Pervasive Corruption of multi-dimensional nature seems to be thriving in Nagaland State due to government inaction at all levels. Or so this year’s CAG report suggests. The Report of the Comptroller and Auditor General of India (CAG) on State Finances for the year ended 31 March 2015 was recently tabled in State Legislative Assembly but given a silent burial at the implementation level. Timely submission of utilization certificates (UCs) is a major area of concern, it noted, highlighting that at the end of March 31, 104 UCs involving an aggregate amount of Rs. 217 crore were pending for submission even after a lapse of one to five years from various departments. Additionally, CAG said that as of March 31, 2015 there were 34 cases of mis-

Business as usual

According to CAG, while the cases of anomalies are reported each year, the case often lies inactive at the implementation level. For instance, out of the 34 cases reported this year, the age profile of the cases range from 0-10 years with the government or respective department/s failing to act on the matter. A careful analysis of the report further depicts how administrative apathy and

inaction has resulted in these ‘business-as-usual’ responses to such findings, and corruption continues unabated. For instance, most of the cases (30 nos.) are still are waiting departmental or criminal investigation reflecting the inaction at the implementation level. Only 3 cases have reached the Court of Law so far. The highest amount of misappropriation and loss amounting to Rs. 402.66 Crore involves two cases in Food and Civil Supply department where final action has not been taken by the State Government, CAG maintained. at Rs. 74.38 crores is the second highest, ironically followed by the Finance Department at Rs. 43.69 crores. Case-wise, the Health & Family Welfare has the highest number, with 9 cases of misappropriation and defalcation. Transparency International said corruption thrives where temptation meets permissiveness; where institutional checks are missing; where decision making is opaque; and where civil society is disempowered. Looking at CAG Report, one can safely assert that Nagaland is the most fertile ground for corruption to thrive unabated.

The Regional Action on IncluSive Education (RAISE) North East was launched on April 12 in a jubilant and emotional atmosphere of Children with Special Needs (CWSN) along with parents, teachers and stakeholders at Hotel Japfü. “We need to move from the era of sympathy to the era of empathy,” said Bibhu Dutta Sahu, Director, RAISE NE while highlighting the objectives of RAISE stating that the background work for the project was done for two years. The main motive behind RAISE is to complement the SSA to improve the quality education of children with special needs. “When it comes to quality education there needs to be change of attitude among parents, other children, teachers and agencies. We are dreaming a dream and within that dream what role can we play as stakeholders to provide inclusivity of the children?” asked Sahu. RAISE aims to create a platform for making people understand disability where Sahu pointed out the need to understand one’s culture and how to engage the children with special needs within that culture. “Let the children be active stakeholders in this process,” concluded Sahu. Present at the launch as the Guest of honor was Rovilato Mor, DC Kohima who shared his experiences as a parent of a special child. The Kohima DC, whose second daughter suffers from cerebral palsy, mentioned that the family does not use the words ‘disgrace’ or ‘unfortunate’. “We take it as a pride and special gift in our family. We make it a point to take her everywhere we go on social events and gatherings,” said Mor, asserting the

DIMAPUR, APRIL 12 (MExN): Action Committee Against Unabated Taxation (ACAUT) Nagaland has questioned the “unethical practices” of an Indian multinational banking and financial services company based in Dimapur for denying the right to a local entrepreneur in availing loan despite being selected and sanctioned Rs 22 lakh loan under the Prime Minister’s Employment Generation Programme (PMEGP) Scheme. The anti-corruption body also found it as “even more condemnable” that the Khadi and Village Industry Commission (KVIC) Nagaland despite knowing the fact that the said bank has “never entertained any local entrepreneurs in the last 7 years would still empanel it as loan dis-

pensing agency.” “It is fishy that KVIC should still patronize the bank despite the latter being openly hostile to the entrepreneurial community,” a press statement from ACAUT Media Cell on Tuesday stated. It alleged that “KVIC even played mischief by refusing to allot a different bank to the said entrepreneur even when he repeatedly complained to the officials regarding the unprofessional and sick attitude of the bank.” It further alleged that the local entrepreneur was made to run around for three months by the bank, after which it offered to pay Rs 1 lakh out of the total Rs 22 lakh. Left with no other option, the entrepreneur had approached ACAUT Nagaland and only after its interven-

tion, the bank released Rs 10 lakhs out of the Rs 22 lakh, the ACAUT statement read. Also expressing shock that the bank in question was flouting all banking norms, ACAUT suspected that it is “operating simply to collect deposits …. while foregoing its responsibility to customers.” Pointing out that this is one example out of thousands cases happening all over Nagaland, ACAUT has warned that it will not tolerate such discriminatory policies against locals. It also appealed to all the PMEGP selected candidates who have faced harassment from the banks to contact its officials. “The ACAUT is ready to expose such dirty-dealings to the public, the RBI, the Finance Ministry, and the Banking Ombudsmen,” it stated.

RMSA candidates suspend agitation after assurance from Nagaland government our Correspondent Kohima | April 12

The Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Phase 2 & 3 candidates suspended its indefinite agitation after receiving a written assurance from the Nagaland Government. RMSA candidates told The Morung Express that a written statement was received from the Minister of School Education & SCERT, Yitachu in a meeting held on Tuesday assuring that their appointment orders would be issued within the month of April. Following the assurance, the agitation have been suspended till April 30, 2016, the candidates informed. The Minister in a letter dated April 12, had directed the Mission Director, RMSA “to issue the appointment order of the 111 graduate teachers waiting list against the post of Headmaster under RMSA post creation by April 2016.” However, the RMSA candidates cautioned that they would resume the agitation if they do not get positive response as assured by April.

Cyclist and eco-activist Sievituo Solo has set sight on new frontiers to circumnavigate on his bicycle - and attempt to set a new world record at the same time. The latest epic challenge for the young adventurer is to bicycle the length and breadth of Europe, and the United States within a span of 180 days, which is six months time. He is expecting to crisscross 20 countries starting with France.

For this expedition, Solo is going solo. His partner of previous cycling expeditions across South East Asia on ‘Re-Cycling for Greener Environemnt’ and ‘Cycling for sustainable world: Wheels of Change,’ Ruokuo Kire, is on a break to devote time to family, and other responsibilities. Solo, who is gearing up to hit the road by last week of April, or first week of May, said he would be pedaling under the theme ‘Innovative, Eco-Friendly, and Healthy Lifestyle. For this, he will particularly address awareness on the versatility of the Bamboo plant which are abundant in Nagaland and try to harness investors or companies for its production. Solo will also be attempting to set a world record in the Limca Book of Records on the ‘Longest distance travelled on a bamboo bicycle.’ The expedition will be like a

fact finding mission of sorts to test the endurance of the bamboo bicycle; whether it can last the whole length of the journey. This evidently means Solo is undertaking a chancy expedition. But these are concerns Solo seems least bothered about. “I go with my gut. When you have the thing (opportunity) in your hands, just put it on the road,” is his mantra. According to the young cyclist adventurer, Nagas are so cautious about readinesswhich is obviously one reason why “we start so late in our careers or never start at all.” So what happens if something goes wrong with the bamboo bicycle while out there? It’s a question which Solo is not fussy about - “Whatever happens, I will figure it out when or if it happens.”

KMC extends last date of trade licenses renewal

KohiMa, april 12 (MexN): The Kohima Chamber of Commerce and industry (KCCI) has informed the traders within Kohima that the Kohima Municipal Council (KMC) has agreed to extend the last date of renewal of Trade Licenses to April 30 as per official notice. All traders are therefore directed to comply with the notification by the set date, initially visiting KCCI office for registrations for annual memberships and Smart ID cards. Traders are once again reminded that renewals and issuance of new licenses will be done only on production of official receipt of membership and Smart ID cards issued by the KCCI. The smart ID Cards are for identification as qualified members of the Chamber and will include data of the business enterprise in the embedded Smart Chip. A pay & use toilet with provision for differently abled people, constructed under Swacch Bharat Mission was inaugurated here this morning by Central Public Health Engineering & Environmental Organization (CPHEEO) deputy advisor Rohit Kakkar. Located at Officers’ Hill, between Indoor TT Stadium and Red Cross building, this public toilet is the first of kind in Nagaland where provision is set for the differently abled people. Kakkar was appreciative of the coming up of such beautiful structure and called for proper maintenance of the provided facility. He was optimistic that this facility will also go a long way in meeting the goal of Swacch Bharat Mission in the country.

