The public of Aboi town, a sub division under Mon district renewed their demand for up-gradation to a district headquarter with a public rally on Wednesday. The rally organized by the Aboi District Demand Committee was held at the local ground to show solidarity with the demand for up-gradation of Aboi from the present ADC HQ to that of a Deputy Commissioner as mentioned in an addendum memorandum submitted to the Nagaland State Government on March 9, 2017. Members of the Aboi District Demand Committee said the demand for a separate district began in the year 2008 with the first memorandum submitted on May 2008. The then Nagaland Chief Secretary, Lalthara had already recommended their demand, the Committee claimed while adding that they had to put off the district demand for some years due to the issue of the ENPO statehood demand. The Committee leaders at the rally made it clear that the demand for a district is not for division of Konyaks but for development of the area. NEw DELhI, APRIL 12 (AGENCIES): Even as major Opposition parties met President, Pranab Mukherjee on Wednesday and raised issue of alleged EVM tampering during their meeting, the Election Commission has come out with an ‘open challenge’ to hack the machines from the first week of May. The fourlevel challenge will be conducted in Nirvachan Sadan, New Delhi. The challenge will be open to people from the domain of technology as also the political parties for ten days. “From first week of May, experts, scientists, technocrats can come for a week or 10 days and try to hack the machines,” an official source said. They said the challenge will be open for a week or 10 days and will have various levels, as per PTI. The Commission had announced a similar challenge in 2009 and it claimed no one could hack its electronic voting machines (EVMs). Congress vice president Rahul Gandhi and senior party leaders Ghulam Nabi Azad and Mallikarjun Kharge, and Communist Party of IndiaMarxist general secretary Sitaram Yechury were part of the delegation that submitted a memorandum to the President on alleged tampering with the EVMs.

Minister for school education, Yitachu on Wednesday exposed a disturbing revelation on the appointment of math teachers in the education department—he said many of the math teachers appointed by the department are “Arts graduates.” Addressing a one-day conference-cum- interactive session for DEOs/ DDEOs/SDEOs/JEOs/ Deputy Directors/Assistant Directors at the Capital Convention Centre, Kohima, the School Education Minister said many vacancies of math teachers have been filled up by arts graduates “either by manipulation or wrong information or at our own will.” While expressing concern on the huge shortage of math teachers in the state, Yitachu however termed the appointment of arts graduate to be math teachers as injustice to the future. “This, we have not done justice. We have not done good things for our future,” he rued while adding, “We have planted destructive mechanism in our society.”

No further up-gradation of schools The School Education Minister also said he does not want any further upgradation of schools in the state except establishing new schools in new settlements, depending on availability of enrollment. “We should open schools to give education to our citizens. However, we want to open schools, we want to upgrade schools only to give employment in the village or in that particular location. That mindset has to be removed,” Yitachu observed. If responsible administrative officers have such mindset of recommending a school to be established

He felt that this would solve the burden of students who have to travel 40 to 50 kms to appear exams in the nearest exam centres. He also said the department has taken the decision to bring down DDOs. The department presently owns 115 DDOs.
Centre seeks recall of SC order on counter-insurgency ops Nagaland State will not observe
NEw DELhI, APRIL 12 (IANS): The Centre on Wednesday sought a recall of a Supreme Court judgment on no excessive and retaliatory force use in self-defence by security forces in counter-insurgency operations. Saying that the action taken by Army in disturbed areas could not be put to judicial scrutiny, the Centre contended through a curative petition that the top court order dated July 8, 2016, had completely negated the protection made available to security forces under the Armed Forces (Special Powers) Act, 1958, and the Unlawful Activities (Prevention) Act. As Attorney General Mukul Rohatgi mentioned the petition before a bench headed by Chief Justice Jagdish Singh Khehar said: “Either you bring it within the parameters of the cu-
rative petition; otherwise, we will not be able to help.” Rohatgi contended the existing parameters for filing curative petitions were not “exhaustive”. The bench said it will look into the matter as the Attorney General said a related case was coming up for hearing on April 18. The Centre has sought the recall of the July 8, 2016, order and the October 6, 2016, order by which the review plea was rejected. By its July 8 order, the top court had ruled that army and paramilitary forces cannot use excessive and retaliatory force during counter-insurgency operations in Manipur, declared a disturbed area, under the Armed Forces Special Powers Act and criminal courts do have jurisdiction over cases of alleged excesses by security forces.
The Centre contended that the immediate effect of the July 8 judgment is that it has “hampered” the Army’s ability to respond to insurgent and terrorists situations which have far-reaching ramifications for national security and integrity, especially in parts plagued by constant militant and insurgency activities. The petition said besides being inherently dangerous and mostly unpredictable, the “counter-insurgency operations are a sovereign function and their justifiability ...can’t be and ought not to be allowed...” Subjecting the legitimate combat decisions to judicial review would impinge upon the national security, the Centre said. The Centre said armed forces engaged in counter-insurgency operations needed to be given
requisite protection of law, adding that operations against the enemy should not be impeded by the same being subject to threat of judicial scrutiny in the future. It said the review of security situation and potential military level in disturbed areas is a highly specialised issue requiring requisite expertise in the domain of internal security and the same can’t be decided, examined or assessed by the courts of law. The petition said in Manipur alone, the Army and Assam Rifles lost 928 personnel to insurgency with 1,463 injuries from 1990 to 2015. Allegations of excessive use of force has to be examined from the perspective of national security and the larger public interest as opposed to individual’s interest, the government pleaded.

The Nagaland Congress (NC) party, which was launched in June 21, 2016, has now been registered as a political party with the Election Commission of India (ECI) under Section 29A of the Representation of the People Act, 1951. The registration with number 56/192/2016-17/PPS-1 came into effect from February 22, 2017 and the party will function under the guidelines of the ECI. NC President, Nillo Rengma revealed this to party workers during its plenary session at Bookmarc Conference Hall, Dimapur on Wednesday. He said the party would work for unification of all Naga inhabited areas under a single administrative unit and to protect the rights and privileges of minority communities living in the State. He said the NC would defend the special provisions of Article 371 (A). Nillo also said that membership of NC was open to all the citizens of the country without any

discrimination on the basis of religion, region, caste, language and culture. He said the NC as a regional party was formed to provide transparency in governance and accountability to the public and to provide all round development and equal opportunities to the people. “Our aim is to reform Nagaland, safeguard the rights of the Nagas and to make it free from corruption....we offer you
the platform of NC for this very objective,” Nillo added. He said launching of the party was rightly timed attuned to urgent need for an alternative political platform in the State. NC Treasurer, Z. Lohe said the public were “under colonization of the elected representatives” who were no more accountable to the people since the voters have sold their rights during elections.
He spoke about the need of the hour to fight against the “powerful menace” of the corrupt system. Stating that NC alone was not in a position to fight the menace, Lohe stressed on the need for likeminded NGOs like ACAUT and other parties to strongly fight against corruption. He also said Christianity was under threat in the State and that the Church could be divided unless a common fight was put up against anti-Christ forces. Later, addressing media persons, NC General Secretary, Vaprumu Demo said the party at its initial stage was not in a haste and not over ambitious as well. Asked about the stand of the party on 33% women quota, Demo said the party was not against women but since the people were against it, the party would have to go with the flow. NC office bearers, Joshua Sumi, Khuosatho, Prasielie Pienyu, S. Supongmeren Jamir and others also took part in the programme.
Digital India Day on Good Friday
DIMAPUR, APRIL 12 (MExN): The Nagaland State Government will not be observing any activity related to promotion of Digital Payment on April 14, 2017, the day being a public holiday (Good Friday). A press note from the Nagaland State Chief Secretary, Pankaj Kumar informed that the Government of India is going to organize Mega Draw and Digi Dhan Mela on April 14 for promotion of digital payment. In this connection, a video conference was held on April 7 by Government of India where senior officers from the State Government participated. It was informed that the programme will be organized in 100 cities in the country. The list of locations does not include any place in Nagaland. TheNagalandBaptistChurch Council (NBCC) had also expressed concern at the move by the Government of India to observe Digital India Day on Good Friday. A press note from the NBCC informed that it conveyed the council’s concerns to the Nagaland State Chief Minister. The NBCC stated that “Passion Week or Holy Week is the time from Palm Sunday through Easter Sunday (Resurrection Sunday) and the week includes Good Friday.” This is a time when Christiansallovertheworldcommemorate the death and resurrection of Jesus Christ and includes exercises of worship and spiritual devotion, both public and private, it reminded. The NBCC acknowledged that it received assurance from the Government of Nagaland that Digital India Day will not be observed on Good Friday in Nagaland. Meanwhile the move by the Government of India to observe the day on Good Friday has drawn criticism from several quarters. On Tuesday, the Meghalaya government expressed its strong opposition
against the Centre’s decision. Meghalaya Chief Minister Mukul Sangma said that his state government will not participate in such programmes which aim at diluting the secular fabric of the nation. “I will write to the Prime Minister as it is necessary for me to express concern on behalf of the people with special reference to the North East, which have a major chunk of Christian community,” he said. He said the state government has officially intimated the Union Cabinet Secretary in this regard. Lambasting at the Centre’s decision, Mukul had stated: “We have to be candid in asking what is their agenda. The identification of dates – observing Good Governance Day on Christmas and now Digital India Day on Good Friday – are they (BJP-led NDA) trying to marginalise the minority? Is it that they selectively identifying these dates to marginalise the minorities with a complete disregard to the Constitutional obligation of ensuring personal liberty?” On Wednesday, the National People’s Party (NPP), a BJP ally, urged Prime Minister Narendra Modi to defer the Digital India Day to be held on April 14. “With my sincere concern for the Christian communities who strongly believe that Good Friday is holy auspicious moment, I humbly suggest you to kindly defer the Digital India Day so that the secular fabric of India remains honoured both in writing and spirit,” NPP Lok Sabha member Conrad K. Sangma said in a letter. It may be noted that the central government had previously also drawn criticism from various quarters for its move in changing the gazette calendar and setting Christmas day as Good Governance Day. KohiMA, April 12 (Dipr): The Nagaland Board of School Education has notified for the information of all concerned that the Nagaland Board of School Education shall conduct the Nagaland State Entrance Examination (NSEE) 2017 for Para-Medical/Agri and Allied degree Courses. The tentative date of NSEE Examination is May 13; The Centre of Examination shall be Kohima Town. The questions of the NSEE shall be set from the existing NBSE's syllabus of Classes XI & XII (Common Core Syllabus) Science stream. All questions of NSEE shall be Multiple Choice Questions (MCQ) only. There shall be only 1 (one) paper consisting of 180 (one hundred and eighty) items. The breakup of items subject wise shall be as follows: Biology - 90 items, Physics - 45 items and Chemistry 45 items. Admit cards shall be issued from the Office of the Board on payment of examination fee. Other details shall be notified at a later date.

