple to practice. As recently as Lei’s grandfather’s generation, the performers could fill a day with songs without repeating themselves. Today, they can sing only a handful. Some middle-aged people have joined the troupe, so on paper they have a respectable 45 members. But meetings are so hard to arrange that the newcomers never learn much, he said, and performing under a highway overpass is unattractive. “I guess for a lot of us it’s a hobby,” said Li Lan, 55, a cymbalist and singer. “It’s just so inconvenient now to come out here and practice.” Over the past two years, the Ford Foundation underwrote music and performance classes for 23 children from migrant families from other parts of China. Lei taught them to sing, and to apply the bright makeup used during performances. Last May, they performed at the Mount Miaofeng temple fair, earning stares of admiration from other pilgrimage societies also facing aging and declining membership.
But the project’s funding ended over the summer, and the children drifted away. “I think it’s pointless because you have to be from our village to understand how important this is,” Lei said. “Anyway, those children will move somewhere else and won’t learn long enough to become real members. It was nice but didn’t fix the problem.” One of the oddities of the troupe’s struggles is that some traditional artisans now get government support. The government lists them on a national register, organizes performances and offers modest subsidies to some. Last month, Lei’s group was featured on local television and invited to perform at Chinese New Year activities. Such performances raise about $200 and provide some recognition that what the group does matters. Du Yang, director of the district office of intangible cultural heritage protection, said the group’s music was among 69 protected practices in her district. “The goal is to make sure these cultural heritages don’t get lost,” she said. “It would be a great pity if they are lost just as our country is on the road to prosperity.” Lei said that keeping their village life intact would have helped most. “It was really comfortable in the old village,” he said back in his new home, a small twobedroom apartment high up in an apartment block a halfhour drive away. “We had a thousand square meters and rented out rooms to migrants from other provinces. Lots of buses stopped nearby, and we could get into the city easily.” Like all rural residents, the Leis and their neighbors never owned their land; all land in China belongs to the state. So when the plans were announced to build the golf course, they had little choice but to move. “No one protested,” he said. “We knew we didn’t have a choice. You have to just go with the flow.” Everyone got free apartments and $50,000 to $100,000 in compensation. Strangely, however, the golf course has never been built, and the village still lies in ruins. No one here can figure out if this is because the development was illegal, or perhaps part of a corrupt land deal that is under investigation. Such information is not public, so villagers can only speculate. Mostly, they try to forget. “I try not to think about these things too much,” Lei said. “Instead, I try to focus on the music and keeping it alive.”

new barista at my local coffee shop pulled a wonderful ristretto cappuccino the other day. When I told her it was almost as good as the one the more experienced baristas make, she seemed a little disappointed. The next day it was even better, which I noted. The new barista’s reaction: it’ll be perfect next time! People are driven by competition in every walk of life, from babies to the elderly, from Canada to Australia and from my local café to Wall Street. Yes, the intensity varies from person-to-person, in part based on the domains in which they exercise their competitive muscle, but the competitive spirit is central to who we are as human beings. As the 2014 Winter Olympics in Sochi, Russia are upon us, let’s take a look at competition. What does it mean for strategic thinking and motivating talent in organisations, and for each of us? Scheming colleague Do you know anyone who looks at the world as “us versus them”? I do. This person is always scheming to get ahead. He doesn’t just want to win; he wants the other guy to lose. You almost have to check your wallet when you leave his office. For some people, that is the definition of competition, and it’s not hard to see why. Take ice hockey, popular at the winter Olympics. One team wins and one team loses. Your team cannot win
unless the other team loses. When this attitude moves from the ice to the office, you get… Larry Ellison. The famous chief executive officer of global computer technology company Oracle is well-known for his axiom, “It’s not enough to succeed; everyone else must fail.” What happens, though, when you start taking more joy in someone else’s loss, than in your win? Sound crazy? I wonder if this logic is behind hyperaggressive cost cutting in retail. In truth, when prices fall, everyone loses because profits are squeezed and consumers begin to expect the lower prices. Nevertheless, retailers still cling to the practice in hopes that eventually they alone will survive and then they can push prices up. Isn’t this what the stock market has been betting on when it comes to Amazon? The company books losses or marginal profits year after year, and yet the company’s stock price inexorably moves up. Joy in others’ losses This also brings to mind the famous “loss aversion” hypothesis of Nobel Prize winning psychologist Daniel Kahneman and Amos Tversky. Through a variety of experiments they demonstrated that most people hate to lose more than they like to win. As a result, we don’t sell losing stock investments when we should (“it could always go up” we tell ourselves), we don’t give up on failing pet projects as
quickly as we might (Microsoft’s Bing search engine?) and we are less likely to return clothes we order online (presumably because once it arrives in your home, sending it back means giving something up: a loss). Worth remembering, however, is that the act of competing very often does make us better. College basketball teams tend to do better in a tournament when they play more difficult teams beforehand. It toughens you up. Industries like consulting and banking have their own version of this: they’ve created an up-or-out system that requires you to perform well relative to the other people around you. Many jobs raise the bar even further. Not only must you compete with colleagues to get ahead, but you have to also cooperate with them. Sounds like a paradox, but consider the consulting industry. People work in teams — meaning cooperation is required — to accomplish tasks, yet it is not the team that gets promoted, but the individual. My favourite example of this phenomenon is in ensemble variety shows, such as the comedy stalwart Saturday Night Live (SNL) in the United States. To get a spot on the weekly show, writers and actors must create skits together. That’s cooperation. But there are more skits than time available. That’s competition. The best people must learn to simultaneously cooperate and compete with colleagues. The net-net of this is that SNL
has become a launching pad for talent in the comedy business.
