Nagaland Day of Prayer on March 15 KoHIMA, MARCH 7 (MExN): The Nagaland Baptist Church Council (NBCC) is organizing ‘Nagaland Day of Prayer’, a prayer and fasting programme for all the leaders of Nagaland State on March 15 at Union Baptist Church, Kohima from 8:00 am to 12 noon. Church leaders of different denominations will lead prayer sessions. A press note issued by NBCC General Secretary, Rev Dr L Anjo Keikung requested the leaders of the state, to come and be blessed along with their spouses. He further urged them to come without food and be seated by 7:45 am. No food or refreshment will be served during and after the session. “Our lives, our homes, our work and our land are in the hands of Almighty God. We have angered Him in so many ways and we are living like in the times of Prophet Jonah and the people of Nineveh,” the Reverend said. “Today, the curses or the blessings for this generation will be measured by the way we live our lives and lead our people. We need to come together and raise in one voice to Him asking for His forgiveness,” he added.

The election committee of the Nagaland Pradesh Committee (NPCC) today approved KV Pusa as the INC candidate for the forthcoming parliamentary elections in Nagaland, on the recommendation of the NPCC Search Committee. Pusa has been in Nagaland state politics for the last 25 years and has held some key portfolios as Cabinet Minister. Announcing this to media persons here at Congress Bhavan, NPCC president, SI Jamir said that in order to find a suitable candidate for the forthcoming parliamentary elections, the Search Committee was constituted by the NPCC and accordingly they had a series of meetings and deliberations. “We are preparing the report as per the Proforma supplied by the AICC and it will be submitted to AICC for final approval by today itself,” Jamir said. Earlier, the NPCC Search Committee Convener, Konngam in its his letter addressed to NPCC President, pertaining to recommendation of KV Pusa, stated that the Committee received four applications seeking INC ticket from Dr. Roland Lotha, Chubatangit Jamir, P. For a patriarchal society like the Naga society, inspiring change is not always associated with women. The unpaid labour that women contribute to prepare tea in the morning, cook breakfast, lunch and dinner, clean the house and wash clothes are not considered as inspiring. As Nagaland celebrates the International Women’s Day on March 8, under the theme ‘Inspiring Change’, it is important to look at how the Naga woman has inspired change. The International Women’s Day was first celebrated in 1911. The very fact that we exist is because a woman chose to give life. If that

is not enough, women are more than that. Women are not just homemakers, they are the ones sustaining the family. The daily routine of a working woman in Nagaland often starts with her waking up earlier than the others, preparing tea and breakfast as she gets ready for work. After work, there is more. She is the one who prepares dinner, washes the dishes and cleans the house. The inspiring change contributed by women is not just limited to the urban areas; in fact women in rural areas have impacted the agricultural system and economy of Nagaland. Any local market in Nagaland is dominated by women. However these changes are often taken for granted. “Looking in the grassroot level, women have contributed immensely in the food production, agro-

The sole woman taxi driver in Kohima, Zakielhouno is not just an inspiration to women but to everyone else because despite having the luxury to employ a driver, she chose to become one herself. “At first, I was really shy to drive a taxi but now I’m used to it that I don’t mind at all,” she says. Hailing from Mima village, she has been residing in Kohima for 20 years. Before becoming a taxi driver, she owned a grocery store but gave it up after she realized that there was not much profit because of taxes and house rent. “Being the only woman taxi driver doesn’t make me feel so different from the other male drivers,” says Zakielhouno. She adds that in the initial days her male colleagues would often make fun of her but that now they are used to her. Some of her friends have told her that she has fulfilled their dreams and that they feel encouraged to join her. Zakielhouno hopes that she will soon have more female colleagues to join the taxi driving community.

ANSTA demand release of pending teacher’s salaries Nagaland face acute

KoHIMA, MARCH 7 (MExN): The All Nagaland School Teachers Association has written to the Commissioner and Secretary, School Education and SCERT, appealing for the release of pending salaries to teachers appointed under Centrally Sponsored Schemes in the Department of School Education. ANSTA informed that, as per available record, about 2730 teachers were appointed under SSA, 300 plus teachers appointed as Special Education Teachers under IEDSS and 1379 Hindi teachers have been so far appointed under the said schemes. It lamented that SSA teachers have not been paid for the last four months (November to February 2014), Special Education Teachers have been paid up to August 2013 only and Hindi teachers have not been paid for the last three months. The Association stated that the nonpayment of salaries would be counterproductive to the teaching-learning process. Keeping in view the funding pattern of the MHRD/central government (which releases funds on installment basis), the association

ASSATA to boycott classes

he All Nagaland SSA Teachers Association (ANSSATA) has decided to boycott classes due to the failure of the concerned authorities to act on the memorandum submitted on January 30, 2014, with regard to the nonpayment of salaries (from November to February 2013) and arrears of 2013. A press note from the Association informed that the boycott will begin from March 10 and continue till March 22. The Association has demanded for the payment of all pending salaries and arrears, treatment of SSA teachers of 2010 and 2013 batches as regular government employees and not as any other flagship programme, salaries for SSA teachers (2010-2013) to be made from the non plan revenue expenditure and that new appointments/filling up of posts of retiring state government teachers be stopped till SSA teachers (2010-2013) are absorbed first under the said category. It asserted that the boycott will continue till all of its demands are met with. The ANSSATA has appealed for all student bodies and NGOs to extend their support and intervene in the matter to bring about a favorable solution.

ANSTA then questioned the credibility of the appointing agency and queried, “If it is not in a position to pay the salary of teachers, why they had been appointed to suffer for months together?” Expressing frustration at the current situation, ANSTA stated that “when the salary - the basic necessity of its members is not paid for months together, then the question of survival of teachers (the so called nation builders) does not arise.” It therefore urged the Government to consider the genuineness of the issue by finding ways and means for early dispersing of pending salaries. If not, the association cautioned, that it may be compelled “to take the hardest step against the government, in which the concerned authority shall be held solely responsibility for any untoward incident.” ANSTA informed that this was “unanimously decided” in the joint meeting with aggrieved teachers on January 28 and “strongly reaffirmed” on March 6 at the executive body meeting held at Kohima.

KIPHIRE, MARCH 7 (MExN): Villagers of Khong village, under Pungro sub-division in Kiphire district, finally received what they have been petitioning for as long as they can remember – road connectivity. On March 4, Parliamentary Secretary for Excise, Economics & Statistics and LM & CP, T Torechu, inaugurated the road linking Khong village to the district headquarter and the outside world. Khong Village, around 80 kms from the district headquarters, with the snow-capped Mt Saramati in the backdrop is one of the last border villages on the Nagaland side of the Indo-Myanmar border. “Even in our dreams, we did not expect that a road will pass by or connect our village”, said Thronghokiu, the head GB of the village in his welcome address during the road inauguration programme held at the village courtyard. gratitude that in 2007, the then MLA Torechu had come to the village on foot and distributed solar lamps to every household in the village. Electricity came to the village in 2010 and water supply a year earlier. The Parliamentary Secretary, who also represents 60 Kiphire-Pungro assembly seat, in his

address, said that the road connectivity will facilitate Khong villagers in many ways including conveying sick people to hospitals and children studying in institutions outside the village, bringing supply provisions and construction materials. Torechu urged the villagers to maintain unity among them-

selves and to judiciously utilize schemes and funds provided by the government if they want their village to catch up with other villages. Earlier, villagers had to carry the sick on their backs and walk a long distance to reach the nearest road. The Parliamentary Secretary further assured that road connectivity would reach Vongtsuvong and Tsungdang villages in two years’ time. Additional DC Pungro, MS. Tainu, said that with road connectivity, Khong village can now avail all government facilities. The ADC also reminded the village elders on the need to include women in the Village Development Board as per the state government guidelines. Earlier, Khong village was the proposed site for a new EAC HQ, which was later shifted to Khongsa because of distance and topography. Womenfolk of the village presented a cultural dance to celebrate the joyous occasion.