Reliance Jio introduces offer for Prime members NEW DELHI, AprIL 12 (ptI): Reliance Jio today announced a new plan that offers its Prime members 1GB of 4G data per day for 84 days at Rs 309. Similarly by paying Rs 509, Jio Prime subscribers would be able to avail 2GB of 4G data per day for the next 84 days. Both the offers come with unlimited domestic calling. The offer, named as Dhan Dhana Dhan, is "limited to one recharge only and not available along with Jio Summer Surprise offer", according to the information on Jio's website. Presently there are more than 90,000 track kilometres criss-crossing the country, running more than 14000 train every day to transport more than 13 million passengers daily. The New Jalpaiguri Station of Katihar Division was adjudged the Best Kept Station for the year 2016-17. The New Jalpaiguri Railway Hospital won the Best Kept Hospital award and New Bongaigaon workshop won the Best Workshop Award. The overall Efficiency Shield for the last financial year went to Katihar Division of NFR for its all-round performances. The prices of all the cars have been raised by up to 2.5 per cent across the board. Volvo has cited an increase in input costs as the reason for the hike in prices. Higher fuel prices drive up India’s inflation to five-month high NEW DELHI, AprIL 12 (rEutErs): Higher fuel costs drove up India's headline inflation to its highest level in five months in March, data released on Wednesday showed, vindicating a central bank decision last week to keep its policy rate on hold amid concern about prices. Consumer prices rose by an annual 3.81 percent last month, their fastest pace since October 2016, compared with February's 3.65 percent increase, the Ministry of Statistics data showed. The rise, however, was slower than the 3.98 percent forecast by economists in a Reuters' poll. Retail fuel inflation accelerated to 5.56 percent in March from 3.90 percent a month ago. Food prices rose 1.93 percent on the year, slower than a 2.01 percent annual increase a month earlier. Worries about a possible flare-up in food prices, should India experience below-average monsoon rains this year, forced the Reserve Bank of India (RBI) to keep its key lending rate on hold for a third straight meeting last week. But more surprisingly in a subtle shift to a tightening bias, the central bank raised the reverse repo rate - what banks get for deposits at the RBI - by 25 basis points, to help mop up excess liquidity in the banking system.

Indian state refiners to revise fuel price in five cities daily from May 1, sources say NEW DELHI, AprIL 12 (rEutErs): India’s state-owned fuel retailers plan to implement daily revision of fuel price in five cities from May 1 ahead of a nationwide rollout of the scheme, industry sources said. To begin with, daily revision of fuel prices will be implemented in Puducherry and Vizag in southern India, Udaipur in the West, Jamshedpur in the East and Chandigarh in the North, they said. State refiners currently revise fuel prices every fortnight to reflect volatility in the currency and global oil markets. State refiners - Indian Oil Corp Bharat Petroleum Corp and Hindustan Petro-
leum Corp operate 90 percent of the retail outlets in the country. The three have up to 200 fuel stations in the five cities, the sources said. The rollout of “daily dynamic pricing” in five cities will help them identify the problems ahead of a nationwide rollout of the scheme later this year, the sources, who did not wish to be identified because of the sensitivity of the matter, said. No immediate comment was available from the state refiners. Indian private fuel retailers - Reliance Industries and Essar Oil - are expected to follow their state peers, the sources added.

Fringe villages of Intanki National TVYO condemn actions Park encouraged to protect park of human traffickers Peren, APril 12 (Mexn): A workshop cum awareness programme was conducted for all the fringe villages of Intanki National Park on April 7 and 12 respectively. It was organized under Integrated Development of Wildlife Habitats (IDoWH) and Project Elephant, informed a press release. out of the National Park. He also encouraged the villagers to cooperate with the department in the protection of the Intanki National Park. Meanwhile, Lithrila, EAC Ahthibung emphasized the role to be played by the fringe villages towards guarding and protecting the National Park. Extending support in controlling fishing, hunting, she asserted to give full
co-operation to the Protection Force in protecting the National Park. She further suggested to give more schemes as award to the villages which contribute more co-operation to the department in controlling the illegal activities. The participants assured to extend cooperation, while expressing appreciation for organizing such programme, the release added.
DiMAPur, APril 12 (Mexn): The Tenyiphie-1 Village Youth Organization (TVYO) has condemned the actions of the four alleged human traffickers who were arrested by the Dimapur Police District Anti-Human Trafficking Unit (DAHTU) recently. In a condemnation note, Rokosielie Viyie, President and Vivoto Tetso, Convenor, Action Committee of TVYO expressed shock over the “heinous trade” of human trafficking terming it “barbaric and violation of human rights which can never be tolerated in the society.” Two of the accused Johur Uddin and his wife Jorina Khatoon, both temporary residents of Tenyiphe-1 Village, have been excommunicated from the village and its surrounding jurisdiction with immediate effect, the
organization stated. It further asked the law enforcing authority to take appropriate measures in condemning and penalizing traffickers according to the law of the land and ensure “protection and assistance to the victims of trafficking with full respect for their human rights, including where appropriate through legislation.” Meanwhile, the organization reiterated its statement that “any outsiders creating disturbance and indulging in any anti-social elements in its land cannot be tolerated and will be dealt severely according to the law.” Hence, it has requested the landlords to be more aware and cautious of the tenants for peaceful environment. It also lauded the Dimapur Police (DAHTU) for their efforts in combating evil menace of the society.

In a notification, DMC Administrator H Atokhe Aye further stated that all meat shops should avail trade license by following strict guidelines of DMC. All the meat shops, it added, should be upgraded/ modernized to provide safe, healthy and hygienic meat to the consumers. The order will come into effect within 45 days from the date of issue of the notification, it was informed. “Failing to comply will invite heavy penalty and imprisonment as per the provision of the Act,” the notification said.