The secret to competitive success? Now, what of our new barista at the local café? When we talked some more about making espresso (yes, I like coffee a lot), it became clear that her desire to get better was driven less by trying to one-up the established baristas, and more by her internal need to excel. She was testing herself, found herself falling short and had vowed to improve. Of all the flavours of competition, this is the most powerful one of all. Competition that is self-contained, where you’re driven to work, to accomplish and to exceed what you’ve done before, simply because you want to. Your internal motivation and commitment are much more powerful than external competition. The 18-year-old American Olympic skiing sensation Mikaela Shiffrin has been described as a “once in a lifetime talent” by her Austrian-born coach, winning six World Cup slalom races in the last year while competing in a sport where most women peak at age 27. When interviewed, she asserts, improbably, that it is not simply winning a race that motivates her. Instead, she says, “I can honestly say that I am motivated by improvement, not results.” None of us might have the incredible talent of Shiffrin, but we can all absorb this lesson. When you are internally motivated to always get better, you end up winning a lot more than you lose.

NO to Racism, YES to Humanity Ben Akum: A Naga missionary was preaching in Bihar. He was preaching about God's love and so on. After the sermon was over a Bihari, whose one arm was tight round his chest, walked straight towards him and said, "Your preaching about the love of God is indeed touching and inspiring, but my ARM has been broken while I was in Kohima". The Naga missionary head was overshadowed with shame. It is indeed true that we northeast people are ill-treated in the cities, but my question here is how are we Nagas treating those Bihari, or rather the mainland people(including the immigrants) here in our own state? WE NAGAS consider them as untouchables, dirt bag, Cheap and Dirty and what not? We protest and fire all our cylinders when northeast people are mistreated, raped or killed in the cities, which I vehemently condemn but those mainland people here in Nagaland are also raped, killed, beaten like shit by our own Naga brothers. What do we say about such cowardly act of our brothers? Who is fighting for those people who suffer such ill-treatment in Nagaland? In the newspapers we read about these people being kidnapped and when the ransom is not paid they are murdered in cold blood and sometimes, they are murdered and later found at the road side or drainage. Yet, there is no one to fight for them here in Nagaland. It is not our responsibility to protect them? They are the minority here just as we are considered as minority in India. These people are suffering silently here in Nagaland just as we are suffering in cities. In the cities, when we Notheast people are addressed as "Chinky" we feel offended. But what do we call them here in Nagaland?? "Ahh Plain Manu ase", with condemn right? Chinky means people with "small eyes", are we not? If the word "Chinky" is a racist term, wouldn't the words "Plain Manu" also be considered an equally racist term? It's true that these people are running most of the business establishments within the state thereby affecting our state's economy, but how can we blame them for that? All we Nagas want is Government Job! They have successfully established their own business here in our state with their hard work, does the INDIAN government forbid the Nagas from establishing our own business in the cities? NO! We call them as Racist and complain to the highest authority of the country for not treating us equal with them. What about the Nagas? We share the same blood and features yet Tribalism is at full swing. We don't even consider ourselves equal with our brothers who is less fortunate than us. First, we need to change our attitude towards the mainland people who are living in our state and treat them with respect. In this way we can send them a positive message and thus bridge the cultural and geographical differences, atleast upto some extend.
