The busy Dimapur (Main) branch of the State Bank of India (SBI) was ruffled on April 10 after it was looted of an estimated Rs. 14-18 lakh. As per the police, it received a complaint in the afternoon of an incident today at the branch informing that cash was stolen from the bank. The incident caught on CCTV showed an unidentified man casually walking into one of the cash counters, grabbing a stash of cash and scurrying out past an armed guard as the clerk manning the counter attended to clients. A bank official said the incident occurred around 1:30 pm at the ground floor. The police stated it was still to ascertain the exact amount stolen.
Dept urges TASU to withdraw intended Mon-Namtola road blockade Kohima, april 10 (mExN): Following the ultimatum served to the State Government by Tizit Area Students’ Union (TASU), the Works & Housing Department, Government of Nagaland has assured that repair works (IRQP) on Mon-Namtola road (141-155 Km, 160-177 Km) will be taken up once the tender formalities are completed, which will take about 2-3 weeks. A press statement from Commissioner & Secretary, Works & Housing, Nagaland further said that the Chief Minister has also committed an amount of Rs. 5.00 crores on April 4, 2017 for the said road. “The Department has taken serious note of the delay in implementation of various works awarded to contractors under Tizit-Mon area and decided to review all the road projects and necessary action will be initiated to resume these projects,” the statement read. In light of this, the department has requested TASU to review their decision and withdraw the intended blockade of Mon-Namtola road, which has been proposed to begin from April 11.

Nagaland received the highest financial support from the centre in 20152016, receiving the “neediest State” tag from amongst the 29 states and 7 union territories which encompass the Indian Union. According to a Reserve Bank of India (RBI) publication, Nagaland State received 92.5% of its financial resources from the centre in 2015-16. This means the Government of Nagaland invested only 7.5% of its total expenditure from its own pocket. Other needy states, which figure as fully dependent on the centre for money, include Mizoram with 91.9% dependence followed by Arunachal Pradesh at 91.4%, Manipur at 89.7% and Tripura at 87.0%. At the other end of the spectrum, Delhi, which generates more than 90% of its own revenue, took the least financial support from the central government among all states. It received just 7.2% of its spending money from the union government. Among the more selfreliant states are Haryana whose share of central taxes and grants is just 23.3%, Maharashtra (23.7%), Tamil Nadu (26.3%) and Telangana (26.8%). While the northeastern states and Jammu & Kashmir are the most dependent on central assistance, Bihar, among

Nagaland, one of the 11 Special Category states in India, relies heavily on the centre for assistance, apparently because of inherent features like a low resource base; low population density or sizable share of tribal population, economic and infrastructural backwardness, and cannot mobilize resources for development. The revenue from the centre includes States’ share of Taxes and Duties, Non-Plan Grants & Loans, Central Assistance for State & UT plans and Assistance for Central and Centrally Sponsored Schemes. According to the Comptroller and Auditor General of India report for the year ended March 2016, the total receipt of financial support from the Government of India by Nagaland during 2015-16 was Rs 7,360.08 crore which is Rs 2,540.72 crore as State’s share of net proceeds of divisible Union taxes and Rs 4,819.36 crore as Grants-in-aid. On the other hand, the revenue raised by the State Government during the fiscal year was Rs 683.49 crore, which consist of Rs 427.10 crore as tax revenue and Rs 256.39 as non-tax revenue.
A more or less stagnant State’s revenue Showing a receding revenue trend, the growth of revenue during 2015-16 over previous year was at 3.68% against the 19.86 % in the year 2014-15, the CAG report revealed. In addition, during the year 201516, the revenue raised by the State Government (Rs 683.49 crore) was eight per cent of the total revenue receipts against the nine per cent in the preceding year. Nagaland’s ability to raise resources internally has been more or less stagnant for decades with a weak economy and the State highly reliant on Tax revenue as a main source of income. The CAG report 2016 revealed that the State Government earned Rs 427.10 crore from tax revenue, while also indicating an increase of 10% as compared to the Rs 388.60 crore earned during 2014-15. The major bulk of this revenue was raised solely from sales tax/VAT with Rs 328.58 crore recorded during the fiscal 2015-16. On the Non-tax revenue, Power department stood at highest with Rs 111.10 earnings from the total earning of Rs 256.30 crore under the category. Further, within the

Over 72% of households in Nagaland State are either categorised as PHH (Priority Household) or Antyodaya Anna Yojana (AAY) indicating that nearly one-third of the population barely manages to scrape through a month without government assistance. According to the Food & Civil Supply Department, Nagaland State currently has 14,04,956 beneficiaries under the National Food Security Act (NFSA) out of which 47,500 households are AAY beneficiaries with 2,12,034 members; and 237,434 households are under PHH scheme with 11,93,922 members. These figures were arrived at based on the 2011 Census. This translates into 72.42% of total households in Nagaland State and 71.01% of its total population dependent on State assistance. The Nagaland State Government’s eligibility criteria for AAY Scheme is “Old people, widows, disabled person without family or societal support, landless labourers,” while those included under PHH are “Landless labourer, marginal farmers, person earning livelihood on daily wages and family with yearly income of Rs.1, 50,000 and below.” In other words, less than
28% of households in Nagaland are earning above Rs. 12,500 per month or around Rs.410perday.Theresteither survive as marginal farmers or daily wage earners. Similar figures (14, 03,579) were also quoted by Nagaland Chief Minister Dr. Shürhozelie Liezietsu, who also holds the charge of Food & Civil Supplies, while answering an unstarred questioned during the recently concluded State Assembly Session. Nagaland joined the rest of the states in the country towards providing food grains to the poorest at highly subsidized prices through Targeted Public Distribution System (TPDS) with the launch of National Food Security Act 2013 in June 2016. Besides, the AAY and PHH schemes, the government also provides other welfare schemes. It includes the Welfare Institutions and Hostels Scheme and the ST/SC/OBC Hostels Scheme. The former is for “registered institutions running for the welfare of the people/society” and the latter for hostels with 3/4th of the students from ST/SC/OBC categories. Does the data signify any anomalies – for instance the manipulation of income data by the beneficiaries or inflation of data by the department? If the data is right, it is pertinent for the government to ensure developmental activities to uplift the majority of the populace living a marginal existence in the State.

Dimapur, april 10 (mExN): Mhonsao Kikon, an NSCN (IM) Steering Executive Member from Kyong/Lotha Region passed away after a prolonged illness at Zion Hospital Dimapur on April 9. Born in 1942, he was popularly known as M. Kikon. He joined the Naga national movement at a young age under the banner of NNC and became the 3rd President of NNC (N/A) after the signing of Shillong Accord. He later joined NSCN in 2002 and held various posts till his last breath. Among others, he was the Convener, Political Affairs Committee (PAC) looking after the affairs of UT-I in 2008; Convener (Chief Justice) of National Judiciary Board (NJB) 2009-2010; Cabinet Kilonser of Mines & Mineral 2010-2012; and Steering Com-
mittee Member 2012-2017, MIP (IM) informed in a press note. It further said that a brief condolence service was held today at his residence at Ekhyo Yan Village (Domokhia), Dimapur. Among others, the service was attended by Qhevihe Chishi Swu, Collective Leadership Member; Rh. Raising, Kilo Kilonser; and Zarshie Nyuthe, Co-Convener Steering Committee besides hoards of senior NSCN functionaries such as Steering Committee members and Cabinet Kilonsers, it added. The condolence rite was conducted by Reverend Sekshim Kasar, General Secretary of Council of Nagalim Churches (CNC). The MIP further informed that the mortal remains of the departed leader will be taken to his native Baghty village, Wokha district for his last funeral rite.