Nagaland Minister for Health & Family Welfare, Imkong L. Imchen today stated that there is an acute shortage of doctors in the state. Speaking at the general body meeting of the Nagaland In-Service Doctors Association (NIDA) in Kohima, he stressed the need to have a scientific approach of manpower planning. He informed that during 2010 or 2011, a few doctor posts was created, however, since then; the department has not come across any post creation proposal from the medical department. “After I joined the department also we have not initiated anything,” he said. He further noted that that the GoI had allocated Rs. 45 crore for a Cancer Hospital and Rs. 189 for a medical college. Nagaland state is also receiving another Rs. 386 crore from World Bank. “Within one year we have brought Rs. 602 crore,” he stated. Imchen however expressed dismay over the state plan allocation to the department during 2013-14, revealing that 50% of its proposal were cut down and brought down to Rs. 18 crore against the previous year annual plan at Rs. 36 crore. The Minister said that he was embarrassed at the treatment given to the medical department. He stressed on the need to have proper discussions with the finance department so that they clearly understand the position of the department. Referring to medical college, he said that the faculty has to be properly organized, financial applications need to be addressed and service rule has to be framed, besides the infrastructure. Meanwhile, the Minister also called upon the doctors to wear uniforms while on duty. “Why doctors are hesitant and do not want to wear uniform?” he questioned and called upon

the doctors to adhere to their medical ethics. He added that this directive for implementation will come into immediate effect. He also stressed on the need to disallow patients bringing their own clothing to hospitals and asked the medical superintendents to check such practices. Also speaking on the occasion, Parliamentary Secretary for Law and Justice, Land Revenue, Labour and Employment, Dr. Neikiesalie (Nicky) Kire sought the joint effort of all the people, in order to see that the medical college takes shape at the earliest.

Medical department dismayed over state plan allocation

Dr. Neiphi Kire, Principal Director of Health & Family Welfare, said the department has brought down the Infant Mortality Rate (IMR) which indicates the improvement of the socio-economic status of the people and that there was accessibility, availability and effectiveness of the health services. He said that for bringing down the IMR to 18, the Government of Nagaland was awarded Rs. 159 crore, however not a single rupee has been given to the department so far. He informed that, on directions from the Minister, he had spoken to some authority in the finance department and accordingly processed the paper for at least earmarking some fund to the department. However it was not given till now. Referring to medical college, he said “There should be a schedule for implementing this project. Kohima, march 7 (DiPr): The Supreme Court had earlier on July 18, 2013 passed certain directions regarding the sale of acid/corrosive substances. The Government of Nagaland is yet to notify the appropriate Poison Rules under the Poisons Act, 1919. As per the directions of the Supreme Court, it is brought to the notice of the public, which includes individuals, educational and research institutions, hospitals, industries, government departments and departments of public sector undertakings or sellers of acids and corrosive substances, their sale would be regulated until the new Poison Rules are promulgated. Paul Friday expressed concern over the growing influence of the outlawed Garo National Liberation Army (GNLA), a rebel outfit, in certain areas of the state. "The increased activities of GNLA and its growing influence in Garo Hills and parts of West Khasi Hills is a matter of serious concern," the governor said in his address to the state legislative assembly, marking the start of its budget session. Paul said activities of the outlawed Hynniewtrep National Liberation Council, a separatist outfit, have seen a decline during the past one year because of the constant pressure mounted by police. ‘M'laya facing power deficit’ SHILLoNg, MArcH 7 (IANS): Meghalaya, which was once a power surplus state, is facing a power deficit of 20-30% of the demand. "The power scenario has been a cause of concern during the last few years. The state has been facing a power deficit to the extent of 20-30 percent of the demand," Governor K.K. Paul said Friday in his address to the Meghalaya legislative assembly, marking the start of the budget session. However, he said the government has taken steps to augment the generation capacity as well as the transmission network to draw additional power from the North Eastern Grid. "Survey and investigation of the 280 MW Kynshi Hydro Electric project and the 90 MW Mawphu project is underway and the detailed project reports are expected soon," he said. "Steps have also been initiated for implementation of the 240 MW Thermal Power Project in Garo Hills under the IPP mode. "The government plans to tap all resources including free power entitlements from all generating stations even though they may be operated by the non-state government agencies in order to ensure turnaround of the Meghalaya Energy Corporation Ltd (MeECL)," he said. Paul said the government is also encouraging the development of efficient and clean energy and the growth of non-conventional energy. He said there is an urgent need for augmenting the state's generating capacity and to improve and strengthen revenue flows. "To achieve this end, the state has been implementing the power policy and it is expected that this will ultimately help to achieve the desired results," he added.

UNC gets written assurance from Government of India

NEw DELHI, MArcH 7 (NNN): The Government of India has informed the United Naga Council (UNC) in written that the process to form a special committee or high level committee to examine the 'Alternative Arrangement' for the Nagas of Manipur "is underway". The Ministry of Home Affairs (MHA) in a letter to the Naga body dated March 5 stated that it would seek clarification from the Election Commission of India (ECI) whether the formation of the special committee on the Alternative Arrangement will affect the Model Code of Conduct of the ensuing Lok Sabha polls. If it is going to affect the Code of Conduct of the polls then the announcement of the formation of the special committee on the Alternative Arrangement will only be made after the Parliamentary elections.

Naga Hoho view on Article 371 (A)

O

f late individuals and organizations including the Government of Nagaland has started ventilating its opinion on the provisions of Article 371 (A) of the Constitution of India which has once again rekindled our spirit to assert without fear. But at the same time, it is also disheartening that while enunciating their own opinions many of our own people without compunction pour out their perceptions thereby unconsciously narrowing the scope and provisions of the Article 371 (A). The Naga Hoho being a mass based organization deem fit to make its views clear that Article 371 (A) which may be viewed as collective view of the Naga as a whole. Naga society being a free and democratic society in nature, everyone is entitled to air his or her own views but when any subject related to common interest is to be touch upon, it will serve us better if one refrains from making any remarks which may be counterproductive to our adversaries. We must also realize that the Art 371(A) is not the Alfa and Omega for the Naga solution, but we may consider it as an intermis-

sion in the midst of our journey in search of political settlement. The provisions of Article 371 (A) correlates with Naga history and therefore it is in the fitness of thing if one tread cautiously while speaking or writing on this very provision and avoid his or her own lofty ideas. Naga Hoho wish to remind our people that the genesis of the concept and philosophy of the provision Article 371 (A) enshrined in the Constitution of India was expounded succinctly by our leader in the 4th Para of the Memorandum submitted to the British Statutory Commission popularly known as Simon Commission in 1929. After which, in June 1947 two months prior to Indian Independence, the Nine Point Agreement which is also known as Sir Akbar Hydari Agreement was signed between the British India represented by the Governor of Assam and the Naga Leaders encompassing all the provisions similar to that of Article 371 (A). Thus without any hesitation we can infer that the provision of Article 371(A) is a copycat of Nine Point Agreement. As a matter of fact, it is not fair to say that the provision

of Article 371 (A) starts and ends with the 16 point memorandum which was later converted to an agreement and enacted by the Indian Parliament as a Special Provision for the State of Nagaland. Although some within our family wish to propound that this particular provisions is only an outcome of the 16 Point Agreement. From all these sequence of events, one can easily understands that there was consistency in its approach in the minds of the Naga leaders in protecting the inherent rights of the Nagas. In other words, the provision kept for us in the Article 371(A) are neither a sudden outburst of an individual nor an imposition of others will on us but it was a spontaneous flow of collective thoughts and aspirations of the Nagas as a whole. This very provision in our humble opinion should be construed harmoniously with special emphasis on the Naga political history and in the context only. This is because this provision although came along with the creation of the Nagaland State but its concept was enveloped through Political revolution much before the Constitu-