A bottomless pit
A
village little towards the east of Nagaland State sits neatly on the side of a hill overlooking its terrace paddy fields. Monoliths are a usual feature of its public spaces; alongside these a different sort of monolith appears, painted white with the face of Mohandas Karamchand Gandhi on it. Below the image, the letters read ‘Constructed under MGNREGA’. The board refers to the road that wiggles through the length of the village, constructed through funds from the Indian central scheme called Mahatma Gandhi National Rural Employment Guarantee Scheme. From the 120 households in the village, most people are ‘job card’ holders and the village sustains its economic needs through such central schemes. Grant-in-aid from the State is erratic and has not showed up in two years now. Some people from the village also hold government jobs— despite this they continue to lay claims to benefits from central schemes by declaring themselves 'marginal'. This could, in part, explain why an absurd 71 percent of Nagaland State’s population is shown by the State’s Food & Civil Supplies Department to be dependent on it. Less than 28% of households in Nagaland are earning above Rs. 12,500 per month or around Rs. 410 per day; the rest either survive as marginal farmers or daily wage earners, revealed a report appearing in The Morung Express on April 11 based on State derived statistics. So while most people, statistically speaking, are dependent on the State, the State itself is almost completely dependent on the Indian Union government. Another report divulged that Nagaland State received 92.5 percent of its financial resources for 2015-16 from the central Union government. As roads continue to remain the way they are, and the only perceptible infrastructure development is in terms of private property, is all the money going towards the basic upkeep— food, shelter—of the projected economically marginalized of the State? Unlikely. The Indian Union government is happy to dole out endless cash to states like Nagaland or Jammu & Kashmir. The above statistics only confirm the long held belief that this weakness is amply exploited by people/governments on the margins. There is no allegiance to the Indian State through direct taxes and money is endlessly drawn into a bottomless pit—this, in turn, leads to “unabated” corruption in bureaucratic and political governance. If militarization was not enough, economic and political colonization have crippled whatever remained of the Naga self determining capacity. Central schemes have been designed to take over control of the Indian Union’s federal structure. The more states rely on these, the lesser independence they retain within the Union. Meanwhile, money that is poured into states like Nagaland, for instance, is immediately pooled back into the Indian economy (everything in the markets here is imported from the economic power banks of the Indian subcontinent) that backs and bails its own corporate mafia. On the other hand are political parties which have been spending up to Rs. 937 crore (total estimate drawn from 2013 elections by YouthNet) to buy votes thereby destroying local politics but continuing the drama of elections every five years to fulfill the criteria to draw more central funds. No wonder, then, that a Morung Poll on happiness had 69% people vouching for a sad state of affairs with no choice but to cooperatively laugh along. "I get so relieved when I find out it was an avalanche or a car accident," said the 26-year-old Norwegian, a member of Scandinavia's indigenous Sami people. Sami people, like other Arctic indigenous populations, have long struggled with high suicide rates, but the impact of global warming is worsening the problem, young Sami members said on Friday at a meeting of indigenous youth hosted by the United Nations' Food and Agriculture Organization (FAO). The traditional way of life herding reindeer is under pressure, as rising temperatures threaten the size of the herds and cause financial woes, they said. Adding to the money troubles, the fear of being the last bearers of a fading culture has instilled pessimism in many young Sami, said Ophaug. "You have the weight of the heritage that you are carrying after your parents and grandparents," she said. "Many people feel the pressure of that". An estimated 80,000 Sami live in the northern lands of Sweden, Finland, Norway and Russia, where reindeer herding has been the cornerstone of their culture and livelihood. But less chilly winters mean less snow and more rain that can freeze into ice, making it harder for reindeer to reach the plants they need to eat. Some reindeer starve, and females often give birth to stunted young. "It causes a lot of economical damage to families because they lose many animals," Ophaug told the Thomson Reuters Foundation on the sidelines of the FAO conference. Arctic temperatures are rising faster than the world average amid a build-up of greenhouse gases in the atmosphere. With mental health is a taboo topic in Sami culture, many youths do not seek help, Ophaug said. "It's becoming worse because of climate change," she said. Gathering data on Sami suicides is difficult, experts said. In Norway, ethnicity is not listed in government statistics, said Siv Kvernmo, a professor of child and adolescent psychiatry at the Arctic University of Norway. In Sweden, a 2013 study found young Sami were more likely to contemplate suicide than other young Swedes. But anecdotal evidence is powerful, said Petra Laiti of Finland, also a member of the U.N. Global Indigenous Youth Caucus.

The politics of the future must embrace all that makes us human: our anger, our pain, our joy and our love
I
t’s November 9 2010, and I’m one of many students that have surrounded and taken over the Conservative Party headquarters at Millbank Tower in London. I’m angry, we are all angry, because the government is trying to triple the amount of money we have to pay to learn, develop and grow as young people. They are trying to raise UK university tuition fees from £3,000 a year to £9,000 as part of the continuous process of marketizing education. There is screaming, shouting and drumming all around me, along with police in riot gear, but we outnumber them by far as we are in our thousands. I am part of a huge crowd that is singing and moving like a shoal of fish in the sea. I am at the front, face to face with a helmet, baton and shield. It's hard to see the person inside but that’s not my focus - I am focused on getting into the glass fronted party headquarters. Suddenly we are all pushed forward and I find myself kicking with my feet, hitting the glass with anything I can find. I feel this rush of adrenaline in my body. I feel all my anger around the injustice of what the government is doing come out as a physical force. I feel a release as I kick at the glass and then there is this beautiful moment when the glass window smashes. Everyone cheers and rushes forward. We have done it - we have broken into the building. People stand on chairs. We chant, we sing, we fill the room, and for a moment this collective anger becomes collective joy - it becomes togetherness. I feel elated, I feel pumped, I feel powerful. I feel we are powerful, I feel together we can change the world. We just broke into Conservative party headquarters for Christ sakes - we can do anything! And yet… There’s no doubt that anger is a powerful motivator. It motivates us to get out onto the streets and do something: to take action; find kindred spirits; build collective power. But it also has a negative side when it turns to hate – hate at the world around us, hate at people who are destroying the environment, hate at the people who voted for Brexit. In my own struggles I also began to direct that hate towards myself in the form of guilt - guilt for being white, middle class and privileged; guilt for spending time doing things other than ‘creating social change;’ and at its worst, a general sense of guilt every time I experienced pleasure or joy. That doesn’t mean accepting racist, sexist or other discriminatory behavior – we must stand up and challenge it and become aware of how we perpetuate it – but carrying that hate around inside of ourselves is incredibly self-destructive. So, can anger coexist with love, or do we have to choose one or the other? Neither extreme works for me, so what could a new approach to politics look like that acknowledges both of these forces as equally important in creating transformational social change? From my early twenties I was drawn to spaces and places where I could explore what alternative forms of love might look like. I spent time in intentional communities and at festivals such as Boom and Nowhere (the European ‘Burning Man’), and went on courses and workshops exploring
intimacy and sexuality. In different ways all of these spaces embraced the idea of love and connection as a force for positive social change. It was during these explorations that I discovered Tamera – an intentional community in Portugal that has had a particularly profound impact on my life. Tamera was founded in Germany in 1978 and in 1995 it moved to Portugal. Today 170 people live and work there on 330 acres of land. As they put it: “The founding thought was to develop a non-violent life model for cooperation between human beings, animals and nature. Soon it became clear that the healing power of love and human community had to be placed at the center of this work. Love, sexuality and partnership need to be freed from lying and fear, for there can be no peace on Earth so long as there is war in love. The ecological and technological activities of Tamera include water conservation and promoting regional autonomy in energy and food. Through the Global Campus and the Terra Nova School, we are working within a global network of similar communities on the social, ecological and ethical foundations for a new Earth – a ‘Terra Nova.’” Love is a powerful force that motivates me to act, to create, to give, to be alive - love of the natural world, love of music, love from a friend that gets me through a difficult year; the love between me and a partner that can make me feel like I am flying and can achieve anything; sexual love that can put a smile on my face for the rest of the day; love for a stranger in another country that can make me donate money to charity; or the love of a family member that can make me drive through the night to be with them by morning. I’ve had some of the most empowering, motivating, life affirming experiences in these spaces, experiences that have given me the energy to go back to everyday life and keep on fighting for a more beautiful world. However deep down I’ve always felt that there was something problematic in
this approach to social change – that it couldn’t just be about love and nothing else. There’s a hope that when we live in utopian spaces such as Tamera, then all of the things that are sad, bad or problematic about human society like pain, anger and power will simply disappear, but this strikes me as naive. The reality is that we bring all of our issues and privileges with us to these communities, and if they are not explicitly addressed then the same patterns of inequality will be reproduced. Without a clear awareness and analysis of power and how it functions, and proactive methods of engaging with it, love can become degenerative, particularly for those who may have less power because of their race, gender, sexual orientation, socioeconomic standing or personal confidence. So the way ahead at this crucial time in history must be nuanced, consciously working with power and embracing both our anger and our love. With the rise of President Trump and a politics of hate and fear, it’s important that we don’t disengage, that we stay awake to, honour and acknowledge our pain, anger and rage. These are crucial emotional responses that lead us to take action, challenge the status quo, and build a different form of power together. But we can’t let that anger turn into hate, blame and guilt. Otherwise we lose, because we become participants in the political and emotional games of the forces that oppress and discriminate against marginalised groups; who promote further cuts in services and greater austerity; and whose actions take away the hope and future of the next generation. Instead we must create a politics of love, empathy and compassion; a politics that reminds us of the beauty that exists inside of ourselves and in the world in which we live; and social movements that make us feel alive, connected and supported. But to do this we need to re-imagine and diversify the narrative of love, beyond the confines of romance and the passive acceptance that is so often used in ‘new age’ philosophies. As the writer
and activist Bell Hooks writes: “We need to reclaim the concept of love, not as an abstract, all embracing, fantasy but as a set of ethics, principles, values and behaviours. A love that is justice in action... To begin by always thinking of love as an action rather than a feeling is one way in which anyone using the word in this manner automatically assumes accountability and responsibility...Culturally all spheres of life – politics, religion, the workplace, domestic households, intimate relations - should and could have their foundation in a love ethic.” In this understanding love does not become passivity, acceptance or disengagement, or give into the pretence that pain, anger, and power do not exist. Instead it becomes a daily practice which also involves critical reflection, discernment, values and principles, as well as nurturance, care and support. A love that is justice in action is one that acknowledges power and knows that equality is a prerequisite for unity. This quote from the Black Lives Matter movement sums it up perfectly: “Our aim is to provide hope and inspiration for collective action to build collective power to achieve collective transformation, rooted in grief and rage but pointed towards vision and dreams.” The politics of the future must embrace all that makes us human: our anger, our pain, our joy and our love. Aam Aadmi Party wasting its mandate