State’s revenues, the share of non-tax revenue had decreased to 05% in 201516 (Rs 256.30 crore) over 2014-15 (Rs 270.61 crore). Non-tax revenue includes profit and dividend on government equity, and charges collected for rendering government services like housing, power, medical & public health, public works, police, crop husbandry, forest and wildlife, co-operation etc. The State revenue could be more, as implied in the CAG report, if it was not plagued by factors like acute lack of transparency, evasion of tax, misappropriation of funds, absence of monitoring and internal control mechanism and lack of public spending efficiency with no budgetary management and control. One instance can be the miniscule revenue generated by Nagaland state lotteries. According to the CAG report, out of the total sales of Rs 17,653.76 crore made during 2010-16, the distributor deposited only Rs 56.93 crore being Minimum Guaranteed Revenue (MGR) to the Consolidated Fund of the state. The report stated that the distributor neither deposited the balance amount of Rs 17,596.83
crore to the Consolidated Fund of the state nor was it demanded by the State Government. Prof Mithilesh Kumar Sinha, Finance Officer NU, Lumami in an analytical study of the ‘sluggish revenue trend in Nagaland’ published recently pointed out on the trends in revenue receipts for the period from 2004-05 to 2014-15 where State’s own revenues as a share of total revenue “have remained almost stagnant and flat.” The revenue was 8.24 per cent in 2004-05 that witnessed a slight increase to 8.62 per cent in 2014-15. This indicates a perceptible stagnation in the State’s ability to raise resources internally. A stagnant trend in State’s own tax revenues and declining trend in nontax revenues indicate a drying up of taxes or a narrowing tax base, a contraction of charged government services or a non-recovery of the economic cost of services. This is indicative of systemic weaknesses and a substandard resource mobilization within the State, Sinha pointed out. Economic self-sufficiency, which is critical for a state’s development and growth, may be a distant goal judging by the social and political climate in Nagaland State, but an economy dependent on grants will lack incentive to create its own growth mechanisms.

Many lives have been lost in Mimi and surrounding villages of Kiphire district due to lack of good healthcare facilities, village elders have maintained. Like majority of the rural areas in Nagaland, people of the aforementioned villages have been denied access to decent medical care for far too long. The lone ‘dispensary’ for the people of Molomika range was first set up by the Nagaland State government at Mimi village bordering Myanmar in 1974. Till now, it is the only available healthcare facility for about 5000 population from eight villages. 43 years since the ‘dispensary’, which has now been designated as sub-centre, was started, it is yet to be upgraded to Primary Health Centre (PHC). As a result, the nearest access to decent medical care in form of a first referral unit lies 74 km away at Pungro CHC (Community Health Centre) and the district hospital at Kiphire headquarters lies further 110 km away. Kohima, april 10 (mExN): In response to Lotha Hoho and Rengma Hoho’s ultimatum to the Nagaland State government for widening of the National Highway 2 (earlier NH 61) in Tseminyu and Wokha sectors, the PWD (NH), Kohima today appealed to all concerned to bear with the inconveniences and wait for the tender process to be completed. Chief Engineer, PWD (NH) in a statement maintained that the tender process was delayed by three weeks due to the statewide ‘Bandh’ in the month of February, 2017. The Letter of Acceptance (LOA) for Package II (From Km 56.00 to Km
72.40) has already been issued on March 31, 2017, while tender evaluation is in progress for Package I (from Km 40.00 to Km 56.00) and is likely to be awarded by last part of April, he added. For Package I, bids had to be invited two times since one bidder out of two was found to be ‘non-responsive.’ Unlike other contract procurement systems which take about 1 to 2 months, it was informed, Engineering Procurement Contract (EPC) mode adopted for the instant project will take a considerable period of time to complete the tendering process. “However, once the process is completed, the progress of work will be
smooth and will be strictly completed within the stipulated time,” the Chief Engineer assured. Recounting the circumstances leading to delay in the project, the statement informed that the project “Widening to 2-lane from Km 40.00 to Km 72.40 of NH-61 under NH Division Kohima in the State of Nagaland” was sanctioned by the Ministry of Road Transport and Highways (MORTH) on June 18, 2010 for an amount of Rs. 9368.08 lakhs. Tenders were invited and the work was awarded to M/S Meenakshi Infrastructure Pvt. Ltd. However, a case pertaining to award of works of the project was filed in the

better health facility in the village. “But we are helpless and at times, precious lives have been lost due to non availability of health care and also due to distance and poor road connectivity,” an elder lamented. Compounding the existing problems, when monsoon arrives, only 4x4 vehicles can negotiate the roads, it was informed. “So even if there is need of medical health care, the villagers are helpless and the only solution is to look out for local quack and in some cases it becomes fatal. Since we don’t have any other alternative, we take it as our
faith or conclude it as our destiny,” another elder added. The 43-year-old dispensary is presently manned by one nurse, a compounder, a medical attendant and a midwife. It may be mentioned that of the 941 hospitals and dispensaries in the State, 20.29% are located in Dimapur district alone while Kiphire and Longleng have the lowest share of such health centres with both having only 1.7% of the total State share, according to “Eastern Nagaland at a Glance” published by Department of Underdeveloped Areas (DUDA) in 2015.
Two men were arrested at the Dimapur railway station on April 9 for drugging a passenger allegedly with the intent to rob. The duo, identified as Krishna Gupta (54) and Mahadev Goud (27), was apprehended by the Railway Protection Force (RPF) personnel at the platform around 7:30 pm. ASI AK Nath, RPF, who made the arrest, said that the duo was “apprehended red handed offering tea laced with drug to one passenger who drank the tea and fell unconscious.” The unidentified victim was admitted to the District Hospital. Frisking of the duo resulted in the confiscation of a stash of suspected Ativan (Lorazepam) pills, a psychotropic medication prescribed for treating anxiety disorders. A medical syringe was also among the pills (179 in number) recovered, which was reportedly used to spike tea to be offered to unsuspecting rail pas-

sengers, ASI Nath said. They were handed over to the Government Railway Police Station, where a case was registered. ASI Nath further informed that Gupta has an earlier police record registered against him. He was arrested at Dibrugarh by the RPF in January 2014 under similar circumstances and a case registered at the Gabhrupathar Police Station.
Court and the case went through a long process of litigation, it said. Finally, the MORTH foreclosed the project on February 19, 2015. Following this, the instant project under the nomenclature “Strengthening and widening to 2-lane with paved shoulder of NH61 from Km 40.00 to Km 72.40 under EPC mode in the State of Nagaland” was sanctioned by MORTH on October 31, 2016. The project was split into two packages: Package I – From Km 40.00 to Km 56.00; Package II – From Km 56.00 to Km 72.40. Bids were invited and Technical Bids for both the packages were opened on January 20, 2017.
Punjab Accident: Another succumbs to injuries Dimapur, april 10 (mExN): The Naga youth, who survived the road accident at Phagwara, Punjab on April 9, succumbed to his injuries in hospital today. As per a PTI report quoting the police, the deceased youth identified as Yepeto Khuzumi, was a former student of Lovely Professional University. The body was handed over to his family members after post-mortem, the report stated. Khuzumi and two others – Aosen Longchar from Nagaland and Nikhil Chaudhary of Raipur, Chhattisgarh – were on a motorcycle when it was reportedly hit by a truck at Hargobindnagar crossing on national highway 1. Longchar reportedly died on the spot. Chaudhary is reported to have sustained minor injuries.