tion of India came into being. Another aspect which needs to be understood by all Nagas both young and old is that this particular provision was given to us in order to suit our society because our way of life is much more different from the rest of the people of India in every sense of the term. As a result, the special provision of Article 371 (A) which is meant for our people cannot be interpreted like that of the rest of the provisions in the Indian Constitution. Otherwise it will be of no use to specifically insert this special provision in the Constitution if it is to be interpreted to serve the interest of other communities living within Indian Union. Knowing full well that Nagas are distinct in all aspects be it in appearances or landholding system or tradition and religion, etc., the Government of India has inserted the provision of Article 371(A) with a view of its historical and philosophical perspectives. Perhaps, we do not realise that this very provision belongs to us and not to others. What we need to remember is that as of now this provision is the only

bond of relationship between Nagas and Indians and nothing more. Ergo, any attempts to construe/ re-amend these provisions in line with any other Article or Clause in the Constitution of India will only push the Nagas farther and farther. In Conclusion, the Naga Hoho impressed upon every right thinking citizens not to indulge in giving individuals opinion on the Article 371(A) of the Constitution of India if one is not thorough of the Naga Political Philosophy, its Struggle and its History. The people in the state of Nagaland are the stake holder under the provision of 371 (A). Therefore, any Government of the day must consult with the public organization or civil body while interpreting the provision to safeguard the right of the people. Hence the question of consulting the civil bodies in this regard by the Government is a rightfully done and fulfils the aspiration of the people. Jalukie chief announces (Hengyi ko sa) the advent of Mlei-Ngyi Festival

he Jalukie Pumling Nko (JPN) chief announce the advent of Mlei-ngyi festival, one of the most important festivals of the Jalukie people, usually celebrated during the month “Mdui” (March: beginning 9th March until 11th March), marks the advent of a new farming season and a time to invoke God’s blessings for a productive farming year. The festival is a 5 days event involving a sequential day-byday activities like traditional fire-making, merry-making and traditional games and sports as the following highlights:Prelude to festival: Hengyi-sa: The village high priest/harbinger conveying all good wishes to his community proclaims the arrival of festive season and set the date of the festival so as to enable for preparation of self, food, drinks and dresses etc. All preparatory agricultural activities such as jungle clearing for current jhum and millet cultivation in fallow jhum areas are supposed to be completed well ahead of the commencement of the event. Kecimpu: This is an act of self cleansing and purification ahead of the festival and involves cleaning of clothes and belongings, seed treatment so that seeds sown after the festival are vigorous and healthy. Mlei zautau: This involves preparation of local rice brew especially meant to be drunk by the traditional fire makers. Main Festival events: Day 1- Mlei-teu: This event marks the commencement of Mlei-ngyi festival and is usually performed by the clan headman

(kizeu-pei) of each dormitory, who will make fire traditionally by using strands of bamboo (mlei-ria) and bamboo fine fibres and keep the flame burning until culmination of the festival. During the entire festive period, the clan headman will abstain from having any indulgence with wife and female. Heteu hebak dap/ Leidi: This event involves slaughter of domestic animals meant for food during festival in different dormitories. The evening also witnesses engaged couples being invited to their respective in-lows for dinner and blessing; boy invited to would-be-wife’s home and vice versa and this dinner invitation by village folks usually continues during the entire festive period. All male members usually with their cup of beer and meat preparations from home, while entering their dormitory usually make a howl as “Aoo...yieee… ketyei kesak ngyi, kehing kelia ngyi… aki, mlia pungla”…which means “festival of food and drinks, festival of prosperity and longevity”… Dreams were also interpreted the next day. Day 2-Rodi: In the early morning hours, some matured male members from the two major clan viz. Heu and Hau, forays into the jungle to make wooden totem (Herie) for each clan which is usually a 6-8 feet length wooden plank split and shared one each from a single tree. The plank is then brought to the village with each clan carrying their respective wooden totem and placed on a clean predestined location in front of each dormitory. Then all male members in tradi-

tional attires gather to howl around the totem thence proceed to play ground for traditional games and sports like hedau (kicking the plank), heram (high jump), tsugi (shot put), hesim (long leap), hejo (long jump), hepo (wrestling) etc… This event usually witness wide participation and stiff competition from capable youngsters and the event marks the best athletes of the village for the year. The sporting event culminates with a traditional howl (nro) by male members congregated around the field (hejo). Day 3- Bamsak: The day is significant with families sharing hengyi-dom (festival food package) to family members living out of the village. The evening hours are occupied with male members visiting female dormitories and calling them out by name and having verbal exchanges. Interpretation of dreams follows the next day. Day 4- Tsingpo nsa: The day is marked with different clan collecting firewood and piling in their respective dormitories and the headman serving dormitory wine to members. In the evening hours, female dormitory members, usually singing soulful ballets visits male dormitories and perform traditional events like heba lia (finger identification), heriang teu (tug-owar) and tsingpo nsa (firewood snatch). Day 5- Zausa: Merry making in respective dormitories prevails. Day 6- Gwangnim: The final day in which the clan headman (hegwangme) douses the Mlei-mi (festival fire). Members of the female dormitories collected

“kemniebi” (sticky rice) from respective households and after cooking shares it with male dormitories as well as each female member including young girls. Post festival events: Regapa: The event after the festival when male members begin agricultural practices of burning their jhum fields and in the process any wild animals and birds killed or captured are gifted to female dormitories. Female members collect meat from their homes and cook in dormitories. Discarded pieces of meat and bones (hailodum nsa) are collected by younger boys. Gaipia mna: Boys and girls together have recreation and merry making with bride-tobe by singing soulful ballets and conundrum. The bride-to-be along with friends from her dormitory selects a married man to lead during “nta” (traditional dances) and gives him mouthful of salt and wine. Mtim: A day for facilitating and solemnizing traditional marriage ceremonies akin to Christian holy marriages and involves marriage feast for the entire village folks. The office of the Jalukie Pumling Nko Nagaland, while pronouncing observance of “Mlei-ngyi” festival in its land from March 9-11, 2014, also coveys Mlei-ngyi greetings to its people and wishes everyone a festive season and bountiful blessings from the almighty God for a prosperous year.

The study of history, the growth and working of postal services in the world is a very informative and interesting subject, similarly, the hobby of philately and the study of stamps. Nagaland Governor, Dr Ashwani Kumar acknowledged this at the inaugural function of Nagaland Philatelic Exhibition 2014 (NAGAPEX-14) at Don Bosco Higher Secondary School here on March 7. Philately and stamp collection are rare hobbies, but realizing its importance and to popularize the hobby of stamp collection among young children through workshops, lectures etc., Postal Services, Nagaland, organized the event. Speaking as chief guest, the Governor stated that the hobby not only improves knowledge, but widens the mind. “It is amazing that we can learn a lot of history, geography, and read the continents, gain immense knowl-

I think we need to recognize their contribution...” Meanwhile, director, Postal Services, Nagaland, Som Kamei in his welcome address stated that philately is a hobby which does not involve much money, but the rarest and famous stamps can be worth millions. Moreover, “it teaches us about our history, famous personalities, our culture, our flora and fauna.”

He asked the students to remember the two “very important” things to learn in school – “What and how you speak” and “what and how you write.” He stressed that proper use of language leads to a great extent to decide the response of the action of the receiver (letter). “If your words are sweet and your expressions meaningful you will always receive a positive response,” he exhorted. Further, he told the students that letter writing involves three things – thoughts, words and expressions. “You must have very good command and proper control over language to make progress in life.” He asked them to be very careful about use of “abusive, derogatory, unparliamentary words.” He further encouraged them to control their minds and

At Liphi village, the press note cited locals as saying, “we have only heard and read in the papers but have not seen any minister for the last one decade come to visit us like this.” Besides the Foothill Road, the Minister also inspected the ongoing NLCPR and PMGSY road constructions in Bhandari area. The note informed that the Foothill Road will cover Tizit in Mon district till Niuland under Dimapur district in the first phase; while the second phase will cover Chumukedima till Khelma in Peren district. The total length of the road has been estimated to be around 300 kms. Altogether, road formation cutting of over 3 kms in Mokokchung district and 22 kms in Wokha district has been completed till date.