he Aam Aadmi Party (AAP) has developed a penchant for hogging the headlines more for the wrong raison d'être than the right political vibes. The party is presently under the media glare over party boss and Delhi Chief Minister Arvind Kejriwal’s attempt to let taxpayers foot his lawyer’s bill in a defamation case and the Shunglu Committee report indicting his government of nepotism and irregularities in appointments. The political storm over the party’s narrative before upcoming local polls in Delhi and its dismal electoral outings in Punjab and Goa raises big questions for the party and its future in Indian politics. The AAP was conceived during the India Against Corruption movement which called for the passage of a Lokpal (Ombudsman) Bill in the parliament, with a section of its leadership playing midwife in the AAP’s political birth. The party positioned itself as a hub of principled leaders and transparent politics, opened the doors to people from all walks of life and promised to stay away from the so-called VIP culture. The people of Delhi reposed faith
in the party by handing it an unprecedented mandate in the 2015 state elections (67 out of the 70 assembly seats). The victory was seen a defining moment in Indian politics as it seemed to user in an alternative to the existing political establishment populated with dynastic, wealthy and people with ‘winnability quotients’. The party began on a popular note by subsidising electricity, offering free water supply and promising to usher in inclusionary politics with 'Swarajya' (self-rule) as its ultimate goal. The euphoria was shortlived. The AAP could not handle the responsibility that came with power and it replicated the Janata Party government’s model of power politics from 1997. Top leaders turned against each other and intra-party squabbles resulted in Kejriwal grabbing absolute power and removing some founding members and ideologues from the party. The AAP survived a split, but its journey downhill continued after it got embroiled in a power struggle with the lieutenant governor of Delhi, shadowboxed with the central BJP government and engaged in frequent tussles with the bureaucracy. The party’s problems
increased further as its ministers and leaders were embroiled in cases ranging from fake degrees and domestic violence to inciting violence against foreigners and sexual harassment. The party’s success in implementing the odd-even car rationing formula to curb pollution in the capital briefly put the brakes on its declining popularity. But this was momentary. The party was again jolted after more lawmakers were arrested in criminal cases, judicial pronouncements went against it and with more than 20 legislators facing legal heat for allegedly holding office of profit. It becomes essential to deconstruct the reasons that brought AAP down from a high moral pedestal in such a short span of time. Firstly, the AAP’s subaltern image and tag line of innerparty democracy and collective leadership were its USP and it struck an emotional chord with the common man. But the political veil was lifted after it came to power, revealing that Kejriwal was a wolf in sheep’s clothing and a section of its MLAs were from dubious backgrounds and had committed moral impropriety. Secondly, the propagation of a per-

sonality cult and concentration of power in the hands of Kejriwal removed the party’s political halo. Thirdly, the AAP style of politics thrives on paranoia and confrontation with the BJP. The hit-and-run politics combined with a persecution complex initially created a pro-AAP sentiment, but people soon realised that the party was addicted to drama. Finally Kejriwal’s narcissism led to a huge spending of taxpayer money on publicity and propaganda. The AAP brand of political discourse is bereft of political civility, is disruptive and faces a deficit in public trust. The failure of the party in winning the recent Punjab and Goa state elections is a major setback as electoral victories and expansion are crucial for a fledgling party to minimise political attrition. The upcoming municipal polls have become a do-or-die election for the AAP. If it fails to win, the party’s decline will truly have begun in the city where it first came into prominence. Toward a New World Order in Eurasia James Dorsey

mid US airstrikes on Syria, the future of Eurasia is up for grabs One thing this week’s US airstrikes in Syria highlight is the fact that the sands are continuously shifting as regional and world powers jockey for position in a future Eurasian world order. The strikes raise questions that go far beyond potential greater US involvement in the Syrian conflict. The answer to those questions will likely impact the role America may play in Eurasia and the Asia Pacific. What is surprising is not the fact that US President Donald Trump ordered the launching of missiles. He has signaled with his appointment of generals in key national security positions as well as his budget proposals a more muscular, military-oriented approach to foreign policy. What that meant has been evident since he came to office in January in greater US military engagement in Yemen. What is surprising is that days after Trump declared that he was president of the United States, not president of the world, he, clearly taken aback by the horror of the Syrian chemical weapons attack, acted to uphold international law and packaged it in terms of compassion. The US airstrikes obviously countered allegations that he may be beholden to Russia, as well as not unfounded perceptions of Islamophobia or an anti-Muslim bias. Trump may not have a clearly formulated policy framework. Or maybe he does but wants to keep everybody guessing. He has repeatedly stated that he would not broadcast his intentions to the world. Whichever it is, he is keeping China on its toes with regard to North Korea. He is also keeping Iran on it toes, particularly given the chances that President Hassan Rouhani could lose the forthcoming May election to a hard-liner. On the notion of the king is dead, long live the king, predictions of a US withdrawal from its role as the guarantor of a world order and US isolationism are premature, even if one is seeing a rollback on liberal US values such as human rights. For Eurasia, this alongside numerous other factors means that the often unspoken notion that China may emerge as an unchallenged power in Eurasia and beyond is equally premature. No doubt China will be a dominant player, but it will be one of two and more probably three players—the United States and India being the others. No doubt, China has advantages: it has a first starter advantage with the scale and breadth of its One Belt, One Road initiative; its willingness to take short-term losses for longterm gain; and its economic, financial and growing military strength. Yet all of that is insufficient to guarantee that it will ultimately operate in a unipolar world. More likely it will have to maneuver in a multi-polar world. And that may well be one of the takeaways from this week’s missile strikes in Syria. NEW WORLD ORDER Several factors are likely to play key roles in the shaping of a future Eurasian world order. First, states across Eurasia may be pivoting toward China, but many are hedging their bets. As Saudi Arabia’s King Salman toured Asia in March, his son and powerful deputy crown prince, Mohammed bin Salman, traveled to
Washington. Middle Eastern autocrats have embraced Trump lock, stock and barrel, including his controversial travel ban. If anything, the missiles strikes in Syria cemented that. The same hedging strategy is true for democracies like Sri Lanka or Myanmar. And that is the Achilles’ heel of the approach of whichever power—China, the United States or Russia—jockeying for position in Eurasia. The 2011 Arab popular revolts are perceived to have failed, a discussion that goes too far to embark on here, but the lesson of those uprisings stands. Autocracies that fail to deliver are inherently unstable and history teaches that most autocracies fail to deliver. The United States, China and Russia are placing their bets to a large extent on autocracies. In recent years, China has experienced the extent of the risk involved in that approach—witness Libya, Sri Lanka and Myanmar. No bet is shakier than the one Russia and Iran have placed on Syrian President Bashar al-Assad. Assad is damaged goods, a pariah, no matter what happens in Syria. Russia and China, as does the United States to a lesser extent, run a similar risk in Central Asia. Second, China’s riskiest bet may well be in Pakistan, the country where it is investing perhaps the most. The risks are multi-fold. They include unease about the terms of Chinese investment involving massive returns on investment expected by Beijing that sink countries into debt traps and raise questions about the impact on local economies and the lack of a trickledown effect. Energy is the one aspect of Chinese investment, in what supporters describe as the China-Pakistan Economic Corridor (CPEC) and critics have dubbed “Colonizing Pakistan to Enrich China” where the positive impact on an energy-starved country is likely to be most immediate. In anticipation of the construction boom, the Mian family in Lahore invested $30 million to build a second plant of Fast Cables, one of Pakistan’s largest cable producers. Instead of benefiting from Chinese investment, the family fears bankruptcy. Cables for Chinese-built energy projects are not procured in Pakistan. They are imported tax free from China. For much the same reasons, protests have disrupted China’s plans for a port and special economic zone in Sri Lanka’s Hambantota. The city’s gleaming, Chinese-built airport operates all of four flights a day. The story repeats itself elsewhere in Eurasia. The Federation of Pakistani Chambers of Commerce and Industry has raised grave doubts about the impact of CPEC, noting that the demography of Baluchistan, a thinly populated area of 70,000 inhabitants, would dramatically change
with the influx of up 2 million Chinese and Pakistanis from other parts of the country. The cost of the debt trap in terms of land concessions that change demography is already evident in countries like Tajikistan and has sparked protests in Myanmar. A Pakistani financial brokerage calculates that the Chinese rate of return on investment is a whopping 40%. What makes Pakistan China’s riskiest investment goes beyond the pattern of commercial terms that are perceived as not being equitable. The port of Gwadar, a key node in China’s string of pearls— a network of ports across Eurasia—was first inaugurated some nine years ago. It’s not much more active than the airport in Hambantota. Baluchistan is engulfed in an insurgency whose connotations go far beyond ethnic and nationalist aspirations. Political violence in Baluchistan is as much an expression of long-standing local grievances as it is linked to a Pakistani state that sees militant proxies as part of its security, defense and foreign policies. Pakistan has been able to do so with US support in the 1980s during the anti-Soviet jihad in Afghanistan, and since then with the backing of Saudi Arabia and China. The result is a state in which Sunni Muslim ultra-conservatism has been embedded in significant segments of society as well as key branches of the state, creating an environment in which the potential of violence is significantly enhanced. While Gwadar idles, Chabahar, an Indian-built port in Iran some 60 kilometers further west, is likely to push ahead. Third, competition between Gwadar and Chabahar leads one automatically to the role of Middle Eastern players, primarily Saudi Arabia, the United Arab Emirates and Iran, in shaping the future architecture of Eurasia. Pakistan is emblematic of the impact of Saudi backing of ultra-conservatism in cooperation with governments willing to opportunistically play politics with religion. Yet the rise of Sunni Muslim ultra-conservatism and limited Iranian successes in countering it contributes to the groundwork for domestic strife and instability across Eurasia. Despite widespread perceptions and Saudi success in ensuring that ultraconservatism is an influential player in Muslim-majority countries and minority communities alike, Riyadh has a weak hand that ultimately makes it unlikely that it will come out on top. That is nowhere more evident than in energy and particularly gas. What will determine the future of Eurasia’s energy landscape will not be Saudi oil, but Iranian and Turkmen gas. Energy scholar Michael Tanchum estimates that Iran will likely have 24.6 billion cubic meters of gas available for export in the next five years. That is
enough to service two of Iran’s three major clients: Turkey, Europe and China. The likelihood is that it will certainly keep Turkey, leaving it with having to choose between Europe and China. Fourth, jockeying for position in Eurasia resembles a game of Risk. The game’s outcome is unpredictable. Wracked by internal political and economic problems, Europe may not have the wherewithal for geopolitical battle. Yet despite a weak hand, it could come out on top in the play for energy dominance. US backing of India in the Great Game and efforts to drive wedges into mostly opportunistic alliances such as cooperation between China and Russia and Russia and Iran could help Europe compensate for its weakness. Similarly, a hard US approach toward Iran, particularly if Rouhani is defeated in the next election, buys Saudi Arabia time. Assuming the US missile strikes in Syria were not a one-off after which Washington reverts to a more isolationist attitude, greater US assertiveness could temporarily drive China and Russia and Russia and Iran closer together. That, however, would not make potential, if not inevitable, differences between them go away. Finally, the missile strikes may well have had another effect that is crucial for Eurasia. If much of Trump’s initial period in the White House was marked by a sense of insecurity and defensiveness about the legitimacy of his election, the missile strikes that enjoyed bipartisan and broad international support may have put that behind him. That has implications for the impact of US investigations into Russian meddling in the US elections that benefited not only Russia, but also China. And it has an impact on populists in Europe with hopes for electoral success in France and Germany, who in many ways are inspired by Trump’s success and may not want to stray too far away from his policies despite initial criticism of the strikes by the likes of French National Front leader Marine Le Pen. ANYONE’S GUESS The long and short of this all is: the future of Eurasia is up for grabs; multiple players—major ones like China, India and the US, and lesser ones like Russia, Japan and Middle Eastern states—are jockeying for position; no one player is likely to emerge as the clear winner; and energy and ports are key pawns in Eurasia’s Great Game Black swans could well determine the fate of various players. No swan is bigger than the inherent, if not always immediately apparent, instability of autocratic regimes that have yet to truly deliver. That is certainly true for Central Asian states but equally true for Middle Eastern ones, including those like Saudi Arabia which recognize the status quo can no longer be maintained and that survival depends on successful efforts to upgrade autocracy and bring it into the 21st century. In a world of interdependence, it may well be developments in states like those in Central Asia and the Middle East that determine the fate of strategies of the major players. Surviving the Rwandan genocide