Addressing the meeting, Chief Minister of Nagaland & Chairman, NSCHE (RUSA), Dr. Shürhozelie Liezietsu said that education started very late in the state but however maintained that we have also made very good progress in the education sector. Refer-
ring to the 15 government colleges that are under RUSA program, he said that many of these colleges are still very young but added that, “we are lucky that we have this program to cover all these 15 colleges for infrastructure development, for improvement of the colleges in different ways.” In the meantime, he noted that, “we are still lagging behind in the education sector” and emphasized that there are so many rooms for improvement. “The credit for the achievement we have made so far goes to those of you working in the department, for your time and energy,” he said. He impressed upon that with the new funding pattern, the state budget has become very small and therefore now we have to depend on the centrally sponsored schemes heavily. During the meeting, Dean of different departments, tribal heads and students took active par-
ticipation and with in depth deliberation, the Union has concluded with a decision to dissolve the tribal unions functioning within the Campus. “For the good will of the students, for the University and for better and United Future we took this bold decision. We also felt tribal Unions as it gives room for Tribalism and hampered the academic schedule,” stated the Union in a press release. It also informed that all the tribal heads signed a
pledge to close down all offices of tribal union and to come under one umbrella i.e, NUSU (KC) (M). “We the Union also implores the Apex Students body to ponder upon the existence of Tribal Unions in colleges that whether it give positive or negative impact upon the Students academic career. Henceforth, from 27th March 2017 no Tribal Union shall exist within NUSU (KC) (M),” the release concluded.

TuENsANg, APRIL 10 (MExN): Week long legal awareness campaign was undertaken by Yemlongchaba Chang, Para Legal Volunteer (PLV) of Tuensang District Legal Services (TDLSA) where he conducted the programme in six villages including Chendang Saddle, New Chingmei, Chingmei, Waoshu, Yimpang and Taknyu. Yemlongchaba is also an awardee of the Regional (North-East) Best Para Legal Volunteer (PLV) 2016. Speaking to the students on Child’s Right, he highlighted on basic human rights and other statutory rights guaranteed under the Constitution of India. He mentioned that under the Constitution of India every child below the age of 14 years has the right to free and compulsory education and each one of them have a right

They include setting up of a centralized library with computer centre, digitization of college libraries with RIFD technology and internet connectivity in 16 RUSA beneficiary institutions, and seeking the approval to start an engineering college in the state. A team of 15 members including Medical Officer at UPHC, NUHM consultant, Mobile ICTC counselor, pharmacist, Lab technicians and nurses and other support staffs conducted free consultations and check-ups for general ailments. The second round of talks between Joint Action Committee Against Anti-Tribal Bills (JAC-AATB) and Manipur government here ended without any apparent breakthrough with no date set for a later meeting. The talks between the Joint Action Committee Against Anti-Tribal Bills and the government at the Chief Minister’s Secretariat lasted for nearly three hours. “The talks ended with no major breakthrough on the JAC’s charter of demands,” sources said, adding that uncertainty prevails over the next round of meeting between the JAC and Manipur government.
A reliable source said that some of the demands of the Joint Action Committee Against Anti-Tribal Bills are “Constitutional safeguard of the tribal territory, restoration of the MLR and LR Act of 1960 to its original status and justice for the martyrs and injured.” A 13-member delegation of the JAC took part in the meeting in which the state government side was represented by Chief Minister and his Cabinet colleagues along with Chief Secretary Oinam Nabakishore Singh and DGP of Manipur Police LM Khaute. “The talks ended without an agreement,” a JAC leader told journalists after coming out of the meeting hall, who refused to comment further. The first
round of meeting between the two sides was held on April 7. On August 31, 2015, the Manipur Assembly passed three bills which became contentious bills since. The tribal people have termed the bills ‘anti-tribal.” Nine protesters were killed and many injured when violence broke in Churachandpur district following passing of the bills. Of the nine bodies, eight are still lying unclaimed in the Churachandpur District Hospital mortuary as the deadlock has persisted over the issues including burial of the bodies. “If the State Government feels it is necessary to hold talks further they will invite us,” was a comment of a JAC leader.

State Focus Paper 2017-18 for Nagaland launched Kohima, april 10 (mExN): The State Focus Paper 2017-18 for the state of Nagaland was launched by Pankaj Kumar, IAS, Chief Secretary to the Government of Nagaland at the State Credit Seminar held on April 7 at Hotel Japfu, Kohima. Other senior State Government functionaries included Temjen Toy, IAS, Addl. Chief Secretary & Finance Commissioner, Imkonglemba Ao, IAS, Agriculture Production Commissioner and Lithronga G Chishi, Secretary, Cooperation Department. The seminar saw participation from senior level State Government officials of the Agriculture and Allied Sector Departments and Industries & Commerce Department, Representatives of RBI, SLBC, senior bankers
of Commercial Banks, Nagaland State Cooperative Bank and Nagaland Rural Bank. A. Chakrabarty, General Manager NABARD presented an overview of the State Focus Paper and highlighted NABARD’s perceptions on the development of Nagaland. In keeping with the GoI’s priorities and to highlight the importance to be accorded towards farmers’ income security, he said the theme of the State Focus Paper for 2017-18 is “Doubling of Farmers’ Income by 2022”. He presented the State Focus Paper for 2017-18 which proposes an increase of 7.37 % in the estimated credit potential to priority sector from Rs.109824.10 lakhs for the year 2016-17 to Rs.117917.13 lakhs for the year 2017-18. Consumption of fuel, a proxy for oil demand, totalled 17.36 million tonnes, data from the Petroleum Planning and Analysis Cell (PPAC) of the oil ministry showed. Sales of gasoline, or petrol, were 2.9% higher from a year earlier at 2.11 million tonnes. Cooking gas or liquefied petroleum gas (LPG) sales increased 1.9% to 1.89 million tonnes, while naphtha sales surged 1.8% to 1.15 million tonnes. Sales of bitumen, used for making roads, were 12.2% lower, while fuel oil use edged lower 23.4% in March.

During the Seminar, a presentation on NABARD’s developmental interventions in Nagaland was made by Evan T Munsong, Manager, NABARD. Tiyi on World Environment Day, June 5, 2017. The decision was taken during the DPDB meeting held on April 10. Mt. Tiyi is popularly known as the “Abode of Souls” because of the associated legend that souls of people go there after they die. It is of immense importance for Wokha town due to the fact that Wokha town is located on Mt. Tiyi and is its catchment area. Due to development taking place over a number of years as well as human population expansion, the forest of Mt. Tiyi have become depleted and is also becoming devoid of flora and fauna. Vice Chairman DPDB & DC, Wokha Wezope Kenye, who chaired the meeting, urged the members to come forward and extend support
for the success of the plantation. A successful plantation drive would not only mean improvement in the scenic beauty of the town but also markly increase the water holding capacity of the soil. A Shared Language of freedom & justice
A
shared language of freedom, justice and development calls for a new paradigm of relations where decisions on human affairs are not based exclusively on State pragmatism and interests, but rather on the peoples’ political, social, economic and cultural realities in combination with their inalienable right to self-determination. A shared language of freedom, justice and development is an integral part of a marginalized peoples’ struggle against exclusion from political power structure and a means to challenge the majoritarian concept of a society, thereby making it inclusive and participatory. This includes systemic changes to ensure the full enjoyment of rights and to have ownership over the lives and resources by all communities and peoples. Hence, a shared language necessarily implies that all human communities are in a constant state of evolution. Therefore, no one particular political structure, economic framework, social system, cultural deposition or ideology can claim legitimacy for itself while simultaneously failing to provide the democratic space for such an evolution. The interplay of the three principles of freedom, justice and development can be sustained only with a commitment to inclusion, engagement and respectful dialogue. It, therefore, needs to be located within the framework of ethical responsibility and socially shared goals that respect the other. A shared language implies responsibility to the other in which the notion of shared future rests on a shared humanity. The values of freedom, justice and development which have evolved from a shared language are a step towards building a future based on mutual respect. Respect in this context means a reciprocal, shared, constantly interchanging principle that is expressed through all aspects of social conduct. A shared language encompasses a wide range of inclusive values and aspirations and its praxis clearly depends on translations and interpretations of what it would mean locally. Since it is universal in scope, it requires specific articulation and a localized and culturally specific expression. This implies the dependence on contextual interpretation over time and space. Invariably a peoples’ aspiration for freedom, justice and development needs to be based and embedded in creating conditions that allow an inclusive and shared language to manifest. Hence, at this juncture when Nagas are grappling with issues that concern their future it will be worthwhile for the people to explore ways in which a shared language can evolve. Such a shared language will need to embody the values that are derived from the Naga worldviews. Ultimately they need to reflect the substance of genuine freedom, justice and dignity.