This pay & use toilet is billed as “One step towards cleanliness.” The Officers’ Hill (Thegabakha) Colony Council (OHCC), Kohima keeping in mind the need

for public toilet resolved in its executive meeting to construct a public toilet within the colony jurisdiction. In time of fund constraint, Swacch Bharat Mission came as a blessing

for the project, said OHCC general secretary Ruokuolhouvo Miachieo. Other factors in making this project possible included, land donated by T. Khel, Kohima village, joint

effort by the government agency and the community, especially the urban development department, Kohima Municipal Council, Public Health Engineering Department and the Sanitation Committee of the Officers Hill Colony Council where each one played their respective role. The project was completed at the total cost of Rs. 4,17,000. (Rs. 1,40,000 and Rs, 2, 77,000 funded by the government and the community respectively). The Colony Council will collect a nominal fee for the use of the facility for maintenance of this toilet. No fee will be charged for the differently abled people on wheel chair. They can avail the facility free of cost. Earlier, the function was chaired by Kohima Municipal Council (KMC) administrator Kovi Meyase.

WoKha, april 12 (dipr): A 30 member team from 12 Battalion NDRF (National Disaster Response Force) Itanagar will be imparting training on disaster management awareness preparedness and demonstration of its tools and equipments for local people. Topics on MFR (Medical first responder) CSSR (Collapsed structure search & rescue), school safety training, urban search & rescue, earthquake, flood, land slide and community responders will be covered during the five day training programme. There will be an interaction session with team. The team also had a short meeting with the Deputy Commissioner, Wokha A.Robin Lotha at his official chamber.

While welcoming the team, the DC expressed gratitude for taking out time to impart trainings to various NGOs and expressed hope that whatever knowledge the team is going to impart will definitely benefit the district. Team leader Asstt Commandant 12 BN, NDRF, Ajay Bahadur Singh also apprised the Deputy Commissioner about the various topics to be covered during the five day programme. The students’ union has been observing April 14 as Black Day every year in memory of Late Chumdamo Tungoe and Late Thungkhomo Ezung, who were killed on April 14, 1977 in police firing during a student procession organised by the Lotha Students’ Union in protest against the manhandling of the then SDO (Civil) Ngurkhuma Mizo by the Assam Police and Assam Forest Guards. Tezpur, April 12 (iANS): Britain's royal couple Prince William and his wife Kate Middleton arrived to a red carpet welcome here in Assam on Tuesday evening. The couple arrived at the Salonibari airport in Tezpur around 5.30 p.m., and were received by Assam Chief Minister Tarun Gogoi, his wife Dolly Gogoi and senior officials of the state government. While Gogoi welcomed Prince William, the Duke of Cambridge, with a Seleng Chador (shawl) of famous Assamese pat silk and a bouquet of flowers, Dolly Gogoi welcomed the the Duchess of Cambridge also with a Seleng Chador and a bouquet. The state government had lined up cultural troupes at the airport to welcome the royal couple on their maiden visit to the state. Manipur CM reshuffles ministry, inducts three new faces imphAl, April 12 (iANS): Manipur Chief Minister Okram Ibobi reshuffled his ministry on Tuesday by inducting three new faces. Three senior ministers were dropped earlier. Manipur Governor V. Sanmuganathan administered the oath of office and secrecy to the newly-inducted ministers -- Khetrimayum Biren, Manga Waiphei and R.D. Korungthang. Earlier, forest minister Thoudam Debendra, rural development and panchayati raj minister Francis Ngajokpa and health minister Phungzathang Tonsing were dropped from the ministry. The reshuffle is far short of the demands of the dissidents. Political circles are keeping their fingers crossed over what the dissidents will do since their demands were not met. A memorial service in remembrance of Late Dr. Sentitemsu Imsong – a Particle Physicist – was today held at University of Hyderabad, Hyderabad. Late Sentitemsu was 31 when he passed away at Columbia Asia Hospital, Bengaluru while undergoing treatment for Severe Septic Shock on October 30, 2015. Dr. Sentitemsu’s PhD supervisor, Professor B. Ananthanarayan from the Centre for High Energy Physics (CHEP), Indian Institute of Science, Bengaluru, led the memorial service. A few faculty and student friends from the university along with well wishers of late Senti joined in the memorial. After the memorial service on Tuesday, the group of well wishers decided to form a working committee to somehow commemorate late Senti’s achievements and to look into the possibility of extending support to his family. In his eulogy to late Senti, Prof Ananth, who is also Chairman of CHEP stated, “I did not think a day would come when I would have to stand here in front of you and speak in this manner. His altogether brief life touched every-

one of us. His life streaked across the sky like a beautiful comet. It appeared as briefly as it left.” Prof Ananth recalled late Senti as having come to IISc in 2008 after his M. Sc. in University of Hyderabad. “You must understand that he actually did not spend a whole lot of time here. In fact, he finished his Ph. D. in a sort of a record 4 years and won the Meera Memorial Award for theoretical physics for his thesis,” he recalled. Late Senti’s work was in the field of low energy strong interaction dynamics and use of analyticity methods and modern inputs from effective theories and lattice gauge theories to improve our description of form factors. Prof Ananth observed that Imsong, in his work, showed great diligence and attention to detail and was “not keen on flamboyance”. “Imsong was widely liked and had friends of all ages and from all walks. He had the ability to go for tea with any crowd and had the innate ability to listen and would not speak too much,” the professor from IISc fondly remembered. “In his simplicity and his humility Imsong has given us all a lesson. That indeed life is short, and we must make the best of it. Let his sincerity be a bea-

con and a touchstone for us. He will live on in us, as we enshrine these in our lives as a solemn tribute to this noble young man. Unlike us who will age, and grey and grow infirm, Imsong will always be a fine young man,” Prof Ananth stated. Dr. Sentitemsu was consistent in his academic excellence emerging as topper in both HSLC and HSSLC exams while also winning a Gold Medal in his BSc at Kohima Science College, Jotsoma. He finished his MSc in Physics from University of Hyderabad with First Class. In 2012, the Indian Institute of Science Bangalore conferred PhD for his thesis, “Improvement on Hadronic form factors using analyticity and unitarity constraints”. His research was adjudged the best thesis in theoretical physics in the university for academic year 20122013. Thereafter, he pursued his post-doctoral studies in Germany for two years and in Israel for nearly a year. Late Senti had been selected as Assistant Professor in IIT Guwahati and was transiting through Bangalore to join his new post before his demise. He had also been selected for the same post in IIT Hyderabad.

Manipur road blockade suspended ALDER COLLEGE

imphAl, April 12 (iANS): An indefinite road blockade imposed by a Muslim group here has been lifted following an assurance by the state government to look into their demands, the 'joint action committee' of Muslim communities here said on Tuesday. The 'joint action committee' of Muslim communities said that following Chief Minister Okram Ibobi Singh's assurance that its demands would be looked into, it was suspending until Wednesday an indefinite road blockade it had earlier imposed. The lynching of two young men late last week led to violent unrest in Imphal West district resulting in imposition of curfew by the authorities. Meanwhile, in another violent incident in Imphal West district, three motorbikeborne men fired on Monday night at some women vigilantes who were inside their shed, injuring 12 persons, mostly women. It's unclear whether this incident is re-

lated to the unrest arising out of the lynching of young men. On April 7, three Muslim young men were badly beaten up in Imphal West district by local people on the charge that they had stolen a two-wheeler. Two of them died and one was critically injured. The lynching triggered protests and the road blockade by Muslim communities. Violent clashes took place on Monday in Imphal West district between Muslim and non-Muslim groups, leaving 50 people, including three police commandos, injured. Most of the injured sustained bullet injuries. Indefinite curfew has been imposed in the district. "All three of them were students who had gone to visit a garden. Even if it is made out that they had stolen the twowheeler, they should have been handed over to police," a spokesman of the 'joint action committee' told reporters.