felt so guilty for surviving. For many years I did not want to talk about it. I lost many of my extended family cousins, aunties, uncles and my best friend. I came from a family of 14 children, but by the time the genocide started in 1994 only two of us lived in Rwanda with my parents. My other siblings lived in exile, in Burundi, Congo, Belgium and Canada, because of the persecution and discrimination that was going on for many years. On 7 April 1994 when we learnt about the death of the Rwandan President, Juvénal Habyarimana, we knew it was over for us. We decided to gather in a small house hoping the militia wouldn’t find us. But a few hours later, some militia and soldiers came to our house. They said, ‘We are going to kill you’. My dad gave them whatever he could find and they left. Two hours later they came back. My dad begged them, ‘Please don’t kill my children!’ He gave them the rest of his money and asked one of them to take us to the church. He could have killed us, but he took us where we wanted. When we got there we thought we were safe, but that was not the case. FIGHTING TO SURVIVE There were so many people – some injured, others dying. We spent the first night there. We were so scared. I was the teacher at the school just next to the church, so I knew the priest well. I went to him and told him there was another small house where some
daughter and I, along with my sister and her children could hide there as we might find milk for the children. He agreed and we went to hide. An hour after we had left, the militia and soldiers came to kill the people in the church. My mum, dad, nephew, niece were all at the church. Someone came running and told us they were killing people, so we thought, ‘That’s it, they are dead.’ During the night my dad came to the house, with the priest and my nephew. We could not believe it! We cried because we were convinced that mum and my nieces were dead. A MIRACLE On 13 April, a priest asked me to come and meet someone. I thought I was going to be killed, but when I went outside, I saw my brother-in-law, a Belgian soldier and member of the UN peacekeeping mission. He told me to pick up my baby and call my sister and my father. He took us into an army tank and when we got in my mum and my niece were there! We thought my mum was dead, but when they started killing people in the church, she fell on the floor and bodies fell on top of her. The priest found her amongst the bodies and hid her with other survivors. My niece managed to run and hide in the bush! How can you explain that? It is a miracle. We were taken to the airport and flown to Nairobi, Kenya, before eventually settling in Belgium. PART OF THE SISTERHOOD My family and I had experienced so much in Rwanda. Arriving in Belgium was a shock. I was suddenly an outsider, a refugee. I was used to growing up in a soci-
school, in the community. Yet, as an active member of the Girl Guides Association in Rwanda, there was a spirit of being together, no matter where you were from. We just wanted to learn about being citizens and responsible and it didn’t matter whether you were Hutu or Tutsi. Guiding was – and still is – a huge part of my life and it’s made me the woman I am. When I arrived in Belgium, I was amazed to see of two of my Guiding friends waiting to greet me and my family. We were united by being part of this global Movement for girls. They gave us food and support and provided a safe space for me to open up about what I’d experienced without fear of judgement. My fellow Girl Guides also gave me the confidence to be myself and made me realise I could still do something with my life. PASSION FOR PEACE-BUILDING I was given the space to follow my passion for peace-building and when I returned to Rwanda after two years, I went to see my former Girl Guide Group. It was incredible to see how women had taken control of their destiny and rebuilt their association and the way in which the Hutu and Tutsi had done it together. The Belgian, French and German Girl Guides supported the rebuilding too, by donating money, advices, training… When I think about where I am today, what I’ve achieved and what I’ve survived, I know much of it would not have been possible without the support of this sisterhood. One of my cousins was raped by 10 soldiers. My best friend was killed in a way I cannot explain. Rwanda was a 95%
ted and used to go to church every Sunday; they killed each other in those same churches. It took me so long to accept it. But, the priest who saved us, and a few others, were good. I need to accept that not everyone is bad. MOVING FORWARD Nowadays, I work for the World Association of Girl Guides and Girl Scouts, as well as visit schools to educate young people about the genocide. I am also a trustee of SURF, a fund that supports the survivors of the Rwanda genocide. It is so important to work with young people and support them to be open-minded, show respect for one other, have understanding and demonstrate a commitment to human rights. Every time we talk about the Rwandan genocide, we must remember countries such as South Sudan and Burundi who have been suffering for far too long. Collectively we need to support other communities and make our voices heard so it doesn’t happen again – and this starts with young people. For me, it’s incredibly heartening to see young people sit up and take interest, even 23 years on. Even though my daughter who is the same age as the Rwanda genocide doesn’t remember what happened, she wants me to share our story no matter how painful, because it’s important we learn from it. And when she says, “Mum, I am so proud of you, you are my role model” - I know it’s a story I must continue to share. The Dysfunctional Legislature in Nagaland
I
n the topsy-turvy politics of Nagaland, our legislature often appears to function for name’s sake only. The Speaker and a handful few would do most of the talking, while the rest would remain quietly seated in the like of our traditional class-room setup and soon the “chuti” is declared for the day so that everyone can rush home. By the way, are they short of pressing issues for discussion and debate on the floor? Our Naga politicians claim to follow the parliamentary system of government. But in view of the absence of any rigorous debate or substantive interaction amongst them, one can perhaps assume that they don’t even know the meaning of the word “parliament,” which comes from the French word parler, meaning “to talk.” In my experience with the Nagas, it is the civil society leaders, not our parliamentarians, who do most of the serious thinking and meaningful debating on issues affecting our society, when it should have been the other way round. It might seem obvious that the role of a legislator is to enact laws. Indeed, some of the earliest legislatures, such as the Roman Senate (c. 500 B.C.E. – 100 C.E.), came to exist as institutions to discuss and enact laws. And following this political system, today legislators in all civilized nations enact their own laws to govern their own people. But in the case of Nagaland, when was the last time our legislators enacted laws, let alone enforced them, to ensure the rule of law? No doubt they had passed certain policies and approved numerous bills over the past several decades, but these alone are not enough. Despite the possibility of enjoying the full special provision contained in the Article 371(A), our politicians, past and present, have practically done nothing to develop our own laws. That in itself speaks volume that our leaders have miserably failed to live up to their name as legislators. Several other weaknesses in our legislature could be pointed out as well. First, our leaders don’t seem mature enough to accept contrary opinions. They seem to take every criticism of their policies or actions as personal attack and get offended easily. Second, they have an unwritten policy that everyone must always adhere to his own party’s line or else be disciplined. This is how party members are forced to be obedient servants of the party machine. And, of course, the excuse is that this is needed for the sake of party’s unity. But some serious questions must be asked here: Is this policy good for the society? Shouldn’t the representatives of the people put the people’s interests above their own party’s interests? And, shouldn’t they (legislators) be allowed to vote according to their conscience, as in the case of the American senators and Congress members? In a matured democracy, individual members sometimes openly rebel against their party leadership and defy the whips; sometimes they are penalized and even lose their seats, but more often they survive politically, because the public respect such display of the legislators’ guts and would likely vote them back to power. This is one example of legislative leadership. However, this is rarely seen amongst our legislative members as evident in the fact that most of them simply serve as “rubber-stamps” to whatever the party leadership says. In my opinion, our legislature is slowly losing its independence and regional identity as our legislators are increasingly depending on their “party masters” (High Command) in Delhi. This is not only true of those Nagas who are part of the Congress or the BJP, but in recent years our NPF’s leadersare also desperately seeking alliance with the BJP at the Centre. In addition to running after the Indian national parties, our legislators are also selling their souls to certain Naga national groups, especially during elections. By engaging in all these political adventures, they have made our legislature powerless and weak. In most constitutional democracies, the legislature is the supreme representative institution – that is, the legislature exercises oversight of the executive branch and oversees the executive’s actions. For example, the Israeli legislature must approve the cabinet as a whole. The U.S. Senate has the right to “advise and consent” on such presidential appointments as cabinet members or Supreme Court justices. Another area of legislative oversight involves the right of the legislature to scrutinize executive performance. In Britain, Italy, and South Africa, for example, ministers in the executive cabinet must appear before the legislature and respond to legislators’ question or criticisms about any actions taken by their department. But in the case of Nagaland, the legislature is made to be subservient to the Chief Minister and his cabinet. So then, what do we need to do? First, we must restructure and reform our institution of legislature by making it as the supreme people’s institution and thus the seat of collective legislative powerhouse. Secondly, we must recognize that, in a free legislature, all members are supposed to enjoy a sense of equality irrespective of party affiliations and portfolio-holdings. This being how it should be, any member can assert legislative leadership and win influence in the following ways: by demonstrating expertise on various issues, by parliamentary eloquence, by skill in applying personal influence to other legislators, by mastery of legislative technique, by a simple capacity to make trouble or throw up roadblocks, by serving in various committees (as chairman, if possible, in some standing committees), by using membership in numerous pressure groups to press the government, by mobilizing the general electorate to influence the elected representatives, and so on. These are some of the things that can make anyone to be a powerful legislative leader.Why, then, areour MLAs in Nagaland so inactive and voiceless? Don’t we have any competent legislative leader at all?