When or how did this Chief Guest culture started in our society maybe hard to trace back with definite conclusion but one certain assumption that can be argued is that it may have started when the Indian officials visiting the Naga Hills before or during the inception of Statehood were showered and honored with rich traditional gifts and by displaying our rich cultural pageantry. They sure were welcomed and treated with great pomp and splendor .While some are of the opinion that it must have originated when our brave warriors during the headhunting days of yore were welcomed back with much ado and bustle with their trophies and spoils of pillage and plunders. Chief Guests: Chief Cash or Chief Cost? enterprise he/she seems to be the ‘Hero/Heroine of the Hour ’. Even the student conferences and the church programs are no exceptions. But in the midst of all this, are we missing something out? In the recent scenario Power, Fame and Money seems to be the three most important criteria in the selection of the Chief Guest and the last one among the three seems to be the most important factor for the majority of the Nagas, so that the most asked question after the function is ‘Well, how much did our Chief Guest donated?’ which now has become the catchword and not ‘What, why or how’ did the Chief Guest speak about. I would never say inviting a chief guest to be a part of us in any event is wrong but shouldn’t our motive and objective be clear and well-defined too? To bring the matter straight home, how can a thief preach about honesty and decent earning of livelihood? How can an alcoholic preach about Prohibition or to be a teetotaler? How can a person of loose morals advise others on HIV/AIDS or sexual morality? How can someone who shoot, kill and savor wild animals and birds, preach about preserving flora and fauna of our land? How can someone who steals public funds through his pen talk against extortion by guns? How can someone who receives money under the table talk about equal opportunity for all or transparency and

accountability? How can someone who is never regular, sincere and honest in his official assignments preach about the dignity of labor, dedication, obedience and success? How can someone who encroaches government land harp on right conduct of others? The list is endless. Before inviting anyone for any event why don’t we examine or investigate the person’s integrity and credibility? I once overheard when some youths who happen to be from our same church and also working in some local and regional student bodies about inviting tainted politicians, bureaucrats and public leaders. Though I am not against anyone of them yet many of them with a questionable personality and dubious reputations are invited to speak on public platforms on various issues ranging from moral issues on God Himself o and they do so such impunity. The presence of a persons like Sir Thepfhoulvi Solo and Sir Khekiye Sema at the ACAUT rally and at a Student Conference a few days back to exhort the young minds and the people was indeed a blessed moment no amount of money can

Or the invitation of Pastor Colo Mero as a Special Guest by the Xelhozhe Youths at their cricket tourney for his prayers last year is indeed some illustrations and cases which others must follow suit. Today at the crossroads, the young Naga generation needs honest, dedicated, bold and Godfearing leaders to inspire, ignite and instill them with a mission, with a vision for purposeful and a meaningful life. We need leaders of integrity, leaders who practice what they preach, leaders who can go the extra-mile, leaders who think out-of-the-box. Efficient, pragmatic and visionary leaders who works and plans meticulously and diligently for the well being of the society with money as only a secondary means to help and not for appeasement or enticement for future political mileage or personal gains. A notable and a distinct example to be appreciated was of our honorable state Road and Bridges Minister, Mr Azo who as a chief guest at the Western Chakhesang Youth Organisation sports week recently, reprimanded some public leaders who took time-out and took on the dais, made a public request to the minister to repair their village road and tried to bestow him by showering gifts. Instead the straight-forward minister reproved of such gesture and said there are certain government protocols and guidelines to be followed

Moreover, the young dynamic and the energetic leader is proving all his critics wrong showing that he is as man of his words bringing much relief to the people by repairing the depilated roads condition and by being there himself at the place and time,as his portfolio suggests, the roads. Leaders, both the hosts as well as the invited must always remember that they do not own this world, they have borrowed it from our children. The trend they are setting today will be adapted by our children tomorrow. And together we should be answerable to them tomorrow for whatever we all do today. The Dimapur Sumi Baptist Church, last year during its ‘Youth Fest’ invited some young fine examples of successful individuals and as the nomenclature of the fest suggested, three dynamic youths, self-made youths who worked their way to success by the din of their own sweat and hard work in business, competitive exam and financial investment to inspire and instill the spirit of hardwork and diginity of labour to the youths. An exemplary instance is that of the Mishikito Student’s Union, Dimapur, who returned back the amount donated by the Chief Guest. It is an example, I believe, we should all emulate. Can we do that?

ast year I was invited by a community to celebrate ‘Mothers Day’ in their church and to exhort the mothers present there at the function. It was an opportunity for me to talk to our mothers and their selfless and dedicated family life, standing as a strong pillar of support and strength to their husbands and children and knitting the fabric of family life together in God’s love. You will all agree with me that family is a place where there is love, care, concern, support and all that we can think and talk about human life. We all come from families and without mothers we would not be in this universe. Sometimes we are grateful to them while most of the times we take them for granted. I salute all women today for being a woman because God loves you and has placed you to be a mother, sister and wife here on this earth at this point of time. In the exhortation I narrated a story of how a wife began to correct her erring husband with love and understand which brought change in her husband’s life and the restoration of family happiness. International Women’s Day is annually held on March 8 to celebrate women’s achievements throughout history and across nations. It is also known as the United Nations (UN) Day for Women’s Rights and International Peace. Women's oppression and inequality was spurring women to become more vocal and active in campaigning for change. Then in 1908, 15,000 women marched through New York City demanding shorter hours, better pay and voting rights. The first International Women's Day was held in 1911. Thousands of events occur to mark the economic, political and social achievements of women. Organizations, governments, charities, educational institutions, women's groups, corporations and the media celebrate the day. A global web of rich and diverse local activity connects women from all around the world ranging from political rallies, business conferences, government activities and networking events through to local women's craft markets, theatric performances, fashion parades and more.

INSPIRING CHANGE: Inspiring Change is the 2014 theme for our internationalwomensday.com global hub and encourages advocacy for women's advancement everywhere in every way. It calls for challenging the status quo for women's equality and vigilance inspiring positive change.

EQUALITY FOR WOMEN IS PROGRESS FOR ALL: The UN Theme for International Women's Day 2014 is "Equality for Women is Progress for All”. If one of the parts of our body is wounded, all the other parts suffer with it. For a healthy body, all the members of the body need sound state of health. When women are treated equally – the social stratum grows and evolves equitably. As long as condemnation and inequality exist for women, the two wings of the human life (man+woman) don’t flab equally. For a healthy societal atmosphere, the two lungs of society (man+woman) need to breath properly. Progress is to be seen as an integrated, holistic and all encompassing phenomenon that affects every aspect of the proceedings of society. In that sense, the word “ALL” will be a true representation

of both ‘Man and Woman’. Absence of one will mean, incomplete reality of the whole. Progress would mean participation of both ‘Man and Woman’. That sounds logical and comprehensive.

PARADOX OF CELEBRATIONS: Though we claim to have high respect and regard for women, how many schools, colleges, institutions really honour and encourage them on a special day like today? Still the women folk are large sidelined from public meetings and participation in village decision making. Are you not surprise to see a small boy accompanying his sister/aunt when out for work as if he could protect her. That’s called protection of the fairer gender. CONCLUSION: Whether you like or not, you can’t change your mother who is a woman. We dream and strive to achieve international standard treatment for women but that reality begins from our local surrounding – home, market, waiting shed, play ground, school, office and society. You and I can be those active actors to realize fair treatment for women. As we think globally, we need local actors. Hope you are one such noble soul.

would like to start by saying that it is true, that both men and women are equal in every manner, complementing to each other in the creation of God, and have both passed through times good and bad, hard and soft, having battled with themselves and their fellow beings; fighting for what is good and right, standing for truth and justice for the good of one as well as manyin their generation and the ones to come and have come out victorious with the passing of every ordeal that comes their way with their knuckles skinned and their voices rasping. However, on this occasion, I wish to concentrate on the fair sex. In fact, it is my opinion that there would not have ever been a special day for women if there were no substantiating evidence behind it. There were women who dreamed, had great visions and shaped themselves to face the challenges of life in its entirety to prove that they are true heroes to be admired, appreciated and imitated.