Why increasing production will not solve the world’s food crisis
H
ow do we end global hunger and achieve the second Sustainable Development Goal (SDG2), of "safe, sufficient and nutritious food for all by 2030?" It’s a huge challenge and the road ahead is daunting. The global population is set to rise by over a billion by then and agriculture’s impact on the environment and climate change is already severe. It also forces us to consider a number of other issues. At a recent debate on SDG2 hosted by Send a Cow in London, panellists raised various contributory themes, including scientific innovation, the role of business and the situation of women. I think it is a surmountable problem, so long as we address a bitter irony that while 800 million people go hungry, a further two billion are overweight or obese. All those people are malnourished, and their condition can be traced to the same problem: a seriously skewed global food system. There are three broad, interlinked areas that we need to address in order to balance our food system for the benefit of all. Firstly, how we produce our food. We are, as panellist Simon Billing from Forum for the Future said, currently locked in a ‘productionist paradigm’, when we should be focusing on producing not more food but more nutritious food. In March, the U.N.’s Food and Agriculture Organisation (FAO) published a report condemning as a "myth" the idea that pesticides are needed to feed the world, and highlighting the damage they cause to the environment as well as human and animal health. The report advocates investment in organic production and natural methods of suppressing pests. I wholeheartedly agree. An agroecological mixed crop-livestock farming approach has countless benefits. By utilising natural resources effectively, smallscale farmers lower costs, increase yields, and vary the diversity of foodstuffs that they produce. With careful farm planning and skills, even farmers with small land sizes can produce enough to feed their families a varied diet, store a surplus for the hunger months, and sell surplus crops enabling their community to also eat well. Secondly, how we distribute or trade our food. The majority of the world’s population are fed through the non-formal food system, through local markets supplied predominantly by women farmers as highlighted in a recent report by CSM. However, increasingly this is under threat as larger and larger tracts of land in the developing world are being taken over to meet the developed world’s demands for food and energy. This trend needs to stop, and we need to support investment in local markets, bringing smallholders closer to wholesalers and consumers. And thirdly, how we eat. All of us – whether in rural Africa or here in my office in the UK – need education about what constitutes a healthy diet. We need a range of fresh foods every day, including sufficient protein, vitamins and minerals, with limited sugars. We need it to be culturally appropriate and easy to obtain, whether from our own land or from our local shops and markets. We need to have the time and skills to prepare it, the gender equity to share it fairly among members of the household, and the self-esteem to want to eat healthily. Yes, personal choice plays a role; but so too does government and corporate investment. As Professor Corinna Hawkes of City University pointed out at our recent debate: “It’s not about regulating people, it’s about sound public policy that’s going to incentivise business entrepreneurship to provide the right kind of food”. So will today’s children be healthy-eating young adults in 2030? I am optimistic that we can end global hunger by 2030. But we must be wary of going too far down the single path of increased production, which pays little attention to the costs to our health, our societies, and our environment.

Amnesty: A win for Colombia’s peace process?