Total stocks in top shippers of the grain India, Thailand, Vietnam, Pakistan and the United States are likely to fall to 19 million tonnes by the second half of the year, from a peak of nearly 41 million tonnes in 2013, said Samarendu Mohanty, head of the social sciences division at the Philippinesbased International Rice Research Institute. “If we have a bad mon-

Naga Shopping arcade buildings Mkg sanitation drive to observe World Malaria Day unsafe, says tenants’ association Resolves to down shutters if DAN Secretary is not transferred immediately Dimapur, april 12 (mExN): The Tenants’ Association of Naga Shopping Arcade (TANSA), Dimapur has resolved to down shutters of the Naga Shopping Arcade as a mark of protest if the Secretary of DAN is not transferred immediately. In a representation to the Chairman, Development Authority of Nagaland (DAN), TANSA pointed out that the Naga Shopping Arcade complex has become very unsafe for the tenants as well as shoppers due to cracks inside and outside the buildings, roof leakage. It highlighted that the doors and windows need to be

replaced, there has been no white washing of the buildings for the last fifteen years, public toilets are to be made, huge losses used to be incurred by the tenants every year owing to flood in the basement area, due to poor or no drainage system, stagnant water and garbage have made breeding place for mosquitoes in the basement area. The Association also mentioned that auto drivers refuse to come to the market due to parking tax. 15% service charge is imposed without any maintenance, it said. All these problems, according to

the representation issued by TANSA Secretary Yarmong and President Pukhaho Yepthomi, were addressed and verbal discussions were held with the Secretary of DAN on many occasions, but the Secretary failed to acknowledge any of the suggestions. “Instead, (the Secretary) took all these in a negative side and never pay heed to reply any of our complaints,” TANSA said. Therefore, the Association demanded the transfer of the Secretary. The Association also urged the Chairman of DAN to address the problems listed above within 15 days.

Kohima, april 12 (mExN): In observance of World Malaria Day on April 25, the Directorate of Health & Family Welfare, Nagaland has instructed that a “sanitation drive to create awareness” be undertaken in all the district headquarters of the State in collaboration with the respective district Swachh Bharat Mission (SBM) committees. The sanitation drive will be competitive and the best three localities (wards) adjudged by a panel of judges will be awarded cash prizes, a press release from Mokokchung District SBM informed. As instructed by the Department, the youth organization/association of the respective wards is to be incharge of the sanitation drive. To make the sanitation drive a success, the Mokokchung District SBM has invited the cooperation of all the respective ward authorities, youth organization/association of the respective wards and all responsible citizens. To this effect, a joint consultative meeting between the Mokokchung District SBM, District Vector Borne Officer (NVBDCO) on behalf of the H&FW department and all the ward authorities under Mokokchung Town was held at the IMDH Conference

Hall. A set of guidelines was adopted in the meeting in respect of the sanitation drive competition as follows: 1. The sanitation drive shall be an inter-ward competition. 2. Respective youth organization/association of the wards shall be incharge of the competition. 3. The formal function in observance of WMD shall be held at IMDH Conference Hall on April 25, 2016. Kohima, april 12 (mExN): The 1379 Hindi Teachers appointed under Centrally Sponsored Scheme (CSS) 2012-13 have not received their salaries for the last four months (December 2015 to March 2016). Informing this in a press release, the All Nagaland Hindi Teachers’ Union (ANHTU) stated that due to the nonpayment of the salaries, the teachers are facing lots of financial hardships to maintain their family and their children’s education. “As Hindi is a technical subject and many teachers are posted in the remote areas of Nagaland, they (the teachers) don’t even have any source for transportation,” the release issued by ANHTU General Secretary AS Yarthotngam said. In light of this, ANHTU has requested the Government of Nagaland and Director of School Education to look into the matter seriously and release the pending salaries as early as possible.

T

he “anthropological machine,” a term used by the Italian philosopher Agamben, is a description of the dichotomy between man and animals in the form of a working entity, the machine. In his reading of the “anthropological machine” from both ancient and modern perspective, the ancient “anthropological machine” worked by ‘humanizing the animal’ wherein the outsiders, barbarians and slaves were treated like animals in human form having human features but nowhere close to being a human while the modern “anthropological machine” worked on the opposite of the ancient by way of ‘animalizing the human’. The extermination of the Jewish people during Nazi Germany is a classic paradigm of the modern form. It is this “anthropological machine” that creates a missing link between human and animals as well as creates a divide in terms of value thereby ethical and human considerations are easily compromised. Contextually in our present Naga society, a similar “anthropological machine” seems to be in operation where those in positions of ‘authority’ holds the switch to the machine even as nonchalant minds that are comfortably nestled in one’s own comfort zone are stuck in certain mindsets in the same notion of thought. The faculty of critical thought that allows the mind to envisage possibilities and chart alternatives seems to be shut off. It has set a dangerous precedent where any ‘systems failure’ is simply seen as a norm even as its citizens are slowly led into the ‘Naga Caravan’ of ‘dehumanization’ or ‘animalization.’ Looking at the state of affairs in our Education department as a case in point, so much is happening in the struggle for existence, let alone a qualified life. Teachers especially under Sarva Shiksha Abhiyan (SSA) are denied a right to life through pending salaries; Hindi teachers too; the ongoing struggle by the concerned teachers selected under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) for want of appointment letters is another telling episode of a painful story. But what is more concerning and compelling is the fact that even as the first quarter of the academic session closes in, the students in Govt. Primary Schools are yet to get their text books. Schools seem to have become a ‘killing field’ for the “anthropological machine” to operate where both teachers and students in their own rights are either ‘animalized’ or ‘dehumanized’ through the denial of their basic ‘rights.’ The unprecedented delay in the delivery of school textbooks could have been avoided. The comment of the Director of School Education on his helplessness about the delay stating that “things were being handled by the higher-ups” is just another woeful tale of such ‘helplessness.’ Considering the huge number of textbooks to be printed, it defies all logic on the part of the Education Minister to place the trust of such a voluminous job on one single business firm. But what good is a blame game when there is Pilates bowl of water to wash off while students and teachers continue to suffer. The short-term effects will be very painful indeed but the longterm effect induces a more painful effect through the production of a life that is not allowed to live, thereby, a form of death though not departed. So long as this “anthropological machine” continues to exist in our systems, change will never happen and this machine needs to be switched off. It is through such machines that the very edifice of violence on humans through denial of rights is legitimated and built. In order to stop this machine, our very thought processes and mindsets should change because this machine is deeply implanted in our society and we ‘helplessly’ or ‘ignorantly’ or ‘complacently’ treat its presence as a norm. It is not a simple task because it is deeply rooted in our fundamental beliefs. Thus, our fundamental beliefs needs to evolve within a value oriented system and start treating the ‘other’ or one another as an equal human with value and dignity and not a human waiting to be ‘animalized’ or ‘dehumanized.’ For now, the denial of the rights of the teachers and students is just a case of the many “anthropological machines” working towards systems failure. Thus, within the longings and possible solutions for change, there is already a ‘permanent disorder’ in the system. Hearing loss a global public health issue: Brett Lee says