Women everywhere have survived,with the mere desireto protect what they believe and to preserve it for the next generation to learn. There have been many women who have made their mark in history, with their contributions to great discoveries and for voicing out the cries of many. These are indeed, great women. However, what strikes me most, are not people that I hear of on the news or the great ones here and there that people commends ¬- I am more concerned with the everydaywomen. I’ve come across many women in my life and the shade of emotions they evoke in me are strong-The colours of determination, staunch resolve, perseverance, patience, tolerance and love for someone or something they hold close to their hearts. These are the components of a rainbow they have painted in me, and that I closely remember when I think about it. It is such an honor for me to meet so many women daily who sharesuch intense desires and passion to bring the change they so want to see; each

doing their own bit in order to make their homes and their arms a better place for others. They do this by harnessing the true strength of a woman, i.e. the capacity she holds within her to change the world. The ‘daily women’ I meet have amazed me with the inner strength they hold to ‘take the kick and bite the dust’ with only the slightest noise of discomfort through gritting teeth. This, I believe is because they have the staunch belief that tomorrow is another day and will yet be a better one. No matter what comes their way, they are prepared to face it and strive to come above it even without being properly prepared. Because of this, they may sometimes be called stubborn or irrational – I consider them as tolerant and brave. This is because they do not do it for themselves, but so that someone else may benefit from it. When I think this, I picture how a mother would most willingly stand in front of a gun and face the bullet as long as she can protect the one she shields behind herself. They have convinced me that being a woman is

not a curse to be endured since the time of birth, but a blessed gift to praise from this world to the next as we have been chosen for a great work –to work for the goodness of others and be a pillar of strength and support in times of need. Even on her death bed, a mother consoles her loved ones around her till her last breath. We, as women, have the capacity to bear so much pain and still rise up and prepare to overcome the next obstacle. We have the power of unclouded judgment and still have room for empathy. Our hearts are not a weakness but a great strength we have ready in the palm of our hands. We do so much and still do more, as making sacrifices are a thing of daily occurrence. There goes a saying, “You educate a man, you teach an individual; you educate a woman, you change the society.” This is more or less the underlying theme of the whole purpose I write this, and I feel it is my duty to carry on the legacy of this message on to all of my mothers and sisters in this world where I live and enjoy being a woman.

We are young women of the millennial generation, with more than 100 International Women's Days (IWD) gone by. We live in an era of increasing inequalities of wealth and resources and continue to witness a frightening backlash against women's rights gained to date. IWD remains meaningful to us because we see young feminist activists claiming this day as their own, gathering at the forefront of today's most heated disputes, demanding access to abortion, amplifying voices of sex workers, or seeking justice for the disappearances of women human rights defenders. They are casting off the taboo of feminism, applying new social media technologies and drawing on the arts to make these celebrations relevant and expressive of multiple realities, identities, and movements. Each year, IWD falls around the annual session of the UN commission on the status of women (CSW), a key policymaking space for governments to make commitments to women's human rights. However the CSW remains a somewhat exclusive space that many people have not heard of or find difficult to enter and influence. Global decision-making spaces for women's human rights continue to fall outside of the popular gaze. This is a dangerous disconnect. IWD is just one day, while the CSW could potentially guarantee that every day will be women's rights day in practice. Despite the barriers, young women are finding alternative ways to contribute to an age-old struggle. Whether hashtagged in tweets, composed into songs, or included in official statements at the UN, we believe the groundswell of young feminist activism can revitalise the power and

potential of decision-making spaces like the CSW or IWD with radical solutions, strategies, and spirit. The value of IWD is in our ability to integrate these new voices and find the threads that weave us together. On Saturday a number of my friends will post something on Facebook to celebrate women or speak out against gender inequality. International Women's Day makes it easy for young people to put on their parttime activist T-shirts. It's great. Ordinary people will get excited about women's rights, if only for the day. But, those of us who've invested in a professional wardrobe to fly the flag for feminism need a serious think. Are we doing enough to educate and motivate the public to really challenge societal norms that lead to discrimination against women? We need to tackle difficult ques-

tions such as: how can we increase the number of young women in leadership positions? Why don't young women have the same access to employment and participation in decision-making as young men? International Women's Day will spark these debates and steer public opinion. That's why we need it. However, we also need to raise the profile of negotiations such as the UN CSW. While it might not sound trendy, opportunities such as this can be harnessed to influence decision makers, policymakers and ultimately the international laws that can be used to secure and protect women's rights. The more ordinary people that can add their voices to the debate, the more chance the outcome document will have of being rooted in people's experiences. The more the negotiations reflect our reality the more useful they can be in bringing about the changes we want to see. Yet even my friend with the T-shirt has never heard of the CSW. Let's hope International Women's Day 2014 will draw attention to the thousands of activists gathering in New

In 2012, at a UN Women and African Union symposium, I had the pleasure of hearing Etenesh Daniel speak about how she manages a financing group in Ethiopia. Etenesh wasn't a typical speaker at this meeting of African ambassadors and UN officials – she is an Ethiopian farmer. Her speech symbolised why International Women's Day is important. It is the one day in the year when the amazing contributions made to ordinary lives by extraordinary women are recognised and celebrated. In my work as the gender and business development adviser for Farm Africa, I work alongside Ethiopian women who bravely voice their desire for equal opportunities and an end to harmful traditional practices. It is estimated that closing the gender gap in agriculture could reduce the number of hungry people in the world by 12-17%. At Farm Africa we know that women have a crucial role to play in the development of the rural economy. That is why we design projects that empower women like Etenesh. We have challenges here in Ethiopia, but we take this day to celebrate and recognise the contribution of women to our society, and we must keep making progress toward equality. I know that inequality isn't just a developing world problem, how many female leaders are there around the world?

How the Indian Man Leads the World in Preening

he average Indian woman spends more time on household chores than women anywhere else in the world. No surprise, then, that the average Indian man spends a huge chunk of his day eating, sleeping and preening. His contribution to household work is among the lowest world-over. Those were some of the findings by the Organisation for Economic Co-operation and Development, which released a study Thursday on gender disparities in 29 countries. Indian women, the Paris-based group found, spend about six hours a day on unpaid household work such as cleaning, cooking, shopping and child care. Their male counterparts spend less than an hour, or 53 minutes, a day on those activities, only be-

hind Korean men, who spend 45 minutes a day helping around the house. So what do Indian men do for most of their day? Answer: Eat, sleep, watch television and listen to the radio. That’s right: The average Indian man spends more than 11 hours a day on what OECD describes as personal care — mostly sleeping, eating and drinking. That’s half-hour more than the average time Indian women would spend on those activities, an hour more than what an average American man would spend, and two hours more than the average Englishman. In fact, it’s the most anyone spends on personal care world-over. They do, however, give over comparatively less time than their American and English counterparts to leisure activities such as playing

sports, watching television, or visiting friends. An Indian man spends an average nine minutes a day on playing sports, but he watches television for an hour. In the U.S. and the U.K., in comparison, men dedicate about halfhour each day to sports, and about two-and-a-half hours to watching television. A startling statistic: Indian women spend less than an hour a day watching television, the lowest when compared with women worldover. Given the slew of Hindi dramas that have sprung up on Indian channels in recent years, and the fact that a vast majority of Indian women are homemakers – only onethird of India’s total paid labor force accounts for women – that may seem like a gross underestimation. And in all likelihood, it is.