Voices of dissent being muzzled, SC shocked by money meant for poor going 'somewhere else' fear prevails: Oppn to President NEW DELHI, APRIL 12 (PTI): Major opposition parties met President Pranab Mukherjee today and put forth their concerns over recent incidents of violence, including attacks by cow vigilantes, and attempts to "muzzle voices of dissent". A delegation of leaders of various political parties, led by former Prime Minister Manmohan Singh and Congress president Sonia Gandhi, called on the President at the Rashtrapati Bhavan and sought his urgent intervention "to ensure the rule of law" in the country. They presented a memorandum to him listing their various concerns and urged the President to ensure that constitutional democracy and fundamental rights of citizens are protected. Leaders of prominent opposition parties including the Congress, the Left parties, TMC, SP, BSP, JD-U and the RJD were part of the delegation. After the delegation met the President, Leader of Opposition in the Rajya Sabha Ghulam Nabi Azad said, "An environment of fear and insecurity is prevailing in the country and voices of dissent are being muzzled." He said an environment of fear and insecurity is prevailing in the country and voices of dissent are being muzzled. "In a democracy, the rule of law must prevail,
but self- styled lumpen elements have indulged in violence, mob lynching of citizens and harassment is being witnessed across the country," he said. He cited recent incidents of lynching of a dairy farmer in Alwar in Rajasthan and similar incidents in Una in Gujarat, Dadri in Uttar Pradesh and Udhampur in Jammu and Kashmir, besides many others across the country. The delegation also raised the issue that critical appointments have been made "arbitrarily bypassing the Parliament and other institutions". Azad said the states ruled by non-BJP parties "are being destabilised by misusing the powers of Governors and artificial majority is cobbled up by unethical means" and recent examples of Goa and Manipur were cited in this regard. The issue of malfunctioning and alleged tampering of EVM machines were also raised with the President, that have reportedly raised questions on the sanctity of electoral process, particularly in recently-concluded elections. He said in this regard the opposition parties have
already met the Election Commission, which has promised to convene an allparty meeting on the issue. "There has been an attack on cultural, academic and historical institutions, universities, especially Nalanda University and the Nehru Memorial Museum and Library," he said. "The continuous violence and failure of governance in Jammu and Kashmir is a matter of grave national concern," he said. Azad also added that all central agencies -- the CBI, Income Tax and the Enforcement Directorate -- are being used to harass leaders of political parties, particularly chief ministers. "There has never been such harassment of chief ministers and leaders of political parties," he said. Besides Manmohan and Sonia, Congress leaders Rahul Gandhi, Mallikarjun Kharge and Anand Sharma were part of the delegation. NEW DELHI, APRIL 12 (PTI): Voicing "shock" over money meant for the welfare of construction workers going "somewhere else", the Supreme Court on Wednesday asked the Comptroller and Auditor General (CAG) to file an audit report as to how crores of rupees for the purpose was spent. It observed that there is no record as to how Rs 5,000 crore was spent and directed the CAG to file the report within two weeks. "Out of the Rs 26,000 crore, Rs 5,000 crore have been spent. We do not know where the money has been spent. You have to ensure that it is not spent for tea or lunch," a bench comprising Justices M B Lokur and Deepak Gupta told Additional Solicitor General (ASG) Maninder Singh. "A lot of money is involved in this. It is supposed to go to the poorest people of the country. It is not going to them. It is going somewhere else. It is a very important matter. The money should reach to the poorest people," the bench said. Singh told the bench that the money was lying with the state governments and "it is not that the money has disappeared". The court, however, observed that what has been conveyed to it was shocking and the Centre must find a way to deal with the situation. "What has been told to us is very shocking. You have to find out a solution. It is a matter of 26,000 crore," the bench told the ASG. Senior lawyer Colin Gonsalves, who appeared for the petitioner, claimed that a huge amount of money was transferred and it was being used for "all kinds of sundry purposes". "Roughly, how much will be the amount," the bench asked a CAG official, who was present in the court. Responding to the court's query, the official said the total amount may be around Rs 28,000 crore.
When the apex court asked the official about the Rs 5,000 crore which has been spent, he said, "We will look into it and give an audit report." The bench then fixed the matter for further hearing on May 5. The CAG had earlier told the court that it would file an affidavit giving the latest status with regard to the audit of the funds meant for welfare of construction workers across the country. The court had in 2015 expressed displeasure over non- utilisation of a whopping Rs 26,000 crore by the Centre and various state governments, saying it cannot get worse than that. It had also said it was "ridiculous" that the money meant for these workers was spent on the 'babus' and advertisements. The court was hearing the PIL filed by an NGO, National Campaign Committee for Central Legislation on Construction Labour, alleging that the statutory cess levied from real estate firms for the welfare of construction workers was not being utilised properly as there was no mechanism to identify the beneficiaries for extending the benefit. It had earlier asked the Haryana, Rajasthan, Uttar Pradesh and Delhi governments to "file their submissions on affidavits with regard to collection and utilisation of the amounts and proposals for utilisation within two weeks". The order was passed after certain facts were brought the court's notice, including that Haryana had over the years collected Rs 1314.86 crore under the Building and Other Construction Workers' Welfare Cess Act but disbursed only Rs 52 crore and even the details of which were unavailable. An amicus curiae, who was assisting the court, had said that Rajasthan had collected Rs 588.36 crore but disbursed only Rs 59.45 crore, the details of which were also not available.
India's denial of rights to tribals in tiger reserves raises fears of violence
MUMBAI, APRIL 12 (THoMSoN REUTERS FoUNDATIoN): The Indian government has directed states not to grant rights to indigenous people and forest dwellers living in tiger reserves, a move that could hurt vulnerable communities, trigger clashes and endanger wildlife, human rights activists said. The National Tiger Conservation Authority issued a notice to states two weeks ago asking officials to suspend granting of rights to tribals and other forest dwellers under the Forest Rights Act in all critical tiger habitats. "In the absence of guidelines for notification of critical wildlife habitats, no rights shall be conferred
in critical tiger habitats," said the notice to 17 states with tiger reserves. The Forest Rights Act (FRA) of 2006 gives indigenous people and forest dwellers the right to harvest and use forest resources to maintain their traditional livelihoods. More than a fifth of India's 1.2 billion population was expected to benefit from the law covering vast areas of forest land roughly the size of Germany. But implementation has been slow and conflicts between states and tribal communities have risen as demand for land increases in one of the world's fastest growing economies. Scarcity of land has also brought the competing
needs of wildlife and humans into conflict across the country as land is increasingly sought for industrial projects. Land reserved for wildlife including tigers, elephants and rhinoceros is also inhabited by tribal villagers and hundreds have been evicted in violent clashes recently. The new order will only trigger more such clashes and impoverish vulnerable communities, said Brajesh Dubey at the conservation non-profit Foundation for Ecological Security. "We are going to see more people displaced because the government wants to show they care about tigers," he said. "But it has been proven that tribal communities
help prevent poaching and also help in conservation efforts." India has about half the world's estimated 3,200 tigers in dozens of reserves established since the 1970s. Wildlife tourism is a growing money spinner for India, even as conservationists are divided over whether visitors help protect threatened species or encroach on their habitat. An unperturbed Banerjee said she considers such threats as "blessings". As the Trinamool Congress and Congress raised the issue angrily in Parliament, demanding action against Yogesh Varshney, the Bharatiya Janata Party distanced itself from the Aligarh-based leader. BJP national Secretary Rahul Sinha said such comments cannot be condoned. "We doubt if he has the credibility to be a BJP Yuva Morcha leader. Such comments cannot be supported by anyone. He has made a most jihadi-like statement," Sinha said in Kolkata. "We will continue to oppose Mamata Banerjee on political grounds. But the BJP does not approve the politics of hatred and murder though such extreme comments were made by Trinamool Congress leaders earlier," he said. Speaking in Murshidabad, Banerjee said: "I am being abused variously. I consider that as blessings. The more they abuse us, they more we will march forward. "Now we are in Bengal. Slowly we will move on to Bihar, Odisha, Jharkhand, Delhi, Punjab and Uttar Pradesh." In the Lok Sabha, Parliamentary Affairs Minister Ananth Kumar condemned the remarks. "The statement ... is completely wrong. We condemn it. Mamata Banerjee is an elected leader and she must be respected," he said. Varshney of the Bharatiya Janata Yuva Morcha made the statement after police clashed with people taking part in a Hanuman Jayanti rally in West Bengal's Birbhum district on Tuesday. ings? If there was some humanity, then there wouldn't be so much discrimination against the Hindus," he said after apparently seeing a video of police assaulting the rallyists to disperse them. "There is only one thought that crossed my mind after watching that video... Whoever will cut off Mamata Banerjee's head, I will give that person Rs 11 lakh as reward," Varshney said. Varshney's offer went viral on social media, triggering widespread condemnation. Describing the comment as a provocation against a popular Chief Minister and an attack on women, opposition leaders denounced Varshney. Trinamool Secretary General Partha Chatterjee said people like Varshney had no idea what stuff Banerjee was made of. "She was thrown out of the Kolkata police headquarters and dragged out of Writers Building (Secretariat) during CPI-M regime. Police dragged her by the hair from Singur during the land movement (in 2006) but nothing could stop her," Chatterjee said. Eminent Bengali writer Nabanita Deb Sen said: "I feel so annoyed. Where are we living? Fatwas are being issued, death threats are being given. Why shouldn't he be arrested and punished?" Thespian Bivas Chakraborty added: "Politics is going into the hands of mentally disbalanced and insane people. In such a situation, nobody is secure." In Parliament, Trinamool leader Saugata Roy sought action against Varshney. "I urge the government to take all possible action against the leader who has threatened a popular and down-to-earth Chief Minister," he said. NEW DELHI, APRIL 12 (PTI): Women and Child Development Minister Maneka Gandhi has urged Delhi Chief Minister Arvind Kejriwal to ensure that doctors in government hospitals are not denied maternity leave. Gandhi wrote a letter to Kejriwal following a media report which claimed that several government hospitals in the city either denied maternity leave to women resident doctors serving in the hospital on ad hoc basis or asked them to resign when they broached the topic. The report claimed that this was a common practice in hospitals like Baba Saheb Ambedkar, Guru Tegh Bahadur, Govind Ballabh Pant and Lok Nayak hospitals, and the Municipal Corporation of Delhi
(MCD) hospital Hindu Rao. "It is important for us in the government to ensure that the working conditions are suitable as well as enabling for working women. For this, extended maternity leave is one of the factors. "I, therefore, request you to ensure that women doctors are not denied these benefits under any circumstances," Gandhi said. Her letter said she has been informed that not just temporary resident doctors but regular doctors are also denied maternity benefits. The Maternity Benefit (Amendment) Bill, 2016, passed by Parliament last month, extends paid maternity leave from 12 weeks to 26 weeks and is applicable to all organisations with 10 or more employees.
NEW DELHI, APRIL 12 (IANS): A court here on Wednesday issued open-ended non-bailable warrant (NBW) against liquor baron Vijay Mallya in case of alleged violation of foreign exchange rules. Chief Metropolitan Magistrate Sumit Dass issued the NBW after Mallya did not appear in the Foreign Exchange Regulation Act (FERA) violation case. The court fixed November 8 for further hearing but asked the probe agency to file a status report within two months. The court was hearing the final arguments in the 2000 case related to alleged violation by Mallya of the erstwhile FERA provision in arranging funds to advertise his company's liquor products abroad. On October 4 last
year, the Enforcement Directorate told the court that Mallya can obtain emergency travel documents to return to India and face the FERA violation case. The court has observed in its three-page order that Mallya failed to obtain the emergency travel documents as he has no intention to return to India. Mallya on September 9 sought exemption from personal appearance in court and said he is unable to return and face trial as the Indian authorities had suspended his passport. On July 9 last year, the court asked Mallya to personally appear after allowing the Enforcement Directorate's plea to withdraw the exemption given to him from personal appearance in the case.
Parl adjourned sine die; Budget Session 'golden', says Centre NEW DELHI, APRIL 12 (IANS): Parliament was on Wednesday adjourned sine die as the Budget Session (242nd Session) came to an end. While the Chairs of both houses expressed satisfaction over the amount of legislative business conducted, the government called it the most fruitful and golden session in Indian legislative history. Apart from the Budget 2017-18, Appropriation Bill and the Finance Bill, Parliament also passed the crucial Goods and Services Tax (GST) Bill aimed at introducing a uniform indirect tax regime across the country. A total of 24 bills were introduced during the session. Of these, the Lok Sabha passed 23 bills, while the Rajya Sabha passed 14. A total of 18 bills were passed by both
the houses. The session commenced on January 31, a first in the history of Indian Parliament. It went into recess for 27 days from February 10, and was reconvened on March 9. In all, both houses of Parliament held 29 sittings each during the session. "This Budget session has been very fruitful... in the last 70 years. This is for the first time in Indian legislative history that all financial business of government has been completed before the start of the next financial year, and that too by following the due process of general discussion and scrutiny by Standing Committees," Union Parliamentary Affairs Minister Ananth Kumar said. He said the Union Budget 2017-18 has already come
into effect from April 1, which is "unprecedented". The Finance Bill led to sparks in the Rajya Sabha as the opposition accused the Centre of misusing the money bill route to amend laws in order to bypass the upper house. It made certain recommendations to the Finance Bill, which were rejected by the Lok Sabha. The Lok Sabha's productivity turned out to be 113 per cent while that of the Rajya Sabha was 92 per cent. While the Lok Sabha lost around eight hours to interruptions, the Rajya Sabha lost 18 hours. The lower house worked 19 hours extra while the upper house worked seven extra hours to make up for the loss. Some of the important bills passed by both the hous-
es include the four GST Bills, Payment of Wages (Amendment) Bill, Maternity Benefit (Amendment) Bill, Mental Healthcare Bill and the Employee's Compensation (Amendment) Bill. The Parliamentary Affairs Minister appreciated the cooperation extended by the opposition in the transaction of legislative business, but blamed the Congress for stalling a bill for the grant of constitutional status to the National Commission for Backward Classes. Vice-President and Rajya Sabha Chair Hamid Ansari, in his valedictory remarks, appreciated the members' enthusiasm in participating in the house proceedings, especially those from the last two rows. "The participation of the members occupying the last
two rows is remarkable. Out of a total of 205 Zero Hour submissions, they raised 86 -- approximately 42 per cent," Ansari said. Lok Sabha Speaker Sumitra Mahajan too expressed pleasure over the smooth conduct of the session and hailed it as "very fruitful and productive". "All processes related to the Budget, related to tax or expenditure, have been completed before the end of this financial year. This gave the government departments an opportunity to spend on public welfare works," she said. During the Winter Session in 2016, which saw a complete washout in the wake of the November 8 demonetisation, the Chairs had expressed deep displeasure over the stalling of the two houses by their respective members.