iliany Obiando is finally free – after nine years. For almost a decade, Colombian sociologist, human rights worker and former political prisoner Liliany Obando has been engaged in a long and complex battle with the Colombian state and judicial system. She was charged with ‘rebellion’ in 2008, but this March the state officially granted her amnesty, in what she calls a ‘major achievement’. The amnesty came as part of the peace process between the Colombian government and the FARC guerrillas (Revolutionary Armed Forces of Colombia), which was passed by congress in November. An amnesty law was agreed to pardon those accused of minor crimes in the war – both guerrillas and the military. The law has also been extended to include human rights workers, union members, student activists and others who have been imprisoned for political crimes over the years. According to human rights organizations, thousands of political prisoners are now eligible for amnesty. When Obando was arrested in 2008, she was a human rights director and fundraiser for FENSUAGRO, Colombia’s largest agriculture workers’ union. She was initially accused of rebellion and aiding a terrorist organization after investigators supposedly found documents connected to her on the computer of Raul Reyes, a FARC leader who was killed by the Colombian military in Ecuador under Operation Fenix. The latter charge was eventually dropped after a judge ruled that evidence taken from this computer was illegal. Obando was sentenced to 70 months in prison, fined $368,347, and banned from holding any public position until her sentence elapsed. She spent over three and half years in Buen Pastor prison in Bogotá. Like many other maximum security prisons in Colombia, it is known for its human rights abuses, particularly extreme overcrowding, poor hygienic conditions, and absence of medical care for prisoners, according to human rights organization a href=http:// www.justiceforcolombia.org/news/ article/1352/report-describes-appalling-conditions-in-bogotas-prisons >Justice for Colombia. In 2012, Obando was granted provisional freedom after the state recognized that she was a sociologist, teacher and single mother – not an enemy of the state. She spent a year under house arrest in her small apartment in Bogotá that she shared with her mother and two children. The state also continued to pursue her. Once, officials brought her into custody, where, unable to contact her lawyers, she was questioned and detained for 14 days by Colombia’s special intelligence service, DAS. Thanks to the amnesty, she is less likely to be detained again. Her fine has been cancelled and she now has the possibility to obtain public employment. She explains what this amnesty law means for her and Colombia’s peace process. It has been more than five years since you were released from jail. What does this amnesty mean for you now? This process has been very complex and long. It started in 2008, and then in 2012 I was let out on provisional release, having been in prison for almost four years without being sentenced. So that was the first freedom, but the process continued its course of investigation. Even though it was an unjust sentence… throughout the process, I went from confinement to confinement, three imprisonments. They accused me of appearing in Reyes’ computer [files], but when I was convicted they said they weren’t actually sentencing me for that [because the computer was obtained illegally]. So they attached other supposed crimes to me, which never appeared in the investigation. That’s to say, neither the lawyers nor we had a chance to debate it, and that’s a right that everyone has who is being investigated. I was sentenced illegally. Until the amnesty law, I still had the burden of the fine to pay, even though my freedom was given in 2015. As well as being condemned illegally by the State, they ordered me to pay this fine to the victims’ unit, as if I had somehow caused a victim harm, which never happened. So I refused to pay. As a woman and a single mother, out of the workforce, I
couldn’t pay. They didn’t let me return to my professional post. So what does a woman in these conditions do? My lawyers requested an amnesty for this penalty, and to remove my inability to take public-sector jobs. In December 2016, we applied for the amnesty, as a result of the Peace Talks between the FARC and the government.
need to regulate this law through a special decree, the decree 267 of January 2017, which places conditions on those who can apply for the law of amnesty. This law grants amnesty to those people who, in the context of the armed conflict, were linked to the insurgency, investigated and sentenced. But they did not necessarily belong to the insurgency.
So your amnesty has a link with the peace talks? Yes, all the amnesties have a link with the peace agreement. In this agreement, the fifth point is the one about victims. The FARC and the government agreed on and created a unique system in the world of justice: the Integral System of Truth, Justice, Reparation and Non-repetition. This new judicial system will judge all sides involved in the conflict, not only the FARC guerrillas but also the people, army, police, paramilitaries… Everyone who was involved in the armed conflict. It is a special justice, because its purpose will not be to imprison, a system that already exists in Colombia, but a restorative justice. It changes the idea that prisons are the only form of punishment. Within this special jurisdiction for peace, they mention a need to create a law of amnesty. No insurgent organization will sign a peace agreement without demanding the release of their members who are being held prisoner. The military and state prisoners being held by the FARC were released during other processes throughout the war, as a unilateral decision taken by the FARC. So, if the FARC wasn’t holding members of the state when the peace accords were signed, the only political prisoners were those in Colombian jails. Not all the political prisoners were members of the FARC. There are members of the ELN [the National Liberation Army, Colombia’s second-largest guerrilla group] and other insurgency groups, but also a large number of political prisoners from social organizations: campesino groups, human rights workers, students, academics. The authorities began to flag any person for thinking distinctly or similarly to how the insurgency thought. They took us out of our spaces of struggle and militancy and put us in jail. I was condemned for crimes of rebellion, a political crime, so I had the right to request amnesty.
Are things actually changing for good in the country now? Do you have more faith in the peace process? We always knew that implementing the peace process would be more difficult than the negotiation part. There are some in Colombian politics who are very reactionary and don’t accept what was agreed. They interfere not only through political means but through the continuance of the ‘Dirty War’ that we have lived so much of in this country: through assassinations and reviving paramilitary groups. The government promised to disrupt those armed groups, but in reality they are not doing that at all, and [the paramilitary groups] are becoming stronger because the FARC has left the zones they once controlled. These groups took over these territories, and are sending a message rejecting the peace agreement. They are mainly sending this message to social movements by assassinating their leaders and pursuing people from union organizations, popular movements, peasants supporting the peace process. An incredible number of social-movement leaders have been assassinated since the signing of the peace accord. So, the climate is really tense, but the amnesty law is also incredible. But it was signed in December, and you can count on the fingers of one hand the number of prisoners [who have been released]. I was [lucky because I was] already out [of prison], which meant I could go and see my lawyers and get all the paperwork and formalities ready. But the people who are still in jail have had a number of problems pursuing the amnesty law. They are almost all still in prison. Lawyers are asking details that they say are necessary, but this has made the whole process more cumbersome. This process of who should be released, who should not, who complies, who does not… So with all these pretexts, they are leaving people in jail longer. In January a decree was released to clear up these doubts, but now the judges responsible for processing the amnesty requests have called a strike. They belong to a union called Zona Judicial, and they say, ‘There are many amnesty cases and we don’t have sufficient personnel, plus the government owes us a lot of money, so we are not taking any more cases.’
Is it true that the government has blocked the amnesty law from being included in the constitution? Well, it’s still under discussion, the creation of the special jurisdiction for peace. It’s at a stage called ‘conciliation’, but the court still has to review it. The special jurisdiction for peace cannot not be installed, but this government has already made changes that weren’t in the final agreement. It is not yet known whether it will be in the constitution or not. But what is certain is that the government has to comply, as it has already been approved as law. Following the work of certain congresspeople – including [former rightwing president] Alvaro Uribe’s Centro Democratico Party – there is a new
You were accused of ‘rebellion’, but what does that mean exactly? Well, for many of the people who fought for national liberation, rebellion was not a crime but a right. Even in the preamble to the UN Declaration of Human Rights of 1948 it says that every person that has been subjected to an oppressive regime or been oppressed has the right to rebel. But in Colombian legislation, there is a long explanation of ‘rebel’ groups without arms, which is what rebellion
means, and was assumed to be a crime in the Colombian penal code. So, rebelling against the Colombian state – even if it is an oppressive state – is a crime. But because it is a political crime, you can request an amnesty, which you cannot get for common crimes. Judges and magistrates have amplified the law, depending on who is in government. It keeps getting modified. So, they say, ‘Now it’s not only an act of rebellion if you are armed, but also if you look for help, or look for financing, or anything for an organized group.’ This is why a lot of people end up in jail accused of rebellion. You were in Bueno Pastor prison in Bogotá. What are the conditions inside Colombian prisons like for women? There is no differential treatment in the justice system between men and women’s prisons. But 9 out of 10 women in prison are mothers, and that puts women in a particular place of vulnerability, not only for them, but for their families. The majority of those mothers are also the head of the household, because the fathers are absent. So where are these kids? When you take away their mother, who cares for them, feeds them, protects them? There are no re-socialization [programmes for the female prisoners], no opportunities to study and no compensated work. The most affected by this are the minors, the sons and daughters of the mothers in prison. The prison population is 120,000, but women only represent some 6 or 7,000 of them. This could be seen as positive, that [lots of ] women aren’t going to prison. But, it’s also negative, because it means that these women are completely invisible inside the prison [system], because the system thinks all the time in terms of the masculine. But women and men have very different needs, different bodies. This affected you too, didn’t it? Yes, but because of the age of my kids, they were never in prison with me. Children can only be with their mothers [in prison] from 0 to 3 years old, then they take them away. You have to give them up, whether or not you have family on the outside to help you. If you don’t, you have to give them to the Family Welfare institute. What do you want to see happen with the amnesty law? What we need first is to get the prisoners their freedom. Part of our activist work with the political prisoners has been solidarity, judicial campaigning and training, trying to get them involved in courses. The aparatus that controls the prisons, the National Penitentiary and Prisons Institute, puts a lot of obstacles in the way for us as human rights workers. But there are sometimes also difficulties between those doing the solidarity work. We are also presenting a complaint asking why people have not yet been released. Also, the few who have been let go face very difficult conditions: people get sick, people leave [prison] without clothes, they don’t have anywhere to go. So, what we also do is try to provide for their exit, give them a safe departure.

As Sweet Honey in the Rock’s sign language interpreter, Shirley Childress dedicated her life to deaf rights