Veshoselü Akivi Swüro: Dear brother Akum, firstly let me applaud you for a good write-up and inclusion of a Christian perspective and the need to introspect our own lives as Christians. I can see clearly that you have a very good intention. However, let me also include my side of the story as a person living in Delhi for more than 7 years. The context of Nagaland and a city like Delhi are poles apart. Most of the mainlanders that reside in Nagaland and other North eastern states are earners and hence contribute little or nothing to the exchequer of the Nagaland and NE. However, our people living outside Nagaland are mostly contributors to the economy of the respective places they reside in, by way of paying exorbitant rent (Now don't ask me how much we have to shell out), and the 50% broker charge we have to pay the brokers. tuition fees, coaching fees, school fees, college fees, etc. And not forgetting the street vendors, auto wallahs, rickshaw wallahs, taxi owners, dustbin wallahs, and so on and on. They see us as money bags or something and make use of every little opportunity to extract as much money as possible! Every NE person living in Delhi, Bangalore, etc will agree with me. As for me personally, I scold, reason or try to do my bit in creating awareness that we small eyes are equally Indians as them big big eyes are, in the eyes of the law. However there have also been instances where landlords insult NE people, esp. ladies by asking them the source of their money, suspecting the worst, also instances where they accuse that NE people are paid money monthly by GoI for their education, etc. How wrong is that on their part? Isn't it really wrong of them to be so ignorant despite living in metro cities? Correct me if I am wrong. Bro, we have lived, fought the good fight for our people here which includes young and innocent teenagers who come here for higher studies after their 12th. I have many incidents to state from my own experience and others from NE but it would be too long to put it all down here. Many cases of molestation against women will surely also go unreported as a way of forgiveness from a Christianly perspective. But trust me, it is just too much to bear. Its not this bad in Nagaland, I tell you this on behalf of all the young and innocent brothers and sisters who may have been victims to racism at some point of their lives. But it would be incomplete on my part not to say that there are also very good people that lives in cities, that care for other humans. There are also very good Christians, Hindus, Muslims, Sikhs, Buddhists, Jains etc, in Delhi. Often we have also experienced their hospitality, but very hard to find such gems. Notable difference of NE and outside NE: In NE people don't tease outsiders by virtue of their looks, eyes, dressing etc. In metro calling you ching-chong, chinky, chow-momo, ania aseo, kanchi, Nepali, tribals, junglees, etc is an everyday affair. School children following you around, beggars following you around, pelting stones or objects, charging higher price for almost everything, etc. Holi is the worst time for an outsider. The sacrifices of our student leaders and social leaders of NE in Delhi should be applauded rather than criticized. Criticisms are abundant, but encouragement is rare as diamonds. Wherever or whoever we are, let us learn to live as humans, love one another as Jesus has commanded us to. Say no to Racism! Yes to humanity. Love one another.

Cyber security biggest challenge: DRDO chief
New DelhI, February 7 (IaNS): Terming cyber security a “biggest security challenge”, DRDO chief Avinash Chander Friday said there was need of a new purchase process to get the country system that could not be “subverted”. Talking to reporters at Defexpo 2014 here, Chander said that leakage of information could take place in a subverted system, adding that there was need to get exposure to the internal processes when acquiring a new system. “Today cyber security is our biggest security challenge.... This requires new paradigm in purchase processes. When we buy, we must buy with security in mind,” Chander said. Earlier, Chander said at a press conference that the Defence Research and Development Organisation has launched a major programme for developing cyber technology tools and a lot of work was being done in that direction. He said real cyber security could be ensured by taking adequate safety measures from the time software is developed. m“If real security (is to be ensured), answer lies (in getting involved) from the design stage,” he said, and added that it was difficult to do so in systems that were procured from outside the country. “Wherever equipment is being bought (from outside the country), you have no control,” he said. Chander, who is also scientific advisor to Defence Minister A. K. Antony, said getting in the process of development of a system at early stage will help build cocoons around it for protection. He indicated that many agencies working outside the defence sector take their own decisions concerning foreign purchases of equipment and there was need for guidelines. mAnswering a query on the possibility of hacking of defence systems acquired from abroad, Chander said: “We have to see what can be done. We have to ensure that core (system) is protected.”