OECD’s report compares countries based on the latest government data available for these indicators. In India’s case, the most recent information is from 1999, when only a handful of programs played on television. Moreover, television was, at the time, a privilege reserved for the elite and upper-middle class. Now, it is ubiquitous and not unusual to see television sets in the smallest and most makeshift of homes in India’s slums. One could also argue, similarly, that thanks to urbanization and mechanization, the hours women put into housework have rapidly reduced over the last decade. It remains, unclear, however, whether the same can be said about men’s contribution to household work. Recent studies show that despite the

push for women empowerment and gender equity, Indian men remain wary to lend a helping hand at home. In 2011, for instance, the International Center for Research on Women, a U.S.based nonprofit surveyed men across six developing countries, and found that in India, men said they pitched in with less than a quarter of the total housework. In the other five countries – Brazil, Chile, Croatia, Mexico and Rwanda – men said they divided household chores equally. India and Portugal are the only countries on OECD’s list to have government statistics only dating to the 1990s. Almost all others have data over the past decade; the U.S., for instance, has statistics from 2010, while the U.K. from 2005.

ith better food supply and nutrition, healthier lifestyle, better hygiene and, most importantly, advances in healthcare, Indians now live longer - life expectancy has gone up from 31 years in 1947 to 64 years in 2005. And according to the World Population Prospects 2012 published by the United Nations, the share of people aged 65 years and above in the country is forecast to increase from 5.1% in 2010 to 12.7% in 2050, while the average life expectancy is projected to increase from around 65 years in 2010 to 73 years in 2050. However, longevity is a doubleedged sword considering rising medical costs, mounting inflationary pressures and rapidly changing lifestyles. Nonetheless, a longer lifespan is a blessing and the best way to make the most of this piece of good fortune is to plan for it. Paradoxically, however, Indians do not seem to be keen on planning for the autumn of their lives. A recent study by Max Life Insurance along with leading research firm Nielsen on "Retirement Usage & Attitude" covering 1,091 male respondents in the 3150 bracket across the country revealed that a mere 28% had started planning for retirement, with a majority investing in life insurance policies. The average age of retirement in India is around 59 years though the survey

revealed that 24% of the younger crop of working professionals hoped to retire before 55, implying that this group would need to have a large retirement corpus that could provide financial security for at least another 20 years. Still, less than 28% of the current working population has begun to plan for its retirement. The rest believe they can start investing for retirement in their late 30s and still accumulate enough wealth for an independent, peaceful and comfortable retired life; in fact 10% of them believe they will have greater financial independence during their sunset years. Only 1% of the respondents agreed that their retired years could imply financial struggle. Ironically, even though 75% agreed that their routine expenses would increase post-retirement, the majority did not have a plan to counter the rise in expenditure! Indeed, metadata suggests that India's salaried class is by and large unprepared for retirement. Wake up and smell the coffee Surprisingly, a majority of Indians remain detached from the reality of an impending financial crunch. Half the fraction that claims to have invested for its retirement concedes to ad hoc or convenience-based planning, saving only when they have additional money, without the guidance of a professional financial adviser. As many as 63% of investors re-

fuse to review their retirement needs before retirement, while a majority in non-metro cities ignored inflationary effects while building a retirement corpus. The Max Life Insurance and Nielsen study suggests that 48% of the members in the overall investor group were oblivious to rising medical costs. Further, more than 50% expected to live with their children during their retired years despite belonging to nuclear set-ups themselves today. Incumbents need to realize that it is easy to save for retirement during the early stages of one's career when there is no pressure to support a family and minimal health expenses. Deferring retirement planning implies a "cost of delay" - the greater the delay, the higher the costs. Even in our survey, 65% of the retirement investors were of the opinion that they should have started earlier and at least a third expected to face financial uncertainty after they had retired. Healthy, Wealthy & Wise While building a nestegg is critical to a hassle-free retired life, investors need to adhere to simple but intelligent investment techniques during their working years. For instance, investing in a health insurance policy that covers the policy-holder until 70-75 years of age is a smart move to make when you are young and healthy as it becomes increasingly difficult to get adequate coverage with passing

years and deteriorating health. Likewise, it is sensible to borrow for children's education and save for one's retirement. In the survey, 73% of the respondents considered their children's education a greater priority than saving for their own retirement without realising that while there are numerous avenues for educational loans, there are limited options for their own financial security after retirement. Besides, an educational loan inculcates a sense of financial discipline among the younger generation and prompts them to focus on savings early in life. Another smart tactic is to invest in a life insurance pension plan that guarantees monthly returns. Life insurance by itself is an appealing option for many investors because of the perceived safety, guaranteed high returns and tax breaks available. If bribery, extortion, nepotism, cronyism, patronages are forms of corruption what about rampant hike prices in shops and labor wages etc.? Yesterday I ordered one ordinary single bed from Purana Bazzar. A Thela (wheel barrow) Puller delivered to me behind civil hospital. I asked how much I should pay you? The puller asked me to give only Rs.300/- and added for others he charges Rs.350-400. I was shocked yet I smiled at him. I told him “Misha nakobi kun pora imman tu dibo, itutu bishi ashe Rs. 150 lobi. Then suddenly he started shouting at me, “ Ekshow pachas (150) lobule tin sho manghi bo? Dushara mano 350-400 loeto.” I was even more shocked and angered by the way he reacted. I asked who made this price for you? After few minutes of argument I requested him again to take Rs. 150 and go. Ahh even worse he said, don’t give me I will not take the money and pretended to move away that left me red face and humiliation in front of others. Then I call him back raised my voice how much do you earn in Bihar the whole day? I said, I am a post graduate student and employed, I work 8-9 hours in a day and earn Rs. 350/-. How can you demand Rs 300-400 for 10-15 walk/ work. This is extortion, unfair and blah blah blah. Finally he took the money and went away. My mind is really disturbed and sense of uneasiness for the way I have shouted him back. As a peace activist I always try to live a simple life, respect, accept, fair, honest, but it has become almost every day experience for many in one way or other. Let us discuss! The experience has led me to question the following: what is really happening in Dimapur? Do the wheelbarrow puller deserves Rs.300-400 for 15 minutes work? Have I raised my voice unnecessarily? Do we have consumer rights association? If we have, what are they doing? Who is responsible for unchecked hike prices from smallest to biggest thing in our state the shops and others? Is that a form of taxation and corruption by non local entrepreneurs? Kote Elah: I think you still paid too much. Honestly, its a serious concern. We may all as well be cart pullers if he could earn that much in 15 minutes. However to be on the safe side, I was told by my teacher to first settle the fare prices before hiring any such services. Local Ground events add to traffic woes

We have IG Stadium & Kisama ground which is much bigger & better place for such activities. The authority should put public inconveniences into consideration while executing decisions. Noune Sekhose: Today's traffic jam was indeed, bad..worse than the other days. Its not a bad idea, if any such big events be venued at IG Stadium Peter Rutsa: The purpose of Kisama is not to host sporting events of such popularity and the attendance it evokes. IG stadium has always being suggested to host such events by all those who love Kohima town and want the best for it inspite of all its limitations. But till now only suggestions were given. This menace of traffic jams being caused by mega Naga and tribal events at Kohima local ground needs a serious thought. Infact its about time citizens put down their foot and say enough of it. I am a wrestling lover (Didn't find time to watch either Angami or Naga 2014 though) but for my enjoyment putting others to inconvenience is not my cup of tea. Its never too late and will be raising this issue.