hiloh Baptist Church was where Shirley Childress first understood. She was a 10-year-old whose first language was sign, the hearing daughter of two deaf parents. Her family worshiped at Shiloh’s Silent Mission, one of the nation’s earliest ministries for the deaf and hard of hearing. One day, as her mother sang in sign for the congregation, Shirley understood. Decades later, Shirley wrote about that moment: “She was singing ‘Swing Low, Sweet Chariot’ in sign so beautifully and with so much emotion that people were totally absorbed, so much so that one man was moved to tears. That was my first remembrance of seeing the power of sign.” Shiloh Baptist Church was also where hundreds of mourners came last week to say farewell to Childress, the longtime interpreter for the African-American heritage ensemble Sweet Honey in the Rock, who died last week at age 69 due to complications caused by West Nile virus. The considerable contributions of Shirley Childress reverberate far beyond the lives of those who attended her funeral. As a deaf rights advocate, Childress championed black interpreters, the scarcity of which even now many consider a shameful facet of deaf culture. She is widely believed to have been the first African American certified American Sign Language (ASL) interpreter. She interpreted in varied platforms: Close to home for the Mental Health Program for the Deaf at St. Elizabeths Hospital. In Kenya, under the auspices of Deafpride, Inc.’s Project Access, for a deaf delegate participating in a United Nations conference. For an off-Broadway show and for Maya Angelou and Audre Lorde. She also interpreted for the 2003 “Protest Music as Responsible Citizenship” program at The Ohio State University featuring Harry Belafonte, Pete Seeger, Holly Near, and Sweet Honey founder Bernice Johnson Reagon. But Childress is best known for the decades she spent with Sweet Honey in the Rock, not merely as its interpreter, but as a full-fledged member of the group. And it was with Sweet Honey in the Rock that Childress profoundly changed the way deaf people experience music. “Shirley took Sweet Honey in the Rock’s sound and presence and activism to another level… and brought another level of inclusion to the purpose of Sweet Honey,” says filmmaker Michelle Parkerson, producer of the 1984 documentary Gotta Make This Journey: Sweet Honey in the Rock. “People who were deaf and hard of hearing could feel the vibrations and the bass line of Sweet Honey’s music….They could understand the lyrics through Shirley. Her movements and her pas-
sion were just as strong as the other five women who comprised Sweet Honey in the Rock, and so they got it. They got Sweet Honey in the Rock’s call to political action through Shirley—for their own rights as well as for people who were physically challenged.” The prominence of Childress as the group’s sixth member—she performed with the women on stage and was not shunted to a corner—was profoundly meaningful to deaf audiences. “Shirley was bringing ASL to the world stage when people were still referring to members of the deaf community as either deaf and dumb or deaf mutes or handicapped,” says Raymont Anderson, one of many African American interpreters mentored by Childress. “She completely changed how people viewed that culture and community, and her visibility made her the benchmark that so many other interpreters aspired to.” Sweet Honey in the Rock was founded in 1973 by Bernice Johnson Reagon, the revered Civil Rights activist who performed with the Student Nonviolent Coordinating Committee’s Freedom Singers. Coming out of the Civil Rights movement, Reagon created an a capella ensemble that was rooted in African American history and culture, and the women of Sweet Honey were eloquent advocates for social justice. As the group participated in the women’s music network during the late ’70s, that movement’s focus on accessibility led to Sweet Honey’s first use of interpreters for the deaf. Initially, using interpreters supplied by festival organizers was somewhat problematic for Sweet Honey. Festival interpreters generally liked to prepare for concerts by practicing the material. But Reagon, who drew from
orally based traditions, would not prepare set lists in advance. But there was a bigger issue. As Reagon relates in the book We Who Believe in Freedom: Sweet Honey in the Rock … Still on the Journey, there was a critical cultural chasm between Sweet Honey’s mission and the white interpreters they worked with. During one rehearsal, the interpreter signed the word “Africa” by putting her fingers through her nose to make a ring. Reagon wrote: “…to that date all of the interpreters were white and women, a decision that ignored the multi-racial makeup of local deaf communities.” Serendipity stepped in one Sunday, when Reagon saw Dr. Ysaye Barnwell interpreting a service at All Souls’ Unitarian Church and invited her to join Sweet Honey as an interpreter. But Barnwell turned out to be an extraordinary vocalist, and thus also sang with the group. She quickly realized that it was not possible to interpret and sing simultaneously. Barnwell had met Childress while conducting a workshop at Howard University, and she brought her to Sweet Honey in the Rock in 1980. By 1985, Sweet Honey was including photos of Childress on the group’s albums and she regularly appeared with the group for publicity shots. “Shirley made musical performances by Sweet Honey in the Rock accessible to deaf communities,” says Barnwell, who retired from the group four years ago. “They would know what we were singing about, they would have an appreciation for aspects of the music—the language, the rhythm, the way in which we as different singers were working together, and the meaning of the songs. “I want to thank Shirley,” adds Barnwell, “for being an amazing
ray of light as part of the group which really opened the ensemble to a much broader audience.” Toshi Reagon, Bernice’s daughter and an esteemed performer in her own right, frequently collaborated with Childress over the years. “There are a few interpreters I have worked with who are brilliantly musical. You can tell they have something to say about every sonic moment that is happening. That part of interpreting where they bring themselves and their artistry in terms of translating text from one language to another is masterful,” she says. “Shirley was exquisite at this. When you sat down with her, you learned more about what you were trying to say.” In 1988, the Registry of Interpreters for the Deaf published a tribute to Childress that called her “The Mother of Songs Sung in ASL.” Of course, within the community of African-American sign language interpreters, Childress was already known as “Mama Shirley,” which had less to do her age than her achievements. “In the black community, you call people ‘mama’ out of respect,” says Candas Ifama Barnes, a veteran interpreter at Gallaudet University who considers Childress a role model. “It’s about their status and the place they hold in the community and the respect that the community holds for them. It’s an homage.” Childress was a founding member of National Black Deaf Advocates, and established BRIDGES, an organization assisting black deaf interpreters and their clients. She married and raised two sons. In honor of her parents, she created the Herbert and Thomasina Childress Scholarship Fund to help children of deaf adults explore sign interpreting as a profession.
“She was an advocate, founder, fighter and creator of things that are now part of black deaf community, as well as an interpreter,” says Fred Beam, a deaf educator and performer. “She closed the gap between the deaf culture and music culture and allowed deaf people to appreciate music more through ASL.” Childress’ performances with Sweet Honey also touched audience members who can hear. Longtime fan Charlene Hamilton first attended a Sweet Honey performance more than 30 years ago. “I was totally hypnotized. They were these beautiful black women in all these colors singing a capella, and the songs they were singing had so much meaning,” she recalls. “I don’t understand signing at all, but Shirley made me feel like I did. It was magical—I felt like I was right there with her.” For Childress, her gifts as an interpreter seemed to come from what she once perceived as a weakness. In We Who Believe in Freedom, she wrote: “I am an extremely sensitive wear-myemotions-on-my-sleeve kind of person. I cry at the drop of a hat. Once I felt my sensitivity was a disability. I have come to appreciate it now as being something special about me. Sign interpreting Sweet Honey includes clear interpretations of the song true to its content, a poetic delivery, rhythmically in tune, emotionally sensitive in its nature, and timing commensurate with the singing… When I am successful, I am delivering it in a way that is as rapturous and as powerful as the vocal rendition.” The loss of Childress was not the only heartbreak to hit Sweet Honey in recent months. Longtime sound engineer Art Steele died in a fatal car accident in January. Sweet Honey’s Facebook page read, “Art Steele and Shirley were with the organization longer than anyone. No words to sing this deep sorrow.” For many, there is inspiration within the deeply felt sorrow. “It’s really the legacy that she left. By that, I mean her commitment to the work of interpreting, making things accessible for deaf and hard of hearing people and her absolute passion for that,” says Barnes, who has created a memorial scholarship fund at Gallaudet for Childress. “She was all about making sure that deaf people had access. And she particularly cared about black deaf people being able to be their best selves, to have access at the ultimate level. She believed that we should do our best on their behalf, and that we had a responsibility to do that,” says Barnes. “And here’s the thing: That came across much less in what she said than in how she was and what she did,” adds Barnes. “It wasn’t a job. It was a calling. It was who she was. It was her purpose.”