‘Britain’s role in Operation Bluestar very minimal’
KolKata, February 7 (IaNS): In the wake of revelations of Britain’s advisory role in Operation Bluestar, a British minister Friday said here his country’s role was “minimal” and the matter is a “domestic” one for India. mGreg Barker, Britain’s minister of state for energy and climate change and minister for business engagement with India, declined to comment further on the issue. “As I understand, Britain’s involvement was very minimal... It is a domestic matter,” Barker told the media here on the sidelines of an event organised jointly by the Confederation of Indian Industry (CII) and the United Kingdom Trade and Investment (UKTI). British Foreign Secretary William Hague Tuesday said Britain had advised the then Indian government ahead of the June 1984 storming of the Golden Temple in Amritsar by the Indian army. However, he clarified that his country hadnooperationalinvolvement.Makingastatementinthe British parliament, Hague cited the report filed by the British cabinet secretary following instructions from Prime Minister David Cameron to investigate the matter. The Indian external affairs ministry spokesperson Syed Akbaruddin said in New Delhi that the British government has kept India “informed on this matter” since it surfaced more than two weeks ago. The Indian government headed by then prime minister Indira Gandhi had ordered storming of the Golden Temple in June 1984 to flush out Sikh extremists holed up inside the temple revered by Sikhs.
Kashmir minister accused of sexual assault quits
Jammu, February 7 (IaNS): Jammu and Kashmir minister Shabir Ahmad Khan Friday resigned from the ministry after being accused by a woman doctor of sexual assault, Chief Minister Omar Abdullah said. “I have received the resignation of Minister of State for Health Shabir Khan and am forwarding (it) to the Governor for acceptance,” Abdullah said on twitter. Official sources said Abdullah earlier told the Congress leadership to advise the minister to resign after a police complaint was slapped against him. Congress sources told IANS that the party told Khan to step aside until he was proved innocent. A Srinagar doctor has alleged that Khan attempted to sexually assault her when she was met him at his office Jan 28. mA First Information Report was registered against the minister at the Shaheed Ganj police station Thursday following a direction from the chief judicial magistrate, Srinagar. mIf proved guilty, Khan can face imprisonment up to two years.
CM Kejriwal takes on UPA government over Lokpal bill
New DelhI, February 7 (IaNS): Chief Minister Arvind Kejriwal said Friday his government was determined to push through the Jan Lokpal bill in the Delhi assembly, saying it did not need a central government nod. In a communication made public, Kejriwal urged Lt. Governor Najeeb Jung not to bow down to pressures from the central government aimed at spiking what is stated to be a tough anti-corruption legislation. The Aam Aadmi Party (AAP) leader insisted that his government was doing no wrong - despite criticism from the Congress party which supports it - by not referring the bill to the union home ministry. mHe said in his three-page letter in Hindi that the AAP government had been told by former Punjab and Haryana High Court chief justice Mukul Mudgal and lawyers P.V. Kapur, K.N. Bhatt and Pinaki Misra that the bill need not be shown to the central government. “I am aware that there is tremendous pressure on you from the Congress and the home ministry,” Kejriwal said. m“I am aware that in the coming days they will put pressure on you so that you don’t allow the (special) Delhi assembly session (called to pass the Lokpal bill) at the Indira Gandhi (indoor) stadium. “I am aware that they will put pressure on you so that you don’t allow the Jan Lokpal bill to be presented in the Delhi assembly. “They know that if the bill is passed, many of them will be jailed. m“I am aware that they will use your office to wrongly leak out select information in a bid to defame my government...