P

arents and family members should not ignore the smallest signs of hearing loss in children and should take speedy action, former Australian fast bowler Brett Lee said here in Bengaluru on April 11. Lee was here for his 'Sounds of Cricket' hearing loss awareness campaign. "Through the 'Sounds of Cricket' campaign, I am keen to spread the message about how Cochlear implants help individuals with hearing loss lead a normal life. Hearing loss is a huge global public issue," he said. As the global hearing ambassador for Australian implantable hearing solutions company Cochlear, Lee aims to highlight the functional, social, emotional and economic impact of hearing loss on people and their families. Asked what drew him to the campaign, Lee said his son suffered from hearing loss which made him play an active role and reach out to around 360 million in the world suffering from varying degrees of hearing loss. "My son suffered hearing loss due to a head injury. He was lucky to regain it naturally but in most cases it does not happen that way," he said. In India, the 'Sounds of Cricket' campaign was first unveiled in Mumbai in October 2015. Shankar B. Medikeri, ENT doctor and president of the Cochlear Implant Group of India, said: "There is definitely an urgent need for universal newborn screening in India. Universal newborn hearing screening can identify hearing loss in babies at brith." According to the World Health Organisation (WHO), 60 percent of hearing loss in children under 15 years of age is preventable, while five out of every 1,000 infants suffer from disabling hearing loss in early childhood.

t was in 2001 that the Chief Economist of Goldman Sachs, Jim O’Neill, coined the acronym, BRICs, to denote the special category of large emerging economies, which he predicted were destined to transform the structure of the global economy, through sustained growth in the twenty first century. According to him, the BRICs, namely, Brazil, Russia, India and China, which at the turn of the century accounted for 25% of global Gross domestic product (GDP), could double their share to 50%.Since then, these emerging economies have traversed differential trajectories. China is the second largest economy in the world after the U.S. but it is now experiencing an inevitable slow-down. Both Brazil and Russia are in deep economic crisis, with their commodity-based economies hard hit by the continuing stagnation in global GDP and trade. It is only India which has maintained a stable 7-7.5% of GDP growth over the past decade and a half and is today, the fastest growing large emerging economy. What are the prospects of India sustaining an accelerated rate of GDP growth over the next several decades? Will it be able to narrow the as yet expanding gap with China, which is a 11 trillion dollars economy to India’s 2 trillion dollars GDP?India enjoys sound economic fundamentals. It has a large and still growing young population, which with proper education and skills, could constitute a “demographic dividend” precisely when most advanced economies, as well as China, are confronting challenge of an ageing population. The country has followed a policy of fiscal prudence and conservative monetary policies

which create a stable environment for investments and innovation. The latest budget has pegged the fiscal deficit to 3.5% of the GDP. It has introduced several important reforms such as allowing foreign direct investment (FDI) into agro-processing and marketing which has the potential of transforming Indian agriculture. A bankruptcy law is in the offing and legislation has been passed on linking all subsidies and benefits to the ‘Aadhar’ , or the unique identification number which has by now enrolled over 900 million Indians (out of a total population of 1.2 billion). This will allow direct benefit transfer, through bank accounts, to those entitled to subsidies, such as on LPG, kerosene and essential food items. This is expected to reduce leakages and corruption significantly. However, the Government has so far been unable to pass legislation instituting the General Sales Tax (GST) which is indispensable to creating a true national market and reducing barriers to inter-State commerce and movement of goods. India today has a pro-reform and pro-business government, led by Prime Minister Narendra Modi. A most important change from the past has been the public embrace by the political leadership of economic reforms, including unrolling a welcome mat for foreign investment, a commitment to improving the ease of doing business and providing incentives for the burgeoning start-up domain. The Prime Minister has been unequivocal in courting foreign direct investment, this being a major priority in his foreign visits. In this sense, India is no longer engaged in “reforms through stealth”. Reforms have entered the political

mainstream and this provides assurance and predictability on the sustainability of the reform process. Despite this congenial political environment for economic reforms, there has been mixed record of progress on the ground. This is, to some extent, the result of a much less favourable international economic environment since the global financial crisis erupted in 20072008. The advanced economies of the U.S., Europe and Japan, are struggling to restore health to their severely impaired economies. The Chinese economy, which had emerged as the engine of global economic growth in the past 3 decades, is now slowing down more precipitously than expected. Global trade, which was growing at double the rate of global GDP (6% against the GDP growth of 3% per annum) since 1990, is now expanding at a slower rate than global GDP (2.5% per annum). Since the 2007 – 2008 crisis, protectionist trends in major economies are on the rise, further shrinking market access for goods and services from emerging economies like India. Thus, the investment and export driven strategies which were successful in transforming East Asian economies, including China, are not as effective as before. India will need to find other drivers of growth, including within its domestic economy, to sustain accelerated growth. In this context, innovation becomes important. The surge in start-ups in India is an encouraging development. In having to deal with a more competitive and slower-growing global market-place, India will need to leverage is strengths. One key asset it has is the very size of its market and its significant growth prospects. For example, it has a mobile market of 900

million and the prospects for similar growth in its smart-phone market are immense. Its e-commerce sector is expanding at a rapid rate. It is in these new lines of business that opportunities for leap-frogging exist. However, the Modi government has not so far been able to formulate an overall economic strategy which takes into account the altered global economic environment and the implications for India’s economic prospects. Exports have been declining 15 months in a row and domestic investment is at a standstill. The banking sector, in particular, public sector banks, are heavily exposed to non-performing assets and foreign investors are confused by bureaucratic decisions which contradict the Prime Minister’s positive messaging. There appears to be a lack of capacity and leadership at the ministerial and senior bureaucratic level, leading to contradictory policies and lack of implementation. More recently the development narrative which won the elections for Modi has been in danger of being overwhelmed by the politics of polarization and communal and sectarian divide which appear to be driven by short term electoral calculations. This also acts as an inhibiting factor on foreign investment . While India may have the best prospects today among emerging economies, it is likely to achieve only suboptimal results unless some of these structural problems are resolved. T

he Chinese character for crisis combines the characters for ‘danger’ and ‘opportunity’. Our ability to improve the human condition depends critically on our ability to recognize and address dangers, but also to seize opportunities made possible by recognizing that crises offer rare opportunities to pursue extraordinary options not normally available. New Post-War Consensus World War Two was a case in point. The Bretton Woods Conference in July 1944 committed to create the conditions for enduring peace through post-war reconstruction and post-colonial development through sustained growth, full employment and reducing inequality. Thus, Bretton Woods created the International Bank for Reconstruction and Development (IBRD) Development and the International Monetary Fund (IMF). The IBRD, better known as the World Bank, was created to support long-term investment and development. The IMF would help countries, not only to overcome balance of payments difficulties, but also “to direct economic and financial policies toward the objective of fostering orderly economic growth with reasonable price stability”. Similar concerns were behind the International Labour Congress two months earlier. On 10th May 1944, the Congress had adopted the historic Philadelphia Declaration which emphasized that “lasting peace can be established only if it is based on social justice”. For decades after the war, labour’s share of output and gross in-

come increased as other inequalities declined. This Golden Age also saw greater investment in health, education and public services, including social protection. The underlying post-WW2 consensus endured for over a quarter century before breaking down in the 1970s.

Marshall Plan As the Cold War began, US Secretary of State General George Marshall announced a re-industrialization plan for war-torn Europe. Politically, the Marshall Plan was intended to create a cordon sanitaire to contain the spread of communism. Generous infusion of US aid and support for national developmental policies ensured the rebirth of modern Europe. For many Europeans, this is still seen as America’s finest hour. In the decades that followed, the Marshall Plan developed into what is probably the most successful economic development assistance programme in history. Similar economic development policies and assistance were introduced in Japan, Taiwan and South Korea, especially following the establishment of the People’s Republic of China and the outbreak of the Korean War. This experience offers valuable lessons today. Europe and Northeast Asia rebuilt quickly, industrialized and achieved sustained and rapid growth through policies including economic interventions such as high duties, quotas and other non-tariff barriers. Free trade was only pursued as international competitiveness was achieved. George Marshall knew that shared economic development is the only way to lasting peace, as John May-

nard Keynes had warned in his criticisms of the impact of the Treaty of Versailles on Germany after the First World War. Marshall also emphasized that aid should be truly developmental, not piecemeal or palliative. National economic capacities and capabilities had to be nurtured to ensure sustainable development.