Kejriwal takes aim at Modi’s economic model

New Delhi, March 7 (reuters): Bharatiya Janata Party’s (BJP) Narendra Modi, who leads opinion polls ahead of next month’s general election, faces pressure from anti-graft Aam Aadmi Party (AAP) attacking his economic model on his home turf, the thriving state of Gujarat. The pro-business leader has presided over rapid economic growth during more than 12 years as the chief minister of Gujarat, and slashed red tape to attract companies such as Ford , Maruti Suzuki and Tata Motors. Now, Modi promises to replicate his state’s development model nationwide if he becomes prime minister. But Arvind Kejriwal, the leader of the Aam Aadmi Party, on Friday said small businesses in the state were being shuttered, public schools and health services were in poor shape and claims of regular supplies of electricity were not true. “What is your development model?” Kejriwal asked as he tore into the heart of Modi’s campaign, saying that 400,000 of the state’s farmers who had applied for electricity connections years ago had yet to receive them. “If you haven’t even given a connection, how will you give them electricity?”

New Delhi, March 7 (iaNs): The Supreme Court Friday declined to put on hold the bifurcation of Andhra Pradesh while issuing notice to the central government on a petition challenging the constitutional validity of the state reorganisation act. Issuing notice, a bench of Justice H.L.Dattu and Justice S.A.Bobde said that the matter should be heard by a larger constitutional bench as it involved constitutional issues, and the larger bench can decide whether carving out of Telengana could be put on hold or not. The new state of Telengana will come into existence on June 2. Lok Sabha had passed the Andhra Pradesh Reorganisation Act, 2014, creating India’s 29th state Feb 18 and the same bill was passed by Rajya Sabha two days later on Feb 20.m The issuance of notice on the batch of petitions came after apex court had Feb 7 and 17 declined to entertain petitions challenging carving out of Telengana saying it was then “premature”. The court issued notice on a batch of petition including one by former Andhra Pradesh chief minister Kiran Kumar Reddy who had contended that the bifurcation of the state was against constitutional provisions and for political expediency. Kiran Kumar Reddy, who resigned as chief minister as well as from the Congress to protest the bifurcation, has sought a declaration that the Andhra Pradesh Reorganisation Act 2014 was unconstitutional as it violated the constitution’s basic structure and has been enacted without following the due procedure of law and the constitutional provisions. The petition said that there are certain implied limitations on the power of parliament and while carving out new states from the existing states, it can’t exercise unlimited power without giving due regards to the views of the state assembly. Kiran Reddy’s plea said that the implied limitations on parliament’s power come into play with regard to the basic features of the constitution. Parliament under article 3 of the constitution, the petition said, could only alter or adjust the boundaries but not extinguish an existing states. “The power of parliament to alter the boundaries of states without their consent is a breach of federal principle and that parliament on its own has no power to alter the boundaries of states,” the petition said. Kiran Reddy said that under the constitutional convention, formation of a new state would follow the recommendation of a State Reorganisation Commission and any similar panel and whether a departure could be made from following such a procedure for bifurcating Andhra Pradesh for carving out Telengana. The formation of the three new states - Uttarakhand, Jharkhand and Chhattisgarh - was preceded by unanimous resolutions of the concerned state legislatures, he noted. “In a federal set up, where the states share considerable degree of sovereignty with the Union, the latter cannot act unilaterally in disregard of the wishes of the states,” said his plea.

Naval commander killed in leak aboard warship under outfitting

MuMbai, March 7 (iaNs): In the second major incident affecting the Indian Navy in a fortnight, an officer was killed and a worker injured after inhaling carbon dioxide gas which leaked from a container on an advanced warship, INS Kolkata, being outfitted at the Mazagaon Docks Ltd (MDL) here Friday afternoon, an official said. The leak is believed to have occurred after a cylinder accidently opened and reportedly hit the victim, Commander Kunal Wadhwa, 42, around 12.45 p.m. Commander Wadhwa, a resident of Colaba in south Mumbai, was pronounced dead at the state-run St. George Hospital. Another MDL worker, Aslam G. Kazi, 51, a resident of suburban Malad, has been admitted to private hospital in Mazagaon. Police plan to record his statement after he stabilizes, the official said. The 7,000-tonne vessel, the lead ship of the Kolkata class of guided-missile destroyers and designated Yard 701, was undergoing trials when the tragedy struck. According to an official who requested anonymity, the valve on top of the CO2 gas cylinder burst, apparently hitting Commander Wadhwa on the chest. As he collapsed, he may also have inhaled the gas, resulting in his death. “There was no blast or fire or damage otherwise. With some upgradation and repair, the ship will be fine. There should be no delay in commissioning,” a MDL spokesperson said. MDL is India’s premier shipyard and manufactures warships, submarines, offshore platforms, tankers, passenger ships and support vessels for the Indian Navy and also private sector. This is the second incident to have hit the country’s defence establishment within a fortnight. On Feb 26, a fire on the mess deck of the INS Sindhuratna submarine resulted in the deaths of two officers when it was on a training mission in the Arabian Sea. Seven sailors were injured and were airlifted to the INHS Ashvani hospital in south Mumbai. The vessel was laid down in September 2003 and launched in March 2006. Two sister ships, INS Kochi and INS Chennai, are also under construction at MDL. The Kolkata class vessels are the follow on of the Delhi class destroyers of which the Indian Navt operates three - INS Delhi, INS Mumbai and INS Mysore.

Putin rebuffs Obama as Ukraine crisis escalates

MOSCOW/SIMFEROPOL, MaRCh 7 (REutERS): President Vladimir Putin rebuffed a warning from U.S. President Barack Obama over Moscow’s military intervention in Crimea, saying on Friday that Russia could not ignore calls for help from Russian speakers in Ukraine. After an hour-long telephone call, Putin said in a statement that Moscow and Washington were still far apart on the situation in the former Soviet republic, where he said the new authorities had taken “absolutely illegitimate decisions on the eastern, southeastern and Crimea regions. “Russia cannot ignore calls for help and it acts accordingly, in full compliance with international law,” Putin said. The most serious eastwest confrontation since the end of the Cold War - resulting from the overthrow last month of President Viktor Yanukovich after violent protests in Kiev - escalated on Thursday when Crimea’s parliament, dominated by ethnic Russians, voted to join Russia. The region’s government set a referendum for March 16 - in just nine days’ time. European Union leaders and Obama denounced the referendum as illegitimate, saying it would violate Ukraine’s constitution. The head of Russia’s upper house of parliament said after meeting visiting Crimean lawmakers on Fri-

This was a fairly moderate solar storm caused by a coronal mass ejection (CME) impacting the Earth’s magnetosphere for several hours. NASA’s three THEMIS (Time History of Events and Macroscale Interactions during Substorms) spacecraft were in the right place at the right time - flying through the magnetosphere’s boundary approximately 45 minutes apart - and caught this interaction. THEMIS showed that the tongue of the earth’s cold, dense plasmasphere material stretched all the

way up to the magnetic reconnection point where the CME had made contact with the magnetosphere. The plume had a dramatic impact on the characteristics of the magnetic reconnection region. “It would not work if the magnetic reconnection happened for only a few minutes. But if it lasts long enough, the whole magnetosphere gets involved. This tongue of the plasmasphere surges out, adding another layer of protection, curbing the magnetic reconnection,” explained David Sibeck, a project scientist for THEMIS at NASA Goddard. Such observations could lead to improvements in space weather predictions, which would be as useful for spacecraft operators as terrestrial weather forecasts are for us here on earth. The study was published in the journal Science Express.