oday it has become a confusing thing, that people of highly qualified attained degrees with the necessary trainings tries to oversell their special visions. To this, they often put down other people without realizing how much efficient is their performance practically. In this regard, the application of the word ‘professionals’ upon the attained individuals seems very confusing which often gives false picture plus...how does one apply oneself as what the term means? We learnt to grow with time for a better future with education and trainings but the most important thing is, how do we apply it. During the early days people had Cambridge and Oxford graduates with little formal education. The question lies; Was one better than the other? We only need proper orientation with proper application. Let’s remember that we can be trained to become a professional but still making a huge mistake and blunder on the mission field as we quickly over-react to the weaknesses of the subordinates for not being on trainings which is oversimplification, to say the least –a criticism. The world of our mission field has become too highly complex that unless we are more balanced with our awakened approach towards the other of our different movements, one can hinder the great destiny which we strive for. There is a wedge between those who have a strong emphasis on the job and on the training in the academic possession. he work of Confucius is a political tool for China's one-party state. But ancient Chinese thought can still jolt the modern world towards fresh awareness In his great overview of the high imperial era of Chinese history, the late FW Mote wrote of how, with the clash between Buddhism, Daoism and Confucianism, the Chinese world was one which necessarily had to have hybrid values. Like the imperium of Rome before its Christianisation by Constantine the Great in the early 4th century, imperial China recognised no supreme religion. There was a market place of belief systems. More remarkably, as Mote elegantly states, the idea of an all commanding transcendent truth was simply not part of the Tang and Song vision of the world. Truth was malleable, flexible, adaptable. It changed from day to day. That stood in stark contrast to the European worldview, with its commitment to one overarching, all-commanding vision of a single, jealous deity, presiding over a world ordered by uniform rules and principles. In essence this remains the historic difference between the Chinese view of the world, and that of the Europeans and Americans. This is testified to in a useful new book by Harvard historian Michael Puett and journalist Christine Gross-Loh, which introduces the elements of ancient Chinese philosophers to a western audience. The Path: What Chinese Philoso-
view of the world is still haunted by this commitment to a sovereign self within a world where there is a grand Truth we are all searching for. God might be dead, or dying, but another big idea is standing in the wings to replace him – scientific rationality, humanism, or some other new universal dogma. Puett and Gross-Loh locate the hybridity of the Chinese worldview right back in its intellectual roots – the late Zhou period and that of the succeeding "warring states", over 2,500 years ago. This era was the one in which, as in the almost contemporaneous Greek school around Socrates, Plato and Aristotle, there was an explosion of figures who have influence to this day. The most famous is Confucius. But The Path shows he was not alone. Mencius, Xunzi, Zhuangzi, and finally Lao Zi were all significant, and had a massive impact on the succeeding generations. The most wonderful aspect of their work was its variety and diversity. For Confucius, morality was about flexibility, adapting to the world, observing self-regulation, improvement and the "rituals" that cleansed daily life and gave it structure, training people so their behaviour, despite their flawed natures and the defective world in which they lived, was correct. For Mencius, his great follower, humans were intrinsically good, but sullied by the imperfect world, which they had to defend themselves against by defensive action. His ideas come closest to that of a tragic view of life familiar to western romanticism.

The real value of their book however is to show what a tragedy it is that the ideas and image, in particular, of Confucius have been so politicised by the current leaders of the People’s Republic of China. Confucius’s work was famously free of metaphysics and any hint of mysticism. The Analects and the other works through which his teaching have come down were profoundly pragmatic, focused on the striving for order in a disorderly world. Under the communists from 1949 his image was tied so closely to the hierarchical, feudal world the new rulers were bringing down that he became the image of bad influence and thinking. This reached its apogee in the early 1970s when, in a deft move to attack the then premier Zhou Enlai, radicals launched a campaign to criticise the ancient sage. In the era of Xi Jinping, Confucius is seemingly rehabilitated. The world seems strewn with gargantuan statues of a stereotyped image of him, hands folded in flowing garments, beard vast and grey, eyes

India warns Pakistan after 'spy' is sentenced to death
New Delhi/islamabaD, april 10 (iaNs): India on Monday issued a stern warning after Pakistan sentenced to death an Indian 'spy' caught last year on charges of espionage and waging war against Islamabad. The Indian External Affairs Ministry said Kulbhushan Jadhav, whose family lives in Mumbai, was sentenced "without observing basic norms of law and justice" and if he was hanged, it would be "premeditated murder". Pakistan said earlier that a Field General Court Martial awarded the capital punishment and Army Chief General Qamar Javed Bajwa had confirmed it. A Pakistani statement described Jadhav, who allegedly used the alias Hussein Mubarak Patel, as an Indian Naval officer attached to the Research and Analysis Wing (RAW). Jadhav was arrested on March 3, 2016, reportedly in Balochistan, for "involvement in espionage and sabotage activities against Pakistan". "He confessed before a Magistrate and the court that he was tasked by RAW to plan, coordinate and organise espionage, sabotage activities aiming to desta-
bilize and wage war against Pakistan by impeding the efforts of law enforcement agencies for restoring peace in Balochistan and Karachi," the statement said. Foreign Secretary S. Jaishankar handed Pakistan High Commissioner Abdul Basit a demarche warning that if Jadhav was hanged, "the government and people of India will regard it as a case of premeditated murder". It accused Islamabad of abducting Jadhav from Iran and "his subsequent presence in Pakistan has never been explained credibly". It said the Indian High Commission in Islamabad sought consular access to Jadhav 13 times between March 25, 2016 and March 31, 2017 but was not given permission to meet him. "The proceedings that have led to the sentence against Jadhav are farcical in the absence of any credible evidence against him. The prisoners were to be released as part of the practice by India and Pakistan to repatriate nationals lodged in each other’s jail after they complete their sentence. Replying to a short duration discussion in the Rajya Sabha on Aadhaars' implementation and implications, he sought to allay the opposition's fears that biometric and demographic data collected for Aadhaar could be leaked and misused. "I want to dispel all misconceptions (about Aadhaar). Aadhaar is robust, safe, secure and totally accountable," Prasad said. He also said that "the world is appreciating it and something which is giving result needs to be respected". "Members have raised the issue of privacy. Are we invading privacy under Aadhaar law? No. A categorical no," Prasad said.
He said the biometric and demographic data collected by the Unique Identification Authority of India (UIDAI) to give a unique identification number to a citizen was completely safe and there were enough safeguards against the misuse of this data. "The policy is 'minimum information, no profiling'. For instance if a bank asks for the information about a potential customer, it would be provided just the limited information for its consumption," he noted, adding that there was robust legal mechanism to check any attempt to pry into the personal details of a person. "In the last six months we have blacklisted 32,000 operators," he said. Rebutting opposition's charges point by point, the Minister said that Supreme Court did not put stay on Aadhaar being linked to many things. "We are the law-making authority. We are ac-
countable to the people of the country," he said, adding that Parliament has come up with a law -- the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 -in this regard. Answering Congress' charge that the Bharatiya Janata Party and its leaders, including current Prime Minister Narendra Modi, when in opposition had opposed the idea of Aadhaar, Prasad said that BJP was against it as personal information of the people was being collected in absence of any law in relation to it. "Congress has a non-serious leader called Rahul Gandhi. He is not serious about the people of the state who give you a mandate, not serious about government formation. He is not even accessible. Obesity may influence blood tests for rheumatoid arthritis New YORK, ApRIl 10 (IANs): Being obese or overweight may influence the blood tests used to assess the levels of inflammation for rheumatoid arthritis in women, researchers have found. Rheumatoid arthritis is a chronic inflammatory disorder that affects joint linings, causing painful swelling. The study revealed that obesity may influence blood tests C-reactive protein (CRP) and erythrocyte sedimentation rate (ESR) -- used to diagnose and monitor rheumatoid arthritis. Among women with rheumatoid arthritis, a greater body mass index (BMI) was associated with greater CRP, especially
among women with severe obesity. There was also a modest association between obesity and ESR in women. “Our results suggest that obesity may lead to increased levels of CRP and ESR in women with rheumatoid arthritis,” said Michael George, from the University of Pennsylvania in the US. “The increase in these levels of inflammation was not because rheumatoid arthritis was worse in these women. In fact, we found that obesity leads to very similar increases in these lab tests even in women without rheumatoid arthritis,” George
added. These links were also seen in men in the general population, but the connection between obesity and inflammation was different in men with rheumatoid arthritis. In these individuals, lower BMI was associated with greater CRP and ESR. The finding may be important for understanding the relationship between weight and inflammation and how it may differ between men and women, the researchers said. Physicians need to be careful when interpreting these lab tests since both rheumatoid arthritis and obesity can contribute to levels of inflammation.
KuAlA luMpuR , ApRIl 10 (ReuteRs): Malaysian authorities have seized about $3.1 million worth of rhinoceros horns flown in from Mozambique via Qatar, the latest seizure in Asia of products from endangered species to feed demand for traditional remedies, officials said on Monday. Malaysia is a major transit point for the trade in endangered species to other Asian countries although a customs official told Reuters Malaysia was believed to have been the final destination of the 18 horns. Customs officials at Kuala Lumpur International Airport found the more than 51 kg (112 lb) of horns on Friday, after a tip-off, packed in wooden crates in a cargo warehouse, airport customs director Hamzah Sundang told a news conference. The horns had been shipped to Malaysia via Doha, Qatar, on a Qatar Airways flight, using false documents and declared “Obra de arte” or “objects of art”, Hamzah said. “The address of the

