The busy Dimapur (Main) branch of the State Bank of India (SBI) was ruffled on April 10 after it was looted of an estimated Rs. 14-18 lakh. As per the police, it received a complaint in the afternoon of an incident today at the branch informing that cash was stolen from the bank. The incident caught on CCTV showed an unidentified man casually walking into one of the cash counters, grabbing a stash of cash and scurrying out past an armed guard as the clerk manning the counter attended to clients. A bank official said the incident occurred around 1:30 pm at the ground floor. The police stated it was still to ascertain the exact amount stolen.
Dept urges TASU to withdraw intended Mon-Namtola road blockade Kohima, april 10 (mExN): Following the ultimatum served to the State Government by Tizit Area Students’ Union (TASU), the Works & Housing Department, Government of Nagaland has assured that repair works (IRQP) on Mon-Namtola road (141-155 Km, 160-177 Km) will be taken up once the tender formalities are completed, which will take about 2-3 weeks. A press statement from Commissioner & Secretary, Works & Housing, Nagaland further said that the Chief Minister has also committed an amount of Rs. 5.00 crores on April 4, 2017 for the said road. “The Department has taken serious note of the delay in implementation of various works awarded to contractors under Tizit-Mon area and decided to review all the road projects and necessary action will be initiated to resume these projects,” the statement read. In light of this, the department has requested TASU to review their decision and withdraw the intended blockade of Mon-Namtola road, which has been proposed to begin from April 11.

Nagaland received the highest financial support from the centre in 20152016, receiving the “neediest State” tag from amongst the 29 states and 7 union territories which encompass the Indian Union. According to a Reserve Bank of India (RBI) publication, Nagaland State received 92.5% of its financial resources from the centre in 2015-16. This means the Government of Nagaland invested only 7.5% of its total expenditure from its own pocket. Other needy states, which figure as fully dependent on the centre for money, include Mizoram with 91.9% dependence followed by Arunachal Pradesh at 91.4%, Manipur at 89.7% and Tripura at 87.0%. At the other end of the spectrum, Delhi, which generates more than 90% of its own revenue, took the least financial support from the central government among all states. It received just 7.2% of its spending money from the union government. Among the more selfreliant states are Haryana whose share of central taxes and grants is just 23.3%, Maharashtra (23.7%), Tamil Nadu (26.3%) and Telangana (26.8%). While the northeastern states and Jammu & Kashmir are the most dependent on central assistance, Bihar, among

Nagaland, one of the 11 Special Category states in India, relies heavily on the centre for assistance, apparently because of inherent features like a low resource base; low population density or sizable share of tribal population, economic and infrastructural backwardness, and cannot mobilize resources for development. The revenue from the centre includes States’ share of Taxes and Duties, Non-Plan Grants & Loans, Central Assistance for State & UT plans and Assistance for Central and Centrally Sponsored Schemes. According to the Comptroller and Auditor General of India report for the year ended March 2016, the total receipt of financial support from the Government of India by Nagaland during 2015-16 was Rs 7,360.08 crore which is Rs 2,540.72 crore as State’s share of net proceeds of divisible Union taxes and Rs 4,819.36 crore as Grants-in-aid. On the other hand, the revenue raised by the State Government during the fiscal year was Rs 683.49 crore, which consist of Rs 427.10 crore as tax revenue and Rs 256.39 as non-tax revenue.
A more or less stagnant State’s revenue Showing a receding revenue trend, the growth of revenue during 2015-16 over previous year was at 3.68% against the 19.86 % in the year 2014-15, the CAG report revealed. In addition, during the year 201516, the revenue raised by the State Government (Rs 683.49 crore) was eight per cent of the total revenue receipts against the nine per cent in the preceding year. Nagaland’s ability to raise resources internally has been more or less stagnant for decades with a weak economy and the State highly reliant on Tax revenue as a main source of income. The CAG report 2016 revealed that the State Government earned Rs 427.10 crore from tax revenue, while also indicating an increase of 10% as compared to the Rs 388.60 crore earned during 2014-15. The major bulk of this revenue was raised solely from sales tax/VAT with Rs 328.58 crore recorded during the fiscal 2015-16. On the Non-tax revenue, Power department stood at highest with Rs 111.10 earnings from the total earning of Rs 256.30 crore under the category. Further, within the