The Jan Lokpal bill is a pet theme of Kejriwal and the AAP, which was born from the anti-corruption campaign of Gandhian activist Anna Hazare. New DelhI, February 7 (IaNS): The Supreme Court Friday issued notice to Delhi Chief Minister Arvind Kejriwal on a petition challenging a Delhi High Court order in a defamation case against him. A bench headed by Justice H.L. Dattu and Justice S.A. Bobde also stayed the operation of the high court order that had permitted Kejriwal to approach the lower court for his discharge in the defamation suit filed by Amit Sibal, son of union Law and Communications Minister Kapil Sibal. The defamation suit is
rooted in a May 15, 2013 press conference in which Kejriwal, while alleging conflict of interest, had said that Amit Sibal had appeared in the Supreme Court for Vodafone while his father was the communications minister. The lower court had issued summons to Kejriwal and others. Kejriwal had then moved the high court seeking exemption from appearance as he wanted to be discharged in the matter. The high court by its Jan 16 order permitted Kejriwal and three others - Manish
Sisodia, Prashant Bhushan and Shazia Ilmi, to plea for discharge before the trial court and dispensed with their personal appearance till their plea for discharge was decided by the lower court. Amit Sibal, in his plea, asked if the high court could have conferred the power of discharge on a magistrate on a summon triable case instituted on a private complaint when there exist no such provision in law. The petitioner asked whether the high court could have exempted Kejri-
wal and three others from personal appearance before the magistrate when no such ground was prayed or pleaded by them. In the press conference addressed by Kejriwal and others, Amit Sibal said that it was “directly and indirectly alleged and imputed” that he had acted in a “dishonest and unethical manner, placing personal interest over the national interest, in order to help a telecom company, Vodafone International Holding BV to illegally avoid an alleged tax liability”. NTPC told to continue power supply to Reliance-led discoms
New DelhI, February 7 (IaNS): The Supreme Court Friday directed the state-run National Thermal Power Corporation (NTPC) to continue supplying electricity to Reliance-led distribution firms in the capital BSES Rajdhani and BSES Yamuna till March 26, and said consumers must not be inconvenienced. The apex court bench of Justice Surinder Singh Nijjar and Justice A.K. Sikri also asked the two companies to pay Rs.50 crore to NTPC as a part payment of the outstanding dues within two weeks. n“This is not the right attitude to take,” the bench told NTPC counsel, referring to the notice to cut off supplies the staterun utility had served on the two companies. “We have to look after the people of Delhi. Pointing to the dichotomy of the situation, Rohatgi told the court that while the two companies were not getting what was due to them, NTPC was asking them to cough up its outstanding dues. The two companies supply electricity to nearly two-thirds of the city’s areas, catering to nearly 3.5 million consumers. The Supreme Court’s directives Friday come against the backdrop of the government of the national capital recommending to the regulator to revoke the licenses issued to the two companies if they failed to
pay their dues to NTPC and/ or resort to power cuts. Reacting to this development, the two companies earlier said the recommendation was illegal and arbitrary, and that they expected an independent decision by the regulatory authority while dealing with the subject. “As legally advised, the proposed cancellation of licenses in this situation is arbitrary and illegal, and will only serve to demotivate thousands of our employees who have timelessly worked to transform the power supply situation in Delhi,” the two firms said. They urged the Delhi government and the regulator Friday to engage constructively with them so that unnecessary crises are not precipitated. A positive engagement, they said, in a fair and transparent manner will ensure reliable, quality power at optimal prices.
SC grants bail to tribal teacher Soni Sori
New DelhI, February 7 (PtI): The Supreme Court on Friday granted bail to tribal teacher Soni Sori and journalist Lingaram Kodopi in a case lodged against them for allegedly receiving money from Essar Group on behalf of Maoists. A bench of justices S S Nijjar and A K Sikri granted regular bail to them.
The apex court passed the order on their appeal against a Chhattisgarh high court order denying them bail. The 36-year-old Sori and her activist-nephew Kodopi (25) were arrested on charges of acting as Maoist conduits who had allegedly received protection money for the rebels from Essar Group in Chhattisgarh.
According to police, Kodopi and B K Lala, a building contractor with Essar Steel Ltd, were nabbed from a weekly market at Palnar village in Dantewada district of Chhattisgarh on September 9, 2011, with Rs 15 lakh in cash, which was allegedly meant to be paid to Maoists. Police had
claimed that Sori was also associated with Kodopi, but had managed to flee the spot. Sori was arrested on October 4, 2011, in New Delhi. Essar Steel Ltd General Manager DVCS Verma was also arrested in connection with the case. A Dantewada district court had granted bail to Verma and contractor Lala.