Counter-Revolution Each era, no matter how successful, sows the seeds of its own end. The celebration of markets and private property were the major new economic norms invoked from the 1980s to undermine the post-war consensus. Nobel laureate Simon Kuznets’ hypothesis – suggesting the inevitability of inequality rising with growth before its eventual decline – was invoked to justify related inequality. The higher propensity to save of rentiers and profiteers, compared to wage earners, became the pretext for the tolerance, if not deliberate promotion of inequality in favour of the former, ostensibly to accelerate investment and growth. Conversely, progressive redistributive measures were deemed bad for growth, as they allegedly not only lowered savings and investment rates, but also deterred investors. From the early 1980s, the so-called “Washington Consensus” – the policy consensus on developing countries uniting the American government and the Bretton Woods institutions located in the US capital city – emerged to rationalize the counter-revolutions against development economics, Keynesian economics and progressive state interventions. Macroeconomic policies became

narrowly focused on balancing the annual budget and attaining low inflation – instead of the previous emphasis on sustained growth and full employment with reasonable price stability. A relentless push for deregulation, privatization and economic globalization followed. Such measures were supposed to boost growth, which would trickle down, thus reducing poverty – hence, we were not to worry about inequality. But the ‘neo-liberal’ measures largely failed to deliver sustained growth. Instead, financial and banking crises have become more frequent, with more devastating consequences, exacerbated by greater tolerance for inequality and destitution, which have undermined effective demand, in turn forming a vicious cycle, impeding sustained economic recovery and growth. Global New Deal The new global priorities from the end of the Second World War remain very relevant today. Empirical evidence has disproved the previous conventional wisdom that progressive redistribution retards growth. Instead, inequality and social exclusion have been shown to be detrimental to development. After the last three and a half decades of regression, we have to recommit ourselves to the more inclusive and egalitarian ethos of the Philadelphia Declaration, Bretton Woods and the Marshall Plan with a global New Deal for our times. ood health is an asset, a very vital factor for one to enjoy life and experience happiness in its entirety. There is no doubt about this fact. This article I am writing is based on this important part of daily life and might even probably run the risk of sounding clichéd if I stress on the usual dos and don'ts of maintaining sound health. One can easily access the internet and fish out that mine of information and be immensely benefitted in this area. So, in order to infuse a different view on this popular topic, I want to share some views on health as a believing and practicing Christian, traversing through the pages of the Bible. To start with, the source of good health and longevity is none other than our Creator God himself. As stated in Jeremiah 33:6 Behold, I will bring it health and healing; I will heal them and reveal to them the abundance of peace and truth”. Isaiah 58:11 says, “The Lord will guide you continually, and satisfy your soul in drought, and strengthen your bones; you shall be like a watered garden, and like a spring of water, whose waters do not fail. It is disheartening to see that there is a deficit in health awareness in today’s world. Governments, health organizations, and individuals have come together and applied their wholehearted efforts in an attempt to make this world suffering and disease free. We have, starting from the apex authority on health, the World Health Organization (WHO) to local and primary level organizations tenaciously working to combat various health issues. Respect and kudos to all who dedicate their life and resources for this cause and this good fight must go on. Health can be classified into three subdivisions 1) Physical Health, 2) Mental Health, and 3) Spiritual Health. Many of us tend to focus on physical health alone and view it as the prime

factor for well-being and longevity, and a key ingredient for happiness. But this is a very narrow understanding of the wholesomeness of health, for good health consists of all the three. In fact, in many cases, the mental and spiritual state has a tremendous effect on the workings of the physical body. According to the Bible, death and degeneration had already set in our earthly realm ever since the fall of man and the entry of sin. Longevity and fruitfulness of the earth had been declining. Many view the Bible as a source of moral standards and conduct and guide for spiritual living only. But if we look closely, we can discover that our much loved Bible is a very practical book that is applicable to every aspect of life, and it has even a lot to say about health and well-being. There are many health ailments that have been categorized as lifestyle diseases. Naming a few would be obesity, hypertension, cancer, depression, stroke, heart disease, type-2 diabetes cirrhosis etc. When we look at our lifestyle and the choices we have made about our habits it has directly or indirectly led to many serious health issues. Health conditions like STIs/STDs and HIV/AIDS have very much do to with the life choices of an individual. A very gloomy and sad reality I got to know just recently is that Nagaland has the highest number of HIV/AIDS cases in India. There are 20-30 new cases every month just in Prevention of Parent-To-Child Transmission (PPTCT), Naga Hospital Authority Kohima (NHAK) centers alone, with the bulk of patients being the youth. Let's look at what the Word of God has to say about our bodies: In 1 Corinthians 6:19-20, the Bible posits the question, “Do you not realize that your body is the temple of the Holy Spirit, who live in you and was given to you by God? You do not belong to yourself; for God brought you with a high price so you must honor God

with your body.” This verse encapsulates the idea of what our attitude should be, with reference to our physical bodies. When we understand the original design that our creator intended for us, we won't waste our precious life making bad choices for our bodies. We will abstain and refrain from many foods and beverages as well as activities that the world deems pleasurable. When it comes to HIV/AIDS, again, the same principles apply. They say there is nothing as more effective as abstinence for this battle. This tenet is in accord with the word of God. Respect your body, keep it clean. God has our best interest at play. He knows the fragility of human beings and the consequences of sin in our bodies. The Bible is also peppered with verses that deal with our emotional and mental well-being . “A cheerful heart does good like a medicine, but a broken spirit makes it sick” -Proverbs 17:22. “Peaceful heart leads to a healthy body, jealousy is like cancer in the bones” -Proverbs 14:30 are just some of them. Research has proven how our thoughts and attitudes affect health. The Bible encourages us to have a positive attitude and to speak kind and positive words even to others, not to think ill of others, not to be driven by jealousy ,and above all trust in the Lord. We have too many worries in life which lead to stress and mental breakdowns, and our careless attitude and harsh words often wound people around us emotionally and disturb them mentally. It is true that when a person is physically sick, there are, most times, a deeper cause underlining the individual’s personality. Various researches, details of which flood the internet, point out that depression, anxiety, and stress are often very common reasons for various physical ailments. Triple dose of good news for India: On monsoon, inflation, industry

NEW DElhi, April 12 (iANs): Tuesday could well be a day to raise the toast for the Indian economy. Official data forecast rains during the upcoming monsoon season to be above normal, retail inflation has fallen to a six-month low, and factory output is up after three straight months of decline. First came the forecast by the Indian Meteorological Department that after two straight years of drought, India is likely to be showered with above-normal rains during the upcoming monsoon season, with a probability of more than 94 percent precipitation. Then came the twin dose of positive news from the Central Statistics Office that India's factory out-

put for February logged a growth of 2 percent after three straight months of decline, even as annual retail inflation fell to 4.83 percent in March from 5.26 percent in the month before. The annual food inflation for the month also showed a decline to 5.21 percent from 5.30 percent. But the manufacturing sector continued to be pressured, barely managing a growth of 0.7 percent in February, as per data released by the Central Statistics Office on Tuesday. Data on consumer price index also showed that for rural India, the annual inflation fell to 5.7 percent from 6.05 percent, while for the urban dwellers, the prise rise in the 12-month period till March was 3.95

percent, as opposed to 4.30 percent for the like previous ended February. In the case of the Index for Industrial Production, the overall growth was mainly led by a 9.6 percent growth in electricity output, even as mining activity in February -- the latest period for which data is available -expanded by 5 percent. The markets appear to have sensed the positive outcomes. The sensitive index (Sensex) of the BSE was rather flat for the bulk of the day. But as soon as the preditions on monsoon came, it shot up to eventually end with a gain of 0.49 percent. On Monday, it had gained 1.41 percent. Data on industrial production and retail inflation came after the close of trad-

ing hours. India Inc. was naturally elated by the forecast on the upcoming rainy season. "The prediction would be a great mood changer for industry, as revival of rural demand leads to a turn in investment cycles. This will take the economy to a higher trajectory of around 8 percent growth," said Chandrajit Banerjee, director general of the Confederation of Indian Industry (CII). He said the prospect of above-normal monsoon will help bolster farm productivity, alleviate rural distress, boost rural incomes and consumption demand, augment food supply and keep the inflation under check. “For the last 31 years years, we have had deficient rainfalls. But there are better days ahead,” Lakshman Singh Rathore, director general of the Indian Meteriological Department, told reporters here. “The monsoon (rains) is likely to stay between 104 percent to 110 percent of the normal and it is likely to have a fair distribution across all the parts of the country," Rathore said. "There is a possibility of excess monsoon also." As per the Met's prediction, the chances of a normal rainfall during the upcoming monsoon season was 30 percent, for above-normal it was 34 percent and for excess 30 percent. On the flip side, the chances of belownormal rain was just five percent and for deficient rain barely one percent.