MUMbAi, April 10 (iANS): Mumbai Indians pulled off a thrilling fourwicket win against Kolkata Knight Riders (KKR) to continue their dominance over their rivals at the Wankhede Stadium here on Sunday. Chasing 179 for victory, Mumbai -- who have won 13 times in their 18 meetings so far with KKR -- were always up against it losing wickets at regular intervals. But a late onslaught from left-hander Nitish Rana (50; 29b; 5x4, 3x6) and poor bowling at the death by Trent Boult and Ankit Rajpoot saw the men in purple throw away the tie which they should have won. Rajpoot (3/37) bowled well until the 19th over when he went for 19 runs. Boult, KKR's pace spearhead, had a forgettable outing going for 47 runs in his four overs without taking a wicket. Mumbai got off to a flying start as their openers Parthiv Patel (30, 27b; 3x4, 1x6) and Jos Buttler joined hands for a 65-run association for the first wicket. Patel, who has the third-worst average in the IPL for anyone to have opened in the at least 20 innings, looked to be settling down as the Gujarat Ranji Trophy winning captain slog-swept chinaman Kuldeep Yadav for a huge six over wide long-on before the left-arm spinner got the back of the 32-year old. Parthiv looked to sweep down the leg side again coming across his stumps with the ball straightening from off stump towards middle for a simple leg before wicket decision. Buttler, who was looking good for his 28 (22b 1x4 2x6), followed suit in the next over, Ankit Rajpoot removing the England wicketkeeper who played across the line getting LBW in the process.
Rohit reprimanded for showing dissent MUMbAi, April 10 (iANS): Mumbai Indians skipper Rohit Sharma was reprimanded by the match referee for his behaviour after being given out during his team's match against Kolkata Knight Riders (KKR) at the Wankhede Stadium here. The 29-year-old was on Sunday not pleased with the umpire's leg before wicket decision off Sunil Narine and showed anger while walking back to the pavillion, when his team needed 105 runs off 62 balls. Despite the fall of wickets at regular intervals, Mumbai managed to pull off a thrilling four-wicket win against Kolkata to continue their dominance over their rivals. "Rohit Sharma, the Mumbai Indians captain, was reprimanded by the match referee for showing excessive, obvious disappointment with an Umpire's decision during his team's contest against the Kolkata Knight Riders at the Wankhede Stadium," an Indian Premier League (IPL) statement said. "Sharma admitted to the Level 1 offence 2.1.5 of the IPL Code of Conduct for Players and Team Officials. "For Level 1 breaches of the IPL Code of Conduct, the Match Referee's decision is final and binding," it added.
Skipper Rohit Sharma (2), who raised a few eyebrows by sending Rana ahead of him at No.3, lasted just six balls before Sunil Narine brought about the third leg before wicket of the innings. His 12-foot birdie putt at the first extra hole dropped into the cup at the par-four 18th, triggering a massive cheer from an Augusta National gallery that began chanting his name after willing him across the line. As his ball disappeared, Garcia crouched, clenched his fists and let out a mighty scream of pure joy releasing years of frustration, his 74 major starts the most made by any professional golfer before a first win. "I did think about, am I ever going to win one?" admitted Garcia. "I've had so many good chances and either I lost them or someone has done something extraordinary to beat me. So it did cross my mind. "But lately I've been thinking a little bit different, a little bit more positive and kind of accepting, too, that if it for whatever reason didn't happen, my life is still going to go on." Deadlocked after nine holes, the two friends and rivals produced an enthralling back nine showdown worthy of any Masters final round in what became a head-to-head battle after the other challengers fell away. Garcia and Rose both carded 69 to finish tied on nine-underpar 279, three strokes clear of 2011 Masters champion Charl Schwartzel of South Africa, sending the year's first major to a playoff when both missed birdie putts at the 72nd hole. Garcia frittered away a chance to win in regulation when his downhill five-footer dribbled away to the right and did not even threaten the cup, moments after Rose had also misread his seven-footer.

All the omens had seemed in place for a Spanish victory with Garcia starting the day perched atop the leaderboard alongside Rose on Ballesteros' birthday. e won many-a-heart by showcasing his fresh and raw acting skills six years ago in "Band Baaja Baaraat". With over 10 films to his credit now, actor Ranveer Singh says he has evolved but believes that he is still raw. "I'm still raw... I'd like to believe. Yes, there certainly has been an evolution. I have learnt a lot of things about the craft and people management. I have become a little more responsible. "When you are showered with so much love and affection from the fans... it becomes your responsibility to make them proud," Ranveer told IANS here. The actor says he feels immensely connected to his well-wishers and is happy that his work is being highly appreciated. But he hopes not to stagnate. "I hope to do different stuff and never stagnate. That's really the death of an artiste... when you stagnate," he said.
The 31-year-old, who has delivered hits like "Goliyon Ki Raasleela RamLeela" and "Bajirao Mastani", also underwent a low phase when "Befikre" did not do well at the box office. Ranveer says one shouldn't get affected by failure. "Fortunately, early in my career, I learnt that filmmaking is a team effort. It is a collaborative effort so the success or failure... One should not get too carried away by success and, at the same time, you cannot get too bogged down by failure. After all, it's a team effort," he said. "So, when a film becomes successful, it's teamwork and if the film doesn't do well, maybe, the team as a collective went wrong," he added. The "Gunday" actor says that for him, the process of filmmaking is the prize. "I'm lucky and blessed that I get to
do what I love to do for a living ... that I go to a film set in the morning and get to perform in front of the camera. So, for me, that process of filmmaking itself is the prize," he said. Westbrook scored 50 points, pulled down 16 rebounds and handed out 10 assists to break the single-season triple-double record set by Oscar Robertson in the 196162 campaign. It was his third 50-point tripledouble of the season -- another record -- and left Westbrook feeling "blessed, very blessed". It was yet another remarkable display of the all-around excellence that a triple-double -- the achievement of double-digit totals in three of five key statistical categories -- has come to represent.
Westbrook had already joined Robertson as the only players to average a triple-double over the course of a season. Parliamentary Secretary for Youth Resources and Sports, Khekaho Assumi on Monday inspected the ongoing construction of Swimming Pool in Dimapur behind IMC Hall. The total cost of the project amounting to Rs 2. 49 crore was sanctioned by the DoNER Ministry under NLCPR on a Public Private Partnership mode for which the contract was awarded to Nagaland Youth Gymnastic Club. It was informed during the inspection that out of the total cost, Rs 2 crore approximately has been paid while the remaining amount of Rs 43 lakh approximately (after deducting State share) was pending payment. The contractors said that inauguration of the Swimming Pool was tentatively scheduled in the month of May 2017 and assured the government of completing in two months if the pending amount was released. Khekaho, however, said that they could take even three months on the condition that good workmanship was exhibited and all technical specifications followed strictly. Even as Rs 2 crore was already paid, there were strong opinions that the works completed so far did not commensurate with the amount paid leading to doubts that even if the remaining Rs 43 lakh is to be released, the project might not be

The dominant force in Italian football, Juventus will take on the role of underdogs when they host Barcelona's array of creative talent in the first leg of their Champions League quarter-final on Tuesday. Yet while Barca boast Europe's most spectacular strikeforce, Juve have arguably the continent's best defence, based on the 'BBC' lineup of Andrea Barzagli, Leonardo Bonucci and Giorgio Chiellini, underpinned by veteran goalkeeper Gianluigi Buffon.