Over 72% of households in Nagaland State are either categorised as PHH (Priority Household) or Antyodaya Anna Yojana (AAY) indicating that nearly one-third of the population barely manages to scrape through a month without government assistance. According to the Food & Civil Supply Department, Nagaland State currently has 14,04,956 beneficiaries under the National Food Security Act (NFSA) out of which 47,500 households are AAY beneficiaries with 2,12,034 members; and 237,434 households are under PHH scheme with 11,93,922 members. These figures were arrived at based on the 2011 Census. This translates into 72.42% of total households in Nagaland State and 71.01% of its total population dependent on State assistance. The Nagaland State Government’s eligibility criteria for AAY Scheme is “Old people, widows, disabled person without family or societal support, landless labourers,” while those included under PHH are “Landless labourer, marginal farmers, person earning livelihood on daily wages and family with yearly income of Rs.1, 50,000 and below.” In other words, less than
28% of households in Nagaland are earning above Rs. 12,500 per month or around Rs.410perday.Theresteither survive as marginal farmers or daily wage earners. Similar figures (14, 03,579) were also quoted by Nagaland Chief Minister Dr. Shürhozelie Liezietsu, who also holds the charge of Food & Civil Supplies, while answering an unstarred questioned during the recently concluded State Assembly Session. Nagaland joined the rest of the states in the country towards providing food grains to the poorest at highly subsidized prices through Targeted Public Distribution System (TPDS) with the launch of National Food Security Act 2013 in June 2016. Besides, the AAY and PHH schemes, the government also provides other welfare schemes. It includes the Welfare Institutions and Hostels Scheme and the ST/SC/OBC Hostels Scheme. The former is for “registered institutions running for the welfare of the people/society” and the latter for hostels with 3/4th of the students from ST/SC/OBC categories. Does the data signify any anomalies – for instance the manipulation of income data by the beneficiaries or inflation of data by the department? If the data is right, it is pertinent for the government to ensure developmental activities to uplift the majority of the populace living a marginal existence in the State.

Dimapur, april 10 (mExN): Mhonsao Kikon, an NSCN (IM) Steering Executive Member from Kyong/Lotha Region passed away after a prolonged illness at Zion Hospital Dimapur on April 9. Born in 1942, he was popularly known as M. Kikon. He joined the Naga national movement at a young age under the banner of NNC and became the 3rd President of NNC (N/A) after the signing of Shillong Accord. He later joined NSCN in 2002 and held various posts till his last breath. Among others, he was the Convener, Political Affairs Committee (PAC) looking after the affairs of UT-I in 2008; Convener (Chief Justice) of National Judiciary Board (NJB) 2009-2010; Cabinet Kilonser of Mines & Mineral 2010-2012; and Steering Com-
mittee Member 2012-2017, MIP (IM) informed in a press note. It further said that a brief condolence service was held today at his residence at Ekhyo Yan Village (Domokhia), Dimapur. Among others, the service was attended by Qhevihe Chishi Swu, Collective Leadership Member; Rh. Raising, Kilo Kilonser; and Zarshie Nyuthe, Co-Convener Steering Committee besides hoards of senior NSCN functionaries such as Steering Committee members and Cabinet Kilonsers, it added. The condolence rite was conducted by Reverend Sekshim Kasar, General Secretary of Council of Nagalim Churches (CNC). The MIP further informed that the mortal remains of the departed leader will be taken to his native Baghty village, Wokha district for his last funeral rite.

State’s revenues, the share of non-tax revenue had decreased to 05% in 201516 (Rs 256.30 crore) over 2014-15 (Rs 270.61 crore). Non-tax revenue includes profit and dividend on government equity, and charges collected for rendering government services like housing, power, medical & public health, public works, police, crop husbandry, forest and wildlife, co-operation etc. The State revenue could be more, as implied in the CAG report, if it was not plagued by factors like acute lack of transparency, evasion of tax, misappropriation of funds, absence of monitoring and internal control mechanism and lack of public spending efficiency with no budgetary management and control. One instance can be the miniscule revenue generated by Nagaland state lotteries. According to the CAG report, out of the total sales of Rs 17,653.76 crore made during 2010-16, the distributor deposited only Rs 56.93 crore being Minimum Guaranteed Revenue (MGR) to the Consolidated Fund of the state. The report stated that the distributor neither deposited the balance amount of Rs 17,596.83
crore to the Consolidated Fund of the state nor was it demanded by the State Government. Prof Mithilesh Kumar Sinha, Finance Officer NU, Lumami in an analytical study of the ‘sluggish revenue trend in Nagaland’ published recently pointed out on the trends in revenue receipts for the period from 2004-05 to 2014-15 where State’s own revenues as a share of total revenue “have remained almost stagnant and flat.” The revenue was 8.24 per cent in 2004-05 that witnessed a slight increase to 8.62 per cent in 2014-15. This indicates a perceptible stagnation in the State’s ability to raise resources internally. A stagnant trend in State’s own tax revenues and declining trend in nontax revenues indicate a drying up of taxes or a narrowing tax base, a contraction of charged government services or a non-recovery of the economic cost of services. This is indicative of systemic weaknesses and a substandard resource mobilization within the State, Sinha pointed out. Economic self-sufficiency, which is critical for a state’s development and growth, may be a distant goal judging by the social and political climate in Nagaland State, but an economy dependent on grants will lack incentive to create its own growth mechanisms.