NEET practically not possible this year: Health Ministry

NEW DElhi, April 12 (pti): A day after the Supreme Court recalled its order scrapping NEET for admission to MBBS, BDS and PG courses, the Union Health Ministry today said that it is "practically" not possible to conduct the examinations this year. Supreme Court had yesterday recalled its controversial judgement scrapping single common entrance test (NEET) for admission to MBBS, BDS and PG courses in all medical colleges, saying it was delivered by a majority verdict without any discussion among members of the bench headed by the then Chief Justice of India Altamas Kabir on the day of his retirement. KollAm/thiruvANAN thApurAm, April 12 (iANs): Three people injured in the deadly fireworks show at a temple in Kollam died on Tuesday, taking the toll to 112, even as the Kerala High Court pulled up police for not preventing the horrific tragedy. Surendran, 67, who had the contract for the fireworks display at the Puttingal Devi temple in Paravur town, succumbed to his injuries at the Medical College Hospital in Thiruvananthapuram, two days after he was admitted with 90 percent burn injuries. The first to die on Tuesday was Sathyan, 55, who too passed away at the same Thiruvananthapuram hospital. Late in the evening, a 14-year-old boy, Sabari, also succumbed to his 90 percent burn injuries. The teenager had been on ventilator support. An apparently illegal fireworks display set off huge explosions and a massive fire at the temple

just before dawn before dawn on Sunday, raining death and destruction in the area. More than 350 people were badly injured, suffering burns and other injuries. Doctors said that while most were responding to treatment, four people in Thiruvananthapuram and 20 in Kollam remained serious. Thirteen bodies were yet to be identified, officials said, while 21 people remained unaccounted for since Sunday morning. Surendran had been named an accused by police. His son Umesh, who suffered 50 percent burn injuries, is undergoing treatment at the hospital. Temple officials arrested for the tragedy told police that Surendran was given Rs.7 lakh to conduct the fireworks display. Five temple officials who fled after the tragedy surrendered to police on Monday night. A sixth was arrested on Tuesday, Deputy Superintendent of Police Radhakrishnan Pillai said. Earlier, police had

detained five workers of the now dead contractor Surendran. In Kochi, the Kerala High Court ordered a ban on exploding high decibel firecrackers at night. Firework shows during the day too should not exceed the decibel levels of 125-145. A division bench of Justice Thottathil B. Radhakrishnan and Justice Anu Sivaraman came down heavily on Kerala Police for not preventing the Kollam deaths. The judges asked if the probe by the Crime Branch into the incident was enough or whether the Central Bureau of Investigation should be roped in. The judges demanded to know if "anti-national forces" were involved with the Sunday explosions. Authorities in Kollam on Tuesday took steps to conduct DNA tests on unclaimed bodies. Officials said family members of those missing to reach Kollam on Wednesday with identity proof of the missing ones. The Kerala government has,

meanwhile, called an all-party meeting on Thursday to see if a consensus can be reached on total or partial ban on firecrackers, Home Minister Ramesh Chennithala said. India and U.S. reach preliminary agreement on sharing military logistics amid China challenge

NEW DElhi, April 12 (rEutErs): India and the United States have agreed in principle to share military logistics, the countries' defence ministers said on Tuesday, as both sides seek to counter the growing maritime assertiveness of China. Washington has for years urged New Delhi to sign a Logistics Support Agreement that allows the two militaries to use each other's land, air and naval bases for resupplies, repair and rest. India has had concerns that a logistics agreement would commit it to hosting U.S. troops at its bases, or draw it into a military alliance with the United States and undermine its traditional autonomy. But after years of delays, the two sides said an agreement was in hand, although not yet ready for signing. "We have agreed in principle that all the issues are resolved," U.S. Defence Secretary Ashton Carter told reporters in New Delhi after talks with his Indian counterpart, Manohar Parrikar. The two sides would finalise the text of an agree-

"Infact all exams will be completed by end of May as the admissions have to be closed by September," they said. The Health Ministry sources had yesterday said that the NEET regulations are restored and MCI can conduct the examinations pending the fresh directions.

Two youth killed in security force firing in Kashmir

sriNAgAr, April 12 (iANs): Two youth were killed and three others were injured on Tuesday as security forces opened fire after clashes with a stone-pelting mob in Jammu and Kashmir's Kupwara district, police said. High tension has gripped Handwara town where clashes are still continuing between a violent mob and the security forces, they said. Chief Minister Mehbooba Mufti, expressing her tremendous shock at the incident, said she had spoken to army's Northern Command chief, Lt. Gen. D.S. Hooda, who told her that an inquiry had been ordered and the guilty would not be spared. A police statement said that on Tuesday afternoon, "an alleged incident of misbehaviour with/molestation of a girl by an army man took place in Handwara town" of Kupwara and "within minutes public in large numbers gathered there and attacked the army bunker in Handwara chowk", assaulting personnel there, ransacking and attempted to set it afire".

"In retaliation, the security forces deployed used force to disperse the violent rampaging mob. In the process two individuals namely Mohammad Iqbal, resident of Bomhama, Kupwara and Nayeem Qadir Bhat, son of Gulam Qadir Bhat, resident of Banday Mohalla, Handwara, sustained fire-arm injuries. "They were evacuated to hospital where they, unfortunately, succumbed to their injuries," said, the statement, adding the state police "deeply regrets the loss of life". Three other civilians including a woman identified as Raja Begum, resident of Langate (Kupwara), have been injured in the incident. Reports reaching here said the condition of the injured woman was "very critical". A criminal case has been registered in police station Handwara and investigation launched to ascertain the facts, it added. The army has also regretted the loss of life in Handwara incident and assured that those found guilty would be punished.

Indian Jews approach govt for minority status NEW DElhi, April 12 (iANs): The Indian Jewish community has reiterated its demand for recognition as a minority community in the country. The community has moved an application with the union minority affairs ministry to this effect, official sources said. “We have received a request from the Jewish community to be notified as a minority community. We have forwarded their request to the concerned department,” an official told IANS. Currently, there are around 5,000 Jews who are Indian nationals, living in various parts of the country. The majority -- around 4,000 -- live in and around Mumbai. At present, there are six notified minority communities in India, namely

the Muslims, Christians, Buddhists, Sikhs, Parsis and Jains. “Jews have been part of the Indian society for 2,300 years now. But post Independence, we have not been recognised as a minority,” Rabbi Ezekiel Isaac Malekar, the head of the Jewish community in Delhi, told IANS. “If we get the official recognition as a minority community, a lot of things would become easier for us. For example, it would become easier for us to register our marriages, which are currently registered under special categories,” he said. “We would also be able to set up our own educational institutes and practise and promote our culture,” Malekar said.