KIEV, FEbruary 7 (rEutErs): An eastwest struggle over Ukraine turned nastier as Moscow accused the United States of fomenting a coup and Washington pointed a finger at Russia for leaking a recording of U.S. diplomats discussing how to shape a new government in Kiev. As Russian President Vladimir Putin prepared to open the Winter Olympics at Sochi, the first Games in Russia since the Soviet Union hosted the 1980 summer edition, the showdown over Ukraine produced chilly Cold War rhetoric, with a Kremlin aide warning Moscow might act to block U.S. “interference” in Kiev. U.S.-Russian relations have long been far from warm and there seems little chance yet of conflict going much beyond verbal sparring, but the ferocity of the exchanges was a mark of the importance of Ukraine, a sprawling former Soviet state of 46 million people that Putin wants to keep in Moscow’s economic orbit. He is likely to meet the Ukrainian president in Sochi, possibly to discuss Viktor Yanukovich’s plans for a new prime minister - plans on which billions in Russian aid depend. WasHINGtON, FEbruary 7 (aP): Tears welling in her eyes, Syrian refugee Amineh Sawan said Thursday that Americans are too focused on the use of chemical weapons by the regime of President Bashar Assad. “My brother’s family survived the chemical weapon attack the day of the attack,” the 23-year-old said, her voice trembling. “Seven days later they were killed with a mortar shell. If you take away the weapons, Assad still has so many weapons to kill us.” Amineh Sawan and her cousin Heba Sawan, 24, survived a chemical weapon attack in the Syrian town of Moadamiyeh. At the Capitol on Thursday
the cousins said their warring country was being ravaged by the use of weapons and that distinguishing between a chemical weapon and a conventional one missed the point. “We are human! We are dying,” Heba Sawan said. They spoke as Syrian rebels raided the town of Aleppo amid a relentless government air campaign. At least 246 people, including 73 children, have died in the past five days alone, according to the Britainbased Syrian Observatory for Human Rights. The cousins spoke after meeting with Sen. Tim Kaine, the chairman of a Senate subcommittee that works on Syrian issues. Kaine, D-Virginia, left the

He said he is pushing for immediate guarantees from the Assad regime that humanitarian aid can enter the country and supports a U.N. Dabas, 34, who survived a conventional weapons attack on his home city of Daraya, Syria. The Sawans were living in Moadamiyeh, a small town west of the Syrian capital Damascus, when civilians were attacked with chemical weapons last August. The town was then surrounded by Assad’s troops with food and other aid blocked, an attempt to starve the town’s residents. The cousins were able to escape with the help of the Red Cross during a short humanitarian pause. Amineh Sawan said she feels responsible for those still suffering under Assad’s rule. “I feel I have to reach the whole world to let
them know what our situation really is, what it is really about,” she said. Thai political crisis threatens budget, public works
baNGKOK, FEbruary 7 (rEutErs): Thailand’s inability to form a new government has left the country facing a slowburn budget crisis, with a costly rice-buying scheme close to collapse and public investment plans that were meant to support the flagging economy under threat. Prime Minister Yingluck Shinawatra has led a caretaker administration since December, when she called a snap election in a bid to end protests that have shut down parts of the capital and with it much of normal government business. But the demonstrations have continued, and protesters were able to disrupt voting in enough places to prevent a new administration being installed after the poll on February 2. “The fiscal budget plan has not started yet. We haven’t seen this situation before,” Manas Jamveha, director general of the Comptroller General’s Department, told Reuters. “We have to wait for a new government and its policies before proceeding on a budget framework.” By law, a caretaker government can only embark on new spending with the approval of the Election Commission and it cannot initiate projects that commit the incoming government. According to the Budget Bureau, ministers should have set a budget outline by January 28 for the fiscal year starting in October. Details should be thrashed out in April and the bud-
get sent to parliament in May. But with the opposition challenging the legality of the poll and dozens of by-elections needed to fill vacant seats, It may be weeks, or even months, before Thailand has a proper government again. Most urgent is the ricebuying scheme, which was a cornerstone of the populist platform that won Yingluck a landslide election victory in 2011 but in recent weeks has all but collapsed due to cash problems. The cost of the scheme, which guaranteed farmers an above market price, has fuelled protests in Bangkok. Big banks have refused to offer bridging loans to keep it afloat, unconvinced the government has the authority to seek them. Some farmers have not been paid for their rice for months and the scheme lapses at the end of February, when the current crop ends. Similar schemes have been routinely rolled over for decades, but not this year. “These payment problems stem from the dissolution of parliament, which made it difficult under the framework of the law to approve payments,” Yingluck, who will almost certainly be declared the winner of the election if is not annulled by the courts, told reporters on Wednesday. “Whether this scheme is extended or not is up to the next government.” The protest movement has been trying since November to force out Yin-
gluck and install an unelected administration to ram through political and economic reforms, with the objective of reducing the influence of her brother, former premier Thaksin Shinawatra who was ousted in a 2006 coup.
GROWTH FORECAST SLASHED Many government ministries have been closed for weeks because of the protests, with civil servants working from home or back-up facilities. Many from the Commerce Ministry, for example, have relocated to a royal arts and craft centre north of Bangkok and on Monday officials held the monthly inflation briefing in a restaurant. As protest numbers dwindled this week, some ministries have tentatively reopened. But policymaking remains restricted. Brokerage Thanachart Securities has slashed its economic growth forecast for 2014 to 2.0 percent from 3.2 percent because of the likely fall in government spending, as well as delays to both public and private investment. “Our expectation of a reduction in populist spending, especially on the massive rice scheme, forces us to lower our consumption growth assumption this year from flat growth to negative growth of 1.2 percent,” said its head of research, Pimpaka Nichgaroon, noting that consumption in Thailand accounts for around half of GDP.