Childhood cancers record 13% rise worldwide: Study pArIs, AprIl 12 (IANs): Incidents of childhood cancer have increased across the globe by 13 per cent over 20 years, reaching an annual rate of 140 per million children aged 0-14 years worldwide, says a study by the World Health Organisation’s cancer research arm. In 2001-2010, childhood cancer was 13 per cent more common than in the 1980s, showed the study by the International Agency for Research on Cancer (IARC), part of the WHO. Part of this increase may be due to better, or earlier, detection of these cancers, the researchers noted. Leukaemia -- a cancer which starts in blood-forming tissue, usually the bone marrow -- is the most common cancer in children younger than 15 years, making up almost a third of childhood cancer cases, the findings showed. Tumours of the central nervous system ranked second (20 per cent of cases), and lymphomas accounted for 12 per cent of cases. In children younger than five years, a third of the cases were embryonal tumours, such as neuroblastoma, retinoblastoma, nephroblastoma, or hepatoblastoma. The findings, published in the journal Lancet Oncology, are based on information collected globally on almost 300,000 cancer cases diagnosed in 2001-2010. “Cancer is a significant cause of death in children and adolescents, in spite of its relatively rare occurrence before the age of 20 years,” said IARC Director Christopher Wild. “This extensive new set of information on the pattern and incidence of cancer in young people is vital to raise awareness and to better understand and combat this neglected area of health early in life,” Wild said. The study also reported, for the first time, on cancer occurrence in adolescents (age 15-19 years). The annual incidence rate was 185 per million adolescents, based on records of about 100,000 cancer cases. The most common cancers were lymphomas (23 per cent), followed by the cases classified as carcinomas and melanoma (21 per cent). Cancers developing in children are more likely to be triggered by genetic predisposition, compared with cancers in adults. This study suggests that the incidence of childhood cancers may be influenced by doctors’ changing awareness about childhood cancer or by effects of external factors, such as infection or some environmental pollutants. To enable the identification of causes that could possibly be avoided, high-quality information about cancer occurrence is needed for a representative proportion of the global population. Data for this study were contributed by 153 cancer registries in 62 countries, departments, and territories, covering approximately 10 per cent of the world’s population of children.