Supreme Court irked over lack of air connectivity to Shimla, Northeast

NEW DElhi, April 12 (pti): Supreme Court today took strong note of lack of air connectivity to places in the North East and Shimla and rapped the government and Air India for "promoting interests" of private operators. "Is it not part of your policy guidelines to provide services to far-flung places like North East and Shimla," a bench comprising Chief Justice T S Thakur and Justice R Banumathi asked. "You (government/Air India) are only promoting interests of operators and you don't think about connectivity," it said, adding that the private operators have been granted licenses as "largesse" and they were interested in "lucrative" routes like Mumbai-Delhi. "This (granting licenses) is like largesse, as you grant them without asking them (private operators) to run services on not so lucrative routes," it said. The bench, which had earlier sought a status report from Air India on feasibility of air service connecting Shimla with Chandigarh and Delhi, was unimpressed and said, "we do not want this dilly-dallying.

We thought you will do something, but things remained as they were." Additional Solicitor General P S Patwalia, appearing for the state-run carrier, sought time and said Air India would come out with a response. The court then posted the matter for further hearing on April 21. While the bench was expressing displeasure and keeping the matter for passing an order on appointing an independent person and even suggested the named of former CAG Vinod Rai, the ASG sought a last opportunity to address the issue. Earlier, the apex court had wanted to know from the airline about its "ultimate plan" to connect Shimla with New Delhi and Chandigarh and asked Air India's Chairman and Managing Director to place a report within six weeks.m It had however ordered maintenance of status quo on the December 7, 2015 direction passed by the Himachal Pradesh High Court asking Air India, Airports Authority of India and others concerned to start scheduled flights on a trial basis from Jubbar-Hatti airport, 22 km from Shimla.

As Islamic State is pushed back in Iraq; US and UN worried about what is next

WASHINGTON, AprIl 12 (reuTerS): As U.S.led offensives drive back Islamic State in Iraq, concern is growing among U.S. and U.N. officials that efforts to stabilize liberated areas are lagging, creating conditions that could help the militants endure as an underground network. One major worry: not enough money is being committed to rebuild the devastated provincial capital of Ramadi and other towns, let alone Islamic State-held Mosul, the ultimate target in Iraq of the U.S.-led campaign. Lise Grande, the No. 2 U.N. official in Iraq, told Reuters that the United Nations is urgently seeking $400 million from Washington and its allies for a new fund to bolster reconstruction in cities like Ramadi, which suffered vast damage when U.S.-backed Iraqi forces recaptured it in December. “We worry that if we don’t move in this direction, and move quickly, the progress being made against ISIL may be undermined or lost,” Grande said, using an acronym for Islamic State. Adding to the difficulty of stabilizing freed areas are Iraq’s unrelenting political infighting, corruption, a growing fiscal crisis and the Shiite Muslim-led government’s fitful efforts to reconcile with aggrieved minority Sunnis, the bedrock of Islamic State support. Some senior U.S. military officers share the concern that post-conflict

reconstruction plans are lagging behind their battlefield efforts, officials said. “We’re not going to bomb our way out of this problem,” one U.S. official said, speaking on condition of anonymity. Islamic State is far from defeated. The group still controls much of its borderspanning “caliphate,” inspires eight global affiliates and is able to orchestrate deadly external attacks like those that killed 32 people in Brussels on March 22. But at its core in Iraq and Syria, Islamic State appears to be in slow retreat. Defense analysis firm IHS Janes estimates the group lost 22 percent of its territory over the last 15 months.

Washington has spent vastly more on the war than on reconstruction. The military campaign cost $6.5 billion from 2014 through Feb. 29, according to the Pentagon. The United States has contributed $15 million to stabilization efforts, donated $5 million to help clear explosives in Ramadi and provided “substantial direct budget support” to Iraq’s government, said Emily Horne, a National Security Council spokeswoman. Secretary of State John Kerry acknowledged the need for more reconstruction aid while in Baghdad last week. “As more territory is lib-

erated from Daesh, the international community has to step up its support for the safe and voluntary return of civilians to their homes,” Kerry said, using an Arabic acronym for Islamic State. Kerry, who announced $155 million in additional U.S. aid for displaced Iraqis, said U.S. President Barack Obama planned to raise the issue at a summit of Gulf Arab leaders on April 21. “PILE OF RUBBLE” Ramadi’s main hospital, train station, nearly 2,000 homes, 64 bridges and much of the electricity grid were destroyed in fighting, a preliminary U.N. survey found last month.

Thousands of other buildings were damaged. Some 3,000 families recently returned to parts of the city cleared of mines, according to the governor, Hameed Dulaymi, but conditions are tough. Power comes from generators. Water is pumped from the Euphrates River. A few shops are open, but only for a couple of hours a day. Ahmed Saleh, a 56-year-old father of three children, said he returned to find his home a “pile of rubble,” which cannot be rebuilt until the government provides the money. With no indication of when that might happen, authorities have resettled his family in another house whose

owner is believed unlikely to return before this summer. Saleh earns less than $15 a day cleaning and repairing other people’s homes. There are no schools open for his children, and he lacks funds to return to a camp for internally displaced outside Baghdad where he says life was better. Obama administration officials say they have been working to help stabilize Iraq politically and economically since the military campaign against Islamic State began in 2014. “The success of the campaign against ISIL in Iraq does depend upon political and economic progress as well,” Defense Secretary Ash Carter said on Monday. “Economically it’s important that the destruction that’s occurred be repaired and we’re looking to help the Iraqis with that.” Asked about the upcoming $400 million U.N. request, Horne said the United States welcomed the new fund’s establishment and “will continue to lead international efforts to fund stabilization operations.” The United States hasn’t yet announced what it will contribute. U.S. officials said Washington is also pushing for an International Monetary Fund arrangement that the head of the fund’s Iraq mission has said could unlock up to $15 billion in international financing. Baghdad has a $20 billion budget deficit caused by depressed oil prices.

Washington has helped train 15,000 Sunni fighters who are now part of the Iraqi government’s security forces. Unless that happens, and Sunnis see that Baghdad is trying to help them return home to rebuild, support for the militants will persist, experts said. “If you don’t get reconciliation, the Sunnis will turn back to ISIS,” said former CIA and White House official Kenneth Pollack, who is now at the Brookings Institution think tank and conducted a factfinding mission in Iraq last month. “It’s just inevitable.” The United States has prevailed militarily in Iraq before, only to see the fruits of the effort evaporate. President George W. Bush invaded Iraq in 2003, deposed dictator Saddam Hussein and disbanded his army without a comprehensive plan for post-war stability. Civil war ensued. REBUILDING GETS HARDER International funding to rebuild towns and cities ravaged by Islamic State has always been tight, said Grande, deputy special representative of the UN Assistance Mission for Iraq. “This meant we had to come up with a model that