YANUKOVICH DILEMMA Yanukovich, who triggered mass protests in November when he yielded to Russian pressure and backed out of a free trade pact with the EU, may tell Putin of his plans for a new government. Moscow has frozen aid it granted after the EU debacle until it knows who Yanukovich names in place of the pro-Russian prime minister removed last week in a bid to appease opponents. Since the opposition’s Yatsenyuk turned down the job, some opposition figures speculate that Yanukovich may now name one of his own hardline allies in an effort to please Moscow. Kiev needs funds, though is loath to admit it. The central bank announced late on Thursday it was restricting purchases of foreign exchange to try to stabilise its banks and a currency that has fallen 10 percent in three months. Putin may voice some of the impatience with Yanukovich that was expressed by the Kremlin’s point man
on Ukraine; Sergei Glazyev, in a typically confrontational newspaper interview, urged the Ukrainian leader to crack down instead of negotiating with “putschists” whom he accused Washington of arming, funding and training to take over the exSoviet state. In a stark reminder of his dilemma of competing choices, before heading for Sochi, Yanukovich met Nuland just before flying out. He assured her, according a statement from his office, that he wanted talks not violence: “Only by dialogue and compromise can we get out of this crisis,” he said. The United States and European Union have urged Yanukovich to form a consensus government involving the opposition and to embark on constitutional and economic reforms that would bring Western financial and other aid to the nation of 46 million. Alarmed by violence in which at least six people were killed and dozens of others have been wounded or gone missing, Washington and Brussels have also brandished threats of sanctions, particularly travel bans and asset freezes targeted at officials and others involved in repressing dissent. KREMLIN WARNING Kremlin aide Glazyev accused Nuland of “blackmail” by privately warning wealthy, mostly Russianspeaking oligarchs who back Yanukovich that they risked
their foreign assets being seized if they did not hand power to the opposition. U.S. officials did not respond directly to Glazyev’s remarks, which included an allegation U.S. agents were giving “$20 million a week” to “the opposition and rebels” and that “within the grounds of the American embassy, there is training for fighters” being armed by Washington. He was asked by Kommersant-Ukraine newspaper whether Russia might “actively intervene”. Recalling the Budapest Memorandum of 1994, which removed Soviet nuclear weapons from Ukraine, Glazyev said: “Under the document, Russia and the USA are guarantors of the sovereignty and territorial integrity of Ukraine and ... are obliged to intervene when conflict situations of this nature arise.” Asked by the paper if Yanukovich should now use force to clear the protesters, Glazyev said: “As for starting to use force, in a situation where the authorities face an attempted coup d’etat, they simply have no other course of action.” Russia, he said, was concerned that the country should not split apart. But he suggested that a form of federalism be introduced to give regions substantial powers - to the extent eastern regions might be linked to a customs union with Russia while western Ukraine might have a trade pact with Europe.