Trump’s call with Xi, just days after they met in the United States, came as an influential staterun Chinese newspaper warned that the Korean peninsula was the closest it has been to a “military clash” since North Korea’s first nuclear test in 2006. The communication between the leaders underscores the increasing sense of urgency as tension escalates amid concern
that reclusive North Korea could soon conduct a sixth nuclear test, or more missile launches, and Trump’s threat of unilateral action to solve the problem. Trump had ordered the USS Carl Vinson aircraft carrier group to head to the Korean peninsula in an attempt to deter North Korea’s nuclear and longrange missile ambitions, which it is developing in defiance of U.N. resolutions and sanctions. Trump pressed Xi to do more to curb North Korea’s nuclear programme when they held their first face-toface meeting in Florida last week. He said on Twitter on Tuesday that North Korea was “looking for trouble” and the United States would
“solve the problem” with or without China’s help. In their telephone call, Xi stressed that China “is committed to the target of denuclearisation on the peninsula, safeguarding peace and stability on the peninsula, and advocates resolving problems through peaceful means”, Chinese state broadcaster CCTV said. Chinese Foreign Ministry spokesman Lu Kang, who said Trump had initiated the call, urged everyone to lower the tension. “We hope that the relevant parties do not adopt irresponsible actions. Cases of missing pastor, other nationals chill Malaysia
KuAlA lumpur, AprIl 12 (IANs): The cases of a missing pastor and several other nationals have surfaced in Malaysia, the media reported on Wednesday. Pastor Raymond Koh went missing on February 13 when he was exiting a highway in the leafy suburb of Kelana Jaya just outside of capital Kuala Lumpur. At first, it appeared to be a case of possible kidnapping but later more reports of missing Malaysians began to surface, BBC reported. A widely circulated CCTV clip showed a convoy of black SUVs and motorcycles swooping down on Koh’s car and boxing it in by the side of the road. According to the video, several men then jumped out and ran to Koh. There was a flurry of activity, and the convoy moved off -along with his car. It was the last time anyone saw him. These incidents have been connected in an “unprecedented” spate of disappearances, which have mystified Malaysia and raised fears of religious vigilantism. The police said they have been investigating the CCTV clip.
Koh’s family said it was no ordinary kidnapping, and that “religious elements” took the pastor in an act of “vigilantism or terrorism”. Koh runs a non-government organisation called Harapan Komuniti (Hope Community) here, which helps the poor, single mothers, and drug addicts. “He’s passionate, he loves people, he loves God,” Jonathan Koh son. Raymond Koh’s organisation was in 2011 probed by Malaysia’s Islamic authorities. It was accused of attempting to convert Muslims when the organisation hosted a party with Muslim attendees at a church. The allegations were later dropped. Apostasy is an offence in Muslimmajority Malaysia. Koh remained a target of online rumours and even received two bullets in the post shortly afterwards, his family said. It has emerged that several people had lodged a police report against Koh, alleging that he tried to convert Muslims to Christianity in January. Fury in Vietnam over United passenger dragged from plane
HANOI, AprIl 12 (rEutErs): Outrage spread to Vietnam on Wednesday over United Airlines’ handling of a passenger dragged from his seat after it emerged that the 69-year-old U.S. doctor was Vietnamese by birth. Although United Airlines has no direct flights to Vietnam, there were widespread calls on social media for a boycott after video showed a bloodied David Dao being yanked out of the plane by airport security on Sunday to make way for United employees. The ire in Vietnam grew quickly after it was reported that Dao’s origins were not in the Southeast Asian country’s old enemy, China, as many had at first assumed. Vietnamese also fumed at allegations over Dao’s past reported in the United States as irrelevant and possibly racist. “Watching this makes my blood boil, I’ll never fly United Airlines,” commented Anh Trang Khuya on Facebook, the most widely used social media platform in Vietnam. Nguyen Khac Huy wrote: “Boycott United!!! This is excessive! Let’s be loving and united, Vietnamese people!” There was no immediate comment from the government or in state media. Video showing Dao being pulled from United Airlines Flight 3411 at Chicago O’Hare International Airport on Sunday went viral and the worldwide backlash hit the airline’s share price and prompted an apology from the company chief executive. Kentucky’s medical board website shows that a doctor David Dao graduated in 1974 in Ho Chi Minh City - then known as Saigon and the capital of U.S.-backed South Vietnam before its defeat and the reunification of Vietnam under communist rule a year later. Around that time, Dao left for the United States, according to U.S. media and Vietnamese websites. Vietnamese media said that Dao was also a songwriter and crooner of soulful ballads - including one about the memory of rain falling in Saigon. Reports in U.S. media of an offence that had led to Dao losing his medical licence in 2003 were dismissed in Vietnam as a probable smear campaign. “Dr. Dao didn’t do anything wrong on that flight and that’s the main thing,” wrote Clarence Dung Taylor in a post that had more than 4,000 likes. The attitude to the case shifted dramatically in Vietnam once it was reported that Dao was not from China - an ancient enemy with which Vietnam continues to have a maritime dispute over the South China Sea.

There is no evidence these are in any way linked but in the absence of concrete information, many have come up with their own theories, in-
cluding that the authorities may have had a hand in all this.The “unprecedented mysterious” vanishings has led to “public perception and speculation... of forced disappearances”, said the Malaysian Bar, using a term which usually refers to state-sponsored abductions. The country’s top police officer last week told citizens to “please shut up” and on Wednesday told the media that there “was no connection”. Others believe religious vigilante groups may be responsible. Malaysian Muslims practise a moderate version of Sunni Islam, but in recent years the country has seen the rise of vocal Islamist groups. Authorities have arrested dozens of suspected extremists. Last year Malaysia saw its first attack by the Islamic State militant group. The Malaysian Bar said they raised “alarming doubts” about the country’s security. Koh’s disappearance in particular has sent a “worrying signal” to Christians, said Hermen Shastri, general secretary of the Council of Churches of Malaysia.

While Kerala youngster Sanju Samson's maiden T20 hundred set things on fire in the first innings as Delhi posted a mammoth 204/5, captain Zaheer Khan led from the front with three wickets to bundle the hosts out for a paltry 108 in 16.1 overs. Zaheer (3/20) was complimented well by leg-spinner Amit Mishra, who returned with figures of 3/11 and Australian pacer Pat Cummins (2/24) as Pune succumbed to their second defeat in their three matches so far. For the second weekend running, Antonio Conte's side kick off after their main pursuers Tottenham Hotspur but, unlike last Saturday when they were always odds-on to restore their advantage by beating Bournemouth, real danger lurks in the form of Manchester United - and exmanager Jose Mourinho. When the teams last met the Portuguese appeared unusually relaxed, eschewing the regulation collar and tie he always wore as Blues manager for gilet and trainers. But he still ended up squaring up with Conte on the Stamford Bridge touchline during a fractious FA Cup quarter-

Chelsea's 1-0 win was their second over United this season and although the result was much closer than the 4-0 league drubbing, the chasm that has opened between the teams was clear. Mourinho will respond to the workload by rotating his squad. Malik sealed the win -- and his ton -- in spectacular fashion, smashing a six off West Indies captain Jason Holder to wrap up victory with nearly seven overs to spare. Malik's 101, which included two sixes and ten fours, was matched by an assured 81 from Mohammad Hafeez as Pakistan finished on 236 for four in reply to the home side's 233 for nine. "I can't thank Hafeez enough for the way he played because he took all the pressure off me," said Malik after collecting both the "Man of the Match" and "Man of the Series" awards. Tessy Ojo, chief executive of the Diana Award, said in a statement: "Princess Diana is widely remembered for her values of compassion, kindness and service to others, irrespective of their culture, race or background. "Twenty years on, we are delighted that both her sons - The Duke of Cambridge and Prince Harry - will be presenting this unique and prestigious Legacy Award to our future leaders at St James's Palace in London on May 18." TURIN, ApRIl 12 (ReUTeRs): Paulo Dybala upstaged his fellow Argentine Lionel Messi by scoring two exquisitely taken goals to set Juventus on the way to an emphatic 3-0 win over an underwhelming Barcelona in the Champions League on Tuesday. The Spanish side, who overcame a 4-0 first-leg deficit in the previous round to beat Paris St Germain,
will have to pull a similar trick out of the hat after being comprehensively outplayed in the quarter-final first leg. Dybala fired Juve ahead in the seventh minute and added the second goal before the half hour while defender Giorgio Chiellini headed in the third early in the second half in another rousing Juventus performance.

DORTMUND, ApRIl 12 (Ap): With the help of a hashtag, Borussia Dortmund fans have opened their doors to stranded Monaco supporters after their Champions League game was called off. The first leg of the quarterfinals was postponed by a day after the Dortmund team bus was targeted in three blasts. Dortmund defender Marc Bartra needed surgery on injuries to his wrist and arm. Many Monaco fans had planned to return home after Tuesday's game and were left without accommodation for the night. But using the hashtag “#bedforawayfans”, supporters were able to communicate on Twitter to arrange meet-ups and offer spare rooms or couches. User (at)doerpm wrote on Twitter: “If