China expresses anger at G7 statement BeIJING, AprIl 12 (reuTerS): China expressed anger on Tuesday after foreign ministers from the Group of Seven (G7) advanced economies said they strongly opposed provocation in the East and South China Seas, where China is locked in territorial disputes. “We urge the G7 member states to honour their commitment of not taking sides on issues involving territorial disputes,” China’s foreign ministry said in a statement. The G7 should focus on global economic governance and cooperation against the backdrop of weak economic growth rather than hyping up disputes and provoking problems, it added. On Monday, G7 foreign ministers said after meeting in the Japanese city of Hiroshima that they opposed “any intimidating coercive or provocative unilateral actions that could alter the status quo and increase tensions” in the East and South China Seas. China claims almost the entire South China Sea, believed to have huge deposits of oil and gas, and is building islands on reefs to bolster its claims. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims to parts of the waters, through which about $5 trillion in trade is shipped every year. China has every right to build on the Spratly Islands and there are no problems with freedom of navigation and overflight for the East and South China Seas, the foreign ministry said. Will use treated sewage water for ground maintenance: BCCI MuMbAI, ApRIl 12 (ptI): With the Bombay High Court raising questions, the BCCI today said that it will procure treated sewage water for ground maintenance for IPL matches in drought-hit Maharashtra. "We have tied-up with Royal Western India Turf Club (RWITC) to procure treated sewage water for the IPL matches to be played in Pune and Mumbai," Board of Control for Cricket in India (BCCI) counsel Rafiq Dada submitted. The high court bench of Justices V M Kanade and M S Karnik was hearing a PIL filed by NGO Loksatta Movement, challenging the use of large quantities of water in stadiums

ed Zeppelin’s lead singer Robert Plant and guitarist Jimmy Page must face a U.S. jury trial over whether they stole opening chords for their 1971 classic “Stairway to Heaven.” In a decision on Friday, U.S. District Judge Gary Klausner in Los Angeles said “Stairway” and the 1967 instrumental “Taurus” by the band Spirit were similar enough to let a jury decide whether Plant and Page were liable for copyright infringement. A trial is scheduled for May 10. The lawsuit was brought by Michael Skidmore, a trustee for the late Randy Wolfe, also known as Randy California, who was Spirit’s guitarist and the composer of “Taurus.” Skidmore said Page may have been inspired to write “Stairway” for Led Zeppelin after hearing Spirit perform “Taurus” while the bands toured together in 1968 and 1969, but that Wolfe never got credit. The defendants said Wolfe was a songwriter-for-hire who had no copyright claim, and that the chord progressions were so clichéd that they did not deserve copyright protection. But the judge said a jury could find “substantial” similarity between the first two minutes of “Stairway” and “Taurus,” which he called “arguably the most recognizable and important segments” of the songs. “While it is true that a descending chromatic four-chord progression is a

common convention that abounds in the music industry, the similarities here transcend this core structure,” Klausner wrote. “What remains is a subjective assessment of the ‘concept and feel’ of two works ... a task no more suitable for a judge than for a jury.” Klausner dismissed claims against Led Zeppelin bassist John Paul Jones and Warner Music Group Corp. He also said the trustee can get only 50 percent of any damages awarded, citing a 1967 contract that Wolfe signed. “This case, from our perspective, has always been about giving credit where credit was due, and now we get to right that wrong,” Francis Malofiy, a lawyer for Skidmore, said by phone. A lawyer for the defendants did not immediately respond on Monday to requests for comment. According to the complaint, Wolfe complained about the similarities of the songs in an interview shortly before he drowned in 1997 in the Pacific Ocean while attempting to rescue his son. “Stairway to Heaven” is a track on Led Zeppelin’s untitled fourth studio album, often referred to as “Led Zeppelin IV.” The case is Skidmore v Led Zeppelin et al, U.S. District Court, Central District of California, No. 15-03462. Kate and William heard first-hand from a number of street children about how they had run away from home due to abuse or poverty. They ended up at Delhi station where they were a target for prostitution, people trafficking or sexual and physical abuse. The royals visited a drop-in centre run by Salaam Baalak Trust at the capital’s station - where on average 6,600 children travel to each year, often on their own. The charity helps children aged from five to 18 years providing food, education, healthcare and shelter. Kate, wearing a striking full-length patterned red dress, and William first joined in a lesson with boys who were living in the nearby station. The couple sat down and William asked: “What’s the game you’re playing? Ah, karom board. Can you show us how to play?” Flicking the draught, he laughed as it went too far and invited his wife to have a go.

"The proposed schedule set forth below contemplates that jury selection would commence on February 27, 2017,"

Under the proposed schedule, evidence in the case would have to be submitted to the court by June 30 of this year, to give both defense and prosecution attorneys time to prepare their cases.

Motions in the case would be presented through the end of January. All told, 40 people have been charged in the massive corruption scandal, which first came to light in May 2015. Fifteen have already pleaded guilty. Most of the accused are top football officials from the Americas, as well as sports marketing executives.

Giving details of spendings exceeding Rs 25 lakh on its official website, the BCCI also revealed that it paid service tax of Rs 2.74 crore. India's Under-19 and A team coach Rahul Dravid was paid half of his professional fees during the month gone by and the figure for that stood at Rs 1.30 crore. Besides, the Assam Cricket Association was paid Rs 3.37 crore as part of its annual dues for the year 201415. Likewise, the Cricket Association of Bengal has been given Rs 6.75 crore as part of their dues, while the controversial Delhi and District Cricket Association (DDCA) was reimbursed Rs 29.22 lakh for holding the Under-23 CK Nayudu Trophy's league and knockout matches. The Board also made payments to three IPL franchises for the ongoing season. The Kings XI Punjab, Mumbai Indians and Delhi Daredevils have been given advance payments for the IPL which started April 9. The Punjab franchise (KPH Dream Cricket Private Limited) was paid Rs 21.90 crore, while the Mumbai team (Indiawin Sports Private Limited) has been given 22.90 crore. The Delhi team (GMR Sports Private Limited) has been paid Rs 22.90 crore.

LonDon, ApriL 12 (reuTers): Fernando Alonso hopes to be racing for McLaren at this weekend's Chinese Formula One Grand Prix but the Spaniard says he is taking nothing for granted ahead of a fitness test at the Shanghai circuit. The double world champion fractured his ribs in a crash at the season-opening Australian Grand Prix on March 20 and the governing FIA's medical team then ruled him out of the subsequent race in Bahrain. He will undergo more tests at the Chinese circuit on Thursday before the third round of the 21-race season. "It was disappointing to be told I couldn’t

race in Bahrain, but I fully respected the decision of the FIA medical team," he said on Tuesday in a team preview for the race. "While I hope I’ll be back in the cockpit on Friday (for practice), until I get the all-clear from the doctors to race, whenever that may be, we cannot assume anything. "But I’m continuing to prepare for the race weekend as normal." HC asks if IPL matches could be shifted out of Pune

MuMbAi, ApriL 12 (pTi): The Bombay High Court on Tuesday asked the BCCI whether it could shift IPL matches out of Pune in view of the grim water crisis in Maharashtra even as the cricket board said it would procure treated sewage water for maintenance of pitches in Mumbai and Pune. A bench of Justices V M Kanade and M S Karnik, hearing a PIL by NGO Loksatta Movement challenging use of large quantities of water in stadiums at a time when the state was reeling under severe drought conditions, asked the Board of Control for Cricket (BCCI) to respond to this on Wednesday. The judges also asked the board whether it can

contribute to the Chief Minister's drought relief fund. As the BCCI said it had supplied 40 lakh litres of water to stadiums per day for Indian Premier League (IPL) tournaments so far, the judges asked whether it was ready to supply the same quantity to waterstarved villages in and around Pune in Western Indian state of Maharastra. During the hearing, the Cricket Board counsel Rafiq Dada informed the bench that BCCI had tied up with Royal Western India Turf Club (RWITC) to procure treated sewage water for IPL matches to be played in Mumbai and Pune. Nine Indian Premier League (IPL) matches have been planned in Pune and

eight in Mumbai, where the opneing match was held on April 9 at Wankhede stadium here, the BCCI's counsel told the court. Three matches are slated to be held in Nagpur, and IPL franchise Kings XI Punjab has agreed to shift them to Mohali or elsewhere if the HC tells it, he said. Everyday, 7-8 tankers of treated sewage water would be supplied to the stadiums, Dada said, adding use of treated sewage water should be encouraged because after treating it is released into the sea and goes wasted now, he said. "In this case, instead of discharging treated sewage water into the sea, we are using it in the stadiums,"

the BCCI counsel said. The bench also asked RWITC to give an undertaking whether it would supply treated sewage water for the ground maintenance in Pune. The HC had lambasted the BCCI during the last hearing on the use of huge quantities of water for the pitches. The BCCI Counsel said that after the High Court pulled up the cricket Board for using water in stadiums it has taken the issue very seriously. In another development, Maharashtra acting Advocate General Rohit Dev informed the court of the immediate and long term measures the Government would adopt to meet the drought situation.