Thailand’s navy filed criminal defamation charges late last year against the English-language Phuketwan website for publishing stories alleging military involvement in the trafficking of Myanmar’s ethnic Rohingya. Two journalists from the media outlet are due to report to public prosecutors Monday, when they may be formally charged for publishing false information defaming the navy. If found guilty, the accused face up to five years in jail and a fine of 100,000 baht ($3,100). Human Rights Watch said the navy “should cease its efforts to silence the journalists and instead permit civilian authorities

to conduct a thorough and impartial investigation into alleged trafficking and other serious mistreatment of Rohingya ‘boatpeople’ by navy personnel.” Phuketwan has for several years taken a leading role reporting the plight of the minority Muslim Rohingya, who are fleeing persecution, abuse and poverty in Myanmar. In July, Phuketwan posted a story carrying excerpts from a report by the Reuters news agency alleging that members of the Thai military were involved in trafficking captured Rohingya illegal immigrants. The lawsuit filed by a captain on behalf of the Thai navy charges that the website violated Thailand’s 2007 Computer Crime Act, which bars the circulation of material deemed detrimental to national security or that causes panic. As an Executive officer, you would be at the helm of affairs in ships. Executive officers are leaders of men, strategists of modern warfare and ambassadors of our country when in foreign waters. Modern warship are highly evolved fighting machines needing capable and decisive leaders to operate them. A glorious career would see many highpoints and chief among them would be Command at sea. Executive officers actively participate in all facets of Naval operations i.e. air, surface and sub-surface operations. They are specialists in Missile and Gunnery, Anti-Submarine Warfare, Electronic Warfare and Communications, Navigation and Direction, Hydrography and NBCD. 5. Hydrographic Officer. Hydrography is one of the sub-specialisations of the Executive branch of the Indian Navy, which qualifies officers to undertake Hydrographic Surveys of uncharted Indian & foreign waters for production of nautical charts for safe navigation at sea. Hydrography not only contributes towards safety at sea, but also plays a big role in successful completion of various coastal/offshore developmental projects. It is a highly challenging and satisfying discipline. The National Hydrographic Department of the Navy is one of the most advanced Hydrographic Services in the world. Officer’s joining the cadre undergo internationally recognised hydrographic courses, which would qualify them to undertake hydrographic tasks all over the world. Those joining Hydrographic Service would also get an opportunity to serve at the National Hydrographic Office, Dehradun and the National Hydragraphic School at Goa which are internationally acclaimed for their modern chart production and hydrographic training facilities respectively. DUTIES OF TECHNICAL OFFICER 6. Tech (GS) Branch As a Technical officer you would be responsible for keeping the naval ships and aircraft fighting fit at all times. Technical officers handle state of the art weapons (Gunnery, Missiles and Anti Submarine) and propulsion systems (Gas Turbines, Diesel and Steam Engine). Selected technical officers are also deputed for M Tech from prestigious academic institutes like IITs/IISC. Opportunities for handling projects involving high end technologies are also provided to Technical Officers. 7. Submarine Specialisation. As a Submarine Technical Officer you will be responsible to run & maintain modern submarines and its weapon systems. You would get professional satisfaction of maintaining hi-tech machines with state-of-the-art weapon control systems, computer controlled machinery and awesome fire power. On successful completion of the rigorous training conducted at different training establishments, you will be a proud possessor of ‘Dolphin Badge’ and become a member of a very elite arm of the Navy. 10. Cost to Company (CTC). The CTC for a Sub Lieutenant would be approximately Rs. 66500/- for Tech. (GS) and Executive (GS) and Rs. 77750/- for Submarine Specialisation (Engineering and Electrical) per month. This includes Basic Pay, DA, Grade Pay, Military Service Pay, House Rent Allowance and Transport allowance. These rates are subject to change. 11. Privileges. In addition to the CTC mentioned above, Navy provides free Medical Facilities for self & dependents, Canteen Facilities, Entitled Ration, Mess/Club/Sports Facilities, Furnished Govt. Accommodation, Car/Housing Loan at subsidised rate. 12. Group Insurance & Gratuity. Insurance cover of Rs. 47 lakhs for Submarine Specialisation and 40 lakhs for Tech. Branch and Executive (GS) (on contribution) and Gratuity will be granted to the officer as per the latest rules in force. 13. Leave Entitlements. On Commission, officers are entitled to 60 days annual and 20 days casual leave every year (subject to service exigencies). They are also entitled for 40% rail concession to any place and free travel (as per extant rules) for self and dependents. Leave during training period will be as per the Training Policy in force.

14. Sports & Adventure. The Navy provides facilities to pursue any sport of your liking. In addition, one can learn and participate in adventure sports, such as river rafting, mountaineering, hot air ballooning, hang gliding, wind surfing etc. 15. Physical Fitness. In Naval Academy curriculum, a lot of emphasis is laid on physical fitness. You are therefore, advised to remain fit by undertaking regular physical exercises, sports, running, swimming, etc. so that you meet the training goals successfully. PHYSICAL STANDARDS 16. SHORT SERVICE COMMISSION 17. Short Service Commission is granted for a term of 10 years, extendable to 14 years, subject to service requirement and performance/willingness of the candidate. On completion of these tenures, officers are entitled for gratuity under the extant rules. Disciplined life, leadership qualities and professional skills imbibed during the service would stand as added advantages in acquiring second career, post exit from the Navy. SELECTION PROCEDURE 18. (a) The candidates will be issued call up for Services Selection Board (SSB) based on their performance in Degree Course. If a candidate possesses higher qualification with better percentage, his higher qualification will be considered for cut off. Integrated Headquarters, Ministry of Defence (Navy) reserves the right to shortlist applications and to fix cut off percentage. No communication will be entertained on this account. SSB interviews for short listed candidates will be scheduled at Bangalore/Bhopal Coimbatore/Visakhapatnam during May - Oct 2014. (b) SSB interview will be conducted in two Stages. Stage I test consisting of intelligence test, Picture Perception and Discussion test will be conducted on the second day of arrival at SSB. Candidates who fail to qualify in Stage I will be routed back on the same day. Stage II tests comprising of Psychological testing, Group testing and Interview will last for 04 days. Successful candidates will thereafter undergo Medical Examination (approx duration 03-05 days). (c) Candidates recommended by the SSB and declared medically fit will be appointed for training as per all India Merit depending on the number of vacancies. (d) Change of SSB Centre for interview is not permissible under any circumstance. (e) Any correspondence regarding change of SSB dates be addressed to the call up officer of the SSB on receipt of call up letter. (f ) No compensation will be paid in respect of any injury sustained as a result of tests. (g) AC 3 tier rail fare is admissible for the SSB interview, if appearing for the first time for this entry. TRAINING 19. Training is scheduled to commence in Dec 2014 at Indian Naval Academy, Ezhimala. 20. Candidates finally selected for Tech (GS) Branch and Executive (GS) will be inducted as officers in the rank of Sub Lieutenant and undergo 22 & 44 Weeks respectively Naval Orientation Course at the Naval Academy, Ezhimala, followed by professional training in Naval Ships and Training Establishments. Full pay & allowances are admissible to officers whilst under training. They will be on probation for a period of two years, during which they are liable to be discharged if their performance is unsatisfactory. 21. Candidates finally selected for Submarine Specialisation, will be inducted as officers in the rank of Sub Lieutenant and undergo 22 weeks Naval Orientation Course at the Naval Academy, Ezhimala, Kerala followed by professional training in other Naval Training Establishments/Ships. On completion of the training the candidates will have to pass Submarine Qualifying Board. The candidate who fail to qualify in the Submarine Qualifying Board will not be retained in service. In addition, the candidates will be entitled for Submarine Pay and allowances upto Rs.17,500/- per month, only after qualifying the Submarine Qualifying Board. 22. Only unmarried candidates are eligible for training. Any candidate who is found to be married or marries while under training will be discharged and shall be liable to refund full pay & allowances drawn by him and other expenditure incurred on him by the Government. 23. Tony Parker scored 17 points, including 14 in a wild first half, Boris Diaw added 16 and Kawhi Leonard had 11 for San Antonio, which has won five straight. Chris Bosh had 24 points, LeBron James added 19, Dwyane Wade had 16 and Michael Beasley 11 for Miami. James, who ditched the protective mask he was wearing early in the first half, was hounded by Leonard into shooting 6-for-18. James got rid of the mask that protected his broken nose with four minutes left in the first quarter.