Many lives have been lost in Mimi and surrounding villages of Kiphire district due to lack of good healthcare facilities, village elders have maintained. Like majority of the rural areas in Nagaland, people of the aforementioned villages have been denied access to decent medical care for far too long. The lone ‘dispensary’ for the people of Molomika range was first set up by the Nagaland State government at Mimi village bordering Myanmar in 1974. Till now, it is the only available healthcare facility for about 5000 population from eight villages. 43 years since the ‘dispensary’, which has now been designated as sub-centre, was started, it is yet to be upgraded to Primary Health Centre (PHC). As a result, the nearest access to decent medical care in form of a first referral unit lies 74 km away at Pungro CHC (Community Health Centre) and the district hospital at Kiphire headquarters lies further 110 km away. Kohima, april 10 (mExN): In response to Lotha Hoho and Rengma Hoho’s ultimatum to the Nagaland State government for widening of the National Highway 2 (earlier NH 61) in Tseminyu and Wokha sectors, the PWD (NH), Kohima today appealed to all concerned to bear with the inconveniences and wait for the tender process to be completed. Chief Engineer, PWD (NH) in a statement maintained that the tender process was delayed by three weeks due to the statewide ‘Bandh’ in the month of February, 2017. The Letter of Acceptance (LOA) for Package II (From Km 56.00 to Km
72.40) has already been issued on March 31, 2017, while tender evaluation is in progress for Package I (from Km 40.00 to Km 56.00) and is likely to be awarded by last part of April, he added. For Package I, bids had to be invited two times since one bidder out of two was found to be ‘non-responsive.’ Unlike other contract procurement systems which take about 1 to 2 months, it was informed, Engineering Procurement Contract (EPC) mode adopted for the instant project will take a considerable period of time to complete the tendering process. “However, once the process is completed, the progress of work will be
smooth and will be strictly completed within the stipulated time,” the Chief Engineer assured. Recounting the circumstances leading to delay in the project, the statement informed that the project “Widening to 2-lane from Km 40.00 to Km 72.40 of NH-61 under NH Division Kohima in the State of Nagaland” was sanctioned by the Ministry of Road Transport and Highways (MORTH) on June 18, 2010 for an amount of Rs. 9368.08 lakhs. Tenders were invited and the work was awarded to M/S Meenakshi Infrastructure Pvt. Ltd. However, a case pertaining to award of works of the project was filed in the

better health facility in the village. “But we are helpless and at times, precious lives have been lost due to non availability of health care and also due to distance and poor road connectivity,” an elder lamented. Compounding the existing problems, when monsoon arrives, only 4x4 vehicles can negotiate the roads, it was informed. “So even if there is need of medical health care, the villagers are helpless and the only solution is to look out for local quack and in some cases it becomes fatal. Since we don’t have any other alternative, we take it as our
faith or conclude it as our destiny,” another elder added. The 43-year-old dispensary is presently manned by one nurse, a compounder, a medical attendant and a midwife. It may be mentioned that of the 941 hospitals and dispensaries in the State, 20.29% are located in Dimapur district alone while Kiphire and Longleng have the lowest share of such health centres with both having only 1.7% of the total State share, according to “Eastern Nagaland at a Glance” published by Department of Underdeveloped Areas (DUDA) in 2015.
Two men were arrested at the Dimapur railway station on April 9 for drugging a passenger allegedly with the intent to rob. The duo, identified as Krishna Gupta (54) and Mahadev Goud (27), was apprehended by the Railway Protection Force (RPF) personnel at the platform around 7:30 pm. ASI AK Nath, RPF, who made the arrest, said that the duo was “apprehended red handed offering tea laced with drug to one passenger who drank the tea and fell unconscious.” The unidentified victim was admitted to the District Hospital. Frisking of the duo resulted in the confiscation of a stash of suspected Ativan (Lorazepam) pills, a psychotropic medication prescribed for treating anxiety disorders. A medical syringe was also among the pills (179 in number) recovered, which was reportedly used to spike tea to be offered to unsuspecting rail pas-

sengers, ASI Nath said. They were handed over to the Government Railway Police Station, where a case was registered. ASI Nath further informed that Gupta has an earlier police record registered against him. He was arrested at Dibrugarh by the RPF in January 2014 under similar circumstances and a case registered at the Gabhrupathar Police Station.
Court and the case went through a long process of litigation, it said. Finally, the MORTH foreclosed the project on February 19, 2015. Following this, the instant project under the nomenclature “Strengthening and widening to 2-lane with paved shoulder of NH61 from Km 40.00 to Km 72.40 under EPC mode in the State of Nagaland” was sanctioned by MORTH on October 31, 2016. The project was split into two packages: Package I – From Km 40.00 to Km 56.00; Package II – From Km 56.00 to Km 72.40. Bids were invited and Technical Bids for both the packages were opened on January 20, 2017.
Punjab Accident: Another succumbs to injuries Dimapur, april 10 (mExN): The Naga youth, who survived the road accident at Phagwara, Punjab on April 9, succumbed to his injuries in hospital today. As per a PTI report quoting the police, the deceased youth identified as Yepeto Khuzumi, was a former student of Lovely Professional University. The body was handed over to his family members after post-mortem, the report stated. Khuzumi and two others – Aosen Longchar from Nagaland and Nikhil Chaudhary of Raipur, Chhattisgarh – were on a motorcycle when it was reportedly hit by a truck at Hargobindnagar crossing on national highway 1. Longchar reportedly died on the spot. Chaudhary is reported to have sustained minor injuries.