A centrepiece of the government’s economic policy - set to increase growth by one percentage point in a full year, it said was a 2 trillion baht infrastructure programme focused on mass transit and high-speed rail networks. Ministers approved related borrowing in March 2013 but it was contested by the parliamentary opposition because it was off-budget and the case has been mired in the courts. It now seems unlikely the work will begin any time this year. State-owned Electricity Generating Authority of Thailand (EGAT), the country’s largest power producer and operator of the national grid, said this
week a $515 million infrastructure fund might be delayed if a new government was not formed soon. It needs the money for new power plants and transmission lines. A planned power station in southern Krabi province must await approval from the next government. Public investment and infrastructure account for about 30 percent of total cement demand, so big suppliers are concerned. “If the government is unable to approve new infrastructure projects, new public spending will not happen. A whip over the midwicket ropes took him over 100 in almost the same fashion he had brought up his triple century in the first innings, and raised his match-tally to 424 - the third highest in Tests. "I have decided that I will move on at the end of this season," he said in a statement on the club's official website. "It's the last year of my contract and I have had eight wonderful years here." British press reports suggested the 32-year-old had not been offered an extension to his current Old Trafford contract and Vidic insisted he did not want to play for another club in England. "I want to challenge myself again and try to make the best of myself in the coming years," Vidic explained. Did they ever. Stephen Curry finished with 34 points and nine assists, Klay Thompson scored 22 points and the undermanned Warriors rallied to beat the Chicago Bulls 10287 Thursday night. "You've got to be able to handle trials, tribulations and adversity," Jackson said. "That's part of the process. Simply put, don't let go of the rope, keep on fighting and good things will happen. And that's exactly what they did. They didn't quit." Timothy Patrick McLanahan, who filed the suit in December, claims his script idea was stolen for 2011’s film Mission: Impossible Ghost Protocol. India's top-order again performed miserably as they were reduced to 10 for three at one stage with Shikhar Dhawan (0), Cheteshwar Pujara (1) and Virat Kohli (4) back in the pavilion due to some inspired seam bowling by Trent Boult and Tim Southee. Murali Vijay (26) did all the hardwork before Neil Wagner dismissed him with a beauty to reduce India to 51 for four. Rohit-Rahane did some repair work with an unbroken 79-run stand for the fifth wicket. Rohit especially looked in silken touch as he hit eight fours and a six off Kane Williamson in the 102 balls that he faced so far. Coming in at 10 for three, Rohit was initially a bit shaky as he scored only one off 24 deliveries before
getting the first boundary off the 25th one. He had a partnership of 41 runs with Vijay, who saw leftarm seamer Neil Wagner fire one in from wide off the crease and the delivery straightened after pitching to beat the batsman clipping the bails in the process. Once Vijay was gone, Rohit decided to counter-attack as he hit three boundaries off a Wagner over. A pull, a punch through covers followed by a deliberate glide over slips. In another Wagner over, Rohit hit a perfect cover drive while he pushed Southee for a boundary through mid-off effortlessly. Out of his eight boundaries, six were hit off Wagner. Dhawan's poor overseas technique was exposed once again as he was squared up off the very second delivery of the Indian innings by left-armer Boult as he closed his bat face and the leading edge was taken by Kane Williamson at gully. Pujara played far away from his body to a delivery that was shaping away while Kohli got a faint tickle on the glove to a rising delivery that also bounced off his helmet towards Peter Fulton at second slip. India were tottering at 10 for three in 5.4 overs when Rohit and Vijay joined forces, For the next hour, they played without taking much risk. Earlier, skipper McCullum's sparkling double century helped New Zealand reach a commanding first innings score of 503 despite a six-wicket haul by speedster Ishant Sharma.

We have bowlers to take 20 Indian wickets, says McCullum auCKLaND, FebRuaRy 7 (PTI): New Zealand captain Brendon McCullum said he has bowlers at his disposal to take 20 Indian wickets after the Kiwis rode on the skipper's unbeaten double century to take an upperhand in the ongoing first cricket Test, on Friday. McCullum's sparkling 224 guided New Zealand to a commanding 503 in their first innings before the hosts reduced India to 130 for four at the send of second day's play. But McCullum said he had never imagined that the Kiwis would reach the 500-run mark after they were reduced to 30 for three in the morning session of first day's proceedings yesterday. "I thought we will get 200-odd runs, because when you are 30/3 down, you are thinking about small targets and getting a competitive score. Never did I think that after
30/3 in those conditions, we would end up getting 500 runs and for this batting line-up, I think that is a fine achievement," he said. "We have bowlers to take 20 wickets if we give them enough runs and I think we have given them enough runs," said McCullum, after the second day's play was called off early due to bad light. McCullum opined with India opener Murali Vijay and said the new ball was creating problems for the batsmen initially. "The new ball is stopping a bit, when it is hard. We saw that with Ishant (Sharma) when the ball was changed in the morning and the pitch started to stop a little bit. Short catches in front of the wicket will become crucial as the game goes on," said the Kiwi skipper agreeing with Vijay's assertion that new ball hurting the batsmen of both teams.

"So, to get two wickets in the first over was outstanding, especially (Cheteshwar) Pujara's wicket because he can bat for weeks. It's nice to get him pretty early. They had a nice partnership going in the end, but it means that we still have a hard ball tomorrow morning. There is a slightly earlier start and I am hoping for an overcast morning with some swing," he added. Lanky Ishant Sharma was the pick of the Indian bowlers, taking six wickets for 134 runs in New Zealand first innings and McCullum was full of praise for the medium pacer. "Ishant bowled really well. He asked a lot of tough questions. His spell this morning was very long and every time we thought they will change the bowler, he kept handing in his cap and had another go at us. It was a deserving reward for him (6 wickets).
